T

HE government yesterday released the full text of the bailout terms agreed with international lenders, which provides for spending cuts of over €1.2 billion between 2012 and 2016 and widespread reform of the banking and public sectors.

“All issues in the memorandum have been agreed apart from the amount needed for bank recapitalisation,” Finance Minister Vassos Shiarly said.

The document had been given to parties after receiving the permission of the lenders, collectively known as the troika, and it was not long before it was leaked to the media.

It includes cuts in civil service salaries, allowances and pensions and increases in VAT, tobacco, alcohol and fuel taxes, taxes on lottery winnings, property, and higher health care costs over the next three years. Civil service work hours are also expected to change in a move to cut down on overtime.

Cyprus and international lenders last week struck a preliminary agreement on the terms of a bailout pro-

gramme but can only be finalised once the interim results of the due-diligence into the banks’ loan portfolios are known.

The preliminary due diligence results are expected in early December. It would then have to be approved by the Eurogroup and by individual member-states.

The Eurogroup is expected to discuss Cyprus on December 3, but a more in-depth discussion is set to take place 10 days later, after the due diligence results become known.

Shiarly said the government will submit to parliament 20 bills related with the memorandum, with the aim of having them approved by December 13.

The bailout, speculated to be around €17 billion, will enable the island to recapitalise its Greece-exposed banking sector and ensure financing for the government at an affordable rate.

But it comes with conditions that will usher in widespread reforms. The aim of the programme is to restore the soundness of the banking sector “by thoroughly restructuring, resolving and downsizing financial institutions, TURN TO PAGE 2

Napoleon letter vowing to blow up Kremlin is up for auction in Paris A RARE, greying letter from Napoleon Bonaparte vowing to “blow up the Kremlin” goes up for auction in Paris this weekend, providing an insight into the French Emperor’s ill-fated Russian campaign.

Written in code and dated October 20, 1812, the spidery missive reads as a series of figures, signed hastily from “Nap”.

The original transcript also goes

on sale, with its first fateful sentence: “I’m going to blow up the Kremlin on October 22, at 3 o’clock in the morning.”

The letter is part of a collection of over 400 Napoleonic artefacts to be sold off by auction house Osenat tomorrow where it is expected to fetch between €10,000 and €15,000 ($13,000-$19,500).

“It’s magical, we’ve actually got

a piece of history in our hands... I wouldn’t miss this for an Empire,” said Jean-Pierre Osenat, head of the auction house.

The letter was written at a difficult time for Napoleon, towards the end of his 1812 Russian campaign in which more than 300,000 French soldiers died.

The battle outside Moscow in September is considered among

the bloodiest dayS of action in the Napoleonic Wars, with at least 70,000 casualties.

When Napoleon finally entered Moscow, he found the Russian Tsar had already evacuated and the city was in tatters.

It was then he began the disastrous Great Retreat from Moscow, ordering the Duke of Treviso to destroy the Kremlin as he went.

(continued from front page) strengthening of supervision, addressing expected capital shortfall and improving liquidity management,” while correcting excessive government deficit and implementing structural reforms to support competitiveness and sustainable and balanced growth.

The programme calls for fiscal measures totalling 7.25 per cent of GDP or around €1.2 billion between 2012 and 2016.

It comes with a warning that in the event the goals are not met, the “government should stand ready to take additional measures to preserve the programme objectives, including by reducing discretionary spending.”

“Over the programme period, cash revenues above programme projections, including any windfall gains, will be used to reduce debt. If instead over-performance materialises to the extent that it is deemed permanent, this can reduce the need for additional measures in the outer years.”

For 2012, the government must achieve a deficit of no more than 5.8 per cent of GDP or around €1.1 billion, according to the memorandum.

To achieve this, the government must immediately implement additional permanent measures of at least €42 million. Among the immediate measures is the scaled reduction in the salaries of pub-

The measures include extending a freeze of cost of living allowance payments until the end of 2015 – the duration of the programme, extending the freeze of increments and general wage increases in the public and broader public sector and temporary contribution in the public, broader

Among the revenue measures, the programme provides for updating the 1980’s prices by applying the CPI index over 1980 to 2012; and amend tax rates for the value bands. THE UNION movement across Cyprus is planning to hold a work stoppage and mass rally outside Parliament and the Finance Ministry to protest against cost-cutting measures included in the loan agreement with the troika, in transpired yesterday.

Unions met yesterday for three hours in Nicosia to discuss their response to the cuts in spending on the public payroll promised by the state to international lenders.

Speaking after the meeting, SEK union boss Nicos Moyseos said all unions found the measures affecting workers and burdening the public with more taxes to be “tough”.

Union representatives agreed to propose a mass rally attended by the entire union movement to their respective organisations. Moyseos said once they got the go-ahead, a date would be set very shortly.

According to sources of the Cyprus News Agency, the proposal involves a work stoppage, during which public servants will march towards the Parliament and Finance Ministry where they will hold a mass rally protesting against the measures.

Apart from their pay and pension cuts, public sector working hours are to be changed to cut down on overtime costs.

The troika memo said in addition to these changes, authorities must commission an independent external review of possible further reforms.

It said an appropriate system of remuneration and working conditions / conditions of employment in the public sector (e.g. annual vacation leave, sick leave, maternity leave, working time), should more in line with the private sector and with other EU countries, and based on best practices.

It also provides for the introduction of a new performance based appraisal system in the public sector linking performance with remuneration.

- Undertake a reform of the tax system for motor vehicles, based on environmentally-friendly principles, with a view to raising additional revenues, through the annual road tax, the registration fee and excise duties, including motor fuel duties,. The reform will take into account the related study of the University of Cyprus.

- Increase fees for public services by at least 17% of the current values.

- Abolish all exceptions currently in place for paying the annual company levy of EUR 350.

- Ensure a reduction in total outlays for social transfers by at least EUR 113 million through: (a) the abolition of a number of redundant and overlapping schemes such as the mothers allowance, other family allowances and educational allowances; (b) the abolition of supplementary allowances under public assistance, the abolition of the special grant and the streamlining of the Easter allowance for pensioners; (c) reducing the costs for various housing schemes by at least EUR 35 million by consolidating and streamlining the schemes for the displaced and the Comprehensive Housing Scheme, discontinuing the special grant for acquiring a first residence and ceasing the provision of loans and loan guarantees related to house construction and acquisition under all government-administered housing schemes. (see 3.12).

- Ensure a reduction of at least EUR 29 million in the total outlays of allowances for employees in the public and broader public sector by taxing pensionable allowances provided to senior government officials and employees (secretarial services, representation, and hospitality allowances) in the public and broader public sector, reducing the allowances provided to broader public sector employees and reducing all other allowances of broader public sector employees, government officials and hourly paid employees by 15%; and reducing the daily overseas subsistence allowance for business trips by 15%.

- Reduce certain benefits and privileges for state officials and senior government officials, in particular by suspending the right to travel first/business class by state officials, senior government officials and employees with the exception of transatlantic travel. The right to business class travel shall be maintained for the President of the Republic of Cyprus and the President of the House.

- Remove the Director’s prerogative to act in relation to the application of the law’s provisions, including the decision on the withdrawal of lawsuit for unpaid taxes.

Banks might need €10b Preliminary amount, which could be subject to change

By George Psyllides CYPRUS could require up to €10 billion to recapitalise its banks according to a draft deal with international lenders that was released yesterday.

“A bank support facility of up to €10 billion is foreseen under the programme, which will also cover potential future capital needs,” the memorandum said. The amount is preliminary and could be subject to change as suggested by the brackets surrounding the figure.

The exact amount per bank would be determined in a due diligence exercise.

Central Bank Governor Panicos Demetriades told journalists earlier yesterday: “Nobody actually knows for sure.”

Battered by their heavy exposure to debt-stricken Greece, the island’s biggest banks sought state assistance to replenish their capital.

Unable to come up with the cash itself, the government sought a bailout from its EU partners and the IMF. The bank assistance comes with a series of conditions whose implementation will change the island’s banking sector dramatically. The changes will also affect Cyprus’ cooperative lenders.

“Many of the problems for the sector are home-grown and relate to overexpansion in the property market as consequence of banks’ poor risk management practices,” the memorandum said. “Furthermore, the financial sector is

vulnerable because of its size relative to that of the domestic economy.”

The administrative hurdles and the legislative framework currently constraining the seizure and sale of loan collateral will be amended such that the property pledged as collateral can be seized within a maximum time-span of 1.5 years from the initiation of legal or administrative proceedings.

In the case of primary residences, this time-span could be extended to two years.

The Central Bank’s guidance on the classification of loans as non-performing will be amended to include all loans past due by more than 90 days. The conditions also provide for the creation of accredit register listing all borrowers and beneficial owners, from both commercial banks and cooperative credit institutions, to enable these institutions to identify the borrowers who are or were in arrears.

Authorities will also have to align the regulation and supervision of cooperative credit institutions to that of commercial banks. The supervision of cooperatives will be detached from the Commerce Ministry and integrated into the Central Bank.

In consultation with the EU and the IMF, the Central Bank will ascertain the viability of cooperative credit institutions individually and design a strategy for restructuring viable and resolving non-viable institutions. Past reports said this would entail cutting down the number of cooperatives from around 95 to 35, mainly

assets. An AMC or other vehicles will be able to acquire loans and other claims, including foreign exposure from credit institutions in Cyprus that have received or will receive state aid.

The housing market and property regulation • Provide for mandatory registration of sales contracts for immovable property by [Q2 2013]. By [Q4-2014], eliminate the title deed issuance backlog to less than 2,000 cases of immovable property sales contracts with title deed issuance pending for more than one year.

• Publish quarterly progress reviews of the issuance of building and planning permits, certificates, and title deeds, as well as title deed transfers and related mortgage operations throughout the duration of the programme.

• Introduce legislation on amending the procedure on the forced sale of mortgaged property to allow for private auctions as under the rules for immovable property recovery under bankruptcy regulations.

• Better target the rules of court to improve the pace of court

case handling. The authorities shall assess the need for additional measures – including if necessary legislative reforms - to eliminate court backlogs.

• Provide for specialised judges akin to the rules for criminal case handling in order to expedite the handling of cases under commercial and immovable property laws [Q2-2013].

• Implement a property price index that establishes the average property market valuation in 2013 by square metre of habitable surface and land plot.

• Implement the recurrent immovable property tax based on imputed market valuations of land plots according to a unit tax base established by this property index [Q3 2014]. For co-owned land plots, the tax individual owners shall be taxed according to ownership proportions as provided in the cadastre.

Health care expenditure in the spotlight • Assess and publish before parliamentary discussion the potential risks and benefits of the planned introduction of the National Health System.

• Abolish the category of beneficiaries class “B” and all exemptions for access to free public health care based on all non-income related categories except for persons suffering from certain chronic diseases depending on illness severity, while leaving the current threshold for beneficiaries class “A” unchanged.

• Increase fees for medical services for non-beneficiaries by 30% to reflect the associated costs of medical services and create a co-payment formula with zero or low admission fees for visiting general practitioners, and increasing fees for using higher levels of care for all patients irrespective of age.

• Set-up a system of family doctors acting as gate-keepers for access to further levels of care, including effective financial disincentives for bypassing family doctors and for using emergency care services in non-urgent situations.

• Conduct an assessment of the basket of the top 10 publicly reimbursable healthcare products in terms of annual spending to increase cost-effectiveness of the basket of publicly reimbursed products and prepare the implementation of 10 new clinical guidelines focusing on high annual volume and high cost diseases.

• Adopt a restructuring plan for public hospitals improving quality and optimising costs and redesigning the organisational structure of the hospital management.

• Change working hours in line with new public service hours.

At 9am yesterday, the UN took down a wire fence which the Turkish military had erected in the buffer zone in mid-November without authorisation, spokesman for the UN peacekeeping force (UNFICYP) Michel Bonnardeaux said. The UN removed a fence of barbed wire about 60 metres long and placed it just north of the buffer zone in

Woman arrested after her husband stabbed to death A MAN was killed last night in Limassol after being stabbed in the neck in what police believe to be a case of domestic violence.

According to Limassol CID head Ioannis Sotiriades, police were called to a house in Kapsalou in the Limassol district where they found a 34year-old Romanian man lying dead in a pool of blood.

His 39-year-old Greek Cypriot wife was found at the scene in a state of shock.

Based on preliminary investigations, Sotiriades said it appeared the couple got into a quarrel after the wife asked her husband to stop drinking alcohol. The dispute turned violent and the 34-year-old ended up with a fatal stab wound to the throat.

A police spokesman told the Cyprus Mail last night that the 39-year-old woman alleged she was hit by her husband before attacking him with the knife.

State pathologist Eleni Antoniou arrived at the house to examine the scene of the crime.

The 39-year-old was arrested and taken to Limassol hospital to be examined by psychiatrists. She is due in Limassol district court today for a remand hearing.

On site were already in total about 30 UN soldiers and officers, including engineers and a mobile force reserve. Contrary to news reports, there was no fighting, the UN said. “You could describe it as a standoff,” Bonnardeaux said.

What was left of the morning was then spent with soldiers looking at each other as their commanding officers discussed the situation. UN Force Commander Major

General Chao Liu from China arrived at the scene to speak with Turkish officers in an effort to diffuse the mini-crisis in the buffer zone. By early afternoon, “an agreement was struck,” Bonnardeaux said with the UN agreeing to place eight concrete-filled barrels where the fence was to block off access to vehicles.

As of 6pm yesterday, the fence and the Turkish soldiers remained on site. Both were expected to leave the area after nightfall. The UNFICYP’s top brass were in meetings yesterday evening to discuss their response should the Turkish army not stick to its side of the agreement, bearing in mind past experience.

According to Bonnardeaux, the authori-

ties in the breakaway regime said they put the fence up in the first place to block a dirt road used by smugglers. However, from the moment the UN noticed the fence on November 12, the peacekeepers had been asking for its removal in person and in writing.

UNFICYP is tasked with maintaining the status quo on the buffer zone and does not allow any constructions without permission.

Because no action had been taken despite written and verbal requests and meetings, UNFICYP notified authorities they would remove the fence themselves, Bonnardeaux said.

Avlona is about 22 kilometres west of Nicosia centre and about 11km south of occupied Morphou.

A COMPUTER virus scam blocks internet users’ machines and tries to get people to pay €100 to get use of their computer back, authorities said yesterday.

While browsing the internet, members of the public told the police they got a screen message with the emblems of the Cyprus Republic, the police and the picture of a police car.

The message tells people they have broken the law and links information on how they can pay €100 within 72 hours to get use of the computer back, police said.

The computer then becomes inoperable.

A police spokesman said they had no indications the scam was widespread but they recommend using antivirus software and never responding to messages of this kind.

EUROzone joblessness has reached a new high and the poor state of the economy is reducing inflation to near two-year lows, raising the prospect of further interest cuts by the European Central Bank.

In Cyprus the unemployment rate hit 12.9 per cent in October compared to 9.2 per cent in October 2011, and 12.2 per cent in September this year. In the eurozone area the jobless rate rose to a record average of 11.7 per cent.

The EU unemployment rate was 10.7 per cent compared with 10.6 per cent in September.

The jobless rate in the two zones – EA17 and EU – in October 2011 was 10.4 per cent and 9.9 per cent respectively.

Eurostat estimates that 25.9 million men and women in the EU27, of whom 18.7 million in the eurozone, were unemployed in October 2012.

Compared with September 2012, the number of jobless rose by 204,000 in the EU and by 173,000 in the eurozone.

Year-on-year, unemployment rose by around 2.160 million in the EU27 and by 2.174 million in the eurozone.

The lowest unemployment rates were recorded in Austria (4.3 per cent), Luxembourg (5.1 per cent), Germany (5.4 per cent) and the Netherlands

(5.5 per cent), and the highest in Spain (26.2 per cent) and Greece (25.4 per cent in August 2012).

The figures show that joblessness has been pushed to the highest level since the euro was introduced in 1999, illustrating the human impact of a public debt and banking crisis that has reverberated across the world.

“The outlook is still bleak,” Thomas Costerg, an economist at Standard Chartered in London told Reuters.

“We think that ECB President Mario Draghi will leave the door open for more stimulus in the coming months,” he said.

The cost of borrowing for banks and households in the eurozone is already at a record low of 0.75 per cent and economists question whether further rate cuts will do much good, because of a lack of confidence among banks to lend.

The central bank may decide to postpone a rate cut until after its next meeting on

December 6 as it tries to keep markets focused on the benefits of its recently-announced plan to buy the bonds of governments in distress and keep their borrowing costs down.

Many economists blame the spending cuts implemented by almost all governments in the past three years to try to bring down their deficits that ballooned over the past decade.

But in a shift in tone, the International Monetary Fund and the European Commission say now that they may have been too aggressive in pushing for government cutbacks. The Commission is now advocating “growthfriendly fiscal consolidation”.

Draghi, speaking on French radio yesterday tried to sound cautiously upbeat and has avoided the word “recession” in his public comments in recent weeks. “The recovery for most of the euro zone will certainly begin in the second half of 2013,” he told Europe 1 radio.

Deputies briefed on social cuts SOCIAL allowances worth around €30 million will be cut as part of the government’s austerity drive to meet the terms of a bailout, MPs heard yesterday.

The €30 million concern cuts from the labour ministry’s budget, discussed by the House Finance committee.

In all, the state is expected to cut some €113 million in social transfers.

Labour ministry permanent secretary Giorgos Papageorgiou told MPs that certain allowances given to recipients of state assistance will be cut but the basic aid remains untouched.

“After a lot of effort during the negotiations, we succeeded in keeping the state help for basic needs unaffected,” Papageorgiou said.

The measures will see the Easter allowance scrapped, saving €3 million, and the Christmas bonus cut by 20 per cent. This will save the state €1.6 million a year.

The government is also looking to save some €600,000 by scrapping the lump sum for single elderly people while €3 million will be spared by abolishing the heating allowance.

Close to €3 million will also be saved by cutting the socalled nutrition allowance – with some exceptions – and €1.1 million from reducing temporary aid.

Also gone is the special aid given – without any income criteria – to retirees who received a pension of up to €854.

Papageorgiou said an amount earmarked to cover this would be transferred to the finance ministry and paid to recipients using income criteria.

Those eligible would have to apply to the finance ministry.

Other measures include scrapping the marriage allowance and a 30 per cent cut in the funeral allowance.

The cuts also include reductions in the allowance given to people with disabilities to buy a car.

People with disabilities will also see a 50 per cent reduction in summer holiday assistance – to save €150,000 while officials are discussing a 9 per cent cut in allowances given to blind people and others with heavy disabilities.

The government is also planning to scrap some civil servant allowances and reduce others by 15 per cent.

By Alexandra Anastassiades LIMASSOL PUBLIC transport was paralysed yesterday, as the drivers of bus company EMEL began their indefinite strike over the company’s failure to pay their wages in full.

The protesters gathered yesterday morning at the transfer station at Limassol’s old hospital to express their frustration at what appears to be a recurring scenario. This is the fourth time this year that EMEL has been unable to pay the drivers’ wages.

“All we’re asking is to get paid, and then we’ll go back to work. We’re not asking for anything more,” bus driver Andreas Georgiou told the Cyprus Mail.

EMEL’s proposal to pay 50 per cent of salaries to people employed on a weekly basis, and 60 per cent to those employed on a monthly basis has been rejected by the unions.

“The strike may have appeared sudden for many, but for us it was a natural consequence of the current situation we’re in,”

said PEO union’s Limassol district secretary Christos Christofi. He apologised to passengers for the inconvenience, warning however that a solution to the problem does not appear in sight.

“The company left us no choice but to resort to a strike.

“The current situation in Cyprus has left the future of both workers and urban transport at risk,” he added.

SEK’s Limassol unionist Yiannis Tsouris said the company was warned last September when the same issue on payment arose that drivers would go on indefinite strike if it occurred again. The drivers had then called off a 24-hour strike at the last minute when EMEL agreed to pay salaries owed to 110 drivers.

“Even at this late stage, we call on all relevant parties to finally take responsibility and support the public transport system,” Tsouris said.

Drivers in Nicosia are facing similar problems and have also called an indefinite strike that will begin on Monday December 3, in protest over their November wages not being paid in full.

THE CYPRUS Red Cross and the education ministry are appealing to people to donate food staples throughout next week to help Nicosia families have a “dignified” Christmas meal.

“It is – by now – understood that many children and families cannot afford a Christmas spread in the same way that the rest of us can,” the Cyprus Red Cross said in an announcement.

“The Cyprus Red Cross has decided to offer ‘packages of love’ to 500 poor children/families so they can enjoy, like everyone, the Christmas holidays with a dignified, warm meal,” the announcement said.

The campaign is geared to high school students who will be able to pick up a turkey and food items between December 17 and 21.

People are asked to deliver packages next week, from Monday to Saturday, at the Red Cross offices between 8am and 6pm. The offices are behind the Prodromos post office.

Chocolates, sweets, rice, pasta, pulses, dairy products and canned food products, are among the items that people can offer.

“Help us help others!” said the Red Cross.

End to ‘Movember’ with big shave fest in Paphos

HOMEOWNERS at a stricken development in Armou in Paphos will stay in their homes for the weekend despite the fact that electricity supplies are due to be switched off.

Resident Jen Phillips told the Cyprus Mail that the family had nowhere to go and are hoping that the electricity won’t be cut before Christmas.

The desperate mum of two is referring to the authorities who have deemed all six houses on the Armou development unfit for human habitation. Earlier this week, official notices were placed on the substandard homes stating that they were unfit to live in.

The notice states the decree shall remain in force until such time as repair works deemed necessary by the District Officer are carried out.

Louise Zambartas, lawyer for the Phillips, told the Cyprus Mail that the Paphos District office had confirmed the EAC would be cutting off the power supply to all of the homes, making it impossible for the families to remain there.

Phillips and his wife Jen are permanent residents and bought their house outright. They don’t have the money to move. With Christmas looming, the family now faces the prospect of homelessness. The Phillips do not currently pay a mortgage or rent and so these expenses are not factored into their earnings.

Jen Phillips added: “We still haven’t received a letter from the district office which we were told would give us further information about our situation.

It would be impossible for us to pay for somewhere to live but we will have to try to sort something out.”

All of the houses, which were only built in 2004, have serious structural problems, from slanting floors, to the partial collapse of stairs, walls, swimming pools and patio areas. Outside drains are exposed in one garden and retaining walls have split.

Big moustaches have to go after a month of growing

By Bejay Browne THE MONTH of the big moustache has come to an end and men in Paphos who have grown moustaches for the duration of the month had them shaved off at a charity event held yesterday.

The aim of the worldwide initiative is to help raise funds, and increase awareness of men’s health issues as part of the worldwide ‘Movember’ campaign.

This year funds are being raised in support of the Paphos Friends hospice, and ‘Movember’ was organised by St George’s Football Club.

Men taking part in the event gathered sponsorship to grow their moustaches for the month and then shave them off. Organisers of the shave off event are not yet sure of the total amount raised; a collection at the event yesterday brought in €600 alone. They say they are hoping to raise at least €2,000.

Peyia resident, Nicolas Eggers, sported a splendid moustache, raising €150 for the hospice. He and a group of friends wore T-shirts with the slogan “If you like my tash- then donate some cash.”

He and the other ‘Movember’ men had their moustaches shaved off by Pete Jenkinson, a barber from Peyia. Jenkins brought along his barber chair and hair-cutting equipment to

the Frog and Toad bar in Coral Bay, where the men were all ‘shorn.’

Paul Clarke aka ‘Cycling Cyprus’ is well known for his charity fundraising – usually accomplished by cycling round the island or by cycling for hours on a static bike. As well as growing a moustache for charity – he also had his entire head shaved – raising €200.

There was also a chance to have a haircut at the bar, raising more funds.

During the month, the ‘Movember’ men act as a walking advertisement highlighting the necessity of regular medical checkups for prostate and testicular cancers.

The event also included entertainment and a live radio broadcast by Rock FM – presenter Jason Collins had also grown a moustache for the month.

He said: “I’ll be glad to have it all shaved off as it’s quite itchy now- but it’s all for a good cause and the Friends hospice do such an amazing job.”

The Friends hospice is currently the only operational hospice in Paphos and is situated in a special wing of the Evangelismos hospital.

Since opening in 2006, the facility has grown and now consists of a seven-bed unit which is solely run by donations, money raised by the shops and fundraising events.

The siblings – Skordelli and Krasopoulis – are the alleged masterminds.

By 2009, the brother and sister team had acquired 21.7 per cent of Sigma’s share capital from various people, the Nicosia criminal court previously heard.

“The shares came to us in an unusual way and completely by accident. I never put my mind to it,” Skordelli said.

She said that a man called Giorgos Kallis wanted to sell various shares to pay off “two or three million [euro] he owed the bank”.

He asked her if she was interested, and Skordelli said she mentioned the

proposition to her brother who handled the family finances.

Since the media business was flourishing, the family thought the shares were “a very good investment,” Skordelli said.

Skordelli said she discussed the matter of shares belonging to Rea and Yiannos Andronikou, who had their assets frozen in 2007 when Yiannos Andronikou was jailed for stealing millions from a pension fund belonging to the Electricity Authority of Cyprus.

had many connections and could help her husband but didn’t. That was a big complaint for them because they were friends… but didn’t help them. They didn’t even visit her husband in jail.”

Skordelli said that Rea Andronikou informed her and her brother during subsequent meetings about who wanted to sell shares.

But she said that she never kept her relationship a secret and had even discussed Yiannos Andronikou’s case with high-profile people including First Lady Elsi Christofias.

“I conveyed the bitterness of another mother, Rea, who insisted that the President of the Republic could pardon her husband if he wanted,” Skordelli said.

She added that the first lady said she would speak to her husband.

Skordelli also said yesterday that she was a devout Christian, follows the fasting calendar and once even had a breast tumour miraculously disappear.

She said that she only knew about the two defendants, the alleged fixer and alleged shooter, through the newspapers.

A CAR was torched yesterday at 1am as it was parked at a block of flats in Larnaca, police said. “The car belonging to a 52-year-old woman was parked near two other cars that were also damaged by the blaze. The fire service extinguished the fire which also caused damage to a flat that was directly above the parking lot,” Larnaca police spokesman, Christos Andreou said. Police investigations are focusing on the 52-year-old woman’s past, according to Andreou.

A second vehicle, a company car was also set on fire as it was parked in a field in Ayios Dometios in Nicosia around 2.15am, according to police.

The car, which belongs to a construction company, was completely destroyed before fire services could extinguish the blaze. Nicosia CID is looking into the case.

Meanwhile a black Suzuki GSXR motorbike, licence plate number HAX 891 was stolen on Thursday afternoon Paralimni police said, as it was parked in the owner’s garage.

Police are calling on drivers of motorbikes to be extremely careful and take measures to prevent their bikes from being stolen as they are often the target of theft.

Plans to sell Moore statue hit legal snag

The cash-strapped London borough of Tower Hamlets had proposed the sale of “Draped Seated Woman”

PLANS by a cash-strapped London borough to sell a Henry Moore sculpture worth up to £20 million ($32 million) to help pay the bills has hit a snag, after the Art Fund charity launched a legal challenge over who owns “Draped Seated Woman”.

Tower Hamlets in the east of the capital, which has one of the highest poverty rates in the country, is struggling to make austerity savings of £100 million pounds over the next two years, and proposed the sale of the Moore as a partial solution.

That decision caused an uproar in the art world, with senior figures including

Tate gallery director Nicholas Serota and Oscar-winning filmmaker Danny Boyle opposing what they saw as a short-term fix that could set a dangerous precedent.

The Art Fund has now questioned the ownership of the sculpture, known affectionately as “Old Flo”, which Moore sold in the 1960s at below market prices on the understanding it should be put on public display for Londoners to enjoy.

When Greater London Council was dissolved in 1986 it was assumed the sculpture was transferred to Tower Hamlets, but Art Fund lawyers say works of public art may have been handled separately from land and buildings.

“Ownership must be established beyond reasonable doubt before a work of art can be sold,” the Art Fund said.

“No-one has previously queried who owns ‘Old Flo’, as no-one has previously wanted to sell it.”

The mayor of Tower Hamlets Lutfur Rahman, who has expressed regret at having to sell the Moore, dismissed the Art Fund’s move as a “desperate PR stunt”.

He received a letter from the Art Fund’s solicitors on November 26, and the council’s lawyers are preparing to respond within the “standard” sevenday timeframe.

By Kate Holton and Michael Holden PRIME Minister David Cameron woke yesterday to find usually hostile newspapers gushing about his statesmanlike qualities after he signalled his opposition to a new law governing the press.

After his party suffered a night of humiliation in three parliamentary elections, instead of facing questions over his leadership, he was cheered for rejecting the main plank of proposals from a public inquiry he set up in the wake of outrage at the excesses of tabloid newspapers.

Under a headline over two pages lauding “Cameron’s Stand for Freedom”, the right-wing Daily Mail said a “Defiant PM” had refused to accept the call for laws to control the press.

“To his enormous credit, however, David Cameron sees this report for what it is - a mortal threat to the British people’s historic right to know,” it said in its editorial.

“If he prevails in protecting

that right, with the help of like-minded freedom lovers in the Commons and Lords, he will earn a place of honour in our history.”

The Daily Telegraph, another right-leaning newspaper that has been far from fulsome in its support for Cameron, said the unexpected decision had revealed his leadership and acceptance that press freedom was “a constitutional necessity”.

‘STATESMANSHIP’ “His decision tells us also something about Mr Cameron’s capacity for statesmanship,” the paper said in a commentary piece on its front page. “He appreciates the need for decisions that are unfashionable or unpopular.

Cameron’s clear sign he would reject the main recommendation of the report from Lord Justice Brian Leveson followed a year-long inquiry that heard in unflinching detail from celebrities, victims of crime and others who said the notoriously aggressive

press had ruined their lives.

It also followed weeks of frantic lobbying by the newspapers within Westminster, who argued any involvement of the law in press regulation would amount to state control and an attack on free speech, putting Britain on a par with Zimbabwe.

Critically, Cameron’s stance also puts him on the same side as the majority of his senior Conservative ministers who had openly opposed legislation, and in alliance with Boris Johnson, a former journalist and London mayor who is cheered by the press and seen as a possible challenger to Cameron in the future.

While it will bolster his position in the eyes of press barons ahead of a 2015 election, it is not without risk.

It puts him in clear opposition to Nick Clegg, leader of the junior Liberal Democrat party in the coalition, and vulnerable to defeat in parliament if the opposition force a vote.

Lord Justice Leveson’s image is seen on a stack of evening newspapers on Thursday including the families of murder victims, who accused the prime minister of betrayal.

Both the politicians who oppose Cameron and the press victims plan to keep up the pressure as lawmakers try to find a consensus.

Malcolm Rifkind, a Conservative party grandee and former foreign secretary described the lavish praise from the country’s press as a “mixed blessing” that should prompt caution in the party.

Rupert Murdoch’s Sun tabloid, which has been particularly tough on Cameron’s government and would typically oppose any apparent attack on the press, joined his Times paper in being conciliatory towards Leveson and less exuberant about Cameron.

The only major newspaper to question Cameron’s decision was the left-leaning Guardian, which led much of the coverage of the phonehacking scandal last year.

THE government is withholding £21 million ($34 million) of aid to Rwanda because of “credible” reports the government in Kigali is supporting rebels in neighbouring Democratic Republic of Congo.

Britain, Rwanda’s largest bilateral donor, is the latest Western ally to freeze aid after a United Nations report said Rwanda was behind an eight-month-old rebellion responsible for the worst fighting in eastern Congo for years.

The Kigali government said it was disappointed with the move. Blaming Rwanda for the latest bout of violence in the region might suit short term political gains but would not end the conflict, it said.

“This action harms Rwanda and does nothing to help the DRC,” Rwandan Foreign Minister Louise Mushikiwabo said in a statement.

The UN report accused Rwanda of coordinating the creation of the rebel movement as well as military operations - charges Rwanda has denied.

Israel plans glut of new homes for settlers

ISRAEL plans to build thousands of new homes for its settlers in the occupied West Bank and East Jerusalem, an Israeli official said yesterday, defying a UN vote that implicitly recognised Palestinian statehood there.

The official, speaking on condition of anonymity, said Prime Minister Benjamin Netanyahu’s conservative government had authorised the construction of 3,000 housing units and ordered “preliminary zoning and planning work for thousands” more.

The official would not elaborate. But Israeli media said the government sought to hammer home its rejection of Thursday’s upgrade, by the UN General Assembly, of the Palestinians to “non-member observer state” from “entity”.

Israel and the United States had opposed the resolution, which shored up the Palestinians’ claim on all of the West Bank, East Jerusalem and Gaza Strip, saying territorial demarcation should be addressed in direct peace negotiations.

The Israelis were further incensed by what they deemed an inflammatory speech by Palestinian President Mahmoud Abbas at the world forum, and said the upgrade resolution neglected the Jewish state’s security and need for its own sovereignty to be recognised.

Peace talks have been stalled for two years amid Palestinian anger at continued Israeli settlement. The Israelis insist they would keep West Bank settlement blocs under any final accord as well as all of Jerusalem as their capital.

That status for the holy city has never been accepted abroad, where most powers consider the settlements illegal for taking in land captured in the 1967 Middle East war.

TENS of thousands of Egyptians protested against President Mohamed Mursi yesterday after an Islamist-led assembly raced through approval of a new constitution in a bid to end a crisis over the Islamist leader’s newly expanded powers.

“The people want to bring down the regime,” they chanted in Tahrir Square, echoing the chants that rang out in the same place less than two years ago and brought down Hosni Mubarak.

Mursi said a decree halting court challenges to his decisions, which sparked eight days of protests and violence

by Egyptians calling him a new dictator, was “for an exceptional stage” and aimed to speed up the democratic transition.

“It will end as soon as the people vote on a constitution,” he told state television while the constituent assembly was still voting on a draft, which the Islamists say reflects Egypt’s new freedoms. “There is no place for dictatorship.”

But the opposition cried foul. Liberals, leftists, Christians, more moderate Muslims and others had withdrawn from the assembly, saying their voices were not being heard.

Even in the mosque where Mursi said Friday prayers some opponents chanted “Mursi: void” before sympathisers surrounded him shouting in support, journalists and a security source said.

Tens of thousands gathered across the country, filling Tahrir Square and hitting the streets in Alexandria and cities on the Suez Canal, in the Nile Delta and south of Cairo, responding to opposition calls for a big turnout.

An opposition leaflet distributed in Tahrir urged protesters to stay overnight before today’s rallies by Islamists; the Muslim Brotherhood and its allies said they would avoid the square during their demonstrations backing Mursi.

The disparate opposition, which has struggled to compete with well-organised Islamists, has been drawn together and reinvigorated by the crisis. Tens of thousands had also protested on Tuesday, showing the breadth of public anger.

The UN victory for the Palestinians was a diplomatic setback for the United States and Israel, which were joined by only a handful of countries in voting against the move to upgrade the Palestinian Authority’s observer status at the United Nations to “non-member state” from “entity,” like the Vatican.

A SPIRALLING outbreak of HIV in debt-stricken Greece could run out of control unless urgent action is taken, European health officials said yesterday.

The European Centre for Disease Prevention and Control (ECDC) said infections with the AIDS-causing virus among drug users and other high-risk groups were rising fast, and that a failure to act would mean far higher costs in future.

ECDC director Marc Sprenger was in Athens on Friday visiting hospitals and needle exchanges. He said he would tell officials that free syringes and methadone programmes must be stepped up, and testing and treatment for the human immunodeficiency virus made available to all.

“Immediate concerted action is needed in order to curb and eventually stop the current outbreak,” he told Reuters as the ECDC published a report on Greece’s HIV problem.

Since 2009, recession in Greece has reduced economic output by a fifth and sent unemployment to a record high.

GERMAN lawmakers approved the latest bailout for Greece yesterday by a large majority despite growing unease about the cost to taxpayers less than a year before federal elections.

The outcome of the vote in the lower house was never in doubt but it was a test of Angela Merkel’s authority over her centre-right coalition.

She did not manage to draw an absolute majority from her own ranks after 23 of her lawmakers rebelled.

But with the main opposition Social Democrats (SPD) and Greens voting in favour with most of Merkel’s bloc, the revolt had only symbolic value. Of 584 deputies present in the chamber, 473 voted for the bailout and 100 voted against.

While a source in New York cautioned that the agreement could still fall apart, influential French daily Le Monde reported, citing people close to Strauss-Kahn, that the parties had agreed on a payment of $6 million to settle the case - an element dimissed by Strauss-Kahn’s lawyers as “fanciful”.

Le Monde said 63-year-old Strauss-Kahn and the maid, Nafissatou Diallo, would meet a judge in New York on December 7 to sign the deal and close an affair that ended the Frenchman’s International Monetary Fund career and wrecked his presidential ambitions.

“The discussions have been going on for weeks, months. The agreement should be confirmed at the start of next week,” Michele Saban, a friend of Strauss-Kahn

who saw him recently, said.

“We are moving towards the end of a tragedy,” she said, adding Diallo had always been open to negotiating a settlement despite reticence from her lawyers.

Le Monde reported that Strauss-Kahn planned to take out a bank loan for $3 million and would be lent the other $3 million by his wife Anne Sinclair, despite the fact the couple separated in the summer and now live on different sides of Paris.

Lawyers for Strauss-Kahn and Diallo based in Paris would not confirm whether a deal had been agreed and lawyers in New York did not immediately respond to requests made on Thursday evening.

“Neither Dominique Strauss-Kahn nor his lawyers will comment on proceedings in the United States. That said, however, they strenuously deny the erroneous and fanciful information relayed by Le Monde,” said a statement from Strauss-Kahn’s Paris legal defence team.

rozone countries will eventually have to write off some of their Greek debt holdings.

Schaeuble said Germany was insisting on strict monitoring of Greece’s reforms to ensure it met its fiscal targets, adding that the country’s competitiveness was finally improving as a result of the austerity programme.

Criticism of the Greek bailouts within Merkel’s coalition has softened in recent months after she decided the cost of expelling Greece from the eurozone would be far greater.

The SPD has accused the government of deceiving German voters by insisting that no further writedowns of Greek debt will be necessary, but it is difficult for the strongly pro-euro centre-left party to make political capital out of this issue.

Merkel’s policy of talking tough on austerity in Greece and other heavily indebted eurozone countries while making the necessary concessions to avert a messy default commands broad support in Germany, where the chancellor is as popular as ever.

US soldier in Wikileaks case says that he was held in a cage A U.S. Army private facing court-martial on suspicion of leaking secret documents to the WikiLeaks website testified on Thursday he was confined to a “cage” in the early days after his arrest in 2010, and thought he would die there.

Bradley Manning, in his first public comments since his arrest in Iraq, said his isolation quickly led to a breakdown, and his military captors eventually put him on suicide watch.

“My nights were my days and my days were my nights,” Manning said. “It all blended together after a couple of days.”

The low-ranking soldier, Manning, faces up to life in prison if convicted of charges he played a role in the massive leaking of secrets by WikiLeaks, which stunned governments around the world by publishing intelligence documents and diplomatic cables, mostly in 2010.

Manning’s lawyers were working on a plea deal involving less serious charges that would result in a prison term of at least 16 years, one of his attorneys said.

His captors initially gave Manning little or no information about the charges against him as he was taken

Manning said his isolation led to a breakdown and being put on suicide watch from Iraq to a US detention facility in Kuwait, he said.

Manning said he was confined to a structure he called a “cage” of eight feet (2.43 metres) square inside a tent.

He suffered a breakdown about a month after his May 2010 arrest, and guards later found a noose in the cage. Manning had made the

noose but failed to recall he had done so because he was so disoriented, he said.

“I remember thinking I’m going to die stuck here in this cage,” Manning said.

“That’s what I saw - an animal cage.”

Upon being transferred to Quantico, Virginia, in July of 2010, Manning was placed in solitary confinement for up to 23 hours a day, on suicide watch with a guard checking on him every few minutes. He was often noticed playing peek-a-boo in the mirror.

“The most entertaining thing in there was the mirror. I spent quite a lot of time with the mirror,” Manning said. When asked why, he said, “Just sheer, complete, out-of-my-mind boredom.”

The private’s testimony, which was set to continue yesterday when he would be cross-examined, came on the third day of a hearing at Fort Meade, Maryland, to determine whether his case should proceed to a full court-martial.

In the absence of a plea deal, Manning’s case could go to trial, where he faces possible life imprisonment if he is convicted of all the security breach charges against him.

By Michael Martina and Ben Blanchard A COURT in eastern China sentenced the nephew of blind Chinese activist Chen Guangcheng to three years and three months in jail yesterday for intentional infliction of injury, in a case likely to refocus attention on China’s human rights and legal system.

Chen Kegui had been held incommunicado by police for over six months and was denied access to his choice of lawyers. Both his family and human rights advocates have called the case illegitimate.

Chen Kegui was initially charged with “intentional homicide” for using knives to fend off local officials who burst into his home on April 27, the day after they dis-

covered his blind uncle had escaped from 19 months of harsh house arrest in eastern Shandong province and fled to the US embassy in Beijing.

Police had downgraded the charge because they had no evidence to build a case of “intentional homicide” against him, Chen Guangcheng has said.

Chen Guangfu, Chen Kegui’s father, said the verdict meant China has no rule of law.

“This verdict is absolutely unjust. His behaviour was completely reasonable self defence. When it came out (the verdict), I lost hope in the law,” Chen Guangfu told Reuters by telephone Chen said he was told his son would not appeal but he did not know why because he was not allowed in to witness the trial.

Court officials did not an-

swer telephone calls seeking comment.

“It’s worse than we had expected,” veteran activist and family friend Hu Jia told Reuters. “The court suddenly decided to hold the case with only a few hours notice. This is so there would not be time for supporters or media to go down there and gather at the court house.”

The Chen Kegui sentence underscores the pressure still being applied to his family months after his blind uncle sparked a diplomatic rift when he fled to the US embassy and later left to study at New York University.

Chen Guangcheng’s escape from house arrest in April and subsequent refuge in the US embassy was deeply embarrassing for China, and led to a serious diplomatic tussle between the two superpowers.

Japan PM postpones Russia trip over Putin ill-health JAPANESE Prime Minister Yoshihiko Noda has postponed a visit to Russia planned for next month citing President Vladimir Putin’s health problems, Japanese media reported yesterday.

Kyodo and Jiji news agencies reported that Noda talked about the delay while meeting municipal officials during his trip to the northern island of Hokkaido.

“It’s about (President Putin’s) health problem. This is not something that can easily be made public,” Jiji cited one of the officials as saying, quoting Noda.

‘Leave fairy world behind,’ Draghi advises eurozone ECB chief forecasts recovery in H2 2013

By Daniel Flynn and Leigh Thomas THE eurozone’s crisis is far from over and its members must tighten budgets and forge a banking union to leave behind the “fairy world” that allowed problems to grow, European Central Bank President Mario Draghi said yesterday.

Draghi’s call for reform was echoed by International Monetary Fund chief Christine Lagarde, who said implementing a banking union with powers to supervise all banks in the eurozone should be the currency bloc’s top priority.

Speaking in Paris, where the government is trying to dispel concerns raised by the IMF that France could be left behind as Italy and Spain reform at a faster pace, Draghi said the eurozone’s debt troubles were likely to stretch deep into next year.

Another 173,000 people joined record jobless queues in the currency bloc in October while German retail sales and French consumer spending both fell more than expected, signs of the scale of the task still ahead for policymakers.

“We have not yet emerged from the crisis,” Draghi told Europe 1 radio. “The recovery for most of the eurozone will certainly begin in the second half of 2013.”

ECB policymakers hold their regular monthly policy meeting next week and are widely expected to leave interest rates on hold at a record low of 0.75 per cent. Economists are divided on whether the central bank will cut next year and Draghi has said it is now up to governments to act to end the crisis.

He stressed that the ECB’s

designing of a new bond-purchase programme, dubbed Outright Monetary Transactions (OMT), had helped lead to much more benign market conditions in the 17country eurozone.

Under the programme, the ECB is ready to buy potentially unlimited amounts of sovereign debt but until Spain - the prime candidate for help - applies for aid, it cannot use the tool.

Simply announcing the plan, however, has eased the pressure on Spain and Italy, cutting around 2 percentage points since July off the interest that they pay bond market investors

to borrow over 10 years.

Data yesterday showed Spain registered a capital inflow of 31 billion euros in September, the first time international investors had put more money in to the country than they took out in 14 months.

“The confidence effect of the OMT announcement has been significant, and rightly so,” Draghi said, before urging governments to push ahead with reforms in a speech entitled ‘Competitiveness: the key to balanced growth in monetary union’.

Resisting fresh ECB action, Bundesbank chief Jens Weidmann said on Thursday central bankers had done more

than enough to fight the crisis and it was now up to governments to act by reforming their economies and making the banking sector solid.

Draghi urged eurozone governments to push ahead quickly with implementing a banking union which he said must apply to all banks to avoid fragmenting the sector.

His position puts the ECB, which would take on the role of pan-European banking supervisor, at odds with Germany. Berlin has said that unified banking supervision under the aegis of the ECB should apply only to the bloc’s largest banks.

Boeing union likely to back talks THE union that represents Boeing Co engineers is likely to agree to mediated talks in a bid to resolve the standoff with the planemaker, the executive director of the union said yesterday.

On Thursday, Boeing asked for US mediators to help resolve talks with the Society of Professional Engineering Employees in Aerospace (SPEEA) union, which represents its 23,000 engineers, saying the sides were far apart on pay and benefits.

That move halted labour discussions around midday on Thursday in Seattle, and no further meetings were scheduled, the two sides said.

Union contracts with Boeing expired on Sunday.

“We will almost certainly agree to some type of mediation, but we find the company’s position confusing,” Ray Goforth, SPEEA executive director, said in an email to Reuters.

Goforth said Chicago-based Boeing had not responded to many union proposals and that a lot work was left to do.

“We view this action on their part as a stunt to distract people from the proposed pay and benefit cuts,” Goforth added.

The union has balked at a Boeing contract that it says would cut the growth rate of compensation of professional and technical employees.

Boeing says its latest offer is much improved over its initial proposal and reflects a tough competitive environment.

The breakdown in talks comes as Boeing looks to speed up jet production from 52 a month to about 60 a month by the end of next year.

A walkout by the union could stop production.

Peter Arment, an analyst with Sterne, Agee & Leach, expressed hope that the dispute would be resolved with mediation. The last strike by SPEEA occurred in 2000.

BoE to keep policy on hold as inflation looks sticky Rates THE Bank of England looks almost certain to leave policy unchanged next week, a month after pausing its £375-billion programme of bond purchases, as sticky inflation outweighs concerns about a sluggish economy.

The BoE voted 8-1 against a further expansion to its programme of quantitative easing last month, and none of the 62 economists polled by Reuters this week see a policy change after the Monetary Policy Committee’s monthly meeting ends on December 6.

Interest rates are also expected to remain at their record low 0.5 per cent for the foreseeable future.

“They seem drawn to the view that the economy can’t grow that quickly without generating inflation,” said Simon Hayes, chief UK economist at Barclays. “Continually inflation has been stronger than expected, and that’s making them reluctant to do more QE at the moment.”

Finance minister George Osborne’s fiscal statement on December 5 is not seen as a big factor for the MPC’s decision, as it is unlikely to alter the thrust of the government’s austerity plans, even if there is further slippage in the timetable for deficit reduction.

Inflation jumped by its biggest margin in more than a year in October to hit a five-month high of 2.7 per cent, breaking an otherwise fairly steady decline towards its 2 per cent target from the threeyear high of 5.2 per cent hit in September 2011.

The picture will become clearer next week, with the release of November purchasing managers’ surveys and the first data on the success of the BoE’s Funding for Lending Scheme, which aims to improve borrowing conditions for households and businesses.

“A further decline in the services PMI on Wednesday ... could bring about a collective jolt of nerves over the economic outlook and a decision to resume asset purchases. But failing this, the more likely outturn is another no change,” said Investec economist Philip Shaw.

Economists are more evenly split on whether the BoE will restart asset purchases next year, with about 40 per cent thinking this likely.

King and his deputy governor Charlie Bean have both left the door open to future asset purchases in statements this week, while one MPC member, Paul Fisher, told a parliament committee that the economy might well need more stimulus early next year.

Analysts were also surprised when Ben Broadbent - whom most place at the more hawkish end of the MPC - said he had mulled further stimulus in November.

But he was put off by October’s inflation, and a government decision to take back some £35 billion of gilt coupons paid to the BoE. In the longer term, however, the future of the BoE’s asset purchases will lie in the hands of King’s successor, Bank of Canada governor Mark Carney. King retires at the end of June.

The world has spoken Hiring more judges not the answer to system’s woes SERIOUS concerns were expressed by the President of the Supreme Court Petros Artemis about the backlog of cases facing the courts. In a report, released earlier this week he said that the justice system was in danger of collapsing if measures were not taken to reduce the time it took to process civil, criminal and administrative cases.

The report, endorsed by the Supreme Court was prepared by three judges who found that the “the increase in time delays has recently started to take on alarming proportions.” Efforts to speed up cases had proved ineffective said the report, referring to the maxim that delaying justice constitutes denying justice. Measures had to be taken immediately in order to turn the situation round the report concluded.

Needless to say, the solution proposed by the Supreme Court envisaged the appointment of at least 20 new judges, with a corresponding increase in courtrooms, court offices and court staff. There was also a need for the computerisation of all court services. But why is the solution always to hire more staff? This might decongest the court system for a few years but it would not be long before the backlog built up again.

Why do the judges not consider other ways of making the dispensation of justice faster? For instance, access to the courts should be restricted. At present everyone who has a €100 dispute with a business associate or a trivial row with a neighbour over the garden wall takes their grievance to the court, helping clog up the system.

Perhaps if an individual going to the court had to put down a significant deposit – that he would relinquish if he lost his case – for wasting the court’s time, people would think twice or three times before taking legal action.

Eliminating the time-wasters and trivial cases from the system would be a more effective way to eventually make the workload of the courts manageable than appointing more judges. This would be a long-term solution rather than a stop-gap measure to temporarily deal with the backlog, which after a few years would build up again.

The report also recommended the establishment of an administrative court of first instance so that the Supreme Court did not have to waste its time ruling on inconsequential administrative cases. If a money deposit had to be paid, for appeals to the Supreme Court, we would not have every civil servant or semi-governmental employee who missed out on promotion appealing against the decision. These appeals are usually filed so that the aggrieved public employee can prove a moral point; the executive’s decision is rarely reversed. Should the Supreme Court have to deal with such inconsequential matters?

We are certain there are many more practical steps that could be taken to help decongest the courts. Hiring more judges is not the answer as it will not tackle the real problem – people’s insistence on using the courts for the most trivial of disputes.

HE UN General Assembly has now voted, by 138 votes to 9, with 41 abstentions and 5 no-shows, to recognize the existence as a state “of the State of Palestine on the Palestinian Territory occupied since 1967”. The “no” votes were cast by Israel, the United States, Canada, the Czech Republic, the Marshall Islands, Micronesia, Nauru, Palau and Panama.

The Marshall Islands, Micronesia and Palau, all former components of the US Trust Territory of the Pacific Islands, are “freely associated states” of the United States, with US zip/ postal codes and “Compacts of Free Association” which require them to be guided by the United States in their foreign relations. They more closely resemble territories of the United States than genuine sovereign states – rather like the Cook Islands and Niue, “freely associated states” of New Zealand which make no claim to sovereign statehood and are not UN member states.

They snuck into the UN in the flood of new members consequent upon the dissolutions of the Soviet Union and Yugoslavia, when the previous standards for admission were effectively ignored.

Nauru, a tiny island of 10,000 people in the central Pacific, has, since the exhaustion of the phosphate deposits which briefly made it the country with the world’s highest per capital income, had virtually no sources of income other than marketing its UN votes (reli-

It is a sad place, an island with no beaches, the world’s highest obesity rate and no real alternative to diplomatic prostitution.

Accordingly, only three “real” states joined Israel and the United States in voting against Palestine and the two-state solution: Canada, the Czech Republic and Panama. They must make their own excuses.

In population terms, the opponents of Palestine represent approximately 5% of the world’s population, 370 million out of over 7 billion, and, of those, the United States accounts for 314 million. It follows that countries with less than one per cent of the world’s population supported the United States in this vote.

It is worth noting (and a bit puzzling) that 15 of 41 abstaining states (Albania, Bosnia & Herzegovina, Bulgaria, Congo (DRC), Hungary, Malawi, Mongolia, Montenegro, Papua New Guinea, Paraguay, Poland, Romania, Rwanda, Togo and Vanuatu) have extended diplomatic recognition to the State

of Palestine, although most of the formerly communist states of eastern Europe did so when they had communist governments.

They have been more than balanced out by the 27 states which have not yet recognized the State of Palestine but which voted in favour of Palestine: Armenia, Austria, Belgium, Denmark, Eritrea, Finland, France, Greece, Ireland, Italy, Jamaica, Liechtenstein, Luxembourg, Mexico, Myanmar, New Zealand, Norway, Portugal, St. Kitts & Nevis, St. Lucia, Solomon Islands, South Sudan, Spain, Sweden, Switzerland, Trinidad & Tobago and Tuvalu.

Five states did not vote: Equatorial Guinea, Kiribati, Liberia, Madagascar and Ukraine. Kiribati is no surprise. For economic reasons, it is the only UN member state which does not maintain a permanent mission in New York.

Why the other four, all of which have extended diplomatic recognition to the State of Palestine, failed to push any of the three buttons is a mystery.

The European Union vote was 14 “yes”, 1 “no” and 12 abstentions. Aside from Germany, The Netherlands and the United Kingdom, all of the old “Western” members voted for Palestine. All ten of the new “Eastern” members (the three Baltic states, formerly part of the USSR, the six former members of the Warsaw Pact and Slovenia) abstained or, in one case, voted against Palestine.

These “Eastern” states have passed from domination by

one empire to domination by another empire without ever daring to fully assert their independence. That said, all except the Czech Republic did at least dare to abstain.

It may take some time for the results of this vote to be fully digested. In the best of all possible worlds, one might hope that the United States would finally recognise that, on the issue of Palestine, it is totally divorced and isolated from the moral and ethical conscience of mankind and must now stop blocking progress toward peace with some measure of justice, step aside and permit other states with a genuine interest in actually achieving peace with some measure of justice to take the lead in helping Israelis and Palestinians to achieve it.

Since we do not live in the best of all possible worlds, and since Americans persist in believing that they are the “indispensable” nation, other states will need to make clear to the United States that its vote on the International Day of Solidarity with the Palestinian People has definitively disqualified it not only from its prior monopoly control over the “Middle East peace process” but even from any further role in it and that its further involvement in the preeminent moral issue facing the international community is no longer needed or wanted.

THREE songs into the gig and Mick sang out, ‘Well this could be the last time...’ It felt poignant, as the pipe cleaner thin pied piper, pranced and pirouetted, appealing across the stage to us, his faithful followers, from across the world. He was right, that was why we were there, why we’d dug deep into recession hit pockets to buy the extortionately priced tickets. Ordinary people: aging Dutch bikers in their leathers, a young doctor and her Dad from Belfast, a beer-gutted Yorkshire man discussing the cricket with his son, but one guessed we all shared lovingly looked after Sticky Fingers albums in our attics.

I’d been worried that seats high on Level 4, in the circus tent roof of the O2, would make the band remote, the sound faint, the experience diluted,

Honky Tonk Woman, the music kept on coming until the encore climax of Satisfaction. Background films paid tribute to their influences, Otis Redding, Muddy Waters. Mick joked with Keith about their East London roots, asking him if he’s still got the Bo Diddley album he’d lent him on Dartford station.

But this was a concert essentially without gimmicks. This was about 50 years of a band not just counting, but still playing great music and playing it well, still connecting with the twenty thousand on their feet. Of music that has been a soundtrack to so much of our lives.

The band has said once they’ve got this gang rolling and rocking again, maybe they’ll add more gigs, maybe they’ll play Glastonbury, ‘maybe, who knows’.

All I know, is it was very hard to

believe Mick will be 70 in July and Keith can still stand up.

But, perhaps, it explains after the tumultuous applause, after Keith encouraged us all to ‘just get happy’, after Ronnie was teased about wedding bells, the curious nostalgic mood that fell on the crowd. Quietly, we left back down the escalators, past all the glitzy food chain restaurants, back into the cold night air of London, towards the tube, disrupted earlier, as the cold blooded announcer had told us by ‘another one under’.

An understanding, perhaps, that for many this might indeed be the last time we would see the greatest living rock ‘n roll band: that one day we’ll ‘all be gone a long, long time’, but hey, for this night only, not only did we get what we want - ‘it was a gas, gas.....gas’.

45 years ago Sunday December 1, 1967 Greek Foreign Minister Panayiotis Pipinelis announced an agreement had been reached with Turkey over Cyprus. Pipinelis said Greece and Turkey had agreed that all Greek and Turkish forces should be withdrawn from the island in stages. In Nicosia a veil of secrecy prevailed over the talks at the Presidential Palace and both the government and US embassy officials maintained a rigid silence.

UK engine company claims major engine breakthrough The giant Kuratas robot seen at a Tokyo exhibition

Boyhood dreams give birth to a giant robot LIKE many Japanese, Kogoro Kurata grew up watching futuristic robots in movies and animation, wishing he could bring them to life and pilot one himself. Unlike most other Japanese, he has actually done it.

His 4-tonne, 4-metre (13 feet) tall Kuratas robot is a grey behemoth with a builtin pilot’s seat and hand-held controller that allows an operator to flex its massive arms, move it up and down and drive it at a speed of up to 10 kph (6 mph).

“The robots we saw in our generation were always big and always had people riding them, and I don’t think they have much meaning in the real world,” said Kurata, a 39year-old artist.

“But it really was my dream to ride in one of them, and I also think it’s one kind of Japanese culture.”

His prototype robot comes equipped with an operating system that also allows remote control from an iPhone as well as optional “guns” that shoot plastic bottles or BB pellets and are powered by a lock-and-load system fired by the pilot’s smile.

The robot, which took two years to pull together from concept to construction, also comes with a range of customised options from paint scheme to cup holders.

It isn’t cheap. The sticker price for the most basic model alone is around 110 million yen ($1.3 million).

Kurata said that while he has received thousands of inquiries about buying a robot, he’s also received a large number of cancellations and declined to specify how many people have actually bought one.

“I hope it’ll sort of be the trailblazer for people who can do more than myself to make different things,” he said.

“They might be able to make a society that uses robots in a way I can’t even imagine. I expect more from the implications of building it than from the robot itself.”

Hybrid engine could send a plane into space

By Chris Wickham A SMALL British company with a dream of building a re-usable space plane has won an important endorsement from the European Space Agency (ESA) after completing key tests on its novel engine technology.

Reaction Engines Ltd believes its Sabre engine, which would operate like a jet engine in the atmosphere and a rocket in space, could displace rockets for space access and transform air travel by bringing any destination on Earth to no more than four hours away.

That ambition was given a boost on Wednesday by ESA, which has acted as an independent auditor on the Sabre test programme.

“ESA are satisfied that the tests demonstrate the technology required for the Sabre engine development,” the agency’s head of propulsion engineering Mark Ford said. “One of the major obstacles to a re-usable vehicle has been removed ...

The gateway is now open to move beyond the jet age.”

The space plane, dubbed Skylon, only exists on paper.

This core piece of technology solves one of the constraints that limit jet engines to a top speed of about 2.5 times the speed of sound, which Reaction Engines believes it could double.

With the Sabre engine in jet mode, the air has to be

compressed before being injected into the engine’s combustion chambers. Without pre-cooling, the heat generated by compression would make the air hot enough to melt the engine.

The challenge for the engineers was to find a way to cool the air quickly without frost forming on the heat exchanger, which would clog it up and stop it working.

‘Windows 8 makes lukewarm debut’ CONSUMER sales of Windows-powered personal computers fell 21 per cent overall last month, figures released by a leading retail research firm showed on Thursday, indicating a lacklustre debut for Microsoft Corp’s Windows 8 operating system.

by NPD Group, which tracks computer sales weekly using data supplied by retailers, dampened those hopes.

On the same day, Microsoft announced pricing for its latest device designed to break Apple Inc’s stranglehold on the tablet and lightweight laptop market. It is offering the Surface tablet running the full version of Windows 8 from $899, pitching it somewhere between Apple’s latest iPad and MacBook Air laptop.

Usually, a Microsoft release boosts PC sales because many consumers hold off purchases for several months so they can obtain the latest software immediately.

If the NPD’s sales trends are borne out over the rest of the holiday shopping season, it would be a huge dis-

appointment for Microsoft and PC makers such as Dell Inc, HP and Lenovo.

“After just four weeks on the market, it’s still early to place blame on Windows 8 for the ongoing weakness in the PC market,” said Stephen Baker, vice president of industry analysis at NPD. “We still have the whole holiday selling season ahead of us, but clearly Windows 8 did not prove to be the impetus for a sales turnaround some had hoped for.”

NPD’s data neither includes Microsoft’s first Surface tablet, which is only available in its own stores, nor takes account of sales of PCs to businesses, which has recently been a much stronger market.

Microsoft’s first Surface tablet runs a version of Windows called RT, created to work on the low-power chips designed by ARM Holdings, which dominate smartphones and tablets but are incompatible with old Windows applications.

Using a nest of fine pipes that resemble a large wire coil, the engineers have managed to get round this fatal problem that would normally follow from such rapid cooling of the moisture in atmospheric air.

“We are not going to tell you how this works,” said the company’s chief designer Richard Varvill, who started his career at the military en-

gine division of Rolls-Royce.

“It is our most closely guarded secret.”

The company has deliberately avoided filing patents on its heat exchanger technology to avoid details of how it works - particularly the method for preventing the build-up of frost - becoming public.

Reaction Engines believes Sabre is the only engine of its kind in development and the company now needs to raise about £250 million ($400 million) to fund the next threeyear development phase in which it plans to build a small-scale version of the complete engine.

Chief executive Tim Hayter believes the company could have an operational engine ready for sale within 10 years if it can raise the development funding.

The company reckons the engine technology could win a healthy chunk of four key markets together worth $112 billion a year, including space access, hypersonic air travel, and modified jet engines that use the heat exchanger to save fuel.

The fourth market is unrelated to aerospace. Reaction Engines believes the technology could also be used to raise the efficiency of so-called multistage flash desalination plants by 15 per cent. These plants, largely in the Middle East, use heat exchangers to distil water by flash heating sea water into steam in multiple stages.

The King of Pop is back!?

On The Scene Other Events Staring at the artist Brave New Culture, organisers of Lemesos International Documentary Festival - the main platform for viewing contemporary, creative documentaries in Cyprus - returns with Doc Nights.

In the programme creative documentaries will be screened at regular intervals, covering a wide spectrum of topics and reflecting the stylistic range of modern documentaries.

The aim of the project is to give viewers the opportunity of coming into frequent contact with current trends in creative documentary and watching films which offer different viewpoints, depict unknown and misunderstood aspects of the world and are attuned to history, society and the development of civilisation.

Doc Nights opens with a screening of Marina Abramovic: The Artist is Present; a film that every cinephile, artist or art lover shouldn’t miss. The screening will take place on Monday at the Cine Studio in Nicosia.

Director Matthew Akers’ featurelength documentary takes us inside the world of Marina Abramovic, one of the most compelling artists of our time. For nearly 40 years, Abramovic has been revolutionising performance art by testing her mental and physical limits with shocking, evocative and sometimes dangerous performances.

The film is an intimate portrait of the radical performance artist as she prepares for a career-defining retrospective at New York’s Museum of Modern Art in 2010. As part of the exhibition, Abramovic presented the longest performance of her career, in which the 66-yearold sat in a wooden chair for three months and stared at the visitors sitting across from her.

Roughly 750,000 people visited the show, which became an art world and pop culture phenomenon, as people lined up for hours for a chance to sit with Abramovic – the “grandmother of performance art”.

Based on interviews with Abramovic, her collaborators and a variety of art commentators, friends and fans, the documentary weaves archival footage of Abramovic’s early works with images of her personal and professional life in the momentous year leading up to her MoMA exhibition.

After generating considerable buzz at Sundance and winning the Panorama Audience Award at the Berlinale, Marina Abramovic: The Artist is Present is an unforgettable encounter with a charming yet provocative individual who relentlessly blurs the lines between life and art.

A day of celebration for all Michael Jackson fans: anyone who’s still upset that they never got to see the King of Pop perform This Is It in 2009 will be pleased to hear that he’s back! Well, not actually him of course, but the next best thing.

The world’s best Michael Jackson impersonator is moonwalking into town next week. Navi, who is regarded as the ultimate Jackson tribute act, will perform at Pavilion in Nicosia on Thursday night followed by two shows on Friday night at Club Basement in Limassol.

Jackson will be forever remembered for his contributions to the music industry.

Since his untimely death there have been several impersonators, who are trying to continue his legacy. Among the most prominent of his impersonators is a man by the name of Navi.

But this is no ordinary tribute act. While many tributes around the world make the claim of being the “best in the world”, none have ever come close to reaching the standard that Navi has set.

Considered a favourite amongst the hardcore Jackson fans, he is one of the longest running tribute acts in the business, with a career spanning over two decades and who still continues to captivate audiences. Navi worked for Michael Jackson on several occasions over a period of 17 years, and has performed in over 250 shows in 57 countries to date - and counting.

Originally from Trinidad and Tobago, Navi’s adulation for the gloved one was cemented when he attended the momentous Bad tour in 1988, where he was mesmerised by the singer’s live routine.

The ambitious teenager then signed up with a talent agency as a Michael Jackson impersonator and was soon receiving a flood of glamorous bookings.

When performer Navi looks at the man in the mirror, the face looking back at him is the King of Pop. He has gone to extremes to make sure that he gives the most accurate representation possible of the King of Pop by having gone under the knife multiple times to make his features look as close to his idol as possible. As a result, Navi bears an uncanny resemblance to the real Michael Jackson and was even formerly employed to act as his decoy to protect the real McCoy from his hoards of fans, along with providing promotional stand-ins.

His work has also led him to be employed by companies such as MTV, Sony Music, Coca Cola, Vodafone, and Virgin Mega-stores and he has made adverts, appeared in films and done stints in pop videos. But in Navi’s list of achievements nothing ranks higher than working for Michael Jackson himself, most notably as the opening act at Jackson’s birthday party in L.A. in 2003, when his performance was applauded by Jacko himself.

Their relationship even extended to Navi visiting Michael’s home Neverland Ranch. And of course Navi also supported Jackson through the lows – having stood outside the court room where he was being tried, holding a ‘smooth but not criminal’ placard.

It’s easy to see why Navi has created such a lucrative business out of imitating one of pop’s most legendary icons: as well as looking remarkably like his hero, his vocal abilities combined with his choreography are near perfect, achieving an impressive resemblance to the real thing.

As expected, the shows coming up in Cyprus will cover all the mega hits during the evening for fans to look forward to, with favourites such as “Smooth Criminal”, “Black or White”, “Beat It”, “Billie

Jean”, “Thriller”, “Man In The Mirror”, “You Are Not Alone”, “The Way You Make Me Feel” and many more, bringing the unique energy and charisma of the man himself, and guaranteed to have audiences on their feet.

It was six in the evening and I was sitting in my French class at Bedales in Hampshire when Matron made the shocking announcement. I was 14 and Dan, 11, was at Sevenoaks, a prep school in Kent. I had been forbidden to write to him by our mother as my school tales were pure joy and he was suffering pure hell. The edict could never have worked: as fellow conspirators it was always us against them after we’d had a fight and one of us was about to be punished; a human shield of solidar-

ity erected instantaneously, the innocent party begging for the guilty one not to be beaten, the source of the conflict denied and erased at a stroke.

This was different. This was bigtime. Dan had run away with two friends and fled across country with his pocket money and a packet of untipped Woodbines. By the time I had to face his headmaster, I had the story. Dan was fed up with boys jumping into his bed at night and had taken his trunk into a field to sleep in. Enough was enough. I told his headmaster this in all innocence,

after all it was the truth. He slammed his fist down and told me that that sort of thing didn’t happen in his school. Dan was allowed to take the tests for Bedales at the end of that term and came to join me that September. We were inseparable.

At Bedales it was enlightened, liberal-minded, the relationship with teachers more equal; we called them by their Christian names, they listened to our points of view, and not all discipline was a pointless exercise more designed to make you rebel than conform. Though we both did rebel most of the time. Drinking, smoking, stealing, organising a hunger strike, escaping late at night to the opposite sex’s dorms, we led by bad example. The strict Victorian upbringing we went home to meant I specialised in breaking rules where there was no fear of emotional cruelty. I egged Dan on and, he has told me since, was an evil influence! He insists I made him steal for me. My defence: it was his choice. We were partners in crime.

“What would we have done without Bedales?” Dan asked me during our mother’s final days when we were keeping watch at the Petersfield Hospital minutes away from school and the village to which she had moved after our father’s death.

In truth, without Tim, a house master who saved Dan from expulsion more than once and saw the good in the bad, as, similarly, did my tutor Gonda who “despaired” of me

but said it with a twinkle, we would both have been written off before we’d begun.

But by then ours were exceptional circumstances, with the ill health of our father in his early sixties descending like a smog over the house before we reached our teens and our parenting - unlike Dan’s and my children’s experience now - remarkable mainly for its absence, its detachment, its being discipline-led rather than involvement-based.

We were mostly left alone. And Papa was older than most of our contemporaries’ fathers as we were his second family. He was perhaps more distant than many of his generation because of the nature of being a poet and writer. He was, however, ruthlessly fair, gentle until driven to fever pitch, with a childlike sense of humour and natural grace.

He hated domestic conflict.

We didn’t holiday with our parents until we were nine and six. We were sent instead to our grandparents on our mother’s side in Sussex, or to the Black Mill House Hotel at Bognor Regis with Nanny. What was normal for us we didn’t question, until we realised that other children didn’t seem to live like us, and had families that did things together. When we finally went to County Mayo in the

west of Ireland for the first of many summers until the year Papa died, Dan and I experienced a different way of life that had a profound influence over our lives. In showing us the heritage we came from, our father, without imposing it, allowed it to bed down and settle like sediment, layer after layer, year after year. We were lucky that it formed its early bones in us and meant we couldn’t get spoilt by the sort of artifice that surrounds the upper echelons of our professions. We were also brought up knowing the pitfalls of fame.

When we left Kensington for Greenwich in our early childhood, we found ourselves living a sort of above-stairs life up in the eaves of the nursery and attic floors, completely removed from our parents four floors below.

We didn’t come down for dinner, we had tea in the nursery with Nanny, and were thrown together into a solitary world but for each other, which led us straight to the landscape of the imagination. We drew and wrote and invented plays, which we’d put on, appearing from behind the mustard curtains of the window seats in the nursery, wearing mouldy, fustysmelling velvet Victorian clothes that we bought from the local junk shop. We invented our own secret language and songs, characters who made us collapse with mirth just at the mention of their names. Even now we write cards to each other in our secret-speak, texting obscenities about people and situations to defuse despair, annoyance, impossible situations, political correctness.

It is a kind of childishness that we refuse to grow out of.

In Ireland we had summer romances, one year, brother and sister with brother and sister. We were always tough on the opposition. Anyone who entered our mutually exclusive world had to contend with a sort of closeness born of necessity, by the death of our father, that isolated us and cauterised our childhood.

Our frankness about each other’s partners hasn’t always been easy, though the strength of our blood tie ultimately wins. If we can’t be honest with each other, who can we be honest with?

Dan’s position in terms of who he can and can’t trust since he became well-known makes honesty all the more important. As a young documentary-maker, his was always the criticism I wanted and believed and still is. I know how much my reaction to his work is what he needs

and values, too. As Dan waited painfully for the verdict, away from the crush of the after-party at Claridge’s at the premiere of Nine, he texted me: ‘Please feel free to lie’, which we both knew was his way of asking me for my opinion.

Dan found our mother’s unstinting praise of him as hard as I have its opposite, another thing we discussed days before she died when I was determined that he would see how different each of our experiences of our parents had been. Having to judge for yourself is the hardest of lessons. We both learned from opposite perspectives.

The self-doubt that accompanies any artist is best not spoken about to outsiders. Yet we don’t even speak about process and how we work to each other. Dan is constantly asked or written about in terms of his ‘method’, his perceived ‘total immersion’, when really everyone’s creative process is simply what they feel they need to do for themselves and cannot be demystified. When people imagine that Dan’s doubt as an artist must have vanished by now, they couldn’t be more wrong.

It all gets more difficult. The stakes get higher.

In the worst crises of our lives we have always been there for each other. When Dan walked off stage at the National Theatre while playing Hamlet and arrived on the milk train to Somerset he lived with me and my family for a few months. The press, wide of the mark, surmised that Dan had seen the ghost of our father. It is not right that I go into detail, but it was a period when Dan had to recover away from intrusive pressure and even Mum was kept in the dark. I felt that just being there was the only way. You can sense things with those closest to you that others can’t. Despite the difficulties, we drew close again in a way that others often remarked on as so close that it is almost impenetrable from the outside.

When my 18-year-old son Harry was badly injured skiing ten years ago and spent a spell in intensive care, and it was touch and go as to whether he would die, Dan was a whisper away and in constant contact. He was, particularly when my

three were little, the perfectt ‘Wicked Uncle Daniel’, climbing trees and telling stories and being generally subversive.

When he was making The Age of Innocence with Martin Scorsese in New York, I asked Dan to ask Marty if I could come out and watch them at work.

Within a day I was being measured up for a costume over the telephone.

I spent a few days as an extra in the ballroom scene with ‘May’ (Winona Ryder) and hanging out in Dan’s trailer.

I don’t have a favourite film of Dan’s, but there are things in The Age of Innocence that I think come as close by stealth, reticence and subtlety to the more obvious great acting of his character parts. The pain Newland Archer suffers as he makes the decision to marry based on class and appearances rather than on true love is excruciating and visceral, something that no one does as well as Dan. Yes, the physical parts like The Last of the Mohicans and My Left Foot show his extraordinary physical prowess, but the internal is so tricky to pull off on screen.

This summer Dan and his wife Rebecca brought his three boys over to Mayo when I was there with my younger daughter Charissa, who has just started out as an actress. Dan has done much to play devil’s advocate with Charissa as her ambition has grown from child to young woman. He has seen her rehearse Juliet for a drama school audition, which he believed she would get in with (she didn’t), and as a director friend pointed out, if you can perform for him, nothing else could come as close in the fear department. But if she makes it, she will make it on her own terms with no help from him. He has tested the purity of her intention and she is finding what works for her in the same way he did all those years ago.

We didn’t discuss work, we were more intent on having what we call ‘a good nosebag’, a glass of champagne, being with the children, watching Katie Taylor bring home boxing gold for Ireland, though the subject of getting his boots made right for him to play Lincoln came up: we are both fiends for our feet and Dan seems to work from the feet up with his characters. And we discussed the short shooting schedule - Dan doesn’t like to rehearse, luckily - which meant that he was truly unaware of how the character was building, whether it was working, unable to determine whether he had pulled it off.

We walked the headland together and hurled ourselves into the Atlantic breakers for the first time since our teenage years. We swam and swam, remembering the summers when our father, after floating out to sea on his back, washed up on shore with a flask of Jameson and a packet of Ginger Nuts. The sea sparkled across to the fjord and the Twelve Bens, the lavender mountains beyond. We felt buoyed up by that sense of continuum, freedom, aloneness, togetherness, by this place of childhood roots and its reconnecting us to each other and to the childhood selves we were back then.

‘Happy Birthday’ Woody Allen (Novacinema2, from 18.10) I’m glad to see Woody Allen (who turns 77 today) getting the ‘happy birthday’ treatment on Nova, an honour previously reserved for the likes of Julia Roberts, but I do wish they’d chosen better films with which to celebrate - especially since Woody offers so much to choose from, having been churning out the hits for 40 years now. Melinda and Melinda at 20.10 is especially weak, a good idea indifferently executed: Melinda is a long-lost friend who appears out of nowhere, interrupting a dinner party - a premise that plays out twice, once as tragedy, the other time as comedy, but in fact the tone stays much the same throughout,

Woody’s scripts having grown lazy in the 21st century.

Fortunately there’s also Manhattan Murder Mystery at 18.10, still a bit lazy but delightfully manic with Woody himself and Diane Keaton as a couple doing a spot of amateur sleuthing after a possible murder. Are these films an adequate way of honouring Woody Allen? To quote the man himself: “I don’t want to achieve immortality through my work. I want to achieve it by not dying!”. Made in 2004 and 1994, respectively.

Philadelphia (LTV, 21.00) Woody Allen is forever, but some things change radically - like gay rights, for instance, and the shift in attitudes over the past two decades (at least in the West)

has been phenomenal. Last month’s elections saw gay marriage becoming legal in the US state of Maine, the first time it’s ever been legalised as the result of a popular vote - yet Tom Hanks won an Oscar 20 years ago as a gay lawyer who’s fired by his firm for contracting AIDS in this well-meaning, rather lame drama. Tom decides to fight back and hires fellow lawyer Denzel Washington to represent him, a good decision since Denzel is an excellent attorney; trouble is, he’s also a homophobe. Everyone bonds and becomes a Better Person, and it’s all a bit glib - not to mention that Tom gets a scene where he listens to opera, perpetuating a cliché of gay men as fey and ‘sensitive’. It’s so hard to be politically correct these days. Made in 1993.

Original Batmobile up for auction

By Eric Kelsey WANT to own your very own Batmobile? The original car from the Batman television series is going up for auction and is expected to fetch a seven-figure sum, auctioneers Barrett-Jackson said on Thursday.

The two-seater car was featured in the live-action Batman show starring Adam West that aired from 1966 to 1968.

“The Batmobile is true Americana and it’s hard to put a dollar figure on something like that,” Craig Jackson,

chairman and CEO of automobile auction house Barrett-Jackson, said in a statement.

“We expect plenty of enthusiasts and fans to come out and wouldn’t be surprised if the car sold for multiple millions.”

The 1955 Lincoln Futura, of which only one was made, was a hand-built concept car developed by the Ford Motor Co. featuring a bubble top. It was bought in 1965 for $1 (62 pence) by owner George Barris, who customised the 19-foot (5.8-metre) car for the television series.

The one-off Futura symbolised space-

age design of the 1950s with a pushbutton transmission and exterior microphones that piped in the sounds of traffic to its occupants.

The car will be auctioned on January 19 in Scottsdale, Arizona, along with Clark Gable’s personal 1955 MercedesBenz 300SL Gullwing Coupe sports car.

It is not uncommon for notable cars in entertainment history to be sold for large sums at auction. The 1964 Aston Martin DB5 used in the James Bond films Goldfinger in 1964 and the following year’s Thunderball, fetched $4.6 million at auction in 2010.

By Colleen Jenkins and Jill Serjeant LINDSAY Lohan on Thursday faced the possibility of being sent back to jail after a tumultuous 24 hours in which she was arrested in New York for assault, and charged in California with reckless driving and lying to police over a June car crash.

Lohan, 26, who has been to rehab, jail and court multiple times since a 2007 arrest for drunk driving and cocaine possession, is still on unsupervised probation in Los Angeles for a 2011 jewellery theft.

But prosecutors in Santa Monica, California, said in a statement on Thursday that the Mean Girls actress lied to police when she told them she was not at the wheel of her Porsche when it smashed into a truck on a busy highway in the summer.

They charged Lohan with three misdemeanour counts stemming from that colli-

sion, hours after the troubled starlet was arrested on suspicion of punching a woman in the face at a Manhattan nightclub.

Lohan’s New York attorney Mark Heller said the actress was “a victim of someone trying to capture their 15 minutes of fame.”

“From my initial investigation, I am completely confident that this case will be concluded favourably and that Lindsay will be completely exonerated,” Heller said in a statement on the nightclub incident.

Frank Mateljan of the Los Angeles City Attorney’s office, which handled the 2011 jewellery case, said prosecutors were still awaiting paperwork from New York and Santa Monica to determine if they will pursue a probation violation case against Lohan.

A Los Angeles judge told Lohan in March that she must obey all rules until 2014, and advised her to stop night-clubbing and focus on

her work.

The two incidents came during a rough week for the former Parent Trap child star, who was once considered one of the most promising young actresses in Hollywood.

Her comeback performance on Sunday as screen legend Elizabeth Taylor in the TV movie Liz & Dick, was panned by critics and watched by a disappointingly small US TV audience of 3.5 million.

In New York, Lohan was briefly arrested shortly after 4 a.m. (0900 GMT) on Thursday on a third-degree misdemeanour assault charge against a 28-year-old woman, police said. The victim suffered minor injuries, New York Police Sergeant John Buthorn said.

Celebrity website TMZ. com said Lohan had been drinking heavily and lashed out in a stand-off over one of the members of British boy band The Wanted, who were also at the club after playing

a concert in New York.

Lohan’s recent visits to New York have featured run-ins with police and public spats over the last three months.

In October, police were called to the Long Island home of Lohan’s mother, Dina, after a loud argument, though no arrests were made. In September, Lohan was arrested in Manhattan after a pedestrian told police her car had struck him in an alley, but charges were not filed.

ONE of the earliest surviving posters of Mickey Mouse sold for more than $100,000 on Thursday, Heritage Auctions said.

The 1928 movie poster of the iconic cartoon mouse belonged to the family of a deceased collector in Northern California, the auction house said.

Mickey Mouse was created in 1928 by Walt Disney, and the colour poster shows a smiling Mickey waving his gloved hand, advertising the ‘Mickey Mouse sound cartoon,’ with a slogan calling the animated mouse ‘The World’s Funniest Cartoon Character.’

The poster was auctioned in Dallas, Texas and sold for $101,575. The name of the winning bidder was not disclosed.

Grey Smith, director of movie poster auctions at Heritage Auctions, in a statement called the poster “an important piece of pop culture treasure,” and said it was likely to be the

only Mickey Mouse poster created until 1930, when Columbia Pictures started distributing Disney cartoons.

Dr. Dre ranks as Forbes’ highest-paid musician YOU may be singing ’Call Me Maybe’ or dancing ‘Gangnam Style’ to this year’s music, but it was veteran hip-hop artist Dr. Dre who topped Forbes’ list of the 25 highest-paid musicians in 2012, released on Thursday.

California native Dre, 47, became one of the leading names in hip-hop and rap in the early 1990s and has worked with artists including Eminem and Snoop Dogg.

Along with his extensive back catalogue, Dre’s lucrative headphones business, Beats by Dre, helped him gross $100 million in pre-tax earnings according to Forbes.

The list’s top 10 was dominated by veteran musicians, with Pink Floyd’s bassist and singer Roger Waters coming in at No.2 with earnings of $88 million from his lucrative The Wall Live tour, and British singer Elton John at No.3 with $80 million.

Last year’s highest-paid musicians U2 landed at No.4 this year with combined earnings of $78 million from their three-year 360 tour. 1990s British boy band Take That, who reformed in 2005, rounded out the top five with $69 million, earned from an eight-date tour at London’s Wembley Stadium, which became the highestgrossing single stadium tour to date.

Forbes compiles its annual highest-paid musicians list by estimating artists’ earnings from music sales, live shows, endorsements and merchandising. Earlier this year, Dutch DJ Tiesto was named the highest-paid DJ in the fast-growing electronic dance music industry.

Ferrari complaint slammed ‘A complete joke’, says Ecclestone

FORMULA One chief executive Bernie Ecclestone has been left unimpressed by Ferrari’s complaints over the outcome of Sunday’s final race of the season in Brazil.

The Italian marque wrote a letter to the FIA on Wednesday questioning whether Red Bull’s Sebastian Vettel had made an illegal lap-four pass at Interlagos on JeanEric Vergne’s Toro Rosso where yellow caution lights were being shown.

The sport’s governing body yesterday confirmed Vettel does not have a case to answer regarding the disputed manoeuvre, yet the last 24 hours have left a bitter taste in Ecclestone’s mouth.

“It’s a shame because everything had gone so well,” the 82-year-old told the Daily Telegraph.

“It was a super race, a super championship. Now everyone is talking about this.

The problem is that no one knows what is going on.

“It’s a complete joke. What Ferrari are saying in that letter is wrong. I don’t think there needs to be any action taken. It’s completely and utterly wrong.”

Ferrari studied video footage from Sebastian Vettel’s on-board camera which appeared to show him passing Toro Rosso’s Jean-Eric Vergne in a yellow ‘caution’ zone on lap four of last Sunday’s race Vettel finished sixth in Brazil, which was enough to see him clinch his third world title as he pipped Ferrari’s Fernando Alonso by just three points.

Yet, had the Scuderia’s complaint been upheld then the FIA could have applied a retrospective 20-second drive-through penalty to Vettel’s time, which would have demoted the German from

sixth to eighth on the race classification, and with it losing his third consecutive title by a point to Alonso.

The footage in question shows Vettel passing two points on the circuit where yellow flashing lights are clearly visible - indicating that drivers must not overtake.

However, the grainy footage also seems to suggest that

By Iain Rogers IF coach Diego Simeone was not already a hero to Atletico Madrid fans, victory in today’s La Liga clash at bitter city rivals Real for the first time in more than a decade might just tip the balance.

The combative Argentine, who helped Atletico to the league and King’s Cup double as a player in 1996, has transformed the Spanish capital’s second club since taking over from Gregorio Manzano in December 2011.

The Europa League champions are three points behind leaders Barcelona after 13 matches and, unbelievably for many of their longsuffering supporters, eight ahead of stuttering Real, who slipped to a third defeat of the campaign at Real Betis last weekend that left their title defence in serious peril.

Simeone, a tough-tackling midfielder sometimes described as “playing with a knife between his teeth”, has given his players added steel and in Colombia striker Radamel Falcao they have a genuine goal scorer who has attracted the attention of the sport’s big spenders.

Turkey playmaker Arda Turan is also having an impressive season, linking well

with Falcao and scoring goals of his own, while the defensive line has a solidity that has been sorely lacking in recent years.

“I think bringing in Simeone has been a success for Atletico,” Real captain Iker Casillas said on Wednesday.

“He has given them a new spirit and no one has gifted him anything,” added the Spain goalkeeper.

“Falcao is a great player.

He was a very successful signing and is a very complete, natural finisher.”

Claudio Ranieri was the last Atletico coach to savour victory over Real, when former Netherlands striker Jimmy Floyd Hasselbaink scored twice in a 3-1 away triumph in 1999.

A win or even a draw on Saturday could spell the end of Real’s hopes of a second straight La Liga title and Casillas is well aware of what is at stake.

“It is a different match from previous seasons,” he said.

“They are coming to the Santiago Bernabeu with a very strong team and after a win in a very tough match against Sevilla, who beat us.

“We hoped that there would be less of distance between us, but hopefully at the end of the match that advantage will be cut to five

CHAMPIONS Borussia Dortmund are determined to jerk their title defence back on track with a victory at runaway leaders Bayern Munich in today’s Bundesliga derby.

Bayern are brimming with confidence, having carved out a 10-point lead over second-placed Bayer Leverkusen and 11 on Dortmund, in third.

The champions, who have yet to find the consistency this season that gave them back-to-back league titles, have already dropped two points this week with a 1-1 draw against promoted Fortuna Duesseldorf as Bayern won 2-0 at Freiburg.

A win for Dortmund on Saturday would see them remain in contention for the title but defeat would leave them 14 points adrift with Bayern showing no signs of slowing similar to last year’s implosion at the same stage.

“After such unsuccessful games like against Fortuna we always come back with a show of defiance,” said Dortmund defender Neven Subotic. “That is our trademark.”

Dortmund, with playmakers Mario Goetze and Ilkay Guendogan as well as defender Mats Hummels back in the squad for the Munich trip, have every reason to be confident.

They have won all four derbies with Bayern in their past two Bundesligawinning seasons while also crushing them again in the German Cup final in May. Apart from winning titles, they have also matched Bayern in Europe this season, joining them in the Champions League round of 16 as they challenge the Munich club’s dominance.

“We should not make a crisis out of it,” said Dortmund captain Sebastian Kehl after Tuesday’s draw.

“We will be in different form on Saturday. We will try everything to win. The season is far from over but

PSG’s football has been far from impressive this season and they have been heavily relying on Ibrahimovic, who has scored 12 goals in 11 league appearances.

Fergie wouldn’t be surprised by a two-horse race for title Manchester duo spark fears of a runaway

By Simon Stone SIR Alex Ferguson is refusing to accept that the title race is a two-horse race already - but the Manchester United boss would not be surprised if that is how it ends up.

With United maintaining their position at the top of the Premier League by beating West Ham on Wednesday, neighbours City remaining unbeaten and neither West Brom nor Chelsea able to win in midweek, a gap has suddenly opened up between the Manchester duo and the rest.

A point in front of City, the Red Devils are now seven ahead of third-placed Chelsea, sparking fears of a runaway, as was the case last season when Arsenal were an incredible 19 points behind the pair who were split by the tightest of goal difference margins.

“You can’t be certain of saying it’s going to be a twohorse race at this stage,” said Ferguson.

“But over the years we’ve said that the top five or six are all capable of winning the league and eventually it does end up being a two-horse race. Year after year it’s been like that.

Southampton trio set to face their boyhood heroes at Anfield

THERE will be three Liverpool fans at Anfield for the match against Southampton today who will be desperately hoping the Merseyside club lose.

Southampton manager Nigel Adkins, midfielder Morgan Schneiderlin and striker Rickie Lambert are happy to admit they grew up supporting the club they will be battling to upset at the weekend.

Adkins, who was born on Merseyside and was a youth player at Anfield, is excited about returning to his old stomping ground while for ‘scouser’ Lambert, Saturday’s clash is one he has had marked on the calendar for some time.

Southampton have had a difficult start to life in the Premier League and are third from bottom after 14 games, but they face a Liverpool team struggling to convert possession into points.

“It will be good to go there,” Adkins told reporters. “I was a schoolboy at Liverpool. I had the option to stay there before I decided to go to Tranmere Rovers.

“Obviously they’re going through a transition at this moment in time, but it is a game that we’ll look forward to as we do every single game.”

Schneiderlin, who grew up in northern France, is looking forward to testing himself against his midfield idol Steven Gerrard, whose dynamic displays for the Reds convinced him to buck the trend and support Liverpool rather than Manchester United.

“When you watch football on TV in France, you had to choose between Liverpool and Manchester United,” he said on the club website (www.saintsfc.co.uk).

“Six or seven years ago, everyone chose Manchester United but I chose Liverpool because I loved Steven Gerrard as a player.

“I will treat him like any other player on Saturday. I just want to confront him and see what I can do against him. He’s one of the best players in the world, and that’s who I want to play against in every game. It’s my job to keep the other midfield as quiet as possible.”

Southampton’s top scorer Lambert has a tattoo of a Liver bird, a symbol of the city which is on the club’s crest, on his shoulder.

“I’ve tried my best not to put any attention on it, but it has been at the back of my head,” Lambert said.

“It has come round now so I’m really looking forward to it.”

LEAGUE leaders Anorthosis host defending champions AEL in what should be a mouthwatering match this afternoon at the Antonis Papadopoulos Stadium in Larnaca with the kick-off scheduled for 2.30pm.

Ronny Levy’s men are currently on a nine-match winning streak and deservedly find themselves three points clear at the top of the standings, with APOEL in second place and AEK in third, trailing by six points.

“We have analysed AEL’s long ball style of play. They are a very strong team and it will be a difficult match for us because of their height advantage. However, we are playing at home and with our fans by our side I believe that we can go and get all three points,” said Anorthosis midfielder Toni Calvo who scored the winner for his side in a 3-2 win over AEK last weekend.

AEL coach Jorge Costa meanwhile has a lot of problems with his team selection as he will definitely be without Rui Miguel and Gilberto who are both out injured for at least the next couple of weeks, while Maykon and Georgios Eleftheriou are following a special individual training schedule and will probably miss out.

FITNESS TESTS Vouho and Edwin Ouon have both returned to full training and will be given late fitness tests ahead of the game.

“The match against Anorthosis is very important for us. We face an in-form team, which is rightfully top of the table.

However, we are well prepared and we definitely do not expect an easy outing,” assessed Costa.

“As I said after the match with APOEL, nothing will be resolved after the game either and regardless of the final result we will continue to work hard and do what we are supposed to in order to achieve our goals. I am one hundred per cent sure that we have a good period ahead of us,” he added.

Elsewhere this afternoon at 6pm Apollon host Nea Salamina at the Tsirion Stadium in Limassol, while AEK visit Paralimni where they will take on Enosis.

Doxa Katokopia open tomorrow’s programme against Ethnikos Achnas at the Ammochostos Stadium in Larnaca at 5pm, while an hour later AEP await APOEL and Alki host Ayia Napa.

In the final match of Round 12, Omonia face Olympiakos at the GSP Stadium in Nicosia on Monday evening at 7pm.

By Alex Lowe ENGLAND fly-half Owen Farrell insists he is scared of nobody as he prepares to line up against Dan Carter and world champions New Zealand.

Farrell’s no-fear mentality is what marks him out as a special player in the eyes of head coach Stuart Lancaster and it represents England’s attitude ahead of today’s Twickenham showdown.

“New Zealand are a worldclass team. They are unbeaten in 20 matches - that is the challenge to look forward to, there is no point being scared of it,” Farrell said.

“Rugby is a game that I love. It’s not a game that I’m scared of.

“It may be a game against the best team in the world but it is still another game of rugby.

“I know we’ve been on the wrong side of two results (against Australia and South Africa) but we’ve got better and better and we’ve pushed teams right to the end.

“Hopefully it’s time to win one this weekend.”

Farrell’s inclusion on the International Rugby Board’s player of the year shortlist alongside Carter, Richie McCaw and Frederic Michalak shocked him as much as anyone else.

The 21-year-old was nominated on the back of his Six Nations performances, when he took over as a rookie international fly-half and guided England to wins against France and Ireland.

Lancaster was immediately impressed with Farrell’s temperament and his “warrior spirit”, even when his form appeared to dip on the summer tour.

Farrell lost his place after the first Test defeat to South Africa but played a key role off the bench when England rounded off the series with a 14-14 draw in Port Elizabeth.

“He has huge qualities,” Lancaster said.

“I don’t think the nomination has made any difference

to Owen. It hasn’t made him any more apprehensive or more confident in his own ability.

“He is a pretty grounded lad.

I don’t think he will be getting carried away.

“One thing Owen has got above a lot of players, he has big game temperament. It is a quality that is very important in international rugby.”

The All Blacks are on a 20Test unbeaten run and they will arrive at Twickenham with an air of invincibility that can leave some teams beaten before kick-off.

The last time New Zealand lost an autumn Test to a northern hemisphere side was to England in November 2002.

But Lancaster insisted his young England side had enough self-belief not to be “hypnotised” by the All Black aura - and enough ability to cause a shock result.

England are determined to avenge the narrow defeats to Australia (20-14) and South Africa (16-15) over the last fortnight.

“We have a ‘no fear’ mentality and we want to make sure that we front up,” Lancaster said.

“In the last 12-18 months when sides have gone at them they can struggle like any side. They are a very, very good side but, as Australia showed recently, they can be pressurised.

“The time’s coming where we have to start winning these games.

“New Zealand have an unparalleled record. We have to start changing that because we don’t want to go another ten years.”

Drawing on the wisdom derived from 92 Tests for the All Blacks meanwhile, Sean Fitzpatrick’s praise for the 2012 team carried a special authority yesterday.

“This year they have shown they are one of the great sides,” the former New Zealand captain told television viewers.

“They are trying to play the perfect game. They want to take it to a new level.”

FTER two stultifying 0-0 draws at Stamford Bridge and a frosty ‘welcome’ from home fans Rafael Benitez may be relieved to venture across London today when his Chelsea side face West Ham United at Upton Park (2.45pm).

The Spaniard was probably not expecting a ticker-tape welcome when the club’s owner Roman Abramovich hired him as an interim manager after Roberto Di Matteo’s harsh sacking last week, but the depth of ill feeling directed towards the former Liverpool manager has been unprecedented.

His first match in charge, against champions Manchester City last Sunday, was greeted with boos, unflattering chants and ‘Rafa Out’ signs.

Wednesday’s dismal draw with local rivals Fulham was played out in almost complete silence as a pall of gloom appeared to descend on the club that just a few weeks earlier was top of the Premier League and playing sparkling, attacking football.

Quiet it most certainly will not be at Upton Park, where the home fans will give Benitez their own East End wel-

come for the opening game of a weekend of top flight action.

Chelsea were top of the table with 22 points a month ago when their unbeaten start was ended by Manchester United.

They have managed just four points since, have been embroiled in racism allegations against referee Mark Clattenburg, of which they have since back-tracked, are on the verge of a Champions League exit and sacked the manager that took the club to Europe’s top club trophy.

West Ham will be licking their lips, even if the Hammers have slipped down to mid-table after consecutive defeats by Tottenham Hotspur and Manchester United.

Benitez will take some comfort from two clean sheets but after slipping seven points behind leaders United they need to start scoring again if their title challenge is not to be over before Christmas.

“Two clean sheets is something positive but still I want to score goals and be more offensive,” Benitez said after the draw against Fulham which extended Chelsea’s dismal run without a league win to six.

“We have some confidence because we don’t concede

and if we can build from there I will be happy.”

Captain John Terry, midfielder Frank Lampard and striker Daniel Sturridge are all unlikely to be fit to face West Ham with Sturridge’s absence meaning misfiring Fernando Torres will again be shouldering his side’s attacking options.

Midweek victories for Manchester United and Manchester City underlined the growing feeling of a twohorse title race.

Despite neither side firing on all cylinders this season they are churning out victories.

United should overwhelm Reading in today’s evening kickoff (7.30pm), although they will be wary after their previous away league game ended in a 1-0 defeat at Norwich City.

Rivals City, who are a point behind and still unbeaten, have a tougher looking test at home to Everton whose early-season form has cooled somewhat after a run of draws.

Fourth-placed West Bromwich Albion will look to get back on track after a midweek defeat at Swansea City with a home match against Stoke City (5pm) while Tottenham have crept back up to fifth following Wednesday’s Gareth Bale-inspired

win over Liverpool. They are away at Fulham (5pm).

“City are still on our tails so it’s going to be a long season,” United manager Alex Ferguson, whose side go to City next week, said on the club’s website.

Arsenal find themselves down in seventh position in the table, already 12 points off the pace, and today’s visitors Swansea City (5pm) will be no pushover after an impressive burst of form has left them just a point behind the Gunners.

While manager Arsene Wenger, unlike Benitez, still has the support of the majority of home fans, the rumblings of discontent will grow louder should his side fall further behind.

“At the moment, in the Premier League, we have played 14 games, eight away.

We have played at both Liverpool clubs and the two Manchester clubs away from home,” Wenger said.

“If we play well at home, we have a chance to come back.”
