P

RESIDENT Demetris Christofias last night made it clear there was no going back on the bailout deal and its contents, which he warned would be painful. In a televised address to the nation, Christofias called for unity and responsible action from all to “overcome the difficulties” brought about by Cyprus’ recourse to the European Stability Mechanism. Cyprus has reached a preliminary deal with the IMF and the EU to borrow up to €17.5 billion - almost equivalent to the country’s entire annual output. Christofias, dressed in a dark suit and red tie, flanked by the flags of Cyprus and the EU, said Cyprus had no choice but to turn to outsiders for help after its largest banks took huge losses on exposure to debtcrippled Greece and looked to the state for aid. The collapse of one of the big banks would have led the country to bankruptcy, he said. “I am the last person who will attempt to idealise this memorandum and attempt to whitewash things ... there are many measures which are truly painful, and measures which, under other circumstances I would not even discuss,” Christofias said. However, he asked, what would happen if the banking system collapsed and the country was destroyed. This was not the time for populism, nor for personal interests and ambitions, or petty political and electoral considerations, he argued. “These moments demand maximum unity. We should not forget that nothing is fin-

ished as yet,” he said, noting the difficult issues of determining the amount necessary for the recapitalisation of the banks and the procedures still to go through in the EU and among member states. “It is for this reason that we must all act responsibly and seriously. This is why we should all raise ourselves to the challenge - political parties, organised groups and the media- so as not to cause more difficulties or give the chance to those who want to harm our country to succeed.” He called for “hard work and sacrifice” to “bring into effect another economic miracle” like the one witnessed after the 1974 Turkish invasion. “We took the decisions we did with heartfelt pain,” Christofias said, arguing that the government exhausted all other options before requesting help from the so-called troika of international lenders. “Many citizens are asking themselves: why should we pay for the criminal mistakes, oversights, perhaps even the abuses of some senior bankers or why do we have to pay for the inadequate supervision of the banking system by the Central Bank and the former governor?” he said, in reference to Athanasios Orphanides. Looking sombre in the prerecorded speech and appealing for public unity, he said: “Decisions of the banks, and inadequate supervision by the central bank, are costing Cyprus many billions of euros.” The president referred specifically to the €4 billion losses incurred by the Cypriot banks due to their exposure to Greek bonds, and another

German finance minister warns on money laundering By Elias Hazou GERMANY said yesterday it expected complete transparency from Cyprus on money laundering issues and expects quick implementation of suggestions made under international requirements. The warning came from German finance minister Wolfgang Schaeuble after the meeting of EU finance ministers yesterday in Brussels. Asked about the Cyprus bailout, Schaeuble said: “We expect complete financial transparency from Cyprus relating to money laundering issues, which fulfil

EU standards and international requirements. We also expect quick implementation of all requirements that international organisations make.” “On top of that we need extensive cooperation on tax questions,” he added. There have been several articles in the German press recently with European politicians expressing concern over handing bailout money to Cyprus when there were question marks over Russian money and allegations of money laundering. Eurozone finance ministers are to decide on a bailout programme for Cyprus at the latest by January 21, Eurogroup president Jean-Claude Juncker said on

Monday after the Eurogroup meeting. Juncker said eurozone ministers would take a decision on Cyprus either on December 13 “or definitely by January 21.” Commenting on this Schaeuble said yesterday: “We discussed the first draft of a memorandum of understanding for Cyprus. A lot more work is needed. That’s everyone’s opinion and many member states have said that yesterday (Monday). “That’s both about the banks’ needed volume as well as the question who the creditors are and how the creditors can be involved in taking the costs of

(continued from front page) equal amount which Christofias argued was caused by Orphanides approving the transformation of Marfin Egnatia bank from a subsidiary in Greece to a Cypriot bank, as well as losses from bad loans to the Greek market. Christofias called for investigations into the banking system to be “vigorously pursued to the end”, blame apportioned and the culprits punished. The president said he will personally do everything in his power “to see that truth and justice will prevail”. Regarding negotiations with the troika, the head of state said the government negotiated “hard” over four months to achieve their core objectives under “difficult circumstances”. “On the one hand we had to deal with the constant undermining of our country with defamatory attacks in the international press. On the other hand, domestically, we had to face continuous pressure to sign a memorandum in haste. We had to deal with speculation whether or not the President would sign and the constant reference to the risk of default and the collapse of our banking system.” Christofias even heard “from the lips of the most senior people in the EU” of rumours going around that his ministers wanted to sign a memorandum but he did not. Throughout his time in office, the president has often bemoaned the lack of domestic unity and chastised his critics for not getting on board. However, yesterday’s address remained relatively subdued, with Christofias restricting his comments to saying only that the atmosphere created served “to deflect attention from the essence and weakened our negotiating position vis-a-vis the troika”.

He added that now was not the time to judge these actions, now was the time for “absolute unity”. On the actual negotiations, the president listed the areas where the government achieved its aims. He referred specifically to hydrocarbon explorations, saying that the state retains sovereignty over the decisionmaking process on how it will proceed and what it will do with the revenue, though “naturally, a portion of the proceeds will be used to repay the debt”. The government also avoided the privatisation of profitable semi-government organisations and the elimination of wage indexation and 13th salaries. It convinced the troika to introduce scaled contributions of salaried employees based on income-levels and saved the Cooperative movement. A preliminary deal between Cyprus and lenders has set €10 billion in aid to banks, but this is provisional pending an interim assessment by external consultants expected by December 7. In addition, Cyprus will over the four years to 2016 have to reschedule an estimated €6 billion in maturing debt, and will also require €1.5 billion to plug deficits until then, finance ministry sources told Reuters. Authorities have pledged to cut salaries in the public sector by between 6.5 percent and 12.5 percent, suspend wage indexation, introduce pension reform and extend retirement ages, introduce new tax calculation methods for real estate and incrementally increase taxes like VAT. Christofias has repeatedly blamed lax supervision by the former administration of Cyprus’s central bank and reckless expansion into Greece by the banks themselves for the

Education ministry ‘not axing contract workers’ By Poly Pantelides ALTHOUGH the secondary school teachers’ union has called for a demonstration today over a provision in the 2013 budget they interpreted as meaning that 533 contract workers would get the axe, the education ministry yesterday said all had been accounted for in the budget. “The budget covers all contract workers,” said the education ministry’s permanent secretary Olympia Stylianou at a meeting of the parliamentary finance and education committees. The head of the secondary schools’ teacher union, Demetris Taliadoros, said that the budget included 533 contracted secondary school teachers for the first eight months of the 2013-2014 academic year, with their numbers thereafter reduced to 40. Stylianou said that was a “misunderstanding” adding that the budget

allowed for 533 contracted employees and also allowed for 40 more – if necessary – for the first four months of the academic year up until December 31. The head of the finance ministry’s budget department Stavros Michail – also present in parliament – confirmed that they had included “at least 533 contracted staff” in the budget. But when the Cyprus Mail asked Taliadoros to comment, he said that there was going to be a reduction in the wages budget of €20 million, which he said had to come from the contracted staff. Asked why he did not get in touch with the ministry, to clarify this, Taliadoros said that the onus was on the ministry to get in touch with them. “We have six unanswered letters sent to the ministry requesting meetings. We’re still waiting,” Taliadoros said. The oldest letter is from January 6 this year. “Hopefully this is all a misunderstanding,” he said. But he nonetheless defended the

decision to demonstrate, citing a provision in the draft memorandum of understanding agreed with Cyprus’ international lenders. One of the provisions mentions increasing “teaching time of teachers by one academic period (40 minutes) in time to have full effect in the 2014 budget. “Fewer people will be hired, because the ministry’s needs will be reduced,” Taliadoros said. “Hundreds of people will lose their jobs,” he added. Stylianou yesterday said that the “ministry was not aware of this provision” in the memorandum and education minister Giorgos Demosthenous was due to discuss it at the finance ministry today. “The education ministry’s 2013 budget comes to €966.9 million, a reduction of 7.5 per cent or €78 million from 2012,” Stylianou said. Contract teachers are due to protest outside the finance ministry at 3.30pm today.

Home McKenzie Beach comes under Larnaca municipality THE management of McKenzie Beach was officially handed over to Larnaca municipality yesterday. Interior Minister Eleni Mavrou and Larnaca Mayor Andreas Louroudjiadis were both present at a ceremony to sign the contracts. “The lease of McKenzie beach to Larnaca’s municipality after six months of negotiations, has shown the level of trust between the state and local councils,” Mavrou said. The restaurants and bars on McKenzie are on abandoned Turkish-Cypriot land that was managed by the Guardian of Turkish-Cypriot properties. The rental agreements were made in 1987 between Larnaca municipality and the Turkish Cypriot owners, which preceded the law passed in 1991 regarding the management of Turkish-Cypriot properties, which brought them under the interior ministry. Larnaca’s municipality had been continuously inundated with applications for planning permission, which it had been unable to deal with. That will now change.

‘Our pension fund is Over 8,000 schoolkids not a bank for state’ in need of assistance THE telecommunications company CyTA said yesterday that payback of any financial assistance to the cash-strapped state must be guaranteed, as it mulled loaning the government some €100m to get it through until an international bailout deal was completed. It is not the first time CyTA bailed out the government. However, unions have expressed concerns because the money will come out of their pension funds. CyTA chairman Stathis Kittis said they were trying to ensure – possibly through bank guarantees -- that the assistance would be repaid. But Kittis said that any assistance, if given, should be part of a contribution by other semi-government organisations. “CyTA cannot shoulder the burden by itself,” Kittis

said. “Our contribution alone will not solve the problem.” Orestis Vasiliou, the head of EPOET trade union, said the company was faced with the dilemma of contributing or the state defaults. He said the method had worked before “but on the other hand we must understand that workers’ pension funds must not be a loan reservoir.” “Beyond giving the state over €650m in dividends in the past 10 years, now it wants to take from pensions,” Vasiliou said. CyTA has appointed a threemember committee to look into the matter in cooperation with the finance ministry. Three of the five unions representing CyTA staff reject the idea, which would come on the heels of an earlier loan of €100m to the state that has yet to be paid back.

OVER 8,000 school children are in need of financial assistance, said the Education Ministry’s permanent secretary Olympia Stylianou yesterday. Speaking after a meeting of the House Education Committee, Stylianou said the ministry has called a broad meeting of stakeholders to work out a system for providing assistance to needy pupils. Earlier this week, known businessman Nicolas Shacolas said his family and the Shacolas Group would provide food for a year to poor primary school children in 2013. The exact method of providing help will be organised in coordination with the education ministry, said Shacolas. Stylianou said in parliament yesterday that the number of children needing assistance comes to 8,349 or about 8 per cent of the total school population, of which 3,118 are in middle education. She highlighted that money allocated for pupils’ welfare in the 2013 budget was increased by €60,000 to €370,000 in total, adding that breakfast will be provided to all school children whose families are facing economic problems. Stylianou further called on all those interested in helping needy children by adding to the pupils’ welfare budget to send cheques to the permanent secretary. Chairman of the House Education Committee Nicos Tornaritis criticised the ministry, despite its good intentions, for not planning ahead to provide support to these children in need both during school hours and after.

We will also have to consider how to reduce the (size of) the Cypriot financial sector, which is over-sized, and how, given the debt level, we can approach privatisation,” he added. The Eurogroup convenes extraordinarily next week for an in-depth look at the preliminary economic adjustment programme agreed between Cyprus and international lenders. The meeting will take place after the release of an interim audit on Cyprus banks, so that European officials have an idea of the extent of the financial sector’s recapitalisation needs. The Eurogroup’s next scheduled meeting is on December 21. Given that it would then take around six weeks for the parliaments of individual nations to sanction a bailout deal, it’s now likely the first tranche of a rescue package would not be disbursed before February. For his part, EU Commissioner for Economic and Monetary Affairs and the Euro Olli Rehn said that “on Cyprus, good progress has been made in our discussions with the Cypriot authorities,” adding that the convergences reached on the policies to strengthen public finances, reform the finance system and enhance competitiveness “represent a necessary step towards an agreement on an economic reform programme.” “I look forward to a timely conclusion of the remaining outstanding aspects once we have the results of the due diligence exercise on banks which is currently underway in Cyprus,” Rehn added. Meanwhile yesterday the Russian government again indicated that a bilateral loan

from Moscow to Nicosia was not on the cards. “Cyprus had agreed with European lenders on its own so I think it may not require Russian loans,” Russia’s Finance Minister Anton Siluanov told journalists in the Russian city of Sochi, according to a Reuters report. In tandem with applying for an EU/IMF loan back in June, Nicosia has approached Moscow for a reported €5 billion interstate loan. The total bailout amount for Cyprus could reach €17 billion, roughly equivalent to the island nation’s GDP. Siluanov appeared to be responding to comments made late on Monday by his French counterpart. In an ambiguous statement to reporters, French Finance Minister Pierre Moscovici said he has suggested that Russia become directly involved in a possible Cyprus bailout. French paper Le Figaro quoted Moscovici as saying: “It seems important to me that the Russians come on board and become part of the negotiations.” The paper said Moscovici had asked his Eurogroup peers to involve Russia directly in bailing out Cyprus. It went on to point out, however, that involving the Russians would further complicate bailout negotiations for the island and might push back a deal to February, when Cyprus holds general elections. Finance Minister Vassos Shiarly said yesterday that Cyprus has made all necessary arrangements to ensure that it meets its obligations for the next couple of months. He was backed up by Rehn who said: “There is no problem in meeting the financing needs of Cyprus in the short term even if the decision is not necessarily taken on the 13 of December.”

Home Higher property tax will further jeopardise sector, developers say By George Psyllides DEVELOPERS are unhappy with a new immovable property tax regime, agreed as part of the island’s bailout, saying it will jeopardise the already badly-hit sector’s prospects. In a written statement, the developers association warned that implementation of the new regime would lead many people to sell their properties because of the high tax. This will in turn force the value of mortgaged property down and create fresh recapitalisation needs for the banks, the developers said. “We think that immovable property is once more used as the easy way out to cover the state’s financing needs, without considering the effects such a choice would have on the future growth of the sector and employment,” they

Government housing budget is drastically cut in attempt at savings THE government’s spending on housing has been cut by around 37 per cent or €55 million in a bid to achieve the savings dictated by the terms of a bailout agreement, it emerged yesterday. The figure represents some €42 million that would have funded various housing schemes for refugees and €13 million for non-refugees. It was discussed before the House Finance Committee, which examined the interior ministry budget for 2013. “It is a budget of drastic cuts, which are substantive in many cases,” ministry permanent secretary Andreas Ashiotis said. “It reflects the effects of the negotiations between Cyprus and the troika (international lenders)” The ministry’s overall budget is cut by around €127 million in relation to 2012, MPs heard. The government will still spend some €71 million on housing policies in 2013 but that did not stop some opposition MPs from criticising the administration. DISY MP Kyriacos Hadjiyiannis likened it to a “massacre of the refugees” while his DIKO colleague suggested that refugees were left exposed. The preliminary agreement between Cyprus and international lenders provides for updating the 1980’s prices by applying the consumer price index (CPI) over 1980 to 2012 and amending tax rates for the value bands. Until now, immovable property tax was calculated based on the value of the property on January 1, 1980. Under the new regime, the taxable figure would be the result of multiplying the value of the property in 1980 by around 3.5 – the CPI, according to deputy land registry director Andreas Socratous The updated value will then be taxed by applying the new rates. The first €150,000 is tax-free. From then on: €150,001€500,000 coefficient of 6 per thousand, €500,001- €1,000,000 coefficient of 8 per thousand, €1,000,001 and above coefficient of 10 per thousand. The tax will be levied on the total value of all the properties in a person’s name. For example, if a property is worth €170,000 in 1980 val-

ues it will now rise to €595,000 after multiplying it with the CPI. Minus the tax-free €150,000 leaves €445,000, which will be taxed at 6 per thousand. Developers called on MPs, who will be asked to approve the changes, to also consider several other factors, which the bill appears to ignore, according to them: The property at the disposal of developers is stock and a tool of the trade and not wealth; and the bill fails to tackle the fact that from the moment a property is sold and until a title is issued it is the developer who is obliged to pay the tax, although most developers who have not issued title deeds collect the money from people who bought homes on their properties, in many cases charging in excess of what was owed in actual taxes. The developers said their association would soon be submitting a compromise proposal on the matter in an attempt to resolve the issue.

Seal of approval for Kassinis for handling of gas Energy director requested that the House review his work on the negotiations By Elias Hazou OPPOSITION politicians yesterday rallied behind Energy Service Director Solon Kassinis, saying the technocrat had acted in the best interests of the Republic in negotiating a deal with Noble Energy. Kassinis had requested that the House Institutions Committee convene specially to review his handling of negotiations leading up to the signing of a contract with the US company. The energy chief called for the discussion to clear the air after he was apparently accused by AKEL leader Andros Kyprianou of not acting in the interests of Cyprus. While in north London in mid-November, Kyprianou was quoted as saying verbatim: “The value of natural gas from Block 12 is estimated at $7 billion, and based on the contract [with Noble Energy] a large percentage of that goes to the Republic of Cyprus.

“The contracts to be signed for the four other blocks will be on far better terms for the Republic, since at the time the outspoken Mr Kassinis took pains to shape a contract that was in favour of Noble. Now, we are motivated by a desire to serve the interests of the Republic, not of the corporations.” Neither Kyprianou nor his party later denied these remarks were made. Before the House committee yesterday, Kassinis told MPs that he had kept both the Cabinet and the President appraised of the negotiations with Noble. The energy chief said also that he had supplied diagrams and figures showing Cyprus’ profit margins in the event of gas extraction. Kassinis claimed moreover that, from Noble’s standpoint, the contract concluded with Cyprus was the “toughest ever” for the US company. Noble was the only company that participated in the first licensing round launched back in 2007. It was awarded a drilling permit for Block 12 the following year. Antonis Paschalides, commerce minister at the time, was also asked to attend yesterday’s discussion. He told deputies that

He said negotiations with Noble took place in three stages, between May and July 2008, during which the government managed to secure better terms. Police help save two women POLICE helped save two women who were found unconscious in their home, one suffering from stroke, the other dehydradion, in the Paphos district yesterday. At around 1.40pm, police were informed that an 86-year-old and her domestic helper were lying unconscious in their home. The head of the Stroumbi police station and a police constable rushed to the scene where they found the domestic helper had stopped breathing while the 86-year-old was also unconscious. The two officers administered first aid on the women in an effort to keep them alive until the ambulance could arrive, successfully getting the domestic helper to start breathing again.

Two minors held after spate of burglaries By Stefanos Evripidou TWO TEENAGERS aged 15 and 16 were arrested yesterday in connection with a spate of burglaries and car thefts in the Larnaca District over a 24-hour period. According to Larnaca police spokesman Christos Andreou, police were informed on Monday by a Larnaca resident that his double cabin pick-up worth €4,000 had been stolen from outside his house, containing a number of personal items inside. At around 7am yesterday, Kofinou police station was informed that a double cabin car was being driven around the Kornos area by minors.

Police rushed to the scene where they found the stolen car, and close to the car, a 16-year-old boy from Larnaca. When questioned, the teenager confessed to stealing the car and named a 15-year-old as his accomplice. Police also found various personal items belonging to the Larnaca resident who reported the theft on the 16-year-old, said Andreou. A few hours later, at around 9.30am, a Mosfiloti resident reported to police that their home had been burgled and an airgun worth €200 had been stolen. Ten minutes later, another Mosfiloti resident reported that his car had been stolen. Within the hour, police spot-

ted the stolen car on the Kalo Chorio road heading towards Larnaca. The law enforcement authorities gave chase, successfully stopping the vehicle, though the driver managed to get away. According to Andreou, police searched the area near the car where they found the 15-year-old hiding in a building. Later, during a search of the area around the house which was burgled in Mosfiloti, police also found the stolen air gun in a field. The two teenagers were arrested in connection with charges of burglary and car theft and will be taken to Larnaca district court today for a remand hearing.

Home ‘Turn waste into energy the Danish way’ says ambassador WITH electricity prices in Cyprus climbing to unprecedented heights it is time to think of alternative solutions to energy production, according to Danish ambassador Kirsten Geelan. In a written article released to the press through Environment Commissioner Charalambos Theopemptou’s office, Geelen said; “At the same time, environmental challenges are gathering at our doorstep. Waste management has become a costly affair with the EU launching legal proceedings regarding the use of landfill sites.” Citing her own country as an example, Geelan said waste that cannot be recycled is used for the production of electricity. Denmark has incinerated waste for more than 100 years. Local communities run trash

collection as well as the incinerators and recycling centres, and laws and financial incentives ensure that recyclable materials are not burned. The incineration plants of today are high-tech energy plants. Denmark now has 29 such plants, serving 98 municipalities in a country of 5.5 million people, and 10 more are planned or under construction. The largest waste-to-energy plant in Denmark generates 270 MWh of power and 1.162 MWh of district heating. These numbers correspond to the power consumption in 80.000 homes and the heat consumption in 75.000 homes. In total waste incineration covers 20 per cent of district heating supply and 5 per cent of all electricity supply. Danish legislation has supported the de-

velopment of waste incineration as an invaluable part of the energy system as well as a sensible solution to waste-disposal in general, according to Geelan. All combustible waste has been banned from landfill since 1997. National legislation means that waste sent to landfill incurs a tax of 62,56 €/tonne while waste sent to incineration incurs a tax of 6,69 €/tonne. That makes it most expensive to landfill, cheaper to incinerate and free to recycle. “Of course it costs money to burn waste. Therefore waste producers pay an incineration fee when waste is delivered to an incineration plant. When electricity and heat are sold, revenues can be spent on reducing the incineration fee,” she said. On average, revenues from selling heat

Cypriot team to map energy consumption in Europe’s buildings ‘At this rate we’ll need five power stations by 2050’ By Poly Pantelides A CYPRIOT team led by an environmental scientist has won a contest in Berlin to map the energy consumption of buildings across the European Union. Environmental scientist and lecturer at the Technological University of Cyprus TEPAK Alexandros Charalambides has been working on prototypes for two years to give flesh to his idea to create an online map displaying the energy consumption of buildings to make people more aware of energy usage. The idea gave rise to ENERMAP, voted first out of 55 other ideas and part of a team of ten who were invited to the “Open Innovation Slam” in Berlin last week to work on a pitch addressed to academics and energy experts. A lot of people like doing their bit for the environment – recycling and trying to choose environmentally-friendly brands when possible – but will not zealously track every aspect of their energy consumption. “In 2010 Cyprus consumed about 5,000 GWh, but if we continue living the same way we’ve been living… by 2020… our consumption will increase to 7,401 GWh which means we will need one and a half times the power plants we needed in 2010,” Charalambides said during a presentation of his idea at TEDx Nicosia. “By 2050 our consumption will increase to 24,005 GWh which means we will need five power plants,” he said.

How to keep track of electricity spending with useful EAC table EVER wondered how much of that dreaded electricity bill is down to leaving the electric heater on to warm the bedroom or having the air conditioning unit on all night? You’re not alone, which is why the Electricity Authority of Cyprus (EAC) has released a breakdown of the consumption and usage cost of home appliances so that people can become aware of what they’re spending. A 2000W electric heater that uses up 2kWh will set you back by €4.70 over a night, if you run it for eight hours. It costs 58.78 cents an hour, the EAC said. The cost comes to €141 over thirty days based on that consumption. A 9000 BTU air conditioning unit at 2,637kWh costs 77.50 cents an hour so will set you back €6.20 if left on for eight hours a night. Use it in this way in July and the cost will come to €192.2 just for the one unit. A 90W refrigerator consumes 1.35kWh costs 39.68 cent a day or €11.9 a 30-day month. Might not be much compared to the AC, but forgetting the refrigerator on at a holiday home used only for four months a year comes to roughly €95 during the remaining eight months the fridge is not actually used. And here’s an argument in favour of your compact fluorescent 18W lamp. It costs 53 cents an hour, whereas its brighter and stronger regular 60W light bulb costs more than triple at €1.76 an hour. FINAL GO-AHEAD FOR NEW ROYAL LAW BRITAIN’S government has received final consent from all the Commonwealth realms to press ahead with legislation ending discrimination against women in the line of succession to the British throne, Deputy Prime Minister Nick Clegg said yesterday. Clegg said ministers would now introduce the Succession to the Crown Bill in the House of Commons at the “earliest opportunity” available in the parliamentary timetable. A MAN who stripped naked on top of a statue in central London, before breaking off its sword and biting it, has been jailed for 12 weeks. Dan Motrescu was convicted of possession of an offensive weapon in a public place, causing criminal damage and a public order offence, a spokesman for Westminster Magistrates’ Court said. The 29-year-old Ukrainian, of no fixed abode, brought traffic to a standstill as he performed a variety of poses on the statue of Prince George, the Duke of Cambridge, in Whitehall last week. He straddled the statue in front of hordes of onlookers and at times was seen balancing precariously on the Duke’s head. A 100-metre stretch of Whitehall was cordoned off as emergency services tried to persuade him to come down during the incident. Witnesses said he was clothed before he climbed to the top of the statue. Motrescu was given a 12-week sentence for possession of an offensive weapon and a three-week sentence for criminal damage, to run concurrently, a court official said. No penalty was given for the public order offence.

Two other members of that rescue team were missing. Factory fire A FIRE at an underwear factory in southern China’s export-dependent Guangdong province has killed 14 people, state news agency Xinhua reported yesterday. The fire hit the factory in the coastal city of Shantou and had been put out as of 4pm, Xinhua said. One person was also injured. The cause of the fire is being investigated, it added.

THE once-thriving elephant population of South Sudan could be wiped out in five years if rampant poaching is not brought under control, a wildlife protection group said yesterday. After decades of civil war the African country, which became independent last year, has fewer than 5,000 elephants left, down from around 130,000 in 1986, according to the United States-based Wildlife Conservation Society (WCS). Driven by demand from China, the price of ivory has quadrupled in the last few years, Paul Elkan, South Sudan Director at WCS, said.

BRITISH video artist Elizabeth Price won the coveted Turner Prize for contemporary art late on Monday, delighting critics who had championed her film about a fatal fire in Manchester in 1979, describing it variously as “terrifying” and “exhilarating”. The 46-year-old was the least familiar of four artists shortlisted for the annual prize, and she beat out the bookmakers’ favourite Paul Noble to win a cheque for £25,000 and earn instant recognition and acclaim. Price said that after the awards she intended to celebrate with her family and might find it easier to consider her feelings about winning the prize following a night’s reflection. “I’ll probably know tomorrow, although I’ll probably have a hangover,” she told reporters. “But I might have a more lucid answer tomorrow. It certainly doesn’t feel bad.” The artist was honoured for her show earlier this year at the BALTIC Centre for Contemporary Art in Gateshead, near Newcastle, where three video works were on display including one which travelled to London for the Turner Prize exhibition. ‘The Woolworths Choir of 1979’ brings together photographs of church architecture, internet clips of pop performances and news footage of a fire in Manchester in which 10 people died. visual styles as well as text and music, Price seeks to demonstrate that any kind of information, be it dry, catchy or macabre, can be transmitted in an arresting, memorable way. “When I started making the work I didn’t know it would end up being about that subject in a way and I did take that very seriously,” she told Britain’s Channel 4, which broadcast the awards live on television. “But I’m very interested in those kinds of social, historical stories and think art is the way to remember them and think about them.” Art critics, who were generally complimentary about this year’s shortlist, were fulsome in their praise of the film.

EXCITEMENT “It is 20 of the most exhilarating minutes I’ve ever spent in an art gallery,” said Richard Dorment of the Telegraph in his review of the Turner Prize show at Tate Britain in London in October. The exhibition runs until January 6. “What is more, as I watched it with mounting excitement, I began to realise that I was in the presence of an artwork that has the potential fundamentally to change the way knowledge is transferred, the way we teach and the way we learn.” The choice of an artist not immediately easy to unravel is likely to prove popular among those in the art establishment who believe the award needs to become more serious after several controversial choices had undermined its credibility.

It has also generated shrill headlines from a sceptical press, not least when Martin Creed won in 2001 with an empty room featuring a light that switched on and off. The closest thing to controversy this year would have been victory for Spartacus Chetwynd, the first pure performance artist to make it to the shortlist who was selected for a show she put on at the Sadie Coles HQ gallery in London. Best known for her folksy plays, Chetwynd invites visitors to the Tate show to prostrate themselves before a rag puppet “oracle” in the shape of a mandrake root held reverentially by men dressed in green. “Craziness is everywhere in this year’s Turner Prize,” Guardian art critic Adrian Searle said in a video tour. To anyone who would want to attack Turkey we say: don’t even think about it,” NATO Secretary-General Anders Fogh Rasmussen said after the 28-nation alliance foreign ministers took the decision at a meeting in Brussels. NATO-member Turkey has repeatedly scrambled jets along the countries’ joint frontier and responded in kind when shells from the Syrian conflict came down inside its borders, fuelling fears that the civil war could spread to destabilise the region. It quickly welcomed the move. “This decision is important, as it demonstrates and re-confirms allied solidarity and unity in practical terms,” Turkey’s Foreign Ministry said in a statement. Germany, the Netherlands and the US plan to provide Patriot missile batteries, the ministers said, but they gave no details on numbers. Deployment is expected to take several weeks, given the need for approval by national parliaments and the logistics of delivering the missiles. NATO ministers unanimously expressed “grave concern” about reports that the Syrian government may be prepared to use its chemical weapons, Rasmussen said. He warned earlier that any use of

Some broke through police lines around his palace and protested next to the perimeter wall. The crowds had gathered nearby in what organisers had dubbed “last warning” protests against Mursi, who infuriated opponents with a November 22 decree that expanded his powers. “The people want the downfall of the regime,” the demonstrators chanted. “The president left the palace,” a presidential source, who declined to be named, said.

A security source at the presidency also said the president had departed. Mursi ignited a storm of unrest in his bid to prevent a judiciary still packed with appointees of ousted predecessor Hosni Mubarak from derailing a troubled political transition. Facing the gravest crisis of his six-monthold tenure, the Islamist president has shown no sign of buckling under pressure. Riot police at the palace faced off against activists chanting “leave, leave” and holding Egyptian flags with “no to the constitution” written on them. Protesters had assembled near mosques in northern Cairo before marching towards the palace. “Our marches are against tyranny and the void constitutional decree and we won’t retract our position until our demands are met,” said Hussein Abdel Ghany, a spokesman for an opposition coalition of liberal, leftist and other disparate factions.

IRAN said yesterday it had captured a US intelligence ScanEagle drone in its airspace over the Gulf in the last few days, but the United States said there was no evidence to support the assertion. The US Navy said it had not lost any unmanned aircraft in the area. The 1.25 metre surveillance drone is deployed in the region by the United States military but also by other countries. In Washington, White House spokesman Jay Carney said: “We have no evidence that the Iranian claims are true.” The incident highlighted tensions in the Gulf as Iran and the US demonstrate their military capabilities in the vital oil exporting region in a standoff over Iran’s disputed nuclear programme. Iran has repeatedly threatened to close the Strait of Hormuz - through which about 40 per cent of the world’s seaborne crude oil is shipped - if it comes under attack. US commanders have said they will not let that happen. The Islamic Revolutionary Guards Corps (IRGC) said on its website that the drone had been flying over the Gulf in the last few days and was “captured” when it strayed into Iranian airspace.

By Peter Apps THE number of terrorist attacks each year has more than quadrupled in the decade since September 11, 2001, a study released yesterday said, with Iraq, Pakistan and Afghanistan most affected. The number of annual deaths in attacks, however, peaked in 2007 - the height of the Iraq conict - and has been falling ever since. The survey reported 7,473 fatalities in 2011, 25 per cent down on 2007. That ďŹ gure included dead suicide bombers and other attackers. Iraq, Pakistan, Afghanistan, India and Yemen were the ďŹ ve countries most affected by terrorism in descending order, it said, based on a measure giving weightings to number of attacks, fatalities and injuries and level of property damage. The Global Terrorism Index - published by the US and Australia-based Institute for Economics and Peace think tank - ranked countries based on data from the Global Terrorism Database run by a consortium based at the University of Maryland, a commonly used reference by security researchers. The US military interventions pursued as part of the West’s anti-al Qaeda “war on terrorâ€?, the researchers suggested, may have made matters worse - while whether they made the US safer was impossible to prove. “After 9/11, terrorist activity fell back to pre-2000 levels until after the Iraq invasion, and has since escalated dramatically,â€? and executive chairman of the Institute for Economics and Peace, said. “Iraq accounts for about a third of all terrorist deaths over the last decade, and Iraq, Pakistan and Afghanistan account for over 50 per cent of fatalities.â€? The study says terrorism incidents numbered 982 in 2002, causing 3,823 deaths, rising to 4,564 terrorist incidents globally in 2011, resulting in 7,473 deaths. The upswing in attacks in both Afghanistan and Pakistan only occurred after the Iraq war, the study showed, coming at largely the same time as heightened USbacked military campaigns there by NATO and the Pakistani government. The ďŹ ndings suggested foreign powers should think twice before intervening militarily, Killelea said, even in countries such as Syria, already seeing widespread bloodshed. Unless the conict was brought to a swift end, terror attacks might actually increase, he said. The greatest deterioration in 2011 took place in Syria and Yemen, the report said. Yemen has seen a dramatic upsurge in al Qaeda-linked activity in recent years, while Syrian rebels ďŹ ghting President Bashar al-Assad have increasingly turned to suicide attacks and bombings. Of the 158 countries surveyed, only 31 had not experienced a single event classiďŹ ed as a “terrorist actâ€? since 2001. Even when the 9/11 attacks on New York and Washington were taken into account, North America remained the least-affected region over the period studied.

DNA from In Cold Blood killers may help to solve a second 1959 Florida murder A FLORIDA detective trying to crack a 53-year-old unsolved murder case will ask a Kansas judge for permission to exhume and extract DNA from the bodies of two notorious killers made famous in Truman Capote’s 1966 true-crime novel, In Cold Blood. Sarasota County Sheriff Detective Kim McGath said she believes the two men convicted for the 1959 murder of Herbert Clutter, his wife and two children in Holcomb, Kansas, might be responsible for a similar killing one month later of a family in Osprey, Florida. Capote’s celebrated book about the Clutter case, written in a new style associated more with ďŹ ction than journalism, is often credited with spawning the nonďŹ ction novel genre. Business Less gloom GREEK consumers’ pessimism about the economy diminished in November after fears that the country might have to quit the euro zone subsided, data showed yesterday. The Foundation for Economic and Industrial Research (IOBE) said its economic sentiment index rose to a 20month high of 79.0 points in November from 75.8 in October, despite weaker readings in industry and construction. Greece’s parliament approved early last month a 13.5 billion euro package of savings and labour reforms. This was a key demand by the country’s international lenders and opened the way for the release of a long-delayed aid tranche, which eased fears about Athens leaving the euro zone. “The voting of the new measures by parliament helped to lift some of the uncertainty, despite the significant impact the austerity will have on a large part of the population,” the IOBE said.

Shares up THE EURO hit a six-month high and shares added to recent gains yesterday on optimism over Greece’s plan to buy back debt and encouraging news from Spain and Portugal. The FTSEurofirst 300 index of top European shares was up 0.3 per cent at 1123.91 points ahead of an expected higher start for Wall Street. After a mixed open, London’s FTSE 100, Frankfurt’s DAX and Paris’s CAC-40 were all in positive territory, helping the MSCI global share index to add to a five per cent rise over the last two weeks. “Greece is on track with its debt buy back, Spain came out and said it would take the 40 billion for its banks, and Portugal will get its next round of funding,” said HeinzGerd Sonnenschein, equities strategist at Postbank in Germany. “Market participants were really encouraged by the Greek buy back, so with it looking like Europe is on track.”

EU finance ministers fail to reach supervision deal FrancoGerman rift hampers plans GERMANY and France clashed publicly yesterday over plans to put the European Central Bank in charge of supervising banks, deepening a dispute over the scope of ECB powers that threatens to derail one of Europe’s boldest reforms. With time running out to meet a pledge to complete the legal framework for an EU-wide banking union by the end of the year, Germany’s Wolfgang Schaeuble told a meeting of EU finance ministers he could not support a plan that would give the ECB the final say on supervision. France’s Pierre Moscovici and the ECB protested against any watering down of a plan central to Europe’s response to a five-year banking crisis and which promises to unify the way it deals with problem lenders, ending a previously haphazard approach. “The right of the last decision cannot be left to the ECB Governing Council,” Schaeuble told the meeting in Brussels, in comments broadcast to reporters. There could be no deal unless national supervisors had responsibility for most banks, he added. “A Chinese wall between banking supervision and monetary policy is an absolute necessity,” he said, also voicing skepticism that an independent central bank such as the ECB should even take on the tasks of supervision. Moscovici countered that EU leaders, who had given finance ministers responsibility

The depth of divisions between the two biggest euro zone economies highlighted the difficulty in reaching agreement, making a deadline of this year uncomfortably tight. Tuesday’s occasionally heated talks ended in disagreement and the ministers will resume discussions on December 12, news that initially saw the euro slip against the

dollar. ECB Vice-President Vitor Constancio expressed alarm at suggestions that the Frankfurt-based bank may not receive the mandate to supervise lenders at all, something hinted at by Schaeuble and spelt out bluntly by Austria’s finance minister. Maria Fekter said that EU leaders in making their pledge to establish a new system of supervision “did not decide the hegemony of the ECB, just involving the ECB” and accused Constancio of misrepresenting their intentions. The suggestion was rebutted by Constancio. “It is inside the ECB, as the summit has decided,” he said. Most countries support the idea of banking supervision, the first pillar of a banking union, but disagree on how best

to structure it or how far to go in unifying banking systems to share risk and prevent discrimination between euro and non-euro countries. Complicating the debate further is Sweden, a non-euro zone country that has substantial banking interests in Finland, which uses the euro. Sweden is concerned that if the ECB is to have oversight of assets it owns, it must have some level of equal representation at the ECB. Having earlier threatened to block agreement, Sweden’s Finance Minister Anders Borg appeared to soften his stance on Tuesday, saying compromise was possible if non-euro countries were treated fairly and national regulators retained autonomy. Diplomats also need to ad-

dress the concerns of non-euro zone countries that aim to join the currency, such as Poland and Hungary, which also want to ensure they are not disadvantaged by the ECB taking a more powerful oversight of their banks. EU leaders hope that by setting up a single, powerful banking authority and later establishing a resolution fund for distressed banks, they will cut the link between indebted countries and their banking systems. But Germany is concerned the project will develop into a scheme under which Berlin is left to foot the bill for banks too weak to survive on their own when, as is planned, a central resolution scheme is set up to close troubled lenders.

TUI happy BoE wants more curbs on bankers’ pay Rates TUI Travel, the world’s biggest tour operator, reported higher profits and bookings, saying cash-strapped Europeans were increasingly turning to fixed-price holidays to escape the economic gloom. The British group, which owns the Thomson and First Choice brands, said yesterday recession-weary consumers were willing to loosen their purse strings for a getaway, but were looking for all-inclusive deals where they don’t have to worry about how much they are spending. “We’re seeing a renaissance in demand for package holidays and a strong trend towards all-inclusive holidays with customers seeking greater certainty,” TUI Travel’s chief executive Peter Long told reporters. “People are spending more up front,” he added. Travel firms and airlines across Europe have seen bookings fall over the last two years, hit by the euro zone debt crisis and high fuel costs.”

By Huw Jones and David Milliken BANKERS’ pay needs to be curbed further to reflect the risk of a bank failure many years after a bonus has been awarded, the Bank of England (BoE) said before the annual bonus season begins next month. The European Union has already introduced curbs on bankers’ bonuses after huge payouts were criticised for helping to create the climate that led to the financial crisis in 2008. Bank shareholders, too, expressed dismay at large bonuses for bank employees despite poor returns. Measures taken so far include the requirement for a portion of bonuses to be paid in shares over several years, but the BoE’s Financial Policy Committee (FPC) believes that these do not go far enough. Chunks of a bonus are typically deferred for only three years. The FPC, which takes over British bank regulation next year, said that this is not sufficient to deter bankers from taking risky decisions that can have an adverse impact many years later. “Steps could be taken to ensure that contracts provided sufficient incentives

for executives to consider the full implications for long-term business performance,” the FPC said in the record of its last quarterly meeting on Nov. 21, which was released yesterday. FPC member Andy Haldane, the BoE’s director for financial stability, said on Monday that he was seeing encouraging signs of falling pay for bankers and hoped that it would eventually return to a level closer to that of doctors or lawyers. The FPC said that a good way to make bankers think twice about taking risks would be to require bonuses to include debt that converted to equity in the event of a bank failure. The idea of including so-called “bail in” debt in banker’s pay packages was aired recently in a report by the European Union’s Liikanen Group into the future of bank structures. Such a measure could also make it less likely that further taxpayer bailouts would be needed if a bank gets into trouble. Last week the BoE said British banks needed to act now to bolster their defences against financial shocks because many had underestimated the cost of loans going sour and future fines for misconduct. The record of the November FPC

meeting that came to this decision showed a clearer consensus on the issue than previously. Earlier meetings gave what bankers say were a mixed message: that buffers could be trimmed to boost lending to the economy, and that buffers should also be strengthened to make banks more resilient in the face of a rocky economy in Europe. The latest meeting gave several specific reasons to justify higher bank capital buffers “for the foreseeable future”. The FPC has also told bank supervisors to report each quarter from next March on what Britain’s top banks, such as HSBC, Lloyds, Barclays and RBS , are doing to buttress their capital buffers. Bankers said that the BoE’s estimates of a big capital gap appeared to be a warning shot to the industry to keep trying to sell assets and retain capital, for example by paying lower bonuses. Measured speech from Christofias confirms no going back on bailout PRESIDENT Christofias showed commendable restraint in last night’s sober address to the people. His speech was well-structured, clear and to the point, avoiding ideological analysis and defiant rhetoric which he had resorted to on many occasions in the past. He explained that the country’s financial woes were caused by the reckless decisions of bank executives and the inadequate supervision by the previous Governor of the Central Bank. The government was obliged to apply to the support mechanism, after it had failed to secure a loan from other sources, to keep one bank afloat. If the bank collapsed the consequences for the economy would have been catastrophic, he explained. He also acknowledged that “we must bring banks back to the position of being able to fund development and support the economy.” “I am the last person who would attempt to idealise the Memorandum, which contained many painful measures,” he said. There were measures “that in different conditions I would not even have agreed to discuss,” he admitted. The government, however, negotiated for the best possible outcome and managed to get its way on several important issues, including CoLA, scaled pay-cuts, semi-governmental organisations and the administration of hydrocarbon resources. The president also had a dig at the domestic criticism of the government’s handling, but even on this he showed restraint, perhaps in recognition of the fact that the criticism has been toned down since he voiced his agreement to the bailout. His subsequent call for unity would have been meaningless if he spent too much time attacking the opposition. And there was still a need for unity because there was still some way to go before the approval of the bailout. This call was not directed only at political parties but also to unions and the media. “We must all be serious and responsible so as not to cause more difficulties,” he said adding, in clear dig at the unions, “at this time we do not have the luxury to consider, even slightly, personal interests.” The only thing that mattered was “the defence of Cyprus, the survival and future of its people.” And finally he urged people to work together to achieve another economic miracle, like that following the 1974 catastrophe. We had dreaded that the address would be a rallying cry against the troika the neoliberals of the EU, but, fortunately, we were proved wrong by the president. He may have absolved himself of all responsibility for our predicament - he said: “I do not claim infallibility,” without mentioning any of his mistakes - but under the circumstances it was the best possible speech he could have made. It was important for the president to stress there was no turning back on the bailout, that the banks had to be rescued for our economy to have a future and that protests against the bailout would be harmful to the country.

Debtor prisoner’s dilemma A

NY ECONOMIC slowdown increases debt burdens, whether for households or for states. Today, both are looking for ways to reduce the weight of debt – and some would prefer to escape it. Deeply frustrated and angry people – especially in southern Europe – frequently hold up Argentina’s defiance of the international community in 2001 as a model. Argentina then used a mixture of coercion and negotiation to get out from under the mountain of debt that it incurred in the 1990’s, effectively expropriating foreign creditors, who were viewed as dangerous and malign. In the 1990’s, Argentina tied its hands with a dollar-pegged currency in order to enhance its credibility as a borrower. The strategy worked too well: the large credit inflows that it attracted triggered an inflationary boom that reduced the country’s competitiveness. By 2001, a combination of devaluation (exit from the currency straitjacket) and partial default was inevitable. Default was followed by nominally voluntary restructurings in which creditors were invited to take some losses. Up to now, the Argentine model has seemed successful, yielding substantial economic growth for the country since 2001. That is what has made the model so appealing to debt-burdened southern Europeans. But a recent New York court ruling against Argentina in a case brought by a holdout hedge-fund creditor has dramatically raised the stakes of sovereign default and bankruptcy. When holdouts are rewarded by court decisions, and the rights of recalcitrant creditors are recognized in other jurisdictions, efforts at “voluntary” restructuring become unsustainable. More and more parties will resist writing down some debt in favor of trying to seize whatever assets they can. For Argentina, the writing is now on the wall. One of the creditors favored in the New York case, Elliott Capital, had already successfully requested the seizure in Ghana of the Argentine Navy’s three-mast sailing ship ARA Libertad. If the fallout of the New York decision is an extensive Argentine default on other obligations, foreign trade will become practically impossible, many goods will become scarce, and domestic inflation will increase further. In short, the Argentine model of debt reduction in the 2000’s has collapsed as completely as its

borrowing model in the 1990’s did. Two fundamental facts have created an apparently insoluble dilemma for the global economy, and have turned countries like Argentina and Greece into victims of an impossible logic. First, debt continually grows; second, there is no really satisfactory way of getting rid of it. The financial sector’s explosive growth over the past two decades has fuelled the accumulation of exceptionally large volumes of debt. In the absence of some positive shock – such as an acceleration of GDP growth – servicing that debt becomes impossible for at least some borrowers. Real debt defaults are historically rare. For both borrowers and creditors, the risks and costs are enormous. The borrower is cut off from international markets, and essential imports can no longer be purchased, while large-scale defaults threaten to plunge creditors into insolvency. The consequence is a complicated game – currently exemplified by the saga of Greek voluntary restructuring – in which both sides stare into the abyss and then turn away from the out-and-out conflict that would send them plummeting into it. Latin America experienced this dilemma in the 1980’s, when its debt arithmetic had become unsustainable. At the outset of that crisis, major US financial institutions’ capital exposure to Latin America was near 200%, making candid recognition of debt unsustainability the surest route to wiping out the global financial system. Most of the big Latin American debtors took extraordinary pains to avoid an explicit default. The only sustained exception was Peru, which defaulted in 1985

and became an international pariah. Of the largest borrowers, only Brazil, in 1987, formally defaulted – and only briefly. As President José Sarney, backing down, admitted, “The fact is that we cannot destroy the international system. We can scratch it, but it can destroy us.” Instead, banks in the 1980’s offered new money in an attempt to extricate themselves from the crisis. Managing modern debt crises always involves the extraordinary logic of throwing good money after bad in the hope of masking the underlying unsustainability. The same logic has been applied in the euro crisis, with official money taking the place of private-sector exposure. The emergence of inextinguishable debt replicates other troubling aspects of contemporary life. Governments, businesses, and individuals all face the build-up of other sorts of liabilities in the form of accumulations of information that cannot be deleted. E-mail, Facebook, and Twitter accounts all produce a permanent record that perpetually accompanies users, even when their circumstances change. The legacy of the past continually resurfaces to con-

strain action in the present. Just as countries might want to wipe out their debt and start anew, individuals might like to erase their electronic past in a dramatic act of liberation. But that would destroy the useful together with the embarrassing or irrelevant. If a clean start is impossible, the best that can be done is to try to bury the old information with such an inflationary flood of new data that it simply dwindles into insignificance. The analogue in the world of debt negotiation is that a new start that allows borrowing to begin all over again is also impossible. A cleanup is impossible. That leaves only one solution: pile on new claims to such an extent that old debts appear paltry. Those who cannot forget the past are condemned to inflate it. American Academy Nicosia students attend Model UN LAST month, the Model UN student team from the American Academy Nicosia, travelled to Berlin to attend the 2012 BERMUN conference at the John F Kennedy School. About 80 schools from around the world attended the conference, some coming from as far away as South Africa, Taiwan and New York, USA. Ms. Bailey, along with Tea and Tara Charlton, Chigden Acar, Ipek Yamak, Jenny Mitchell, Theodoulos Theodoulou, Roman Melnyk, Taha Gokcebag, Kutlu Birinci and Ahmet Aslim spent a full and exciting week in Berlin. While in Berlin the group visited major historical

sites such as Sachsenhausen concentration camp and various museums. The students worked hard at the conference, trying to develop solutions to some of the world’s most serious problems. This year’s theme was “Media without Boundaries: Solving or Creating Problems?” Also, Tara and Jenny served on the youth assembly, which challenges students to develop and implement a plan to make a real contribution to the problem of abuse. There is more to come, as they will begin to implement their action plan to work against domestic abuse here in Cyprus. The MUN is a simula-

tion of the United Nations for students. During these conferences students act as delegates of a UN Member State that has been allocated to them. After prior research into their country, delegates discuss, write and debate solutions to world problems. Students gain a lot of knowledge about individual countries, world issues and the running of the United Nations. They simulate international politics and gain in depth understanding of the difficulties, limitations and opportunities involved. MUN also encourages tolerance, diversity, and the development of the important skills of teamwork and public speaking.

SCHOOLCHILDREN should know their times tables by age seven, and learn algebra and probability early on, a maths expert has suggested. Professor David Burghes warned that re-vamping secondary school maths in the UK is simply “putting a sticking plaster on the cracks” and that changes need to be made in primary schools. He said that too many primary school teachers have only studied maths to GCSE, and do not have a good enough understanding of the subject. As a result, children eventually end up either bored, or struggling with maths. In a new pamphlet for the Politeia think tank Prof Burghes, professor of mathematics teaching at Plymouth University, puts forward proposals for a new maths curriculum for primary schools. He said that England should learn from high-performing nations such as Finland, Japan and Singapore, where teachers have better maths skills and pupils must learn key topics by certain ages. Far less is expected of pupils in England, and too much time is spent learning about simple topics like space and shape, rather than algebra, he said. “The quality of the mathematical knowledge of teachers remains an important influence,” Prof Burghes says in the pamphlet. “The majority of entrants to the profession have only a GCSE C grade as their highest mathematical qualification. “The emphasis throughout primary is on numeracy and accessible topics in, for example, shape and space, rather than the provision of a mathematical foundation (including algebra) on which to build in the secondary sector.” Prof Burghes adds: “We have too few teachers at primary school with a real understanding of mathematics, leading to children not being fully extended; the pupils continue into the sec-

ondary stage, where there is a shortage of adequately trained mathematicians so that many of them are either bored or not coping. “This results in not enough students in the sixth form taking mathematics and low numbers of students undertaking mathematics or mathematics-related degrees at universities. The cycle continues with not enough mathematically well qualified young people entering the teaching profession.” Prof Burghes sets out proposals for a new maths curriculum that would see children learn their times tables up to 10 times 10 by the end of Year 2, age seven. By this time they would

At this age they should also be able to calculate simple probabilities, he adds. But he says fractions should not be introduced in the first year of primary school, and left until a year later. By the time they are 11, and ready to go to secondary school, pupils should be able to multiply and divide fractions, use simple percent-

ages, decimals, as well understand ideas such as radius, diameter and circumference of a circle. Prof Burghes says that he has gained “enjoyment, inspiration, challenge and, at times, despair” from maths, but adds “it is obvious that many of our school children (and their teachers!) do not experience even a fraction of this emotion and enjoyment but are bored with the subject.” Ministers announced plans for a new back-to-basics primary maths curriculum in June. Under the proposals, pupils will be expected to know all their times tables up to 12 times 12 by age nine, whereas under the current system they should know their tables up to 10 times 10 by the end of primary school. By the age of seven, children will be expected to have memorised all so-called “number bonds” - simple addition and subtraction sums such as 9+9=18 or 15-6=9 up to 20. And by the time they are 11, children will be expected to be able to add, subtract, multiply and divide fractions and decimals. Many of these topics are not covered by the current curriculum, which means that pupils struggle when they get to secondary school and do not have the right grounding for more difficult concepts such as algebra, the Department for Education has said. A Department for Education spokesman said: “We place a high priority on providing a solid grounding of arithmetic early on in schools. It is important that pupils are fluent in calculation and have learnt the multiplication tables by heart before they leave primary school. “That’s why we are driving up standards in schools across the country with plans for a more stretching primary curriculum, which includes banning calculators for Key Stage 2 tests. We are also encouraging more new primary teachers to specialise in maths and we are prioritising funding for graduates with a 2:1 or first class degree in the subject.”

Arab springs: learning to breath together as one FOR CENTURIES the Middle East has been and will continue to be a melting pot of nations. In a region where political oppression and economic under-development are most keenly felt among a demographic bubble of well-educated youth, it’s not surprising that the classic conditions for revolution met and began to simmer over. Roughly two years ago, the world watched as prodemocracy protesters across North Africa and the Middle East rose up against the dictatorial regimes that had ruled their home countries for years. The long-term political, social and economic ramifications of these revolutions remain to be seen, but there is much to study in the factors that led to these largescale people’s movements. On Friday the European Parliament Office in Cyprus and the Jean Monnet Chair of the University of Nicosia are organising a public debate at ARTos Foundation that reflects on the events that have occurred in and coloured the region, giving particular emphasis to the Arab Spring and the Egyptian experience. On the same day, an exhibition of photographs on the Arab Spring gathered by the European Parliament Office in Malta, as well as selected video collages from the Egyptian revolution and an exhibition about the graffiti scene of Cairo during and after the revolution, will be inaugurated. This exhibition recites the Arab story through pictorial images that depict the anguish suffered by citizens and seeks to convey the severity of conflicts of interests in dynamic political settings. It also shows the contribution of the European Parliament in the unfolding events, with photographs at the exhibition showing the atmosphere in the meeting rooms in Strasbourg and Brussels where sense was being made of the events on the ground and positions taken accordingly. Apart from showing events in Malta, including demonstrations and the evacuation, some 70 photos and video footage of the uprising in North Africa will also be on display. The exhibition will remain open

Television programmes are often our children’s primary source of entertainment, however, not all television programmes are suitable for children. After the success of the Prix Jeunesse film screenings last year, the Goethe Institut is this week presenting a brand new Prix Jeunesse selection of flicks packed with the winners of this year’s Prix Jeunesse awards. Films from all over the world were entered in the biennial Prix Jeunesse film festival, held in Munich in June. The Prix Jeunesse is the highest honour that can be bestowed on children’s television productions. Every two years producers

A short video on the European Parliament’s Sakharov Prize on Human Rights will also be screened, followed by speeches and an open discussion with participants. There will be simultaneous interpretation into Greek and English. The European Parliament has a long history of promoting human rights all over the world. Each year in December the European Parliament rewards outstanding achievements in the fight to protect freedom of thought and expression against intolerance, fanaticism and hatred: the Sakharov Prize. Named in honour of Soviet scientist and dissident Andrei Sakharov, the prize has been awarded by the European Parliament annually since 1988. The first recipients were Nelson Mandela and Anatoly Marchenko, a Russian author and dissident. Last year it was awarded to the Arab Spring activists. That’s not all, the following day the ARTos Foundation – Cultural Observatory of the Middle East will be hosting a series of presentations under the title Evolution of a Revolution by Aida Eltorie, curator, Ammar Abo Bakr, street artist and muralist, Leila Saad, actor, director, producer and professor of theatre and communication. A Cyprus premiere of Melina Nicolaides’ short film Homo Bulla: 18 Days will also be screened. The presentations will take place in English. Filmed entirely underwater, the ancient metaphor of ‘man as a bubble’ is transformed into the story of the 18-day revolution in Egypt. Moving images of rising, splitting bubbles, filled with the ‘breath of life,’ illustrate the capacity of mankind, of the collective – to breathe together as one.

Hers was the name on everybody’s lips during the Spring/ Summer 2013 shows, and she confirmed her meteoric rise by winning Model of the Year at the British Fashion Awards last week. She has “the diversity and originality that we’ve seen in all the greatest British models,” Caroline Rush, CEO of the British Fashion Council, said. She then went on to praise her “unique sense of

style and attitude”. Editors and designers the world over have so fallen for Delevingne’s elfin look and distinctive eyebrows that the 20-year-old Londoner is being talked of as the next huge star of British fashion - Kate Moss, anyone? In her spare time, Delevingne hangs out backstage with Rihanna, is best friends with Georgia May Jagger, and parties with Harry Styles - a tabloid tempting social life that affords her the mainstream recognition enjoyed by few in the world of

Let the record show that 10 days ago I actually complained in a supermarket, pointing out the absurdity of playing Christmas carols in late November (“It’s the Christmas spirit,” explained the cashier unconvincingly) - and it does seem bizarre, this whole month of hype devoted to Christmas. Surely it’s still far too early for Home Alone, for instance - though admittedly this family comedy’s reputation as a Yuletide fave is a bit inexplicable: yes, the script is solid and yes, 10-yearold Macaulay Culkin is very cute (especially when he does that thing where he claps his cheeks and yells out), but it’s all so violent, its extended climax being a procession of painful slapstick as Mac sets traps

for a duo of hapless burglars. He’s been left home alone, his family having accidentally left him behind and flown off to Paris (this is before airports became combat zones where you spend three hours being probed before getting on your flight), and initial terror gives way to exhilaration and a 10-year-old’s version of wine, women and song. Then the burglars appear and it’s crash, bang, wallop! Not very Christmassy; then again, it isn’t Christmas. Made in 1990.

The two men sit in a room, talking about Life, the professor’s pessimism countered by the ex-con’s love of life (despite his chequered past) and religious beliefs; that’s the film in a nutshell, clearly a personal project for Jones (he also directed) but also a chance for two famously belligerent middle-aged actors to growl, snarl and generally strut their stuff. An intriguing two-hander, likely to be powerfully acted. Also: for god’s sake lighten up, Tommy Lee Jones! Made for HBO in 2011.

Showbiz Twilight shines in third box office win 34-city tour coincides with 35th anniversary of blockbuster album over Bond

By Lisa Richwine DO not call it a comeback and don’t even think of it as a farewell tour. After more than four decades making music and a 2010 tour, Fleetwood Mac will hit the road again next year. But it won’t be its last tour, singer Stevie Nicks vowed, dismissing any notion that the band could be packing away their instruments in the near future. “It’s never going to be a final tour until we drop dead,” Nicks told Reuters. “There’s no reason for this to end as long as everyone is in good shape and takes care of themselves.” The 34-city tour with dates in the United States and Canada will begin on April 4 in Columbus, Ohio, and finish up on June 12 in Detroit. The tour coincides with the 35th anniversary of the blockbuster 1977 album, Rumours, which landed the group four hit singles and sold more than 40 million copies worldwide. The album will be reissued with unreleased studio and live recordings, Fleetwood Mac said. After frequent changes to the lineup since the band formed in London in 1967, the 2013 tour will feature Nicks, guitarist Lindsey Buckingham, and founding members Mick Fleetwood on drums and John McVie on bass. Touring again is “a big deal,” said Nicks, 64, who is known for her floor-length blonde hair and frilly outfits. “I don’t want a Fleetwood

For herself, it is a daily routine of vocal exercises and primping that can take hours. “It’s overwhelming in a good way, but it’s still overwhelming,” Nicks said of the process. “By the third day of rehearsals you start to calm down and get into your role. At first, everybody is nervous and not knowing what they’ll do.”

Kutcher stars in Jobs, a biographical look at the career rise of Jobs from wayward hippie to charismatic inventor and entrepreneur, which Sundance said will officially close the indie film festival backed by Robert Redford that runs January 17 to January 27. Sundance, the top U.S. film festival for independent cinema held in Park City, Utah, unveiled the premieres section - which typically feature more established directors - after it announced its competition films last week. Adding to the premieres list is Before Midnight, director Richard Linklater’s third film collaborating with Ethan Hawke and Julie Delpy after Before Sunrise and Before Sunset, in which the audience encounters their characters nine years later in Greece.

THE Twilight teen movie vampires sucked more money out of theaters over the weekend, leading James Bond, Brad Pitt and the rest of box office pack with $17.4 million in U.S. and Canadian ticket sales and scoring its third weekly win. Pitt’s new movie, the smallbudget gangster film Killing Them Softly, bombed with filmgoers who panned it with a rare ‘F’ grade on average in polling by audience survey firm CinemaScore. The movie landed in seventh place with $7 million in ticket sales at domestic theatres. The results were much brighter for Breaking Dawn - Part 2, the fifth and final film in the Twilight vampire and werewolf saga, which has earned $254.6 million at North American (U.S. and Canadian) theatres since its smash debut on November 16. The top rankings were similar to last week’s Thanksgiving holiday weekend. Bond movie Skyfall starring Daniel Craig as superspy 007 grabbed $17 million and held on to second place, according to studio estimates compiled by Reuters. LEBRON James of the Miami Heat was named as Sports Illustrated’s Sportsman of the Year for 2012, the US magazine announced yesterday. In an outstanding year, the 27-year-old James won his first NBA championship, his third league Most Valuable Player (MVP) award, was named MVP of the NBA finals and a won gold medal with the United States at the London Olympics. He became just the sixth basketballer to win the award, which began in 1954. Linesman dies at Dutch youth game A LINESMAN affiliated to Dutch youth club Buitenboys has died after being assaulted by players in a match on Sunday, the club have announced. Richard Nieuwenhuizen, 41, was rushed to hospital after being punched and kicked by players from opponents Nieuw-Sloten. His club announced on Twitter: “With great sadness we announce the death of our @Buitenboyslinesman Richard Nieuwenhuizen. Our thoughts are with his family. “Our linesman Richard died in front of his family. This violence must stop on the pitch! #stopsenselessviolence”. According to reports in Holland, three Nieuw-Sloten players were arrested and taken into police custody. The Amsterdam club have responded by banning the players involved in the incident, withdrawing from the league in which the game took place and temporarily suspending all their operations as a club. A statement on the club’s website read: “The board of sv Nieuw-Sloten learned with horror of the death of the linesman of Buitenboys. We are deeply shocked by the fact that the match on Sunday degenerated so badly, with this result. “We express here our sympathy, firstly to the family of the deceased person. Words fail us. In addition, we also express our sympathy to the Buitenboys club and all its members. “We distance ourselves strongly from the behaviour of the players who are responsible. As an association, when we were aware of wrongdoing, we apologised to Buitenboys. “For our club, this is a huge shock, an event that touches all of our members. Violence should not be on the football fields, and certainly not against referees, linesmen and all those others who volunteer each year to enable over a million amateur footballers to play. We must do everything possible to eliminate these excesses. “Nieuw-Sloten is an association with many youth members. Fair play standards and values are of paramount importance to us and we support the campaign by the KNVB against violence on the field. “We will of course fully co-operate with the police investigation. We believe that those who are responsible for this act should be punished. “We decided to take the team concerned out of the KNVB competition. Also, the persons to our knowledge responsible for this beating were immediately removed and can never become a member of our association. “Obviously, the police are investigating the incident. Benitez seeks unlikely salvation in Champs League Holders Chelsea face humiliating exit By Toby Davis and Mark Pangallo RAFAEL Benitez made scuppering Chelsea’s Champions League hopes a pastime when he was at Liverpool but tonight he has the chance to preside over an unlikely rescue act at Stamford Bridge. His chances of steering the faltering European champions into the knockout stages of the competition are slim as they not only have to beat Denmark’s Nordsjaelland but also need Juventus to slip up against group leaders Shakhtar Donetsk. The Ukrainian side have already qualified while the Italians, two points ahead of Chelsea, know a draw will suffice to see them through to the last 16. Such is Benitez’s low standing with Chelsea fans after he was parachuted in last month to replace the popular Roberto Di Matteo, that achieving the feat of hauling the club away from the European rocks may do little to appease Chelsea’s bloodthirsty faithful. Having booed the Spaniard before his first game in charge, his stock fell to a new low after Saturday’s 3-1 defeat by West Ham United which left him without a victory in his opening three

matches at the club. “We have to improve on the pitch in order for the fans to be happy,” Benitez told the club website. “We have experienced players who have played at this level for a long time. You can see how they train and it’s clear they want to improve.” Benitez’s excellent record in the Champions League could have acted as a comfort to Chelsea fans had his success not arrived principally at their expense. At Liverpool he reached two Champions League finals, winning one, with a squad of players that was modest in comparison to Chelsea’s at the time, a fact that made two semi-final triumphs over the west Londoners a bitter pill to swallow for the fans he is now trying to win over. Should results go against Chelsea they will become the first holders of the trophy to exit the competition in the group stage, and it would be the first time they have failed to qualify for the last 16 in any of the 10 previous campaigns. Benitez is by title only Chelsea’s interim manager, but British media has already started to speculate that his spell in charge will be shorter-lived than anyone could have thought.

The Danish champions should provide Benitez with his first victory as Chelsea manager. They have not won a game and have only a solitary point after their five matches in the competition. Nordsjaelland, beaten 4-0 at home by Chelsea in October, sit second in the Danish championship, nine points behind leaders FC Copenhagen. Chelsea have also denied British media reports linking former manager Avram Grant to an assistant role alongside Benitez. Grant, who fell agonisingly close to winning the Champions League in 2008 when Chelsea lost to Manchester United on penalties, was linked as a possible consultant to help the Spaniard manage the squad. “There is no truth in reports that Avram Grant will be returning to the club,” a Chelsea spokeman said. Israeli Grant replaced Jose Mourinho at Stamford Bridge in 2007 and spent 54 games in charge, winning 36 of those until his was dismissed in May 2008. Chelsea have gone seven Premier League games without a win. The Londoners sit in third place, ten points behind leaders Manchester United after 15 games.

MANCHESTER United will “do the right thing” and field a strong line-up in their final Champions League Group H clash against CFR Cluj tonight, with Serbian defender Nemanja Vidic likely to make a timely return from injury, manager Alex Ferguson said yesterday. Premier League leaders United have already secured first place in the group and the home clash against the Romanians could offer a chance to rest key players ahead of the weekend’s derby at Manchester City. Romanian club Cluj are still vying with Galatasaray for a place in the last 16 so there will be a competitive edge to a game Ferguson views as the perfect comeback test for the influential Vidic whose qualities have been sorely missed this season as United leak goals. Vidic has been out since September after undergoing knee surgery. “I’m hopeful maybe Vidic

will play,” Ferguson told the club’s website (www.manutd.com). “I think there’s a good chance he will but it depends on how he feels himself. “It allows me to give Phil Jones, Chris Smalling and Vidic a game in a strong back four and Alexander Buttner would be left-back. There’s a good foundation to start in the game in terms of respecting the challenge between Galatasaray and Cluj (for second place). “I think we’re doing the right thing.” United have conceded 21 goals in 15 Premier League matches this season - only Tottenham Hotspur in the top half have conceded more - and the return of Vidic would be a huge boost with the hectic Christmas schedule looming. “I knew Vida was doing really well with the physios,” Ferguson said. “He was doing his football training with them in terms of turning and striking the ball but he came into training last Monday with the

first team and did okay. “He’s a battler, an absolute competitor. He’s got that dour, uncompromising way of his. The Premier League champions already knew they could not progress from Group D but had been looking to secure a consolation place in the Europa League. With Ajax losing at Real Madrid that possibility was open to them, but it proved beyond Roberto Mancini’s men as Schieber hit the only goal of a subdued affair at the Westfalenstadion just before the hour. In time, they may find the lack of European action assists them in their title defence but they must get the disappointment out of the system quickly before Sunday’s derby against Manchester United. The result left City bottom of their group with just three points and without a win, one of the worst performances by an English side at this stage of the competition. It was a win Dortmund already confirmed as group winners – achieved without dynamic midfielder Mario Gotze and, for the most part, prolific striker and reported Manchester United target Robert Lewandowski. With specialist left-backs Aleksandar Kolarov and

Gael Clichy injured, Matija Nastasic returned to the side to fill that role and looked composed throughout a quiet first half. Carlos Tevez and Edin Dzeko showed some early signs of linking well together but, that aside, it was a while before the game warmed up. Scott Sinclair, starting for the first time since September, was given some opportunities on the ball as City controlled possession but little came of it. Dortmund had the first attack of note when they countered after 11 minutes but Marco Reus’ shot was comfortably claimed by Joe Hart. Reus made another break but Joleon Lescott came across to rob the ball. It was not until midway through the half that City produced anything meaningful with their possession as Samir Nasri slipped in Dzeko but his cross for Tevez was cut out by Marcel Schmelzer. Schmelzer brought Dortmund forward but Julian Schieber was unable to control his pass on the edge of the box. City’s best chance of their first half came when they finally got in a shot on goal just after the half hour. A controlled move created the opportunity for Dzeko but the Bosnian’s low effort was tipped around the post by Roman Weidenfeller.

Borussia Dortmund 1 Manchester City 0 That finally sparked the game into life and Reus ran across the edge of the City box before shooting narrowly wide. Tevez brought a good save out of Weidenfeller with a firm header from a Maicon cross but a flag had already been raised for offside. Dortmund broke again but Ivan Perisic was wasteful with his cross. Perisic demonstrated greater ability when he fired in a shot from 18 yards just before the break but Hart saved. City made a positive start to the second period with Nasri finding room on the left and crossing deeply into the box for Dzeko but Weidenfeller kept out his header. Dortmund upped their tempo and started to worry City with Perisic testing Hart with a fierce left-foot volley. Hart was in action again moments later, saving low to his right after good work by Kevin Grosskreutz. Dortmund claimed the lead soon after as substitute Jakub Blaszczykowski beat Nastasic out wide and crossed low for Scheiber to tap in. Gareth Barry and Lescott argued with the referee, presumably over something in

the build-up, but the former earned a yellow card for his protestations. Having already sent on Sergio Aguero, City boss Roberto Mancini tried to enliven his attack further by introducing Mario Balotelli - and the Italian was met by loud boos from the home fans. That may have had something to do with the controversial late penalty Balotelli scored when the sides met at the Etihad Stadium - which was awarded for handball - and he was given no let-up. Tevez tried to lead a recovery with a strong run through the heart of the Dortmund defence but Weidenfeller dealt with his shot. Dortmund pieced together another good move but Moritz Leitner shot wide from close range. Leitner was presented another chance after a poor clearance by Maicon but screwed an effort well offtarget. Lewandowski, introduced 12 minutes from time, went through on goal but Hart stood up to him to block. Aguero threatened an equaliser five minutes from time but could only pick out Weidenfeller. It appeared it was just not going to happen for City and the crowd lapped up an act of petulance from a frustrated Balotelli after a decision went against him in injury time.

Gunners stunned by Olympiakos comeback, forced to settle for second in group

ARSENAL’S winless run continued as they slumped to a 2-1 defeat at Olympiakos to miss out on seeding for the knockout stage of the Champions League. With qualification already secure ahead of the last Group B tie, manager Arsene Wenger had elected to leave several first team regulars behind as 20-year-old defender Jernade Meade made his European debut. Although Czech midfielder Tomas Rosicky fired the English side ahead after 38 minutes, the Greeks fought back through a somewhat controversial effort by Giannis Maniatis and a well-taken strike from substitute Kostas Mitroglou to leave Wenger facing more questions about the direction of his team. It had been a bright start by the visitors, looking to silence the partisan crowd in the Georgios Karaiskakis Stadium. Rosicky, fit again following a long injury lay-off, fed a quick pass on to Marouane Chama-

Olympiakos threatened down the left through Djamel Abdoun and his cutback to Rafik Djebbour was blocked at the near post by Arsenal captain Thomas Vermaelen. On 17 minutes, Arsenal got away on the counter through Oxlade-Chamberlain in the right channel, and his deep cross was headed down by Chamakh. The ball bounced off a defender into the path of Aaron Ramsey, but the Wales midfielder mistimed his kick with a goal there for the taking. Arsenal who took the lead on 38 minutes. The ball was worked to Gervinho out on the right, and for once the Ivory Coast forward showed good close

control to weave into the penalty area, before cutting a pass back to the penalty spot - where Rosicky arrived on cue to sweep in his first goal since March 2012. Rosicky was replaced for the start of the second half by Andrey Arshavin, although that could well have been tactical rather than enforced via another injury scare. Olympiakos pressed for an equaliser as the hour passed, with Ljubomir Fejsa stabbing his angled effort into the side netting. At the other end, Gervinho and Chamakh worked the ball out to Arshavin on the overlap down the right and the Russian’s snapshot was beaten away by Roy Carroll at his near post. Szczesny was fuming after Spanish referee Alberto Mallenco ruled he had touched a header from Paulo Machado behind for a corner, when the ball looked to have bounced wide off the bottom of the woodwork. The Arsenal keeper was

incandescent with rage moments later when the ball was only half-cleared and Abdoun lofted it back into the penalty area, where Giannis Maniatis bundled his shot in on off the far post, to equalise on 64 minutes. The Poland international remonstrated with the referee, and was shown a yellow card. It should have been 2-1 to the Greeks soon after, but somehow Djebbour guided his header wide after Machado had whipped the ball across the six-yard box from the right wing. Olympiakos were ahead on 73 minutes, when substitute Mitroglou turned on the edge of the penalty area before curling a fine effort past Szczesny into the bottom corner.
