Security step-up as protests grow Police announce clampdown after angry investors invade the House By George Psyllides and Elias Hazou
S
ECURITY is to be stepped up at all government buildings in anticipation of more angry outbursts against coming austerity measures in the days and weeks to come, police spokesman Andreas Angelides said yesterday. Angelides was speaking only hours after angry investors, who claim they were duped into buying high-yield bank bonds, stormed parliament and disrupted a committee meeting discussion on the issue, while another arm of the police themselves demonstrated outside the finance ministry and later parliament. Angelides yesterday told online news portal Stockwatch that the force was “reviewing its policy for law enforcement and maintaining order and security.” Yesterday’s demonstration at parliament, and another ‘invasion’ of the House last month by disgruntled public service contract workers appears to have decided the gettough policy. The few police officers posted at the parliament then and yesterday, could not stop a group of outraged investors from storming the building. And today, a number of new protests have been scheduled outside parliament including large families, teacher unions and people with disabilities. One of the counter meas-
ures being considered by police, said Angelides, was beefing up security around the presidential palace, parliament, and government buildings. This would include regular police and members of the riot squad (MMAD). “We realise that working people are angry, and it is their inalienable right to demonstrate. But these demonstrations must be within the bounds of the law,” Angelides said. “It is no easy thing to exercise violence against a working person protesting that his or her salary and pension are being cut. These are sensitive issues and require delicate handling,” he added. The disgruntled investors yesterday assembled outside parliament in the Anger: investors who say they were duped stormed into parliament yesterday to demand justice (CNA) morning to demand justice. Helios case to be re-tried New trial is ordered by the Supreme Court after AG appeal By Elias Hazou BY A majority decision the Supreme Court has upheld an appeal lodged by the Attorney-general and has ordered a retrial of the Helios air crash case. In the ruling, six of the nine judges said they had found fault with the Nicosia criminal court’s prior decision to acquit the defendants and as such a retrial was warranted. “It is understood that the complexity and scope of the case will entail additional time and cost, however the public interest is such that it must prevail, in order that proper and effective justice be served,” the decision by the majority of the panel read. The case will now be tried from scratch by a different criminal court, at a date to be determined. Late last year a Nicosia criminal court had ruled that that there was “no causal association between the defendants and the negligence they were charged with for the fatal accident.” Consequently the five defendants - Helios Airways
The Helios flight went down at Grammatiko north of Athens, killing all 121 on board as a legal person, executive chairman Andreas Drakos, managing director Demetris Pantazis, flight operations manager Giorgos Kikkides, and Bulgarian chief pilot Ianko Stoimenov – had been cleared of the charges of manslaughter and causing the death of 119 people on board (all except the two aviators) by reckless, dangerous and careless action. The Attorney-general’s office, which had prosecuted the case, appealed that deci-
sion shortly thereafter. In Greece, too, an appeals process is winding down. A separate trial in Greece – the site of the crash -- began in December 2011. In April of this year a magistrate’s court in Athens found Pantazis, Kikkides, Stoimenov and chief British engineer Alan Irwin, guilty of negligent manslaughter, a misdemeanour. They were sentenced to 10 years in jail, pending an appeal. At the time the court
had also ordered that the defendants could not buy out the sentence, as is sometimes possible under Greek law. The next hearing before the appeals court in Athens is due on 18 or 19 December, and a decision – which will be final and irrevocable – is expected in the next few weeks. The statute of limitations for a misdemeanour in Greece is eight years, giving the Greek justice system until August of 2013 to rule definitively otherwise the case there would be
dismissed. The question of double jeopardy – which forbids a defendant from being tried again on the same (or similar) charges following a legitimate acquittal or conviction – would become pertinent in the event the defendants in Greece are cleared. Nicholas Yiasoumis, a spokesman for the relatives of the air crash victims, yesterday welcomed the Supreme Court’s decision here as a positive development. “So long as someone is finally held accountable, be it here or in Greece, that would at least be a moral vindication to us,” he told the Mail. If past history is anything to go by, the re-trial in Cyprus is expected to drag on. Following the accident it had taken more than a year for the state to file charges (December 2008), and then almost another (November 2009) for the trial to begin. The August 14, 2005 crash of Helios’ Boeing 737 was the deadliest aviation disaster in Greece and Cyprus. The plane slammed into a hillside at Grammatikos, near Athens, killing all 115 passengers and six crew – four cabin crew plus the pilot and co-pilot. Investigators said a failure to switch a valve regulating oxygen supply to the aircraft knocked its pilots and most of the passengers unconscious shortly after the plane took off from Cyprus. The airline’s safety culture drew criticism. The Boeing 737-300 jet flew on autopilot in Greek air space for two hours before it ran out of fuel and smashed into the hillside.
CYPRUS TODAY Man mugged A 19-YEAR-OLD man was mugged late on Monday in a car park in Strovolos after refusing to give up his belongings. The man was walking in the Acropole Cinema car park when a stranger approached him and asked him in broken Greek to hand over everything he had. When he refused, the perpetrator attacked him with a knife, stabbed him three times on the left thigh and fled. The 19-yearold was taken to the nearby Makarios Hospital where he received first aid. He is not in any serious danger. Police are searching for the attacker who is said to be 1.70m tall, slightly bearded wearing a black hoodie and dark jeans.

Man dies after water tanker hits private jet at airport By Peter Stevenson A 63-YEAR-OLD man from Larnaca died during the early hours yesterday after the water tanker he was driving collided with a parked private jet at the old Larnaca airport amid confusion between Hermes Airport and the police. Giorgos Nicolaou was trapped inside the tanker’s cabin before being freed by members of the Fire Service and taken to Larnaca General Hospital. According to a nurse at the hospital, Nicolaou had suffered
severe damage to his neck but was in a lucid state when he arrived at the hospital. Doctors made the decision to operate, but he succumbed to his injuries. A post mortem will be carried out to determine the exact cause of death. Police and Hermes will both carry out investigations in attempt to piece together what exactly caused the accident although there was initial confusion about who had priority. According to the police, they were initially denied access to the scene of the accident by Hermes Airport
officials. “We wanted access in order to investigate the accident that occurred between a vehicle and a parked airplane and were surprised that we were not allowed in, to do our job,” police spokesman Andreas Angelides said. This point of view was not shared by Hermes Airport and according to their spokesman, Adamos Aspris police arrived at the scene just five minutes after the call was placed to the emergency services. “A phone call was placed at 9.39pm on Monday night and police arrived shortly after at 9.45pm where they were al-
lowed to enter the old airport by policemen who man the gates,” Aspris said. Asked whether the police were not allowed to carry out their investigations, Aspris replied, “The EU directive that was passed in parliament says that the Aviation Investigative Committee has priority in overseeing any accidents that occur, involving aircraft.” On behalf of the police, Angelides said that because the collision had caused the death of the 63-year-old driver that police were obliged to investigate the incident regardless of whether an aircraft was involved.
A 76-YEAR-OLD man was hit by a passing car driven by a 19-year-old woman in Pallouriotisa Nicosia on Monday night, just as he was getting out of his own vehicle. The man had parked in the left lane of Kantaras Avenue and was getting out to go to a kiosk when he was hit, He was transferred to Nicosia Hospital his condition is said to be critical. The female driver was questioned by the police and was released after the results of the alcohol test came back negative.

Home Pimco report on recapitalisation due in January By George Psyllides THE recapitalisation needs of Cyprus’s banks are broadly in line with expectations, according to an interim independent report, the finance ministry said yesterday. A preliminary agreement between Cyprus and international lenders has already earmarked up to €10 billion as aid for the island’s banks, but this was subject to outside verification. While mentioning no amount, the finance ministry said an asset quality review of banks submitted by Pimco, pend-
ing a final report from the consultancy in January, was being assessed. “In broad outline, the results are within the expectations of discussions on the (aid) programme,” the ministry said in a statement. Reports on Monday night suggested the amount would be in excess of €10 billion. Central Bank spokeswoman Aliki Stylianou said those scenarios did not correspond to reality. “There is already a figure that we all know,” she said. Cyprus sought aid from the International Monetary Fund and European Union in June to provide a buffer for its banking system which reported huge losses from
a write-down in Greek sovereign debt. It is officially estimated that the total bill, including the cost of rescheduling state debt and plugging government deficits, could reach €17.5 billion, equivalent to virtually the entire output of Cyprus. Pimco, an investment company best known as the world’s biggest bond trader, carried out an asset review of five Cyprus-based banks and a stress test to determine capital needs for each bank. It also covered a representative sample of co-operative credit institutions. The review was submitted to a steering committee comprising potential lenders and Cypriot authorities.
‘Church will not let people starve’ THE Archbishopric in Nicosia was briefly evacuated yesterday as three fire engines were used to put out a fire in the historic building’s basement. Fire Service spokeswoman Liza Kemidji said yesterday that the fire broke out at 9.55am in the basement where the Church keeps its archives and old computers, leading to the evacuation of the entire building. The fire was brought under control by 10.15am after three fire engine units were dispatched to the scene. The Fire Service and Department of Electrical and Mechanical Services of the Communications Ministry are examining the cause of the fire, though Kemidji ruled out foul play. Archbishop Chrysostomos II said a short circuit was the likely cause of the fire, noting that the electronic installations of the Archbishopric
date back to the 1960s. “A lot of files were burnt containing receipts of the last decade, not recent ones,” he said. The fire caused a blackout at the building which houses the offices and residence of the Archbishop. Speaking to reporters after the fire was brought under control, Chrysostomos called on the Cypriot public to work towards getting the country out of the crisis. He sent a message to public servants to bite the bullet of austerity, noting that a wage reduction was not the end of the world. “Everyone must understand that they will face difficulties in the next two, three years, but I don’t believe any public servant will starve if a part of their wages is cut,” he said. “We need to get a grip on reality and not have our heads in the clouds if this country is to move forward. We need vision, not short-sightedness,” he added.
CyTA to give state €100m short-term
A fireman cleans up after a fire at the Archbishopric yesterday morning resulted in a brief evacuation The Primate highlighted that the church will not let anyone starve, and has ordered its clerics to identify those who are in need of help. Regarding the government bill prepared to increase immoveable property tax (IPT),
Chrysostomos said the church would also be paying the IPT as part of the government’s austerity measures. “Some bills have been made in haste, but there is time to correct them,” said the head of the church.

A 62-YEAR-OLD man from the Larnaca village of Aradippou has been charged with the premeditated murder of his wife. A Larnaca court yesterday remanded the suspect in custody for eight days while authorities investigate further. The man’s wife was found dead in their apartment on Monday evening. Neighbours heard a single shot and called the police. The woman, 56, was lying dead on a couch, with a gunshot wound to the head; a shotgun was found next to her body. Police said the husband was in shock at the time, claiming his wife had shot herself. An autopsy is to be carried out today. But during questioning yesterday, police found inconsistencies in the man’s story, deeming him the prime suspect. Police said the crime scene and in particular the positioning of the gun did not point to suicide. The couple were also said to have had “differences,” according to the police.
THE CYPRUS Football Association (KOP) and the Turkish Cypriot football association met yesterday in an attempt to unify football on the island. Chairman of KOP, Costakis Koutsokoumnis and his Turkish-Cypriot counterpart Hasan Sertoglou met officially for the first time at KOP’s offices in Nicosia. “The presence of the media shows that the footballing community of Cyprus wants a solution to the ‘football’ problem,” Koutsokoumnis said. He also underlined that the two sides must move quickly and that talks should not be prolonged although there is common ground in the desire to unify football on the island. The two sides will meet again on January 17 in the north at the offices of the Turkish Cypriot association.. “The island has suffered thanks to politicians and our focus is only on football, not on politics,” Sertoglou said. “I believe that with good will we can find a resolution to this problem,” he added. Asked when he believed there would be any concrete decisions, Koutsokoumnis expressed the hope that an initial plan would be in place within two months but he did not want to expand on the subject.

THE BOARD of telecommunications company CyTA last night agreed to provide the cash-strapped state with a €100m short-term loan from its pension fund, providing some breathing space until the state can secure an international bailout. According to state broadcaster CyBC, board chairman Stathis Kittis said the loan would be given under strict terms and conditions, including the return of the money within three months. The semi-state organisation had been pondering the government’s request for days, fully aware that three of five CyTA employee unions were against the move and even threatened legal action should the board take money from the workers’ pension fund. Kittis had previously told CyBC that providing the wider public sector with their 13th salaries this year rested on whether the telecoms giant would grant the loan or not.

The island’s two largest lenders, the Bank of Cyprus and Popular Bank, stopped paying interest and blocked access to investors’ capital following losses on a Greek sovereign debt write-down in late 2011. The banks collected some €1.4 billion through
the high-risk, high-yield securities. Many investors claim they had been given the impression by untrained staff that investing in high risk securities would guarantee them a safe and regular income. Police officers’ peaceful protest WHILE their bosses talked of stepping up security, a group of police officers protested outside, first the finance ministry, and then parliament yesterday against a government decision to cut their allowances as part of the bailout agreement. Officers in plain clothes assembled outside the finance ministry and then marched outside parliament to protest against scrapping several of their allowances and cutting others. Overtime pay will also be cut. The chairman of the police association Andreas Symeou said they expressed their anger and indignation about the measures, which were taken without anyone thinking of the consequences. Symeou vowed that officers would not stop fighting “despite finding themselves facing a fait accompli.” Symeou claimed that the state wanted to cut the allowances for a long time and grabbed the chance to blame it on international lenders. Cops will see their good conduct, plain clothes and rent allowances gone, while other allowances will be cut by 15 per cent.

Thirty years of helping people buy first home Corporation has enabled thousands to purchase
By Poly Pantelides
By Stefanos Evripidou SINCE THE economic crisis began, the Housing Finance Corporation (HFC) has granted loans worth over half a billion euros to 5,400 less privileged families to purchase a first home, said President Demetris Christofias yesterday. Speaking during a ceremony to lay the foundation stone of the Central Offices of the HFC in the capital, Christofias hailed the corporation’s success in achieving its long-term goals during “very difficult times for our country”. Its main goal being to grant long-term loans to low and medium-income families to purchase their first home, he said. “Amid the economic crisis and while other banking institutions seek state support to survive, the HFC has granted loans worth €525m providing 5,400 low-andmedium-income families the chance to acquire their first home,” said Christofias. The president noted the important social function performed by the HFC, in operation for 30 years, particularly during the recent economic and financial chaos witnessed in the country. “At a time when our country is suffering under the unbearable financial burden lumped on it as a result of the unac-
Supreme Court upholds fines against ANT-1 for male stripper show
President Demetris Christofias lays the foundation stone for the HFC’s new building countable and irresponsible behaviour of the large banking institutions and top bankers, organisations like the Housing Finance Corporation are benchmarks of responsible management and contribution,” he said. With the onset of the economic crisis four years ago, the Christofias administration, in cooperation with the HFC, announced a new housing scheme worth €200m in low-interest loans to help
low-income groups. To date, 1,120 loans worth €143m have been granted under the new scheme. The HFC also manages loans of the Central Agency for Equal Distribution of Burden, said Christofias, noting that in the last five years, over 11,000 loans were approved counting for €240m. The agency has granted 22,000 loans in total worth €410m. The HFC performs an essential social task, mainly helping the most disadvan-
taged households and especially young couples acquire their first home, said Christofias, adding: “After 30 years of contribution, the HFC gets its own home.” Also speaking at the event, HFC’s chairman of the board Christakis Loizides noted that in 30 years, the corporation has granted housing loans worth two billion euros to help over 30,000 families, mainly low and medium-income earners acquire their first home.
No way to tell how much is stashed away in Swiss banks By Elias Hazou OUT of an estimated €100million to €300m deposits in banks in Switzerland, authorities here collected around €4.5 million in taxes on interest during the period 2005-2010, lawmakers heard yesterday. The House Watchdog Committee was discussing tax evasion issues, advised by officials from the Inland Revenue Department (IRD), the treasury, the Central Bank and the Auditor-general’s office. The €100m to €300m estimate concerned deposits that are above board, MPs clarified. During the session it transpired that there is no way currently to work out how much cash from ‘Cypriots’ (depositors with a tax residency in Cyprus) is deposited in banks abroad, because millions more were probably undeclared. As an EU member, Cyprus is a party to directive 2003/48/EC on taxation of savings income in the form of interest pay-
ments. The directive’s aim is “to enable savings income in the form of interest payments made in one member state to beneficial owners who are individuals resident in another member state to be made subject to effective taxation in accordance with the laws of the latter member state.” Member states levying withholding tax retain 25 per cent of their revenue and transfer 75 per cent of the revenue to the member state of residence of the beneficial owner of the interest. In the case of Cyprus, this revenue is transferred to the Central Bank. The directive provides for exceptions to the withholding tax procedure; a beneficial owner may for example expressly authorise the paying agent (a bank) to report information covering all interest paid to him/her. In the event a depositor in Switzerland chooses to remain anonymous to Cypriot authorities, Swiss authorities
transfer two-thirds of the tax revenues to Cyprus, AKEL MP Pambos Papageorgiou said. Deputy Giorgos Georgiou (DISY) cautioned that depositors in banks abroad who choose to remain anonymous to authorities here were not necessarily cheating. The €4.5 million collected by the Central Bank from 2005 to 2010 related to withholding tax from ‘anonymous’ holders of bank accounts in Switzerland. These people were legitimate, he stressed. Under the EC directive, member states can share information. However, the process of identifying individuals is lacking, as the data exchanged is limited to the first and last name, date of birth and address; there is no provision for providing the identity card number. Having received such information from foreign authorities, the IRD must then track down the individuals one by one, according to IRD head George Poufos.
THE CYPRUS Radio Television Authority was right to fine a show aired in the afternoon on Ant-1 TV during which a male stripper was asked intimate questions about his genitals and whether or not he worked as a prostitute, the Supreme Court has ruled. The decision overrules a previous one from a lower court that argued that punishing a show for having low standards was a “dark age censorship existing before the right of freedom of expression and speech were implemented”. The authority had fined Ant-1 TV CY4,000 pounds (around €6,834), for airing the contents of a show hailing from Greece on the subject of male strippers. The show is called Revelation Now. During the show, the stripper was asked if he and his colleagues added anything in their boxer shorts for the benefit of their audience, if strippers were also prostitutes, if they use anything to enlarge their genitals, if they had done time for prostitution and whether they worked as “escorts”. The show was aired during the afternoon’s family zone viewing, when children under the age of 15 watch TV. ANT-1 appealed the authority’s ruling, arguing that the authority had failed properly to meet administrative procedures in the case. Despite disagreeing with the grounds for the appeal, a lower court said that the authority had failed to define the principles of “high standards” that the show was meant to have violated. Because there was no clear definition on what constitutes good quality television, condemning the show was a kind of “preventative censorship” that violated freedom of speech, the court said rejecting both fines imposed on ANT-1. But the authority appealed the court decision – taking it to the Supreme Court – which agreed the authority had managed to prove that the show was “qualitatively degrading” without needing to define “the principles of high qualitative standards”. The Supreme Court also rejected the claim that punishing the show was akin to censorship. The contents of the show and the references it made to male strippers “are sufficient argumentation” that the show was lacking in quality, the Supreme Court said. The authority has ruled seven times in total against ANT-1 and the show in question, with the TV station appealing four times, according to data available online.

‘Financial services can create thousands of jobs in Cyprus’ New report suggests more investment in youth and in social media technology By Poly Pantelides A REPORT on Cyprus’ financial and business services lists recommendations that can be implemented on tight budgets but could add 9,700 new jobs in five years and bring in additional state revenues of €13 million, its authors yesterday said. A report commissioned by financial services providers PwC Cyprus and presented yesterday in Nicosia looks at professional and business services as they have become the drivers of job creation and growth in Cyprus, growing 40 times faster than tourism and generating more jobs. “Our research shows that the newer sectors of professional business services and international financial services have been the most resilient sectors in the recent downturn,” the report’s authors said. Just last year, for example, the professional sector created 6,400 jobs, well ahead of the financial and insurance sector with its 2,100 jobs, and accommodation and food services that created 1,900 jobs, according to statistical services’ data cited by the authors. The international component of services has been growing – sometimes modestly – but has nonetheless been the fastest growing sector over the last five years, with the exception of the small sector of domestic workers, the report said.
Extrapolating from data on the 2007-2011 growth figures, the authors estimate that whereas tourism grew on average by just 0.2 per cent per year, international services grew by 8.3 per cent per year, or 40 times faster than tourism. International services have driven job creation and have been more resilient to external changes, the report concludes. And a proportion of the output from different sectors, services claim almost 81 per cent of Cyprus’ gross value-added output or GVA, which roughly measures the difference between the endprice of products and the cost of producing them. “Indeed, Cyprus would have found it much more difficult to weather the global financial crisis and the subsequent eurozone crisis without [the professional and financial services],” the report’s authors said. But the report urges against complacency. In terms of international indicators on corruption, economic freedom, competitiveness, ease of doing business, and business environment, Cyprus does all right but not spectacularly. For example, in the 20122013 rankings of the World Economic Forum’s global competitiveness ranking, Cyprus has dropped to the 58th place and scores the worst on innovation and sophistication. “Cyprus trails behind as a business centre,” one of
the authors said during her presentation. Threats that Cyprus must prepare for include the potential loss of Cyprus’ advantageous tax regime on various fronts, the lack of innovation, and the ongoing banking crisis. And lack of niche capacities, fragmented business efforts (e.g. the commerce ministry and the investment promotion agency do not always coordinate), overdependence on tourism calls for action to remedy these weaknesses. Among others, the authors recommend implementing the measures proposed by a memorandum of understanding with Cyprus’ international lenders, reducing bureaucracy, working on new sectors, investing in the youth, and bringing social media and technology to the forefront. Suggestions also include implementing the island’s lenders’ recommendation to enable civil servants to transfer to other departments so that, for example, a dedicated double taxation treaty team can be formed. The report was written and researched by the head of Sapienta Economics Fiona Mullen, and the founder and head of Curveball Marina Theodotou. It was reviewed by university of Cyprus’ professor, Stavros A. Zenios. The report, Professional Services: Driving jobs and growth in Cyprus, is available online at www.pwc.com. cy

Europe A new museum for ABBA, but no stage reunion A NEW museum devoted to ABBA may attract hundreds of thousands of visitors to the Swedish capital but that does not mean the four members of the super group will ever reunite, at least on stage, former ABBA member Bjorn Ulvaeus said. The museum, a permanent exhibition within a hall of fame of Swedish pop music, opens in May
next year. It will feature memorabilia like stage costumes worn by the singers, and visitors will also be able to sing along to ABBA songs alongside life size holograms of the group. But while Ulvaeus - now a 67-year-old grandfather - is involved in setting up the museum, there will be no new performances from a group that last appeared on stage around 30 years ago. “For the opening of the museum I cannot say. I will have to give everyone (each group member) a preview and take it from
there,” Ulvaeus said. “There will never be a musical reunion... oh, I should say on stage, never a musical reunion,” he added, laughing and refusing to give more details. “It means on stage nothing would happen.” ABBA, made up of Agnetha Faltskog, Anna-Frid Lyngstad, Benny Andersson and Bjorn Ulvaeus, shot to fame when they won the 1974 Eurovision Song Contest with the song ‘Waterloo’. They went on to become one of Sweden’s biggest exports. But the museum took a long
time coming. Separate plans for an earlier museum on ABBA were shelved in 2008. “We weren’t entirely sure if there was going to be one, whether we wanted one, becoming artefacts and relics while we are still alive,” Ulvaeus said. “It is such a long time ago that ABBA was active... the guy I see when I look at all the videos, on stage, it is almost that he is a stranger,” Ulvaeus added. “It is almost that I didn’t know him anymore. I thought it would be interesting to get to know him a little better.”

Austrian count goes on trial over arms deals
But gives no hint on his plans after election, president role speculated
HE HOSTED lavish hunts at his castles in Scotland and Austria, hobnobbed with the glamour set and wed a government minister. But the Austrian count who rose from obscurity to wealth goes on trial in Vienna today, charged with laundering money from Britain’s main weapons maker to influence arms deals in central and eastern Europe. It is another brush with fame for Alfons Eduard Alexander Antonius Maria Andreas Hubertus Christoph Graf von MensdorffPouilly - his friends call him Ali - whose lobbying in the shadowy world of the weapons trade has featured brushes with the law as well. His attorney, Harald Schuster, declined to comment on the case. But Mensdorff-Pouilly has denied wrongdoing in parliamentary hearings. Austrian prosecutors allege Mensdorff-Pouilly, 59, used €12.6 million in funds diverted from BAE Systems to influence potential arms deals in emerging Europe. He is also charged with perjury and faces five years in jail if convicted. The case is the latest in a series of corruption scandals that have shaken Austria and fuelled perceptions of a cosy interplay of business and political power in the Alpine republic. Suspicions about BAE contracts in central and eastern Europe had landed the count in investigative custody in Britain for a week in 2010 before he was freed on bail. He got €430,000 in compensation for that after British prosecutors dropped charges against BAE in 2010 in return for fines.
By James Mackenzie ITALIAN Prime Minister Mario Monti warned against a slide into populism yesterday as Silvio Berlusconi stepped up attacks on his technocrat government, accusing it of following failed “Germanocentric” policies. Financial markets have pushed Italy’s borrowing costs higher since Monti said he would quit after Berlusconi’s party withdrew support for his administration. Italy’s financial crisis has threatened the stability of the euro zone and Monti’s European allies want it to continue with fiscal discipline and reforms they believe helped the zone’s third-biggest economy avoid a Greek-style collapse. Berlusconi, Monti’s flamboyant predecessor as prime minister who was driven from office last year by the crisis, says he will run for a fifth term to end the recession. Yesterday, he dismissed nerves in financial markets, saying the main gauge of investor trust in Italy, the spread between Italian bonds and their safer German counterparts, was “a con”. “The Monti government has followed the Germanocentric policies which Europe has tried to impose on other states and it has created a crisis situation much worse than where we were when we were in government,” Berlusconi said in an interview on his own Canale 5 television network. He accused Germany, the euro zone’s biggest economy, of deliberately profiting from the crisis which brought down his government last
Monti plans to resign once next year’s budget is passed
year to reap speculative profits and lower its own borrowing costs. Monti, an economics professor drafted in to head an unelected government, plans to resign once next year’s budget is passed in parliament and has not said what he will do then. The former European commissioner has said he is concentrating on his remaining time in government and not thinking about whether to stand as a candidate in the election expected in February. Speaking on state televi-

sion, he defended his government’s economic record and warned against “oversimplified” election promises that hid the true problems facing Italy. “It’s important that there is this self-discipline on everyone’s part so as not to create ruptures with Europe and above all not to treat people like fools but like mature citizens,” he said. He again left his own political plans open, refusing to confirm speculation that he could join a centrist grouping or lend his name to a pro-European reform party.
Whether or not he stands for a new term in office, there has been wide speculation that Monti could become Italy’s next president, an office which would allow him to play a crucial role in influencing the overall political debate. Opinion polls give Berlusconi’s squabbling centre-right People of Freedom (PDL) party little chance of winning the vote, with centre-left leader Pier Luigi Bersani seen for now as Monti’s most likely successor. German Chancellor Angela Merkel said she supported Monti’s reform path and was confident it would continue. “I am sure the Italian people will vote in such a way that Italy stays on the right path,” she told reporters in Berlin. Berlusconi, who has made Germany the target of some of his fiercest attacks, said Germany had worsened Italy’s crisis last year by ordering all its banks to sell all the Italian debt securities they held in their portfolios.

Census shows Britain becomes more diverse White Britons are now in the minority in London By Martha Linden and Katie Hodge THE population of England and Wales has grown more secular and increasingly ethnically diverse over the last decade, according to new figures. Foreign-born people now make up 13 per cent of the population in England and Wales, rising from 4.6 million in 2001, or nine per cent of the population, to 7.5 million last year. Just over half of the foreign-born population, or 3.8 million, arrived in the last 10 years. During the same period, there was a fall of nearly seven per cent in the number of people classifying their ethnic group as white British. In London, the most ethnically-mixed area of the country, more than one in three of the population, or 37 per cent, is now foreignborn, and the proportion of the population which classifies itself as white British has fallen below half, to 45 per cent, for the first time.

Jatenderpal Singh Bhullar arrives for the changeing of the guard yesterday
Sikh first outside the Palace A SIKH soldier yesterday became the first guardsman to parade outside Buckingham Palace wearing a turban instead of the famous bearskin. Jatenderpal Singh Bhullar, 25, is the first guardsman in 180 years of tradition to choose to wear his turban on the famous forecourt. The Scots Guardsman previously said being the first Sikh to mount guard in a turban would be the “best thing in his life”. “Conducting public duties while being a practising Sikh and wearing my turban is a great honour for me. “I am very proud to be a member of the Household Division and to be the first Sikh Guardsman to mount guard in a turban will be the
best thing in my life, especially as a member of the Scots Guards. “The regiment is full of history, as is my religion.” Guardsman Bhullar, from West Bromwich in the West Midlands, has just joined F Company Scots Guards what is known as an “incremental company” of soldiers responsible for delivering ceremonial duties in London. As a 5 K Sikh - someone who adheres to all five symbols that mark Sikh identify - he will also be distinguishable from his fellow soldiers on parade by his beard. Sikhs in the Household Division have guarded the Queen many times before, but have always worn the bearskin.
The statistics from the 2011 Census, released by the Office for National Statistics (ONS), show an increase of nearly 600,000 in the number of people classifying themselves as of mixed ethnicity to more than 1.2 million in 2011. The figures also show a rise of more than six million people who said they were of “no religion” and a fall in just over four million in those who classified themselves as Christian during the past 10 years. Christianity remains the largest religious group at 33.2 million, or around six in 10 of the population, but around one in four people in England and Wales now classify themselves as having no religion. The figures also show a 1.2 million rise in the number of Muslims in England and Wales to 2.7 million, or nearly five per cent of the population. The figures also reflected the expansion of the European Union, with Poland second in the top 10 countries of birth outside the UK in 2011 - having not made the list in 2001, reflecting its accession to the
European Union in 2004. India and Pakistan remained in the top three countries of birth outside the UK in 2011. The largest rise in ethnic group over the last decade was seen in the white other category, where an increase of 1.1 million, to 2.5 million, was recorded, reflecting more than half a million Poles who migrated into England and Wales during these years, the ONS said. Questions relating to ethnicity and identity revealed a decline - of 0.4 million - in the number of people describing themselves as white British, with this group now making up 80
per cent of the population, compared with 87 per cent in 2001. Some two million respondents listed their partners or fellow household members as being of different ethnic groups – 47 per cent more than in 2001. The census showed that four per cent of households had no usual residents who spoke English as their main language. Other figures showed 105,000 people reported that they were in a civil partnership in 2011, making up 0.2 per cent of the population, and the proportion of married people stood at 47 per cent in 2011, compared to 51 per cent in
2001. British Humanist Association chief executive Andrew Copson described the statistics on religion as a “really significant cultural shift”. “Religious practice, identity, belonging and belief are all in decline in this country, and non-religious identities are on the rise.” Census director Guy Goodwin said: “The release that we are showing today is very much giving a picture of big change since 2001 - and secondly of population that is increasingly diverse. “The 2011 Census population is a more diverse population.”
Protestants less than 50% in N.Ireland for the first time By Ian Graham THE proportion of Protestants in Northern Ireland has fallen below 50 per cent for the first time, census figures showed yesterday, raising the prospect that the growing numbers of Catholics could upset a fragile political balance. A wave of street violence in Belfast over the past days has been fuelled by the sense that nationalists, who are mainly Catholic and want Northern Ireland to be part of Ireland, are in the ascendance. Nationalists share power with predominantly
Protestant Unionists in the British-controlled province under a 1998 peace deal that ended three decades of sectarian violence that killed 3,600, with Unionists controlling the post of first minister thanks to their majority. However, the proportion of Protestants fell to 48 per cent from 53 per cent 10 years ago, the results of the 2010 census showed, while the proportion of Catholics increased to 45 per cent from 44. Demographers have also predicted that Catholics, who are younger and have higher birth rates, could become a majority of voters within a generation.
A majority by nationalist parties would represent a setback to Unionists and could undermine the peace. Catholics already have a significant majority in the capital city Belfast, with 136,497 Catholics to 118,856 Protestant. The loss of control of Belfast City Council by Unionist parties last year allowed nationalist parties this month to secure passage of a motion to remove the British flag from the city hall for the first time in a century. The vote has triggered the most widespread proBritish street violence for years, with at least 28 police officers injured.
KEY STATISTICS FROM THE 2011 CENSUS The total population was 56.1 million, a seven per cent increase on 2001 – 55 per cent of the increase is due to migration. 80 per cent of the total population were white British and 86 per cent were white ethnic. 7.5 million people were born abroad, which is 2.9 million more than in 2001. Half of those arrived since 2001, and 95 per cent were under 45 when they arrived. All religions, except for Christianity, increased from 2001, with Muslims going up by two percentage points to 1.5 million. The number of Christians decreased 13 percentage points to 33.2 million in 2011 from 37.3 million in 2001. The number of people with no religious affiliation increased by 10 percentage points from 15 per cent (7.7 million) to 25 per cent (14.1 million). Around 177,000 people claim to be Jedi
Knights though this number is down on the 2001 figure by more than a half. Asked their religion, 6,242 people answered Heavy Metal. Four per cent of households had no usual residents who spoke English as their main language and another five per cent had at least one member who did not speak English. Cars and vans available to households rose by 14 per cent, almost double the increase in people. There were more cars and vans than households in every region except London. 27 per cent of people had Level 4 or above qualifications, eg a Bachelor’s degree, while only 23 per cent had no qualifications. Married, civil partnered and one-person households accounted for 63 per cent of all households. Nearly two per cent lived in communal establishments.
State outlines controversial gay marriage plans, Tories still split BRITAIN outlined plans yesterday to allow gay marriage that have split Prime Minister David Cameron’s Conservatives and raised fears among religious groups they will be forced to hold same-sex weddings. Gay couples may already have “civil partnerships”, conferring the same legal rights as marriage, but campaigners say the distinction gives the impression that society considers gay relationships inferior. Cameron has stressed he is a
strong backer of gay marriage but does not plan to force his party’s members of parliament to vote in favour of legislation, which will apply to England and Wales and be introduced by the end of the current parliament in 2015. Opponents of the measure include the Church of England and several members of Cameron’s own party. “In each century parliament has acted, sometimes radically, to ensure marriage reflects our society,
to keep it relevant and meaningful,” Culture Secretary Maria Miller told parliament. “We will also enable those religious organisations who wish to conduct same sex marriages to be able to do so,” she added. However, she made clear it would remain illegal for churches belonging to the Church of England to marry gay couples - an exclusion the established church itself requested. Gay rights group Stonewall welcomed the legislation.
“We’re delighted about the government’s statement today and welcome the promise to legislate for equal marriage,” said Stonewall Chief Executive Ben Summerskill. “While we fully respect the point of view of those who oppose the government’s plans, our advice to them remains that if you don’t approve of same-sex marriage, then just make sure you don’t get married to someone of the same sex,” he added. The move to legalise gay marriage
is seen by political analysts as a way for Cameron to broaden the appeal of his centre-right Conservative Party and burnish its liberal values. Same-sex marriage is backed by many prominent Conservatives and the party’s partners in coalition government, the Liberal Democrats, as well as the opposition Labour Party. But, it has run into opposition from some Conservative lawmakers, on religious grounds and what they say is a lack of a democratic mandate.

World WORLD TODAY Mandela responding to treatment FORMER South African President Nelson Mandela, in hospital for tests since Saturday, has suffered a recurrence of a lung infection but is responding to treatment, a government statement said yesterday. “Doctors have concluded the tests, and these have revealed a recurrence of a previous lung infection, for which Madiba is receiving appropriate treatment and he is responding to the treatment,” the statement said. ‘Madiba’ is Mandela’s clan name. The 94-year-old former South African president and revered anti-apartheid leader is spending his fourth day in a hospital in the South African capital Pretoria.
Prank fund THE Australian radio station behind a prank call to a British hospital will donate its advertising revenue until the end of the year to a fund for the family of the nurse who apparently took her own life after the stunt, the company said yesterday. Southern Cross Austereo, parent company of Sydney radio station 2Day FM, said it would donate all advertising revenue, with a minimum contribution of $525,000, to a memorial fund for the nurse, Jacintha Saldanha, who answered the telephone at the hospital treating Prince William’s pregnant wife, Kate.
Swiss pride NATIONAL pride in Switzerland, which has weathered the economic downturn much better than the neighbouring euro zone, is at a record high, a survey showed yesterday. The poll of 1,000 voters conducted by research institute Gfs Bern on behalf of bank Credit Suisse showed that 86 per cent are proud of their country, equalling the record result of 2007. “This national pride is based much more on political factors in 2012 that it was in the previous year. At the top of the list of such factors are neutrality and independence,” Credit Suisse said in a statement.

Egypt army seeks national unity as crisis mounts By Yasmine Saleh and Marwa Awad EGYPT’S army chief called for talks on national unity to end the country’s deepening political crisis after a vital loan from the IMF was delayed and thousands of pro- and anti-government demonstrators took to the streets yesterday. The meeting, scheduled for this afternoon, was called in response to a destabilising series of protests since President Mohamed Mursi awarded himself sweeping powers on November 22 to push through a new constitution shaped by his Islamist allies in a referendum on Saturday. “We will not speak about politics nor about the referendum. Tomor-
row we will sit together as Egyptians,” armed forces chief and Defence Minister Abdel Fattah al-Sisi said at a joint gathering of army and police officials. An aide said Mursi had supported the call for talks. The Muslim Brotherhood announced it would be there, while the main opposition coalition said it would decide this morning whether to attend. Earlier, the finance minister disclosed that a $4.8 billion International Monetary Fund loan, a cornerstone of Egypt’s economic recovery hopes, would be delayed until next month. Mumtaz al-Said said the delay was intended to allow time to explain a widely criticised package of eco-
nomic austerity measures to the Egyptian people. Prime Minister Hisham Kandil said the measures would not hurt the poor. Bread, sugar and rice would not be touched, but prices of cigarettes and cooking oil would go up and fines would be imposed for public littering. In a bid to rebuild consensus, he said there would be a public consultation about the programme next week. On the streets of Cairo, tensions ran high after nine people were hurt when gunmen fired at protesters camping in Tahrir Square, according to witnesses and Egyptian media. The opposition has called for major protests it hopes will force
Mursi to postpone the referendum. Thousands gathered outside the presidential palace, whose walls are scrawled with anti-Mursi graffiti. A bigger crowd of flag-waving Islamist Mursi backers, who want the vote to go ahead as planned on Saturday, assembled at a nearby mosque, setting the stage for further street confrontations in a crisis that has divided the nation of 83 million. In Egypt’s second city of Alexandria, thousands of rival demonstrators gathered at separate venues. Mursi’s backers chanted: “The people want implementation of Islamic law”, while his opponents shouted: “The people want to bring down the regime”. Others cities also witnessed protests.
Syrian rebels battle Assad loyal army near Damascus 500,000 Syrian refugees now in neighbour countries SYRIAN rebels clashed with forces loyal to President Bashar al-Assad near Damascus airport yesterday, battling for the capital’s outskirts after 20 months of conflict which the United Nations said has driven half a million people from the country. Fighting near the airport, 20km south-east of Damascus city centre, is part of a broader confrontation between the army and rebels who hold a near continuous arc of territory from the east to the southwest of Assad’s power base. The growing military power of the rebels is matched by the increasing foreign support for Syria’s political opposition coalition, which expects to win broad recognition at an international meeting in Morocco today. The centre of Damascus, shielded for months from the violence which has killed 40,000 people since March 2011, echoed to the sound of shelling from Monday evening, residents said. “There were very heavy clashes since yesterday in the town of Haran, on the eastern side of the airport, and there has been intermittent fighting in the Aqraba area by the airport,” said rebel spokesman Mussab Abu Qitada. The mainly Sunni Muslim rebels have made military gains against the forces still loyal to Assad, many of them from Syria’s Alawite religious minority. The rebels have seized military bases across the country in the last month and are starting to encircle the capital, where power cuts and food shortages are hurting residents bracing for winter. “We are barely surviving,” said a woman in the Midan
Power cuts: Syrians shopping by candlelight due to an unreliable power supply district who would only identify herself as Umm Ahmed. She said she queued in vain from 6am until midday at bakeries which ran out of bread before she could buy any at the normal price, leaving her looking for supplies at much inflated rates. Central Damascus has been suffering up to 12 hours of power cuts a day, residents say. Movement around the city, peppered with security checkpoints, is increasingly difficult and soldiers, security forces and local vigilantes are everywhere. The conflict started with street protests inspired by uprisings across the Arab world. Demonstrations were met
with gunfire by Assad’s forces and spiralled into the most protracted and destructive battle of the Arab uprisings. Assad’s political and armed opponents, dogged by splits and rivalries throughout their battle to end his family’s 42year rule, have established a more unified political opposition and military command, hoping to win international recognition and stronger support on the battlefield. France, Britain, Turkey and the Gulf states have already granted the formal recognition. The European Union, in a meeting on Monday, moved a step closer towards recognition and the United States has suggested it could also
endorse the coalition. But little in the way of direct military or financial support is expected to be channelled to the coalition at the Morocco meeting, partly because it lacks the ability to act as a provisional government and because Western powers are still wary of backing Islamist fighters in the rebel ranks. Washington also announced it had designated the radical Islamist rebel groups Jabhat al-Nusra, which has claimed responsibility for dozens of car bombs and also fights alongside other rebel Syrian brigades, as a terrorist organisation. Designating it a terrorist group means Americans are
prohibited from giving Jabhat al-Nusra any support. The fighting has driven hundreds of thousands of Syrians into neighbouring countries and the United Nations refugee agency UNHCR said yesterday more than half a million were either registered or awaiting registration in the region. Large numbers of Syrians have also crossed into neighbouring countries but have not yet come forward to register for refugee status and assistance, it said. These include about 100,000 in Jordan, 70,000 each in both Turkey and Egypt and tens of thousands in Lebanon, it said, citing government estimates.
200 hurt in Alawite village attack
Gunmen detain, release UN officers
AN attack on a Syrian village yesterday killed or injured as many as 200 members of President Bashar al-Assad’s Alawite minority sect, activists said, but it was unclear who was behind the assault. Casualty counts varied, but several activists said they could confirm 10 dead. The opposition-linked Syrian Observatory for Human Rights said 125 were hurt or killed in a series of explosions that destroyed several houses in the town of Aqrab. There were no reports on Syria’s state media. Other activists blamed Assad’s forces for the attack, which they said involved the shelling of a house in which at least 200 Alawites were hiding.
UNIDENTIFIED gunmen in Syria detained two UN peacekeeping soldiers for an hour on Monday before releasing them again unharmed, the Austrian Defence Ministry said yesterday. The incident occurred around 8km north of the border with Jordan when gunmen stopped a patrol with two officers - one from Austria and one from New
Zealand - assigned to the United Nations Truce Supervision Organization, it said. A ministry spokesman said the officers were unable to determine whether the armed men were aligned with government forces or the rebels fighting them. The UNTSO, based in Jerusalem, was formed in 1948 to monitor ceasefires in the Middle East.

Weight loss? There is an app that works Tracking weight shed adds to benefits of typical programme MOBILE devices that let people track how much they eat and exercise may help them shed weight over and above the benefits of a typical weight-loss programme, according to a US study. Researchers writing in the Archives of Internal Medicine found that overweight and obese adults lost an average of over 3.6kg more when they had personal digital assistants (PDAs) and occasional phone coaching to help them, in addition to a group programme. There’s no reason to think the same wouldn’t hold true for smart phone apps that can log nutrition and activity information, and give real time feedback, they said. “The number one mechanism through which people lost weight is self-monitoring, just watching what you eat and keeping a record of it,” said Goutham Rao,
Mini-shuttle lift off AN unmanned Atlas 5 rocket carrying a small robotic space shuttle lifted off from Cape Canaveral Air Force Station in Florida yesterday for the third flight in a classified military test programme. The 60m rocket blasted off at 1:03pm carrying the military’s original X-37B experimental space plane, also known as an Orbital Test Vehicle, or OTV. The unmanned, reusable space shuttle, one of two operated by the US Air Force, spent 224 days circling Earth during its debut mission in 2010. A sister ship blasted off in 2011 and landed itself after 469 days in space.
who wrote a commentary published with the new study. Rao, from the NorthShore University HealthSystem in Evanston, Illinois, noted that programmes for mobile devices are easily personalised, and readily available wherever people carry their phones or PDAs. “I’m actually very optimistic that people who are motivated, who can couple the technology with in-person counselling and management, are going to be very successful,” he said. The study included 69 overweight and obese people in their late 50s, on average, who were referred to a Veterans Affairs clinic for weight-loss support. All were enrolled in 12 group sessions over six months, which focused on nutrition, exercise and behavioural changes to promote weight loss. Half of them were also given a PDA to record their food
and activity throughout the day and had a coach who checked in with them by phone. After six months in the trial, people in the PDA group had lost an average of almost 4.5kg and 41 per cent of them had met the goal of losing at least five per cent of their initial body weight. Those in the comparison groups had dropped just 1kg each, on average, an 11 per cent had achieved the weight loss goal. At the one-year mark, six months after the mobile devices were taken away, people who’d used the PDAs had managed to keep off most of the weight they initially lost, said lead researcher Bonnie Spring, from the Northwestern University Feinberg School of Medicine in Chicago. The benefits of using an app on a mobile device, Rao said, are that it can be cheaper and widely

available, and can help re-engage people who are having trouble, unlike an in-person programme with a specific end date. Although PDAs have mostly fallen out of fashion, the researchers said smart phones can serve the same purpose as the devices used in the study. Spring said most weightloss apps on the market haven’t been scientifically tested but may still help people lose weight. Still, Rao warned, there’s evidence that apps alone don’t have much of an impact - and it may be more helpful to think of the technology as an aid to help from a doctor or nutritionist.
WOMEN have long been known to live longer than men, but when it comes to hitting the century mark the difference is stark: just two out of 10 Americans who live to 100 or longer are male. Of the 53,364 Americans aged 100 and older, more than 80 per cent are women, a US Census Bureau report released on Monday showed. The agency’s findings, based on data collected from its 2010 census, also found those who make it past 100 are also more likely to be white citydwellers in the Northeast and Midwest. “Due to sex differences in mortality over the lifespan, the proportion of females in the population increases with age. This is especially true in the oldest ages, where the percentage increases sharply, female” Census researchers wrote. “For every 100 centenarian females, there were only 20.7 centenarian males,” they added. While reaching 100 years of age may not attract as much fanfare as it did a few decades ago, the public still marvels at those who reach “super centenarian,” status. Guiness World Records, which certifies the oldest living person, said the title was held by Besse Cooper, an American woman who died last week at age 116 in a
Georgia nursing home soon after having her hair done. Guiness announced on its website that the new person certified to be the oldest anywhere on the globe is 115-year-old Dina Manfredini, an immigrant from Pievepelago, Italy, who has lived in Des Moines, Iowa, since 1920. She is just 15 days older than Japan’s Jiroemon Kimura, Guiness World Records said. Although still rare, the number of people living past 100 can have an impact as policymakers consider and plan services and programmes that affect older adults, Census said in its report. The findings are not necessarily all rosy for women. Living longer can mean greater medical and retirement expenses, among other issues. And the number of those living past 100 continues to grow. Just 32,194 Americans reached 100 or older in 1980, far below the current level, according to the Census Bureau. Still, centenarians in the United States remain relatively rare compared to those in other developed countries. There were 1.73 centenarians per 10,000 people in the US in 2010 compared to 1.92 per 10,000 people in Sweden, 2.70 per 10,000 in France and 3.43 per 10,000 people in Japan, Census said.
Yale names new toothy dinosaur Obamadon after smiling president RESEARCHERS at Yale University have named a newly discovered dinosaur Obamadon gracilis in honour of the 44th president’s toothy grin. The small, insect-eating lizard was first discovered in eastern Montana in 1974 but a recent re-examination showed the fossil had been wrongly classified as a Leptochamops denticulatus and was a new species, researchers said yesterday. Obamadon gracilis was one of nine newly discovered species reported on Monday in the Proceedings of the National Academy of Sciences. In naming the new species, Yale scientists combined the Latin “Obamadon” for “Obama’s teeth” and “gracilis,” which means slender. “The lizard has these very tall, straight teeth and Obama has these tall, straight incisors and a great smile,” said Nick Longrich, a paleontologist at the school in Connecticut.

Business Three British men arrested in UK Libor probe, first in global investigation By Kirstin Ridley and Katharina Bart THREE British men were detained in London yesterday in the first arrests stemming from a global investigation into the manipulation of interbank lending rates. One of those arrested was former Citigroup and UBS trader Thomas Hayes, according to a source familiar with the situation. Hayes could not immediately be reached for comment and the identity of the others could not be determined by Reuters.
Prosecutors and regulators across Europe, the United States, Canada and Japan have been investigating how traders attempted to rig key benchmark lending rates such as Libor (London interbank offered rate). Dozens of people have been fired or suspended and are now under investigation in the probe into the benchmarks, but the arrests were the first since the US Commodity Futures Trading Commission initiated an industry-wide probe in October 2008.
Britain’s Serious Fraud Office (SFO) said three men, aged 33, 41 and 47, had been taken to a London police station in the early morning after three properties were searched. “The men are all British nationals currently living in the United Kingdom,” the SFO said. A spokesman said interviews were continuing. Police can hold people for 24 hours without charge. Designed originally in the late 1960s to estimate the costs at which banks will lend to each other, Libor
has become the key benchmark for around $550 trillion of loans and financial contracts. According to the Canadian Competition Bureau, Hayes and other traders are alleged to have manipulated yen Libor, the average interbank interest rate at which banks are prepared to lend one another unsecured funds denominated in Japanese yen. Hayes worked at Swiss bank UBS from 2006-09 and then at US bank Citigroup until 2010. The arrests mark a ratcheting up
of the sprawling investigation since Barclays admitted in June that its traders had tried to manipulate Libor and its euro cousin Euribor from 2005 through 2009 and that the bank had low-balled rates during the 2007/08 credit crunch. The British bank reached a $450 million settlement with US and UK regulators. Switzerland’s UBS and Britain’s RBS are expected to reach similar financial settlements shortly. More than a dozen banks are being investigated.
Europe’s rich suffer low returns EUROPE’S richest families have suffered the lowest returns on their fortunes for five years, after economic turmoil pushed them to park too much money in underperforming safe havens, a report said yesterday. The survey of 60 family offices - mini financial services firms set up to look after the wealth of super-wealthy dynasties - found annual returns on investment portfolios dropped to as little as a quarter of what they had reaped in 2011. The report, by data company Campden Wealth and Swiss banking group UBS AG, found offices running the fortunes of single families achieved an annual return of 3.6 per cent, against a target of 8 per cent. Larger entities representing multiple families returned just 2 per cent, missing targets of around 5 per cent. A fifth of offices recorded negative returns overall, compared with more than 8 per cent in 2011 and up to nearly 12 per cent in 2010. The survey, now in its fifth year, covered family offices running between €50 million and €1.5 billion in assets. “Offices admit they could have performed better if they hadn’t held so much low-performing cash, or real estate, because some stock markets and asset classes such as government bonds moved ahead strongly,” the report said.

Oligarchs in Norilsk windfall By Polina Devitt
Abramovich to pay RUSAL, Potanin $1.5b in revised deal
ROMAN Abramovich, the Kremlin’s enforcer on a peace deal at Norilsk Nickel, will pay cash straight to the Arctic giant’s two main oligarch owners for a stake in the company, depriving other investors of the windfall from an end to a billionaires’ feud. Norilsk Nickel, which mines the vast mineral deposits of Russia’s far north, was one of the biggest prizes handed to insiders in the post-Soviet carve-up of Russian industry that created a clique of politically powerful tycoons. For years the world’s largest nickel and palladium producer has suffered from a feud between its two main owners, billionaires Vladimir Potanin and Oleg Deripaska. Fellow billionaire Abramovich, owner of London’s Chelsea football club, settled the row last week by sweeping in to buy a stake under a deal that appeared to have
the blessing of President Vladimir Putin. A revision, announced yesterday by Norilsk and Deripaska’s Hong Kong-listed aluminium producer RUSAL, would see Abramovich buy a slightly smaller stake, but pay for it directly to the two billionaires’ firms. Analysts said that means the cash windfall injected by Abramovich’s Millhouse holding company would bypass Norilsk’s minority investors, and probably force Norilsk to borrow to fulfil promises to increase its dividends. “This means that Norilsk Nickel (as well as its minorities) will not receive any cash from Millhouse Capital’s arrival as minority shareholder,” JP Morgan Cazenove said in research. Under the original deal, Abramovich was to buy a 7.3 per cent stake in Norilsk from the company itself for $2 bil-
lion, and also be given voting power over some of Deripaska’s and Potanin’s shares, representing a total of 22 per cent. The revision would see Abramovich buy a 5.86 per cent stake for $1.5 billion and be given voting control over about 20 per cent. Alexander Abramov, Abramovich’s partner in Evraz, Russia’s largest steelmaker, could become the new board chairman at Norilsk Nickel, a source close to one of shareholders said. Norilsk’s minority shareholders have spent the last four years caught in the quarrel between Potanin and Deripaska, who resisted pressure from his own shareholders to sell RUSAL’s stake in Norilsk to pay off debt, and instead campaigned for management changes and dividends from the Arctic giant. The revision, likely to have been blessed by the Kremlin,
appears to be a win for Deripaska, whose aluminium company, with $10.7 billion in debt, is struggling with weak aluminium markets and has called for production cuts to boost prices. “The difference is Deripaska gets cash up front, which he needs for RUSAL,” a Moscow based equity trader said, asking not to be identified while discussing the deal. With the Moscow market up 0.19 per cent, Norilsk shares fell 2.36 per cent to 5,210 roubles per share by 1152 GMT, while shares in RUSAL ended down 0.6 per cent in Hong Kong trade. According to the source, Norilsk Nickel will stick to a pledge to pay dividends, another key demand by Deripaska, in the amount of $3 billion per year for 2012-2014. This would roughly equal Norilsk Nickel’s expected earnings, VTB Capital ana-
lyst Nikolai Sosnovsky said. “The deal is disappointing to minorities who expected funds from the deal to come to the company and to return via dividends,” Sosnovskiy said, adding the company would likely need to borrow to fund dividends instead. “Payment of almost 100 per cent of net income would be difficult, because of capex,” Sosnovskiy said. Under the revised terms, RUSAL said Abramovich would acquire 9.29 million shares from Potanin and RUSAL at $160 per share, implying an 11 per cent discount to Norilsk’s market price of 5,380 roubles ($180) at Monday’s close. To ensure Abramovich’s role as enforcer of the peace, the other two billionaires will give him voting power over some of their shares, so his voting stake amounts to about 20 per cent.
HSBC to pay $1.9b US fine in money-laundering case, Greece’s lenders left to plug charged with violating sanctions over Iran and others €450m hole after buyback HSBC has agreed to pay a record $1.92 billion fine to settle a multi-year probe by US prosecutors, who accused Europe’s biggest bank of failing to enforce rules designed to prevent the laundering of criminal cash. The US Justice Department yesterday charged the bank with failing to maintain an effective programme against money laundering and conduct due diligence on certain accounts. In documents filed in federal court in Brooklyn, it also charged the bank with violating sanctions laws by doing business with Iran, Libya, Sudan, Burma and Cuba. HSBC Holdings Plc admitted to a breakdown of controls and apologised for its conduct. “We accept responsibility for our past mistakes. We have said we are profoundly sorry for them, and we do so again. The HSBC of today is a fundamentally different organisation from the one that made those mistakes,”
said Chief Executive Stuart Gulliver. “Over the last two years, under new senior leadership, we have been taking concrete steps to put right what went wrong and to participate actively with government authorities in bringing to light and addressing these matters.” The bank agreed to forfeit $1.256 billion and retain a compliance monitor to resolve the charges through a deferred-prosecution agreement. The settlement offers new information about failures at HSBC to police transactions linked to Mexico, details of which were reported this summer in a sweeping US Senate probe. The Senate panel alleged that HSBC failed to maintain controls designed to prevent money laundering by drug cartels, terrorists and tax cheats, when acting as a financier to clients routing funds from places including Mexico, Iran and Syria.
GREECE’S bond buyback scheme failed to meet its target by a relatively narrow margin yesterday but still left international lenders with a €450-million hole in their plan to cut the country’s huge debts to a more manageable level. Euro zone finance ministers were due to discuss the shortfall in the scheme, under which Athens is buying back government bonds from its private creditors at steep discounts, in a conference call late last night, officials said. The result indicates that Greek debt would fall to around 126.6 per cent of its annual economic output in 2020 - well down from the 189 per cent forecast next year but slightly above the 124 per cent that was agreed with the International Monetary Fund last month as sustainable. Greece extended the deadline for creditors to offer back their bond from Friday to 1200 GMT yesterday, but a finance ministry official said the buyback offer would not be reopened, adding that technically it had been a success. The buyback calls for Greece to repurchase debt worth about €30 billion using €10 billion from European funds at prices well below the bonds’ nominal value, cutting debt by a net €20 billion.

Opinion
Is this the way to stimulate growth and create jobs? VERY STRONG opposition has built up against the government’s bill drastically increasing the immovable property tax (IPT) that is expected to be approved today. It would appear all the political parties, including AKEL, are against it despite the assurances by the head of the Inland Revenue Department, who told the House finance committee on Monday that only 44,000 individuals would have to pay IPT and some 293,000 would be exempted; with regard to companies, only 7,100 of the 16,000 would have to pay. His aim was to show that the majority of people, those with lower incomes, would not be affected. And while this may be the case, the truth is that half the companies, many of which are struggling to stay afloat, would be called to pay. Interestingly, according to the IRD head, 2,500 companies would be paying the bulk of the tax - €111 million – which works out at an average of €44,000 per year, which is a significant cost, especially as it is unrelated to earnings. Hotels of 200 to 250 rooms, according to the Hoteliers Association would have to pay between €200,000 and €500,000 in 2013. This alone shows the irrationality of the bill. A hotel faced with say a €300,000 extra annual cost will make staff redundant, lower the quality of its services and increase its rates or a combination of any of these. Whatever it does would work out not only against the owners, but also against the economy. The construction industry would be thrown even deeper into recession, as a result, because any purchase of property would come with an additional yearly cost. Is this how the government wants to stimulate growth and development and create jobs? By taking more money out of a market that is suffering from an acute shortage of liquidity, the only thing that it would achieve would be more job cuts and even less business activity. Of course there is no rational explanation for the new IPT. It is said that the government came up with this idea to satisfy the unions which were demanding that the wealthy carried some of the burden of the crisis. But the truth is that very little thought had gone into the proposal. Practicalities, such as the fact that 100,000 property owners do not have title deeds, were not considered. There is also the issue of penalising people who decided to put their savings in property and have already paid a host of taxes to the state. And will individuals and businesses have the money to pay this tax, which is not based on earnings? Will there be a compromise over the bill today? The finance minister warned that there should be no changes to bills agreed with the troika because this would undermine our trustworthiness and probably delay approval of the bailout. Should it be approved so we keep our side of the bargain and come up with an alternative proposal in the new year? It is a very tricky issue, which could have been avoided if the government based its decisions on pragmatism rather than ideology.

Climate talks in Qatar: coasting towards disaster T
HEY MADE some progress at the annual December round of the international negotiations on controlling climate change, held this year in Qatar. They agreed that the countries that cause the warming should compensate the ones that suffer the most from it. The principle, known as the Loss and Damage mechanism, has no numbers attached to it, but it’s a step forward. The only step forward, unfortunately. In the first phase of these talks, which concluded with the Kyoto Protocol of 1997, the emphasis was on “mitigation”; that is, on stopping the warming by cutting human emissions of carbon dioxide and other “greenhouse gases”. That made good sense, but they didn’t get anywhere. Fifteen years later, emissions are still rising, not falling. So gradually the emphasis shifted to “adaptation”. If we can’t agree on measures to stop the average global temperature from going up, can we learn to live with it? What’s the plan for developing new crops to withstand the droughts and high temperatures that are coming? What’s the plan for coping with massive floods that drown river valleys and inundate coastlines? Well, there are no such plans in most places, so the emphasis has shifted again, to compensation. Terrible things will happen to poor countries, so who pays for them? In principle, says the new Loss and Damage mechanism, the rich countries that are responsible for the warming pay. But the “mechanism” has no method for assessing the damage or allocating the blame, so it will become a lawyers’ playground of little use to anybody else. Besides, the rich countries are going to be fully committed financially in just covering the cost of their own damages. Consider, for example, the $60
Comment Gwynne Dyer billion that President Barack Obama has just requested from the US Congress to deal with the devastation left by Superstorm Sandy. In practice, there will be very little left to compensate the poor countries for their disasters, even if the rich ones have good intentions. So if mitigation is a lost cause, and if adaptation will never keep up with the speed at which the climate is going bad, and if compensation is a nice idea whose time will never come, what is the next stage in these climate talks? Prayer? Emigration to another planet? Mass suicide? There will be a fourth stage to the negotiations, but first we will have to wait until rising temperatures, falling food production and catastrophic storms shake governments out of their present lethargy. That probably won’t happen until quite late in the decade – and by then, at the current rate of emissions, we will be well past the point at which we could hold the rise in average global temperature down to two degrees C (3.6 degrees F). We will, in fact, be on course for 3, 4 or even 5 degrees C of warming, because beyond plus 2 degrees, the warming that we have already created will trigger “feedbacks”: natural sources of carbon dioxide emissions like melting permafrost WHICH WE CANNOT SHUT OFF. So then, when it’s too late, everybody will really want a deal, but just cutting greenhouse gas emissions won’t be enough any more. We will need some way to hold the temperature down while we deal with our emissions problem, or else the temperature goes so high
Some progress in Doha but not nearly enough that mass starvation sets in. The rule of thumb is that we lose ten percent of global food production for every rise in average global temperature of one degree C. There probably is a way to stop the warming from passing plus 2 degrees C and triggering the feedbacks, during the decades it will take to get our emissions back down. It’s called “geo-engineering”: direct human intervention in the climate system. Our greenhouse gas emissions are an inadvertent example of geo-engineering that is pushing the climate in the wrong direction. Another, deliberate kind of geo-engineering may be needed to stop it. Geo-engineering to hold the heat down is quite possible, though the undesirable sideeffects could be very large. The biggest problem is that it’s relatively cheap: dozens of governments could afford to do it – and just one government,
acting alone, could do it to the whole atmosphere. So the fourth phase of the climate talks, probably starting late this decade, will be about when it is time to start geo-engineering, and what techniques should be used, and who controls the process. They won’t agree on that either, so things will drag on further until some government, desperate to save its people from starvation, decides to do it alone, without global agreement. That could cause a major war, of course. So we had better hope that neutral observers like the fossil fuel industries are right in insisting that global warming is a fraud. Maybe all those scientists really are making it up just to get more money in research grants. That would be a happy ending, so fingers crossed. LETTER to the Editor In Cyprus ‘trial by ambush’ the order of the day With reference to your recent article that no more judges are needed, I agree but for different reasons. The civil procedure rules date from 1938 and there have been very few or minor changes. The trial in a civil action is a “trial by ambush” because due to the lack of satisfactory pre-trial discovery either of documents or the testimony of witnesses neither side knows what the other has until they meet at trial. Only those in possession of the adversary or through a cumbersome procedure, those in possession of a bank, are discoverable. Documents in possession of a witness or third party cannot be discovered before trial. This should be remedied
by amending the civil procedure rules. Testimony of witnesses: There is no way a litigant can obtain before trial by deposition the evidence of any party to the action or of any possible witness. You have to wait to hear it at trial. Thus neither party knows the strength of the case of the opponent and this does not encourage settlement. (In criminal cases the prosecution is obligated by law to disclose and give copies of the proposed evidence of prosecution witnesses). Civil procedure should be amended to enable the taking by deposition of the evidence of all parties and possible witnesses in the presence of counsel.
Pretrial Investigation: There are no trained private investigators authorised or enabled by law to interview and take statements from possible witnesses. A private investigators law should be enacted. Surely there are models elsewhere. Management of Case: We have excellent honest judges but they are not trained to manage a case before them. To manage means to control the progress of the case through the discovery stage to a settlement conference and trial. The Courts of Justice law should be amended to give power to judges to impose sanctions on parties and on lawyers themselves if the court’s directions are not followed. Settlement Conference:
There is no institutionalized settlement conference. At such a conference each side submits in writing a memorandum of its case and a settlement Judge explores the possibilities of settlement. This way, most cases are eliminated and only those with serious factual or legal disputes remain for trial. The civil procedure rules should be amended to provide for such a conference. The above involves a lot of things and entails an increase in the cost of trials but it is time that the system is modernised and emerges into the 21st century. Zero Dark Thirty and Silver Linings among AFI best films Key week in Hollywood’s busy awards season
By Eric Kelsey
By Piya Sinha-Roy OSAMA bin Laden thriller Zero Dark Thirty, Iran hostage drama Argo, indie comedy Silver Linings Playbook, and mythological indie film Beasts of the Southern Wild made the year’s top 10 films on Monday as picked by the American Film Institute (AFI). The AFI list, released at the start of a key week in Hollywood’s busy awards season, also honoured Ang Lee’s shipwreck story Life of Pi, Steven Spielberg’s presidential drama Lincoln, Wes Anderson’s quirky romance Moonrise Kingdom, musical Les Miserables, Batman blockbuster The Dark Knight Rises, and Quentin Tarantino’s slave revenge western Django Unchained. AFI’s top film picks, selected by critics, scholars, TV and film artists and AFI trustees, come ahead of the Screen Actors Guild and Golden Globe nominations on Wednesday and Thursday. All three sets of picks are likely to be leading indicators for the Oscars in February. Notable AFI absences included cult drama The Master and the upcoming The Hobbit. But the AFI, founded in 1967 to nurture the art of film, does not pick an overall winner. “AFI Awards celebrates

Tom Cruise defends role Kardashian waiting for divorce as Jack Reacher in film TOM Cruise has defended his role as Jack Reacher in the first of what could be a new action movie franchise, despite being much slimmer and shorter than the character created by author Lee Child in the original books. Cruise told Reuters Television at the world premiere in London on Monday night of Jack Reacher that he would not have taken the part if British thriller writer Child had been unhappy. Child’s version of Reacher - a military sniper - is 6 foot 5 inches tall and weighs 91 kilograms. Cruise, 50, is just 5 foot 7 inches tall according to the Internet Movie Database, and has a trim physique. “You know, Child created the character, I had my own opinion that I didn’t say to Lee and then he came back and pretty much reflected what I had felt about it. But had he said ‘look I’d rather not’, I would not have played the character,” Cruise said. Cruise described Reacher’s size as a “characteristic” rather than a “character.” Jack Reacher, to be released later this month, is based on One Shot - one of the series of best-selling novels by Child about the eponymous former soldier turned drifter who travels the United States dealing out his own brand of justice. British actress Rosamund Pike, who plays the female lead, said she hoped there will be many more Reacher movies. “We hope this is going to be a great big new franchise for Tom and for Paramount and so to be in the first one is always kind of cool ... It’s witty, it’s fast-moving, the plot is ... puzzling and incisive and quite dark in places. You know the humour and the violence in this film is pretty edgy and I like that about it,” Pike said.
Kim’s boyfriend Kanye West is ‘desperate to marry her’
KIM Kardashian will have to wait until February 2013 for her divorce. The Keeping Up With The Kardashians star’s wedding to Kris Humphries lasted just 72 days in 2011 but because the pair can’t agree on how to proceed, the case has been dragged out, with a court date finally set for February. A source told HollywoodLife. com: “Kim and Kris are both stubborn and they won’t end it because they both want to prove their point.” While Kim, 32, initially filed for divorce, 27-year-old Kris attempted to get an annulment on the basis of fraud. Meanwhile, Kim’s boyfriend Kanye West is said to be tired of the divorce drama as he is desperate to marry the star. A source said: “The only thing he wants to give Kim for Christmas he can’t ... he wants her to be free from this dude. It’s been going on way too long and he hates this. Really son, you don’t understand how much he despises him. He hates this dude with a passion.”
THE family of MexicanAmerican singer Jenni Rivera said on Monday night they are holding onto hope that she may still be alive, although U.S. officials said earlier that she died on Sunday in a plane crash in Mexico. “In our eyes, we still have faith that our sister will be OK,” Rivera’s brother Juan told reporters outside the family house near Long Beach, California. “We thank God for the life that he has given ... my sister,” said Juan Rivera, also a singer. “For all the triumphs and successes she has had, and we expect that there will be more in the future.” Rivera, 43, died after the small jet she was travelling in crashed in northern Mexico on Sunday, U.S. officials said. Rivera’s father, Pedro, told Telemundo television on Sunday that everyone on the plane had died. So far, authorities have not announced the recovery of any bodies. The U.S. National Transportation Safety Board said it was helping Mexican authorities with the investigation of the crash of the private Learjet LJ25. The plane crashed at about 3:30 a.m. local time (0930 GMT) in the municipality of Iturbide some 70 miles (112 km) south of Monterrey, from which the singer and six others were en route to Mexico City. Rivera was to perform in the city of Toluca, 40 miles (64 km) southwest of Mexico city, in central Mexico after a concert in Monterrey on Saturday night. It is not clear what caused the crash, and the Mexican transportation ministry said the wreckage was strewn so far about that it was difficult to recognise the crash site. Rivera was born in Long Beach to Mexican immigrants and lived in suburban Los Angeles. She was a giant figure in the Mexican folk nortena and banda genres. She had sold 15 million albums in her 17-year career and garnered a slew of Latin Grammy nominations. “The entire Universal Music Group family is deeply saddened by the sudden loss of our dear friend Jenni Rivera,” the singer’s record label said in a statement. “From her incredibly versatile talent to the way she embraced her fans around the world, Jenni was simply incomparable,” Universal added in the statement. “Her talent will be missed; but her gift of music will be with us always.” In recent years Rivera had branched out into television with a reality television show and as a judge on the Mexican version of the singing competition The Voice.

Warning over new qualifications Concerns grow that English Bac will squeeze out poorer children By Alison Kershaw THE BRITISH government’s new qualification for 16-year-olds could limit pupils’ choice and fuel inequalities in the education system, campaigners have warned. The National Children’s Bureau (NCB) has raised concerns that the English Baccalaureate Certificates (EBCs) will put many youngsters, including those who have special educational needs (SEN), or are from poorer families, at a disadvantage. Ministers announced plans for the new EBCs, which will replace GCSEs, earlier this year. Under the proposals the first EBCs, in English, maths and science, will be introduced in autumn 2015, with the first exams taken in 2017. EBCs in history, geography and languages will be introduced at a later date. GCSEs, or other qualifications, will remain for other subjects such as PE, drama and art. The British government has insisted that the exams system needs to be overhauled, with tougher new qualifications brought in to help
The government wants to introduce the new core subject courses in 2015 raise standards. But in their response to the government’s consultation on the proposals, the NCB, with the Council for Disabled Children, said they believe that the new qualifications need to be re-thought. Young people’s achievements “should be celebrated in the widest sense”, the charity said, with students encouraged to develop a love of learning. The NCB and CDC add that the proposals could narrow young people’s choices in edu-
cation and future career opportunities - especially for those who are vulnerable or have SEN. And it says: “Moreover, the restrictive nature of the curriculum, with the focus on six core academic subjects, could lead to a substantial widening of the attainment gap and increase inequality within the school system.” NCB chief executive Dr Hilary Emery said the government needed to seriously reflect upon the consequences of rushing to introduce harder examinations, designed to ensure
more students fail. “Secondary school should be about increasing the opportunities for all young people to have the very best learning experience, which will prepare them to lead fulfilling lives and nurture talent and aspirations,” she said. The NCB is the latest organisation to voice concerns about the EBC plans. Last week the Association of School and College Leaders (ASCL) warned that the qualification may not help schools to improve results for all students In its submission to the government’s consultation - which closed on Monday - ASCL said 96 per cent of its members who had attended recent regional conferences “do not believe that the proposals for EBCs will enable them to raise achievement for all the students in their schools”. England’s exams regulator, Ofqual, has raised its own concerns with Education Minister Micahel Gove about the reforms. In a letter to the education secretary, chief regulator Glenys Stacey said that the aims for the new qualification might not be “realistically achievable”. She suggested Gove’s new English Baccalaureate Certificates might not fulfil every role he hopes they will. There are “no precedents” to suggest that a single type of qualification can fulfil a number of purposes, she wrote. A Department for Education spokeswoman said: “The core academic subjects most valued by universities and employers are those that make up the EBacc. These will also be the subjects for the new EBC exams, which will set the benchmark for the whole system. “Other subjects are of course valuable and pupils will continue to study them.”

Fund-raising and sports keep Falcon pupils busy THE PRIMARY section of the Falcon School in Nicosia has had a packed few weeks what with hosting a successful inter school basketball tournament swiftly followed by an actionpacked Christmas Fun Day which raised an impressive €3000 for charity. On November 29, the Falcon hosted four other primary schools - the Junior School, Grammar School, American International School and American Academy, Nicosia -for an intense but friendly basketball competition. The matches were played on the indoor and outdoor courts, accompanied by some very enthusiastic cheering from each of
the participating schools. In the end, each of the five participating schools put in excellent performances from the boys’ and girls’ teams, and Falcon looks forward to being able to host similar events in the future. The Falcon Christmas Fun Day took place on Saturday December 1 and raised a wonderful €3000 for the Skapanea Foundation which helps people with special needs. The cheque will be presented to the foundation’s representatives at the Primary Christmas Play on December 14 at the School for the Blind in Nicosia. A RECENT talk by University of Cyprus professor, Dr Alexander Michaelides, on the world recession and Cyprus at the Senior School in Nicosia was the first in a series of lectures the school is hosting for the benefit of students, parents and the local community. The distinguished lecturer of finance gave a presentation on November 27 on a topic which is of great concern at the moment within our community and our country. Dr Michaelides summarised the main factors contributing to the current economic situation and then took questions from the audience specifically about Cyprus. The lecture, arranged by the Business Faculty of The Senior School, was of particular interest for students studying Economics, Business Studies, Travel & Tourism and Accounting. In his lecture, the professor clarified significant terms such as troika, and explained the severity of the situation in Cyprus. He discussed global imbalances and inflation volatility. In addition, he stated that after the Nasdaq bubble, monetary policy was adjusted so as to have low interest rates globally. As a result, house prices increased, as well as leverage. In his talk he explained how the global recession is neither easy to resolve or to predict. After all even the Queen of England wondered “Why did nobody notice that the credit crunch was on its way?” in a November 2008 speech at the London School of Economics.
‘European Union… from the heart’ by The Grammar School Nicosia er to organise the Fun Day, which was a resounding success. Visitors enjoyed an amazing variety of activities including pony rides along the tree-lined school driveway, WaterWalkerz in the swimming pool, karaoke competitions with the X(mas) Factor in the Primary ICT room, gymnastics and dance on the open-air courts. There were many
stalls with Christmas goods and the opportunity to have a photo taken with Father Christmas in his grotto. The Xmas Fun Day of 2012 will be remembered as yet another success in the Falcon’s long history of providing enriching activities for the community, and encouraging its students to make a significant contribution to caring about others.
THE Grammar School and the Grammar Junior School in cooperation with the Ioannis and Iro Gregoriou Foundation are presenting “European Union… from the heart”, a cultural event dedicated to the memory of the founders. The programme will be performed at the Strovolos Municipal Theatre, on December 12, 13 and 14, under the auspices of the Cyprus presidency of the Council of the European Union and with the support of the Minister of Education and Culture Dr George Demosthenous. The theme is the history of the heart down through the years as reflected in European culture. The performance involves around 300 students who will exhibit their talent in singing, dancing and acting. A limited number of seats is available. For further information call 22 695695.

Helen Clark: no specific proof that women are any less corrupt than men
I
T IS almost a cliche that getting more women into power is a good way to tackle corruption. Women, the argument goes, are less likely to take bribes or put personal gain before public good. But is it true? While many bristle at the suggestion that women are the “fairer sex,” considering it simplistic and even sexist, a growing body of research hints that the ascent of women might indeed help dent corruption. A deeper look shows the connection between gender and corruption is more complex than the cliche suggests. It is not that women are purer than men or immune to the pull of greed. Rather, the link appears to be that women are more likely to rise to positions of power in open and democratic political systems, and such societies are generally more intolerant of wrongdoing, including the abuse of power and siphoning off of public money. “It’s not about having more women in politics and saying, ‘Ah, that will change everything,’” said Melanne Verveer, US ambassador for

global women’s issues. “It’s about changing the gender imbalance and then we could do a better job of tackling our problems. From what we can glean, you can tell this would have a salutary effect.” So it might not be a direct cause, but anecdotal evidence would seem to support the view that with more women in public office the quality of government improves, and with that corruption falls. In Lima, Peru, for instance, a field study by Sabrina Karim found that public perceptions of whether bribery was a major problem among traffic police had plummeted in 2012 compared with 14 years earlier. The change came after recruiting 2,500 women to patrol the streets. A separate public opinion survey showed 86 per cent approval for the job done by female traffic officers. From the point of view of the female traffic police, Karim, now a doctoral candidate at Emory University, found that 95 per cent of those surveyed thought the presence of women on the force had reduced corruption and 67 per cent believed women were less corrupt.
Mexico has copied Lima and introduced women officers as a way to tackle corruption. India also has seen changes since a 1993 law reserved 30 per cent of seats on village councils for women. The World Bank’s annual World Development Report this year credited this change for increasing the provision of clean water, sanitation, schools and other public goods in the villages, and for lower levels of corruption. The World Bank report found that bribes paid in Indian villages headed by women were 2.7 to 3.2 percentage points lower than in those led by men. When men control all the levers of power, researchers say, money is more likely to be invested in big-ticket construction projects such as road building where corruption is rife, rather than in schools or clinics. Mahnaz Afkhami, who was minister of state for women’s affairs in Iran from 1975 to 1978, thinks raising women’s voices can have a significant impact on the quality of government. “There is a direct relationship between the level of democracy and the presentation of women in leadership
and the quality of governance,” said Afkhami. “They are not part of the old boy’s network and they are less willing to take for granted that this is the way things are done,” she said. Afkhami is now president of Women’s Learning Partner-
ship, a training and advocacy centre for women leaders based in Maryland. During her tenure in Iran, she oversaw women gaining equal rights to divorce, support for employment, maternity leave and childcare. In Nicaragua, a councilman
soliciting sex in return for metal roofing for her home prompted Aurora Arauz to run for a seat on the municipal council. Arauz was president of a women’s cooperative and trained in legal rights, so she filed a police complaint when

including naming Arauz as a women’s coordinator. All these examples reinforce an influential World Bank study in 1999, which found that for every standard deviation point increase in women in public office above 10.9 per cent, corruption declined
by 10 per cent. Sri Mulyani Indrawati, who as Indonesia’s first woman finance minister earned a reputation as a tough reformer, agrees that at the grassroots level, more women in government can have an important impact particularly on how resources are allocated. Women think of the welfare of children first and whether they have enough food to feed the family, whereas men can be less sensitive to public needs and serve their own interests, she said. “They are just being comfortable among themselves and are not having other views,” she said.
At the national level, however, Indrawati and other experts said the impact of more women in power was less clear and it is too simplistic to say women clean up government. Today, women hold a record 20.2 per cent of seats in national legislatures, more than double their number in 1987, according to the Inter-Parliamentary Union. Rwanda for example allots half its parliamentary seats to women. Despite these gains, corruption is scarcely in retreat. A Gallup poll of 140 countries released in May found that two-thirds of adults worldwide believed corruption was widespread in business and in their countries. Widely watched governance indicators from the World Bank likewise show that the number of countries that have improved their corruption scores is roughly similar to those that have deteriorated. Helen Clark, who served nine years as prime minister of New Zealand, said there is no specific proof that women are any less corrupt than men. Instead, integrity may be more a function of opportunity and the way society operates than of gender, she said. “There is a growing body of evidence that corruption operates in specific political and social networks to which women do not usually have access - particularly when women are new to positions of power,” said Clark, who is the first woman to head the UN Development Program. A new study titled Fairer Sex or Purity Myth? by researchers at Rice University and Emory University lends support to the idea that it is institutional structures that matter most, and that women’s political gains are a result. The report found that in autocratic regimes with strong male hierarchies, more women in power had little measurable impact on corruption, but that in more open, democratic political systems the change was noticeable. The researchers speculated that the difference may be partially because women are less apt to take risks. They cite two different behavioural studies from 2003 and 2008 that show women are just as ready as men to take bribes, but they are more cautious if
Tough reformer: Sri Mulyani Indrawati
there is a good chance they will be caught. In autocratic regimes, women are more likely to have gained power through male patronage, and if corruption is the norm within the male hierarchy, women are less likely to speak out for fear of losing their jobs, they said. The opposite happens in open and democratic governments. The risk of getting caught is higher where the legal system functions well, and where voters are more likely to punish corruption at the polls. Because they tend to be risk-averse, women are doubly cautious, they said. This could help explain why corruption in a patriarchal culture like India remains so pervasive despite women’s increased political participation, while in open and transparent Nordic countries it is low. Indeed, a new UN study ex-
amining 3,000 elected women and men in Indian villages noted that the social and cultural environment does play a powerful role. If women face low levels of literacy, poor training, a large housework burden, live in maledominated societies and are financially and socially dependent on fathers and husbands, public positions for women have less impact on corruption and governance. Lavina Banduah, executive director of the Sierra Leone branch of Transparency International, which watches out for graft worldwide, sees the problem daily in her country, which ranks high for corruption and low for accountability on governance indicators. “Women cheat other women,” Banduah said. “In the marketplace, it is women who are using the dubious means and weighting the scales.”

Two for the price of one: Di Meola & Rubalcaba GUITARIST Al Di Meola and pianist Gonzalo Rubalcaba, two undisputed heroes of jazz, join forces for an unforgettable experience next week at the Rialto Theatre. Saxophones, trumpets and drums: these are the traditional instruments you hear in every area of jazz, and most likely at every jazz festival. But along the way, the stringed instruments have also made their mark. A bona fide guitar hero, Di Meola is one of the most well-known exponents of his instrument. His highly celebrated career has spanned a wide range of emotions and he has crafted a signature guitar style that combines complex syncopated rhythms with the sophisticated harmony of jazz and classical music. The New Jersey-born guitarist first exploded onto the music scene in 1974 when Chick Corea recruited him for the pioneering jazz fusion band Return to Forever and he has been expanding the boundaries of the plectral horizon ever since. The guitarist has spent the last three decades of the past century recording one successful album after another and venturing into a great number of experiments. He has toyed with electronic music, recorded tango melodies and compositions of Latin America pulsating with fire. During his early career he established himself as a bandleader in his own right with a series of exhilarating albums and tours. His composing vision matured and blossomed through the 80s and 90s, in this time-period Di Meola racked up numerous accolades (including earning yearly top honours in Guitar Player Magazine polls), kept on issuing solo releases on a regular basis, and played with others, including releases by Paul Simon, Stanley Jordan and David Matthews. Lately he has spent much of his time exploring the music of the late Argentinean composer Astor Piazzolla, who was a mentor and friend to Di Meola. The other star of the show is conservatory-trained Rubalcaba, who has integrated European classical and jazz traditions while maintaining ties to the rhythmic currents of Cuba. Rubalcaba quickly gained fame on the American scene in the early 90s through the efforts of famed bassist Charlie Haden, who was blown away by the young talent. At first Rubalcaba distinguished himself with his bravura technique and hair-raising rhythmic prowess, however, in recent years, he has become increasingly introspective at the piano, particularly in solo work. For the most part, he has put aside his technical feats and explored, instead, the most intimate sounds and ultra-sophisticated harmonies he can draw from the instrument. Creatively, everything the pianist touches turns to gold. He’s earned 15 Grammy nominations and won two Grammy Awards for
Tonight Exhibition Is this the end? ACCORDING to the Mayans, December 12, 2012 will mark the end of a 5,126-year Mayan Calendar, and is a time of renewal, rebirth, renaissance and new beginnings. In honour of this historic moment in time, three artists - Savvas Koureas, Simoni Symeonidou and Petros Stavrou - have joined forces to present an exhibition of their most recent work. The Ancient Mayan calendar speaks of 12-12-2012 as the end of times as we know it, and the beginning of a new cycle of evolution for planet earth, humanity and the
cosmos. Mayan elders say that the Ancients were informing the modern world to be ready for a giant transformation for the human race. It’s not all doom and gloom however, remember that there have been many times throughout history when people thought the “end of the world” was nigh. Many myths about the end of the world precede the 2012. There was July 1999 In Quatrain X-72 of Nostradamus, January 1, 2000 (Y2K), June 6, 2006 (supposed 6,000 years AD, also 6/6/06, the devil’s birthday in some religions); religious radio personality Harold Camping predicted Judgment Day would be held on May 21, 2011. Interestingly, traditions across world knowledge predict a Golden Age in their calendars around the same period. December 12, 2012 is the last ‘triple date’ for 100 years. A date that is

his collaborations with Haden, ‘Nocturne’ and ‘Land of the Sun’, and two Latin Grammy Awards for Solo and Supernova. Solo piano can be an ideal setting for the maestro’s exquisite touch, and audiences will get chance to see Rubalcaba playing solo as well as alongside Di Meola on Monday at the Rialto. This is an extraordinary pairing of eclectic, visionary virtuosos who bring classical technique and Latin influences to jazz improvisation in a show that will quite easily be one of this year’s jazz highlights. Expect a revelatory evening of fresh musical frontiers. A duo of guitar and piano offers lots of energy as each instrument complements and interweaves with the other while flirting with the salon elegance of old Cuban music, Rubalcaba dashing off a frenetic improv passage while Di Meola lashes electric chords in all directions. Al Di Meola & Gonzalo Rubalcaba Two undisputed heroes of jazz unite in an unforgettable concert. December 17. Rialto Theatre, Limassol. 8.30pm. €25/20. Tel: 77-777745 By Ledha Socratous
Coming Up Other Events Silence is golden FOLLOWING the great success of the first Moving Silence event in Cyprus, held last December at the ARTos Foundation, the second Moving Silence event will take place this year within the framework of the Fourth X-Dream Festival. On Friday and Saturday, musicians from Germany, Japan, Greece and Cyprus will meet at the ARTos Foundation to perform live soundtracks for ‘silent’ video and film works by contemporary creators. On the second day of this special two-day event performances will take place with unique self-made instruments. The whole idea behind the event is to encourage collaboration and exchange between musicians, artists and cinematographers, the Moving Silence platform therefore invites local audiences to new audiovisual experiences expressed through live improvisations and interpretations, where experimental image and sound are expected to meet in unusual and unexpected ways. Moving Silence was originally founded in summer 2009 by musician Marco Brosolo, filmmaker Matthias Fritsch and producer Federico Bassetti with the aim to create events that connect the roots of cinematography with the present aesthetics of image, live music production and the potential of new technology. It constitutes a poetic, intercultural and collaborative attempt in times of information overload. It embraces experimentation and merging between contemporary forms of visual and sound inviting artists from different parts of the world to join in. Fritsch films and installations have been exhibited in many art institutions around the world including the Museum Ludwig in Cologne and the Shanghai Science and Technology Museum. Moving Silence Two-day event on contemporary silent moving image and experimental sound within the framework of the Fourth X-Dream Festival. December 14-15. Lower Learning (Novacinema1, 20.15) If you thought Bad Teacher was a bit inappropriate welcome to Lower Learning, where (among other things) an 8-year-old asks his deeply uninterested teacher “Are we going to learn anything today?” and gets the reply: “You know what, Frankie? Go f*** yourself.” Of course Bad Teacher also happened to be hilarious, whereas this - which mostly went straightto-DVD - is probably just crude and tasteless (I haven’t seen it). “Geraldine Ferraro Elementary is on the brink of collapse,” explains the synopsis: “The lowest test scores in the state, teachers who are either drunk or having sex on school grounds, and a principal who
extorts money from parents”. Rob Corddry, the bald aggressive comic who often plays the hero’s friend in Hollywood rom-coms, is the evil principal, Jason Biggs his doe-eyed deputy who’s trying to save the school from being shut down. “Don’t expect high brow humour and you will be pleased,” claims a fan at the Internet Movie Database. Made in 2008.
Serendipity (Novacinema2, 22.00) “That was an accident,” protests John Cusack when a gust of wind blows the piece of paper with Kate Beckinsale’s phone number out of his hands. “There are no accidents,” replies Kate, looking worried - and, even though she and John have just spent a magi-
cal night together and fallen in love at first sight, she nonetheless insists on parting so that Fate can reunite them. I’ll write my number on the inside cover of this book, she says, then sell it to a second-hand bookshop; if you find it, then our relationship is meant to be - if not, not. Seriously, Kate? Do the words ‘clinically insane’ ring a bell with you? Any resemblance to normal human behaviour is clearly coincidental - but the premise is romantic, and there’s also something fun in the whole comic spectacle of two people wandering round New York looking tormentedly for ‘signs’. A silly (but pleasant) film with glimpses of a smarter one, throwing around words like “quasi-Jungian” and quoting the philosopher Epictitus. Made in 2001.

ARIES March 21 - April 20
LEO July 23 - August 22
SAGITTARIUS November 23 - December 21
The Moon merges fleetingly with Mercury today - tomorrow it will be the Sun. All this can increase your zest for widening your horizons. So, if you have yet to decide on whether you will go away over the holidays, the next few days will be triggers for some firm action. Then again, other areas of your life may be ripe for a complete overhaul.
With so much going on, being spontaneous may not be easy, especially if you have other people to consider or factor in. However, the rest of this week is actually perfect for breaking out and doing something more daring and scintillating. You might even be in the mood to shake someone’s opinion, that person may even be you, but why not?
If you find yourself looking just a little longer at yourself in the mirror than usual, and then thinking “Wow, I really am gorgeous,” then good for you. This is a time to appreciate not only your loveliness but also your uniqueness. So, an excellent time to further polish your persona with a new look, haircut or clothes. Then go and dazzle all and sundry.
TAURUS April 21 - May 21
VIRGO August 23 - September 23
CAPRICORN December 22 - January 20
The Sun and Mars stay on excellent terms. This suggests you may find yourself being bolder in all sorts of ways. Certain elements of your life may even go through some kind of metamorphis. Yet there may be a sense of inevitability about some changes. With Saturn and Pluto supporting you, as can one wise person, this can seem all very natural.
You can find yourself thinking a lot about your emotional roots. Perhaps it’s the thought of spending time with your folks or extended family over the holiday. If you are fortunate enough to have very close relationships and kinship, the thought of seeing people can start to excite you. Unfortunately, the converse can be true, if things are not so blissful.
Getting Christmas cards is a traditional part of this time of year, but getting updates from old faces and places can now hold particular resonance. You can find yourself being nostalgic, and may even pick up the phone and catch up on all the news. Equally, if you are apart from anyone you love, or have endured a separation, things can be more piquant.
GEMINI May 22 - June 21
LIBRA September 24 - October 23
AQUARIUS January 21 - February 19
This is a very important few days for relationships, or perhaps I should rephrase this - this can be a very important month for relationships. But it’s not just the messages and responses you are receiving that counts, it’s what you are sending out that is also important. And you can just seem to create a really great vibe which someone will want to follow.
Whatever you say today, and even if you sugar-coat it with your usual diplomacy, you can express yourself with real conviction. In fact, your words, thoughts and personality will come into their own in the most wonderful of ways in the next few weeks. Of course, this is perfect for such a lively and sociable part of the year, but discussions can have more serious benefits too.
Your mood can be elevated, as you appreciate the specialness of the people in your circle, especially more established players. But this can also be a time when you make new friends and acquaintances, and how so. You are certainly the “must have” name on every party guest list. If this is not immediately obvious, be assured it soon will be.
CANCER June 22 - July 22
SCORPIO October 24 - November 22
PISCES February 20 - March 20
This may not be the time of year when people are as focused on their overall role in life or work, but there is time before the year ends to make some big breakthroughs or changes. Some alterations may have seemed to have been thrust upon you in recent times, but now it can be you who takes the initiative. This can feel good and progressive.
People can give you powerful feedback. We all need our friends and family to encourage us, but of course it doesn’t always happen. But the next week can see you receive a Christmas card, present, text or email which helps to reinforce your self-belief and confidence. Whatever you do, try to see your proverbial glass as half full, not half empty.
If you find yourself dealing more with people from a different age group or background to you, it wouldn’t be a surprise. Some of this could be rewarding, some more difficult. Yet one of your great strengths is your ability to adapt to the surroundings and circumstances that you find yourself in. Some may say you are a chameleon, but it can be an asset.

Sport LeBron, Wade help Heat stay above Hawks By Jahmal Corner
Reigning league MVP LeBron James top-scored with 27
MIAMI’S LeBron James and Dwyane Wade went on a scoring spree to lift the Heat to a 101-92 victory over Southeast rivals Atlanta on Monday night, opening up a 1.5 game gap over the Hawks. James tallied 27 points, seven rebounds and six assists, while Wade scored 26 points to snap Atlanta’s three-game win streak and keep the Heat (14-5) ahead of the Hawks (12-6). Reigning league MVP James punctuated the win with a thunderous dunk in the fourth quarter where he took an alley-oop from Norris Cole and soared high above the rim. “Cole made me go get it, for sure,”
James told reporters. “He actually took that literally when I told him, ‘Just throw it anywhere.” After a close first half, Miami trailed 65-63 in the third quarter before seizing the momentum with a run of nine straight points. The Heat finished the stretch with a 14-2 advantage to open up a 10-point lead. Wade came to life during the run with eight points, and was red-hot for the game, making 11 of his 13 shots. Wade, a former NBA Finals MVP, has had a few tough shooting performances this season leading some to worry about his decline but he was at his best against Atlanta. “I really didn’t listen to the noise. I didn’t pay attention,” Wade said. “I never really concerned myself with the noise outside.”
After two disappointing losses last week, the defending NBA champions have now won two straight. Josh Smith scored 22 points for the Hawks, and Al Horford finished with 20 and 11 rebounds. Atlanta employed three guards in their starting lineup, with DeShawn Stevenson, Devin Harris and Jeff Teague, but it did little to jolt their offense. The visitors shot just 42 percent from the field and could find no way to stop the Heat. “We had a lot of mistakes defensively,” said Atlanta coach Larry Drew. “They did shoot the ball well and we had defensive breakdowns. And the combination of both was the reason the Miami Heat had such a good shooting percentage.”
Defeated Pacquiao says he’s ‘fine’, has no plans to retire Filipino southpaw vows to return after a break
TOM Watson is hoping to get the call to return as captain of the United States team for the 2014 Ryder Cup at Gleneagles in Scotland, the eighttime major champion said. Watson, who won four of his five British Open titles in Scotland, played four times in the biennial team tournament and captained the 1993 U.S. team to victory at the Belfry - the last time the Americans won in Europe. “It would be cool to be Ryder Cup captain again,” the 63-year-old told reporters. “I hope so, I hope so. It would be a great honour if I got tapped on the shoulder. I know that ‘93 was the last time I’ve been to a Ryder Cup. I’d like to go back as captain. That would be cool.” The United States has not had a repeat captain since Jack Nicklaus got the nod for a second time in 1987.
By Mark Lamport-Stokes THOUGH bruised and battered, Manny Pacquiao said he felt “fine” after his sensational sixth-round knockout by Mexican Juan Manuel Marquez in the early hours of Sunday morning and promised his fans he would return to the ring. There had been speculation the 33-year-old Pacquiao might consider retirement after losing for a second time in his last three bouts but the Filipino southpaw made it clear he would be back to compete after taking a well-earned break. “To all my fans, I would like to thank you for your prayers and assure you that I am fine,” Pacquiao said in a statement just hours after his stunning defeat in a non-title welterweight bout in front of a sellout crowd at the MGM Grand Garden Arena. “I am looking forward to a nice rest and then I will be back to fight. On behalf of (his wife) Jinkee and our family we would like to wish everyone a joyous Christmas and a happy and healthy new year.” Pacquiao, who had won twice and drawn once in his three previous meetings with Marquez, was floored
IN BRIEF Watson eyes Ryder Cup captaincy
There had been speculation the 33-year-old Manny Pacquiao might consider retirement after his stunning sixth round knockout to Juan Manuel Marquez - his second straight defeat by a thunderous right by the counter-punching Mexican with just one second left in the sixth round of a high-energy bout. The Filipino was also knocked down in the third round but fears of a possible concussion were put to rest after a precautionary CT (computed tomography) scan at nearby University Medical Center hospital after the fight ended. “The results were negative,” said Michael Koncz, Pacquiao’s advisor. “We were in and out in just over an hour and Manny was in excellent spirits.” Both fighters had much to prove in their heavily anticipated fourth showdown.
Marquez was determined to set the record straight after firmly believing he had been “robbed” by judges’ verdicts in their three previous fights while Pacquiao was eager to prove his powers had not diminished with age. The Filipino had delivered a below-par performance against Marquez 13 months ago when he narrowly retained his WBO welterweight title with a controversial majority decision that was greeted by loud booing from disgruntled Marquez fans. Pacquiao’s preparations for that fight were hampered by various distractions, including marital dif-
ficulties, but he has since patched up his relationship with his wife and become a much more disciplined boxer after giving up his former pastimes of cockfighting, gambling and nightclubbing. In June, however, Pacquiao lost on a hotly disputed split decision to American Timothy Bradley, his first defeat since he was beaten by Erik Morales in Las Vegas in March 2005. With his ego bruised and his stature diminished, the Filipino set his sights on bold vindication against Marquez, but once again he fell short in his bid. “I want to congratulate Juan Manuel,” said Pac-
quiao, who slipped to 54-5-2 with 38 knockouts. “I have no excuses. It was a good fight and he deserved the victory. I think boxing fans who watched us were winners too.” Pacquiao’s stunning loss has almost certainly written off any chance of a long awaited mega-fight between the Filipino and American Floyd Mayweather Jr., and he is now much more likely to take on Marquez for a fifth time. “Yes, why not? It’s a good fight,” said the Filipino, who has won world titles in an unprecedented eight weight divisions. “If you give us a chance, we’ll fight again.”
Putin watches Olympic test RUSSIAN President Vladimir Putin attended this weekend’s figure skating Grand Prix Final, held in the Black Sea resort of Socchi which will host the 2014 Winter Olympics. Putin was watching from the VIP box at the new 12,000-seat Iceberg Skating Palace, which will stage the figure skating and short track events in February 2014. It was the first international test event held in the city’s Olympic Park. The Sochi Olympics are a prestige project for Putin that will allow him to showcase Russia’s ability to organise major events.

Sport Gooch enjoying English ascendancy
Ponting absence keenly felt, says opener Cowan
By David Clough
‘The greatest modern Aussie batsman’ By Ian Ransom RICKY Ponting’s retirement has left a big leadership void in Australia’s Test side and other players will have to step up and lead by example in the upcoming series against Sri Lanka, according to opening batsman Ed Cowan. “He’s the greatest Australian batsman in the modern era. Of course we’ll miss him,” Cowan told reporters in Hobart, where Australia will host the first of a threeTest series against Sri Lanka starting on Friday. “It’s not just what he does on the field ... it’s what he gives the group off the field. But that’s now in the past. “It’s up to us, as the other guys in the group, to step up. And there’s a big void to fill in terms of leadership. “And I’m not talking about the captaincy. Good teams don’t have one leader, they have five or six guys who take that role on -- not tactically, but leading the group at training which Ricky did, and around the change-rooms, so it’s a great challenge for other guys to step up. “That’s the other side of the coin.” Following three consecutive failures with the bat, Ponting scored eight in his
final innings as South Africa ruined his Perth farewell with a 309-run rout to win the series 1-0. The sudden departure of the 37-year-old Tasmanian, who batted at number four in recent years, has left Australia scrambling to work out a succession plan for its batting order. Despite the brilliance of Michael Clarke and fellow middle order batsman Mike Hussey, Australia’s top order has proven vulnerable under pressure, and their dramatic second innings collapse led to South Africa’s win in Perth. In replacing Ponting, Australia has thrown another lifeline to Phillip Hughes, who has already been dropped twice in his fouryear test career for proving consistently susceptible to short-pitched bowling. The addition of another specialist opener in Hughes, however, along with current openers Cowan and David Warner and allrounder Shane Watson, who has enjoyed his best batting at one or two, has stoked further debate in Australia about the right combination ahead of back-to-back Ashes series in 2013. Cowan said Hughes was a much-improved player, having worked on his technique for a year after be-
ing dropped in the wake of Australia’s drawn Test series with New Zealand. “My only concerns is every time he gets out someone will want to mention it,” he said. “That’s just what people have to deal with.” Hughes’ batting mentor Neil D’Costa, who helped Australia captain Clarke work through a slump in form in the wake of Australia’s home Ashes loss in 2010/11, also backed the 24-year-old to cement his place in the side. “Based on 10 to 15 Tests a year, I don’t see any reason why Phil Hughes won’t be a 10,000-run player for Australia,” D’Costa told News Ltd. “To me, the painting is not finished. Phil is not even close to being at the top of his game yet. “The guy has just turned 24 and has 20 first-class centuries. How many other blokes his age in the game today can match that? “I think of where he will be when he is 26 to 30 and the cricket world should be scared, because when Phil builds a complete game, there will be no stopping him.” Following the Hobart Test, the series moves to Melbourne on December 26 with the third and final Test in Sydney starting on January 3.

Disgraced Armstrong has three weeks to appeal UCI sanctions By Julien Pretot
The American has been stripped of his seven Le Tour titles
LANCE Armstrong has been notified by the UCI that he has been stripped of all the titles he won after July 1998 and the American has three weeks to appeal, a spokesman for cycling’s world governing body said on Monday night. “Lance Armstrong’s lawyer was notified on 6th December that all his results since 1st August 1998 were nullified. He has 21 days to appeal (from that date),” the International Cycling Union’s Enrico Carpani told Reuters. The 41-year-old Armstrong had his seven Tour de France victories scratched from the records and was banned from cycling for life in October after the UCI ratified the United States AntiDoping Agency’s (USADA)
sanctions against him. USADA published a report that said the now-retired rider had been involved in the “most sophisticated, professionalised and successful doping program that sport has ever seen.” The International Olympic Committee (IOC) said this month it would wait for the UCI to notify Armstrong that his titles were being taken away and give him the right to appeal before stripping him of his 2000 Sydney Olympics bronze medal. “The IOC today will not move because we need to have the situation whereby the UCI notifies officially Mr Armstrong of the fact that he will be disqualified and declared ineligible and that he should hand over his medal,” IOC President Jacques Rogge told reporters on December 5. “When he will be notified
Mr Armstrong will have 21 days to launch an appeal. It is only after that period that the IOC can legally take action.” Armstrong, who won the medal in the individual time trial, has repeatedly denied doping and never tested positive for drugs. His accusers, however, said Armstrong - one of the world’s most famous athletes who is also well known for his cancer-fighting charity work - was not only a willing participant, but the ringleader, ordering team mates to cheat. In addition to financial payments, emails and laboratory test results that the agency said proved the use of performance- enhancing drugs by Armstrong and the U.S. Postal Service team, 26 people gave sworn testimony, including 11 former team mates.
ENGLAND have already pulled off a “monumental” achievement to lead their Test series in India 2-1 and in captain Alastair Cook have the right man to ensure they finish the job in Nagpur. Cook has led from the front spectacularly already, with three hundreds in successive Tests culminating in his English record-breaking 23rd in the seven-wicket victory at Eden Gardens. Graham Gooch, batting coach and mentor to his one-time Essex protege, knows from his own experience as a Test opener it is folly simply to predict more of the same. All runs in international cricket are hard-earned, a fact personified in Cook’s renowned diligence and determination every time he goes out to bat. If anyone, however, can simply keep churning out the runs - as he so famously did in England’s historic Ashes victory in Australia two winters ago - it is the new England captain. So far, Cook has batted for more than 26 hours in this series and racked up almost 550 runs. It speaks volumes too for an iron will to carry on interminably that he was so dismayed after his bizarre run-out in Kolkata - even though he had a man-ofthe-match 190 under his belt at the time. Others, of course, have played significant parts in England’s fightback after losing the first Test by 10 wickets. Kevin Pietersen’s unique abilities helped to put England out of sight in Mumbai, where spinners Monty Panesar and Graeme Swann shared 19 of the 20 Indian wickets, and James Anderson and Steven Finn’s expert use of reverse-swing was telling in the latest victory. “It was a monumental achievement,” said Gooch, himself a veteran of three Test tours in India but on the winning side in only one match. Cook’s team are already very different, and have the chance to become the first from England since 1984-85 to win a series in India. “We have come over and we know these conditions are sometimes alien to English players,” added Gooch. “We lost the first Test - we took a bit of a beating there - and India have set up the conditions in Mumbai and Kolkata, but our guys have responded magnificently and handled those conditions. “Let’s be fair; we’ve outplayed India in both the last two Tests. “We’re in the ascendancy.”

Fatherhood hasn’t slowed down record-breaking Messi
Boca Juniors part company with coach
Debate over greatest of all time goes on
By Luis Ampuero
By Iain Rogers BARCELONA forward Lionel Messi became a father for the first time last month at the age of 25 but parenthood doesn’t appear to have slowed the Argentine down and if anything has sharpened his appetite for goals. The World Player of the Year surpassed two long-standing records with a La Liga double at Real Betis on Sunday, beating Gerd Mueller’s 40year-old mark of 85 for a calendar year and overtaking Cesar Rodriguez, who played in the 1940s and 50s, as Barca’s top scorer in the league on 192. Messi needed 66 games to reach 86 and overhaul Mueller, who scored his goals in 60 matches for Bayern Munich and Germany in 1972, while he has amassed his league tally for Barca in 229 outings since his debut in 2004, compared with 190 goals in 287 matches for Cesar. He still has two La Liga games and a King’s Cup match to extend his 2012 total and if he keeps going at anything like his current rate his career scoring records are unlikely to be challenged for many, many years. “I am going to try to score one or two more (before the end of the year) to make it more difficult for anyone who comes after me,” a typically modest Messi joked with reporters after the Betis game. Nicknamed ‘The Flea’, Messi’s exploits have put those of Real Madrid forward Cristiano Ronaldo firmly in the shade and he is the overwhelming favourite to secure a fourth consecutive World Player award - another record - when the winner is announced next month. The debate over whether
he is the best player of all time will rage on and perhaps will only be settled if Messi achieves what greats Pele and Diego Maradona managed with Brazil and Argentina respectively - winning the World Cup. The question is often posed as to whether Messi would be so prolific if he didn’t play alongside Barca team mates like Xavi, Andres Iniesta and Cesc Fabregas and there is certainly nobody of that calibre in the current Argentina team. However, his 12 goals for his country in nine appearances in 2012 equalled the national record held by Gabriel Batistuta and he has the ideal stage to cement his status as the game’s greatest when Brazil host the World Cup in 2014. Messi’s importance to Barca’s chances of more silverware this season is beyond doubt. Sunday’s double took his tally to 23 goals in 15 La Liga matches this season, almost half the club’s total of 50, and has helped them win all but one of their matches and put them six clear of Atletico Madrid on 43 points at the top of the table. He netted 50 of Barca’s 114 La Liga goals last term - a Spanish record - and 31 of 95 during the 2010-11 campaign and has been top scorer in the Champions League the past four seasons, when Barca twice won the title. “Ultimately, we will evaluate Leo’s records with the passing of time,” the club’s sporting director Andoni Zubizarreta, who is probably thankful Messi wasn’t around when he was keeping goal for Barca and Spain, said in a TV interview. “He will always say that the goals are the result of the
work of everyone, that it’s a team effort, but the scoring talent is his alone,” he added. “For anyone who likes football watching Leo is a piece of great good fortune.” The year 1972 has been in the headlines for Barca but it holds a different significance for tonight’s King’s Cup opponents Cordoba, as it has been 40 years since the Catalans last visited Cordoba. “In sport anything is possible,” said Carlos Gonzalez, president of second tier Cordoba. “But it will be very tough. The Andalusian club, who host the last-16 first leg tie, played their penultimate topflight match against titlechasing Barca before being relegated at the end of the 1971-72 season. The game at the Arcangel stadium was a pivotal moment in the championship race that year. Barca headed south, two points behind leaders Real Madrid who had a city derby at Atletico Madrid to contend with. Atletico trounced Real 4-1 but an already-relegated Cordoba side that included current Spain coach Vicente del Bosque in their ranks, on loan from Real, stunned Barca 1-0. The winning goal was a disputed 54th-minute penalty struck by another Real loan player Fermin who beat Barca’s Miguel Reina, a Cordoba local and father of current Liverpool goalkeeper Pepe. Real Madrid went on to win their final game against Sevilla to secure the championship while Barca slumped to a home defeat by Malaga. Cordoba have not returned to the top flight since although they made the playoffs last season and are now mid-table in the second tier.

FOURTH-PLACED Lazio missed the chance to keep pace with leaders Juventus when they were held to a 0-0 draw at struggling Bologna in Serie A on Monday night and are now eight points off top spot. Bologna were not pretty but they were certainly effective, stifling a Lazio side who looked to create chances throughout the first half as they sought to leave with a victory. The home side, by shutting down Brazilian playmaker Hernanes and midfielder Antonio Candreva, cut off Lazio’s supply lines, leaving Libor Kozak increasingly frustrated up front. The Rome club started with talismanic striker Miroslav Klose on the bench, with the Germany international still working his way back to match fitness after a recent ankle injury. The visitors had their chances, with Candreva testing goalkeeper Federico Agliardi in the 13th minute and Giuseppe Biava misdirecting a Michael Ciani cross just before the break.
But Lazio struggled in the early stages of the second half, allowing the hosts to create a series of chances with Tiberio Guarente sending Alberto Gilardino’s pass wide and Gilardino failing to reach Saphir Taider’s cross from close range. When Kozak was sent off for a second booking four minutes from time Lazio’s hopes of breaking the deadlock were all but over despite the introduction of Klose late in the game. The draw leaves Lazio on 30 points from 16 games, three behind third-placed Napoli and a point above city rivals AS Roma, and they next face a confident Inter Milan side who have moved up to second place after beating Napoli on Sunday. “It was the right result, no side really deserved to lose,” said frustrated Lazio coach Vladimir Petkovic. “However, we certainly should have done more to win. “We seemed to lose a bit of courage after the break, we weren’t able to support our striker in the right way and I didn’t like that. “We should have created more pressure, to press Bologna more. That way we would have got a better result.”
BOCA Juniors coach Julio Cesar Falcioni has left his post by mutual consent after Boca fans voiced their opposition to his continuing in the job, the club’s president said yesterday. At the end of Saturday’s 2-1 home win over Godoy Cruz in their last match of the 2012/13 Apertura championship, Falcioni left the field to a cacophony of whistles at a packed Bombonera. “I want to tell Boca members and fans that, after a talk I had with Julio Cesar Falcioni, we have decided not to renew his contract, understanding that what happened on Saturday has made both of us reflect it would be very difficult to work under so much pressure,” club president Daniel Angelici told a news conference. “La Bombonera has spoken and we can’t be arrogant,” Angelici added of himself and the club’s board. “We, who do not believe we own the truth or the club, know when to listen to the club’s real owners, who are its members.” Despite a successful two years in charge, during which Boca won a league title and the Copa Argentina knockout competition and reached this year’s Libertadores Cup final, Falcioni was disliked and effectively forced out by a majority of Boca fans. Angelici, who had always expressed his support for Falcioni, met with the 56year-old former goalkeeper only last week to discuss renewing his contract. A key factor in the fans turning against Falcioni after Boca won last season’s Apertura was his footballing differences with gifted former Argentina playmaker Juan Roman Riquelme, one the club’s biggest idols. Since Boca lost to Brazil’s Corinthians in the team’s record 10th Libertadores Cup final in July, Falcioni’s popularity with the fans plummetted as Riquelme walked out on the team and has not played since. Former Barcelona and Villarreal midfielder Riquelme, who has not officially retired and is regularly linked with a move abroad, said at the time he felt empty and has often criticised Falcioni’s cautious tactics. Boca lost the Argentine Supercup to Clausura champions Arsenal on penalties in August and have just finished fifth equal eight points behind winners Velez Sarsfield in this season’s Apertura. Falcioni, who played in goal for Velez and Colombian clubs America de Cali and Once Caldas, was signed by Boca after steering modest Banfield to their first league title in 2009.

Outstanding: Dimitar Berbatov’s (top left) class was recognised by both managers after Fulham’s 2-1 win, with Newcastle boss Alan Pardew (right) now without a league win away from home since May 2
Jol heaps praise on Berbatov By Mark Bryans FULHAM manager Martin Jol praised the all-round influence of star striker Dimitar Berbatov following the Whites’ 2-1 victory over Newcastle at Craven Cottage on Monday night. Jol’s side had not won in seven games but took the lead through a deflected Steve Sidwell effort and secured a much-needed three points when Hugo Rodallega headed home just nine minutes after Hatem Ben Arfa had levelled for the visitors. Berbatov should have scored at least once on the night but his close control and first touch drew constant applause from the majority of the fans inside Craven Cottage. Jol, too, was impressed with the performance from the man he signed from Manchester United in August.
Brilliant Bulgarian terrorises visiting Magpies “We had that spell (of poor results) that started against Sunderland with the red card and two big injuries for us,” he said. “That was very disappointing for us and then after that we couldn’t play Bryan Ruiz - he was out for four weeks for us. “I was happy that Berbatov, after talking to him, could fill in that role behind the striker. It was vital, he didn’t score so that was disappointing, but on the other hand he linked us up and kept the team together - I was very happy with him.” Berbatov’s arrival was hailed as something of a coup for Jol and according to the Dutchman, both he and his squad are aware of how important the former Spurs striker is to Fulham. “The good thing about my
squad is that they realise Berbatov is an outstanding player,” he said. “For me the most important thing is that after losing (Clint) Dempsey - who is making the difference for Spurs now, as well as (Mousa) Dembele plus Danny Murphy and Bryan Ruiz (through injury) I’m very happy that he came to this club because otherwise maybe we could have ended up with a little problem.” And Jol reckons his side were worthy of the win. “We couldn’t finish them off and then they scored that goal with Ben Arfa - he is a quality player and he scored,” he said. “But to be fair we have got three or four opportunities and, Berbatov had maybe three of them, to score the
2-1 before that. “You could say we didn’t score at the right moment but if you see the first goal and the second goal, in hindsight it was just enough because we deserved it.” Newcastle boss Alan Pardew, who has not seen his side win away from St James’ Park since May 2, was also full of praise for Berbatov’s performance. “He was special tonight,” he said. “Everything he seemed to pluck out of the sky, everything seemed to die on his toe - he was a real problem. “I thought we did much better in the second half with him but he is a class act when he is in the mood and when the TV cameras are here and he is a real problem.” The visitors came into the
game in the closing stages of the first half and Pardew felt his side were on top after Ben Arfa drew Newcastle level. But the Magpies’ manager was not impressed by his team’s defending of a Fulham free-kick that allowed Rodallega to score a simple header, a goal which earned Fulham the win. “Second half we had the game by the scruff of the neck really, the goal was a soft goal,” he said. “We gave away a cheap free-kick and then we didn’t defend that situation well at all and have come away losing a game we should’ve got something out of. “We just didn’t defend it well if I’m honest, we are going to have to be better - we can’t concede soft goals at this level. To win that game we needed to score three at Fulham and it is really difficult to do that.
Evra: sorry is not the hardest word for van Persie By Simon Stone
The £24 million Dutchman is a class act, according to Manchester United captain Patrice Evra
PATRICE Evra knew from the moment Robin van Persie said sorry at Southampton that Manchester United had signed a class act. Van Persie’s injury-time free-kick at Manchester City on Sunday repaid another chunk of the £24 million Sir Alex Ferguson invested in the striker in the summer. With 14 goals to his name already, Ferguson’s judgement has already been proved sound, but it was at St Mary’s in August, in the aftermath of a 3-2 win in which van Persie had scored a hat-trick, that Evra discovered the forward’s stamp of class. “Robin is perfect for Manchester United,” Evra told TalkSPORT. “When he scored the hat-trick at Southampton he also missed a penalty.
“The first thing he said when he came back to the dressing room was that he was really sorry for missing the penalty. That shows the hunger, humility and personality he has to win trophies. “He is not just scoring for himself. He really wants the team to win something.” While Ferguson has been effusive about van Persie’s impact, he has tended to keep plaudits for Wayne Rooney to a minimum. Rooney was alone among the starting line-up at Reading that was required to start the midweek Champions League defeat to Cluj, with Ferguson claiming the 27year-old needed more games to get his full fitness back after a very brief period on the sidelines with tonsillitis. If there has been an element of cajoling about Ferguson’s man management, it seems to have worked given Rooney has now scored four
times in a week to take his seasonal tally to seven. “A lot of people criticised Wayne at the beginning of the season, asking why he didn’t score so many goals,” Evra said. “Last week he scored two goals. Sunday he got two again. He is a really important player for us.” Rooney has now also followed Alan Shearer, Andy Cole, Robbie Fowler, Thierry Henry and Frank Lampard in becoming the sixth player to score 150 Premier League goals. In addition, he leapfrogged Sir Bobby Charlton in becoming United’s most prolific scorer in Manchester derbies, moving alongside City’s Francis Lee and Joe Hayes on the overall record of 10. “I didn’t know I was the top United derby scorer but I am proud of that,” Rooney said. “It is a great feeling to score against City.”
RAFAEL Benitez has revealed scoring goals has put the smile back on Fernando Torres’ face ahead of Chelsea’s Club World Cup campaign. Torres finally emerged from his latest wretched run of form last week when he netted four times in Benitez’s first two wins in charge of the Blues against Nordsjaelland and Sunderland. The £50 million man is hitting his stride at just the right time for Chelsea’s bid to make amends for their failed defence of the Champions League by being crowned champions of the world. “I have to speak to him in Spanish so he can tell me any jokes he has,” interim manager Benitez said. “When a striker is scoring, he is happy, happy. “I’ve noticed the difference in him too. “To be fair, the team is doing really well. I’m not surprised because they are all training very well. You don’t have anyone who is lazy. Everyone is trying to do the right things.” Aside from a fluke goal against Shakhtar Donetsk, Torres went two months without finding the net before last week. Benitez added: “Everybody has been talking for months about, ‘Fernando has to score more goals’ so to score four in a week, he must be pleased. That’s everyone, but especially the striker.” Torres and his team-mates are still adjusting physically and mentally to the ninehour time difference following their arrival in Japan on Sunday, with the Club World Cup well under way. Chelsea were last month snubbed in their bid to postpone Saturday’s Barclays Premier League match at Sunderland, something that would have allowed them to set up base in Yokohama before the weekend. The decision infuriated then manager Roberto Di Matteo, who accused the Premier League of hurting their chances of Club World Cup glory and putting his players’ health at risk. Benitez this week agreed with his predecessor that more should be done to give English clubs the best possible chance of success. “When you have massive competitions, you have to give teams an advantage,” Benitez said, pointing out other leagues did just that. However, Manchester United did win the Club World Cup four years ago as well as going on to reach the Champions League final - with a similar schedule to that faced by Chelsea. Benitez, whose side’s Club World Cup semi-final is against Monterrey tomorrow, said: “We didn’t sleep too much but we are focused, we are ready and, hopefully, we will have two or three days to adapt.”

Sport Nadal aiming high after announcing Abu Dhabi return RAFAEL Nadal has set his sights on victory when he makes his return from longterm injury at the Mubadala Tennis Championship in Abu Dhabi at the end of the month. The Spaniard has not played competitively since his shock second-round loss to Lukas Rosol at Wimbledon in June due to a partial tear of the patellar tendon in his left knee, but has recently returned to the practice court. Speaking last week, the world number four claimed that he was keeping his expectations in check ahead of his return, insisting that he expects to find his best form and fitness by April. But writing on his Facebook page yesterday, Nadal appeared to revise those expectations by claiming that he is dreaming of landing the Abu Dhabi crown for a third time. “Can’t wait to get back on court in Abu Dhabi at the end of the month,” Nadal said. “I won the Mubadala World Tennis Championship in 2010 and 2011 - would love to get my hands on the trophy again this year!” Nadal’s latest comments contrast with an interview he gave last week, when he struck a far more cautious tone. “I will only come back when I am fit. I won’t come back worrying about my knee,” he told Spanish radio station Onda Cero. “The results will not worry me in the first tournaments back. “We are in the last stage of the recovery and I want to recover as soon as possible but I will not rush back and then have to stop again in six months or a year’s time.” Speaking on Monday, American legend Pete Sampras said he believes that Nadal will pass his total of 14 Grand Slam singles titles. Sampras retired with 14
slam titles while Nadal currently has 11. Speaking to the Tennis Channel, ‘Pistol Pete’ said: “It is going to be a tough process for Rafa. He is someone that needs to practice a lot and needs to play a lot, not only for the sake of his game but mentally as well. It will take some time, not only tenniswise, but having the confidence in his legs again. “It will take him time to get back into the groove. But I believe he will be right there. He will do all of the things he needs to do to get back to where he needs to be. “I see him coming back strong. At 26 with 11 majors, if he stays healthy and plays for another four or five years, I think he is very well going to pass my total of 14 majors.” In other news, Serbia’s Novak Djokovic has beaten Andy Murray to the International Tennis Federation’s (ITF) annual men’s World Champion award with American Serena Williams taking the women’s prize for a third time. Djokovic, who ended a second successive year on top of the ATP rankings, successfully defended his Australian Open title, reached the final at the French Open and U.S. Open and claimed five other titles including the season-ending Tour Finals. Britain’s Murray was a strong contender for the honour after beating Djokovic at the U.S. Open to win his first major title after four losses in finals and claiming Olympic gold at Wimbledon, just weeks after reaching the grand slam final there in which he lost to an inspired Roger Federer. The 31-year-old Williams was unstoppable in the second half of 2012, winning Wimbledon, singles and doubles gold at the Olympics and the U.S. Open.

UEFA PRESIDENT SAYS MONEY BETTER SPENT DEVELOPING THE GAME
FIFA have finally answered calls to join the 21st century after a series of high-profile blunders, including Ukraine’s goal that wasn’t given against England at Euro 2012 (left). Michel Platini is not convinced and remains opposed to technology
Platini sticks to his guns on technology By Patrick Johnston
U
EFA President Michel Platini remains ardently opposed to the use of goal-line technology, which is being employed by FIFA for the first time at the Club World Cup, and said yesterday the money would be better spent developing the game. The technology was employed in Thursday’s Club World Cup curtain raiser between Sanfrecce Hiroshima and Auckland City in Yokohama as football’s governing body FIFA finally answered calls for it to join the 21st century. While once-sceptical FIFA President Sepp Blatter changed his mind after a series of controversial decisions in high-profile matches, Platini is not for turning. The Frenchman, in Kuala Lumpur to sign a Memorandum of Understanding with the Asian Football Confederation on cooperation, delivered a blunt “No” when asked by reporters if he would follow Blatter’s lead. “It is not a question of goal-line technology, it is a question of technology,” he said. “Where do you begin with the technology and where do you end with the technology?
‘I prefer to give the 50 million to the grassroots than to put 50 million into technology for perhaps one or two goals per year. It’s a lot of money a goal, yeah?’ “To put goal-line technology in our competitions is 50 million Euros in five years. I prefer to give the 50 million to the grassroots and development in football than to put 50 million into technology for perhaps one or two goals per year. “It’s a lot of money a goal, yeah?” Platini has long been tipped to succeed Blatter as the head of the world governing body in 2015 when the Swiss has said he would step down. By that time the technology could be commonplace in stadiums around the world as FIFA presses on with its implementation despite the cost. Hawk-Eye, widely used in cricket and tennis, and GoalRef, which uses a mi-
crochip in the ball and low magnetic waves around the goal, are being used at venues in Toyota and Yokohama. FIFA will analyse the results and could use one of the systems at the Confederations Cup in Brazil next year. Platini, who is in favour of deploying extra officials instead of technology to help make decisions, will have the opportunity to discuss the issue with Blatter and the rest of the FIFA executive committee at a meeting in Tokyo on Friday. “We supported the additional referees that is now accepted by the international board, and with the referee one metre from the line I think if he has good glasses he can see if the ball
is inside the goal or outside,” he said. While Platini is resisting calls to introduce technology, the 57-year-old has been responsible for sweeping changes in football since becoming UEFA president in 2007, a position he was reelected to unopposed last year. He introduced ‘Financial Fair Play’ rules in an effort to curb overspending by European clubs, and offered more automatic places in the lucrative Champions League group stage for domestic champions. Platini has also said UEFA has put fans first with its radical decision to stage Euro 2020 in cities across Europe rather than one or two host countries. Criticism of the plan was premature, he said yesterday. “The idea was decided, there is nothing else. Now we will create committees to think about what could be the best idea for what we have to do in the eight years before Euro 2020.”
