NDER THE threat ‘bailout or bust’, legislators yesterday approved the first batch of tax hikes and salary cuts, giving Cypriots a glimpse of even tougher times ahead. The three items passed by the plenum relate to tax hikes on tobacco and alcohol, an increase in VAT, and across-the-board salary cuts for the broader public sector – and that’s just for starters. The whole situation proved too much for President Demetris Christofias who burst into tears last night during an address he gave at left-wing PEO union, promising to continue to fight for the workers “until his last breath”. All three bills were passed by unanimous vote yesterday. Despite gripes over being backed into a wall, opposition deputies nevertheless seemed to recognise the sense of urgency, imparted by Finance Minister Vassos Shiarly earlier in the day when he addressed parliament on what he called the “most crucial budget ever”. “There is no longer any room for complacency, neither personal nor party aspirations,” the minister warned deputies. The permanent secretary of the finance ministry,
Christos Patsalides had sent the same message to MPs during the House finance committee in the morning with a stark plea: “Passing the bills is vital, it’s either this or bankruptcy.” Patsalides also warned deputies the items should be passed ‘as is’, adding that there was simply no leeway for amendments. “It’s by no means the end of the road. Many other bills are on the way, and this is just the beginning when it comes to implementing the memorandum,” DIKO MP Nicholas Papadopoulos said, alluding to the fiscal and budgetary measures the government has agreed to in exchange for a multibillion loan from the EU and IMF. The approved bills provide for the tax on rolling tobacco to be increased to €150kg from €60kg, almost three times the price, and for packet cigarettes to €2.43 for 20 from €2.20 for 20. That’s expected to fetch the state some €22 million. Cigars are not affected. Alcohol is also set to become more expensive: tax on beer will rise to €6/100 litres from €4.78/100 litres. This means a bottle of 0.5 litres with an alcohol content of 5 per cent would be taxed €0.15 instead of the current €0.12. For spirits, the tax will go up to €956.82/100 litres from

Tardy British lottery winner loses out on £64m fortune A MYSTERY UK lottery player has lost out on a £64-million fortune after the deadline for them to claim the lifechanging prize expired. The unlucky individual, who bought the winning EuroMillions ticket in Hertfordshire, had until 11pm on Wednesday to collect the massive windfall. But despite a National Lottery publicity campaign, the would-be multi-millionaire missed the 180-day deadline - making the £63,837,543.60 prize the biggest unclaimed lottery win in history. The bumper haul of money, plus all the interest it has generated, will now go to the National Lottery Good Causes
- adding to the £29 billion already raised through sales of lottery tickets since the National Lottery launched in November 1994. A National Lottery spokeswoman said: “Unfortunately, I can confirm that the ticketholder did not come forward within the deadline to claim their prize and has now sadly missed out on this staggering amount of money. “The vast majority of prizes are claimed within the 180 days, but to avoid this unfortunate situation happening again, we would urge all National Lottery players to check their tickets on a regular basis.”
The now-expired ticket was purchased in the Stevenage and Hitchin area for the EuroMillions draw on Friday June 8. National Lottery officials launched a desperate search for the holder - with even a town crier proclaiming the win from a Lamborghini. All lottery players were urged to check their tickets and search some of the more unusual places where “lost” tickets have been found in the past, such as in bin bags, wedged down the back of sofas and stashed in car sun visors. The lottery spokeswoman added: “it’s a real shame that they have missed out, but there is still one winner - the nation”.

Shiarly gives pep talk in budget speech THE 2013 budget is perhaps the most crucial parliament would have to approve in the island’s modern history, Finance Minister Vassos Shiarly said yesterday, as he urged parties to put their differences aside for the good of the country. Shiarly said Cyprus’ recession will extend through 2013 as austerity measures taken under an EU/IMF bailout weigh, even as they lay the foundations for future growth. He said 2013 would also be “particularly difficult”. Presenting next year’s budget before the House plenum, Shiarly said that only through unity on the domestic front “will we be able to protect the interests of the Cypriot people.” He forecast GDP would shrink 3.5 per cent in 2013 after a contraction of 2.4 per cent in 2012. “There is no longer any room for complacency, neither personal nor party aspirations,” the minister said. Shiarly said next year’s budget was perhaps the most crucial in Cyprus’ modern history. “I do not wish to scare-monger. On the contrary, I want to emphasise that everyone’s priority should be the good of the country. The important thing is to protect our country, the survival and the future of its people,” he said. The head of state became emotional while talking about looming austerity measures resulting from an expected foreign bailout. “My concern and priority has always been for the good of the workers, of the common people,” Christofias said, before choking up and taking a few seconds to wipe off tears with a handkerchief, sniffling some more and blowing his nose.

In the same address, Christofias claimed his administration was being undermined on the domestic front during the negotiations with the troika. Some quarters had even ‘threatened’ his government to sign a loan deal ‘here and now’, he said. The communist leader went on to say that the consequences of the crisis would have been far worse had any other administration been in charge: “Were it up to conservative and neo-liberal forces here, the consequences on the working people would have been devastating,” he said.
Orphanides: President made false statement By George Psyllides THE FORMER Central Bank governor yesterday rejected suggestions that he did not stop a bank deal, which President Demetris Christofias said had cost the island some €4 billion. In his public address on Tuesday, Christofias said Athanasios Orphanides had approved the conversion of Marfin Egnatia bank from a subsidiary of Popular Bank in Greece to a branch, thus making Cyprus responsible for covering any capital needs it may have. The former top banker said the lender’s status would not have made a difference – the parent company would have to foot the bill anyway. “Deliberate or not – I am not in a position to know – the president’s statement is false both as regards the issue of approving the merger and the merger’s effects,” Orphanides said in a written statement. Orphanides said Cyprus was already the group’s base in 2010. “The merger, through which Popular absorbed Marfin Egnatia, was approved with a decision from the Nicosia district court on December 15, 2010,” Orpha-
nides said. According to the European regulatory framework, as stipulated by the 2006/48 European Capital Requirements Directive and the European Banking Authority (EBA) guidelines, converting a subsidiary bank to a branch does not change the obligations of the parent company as regards its capital requirements. “This is why the stress tests carried out by the EBA in 2011 did not alter the obligations of parent companies in connection with any problems their subsidiaries or branches may have, nor did it change the obligations of the country of origin,” Orphanides said. He gave the example of French lender Credit Agricole, which had to foot the bill for its Greek subsidiary Emporiki Bank. And the fact that Cyprus has been asked to carry out due diligence on the loan portfolios of Greek banks Alpha Bank Cyprus, and Eurobank Cyprus in order to inform their home authority, proved the point further, Orphanides said. The decision that the country of origin would deal with any problems faced by a group was taken by eurozone governments during the October 26 EU summit, which Christofias attended, Orphanides
added. “At the same summit Greece demanded and won additional capital for its banks – over and above the approved funds – to cover the new needs arising from the Greek bond haircut,” Orphanides said. “I am not in a position to know if Cyprus had demanded similar protection for its banks before President Christofias agreed with the decision (to write-down Greek debt).” The former governor has blamed Christofias for not securing protection for the island’s banks before agreeing with the decision to write-down their Greek debt holdings, prompting them to seek state assistance. “I was not a state leader and I did not attend the summit where this decision was taken,” Orphanides said. “I was a central banker and I disagreed outright with the haircut.” Orphanides said there would have been no problem if no permission was given for the merger back in 2006 by then governor Christodoulos Christodoulou. Christodoulou could have also set as condition for the merger that the group’s base would be Greece. “This would indeed transfer the responsibility of covering any capital needs to the Greek state,” Orphanides said.

Home Austerity measures at Central Bank must be cleared by ECB By Stefanos Evripidou CENTRAL BANK governor Panicos Demetriades has sent a letter to House President Yiannakis Omirou requesting that the independent institution be temporarily excluded from four bills tabled before parliament as part of efforts to curb public expenditure. The four bills provide for reductions in salaries and pensions in the wider public sector, ad-hoc contributions and freezes on salaries and wage indexation. The CB governor explained that it was “imperative and necessary” to follow proper pro-
cedure and get the opinion of the European Central Bank (ECB) before any changes to its pay structure can be implemented. Commenting on the letter, Chairman of the House Institutions Committee Demetris Syllouris said: “Some people in this country must realise that the knife of the economic crisis has cut deep into the poor and the weak, and they need to think two or three times before they consider themselves aggrieved.” One government source put his comment down to unadulterated populism since the CB has in no way suggested it will refuse to implement austerity measures applying to the wider public sector. Central Bank spokeswoman Aliki Stylianou said the matter was purely “procedural”. “The CB is obliged to inform the ECB first based on the relevant regulations of the Eurozone,” she said. “That is why we requested a grace period to inform the ECB on the matter, as the relevant Eurozone rules oblige us to do.” Stylianou said as soon as the CB received the draft bills earlier this week, it sent a letter seeking the opinion of the ECB.
She noted that last year, the former CB governor Athanasios Orphanides had failed to follow procedure when implementing austerity measures including a 3 per cent contribution from public sector salaries for two years and pension contribution. His failure to inform the then ECB President Jean-Claude Trichet caused a stink, resulting in then finance minister Kikis Kazamias having to write a letter to Trichet on September 11, 2011 effectively apologising for the omission. When the government later wanted to implement salary and wage indexation freezes in the public sector, this time the CB followed procedure requesting the opinion of the ECB.

Significantly, the law includes a provision empowering the finance minister to adjust the rates on the basis of the consumer price index by issuing a decree. The second bill relates to VAT, to rise by one percentage point to 18 per cent as of January 1, 2013 and a further rise to 19 per cent on January 1, 2014. The reduced VAT rate will also rise by one percentage point to 9 per cent as of January 1, 2014. Thirdly, parliament passed salary and pension cuts for public-sector workers, effective immediately. With retroactive effect, as of December 1 this year, there will be a scaled reduction in emoluments of public and broader public sector pensioners and employees as follows: €0-1000: 0 per cent; €1001-1500: 6.5 per cent; €15012000: 8.5 per cent; €2001-3000: 9.5 per cent; €3001-4000: 11.5
per cent; above €4001: 12.5 per cent. And as of January 1, 2014 salaries and pensions will see an additional reduction of 3 per cent across the board. These cuts will generate annual savings of €201 million as of 2013. Twenty-five more government bills are set to be submitted to parliament. In total, the government has drafted 28 items of legislation which must be enacted by December 13. The administration is hoping to score points with eurozone finance ministers before the next meeting of the Eurogroup that is scheduled to discuss Cyprus’ bailout. Lawmakers will be racing against time this week and the next, and an extraordinary session of the plenum is likely to be held on Wednesday to pass the remaining bills. Speaking after the session of the House Finance Committee, DIKO’s Papadopoulos said it was practically impossible to amend the bills due to the time factor. “Any changes would mean we’d have to go back to the troika and re-negotiate with them…that would require additional time, and there is

Pimco report on island’s banks due for issue THE INTERIM report of Pimco, which will contain the amount deemed necessary for the recapitalisation of Cyprus’ banking sector, will be sent this evening from the US. The Cyprus News Agency said however that details would not be made public until tomorrow morning. “It is not yet clear if Pimco will be making the announcement,” the agency said. Pimco’s interim report will be sent to the tenmember Steering Committee, which has been set up to follow the study being carried out by Californiabased Pimco. The Steering Committee comprises representatives from the Ministry of Finance, the Central Bank, the Cooperative Central Bank, the troika, the European Banking Authority and the European Support Mechanism EFSF/ESM. The amount in Pimco’s report will determine the amount Cyprus will be borrowing from the troika and whether or not the Cypriot debt will be viable, meaning that it will not exceed 120 per cent of the country’s GDP, a condition set by the IMF for its participation in the financial aid packages for eurozone countries which are out of the market.

DUTCH rescuers said yesterday it was unlikely six missing seamen would be found alive after Wednesday night’s collision off Rotterdam between the Cypriot-flagged and German-owned container ship Corvus J, and the Bahamasflagged Baltic Ace. Five of the Baltic Ace’s crew were confirmed dead after the collision. The coastguard said 13 of the 24 crew were rescued on Wednesday, but snow and three-metre-high waves made the search difficult The Dutch Defence Ministry said conditions were treacherous when the two vessels collided, sending 1,400 new cars, mostly Mitsubishis from Japan and Thailand, to the seabed. The Dutch coastguard said freezing cold and gale force winds meant there was only a slim chance of finding the Baltic Ace’s missing crew. Its sailors were from Ukraine, Bulgaria, the Philippines and Poland. Officials said the Corvus J was damaged but resumed its route to Belgium where it had been headed from Scotland. The Baltic Ace had been en route from Belgium to Finland. The exact cause of the crash is under investigation. The car carrier, built in 2007, sank in 15 minutes. The owners of the Corvus J, German shipping firm Juengerhans, did not discuss responsibility for the collision in a statement published on its website, Reuters said.
By Elias Hazou PIPING gas from Cyprus to Greece and then onto European markers would not be commercially viable, the consensus seemed to be yesterday among businesspeople, financiers and analysts at the 2nd Cyprus Energy Forum in Nicosia. Anthony Livanios, CEO of Energy Stream CMG Gmb, an international advisory firm based in Frankfurt and Athens, argued that the cons of such a pipeline far outweighed the pros. In addition to the actual cost of construction being prohibitive, he said, the pipeline option would require long-term supply contracts with the price formula linked
to oil. It would also limit the export markets. By contrast, trading LNG by ship is more flexible, since the gas could be exported to a variety of markets (Europe as well as Asia), and selling on the spot market would yield more competitive prices. Livanios said land-based LNG was the best way forward for Cyprus, whether the island chose to go it alone or were it to partner up with Israel. And Solon Kassinis, head of the Energy Service, said the government was simply covering all the bases when
exploring the Cyprus-Greece pipeline option, in order to discover to what extent such a project could be funded by the EU. He seemed to hint that this idea has since been all but abandoned. A joint Cypriot-Israeli LNG project was another key theme during the forum. Kassinis said he and other officials have been talking with their Israeli counterparts about the possibility of an LNG facility on the island to export gas from Cyprus’ reserves and from Israel’s Leviathan field. Leviathan is expected to
come online in 2016. With that in mind, said Kassinis, authorities here are planning to allocate land that would host an LNG facility with up to three trains, with a total capacity of up to 15 million tones a year. A typical LNG train – a plant’s liquefaction and purification facilities – has a capacity of some 5 million tonnes a year. “We envisage having more than 60 trillion cubic feet,” Kassinis said of the estimated total gas reserves in Cyprus’ Exclusive Economic Zone. Speaking to reporters on the
sidelines of the event, the energy chief was asked to comment on recent news that Australia’s Woodside Petroleum would be buying a 30 per cent stake in the Leviathan project for around $1.5 billion (€1.1 billion). With the island facing a massive debt following an expected EU bailout, Kassinis was asked whether the government could ‘sell’ its stake in offshore Block 12. The official said that was hypothetically possible, but stressed that it was more important to bring in a strategic investor with experience (such as Woodside) rather than – for the sake of a fast cash injection – selling the rights to a ‘sleeping partner’ who would have no active participation.

‘Property tax will kill hotels’ For a five-star hotel in Ayia Napa, IPT will go from €20,000 in 2011 to €215,000 By Stefanos Evripidou HOTELIERS yesterday warned the restructuring of immovable property tax (IPT) as provided in the draft memorandum with the troika, would put them out of business and kill off any competitive edge Cyprus has over neighbouring countries. Increases in the immovable property tax (IPT) regime, agreed as part of the island’s bailout, make Cyprus an extremely expensive tourism destination, they argued. The Cyprus Hotels Association (PASYXE) and the Association of Cyprus Tourist Enterprises (STEK) yesterday said they were willing to pay double what they pay now in IPT but argued that the new regime effectively increases hotels’ taxes tenfold. Instead of taking measures to raise €20m from immoveable property as the troika requested, the government decided to go even further and propose measures to collect €69m next year, they said. However, both PASYXE and STEK yesterday claimed that the new property tax regime will result in much higher revenues of €180m - €200m. The hoteliers called on the government to get the Land Registry to calculate how much the new IPT will bring the state in taxes. The two hotel associations called for a reduction in the proposed tax and for implementation of an open skies policy with neighbouring re-
gions like Asia, which include important new tourism markets like Russia and potential markets like China. They revealed a letter sent to Commerce Minister Neoclis Sylikiotis by Russian tour operator Biblio Globus, responsible for bringing 265,000 Russian tourists to Cyprus this year alone, accounting for 70 per cent of all Russian arrivals. In the letter, Biblio Globus calls on the government to lift flight restrictions imposed on its strategic partner Transaero Airlines which prevent it from landing in Cyprus eight months of the year. Regarding the proposed tax increase, PASYXE chairman Haris Loizides highlighted his case, giving an example of a four star hotel with 200 beds which will be charged an extra €200,000 as a result of the IPT adjustment, and double that taking into account other general tax increases, including VAT, fuel, alcohol, social insurance contributions, and ad-hoc contributions, taking the total amount in new taxes to €410,000 annually. “For a four star hotel in Larnaca, the IPT goes from €21,000 in 2011 to €191,000 in 2013. For a five star hotel in Ayia Napa, the IPT goes from €20,000 in 2011 to €215,000. A five star hotel in Limassol will pay from €27,000 to €253,000 and a five star hotel in Paphos the tax goes from €37,000 to €260,000. You understand these are not numbers that one can call reasonable,” said Loizides.
Instead of helping the one industry that seems to be weathering the storm of the economic crisis, the government is helping to shrink it, said Loizides. “We cannot understand logic which strangles the only positive aspect of the economy today,” he said. He further noted that for an equivalent four star hotel in Greece with 250 rooms on 70 acres, the IPT came to €2,000 before the country signed a memorandum with the troika. After the memorandum, the hotel will pay €20,000 a year for two years only. How can Cypriot hotels compete with Greece, he asked. The Cyprus Association of Immovable Property Owners also expressed their “intense concern, agitation and confusion” about the proposed law yesterday. The association warned of “the serious risk that properties will be concentrated in the hands of the few and wealthy since the rest will be forced to sell to avoid the heavy tax burden.” Earlier in the week, developers also voiced their concern over the changes, saying it will jeopardise the already badlyhit sector’s prospects. In a written statement, the developers association also warned that many people will be forced to sell their properties because of the high tax. This will in turn force the value of mortgaged property down and create fresh recapitalisation needs for the banks, the developers said. (see editorial page 12)

No end to bus strike Minister is expecting a response today
Cyprus jumps up transparency index CYPRUS has jumped from the 30th spot to the 29th spot among 176 other countries in Transparency International’s corruption perception index, the non-governmental organisation said yesterday. “We should not be complacent since there is room for improvement,” said Maria Krambia-Kapardis who heads Transparency Cyprus. Cyprus got a rating of 66, from 100, meaning the country is perceived as very clean with a zero rating indicating a country which is considered highly corrupt. Denmark, Finland and New Zealand got the highest scores with a rating of 90 while Somalia, North Korea and Afghanistan at the bottom of the chart got a rating of eight. The UK was 17th among all countries along with Japan, with a score of 74. China was 80th with a score of 39. Cyprus is somewhere in the middle in Europe when it comes to the perception of corruption, but Kapardis said that promoting legislation to make parties’ finances more transparent would help Cyprus as that is thought to be important in fighting and limiting corruption. Communications Minister, Efthymios Flourentzos is expecting a response from the bus companies and trade unions today as to whether they will continue to strike. Bus drivers from the districts of Nicosia, Limassol and Famagusta continued their strike yesterday for the fourth day after the ministry failed to insure payment of all their December salaries. School breakfasts move gathers momentum By Peter Stevenson PREPARATIONS are underway at the education ministry to supply over 8,000 needy school-children with breakfast as soon as possible. The ministry is co-ordinating efforts between the church, parent associations, schools, school boards and the Red Cross to provide a sandwich and a juice or milk for children deemed to need assistance. “The ministry has been collecting data since the start of the year about which children need help and it has passed on
this information to the school and school boards to make the final decision on who will receive breakfast,” said ministry official Elena Theodosiadou. Those who are on the school board’s list of needy children will receive a coupon for €1.60 they can exchange for a sandwich and juice from canteens whose owners can redeem from the board. “Although this is a rather complicated process on the face of it, we feel it is the best way to be discreet,” Theodosiadou said. Theodosiadou also said the growing number of children falling below the poverty line has encouraged the ministry to
seek help from private businesses. Recently the Shacolas Group, and Charalambides Kristis respectively announced they would be providing food and milk for primary school children. “Any money donated towards this cause goes into the ministry’s Student Welfare Fund, and food donations are checked to make sure they meet strict dietary specifications,” Theodasiadou said. “We are aware that the lack of breakfast is not the only problem these children have but as breakfast is the only meal that falls during school hours we felt it was the least we could do,” she added.

A GROUP of Larnaca men were yesterday due to be charged with causing real bodily harm and disturbing the public peace following a fight on Tuesday night near the Larnaca port. A police source said that a group of people, about 60 in total, exchanged blows on Tuesday night before the police had a chance to break them up. “Usually, someone will give us advance warning and we break groups like that before they start fighting but this time we got the phone call a bit later,” the source said. Five people – hurt in the fight – gave in a police report on Tuesday and the police obtained testimonies against four Larnaca men. One of them, a 44-year-old, gave himself up willingly on Wednesday and police arrested two others on Tuesday, aged 38 and 45. Police spokesman Andreas Angelides confirmed the three arrests and added police were looking for a 29year-old. The trio were due to be charged and released pending a court appearance at a later date. The police did not name the men.
Eurovision escapes CyBC budget axe FANS of the Eurovision Song Contest were able to breathe a sigh of relief yesterday as state broadcaster CyBC announced that it would not be cutting the show from its 2013 budget. “The Eurovision Song Contest is the number one rated show on television with 80 per cent of the viewing public, tuning in,” CyBC chairman Makis Symeou said. The show’s budget has been reduced from €150,000 in 2012 to €100,000 next year but due to the corporation making around a €20,000 profit from the show in 2012, members of the board voted against scrapping it. “This year, more than ever, Cyprus’ entry will be dignified and modest in keeping with the current economic climate,” Symeou said. “But especially during this time of hardship, this contest is important because we need to keep our spirits up through song and dance,” he concluded.

THE Pancyprian Volunteerism Coordinative Council (PVCC) is organising a fundraiser for the creation of centres in each town where the needy can receive help without red tape. The centres, which will be located within PVCC branches in all towns, will provide basic supplies such as food and clothing. The fundraising begins today, in both Nicosia and Paphos, while in Limassol and Larnaca the fundraising will take place on December 14. The money collected will mostly go towards the infrastructure of the ‘Social First Aid Centres’ but will also cover the supplies to stock each one, such as food and baby clothes. The volunteers at PVCC want to create an environment where people can go to receive immediate help when basic needs such as food and clothing are not being met, without having to deal with paperwork that may be required elsewhere. According to the head of PVCC, Stavros Olympios, the local PVCC offices in each town will see to it that their own centre is operated to a high standard. “Any citizen who decides to volunteer is more than welcome to stay on and help even after the two days of fundraising,” Olympios said. Volunteers will be gathering donations today in Nicosia and Paphos and in Limassol and Larnaca next Friday. Russian state television presenter shot dead
EUROPE TODAY UK publicist arrested MAX Clifford, Britain’s most high-profile celebrity publicist, was arrested for alleged sex crimes yesterday by a special police unit set up in the wake of an abuse scandal involving a former BBC TV star, his lawyer said. Clifford, 69, made his name and fortune helping some of Britain’s most famous people defend and shape their reputations in the country’s muckraking tabloid press and has been a longstanding media pundit on celebrity scandal and the press. He is the fifth person to be arrested since police launched an extensive inquiry into sex crime allegations against the late Jimmy Savile, one of the BBC’s most high profile stars in the 1970s and ’80s. His arrest suggests detectives are continuing to expand the scope of their investigation. “Max Clifford is being interviewed by police. Mr Clifford will assist the police as best he can with their enquiries. When we are in a position to provide further information, we will,” his lawyer, Charlotte Harris, said in a statement.
German NPD ban going ahead THE heads of Germany’s 16 federal states unanimously agreed yesterday to push ahead with a legal bid to ban the far-right National Democratic Party (NPD), despite reservations from Chancellor Angela Merkel. The agreement follows a similar recommendation by regional interior ministers on Wednesday. The Bundesrat upper house, which represents the federal states, will now vote on December 14 on whether to file a case with the Constitutional Court in Karlsruhe. Monti loses support of Berlusconi party By Giuseppe Fonte SILVIO Berlusconi’s People of Freedom party withdrew its support for Italy’s technocrat Prime Minister Mario Monti yesterday, setting up a conflict that could force an early election. The People of Freedom (PDL) walked out of a Senate confidence vote on a package of economic measures and said it would abstain in a separate confidence vote in the lower house later in the afternoon after criticism of Berlusconi from a senior government minister. Although the symbolic moves did not directly threaten the survival of Monti’s government, formed to help Italy avert a bailout, the centreleft Democratic Party (PD) indicated it would ask President Giorgio Napolitano to dissolve parliament if Monti could not be sure of the back-

In a television interview early yesterday, Industry Minister Corrado Passera expressed strong reservations about a return by the 76-year-old billionaire, who left office in a cloud of scandal last year as investors despaired of him resolving the country’s economic crisis. “Anything which can make the rest of the world or our partners imagine that we are turning back is not a good thing for Italy,” Passera told state broadcaster RAI. The premium investors demand to hold Italian 10-year BTP bonds rather than lower-risk German Bunds widened to 324 basis points, having fallen below 300 points earlier in the week.
The stand-off deepens the confusion surrounding the election, which has been expected to take place in March and threatens to open a severe political crisis in the eurozone’s third largest economy. The government easily won the Senate vote by 127 to 17 votes with 23 abstentions, but the result made it clear that Monti could not rely on a majority. A STATE television presenter in Russia’s volatile North Caucasus was shot dead late on Wednesday, a killing federal investigators said may have been meant as a warning to journalists reporting on an Islamist insurgency. Kazbek Gekkiyev, 28, who worked for a local channel of Russian state broadcaster VGTRK, was killed in Nalchik, capital of the internal republic of Kabardino-Balkaria, the federal Investigative Committee said. He was not known for reporting on crime or the insurgency, which is less prevalent in Kabardino-Balkaria than in other areas nearby such as Dagestan. A woman identified as a witness by another VGTRK channel said two people had got out of a car and asked Gekkiyev, “Are you TV presenter Kazbek Gekkiyev?” before the shots were fired. Colleagues were reported as saying they did not understand the motive for the killing, and the investigators said they were not ruling out any possible cause. President Vladimir Putin urged security forces to find those responsible for the killing. “All people must be protected ... and I am sure that our law enforcement bodies will do everything so that the criminals will be revealed and punished,” he told reporters in the city of Sochi, a few hundred kilometres away from Nalchik. Mo evades call for laureate’s freedom
Former Thai PM is charged over crackdown deaths If found guilty could face death, life in jail By Amy Sawitta Lefevre THAI authorities charged former Prime Minister Abhisit Vejjajiva yesterday with giving orders to use live ammunition that led to civilian deaths during a military crackdown on an anti-government protest in May 2010. The Department of Special Investigation (DSI), part of the Justice Ministry that has a similar role to the US Federal Bureau of Investigation, charged Abhisit and former Deputy Prime Minister Suthep Thaugsuban for their role in the 2010 events. “They allowed security forces to use weapons and live ammunition that led to the death of civilians,” said DSI chief Tarit Pengdith. The DSI’s decision to press charges was influenced by a court ruling on September 17
in the inquest into the death of taxi driver Phan Kamthong during the protests. The inquest found that troops, acting on orders from state officials, killed Phan. The two politicians were charged under article 288 of the criminal code. If found guilty, they could face the death penalty or up to life in prison. Neither was present when the charges were read out. Thousands of protesters, supporters of former Prime Minister Thaksin Shinawatra, who was ousted in a coup in 2006, had taken to the streets of Bangkok in March 2010 to demand elections. More than 90 people died during the protracted protest. Suthep headed the Centre for the Resolution of the Emergency Situation (CRES), a crisis control centre that authorised “live fire” zones
during the protest and used emergency powers to shut down websites, radio stations and a television station. Government-backed troops forcibly dispersed the crowd on May 19, prompting rioting and arson attacks that saw over 30 buildings set ablaze in some of the worst violence in modern Thai history. Thaksin’s sister, Yingluck Shinawatra, is now prime minister. Her Puea Thai Party beat Abhisit’s Democrat Party in an election in July 2011 and he became leader of the opposition. “The DSI is working at the behest of the government and the investigation is completely one-sided,” said Chavanond Intarakomalyasut, a Democrat party spokesman. “The DSI wants to put pressure on Suthep to admit responsibility for the 2010 deaths and we will fight back.”

Marijuana possession goes legal in US state WASHINGTON state made history yesterday as the first in the nation to legalise marijuana possession for adult recreational use, an occasion celebrated by dozens of users near Seattle’s famed Space Needle tower amid blaring reggae music and a haze of pot smoke. The public gathering defied a key provision of the state’s landmark marijuana law, which forbids users from lighting up outside the privacy of their homes. And it underscored mixed messages that law enforcement officials have conveyed about the new statute. Hours earlier, Seattle’s city attorney issued a stern warning that pot puffing in public would not be tolerated and that violators faced citations carrying $100 fines. But the local prosecutor’s admonition was contradicted by the Seattle Police Department’s own instructions to its officers to limit their enforcement actions to warnings, at least for the time being. Passed by voters last month as a ballot measure called Initiative 502, the new marijuana law removes criminal sanctions for anyone 21 or older possessing 1 ounce (28.5 grams) or less of pot for personal recreational use. It also legalises possession of up to 16 ounces (0.45 kg) of solid cannabis-infused goods and up to 72 ounces (2.4 kg) of weed in liquid form. However, driving under the influence of cannabis, or imbibing in public places remains illegal. “If you’re smoking in plain public view, you’re subject to a ticket,” Seattle City Attorney Pete Holmes said at a news conference on Wednesday. “Initiative 502 uses the alcohol model. If drinking in public is disallowed, so is smoking marijuana in public.” The new law ultimately will permit cannabis to be legally sold and taxed at state-licensed stores in a system to be modelled after those in many states for alcohol sales. But for now, it remains a crime to sell, cultivate or even share one’s own stash, even though the law allows individuals to purchase a limited amount for personal possession.
MO Yan, the Chinese winner of the 2012 Nobel Prize for Literature, yesterday declined to issue a direct call for the release of jailed compatriot and Nobel Peace Prize winner Liu Xiaobo and said he would not back a petition for his freedom. A group of 134 Nobel laureates including the Dalai Lama, wrote to Chinese Communist Party chief and president-inwaiting Xi Jinping urging that he release detained Liu, who won the prize two years ago, and his wife. The case has drawn attention to China’s human rights record, although China itself says that Liu is a criminal and decries such criticism as unwarranted interference in its internal affairs. Mo, a portly 57-year-old whose adopted pen name Mo Yan means “don’t speak”, refused to express support for Liu. “I have already issued my opinion about this matter,” he told a news conference in Stockholm days ahead of the formal award ceremony. “I have said this prize is about literature. Not for politics,” he added. In October, after the award announcement, Mo said he hoped Liu would achieve his freedom as soon as possible. “I am sure you know what I said that day (in October). Why do you want to repeat that? Time is precious,” he said. Pressed on whether he would support the call from the 134 laureates, Mo said he had “always been independent”. “I like it that way ... when I am forced to express my opinion, I will not do it,” he said. Liu, a veteran dissident involved in 1989 pro-democracy protests crushed by the Chinese army, won the prize in 2010. He was jailed the year earlier and is serving an 11year sentence. His wife Liu Xia is under house arrest.

Rescue continues as Philippine typhoon toll hits 379 RESCUE workers searched yesterday through thick mud, broken homes and fallen trees for survivors, two days after a typhoon swept the southern Philippines killing nearly 400 people and leaving at least as many missing. Typhoon Bopha, with central winds of up to 120 kph (74 mph) and gusts of up to 150 kph (93 mph), was moving west-northwest of the central Philippines after ravaging the resource-rich island of Mindanao. The National Disaster Agency put the death toll at 379 after Bopha triggered landslides and floods along the coast and in farming and mining towns inland in the provinces of
Compostela Valley and Davao Oriental. The death toll is expected to rise. Arturo “Arthur” Uy, governor of Compostela Valley, the worst-hit area, said estimates showed 200 had died and almost 600 remained missing in his province alone, higher than the agency’s tally. “This is the first time a typhoon with signal number three has crossed our province,” he said. “We evacuated people from riverbanks and shorelines. But the floods and strong winds battered not just the riverbanks but also places where residents where supposed to be safe.”

AEROSPACE and defence group Rolls-Royce may face prosecution after Britain’s Serious Fraud Office (SFO) ordered it to hand over details of possible bribery and corruption in China and elsewhere, the company said yesterday. The world’s second-largest maker of aircraft engines said the SFO had asked it to conduct an internal inquiry into dealings involving intermediaries in China, Indonesia and other overseas markets, which it did not name, and report the results. “It is too early to predict the outcomes, but these could include the prosecution of individuals and of the company. We will cooperate fully,” Chief Executive John Rishton said. Shares in Rolls-Royce, which have risen a quarter this year, fell as much as 5.6 per cent in early trade. The stock was down 3 per cent at 886.75 pence by 1410 GMT, valuing the group at around 16.6 billion pounds ($26.7 billion). A source close to the investigation said the allegations relate to events in the “distant past” and Rolls-Royce had told the US Department of Justice about the inquiry. A separate source said a whistleblower had raised the allegations with the SFO, which then ordered RollsRoyce to undertake a preliminary investigation earlier this year. The company hired a law firm for the task and passed the results, which had identified matters of concern, to the SFO. The company, a major British exporter, dates back to 1884 and on its website says it prides itself on its “integrity, reliability and innovation”. “I want to make it crystal clear that neither I nor the board will tolerate improper business conduct of any sort and will take all necessary action to ensure compliance,” Rishton said in a statement.
By Eva Kuehnen THE eurozone economy is likely to shrink next year as it has in 2012, the European Central Bank predicted yesterday, sharply downgrading its outlook after holding interest rates at a record low of 0.75 per cent. The bank’s new staff projections put gross domestic product in a range of falling by 0.9 per cent to growing by just 0.3 per cent next year, suggesting contraction is far more likely than not. ECB President Mario Draghi said downside risks prevailed. In September, the ECB’s staff had pencilled in a significantly higher range of -0.4 to +1.4 percent for the euro area economy. “Economic weakness in the eurozone is expected to extend into next year,” Draghi told a news conference after the central bank’s monthly policy meeting. “Later in 2013, economic activity should gradually recover as global demand strengthens and our accommodative monetary policy stance and significantly improved financial market confidence work their way through the economy.” The Governing Council’s decision to leave its main interest rate unchanged matched economists’ expectations in a Reuters poll, which also showed opinion was split down
European Central Bank President Mario Draghi said downside risks prevailed the middle over the chances of a cut early next year. “The Governing Council continues to see downside risk to the economic outlook for the euro area,” Draghi said. “These are mainly related to uncertainties about the resolution of sovereign debt and governance issues in the euro area.” A political impasse over the United States’ fiscal policy, which could presage steep tax hikes and budget cuts if a deal is not reached, could also dampen sentiment for longer, he said. The level of uncertainty was reflected in the ECB’s first
attempt to forecast 2014, for which it pencilled in growth of between 0.2 and 2.2 percent. The midpoint forecast for 2012 was pushed slightly lower to -0.5 per cent. Draghi said rates were not lowered because of high indirect taxes and increasing energy prices in some eurozone countries. “There was a wide discussion ... but the consensus was to leave the rates unchanged,” he said, a hint that opinions differed about what course to take. He also said the policymakers discussed setting a negative rate on the ECB’s deposit
facility in an attempt to encourage banks not to hoard cash at the ECB, but lend it into the real economy instead. German Bund futures rose in response to that and the euro came under pressure. The ECB will also continue to supply eurozone banks with all the liquidity they ask for in the central bank’s refinancing operations at least until July 2013, Draghi said. While financial markets have calmed since the European Union and the International Monetary Fund put in place further steps to help Greece, and the ECB promised to do what it takes to

ArcelorMittal pulls French bid for EU steel project A POLITICALLY charged deal between the French government and ArcelorMittal to preserve jobs at an ailing steelworks looked at risk of unravelling yesterday after the global steel giant ditched a bid to run an EU-funded project there. ArcelorMittal, 40-per cent owned by India’s Mittal family, withdrew an application to use the Florange site in northern France for an EU pilot project in less polluting steel that Paris had hoped could keep two idled blast furnaces going. ArcelorMittal and Prime Minister Jean-Marc Ayrault said the move did not mean the idea of using Florange for the ULCOS “green steel” project was being permanently abandoned, nor that the deal with the French government had been undone. But unions and local politicians reacted angrily.
ArcelorMittal, which has been under fire for months in France over its plan to permanently shut its Florange furnaces on the grounds they are not economically viable, said it could not currently pursue the ULCOS project for technical reasons. “(This) is perfectly coherent with what is in the agreement signed with the French government,” it said, adding: “This in no way means the ULCOS project is being abandoned.” Ayrault, whose government was appointed by Francois Hollande after the Socialist was elected president in May, said in a statement that the European Commission had indicated that the project could be pursued in a future tender. Yet in the best case, a potential startdate would now be delayed by several years, throwing into question the idea
that ArcelorMittal would keep spending money to keep its mothballed Florange furnaces in viable working order. “We’ve been conned. They are liars,” Michel Liegbott, a Socialist lawmaker for the surrounding Moselle region, told BFM television. “They should have said what they are saying today six months or a year ago.” CFDT trade union leader Edouard Martin told French media that ArcelorMittal had “misled everybody” and vowed to restart the fight to keep Florange operational. Ayrault’s own industry minister, leftist Arnaud Montebourg, had made waves before the deal was struck by accusing the steel firm’s Indian chief executive Lakshmi Mittal of telling “shameful lies” and saying he was no longer welcome in France.

Government’s ill-conceived property tax will only deepen the recession THE HIGHER TAX on immovable property that would be levied from next year will have many negative repercussions that were obviously not considered by the government when it drafted the tax categories. Its only consideration was to satisfy the long-standing demand by moaning union bosses for the taxing of wealth. Now it could boast that it was taxing ‘the haves’, even though it would be creating additional problems for the struggling economy in the process. The funny thing was that the troika had, reportedly, forecasted a revenue of €20 million from the tax, but the government increased the tax rate so that revenue would be €70 million. However, based on the calculations of the Cyprus Hoteliers’ Association, the tax would bring the government revenue closer to €200 million, indicating that it is punitive, badlythought out taxation than just an attempt to improve state finances. At a news conference yesterday, representatives of the two hoteliers’ organisations explained that the immovable property tax that hotels would have to pay would increase tenfold. For example, a four-star hotel that paid €21,000 in immovable property tax in 2011 would be called to pay €191,000 next year; a five-star hotel in Ayia Napa which paid €20,000 last year would pay €215,000 in 2013. The higher valuation would also translate into higher sewage rates and municipal rates, which could add tens of thousands more on its annual tax bill. How ironic that a government that constantly harps on about the need for growth and development would propose tax increases that would make the tourist industry less competitive. Is this how new jobs will be created, by increasing the annual tax bill of hotels, even when they’re operating at a loss? It just makes no sense and we suspect the government gave no thought to the matter in proposing tax rates three times higher than what the troika had demanded. But it is not only hotels that will be lumbered with crippling tax costs. Other businesses will also suffer, as will householders. What will happen to developers, with scores of unsold apartments, who are already heavily indebted to the banks? Where will they find the money to pay the immovable property tax, at a time when the property market is stagnant? In a way, it would be punishment for developers who have failed to issue title deeds to buyers as they will be lumbered with the immovable property tax. And what will happen to the country’s biggest landowner – the Church? Where will it find the millions it would have to pay in taxes on all its property holdings? Will it be exempted again? We do not know what scope the political parties have to modify the provisions of the bill on the immovable property tax, but if it is passed unchanged it would push the economy even deeper into recession.

Surrealism and savagery with a touch of desperation…it’s 2017

freely admit to being utterly incapable of reiterating the current thoughts of Mayor Savvas Vergas or those of the Paphos municipal council. The only artist capable of reproducing effectively the truly surreal atmosphere and decision making processes of these individuals would have been the late great Catalan born painter Salvador Dali. Talking of the Catalans, on November 25, they introduced to the Catalan Parliament a “marginal” party composed entirely of local volunteers. After two years and minus any strict party structure this group entered into the society of the financially distressed Catalan population and managed to then have three representatives voted into Parliament. This has to be a stark warning to all political parties, particularly here in Paphos - where it’s clear that our 2017 dedicated volunteers have absolutely no intention of remaining inactive or on the sidelines. When Paphos started out in the race towards becoming European Capital of Culture 2017, citizens with neither financial nor political agendas all got together to aim for a better future for the Paphos region. All gave unselfishly of their time, money, talents, personal relationships and above all, their vision for the fulfillment of this dream. These are local men and women, all unpaid volunteers whom the Jury had met and talked to during their visits to Paphos and before they made their final decision on which town deserved the title in 2017. I do not believe there is single volunteer who is not very angry and deeply frustrated, by the manner in which the elected politicians of the Paphos region are now dealing with the setting up of the new organisation, the one which will be responsible for actioning and being accountable for the entire cultural celebration. As a volunteer and an active citizen I want to put forward the following very important points which must be urgently addressed before final decisions are taken by the municipality.
Paphos has been chosen as European Cultural Capital 2017 I agree that the municipal council and Mayor Savvas Vergas worked hard to elect Paphos as the European Capital of Culture for 2017. For this we congratulate them. But, this achievement does not give them either the authority or carte blanche to make themselves sole rulers over ‘Paphos 2017’. The municipal council is but the appointed flag holder of this parade. They have to act, behave and be utterly inclusive. They need to call for REAL unity and co-found the new organisation in perfect harmony with the other municipalities in the Paphos region as well as drawing in local business and social partners. Sadly, or should I say worryingly, the manner in which the council is currently acting is not short of authoritarian and this is blatantly wrong. Perhaps they should take another look at the authorised (and accepted by the judges)

In case the mayors of the other smaller municipalities (not meaning Yeroskipou, since Yeroskipou has already expressed openly their intention to participate actively), are not willing to have an active participation in the whole process due to their financial difficulties, this gives no right either to them nor to Paphos Municipality to then exclude them. Excluding municipalities means excluding citizens, this is something only the citizens can decide and is not within the remit of our politicians. We should just all stop and remind ourselves that the elected mayors of the Pahos region used Paphos 2017 as one of their key promotional elements during the elections, surely they should now be honour bound to uphold those exciting electoral promises. As for our German consultants, during the second last meeting of the municipal
council one of the co founders of the German consultancy bureau admitted that Essen 2010 was the perfect model to follow in order to assure a successful European Capital of Culture. Interestingly Essen neither saw its mayor as president of the management organisation nor did its council have any political representative on the board. So, my question is this, why now are we changing the rules of the game by having political dominance on the board here. Did our German friends not know about this? We all know that if political parties are the ones who are going to suggest the members of the board, and if the board are then to be presided over by the mayor, well, it’s as clear as day that its entire independence will be seriously compromised. The board of the new organisation is not the board that will execute the budgeted works mentioned in the final Bid Book. The new organisation will assure that the works are started and will finish on the due date, and be responsible in assuring artistic excellence and transparent management. The theatre, the streets, the squares and other infrastructure needed for 2017 will be supervised, executed and finalised by the different Municipalities, this is how the politicians will have their share of glory. If they do want to assure their sense of immortality they have to simply do their work efficiently. Finally I need all those who feel passionate about this situation to join with me and others at the next municipal council meeting in order to inform the politicians that we are indeed active, also fully aware of what is now occurring behind closed doors. IVF birth ‘doubles asthma risk’ AN IVF birth more than doubles the likelihood of a child developing asthma, research has shown. In the most extreme cases the risk is increased almost five times, according to new study findings. Children conceived with artificial help are also more likely to wheeze or take anti-asthmatic medicines by the age of five. Scientists discovered the link after analysing data on 18,818 children from across the UK born between 2000 and 2002. But they point out that the association may not be causal, and the chances of a child conceived after IVF treatment becoming asthmatic are still slim. Children born to sub-fertile parents were 39 per cent more likely to be experiencing asthma symptoms by the age of five and 27 per cent more likely to wheeze.

HAVING an extrovert personality could help you live longer, an international study of gorilla behaviour suggests. Several theories exist about why there is an apparent link between the two, but one possibility is that being good at social interaction could act as a buffer against the effects of stress. Another theory is that extroversion indicates that an individual has a good immune system. An international team of researchers, led by the University of Edinburgh, studied almost 300 gorillas in zoos and sanctuaries in the United States over 18 years. Particular attention was paid to four personality traits: dominance, extroversion, neuroticism and agreeableness. Of the four traits, extroversion, associated with sociability, activity, play and curiosity, is linked with longer survival, the study concludes. The connection between extroversion and survival was not affected by age or gender, rearing condition or how many times the gorilla moved location, it said.
SCIENTISTS have unpicked the brain processes involved in teenage alcohol abuse and say their findings help explain why some young people have more of a tendency to binge drink. A study published in the Proceedings of National Academy of Sciences (PNAS) journal found that a gene known as RASGRF-2 plays a crucial role in controlling how alcohol stimulates the brain to release dopamine, triggering feelings of reward. “If people have a genetic variation of the RASGRF-2 gene, alcohol gives them a stronger sense of reward, making them more likely to be heavy drinkers,” said Gunter Schumann, who led the study at King’s College London’s Institute of Psychiatry. Alcohol and other addictive drugs activate the brain’s dopamine systems, which induces feelings of pleasure and reward. Worldwide, some 2.5 million people die each year from the harmful use of alcohol, accounting for about 3.8 per cent of all deaths, according to the World Health Organisation.

More premies surviving By Kate Kelland LITTLE progress has been made in improving the long-term health of extremely premature babies, and with pre-term births on the rise across Europe, rates of serious disability are likely to increase, doctors said. A decade of advances in medicine mean more babies born at between 22 and 26 weeks gestation manage to survive, but rates of severe health complications remain as high as they were in 1995, according to research by neonatal specialists in Britain. The findings of two separate studies published in the British Medical Journal suggest the number of children and adults with disabilities caused by premature birth will rise in coming years. Babies born before 27 weeks of gestation - 13 weeks before they would be considered full term face a battle for survival. Many of those who do survive face problems such as lung conditions, learning difficulties and cerebral palsy. Rates of premature birth are rising in many European countries and are particularly high in Britain and the United States. “As the number of children that survive pre-term birth continues to rise, so will the number who experience disability throughout their lives,” said Neil Marlow, of University College London’s Institute for Women’s Health, who worked on both studies. He said this was “likely to have an impact on the demand for health, education and social care services.” The two studies, led by Marlow and Kate Costeloe of Queen Mary, University of London, compared a group of babies born in

found a link between gestational age and the risk of disability, with babies born earlier more likely to have serious health complications at three years of age.
HALF ‘SMOKE AGAIN AFTER PREGNANCY’ ALMOST half of mothers who quit smoking while pregnant resume the habit after they have given birth, research suggests. Of 512 mothers who took part in the study, 47 per cent resumed smoking within six weeks of delivery, according to the study published in Nicotine and Tobacco Research. More needs to be done to reduce the number, the authors said. Mothers living with another smoker were six times more likely to take up smoking again, the paper suggests. Researchers, who examined data from the child health surveillance system across the UK, also found that women who resume smoking
are more likely to be living in deprived urban areas, have two or more children and not have breastfed their babies. Dr Anjum Memon, senior lecturer in public health at the Brighton and Sussex Medical School, run jointly by Brighton and Sussex universities, said: “Preventing smoking relapse is an important public health issue because of the serious health consequences for mother and child. “This research shows that women who are most vulnerable to relapse can be identified in the antenatal period as requiring extra support or counselling after the delivery to maintain a smoke-free status”.
BECOMING a parent cuts the risk of early death, particularly among women, a new study suggests. Contrary to popular belief amongst some parents that having children shortens their lives, the reverse appears to be true, according to a follow-up study of 21,276 couples in Denmark registered for IVF treatment. The early death rate from circulatory disease, cancers, and accidents amongst women who remained childless was four times as high as that amongst those who subsequently gave birth to their own child, and 50 per cent lower among women who adopted, the study published online in the Journal of Epidemiology and Community Health showed. Similarly, rates of death were around twice as high among men who did not become parents, either biologically or through adoption. The researchers based their findings on data from population registers in Denmark on births and deaths, assisted conception (IVF) procedures, hospital admissions, psychiatric service contacts, and labour market statistics for the period from 1994 to 2008. The study is presumed to be the first to use the outcome of IVF treatment as a natural experiment to investigate the impact of childlessness on death rates and psychiatric illness, the authors said. “Mindful that association is not causation, our results suggest that the mortality rates are higher in the childless,” the authors, from Aarhus University in Denmark concluded. “Rates of psychiatric illness do not appear to vary with childlessness, but the rate of psychiatric illness in parents who adopt is decreased.”

Coming Up Other Events X-Dream fest slaves away THE X-Dream Festival, a festival with a multidisciplinary approach based on curiosity, experimentation and play, returns for the fourth consecutive year. It has grown to have a strong European dimension, offering the possibility of dialogue and exchange between artists of various art forms. This year, the festival begins on Sunday, with a performance entitled S|L|AVE by Eleni Theodoridou, which questions the slave trade. Theodoridou was born in Thessaloniki, where she studied at the Education Faculty of the Aristotle University, and moved to Athens to study films.

Festive cheer! AS WE head into the second weekend of December the yuletide cheer is well and truly under way as cities across the island prepare for a whole host of festive fun and games in the run up to the big day. Streets are being transformed into a sparkling spectacular, while Christmas markets are popping up in cities and towns, offering the chance to purchase gifts, from stocking-fillers to that something extra special. Last weekend saw a number of markets take place and this weekend it’s much the same, with more planned to come over the next coming weeks. Tucked away from the hustle and bustle of the high street, an alternative shopping experience awaits. This Saturday Utopia Collectiva is organising a winter flea market in front of the shop Utopia (beneath the OXI parking space). This year, special emphasis will be given to local, natural, organic and homemade products, which can be found daily in the shop. During the day visitors to the flea market will have the chance to meet Utopia’s friends, who produce various snacks, traditional products and handmade crafts; to test these products and learn how they are manufactured. Utopia Collectiva will be offering food and drinks, a kids’ corner while different activities will take place such as the LoopyDoopy upcycling workshop for Christmas creations using scrap materials. Music will add to the ambiance of the event. Also in Nicosia, Julia Astreou-Christoforou’s Weaving Workshop is hosting a little celebration of new creations. The weaving workshop/ showroom/gallery, based in Kaimakli is housed in the artist’s great-grandmother’s 19th-century traditional Cypriot family house. It’s all about holding onto tradition here, but with a slight twist, this weekend, hand woven creations made on the traditional loom will be showcased along with brooches made with Lefkara lace, small rugs, pouches and folders and more. Music from Constantinople will add to the jolly ambience, Georgia Mesaritou and Christina Iona will play the lafta and the lyre. The Souni Zanatzia Residents Association is hosting a Christmas Craft Fayre at Lenia’s Tavern & Pub tomorrow. There are some less convincing moments. For some reason, Colette wears a vivid red shiny-looking coat, which makes her look more like a stripper-gram than an undercover agent. Surely she should be wearing something less conspicuous? And the last act and the final reveal, in which the murky conspiracy is brought to light, doesn’t deliver quite the hard narrative punch I was hoping for. “Riseborough’s performance is certainly very good, though, and another demonstration of her technique, intelligence and versatility: she is so good at suggesting thoughts and emotions that surface slowly and gradually. And the movie is very good at showing the sheer misery of the time. In one republican pub, a tense notice says: ‘Singing Not Allowed’. Directed by the Russian animator Genndy Tartakovsky, who has a bit of a following thanks to TV shows like Samurai Jack and Star Wars: Clone Wars, the slight, simple tale has sharp, speedy animation that keeps its mostly uninspired plot moving along. But it’s also got enough belly-laughs to keep us entertained – even if they are basically the same joke repeated ad infinitum… “The what’s-down-is-up humour and premise here will remind you occasionally of Monsters, Inc., but without the endless invention and spiralling wit that the visionaries over at Pixar brought to that film. No, it’s all strictly one-note stuff. But it’s a fun-
ny note, and the film has a grand old time giving us the same type of gag over and over again. The Hydra’s heads quarrel with one another. The Invisible Man tries to play charades and all anyone can see are his glasses. The Fly keeps nonchalantly vomiting. The most edgy thing here occurs during a climactic hearse chase, when a werewolf clears a road full of sheep by eating all of them – much to the horror of his fellow monster passengers. Assassination Games (LTV, 21.00) The world went gaga for The Hunger Games earlier this year (over $400 million in the US alone), but Jean-Claude Van Damme is all about the Assassination Games. “I’m a weapon. And I shoot when I’m pointed,” says the Muscles From Brussels, even if he has to team up with a younger man (British kickboxer Scott Adkins) for this latest vehicle. JC and Scott are hitmen, initially rivals who agree to work together in order to take down a target protected by dirty cops; “Just what I need - a partner with a vendetta,” growls JC, unhappy to learn that Scott is taking it personally, but it’s all he can do to keep his head in between the shoot-outs, scantily-clad women and Russian gang-
sters saying things like “I want de man who keeeeled my brother”. “You’re over-reacting,” our hero is told; “If I over-reacted ... you’d be dead,” he replies. Suck on that, puny teenage Hunger Gamers! Made in 2011.
Don’t Trust the B... in Apartment 23 (Fox Life, 21.25) First it was Neil Patrick Harris in Harold and Kumar, then Sam J. ‘Flash Gordon’ Jones in Ted, now here’s James Van Der Beek (remember James Van Der Beek? don’t feel bad if you don’t) in this wacky new sitcom. This trend of has-been actors playing themselves for ‘ironic’ laughs needs to stop - but in fact James Van Der Beek isn’t even the star here, that honour going
to Krysten Ritter as Chloe, the titular b... (hopefully they censored the title to make ‘b’ rhyme with ‘23’, not because the word ‘bitch’ is considered too offensive to our delicate sensibilities). Chloe’s a friend of James Van Der Beek, but also a mean, dishonest person unlike June, played by Dreama Walker (yup, that’s her real name), a naive small-town girl who comes to NYC and is forced to move in with Chloe, little knowing she’s the latest in a long line of roommates tormented by the bitch so they’ll leave without their deposit. Hi-jinks follow, though of course June is still there at the end because that’s the premise of the show - another distaff Odd Couple, like 2 Broke Girls on LTV. All this, and James Van Der Beek too. By Eric Kelsey MALE artists led the nominations announced on Wednesday for the 2013 Grammys, as fun., Frank Ocean, Mumford & Sons, Jay-Z, Kanye West and Dan Auerbach from The Black Keys landed six nods each for music’s biggest awards. The nominations for New York-based indie-pop band fun. - made up of Nate Ruess, Andrew Dost and Jack Antonoff - included the four main categories for record, song and album of the year, and best new artist. fun., which also performed at the Grammy nominations concert with Janelle Monae, said it felt good to be recognized and “took pride” in its live performances. “Tonight, all I wanted to do was get up and really give it our all ... receiving the nomination is amazing and a culmination of hard work the three of us have put into this band,” lead singer Ruess told reporters backstage. The group scored a huge hit with its first single, ‘We Are Young’, and then followed that up with its successful album Some Nights and single of the same name. Joining it in the album, record of the year and best new artist categories was hip hop artist Ocean. The 25-year-old rappersinger made waves earlier this year after revealing his first love was a man, a groundbreaking move in the hip hop industry, which has faced criticism in the past for being hostile to-

Ohio rock duo The Black Keys, formed by frontman Auerbach and drummer Patrick Carney, landed five nominations, while Auerbach also notched a nonclassical producer of the year nomination for his work on four albums.
Rappers Jay-Z and Kanye West continued to pick up nods for their 2011 album, Watch The Throne. Kelly Clarkson was one of the few leading female nominees, picking up three nominations, including record of the year and best pop vocal album. R&B singer Rihanna also landed three nods, including best solo pop performance for Where Have You Been. British rock legends The Who will receive the Grammy Lifetime Achievement Award.
Evel Knievel’s daredevil Brandi slams Eddie and LeAnn helmet hits auction block By Jill Serjeant THE blue and white crash helmet worn by the late Evel Knievel in a daredevil 1975 London motorcycle jump, and one of his signature leather jumpsuits, are expected to fetch more than $100,000 (62,131 pounds) at a Los Angeles auction next week. Auction house Profiles in History said on Wednesday the leather jumpsuit was one of the last surviving custommade suits worn by the American stunt performer, who died in 2007 at the age of 69. Knievel was photographed wearing it on the cover of a 1999 biography of him by Ace Collins.
SPECTACULAR CRASH Knievel, whose real name was Robert Knievel, wore the helmet in his famous May 1975 attempt to leap over 13 single-decker buses in London - a stunt that ended in a spectacular crash and left him with a broken hand and pelvis. The London jump, which came about nine months after Knievel attempted to leap over the Snake River Canyon in Idaho, caused the entertainer to declare his retirement - although he continued his daredevil career for another 11 years until 1981. Profiles in History said the suit is expected to fetch $40,000 to $60,000 at its December 15-16 auction, while the battered crash helmet could fetch $60,000 to $80,000. The Los Angeles auction house said both items come from a private collection.

American R&B singer Alicia Keys scored her fifth No.1 album on the Billboard 200 album chart on Wednesday with Girl on Fire, unseating reigning chart queen Rihanna. Keys’ fifth studio album sold 159,000 copies, according to Nielsen SoundScan, which was the lowest opening week of sales for any of the soulful singer’s career. Keys, 31, held off countrypop starlet Taylor Swift’s Red and Rod Stewart’s Merry Christmas, Baby for the top spot. British boy band One Direction’s Take Me Home and country-rock singer Phillip Phillips’ The World from the Side of the Moon were fourth and fifth on the chart respectively. Rihanna’s Unapologetic slid to sixth in its second week on the chart. Keys’ only album not to debut atop the Billboard chart was 2009’s The Element of Freedom, which sold 417,000 copies in its first week but was thwarted from the top spot by British talent-show sensation Susan Boyle’s I Dreamed a Dream. First-week sales of Girl on Fire were in line with industry expectations of 145,000 to 170,000 units sold, Billboard said. Album sales tumbled the week after the holiday shopping season kicked off, falling 23 per cent overall. Sport Moufflons ready for Slovenia as they chase world record All-conquering Cyprus rugby team are on a 16-match winning streak By Alexander McCowan “We won’t let the world record affect our preparation for this game,” said Cyprus national rugby coach Paul Shanks, as the Moufflons chase the world record of 18 straight wins, set by Lithuania. Cyprus are currently on a 16-match winning streak dating back to 2009. The all-conquering Moufflons take on Slovenia tomorrow at 3pm at the Paphiakos Stadium in Paphos in their first home game of the season. Having dispatched Austria 54-20 last month, Cyprus currently sit at the top of European Cup division 2C which contains Hungary, Austria, Slovenia and Bulgaria - the latter was thrashed 94-5 when they last engaged with Cyprus in Division 2D back in May 2012. Should Cyprus beat Slovenia, they will have a chance to equal the world record when they take on Hungary in March next year. “I take it one game at a time, and will concentrate on our fitness and tactics,” said Shanks. “Slovenia are an unknown quantity and are undefeated in the league so far. Like us they have beaten Austria, albeit by a smaller margin, but nevertheless they have to be treated with the utmost respect. As far as I am concerned the record is a side issue, what matters is winning on Saturday.” However it is clear that Shanks is not resting on his

JOHN Senden made the most of benign early conditions to shoot a six-under-par 66 and take a two-stroke lead after the first round of the $1.25 million Australian Open yesterday. The Queenslander, going for a second title at his national open after his 2006 triumph, believes he is playing the best golf of his career and showed why with a six-birdie blitz in his first 10 holes. He stuttered with bogeys on his 11th and 12th holes but picked up another couple of shots on the run home to stand two shots clear of world number four Justin Rose and four others with a share of second place after carding 68s. “We had the perfect conditions this morning, teeing off at seven o’clock,” the 41-yearold Senden, who has won once on the U.S. PGA Tour, told reporters. “You won’t get much of a better day. I thought there were a lot of birdies out there and there would probably be some good scores this morning.” Australia’s top player Adam Scott was also
among the early starters but struggled with three bogeys and two birdies on his front nine before steadying his round with a single birdie in an otherwise flawless back nine for a 72. The world number seven, fresh from a victory at the Australian Masters, stuck with his belly putter and said he had paid the price for being too aggressive at the start of his round. Eight-time major winner Tom Watson, now 63, and Chinese sensation Guan Tianlang, 14, were among the later starters and suffered for it as the wind picked up at The Lakes course. American Watson said he was “embarrassed” with his round after starting with three bogeys and two double bogeys on the front nine and ending up with a six-over-par 78. Guan, who next year will become the youngest player to take part in the U.S. Masters after winning the Asia-Pacific Amateur Championship last month, failed to record a single birdie in his round of 82. “He was unlucky today,” his father Guan Hanwen told Reuters. “He lipped out on four holes. IN BRIEF IOC tells Rio 2016: ‘time is ticking’ RIO de Janeiro 2016 Olympics organisers were told this week they needed to push ahead with their preparations because time was an issue, the International Olympic Committee said. Rio has not finalised its budget for the Olympics as well as the venues for several sports, including rugby, hockey and golf. Rio organisers said last month the Sao Januario Stadium, home of football club Vasco da Gama, had missed the October 31 deadline and they would therefore revisit plans for the Joao Havelange Stadium to host the rugby sevens tournament instead. “Our message remains but time is ticking. Organisers need to carry on attacking this one with all vigour,” IOC spokesman Mark Adams told reporters. Brazil is also hosting the 2014 World Cup and organisers for that event have also been urged to speed up preparations by world football’s governing body FIFA. Adams said the IOC Executive Board also asked organisers about the state of the country’s economy with new figures showing lower than expected growth. Rio, which was was awarded the Games in 2009, is the first South American city to be picked to host the Olympics.
Higgins out despite 147 THREE-TIME champion John Higgins suffered a 6-5 defeat by world number 16 Mark Davis in the UK Championship despite making a 147 maximum break. The Scot, 37, struggled for form as Davis moved into a 5-2 lead in their best-of11 second-round match. A run of three frames, including a seventh maximum of Higgins’ career - and 95th in history forced a decider. But Higgins missed a regulation final pink to let Davis back in and the Englishman potted it to clinch the win. “I’m gutted,” said Higgins. “Normally clearing up in the last frame I’d have done it. Barcelona’s Lionel Messi has a bruised left knee and is a doubt for the leaders’ next match in La Liga this weekend, the club said yesterday ending fears that the player had suffered a more serious injury. “Tests carried out on Wednesday night have confirmed that the player has a bruising of the bone on the outside of the left knee,” Barca said in a statement. “The rate of his recovery will determine whether he will be available for the next game, on Sunday against Real Betis.” The World Player of the Year, who came on as a second-half substitute, was carried off on a stretcher near the end of their Champions League Group G match at home to Benfica. The Argentine collapsed to the ground clutching his knee after colliding with Benfica goalkeeper Artur and looked to be in severe discomfort as he was taken from the pitch. The initial diagnosis was that he had suffered only bruising. “After beating the offside trap Messi tried to dribble round opposing keeper Artur, who dealt him a blow, but Messi continued with the move,” Barca said in a statement on their website (www.fcbarcelona.com). “After shooting with his left foot the player fell to the ground with pain in his left knee,” the statement added. The game ended 0-0 with Barca already through to the last 16 as group winners and Benfica forced to settle for a place in the Europa League. Messi remains one goal short of Gerd Mueller’s record of 85 goals in a calendar year set in 1972. The last time Messi suffered an injury was in September 2010 at Atletico Madrid when a hefty challenge left him with ankle damage that ruled him out of two games, the club said.

Striker Gary Hooper opened the scoring for the home side, who had to better Benfica’s result in Barcelona, in the 21st minute but that was cancelled out by Ari before the break. However, the Scottish champions were not to be denied and after defender Marek Suchy conceded a penalty kick in the 80th minute for a barge on Georgios Samaras, up stepped Commons to slam the ball in off the bar. Two minutes from time Spartak midfielder Kim Kallstrom picked up a second yellow card for a foul on Commons who was taken off on a stretcher, the only sour note in a momentous night for Lennon’s side who, following a goalless draw in the Nou Camp, finished second in Group G behind Barcelona with 10 points and who are in the knockout stages for the first time since season 2007/08. UEFA confirm multi-city Euro 2020
Euro 2012, which saw Spain triumph again as they had in 2008, was hosted for the first time by Poland and Ukraine
UEFA will stage the Euro 2020 tournament in a number of cities across the continent, the European governing body decided yesterday. The decision was taken by UEFA’s executive committee at a meeting in Lausanne yesterday. It means there will be no one country hosting the tournament. The Football Association have already put forward Wembley to UEFA as a possible venue for the final. The announcement will also give hope to Wales, Scotland and the Republic of Ireland hosting some Euro 2020 matches - they too have already expressed their interest to UEFA. UEFA general secretary Gianni Infantino told a press conference after the meeting: “Some important deci-
sions have been taken. “UEFA Euro 2020 will be staged across the continent, in various major cities, following a decision taken today. A Euro for Europe follows an initial idea by UEFA president Michel Platini. “The response has been extremely positive from all the national associations.” Turkey had initially bid to host Euro 2020 and the country’s UEFA vice-president Senes Erzik opposed the decision, Infantino confirmed. The format and number of cities that will be involved in the tournament will be decided by UEFA’s national teams committee. Infantino said the bidding process for the host cities would start in March and would take a year with decisions made in the spring of 2014.
UEFA also decided that the 2013/14 European women’s under-17 tournament will be hosted in England. UEFA also announced that the third-party ownership of players will be banned in their competitions - as already happens in English football. The practice, widespread in Portuguese and Spanish football, sees individuals owning the ‘economic rights’ of a player and often securing a large percentage of transfer fees. UEFA said: “The committee decided that the ownership of football players by third parties should be prohibited as a matter of principle. Consequently, FIFA will be requested to issue relevant worldwide regulations prohibiting third-party ownership of players.”

Rooney was the only player to retain his place from last weekend’s win at Reading as Manchester United ended their Champions League group stage campaign with a 1-0 defeat by CFR Cluj at Old Trafford, the only goal coming from Luis Alberto early in the second half. But the 27-year-old was not being punished. Instead Ferguson felt it was an essential step towards Rooney regaining full fitness following his recent absence with tonsillitis. “Wayne has another 90 minutes under his belt and hopefully by Sunday he is in real top form,” said Ferguson. “He is approaching that now but Sunday will be a different kettle of fish altogether.” With Phil Jones and Chris Smalling coming through unscathed, Ferguson declared himself satisfied with the evening, even though his side suffered their third defeat in five European home games. Brazil’s Corinthians are expected to meet the dethroned European champions in the final in Yokohama on December 16, barring any embarrassing slip-ups in the semi-finals. “It gives you the chance to say you’re champions of the world,” Chelsea’s Brazilian midfielder Oscar said of a 6000-mile trip the Blues hope will offer them some brief refuge. Chelsea face either South Korea’s Ulsan Hyundai or Mexican side Monterrey in Yokohama on December 13. “Barcelona took it very seriously last year,” added Oscar. However, Fernando Torres, who scored twice on Wednesday to break a two-month goal drought, was sure Chelsea would be ready for the December 6-16 tournament. “We will prepare mentally,” said the Spain striker. “Hopefully we arrive there with enough time to adapt and be focused to win this tournament and take it seriously.” Defender David Luiz spoke candidly after Wednesday night’s exit. “There was embarrassment in the dressing room and also sadness,” said Luiz. “We won the Champions League last season and to get knocked out after the group stage is a great disappointment. “This is a big club and big clubs deserve to play in big games; the best games in the world are in the Champions League.” Benitez promised Chelsea’s fortunes would improve despite their early exit. “At the moment the players are not happy,” he said. “But there is also the feeling they played well and the future can be good.” In an ironic twist that will not be lost on Chelsea fans, FIFA will use goal-line technology for the first time in an official tournament. Benitez’s Liverpool beat the Londoners in the 2005 Champions League semifinal through Luis Garcia’s ‘ghost’ goal. After failing to progress in Europe as holders, Chelsea’s trip to the Far East takes on added significance for the under-fire Benitez. Another disappointment on top of the fan backlash and it would be little surprise to see owner Roman Abramovich go out and employ a new manager for Christmas.

LASTAIR Cook became England’s most prolific Test centurion when he completed his 23rd - and third in successive matches - at Eden Gardens in Kolkata yesterday. Cook (136 not out) is also the youngest batsman in history to score 7,000 runs, a milestone he passed with his 88th in the afternoon as he and Nick Compton took control in an opening stand of 165 on day two of the third Test against India. By the time Cook reached his hundred, a fifth in consecutive Tests as captain dating back to his time as Andrew Strauss’ deputy in Bangladesh almost three years ago, the tourists were well on their way to a stumps total of 216 for one, in reply to 316 all out. His latest century inches him one ahead of team-mate Kevin Pietersen - as well as three other greats in Geoff Boycott, Wally Hammond and Colin Cowdrey. Cook is still only joint 20th in an all-time list headed by India’s own Sachin Tendulkar on 51, but at the age of 27 should have many

He should be well on the way to 40 hundreds by the time he’s finished’ years ahead of him to move up the table. “I don’t think it will be such a big deal to him,” said Boycott on the BBC’s Test Match Special. “At his age he’s going to get quite a lot more unless he has a serious illness or injury. “He’s in the best years of his life and will automatically play, he has a good technique and should be well on the way to 40 hundreds by the time he’s finished.” Cook also surpassed Strauss to move up to ninth in the list of England’s alltime highest run-scorers with 7,048. Graham Gooch holds the record with 8,900. Cook was dropped by Cheteshwar Pujara at slip off the bowling of Zaheer Khan on 17 but did not offer
a further chance in a confident and controlled innings featuring 19 fours and a six. England’s openers needed a little fortune to go with their skill, against pace and spin, as they turned their fourth 50 stand in succession into a first century together. Cook duly reached his 179-ball century with a legglance off Ravichandran Ashwin - having previously also hit the off-spinner for one memorable straight six. Compton (57) had fewer obvious scoring options but also profited from using his feet, hitting Pragyan Ojha for a six of his own over long-on, on his way to a maiden Test half-century in 123 balls. Grandson of Denis, and two years Cook’s senior, Compton therefore claimed
a notable milestone of his own - albeit on a reduced scale to his captain’s - before Ojha got his revenge. Cook was safely past his hundred when Compton missed an attempted sweep at the slow left-armer and was, eventually, given out lbw by umpire Rod Tucker just as the batsmen completed what they thought by then was a leg-bye. Jonathan Trott had made two ducks in his last three Test innings, but did enough here to help Cook consolidate an advantage which gives England clear prospects of pushing for a second successive win over their hosts. Monty Panesar had earlier finished with four for 90, to add to his 11 wickets in the series-levelling victory in Mumbai, as England picked up the last three Indian wickets for 43 runs in the morning - despite some late belligerence from Mahendra Singh Dhoni (52).
