T

HE TROIKA visit has signalled a moment of reckoning for the beleaguered Cyprus economy as proposals discussed by the trio of international lenders have set alarm bells throughout the country. The troika delegation – comprising officials from the European Commission, European Central Bank (ECB) and International Monetary Fund (IMF) – yesterday met with trade unions, employers’ organisations, semi-government organisations, Laiki Bank board members, the Energy Service head and a delegation of ruling AKEL party. Based on the resulting comments, the troika foresees a long and difficult path ahead for the country. It anticipates the recession will deepen in the coming years, providing less liquidity in the market, and wants to see state finances cleaned up through a series of tough measures that will restructure the economy, providing savings of €1 billion within three years for the state. Regarding the size of the loan required just to get the banking system out of the red,

estimated figures vary wildly with the government’s calculations reportedly putting the figure at €6 billion, the ECB closer to €9 billion and the IMF, a few euro more at €11 billion. All three estimates go much higher than the €2.3 billion requested by Laiki and Bank of Cyprus for their total recapitalisation needs, taking into consideration extreme scenarios on non-performing and bad loans. Standard and Poor’s estimates the total rescue package will come to €15 billion over three years, while the Wall Street Journal put the figure at €13 billion on Monday. One thing that has become increasingly clear is that the troika will not be visiting Cyprus over the August holidays, instead returning for negotiations in September, pushing the prospect of signing a memorandum on an EU bailout back at least until October. According to numerous press reports, the troika has recommended a 15 per cent cut in the state payroll over the next three years, including measures such as not paying this year’s 13th salaries, and reducing salaries. AN 11-year-old boy took a flight to Rome on his own from Manchester Airport without a passport or boarding pass, it was revealed yesterday. Liam Corcoran passed through security without being checked, before making his way on to the Jet2.com flight yesterday. A Manchester Airport spokesman said: “This extremely serious matter is now being urgently investigated by officials from the airport and airline.” Liam had run away from his mother during a shopping trip at Wythenshawe Civic Centre and made his own way to the airport, according to the Manchester Evening News. The newspaper reported he followed a family at Terminal 1. He was scanned by security staff, but his lack of documents was not noticed. The youngster was thereafter not required to show a passport or boarding pass, and made it on to Jet2.com flight LS791 to the Italian capital. A Manchester Airport spokesman said that once passengers became aware the boy was on his own, airline staff were alerted and the plane’s captain informed the authorities. He said the boy remained on board after landing at Rome Fiumicino Airport, and returned to Manchester on the same plane.

THE EUROPEAN Commission’s vice president for transport expressed alarm yesterday over Cyprus’ higher-than average number of road fatalities among the 18-24 age group. Cyprus was the host country for the 4th European Road Safety Day, which took place yesterday. Statistics released showed that from all road fatalities on the island in 2010, some 23 per cent were under 25 years old compared to the EU average of 19 per cent. “The tragic loss of young lives on European roads is unacceptable….I am most concerned by accidents due to drugs or alcohol especially among young men and women,” said Siim Kallas, the Commission’s vice president responsible for transport. Kallas was especially concerned by the high numbers especially since Cyprus was the country hosting Road Safety Day this year. This year it was dedicated to the young, due to the high number of fatalities. According to Kallas, the only way to continue saving lives was to change young people’s driving mentality. Szabolcs Schmidt, head of the European Commission’s Road Safety Unit said that Cyprus has a long way to go in slashing its road fatalities in half, adding that in Europe around 61 people in every one million are killed in traffic accidents whereas in Cyprus the relative figure is 88. Traffic accidents are still

Drivers between the ages of 18 and 24 account for the biggest number of fatalities the first cause of death and of disability in young people, in both the world and Europe. Around 19 per cent of road fatalities in the EU in 2010 affected young people aged between 18 and 25 years of age although this age group comprises only 10 per cent of the total population. The EU’s objective is to slash road deaths in Europe by half by 2020. Cyprus’ Traffic Department chief Demetris Demetriou said yesterday the police were doing everything they could to cut down on the number of deaths. “Whatever we should be doing we’re doing….we’re battling onwards,” said Demetriou adding that they do

actually look into what other countries are doing about the problem. Demetriou however said that it’s the same in every country: “It’s like this in most countries and the factors (that cause accidents) have been analysed.” The 4th European Road Safety Day was marked on the island by a conference, jointly organised with the Cyprus EU presidency in Nicosia. The conference brought together youth groups, road safety organisations and road safety officials from all EU member states, as well as from neighbouring countries for a day of discussions, presentations and workshops. According to the communications ministry permanent

secretary Alecos Michaelides, road safety education has to begin at school and continue even after someone has obtained their licence. He said that significant results came out of the seminar yesterday such as the need for teaching correct driving attitudes form a young age, zero tolerance for drivers who drink drive and sessions aimed at reforming repeat offenders. In 2010, around 31,000 fatalities from road accidents EUwide involved young people between 18 and 25 of which 80 per cent were men and 20 per cent women. Road deaths for the 18 to 25 age group decreased by 49 per cent in the EU between 2001 and 2010.

EIB bolsters key investments in Cyprus THE EUROPEAN Investment Bank (EIB) yesterday signed two loans for up to €268 million for key investments in Cyprus, including solid waste management, port infrastructure and renewable energy. The loan agreements were signed in Luxemburg by EIB Vice President Plutarchos Sakellaris – who is responsible for operations in Cyprus – and Kyriacos Kakouris, the Finance Ministry’s senior economic officer. According to the EIB announcement, €200 million will provide support for implementation of the Cypriot National Strategic Reference Framework. “It focuses on sustainable development, competitiveness and human capital,” the EIC explained. “The operation is structured as a framework loan and will be used by the Cypriot state for investments in priority areas identified in the National Strategic Reference Framework.” The investments to be financed are grouped around selected priorities of two comprehensive Operational Programmes (OPs) of the Republic of Cyprus. The

schemes implemented within these OPs are expected to contribute primarily to the achievement of objectives in Sustainable Development and Competitiveness, as well as Employment, Human Capital and Social Cohesion. The investments will address long-term objectives of the Cypriot economy in the sectors of solid waste management, port infrastructure, renewable energy, knowledge economy, human capital, SMEs and sustainable urban development. Some €68 million will be given to support the Limassol-Amathus Sewerage and Drainage Project, which, having commenced in 1992, is being implemented in several phases bringing the system in line with the requirements of the EC Urban Wastewater Treatment Directive. The project includes an all-round upgrade of the existing main collector system. Upon completion in 2017, the project will extend the service area for wastewater collection, and will provide an additional wastewater treatment plant of 100,000 population equivalent, as well as sludge processing facilities for the existing and

new wastewater treatment plant, storm water drainage and retention structures and related works. “The two agreements signed for investments in Cyprus totalling €268 million will strengthen the competitiveness of the Cypriot economy and enhance the effective use of the EU grant funds allocated to the country,” Sakellaris said yesterday. “We are building on the excellent co-operation with the Cypriot authorities, and joining forces with the European Commission in the priority areas of sustainable development and human capital. I would like to assure you that the EIB will keep its product mix and expertise available and ready to use for the benefit of Cyprus in the coming years.” Kakouris said the financing was important for Cyprus, due to the challenges its economy is currently facing. The EIB is the long-term lending institution of the European Union owned by its Member States. It makes long-term finance available for sound investment in order to contribute towards EU policy goals.

Ambassadors’ defection confirmed SYRIA’S ambassadors to the United Arab Emirates and Cyprus, who are husband and wife, have defected to Qatar, spokesmen for the opposition Syrian National Council confirmed yesterday. They are respectively the second and third senior diplomats to join the opposition to President Bashar al-Assad since the revolt began 16 months ago. “The ambassador (Abdelatif al-Dabbagh) is now in Qatar,” SNC spokesman Mohammad Sarmini told Reuters by telephone, referring to the ambassador to the UAE. Sarmini said Dabbagh is married to Lamia al-Hariri, Syria’s ambassador to Cyprus, who also defected to Qatar in coordination with her husband. Hariri, a Sunni Muslim from the southern province of Deraa, the birthplace of the 16-month-old uprising, is the niece of Syrian Vice President Farouq al-Sharaa, whose role is ceremonial in a power structure dominated by Assad’s Alawite minority sect. Nawaf al-Fares, Syria’s ambassador to Iraq, who is a Sunni tribal figure from eastern Syria, defected to Qatar through Jordan two weeks ago, according to diplomatic sources.

Cyprus-Israel cooperation on power THE Electricity Authority of Cyprus (EAC) has signed a Memorandum of Cooperation with the Israel Electric Corporation, committing to co-operate in using the hydrocarbons that were recently discovered in the eastern Mediterranean and Cyprus’ exclusive economic zone. “Based on the Memorandum of Cooperation, recognising the prospects that are opening with the discovery of large quantities of hydrocarbons in the eastern Mediterranean, the two organisations are committing to collaborate with the aim of making the best possible use of business opportunities in the energy sector,” the EAC announced. The memorandum includes provisions on connecting the two organisations’ electricity networks via cables under the sea; the joint development of electricity production stations using natural gas, for exporting to third countries; co-operating in the renewable energy sector and environmental issues; and generally exchanging experiences and technical knowledge. A delegation from the Israeli organisation will be in Cyprus on Tuesday to meet with the EAC.

PRESIDENT Demetris Christofias yesterday blamed Turkish Cypriot leader Dervis Eroglu for lack of progress in the Cyprus problem talks. “There are no developments. I’ve said it publicly that since Eroglu took over [in 2010] we’ve regressed,” Christofias told representatives of occupied Kyrenia municipality. The incumbent president said he was leaving office “truly miserable” for failing to solve the Cyprus problem “due to Turkey’s intransigence”. “From then on I will suffer along with you as a member of the public and co-fighter,” he told the Kyrenia refugees. Christofias later met UN special adviser Alexander Downer. The two men chatted for about an hour and then went on their way without making statements.

Slap on the wrist for mag over sex content Offended NGOs welcome censure by media watchdog By Natalie Hami CIVIL society organisations expressed their ‘gratitude’ and ‘satisfaction’ over the Cyprus Media Complaint Commission’s (CMCC) decision over a recent ‘sex’ edition of the entertainment guide Time Out Cyprus. “The Commission has adopted the position of the complainants that the publication seeks to normalise the sex industry,” said the results of their investigation, adding that they had also violated the journalist’s code of ethics. The complaint was submitted by 12 non-governmental organisations including the Mediterranean Institute of Gender Studies (MIGS) who were up in arms over the publication that they felt not only objectified women but incited

violence towards them. At the time the organisations slung a host of accusations at the magazine including accusing them of ‘editorial recklessness’ and advertising women as commodities. They also demanded a public apology. They also complained that the ‘Time Out May 2012 edition promotes and normalises through its content the sex industry in Cyprus, prostitution and acts associated with a host of criminal offences such as human trafficking and the sexual exploitation of women.’ The special edition included ten pages dedicated to the topic of sex, with the first page listing five cabarets islandwide offering lap dances, topless dancing and strip shows. The issue provided details on cabaret addresses, contact details and drinks prices both

for punters and the dancing girls, whose nationalities are also listed. According to the Commission, despite the fact that the magazine itself did not seek to promote anything that was considered illegal, in practice they advertised places where it was known that trafficking of women takes place. They also said that in doing so they have violated the journalist’s code of ethics, that obligates the media to respect and ‘to promote the universal values….human rights and fundamental freedoms for all.’ In addition they consider that even though the magazine said that their intention was to cover ‘various legal areas of the sex culture in a nonjudgemental way’ it appears that on the one hand they are trying to shake off their responsibilities, but on the other

that it is clear they know that these places offer services by the women working there. “It would not simply be a naïve disregard of reality but hypocrisy to claim that the premises belonging in these categories are not involved in human trafficking,” they said. The Commission also decided that the references to the national origin of women working in cabarets also constitutes a violation of the provision of the code of ethics for the prevention of discrimination on the grounds of, among other things, a person’s ethnic origin and gender. Time Out was not available for immediate comment, however the magazine’s chief editor Sylia Ioannidou said previously the NGOs response was ‘puritanical’ and it was not the magazine’s job to provide a moral compass to society.

By Jacqueline Agathocleous CYPRUS Popular Bank (Laiki) has prepared an early retirement plan for some 185 employees who were meant to retire by 2017, the bank’s spokesman confirmed yesterday. According to Costas Archimandritis, the decision was made as part of efforts to reduce the bank’s expenditure as much as possible. “There is a plan and it regards 185 people. They are employees who would have retired at any point from now until 2017,” said Archimandritis. He said the plan was ideal for employees who wanted to leave the organisation before their retirement rolled round, plus they would be entitled to lump sums and some salary benefits, depending on their service. Until recently, bank employees received their provident fund on retirement, which accounted for 78 monthly wages for those with a service of over 36 years. Archimandritis explained that the plan was on a voluntary basis. “Those concerned have been informed and we are waiting to see what the response is. Those who are interested will apply to the human resources department, where each case will be discussed separately.” He said there were some reservations, as workers were worried their lump sums would be taxed, depending on the outcome of the government’s negotiations with the troika – the EU delegation in charge of Cyprus’ request for bailout. Until now, they weren’t taxed and these concerns have led to an increase in employees seeking early

Popular Bank is looking at 185 early retirements retirement. “But really, it is a win-win situation: the bank reduces its costs and the employee enjoys the benefits of early retirement,” said Archimandritis. He wasn’t in a position to offer any specific figures, while the affected employees have been given a week to respond. The bank’s plans were first brought to light by StockWatch yesterday. The bank, which needs some €1.8 million in bailout funds, currently employs 2,500 staff in Cyprus, and must reduce its payroll by 12 per cent in 2012.

Meanwhile, the bank yesterday confirmed reports that it was in contact with Chinese investors. It said that following a suggestion by the Cyprus Securities and Exchange Commission and in a bid to be transparent and keep investors informed, “a meeting was held in China with possible investors in the last 10 days of June 2012, where a possible investment in the bank’s share capital was discussed”. It added, “nothing worth announcing has emerged from the aforementioned contacts”.

EU AND IMF technocrats yesterday discussed the possibility of privatising the island’s semi-government organisations (SGO) in efforts to tidy up state finances. The suggestion wasn’t exactly welcomed by the state’s main SGOs, the Cyprus Telecommunications Authority (CyTA) and the Electricity Authority of Cyprus (EAC). Speaking after meeting with the ‘troika’ – delegates from the European Commission, European Central Bank and International Monetary Fund – CyTA chairman Stathis Kittis said the delegates had asked to be informed on the organisation’s finances, investments and dynamics. “We informed troika that CyTA is a successful organisation that belongs to the state, but also contributes to the state’s finances and that it would be unfair for it to be privatised, leading to any profits being pocketed by private businessmen, instead of the state budget, which is in the best interests of the Cypriot public,” said Kittis. “We insisted that organisations like CyTA operate in a way that contributes to the state budget, instead of being a burden,” he said, adding that in the past few years, CyTA had contributed €600 million to state coffers. Asked by a

troika member whether that was per year, Kittis reportedly replied: “This is Cyprus, not the United States”, clarifying that the number totalled around €80 million a year. Kittis said troika asked for the authority’s views on possible privatisation, but didn’t put it on the table as a definite possibility. He pointed out that the current delegation was just collecting data and views, before returning in September to discuss the various issues. “The troika has a duty to carry out, to inform their own bosses on the data of each country, with the aim of investigating each country’s ability to absorb funds from their own economic resources, before requesting financial assistance from outside,” said Kittis. However, EAC workers’ union EPOPAI yesterday expressed concern over the way things were panning out. “Our first assessment of the information we are receiving is that troika didn’t come here to help and support Cyprus financially, but to undermine the Cypriot people’s living conditions and contribute to destroying what it took years of hard work for us to build, under unfavourable conditions,” EPOPAI announced. It added: “We are informing the troika, and whoever it may concern, that the pension fund is money that belongs to the EAC pensioners and work-

The union said the state had benefited in the millions from the SGOs over the years. “We are of the view that the responsibilities of those who led us to this tragic and painful situation are unbearable and they need to be charged,” said EPOPAI. “We are calling on the country’s political leadership to rise to the occasion and defend the best interests of the state and secure the living conditions that the Cypriot people deserve.” The union didn’t shy away from threatening to react “with all legal means”, if thoughts to privatise SGOs were adopted.

‘Suspension for senior bank figures ahead of external investigation’ By Stefanos Evripidou CENTRAL BANK governor Panicos Demetriades has reportedly asked the island’s two main banks to suspend the employment of senior figures in both banks ahead of an external investigation into the circumstances which led to the banks’ overexposure to Greek bonds. According to yesterday’s Alithia, Demetriades sent the letter to the boards of Bank of Cyprus and Laiki Bank on Monday, informing them that an independent investigation will soon be launched into their activities in

Greece. He requested that senior bank officials that might have been involved in decisions taken on Greek bond exposure to be temporarily suspended while the investigation is ongoing. The governor reportedly avoided mentioning names though is expected to do so orally in phone conversations with the chairmen of the banks’ boards. The paper reported that the Central Bank decided the make-up of the investigative committee on July 16, which will comprise of independent experts from Cyprus and abroad. It is believed the committee will be charged with investigating the whole gamut of banking activities at Bank of Cyprus and Laiki as well

as of the Central Bank, in an effort to clarify the various roles played in the massive exposure to Greek sovereign debt. The two commercial banks suffered record 2011 losses as a result of a write-down in their portfolios of Greek bonds, an impairment agreed by European leaders, including Cyprus’ president, to make Greece’s debt more sustainable. The decision had the banks and government scrambling for cash to meet the banks’ recapitalisation needs, with Laiki needing at least €1.8 billion from the state and Bank of Cyprus asking for €500 million. Cyprus requested an international bailout on June 25. Earlier this month, the Bank of Cyprus’ chief

executive Andreas Eliades resigned and was replaced by Yiannis Kypri. Reports suggested he was forced to resign under pressure from the Central Bank. The Financial Times reported that Eliades had faced criticism for authorising the bank’s purchase of €2.1bn of Greek bonds in December 2009 and January 2010, when a bailout for Athens was already under discussion, without consulting the board. This was after Bank of Cyprus dumped almost all the Greek bonds in its portfolio for a substantial profit, cutting its exposure to Greek sovereign bonds to €100 million by early December 2009 from €1.8 billion in October 2009.

Home Marcoullis concludes her visit to Moscow FOREIGN Minister Erato Kozakou Marcoullis and her Russian counterpart Sergei Lavrov yesterday concluded meetings in Moscow, a 2012-2013 political consultations plan. Speaking at a joint news conference afterwards, Marcoullis expressed Cyprus’ gratitude to Russia for its stable position on the Cyprus issue, and also referred to the close cooperation between the two countries in the areas of economy and tourism. Lavrov reiterated Russia’s political support for Cyprus, and also expressed his satisfaction that bilateral business transactions between the two countries had risen 25 per cent during the first five months of 2012 despite the negative international climate. Russia has already loaned Cyprus €2.5 billion to cover the island’s financing needs in 2012, and Nicosia has asked for another €5 billion but this has yet to be forthcoming from Moscow. Referring to the Cypriot EU presidency, Lavrov said he hoped this would contribute to the promo-

tion of issues which are of particular concern to Moscow, such as the lifting of visa requirements for Russian citizens wishing to travel to the EU. Marcoullis said Russian tourists were “an example of quality tourism”. She said the Russian market had become the second most important for the island’s tourism industry with a 20 per cent share. The fact that another three Cyprus consulates are due to open soon in Russia in the regions of Krasnodar, Samara and Yekaternburg was proof of that interest, she said. Marcoullis denied recent reports that talks were underway for the creation of a Russian military base in Mari. Referring to Syria she said Cyprus, as the closest EU country in the area, has had previous experience with handling the crisis in Lebanon. Lavrov also referred to Syria, expressing the view that unilateral sanctions were a “blockade” and that they circumvented the UN Security Council.

CYPRUS TODAY Pay cuts THE CABINET yesterday renewed its decision to voluntarily cut 10 per cent from the salaries of senior government officials until the end of the present term in February 2013. According to government spokesman Stefanos Stefanou, two years ago the government took the initiative to cut the gross earnings of senior government officials by 10 per cent including President Demetris Christofias, his ministers, and the director of the president’s office among others. “Based on this decision an appeal has been made to parliament and other state officials to do the same,” said Stefanou.

Shake-up for CTO offices By Jacqueline Agathocleous THE CYPRUS Tourism Organisation (CTO) is planning to close, merge and reorganise offices abroad so as to reinforce efforts to promote Cyprus as a popular tourist destination. “The time has come for a big reorganisation of the offices, to see which ones we can possibly shut down, where new ones can open,” said Commerce Minister Neoclis Sylikiotis, after meeting with the CTO yesterday and being presented with the initial findings of a study into the matter. Sylikiotis said tourism was intensely competitive and demanded new measures, including an investigation into the possibility of attracting new markets. There are currently 23 CTO offices abroad, costing over €7.7 million, while just €1.8 million is spent on projecting Cyprus as a tourist

Tourism offices abroad could see transfers and retirements as resources redirected destination abroad. “It is time to take measures,” said Sylikiotis. “The (CTO) Board of Directors has done a very good job with this study and I am certain they will move ahead with measures.” But he added that radical changes could not be expected straight away. CTO chairman Alekos Oroundiotis said the organisation’s overseas offices had done a good job over the past years, but it was time to reorganise them to improve their efficiency. However, he added that the tourism market had changed, due to the internet, low budget travel agents and restricted budgets. “All this composes a new state of affairs for the foreign offices’ operation, which is why the CTO – with the minister’s support – has started this procedure, this study, and very soon, we will be in a position to announce the results of this study, but also any decisions that will be made on the matter,” said Oroundiotis. But he said the CTO was not yet in a position to offer specific details and numbers. “Some offices will be merged, others will shut

down and maybe some new ones will open in other markets that we are interested in; or even certain other offices in markets we are especially interested in will be reinforced,” said Oroundiotis. He said there were around 70 to 75 people currently employed in offices abroad, for whom the organisation was making arrangements. Asked if these efforts would lead to redundancies, Oroundiotis said there may possibly be transfers and/ or retirements, all of which would be clarified once the CTO study is complete. Meanwhile, Sylikiotis yesterday said there had been a 14.5 per cent increase in tourism revenue in June, compared to the same time

last year, while arrivals had also increased. According to the minister, there was a 2.8 per cent increase in arrivals for the first half of 2012, compared to the corresponding period last year. He said this was encouraging, as the year had started off with some worrying trends. “Efforts were made to maintain arrivals at the same levels as last year, when significant increases were registered in the range of 10 per cent in arrivals and 13 per cent in revenue, compared to 2010,” said Sylikiotis. He said numbers from the UK had exceeded lower expectations for 2012, while there was an increase in arrivals from certain European countries. There has also been a massive increase in Russian tourists. “The year is expected to close on a positive note,” said Sylikiotis.

A 58-YEAR-OLD man, Alkis Poyiadjis, drowned yesterday while swimming in Oroklini. He was spotted unconscious by beach-goers who saw his body hit a breakwater at around 8am. After calling the police, swimmers moved Poyiadjis’ body onto the breakwater but could not resuscitate him. He was taken to Larnaca hospital where a doctor on duty confirmed he was dead. State pathologist Eleni Antoniou who performed the post mortem, said the man had drowned. Poyiadjis, who lived in the US and hailed from Nicosia, was staying at an apartment close to the beach in Oroklini.

Chop shop THREE men were remanded yesterday after the police discovered a fenced area in Limassol with stolen car parts. The police searched the area on Tuesday following a tip off and found a stolen car and a number of car parts linked to stolen vehicles. Two men from Egypt, aged 33 and 47, said they rented out the space from a 50-year-old Cypriot who let them take cars apart. The three men were remanded for three days while the SBA police investigate.

Members of the Public and Commercial Services union were due to stage a 24-hour walkout today, the eve of the opening ceremony of the Olympics. The government had announced legal action to try to prevent the strike going ahead. The union said 800 new jobs will be created in the Border Agency and 300 in passport offices, describing it as enough progress to suspend the strike. PCS leader Mark Serwotka said the new jobs proved the government made huge mistakes in shedding thousands of jobs in recent years. The move, announced to the union during talks at the Home Office on Tuesday, represented “major progress” in the dispute. Recruitment adverts were placed on websites yester-

day morning for the new jobs in areas including Heathrow, Gatwick and Luton airports, said the union. The PCS said its members had been subjected to “disgraceful” attacks from government ministers since the announcement last week of the strike.

LEGAL CHALLENGE The union said the government’s legal challenge was based on a claim that 12 staff in Paris and Brussels were being involved in the dispute when they were not covered by the issues. Serwotka said the dispute had not been resolved and there were a number of outstanding issues, including pay and compulsory redundancies. He said there would now be “significant” investment in 1,100 permanent new jobs, and criticised the government for not announcing the good news. Serwotka said: “These new jobs are a welcome step towards a recognition that the Home Office has been cracking under the

strain of massive job losses, and that the answer is not more cuts, but more investment. “We are pleased that with these new posts and the progress made in talks we are able to avert a strike ahead of the Olympics.” He said ministers and right-wing commentators had subjected union members to an “unprecedented level of vitriol” over the past week. A spokeswoman for airports operator BAA said: “We welcome the decision by the PCS to call off tomorrow’s strike. “So far passengers arriving for the Olympics have had a smooth journey through Heathrow and it is great news that those arriving tomorrow can also expect a warm welcome to London and the Games.” Labour MP John McDonnell, who chairs the PCS parliamentary group, said: “The union has secured a tremendous breakthrough to protect its members’ jobs. This could have been sorted weeks ago. There was no need for this heavyhanded brinkmanship.”

All children to be given flu vaccination ALL children are to be given the flu vaccination after experts said it could save up to 2,000 lives a year. The scheme, which is expected to be rolled out in 2014, will see all children aged two to 17 given the vaccination through a nasal spray. Younger children will be given the spray at their GP practice and schoolchildren will receive it at school. The Joint Committee on Vaccination and Immunisation, which advises the government on vaccination policy, said the flu programme should be extended to children because it could reduce the rate of infection by 40 per cent. Health Secretary Andrew Lansley has accepted the recommendation, a Department of Health spokesman said.

At present, over-65s, pregnant women and people with a serious medical condition, including children, are eligible for a seasonal flu jab. The UK will become the first country to offer the flu vaccine to healthy children free of charge. The measure is expected to cost £100 million a year. Healthy children are among those who are least likely to develop complications from being infected by flu, but their close contact with each other means they are more likely to transmit the virus to one another and other vulnerable people. The mass immunisation programme is estimated to lead to 11,000 fewer hospital admissions and 2,000 fewer deaths every year.

SCOTLAND could be the first part of the UK to allow same-sex couples to marry. Deputy First Minister Nicola Sturgeon announced that the Scottish government plans to bring forward legislation which would permit it. The controversial issue has been backed by politicians from all the main parties north of the border, as well as equality campaigners, but has attracted fierce criticism from some religious organisations. Sturgeon said: “We are committed to a Scotland that is fair and equal, and that is why we intend to proceed with plans to allow samesex marriage and religious ceremonies for civil partnerships. We believe this is the right thing to do.” The decision comes after almost 80,000 people responded to a Scottish government consultation on the issue. The UK government has also put forward proposals to bring in same-sex marriage, which it supports, but ministers are waiting until the end of a consultation before making a decision on the matter.

While her address might be routine for many parliaments around the world, it symbolised the huge changes that have unfolded in Myanmar since the military ceded power to a quasi-civilian government in March last year. After two decades of animosity between the junta and Suu Kyi, who spent much of it under house arrest, her onceoutlawed National League for Democracy (NLD) won 43 of 44 seats in April by-elections, giving greater legitimacy to a political system that was widely dismissed at the outset as a charade. GUNMEN shot dead a Pakistan Taliban commander linked to an attack on a volleyball tournament in northwest Pakistan in 2010 that killed almost 100 people, officials said yesterday. Maulana Ashraf Marwat was killed in Pakistan’s Shaktoi area of South Waziristan near the Afghan border on Tuesday, said mourners at his funeral. The identity of the gunmen was unclear. Police blamed Marwat for helping organise the deadly 2010 attack on the Shah Hasankhel village in the northwestern Lakki Marwat district in which a truck packed with explosives was detonated at a volley ball tournament. Marwat was linked to the Pakistani Taliban, said a leader of a local pro-government militia. The police also say Marwat killed another Taliban commander, Maulana Iftikhar Marwat, reportedly because of his association with the Afghan Taliban.

Assad army turn up heat on Aleppo Armoured column advancing on city By Jonathon Burch THE Syrian army turned its forces on Aleppo yesterday, ordering an armoured column to advance on the country’s second biggest city and pounding rebels there with artillery and attack helicopters, opposition activists said. As hostilities intensified near the Turkish border, Ankara said it was closing its crossing posts, although the United Nations said refugees fleeing Syria would be allowed through. At the Syrian town of Azaz, a few miles south of the Turkish border, rebels appeared in control after heavy clashes over the past month in which they succeeded in driving out government forces, leaving the place a rubble-strewn ghost-town. Syria’s ambassadors to the United Arab Emirates and Cyprus, who are married, have deserted their posts, becoming the latest officials to abandon the Damascus government, rebels said. The 16-month revolt against

President Bashar al-Assad has been transformed from an insurgency in remote provinces into a battle for control of the two main cities, Aleppo and the capital, Damascus, where fighting exploded last week.

HEAVY FIGHTING Assad’s forces have launched massive counter assaults in both cities. They appear to have beaten rebels back from neighbourhoods in the capital and are turning towards Aleppo in the north. North of Aleppo, the town of Azaz has been almost completely destroyed by heavy fighting. Burnt-out armoured personnel carriers sat on the roads where rebels hit them with rocket-propelled grenades. Bullet casings were scattered everywhere. Most residents fled during the latest fighting, which drove Assad’s forces out over the past month and ended in the rebels taking the Bab alSalam border crossing with Turkey on Sunday. Fighting in and around

Aleppo is expected to prompt an exodus across the Turkish border, where some Syrian refugees are already complaining about poor conditions and have clashed with riot police in disputes over food. “There is not enough food. They have broken our hearts, the Turks. Why are they doing this to us?” said a sobbing woman called Umm Omar, with her four children huddled next to her in a camp near the border. Further south, Syrian forces used artillery and fired rockets yesterday on the Damascus suburb of al-Tel in an attempt to seize it from rebels, forcing hundreds of families to flee, residents and opposition activists said. “Military helicopters are flying now over the town. GERMANY’S top court ruled yesterday that the country’s election law is unconstitutional, leaving Europe’s biggest economy with no valid rules on how to distribute seats in the Bundestag lower house just over a year before the next vote. The Karlsruhe-based Constitutional Court upheld a case brought by the opposition Social Democrats, the Greens and more than over 3,000 citizens against the law, which was altered by Chancellor Angela Merkel’s center-right coalition last year. Germany’s complex system, which can end up creating extra or “overhang” parliamentary seats that benefit bigger parties, breaches citizens’ rights to take part in direct, free and equal elections as enshrined in the constitution, the court said. Merkel’s government, preoccupied with trying to stem the eurozone debt crisis, now has to come up with a new law by autumn 2013, when the next federal election is due. Government officials said they expected to have a law in effect by then and refused to speculate on what would happen if that were not the case.

TRYING to convince increasingly sceptical international lenders that it is serious about slashing its debts, Greece named a new privatisation chief yesterday and said it would sell a lossmaking bank that has been draining state coffers. The latest visit to Athens by inspectors from the European Union, European Central Bank and International Monetary Fund has already begun on a sour note, with officials warning Greece is hugely off track in meeting pledges under its 240-billioneuro bailout. "The situation just goes from bad to worse, and with it the debt ratio," one EU official said. "Nothing has been done in Greece for the past three or four months." Reliant on aid to avoid bankruptcy and an exit from the eurozone, Greece has been under mounting pressure to show its lenders it has finally mustered the political will to push through reforms under a new conservative-led government. Prime Minister Antonis Samaras' government said yesterday it had decided to sell state-controlled agricultural lender ATEbank. The European Union and IMF have

BRITAIN'S economy shrank far more than expected in the second quarter, battered by everything from an extra public holiday to government spending cuts and the neighbouring eurozone crisis. Finance minister George Osborne said figures released yesterday showed Britain had "deep-rooted economic problems", adding the slump in the second quarter was disappointing even when taking into account one-off factors that hurt. Britain's gross domestic product fell 0.7 per cent compared with the first three months, the sharpest fall since the height of the global financial crisis in early 2009, the Office for National Statistics said, showing a bigger drop than any of the economists surveyed in a Reuters poll last week had expected. Output in Britain's service sector - which makes up more than three quarters of GDP contracted by 0.1 per cent in the second quarter after growing 0.2 per cent in Q1 2012. Industrial output was 1.3 per cent lower, while construction - which accounts for less than 8 per cent of GDP - shrank by 5.2 per cent, its biggest drop since the first quarter of 2009. The figures confirmed Britain remains mired in its second recession since the start

The lack of growth also puts this goal into question. Sterling hit its lowest in nearly two weeks against the

dollar after the data, and twoyear government bond yields hit a record low on speculation that the Bank of England may have to provide more economic stimulus than expected. The central bank has already embarked on another £50-billion programme of gilt purchases with newly created money to soften a grim economic outlook, but the dismal numbers boosted speculation that it may cut interest rates later this year. "This is terrible data. Frankly there's nothing good that comes out of these numbers at all," said Peter Dixon, an economist at Commerzbank. "The economy looks to be badly holed below the wa-

ter line at this stage. It's a far worse period of activity than we'd expected." Britain is due some kind of boost over the coming months as production looks set to rebound from the hit from the extra public holiday to celebrate Queen Elisabeth's Diamond Jubilee in June, and from the ticket sales and visitors' spending during the London Olympics it is hoped will boost growth. Nonetheless, many Britons have reined in spending since the crisis and businesses are holding back investment as the lack of demand and fears about the spillovers from the eurozone crisis weigh on confidence.

THE European Commission warned yesterday that the EU could take over supervision of benchmarks such as Libor as one of its most senior officials unleashed a broadside at the Bank of England for its failure to stamp out rigging. Manipulation of Libor, which is used to set prices for trillions of dollars of financial products around the globe, has landed Barclays with a penalty of $453 million, claimed the scalp of its chief executive and threatens to drag in several other banks into the rate-fixing scandal.

Announcing measures to criminalise the fixing of such indexes, Michel Barnier, the European commissioner in charge of regulation, said he was examining tighter supervision of such benchmarks and questioned their current method of calculation. Banks currently supervise Libor and its continental European equivalent Euribor themselves but self-regulation is set to end. "Everything has been put on the table except one and that is that of status quo

and self regulation," Barnier said. "We will need to propose further ... methods in relation to the ... public supervision of all reference rates and benchmarks." The European Banking Federation, which oversees Euribor, said it backed public supervision as fast as possible. Barnier made his remarks as he outlined a proposal to criminally sanction traders and others involved in rigging an index like the London Interbank Offered Rate - new rules are not set to take effect until 2015.

Time is clearly running out for Cyprus Airways THINGS appear to be going from bad to worse for Cyprus Airways. On Monday the Cyprus Stock Exchange suspended its titles from trading for two months because of the company’s failure to publish its accounts for 2011 as it was obliged to do under the law. Not a very wise decision, considering the dire financial difficulties of the airline and its need for financial assistance. The overall impression created, by not submitting accounts on time, was that that the airline’s management was hiding something, sparking speculation that last year’s results were worse than what had unofficially been announced. It raises suspicions that the top brass want to hide the real financial picture until after the House of Representatives had approved the remaining half of the €31 million injection into the company as part of a new capital issue. Even if this were not the case, could deputies be blamed for thinking it were when they are asked to approve the second instalment of the cash injection? Would they not be justified in delaying the approval until after audited accounts for 2011 were published? Now there is a danger the company would receive no money at all as the first instalment is included in a law the president is considering sending back to the legislature because it contains a provision for ‘open skies’, which the unions are vehemently opposed to. If deputies decide to take a firm stand the airline’s top management will have nobody to blame but itself, for failing to provide the strong leadership that would avert closure. First, it should have adopted transparency in relation to the company’s financial problems, instead of failing to publish accounts on time. Second, it should have put together a plausible action plan, in co-operation with all the unions, instead of allowing the bureaucrats of the labour ministry, who know nothing about the airline industry, to submit a mediation proposal, which, astonishingly envisages pay rises for the low-paid workers. The action/rescue plan may have envisaged bigger pay-cuts and more reductions of benefits; it could also adopt a redundancy plan without the additional compensation that would cost the airline €17 million as this is not a company that can afford to give such generous farewell presents. If the unions opposed this tough rescue plan, they would have to take the responsibility for the company’s eventual closure. Unfortunately, the airline’s leadership – board and senior management – has failed to take control of the situation and provide a long-term solution, which might be unpopular but would offer a viable future to Cyprus Airways. Instead it has opted for half-baked, short term-measures that would keep the airline going for a few more months. There is still a little time for management to put things right, but it needs to show the type of strong and ruthless leadership it has failed to display so far.

‘Good life’ perpetually beyond reach for most Comment Robert Skidelsky

OW MUCH inequality is acceptable? Judging by pre-recession standards, a great deal of it, especially in the United States and Britain. New Labour’s Peter Mandelson voiced the spirit of the past 30 years when he remarked that he felt intensely “relaxed” about people getting “filthy” rich. Getting rich was what the “new economy” was all about. And the newly rich kept an increasing part of what they got, as taxes were slashed to encourage them to get still richer, and efforts to divide up the pie more fairly were abandoned. The results were predictable. In 1970, the pre-tax pay of a top American CEO was about 30 times higher than that of the average worker; today it is 263 times higher. In Britain, the basic pay (without bonuses) of a top CEO was 47 times the average worker’s in 1970; in 2010, it was 81 times more. Since the late 1970s, the posttax income of the richest fifth has increased five times as fast as the poorest fifth in the US, and four times as fast in the UK. Even more important has been the growing gap between average (mean) and median income: that is, the proportion of the population living on half or less of the average income in the US and Britain has been growing. Although some countries have resisted the trend, inequality has been increasing over the last 30-40 years in the world as a whole. Inequality within countries has increased, and inequality between countries increased sharply after 1980, before leveling off in the late 1990’s and finally falling back after 2000, as catch-up growth in developing countries accelerated. The growth of inequality leaves ideological defenders of capitalism unfazed. In a competitive market system, people are said to be paid what they are worth: so top CEOs add 263 times more value to the American economy than

Inequality has been increasing over the last 30-40 years in the world as a whole the workers they employ. But the poor, it is claimed, are still better off than they would have been had the gap been artificially narrowed by trade unions or governments. The only secure way to get “trickledown” wealth to trickle faster is by cutting marginal tax rates still further, or, alternatively, by improving the “human capital” of the poor, so that they become worth more to their employers. This is a method of economic reasoning that is calculated to appeal to those at the top of the income pyramid. After all, there is no way whatsoever to calculate the marginal products of different individuals in cooperative productive activities. Top pay rates are simply fixed by comparing them to other top pay rates in similar jobs. In the past, pay differentials were settled by reference to what seemed fair and reasonable. The greater the knowledge, skill, and responsibility attached to a job, the higher the acceptable and accepted reward for doing it. But all of this occurred within bounds that maintained some connection between the top

and the bottom. Top business salaries were rarely more than 20 or 30 times higher than average wages, and for most people differentials were far less. Thus, the income of doctors and lawyers used to be about five times higher than that of manual workers, not ten times or more, as they are today. It is the breakdown of noneconomistic, common-sense ways of valuing human activities – framing them in larger social contexts – that has led to today’s spurious methods of calculating pay. There is a strange, though little-noticed, consequence of the failure to distinguish value from price: the only way offered to most people to boost their incomes is through economic growth. In poor countries, this is reasonable; there is not enough wealth to spread round. But, in developed countries, concentration on economic growth is an extraordinarily inefficient way to increase general prosperity, because it means that an economy must grow by, say, 3% to raise the earnings of the majority by, say, 1%. Nor is it by any means certain that the human capital of

the majority can be increased faster than that of the minority, who capture all of the educational advantages flowing from superior wealth, family conditions, and connections. Redistribution in these circumstances is a more secure way to achieve a broad base of consumption, which is itself a guarantee of economic stability. The attitude of indifference to income distribution is in fact a recipe for economic growth without end, with the rich, very rich, and super-rich drawing ever further ahead of the rest. This must be wrong for moral and even practical reasons. In moral terms, it puts the prospect of the good life perpetually beyond reach for most people. And, in practical terms, it is bound to destroy the social cohesion on which democracy – or, indeed, any type of peaceful, contented society – ultimately rests. Toronto film fest promises action, India and Affleck

Perry in latest bid for comeback after Friends

FORMER Friends star Matthew Perry, making another bid for a television comeback, says his characters have got more likeable with every attempt to find success. The 42-year-old actor, who has largely failed to follow up his fame as the hapless Chandler Bing in the comedy that ended in 2004, returns to television in September as a sports talk radio host who joins a grief counselling group after the death of his wife. The new comedy Go On follows the dark and short-lived series Mr. Sunshine in which Perry starred as well as cocreating in 2011, and drama Studio 60 on the Sunset Strip which was cancelled after one season in 2006. “In my efforts to have a TV show and come back, my characters have got nicer... Mr. Sunshine was down and out, and now this guy is a nicer and more well-intended guy. You certainly want to play a guy that people want to root for and this guy has that,” Perry told television critics this week. The wise-cracking actor said that Go On executive producer Scott Silveri “has created a TV show for me better than the one I created for myself... The set-up is better. That guy (in Mr. Sunshine) was in a bad mood, and no one really knew why.” Perry, who had well publicised problems with alcohol and prescription drug addiction during the later years of Friends, was asked what was the best role he had ever had. “It would be stupid not say this one!” he retorted. “That is potentially true about this part because I get to do a bunch of things at one time. I like to do drama and comedy... One of the scenes in this show gave me one of biggest acting challenges I have had dramatically.” Perry has struggled to make his mark even as his former Friends co-stars have largely found success in movies (Jennifer Aniston, Lisa Kudrow), stage (David Schwimmer), and other TV shows (Courteney Cox, Matt LeBlanc). Asked what made the 10year-long comedy series such a huge hit worldwide, Perry replied; “Friends was just great chemistry. It had great writing and great directing and really great acting so a little bit of magic happened there and you never know when that is going to happen.”

By Cameron French THE Toronto International Film Festival promises a heavy dose of popcorn movies on a slate normally noted for Oscar contenders, opening with time-travel thriller Looper and featuring premieres of films directed by Ben Affleck, Robert Redford and Tom Twyker. Opening on September 6 and widely considered a kick-off to Hollywood’s Oscar season, the 37th edition of the festival will feature films starring Ryan Gosling, Tom Hanks and Robert De Niro, as well as Dustin Hoffman’s directorial debut and many movies from India. Looper, directed by Rian Johnson and starring Joseph Gordon-Levitt and Bruce Willis as a timetraveling assassin assigned to kill his future self, was one of 62 titles announced by the festival on Tuesday. It is the third straight year the festival, known as TIFF, has launched with a non-Canadian film. While the opening-night spot at festivals such as Cannes and Sundance is considered an honour, the lead-off in Toronto has typically been used to showcase smaller Canadian films that otherwise received little widespread attention.

Batman actor Bale visits Elton expecting his second child Colorado shooting victims By Bob Tourtellotte Christian Bale, the actor behind the Batman mask in The Dark Knight Rises, visited victims of last week’s movie theatre shooting as they recovered at an Aurora, Colorado, hospital on Tuesday, a spokeswoman for the facility said. Emily Crowley, spokeswoman for the Medical Centre of Aurora, confirmed that the movie star was at the hospital Tuesday afternoon but did not give any details. Bill Voloch, interim president of the medical centre, told The Denver Post newspaper that Bale spent about 2.5 hours at the hospital, where he met with five people still being treated for their injuries. Two others victims came from a different facility to meet Bale, Voloch said. A picture of Bale posing in the hospital next to a young man, identified by the Denver Post as victim Carey Rottman, was posted on the newspaper’s website and on Twitter. A spokeswoman for the actor was not immediately available to comment or provide further details. Jazz in Pomos: Just another day in Paradise For lovers of jazz it doesn’t get better than the Paradise Place Jazz Festival – 360 degrees of open skies, sea, camping and four days of some of the finest jazz musicians in Europe. Situated just before the village of Pomos, Paradise Place lives up to its name, blessed with a dramatic rocky coastline and magical sunsets. Some people choose to go along for just one night, others take time out for a mini holiday in the area, soaking up the sunshine during the day and indulging in the party mood once the sun goes down. However you choose to go about it, the festival is a perfect opportunity to embrace a really eclectic mix of music while you mingle with like-minded individuals in a laid-back and notably unpreunpre tentious atmosphere.

the most dynamic way with the Some Other Messengers sextet. Influenced by the rhythm blues and soul sounds of Art Blakey’s Messengers, the music of Hank Mobley, Horace Silver and the Miles Davis Quintet to name a few, the Some Other Messengers sextet elaborates on repertoire from landmark recordings of the hard bop medium. Led by vibraphonist Alexander Gagatsis, this not-to-be-missed line-up features Tasos Stylianou on guitar, Ioannis Vafeas on the drums, Charis Ioannou on alto sax, Mike Michael on trumpet and Greg Makamian on double bass. The ensemble will then be followed by an open jam session. On Saturday, new band PLEX quartet takes to the stage. All four musicians met and studied together in Rotterdam Conservatory. They play mostly original jazz compositions influenced from the jazz repertoire and the modern music of our time. The band members are Tom Lumley on saxophone, Ermis Michael guitar, Thomas Poll on acoustic bass and Stelios Xydias on drums. The first’s weekend programme will conclude a familiar band to Paradise Place, the Trio Smiles, alongside Charis Ioannou on alto sax. The focus of the night will be on the work of Wes Montgomery. It’s impossible to speak of jazz guitar without mentioning Montgomery. In the span of just a few years in the late 1950s and early 1960s, jazz legend Wes Montgomery was able to forge a body of work that is still referred to today as among the most important and influential of any music ever recorded by a jazz artist. He blended the lightning-quick runs of Bop with an earthy, bluesy tone. The guitarist was also well-known for

his innovative soft thumb-picking and octave techniques. During his commercial period, he also began laying the groundwork for Fusion. Unfortunately, he died in 1968, before Fusion ever hit its stride. The following Friday, the opening act belongs to Pantelis Stoikos from Greece and his Trio Balkano. Stoikos is one of the most creative trumpet players in the modern world jazz scene from the area of Balkans. He concentrates on the sound of his area, Macedonia, extending it with a technical mentality from jazz and classical music. Once again, jam session will follow Trio Balkano’s performance. The following day the evening will begin with the Koullouras quartet. They drive their music and their original compositions to new horizons with new acoustics, mixing a lot of new modern elements with traditional forms in a way that derives from other music genres such as ethnic music. Members of the band are Irinaeos Koullouras on double bass, George Krasides on saxophone, Ioannis Vafeas on drums and George Morfitis on keyboards. The joyous folk traditions of Bulgaria come alive in the final instalment of this exciting programme featuring a master of the traditional Bulgarian kaval (an eight-hole wooden flute) Theod-

Reportage In the age of anxiety, are we all mentally ill? The US has seen an increase in the prevalence of reported anxiety disorders of more than 1,200 per cent since 1980 By Sharon Begley

hen Cynthia Craig was diagnosed with postpartum depression eight years ago, she told her family doctor she felt anxious about motherhood. She wondered whether she had made a catastrophic mistake by quitting her job, whether she could cope with the long, lonely hours stay-athome mothers face - and even whether she should have had children. “Anxiety is something I have always had, especially during times of change,” said Craig, 40, who lives in Scotland, Ontario. “But I was never worried about the level of anxiety, and it never prevented me from leaving the house, driving, socialising or even speaking in front of people.” Her doctor referred her to an anxiety clinic, where a nurse asked Craig dozens of yes-orno questions - are you afraid of snakes? do you hear voices? do you vomit from anxiety? - and made a diagnosis. “She said, ‘Let’s call it Generalised Anxiety Disorder with a touch of social phobia’,” Craig said. That didn’t feel right to her, but the clinic’s psychiatrist agreed with the nurse and said Craig’s concerns about motherhood constituted an anxiety disorder, a form of mental illness, and prescribed Pfizer’s Effexor and then GlaxoSmithKline’s Paxil. Craig says the drugs exacerbated the very anxiety that she doubted required medication. Craig’s case is one of millions that constitute an extraordinary trend in mental illness: an increase in the prevalence of reported anxiety disorders of more than 1,200 per cent since 1980. In that year, 2 per cent to 4 per cent of Americans suffered from an anxiety disorder, according to the American Psychiatric Association’s Diagnostic and Statistical Manual (DSM) of Mental Disorders, used by psychiatrists and others worldwide to diagnose mental illness.

In 1994, a study asking a random sample of thousands of Americans about their mental health reported that 15 per cent had never suffered from anxiety disorders. A 2009 study of people interviewed about their anxiety repeatedly for years raised that estimate to 49.5 per cent - which would be 117 million US. adults. Some psychiatrists say the increase in the prevalence of anxiety from about 4 per cent to 50 per cent is the result of psychiatrists and others “getting better at diagnosing anxiety,” as Dr Carolyn Robinowitz, a past president of the APA who is in private practice in Washington, DC, put it. “People who criticise that are showing their bias,” she said. “When we get better at diagnosing hypertension, we don’t say that’s terrible.” Critics, including other leading psychiatrists, disagree. They say the apparent explosion in anxiety shows there is something seriously and dangerously wrong with the DSM. Its next edition, due in May, would lower the threshold for identifying anxiety. The criticism rests on three arguments. First, the DSM fails to recognise that anxiety is normal and even beneficial in many situations, so it conflates a properly functioning

brain system with a pathology. Second, the DSM’s description of anxiety is more about enforcing social norms than medicine. Finally, they say, anxiety is adaptive. Its brain circuitry was honed by evolution for a purpose. Only when that mechanism misfires should a person be diagnosed as mentally ill. “No human emotion is more basic than anxiety,” said sociologist Allan Horwitz of Rutgers University. “Many forms of it simply should not be categorised as disorders, because they’re the result of the way people evolved thousands of years ago, rather than something going wrong.” Horwitz and other critics recognise that when the brain’s anxiety system misfires it can prevent people from functioning, as when someone is unable to leave home, interact with friends and family or walk past even a leashed dog. But the anxiety system is working properly when it makes someone afraid of heights or wild dogs or threatening strangers. “Anxiety or panic symptoms that have been severe, persistent and cause clinically significant distress or impairment need to be diagnosed promptly,” said Dr Allen Frances, a psychiatrist who led the pre-

vious DSM revision and questions some of the new criteria. “Very effective treatments are available.” “We don’t oppose people getting treatment,” said Horwitz, co-author of the new book All We Have to Fear: Psychiatry’s Transformation of Natural Anxieties into Mental Disorders. “But people are much too willing to think they have a disorder that requires treatment.” Many psychiatrists don’t see it that way. Under changes for the DSM-5 proposed by experts convened by the APA, symptoms such as excessive worry, restlessness, feeling on edge, avoiding activities that cause anxiety, and being overly concerned about health or finances or family would have to be present for only three months rather than six to justify a diagnosis of Generalised Anxiety Disorder (GAD). And people would have to display one physical symptom, not the current three. “Because its threshold for GAD is set so ridiculously low, DSM-5 will mislabel as mentally ill many people who are experiencing no more than the normal and expected worries of everyday life,” said Frances. Dr Donna Rockwell, a clinical psychologist who has organised opposition to aspects of the DSM-5 process, warned that “unless they come to their senses, GAD will be identical to the existential worries all of us face as part of being human.” That will bring “a bonanza to the drug companies,” she added, opening the floodgates to “more inappropriate, expensive and potentially harmful drug use.” Drugmakers reported $661 million in US sales of antianxiety drugs last year, according to IMS Health. Most psychiatrists see that as evidence people suffering from mental illness are getting help. The Pharmaceutical Research and Manufacturers of America recently issued a report touting the many drugs being developed for mental illnesses, including 26 for anxiety. “When anxiety symptoms

The message that what used to be considered part of the human condition is pathological is getting through, at least to some people. James Heaney, 44, told his family physician in 2000 that he often felt shy or mildly depressed in social situations. “There was no in-depth evaluation of my symptoms,” said Heaney, then a network administrator for a school district near Rochester, New York. After a 10-minute interview, he had a diagnosis of “mild social anxiety” and a prescription for Paxil. Research over the past decade shows that feeling anxious is how the brain’s emotion centres signal to its thinking centres that something is amiss. For instance, it is normal to be anxious over a sick child, a

loved one’s illness, unemployment or other setbacks in life, said New York University sociologist Jerome Wakefield, coauthor of All We Have to Fear. “The feeling of anxiety tells you something poses a threat, which can motivate you to stay vigilant” - about, say, a change in a sick child’s symptoms, he said. In the Paleolithic era, when our prehistoric ancestors lived in small clans, how people were viewed by strangers and kin could determine survival. Anxiety about public speaking accounts for about half the diagnoses of social anxiety disorder. “There is great evolutionary and survival value in anxiety, which makes it difficult to identify as an illness or pathol-

ogy,” said psychologist Frank Farley of Temple University. Anxiety was working properly among survivors of Hurricane Katrina, Wakefield and Horwitz contend. Years after the devastating 2005 storm, schools, housing, policing and other aspects of life in New Orleans had still not returned to normal. Using DSM criteria, a 2007 study concluded that half the surviving residents were “mentally ill” because they experienced anxiety about those lingering effects. “If you survived Katrina, anxiety is not a sign of mental illness; it’s the brain working as it should,” said Wakefield. Such emotions can spur survivors to agitate for rebuilding neighbourhoods, he said. She became dependent on the drugs, taking ever-higher doses. Her psychiatrist told her that “was proof my anxiety disorder was out of control and that I would have to be medicated for life.” She suffered “steadily declining mental and physical health” until she

stopped the meds five years ago and shared her story with the online support group PaxilProgress. James Heaney’s shyness turned to numbness on Paxil. “It made me insular and nonresponsive to my friends and family,” he said. “My mood became very variable,” and co-workers told him they felt uncomfortable asking him for computer help as they once did “because they weren’t sure which James they would get.” He weaned himself off psychiatric drugs in 2011. The social anxiety he still occasionally feels “is a relatively easy problem to deal with,” he said. For Cynthia Craig, the drugs she was prescribed triggered “excruciating anxiety symptoms like I had never experienced in my entire life”. “I told my doctor I don’t want to be on anything,” she said. “My anxiety is predictable and something I can handle.”

Bridesmaids (Novacinema1, 17.10) Bit of an early slot, I realise (it was a premiere last Sunday) - but the flight to Vegas should be screening around 6.15, and you owe it to yourself to watch the flight to Vegas. That’s the scene where our five heroines, including Annie (Kristen Wiig, who also co-wrote the script), fly to Vegas for a hen-night but never actually get there, ending up instead in Casper, Wyoming after Annie tries to overcome her fear of flying with an unwise combination of pills and booze and gets them thrown off the plane. The whole scene is hilarious, starting out with a pregnant passenger who’s even more terrified than Annie (“I had a dream last night that we went down. It was terrible. You were in it”), culminating in a confrontation between our totally wasted heroine and a flight attendant named Steve. “Stove, what kind of name is that?” “That’s not a name. My name is Steve.” “Are you an appliance?” “No, I’m a man and my name is Steve.” And so on. It’s a funny scene - but it’s also significant, because it’s a scene about class envy. The whole thing hinges on the fact that rich, svelte Helen (Rose Byrne) flies first-class along with Lillian (Maya Rudolph), the soon-to-be bride, while Annie flies economy - and Bridesmaids is very much a film about rich vs. poor, both literally and emo-

tionally. Lillian’s father frets that he can’t afford the wedding. Annie is explicitly a victim of the recession, having lost her business (a cake shop) which led in turn to losing her boyfriend. In one scene she bakes a little cupcake with infinite care, decorates it beautifully - then looks at it, as if wondering what the point was, and dolefully eats it herself. Being poor and being alone are both a kind of recession. The film takes a rancid genre (the wedding romcom) and turns it into Woody Allen-ish relationship comedy about a lonely single girl assailed by an unreasonable world. Even the inevitable toilet humour is redeemed - and it’s sad that gross jokes have now become inevitable in Hollywood comedy, but the scene in the trendy dress shop is still a highlight. All the ladies come down with food poisoning while trying on bridesmaid’s dresses, and the film dwells depressingly on their vomiting and defecating - but what makes it funny is that Annie resolutely refuses to admit she’s been poisoned (she’s the one who chose the Brazilian restaurant that served them the bad food) so instead she smiles and holds it in, even as she’s shivering and sweating like a pig. A film that makes vomit jokes funny? Bring it on! Made in 2011.

Oscar et la Dame Rose (LTV, 21.00) Terminally-ill kids? I’m so there! Actually no, like most people I tend to run a mile from fi lms with dying children, even (or especially) when they aim for quirky uplift like this little French number. 10-year-old Oscar has only weeks to live, but everyone’s trying to hide the truth from him; he fi nds out anyway, then takes refuge from lies with a straight-talking woman who’s dressed all in pink (the Pink Lady of the title). “Her imagination, wit and charm ... allow Oscar to live life and love to the full,” says the synopsis cheerily, “in the company of his friends Pop Corn, Einstein, Bacon and childhood sweetheart Peggy Blue” - and I’m not sure if these are imaginary friends or real people but they still sound insufferably twee, plus I’d question how much a child can “live life to the full” when he’s due to kick the bucket in a few weeks. No offence, Pink Lady. Made in 2009.

Troy (LTV3, 22.00) Can’t have Brad Pitt playing Achilles, cried the naysayers! Helen was a great beauty, not some bland German model! The Greeks didn’t have all those thousands of ships when they sailed across the Aegean! Maybe not, but it made for a great CGI moment when the camera pulled back from a single ship to zillions of others - and the fi lm, based on The Iliad, was better than people gave it credit for (though Diane Kruger is indeed a bland German model), an ambivalent war fi lm with echoes of Iraq. Brian Cox is Agamemnon (the George Bush figure) while Eric Bana excels as Hector, getting a couple of the fi lm’s key lines (especially “There’s nothing glorious about dying!”). More intelligent than the naysayers claimed - though it also works as big-budget historical action, if that’s what fi lls your amphora. Made in 2004.

Trust (Novacinema1, 22.00) OK, we get it: the internet is a bad place, and Our Children would be better off playing hopscotch or kick-thecan or whatever. Third fi lm on TV in four weeks about online dangers - but the fi rst two (Shattered Silence and Cyberbully) were cheap and obscure whereas this stars Clive Owen and Catherine Keener as parents whose teen daughter (Liana Liberato, excellent) falls prey to a sexual predator, fi rst online then in person. The result is well-made and gruelling, yet it’s all a bit too neat: the girl’s in denial, slowly must accept that she was raped, then falls into despair prompting a late reconciliation with Dad (who in turn must accept that his job in advertising sexualises young girls; that too is part of the problem). By the end, everyone’s learned a valuable lesson - including of course You the Viewer. Made in 2010.

After a 2-0 win over Senica of Slovakia in Nicosia last week, APOEL will be looking to keep their noses in front this evening at 8.30pm. Apart from Canadian defender Michael Klukowski, who has not been registered for this stage of the competition, and Croatian forward Mario Budimir who is struggling with match fitness, Ivan Jovanovic will have a full squad to choose from. “I am sure that we will face a different team in Slovakia. We have to stay down to earth, make sure we do not under-estimate them and try to win again,” he said. “They will definitely have a different approach to the game than the one they had in Cyprus. We missed many opportunities in the first game, especially in the second half, and now we need to protect our lead. “This is football and everything is possible so we must forget the score from the first game and go for a win,” said

NEWCASTLE boss Alan Pardew has warned Liverpool counterpart Brendan Rodgers he will have to face a substantial loss if he wants to move striker Andy Carroll on. The 23-year-old England international’s future has been a topic for debate ever since new Reds manager Rodgers hinted that he may not be part of his plans, prompting the Magpies to launch a bid to bring him back to Tyneside, initially on loan, and then permanently for a fraction of the £35 million for which they sold him. Liverpool have since insisted Carroll will not be allowed to go out on loan

and are understood to be holding out for around £20 million with West Ham and Fulham also having been linked with the Gatesheadborn frontman. However, Pardew told BBC Radio Newcastle: “Reading chairman John Madejski used to say to me about certain players, ‘Just wipe your nose and move on’, and I think Liverpool are going to have to do that with Andy. “I think it was obvious as soon as Brendan went into Liverpool that Andy’s time was going to have to be somewhere else. ARSENAL manager Arsene Wenger said yesterday the Premier League club are still active in the transfer market and will bring new players in to bolster their squad. Wenger, who has added Lukas Podolski and Olivier Giroud during the off season, would not be drawn on specific targets after British media reports linked Spain and Malaga winger Santi Cazorla with a move to the Gunners. The Frenchman also said he was keen to ensure injured players such as Jack Wilshere returned to duty fully fit. Wilshere, a vital element of Arsenal’s midfield, was ruled out of the 2011-12 season with an ankle injury and is still continuing his rehabilitation. “I am ready to talk a lot, but not a lot about transfers, because it is a very fragile subject and a very secret subject,” Wenger said on Arsenal’s website (www. arsenal.com). “We bought Giroud and Podolski, and I hope that we ‘bought’ (Abou) Diaby and Wilshere too, who didn’t play at all last season. “We will add Wilshere to the squad as soon as possible. But we are not at the end of it (transfers) - we will still bring players in.” Wenger reiterated his stance on captain Robin van Persie’s future, saying he hopes to keep the Dutchman at the club. “There is nothing to elaborate,” Wenger said. “The options are clear - we want to keep our players. I would be happy for him to stay in the English Premier League - at Arsenal.” Van Persie, who has a year remaining on his current Emirates deal, announced earlier this month he would not extend his contract. GREEK triple jumper Paraskevi Papachristou was withdrawn from the London Olympics yesterday after causing an uproar at home for tweeting what was seen as a racist slur, the head of the Greek Olympics team said. “With so many Africans in Greece... the West Nile mosquitoes will at least eat homemade food!!!” she had posted on her Twitter account. The head of the Greek Olympic mission said she could no longer be on the team. “She showed no respect for a basic Olympic value and unfortunately she is out,” Isidoros Kouvelos told Greek SKAI TV. “She made a mistake and in life we pay for our mistakes.” The 23-year-old athlete said in a lengthy apology that the comment was “an unfortunate and tasteless joke”. “I am very sorry and ashamed for the negative responses I triggered, since I never wanted to offend anyone, or to encroach human rights,” Papachristou wrote in a note posted on her Facebook page in Greek and English. “My dream is connected to the Olympic Games and I could not possibly participate if I did not respect their values.” Her apology did not sway the co-ruling Democratic Left party, which had demanded her expulsion. “She can make as many vile ‘jokes’ as she likes on social networking sites when she watches the Olympic Games on TV,” it said in a statement. “But she certainly cannot represent Greece in London.” One man has died in a small outbreak of the West Nile virus in Athens this month and at least five other cases have been reported, according to the country’s disease control and prevention body. Greece is sending 105 competitors in 16 sports to the London Olympics beginning on Friday. Papachristou was a long shot for a medal with a season’s best of 14.58 metres, almost half a metre behind the world leaders.

By Tom Pilcher BRITISH swimmer James Goddard may have become an unwilling participant in a fierce debate yesterday, just who had the best Olympic performance in Beijing four years ago? American swimmer Michael Phelps or Jamaican sprinter Usain Bolt? The debate has raged between pundits for four years over whether Bolt’s three gold medals in the athletics, all in world record times, or Phelps’ record eight golds was the performance people would discuss in 100 years. Phelps’ haul in Beijing beat compatriot Mark Spitz’s haul of seven in 1972 and he now has 14 Olympic titles in total. The American is swimming seven events in London. Bolt, meanwhile, is looking to become the first athlete to win the hat-trick of sprint titles at successive Games in London. Goddard, however, was unequivocal. “I think Phelps is the best athlete that has ever walked the planet in any sport,” the 29-year-old, who will swim against Phelps and world champion and record holder Ryan Lochte in the 200 metre individual medley, said yesterday. “I’m honoured to swim in this event. It’s a dream come true,” he said before adding he was trying to avoid the likely heightened anticipation that will surround the race. “I’m hoping they get caught up with each other.

Goddard finished sixth in the shorter event in Beijing four years ago and fourth at the 2011 world championships and is the European championships silver medallist and was “itching” to get into the pool. “I’m a racer. I like to get in and race hard.”

Goddard said that an additional motivation would be the passionate home crowd, which British Swimming’s head coach Dennis Pursley said could be a factor in lifting the performance of the team. “A home Olympics does bring the best out of the home country and its athletes,” said the former US swimming head coach, who knows the benefits of home advantage having worked with his compatriots in Atlanta in 1996.

“All the indicators I look at coming into a major competition are pointing in the right direction,” said Pursley who added a Rudyard Kipling quote ‘the strength of the wolf is the pack’ to demonstrate his feelings on how the team had come together in final training camps. “We’re healthy, injury-free and there’s a great demeanour and camaraderie in the team. “I fully expect the team to come together and swim very well next week.”

Performance director Michael Scott echoed Pursley’s assessment and said he hoped Britain’s swimmers would get the Games off to a perfect start for the host nation on all fronts. “If we get momentum within the swimming first that will build momentum for Team GB,” said the Australian, who played a significant role in attracting Pursley to the British set-up. “Our goal, always, is performance first. That has to be our priority.”

Norman receives overdue recognition 44 years on By John Mehaffey FOR more years than should have been necessary, Australian sprinter Peter Norman has been the answer to a sports quiz question. Even hardcore track fans struggle to name the third man in the iconic photo of Tommie Smith and John Carlos standing on the victory podium at the 1968 Mexico City Olympics with heads bowed and one black-gloved fist raised. A film by Norman’s nephew Matt, which has been several years in the gestation, seeks to redress this historic oversight. Salute, available on DVD/ Download on July 30, tells the story of Norman’s early life and shows Australia was far from immune from the turmoil of the 1960s. Protesters demonstrated on behalf of the oppressed aboriginal people and there was fierce opposition to Australia’s in-

volvement in the Vietnam war. Norman, still the finest sprinter produced in the southern hemisphere, wore a badge in support of the two black Americans and their cause, the Olympic Project for Human Rights, at the victory ceremony for the 200 metres. How a young man from a Melbourne white working class background came to support Smith and Carlos in their silent protest is related by Salute. Smith elaborated on the events leading to an unprecedented protest which stunned the world during the course of an interview with Reuters in a recent visit to London. Smith, who smashed the world record en route to taking the gold medal ahead of Norman and Carlos, said the trio had been waiting underneath the stands for the victory ceremony, a room he said was known as “the dungeon”. “I remember the conversa-

tion that John had with Peter,” he said. “And the question from John to Peter was ‘do you believe in human rights?’ “And Peter said, in the Australian manner, ‘yeah, I believe in human rights’. John said ‘if you had a button would you wear it’ and he said ‘yeah, I’d wear it. “I had only one button, Carlos had a button, as we were coming out of the dungeon there was a overhang and one of the rowers from Harvard, who backed the human rights issue, also had a button. “I don’t know how John got the button. I was in front of John coming out, and the next thing I knew he was pinning it on Peter. And I said, ‘oh God, no’. I said ‘Peter are you going to wear it’ and he said ‘yeah, why not?’” The Australian sporting authorities were no more forgiving. Norman, who died in 2006, was not selected for the 1972 Munich Olympics and never ran for his country again.

IN the split-second world of Olympic swimming, where gold medals are won or lost by a fingertip, Peter Huerzeler is the man who knows. He is the Omega man - the former company head whose timing technology puts him in a position to know exactly who is quickest in the pool even when two swimmers hit the wall seemingly simultaneously. He is also the man who, in the finest Swiss tradition, is sworn to secrecy and neutrality. Olympic swimming results are given officially in hundredths of a second, even if Omega can time an athlete precisely to the 1/10,000th and has the ultimate computing power to do so to a millionth of a second. In the event of identical timings and a shared gold medal, Huerzeler will know which of the two was first of equals. He will never divulge the information, however. To do so, said the veteran preparing to spend his 16th Olympics in the timing and results room, would simply not be fair on anyone. “We had in the European championships a lot of discussions about the ties,” he explained poolside yesterday as Olympic hopefuls went through their training routines in the lanes behind him. Huerzeler said Omega had done more detailed analysis of those ties with their data and discovered that, timed to 1/1,000th of a second, only one remained. At 1/10,000th there were none. It would therefore be possible to declare an absolute winner, but that would fail to take into account other factors. “They are talking about measuring the thousandths again but that is not correct,” said Huerzeler. “One thousandth of a second is 1.7 millimetres. “And who gives me the guarantee that each lane in the construction of a pool is precise to the millimetre? The tolerances in the pool are in centimetres...the thousandth is only feasible if everybody is swimming in the same line.” Olympic timings were once given in thousandths but the practice changed after 1972 when that year’s 400m individual medley gold went to Sweden’s Gunnar Larsson by two thousandths over American Alexander McKee after both tied at 4:31.98. Since then there have been shared golds. The timing in London also incorporates, for the first time at a Games, a poolside light system that shows the crowd immediately who were the first three finishers.

HE British women’s football team kicked off the Olympics yesterday with victory for the home team over New Zealand, while Jamaican sprinter Usain Bolt, hero of the 2008 Games and the fastest man on earth, vowed to win again, declaring: “This is my time”. The whiff of scandal hung over London’s Olympic Park, where thousands of journalists and athletes were limbering up for the July 27-August 12 showcase, after Greek triple jumper Paraskevi Papachristou was withdrawn from the Games for a racist tweet. Her subsequent apology fell on deaf ears, with the head of the Greek Olympic mission, Isidoros Kouvelos, saying: “She made a mistake and in life we pay for our mistakes.” With doping concerns at centre stage, nine track and field athletes have been banned for violations in a crackdown on the use of prohibited substances at the London Olympics. The athletes, including leading Moroccan marathon runner Abderrahim Goumri, were all caught with the aid of the Athlete Biological Passport programme, which will be used at an Olympics for the first time in London. The football match in the Welsh capital, which Britain won 1-0 courtesy of a secondhalf goal from Stephanie Houghton, came two days before Friday’s opening ceremony at the main London stadium, the culmination of seven years of preparations for an event that draws billions of viewers around the world. Anyone caught straying into the lanes without permission faces an automatic 130-pound fine, and there has been confusion and heavy traffic in several parts of the capital as a direct result of the system. The symbolic Olympic torch, nearing the end of its 8,000-mile journey, yesterday visited Wembley Stadium, scene of England’s only football World Cup triumph in 1966, and was carried by the goalkeeper in that match, Gordon Banks. Harry Potter star Rupert Grint, who plays the redhaired Ron Weasley in the hit movie franchise, was also among the bearers. The torch’s odyssey ends with the lighting of the Olympic cauldron tomorrow night before 60,000 spectators in-

cluding Queen Elizabeth, US First Lady Michelle Obama and a host of celebrities and dignitaries. Another one billion people are expected to tune in around the world for the ceremony directed by film-maker Danny Boyle. While many details of the show have leaked through the media and social networking sites, some secrets remain, notably the identity of the person who will light the flame and even the location of the cauldron. Former England and Manchester United player David Beckham has confirmed he will play a cameo role in the event, which will include pyrotechnics, a celebration of British music and several spectacular stunts. It has been widely reported that the three-hour show will feature idyllic scenes of pastoral Britain, references to the ‘Satanic mills’ of its industrial past and nods to its place on the modern international cultural stage. At rehearsals this week, crowds cheered the complex and distinctly British ceremony, which will be in stark contrast to Beijing’s more choreographed extravaganza.

Despite the early exchange, the pace of the game was very slow and there were no clear goal-scoring opportunities throughout the first half, with AEL being the slightly better team with more creativity in the middle of the park. After the interval the identical scenario continued. The visitors had no real intention of going for goals as they were pleased to hold on to their first leg advantage, while Linfield were unable to create a single goal chance in front of Degra. Partizan meanwhile overcame Maltese outfit Valletta 7-2 on aggregate in their second qualifying round encounter. The first match between AEL and Partizan will be played at the Tsirion Stadium in Limassol next Wednesday, with the return leg scheduled for the following week in the Serbian capital. It is worth mentioning that three AEL players were booked by Swedish referee Martin Strombergsson on the night - Dosa Junior, Luciano Bebe and Paolo Sergio. All three are important in Pambos Christodoulou’s starting line-up and it will be a big blow to the Limassol side if any of them were to miss the second leg against Vladimir Vermezovic’s men.
