YPRUS is not cooperating enough with its international lenders, in the view of the troika themselves, reports from Berlin said last night. The island’s proposals on a possible memorandum of understanding were, in the view of the troika, “insufficient”, according to a document obtained by Reuters in Berlin. “The Eurogroup working group has again urged Cyprus to cooperate with the troika,” the document said, according to a report from the news agency. The comment appears to contradict the continuous stream of positive spin coming out of the Cyprus government that the negotiations were moving along, despite some differing views. Cyprus remains at odds with the troika over privatisations and automatic wage hikes, the finance minister said yesterday, but he said he was optimistic a bailout deal would be brokered soon. The government has repeatedly said it want-
ed to seal a negotiation before the November 12 Eurogroup meeting but missing that would not be “the end of the world,” Finance Minister Vassos Shiarly said. “It is more important to strike a deal with the troika team,” said Shiarly. The minister said there were also differences with the troika – European Central Bank, International Monetary Fund and European Commission - on recapitalisation needs of the island’s Greek-exposed banks and the supervision of co-operatives. The minister said there was a fifth issue – he did not specify – which was not of much concern. “We are waiting ... to hear when they will come to Cyprus to conclude the final round of negotiations... Now the ball is in their court,” Shiarly told reporters in Nicosia. CYPRUS’ first female lawyer, first cabinet minister, and first and only female attorney-general, Stella Soulioti, died on Thursday night in Limassol at the age of 92. Throughout her life, Soulioti was the first among Cypriot women to obtain prominent positions. She was Cyprus’ first female lawyer. She was the world’s and Cyprus’ first female Justice Minister serving for the newly formed Republic of Cyprus between 1960 and 1970. She was the island’s first law Commissioner between 1971 and 1984. She then became the island’s first and only female attorney-general, between 1984 and 1988. Soulioti was among the first Cypriot women to join the British air force when in 1943, the British administration asked women in Cyprus to join. She left the force at the rank of lieutenant. Soulioti also headed the Cyprus Red Cross society between 1961 and 2004 and was on UNESCO’s executive board between 1987 and 1991. She advised successive Cyprus governments on the Cyprus problem for decades from the sixties
Stella Soulioti passed away aged 92 in Limassol on Thursday night onwards and wrote ‘Fettered Independence’, two volumes on Cyprus’ history between 1878 to 1964. The president, cabinet members, politicians and political parties yesterday expressed their condolences to the family, hailing Soulioti as a pioneer of public life. Foreign Minister Erato Kozakou-Marcoullis said Soulioti was the archetype of the dignified politician, who paved the way for others. “We are all poorer today,” she said. “At a time when women’s position in Cypriot society was difficult, she was an example to emu-
late,” the Green party said. Law Commissioner Leda Koursoumba said that Cyprus owed her thanks for keeping thorough records that enriched the state archives. After the Turkish invasion of 1974, Soulioti was in essence a “state representative,” coordinating thousands of volunteers, Koursoumba said. Cyprus Red Cross has declared a five-day mourning period until Tuesday. “I will always refer to her as Mrs Soulioti,” said attorney-general Petros Clerides referring to a deference he said was always
due to her. Soulioti was born in 1920 in Limassol, one of the four children of Aggeliki and Sir Panayiotis. Her father was knighted by the British government in 1936, serving as a lawyer and public servant. Two of her siblings have already died: director Michael Cacoyannis and lawyer George – ‘Gogos’ – Cacoyannis. Her sister, Yiannoula CacoyannisWakefield is the head of the Michael Cacoyannis foundation. Soulioti’s daughter, a doctor, lives in London. The funeral in Limassol is scheduled for Tuesday.
Cyprus and Egypt talk energy matters By Stefanos Evripidou THE PROSPECTS of cooperation between Egypt and Cyprus in the energy sector are “enormous”, said Foreign Minister Erato Kozakou Marcoullis yesterday after meeting her Egyptian counterpart in Nicosia. Mohamed Kamel Amr is the first senior Egyptian official to visit Cyprus since the Egyptian uprising in 2011 forced Hosni Mubarak to step down after 30-years in power. Speaking after their meeting, Marcoullis said the two discussed a wide range of issues, including energy and the second round of licensing for offshore blocks in the Cypriot Exclusive Economic Zone (EEZ). She recalled that Egypt was the first country to sign a delineation agreement on the respective EEZs between the two countries in 2003. “The prospects of cooperation are enormous,” said Marcoullis. The energy authorities of both
countries are already working in that direction, she said, noting that Commerce Minister Neoclis Sylikiotis was in Cairo just two weeks ago to discuss the training of Cypriot energy officials. Cyprus has signed a delimitation agreement with Egypt, Israel and Lebanon, though the latter has yet to ratify it. Cyprus and Israel are also in negotiations on a unitisation agreement, stipulating how the two countries could commercially exploit any hydrocarbons found on the boundaries between their respective EEZs. Marcoullis noted that Cyprus and Egypt are looking to do the same. “We will start negotiations on a unitisation agreement,” she said. For his part, the Egyptian minister Amr thanked Cyprus for its support to the people of Egypt during the uprising in 2011. “We will never forget that. You are a good friend and a friend when we needed you.” He noted the “enormous potential”
for increasing economic and cultural cooperation between the two countries, referring in particular to prospects in maritime transportation and renewable energy sources. The two ministers also discussed ways to repatriate funds embezzled by the former Mubarak regime in foreign countries. Marcoullis told the Cyprus Mail that the Cypriot and Egyptian authorities have already located embezzled funds in bank accounts in Cyprus, though she could not specify the amount. Amr thanked Cyprus for its help in getting the EU to prepare a resolution making it easier for these funds to be repatriated to Egypt. The Egyptian minister highlighted that the “situation in Syria is tragic”. Military intervention would be extremely dangerous, he said, adding that Egypt was looking for a “controlled change” in Syria by an organised opposition which would preserve Syria’s integrity and harmony.

Home CYPRUS TODAY KPMG to check the books LARNACA municipality has appointed auditors KPMG to conduct an investigation of its accounts to determine the extent of fraud involving some 70 employees who are said to have withheld social insurance cheques instead of handing them over to the municipality. In a written statement the municipality said it wanted to establish the extent of the problem but it also wanted to identify weaknesses in the system, which may have contributed. The failure by the employees in question to hand over their sick leave cheques cost the municipality €80,000, initial estimates showed. The investigations will take around a month.
Safe cycling theme for latest police road campaign By Peter Stevenson AS PART of road safety week which began yesterday, Justice Minister Loucas Louca spoke of the advantages of cycling rather than driving. The theme this year for Road Safety week is ‘Cycling with Safety’. “It is important to promote this cheap, easy and ecological mode of transport,” said Louca. He added that even though cyclists were relatively small in number they were a high risk group when it came to use of the roads. Proponents of cycling however often cite the
lack of facilities for safer bike riding, especially in urban areas, although some progress has been made in the establishment of bicycle lanes in recent years. Louca spoke about the damage done to society by the number of road fatalities each year, especially among the young. “Human pain, which overwhelms the victims and their families cannot be measured,” Louca added. Statistics have shown an improvement this year in comparison to the same period in 2011 and 2010, the minister said, with 40 road deaths so far this year as opposed to 57 last year and

Murder arrest AUTHORITIES yesterday arrested a man, 44, from Polis Chrysochous in relation to the murder of a 67-year-old jeweller from Larnaca. Michalakis Demetriou was found dead on Wednesday near Petra tou Romiou in Paphos. A state pathologist said he was shot at close range.The 44-year-old was arrested in the evening after authorities interviewed Demetriou’s family and examined data from his mobile phone, police said. He is due to appear in court today for a remand hearing.
Explosives found POLICE found powerful explosives in a field in Strovolos late on Thursday night. An anonymous tip was given at 9.30pm leading officers to an empty field near the Aretousa Care Home. Upon arrival, they found a large leather bag containing 30 highly explosive sticks, 16 electronic triggers, three flammable fuses and one explosive fuse.

Nadir claimed to have lived on the generosity of his mother and a girlfriend
DISGRACED tycoon Asil Nadir was yesterday ordered to pay back £5 million of the money he stole from his Polly Peck business empire -- or face a further six years’ jail. Nadir was jailed for 10 years in August after being found guilty of stealing £28.8 million from the company and its shareholders. He later claimed to be penniless after prosecutors demanded £60 million should be paid in compensation and interest to the administrators. Polly Peck, a leading stock exchange conglomerate, collapsed in 1990 after Nadir stole money which he sent abroad through a complex series of companies. Justice Holroyde, sitting at the Old Bailey, rejected his claims of poverty and said he believed Nadir had money stashed away. Nadir was given two years to pay the compensation. He may be released after serving half of both sentences. The judge also ruled that Turkish airline boss Hamit Cankut Bagana could apply for the return of the £250,000 security he paid to allow Nadir bail. Nadir fled from the UK to his native northern Cyprus
in 1993 but returned in 2010 to face trial. He claimed to have lived on the generosity of his mother and a girlfriend while in exile and before he was discharged as bankrupt. But the judge said: “It is not true that Nadir received no significant income or owned no significant assets since 1993.” It was argued on his behalf that Nadir had not taken part in business during his years in exile. But the judge said he could not accept that “such a proud and talented man” would have lived off handouts from his mother and a girlfriend. He added: “Why would he have impoverished and demeaned himself in such a way?” Nadir had not helped in revealing his finances but the judge said he did not think he could make an order for the full amount. He said: “Conscious that I am probably erring on the side of caution and being more generous to the defendant than he deserves, I believe he has the means to pay compensation of £5 million.” Nadir thanked the judge from the dock before being taken away to Belmarsh prison.

The island has been unable to borrow from international financial markets for more than a year because of high yields on its traded debt. Shiarly said Cyprus had held “long-distance” talks with representatives of the ECB, the IMF and the European Commission and was expecting them to set a date to come to the island to resolve “no more than five” outstanding issues. He said the issues yet to be resolved included the troika’s call for privatisations, its demand that wage indexation be scrapped, the supervision method of cooperative banks, and the recapitalisation needs of the banking system. Privatisations and scrapping wage indexation, known as cost of living-adjustment or CoLA is a red flag for the government, which is deeply rooted in the labour union movement and which faces presidential elections in February. “I’ll say it from now, I am ready to take to the streets with the workers to defend CoLA,” President Demetris Christofias said last month. The government has been careful to state it is against privatisations of “profitable” state assets, such as the island’s
telecommunication company CyTA. That organisation pays dividends to the state on its profits each year. But in the case of other assets, like lossmaking Cyprus Airways it is looking for a buyer. Cyprus has also rejected the troika’s recommendation to harmonise the supervision of cooperative credit societies with the standards applied for commercial banks. The two sides also disagree on the total amount needed by the banks – Cypriot authorities believe the island needs about €5 billion to recapitalise its banks, while the troika puts the figure at about €10 billion, Shiarly told lawmakers on October 3, minutes of a meeting leaked to the media this week showed. A more accurate picture of potential banking needs would only be ready by mid-January, when an outside asset quality review is completed, the minister said. “The difference (in assessment) is not material right now since whatever is decided between us and the troika on the probable recapitalisation amount is preliminary. “I don’t think that will be a thorny issue preventing the conclusion of a memorandum,” he said.

HUNDREDS of teachers have asked to retire early for they will lose their lump-sum retirement payment to austerity measures imposed by the island’s lenders. Teachers at all levels have been opting to retire early – sometimes by four or five years – scared their lump-sum payment might be taxed in the near future, as part of austerity imposed by the troika. Another concern for teachers in elementary schools and kindergartens, at least, is the possibility of extending the retirement age, currently at 60. Secondary education teachers retire at 63. According to figures obtained from the education service commission, 312 teachers have applied for early retirement so far this year. From them, 63 were elementary and 56 were kindergarten teachers. Most kindergarten teachers, 39, applied for retirement in the past two weeks or so. The flight in the education sector started in 2011 when the island’s economic problems worsened – 134 teachers sought early retirement compared with 64 in 2010 and 51 in 2009. The situation in the central government was no different. In July, the chairman of the public service commission said there had been 250 applications in the first half of the year compared with 240 for the whole of 2011. And this even after President Demetris Christofias pledged that the lump-sum retirement payment would not be touched.
Cyprus Mail celebrates 67th birthday By Theo Panayides “GROWING Violence in Palestine” read our headline on November 2, 1945, a headline that could still apply today. The more things change, the more they stay the same – and the Cyprus Mail has stayed much the same for 67 years now, even as things have changed around it. Cyprus is now unrecognisable from the quiet, predominantly rural British colony which received our very first issue, though in fact the front page 67 years ago didn’t contain any Cyprus news. Instead we wrote about a British brigadier killed in Java, an attempt to break the British air-speed record (which stood at around 600 miles an hour) and the end of a strike by Manchester dock-workers. Indeed, that alleged pro-British ‘bias’ has been the paper’s biggest problem in the past six decades – rather unfairly, because the Mail never hesitated to be critical of the British authorities in colonial
days, taking them to task in scathing editorials, and covered the EOKA uprising extensively and objectively. The paper is still aimed partly at British expats, and of course it still features more British news than its Greek-language equivalents, but its focus has always been Cyprus, covering the island longer than any other local paper. Waves of emigration in the 40s and 50s, changing social mores, rising divorce rates, the shift from rural to urban – and of course EOKA, independence, the fighting in 1963, the Turkish invasion, the 2004 referendum, EU accession: all this has been grist to our mill. And what about the Cyprus Mail website? Well, let’s put it this way: not only was there no World Wide Web in 1945 – there wasn’t even a Tim Berners-Lee (he was born 10 years later), the man widely credited with inventing the World Wide Web! That, at least, is one thing that hasn’t stayed the same in 67 years.

Tourism revenue will reach €1.9bn CYPRUS expects to rake in a whopping €1.9 billion from tourism this year, Commerce Minister Neoclis Sylikiotis said yesterday. The minister said that during the period of January – August this year, there was an increase of 8.5 per cent in revenues compared to the same period in 2011. With the present trends, total income from tourism is expected to reach €1.9 billion for 2012, he said. So far this year the number of tourists visiting Cyprus increased by 4.6 per cent, in comparison to its corresponding period in 2011, which will reach almost 2.5
million for the entire year. Measures taken in the past few years have resulted in more than doubling the percentage of tourists from the Russian market, Sylikiotis said. By the end of the year, more than 450,000 visitors will arrive from Russia and it is estimated that the following year the number will surpass half a million. The minister stressed that these results were not achieved by chance, but through a comprehensive action plan and the setting of priorities, decided through close cooperation with the Cyprus Tourism Organisation.
LAWYERS ARE calling a nation-wide 24-hour strike on Tuesday to highlight the “insurmountable” problems threatening to bring the justice system to its knees following the hiring freeze in the public sector. President of the Bar Association Doros Ioannides said yesterday that if immediate action was not taken to fill the vacant positions left by retiring judges and courtroom staff, the already overburdened justice system would collapse, resulting in “anarchy”. The justice system is already suffering from “huge problems that have remained unsolved for decades”, creating massive delays for people seeking justice and serious problems in getting court rulings enforced. The hiring freeze in the public sector as a result of the economic crisis has served to make those problems “insurmountable”, argued Ioannides. He noted that the problems started many years ago, over many governments. “But we have reached
the end of our tether with this moratorium on jobs in the public sector...In many sectors, the justice system is at its lowest point since the establishment of the Cyprus Republic,” he said. The lawyers’ head listed some of the problems facing the legal system. He referred to the failure to replace retiring judges, resulting in their ongoing cases getting “put in the corner”, or added to the already brimming workload of the remaining judges.
DELAYS Courtroom staff are also not replaced when they retire, adding to the delays in the justice system, while some courts do not even have buildings to carry out their work, said Ioannides. As a result of the mounting problems, the justice system is on the verge of collapse, with 165,000 court-issued warrants currently outstanding. In the Nicosia district alone, lawyers are still waiting to complete cases that were filed in 2006. “If you factor in an appeal, the average case in Cyprus needs ten years. Imagine how it feels to wait ten years and then
have the court issue a warrant in your favour only for it not to be implemented,” he said. To avoid the “complete collapse of the justice system”, the bar association is calling a strike next Tuesday in all districts of the Republic. “Democracy cannot survive without a strong justice system,” argued Ioannides, adding, “If justice collapses in Cyprus, everything will collapse”. He called on all lawyers registered with the bar association, both in the private sector and in the Legal Service to gather outside their respective district courts at 9am on Tuesday to send a message that the situation could not continue. Responding to the news, Justice Minister Loucas Louca said yesterday: “Certainly those positions that have become vacant in the justice system need to be filled immediately.” He pledged to meet as soon as possible with the finance ministry and parliament to discuss the matter. The economic crisis should not impact upon the role of justice, added the minister.

The reply contains information on what action has been taken by the ministry in each individual case, which schools have been closed down as a result of illegal operation, and which schools have been given deadlines to submit the necessary documentation in order to meet the ministry’s criteria for a licence. Private Schools and Institutes Law, stipulates that the ministry must carefully examine each accusation made on the illegal operation of a private school, and must subsequently refer the case to the police, who bear the responsibility of the investigation and referral of any illegal activity to relevant judicial authorities. According to Mavros, the minister’s reply contains a list of seven private schools that were found to be in violation of the law. The Emba Private School Education Centre in Emba, The Red Dragon Private School in Limassol and the Private School St.Piran Peyia Ltd in Peyia are the schools that have so far been closed down. The Emba Private School Education Centre was not complying with the legal requirements for the establishment and running of a private school. The Red Dragon Private School and the Private School St. Piran Peyia were both found to be operating without a legal licence. The Private American School Paphos and the Highgate Private School in Ayious Trimithias have been given until December 31, 2012 to submit the relevant certificates and documentation regarding the schools’ premises. The Private School Tlc in Peyia and the Silverline Private School in Trachoni both submitted applications to the Ministry in February 2012 for the establishment of their schools, which are currently under examination.

Without new chief at helm of HIO implementation of NHS at standstill By Alexandra Anastassiades THE IMPLEMENTATION of a National Health Scheme (NHS) is currently at a standstill, as the Health Insurance Organisation (HIO) is still without a chairman, seven months after the departure of its former head, Vassos Shiarly. “A lot of work has so far been done by the HIO. Both the private and public sector have been hit hard by the economic crisis, and one of the most efficient ways for these problems to be resolved is through the creation of a National Health Scheme”, Andreas Demetriades, the Director General of HIO, told the Cyprus Mail. However, despite the HIO’s continuing work towards the implementation of the NHS, they are unable to achieve any concrete results as all executive decisions must be made by a chairman. Health Minister,
Androulla Agrotou, said recently that a chairman would be appointed soon, yet it appears that until then, the HIO is powerless to finalise the process. Cyprus, which is currently the only EU member state to not have a national health system in place, has been debating this issue since the passing of an NHS law in 2001.

The proposed NHS includes a centralised, integrated IT system, based on a build-operate-transfer (BOT) setup, which would reduce bureaucracy by giving patients and doctors access to files and will increase the transparency and efficiency of the health system. Under the BOT model, the infrastructure, cost and management of the IT system would be taken over by a third party thereby alleviating costs for the state. According to Demetriades, the HIO is currently holding talks with the two candidate companies that have sent in tenders for managing the IT system, in order to clarify some pending issues that remain. However, once again, the final decisions that will complete the tender procedure and set the NHS wheels in motion, must be made by an executive council, which at the moment cannot run as there is no chairman in place.
THE HOUSE environment committee yesterday said that because of delays with the legal services, dangerous petrol stations including one found responsible for a city centre fuel leak were being allowed to operate. The petrol station that caused a fuel leak in central Larnaca reopened in September, following the temporary shutdown of two other petrol stations while municipal workers looked for the leak. The head of the environment committee, Adamos Adamou, said yesterday they needed to update legislation to solve problems with the 150 unlicensed petrol stations in Cyprus. But the legal services are still examining a bill proposed by the commerce ministry to create a framework to deal with petrol stations. “We’re not going to solve this (Larnaca petrol station) problem unless the legislation that has been with legal services for a very long time gets [to parliament] so that all the problems that are discussed on and off in the environment committee can be solved,” Adamou said. Larnaca Mayor Andreas Louroudjiadis said in September that “a legal deadend” prevented him from ordering the shop to close because of the lack of legal framework.
ACTION Louroudjiadis called the environment committee to take action. But ruling party AKEL deputy George Georgiou yesterday called Larnaca municipality to consider revoking the station’s licence, adding that “no one can use as an excuse” that they are waiting for legislation. “What concerns us the most is the residents’ health and safety and… we are not assured that the station’s operation guarantees it,” Georgiou added. The Green party’s George Perdikis said it was “unacceptable and illegal that the petrol station reopened, and violates the laws of justice and common sense.” He added that though the petrol station did pay for the financial costs to restore the environment and deputies were not concerned about another fuel leak, those responsible were not punished.

Malcolm Trobe, deputy general secretary of the Association of School and College Leaders (ASCL), said it was “outrageous” to suggest teachers and schools were to blame, adding that Ofqual is responsible for ensuring “fairness and accuracy” in the system.

World Japan ‘deplores’ alleged assault on teenager JAPAN complained yesterday about a “deplorable” incident in which a U.S. serviceman is believed to have assaulted a teenage boy on the southern island of Okinawa where opposition to U.S. military bases is running high. The US ambassador to Japan, John Roos, was summoned to the Foreign Ministry over the incident and later said the United States was very upset about it and would cooperate fully in an investigation. A US servicemen was suspected of breaking in to an apartment to assault the boy early yesterday, media reported. The incident came shortly after the United States imposed a night-time curfew on military personnel after two US servicemen were arrested on suspicion of raping a Japanese woman. Many people on Okinawa oppose a US base there and disagree with a government decision to allow the United States to deploy Osprey hybrid aircraft on the island despite concern about their safety. “This happened when a night-time curfew was in place and it is extremely deplorable,” Prime Minister Yoshihiko Noda was quoted as saying by Kyodo news agency, referring to the assault on the boy. “A supposedly impermissible thing has happened.” A foreign man, reportedly a US serviceman from the US Air Force’s Kadena base, broke in to an apartment on the third floor of a building and hit a 13-yearold boy in the face, Okinawa police said. The man, who had apparently been drinking, seemed to have fallen out of a thirdfloor window and was hospitalised, police said.

Most utility companies in the two states said it could take a week or more to restore power to all customers in the wake of Sandy, the worst natural disaster to strike their customers. In New York, Governor Andrew Cuomo sent a letter on Thursday to the CEOs of state power companies, saying he would “take appropriate action against those utilities and their management if they do not meet their obligations to New Yorkers in this time of crisis”.

UN human rights investigators led by Brazilian Paulo Pinheiro have gathered evidence and testimony on atrocities committed by government forces as well as by armed rebels in the 19month-old conflict. In their last report in August, the investigators said government forces and allied militia had committed war crimes including the murder and torture of civilians in what appeared to be a statedirected policy. The team has already drawn up a confidential list of suspects for future prosecution, either by an international tri-
bunal or by a Syrian national court if feasible. Carla del Ponte, the former UN war crimes prosecutor who has joined the inquiry, promised last month to bring high level Syrian political or military figures who may have ordered or committed war crimes to justice. “There should be really no illusions that accountability will follow. There is a lot of evidence for many of these crimes that have been taking place,” Colville said yesterday. “This video, if it’s verified, if the details become a little clearer, could well be part of that evidence,” he said. Colville called once again on both sides to respect international human rights law and international humanitarian law. “You can carry out conflict within the rules of war”. The Geneva Conventions lay down rules that aim to limit the barbarity of war. They call for the protection of civilians and of those who no longer take part in hostilities, including captured soldiers and the wounded, who it says should be humanely treated in detention.

Employers added 171,000 people to their payrolls last month, the Labour Department said yesterday. The government also said 84,000 more jobs were created in August and September than previously estimated. The jobless rate edged up a tenth of a point to 7.9 per cent, but that was due to workers surging back into the labour force. Only people who are looking for a job count as unemployed. “This report is consistent with the emerging picture of an economic recovery that is continuing to regain traction after grinding to a halt earlier this year,” said Millan Mulraine, senior US strategist at TD Securities in Toronto. The employment data was the last major report card on the economy before Tuesday’s presidential election. Polls show Obama and Republican Mitt Romney locked in a dead heat in a race in which the nation’s feeble jobs market has been front and centre. “Really vigorous is a number like 250,000 to 300,000 jobs a month. This is simply not good enough,” Romney economic adviser Glenn Hubbard told CNBC. ROYAL Bank of Scotland faces fines for its part in a global interest rate rigging scandal and wants to reach a settlement as soon as possible. US and UK authorities are investigating the part-nationalised bank over how it set Libor and other interest rates and it is expected to be one of the next to settle after British rival Barclays was fined $450 million in June. RBS expects to start talks on a settlement soon, which is likely to result in financial penalties, the bank said yesterday as it published third quarter results. Chief Executive Stephen Hester said the timing of a settlement was in the hands of regulators. “We are up for settling with all and every one as soon as they are ready.” Hester said it was difficult to assess whether RBS would be hit with a bigger fine than Barclays, the only bank to settle so far. More than a dozen banks are under investigation by authorities in the United States, Europe and Asia. Even if a fine was smaller than Barclays’ penalty it would still be a “miserable day” for RBS, Hester said. “It is a deeply regrettable thing ... this is the sort of thing the industry has to put behind it,” he said. Libor and other past mistakes are threatening to overshadow RBS Chief Executive Stephen Hester’s efforts to turn the bank around, which he said would be complete in 15 to 18 months a settlement to emerge between now and the bank’s full year results next February. “I’d be disappointed if we were talking to you at our full year results in February without having had more news but it’s not under my control.” RBS has dismissed a number of employees for misconduct after its own investigations into interest rate setting. sider the future of its US business, Citizens, because it does not fit with RBS’ narrowed focus on its home market. However analysts, who estimate Citizens could fetch over £9 billion, expect Hester to delay any sale until he has got the business into better shape. He said yesterday that Citizens was a core asset, but left the door open for a disposal. “I’ve never ruled anything out and I’m not going to start ruling it out now,” he said. But he said there was a “cogent and coherent strategy” for the bank “to not have all its eggs in one geographic basket”.
Shares in RBS were down 2 per cent to 281 pence at 1215 GMT, lagging a 0.1 per cent rise across Europe’s banks. The bank set aside another £400 million to compensate customers mis-sold loan insurance, bringing its total provision to £1.7 billion. Its third-quarter operating profit of £1.05 billion ($1.69 billion), was up from £2 million in the same period the previous year, as losses from bad debts dropped. Bad debts were £1.18 billion in the third quarter, down 12 per cent from the previous three months. Staff costs fell 5 per cent. The bank has cut 9,900 staff in the past year, or
7 per cent of its workforce, most notably at its investment bank. That business saw a 2 per cent dip in revenue from the previous quarter. But its operating profit jumped 18 per cent to £295 million due to lower costs. Hester said RBS had already significantly shrunk its investment bank and would continue to take a “pragmatic” approach to the size and scope of the business. Taxpayers are sitting on a loss of over £20 billion after Britain pumped £45 billion into the bank to keep it afloat during the 2008 financial crisis.

EUROZONE manufacturing shrank for the 15th month running in October as output and new orders fell, a survey showed yesterday, fuelling expectations of further easing from the European Central Bank. Manufacturers were the driving force behind the bloc’s recovery from the last recession, but the downturn in factory activity that began in smaller periphery countries has now engulfed core members Germany and France. Europe is expected to remain the biggest drag on the world economy next year as its sovereign debt crisis rumbles on, and the situation deteriorated further in Italy and Spain - the two countries most worrying investors with whether they can keep paying their debts. Ireland was the only one of the 17 countries using the euro seeing growth. “The situation in the core economies is worsening. Rather than the strength in the core dragging the periphery out of recession it appears more likely that the core will follow the periphery into recession,” said Ben May at Capital Economics. Markit’s Eurozone Manufacturing Purchasing Managers’ Index (PMI) fell to 45.4 in October from September’s 46.1. The October figure was just up from an earlier reported flash reading of 45.3. The index has been below the 50 mark that divides growth from contraction since August 2011. The manufacturers’ output index sank to 45.0 from 45.9. In Spain, likely to become the next country to be bailed out by the European Union, the pace of decline accelerated. The picture was similar in Italy. Flagging growth prospects for the eurozone’s biggest economies will prompt the ECB to ease mon-
etary policy more in the next few months and cut interest rates to a new record low of 0.5 per cent, a Reuters poll showed on Thursday. “All in all, the picture for the economy remains extremely sluggish. Further rate cuts would be fully justified by the current economic scenario,” said Annalisa Piazza at Newedge Strategy. The bank holds its following policy meeting next Thursday. Data due next Tuesday is expected to show the bloc’s dominant service sector has contracted for all but one of the last 14 months. Markets were unfazed by the latest data with little movement in European stock markets or the euro. The 17-nation bloc’s economy almost certainly slipped back into recession last quarter and may have to wait until 2014 before it recovers from its decline this year, with only feeble growth expected next year. On Thursday, sister PMI surveys showed big Asian economies are only slowly picking up after a year spent battling against global headwinds and that Britain’s factories are facing a deepening decline. In the United States manufacturing grew in October at its slowest pace in more than three years, its PMI showed, but an Institute for Supply Management survey said growth in manufacturing picked up modestly as new orders improved. As global factory activity slows, demand for the eurozone’s goods has dried up. The new orders sub-index fell last month to 43.3 from September’s 43.5, marking its 17th month below 50.

People are paying enough taxes on property already THE LEGISLATURE is absolutely right in refusing to approve the government’s proposal to tax real estate. The bill was submitted to the legislature as ‘urgent’ on Tuesday but the political parties had warned the government they would not pass isolated taxation proposals, before the bailout package was approved. It is a perfectly reasonable position considering there would be a plethora of new taxes in the package that would be agreed with the troika. Why has the government not included the measure in the counterproposals it sent to the troika? Could it be because it wants to include the revenue that the tax would supposedly generate in this year’s budget deficit calculations? It is difficult to think of any other reason for the hurry, when we consider that the tax would not even be collected before next year. Perhaps, this is part of the government’s publicity strategy that wants to counter-balance the pay-cuts in the public sector with a tax on the wealth – the bigger the houses the higher the property tax - so it is not accused by union bosses of only targeting the workers. But how sensible is it to impose yet another tax on property. A person who buys a new flat pays VAT, for an old flat there is transfer tax while the seller pays capital gains tax. Is this not enough taxation on property, without further penalising the property-owner with an annual tax on his or her property? There have been claims that the amount that would be paid would be small, but this would be only until property values are adjusted to current prices; initially property would be taxed on 1980s prices. The truth is we pay enough tax on property under the current tax regime and there is no justification for paying the state every year for the right to own property. It is a law that has no logical justification other than to satisfy the bullying union bosses who have been demanding that the government taxed wealth. With the tax percentage increasing the higher the value of the property, the government could claim that it has taxed wealth. But it would be taxing everyone else in the process as well. Someone with a house valued at €200,000 would pay almost one per cent of its value in tax every year. And what would happen to church property? Would The Church, the biggest landowner in Cyprus be paying tax on all the plots it owns, or will it refuse to do so claiming that it is exempt from taxation?

Where’s the smart home? T HE RELUCTANCE of utilities and makers of appliances and intelligent meters to develop demand response systems undermines a core motive in a massive smart meter rollout in Europe. It is a great idea: when everyone rushes to turn on the kettle at half-time in a football final the utility can remotely turn off nonurgent services like air conditioning to avoid a demand surge and so save firing up another power plant. Demand response is one of the most obvious examples of a system which helps avoid building new power plants and boosts energy efficiency. At the household level, the user agrees to pay a reduced tariff (called dynamic pricing) in exchange for allowing the utility remotely to control more energyintensive appliances, including, in future, charging of electric vehicle batteries. Such a system depends on the rollout of smart meters which allow two-way communication between the appliance and utility. It was part of the motive for an EU mandate to roll out smart meters to most energy consumers by 2020. But smart, wireless-enabled home appliances barely exist, except as additional features in the most expensive products, meaning the meters will have nothing to communicate with. As the smart appliance internet page of US-based GE says: “Smart Appliances / Demand Response info coming soon.” As it happens there are enough

benefits of smart meters, but demand response will not be one of them for a decade or so. That raises questions over the value for money of a massive rollout programme whose costs will be passed to consumers, and means putting back in the box one of the few energy efficiency measures to grab the public imagination. Unlike legacy analogue meters, smart meters automatically send electronic readings through the power cable or by wireless to the energy supplier. One important benefit is to allow utilities to read meters remotely, avoiding costly home visits and making readings more accurate, avoiding a subsequent true-up of estimated bills. Another is to give utilities for the first time information about energy use in real time at the household level, allowing grid optimisation where energy companies can more accurately tailor supply to demand at any time. Both of these largely benefit energy generators and distributors. A third advantage, for households, is that the smart meters will display regularly updated data on power consumption. The idea is that once consumers can see their energy use they will be more aware of waste and potential savings.
And there is the demand response benefit, if the smart meter can communicate with individual appliances where these are wireless-enabled - allowing the utility to remotely switch these off to shed load during peak demand and for the consumer to access cheaper tariffs. But demand response services barely exist yet on the market. The ability to shift load to off-peak hours makes demand response so tempting to policymakers staring at the alternative of public investment in power generation. The EU expected demand response benefits in its mandated rollout of smart meters to at least 80 per cent of consumers by 2020, compared with about 10 per cent now. In March this year the European Commission detailed “minimum functional requirements” in its recommendations on the smart meter rollout. “Smart metering systems should include advance tariff structures, time-of-use registers and remote tariff control. This should help consumers and network operators to achieve energy efficiencies and save costs by reducing the peaks in energy demand. This functionality ... is a key driving force for empowering the consumer and for improving the energy efficiency of the supply system. “There is a significant consensus on provision of standardised interfaces which would enable energy management solutions in ‘real time’, such as home automation, and different demand response
schemes.” The European Regulators Group for Electricity and Gas last year identified a “load shedding” benefit. “Load shedding schemes driven by the meter could allow customers to fully and easily benefit from new tariffs. Through customer information and settlement of incentive tariffs, peak load could be reduced.” What went wrong? For one thing, the benefits may have been overstated: as home appliances become more efficient, and so use less energy, there is less benefit from controlling these in real time. Second, the low replacement rate of appliances is a drag on adoption. Third, many actors are needed to cooperate, including utilities (to develop new tariffs), appliance manufacturers (to make and retail wireless-enabled units), smart meter companies (to ensure compatibility), regulators (to design standards) and software companies (to develop the back office). A similar problem has been seen in the roll out of electric vehicle (EV) charging infrastructure, where the manufacturers of street-side charging stations have to work with utilities to identify and bill motorists. Also similarly to EVs, there is a chicken and egg problem where there is no point developing sophisticated systems before retailers are selling large numbers of smart appliances. On balance a smart meter rollout is a good thing, but it will not deliver yet the futuristic intelligent home that was on the packaging.
Patrick Leigh Fermor: the story was the thing THE ROYAL Geographical Society was full to overflowing last week to hear Colin Thubron in conversation with Artemis Cooper, the accomplished biographer of Patrick Leigh Fermor. Memory, as we all know, can be an unreliable witness. As Cooper explained, Paddy, who died at the age of 96 last year, was a story teller: a complex man who struggled with depression, who loved life, who loved people, but who at his heart was intensely private. It amused me when I first arrived in Greece that everyone we met seemed to have a ‘Paddy’ story: rather like Princess Diana he was one of those charismatic icons that everyone wanted to own: a living legend. It was appropriate that he chose the wild Mani at Kardymili for his home, for it is a land of heroes and myths.

The place where he was parachuted in by British intelligence to live in the

wilds, as a shepherd, to organise the Cretan resistance: the place where he was immortalised on celluloid, forever, by the dashing casting of Dirk Bogarde. But there was a dark side: the accidental killing by Paddy, mishandling a loaded gun, of his comrade in arms in the Cretan resistance, Yanni Tsangarakis. It resulted in a long blood feud, after the war, leaving Paddy with a death vendetta on his head. Yanni’s family finally forgave him, but you cannot help but wonder if Paddy ever forgave himself. Cooper also tackled the terrible reprisals that happened as the Germans withdrew from Crete killing many of the men in the villages, and astutely blaming not Paddy but that policy, still used in wars today, which sees Special Operations’ forces sabotage and create havoc and
then leave. For as we see in the Middle East, Iraq, Afghanistan it is always, however grateful for the intervention, those left behind that count the cost in lives and revenge. A year ago we were at a party at Paddy’s house to celebrate his life and legacy which left the house as a permanent memorial to the Benaki Foundation: a ‘study centre’ – to be used for writers, scholars and historians. Inevitably, given the limitations of money, for the house comes with no endowment, plans will take time to unfold. Meanwhile, those lucky enough to go will find it full of the spirit of the man: to be loved even more, perhaps, once this biography humanises the hero, for like the Greek gods that squabble and feast in the high mountains behind the house, flawed heroes are far more fun.

NEW Jersey natives Bruce Springsteen and Jon Bon Jovi joined Sting and other top music stars last night for a special television benefit concert on NBC to aid victims of Sandy, the giant storm that killed scores and devastated large sections of the US Northeast. The Walt Disney Co meanwhile announced a $2 million donation for Hurricane Sandy relief efforts on Thursday, while Disney/ABC Television Group designated November 5 as a ‘Day of Giving’ wherein viewers of network and syndicated programming would be encouraged to help. Entertainment giant Viacom Inc. also announced a $1 million donation to the Mayor’s Fund NYC and local organisations. Springsteen and Bon Jovi are both New Jersey natives who have often taken inspiration from their home state and used their star platform to highlight both its charms and challenges. NBC said on Thursday that the commercial-free onehour telecast, Hurricane Sandy: Coming Together, would air on Friday night and would include appearances by Christina Aguilera, Billy Joel, Jimmy Fallon and NBC News anchor Brian Williams. Foster to be honoured Chris Brown to do Euro Tour at the Golden Globes DOUBLE-OSCAR winner Jodie Foster will receive a lifetime achievement award at the Golden Globes ceremony in January, recognising her 40-year career as an actress, director and movie producer, organisers said yesterday. The Hollywood Foreign Press Association (HFPA), which organises the annual Golden Globe awards, said Foster will join the likes of past winners Lucille Ball, Barbra Streisand, Al Pacino, Morgan Freeman and Judy Garland, and become the 2013 recipient of the Cecil B. DeMille award. “Jodie is a multifaceted woman that has achieved immeasurable amounts of success and will continue to do so in her career,” HFPA president Aida Takla-O’Reilly said in a statement. “Her ambition, exuberance and grace have helped pave the way for budding artists in this business. She’s truly one of a kind,” she added. Foster, 49, began her career filming commercials at the age of three and won international fame with her role as a streetwise teen in the 1976 film Taxi Driver. Los Angeles Superior Court Judge Patricia Schnegg had the authority to jail the singer if she had found that Brown had not kept up with the terms of his probation, which includes community service and an already-completed domestic violence program. Brown, 23, is half way through his five-year probation sentence after pleading guilty to assaulting his fellow R&B star Rihanna on the eve of the 2009 Grammy awards. Brown’s European tour begins on November 14 in Copenhagen and will finish in Paris on December 7. He will perform in Germany and Norway, among other countries. Twitter-like platform a challenge in power shift By Melanie Lee AS China prepares for a generational power shift in the next two weeks, a similar shift is happening online that is testing the limits and displaying the evolution of China’s legions of state-directed censors. Since its launch three years ago, Weibo, China’s version of Twitter, has become the country’s water cooler, a place where nearly 300 million Internet users opine on everything from Korean soap operas to China’s latest political intrigue. It has posed a unique challenge for Chinese Communist Party leaders whose overarching goal is to maintain tight political and social control, while at the same time wanting to give their citizens a conduit to blow off steam. “One of the key challenges for the new leadership will be whether they can establish credibility through new governing mechanisms,” said Tony Saich, a professor of international affairs at Harvard Kennedy School in Massachusetts. “How are they going to deal with a wired, globally connected, urban middle class that is probably less likely over time to be treated like children?” Part of the solution is also the problem: Weibo. Last Friday, senior officials from China’s Jiangxi province triggered an avalanche

KIM Dotcom, the founder of the shuttered file-sharing site that housed everything from family photos to blockbuster films, yesterday announced a new online storage service called Mega that will give users direct control - and responsibility - over their files. Mega will launch in January 2013, just before the internet entrepreneur is scheduled to face an extradition hearing to the United States where he and other Megaupload operators face charges of online piracy, fraud and money laundering. In a snub to US prosecutors, the site will not use US-based hosting companies as partners in order to avoid being shut down by US authorities. The US government alleges that Megaupload, once one of the world’s most popular websites, was directly responsible for illegally uploaded content on the site and that it netted $175 million from unlawful activities. “The new Mega will not be threatened by US prosecutors,” Dotcom said, adding he was confident Mega would avoid violating US law. “The new Mega avoids any deal-
ings with US hosters, US domains and US backbone providers and has changed the way it operates to avoid another takedown.” Mega is the follow-up to Megaupload, which was shut down in January this year when New Zealand police helicopters swooped into the flamboyant Dotcom’s mansion outside Auckland to seize computers and other evidence at the request of US authorities. Users of the new cloud-based service will be able to upload, store and share photos, text files, music and films, encrypt those files and grant access using unique decryption keys. “You hold the keys to what you store in the cloud, not us,” a statement on the Mega website said. While the new site will operate faster and boast a bigger storage capacity, the encryption technology marks a major change from Megaupload as Mega operators will not have access to files and will therefore be immune to content liability. Ensuring files are not pirated will be the job of content owners, a major change from Megaupload, which the US film industry says was directly responsible for taking down illegally uploaded content.

Apple rolls out iPad mini in Asia to shorter lines APPLE fans lined up in several Asian cities to get their hands on the iPad mini yesterday, but the device, priced above rival gadgets from Google and Amazon.com, attracted smaller crowds than at the company’s previous global rollouts. Apple Inc’s global gadget rollouts are typically high-energy affairs drawing droves of buyers who stand in line for hours. But a proliferation of comparable rival devices may have sapped some interest. About 50 people waited for the Apple store in Sydney, Australia, to open, where in the past the line had stretched for several blocks when the company debuted new iPhones. At the head of yesterday’s line was Patrick Li, who had been waiting since 4.30am and was keen to get his hands on the 7.9-inch slate. “It’s light, easy to handle, and I’ll use it to read books. It’s better than the original iPad,” Li said. There were queues of 100 or more outside Apple stores in Tokyo and Seoul when the device went on sale, but when the company’s flagship Hong Kong store opened, staff appeared to outnumber those waiting in line. Unveiled last week, the iPad mini has won mostly positive reviews, with criti-
cism centring on a screen considered inferior to rivals’ and a lofty price tag. The new tablet essentially replicates most of the features of its full-sized sibling, but in a smaller package. “Well, first of all it’s so thin and light and very cute - so cute!” said iPad mini customer Ten Ebihara at the Apple store in Tokyo’s upscale Ginza district. At $329 for a WiFi-only model, the iPad mini is a little costlier than predicted but some analysts see that as Apple’s attempt to retain premium positioning. Some investors fear the gadget will lure buyers away from Apple’s $499 flagship 9.7-inch iPad, while proving ineffective in combating the threat of Amazon’s $199 Kindle Fire and Google’s Nexus 7, both of which are sold at or near cost. Also yesterday, Apple rolled out its fourth-generation iPad, with the same 9.7-inch display as the previous version, but with a faster A6X processor and better WiFi. Both devices were going on sale in more than 30 countries. Apple will likely sell between 1 million and 1.5 million iPad minis in the first weekend, far short of the 3 million third-generation iPads sold last March in their first weekend.

The ocean, blue, tranquil, yet treacherous is the source of life on planet earth, providing most of the oxygen we breathe, the food we eat and reserves of energy needed to support life as we know it today. The ocean has provided us with an inexhaustible source of beauty, power, and intrigue. So vast are the oceans, in fact, that they take up almost 71 per cent of the entire surface of the globe. From earliest recorded history the sea has made possible trade and commerce, adventure and discovery. While the time when the ocean was seen as the mother of mysterious creatures and monsters is far behind us, today, however, we’ve become more aware of different species as we learn more about this “silent world”. Jacques-Yves Cousteau was a man of the sea. Explorer, inventor and communicator, no other individual in the 20th century promoted and influenced research of the world’s oceans as significantly as this legendary personality. As part of the International Sea Festival Nautilus, the Evagoras Lanitis Centre, in collaboration with the Oceanographic Centre of the University of Cyprus and the Rencontres de la Terre Foundation, will present a tribute to Jacques-Yves Cousteau on Monday at the Lanitis Carob Mills. This tireless adventurer sailed the seven seas – much of it on his famous boat the Calypso – and inspired generations of ocean explorers, to don a mask and enter that shimmering blue world.
“When you dive, you begin to feel that you’re an angel,” he once said. The bespectacled Cousteau, often wearing his trademark red woolly cap, became a household name primarily through his hugely popular television series, The Undersea World of Jacques Cousteau, and his many documentaries. Very little was once known about the effects of pollution, over-exploitation of resources and coastal development, but through his films and books, he lifted the veil on the largest living kingdom on our planet. His pioneering documentaries were made possible only by his technological discoveries. Cousteau was instrumental in developing scuba gear, underwater cameras and a one-person, jet-propelled submarine, and also helped start the first manned undersea colonies. His work drew the public’s attention to the disastrous environmental consequences of human negligence. The tribute on Monday will host the honorary guest Pierre-Yves Cousteau, the youngest son of JacquesYves Cousteau, oceanographer and founding member of the Foundation Cousteau, along with Dr. Evangelos Papathanassiou, the Research Director at the Hellenic Centre for Marine Research, who will present and discuss Cousteau’s work and influence, as well as their concerns for the marine environment. Two-wheel invitation Cycling enthusiasts may want to head to Limassol tomorrow, as Podilates Lefkosias Cycling Club is organising a pleasant and relatively easy cycling excursion. The members of the Group and any other cyclists who want to participate in the event, are invited to meet up at the central square of Mari village at 8.30am where they will be offered free snacks and drinks by the sponsors of the Club, VTT Vasiliko, the company that is investing 300 million euro in the construction of an oil storage terminal at Vasilikos. The distance is about 44 km and is appropriate for all bikes, and the road is 100 per cent asphalted, with a total ascent of approximately 466 metres.

he worked as an intern for NASA in the search for microbial life in extreme environments, before working at the European Space Agency as a young graduate trainee in science coordination for biology experiments, beginning at the International Space Station. Based in Paris, he started delving into marine conservation in 2009, and became a prominent leader in the Cousteau Society, a non-profit ocean conservation organisation founded by his father. OW could you not hate Antoine Arnault? It’s all too easy but let’s do it anyway. He’s French. He’s young - 35. He’s tall and handsome. His girlfriend is Russian supermodel Natalia Vodianova. His father is Bernard Arnault, the boss of LVMH, the world’s largest and most valuable luxury goods conglomerate with a market capitalisation of some £50 billion. He works for his old man, which makes him pretty much unsackable. And if he plays his cards right, he will inherit not just the snazziest business in the world but also a share of his father’s £25.4 billion fortune.
But if he was born with a silver cuillère in his mouth, Antoine is good at hiding it. Take today. On a bright autumn morning he is sitting in his suite at the Bulgari Hotel in Knightsbridge, dressed in a blue jacket with a blue polo shirt, juggling his unfashionable BlackBerry and scoffing biscuits. “I want to learn this business from the bottom from the ground up,” he says between mouthfuls. “I want to start as small as possible.” Small, perhaps, but perfectly formed. Antoine has just taken the reins at the French brand Berluti, owned by LVMH, and wants to trans-
form it from the world’s most upscale men’s shoemaker into the spiffiest menswear label. “I want it to become a 100 per cent masculine brand for men who love great craftsmanship, quality and style.” Antoine’s desire to expand Berluti could easily be seen as a personal vanity project because that’s exactly what it is. “I didn’t really know where to go to buy stuff for myself. I love beautifully crafted products but I could not find the right style. The clothes were either beautifully crafted but badly cut - boring and old or they were well-made but super-edgy with, say, a wild silhouette and, therefore, to-
tally unwearable. I wanted craftsmanship and style.” In many ways, he is his target customer. The rich ain’t who they used to be. Like policemen, they are getting younger. In India, China, Brazil, Russia and the Middle East, billionaires are no longer all over the age of 50. Many are thirty and forty-somethings. These young guns don’t want Savile Row. They want something casual but also reassuringly expensive. Something like, Antoine hopes, Berluti, where a cashmere parka with mink lining can be yours for £21,900. Off-the-rack suits are £2,000 and shoes around £1,000 to £1,500.
In the midst of the worst recession in living memory, and at a time when luxury sales are sluggish - LVMH recently reported its slowest quarterly sales growth since the end of 2009 - critics say it is bonkers to expand the brand at a cost of £160 million. Antoine retorts: “Luxury is one of the sectors that has held up well and has grown since 2008 and there’s a reason for that. It’s not because people are indecent. It’ s because firms like ours have values and we don’t cheat. We make authentic products that are high quality.” He cites market research figures compiled by consulting firm Bain that show that spending by men on luxury goods, especially clothes and shoes, is rising and now equals that of women.

In his twenties he moved to Canada to study and set up an internet domain registration company that specialised in illegal cyber-squatting. “We bought names like VoteJacquesChirac.com and ZinedineZidane.com,” he recalls. But his time as an e-bandit didn’t last long. He returned to France and after studying at INSEAD, the leading French business school, he joined the family firm, which was already the biggest name in luxury. His father had started out in real estate, working in the US before becoming boss of Financière Agache, a French
l u x u r y goods company that he set about expanding rapidly by acquisition. He bought Christian Dior and began buying into the nascent LVMH, eventually taking over the firm. Flush with big budgets, he went on the kind of shopping spree that would make an emperor blush. As well as Louis Vuitton, LVMH now controls Bulgari, Dior, Givenchy, Fendi, Marc Jacobs, TAG Heuer, Hublot, De Beers jewellery and Krug and Dom Pérignon champagnes. Bernard Arnault is the richest man in Europe and the fourth richest man in the world, according to US business magazine Forbes. Antoine made it to the position of head of communications at Louis Vuitton. It is he who was behind those “we’re not just about bling, we’re really brainy” adverts, featuring the likes of Bono, Mikhail Gorbachev and Muhammad Ali carrying Louis Vuitton bags. Along the way he has picked up the model girlfriend. He and Natalia Vodianova have been together for two years, sit side by side on the front rows, and friends say they are “a serious item”. She has recently moved to Paris with her three children from her marriage to British aristocrat Justin Portman. Berluti may be a small part of the LVMH empire but, for Antoine, it is a big step up. It is the first time he has taken control of an entire label. Get it right and, well, he will be in pole position to succeed Papa. Get it wrong and, Antoine acknowledges, it will be “a screw-up and I will lose Brownie points,” he laughs. “It’s a great opportunity. Making a small brand work makes it easier to understand how the big brands and the company as a whole work. If one day I have the chance of being in one of the big brands, I think I’ll be able to pick it up.” Pick it up! Enough of this coyness. He’s an Arnault, goddammit. He has the keys to the golden kingdom. Does he want the top job or doesn’t he? “Yes, I do. There aren’t many better jobs in the world. But nothing will happen soon, God willing. My father is 63 and is in the greatest shape of his life and is planning to work until he is 90.” Can Antoine make Berluti more than just the sole of chic? Will he and the other billionaire boys around town be booted and suited?

Television PICK OF THE DAY Jack and Jill (Novacinema1, 22.10) OK, the real Pick of the Day tonight - as in, a film you should actually watch - is obviously Tootsie on LTV. Yes, but Tootsie is so perfectly worked out there’s very little we can say about it - and besides Jack and Jill also has a certain must-see factor, if only to witness the depths to which Hollywood comedy has sunk. It’s a strange coincidence, juxtaposing two films where men dress up as women - and if Tootsie is the best example of this dubious sub-genre, Jack and Jill is probably the worst. Consider the facts: Tootsie won 10 Oscar nominations but Jack and Jill won a record 10 Razzie (i.e. ‘Worst of the Year’) awards, with Adam Sandler winning both Worst Actor and Worst Actress - though in fact this isn’t strictly a ‘men in drag’ movie, since Sandler plays a woman as opposed to a man dressing up as a woman. He’s both Jack and Jill, a high-flying advertising executive and his loud, brassy, highmaintenance twin sister who comes for Thanksgiving and decides to stay on (and on). Everyone knows what’s going to happen, of course: Jack will resist, he’ll rant and rave, but he and Jill will finally bond because family values blah blah blah, blood is thicker than water blah blah blah. The incredible thing is how lazy the film is, setting up Jill as the houseguest from hell
then just riffing randomly. Now she’s on a pony. Now she’s in the pool, on a jet-ski. Now she’s a contestant on TV’s The Price is Right. Now Jack and Jill are jumping rope together. Now Al Pacino sings. Now John McEnroe turns up, railing against atheists. Al Pacino? John McEnroe? What are they doing here? The former tennis champ is just a cameo but Big Al has a proper role (albeit ‘as himself’), implausibly falling for Jill even when she snubs his advances and breaks his only Oscar. It’s weird seeing Pacino giving so much to this role (he really gets into it), just as it’s weird seeing the bookend scenes in which real-life twins talk earnestly about their relationships (even if some of their lines are clearly scripted by the same cretins who wrote the movie: “We used to be triplets, but he ate the third one!”). Did these people think they were appearing in a serious take on what it means to be a twin? Didn’t they realise that the film is obviously awful, a cesspool of fart jokes (“It’s not you, it’s the chimichangas!”), blatant mediocrity and Dunkin’ Donuts product placement? So random it’s actually quite soothing, or perhaps just brain-numbing; watch a few minutes, then zap to Tootsie. Made in 2011.

Tootsie (LTV, 21.00) At one end of the spectrum you have Jack and Jill [see Pick of the Day], at the other you have Tootsie - second only to Some Like it Hot in the annals of men in drag, with Dustin Hoffman outdoing himself as both ‘difficult’ New York Michael Dorsey (he can’t even play a tomato in a TV advert without wondering about his motivation) and Dorothy Michaels, the middle-aged actress he ‘becomes’ in order to land a part on a daytime soap. His agent (Sydney Pollack, who also directed) is horrified, but in fact Dorothy becomes a feminist icon as well as a kind of supportive auntie to co-star Julie (Jessica Lange) - the only catch being that Michael is in love with Julie, while also (as Dorothy) having to fend off the unwelcome attentions of a middle-aged co-star. All these plot strands are carefully built up then triumphantly resolved, making for one of the slickest (and best) Hollywood fi lms of the 80s. 1982, to be precise.
The Ring (CyBC2, 21.45) Taking a break from men in drag - and comedy will be the last thing on your mind as you watch this truly scary horror fl ick, remaking a Japanese original and actually improving upon it. Naomi Watts is our heroine, a journalist investigating a spate of teenage murders that may be linked to a mysterious videotape; legend has it that anyone who watches the tape immediately gets a phone call, a creepy child’s voice says “Seven days”, and the person dies seven days later. Yikes! Most of the scary detail (like the deformed faces in the photos) comes from the original - but it’s still impressively solid, in that Hollywood way. ‘Mum, what’s a videotape?’ asks your small child, but small children shouldn’t be watching this fi lm in the fi rst place. Made in 2002.
Rush Hour (Antenna, 22.10) Anyone writing a Ph.D. thesis on Race in America may note the way African-Americans are allowed to mock Asians (“I been lookin’ for your sweet-and-sourchicken ass!”) in a way that might be deemed offensive if applied to themselves. Anyone not writing a thesis, on the other hand, should relax and enjoy this action comedy - which is quite enjoyable, pairing Chris Tucker and Jackie Chan as mismatched cops. Chris is a motormouth from LA, Jackie a rather uptight fellow from Hong Kong; their banter is pleasant, but the real asset is Chan’s goofy persona and physical grace. Watching him scale a wall in a couple of fluid moves, or beat up a roomful of thugs while plaintively insisting “I don’t want no trouble!”, is close to poetry. Made in 1998.

Sport Thorpe angered by questions over sexuality By Nick Mulvenney AUSTRALIAN swimming great Ian Thorpe has hit out at the innuendo surrounding his sexuality that has followed him for much of his career, and said the most frustrating thing was the implication that he would lie about it. “The thing I find hurtful about it is people are questioning my integrity and what I say... that this is something that I would be embarrassed about, or I would hide,” he said in an interview with ABC TV. “I don’t want to offend any-
one, whether they’re friends that are gay or whatever else, by getting angry about it, frustrated about it. “The only part of it I find frustrating is that people think I’m lying.” The five-time Olympic champion said speculation that he was gay had perhaps arisen because he did not fit into the stereotypical idea of how a successful Australian athlete should behave. “I behave differently, I guess, I like different things,” he added. “I’m a nerd, I’m just someone who just happened to be good at a sport as well... I like
beautiful things in the world, I like the aesthetics of those things.” Thorpe is promoting his autobiography, This is Me, in which he reveals that he has also struggled with severe depression and had on occasions considered suicide and turned to heavy consumption of red wine to manage the illness. “I was probably in my midteens when I realised something wasn’t quite right,” Thorpe, who won his first world title as a 14-year-old, said. “And at the time, I didn’t know that it was depression and it wasn’t until a little bit
later that I actually went to seek some help. “I didn’t actually have the words to put around what I was feeling, and I think a lot of young people struggle with that.” Despite failing to qualify for a spot on the Australia team for the London Olympics after his return from retirement, Thorpe said he was “in a good place” as he continued training in an attempt to compete at the 2013 world championships. “I’m happy with what I’m doing. I’m loving swimming, I’m enjoying my life, things are good,” he said.

THE season-opener between the New York Knicks and Brooklyn Nets, postponed because of the havoc caused by Hurricane Sandy, has been rescheduled for November 26, the National Basketball Association said on Thursday. The NBA had originally intended to play the game as scheduled on Thursday at the Barclays Centre until New York mayor Michael Bloomberg indicated on Wednesday that it should be postponed. While the Barclays Centre was not damaged by the super storm that pounded the eastern United States on Monday, New York’s subway system was swamped, leaving transportation in and around the city at a near standstill.

THE International Olympic Committee (IOC) will investigate Lance Armstrong’s 2000 Olympics bronze medal after the American was stripped of his seven Tour de France titles in the biggest doping scandal to hit the sport. “The IOC will now immediately start the process concerning the involvement of Lance Armstrong, other riders and particularly their entourages with respect to the Olympic Games and their future involvement with the Games,” an IOC official said. Armstrong, who won a time trial medal at the Sydney Games, was stripped of his 1999-2005 Tour victories last month when the International Cycling Union (UCI) ratified a US Anti-Doping Agency (USADA) decision to erase his results from August, 1998. A USADA report that included testimony from several former team mates against him and themselves, called it the “most sophisticated, professionalised and successful doping program that sport has ever seen”. Apart from stripping Armstrong’s titles, the UCI also said it was setting up an independent commission to investigate allegations made against the UCI over the Armstrong affair.
France return to Eden Park for All Blacks series THE All Blacks will host France in three Tests next June, in a high profile series taking place at the same time as the British and Irish Lions tour of Australia. France were the last northern hemisphere side to beat the world champions on home soil when they won 27-22 at Carisbrook in 2009 but there will be no return to Dunedin next year with Auckland, Christchurch and New Plymouth hosting the Tests. Juventus have taken 28 points from a possible 30 but second-placed Inter, four points behind, have won their last nine games in all competitions. The match has the makings of a classic. “We’ll go there as a team on the up and will look to play our own game,” said Inter defender Javier Zanetti. “We know we’re playing a great team - let’s hope it’s a good game of football.”

Mancini offers no denial over Monaco manager speculation Man City boss says he turned down French club

By Andy Hampson MANCHESTER City manager Roberto Mancini has not denied reports that he spoke to Monaco last season. It has been reported that the Italian, prior to guiding City to the Barclays Premier League title, spoke to the wealthy Ligue 2 club with a view to joining them this season. He went on to sign a new five-year contract at City over the summer and he insists he is happy at the Etihad Stadium. Mancini, who was linked with other jobs last season including that of Italy national boss, said: “Last year I was very close with seven or eight teams but I prefer to stay here. “I have worked well here for three years. If someone thinks we didn’t do a good job - we won three trophies in two years. I am very happy we worked well. “Now, the next three or four years will be very important for us.” Mancini had just one year remaining on his previous deal when he agreed his new one, but insists he was never uncertain about his future. Mancini, who guided City to the title after they had trailed by eight points with six games to go, said: “No, my future, I thought always this (that he would stay).

Everton have made a good start to the season and lie only one point off the Champions League places in fifth
MANAGER David Moyes is unconcerned by criticism of Everton’s playing style as he insists his is the only opinion which matters. The Scot believes his side have many more facets than initially suggested by Liverpool captain Steven Gerrard after last week’s Merseyside derby. Gerrard described the Toffees as “playing like Stoke” before later retracting his comments. Moyes believes the statistics speak for themselves and Everton would not be fifth, one point off the Champions League places with only one defeat all season, had they not more to offer. “Your style is whatever suits yourself,” he said. “Neutrals who have watched Everton would say our style is exciting and entertaining; you are seeing chances and goals. “More importantly, if you ask any Evertonian what they think they would all say we’ve played very well. “And even more importantly if you ask the manager how it has gone I would tell you Everton have played really well, passed it well.
“I think we are one of the teams who have made the most chances in the Premier League, we have scored a lot of goals (only Manchester United have scored more away from home). “I think we have been good value and good to watch. “I don’t really bother with what Liverpool think to tell you truth, I only bother what I think. “We pass it very well and hit lots of good long balls at the right time as well so I think we mix our game up and that is why people are talking about Everton. “When you have Leon Osman, Steven Pienaar, Kevin Mirallas and Steven Naismith there will be a style you have to play with those players. “But we are also able to use Nikica Jelavic and Marouane Fellaini at times so we have different variations.” Moyes believes only a quirk of the fixture list has prevented Everton cementing their place in the top four, from which they dropped out after last weekend’s 2-2 draw at home to Liverpool. Today’s match at Fulham is their 10th of the campaign, which the manager said was always his yardstick in assessing how good a start they had made.

The German lapped the floodlit Yas Marina circuit with a quickest lap of one minute 41.751 seconds in the evening session after McLaren’s Lewis Hamilton claimed the honours in the afternoon with a time of
1:43.285. Hamilton was second on the timesheets in the second practice for Sunday’s dayto-night race. Team mate Jenson Button was second and third respectively. Ferrari’s Fernando Alonso, Vettel’s main rival who is 13 points behind in the standings with three races remaining, was fourth and seventh respectively as the team tried new aerodynamic updates to the front and rear wings.
