AJOR power cuts caused by separate problems hit the capital Nicosia, Limassol and other areas yesterday causing chaos on the roads for hours, and keeping police and ﬁre services busy. No injuries or damage were reported despite dozens of calls for help from people trapped in lifts. No sooner were things getting back to normal in Nicosia after a fault at the Athalassa station caused a two-hour outage, when lightning struck a turbine at the Electricity Authority of Cyprus (EAC) main power plant at Vassilikos, plunging most residential areas of Limassol and several other areas islandwide – including parts of Nicosia for a second time - into near darkness at 4.30pm. Supply began to be gradually restored to affect-

ed areas from 5pm onwards, the EAC said. “Lightning struck the Vassilikos power station,” said acting EAC spokesman Yiannis Tsouloftas. Back-up systems were put into service to aid efforts to restore full power. “It’s been a very difﬁcult day for the EAC,” he said. The earlier power cut in Nicosia, which outed half the district between 11.18am and 12.42pm, caused trafﬁc chaos in the capital and left local businesses and banks unable to operate for over an hour and a half. “Equipment failure was the cause of the blackout,” Tsouloftas said. The fault occurred between the Athalassa and Alambra sub-stations on the ‘overearth’ transmission lines. Despite early reports, there was no damage to Dhekelia or Vassilikos from the Nicosia outage, Tsouloftas said.

Monet ‘water lilies’ fetches nearly $44 million in New York auction A MONET water lilies painting has sold for nearly $43.8 million while a Kandinsky fetched an artist’s record $23 million as Christie’s kicked off the auction season on Wednesday with a sale that saw many mid-level works failing to ﬁnd buyers. Nympheas, one of Monet’s iconic water lilies from 1905, executed during his years at Giverny, had been estimated to sell for $30 million to $50 million, and just managed its middle range with a ﬁnal price of $43,762,500 including commission. Wassily Kandinsky’s Studie fur Improvisation 8, meanwhile, hit the low end of its $20 million to $30 million estimate, and set a new auction record for the Russian artist. The vibrant work was being sold by Switzerland’s Volkart Foundation.

But 30 per cent of the 69 works on offer failed to sell when bids failed to reach the reserve, the secret price at which a client has agreed to sell a work. In all the auction took in a total of just under $205 million, missing the low pre-sale estimate of about $210 million (estimates do not include commission charges of about 12 per cent). The high estimate was about $315 million. Christie’s nonetheless said it was pleased with the results. “It was a very, very strong sale, with great results” for top lots including the Monet, and a Brancusi sculpture Une muse, which sold for $12.4 million, said Brooke Lampley, head of Impressionist and modern art. “Classic Impressionism performed really well tonight.” Lampley also noted that the sale’s unusually high per-

centage of discretionary selling - when collectors decide to sell, versus estate sales that happen because the owner is deceased - was “very much a sign that collectors are feeling confident in the market. They are choosing to sell,” which she said was a testament to the increasing strength of art as an asset class. But the atmosphere in the room was muted and for works that sold, bidding was steady but far from unbridled. Bidders tried to cut increments in half from the next solicited bid, and the salesroom was more than half empty before the sale ended. Officials privately attributed the relatively high percentage of works that failed to sell - nearly one third - chiefly to a single collection whose owner was unwilling to lower the reserve prices in the days leading up to the sale.

draft of the government bill called for guarantees double that amount. The amount was revised downwards due to objections from opposition parties raised yesterday during meetings with Finance Ministry officials to hammer out the final draft. The legislation also mandates that any single state guarantee exceeding €500 million must be submitted to, and sanctioned by, the House Finance Committee. In October 2012, Cyprus notified the European Commission of plans to introduce a public guarantee scheme for credit institutions. The guarantees will be covering, against remuneration and eligible collateral, new loans concluded and/or new bonds issued before 31 December 2012, with a maturity of up to five years.

The scheme is open to all credit institutions incorporated in Cyprus, including subsidiaries of foreign banks and cooperative credit institutions. Beneﬁciaries have to pay a remuneration that is aligned with EU state aid rules. Moreover, beneﬁciaries will be subject to behavioural commitments to avoid any abusive use of the state support. These include limitations on expansion and marketing and conditions for staff remuneration and bonus payments. Cyprus applied for a full EU rescue package in June after its two largest lenders could not meet new capital reserve limits owing to huge losses they sustained on their exposure to bailedout Greece. In September, the Commission approved on a temporary basis a bailout worth €1.8 billion for the Popular Bank.

PARLIAMENT last night passed a law allowing the state to guarantee bank bonds and new loans, in a move designed to provide credit to the struggling economy. It comes two days after the scheme was cleared by the European Commission, which found the plan proposed by Nicosia was in line with EU state aid rules. The purpose of the state guarantee scheme is to facilitate the access of eligible credit institutions to medium-term funding. It is part of efforts to stabilise the local ﬁnancial sector up to the end of the year. State guarantees will be provided for a period no less than three months and no greater than ﬁve years, under bilateral agreements between the government and credit institutions. The law provides for state guarantees for up to €3 billion, although the initial

Initial reports claimed that the emergency generators at the General Hospital had failed causing several operations to be cancelled. Chief of the General Hospital Andreas Matsas moved quickly to deny the reports. Speaking to Radio Trito, Matsas told reporters that somewhere between 10 and 12 operations had been rescheduled for tomorrow to avoid any complications but there were no problems caused by the blackout, he said. Local jeweller Nikos Ioannou was more philosophical having been around since 1945. “We know all of our neighbours and so we’re not worried that anyone might want to steal from us,” he said. Others were not as calm and collected, with popular cafes and restaurants eager for

Il Forno, one of the most popular restaurants in the old town, was severely affected. “We can’t work right now and we hope power is restored before the food in our freezers goes off,” chef Sebastian Petrakides said. The restaurant had installed an emergency generator in light of the explosion at the Mari naval base last year, which destroyed the Vassilikos station. However the restaurant’s back-up plan had failed as the generator refused to work during yesterday’s outage. Just off Ledra Street an internet café lost its customers immediately the power was cut. The owner said he was unable to charge his customers correctly as all records were stored on his computer. “Having no power is a big problem as all of my business goes through computers,” the 24 year old added. People were further inconvenienced by a temporary loss of mobile network coverage during the blackout.

Home Greece, Cyprus and Israel to have working groups CYPRUS, Greece and Israel yesterday agreed to set up two working groups to expedite cooperation in energy matters. The agreement was struck in Nicosia at a meeting between Commerce Minister Neoclis Sylikiotis, Israeli Minister of Energy and Water Resources Uzi Landau and Greek Deputy Minister of the Environment, Energy and Climate Change Asimakis Papageorgiou. Sylikiotis said the issues discussed concerned the ‘EuroAsia Interconnector’, a project aiming to link Greek, Cypriot and Israeli power grids via a submarine power cable, as well as the southeast Mediterranean natural gas corridor. “We have decided to set up two working groups to elaborate on the projects in detail,” Sylikiotis said, noting that the groups would be established in the next few months. Landau expressed his satisfaction with the decision on the two working groups. He said that cooperation would promote the interests of the three countries and their economies, and would be “an anchor of stability in this prickly region.” The ‘EuroAsia Interconnector’ project, with an estimated budget of €1.5 billion, will be able to transfer energy with a total capacity of 2,000 MW. The completion period is estimated at 36 months from the start of construction, while the project’s study is expected to be completed within 2012.

Critical after being run over AN 18-YEAR-OLD man was left ﬁghting for his life yesterday after being run over by a motorist on a busy Limassol street. The accident happened around 9am on Archbishop Makarios III Avenue. Police said the pedestrian was hit by an oncoming car while crossing the street. The man was rushed to Limassol’s hospital. Doctors determined he had sustained serious cranial injuries and multiple leg fractures. The man’s condition was described as critical. The 28-year-old driver of the car was arrested, booked and released. She will appear in court at a later date.

Kassinis cited concerns over the company’s role and scope but there also appear to be personal reasons

ENERGY chief Solon Kassinis has called it quits from the state hydrocarbons company KRETYK, citing concerns over the company’s role and scope. It later emerged, however, that tensions between himself and Commerce Minister Neoclis Sylikiotis may have prompted Kassinis’ decision to walk away. At any rate, last night the commerce minister said he had yet to receive Kassinis’ resignation in writing. Kassinis’ intention to step down comes just a month after he and three others were appointed non-executive directors in tandem with the company’s ofﬁcial unveiling. Asked by newsmen earlier yesterday why he was leaving the post, Kassinis cited certain ‘problematic’ clauses of KRETYK’s articles of association, in particular that which empowers the entity to monitor commercial contracts between the state and other companies. Article 6 of the founding document states that KRETYK may, “acting on behalf of the Republic, administer and/or check the correct implementation of the terms of relevant contracts that have been concluded in the past or will be concluded in the future by the Republic of Cyprus or its government.” According to Kassinis, that empowers KRETYK to conclude commercial agreements – a point not disputed – but at the same time to exercise oversight on these same agreements, and ultimately on itself. “A state company cannot check the contracts of other companies and also have a supervisory and regulatory role. It should be limited only to the commercial aspect,” Kassinis said. “It cannot possess oversight

over the other companies, because there would be no transparency, nor would foreign countries or companies be able to trust us. Besides, this is prohibited by EU regulations.” Kassinis had proposed that an independent agency be established to scrutinize the contracts. Mired in political controversy since its inception, KRETYK is a limited liability company with a starting capital of €1 million divided into one million shares of €1 each. Though fully state-controlled – the shares are vested in whoever holds the position of Commerce Minister – the company is governed by private law. As such, it is not subject to ﬁnancial oversight by either the Auditor-general or parliament – a point on which opposition parties have kicked up a storm.

SIGNATURE And given that KRETYK cannot be directly ﬁnanced by the treasury – as there is no provision in the state budget for 2012 – a decision was made recently for the company to apply for a €900,000 loan from a cooperative bank. Kassinis revealed yesterday it was Sylikiotis who asked him – as the interim head of the company’s board (until such time as the executive directors are appointed) – to put his signature on the loan application. The €900,000 loan, backed by a government guarantee, would be used for the operating expenses of the company plus the remuneration of the three executive directors, he said. It’s understood the executive directors’ pay will be upwards of €100,000 per annum. Kassinis said he was uncomfortable with apply-

ing for the loan on behalf of KRETYK, so he suggested that Sylikiotis apply instead. “After all, he is the owner of the company for the time being,” Kassinis said, alluding to the commerce minister. Speaking to the Mail later in the day, Kassinis confirmed earlier press reports that he had sought the post of executive director on KRETYK, but Sylikiotis was of a different mind. “We’re talking about the pinnacle of ingratitude, after all my years of service,” he remarked. In addition, he claimed that Sylikiotis “insulted him” during a recent function, where Kassinis publicly voiced his reservations about some of the aspects of KRETYK’s operation. “The minister basically barked at me in front of everyone. That’s something I cannot put up with. If I’m not appreciated, what’s the purpose of staying on?” he said. Kassinis confirmed also he and Sylikiotis held a meeting on the morning of October 2 to discuss the former’s role in the company. That same day KRETYK was listed with the Registrar of Companies. The company’s official unveiling by Sylikiotis came two days later. The energy chief also sits on a government-appointed panel tasked with evaluating the bids submitted for Cyprus’ offshore blocks. His resignation comes in the wake of reports of disagreements over the awarding of an offshore gas exploration licence. Some members of the evaluation panel were said to be “outraged” with the Cabinet’s decision to award the Block 9 licence to a consortium consisting of Total E&P Activities Petrolieres (operator), NOVATEC Overseas Exploration & Production GMbH and GPB Global Resources BV (a Gazprom subsidiary).

Home Judges anger lawmakers with demand for exemption from pay cuts SUPREME Court judges reportedly angered lawmakers yesterday after they asked for judges to be exempt from salary cuts imposed last year as part of an austerity package to shore up the ailing economy. The matter arose in December last year when parliament passed an austerity package that included pay cuts to the salaries of state ofﬁcials, among others.

Citing the judiciary’s independence, the judges asked for the law to change and pledged that they will enforce the necessary salary cuts themselves. That however did not go down well with some MPs who questioned the reason for the exemption. Reports said the judges departed the meeting unhappy but a group of MPs visited with them later on in a bid to mend fences.

It is understood that the MPs promised to look into the matter anew. Lawmakers had been warned at the time that the provision may be unconstitutional. And the President of the Supreme Court had sent a letter to the House when the package was being discussed, offering his commitment that judges would pay voluntary contributions to help efforts for economic recovery.

District court judges have since ﬁled an appeal with the Supreme Court citing constitutional provisions that prohibit any changes to their salaries that will be to their disadvantage. Article 158, paragraph three states that “the remuneration and other conditions of service of any such judge shall not be altered to his disadvantage after his appointment.”

Commission forecast did not take account of additional measures Finance ministry stresses the need to take steps after bleak outlook as troika arrives on the island By George Psyllides THE coming year will be very difficult for the Cypriot economy, the finance ministry said yesterday, as it stressed the urgent need for measures to reverse the downward spiral. The European Commission said on Wednesday it expected Cyprus to stay in recession through this year and next with higher unemployment persisting well into 2014. According to the EU’s autumn forecast, the island will see its €17.9 billion economy contract by 2.3 per cent in 2012 and by another 1.7 per cent in 2013 while the budget deficit will reach 5.3 per cent this year and 5.7 per cent in 2013. Unemployment was set to reach 12.1 per cent in

2012, 13.1 per cent in 2013 and spike to 13.9 per cent in 2014, the Commission said. The finance ministry said yesterday that the Commission’s forecast did not take into consideration any additional measures that would be put in place. In a written statement the ministry said it expected the economy to contract by 2.2 per cent this year and the deficit to reach 5.0 per cent of GDP. The forecasts “show that 2013 would be a difficult year for the Cypriot economy but a gradual improvement is expected during 2014 and 2015,” the ministry said. But it warned that without adopting any measures the trends will continue. “And this demonstrates the urgent need to take measures,” the ministry

said. Those measures will be the focus of negotiations starting today between the government and teams representing international lenders, the troika, who arrived yesterday and will resume negotiations with the government today. . According to the ministry, the discussions will be conducted at technocratic and political levels and will focus on, among others, structural issues, the macroeconomic framework and the island’s ﬁnancial sector. The two sides have exchanged views on various matters but disagreements remain on matters such as privatisations and bank recapitalisation. The ministry said negotiations will continue with the aim of achieving convergence. Any measures agreed

with the troika will be incorporated in next year’s draft budget, expected to be submitted to parliament in around 10 days. If there is no agreement, the government plans to submit the budget with the counter-proposals it made to the troika. “Our intention is to incorporate in the 2013 budget the changes we proposed to the troika or any others that will be known to us in the next 10 to 12 days,” Finance Minister Vassos Shiarly said, adding that he expected the draft to be submitted around November 20. The minister added that it was not the government’s intention to delay submitting the budget, usually done late September or early October, but it was dictated by the conditions.

Home Cyprus and Ukraine sign eight agreements CYPRUS and Ukraine yesterday signed eight cooperation agreements during an official visit here by Ukrainian President Viktor Yanukovych. The agreements are the culmination of extended talks between the two nations begun in Kiev last year. Top of the agenda was the agreement for the avoidance of double taxation concluded by the countries’ finance ministries. In addition, the two governments signed seven memorandums of understanding for cooperation on maritime merchant shipping, public health, civil aviation, agriculture and foodstuffs, sports, investment promotion, and education. Speaking after the signing ceremony in Nicosia, President Christofias expressed satisfaction over the completion of bilateral talks, highlighting the double-taxation agreement. Christofias said the agreement was the end-result of a “political commitment” undertaken by both governments during talks in Kiev last year. He said that Cyprus and the Ukraine had “a strong foundation,” which would help develop relations between the two countries. These relations would be based on equal principles, and the principles of mutual respect for the sovereignty and independence of the states, he added. Stabbed Turkish Cypriot to sue Musician wounded at violent 2010 Rainbow Festival says authorities did nothing By Stefanos Evripidou THE VICTIM of a racist attack is suing the state for breaching his human rights following the violent clashes that took place at the Rainbow Festival in Larnaca in 2010. Sertunc Akdogu, a 32-yearold Cypriot musician- not immediately involved in the fracas between anti-migrant protesters and their anti-fascist adversaries- was stabbed three times just 200 metres from Larnaca police station by a group of masked people carrying weapons on November 5, 2010. His colleague who was with him, Serhan Oncal, was also seriously injured after being beaten by members of the masked group with a baseball bat. Nobody was ever charged with the attack. Instead, the Attorney-general decided to prosecute Doros Polycarpou, representative of the migrant support group which organised the Rainbow Festival in Larnaca that year to counter the anti-migrant march already organised for the same day in the coastal town. Many international NGOs heavily criticised the decision

to charge Polycarpou, while failing to go after a single person from the crowd representing the anti-migrants, and also refusing to accept any responsibility on the part of the police force which was evidently unable to keep the peace that night. On June 5, 2012, a Larnaca district court acquitted the KISA representative of the charges of rioting and participating in an illegal assembly. Polycarpou said he was acquitted after the prosecution failed to prove its case, noting that the court rejected testimonies given by police officers in court. One officer had claimed he only made visual contact with Polycarpou during the fracas, however, video footage submitted by police as evidence showed the plainclothed officer clearly making physical contact with the NGO member. KISA argued that Polycarpou’s involvement in the violent clashes was limited to trying to keep the two sides apart. The NGO also submitted evidence to police of antimigrant marchers allegedly involved in the violence that ensued after the anti-migrant march passed next to the multicultural festival. The Le-

allegedly made by the institutions of the Republic before, during and after the violent clashes. Akdogu and Oncal were not the only ones injured that night. Two men from Pakistan and Bangladesh, who did not take part in the trouble, were also injured. Speaking to the Cyprus Mail, Akdogu said he and his fellow musician went to Larnaca that night to play music in a multicultural event. “We went there to make music, we didn’t even know much about the Rainbow Festival.” When the ﬁghting started, they stayed back. “It was not our struggle,” he said. Two hours later they made their way to the car to put their musical instruments away. Around 300 metres from the festival and 200m from the police station, they were attacked by a group of masked people, anywhere between 15 and 30 in number, said Akdogu. They were carrying baseball bats and knives. “They were running to the festival, and they attacked us brutally. They hit me on the head with a baseball bat and on my back. I had the guitar on my back and it broke, but it saved my life. They also

stabbed me three times on my left side, puncturing my lung and a muscle,” he said. They also pepper sprayed his face, but luckily missing his eyes, allowing him and Oncal to run away. At the time, Akdogu was quick to clarify that the group did not know the two musicians were Turkish Cypriot, ruling out the possibility of interethnic violence. However, two years on, Akdogu is ready to take action, feeling aggrieved that he saw no justice, and was left both physically and psychologically without support, as well as losing 5,000 euros worth of equipment. He accuses the police and government of silence, ignorance and apathy. “For us this case is not over. It is not over until the system that creates racism, hatred, nationalism and xenophobia is punished and violence is condemned and punished through the courts, and justice will then be done,” he said. “My goal is to do something positive, to use this experience to make a positive change, act as a bridge between the two communities, unite people, and show we are all human,” he said.

THE Bank of England resisted unveiling more emergency measures to support the UK recovery yesterday. The Bank’s Monetary Policy Committee (MPC) maintained interest rates at a record low of 0.5 per cent and held its quantitative easing (QE) stock at £375 billion. The no-change decision comes after official figures revealed the economy grew at a bigger-than-expected 1 per cent between July and September, ending the double-dip recession. The move is likely to fuel expectations that the Bank will no longer resort to QE as a policy tool following hints from both its governor and deputy governor, Sir Mervyn King and Paul Tucker, that its impact is reaching its limit. And minutes from the October meeting of the MPC suggested members were divided over the benefits of pumping more emergency cash into the economy. The documents also said some members had questioned the impact that further QE, also known as money printing, would have on the broader economy. The decision is likely to have been a close call for the ninestrong panel after a recent run of weak purchasing managers surveys for the services, manufacturing and construction sectors in October. The surveys gave credence to expert warnings that the underlying health of the economy is much bleaker than the 1 per cent growth in the third quarter suggests. An encouraging start to the Bank’s Funding for Lending scheme may have also tipped the balance away from further asset purchases this month with 30 groups, including the five largest banks in the UK, signing up to the £80 billion initiative.

By Eva Kuehnen THE eurozone economy shows little sign of recovering before the year’s end, despite easing financial market conditions, European Central Bank President Mario Draghi said yesterday, leaving open the possiblity of an interest rate cut in the months ahead. But after keeping rates on hold yesterday, Draghi said the ECB cannot do much more to help Greece with its debt burden and gave Spain none of the assurance it wants that ECB bond buying will lower its borrowing costs. “The ECB is by and large done,” Draghi told his monthly news conference when asked what the bank could do for Greece. The eurozone is grappling to find a formula to make Greek debt sustainable, with Germany and the International Monetary Fund at odds over the need for governments and the ECB to take a “haircut” on Greek bonds they hold to make the numbers add up. The ECB agreed earlier this year to hand over to eurozone governments profits on its Greek bonds, but has refused to take a hit on the value of the paper, saying that would be “monetary financing” which it is prohibited from doing. The ECB held its main

Economist Howard Archer at IHS Global Insight said: “Draghi appeared to ease open the door to a cut in interest rates over the coming months and potentially as soon as December.” Not everyone expects a cut that soon. “Our sense is that the ECB is ﬁrmly on hold,” said JP Morgan economist Greg Fuzesi, though he added:

“Next year, the ECB will act if growth disappoints more fundamentally.” Describing “a picture of weaker economies” in the eurozone, Draghi said this would inﬂuence new ECB economic forecasts due next month. Inﬂation would remain above the ECB’s target for the rest of the year, before falling below 2 per cent in 2013. “We certainly continue monitoring economic activity and we stand ready to act,” he said. “We stand ready to act with OMT (bond-purchase plan) once the prerequisites

are in place. We also stand ready to act with the rest of standard, normal monetary policy instruments.” Recent survey evidence gave no sign of improvement towards the year-end and the risks surrounding the euro area remain on the downside, Draghi said. As he spoke, the euro fell against the dollar and hit a session low in early New York trade. Gloomy data this week indicated the eurozone economy will shrink in the fourth quarter, which the ECB could eventually respond to by cutting rates.

Belgium, France to pump a further 5.5 billion euros into Dexia BELGIUM and France will pay 5.5 billion euros ($7 billion) to take almost full control of Dexia in the hope this third bailout will be the last for the bank that was once the world’s largest municipal lender. Dexia, which at its peak had business across Europe and a large US empire, had relied on long-term lending serviced with short-term borrowing, which dried up in the ﬁnancial crisis. The capital injection is the third attempt by Belgium and France to shore up the lender and end its troubles. It absorbed 6.4 billion euros in 2008 and

was pulled apart last year. The governments announced the move shortly before Dexia released third-quarter earnings showing a net loss for the ﬁrst nine months of 2.39 billion euros, hit by writedowns related to asset sales. It lost 11.6 billion euros last year. Belgian Finance Minister Steven Vanackere said it should be the group’s last recapitalisation, but added: “Is it a total guarantee? People who give such a guarantee are unwise.” Dexia’s third bailout serves as a warning for Spain and Greece to take decisive action to resolve their banking crises.

The biggest winners were Canada’s TransGlobe with four concessions and Shell with three concessions in the western desert including one via an Egyptian joint venture, the companies said this week. “We had a total of 15 blocks, but we only received offers for 11 of them and so that is what ended up being awarded,” an

official from the state-owned Egyptian General Petroleum Corporation which offered the blocks told Reuters. The EGPC official, who declined to be named, had previously said a total of 25 offers were received for the various blocks. The relatively high level of interest from international firms will likely come as a relief to Egypt which in September owed at least $3 billion to foreign oil firms. There is no other explanation for the turnaround by the deputies of DISY, DIKO and EVROKO. What had changed in the two weeks between the submission of the bill and its withdrawal last Tuesday? Had a benefactor been found to put up the tens of millions of euro required for the medical school, or had the university’s administration generated the funds by making other savings on its €100 million annual budget? Nothing of the sort has happened, as the Cyprus University, like the rest of state sector, believes the taxpayer should come up with funds whenever it asks for them. In supporting the freezing of the budget, education committee chairman, DISY’s Nicos Tornaritis had said “we are experiencing some difficult times and the spending of every euro of the Cypriot taxpayer needs to be justified.” Two weeks later he did not seem to care about Cypriot taxpayer’s euro, saying his party decided to withdraw its bill so as not to be blamed for delays in the school’s establishment. We suspect this was the reason the other two opposition parties agreed to the withdrawal of the bill. This irresponsible behaviour by the opposition parties shows why the state is broke. No party ever dared to oppose state spending, no matter how wasteful or unjustified for fear of losing a few dozen votes. DISY, according to Tornaritis, is supporting squandering money the state does not have on a project that could be put back for a few years, not because this is the right decision but because it does not want to be blamed for delaying the opening of the medical school. Interestingly nobody is telling us how many millions the establishment of the medical school would cost. Rector Constantinos Christofides, said at the committee meeting that by 2020 when it would be fully functional it would cost €7 million a year. But how many tens of millions of euro would be needed to set it up? But even if by 2020 there are 200 students – there will be 40 when it is supposed to open in 2013 – the average annual cost per student could be €35,000, without graduates paying a cent. If we had responsible deputies, who put the country’ interest above that of their party the bill freezing the budget of the medical school would have been approved instead of withdrawn. This not the time to commit tens of millions to a state medical school we could easily live without, for another 10 years. Our state simply cannot afford such an expense.

Europe’s long road from vision to reality E

UROPE’S politicians nowadays are desperately looking for someone to blame for the euro crisis. Germany blames France, and vice versa. Even lawyers are getting into the act, trying to identify legal responsibility for the monetary union’s design flaws. Meanwhile, as the crisis has deepened, a new consensus about Europe’s monetary union has emerged. The euro, according to this view, was devised in a fit of giddy and irresponsible optimism – or, alternatively, panic at the prospect of German hegemony over Europe – in the wake of the fall of the Berlin Wall. Nothing could be further from the truth. The report on economic and monetary union in the European Community, which laid out the euro blueprint, was presented in April 1989 – a time when no one (with the possible exception of some Kremlin strategists) was thinking about German reunification. Moreover, the salient issues concerning monetary unions were well understood, and remedies for the most significant obstacles were proposed at the outset. The committee that drafted the report – now known as the Delors Report, after its chairman, Jacques Delors – was a fundamentally rather conservative group of central bankers, with even the governor of the Bank of England (BoE) signing on. Its internal debates highlighted two problems of the potential monetary union. First, the committee explicitly discussed whether the capital market would suffice to impose fiscal discipline on the currency union’s members, and agreed that a system of rules was needed. But those rules were steadily weakened, and by the early 2000’s were widely derided (including by Romano Prodi, Delors’ successor as President of the European Commission), as governments found that they could run large deficits without paying higher market interest rates. The second problem was more serious. In the original plan for the European Central Bank, the proposed institution would have had overall

Comment Harold James supervisory and regulatory powers. Indeed, the drafters of the ECB statute produced an astonishingly far-sighted approach to banking supervision. Their 1990 version of the Maastricht Treaty’s Article 25 on Prudential Supervision included the following provisions (placed in square brackets to show that they were not completely consensual): “The ECB may formulate, interpret, and implement policies relating to the prudential supervision of credit and other financial institutions for which it is designated as competent supervisory authority.” The demand that the ECB should be the central supervisory authority in an integrated capital market met strong resistance, above all from Germany’s Bundesbank, which worried that a role in maintaining financial stability might undermine the Bank’s ability to focus on price stability as the primary goal of monetary policy. There was also bureaucratic resistance from existing regulators. Most important, supervision suggested some potential responsibility to recapitalize problematic banks, and thus involved a fiscal cost. The most energetic actor behind the early thinking on banking supervision was a BoE official, Brian Quinn. But his credibility was sapped in the wake of criticism of the BoE’s handling of the collapse in 1991 of the Bank of Credit and Commerce International – an episode that anticipated later issues in managing the failure of large, cross-border institutions. A legal vestige of the original plan may offer an easy path to a greater ECB supervisory role today. According to Article 25 of the Maastricht Treaty, the ECB may “offer advice to and be consulted by” the Commission or the Council on the scope and implementation of legislation relating to prudential supervision. When that phrase was inserted in the Treaty, it appeared

A new consensus about Europe’s monetary union has emerged as if the hurdles to effective European banking supervision could hardly be set higher. The ECB was not given overall supervisory and regulatory powers. And, until the outbreak of the financial crisis in 2007-2008 highlighted the connections between financial and fiscal health, no one considered that a problem. They do now. Nevertheless, fiscal rules and common banking supervision are still regarded in many quarters as an illegitimate encroachment on member states’ sovereignty. After all, the European Union has avoided becoming a focus of heated contestation precisely because it never got much of a share of what Europeans produced (its budget, at just over 1% of the EU’s GDP, has barely changed in relative terms for the past 40 years). It was the member states that did politics and budgets. Delors had a different vision. At the time of his report, he concluded that the European budget would amount to some 3% of GDP – identical to the peacetime US federal budget’s share of GDP during the coun-

try’s ﬁrst stage of monetary union, in the nineteenth century. Moreover, as in Europe today, when Alexander Hamilton proposed a central banking system, the Bank of the United States, alongside consolidation of states’ Revolutionary War debt into federal debt, the implementation of his sensible plan was imperfect. In the American case, the principles of federal ﬁnance were not worked out until the Civil War, and the Federal Reserve System was established even later, coming only in 1913. Europeans can learn from the United States and implement a fundamentally sound plan. But they must also recognize that political backlashes and setbacks are inevitable – and thus that the road from vision to reality may be longer than expected. Last week, Red scored the highest ﬁrst week U.S. sales in a decade after selling 1.2 million copies. The album has outsold One Direction’s Up All Night to become the second-biggest album of 2012, behind Adele’s juggernaut record 21, which has sold more than 4 million copies this year. Rapper Meek Mill entered the chart at No. 2 with his debut studio album Dreams & Nightmares, selling 164,000 copies. Alley, former star of the 1980s TV comedy Cheers, told ABC television journalist Barbara Walters that she fell for both Travolta and actor Patrick Swayze in the 1980s, although their romances never got physical. Alley, 61, said she was attracted to Travolta while the pair were making the 1989 movie Look Who’s Talking, calling him “the greatest love of my life”. “Believe me, it took everything I had inside, outside, whatever, to not run off and marry John and be with John for the rest of my life,” Alley told Walters in an interview broadcast on breakfast TV show Good Morning America. Dunn passed away on Tuesday, Peter Charlesworth said, adding that he believed the actor died in Portugal where he has lived for many years. He was 92. As Lance-Corporal Jones in Dad’s Army - a hit television series in the 1960s and 1970s about a group of local volunteer members of the Home Guard - Dunn was famous for catchphrases such as “Don’t panic!” and “They don’t like it up ‘em.” He also had a No.1 hit song with Grandad in 1971, which he performed several times on TV music show Top of the Pops. Dunn was born in London in 1920 and enrolled in an acting academy after leaving school. He played several small roles in ﬁlms in the 1930s before serving in the army in World War Two, ending up in prisoner-of-war and labour camps for four years. After the war he worked in music halls before enjoying success as Jones in Dad’s Army. Underlining his ability to play characters far older than his real age, he followed Dad’s Army with a ﬁve-year run in children’s comedy series Grandad as an elderly caretaker. According to the BBC, he is survived by his wife Priscilla Morgan and two daughters, Jessica and Polly.

Two new tracks were recorded before the singer’s death

TWO unreleased Whitney Houston songs have appeared on the internet. The tracks were recorded before Whitney’s death by accidental drowning ahead of the Grammy awards in Los Angeles in February, and will also be included on a new greatest hits album. The tracks are called ‘Never Give Up’, which was written by Jermaine Dupri, BryanMichael Cox and Johnta Austin, and ‘I Look To You’ - an alternative version of an earlier hit which has been re-recorded as a duet with R. Kelly. ‘Never Give Up’ has a positive and upbeat message, and includes lyrics such as: “Never, never give up/ No matter how many times somebody tells you it ain’t working/ Never, never give up. The ﬁnances of Whitney’s estate are still being worked out, but sales of the new album will help go toward paying back part of a $30-$40 million advance she received for a $100 million record deal signed in 2001.

Mother a clue to woman’s fertility A WOMAN’S potential fertility can be predicted from the age her mother went through the menopause, a study has shown. Ovarian reserve - the number of eggs a woman has left in her ovaries - was found to decline faster in women whose mothers had an early menopause. The ﬁndings suggest that a woman’s fertility is, to some extent, inherited from her mother. Earlier statistical studies had already indicated the trend, but the new research conﬁrmed it by looking at two physical markers of ovarian reserve. Scientists measured anti-mullerian hormone (AMH) levels and antral follicle count (AFC) in daughters and compared both with mothers’ age at menopause.

Both markers reduced at a faster rate in daughters of mothers who had the menopause early.

Multivitamins don’t cut heart disease risk in men TAKING a daily multivitamin does not reduce the risk of heart disease for older men, according to data from a large study presented on Monday. About half of US adults take at least one daily dietary supplement, the most popular being a multivitamin, according to the US Centers for Disease Control and Prevention. The US Physicians Health Study II monitored nearly 15,000 male doctors aged 50 and older for more than 10 years. Participants were randomly assigned to take a multivitamin or a placebo. “We found that after more than a decade, there is neither beneﬁt nor risk,” in terms of cardiovascular disease, said Dr. Howard Sesso, study author and associate epidemiologist at Brigham and Women’s Hospital in Boston. Researchers reported last month that the same trial showed that a daily multivitamin reduced the men’s overall risk of cancer by eight per cent.

Cancer therapy ‘extremely exciting’ A NEW way of ﬁghting prostate cancer by targeting normal cells inside tumours could lead to a revolution in treatment, it has been claimed. Scientists switched on key genes inside non-cancerous connective tissue cells within tumours. In mice, the gene therapy procedure caused tumours to shrink dramatically by 75 per cent. Researchers now want to know whether a similar approach will work in humans. Like other solid cancers, prostate tumours are a mixture of malignant and normal cells. But recent work suggests that “healthy” cells in tumours can play an important role in stimulating cancer growth and spread. The new research used a virus to infect prostate tumours and switch on certain key genes in ﬁbroblast cells. This appeared to activate signal pathways which led to the suppression of cancer.

Long life is ‘linked’ to low vitamin D

Common visible signs of ageing should be given more attention, a new study says

A SURPRISING link has been found between long life spans and naturally low levels of vitamin D. Scientists made the discovery after studying data on 380 families with members who survived into their nineties. Previous research has shown that people lacking the “sunshine vitamin” are more at risk from a host of conditions including heart disease, diabetes, cancer, allergies and mental illness. According to these studies, having too little vitamin D increases the chances of premature death. In the new investigation, Dutch scientists examined data from the Leiden Longevity Study, which involved families with at least two very elderly siblings - either a brother aged at least 89, or a sister aged 91 and over. A total of 1,038 offspring of the elderly siblings were

also included, together with their partners. Vitamin D is created in the skin by the action of sunlight, and also obtained from food or supplements, but genetic factors also influence blood levels in different individuals. The scientists looked at the influence of genetic code alterations known as single nucleotide polymorphisms (SNPs) in three genes associated with vitamin D levels. Their findings are reported in the Canadian Medical Association Journal. The authors, led by Dr Diana van Heemst, from Leiden University Medical Centre, wrote: “We found that the offspring of nonagenarians who had at least one nonagenarian sibling had lower levels of vitamin D than controls, independent of possible confounding factors and SNPs associated with vitamin D levels.”

TELEVISION shows and movies may portray people getting hit in the crotch as comical, but it’s a serious issue that sends almost 16,000 men and women to US emergency rooms every year, according to a study. Bicycles, furniture and clothing are all items blamed for the injuries, which can go on to cause people physical, psychological and reproductive problems later on, said senior author Benjamin Breyer, an assistant professor of urology at the University of California, San Francisco. “To put this in perspective, the yearly incidence of these (injuries) is almost twice as much as dental injuries, and about the same as electrical and chemical burns,” Breyer added. In the past, most research looked at severe genital and urinary tract injuries caused by major trauma, such as car accidents. For the new study, which appeared in The Journal of Urology, Breyer and his colleagues decided to look at those injuries thought to be

caused by common consumer products. The team analysed a national database of emergency room visits caused by consumer products, identifying all genital injuries to men and women 18 years and older between 2002 and 2010. The injured body parts included, among other things, penises, testicles, bladders, kidneys and external female genitalia. Sporting items were the most common cause of injuries among people of all ages. These included bicycles as well as basketball, soccer, football and baseball equipment. Other accidents involved clothing, shaving items and bathing products, including men catching their penises in zippers or people cutting themselves while trying to shave their pubic hair. The types of injuries also differed by age and sex. Men were injured the most, accounting for about two thirds of the emergency room visits.

They may also be a harbinger of heart disease. In a large, long-term study, people who displayed three to four signs of ageing, such as receding hairlines at the temples, baldness at the crown, earlobe creases or yellow fatty deposits around the eyelids had a 57 per cent increased risk of heart attack and a 39 per cent increased risk of developing heart disease, Danish researchers found. Fatty cholesterol deposits around the eyes, a condition know as xanthelasmata, was the strongest individual predictor of both heart attack and heart disease, according to data presented at the Ameri-

Of them, 7,537 had receding hairlines at the temples, 3,938 had baldness at the crown of the head, 3,405 had earlobe crease and 678 sported fatty deposits around the eye. In 35 years of follow-up through May of 2011, 3,401 of those subjects developed heart disease and 1,708 suffered a heart attack, researchers found. The ageing signs predicted risk of heart attack and heart disease independent

of traditional risk factors, such as high cholesterol, high blood pressure and smoking, researchers said. The risk increased with each additional sign of ageing in all age groups among men and women, with the highest risk found among those who had three or four of the problematic signs. “Checking these visible signs of ageing should be a routine part of every doctor’s physical examination,” Tybjaerg-Hansen said. Tybjaerg-Hansen, who got involved in the Copenhagen study in the late 80s, said lifestyle changes and more intensive lipid-lowering therapy should be considered for patients who look older than their age. One limitation of the study was that it followed an all white population, so the results cannot necessarily be applied to other races and ethnic groups without further study, she said.

THE PLOT Four years ago, retired CIA agent Bryan Mills (Liam Neeson), stopped at nothing to save his 17-year-old daughter Kim (Maggie Grace), kidnapped in Paris by Albanian kidnappers to be sold into prostitution. Murad (Rade Serbedzija), the father of one of the kidnappers killed by Mills in that operation has sworn revenge and takes Mills and his wife Lenore (Famke Janssen) hostage during their family vacation in Istanbul. Mills enlists his daughter to help them escape.

WHAT THE CRITICS SAID Mixed: “Following the same formula as the 2008 original, Taken 2 might tick all the boxes for the genre, but there’s something missing. Credibility. With a better script and a different director, it might be a different story, but even with charismatic Liam Neeson as Bryan Mills in charge of the relentless action, the premise struggles to maintain its credence. “Without doubt, Neeson is the ﬁlm’s greatest asset, imbuing authority and presence as he heroically takes command of the situation, reversing the tables on his

adversaries as he protects his family. But is it enough? “In the opening sequence in the remote countryside of Albania, as grieving parents toss earth onto the coffins of their loved ones, an oath of revenge is taken. Rade Serbedzija is effective as the revengeful Murad, whose son was one of those killed by former CIA agent Mills in the original film. “Screenwriters Luc Besson and Robert Mark Kemen have opted to make this sequel begin at the end of the last film, seemingly working too hard to make the title make sense. When Bryan rings his teenage daughter Kim (Maggie Grace), as she relaxes by the hotel pool in Istanbul, saying ‘Your mother and I have been taken’, a ripple of laughter flickered through the cinema. More laughter when Kim asks her father ‘What are you going to do?’ and to which he replaces ‘What I do best.’ “To be fair to the film, there are numerous good things if you are looking for non-demanding action involving big guns that deliver massive bullet holes, exciting car chases, exotic locations and a few laughs. The textures and colours of the Istanbul setting are rich and varied and Grace has an appealing presence as Mills’ daughter. It’s a thankless role for Famke Janssen as Mills’ ex-wife, who spends most of her time captive with eyes closed, but Serbedzija makes an impression, especially as the forlorn figure waiting in an armchair in a trashed room beside an upturned grand piano. “Banal dialogue aside, I worried about Olivier Megaton’s direction of the action scenes, when frenetic editing, jumpy camera work and tight close ups collide to suck out all the juice and sense of what is happening. “There’s a running gag concerning Grace’s upcoming driving test, adding to the irony of the situation. And Bryan’s obsessive fatherly concern about Grace’s boyfriend. But tension is never allowed to build and the incredulity of the plot constantly acts as a handbrake to what might otherwise have been great escapism.” Louise Keller, urbancinefile (AUS) Anti: “Taken didn’t mess around with background stories, but the sequel tries to build an emotional background for Mills, his family and scattering of friends. For all the flash, fight and balls of the first, Taken 2 decides to make us care about the characters but this isn’t necessary. “Another problem is the constant teasing of the ‘taken’ part and the focus on the baddies trying to find some form of clichéd lair. Also, why do gangs and kidnappers always stay in places with one fuzzy black and white television with dodgy reception? “Avoiding spoilers and trying to find some positives, there are two much tighter sections that impress. The first includes DRIVE track “Tick of the Clock” that works tremendously well as Mills makes his way … into a much darker, unpredictable world. There’s also a map reading and hand grenades narrative, which is more intriguing than anything that has already passed. “As awesome as Neeson still is, they don’t use his character physically enough. “Even the fight scenes are edited at such a haphazard pace that you don’t know who’s hitting who or even where the punches or people are coming from. “In truth, you want to see them get taken and then watch Mills fight his way back and succeed. “We don’t need an emotive background check or a deeper understanding of their situation since we last saw them. Taken 2 is a seriously flawed follow-up and, with it, extremely disappointing.” Dan Bullock, The Hollywood News (US)

Jace ends up in Athens, begging on street corners, experiencing the horrors of brutal institutions for young offenders and serving obscure patrons in an underworld of violent loss. Ultimately, his adventures take him on a dark odyssey as he desperately seeks a haven and a place to call home.

WHAT THE CRITICS SAID Mixed: “Here is an example of a filmmaker betrayed by his own ambition. “Having secured a fairly substantial budget, J.A.C.E.’s talented director Karamaghiolis – who can ordinarily hold his own with mainstream counterparts – weaves a tale which has, as its prototype, Oliver Twist. He forgets, however, where to draw the line with Dickens’ story, with the result that J.A.C.E., after a riveting twoand-a-half-hours arrives at its finale utterly exhausted by dramatic excess, and with its protagonist barely given the chance to say a word. “Regarding narrative efficiency alone, this modern fairytale has

problems. Scriptwise there are inconsistencies, and Karamaghiolis is always adding new facts to his story. He jolts us back and forth, in order to depict every lurid detail, when actually less would have been more. “So overloaded is J.A.C.E, that it resembles a soap opera crammed into two hours, with the sequence of chapters dividing it up resembling individual TV episodes. “Nonetheless, the aesthetic of a well-crafted film is present. The right frames and several action scenes function piecemeal, and the score hits the right note. “The actors, in particular the marvellous Ieronymos Kaletsanos, also show an understanding of their craft. Under different circumstances, the film in question would have been noteworthy. “Karamaghiolis demonstrates that he knows how to tell a story. Unfortunately, stories have beginnings, middles and ends. This film seems to have been designed to continue unto perpetuity. Hence, the movie ultimately lacks balance, lost amid its themes, with its creator showing flashes of megalomania. “An attractive film in its own chaotic way, which ‘drowns’ the viewer sweetly and ultimately sinks under the weight of its ungainly script.” Vasilis Kaghioglidis, cine.gr (Internet)

Television PICK OF THE DAY Appaloosa (Novacinema2, 22.00) There is perhaps no genre as full of pitfalls for contemporary fi lmmakers as the Western. Last year’s crop were either pretentious (The Assassination of Jesse James by the Coward Robert Ford) or ramped up the violence to absurd excess (the remake of 3:10 to Yuma). Ed Harris, though, directs the old-school Western Appaloosa in a refreshingly straightforward style. It’s as no-nonsense as his lead performance as Virgil Cole, a leathery gunfighter with nerves of steel. He is hired by the city of Appaloosa in the New Mexico Territory. It’s 1882, and city fathers (led by Timothy Spall) want the streets made safe for business after rancher Randall Brigg (Jeremy Irons in an intriguing bit of casting) has killed the marshal. So they hire Virgil, who arrives with his longtime deputy Everett Hitch (Viggo Mortensen) and suspends the city’s laws in favour of his own, much stricter ones. Given that Harris bears more than a passing resemblance to a certain Republican presidential candidate, it looks for a spell like Harris and his co-screenwriter, Robert Knott, might be fi xing to offer up a political allegory in this reverse twist on “High Noon.” Fortunately, Harris heads off in a more interesting direction in an adaptation that sticks close

to a novel by Robert B. Parker, including much witty dialogue taken directly from the printed page. Virgil and Everett are two of the more talkative Western heroes we’ve seen in a while, and their exact relationship is intriguing. Everett tells us in narration that Virgil’s contact with women has been limited to “whores and squaws.” Indeed, the new marshal’s motto is “feelings get you killed.” So Everett is possibly jealous, certainly bemused and fi nally concerned when a piano-playing widow named Allison French (Renée Zellweger, in her fi rst tolerable performance since Cold Mountain) arrives in Appaloosa and his smitten pal begins building a house for her. Things come to a head as Virgil puts Randall on trial for murder and the widow is abducted. Harris, whose only previous directorial effort was the vastly different Pollock, has an abiding affection and affi nity for the Western, paying homage to Rio Bravo among more obvious sources. Beautifully photographed by Dean Semler, Appaloosa is the best Western since Open Range (2003) and shows there’s still life in this most unfashionable of genres. Made in 2008.

White Material (Novacinema1, 22.00) Much-liked by highbrow critics, because it’s directed by Claire Denis who’s among the world’s most prestigious ﬁ lmmakers - and this is actually a good place to start with Denis, being more accessible than other ﬁ lms like Beau Travail or The Intruder. For one thing, it stars a well-known name (Isabelle Huppert); for another, it’s something of a thriller, a surprisingly straightforward tale of post-colonial revolution in Africa (Denis herself spent most of her childhood in West Africa), with Huppert refusing to leave her coffee plantation even as the rebels come closer. Not much plot, as usual with this director, but the landscapes are vivid, there’s a strong underlying atmosphere of unease, and some scenes - like the privileged white boy swimming while a pair of small African kids approach with spear and machete - are very memorable. In French; made in 2009.

The French Connection (Capital, 22.40) The opposite of pointless and artsy - though some may wonder how something so red-blooded ended up winning Oscars for Best Picture, Director and Actor. That lastnamed Oscar is perhaps the key, because Gene Hackman as Jimmy ‘Popeye’ Doyle was a new kind of cop - dogged and heroic but also vicious, short-tempered, and brutal with suspects - for a new kind of world, making the ﬁ lm feel madly topical in a fast-changing America; he and his partner (Roy Scheider) investigate the titular scheme to smuggle drugs from France to New York - and the ﬁ lm isn’t much more than a skilful B-movie with a famous car chase involving an elevated railway, but remarkably well-done within those limits. Made in 1971.

Priest (Novacinema3, 23.00) “The acclaimed graphic novel comes to life” promises the trailer - which is usually a red flag, because what works in graphic novels (i.e. comic books) tends to be tedious in movies. Lots of snazzy futuristic visuals, as you might expect with a Hollywood budget, not much character drama despite the presence of some fi ne actors. “The citizens have complete faith in the Church’s ability to keep them safe,” intones Christopher Plummer (fresh from winning an Oscar, for goodness sake!); “You will not shake that faith”. “What good is that faith, if it’s a lie?” retorts Paul Bettany as our hero, the titular priest - though actually more of a warrior, caught in a post-apocalyptic world torn by centuries of war between men and vampires. The vampires grab his niece so he ventures out to fi nd her, against the wishes of head honcho Plummer who sends other priests to bring him back “dead or alive”. Whatever happened to Sunday sermons and hearing the occasional confession? Made in 2011.

BRADLEY Wiggins survived everything the Tour de France could throw at him then gritted his teeth through the agony of the Olympic time trial but, like so many other British cyclists, he eventually fell victim to the dreaded white van. Wiggins spent Wednesday night in hospital with rib injuries and cuts and bruises after being knocked off his bike by a white van outside a petrol station. ‘White Van Man’ is now a reference for drivers in white vans who show a disregard for other road users, although no blame is being apportioned for what happened on Wednesday when he was out for a training ride near his home in Lancashire, northern England. Wiggins might be in line to be crowned Britain’s sports personality of the year after becoming the country’s ﬁrst Tour champion then added his fourth Olympic gold but to his local police force he

remained just another one of the thousands of cyclists hurt by cars in Britain every year. “A cyclist has been involved in a collision with a white Vauxhall Astra van. The rider of the bike, a 32year-old local man, was taken to hospital by ambulance with injuries not thought to be life-threatening,” Lancashire Police said in a statement. Team Sky also issued a statement late on Wednesday, identifying their man as the victim, and adding: “He is being kept in hospital overnight for observation but the injuries he has sustained are not thought to be serious and he is expected to make a full and speedy recovery.” The BBC reported that Wiggins had suffered broken ribs. The Daily Telegraph quoted the female van driver as saying: “I can’t believe it. Of all the people to hit, bloody Bradley Wiggins.” Yasmin Smith, 21, an attendant at the garage, told the local Lancashire

Evening News that Wiggins had to wait 15 minutes for an ambulance. “I was in the back room making a cup of tea when I heard the screeching of a tyre and a massive bang,” she said. “I shot out of the garage and I saw a gentleman sitting on the pavement. He was going a bit blue, his colour was changing. “The wing mirror was cleaned off the van so it must have been at force that he was hit. “I put my arm around him and said ‘come on back to the car.’ He was in pain and said ‘I think I’ve broken my ribs.’ “His wife tried to hug him and he said: ‘Don’t, my ribs’”. Speaking on ITV yesterday, Smith said that the van driver was shaken by the incident. “She was very upset, even more upset when the police actually said ‘do you realise who you’ve hit?’,” she said. “That really put her back, because obviously she felt bad enough.”

ROYAL Engineers finally avenged their defeat by The Wanderers in the inaugural 1872 FA Cup final when they beat them 7-1 in a re-enactment of the game at The Oval. The match, played at the FA Cup Final’s original home where 20 of the first 21 finals were staged, was in aid of various charities. The oldest surviving FA Cup trophy - the original was stolen from a shop window display in Birmingham in 1895 and never recovered - was presented to the winners by its current owner David Gold, the co-chairman of West Ham. The Wanderers beat Royal Engineers 1-0 in the 1872 final and defeated them again in 1878. They disbanded in 1882 after winning all five FA Cup finals they competed in.

United qualify after late blitz against Braga By Phil Medlicott, MANCHESTER United defender Chris Smalling feels the team benefited from the unexpected break provided by a power cut in their 3-1 Champions League victory at Braga.
