P

olice and protesters clashed in Spain and Italy yesterday as millions of workers went on strike in organised labour’s biggest Europewide challenge to austerity policies since the eurozone debt crisis erupted three years ago. Hundreds of flights were cancelled, schools were shut, factories were at a standstill and trains barely ran in Spain and Portugal where unions held their first joint general strike. Stoppages in Belgium interrupted international rail services. Workers also protested in Greece and France against austerity policies that have taken a heavy economic toll and aggravated mass unemployment. But the demonstrations organised by the European Trade Union Confederation seemed unlikely to force hard-pressed governments to change their cost-cutting strategies. In Spain, 110 people were arrested – including two allegedly with material to make explosives – after confrontations at picket lines and damage to storefronts. Riot police fired rubber bullets at protesters in central Madrid in one brief clash. Even non-union workers joined protests and marches. “This isn’t about politics or unions. This is social and economic. If we have to shut down the country we’ll shut it down,” said 24-year-old Mariluz Gordillo, a non-unionised phone operator at El Corte Ingles department

store. In Rome scuffles broke out between police in riot gear and demonstrators who threw stones, bottles and fireworks at police. About 60 demonstrators were detained. Protesters occupied Pisa’s mediaeval leaning tower for an hour, hanging a banner reading “Rise up. We are not paying for your crisis”. In Portugal and Greece – both rescued with European funds and under strict austerity programmes – the economic downturn sharpened in the third quarter, data showed yesterday. Portuguese unemployment jumped to a record 15.8 per cent while in neighbouring Spain, one in four of the workforce is jobless. Greece’s economic output shrank 7.2 per cent on an annual basis in the third quarter as the debt-laden country staggers towards its sixth year of depression. Close to 26 million people are unemployed in the European Union while governments take aim at spending on treasured universal health care and public schools. “Things have to change ... Money has ended up with all the power and people none. How could this happen?” said Esteban Quesada, 58, a hardware store owner in Barcelona who closed his shop to join the protests in Spain’s second city. Throughout southern Europe governments are trying to put public finances back on track after years of overspending. Portugal and Greece have cut pensions and, along with Spain, have

An Australian will attempt to don the most pairs of underpants worn, and in Finland, an attempt will be made on the record for the most ice hockey target shots in 30 seconds. “This year it seems to be all about bringing records back home to the people who are most passionate about enjoying their culture and national identity,” said Craig Glenday, editor in chief of Guinness World Records.

COMPANIES LISTED in EU countries could be forced to have more women on their boards, with a target of 40 per cent by 2020, under rules proposed by the European Commission yesterday. But states are divided on whether positive discrimination or pan-European rules are necessary, and some such as Britain have said they would oppose a legally binding target. The rules would apply to the non-executive boards of publicly traded companies with over 250 staff, where the Commission estimates women account for fewer than 15 per cent of positions. “Priority shall be given to the candidate of the under-represented sex if that candidate is equally qualified as the candidate of the other sex,” a Commission statement said. The plan was backed by a majority of the body’s 27 commissioners yesterday. But it is still at an early stage and details are unclear as talks must take place with member states and the European Parliament, which have to approve it before it becomes law. It is the first attempt to introduce binding rules for a gender quota across the

27 countries in the European Union. Justice Commissioner Viviane Reding, from Luxembourg, launched the proposal, and several male commissioners are in favour, including Economy Commissioner Olli Rehn from Finland and the finance commissioner,

Women’s role lacking in Cyprus IN CYPRUS there are no national measures to improve gender balance on boards, an EU Commission press release said yesterday. Women currently represent 4.4 per cent of the board members of the largest publicly listed companies in Cyprus (FTSE/CySE20 index). This proportion is one of the lowest in the EU and significantly below the EU average (13.7 per cent). The proportions of women board chairs (5.3 per cent) and CEOs (5.6 per cent), on the other hand, are slightly above the EU averages which are 3.2 per cent and 3.3 per cent respectively. Women account for 3.3 per cent of non-executive directors in the largest publicly listed companies in Cyprus, a significantly lower figure than the EU average of 15 per cent. The share of women as executive directors in Cyprus is 8.2 per cent compared to the EU average of 8.9 per cent. The proportion of women on boards in Cyprus has fluctuated around the five per cent mark since 2003. Over the last five years there is a suggestion of a slight improvement but the rate of change is too slow to have any significant impact, said the Commission press release. According to Eurobarometer figures, 96 per cent of people in Cyprus (and 88 per cent of Europeans) think that, given equal competences, women should be equally represented in positions of leadership in companies while 91 per cent (and 75 per cent of Europeans) are in favour of legislation on this matter under the condition that qualification is taken into account without automatically favouring one or other gender.

The share of women on the boards of British-listed companies rose to 12.5 per cent in 2010 from seven per cent in 1999. Norway - not a member of the EU- imposed a 40 per cent quota for non-executive boardrooms in 2003, a target that was reached in 2009. Norwegian companies can be liquidated if they fail to reach the target. While men dominate boardrooms and public posts in the EU, many women who have risen through company ranks resent quotas, saying that they give the impression that women have not been promoted on merit. Minister Neoclis Sylikiotis said. Referring to negotiations with the troika – the European Commission, the International Monetary Fund and the European Central Bank – Sylikiotis said the EU has learned that any structural changes must take place alongside growth. “Foreign investment movement, especially in strategic sectors of a country, is an important factor in financial growth especially at a time when because of the financial crisis there is a substantial reduction,” Sylikiotis said. President Demetris Christofias –

who also addressed the AGM yesterday – said that Cyprus’ role in the debt crisis stems from its banks’ exposure to the Greek economy. “Left out of the so-called markets and without loan prospects, we were forced to go to the EU’s stability mechanism,” Christofias said. He denied any government responsibility “for any supposed measures the government should have taken and did not”. “We went to the mechanism to cover the billions the banking system needs,” Christofias said adding that Cyprus hydrocarbons reserves

and “balanced measures” could pull the island out of the crisis. The state-funded CIPA – set up in 2007 to attract foreign investment – can help promote Cyprus as an attractive investment spot, improve the business environment and help out foreign investors, Christofias said. He said this included the sectors of finance, shipping, education, medical tourism and energy. Christofias said Cyprus was honoured that CIPA was ranked fifth among 189 organisations from across the world for the promotion of foreign invest-

ments in a 2012 World Bank report on investment promotion benchmarking. “During these hard times we absolutely need to attract capital and create new jobs,” he said. Sylikiotis said that Cyprus could respond to competition by using its natural gas finds, networking with other countries and organisations, and by offering competitive services such as double taxation agreements and low corporate tax rates. CIPA can help with its network of businesses in Cyprus and abroad, Sylikiotis said.

Christofias: focus on contents Any bailout agreement will define future for years to come, president warns By George Psyllides TIME was not the only important factor in the bailout negotiations, President Demetris Christofias said yesterday, as he reiterated that certain political conditions tabled by international lenders would be hard to accept. Christofias also called on the opposition to stop suggesting he was blocking an agreement, even though one appeared no closer yesterday. “Certainly the time factor is important in this negotiation,” Christofias said, but it was not the only one. “In our perception, the substance, the contents of the agreement is the most decisive parameter since it will define the future of the country and the people in the coming years,” the president said. Speaking at the AGM of the Cyprus Investment Promotion Agency, Christofias said it is a difficult negotiation and “political conditions submitted by the troika are difficult to accept”. He did not elaborate. It was the same statement he made last Saturday in Greece, which came to contradict Finance Minister Vassos Shiarly’s comment that progress had been achieved

in the negotiations. The opposition criticised the government over the contradictory statements, as rumours insisted Christofias is trying to avoid putting his name on a bailout agreement. The president himself, without naming anyone, said people should stop sending messages to Europe “that ministers supposedly want and the president is obstructing the signing of a memorandum”. Opposition DISY leader and presidential candidate Nicos Anastassiades pointed out the contradictions and voiced hope that the administration, which he said shares the blame for the woes of the economy, would have the courage to sign a deal. “The measures will be painful, without a doubt. We have lost valuable time,” Anastassiades said during a lunchtime news show on state broadcaster CyBC. “They would have been a lot less painful if only they had listened to us when we warned them.” Government spokesman Stefanos Stefanou said the only thing that caused confusion were the contradictory comments made by the opposition. “On the one hand opposi-

That amount is still unknown although the troika’s estimate is around double that of the government’s, hence the former’s stricter austerity measures.

Meanwhile the troika continued its contacts with officials representing various sectors of the economy. Reports said the lenders, together with the government, will task an independent organisation to review the efficiency of the civil service with special emphasis on tax collection. The troika has also suggested liberalising legal charges and allowing advertising by law offices – both proposals are rejected by lawyers.

Home Call to save disabled kids from welfare cuts By Peter Stevenson AN APPEAL to stop proposed welfare cuts for families with disabled children was the main theme of a press conference held yesterday by ‘Agkalia Elpidas’, an association of parents and friends of children with cerebral palsy and other types of paralysis. Currently families are entitled to a minimum of €850 per child a month in welfare support from the government, but proposed cuts could wipe out all of that, leaving some families to fend for themselves at a time of economic strife. “We believe there should be no cuts to aid given to children with disability,” said the president of Agkalia Elpidas, Elli Philipou. “Groups that are vulnerable must be excluded from austerity measures and protected, especially now during this most difficult period.” The proposed cuts have yet to be voted on by members of parliament, but the Cyprus Confederation of Organisations of the Disabled (KYSOA) said it was shocked that nobody from the government or welfare office had even consulted them. “We will be sending our counter-proposals to the government next week,” KYSOA president Christos Nikolaides told the press conference. Philipou said that a foundation for helping people with disabilities needed to be put in place rather than quick fix solutions. “We need to build centres with modern specifications to help people with disabilities,” she said. Another concern that was discussed was the lack of toys or games available at public parks or play places to children with disabilities. “I have been to 30 or 40 parks in Nicosia and haven’t found one that caters to the needs of disabled children,” one parent said.

Forced paternity test ‘violates a family’s legal right to privacy’ Families have to pay ¤1,000 for DNA test By Stefanos Evripidou THE MIGRATION Department is violating the human right to family life and privacy by forcing families with a foreign mother to undergo paternity testing at their expense to prove the father is a Cypriot national, according to the Ombudswoman’s Office. Following a series of complaints made in 2011 concerning the practices of the migration department when dealing with families containing a foreign mother and Cypriot father, Ombudswoman Eliza Savvidou launched an investigation into the matter. The result is the damning report against the department issued on October 31, 2012, which Savvidou said effectively violates human rights. Given that the practice takes place without any legal or regulatory framework and is not based on clear, specific or objective criteria making the action predictable, transparent, fair and legally sound, “the department is violating the principle of legality and by extension the human right to family and private life”. “Therefore and by this alone, the practice followed by the department has no legal basis and cannot be tolerated in a rule of law state like ours,” she said. Regarding the complaints submitted to her office, Savvidou noted that “in none of the cases put before me did the father doubt the paternity of the child, while the couple and the child had a wellestablished family life”. The authorities request a paternity test in three cases. The first follows a request for a residence permit by a third country national, who is the mother of a child with a Cypriot father, where the family has a “problematic history” with the department, like pre-

the foreign mother’s previous marriage. Savvidou points out that none of the above conditions are specified in any law or written regulatory framework. Instead, the decision to demand DNA testing is done on a case by case basis by the head of the Civil Registry and Migration Department, Anny Shakallis, when a “suspect” case comes to her attention. According to the Ombudswoman, despite repeated requests for a written response on the matter from Shakallis, none was given. Instead, Savvidou heard orally from the migration head that a paternity test was requested in a few dozen cases. In 99.9 per cent of those cases, the DNA analysis proved the Cypriot partner was the biological father of the child. The costs to the family are around €1,000 for DNA testing of the mother, father and child. Failure to take the test if requested results in a rejected application, whether that be for a residence permit for the mother or citizenship for the child. The Ombudswoman referred in her report to the European Commission’s guidelines on the issue which specify that to consider a statement of paternity false, the person presenting himself as the father has to know he is not the father and also have no intention of taking on parental responsibility for the child. She further highlighted that DNA testing for the purposes mentioned above was not very common since most EU member states regulate the matter using “milder measures” like certifying the authenticity of birth certificates, obtaining other evidence, and examining the couple’s history. The biggest concern of EU countries is the respect to family and private life. The European Court of Human Rights has ruled that the right to family life protects any active parental relationship that develops within a family, even if there is no biological bond between parent and child, and even if there is no marriage between the parental couple.

CYPRUS TODAY Man injured A 30 YEAR-OLD man is in a critical condition after a reported incident near Eleftheria square in central Nicosia yesterday, police said. The man was rushed into surgery at Nicosia General Hospital with injuries to one of his kidneys and a partially ruptured spleen. He was also wounded in the shoulder blade. The young man, a Greek citizen, believed to be of Armenian descent, was taken to a private clinic at 7.30pm on Tuesday night after being injured by a sharp object. The doctor at the clinic gave the man first aid and then sent him to the general hospital as it was clear he needed surgery. The victim has so far been unable to give police a clear account of what happened.

Cannabis arrest POLICE arrested a 42year-old man in Nicosia on Tuesday evening for the illegal possession of cannabis. Officers searched the man’s house and found a total of 25 plants and 146 grams of cannabis. The raid took place at 6.00pm on Tuesday. After his arrest the man was charged and held in custody.

Maid detained POLICE arrested a 38year-old domestic helper on Tuesday after her 69-year-old boss reported her for stealing approximately €43,000 worth of jewellery. The maid has been detained for six days to help the investigation, police said.

Bakery bomb A BOMB was set off outside a bakery undergoing refurbishment, outside of Trachoni in Limassol around 3am yesterday morning. Police said the explosion was caused by an improvised high power explosive device that was placed in the bakery’s shop window. The crime scene was closed off and evidence was taken as police continue their investigations.

HUNDREDS of cars leaving Nicosia this morning will be stopped to see if they are fitted with the correct, properly maintained tyres. The Grand Pit Stop campaigners, among them the traffic police, will be checking cars on the NicosiaLimassol highway between 8am and 1pm, and drivers can stop at the Latsia weighing station to be given maintenance advice and get tyres inflated if necessary. Properly maintained tyres use less fuel, wear out more slowly and are safer. Most accidents can be prevented if cars are fitted with the right tyres, kept at the right pressure, the head of a road safety organisation has said. FORESTRY department officials are patrolling the forests in an attempt to stop people from collecting mushrooms by using garden tools, an announcement said yesterday. Selling Christmas star space, a novel way of raising funds By Bejay Browne THE Paphos Friends Hospice has come up with a novel way of raising funds this Christmas: selling star space on a Christmas tree. A large fir tree, called the ‘Tree of Love’, will be placed in the reception area of the Evangelismos hospital in Paphos, where the hospice operates out of a dedicated wing. People will be able to buy stars and write the names of their loved ones on them and fix the stars on the tree. All the money will go towards the hospice. “As far as I know this is the first time such an idea has been undertaken in Paphos. Of course people may want to purchase a star for a loved one who is no longer here, but the idea behind it is a celebration of life,” hospice spokesman Colm Connolly said. “We are particularly hoping that the names of new born babies are added. We are aiming to sell hundreds of stars and this is a lovely way to

make a donation to the hospice,” he added. The Friends Hospice is currently the only operational hospice in Paphos and since opening in 2006, the facility has grown and now consists of a seven bed unit which is solely run by donations, money raised by the shops and fundraising events. All money raised from the sale of the stars, which will cost 5 euros each, will be donated to the hospice. The inauguration of the ‘Tree of Love’ will take place at the Evangelismos hospital on December 7 at 10am. It will be a festive event with mince pies and coffee being served.” Around 500 people have been cared for at the hospice which provides palliative care for people suffering with life limiting illness and support for them and their families. The hospice figures show an average occupancy of 70 per cent with most patients being Cypriot. It costs around half a million euros to operate the facility each year.

Man appeals for family to stay in ‘only home they have ever known’ Children were born here and speak only Greek, father says By Poly Pantelides PROTESTING outside the interior ministry for the second time in the span of six weeks, Paul Murimi Njenga from Kenya yesterday said he wants officials to explain why they plan to take his children away from the only country they know. “I want people to read about this and know,” he said. Paul came to Cyprus in July 2002, where he met his wife Hannah – also from Kenya – almost two years later in March 2004. They married in December 2005 in a Christian Orthodox church and went on to have a boy, now six years old, and a girl, aged four. In September Paul’s son John joined first grade in a state primary school. His daughter Angelina goes to nursery. When Paul’s work permit lapsed in 2007 he requested asylum. At the time, a dispute over elections held in December in Kenya caused protests and riots. By early January 2008, Reuters news

agency reported that 255,000 people had been displaced. Paul and his wife kept getting temporary residence permits allowing them to stay and work. But in January this year, the interior ministry rejected the family’s application for a temporary residence permit and asked them to “make the necessary arrangements to depart immediately from the Republic”. Paul got in touch with the Ombudswoman’s office and asked them to look into his case. His children are born and raised in Cyprus and this is the only home they know, he says. Paul also claims that his children only speak Greek. He said that they never wanted to learn his native language even though Paul’s Greek is limited. The Ombudswoman’s office first got in touch with the interior ministry in May and heard back at the end of July to be told they would not re-examine Paul’s case. But the office insisted, and the Ombudswoman sent a letter a week ago asking to be given the case file so they could examine it, said the office’s

Aristos Tsiartas, who heads the antidiscrimination authority within the office. Tsiartas said they are now waiting for a response to continue their investigation into Paul’s case. Paul believes he has a right to stay on humanitarian grounds. “Moving [my children] back to Kenya will be a tragic idea bearing in mind that these children will drag behind for about three years before they catch up with the educational level of other age mates due to language barrier,” he said in a letter to the interior ministry. He delivered the letter by hand in early October when he and his family protested outside the ministry. When he demonstrated again yesterday, a security guard told him his application “would be considered,” he said. “I have managed to support my family fully without any disturbance to my fellows or the government,” Paul said in his letter. “In those ten years I have not had any criminal record in Cyprus,” he said. “I am confused. Is it my colour?”

Financial woes led to spate of fake notes A 39-YEAR-OLD kiosk owner from Aradippou in Larnaca was arrested on Tuesday and taken to Larnaca District court yesterday on charges of counterfeiting euro notes. Sufficient evidence was given to hold the man for six days, police said. “A search warrant was obtained to search the man’s residence and place of work after the owner of a petrol station reported that he had received a 20 euro note that appeared to be fake,” Larnaca police spokesman

Christos Andreou said. Eighteen counterfeit 20 euro notes were found on the man himself after police searched his kiosk. One more 20 euro note was found in the till along with a five euro counterfeit note. Police also found more copies of 20 euro and 10 euro notes on A4 paper in a photocopy machine on the premises where they also found an original 20 euro note that they believe was being used to make the copies. The man confessed to the

crime and told police his terrible financial situation was the cause. Police found one more counterfeit note of 20 euros after searching the nearby area which was also taken as evidence. “Solving this case is down to the police’s immediate response and also the help they received from certain citizens who were vigilant and informed them immediately,” Andreou said. “It appears the man had intended to put the rest of the notes he had in his

possession into circulation, which came to a total of approximately 600 euros, therefore police have prevented counterfeit notes from entering the marketplace,” he added. Andreou said police are asking the public for help to find the rest of the fake notes. He urged the public to be careful when dealing with notes of any value and if they come across notes that appear to be counterfeit to report it to police immediately.

Schizophrenia care criticised Report slams failure of mental health care PATIENTS with schizophrenia in Britain are too often locked up in “mad house” institutions that are more likely to make them worse than better, mental health experts said yesterday. In a damning report on how people with the severe mental illness are cared for in Britain, the experts said there were “catastrophic failings” in treatment and described “shameful” standards of care on some mental health wards. The problems arise and are exacerbated in part by public misconceptions that schizophrenics are crazy, violent people who pose a risk to society, they said. “In this country we’ve become preoccupied with the idea that schizophrenia means a madman with an axe,” Robin Murray, a professor of psychiatric research at Britain’s Institute of Psychiatry, told reporters as the report was published. The reality, he said, was that the vast majority of people with schizophrenia were not violent and were in fact more likely to be victims of attacks than to lash out at others. He said Britain could learn a lot from countries such as Switzerland, the Netherlands and Denmark, where health systems focused on getting patients with schizophrenia into calm, caring environments, rather than

spending limited funds on unnecessary security and less appropriate treatment. Schizophrenia affects around 24 million people globally, according to the World Health Organisation (WHO). Patients can suffer from psychotic experiences such as delusions, paranoia,

or hearing voices. Although there is no cure and relatively little is known about its causes, there are many medicines and therapies that can treat some of the most serious symptoms. The WHO estimates the costs of treating someone with chronic schizophrenia can be as low as $2 a month. But across the world, including in developed countries like Britain, many patients have limited access to treatment. The WHO says more than half of all schizophrenia sufferers do not get appropriate care. The British report, which described schizophrenia as “the abandoned illness”, found that nursing and other healthcare staff working in schizophrenia services in the country’s state-funded National Health Service were often demoralised and “burnt out” and that “pessimism pervades the system”. It was written by a panel of mental health specialists known as the Schizophrenia Commission who heard evidence in person from 80 experts and people affected by the illness, and from 2,500 more who gave evidence online. It said mental health hospital wards were often such appalling places they made patients worse rather than better.

Teens found guilty of ‘vicious’ murder of friend TWO teenagers have been found guilty of murdering their friend in a “vicious and sustained assault” involving a baseball bat. Brett Lodge, 17, was attacked following an argument at a party in the Liberton area of Edinburgh on July 1 last year and was repeatedly punched, kicked and hit. The teenager suffered “catastrophic” head injuries and died in hospital eight days later. At the High Court in Edinburgh yesterday,

Declan Robertson, 17, and Andrew Parfinowski, 18, were convicted of his murder. The pair, from Edinburgh, were remanded in custody to return to court for sentencing on December 6. A third teenager, Cameron McKail, 17, was found guilty of assault. He was bailed and will also appear for sentencing next month, the Crown Office said. In a statement released through police, Brett’s mother, Gillian Lodge, said her son’s death had devastated the family.

Japan PM to honour pledge that is likely to cost him his job JAPANESE Prime Minister Yoshihiko Noda is set to dissolve parliament’s lower house tomorrow for a snap election next month, which is likely to cost him his job and return to power a party that has governed Japan for most of the past 50 years. Opinion polls show Noda’s Democratic Party of Japan (DPJ) heading for a heavy drubbing in the vote, set by government and senior party members for December 16, and the revival of the Liberal Democratic Party (LDP) after just three years in opposition. Under its leader, former Prime Minister Shinzo Abe, 58, the LDP may be more assertive in dealings with China and usher in more expansive spending policies after Noda focused on reining in the country’s ballooning public debt. The lower-house term ends in August 2013. Noda promised the LDP and its partner last August he would hold an election “soon” in order to win their backing in the opposition-controlled upper house for his signature sales tax increases. “I want to carry out a dissolution (of the lower house) on the 16th,” Noda said in response to questions from an opposition leader in parliament. However, Noda indicated his call for an election was conditional on opposition support on a financing bill and voting reform.

The opposition has agreed to speed bills through parliament to fund 40 per cent of budget spending and Abe indicated his party had already promised support for voting reform, which would include cutting the number of lower house lawmakers. “Let me repeat that promise here,” he told Noda in a debate in a parliamentary committee. Noda, 55, is already Japan’s sixth prime minister since 2006 and the third since the DPJ swept to power in 2009 promising to change how Japan is governed after more than half a century of nearly non-stop LDP rule. But support for the DPJ has plummeted since then due to policy confusion and political stalemate and many in Noda’s party would prefer a delay in the election date. “This election will be fought on a few issues. It’s a question of whether or not you want to continue using nuclear power,” Economy Minister Seiji Maehara told reporters. Japan’s public has developed deep safety concerns about atomic power since an earthquake and tsunami triggered the Fukushima radiation crisis last year. “It’s also a question of whether you want to spend money on public works or whether you want the Democrats’ policies that emphasise spending on healthcare, child care, science and economic growth,” Maehara added.

honouring the 1979 peace agreement with Israel, condemned the raids on Gaza as a threat to regional security and withdrew its ambassador from Israel. It also summoned the Israeli envoy to Cairo to deliver a protest and called for an emergency meeting of the United Nations Security Council. Russia called for an end to the raids. A second Gaza war has loomed on the horizon for months as waves of Palestinian rocket attacks and Israeli strikes grew increasingly more intense and frequent. Business Downbeat growth forecast from BoE ECONOMIC growth will remain below pre-financial crisis levels for at least the next three years, Bank of England governor Sir Mervyn King warned yesterday. Taking the shine off a recent return to growth between July and September, Sir Mervyn said output could shrink again in the final three months of the year. And the governor braced households for an “unappealing combination” of sluggish growth and abovetarget inflation as he presented the Bank’s latest gloomy quarterly inflation report. The economy grew 1 per cent in the third quarter, bringing the longest double-dip recession since the 1950s to a close, but experts warned the underlying picture was bleak. Sir Mervyn said the figures gave an “overly optimistic impression” and were not “a reliable guide to the future”. He said: “Continuing the recent zig-zag pattern, output growth is likely to fall back sharply in the fourth quarter as the boost from the Olympics in the summer is reversed - indeed, output may shrink a little this quarter.” The Bank downgraded its growth forecast for next year to around 1 per cent and warned that output will remain below its historical average until mid-2015. It also revised its inflation forecast, with the rate expected to fall towards the 2 per cent target in the second half of next year, later than previously thought. The Bank’s report said: “The economy is likely to see a sustained, but slow, recovery over the next three years.”

U.S. RETAIL sales fell in October for the first time in three months as superstorm Sandy slammed the brakes on automobile purchases, suggesting a loss of momentum in spending early in the fourth quarter. Other data yesterday showed little inflation, with wholesale prices falling in October for the first

time since May, giving the Federal Reserve latitude to maintain its ultra easy monetary policy stance to nurse the economy back to health. Retail sales dipped 0.3 per cent last month after a 1.3 per cent increase in September, the Commerce Department said. Economists had expected sales to fall 0.2 per cent.

The retail sales report offered an early read on the storm’s impact on the economy. Its full impact will likely be felt in the November data. Analysts estimate that the storm, which lashed the densely populated East Coast and caused up to $50 billion in damage, could shave as much as half a percentage point

from fourth-quarter GDP. They expect the economy to make up for any lost activity early next year. “That will come back in the first quarter. Spending on rebuilding will filter into growth numbers gradually over a number of quarters,” said Julia Coronado, chief North America economist at BNP Paribas in New York.

Probability of a run on the banks increases daily THE UNCERTAINTY caused by the government’s stalling over the bailout and made worse by current speculation that it would refuse to sign a memorandum of understanding with the troika have put the ailing Cypriot banks under immense pressure. They have been on very shaky ground for quite some time, but fears that President Christofias might refuse to sign a bailout are bound to wreck what little public confidence there is left in the banks at present. Laiki Bank, which has been kept afloat by drawing emergency liquidity, according to reports, has also had to cope, more recently, with a withdrawal of deposits. When the Council of Ministers was informed that the Laiki auditors intended to express reservations about its “ability to continue as a functioning business entity”, the government asked for help from the European Commission which approved the provision of state guarantees to the banking sector of up to €3 billion. The bank will now issue bonds amounting to €500 million that would be guaranteed by the state. A newspaper commentator concluded that this move would not only improve the capital adequacy and liquidity of the bank but also underline the government’s commitment to providing the banking sector with the necessary support, so that the climate of confidence would return. Could anyone believe that any move, other than the signing of a bailout, by the cash-strapped government would restore confidence in the banks? The governor of the Central Bank, Panicos Demetriades, who enjoys a good relationship with the Christofias government and assisted its efforts to blame the Cyprus economic crisis exclusively on the banks, does not share this view. Aware of how precarious the situation is, Demetriades declared on Monday that a bailout had to be signed as soon as possible. But the government disagreed. A Presidential Palace source, quoted by Sigma Live, yesterday insisted that contrary to what the finance minister had said in Brussels, no progress had been made in the talks with the troika, making it clear that no agreement with the troika was imminent. The same source claimed the finance minister, “in an effort to protect (bank) deposits in Cyprus must express optimism”. It was a frightening admission. The government was aware that bank deposits had to be protected, but it had no intention of signing the bailout that would see off the very real danger of a run on the banks, the probability of which increases with every day. If there is a collapse of the banking sector, everything the government thinks it is defending by not signing a bailout – CoLA, 13th salaries, the pension system, CyTA, etc – would be lost anyway.

Key security decisions in danger after sex scandal A WEEK after winning a second term, President Barack Obama faces a widening scandal within his national security team that complicates plans to reshape his cabinet and could reverberate through decisions on the war in Afghanistan, the fight against al-Qaeda and efforts to prevent Iran from getting a nuclear bomb. The White House sought on Tuesday to limit the fallout from an FBI probe that led to the resignation of CIA director David Petraeus because of an extramarital affair, and now involves General John Allen, the top US commander in Afghanistan. US defence officials are looking into a series of “flirtatious” emails Allen sent to a woman at the centre of the Petraeus case. White House spokesman Jay Carney rejected the notion that the scandal could undermine Americans’ safety. He said Obama had confidence in Allen to continue “ably” commanding US forces in Afghanistan while the investigation proceeds and expressed faith in the CIA’s acting director, Michael Morell. Obama “has confidence in the military to carry out the various missions that he has asked them to carry out,” Carney said. Even so, the scandal - which comes as Obama already was preparing to fill other key vacancies in his national security team - makes for an embarrassing sendoff to the president’s first post-election trip abroad, a three-nation Southeast Asia tour starting this weekend. In an attempt to stabilise his national security team and get the scandal behind him, Obama may decide to accelerate key personnel moves that could ripple through his administration. He must pick a successor for departing Secretary of State Hillary Clinton. Massachusetts Senator John Kerry, UN Ambassador Susan Rice and national security adviser Tom Donilon are among those likely to get consideration. Defence Secretary Leon Panetta has long been rumoured to be leaving; among those mentioned as possible replacements are Kerry, Panetta’s deputy Ashton Carter, and Michele Flournoy, who was Panetta’s policy chief before stepping

Morell, now the acting CIA director, is likely to be a top contender for the permanent job along with John Brennan, the White House’s chief counterterrorism adviser. And if Allen’s now-frozen nomination to be the top NATO commander in Europe is nixed, that could ripple through the military’s hierarchy. Quick changes could be risky, especially at a pivotal time for the troubled Afghan war effort. But they also could give Obama a chance to get fresh eyes on foreign policy and national security issues that are likely to be significant parts of his presidential legacy. “It’s a ‘Rubik’s Cube’ of decisions to make on who sits where, and figuring out the solution is getting more complicated,” said Peter Feaver, a political scientist at Duke University. The latest twist in the scandal came on Tuesday, when it was revealed that Allen was under investigation for alleged “inappropriate communication” with Jill Kelley, the Tampa, Florida, woman whose complaint about harassing emails from Petraeus biographer Paula Broadwell led the FBI to uncover the affair between Broadwell and Petraeus. The Allen revelation threatens to fell another of the military’s biggest names and suggests the controversy involving Petraeus - a retired four-star general who had Allen’s job in Afghanistan before moving to the CIA last year - was far from over. Obama put on hold Allen’s nomination for the coveted NATO post, for which he had been expected to win easy confirmation by the Senate. Aguilera, 31, says the title and the mixture of dancepop, ballads and rock-tinged tracks reflect the hopes and disappointments of recent years that saw her 2010 tour for album Bionic canceled, a divorce and the box-office flop of her debut feature film, the musical Burlesque. “Lotus represents the unbreakable flower that stands the test of time. The best North American opening for the 50-year-old Bond franchise adds to a strong tally of $428.6 million for Skyfall overseas. RICS supports local charity for children RICS (The Royal Institution of Chartered Surveyors) Cyprus, recently reached an agreement for the continued and active support of the "Sophia Foundation for children", as part of its corporate responsibility programme. RICS Cyprus supports the “Sophia Foundation for Children" which fights developing world poverty, both through donations and fundraising events. Members of RICS Cyprus, were thus involved in the restoration of the Makarios Orphanage in Kenya, a project that will cost over €400,000 and will host 103 orphans, many of whom suffer from HIV/AIDS. RICS Cyprus members raised €5,000 for the Orphanage, as part of a campaign launched by RICS Cyprus on the occasion of the ascent of Mount Kilimanjaro by Liana Toumazou, Director General of RICS Cyprus and Greece.

Mind over matter Tonight Theatre The power of retribution The latest professional production by Satiriko Theatro will be Ariel Dorfman’s Death and the Maiden, which opens this evening. Dorfman’s play is set in an unnamed South American country recently emerging into democracy after years of brutal dictatorship. It details a day in the life of Gerardo, a human-rights lawyer, Roberto, the good-Samaritan doctor who stops to help him, and Paulina, Gerardo’s wife, a woman haunted by her past. When a chance encounter brings these characters together, none of their lives will ever be the same again. Originally written over 20 years ago, Death and the Maiden was intended as a political commentary on Chile and its corrupt government and regime. But now, Dorfman’s examination of torture and retribution hasn’t aged a bit. Newly-revived at Satiriko Theatre, the play offers its three actors the chance to deliver psychologically rich performances designed to keep the audience off balance, from the first minute the curtain opens, when a gun is introduced in the scene, until the end of the production. First staged at London’s Royal Court Theatre in 1991, Dorf-

man’s play won the Laurence Olivier Award for best new play. It ultimately did not receive as high praise in the United States as it had in England, but did create enough interest to inspire a film adaptation in 1994 by Roman Polanski, with Sigourney Weaver, Ben Kingsley and Stuart Wilson in the roles. What makes this production a great piece of theatre is that it is morally ambiguous. Throughout the tense, uninterrupted 90 or so minutes of this experience, you may never know for certain if Roberto is really the guilty party, or not. And director Stelios Kafkarides, as well as the actor interpreting the role leave that open to interpretation. Also open is the question if Paulina, or anyone who has suffered as she has, can remain sane and is capable of reconciliation. Furthermore, Dorfman adds to the complications by having Gerardo, a human rights lawyer on the verge of a significant career in the new government, seeking closure to the ugly past. With these edgy moments and many more you will definitely come away with much to ponder. This Greek-language production continues through to December 21 every Thursday and Friday.

The human brain is the most complex organ in the body, made up almost entirely of nerve cells. Understanding the human brain is one of the greatest challenges facing 21st-century science, and if we can rise to the challenge, we can gain profound insights into what makes us human. Rising to this hugely daunting task on Monday, the Centrum Hotel in Nicosia is hosting an event whereby science will serve society and the public will meet scientists. The event will bring together distinguished scientists from both Cyprus and abroad to discuss their latest research on the dynamics of the human brain. Guest lecturer for this free public event is Dr John Stein, a Professor of Neuroscience at Magdalen College, Oxford and the Chairman and Co-Founder of the Dyslexia Research Trust. He has dedicated years of research into the links between dyslexia and eye control. Trained as a clinical neurologist, and a fellow and tutor of medicine and physiological sciences at Magdalen College since 1970, Professor Stein has carried out extensive research on visual guidance of eye and limb movements in dyslexics. Some two thirds of children with unexpected reading difficulties complain of visual symptoms. They can’t work out the order of letters, which sometimes appear to move around and change places when they read. These problems have been attributed to impaired development of large magnocellular neurones in the brain, which may explain many of the memory, auditory and visual problems associated with dyslexia. Professor Stein is well recognised as a world expert in this field, and is regularly called upon to give his knowledge,

expertise and advice to academics, teachers, parents and the media. On Monday, he will lecture on how new developments in magnocellular theories, derived from research involving eye patches, vergence exercises, yellow or blue filters and omega 3 fish oils can help children’s reading. Other than Professor Stein’s studies on the causes of dyslexia and simple ways of tackling it, research results will also be presented on monitoring epilepsy at home and an introduction to a new project - Dynamic Electric Field Tomography (DEFT) and its applications. The project DEFT and the event are co-funded by the Cyprus Research Promotion Foundation, the European Regional Structural fund, the Cohesion Fund and the European Social Structural Fund of the EU. You may be familiar with CT, MRI, and other devices that radiologists use to take pictures of the structure or anatomy of the brain. There are some relatively new techniques that are now being used to get pictures of brain activity in addition to brain anatomy. Electroencephalography (EEG) will also be discussed at the event and how it can be used for better brain imaging. EEG is a decades-old method for measuring the brain’s electrical activity using a series of sensors placed on the scalp. In recent years, better sensor technologies and data-processing techniques, as well as more detailed knowledge of the brain, have dramatically improved the information that can be extracted from EEG. NIGHTLIFE Chart-topper DJ launches a weekly Larnaca club night, Ibiza style Club Deep in Larnaca have pulled off a massive coup by attracting world-renowned DJ Jon Fitz to the region. HEN the European Parliament turned Yves Mersch down for a top central banking post, it wasn’t because he lacked the expertise or experience; they rejected him because he is a man. Mersch, a Luxembourger who is highly regarded by his peers, had been expected to get the job on the European Central Bank’s all-male board anyway. Last month’s parliamentary vote was nonbinding on EU governments, which have the final say, although Spain raised lastminute objections. The vacancy highlighted an uncomfortable fact: not one

At the European Parliament, deputies complained that not enough effort had been made to find suitable women candidates for the post on the ECB’s six-member Executive Board. One lawmaker said the ECB, which regularly lectures governments on the need for change, should take a closer look at itself. “The ECB is asking all our societies to modernise. Fine.

Of the world’s central bank heads, just 12 or about six per cent are women, according to this year’s Central Bank Directory. Most are in emerging markets, such as South Africa’s Gill Marcus and Mer-

One way to tackle the imbalance would be a quota system, similar to stalled plans for the private sector proposed by EU Justice Commissioner Viviane Reding, who wants companies to allot 40 per cent of their board seats to women by 2020. In central banking, appoint-

ments are usually made by national governments. Those not necessarily based on qualifications may be risky considering the responsibility that comes with such jobs - making decisions that affect not one company but one country, or an entire currency union. Few doubt Mersch’s qualifications. He has sat on the Governing Council since 1998 as Luxembourg’s central bank chief. A hardliner on curbing inflation, he holds postgraduate degrees in international public law and political science, and spent the early years of his career in public sector finance institutions. Rebecca Harding joined a group of economists, former central bankers and journalists in signing a letter to the Financial Times urging the European Parliament to withdraw its objections to Mersch. Harding, who is chief executive at Delta Economics, opposes quotas, which she said would undermine women

who have already reached senior positions on merit. “The pool of women of the right age, experience and track record at the moment is relatively small and it is too important at the moment to appoint on the grounds of tokenism compared to grounds of merit,” she said. DeAnne Julius, a former member of the Bank of England’s Monetary Policy Committee, disputes such suggestions. She believes that where there’s a will, there’s a way. “There are plenty of qualified women who have the ability and the appetite to take on those roles, but you have to look harder for them,” said Julius, who was an external member of the MPC. She suggested getting external recruitment companies involved and broadening the search to include commercial banking, corporations and civil services, which might require structural changes in some central banks. Julius worked in the private sector as chief economist at British Airways and Shell before joining the MPC when it was created in 1997. International Monetary Fund chief Christine Lagarde has made a similar point about the wider banking system. She has said that the financial crisis, which began in 2008 with the collapse of a US investment bank, might have taken a different turn had “Lehman Brothers been a bit more Lehman Sisters”. However, striking a balance between external expertise and understanding the internal workings of a central bank is vital. “You should be quite well acquainted with the practical work of a central bank, otherwise it is very difficult if you

come from the outside,” said one former female central banker, who asked not to be named. However, she held out hope for the eurozone and beyond. There were already many high-level female professionals in central banks, she said, pointing to Denmark, Austria, China and South America. “They are not yet necessarily in a position where they could be promoted faster than their male colleagues, but they are coming, I’m sure they are coming,” she said. The world’s most powerful central bank, the US Fed, seems to be making greater progress. Three of the Fed’s seven-strong Board of Governors are female. Three more women also sit on the Federal Open Market Committee, although not all are voting on the policy-making body this year due to a rotating system. A prominent example for women who have made it in the world of central banking is Janet Yellen, the Fed’s vice chairwoman who has been mentioned by the New York Times as a possible candidate to succeed Chairman Ben Bernanke. Economics, often a training ground for central bankers, has been male dominated for years but with more women studying the subject to a higher degree level this could change. The share of female economics professors in the United States almost doubled between 1997 to 2011 to 12.8 per cent, according to an American Economics Association. In Britain, the proportion of female economics professors doubled between 1996 and 2010 to 10 per cent, a survey by the Royal Economic Society Women’s Committee showed. There is a similar trend in Germany, where about 12 per cent of economics professors were women in 2010 compared with six per cent in 2000, data from the statistics office showed. Jacob Kirkegaard, Research Fellow at the Peterson Institute for International Economics, said women still face hurdles. “Let’s face it, central

banking, certainly in Europe, is probably among the most conservative, reactionary institutions you can think of,” he said. Nevertheless, Europe has some strong contenders such as Belen Romana Garcia, a former head of the Spanish Treasury and as such also on the board of the Bank of Spain. She was a firm favourite earlier this year to head Europe’s permanent rescue fund, but lost out to Klaus Regling. Soledad Nuñez, former Director General of the Spanish Treasury, joined the ECB in July as a board member of its new settlement platform Target2Securities, having earlier been tipped to become deputy governor of the Bank of Spain. In France, Anne Le Lorier has become the first female deputy governor of the Bank of France while Danièle Nouy, general secretary of the bank’s prudential supervisory authority, used to chair the forerunner to the European Banking Authority (EBA). Her name could come up when discussing candidates for the new post as the European banking supervision chief. In Germany Sabine Lautenschlaeger, vice president at the Bundesbank in charge of banking and financial supervision and a former head of Germany’s banking watchdog, would also be well positioned to take on such a role. Sharon Bowles, a Briton who chairs the European Parliament’s economic affairs committee and a driving force behind the Mersch rejection, has even applied to succeed Bank of England governor Mervyn King when he retires next year. Following Mersch, the next battle is already in sight. Bowles made clear earlier this month that the parliament wanted to see a women heading the new European banking watchdog - preferably an ECB outsider. “The parliament will be looking for gender balance throughout, not just by having a token chair,” she said.

PICK OF THE DAY

The Ides of March (Novacinema1, 20.05) American politics is in a mess, and do we really care? Probably not - and indeed, why should we? Cyprus politics is an even bigger mess, and you don’t see George Clooney making films about that. Clooney directed this smart political drama, and uses his charisma to good effect as Governor Mike Morris, an Obama-like politician (his campaign posters make the resemblance undeniable) who’s running for President - though our hero is actually Stephen Meyers, played by Ryan Gosling (attention, Gosling-watchers: there’s a Gosling double bill tonight, this one preceded by All Good Things on Nova2). Meyers is one of the candidate’s right-hand men, a brilliant up-andcomer with exemplary media skills; more importantly he’s a True Believer, totally committed to the Cause - and why not? Like the Obama of 2008, Morris is a dream politician with the right answer to everything. Gay marriage, church vs. state, the War on Terror: on all these issues, he’s enlightened and articulate. Is Morris too good to be true? Of course he is. Will Meyers lose his idealism, turning into just another dead-eyed political operator? Naturally. The catalyst is Molly (Evan Rachel Wood), a flirty 20-year-old intern he becomes involved with - and the film deflates badly in the second

half, mostly because it’s hard to believe that anyone could be as politically-savvy as our hero and yet so trusting. He’s honest with everyone, and seems shocked when they use that against him (“I thought you were my friend!”). Political dramas need guile, an awareness that politics is by nature cynical and hypocritical. The Ides of March seems far too naive. It’s good fun, though. The dialogue zings, the pace is fast. A political campaign has a thrilling momentum, like putting on a show. Everyone babbles, like they’ve drunk too much coffee. Every day is another crisis. The irresistible duo of Paul Giamatti and Philip Seymour Hoffman do their respective things as rival campaign managers (the most important thing in this business, says Giamatti acidly, is “to win people’s respect by making them mistake their fear for love”). The film is topical, just a week or so after the US elections. Above all, the film is relevant for us here in Cyprus - a place where useless politicians are doing their best to push the country over the abyss. If American politics is in a mess, it’s partly because Americans ignore films (like this one) about American politics being in a mess. Don’t make the same mistake, folks. Made in 2011.

The Hours (Novacinema2, 19.55) Thought about going with Pride and Glory on Plus TV, but our Pick of the Day is already very macho - so here, in the interests of gender balance, is this Oscar-winning tale of three flustered women through the ages, vaguely linked by the novel Mrs. Dalloway. Julianne Moore is a 50s housewife obsessed with the book, Meryl Streep a present-day lesbian whose life has points in common with its main character - and Nicole Kidman (with fake nose) is Virginia Woolf, who wrote the thing in the fi rst place. A fi lm I’ve always found incoherent and pretentious; but maybe it’s a woman thing. Made in 2002.

Bienvenue Chez les Ch’tis [Welcome to the Sticks] (Novacinema1, 22.00) Every country has a region that’s considered slightly odd, even slightly backward; even on an island as small as Cyprus we get (or used to get) jokes about needing a passport to cross into Paphos. For the French, the problematic region is the Far North, “a cold and rainy place inhabited by unsophisticated ch’tis who speak a strange language,” according to Wikipedia - and this utterly parochial French comedy (the most successful French fi lm ever on home soil, having been watched by over 20 million French people) has a guy from the South of France being banished to the land of the ch’tis after he gets caught trying to scam his employers. He (Kad Merad) is initially depressed by the prospect, and desperately misses his wife - but of course soon discovers that the negative stereotype is just a stereotype, and ends up charmed by his new surroundings. Mildly amusing, though non-French viewers may fi nd it hard to empathise. Globalisation? Je m’en fiche! Made in 2008.

Citizen USA: 50 State Road Trip (LTV3, 22.00) It’s a good night for parochial fi lms on pay-TV - and this documentary is really aimed at Americans, just as Ch’tis [see above] is aimed at French people. “This documentary is a paean to America and what makes it special,” says a New Yorker at the Internet Movie Database, adding that the fi lm “is pollyanna-ish in that it focuses on practically nothing that is wrong with the United States”. The director - Alexandra Pelosi, daughter of politician Nancy Pelosi - ranges across all 50 states, talking to new immigrants who rave about America as the Land of Opportunity, so for instance “a man from Albania who has grown up eating mostly cornbread marvels at the amazing food choices”. Risible and shallow; then again, I’m not American. Made in 2011.

THE Czech Republic will look to achieve a rare double when they take on champions Spain in the Davis Cup final that starts tomorrow. It is 22 years since a country has won the Davis Cup and the Fed Cup in the same season but the feat is on for the Czechs after their women’s team beat Serbia at the same Prague venue two weeks ago. The hosts are hoping a vociferous home crowd and a fast hardcourt surface will combine to give them the edge against a Spanish team aiming to lift the Davis Cup for the fourth time in five years. Spain are without injured former world number one Rafa Nadal and will be delighted if they can repeat their 5-0 drubbing of the Czechs in the final on the claycourts of Barcelona three years ago. “Barcelona was a great experience that we can learn from and maybe we can use that experience in front of our home crowd,” Czech player Radek Stepanek told reporters.

“For us the most important thing is to have three points come Sunday. FRANKIE Dettori’s failed test over a banned substance at Longchamp in September was not for a performance-enhancing drug, his solicitor has said. Christopher Stewart-Moore issued a statement on the rider’s behalf on Tuesday, stating he will face a hearing before the Medical Committee of France Galop next week. He told BBC Sport yesterday: “There are a large variety of substances which are banned by France Galop. “We are not going to say which substance he has tested positive for as that would be in breach of their rules, but it’s not a performance-enhancing drug.” Dettori had four rides at Longchamp on September 16, the day of the test, an afternoon of major trials for the Prix de l’Arc de Triomphe meeting the following month. France Galop have not commented on proceedings and in previous similar cases they have not issued a statement before a hearing. THE Serbian government will help refinance debt-ridden football giants Red Star and Partizan Belgrade and have appointed managers to temporarily run Red Star, the Balkan country’s deputy Prime Minister Aleksandar Vucic said. Vucic had called a press conference in the early hours of yesterday to announce the refinancing after Red Star chairman Vladan Lukic resigned on Tuesday saying he was exhausted from struggling with managing the club’s debt of about 60 million euros and from a poor run of results. Lukic’s resignation left a massive void at the club ahead of Saturday’s crunch derby with champions and league leaders Partizan, and the government concerned about the health of two of the biggest clubs in the

country. “I spoke to the club’s legends and leadership on the behalf of Serbia’s government and we have agreed to refinance Red Star’s and Partizan’s debts because the state cannot allow these two clubs to go under,” Vucic said. “The situation is so dire it’s beyond comment and we will do what we can to help out Red Star and Partizan. “As far as Red Star are concerned, we will speak with Gazprom, their general sponsor, to elaborate how soon they can pour some money into the club.” Vucic said a working group headed by former player Dragan Dzajic would take charge of Red Star to try to consolidate the club’s financial position until a new president and board were elected in either December or January. Dzajic, who was a club director when they won the

1991 European Cup before he became club president in 1998, however, faces a mammoth task of restoring Red Star’s past glory after they were brought to the brink of administration by years of mismanagement that went hand in hand with the Balkan conflicts of the 1990s and the economic depression in Serbia. Both clubs were heavily funded by the authorities in communist Yugoslavia before the country’s bloody break-up but have been left largely to their own devices in the past 20 years, mostly selling talent to richer overseas clubs and drawing as many sponsors as they could. Dzajic, who quit as president in 2004, said he was looking forward to the challenge of getting the club back on the rails. “All of this is a bit unexpected for me but Red Star must never give up.”

They love each other’ MANCHESTER City striker Mario Balotelli will stay at the club despite interest from his homeland, according to his agent. Speculation is growing the 22-year-old will be offloaded by manager Roberto Mancini with AC Milan linked with a bid. Balotelli was left out of Sunday’s squad to face Tottenham at home but Mancini insisted that was done as part of the player’s rest and recovery. And the striker’s agent Mino Raiola is adamant the player is committed to the club for the long term. “His relationship with Mancini is like that between a husband and his wife,” he told Radio CRC. “They argue but they love and respect each other so much. “Everyone has their own ideas, but Mario will remain at Manchester City. Zwanziger, who was formerly head of the German Football Association (DFB), said the plan, still to be ratified by the UEFA executive committee, envisaged 12 countries hosting the expanded tournament which will feature 24 teams, up from the current 16. “Michel Platini has told me his plan in a personal discussion,” Zwanziger told Bild newspaper. “But it still needs to be ratified by the executive committee.” According to Zwanziger the plan foresees 12 countries hosting matches, with the countries chosen as

would be a one-off. “If the idea is appealing to them we will enter into details to see how we can organise a Euro in several European cities but only in 2020 mind you,” Platini told reporters in St Petersburg after a meeting of UEFA’s executive committee last month. Platini has said the bigger competition in 2020 will be too costly for single or joint bids. His idea of having matches in a dozen countries with the final stages in one venue will be discussed by the executive board in December, with a decision made early next year. Turkey have expressed a wish to stage the tournament on a conventional, single-country basis but their bid will be dropped if Istanbul is awarded the Olympics in the same year. Scotland, Wales and Ireland have also declared their interest in staging the finals.

AFC Wimbledon chief executive Erik Samuelson has called for Milton Keynes to drop the word Dons from their name. MK Dons were formed after the original Wimbledon club, having gone into administration, were in 2003 relocated over 50 miles north to Milton Keynes and bought by Pete Winkelman’s consortium, before being renamed in June 2004. AFC Wimbledon were formed by supporters in response and have since been promoted five times to reach npower League Two. They will meet MK Dons for the first time on the weekend of December 1 in the FA Cup second round, after both clubs came through first-round replays. Winklelman remains as chairman of the Milton Keynes club and Samuelson told Sky Sports News: “If he offers me his hand, as long as it’s got a letter in it saying that they agree that what they did was wrong and that they’re going to drop the name Dons, I’ll shake it. Otherwise I think we’ll just move on. “It’s up to them. I think it reminds them and everybody of how they originated. They really don’t have much to do with Wimbledon but it’s their decision, not mine. “I’m not going to agitate for it, I think it would be the better thing to do but that’s for them to decide.” The two clubs almost came face to face at the same stage of the competition two years ago, only for Stevenage to beat MK Dons in a first-round replay. There were reports on that occasion that AFC Wimbledon may boycott the fixture but Samuelson insists that was never a possibility. He said: “We’re owned by fans and have regular meetings of fans, and they’re entitled to put forward anything they like. A few said we shouldn’t play them and we explained that if you enter a competition then you abide by the rules, and that means playing whoever you’re drawn against. “It was very short-lived and I don’t think it would ever amount to anything. It was certainly never a club policy, or even a proposed club policy. “A fair number are saying they are not going to go as a matter of principle, and that’s a personal decision. Those of our fans who do go, I would think, will be very vocal indeed. “Emotions are running very high and it’s reminding everybody of how we started. Our job is to get the game played and over with - and hopefully win. “This is a chance to show the footballing world just how proud we are of what we’ve achieved.”

Chelsea and FA accused of ‘cover up’ By Tom Collomosse CHELSEA and the Football Association have been accused of a “cover up” because they did not refer alleged remarks by referee Mark Clattenburg to the police. The Metropolitan Police have dropped their investigation into a complaint that Clattenburg used “inappropriate language” towards two Chelsea players, a complaint made by the Society of Black Lawyers (SBL). Police said the probe would end because “no victims have come forward” and “without a victim and/or any evidence that any offence has been committed, the matter cannot currently be investigated”. The FA’s own investigation into the matter could conclude this week but Peter Herbert, chairman of the SBL,

believes the FA or Chelsea should have taken it to the police. “It sounds remarkably like a cover up,” he told the BBC. “It sounds like the football industry wanted to have this issue swept under the carpet. We strongly suspect the FA and/or Chelsea have failed to provide this information to the Metropolitan Police in order for them to conduct a proper investigation. “The information we had is that there are ‘no victims’. Well, if there are no victims, what on earth has been referred to the FA in the first place? What are the FA and Chelsea playing at then? Are they having some cosy exchange of statements between themselves and not giving it to the police? “We’re going to ask the borough commander for an explanation. Was there any co-operation? Was any evidence given? If none was given we want to raise that issue with the Minister of Sport.”

The FA refused to comment on the matter but it is understood they refute entirely any notion that they would fail to co-operate with a police investigation. It is thought Chelsea did not give evidence to the police because they felt the FA were the appropriate body to deal with the issue. Herbert also believes that the police, rather than the football authorities, should take the lead in investigating racial allegations within the game. “If the Metropolitan Police are not provided with statements, what are they supposed to do?” he added. “If a football club have registered a complaint with the FA, we would expect the FA to refer this matter to the Metropolitan Police. “The FA does not have the tools to investigate race-hate crime. Until they get their house in order complaints should be investigated by the police.”

A H E N D R A Singh Dhoni and Virender Sehwag played down the notion of looking to get even but revenge is very much on India’s mind when they face England in a four-Test series starting in Ahmedabad today. Just three months after guiding India to a famous 50-over World Cup victory on home soil last year, Dhoni and his men arrived in England for what proved to be a disastrous tour. In eight painful weeks, India lurched from one humiliating defeat to another and surrendered the number one Test ranking to the hosts following a 4-0 whitewash. Wicketkeeper Dhoni, however, believes that “revenge” is a word best avoided in the sporting arena and his view is echoed by explosive opening batsman Sehwag. “For us, it’s important to win the series. The media use words like revenge because you have to run shows and write headlines,” Sehwag recently told reporters in Delhi. England have two useful spinners in Graeme Swann and Monty Panesar while left-armer Samit Patel has also staked a claim for a spot with some useful allround contributions. Former India captain Sourav Ganguly is among those who expect the series to be keenly contested. “It’s the only team which has come to India with two quality spinners in Swann and Panesar,” Ganguly said. “Of all the teams that have come over the last 10-12 years, I think they are the best equipped to beat India. It’s going to be a hard tour.”

THE Cyprus national football team went down 3-0 to Finland in their last friendly international of the year at the GSP Stadium in Nicosia last night. There were no surprises in the starting line-up for the hosts as coach Nikos Nioplias opted to start with the usual suspects in a 4-3-3 formation. Antonis Georgallides was in goal, with a back line comprised of Athos Solomou, Elias Charalambous, Dosa Junior and Valentinos Sielis. However, the visitors had no problems creating chances and they broke the deadlock after 15 minutes through Schalke forward Teemu Pukki. Sinisa Dobrasinovic, Marios Nicolaou and Vincent Laban failed to control the middle of the park in the opening stages and Perparim Hetemaj doubled the visitors’ lead from the penalty spot just before the half hour mark. Although the hosts had some good chances to score themselves, their early errors proved costly and Toni Kolehmainen set up the final score four minutes from time. Efstathios Aloneftis, Demetris Christofi and Georgios Efrem were Cyprus’ primary offensive threats, but they were unable to impose themselves on the strong Finnish defence.
