HE Popular Bank, Cyprus’ second-biggest lender, which was nationalised earlier this year, said yesterday its nine-month net loss widened to €1.09 billion on higher provisions as the Bank of Cyprus (BoC) also posted a loss of €211 million for the same reason.

Popular said that including a goodwill and other intangible asset impairments of €580 million, losses attributable to shareholders totalled €1.67 billion.

The bank posted a net loss of €292 million in the same nine-month period of 2011.

Rescued by the state in June after its regulatory capital took a heavy hit from its heavy exposure to Greek sovereign debt, Popular said it had increased its provisions by 354 per cent in the first nine months, or €1.3 billion, compared with €283 million in the same period last year.

“Provisions for the Cyprus portfolio amounted to € 306 million whereas for the Greek portfolio they reached € 967 million,” the lender said. “The resulting coverage ratio of nonperforming loans stood at a satisfactory level of 45 per cent for the Group.”

The state now owns an estimated 84 per cent of Popular.

BoC, the island’s biggest lender, which is also heavily exposed to Greek sovereign debt and the neighbouring country’s economy, posted a €211 million loss for the

first nine months, on account of provisions for impairment of loans amounting €822 million – a 179 per cent rise compared with the same period of 2011.

The bank posted a net loss of €793 million in the nine month period of 2011 on its Greek bond exposure.

BoC is also in the process of receiving state assistance.

“Based on the Group’s capital position as of 30 September 2012, the capital deficit as defined by the European Banking Authority is estimated at €722 million,” BoC said.

The banking crisis was instrumental in Cyprus seeking a bailout from the IMF and its EU partners, collectively known as the troika, in June.

BoC said it will submit a recapitalisation and restructuring plan to be approved by the Cypriot Authorities and the troika, which will determine the way and timing of repayment of the state aid the group will receive.

Before provisions, BoC said it made a €517 million profit, down 15 per cent compared with the same period last year.

The ongoing economic crisis in the main markets the group operates in resulted in a significant deterioration of its loan portfolio, the bank said.

The non-performing loans ratio reached 17.1 per cent at the end of September, compared with 14.2 per cent at the end of June.

Spam text foiled Moscow terror bid AN Islamic terrorist bomb plot to cause carnage on Moscow’s Red Square was thwarted by a spam text message, a court has heard.

Ilyas Saidov was jailed for 15 years for organising the attack in which two women suicide bombers were supposed to wear explosive belts to be detonated by a mobile phone call.

But just hours before they were to strike on New Year’s Eve 2010, one belt exploded after the detonator was activated by a spam text, killing one of the women and prompting the arrest of the other. She was sentenced to 10 years in jail in May.

Saidov pleaded guilty and co-operated with investigators, giving up the leader and several members of an underground Islamist group he was part of. His testimony led to the killing of several Islamists.

Four members of the group have been convicted, and six more are currently standing trial, investigators said.

OVER THE last two years, there has been an increase in prostitution rings from Greece, Bulgaria and Romania, head of the police antitrafficking unit, Rita Superman said yesterday.

Also more Cypriot women are also being driven into prostitution due to the financial crisis, she said. Superman was speaking at a conference organised by the Mediterranean Institute of Gender Studies, the Cyprus Women Lobby and the European Parliament Office in Cyprus at Europe House in Nicosia, aimed at kick-starting a public dialogue on the issue of ‘Women in prostitution in Cyprus’.

Sex work is not illegal in Cyprus. What is illegal is trafficking, pimping, maintaining a

brothel, violence against prostitutes and soliciting work.

In 2011 there were 18 cases involving trafficking and/or taking sexual advantage of women and so far this year the police have investigated 33 prostitution cases, five of which involved trafficking, Superman said.

And Cypriot women have started listing their ads along with foreigners, showing that the debt crisis and the need to get cash fast “is driving more women towards prostitution,” she said. But Superman said the figures are the tip of the iceberg.

“We think that the number of women working alone is small, but even so they are not allowed to get into the wider [pimp-run] circuit,” Superman said. But why won’t women talk to the police or hand over their pimps or traf-

fickers? Because they don’t trust the police, they feel safe with a protector, they don’t know any better, or they are afraid, Superman said. “During police raids, the pimp can’t be seen and not even the leasehold is on his name,” she said. “We can never be sure whether the case we’re dealing with has to do with a brothel or trafficking, and without women’s collaboration we cannot find out.”

And “the law does not go after [customers] nor do the police get them to testify in court,” Superman said. “The customer is invisible on all occasions,” is thought of as a “gentleman… satisfying secret desires” while the women are shunned, she said.

During the eighties and nineties, the state kept granting visas to young women from poor countries arriving as

‘artistes’ “even though it was known they were destined for prostitution, Ombudswoman Eliza Savvidou told the conference. When a young Russian woman, Oxana Rantseva, who was trafficked from Russia to Cyprus as a cabaret artiste, fell to her death from a balcony while trying to escape in 2001, her father took Cyprus and Russia to court.

In a landmark case concluded in 2010, the European Court of Human Rights condemned Cyprus for failing to take measures to protect potential victims of trafficking or investigate instances.

Experts have said that “Cyprus is not taking adequate measures to discourage the demand for services by victims of trafficking,” Savvidou said, adding however that there had been some positive legal changes.

French honour for battle against human trafficking FRANCE’S Ambassador to Cyprus, Jean-Luc Florent has bestowed the insignia of Commander in the National Order of Merit on Androula Henriques, president of the Cypriot association Stop Trafficking.

The National Order of Merit was established December 3, 1963 by General de Gaulle. It recognises the distinguished merits, both military or civilian, rendered to the French nation. The humanitarian organisation Cyprus STOP Trafficking was born in 2007 because of an article in the French journal Nouvel Obervateur titled ‘Cyprus the cursed Island’.

“Our first reaction was disbelief... we decided to find out more. Unfortunately, after meeting Father Savvas, the only Orthodox priest who helped victims of human trafficking, we realised it was all true,” said Henriques.

Armou family could end up being homeless

By Bejay Browne HOMEOWNERS at a stricken development in Armou in Paphos were dealt another blow yesterday as they were informed that electricity supplies to their homes were due to be switched off.

The news comes a day after official notices were placed on the substandard homes that they were unfit to live in.

Louise Zambartas, lawyer for one of the homeowners, Simon Phillips, told the Cyprus Mail that the Paphos District office had confirmed the EAC would be cutting off the power supply to all of the homes, making it impossible for the families to remain there.

Resident Simon Phillips said: “We have nowhere else to go, my two children are terrified that we won’t have a roof over

our heads and even if we wanted to stay in our home, we will no longer be able to do that as we won’t have any electricity.”

Phillips and his wife Jen are permanent residents and bought their house outright. They don’t have the money to move.

With Christmas looming, the family now faces the prospect of homelessness.

“We don’t pay a mortgage or rent and so these expenses are not factored into our earnings,” Phillips said. “It would be impossible for us to pay for somewhere to live but somehow, we have to ensure we have a home for our two young children.

Nobody should have to go through what we all have to suffer. I keep hoping I will wake up and it will have all been a bad dream.”

Zambartas said: “The district office haven’t said if they will help to re-home the Phillips family or not. As instructed

by them, we have written a letter to the man who signed the notices requesting assistance for the family. This is a dreadful situation for our client and his family.”

The homeowners were left in a state of shock on Tuesday after a representative of the Paphos district office placed notices on the houses informing them that they were unfit to live in. The notice states the decree shall remain in force until such time as repair works deemed necessary by the District Officer are carried out.

All of the houses, which were built in 2004, have serious structural problems, from slanting floors, to the partial collapse of stairs, walls, swimming pools and patio areas. Outside drains are exposed in one garden and retaining walls have split.

Home CyTA weighs up whether to give state another €100m loan CyBC to look

By Stefanos Evripidou TELECOMMUNICATIONS giant CyTA has found itself stuck between a rock and a hard place in weighing up whether to give the government another €100m loan or see the state unable to pay public servants’ 13th salaries.

CyTA chairman Stathis Kittis yesterday confirmed the semi-government telecoms organisation had to decide between feeding a cash-strapped state with another sizeable loan or watching as it fails to pay public servants’ 13th salaries. Speaking to the state broadcaster CyBC, Kittis said the government request for a second €100m loan was submitted some days ago, noting that “CyTA is examining whether

we have the resources available, whether we can lend to the government”.

He added: “No decision has been reached yet.”

According to yesterday’s Phileleftheros, the CyTA board held a lengthy meeting on Tuesday to discuss the loan request, concluding that no decision will be taken until Finance Minister Vassos Shiarly meets the board to clarify the terms of a potential loan.

The paper said the profitable organisation had a number of concerns, including its low liquidity and the fact that the last €100m lent to the state has yet to be repaid.

A further headache for the CyTA board is the clear opposition to the loan voiced by CyTA unions, who threatened dynamic measures and legal action if more money is taken from the authority’s pension

fund. Asked about how much influence the unions had on a final decision, Kittis said the board always takes workers’ positions seriously.

Probed further on the sticky situation the telecom authority is in, the CyTA chairman admitted CyTA had to decide between taking money from the CyTA pension fund to loan to the government or have the latter fail to pay the 13th salaries of all workers in the wider public sector.

“This is the dilemma posed,” he said, adding, “We need to weigh up all the factors and find the right balance to serve all sides, and the needs of the state, the country, our people, the economy.” According to CyBC sources, the government has also requested a sizeable loan from the port authority in the millions of euros.

Early start to public pay cuts Cuts to start from December 1 in an effort to save €20m

By Stefanos Evripidou THE GOVERNMENT will introduce staggered public payroll cuts of up to 12.5 per cent from next month ahead of signing a loan agreement with international lenders, it transpired yesterday.

Government spokesman Stefanos Stefanou yesterday confirmed reports that the government would introduce staggered payroll and pension cuts ranging from 6.5 per cent to 12.5 per cent as of December 1. The cuts would also apply to 13th salaries and 13th pensions.

He rejected reports that the government was scrambling to save money until a bailout from the troika of international lenders was secured, arguing that everybody knew the cuts would start before the end of the year.

Right-wing union SEK yesterday “categorically rejected” Stefanou’s claims. The union called on the government spokesman to “restore the truth” but stopped short of calling him a liar.

Local daily Phileleftheros yesterday reported that staggered cuts in salaries of over €1,000 and pensions would start from December 1 in a government effort to save €20m from the 12th and 13th salaries.

According to the paper, the December public payroll exceeds €320m, not including the one-off bonuses that have

to be paid out to those opting for early retirement ahead of any memorandum signed with the troika to secure a bailout.

Speaking after yesterday’s cabinet meeting, Stefanou confirmed the “contribution” from public servants would start in December and also apply to the 13th salaries.

He rejected reports that the government decided to implement cuts early in a desperate search for cash until a memorandum could be signed.

Stefanou insisted that during discussions with political parties and social partners on the measures to be taken for the purposes of securing a bailout, it was “clear” that the staggered pay cuts would start in December.

Asked if powerful civil servants union PASYDY was aware of the cuts, he repeated that the parties and social partners, including PASYDY were informed.

SEK wasted no time responding with a released statement rubbishing Stefanou’s claims: “During the official briefing of the unions on the terms of the loan agreement at the finance ministry on Friday, November 23, 2012, before the labour minister and the government spokesman, it was clarified that no measure would be taken until January 1, 2013.”

SEK “categorically denies the government spokesman’s statement and invites him to restore the truth,” said the union. Meanwhile, the heads of the three big unions, SEK,

at slashing some of its programmes THE Eurovision Song Contest is one of the programmes being looked at under cutbacks being discussed by state broadcaster CyBC whose budget has been slashed by €2 million.

However the hugely popular programme is unlikely to face the axe due to its high ratings in Cyprus.

The CyBC board will be meeting next Tuesday to discuss how it will deal with the reduction in budget imposed on it by parliament.

The broadcasting service had originally tabled a budget of €29 million but was rebuffed by parliament and given €27 million.

“At the meeting we will have to see which shows we will have to cancel and which organisations we might have to withdraw from,” Director-General of CyBC, Themis Themistocleous said.

“One of those that we will examine is the Eurovision Song Contest of course, but due to its popularity and the fact that it brings with it income means it has the support of the board,” he said.

The Eurovision Song Contest, usually broadcast in May, draws income from sponsors and also from money generated by those voting by phone.

“People thoroughly enjoy the contest and it’s always number one in the ratings,” Themistocleous said.

“We are always looking to reduce our costs because of the economic crisis and we try to minimise our costs when it comes to the contest by sending as few people as possible to the organising country,” he explained.

Other cost cutting measures include sharing the costs of recording the song with the singer and his or her record company.

“We will look at each programme one by one and make a decision but for now no decision has been made to cut any programme,” Chairman of the CyBC Makis Symeou told the Cyprus Mail.

Home Children weigh in with ideas at municipal meet THE seventh annual children’s municipal council took place yesterday in the old town under the chair of Nicosia Mayor Constantinos Yiorkadjis.

Around 60 children from 12 different primary schools from the Nicosia district came to present their thoughts on the economic crisis and how it affects them. The presentations differed from verbal to slideshow and also video with the children also making suggestions on how to combat the crisis, to the mayor.

The suggestions included buying only local goods to help the economy. They also called for free education and healthcare for all. A recurring suggestion from the children was a reduction in the number of after school centres by increasing the amount of lessons children take during the normal school day.

The mayor said that Nicosia council and the school board were looking into it.

“We are also looking into the possibility of cancelling the New Year’s celebrations this year in Eleftheria Square and giving the money that would have been spent on that, in cooperation with local supermarkets, to provide food coupons for 300 children,” Yiorkadjis said. “This will help these children have a much better Christmas,” he concluded.

Finding ways to help reverse the crisis

By Poly Pantelides YES, Cyprus is broke and yes, measures to fix the economy will hurt but is there anything to be done to reverse the downturn rather than place temporary stoppages?

Neapolis University is hosting a discussion on this topic today at 7pm, organised by the Paphos-Aphrodite rotary club. Invited as guest speakers are the director of Cyprus international institute of management (CIIM) and Harvard university professor Theodore Panayotou, and Neapolis Rector Elias Dinenis. But the idea came from a Swede.

Swedish entrepreneur and

inventor Anders Rosen was reading the Sunday Mail in October when he came across an opinion piece by Panayotou who was saying that “procrastination and delay upon delay” had made a bad situation worse, adding that a second bailout request was “not far off”.

Cyprus is shortly expecting its first bailout package. Rosen read the ominous piece, and thought that it would be great to bring together a community of Swedish entrepreneurs, inviting Panayotou along to a discussion on how to move forward.

One of them suggested involving the Paphos-Aprhodite rotary club which in turn got the Neapolis University involved, Rosen said. He expects about 100 people to show up today, among them 25 Swedes.

“There is a lot of knowledge that can create jobs in Cyprus,” he said. Panayotou himself has said that Cyprus needs to take stock “of how we got into this deep hole,” not in order to blame “but to establish how not to do it from now on”. At Neapolis University today, the audience will have a chance to question the speakers and offer their own input.

The Cyprus Tourism Organisation has more money and bigger marketing power “but we can help them create a better product,” Rosen said. If anything, the crisis should show Cyprus that a change of tactic is required, he said. “Now is the time to bring new ideas.”

CYPRUS’ financial sector is among the most leveraged in the whole of the EU, a European Commission’s report said yesterday.

The European Commission kicked off yesterday with the second annual cycle of the Macroeconomic Imbalance Procedure (MIP) 2013 with the publication of the Alert Mechanism Report (AMR).

The report calls for indepth reviews of developments related to the accumulation and unwinding of macroeconomic imbalances in 14 EU Member States: Belgium, Bulgaria, Denmark, Spain, France, Italy, Cyprus, Hungary, Malta, the Netherlands, Slovenia, Finland, Sweden and the United Kingdom.

As regards Cyprus, it noted that in May 2012, the Commission concluded the island was experiencing very serious imbalances, in particular as regards developments related to the external position, public finances and the financial sector.

INDICATORS “In the updated scoreboard, several indicators are above their indicative thresholds, namely the current account deficit, net international investment position, export market shares, private sector credit flow, private sector debt and general government debt,” the report says.

It adds that on the external side, the current account balance indicator remains above the negative threshold despite a recent strong decline in imports due to a compression of domestic demand.

“Looking forward, the losses in export market shares are in particular explained by the goods balance which has maintained its downward trend, while Cyprus continues to record surpluses in services trade”, it noted.

According to the report, “overall, the current account deficit is forecasted to decrease in the years to come.

Losses in price and cost competitiveness have eased recently, the public sector wage freezes contributed to wage moderation in the

private sector and exportoriented sectors”.

It also noted that “structural reforms to underpin sustained improvements in competitiveness have not materialised”.

“In parallel, the negative net international investment position is fast-deteriorating which raises concerns about the sustainability of external position of the country.

“The net international investment position has deteriorated on the back of current account deficits, but also due to valuation losses on banks’ assets abroad,” it pointed out.

On the internal side, the report notes that “the highly leveraged private sector has continued to unwind its large outstanding debt”.

“This is also indicated by the significant decrease of the private sector creditor flow indicator compared to the year before.

“The fact that the credit indicator remains above the threshold is primarily associated with the loan rescheduling process taking place, as the rescheduled loans are treated as new flows, rather than provision of new credit,” it said.

“Also Cyprus’ financial sector is among the most leveraged in the whole EU,” it added.

As regards households, the report noted that “debt levels are matched by substantial assets, but these have been hit by a continuous decline in real and nominal house prices”.

“The public debt is also above the Treaty-based threshold and is expected to increase sharply”, it underlined.

Referring to unemployment, the report said it has risen sharply recently, and was expected to increase further, indicating structural challenges in addition to cyclical factors.

“Any further fallout from the exposure of the Cyprus banking sector to Greece and further deterioration of economic activity will aggravate the risks and make structural adjustment more difficult”, it is noted.

The report says that “the situation is further exacerbated by negative feedback loops between developments in the housing and financial sectors and government finances”.

Orphanides hits back at ‘lying AKEL’ ‘A lie told often enough becomes the truth’

Main banks report huge losses (continued from front page) total provisions for impaired loans and the overall coverage ratio of non-performing loans with tangible collateral at forced sale values and provisions amounted to €2.2 billion and 103 per cent, respectively.

Cyprus and international lenders last week struck a preliminary agreement on the terms of a bailout programme but several more steps are necessary before any cash is released.

The terms of the deal can only be finalised once the interim results of the due diligence into the banks’ loan portfolios are known and after agreement by the Eurogroup.

The due diligence results are expected in early December.

Beyond the austerity measures designed to reign in government spending, the bailout agreement includes terms regarding the banking system.

The highlight was the agreement to raise Core Tier 1 capital from 8 per cent to 9 per cent by the end of 2013, instead of 10 per cent as the troika initially proposed.

The two sides also agreed that supervision of co-operative banks would be shifted to the central co-operative bank from the trade and industry ministry.

The Central Bank will also have a role in the supervision.

A FRESH war of words broke out yesterday between the government and former Central Bank (CB) governor Athanasios Orphanides whom the administration and ruling AKEL hold responsible for the problems plaguing the banks and by extension, the economy.

Responding to charges made by AKEL MPs that he had received a loan from the CB on preferential terms and that he had concentrated all the authority in his own hands, Orphanides, who currently teaches at the prestigious US university MIT, said he was not surprised by the mud-slinging.

“Besides, the communication tactic based on Lenin’s saying that a lie told often enough becomes the truth is well known,” Orphanides said in a written statement.

The former governor categorically denied any wrongdoing in receiving a loan from the CB and urged parliament to immediately carry out an investigation into the allegations.

Orphanides said he had taken out a loan from the CB that was in line with his employment contract.

Responding to the charge that he had abused his position by concentrating all the authority in his hands, Orphanides said he had fully respected the constitution and laws of the Republic.

Orphanides said the problem “is unfortunately something else.”

to agree to relax the rules in a bid to serve the interests of Greek businessman Andreas Vgenopoulos.

And this despite pressure from AKEL, former finance minister Charilaos Stavrakis and President Demetris Christofias himself. After his refusal, Orphanides said, three government-appointed members of the CB board tried to change the institutional framework in a bid to wrest the decision-making power from him.

“I note that no explanation has been given yet for the support afforded to the specific businessman by the AKEL government,” Orphanides said.

The former top banker said he understood why there was an effort to disorient public opinion “but for the good of the country the undermining must stop.”

In response, the government said Orphanides resorted to lies and slander in “a desperate effort to shake off his huge responsibilities.”

“No matter how many lies Mr. Orphanides uses, he will not find an alibi for what he did or didn’t do with the supervision he ought to have exercised on the banking system,” government spokesman Stefanos Stefanou said.

He blamed Orphanides

for allowing the banks to acquire Greek government bonds whose write-down later on caused huge losses and forced the island’s two biggest banks to seek state assistance.

Stefanou also blamed Orphanides for allowing Greek lender Marfin Egnatia to be turned to a branch from a Popular Bank subsidiary.

This, Stefanou said, left the Cypriot economy saddled with around €4.5 billion in losses that Cypriot taxpayers have to pay.

“Mr. Orphanides has no answers to these and other inevitable questions and that is why he uses lies,” Stefanou said. “But lies have short legs and in no way can they cover the improper manner he had exercised his duties in.”

It has been reported in the past that it would not have made a difference whether Egnatia was a branch or a subsidiary – the country where the parent company is based would still have to foot the bill.

Orphanides has said he had warned the banks of the risks involved in buying Greek bonds.

He says the banks’ problems started when EU leaders, including Christofias, decided on an over 75 per cent haircut on Greek debt.

‘Watch’ schemes expand in Paphos Numbers grow in neighbourhood watch

By Bejay Browne FOLLOWING the success of the neighbourhood watch scheme in Peyia, police and local communities are examining the feasibility of starting it in other areas of the Paphos district.

Paphos police spokesman Nicos Tsappis told the Cyprus Mail: “Kathikas is interested in setting up a neighbourhood watch scheme and we (the police) are discussing the matter with them.”

He said Kathikas doesn’t have a community policeman at present and no decision had been made to allocate one, but talks on the matter were ongoing.

The Peyia neighbourhood watch scheme was formally launched in September 2010, with close to 300 households participating. This number has now grown to 580.

who helped to set up the scheme said: “I believe that the neighbourhood watch schemes could benefit many communities in Paphos and Cyprus as well.

In conjunction with police efforts, such as increased patrols, crime rates could be reduced.”

According to Paphos police, most house and shop break-ins happen during the evening, a time when neighbourhood watch can be particularly useful.

According to the police spokesman, he doesn’t believe the number of burglaries and thefts from shops and homes in Paphos will be significantly more than those recorded last year.

“I don’t have any figures yet, but I don’t think that these types of crimes have risen dramatically in Paphos. I think there will be more, but not by a large number.”

He added: “Having said that, citizens must be diligent and take obvious

precautionary measures themselves, such as ensuring all doors and windows are locked, a light is left on when the homeowner is out and if possible a security system to be fitted.”

Keith Allen the chairman of the Peyia NHW (Neighbourhood Watch) management team said: “From a burglary point of view in Peyia, it is much quieter than last year when we helped the police by undertaking local evening road patrols with them, trying to spot anything suspicious.”

He added: “We were recording two or three breakins per week prior to this and I’m sure the action was effective as instances have reduced.”

Representatives from the Peyia neighbourhood watch gave a short presentation to residents of Anarita 18 months ago and they have subsequently started a similar scheme to try to reduce the numbers of burglaries taking place in the village.

More petrol found underground MORE FUEL has been found underground in Larnaca, a short distance from a petrol station where a leakage was discovered last month.

Workers from Larnaca’s sewage board discovered the new leak while carrying out work to place a rainwater pipe in the area of Makarios Avenue in Larnaca.

Local residents were unsettled by the smell of fuel according to the Cyprus News Agency, claiming that the problem has existed for over a decade. They had complained to the local authorities that they are suffering from health problems due to the strong smell of fuel and also when they would dig up their yards they would even find depos-

its of fuel there. The workers stopped as soon as they came across the fuel yesterday.

Samples were taken of the earth and were sent for testing. “Our company believes that these are old deposits that have been found,” said Vangelis Gregoriou on behalf of the petrol station in question.

“Our petrol stations undergo regular checks and this specific petrol station’s underground storage pits were checked 15 days ago.” he added. He continued to say that after this new occurrence that new checks would be arranged and if anything was detected then the company would be ready to co-operate with officials to resolve the problem.

Internet usage still on the up MORE Cypriot households have obtained internet access in 2012. The number of Cypriot households with internet access increased in 2012 in comparison to 2011. The most popular internet activities were information retrieval, emailing and access to social networks.

The percentage of households with access to a computer has reached 70 per cent in 2012 compared to 63.9 per cent in 2011. The Statistical Service announced the figures yesterday in its annual survey, ‘Information and Communication Technologies Usage in Households and by Individuals 2012’, which was taken in the first quarter of 2012.

The main results of the survey showed that the percentage of households with access to a desktop computer decreased to 28.8 per cent compared to 33.6 per cent in

2011 while the percentage of households with access to a laptop increased to 62.4 per cent compared to 55.5 per cent in 2011.

A computer is now found in 90.6 per cent of households with dependent children, but in households where there are no dependent children the percentage is only 59.2 per cent.

During 2012 internet access in households continues to increase and has reached 61.8 per cent compared to 57.4 per cent in 2011.

Broadband connections have become the main type of internet connection since it is used by almost all households (97.9 per cent), according to the survey.

Some 16 per cent of the households with internet access have mobile connection to the internet (via handset/ broadband card/ USB).

The survey also showed that 16- to 24-year-olds (89.2 per cent) and students (96.0 per cent) are the most frequent internet users, while only 16.4 per cent of people aged 65 to 74 years use the internet.

Men use the internet more frequently than women with percentages at 61.1 per cent and 54.8 per cent respectively.

The most popular internet activities are searching for information about goods or services and using e-mail (90.6 per cent and 75.6 per cent of internet users respectively), while 61.2 per cent of internet users participate in social networks such as Facebook and Twitter.

Just over 17 per cent of people placed online orders for goods and services in 2011 and more than half of them made travel arrangements – tickets, hotel and car hire – online.

The coalition is proposing a minimum alcohol price of 45p per unit, and an end to multi-buy offers at supermarkets and offlicences.

Toddler death admission A MAN who blew up his house in a massive gas blast after a row with his partner has admitted killing a two-year-old neighbour.

Jamie Heaton’s parents Kenny and Michelle were in court to hear Andrew Partington, 27, an unemployed father-of-six, admit manslaughter.

Jamie, described by his family as a “happy, loving little boy�, had been watching children’s TV in the lounge, with his father out at work and mother doing housework.

The explosion “obliterated� Partington’s rented home and two neighbouring homes, with the rest of the row and surrounding streets also left devastated.

Jamie’s lifeless body was found in the wreckage.

Neighbours described Partington drinking and rowing with his partner in the hours before the blast.

PM: media need an independent regulation system Leveson report on media ethics out today BRITAIN’S scandal-tinged media need an independent system of regulation, Prime Minister David Cameron said yesterday, the day he received ďŹ ndings of a public inquiry into press ethics that is widely expected to advise statutory controls.

The press is battling to avoid tougher statutory regulation ahead of today’s report by judge Brian Leveson, who was tasked with investigating media ethics after the phone-hacking affair at Rupert Murdoch’s now defunct News of the World.

Cameron, one of a small number of senior government ministers given access to the Leveson report the day before its publication, said the status quo needed to change but gave no sign if he would support statutory regulation. “The status quo, I would argue, does not just need

updating - the status quo is unacceptable and needs to change,� Cameron told parliament when asked about media regulation. “This government set up Leveson because of unacceptable practices in parts of the media and because of a failed regulatory system,�

Cameron said.

PRESS POWERS Leveson is expected to recommend a new independent body, possibly with statutory powers over the press, instead of the current system of self-regulation the industry wants to retain.

Newspapers argue that statutory rules would curb freedom of speech, though some phone-hacking victims say the press is trying to bully Cameron into ducking far-reaching reforms. “What matters most ... I

believe, is that we end up with an independent regulatory system that can deliver and in which the public will have conďŹ dence,â€? he said.

World WORLD TODAY Iran ‘will press on with enrichment’ IRAN will go on refining uranium “with intensity” and the number of enrichment centrifuges it has operating will rise substantially in the current year, the country’s nuclear energy chief was quoted as saying yesterday.

The comments by Fereydoun Abbasi-Davani, head of Iran’s Atomic Energy Organisation, signalled continued defiance in the face of international demands that Tehran halt enrichment to the higher 20 per cent fissile purity level, close down its Fordow enrichment plant, and ship out its stockpile of the material.

But Abbasi-Davani also said Iran would continue and possibly raise its output of reactor fuel using 20 per cent enriched uranium, which could allay concerns that a growing stockpile of the higher-grade material could be put to making atom bombs.

Diplomacy between Iran and the world powers the United States, China, Russia, France, Germany, and Britain - has been deadlocked since a June meeting that ended without breakthrough.

Film-related death sentence A CAIRO court yesterday sentenced to death seven Egyptian Christians tried in absentia for participating in an anti-Islam video that was released on the Internet in September and prompted violent protests in Muslim countries.

“The seven accused persons were convicted of insulting the Islamic religion through participating in producing and offering a movie that insults Islam and its prophet,” Judge Saif al-Nasr Soliman said.

The low-budget video, produced privately in California, denigrated the Prophet Mohammad and triggered anti-US protests and attacks on Western embassies around the Muslim world.

Russian mafia whistleblower found dead A RUSSIAN businessman helping Swiss prosecutors uncover a powerful fraud syndicate has died in mysterious circumstances outside his mansion in Britain, in a chilling twist to a Russian mafia scandal that has strained Moscow’s ties with the West.

Alexander Perepilichny, 44, sought refuge in Britain three years ago and had been helping a Swiss investigation into a Russian money-laundering scheme by providing evidence against corrupt officials, his colleagues and media reports said.

He has also provided evidence against those linked to the 2009 death of anticorruption lawyer Sergei Magnitsky, a case that caused an international outcry and prompted the United States to push for a bill cracking down on Russian corruption.

Perepilichny, a Russian citizen, col-

lapsed and died abruptly outside his home on an upmarket estate in the English county of Surrey on November 10, police said yesterday, the first time the case has come to light.

Perepilichny is the fourth person linked to the Magnitsky case to have died in strange circumstances.

“It is being treated as unexplained,” a police spokeswoman said. “A post-mortem examination was carried out which was inconclusive.”

British media reports said Perepilichny appeared to be in good health when he collapsed in the evening outside St George’s Hill, one of Britain’s most exclusive estates, where he was renting a house for 12,500 pounds ($20,000) a month.

Magnitsky’s death has become a symbol of corruption in Russia and the abuse of those who challenge the

authorities there.

This month the US House of Representatives voted overwhelmingly to “name and shame” Russian rights violators as part of a broader trade bill, brushing off warnings from Moscow that the move would damage relations.

William Browder, a former employer of Magnitsky and a prominent Londonbased investor, said Perepilichny had come forward in 2010 with evidence involving the Magnitsky case that subsequently helped Swiss prosecutors open their investigation.

Magnitsky was jailed in 2008 on suspicion of tax evasion and fraud, charges that colleagues say were fabricated by police investigators he had accused of stealing $230 million from the state through fraudulent tax refunds. The Kremlin’s human rights council has said Magnitsky was probably beaten to death.

Members of the UMP opposition party had breathed a sigh of relief on Tuesday when Sarkozy stepped in to mediate a deal, getting the warring factions to agree to hold a referendum on whether to repeat the contested November 18 vote.

Despite rival Francois Fillon’s move to form a separate parliamentary group in recent days, Cope had initially said on Tuesday evening he would accept the deal.

But interviewed on French radio yesterday, he said a referendum could not be held as long as Fillon persisted with the plan for a breakaway wing.

StraussKahn ruling postponed A FRENCH court postponed a decision yesterday on requests that it call off a sex offence inquiry where former IMF chief Dominique StraussKahn risks trial on a charge of “aggravated pimping”.

The court in the town of Douai had been scheduled to rule yesterday on the last major inquiry the 63-year-old is fighting in France, but announced it would deliver a verdict on December 19.

Strauss-Kahn was on the brink of entering the race for the 2012 French presidency when police in New York boarded his plane minutes before take-off in May last year and took him off to face allegations that he sexually assaulted hotel maid Nafissatou Diallo.

US prosecutors dropped criminal charges weeks later, prompting Diallo to start civil proceedings, but his judicial woes multiplied on his return to his native France.

His name cropped up in relation to the so-called Carlton Affair, named after a Lille hotel at the centre of police inquiries into sex parties attended by prostitutes and the then International Monetary Fund chief.

Car bombs kill 34 in a Damascus suburb Attack deadliest bombing in Syria capital in months

By Dominic Evans TWO car bombs killed at least 34 people in a district of Damascus loyal to President Bashar al-Assad yesterday in the deadliest attack on the Syrian capital in months.

The explosions struck the eastern neighbourhood of Jaramana, home to many of Syria’s Druze minority as well as Christians who have fled violence elsewhere, ripping through shops and bringing debris crashing down on cars.

Once a bastion of security in Assad’s 20-month campaign to crush an uprising against his rule, Damascus has been hit with increasing regularity as the rebels grow bolder.

State media said a bomb also detonated in the southern town of Bosra al-Sham, near Deraa, where the revolt began with peaceful street protests in March 2011. It also said eight “terrorists” were killed near Damascus while they tried to booby-trap a car with a bomb.

Authorities severely limit independent media in Syria and it was not immediately possible to verify reports. The government said 34 people were killed in Damascus but did not give a casualty count for the Bosra al-Sham bombing.

The attacks followed two weeks of military gains by rebels who have stormed and taken army bases across Syria, exposing Assad’s loss of control in northern and eastern regions despite the devastating air power which he has used to bombard opposition strongholds.

tal’s centre where government offices are located.

“Tension have risen between Druze elders and rebels and now there are three or four small explosions a week,” she told Reuters on condition of anonymity.

Underlining the growing military muscle of the rebels, bolstered by weapons captured during raids on army facilities as well as supplies from abroad, fighters shot down a war plane in northern Syria yesterday using an anti-aircraft missile, the Syrian Observatory for Human Rights said.

The bloodshed came as Syria’s new opposition coalition held its first full meeting yesterday to discuss forming a

transitional government crucial to win effective Arab and Western support for the revolt against Assad.

“The objective is to name the prime minister for a transitional government, or at least have a list of candidates,” said Suhair al-Atassi, one of the coalition’s two vice-presidents.

The two-day meeting in Cairo will also select committees to manage aid and communications, a process that is becoming a power struggle between the Muslim Brotherhood and secular members.

Rivalries have also intensified between the opposition in exile and rebels on the ground in Syria, where the death toll has reached 40,000, including soldiers, civilians and rebels.

World ‘Passport maps’ importance exaggerated’

China considering change to family planning rules

CHINA said yesterday that people should not read too much into the placement of a new map in its passports that depicts claims to disputed territory, after the United States said it would raise concerns with Beijing over the issue.

The Philippines and Vietnam have condemned the new microchip-equipped passports, saying the map they incorporate violates their national sovereignty by marking disputed waters as Chinese territory.

India, which also claims two Himalayan regions shown as Chinese territory on the map, is responding by issuing visas stamped with its own version of the borders.

“The aim of China’s new electronic passports is to strengthen its technological abilities and make it convenient for Chinese citizens to enter or leave the country,” Foreign Ministry spokesman Hong Lei told a daily news briefing.

“The issue of the maps in China’s new passports should not be read too much into.”

By Michael Martina CHINA is considering changes to its one-child policy, a former family planning official said, with government advisory bodies drafting proposals in the face of a rapidly ageing society in the world’s most populous nation.

Proposed changes would allow for urban couples to have a second child, even if one of the parents is themselves not an only child, the China Daily cited Zhang Weiqing, the former head of the National Population and Family Planning Commission, as saying yesterday.

Under current rules, ur-

ban couples are permitted a second child if both parents do not have siblings.

Looser restrictions on rural couples means many have more than one child.

Population scholars have cited mounting demographic challenges in their calls for reform of the strict policy,

introduced in 1979 to limit births in China, which now has 1.34 billion people.

Zhang said the commission and other population research institutes have submitted policy recommendations to the government.

Zhang, who serves on China’s congressional advisory body, said any changes if adopted would be gradual.

“China’s population policy has always taken into account demographic changes

but any fine-tuning to the policy should be gradual and consider the situation in different areas,” China Daily cited Zhang as saying.

The relaxed policy might be implemented first in “economically productive regions” and places that have followed closely existing regulations, the paper said.

President Hu Jintao dropped a standard reference to maintaining low birth rates in his work re-

port to the ruling Communist Party’s five-yearly congress in early November, a break which some experts see as evidence of an imminent change to the onechild policy.

Demographers warn that the policy has led to a rapidly greying population that could hamper China’s economic competitiveness.

Critics say it also has fuelled forced abortions and increased social tension stemming from an imbalance in the number of boys and girls.

Though forced abortions are illegal in China, officials have long been known to compel women to have the procedures to meet birthrate targets.

This year, debate over the country’s strict family planning rules erupted after a woman in the northwestern province of Shaanxi was forced by officials to have an abortion after seven months of pregnancy.

A growing number of experts expect a change to the policy, partly because of the demographic imbalances it is causing.

And some say the policy is no longer necessary because the cost of raising children in an increasingly prosperous society is already holding down birth rates.

Bangladesh blaze arrests made THREE supervisors of a Bangladeshi garments factory were arrested yesterday as protests over a fire that killed more than 100 people raged on into a third day, with textile workers and police clashing in the streets of a Dhaka suburb.

The government has blamed last weekend’s disaster, the country’s worst-ever industrial blaze, on saboteurs and police said they had arrested two people who were seen on CCTV footage trying to set fire to stockpiles of cotton in another factory.

The fire at Tazreen Fashions has put a spotlight on global retailers that source clothes from Bangladesh, where wage costs are low - as little as $37 a month for some workers.

Rights groups have called on Western firms to sign up to a safety programme in the world’s second-biggest clothes exporter.

US retailer Sears Holdings Corp said on Tuesday its clothing was not meant to be made in that textile factory, and was investigating reports that one of its brands had been found in the charred debris.

Wal-Mart Stores Inc, the world’s largest retailer, said one of its suppliers subcontracted work to the burned factory without

authorisation and would no longer be used.

Witnesses said that at least 20 people were injured yesterday in the capital’s industrial suburb of Ashulia as police pushed back protesters demanding safer factories and punishment for those responsible for the blaze, which killed 111 workers and injured more than 150.

Thousands of workers poured out onto the roads, blocking traffic, as the authorities closed most of the 300 garment factories in the area. They were driven back by riot police using tear gas and batons.

Three employees of Tazreen Fashions - an administrative officer, a stores manager and a security supervisor - were arrested and paraded in front of the media.

Dhaka District Police Chief Habibur Rahman told Reuters they would be investigated for suspected negligence.

He said that police were investigating complaints from some survivors that factory managers stopped workers from running out of the multi-storey building when a fire alarm went off.

Representatives of the Tazreen Fashions factory, including the owner, were not available for comment.

Obama will host Romney at White House today PRESIDENT Barack Obama will host Mitt Romney for a private lunch at the White House today, their first meeting since Obama defeated him in this month’s presidential election.

The encounter follows Obama’s promise, in the aftermath of the bitterly fought November 6 election, to consult the former Republican governor of Massachusetts by the end of the year. It also comes amid Obama’s efforts to work out with congressional leaders a way to avoid a looming “fiscal cliff” that

could push the US economy back into recession.

“Governor Romney will have a private lunch at the White House with President Obama in the private dining room,” the White House said of the meeting, which will be closed to the media. “It will be the first opportunity they have had to visit since the election.”

while extending tax cuts for the middle class - an approach that his former Republican rival strongly opposed during the campaign.

Spain’s rescued banks to shrink, slash their payroll Measures to usher in nearly €40b for rescued banks

By Foo Yun Chee and Sonya Dowsett SPAIN’S four nationalised banks will more than halve their balance sheets in five years, cut jobs and impose losses on bondholders in order to receive a eurozone rescue package.

The measures are a condition of 40 billion euros ($52 billion) in aid that offers hope for an end to a banking crisis which has pushed Spain to the brink of a sovereign bailout to keep the government afloat.

The European Commission approved the plans yesterday, setting in motion one of the most far-reaching overhauls of any European banking system since the start of a banking crisis in mid-2007 with the near collapse of German lender IKB. “Our objective is to restore the viability of banks receiving aid so that they are able to function without public support in the future,” European Union Competition Commissioner Joaquin Almunia said.

Bankia, NovaGalicia Banco, also known as NCG Banco, Catalunya Banc, and Banco de Valencia were taken over by the state after unsustainable lending during a decadelong property boom left them dangerously short of capital.

The four banks account for just under a fifth of Spain’s

Spain’s nationalised Bankia said yesterday that it would cut 6,000 jobs, about 28 per cent of its staff by 2015, after Brussels cleared a 36-billion-euro restructuring of the bank (AFP) banking system. They must transfer 45 billion euros of soured property assets to a so-called ‘bad bank’ as another condition of receiving aid.

The smallest of the four banks, Banco de Valencia, will be sold to one of Spain’s healthiest lenders Caixabank, while the other three banks must cut their balance sheets by more than 60 per cent over the next five years.

It was cheaper to sell Banco de Valencia under a loss protection scheme than to wind it down, the Commission said.

The nationalised banks will have to close up to half their branches during the five-year overhaul process, resulting in thousands more job losses in a brutal recession which has pushed Spain’s unemployment up to 25 per cent.

The biggest of the banks, Bankia, said it would lay off over a quarter of its workforce amounting to over 6,000 staff, and reduce its branch network by around 39 per cent as part of plans to return to profitability by 2013.

“Our clients can be totally

reassured because we have a viable and solid business in which they can be absolutely sure of their savings,” said Chairman Jose Ignacio Goirigolzarri.

Bankia, formed from the merger of seven savings banks in 2010 and taken over by the state in May in Spain’s biggest-ever bank rescue, said it would shed 50 billion euros of assets including stakes in insurer Mapfre and airline International Airlines Group and its business in Miami in the United States.

Public debt holdings would fall to 30 billion euros from 40

billion euros currently, Bankia said, while shareholders will contribute 10.7 billion euros to the clean-up. Bankia shares fell 4 per cent.

Holders of Bankia’s hybrid debt would contribute up to 4.8 billion euros to the recapitalisation, through losses incurred by swapping their holdings for shares, the bank said.

The European Commission said the cost to hybrid and subordinated bondholders in the restructuring of all four of the nationalised banks will come to about 10 billion euros.

Greek bonds may be rolled over EUROZONE central banks might roll over their Greek debt holdings, to cut by 5.6 billion euros the amount governments will have to provide Athens by 2016, according to a document that emerged from this week’s eurozone finance minister’s meeting.

Such a move would cut the amount required to just 2 billion euros from 7.6 billion, the document showed, which should increase the likelihood that the Greek deal will be accepted by bailout-weary national eurozone parliaments.

A senior eurozone official with knowledge of the issue said that while talks were ongoing, no decisions had yet been taken.

International lenders - eurozone countries, the European Central Bank and the International Monetary Fund - agreed early on Tuesday on a debt reduction plan for Athens that would bring Greek debt to 110 per cent of GDP in 2022, down from almost 190 per cent expected for next year.

According to the document, Greece would need to get 1.8 billion euros in extra financing in 2012-2014 and another 5.8 billion between 2015 and 2016.

But it said that if the eurozone’s 17 national central banks, which together form the Eurosystem, decide to replace the Greek bonds they hold with new Greek paper as the debt matures, it would save Greece the need to redeem 3.7 billion euros in 2012-2014 and 1.9 billion euros in 2015-2016.

It lists the item of “rollover of ANFA holdings” - a term to describe central banks’ investment portfolios - in parenthesis, stating in a footnote that the amounts are tentative and subject to national central banks’ approval.

at the White House yesterday with chief executives from top corporations including Goldman Sachs (GS.N), Deloitte LLP, and Caterpillar Inc (CAT.N), to discuss U.S. fiscal problems.

“While there’s little that the president and vice president could do at today’s meeting to improve moods in America’s corner office, we still believe a legislative compromise will be reached before ‘fiscal cliff’ detonates,” said Jack Ablin, chief investment officer at BMO Private Bank.

One possible result of the deficit reduction talks is a rise in the tax rate on dividends, prompting some firms to is-

sue special dividends or move up plans for dividends.

The latest example is retailer Costco Wholesale Corp (COST.O), which said it will pay a special $3 billion dividend to investors. The company posted monthly same-store sales that beat forecasts. The stock rose 4.7 per cent to $101.07.

US bans BP from new government contracts after oil spill deal THE U.S. government temporarily banned BP Plc from new federal contracts yesterday over its “lack of business integrity” in the Deepwater Horizon oil spill in 2010, a move the British company had said could force it to rethink its entire US operations.

The US Environmental Protection Agency said the suspension was “standard practice” following criminal

actions. On November 16, BP agreed to plead guilty to criminal misconduct in the Gulf of Mexico disaster, the worst offshore oil spill in US history, and to pay record penalties of $4.5 billion. In London, BP had no immediate comment on the suspension.

BP and its affiliates are barred from new federal contracts until they demonstrate they can meet federal busi-

ness standards, the EPA said.

BP’s existing US government contracts are not affected, it said.

The suspension could hamper BP’s ability to maintain its position as a top supplier of jet fuel and other refined products to the US military.

It could also threaten BP’s dominance in the Gulf of Mexico, where it is the largest producer of oil and natural

gas and the largest leaseholder.

BP affiliates are major suppliers of fuel to the US military, the largest single buyer of oil in the world. As recently as September, BP affiliates won two fuel supply contracts with the US military worth as much as $1.37 billion to supply fuel to the US Defence Logistics Agency, the Pentagon’s procurement arm.

House probe into banks’ culpability is not likely to achieve anything AS IF AKEL’S and the government’s, merciless war on the struggling banks had not caused enough damage to the most important sector of the economy, the political parties also decided to participate in this mindless campaign. The institutions committee of the legislature started an investigation into the banking crisis on Tuesday, with the supposed aim of establishing the culprits and sending them to court.

An indication of what to expect was given at Tuesday’s open meeting, which 15 guests from the banks, finance ministry and other agencies attended. They were subsequently told that they would be sent questionnaires to respond to in writing and that their answers would be discussed at a closed meeting. Meanwhile deputies used this opportunity to engage in the familiar rhetoric about the bonuses for executives, loans for directors, links between banks and political parties, media groups etc.

It was like a mock public tribunal used by deputies to show off their alleged commitment to bringing the guilty parties to justice. For AKEL deputies it was yet another opportunity to have a go at the former Governor of the Central Bank, bringing up the nonsensical issue about his laptop hard-drive and misleadingly claiming that a low-interest loan he had received from the Central Bank (a term of his employment contract) was a corrupt practice.

The Attorney-General Petros Clerides turned out to be the only voice of sanity as he pointed out the folly of the committee’s demand for the names of every person and company that received loans at lower interest rates from the banks. “Do you really expect the Central Bank or the finance ministry to give you a list that includes all those who got loans at lower interest rates from the CB, Bank of Cyprus, Laiki Bank, Hellenic Bank or their village co-ops,” asked an exasperated Clerides.

The committee meeting may have attracted plenty of media attention, but the general tone suggested that it is more a publicity exercise than a serious investigation. Then again there is no need for an investigation into the mismanagement of the banks. An international firm was brought in to investigate the whole matter while the Capital Markets Commission is also carrying out a probe; the investigation into the banks’ assets by Pimco, another international firm, is also currently in progress. These organisations have the know-how to pin-point what went wrong and who was to blame, while deputies do not have such an expertise.

Under the circumstances, it is difficult to believe that the House investigation will achieve anything other than to give TV time to deputies and help the government’s ongoing campaign to abrogate all responsibility for the current economic mess.

Eurozone debt forgiveness lies ahead in Greece’s mire Analysis Luke Baker

ITHIN minutes of eurozone finance ministers reaching a deal to cut Greece’s debt late on Monday, commentators on Twitter were dismissing it as another exercise in “kicking the can down the road”.

To an extent that is true.

Under the agreement, the eurozone and the International Monetary Fund will give Greece two more years to reach its budget goals and will find another 44 billion euros ($57 billion) to keep the country afloat in the meantime.

But while a degree of cankicking may be going on, there was a critical element in Monday night’s deal that goes a lot further than any other step taken so far in the debt crisis to get Greece back on its feet.

Implicit was an understanding that Greece will undergo some form of official-sector debt restructuring - with eurozone countries forgiving a portion of Greece’s debt - at some point in the future, the sort of last-ditch measure usually reserved for impoverished states in Africa and Latin America.

At a news conference in the early hours of Tuesday, German Finance Minister Wolfgang Schaeuble came closer than he has ever done before to publicly acknowledging that creditors face such an eventuality - a move that will be very hard for the likes of Germany, Finland, Austria and the Netherlands to take.

“When Greece has achieved, or is set to achieve, a primary surplus and fulfilled all of its conditions, we will, if need be, consider further measures for the reduction of the total debt,” he said, looking weary after 13 hours of negotiations.

The timing and reference to a primary surplus are important.

The Greek economy is forecast to return to growth during 2014 and to achieve a primary budget surplus - the balance before deducting the cost of debt financing - of 4.5 per cent of gross domestic product (GDP) in 2016.

Greece has two more years to reach its budget goals By the end of that year, the EU-IMF assistance programme should be over and Greece will in theory be on its own, financing itself in the financial markets in the normal way.

Monday night’s deal took care of the extra financing Greece will need between 2014 and 2016 and set out a series of steps the eurozone and Greece will take to get its debt level down from around 190 per cent of GDP next year to 124 per cent by 2020.

But what it didn’t set out in precise detail is how Greek debt will go on falling, from 124 per cent of GDP in 2020 to 110 per cent in 2022 and 88 per cent in 2030, as agreed during the talks.

And it didn’t say how Greece is expected to win back market confidence in 2016 even though its debt level that year is still expected to be 175 per cent of GDP. The answer is a combination of lower interest rates and longer maturities being applied to loans to Greece, Athens paying down more of its own debt thanks to growth and the potential for eurozone states to write down their loans.

“Euro area member states will consider further measures and assistance, including lower co-financing in structural funds and/or a further rate reduction in the Greek loan facility if necessary,” said Olli Rehn, the commissioner for economic and monetary affairs, again hinting at the possibility of a more fundamental overhaul of debt at some future point.

A European Union official closely involved in the discussions on Greece said there was a general unwillingness among eurozone countries to acknowledge that they may have to forgive some of the 127 billion euros they have so far lent to Greece, even if all of them know the issue can’t be avoided forever.

In order to make Greece’s debt sustainable in the long term, the IMF has determined that it must be cut to around 120 per cent by 2020 and 110 per cent by 2022. But there is no guarantee those levels will be sustainable on those dates.

As a result, the prospect of a debt writedown has to remain, especially as the eurozone countries, who will soon be responsible for around three quarters of all Greek

debt, have said time and again that they will do what is necessary to keep Greece afloat and in the eurozone.

The EU official said the best option would be for eurozone countries to bite the bullet and write down 40-50 billion euros of loans to Greece in 2016 or shortly afterwards, so that its debt-to-GDP ratio is aggressively reduced and the country can more easily return to financial markets.

But that is unlikely to happen, since no member state wants to write down any Greek debt, the cost of which would be born by taxpayers.

Each state will do everything possible to ensure that any writedown, if it must happen, is as small as possible.

“If you were really going to help Greece, you’d write off enough debt to get the ratio down to 60 per cent of GDP, which is a decently sustainable level,” the official said.

“But that’s never going to happen. No one’s going to buy that.”

Instead, the possibility of debt forgiveness will hang over the eurozone for the next four years and will, whether countries like it or not, have to be tackled at some point.

Nicosia Flea Market set to open its doors Best in kids' TV heading for Cyprus THE best of children’s television, honoured by the internationally-recognised Prix Jeunesse International competition, will feature in a seminar for children’s film experts and screenings for children and their parents organised by the Goethe-Institut Cyprus, in partnership with the Cyprus Community Media Centre and the Association for Historical Dialogue and Research.

The two-day event will take place over December 7-8 at the Goethe-Institut Cyprus hall in Nicosia’s buffer zone, starting from 4pm and coordinated by Prix Jeunesse representative Kirsten Schneid from Munich/Germany. The Cyprus Broadcasting Corporation (CyBC) is media sponsor of the event.

This is the second time a Prix Jeunesse International screening is being held in Cyprus, aimed at encouraging dialogue, a deeper understanding of quality in children’s media, and professional cooperation in the field of children’s media between the Greek Cypriot and Turkish Cypriot communities.

Triathlete to run 145km in a single day for charity Superhuman run in aid of Agia Skepi community OVER the past five years osteopath and national triathlon champion David Simpson has been doing something extreme, every year on his birthday, to raise funds for charity.

This year his aim is to run 145km in a day (Limassol, Troodos, Episkopi, Limassol) in aid of Agia Skepi therapeutic community which offers help to long term substance users and their families (www. agiaskepi.com).

The run, climb and descent of over 9000m will take place on December 8, over trails and mountain paths, and will take about 20 hours and require 10,000+ calories. It will be a mostly solo event with only nature and his thoughts for company.

He has done a number of charity events such as the first Full Ironman Distance (4km swim/ 180km Bike/ 42.5km run) in Cyprus. In addition he ran from Limassol to the highest point of Troodos (87km)

Simpson's 145km run will take about 20 hours and require 10,000-plus calories using trails (2009/2011), for various charities, as well as an epic four mountain trail marathons in four days (2010) that went from Limassol to Troodos, Platres, Episkopi, and Limassol.

These events have been covered both in local and national newspapers as well as in well-known magazines.

Annual blood donation day by ISOP a success THE International School of Paphos (ISOP) hosted its annual ‘Blood Donation Day’ on November 15th.

Many students gave blood as did visiting parents and school staff members.

The school community supported this event as it proved to be a very successful event.

The local Blood Bank has the important task of supplying the General Hospital, Private Clinics and all doctors and surgeons in the whole Paphos region.

Tartakover, who was awarded the 2002 Israel Prize Laureate for Design, has developed a solid international reputation apparently unhindered by his political outspokenness. He is a master of the expressive poster that hits the nerve on topical, political, social and economic themes, and while his work may not be aesthetically pleasing in the traditional sense, it is powerful and meaningful.

His posters reveal a wide range of influences and manage to create a synthesis between popular culture and high culture, between the written text and visual imagery, and between

personal statements to collective representation of local cultural values.

Tartakover was the first graphic designer for Israel TV and has a unique, comprehensive collection of Israeli graphic art, including rare posters, children’s’ games, greeting cards and collections of the work of other graphic artists.

For years he has produced and distributed political posters at his own expense and is perhaps best known for his design of the Peace Now logo and the Yitzhak Rabin memorial exhibition at Tel Aviv city hall. The Peace Now logo became the name of the movement and was the first political bumper sticker - and remains one of the country’s most popular stickers even today.

In his rare presentation in Nicosia, Tartakover will discuss his role as a ‘local designer,’ unravelling the importance of locality and politics in his practice by presenting key projects from his prolific career. The speaker will also discuss the characteristics of these posters, such as the use of newspaper photographs, Xerox copying and direct juxtaposition of the text to the image.

What is sexy? For us humans such a question is intrinsically fascinating. Society inundates us with highly sexual, anything-goes messages and images telling us what sexy is.

Whole industries are founded on making ourselves more attractive. Magazines, celebrities, television, music videos and the internet all sell you their version of sexy, trying to get you to buy it, but what does being sexy mean to you?

In a somewhat bold move, this weekend, sees the Nicosia Family Planning Association (CFPA), organise its second Sexperience Festival, which encourages the general public to question how they feel about their sexuality in an event that aims to provoke a novel public debate.

As we all know, sex is a very hot topic. Whether we talk about it freely among friends or for educational purposes, it’s bound to cause some controversy. Sexuality and sexual matters have remained a taboo subject in Cyprus. It has been a subject that has been swept under the carpet, yet it is a natural and precious aspect of human life.

Elevating sexual rights as part of a campaign, the CFPA’s multimedia festival combines interactive information and artistic creation, presenting an alternative experience to the public. Be they young or old, everyone is invited to get involved.

Standing as one of the only associations in Cyprus that deals systematically with the major issue of sexuality and related health and reproductive rights, the CFPA was founded in 1971, and has an active involvement in European networks and bodies. It currently stands as a member of the International Planned Parenthood Association.

Having been a around in the capital for a great number of years, the association celebrated its 40th anniversary with an all all-encompassing exhibit last year. Many challe challenges hinder the advancement a of sexua debates and sexuality sexua rights, includsexuality ing the absence of space for dialogue on the iss issues of sexuality.

The g goal of CFPA is to attain a positive and respec respectful approach to sexu sexuality and sexual relation relationships, as well as the pos possibility of having pleasu pleasurable and safe

sexual experiences free from coercion, discrimination and violence.

The upcoming series of planned events have been organised in cooperation with Veramand Studio under the artistic direction of Christos Christou and Krasides Polymenakou, with all the action set to take place within the P.X. pop up shop in Laiki Yitonia from Saturday until December 10.

So, learn about sexual rights and become cocreator of an original installation. The idea is that each person’s ideas will contribute towards a final artistic installation. At the venue, crowds will be able to get hold of a publication on sexual rights.

Those of you who don’t manage to get down to P.X. are encouraged to voice their opinions online on an open web-based discussion that has been set up both through Facebook and Twitter. Saturday will also see another event take place simultaneously entitled Sexy, Sexier and Sexperiencean experimental workshop in art therapy and performance writing geared around the theme of sexuality at Veramand Studio. Aimed at anyone over the age of 17, the occasion will be headed

by Persephone Krasides and Chris Polymenakos.

Last but not least, next Thursday, the concert Sounds Sexy 2 Me will take place at Enalax music hall, where Greek musicians Adrianna Mpampali and Akis Katsoupakis will join forces in a concert especially designed for the event. Audiences will be able to enjoy songs from the Greek and foreign repertoires, orchestrated in an alternative way in order to celebrate sexual human rights.

STONE Age camp that used to be by the shore is now 200km from the Baltic Sea. Sheep graze on what was the seabed in the 15th century. And Sweden’s port of Lulea risks getting too shallow for ships.

In contrast to worries from the Maldives to Manhattan of storm surges and higher ocean levels caused by climate change, the entire northern part of the Nordic region is rising and, as a result, the Baltic Sea is receding.

“In a way we’re lucky,” said Lena Bengten, environmental strategist at the Lulea Municipality in Sweden, pointing to damage from Superstorm Sandy that killed more than 200 people from Haiti to the United States.

The uplift of almost a centimetre a year, one of the highest rates in the world, is part of a continuing geological rebound since the end of the Ice Age removed a vast ice sheet from regions around the Arctic Circle.

“It’s a bit like a foam rubber mattress. It takes a while to return to normal after you get up,” said Martin Vermeer, a professor of geodesy at Aalto University in Finland. Finland gains 7km² a year as the land rises.

In the Lulea region just south of the Arctic Circle, mostly flat with pine forests and where the sea freezes in winter, tracts of land have emerged, leaving some Stone Age, Viking and Medieval sites inland.

That puts human settlements

gradually out of harm’s way from sea flooding, unlike low-lying islands from Tuvalu to Kiribati or cities from New York to Shanghai.

Facebook is investing in a new data centre in Lulea on land that was once on the seabed.

But rising land also means costs.

Lulea is planning to deepen its port by 2020 to let in bigger ships and offset land rise at a cost of 1.6 billion Swedish crowns ($237.86 million).

“Even if we didn’t have the ambition to have larger ships we would still have to do it on a smaller scale just to compensate for the land rise,” said Roger Danell, head of the port.

Dredging just for existing ships would cost 400 million crowns as the water gets shallower at the port that was last deepened in the 1970s, construction manager Jeanette Lestander said. Main exports are iron ore and the main import is coal.

But a projected rise in sea levels due to global warming means dredging to offset land rise for the next 40 years will be slightly less than in the 1970s.

“The rate of sea level fall will be slowing,” Lestander said during a visit to the port. The future sea fall is estimated at 0.7cm a year from 0.9cm.

The falling water level puzzled people for generations. Some Christians believed it was caused by stillreceding waters after the Biblical story of Noah who built an Ark to rescue the world’s animals from a God-sent flood.

Elsewhere in the world, many nations are worried by potential costs

if sea levels rise in line with scenarios by the UN panel of climate scientists for a gain of 18 to 59cm this century after 17cm in the last century.

The panel says that rising temperatures, caused by emissions of carbon dioxide from burning fossil fuels, are the cause.

The UN projection excludes the possibility of an acceleration of the melt of Greenland and Antarctica, because that is uncertain.

Even so, many experts expect a quickening thaw and say that sea levels could rise in total by a metre this century.

Almost 200 governments are meet-

ing in Doha, Qatar, this week to try to revive a UN-led effort to slow climate change that is also projected to cause more floods, droughts, heatwaves and more powerful storms.

Professor David Vaughan, of the British Antarctic Survey, said sea levels will change at widely differing rates due to land uplift or subsidence, shifts in gravity and variations in ocean currents and winds such as in the Pacific Ocean.

Sea levels near Greenland, for instance, could fall because its ice sheet has a strong gravitational pull that raises the local sea level. If the ice thaws, the water level will sink.

“Scandinavia will be emerging... sea level around Antarctica and Greenland will be going down. Almost every projection I have seen shows the highest rates of rise will be in the equatorial Pacific,” he said.

Near Lulea, local resident Hans Lindberg, 56, looks out of the wooden seaside cabin that his parents built in 1960 towards what was then the island of Kalkholmen a few hundred metres away.

“We could look out from here and only see the sea,” he said, pointing to a muddy bank where reeds are growing and linking the island to the mainland. Residents of the former island say they fear the link may bring unwanted visitors - perhaps burglars.

“You can walk to the island now.

When I was young my father had a heavy boat that we could pull through the shallow part of the

channel. That’s now impossible,” he said.

As evidence of the change, he shows a faded album with a black and white photo of two young girls - his sister and cousin - playing in a sandpit in the 1960s by the cabin. It shows an open sea with no sign of the muddy causeway.

It was the 18th century Swedish scientist Anders Celsius, after whom the temperature scale is named, who first estimated the rate of land rise by studying 16th century property documents that marked offshore rocks, valued by hunters, on which seals basked.

By Celsius’ time, many of the “seal rocks” were so high out of the water that the mammals could no longer climb onto them, according to a book by historian Martin Ekman.

With the data, Celsius was the first to come up with a rough estimate of the fall - a slight overestimate of 1.4cm a year.

Aware that rising global seas will reduce the local land rise, Bengten at Lulea municipality says rules due to take effect in 2012 will ban new homes less than 2 metres above sea level after a recent building surge.

“It’s a fashion. Elderly people were never attracted to living close by the sea - they know how cold, how damp and windy it was. Perhaps it comes with better buildings,” she said.

Many places, from North Carolina to Australia, have struggled with sea level rise amid property developers’ fears that it could wipe billions of dollars off values if coastal areas are re-defined as flood zones.

“Up in the north where land is rising most... there won’t be any problems this century,” said Thomas Hammarklint of the Swedish Meteorological and Hydrological Institute, since land rise would cancel out sea rise of up to a metre.

But he said that Stockholm, for instance, and areas in south and western Sweden where land is rising less fast might suffer.

One drastic option would be for nations around the Baltic Sea, including Russia, Germany, Poland and the Baltic nations, to build barriers from Denmark to Sweden at the narrow mouth of the sea near Copenhagen, he said, declining to estimate costs.

“The Baltic Sea would be a lake again.”

Synecdoche, New York (Plus TV, 22.00) Morbid, original, depressive, astonishing, exhausting; all those adjectives apply to this semi-comedy, the directorial debut of maverick writer Charlie Kaufman (Being John Malkovich) - though I need to see it again, because I do appreciate its brilliance but there’s a stretch near the end (when it looks like the doublings, alternations and substitutes are going to go on forever) that makes me want to claw my eyes out. Philip Seymour Hoffman is a theatre director whose latest play unfolds on a hugely ambitious set, a mock-up of New York City itself; that’s the titular “synecdoche” - a figure of speech where a part of something is used to

signify the whole - though the title is also a pun on Schenectady, a town in New York, which gives an idea of how dense and unabashedly brainy the film is. It’s also very funny, dealing in delicious black humour as our hero worries about Death and tries to deal with the women in his life - and it’s sometimes a slog, but then every time it starts to get pretentious it does something hilarious, and vice versa. Made in 2008.

Sagan (Novacinema1, 22.00) There are two famous writers named Sagan who might’ve been the subject of this lavish biopic - but when I add that it’s French you’ll know that it isn’t Carl (the astronomer, and author of Cosmos) but Francoise,

the rather tragic figure who became a sensation with her first novel, Bonjour Tristesse, written when she was still a teenager. Fame and fortune quickly followed, but also writer’s block, easy living, an addiction to painkillers (and other drugs), two marriages followed by quick divorces, and the whole trajectory that often comes with having too much too young; “I sometimes think that life is nothing but a horrible joke,” sighed unhappy Ms. Sagan at one point - and I don’t know much about the film, but she’s played by the great Sylvie Testud so I’m confident we’ll feel the full tragic force of that remark. Originally a two-part mini-series on French TV, significantly whittled down to the version being shown on Nova. Made in 2008.

Thousands celebrate The Hobbit world premiere

TENS of thousands of people packed New Zealand’s capital city, clambering on roofs and hanging onto lamp posts yesterday to get a glimpse of the stars at the red carpet world premiere of the film The Hobbit: an Unexpected Journey.

Wellington, where director Peter Jackson and much of the post production is based, renamed itself ‘the Middle of Middle Earth’, and fans with prominent Hobbit ears, medieval style costumes, and wizard hats had camped out the night before to claim prized spaces along the 500 metre red carpet.

Jackson, a one time newspaper printer and the maker of the Oscar winning Lord of the Rings trilogy more than a decade ago, was cheered along the walk, stopping to talk to fans, sign autographs and pose for photos.

The Hobbit trilogy is set 60 years before the Rings movies, but Jackson said it has benefited from being made after the conclusion of the J.R.R. Tolkien fantasy saga.

“I’m glad that we established the style and the look of Middle Earth by adapting Lord of the Rings before we did the Hobbit,” Jackson told Reuters from the red carpet.

Jackson, a hometown hero in Wellington, said the production had been on a “difficult journey”, alluding to Warner Brothers’ financial problems, and a later labour dispute with unions.

“Fate meant for us to be here,” he told an ecstatic crowd, which hailed him as a film genius, but also a down

TWO and a Half Men teen actor Angus T. Jones, who caused a media furore by calling his own show “filth,” has apologised for disrespecting the creator, cast and crew of the raunchy TV comedy.

But Jones, 19, whose distaste for the show was prompted by a his newfound Christian beliefs, did not retract his YouTube appeal to fans to stop watching the show, nor his own claims of discomfort at being part of one of the top-rated comedies on U.S. television.

“Without qualification, I am grateful to and have the highest regard and respect for all of the wonderful people on Two and a Half Men with whom I have worked and over the past ten years who have become an extension of my family,” Jones, who plays fun-loving teen Jake Harper, said in a statement.

“I apologise if my remarks reflect me showing indifference to and disrespect of my colleagues and a lack of appreciation of the extraordinary opportunity of which I have been blessed. I never intended that,” he added.

Jones started working on the show at the age of 9, playing the role of nephew to actor Charlie Sheen’s womanising, partying bachelor character.

Sheen was sensationally fired from the CBS comedy in 2011 for bad behaviour off screen and replaced by Ashton Kutcher, but Two and a Half Men is still known for its risqué humour.

In a YouTube video made for the California-based Forerunner Christian Church, Jones on Monday asked millions of fans to stop watching the show “and filling your head with filth.”

“You cannot be a true Godfearing person and be on a television show like that,” he added, saying he no longer wanted to be part of it.

The CBS network, and Warner Bros. Television which makes the comedy, have declined to comment.

Jones, who has several months left on his morethan-$350,000-per-episode contract, issued his statement after a rehearsal this week.

Sheen, whose Two and a Half Men exit was accompanied by a spate of bizarre rantings and Internet monologues, on Tuesday called Jones’ verbal assault a “meltdown.”

“It is clear to me that the show is cursed,” Sheen commented in a statement.

Two and A Half Men, now in its 10th season, is watched by about 14 million Americans and is seen in more than 20 countries around the world.

Director Peter Jackson emerges from a ‘Hobbit Hole’ to make an address at the world premiere of The Hobbit - An Unexpected Journey in Wellington yesterday to earth local boy.

British actor Andy Serkis, who plays the creature Gollum with a distinctive throaty whisper, said picking up the character after a near-ten year break was like putting on a familiar skin.

“I was reminded on a daily basis with Gollum that he’s truly never left me,” he said.

Most of the film’s stars attended the premiere, including British actor Martin Freeman, who plays the Hobbit

Bilbo Baggins, Andy Serkis, Hugo Weaving, Cate Blanchett, and Elijah Wood. Ian McKellen, who plays the wizard Gandalf, was absent.

Freeman said he looked for a different, lighter, slightly pompous Baggins from the older, wiser character played

by Ian Holm in the Rings movies.

“Between us we hashed out another version of Bilbo.

There’ll be others, but our version is this one and I hope

people like it,” he said.

The production was at the centre of several controversies, including a dispute with unions in 2010 over labour contracts that nearly sent the filming overseas and resulted in the government stepping in to change employment laws.

The only sour note at the premiere came when animal rights activists held up posters after claims last week that more than 20 animals

died during the making of the film.

The movies have been filmed in 3D and at 48 frames per second (fps), compared with the standard 24 fps, which Jackson has likened to the quality leap to compact discs from vinyl records.

The second film The Hobbit: The Desolation of Smaug will be released in December next year, with the third The Hobbit: There and Back Again due in mid-July 2014.

Amy Winehouse portrait goes Nicki Minaj: Steven Tyler racist on show at London gallery A PAINTING of Amy Winehouse has joined images of Sir Winston Churchill and the Queen on display at the National Portrait Gallery.

‘Amy-Blue’ captures the singer looking down and is painted in hues of blue and black.

Cropped around her head, it was painted shortly after Winehouse died in July last year at the age of 27.

Artist Marlene Dumas, who is known for tackling subjects such as female beauty and pornography in her work, painted the portrait.

The gallery’s curator said the picture’s “rich, translucent blues... allude to Amy Winehouse’s musical influences as much as to the melancholy details of her career.”

The singer’s father, Mitch Winehouse, said: “It is a fantastic piece of work and we are fascinated to know how Amy was seen and remembered by family, friends and artists of all kinds.

“With the Amy Winehouse Foundation, Amy is our inspiration and it is profoundly moving to find that she still inspires so many others too.”

The small painting, purchased with the help of fundraising charity the Art Fund, does not feature the singer’s famous beehive but shows Winehouse, who battled addictions to drink and drugs, wearing her distinctive black eyeliner.

The London gallery displays thousands of portraits and the Winehouse image, which has a wall to itself, is the first portrait visitors will see when they walk through the door.

The gallery’s director, Sandy Nairne, said the painting, purchased from the Frith Street Gallery, was an “important portrait of an influential singer and songwriter”.

SEBASTIAN Vettel has been backed by his Red Bull principal to get even better as a driver having become the youngest triple Formula One world champion in the season-ending Brazilian Grand Prix on Sunday.

Christian Horner, who also said McLaren would be weakened by Briton Lewis Hamilton’s departure to Mercedes, was full of praise for German Vettel as the Red Bull team arrived home to their Milton Keynes base in England on Tuesday.

“I think as his experience

grows, he is continuing to grow as a person. We’ve yet to see the best of him,” Horner told reporters of a 25-year-old he describes as “amongst the greats”.

The ominous warning to Red Bull’s rivals came after the team clinched the driver and constructor world titles for the third year in a row.

Vettel showed immense composure at Interlagos, finding himself at the back of the field and facing backwards after an early crash before fighting his way up to sixth to beat Ferrari’s Fernando Alonso to the title by three points.

Brailsford said the plan had not “completely been signed off”.

TWELVE months after ending a two-year victory drought at the tournament he hosts, Tiger Woods is excited about his prospects for 2013 as he prepares to defend his World Challenge title this week.

His one-shot triumph over fellow American Zach Johnson at last year’s World Challenge set the tone for a successful 2012 PGA Tour campaign highlighted by three wins, the only disappointment being his continued barren run in the majors.

“I’m very excited because last year at this point in time I was still not quite where I wanted to be physically,” Woods, who has battled assorted knee injuries during his career, told reporters at Sherwood Country Club this week.

“This year has been fantastic in that regard. I’ve felt good. I’ve played a full schedule for the first time in a very long time, and I’m just very pleased with what I’ve done

overall with my game.

“At the outset of the year I didn’t really putt well. Towards the end of the year I really started putting well.

My short game has really come around ... I am becoming more consistent.”

Woods won his 72nd PGA Tour title at the Arnold Palmer Invitational in March, then followed up with victories at the Memorial tournament and AT&T National.

However, he has not triumphed in the majors since the 2008 U.S. Open at Torrey Pines and has set his sights on removing that blemish from his otherwise glittering record during his 2013 campaign.

“I’ve had some really nice years, some really good years in there, but winning a major championship just takes it to a whole new level,” said Woods, who will celebrate his 37th birthday next month.

“I know how it feels when you win a major championship, and it feels incredible.

It lasts with you, and that’s something that I would like to have happen again.

“That’s something I haven’t

done since ‘08 so it’s something I’m hoping I can do next year.”

Woods has fond memories of his World Challenge victory last year at Sherwood where he birdied the last two holes to snatch a one-shot win from Johnson.

“I hadn’t won in a little bit there, and it was nice to not only win but to go head-tohead against Zach and to do it the way I did,” the 14-time major champion said. “I had to earn it.

“Against a guy like Zach, he’s not going to go away.

That really started the year off for me on a positive note, and consequently I ended up winning three times this year.

“But there are always things we need to work on, and this off-season we have a list of things we want to get done. That’ll start probably a couple of weeks after this event.”

Woods, who has been working with coach Sean Foley on the fourth swing change of his professional career, faces a strong field this week in the $5 million invitational event.

BRAZIL’S stunning 3-2 defeat to Italy at the 1982 World Cup was one of the sport’s most memorable matches but former midfielder Zico believes it had a negative impact on world football that is still being felt today.

Brazil had delighted the world with their adventurous, flowing football until the fateful day at Barcelona’s Sarria stadium when a Paolo Rossi hat-trick, scored with the aid of a blunderprone Brazil defence, knocked them out before the knockout stage.

Needing only a draw to qualify, Brazil nevertheless went for all-out attack and Zico said their failure to win the trophy meant their style of play was subsequently viewed as obsolete.

“Brazil had a fantastic team, recognised around the world, and everywhere we go people remind us about that team in 1982,” Zico told the Soccerex conference.

“If we had won that game, football would have been different. Instead, we started to create football based on getting the result at whatever cost, football based on breaking up the opposition’s move, and based on fouling the opposition.

“That defeat for Brazil was not beneficial for world football.

“If we had scored five goals that day, Italy would have scored six as they always found a way of capitalising on our mistakes.”

The consequences were especially far-reaching in Brazil, whose two World Cup wins since have been achieved in a more efficient, less flamboyant manner.

Brazil’s former coach Mano Menezes said earlier this year that Spain, rather than the five-time world champions, had become the new benchmark in international football.

Zico, who is considered one of the country’s finest players but failed to win the World Cup in three attempts, said Brazilian teams had become more interested in physical strength and doubted that he would be able to make it as a professional in the current game.

“Brazil is a fertile land for players but we have to change the mentality in the junior divisions of the clubs,” he said.

“I’m sure that I went for a trial at a football club today, I would be rejected for being thin and small.”

“You don’t see Romario-type forwards in the youth divisions, the centre forward is always a big guy,” he said referring to the stocky striker who led their 1994 World Cup attack.

“That’s where the deterioration of Brazilian football begins.”

Real Madrid, Real Betis and Osasuna all reached the last 16, while second division Cordoba and Las Palmas claimed the scalps of top-flight sides to progress.

LAZIO’S Alvaro Gonzalez, Mirolsav Klose and Hernanes secured a 3-0 victory over Udinese in Serie A on Tuesday night at the Stadio Olimpico where the home fans sang racist chants aimed at rivals Roma who share the stadium.

Lazio took to the field wearing a ‘No Racism’ logo on their shirts in the aftermath of an attack in Rome on Tottenham Hotspur fans on the eve of last week’s Europa League tie and anti-Semitic chanting during the game with the Londonteam.

However, chants of ‘Roma, Jewish club’ could be heard on Tuesday from the Curva Nord, home to Lazio’s hardline ultra supporters, aimed at their bitter local rivals, although other sections of the crowd booed and tried to drown them out.

European football’s governing body UEFA is deciding what sanctions to take after the events of last week, with Lazio president Claudio Lotito having met one of the injured Spurs fans, many of whom are Jewish, in hospi-

tal earlier on Tuesday.

The victory over Udinese took fifth-placed Lazio to 26 points from 14 games, six behind leaders Juventus and within two of Fiorentina and Inter Milan in third and fourth respectively.

Lazio started brightly, earning a penalty in the 11th minute when Udinese’s Willians handled as he got in the way of Stefan Radu’s backheel from a corner.

The victory was secured shortly just before the hour when Brazilian Hernanes, a halftime substitute for Ederson, clipped a free kick, awarded for a clumsy Andrea Coda challenge on Klose, over the wall and into the net from the edge of the box.

“That was a great performance,” Lazio’s Bosnian coach Vladimir Petkovic told Sky Italia.

“It wasn’t easy after the missed penalty, but we believed in ourselves, we kept up a high rhythm for 90 minutes and didn’t allow Udinese any space.

Udinese coach Francesco Guidolin, whose side finished fourth last season but are currently languishing in 12th after five games without a win, said they now had lots of work to do.

Redknapp emerged from his opening fixture with a well-deserved point as his side responded to the challenge presented to them to secure a 0-0 draw at Sunderland.

However, they will head into Saturday’s home clash with Aston Villa still awaiting their first Barclays Premier League victory of the campaign and having collected just five points, remain rooted to the foot of the table.

‘You look at our position - it’s very difficult’ Asked if he was more optimistic as a result of the display on Wearside, Redknapp said: “It’s going to be tough, we mustn’t kid ourselves.

“You look at the position we are in - it’s very, very difficult. But I can see there are some decent players there.

“We need to play as a team and be a team and if we can put them together and get them to work together, we have got a chance.”

Rangers may not have collected that elusive first victory but they left the north east with their heads held high after a spirited per-

formance.

They might have collected all three had home keeper Simon Mignolet not managed to keep out first-half efforts from Djibril Cisse and Jamie Mackie and then a third from substitute Shaun Wright-Phillips at the death.

However, they needed Julio Cesar and half-time replacement Rob Green to deny Steven Fletcher, the only man to really threaten to answer the pleas of the home fans to attack the side rooted to the foot of the table.

Redknapp has already been linked with a lengthening list of potential transfer targets with onlookers anticipating a January spending spree, but in the meantime, he is concentrating only on the players he inherited from predecessor Mark Hughes.

He said: “You can only work with what you have got, can’t you? I can’t pluck anyone out of the air at the moment.

“You can’t bring anybody in, you have just got to get the best out of the players who are here.

“It was a good point. We worked hard in training on how we were going to play, and I thought we got the best out of what we had, and you can’t do anymore than that.”

If Redknapp was able to look towards the weekend with a measure of confidence restored, opposite number Martin O’Neill, who had owner and chairman Ellis Short watching from the stands three days after the club was forced to deny rumours that he had offered to quit, cut a disconsolate figure.

He said: “It was a rather frustrating evening, I think frustration would sum it up.

“It was tough for us.”

Lambert salutes ‘special’ Benteke

Belgian striker Christian Benteke has been in great form

PAUL Lambert has hailed Aston Villa striker Christian Benteke as “a special type of player” after his goal against Reading lifted the midlands club out of the Barclays Premier League bottom three.

Benteke continues to justify Lambert’s decision to prefer the Belgian international to fit again record signing Darren Bent after netting the only goal on Tuesday night at Villa Park.

The £7 million summer signing from Genk has quickly become a fans’ favourite at Villa Park while Bent cannot even command a place amongst the substitutes.

Lambert predicts that it could be several more years before Benteke reaches his peak but is excited by what he is producing already as a 21-year-old.

The Scot said: “Christian has been excellent. You run out of things to say about the big guy.

“He has turned himself into a fans’ favourite here, that’s for sure, and his general game is outstanding at the minute.

“He has been brilliant for us. I thought the header for the winner against Reading was

fantastic.

“You forget he is only 21 and he might not hit his peak until his late 20s but he is playing ever so well for us.”

Benteke is used as the only out and out striker in a 4-2-3-1 formation and Lambert said: “You’ve got to be a special type of player to play that lone striker role.

“He has also been fantastic for Belgium and he is getting better with every game.

“He is developing his whole demeanour... he is growing up. he is a strong lad but also has really good ability.

“He does get on the end of chances. I’ve been delighted with him.”

Lambert has proved he is not afraid to make big decisions and since his arrival at Villa Park has axed the likes of Bent, Shay Given, Charles N’Zogbia and Stephen Ireland at various times.

Leaving Bent completely out of his matchday 18 for the last two games has been a big call, after the striker recovered three weeks ago from an ankle setback, given his goalscoring record.

It has led to speculation that the former Tottenham and Sunderland player, who was given and then had the captaincy removed

by Lambert, will leave Villa in January.

A WALK along Rio de Janeiro’s beachfront opened Roy Hodgson’s eyes to how dedicated Brazilians are to honing their football skills and convinced the England manager his country must do better.

“I saw a couple, a women and a well-built man, about 25 metres apart, playing keepy-up on the beach. He was knocking the ball up to her head and she was heading back to his feet,” Hodgson told a round table during the Soccerex conference.

“I stopped to see how long they would keep this up... after 12 minutes non-stop, I gave up and turned and walked off. When I came past them on my way back, they were still going.”

“In England, we practice skills for five or ten minutes, then we want to get down to a game.”

Hodgson said it illustrated the difference in attitudes between Brazilians, whose country have won the World Cup five times, and the English, whose national team have not got past the quarterfinals of a major tournament since Euro ‘96.

However, he conceded that Brazil’s climate was a distinct advantage, saying England needed to follow Sweden’s example and build more indoor training facilities.

“It’s one thing to be practising your skills in 29 degrees on Copacabana beach, it’s another to ask a 13-year-old to do it in the pouring rain, in minus two degrees with the wind howling across the field.”

“We’re not on the wrong track with our new demands on the academies, trying to get coaches to get players working on their techniques, working on getting people who can coach in the right way and right detail.

“But if you’re indoors you’re prepared to spend longer, you can stop and explain things, you don’t feel the need to keep them active for fear they will freeze.

“Our facilities are getting better and we must take advantage of this new training centre,” he added referring to English football’s £105 million St George’s Park training centre which was officially opened last month.

“I don’t know if we will catch up with the Brazilians over the next ten years but we must get better.”

Hodgson said other countries, previously considered second-rate in football terms, had focused on player development.

“Lots of teams we regarded as secondary teams have worked harder on their games.

“I can mention so many countries putting so much effort into producing players, maybe we ought to start thinking the same.”

EUROPEAN football’s governing body UEFA is considering ditching the Europa League in favour of extending the Champions League from 32 to 64 teams.

“We’re discussing it. We will make a decision in 2014. Nothing is decided yet,” UEFA president Michel Platini told French newspaper Ouest-France.

It means seven English clubs and five Scottish teams could enter at a qualifying round stage.

UEFA is looking at changing the format of European competitions from 2015.

“There is an ongoing debate to determine what form the European competitions will have between 2015 and 2018,” added Platini.

An extension of the group stages to a 64-team format could see seven English clubs qualify for the competition rather than the current four, and increase the number of Scottish teams participating from two to five.

The Europa League has been criticised by some since it replaced the UEFA Cup in 2009 and exists in the shadow of the more lucrative Champions League.

The Champions League is far more financially beneficial, for UEFA and the clubs concerned, than Europe’s second-tier

tournament.

Europe’s governing body earned about £800m more from the Champions League than the Europa League last season, while Chelsea made £49m by winning the Champions League in 2012.

Manchester United - who were knocked out in the Champions League group stages last year - received £28m. By comparison, last season’s Europa League winners, Atletico Madrid, earned £8.5m in prize money and Fulham, knocked out of the group stages, won £2.2m.

It has been reported that Europe’s richest clubs will form a breakaway European league if the Champions League is not expanded.

Barcelona president Sandro Rosell said earlier this month that he would like to cut the number of teams competing in the top tier of domestic leagues and increase the number of clubs in the Champions League.

But Platini, a former France international, said he was not worried by talk of a tournament to rival the Champions League being set up.

RAD Barritt insists no team is invincible and has vowed England will not be intimidated by New Zealand’s reputation in Saturday’s Twickenham showdown.

The All Blacks have not lost an autumn international in a decade and the world champions are on a remarkable 20-match unbeaten streak, dating back to August 2011.

England, meanwhile, are desperate to avenge their home defeats to Australia and South Africa - and are determined to view a game against New Zealand as the best opportunity to do so.

“There is no beating about the bush, they are the best team in the world - but no team is invincible,” said the Saracens centre.

“We don’t put any player on a pedestal. We won’t go in there thinking they are Gods on a rugby field.

“There’s a huge amount of belief in our team. There is something special about each person.

“In order to be here you’re a natural born winner and you’ll do anything to get to that position to win.

“We’re against an opponent that’s been unbeaten over the past two years but

“At the end of the day they’re just humans with two legs and two arms, albeit performing to the optimum level.

“We need to raise our game and really impose what we can on them and not give them any status that’s going to help them.”

England’s assistant coach Andy Farrell was in this same position many a time as a rugby league player with Great Britain, coming

up against the great Australia sides of the 1990s.

Farrell understands the value of self-belief but he also stressed that England’s confidence is deeper than just some bullish talk to the media.

To help explode an aura that might surround the All Blacks, England head coach Stuart Lancaster has highlighted recent occasions when New Zealand have been vulnerable.

They scraped past France in the World Cup final, they were pushed close by Ireland in the second Test of the summer series and they were held to an 18-18 draw

by Australia in Brisbane last month.

England have studied those matches and also the All Blacks’ comprehensive victories over Scotland and Wales this month, which were a lesson in how not to defend against them.

“They’re undoubtedly the best attacking team at the moment,” said Barritt, England’s defence captain.

“We take huge pride in what we do on defence. I think Scotland and Wales hung off them and allow them their moves.

“We have a different philosophy - getting off the line and putting pressure on teams.

“You have to do everything as clinically as you can, all the time. There’s no reason why we can’t pull off an upset.”
