C
YPRUS saw its first real taste of austerityrelated unrest yesterday when hundreds of casual government workers due to be laid off, stormed first through the finance ministry and then parliament. A total of 992 seasonal government employees will be out of work starting from today as part of government cuts, about half of whom took to the streets yesterday. The move aims to save €9 million a year. Inside parliament, Finance Minister Vassos Shiarly was briefing the House Finance Committee on the status of talks with international lenders, the troika. The first fracas occurred at the finance ministry where protesters had gathered outside waving banners and chanting: ‘No to poverty and unemployment, the rich should pay and not the workers’, ‘Instead of getting rid of foreigners, they’re getting rid of us’. The protesters also called for the ‘greedy thieving bankers’ to be handed over to the people. Emotions were running high by that time and when the group lunged for the entrance, the hopelessly inadequate police barricade was no match for the pushing protesters. After managing to enter the main hall of the finance ministry, a group of the protesters started making their way upstairs in an attempt to get to the minister’s office, although he was not there as ministry staff looked on from a safe distance. The angry protesters were stopped by union leaders who convinced them to
continue their demonstration outside the parliament. Some stayed outside the ministry where they approved a resolution they planned to give to Shiarly and House President, Yiannakis Omirou. One protester told reporters: “I have seven children and I make €1,100 a month, that’s already not enough to pay my electricity bill or to make the payment on my loan. What are we supposed to do now? We are imprisoned in our own homes. We can’t even afford to go to a café for a coffee any more.” Another female protester said: “If they’re trying to eradicate the middle class then they’ve managed it, that’s all I have to say.” A third said: “It’s all right for them [politicians]. They have work. Everyone here has three or four people at home depending on them.” He also complained about the numerous free benefits offered to Turkish Cypriots. “What about us [Greek] Cypriots? Or are we only considered Cypriots when they want us for the army?” When part of the group from the finance ministry arrived at the House, another surge towards the entrance seemed to take police by surprise. They blew their whistles but to no avail as they were outnumbered and overrun. Part of the angry mob, trying to make their way to the finance committee meeting where the minister was, ended up at the legal affairs committee instead where its chairman Ionas Nicolaou assured them he would take their issues up at his committee as one woman screamed abuse at the top of her lungs, and another was

Brits mulled propaganda comics to sway EOKA teens By Arj Singh COLONIAL officials in Cyprus considered producing adventure comic books and running an essay competition in a propaganda bid to stop young Greek Cypriots rebelling against British rule, previously secret government files have revealed. Schoolchildren threw petrol bombs, caused disturbances and regularly went on strike from school during the mid-1950s as they sided with the nationalist EOKA movement for
“Enosis” - union with Greece - the Foreign Office files revealed. In 1956, Colonial Secretary Alan Lennox-Boyd damned a record of 18 months of disturbance from secondary school pupils. In a previously secret document, released by the National Archives, he said: “The picture presented by the record is one of indiscipline and defiance of authority on a scale which is not readily comprehensible to those accustomed to the decorum of educational establishments in the United Kingdom.”
The violence prompted the commissioner of Cyprus to ask if it was possible to produce adventure comics to try to sway opinion. The secret files contained an extract from one of the unnamed commissioner’s letters, which read: “Schoolchildren have been used as a weapon in the nationalist campaign and it is therefore at them that government propaganda should particularly be aimed. “Here again, crude propaganda against

HUNDREDS of people in Cyprus have AIDS and dozens are diagnosed with the HIV virus every year, the health ministry said yesterday. But Cyprus is subscribing to the United Nations’ goal of zero new infections or AIDSrelated deaths by 2015, Health Minister Androulla Agrotou said yesterday at a news conference for World AIDS Day commemorated tomorrow. From 1986 until 2011, a total of 735 people have been diagnosed with HIV in Cyprus and 118 have died, according to the health ministry’s epidemiological study. Up until October, this year 49 people were diagnosed with HIV in Cyprus, 54 people were diagnosed last year and
41 were diagnosed in 2010. About five people died from AIDS in 2011 and five others died this year, health ministry officials said. Among the Cypriots, only one woman is diagnosed for every seven men and 334 men have been diagnosed versus 50 women. The gender difference accounts for the fact that 68 per cent or 501 people diagnosed in Cyprus have been men, while only 234 women or 32 per cent were diagnosed. The infection rate is roughly split between Cypriots and nationals of other countries (349 non-native Cypriots have been infected as of 1986), but the infections have been rising. However, 256 of those do not live in Cyprus and are foreign nationals who were diagnosed on the island, while over the
years some 23 Cypriots living abroad have been diagnosed with HIV. In Cyprus, almost 68 per cent of all diagnoses have been people from the ages of 20 to 39. Most get HIV through sex, the health ministry said. Therefore a new programme in high schools across the island has been ongoing this year, hoping to educate students in the first year of Lyceum – most 15 years old – about learning to say ‘no’, or ‘only with a condom’. The programme aims to get people talking and thinking about HIV/AIDS and how it can be transmitted, as well as getting kids to develop a “healthy attitude” towards sex, health educator Pampitsa Gavriel said. “I’d be nice if you were in the classroom to see what discussions the children have,” she said referring to one
of the questions students get to debate: does girls dressing sexy mean they want to have sex? “Girls have a different opinion, boys have another and through discussion they reach a compromise in their views,” Gavriel said. According to the World Health Organisation (WHO), about 25 million people have so far died of AIDS-related health issues. About 34 million people are living with HIV, with the most affected region, Sub-Saharan Africa, having one in twenty adults with HIV. World AIDS Day is celebrated every year on December 1 to raise awareness and remember those who have died, as well as celebrate the leaps in medical science that have made treating the infection much more manageable.

The head of the House President’s office, Antonis Koutalianos, who had earlier been heckled when he tried to speak to the protesters outside the House, suggested the demonstrators send a group of representatives to see the House President but they demanded that they all go to see him. This meant that a meeting was not possible. Eventually the situation calmed down and by noon all of the protesters had left the parliament area while their representatives met with party officials who all assured them that their problems would be raised at various committee meetings and that they would do whatever was in their power to make sure they didn’t lose their jobs. French oil and gas experts due in Cyprus TEN FRENCH companies dealing with the oil and gas industry are coming to Cyprus next week to meet with Cypriot companies and officials. The country, which holds the EU presidency called upon both sides “not to take actions that are not conducive to the immediate resumption of talks, or alter the situation on the ground in a way which is not compatible with the goal of achieving a two state solution”. Cyprus also expressed hope that the vote, which coincided with the observance of the International Day of Solidarity with the Palestinian People, could serve as “the launching pad for a reinvigorated Middle East Peace Process”. Despite US and Israel opposition to the resolution, as well as threats to the Palestinian Authority of turning off the money taps, more than a dozen EU member states have expressed their support to Palestinian President Mahmoud Abbas, including France, Spain and Greece. The Czechs said they would vote against, while Britain, Germany, and the Netherlands contemplated before the vote abstaining with Estonia and Lithuania. According to a diplomatic source, efforts were made “until the very last moment to forge a common EU position, but it was not meant to be”. Despite the split vote in the EU, it seems unlikely Cyprus’ stance will have any serious impact on IsraeliCyprus relations since the vast majority of UN member states were in favour of the upgraded status. Cyprus and Israel are currently discussing ways to enhance energy collaboration in the Eastern Mediterranean, with talk of sending Cypriot and Israeli natural gas from the waters between the two countries to Limassol for liquefaction and connecting Europe and Israel with electricity supply lines.
‘The real problem is that Cyprus is dreadfully boring’
By Stefanos Evripidou CYPRUS JOINED a host of EU countries in voicing its support to the Palestinian bid for achieving the status of Non-Member Observer State at the United Nations yesterday. Just hours before the crucial vote at the UN General Assembly, the foreign ministry released a statement saying Cyprus would vote in favour of the draft resolution seeking implicit recognition as a sovereign state. The Palestinians attempted to gain full UN membership last year but were thwarted by the US which holds a veto in the UN Security Council. While falling short of full membership, the upgraded status would allow them access to the international criminal court, a serious concern to Israel which fears the prospect of facing charges of war crimes or crimes against humanity.
PRINCIPLES The Palestinian Ambassador to Cyprus Walid Hasan said yesterday he had been informed by President Demetris Christofias and Foreign Minister Erato Kozakou Marcoullis that Cyprus would vote in favour of the resolution. He noted that only 98 votes in favour were needed in the General Assembly, though they expected to get between 130 and 150. A Cyprus foreign ministry statement said: “This decision is in line with our longstanding principled position on the Palestinian issue...It is also consistent with the call of the international community, including the European Union, for a negotiated solution that would allow Palestinians and Israelis to live side by side, in two states, in peace and security.” It added: “Cyprus calls, once again, for the urgent resumption of meaningful, direct and result oriented negotiations between the parties.” In a nod to new strategic

The aim should be again to shift the focus off Greece - not necessarily on to Britain but to a broader, more international, outlook. “This might be done by commissioning a firm in England, if necessary, to print weekly comics with Greek and English captions using adventure stories and the exploits of explorers etc, as material.” But the director of information services, LG Durrell, said the idea would not appeal commercially to publishers and that the real problem was that Cyprus is “dreadfully boring”. He wrote: “Nicosia (the capital) is a dreadfully boring town to live in with its glaring lack of amenities.” Durrell said the lack of a good library, a public swimming pool or a polytechnic college where young people could take courses left children bored and so driven to disturbance. He went on: “Apart from stadium football matches there seemed to be nothing to do and nothing to look forward to. “To sum up: as a shortterm propaganda device such an idea might prove effective. But it will not touch the heart of the unrest which is rooted in boredom and for which Enosis provides something exciting to think about.” John Reddaway, another colonial official, proposed an essay competition to counter EOKA’s challenge for schoolchildren on “Why I Want Enosis”. In a letter to a Mr Papadopoulos, he wrote: “The enemy thought it was worthwhile to run an essay competition for schoolchildren on ‘Why I want Enosis’. Would it be too crude if we were to take a leaf out of their book and offer a really handsome prize for essays on ‘Why I don’t want Enosis’, suitable
precautions being taken to preserve the anonymity of the authors?” Mr Papadapoulous said the idea was “frivolous” but recommended an alternative essay - “The Advantages of Self-Government”. Mr Papadapoulous wrote: “I do not think we can get away with this one without being made to look somewhat frivolous. The noise that is bound to be created over the idea on all sides will be considerable and I can see us being attacked for employing tactics unbecoming a responsible, seriouslyminded government.” Various other pamphlets and propaganda releases in the documents showed how British officials tried to influence parents to give up their children if they were petrol bombing. Detective Sergeant G Whitcomb wrote to the Assistant Commissioner of Police, RG Lock, saying: “Past experience has shown that when caught and taken home, the parents cannot be convinced that it is THEIR son, it is always someone else’s son but never their own.” He recommended an appeal to be broadcast in cinemas. It said: “AN APPEAL TO PARENTS. “Throwing, carrying or making petrol bombs is a serious offence for which the death penalty can be imposed. It is known that the boys of Varosha have been actively engaged in this type of senseless activity. “As the senior police official responsible for the safety of everyone in this area, I make this special appeal to all parents to take a greater interest in the movements of their sons to ensure that he is not involved in any way. “By doing so you will be doing a great public service by helping to restore order and a quicker return to happier times.” Cyprus attained independence from the UK in 1960. Home CYPRUS TODAY Cyprus lagging behind in the use of e-commerce technology CYPRIOT businesses are lagging behind in electronic commerce, though almost half provide their employees with mobile devices to get ‘online’, revealed a survey released by the Statistical Service yesterday. According to the annual survey on the use of information and communication technologies in business, only 8.4 per cent of businesses said they accepted orders through the internet, while 18.6 per cent placed orders online. The survey covered 1,431 businesses with ten or more employees. According to the survey’s results, 49.2 per cent of businesses provide their employees with portable devices (like smartphones or laptops), given almost entirely for the purposes of accessing work emails. Almost two thirds of businesses, 63.4 per cent, have a website, with the vast majority of those, 96.7 per cent, offering access to product catalogues and price lists. A large proportion of businesses, 84.6 per cent, use the internet to interact with public authorities while 30.3 per cent use the Finance Ministry’s Electronic Procurement Systems (e-Procurement).
Disabled slam cuts in benefits as wheelchair budget slashed THE CYPRUS Paraplegic Organisation (CPC) yesterday condemned proposed government cuts to benefits received by people with special needs. In a statement, the CPC said it believes that the government could make cuts to other services and organisations instead, keeping benefits for people with special needs intact. The government is planning to reduce the benefit for severely disabled and blind people by 9.0 per cent, reducing the total budget on assistance for buying a wheelchair from €2.7 million to €1 million and also reducing the budget for state sponsored holidays from €300,000 to €150,000. “During the economic crisis people with special needs and especially those with severe disability, face bigger problems due to their disabilities. The weight of these measures will affect people with special needs who are living on the poverty line even more,” said the statement.
Port grinds to a halt in two-hour strike in support of Pan European demo LIMASSOL port ground to a halt for two hours yesterday as workers staged a strike as part of Pan European industrial action called by the International Port Workers Council. “During the two-hour strike, Cyprus port workers are showing their support and understanding towards their Portuguese colleagues,” said Aristophanis Demosthenous, Central Organisational Secretary of PEO SEGDAMELIN in Limassol. “Unfortunately the Portuguese government is trying to pass a bill in parliament with a majority vote that will essentially end the industry,” he added. Cyprus’ other main union, SEK, which did not take part in the strike, said in a statement through their transport committee that they felt that striking would be detrimental to the economy. Although they are not against strikes for the right reasons, they felt that yesterday’s strike served other causes that did not help to improve Cyprus’ economy.

Skordelli: my family life is now in tatters Former TV presenter takes the stand in murder trial By Stefanos Evripidou FORMER TELEVISION presenter Elena Skordelli told the Nicosia Criminal Court yesterday that her family life has suffered terribly since her arrest following the murder of media boss Andis Hadjicostis nearly three years ago. Skordelli faces premeditated murder charges along with her brother Tasos Krasopoulis, the alleged masterminds, Gregoris Xenofontos, the alleged shooter, and Andreas Gregoriou, the alleged fixer, after Hadjicostis - CEO of family-controlled DIAS media group and Sigma TV – was shot dead outside his home in Nicosia on January 11, 2010. During questioning by her defence lawyer Michalakis Kyprianou, Skordelli focused on the impact her arrest has had on her family life. The former TV presenter highlighted that before her arrest, she lived a peaceful and quiet life with her husband and two children, now aged 23 and 18. Her children were much loved and grew up with morals and dignity, she said. After her arrest, the family experienced very difficult
times, with her children psychologically shattered by the stigma of her arrest. Skordelli told the court that just recently her eldest son spent 15 days in the intensive care unit of the Nicosia general hospital’s cardiology department for an ailment that she was not even aware of, after her family decided not to tell her. Her second child quit school at 15 after suffering harassment from classmates and teachers following her arrest, said the 43-year-old. “He did not want to go to school, and quit. He was only 15 years old then. They would not leave us alone. Every day they wrote about us and the children would get upset,” said the accused. The straw that broke the camel’s back was an article in the school paper ‘Dasoupolitis’ which presented her as a monster, she claimed. The paper was published as a supplement in the daily Phileleftheros. “After that my son did not want to go to school,” she said. Skordelli pointed out that she has yet to receive an apology from the popular daily for publishing the article. The National Guard gave

They had their games and pocket-money. They helped us in our work and were paid normally. We would sit at a table, discuss and exchange views... My children are very upset after my arrest. I cannot talk to them from prison like I could from home,” she said.
Skordelli will continue her testimony in the ongoing murder trial today. Previously, during her brother’s testimony, her lawyer told the court that his client was being pressured in custody with the intention of breaking her emotionally before her testimony. Kyprianou said that from the moment Krasopoulis took the stand, Skordelli was being handcuffed during her transportation from the prison yard to her cell.
Police issue warning after spate of scams By Peter Stevenson POLICE are warning people to be extremely careful of con artists after a spate of scams this past month across the island. In Limassol a 67-year-old man was the target of pickpockets on Wednesday. The man was walking along Ayios Athanasios Avenue in Limassol when he was approached by a black car. Inside the car were two men, two women and a child, who asked the man if he could direct them to the hospital. After explaining to them how to get there, one of the women got out of the car, crying and told him that she wanted to thank him for his help. She placed a chain around his neck
and the second woman, who also got out of the car, gave him an antique bronze statue. They returned to the car and drove away. The man then realised he had had his own gold chain, worth €500 taken from around his neck. According to the man’s description, one woman was around 40 years old, 1.60 metres in height with brown shoulder length hair and was wearing a long white skirt and a long-sleeved shirt. The second woman was around 30 to 35 years old, also 1.60 in height, dark skinned with blond hair. The male passenger was described as tall, dark skinned with short black hair. In another case, a 29-year-old conartist struck in Larnaca, scamming the amounts of €210, €210, €140 and €260 from four different people. He promised them

jobs at Larnaca Airport and Larnaca Port and once he had gotten the money disappeared and no longer answered his phone. In another case in Larnaca, two supermarket owners claim to have been duped out of €982 worth of goods by a 40-yearold con man during the first half of November. The man claimed to be a builder and said he would pay the supermarket owners back at a later date, something he failed to do. Police are calling on the public to be vigilant and if they are approached by people matching these descriptions not to trust them. In case they see anybody matching these descriptions they should call the Citizen’s Helpline on 1460 or emergency services on 112 or 199.

An uphill struggle before aid arrives maybe in January Shiarly briefs House Finance Committee By George Psyllides CYPRUS could receive the first tranche of a bailout by the end of January, Finance Minister Vassos Shiarly said yesterday, provided that an agreement is struck with eurozone members by midDecember. It could be an uphill struggle for Cyprus however, as some countries may raise demands. After agreement at the Eurogroup, the deal would have to be approved by individual eurozone member-states. “The procedure at Eurogroup level is not easy and it will be even more difficult in some parliaments of eurozone members which have certain impressions about Cyprus that we need to dispel,” Shiarly told the House Finance Committee. “There are countries, which will have demands.” Cyprus and international lenders last week struck a preliminary agreement on the terms of a bailout programme but can only be finalised once the interim results of the duediligence into the banks’ loan portfolios are known. The due diligence results are expected in early December. Shiarly avoided speculating on the figure that would be needed for the banks. “Many figures have been speculated, from €5 billion to €15 billion. Let’s wait for the assessment, and even then, that could change,” he said, citing the example of Spain, where recapitalisation assessments have moved significantly lower. The minister warned MPs that the coming weeks would be hard, and appealed for everyone’s cooperation. “We all have to work together as a group for the good of the
country,” he said. To make it easier, Shiarly told MPs, some bills would need to be approved before the Eurogroup. The minister said he expected a first discussion on Cyprus to be held on December 3 with another one scheduled around 10 days later. The entire process, including discussion at national parliaments, is expected to take around six weeks, MPs heard. The minister said he expected the first tranche of the assistance to be released towards the end of January but did not rule out it being later than that. The four-year programme under negotiation with the ‘troika’ of international lenders envisages heavy spending cuts and targets a primary budget surplus - the balance before deducting debt financing costs - of 4.0 per cent of gross domestic product (GDP) by 2016.
INTEREST RATE A finance ministry document submitted to parliament calls for a 6.5 to 12.5 per cent cut in public sector salaries, a twoyear increase in the retirement age for the public sector, an incremental reduction in the public sector workforce by at least 5,000 by 2016 and a suspension of wage indexation. Shiarly said authorities were discussing an interest rate of 2.5 per cent with lenders, which he described as “very good” under the circumstances. The government is now heavily reliant on short-term borrowing. It paid 5.0 per cent in a private placement for €240 million in 30-day bills last month, and the equivalent for 13-week treasury bills worth €151.6 million maturing in January.
Shiarly also informed MPs that the island’s gas reserves could generate income (as collateral) no earlier than late 2013. “At this stage, there is no possibility of drawing funds from the exploitation of hydrocarbon reserves,” Shiarly said. “For the time being, this is purely theoretical, and will only become feasible once the reserves are proved following the completion of appraisal drilling,” he added. Asked about the reported dispute with the troika on the management of gas revenues, the finance minister said the disagreement had more to do with “semantics than with issues of substance.” He said the troika has agreed to the government’s proposal that part of the revenues would be diverted to investing in infrastructures, such as an LNG terminal. Central Bank Governor Panicos Demetriades suggested Cyprus got the best deal under the circumstances. “It is my conviction that faithful implementation of this agreement constitutes a strong base for the gradual reversal of the negative developments in the Cypriot economy in recent years,” Demetriades told MPs. “Our primary objective is to fully restore the credibility of the financial sector, thus strengthening stability, which will set the foundations for the recovery of the real economy.” Shiarly yesterday presented the state budget, which does not incorporate all the measures expected to be put in place as part of the bailout. Finance Committee chairman, DIKO MP, Nicolas Papadopoulos, said the final text could be changed but the aim was to vote on it by December 20.
Limassol buses to go on strike DRIVERS of the Limassol bus company EMEL have called an indefinite strike starting today over their employer’s failure to pay their wages in full. The company, which is in the red, yesterday proposed that it pay 50 per cent of salaries to people employed on a weekly basis, and 60 per cent to those employed on a monthly basis. Unions rejected the offer, and drivers will be going on an indefinite strike beginning today. In mid-September, Limassol bus drivers called off a 24hour strike at the last minute when EMEL agreed to pay up salaries owed to 110 drivers. Also in September, parliament passed a supplementary budget of €21 million for public transport after government cash for this year ran out.

Home Hellenic Bank bucks losing trend with small profit Banking By George Psyllides HELLENIC Bank, the island’s third-biggest lender has bucked the trend, posting a nine-month net profit of €219,000 despite a 27 per cent rise in provisions for non-performing loans. Hellenic said it recorded a 49 per cent rise in net revenues, to around €248 million while managing to cut expenses by 7 per cent – €119 million. The lender, the least exposed to Greece from the Cypriot banks, said provisions for impairment of loans rose 27 per cent to €128.6 million. Excluding the cost of impairment of the Greek government bonds, the profit of the group before
provisions amounts to €136.6 million, recording an increase of 46 per cent compared to the corresponding period last year. But Hellenic said provisions for non-performing loans were lower for Greece, helping the bank cut its loss by around €6 million. “Despite the ongoing financial crisis and its negative impact on the real economy and consequently on the quality of the loan portfolio of the branch network in Greece, the loss before taxation was €63.2 million compared to a loss of €69.6 million for September 2011,” the lender said. “The decrease of the loss is mainly due to a decrease in provisions for impairment of loans and advances.”
On Wednesday, the Popular Bank, Cyprus’ second-biggest, posted a net loss of €1.09 billion on higher provisions as the Bank of Cyprus (BoC) also posted a loss of €211 million for the same reason. Both banks are heavily exposed to Greece and have sought state assistance. Popular was nationalised earlier this year after seeking €1.8 billion from the state to replenish its battered capital. BoC is also in the process of receiving state assistance. “Based on the Group’s capital position as of 30 September 2012, the capital deficit as defined by the European Banking Authority is estimated at €722 million,” BoC said.
Popular Bank had chance to offload its Greek bonds Vgenopoulos, shares the responsibility for their purchase, report finds FORMER CEO of Popular Bank Efthymios Bouloutas primarily, but also former chairman of the board Andreas Vgenopoulos, share responsibility for the purchase of Greek government bonds that went sour with the subsequent Greek haircut, an internal audit by the bank has found. The confidential memo, which the Cyprus Mail has seen, is dated May 22, 2012 and titled “Internal Audit report on the purchase of Greek Government Bonds.” It was compiled as a response to an inquiry made by the Central Bank on 29 February. It points out that “many factors have contributed to the problem. It is not just the high-risk appetite.” But it goes on to list the individuals “whose role was instrumental to our losses”. According to the memo’s author, internal auditor Costas Constantinou, the “highest degree of responsibility” for the purchase of Greek government bonds (GGB) lies with Bouloutas. The former CEO is said to have been directly involved “during the acquisition phase,” giving “direct personal instructions to the Greece Treasury staff in April and May 2009 to buy bonds,” and that he was in “direct negotiation with Goldman Sachs for the purchase of €1 billion bond (sic).” The report notes that Bouloutas’ “subsequent handling of the issue was disastrous; he consistently rejected the idea of cutting our losses when this was really possible. He advocated to the end that we shall avoid the bulk of the losses because of the short-term nature of our holdings.” Regarding a warning issued by the Central Bank of Cyprus against the pur-
The bank’s internal report lists the individuals ‘whose role was instrumental to our losses’, it says chase of Greek bonds, and the subsequent response by Popular, the memo says Bouloutas “failed to inform the BoD [board of directors] accordingly. “However, I do not think that he did this intentionally in this particular case,” the report goes on to say, “because this was the normal way for him to deal with the BoD.” The memo notes that “on the other hand, the BoD and Group Audit Committee members were aware of our holdings and the related losses because of detailed presentations made to them by the External Auditors during the deliberations for the approval of the 2009 results.” On Vgenopoulos, then executive vice chairman (and later chairman), the report says he “influenced all the decisions, or the non-making of any decision either directly (he spoke to the Cyprus Treasurer and asked her to expedite the pur-
chases of HGP [High Grade Portfolio]) or indirectly by not guiding/coordinating the deliberations of the BoD effectively. “In fact,” the memo continues, “we had our chances to liquidate most of our GGBs portfolio either late in 2009 (the markets recovered) or early in 2010, particularly during the BoD deliberations for the approval of the 2009 results.” And the memo finds fault with Demetris Spanodemos, the bank’s Chief Risk Officer, for “continuously underestimating the risk” and for never making “any recommendation to cut our losses by liquidating part of our holdings. “Had he made a strong recommendation for partial sale of the holdings, even at the time we got the Central Bank letter, today things would have been entirely different. Instead, he played down the associated risks relying on his convictions based on the first ‘mnimo-
nio’ [memorandum], i.e. that after getting €130 billion Greece would honour its obligations.” The leaked memo comes out just a day after Sigma TV aired an interview with Vgenopoulos. Following the publication by online media of a summary of the report yesterday, Vgenopoulos issued a statement threatening to sue the author and the bank for slander. The Greek banker called the memo “self-contradictory,” pointing out in particular that it states that external auditors were aware of the bond losses in 2009. “The only thing the report succeeds in confirming is what I said during my interview, namely, that no commissions were ever paid for the purchase of bonds at Popular,” the statement said. Vgenopoulos went on to ask why the internal auditor never contacted either him or Bouloutas, and wondered why the auditor did not raise
these questions during the time in question. In his interview with Sigma broadcast on Wednesday night, the financier insisted everything was done by the book during his tenure at Popular. He hit out at the former governor of the Central Bank Athanasios Orphanides, rejecting the latter’s claims that he had sounded the alarm about the purchase of Greek government bonds. Vgnenopoulos went on to accuse Orphanides of staging a “coup” by shackling him and not allowing him to deal with the Greek debt crisis that broke out later. Bouloutas resigned in early December 2011, with Christos Stylianides taking over as CEO. Vgenopoulos had stepped down as non-executive chairman in November of the same year, citing a potential conflict of interest as a major shareholder in attempts to boost capital levels of the bank.
consultants rubbish deputy’s allegation By Poly Pantelides A RESTRUCTURING firm auditing Cyprus’ two major banks yesterday set the record straight on a rumour spread by a deputy for main opposition party DISY, which was picked up by the press. The Central Bank in August hired the professional services and restructuring firm Alvarez & Marsal (A&M) to look into the Bank of Cyprus and the Popular Bank, which have asked for state aid. “Recently, it has been mistakenly reported in news outlets and other means that one of our employees, Spyros Martsekis, based outside of Cyprus, has participated [in the investigation],” A&M said. The media were reporting on an allegation made by DISY MP Kyriacos Hadjiyiannis. Hadjiyiannis was among the lawmakers in parliament this week making allegations and demanding to be given names of people who may have received preferential treatment in securing loans. During the intense meeting of the institutions committee on Tuesday, Hadjiyiannis asked whether if a rumour was true that a member of the team auditing the banks’ loan portfolio had worked as an advisor in various bank administrations. “Prior to joining A&M, Mr Martsekis was affiliated with KPMG where he was part of its corporate finance practice. The allegation that Mr Martsekis participated in matters related to the Cypriot banking system while employed by A&M is in error,” the announcement said. Hadjiyiannis refused to comment yesterday. The investigation “is being undertaken by a discreet A&M team sworn to confidentiality, and without disclosure to any other persons outside this group other than the Central Bank. Mr. Martsekis is not, nor has he ever been, a part of this professional service group,” A&M said. Martsekis currently consults companies in the Balkans and does not offer services to financial institutions, regulators and/or EU member states, A&M said. In addition to A&M, investing company Pimco is doing an asset quality review of Cypriot banks and co-operative banks. The Attorney-general Petros Clerides said yesterday that once investigations were concluded, he would decide whether there were any grounds to prosecute bank executives, board members and politicians receiving preferential treatment. If sound suspicions arise, “then yes, the police will be instructed to proceed with statements with the prospect to prosecute those involved in possible crimes,” Clerides said.

Cameron rejects press law after hacking scandal Coalition divided over media legislation By Michael Holden and Kate Holton PRIME Minister David Cameron rejected the idea of a law to regulate the British press yesterday, risking a split in his coalition after an inquiry proposed a watchdog with legal backing to regulate the sometimes outrageous behaviour of the newspapers. Opposing a legal foundation to an independent regulator will delight the British press ahead of the 2015 election but may raise concern inside the coalition that Cameron lacks the mettle to stand up to media barons such as Rupert Murdoch. Cameron said he was wary of writing press regulation into law, a snub to the inquiry he ordered after public outrage at revelations that one of Murdoch’s tabloids hacked the phone messages of a 13year-old murder victim. “The issue of principle is that for the first time we would have crossed the rubicon of writing elements of press regulation into the law of the land,” Cameron told parliament, watched from the gallery by victims of phone-hacking who have campaigned for tougher rules to police Britain’s recalcitrant media. “I’m not convinced at this stage that statute is neces-
sary,” Cameron said, just hours after Lord Justice Brian Leveson reported on his inquiry which laid bare the cosy ties between British leaders, police chiefs and press barons. Presenting his nearly 2,000page report opposite the House of Commons, Leveson said he had no intention of undermining three centuries of press freedom but that the press had at times “wreaked havoc with the lives of innocent people” and was sometimes guilty of “outrageous” behaviour.
LAW ‘ESSENTIAL’ Leveson said it was “essential” there should be legislation to underpin a new independent, self-regulatory body for the press that would be scrutinised by the broadcast regulator Ofcom and have the power to impose fines of up to 1 per cent of turnover up to a maximum of £1 million. “The ball moves back into the politicians’ court: they must now decide who guards the guardians,” Leveson said. The behaviour of Britain’s tabloid press has come under increasing scrutiny in recent years. While British newspapers were unwilling to report on King Edward VII’s affair with American divorcee
Wallis Simpson in the 1930s, their conduct has since become much less restrained in the battle for readers. As competition intensified, open season was declared on the private lives of the royal family, culminating in feverish coverage of Princess Diana, hounded by paparazzi as her marriage to Prince Charles collapsed. At one point in the early 1990s, a government minister warned the tabloid press that they were “drinking in the last chance saloon”. A subsequent inquiry led to the setting up the Press Complaints Commission, a self-regulating watchdog now deemed to have failed. While Cameron rejected immediate legislation, the leader of the opposition Labour Party said he supported Leveson’s proposals as did Cameron’s coalition partner, Deputy Prime Minister Nick Clegg. “There can be no more last chance saloons,” said Labour leader Ed Miliband. In a sign of a split at the very heart of government, Clegg said legislation was the only real way to establish a new self-regulatory body for the press. “Changing the law is the only way to give us all the assurance that the new regulator isn’t just independent for a few months
LEVESON PROBE KEY FINDINGS, RECOMMENDATIONS * The Leveson report states there has been a recklessness in prioritising sensational stories in the industry. * It points to evidence that journalists have targeted actors, footballers, writers, pop stars in a way that affected them and their families negatively, “whether or not there is a true public interest in knowing how they spend their lives”. * It describes a willingness in the industry to use covert surveillance, misrepresentation and deception in circumstances where it is difficult to see any public interest justification. * The existing watchdog, the Press Complaints Commission (PCC) has failed and a new body is required. * The report rejects a proposal from some newspapers for a more robust version of the PCC. Instead, it should be replaced by an independent self-regulatory body whose chairman and board members must be appointed in a transparent way, without any influence from industry or government. * Legislation is essential to underpin the new body. The report stresses it is not proposing statutory regulation of the press. * The proposed legislation would not give any rights to parliament, to government, or any other body to prevent newspapers from publishing anything they wanted. * The report states there is evidence
that, over the last 30-35 years and longer, political parties have had or developed too close a relationship with the press in a way which has not been in the public interest. * It cites a bid by Murdoch’s News Corp to increase its holding in satellite broadcaster BSkyB as an example - including the role of Jeremy Hunt, who as the government’s then Culture Secretary reviewed the bid that failed last year, his Special Adviser Adam Smith and News Corp’s professional lobbyist Frédéric Michel: “I have concluded that there is no credible evidence of actual bias on the part of Mr Hunt. However, the voluminous exchanges between Mr Michel and Mr Smith, in the circumstances, give rise to a perception of bias. The fact that they were conducted informally, and off the departmental record, are an additional cause for concern.” * Police failed to investigate adequately allegations of phone-hacking, adopting a “defensive mindset” which led to making “a series of poor decisions, poorly executed”. * The report says it is important for the government to find a way of ensuring there is a mechanism for protecting media plurality. * It states there are few existing mechanisms to protect plurality and no current option for the government or regulators to step in to protect plurality if it is threatened by organic change in the market.

Victims of phone hacking say the raucous media has been given no less than seven chances to reform in the last 70 years. Leveson heard evidence from a host of celebrities including Harry Potter author JK Rowling, singer Charlotte Church and ordinary people who told the inquiry how they had been harassed, bullied, and traumatised by the press. Hacked Off, an organisation set up to represent victims of press abuse, said it welcomed the Leveson rec-
ommendations and called for a deadline for implementing the judge’s proposals. “The inquiry is over. Now is the time for action,” it said. But many within Cameron’s own party, including senior ministers, and the majority of the press have said they are adamantly opposed to any form of legislation as they see it as an erosion of press freedom. Lord Black, currently the head of the body which funds the current discredited, self-regulatory system, said there was no need to subject the new body to a statutory regime.
THE government is considering exempting industrial users from extra costs arising from landmark energy reforms announced yesterday, while consumers face higher bills as the country replaces ageing capacity with low-carbon power. The Energy Bill, introduced to parliament yesterday, aims to ensure the EU’s secondlargest economy can keep the lights on and diversify its energy mix in view of legally binding carbon targets. “We propose nothing less than the biggest transformation of Britain’s electricity market since privatisation (in the 1990s),” Edward Davey, Secretary of State for Energy and Climate Change, told parliament. While energy-intensive industries could be spared much of the extra costs arising from reforms to reduce carbon emissions in Britain’s energy industry, consumers will have to pay around £75 more a year by 2020 to fund technologies such as wind farms, nuclear power stations and carbon capture, the energy ministry said. Household energy bills are estimated to rise 5-9 per cent less between 2016-30 than if no changes were made, delivering a net benefit of £1.3-£7.4 billion up to 2030, it added. Demand for power is expected to rise by 30 to 100 per cent by 2050, by which time Britain aims to slash its greenhouse gas emissions by 80 per cent.

Europe EUROPE TODAY Pussy Riot video banned A RUSSIAN court ruled yesterday that video footage of the Pussy Riot punk group protesting against President Vladimir Putin in a church was “extremist” and said it should be removed from websites. The Moscow court said it had based its ruling on conclusions by a panel of experts who studied the footage, showing band members in colourful mini-skirts and ski masks dancing in front of the alter of Moscow’s main Russian Orthodox cathedral. Judge Marina Musimovich said the video “has elements of extremism, in particular there are words and actions which humiliate various social groups based on their religion”. Two of the band members, Maria Alyokhina and Nadezhda Tolokonnikova, are serving a two-year jail sentence over the performance last February. A third member, Yekaterina Samutsevich, had her sentence suspended on appeal. The protest angered many Russian Orthodox Christians but Putin has been criticised by US and European leaders over sentences they regard as disproportionate.
EU, Japan to seek trade deal EU trade ministers overcame resistance from the car industry yesterday and agreed to start negotiations to create a freetrade pact with Japan, Europe’s most ambitious step so far in a strategy to tie up deals with the world’s biggest economies. Agreement was reached only after France and Italy secured safeguards for carmakers that are already cutting jobs because of falling demand at home and worry a deal could lead to greater Japanese imports and damage the industry. New rules, which come into effect on January 1, will allow Hainan police to board and seize control of foreign ships which “illegally enter” Chinese waters and order them to change course or stop sailing, the official China Daily reported. “If foreign ships or crew members violate regulations, Hainan police have the right to take over the ships or their communication systems, under the revised regulations,” it added. The Philippines, which also has claims to parts of the South China Sea, said the move could violate international maritime laws allowing the right of passage and accused Beijing of trying to escalate tension in the area.

Activists said at least 50 people had been injured and 23 were in hospital, some suffering burns after incendiary devices were hurled into their camps by police. Media described the devices as “phosphorous bombs”. After decades of oppression, the Monywa mine has become a test of Myanmar’s reforms as protesters explore newfound freedoms, including a relaxation of laws on protests since July. It also illustrates growing resentment towards Chinese companies that have expanded across the country in recent years. Witnesses said truckloads of police arrived at six camps near the mine in the Sagaing region in Myanmar’s northwest, where thousands
have demonstrated against a $1-billion expansion of the project and what they call the unlawful confiscation of more than 7,800 acres (3,160 hectares) of land. THE Bank of England stepped up pressure on commercial banks to shore up their capital yesterday, days after the government chose a leader of the global push for tighter banking regulation to head the central bank. The BoE’s Financial Policy Committee (FPC), which from next year will take charge of British bank regulation, urged the current regulator to reassess whether banks’ capital properly reflects the risk of loans going sour and future fines for misconduct. British banks may take an over-optimistic assessment of the risks facing them, it said. Banks’ true capital position was probably worse than relatively healthy official numbers imply, and this is hurting investor confidence, the BoE said. “Progress by banks in raising capital has slowed and investor confidence remains low,” the BoE said in its halfyearly Financial Stability Report. “Market concerns are likely to reflect in part uncertainty about bank capital adequacy.” The FPC has repeatedly urged British banks to raise capital levels, and November’s report marks a stepping up of these recommendations, despite a slight reduction in the risks facing the financial system due to an easing in eurozone tensions. “UK banks’ capital buffers, available to cushion losses and maintain the supply of credit following realisation of a stress scenario, are not as great as headline regulatory capital ratios imply,” it said. British bank shares trimmed gains after the Bank of England’s call, saying banks may not have enough in reserve to protect against problems ahead.
By Lucia Mutikani THE U.S. economy grew faster than initially thought in the third quarter as restocking by businesses provided a big boost, but consumer and business spending were revised lower in a sobering reminder of the recovery’s underlying weakness. Gross domestic product expanded at a 2.7 per cent annual rate, the Commerce Department said yesterday, as export growth also helped to offset the weakest consumer spending and first drop in business investment in more than a year. While the growth pace was much quicker than the 2 per cent rate the government estimated last month and the best since the fourth quarter of 2011, it was hardly a sign of strength as the lift from inventories will likely be lost in the fourth quarter. The economy is also bracing for deep cuts in government spending and tax increases early next year, known as the fiscal cliff, which could suck $600 billion from the economy and fuel a fresh recession. Economists polled by Reuters had expected GDP growth to be raised to a 2.8 per cent pace. “The bulk of the (GDP) rise is inventory adjustment,” said Omer Esiner, chief market analyst at Commonwealth Foreign Exchange in Washington.

for about 70 per cent of US economic activity, was lowered to a 1.4 per cent growth rate - the slowest since the second quarter of 2011, from the 2 per cent gain previously reported. Consumer spending increased at a 1.5 per cent rate in the second-quarter. Business spending was revised to show much deeper cutbacks, which have been blamed on the fears of a tightening in fiscal policy next year. Business investment fell at a revised 2.2 per cent rate instead of a 1.3 per cent decline. That was the first drop since the first quarter of 2011.

SPANISH airline Iberia’s ground and cabin crews will stage a series of strikes in December, disrupting the holiday travel season to protest against massive job cuts. The around-the-clock strikes will be held on December 14 and the five days from December 17 to December 21, union leaders said yesterday. Company officials and analysts warned the strikes would hit the image and finances of the loss-making airline. Iberia is, with British Airways, part of International Airlines Group (IAG), which said earlier this month it would axe about 4,500 jobs, or a quarter of Iberia’s workforce, and cut capacity in a bid to make it more competitive. Iberia has been a drag on IAG as it battles Spain’s economic crisis and labour disputes as well as tough competition from low-cost carriers and the country’s high-speed trains. Unions said the strikes would affect other airlines because Iberia workers handle baggage at many of Spain’s airports. Tourism represents 11 per cent of Spain’s economy and Iberia’s plans have divided the government over how much to intervene in the airline sector to protect jobs and key routes. “Spain cannot allow itself a strike in a strategic sector,” Public Works Minister Ana Pastor said on Tuesday. She said Iberia operates important short- and mid-range flights as well as strategic link-ups to Latin America. Iberia is Europe’s biggest carrier to Latin America. On Wednesday the European Commission approved restructuring plans at nationalised Spanish banks that will lead to thousands of job losses. IAG, formed last year by the merger of British Airways and Iberia, posted a 96 per cent fall in operating profit in the January-September period, pulled lower by losses at Iberia. Iberia Chief Executive Rafael Sanchez-Lozano warned a strike would cause insurmountable damage to the airline. “The strike at Iberia is like a hunger strike: If you’re successful, you’ll die,” he was quoted as saying yesterday in El Economista newspaper. Sanchez-Lozano said airlines are heading towards low-cost models and the sector needed to be as profitable as Irish budget carrier Ryanair, which has rivalled Iberia on its European routes from Madrid and Barcelona. Now government must deal with consequences of nepotistic practice A COUPLE of hundred men hired as casual labourers, on an hourly rate, by the government went on the rampage yesterday after they were informed that they would not be offered work in the future. First they invaded the foreign ministry demanding to see the minister and then they marched to the legislature where they pushed aside the police guard and entered demanding to be seen by the House president. About one thousand low-paid labourers, hired by the government on a seasonal basis for unskilled jobs, will be without work from tomorrow as they have fallen victim to the government’s cutbacks. They were protesting against the decision to terminate their employment and demanded that the government and the parties made every effort to ensure it was rescinded. The anger of the labourers was understandable even though breaking into the legislature and resorting to threatening behaviour was totally unacceptable - a step towards mob rule. Not surprisingly, deputies who spoke to them promised to look into their demand and try to help them. Not one deputy had the decency to tell them the truth – the state was cutting its spending and there was no provision in the budget for the employment of a thousand casual labourers. All would try to help, even though they did not say how they would do so; the objective was to get the labourers out of the legislature. This is what happens when the state acts as an employer of casual labourers. If government did things rationally, the jobs done by these labourers would have been contracted to private companies. Then again these labourers are given seasonal work by the political parties in exchange for their support. Regrettably, this is how the political parties keep their supporters under control, offering them favours and, when possible, government work. So now they have to deal with consequences of their nepotistic practice. It is ironic that these workers - the lowest paid of the public sector, enjoying none of the benefits of full-time public employees - will be the only casualties of the government spending cuts, while the fat cats of the public service would suffer just a small pay cut. The saving from not offering them work again would be a paltry €9 million a year, which could have been raised by cutting another half a per cent from the wages of top earners in the public service. We are sure none of the parties, which promised to try to help the labourers, would make such a suggestion. And neither would the government that likes to pose as the guardian angel of the workers, the well-paid and privileged workers, that is.

The good shepherd in turbulent times I
N GERMANY, election campaigns are supposed to be all about parties, policies and platforms, most definitely not personalities. Now that is about to change. Angela Merkel, at the peak of her political powers, is gearing up to run for a third term and what she hopes will be a place in the history books alongside towering postwar German leaders like Konrad Adenauer and Helmut Kohl. Next week, her conservative Christian Democratic Union (CDU) will informally kick off the campaign with a two-day congress in the northern city of Hanover that is shaping up as a very un-German affair -- a Merkel-centred love-fest similar in style and spectacle to a US presidential convention. Seven years into her chancellorship, a point when her predecessors Gerhard Schroeder and Kohl were struggling with poor poll ratings, the 58-year-old Lutheran pastor’s daughter from East Germany is as popular as ever. Two in three Germans say she is doing a good job, according to surveys, and many now applaud her handling of the eurozone crisis, where she has performed a stunning feat – keeping the single currency intact with one policy concession after another, yet still managing to be seen as a staunch defender of German interests. Criticised early on for her cautious leadership style, Merkel’s low-key approach is now hailed by many as positive in a time of turmoil. “The CDU’s main asset in this election is Frau Merkel,” said Environment Minister and party ally Peter Altmaier. “She enjoys a huge amount of trust. She has no rivals and is the most popular politician in the country.” A close aide to Merkel who will have a role in shaping her reelection strategy was even more clear: “Of course we will focus this campaign on the chancellor. We’d be stupid not to.” A heavy dose of adulation has been programmed into the congress in Hanover. Delegates have only one main task, a member of the CDU executive committee told German weekly Der Spiegel: “They are to give Angela Merkel a standing ovation of at least seven minutes after her speech.”
Analysis Noah Barkin Still, it would be wrong to assume total harmony within the party, even if that is the message Merkel and her allies are trying to send. Since taking power in 2005, the chancellor has pushed her party in an entirely new direction. Not all in the CDU are happy about that. After fighting for years against a minimum wage, the party now officially supports one. And after condemning the nuclear power phase-out introduced by Schroeder’s centre-left government, Merkel now says it did not go far or fast enough. Last year she shocked her party with her “Energiewende”, or energy revolution, that pushes Germany out of nuclear and into renewables at alarming speed. On social issues there is also grumbling. The CDU’s approach towards women used to be summed up with three simple words: “Kinder, Kueche, Kirche”, or children, kitchen, church. Now it is pushing for more childcare spots so that mothers can work and is debating the idea of imposing quotas on businesses to boost the number of women in top positions. “We need to watch out that in our search for two new voters, we don’t lose three old ones,” says Wolfgang Bosbach, a senior CDU lawmaker who has clashed with Merkel in recent years. Other controversial social issues, including a divisive debate about tax treatment of gay couples, are being swept under the table in Hanover in the name of unity. “The truth is that Merkel has no interest in seeing a big debate on the issues. This congress is supposed to show that the party is fully behind the chancellor and her government,” said Frank Decker, a political scientist at Bonn University. “The CDU is having to appeal to a broader base, to adapt to a changed reality in society, new family structures and a bigger role for women,” he added. “A traditional conservative, Christian party must find answers, it must debate these things. But Merkel is refusing to allow

Angela Merkel is gearing up to run for a third term this debate to happen, and that breeds resentment.” In modernising the CDU, Merkel has made it all but indistinguishable from the other big parties, the Social Democrats and Greens. By design or not, this has made the party even more dependent on Merkel for its identity. So far that has not been a problem. The CDU and its Bavarian sister party, the Christian Social Union (CSU), have a comfortable 10 point lead over the next biggest party, the SPD, 10 months before the federal vote. Still, it would be wrong to assume Merkel’s re-election is guaranteed. The eurozone crisis remains perhaps the biggest risk, as the domestic backlash against her latest aid deal for Greece showed this week. If Greece’s financial problems flare up again before the German election, she is bound to come under fire for cynically delaying a lasting solution to the country’s debt woes until after
the vote out of fears for her own political future. An economic slowdown at home could also weigh on her popularity. Hit by weakness in its trading partners, the German economy is expected to contract in the fourth quarter of 2012 and data yesterday showed unemployment rising for the eighth month in a row. Gero Neugebauer, a political scientist at Berlin’s Free University, puts Merkel’s chances of winning re-election next year at just 50-50 because the FDP’s slide has left her without a “Machtoption”, or hope of a majority with her current partner. Others see it differently. By moving ever closer to the SPD and Greens on policy, Merkel has given the CDU more coalition options, notes Josef Joffe, publisher-editor of German weekly Die Zeit. “She represents the ‘good shepherd’ in turbulent times. Somehow, people believe, she will get them through the mess safe and sound.”

Men with big beer bellies likely to have weaker bones MEN with excessive fat around their abdomen, commonly known as a “beer belly,” are at an elevated risk for heart disease and Type 2 diabetes, and now researchers are adding osteoporosis to the list of potential hazards. More than 37 million American men over age 20 are obese, according to the National Center for Health Statistics. While obesity is associated with a host of other health problems - hypertension, high cholesterol, asthma, sleep apnea and joint diseases - it has been widely accepted that overweight men were at a lower risk for bone loss. “Not true,” said Dr. Miriam Bredella, a radiologist at Massachusetts General Hospital and an associate professor of radiology at Harvard Medical School. “Everyone thinks of osteoporosis as a disease of women. Studies all focused on women, and men were always thought to be fine. We
specifically wanted to look at young men.” Bredella and her team of researchers evaluated 35 obese men with a mean age of 34 and a mean body mass index, a measure of body fat, of 36.5. The men were divided into two groups: one with mainly subcutaneous fat, which lies just beneath the skin and is spread all over the body, and the other with mostly visceral or intra-abdominal fat, located deep under the muscle tissue in the abdominal cavity. “What surprised us most was that men with visceral fat had significantly weaker bones than (the subcutaneous fat) group. These are men with the same degree of obesity and who were about the same age,” Bredella said.
Cloudy with a chance of flu NEW research suggests it may be possible to forecast flu outbreaks in much the same way meteorologists predict weather, a potential boon for public health officials and consumers, one of the study’s authors said. Using real-time US data gathered by Google Inc, along with a computer model showing how flu spreads, the researchers offered a system that could generate local forecasts of the severity and length of a particular flu outbreak. This kind of forecasting could improve preparation and management of annual flu outbreaks in the United States, said Irene Eckstrand of the National Institutes of
Health. Influenza kills 250,000 to 500,000 people each year around the globe; the US annual flu death toll is 35,000. If the forecasts are reasonably accurate, they could help public health officials target vaccines and anti-viral drugs to areas of greatest need, said study co-author Jeffrey Shaman of Columbia University’s Mailman School of Public Health.
AIDS fighting spirit flagging THE world has lost momentum in the fight against the AIDS epidemic, with millions of new people infected last year, the ONE foundation said in a report. The conclusion contrasts with a UN report last week, which found that an end to AIDS was in sight due to better access to drugs. But ONE says “the beginning of the end of the AIDS” remains out of reach, as the number of people newly infected each year still exceeds those who get treated for the first time. Global leaders last year committed to the “beginning of the end of AIDS” by 2015. Progress over the past decade has cut the death toll for the disease, mainly due to better access to drugs that can both treat and prevent the human immunodeficiency virus (HIV) which causes AIDS, the United Nations said in its annual report last week.
Smoking causes 270,000 cancers yearly in Europe
Simple formula can predict child obesity risk
IN EIGHT European and Scandinavian countries, 270,000 people are diagnosed every year with cancers caused by smoking, according to a European study. Smoking is known to be a major contributor to a variety of cancers, including lung, colon and bladder cancers, and understanding how great the burden of smoking is on cancer rates is important for developing prevention strategies, said Antonio Agudo, the lead author of the study. “These results tell us that (the) contribution of tobacco smoking to cancer is substantial, and that, in spite of substantial efforts put forward to reduce smoking in European countries, the overwhelming importance of cigarette smoking on cancer risk is still a public health concern, and a priority from the point of view of prevention,” said Agudo, a researcher at the Catalan Institute of Oncology in L’Hospitalet de Llobregat, Spain. He and his colleagues, as part of the European Prospective Investigation into Cancer and Nutrition (EPIC), gathered information on more than 440,000 residents of Denmark, France, Germany, Greece, Italy, the Netherlands, Norway, Spain, Sweden and the United Kingdom. The researchers, whose findings appeared in the Journal of Clinical Oncology, began tracking the participants between 1992 and 2000. None had been diagnosed with cancer. Over an average of 11 years of follow up, the team found that 14,563 people who were exposed to tobacco smoke developed a type of cancer considered to be fully or partly caused by tobacco exposure. This is equivalent to 270 diagnoses out of every 100,000 people. Current smokers were 2.6 times as like as those who
A SIMPLE assessment can predict at birth a baby’s likelihood of becoming obese during childhood, scientists said. The formula, available as an online calculator, estimates the child’s obesity risk based on its birth weight, the body mass index of the parents, the number of people in the household, the mother’s professional status and whether she smoked during pregnancy. Researchers who published a study of the test in the journal PLOS ONE say they hope it will be used to identify babies at high risk and help families take steps to stop them putting on too much weight before it’s too late. Childhood obesity is a leading cause of early type 2 diabetes, as well as various types of cardiovascular disease, and is becoming increasingly common in developed countries. According to data from the American Heart Association, almost 18 per cent of boys and almost 16 per cent of girls aged between two and 19 in the United States are obese. In England, 17 per cent of boys and 15 per cent of girls aged between two and 15 are obese, according to National Health Service (NHS) data. “Once a young child becomes obese, it’s difficult for them to lose weight - so prevention is the best strategy and it has to begin as early as possible,” said Philippe Froguel of Imperial College London, who led the study. “Unfortunately, public prevention campaigns have been rather ineffective at preventing obesity in school-age children. Teaching parents about the dangers of over-feeding and bad nutritional habits at a young age would be much more effective.” “This test takes very little time, it doesn’t require any lab tests and it doesn’t cost anything,” Froguel said. Statistics should add to efforts to curb the habit
Smokers were 2.6 times more likely than those who had never smoked to develop a tobacco-related cancer had never smoked to develop a tobacco-related cancer and ex-smokers had 1.5 times the risk. Nearly 4,500 people were diagnosed with colon or rectal cancer, about 3,000 with lung cancer and 1,850 with lower urinary tract cancer. Other types of tobacco-related cancers were less common but included stomach, cervix, mouth, kidney, pancreas and a form of leukaemia. Although each of these cancers has been associated with smoking, not all of the
cases were caused by it. The researchers calculated the “attributable fraction,” or the proportion of cancer cases likely blamed on cigarettes, and determined that, overall, 35 per cent were caused by smoking. For some types of cancers, such as lung and larynx, the vast majority - more than 80 per cent - were caused by smoking. A smaller proportion of others, such as kidney cancers at eight per cent and pancreatic cancers at 13 per cent, were caused by smoking.
Across the eight countries with data available on both men and women, about 1.5 million new cancer cases are diagnosed each year - half of them tobacco-related. Given the proportion of those attributable to smoking, the group calculated that 270,000 cancer cases each year in those countries are due to cigarettes - a number that Agudo said was “not far from our expectations.” Prabhat Jha, a professor at the University of Toronto who was not involved in the
study, said the findings are consistent with estimates of how many deaths are caused by smoking in Europe but said the numbers could be underestimates. He added that in wealthy countries, such as those in Europe and North American, the rates of smokingrelated cancers and deaths have declined substantially, while cancer rates in China and India are rising. Nevertheless, “This study should support greater EU efforts” to curb smoking, he added.

THE PLOT It’s 1930, and America is in the grip of Prohibition. The Bondurant brothers, timid Jack (Shia LaBeouf), toughas-nails Forrest (Tom Hardy), and psychotic Howard (Jason Clarke), are bootleggers, making ‘moonshine’ whisky which they sell to friends and neighbours – including the local sheriff – in Franklin County, Virginia. Their livelihood is threatened by the arrival of Charlie Rakes (Guy Pearce), a ‘special deputy’ from Chicago who has come to Virginia to stop those who violate the law of the land. What that means is that those who pay a fee are allowed to continue bootlegging while those who don’t are shut down, often by force. The Bondurants refuse to give in to Rakes, and their stubbornness instigates a war.

Jack is an unwilling hero; he’d prefer to roam the world on his own, freezing ponds and causing snow days – but the world’s children are threatened by Pitch (voice of Jude Law), a.k.a. It’s sparing with the cutesy stuff and more redolent of the sinister edge you might find in an old edition of the Grimm fairy tales. “For a family film it’s surprisingly dense with plot. That’s not to say it’s slow moving – quite the opposite. It squeezes in a quest for a purpose, a death, a child invading a fantasy world, an almost apocalypse and at least three big chase scenes. The only thing it doesn’t do – a near crime when Santa is right there – is make time for Christmas. For packing so much else in, that is forgiven. “It’s gorgeously designed, deftly written and frequently laugh-out-loud funny. The busy, 3D animation relies a bit too much on madcap flight sequences and vast, vaulted spaces, but the character design has real warmth, and the animation is frequently witty and sometimes mesmerising… “Rise of the Guardians depends on its bad guy, and also on its conflicted hero, Jack Frost (Chris Pine), who is recruited as a guardian, even though kids these days have no idea who he is. More than a mere nose-nipper, he is an exuberant trickster figure, a bringer of slips and slides, blizzards and snowball fights. Sling Blade (Novacinema2, 19.40) Is it Global Cutting Implements Day? Sharp-eyed viewers can cut to the chase (sorry) with a trio of films with blades in the title, starting with Edward Scissorhands at 17.50 then Machete [see below] at 21.00. In between is Sling Blade, a must-see even without the sharp-implements link - and I don’t care how cool you are, you haven’t lived till you’ve seen Billy Bob Thornton scrunching up his face and talking about “French-fried potaters” [sic] in this Oscar-winning drama, which BBT also wrote and directed. He’s simple-minded Karl, an amiable hulking figure who’s just come out of the “nervous hospital”, having been committed years before for murdering his mother
and her lover - but Karl is harmless now (or is he?) and befriends a young boy (Lucas Black) who takes him home to his rather dysfunctional household. The setting is a small Arkansas town, and the dark languid atmosphere is entirely magical. Some may stick the knife in by calling it slow-paced, but they can keep their cutting remarks to themselves. Made in 1996.

It sounds gross - and it is - yet it’s not offensive, partly because the film is so cartoonish; trouble is, it’s seldom very memorable after the first half-hour (the prologue is excellent), bogging down in tired plot - Machete framed and forced on the run after an assassination gone wrong - and repetitive violence. “I was ready for a lot of gore but it was all done in such a hilarious way that I hardly noticed how disgusting it was,” chuckles a man from Poland at the Internet Movie Database. “In fact, I was still laughing 5 minutes after I left the cinema”. THE Sundance Film Festival, the top US film festival for independent cinema, yesterday unveiled its lineup for 2013, with films centred on female characters dominating the American fiction film competition. The 113 feature length movies, including both narrative films and documentaries, cover a range of topics, but more than half of those chosen for the US dramatic competition focus on stories about women, including several about females exploring sexual relationships. That includes May In The Summer, director Cherien Dabis’s new film about a bride-to-be forced to reevaluate her life when she reunites with her family in Jordan that is one of 16 films in the US dramatic competition. It will kick off Sundance on January 17 as one of four first-night screenings that will comprise of one feature and one documentary from each of the US films and world cinema sections - movies made outside the United States. Overall, 4,044 feature films from around the world were submitted for the festival that is backed by Robert Redford’s Sundance Institute for filmmaking and is the premiere US event for movies made outside Hollywood’s major studios. BRITISH singer and Grammy darling Adele reached the 10 million sales mark in the United States yesterday with her heartbreak album 21 becoming the first by a British woman to reach the milestone, Nielsen SoundScan said. 21, released in February 2011, produced the hits Someone Like You and Rolling In The Deep and became the top-selling album of 2011. Earlier this year, Adele swept the Grammy Awards with six, including song, record and album of the year. 21 became the third album to cross 10 million in 2012, along with Linkin Park’s Hybrid Theory and Usher’s Confessions. But it is the only album to reach the milestone in less than two years in the last decade, Nielsen said. “What an incredible honour,” Adele said in a statement. “A huge, huge thank you to my American fans for embracing this record on such a massive level.” 21 will receive the diamond certification from the Recording Industry Association of America, marking its 10 million milestone, joining the ranks of albums by artists such as Michael Jackson, The Beatles and Madonna. “Adele’s unique talent is a gift to music fans, and her success is certainly cause for a celebration of Diamond magnitude,” Cary Sherman, RIAA’s chairman & CEO, said in a statement. Adele, 24, is enjoying the success of her latest single Skyfall, the official theme song for the James Bond film of the same name. It has sold more than 2 million copies worldwide. The singer also gave birth to her first child earlier this year. On the Billboard 200 chart this week, R&B star Rihanna scored her first No. 1 album with Unapologetic, selling 238,000 copies. She held off new entries from American Idol winner Phillip Phillips, who landed at No. 4 with his debut album The World From the Side of the Moon, and country-rock singer Kid Rock, who rounded out the top five with his latest album Rebel Soul.

lationships,” the festival’s programme director Trevor Groth said in an interview, noting it was a natural extension of an increase in female directors. “We have had some over the years that have been from a male gaze looking at sexual politics and sexual relationships, but this year we have got a wave of films doing that from a female perspective, which is intriguing and exciting.”
Those include Afternoon Delight, a dark comedy about a lost L.A. housewife who takes in a young stripper, Concussion, about a woman in a lesbian relationship who becomes a call girl, and The Lifeguard, about a reporter who quits her job in New York and moves back home to Connecticut. Stories from the male perspective include C.O.G., the first film adaptation of
comic writer David Sedaris. Adapted from a short story from Sedaris’ best-selling 1997 essay collection, Naked, Sedaris has co-written the screenplay about a cocky man travelling to Oregon to work on an apple farm. Overall, this year’s festival will feature movies from 32 countries and 51 first-time filmmakers. The festival begins on January 17, 2012 and runs through January 27.

The R&B singer and her husband are accused of defaulting
R&B star Mary J. Blige was hit with a lawsuit yesterday alleging the Grammy winner and her husband defaulted on a $2.2 million bank loan. According to court documents filed in New York State Supreme Court in Manhattan, Signature Bank is seeking to recoup the original loan plus $58,000 in interest. Blige, 41, who has sold more than 50 million albums worldwide, and her husband Martin Isaacs took out the loan in October 2011 and defaulted in July 2012, the suit alleges. The lawsuit is the latest financial headache for the New York City native. The Family Affair singer’s charity, The Mary J. Blige and Steve Stoute Foundation for the Advancement of Women Now Inc, was accused earlier in this year of mishandling funds and cheating scholarship students. Blige acknowledged the problems in a June interview.

The former Australia captain has scored 13,366 runs in 167 Tests - the second highest haul in the long history of the game - and stands behind only the great Don Bradman in the ranks of Australian batsmen. “A few hours ago I let the boys know of my decision to make this test my last,” Ponting, who turns 38 next month, told reporters. “It’s a decision I thought long and hard about. It was based on my output and my results in this series so far. It hasn’t been what I expect of myself and certainly not the level required of a batsman in the Australia team. “I’ve said all along that I would continue to play as long as I could continue to make a contribution to wins, and I think over the last couple of weeks my performance has not been good enough to do that. “I’ve given cricket my all, it’s been my life for 20 years, there’s not much more I can give.” Ponting, who stood down from the test captaincy last year and retired from one-
day cricket in February, has scored nought, four and 16 in his three innings so far in the series against South Africa. He stressed the decision had not been prompted by the selectors and said it was not hard to miss out on one final Ashes contest next year because he realised he was not good enough to get there. Ever the arch-competitor, Ponting said the time to look back over his career would come after the Perth match, which starts on Friday and where he will equal Steve Waugh’s Australian record of 168 tests. Victory for Australia would see them leapfrog South Africa to return to the top of the test rankings - a position they enjoyed for so long with the gritty Tasmanian in the team. “It’s a great opportunity. We’re going into what I believe to be almost a Grand Final,” Ponting said. “As I said to the boys this morning, I’m hungrier than ever and I want this win probably more than any other game I’ve played. “If we get back to the top of the tree, to the top of the world, there’s no better time for me to bow out.” Ponting made his test debut at the age of 20 against Sri Lanka at the WACA a week shy of 17 years ago, making 96 in his one innings as Australia won by an innings and 36 runs. “Ricky is always uncom-

FORMULA 1’s governing body the FIA believes world champion Sebastian Vettel committed no offence during the Brazilian Grand Prix. Ferrari had written to the FIA asking for clarification of whether the German’s overtake of Toro Rosso’s Jean-Eric Vergne was legitimate. Vettel could have faced a potential penalty that would have made Ferrari’s Fernando Alonso champion. However, 25-year-old Vettel’s third successive world title is set to stand. The situation was complicated because the track-side warning lights and flags and Vettel’s dashboard display appear to have contradicted each other. Vettel, the youngest ever three-time champion, pulled off the pass on lap four of the race before he reached a green flashing light indicating that the yellow caution zone - in which overtaking is not allowed - had ended. And his dashboard display showed the yellow-flag warning sign throughout. However, on-board videos of the incident appeared to show a marshal waving a green flag on the inside of the track. It has emerged that the incident was not investigated during the race because a green flag was being waved at a marshals’ post after Turn Three. Vettel only began his move after passing that flag. That means the move was viewed at the time as legitimate.

They have good one-twos and effective attacks. I look at them and think that’s a team that’s on the same page. But I want to beat them and I want to beat them at their best”.
LUIZ Felipe Scolari took over as the coach of 2014 World Cup hosts Brazil yesterday, returning for a second stint to lead his country’s bid to win a sixth world title on home soil in little more than 18 months’ time. The man known as Felipao (Big Phil), who led Brazil to their fifth and last World Cup win in 2002, was officially presented by the Brazilian Football Confederation (CBF) at a news conference, replacing Mano Menezes who was sacked last Friday. Carlos Alberto Parreira, who led Brazil to their fourth world title in 1994, was named as technical director as the CBF attempted to turn back the clock. Scolari, 64, said he was ready for the challenge of dealing with the pressure and expectation of his 190 million compatriots. “I feel more motivated, younger, I feel I’m capable,” he told the news conference. “We have the obligation to win the title; we are not favourites at the moment but we intend to become favourites during the competition. Third or fourth place is no good for a country that has won five World Cups.” The unveiling of Scolari and Parreira comes two days before the draw for the next year’s Confederations Cup, also to be hosted in Brazil, in Sao Paulo. Scolari’s first game in charge is scheduled to be a friendly away to England in February. Parreira has huge experience at World Cups, having led Brazil on a second occasion in 2006, Kuwait in 1982, United Arab Emirates in 1990, Saudi Arabia in 1998 and South Africa in 2010. Brazil’s vast and fickle army of supporters always expect them to win the World Cup and the pressure will be even greater as the country hosts the event. Their failure to win on home soil in 1950 still rankles and the members of that team were never wholly forgiven for losing the decisive match to Uruguay.

MANCHESTER City manager Roberto Mancini said he remained unimpressed with Mario Balotelli despite the Italian striker scoring his first Premier League goal of the season against Wigan Athletic on Wednesday. Balotelli, who has started just six out of 14 league games in this campaign, broke the deadlock on 69 minutes at the DW stadium as unbeaten City won 2-0 to stay a point behind leaders Manchester United.
The striker, who bagged 13 league goals last season to help fire City to the title, followed up to score at the second attempt after his first shot was blocked by Wigan keeper Ali-Al-Habsi, who had allowed him the chance after failing to hold Gareth Barry’s low strike. Mancini, though, opted not to dip into his bag of platitudes. “I think Mario can do better. He scored one important goal but can continue to improve,” he told reporters. “For me, he did not play very well.” Earlier this month Mancini said the striker, who scored two superb goals for
Italy in their Euro 2012 semi-final defeat of Germany, could become one of the best players in the world. “He could be like Cristiano Ronaldo or Lionel Messi if he worked harder in training.” Balotelli’s only other two goals for City this season came in the League Cup and Champions League. City’s win came at a cost with James Milner, who scored a fine second goal, picking up a hamstring injury. “I was happy for James but it was a second hamstring injury for him and I hope he’ll be back in 10 days,” Mancini said.

Benitez’s first two matches in charge of the European champions have now ended without a goal as they made it six league games without a victory against Fulham on Wednesday night. A team that looked champions elect under Roberto Di Matteo little over a month ago now appear incapable of scoring, never mind winning, and their title challenge is floundering by the game. But Benitez insisted Chelsea had the quality to overhaul Manchester United and Manchester City, who both won again. “Why can’t we?” Benitez said defiantly. He added: “It’s still a long way to go. We have to keep going. We’ll have chances. “Remember, last season when City were ahead and it was ‘easy’. “Then they needed to win their last game. Moyes bemoans penalty decision against Arsenal By Carl Markham EVERTON manager David Moyes was left to bemoan referee Mike Jones decision not to give them a penalty in the 1-1 draw at home to Arsenal. The Toffees had recovered from conceding a goal to Theo Walcott after just 52 seconds with Marouane Fellaini scoring his seventh Barclays Premier League goal of the season. And when Steven Pienaar went down under a challenge from former Everton midfielder Mikel Arteta in the second half Moyes was convinced Jones got it wrong in awarding only a corner. “It was a penalty. We played Arsenal, who are a really good team, but we also had very few decisions go for us,” he said. “Sometimes referee’s decisions change the games: in some games something might go in your favour but we were never going to get that.
“We got nothing whatsoever and anything we were going to get we had to earn on our own because we were not going to get a jot. “There was an incident when the ball got chipped into the box later on and he gave a push on Fellaini. “I’ve had a chance to see it and it was never anything like it. I found that one as mystifying as any really. “We found it a difficult night from that point if view but the players played really well throughout.” Arsenal manager Arsene Wenger was pleased to leave Goodison Park with a point despite his side dominating the last 10 league meetings, winning eight and drawing just two. “It was a game of big physical intensity, we had a good start and after that I felt Everton came back into it and their direct game was always a threat,” he said. “There are regrets on the goal we conceded but 1-1 is a fair result and it is a good point here.”

MANAGER Sir Alex Ferguson has predicted a long season ahead after Manchester United secured a nervy win over West Ham at Old Trafford on Wednesday night. Robin van Persie scored the only goal after just 33 seconds, his 14th of the season, which proved enough to keep the Red Devils ahead of Manchester City at the top of the Premier League. It was not pretty though and Carlton Cole could easily have snatched a point in the latter stages. “We got a great start,” said Ferguson. “You hope to go on from a start like that and some of our football was very good but we never quite finished them off. “We have played with the diamond quite a few times this season and done very well so I don’t think that is an excuse. “But we have got the three points and are still ahead in the league. “With Chelsea drawing it draws us away from them a little bit further. “But of course, City are on our tails so it is going to be a long season.” While not exactly unfortunate, with a little bit more composure West Ham could easily have gained a share of the spoils. But, as boss Sam Allardyce pointed out, in players like van Persie, United have extra class. “Manchester United have lots of players who will have good spells and can come up trumps when they need them to,” said Allardyce. “Robin van Persie is a quality player and we have largely kept him quiet. “But he will score 20 goals for Manchester United, maybe 30. In the end that is normally the difference. “What chances did Manchester United create? None really. We went right to the very end but couldn’t quite make it. “Whether they played to their potential or not doesn’t matter does it? They still won. They have a nasty habit of doing that.”

Messi, Ronaldo, Iniesta up for Ballon d’Or BARCELONA’S Lionel Messi and Andres Iniesta and Real Madrid’s Cristiano Ronaldo were named on the shortlist for FIFA’s Ballon d’Or award yesterday at a news conference in Brazil. Argentine Messi has won the award, formerly known as World Player of the Year, for the past three years and is favourite again after more goal-scoring exploits. Messi and the equally prolific Ronaldo often divide opinion over who is the superior player and this year has been no different as they appear to push each other to even greater heights on a
weekly basis. Ronaldo’s manager at Real Madrid, Jose Mourinho, recently said it would be a crime if his player did not win the Ballon d’Or for a second time, after comments from Barcelona’s coach Tito Vilanova describing Messi as the “greatest player in the world, by a long way”. “If Messi is the best on the planet, Ronaldo is the best in the universe. It would be a crime if Ronaldo did not win the Ballon d’Or,” Mourinho said in October, shortly after the Portugal international became the first player to score in six consecutive ‘Clasicos.’ Messi scored 50 goals in La Liga last
season, four more than Ronaldo, and has scored 82 in the calendar year so far, three short of the record of 85 by Gerd Mueller in 1972. However, 2008 winner Ronaldo was instrumental in Real Madrid’s Spanish league title last season and helping Portugal reach the semi-finals of the European championship. Iniesta is the only one of the three candidates to have won a World Cup as well as two European championships with Spain. Should Messi win the award in Zurich on January 7 he would become the first player to win it four times.

OTTENHAM Hotspur manager Andre VillasBoas admits the scintillating form of Gareth Bale may make it difficult for the Premier League club to hold on to their prize asset. The Wales winger was at his inspired best in the 2-1 victory over Liverpool at White Hart Lane on Wednesday night, a result that lifted the hosts into fifth place in the Premier League table. The 23-year-old set up Aaron Lennon for Tottenham’s first goal, galloping 50 yards and beating four players before teeing up his team-mate after seven minutes having already tested Liverpool goalkeeper Pepe Reina with a dangerous free kick. Reina then had no answer just after the quarter-hour mark when Bale’s expertly placed free kick took a small deflection off the wall to double his side’s advantage. Bale unwittingly let Liverpool back into the match on 72 minutes when Lennon’s goal-line clearance rebounded off his head into the net and he was also booked for diving, although it appeared Liverpool defender Daniel Agger did make contact with him. If we keep playing like that, we’ll climb up the table,” Rodgers said, adding that fans should not expect the club to solve all their problems in the next transfer window.”
