Geared up for high-risk game Fans asked to focus on football and not politics during match with Turkish team By Stefanos Evripidou
O
VER 400 police have been drafted for the “high-risk” Europa League football match in Nicosia tonight between Cypriot champions AEL Limassol and Turkey’s Fenerbahce with a massive effort being made by both teams and the police to ensure the focus is on football and not politics or violence. Police presence at the Ayios Dhometios checkpoint has been beefed up in anticipation of 1,150 Turkish Cypriot fans crossing to watch the match, while most of the pre-match public debate has focused on whether the Turkish flag or that of the breakaway regime would be allowed into the stadium. “This is a high-risk match, as we all know, demanding a serious and responsible approach from the police, which is what we’re taking,” said Nicosia police director Kypros Michaelides yesterday. He called on everybody to show the same sense of responsibility, “especially the AEL fans who will come to Nicosia to watch the match, but in general, everyone who will visit the stadium”. Michaelides said police began preparations long in advance, cooperating with both teams and their fan clubs, including Fenerbahce fan groups in the north. The police will take all measures, visible and non-visible, to ensure there is no trouble, said the Nicosia chief. “We will have around 410 to 420 police at various points in Nicosia, including at the checkpoints, mainly Ayios Dhometios, from where the
Fenerbahce fans will arrive from the occupied areas. “The cooperation that exists with the heads of the fan groups of AEL and Fenerbahce has been exemplary,” he said. The Turkish team sent the police a list of around 1,140 names of Turkish Cypriot fans who will cross by bus from the north three hours before the match which starts at 10.05pm. There will be a heavy police presence to escort them to the stadium. A small number, two to three, have been forbidden entry due to questions over their Turkish Cypriot origin. Around 70 people accompanying the Fenerbahce team arrived at Larnaca airport from Turkey via Rhodes yesterday. They were welcomed by a reception team carrying bouquets and a delegation of the AEL board. They were taken by bus to their Nicosia hotel under police escort. Michaelides warned that Turkish nationals, many of whom are likely fans of the Istanbul-based team, would not be allowed to cross from the north for the match. He referred to an existing law preventing third country nationals from crossing into the government-controlled areas if they reached the island through a non-legally recognised point of entry. The same law does not apply to EU citizens, however. Regarding the issue of flags, the Nicosia police chief said UEFA rules stipulate that fans can take into the stadium any flag of their country. “This will apply here too but in no way will flags of a nonrecognised state be allowed. Flags of the pseudostate will

Minister suggests moratorium on work permits for third country nationals By George Psyllides LABOUR Minister Sotiroulla Charalambous yesterday proposed a moratorium on work permits for third country nationals employed in certain sectors in a bid to tackle unemployment among Cypriots and other EU citizens. “It is a decision, which we view necessary under the current cir-
cumstances, with unemployment increasing and the availability of a satisfactory number of jobless capable local and community personnel to cover these needs,” Charalambous said after a meeting of the national employment committee. The moratorium concerns bread production, confectioners, wholesale trade, printers, cheese makers, the dairy industry and other – unspecified – sectors of the economy.
“From the moment there is this high rate of unemployment in these specific sectors … we think there must be a coordinated effort by all so these positions are covered by people who are registered as unemployed,” Charalambous said. However, the minister’s proposal was opposed by the employers’ organisations.

THE VICE president of the Cyprus Confederation of Organisations of the Disabled yesterday came out in support of opponents of the Radiomarathon’s perceived misrepresentation of people with disabilities as charity cases rather than as equal citizens seeking their rights. A Radiomarathon spokeswoman meanwhile defended the annual fundraiser, now in its 23rd year, against accusations that its donation model promoted a demeaning view of people with disabilities. The differing views came to light on Tuesday when members of the Organisation of the Blind staged protests and collected petition signatures in Nicosia and Limassol calling for the Radiomarathon to be axed as it played on people’s pity rather than working on their attitudes. The protest coincided with the close of the annual event, which collected €1.2 million over two days. The vice president of the Cyprus Confederation of Organisations of the Disabled, Dimitris Lambrianides yesterday supported the protests. “It bothers us to find out that in schools, even nurseries, teachers ask children to bring money to donate when the piggy-bank people come around. How can they learn the meaning of the word ‘love’ by simply giving money?” said Lambrianides, who also heads the Cyprus Paraplegics’ Association. He was referring to the Radiomarathon’s slogan ‘Only Love Can’. Lambrianides also said the money raised was a drop in the ocean, and not worth the humiliation piled on people with disabilities who simply
People with disabilities say they don’t want money, but to be treated with respect wanted society to treat them with dignity and respect. For instance, CyBC, the biggest sponsor and organiser of the Radiomarathon still doesn’t have disabled access at its entrance. On top of that police ignore illegal parking in spots reserved for people with impaired mobility, in addition to the constant parking on pavements, which restricts the movement of the disabled. The Paraplegics Association has even had to set up its own transport service to move people around because not all public buses can accommodate people in wheelchairs. The biggest charity event in Cyprus, Radiomarathon was set up in 1990 and has so far collected over €38 million. It is usually referred to as a charity for children with special needs. The island’s second biggest bank, Popular Bank is the other organiser. Radiomarathon appeals to people’s emotions to donate with a message of love. Representing the charity, Vasoula Zachariades said yester-
day that the Radiomarathon was not just for children with special needs. She said the charity had been very clear that it assists all children who need financial help due to physical, mental or financial circumstances. Most of the Radiomarathon budget – between October 2011 and August 2012 – went towards supporting children in a variety of ways, from supporting poor families to providing speech therapy or helping with medical treatment abroad, according to the charity’s breakdown, available on its website. The Radiomarathon committee decides which projects to fund in May, after organisations know what state grants are allocated to them. And 92 per cent of all donations go to people who need them, Zachariades said. Zachariades said that the charity worked alongside the state but often individuals needed specialised care going beyond what the state could provide. She said there were plenty of countries where the
private sector worked alongside the state and plenty of helpful charities in Cyprus, such as the Red Cross. But some groups representing persons with disabilities, in an effort to raise awareness of their situation to promote integration and equality in society rather than being seen as charity cases – including the paraplegics’ association and the association of the blind – said they had stopped all donation-driven events. The annual Walk for the Blind for example changed form in 2011 and no longer collects donations. Though the petitions launched on Tuesday to abolish Radiomarathon gathered only a few signatures, the head of the Organisation of the Blind, Christakis Nicolaides said they would continue to work towards creating a dignified presence for themselves. And Zachariades said she would continue helping people in her way because otherwise, she said, “what will I tell (See Editorial p11) them?”.
Nominations open for Paphos Heart of Gold By Bejay Browne THE nomination process for the annual Paphos Heart of Gold Awards is now open. The community-based award will be presented by the patron, the mayor of Paphos, Savvas Vergas, at an event to be held at the town hall on Friday December 7. There are two awards to be handed out, the Junior Heart of Gold for those under eighteen and the Heart of Gold Award for adults. The award is open to all residents of the Paphos district of all ages and nationalities and aims to recognise those individuals who are extra special in some way. In the past, nominees have shown tremendous courage and determination in the face of adversity, worked tirelessly
within the community or for charities, overcome tragedies with a smile or simply been a great help and support to neighbours and friends. Successful nominees will be presented with their solid gold handmade heart, made by Aphrodite jewellers, and certificate by Savvas Vergas, at an event to be held at the Town Hall. Members of the public are able to nominate deserving individuals in Paphos and a limited number of places will be available to the public for the ceremony in December. Previous award winners have included Dr Aristos Georghiou, who was nominated for his work as the medical manager of the Friends’ Hospice Paphos, Jasmitha Maharajasingh, who then aged 8, survived a brain tumour, the late Ismini Liasidou Saul for setting up and running
the Margarita Liasidou foundation, Lynn Addy, a dedicated fundraiser and Jordon Sideras, a plucky teenager. “The Paphos Heart of Gold Award is a chance to highlight the numerous amazing people who make up the local community of Paphos and who enrich it in so many ways,” a spokesperson for the award said. “This could be by their charity work, helping a neighbour or friend in need, or overcoming a tragedy with courage.” If you would like to nominate someone in Paphos, please send a short description of the person you’re nominating and the reasons for their nomination, along with your name and contact details to the email address below. The panel of judges, whose decision is final, will choose the recipients. paphosheartsofgold@mail.com

Home Arrest could help lead to car theft ring By Jacqueline Agathocleous AN 18-YEAR-OLD Nicosia resident was arrested on Tuesday night after attempting to cross to the occupied areas in what police said was a car reported stolen. Police now believe they have started to uncover a ring of car thieves. According to police, the 18-year-old foreign man was stopped for a check while attempting to drive through the Ayios Dhometios checkpoint. “During the check, it emerged that the vehicle’s number plate was fake, while further investigations showed the car in question had been reported stolen,” the force announced. The teenager was arrested and taken into custody while Nicosia CID investigates. Nicosia Police Chief Kypros Michaelides said the recent spate of car thefts led the force to draw up an organised action plan. “By putting the plan into action (on Tuesday night), we had a very good outcome,” said Michaelides. After being interrogated, Michaelides said the 18-year-old named two other men. “It appears there is a well organised ring active in the free areas and unfortunately there is co-operation with the occupied areas where the vehicles arrive and are either sold on as they are, or sold for parts,” said Michaelides. “We are optimistic more arrests will take place.” He said dozens of cars had so far been taken to the north. “These vehicles are mainly, Mazda Demios, Toyota Ist, Toyota Vitz and various other categories of small cars. So owners of such cars especially must be extra careful.”
Geared up for high-risk game (continued from front page) not be allowed into the stadium, and this has been made clear to the Fenerbahce fan clubs,” said Michaelides, adding that if such flags are unfurled in the stadium, police will intervene. Police will set up checks at entry points to the stadium for both AEL and Fenerbahce fans to prevent any potentially dangerous or provocative items like flares, sharp objects, offensive banners or flags of the breakaway regime being smuggled into the stadium. Fans from both teams will be subjected to “painstaking... rigorous checks”. The police director warned that anyone caught trying to enter the stadium with a prohibited item will be prevented from watching the match and possibly face criminal charges
‘Flags of the pseudostate will not be allowed into the stadium. This has been made clear’ for violating the laws against stadium violence. Turkey’s EU Minister and Chief Negotiator Egemen Bagis told Anatolia news agency that Turkey would not hesitate to report even the smallest hiccup at the match to international fora, adding, “Greek Cypriots know it too”. “This game is an opportunity for the Greek Cypriot administration to prove whether it is a state or not...because past mistakes show that Greek Cypriots are not even a tribe, let alone a state. Now they have an opportunity,” said the typically supercilious minister.
the EU or UEFA. In an obvious dig, Michaelides told reporters yesterday: “It’s not the first time we police such matches, but because a lot has been said by various people, even politicians in Turkey, I would like to show...yes, we are a European country, we are a proud state and can police matches because we are a part of the EU, but also, we have a history of hospitality towards anyone visiting our country, as AEL and its fan groups have also said.” For its part, AEL officials have gone to great lengths to distance themselves from
Block 12 may have ‘a lot more’ gas By Stefanos Evripidou
Cars swept away THE Fire Service was last night searching for a car thought to have been swept away in torrential rain in Nicosia’s Sopaz area in the early evening. In all, the Fire Service recovered four vehicles with three passengers but witnesses said there was a fifth car that was still missing in the area which neighbours the buffer zone. It was not clear whether there was anybody inside the vehicle at the time.
Bagis was likely referring to a 2010 incident, when players and officials of Turkish side Karsiyaka SK were attacked at the end of a basketball game against APOEL in Nicosia. In 2005, meanwhile, supporters of Anorthosis football club were heckled and had chairs thrown at them during an away game at Trabzonspor. Despite his usual parlance about one sun rising over two peoples and two states in Cyprus, Bagis acknowledged that Fenerbahce could not travel to Cyprus via the north because the breakaway regime was not recognised by
politics, enlisting the help of Turkish Cypriot former AEL players to get the message across that tonight is about football and nothing else. “AEL is a club that has since its creation been against the politicisation of football. We will not allow anyone to tarnish the match by promoting their own agenda,” said AEL chairman Andreas Sophocleous. The GSP Stadium’s general manager Phytos Constantinides said he was confident sportsmanship would prevail tonight, citing the level of preparation and organisation that has gone into the match. He noted that Turkish Cypriot fans will have Turkishspeaking stewards with them to enhance their feeling of safety and comfort.
The Homer Ferrington: Noble is checking rig availability
CYPRUS’ OFFSHORE block 12 may carry potentially “a lot more” than the 7 trillion cubic feet (tcf) of natural gas originally estimated, said Noble Energy’s country manager for Cyprus, John Tomich, yesterday. Houston-based Noble is the first and so far only company to win an offshore concession in Cyprus’ exclusive economic zone, known as block 12, though bids are currently being evaluated by the government for the remaining blocks. Exploratory drilling conducted by Noble revealed an estimated gross natural gas reserve of 5 to 8 tcf, with a gross mean of 7 Tcf. “We made that nice discovery of 7 tcf but we think there is a lot more potentially there and we will be chasing additional gas fields,” said Tomich, speaking at a press conference to announce Noble’s hosting of the Eastern Mediterranean Gas Conference in Nicosia next March. Tomich said the company is right now focusing on the appraisal well to be conducted in the first or second quarter of 2013 depending on rig availability. He said Noble will also be searching for oil beneath
the natural gas reservoir, noting however that the probability for oil is “small but not zero”. “Geologically there is no reason why the oil couldn’t be there, it is just a matter of where, how much of it and how deep,” he added. Referring to Noble’s strategic plan, Tomich said in parallel with the appraisal well another key step is to negotiate with the government a Liquefied Natural Gas (LNG) terminal. He recalled that Commerce Minister Neoclis Sylikiotis already announced the government’s decision to proceed with an onshore LNG plant at Vassilikos, noting that this will be done “in conjunction with Noble as the lead operator for the project”. The base scenario provides for a one-train facility with a capacity of about five million tons per year of LNG production coming from block 12. “Something that is very important for the government and for Noble is the fact that this LNG plan will be expandable to handle additional volumes of gas that could be found in other blocks,” he said, noting that gas could be coming from block 12 and other blocks in Cyprus’ EEZ, as well as other parts of the Eastern
Mediterranean, including Israel in the future. Noble’s CEO Charles Davidson was much more ebullient about joint use of Israeli and Cypriot gas prospects. He was quoted by hydrocarbonprocessing.com saying: “Far more than providing tremendous business and growth opportunities for the oil and gas industry, the abundance of natural gas resources recently discovered offshore Cyprus and Israel have the potential to forever alter the energysecurity and economic landscape of the entire Eastern Mediterranean region.” The Noble-hosted industry conference planned for March 26-28, 2013, will focus on the latest geopolitical, market and technology trends related to the exploration, drilling, production, processing and marketing of natural gas in the area, as well as provide networking opportunities. The event, organised by Gulf Publishing Company, aims to take the interest generated by the significant new finds in the area and “channel it into definitive information on the resources, stages of development for different fields, infrastructure requirements, and timelines to get this important resource to market,” said John Royall, Gulf CEO.

Cyprus’ debt to GDP rises 16.5 per cent year-on-year By George Psyllides CYPRUS’ debt to GDP ratio rose 16.5 percentage points year-on-year in the second quarter of the year, to 83.3 per cent, recording the highest increase in the European Union, it was announced yesterday. And it was in second place, behind Greece, with an 8.3 percentage point increase between Q2 2012 and Q1 2012, the EU statistics service Eurostat said. Cyprus’ debt to GDP ratio was 75 per cent in
the first quarter of the year and 66.8 per cent in Q1 2011. At the end of the second quarter of the year, Cyprus owed some €14.9 billion, compared with €13.5 billion in Q1 and €11.8 billion in the second quarter last year. According to Eurostat, at the end of the second quarter of 2012, the government debt to GDP ratio in the eurozone (EA17) stood at 90 per cent compared with 88.2 per cent at the end of the first quarter. In the EU27 the ratio increased from 83.5 per cent to 84.9 per cent. Compared with the second quarter of 2011, the government debt to GDP ratio rose in both
the eurozone – from 87.1 per cent to 90 per cent – and the EU27 – from 81.4 per cent to 84.9 per cent, Eurostat said. The highest ratios of government debt to GDP at the end of the second quarter of 2012 were recorded in Greece (150.3 per cent), Italy (126.1per cent), Portugal (117.5 per cent) and Ireland (111.5 per cent), and the lowest in Estonia (7.3 per cent), Bulgaria (16.5 per cent) and Luxembourg (20.9 per cent). Compared with Q1 2012, 20 Member States recorded an increase in their debt to GDP ratio at the end of Q2 2012, six a decrease and one remained stable.
The highest increases in the ratio were recorded in Greece (+13.4 percentage points pp), Cyprus (+8.3 pp) and Portugal (+5.6 pp), and the largest decreases in Lithuania (-2.3 pp), Latvia and Hungary (both -1.3 pp). Compared with the second quarter of 2011, 23 Member States registered an increase in their debt to GDP ratio at the end of the second quarter of 2012, and four a decrease. The highest increases in the ratio were recorded in Cyprus (+16.5 pp), Portugal (+10.8 pp), Ireland (+10.0 pp) and Spain (+9.3 pp), and the largest decreases in Greece (-8.5 pp) and Latvia (-1.5 pp).
Parties excluded from final draft Government says it is trying to preserve confidentiality but rumours abound of changes in what was sent to the troika By George Psyllides
The agricultural sector would be exempt if the proposal ever goes through
Proposed moratorium on certain work permits (continued from front page) “I want to emphasise that the basic criterion to issue a permit to a worker from a third country is the situation in the job market; the rate of unemployment and whether Cypriots or other EU nationals are available, who have priority, based on the law,” Charalambous said. There are currently around 430 work permits availble for those sectors and 1,500
registered unemployed who fit the bill. The minister said the process would be gradual in that permits would not be renewed nor new ones issued. “We cannot terminate a work permit for a business that just recently received it,” the minister said. Under the proposal, work permits would only be issued for farming and in very isolated cases con-

cerning specialised work. The ministry is also preparing to roll out various employment schemes worth €8.5 million. “These schemes have already been discussed by the cabinet. The ministry’s aim is to implement them immediately,” Charalambous said. The money will come from the European Social Fund. According to the minister, previous schemes helped in finding work for over 9,000 people between 2009 and 2011. Any money saved from them will be used in the new plans.
THE government is trying to preserve confidentiality by not giving political parties the proposals it sent the troika, the spokesman said yesterday, as reports suggested that the administration had added taxes to the package. Government spokesman Stefanos Stefanou fought off criticism over the non disclosure, citing confidentiality. He reminded parties of the displeasure expressed by the troika when its July 25 recommendations were leaked last month, viewed as an attempt to create a negative climate against the lenders. The government had denied leaking the document. “It is for this exact reason that everyone must show responsibility and patience,” Stefanou said. The spokesman said the government had held talks with the social partners and parties and a lot of their proposals were “more or less” adopted. “What was sent to the troika does not depart from the philosophy and approach of the proposal the government had formed after consultations with the parties and the social partners,” Stefanou said. “We should all respect this confidentiality.” Reports suggested the final proposals include a 5.0 cent rise in fuel tax from 2014, a rise in VAT by 1.0 percentage point to 18 per cent in 2013 and to 19 per cent in 2014,

a 20 per cent tax on betting and an annual company levy of €350 that will include inactive entities. The package also includes a rise in road tax based on a vehicle’s emissions in 2013. This will not include older vehicles, reports said. It is understood that at least some of these measures had been discussed during the consultations but were not included in the previous draft. Without confirming the reports, Stefanou said the government had done its calculations again to ensure that the figures matched the total amount demanded by the troika, which had asked for around a billion euros in savings.
READINESS The troika has not yet responded and no date has been set for their return. Cyprus wants to wrap up negotiations by a Eurogroup meeting on November 12 or risk running out of cash. “We are ready. We sent our proposal and it is up to the troika when it will come,” President Demetris Christofias said. “From then on … I have communicated with leading EU officials, expressing full readiness to receive the troika.” The president called for prudence and consensus to tackle the problem faced by the island “the consultations and negotiations with the troika.” He did not comment when asked about reports claim-
ing Finance Minister Vassos Shiarly would resign if the president refused to sign the loan deal. Main opposition DISY accused the government of opting to go it alone despite the opposition’s readiness to cooperate. “It formed the text of the final proposals to the troika on the basis of its own philosophy and approach,” spokesman Tasos Mitsopoulos said. “We hope that the result of this negotiation will create prospects for the Cypriot economy.” Meanwhile, Russia said it has not received any request from Nicosia to extend the terms of the €2.5 billion loan granted last year and there has not been any progress on a new €5.0 billion loan application. “We’re working on the issue, but so far there has been no progress (on the €5.0 billion request),” Russian Finance Minister Anton Siluanov was reported as saying on Tuesday by the Interfax news agency. Russia said last month that it would only grant a bailout loan to Cyprus as part of a coordinated rescue with the European Union for Cyprus. Late last year, Russia granted Cyprus a €2.5 billion loan, with a tenor of 4.5 years. It has been reported recently that Cyprus was seeking to extend the repayment period but the Russian minister said no such request had been received. “We have not received any,” Siluanov said answering questions at a briefing.

Robot-aided surgery takes off in Cyprus Around 200 successful prostatectomies have been carried out over the past four years at Hippocrateon Jacqueline Agathocleous CYPRUS has entered the era of robotic surgery with the Hippocrateon Hospital’s urological centre carrying out 200 successful prostatectomies over the past four years. The centre’s specialist medical team, headed by urologist and surgeon Dr Demetris Demetiou, has been implementing the high-tech da Vinci system for the past four years. It is a robotic surgical system made by Intuitive Surgical, which is designed to facilitate complex surgery using a minimally invasive approach. The system is controlled by a surgeon from a console. It is commonly used for prostatectomies, and increasingly for cardiac valve repair and gynaecological surgical procedures. So far, 200 prostate cancer patients have undergone
successful radical prostatectomies in Cyprus, while over 250 patients with urological disorders have been operated on using the method. Demetriou yesterday said the da Vinci system – named after Leonardo da Vinci as he was the first person to start designing robotic machinery – could be used in many fields. “The history of the specific robotic system started some decades ago as a secret military programme, aimed at carrying out surgeries near the battlefield while the medical team operated from a distance without being put at risk,” Demetriou explained. “The programme developed and took on today’s form as a hypermodern robotic system with extreme flexibility for carrying out surgical manipulations.” The da Vinci System consists of a surgeon’s console that is typically in the same
room as the patient and a patient side cart with four interactive robotic arms controlled from the console. Three of the arms are for tools that hold objects, such as a scalpel, scissors, bovie, or unipolar or bipolar electrocautery instruments. The fourth arm is for an endoscopic camera with two lenses that gives the surgeon full stereoscopic vision from the console. The surgeon sits at the console and looks through two eye holes at a 3-D image of the procedure, meanwhile maneuvering the arms with two foot pedals and two hand controllers. The da Vinci System scales, filters and translates the surgeon’s hand movements into more precise micro-movements of the instruments, which operate through small incisions in the body. Demetriou said the system was so effective because smaller surgical instruments
were used, giving surgeons increased flexibility compared to those used in normal or laparoscopic surgeries. “Restrictions are lifted in carrying out surgeries on microscopic or restricted surgical fields,” said Demetriou. On a clinical level, robotic surgery combines the advantages of laparoscopic surgery with those of high tech robotic technology. The da Vinci system creates the conditions for a much higher level of medical success. Advantages include reduced blood loss, swifter recovery, better aesthetic results, reduced post-surgery pain, fewer complications and reduced anaesthetisation. “The post-prostatectomy course and patient’s quality of life is by far better, while functionality-wise, post-surgical incontinence is restricted and patients return to full continence a lot faster, while erectile function is protected to a significant degree,” said Demetriou. Today, over 870 da Vinci robotic systems are used worldwide, 180 of which are in Europe. There are seven in Greece and one in Cyprus.

‘Desperate efforts’ made to convince foreign ministry cargo was dangerous By Poly Pantelides SEVERAL months before a munitions’ explosion at a naval base in Mari, the defence minister and national guard chief had made “desperate efforts” to convince the foreign minister the cargo was dangerous, a prosecution witness told Assize court yesterday. Lieutenant Colonel Giorgos Georgiou said he happened to attend a meeting at the defence ministry – where he worked – on February 7, 2011 where he was “struck by the desperate efforts of the defence minister and national guard chief” to convince the foreign minister that the cargo was dangerous. On July 11 in 2011, the 98 containers with munitions stored at the Evangelos Florakis naval base since
early 2009 exploded killing 13 people, injuring over 60 and devastating the island’s main power station. They had been improperly stored. Hours after the explosion, defence minister Costas Papacostas and national guard chief Petros Tsalikidis resigned, and the foreign minister, Marcos Kyprianou, quit soon afterwards “for reasons of political sensitivity”. Back in February, Kyprianou said that Syria and Iran were pressuring Cyprus to return the cargo or compensate them for its loss. The munitions were confiscated under UN Security Council resolutions from a ship sailing from Iran to Syria. Georgiou kept his own notes during a later meeting, on July 5, a day after a bulging container was no-

ticed – the precursor to the explosion. He told the court that Kyprianou had verbally assaulted the former head of the President’s diplomatic office, Leonidas Pantelides, telling him not to get involved in an issue handled by the foreign ministry, which was geared towards “buying time” before having to destroy the munitions. Georgiou also said he was given the impression by the head of the ordnance corps at the time, Colonel Giorgos Georgiades, that the situation was “serious but manageable”. The witness dismissed a suggestion by the defence that he was conjuring up fresh memories – of Kyprianou talking about buying time – that was not in his original statement to the police. “My mind is clear now,” he answered. “When I see the relatives clad in black I insist on telling the truth,” Georgiou added. The defendants are Kyprianou, Papacostas, former national guard deputy chief Savvas Argyrou, former fire service chief Andreas Nicolaou, deputy fire chief Charalambos Charalambous and former disaster response squad (EMAK) commander Andreas Loizides. They are accused of causing death by want of precaution, and homicide by gross negligence in relation to the 13 deaths.

Britain BRITAIN TODAY Teen guilty of station killing A TEENAGER was found guilty yesterday of killing a 15-year-old boy who was stabbed to death in front of horrified commuters. Junior Bayode, 19, was found guilty of manslaughter at the Old Bailey for his role in the death of Sofyen Belamouadden in March 2010 at Victoria station, one of the busiest transport hubs in central London. He was also found guilty of conspiracy to cause grievous bodily harm. But the jury could not agree a verdict on murder and Bayode was remanded in custody until Friday for the Crown Prosecution to decide if there will be a retrial. If it decides to go ahead, it will be the sixth trial since aspiring footballer Sofyen was stabbed nine times in a clash between two sets of pupils from west London schools.
Terror threat downgraded THE threat from Northern Ireland-related terrorism has been downgraded from substantial to moderate, meaning an attack is possible but unlikely, the Home Secretary has said. Theresa May said the threat level to Great Britain is being reduced, but the threat to Northern Ireland remains at severe, meaning an attack there is highly likely. The threat from international terrorism also remains substantial, meaning an attack is a strong possibility, she added.
Equal pay ruling impact Scores of women who worked at a local authority yesterday won an equal pay fight in the UK’s highest court which lawyers say will have “serious ramifications” for employers. The Supreme Court had “effectively” extended the time workers have to bring equal pay compensation claims from six months to six years, said solicitors.
PM: DPP will review Jimmy Savile papers ‘Essential lessons are learned from abuse’ By Gavin Cordon DIRECTOR of Public Prosecutions Keir Starmer is to review legal papers relating to abuse allegations against Jimmy Savile, David Cameron said yesterday. The Prime Minister said it was essential lessons were learned from Savile’s decades of sexual abuse. He told MPs at Prime Minister’s Questions: “The Director of Public Prosecutions has confirmed that his principal legal adviser will again review the papers from the time when a case was put to the CPS (Crown Prosecution Service) for prosecution. “The Director of Public Prosecutions specifically is going to consider what more can be done to alert relevant authori-
ties where there are concerns that a prosecution is not taken forward. “The government will do everything it can do, other institutions must do what they can do, to make sure that we learn the lesson of this and it can never happen again.” Children’s charity the NSPCC said it has received 161 calls relating to Savile, which have been passed to police, and another 105 not related to the performer. These came from adults who wanted to discuss being abused as children following media coverage of the case, and 24 of those allegations have also been referred to the police, the charity said. Cameron said the BBC had “serious questions” to answer about how Savile was able to get away with the abuse for so long, adding that he did not
Ecuador worried by Assange health decline ECUADOR is worried about the health of WikiLeaks founder Julian Assange and has asked Britain to guarantee him safe passage from its London embassy to a hospital if he needs medical treatment, a senior Ecuadorean diplomat said in Moscow. “Assange has grown noticeably thinner, and we are very concerned about his health,” Voice of Russia radio quoted Vice Foreign Minister Marco Albuja Martinez as saying in comments confirmed by the Ecuadorean embassy in Moscow. “If he falls ill we will have to choose between two alternatives: to treat Assange in the embassy or hospitalise him,” Albuja Martinez said on Tuesday. “This is a very serious situation and it can affect Assange’s human rights.” Britain’s Foreign Office said it had no immediate comment on the remarks. Assange, whose whistleblowing website angered the United States by releasing thousands of US diplomatic cables, was arrested in December 2010 on an extradition warrant from Sweden where he is wanted for questioning over allegations of rape and sexual assault made by two women. He denies wrongdoing and says he fears that if he is extradited to Sweden he could be transferred to the United States where he could face criminal charges punishable by death. The 41-year-old Australian broke the conditions of his bail when he entered the Ecuadorean embassy in London in June shortly after running out of legal options to avoid being sent to Sweden. He was later granted diplomatic asylum by Ecuador, remains at the embassy and would risk arrest if he leaves. Ecuador has asked the British Foreign Office for a document that would enable Assange to enter hospital safely if necessary and return to the embassy with refugee status, the Voice of Russia quoted Albuja Martinez as saying. “Britain has not yet given assent to this request, but is considering its decision,” he said. Ecuador was pleased Britain “did not reject it outright”, he was quoted as saying.
Under-fire police chief Bettison quits A SENIOR police officer accused of taking part in a cover-up of police failings in the worst sporting disaster in British history said yesterday he would retire. Norman Bettison, chief constable of West Yorkshire Police, said he would stand down to allow a full probe into charges he misled inquiries into the 1989 football stadium crush at Hillsborough, Sheffield, in which 96 Liverpool fans were killed. Earlier this month, he an-

nounced he would retire in March, but was standing down early to prevent the investigation affecting police activities. “I do so (retire), not because of any allegations about the past, but because I share the view that this has become a distraction to policing in West Yorkshire now and in the future,” Bettison said. Bettison, who denies any wrongdoing, was off-duty but present at the stadium when the tragedy occurred.
rule out “further steps” in addition to the inquiries already under way. “The allegations and what seems to have happened are completely appalling and, I think, are shocking the entire country,” he said. “These allegations do leave many institutions - perhaps particularly the BBC - with serious questions to answer - I think above all the question, ‘How did he get away with this for so long?’. “The most important thing is that the police investigation is properly resourced and is allowed to continue. I don’t rule out further steps but we do now have independent investigations by the BBC, independent investigations into the NHS.” Cameron said he believed the two inquiries into the BBC over the Savile scandal were “independent”.
The Director of Public Prosecutions will review legal papers relating to abuse allegations against Savile (above) He told MPs: “The inquiry into the Newsnight programme is being carried out by the (former) head of Sky News Nick Pollard and the second, and more important in many ways, review into the culture and practices of the BBC going back many years is being led by a former appeal court
judge Dame Janet Smith. “It’s very important the BBC makes clear these inquiries can go where the evidence leads, they’ll have access to all the paperwork and they will be able to be truly independent and get to the truth on behalf of all the victims of Jimmy Savile.”

Corruption chief evil as Ukraine goes to polls
Ukraine President Yanukovich (left) has repeatedly stated his commitment to ending corruption in high places (AFP)
THERE is corruption at every turn in Ukraine: it pervades the police, the courts, the clinics, the parliament and the corridors of power, education and welfare, urban planning and housing. A 100 hryvnia (12 dollars) back-hander to the highway police will get you out of a speeding offence. But it will cost you ten times more to get a place in the school you want for your child. “It even costs you money to die,” Vitaly Klitschko, the world boxing champion who is campaigning for parliament, said caustically at a rally outside the capital Kiev last Friday. “You have to bribe your way into ... a place in the cemetery now.” The scale of bribes rises into the hundreds of thousands of dollars when it comes to, say, securing a licence to start a business or getting building permission, foreign business associations say. Fighting corruption is a drum every party is beating on the campaign trail
ahead of a parliamentary election on October 28 when the ruling Party of the Regions expects to hold off a challenge from a divided opposition. But whatever the outcome in the former Soviet republic this Sunday, few people expect an end to a cancer which hits personal incomes, kills entrepreneurial spirit and deters vitally needed foreign investment. President Viktor Yanukovich, who wants a Regions victory to cement his leadership, has time and again stated his commitment to ending corruption in high places. His aides use it to justify imprisonment of his rival, former prime minister Yulia Tymoshenko, the country’s most vibrant opposition figure. She is serving a seven-year jail sentence for abuse of power and her political enemies say they are piling up proof of more alleged malpractice by her. Yanukovich’s oppo-
nents denounce this as hypocrisy. Cronyism and corruption have only spread during his two-and-a-half years in office to the advantage of the ‘fat cat’ industrialists who back him and members of ‘The Family’, an inner circle of trusted lieutenants which includes his two sons, they say. The practice of demanding financial back-handers in exchange for commercial transactions only complicates further Ukraine’s attempts to integrate into the European mainstream, the opposition adds. Arseny Yatsenyuk, a former economy minister who heads the unified opposition in the absence of Tymoshenko, says the whole process of privatisation is now designed to benefit those in government or linked closely to it. “In this investment climate, we just cannot attract foreign investors,” he said in an interview with Reuters.
Italy facing huge fines over illegal landfills
Pope Benedict names six new cardinals
Merkel opens Roma WWII dead memorial
THE European Commission asked the EU courts yesterday to impose huge fines on Italy for not cleaning up hundreds of illegal waste landfill sites. It said the country had made only partial progress in addressing a chronic problem. The EU’s executive asked the European Court of Justice to impose a lump-sum fine of 56 million euros ($73 million), plus a daily fine of 256,819 euros until Italy complies with a 2007 ruling ordering it to resolve the situation. “While some significant progress has been made, it is clear that problems persist in almost all Italian regions. The court ruling of 2007 has not been complied with, and the Commission has therefore decided to take Italy back to the court and ask for fines,” the Commission said in a statement. Under the 2007 decision, Italy was ordered to clean up 255 landfill sites, 16 of which contained hazardous waste, but has only put in place plans to clean up 132 of the sites, the Commission said. The ECJ will have to take the final decision on fines in the matter. Italy’s garbage crisis has been seen most dramatically in and around its third largest city, Naples, which has been submerged with piles of rotting rubbish on several occasions in the last five years, creating a major political issue.
All eligible to one day choose his successor
GERMANY remembered the Holocaust’s forgotten victims yesterday by opening a memorial in the heart of Berlin to the half a million ethnic Sinti and Roma murdered by the Nazis. As the mournful strains of a solo violin sounded through the trees, political leaders and frail survivors approached a dark pool close to the German parliament building. Its still water is intended to evoke tears for the dead but also, in reflecting the beholder, inspire new generations to protect minorities from hate. “This memorial commemorates a group of victims who, for far too long, received far too little public recognition - the many hundreds of thousands of Sinti and Roma who were persecuted by the Nazis as so-called gypsies,” said German Chancellor Angela Merkel. “The destiny of every single person murdered in this genocide is one of unspeakable suffering. Every single destiny, fills us, fills me, with sadness and shame.” Discrimination against Sinti and Roma increased at alarming levels once Adolf Hitler took power in 1933. They were sent to forced labour camps and, from 1934, subjected to forced sterilisation as a result of the Nazis’ “racial purity” laws. By the start of WWII, the Nazis’ genocidal intent became clear as Sinti and Roma were deported to death camps.
By Philip Pullella POPE Benedict named six new cardinals yesterday, including two from countries with large Muslim populations, to put his stamp on the future of the Catholic Church. All six are under 80 years old and thus eligible under Church law to enter a conclave that will one day choose Benedict’s successor. Among them is American Archbishop James Michael Harvey who, as head of the “Pontifical Household”, was the boss of the pope’s former butler Paolo Gabriele. The latter was convicted this month of stealing papal documents and leaking them to the media. A spokesman denied the promotion of Harvey, who will now leave the Vatican to become head of a Rome basilica, was a means of removing him because of the scandal. The other five new members of the ultra-elite group known as “cardinal electors” are from Lebanon, India, Nigeria, Colombia and the

Assad ‘accepts Syria’s Muslim holiday truce’ UN-Arab League peace envoy announces good news By Louis Charbonneau and Michelle Nichols
A rebel fighter takes position during fighting against Syrian government forces in the Bab al-Adid district in Aleppo on Tuesday (AFP)
THE UN-Arab League mediator for the Syrian conflict told the UN Security Council yesterday that Syrian President Bashar al-Assad has accepted a ceasefire for the Muslim holiday starting Friday, though a final announcement was expected. “President accepted, statement to be issued tomorrow,” a diplomat present at a closed-door briefing said mediator Lakhdar Brahimi told the 15-nation council via video link. He was speaking to Reuters on condition of anonymity. Brahimi was expanding on remarks he made earlier yesterday to reporters in Cairo. After Brahimi spoke to the press in Egypt, the Syrian government appeared to contradict him, saying that its military command was still studying a proposal for a ceasefire with rebels on the Eid al-Adha holiday. Asked if he could confirm
Israel-Gaza violence surges PALESTINIANS fired dozens of rockets into Israel from Gaza yesterday and an Israeli air strike killed a militant in a surge of violence after the Emir of Qatar embraced the enclave’s Hamas leadership with a visit. Hamas claimed responsibility for some of the rocket and mortar bomb attacks, raising questions among Israelis over whether it had been emboldened by the Qatari visit on Tuesday that challenged the Islamist group’s diplomatic isolation. Hamas had largely held its fire when other militant factions, including jihadi groups, launched cross-border rocket attacks in recent months. For its part, Hamas accused Israel of stepping up its air strikes in the Gaza Strip to vent its anger over Sheikh Hamad bin Khalifa al-Thani’s visit and pledged to “continue to hold a gun ... until Palestine is liberated”. Israel said it was “astounding” that Qatar, a US-allied Gulf state, would take sides in the Palestinian dispute
Emir of Qatar Sheikh Hamad bin Khalifa al-Thani and endorse Hamas, branded by the West as a terrorist group. Hamas seized the Gaza Strip in 2007 from fighters loyal to the Fatah faction of Western-backed Palestinian President Mahmoud Abbas. Some analysts saw the Qatari ruler’s trip, the first by any national leader to Gaza since Hamas took over, as an attempt to build bridges between the group and
the West and coax it into the peace camp amid Arab turmoil across the Middle East. Previous rounds of crossborder attacks have usually run their course in days, with both Israel and Hamas seemingly aware of the risks of ramping up the low-intensity conflict to full-scale warfare. Israel’s three-week-long invasion of the Gaza Strip, launched in 2008 with the declared aim of curbing rocket launchings, drew international criticism over a heavy Palestinian casualty toll in the territory of 1.7 million. Though hostile to Israel, Hamas has mostly sought to avoid direct clashes as it shores up its rule in the face of more radical challengers and reaches out to potential allies abroad. In a second day of violence, a Hamas militant was killed yesterday in an air strike Israel said was intended to stop rocket firings. On Tuesday, Israel killed three Hamas men, saying they had either launched attacks or were about to do so.
Sudan accuses Israel of air strike on arms factory SUDAN yesterday accused Israel of carrying out an air strike on a large arms factory in Khartoum, its capital, that killed two people, but Israel’s defence and foreign ministry declined to comment. Sudan, which analysts say is used as an arms smuggling route to the Hamascontrolled Gaza Strip via neighbouring Egypt, has blamed Israel for such strikes in the past, but Israel has always either refused to comment or said it neither admitted or denied involvement. A huge fire broke out late on Tuesday at the Yarmouk arms factory in the south of
Khartoum which was rocked by several explosions, witnesses said. Firefighters needed more than two hours to extinguish the fire at Sudan’s main factory for ammunition and small arms. “Four military planes attacked the Yarmouk plant ... We believe that Israel is behind it,” Information Minister Ahmed Belal Osman said, adding that the planes had appeared to approach the site from the east. “Sudan reserves the right to strike back at Israel,” he said, saying two citizens had been killed and that the plant had been partially destroyed.
Assad’s personal support for the holiday truce, Syrian Ambassador Bashar Ja’afari said to reporters: “Good to see you.” On the way into the council meeting, Russian UN Ambassador Vitaly Churkin said Moscow hoped Brahimi’s plan for a ceasefire during the Muslim holiday of would be successful. “We support it very strongly,” Churkin said. “We worked very hard in support of Mr. Brahimi in making sure there is a chance that might happen.” Chinese Ambassador Li Baodong echoed Churkin’s remarks. “We support a truce and we support Mr. Brahimi’s effort,” Li told reporters. “I think it’s important for all parties to understand the importance of peace and stability.” “If there is 1 per cent chance of a ceasefire then I think we should make 100 per cent effort to make that happen,” he said. The United States and European council members
blame Russia, a staunch ally and key arms supplier for Assad’s government, and China for the council’s deadlock on the 19-month-long conflict. Moscow and Beijing have vetoed three resolutions condemning Assad and reject the idea of sanctioning his government. US Secretary of State Hillary Clinton said Washington also would like to see an end to the violence. “And we’d like to see a political transition take hold and begin,” she told reporters in Washington in an appearance with the visiting Brazilian foreign minister. “We’ve been calling for that for more than a year.” She said the United States was increasing its non-lethal support for the Syrian opposition, including working with local councils inside Syria. She said Washington also was working with its friends and allies to promote more cohesion among the disparate Syrian opposition groups with the aim of producing a new leadership
council following meetings scheduled for Doha in the next several weeks. Brahimi also told the Security Council that he needs its “strong and unanimous support.” “Another failure would lead to extreme escalation and spillover to other countries,” a diplomat inside the meeting paraphrased Brahimi as saying. UN human rights chief Navi Pillay also emphasised the need for the council to overcome its impasse on Syria in an address to the 193-nation General Assembly. “While taking into account important political concerns, it is urgent to find ways to avert the massive loss of civilians and human rights violations,” Pillay said. “International law obliges states to protect their people, and where a state manifestly fails to carry out this obligation, then the international community needs to take urgent and effective measures to protect the Syrian people,” she said.

Ford will close its Belgian plant by end of 2014
Draghi defends his bond-buying proposal
FORD Motor Co will close a Belgian factory employing 4,300 workers by the end of 2014, shifting production to Spain as the U.S. automaker tries to save money and stem European losses. Europe’s car market has slumped because the regional debt crisis has led to spending cuts and high unemployment, hurting consumer budgets. Automakers are battling for survival, cutting production to match demand. This means factories, including the Ford plants in Genk and Valencia, have not been running at full capacity. Moving production to one place should allow Ford to make savings. Wage costs are also cheaper in Spain than in Belgium. “The proposed restructuring of our European manufacturing operations is a fundamental part of our plan to strengthen Ford’s business in Europe and to return to profitable growth,” Ford Europe Chairman Stephen Odell said. Ford management will also meet UK unions today, a spokesman said. He declined to comment on media reports that Ford could also close its plant in Southampton where it makes its Transit van and employs just over 500 people. axy and S-MAX minivans, but the models are nearing the end of their life cycles. Ford said production of the next models would move to Valencia with the loss of 4,300 jobs by the end of 2014. In turn, production of the C-MAX and Grand C-MAX compact multi-purpose vehicles could move from Valencia to Saarlouis, Germany, in 2014 under the proposed plan, it said. Ford has about 6,000 workers in Spain, including 3,485 in Valencia. It did not say whether jobs would be created but any would be welcome in the region, one of Spain’s most indebted with 26.3 unemployment. Unions in Spain said no wage agreement was yet in place but analyst said overall hourly labour costs are as much as 75 per cent higher in Belgium than in Spain. The regional government said no tax incentives had been offered in the deal. Several hundred Ford workers gathered outside the gates of the plant, as local managers met staff representatives yesterday morning. “It’s incredible,” said one of the workers, Peter Aerts. “Just last month I got an invitation to celebrate 25 years working here.”

EUROPEAN Central Bank President Mario Draghi gave a robust defence of his bondbuying plan to ease the eurozone’s debt crisis, telling sceptical German lawmakers that fears of illegal funding of governments or stoking inflation are misplaced. Draghi emerged from the lion’s den of the Bundestag lower house smiling after a two-hour grilling behind closed doors yesterday on the ECB’s Outright Monetary Transactions (OMT) programme, which the German central bank has denounced as tantamount to printing money to finance governments. Rebutting the main objections point by point, Draghi said in an opening statement released by the ECB: “First, OMTs will not lead to disguised financing of governments. “Second, OMTs will not compromise the independence of the ECB ... Third, OMTs will not create excessive risks for euro area taxpayers ... Fourth, OMTs will not lead to inflation.” Indeed, falling prices in some countries posed a greater risk than inflation, he said, while the ECB’s counter-measures lay above all in the interest of Germany as the eurozone’s biggest creditor, two lawmakers in the room reported. The rare appearance in a national legislature under-
Draghi’s appearance at the Bundestag yesterday underscored how crucial it is to keep politicians in Europe’s biggest economy on-side amid a broader German backlash (AFP) scored how important it is for Draghi to keep politicians in Europe’s biggest economy on-side amid a broader German backlash. Asked afterwards if he felt he had accomplished his mission and no longer needed to lose sleep over German public opinion, the Italian ECB chief said: “Oh, that would be too ambitious ... The proof is in the eyes of the beholder.” Several lawmakers in Chancellor Angela Merkel’s centreright coalition praised his attendance and his answers. “This should put an end to any doubts about the seriousness of the ECB’s policy,” said Volker Wissing, a senior lawmaker from the Free Democrats, Merkel’s junior coalition partners. Conservative Norbert Barthle, a senior member of
Merkel’s CDU party on the budget committee, said he had questioned Draghi on his strategy for exiting the bondbuying programme and how he would ensure price stability in the long term. “His answers were very convincing and we can therefore give the message to German citizens that fears of inflation that have been expressed here and there are unfounded,” said Barthle. Outside parliament, the reception was less warm. A handful of protesters demonstrated in red T-shirts bearing the slogan: “Hands off the printing presses, Mr Draghi!” The demonstrators were from a Eurosceptic group called “Young Entrepreneurs”. One banner read: “ECB = Bad Bank.” Unveiled in early Septem-
ber, the ECB bond-buying programme aims to support troubled eurozone states such as Spain by reducing their borrowing costs, provided they request aid and submit to strict policy conditions and monitoring. Even though it has not yet been implemented, the policy has already helped ease the eurozone’s crippling threeyear crisis, but German critics say it violates an ECB taboo on financing governments, taking the bank into dangerous new territory. Draghi said the central bank had considered the possible risks carefully and designed the programme to minimise them. “But I am aware that some observers in this country remain concerned about the potential impact of this policy,” he added.

GREECE’S finance minister said yesterday his country had been given additional time by its international lenders to impose its austerity cuts, an assertion played down by leading EU officials. European paymaster Germany said the EU would only decide on the matter after receiving a report on Greece’s progress from the ‘troika’ of lenders - the European Commission, European Central Bank and the International Monetary Fund. ECB President Mario Draghi said no final decision had been made.

In the meantime, Greece was still seeking further concessions from its lenders on the 13.5-billion-euro package. “To a great extent, the negotiations have been completed,” Stournaras said. “But even now, we are trying for improvements.” A deal on the package is crucial for Greece’s efforts to unlock more aid under its latest bailout, with the country only three weeks away from running out of cash.
Ex Societe Generale trader gets 3 years FORMER Societe Generale trader Jerome Kerviel was sentenced to three years in prison for his role in France’s biggest rogue-trading scandal yesterday and ordered to repay the bank 4.9 billion euros ($6.35 billion). Kerviel, 35, will not go to jail immediately, however, and his lawyer said outside the Paris court that they would study the possibility of a further appeal. “The appeals court...upholds the ruling,” the judge told Kerviel as he stood in the court. “Jerome Kerviel was the sole creator, inventor and user of a fraudulent system that caused these damages to Societe Generale,” the court’s written ruling concluded. In all, Kerviel’s sentence is for five years in jail, two of which are suspended.

Opinion
It is the state that has let down the island’s disabled IT IS DIFFICULT to disagree with much of the criticism levelled against the annual Radiomarathon charity campaign by members of the Pancyprian Organisation of the Blind, which held protests to coincide with the twoday event. The criticism was not given much coverage because Radiomarathon has become a sacred cow thanks to the worthy cause it promotes – helping children with special needs. “They talk of ‘special needs’ as if (the needs) are an advantage,” said the President of the Organisation, Christakis Nicolaides also expressing disapproval for the patronising portrayal of people with disabilities. His most salient argument, which should give everyone food for thought, was that the Radiomarathon led people to mistakenly believe that the problems of the disabled were a charity issue when it was an issue for society. It is true that the self-congratulatory tone of the event creates the impression that society had fulfilled its obligations towards the disabled, when in fact very little is done the rest of the year. As one protester asked: “In all these years of the Radiomarathon, have you received a flyer on disability or disabled people’s needs?” For the remaining 363 days of the year we tend to forget that disabled people exist, that many of them require support all the year round and that there should be policies to help integrate them into society. The only policy the state has for the disabled is the law for specially designated parking spaces for disabled car users – most times these spaces are used by non-disabled drivers, which shows the level of sensitivity. Also, more ramps for wheelchair users are being provided and newly-built pavements have access-points for wheelchairs but this is not the only issue affecting the disabled. There is a host of other issues that are never addressed by the state, presumably because the disabled are not a big enough group of voters. Having said this, it is not the fault of Radiomarathon that the state has no policy for assisting the integration of the disabled or for providing the type of support that could improve their quality of life. Radiomarathon is a charity that over the last 22 years has raised €38 million for children with special needs and has also created awareness about the difficulties that face these children and their families. It may be guilty of a patronising portrayal of the children, but on balance it has made a contribution, both in terms of building awareness and providing funds. If the state chooses to jump on the Radiomarathon bandwagon, to hide its failure to support the disabled, it is not the charity’s fault.

Creative drug pricing flourishing in Europe Analysis Ben Hirschler
F
IFTY PER cent off the first three months of cancer medicine. Buy a course of eye treatment and get extra injections free. A money-back guarantee if your erectile dysfunction pills don’t work. “Special offers” on prescription medicines are all the rage in state-backed healthcare systems across Europe as governments struggle to balance the books. Such money-off and pay-forperformance schemes are being fuelled by both austerity budgets and competition from cheap generics, which are forcing drugmakers to be more inventive in showing that their expensive new medicines still offer value for money. The complex schemes do nothing for transparency - something the European Union advocates in medicine pricing - but they often suit both governments and companies, with the latter keen to avoid commercially damaging cuts in list prices. “Global companies do not want their list prices to drop because that will have a knock-on effect as different countries increasingly reference each other over drug prices,” said Brian Godman, a researcher at Sweden’s Karolinska Institute. “The only way round that is for companies to enter into some form of arrangement with the authorities,” according to Godman, who works with various health authorities across Europe researching drug pricing and reimbursement options. Reference pricing is a growing headache for drugmakers because Greece and other indebted EU states are slashing the prices they pay for drugs, in some cases by more than a quarter, triggering a downward spiral internationally as other countries follow suit. As a result, Europe’s already fragmented pharmaceutical market is becoming increasingly opaque, although one thing is clear: the pressure on medicine prices across the continent is not going to end any time soon. Drug companies are already hurting, with GlaxoSmithKline, for example, cutting its sales
GlaxoSmithKline offered Britain’s health service a straight discount plus an additional rebate if its new kidney cancer drug Votrient failed to match Pfizer’s Sutent in a head-to-head trial outlook for 2012 in July due to lower European prices. Many of today’s complicated pricing arrangements have their origins in pioneering work by Britain’s National Institute for Health and Clinical Excellence (NICE), which was set up in 1999 to systematically assess the cost-effectiveness of new drugs. Its refusal to accept some pricey products has angered patients, and the tough line has forced drugmakers to find novel ways to make medicines affordable either by offering discounts or making payment conditional on measurable benefits. It is an approach now being adopted from Spain to Poland, resulting in a patchwork of schemes that can cause frustration among doctors struggling to assess the true cost of treatments. “It is spreading pretty quickly,” said Patrick Flochel, global pharmaceuticals leader at Ernst & Young. “There is a big push everywhere with healthcare reforms.” Britain remains the leader, but Italy has emerged as the second biggest market for so-called risksharing schemes, which have been embraced enthusiastically by the Italian Medicines Agency. One reason for this is that drug spending in Italy is tied by law to total healthcare expenditure. Cancer drugs are a major focus, reflecting the dilemma posed by costly new treatments that may help some patients but often only

extend life by only a few months. Cancer accounts for 15 of the 25 special schemes detailed on NICE’s website whereby drugs companies can offer patients ways to access high-cost drugs. It also dominates in Italy, where arrangements typically call for provision of cancer drugs at a 50 per cent discount for the first two or three months. For companies, getting the value proposition right in cancer is a delicate balancing act - and it can only get trickier. Roche, the world’s biggest cancer drugmaker, recently pushed into new territory with the US launch of Perjeta, a new breast cancer drug designed to be used with its existing product Herceptin. It is the first example of a costly targeted cancer combination therapy from a single company. The result is a treatment that is effective but extremely expensive, with a typical 18-month course of Perjeta plus Herceptin costing approximately $188,000. Despite that price tag, Perjeta is winning sales in the United States. Europe, however, where the drug has yet to be launched, is likely to prove a lot more challenging. Roche - which already has German and Italian schemes that cap the maximum price per patient of Avastin, another cancer medicine - will have to weigh more novel pricing schemes as such new combinations hit the market.
“The 10,000-foot view is that we just follow the science and do what’s right for patients, and then figure out a commercial model that can work,” Hal Barron, head of global product development, said in a recent interview. Others have cut different kinds of deals. GlaxoSmithKline struck an agreement with NICE in 2010 offering Britain’s health service a straight discount plus an additional rebate if its new kidney cancer drug Votrient failed to match Pfizer’s Sutent in a headto-head trial. To GSK’s relief, Votrient was as good as the Pfizer rival when results were finally reported at a conference last month. Novartis, meanwhile, pays for extra treatment with its eye drug Lucentis if British patients need more than 14 injections, while in Denmark various schemes tie payments to results for several drugs, including erectile dysfunction pills. Tying payments to clinical results is an enticing idea for payers, though these schemes are complex to administer. “There are genuine risk-sharing schemes, where there is real payment according to performance, and then there are a whole host of schemes which are essentially price cuts,” said Gary Johnson, managing director of consultancy Inpharmation. “It’s fair to say the price-cut type scheme is probably dominant.”

Skyfall premiere ‘best yet’ James Bond star Daniel Craig has declared the red carpet launch of Skyfall his greatest 007 premiere yet as the film series celebrated its 50th anniversary. The actor, playing the agent for a third time, was the first of the film’s stars to arrive at the Royal Albert Hall for the royal premiere on Thursday in London. Daniel, wearing a Tom Ford suit, said he was “incredibly proud” to once more be playing the suave hero created by Ian Fleming, who first appeared on the big screen in Dr No in 1962. Three months after he played a part in the Olympic opening ceremony alongside the Queen, Daniel was due to meet her son the Prince of Wales who was the royal guest at the screening. He said: “I’ve never been to a premiere like this, it’s incredible.” He was joined by fellow stars Naomie Harris, Javier Bardem - who plays Bond’s nemesis Silva - and Ben Whishaw, who
stars as Q. Javier said he was always drawn to Bond villains after seeing the metal-toothed baddie Jaws in Moonraker as a youngster. Asked about the enduring appeal of the films, he said: “Well, 50 years is a long time. That means they have been doing something really right, starting with the actors who have played Bond. They have all brought their own flavour to it.” Also among the hundreds of guests filtering into the Albert Hall was Dame Judi Dench who returns once again as secret service boss M. Daniel Craig revealed it had been important to get some of the humour seen in previous Bond films back for Skyfall. The 44-year-old actor said: “I always wanted to get the old Bond trademarks into the movie, and we had the chance. It was just a joy to put some of the gags in and get some of the old characters back. I think they’re very important.”

Pippa pens party book, says ‘startled’ by fame
Liz Hurley struggles to stick to her diet
Sister to future queen a major celebrity
THE 47-year-old actress spends some mornings drooling over fiance Shane Warne’s fried breakfast and admitted she was being tormented by the delicious smell of the bacon she was frying for him. She posted a series of tweets, saying: “Who can fry bacon for others without nicking a bit from the pan for yourselfeven though you’ve sworn you won’t have any? #hangshead “And who likes back bacon and who likes streaky? / Smoked or unsmoked? “Hmmm ... I think majority of u like smoked back. Me? Thin cut, unsmoked streaky, with crispy rinds. Swoon. And ketchup. “And no, I don’t like black pudding. (sic)” Hurley also described in length how she likes her eggs, and it seems the brunette beauty has a number of excellent ways to cook the proteinladen food.
By Mike Collett-White PAPARAZZI favourite Pippa Middleton is already a global celebrity. Now the 29-yearold sister of the future British queen is aiming to become a global brand. The woman whose appearance at the spectacular 2011 wedding between Kate Middleton and Prince William caused as much of a sensation as the bride herself, has written a recipe and party planning book which hits the shelves this week. Celebrate: A Year of British Festivities for Families and Friends has been praised and pilloried in equal measure ahead of its release today, but, perhaps predictably, Middleton’s introductory comments have dominated the headlines. In them, she addresses her status as one of the world’s most photographed individuals, and even tackles the topic many people most closely associate her with her behind. “It’s a bit startling to achieve global recognition (if that’s the right word) before the age of 30, on account of your sister, your brother-inlaw and your bottom,” she wrote with a candour that won admirers in the royaltyobsessed British press. “One day I might be able to make sense of this. In the meantime I think it’s fair to
TWITTER POST In the book, Pippa Middleton addresses her status as one of the world’s most photographed individuals, and even tackles the topic many people most closely associate her with - her behind say that it has its upside and its downside.” The upside could be the size of the book deal. Penguin imprint Michael Joseph, which is publishing the 416-page glossy hardback in Britain, has declined to give details of the size of the agreement, although a spokeswoman said some media coverage of the book had bordered on fiction. The widely reported, but unsourced, amount is 400,000 pounds, a sum which to most unpublished authors would appear astronomic although such advances are not unheard of. Lena Dunham, three years Middleton’s junior and the American creator of HBO comedy Girls, was paid more than $3.5 million for her first book, according to the New York Times. The Penguin spokeswoman
did not confirm a Daily Mail report, also unsourced, that Middleton had signed up for more books, and added that one-on-one interviews to promote the publication were “never part of the plan”. The British media linked the decision to royal sensitivities over the likelihood that Middleton would be asked questions about the Duke and Duchess of Cambridge - the titles her royal brotherin-law and sister have now adopted. The Middletons’ relationship with the press has not been easy of late. When Kate was photographed topless on holiday, the royal family sued the French magazine that published images which the palace described as a “grotesque” breach of privacy. A tabloid picture editor
estimated Pippa was photographed by paparazzi up to 400 times a day, underlining how important the sisters have become for the celebrity and tabloid press. As well as selling newspapers and magazines and driving internet traffic, they are also considered major trend-setters who can sell outfits faster than just about anyone. Now Pippa hopes to turn her experience working for her parents’ party planning company to good commercial use. Early reaction to Celebrate, excerpts of which appeared in the Mail on Sunday, has ranged from the snide to the supportive. The Daily Mail’s Jan Moir could barely hide her scepticism. “Critics might wonder what Pippa Middleton really
knows about entertaining particularly as she looks like a girl who has spent her entire life being entertained,” she wrote. “From the moment she appeared in butter satin at her sister’s wedding, Pippa has struck absolutely no one as the kind of girl you would always find in the kitchen at parties.” But Bryony Gordon takes up her defence in the Daily Telegraph, which, like the Mail, is generally pro-royal. While conceding that “the abiding feeling generated by Celebrate should be one of nausea,” she praises Middleton for avoiding obvious exploitation of her royal connections. Of “oddly comforting” recipes, Gordon adds: “If the world’s most famous bottom can make blackberry butter, then I can too.”
In another twitter post, she added: “I like eggs every way - soft boiled eggs with bread & butter soldiers, fried sunny side up, VERY soft scrambled, poached... (sic)” The Gossip Girl star sticks to a very strict diet and only eats one main meal a day. She previously revealed: “I have mugs of hot water first thing, maybe an espresso and a few oat cakes mid morning ... The only meal I have is dinner.” However, Australian cricket legend Warne is reaping the benefits of Hurley’s healthy eating regime and was able to enjoy a calorific breakfast with a double bacon portion, smothered in HP Sauce. In case there was any confusion, Liz revealed: “PS @ warne888 is an HP man, rather than ketchup, with bacon. (sic)” HP Sauce is a brand of brown sauce and the condiment is made from malt vinegar, tomatoes, dates, tamarind extract, sweetener and spices.

Karna chameleon Despite the evolution of music since time immemorial, the ancient classical sound of Karnatic music is still alive and well. Karnatic music has a heritage accumulated over centuries, with roots running deep in the southern part of India. It’s a unique musical genre as most of the compositions are actually performed vocally with very few instruments. Naturally, such a unique style of music could prove difficult to master – or even to begin to learn – but there are a few steps you can take to get the ball rolling. At the beginning of next month, Windcraft Music Centre in Nicosia is organising seminars with an internationally-recognised Cypriot composer on the subject: Karnatic music and its application in everyday music practicing, composing and improvising. As with all Indian classical music, the two main components of Karnatic music are raga, a melodic pattern and tala, a rhythmic pattern. Tala refers to the beat set for a composition. Talas have cycles of a defined number of beats and rarely change within a song. They have specific components, which in combinations allow different compositions to have different rhythms. Karnatic music singers usually keep the beat by moving their hands up and down in specified patterns, and using their fingers simultaneously to keep time. You can immerse yourself in the music. By listening to Karnatic music more and more, you will develop an understanding of the notes, scales and styles of the music. The upcoming three-day seminars will look at how Karnatic music can be applied to education. Karnatic music has so much richness and lends simplicity to the most complicated issues we face today: from performing a simple quintuplet to the most complicated polyrhythmic structures. This first cycle of masterclasses will offer a short introduction in Karnatic music and its basic principles and concepts. The Ghatis (rhythmic structure) system will be explained, as well as how polyrhythms (Jathis) can be created with them. All these will be presented in accordance with Tala (metre) and explained in such a way that they can be applied in everyday music practice. Your facilitator for this seminar is none other than Andys Skordis, a composer currently
living in Amsterdam. Skordis studied composition and film scoring at Berklee College of Music, composition at Conservatorium van Amsterdam and Karnatic music. He composes music for acoustical instruments, plays percussion with a local klezmer band and has his own free improvisation ensemble. In addition, he plays gamelan with Jumat Siang. Windcraft Music Centre specialises in the teaching of wind musical instruments by qualified and experienced teachers and promotes the establishment of various wind ensembles. The Centre’s aim is to provide high-quality musical tuition primarily in all wind instruments and in every music style (classical, jazz, folk music), but also in piano, and to promote participation in musical ensembles and bands. The seminars are appropriate for all kind of musicians, dancers, actors and anyone involved with music. It’s important to note there are two seminars scheduled for next month and you can either attend the first one, which runs from Monday to Wednesday or Friday to Sunday. There are limited number of places, so those interested in learning more about this mystical, beautiful form of music should call to reserve a place. Seminars on Karnatic Music Internationally-recognised Cypriot composer hosts seminar on Karnatic (South Indian) music and its application in everyday music practicing, composing and improvising. November 5-7 & 9-10. Windcraft Music Centre. 27 Xanthis Xenierou, 1015, Nicosia (close to OXI roundabout). November 5-7: 7pm-9pm or November 4pm-6pm. €25 per workshop / €60 all workshops. NIGHTLIFE Nicosia’s old Power House is in session When it comes to nightlife, all that glitters ain’t gold. There is more to Nicosia than swanky bars and chains such as Hard Rock Café, if you know where to look. Hoards of hidden nightlife spots exist, offering more than just a place to have a drink. The real treasures create a rich environment with the power to transport people to another place. Behind unassuming exteriors and at off-the-beaten-path locations are where the diamonds in the rough lie. If the idea of a night out on the town has lost its sparkle, the Nicosia Municipal Arts Centre bar can hopefully reignite the
flame. Deserted for almost 20 years, the Nicosia Municipal Arts Centre, which is housed in an old Power Station building (it was the first Power Generating Station in Nicosia), has been transformed into a multi-functional building by the Nicosia Municipality and the Pierides Foundation, to serve the community at the heart of the city. Commonly known as Palia Electriki, the stylish complex consists of a gallery, an education centre for children, a library, a restaurant, as well as a destination for young and old to enjoy a night out and mingle. Beginning tonight, PowerHouse
bros will introduce their Sessions with the opening party. Each unique PowerHouse session will take place every other Thursday at the Palia Electriki bar where a number of collaborators will be joining in for one night only. There’s no entrance fee and drinks will be cheap. On the decks tonight is Dj Koulla P. Katsikoronou. Meanwhile, Phanos Kyriacou will present his video Forcing Myself to Dance from the In-Jokes series. The PowerHouse Session: Session # 1 Opening party with DJs and video screenings. October 25. Palia Electriki Bar, 19 Apostolou Varnava, Nicosia. 9pm. Free. Tel: 22-797400

The female British soldiers deployed t By Ross Lydall REMARKABLE images of British women soldiers attempting to win the battle for “hearts and minds” in Afghanistan are to go on show there to mark Remembrance Day. The pictures offer a fascinating insight into the work of “female engagement officers”, who accompany infantry on patrols and speak to
Afghan women - something their male counterparts are forbidden to do by local custom. They also show how the women soldiers, who have been taught to speak Pashto, cope with life on the front line, from having to shower alongside their male comrades to how they spend their downtime - washing their underwear and watching Downton Abbey. The images were captured
by photojournalist and former RAF officer Alison Baskerville, who spent six weeks in Helmand this year embedded with a battle group after being commissioned by the Royal British Legion. On one occasion she was photographing Captain Anna Crossley, 31, a nurse at UCL hospital, speaking to a group of Afghan women in a compound when the atmosphere suddenly changed.

But Captain Crossley said one of the highlights of her tour was “seeing the absolute fascination of women in the compound when I removed my helmet and protective glasses to speak to them in their own language”. She added: “Women are known throughout the world to bring people together, to focus on family and commu-
nity. Just by being female, even in military uniform, you are seen to promote such things and are therefore more accepted.” Lieutenant Jessica French said: “The photographs demonstrate the more feminine traits of female soldiers can be used as a strength on operations.” Baskerville said: “I’m trying to show the alternative view of life on the front line for women.
“I don’t want to highlight that these women are exceptional or different from men. They want to show they’re doing this job - to them a very essential job - and it’s their passion and drive to do it well. “It was nice to ‘lift the uniform off’ and capture all the things they liked to do, like watching Downton Abbey. I’m just trying to show the human element of being a female soldier.”

Television PICK OF THE DAY
,
The Cove (Novacinema3, 21.00) Activists: modern-day heroes or arrogant pests? “I do want to say that we tried to do this story legally,” sighs Greek-American director Louie Psihoyos in this angry documentary - but is that really the way it works? If someone comes to my house, asks to take away my TV and most of my furniture, and I say no, does that give this person licence to break into my house and steal my stuff? (‘I do want to say that I tried to take it legally.’) The analogy is flawed, of course, because Psihoyos and Ric O’Barry - a well-known activist who’s the hero of this film - aren’t trying to commit a crime, they’re trying to prevent one. In an isolated cove near Taiji, Japan, dolphins are routinely slaughtered by unscrupulous fishermen who use sonar to confuse the friendly mammals then, having lured them into the cove, trap and kill them. A dirty business - but are Psihoyos and Co. really surprised that the locals were unwilling to co-operate with this exposé? Can they really do whatever they like, then excuse themselves by saying ‘Well, we tried to do it legally’? That’s how it is with activists, of course. They’re ideologues, convinced - like benevolent Machiavellis - that the end justifies the means. Does it really matter what they do, when the Cause is good? Besides, it’s not like the heroes in The Cove
do anything so terrible: all they really do is infiltrate the cove (which is heavily guarded) and obtain secret footage of the dolphin killings. “Divers were used to sneak cameras into the secret area,” explains critic Roger Ebert. “The cameras, designed by Industrial Light and Magic, were hidden inside fake rocks that blended with the landscape”. The film has the thrilling ingenuity of a heist movie. Should a documentary have heroes and villains? That’s a larger question, and a tricky one. Documentaries document real life, and real life always has two sides - but the dolphin rescuers are obviously heroes in The Cove, and the fishermen are obviously villains. It’s not just that they kill the dolphins, it’s also that the meat (which is dangerous for human consumption, due to a high concentration of mercury) gets illegally labelled as whale meat and ends up in the lunchboxes of Japanese schoolkids! It’s not just about dolphins, it’s about child protection - though of course it’s about cute widdle dolphins too, and no-one would bother making films if the cove were being used for killing monkfish. Look out for Hayden Panetierre, former teen actress and now a spokesperson for Save the Whales. Made in 2009.

V for Vendetta (LTV, 21.00) Activists take over tonight - fi rst in The Cove [see Pick of the Day], now inadvertently in this dystopian thriller whose hero (played by Hugo Weaving, but hidden behind a Guy Fawkes mask) has been adopted as a symbol by the Occupy movement, the Anonymous group and other global revolutionaries. His name is ‘V’, and he fights the System in a grim Orwellian future ruled by a dictator and his Politburo of lieutenants; ‘V’ works alone, lurking in the shadows - at least till he saves a young woman (Natalie Portman) from the secret police, and fi nds an unlikely ally. The fi lm (based on a graphic novel) is ostensibly Hollywood but remarkably dark especially in the second half as prison-camp images pile up, ‘V’ takes revenge on the ringleaders (including a paedophile priest) and Natalie struggles with nightmares of her parents’ arrest then gets thrown in a dungeon with her head shaved. Audiences gagged on their popcorn, came out feeling energised - and later put that energy to good use. Occupy Film Picks! Made in 2005.
What Just Happened? (Plus TV, 22.00) “Sometimes good movies get lost,” sighed Robert De Niro in a Wall Street Journal interview, pondering the failure of this often-sharp satire on Hollywood. De Niro is an ageing producer who’s having trouble with his new fi lm; the studio want cuts (and a happy ending) before they’ll send it to Cannes but the director won’t play along, leaving Bobby caught in the crossfi re - and meanwhile he also has to smooth things out on another project where the star (Bruce Willis as himself) has turned up with a full beard, which he’s refusing to shave. Just another week in the “cruel and shallow money-trench” of Hollywood. What just happened? Made in 2008.
Sacrifice (Novacinema1, 22.00) Time for a stupid B-movie - and this one stars Cuba Gooding Jr, which is always a good sign if you’re looking for stupid B-movies. Cuba’s a burned-out cop (is there any other kind?), Christian Slater a priest with a past; a drug dealer steals a statue fi lled with drugs and hides it in the church, planning to blackmail his bosses - and suddenly Cuba is involved, having to protect the dealer’s five-year-old sister as well as killing people, shooting guns, looking moody, etc. Trash, obviously, and Nova really shouldn’t waste prime-time slots on this kind of shoddiness - but mindlessly watchable, as long as you know what you’re getting. “The whole movie didn’t stink, but most of it did,” offers a generous punter at the Internet Movie Database. Made in 2011.

Financial issues can aggravate, and perhaps even alter future plans. Perhaps it’s time to consider positive budget changes. Today though, you may want to invest in something solid - like your home or a project that might bring a good return. However, some plans may be just too costly. It’s time to welcome a practical and considered mindset.
Doing the right thing makes you happier and lighter. If you have a task that you’re really not looking forward to, make it the first item on your to-do list today. Domestic issues require attention, and intimate relationships may not be trouble-free. Tonight is perfect to settle things at home in a relaxed atmosphere with good conversation.
Get goals accomplished in the morning, as it is possible you may run out of steam later. Snap decisions may not produce results you’re after. You’ll do better if you reflect on what you are trying to achieve and plan ahead with thought and care. Networking is both a smart move now and lots of fun - make it a regular habit.
TAURUS April 21 - May 21
VIRGO August 23 - September 23
CAPRICORN December 22 - January 20
If loving demands aren’t met, it’s time to sort out why and tackle the problem from a different viewpoint. An urge to break free may lead you to check out new circumstances to see what’s in it for you. Don’t let others dominate you. A personal crisis or insecurity may cause a few issues, but an upbeat and welcome idea can change everything.
You seem to have a lot of energy to put into your goals and career success. Creative input pays off. Planning ahead works well too! If someone is overbearing, smile and detach. You may even get the better of them while in this state of mind. Unpredictable people may bring an edge to the day which could otherwise be quite positive and sunny!
Your usual humdrum routine won’t satisfy you now, so shake things up. You’ve got a chance to accomplish practically anything, simply because you attract the help you need. Someone exciting could catch your eye and awaken a desire to put the magic back into your love life. Indulging yourself on a night out may do you the world of good.
GEMINI May 22 - June 21
LIBRA September 24 - October 23
AQUARIUS January 21 - February 19
Sometimes words just aren’t enough to get your point across, but someone who brings out the best in you may be more than happy to listen. A warm and friendly exchange could make for an almost perfect day. At work, try to avoid bossy people and keep your opinions low-key. Have dinner at home tonight, and rethink a business deal or plan.
Emotions may be strong, especially when trying to improve social ties or trying to co-operate on a project or plan. Redecorate, organise a party, or schedule useful discussion - perhaps along with dinner. If you put all your good energy to work, your subconscious may tell you what needs to be done. Listen to your intuition and go for it.
A link between the Sun and Saturn advises you to turn to a higher authority - that is a consultant or person who has the knowledge you lack. You may need to take their advice over a matter that could be stressful. A fresh perspective could help considerably. Later, make sure you understand what loved ones say and vice versa. It helps to be on the same page.
CANCER June 22 - July 22
SCORPIO October 24 - November 22
PISCES February 20 - March 20
If you can conquer a moody start to the day and rise above it, you’ll do what you must. Later, get a fun plan in place for tonight. Romance may take a serious tone, and this is hardly surprising as the Sun connects with Saturn in your love affairs zone. You can have fun today, but it means relaxing and going with the flow. Don’t try too hard to please.
A kindly, sympathetic approach is what’s called for where family and friends are concerned, but it helps to know where to draw the line, or you could end up feeling sapped. Someone may fall short of your expectations, but as the Sun connects with Saturn in your sign, your expectations may be pretty high. Maybe it’s time to cut another some slack.
A powerful focus today suggests it’s time to get serious about relationships. Think about how you’d like them to be in the future, and get busy making it happen. The cosmos is encouraging you to explore new possibilities socially for business and romance. The more you are prepared to step into the unknown, the more successful you can be in all ways.

Sport Rose throws down Race to Dubai gauntlet JUSTIN Rose knows he needs to win one of two events over the next fortnight in China to have a chance of denying world number one Rory McIlroy his first Race to Dubai title. Rose arrived in Shanghai for this week’s BMW Masters trailing McIlroy by 437,334 euros and with six official events remaining on the season schedule. The Englishman, ranked world number five, can move ahead of McIlroy in the Race if he comes first or second and the Northern Irishman finishes outside the top seven in the elite 78-player tournament being staged on the Lake Malaren course. “Rory is playing a lot of European Tour golf through to the run-up to Dubai, so I am going to have to play well and figure I’m going to have to win one of these next two weeks to give myself a really good chance in Dubai,” Rose told
reporters. McIlroy and Rose will contest next week’s WGC-HSBC Champions event at Mission Hills in Shenzhen but the world number one could then pull clear because he has also entered the Singapore Open and a week later will defend his Hong Kong Open title. Double major winner McIlroy will then not meet Rose again until the November 22 season-ending Dubai World Championship. But after a PGA Tour season in which Rose won the WGC-Cadillac Championship, was third behind McIlroy in the PGA Championship and runner-up in the Tour Championship, the 32-year-old is much more confident of claiming a second European No.1 title in six years. “When I won the Order of Merit in 2007 it kind of felt like it happened out of the blue that season,” said Rose. “But I now feel like if it happened
again this season, it would come from a different place. “It would come from what has been a bit of a miraculous year, and a year when I seemed to play well in the right tournaments. “So for it to happen this year, it would be a lot more meaningful based upon there’s been a lot of hard work that’s gone on between 2007 and now. “I am a lot more aware of why I’m playing well, and a lot more sustainable into the future. “And to be Number One of any tour around the world, especially the European Tour, that’s a huge goal and that would be a huge honour to be honest. “So it’s got my attention for these next few events.” Organisers have drawn Rose and McIlroy together for the opening round of this week’s $7m event being staged in suburban Shanghai.

BRIEF Le Tour de France celebrates INKvitova to Czechs centenary with prestige route lead in Fed Cup
‘The race is our cultural heritage and stronger than doping’ By Julien Pretot WHILE the sports world struggles to come to terms with the Lance Armstrong doping scandal, Tour de France organisers yesterday unveiled a mountainous route for the 100th edition of the world’s greatest cycling race. The 2013 Tour, which starts from Corsica, will take l’Alpe d’Huez’s 21 hairpins twice in the same stage, ascend the gruelling Mont Ventoux and end at dusk on the Champs Elysees. But with nine of the last 14 title wins wiped out due to doping, it remains to be seen how much credibility this year’s race will retain. Seven of those titles belonged to Armstrong, who was stripped of his 1999-2005 victories when the International Cycling Union ratified the United States AntiDoping Agency’s decision to nullify the American’s results from August 1998 onward. According to Tour director Christian Prudhomme, however, the sport is changing. “A movement has started a few years ago and it must go on. Everybody must work on it,” Prudhomme told reporters. “You cannot say that (antidoping) tests don’t work. I
Champion Bradley Wiggins, Cadel Evans, Mark Cavendish, Philippe Gilbert and Tejay van Garderen (left to right) pose next to the itinerary of the 2013 edition of the world famous race remind you that we lost two winners in five years recently (over doping),” he added, referring to Floyd Landis and Alberto Contador who were stripped of their 2006 and 2010 victories after failing dope tests during the race. Prudhomme said the day belonged to the magic of the Tour. “Today is the Tour de France presentation ceremony,” he said. In a passionate outburst during the ceremony added: “The Tour de France is our cultural heritage. It is stronger than doping.” He praised the member teams of the MPCC (Movement for Credible Cycling), who “have fiercer anti-doping rules than the UCI and WADA”. The MPCC was created in 2007 and four teams (IAM,
Sojasun, Lotto Belisol and NettApp-Endura) joined the seven existing members (French teams FDJ, Europcar, Bretagne-Schuller, Cofidis, AG2R, as well as Gamrin-Sharp and Argis Shimano) on Tuesday. “We will be with you,” said Prudhomme. MPCC teams have pleged not to hire a rider who has been banned for more than six months over a doping offence. Next year’s route is expected to suit top climbers with Spain’s Contador and Briton Chris Froome the likely favourites, while defending champion Bradley Wiggins might find it tough to contain the attackers throughout. Froome suggested on Monday that Wiggins could concentrate on the Giro d’Italia next year while he would be
Team Sky’s leader on the Tour, which will feature four mountaintop finishes and some 65 kms of individual time trial compared to this year’s 101.4 kms. With the first stage being totally flat, Briton Mark Cavendish, who is joining the Belgian team Omega Pharma-Quickstep from Sky, will have the opportunity to wear the coveted yellow jersey for the first time. “It is the first time since 1966 that a sprinter will have the chance to get the yellow jersey on day one,” Prudhomme said. The route will quickly go uphill as the peloton makes its way towards Calvi in northern Corsica. Following a short team time trial around Nice, the Tour will visit Marseille and Montpellier en route to the
Pyrenees, with two mountain stages on the menu, to Ax 3 Domaines and Bagneres de Bigorre. The peloton will be transferred to Brittany, where the riders will battle it out on a 33 kms time trial to Mont St Michel, one of 10 UNESCO World heritage sites on next year’s route. Organisers hope the Tour will be decided in the Alps. A couple of climbs up l’Alpe d’Huez and a summit finish on the Ventoux should sort the men from the boys before a final, gruelling and hilly time trial. The last stage will start from Versailles palace gardens and finish on the Champs Elysees at dusk, with the podium ceremony being held at night. “I’m a Parisian. And I have this image of Paris as the City of Light,” said Prudhomme.
PETRA Kvitova, who has withdrawn from the WTA championships in Istanbul because of a viral illness, will lead the Czech Republic in their Fed Cup title defence against Serbia next month in Prague. The Czechs will seek to become the third consecutive nation to retain the title after Italy in 2009-10 and Russia in 2007-2008. World number six Kvitova helped her country defeat Italy in the semi-finals. Lucie Safarova, Andrea Hlavackova and Lucie Hradecka will complete the team who face Serbia from November 3-4. The Czech men’s team will take on Spain from November 16-18 in the Davis Cup final. A win by both Czech teams would mark the first time since 1990 that a nation has captured the men’s and women’s titles in the same year.
England seek new sponsor ENGLAND’S cricket team, deposed by South Africa as the world’s top Test side, has begun the search for a new shirt sponsor after Brit Insurance said it would not renew its contract when it expires in early 2014. The company’s name appears on all England playing and training kit under a four-year agreement signed in 2010. The contract is due to expire at the end of the 2013-14 Ashes series in Australia. Brit Insurance said the decision to end the sponsorship was because of changes to its business.

Celtic coach Lennon hurting after a ‘bittersweet’ defeat Barca break Scottish champions’ hearts after late drama
By Nemanja Bjedov
By Ronnie Esplin NEIL Lennon admitted it was a “sore one to take” after a cruel injury-time goal from Jordi Alba gave Barcelona a dramatic late victory over the Hoops in their pulsating Champions League Group G clash in the Nou Camp on Tuesday. In the 18th minute Georgios Samaras’ header from a Charlie Mulgrew freekick went in off the back of Barca’s Javier Mascherano to give the visitors a shock lead but a minute before the break Barca midfielder Andres Iniesta levelled. With the four minutes of added time almost played at the end of an exhausting evening in which Parkhead keeper Fraser Forster had been outstanding, defender Jordi Alba broke Hoops hearts when he sneaked in at the back post to knock an Adriano cross past Forster from close-range. The Celtic boss said: “I thought the team were magnificent. “It is bittersweet really, it is hard to take losing the game in the manner in which we did but I am so proud of the players, I think they gave the club and country a huge shot in the arm. “There is a mixture of disappointment and anger that we didn’t see it through to the end of the game. “The players are hurting,
AEL ready for potentially explosive Fenerbahce showdown
Celtic held out against mighty Barcelona at the Nou Camp until a 94th minute winner consigned them to a painful loss they are angry, whatever you want to call it but it gave them a real a taste of playing in the Champions League at the highest level and they played fantastically well. “No one gave us any hope but I think we have won a lot of admirers. “They were brave, I couldn’t ask any more from them, maybe just 30 seconds more to see it through. “It would have been fantastic to pick up something from this game but we didn’t budget for anything from it. “I hope they take plenty from the game. It is tough to play at this level. “But there are no recriminations and no criticism. I think we leave with our reputation intact.” Celtic remain second in

the group with four points from three games ahead of the return game against Barcelona in a fortnight’s time. Lennon believes his side still have a chance of going through to the knockout stages of the competition. The Northern Irishman said: “You have to look at the three performances so far, we have done very well. “There are three games to

go so anything can happen. “I don’t think they will take a lot of picking up, they can take a lot of satisfaction from this performance. “The next game is Barca at home and we have to be mindful of that. “We don’t want to go gungho but we will have a big crowd and that will spur us on.” Barca coach Tito Vilanova was not surprised by the
tenacity of the Scottish champions but insists his side were not lucky to win the match. He said: “Like I said yesterday, we knew Celtic were dangerous, they were fast and powerful in the air. “But I don’t think it was luck. Normally when you score at the end it is but I think we had bad luck before that. “I this we deserved to win the game, their keeper played well and credit to them but I think we controlled them pretty well. “It says a lot about Barca, we keep going and if you don’t have any attempts on goal you won’t win. “But I believe that Celtic have a chance to qualify, they have two more matches at home so it is possible that they can go through.”
Points more important than performance for Bayern
Although the Bavarians have set a new Bundesliga record of eight straight wins since the start of the season, they have struggled to match that kind of form in Europe
BAYERN Munich coach Jupp Heynckes praised his side’s battling qualities after seeing them grind out a valuable 1-0 Champions League victory over Lille. Although the Bavarians have set a new Bundesliga record of eight consecutive wins since the start of the season, they have struggled to match that kind of form in Europe. They lost 3-1 to BATE Borisov in their previous Group F match and only just managed to edge past Lille on Tuesday night. However, Heynckes was not too concerned about his team’s performance since they managed to get the win they needed to remain on course for a place in the knockout stage. “You have got to win games like this sometimes too,” he said. “It was a hard-fought victory and we did not play well. “But we fought and, in the end, earned the win with this fight. “The important thing is that you win games like this.” Bayern, last season’s losing finalists, are
now in a three-team tie for top spot in Group F along with BATE and Valencia. However, Lille’s chances of qualifying now seem over after suffering their third successive defeat, much to the surprise of Bayern forward Thomas Muller. “It really is astonishing that Lille have no points,” he said on his club’s website. “It was so difficult for us. “Lille resisted so well and the stadium also helped them. They threw everything into the mixer. “It was tight and maybe not so good technically, but I am nevertheless pleased.” For Franck Ribery, it was a winning return to the club where he used to play as a schoolboy and he agreed that Bayern’s performance left a lot to be desired. “It was not an easy game,” he said. “Sometimes you don’t play well, but the important thing is that we took the three points. “We are all happy. These are three points. In our next game against Lille, we must play better.”
CYPRUS champions AEL will look to preserve an unbeaten home record in Champions League qualification and Europa League Group C this season when Turkish giants Fenerbahce make a first trip to Cyprus. AEL have conceded only once at home in four European outings this season, but their 5-1 loss to Marseille in their previous Europa League encounter was their worst result in the competition. After this week parting company with coach Pambos Christodoulou and appointing Portuguese Jorge Costa until the end of the 2013/2014 season, the AEL faithful expect their team to keep up the level of the performances they had over the last season. Costa will probably try to implement his preferred 4-3-3 system instead of the previous 4-4-2 and 4-2-3-1 combination, but it remains unclear if he will be brave enough to make instant changes with an enormous task ahead of him on his debut tonight. “The first meeting with the new coach made a very strong impact on all of the players,” said Portugueseborn Cypriot international Dosa Junior. “It is Jorge Costa, what else is there to say. I am glad that we will have a Portuguese coach who is very ambitious. “He wants us to be passionate, aggressive and fast. He knows our abilities and how much we can offer,” he added. We are a bit behind the leading teams both in Europe and domestically, but we want to progress in the Europa League and defend our title in Cyprus and I believe that coach Costa can lead us that far,” Junior concluded. Costa will not be able to count on defensive duo Maykon and Christos Theophilou for the Fenerbahce clash, while all other players are fully fit and in contention for the starting lineup. His Turkish counterpart Aykut Kocaman has much more serious selection problems as Mehmet Topuz, Raul Meireles and Joseph Yobo are all out injured, while Miroslav Stoch, Gökhan Gönül and Orhan Şam will be given late fitness tests. Mehmet Topal managed to complete a full training session with the team so he should be able to feature. Fenerbahce fans among the Turkish-Cypriots wanted to bring the ‘TRNC’ flag into the GSP Stadium in Nicosia for tonight’s 10.05pm kick-off, but AEL made a public statement through their president Andreas Sofocleous, who said he supports the decision of UEFA and the local authorities, which states that only flags of internationally recognised states will be allowed inside.

Sport CHELSEA FACE BECOMING FIRST HOLDERS TO FAIL TO REACH THE KNOCKOUT STAGES
Danes say it’s ‘David’s battle against Goliath’ By Philip O’Connor
The European champions were outplayed for all but the final stages of the game against Ukrainian opposition unbeaten for the past 11 months
Di Matteo under no illusions By Ben Rumsby ROBERTO Di Matteo has admitted Chelsea must avenge Wednesday’s Champions League defeat at Shakhtar Donetsk in two weeks time if they are to avoid one of the shortest defences of the trophy. The European champions crashed to a 2-1 defeat to Shakhtar as John Terry’s return to the side went awry at the Donbass Arena to leave them facing a real fight to qualify for the knockout stage. Previous holders have never failed to do so and Di Matteo acknowledged Chelsea now had to win their home games against Shakhtar and Nordsjaelland to maintain that record. “We need to win our two home games remaining for sure,” the Blues boss said. “The consolation is that Ju-

Di Matteo’s men were almost completely outplayed, their outstanding opponents

punishing them with goals early in each half from Alex Teixeira and Fernandinho before Oscar bagged a late consolation. “They’re a very good side,” Di Matteo said of a team that had never lost at home to English opposition and had not been beaten at all for exactly 11 months. “The early goal helped them massively and it’s always difficult when you concede such an early goal in a big game like that.
“It did unsettle us a little bit as well and, in the first half, we never really got into our rhythm. “In the second half, we came out better and started to get into the game and controlling the game a little bit more. “And then we got caught in possession on halfway and they punished us with the second. “Then, you’re chasing two goals and the game becomes very open.” Di Matteo admitted Chelsea did not defend well enough, although his game plan went out of the window when Frank Lampard’s record 100th European appearance for the club ended after just 15 minutes. The midfielder suffered a recurrence of the calf injury that kept him out of England’s World Cup qualifiers against San Marino and Poland and which now threatens to side-
line him for Sunday’s top-ofthe-table Barclays Premier League showdown with Manchester United. Terry suffered a nightmare start to his first game since accepting his four-match ban for racially abusing Anton Ferdinand when he unwittingly set up Shakhtar’s opener. But he was otherwise arguably the least culpable of Chelsea’s players. Shakhtar boss Mircea Lucescu had no doubt his side would win. “We wanted to outplay their team and we’ve done it,” he said. “Of course, Chelsea are one of the most beautiful teams, but we were sure we’d win and we’ve done it both tactically and physically. “The opponent was rather strong but we really deserved this victory and we are rather content about the result of this game.”
Fergie baffled by defensive frailties By Simon Stone
Two goals from Javier Hernandez helped Manchester United bounce back for the three points at home to Braga
MANAGER Sir Alex Ferguson has no idea what is causing his Manchester United side their defensive headaches. For the eighth time in 12 games this season, United found themselves behind to Braga at Old Trafford on Tuesday. Thanks to two goals from Javier Hernandez either side of Jonny Evans’ second in three games, United were able to roar back for a 3-2 victory that almost certainly guarantees a place in the knockout phase of this season’s Champions League. However, with Chelsea to come twice, and a Premier League home game against Arsenal before the rematch with Braga in a fortnight, Ferguson knows unless he finds a solution, his team could be in massive trouble.
“I can’t get to the bottom of it I am afraid,” he said. “If you analyse the goals we are losing, they have come from throw-ins, crosses, cut-backs, all sorts, and they are finding players free in the box. “It is difficult to put your finger on it, and it is a concern because it is making it difficult for us.” “It was the first time United had recovered from two goals down in a European game since they beat Juventus in the 1999 semi-final, although Ferguson could do without
the omen. “I would rather be without it,” he said. Braga coach Jose Peseiro was left disappointed after initially harbouring such high hopes. “I am happy with my players and the effort they put in, but the aim was to take away some points, so when you lose it is disappointing,” he said. “My team deserved to draw so I must wait for 15 days to have another go at them. Hopefully we play better at home.”

NORDSJAELLAND showed Copenhagen are not the only Danish club capable of mixing it with the big boys by securing their first Champions League point with a 1-1 draw at home to Juventus on Tuesday. Beaten away by Shakhtar in their first game, the Danish champions then lost 4-0 to Chelsea in their first home tie before showing their ability to learn quickly on the job by frustrating the Italian champions. “We’re up against some giants in this tournament. It is David’s battle against Goliath. We have to learn from game to game, and it’s perhaps just some small things we have to improve and we’ll get our first victory,” said Nordsjaelland coach Kasper Hjulmand.
ASSURED FANS Hjulmand assured fans his side would not abandon the free-flowing football that brought the club its first Danish league title last season. But there were signs against Juventus, who came to Copenhagen unbeaten in 47 games, that he has rejigged his game plan. Nordsjaelland’s chairman Allan K. Pedersen said he was delighted with the progress of Hjulmand and his team. “Juventus were disappointed, and that says something about how far we have come,” he told the Danish radio station DR. “I would have been happy to take a draw before the game, but when I saw how the game developed I could see that, with a little luck, we could have won.” Defender Patrick Mtigila said his side would continue to cause problems. “When we play our game and get our combinations going, we can make it hard for most teams. I think Juventus got a little to think about here,” he said.

City slackers face early exit English champions left bottom of ‘Group of Death’ after poor display in Amsterdam Ajax 3 Manchester City 1 By Andy Hampson

ANCHESTER City were left facing a huge task to revive their Champions League campaign after crashing to defeat at Ajax. Samir Nasri put them on course for victory in their vital Group D game in Amsterdam with an early strike but it came much against the run of play. Ajax responded emphatically to get their first win of the competition - and leave City still looking for theirs - with goals from Siem de Jong, Niklas Moisander and, with the aid of a deflection, Christian Eriksen. The defeat left the Barclays Premier League champions bottom of the so-called ‘Group of Death’ and staring at the possibility of failing to reach the knockout phase for a second successive season. Ajax were supposedly the group’s weakest link but they looked anything but in a game which, although City had their moments, the hosts dominated. City boss Roberto Mancini had rewarded Edin Dzeko for his recent form with a starting role alongside Sergio Aguero up front. Yet it was some time before either of them were able to get into the game as Ajax, with former Liverpool play-
It’s all gone horribly wrong: Manchester City manager Roberto Mancini and his coaching staff react to the crushing defeat ers Ryan Babel and Christian Poulsen prominent, started well. The hosts dominated possession for large spells although they were surprisingly unable to test goalkeeper Joe Hart enough.
City finally responded by breaking on 22 minutes and snatching the lead. Micah Richards raced clear down the right and fed inside to James Milner, who in turn set up Nasri for a clinical first-time finish over the
diving Kenneth Vermeer. Aguero almost doubled the lead moments later but Toby Alderweireld got back to block for a corner. The equaliser came on the stroke of half-time as Ricardo Van Rhijn delivered a low
cross along the edge of the area. Gareth Barry was unable to cut it out and De Jong met it with a fierce low strike which gave Hart no chance. City looked to produce a quick response after the in-
terval and Milner charged forward but Alderweireld cut out his cross for Aguero. Dzeko raced forward as Barry crossed to the near post but the Bosnian could not get a header on goal. The Dutch side claimed the lead from a corner in the 57th minute as Moisander leapt in front of Joleon Lescott and glanced a header across Hart’s goal into the bottom corner. Nasri twice brought Vermeer into action to push away corners as City tried to hit back but Roberto Mancini decided to bring on the extra attacking threat of Aleksandar Kolarov for Lescott. Babel had a route to goal blocked by Vincent Kompany but the hosts sustained the pressure and Eriksen ran across the area and shot past Hart with the aid of a big deflection off Clichy. Tobias Sana had a chance to bury City as he raced on to a fine pass from Eriksen but Hart bravely and brilliantly rushed out to block his shot. Play went straight to the other end and Dzeko found himself in on goal but Vermeer denied him. City poured forward in the latter stages but Dzeko, after beating Vermeer was denied again as Moisander got back. Carlos Tevez and Mario Balotelli came on to form a four-pronged attack but City were unable to find a way through. Aguero headed wide and Dzeko could only find Vermeer with late efforts.
Arsenal stunned by rare Euro home defeat Arsenal 0 Schalke 2 By Jim van Wijk
Arsene Wenger watched on from the stands, serving out his European touchline ban, as his Arsenal side were beaten at home for the first time since 2009
ARSENAL slumped to a 2-0 home Champions League defeat against Schalke - their first at Emirates Stadium since 2009. The Gunners had been looking for a response to Saturday’s lacklustre 1-0 loss at Norwich, but failed to produce one as manager Arsene Wenger watched on from the stands, serving out his European touchline ban. Schalke now overtake Arsenal at the top of Group B, and were good value for their victory, secured by second-half goals from Klaas-Jan Huntelaar and Ibrahim Afellay. The Gunners must now regroup ahead of Saturday’s visit of Barclays Premier League strugglers QPR and
next week’s Capital One Cup tie at Reading, but last night’s poor showing will have done little to lift the mood ahead of today’s Annual General Meeting. Schalke beat Bundesliga rivals Borussia Dortmund away last time out, and were looking to recover from the disappointment of seeing 10-man Montpellier snatch a late 2-2 draw from their previous European tie. The visitors started brightly, and had a penalty shout on 13 minutes following a quick break. Jefferson Farfan played in Dutch winger Afellay, who fell over the outstretched arm of Vito Mannone. There looked to be contact from the Italian keeper, whose handling error gifted Norwich their winning goal on Saturday. However, Swedish referee Jonas Eriksson waved away the appeals and instead brandished a yellow card to the Schalke player. German Lukas Podolski was
Arsenal’s main outlet down the left and his low centre flew back across the sixyard box, just behind Aaron Ramsey. Gervinho had been preferred in the central striker’s role to Olivier Giroud, and was sent clear - but lacked support and rather than trying to go it alone for goal, was eventually hounded off possession as he tried to hold the ball up. On 32 minutes, German centre-half Per Mertesacker made an important block to charge down Farfan’s fierce drive. There was another scare for the hosts just before the break when Japan full-back Atsuto Uchida got clear down the right and crossed for Huntelaar at the near post, but the usually reliable Dutchman swept a poor effort wide. It was Schalke, though, who eventually got the breakthrough on 76 minutes. Arsenal failed to clear their lines, with Afellay heading the ball back through the
centre of the defence and into the path of Huntelaar, who made no mistake from 10 yards. The Gunners made a double change when Podolski was replaced by Andrey Arshavin and full-back Carl Jenkinson came off for 17year-old Serge Gnabry. It was, however, game over with four minutes to go when Schalke broke quickly down the right through Jones, and his low centre was swept home by Afellay. The inquest started among the disappointed Arsenal players - a debate which no doubt will be continued by disgruntled shareholders today, many of whom will have jeered the home side off at the final whistle.
