OLICE said yesterday it foiled a bizarre plan to assassinate Attorney-general Petros Clerides after the arrest of three suspects and the seizure of an anti-tank weapon. The three, including a convict and a former contract soldier, and another man from the Famagusta district were arrested on Sunday night and were remanded in custody for eight days yesterday. The hearing yesterday took place amid strict security measures with armed counter terrorism officers placed inside and outside the packed court room. The convict was the alleged mastermind while the former soldier was alleged to be the proposed trigger man. The convict represented himself during the lengthy hearing. The three had allegedly been planning to assassinate Clerides somewhere on the route from his office to his home using a Light Anti-tank Weapon or LAW, which police said was of Turkish origin. They also planned the assassination of at least one more official – reports said the target was central prison governor Giorgos Tryfonides. Police did not confirm yesterday whether Tryfo-
nides was a target but they said they had information suggesting there was a target list, which they have not yet recovered. “The mastermind behind these planned assassinations is an individual currently doing time at the central prison,” police chief Michalis Papageorgiou said. Authorities had been informed of the alleged plot earlier this month. On October 12, they found the LAW and replaced it with an unarmed identical launcher and after placing their own agent in the operation they let it run its course until Sunday evening. The weapon had been switched at its undisclosed drop-off point near a church in Larnaca. It was allegedly left there by the third suspect, who, reports said, sells lottery tickets. Police arrested the former soldier at around 8pm near Prodromos Avenue in Nicosia. “We located the suspect (shooter) at a specific location and he was arrested the moment he received the empty launcher,” Papageorgiou said. The other two were arrested later. Papageorgiou did not say where the armed LAW was found but he said it was not the same location where the first arrest took

Thousands evacuated as US braces for tempest By Daniel Trotta and Tom Hals HURRICANE Sandy, one of the biggest storms ever to hit the United States, began battering the densely populated East Coast yesterday, shutting down transportation, forcing evacuations in flood-prone areas and interrupting the presidential campaign. Fierce winds and flooding were expected along hundreds of miles of Atlantic coast and heavy snows were forecast farther inland at higher elevations when the centre of the storm moved ashore late last night near
Atlantic City, New Jersey. US stock markets closed for the first time since the attacks of September 11, 2001, the government in Washington shut down and school was cancelled up and down the East Coast. About 150,000 customers were without power by midday and millions more could lose electricity. “This is going to be a big and powerful storm and all across the Eastern Seaboard I think everybody is taking the appropriate preparations,” President Barack Obama said at the White House. State governors from Virginia to Massachusetts warned of the acute
danger from the storm for the 60 million residents in its path. Nine states have declared a state of emergency. Experts said economic losses from the storm could reach $20 billion. “There will undoubtedly be some deaths that are caused by the intensity of this storm, by the floods, by the tidal surge, by the waves. The more responsibly citizens act, the fewer people will die,” Maryland Governor Martin O’Malley told reporters. THE Natural Gas Public Company (DEFA) said yesterday it has received a total of 17 expressions of interest for the supply of natural gas for a five-year period. The call for interest was issued on September 27. In a short press release yesterday, DEFA said only that it has received 17 bids, and that the details of the bids are bound by a confidentiality agreement between itself and the interested parties. “No announcements will be made on the matter. be announced, we shall issue a press release,” DEFA said. DEFA had earlier said it would take about three weeks for the bids to be evaluated, after which a shortlist of companies will be compiled, paving the way for negotiations for a sale agreement. In addition to supplying the fuel, interested parties must also make all infrastructure arrangements. In terms of technology the tender is open-ended: liquefied natural gas (LNG), compressed natural gas (CNG), or any other technol-
ogy. The top criteria are time and cost. Cyprus is seeking to secure short-term supplies of natural gas not exceeding 1.2 billion cubic metres per year as a stopgap solution until such time as it can bring ashore its own gas. Under the terms of the call for expression of interest, actual supply of gas should begin no later than early 2015 and up until September 2018 when, under broader energy plans, the island should be ready to generate electricity through its own offshore blocks.
Questions hang over state gas company Hydrocarbons management firm rife with grey areas By Elias Hazou COMMERCE Minister Neoclis Sylikiotis insisted yesterday there was nothing untoward with the establishment and nature of a state-owned hydrocarbons company, following reports that the company’s articles of association are rife with grey areas. On Sunday Kathimerini led with the company’s articles of association which, among other things, provide that any of its members may transfer shares to a spouse, children or immediate relatives. They also state that the company, known by the Greek acronym KRETYK, can purchase and import natural gas. This raised some eyebrows, as the import of natural gas was thought to be the sole purview of the Natural Gas Public Company (DEFA). In a bid to deprive the Christofias administration of controlling lucrative gas distribution contracts, parliament, with the exception of the ruling AKEL party, earlier this year decided to divide the job between DEFA and the Energy Regulatory Authority (CERA). DEFA will import, distribute and supply natural gas locally, while CERA will be in charge of exporting natural gas, in addition to its regulatory role. Creating confusion, the government has stated that KRETYK would handle all aspects of natural gas, including its liquefaction, transport, export and import. Sylikiotis did not clear up the point yesterday. KRETYK’s founding document moreover states that it is a limited liability company with a starting capital of €1 million divided into one million shares of €1 each. Though fully owned by the state, the company is governed by private law. Article 45 of the found-
ing document states that the company may distribute among its members any of its assets, “in specie or in money or by any other means.” Kathimerini posed the question as to whether the assets in kind include the actual gas, which the company is authorised to procure. Moreover, Article 32 of the founding document states that the company may “invest monies, of which it has no immediate need, in such investments as the board of directors may decide.” The nature of these “monies” is not explicitly defined. And the articles of association (Article 41) state that “a percentage of the company’s net profits, equal to the stake of the Republic of Cyprus in the company’s capital, minus an amount consisting of retained earnings” shall be deposited in a special Hydrocarbons Fund in regular intervals not exceeding one year. The next article states that the retained earnings will be proposed annually by the board of directors and determined by a general assembly. From this it can be gleaned that the amount deposited to the national Hydrocarbons Fund is not fixed and will rather be decided on a caseby-case basis. The founding document and the articles of association are dated October 2; they are signed by Sylikiotis and by a senior attorney of the Attorney-general’s office acting as witness and certifying that she drafted the documents. The documents make it clear that, upon its inception, the company’s sole member is the Commerce Minister acting on behalf of the state. They go on to state that, where the company has one member only, that member makes all the decisions. Kathimerini, which broke the story, raised questions over the apparent vagueness
Sylikiotis opens a new road at the In Pera Chorio industrial estate yesterday. He has not addressed all the questions of the documents’ wording, and suggested their drafting was a rush job. It said the wording was so generic that the documents were reminiscent of an off-the-shelf company. Sylikiotis issued a brief response on Sunday, saying the information the paper ran was taken out of context and accusing the daily of “unprofessional journalism.” Yesterday, the minister responded to a press release by main opposition party DISY. Sylikiotis denied that parliament was kept in the dark about the company, arguing that he had informed the House Commerce Committee as far back as June. He said also that as soon as the company documents were finalised they were sent to the committee. Sylikiotis, however, did not address some of the specific points raised by Kathimerini, such as why KRETYK was in charge of gas imports. One matter the minister did not fully clarify is why he did not attend a session of the House Commerce Committee on October 2 -- the same day KRETYK was registered -- to discuss the state hydrocarbons company. Sylikiotis
officially unveiled KRETYK’s establishment two days later, on October 4, much to the chagrin of opposition politicians who felt hoodwinked by the minister. In his statement yesterday, Sylikiotis implied that he did not attend the October 2 House committee precisely because he knew in advance that the purpose of the session was to discuss an opposition-drafted bill that sought to create a legal framework for KRETYK. The bill additionally sought to ban the establishment of a state hydrocarbons company before such legislation were passed. It is known that on the day Sylikiotis was scheduled to fly to Brussels for a European gas policy forum; however, at the time the House committee was in session he was still on the island and could have attended. Meanwhile opposition politicians have threatened to block any government funds earmarked for KRETYK as these are not provided for in the 2012 budget. The minister will be attending a new meeting of the House Commerce Committee this Thursday to discuss the issue.

Home CYPRUS TODAY Driving violations AUTHORITIES caught thousands of people using their mobile phones while driving without a handsfree device within the span of two weeks, police said yesterday. The reports were filed in the context of a police campaign between October 15 and October 28, geared towards preventing serious and deadly road accidents. In that time, a total of 4,340 reports were filed, 1,557 from headquarters’ traffic department and nearly as many – 1, 514 - in Nicosia, police said. A total of 752 reports were filed in Limassol, 255 in the Paphos and surroundings, 195 in Larnaca, and 67 in Famagusta.
Jewel theft SOME €153,000 worth of jewellery was stolen from the home of a Yermasoyia resident during an absence of ten days, police said yesterday. The 56-year-old was away between October 19 and October 28. “Because of the seriousness of the case, the crime investigation office has been called to investigate the scene, from which evidence was collected and is being assessed,” Limassol police spokesman Ioannis Soteriades said. Soteriades said that people should install alarm systems, safety locks and safes and use them when absent from their homes.
Poachers caught THE GAME Fund caught on Sunday two men, aged, 21 and 20, with 16 songbirds or ambelopoulia, police said. Authorities were notified that shots were heard in the Xylofagou area in Famagusta and two men illegally hunting birds with shotguns were caught. They have been charged and released. Ambelopoulia are sold as delicacies trapped by poachers, often with limesticks and mist nets.
UN continues its landmine sweep in Denia area THE UNITED Nations (UN) yesterday continued sweeping for mines in the buffer zone on the outskirts of Nicosia, cordoning off an isolated area where small landmines may have been swept away by a torrent from the north, the spokesman for the UN peacekeeping force in Cyprus, Michel Bonnardeaux, said. Following a wider search on Saturday, to see whether any mines could be spotted, a UN helicopter yesterday scanned an area on the outskirts of Nicosia, where the villages of Mammari and Denia lie.
The UN then cordoned off an area of about 4,000 square metres, signposting its periphery as a precaution, Bonnardeaux said. “It is a remote possibility that some small antipersonnel mines could have floated down but it is by no means sure that they did and it is highly improbable that larger anti tank mines did,” the spokesman said. The cordoned off area is remote from farms and the nearest villages are themselves far away so the UN thinks people are not in danger, Bonnardeaux said. But they put in a request to receive experts’
assistance from the UN mine action service UNMAS in Lebanon. UNMAS will be able to remove and destroy any landmines if necessary. Asked why the UN did not ask the Cyprus’ authorities for help instead, Bonnardeaux said they wanted a UN assessment of the situation before calling on any external help. The ‘TRNC’ alerted the UN last week on Friday night that mines may have been carried away by a swollen river in the occupied village of Ayios Vasileios.
Seventy Larnaca municipal workers caught defrauding Employees failed to hand over their social insurance cheques By Jacqueline Agathocleous LARNACA municipality has vowed to collect “every last cent” of some €80,000 that was pocketed by 70 municipal workers, who collected social insurance cheques for sick leave yet failed to submit them to the municipality. The individual amounts owed range from between €70 and €3,500. Larnaca Mayor Andreas Louroudjiadis, who has ordered an investigation into the matter, yesterday said the discrepancies came to the municipality’s attention when certain workers were away on sick leave, yet failed to provide the cheques they received from social insurance. When an employee is on sick leave, the employer usually pays the full salary, which is then reimbursed to him by social insurance. The cheque is sent to the employee who must hand it back to the employer. “I want to clarify that, with a sense of responsibility towards our fellow citizens and desire for transparency, we immediately made the matter public and I gave instructions that every last cent owed will be collected,” said Louroudjiadis. “Once the investigation is
complete, the list of names will go to the municipal council so any measures deemed necessary can be taken,” he added. He said the investigation was underway and was checking as far back as 2009. “At first view, the total amount (of the fraud) reaches €80,000, with the smallest amount taken being €70 and the biggest €3,500,” said Louroudjiadis. He said it made no difference whether the workers accepted the accusations against them. “These discrepancies and irregularities were found through investigation and cannot be doubted,” said the mayor. Asked why the municipality’s accountants had not spotted the problem sooner, Louroudjiadis said it was through efforts to tidy up the municipality’s finances that the discrepancies were spotted. He said the investigation’s final findings would be discussed at the municipal council, before any decision is made to involve the police. The council will also decide whether any penalties will be imposed, while Louroudjiadis – who admitted the 70 workers had not been suspended – said the amounts owed were being deducted from the employees’ wages. “The cuts started immedi-

Get ready for the Quantum Marathon THE 3RD Quantum Nicosia Marathon will take place on December 9, with the arrival of the Marathon Flame for the first time ever to the island. Nicosia Mayor Constantinos Yiorkadjis said that if sport in general could offer so much to life, “then Quantum Nicosia Marathon is life for sportsmen, Nicosia and its people”. The head of Quantum’s organisers, Giorgos Killas, said that already from 2011, Nicosia Marathon is considered an official part of the Association of International Marathons and Distance Races (AIMS). He added that the number of foreigners showing an interest in the local marathon had increased compared to last year. The Quantum Nicosia Marathon is organised by the Athanasios Ktorides Foundation, under the auspices of the Nicosia Municipality and supported by the Education ministry and other sporting, cultural and nonprofit organisations. All donations will be given to a special fund set up by the Athanasios Ktorides Foundation, for members of the third generation. POLICE are interrogating a man in connection with an armed robbery that took place yesterday morning at the Tseri Co-op Bank. The loot is estimated at around €13,000. Police spokesman Andreas Angelides said an arrest warrant was expected to be issued against the suspect, to assist investigations. According to Angelides, the robber entered the bank at a little after 10am yesterday and brandishing a gun, he ordered employees to hand over the contents of the till. Based on witness accounts, he added, a man was arrested after being seen leaving the scene in a car that was identified. “We are at the stage of interrogation. The person is in police custody and an arrest warrant is expected to be issued against him,” said Angelides.
Cyprus is negotiating ‘with a gun to its head’ By George Psyllides THE suggestion to change the definition of non performing loans (NPLs), which will result in the banks needing more capital as part of an international bailout, came from the Central Bank, opposition DIKO vice chairman Nicolas Papadopoulos charged yesterday. “This will increase the Cypriot banks’ exposure by several billions … thus our people will be forced once more to shoulder the burden of additional measures because of a wrong decision and approach,” Papadopoulos said. The Central Bank rejected Papadopoulos’ suggestion.
Suggestion to change the definition of NPL will result in the banks needing more In its proposals for the island’s adjustment programme, submitted on July 25, the troika said the Central Bank of Cyprus’ guidance on the classification of loans as non—performing will be immediately amended to include all loans past due by more than 90 days. That includes loans, which are fully secured. Cypriot banks currently do not classify fully secured loans as non-performing, even if they have not been serviced for over 90 days. However, loans that are partly secured are considered non-performing after 90 days. Cyprus applied for a bailout in June to help its two biggest banks, which suffered huge losses due to
their exposure to Greek government debt. The bulk of the bailout, which some say could reach €15 billion – although an official figure has not been given yet – is expected to be absorbed by the banks. A change in the classification would raise the amount. “If we want to prevent this we must change this methodology and this approach and this must be one of the chapters we must negotiate with the troika,” Papadopoulos said. “Irrespective of any responsibility the banks may have regarding their exposure to the Greek market and any wrong decisions, we ought to note that wrong handling by the government and the Central Bank have

amplified the banks’ recapitalisation problems.” The Central Bank said the way NPLs are classified for the purpose of signing a bailout memorandum is defined on the basis of international practice and was requested by the troika and not proposed by CB Governor. “Also, loans classified as non-performing do not necessarily raise the potential amount of recapitalisation because many have satisfactory guarantees,” the CB said. Cyprus responded to the troika proposals last week but no date has been set yet for their return. Although some sort of negotiation is taking place, there are fears the island would miss a November 12 deadline and risk running out of cash. After November 12, the next meeting of the Eurogroup, it will take the parliaments of individual eurozone nations about six weeks to sanction the Cyprus memorandum. Papadopoulos said the de-
lay has weakened Cyprus’ negotiating position. “The Republic of Cyprus is negotiating with a gun to its head due to the wrong handling of the matter and the delay displayed by the Demetris Christofias government,” Papadopoulos said. “We are in a very unpleasant position where we are running out of days, running out of money, and the other side knows we have no choice but to sign a memorandum.” Main opposition DISY likened the situation to a car running out of petrol while the driver continues to drive without a care in the world. “Now that we have run out of fuel we think we can set conditions to anyone prepared to refuel us,” spokesman Haris Georgiades said. Ruling AKEL accused the opposition of undermining the government’s effort to defend measures, most of which, were accepted by the parties and the unions. “Instead, DISY and their companions choose to continuously regurgitate their criticism about timeframes, revealing that what interests them the most is to sing a memorandum irrespective of contents,” party spokesman Giorgos Loukaides said.

The chief said the suspect had agreed with the police agent to collect the weapon from that location, which was not far from the spot where he would ambush Clerides. The convict, the alleged mastermind, denied he was the ring leader and claimed that the whole scheme had been hatched by the island’s most notorious convict, Antonis Prokopiou Kitas, currently doing life for the murder and rape of two women. “His objective was to win the attorney-general’s favour and secure his release from prison,” the suspect told the Nicosia district court during his remand hearing. He implied that Kitas had masterminded the plan specifically so that he could warn the police ahead of time and then take credit for ‘saving’ Clerides’ life. The police received the information
from the person who instigated the plot, he added. Angry investors set deadline to sue over misleading selling of securities A GROUP of investors in bank securities yesterday warned “all concerned” that they will take legal action unless they receive a response to their demands by November 5. The ultimatum is addressed to the Finance Ministry, the Central Bank, the Bank of Cyprus and Popular Bank, and the Securities and Exchange Commission. If the November 5 deadline is not met, the investors said, they would proceed with private prosecutions against “all liable parties.” They are also threatening to forward the findings of a Central Bank probe into the securities to the EU and the troika, to withdraw their deposits from the banks,
and to stage “dynamic mobilisations.” It recently transpired that the island’s two largest lenders - in need of a bailout - collectively accumulated over one billion euro in securities but stopped paying interest on them after making significant losses in the wake of a Greek sovereign debt write-down. Preventing heart attacks BETWEEN 600 and 700 people suffer from cardiac arrest each year in Cyprus with the majority - between 92 per cent and 95 per cent - dying, health minister Androulla Agrotou said yesterday. She was quoting figures on people who did not manage to receive hospital treatment. The figures were from Cyprus Cardiology Society presented at a news conference on sudden death. Sudden heart death results within an hour of the onset of symptoms, and may kill people with no history of heart problems, Agrotou said. However, training people to use defibrillators or teaching them CPR or cardiopulmonary resuscitation may save up to 100 lives a year, Agrotou said. Some public places are already fitted with defibrillators including gyms, hotels, airports and ports. For those over the age of 35, the most common cause of sudden death is coronary artery disease, which takes place when arteries supplying oxygen to the heart become narrowed or blocked. The risk of getting coronary heart disease can be reduced by making lifestyle changes.

RAIN in October was 172 per cent of the norm on average for this time of the year, the met office said yesterday. In Famagusta’s Frenaros rainfall was about four times over the expected rain fall, while in Athalassa in Nicosia, rain fall was 269 per cent over normal levels. Limassol saw 212 per cent more rainfall while Larnaca, 144 per cent. Paphos saw the least rainfall of all districts however with Pano Panayia region seeing just 87 per cent of normal rates. Around the Paphos airport, rainfall was normal for October. Most reservoirs are over 50 per cent full following a rainy winter last year causing several dams to overflow. The largest dam, Kouris, is at 75.4 per cent of its 115,000 million cubic metre capacity, and the second biggest, Asprokremmos that accommodates 52,375 million cubic metres is at 87.3 per cent capacity. Torrents also caught up cars in the SOPAZ area in Nicosia last week, prompting Nicosia municipality to order its workers to clean up the area.

Election campaigns on hold as weather takes the lead By Jeff Mason PRESIDENT Barack Obama suspended campaign stops and returned to Washington yesterday to deal with the impact of Hurricane Sandy, advising Americans to evacuate if necessary and dismissing concerns about the storm’s impact on the November 6 election. Republican presidential candidate Mitt Romney cancelled most of his campaign events to show respect for the hurricane’s potential victims. Both men are acting cautiously to avoid coming across as focused on politics while millions of people face the effects of fierce winds and driving rain. Obama used the bully pulpit of the White House briefing room to show he was on top of the situation. He warned Americans hit by the storm it could take a long time before power was restored and transportation networks were running again, and he urged them to evacuate if told to do so. “I am not worried at this point about the impact on the election. I’m worried about the impact on families and I’m worried about the impact on our first responders. I’m worried about the impact on our
economy and on transportation,” he told reporters. “The election will take care of itself next week. Right now our number one priority is to make sure that we are saving lives.” Obama started his day in Orlando, Florida, where he flew on Sunday night with the intention of appearing at a campaign event with former President Bill Clinton. But the White House decided yesterday morning to skip the event, getting Obama back to Washington before the storm’s intensity increased. Romney had planned to hold an event in Wisconsin last night and to speak in Iowa and Florida today. Those states are out of Sandy’s path, but Romney does not want to be seen to be focusing only on the campaign while a possible natural disaster looms. “Governor Romney believes this is a time for the nation and its leaders to come together to focus on those Americans who are in harm’s way,” said Romney communications director Gail Gitcho. Romney did not cancel all his events, however. He staged a campaign rally in Avon Lake, Ohio, yesterday and was still headed to Iowa for another rally later in the day.

Obama leads Romney 48 per cent to 47 per cent, a 1 percentage point drop for Obama and 1 percentage point rise for Romney from Sunday’s tracking poll - still within the daily online survey’s 3.9 percentage point credibility interval for likely voters. “This is all movement around the middle,” said Ipsos pollster Julia Clark. “It basically underlines the closeness of the race. I don’t think it’s going to be too different until the election.” The poll showed that 22 per cent of registered voters said they had taken part in early or absentee voting. Among that group, 58 per cent said they voted for Obama and 39 per cent said they voted for Romney.

one street to another without risking being shot.” Shami said Free Syrian Army rebels still held most of the area, but their anti-aircraft guns could not hit the warplanes. State media said insurgents never respected the truce. “For the fourth consecutive day, the armed terrorist groups in Deir al-Zor continued violating the declaration on suspending military operations which the armed forces have committed to,” state news said, later adding that rebels had also attacked government forces in Aleppo and the central city of Homs. The Damascus air raids followed what residents said were failed attempts by troops to storm eastern parts of the city. “Tanks are deployed around Harat al-Shwam (district) but they haven’t been able to go in. They tried a week ago,” said an activist who lives near the area and who asked not to be named. Brahimi, who will visit Beijing after Moscow, said the renewed violence in Syria would not discourage him. “We think this civil war must end ... and the new Syria has to be built by all its sons,” he said. “The support of Russia and other members of the Security Council is indispensable.” Russia and China have vetoed three Western-backed UN draft resolutions condemning Assad’s government for the violence. Beijing, keen to show it does not take sides in Syria, has urged Damascus to talk to the opposition and meet demands for political change.
Yanukovich’s party ahead in Ukraine poll UKRAINIAN President Victor Yanukovich’s party was on course yesterday to secure a parliamentary majority but international monitors said flaws in the way the election was conducted meant the country had taken a “step backwards”. Exit polls and first results from Sunday’s vote showed Yanukovich’s Party of the Regions would, with help from long-time allies, win more than half the seats in the 450-member assembly after boosting public sector wages and welfare handouts to win over disillusioned voters in its traditional power bases. They will face, though, a revitalised opposition boosted by resurgent nationalists and a liberal party led by boxing champion Vitaly Klitschko. But a team from the Organisation for Security and Cooperation in Europe, which sent more than 600 observers to monitor the election, criticised the way it had been conducted. “The elections were characterised by the lack of a level playing field caused primarily by the abuse of administrative resources, lack of transparency of campaign and party financing and lack of balanced media coverage,” the OSCE mission said in a statement. “Certain aspects of the preelection period constituted a step backwards compared with recent national elections,” it said, a reference to Yanukovich’s election in February 2010 which was judged fair by the West.

His successor will assume the post in a fast-changing Egypt where long oppressed Islamists are now in power - a major shift that is a source of alarm for the minority Christian community. About 2,400 people had the right to vote in yesterday’s ballot and must pick from a shortlist announced by the church on October 13 and which comprises two bishops and three monks aged between 49 and 70. Picked by the church, the voters include leading members of the church, public figures and a handful of representatives of the Ethiopian Church, which has historic links to the church in Egypt. Greek editor in court over Swiss bank list Crisis-hit Greece riveted by 2,000 plus super rich list By Karolina Tagaris and Renee Maltezou A PROMINENT Greek journalist who published the names of more than 2,000 wealthy Greeks with Swiss bank accounts appeared in court yesterday to stand trial on charges of violating data privacy laws. Costas Vaxevanis, editor of the Hot Doc weekly magazine, was arrested at the weekend for publishing the “Lagarde List” which French authorities gave to Athens in 2010 so that the account holders could be investigated for possible tax evasion. The list - and the accompanying saga of how it was passed from one senior official to the next and was misplaced at one point without anyone apparently taking action - has riveted Greeks who are angry at a political class seen as unwilling to crack down on the
wealthy elite. Vaxevanis’ trial was adjourned soon after starting until Thursday. He could face up to two years in prison if convicted. “I was doing my job in the name of the public interest,” Vaxevanis told a crowd of supporters outside court. “Journalism is revealing the truth when everyone else is trying to hide it.” The list of 2,059 Greek account holders at HSBC in Switzerland features dozens of prominent business figures including a handful of shipping tycoons, companies and two politicians. It also includes a painter, an actress and many listed as architects, doctors, lawyers, and housewives. The centre-left Ta Nea newspaper reprinted the list yesterday, devoting 10 pages to the accounts which were said to hold about two billion euros until 2007. However, the daily said it was not leaping
to any conclusions about the list’s “content nor the connotations it evokes in a large part of the public”. It did not say why it had decided to reprint the list and stressed there was no evidence linking anyone on the list to tax evasion. “Ta Nea is publishing the list today. Will they be prosecuted?” Vaxevanis wrote on his Twitter account. “Today, it’s not Hot Doc that’s on trial but press freedom in Greece, and truth.” Vaxevanis criticised Greek media - which apart from Ta Nea have avoided any mention of those on the list - for failing to cover his magazine’s revelations extensively. Labour increases pressure on Cameron ahead of EU talks By Mohammed Abbas BRITAIN’S opposition Labour party piled pressure on Prime Minister David Cameron yesterday by pushing for an even tougher line on the European Union budget than that proposed by his ruling Conservative Party. Cameron is promising to take a tough line at what are shaping up to be fraught talks next month to agree the EU’s next seven-year budget in the face of growing anti-EU sentiment in Britain. Last week he reiterated a threat to veto any budget deal seen as detrimental to British taxpayers, and demanded a real-terms freeze in EU spending given the financial constraints and budget cuts faced by many European governments. Now left-leaning Labour has raised the stakes by demanding a cut in real terms. Many Britons regard the EU as an ineffectual and spendthrift source of bureaucracy and Britain’s ties with the 27-member bloc are likely to be a key theme in a national election set for 2015. The centre-right Conservative vote is already under threat from the UK Independence Party, which has surged in popularity in recent months on a pledge to withdraw Britain from the EU. “Labour will argue against the proposed increase in EU spending and instead support a real-terms cut in the budget,” Labour finance spokesman Ed Balls and foreign affairs spokesman Douglas Alexander said in a joint opinion piece in the Times newspaper.

TURKISH police fired tear gas and water cannon to disperse thousands of secularists protesting at a banned rally in the capital yesterday against what they see as an increasingly authoritarian and Islamist government. The scenes of chanting men and women draped in Turkish flags and carrying banners portraying the country’s founding father Mustafa Kemal Ataturk highlight a longstanding division in Turkish society between staunch secularists on the one hand and more conservative religious Turks on the other. Although Prime Minister Tayyip Erdogan won a third term in power last year with 50 per cent of the vote, many secular Turks fear his socially conservative AK Party has Islamist tendencies that threaten the secular republic founded by Ataturk. “They are trying to turn us into another Iran or some kind of neo-Ottoman Empire. We are against this,” said retired 64-year-old Erdem Sevinc. “We are here today to send a message to those who are trying to destroy the principles of this republic,” he said. The local government in Ankara, also controlled by Erdogan’s AK Party, banned the rally citing “intelligence” it would be used for “provocation”, a move protesters said was designed to silence government opponents.
ABUSE allegations made against Jimmy Savile while he was alive could have been linked to show “a pattern of behaviour”, Scotland Yard’s commissioner said yesterday. Bernard Hogan Howe said police and other organisations had not “put together” claims made against the disgraced television presenter. Members of the public may also have been discouraged from taking action because of Savile’s reputation at the time, he said. The commissioner told reporters: “You might have thought that people would at least have talked about it and intervened. “It does look as if from time to time people have been concerned, they’ve made the start to intervene, but probably then they’ve relied a little bit too much on his reputation and his word that he did nothing.
“If you accept all the public accounts of the activity then it’s possibly spanned 50 years which is a huge amount of time. “First of all within an organisation that’s got everybody’s respect, but probably it appears that people haven’t intervened when they’ve had suspicions. “Then of course other organisations including the police have had individual allegations that have not been put together to actually show that this person may well have shown a pattern of behaviour that’s been pretty awful.” Four police forces were contacted by seven potential victims while Savile was alive. Surrey, Sussex and Jersey all found that there was not enough evidence to proceed. Two potential victims came forward to Scotland Yard - one of whom claimed she had been abused in the 1970s but did not want to pursue a criminal investigation.

GREEK banks will issue common shares to meet at least 6 per cent of a 9 per cent capital adequacy requirement the central bank will set as part of their recapitalisation, sources close to the plan said. The banks, whose capital base was almost wiped out by a combination of huge bond swap writedowns and rising loan impairments amid a deep five-year recession, will raise the rest through convertible bonds. Athens is trying to finalise the terms of the recapitalisation framework, with Finance Minister Yannis Stournaras set to meet the top brass of the Greek bank association later yesterday. Authorities have set up a capital backstop, the Hellenic Financial Stability Fund (HFSF) to carry out the task. HFSF, funded from the country’s 130-billion euro EU/IMF bailout, has already injected 18 billion euros into the four biggest lenders as part of the recapitalisation. “They will have to issue common equity to meet a 6 per cent Core Tier 1 capital ratio. The private sector will have to cover at least 10 per cent of this for the bank recapitalisation fund (HFSF) to have restricted voting rights on the shares,” one of the sources told Reuters yesterday. Existing bank shareholders or new investors will have to pitch in to the recapitalisation to avoid the government taking them over. If they come up with at least 10 per cent of the new common shares issued, the HFSF will buy the rest and have restricted voting rights. Should that fail, HFSF will end up with common shares with full voting rights, which would be tantamount to nationalisation.
Bertelsmann to own 53% of joint venture By Kate Holton BRITAIN’S Pearson and Germany’s Bertelsmann are to merge their publishing units, Penguin and Random House, to recover ground lost to technology groups Amazon and Apple, the leaders in the ebook revolution. Education and media publisher Pearson said the newly created joint venture, which will bring under one roof fantasy novelist Terry Pratchett, Fifty Shades of Grey author EL James and 2012 Nobel prize winner Mo Yan, would be named Penguin Random House. Confirmation of a deal came after months of Pearson board discussions and despite an informal approach from Murdoch’s News Corp, which was inter-
ested in combining Penguin with its own Harper Collins publishing unit, a person familiar with the situation said. “The consumer publishing industry is going through a period of tumultuous change, propelled by digital technologies and the giant companies that dominate them,” Pearson Chief Executive Marjorie Scardino said in an email to staff. “The book publishing industry today is remarkable for being composed of a few large, and a lot of relatively small companies, and there probably isn’t room for them all - they’re going to have to get together.” Under the plans, Bertelsmann will own 53 per cent of the venture and nominate five directors to the board, while Pearson would own the rest and nominate four.
Both must retain their share in the venture for at least three years. Penguin chairman and CEO John Makinson will be chairman of the new venture, and Random House CEO Markus Dohle will be CEO. Honda cuts forecasts in wake of bitter island dispute with China By Yoko Kubota HONDA Motor Co cut its full-year net profit forecast by a fifth after sales in China were hit by a popular backlash against Japanese goods, and warned it could be February before business in the world’s biggest autos market returns to normal. The cut, prompted by a slump in sales amid often violent protests in a dispute about ownership of islands in the East China Sea, makes it likely that bigger Japanese rival Nissan Motor, and possibly Toyota Motor, will follow suit when they report quarterly earnings early next week. “It’s likely Toyota and Nissan are going to cut forecasts in the same way. A cut was to be expected because the
problems with China weren’t factored into forecasts,” said Fujio Ando, managing director at Chibagin Asset Management. Demand for Honda, Toyota and Nissan cars slumped in China in September as tempers flared in the territorial dispute, with South Korea’s Hyundai Motor and Germany’s BMW picking up market share. Toyota has said its China sales dropped 49 per cent in September. Sales by Honda and its China joint ventures dropped 40.5 per cent last month. China is Honda’s second-biggest market after the United States, accounting for 17 per cent of 2011 sales. Honda said yesterday that its two biggest China plants would continue to run on one shift, rather than two, until at least the middle of next month, with output then gradually picking up
ahead of Chinese New Year in February - a traditional buying season. It cut its full-year China sales forecast by 17 per cent to 620,000 vehicles, but said there would be no change to its investment there. Honda plans to invest $880 million to expand capacity at its plants in Guangzhou and Wuhan over the next few years. “China is the world’s biggest auto market and there’s no doubt it will continue to grow. We will continue our current (investment) plan,” Executive Vice President Tetsuo Iwamura told a results briefing. Honda, whose models include the Accord, Fit/Jazz, Civic and CR-V, cut its net profit forecast for the year to March to 375 billion yen ($4.7 billion) from 470 billion yen. Last year, Honda reported net profit of 211.5 billion yen.
ITALIAN political turmoil and Spanish hesitancy over seeking eurozone assistance put the two countries on the front line of the currency area’s debt crisis back under market pressure yesterday as their leaders met in Madrid. Former Prime Minister Silvio Berlusconi’s weekend threat to bring down his successor Mario Monti’s government, and regional elections in Sicily in which a protest party led by a stand-up comic polled strongly, highlighted the political risks in Italy. Rome’s borrowing costs have fallen since July partly due to the European Central Bank’s pledge to buy unlimited quantities of bonds if necessary to help states that request aid and accept strict conditions, but also due to hopes that Monti, a reformist technocrat, may stay on after next year’s general election. Italian and Spanish bond yields rose yesterday as some investors sought the safety of German Bunds, partly due to political uncertainty in the eurozone’s recessionstricken third and fourth largest economies. But Italy paid less than a month ago to sell eight billion euros of six-month bills. The euro also slipped on uncertainty over whether near-bankrupt Greece, the country that triggered Europe’s debt crisis, can agree to a deal on new austerity measures and its international lenders can figure out how to make its huge debts sustainable. Not competitive enough Lillikas’ plans for Russian relations need perspective CYPRIOT politicians’ infatuation with the Putin regime is not restricted to supporters of the Christofias government and members of AKEL. Presidential candidate Giorgos Lillikas, returned from last week’s trip to Moscow determined to ‘upgrade’ relations with Moscow. “It is time for Cyprus-Russia relations to be upgraded and from simply friendly relations to evolve into a strategic partnership both on a political and economic level,” said Lillikas yesterday. He said that the same ‘sentiments’ existed in Russia and there was a genuine desire to upgrade and deepen relations in the political and economic sphere on the part of the government, parliament and the business world. Lillikas has never had trouble coming up with nice-sounding grandiose plans. When he was foreign minister of the Papadopoulos government he brokered a supposed strategic alliance with France, which was later plugged as defence co-operation. It was of no practical import, even though, at the time, Lillikas sold it as a major diplomatic achievement and made a big song and dance about it. This is not to say that Cyprus should not try to build better relations with other countries, but a sense of perspective is also needed. In what way, for instance would France have benefited from a so called ‘strategic alliance’ with a tiny country, whose population is smaller than that of Bordeaux? What would we be offering such an alliance, our military might? The same applies to Russia. Unless we want to offer Cyprus as Russia’s new base in the Mediterranean, in the event that Moscow pulls out of Syria, it is difficult to see in what other way political relations could be further upgraded and deepened. Lillikas, like our current president, seems to ignore the fact that Cyprus is a member of the EU, which has very close links with NATO. Should we also mention that all the political parties, except AKEL, support membership of Partnership for Peace? He even saw possibilities of co-operation on the natural gas front, assuring his Russian audiences that Cyprus would not be in competition with Russia when it starts selling natural gas, saying that there could be ‘convergences of interests’. He also claimed there had been interest in financing the re-capitalisation of the Cyprus banks. But if Cyprus banks were taken over by Russian interests and deeper economic co-operation between Nicosia and Moscow was strengthened how many Russian businesses would carry on using Cyprus as a business base? Did Lillikas not consider the fact that many of these businesses are here to avoid interference in their affairs by the Putin government? By all means we should maintain our good relations with Russia, but we need to put things in perspective. If Lillikas believes that close ties with Moscow would help us on the Cyprus problem, he should also consider that by 2015 trade between Turkey and Russia is forecasted to be worth $100 billion.

HE RECENT publication of the Global Competitiveness Report, 2012-2013 by the World Economic Forum is one of the most reliable authorities in reporting, measuring and analysing global competitiveness standards in all 144 world economies. This enormous publication spreads over 527 pages of indepth analysis of competitiveness rankings covering over 100 indicators and offering both generic conclusions as well as an individual country analysis of ranking results. The authors provide extensive qualitative and quantitative research in relation to each of the world’s economies, also including Cyprus in their study. The analysis provided for Cyprus presents benchmarking and comparisons as well as a thorough examination of our national competitiveness pillars, paying attention to drivers of growth as well as identifying problematic factors for doing business in Cyprus. Many determinants drive productivity and growth and understanding the factors behind this process is a crucial element of subsequent sound analysis. The Global Competitiveness Report identifies 12 pillars upon which competitiveness is based, each measuring a different aspect of competitiveness. These are: institutions, infrastructure, macroeconomic environment, health and primary education, higher education and training, goods market efficiency, labour market efficiency, financial market development, technological readiness, market size, business sophistication and finally innovation. While the Report investigates the results of the 12 pillars of competitiveness separately, it recognises their interdependency and interrelation. For example, a strong innovation capacity will be difficult to achieve in the absence of a healthy well-educated and trained workforce, and without sufficient financing. The most competitive economy in the world is Switzerland, having maintained first place for three consecutive years. Even though it ranks 39th in terms of market size, Switzerland is first out of 144 economies in terms of business sophistication, labour market efficiency and innovation. Comment Irene Demetriou petitive economies in the world today. The 12 pillars of competitiveness affect all economies, but do so in different ways. For example, the best way for Kenya to improve its competitiveness is not the same as the best way for Italy to do so. The reason behind this differentiation is that the two countries are in different stages of development. Specifically, the Global Competitiveness Index assumes that economies in the first stage are mainly factor-driven (based on natural resources and low skilled labour). The second stage of development is the efficiency-driven stage, when countries begin to develop more efficient production processes and increase product quality. Finally as countries move into the final development stage, namely the innovation-driven stage, wages will have risen by so much that countries are able to sustain those wages and a high standard of living. Companies must maintain their position in this stage by investing in innovation and promoting sophisticated production processes and business models. Economies that fall between two of the three stages are “in transition” and depending on the improvement of their competitiveness pillars, the transition is considered either as smooth or uneven. According to the report, Northern and Western Europe, Japan and the US are considered as competitiveness hot-spots. Southern and Eastern Europe and South America lag behind while Sub-Saharan Africa faces the biggest challenges of all regions. Southeast Asia, the Middle East and North Africa have a progressive group performance, with potential for improvement. The findings of the Report demonstrate that there is no necessary trade-off between being competitive and being sustainable. In fact, countries which are the top of competitiveness such as Switzerland are also the best performers in many areas of sustainability. Cyprus has acquired a Global Competitive Index score of 4.32, and ranks 58th out of 144 economies in the Global Competitiveness Index. Cyprus’ rank for the previous year (2011-2012) was at 47th place out of a total of 142 economies. The sovereign debt crisis can,

The lack of competitiveness in economies of Southern Europe, including Cyprus, coupled with high salaries has led to unsustainable balances difficult to overturn unless measures are taken both to stimulate growth and to minimise public expenditure. In analysing the Cyprus economy in depth, the Global Competitiveness Report demonstrates that Cyprus is at the final stage of development, categorised as an innovation-driven economy. Compared to other innovationdriven economies Cyprus lags behind in technological readiness, market size and macroeconomic environment, while in terms of labour market and good market efficiency, Cyprus is at equal standing with other innovation-driven economies. It also has a good higher education and training system as well as high standards of health and primary education. The most problematic factors for doing business in Cyprus are access to financing, inefficient government bureaucracy, restrictive labour regulations and an insufficient capacity to innovate. Access to financing in particular has topped the list, with
a big difference gap from the second most pressing problematic factor for doing business, namely inefficient government bureaucracy. In relation to the ‘soundness of banks’ indicator, Cyprus ranks at 83rd place while in terms of “financing through local equity market”, Cyprus ranks as low as 86th place. In order to improve Cyprus’ position a comprehensive set of competitiveness-enhancing measures must be introduced to bring back confidence in the national financial system. These measures include regaining financial stability by resolving the weakness of the banking system, regaining macroeconomic stability through fiscal discipline and structural reform as well as introducing labour market reforms, fostering competition and making investments in areas such as innovation, education and technology. It is important to note, that Malta, an economy which is often compared to Cyprus, in terms of jurisdictional attractiveness, has risen from 51st place last year to 47th this year, ranking 15th in financial market development and 21st in technological readiness. Gary Glitter held in Savile probe BRITISH police arrested convicted sex offender and former pop star Gary Glitter on Sunday as part of an investigation into allegations of child sex abuse by the late BBC presenter Jimmy Savile, media said. Glitter was released on bail some 10 hours later. But the arrest - the first to be reported in the case - widened a scandal that has already damaged the reputation of the publicly-funded BBC and the legacy of Savile, a former DJ who was one of the broadcaster’s top show hosts and a prolific charity fundraiser. The head of the BBC’s governing body said on Sunday the broadcaster’s reputation was on the line, and prom-
ised to get to the bottom of the scandal. A police statement said a man in his 60s had been picked up just after 7 am (0700 GMT) on suspicion of sexual offences in the investigation termed “Savile and others”. The statement did not name the man and a spokesman declined further comment. The BBC and Sky News identified the man picked up from his London home as Glitter, a 68-year-old who was popular as a glam-rock singer in the 1970s. Footage on both broadcasters showed Glitter, who was wearing a hat and sunglasses and was not handcuffed, leaving an apartment in central London and being driven away. Hours
later, television showed investigators carrying large black bags as they left the house. Glitter was held by police for about 10 hours. He was seen leaving a police station in central London and, minutes later, return to his apartment, where he dodged questions by scores of waiting reporters and cameramen. Police later said the man was “bailed to return to the police station in midDecember 2012, pending further inquiries”. Some are just stunning and it really makes me think about becoming a Muslim. “I was reared a Catholic, but I think every day we ask ourselves, not consciously, what are we doing on this planet? What’s it all about? “I’m constantly reading books on God or the absence of God and atheism.”

Green energy would save EU trillions by 2050 Need to invest €99 billion but savings in fuel, job creation greater By Barbara Lewis A GREEN revolution to make EU energy almost totally carbon-free by 2050 would generate €3 trillion in fuel savings, a report commissioned by environmental campaigners said. The energy shift would already create around half a million extra jobs by 2020, researchers from German aerospace centre DLR, which also specialises in energy and transport, found. The European Union has legislated to ensure that 20 per cent of the energy mix is green by 2020, as part of a set of three main environmental goals. But it has yet to achieve agreement on binding targets beyond 2020, even though non-binding roadmaps have laid out the need for a virtually carbon-free electricity mix by 2050. Commissioned by Greenpeace and the European Renewable Energy Council (EREC), the 2012 Energy evolution report lays out steps towards almost carbon-free energy. They include curbing energy demand through greater efficiency, increasing investment in wind and solar power and phasing out subsidies for carbon-intensive energy, such as coal. To bring about the energy transformation, it sees a need to invest about €99 billion between now and 2050, but it says the financial gains are much greater. “Because renewable energy has no fuel costs, the fuel cost savings in the Energy evolution scenario reach a total of €3,010 billion up to 2050, or €75 billion per year,” the report said. Algae biofuel not sustainable now BIOFUELS made from algae, promoted by President Barack Obama as a possible way to help wean Americans off foreign oil, cannot be made now on a large scale without using unsustainable amounts of energy, water and fertiliser, the US National Research Council has reported. “Faced with today’s technology, to scale up any more is going to put really big demands on... not only energy input, but water, land and the nutrients you need, like carbon dioxide, nitrate and phosphate,” said Jennie Hunter-Cevera, a microbial physiologist who headed the committee that wrote the report. Hunter-Cevera stressed that this is not a definitive rejection of algal biofuels, but a recognition that they may not be ready to supply even five per cent, or approximately 10.3 billion gallons, of US transportation fuel needs. “Algal biofuels is still a teenager that needs to be
developed and nurtured,” she said. The National Research Council is part of the National Academies, a group of private non profit institutions that advise government on science, technology and health policy. Its sustainability assessment was requested by the Department of Energy, which has invested heavily in projects to develop the alternative fuel. In 2009, the Department of Energy and the Department of Agriculture awarded San Diego-based Sapphire Energy Inc more than $100 million in grants and loan guarantees to help build a plant in New Mexico that will produce commercial quantities of algal biofuel. Two other companies received smaller amounts of federal assistance. In February, as gasoline prices spiralled, Obama said algal biofuels had the potential to cut US foreign oil dependence.
US looks to old arctic ship logs for climate change clues By Ian Simpson A PROJECT to help track Arctic climate change using volunteers to transcribe US ship logs online has been launched by the National Archives and the National Oceanic and Atmospheric Administration (NOAA). Using citizen scientists to transcribe thousands of pages of logbooks from Navy, Coast Guard and other ships from 1850 to World War Two will fill a big data gap, NOAA Administrator Jane Lubchenco said. Scientists in recent decades have got weather data from satellites and ground observations, and such tools as ice samples show ancient patterns, she said. But the archived logs could estabas usual, as renewable energy initially demands more workers than carrying on with fossil fuel. The energy revolution requires political will and the report calls on the European Union to agree new targets beyond the 2020 goals to cut carbon by 20 per cent, improve energy efficiency by 20 per cent and to draw 20 per cent of energy from green sources. “A continuation of the successful triple targets for 2030 will provide industry certain-
ty, mobilise investment in renewable and energy saving technologies and secure the necessary climate ambition,” the report says. European Climate Commissioner Connie Hedegaard has repeatedly stated her belief in targets as the way to bring about change, but member states have been haggling over whether there should be another set of three goals, as opposed to just a carbon cutting goal or even no binding targets at all. The report urges a binding
goal of 45 per cent renewable energy by 2030 and also wants to raise the 2020 ambitions to introduce a binding 30 per cent carbon cut rather than the existing 20 per cent cut. “The expert consensus is that a fundamental shift in the way we consume and generate energy must begin immediately and be well under way within the next 10 years in order to avert the worst impacts of climate change,” the report said.
UK makes biggest EU emissions cuts THE UK delivered the biggest emissions cuts in the European Union last year, as the bloc reduced its greenhouse gases by 2.5 per cent overall, reports showed. The European Environment Agency said the UK had made the biggest absolute reductions by cutting greenhouse gas emissions by 36 million tonnes in 2011, which accounted for six per cent of its total. France cut emissions by 24 million tonnes, or five per cent. The largest percentage cuts were by countries with a small or medium share of Europe’s emissions, with Cyprus reducing its greenhouse gases by 13 per cent, and Belgium, Finland and Denmark all achieving an eight per cent reduction. Across the EU, nine countries have seen emissions rise between 2010 and 2011, with Bulgaria recording an 11 per cent increase, Lithuania a three per cent rise and Romania an increase of two per cent. But the EEA said these countries had seen the deepest reductions since 1990.
While the economic crisis still gripping Europe played a part in driving down emissions, the EEA said the EU’s economy grew by 1.5 per cent in 2011 but emissions were reduced by 2.5 per cent. A warm winter in most countries was a key factor in cutting emissions, as it reduced demand for fossil fuels for heating, the agency said. Almost all European countries are individually on track to meet their commitments to cut emissions from 1990 levels under the international climate deal agreed in 1997, the Kyoto Protocol deal, the first phase of which ends this year. EEA executive director Jaqueline McGlade said: “The European Union as a whole will over-deliver on its Kyoto target. “In two months’ time we will be at the end of the first commitment period under the Kyoto Protocol. Considerable progress has been made since 1997 but all member states need to deliver on their plans.”

Americans favour water recycling, but there’s an ‘ick factor’ By Deborah Zabarenko MOST Americans have scant understanding about their water supply, but they are concerned about it, and believe recycling water gives the United States an advantage over other countries, a survey said. However, Americans are less accepting of drinking recycled wastewater in a practice known as toilet-to-tap, the survey found. With clean water growing scarce in much of the world, and with shortages possible in 36 US states in the next year, according to the General Accountability Office, the survey conducted for General Electric Co found 66 per cent of Americans feel positive about water re-use. Eighty-three per cent of Americans surveyed said they were concerned about the availability of clean water in the future. GE makes water treatment equipment and technology. It commissioned the survey
to figure out whether there was opposition to re-using water as a solution to water scarcity. “We see water re-use as one of the key methods of addressing water scarcity that we have and the increasing gap between water demand and supply,” said Heiner Markhoff, president and CEO for water and process technologies for GE Power & Water. “For us, it’s an interesting and important driver in the markets around the world that we serve.” The online survey of 3,000 people in the United States, Singapore and China showed Americans’ understanding of water issues lags behind those surveyed in the other two countries. It also found what it termed an “ick factor” when Americans were asked about having wastewater recycled into drinking water - only 30 per cent supported this - though 51 per cent were in favour of swimming in recycled water and 51 per cent agreed that it was drinkable.

The myth of Europe...
DOES Europe exist? At first glance this may seem like a relatively straightforward question, but a closer examination would prove otherwise. In the last ten years in the political arena of the countries of Europe, discussions about cultural identities and shared values have become quite popular. Everyone knows what Europe once represented – a bastion of Christendom, a history of great empires and wars – but we have a contradictory idea of what Europe stands for today. It operates as an all encompassing word. Imagine throwing all of these countries into the single factory chute of identity. It seems impossible, yet it has happened, and it continues to happen: the use of the term ‘Europe’ has developed gradually throughout history and it is most certainly here to stay. The difficulty lies knowing exactly where it begins and ends. Within the framework of the Cyprus presidency of the Council of the European Union, this week, the ARTos Foundation in Nicosia is encouraging ordinary citizens to re-evaluate the world around them with its latest exhibition. Stitching the Buffer Zone is a collective initiative which aims to build up an open platform of interaction and exchange on the issue of the Cyprus Buffer Zone. This exhibition brings together four female architects and urban planners. Their work grows out of a critical belief that histories of segregation produce territories of exclusion. Relocated reflects upon current issues within the EU. In this united Europe the unity seems to be only present in the obliteration of the individual and the individuality of each country. The exhibition and roundtable discussion Citizen Middle East is curated by Aida Eltorie from Egypt. The goal is to create and consolidate international collaboration, foster knowledge-exchange and support international mobility of cultural workers, theorists and artists. Don’t forget Aladin will conclude the roundtable discussion on Friday. This is not a character from the folktales of Persia, but a former head of the Cultural Strategy Group in London. Aladin is a magician who uniquely integrates strategy, culture and magic, counselling global industries and curating sustainable practices, arts projects and cultural plans. He is an elite Gold Turban member of the legendary Magic Academy, Bangalore - India. Well, to be kind, the author won through, the Northern humour was there and in the main the Bolton, Lancashire accents were too. The play is a “domestic” and the actors are in their “home” with, particularly Mother, needing always to be going about their business and the dialogue set over the top of these activities, instead everybody sat down or if standing directed all their lines to the front. In a basic and far too clean setting with unsoiled shirts and costumes set in an industrial town it was initially difficult to accept the long first act without just admiring the young actors compassing their roles.
So I switch to the acting, and of the youngsters, the well-experienced Cody Dahler as the eldest son Harold, gave another fully compassed performance. Word and accent perfect, I never doubted his intentions to override his dominant father. He was well supported by Dimitris Nicolaou in his debut role as the younger son Wilfred, a little hesitant in parts but with a strong suitably northern accent with not a trace of Cypriot – a young man to be watched. Of the two girls, Anna Lodge as Florence was a trifle wooden and lacking in direction but she warmed in the second act. Sophia Louise Savva as Hilda in the more difficult role was able to make it less sullen than would been expected. The four young actors gelled very well and made a believable group of children fast growing up in a difficult world. Of the

adults, well obviously, the father figure of Rafe as played by Terry Jones has to dominate; the role is a cross between Hobson in Hobson’s Choice and Shalford in Kipps where all three characters reconcile their differences to make a happy conclusion. Jones managed well; however, poor setting in Act One had him at the dining table obscured from part of the audience by his family. Similarly when working downstage he was always obscured by wife, children or furniture so we rarely had the benefit of his full body language. Mark Farnsworth as Arthur, Florence’s fiancé, was excellent in a fully rounded performance, full of nervous energy and determination to do the right thing. June Henderson’s ‘Mother’ figure Daisy lacked depth and was too clean for the hard working wife and mother, I only felt sympathy for her in the
final scene because too much of her work was played straight out front and she lacked facial ‘pain’ in her plight. The role of the slatternly neighbour Betsy Jane as played by Judith Fox displayed this actor’s versatility drawing out the humour in all the right places. There was excellent stage management from a young female team headed by Natalia Psalta assisted by Fiona Greavey and Jeanette Swankie. From a critical view – why eye shadow on Fox and Henderson; quite wrong for the time and location, why so much furniture on such a small acting area and, as already mentioned why on earth were the clothes and setting so clean? HE debates are over and they have pushed the 57th US presidential election into the corridor of uncertainty, a place few expected it to go. Until the President’s debacle in Denver, when a wooden, detached-sounding Obama left pundits gasping as he allowed Romney into contention, everything looked sewn up. Obama was enjoying three and four-point poll leads and his rival was reminding the country why his party had nominated him with such reluctance - the bringer of gaffes that kept on giving. Not any more. Romney has been enjoying his first national poll leads since the race began and is looking stronger in the crucial swing states he needs to win to take the White House - such as Florida, Virginia and Ohio. Can Mitt, the man who brought you Romney shambles one after another, really pull off the electoral surprise of our lives? Still behind in key states, he prob-
ably needs another lift or an Obama blunder, but to borrow a phrase neither candidate would understand, it’s squeaky bum time. Most have probably read more Obama books than listened to Romney speeches, so here’s what you need to know about Mitt. A golden cradle Bloomfield Hills, the Michigan town where Romney was raised, is one of the wealthiest five cities in the US, with a median family income of more than $200,000. Student of mediocrity Romney’s incredible rise in business and politics was not predicted by his teachers, one of whom wrote in his report at Cranbrook Schools that “he is not as industrious or responsible as he might be”. Television PICK OF THE DAY Transformers: Revenge of the Fallen (LTV, 21.00) The numbers speak for themselves. Why are LTV showing the Transformers sequel in a prime 9 p.m. slot, even though it’s no longer new (or old enough to be considered classic)? Because Transformers: Revenge of the Fallen is the 15th most successful film of all time (unadjusted for inflation) at the US box office, 31st if you count worldwide, so it’s assumed that people must like it - but do they, really? “I really don’t see how anybody could hate this movie,” chirps someone at the Internet Movie Database - but he or she is in a minority, even within the rarefied world of the Internet Movie Database. “My disappointment got bigger and bigger,” counters a man from Scotland who’d been looking forward to the film for months, “until I left the cinema consumed with a hatred for the makers of this vile garbage that I could barely contain”. He still paid his money, though, contributing to the film’s frankly jawdropping $836 million gross. That’s my point, and the point with a lot of these blockbusters: the hype machine kicks into overdrive, the film opens on a zillion screens, people flock to each of those screens - partly because
they’ve been brainwashed, partly because there’s nothing else showing - and the film’s made crazy money before word-of-mouth can kick in on how bad it is. Worst of all, however, is that the numbers speak for themselves: even now, when we know it’s bad, it still gets a prime 9 p.m. slot on LTV. Why? Because it made so much money. Anyway. Shia LaBoeuf is again our brash young hero, though he’s lost much of his goofy charm since the first Transformers - and the plot also feels inert and generic, with Shia being pursued by warring, colour-coded alien robots (the socalled Autobots and Decepticons) trying to grab a magical thingy in his possession. The jokes are childish (dogs humping, not once but twice!), the action climax incoherent to the point of being headache-inducing, and the whole thing grossly overlong at 147 minutes; Megan Fox co-stars as our heroine, though it may be more accurate to say that many scenes have a Megan-Fox-shaped hole in the middle. A film with almost no redeeming features - except one: it made loads of money. Hence that prime 9 p.m. slot. Made in 2009.

Beverly Hills Cop II (CyBC2, 21.00) What were we saying about the numbers? [See Pick of the Day.] This 80s sequel was never much cop (ha!), slavishly repeating the fi rst Cop only without the freshness - but it made money, so here it is again. Actually quite painless, with Eddie Murphy (when he was still semi-funny) as Axel Foley, called off a case in Detroit so he can go back to Beverly Hills and help his old LA buddies solve the ‘Alphabet Crimes’. All the familiar faces are back - though not Bronson Pinchot as fey gallery assistant ‘Serge’, maybe because he made the mistake of stealing scenes from Murphy in the fi rst fi lm - plus Jurgen Prochnow as the villain (an illegal arms dealer), Hugh Hefner as himself, a young Chris Rock in a tiny part and Brigitte Nielsen as a statuesque hitwoman. Could be worse, for a Tuesday night. Made in 1987.
Bronco Billy (LTV3, 22.00) “Clint Eastwood is living proof of the theory that man is like wine,” claim LTV, which sounds a bit weird (is there really such a theory?) - but the point is that Clint has aged well, which is clearly undeniable. In his 80s, he’s a living legend; 30 years ago, in his 50s, he was merely Dirty Harry and The Man With No Name - but surprised his fans with this charming, rather corny comedy, starring Clint himself (he also directed) as the owner of a rundown Wild West show, a kind of travelling circus. He’s Bronco Billy, the “fastest gun in the West”, shooting balloons around a female assistant in the show’s exciting climax - but the assistant quits, leaving the show in dire straits, just as Billy meets a spoiled runaway heiress (Sondra Locke, Clint’s real-life partner at the time) who reluctantly agrees to fi ll in. The result may be Eastwood’s gentlest, goofiest fi lm (it doesn’t even have an orangutan!), but no less pleasing for that. The man’s a Chateau Lafite, deal with it. Made in 1980.
Unfaithful (Novacinema2, 22.00) Unfaithful! Diane Lane is unfaithful! Diane, how could you? - when you’ve got such a nice home and a buttoncute kid, and a husband who looks like Richard Gere (actually, he is Richard Gere). A loose semi-remake of a French classic, Claude Chabrol’s La Femme Infidèle, except the Chabrol was a mordant joke whereas this (directed by Adrian Lyne, of Fatal Attraction fame) is a moralistic guilt-trip; Olivier Martinez is the Other Man, a handsome book-dealer - and the fi lm goes on and on, sinking into turgid melodrama and unnecessary twists as Diane suffers the full brunt of her infidelity. I suspect the Author’s Message is ‘Don’t be unfaithful, especially if you have a husband who looks like Richard Gere’, though I could be wrong about that. Made in 2002.

Sport McIlroy edges out Woods in China duel RORY McIlroy outscored Tiger Woods for only the third time in 11 head-to-head clashes in China yesterday, winning their “Duel at Jinsha Lake” with a five-under-par 67 to the American’s 68. The world’s top two golfers met for a one-off match after competing in Shanghai and Kuala Lumpur over the weekend. McIlroy was runner-up to Ryder Cup team-mate Peter Hanson at the BMW Masters and Woods fourth behind compatriot Nick Watney in the CIMB Classic. Three weeks after Woods defeated the 23-year-old by six strokes during the World Golf Finals in Turkey, it was McIlroy who always held the edge this time. He had two early birdies and turned two in front before Woods chipped in at the short 12th, but the 14-major champion bogeyed two holes later and could not get back on terms. Neither player is staying on in the country for this week’s WGC-HSBC Champions at Mission Hills. McIlroy, flying to Bulgaria to watch tennis girlfriend Caroline Wozniacki, next plays at the Singapore Open next week, while Woods has one event left in 2012 - the World Challenge in California at the end of next month. McIlroy said afterwards: “It was close the whole day. I had the better start, then Tiger started getting birdies on the back nine. “I think it was pretty exciting for the fans and it would be great to compete more with Tiger like this - maybe down the home stretch in the majors ... I really hope that games like these can inspire some kids who want to play the game.

Facing persistent weight problems and a benching just two years ago, Sandoval hit .500 in the Giants’ sensational four-game blowout of the Detroit Tigers in the World Series. Kimi Raikkonen believes 2013 will be better year as he re-signs with Lotus KIMI Raikkonen believes he can make another step forward with Lotus in 2013 after re-signing with the team. Raikkonen has claimed it was “the obvious choice” to remain with the Enstone-based marque following a successful return to Formula One this season after a two-year break.
The 33-year-old Finn has been pleasantly surprised to be fighting for podiums this season, claiming six so far - although he has yet to claim a victory - and figuring in the title hunt. Raikkonen is currently third in the drivers’ standings, 67 points behind Red Bull’s Sebastian Vettel, with 75 still to play for.
After putting pen to paper on his new deal, Raikkonen said: “I think my return to Formula One has gone pretty well and the team has done a very good job all year so far. “To be honest, I didn’t expect to be fighting for the drivers’ championship this season when you look at where the team was in 2011. “So it has been great to be on

Baghdatis falls to Simon MARCOS Baghdatis stumbled out of the BNP Paribas Masters in Paris last night, losing 7-5, 6-1 to local player Gilles Simon in the opening round. Referees and linesmen under fire in Italy ITALIAN referees and linesmen will be under more scrutiny than ever during this week’s fixtures after a series of mishaps at the weekend. Serie A is the only major European league to use two extra linesmen, but the system, heavily favoured by UEFA president Michel Platini, was unable to prevent controversies which left Catania, Lazio and AS Roma all fuming and leaders Juventus on the defensive. Catania president Antonio Pulvirenti was still angry after replays showed his team had a first-half goal wrongly disallowed at home to Juventus, who went on to win 1-0 with an Arturo Vidal goal after halftime. He suggested Juventus president Andrea Agnelli, who on Friday said that Italian football was in need of reform, should hand Catania the three points as an example of fair play and transparency. “If Agnelli wants to reform football, he can start in the simplest of ways, by suggesting that his team forfeit the match 0-3,” Pulvirenti, who on Sunday said the
referee had been harassed by the Juventus bench, said in a radio interview. Juventus sporting director Giuseppe Marotta agreed that Catania’s goal should have been allowed, but denied his club pressured referees. “Juventus is a serious club and even if that goal had stood, nobody can say the game would have finished in that way,” he said in a radio interview. “I deny that it was our players who tempted the referee to reconsider. The linesman’s flag was raised at the time of the goal to indicate an offside. “I can only share the judgement about the mistake. They happen, just as they happened in other games yesterday, in the previous round of matches and last season, where Juventus were on the receiving end.” Juventus were demoted in 2006 for corruption involving referees. The 25-year-old striker was at the centre of most things in Sunday’s 2-2 draw in the 219th Merseyside derby, scoring once, seeing a cross-shot deflected in and having an added-time winner wrongly ruled out for offside. Suarez also produced a humorous response to Everton manager David Moyes by diving at the Scot’s feet after his assertion the 25-yearold was turning people off football by going to ground too easily. That’s not good enough. “If every decision in this league is based on ‘we think so’ then we’re in trouble. “The linesman got it badly wrong. The benefit of the doubt is supposed to go to the attacking player anyway. “And for their second goal, it’s a clear throw-in to us. “The linesman (not the one who flagged Suarez offside) gives us the throw but the referee (Andre Marriner) saw something different. “He gave Everton the throw and their second goal came from that.”
ANORTHOSIS coach Ronny Levy was only partially pleased with the performance of his players in a 3-1 Round 7 victory over Olympiakos Nicosia on Sunday evening at Nicosia’s GSP Stadium. “While I am pleased with the way we fought to earn another victory, I didn’t like how some of my players approached the match. Sport Red Bull’s Horner shrugs off Alonso’s talk of winning title RED Bull team principal Christian Horner has warned Fernando Alonso “talk is cheap” in the wake of his weekend cries of bravado. Fernando Alonso declared himself “100 per cent confident” he will win this year’s Formula One world title on Saturday after qualifying four places behind Sebastian Vettel for the Indian Grand Prix. Ferrari star Alonso at least elevated himself on to the podium by finishing runnerup to Vettel, who scored his fourth consecutive victory to achieve the feat for the first time in one season. Vettel has also led the last 204 laps in succession since inheriting the lead in last month’s race in Singapore due to a gearbox failure on Lewis Hamilton’s McLaren. With three races remaining the gap is 13 points between the two title protagonists, and Alonso remains confident he can overhaul the 24-yearold German, despite all the momentum being with Vettel. But Horner said: “At the end of the day talk is cheap. We can all prophesy, but it’s down to what you do on the track. “Our focus now is already on this weekend’s race in Abu Dhabi, to extract the most out of the car, drivers, strategy and reliability that we can. “From now on, it’s going to be a question of having three perfect weekends.” Horner can at least appreciate Alonso’s dogged determination and the way he has over-achieved in a car that has rarely been the quickest. “Fernando is a quality driver, Ferrari are a quality team, and they are doing a strong job,” said Horner. “He’s remarkably consistent and we’re going to have to perform at our very best if we are going to maintain our lead ahead of him. “We’ve worked very hard to get into this position and there’s a real determination within the team to carry this momentum into the final three races.” What Horner does not have
an answer for, though, is exactly just how Red Bull and Vettel have taken the championship by the scruff of the neck recently. A season that started with seven different winners of the opening seven races could conceivably culminate in one man winning the last seven. Asked as to why Vettel had suddenly become so dominant, Horner said: “That’s a very good question. The honest answer is - we have no idea. “As I say, we’ve worked hard and we’ve tried hard to understand the issues because the changes in the regulations last winter had a significant effect, particularly on ourselves. “We’ve just got our heads down and tried hard to get performance to the car. There hasn’t been any silver bullet. “It’s been a pure case of working to understand these tyres and the regulation changes, and the team’s done a super job in achieving that.” With two titles already under his belt over the last two years, it is highly unlikely Vettel will get ahead of himself over the run in. Horner certainly believes there is a maturity about Vettel that will ensure the sudden rush of success will not go to his head. Horner said: “He’s a grounded lad, he’s got his feet on the ground. “He’s an easy guy to work with, fiercely determined, and very focused on taking it one race at time, on his job and how he’s performing and he’s always striving to do better. “So we don’t really have to keep his feet on the ground because he’s an inner discipline that does that. “He knows that when he’s driving for the team and representing the team, we expect the very best of him, which he gives.” From a team perspective, there is no resting on any laurels either, even though Red Bull can clinch their third consecutive constructors’ crown in Abu Dhabi on Sunday.

T
he Football Association yesterday launched a formal investigation into allegations Mark Clattenburg used “inappropriate language” towards John Obi Mikel and Juan Mata during Chelsea’s acrimonious defeat to Manchester United. Clattenburg was Sunday night accused by the European champions of making comments which are understood to have been interpreted as racist during yesterday’s Barclays Premier League game at Stamford Bridge. Chelsea made an official complaint to the match delegate, whose report yesterday appeared to have been passed to the FA. A statement from English football’s governing body read: “The FA has begun an investigation relating to allegations made following Sunday’s fixture at Stamford Bridge between Chelsea and Manchester United. The FA will make no further comment at this time.” An FA probe was almost inevitable the moment Chelsea made their allegation against Clattenburg, who Sunday night vowed to co-operate
fully with the authorities. The referees’ union, Prospect, pledged “full support” to the under-fire official yesterday, saying in a statement: “Prospect is committed to helping to eradicate racism in football and in society generally. “In the context of that commitment, Prospect is offering full support to Mark Clattenburg in relation to the allegations made against him.” That process looks set to involve Clattenburg, Mikel and Mata all being interviewed by FA compliance officers, who are likely to speak to other potential witnesses. Those could include other Chelsea and Manchester United players and will almost certainly see Clattenburg’s assistants and fourth official asked to provide evidence. Clattenburg, Michael McDonough, Simon Long and Michael Jones all wore microphones and earpieces on Sunday, although their conversations were not recorded. Former Premier League referee Graham Poll told BBC Radio Five Live: “A referee’s microphone is on open. Everything he says is heard by two assistants. “So if Mark said something, the assistants would have heard it.”
He added: “If a comment of a racial nature was made, I think it should be reported and I think assistant referees will report it because there’s no place for it.” Technology could yet be used as evidence though if video or audio footage emerges in support of either Clattenburg or his accusers. It was unclear yesterday whether Mikel or Mata planned to report the matter to the police. Metropolitan Police commissioner Bernard Hogan Howe said the force had not yet received a complaint about the alleged comments. Mikel’s agent, Chelsea, and United all refused to comment on the saga yesterday, although it is understood the latter club was unaware whether any of their players heard Clattenburg’s alleged language. Former Premier League referee Jeff Winter, who retired shortly before Clattenburg became a member of the top flight’s Select Group, claimed the official was doomed if he was proven to have used “racial insults” towards a player. Luis Suarez and John Terry received respective eight- and four-match suspensions this year for racially abusing Pa-
trice Evra and Anton Ferdinand. But Winter, who refereed for over 25 years, felt Clattenburg would be kicked out of the game if found guilty. “If a match official has used racial insults or language to a player then he’s for the high jump,” Winter said. “He won’t be getting a fourmatch or an eight-match ban, it’ll probably be the end of his career, but that is if indeed he did say anything.” Winter found it ironic a referee had been accused of using inappropriate language given officials were subjected to abuse from players and fans at almost every match. He said: “I must admit I smiled at that because we watch football matches every week of the year hearing players use insulting words to referees and then somebody takes umbrage when somebody allegedly says something back. But I just hope this can be cleared.”
