OUR licences for gas exploration in offshore blocks were announced by the government last night as part of the second licensing round launched in February. The blocks for which the licenses have been awarded are: 2, 3, 9 and 11. They are all contiguous blocks, lying north and north-east of Block 12, where US firm Noble Energy has a concession to drill. For blocks 2 and 3, licenses were awarded to a consortium consisting of ENI from Italy and KOGAS from South Korea; the license for Block 9 went to a consortium consisting of Total E&P Activities Petrolieres (operator), NOVATEC Overseas Exploration & Production GMbH and GPB Global Resources BV from Russia; and the Block 11 license went to Total E&P Activities Petrolieres. Commerce Minister Neoclis Sylikiotis said the reason why the government decided to give the green light to these four blocks was the potential for economies of scale due to the fact the blocks are contiguous and in close proximity to Block 12, where significant reserves of natural gas (between 5 and 8 trillion cubic feet) have been found. Sylikiotis said evaluation of the bids submitted for the remaining blocks (except for blocks 1, 4 and 13, for which no bids were made) would continue – meaning another batch of licenses could be awarded in the future. In total, 15 bids from five companies and 10 from joint ventures were submitted in the second licensing round.

The minister said negotiations with the companies and consortia leading to possible exploration contracts would begin soon and should be completed within a few months. Among other things, the contract will determine when exploratory drilling would commence, said Sylikiotis. In the first licensing round, where only one bid was received, initial negotiations with Noble Energy lasted eight months. The US company was then given two years in which to start exploratory drilling. This time round, however, due to competition over the blocks but also Cyprus’ acquired know-how, it should not take that long, Sylikiotis said. Assuming negotiations with the selected companies are successful, the companies would next sign signature bonuses sometime in early 2013. In a signature bonus, a payment is made up front to the host country for the right to develop a block commercially before work begins. Paying a signature bonus for a licence does not necessarily imply future revenues for the company from oil production in the same licence. Sylikiotis said the proceeds to the state under the model production-sharing contract would be about 70 per cent, after recoverable expenses. Immediate income would come in the form of the signature bonuses. Asked whether the government stood to make some €200 million from the signature bonuses on the four blocks awarded yesterday, Sylikiotis said that was a

POLICE yesterday arrested three men in relation to drug use and trafficking, only to lose sight of one of them while searching his house in Nicosia. Officers with the drugs squad YKAN were “monitoring” in the early hours of yesterday an apartment in Nicosia where two men, 19 and 25, with arrest warrants to their name were to be found. The men were wanted in relation to car arson and theft, and conspiracies to commit a felony committed this year in Nicosia. Eventually police broke into the apartment where another man, aged 26, was also spotted, because “the tenants refused to open the door despite repeated pleas by the police officers”. The 26-year-old had an illegal knuckle duster and a dangerous spray can on him and was arrested for carrying assault weapons, police said. The 19-year-old was hiding in a room, and assaulted a police officer and got “his ear hurt while trying to avoid arrest,” police said. In the house itself, police found a grinder with cannabis traces and half a gram of cannabis. After all three were taken to YKAN offices in Nicosia, police officers then escorted the 26-year-old to his home because a search warrant for the premises was still pending. In the garden, “two aggressive dogs were barking and the 26-year-old told police he would calm them down,” police said. “He ran towards the house’s fencing where he managed to escape in an unknown direction,” police said. Authorities yesterday were looking for the 26-year-old.

THE Cyprus Medical Association (CMA) has decided to end its probe against a paediatrician accused three years ago of administering placebo vaccines to teenagers. “The decision was mainly based on the fact that unfortunately, the unexpected death of the disciplinary council’s member doctor, Dr Simos Ellinas, resulted in the medical council’s composition being altered, which based on current legislation, makes it obligatory for the case’s trial to start from the beginning again,” the CMA said. “Taking into account these new facts in this difficult, sensational and time-consuming case, the medical board concluded – after se-

rious discussion and intense consultations – on the decision to not start an entirely new procedure from the beginning by a new disciplinary council, as the law provides, unless new evidence and new facts arise.” The paediatrician in question, who has not been suspended as the investigation never wrapped, was accused of administering vaccines containing water to teenagers, which were meant to beat a new flu back in November 2009. The CMA said it was looking into anonymous complaints. The Health Ministry had previously announced that the new flu vaccines would be provided to children over 15 by state doctors only. The prospect of using state health services alarmed

a number of parents who rushed to private doctors for the vaccination. In the case of the paediatrician in question, however, suspicion was raised as children who had received the vaccine then contracted the new flu virus. Private doctors were charging up to €400 for the vaccine. “To convict someone it needs to be proved beyond any reasonable doubt and with evidence that he is guilty,” said Vasos Economou, head of the association’s ethics committee, yesterday. “We were advised by eminent doctors that we would find it very difficult to support the case and if it reached the Supreme Court, we would spend many thousands of euros on compensation for the accused, if we could not substantiate a case against him,”

he added. Back when the case came to light, CMA head Dr Andreas Demetriou – who yesterday refused to comment any further, other than relaying the association’s official announcement – said some anonymous complaints had been made to the association, though not in writing. And yesterday, Economou urged the public to file any complaints against doctors in writing. “Even though there are complaints by members of the public against doctors on a daily basis, and some of them are very serious, they are not made in writing, which makes it very difficult to prepare cases, but also to ensure there is transparency in the medical world and citizens are being protected,” said Economou.

The illegal shooting of a rare, beautiful and strictly protected Osprey (Pandion haliaetus) this autumn highlighted the plight of Akhna dam, an important wetland that is currently plagued by poachers and illegal bird trappers using shot-guns, mist nets and limesticks. BirdLife Cyprus is calling for urgent anti-poaching action to change the Famagusta area wetland from a poachers’ “playground” to the sanctuary for

breeding waders and migrating birds that it should be by law. Bird watchers have reported an unusually large number of ospreys passing through Akhna dam during September and October. However even this magnificent bird species did not escape the attention of the poachers and one was found shot dead this month. Despite the protection status the dam has, there is a serious problem with poaching and illegal bird trapping in

the area. The incident of the shot Osprey is not an isolated one but on the contrary, poaching in the Akhna dam has become extensive, Birdlife said. “Furthermore illegal bird trapping with non-selective methods such as mist nets and limesticks has been widespread this autumn, both at Akhna Dam and more widely, contributing to large scale killing of birds, many of them threatened. This equates to an ecological disaster,” it added.

Deputies call for plan on drugs and alcohol THE House education committee yesterday discussed a report showing that Cyprus’ teenagers drink more, with binge drinking marking a noticeable difference. Forty-four per cent of teenagers aged between 15 and 16 in Cyprus regularly binge drink or have five or more drinks on one occassion, while the majority – 70 per cent – consumed alcohol at least once in 30 days, according to the 2011 report on Substance use among Students, ESPAD. The report was released in late May, said the head of the centre for education on drugs and treatment of drug

addiction (KENTHEA), Kyriacos Veressies. School students from 36 European countries were asked to anonymously fill in a questionnaire, targeting students born in 1995. The 2011 study was the fifth that was done, with the first going back to 1995. A total of 23 per cent of Cyprus school students said they had smoked a cigarette within a month of being asked. And eight per cent said they were lifetime users of inhalants “in order to get high”, eleven per cent said they were lifetime users of tranquilisers got without

prescription and another seven per cent said they were lifetime users of drugs other than cannabis, including cocaine, crack, ecstasy, and others. Cannabis users amounted to seven per cent as well. Between 2007 and 2011, the proportion of school students saying they used drugs of any kind increased. Although Cyprus’ figures fall below the average on every count, deputies called for an action plan on addictive substances. Veressies said that an overhaul in perspectives was necessary. Most funds in Cyprus go

towards suppression, with Cyprus spending a disportionately high amount on legally handling issues that arise when users are caught by the system, he said. Veressies said that the state needed to create an action plan, including all relevant departments and bodies, and to target school students as early as possible. “Instead of prevention and treatment, we insist on jailing people,” Veressies said. But “this is a demand and supply issue,” he added. “We must reduce or destroy demand.” “Then suppliers will have no job,” Veressies said.

By Elias Hazou FINANCIAL regulatory authorities said yesterday it’s up to commercial banks to work out how to compensate thousands of investors claiming to have been misled into buying high-risk bank securities. It recently transpired that the island’s two largest lenders - in need of a bailout - collectively accumulated over one billion in securities but stopped paying interest on them after making significant losses in the wake of a Greek sovereign debt write-down. According to a leaked Central Bank probe, it appears the two lenders – Popular and Bank of Cyprus – tended to stress to investors the benefits of the securities (with a yield of 7.5 per cent) and downplayed, or altogether omitted to mention, the risks. “Irrespective of the [Central Bank] probe, we believe that, if the banks are to regain their credibility, they themselves must provide a solution after an assessment of their financial results,” said Demetra Kalogirou, head of the Securities and Exchange Commission (SEC). She said securities worth some €700 million were purchased by non-institutional investors – individuals and companies. As a result of the Greek haircut, the two banks have been forced to ask for state assistance; this in turn has forced the cash-strapped government to turn to international lenders, the troika. The troika advocates that the banks should offer the affected investors shares in exchange for the convertible securities, before a bailout amount for the banks can be agreed. The investors, however, propose converting their nowdud securities into five-year bonds with a 5.0 per cent interest rate and the option to retrieve 20 per cent each year.

Govt may struggle to pay December state salaries

Minister said hopeful Troika officials will be on the island next week By Michele Kambas THE government may struggle to pay public sector salaries in December unless a bailout deal is clinched by mid-November, an official document quoted Finance Minister Vassos Shiarly as saying. Shiarly expressed the hope yesterday that international lenders would be on the island early next week to finalise the conditions for the island’s bailout. And the minutes quoted Shiarly as saying Cyprus might be “butchered” if international lenders dealt with

the country in isolation from other eurozone states that need financial aid. Meeting December’s payroll commitments was contingent on the goodwill of bankers, the minister said according to the minutes of a meeting with parties in parliament. Shiarly said that if a deal were agreed, Cyprus could get a first instalment of aid by December 24. Asked if Cyprus would manage until December, he said: “if needs be. We will have difficulties, but nothing can be absolute. I can’t make predictions from now, because no banker would undertake

a commitment on financing, even when times were good. I’m just saying it’s manageable.” Cyprus sought financial aid from the European Union and the International Monetary Fund in June but the government has still not concluded a bailout deal with lenders despite repeatedly emphasising that it must be done before the November 12 Eurogroup meeting. “We are ready,” Shiarly said yesterday after a meeting at the presidential palace. He said it was up to the troika to decide when they would come “but I hope… that we will see them early next week.

I believe we are in position to clear many of the pending issues.” After November 12, it will take the parliaments of individual eurozone nations about six weeks to sanction the Cyprus memorandum. A deal should have been in place by October 20 to put the issue on the agenda of the Eurogroup meeting, Shiarly told the lawmakers, according to the minutes. But Cyprus in fact only signalled it was ready to delve deep into a final round of talks last week, after preparing what it said were its own “counter-proposals” to an austerity package prepared

by the troika in July. At the parliamentary hearing, one lawmaker said Cyprus’ aid needs should be discussed at the same time as those of Spain and Greece because, if isolated, “Germany and Finland will tear us to pieces”. Responding to this at the time, Shiarly said: “Yes. That is precisely their approach. Our case is indeed difficult, because some have very negative positions concerning Cyprus... I’m inclined to believe that if we go on our own, naturally they will butcher us.” The island’s debt to GDP ratio is already hovering at about 83 per cent.

Malas releases finance info Popular bank staff vote for measures against cuts AKEL-backed presidential hopeful Stavros Malas yesterday released information on his personal finances and assets. According to the information made public by his election staff, Malas has €15,471 in bank accounts, while the loans he has taken out amount to €449,561. He owns immovable property in Anthoupolis/Archangelos, Kambos, Pigenia and Kato Panayia, of a total value of €46,130 (in 1980 prices). Malas promised also that if and when he takes office in March, and before the Cabinet is sworn in, he would disclose the personal finances of the ministers in his government. The 45-year-old stepped down as Health Minister earlier this month shortly after announcing that he would be running for president. Rival candidate Yiorgos Lillikas’ staff yesterday confirmed he would be disclosing his personal finances some time in the next few days, adding that Lillikas would “go one better” than Malas by releasing more detailed information, “not just standalone numbers that can’t be checked.”

THE VAST majority of Popular Bank employees yesterday voted in favour of bank employee union ETYK taking measures to prevent proposed salary reductions, including strikes. Last Friday, it emerged that the Popular Bank will cut salaries by up to 17 per cent and significantly reduce or scrap various allowances as part of its effort to restructure following its nationalisation earlier this year. The measures were drafted without the agreement of ETYK as the two sides failed to come up with a common proposal. Popular’s non-executive chairman Andreas Philippou said yesterday the new measures will save the lender around €16 million annually. However, 821 of the 2,400 Popular employees convened yesterday to discuss the cuts.

In a secret ballot, 98.2 per cent (805 employees) of those present voted in favour of authorising the ETYK board to take measures to change or improve the bank’s “unilateral decision”. Union members called on the board, if deemed necessary, to inform the government, parliament, central bank governor and parties of its positions, and as a last resort to achieve its goals, take all appropriate measures, not excluding a strike. The bank employees also called on the central bank to speed up its investigations of local banks and punish those responsible where mismanagement is determined or the unjustifiable writing off of loans. The union also called on those senior bank officials who earned bonuses of more than €10,000 to return them.

Home More than half million set to vote next year

MORE THAN half a million people will be entitled to vote at over 1,200 polling stations in Cyprus and abroad in the next presidential elections on February 17. Interior Minister Eleni Mavrou chaired a meeting with political party representatives yesterday to review preparations underway for the elections. Mavrou said 533,565 voters have registered to vote so far, noting that the registration deadline is January 2. The ministry has sent letters to over 22,000 people who are now eligible to vote due to their age in an effort to prompt young people to register, she said, adding that the response so far has been quite encouraging.

Free internet PARLIAMENT wants to provide free internet throughout Cyprus, giving it a technological edge while enhancing its tourism product. The House Commerce Committee yesterday asked the University of Cyprus and the Office of the Commissioner of Electronic Communications and Postal Regulation to conduct a study on the costs and benefits of providing free internet throughout Cyprus. Committee chairman Lefteris Christoforou highlighted that the internet in Cyprus is expensive for those who wish to have access to it, while internet speeds are low. “That is why we have tabled a proposal to consider the possibility of Cyprus becoming a free internet zone,” he said, adding that the resulting benefits would likely outweigh the costs.

Drugs parcel AROUND 500g of a crystallised narcotic substance were found in a package that arrived from Budapest, Hungary on Monday. The package, which was opened by Larnaca’s drug squad, was addressed to a Hungarian Central Prison inmate, who is reportedly serving time for drug-related convictions. The inmate was yesterday being questioned by police, while the Hungarian authorities were notified.

Grenade attack UNKNOWN persons threw a hand grenade in the early hours of yesterday at the K Cineplex building in Nicosia injuring a security guard and damaging a building and a car, police said. Two individuals on a motorbike were spotted throwing a grenade at 2.50am, authorities said. A 47-year-old security guard was slightly injured and a car parked nearby and belonging to a 28-year-old was damaged, police said.

Party representatives welcomed a ministry proposal to employ two unemployed graduates at each polling station on election day, said Mavrou. This is the first time polling stations will operate abroad for presidential elections. The minister noted that a minimum of 50 voters must apply for a polling station to operate abroad. At present, there are five presidential candidates, opposition DISY leader Nicos Anastasiades, AKELbacked former health minister Stavros Malas, EDEK-backed former foreign minister Giorgos Lillikas, and independents Makaria Andri Stylianou and Solon Gregoriou.

Police have detained three suspects in connection with the case – a convict thought to be the mastermind, a former contract soldier, the alleged triggerman, and a lottery ticket seller. According to police, the plan was to ambush Attorney-general Petros Clerides on the route between his home and work and use a disposable anti-tank weapon or LAW to assassinate him. Louca yesterday confirmed that prison governor Giorgos Tryfonides was also a target.

The alleged mastermind of the plot claimed in court on Monday that the whole scheme had been hatched by the island’s most notorious convict, Antonis Prokopiou Kitas, currently doing life for the murder and rape of two women. The suspect said Kitas’ objective was to win Clerides’ favour and secure his release from prison by warning the police and taking credit for saving the attorney-general. The justice minister said while no promises were given he defended the practice of getting information from criminals. “Information is collected from everywhere, prisons, the underworld – where are you going to get the information from? The Church? The main source is the underworld,” Louca told state radio. The minister said police must evaluate all information and act accordingly although most of the time it was unreliable. “No promise had been given,” he said. Prison governor Giorgos Tryfonides said Kitas gave

him the information first, which was then passed on to the police. But the governor also blasted the delay in equipping the prison with equipment that jams mobile phones, which authorities believe were used in this and other plots. “We have been talking about this system for the past three-and-a-half years but the process is stalled due to bureaucratic procedures,” Tryfonides said. The governor said the tender had been cancelled and even if a new one was invited it would still take another couple of years – never mind the state’s cash flow problems. Tryfonides said searches were carried out daily but phones still found their way into the facility through various routes, with wardens also allegedly involved in the trafficking. “They are the ones we want to catch and kick out of the service but unfortunately no one is talking. THE government has prepared a bill to reform immovable property taxation that will fetch it an additional €29 million per year, it emerged yesterday. The bill, already submitted to parliament, lowers the tax-free value of immovable property from €120,000 to €40,000. Property tax in Cyprus is currently calculated on 1980s values and it would take at least three years for a new evaluation to be carried out. The finance ministry said this was a “paradox and an anachronism” for an EU member-state, leading to huge losses in revenues and inequalities between property owners. It is necessary and urgent for the land registry to be ordered to schedule and carry out a general evaluation of properties, the ministry said in the note that accompanied the bill. But it was also necessary and urgent to adopt a scenario that will raise revenues without big delay, the ministry added. This is separate from the property tax levied by municipalities. The bill lowers the tax-

free threshold to €40,000 – 1980 value – with anything above that amount taxed between 3.0 per thousand and 12 per thousand. The ministry expects the change to fetch an additional €29 million. Total revenues from property tax this year are estimated to be around €27.7 million, the ministry said. According to land registry data cited by the finance ministry, between 1980 and 2010, the value of land plots in Cyprus rose between 14 and 27 times depending on the area, with Famagusta having the highest and Limassol the lowest. Plots in Nicosia rose 24-fold during those three decades while those in Larnaca and Paphos rose 18 times their 1980 value. Flat prices rose sevenfold in Famagusta, eight times in Larnaca, Limassol and Paphos, and nine times in Nicosia. House values in Famagusta increased 10-fold between 1980 and 2010, followed by Larnaca, nine, Nicosia, eight, and Limassol and Paphos with seven.

Themistocles Kyriacou, of the Labour Inspection Department, told the court of an on- site inspection of the 98 munitions containers that took place on July 6, 2011, five days before the massive blast which left 13 people dead and scores injured. Kyriacou, who was among the in-

spection party, said the check was called after one of the containers was found to have swollen and to have shifted by 30 centimetres from its original position due to an explosion of the munitions inside. “It was an event warning us that another event, of similar or greater magnitude, would follow,” he said, adding: “No one could have predicted when this might happen, a week, a month…” Subsequent to the inspection, the witness said, four measures were decided: the immediate removal

of the swollen container and an inspection of its contents; the spraying of the entire cargo with sea water; clearing the brush in a radius of 50m around the cargo; and the gradual removal of the entire cargo and its storage in warehouses of the National Guard. These measures, he said, would be implemented pending a go-ahead from the Defence Minister. The inspection party merely proposed what should be done, but had no authority to take action, or to order the evacuation of the naval base,

Kyriacou said. Under cross-examination, Kyriacou said the Labour Inspection Department did not order the shutdown of a neighbouring power plant (Vasilikos) as “we believed that, provided these measures were implemented, the power plant would not be at risk.” In previous sessions, the court heard that the report warning of a possible explosion at the naval base did not reach then Defence Minister Costas Papacostas in time. The defendants in the trial are

former foreign minister Marcos Kyprianou, former Defence Minister Costas Papacostas, former national guard deputy chief Savvas Argyrou, former fire service chief Andreas Nicolaou; deputy fire chief Charalambos Charalambous; and former disaster response squad (EMAK) commander Andreas Loizides. They are accused of causing death by want of precaution, and homicide by gross negligence in relation to the 13 deaths; the details of each indictment vary.

Grid slowly getting back to size Devastating effects of July 2011 Mari blast dominate the EAC’s annual report By Jacqueline Agathocleous THE devastating effects of the Evangelos Florakis naval base blast in Mari – which killed 13 people and blew up the island’s main power station in Vasilikos – dominated the Electricity Authority of Cyprus’ (EAC) 2011 report, made public yesterday. Presenting the semi-government organisation’s financial data, EAC chairman Haris Thrassou – who yesterday also announced his resignation – said the authority was still trying to make up for the effects of the Mari blast. “The ability to generate 798MW of the total installed capacity of 1,520MW was lost,” Thrassou explained. “Given that the catastrophe occurred during the summer period of peak demand, when expected maximum demand was 1,150MW, it was obvious the available load of 722MW would be inadequate.” He said some 60 per cent of generation capacity was lost and from the most productive units. “The project to restore the Vasilikos Power Station to full operation is truly a huge one,” he said. “The relevant processes began at once. The project is continuing according to schedule. During 2011, the station was cleaned up,

buildings were secured and work began on making them fit for use. At the same time, of course, work started on repairing the electro-mechanical equipment.” He said the number of tenders published indicated the size of the project. “Around 300 separate tenders have been published, evaluated and awarded,” said Thrassou. So far, unit 5 has been brought into complete operation, with a total capacity of 220MW. The first of unit 4’s gas turbines was put into operation yesterday – with a capacity of 75MW – while its second turbine is due to operate in roughly a fortnight. Unit 4 is expected to be in full operation, generating 220MW, by the end of November. “At the beginning of 2013 Unit 3, with a total capacity of 130MW is due to operate, followed in June 2013 by Unit 2 and Unit 1, each with a capacity of 130MW,” Thrassou said. He said this success was due to excellent cooperation between the EAC’s board, management and staff, but also with the commerce ministry, the Cyprus Energy Regulatory Authority (CERA) and the Transmission System Operator, together with whom an Energy Crisis Management Team was set up to deal with all the relevant issues every day on a 24-hour basis.

A surcharge on electricity bills to help cover costs at Vasilikos will remain in place until May 2013 Thrassou said the EAC submitted claims for compensation from its insurance companies to cover the Vasilikos repair costs, which accepted responsibility. “On the day of the explosion, Unit 5 was under construction and insured by the project contractor,” said Thrassou. “The Authority had drawn up a separate contract with the contractor’s insurance company for the value of the installations that were handed over on July 1 for temporary operations, a sum of €125.6 million with excess of €250,000.” The remaining installations were covered by an insurance policy with another company for the sum of €662.7 million, representing the cost of replacement and a deductible amount of €800,000. Consumers will be paying the 5.75 per cent surcharge for Vasilikos – which was recently reduced from 6.96 per

cent – until May 2013. According to Thrassou, total billed sales of electricity in 2011 amounted 4.59 million MWh, a reduction of 3.9 per cent compared to 2010. He said the fall in sales was mainly due to the Mari blast – not just because it knocked out its main power station, but also because the tragedy was followed by energy-saving measures by consumers. “In 2011 the EAC’s fuel costs increased by 23 per cent over the 2010 figure,” Thrassou continued. “Of the EAC’s total costs of €841.6 million, €540.4 million, or 64.2 per cent, represented fuel costs. Salaries and employer’s contributions came to €115.9 million, compared to €121.2 million in 2010, a decrease of 4.37 per cent. Of the total costs of €841.6 million for 2011, €17.2 million represented the cost of temporary generation units and €24.5 million the price of electricity purchased from

the occupied areas.” EAC’s operating profit fell by 24.6 per cent, from €112.1 million to €84.5 million. “This amount is the accounting profit, the calculation of which includes, beyond revenues and costs, capital contributions and amortisation,” Thrassou explained. He said the amount of €84.5 million represented a very low return and was not sufficient to fulfil the EAC’s goals. “The rate of return of the capital base in 2011 fell to 5.1 per cent from 6.5 per cent in 2010, much lower than that obtained by the CERA methodology of around 7.2 per cent,” said Thrassou. Net operating profit after amortisation of €58 million was €142.5 million, he added. “After the payment of financing costs, tax and changes to the working capital, available cash deposits amounted to €96.3 million.” For the funding of capital

expenditure of €214.6 million, the entire amount of €96.3 million was used, with capital contributions of €33 million and an increase of net borrowing to €85.3 million. In 2011, the EAC’s longterm loans amounted to €452 million and net bank overdrafts to €172 million. The total amount of €624 million was €85 million more than the 2010 figure. In 2011, work was completed on the Lakatamia, New Paphos, Amathus, Vasilikos South and Xeropotamos transmission substations as well as on the Psevdas and Alexigros transmission substations which were established to connect the Ayia Anna and Alexigros wind parks respectively to the EAC’s transmission system. In 2011, 59 kilometres of new 132kV overhead power lines were brought into use together with 80 kilometres of new 132kV underground cables.

EAC chairman Harris Thrassou yesterday announced he was resigning from his post. Thrassou said he handed his resignation to President Demetris Christofias in a meeting on Monday, during which the authority’s 2011 report was handed over. He said the president accepted his resignation, but asked Thrassou to remain in his post until his replacement was arranged. “When I accepted this position, the President of the Republic and the cabinet knew my term was for three years,” Thrassou explained. “But then, due to events that followed (Mari), I was asked to stay on for a little while longer, which I did. “My close associates knew of my intentions and this is not a surprise to them.”

A COMPUTER and software worth €30,000 were stolen from an EAC station in Pyla, it was announced yesterday. According to police, the theft was reported by an EAC official, who said it must have taken place at some point between May and October. Police spokesman Andreas Angelides yesterday said the computer contained software worth €30,000, which could only be used by the EAC and nowhere else.

30 dead as East Coast US hit by gigantic storm Bad weather interrupts presidential election campaigning for a second day By Dhanya Skariachan and Martinne Geller MILLIONS of people were left reeling in the aftermath of the massive storm Sandy yesterday as New York City and a wide swath of the eastern United States struggled with epic flooding and extensive power outages. The death toll climbed to at least 30. Sandy, which crashed ashore with hurricane-force winds on Monday near the New Jersey gambling resort of Atlantic City as the biggest storm to hit the country in generations, swamped parts of New York’s subway system and Manhattan’s Wall Street district, closing financial markets for a second day. Businesses and homes along the New Jersey shore were wrecked and communities were submerged under floodwater across a large area. More than eight million homes and businesses in several states were without electricity as Sandy’s fierce winds took down power lines. Some cities like Washington and Boston that felt some of the effects were spared widespread devastation and appeared ready to return to nearly normal conditions by today. But other places like New York City and large parts of New Jersey were hit especially hard and likely will require at least several days to get back on their feet. “The devastation is unthinkable,” New Jersey Governor Chris Christie said after seeing aerial pictures of the New Jersey shore. A large blaze destroyed more than 50 homes in the

New York City borough of Queens as flooding hampered fire fighting efforts. Neighbourhoods along the East and Hudson rivers in Manhattan were underwater, as were low-lying streets in Battery Park near Ground Zero, where the World Trade Centre once stood. As the weakened but still sprawling storm system continued its destructive trek inland, more than one million people in a dozen states along its path were still under orders to evacuate. The storm interrupted the US presidential campaign just a week before the November 6 election. Seeking to show he was staying on top of a storm situation that affected a densely populated region, the White House said Obama plans to tour damaged areas of New Jersey today accompanied by Christie. The New Jersey governor, who has been a strong supporter of Republican presidential challenger Mitt Romney, praised Obama and the federal government’s response to the storm. Obama issued federal emergency decrees for New York and New Jersey, declaring that “major disasters” existed in both states. One disaster-forecasting company predicted economic losses could ultimately reach $20 billion, only half insured. All along the East Coast, residents and business owners found destruction. “There are boats in the street five blocks from the ocean,” said evacuee Peter Sandomeno, one of the owners of the Broadway Court Motel in Point Pleasant Beach, New

Jersey. “That’s the worst storm I’ve ever seen, and I’ve been there for 11 years.” As residents and business owners began a massive cleanup effort and faced a long and costly recovery, large parts of the region remained without power, and transportation in the New York metropolitan area was at a standstill. “This storm is not yet over,” Obama told reporters at the Red Cross as he warned of the dangers of continued flooding, downed power lines and high winds. Obama, possibly mindful that disgruntled storm victims could mean problems for his re-election bid, vowed to push hard for power to be restored. The death toll continued to rise, with reports of at least 30 people killed, at least 10 of them in New York City alone. The storm weakened as it ploughed slowly west across southern Pennsylvania, its remnants situated between Pittsburgh and Philadelphia, with maximum winds down to 72 kph. As Sandy converged with a cold weather system, blizzard warnings were in effect for West Virginia, western Maryland, eastern Tennessee, eastern Kentucky and western North Carolina. Obama and Romney put campaigning on hold for a second day. But the campaign truce was likely to be short-lived, as Romney planned to hit the trail again in Florida today. Unprecedented challenge for NY subway THE giant storm Sandy wreaked havoc on the New York City subway system, flooding tunnels, garages and rail yards and threatening to paralyse the nation’s largest masstransit system for days. “The New York City subway system is 108 years old, but it has never faced a disaster as devastating as what we experienced last night,” Joseph Lhota, the chairman of the Metropolitan Transit Authority, said in a statement early yesterday. He later said that water was “literally up to the ceiling” at one downtown station. All seven subway tunnels running under the East River from Manhattan to Queens and Brooklyn took in water, and any resulting saltwater damage to the system’s electrical components will have to be cleaned - in some cases off-site - before the system can be restored, MTA spokeswoman Deirdre Parker said yesterday. At dawn, emergency crews were assessing the damage to tunnels and elevated tracks. Restoring the system is likely to be a gradual process, Parker said. “It’s really hard to say which areas will come back first,” she said, adding it will likely be a combination of limited subway and bus service. “It will come back

gradually.” It could be four to five days before subway service resumes, New York City Mayor Michael Bloomberg told a news conference yesterday. As for buses, the city was hoping to resume limited service yesterday and full service by today, he said. About 5.3 million people use the city’s subway system on weekdays. The system, which runs around the clock, comprises 21 subway routes linked by 468 stations, and stretches across 660 miles (1,062 km) of track. The MTA’s Metro North Railroad lost power on its suburban Hudson and New Haven lines, while there was flooding in an East River tunnel used by the Long Island Rail Road, the agency said. New Jersey’s PATH commuter train service, which connects New Jersey with New York City, will likely remain suspended for at least a week to 10 days, New Jersey Governor Chris Christie said. Karimulla Ibragimov was at least the fifth Muslim leader killed this year in Dagestan following a rise in tension between moderate and more radical Muslims in the southern Russian republic. Unidentified gunmen opened fire on Ibragimov in the town of Derbent at around 6.30am (0230 GMT), Russia’s Investigative Committee said. Ibragimov had served as an imam at a mosque frequented by radical Muslims. “All three died on the spot from the gunshot wounds,” the committee, a government agency that handles criminal investigations, said. Canadian mum admits to having killed her kids A CANADIAN woman, living in the UK, who suffered post-natal depression and admitted killing her two young children, said the day her children died was “a day I will be eternally sorry for”. Felicia Boots, 35, pleaded guilty yesterday to the manslaughter of 10-week-old Mason and his 14-monthold sister Lily on May 9. Boots’s lawyer, Kate Bex, read a statement on her behalf outside court today. In it, Boots said: “The ninth of May 2012 is a day I will be eternally sorry for. “It should never have happened and it troubles me more deeply than anyone will ever know. A part of me will always be missing. But I am a good mum and I never meant this to happen.” She admitted killing her children, entering a plea on the grounds of diminished responsibility which was accepted by the prosecution at the Old Bailey. Murder charges were dropped. Boots, who trained as a hairdresser, was ordered to be detained at a psychiatric hospital. She was unable to appear at two previous hearings.

State TV said “terrorists” had assassinated an air force general, Abdullah Mahmoud al-Khalidi, in a Damascus suburb, the latest of several rebel attacks on senior officials. In July, a bomb killed four of Assad’s aides, including his brother-in-law Assef Shawkat and the defence minister. Air strikes hit eastern suburbs of Damascus, outlying areas in the central city of Homs, and the northern rebel-held town of Maarat al-Numan on the Damascus-Aleppo high-

Business Hitachi buys UK nuclear project

HITACHI yesterday won a bid to take over a company building up to six nuclear power plants in Britain, reviving hopes for investment in the UK’s ageing energy infrastructure but leaving doubts they will come online in time. Hitachi said it expected to have the first 1,300 megawatt (MW) nuclear power plant in the UK operational by the mid-2020s. “This is a decades-long, multi-billion-pound vote of confidence in the UK that will contribute vital new infrastructure to power our economy,” British Prime Minister David Cameron said in a statement. The British government said that Horizon would eventually include up to six nuclear power plants, which would be able to provide 14 million homes with electricity for 60 years. Hitachi is taking over the project from German utilities E.ON and RWE for 696 million pounds ($1.1 billion) and said it was already in discussions to find another company to operate the plants after they are built. APPLE Inc CEO Tim Cook has pushed out the powerful head of the company’s mobile software products group, sources said, in a major management shakeup that also claimed the recently hired chief of the retail stores division. Scott Forstall, a long-time lieutenant of late Apple co-founder Steve Jobs, was asked to leave following years of friction with other top executives and his recent refusal to take responsibility for the mishandling of the Apple’s much-criticised mapping software, people familiar with the situation said. Sources said Forstall refused to sign a public apology after Apple’s mapping product, which displaced the popular Google Maps on the iPhone and the iPad in September, contained embarrassing errors and drew fierce criticism. Instead, Cook signed the letter last month. Forstall will leave the company next year, Apple said in a statement. He did not respond to emails seeking comment. The executive changes are the biggest at Apple in more than a decade, and mark the first major move by Cook to shape his own management team since Jobs’ death a year ago. John Browett, who was hired as the company’s retail chief just seven months ago after serving as CEO of UK electronics retailer Dixon’s, will also leave Apple. The plan by the EU’s Cypriot presidency, sent to capitals late on Monday, recommended the deepest cuts to infrastructure spending in the poorest member states to reduce the total bill, with a less drastic reduction in farm subsidies. The document will form the basis of negotiations to seek a deal on the seven-year budget for 2014-2020 in time for what promises to be a marathon summit of EU leaders on November 22-23. But it angered both richer Western states keen to minimise their contributions as they struggle to reduce national debt in the shadow of

quire even bigger trade-offs and the need to prioritise between policies and programmes,” it said. As part of its proposal, Cyprus trimmed a further 58 billion euros of spending in areas such as nuclear fusion research and crisis response that the Commission had kept off the main budget. The compromise cuts the EU’s seven-year regional development budget by about 12.5 billion euros compared with the Commission’s original plan. By contrast, spending on agricultural subsidies, of which France, Italy and Germany are the biggest beneficiaries, would only fall by about 5 billion euros under the compromise. Direct payments to farmers would total more than 277 billion euros over seven years. About three-quarters of the current budget is spent on farm subsidies (40 per cent) and airports, motorways, bridges, rail tracks and other infrastructure projects (35 per cent).

Very difficult to take the case of planned AG murder seriously IT IS VERY difficult to take the case of the planned murder of the AttorneyGeneral entirely seriously. Everything fell into place so easily it was almost as if the whole thing had been stage-managed and rehearsed in advance. The police had been tipped off about the plot by a convicted murderer - Antonis Prokopiou Kitas, a.k.a. Al Capone – who is serving life and had on several occasions in the past caused embarrassment to the force. The whole case was based on the testimony of an unreliable, attentionseeking criminal turned police informer who, a few months ago, wrote to the Attorney-General Petros Clerides requesting to be released. In his letter, he cited the help he had given to police, with investigations into crimes, including the double murder in Paphos. Clerides turned down the request, but Kitas did not hold a grudge, tipping off the police about the plot to murder the AG, some 10 days before it was scheduled to take place. Three men were remanded in custody for eight days in connection with the investigations, one of whom was convict Andreas Onoufriou, serving 18 years after being found guilty of placing a bomb under the car of a Limassol judge; the explosion caused injuries to the judge and his daughter. Onoufriou was due for release next year. A lottery ticket seller that allegedly delivered the murder weapon (an antitank missile launcher) to a middle man co-operating with police, and a former National Guard sergeant who, allegedly, was to carry out the attack, were also remanded. During the remand hearing, Onoufriou claimed that Kitas had set up the whole thing as payback, because he had tipped off the police of the lifer’s plan to kidnap president Christofias’ grandson. It is very difficult not to treat the whole case as some farce, thought up by prisoners who have nothing better to do all day. Clerides did not appear to take the plot very seriously, telling journalists on Monday that he did not feel at all insecure and had no intention to ask for additional police protection. Justice minister Loucas Louca yesterday said that police received an abundance of tip-offs from prisoners every week and only a tiny fraction of this information was reliable. It could well be that the tip-off about the planned murder of the AG did not belong to the tiny fraction of reliable information the minister was talking about. The police could occasionally be fooled when following leads given to them by convicted criminals.

VEN when living in the UK those who have fallen foul of President Vladimir Putin do not feel completely safe, as the former president and owner of the Bank of Moscow Andrey Borodin has suggested. In the last issue of The Sunday Times, it was reported that Borodin feared he may be the “target of the Russian security services in Britain”. The billionaire banker claimed he “had been the target of a surveillance operation at his new home near Henley-onThames”. He had gone to the police after a car being driven by his personal assistant was involved in high speed chase on the M4 motorway in August, The Sunday Times reported. The police had told Borodin that the car involved in the chase had false number plates, which raised his suspicions. “It might have been someone from the Russian security service, it might have been criminals,” Borodin was quoted as saying by the paper. Thames Valley police said the M4 carchase was under investigation. The banker is applying for political asylum to the UK after fleeing from Russia last year. Borodin was forced to sell his stake in the Bank of Moscow for $750 million, an amount, he claimed, was half the real value. He fled to the UK, shortly afterwards, on learning Russian authorities would arrest him over an alleged fraud regarding big loans given by his bank. An arrest warrant was issued against him in May 2011. Borodin says that the charges were fabricated by the Putin government, which often went after its critics. The banker admitted he had angered the regime by accusing Russian Prime Minister Dmitry Medvedev of corruption; Medvedev is a close ally of Putin. Six years ago, the KGB spy Alexander Litvinenko was murdered with radioactive poison in London, where he was

By Piya Sinha-Roy AFTER almost a decade in which torture films dominated the box office, horror movies are returning to ghostly thrills with a new slew of lowbudget productions making big money for studios. The success of 2009’s Paranormal Activity - which was made for $15,000 and grossed more than $107 million at US box offices - has fueled a thirst in audiences and movie studios for things that go bump in the night. Halloween audiences previously gripped by the gory Saw franchise about a sadistic serial killer are flocking this season to see supernatural horrors, with Sinister and Paranormal Activity 4 providing otherworldly scares for the spooky festivities. The supernatural trend, with very little blood, started this year with The Woman in Black and The Apparition, and will spill into 2013 with upcoming horror films including Mama, Evil Dead, Carrie, and ghostly spoof Scary Movie 5, which will parody Paranormal Activity. “It’s a return to a more classic style of suspense,” Henry Joost, who co-directed the third and fourth Paranormal Activity films with Ariel Schulman, told Reuters. “When you’ve just been obliterated with gore, having it slammed in your face for a

Director Scott Derrickson said audiences were drawn to bloodless supernatural horrors as a means to escape from news about wars and violent killings. “There’s something about the real-world pain and vio-

lence that has enveloped the American reality, that makes films like Saw not necessarily the catharsis that people are looking for,” Derrickson told Reuters in an interview. Saw, made for $1.2 million, grossed more than $55 million at the US box office in 2004 and spawned a franchise, leading a slew of films dubbed ‘torture porn’ for the excessive use of gratuitous violence. The trend produced the Hostel trilogy, 2006’s The Texas Chainsaw Massacre: The Beginning and 2008’s The Strangers.

But while the Saw franchise initially brought in big money for movie studios - the second and third films each grossed more than $80 million at the domestic box office - the profits slowed by 2009, when the franchise’s seventh and final film Saw 3D: The Final Chapter was made for $20 million and grossed only $45 million. “The torture porn stuff really played itself out, Saw and Hostel, they were just too much. People want to be engaged with the story and not just grossed beyond imagination,” Bradley Jacobs, film editor at Us Weekly, told

ANIMATED TV comedy satire South Park is taking aim at a disgraced icon who seems a lot like seven-time Tour de France winning cyclist Lance Armstrong. In a teaser clip released on Monday by Comedy Central, an episode titled ‘A Scause for Applause’ shows residents of the fictional American town standing in line to get their yellow wristbands removed. While the teaser for the October 31 episode does not refer to Armstrong by name, Comedy Central said in a statement that it deals with “the recent news of drug use by a beloved icon” and “the world is left feeling lost and betrayed”. Armstrong, who was stripped of his cycling titles and banned for life earlier this month for doping, used yellow wristbands to promote his charity Livestrong. In the South Park episode, the news has left the town enraged and upset as chubby foul-mouthed Eric Cartman, one of the show’s four lead children, declares “I can’t believe we all got duped”. Hapless schoolboy Clyde Donovan yells “lying jerk” and school counsellor Mr Mackey sobs as his bracelet is removed, saying, “I don’t know what to believe in anymore”. Armstrong, 41, who became a hero after battling cancer to dominate the world of professional cycling, has always denied allegations of taking performance enhancing drugs. He was banned from the sport for life after 11 of his former team mates testified against him and the United States Anti-Doping Agency published a report which alleged he had been involved in the “most sophisticated, professionalised and successful doping program that sport has ever seen”. South Park creators Trey Parker and Matt Stone are known for responding quickly to current affairs and taboo subjects for their raunchy comedy show, which has become a cult hit. They previously landed in hot water after showing late Australian wildlife expert Steve Irwin with a stingray barb in his chest less than two months after his sudden death from a stingray attack, and drawing the Muslim prophet Mohammed dressed in a bear costume in a 2006 episode.

THE ASSOCIATION for Historical Dialogue and Research (AHDR) is continuing its successful series of workshops for primary and secondary school teachers on November 9 in Deryneia. The workshops which started in April aim to provide a short and comprehensive overview of the AHDR’s supplementary educational materials, which have been developed over the last few years based on new and innovative approaches in history teaching. These workshops offer a unique pedagogical opportunity for all primary and secondary education teachers, and especially those teaching history, language and social sciences. Some 250 teachers have taken part in the training sessions so far. Teachers who have already attended the workshops have noted that the AHDR supplementary educational material promote and integrate critical thinking skills, while teachers are given the chance for a hands-on experience.

Tougher numeracy and language tests for trainee teachers in UK

OULD-BE teachers in Britain will have to complete English essays and answer questions on maths topics including algebra before they can start training, it has been announced. Ministers have unveiled details of plans to overhaul tests taken by prospective teachers, saying they want to raise the status of the profession. Under the proposals, from next September, anyone who wants to train as a teacher will have to complete revamped tests in English and maths. A paper on verbal, numerical and abstract reasoning is also due to be introduced in the next few years. Calculators will not be allowed and the pass marks for both the English and maths tests will be raised again, the Department for Education (DfE) said. The plans have been recommended by a review group of headteachers and education experts, which was set up in March. The government said at the time they wanted to toughen up the tests taken by trainee teachers due to concerns that many took several attempts to pass. The current tests, in literacy and numeracy, are taken towards the end of teacher training, with the latest figures showing that 98 per cent of people pass. From this autumn, trainees have been limited to two re-sits for each paper and the pass mark has been raised for the first time. It is to be raised again over the next three years, with candidates eventually needing to score the equivalent of a grade B at GCSE to pass, the DfE said. The new maths test is likely to include questions on topics such as algebra and graphs, while the English paper will ask candidates to answer open-ended questions, with marks for

spelling, punctuation and grammar. Official figures show that rising numbers of trainee teachers are passing the tests on the first attempt. In 2010/11, 30,624 people passed the literacy test on the first go, compared to 29,266 the year before. Some 1,903 people took three or more attempts, down from 2,483 in 2009/10. Some 29,531 candidates passed the numeracy test at the first attempt, up from 29,287 in 2009/10. A total of 3,329 took three or more goes, up slightly from 3,313 in 2009/10. Education Secretary Michael Gove said: “These changes will mean that parents can be confident that we have the best teachers coming into our classrooms.” Christine Blower, general secretary of the National Union of Teachers (NUT), said: “All teachers need strong literacy skills and also a good grasp of mathematics. It is however surprising that Michael Gove is showing such interest in the entry requirements for teacher training courses, while at the same time advocating that schools should be free to employ unqualified teachers.”

Teenage truth behind the Eton swagger Comment Sam Leith YOU wouldn’t automatically think, would you, that what Britain’s 46-year-old prime minister was doing at 16 would be a central issue in the nation’s political life? I mean, clearly, if he’d been murdering prostitutes, selling arms to Iraq or distributing leaflets on behalf of the National Front, it might come up … but learning French in a silly suit? Yet that is what seems to be the case. Every time any issue involving class comes up - under which heading Britain can group everything from Chancellor George Osborne’s rail tickets to the entire tax system - the word “Eton” thumps the prime minister over the head and the cartoonist’s pen embarks on tailcoat and (though Etonians don’t wear them) top hat. It’s not just that David Cameron went to a public

school that does the damage - so, after all, did Tony Blair. It’s because that particular public school, Eton - among whose alumni are a number of prime ministers, as well as such rotten eggs as JM Barrie’s Captain Hook - remains a two-syllable shorthand for every idea the British have about entrenched privilege, unexamined entitlement and the dead hand of the English class system. Those penguin suits are an unimprovable visual image of it - and toxic in terms of political branding. The prime minister and his cabinet have, you could say, an Eton Disorder. This is a condition that manifests in more than one way. It is a psychological problem - presenting symptoms that can range from clannishness or grotesque overconfidence to a squirming desire to disavow one’s own background. But it is also a social disease: sustained and shaped by a whole culture of perception. The one plays off the other. I speak with sympathy. I too suffered an Eton education and the disorder is with me still. Anyone at or just emerging from school is nervous of the

Old boy: David Cameron big world, especially those aspects of the big world - girls, for instance, or people from less privileged backgrounds - with which they are least familiar. They want to be liked. They know that whatever its advantages, the fact is that where they go to school is deeply weird. From the age of 13 they have been going about in public dressed as Victorian undertakers. At 18, they can identify the future perfect of “traho” but have never seen a live woman with her top off. They know that among many adults, let alone other teenagers, the very name of their school is enough to see them contemptuously dismissed as

a posh twat. Of course they’re bloody insecure. My contemporaries went one of two ways, by and large. The assimilationist route was the one I took. You didn’t seek the company of fellow alumni, or if you did you did not do so ostentatiously. You didn’t reminisce about the hil-aaarious time the First Eight fell in the water during the Procession of Boats on the Fourth of June, reasoning that to do so would make people think you were an arse. You decided to go about behaving like what you imagined a normal person to be. That led to a lot of risible mockney accents and a good deal of half-baked anarchosyndicalism, sure, but with a bit of luck by the time people clocked you for an Etonian they’d see you, rather than the “braying toff” of stereotype. I remember with real pride, near the beginning of my second term at university, greeting an “out” OE on the street and my companion exclaiming: “No! You’re one of them?” The second route is the isolationist one. This suggests, to me, the greater insecurity. Anticipating that people will

hate you just for where your parents sent you to school, you get your retaliation in first. You circle the wagons, settle into the comforting stereotype and seek safety in your own kind. You don’t like us? Screw you: we’ll be everything you say we are. Which, of course, becomes a self-fulfilling prophecy: teenagers, after all, aren’t the best social strategists. Behind all that sad, tired, boorish Bullingdon Club bluster - behind every toga party and white-tie rout, every sprayed bottle of Bolly and every jibe about “plebs” - you see silly boys, faced with the challenge of fronting up to a wider world than the one they have known, bottling it. Mr Cameron doesn’t smash up restaurants these days. Does he feel more comfortable among those with a similar background? I dare say he does. Do he and his closest colleagues live in a post-Eton bubble - speaking from, for and in defence of the privileges of their own kind? That’s harder to say. But more and more reporters and voters believe he does - and that’s the real Eton Disorder he needs to work on curing.

On The Scene Exhibition An encounter with an artist MEETING artist Maro Neophytou, one is immediately struck by her warm and welcoming smile, which extends to her hospitality. With a pot of hot, percolated coffee and freshly baked ‘kolokotes’, we sit on the veranda which has the most spectacular view of Paphos, right down to the sparkling silvery blue waters of the Mediterranean. Neophytou is having a painting exhibition on Friday at Palia Elektriki in Paphos, which will be opened at 7.30pm by Mayor Savvas Vergas. Tall and slim with fiery red hair, Neophytou belies her age, which she attributes to the sea. “Every day I walk for an hour, and then swim – summer and winter. It’s only one minute in the winter that it’s tingly, and then it’s wonderful, invigorating and yet calming. One has to be calm to paint, with inner peace and tranquillity. When one is disturbed, it’s very difficult if not impossible to paint and be creative. For example for a long period after the death of my father, I was unable to paint.” Neophytou was inspired from a young age to paint – “my first memories of drawing and painting were from nursery school and hailing from an artistic family, it was somehow natural that I would follow.” She studied Fashion Design and Interior Decorating in Athens and on her return to Cyprus began a teaching career developing the artistic talent of thousands of high school students. It was only when she retired though that she could really focus on her painting more seriously. “Most of the time was dedicated to the family at that

For example, the 1974 invasion had a tremendous impact on me as it naturally did on so many others.” A refugee from Famagusta, she shares with me her tree painting which is very striking – the tree is blackened but surrounded by rich, warm colours signifying the burning with a bright moon. “It’s a painting about the desolation and destruction of ’74.” Neophytou’s paintings are all large and in oils. “I like having the luxury of time, which one doesn’t have with acrylics – and oils allow me to be particular and careful in my work. I’m a perfectionist in that each line, each stroke, each colour must be just as I see it in my mind. Sometimes I work from memory but most often, I make a little sketch or even pick up a twig, a branch or a beautifully coloured leaf to take home which I expand on in my paintings. I have large paintings because I want to highlight and give attention to that particular part of nature which has captured my attention.” Unlike many artists, Neophytou prefers to work in the evening and enjoys company when she paints. “I don’t like solitude when I work, and most often, I’m with my husband who is most supportive. In fact, he encouraged me to have this exhibition. Dance with an open mind FOR THE fourth year in a row, Dance Gate Lefkosia has organised the No_Body festival of dance, movement and performing arts under the direction of Arianna Economou. The festival will take place on Saturday and Sunday at Pallas Theatre, featuring works by eight performers from various disciplines giving the festival its particular position on the island in terms of artistic direction. This festival offers a rather modest budget and therefore attracts young artists who are looking to begin their careers or small works. Its vague definition invites interdisciplinary performances that may include movement and dance but are not necessarily characterised as such. Initially, the festival organisers requested an involvement of collaborators from three different disciplines to enrich the process and compositional methods for dance. As rules for other festivals, such as the Annual Contemporary Dance Platform (organised by the Cultural Services of Ministry of Education) and the Summer Festival (organised by Nea Kinisi), have changed so that only applicants who have previously presented a minimum of two works within professional settings may be considered, new artists see No_Body as which was eclipsed by the Turkish invasion in Cyprus. It is illustrated with colour photographs taken by the author and has been published by La Trobe University. Demetriou was born in Morphou. Her family emigrated to Australia after the 1974 invasion. As a teenager in Melbourne she initiated Tsakpina Cafe’s cultural innovations. She was later employed as an information officer by the Australian Department of Labour. Andrea studied literature, philosophy and music at Athens and La Trobe universities. In Athens, she has worked extensively in print media

an excellent choice to present their work. This year eight artists will present works at the festival. The first evening will feature works by Diomides Koufteros, Athina Christodoulidou, Eleana Alexandrou and Machi Dimitriou Lindahl. On the second evening, the audience can see works by the Inter Action group, Harry Koushos, Mitos group and Achim Wieland. The versatile line up is indicative of the varied interests and aesthetics the festival is known for. Young artists, such as Elena Alexandrou and Harry Koushos are the ones to watch for emerging trends. Alexandrou is a well-known dance performer who has been involved in alternative works and will show work for the first time. Koushos is a promising young choreographer, whose work at the Contemporary Dance Platform was chosen for the European Dance Festival and Aerowaves nights that took place last weekend. He will present his new work at the upcoming festival. Experienced choreographer, Machi DimitriouLindahl will also present her new work. The Mitos group, under the direction of Elena Agathocleous and Lukas Walewski, usually presents as well as radio (Third and Fourth Programmes). She currently divides her time between Athens and the island of Hydra. By David Sheppard and Scott DiSavino AT LEAST 8.1 million homes and businesses on the US East Coast were without power yesterday after Hurricane Sandy tore down power lines, flooded networks and sparked an explosion at a Consolidated Edison substation on Manhattan’s East River. Almost a quarter of New York City homes were without power 13 hours after Sandy roared ashore with hurricane strength winds, felling trees and bringing a dangerous tidal surge that has paralysed the transport system in the United States’ biggest city. Power providers reported outages in every state from North Carolina to the Canadian border and as far inland as Ohio and Indiana. At 9am outages were approaching the total from Hurricane Irene last year, according to Reuters calculations based on figures provided by utilities. Outages caused by Hurricane Irene peaked around 8.4 million. The total outage caused by Sandy is likely higher as it does not include homes that have already been restored or the smallest power providers on the East Coast.

EXPLOSION The figures represent homes and businesses, meaning the total number of people affected will be far higher. “This is the largest stormrelated outage in our history,” said John Miksad, Con Edison’s senior vice president for electric operations. An explosion at a substation on Manhattan’s East River on Monday night contributed to the power cuts, and could complicate efforts to restore power. Over 700,000 homes and businesses were without power in New York City and Westchester county, out of a total of three million Con Edison customers. Customers in the hardest hit areas could be without power for more than a week, utilities have warned. “We expect that some customers will be without power for as long as seven to 10 days,” said the state-owned Long Island Power Authority (LIPA), which has 84 per cent of its 1.1 million customers in New York without power. Back-up generators failed at New York University Hospital in Lower Manhattan on Monday night, forcing patients to be moved elsewhere for care. Con Edison workers were also trapped for three hours by rising flood waters inside a power substation before being rescued by firefighters using inflatable boats.

UPERSTORM Sandy brought gusts of 90mph and a record surge of seawater in New York City. The hurricane made landfall at the southern tip of New Jersey at 8pm local time on Monday, before causing massive disruption across a wide area, said senior meteorologist Stephen Davenport, of MeteoGroup, the weather division of the Press Association. A storm surge of 4.2m hit Manhattan in New York City, comfortably beating the previous record of 3.2m set in 1960 by Hurricane Donna. The highest wind gust was recorded as 144.84kmph on Long Island, New York. Newark International Airport in New Jersey experienced

winds of 125.5kmph. “Hitting at high tide, the strongest surge and the strongest winds all hit at the worst possible time,” said Jeffrey Tongue, a meteorologist for the weather service in Brookhaven, New York. “The extent of the wind is something else,” Davenport added. “It’s at least 1988 since tropical storm force winds have covered such a wide area of the USA.” The National Weather Service issued high wind warnings from Michigan to Florida and from Chicago to Maine. “That is a massive area of storm force winds” Davenport said. The remaining 14 crew members were airlifted to safety (below) after being ordered by their skipper to abandon ship. The 180ft, three-masted tall ship was built for the 1962 movie Mutiny On The Bounty and used in the recent Pirates Of The Caribbean series. Television PICK OF THE DAY My Soul to Take (LTV, 23.00) Seriously? Come on guys, make an effort: it’s Halloween! Yes, OK, I realise it’s a ‘foreign’ holiday, nothing to do with our fi ne Greek Cypriot ways and so forth - but if pay-TV can fi ll its schedules with saccharine rom-coms on Valentine’s Day, you’d think they’d be able to dig up some horror movies for the night of ghouls and witches. Maybe a horror marathon on Novacinema3, which after all is supposed to be a channel dedicated (partly) to horror? Instead it falls to Sigma to bridge the gap, the hyperactive Chrysanthos Tsouroullis kicking off a new season of 60 Lepta with a one-hour special on unemployment, the “modern nightmare” currently affl icting Cyprus: “the unfulfi lled dreams of young graduates, the dead-end lives of middle-aged employees who’ve lost their jobs,” muses Sigma sadly. Quite a horror show, I’m sure you’ll agree yet still not quite in the Halloween spirit. In fact, there’s almost nothing in the Halloween spirit on tonight’s TV schedules - forcing us to resort to the likes of My Soul to Take. This is a widely-hated fi lm with a decent pedigree, directed by Wes Craven of Scream fame, featuring a plot with some echoes of Freddy Krueger - a serial killer dying, and his soul being transferred into the souls of seven children who

were born prematurely that night. Fast-forward 16 years and the kids are now teenagers, celebrating their common birthday only to fi nd that someone (or something) is killing them off one by one. Surely the slasher isn’t Bug (dreamylooking Max Thieriot) - or is he? Can it be he’s the son of that long-ago Ripper? Maybe, maybe not. I could tell you, but it doesn’t really matter. In fact, the plot is so tired and confusing that Craven more or less ignores it, instead throwing in some spectacularly daft bits and pieces. Bug terrifying his classmates by doing a show-and-tell while dressed up as a condor (yes, a condor) is especially demented - but let’s not forget Bug and his friend doing an impromptu variation of the mirror scene from Duck Soup (you’ll know it when you see it), or Bug’s sister ‘Fang’ as a kind of high-school dominatrix lording it over the others, or a God-bothering girl saying: “When things get too hot, just turn on the prayer-conditioning!”. The result is 80 per cent slasher-movie rubbish that doesn’t even make much sense, 20 per cent out-of-nowhere lunacy that makes you wonder what Mr. Craven is smoking. Mostly trick - but there’s treats in there as well. Happy Halloween! Made in 2010.

Mother Night (LTV3, 20.00) Kurt Vonnegut’s idiosyncratic books don’t really make very good fi lms - but Nick Nolte is clearly a Vonnegut fan, having starred in both this and Breakfast of Champions. He’s Howard Campbell, a US-born Nazi who becomes notorious during WW2 for his radio broadcasts spouting odious anti-Semitic propaganda; after the war he’s captured, and fi nds himself awaiting trial - but Howard has a secret, viz. he was actually an American spy all along, though his mother country refuses to admit it. “Your role will remain classified,” he’s told by the US authorities - and a Nazi comrade has an even more worrying observation: “Even if you were a spy, you could never have served the enemy as well as you served us”. Do people ultimately turn into whoever they pretend to be? Stylish and worthwhile, if ultimately lacking that zany Vonnegut touch. Made in 1996.

Hamlet (CyBC2, 21.00) Here’s a brief synopsis of the plot: Hamlet, the Prince of Denmark, is upset because his uncle Claudius has married his mother and become King in his late father’s stead, at least till his father’s Ghost appears one night and ... oh all right, we all know the plot - but some may be surprised by this TV fi lming of the Royal Shakespeare Company’s acclaimed stage production, both because it’s modern-dress and because the casting is bizarre, with Doctor Who as Hamlet and Jean-Luc Picard as Claudius. David Tennant and Patrick Stewart do indeed take those roles (Mr. Stewart also plays the Ghost, one of many imaginative changes) - though the fi lm is apparently quite low-key despite its fl amboyant innovations, playing for emotional intimacy with Hamlet depicted as a lost soul. Worth seeing, even if you know the plot. Part 1 of 2, second part tomorrow; made in 2009.

Love to Kill (Novacinema1, 22.00) Are Nova having money problems? Sorry to be blunt, but there’s just no other reason why something so obscure should be getting a prime-time slot on the fl agship Nova1 channel - a straight-to-video thriller starring Blanchard Ryan, known (if at all) as one of the no-name cast in Open Water. She’s a venal femme fatale specialising in lonely rich men, whom she marries then bumps off a few months later - and her latest victim is an up-and-coming politician, at least till his loyal assistant starts to suspect something’s wrong with the boss’s new girlfriend. “The utterly routine nature of Love to Kill’s premise ensures there are few surprises throughout its mercifully brisk running time,” writes a site called ‘Reel Film Reviews’, which may be the most back-handed compliment of all time. Made in 2008.

Sport FIA president visits Cyprus Jean Todt praises island’s motorsport heritage

JEAN Todt, President of the Fédération Internationale de l’Automobile (FIA) - the governing body for world motorsport, was in Cyprus this week for a short visit. Todt arrived on Sunday and on Monday held a series of meetings, after which he left for Cairo, continuing a Middle East tour which will end in Abu Dhabi with next Sunday’s Formula 1 GP. After meeting with senior members of the Cyprus Automobile Association (CAA) and Cyprus Olympic Committee (COC) Chairman Ouranios Ioannides on Monday, Todt took part in a press conference at the COC headquarters in Nicosia. Opening the conference, CAA President Antonis Michaelides said that motoring is “very much part of Cypriot DNA” and drew attention to the island’s successful history of motorsport. Michaelides spoke of the high esteem with which the “acclaimed” Cyprus Rally is held internationally and underlined the CAA’s important role in developing motorsport on the island and in matters of road safety. He spoke of the CAA’s ongoing involvement in making the roads of Cyprus safer for everyone and of the Association’s involvement in the government’s campaign for road safety that begins next month. Todt said that he was happy to be in Cyprus once again, having visited the island very briefly three years ago. Originally a rally codriver himself, Todt was very complimentary regarding the island’s motorsport heritage stating that “Cyprus is a little country with less than a million people, but it

When asked about the future of the Cyprus Rally within the WRC, Todt confirmed that this was something that had been discussed in his morning meeting with the CAA. He went on to say that that the structure of future WRC calendars will be reviewed over the next five years to ensure a more global scale and expressed his confidence that Cyprus “will be able to have a good position”. Todt was keen to stress the

importance of road safety, which he admitted is “a very big problem.” “We cannot accept to have 1.3 million people killed on the roads every year. 50 million people injured every year. In a country like yours you have more than 70 people dying on the roads – you have 1,500 injured. I must congratulate you for what you have achieved in recent years, on enforcing stricter rules on drink driving, on speeding, on making the use of seatbelts and helmets compulsory… but still there are too many fatalities in your country.

AN OPPORTUNITY “So I hope that my visit will be an opportunity to bring greater attention to the issue.” Todt went on to say that in his meeting with Ioannides, he asked for Cypriot champions from all sports and walks of life to be involved in

addressing the issue of road safety. Taking questions from the media, Todt gave answers about a number of issues, including the measures being taken towards ‘greener’ motorsport in the years to come. Asked about the possibility of a major motorsport event such as F1 being part of the Olympic Games in the future, Todt responded: ‘Motorsport does not plan to be in the IOC calendar. I feel it would be a very interesting step to have the FIA joining the Olympic family because we have the same values and there are many things we share in our agendas … but there is no plan or intention to have one of our categories being hosted during the Olympic Games.” When asked which aspect of his long and varied career had given him the most pleasure, Todt replied: “I enjoyed each and every part of my career.

Wiggins 2009 Tour result is upgraded AMID the wreckage of the Lance Armstrong scandal, BradleyWiggins has been awarded third place in the 2009 Tour de France. Wiggins, who won the 2012 Tour, placed a then British record-equalling fourth three years ago behind Alberto Contador, Andy Schleck and Armstrong. Now, after the UCI stripped Armstrong of all results from August 1, 1998, ratifying a ruling by the United States Anti-doping Agency, Wiggins is a two-time Tour podium rider. The UCI ruled last week Armstrong’s sequence of seven successive Tour wins would not be reallocated and results following any future disqualifications relating to 1998 to 2005 would not be reallocated, but those from his comeback years, in 2009 and 2010, will. A UCI spokesperson told Press Association Sport: “In 2009 the placing of Mr Armstrong will be reallocated. “Bradley Wiggins is the thirdplaced rider for the Tour de France, 2009.” Despite his stunning year of success, Wiggins has not been immune to the impact of the Armstrong affair and Team Sky suffered further losses this week. Steven de Jongh left his role as a sporting director after admitting to taking performance-enhancing drugs during his cycling career. De Jongh became the third member of Team Sky staff to leave the Tour de Francewinning team after the zerotolerance approach to doping was restated in the wake of recent events.

Djokovic to finish year as world number one NOVAK Djokovic will move above Roger Federer to number one in the world rankings next week and is guaranteed to retain the top spot until the end of the year, the ATP Tour said. The 25-year-old, who took his career tally for club and country to 301 goals on Saturday, was among the 23 players named in the list which includes Real Madrid and Portuguese forward Cristiano Ronaldo, runnerup to Messi in last year’s vote. Andres Iniesta of Barcelona, named the Player of the Tournament after Spain retained their title at Euro 2012 is also included as is Radamel Falcao, who has been in brilliant scoring form all year for Colombia and Atletico Madrid, helping his club win the Europa League last season. Barca coach Tito Vilanova showered praise on Messi at a news conference. “I don’t think we’ll see a player like him again. Not only for the goals he scores but for the ability he has to read the game,” he said before hailing Iniesta. “He is the clear example of a player trained at the Masia (Barcelona youth academy) who reaches the top. He is another one of those players of a quality that Barca

will find it tough to produce again.” Manchester United forward Wayne Rooney is for the second year running the only Englishman to be included on the shortlist. Rooney has scored plenty of goals in 2012 but did not pick up any trophies with his club and played a limited role at the European Championships finals for England, who were eliminated at the quarter-final stage. The Red Devils were pipped to the Barclays Premier League title by local rivals Manchester City, who have three players on the list in Sergio Aguero, Mario Balotelli and Yaya Toure. The midfielder claimed Brendan Rodgers’ side were the only ones who played football in the 2-2 draw at Goodison Park and praised his team-mates - which included three teenagers and five derby debutants - for standing up to their nearneighbours. Captain Kompany is not worried by Man City critics By Andy Hampson MANCHESTER City captain Vincent Kompany is adamant he has not been affected by the criticism which has come his way this season. Although they are just one point off top spot in the Barclays Premier League, City have been particularly disappointing in the Champions League and face a fight to qualify for the knockout stages after picking up just one point from three group games. That has led to some cutting analysis from outside the club, and Kompany, outstanding at the heart of City’s defence in the last campaign, has also found his form the subject of scrutiny. But the Belgian said: “Personally, I don’t ever get affected by it. “I just keep living the life and keep working really hard. If one day goes a little bit less than another, I know I have at least done my best. “By being patient and keeping doing what you have done to get success in the first place, you’ll get there again. It is a very difficult thing.

“People around the club get wild and excited but I stay very calm. “We’ll be here in a couple of weeks or months and maybe everyone will be praises and smiles. It is going to happen. Mancini came under fire for changing his formation too often during the game. STEFFEN Freund admits Emmanuel Adebayor is unhappy, but the Tottenham assistant manager insists the striker still has a key part to play for the club this season. Adebayor was a big hit on loan from Manchester City last season, but after signing a permanent deal at White Hart Lane in the summer he has failed to break back in to the starting XI this term thanks to the sharp form of Jermain Defoe. Adebayor has not started a game for the Londoners under Andre Villas-Boas and there have been reports that he is disappointed at playing second fiddle to Defoe, who has scored seven goals for club and country this season. Villas-Boas has cited back and hamstring injuries as part of the reason why Adebayor has not played as much this term, and he may miss out on tonight’s Capital One Cup clash at Norwich as he is struggling with a stomach bug. Freund insists the powerful hitman still has a big role to play for the team this year, however. “Adebayor is sick today. We will have a look tomorrow (to see if he is fit for Norwich),” Tottenham’s assistant head coach said. “If you’re not playing and you’re injured then of course you are not happy. “He’s really sick but hopefully he will be back in time. RORY McIlroy believes becoming golf’s world number one has lifted his game to new heights and that he will be hard to beat at next month’s Singapore Open. The 23-year-old Northern Irishman heads a quality field at the $6 million tournament from November 8-11 that also includes American Phil Mickelson and three-time winner Adam Scott of Australia. World number 12 Louis Oosthuizen will also be among the contenders at the Sentosa Golf Club, but a confident McIlroy feels his A-game trumps that of his rivals. “The status (of being world number

one) adds pressure but it’s one that I thrive on,” McIlroy, who won his second major at this year’s US PGA Championship, said in a statement. “I know I can be hard to beat when I’m at my best, so I go into every tournament knowing that if I play well then I have a good chance of winning.” McIlroy finished runner-up at the BMW Masters in Shanghai at the weekend. “People expect me to play well, and I expect myself to play better,” he said. “To call myself a multiple major winner and world number one, it’s great. “I knew that I was good enough to achieve this at some stage,” added McIlroy, who helped Europe beat the United States in an astonishing Ryder Cup comeback win last month.

“I’m a bit surprised that it has happened already when I’m still 23. My target now is always to win my next tournament, win my next major, keep improving all areas of my game.” McIlroy underlined his status as the golf’s top player with a runaway eightstroke victory at the PGA Championship at Kiawah Island in August. He is also close to winning the European Tour’s Race to Dubai with a near one million euros lead and has the PGA Tour money title sewn up having banked more than $8 million. “I’m leading the Race to Dubai and it’s definitely my goal to finish there at the end of the season,” said McIlroy, bidding to emulate Luke Donald, who topped the Order of Merit on both sides of the Atlantic last season.

EIL WARNOCK yesterday accused Chelsea of “trying to kill Mark Clattenburg” over their complaints to the Premier League that the referee insulted two of their players. Clattenburg is the subject of a Football Association investigation over allegations he racially abused John Obi Mikel, as well as calling Juan Mata a “Spanish t**t” during Chelsea’s 3-2 defeat against Manchester United on Sunday. The 37-year-old, whose career is now under threat, had already incensed Chelsea by showing a second yellow card to Fernando Torres for diving and allowing Javier Hernandez’s winning goal to stand when he was offside. This latest controversy came as Chelsea captain John Terry serves the second of his four-game ban from the FA for racially abusing Anton Ferdinand. Leeds boss Warnock, no stranger to controversy, was the Queens Park Rangers boss when Terry’s altercation with Ferdinand took place last year, but he believes Chelsea are just sore losers taking their frustrations out on Clattenburg. Warnock said: “You know my relationship with referees but I have got to say I am disgusted with what’s gone on. I’m on Mark Clattenburg’s side.

Neither Mikel nor Mata is understood to have heard the alleged insults themselves. There is a lot of speculation team-mates Ramires and David Luiz, whose understanding of English is not the best, were the ones to tip them off.

Midfielder Oriol Romeu revealed yesterday: “Neither Juan nor Fernando told me they heard it because from what I have understood they didn’t hear anything. It was someone else who heard it but not directly at them. “It was another player who heard it and that is what they told me. I didn’t hear anything as I left quickly to go home but after talking to Juan he told me there was some problem and he had to stay.”

Chelsea are adamant they did not take the decision to make a complaint lightly, especially having been on the receiving end of negative publicity over Terry for the past year. Anton’s brother Rio, who played in Sunday’s match, tweeted yesterday: “Will be interesting to see how this alleged ‘race’ or ‘insulting’ language episode pans out. Our game is under the microscope like never before.” The evidence of Clatten-

burg’s assistants for the game, Michael McDonough and Simon Long, as well as fourth official Michael Jones, will be crucial as they were all wearing microphones and earphones and would have been able to hear what each other said. The Metropolitan Police yesterday said that they have started an investigation into Clattenburg’s alleged comments after the Society of Black Lawyers made an official complaint. Warnock is not convinced about Chelsea’s allegations and feels the players should be in trouble if Clattenburg is cleared of any wrongdoing. He added: “Let’s wait and see when it all comes out. Hopefully, everything has been caught. I hope if it is proved wrong, that the players, whatever they alleged Mark to have said, get done as well.” Chelsea could be in a lot of trouble anyway because Clattenburg has filed an extraordinary incident report, along with his normal matchday one, over the confrontation that took place after the game. The club could also be potentially in the dock for the crowd trouble that started after Hernandez celebrated the winning goal in front of the Matthew Harding stand. Several objects were thrown and a steward was injured in the melee. The Metropolitan Police are also looking into the incident and Warnock fears fans are getting out of control. Warnock was stunned himself earlier this month when a Leeds fan attacked Sheffield Wednesday keeper Chris Kirkland during the Yorkshire derby.
