T

HE government yesterday sought to head off accusations it is dragging its feet following media reports suggesting the ‘troika’ – the European Union, the IMF and the European Central Bank – is frustrated with the lack of progress in bailout talks. Late on Monday a senior Eurogroup official was quoted as saying the Eurogroup expects precise details regarding its request for a bailout from the Cypriot government. The official, who made the comments in Brussels during an informal briefing to reporters, appeared to be venting the aggravation of international lenders, hinting that Nicosia has been stalling the bailout request process. “We expect to see the demands of the government which have not been submitted yet,” the official said, stressing that Cyprus needs a programme not only for its banking sector but also for “rectifying structural imbalances.” The same official was quoted as saying that Cyprus’ request “needs to be more specific,” adding that “this has not been done yet.” He went on to say that in his opinion an answer from Nicosia was “a matter of time. We shall wait and see.” Cyprus sought a financial lifeline from international lenders in June to buffer its two largest banks, which were hammered by their exposure to Greek debt earlier in the year. Although it is in talks with

the troika, Nicosia has kept everyone guessing by also applying to Moscow, a close business and political ally, for aid. Moreover the government has opened itself to criticism that it is dragging its feet on concluding a full-blown bailout with the troika – which would involve unpopular austerity measures – while pursuing a possible Russian loan. Troika experts completed their consultations in Cyprus before the end of July and delivered a document with their proposals to the government before departing. The government must now submit its counter-proposals so that negotiations for a final loan agreement can take place. Troika representatives had reportedly been invited back here in the second half of September, although the government said yesterday that it never committed to a date. The opposition has accused the administration outright of delaying the signing of a bailout deal as far as possible to avoid the blowback from the public ahead of national elections. Asked to comment on these reports, government spokesman Stefanos Stefanos denied any delays, citing the complexity of the subject matter. He said the government was studying the troika’s proposals and “thoroughly” preparing its own. Stefanou declined to put a timeline on the process, but said: “We believe [the con

Campbell’s launches Warhol-inspired soups for sale FIFTY years after artist Andy Warhol created one of the art world’s most iconic images with his red and white painting of a tomato soup can, the company that inspired the work is selling limited-edition soup with designer labels. Campbell’s Soup has launched a series of four canned tomato soups with labels that pay homage to Warhol’s 1962 work of art “32 Campbell’s Soup Cans.” Timed to coincide with the 50th anniversary of Warhol’s first solo exhibition, about 1.2 million cans of the tomato

soup will be sold in Target stores across the United States for 75 cents each. The company’s design team, working with The Andy Warhol Foundation for the Visual Arts, created four different labels in vibrant combinations such as pink and teal for the tomato soup that went on sale this month. “This is not something that we do everyday,” said Liesl Henderson, director of communications for Campbell’s Soup, adding that the Warhol Foundation was very protective of the artist’s creative legacy.

“But we’ve maintained a collaborative relationship with the Warhol Foundation over the years, and there’s a fascination, it seems, with all things Warhol.” Michael Hermann, the foundation’s director of licensing, confirmed that it was very selective about whom it worked with. “What continues to amaze me is that Warhol’s influence on our culture has only grown since his untimely death 25 years ago,” said Hermann. “This is the true testament to his genius.”

By Poly Pantelides INSTEAD of charging Parliament’s administration directly for drinks, the House canteen now charges committee presidents who pay out of their own pocket, as a dispute between the House administration and the canteen boss continues. The House administration sent a letter to the canteen boss on September 4 informing him that as of August 16 financial transactions between them would stop, since he was meant to have left the premises by August 14 (the following day was a bank holiday). The canteen boss – who did not want his name mentioned – told the Cyprus Mail he answered the letter via his lawyer saying while he was reserving all his rights he would be issuing bills directly to committee heads, accept-

ing cash payments. Although the House-proper has not responded, committee heads have received bills. “I paid on behalf of the commerce committee to cover our guests’ expenses,” said its head, DISY’s Lefteris Christoforou. “I haven’t paid yet but I received a bill and intend to pay,” said the head of the labour committee, AKEL’s Andreas Fakontis. One committee head said he had more serious things to deal with than to answer questions over the canteen. “Am I going to bother now with the canteen administrator?” the head of the institutions’ committee, the European party’s Demetris Syllouris said. He also refused to disclose whether he had paid his bill. Normally, the canteen boss provides drinks and snacks on the tab and gets paid by

the House administration at the end of each month. But although the House expected him to leave on August 14, when they considered his contract expired, he stayed put. His lawyer, former MP Rikkos Erotokritou, lodged a Supreme Court application on August 27 arguing that tenders’ procedures were not followed properly by the selection committee. The situation as stands is that the canteen boss will not hand over the canteen while the Parliament’s administration refuses to accept rent or bills from him because they consider his presence unlawful. The canteen contract was due to expire at the end of December last year and 27 tenders’ proposals were submitted by January 9, said a House official who would not be named. The selection committee

ran over the maximum deadline of 135 days (90 days plus 45 days’ extension) to make a choice, the same official said citing a number of reasons for the delay including members of the selection committee being away at different times, preparations for Cyprus’ upcoming presidency of the EU, and the need to look more closely into the financial viability of some of the proposals. The procedure was launched again and an applicant was selected among the original 27 who is not the current canteen chief, the same official said. However, Erotokritou argues in his supreme court application that the House should have opened tenders proposals for all interested parties, and not just the original applicants and should scratch the current contract and launch procedures from the beginning.

Animal rights activists demo as ministers meet By Stefanos Evripidou ANIMAL RIGHTS activists yesterday gathered outside the Filoxenia conference centre in Nicosia where EU agriculture ministers were meeting to demonstrate support for EU-wide legislation on the protection of pets. Protestors held photographs of abused animals and banners calling for the establishment of a special police force for animals and implementation of existing laws on animal abuse. Other banners read: Europe Take Action, Culture is Respect for All the Living and End Barbarity. “We gathered here to call on EU ministers responsible for the welfare and protection of animals - the agriculture ministers of each state - to formulate a single strategy for all pet animals of Europe,” head of Cyprus Voice for Animals, Mary Chrysochou-Anastasi, said.

“Every European country has its own laws on the protection of animals, and each country implements them as it sees fit. This cannot go on. There should be regulations and directives and anything else needed to protect all pet animals across Europe,” she said. Anastasi said current implementation of the existing law on the protection of animals in Cyprus was “unfortunately inadequate”. Greens deputy Giorgos Perdikis agreed that implementation of the law on the creation of an animal police force remained nonexistent. “Cyprus must stop being a barbaric country regarding its behaviour towards animals. One immediate request is to create a police for the protection of animals, for which relevant legislation has been passed, and needs to be implemented,” he said. “The situation is brutal. Even the be-

haviour of the authorities who should be implementing the law is disappointing,” he added. Perdikis noted that cases of illegal abuse and abandonment of animals went unpunished. “Such illegalities occur on a daily basis and unfortunately neither the authorities nor members of the public have the necessary sensitivity towards the rights of animals,” said Perdikis. The protestors handed over a list of their demands to Agriculture Minister Sophoclis Aletraris who went out to speak with the crowd. “You can be sure we will show the necessary sensitivity,” said the minister, adding: “Personally, we have a dog called Max. The hierarchy at home goes like this: my son comes first, then my daughter, my wife, Max, and lastly me, so you can understand how much importance we give to Max.”

Greek Cypriot puts nine-figure London home on the market A GREEK Cypriot property magnate has put his Beverly Hills-style mansion in north London up for sale for £100 million — one of the most expensive houses in the world. Heath Hall on The Bishops Avenue in Hampstead is the most expensive property on the market in London and one of only a tiny handful of homes globally valued in nine figures. The sprawling 14-bedroom house was built for sugar tycoon William Park Lyle in 1910 but owner, buy-to-let billionaire Andreas Panayiotou has spent £40 million refurbishing and extending it over six years. He is selling up, according to reports, because his wife would rather be an Essex girl - and stay at their 20-acre estate in Epping Forest.

The glossy brochure alone costs £2,000 and the stamp duty bill could be as high as £15 million after the Government raised the tax rate to 15 per cent for properties bought through offshore companies. The lavish 27,000 sq ft property is approached through wrought-iron gates to a sweeping drive that leads to a solid oak door framed by a red-brick archway. Inside are a cinema, a gym, sauna, an oakpanelled library, snooker room, a panic room and six garages. There are indoor and outdoor swimming pools. Panayiotou, with an estimated fortune of £400 million, is the son of Greek-Cypriot immigrants. He was raised in the East End of London and left school without qualifications as he suffered from dyslexia.

AUTHORITIES will take legal action against people who do not pay their dues to the state, it emerged yesterday, as the amount owed to the government rose to around €1.5 billion in 2011 - the bulk being arrears to the inland revenue department (IRD). Accountant-General Rea Georgiou told lawmakers yesterday the finance minister has given instructions to the IRD to take legal action against anyone who has delayed paying their dues for over three months. The large amount of outstanding dues to the state has been plaguing the island for years but has come under scrutiny in recent times because of the recession. Georgiou said revenue outstanding at the end of last year was €1.578 billion compared to €1.548b in 2010. She presented the figures before the House Watchdog Committee, along with a list of recommendations to improve the collection capabilities of government departments, who lack a common policy in tackling debtors. Sixty-two per cent, or €972 million, was money owed to the IRD while the customs and VAT service has still not received €283 million. It was in second place. The accountant-general’s report labelled as doubtful some €649 million of the total amount due. The largest group of socalled doubtful arrears – €214.8 million – concerned money owed by inactive individuals and companies without immovable property. Around €200 million represented dues from companies currently in administration or

dissolution. Just over €70 million was owed by state companies and local authorities. In her report, Georgiou highlighted the lack of a common policy among government departments to collect their cash and the time frame of such actions. “Each controlling officer acts as they see fit,” the report said. Included in her recommendations is naming and shaming people who owe over €1,000 for over one year. The cabinet has already authorised the finance minister to publish the names of those who owe large sums to the IRD.

BANK FREEZE Other measures include offsetting delayed dues with payments made to the company or individual by the state – where applicable, immediate payment of court orders up to €500, civil servants who owe the state should have the amount deducted from their salary, banning companies who owe money from taking part in public contracts and creating a registry of uncreditworthy company directors and shareholders who would be banned from setting up a new company for five years. Georgiou also proposed freezing bank accounts as a form of pressure and collecting the arrears when the person or company tries to transfer immovable property. The Watchdog committee adopted the recommendations, its chairman, Giorgos Georgiou said. “We now expect the government to table all the necessary bills to put the treasury’s suggestions into practice,” the DISY MP said.

ESM fund to top eurozone talks Deal on price of rescue fund help sought at Friday meet

By Jan Strupczewski EU finance ministers will have their first chance to discuss the European Central Bank’s new bond-buying programme and the outcome of a German court ruling on the eurozone’s permanent bailout fund when they meet in Nicosia on Friday. While no decisions will be taken at the informal meeting, it is a critical opportunity for ministers to assess where efforts stand in tackling the debt crisis after a summer break and the ECB’s potentially game-changing decision last week to stand ready to lower sovereign borrowing costs. They will also discuss Spain and whether it will make a formal request for assistance beyond aid for its banks, Cyprus’ need for help, and how Greece, Portugal and Ireland are faring in meeting their bailout obligations. Proposals for a euro zone banking union are also on the agenda. “It’s been a long time since the ministers last met,” said a euro zone official preparing the two-day meeting, which will be followed by a formal, decision-making gathering in Luxembourg on October 8-9. “They will have to run through all the countries in distress and make a situation analysis.” Perhaps the most important development since the ministers last met in July was ECB President Mario Draghi’s an-

tion has yet been taken. Portugal and Ireland have also benefited. But that does little to resolve the broader economic and financial issues facing Spain and others. The euro zone has already set aside €100 billion to help Spain recapitalise its banks, and the

country may need more aid beyond that. Madrid is reluctant to ask for help, wary of a political backlash at home. But given its dire need to lower its borrowing costs, it may have no choice other than to ask for help and sign up to the conditions imposed.

To help Spain, which has to bail out its banking sector, euro zone leaders in June raised the prospect of the permanent bailout fund directly recapitalising banks, once the ECB becomes a pan-euro zone bank supervisor, possibly in 2013. The leaders also held out a vague promise to Ireland to address the issue of the promissory notes. For the European Stability Mechanish (ESM) to help Irish banks directly, however, the permanent fund would need to be up and running, with a go-ahead from the German constitutional court expected today. The senior euro zone official said the ESM was likely to be operational in October, and euro zone ministers will discuss in Nicosia when and how much capital they should pay into the fund and what margin it should charge on its loans. Most countries want the ESM to lend to distressed sovereigns without charging a penalty margin, as the temporary fund EFSF does now. But a small hardline group of northern European states believes some margin is necessary to avoid moral hazard. The ministers will also discuss the European Commission’s proposal for a banking union under which the ECB would have supervisory powers, with discussions focused on the scope of the ECB’s responsibilities.

CyBC quoted IMF sources saying that while here Lagarde will also meet senior Cypriot officials to discuss ongoing negotiations between Cyprus and the troika.

SOCIALIST EDEK leader Yiannakis Omirou yesterday voiced reservations about the effectiveness of a Central Bank probe into why the island’s two big banks sought state assistance. Omirou, speaking after a meeting with Central Bank Governor Panicos Demetriades, said he would have liked to see the Attorneygeneral more involved in the affair as he was the only one with the power to carry out a criminal investigation. The EDEK leader said he still had reservations even after the governor told him the Attorney-general’s assistance would be sought if any signs of criminal of-

fences were detected. “The institution of the Attorney-general in Cyprus is of critical importance… for us to have a full picture on issues relating to criminal liability,” Omirou said. The Central Bank has appointed professional services firm Alvarez & Marsal to investigate what led the country’s two largest banks, Bank of Cyprus and Popular, to seek state support. The probe was expected to “provide clarity and comprehension regarding the current financial stress” and guide remediation to strengthen the stability of the banking sector, the Central Bank said.

By Jacqueline Agathocleous THE AGENCY in charge of approving loans to refugees is in dire financial straits, and its head yesterday said if the relevant budget for next year wasn’t approved as is, the agency would have serious difficulties surviving. According to Anthi Toumazou, head of the Central Agency for Equal Distribution of Burden – set up after the 1974 invasion to help refugees – the finance ministry has been dragging its feet in approving funds, leading to delays in approving loans. “The waiting period for housing loans is 46 months, for student loans 11 and a half

months, for professional loans around 19 and a half months, while applications for medical care are examined straight away,” Toumazou explained. She added the scheme to help new couples get housing loans was frozen this year. “Things will become even harder if the agency’s budget for next year isn’t approved as it was submitted to the finance ministry,” she said. DISY MP Lefteris Christoforou called on the government to take action so the agency doesn’t fall apart. “With its deficient income policy, the government has managed to bring the central agency for equal distribution of burdens to its lowest point,” he said.

Larnaca Mayor Andreas Louroudjiadis managed to get a court order to suspend the station’s operations last week but it expired on Monday and the station started operating again yesterday. The Mayor last night said there was nothing he could do about it, even though an investigation into the matter has proved beyond doubt that the station is responsible for the leak spotted on Thursday before last near the town centre. “We are sending a serious plea to the government and environment commission to get actively involved in this matter,” Louroudjiadis told the Cyprus Mail. “Larnaca Municipality is at

a legal dead-end due to a loophole in the law.” He explained that the loophole prevented him from ordering the shop to close, as there was no legal framework for such circumstances. “We are trying to do something by using other unrelated laws, such as the public disturbance law,” said Louroudjiadis.

PUBLIC HEALTH “We need to understand this isn’t just of a legal nature, it also has to do with public health and safety and I am asking the government and environment committee to take measures straight away,” he added. “We are determined to fix the fault, but it isn’t just about fixing it, we must restore the ground because it appears this leak has contaminated the surrounding environment,” said Louroudjiadis.

The Green Party called on the legal services to hurry through a bill it has been working on for the past year, which will regulate petrol stations’ operations. “This is a petrol station with outdated equipment and facilities,” said the Greens. “Unfortunately, the equally outdated Cypriot law for petrol stations’ operations does not allow immediate postponement of the station’s operations,” they added. The party described the situation as “bureaucracy and indecisiveness in all its glory”. It called on the legal services to speed up proceedings to prepare a law, which has been pending for the past year, to update the current legal framework. “Furthermore, we are calling on the relevant services to use all legal means possible to immediately suspend the problematic station’s operations,” said the Greens.

Sailor dies A 45-year-old member of a cruise ship’s crew died yesterday after being electrocuted in Cypriot waters. He was airlifted to Paphos General Hospital where he was pronounced dead on arrival. According to a defence ministry announcement, the Rescue Coordination Centre (RCC) received a call at 2.30pm from the Orient Queen II cruise ship, saying the Lebanese crew member had been electrocuted. They said the man had previous health problems. The ship, flying under the Panama flag, was on the Beirut-Rhodes route and was 33 nautical miles north-west of Akamas in Paphos. After efforts by the ship’s medical team failed to help the man regain consciousness, the RCC had him airlifted to Paphos hospital, where he was pronounced dead on arrival.

The showdown came during an otherwise routine briefing by Commerce and Industry minister Neoclis Sylikiotis before the House Commerce Committee on developments on the natural gas front. The point of contention concerns the method of incorporation of the hydrocarbons company, which will be 100 per cent stateowned and will handle all aspects of natural gas, including import, liquefaction, transport and export. To deprive the Christofias administration of controlling lucrative gas distribution contracts, parliament, with the exception of the ruling AKEL party, earlier this year decided to divide the job between the Public Company for Natural Gas (DEFA) and the Energy Regulatory Authority (CERA). DEFA will import, distribute and supply natural gas locally, while CERA will be in charge of exporting natural gas, in addition to its regulatory role.

Greens MP George Perdikis called for a meeting today between deputies, Sylikiotis and the Attorney-general to further probe the matter and explore a possible mid-

dle-of-the-road solution. Sylikiotis responded to the proposal with a flat “No,” Perdikis later told the Mail. His response only served to heighten MPs’ misgivings that the minister was seeking to hide something. Perdikis said also that deputies are considering drafting a bill for the hydrocarbons company anyway. The police cyber crime unit was alerted to the alleged criminal activities of the 69-year-old by an Interpol notification, based on which they arrested the Briton on Monday. ‘GCSE results had a serious impact’ Ofqual admits grading fiasco’s significance By Alison Kershaw and Sam Lister THE GCSE English grading fiasco has had a “serious impact on perceptions of fairness”, Ofqual admitted yesterday. The exams regulator said it recognised the significance of the issues faced this summer, and the impact of the “generous” results awarded earlier this year. In a written submission to MPs, Ofqual also said nobody could have seen January’s results were too generous, and that all the evidence pointed towards decisions being harsh. And it insisted there has been no political interference in the exams. The submission set out Ofqual’s investigation so far into

this summer’s GCSE English grading crisis. It says that, in general, the awarding of modular GCSEs - in which pupils sit exams and submit coursework over a two-year period - has been successful. But this was not the case with new modular English GCSEs, which were awarded for the first time this year. “We recognise the significance of the issues with GCSE English this summer: the generosity of the awards in assessments taken before June 2012 has had a serious impact on perceptions of fairness at qualification level,” Ofqual said. “If we were not already planning to remove modular GCSEs after the current school year, we think there would

now be a strong case for doing so.” Overall English GCSE results at grade C and above were down by 1.5 percentage points this year - in line with predictions. But Ofqual adds: “There has been an unusual distribution pattern, a greater variation between schools than expected. And for some schools the results are a far cry from their expectations.” Ofqual chief regulator Glenys Stacey gave evidence to the select committee yesterday, her appearance coming as leaked letters were revealed showing Ofqual put pressure on an exam board to alter its GCSE English grade boundaries just two weeks before results were published last month. AROUND six million households plan to cut back on heating this winter as millions of pounds of Government help for those on low incomes goes unclaimed, consumer groups said. Nearly four out of 10 households (39 per cent) are worried about affording their energy bills this winter, and 70 per cent of those, or six million households across England, plan to cut back on heating, a survey for the Consumer Focus watchdog found. But millions of pounds available through the Government’s Warm Front scheme to help the poorest households with insulation and cutting bills is being left unclaimed, Consumer Focus, Citizens Advice, Age UK and the National Children’s Bureau said. The organisations are jointly urging those worried about their bills to find out if they are eligible for the scheme, which the Government has revealed was underspent by more than £50 million over the last year.

While cases like this are rare in the central European state of 10.5 million, state and industry officials estimate illegal liquor sales are up and account for 10 to 20 per cent of the market. Police spokeswoman Sona Stetinska said more cases could emerge after the first victim was admitted to hospital last Thursday. The fourth and fifth victims died on Tuesday in Prerov, 288 km east of Prague. Three others had died in the neighbouring Moravian-Silesian region in the northeast of the country at the weekend. Police have detained a 36year-old man suspected of being the source of the tainted liquor.

Turkey attack A SUICIDE bomber thought to be from a leftist militant group threw a grenade into a police station in Istanbul yesterday then blew himself up, killing a police officer and wounding at least seven other people. Former French PM arrested FRENCH former Prime Minister and onetime presidential hopeful Dominique de Villepin was taken into police custody yesterday for questioning by magistrates investigating a suspected financial scam involving a luxury hotel network. Villepin, who served under former President Jacques Chirac, as his chief-of-staff, foreign minister and ultimately prime minister from 2005 and 2007, was questioned about his links with a man suspected of financial fraud, a police spokesman said. The 58-year-old, best known internationally for announcing Chirac’s refusal to join a war against Saddam Hussein’s Iraq in an impassioned speech at the United Nations in 2003, denied any wrongdoing when the fraud affair surfaced last December. Magistrates are investigating whether a friend and political backer of Villepin siphoned off large sums of money when he was in charge of an association of luxury hotels called Relais & Chateaux. Villepin was dragged into the probe after police phone taps exposed links between him and the man at the centre of the probe,

Two of the passenger jets brought down the Twin Towers of New York City’s World Trade Centre, another hit the Pentagon outside Washington and a fourth crashed in a field in Pennsylvania when passengers aboard that flight fought back against the hijackers. Obama, speaking at the Pentagon where 184 people were killed, told victims’ families that the whole country shares their loss. “Eleven times we have paused in remembrance and reflection, in unity and in purpose,” Obama said. “This is never an easy day, but it is especially difficult for all of you, the families of nearly 3,000 innocents who lost their lives.” “But no matter how many years pass, no matter how many times we come together on this hallowed ground, know this: That you will never be alone, your loved ones will never be for-

Yemen minister escapes car bomb YEMEN’S defence minister escaped a car bombing on his motorcade yesterday that killed at least 12 other people, a day after the US-backed government said it had dealt a crushing blow to al Qaeda by killing its regional branch’s number two. Witnesses said the blast happened as Major General Muhammad Nasir Ahmad’s motorcade left the prime minister’s office in Sanaa after a cabinet meeting. Interior Minister Abdul Qader Qahtan told state television that seven security guards and five civilians were killed and 12 other people were wounded. Aides said the minister was unhurt and

Phillips steps up cost cutting and job losses agenda PHILIPS Electronics stepped up its cost-cutting drive yesterday and said more jobs would go as part of a drastic overhaul of its business, which began to turn around in the first half after losing 1.3 billion euros in 2011. Ahead of an investor event in London, Chief Executive Frans van Houten said another 2,200 jobs would be cut, but a spokesman for the Dutch company added that most would be outside the Netherlands, which holds a national election today where job losses are among the main campaign issues. Philips, maker of consumer electronics, medical equipment, and lighting systems, announced the first round of 4,500 job cuts in October, 1,200 of them on home turf. At the end of the second quarter Philips had 121,801 employees worldwide, 14,000 of them in the Netherlands. Van Houten raised the Dutch company’s cost-cutting target to 1.1 billion euros ($1.41 billion) from 800 million euros, as it takes an axe to overheads, which were around 5 billion euros last year on revenue of 22.6 billion, by removing duplication and reducing complexity in areas such as IT. An analyst who asked not

to be named said he understood Philips had around 70 different IT platforms and Van Houten wanted to cut that to six. Philips has said it wants to reinvest some of the savings into innovation, research and sales as it aims to get new products into local markets faster. “The identified additional overhead cost reduction measures will help us mitigate the effects of macroeconomic headwinds and changes in pension-cost accounting, while making us a more agile innovation company serving our customers effectively across the world,” said Chief Executive Frans van Houten. Russian President Vladimir Putin yesterday signed the decree, which covers foreign subsidiaries of Russian companies defined by the government as strategic. “The decree establishes the obligation of a federal executive body to refuse permission to conduct the aforementioned activities if they are capable of damaging the economic interests of the Russian Federation,” said the text of the decree, distributed by the Kremlin. While the decree will help the state support Gazprom in the EU investigation, it will also enable it to tighten its grip on the company - a key taxpayer - as well as on other state-run companies. “On the one hand, the government is now trying to show that Gazprom is only subject to Russian laws, but on the other the Kremlin has long nurtured plans to increase its sway over

A NEW governor of the Bank of England to succeed Mervyn King will be chosen by the end of the year through “fair and open competition", chancellor George Osborne said yesterday, with advertisements for the job to run from Friday. King is due to step down as governor on June 30, 2013, after two five-year terms in office. His successor will serve a single eightyear term and take on greater responsibility for financial stability and regulation as well as monetary policy. An advertisement for the job will appear in the Economist on Friday and on a government recruitment website. It is the first time the role of governor - appointed by the Queen on recommendation of Osborne and Prime Minister David Cameron - has been advertised. “I have decided that the appointment of his successor will be conducted through a fair and open competition. For the first time in history the post will be advertised,” Osborne told parliament. “As with Mervyn King, we are seeking a governor of intelligence, independence, and integrity. Figures from the world of banking such as former Barclays chief executive John Varley have also been suggested as possible candidates, though a recent raterigging scandal that rattled the banking industry has reduced the chances for any commercial banker. BRITISH fashion house Burberry’s profit warning yesterday gave the clearest sign yet that a slowdown in China and Europe’s debt crisis is bringing a nearly three-year boom in demand for luxury goods to an end. Burberry, famous for its raincoats lined with a distinctive camel, red and black check pattern, is the first major luxury brand to make such a stern warning following investors’ concerns over the last few months that demand in the sector is flagging. Its shares tumbled 19 per cent to an 11-month low and dragged down rivals in Europe and the United States including LVMH, the world’s largest luxury goods group by market value. Luxury companies, which rebounded strongly from the 2008/9 financial crisis, have withstood the ensuing global slowdown as demand from fast-growing China and other emerging markets compensated for wobbling sales in Europe and the United States. But with China slowing, investors are now questioning how long and how well they will hold up. “These are tricky times for the luxury sector,” said Rogerio Fujimori, analyst at Credit Suisse. Burberry said sales growth at stores open for more than a year slumped to zero in the 10 weeks to September 8 from 6 per cent growth in the quarter to June 30, with a deceleration in recent weeks. As a result, underlying full-year profit would be around the lower end of market forecasts. It did not say where the slowdown was, leading some analysts to suspect trading conditions were worsening in all of its major markets - Asia, Europe and the United States.

How many times does someone need to answer the same accusations? A LITTLE over 10 days ago, the AKEL propaganda machinery stumbled on an article in a Turkish newspaper that quoted an MEP saying DISY chief Nicos Anastasiades supported a loose federation and the calling of a broad-based meeting (with the participation of Turkey, Greece, EU and UN) to discuss the terms of a Cyprus settlement. An assortment of party and government spokesmen held six news conferences, in two days, to castigate Anastasiades for his treacherous positions. DISY responded with an equal number of news conferences, denying its leader had expressed such views to the MEP, accusing AKEL of using an unreliable source to make a fuss out of a non-existent issue. The public bickering stopped before the end of last week, but AKEL tried to kick-start it again on Monday, but failed to elicit any response this time, which prompted it to complain that Anastasiades was afraid to answer the accusations. How many times does someone need to answer the same accusations? Worse still was that the debate was conducted on the most simplistic level possible, AKEL declaring that loose federation was intrinsically bad and DISY responding that Anastasiades had never supported it in front of the MEP. You can always rely on our political parties to avoid the real issues. The reality is that loose federation is probably the only kind of settlement that might be achievable. For two years Christofias had unsuccessfully tried to persuade Eroglu to agree to a strong central state, rotating presidency and weighted voting (the majority of Greek Cypriots were opposed to such an arrangement). A loose federation would have a much better chance of surviving as it would minimise the power-sharing between the two sides and thus minimise the probabilities of disputes and feuding between the two sides. With each federated state in complete control of its domestic affairs the heavily in debt Greek Cypriot side would not have to subsidise the Turkish Cypriot side, which would have caused big resentments. A loose federation, as Anastasiades has argued in the past, is now the only option for those who want a settlement with a chance of surviving. And the only way to achieve it is by holding a broad meeting, as envisaged by the DISY chief. How many more years of direct, Cypriot-only talks must we have before we accept they lead nowhere? If anyone still wants a settlement the loose federation is the only option and the only forum at which it can be agreed would be at a multi-party meeting. Of course, people might want things to stay as they are because they are happy with partition, but they should say so instead of attacking Anastasiades for not embracing a doomed procedure and unattainable targets.

he Dutch general election today is likely to send a message of commitment to Europe diluted by grudging support for more integration and downright distaste for blank cheques to save the euro. As such, the Netherlands finds itself in the new mainstream of north European creditor countries, led by Germany, where economic anxiety and resentment at the perceived fecklessness of Greece and other southern debtors is sapping support for the single currency. As a trading nation that sends three-quarters of its exports to the European Union, the Netherlands, one of the EU’s founding members, has good reason to be broadly pro-European, and there is no groundswell of agitation to quit the 17-member single currency bloc. But the days of unquestioning Dutch backing for “more Europe” are long gone. As far back as 2005 the Netherlands, along with France, voted down a constitutional treaty for the EU in a referendum that was as much an eye-opener for the Dutch as it was for the rest of Europe. “There is an emotional aversion on the part of some people in the Netherlands against the European integration process its speed, its breadth, its all-encompassing nature,” said Alexander Rinnooy Kan, who ended his term last week as chairman of the Social and Economic Council, an important government advisory body. Rinnooy Kan said the sense of unease about Europe’s direction had been compounded by irritation with the country’s generally pro-European elite for their failure to get to grips with an economic crisis that shows no sign of ending. Indeed Dutch voters are more concerned about the economy, healthcare and social security than about Europe as an issue, according to an opinion poll last week. The Dutch business world is still a strong supporter of Europe. Abandoning the euro would be like trying to unscramble an omelette, said Jan Klaver, senior economist at the VNO employers’ organisation. But having to bail out the eurozone periphery with loans and

Nevertheless, the latest opinion polls have two broadly proEuropean parties in a dead heat going into the election: the Liberal Party of outgoing Prime Minister Mark Rutte and the Labour Party of Diederik Samsom. On the face of it, their lead is hard to square with jaundiced attitudes on the street towards Europe. Adriaan Schout, deputy director of the Clingendael Institute, an international relations thinktank in The Hague, speaks of a Dutch-EU paradox. “There’s this impression that we’re pro-European, but it depends on what you mean,” Schout said. “It’s so easy to see things in black and white, but it’s more balanced than that.” Analysts expect the Liberals and Labour will be able to form the core of a coalition that can deliver the fiscal discipline needed to meet EU targets, thus removing one of the uncertainties

preoccupying investors. Labour has gained ground at the expense of the harder-left Socialist Party, which, though more anti-austerity than explicitly anti-European, favours taking more time to reduce the budget deficit. “Over the past 20 years, Europe has been for the biggest businesses and the financial markets, and not for the common people,” Emile Roemer, the Socialist Party leader, said during a campaign appearance. Until he fell flat in a series of televised debates, Roemer had been tapping into a fear of the future that is gripping voters across Europe as economic stagnation fosters a belief that an era of strong and steady growth could be over for good. “People feel instinctively that we’re running into deep and dangerous waters,” Wim Kok, a former Labour prime minister, said. So how will fervour for the single market, tinged by growing insecurity, translate into policy towards Europe after the election? Many Dutch favour stronger supervision of banks and stricter fiscal discipline to prevent a repeat of the eurozone debt and banking crisis. The Netherlands was a driving

force behind the idea of a powerful budget tsar in Brussels to crack the whip over slackers. But the Dutch have been critical of the EU on many issues down the years and are wary of too much power building up in any one set of hands, as the 2005 referendum demonstrated. Clingendael’s Schout said the Netherlands, like any other country, was keenly aware of its self interest. “We want to have deeper integration, but only if the rules are respected.” Because the Dutch are above all pragmatic, Schout said he was not worried about the capacity of politicians to hammer out a coalition platform on Europe after the election. “We are still a consensual society. There is a great interest in cooperation - it’s more or less in our genes.” Kok, the former prime minister, agreed that the Netherlands would not, in principle, stand in the way of giving Brussels more oversight over member states’ economic and fiscal policy in order to strengthen the foundations of the single currency. “There’s a growing awareness of the fact that being a passenger on the euro ship means that you must give certain responsibilities to the captain and other officers of the ship,” he said.

In what TV pundits expect to be a tough contest for the most viewers, The X Factor returns to Fox television for a second season today, after The Voice moves to the fall slot on NBC for a three-night season opener, which began on Monday. Spears, 30, was tempted to join The X Factor by a reported $15 million salary after a 14-year singing career that made her the world’s biggest pop phenomenon of the 2000s. X Factor creator Simon Cowell is banking on her huge fan base and a strong curiosity factor to give his show a second chance with audiences after a disappointing first season in 2011 that attracted about 12.5 million viewers, and ended with the firing of two judges and the host. The Voice, which was watched by an average 15.6 million Americans last season, got off to a rocking start on Monday with judges Christina Aguilera, Cee Lo Green, Adam Levine and

Al Pacino eyes role of coach Joe Paterno in movie bio AL Pacino may soon be portraying the late Penn State head American football coach Joe Paterno in a possible film or television project that is currently being shopped around Hollywood. Hollywood industry website Deadline.com reported that the Oscar-winning actor has expressed an interest in playing Paterno, who fell from grace in a paedophile scandal that rocked the United States last year. The film would be based on the bestselling biography Paterno, written by sportswriter Joe Posnanski. Pacino’s talent agency ICM confirmed Deadline’s account to Reuters but had no further details. There is no screenplay written and no director attached to the project, which has yet to find a home at a film studio or television network. Paterno was fired in November 2011 after his former assistant coach, Jerry Sandusky, was accused of abusing several boys over 15 years. A jury later convicted Sandusky of 45 of the 48 counts against him. He is in jail awaiting sentencing. Paterno died of lung cancer in January at age 85, two months after he was fired. An independent report released in July said Penn State leaders, including Paterno, covered up Sandusky’s sexual abuse for years, showing a callous disregard for the victims to protect a multi-million-dollar football program. Posnanski began writing the book in 2011 - which also includes Paterno’s life before Penn State - with Paterno’s co-operation before the scandal broke. The author incorporated the scandal into the book, including his own personal conversations with Paterno about what happened, and the book was published last month. She is suing for “misuse of private information” which left her suffering “serious distress”. Powell confirmed the legal proceedings but added to the newspaper: “We consider that the claim is without merit. THE North American box office hit a slump at the weekend, with top earner The Possession taking in less than $10 million and what could be the gloomiest overall haul since the aftermath of the September 11, 2001, attacks on New York and Washington. With only a couple of new releases to tempt movie fans, horror movie The Possession pulled in an estimated $9.5 million in the United States and Canada. That’s the first time since 2008 that no film took $10 million or more at the domestic box office. Early September is historically sluggish. After blockbuster releases over the summer, Hollywood studios reserve their big films for the November and December holidays. But revenues for the threeday movie-going weekend were particularly low, with the total gross for all films expected to be $65-$68 million. “This is one of the worstgrossing weekends of the last 10 years. In the summer, single movies had opening weekends bigger than this entire weekend gross,” said Paul Dergarabedian, box office analyst at Hollywood. com. However, Dergarabedian said hope was on the way next week with the next installment of the Resident Evil horror franchise and the re-release of Disney/Pixar’s 2003 family film Finding Nemo, this time in 3D. This weekend’s lows follow a mixed summer that saw blockbusters like The Dark Knight Rises and The Avengers but a number of flops that led to a 5 percent drop in summer ticket sales in North America compared to summer 2011. But in the year to date, the domestic box office is up more than three percent in revenue compared to the same point in 2011 and currently stands at $7.7 billion, with a 2 percent increase in attendance. New thriller The Cold Light of Day flopped with just $1.8 million. GRUFFALO author Julia Donaldson has urged Britain’s new Culture Secretary to “show some leadership” and prevent cuts to libraries. The writer, who was named Children’s Laureate last year, told Maria Miller that cutting library budgets was “a false economy”. She embarked on a tour on Monday taking in 35 libraries across England, Wales and Scotland over six weeks to publicise her campaign. In an open later to Miller, who replaced Jeremy Hunt in the recent reshuffle, Donaldson said: “I’m also hoping that the tour will draw attention to the erosion of the library service which is happening in so many local authorities, and to the current government’s utter refusal to intervene or to provide any leadership.” Donaldson, the best-selling author of more than 150 books including What the Ladybird Heard and Zog, said nearly 250 libraries were currently either under threat of closure or else have been closed or left council control since April. She also said staff numbers had been cut along with the number of books available. She added: “Children’s use of those libraries which are still open has actually been rising over the last seven years, so please don’t deprive them of the storytelling sessions, the homework clubs, the expert librarians and, above all, of the free books. “Will you consider ring-fencing council spending on children’s library services? Will you discuss with your colleagues the possibility of using some of the education budget for this purpose? “Above all, will you (unlike your predecessor) respond to concerns and complaints, and show some leadership for our young readers?”

Magazines, comics and books are all less popular By Alison Kershaw TODAY’S children are reading less than seven years ago as their time is taken up with other activities, research suggests. It is not just novels that youngsters are turning their back on - the study found that children are also less likely to read comics, magazines and websites. While many said they enjoy reading, almost a fifth said they would be embarrassed if a friend saw them with a book. The research, by the UK’s National Literacy Trust, was based on a survey of more than 21,000 children and young people at the end of last year. The findings show that three in 10 youngsters read daily in their own time, compared with four in 10 in 2005. Half of the children questioned said they enjoyed reading very much, or quite a lot, almost the same as in 2005 when the figure was 51 per cent. The study said: “These findings together suggest a clear issue with children’s leisure time with many children

enjoying reading but pushing it out in favour of other activities.” The research found that young people are turning their backs on books in favour of TV - 54 per cent of those questioned said they preferred watching TV to reading. Of those who did read outside class, 47.8 per cent said they read fiction, down from 51.5 per cent in 2005. The study also showed that 57 per cent read magazines, compared with 77.5 per cent in 2005, 50.4 per cent read websites compared with 63.8 per cent seven years ago, and 27.9% read comics, compared with 50.6 per cent in 2005. It found that overall, 17 per cent of youngsters would be embarrassed if their friends saw them reading. The study said it is “essential” for children to make time to read as there is a link between reading outside lessons and academic achievement. Young people who read outside class on a daily basis were 13 times more likely to read above the expected level for their age, it said. Trust director Jonathan Douglas, said: “The fact that children are reading less than in 2005 signals a worrying

shift in young people’s literacy habits. “We are calling for the government to back a campaign to halt this reading decline and to give children time to read in their daily lives. “We believe we need to inspire a new generation to read in the same way that the Olympics is inspiring a new generation to take part in sport. “We need to make reading irresistible. We want to call on families and professionals working with children and young people to make 10 minutes in their day for reading.” The study, which coincided with International Literacy Day on Saturday, came as the World Literacy Foundation called on world leaders to tackle a global literacy crisis. Illiteracy costs the global economy 1.19 trillion US dollars (£750 billion) each year, according to a report by the foundation. Chief executive Andrew Kay said: “Globally, almost 800 million people are illiterate and 100 million children don’t attend school each day. “As we observe International Literacy Day, we must hold our political leaders accountable for this denial of human rights.”

Researchers find education link to later childbirth WOMEN are having children later in life because they are spending longer in education, new research from the University of Southampton claimed. Academics there looked at women in Britain and France and found that finishing fulltime education and training at an older average age is the main reason why people are having their first child later in life. Professor Maire Ni Bhrol-

chain, who conducted the study with Dr Eva Beaujouan, said: “Later childbearing has been a major feature of fertility trends in recent decades, both in Britain and other developed countries.” The average age of a woman having her first child in 2004 was 27, three years later than in 1974, when the average age was 24, the researchers said. During these three decades, young men and women were progressively staying longer

at school and also going into further and higher education in greater numbers - with women completing their education or training at an increasingly later age. In the late 1970s, young women were leaving full-time education or training at an average age of 18, but by 2004 this had risen by two years to an average age of 20. “The data we have examined shows that, in the past several decades, young peo-

ple have been starting their full adult lives around two years later on average than in the recent past and this has meant family life starting later too,” said Professor Ni Bhrolchain. The Southampton study focused on the period between the early 1980s and the late 1990s, during which time the mean age of women having their first birth rose by almost one-and-a-half years.

On The Scene Other Events British theatre live on screen IF YOU’VE ever tried booking theatre tickets in London you know what a hassle it can be, especially for plays with celebrity actors and running for just a few weeks. Most are really expensive and sell out in the blink of an eye; but you needn’t make the journey abroad to find out what they’re all about as the Rialto Theatre welcomes National Theatre Live (NT Live). Part movie, part play, National Theatre Live is a film initiative that brings the best of the British boards from London’s National Theatre to international movie screens. Now, thanks to a partnership with the Rialto Theatre, they’re adding screenings in Limassol, starting with tomorrow’s premiere of The Curious Incident of the Dog in the Night-Time. A pre-recorded version of a live show may sounds contrived, until you consider the level of talent the National Theatre attracts. On June 25, 2009, the company, based at the Olivier Theatre in the South Bank area of central London, filmed its production of Phèdre starring Helen Mirren in high definition and aired it via satellite to over 200 cinemas and art centres around the world. So began the programme of live pro-

duction simulcasts that became National Theatre Live. In addition to Mirren’s unforgettable performance as Phèdre, NT Live audiences around the globe have been treated to Rory Kinnear’s acclaimed performance as Hamlet, James Corden’s Tonywinning performance in One Man, Two Guvnors and many more. This week, Mark Haddon’s celebrated, multi-award-winning novel The Curious Incident of the Dog in the Night-Time is beautifully and imaginatively adapted into a stage play for the first time. It follows Christopher Boone, a 15-year-old autistic boy who sets out to discover the killer of a neighbourhood dog. Having never ventured alone beyond the end of his road, his detective work, forbidden by his father, takes him on a frightening journey that turns his world upside-down. The National Theatre captures the way Christopher views the world, creating a highly original play that brims with humour, pain and mystery. It’s important to note that there has been a change to the opening programme at the Rialto Theatre. The shotgun was made in 1762 by Francisco Lopez, one of the four gunsmiths to King Charles (Carlos) III of Spain. Lopez was the student of another famous gun maker, Juan Santos, and became Gunsmith to His Majesty – Arcabucero de Su Majestad – in 1761. In 1995 a fowling gun by Lopez with authentic Madrid lock was sold at Christie’s for £23,000. E WAS once a respected paediatrician, loved by patients and their parents for over 30 years. Now Domenico Mattiello faces trial for paedophilia, accused of making sexual advances towards little girls in his care. Scientific experts will argue in court that his damaged brain made him do it, and his lawyers will ask for leniency. It’s the latest example of how neuroscience - the science of the brain and how it works - is taking the stand and beginning to challenge society’s notions of crime and punishment. The issue has been thrown into the spotlight by new technologies, like structural and functional magnetic resonance imaging (MRI), positron emission tomography (PET) scans and DNA analysis, that can help pinpoint the biological basis of mental disorders. A series of recent studies has established that psychopathic rapists and murderers have distinct brain structures that show up when their heads are scanned using MRI. And in the United States, two companies, one called No Lie MRI and another called Cephos Corp, are advertising lie-detection services using fMRI to lawyers and prosecutors. While structural MRI scans show the structure of a brain

and can highlight differences between one brain and another, PET and fMRI scans can also show the brain in action, lighting up at particular points when the brain engages in certain tasks. But the dazzling new technologies and detailed genetic data leave unanswered the issue of whether criminal courts are the right place to use this new information. “The worry is that the law, or at least some judges, might be so overawed by the technology that they start essentially delegating the decision about guilt to a particular form of test,” says Co-

In Mattiello’s case, the neuroscientific evidence will come in the form of a full psychiatric and biological analysis including an MRI brain scan that shows a roughly four centimetre tumour growing at the base of his brain. This created pressure inside his skull and “altered his behaviour”, says Pietro Pietrini, a molecular geneticist and psychiatrist at Italy’s University of Pisa who is compiling an expert report on the 65year-old. “His previous behaviour was completely normal,” Pietrini said. “He was a paediatrician for 30 something years and he saw tens of thousands of children and never had any problem. A 2002 study led by researchers at the Institute of Psychiatry at King’s College London linked low levels of MAO-A with aggressiveness and criminal behaviour in boys who were raised in abusive environments.

There are already known biological bases for many brain disorders criminals suffer from, including drug addiction, alcoholism and antisocial personality disorder, which is thought to affect up to half of all those in prison. “If psychopathy reduces your sentence because it has a biological basis, why shouldn’t these other more common conditions also result in reduced sentences? The problem here is where do we draw the line?”

Television PICK OF THE DAY The Help (Novacinema1, 18.30) I know it’s an early slot - but this Oscar-winning drama (based on a big bestseller) is two and a half hours long, so even if you miss the fi rst few scenes you’ll still get most of it; besides, you can always ask your Sri Lankan maid to fi ll you in on what happened. We take it for granted that most Cypriot homes nowadays - especially if they contain small children or old people - will have a Sri Lankan or Filipino ‘helper’, and of course we assume that these people are treated humanely, just like part of the family (albeit the part that does the jobs the other parts would prefer not to touch). Noone would think to do anything as frankly racist as the Mississippi housewife in The Help who won’t let her black maid use the toilet; on the other hand, few people would behave like Jessica Chastain (as the town outcast, shunned by the other wives) who actually eats lunch with her maid at the kitchen table. A certain distance is inevitable, indeed desirable. The relationship between master and servant is a complex one. Maybe that’s why the fi lm was a hit - yet the concept is ridiculously maudlin, African-American maids in 60s Mississippi (long before anyone thought to coin the word ‘African-American’) as paragons of wisdom and compassion. They dispense self-esteem to their little charges (“You is

important!”) while suppressing their own, and there’s almost a kind of reverse racism when our heroine asks a maid “What does it feel like to raise a white child while your own baby’s being looked after by someone else?”. Why, after all, should the colour of the child make a difference in that situation? Wouldn’t a mother feel just as bereft raising someone else’s black child? The relationship between white and black is also a complex one - especially in America, with its history of slavery - and note, for instance, that a fi lm dedicated to saintly black women nonetheless has a white woman as its heroine. She’s Emma Stone as ‘Skeeter’, a Southern society girl and aspiring writer who’s just back from college and increasingly out of step with her old racist friends; she decides to write a book about “the help”, the maids who serve every rich family (including her own), and inevitably gets into trouble. Stone is great, Chastain even better - but of course the Oscar had to go to a black actress and it duly went to Octavia Spencer (who’s also very good) as the maid who does a “terrible awful” thing; that thing is crass and surprisingly gross, but I guess that’s how it is with bestsellers these days. Enjoyably unsubtle, and even if you hate it your maid will enjoy it. Made in 2011.

Funny Face (CyBC1, 15.30) Everyone has their blind spots, and this famous musical is one of mine - which is odd since it stars two of my favourite Hollywood stars (Audrey Hepburn and Fred Astaire) and is directed by Stanley Donen who made some of my favourite fi lms (especially Charade and Singin’ in the Rain). All this and a Gershwin score, reaching its peak early on when Audrey sings ‘How Long Has This Been Going On’ in an empty bookshop - and she works in the bookshop, at least till fashion photographer Astaire commandeers it for a photo shoot and is struck by our girl’s gamine beauty. Enter the fashion magazines - and maybe that’s where the fi lm loses me, because anyone who thinks Audrey looks better after her makeover (hair plastered to her scalp, body wrapped in fabric) than she does as the shy girl surrounded by books has rocks in their head. Still some good numbers, especially ‘Think Pink’. Made in 1957.

Moment of Truth (LTV3, 20.15) “The seduction was planned. The lie has spread. The truth ... is murder,” says the trailer for this obscure fi lm, making it look like a thriller when apparently it’s more of a character drama. The main character is Thomas Haden Church as ‘Don McKay’ - the original title was Don McKay, which sounds more like a hippy rock guitarist than a fi lm title - and Don left his hometown after a tragedy, only to return after 25 years when he learns that an old fl ame (Elisabeth Shue) is dying. “What she needs right now is a friend, not some demon from her past,” says the fl ame’s fl atmate coolly - but it turns out that Don is a victim, not a demon, being set up by some shady people, though I’m hazy on the details since the fi lm (after all) is pretty obscure. Made in 2009.

The Art of Getting By (Novacinema1, 22.00) Fact: Freddie Highmore is a bad actor. (OK that’s not really a fact, but I’ve always thought he’s a bad actor.) Fact: Freddie Highmore’s dad is an actor, and his mum is a well-known agent who also represents Daniel Radcliffe - which perhaps explains why Mr. Highmore keeps getting good roles, fi rst as a stodgy child actor in fi lms like Finding Neverland and Charlie and the Chocolate Factory, now as a blank-faced young adult in this soso teen drama. Freddie is George, a rather shy teenage misfit who’s convinced that life is basically meaningless; he’s a talented cartoonist but no-one appreciates his weirdness - except perhaps classmate Emma Roberts, with whom he falls in love though he’s too shy to do anything about it. Lots of quirky detail, plus a standard coming-of-age plot which could’ve used a more expressive lead actor. Sorry, Freddie. Made in 2011.

By Alan Baldwin KIMI Raikkonen has moved stealthily up the Formula One standings to a healthy third place and the Lotus driver could become even more of a contender now the championship has turned its back on Europe. Lotus team principal Eric Boullier made no secret of the fact that Monza, the fastest track on the calendar and a power circuit with long straights and few corners, did not play to his car’s strengths on Sunday. “We knew here would not be easy,” he said after Raikkonen finished fifth at the Italian Grand Prix, the last European race of the year with the focus now on the Far and Middle East before the season ends in the Americas. “We look forward now obviously to the next races because it should suit our car much better.” Scoring regular points has been key in this most unpredictable of championships and Raikkonen and Ferrari’s championship leader Fernando Alonso have been the kings of consistency. Raikkonen has scored points in his last 10 races and, although the Finn has yet to win in his comeback

We came into the race looking for sixth or seventh so fifth is the maxi-

mum we could have done.” Nobody has won more than three races this year and Raikkonen has plenty of time to clamber on top of the podium before the year is out. Japan’s Suzuka circuit, which comes after next week’s Singapore Grand Prix, is a particular favourite. Raikkonen was Lotus’ sole points scorer on Sunday, with regular French team mate Romain Grosjean banned for the race after causing a pile-up at the start in Belgium and replaced by Belgian reserve Jerome

PAKISTAN went from the sublime to the disastrous against Australia, recording their lowest Twenty20 international total and suffering their heaviest defeat in the shortest form of the game. Mohammed Hafeez’s side were bowled out for just 74, giving Australia a crushing 94-run win three days after Pakistan had secured the three-match series with victory in a super over following a seven-wicket success in match one. Pakistan’s score was below their previous lowest 89 against England in 2010 and the loss eclipsed their worst in terms of runs, beating the 48-run defeat they suffered to England in 2009. They also equalled India’s score of 74 made against Australia in 2008, the lowest total by a leading cricket nation and sixth-lowest score by any side in a Twenty20 international. “It is a wake-up call for the whole team as in this last game we couldn’t meet expectations,” Hafeez told reporters.

“Australia played better cricket than us, their openers were outstanding and we didn’t play smart cricket, losing too many wickets in the first six overs. SEBASTIAN Coe will stand for the leadership of the British Olympic Association (BOA), saying he wanted to show his gratitude to the organisation that helped him to win gold in the 1980s and guide the London 2012 Games to a roaring success. Coe, twice an Olympic 1,500 metres champion who won his first gold at the 1980 Moscow Games and was appointed the chairman of the 2012 Games, will go for election when current BOA head Colin Moynihan, in charge since 2005, steps down later this year, with a vote likely in November. Moynihan announced after the Olympic Games in August that he would hand over to a replacement to give them time to settle in before the 2014 Sochi Winter Olympics. “I am happy for my name go to forward. I was asked formally and on this day of all days why wouldn’t you want to help?” Coe told reporters following a London parade to laud the efforts of the British Olympians and Paralympians. “I wouldn’t presume anything but I was asked, I thought about it, and I have always had a huge debt of gratitude to the British Olympic Association.” Coe said his participation in Russia in 1980 had been thanks to the BOA, who also gave the middle-distance runner a berth at the 1984 Los Angeles Games despite a battle with illness. “They fought to allow me to go to Moscow and actually everything I have done in the last few years might not have been possible had I not had that Olympic experience. “So it’s an organisation I have a deep, deep commitment to. The BOA is a fantastic organisation.” Coe helped to secure the Games for London in 2005, a move which had its doubters. Britain’s Olympians notched up 29 golds on their way to their biggest haul of 65 medals in more than a century while the Paralympians’ tally of 120 medals was their best since Sydney in 2000. Huge and enthusiastic crowds packed venues during the Games. Coe has also expressed interest in running for the presidency of the International Association of Athletics Federations (IAAF) after Senegal’s Lamine Diack leaves the post in 2015. Coe was appointed by Prime Minister David Cameron as Olympic legacy ambassador following the closure of the Olympic Games and is a former Conservative member of Parliament.

There is no question about it,” the Serb told reporters after his 7-6 7-5 2-6 3-6 6-2 defeat that denied him back-to-back US titles. “I’m disappointed to lose the match. “I had a great opponent today. He deserved to win this grand slam more than anybody, I’m sure, because over the years he’s been a top player. He’s been so close, lost four finals. Now he has won it, so I would like to congratulate him. “I’m happy that he won it.” The long-awaited victory made Murray the first British man to win a singles grand slam title since Fred Perry 76 years ago. Djokovic, who is one week younger than fellow 25year-old Murray and friendly off the court with a rival he has known since junior tennis days, welcomed Murray to the grand slam

club after the Scotsman’s triumph. He walked around the net to give the dazed Murray a hug and a pat on the back after surrendering the nearly five-hour match with a forehand blasted long. Having fallen short in his first four grand slam finals, Murray was denied another crack at a maiden major title by Djokovic at this year’s Australian Open, when the Serb won their semi-final in another epic duel that lasted nearly five hours.

STUMBLED The prospect of a fifth final loss for Murray loomed on Monday when Djokovic mowed through the third and fourth sets to take the match into a decider, but the Serb stumbled with an early double-break of serve from which he was unable to recover. In contrast to Murray’s long wait, Djokovic tasted grand slam success at a tender age when he won the 2008 Australian Open. He could sympathise with the Scotsman’s frustrations, however, having been denied further grand slam glory for three years

by the dominance of Roger Federer and Rafa Nadal. “I think in my experience it was just a matter of belief, really mentally to mature and to understand what you need to do to become a grand slam champion and to become the best in the world,” said Djokovic, who won three out of the four majors last year to clinch the world number one ranking before losing it to Federer after the Swiss’ Wimbledon triumph in July. “Andy has all the capacity he needs, all the talent on the court. He’s dedicated, he’s professional. He has proven that many years already with his results.” Djokovic said he savoured being part of the ‘Big Four’ of men’s tennis, along with Federer, Nadal and Murray. “Us four, we are taking this game to another level, and it’s really nice to be part of such a strong men’s tennis era,” he added. “It’s a privilege to be part of this era. FOR Victoria Azarenka, there were no regrets, just satisfaction that she had produced her best in her gallant US Open final loss to Serena Williams, a player she described as the greatest of all time. At 5-3, 30-30 in the final set of her first final at Flushing Meadows, the world number one stood two points away from winning the title only to fall victim to yet another of Williams’ great escapes as she went down 6-2 2-6 7-5. “I have no regrets,” the Belarusian said. “I felt like I gave it all there. Could it have gone my way? Probably, yes. But it didn’t. “It really, really hurts. Those emotions come out and you feel sad, but it’s time to really realise what happened. It was a great match. It was close, but not for me.” Outplayed in the first set, Australian Open champion Azarenka raised her game in the second, extending the rallies and forcing uncharacteristic mistakes from

Williams, who looked more tense by the point. But as she has done so many times in her career, the 30-year-old pulled herself together when she needed to and reeled off four straight games to win her fourth US Open and her 15th grand slam singles title. “For me she’s the greatest player of all time,” Azarenka said. “She took the game to the next level. “She makes me always make sure that I’m taking my game, my personality, my physical aspect to the next level. “Today I was close. I’m going to have, for sure, another opportunity to make something better. That’s what I’m looking for.” Azarenka said she was proud of how she fought back into the match, having been blown off court by the power of Williams in the first set. “I felt like I came up to do something different to provoke those opportunities,” she said. “I wasn’t thinking that she will start to miss because that will never hap-

pen.” “I felt like I provoked her and I was just trying to stay in that moment to make sure that I keep it rolling.” Azarenka said she was proud of her ability to produce her best form on the biggest stages. “I feel like when the task is more difficult for me it’s more exciting,” she said. “When that fear, the adrenaline is coming, something that you never experienced before, you have to stand tall and just face it.” Having won gold (in mixed doubles) and bronze medals (singles) at the Olympics and gone so close to a second grand slam title, Azarenka said she would take a short rest and reflect on her efforts. “It’s a great achievement to get to the final, no doubt,” she said. “I feel proud of myself in one way, but still sad. But when I go home, I’ll be more than happy with the summer. “I think I’m in pretty good shoes, sitting here as a finalist of the US Open actually for my first time.”

WORLD number one Rory McIlroy, in a bid to dampen mounting speculation over whether he will represent Britain or Ireland at the 2016 Olympic Games in Rio de Janeiro, says he is in no rush to make a decision. The 23-year-old Northern Irishman eased to a third win in four PGA Tour starts at the BMW Championship in Carmel, Indiana, on Sunday and, for the moment, wants to devote his entire golfing focus to tournament play. “I wish to clarify that I have absolutely not made a decision regarding my participation in the next Olympics,” McIlroy wrote in an open letter via his Twitter account. “On a personal level, playing in the Olympics would be a huge honour. However, the Games in Rio are still four years away and I certainly won’t be making any decisions with regards to participating any time soon. “My focus right now is on being the best player I can be, trying to win major championships and contributing to what will hopefully be a victorious European side at the forthcoming Ryder Cup matches against the USA.” Long regarded as heir apparent to Tiger Woods as the game’s leading player, McIlroy has enjoyed a careerbest season on the 2012 PGA Tour highlighted by four wins, including a second major title at last month’s PGA Championship. His swashbuckling approach to golf, coupled with his down-to-earth, almost boyish, demeanour with the fans, has made him arguably the most popular player in the game. However, ever since the decision was made for golf to the return to the Olympics in 2016 for the first time since 1904, McIlroy has felt pressured to signal which flag he would prefer to represent at the global sports showpiece. In 2009, the Northern Irishman said he would “probably play for Great Britain”, a sentiment he repeated in a recent interview with the Daily Mail newspaper. “I am in an extremely sensitive and difficult position...” McIlroy said in his open letter. “I am a proud product of Irish golf and the Golfing Union of Ireland and am hugely honoured to have come from very rich Irish sporting roots, winning Irish boys, youths and amateur titles and playing for Ireland at all levels. “I am also a proud Ulsterman who grew up in Northern Ireland, which is part of the United Kingdom. That is my background and always will be. I receive huge support from both Irish and British sports fans alike and it is greatly appreciated.

EUROPA League winners Atletico Madrid were among 23 clubs to have prize money withheld as European football’s governing body UEFA revealed the first sanctions under its financial fair play rules yesterday. UEFA said the clubs, who also include Qatari-owned La Liga side Malaga and Portugal’s Sporting, were found to have “important” overdue payments to other teams, their own employees or social and tax authorities. As a result their money for taking part in European competition would be withheld pending further investigation, UEFA said in a statement. The clubs will have to provide an updated report on September 30 to a UEFA committee led by former Belgian Prime Minister Jean-Luc Dehaene. “This ... measure will re-

‘Clubs could be thrown out of European competition’ main in force until all identified balances have been settled in full or until a final decision by the UEFA committee is taken,” said UEFA. Among other clubs under investigation are Dinamo Bucharest and Rapid Bucharest of Romania, Turkey’s Fenerbahce and Serbia’s Partizan Belgrade. All are involved in this season’s UEFA competitions. There were no clubs from the English Premier League, German Bundesliga, Italy’s Serie A or France’s Ligue 1 among the clubs named.

UEFA approved the introduction of the far-reaching financial fair play rules in 2009 in a bid to reduce debt and introduce better and more transparent financial dealings among clubs playing in its competitions. UEFA president Michel Platini said the measures have been introduced to stop clubs from spending their way into oblivion and to force them to live within their means. They are also intended to stop wealthy owners from trying to buy success with limitless spending on players, distorting the transfer market in the process. Transfer fees and outgoing payments have been monitored since the start of the 2011/12 season with clubs tasked with breaking even in 2012 and 2013 and being assessed during the 2013/14 season. If clubs have not come into line by then, they could be thrown out of European competition.

UEFA will share 100 million euros among the clubs who released players for the Euro 2012 finals and qualifying competition, the European Clubs Association (ECA) said yesterday. The amounts range from 3.095 million euros in the case of Bayern Munich to a more modest 3,494 euros for English lower-tier club Barnsley, Finland’s Jyvaskyla and Turkey’s Bucaspor. A total of 575 clubs will benefit from the so-called solidarity payments which are regarded as a form of compensation for the time players spend away from their clubs when they represent their country. Clubs are rewarded for each player called up by a national team with the amount depending on how long the player spends with the team and other factors.

NDY Murray became the first British man in 76 years to win a grand slam singles title in the early hours of yesterday morning, fighting off defending champion Novak Djokovic to win an epic US Open final. The Scotsman, beaten in his four previous grand slam finals, made it fifth time lucky with a nerve-jangling 7-6 7-5 2-6 3-6 6-2 victory at a windy Arthur Ashe Stadium where the players had to battle the elements as much as each other. With both men struggling to control the ball in the gusting winds, and battling exhaustion in a slugfest that tied the record as the longest final at Flushing Meadows, Murray emerged triumphant, proving he belongs among the game’s elite. “I proved that I can win the grand slams,” Murray said. “And I proved that I can last four-and-a-half hours and come out on top against one of the strongest guys physi-

cally that tennis had probably seen, especially on this surface. “I learned to not doubt myself physically and mentally from now on. I’m sure that would have a positive impact in the future.” After losing the first two sets, Djokovic suddenly raised his game to win the next two and force a deciding fifth set, seizing the momentum as Murray started to wilt. But as Murray’s supporters, including actor Sean Connery and Manchester United manager Sir Alex Ferguson, shifted uneasily in their seats, the Olympic champion regained his composure and jumped out to a 3-0 lead in the final set before hanging on to seal an emotional victory. “It was an incredibly tough match and obviously it felt great at the end,” Murray said, adding that the word “relief” was foremost in his mind. “I’m very happy that I managed to come through because if I had lost this one from two sets up, that would have been a tough one to

take.” The 25-year-old, a survivor of the 1996 Dunblane school massacre, won a titanic first set that took almost an hour and a half to complete and ended in a 22-point tiebreaker, then added the second despite blowing a 4-0 lead. He made the final at Wimbledon and although he lost to Federer he won the first set and with a bit of luck, might have won the match. Cyprus back in the hunt after beating Iceland Cyprus 1 Iceland 0 By Nemanja Bjedov CYPRUS’ hopes of qualifying for the 2014 World Cup in Brazil got a big boost last night following a 1-0 win over Iceland at the Antonis Papadopoulos Stadium in Larnaca. Following Friday’s 3-1 defeat in Albania, Nikos Nioplias made four changes to the side that lost in Tirana with Tasos Kissas coming in for the injured Antonis Georgallides in goal and with Sinisa Dobrasinovic, Athos Solomou and Dimitris Christofi replacing Constantinos Charalambides, Efstathios Aloneftis and Jason Demetriou. The home side dominated throughout the first half and they had nine attempts on goal, three of which were on target, but there was no clear cut opportunity and visiting goalkeeper Hannes Halldorsson was rarely troubled. Vincent Laban was a creative force in the middle of the park for Cyprus, while skipper Michalis Konstantinou represented the biggest threat. Iceland coach Lars Lagerbäck made a substitution at half time, clearly unimpressed with his team’s performance, with midfielder Emil Hallfredsson making way for striker Alfred Finnbogason, who scored the second goal against Norway on Friday in a 2-0 victory after also coming off the bench. However, that had no effect as the home team continued to attack and in the 57th minute Constantinos Makrides opened the scoring with a low kick across goal from inside the penalty area, after great work by Christofi who flew down the right flank and then sent in a great pass towards the incoming Makrides. Just three minutes later it could have been 2-0 for Cyprus, but Halldorsson saved Konstantinou’s effort. The visitors tried to get back on level terms with two more substitutions, but not even five minutes of added time by Belgium referee Wim Smet was enough for them to avoid defeat. Cyprus now have three points from their opening two matches in Group E and they will travel to Slovenia next on October 12.
