EALTH Minister Stavros Malas yesterday told pharmacies and private clinics they only had themselves and their high prices to blame if they were going out of business. Both private health sectors have been complaining all week of their dire situation as 80 per cent of people are now using state services for treatment and medicines. Marcos Agathangelou the head of the association of private hospitals said yesterday: “Private clinics do not accept the fact that patients who are not entitled to free healthcare are being treated in state hospitals at non-representative fees.” He called on state hospitals to base their treatment charges on real costs because the survival of private clinics was at stake because of competition from the state. The head of the Pharmaceutical Association, Nicos Nouris, said the increase in the number of people seeking treatment from public hospitals and pharmacies was causing a large number of private chemists to close down. Figures quoted put the number at some 35 per cent. Nouris said the average number of daily prescriptions being issued by state hospitals was now 483,
compared to only 7.8 per day per private hospital. He said if one considered that state hospitals handed out over 138,000 packets of drugs a day, compared to 4,600 in total in the private sector, “I think the problem is clear for all to see”. Nouris called on the state to speed up the creation of the National Health Scheme, due for implementation in 2016. But Malas said the NHS could not solve all of the problems in the health sector. “It certainly will not be able to support the charges that are being imposed today,” he said. “But if we all consent and understand that we need to be more objective when it comes to our prices and more consensual, then I am certain that we will be able to implement the NHS,” he added. Malas said he was “ready to discuss” the state’s new drug pricing policy and profit margins with the pharmacy owners. He said these margins were very high, compared to other EU countries. On the private clinics, Malas said there were too many private hospitals charging too much for their services, and that an NHS could not support them all in any case. He said that the state has recently had to pay the

Ancient papyrus fragment fuels debate A PREVIOUSLY unknown scrap of ancient papyrus written in ancient Egyptian Coptic includes the words ‘Jesus said to them, my wife,’ – a discovery likely to renew a fierce debate in the Christian world over whether Jesus was married. The existence of the fourth-century fragment – not much bigger than a business card – was revealed at a conference in Rome this week by Karen King, Hollis Professor of Divinity at Harvard Divinity School in Cambridge, Massachusetts. “Christian tradition has long held that Jesus was not married, even though no reliable historical evidence exists to
support that claim,” King said in a statement released by Harvard. “This new gospel doesn’t prove that Jesus was married, but it tells us that the whole question only came up as part of vociferous debates about sexuality and marriage.” Despite the Catholic Church’s insistence that Jesus was not married, the idea resurfaces on a regular basis, notably with the 2003 publication of Dan Brown’s best-seller The Da Vinci Code, which angered many Christians because it was based on the idea that Jesus was married to Mary Magdalene and had children.
King said the fragment, unveiled at the Tenth International Congress of Coptic Studies, provided the first evidence that some early Christians believed Jesus had been married. Roger Bagnall, director of the Institute for the Study of the Ancient World in New York, said he believed the fragment, which King has called ‘The Gospel of Jesus’ wife,’ was authentic. The fragment is owned by an anonymous private collector who contacted King to help translate and analyse it, and is thought to have been discovered in Egypt or perhaps Syria.

RESIDENTS of the Nicosia municipality of Aglandjia yesterday took to the streets reclaiming the roads with bikes and wheelchairs as part of the European mobility week. The busy Kyrenia Avenue was blocked with bikes between 9.30am and 11.30am letting schoolchildren roam. The campaign aims to raise awareness of mobility problems faced by residents going about their daily business. Cars taking up pavements and bike lanes, for example, hamper movement for cyclists, pedestrians and people in wheelchairs. Yesterday’s event was geared towards schoolchildren. The main mobility week event in Nicosia takes place on Saturday at a pedestrianised Makarios Avenue between 9am and 2pm. A bike tour is scheduled to start at 10am and will visit the greater Nicosia municipalities. There will also be a quiz competition with a bike as prize, and children’s activities. Larnaca will be offering events throughout the week including free daytime bus rides, an evening bike tour and a treasure hunt. There will also be a walking tour around the Paphos centre tomorrow. Events have been launched throughout the European Union and cities can choose to compete in organising the most innovative campaigns linked to the annual theme. Last year’s theme was on alternative mobility with the award going to Italy’s Bologna for organising a car free weekend instead of going for just one day. Larnaca was a

Isaac suspect reportedly No results yet from Turkish arrested in Kyrgyzstan drilling in the island’s north A TURKISH man wanted in connection with the beating to death of Greek Cypriot protester Tassos Isaac in 1996 was arrested in Kyrgyzstan, Turkish Cypriot media reported yesterday. Erhan Arikli was on INTERPOL’s wanted list. Isaac, 24, was beaten to death on August 11 1996 during a demonstration at the buffer zone village of Dherynia in the Famagusta district. Arikli was reportedly arrested at Kyrgyzstan’s main airport where he was travelling on a diplomatic ‘TRNC’ passport. Isaac was killed while trying to help out a protester who was trapped in barbed wire. Footage of Isaac taking a beating with clubs, being kicked and punched by several people made international news. Commercial counsellor at the Turkish embassy in Kyrgyzstan, Behzat Erten, was quoted as saying: “Turks living [in Kyrgyzstan] are saddened to see Arikli’s arrest in a brotherly and friendly country, following a demand from the Greek Cypriots”. On August 14, Solomos Solomou was shot and killed during a demonstration following Isaac’s funeral. They were cousins.
TURKISH exploratory drilling for oil and gas in the breakaway north of the island has reached a depth of 4.0 kilometres but has not yielded any results, it emerged yesterday. Last April, Turkey started exploratory drilling for oil and gas in the occupied village of Singrasi, Famagusta, a move seen as a response to the licensing of companies to carry out offshore exploration by the Republic. Turkey’s Energy Minister Taner Yildiz said a second drilling would be carried out in the north. This would be a complementary one, Yildiz said, according to Turkish media, adding that later they would start exploration at sea. Cyprus has an estimated offshore gas prospect of 7.0 trillion cubic feet (tcf) in block 12 of its EEZ, a concession held by US-based oil company Noble Energy. Turkey demands that Cyprus cease hydrocarbon explorations pending reunification talks and has previously said it would take measures to protect its interests as well as secure those of the Turkish Cypriots.

Starting on October 28, there will be twice-daily flights between Athens and Heraklion, one from Athens to Rhodes and back; one a day between Heraklion and Thessalonica and another between Rhodes and Thessalonica three times a week. Furthermore, daily flights between Athens and Thessalonica will increase from two to three; and from Heraklion to Rhodes and back from three flights to four.
Russian candidate CHIEF Returning Officer Demetris Demetriou yesterday confirmed that a Russian businessman with Cypriot citizenship had shown an interest in running for president. “Yes, an interest has been shown, but we can’t release any details as the application for candidacy has not yet been made officially,” Demetriou said. He said the businessman’s lawyer contacted his department to enquire about how to apply. Only Cypriot citizens over 35 years of age can stand in the presidential elections.
No identity AN UNIDENTIFIED man was found dead on a street in Pallouriotissa on Tuesday. State pathologist Eleni Antoniou said he died of a heart attack. The man is described as aged between 50 and 60, with greyish-blonde hair and a medium build. He was wearing a shortsleeved t-shirt with thin black stripes and denim shorts. There are currently 468 private pharmacies islandwide, serving only 20-25 per cent of the public, which creates a distortion in the market as they each try to maintain profit margins of over 30 per cent. Nouris described the current situation as “tragic”. “A large number of private pharmacies are having trou-
ble surviving, as the majority of patients are now applying for treatment at the public hospitals,” he said. He said a study carried out for his association showed how bad things had gotten. “If we compare the results (of the study), which we got today, with data from the health ministry, the average number of daily prescriptions in a state hospital has reached 483 while in the private hospitals it is 7.8,” said Nouris. He called on the state to “keep this profession alive”.
Meanwhile, the Cyprus Medical Association yesterday called for public servants to start paying up for healthcare. Civil servants are entitled to the lowest-cost healthcare from the state even though many of them are on high incomes. Even though the state plans to means-test healthcare charges, they will still be exempt. “Let’s abolish the highly paid beneficiaries whoever they may be,” said medical association chief Andreas
Demetriou. He said the system allowed some people to earn €200,000 a year and still get MRI scans for free. Demetriou said that the state system should just tend to those less well off, who should not be forced to wait longer than necessary for necessary treatment because the system was flooded with entitled people. Asked to comment on this aspect, Malas, who will step down as minister next month to run his presidential campaign, said free healthcare was part of public servants’ rights. However he did say that the situation was being discussed vis-a-vis the NHS. (see editorial page 12)

Home CYPRUS TODAY Three injured in village brawl involving some 50 people THREE men were yesterday treated for superficial pellet wounds as a result of a massive brawl that took place in the Nicosia village Peristerona late on Tuesday. According to a police spokesman yesterday, the force received calls from Peristerona residents at a little before 11pm on Tuesday, saying a brawl – involving around 50 people – was taking place. The police were told that stones were thrown and shots fired during the fracas. By the time officers showed up however the crowd had dispersed. At around 2.30am yesterday, police were notified by Nicosia general hospital’s A&E unit that a man was being treated for injuries from gun pellets. Just over an hour later, two more men went to a Nicosia police station, also suffering from superficial injuries from pellets. The two told police they were shot during a fight in a Nicosia village, which they said was duie to “personal differences”. Police yesterday said they believed the three injuries were all connected to the Peristerona fight. As of last night, no arrests were made.
Fireman caught moonlighting as a drywall specialist could be fired A PAPHOS fireman was suspended and arrested after he was caught moonlighting as a drywaller. It was not the first time the same man was caught doing a second job, which is prohibited for public servants. The fireman was discovered on Tuesday after he turned up to collect payment from a dry walling client and started to cause a fuss, even undoing some of the work he had done. The home owners called the police. Reports stated he caused around €500 worth of damage. “Second jobs are forbidden when they are (firemen) are off (duty),” said Fire Services spokeswoman Liza Kemidji who said “justice would now take its course” and the man would go to court. There will be both a criminal and disciplinary case. When he was found out on a previous occasion, the fireman got off by saying it was his wife’s job and he was only helping. “I think this time round he’ll be leaving the Fire Services,” said Kemidji.
Man in critical condition after crash A 22-YEAR-OLD Larnaca man was in critical condition yesterday after the car he was driving crashed into a street light. Police said the man had been speeding down Artemidos Avenue, headed in the direction of the airport, when at some point, at around 12.30am, he lost control of his vehicle, slamming into a pole before hitting two other cars that were parked nearby. Such was the force of the crash that the fire service had to be scrambled to the scene to free the 22-yearold from the mangled wreckage. Larnaca police spokesman Christos Andreou said the man was wearing his seatbelt. “However, after examining the scene it seems that the cause of the accident and the youth’s serious injury was excessive speed,” Andreou said. The 22-year-old was being treated in Larnaca hospital’s intensive care unit.

Back to drawing board for ‘disclosure of assets’ By George Psyllides PARLIAMENT would have to amend the constitution to make it mandatory for state officials to file a statement of their assets and the source of those assets, it emerged yesterday. The matter was discussed by the House Legal Affairs Committee – behind closed doors – following a Supreme Court decision that a law mandating disclosure of the source of state officials’ assets was unconstitutional. Committee chairman, DISY MP Ionas Nicolaou, said parliament tried twice to enforce the law, but the Supreme Court plenum judged that it was in conflict with Article 15 of the constitu-
tion, which protects a person’s privacy. According to the article, every person has the right to respect for their private and family life and “there shall be no interference with the exercise of this right except such as in accordance with the law and is necessary only in the interests of the security of the Republic or the constitutional order or the public safety or the public order or the public health or the public morals or for the protection of the rights and liberties guaranteed by this Constitution to any person.” From the discussion, Nicolaou said, it transpired that the safest way was to amend the article. He said some MPs would discuss the matter in their respective parlia-
mentary groups having in mind that amending the constitution must be done in exceptional cases. Nicolaou added that his party was all for allowing society to scrutinise politicians, state officials – independent and otherwise. AKEL MP Aristos Damianou said his party would look into the matter. “We find that there is decay and corruption at various levels of Cypriot society and there is a need for the effective regulation of the matter, Damianou said. “There is a need to improve the legal framework but primarily there is a need to improve social conscience, including MPs and all those who participate in decision-making or who manage public monies,” Damianou said.
Bank staff will reject ‘unrealistic proposals’ Rumours still abound that Popular could lay off 600 By George Psyllides BANK employee union ETYK yesterday warned that it was not prepared to accept “unrealistic” proposals amid rumours that troubled lender Popular was looking to cut 600 jobs in Cyprus as part of its effort to restructure. Popular was forced to ask for €1.8 billion in state assistance after taking heavy losses from its exposure to Greek debt and being unable to raise the necessary regulatory capital through private funds. Following its nationalisation, Popular is undergoing a transitional adjustment period with a restructuring plan aiming to transform the group’s efficiency, restore profitability, further strengthen its capital base and enhance its prospects. ETYK said Popular Bank employees have contributed 34 per cent so far and despite this the union is prepared to discuss small and reasonable cutbacks. “But our organisation is not prepared to accept unrealistic and out of place positions and will fight – and it is capable – of defending the colleagues’ interests,” ETYK said in a circular.
Calls for the dismissal of 600 employees in Cyprus “are wrong and frivolous and of course they will not be accepted for one reason alone,” ETYK said. “Such an action would lead the so-far profitable course of Popular Bank Cyprus into decline and losses.” Earlier this month, Popular said all countries it operated in were profitable with the exception of Greece.
‘VARIOUS CIRCLES’ According to ETYK, Popular Cyprus posted over €55 million in profit for the first half of the year – the group incurred a €1.3 billion loss – and it would be a devastating mistake to try and amputate a profitable part just for the sake of impressions. Without naming them, ETYK said “various circles and (Popular) bank officials” are trying to undermine the workers’ morale instead of dealing with how to develop the lender’s operations. Following strong protests, the bank has withdrawn the ‘plan’ and has pledged not to table any new plan without ETYK’s agreement, the union said.

Jobless rate to reach 11.5 pct in 2013 Economy is expected to contract by up to 1.0 pct due to lack of measures By George Psyllides THE government expects already record-high unemployment to rise to 11.5 per cent in 2013 and the economy to contract by up to 1.0 per cent, a report said yesterday, citing the 2013 budget draft. Until now, the government had expected the economy to grow by 0.5 per cent in 2013. But according to daily Politis, which cited a memo that accompanied the budget, the economy is expected to contract between 0.5 per cent and 1.0 per cent next year as the structural problems remained “and did not allow a reversal of the negative course.”
MEASURES “Taking measures is the only option to correct the imbalances, restore macroeconomic stability and recover the markets’ confidence in the Cypriot economy,” Politis said. The government is processing its own austerity package to counter what are considered tough proposals, tabled by the island’s lenders. Draft recommendations from the troika of lenders, leaked on September 12, showed they demanded privatisations, pension reforms and a 15 per cent cut to the state payroll.
Cabinet members had a first read of the state budget on September 17, with consultations set to continue on September 22. Spending cuts were expected to feature heavily, broadly reflecting talks with the ECB, the IMF and the European Commission on a bailout, the size of which has not been determined. But the administration is trying hard to avoid cutting 13th salaries and imposing horizontal cuts on salaries and pensions. Finance Minister Vassos Shiarly said on Tuesday night that they were looking to introduce staggered, income-based cuts on both salaries and pensions. “The troika suggests an amount that needs to be cut from the payroll; how you achieve this, either through the 13th salary or cuts in payroll, horizontally or incrementally, is our matter and we are considering the fairest way,” he told state television. He confirmed that there was a scenario calling for cuts between 5.0 per cent and 12 per cent depending on the pay-scale. The same went for pensions. Reports also said the ministry was looking to cut some 27 per cent or around €30 million in the form of allowances paid to civil servants for various reasons.

Residents protest ‘toxic factory’ Villagers insist there has been an increased number of cancer cases in the area By Poly Pantelides RESIDENTS of the Nicosia village Pera Chorio Nisou yesterday protested over two chemical plants in their village, which they say constitute a health hazard. The residents are worried about a perceived rise in cancer cases in the area, which has prompted parliament’s environment committee to get involved. Members of the committee were yesterday at the protest, which went ahead without incident despite a threat earlier this month by one of the factory owners who said he would shoot MPs and anyone else present at the protest if it went ahead. Bearing banners saying: “Do not take away our right to be healthy” and “No to emissions of dangerous and toxic chemicals” protesters peacefully asked that the factories be
shut down or moved elsewhere. Representatives from both plants yesterday expressed their regret over cancer incidents, but said they were not responsible for them. One of the factories said that none of their employees had cancer. The Green Party’s Giorgos Perdikis who is a member of the House environment committee had said an instruction to take legal proceedings forcing the factories to move to a non-residential area was delayed because of a communication breakdown between different government departments and legal services. The environment committee had heard investigations reported violations of laws and regulations, leaking toxic waste and other emissions dangerous to public health and the environment. But one of the factories yesterday said there was

British MEP’s comments ‘a provocation’ A STATEMENT by British MEP Geoffrey Van Orden, reportedly claiming among other things that there were many in the EU who didn’t want Cyprus to join the bloc until its national problem was resolved, yesterday riled fellow Cypriot colleague Sophoclis Sophocleous. According to Sophocleous, the British MEP said there was no point in Greek Cypriots giving their one-sided description of the Cyprus problem and that they were fools to think the majority of the EU supported them against the so-called threat of Turkey. Van Orden also apparently claimed
there were many in the EU who felt Cyprus shouldn’t have been allowed to join. Sophocleous called the comments “provocative, brazen, unacceptable and unhistorical”. The EDEK MEP said Van Orden attempted to apportion equal responsibility to the two sides for the Cyprus problem, even though Turkey had been occupying the island for almost 40 years. Sophocleous said the Republic joined the EU in the hope that it would be joined by Turkish Cypriots, in the event that a solution was found.

Britain Two Sun reporters and police officer held in corruption probe A BRITISH police officer and two journalists from Rupert Murdoch’s The Sun tabloid newspaper were arrested on suspicion of corruption yesterday as part of investigations into illegal payments and phonehacking that have sparked more than 80 arrests. Those arrested have included Prime Minister David Cameron’s ex-media chief, Andy Coulson, and Rebekah Brooks, the former head of News International, the British newspaper arm of billionaire Murdoch’s News Corp media empire. Facing a public backlash over the allegations, including the hacking of the phones of crime victims by journalists, Murdoch closed one of his tabloid newspapers, the News of the World, in July 2011.
MISCONDUCT Yesterday, a 39-year-old officer with Wiltshire police in southwest England was arrested at his home on suspicion of misconduct in a public office, a statement by police said. A 51-year-old journalist was held in the city of Bristol and another one, aged 32, was picked up in London, both on suspicion of conspiracy to corrupt and conspiracy to cause misconduct in a public office, it said. The two journalists work for The Sun, a News International spokeswoman said. Police said the arrests stemmed from information provided by News Corp’s internal Management Standards Committee, which was set up in the wake of the phone-hacking scandal, which erupted last year. A Metropolitan Police spokesman said: “Today’s arrests are the result of information provided to police by News Corporation’s management standards committee. “They relate to suspected payments to a public official and suspected disclosure of confidential information by a police officer and are not about seeking journalists to reveal confidential sources in relation to information that has been obtained legitimately.” The arrests bring the number of people arrested in Operation Elveden, the investigation into alleged corrupt payments to public officials, to 50. Along with the main probe into allegations of phonehacking by journalists, there is a corruption investigation and a separate inquiry into illegal breaches of privacy including computer hacking.

Pcs Nicola Hughes, 23, and Fiona Bone, 32, died on Tuesday after they were called to investigate what appeared to be a routine burglary report. Fellow officers and civilian staff at GMP held a minute’s silence at 11am in memory of the pair. Thousands of tributes have poured in for the women, and Pc Hughes’ family said she had died doing “the job she loved”. Soon after the two po-
licewomen died, one of the country’s most wanted men, Dale Cregan, 29, gave himself up to police. Cregan had been questioned and bailed in connection with the murder of Mark Short, 23, who was shot dead in a Manchester pub in May. Giant snails seized A GROUP of 36 giant snails has been seized from a passenger’s luggage at an airport. Border Force officers at Glasgow Airport found the living giant African land snails when a man arrived from Amsterdam earlier this month. They discovered the snails, which are around 15cm-long on average, when checking the luggage of the Nigerian man who said they were to be used as food. Officers seized the snails because live animals require an import licence which the man did not have. They were passed on to a rescue organisation and the passenger was warned about the restrictions on bringing the creatures into the UK. The snails, not native to the UK, have shells the size of a small human fist. While they are unlikely to survive a British winter, they could pass on diseases to the indigenous snail population if released into the wild. Murdo MacMillan, of the Border Force in Scotland, said: “The vigilance of our officers at Glasgow Airport has stopped these snails from entering Scotland, and possibly posing a risk to our native plants and wildlife. “I would warn travellers not to attempt to bring live animals into the UK without a permit, or to bring in any products of animal origin which may contain pests or diseases.”

Obama fires back at Romney’s outburst Rivals spar as race for the White House heats up US President Barack Obama declared that the occupant of the White House must “work for everyone, not just for some”, jabbing back at Republican rival Mitt Romney’s jarring statement that as a candidate, he does not worry about the 47% of the country that pays no income taxes. Romney neither disavowed nor apologised for his remarks, which included an observation that nearly half of the country believe they are victims and entitled to a range of government support. Instead, Romney cast his comment as evidence of a fundamental difference with Obama over the economy, adding the US government should not “take from some to give to the others”. The sluggish economy and lingering high unemployment are by far the overriding issues of the election, and Romney’s case for the presidency is based on his claim that his success as a businessman has
left him the skills needed to create jobs in a nation where unemployment is 8.1%. Obama and the Democrats have tried to counter by depicting the president’s challenger as a multi-millionaire who has some of his wealth invested in the Cayman Islands and elsewhere overseas, and is out of touch with the needs of middle class Americans. As the rivals sparred with seven weeks remaining in a close race for the White House, two Republican Senate candidates publicly disavowed Romney’s remarks, caught on videotape at a fundraiser. Republican officials openly debated the impact that a series of controversies would have on the party’s prospects of winning the presidency. Official: Syrian rebels seize crossing on Turkish border By Kadir Celikcan SYRIAN rebels seized their third border crossing with Turkey yesterday, a Turkish official said, after fierce overnight battles with government troops that sent bullets flying into Syria’s northern neighbour. Reuters television footage showed a rebel tearing down the Syrian flag on top of what appeared to be a customs building at the Tel Abyad frontier gate. “I can confirm that the gate has fallen. It is under the complete control of the rebels,” a Turkish official told Reuters on condition of anonymity. Minutes earlier sporadic gunfire had echoed around the area and black smoke had risen from parts of the building. Rebels could be seen celebrating on top of the customs building, with one firing his gun into the air. There was no sign of any government troops at the crossing. The clashes, which started late on Tuesday, were the first time insurgents fighting to overthrow Syrian President Bashar al-Assad had tried to seize a border zone in Syria’s al-Raqqa province, most of which has remained solidly proAssad. A Turkish woman and her daughter were wounded on Tuesday night by stray bullets, and an official said other bullets had smashed windows in several houses in Turkey along the border. In Lebanon, Salafist cleric Sheikh Nabil Rahim said the incident would raise tensions that were already dangerously high. “We will try to keep things managed and peaceful, but these things easily get out of hand. I fear there could be more targeting of foreigners, and this is why I wish they would not persist with these provocations,” he said.
ONE of Colombia’s most wanted drug traffickers was captured in neighbouring Venezuela with the help of Caracas as well as British and US intelligence agencies, Colombian President Juan Manuel Santos said. Authorities in Colombia, one of the world’s top cocaine producers, had been closing in on Daniel Barrera (below) - known as ‘Crazy Barrera’ - in recent weeks, arresting 36 members of his gang and seizing five tonnes of the drug and 21 aircraft. “Crazy Barrera has been perhaps the most wanted kingpin in recent times,” Santos said. “He has dedicated 20 years to doing bad things to Colombia and the world, all types of crime, perverse alliances with paramilitaries, with the FARC (rebel group).” In a televised speech, Colombia’s president said Barrera was captured in the Venezuelan city of San Cristobal, about 15 miles from the Colombian border. Santos said the operation was directed from Washington by a Colombian police general.
The government says Barrera’s smuggling ring was capable of sending 10 tonnes of cocaine a month to Mexico’s Sinaloa cartel, the most powerful organised crime gang in the Americas. He had a $5 million bounty on his head from the United States and $2.7 million from the Colombian government. Santos thanked US and British intelligence agencies as well as Venezuela President Hugo Chavez’s government for their help. Chavez’s government summoned reporters to a news conference yesterday but also issued a brief statement hailing the operation as further proof of Venezuela’s “indomitable will” in the fight against drug trafficking.

Business Lloyds European shares edge higher, Spain in focus draws down £1b from UK lending scheme By Atul Prakash
BRITAIN'S biggest retail bank Lloyds said yesterday it had become the first bank to access money under the government's Funding for Lending (FLS) scheme, initially drawing down 1 billion pounds ($1.6 billion) from the Bank of England. Britain launched the scheme in June as part of efforts to lift the economy out of recession, making 80 billion pounds of cheap funding available to banks provided it is loaned to households and businesses. Previous schemes to spur lending since the financial crisis have failed to give a clear boost to the economy but Britain is hoping the FLS will be different as it ties banks' access to the scheme directly to whether they raise lending. Lloyds, which is 40-per cent owned by the UK taxpayer, said it would lend the money in a matter of weeks through discounted lending to small and medium-sized companies and homebuyers and Chief Executive Antonio Horta-Osorio said the 1 billion pound draw down was "just the start". The bank leant 6.6 billion pounds to small businesses in the first half of 2012. It said it has increased lending to small businesses by 4 per cent over the past year, during a time when lending across the industry has shrunk by 4 per cent. Lloyds said last week that it would use the scheme to offer British firms a 1 per cent reduction in the interest rate for new business loans and that the discount would apply to the full length of the term on loans of 1,000 pounds or more.

EUROPEAN shares edged higher yesterday after Japan's central banks followed others in easing policy to support an economic recovery, though Spain's reluctance to seek a bailout kept a lid on gains. The growth-linked automobile sector was the top gainer, rising 1 per cent after the Bank of Japan boosted its asset purchase programme to help an economy that faces weakening exports. Other major gainers were defensive stocks, indicating caution among investors. The healthcare, food and beverages and retail sectors rose
0.5 to 0.7 per cent. Eurozone banks fell 1 per cent on concerns about Spain, with Societe Generale down 2.2 per cent. Spain is under pressure to request aid and trigger a European Central Bank bond-buying programme to help it bring down a soaring public deficit and high debt. “The stock market will get the next big (boost) if Spain asks for a bailout. The longer they delay it, the worse it will become and the immediate QE (central bank asset buying) effect will vanish,” Giuseppe-Guido Amato, strategist at Lang & Schwarz in Frankfurt, said. “I am still cautious. Investors need to be selective and look for big companies that have steady cash flow, at-
tractive dividends and products that consumers will continue to buy.” He cited British American Tobacco, Novo Nordisk and Nestle. The technical picture was also clouded. Charts showed the eurozone's blue chip Euro STOXX 50 index, which traded down 0.1 per cent at 2,551.08 points, faced strong resistance near its 2012 highs. “A sustained breakout above 2,611 would be required to look for new projected (technical) targets of 2,679 and 2,743,” Dmytro Bondar, technical analyst at RBS, said. The index would probably find support near 2,480-2,500 in the near term. At 1123 GMT, the FTSEurofirst 300 index was up 0.2 per cent at 1,113.63
points after falling 0.4 per cent on Tuesday. The index, which climbed to a 14-month high on Friday on the US Federal Reserve's stimulus programme, is up more than 11 per cent so far this year. The central bank said shortterm inflation pressures were likely to squeeze consumers' disposable income, and that a global slowdown and eurozone tensions were hurting business confidence in an economy that entered recession late last year. The BoE is midway through a four-month programme of 50 billion pounds ($81.27 billion) of asset purchases that it started in July, and for all but one of the nine-member Monetary Policy Committee, it was a “straightforward”decision to carry on with it unchanged. “Some of these members felt that additional stimulus was more likely than not to be needed in due course, while others saw the risks to infla-

One policymaker argued that there was a “good case" to step up asset purchases now, rather than wait, but in the end all nine officials voted to keep interest rates at a record-low 0.5 per cent and the asset purchase total at 375 billion pounds. Economists said the minutes left intact their view that the central bank was likely to authorise another 50 billion pounds of government bond purchases in November, which would take total purchases to 425 billion pounds. “I think there is still a dovish bias there," said Ross Walker, an economist at Royal Bank
of Scotland. “It's not a done deal, but I would put about a 65 per cent probability on a November decision (for more QE)." There was little market reaction to the minutes. British inflation has been above the BoE's 2 per cent target since December 2009, and is now at 2.5 per cent. A recent rise in oil prices, and the threat of higher food and utility bills to come, mean that inflation is likely to fall more slowly in the short-term than the BoE forecast in August, the minutes said. However, the BoE targets inflation over the medium term, and here the impact of a short-term rise in oil prices is more muted, said RBS's Walker, as it pushes down consumer demand. The BoE said it was concerned about
the impact of rising employment at a time of weak economic output, as this caused lower productivity, potentially pushing up prices in the future. Two BoE policymakers – Ben Broadbent and chief economist Spencer Dale – opposed July's restart to the quantitative easing programme. Instead they have argued that the BoE's Funding for Lending Scheme, which offers banks cheap finance if they lend to businesses and households, is a better approach as it may help unblock some of the supply constraints in Britain's economy. Here the evidence is mixed. The BoE said there were some encouraging signs that banks were lowering interest rates.

It’s no bad thing if some pharmacies have to close THIRTY-FIVE per cent of pharmacies would be forced to close next year as a result of their dramatic reduction in customers, according to a survey carried out for the Association of Pharmacists. Private pharmacies now serve only 20 per cent of the population, with more and more people using the state pharmacies at which they pay next to nothing for medicine. Only recently, the health ministry took a decision making another 18,000 people eligible to free healthcare, which also meant free drugs. The survey, which the Association sent to Brussels, found that the pharmacy at the Nicosia General Hospital handled, on average, 483 prescriptions per day compared to 7.8 by a private pharmacy, which is hardly surprising considering at the former drugs are given free or for a nominal charge while the latter charges market prices. Nor is it surprising that in time of recession, with incomes falling, more people would try to get prescription drugs from the state’s pharmacies. The SOS sounded by the head of Pharmacists Association in a report in Wednesday’s Phileleftheros was not prompted exclusively by the fall in business. The Association is concerned that in its drive to lower the price of medicine the health ministry is considering lowering the profit margin, guaranteed, by law, on all medicine sold by private pharmacies. The margin is just above 30 per cent, with pharmacies, making even more than the importer/distributor. It is no wonder there is a pharmacy on every street corner - in proportion to the population we probably have the highest number of pharmacies in the world. And this is because pharmacies are guaranteed by law a profit margin in excess of 30 per cent. If this margin is cut to 15 per cent, perhaps 35 per cent of pharmacies would close down, but the people not eligible to free medicine would benefit from cheaper drugs. Would this be such a bad thing? Why should people have to pay premium prices for medicine to keep in business a much bigger number of pharmacies than is needed by our society? As a way of helping its members survive, the Association has proposed, in the event that lower profit margins were approved, a ‘prescription fee’ for every drug sold by a private pharmacy. If the government agrees to this proposal, the benefit of lower prices for consumers would be reduced, if not eliminated. The profit margins should be lowered even if it means the closure of some pharmacies. Hundreds of shops, selling all kinds of products, have closed down because of the recession, without their owners seeking state help. Why should pharmacies, which have been benefiting from big profit margins for decades, be protected?

Why Britain must try to reverse economic course I
T IS the mark of science and perhaps rational thought more generally to operate with a falsifiable understanding of how the world operates. And so it is fair to ask of the economists a fundamental question: What could happen going forward that would cause you to substantially revise your views of how the economy operates and to acknowledge that the model you had been using was substantially flawed? As a vigorous advocate of fiscal expansion as an appropriate response to a major economic slump in an economy with zero or near-zero interest rates, I have for the last several years suggested that if the British economy - with its major attempts at fiscal consolidation were to enjoy a rapid recovery, it would force me to substantially revise my views about fiscal policy and the workings of the macroeconomy more generally. Unfortunately for the British economy, nothing in the record of the last several years compels me to revise my views. British economic growth post-crisis has lagged substantially behind US growth, and the gap is growing. British GDP has not yet returned to its precrisis level and is more than 10 per cent below what would have been predicted on the basis of the pre-crisis trend. The cumulative output loss from this British downturn in its first five years exceeds even that experienced during the Depression of the 1930s. And forecasts continue to be revised downward, with a decade or more of Japan-style stagnation now emerging as a real possibility on the current course. Whenever policy is failing to achieve its objectives, as in Britain today with respect to economic growth, there is a debate as to whether the right response is doubling down perseverance and intensification of the existing path - or recognition of error or changed circumstances and a change in course. In Britain today such a debate rages with respect to the aggressive fiscal consolidation that the government has made the centrepiece of its economic strategy. Until and unless there is a substantial reversal of course with respect to near-term fiscal consolidation, Britain’s short- and long-run economic performance is like-

ly to deteriorate. An effective policy approach to Britain’s economic problems must start with the recognition that the principal factor holding back the British economy over both the short- and medium-term is the lack of demand. It is certainly true that Britain faces important structural issues, ranging from difficulties in promoting innovation to deficiencies in the system of worker training. But it is apparent from the relatively low level of vacancies, the reluctance of workers to leave jobs, the pervasiveness across industries and occupations of increased unemployment and the testimony of firms regarding the formation of their investment plans that it is lack of demand that is holding the economy back from producing as much as it could. Keynes writing during the Depression compared Britain’s economic problems to a “magneto” problem, referring to the fact that a car might have many infirmities, but if its electrical system did not work, the car would not go, and if it were fixed, the car would go even with other problems. So it is today. Moreover, to an extent that is greatly underappreciated in the policy debate, short-run increases in demand and output would have medium- to long-term benefits as the economy reaps the benefits of what economists call hysteresis effects. A stronger economy means more capital investment and fewer cutbacks to corporate R&D; it means fewer people lose their connection to good jobs and get addicted to living without work; it means that more young people get first jobs that put them on ladders to success; and it means more businesses choose leaders oriented to expansion rather than cost-cutting. The most important structural program for raising Britain’s potential output in the future is raising its actual output today. The objection to this view comes in many forms, but it is in

British economic growth post-crisis has lagged behind US essence that “reversing course on fiscal expansion now would undermine credibility, backfire with respect to growth by risking a spike in capital costs, and risk catastrophe down the road as debts became unsustainable.” This line of argument is profoundly flawed. First, the behaviour of financial markets suggests that it is economic weakness rather than profligacy that is the main source of concern about credit problems down the road. Why else would the tendency be for the costs of buying credit insurance on the UK to rise overall as interest rates fall? In similar vein, a strong tendency has emerged in both the UK and US for interest rates to rise and fall together with stock prices, implying that it is evolving optimism and pessimism about the future, not changing views about fiscal policy, driving market fluctuations. Second, the reality is that the primary determinant of fiscal health in both the US and UK over the medium term will be the rate of growth the economy achieves. An extra percentage point of growth maintained for five years would reduce Britain’s debt-to-GDP ratio by close to 10 percentage points,
whereas austerity policies that slowed growth could even backfire in the narrow sense of raising debt-to-GDP ratios and turning the unsustainability of debt into a self-fulfilling prophecy. A change in the pace of fiscal consolidation is necessary for Britain to have a chance to avoid a lost decade of economic performance. It is, to be sure, not sufficient. Rather than starving public investment today, now is the time to add to confidence by making plans for structural reforms to contain the growth of public consumption spending over time. It is also time to take overdue measures to promote exports and, after years of appropriately low investment, to restart housing investment. But at a time when demand is needed for growth and the private sector is hanging back, the first priority must be for the public sector to stop exacerbating the contraction. Lawrence H. In the past, Oscar ballots have been mailed around the world to Academy members - directors, actors, screen-

The contest for best comedy actress on TV is also too close to call, according to TV pundits. "It was a fantastic year for comediennes. Clean up your act!
When was the last time you did something towards helping the environment? The impact we have on our planet continues to affect our natural systems as well as our quality of life. One of the biggest problems we face is waste management. Almost every activity we perform individually and as a society produces some form of waste. According to a conservative estimate, humanity generates some one billion tons of garbage every year. A mere 11 per cent of the amount is processed. The rest is taken to special-purpose ground or thrown out to spontaneous waste deposits, such as beaches, city parks or suburban woods. Environmental education has helped us realise the need to preserve natural wealth. But just knowing and talking about it doesn’t help, one’s actions need to speak louder than words. If you are fed up with seeing the environment strewn with rubbish, now is the perfect time to do something about it by joining the world clean-up campaign Let’s Do It! The civic movement Let’s Do It! sprang into existence in Estonia in 2008, when 10,000 tons of garbage in the republic was removed in just five hours. In one day 50,000 volunteers worked together to solve a problem that their government believed would cost millions of dollars and thousands of work hours.
But it didn’t stop there – since 2008 the bold one-dayone-country cleanup model has been a success in multiple countries around the world. Today community cleanup days co-ordinated by local organisers have been held in 16 countries with the help of over 2.7 million volunteers. Since the Estonian idea kept getting more and more global attention, it was decided to cook up an ambitious plan for a world-wide cleanup. World Cleanup 2012 is the first global endeavour of the Let’s Do It! movement. It will bring together active people and organisations from 100 countries that will be leading one major cleanup day in their respective country. Over 70 countries have already given word that they will be participating and Cyprus will be one of them. The big clean-up day is scheduled for next Saturday and the emphasis of this day, is to clean up important ecosystems such as beach, forest areas, mountain areas and other polluted natural spots. But more than that, it aims to raise awareness, educate and improve the attitude of Cypriot citizens towards waste recycling and environmental protection. The campaign objectives include creating the first digital registry and national map with locations of as many illegal dumpsites as possible around the island. NIGHTLIFE Embrace the art of a modern player playing an age-old instrument If you’re looking for something a little different for your nightlife jaunt, the University of Cyprus’ annual Cultural Festival set in the newly renovated, Axiothea Mansion in old Nicosia continues its agenda this week, with a lute concert. It’s not often that one has the opportunity to attend a lute concert, but this instrument is the great, great grandfather of many of the string instruments with which we are all so familiar. In the Renaissance era, the lute was the most popular instrument in the Western world. It became the symbol of the magic and power of music. When one thinks of a lute the traditional clichés of Robin Hood serenading Maid Marion with a lute or kings and queens gorging on medieval banquet, while listening to some light entertainment often come to mind.
It would be fair to say that apart from maybe the odd Renaissance fair, the lute makes relatively few public appearances these days and when it does grace a concert stage, it’s generally in the service of centuries-old repertoire. And yet, there are modern-day composers and performers who remain engaged by the instrument’s trademark sound. Keeping up with the latest in 21stcentury lute music may sound like a contradiction, but after two hundred years of neglect, the future of the lute once again looks bright. One of the lute’s champions is virtuoso player from Rhodes, Antonis Simixis. After graduating from the Greek Conservatory with honours in both lute and lyre, followed by studies in classical guitar under the prominent soloist Stelios Golkaris, Simixis began his career as an artist play-

OT LONG ago, Mohammed Daoud was making good money hiring out halls for wedding parties thrown by a new class of Afghan war entrepreneurs. Today, he is using some of the profits to buy a $160,000 apartment nestled amid the skyscrapers and shopping malls of Dubai. Daoud sees his 27th-floor bolt-hole as both a canny investment and the ultimate insurance policy against the darkest scenarios he can envisage for his homeland when the bulk of foreign forces leave. “Nobody knows what’s going to happen after 2014,” he said in Kabul. “If something happens with the security situation here, I can take my family. We feel safe in Dubai.” Wealthy Afghans have sharply increased the pace of investment in property in the Gulf Emirate, motivated by a mix of hard-headed commercial calculations and more nebulous security fears sparked by the drawdown. Afghan buyers spent 220 million dirhams ($60.7 million) on property in Dubai in the first six months of this year, a 27 per cent increase compared with the same period in 2011, according to Dubai government data. Some are spending up to 20 million dirhams on shopping sprees for multiple villas, while many buy million-dollar homes in cash, dealers say. The growth outpaced a 21 per cent rise in total property transactions in Dubai by both local and foreign investors in the same period. The interest was driven in part by a steep decline in prices in the Emirate’s once white-hot property market. The figures will make troubling reading for Western allies struggling to convince an uneasy Afghan population the transition will not be a prelude to international abandon-
ment or an escalation in fighting with the Taliban. Haji Obaidullah Sader Khail, chairman of the Afghan-Dubai Business Council, said the true scale of Afghan investment could be four times higher than the data suggests because many transactions may not have been registered. “I know people who have bought 15 to 20 villas,” he said. According to the official figures, the number of properties Afghans bought in Dubai jumped to 114 in the first half of this year compared to 76 in the same period in 2011. Reports from real estate agents that Afghans routinely buy luxury homes in cash will do little to ease concerns that some of the billions of dollars the United States and its allies spend to bankroll the government and security forces is seeping abroad. Afghanistan’s central bank says that Afghans carried $4.5 billion in cash from Kabul airport last year in declared currency exports, double the amount in 2010. The bank estimates that the total amount of cash leaving Afghanistan each year could be as much as $8 billion - almost twice the size of last year’s budget. The exodus of money is even larger than the $6.37 billion in net official development assistance Afghanistan received in 2010 - 45 per cent of gross domestic product - making it one of the world’s most aiddependent countries. The central bank imposed new rules limiting the amount of cash an individual can take out of the country to $20,000 in March, but officials say cash is finding alternative paths, such as the poorly-supervised airport in Kandahar in the south. “People are still taking physical cash from Afghanistan,” deputy central bank governor Khan Afzal Hadawal said. “We are working on a mechanism

The flood of cash leaving Kabul airport in boxes and suitcases has stoked fears that entrenched graft and persistent capital flight will make it harder to put a booming but

cash to avoid the higher fees and greater scrutiny required to move money through the banking system, dealers say. “They are always on cash buys,” said Said Quaid Abbas, managing partner at Mideast Properties, a Dubai-based real estate firm, which counts some Afghans among its clientele. “They don’t deal through banks.” Security concerns have motivated many Afghan househunters to buy in Dubai, but some are primarily looking for bargains. Dubai real estate prices slumped by more than 60 per cent from their peak in 2008 after the global economic crisis triggered a collapse in the Emirate’s property market. Prices have started to recover. The total value of real estate transactions in Dubai topped 63 billion dirhams ($17.2 billion) in the first half of 2012, a 21 per cent increase over the same period in the previous year, according to the data. Foreign investors bought 22 billion dirhams of the total, buying 12,875 properties. Indians, Pakistanis and Britons were the top three investors in Dubai real estate, followed by Iranians, Russians and Saudis. The government only ranks the top ten most active buyers by nationality and Afghans do not figure on that list. In Kabul, Daoud’s labourers toil at the concrete skeleton of a new hall he is building in the belief that the top tier of Afghan society still has many more wedding parties ahead. He rests a little easier in the knowledge that there are at least six flights a day to his second home in Dubai.

Anonymous (Novacinema1, 22.00) “Let me offer you a different story, a darker story...” says the prologue - and it’s also an excellent story, a real ripping yarn. The only catch is that it seems to be false, shameless propaganda for a spurious, ridiculous Cause. Unless of course it’s absolutely true. We can’t know for sure, because none of us were around in the late 16th century, the time when a certain William Shakespeare was penning the plays that still thrill audiences today - but was Shakespeare really Shakespeare? Or did someone else write the plays anonymously? The ‘Shakespeare authorship question’ has been around for centuries, mostly because - to quote Wikipedia - “his humble origins and obscure life seemed incompatible with his poetic eminence and his reputation for genius”. Various names have been bandied about as the ‘real’ Shakespeare, and Anonymous posits the so-called “Oxfordian” theory - viz. that Edward de Vere, the 17th Earl of Oxford, was the true author, and the well-known chap from Stratford-on-Avon was just a facade. You can watch Anonymous first, then go online and read the debate between “Oxfordians” and Shakespeare scholars, or you can do it the other way round - but I recommend seeing the film first, because it’s highly entertaining. Edward (Rhys Ifans) longs to write, but is caught in a bind. He lives
in a time and place where such things are impossible for aristos (“In my world, one does not write plays!”) and is also trapped by William Cecil, his puritanical father-in-law who’s also Queen Elizabeth’s most trusted adviser. Political intrigues and other circumstances conspire to keep Edward anonymous, while Will Shakespeare - a tacky, illiterate actor - reaps the rewards of celebrity. If things were really as portrayed in Anonymous, its story would be a real eye-opener. Unfortunately, it seems they weren’t. Elizabeth I wasn’t the flighty, promiscuous monarch shown here. Elizabethan England wasn’t a police state. William Cecil didn’t really have the motives ascribed to him. Most damningly of all, Edward de Vere died in 1604, before Shakespeare’s last 10 plays were written. “Oxfordians” riposte that only three plays were actually published after that date (they were all published en masse in 1623) and the whole thing’s just a big conspiracy anyway. Bottom line? A film worth watching and discussing, but it does seem like traditional scholars have the better arguments. Note the director is Roland Emmerich, best known for blockbusters (e.g. Independence Day) which have one thing in common: they’re good fun, but collapse if you try to think about them. Made in 2011.

Syriana (LTV3, 19.45) The title is ironic, with Syria sinking ever further into civil war - but in fact it was always ironic, echoing America’s quixotic desire to turn the Middle East into something resembling a quiet all-American state (like, say, Indiana). Audiences found this fi ne political thriller too complicated but still admired George Clooney (who won an Oscar) as a CIA agent assigned to kill a progressive Arab sheikh, and Matt Damon as the economic adviser to said sheikh. Lots of murky intrigue, mutual back-scratching, Islamist bombers and good performances. Recommended. Made in 2005.
Glory (Novacinema2, 19.50) “They joined for freedom. They fought for honour. They found glory,” declares the trailer as ‘Carmina Burana’ blares at full blast and assorted black men (including a youngish Denzel Washington) salute, march and otherwise behave in a soldierly fashion. The men’s skin colour is significant - because this is the tale of the 54th Massachusetts Volunteer Infantry, the fi rst all-black regiment in American history, and Denzel won an Oscar as a truculent runaway slave though Matthew Broderick gives perhaps the best performance as the unit’s (white) CO, battling the prejudices of his fellow officers. A big hit, maybe because it spoke to both sides of America’s political divide: liberals liked the earnestness and antiracist message, conservatives appreciated the Civil War detail and red-blooded militarism - ending on a climax which seems to say that death in battle is indeed glorious, white and black corpses together in a kind of morbid solidarity. Perverse, but powerful. Made in 1989.
The Last Boy Scout (Plus TV, 21.20) Bruce Willis is the Last Boy Scout; his motto is ‘Be prepared’ - prepared for trouble and mayhem, that is - and he’s good at tying knots, or at least tying the villains into knots! Actually this is great fun, in a violent, politically incorrect, not-for-all-tastes kind of way, mixing three parts action movie with a dash of Raymond Chandler and a hefty side of sardonic comedy. Bruce is a washed-up, cynical private eye whose partner is killed after passing on a case - so he teams up with fl amboyant football player Damon Wayans to fi nd the culprit, uncovering a messy conspiracy that involves gambling, corruption and the assassination of a US Senator. The cast includes a young Halle Berry, plus Taylor Negron as the kind of slimy baddie who likes to crack jokes while killing people - but meets his match in Bruce, who gets some excellent quips. Directed by Tony Scott in 1991.

VENUS Williams will make her Hopman Cup debut in Perth later this year, partnering John Isner to represent the United States in the mixed international tournament, organisers said yesterday. FORMULA ONE title chaser Kimi Raikkonen says he is happy at Lotus - for now even as speculation swirls around possible vacancies at the 2007 world champion’s previous teams Ferrari and McLaren. The taciturn 32-year-old’s consistent displays in his comeback season after two years in rallying have lifted him to third in the standings with seven races remaining. Raikkonen arrived in Singapore yesterday to pursue his long-shot title challenge on the city-state’s street circuit and try to close the 38 point gap on Ferrari’s championship leader Fernando Alonso. McLaren’s Lewis Hamilton, winner of two of the last three races, is just one point ahead of the Finn. With talk of Hamilton mulling a move from McLaren to Mercedes dominating paddock gossip, and Alonso’s under-performing team mate Felipe Massa out of contract at the end of the year, Raikkonen’s future has come into focus.
“I have a good relationship with the team...people are pushing 100 percent and they are real racing people not so much politics, they want to do well in the races and that is a good starting point,” said the tired-looking Finn. “I enjoy working with the people, very nice and I’m happy here but you never know what happens in the future but right now I’m happy with what’s going on,” he added. Raikkonen enjoyed five solid years with McLaren from 2002 and twice finished runner up in the championship before he switched to Italian giants Ferrari where he collected his sole title and left at the end of 2009 to go rallying. Lotus team owner Gerard Lopez said this month that Raikkonen was happy to stay at the former Renault outfit, who were embroiled in one of the sport’s biggest scandals after it emerged they had asked their driver Nelson Piquet junior to crash on purpose in Singapore in 2008 for tactical reasons. Raikkonen also crashed under the floodlights on the narrow, twisty street circuit
that year but did set a race lap record that still holds. The Finn, with six podium finishes this year, expected a tough race again on Sunday night. “It is quite hot and humid here and of course a bit different with the evening race than normal, it is a challenging circuit but hopefully we can do well,” he said. “It’s a street circuit so it always makes it a little bit more tricky when you try to get the best out, if you make a little mistake, there is a big chance to hit the wall, in a normal circuit you have some run off areas.” Hamilton and Alonso have each won three races this year with Raikkonen yet to triumph since he began his comeback. However the Finn has finished his last 10 races in the points, his best scoring run since Ferrari in 2007/8. “Winning is the easiest way to achieve the championship, but unfortunately I haven’t been able to win this year but we have been putting ourselves close to there, giving us a chance at least...we haven’t made any big mistakes,” the Finn said.

AUSTRALIA coach Robbie Deans has opted not to replace Quade Cooper in his squad for the last two Tests of the Rugby Championship despite losing his first choice flyhalf to injury for the rest of the competition. Cooper will miss the Tests in South Africa and Argentina after scans this week revealed he needed a further operation on the knee he had reconstructed after the World Cup last year. Deans will instead trust in the versatility of his other backs with three members of the 28-man squad - Berrick Barnes, Kurtley Beale and Mike Harris - all familiar with the flyhalf position.
DAVID Haye is to apply for a British boxing licence as he bids to line up a bout with WBC heavyweight champion Vitali Klitschko. Haye, who lost his WBA heavyweight title to Vitali’s younger brother Wladimir in Hamburg last year, fought fellow Briton Dereck Chisora in July under a licence provided by the Luxembourg Boxing Federation. Chisora’s British licence was withdrawn after the pair’s infamous brawl in February. AC Milan gave supporters a cruel reminder of what they were missing when the San Siro’s giant screen showed Zlatan Ibrahimovic and Thiago Silva scoring for Paris St Germain during Tuesday’s Champions League ties. Offloaded to help Milan try to balance the books, the pair helped their new club to cruise to a 4-1 win over Dynamo Kiev while their former team-mates were labouring to a dismal goalless draw at home to Anderlecht. Coach Massimiliano Allegri, who also lost forward Antonio Cassano when Milan swapped him with Inter’s Giampaolo Pazzini, appeared to be clutching at straws as he tried to put a brave face on a shocking performance. “In the first half we made a lot of mistakes technically and in the second half we had four goal-scoring chances,” he told
reporters. “Of course you need goals to win games but we took a small step forward and I’m happy with what the players did.” Allegri has tried to remain upbeat while seeing his squad disbanded throughout the summer, although his team’s formation did not help the situation. The coach fielded Pazzini and Urby Emanuelson in attack with Kevin-Prince Boateng just behind them and Mathieu Flamini and Antonio Nocerino on the flanks. With the other midfielder Nigel de Jong concentrating on a purely destructive role, the plan left a huge gap in the centre of Milan’s midfield. Milan had huge problems playing the ball out of defence, passes went astray and the San Siro became ever more restless. De Jong, heralded by chief executive Adriano Galliani as the missing link in the Milan team when he was signed
from Manchester City, did little more than pass the ball sideways against Anderlecht and in practice acted as a fifth defender. In contrast, Anderlecht’s midfield were slick and passed the ball crisply, although they had trouble converting their neat approach work into scoring chances. Galliani has repeated that Milan had no option other than to sell Ibrahimovic and Silva as the club could no longer afford their wages. Earlier this week, he told French media that Ibrahimovic had wanted to stay at Milan and the Swede was no longer speaking to him. “At the end of last season he came to me with his agent Mino Raiola and I assured him that he would stay. But the board had some discussions and he was sold,” said Galliani. “Since he went to Paris, he hasn’t spoken to me anymore. He is right though as I didn’t keep my word.”
CYPRUS champions AEL kick off their Europa League Group C campaign against Borussia Monchengladbach this evening at the GSP Stadium in Nicosia at 8pm. While this is AEL’s first encounter with German opponents, Borussia faced Enosis Pezoporikou Amol, who would later merge with Pezoporikos Larnaca to form AEK, in the 1970/71 European Cup first round. Enosis Pezoporikou Amol played the home leg in the German city of Augsburg and lost 6-0, before visiting Monchengladbach for the second leg where they lost 10-0 - which remains the biggest win in UEFA competition for Borussia. Despite dismay following an unexpected 3-2 Bundesliga home defeat to Nurnberg, Borussia’s sporting director Max Eberl hopes his team can recover their form in Europe: “The Europa League is a different competition than the Bundesliga, so it is a very different game. In Cyprus, it will be relatively hot, not only because of the temperature, but also because of the fans,” he said. “The Bundesliga is an important competition in Europe and we have a good team, but AEL have beaten Partizan Belgrade in the Champions League qualifiers and then failed narrowly against Anderlecht. No one should take them lightly.”
Omonia and Larkou part company OMONIA have announced that Neophytos Larkou has been released from his contract by mutual consent, with his assistant Sophocles Sophocleous and conditioning coach Alejandro Caceres shaping up to be the leading candidates to take over as a coaching partnership. During 17 months spent at the helm of the Nicosia giants, Larkou captured two national cup titles and the Super Cup trophy after a convincing 5-3 win over defending league champions AEL in mid-August. City twice led Champions League rivals Real Madrid before slipping to a dramatic 3-2 defeat in the Bernabeu. “You can’t go 2-1 up with five minutes to go and lose the game,” Hart was quoted by BBC Sport as saying. “We can only blame ourselves.” But Mancini responded: “I agree but I think Joe Hart should do his job. I can criticise the team not Joe Hart.” The Italian added: “Joe Hart should stay as goalie. I am the judge, not Joe Hart.” City had to withstand some intense pressure before substitute Edin Dzeko gave them the lead on 69 minutes. Marcelo equalised for Real Madrid seven minutes later only for the Spanish side to fall behind again when Aleksandar Kolarov’s free-kick curled in after 85 minutes. But Karim Benzema and Cristiano Ronaldo both found the net in the final three minutes to give the La Liga champions a thrilling victory. “We dug deep, got a lead
twice and we lost it, so we can only blame ourselves,” Hart said. “It’s hard to come off the field after losing 3-2 and be positive. I’m really sorry. “We’re not a team that should come here and pat ourselves on the back for doing well. We’re a team that gets results.” Mancini added: “It is difficult not because we lost - we can lose against a side like Real Madrid - but because with four minutes to go it was 2-1. “This is strange. I think we need to improve this situation. “Sometimes we go too deep. We made some mistakes and I don’t want us to continue defending like this. “In the first half, they played better than us but in the second half we played well and scored two goals. “When you score two goals here and are 2-1, you should pay more attention.” Mancini also believes his Premier League champions cannot use a lack of European experience as an excuse for the defeat. “We can’t continue to talk about experience,” he said. “We have good players who play for their international teams. They play a lot of
games. “I think I am happy for our performance in the second half but I think we can improve and we should be disappointed that we lost.” Despite this being only City’s second Champions League campaign, firstteam coach David Platt says they can take no comfort from having come so close to earning a positive result at the Bernabeu. “We won the league last year and the cup the year before that, so we go into every football match wanting to get something out of it,” Platt said. “Scoring two goals at the Bernabeu means very little because we’ve taken no points. We have to analyse and see where we can do better because we have to do better. We’re conceding too many.” City were eliminated after the group stages last season and Mancini is determined to avoid a similar fate this time around. “We have five games left in the group and it is important we beat Borussia Dortmund at home next,” said the Italian. “It will be difficult as they are a top team but this year we want to go through.”

The victory against the English champions has transformed a club on the verge of crisis into a team full of belief they can secure the 10th European title that has eluded
them since 2002. Mourinho launched a series of stinging attack on his players after the La Liga setbacks but after wildly celebrating Ronaldo’s goal the Portuguese told reporters Real could scarcely have played better. “In Seville (on Saturday) we had players who did not win a ball in 90 minutes,” he said. “Today was the opposite. The team was solid, compact, recovered balls and were committed to play aggressively. “Real Madrid wants that historic tenth title and we will fight for it.” Concern in the Spanish capital about Real’s early-season wobble was exacerbated by Ronaldo’s revelation at the start of this month that he was “sad” for professional reasons. The Portugal forward’s bombshell prompted speculation he was seeking an improved contract and could even leave the club that made him the world’s most expensive player when they bought him from Manchester United for 94 million euros three years ago.
Ronaldo’s comments about his state of mind came after he refused to celebrate the two goals he netted in a 3-0 win at home to Granada. Tuesday’s winner, his 39th Champions League strike and his 151st goal in 151 appearances for Real, prompted a typically flamboyant reaction and he was mobbed by jubilant team mates. He was asked whether it had been important for him to connect with the Real fans again. “To be honest, I haven’t thought about that at any time,” he told reporters. “What happened in the past doesn’t matter. What matters is the present and the present is good. People are happy and pleased.” Asked how he was feeling, he replied : “That doesn’t matter.” Real’s next game is at city rivals Rayo Vallecano on Sunday, when they can begin the process of trying to close the eight-point gap to arch leaders Barcelona, who have won all four of their La Liga matches.
MALAGA’S Qatar-backed project has had its ups and downs but Tuesday’s thumping 3-0 win over Zenit St Petersburg in their Champions League group stage debut proved the players have not lost their focus, coach Manuel Pellegrini said. Promising Spain under-21 midfielder Isco scored either side of a goal by the club’s new signing Javier Saviola as the La Liga side put the big-spending Russians to the sword at the Rosaleda and put themselves atop Group C. “The team is working well, with a lot of internal motivation to make a project that has stumbled at times work and this is the best way to do it,” Pellegrini told a news conference. “The team put in a good performance against a great opponent who never gave up,” added the Chilean. “The team is very focused on what it is doing.” Malaga qualified for Europe’s elite club competition for the first time after finishing fourth last season following some hefty investment by owner Sheikh Abdullah Al-Thani, a member of the Qatar royal family. Al-Thani appeared to scale back his ambitions for the Andalusian club this summer when they announced an ‘internal restructuring’, sold several of their best players and brought in some cheaper replacements. The uncertainty off the pitch does not appear to have affected the performance of the team, second in La Liga after four matches, basking in the glory of Tuesday’s impressive debut in the Champions League group stage. Argentine Saviola, who promised much early in his career but failed to live up to high expectations, was on the scoresheet for a second straight game after netting one and setting up a second in his first start for the club, a 3-1 La Liga win against Levante on Saturday.

HELSEA blew a twogoal lead as their defence of the Champions League got off to a breathless start against Juventus last night. Oscar looked set to enjoy a dream European debut with a stunning first-half double but the Italian champions ruthlessly exposed the holders’ defensive deficiencies to snatch a draw at Stamford Bridge. Arturo Vidal pulled a goal back before the break and, after Eden Hazard was denied what appeared a penalty, Fabio Quagliarella came off the bench to equalise and was a lick of paint from completing a sensational turnaround. That would have been cruel on Chelsea but - as in their UEFA Super Cup thrashing by Atletico Madrid - they left themselves exposed enough to make such an outcome possible. It was all looking so good after 33 minutes of what Roberto Di Matteo yesterday dubbed “Mission: Impossible”. His Midas touch in the competition was in evidence again after the shock selection of Oscar, who he admitted the club might not have convinced to join them had they not ended their agonising wait for Champions League glory. That proved a prelude to a combative first half-hour, which left David Luiz with a bloody nose and Vidal needing treatment on a knock. The quality of football on show was not exactly what Chelsea owner Roman Abramovich had paid £80 million to see but there were glimpses of the drama to come.
Luiz was under just enough pressure to steer Frank Lampard’s corner straight at Gianluigi Buffon, while Fernando Torres wasted a great breakaway opportunity after robbing Andrea Pirlo, who is said not to have had a great start to the season by his high standards. Torres, looking more lively than in his wretched performance at QPR on Saturday, also went close with a header but Juventus carved out the first clear chance when Andrea Barzagli’s crossfield ball
put Claudio Marchisio one on one with Petr Cech, who came flying out to smother. Mirko Vucinic should have also done better than fire Vidal’s pass into the sidenetting when clean through in the 29th minute and he was made to pay dearly in the next four minutes. Oscar, who had almost looked like he had been picked to shadow Pirlo, found himself in space 25 yards out and unleashed a drive that Gianluigi Buffon would surely have saved but
for a telling nick off Leonardo Bonucci. If the first was lucky, the second was sublime, Oscar expertly controlling Ashley Cole’s pass with his back to goal before spinning and unleashing an unstoppable dipping curler into the top corner. But Juve are not 42 games unbeaten in Serie A for nothing. Marchisio almost broke through again and Vidal fired over before taking full advantage of slack defending
to drive a low left-foot shot into the bottom corner. Hazard wasted another breakaway before half-time, after which Chelsea cranked up the pressure, with Branislav Ivanovic’s dipping shot just kept out by Buffon. The goalkeeper also beat away Lampard’s driven freekick before the home side were denied a penalty when Hazard surged into the box and went down under a clumsy challenge from Barzagli. Referee Pedro Proenca simply told Hazard to get up and he arguably made another mistake when booking Ramires for a perfectly clean tackle. Vidal deservedly saw yellow for hauling back Oscar but Juve were suddenly on top, Chelsea resorting to the sort of counter-attacking tactics that served them so well last season. Ramires was withdrawn for Ryan Bertrand before Oscar - who was stood on making a tackle - departed for Juan Mata. Juventus responded by sending on Quagliarella for Sebastian Giovinco, who was actually looking a real threat. And after Hazard and Mata almost combined to finish the contest - the latter blasting into the side-netting - the Juve substitute equalised. It was another defensive horror show from Chelsea, Luiz hopelessly out of position as Quagliarella burst into an acre of space between John Terry and Ivanovic to steer Pirlo’s through-ball between Cech’s legs. It was a nerve-jangling finish and Quagliarella was desperately unlucky not to complete an incredible turnaround when his left-foot curler clipped the crossbar.

DARREN Fletcher returned from his careerthreatening bowel condition as Manchester United scrambled to an unconvincing Champions League win over Galatasaray at Old Trafford last night. It was the Scot’s first appearance since November 22, although he had been battling against the
problem for eight months before that. At one stage, Sir Alex Ferguson admitted he feared whether Fletcher would ever resume his career. Fletcher’s arrival for Paul Scholes 11 minutes from time brought a deserved standing ovation, and was one of the few high points of a difficult evening for the hosts, who collected the victory but little else of note. Michael Carrick’s first Champions League goal in three years after just seven minutes proved enough, with United missing yet another penalty, their third of
the season, through Nani. Galatasaray were desperately unlucky, failing to get a clear penalty before United struck, hitting the woodwork twice before being denied by David de Gea’s excellent double save and then having another spot-kick claim waved away in stoppage time. Such was the significance of Fletcher’s presence on the United bench that it even overshadowed Robin van Persie and Shinji Kagawa both being given their European debuts. Both were involved in Carrick’s early opener. Initially, Van Persie thread-
ed a pass through to the midfielder. It was Kagawa who got the main credit though, slipping a return pass beyond the visitors’ defence. Carrick stepped inside goalkeeper Fernando Musiera and even though the goalkeeper tripped him, the England man was able to steer the ball in.
