HIRTEEN days before the presidential elections, which he is not contesting, President Demetris Christofias yesterday appointed a deputy Central Bank governor – a position reserved by the constitution for Turkish Cypriots which has been vacant for the past 50 years – sparking a storm of controversy. Christofias said the appointment of senior director Spyros Stavrinakis was necessary due to the Central Bank’s increasing obligations, rejecting suggestions it that it was politically motivated. It was a rather unexpected appointment, with information of the government’s intentions only reaching the public domain late on Saturday evening. Presidential frontrunner, DISY leader Nicos Anastasiades, said the appointment was unconstitutional, unacceptable and that he would revoke it if elected this month. But Christofias said the move had been necessary. He said Stavrinakis was not a leftist but a “conscientious Central Bank official” whom Central Bank Governor Panicos Demetriades found necessary to have by his side. Stavrinakis, who has been with the Central Bank for the past 35 years, thanked the president for entrusting him with the position and warned that the island’s troubles were still ahead. “The challenges faced by Cyprus’ financial system are unprecedented and historical and probably the biggest since 1974,” he said. Stavrinakis, who had been
sidelined by the previous governor, Athanasios Orphanides, was upgraded as soon as Demetriades took over last year. He will now hold a position that no other governor or administration deemed necessary to fill in the past 50 years. The deputy attorney general and deputy auditor general positions have also been filled in the past using the same law. This was made possible by invoking the law of necessity, passed after the Turkish Cypriots abandoned parliament and their positions in the government in 1960s, basically to enable the state to function properly even if certain acts conflicted with the constitution. Article 118 of the Constitution, drafted in 1960, states: “The President and Vice-President of the Republic shall jointly appoint two capable and suitable persons as Governor and deputy Governor of the Bank of Issue, in compliance with the rule that the Governor and deputy Governor shall not hail from the same community.” The article goes on to say that the same applies in the event the Bank of Issue is converted to a Central Bank. Asked about this yesterday, Attorney-general Petros Clerides provided an ambiguous answer: he said the law of necessity could be invoked to legitimise the appointment of a deputy Governor, or it could not. This was because appointments are by nature “political,” Clerides added, and as such it is more a question of “the workings of democracy.” In his opinion, such matters

A KING of England who was cut down on the battlefield during one of the country’s bloodiest periods was buried under a modern-day car park, say academics. Following a long wait it was yesterday announced the remains of a man buried on the site in Leicester are those of the last Plantagenet king, Richard III. After suffering at least two fatal head wounds, tests on his skull and body showed evidence he was brutally hacked, presumably by the victors, after falling and dying on the battlefield in 1485. Reviled in the history books and by William Shakespeare, for his perceived weakness and hunch back, archaeologists found evidence of a man with curvature of the spine and a slender, almost feminine frame. Following extensive tests, Richard Buckley, dig project leader, said: “It is the academic conclusion that beyond reasonable doubt, the individual exhumed at Grey Friars in September 2011 is King Richard III the last Plantagenet king of England.” The remains, which had lain almost totally undisturbed less than a metre below ground for more than 500 years, will be interred in the city’s cathedral. The find has provoked many academics to call for a revision of Richard’s achievements.

New cancer cases reach 3,000 a year By Peter Stevenson THERE are around 3,000 new cases of cancer a year in Cyprus, Health Minister Androulla Agrotou revealed yesterday in a speech to mark World Cancer Day. According to the minister, cancer has become an epidemic with one in three Europeans likely to develop the disease at some stage of their lives. “Cancer is the second most frequent cause of death in Europe and has increased on a global scale,” she said. “In some countries it is now the first cause of death, surpassing cardiovascular diseases,” she added. She revealed that the Council of Europe had decided in June 2008 to take measures

Adamos Adamou, issued an action plan against cancer,” she added. “The committee worked hard and systematically in reaching many goals, with the ministry developing exceptional health treatment programmes based on healthy lifestyle choices,” she continued. “At the same time, the programme to promote health in different communities has been wholeheartedly accepted by the public,” she concluded. She went on to explain that the screening process for breast cancer was being con-
tinually improved with the introduction of a hi-tech digital mammography machine. “Cypriot women today are in a privileged position compared to many others in Europe,” she said. Speaking about the digital mammography method she mentioned that it enables better visualisation and even the smallest changes in the morphology of the breast can be seen with the additional advantage of less radiation exposure to women. “Each medical centre has been given the new technol-
ogy of tomosynthesis,” she said. “Which is the possibility for realistic tumour imaging in thin slices through digital media, to enable a detailed study of the separation from the surrounding tissue,” she added. Agrotou revealed that a new test will be undertaken, starting from the Larnaca district, in an attempt to find people who could possibly be suffering from cancer of the colon. “The programme follows European guidelines and offers free stool sample examinations, in order to de-
tect blood which is not visible to the naked eye, to men and women aged between 50 and 69,” she said. “In cases of positive results, citizens will be offered a free colonoscopy and a biopsy of the sample,” she added. On the subject of treatment, the minister said that the health ministry had all of the modern treatments and techniques available, so patients would not feel deprived in comparison with other European citizens. She ended her speech by revealing that the action plan had prioritised the creation of two centres, one to help the prevention of breast cancer and the other to prevent any gastrointestinal cancer, which are the two most common cancers.
‘Lack of communication’ led to confusion over miscarriage at hospital By Peter Stevenson A SERIES of misunderstandings was responsible for a pregnant woman being told by hospital staff that she had suffered a miscarriage when she hadn’t, Health Minister Androulla Agrotou said yesterday. Maria Stylianou, 26, who was in her eighth week of pregnancy, lodged a complaint recently after she believed she was told by doctors at the Makarios Hospital that she had had a miscarriage. “She (the doctor) was absolute about what she was saying,” Stylianou told Sigma television at the time. “She announced it was a miscarriage.” Stylianou said she left the hospital distraught but was later convinced to visit a private gynaecologist who ascertained there was nothing wrong with the embryo. Agrotou yesterday revealed the results of an investigation carried out by an experienced gynaecologist. According to the report, an ultrasound which was carried out on January 21, 2013 on the pregnant woman, showed an endometrial gestational sac without foetal elements.
As the ultrasound was unable to display foetal data or to show any heart function as expected in a seven-week pregnancy the woman was instructed to take a large amount of a chorionic hormone over the next 48 hours. She was told to come back two days later when the effects of the hormone would give the doctors a clearer picture. The report said the doctors involved had given assurances that at no point did they recommend that the woman terminate her pregnancy despite their concerns at the ultrasound scans. The gynaecologist who compiled the report said that although a heartbeat can be found in a six to seven week old foetus, it is often misdiagnosed, and that the absence of a heartbeat does not necessarily mean there has been a miscarriage. In response to the question, why was a heartbeat not found at the Makarios Hospital on the same day that one was found at a private clinic, the gynaecologist answered that the private doctor the woman visited was an ultrasound specialist and had hitech equipment. The report reached two conclusions. The first concluded

The report suggested they could have asked the woman to come back for testing in 48 hours without revealing their concerns. The second conclusion stated that the doctors had little experience with ultrasound, and that the equipment used was slightly dated. The report said that the hospital
does have newer equipment and the doctors could have referred the woman to a more experienced colleague. “We express our sympathy towards the woman, and the whole issue will be examined by medical services and the public health service, which has been instructed to take measures to prevent similar incidents,” Agrotou said. “There was a miscommunication with the woman, resulting in her getting upset and although the Makarios Hospital has the capabilities to carry out an ultrasound through an
experienced doctor, it didn’t happen,” she added. Agrotou said that the doctors would have been held responsible if the examinations they had carried out were not the appropriate ones. “What the doctors wanted to ascertain was if the sac was empty,” Georgiou said. “It’s a fact that between the sixth and seventh week of pregnancy there is a possibility that a heartbeat might not be found,” she concluded. Agrotou also said she had ordered an investigation into the recent case of a dead foe-
tus which was disposed of as medical waste at Limassol General Hospital instead of being sent to the morgue for burial. A pregnant woman visited the hospital because she had stopped feeling her baby move. The foetus had died at 21 weeks, and the woman had an operation to have it removed. Under regulations a foetus less than 20-weeksd old would be disposed of as medical waste. Agrotou said an investigating officer would be assigned today at the latest.

AG says probe to start into DISY boss’ law firm
CYPRUS TODAY Spate of burglaries A SPATE of burglaries over the weekend has seen Limassol police step-up its investigations after around €78,800 in cash and jewellery in total was stolen in three separate incidents. The first incident was reported by a 47-year-old woman who told police that between 5.10pm and 7.15pm on Saturday her house was burgled and the contents of her safe were taken. Some €1,000 in cash and jewellery worth €36,900 were stolen. The second incident was reported to police by a 53year-old woman who said that between 9pm on Saturday and 1am on Sunday, someone broke into her flat and took various items of jewellery and €4,000 in cash, totalling around €23,650. The third incident was reported by a 60-year-old woman who said that between 7pm and 9pm on Saturday her house was burgled and the amount of €18,250 in jewellery was taken.
The investigation has been requested by Anastasiades after allegations were made about firm’s ‘dodgy dealings’ By Elias Hazou ATTORNEY- GENERAL Petros Clerides said yesterday the unit for combating money laundering (MOKAS) would probe allegations of dodgy financial dealings implicating the law firm of presidential candidate Nicos Anastasiades. The investigation is being launched at the request of Anastasiades, the top law enforcement official clarified. Clerides said Anastasiades had contacted both he and MOKAS, supplying the latter with documentation to help with the investigation. Two investigators from MOKAS would be appointed to look into the allegations, said Clerides, adding that the findings should be in by February 17 – the date of the first round of elections – as also requested by Anastasiades. Responding to newsmen’s questions, Clerides hinted the findings would be made public. Earlier in the day, Anastasiades’ election HQ released a statement saying they had asked authorities
to investigate the allegations. The request was deliberately made to clear Anastasiades’ name, the statement said. It was obvious the claims were part of a mudslinging campaign in light of the elections, it added. The statement was issued after AKEL leader Andros Kyprianou prodded Anastasiades to come clean on the media reports. “DISY and his cohorts daily pretend to be incorruptible, caretakers of the Constitution and flagbearers of transparency and meritocracy,” Kyprianou said. “Yet not a word about the loan dealings concluded by Mr Anastasiades’ law firm. Why is that? Does it not bother them, especially at a time when Cyprus is unjustifiably being accused of engaging in money laundering?” The matter came to the fore after Greek website ‘Pandora’s Box’, which deals in investigative journalism, linked Anastasiades’ law firm to allegedly suspicious dealings, among them with Russia’s Sobinbank. The website said two

Army exercise Anastasiades on the campaign trail: he wants probe finished before elections Cyprus-registered companies with a share capital of a few thousand euro somehow managed to get loans worth millions from the bank. Anastasiades’ law office acted as nominee shareholders for these companies. It went on to ask why Anastasiades would have dealings with a Russian bank with a tainted track record. In September 2000, citing US court papers, Reuters and the Wall Street Journal reported that Sobinbank was at the heart of a massive money laundering scheme in which Russian businessmen and mobsters illegally funnelled about $7 billion through accounts at the Bank of New York Co. Inc. Responding, Nicos Chr. Anastasiades & Partners said the initial loan agreement with the Russian bank was concluded with Consulco Ltd, a Cyprusregistered company that had no link to their own law firm. The deal for the €9.9 million loan was signed on 29
October 2007 by Consulco Ltd acting on behalf of Evalesco Holdings Ltd, the sole shareholders of the foreign company which secured the loan. On 14 November of the same year, Evalesco Holdings Ltd asked Anastasiades’ law firm to transfer its shares (by trust) to Compaservus (Nominees) Ltd and Mareplex Services Ltd, companies owned by the Anastasiades law office. Thus the loan deal predated the contentious transfer of Evalesco’s shares to companies controlled by the Anastasiades law firm. Moreover, the assets of the foreign company that got the loan are “15 times” the size of the actual loan, the law firm pointed out. Another allegation by the Greek website concerned the sale of the shares of a Cyprus-registered company - Makra Investments Ltd - for US$50m whereas its initial share capital was worth a few thousand euro. was registered by the Anastasiades’ law firm and ultimately owned by a firm of which the shareholders were Anastasiades’ wife and Anastasiades’ two partners in the law firm. Makra was founded in November 2003 as an offshore company. In an evidently loaded comment, the website observed that the deal went through around the time of the referendum on the Annan Plan. Hitting back, the Anastasiades law office said Makra Investment Ltd’s shares were transferred to auditing firm PriceWaterhouseCoopers on February 5, 2004. A month later, on March 12, and on the instructions of PriceWaterhouse Coopers, some US$50m worth of Makra’s shares were sold via Compaservus in its capacity as escrow agents for Makra. Calling the allegations “malicious” and “guided,” Anastasiades’ law firm threatened to sue the website should it pursue the story.

Woman dies A 69-YEAR-OLD woman who tumbled down the steps outside a church in Lakatamia on Friday night succumbed to her injuries early on Sunday. Under circumstances which are being looked into by police the woman, slipped and fell hitting her head. She was taken to Nicosia General Hospital where she remained in the Intensive Care Unit overnight. She passed away at 9am on Sunday, police said.

Home Protesters block off chemical factories in Nisou area, citing health concerns THE RESIDENTS of Pera-Chorio Nisou closed off two chemical factories on Sunday, found within the village’s residential area, which are supposedly responsible for serious health problems being experienced by many villagers. The demonstrations began on Sunday and continued yesterday with residents closing-off the entrance to the factories which produce chlorine and paint. “It is time for the residents to take action to protect their own health,” Green Party MP Giorgos Perdikis said. Perdikis who was present at both Sunday and Monday’s demonstrations told reporters he believed that it was time for the people of the village to stand against the threat to their health and to their quality of life. “According to the recent Ombudswoman’s report, government departments did not manage to protect the residents from the factories’ illegal actions and

they have every right to protect themselves and their health,” he added. Perdikis explained that in the recent Ombudswoman’s report, there were many omissions by government departments which allowed the unchecked operation of the two chemical factories within the village’s residential area, resulting in an increase in cancer cases in the area. The residents have said they would continue their demonstrations with a possible indefinite closing off of the factories unless their demands for the government to shut them down and move them to an industrial area are met. Perdikis revealed that a plot of land has been assigned to relocate the chlorine factory but without financial help from the government it would be impossible to build a new factory there. Local students and organised members of the community all took part in the demonstrations.

Eight proposals for interim gas supply received Supply should begin no later than early 2015 and up until September 2018 By Elias Hazou THE Natural Gas Public Company (DEFA) has received eight proposals from companies interested in supplying the island with limited quantities of natural gas. The deadline for the submission of proposals was yesterday. Cyprus is seeking to secure short-term supplies of the fuel not exceeding 1.2 billion cubic metres per year as a stop-gap solution until such time as it can bring ashore its own gas. Under the terms of the call for expression of interest, actual supply of gas should begin no later than early 2015 and up until September 2018. Having initially received 17 expressions of interest, DEFA shortlisted 14 companies that met the minimum criteria. In January of this year, DEFA sent these companies the tender documents so that they would submit their proposals by February 4. Negotiations leading to the selection of a supplier are expected to take some weeks. DEFA reiterated yesterday that the details of the bids
were bound by a confidentiality agreement between itself and the interested parties. In addition to supplying the fuel, interested parties must also make all infrastructure arrangements. In terms of technology the tender is open-ended: liquefied natural gas (LNG), compressed natural gas (CNG), or any other technology. The top criteria are time and cost. DEFA has said it reserves the right not to conclude any deal should it decide that the price of electricity generated by natural gas will be higher than that currently produced from diesel. Commerce Minister Neo-
clis Sylikiotis explained earlier that the approximate date of January 2015 - by which the island should generate power from natural gas - was set for two reasons. The first was to allow time for the necessary receiving infrastructures to be built and go online. Secondly, the EAC has undertaken to begin electricity production from natural gas by 2015 as a condition for qualifying for a €130m loan from the European Investment Bank. Last year the bank agreed to finance the EAC for the construction of unit 5 at the Vassilikos power plant to boost electricity supply on the island.

EU has Cyprus leverage, but will it use it? So far no one has linked a Cyprus bailout to a diplomatic settlement on the island By Paul Taylor FOR THE first time since Cyprus joined the European Union nearly a decade ago, its partners have financial leverage to press for a settlement of the island’s almost 40-year division. Yet there is no sign that Brussels is preparing to use its advantage to achieve a reunification that narrowly eluded negotiators when Cyprus joined the EU in 2004. Indeed the most powerful member states, Germany and France, may be content to see the frozen Cyprus conflict fester rather than deal with the potential consequences of a resolution that would bring Turkey closer to EU membership. Nicosia desperately needs around €17 billion from its euro zone partners, equivalent to a whole year’s economic output. That amounts to €19,722 for every man, woman and child in the government-controlled part of the island. This ought to give Brussels a crowbar to pry the Greek Cypriots into co-operating with the Turkish Cypriots on a loose bi-zonal federation of the kind proposed by then UN Secretary-General Kofi Annan in 2004. At the time, the Turkish Cypriots voted in favour of the Annan plan, encouraged by Turkey. Safe in the knowledge that they would be admitted to the EU even if they spurned the reunification blueprint, the Greek Cypriots rejected the Annan plan in a referendum a week before they entered the Union. EU officials and especially Guenter Verheugen, the bloc’s enlargement commissioner at the time, felt betrayed. “The understanding was quite clear when we gave Turkey candidate status in 1999 and even clearer when we concluded nego-
tiations with Cyprus in 2002: the Greek Cypriots would not allow the peace plan to fail, and if it failed due to the Turkish Cypriots, then Cyprus could join,” Verheugen told Reuters in an interview. “We came very close. The problem was that in the end, we didn’t have any leverage over the Greek Cypriots any more since they knew they would join anyway,” said Verheugen, now honorary professor of European governance at the Europe University in Frankfurt-an-derOder in Germany. it would be politically dangerous to apply diplomatic pressure by exploiting Cyprus’s economic plight. Any linkage could backfire and benefit hardline nationalists on both sides, they warn. Sceptics say it suits Berlin and Paris just fine to keep the Cyprus problem in longterm stalemate, because that prevents Turkey advancing towards the EU’s door. “Europe itself is divided on the Cyprus issue. There are several countries that have no interest whatsoever in solving the problem because Turkish accession would be moved forward,” said a former mediator on the island, who spoke on condition of anonymity because he is still involved in diplomacy. The United States used to be actively engaged in trying to settle the Cyprus dispute, which it saw as a potential flashpoint for instability in the eastern Mediterranean. But US interest in twisting arms seems to have waned since Cyprus found large amounts of natural gas beneath its waters and began working co-operatively with Israel, Washington’s biggest regional ally, to tap the offshore wealth. The seabed bonanza may eventually help Nicosia out of its bailout problems. One way of paying off rescue loans may be to borrow against future gas revenues due to start flowing in 2019. At that point, any incentive to reach a settlement with the Turkish Cypriots may evaporate in a haze of gas. So if European countries want to wield some influence, it’s now or never. While Brussels may temporarily have more leverage over the Greek Cypriots, its sway over Turkey has shrunk, and the Turkish Cypriots elected hardliner Dervis Eroglu in 2010. He favours independence for the ‘TRNC’. “Turkey is in no way as willing to compromise as it was in 2004,” the former mediator said. This is partly because few

going to take a long time to reach it, if it (ever) happens.” While the EU process had been very effective in drawing in investment, full membership “is less of a target for us now because some of the things being done in the EU we don’t agree with too much,” Babacan said, citing what he called choking labour market regulation. So far no one has linked a Cyprus bailout to a diplomatic settlement, meaning that possibly the last chance of a Cyprus settlement may go begging for lack of European interest. THE island’s two big banks seem to support a proposal to appoint a mediating committee to look into allegations that people were misled into buying high-yield bonds, effectively losing their money after a write-down of Greece’s debt caused Bank of Cyprus (BoC) and Popular’s huge losses. Phivos Mavrovouniotis, the head of the association of investors said the banks backed a proposal to have a foreign mediator who, along with Cypriot judges, would examine individual cases. BoC and Popular stopped paying interest for the high yield securities after a Greek sovereign debt write-down in late 2011, but many investors claim they were not told this was a possibility. Last year, the securities and exchange commission (CySEC) said banks followed regulations by listing the risks, but allowed for the possibility that people were not informed by those selling the product. According to a leaked Central Bank probe, it appears the banks tended to stress to investors the benefits of a high yield but downplayed, or omitted mentioning, the risks. BoC has proposed paying investors a premium to mitigate the loss – details will be announced in the next few days. “There will be a big loss (based on the banks’ proposals) to the bond holders so each one will have the right to go to the arbitration committee,” Mavrovouniotis said. “The Bank of Cyprus, as they told us, is prepared to pay compensation” if the committee finds an investor had been mislead. Last week, dozens of angry investors stormed the BoC HQ in protest.
Building permits A DECREASE of 3.5 per cent was recorded in the number of building permits between January and November 2012 compared to the same period in 2011. According to the Statistical Services. the number of building permits authorised by municipal and district authorities during November 2012 stood at 554. The total value of the permits reached €148.3m, and the total area 143,800 square metres. The permits provide for the construction of 565 dwelling units. During January– November 2012, 6,701 building permits were issued, registering a decrease of 3.5 per cent compared to the corresponding period in 2011.

Fury over new deputy at CB Anastasiades said he would revoke the appointment if he was elected president (continued from front page) “should not be viewed in the narrow light of constitutional provisions.” Anastasiades meanwhile described the appointment as unacceptable and said he would revoke it if elected president. “What is happening 13 days before the departure of the current administration is inconceivable especially when we are talking about a position that remained vacant for a full 50 years,” Anastasiades said. He said the issue was “clearly political,” adding that the law of necessity was only applied when a service could not function. Reports suggested the appointment was made to pre-empt a similar move by Anastasiades, who, it has been rumoured, was planning to put his man there if elected. “This is absurd,” Anastasiades said. “If I had
such plans I would have said it in public.” Government spokesman Stefanos Stefanou said the appointment was legal and he also denied Stavrinakis was an Akelite. “Mr Stavrinakis is not AKEL. For many years he has been a director in the Central Bank, he is very knowledgeable of procedures and a very good associate of the Central Bank Governor,” Stefanou said. He added that the appointment was made in consultation with the Central Bank. The Central Bank said Stavrinakis was an excellent technocrat with many years experience and “under the current conditions there could not have been a better choice for this office.” The Central Bank of Cyprus was the only eurozone regulator that did not have a deputy governor. Russia ready to ‘soften’ loan terms By George Psyllides RUSSIA said yesterday it was considering extending the maturity of a €2.5 billion loan to help Cyprus manage its debt crisis, rather than offering a new loan. “We are ready for softening (of the terms)... Restructuring of the debt is possible and we’ll see about the rates.” Russian Finance Minister Anton Siluanov said. Hit by its exposure to Greece and shut out of international financial markets for nearly two years, Cyprus asked Russia last month to extend the five-year loan that Moscow provided Nicosia in 2011. Last year Cyprus also asked Russia for a new €5 billion loan. “We are more looking into the second option (extension),” Siluanov told journalists. He also reiterated Moscow’s position that the island would still need additional financial aid from Europe. “Our concessions will not solve the problem of Cyprus,” Siluanov said.
Last week, Cypriot Finance Minister Vassos Shiarly said he expected Russia to extend the maturity of the existing loan to 2022 from 2016. A draft memorandum of understanding between Cyprus and the EU and IMF says the island could need up to €10 billion to recapitalise its banks, undermined by an EU-sanctioned write-down of Greek government debt in early 2012. A company tasked with assessing the recapitalisation needs of Cypriot banks ahead of the bailout delivered its final report on Saturday. Details were not made public, but reports suggested the total amount PIMCO came up with was around €10 billion, something Cyprus was trying to avoid. The government and the Central Bank have been trying to convince PIMCO since a preliminary report came out in December. “Unfortunately the differences between the two sides remain,” Shiarly said. “A new discussion will follow until a common and final position
is found.” The minister said PIMCO promotes the worsecase scenario in the case of Cyprus’ bailout. “It is really adverse and very far from baseline scenario,” Shiarly said. The baseline scenario provides for €7.0 billion. On top of the €10 billion the government needs up to €7.5 billion for its own budget. On that basis, Cyprus’ total bailout, including fiscal requirements, could reach €17 billion to €17.5 billion, equivalent to the island’s annual economic output. Cyprus fears that a bailout on that scale could push its debt to unsustainable levels and prompt additional austerity measures, including privatisations of public companies. To make things worse, some euro one member states, notably Germany, have expressed unease at the island’s close business ties with Russia, and questioned its commitment to fighting money laundering. Cyprus says it has all the safeguards in place.

The 45-year-old, who became a national hero thanks to his performances and tears as England reached the 1990 World Cup semi-finals, started shaking uncontrollably at a charity event last week and footage has appeared in the UK media. “He won’t thank me for saying it but he immediately needs to get help,” agent Terry Baker told BBC radio. “Whatever’s happened to him in the five or six weeks since I saw him before Christmas he is not as well as he has been. His life is always in danger because he is an alcoholic. Maybe no one can save him - I don’t know. I really don’t know.” The former Tottenham Hotspur, Rangers and Lazio player was treated for mental illness twice in 2008 and has long battled alcoholism since his playing career. Baker said his breakdown at the charity event came after a friend had died in a medical facility while holding Gascoigne’s hand. Let this now be a break from the Tudor medieval mindset.” DNA recovered from the remains, radio-carbon dating, battlefield wounds found on the skeleton, and the link between what was found during the dig and what was mentioned in documentary sources from the period, combined to allow Leicester University academics to conclude the identity was “beyond reasonable doubt”. Richard was cut down at the decisive and bloody Battle of Bosworth Field in 1485, ending the Wars of the Roses and leaving Henry VII as the new king and first of the Tudor dynasty. At the time it was recorded that Richard was buried in Grey Friars, a friary in the city, following the battle. The church was demolished during the Reformation in the 16th Century and over the following centuries its exact location was forgotten. Despite this, a team of enthusiasts and historians traced the likely site of the friary. In August 2012, an excavation began in a city council car park - the only open space remaining in the likely area -which quickly identified buildings connected to the church. The bones were found in the first days of the dig. Archaeologists from the University

FEW monarchs in history have been so vilified and scrutinised as King Richard III. For centuries historians have put forward varying cases as to whether he should be remembered as a visionary reformer and brilliant administrator, or as an ambitious usurper and ruthless murderer. Described as “deformed” and “unfinish’d”, jealous, and ambitious hunchback in Shakespeare’s play Richard III, which was first performed in the 1590s, it is difficult to know if the man the playwright said battled on foot and cried out “A horse! a horse! my kingdom for a horse!”, is a true reflection of the king, or merely an act of creative dramatics. These days loyal Ricardians battle to repair Richard’s reputation but the traditional view is that Richard, while not as evil as Tudor historians said, was probably responsible for removing his nephews from the royal line.

Dr Turi King, project geneticist, said there had been concern DNA in the bones would be too degraded: “The question was could we get a sample of DNA to work with, and I am extremely pleased to tell you that we could.” Studies of the bones revealed the man was in his late 20s to late 30s - the king was killed when he was 32 - while radio-carbon dating revealed the male died in the second half of the 15th century or the early 16th century, which is consistent with the Wars of the Roses. ics called an “unusually slender build” for a male. The male had 10 wounds on his body, with two principal head wounds which were likely to have killed him - one delivered by a sword and the other likely to have come from a long-handled pole arm, thought to be a halberd. More gruesome was evidence of “humiliation” injuries, including several head wounds - part of the skull was sliced away - a cut to the rib cage and a pelvic wound likely caused by an upward thrust of a weapon through the buttock. Sir Peter Soulsby, mayor of Leicester, said moves were under way for the remains to be interred in the city cathedral next year. “The body will be re-interred in the cathedral, in whose shadow his remains have lain for 500 years.”
Under a page headed “Loyal to the truth” on The Richard III Foundation’s website is an extract that reads: “The prime sources of defamation of Richard are superstitious fiction, although this was not understood by some for centuries.” “By blaming Richard for everything, (Henry) Tudor escaped blame for anything for two hundred years, until people were at last free to pose questions.” The view from the Tudor side, differs somewhat. Historian Suzannah Lipscomb wrote in a BBC online article: “It is not surprising that for centuries Richard III has been synonymous with evil tyranny and physical deformity. “To argue otherwise has been to take on three of history’s greats - Sir Thomas More, William Shakespeare and Winston Churchill, all of whom argued that Richard had been a man with a crooked back and a crooked life.”

Former minister pleads guilty over driving offence FORMER British energy secretary Chris Huhne pleaded guilty yesterday to perverting the course of justice by persuading his then wife in 2003 to accept penalty points on her driving licence for a speeding offence he had committed. A senior member of the Liberal Democrats, the smaller party in Britain’s ruling coalition, Huhne resigned from his cabinet post in February 2012 when he was charged. He had remained a member of parliament but said after yesterday’s London court hearing that he would quit his seat. Huhne remains free on unconditional bail pending his sentencing, which judge Nigel Sweeney said would take place at an unspecified later date. The judge signalled to Huhne that he was likely to face a term in jail. “You should have no illusions whatsoever as to the sort of sentence that you are likely to receive,” Sweeney told Huhne after he entered a guilty plea. “Understood?” the judge asked Huhne, who nodded from the glass-walled dock at the back of the coutroom. At a court hearing a week ago, Huhne had pleaded not guilty to the same offence. His ex-wife Vicky Pryce, who was charged with the same offence at the same time, had pleaded not guilty at an earlier court hearing. Outside the court, Huhne said he would be standing down from his parliamentary seat in Eastleigh in southern England. “Having taken responsibility for something which happened 10 years ago the only proper course of action for me is now to resign my Eastleigh seat in parliament,” Huhne told reporters.
Banks will soon be forced to ring-fence retail operations By Laura Noonan and Matt Scuffham BRITISH banks that fail to shield their day-to-day banking from risky investment activities will face being broken up, finance minister George Osborne said yesterday. Britain is shaking up its system of bank regulation following the 2008 financial crisis, when the government poured 65 billion pounds of taxpayers’ money into rescues of Royal Bank of Scotland and Lloyds. The sector has also come under fire for rigging the Libor global interest rate, misselling insurance, breaking money laundering laws and paying bonuses widely seen as excessive. Banks were already expected to have to “ring-fence” operations such as standard bank accounts and payments from their riskier investment banking activities, which will hit major players such as Barclays, HSBC, and RBS. But Osborne said he was prepared to go further. “If
a bank flouts the rules, the regulator and the Treasury will have the power to break it up altogether - full separation, not just a ring-fence. In the jargon, we will ‘electrify the ring-fence’,” he said in a speech. The break-up of banks which fail to keep to the rules was demanded by members of parliament who reviewed government plans late last year. Under the new rules, the Bank of England will monitor whether banks ensure that risks taken by their investment banking arms do not endanger their retail divisions. If the central bank finds a breach, the government will make the politically sensitive decision on whether to employ the “nuclear option” of forcing banks to sell one of the two arms. Osborne said the government could punish directors of failed banks by banning them from the industry. “I want to see how we can strengthen the sanctions regime for senior bankers - for example, should there be a
PM plea to Taliban over Afghan talks DAVID Cameron issued a direct appeal to the Taliban to enter peaceful talks on the future of Afghanistan after hosting talks at Chequers with Afghan President Hamid Karzai and Pakistani President Asif Ali Zardari yesterday. The prime minister said the two leaders had agreed “an unprecedented level of co-operation”. He said they had agreed to sign up to a strategic partnership between their two countries in the autumn. At the same time, they also agreed to the opening of an office in the Qatari capital Doha for negotiations between the Taliban and the Afghan High Peace Council. Cameron said the agreement should send a clear message to the Taliban. “Now is the time for everyone to participate in a peaceful, political process in Afghanistan,” he said. “This should lead to a future where all Afghans can participate peacefully in that country’s political process.” Karzai said that they had had a “very frank and open discussion” and echoed Cameron’s appeal to the Taliban to join peace talks. He said that he hoped relations with Pakistan - which have been strained in the past - could in future be “very close, brotherly and good neighbourly”. Zardari said that Pakistan would fully support any dialogue with the Taliban.
Lebedev wins local London TV franchise RUSSIAN oligarch Alexander Lebedev won a London-wide television franchise yesterday, beating four other applicants with a package including programming from the newsroom of his family-backed London Evening Standard newspaper. The winning bid from ESTV (Evening Standard Television) pledges to deliver rolling live news at peak commuter times from the newspaper’s offices in west London. British telecoms regulator Ofcom is offering licences for a number of local TV stations, typically covering a single city, using digital TV transmission. The London franchise, which offers an audience of up to four million people, is potentially the
most lucrative. ESTV said the schedule for its London Live channel would be driven by news and current affairs, drawing on the Lebedev’s newspaper resources, which also include The Independent title. The channel will also include debates, programming made by London’s diverse communities, coverage of art, cultural and sporting events and entertainment shows. Lebedev’s links with London date back to when he was a KGB officer based in the city in the late eighties. He made a fortune in banking after returning to Russia, where he owns assets ranging from newspapers to airline stakes. He bought the Evening Standard in 2009.

Iran’s foreign minister welcomes Biden’s offer of bilateral talks By Stephen Brown IRANIAN Foreign Minister Ali Akbar Salehi said yesterday he saw US VicePresident Joe Biden’s offer this weekend of bilateral dialogue between their two countries as a sign of a change in approach to Tehran by Washington. Iran is embroiled in a long stand-off with big powers over its nuclear programme. Tehran insists its atomic activity is for peaceful energy only while the United States and other powers suspect it of seeking the capability to build a nuclear weapon. “As I have said yesterday, I am optimistic, I feel this new administration is really this time seeking to at least divert from its previous traditional approach vis-a-vis my country,” Salehi told the German Council on Foreign Relations. Salehi, who attended the Munich Security Conference at the weekend where Biden made the offer, said in Berlin that it was still very difficult for Tehran and

The European Union said this weekend it had proposed talks in the week of Feb. 24 which could take place in Kazakhstan.
Ahmadinejad: I’m willing to be the first Iranian in space PRESIDENT Mahmoud Ahmadinejad said yesterday he was ready to be the first human sent into orbit by Iran’s fledgling space programme, Iranian media reported. Iran declared last week that it had successfully launched a monkey into space and retrieved it alive, which officials hailed as a major step towards their goal of sending humans into space. The launch added to Western concerns about Iran’s space programme because the same rocket technology could potentially be used to deliver a nuclear warhead on a ballistic missile. “I am ready to be the first human to be sent to space by Iranian scientists,” Ahmadinejad said yesterday, on the sidelines of an exhibition of space achievements in Tehran, according to the Mehr news agency.

SYRIAN opposition leader Moaz Alkhatib urged President Bashar al-Assad yesterday to respond to his initiative for dialogue, saying it was aimed at ending the bloodshed and helping “the regime leave peacefully”. Speaking after meeting senior Russian, US and Iranian officials at the weekend, Alkahtib said none of them had a plan to end the civil war and Syrians must find their own resolution. “The big powers have no vision ... Only the Syrian people can decide on the solution,” the Syrian National Coalition leader told Al Jazeera Television.

Although he set several conditions, the move broke a taboo on contacts with authorities and dismayed many in opposition ranks who insist on Assad’s departure as a precondition for negotiation. Alkhatib said it was not “treachery” to seek dialogue to end a conflict in which more than 60,000 people have been killed, 700,000 have been driven from their country and millions more
are homeless and hungry. “The regime must take a clear stand (on dialogue) and we say we will extend our hand for the interest of people and to help the regime leave peacefully,” he told the Qatar-based channel. “It is now in the hands of the regime.” Assad announced last month what he said were plans for reconciliation talks to end the violence but - in a speech described by UN Syria envoy Lakhdar Brahimi as narrow and uncompromising - he said there would be no dialogue with people he called traitors or “puppets made by the West”. Syria’s uprising erupted 22 months ago with largely peaceful protests, escalating into a civil war that pits mainly Sunni Muslim rebels against Assad, who is from Syria’s Alawite minority and whose family has ruled Syria for 42 years. The violence has divided major powers, with Russia and China blocking UN Security Council draft resolutions backed by the United States, European Union and Sunni Muslim Gulf Arab states that could have led to UN sanctions on Assad. Shi’ite Iran has remained his strongest regional backer. Alkhatib said that the international deadlock meant that only Syrians could stave off further humanitarian disaster.

TUAREG rebels in northern Mali said yesterday they had captured two senior Islamist insurgents fleeing French air strikes toward the Algerian border, as France pressed ahead with its bombing campaign against al Qaeda’s Saharan desert camps. Pro-autonomy Tuareg MNLA rebels said one of their patrols seized Mohamed Moussa Ag Mohamed, an Islamist leader who imposed harsh sharia law in the desert town of Timbuktu, and Oumeini Ould Baba Akhmed, believed to be responsible for the kidnapping of a French hostage by the al Qaeda splinter group MUJWA. “We chased an Islamist convoy close to the frontier and arrested the two men the day before yesterday,” Ibrahim Ag Assaleh, spokesman for the MNLA, told Reuters from Ouagadougou in Burkina Faso. “They have been questioned and sent to Kidal.” France has deployed 3,500 ground troops, as well as warplanes and armoured vehicles in its three-week-old Operation Serval which has broken the Islamists’ 10-month grip on northern towns. It is now due to gradually hand over to a UN-backed African force of some 8,000 troops.
A HIGHLY anticipated study of the first new tuberculosis vaccine in 90 years showed it offered no added benefit over the current vaccine when it came to protecting babies from TB infections, a disappointing but not entirely unexpected outcome, researchers said yesterday. The vaccine, known as MVA85A, is the most advanced of more than a dozen TB vaccines now in clinical trials in people, and scientists are poring over the results to learn why the trial failed and how the results can inform future studies. MVA85A was developed by researchers at the University of Oxford in Britain with support from Aeras, the Wellcome Trust, the European Commission and the Oxford-Emergent Tuberculosis Consortium, a joint venture between Oxford and Emergent Biosolutions Inc. “Obviously, we all would have liked to see greater protection,” said Dr Ann Ginsberg of Aeras, a non-profit biotech based in Rockville, Maryland and funded in large part by the Bill & Melinda Gates Foundation. The current TB vaccine, known as Bacille Calmette-Guérin, or BCG, was developed in 1921, and is given routinely to babies in countries with high rates of TB to prevent severe disease.

World WORLD TODAY Greek police accused of doctoring photos A GREEK prosecutor ordered an investigation yesterday into whether four suspected bank robbers were beaten in custody after police published mug shots that were altered to make their injuries appear less severe. Rights groups and critics have long accused Greek police of detaining immigrants and other prisoners in shocking conditions. Photos published in the Greek media of the men, who were aged between 20 and 25 and arrested on Friday, show them bruised and bleeding while being escorted by police. But mug shots released by the police over the weekend had injuries missing. One had been altered to remove a purple bruise from beneath the suspect’s left eye. In another, black bruises below the suspect’s eyes and cheeks appear to have been erased.
Russia ponders an end to boozy flights RUSSIA may soon crack down to stop boozy flights after a spate of brawls involving drunken passengers. State television yesterday broadcast amateur footage of several drinksoaked punch-ups after a plane made a forced landing in Uzbekistan on the way to Thailand on Sunday because a Russian had attacked other passengers. The footage included shots of a man butting a steward during one flight and a fight among passengers queuing for the toilet during another. A senior member of the State Duma, the lower house of parliament, said the assembly could soon draw up legislation to ban duty-free liquor and cigarettes being brought on board planes, even in sealed bags.

Dressed in civilian clothes, the bomber infiltrated a meeting of Sahwa tribal fighters and detonated his explosives as they picked up salaries in Taji, a town 20 km north of the capital Baghdad, police said.
EU delay ‘unforgivable’ Erdogan: Turkey should be admitted to the EU without delay TURKISH Prime Minister Tayyip Erdogan said yesterday that his country’s halfcentury wait to become part of the European Union was “unforgivable” and it should be admitted without delay. The country of 74 million launched a formal EU accession bid in 2005, four decades after the first talks, but the process has stalled due to opposition notably from France and Germany, as well as unresolved differences over the division of Cyprus. Last October, Erdogan said the EU could lose Turkey if it did not grant it membership by 2023, the centenary of the founding of the modern Turkish state. It was the first time he had given an indication of how long Ankara could wait. Speaking in Prague on the first day of trip to central Europe, Erdogan said Turkey had originally begun talks on integration in 1963. Sergei Filin, his face scarred and eyes hidden by dark glasses, hinted last month’s attack was linked to his work in the fiercely competitive world of ballet. He said his attacker had looked at him from behind a mask “with fear in his eyes”. “I fell on my face in the snow and began to rub snow in my face and eyes,” he said in an interview with Rossiya 24 television before his discharge. “I was in terrible, unbearable pain.” He said he lay in the empty street in front of his apartment building for 20 minutes after the January 17 attack pressing his face into the snow, until he caught the attention of a security guard who called an ambulance. Asia and Australasia account for 11 of the world’s top 20 most expensive cities, with eight from Europe and one from South America, the Economist Intelligence Unit’s (EIU) worldwide cost of living index found. No North American cities featured in the top 20.

This compared to a decade ago when there were six Asian cities, 10 European cities and four US cities in the top 20 of the list that calculates living costs in 131 cities in 93 countries and is used by companies for costings when relocating staff. In the 2013 survey, Tokyo reclaimed the title as the world’s most expensive city. Currency swings pushed Zurich into the No.1 position last year but government exchange rate controls have driven the Swiss city back to No.7 in the list. Osaka in Japan was ranked the second most expensive. Jon Copestake, editor of the EIU Worldwide Cost of Living Index, said one of the most notable changes was the rising costs in Australia, with Sydney third in the list and Melbourne fifth. Sandwiched between them was Oslo in Norway.
“Ten years ago there were no Australian cities in the top 50 most expensive cities and I have not seen this sort of climb with any other cities,” Copestake told Reuters. “But economic growth has supported inflation and the strength of the Australian dollar against other currencies besides the US dollar has driven up costs. Visitors will certainly feel the difference and people living there will have noticed prices have crept up.” The survey is based on costs of over 160 items ranging from food and clothing, to domestic help, transport and utilities. Copestake said the return of Tokyo to top of the list came as no great surprise as the Japanese capital had steep real estate costs and rents, as well as high wages fuelling prices. Since 1992 Tokyo has been
the top-ranking city in every year bar six when Zurich, Paris and Oslo claimed the No.1 spot. Also featured in the 2013 top 10 were Singapore, Zurich, Paris, the Venezuelan capital of Caracas and Geneva. Copestake said fears over economic austerity and the stability of the euro had pushed the index of euro zone cities down in the past year while the inclusion of Caracas was due to artificially high exchange rate controls. Although no North American cities feature in the top 20, the EIU said the cost of living in New York had risen relative to other places in the United States. It shares 27th position as the most expensive US city with Los Angeles. The Canadian city of Vancouver remains the most expensive location in North America.
BRITAIN’S top share index suffered its biggest one-day fall in three months yesterday, as growing political uncertainty in continental Europe and a string of analyst downgrades sparked a wave of profit taking from 4-1/2 year highs. The growing popularity of former premier Silvio Berlusconi ahead of elections in Italy and a corruption scandal in Spain fanned concerns that political instability could undermine the region’s slow progress out of its debt crisis. Any setback there is also likely to hit Britain, for whom the eurozone is the top trade partner, and whose corporates have already taken hits from problems in Southern Europe. That, together with the hefty 7 per cent rally in Britain’s FTSE 100 so far in 2013 and the strong performance fuelled by new-month money on Friday, prompted some investors to cash in. “It’s just a bit of profit-taking today, it’s been coming for a while. We were over-bought and we have seen a few guys
come and look at names that have had big moves,” said Martin Tormey, head of equity trading at Goodbody Stockbrokers. “I don’t think it’s any more than that ... There is a lot of money sitting on the sidelines and we definitely sense from clients that there is a lot more fear of the market going up than of the market going down.” The UK blue chip index closed down 100.40 points, or 1.6 per cent, at 6,246.84 points, retreating after posting its highest finish since May 2008 on Friday. The banking sector, the most directly exposed to euro zone woes through their holdings of sovereign debt, was one of the worst performers, down 2.2 per cent as investors booked profits on a rally of over 10 per cent in early 2013. Traders said the eurozone jitters - which pushed the yields on 10-year Spanish and Italian government bonds to 2013 peaks - were the main driver for the UK sector, overshadowing plans by British finance minister George Osborne for a new law to break up banks that fail to shield retail operations from risk.
India’s tax dispute with Shell ‘an incorrect interpretation’ ANGLO-DUTCH oil major Royal Dutch Shell’s Indian unit will challenge a claim by the local tax authorities that a share sale to its overseas parent in 2009 was undervalued by $2.7 billion, the latest tax conflict involving a foreign company in India. Shell India said yesterday that as part of its investment in the country Shell India Markets Pvt Ltd issued 87 million shares to parent Shell Gas BV at 10 rupees apiece in 2009. Tax authorities have valued those at 183 rupees a share, proposing an adjustment in the value of the deal of 152 billion rupees ($2.7 billion), Shell said. India has stepped up enforcement of tax collections as it looks to raise revenue to help plug its fiscal deficit. But the Shell case comes at a time when India is still trying to settle a long-running $2 billion tax dispute with British mobile phone firm Vodafone that has dented foreign investors’ confidence in the country. Vodafone, the largest corporate investor in India, has repeatedly clashed with Indian authorities over taxes since it bought Hutchison Whampoa’s local mobile business in 2007. While India’s Supreme Court backed Vodafone’s position that it does not owe tax on the acquisition, a subsequent law change enabled India to impose such taxes on mergers retrospectively.
New investment website Italian bank probe widens BRITAIN’S financial regulator yesterday approved for the first time a “crowdfunding” website which allows members of the public to take a direct stake in small unlisted businesses. Volatile markets, low interest rates and crimped bank lending have boosted the popularity of crowdfunding, which, according to Massolution, a firm specialising in the sector, raised 1.2 billion euros ($1.6 billion) globally in 2011. Many such websites now offer members of the public small stakes in companies for investments of as little as 10 pounds, and both British and US regulators have warned investors of the risks involved. There is no Europe-wide regulation in place for crowdfunding websites and the United States is in the process of drafting rules that would govern the sector. Crowdcube, which has raised 5 million pounds since launching two years ago and has more than 28,000 registered investors, is now regulated by the Financial Services Authority (FSA). ITALIAN prosecutors called in the former chairman of Monte dei Paschi di Siena yesterday as they pursued their corruption investigation into an opaque series of lossmaking derivatives trades at the bank. Giuseppe Mussari, who stepped down as Monte Paschi chairman in April last year as the bank’s problems mounted, was driven to the prosecutors’ office in Siena by his lawyer and left without speaking to reporters. One of his lawyers said his full legal team had not been available and he had sought a new appointment on Thursday with prosecutors, who are investigating a series of bribery and corruption allegations against former managers of the bank.

Italy’s third largest bank has been at the centre of a financial and political storm since last month when it revealed that it faced losses of some 720 million euros ($986 million from a series of derivatives and structured finance trades. The losses, apparently linked to Monte Paschi’s costly acquisition of smaller rival Antonveneta in 2007 have raised questions over the future of the Tuscan bank, which depends on a 3.9 billion euro state loan.

CB appointment is solely about maintaining AKEL’s influence APPOINTING a deputy governor of the Central Bank was the president’s constitutional right was the stock response by the government and AKEL to the barrage of political criticism against the appointment of Spyros Stavrinakis to the post that had remained empty since the Turkish Cypriots withdrew from the Republic in 1963. In those 50 years, no government had deemed it necessary to fill the post, constitutionally reserved for a Turkish Cypriot. Yet President Christofias who, for five years in office, never saw the need for a deputy governor, decided, a couple of weeks before he is due to step down, that the Central Bank had to have one to cope with its workload. His spokesman Stefanos Stefanou, who has perfected the skill of defending the indefensible, came up with several practical reasons - emphatically superficial and unconvincing - to justify the appointment. Stefanou claimed that since Cyprus joined the euro the Central Bank had many more responsibilities and as a consequence the governor’s duties had increased - he had to participate twice a month at meetings of the ECB in Frankfurt. But Cyprus has been a member of the eurozone since 2008 and there was never an issue, because the Central Bank had more than enough senior directors to ease the workload of the governor. The governor’s responsibilities will multiply from June, when the co-op banks come under the supervision of the Central Bank, said Stefanou, adding that the bank chief also had the re-structuring of the banks to cope with. But the re-structuring of the banks will begin when the memorandum is signed, hopefully at the end of March, and co-op supervision begins in June so Christofias should have had the decency to leave the appointment of a deputygovernor to his successor. Stefanou’s most absurd argument was that the appointment of a deputy would strengthen democratic control and corporate governance. We, the low-intelligence public, are actually supposed to believe that one AKEL yes-man will exercise democratic control over another AKEL yes-man and that this will strengthen corporate governance. It will ensure the exact opposite, namely the total control of the Central Bank by AKEL for another four years, a very worrying prospect indeed, when we consider how the Demetriades-Stavrinakis pairing exaggerated the banks’ financial needs as per the instructions of the government. The opening of the deputy’s position will also keep Stavrinakis, due to retire this year, in a well-paid job for another five years, presumably as a reward for loyally serving AKEL. There were plenty of abler, younger technocrats within the Central Bank who could have been given the post, but they did not possess the sole quality the president was looking for - loyalty to AKEL.

Is Senkaku-Diaoyu another Falklands? Comment Gwynne Dyer
C
HINESE survey vessels go into the waters around the disputed islands and Japanese patrol ships tail them much too closely. Twice last month Chinese maritime surveillance aircraft flew into the airspace around the Japanese-controlled islands and Tokyo scrambled F-15 fighters to meet them. On the second occasion, China then sent fighters too. Can these people be serious? The rocky, uninhabited group of islets in the East China Sea, called the Senkaku Islands by Japan and the Diaoyu Islands by China, are worthless in themselves, and even the ocean and seabed resources around them could not justify a war. Yet both sides sound quite serious, and the media rhetoric about it in China has got downright bellicose. Historical analogies are never exact, but they can sometimes be quite useful. What would be a good analogy for the Senkaku/Diaoyu dispute? The dispute between the United Kingdom and Argentina over the islands that the British call the Falklands and the Argentines call las Malvinas fits the case pretty well. Worthless islands? Check, unless you think land for grazing sheep is worth a war. Rich fishing grounds? Check. Potential oil and gas resources under the seabed? Tick. Rival historical claims going back to the 19th century or “ancient times”? Check. A truly foolish war that killed lots of people? Yes, in the case of the Falklands/ Malvinas, but not in the Senkaku/Diaoyu Islands. Not yet. One other difference: the Falkland Islands have been inhabited by some thousands of English-speaking people of British descent for almost two centuries. Argentina’s claim relates to a short-lived colony in 1830-33 (which was preceded by somewhat longer-lived French and British colonies in the 1700s). Whereas nobody has ever lived on the Senkakus/Diaoyus. Curiously, this does not simplify the quarrel. Neither China nor Japan has a particularly persuasive historical claim to the islands, and with no resident population they are wide open to a sudden, non-violent occupation by either country. That could trigger a real military confrontation between China and Japan, and drag in Japan’s ally, the United States. It was to avert exactly that sort of stunt that the Japanese government bought three of the islands last September. The

Meanwhile, down in the South China Sea, a very similar confrontation has been simmering for years between China, which claims almost the entire sea for itself, and the five other countries (Vietnam, Malaysia, Brunei, the Philippines and Taiwan) that maintain overlapping claims over various parts of the sea. Military manoeuvres are taking place, non-negotiable declarations of sovereignty are being made, and navies are being beefed up. Once again there are fishing rights at stake in the waters under dispute, and oil and gas reserves are believed to

It has got to the point where Japanese business interests in China have been seriously damaged by boycotts and violent protests, and Japan’s defence budget, after ten years of decline, is to go up a bit this year. exist underneath them. The United States, because of its military alliance with the Philippines, is also potentially involved in any conflict in this region. All this nonsense over fish and petrochemical resources that would probably not yield one-tenth of the wealth that would be expended in
even a small local war. Moreover, the oil and gas resources, however big they may be, will remain unexploited so long as the seabed boundaries are in doubt. So the obvious thing to do is to divide the disputed territory evenly between the interested parties, and exploit the resources jointly. This is what the Russians and the Norwegians did three years ago, after a decadeslong dispute over the seabed between them in the Barents Sea that led to speculations about a war in the Arctic. The Japanese and the Chinese could obviously do the same thing: no face lost, and everybody makes a profit. A similar deal between the countries around the South China Sea would be more complicated to negotiate, but would yield even bigger returns. So why don’t they just do it? Maybe because there are islands involved. Nobody has ever gone to war over a slice of seabed, but actual islands, sticking up out of the water, fall into the category of “sacred national territory, handed down from our forefathers,” over which large quantities of blood can and must be shed. China will not just invade the Senkaku/Diaoyu Islands, because it is not run by a drunken and murderous military dictator (as Argentina was when it invaded the Falklands in 1982). Playing in more than 3,000 theatres, the odd-pairing of a pale-faced zombie with his breathing girlfriend faced little competition among new films and easily mauled last weekend’s winner Hansel and Gretel, an updated version of the classic fairy tale with witch-hunting siblings. The film collected $9.2 million this weekend, according to studio estimates. Coral reefs are on the threshold of erosion
EU needs more electric, hybrid cars to reach carbon goals

THE European Union needs a leap in the number of electric and hybrid cars on the road over the next decade to succeed in cutting auto carbon emissions significantly by 2025, a British consulting firm found. The study by RicardoAEA will stoke already difficult debate over how to implement a 2020 vehicle emission standard of 95g of carbon dioxide per kilometre (g/km). The Commission has said it will publish a document later this year on low carbon car standards beyond 2020. The consultancy, which advises governments and companies, looked at a set of scenarios for 2025 in the study, commissioned by campaign groups Greenpeace and Transport & Environment. It found that an average of 70 g/km across the bloc could be achieved by 2025 if new car sales were divided roughly equally between hybrid and conventional cars. The resulting extra manufacturing costs of around €1,615 for a hybrid car could be paid back in less than three years through fuel savings. The same goal could be reached if new car sales included seven per cent electric vehicles and then only 22 per cent hybrid cars, the study found. Environmental campaigners want an ambitious goal of 60 g/km for 2025 to be agreed alongside the implementation debate on reaching the 2020 goal. That would give vehicle manufacturers, who say product cycles are between five and seven years, enough time to adapt and prevent Europe from losing any innovative edge. A 60 g/km target could be achieved if up to 24 per cent of new vehicles were electric, which is “well within the range of credible market projections and scenarios”, the study said. Hybrid vehicles - part powered by electricity and part by fossil fuels - in 2010 made up around 1 per cent of the EU fleet and electric cars around 0.1 per cent, according to figures from the International Council for Clean Transport.

Scientists at the University of Exeter have discovered essential calcium carbonate produced and stored by the reefs is significantly below previous levels, It comes after concerns were raised last year that carbon emissions are acidifying oceans at a faster rate than at any time in the past 300 million years, raising the prospect of ecological catastrophe in decades to come. Coral reefs form some of the planet’s most biologically diverse ecosystems and provide valuable services to humans and wildlife. However, their ability to maintain their structures and continue to grow depends on the fine balance between the retention and loss of those carbonates.
DECLINE Scientists have long known that reef ecosystems are in decline and that the amount of live coral on reefs is dwindling. But the paper, published in Nature Communications, is the first evidence that these ecological changes are also impacting on the growth potential of reefs themselves. Professor Chris Perry, who led the research, said: “Our estimates of current rates of reef growth in the Caribbean are extremely alarming. “Our study goes beyond only examining how much coral there is, to also look at the delicate balance of biological factors which determine whether coral reefs will continue to grow or will erode. “Our findings clearly show that recent ecological declines are now suppressing the growth potential of reefs in the region, and that this will have major implications for their ability to respond
The knock-on effects of eroding coral reefs can lead to widespread mass extinction of marine species positively to future sea level rises. “It is most concerning that many coral reefs across the Caribbean have seemingly lost their capacity to produce enough carbonate to continue growing vertically, whilst others are already at a threshold where they may start to erode.” The research suggests that if these trends continue, reef erosion looks far more likely. Last year, the Intergovernmental Panel on Climate Change said that when seawater becomes too acidic, corals and plankton at the bottom of the food chain cannot survive. The knock-on effects can lead to widespread mass extinction of marine species, and is believed to have done so in the past. Scientists discovered that

Two-thirds of larger moth species had declined over four decades, and 37 per cent of moths had seen their numbers fall by at least half, according to records stretching between 1968 and 2007. Conservationists said moths were declining as a result of changes to habitats, in particular more intensive agriculture, and the effects of cli-
mate change, and warned it signalled a “potentially catastrophic” loss of wildlife. A report by Butterfly Conservation and Rothamsted Research found that the orange upperwing, bordered gothic and Brighton wainscot moths had all become extinct in the last 10 years. And once common garden species such as the V-moth, garden tiger and spinach moths had seen numbers fall by more than 90 per cent in the 40-year period and were now at risk of extinction.
SCIENTISTS have agreed on a $109 million plan to strengthen the world’s biggest seed banks of crops such as rice and wheat to help protect and develop new varieties resistant to climate change and other threats. The Global Crop Diversity Trust and the CGIAR Consortium of agricultural researchers said a five-year plan would help secure storage of more than 700,000 samples of crops at 11 existing gene banks from the Philippines to Belgium. “This will drive the creation of a real global system” to help safeguard food crops, Cary Fowler, outgoing head of the Bonn-based Trust, said. The funds will allow the collections to expand, put more information about genetic makeup of seeds on the internet, and enable duplication of more seeds, partly to ensure that conflicts such as those occurring now in Syria or Mali do not wreck collections.
FRENCH shops and office buildings will have to turn off their lights at night to save energy and reduce light pollution, the French environment ministry has said. From July 1, all non-residential buildings will have to switch off interior lights one hour after the last worker leaves the premises. All exterior and shop window lighting will have to be turned off by 1am. Local authorities will be able to allow exceptions
for Christmas lighting and other local events. The new law will save about two terawatt/hours of electricity a year - the equivalent of the annual consumption of 750,000 households, the ministry said. Environment Minister Delphine Batho said it would also make France a pioneer in Europe in preventing light pollution, which disrupts ecosystems and people’s sleep patterns.

T
he semi-professional squad, controlled by the Pesce crime family for years, according to a clan member who turned state’s witness in 2010, found itself placed under judicial control in 2011 and in need of new sponsors. Though soccer is virtually a religion in Italy, no new backer came forward - for fear of angering the ‘Ndrangheta, a powerful mafia network in Calabria, the region in the ‘toe’ of Italy. Last July, after a dismal season of 24 losses, five draws and just five wins, the Rosarnese team was dismantled. The demise of the soccer club, which was a small part of €220 million in assets law officers seized from the Pesce clan, illustrates the growing influence of the ‘Ndrangheta. The group’s economic clout now surpasses that of its more storied Sicilian cousin, the Cosa Nostra, Italy’s top anti-mafia magistrates say. “Today the Calabrian mafia is a national and an interna-
tional force. It pollutes the economy and is heavily compromising the political system,” said Pierpaolo Romani, national co-ordinator of an association uniting city governments against the mafia and author of the 2012 book Criminal Soccer about the mob’s interest in the sport. “With a football team, the ‘Ndrangheta expands both its economic reach and its political standing in a community.” The ‘Ndrangheta has grown rich thanks to a business strategy focused on cocaine. Just three miles from Rosarno is the huge container port of Gioia Tauro, where almost half of all the cocaine seized by police in Italy last year was found. The harbour, positioned half-way between the Strait of Gibraltar and the Suez Canal, is a key commercial hub and has become the ‘Ndrangheta’s main artery for South American cocaine and other contraband, which it hides in the flow of legal cargo. The police have had some victories over the ‘Ndrangheta and other mafia groups.
Pesce, for instance, was convicted for racketeering and mafia conspiracy and is serving a 20-year sentence in a high-security prison. He denies any wrongdoing and is appealing the ruling. Despite such gains, the sums involved in organised crime in Italy, which will vote in a new parliament this month, remain enormous. Taken together, Italy’s main crime groups - the ‘Ndrangheta, the Cosa Nostra, and the Camorra from the southern city of Naples - would have an annual turnover of €116 billion, according to the United Nations Office on Drugs and Crime. That is more than the annual sales of Italy’s biggest company, oil-giant Eni. In a basement on the outskirts of Rome is a nerve-centre in the fight against smuggling: the anti-fraud unit of the national customs agency. There a team of 15 analysts including computer experts, a mathematician, a statistician and an electrical engineer - occupies a room with 10 large flat screens showing live maps of the world’s busiest shipping lanes. using sophisticated computer analysis and a vast database try to identify high-risk containers heading for Italy. In particular, the unit monitors ships travelling to Gioia Tauro and passes its information to finance police in Calabria, who combine that data with intelligence gathered through more traditional investigative methods, such as bugged cars, wiretaps or stakeouts. But the odds of finding smuggled drugs in the giant port are stacked against the police.
At the dock more than 1,000 employees load and unload containers 24 hours a day, seven days a week, closing only on Christmas and New Year’s day. At night, floodlights illuminate the 3.2km quay. Pinpointing a few duffle bags of cocaine - the typical shipping method in recent months - among the non-stop cargo shuffle is like trying to find a grain of black sand on a white beach. The port authority declined to comment on drug smuggling. But investigators say

Nevertheless, finance police and customs authorities are having increasing success. In June 2012, finance police found 17 black Jansport bags containing foil-wrapped
and vacuum-sealed bricks of South American cocaine. The haul was worth more than €38 million wholesale, and at least four times as much on the street. The police are still hunting the smugglers. In total, the police seized in excess of two tons of cocaine at the port last year, more than double the amount of 2011, according to finance police data. ple, according to a transcript of the conversation seen by Reuters. Oppedisano, 82, was later arrested for being the boss of bosses of the ‘Ndrangheta’s estimated 150 clans and is currently serving a 10-year prison sentence for mafia membership - a crime in Italy. He denies wrongdoing and is appealing his conviction. In an attempt to loosen the grip of the Calabrian mob, authorities in Rome dissolved Rosarno’s city council in 2008 because it had been infiltrated by the ‘Ndrangheta. When new mayoral elections were held two years later, Elisabetta Tripodi, who had previously worked as a secretary in city hall, won. Explaining why she took on such a challenge, Tripodi said: “I did not want Rosarno to be known as a town of racists and mobsters”. As well as being blighted by the mafia, the town’s image had also been tarnished by violent clashes between African migrant workers and locals in January 2010. Since then, Tripodi has taken an unprecedented stand against the ‘Ndrangheta, going so far as to sue ‘Fat Head’ Pesce, 35, in civil court for damages in the case involving the soccer team and other local businesses. The court awarded the city a €50 million settlement, which is to
be paid from a state fund of confiscated mafia cash. In retaliation, the ‘Ndrangheta vandalised city property, and Tripodi received a threatening letter. “These threats convinced us that we were heading down the right path, because it meant that what we were doing was bothersome,” Tripodi said. She now lives under 24-hour police protection, and when she is in her office in the town hall, she closes a steel door behind her. “I’ve had bodyguards with me at all times for 14 months. Everything in my life has changed,” she said, adding that her two sons, 12 and 16 years old, hope that she serves only one term. Tripodi gets help from antimafia magistrates such as Alessandra Cerreti, who confiscated the soccer team from the Pesce clan, and from the local finance police; but her bravery and altruism stand out. “The ‘Ndrangheta is an invasive presence in all segments of Calabria’s social and political life,” said Cerreti, who lives in the regional capital Reggio Calabria under 24-hour protection by armed bodyguards. “There is an army of professionals, businessmen, and even sometimes magistrates and members of law enforcement, who put themselves at
the service of the ‘Ndrangheta out of personal interest.” Combating those interests is an uphill battle, though Rosarno keeps trying. The failure to find new sponsors for the local soccer club hurt. The mafia regularly tries to blunt police victories, and often succeeds. “It is in the ‘Ndrangheta’s interest to demonstrate that a seized asset wastes away in the hands of the state,” said Cerreti. “We put into place a series of initiatives to keep it from happening, but the difficulty is that the ‘Ndrangheta invests rivers of cash in the asset or company, while the state does not have the same resources.” Nevertheless, on the outskirts of town, the Pope John Paul II stadium now hosts a new amateur soccer team and is an after-school haven for young boys. “For these kids in Rosarno, soccer is everything,” said Agostino Orlando, sports director of the new club, as his young son clung to his leg. As he spoke, players in yellow jerseys and black shorts began arriving for a game against a nearby rival. “We’re a new team. We’ve been reborn,” said Orlando. But the glowing lights of the port in the distance are a reminder that Rosarno, like Italy, still has a long fight ahead.

Flute & piano hog the spotlight
Exhibition Viva la revolucion! Yesterday marked 21 years since the civil-military rebellion took place in Venezuela under the leadership of the current President Hugo Chavez and a group of patriotic military officers. To celebrate this turning point in Venezuela’s history, the Embassy of the Bolivarian Republic of Venezuela in Nicosia is currently hosting a photo exhibition entitled A Century of Struggle for Bolivarian Democracy at the Melina Merkouri Hall, which will run until tomorrow. The coup failed but thrust Chavez into the political spotlight for his criticism of the government as “subordinate” to the United States. He has emerged as an iconic figure in the anti-imperialist and social justice movements. More than just a symbol, of course, his contribution and the development of the social revolution in Venezuela deserve close study and examination. His coup in 1992 came at a time when there was much dissatisfaction with the Venezuelan government, mired by deadly riots over economic reform and broken campaign promises that reinforced the image of a corrupt government serving only the country’s elite. Though he failed in his coup that year, his speech propelled the young soldier into the nation’s psyche. It both led him to prison for organising the coup and, six years later, to Venezuela’s presidential palace. He won the presidency
through free and fair elections, and has remained in office since. Chavez’s polemical new policies have affected virtually all aspects of Venezuelan life and are founded on his interpretations of the revered South American “Liberator”, Simón Bolívar. By drawing upon the legacy of Bolívar, Chavez has been successful in exciting the masses and adding a sense of legitimacy to his “revolutionary” movement. The exhibition will hope to enlighten local crowds to understanding the history of Venezuela. Though a selection of black and white, as well as coloured pictures one can discover and examine the profound causes of Venezuela’s social and political upheaval. Classical music-lovers become so accustomed to the usual suspects in the guest soloist spotlight - often from the violinist, pianist and cellist corners of the instrumental family - it can be especially refreshing to hear a different sound take centre stage. And this Friday, local audiences will get just that when the Pharos Arts Foundation, in coordination with the Australian High Commission come together to present a concert at the Shoe Factory with the flute in the soloist role. Making her Cyprus debut Anna de la Vega will be accompanied by Irina Botan on the piano in a heavily French influenced programme. The flute, as we know it, has quite humble roots and is the musical foundation for many cultures. As one of the oldest musical instruments of all it is regarded as the first ever wind instrument. Today, flutes produce tones ranging from rich and dark in the lower register, to a clear bird-like quality in the upper register, to breathy, soulful jazz, or rhythmic beat-boxing and extended techniques - the flute is a versatile instrument. Flutist, De la Vega is enjoying a fast rising international career. Friday, in a performance that revolves around the theme of water and specifically playing in water. The idea is that water is used as a game that takes the body down memory lane. A game which allows the body to wallow, bask, enjoy, try, experiment, play, while getting wet. Konnaris graduated from the Dance Department of the University of Nicosia with first class honours and holds a degree in Mathematics and Statistics from the University of Cyprus. De la Vega, together with her piano partner, have just founded the London International Players and will have their inaugural concert on March 27 in London. It is an ensemble born largely of the Menuhin School and IMS Prussia Cove and comprises soloists and chamber musicians from many corners of the world. Together this duo will present a programme of timbral and stylistic variety, offering listeners a chance to become immersed in the distinctive sounds of French flute music of the early 20th century (including a Polish, German and Australian addition). 50/50 (LTV3, 20.00) We’ve all heard the phrase ‘serious as cancer’ - but having cancer can be fun as well, at least according to the trailer for this well-reviewed comedy-drama! Boyish-looking Joseph Gordon-Levitt is a young man diagnosed with a rare form of spinal cancer. “Who found it?” asks his goofy best friend (Seth Rogen). “My cleaning lady found it in the back of my jeans. Who do you think found it?” he replies sarcastically, refusing to let a little thing like cancer ruin his sense of humour. Seth insists that 50/50 odds aren’t so bad - “If you were a casino game, you’d have the best odds!” - and also claims that having cancer can be a chick-magnet, though obviously not if you just go up to a girl and say
“I have cancer”. All this stuff is in the trailer, which is so upbeat it seems weirdly tasteless; I assume the film finds a better balance between humour and heartbreak (probably about 50/50), but I’ve never actually seen it because ... well, who wants to see a film about a boyish young man who gets cancer? Made in 2011.
The Ring (CyBC2, 21.00) There’s a traumatised generation floating around maybe you’ve seen them in coffee shops, sitting in corners and looking round furtively - folks who saw The Ring at a tender age and never quite got over it. Some of them managed to dispel the horror of Samara - “Seven days!” - by watching the rash of similar

films that followed (Dark Water, Shutter, The Grudge), but The Ring remains special, especially if you never saw the Japanese original (Ringu) which it remakes quite faithfully. Naomi Watts is our heroine, a reporter investigating the urban legend - or is it? - of a videotape that kills people: you watch the tape, then mysteriously die seven days later. Naomi finds out more, indeed she has to (having unwisely watched the tape herself), and what she finds is still creepy even now, when videotapes have gone the way of the horse and carriage. Samara - “Seven days!” - is a child of TV, and TV is a character in its own right, hence the scene where Naomi looks out from her balcony at a block of flats full of idiot-boxes. Seven days! Sport Triumphant Mickelson has Masters on his mind By Mark Lamport-Stokes ALREADY a three-time champion at the Masters, Phil Mickelson served notice he will again be among the front-runners for the year’s opening major by completing a wire-to-wire victory at the Phoenix Open in Arizona on Sunday. The American left-hander, who has made a career habit of winning in the first four months of the PGA Tour season, triumphed by four shots after closing with a
four-under-par 67 at the TPC Scottsdale. “It’s important to start building momentum,” Mickelson told the Golf Channel about the April 11-14 Masters at Augusta National in Georgia after finishing just two strokes shy of the PGA Tour low for 72 holes. “But it’s more important what you do closer to Augusta, that you start feeling confident in your game then, that you start getting good touch on quick greens. “Certainly having been in
contention and being able to come out on top is an important element going into the Masters if you want to do well because you’ve got to deal with some of the greatest pressure you will ever feel at the Masters.” It was the 28th time Mickelson had triumphed on the PGA Tour before the end of April, while the title was his 41st overall on the US circuit. He has now won at least once in 20 different seasons on American soil, with only Sam Snead (24 seasons)

Italy’s 23-18 success at Stadio Olimpico blew the competition wide open, with France and reigning Six Nations champions Wales both beaten on the opening weekend. “We are really happy with the victory,” try-scorer Parisse said on BBC1. “We talked a lot about our ambition as a team before the tournament, but when you talk and you don’t get the result, you don’t have any credibility. “Today, we have won against France, a team that played very well in November. Newey said there were no huge changes, with most of the revisions in the middle area of the car with a tidying up of details that needed improving from last year. “The devil is really in the detail with this car,” said Newey. “Perhaps the most significant change is not in the regulations, it’s the new (for 2013) Pirelli tyres.” He said that it had been a “remarkable achievement” to get the car completed two days before the start of testing after a tight championship battle last season that took up so much time and resources.
BEN Youngs is determined to go from “idiot” to inspiration as England begin preparations for their RBS 6 Nations return to Dublin on Sunday. The Leicester scrum-half suffered one of the toughest days of his career at the Aviva Stadium two years ago, when England’s Grand Slam bid was demolished by Ireland. Youngs was sin-binned for petulantly throwing the ball away in England’s 24-8 defeat and afterwards admitted: “I’ve played like an idiot but I have to man up and take it on the chin. This is a good test of character. Let’s see what I am made of.” Youngs is ready to prove he has lived up to his word and emerged from that bitter experience a better player. “I’m a far better player now after that experience,” he said after helping England open their Six Nations campaign with a 38-18 win against Scotland. “To lose the Grand Slam is never nice. I got sin-binned and things just didn’t go my way. “As hard as it is to deal with those moments and games, I am a strong believer that as you make mistakes you get better. “It was a day at the office where I made a fair few mistakes. That day and getting bumped out of the World Cup were my lowest points. “It was a lot to handle but I certainly came out the other side a far better player. “I’d rather have taken a Grand Slam. But saying that, you have to go through those hard times and defeats because it makes you learn very, very quickly. “This side want to minimise that - we want to learn whilst winning.” England did win the the 2011 Six Nations title despite their defeat in Dublin but they will return a very different side following Stuart Lancaster’s revolution, a younger side but a smarter side. “You can’t compare it now to how it was back then,” Youngs said. “A lot of young guys from that squad are now two years wiser from club games, Test matches and Heineken games - they all add up. “Look around the changing room and there is a huge amount of experience and also a huge amount of enthusiasm from the young guys as well. That helps drive the team. “Stuart has come in and the long-term goal is 2015. That wasn’t mentioned previously - then it was one tournament at a time, and now the goal is to get to 2015 at our peak. “This is a journey on the way. Guys are just excited about the challenges.”

Burkina Faso beat Togo 1-0 thanks to an extra-time goal from Jonathan Pitroipa in Nelspruit after Nigeria’s upset 2-1 win over the much-vaunted Ivorians in Rustenburg had thrown the tournament wide open. Nigeria play Mali in the semi-finals in Durban on Wednesday and Ghana and Burkina Faso meet in Nelspruit the same day to determine the teams for Sunday’s final.
Nigeria were given just a 20 per cent chance by their own coach Stephen Keshi of overcoming the Ivorians at the Royal Bafokeng Sports Palace. But Sunday Mba’s dramatic winner 12 minutes from time continued a nightmare sequence of tournaments for Didier Drogba and his Ivorian team mates who had been fancied to win the last five editions but came up short each time. Mba, who plays his club football in the obscurity of the Nigerian league, weaved his way close to the edge of the Ivorian penalty area before hitting a shot that deflected off Souleman Bamba and looped over goalkeeper Boubacar Barry. The goal ended the pros-
pect of extra time which both sides looked to have settled for. Emmanuel Emenike gave Nigeria a deserved halftime lead with a rasping free kick that Barry failed to get close to. The goal came two minutes from halftime and broke the deadlock in a game that quickly made clear Nigeria were to be no walkovers. Although their coach insisted they were still a side in transition with a longer term plan beyond this Nations Cup, Keshi had a clever game plan that kept Yaya Toure in check with John Obi Mikel and Lazio midfielder Ogenyi Onanzi sitting tightly on top of the African Footballer of the Year. Without Toure given space
to drive the side forward, the Ivorians showed little of the lustre evident in the earlier rounds. “My boys showed character and this is the character I know that Nigeria have,” Keshi told reporters. There was a brief glimpse of the forceful potential of the Ivorians in full stride when they came out after halftime and swarmed all over Nigeria, equalising within five minutes through Cheick Tiote. He stole in unmarked at the back post to head home Drogba’s free kick but Drogba, Gervinho and Toure proved largely ineffective and the Ivory Coast meekly bowed out of the tournament. Burkina Faso reached the
semi-finals for only the second time when Pitroipa’s swivelling header from Charles Kabore’s corner in the 105th minute settled the match at the Mbombela Stadium. “It’s a dream come true, we were just happy to get to the last eight, that’s a result for Burkina Faso,” said coach Paul after a dour match. “But I told my players we have a chance to go even further and qualify for the semis and I’m so happy they did it.” Sunday’s wins followed success on Saturday for Ghana, who ended the fairytale run of the Cape Verde Islands, and Mali, who eliminated hosts South Africa in a penalty shootout.

‘Sad day for football’ as scam in match fixing is exposed By Thomas Escritt HUNDREDS of soccer matches have been fixed in a global betting scam run from Singapore, police said yesterday, in a blow to the image of the world’s most popular sport and a multibillion dollar industry. About 680 suspicious matches including qualifying games for the World Cup and European Championships, and the Champions League for top European club sides, have been identified in an inquiry by European police forces, the European anti-crime agency Europol, and national prosecutors. “This is a sad day for European football,” said Rob Wainwright, director of Europol. “This is now an integrity issue for football. Those responsible for running the games should hear the warnings.” The world’s most popular sport, soccer is played on every continent. The World Cup and Europe’s Champions League are beamed worldwide and generate billions of dollars for national associations, clubs and broadcasters. Top players such as Lionel Messi of Barcelona and Argentina and Cristiano Ronaldo, a Portuguese international who plays his club soccer for Real Madrid, are household names. The matches in question, some of which have already been subject to successful criminal prosecutions, were played between 2008 and 2011, the investigators said. About 380 of the suspicious matches were played in Europe, and a further 300 were identified in Africa, Asia, and Latin America. Corruption linked to Asian betting syndicates and organised crime has long been seen as a threat to the game, but Monday’s announcement underlines the scale of the problem. Ralf Mutschke, Director of Security for world soccer’s governing body FIFA, said sports bodies and prosecutors needed to work more closely together. “The support of law enforcement bodies, legal investigations, and ultimately tougher sanctions are required, as currently there is low risk and high gain potential for the fixers,” said Mutschke, a German former police officer. Criminal gangs are believed to be involved in match-fixing networks, using them as a way to launder cash. Last year the head of an anti-corruption watchdog estimated that $1 trillion was gambled on sport each year - or $3 billion a day - with most coming from Asia and wagered on soccer matches.

With the Reds having come from behind to lead 2-1 with 12 minutes to go the Spain international rushed from his goal in an attempt to beat Sergio Aguero to the ball. The Argentina international was too clever for him, however, and having turned Reina on the left edge of the penalty area he drilled in the equaliser from a narrow angle. “It was an outstanding performance coming here, a notoriously difficult place where it is even difficult to score goals,” said Rodgers added.
“We were brilliant. The only disappointment is that we were outstanding in our work but mistakes have cost us. “Aguero’s finish for the second was unbelievable but from our perspective we are bitterly disappointed he was in that situation. “It was a mistake, everyone is clear on that, but I can’t fault the players.” There was yet more praise for inspirational captain Gerrard, whose superb dipping 30-yard volley put Liverpool ahead after Daniel Sturridge had cancelled out Edin Dzeko’s opener to ensure they went into the interval on level terms. “It was a brilliant goal from Gerrard to beat Joe Hart, who is 6ft 5ins, from that distance,” added Rodgers. “I thought his performance was immense.”
Sturridge’s goal, his fourth in six games since his £12 million move from Chelsea last month, was another clinical effort from the edge of the area against his former club. The goal was surrounded by controversy though as Dzeko was laid out on the turf in Liverpool’s half after a tackle from Daniel Agger while the Reds played upfield to score. “The first goal was clear both bodies get tangled up, Dzeko thinks it’s a free-kick but you’re talking about a minute or so after (before Liverpool scored),” added Rodgers. “The referee told a couple of players - Daniel Sturridge and Steven Gerrard - to play on which is why they kept going. “There was no injury to Dzeko, it was purely the referee’s decision.
“The controversy probably takes away from what was a great strike from Daniel.” Sturridge is a doubt for England’s midweek friendly against Brazil with a thigh injury. “He got a knock just before half-time on his thigh and he wanted to give it a go in the second half,” said the Reds boss. “I think he will be a doubt for the game on Wednesday, which is unfortunate because he was terrific. “His hold-up play, movement and pace was a real threat and combination with Luis Suarez, Stewart Downing and Jordan Henderson up front was outstanding. “He will have a chat with our doctors and he will speak with the England set-up. “They might want to have a look at it but at the moment he is obviously struggling.”

BARAK Itzhaki’s hat-trick helped Anorthosis to a thrilling 4-3 victory over Olympiakos Nicosia in the final match of the weekend in Cyprus, and kept the Ammochostos side unbeaten and six points clear of APOEL at the top of the table. “We started the match very well and managed to score two goals. Olympiakos came to Larnaca to play an open match and as a result they pulled a goal back which completely changed the proceedings,” said Anorthosis coach Ronny Levy. Itzhaki broke the deadlock in the 26th minute with his sixth goal of the season and Yiannis Okkas made it 2-0 just two minutes later. Italian forward Gaetano Monachello, who joined Olympiakos on a free transfer from Ukrainian side Metalurh Donetsk last month, reduced his team’s deficit in the 33rd minute. “In the first ten minutes of the second half we were completely absent and Olympiakos turned the match in their favour and took a 3-2 lead. Luckily for us, we managed to compose ourselves and respond really well by scoring two quick goals and then we routinely saw the match off,” Levy added. Marcos Michael, who is

Ravens revel in incredible Super Bowl win over 49ers By Julian Linden THE Baltimore Ravens reclaimed the greatest prize in North American sports after a dramatic, nail-biting 34-31 Super Bowl victory over the San Francisco 49ers. Inspired by their power-packed quarterback Joe Flacco, the Ravens survived a ferocious comeback from the 49ers and a bizarre power outage that stopped the game for more than half an hour to win their second Super Bowl. John Harbaugh, the head coach of the Ravens, won the most anticipated sibling rivalry in American team sports against his younger brother Jim, who holds the equivalent job with the 49ers. And Ray Lewis, the combative 37-year-old Ravens linebacker destined for the Hall of Fame, ended his 17-season career with a second Super Bowl title, 12 years after he won his first. “What better way to go out?” said Lewis. “We did it! We did it!” Flacco, who threw three touchdowns added: “It’s unbelievable. I tell you what, we don’t make it easy. “But that’s the way the city of Baltimore is, that’s the way we are. We did this for them back home.” The game, at the Superdome in New Orleans, was preceded by one of the most poignant moments ever witnessed in the 47 editions of the Super Bowl when a choir from Sandy Hook Elementary School joined Jennifer Hudson in a stirring rendition of America the Beautiful. The action on the field was as wild as the parties that have taken place in Bourbon St in the days leading up to the game as the Ravens opened up a commanding lead. With Flacco, who was named Most Valuable Player, calling the shots and wide
receiver Jacoby Jones scoring two of the most spectacular touchdowns seen in a Super Bowl, the Ravens looked to be cruising to victory when they led 28-6 early in the third quarter. The Ravens led 21-6 when Beyonce came out to perform a stunning halftime show then opened the second half with a Super Bowl-record 108-yard kickoff return for a touchdown from Jones that will be shown on highlight reels for generations to come. But just when it seemed the result was a foregone conclusion, a section of the lights at the Superdome, hosting the Super Bowl for the first time since Hurricane Katrina devastated the city in 2005, blacked out. Play was stopped for 35 minutes while redfaced officials and technicians restored power. When it came back on, the game instantly took on a completely different complexion. With Colin Kaepernick finally finding his targets and making inroads with the football in hand, San Francisco piled on 17 unanswered points. But Justin Tucker kicked a 38-yard field goal and the 49ers failed to score the touchdown they needed to win as the Ravens defended their line for dear life. “Five yards short, all the work we did in the offseason, the whole entire season, everything came down to five yards and we weren’t able to get it done,” said dejected 49ers tackle Joe Staley. The Harbaugh brothers embraced each other as confetti rained down from the roof after one of the most emotional nights in American sport. “I just love him obviously. I think anybody out there who has a brother can understand what that is all about,” John said. “The meeting with Jim in the middle was probably the most difficult thing I have ever been associated with in my life. I am proud of him.”
ITHER Manchester United have virtually wrapped the Premier League title or Manchester City have them exactly where they want them after a weekend that saw the gap grow to nine points. Champions City’s draws with Queens Park Rangers and Liverpool in a week in which United ground out narrow wins against Southampton and Fulham left Alex Ferguson’s side in the clear with 13 matches remaining. City manager Roberto Mancini said the race is far from over after his side’s 2-2 draw with Liverpool and while straws are possibly being clutched by the Italian there is plenty of recent evidence backing up his optimism. Last year City were in even worse shape, trailing by eight points with six games remaining, only for an uncharacteristic United wobble to allow their neighbours to snatch the title with almost the final kick of the season. The bitter memory of that gripping finale, in which United thought they had won the title only for City’s Sergio Aguero to score deep into stoppage time at home to Queens Park Rangers, means United will be taking nothing for granted. They will also be acutely aware that one bad result can lead to two, or three, as happened last season. A 1-0 defeat in April to Wigan last year, was followed by a 4-4 draw at home to Everton, having led 4-2, and a 1-0 defeat at City which effectively took matters out of their hands. United face Everton at home again this weekend, then an FA Cup tie against Reading before a run of three comfortable looking league fixtures leading up to a potentially decisive home clash with City on April 6. Wedged into that schedule are home and away battles matches with Real Madrid in the Champions League last 16, whereas City are now free of European distractions. Mancini will hope his side have made inroads into the deficit before they face United at Old Trafford. “There have been plenty of

City won their last six matches to win the title last season and there are still plenty of points to play for but keeper Joe Hart knows they have left themselves little margin for error. “Unfortunately it’s a big gap and it’s getting too big for our liking but we’ve got
to move forward,” he told radio station Talk Sport yesterday. “We’ve put ourselves in a worse position than we would like to be but we know we’ll always be there in the race.”
