Nothing Gold Lasts Forever
By Charlotte Jackson

s a young child, I remember reading a book that had a quote from an older person advising a young person that “nothing gold last forever.” I am not sure if I really understood the impact of that until the morning of November 9, 2016. I had spent 16 hours setting up an election site, serving as the Election Judge, shutting down the polling location, and then driving the equipment to the officials. When I left there, I drove out to Stafford to pick up something from a friend and of course, like most of you, was tuned in for election coverage. When I met my friend, I could tell by his mood that the reality was setting in. Marc, usually a very jovial person, was very quiet. He apologized for the mood and asked me to say some extra
prayers, as so many of the young men he mentors had been calling him with concerns. As I drove back, I began getting text messages and phone calls from young people asking how did the voting results end up as they did. I quickly recognized that prayer was needed, along with some words of wisdom. I immediately began to direct the conversations away from what happened on the national level and celebrate the victories of Harris County leaders, such as Borris Miles, Shawn Thierry, Ana Hernandez, and Ed Gonzalez. We have much to be thankful for, also including Senator Sylvia R. Garcia, Senator John Whitmire and State Representatives Harold Dutton, Armando Walle, and Garnet Coleman. And I reminded them that with representation in Washington, D.C., from Congressman Gene Green and Congresswoman Sheila Jackson Lee, we still have leaders who are concerned and will keep us informed and engaged. In less than 49 hours, I heard students asking how the election was going to affect their financial aid, their parents’ right to stay in America, and the Affordable Care Act. So many young people who were feeling confident and encouraged, suddenly were showing signs of concern. At the same time, there were so many people I know who were excited for the first time in eight years about the changes that are surely on the horizon. There were sighs of relief from many of those who own their own businesses and from those who have been employed and
competing with those who would work for less money. From the churches to the schools, concern was prevalent as to how the new administration will make choices that in some way will touch lives. Over and over, I found myself reminding people that God still moves mountains and He has a perfect plan that we cannot begin to see or even understand. As we should have learned by now from all of the mainstream media, there will be more people out to upset others than there will be to help calm them down. We should know that change may appear to come quickly, yet in reality, it took some time for these things to rise to the point that people took notice enough to push for them to happen. It may be true enough that nothing gold lasts forever, yet at the same time, there
is one thing we can count on. We can count on God. He still moves mountains and He does not fail. As we move into the holiday season and into 2017, I pray that you have that peace to know that the sun will still rise tomorrow, and it will still set tomorrow night. There will be celebration and there will be mourning. Please remember, there are no problems, only opportunities to stretch our faith and build relationships. Just as 2016 has been a journey, 2017 will also be. And as you reflect, please remember, relationships are important. In just a few weeks, our city will host the 2017 Super Bowl. This will be a major event offering countless opportunities for you to get involved and show this country why Houston is so great.

The Birth of a Nation –
A Christmas Story By Art McElroy
Contributing Writer
“What He was, He laid aside; what He was not, He assumed. He takes upon himself the poverty of my flesh so that I may receive the riches of his divinity.”
B
- Gregory Nazianzen
efore I move forward with this story, let me begin by establishing a few points of clarity and intention. Please note, that I fully recognize the holiday of Christmas as one of many ways to celebrate the birth of Jesus. Also, note that even though this story is not about Christmas trees, lights or candles, I have no issue with the use of them in the traditional celebrations of Christmas as a holiday. Even the governments of men recognizes His birth as a national holiday tradition. However, this is not your typical Christmas story, nor is there anything about it traditional. It is probably not told as much as the others are (I wonder why not?). Where many do a great job in describing the actual birth of Jesus and what took place on that grateful night, this story is more about the birth of a nation that existed before Jesus’ birth ever took place. You have heard Christmas stories like the one of the “Little Drummer Boy” as well as sang songs such as, “Away in the Manger,” but I ask you, have you ever heard of the Christmas story entitled, “The Birth of a Nation?” In our opening statement, Nazianzen is communicating the fact that if there was no birth, there would be no Christian, in essence, there would be no him. This also translates into the fact there would be no you or me either. He acknowledges the fact that Jesus, regarding who He was, assumed a fragile, dilapidated body in order to die a deliberate death, so that as a result of it, a designated nation would be born out of it. He could not have made it any more plain of the fact that “The Birth of a Nation” is a truly Christmas story. Who would you say that this nation is? Israel? Hmm...I am here to tell you that this nation is the Church. This na-
tion is you and it is me. The point that I am attempting to drive or better yet, the mystery that I am attempting to reveal is that the birth, death, resurrection, and the formation of a new nation as a result them, was an actual reality at the time of God’s creative work. That’s why I can state with confidence that “the” Christmas story is all about “The Birth of a Nation.”
Check out these scriptures: 1 Peter 2:9 – “But you are a chosen generation, a royal priesthood, a holy nation, His own special people …” 1 Peter 1:20-21 – “He indeed was foreordained before the foundation of the world, but was manifest in these last times for you …, so that your faith and hope are in God.” Ephesians 2:10 – “For we are His workmanship, created in Christ Jesus …, which God prepared beforehand ...” Revelation 13:8 – “All who dwell on the earth will worship him … the Lamb slain from the foundation of the world.” My friends, let me share something with you. This story is your story and written about you, for you, so that you would come to the realization of your purpose in God. I am here to tell you that you mattered to God so much that He, as a result of His love for you, established you as this nation long before He ever said “Let there be…” He established you as this nation before there was a Christmas, before there was Hanukah, and even long before there was Kwanzaa. Again, I carry no disrespect to the “traditions” of Christmas celebrations, for I in fact celebrate them myself. The hope that I have, is that as you celebrate these traditions, you understand that as a nation, you are
not traditional, not even close. It is important to understand that at the point of the birth of Jesus, God pivoted in His plan for mankind. Up to this point, it had been about man, the nation of Israel and His laws, the Ten Commandments. With the birth of Christ, God put into motion a series of events that forever changed the course of this world and the heavens, while making you the center of it. Haggai 2:6-7 – “Yet once… I will shake the heavens, and the earth, and the sea, and the dry land; and I will shake all nations, and the desire of all nations shall come…” Philippians 2:6-11 – “Who, being in the form of God, … made himself of no reputation… and was made in the likeness of men…God … exalted him, gave him a name which is above every name: Jesus...” Isaiah 9:6-7 – “For unto us a child is born, unto us a son is given: and the government shall be upon his shoulder: and his name shall be called Wonderful, Counselor, The Mighty God, The Everlasting Father, The Prince of Peace...” Hosea 2:23 – “… I will have mercy on who had not obtained mercy; Then I will say to those who were not My people, You are My people! And they shall say, ‘You are my God!’” What many of us miss during this time of year is that this pivot, though intentional and forethought, was all about us. God changed directions in His plan without anyone at the time realizing the gift of grace that would be you, me and them, as a nation through Jesus. I am sorry to say that many of us today still do not see, as those of old did not see, themselves as instruments of Gods purpose in the birth of Jesus. I say, how

tragic. What a tragedy it is to go year after year in celebration after celebration and not see yourself as purposeful, as a nation in the birth of Christ. We more than often celebrate Jesus, the baby. It is not the actual birth that we should pay tribute to, but what the birth means and represents for you, me, the heavens, the earth, those things under the earth, and every nation that ever was and will be. You, in fact, should celebrate your relevance in the plan of God and the fact that He chose you to be an integral part of it, in establishing His might, power, and wonders for all to see. Let’s come into agreement that during this Christmas celebration, we will follow the example of the shepherds of the field and the wise men from east, who on that wondrous night, did not look down at the baby without first looking up to heaven. And like them, it is there, in heaven, where we will find our direction and purpose in a birth that we ourselves participated in. You are the star that many saw that wonderful night over 2,000 years ago. You are the light of the world. Stay strong. Keep looking up. Keep your mind on things above and not on things below. I pray that as a result, you would take hold to the promises of God that are yours through faith. Merry Christmas! Art McElroy is the founder of The Penuel Group, Inc. Have a Change of Heart About That Tattoo? By d-mars.com News Provider
A
ccording to a recent survey, nine out of 10 people with a tattoo have considered removing it at one time or another. While the reasons for removal vary, the increasing options available for tattoo removal are transforming the nature of tattoos from symbols of permanence to designs with a sell-by date. In a day and age when tattoos are more and more socially acceptable, even considered works of art, why are so many considering removal? Syneron Candela, the makers of PicoWay, a leading laser treatment that removes tattoos with less pain and fewer treatments, commissioned the survey which took a closer look at the motivations behind tattoo removal.
They want more! The decision to remove a tattoo doesn't necessarily reflect a change of heart about having a tattoo. In fact, 83 percent of people who have removed a tattoo said they are considering getting a new one, sometimes in the very same place where they just had one removed, while only 8 percent said they would never get another tattoo. Additionally, the majority of tattoo removers were not swayed to remove
before beginning the tattoo removal process. Although a variety of reasons contribute to a person's decision to remove a tattoo, pain and cost are two of the biggest factors that delay the tattoo removal process. The survey also found that 58 percent of people considering tattoo removal said cost was one of the main barriers they faced when considering treatment, while 45 percent of people regarded pain as their biggest hesitation. After removing a tattoo, however, seven out of eight people said their perception of the removal process was that it would be more painful than what they actually experienced.
their design for professional reasons, contrary to popular belief. Only 16 percent of tattoo removers attributed their decision to their professional lives and workplace environment, while an additional 5 percent of those contemplating removal saw their career goals as a deciding factor. Both tattoo removers (18 percent) and people with tattoos considering removal (29 percent) said a faded tattoo was the main reason to contemplate or complete tattoo removal procedures. So turns out, many just want a better tattoo!
It's only temporary. Compared to previous generations, today's youth see tattoos as less permanent based on the availability and advancements seen in the removal processes, like the PicoWay laser, which shatters the ink into small particles to clear the tattoo faster than other devices. In fact, the majority of people who removed a tattoo received their first tattoo at a young age. While the average age of survey respondents got their first tattoo before they were 35, 61 percent of removers were between the ages of 18 and 24, compared to only 9 percent between the ages of 35 and 49. Women made up 62 percent of removers who got their first tattoo before age 25. With increased access to tattoo removal devices like PicoWay,

people with tattoos can conveniently remove their design if they grow tired of it over time. And, nine out of 10 tattoo removers noted that they enjoyed having the option to remove their tattoo.
A pain in the butt, neck, arm, chest and back. While tattoo removal has increased over recent years, the decision to remove a tattoo takes time. In fact, 76 percent of tattoo removers waited over a year

Good news, if you are interested in tattoo removal, options exist that are effective, less painful and cheaper than many believe. PicoWay removes tattoos in fewer sessions than other removal options due to its advanced technology, making it less painful and more costeffective compared to alternative and competitive options. PicoWay's picosecond laser allows for the comprehensive removal and treatment of all colors of tattoos, including blue, green and yellow, and can safely treat all skin types. Want to learn more? Positioning Yourself To Win
A
By Tammi Durden Contributing Writer
s we find ourselves in the fourth quarter of 2016, football fans are super excited about the game! Players take the field and position themselves with the intent of winning. Just as football players must be in their respective positions on the field to have a shot at winning the game, so must you and I. Question: What were your intentions for 2016? Have you accomplished all your goals that you set out to achieve at the beginning of the year? Maybe you made the decision to not finish what you started. Now, simply closing the year out and embracing the holidays seems like a good way to numb yourself of the personal commitment you made for your desired success. It’s time to get into positon if you want to win in life. Accomplishing your goals and dreams is very possible and it is not too late. Sometimes all it takes is being in the right place at the right time for the right purpose. Allow me to share with you three keys to positioning yourself to win. 1.) Preparation. In order to achieve your desired success in life you must be ready for it. Winning requires preparation and nothing just happens. Athletes dedicate countless hours to practicing and perfecting their game. You must mentally prepare by expanding your thinking and knowledge
Do You Want to Be Bold?
T
practicing healthy eating habits and exercising regularly will also help you prepare for success. The benefits include more energy and stamina, which is needed to walk out your vision. Lastly, being in a positive environment that is conducive to your growth and development is critical. 2.) Process. Have you ever watched a football game where one team dominated the entire game until the fourth quarter? Suddenly, from out of nowhere, the other team makes an almost miraculous comeback and wins the game in the fourth quarter. If you’re like me, you have witnessed this on several occasions. In life, unexpected setbacks and defeats are just a part of the process. We all experience hardships and let downs at some point in our journey. It is inevitable. Challenges and losses show up to help you grow and make you stronger. Get the message out of it, keep moving forward and never give up. Remember, it is all a part of the process. 3.) People. No matter how great you are at what you do, achieving true success involves more than yourself. I learned this lesson the hard way by making that very mistake early on in business. As a result, I did not achieve the magnitude of success that I otherwise could have obtained. I was in business for myself and by myself. Forming and cultivating authentic and meaningful relationships is critical when it comes to positioning yourself to win in life. Once you genuinely connect with the appropriate individuals to serve them, this opens the door for more resources, amazing opportunities, and great collaborations. The time is NOW to position yourself to win. It’s the fourth quarter. Go make it happen!

ime to reflect back on 2016 and set your sights on 2017. How did the year progress, and what did you accomplish? Maybe your goals included: A new promotion, a new car, a bigger house, better health or more meaningful relationships. Did they happen? Has that time come to raise the bar and make a fundamental change? At first glance it may seem impossible, but nothing changes unless you take control. Maybe 2017 is the year you start living life more on your own terms - and start today by employing these five tips: • Live a life that is true to you. Wrestle with this one. Dig deep. Is it work? Then make passion for that work front and center. Is it skill building?

Then tackle an online class in a skill you need, or just want to explore. Is it where you live, or who you are sharing life with or want to share it with? Stare it down and chart one bold step toward change. The biggest regret at the end of life’s journey is abandoning your dreams. And for most people it’s just pure fear that they weren’t good enough, so they “turtle shell” up. Stop. No retakes. One mantra: Live Life Now. Repeat: This is Your Life. Find what is true to you and take one tangible step. • Measure your time and where it is spent. Time is like the sand in the hourglass of life. Once it’s gone, it’s gone. Manage it like money. Every person walking this planet has the same exact number of hours in a day. Think of it as currency. How are you spending it? Seriously, take out the pen, paper and write down for one week how that most precious commodity was spent. Then change the allocation and budget time toward accomplishing that change you want, and maybe even desperately need. Own your hour glass of life and take control.

• Focus on your people. Ask yourself a tough question: Who are the people you care about most? Who do you impact, and who impacts you? These are the people that matter most in your life. Don’t be afraid to shift the balance of your time in their favor. You'll be a better friend, and you’ll inherently feel stronger and more impactful. Your support network grows stronger, as do you. • Feel good with what you wear. This may seem contrite, but what you toss on that skin of yours not only speaks volumes about you, but also puts
you into a certain mindset. If clothes make the man, what do yours say about you? Change some items in your wardrobe and feel good about what you wear. For example, the Madda Fella menswear clothing line projects the chill vibe of Key West, yet works well in the boardroom or out on the boat. • Find your inspiration point. What place inspires you? Where is that one spot in the world that motivates you above all others? For Madda Fella CEO and founder Michael Louden, it is Key West. “When I am there, in the sun, in this gorgeous slice of the world, I change perspectives… see a bigger world.” he says. “You owe it to yourself to do something meaningful with your life, to make a difference.” Find your place. You’ll find it is just what you need to recharge your batteries, revive your spirit and strengthen you. The holidays are a wonderful time to bring into focus the year ahead. Don’t be afraid to think big and to start now. Set the ground work for change today and you'll make 2017 your most legendary year yet. – BPT

Your Vehicle and the Hack Attack By d-mars.com News Provider
N
ew vehicles are packed full of the latest and greatest technology. Among their many capabilities, today’s vehicles can automatically apply brakes to avoid collisions, maintain a designated following distance behind the car ahead of it and maneuver the vehicle back into its lane if the driver veers out of it. Some cars can even drive and park themselves! Additionally, in-car Wi-Fi and mobile hotspots allow passengers to connect their computers, tablets and smartphones to the internet from the convenience of the vehicle cabin. Bluetooth allows hands-free use of phones, and infotainment systems let people enjoy their favorite tunes, access apps, navigate and more. These technological advances provide tremendous benefits for drivers and passengers, but much of this technology can also be used to launch cyberattacks on your vehicle “Modern cars are essentially rolling computers and, just as your laptop, smartphone or tablet can be hacked, so can these driving machines,” says Craig Smith, author of The Car Hacker’s Handbook and founder of the Open Garages vehicle research lab. Millions of today’s vehicles possess vulnerabilities that leave them open to new age methods of theft that don’t require a key or Slim Jim or, worse, situations where drivers no longer have control over their vehicles while driving. Mercury Insurance, one of the nation’s leading auto insurance provid-
ers, recently connected with Smith to help keep drivers safe and shed some light on this growing problem. According to Smith, there are several key vulnerable areas consumers should be aware of, including: • On-board diagnostics-II (OBD-II) ports; • Key fobs; • Infotainment systems (including audio files that owners may have synced for in-car entertainment); • In-car Wi-Fi; • Mobile hotspots; • Navigation systems; • Smartphones (connected to cars via Bluetooth); and • Tire pressure monitoring systems. “There are many factors that go into determining a vehicle’s risk of being hacked,” says Smith, who has worked in the security industry for
more than 20 years and with the auto industry for five. “Newer vehicles have what we call a higher ‘attack surface,’ meaning there are more areas that are hackable.” “If you are specifically concerned about remote hackers, as opposed to those who have physical access to your car, then look at the wireless systems your vehicle supports. If your vehicle has telematics, satellite or digital radio, internet, Bluetooth, or wireless key fobs, these wireless services can provide entry points for an attacker over varied distances. This is also true for aftermarket components added to your vehicles, such as dongles plugged into your vehicle to monitor your driving for insurance reasons.” Local hackers can gain access to a car to unlock it and steal its contents or even start the ignition to steal the vehicle. To protect against vehicle hacking,
Smith recommends disabling wireless services that aren’t being used. Consumers should refer to the information their auto manufacturer provides on vehicle features, decide which ones are important and only enable those options. Those who wish to use a dongle in their vehicle should try to use it sparingly and take it with them when they leave their car. “The key to protecting your vehicle if it’s deemed at-risk for hacking is to disable the components that have the most risk. For instance, if the radio unit is the culprit you can disable it or replace it,” says Smith. “And while newer vehicles tend to have a larger attack surface, they also have more safety features that can help minimize or avoid injury in a collision, so you should consider that as well.” Mercury Insurance is helping consumers answer the question “How Hackable is Your Car?” with an infographic that shows the areas of a consumer’s specific vehicle that may be vulnerable to a cyberattack. Visit https://blog.mercuryinsurance.com/ how-hackable-is-your-car to learn more. “We continuously review the automotive marketplace, so we can provide consumers with important information about how to protect themselves, families and property, whether it’s about the dangers of distracted driving, teen driving safety or, now, vehicle hacking,” says Tom Coyne, auto line lead for Mercury Insurance. “And Mercury doesn’t use dongle technology because we don’t want to increase our customers’ risk of a cyberattack, which we think they appreciate.” – BPT
Ladies…This Is What Your Man Wants for the Holidays By d-mars.com News Provider

et's face it - most men are really hard to buy gifts for. If you're trying to choose a meaningful gift this holiday season, psychologists have some advice for you: Consider what he will actually use and appreciate, not what you believe expresses your feelings. And please not another tie. Many of us simply don't pay enough attention to what gift recipients (particularly men) are likely to value, according to research from Stanford Business. And men in general are less interested in the symbolic value of a gift than its actual usefulness or utility, meaning "women are best off getting their guy a gadget" says research referenced in The Atlantic. "This breakdown between givers and receivers happens all the time, even though most people have been both givers and receivers often in the past, and therefore should have some under-
standing of the other party's perspective," says Frank Flynn, co-author of the Stanford study.
Here are some great ideas for utility-driven gifts for men this season: Electronics: This category encompasses a wide range of gadgetry from the latest smartphone to the most cutting edge TVs, alarm clocks, drones, speakers, gaming systems, home theater systems, laser printers, GPS devices, remote controls or photography accessories. If it offers an advancement over what men currently own, it's likely to be a winner. Outdoor gear: According to outdoor retailer Gander Mountain, some of this year's most sought-after gifts for outdoorsmen include the YETI Hopper Flip 12 Cooler, which is easily transported to the most remote tree stand, duck boat or campsite; the Lew's Mach Speed Stick Series Rods, a high-quality graphite blank fishing rod optimized for both recreational and tournament fish-
ing alike; the Infinite Edge Pro Archery package from Diamond by BowTech, a comprehensive archery kit that offers everything you need to start bow hunting; or the Luci Collapsible Outdoor Solar Light, which solves on-the-go lighting issues using the capacity of 10 ultra-bright LEDs. The experts at Gander Mountain are knowledgeable within the outdoor industry with a focus on everything related to hunting, fishing, camping and shooting sports. The company's Best Price Plus guarantee ensures the lowest prices this holiday season. If a guest finds a lower advertised price on an identical in-stock item at another local retailer, Gander Mountain will

match it plus give the guest 10 percent of the difference. Other hobby-related items: Highly unique to the gift recipient, this category could include most anything designed for real-life practical use. Examples include sports gear, metal detectors, books, pet gear or supplies for art, photography, music, cooking, woodworking, travel, etc. Automotive gear: These selections might range from scanners that diagnose mechanical issues or electric waxing/polishing kits, to dashboard cameras, auto vacuums and even the latest in jump starters, tools and work stations. If you're really at a loss as to what to give the men in your life, consider just asking them. But giving careful thought to how they really spend their time could work just as well. "Think about things that might be just out of his price range or that he wants but can't really justify buying for himself," writes James Cave in the Huffington Post. A Spirit of Servi 14 December 2016

n Dec. 1, 2016, City Manager Anthony Snipes celebrated his one year anniversary as Missouri City’s Chief Administrative Officer. Mr. Snipes was unanimously approved by City Council in December 2015 as the City’s first African-American City Manager, and during his first year, Missouri City has embarked on a journey to create and maintain a high performance organization. This journey includes a two-pronged approach of (1) implementing a business planning strategy that guides strategic planning efforts and utilizes concrete measurements to demonstrate progress and (2) using a diagnostic/change model called the High Performance Organizational (HPO) framework to create a work culture based on the decisions and leadership of employees across all levels.
Here of of projects Hereare arethree threehighlights highlights projects Mr.Snipes Snipeshas hasspearheaded: spearheaded: Mr.
• This year marks the first time that each department has engaged in a formalized business planning process. Business Plans track each department’s progress toward major initiatives that have been identified in the City’s Strategic Plan, Council Priorities, and Budget. Each initiative is accompanied by performance measures tracking progress, efficiency, and success. The process is overseen by our Chief Performance Officer Kathleen Weisenberger, who was hired in June 2016. She will report, biannually, on our progress toward Council identified initiatives. • The planning strategy also includes creation of Management Priorities to focus efforts and inspire development of the organization in those areas. The priorities include: Customer Service, Communication, Diversity, Open Government and Innovation, and Workforce Development. The taskforces have been created with members from various departments at all levels of the organization. These groups will provide recommendations to my office early next year. • In furtherance of implementing the HPO framework, the City relies on two employee groups – the Leadership Team and the Employee Engagement Group. These groups are tasked with evaluating far-reaching issues and actively searching for improvements to the organization. Thus far, the groups have produced refreshed strategic statements, including a Mission, Vision, and Credo statement, a Code of Ideals to guide employee interactions. The groups are also reviewing key policies and philosophies guiding City practices.
501(c)(3)Parks ParksFoundation Foundation 501(c)(3) As part of the City’s High Performance Organization (HPO) model, Mr. Snipes tasked staff with finding innovative ways to fund projects and programs. In 2016, one of these successful ventures was the newly created 501(c)(3) Missouri City Parks Foundation (MCPF), which is actively pursuing proposals and sponsorships focused on aiding Parks, Recreation Facilities, Trails, Special Events, Public Art, Education, Equipment, Scholarships, and Municipal Facilities. To establish initial funding for the foundation, the Parks & Recreation Department collaborated with MCPF to host a range of signature events with community impact; they started in October, 2016 and will run through spring 2017. All ticket proceeds and net revenues from the events will go to support the foundation’s purpose and scope. In addition, MCPF Board members, along with many citizen volunteers, are gifting their time to collaborate with City staff to execute key fundraisers. In October, the individuals partnered for two successful activities: Community Night Out, which featured live musical performances, and Tricks and Treats in the Park, a family-friendly event that featured a Monster Mile Fun Run and a sweet treat trail.

by Missouri City and the City’s largest ever savings in any single transaction. On Feb. 23, 2016, the final approval was made by City staff to accept refunding with a net present value of savings of $8,568,934.64, at a true interest cost of $2.62 percent, and a par amount of $79,695,000. The gross savings (i.e. “real cash”) was $10,764,592 during the life of the bonds. The percentage savings of the refunded bonds was 10.75 percent, which is more than twice the typical amount on refundings.
CodeEnforcement EnforcementChanges Changes Code The Nuisance Abatement Team, consisting of members of Code Enforcement, the Police Department, Development Services, the City Manager’s Office, and the Legal Department, was formed by Mr. Snipes and has made steady progress throughout 2016. The committee is charged with developing the philosophy, processes, communications and means to measure the outcomes and reporting out on code enforcement initiatives. The group was formed in August and has brought forward the below recommendations. The group recommended to and received a positive recommendation from the City Council Livable Community Sub-Committee to the full City Council the following code enforcement related items: • A resolution setting forth their code enforcement philosophy to provide Code Enforcement officers with flexibility to issue notices to appear in court for code violations based on officer’s training and experience. • An ordinance with the first of two readings which will allow peace officers or other employees whose duties include enforcement of city ordinances the ability to issue a notice to appear in municipal court to any person violating a city ordinance. This notice will require the person receiving the notice to appear in municipal court on the date indicated. Additionally, the person receiving the notice will provide personal identifiers such as name, address, date of birth and driver’s license. These identifiers will be utilized to secure a warrant for the arrest of persons who fail to appear as required by the notice. • An ordinance establishing graduated minimum penalties for various code violations. The ordinance, as recommended, provides for a minimum fine of $100 for a first conviction; $250 for the second conviction; and $500 for three or more convictions for Chapter 14 international code violations (i.e. Building Code) and environmental nuisances (i.e. high grass). The maximum fine amount that can be set for junked vehicle violations is $200 pursuant to state law. The committee recommended a minimum fine of $100 for a first conviction; $125 for the second conviction; and $150 for three or more convictions for Chapter 30 junked vehicle violations. The committee recommended for violation of solid waste receptacle placement. The following minimum fines for the offense are a minimum fine of $50 for a first conviction; $250 for the second conviction; and $500 for three or more convictions.
Lookingforward forwardto to2017: 2017:Legislative LegislativeAgenda Agenda Looking At their Monday, Nov. 7, 2016, regular meeting, City Council Members authorized Mr. Snipes to negotiate and execute a $106,000 contract with Greenberg Traurig for state legislative consulting services. After discussion by the City Council at a special meeting related to the potential items on the upcoming legislative session, the City decided to pursue hiring a legislative consultant to represent its interests; staff has identified a number of significant legislative measures that would potentially affect and limit the City’s ability to respond to resident needs if enacted. At the Special Meeting on Monday, Dec. 19, 2016, City Council will meet the legislative consultant to discuss the proposed state legislature and identify any measures that would have a direct impact on Missouri City and what plans of action Council will take in 2017 to address and express their opinions on said measures.

The facility is open to rental for the public and will expand in 2017 to host events such as the Dad & Daughter Dance and new programming. Proposed future renovations include the development of a Veterans’ Memorial, an amphitheater, courtyard seating and playground equipment. These renovations will coincide with the completion of the new Houston Community College campus across the street from City Hall and the future expansion of the Missouri City Library, which will include a three-story addition and walkways between the three buildings. • Host the City’s inaugural MCTX Fest on April 8, 2017, at the City Hall Complex. Expanding on the success of the Oct. 1, 2016, Community Night Out event (which will again be held in 2017), this festival will highlight music, art, and food into one day-long festival. • A tourism center and new marketing specialist will be created in 2017 to focus on implementation of the City’s Hotel-Motel Tax funds and attracting regional, state, national and international tourist opportunities and partnerships to Missouri City. A veteran municipal manager, Mr. Snipes has served in cities, including Macon, Georgia, Dayton, Ohio, Tallahassee, Florida, and Fort Worth and Austin, Texas. His career has taken him through stints in local, state, federal and non-profit entities; providing him experience and expertise in a diversity of disciplines. An administrator who thrives on identifying opportunities with a focus on outcomes, Mr. Snipes’ journey has taught him to place the welfare of citizens above personal, professional, and political motives. As he states often, “No other profession touches the day-to-day lives of people more so than public service.” Mr. Snipes is also a 20+ year member of ICMA, which promotes the highest standards of ethical conduct. Outside of his role as City manager, Mr. Snipes has chaired for the past five years the Bowl for a Cause event, which has raised over $70,000 to benefit agencies like the American Heart Association and the American Cancer Society. Additionally, he created and has chaired for the last eight years in Fort Worth, Austin, and now in the Houston region, the Public Administration Day program which showcases city government to students in grades 11 and 12 to the public sector arena. Mr. Snipes serves as the national 2nd Vice President on the Board of Directors for NFBPA. In that role, he serves as the advisor for three Texas chapters (Central Texas, North Texas, and Houston). And, he mentors over 10 mentees in a number of cities throughout the state. For more information, please visit www.missouricitytx.gov.

It’s All About the Tree
S

hiny silver and gold, the warm glow of lights, dazzling bursts of color — O Christmas tree, your magic helps fill our homes with laughter and love during this merriest of seasons. And while gathering together to trim the tree is a beloved family tradition for many of us, let's be honest; for others, it’s an intimidating decorating nightmare. But don’t be overwhelmed, it’s easy to go from dazed to dazzling with a few insider tips.
Find the tree that fits your lifestyle. Designer John Griffith decorates dozens of trees and leads holiday design seminars for dinnerware giant, Replacements, Ltd. Griffith recognizes since we all live in different spaces, the picture perfect 7-foot tree won’t work for everyone. “People like myself who live in apartments, condos or smaller living areas often feel stuck having to get a tiny tree because of limited space, when there are so many more options,” Griffith says. “Flat trees, which are very low profile and sit close to the wall, are perfect for tight spaces. Half round trees are another great option because they’re basically half a tree, while corner trees reflect their name because they’re shaped to fit into corners. These types of artificial trees create the impact of having a larger
remain family favorites, having been in production going on 50 years. “Blown glass ornaments have really kept their popularity,” adds Pulley. “Production costs have gotten less expensive without compromising the quality making these more affordable to collect. For instance, Merck Family’s Old World Christmas ornaments are huge sellers, because you can find everything from traditional ornaments to fun, off the wall ones such as a piece of sushi or even Chinese takeout boxes.”
tree that in reality doesn’t take up all that much room.”
Light it up. Once you find the perfect tree, figure out how many lights you really need. Griffith suggests using at least 150 lights per foot of tree to decorate just the tips. For more depth, use at least 250 lights per foot. And consider LED lights. Griffith notes that while upgrading to LEDs may be expensive initially, they’re a good investment in that these lights burn much cooler, last longer and are more energy efficient.
Think in thirds. One of Griffith’s best practices: decorate in thirds. “This is one of the easiest ways to make sure your tree is balanced from a decorating standpoint,” says Griffith. “Start by looking at your tree as what it is, a huge cone, then section it off in thirds around the tree. For example, if you have 1,500 lights, use 500 for one section, 500 for the middle and 500 for the last section. Do the same thing with your ornaments by dividing them into three groups before you start arranging those on the tree.”
Stylize with ornaments. While lights create seasonal glow, ornaments dazzle and delight, bringing out the child in all of us. Our choice of

ornaments reflect more than individual style and taste — they’re distinctively sentimental. “Annual ornaments are always popular from a nostalgic standpoint because of the special memories connected to each one,” says collectibles specialist Kristen Pulley. “For instance, those made by Lenox China are very dear to me because of my two daughters. I started a collection for each of them when they were born — I began the teddy bear series for one and the gingerbread man for the other. As they got older and started decorating the tree, they liked them so much that now I have to get two of each series every year. It’s become part of our family tradition." Among Replacements’ most sought after holiday annuals, the Wallace Sleigh Bell and Gorham Snowflake collections

Griffith says one of this year’s big decorating trends centers on monochromatic, such as using the same color lights (regardless of the hue) with ornaments in either all silver or all gold, but not both. “One of my favorite techniques is adding bullion to a tree,” Griffith says. “Bullion is a very thin wire you add on the outside tips in geometric shapes that gives the tree a different kind of texture, movement and depth. It really adds richness to the tree, and the way the light reflects off this wire looks very luxe.” Finally, Griffith notes no tree is complete without an over-the-top tree topper. Really nice bows made from high quality ribbon look lovely, while he favors using feathers, branches, floral stems and other natural elements to put an exclamation point on the top of the tree. With these great tips, it should be easy to find your own flair to kick-off what's sure to be a memorable holiday entertaining season. – BPT

What Does That REALLY Mean?

here are so many phrases that we have heard growing up, but do we really know the meaning behind the phrases? How many times have you heard your mom or grandma say, “Cat got your tongue?” We’ve all heard these phrases growing up, but had no idea what they meant. Below are some familiar phrases and their meanings. Enjoy as we take you back!
Phrases & Meanings
Phrase A drop in the bucket Meaning A very small proportion of the whole. Origin From the Bible, Isaiah 40:15 (King James Version): "Behold, the nations are as a drop of a bucket, and are counted as the small dust of the balance: behold, he taketh up the isles as a very little thing." 'A drop in the bucket' is the predecessor of 'a drop in the ocean', which means the same thing, and is first found in a piece from The Edinburgh Weekly Journal, July 1802:
"The votes for the appointment of Bonaparte to be Chief Consul for life are like a drop in the ocean compared with the aggregate of the population of France." Phrase A foot in the door Meaning An introduction or way in to something, made in order that progress may be made later. Origin The early uses of the term 'putting a foot in the door' are straightforward literal ones. It may just describe someone who steps over the threshold of a property, or someone putting a foot in the door in order to prevent it from closing and so continue a conversation. Phrase A leopard cannot change its spots.
Meaning The notion that things cannot change their innate nature. Origin From the Bible, Jeremiah 13:23 (King James Version): "Can the Ethiopian change his skin, or the leopard his spots? then may ye also do good, that are accustomed to do evil." See also: the List of Proverbs. Phrase Against the grain Meaning Against one's inclination or natural tendency. Origin The phrase brings to mind the image of the grain in wood, which, if planed in the wrong direction, will tear rather than lie smoothly. That may not have been in the mind of whoever coined the

Phrase As cute as a bug’s ear Meaning Very cute. Origin Imagine for a moment a bug's ear... Cute picture? Hardly. You are more likely to be imagining something that might be at home in The Day of the Triffids. Do bugs (that's insects if you are reading in the UK) even have ears? Again, hardly. Many of them can detect sound, but they use a variety of strange means of doing it and none of them comes equipped with anything resembling a human ear. Similes of the type 'as white as snow', 'as busy as a bee' almost always refer to a property that is archetypally appropriate for the item in question. So why would anyone have imagined a bug's ear to be especially cute? The phrase originated in the southern states of America in the latter part of the 19th century and is still more common there than elsewhere. I've never heard it in conversation here in Yorkshire for instance. No-one, even in Texas, where the phrase is often said to have originated, thought that bugs' ears were cute. What they did think, and they had a point here as insects can detect very miniscule and high-pitched sounds, is that they were 'acute'. Source www.phrases.org.uk

Affordable Access - Not Just Coverage increased affordable access to quality healthcare, wellness and prevention services. In other words, people need access to a primary care doctor, specialists or surgery in a reasonable period of time. Currently, wait times to see a doctor are too long. People need affordable co-payments, prescription drug prices and medical care services. To help get that done, medical school has got to be made more affordable. Why? It may help drive down the cost of medicine because new doctors won’t have hundreds of thousands of dollars in student debt. The most important thing we need to fix our healthcare system is a mindset that focuses on affordable access rather than on simply increasing health insurance coverage.

here is a fundamental problem with the debate over healthcare reform in Washington, D.C.; the debate has been focused on increasing health insurance coverage as a proxy for affordable access as opposed to a debate focused on direct access to quality, affordable prevention, wellness, healthcare services and prescription drugs. As we now know, having health insurance does not ensure access to affordable, quality healthcare services. Affordable health insurance is not the same thing as affordable access to quality healthcare services, especially for poor, low income, working and middle class Americans when co-payments for doctor visits, visits to specialists, prescription drugs and medicinal expenses not covered by health insurance policies are included.
The D.C. healthcare debate is not fully factoring in all the money being spent by cities and counties on healthcare facilities, personnel and services. Those are funds beyond what is being spent by the states. Why is it that with all the advances in healthcare technology, decoding the human genome, gene therapy, precision medicine and education technology, the cost of medical school and healthcare
services are still so expensive and continually increasing? Healthcare reform in D.C. has to focus on more than just health insurance coverage. Fixing the healthcare system has to focus more on reducing the cost of medical education, prescription drugs and healthcare services, as opposed to the current focus on making health insurance companies richer. Americans need

Instead of opting for the gift card or cash, give your loved ones something special that they will remember for their home. A great start is to think of what will satisfy the personality of your loved ones for their home. If you can’t think of anything, I suggest handmade items, as they are always exceptional gifts. The important thing to remember is to give them something for their home that will truly help keep it a comfortable space for them.
Grandparents: For your grandparents, a thoughtful gift would be to replace his or her favorite chair in which they sit while having quiet time. Select a recliner or a swivel barrel chair which will allow for comfort. In some cases, chairs with lockable wheels will allow for easy moving options. Dad: Fathers love creating a special place in the home nowadays known as a “man cave.” Handmade signs with inspirational quotes will make a great stocking stuffer for him. Another idea is to create an area in his favorite room that can be used for storing his collectibles. Mom: For mom, think of what she needs in her dressing area. Think of what else she needs in her bedroom. A handmade jewelry box with

are always winners. Try giving homemade chocolate or your signature homemade cake as a gift. Children: When it comes to children, the gift of allowing them to create is always good. Children love to use their imaginations, so let them do just that for gift giving season. Provide them with art tools and activities, allowing them to give a piece of themselves to a loved one. How special would it make them feel to see their work of art hanging in a loved one’s home? This gift would guarantee a smile on a child’s face each time they see it. Gifts should always be meaningful. The most important form of giving is with your time. Don’t forget to take the time to show love to those who mean so much to you.
