Pamela B. McKay

2025 SUPER TRAILBLAZER

Pamela McKay is a 34-year veteran in the radio industry. She started as an account executive at KPRC-AM in 1991 and was promoted to local sales manager in 1994. In 1995, the company sold to Clear Channel and McKay was part of the transition team to bring the companies together. In 1997, she was promoted to national sales manager and on to general sales manager in 1999. After a merger in 2000 with AMFM, McKay became GSM for Mix 96.5. In June 2006, McKay was promoted to VP/ Market Manager for Austin. This was the first time the company promoted someone from the sales manager of a single station to have complete oversight of an entire

cluster of six stations.

In 2017, McKay joined Radio One Houston as VP/General Manager of the powerhouse Houston group, where she worked with legendary stations Majic 102.1, 97.9 The Box and Praise 102.1. She is the first African American female to hold this coveted position. In 2023, Radio One purchased stations 93Q and KGLK The Eagle and McKay is now charged with oversight of those stations as well.

McKay has been a proud board member of the Urban League, March of Dimes, and Black Chamber of Commerce. She has received many professional and community accolades, including:

For over 30 years, Houston native DeAndre Sam has led A-Rocket Moving & Storage, Inc. as its president and CEO, continuing the legacy of excellence established by its founders, his parents: Herbert and Irlene Sam. Under his leadership, A-Rocket has grown into one of Houston’s most trusted moving and storage companies, serving corporate, industrial, and government clients with top-tier relocation, storage, and logistics solutions.

Founded in 1959, A-Rocket Moving & Storage has been a cornerstone of Houston’s inner-city community, offering reliable, professional service with a strong emphasis on customer satisfaction. Kimberly Bizor Tolbert

Kimberly Bizor Tolbert was appointed Dallas City Manager on Jan. 22, 2025, after serving as interim city manager since May 2024. Tolbert previously served as deputy city manager and chief of staff since rejoining the City of Dallas in 2017.

As city manager of the ninth largest city in the country, she oversees a budget of $5.2 billion and a workforce of 13,000+ Dallas team members. She is the first African American female to serve as Dallas City Manager, and the only woman leading a top 10 city in the United States with a council–manager form of government.

Tolbert brings a strong business acumen and a commitment to making Dallas more responsive, accountable, open and honest for its 1.3 million residents. Upon assuming the role of interim city manager, she launched an ambitious 100-day plan to address immediate improvements. Within her first 45 days, she led a citywide realignment, streamlining and reimagining functions, resulting in $13 million in savings and enhanced cross-departmental collaboration.

Tolbert is fostering a culture of customercentricity through the principles of Connect, Collaborate, and Communicate,

driving the city team to deliver service first with the urgency of now! She is passionate about Dallas’ evolution into a globally recognized city, with a thriving and inclusive community that sets the standard for excellence through innovation, efficient government, and targeted economic growth. The Dallas Business Journal recently named her a Texas 100 – headliner to watch in 2025. Some of Tolbert’s notable achievements include delivering a balanced biennial FY 2024-25 budget, the largest single-year property tax rate reduction in modern history and closing a $38+ million revenue shortfall.

She also led negotiations to bring the Dallas Wings basketball team and all-women’s soccer team, Dallas Trinity FC, to the City of Dallas. The Wings are projected to produce a $15 million impact over 15 years, and Trinity FC, $4 million over five years. Tolbert is also an advocate for public/private partnerships. As interim city manager, she leveraged roughly $200 million in infrastructure investments within her first six months to champion communities that have not historically benefitted from the city’s economic growth and social vibrancy.

A transformational, results-driven leader, Tolbert is a Texas native, who has lived in North Texas for over 40 years, and has 30+ years of public sector experience. She holds a Master of Public Administration and a Bachelor of Arts in Political Science from the University of North Texas, is a graduate of the Bloomberg Harvard City Leadership Initiative, and is an International City/County Management Association Credentialed Manager (ICMA-CM).

Jane E. Cheeks, PSHRA-SCP, is a seasoned human resources management professional with a distinguished record of leadership in both public and corporate sectors. Renowned for her expertise in large-scale consolidation strategies and financial oversight of a $450 million+ budget, she has consistently driven innovation and operational excellence.

With over 25 years of dedicated service to the City of Houston, Jane has led core HR functions with a strong focus on efficiency, employee engagement, and well-being.

As Director of the City of Houston’s Human Resources Department, she oversees a team of more than 325 HR professionals

who provide services to more than 66,000 employees, retirees, dependents, and survivors.

Jane’s leadership and influence in the HR field have earned her prestigious accolades, including being named one of Houston’s Top 30 Influential Women (2019) and a recipient of the 2023 Safety and Health CEOs Who Get It award. She also served as the 2024 HR Houston president and continues to contribute as an active board member.

A visionary leader, Jane has successfully navigated complex organizational consolidations, fostering harmonious labor relations and forging strategic partnerships

with recognized labor unions. Her ability to bridge the gap between employees and management has strengthened workplace culture and operational efficiency within the City of Houston.

One of her most transformative achievements is leading the HROne digital transformation initiative, which modernized the city’s HR infrastructure through the implementation of SAP SuccessFactors Employee Central and BenefitFocus’ Benefitplace platform. This initiative enhanced workforce productivity, mobility, and engagement by integrating HR Personnel & Organizational Management and Benefits Administration into a seamless, user-friendly system.

Currently, Jane is spearheading the city’s work-life transformation initiative through the Involve & Evolve employee engagement survey. This groundbreaking five-phase initiative is designed to create a continuous, evolving journey that enhances workplace culture and employee experience for years to come.

Under her leadership, the city established a state-of-the-art Wellness Center Facility, providing employees with access to healthcare coaches, dietitians, onsite fitness equipment, wellness programs, seminars, and more—fostering a holistic approach to employee well-being.

Driven by a passion for public service, employee advocacy, and HR innovation, Jane continues to lead efforts in succession planning, policy standardization, and the integration of cutting-edge HR practices to ensure the City of Houston remains a model employer in the public sector.

Brian M. Middleton

Brian Middleton was elected as the district attorney for Fort Bend County on Nov. 6, 2018. He received the Prosecutor of the Year Award in 2022 from the State of Texas Criminal Justice Section and the Texas District and County Attorney’s Association.

Born in Houston, Texas, Mr. Middleton is a 1990 graduate of Lamar High School. He received a Bachelor of Arts in Economics from the University of Houston in 1994. Mr. Middleton graduated from Thurgood Marshall

School of Law with honors in 1997 and was licensed to practice law the same year.

While in law school, Mr. Middleton was employed as a legal intern at the First Court of Appeals, the Harris County District Attorney’s Office, and the United States District Court for the Southern District of Texas under the supervision of Judge Calvin Botley. Upon graduation from law school, Mr. Middleton began his legal career at the Office of the Attorney General of Texas, Habeas Corpus Division, where he represented the

Director of the Texas Department of Criminal Justice in Federal Court regarding lawsuits filed by Texas inmates. Thereafter, Mr. Middleton was employed as a briefing attorney for Judge Morris Overstreet at the Texas Court of Criminal of Appeals, as an assistant district attorney at the Fort Bend County District Attorney’s Office, and as an associate attorney for the Barrett, Burke, Wilson, Castle, Daffin, & Frappier Law Firm.

Mr. Middleton established the Middleton Law Firm in 2003 and practiced in the areas of criminal law, civil litigation, bankruptcy, and appeals.

Mr. Middleton was employed as a municipal prosecutor for the City of Meadows Place, the City of Wallis, and the City of Jersey Village. He was also employed as a judge for the City of Jacinto City and as an adjunct professor at Thurgood Marshall School of Law.

Mr. Middleton is the president-elect of the Texas District and County Attorney’s Association and council member for the State Bar of Texas Criminal Justice Section.

Mr. Middleton is married to Coretta Middleton. Together, the couple has three daughters. His father and sister are also attorneys. His father has practiced labor law for over 47 years.

U.S. Congresswoman Jasmine Crockett

Congresswoman Jasmine Crockett has purposefully made every decision with one goal in mind: protecting the civil liberties of those in underrepresented communities. As a public defender, civil rights attorney, state representative, and United States Congresswoman, she dedicates her life to public service, with the goal of serving justice and ensuring equality for all.

In the midst of political turmoil, economic distress, and racial inequality, Congresswoman Crockett laced up her shoes to march for justice and run for the Texas House of Representatives. The sole Black freshman and youngest Black lawmaker in Texas during the 87th Legislative Session, Congresswoman Crockett filed more bills than any other freshman, assembled

a wide coalition to pass landmark criminal justice reforms in the House, and brought more accessibility and accountability to her office than before. She was a founding member of both the Texas Progressive Caucus as well as the Texas Caucus on Climate, Energy, and the Environment. As a State Representative, she fought for economic opportunity as a member of the Business & Industry Committee and advocated for reform on the Criminal Jurisprudence Committee.

Her passion for justice and the protection of peoples’ rights led her to pursue a career as a public defender, and civil rights and criminal defense attorney. She focused on defending the most vulnerable among us from exploitation in the criminal justice system. As she began her career in the Bowie

County Public Defender's Office, Congresswoman Crockett worked tirelessly to keep children safe and out of jail. Her time there serves as a reminder that criminal justice is an intersectional issue.

Following her service in the Texas Legislature, Congresswoman Crockett has served as the U.S. Representative for Texas 30th Congressional District since January 2023, representing portions of Dallas and Tarrant counties, and representing the seat previously held for 30 years by the late Congresswoman Eddie Bernice Johnson. In the 118th Congress, Congresswoman Crockett was elected as Freshman Leadership Representative, and in the 119th Congress, she was appointed to the position of Vice Ranking Member of the House Committee on Oversight and Government Reform, and the Ranking Member of the House Judiciary Subcommittee on Oversight. She currently serves on the House Judiciary Committee and the House Committee on Oversight and Government Reform.

Congresswoman Crockett earned her B.A. in Business Administration from Rhodes College and her J.D. from the University of Houston. She is licensed to practice law in Texas, Arkansas, and federal courts. Crockett is the past Bowie County Democratic Party Chair, held various leadership positions within the legal community, and is a former board member of the Dallas County Metrocare Services. Gaytha and Michael L. Davis, Sr. are dedicated to service, advocacy, and community engagement. Their 42 years of marriage have been marked by their unwavering faith and a commitment to uplifting others. In 1993, their efforts were recognized by the United Way of Metropolitan Dallas, a testament to their lifelong dedication to giving back. As a devoted caregiver, Gaytha has remained steadfast in her support of Michael Sr., who receives assistance from the PAN Foundation’s IBS-D fund.

Born in Louisiana, Michael Sr. has dedicated more than 40 years to shaping young minds as an administrator in the independent school district. His career culminated in his role as Area Director of Transportation for Dallas County Schools, from which he retired in 2015. Even in retirement, he continues to serve, volunteering and remaining actively engaged in faith-based initiatives.

As members of the PAN Foundation’s Patient and Family Advisory Council (PFAC), the couple shares their healthcare journey to help others navigate their own. Together, they champion health advocacy and equity, ensuring all individuals have access to quality health care, prescription medications, and clinical trials. In 2024, their dedication was honored with the Community Champion Award from the PAN Foundation.

Each year, Gaytha and Michael Sr. travel to Washington, D.C., for Advocacy Action Day on Capitol Hill, where they join other patient advocates and caregivers in meetings with lawmakers to push for equitable healthcare policies. Their work is rooted in a shared passion for creating sustainable change and ensuring fairness in healthcare access and outcomes.

After retiring in 2016 from the City of Dallas Mayor & City Council Office, where she served for 33 years, Gaytha became Acting Director for Congressional District 30. A proud member of Delta Sigma Theta Sorority, Inc., she is bilingual in Spanish and has received over 100 recognitions. One of her greatest achievements is founding the Annual Mayor’s Back to School Fair, which gained national recognition in

2007 at Walmart and Sam’s Club’s headquarters.

In 1992, Gaytha was honored as an Honorary Admissions Officer for the United States Military Academy at West Point. Meanwhile, Michael Sr. takes pride in mentoring their son, Michael Jr., from Cub Scout to earning the highest rank in the Boy Scouts of America: Eagle Scout.

Beyond advocacy, the couple built iPARK, a family-owned parking business that has grown from a single lot to seven.

Together, Gaytha and Michael Sr. cherish time with their family, traveling, volunteering, and promoting literacy among schoolchildren. They are proud parents of four adult children—Dr. Paulette Busby, Annette C. Davis, Michael L. Davis, Jr., and Miquela

Council Member Reverend Willie Davis

The Reverend Willie Ray Davis serves as the senior pastor/founder of the Mac Gregor Palm Community Baptist Church in Houston, Texas. He attended school in the Houston Independent School District and graduated from Stephen F. Austin High School. He continued his education at Sam Houston State University and Texas Southern University in pursuit of a bachelor’s degree in government and political science.

Reverend Davis served three years in the U.S. Army, Special Forces (Green Beret), and was stationed in Okinawa, Japan. He later attended the Texas School of Theology, where he received a bachelor's and master’s degree in theology. In 2002, the Texas School of Theology bestowed upon Reverend Davis an Honorary Doctor of Divinity degree for his continued commitment to helping others fulfill their learning in seminary education.

In 1986, Reverend Davis was called to serve as senior pastor of the Greater Saint Paul’s Missionary Baptist Church. After 20 years of service there, he was called as senior pastor of the Progressive Baptist Church of Chicago, Illinois, where he served for three- and one-half years. Reverend Davis now serves the Houston community again as the pastor of the Mac Gregor Palm Community Baptist Church. There, he is striving to resurrect the community as God gives him direction.

Among the many services that Reverend Davis has rendered to the city of Houston and other organizations are President of the Minister’s Advisory Board to the Mayor, Vice President of the Metropolitan Minister’s Alliance, President of the Southwest Region of PNBC Inc., and Religious Coordinator for the Southwest Region of the NAACP, Board Trustee of Houston Baptist University, and President of the Fort Bend Pastor’s Association.

Among the talents, gifts, and services with which Reverend Davis has been blessed, none have been more fulfilling than the call of God upon his life as a servant and his being used by God to reach all of humanity through his preaching and teaching God’s Word. He desires to make his continued mission in life one of seeking others through God’s Word at whatever cost for the kingdom.

Davis was sworn into office on Jan. 2, 2024. As Houston City Council Member for AtLarge Position 2, his mission is to strengthen the city we love, while ensuring the welfare of all Houstonians.

Dr. David L. Jones, a native of Muskegon, Michigan, grew up in a family of six siblings under the guidance of his devoted and God-fearing mother, Patricia Ann Pickens. Her unwavering faith inspired Dr. Jones to lead a selfless life dedicated to service and compassion, particularly for the least, the last, and the lost.

Dr. Jones is the proud father of his daughter, Dalona BreAnn Jones, who has followed in his footsteps as an educator and community organizer while excelling as a talented singer, songwriter, and composer. Dr. Jones holds a doctorate in education

and administration from Tennessee State University, as well as two master’s degrees—one in counselor education and another in counseling psychology—both earned from Western Michigan University. He also holds a Bachelor of Science in Psychology from Grand Valley State University and an associate degree in behavioral science from Muskegon Community College.

With over 30 years of leadership experience in education and mental health, Dr. Jones has held roles such as school principal, director of guidance and counseling, superintendent of schools, and state consultant.

Renowned for his expertise, he has consistently enhanced student achievement, staff development, and curriculum design while raising state standardized test scores across public and charter schools nationwide.

As the CEO and founder of Wellspring Family & Community Institute in Houston, Texas, Dr. Jones oversees a comprehensive mental and behavioral health agency. Wellspring includes services like Wellspring Home Healthcare, the Wellspring Institute for Research and Education, the “Come To Me” program for children of incarcerated parents, and the acclaimed Michael Pollard YOGI Bear Mentoring program for urban youth. In recognition of his impact, the City of Houston, under Mayor Sylvester Turner, issued a proclamation dedicating Aug. 22, 2017, as “Michael Pollard – YOGI Bear Mentoring Day” in Houston, Texas.

An accomplished author, Dr. Jones has published works such as Dealing with Relatives in the Church, Black-Eyed Peas for the Soul, and Frankenstein’s America. His accolades include induction into the National Dean’s List, the United States Achievement Academy, and multiple community and educational leadership awards.

Ron Reynolds was sworn in on Jan. 10, 2011, as State Representative for House District 27. Ron is currently serving his eighth term in the Texas House. He is the first African American State Representative in Fort Bend County since Reconstruction. Reynolds was named “2021 87th Session Legislator of the Year” by Fort Bend United and The Young & the Politics. Candess Tucker & Dominique Hamilton

Candess Tucker and Dominique Hamilton are the co-founders of Johnnie Means Aquatics (JMA), a non-profit dedicated to providing quality swim instruction and competitive training. Founded in 2022, JMA was inspired by Hall of Fame swim coach Johnnie Means. Recognizing a lack of affordable aquatics programs, they created a model that offers Learn to Swim and competitive programming at a 70% discount to Houston-area families. Through sponsorships and fundraising, they have impacted over 500 children, equipping them with essential water safety skills and a love for swimming.Coach Candess Tucker has spent her career expanding aquatics access in underserved communities. In 2008, she became the head coach of the Newark Piranhas Swim Team, the first USA Swim-

ming-registered team in Newark. Seeing the need for structured swim programs, she founded Water Wings, Inc. in 2010, a nonprofit promoting water safety and competitive swimming for underrepresented youth.

Returning to Texas in 2017, Candess joined the Harris County Aquatics Program, where she has played a key role in Learn to Swim instruction, competition training, and coaching programs. She works to eliminate financial and systemic barriers, ensuring more children can access swimming. Beyond coaching, Candess is the Swimming Council for Diversity in Aquatics chair, advocating for diversity, equity, and inclusion. With 22 years as a water safety instructor, 18 years as a USA Swimming coach, and 18 years as an ASCA Level 4 coach,

she remains committed to mentorship and aquatics education.

Dominique Hamilton is a Houston-based swim coach, personal trainer, and athletic performance specialist with over 20 years of experience in aquatics and sports conditioning. A Houston native, she trained under Johnnie Means and Dr. Thurman Robins with the Harris County Aquatics Program from 1995 to 2002, excelling in USA Swimming and at Houston Lamar High School before competing at Florida A&M University.

She began teaching Learn to Swim in 1999 in Houston’s Third Ward and has spent over 23 years in water safety education. For the past 13 years, she has worked as a certified personal trainer, USA Triathlon coach, and youth sports specialist, coaching youth to professional athletes.

Her expertise includes strength training, endurance development, biomechanics, and injury prevention. She has trained athletes in marathon running, triathlons, and competitive swimming, focusing on physical and mental resilience.

Together, Candess Tucker and Dominique Hamilton are transforming aquatics, ensuring children from underrepresented communities have access to training, mentorship, and opportunities to succeed in and beyond the water.

Traci A. Gibson, Esq.

Attorney Traci A. Angela Downes is a professor at University of North Texas at Dallas College of Law, where she is Assistant Director of Experiential Education. J.D. Garnier Sr.'s journey began as a financial advisor in his youth, hailing from New Orleans, Louisiana. By the age of 22, he had acquired all necessary licenses, offering financial planning advice to clients. The early days were challenging. Coming from Uptown New Orleans, J.D. did not have a network of wealthy prospects and clients. Instead, he spent his time teaching financial literacy and planning in the projects of Uptown. Recognizing the need for advanced knowledge, Garnier chose to pursue a legal ed-

In 2006, J.D. decided to move to Houston. For two years, he worked full-time for an investment firm during the day and attended law school full-time in the evening. While advising wealthy families on a daily basis, he was simultaneously expanding his knowledge and understanding of the law and the system as a whole. This experience helped J.D. gain tremendous insight into how the wealthy think and behave. Ultimately, it shifted his perspective on wealth

Kevin H. Hoffman

Kevin H. Hoffman is the Chief of Staff at Prairie View A&M University. He oversees the President’s Office’s day-to-day operations, development and implementation of the university’s strategic plan, the president’s office budget, and serves as the governmental liaison for the university.

Formally, Mr. Hoffman served as the executive director for Harris County Facilities and Property Management. He also was the president and chief executive officer of the Harris County Sports & Convention Corporation, which oversees operations of NRG Park. He was a member of the 2004 and 2017 Super Bowl Bid Committee and the 2011 and 2016 NCAA Final Four Host Committee.

Hoffman retired from Harris County after 28 years of service. As an elected official, Mr. Hoffman served on the Board of Education for the Houston Independent School District from 1999 to 2007. In 2003, Mr. Hoffman served as the president of the Houston Independent School District’s Board of Education. He also served on the Cypress-Fairbanks Independent School District’s Board of Education from 2012 to 2016. In 2002, Mr. Hoffman established the Barbara Jean Hoffman Memorial Foundation, named after his late mother, a nursing student who also graduated from Prairie View A&M University. For more than two decades, this foundation/endowment has provided over $500,000 in school supplies for K-12 students and nursing scholarships

at Prairie View A&M University. For over 30 years, Mr. Hoffman has been involved with local community, state and national educational organizations.

He has sat on the boards of the Texas Association of School Boards, is the former vice chairman of the National Black Caucus of School Board Members, a member of the Texas Black Caucus of School Board Members, Houston Area Alliance of Black School Educators, Midtown Redevelopment Authority, Main Street Coalition, CY-Hope, Waller County Economic Development Partnership, Timbergrove Sports Association, Cy-Ranch PTA and the Fairfield Homeowners Association. In light of this, the City of Houston, Harris County, State of Texas, United States Congress, and the United States Department of Education have recognized him for his civil service.

A recipient of many awards, among them are the Texas Association of School Board Leadership Award, the 2015 Texas Association of School Administrators Outstanding School Board Award, the 2002 Broad Prize for Urban Education, the Houston Livestock Show & Rodeo Black Heritage Trail Blazer Award, Prairie View A&M University President’s Award, and the Wheatley High School Humanitarian Award. Mr. Hoffman received his undergraduate and master’s degrees from Prairie View A&M University in 1989 and 1992. Dr. Sharifa Glass is a pediatrician, lactation consultant, media expert, and medical advisor/consultant. She is the owner of The Vine Pediatrics and Lactation, Houston's housecall practice for babies, kids, teens, and breastfeeding/pumping moms. Her private practice (the first of its kind in the Houston area) supports all mothers in reaching their breastfeeding or pumping goals and provides evidence-based medical care for children in the comfort of their own homes. Dr. Glass is board-certified by the American Board of Pediatrics and the International Board of Lactation Consultant Examiners. She is currently the only African American physician in Texas to hold both of these certifications as a pediatrician and a lactation consultant. After residency, she became a fellow in the American Academy of Pediatrics, a member of the United States Lactation Consultant Association, and a member of the Academy of Breastfeeding Medicine. Dr. Glass holds an adjunct position as a clinical assistant professor at the University of Houston's Tilman J. Fertitta Family College of Medicine and is a member of the medical school's admissions committee. In addition, she mentors high school students, pre-med university students, and pediatric resident physicians to increase African American representation in the field of medicine. Dr. Melanie L. Hafford is a highly skilled bariatric surgeon, respected educator, and dynamic community leader, recognized for her expertise in advanced surgical techniques and her passion for patient-centered care. Specializing in robotic bariatric and anti-reflux surgery, as well as minimally invasive general surgery, Dr. Hafford has made significant contributions to improving outcomes for patients undergoing weight-loss and digestive surgeries.

William H. Merrick was born in Mississippi and raised by a single mother, which exposed him early on to certain demographics' challenges in obtaining quality, affordable housing. Observing the financial difficulties of raising two children on a teacher's salary, he developed an acute awareness of these issues. From his father, who served as a plant supervisor, cattle rancher, and resource conservation commissioner, William learned the value of land and the responsibility that comes with its stewardship. This foundational understanding eventually shaped his passion for land development.

The combined influence of his parents instilled in William a passion for real estate development, although he initially did not

recognize it as a viable career path. William pursued higher education and obtained an Associate of Applied Science (AAS) in Construction Management from Baton Rouge Community College in 2011. Prior to this, he completed a Bachelor of Arts (BA) in Architecture from Southern University and A&M College over four years. He subsequently gained valuable experience by working and volunteering with Habitat for Humanity Baton Rouge, acquiring expertise in bridge and highway construction with the Louisiana Department of Transportation and Development (DOTD), and serving as a Quality Assurance and Quality Control (QAQC) Lead at Dow Chemical. As a business owner, William commenced his development career in 2015 in Loui-

siana, under the mentorship of a distinguished architect and developer. In 2018, he relocated to Houston and joined a nonprofit community development corporation, further expanding his expertise. By 2021, following several successful projects in Houston, William was appointed to the board of directors for Education Based Housing, subsequently renamed Empower Community Development Corporation, as well as Jeffersonian Contractors, later renamed Whitestone Developments Inc., serving as co-chair of both boards. In January 2023, William assumed the role of Vice President of Real Estate Development for both entities. In March 2024, he was unanimously elected as the executive director and CEO of Empower CDC and Whitestone Developments.

“‘Building Excellence’ has been a guiding principle for me since I acquired my first parcel of land in 2015. This mission endures nearly a decade later through Whitestone and Empower, reflecting not only in the structures we construct but also in the communities and individuals we support,” he said.

William has been happily married for 15 years and has two children. He is a devout Christian who enjoys jets-skis, ATVs, watching movies, gardening, and undertaking various small projects around his home.

Michael L. Montgomery is a former NFL player, actor, and philanthropist dedicated to leaving a lasting impact, both on and off the field. Born on Aug.18, 1983, to Michael Montgomery, Sr., an associate pastor at Morningstar Church, and Rosie Walker, a Women’s Basketball Hall of Fame inductee, Montgomery grew up in the low-income neighborhoods of East Texas, where he developed the relentless work ethic that would define his career.

At Center High School in Texas, Montgomery excelled as a two-sport athlete, earn-

ing 1st Team All-District, District Defensive Player of the Year, and All-State honors in both football and basketball. His talent led him to represent Center in the Texas High School Coaches Association All-Star Football Game and the Angelina Basketball AllStar Game, a rare feat that underscored his exceptional athleticism.

Continuing his journey at Navarro College, Montgomery played both football and basketball, earning 1st Team All-Conference and All-American honors. His dominance on the field secured him a full athletic scholarship to Texas A&M University, where

he became a 1st Team All-Big 12 Defensive Lineman and received the Aggie Heart Award, personally presented by Texas Governor Rick Perry.

In 2005, Montgomery’s drive propelled him to the NFL, where he signed with the Green Bay Packers. Over six seasons, he made his mark before extending his professional career in the UFL and CFL. Committed to education, he later returned to Texas A&M, earning his bachelor’s degree in agricultural development. His achievements were further honored with his 2022 induction into the Navarro College Hall of Fame and 2024 induction into the Center High School Wall of Honor.

As a Second-Class Petty Officer, he earned the designation of Enlisted Aviation Warfare Specialist and deployed in support of Operation Southern Watch, Operation Enduring Freedom, and Operation Iraqi Freedom. tions include the Navy and Marine Corps Achievement Medal, NATO Medal, Kosovo Air Campaign Medal, Armed Forces Expeditionary Medal, Sea Service Deployment Medal, and more.

Kenneth’s passion for aviation education and outreach led him to found Universal Elite Aerospace in 2013, a STEM-focused aviation program aimed at inspiring and empowering underrepresented youth to

In 2016, he became the first African American Director of Education and Outreach at the $40M Lone Star Flight Museum, where he developed aviation and STEM curriculum, field trips, and programs benefiting over 1.2 million students throughout the Greater Houston area. In 2018, Kenneth was selected as one of only seven U.S. military veterans from a pool of 2,000+ for the first-ever U.S. Department of Transportation’s "Forces to Flyers" initiative, designed to address the national pilot shortage. Robert L. Southers, Jr.

Robert Southers is a Safety and Mission Assurance (SMA) engineer at the Johnson Space Center (JSC) in Houston, Texas. During the first 10 years of his career, Robert worked in various safety and quality capacities at Stennis Space Center (SSC), including Center Audit Manager, Test Safety Officer, Test Operations Support Division Lead, and Interim Response Team Lead. In August 2020, he accepted a rotational detail at JSC supporting the Safety and Test Operations (NS) leadership team. Robert was offered a full-time position in January 2021 in the Institutional Safety Branch of NS, where he served as the Division Coordinator for Safety Training Qualifications and Certifications before being permanently named

the NS Division Associate Chief in September 2024.

As a Louisiana native, Robert was afforded the opportunity to experience NASA early in his life with both SSC and Michoud Assembly Facility in the surrounding community. Many of his mentors and role models were NASA engineers, therefore instilling an insatiable thirst for science, technology, engineering, and math at a young age. Robert’s NASA career began when he was selected as a 2005 NASA summer intern. Robert was one of 14 students chosen to participate in the NASA Summer High School Apprenticeship Research Program (SHARP) at SSC. He continued his career with NASA as a

cooperative education (co-op) student in SMA from May 2010 until August 2012 while pursuing a bachelor’s degree in chemical engineering from the University of Louisiana at Lafayette. Upon graduating, Robert accepted a full-time position at SSC in SMA, where he continued his education and received a Master of Science in Engineering Management from Louisiana Tech University in 2019. Robert has continued to seek personal and professional learning and development opportunities through NASA over his career. He was a 2015 graduate of the NASA Foundations of Influence, Relationships, Success, and Teamwork (FIRST) cohort, received his Lean Six Sigma Green Belt in 2017, completed Foundations of Leadership in 2021, OSHA 30-Hour General Industry and became NASA Human Factors certified in 2023, and is a 2024 graduate of the second JSC Program Management Development Initiative (PMDI) cohort.

Robert enjoys playing sports and traveling, but his true passions are mentoring and music. In addition, Robert enjoys supporting his wife (Shani), California-based son (Sabastien), and his multi-sport student-athletes (Yonis and Kingston). Despite these time-consuming hobbies, he spends a large portion of his free time supporting community events with his home church (Higher Dimension Church) and NASA educational outreach programs. Agnes Usoro-Umoh, MD

Dr. Agnes Usoro-Umoh is a boardcertified emergency medicine physician. She started her healthcare career as an intensive care unit (ICU) nurse. Outside of her clinical pursuits, Dr. Usoro is an avid advocate for diversity, equity and inclusion. She started the House Staff Diversity Council at the Johns Hopkins

Hospital and Johns Hopkins Bayview Hospital during her emergency medicine residency training. This organization is still going strong and aims to improve the experience of under-represented in medicine residents during their medical training.

A current and ongoing passion for Dr. Usoro is regenerative health, wellness and aesthetics. Inspired by the cancer journeys of her parents, as well as a very close friend who lost her battle to stage IV colorectal cancer, Dr. Usoro founded River Oaks Galleria (ROG) Medspa. Tiffany Thibodeaux was born in the heart of Nashville, Tennessee, a city renowned for its vibrant culture and rich musical heritage. Growing up in this dynamic environment instilled in her a strong sense of ambition and a desire to make an impact. After completing her education, Tiffany embarked on a successful career in corporate America, where she spent over a decade working in inside sales for Toshiba International. During her time there, she developed invaluable skills in client relations, negotiation, and strategic sales, consistently exceeding targets and earning accolades for

her performance.

In 2018, Tiffany’s life took an exciting turn when she met James Thibodeaux. Their connection was immediate, and James, a builder by profession, recognized Tiffany's potential and encouraged her to explore a career in real estate. Inspired by his vision and support, Tiffany began to research the industry and pursue her real estate license. She discovered a passion for helping others navigate the complexities of buying and selling homes, which further fueled her desire to take the leap into this new venture.

After years of balancing her corporate ob-

ligations with her growing interest in real estate, Tiffany made the momentous decision to leave her corporate job in 2022. This bold move marked the beginning of a new chapter in her life as she became a full-time realtor and founded Thibodeaux Realty Group. With her background in sales and her newfound expertise in real estate, Tiffany quickly established herself as a trusted advisor in her community.

As the wife of a builder, Tiffany possesses a unique understanding of the construction process, which sets her apart in the real estate market.
