Connected by shaded, brick sidewalks, shops and galleries, restaurants, and entertainment spots fill our 19th-century buildings. It’s not unusual to hear musicians “jamming” on the Square and see artists with their sketch pads whiling away the pretty afternoons.

Dahlonega’s Rich History

8

Nothing more clearly evokes Dahlonega’s past than its very name, coming from the Cherokee Indian word “ta-lo-ne-ga.” The Cherokee name speaks of the time when the area was part of the Cherokee Indian Nation (and before that, was also home to the Creek Indians). The meaning of the word ta-lo-ne-ga, “yellow,” speaks volumes about what eventually drove the Cherokee out on the infamous Trail of Tears— gold!

B

oth white men and the Indians knew of the gold in the area for hundreds of years. Indians panned for gold in the early 1540s, joined by Spanish miners until they were expelled by the English in the 1730s. Legend has it that gold was discovered in Lumpkin County in 1828 when hunter Benjamin Parks overturned a rock laced with the glittering metal. This led to the first major gold rush in the U.S., creating overnight the boom town of Auraria. When the county was officially formed in 1832, however, land title questions caused Auraria to be bypassed as the county seat in favor of nearby Dahlonega. With the Cherokee forced out in 1838, the white miners and settlers had the gold and the land to themselves. From 1828 to 1861, Lumpkin County produced more than $36 million in gold coins, $6 million of it minted by the U.S. Mint in Dahlonega. When the Civil War broke out, the Confederacy seized the mint and produced another $23,000 in gold coinage. However, the Confederates

found running the mint to be too expensive and they shut it down. It never reopened. While the California Gold Rush in 1849 drew most of the local miners west, leaving the area to the farmers, a second, smaller gold rush in the 1880s briefly revived interest in Lumpkin County. Dredging operations were popular until 1920. Gradually, though, the gold became more difficult to extract, and miners again headed west. By 1906, the last large Dahlonega mining company, Consolidated Mining, closed its operation. There is still plenty of gold in the area, but the cost of modern mining operations far exceeds the value of the refined gold. Most Dahlonega “mining” today is purely recreational. Visitors can pan for gold, tour the old Consolidated Mine, and visit the Gold Miners’ Camp for a taste of what mining was like back in the 1800s. Also, the Old Lumpkin County Courthouse, built in 1836, operates as the Gold Museum, presenting information on the gold deposits of Georgia and on the Georgia Gold Rush. Birth of a College Town Six years after the end of the Civil War, the Dahlonega Mint building and 10 acres were transferred to the state for use as North Georgia Agricultural College, a land grant and military school. The mint building burned and a second building, known today as Price Memorial Hall, was constructed on the old foundation. This building’s spire is covered with 23 ounces of Dahlonega gold.

Tourism The advent of the automobile brought another change to Lumpkin County. New roads drew people to the area’s history, some even staying to build second homes nearby. Tourism became Dahlonega’s third gold rush. The latest attractions are the fine vineyards and wineries in the area that open for tastings and hold events of their own to promote their boutique labels. All of Georgia and many beyond know about Dahlonega today. It’s the last stop on northbound Georgia 400. Anyone passing through Atlanta, an hour’s drive away, gets a visual reminder of Dahlonega; the Georgia State Capitol Building has 60 ounces of Dahlonega gold glittering on its dome.

The Great Outdoors Another important aspect of Dahlonega and Lumpkin County is the great outdoors, the beautiful mountain scenery, captivating waterfalls, forests teeming with wildlife, and numerous trails from which to enjoy it all. In 1936 the U.S. government created the Chattahoochee National Forest from a land purchase that began in Lumpkin County 26 years earlier. Today, Lumpkin County is an outdoor enthusiast’s dream.

The mission of North Georgia Agricultural College evolved into one emphasizing arts and sciences and, in 1929, the school was renamed North Georgia College. The institution briefly became a two-year college in 1933, primarily due to the economic pressures of the Great Depression. After World War II, in 1946, NGC reestablished senior (four-year) status. During the 1996-97 school year, the Regents granted NGC university status and changed its name to North Georgia College & State University. One of only six Senior Military Colleges in the nation, the university is designated as The Military College of Georgia. The people of Lumpkin County have embraced North Georgia College & State University from the very beginning, especially during military reviews on campus and downtown parades that remind area citizens and visitors of North Georgia’s Corps of Cadets’ contribution to the nation’s defense.

Economic Development

Bruce Abraham, Executive Director

“When it comes to economic development, Lumpkin County just gets it.” We hear that a lot from people we work with throughout the state who understand what business and industry are looking for these days—and just as important, what they’ll need tomorrow.

S

ure, we have a lot of assets that make doing business here attractive: a great location, competitive land prices, business and industrial parks, broad educational and technical training resources, a local hospital, a beautiful natural environment and an excellent quality of life. But what most sets us apart from other communities our size is our forward-thinking approach to economic development. Dahlonega and Lumpkin County have organized a full team of local, regional and state professionals who support existing businesses, facilitate local business expansions, assist companies considering relocation into the county

Lumpkin County Development Authority

and promote opportunities for entrepreneurial enterprises. Not only are we working to meet business and industry’s current needs, we are also well into strategic planning work that is preparing our community to meet the new challenges of the future, expanding opportunities for the existing and new businesses who invest here and the citizens who live here. Here’s a look at some of the leaders on our economic development team, and their roles in advancing business, industry and personal success in our community.

Eric Hanniger Plant Manager, Dahlonega The Timken Company

Following a plant closing in another state, our Ohio headquarters had to make some difficult decisions recently about where to place the production activities from that facility. They had several options. We wanted to bring the additional production here into our Dahlonega needleroller bearing plant, but there were a lot of criteria we had to meet to be eligible. Among the challenges, we had to show we could make room for the additional equipment, handle the extra distribution demands, add up to 50 new employees and make the numbers work—within a very short time frame. • The Lumpkin County Development Authority, the state economic development department, the city of Dahlonega—the whole team—worked together and pulled in every resource necessary to help us gain that new business. They provided bond financing, offered incentives, secured grants, found creative solutions for challenges that came up and supported us in every way. • Thanks in large part to the readiness and professionalism of Lumpkin County’s economic development community, we did earn that business. It was a win-win for Timken and for the community.

Dahlonega-Lumpkin Count y Chamber of Commerce • 800-231-5543 • w w w.dahlonega.org

The Lumpkin County Development Authority is a conduit for economic development, bringing public and private entities together to facilitate new local investment, business expansion and job growth. We understand that cooperative leadership promotes quality economic progress, so we’ve put a lot of energy into building relationships. When businesses consider expanding or relocating in our community, we have the right people ready to help. Our mission is to “enable” development, to create conditions that support quality growth. We do that in many ways. We develop and sell industrial park sites and buildings. We recently funded a million dollar-plus public water and sewer project to open up the GA 400 corridor for commercial development. We provided bond financing for an $11-million expansion that allowed a plant to remain in our community, retaining and adding new jobs. We facilitated development of commercial regulations to ensure that development preserves the beauty and integrity of the county. We are the lead agency for a project that is boosting regional fiber optics capacity to allow for growth of technology-based businesses. We have initiated strategic planning for major workforce and community development initiatives that will support the technology-based businesses this fiber optic infrastructure will bring. To learn more about how we can support your business expansion or relocation, call the Lumpkin County Development Authority at (706) 864-0423 or visit www.growinglumpkin county.com.

The Dahlonega Downtown Development Authority is focused on stimulating and sustaining economic development in the historic downtown and central business district areas. The DDA and our Better Hometown Program work closely with government, business and other organizations to strengthen and expand the city’s civic, cultural and economic base using the National Main Street Program of economic development based on historic preservation. We have developed a comprehensive master plan to protect the historic central business district and guide Dahlonega’s growth well into the future. Supporting that plan, we provide or have access to bond financing, grants, loans and other services to facilitate projects that support the city’s long-range goals. Gary Powers, President and CEO Dahlonega-Lumpkin County Chamber of Commerce Our program of work is far-reaching, but our mission is simple: to make Dahlonega

and Lumpkin County a great place to live, work, visit and do business. The DahlonegaLumpkin County Chamber of Commerce accomplishes this in several ways. We provide a wide range of business support services, from start-up assistance to business promotion avenues to networking opportunities. We are a clearinghouse for business facilitation, information and training. We are designated by the state as an Entrepreneurial Friendly Community and have an economic development committee working to attract and retain small businesses that are a good fit with our business climate and quality of life. Our governmental affairs committee keeps businesses informed of legislative issues that may affect them. And we work with business, education, government, civic and non-profit leaders to support positive community initiatives. Donna Gessell, Executive Director Office of Regional Engagement North Georgia College & State University North Georgia College & State University shares with Lumpkin County a forwardthinking vision of economic development that values the partnerships and regional approaches that are essential in today’s global economy. The Office of Regional Engagement was created recently to formalize our commitment to promoting local and regional collaboration. Our partners are public and private, including businesses, government agencies and schools, and our projects support workforce development along with various other aspects of economic development. We work with business and industry to identify current and future needs in the region, and then create and share educational pathways with K-12 schools and technical and two-year institutions to meet those demands. Together with our partners, we make Lumpkin County a creative, fertile ground for businesses to thrive. Carole Ciriacks, Region 2 Project Manager Georgia Department of Economic Development

I bring the comprehensive resources of the Georgia Department of Economic Development with me in my role as a partner with economic development professionals in Lumpkin County and the Northeast region of the state.

Our focus is on supporting established companies. We make sure existing businesses have the information and state resources they need to thrive and grow in Georgia. That can mean providing any of a variety of services, from assisting with the site selection process to recommending financing options and helping with state tax credits and exemptions to providing export assistance. We also provide economic development support to the community to make sure they have the tools they need to help businesses at the local level. Michael Thurmond, Commissioner Georgia Department of Labor

The Georgia Department of Labor (GDOL) works closely with the Lumpkin County Development Authority to build a world-class workforce and attract more and better jobs to the county. We serve Lumpkin County employers and jobseekers through a new stateof-the-art Career Center in nearby Gainesville. This new facility provides employment-related services and access to vocational rehabilitation services. Services aimed at preparing the workforce to meet the ever-changing job market needs are retraining options, job-search assistance, and special workshops on career options, resume writing and interviewing skills. The Department of Labor recently partnered with the Lumpkin County Development Authority and Windstream to provide Georgia JobTV on cable television. This service allows television viewers in Lumpkin County to search for jobs and obtain valuable career information from the convenience of their own homes. Jane O’Gorman 2008 Chair, Women in Lumpkin Leadership Past chair, Leadership Lumpkin County Lumpkin County understands that communities that make a concerted effort to develop leadership qualities and skills in their citizens tend to have economic and other advantages over other communities. Our community—from the Chamber of Commerce to our businesses to our local governments, university and schools—invests heavily in maintaining a diverse adult and youth leadership infrastructure. Our local governments, non-profit organizations and civic groups tap into that infrastructure to fill their boards and committees. The result is a culture of effective leaders who see where our community has been, understand its unique challenges and resources and have the courage and skills to impact its future.

Music, Theatre, Art Dahlonega’s fourth gold rush may be in the arts. Since Dahlonega’s famous fiddling conventions in the early 1900s, bluegrass and old-time mountain music have remained staples in the community. Appalachian musicians often congregate for impromptu picking and singing on weekend afternoons from spring through autumn on the historic Public Square. The annual Bear on the Square Festival, held the third weekend in April, celebrates authentic mountain culture with a full weekend of concerts, music workshops and outdoor jam sessions. Live entertainment also thrives here with The Holly Theatre, a National Historic Site in Dahlonega and one of the top theatre companies in Georgia. The Holly Theatre Company is known throughout North Georgia as a professional quality theatre in a small-town atmosphere. The Holly produces a season of five main stage shows

and three dinner theatre shows in The Holly Downstairs Theatre. Additionally, The Holly features first run movies, concerts and special events. The theatre also has a thriving Children’s Theatre Company, producing plays for children by children. The Holly Theatre

interesting studios, galleries and even restaurants on the Public Square, and in unassuming studios and galleries dotting the countryside. Several annual events also invite local residents and visitors to tour the artists’ studios and to watch the artists at work. The Fine Arts Department at North Georgia College & State University provides academic and studio instruction in visual arts, music, and communication arts, and provides opportunities for the student body, the academic community and the public to experience the arts through instruction, performances, exhibitions, and workshops. Students and faculty at the university regularly present performances and exhibitions in music, theatre and art, contributing to Dahlonega’s perfect balance between the classical and folk arts and music.

Enjoy the Outdoors There is no end to the activities and recreational delights that await you in Dahlonega and Lumpkin County. Rafting, kayaking, camping, hiking, fishing, relaxing and exploring are only a few of the activities that countless visitors enjoy amid the breathtaking natural beauty of our environment.

A

full third of Lumpkin County is within the Chattahoochee National Forest – a wonderland of trails for hiking, mountain biking, horseback riding, and four-wheeler driving. Tubing, canoeing, and kayaking on either the Chestatee or Etowah rivers will thrill and challenge you while the many waterfalls throughout the county offer serene spots for picnics and quiet contemplation. The southern start of the renowned Appalachian Trail, a continuous marked footpath that goes from Georgia’s Springer Mountain to Maine (a distance of about 2,160 miles), begins just east of Dahlonega and meanders through 28 miles of our county. Lumpkin County is a fisherman’s heaven with world-class trout fishing in the many creeks in the area, including the state-designated trophy trout stream of Waters/Dicks Creeks. Festivals and fairs such as the annual Gold Rush Days, the Dahlonega Wildflower Festival, the Bear on the Square Festival, Celtic Music Festival, and Six Gap Bike Ride bring thousands of people to our town to enjoy our legendary hospitality and beautiful surroundings. The close proximity of Lumpkin County to Atlanta (“the hub of the South”) has made our community a favorite weekend getaway for residents of this highly developed metro area. Panning for gold, rock-hounding, outdoor festivals, championship-level golf, activities that amuse, challenge and exhilarate – the world of Dahlonega is one of activity and pleasure for the entire family. Chestatee River and Etowah River Two exciting rivers wind through

fees are not required to take a handful of rock, mineral or petrified wood specimens from the surface of National Forest lands as long as significant surface disturbance does not occur. Maps of the Chattahoochee-Oconee National Forests are available at the Ranger office and the Forest Supervisor’s office.

River Kayaking

Lumpkin County, offering the thrill of canoeing, kayaking and rafting. Both rivers offer predominately Class I and Class II rapids. River water level information can be obtained from local outfitters who provide canoe, kayak and tube rentals. U.S. Forest Service The U.S. Forest Service maintains several national recreation areas in Lumpkin County including the Chestatee Overlook, DeSoto Falls, Dockery Lake, and Waters Creek. The Forest Service Visitor Center is a superb resource for county outdoor recreation. (770) 297-3000 Gold Panning Though you may not strike it rich, in most cases the wealth is in the experience! While on average no more than a few cents worth of gold can be panned in an hour, there’s always a chance of finding a stray nugget or pocket of finer gold. Just a short drive from Dahlonega, in Dawsonville, is one of Georgia’s most admired and visited state parks. Amicalola, a Cherokee Indian word which translates as “tumbling waters,” refers to the aweinspiring 729-foot waterfall located at the park – the tallest east of the Mississippi River. An eight-mile approach trail leads from the park to Springer Mountain at the southern end of the 2,135-mile Appalachian Trail. The stunning lodge is popular with guests who prefer amenities and convenient comforts to cottages and camping, while a 5-mile hike leads to more rustic accommodations at the Len Foote Hike Inn. Nature displays, live exhibits and a gift shop can be found in the park office.

offer all Med/Surg patients the peace and comfort of a private room during their stay. Maternity Services was relocated to the third floor of CRH. With three labor and delivery rooms, six post-partum rooms, and a C-section suite, Maternity Services provides expectant mothers with personalized care in spa-like surroundings. Along with magnificent views of the Appalachian Mountains, new mothers will be pampered during their stay. The belief at CRH Maternity Services is not to have a “one way” birthing experience. Mothers can count on the Maternity Services team to help them identify the kind of experience they want. All inpatients at CRH are offered “Room Service Dining” which enables patients to choose what they want from a menu of comfort foods, which include soups, salads, grilled salmon, and a variety of sandwiches. Patients now get to choose what they want to eat and when they want to eat it. In a hospital, you do not get to make many decisions. Getting the chance to eat what you want to eat is a big plus. Patients call in their order and it is delivered to their room within 45 minutes. Room Service Dining was implemented with the patients’ well-being in mind. A big part of the recovery process is eating well to regain strength lost during a procedure or illness. CRH's philosophy is that if a patient is eating well, he or she will get better faster and go home quicker. Orders are matched with a patient’s records to make sure selections comply with the patient’s diet (low salt, no sugar, etc.). Staff is available to help patients unable to make orders. Another new program developed in early 2008 is Inspirations, an intensive outpatient program designed to provide mental health treatment outside of a hospital setting for older adults with mental illness, emotional distress, or behavioral problems: depression, loss of independence, grief, anxiety, and a variety of other emotional stressors. Patients attend the program one to five days per week depending on severity of illness. Services include group therapy sessions, individual therapy, and family therapy. The treatment team consists of a Board Certified Psychiatrist, Licensed Professional Counselors, Licensed Practical Nurse as well as support staff. Transportation to and from the program is provided and a hot, nutritious meal is served at lunch. The goal at Inspirations Dahlonega is to teach patients life skills that help them achieve and maintain functional independence within the community. A homestead exemption is a reduction in homeowners’ property taxes. Currently, the homestead exemption in Lumpkin County reduces the taxable value of a home by $2,000. To qualify, the homeowner must apply for this exemption between January 1 and March 1. Once granted, this exemption is automatically renewed each year as long as the homeowner continuously occupies the home under the same ownership. In addition to the standard homestead exemption, there are additional exemptions for residents age 62 and older and disabled veterans. Lumpkin County Tax Assessor’s Office

Property Taxes The basis for property tax is the fair market value of the property, which is established as of January 1 of each year. The tax is levied on the assessed value of the property which, by law, is established at 40% of fair market value. The amount of tax is determined by the tax rate (mill rate) levied by various entities (one mill is equal to $1.00 for each $1,000 of assessed value, or .001). Property tax bills are usually mailed in October and due by Dec. 20. Penalties are assessed beginning Dec. 21. The Lumpkin County Tax Commissioner also collects property taxes for the city of Dahlonega. Contact the Lumpkin County Tax Commissioner’s office for more information at (706) 864-2666. Senior Living Welcoming communities, accessible and comprehensive medical services, economic prosperity, endless recreational activities and incomparable natural beauty – these are the features that make Lumpkin County so attractive to our senior residents. The majority of our seniors live in singlefamily homes – often ones they’ve bought or built specifically for their golden years. Some are opting to live in well-appointed independent-living communities where they have their own maintenance-free cottage or apartment, but where they are surrounded

by services geared specifically to their needs. Community rooms and clubhouses as well as communal dining halls are available. On-site libraries, hair salons and other services make living easy. Leaving the community is only by choice, not by necessity. Assisted living facilities and nursing homes are also available for those times when a person needs a little more help with daily tasks and personal care. The Ranger Camp and its personnel are an integral and valued element of the Lumpkin County family. Porter Village, a military housing area, lies just west of Dahlonega and shares in many of the cultural aspects of the area. The Ranger community regularly participates in local events such as the Fourth of July Family Day Celebration, Veteran’s Day activities at Lumpkin County High School, and Memorial Day ceremonies. The Camp also hosts an Open House and Ranger Run each year in early May which draws thousands of people to Dahlonega to participate in 5K, 15K, and 30K runs through the breathtaking North Georgia Mountains. There is also a one-mile fun run for children. Money earned from all events is generously

ach year more than 2,000 Ranger students arrive from Fort Benning for 21 days of intense mountain training. Unit leaders are instructed in combat techniques and procedures that enable them to move swiftly and safely over all types of terrain. Almost every war that has been fought since the start of recorded history has included some type of mountain operations, therefore the knowledge gained at Camp Frank D. Merrill is crucial for both survival and operational success. The 5th Ranger Training Battalion’s mission is to train small unit leaders on mountaineering skills while further developing their combat leadership and functional skills by requiring them to perform individual and collective tasks in a tactically realistic mountainous environment, under mental and physical conditions approaching those found in combat.

Camp Frank D. Merrill, approximately 12 miles northwest of Dahlonega at the end of Camp Wahsega Road, is home to the 5th Ranger Training Battalion (est. 1952) and the mountain phase of the U.S. Army Ranger School. Named in honor of Major General Frank D. Merrill, commander of one of the first Ranger units (Merrill’s Marauders in World War II), the camp’s 290 acres are located at the base of the North Georgia Mountains near the Appalachian Trail.
