Lawyer sues Buhari over exclusion of South East in appointments By Danielle Ogbeche
F
or allegedly breaching the principle of federal character enshrined in the nation’s Constitution, the Federal High Court in Abuja has been asked by a lawyer, Marcel DimUdebuani to nullify all the 25 major appointments so far made by President Muhammadu Buhari. The plaintiff filed his suit marked, FHC/ABJ/CS/732/2015, in which he joined the Chairman, Federal Character Commission as the second defendant, on Tuesday. He contended that the 25 appointments made so far by the President were in breach of the spirit of federal character enshrined in section 14 (3) of 1999 Constitution of Federal Republic of Nigeria. Buhari’s last set of appointments announced last week has drawn strong criticism from many Nigerians who accused the President of making lopsided appointments, skewed in favour of people from the Northern part of the country like himself. He had on August 27 approved the appointment of Babachir David Lawal from Adamawa State as the Secretary to the Government of the Federation. He also named Mr. Abba Kyari from Borno state as his Chief of Staff. Other appointments approved by the President, according to the statement, are those of Col. Hameed Ibrahim Ali (retd.) as the new Comptroller-General, Nigerian
Buhari Customs Service; Mr. Kure Martin Abeshi, Comptroller-General, Nigerian Immigration Service; Senator Ita Enang, Senior Special Assistant on National Assembly Matters (Senate); and Suleiman Kawu as SSA on National Assembly Matters (House of Representatives). Both Ali and Kawu are from Kano State and Abeshi is from Nasarawa. Enang from Akwa Ibom State is the only one from the South-South geo-political zone. So far, no person from the SouthEast zone has been appointed into any position by the Buhari administration. ormer governor of Abia State and a chieftain of the All Progressives Congress (APC), Dr. Ogbonnaya Onu has warned some persons against using his name to score cheap political points. He strongly cautioned them to desist from doing so, saying Nigerians must continue to stand firm, resolute and work together in the overall interest of the country. The APC stalwart was recently quoted on the social media as saying that Buhari had informed him of his intended actions and why he will not be chosen as the SGF. He was also quoted as saying that his house became a Mecca as people seeking favours besieged his house in anticipation of being appointed as the SGF, with the
same people deserting his house when he was not given the appointment. A statement signed by his former Chief of Staff, Sunny Onyeukwu Tuesday says he neither operates any social media account nor making such comment. According to the statement, “The attention of His Excellency, Dr. Ogbonnaya Onu, has been drawn to a seeming orchestrated campaign apparently originating from the social media to smear his hard earned reputation. “On Saturday, August 28, this year, a Facebook broadcast titled “SGF; OGBONNAYA ONU AND VAINGLORIOUS NIGERIANS” allegedly at the instance of one Ajayi Temitope was circulated in the social media without his knowledge and consent. “In it, Dr. Onu was falsely and

In affidavit in support of the originating summons, the plaintiff said the President swore to defend and protect the nation’s constitution and that the Constitution ought to be obeyed by all appointments which he said were lopsided in the recent appointments that were made. He argued that it would be, “in the best interest of justice and promotion of rule of law that the lopsided appointments should be discouraged by granting all the prayers before the court.” Meanwhile, no date has been fixed for the hearing.

At this juncture, it is important to recall that soon after the inauguration of President Muhammadu Buhari on May 29, 2015; the social media was awash with the purported “news” of his “appointment” as Secretary to the Government of the Federation.

he Senate has applauded ‘The Unity Forum’, led by Senator Barnabas Gemade, following the withdrawal of suit instituted for removal of Senate President, Bukola Saraki and his Deputy, Ike Ekweremadu. The suit, which bothers on alleged forgery of Senate Standing Orders 2015 used for inauguration of 8th Senate on 9th June, 2015 has been generating controversy among the camps of Dino Melaye and that of Gemade. Justice Ademola Adeniyi, of the Federal High Court, Abuja had on Monday struck out the case and terminated further hearing on the
matter after the plaintiffs, who are members of the Senate Unity Forum withdrew their suit. The five members of the Unity Forum who instituted the suit are Senators Abu Ibrahim, Kabiru Marafa, Ajayi Borofice, Olugbenga Ashafa and Suleiman Hunkuyi. Chairman, Senate Adhoc Committee on Media and Publicity, Senator Dino Melaye, in a statement in Abuja, commended members of both the Unity Forum loyal to Senator Ahmad Lawan and the Like Minds Senators loyal to Saraki for their maturity and sagacity. Melaye said that with the discontinuation of the suit, the
plaintiffs and their supporters had demonstrated that national interest was superior to individual and group interest. He added that the development had put to shame divisive elements who wanted to ridicule the 8th Senate. Melaye said: “On behalf of the Senate, we want to commend the maturity of the Unity Group and Like Minds Group. We appreciate that by withdrawing the suit, national interest has overcome individual and group interest. “I salute the sagacity of the Unity Forum for withdrawing the matter from the court. This is as a result of series of underground
reconciliatory moves. I salute the sense of purpose of both groups. By this very positive development, the divisive elements who wanted to bring the 8th Senate to ridicule have been completely shamed.” He stated that the 8th Senate will henceforth remain focused on issues that borders only on the security and welfare of the people. “Our primary objectives shall continue to remain about the people, the people and the people. The Senate President has promised to carry all parties along and he shall at all times place national interest above primordial sentiments”, Melaye said.

Army Chief to generate modern strategies for troops fighting insurgents By Seun Opejobi he Chief of Army Staff, COAS, Maj-Gen. Tukur Buratai, Tuesday promised to continue generating modern strategies that will provide support for Nigerian troops battling insurgents in the North-East, adding that such tactics will cover equipment and technical manpower. Buratai made this known through Maj. Gen. S. Muazu during the opening ceremony of the 17th Combat Service Support Training Week held at Nigerian Army School of Electrical and Mechanical Engineering in Auchi, Edo State. Noting that the army is currently faced with the dearth of spare parts technicians for its newly acquired equipment which were procured through “haphazard means,” he revealed that efforts were ongoing to address the issue, in line with the Public Procurement Act. The COAS added that, “I have already set up the Nigerian Army Procurement Committee and the Directorate of Army Procurement in the Army Headquartres. “Let me assure you that efforts are on to get the requisite spare parts for the newly acquired equipment and also train our personnel on effective equipment maintenance up to Fourth Line Level of repairs,” he said. He further noted that the theme of the workshop was timely in making one of its major operations, Op LAFIYA DOLE, highly mobile, “while taking the fight to the terrorists in their hideouts.” Also speaking at the event, the Edo State Governor, Adams Oshiomhole, who described as worrisome the “unconventional tactics” of Boko Haram insurgents, tasked the army to sustain the provision of essential materials and health services to the troops in the various flash points, through the service support corps. The Governor, who was represented by his deputy, Dr. Pius Odubu, however, appreciated the military for its current success in major parts of the North-East as well as its role in checking various forms of crime in the state. His words, “Right now, the Boko Haram sect has taken to unconventional tactics, through the use of suicide bombing to inflict harm, kill innocent and defenceless citizens and instill fear. “In order to defeat them, it is imperative that new tactics and strategies must be evolved by the army and other sister security agencies.”

NNPC boss gives eight months deadline for eradication of oil theft
T
he Group Managing Director, GMD, of the Nigerian National Petroleum Corporation, NNPC, Dr. Ibe Kachikwu has revealed moves by the corporation to deploy drones across the nation’s territorial waters as a way of monitoring the inwards and outwards movement of oil bearing vessels. Disclosing this on Tuesday while making a presentation at a Special Conference on Security in the Gulf of Guinea organized by the Gusau Institute, Dr. Kachikwu noted that the corporation was working on a range of far reaching options designed to end the ugly episodes of crude and petroleum products theft within the next eight months. “We are launching an armada of approaches which will include incorporation of drones to check movements of vessels within our territorial waters; We are looking at the current logistical nightmares of changing staffing at the loading bay of crude oil export terminals virtually every 90 days, We are trying to equip the navy sufficiently though they are very well equipped in terms of skill set but not in terms of arsenal for patrols within the maritime area,” he stated. As regards the protection of pipeline, the NNPC boss

explained that though the corporation was working assiduously with the law enforcement agencies to increase the presence of military personnel in the area, the ultimate security for the critical oil and gas assets lies squarely with the host communities. “The best security for these pipelines lies with the communities. We are trying to create enough incentives for them to see these pipelines as their own,” he said. While lamenting the impact of oil theft on the smooth operations of the nation’s refin-
eries, he warned that if left unchecked, the menace could invariably make it impossible for the NNPC to operate the refineries. “Most of our product pipelines are ruptured and attacked frequently. For instance between June 2014 and June 2015, we recorded about 3, 500 to 4,000 attempts at the various products pipelines across the country. In addition to that, the pipelines that are supposed to convey crude to the refineries are perpetually hacked,” he stated. While lamenting over the use
of marine vessels to convey crude to the refineries Kachikwu said: “What this means is that no matter what we do with the refineries today, unless that is solved, we really are going nowhere, we cannot operate the refineries.” The NNPC GMD, who noted that instances of oil theft have claimed a huge number of human lives beyond the loss of crude and products, revealed that in the last three years, a total of 350 persons including NNPC staff, Police officers, Community members have been killed as a result of activities of oil thieves. “Today, I ask all of you to join us in this campaign, it is not just a campaign for NNPC but it is a campaign for every Nigerian…. So it is war time, it is business time, it is focus time and there is a lot to do. Everybody is being called to the table and everybody is being called on the state of alert but in eight months we must be able to deliver an environment that is free from the vices of oil theft,” he stated. Kachikwu went on to inform that in executing the campaign, adequate support will be sought from the International community, especially from countries that have become host nations to the stolen cargoes.
Nigerian Army recaptures Gamboru from Boko Haram

he Nigerian Army has recaptured the Strategic town of Gamboru Ngala in Borno State, from Boko Haram insurgents. Acting Director Army Public Relations, Col. Sanni Usman in a chat with DAILY POST said the Army are clearing up the area, an effort meant to rid anything left behind by the insurgents. Usman, while speaking on the war on insurgency and the positive results attained so far, said, “ The Nigerian Army is doing all it can to end terrorism in the country. We are quite aware that we have a deadline of three months and we are working towards achieving that.” He further stated that, “ Our troops have done us proud by recapturing Gamboru Ngala and as you may want to know, Gamboru Ngala is very important and strategic to the terrorist and the economy of Nigeria as well as some of the countries in the Lake Chad region.”

INVESTIGATION: How FCTA, AGIS fraudulently reallocated documented lands to influential Nigerians By Sylvester Ugwuanyi
I
nvestigations have shown how the Federal Capital Territory Administration, FCTA, under the leadership of the immediate past Minister of the FCT, Senator Bala Mohammed, reallocated landed properties duly paid for and issued to some Nigerians to influential personalities in the society who paid less than 10 per cent of the actual cost which the Administration charged the rightful owners for them to secure the documentation of such lands. A case in point is the plight of Zahna Commercial Enterprises which by virtue of the Right of Occupancy signed by the then FCT Minister and dated October 27, 201o was issued Certificate of Occupancy for Plot N0. 21 Industrial Area 1 and Ext (c16) Old Cadastral Zone in Asokoro, Abuja issued to it on January 2, 2014. It however turned out that the FCTA through one of its agencies – the Abuja Geographical Information System, AGIS, reissued the same property to Bulkon Nigeria Limited, a company found to belong to a former Minister of the FCT, Mamman Kotangora. Checks by DAILY POST reveal that while Zahna Commercial Enterprises parted with the sum of N12,205,894.08 as total payment for the documentation of the land to AGIS, what was charged Bulkon Nigeria Limited for the same documentation of the 1.9 hectares land was N2million. Beyond this, it was found that the latter’s payment was made about three months after the C-of-O duly signed by Bala Mohammed was issued to Bulkon Nigeria Limited in contravention of the convention of payments being made before the certificate of occupancy can be issued. To be specific, the receipt of Bulkon’s payment (attached) obtained by DAILY POST showed that the company paid the paltry N2million on the 26th of May 2015 whereas it got issued a C of O earlier in February 24, 2015. Meanwhile, Zahna Commercial Enterprises had at November 23, 2011 paid N9,873,750.00 (Receipt NO: 000125149) to AGIS for R-of-O of the said land and parted with another N1,749,108.60 (Receipt NO: 00016789) on December 9,

2013 as Ground Rent. The total amount was brought to N12,205,894.08 following Zahna’s payment (Receipt NO: 0002136) of N102,000.00 still to AGIS on November 14, 2014 for Power of Attorney. All these payments resulted in Zahna Commercial Enterprises being issued a Certificate of Occupancy (with File NO: MISC 107636) also signed by Bala Mohammed on January 2, 2014 as against that of Bulkon Nigeria Limited (with File NO: MISC 77661) that was dated February 24, 2015. This was done without any revocation of the right earlier granted to Zahna just as the
organization was not served any notice to the effect. Speaking with DAILY POST, Counsel to Zahna Commercial Enterprises, Bola Aidi Esq revealed that his chambers had written on behalf of its clients to the Permanent Secretary about the issue and had on the 31st of August written to President Muhammadu Buhari where it alleged that the C-of-O purportedly issued by the former Minister of FCT who left office on May 29 2015 was fraudulently “backdated to read February 24, 2015”. The Chambers raised five points in its petition to the President, and exclusively

obtained by DAILY POST which reads in part: That we are constrained to conclude that the said certificate issued to Bulkon is a product of fraud; (same not having been issued by Senator Bala Mohammed or having been issued by him after he left office in May, 2009) for the following reasons: a) That as the time the Certificate was allegedly signed on 24th February, 2015, no single payment was made to the government in respect of the issuance of the Certificate and no single ground rent was paid on same contrary to the norm in AGIS and in contrast to the over twelve million (N12,000,000) Naira paid by our client in 2012 and 2013 before the signing of the C. of. O belong (sic) to our client (copies attached). We are therefore convinced that Senator Bala Mohammed would not have signed a C. of. O without the payment of the requisite fees. If there was no fraud or corruption. b) That it was only on May 26th, 2015 that Bulkon Nigeria Ltd (for whom the Minister allegedly signed a C. of. O on 24thFebruary, 2015) hurriedly made a payment of the sum of two million (N2,ooo,000) Naira in respect of the C. of. O allegedly issued since 24th February, 2015 over three clear months after purported issuance of the C. of. O (copy attached). c) That the identification number of the C. of. O allegedly issued to Bulkon is not in conformity with the land specification and therefore a forgery as the time digit miscellaneous number of the C. of. O is not for commercial purpose but private. All commercial land digits carry six numbers. Furthermore, we wish to bring to your attention that some unscrupulous elements within AGIS in other to create the semblance of a valid revocation of our client’s title have gone ahead to forge various internal memos creating the impression that there was double allocation and that our client’s title was vividly revoked even when (a) the copy of the file report showed there was no problem with the allocation. (b) no revocation letter was served on us. (c) the same AGIS duly served our client with demand for ground rent payment on 13th November, 2014 in the sum of
N583,036.20k which sum our client duly paid on 17th November, 2014. (copies attached). d) Our client’s power of Attorney (allegedly attached) was registered by the same deed registry on 28th October, 2014 without any issue of double allocation. (e) A copy of the search report conducted again by our client on 14th November, 2014 and which was dispatched to us on 19th November, 2014 equally showed there was no encumbrance whatsoever. DAILY POST sought to get the reactions of the Head of information and Customer Service in AGIS, Cosmos Uzodinma, who revealed that he would have loved to have our correspondent speak with the Director of Lands in the department (who was not on seat). While confirming the authenticity of the documents which DAILY POST is in possession of, he explained that there was a double allocation of the contentious property which necessitated it being restored to Bulkon after a court judgment from an Abuja High Court. What Mr. Uzodinma said in the conversation contradicted greatly with documents available to this newspaper. According to him, “The original allocation was made in May 1953 to one Sule Mohammed; The C of O was also given in December 1984. The ownership was transferred to Bulkon by the administrators of Sule Mohammed in 2003 as a donation while Power of Attorney was got in April 2003. “There was a litigation and the judgment was delivered by an Abuja High Court in March 8 2001 and Bulkon was declared the bonafide owner. A memo was raised to the honorable minister to restore the land to Bulkon. But I can notice a double allocation to Zahna but that double allocation was like stepped down and restored to Zahna according to the first come first served rule. There was really double allocation to Zahna and that was why the land has to be restored back to Bulkon,” he stated. Further questions on why the dates quoted by Mr. Uzodinma do not tally with the dates of the two C of O issued by AGIS could not be answered accurately.

he people of Igboano, in Uzo-Uwani Local Government Area of Enugu State have petitioned Governor Ifeanyi Ugwuanyi of the State, calling on him to address age-long marginalization in the area. According to the four communities that make up Igboano, they had been continuously sidelined in the area of political appointments and elective positions. A pressure group, under the auspices of Equity and Fairness Forum, while speaking on behalf of the communities, urged Governor Ugwuanyi to correct the political imbalance to ensure justice, equity and fairness among the four zones that make up the local government. The forum in a statement signed by Francis I. Uzoabalum (Mbanano zone, C. I. Ogbonna (Igboano zone), H. N. Emeka (Ogboli zone) and Jideofo Ikeowa (Adada zone) advocated that the next Uzo-uwani council chairman should be zoned to the area. The statement reads: “UzoUwani LGA is subdivided into four zones; Adada, Ogboli, Mbanano and Igboano. Adada with population of 22,756 has enjoyed the lion share of positions from 2003 till date. They have produced two House of assembly members, one House of Representatives, one senator, three commissioners and five senior special assistants. “Ogboli with population of 48,329 has also benefitted from the stream of who gets what since 2003 as they have amply been represented in various capacities ranging from chairmanship 20072011, house of assembly 2011-2015 and 2015-date, commissioner 2007-2011 and SPA 2011-2015. “Mbanano with population of 29,988 has produced two LGA chairmen 2003-2005 and 2011-2015, one SPA 20072011 and one commissioner2003-2007.” The forum, while lamenting that Igboano, in the last 12 years, had received no tangible political appointment, queried: “will it be fair and just, before God and Man, for either Adada producing the current senator in 20152023 and having produced two commissioners, or Ogboli producing the current house of assembly member in 20112019 or Mbanano, which has just completed full two-term tenures of chairmanship from 2011-2015, to produce the next LGA chairman? Should what is good for the goose not be good for the gander?”

s diverse interests in Kogi State continues to trade blames over the fallout of the APC gubernatorial primary election, which was won by Prince Abubakar Audu, Senator Mohammed Ohiare representing Kogi Central has revealed that he would have saved the situation if the aspirants from Kogi Central had listened to him. Speaking with DAILY POST in Abuja, Ohiare noted that those blackmailing him that he surreptitiously worked for Prince Abubakar Audu were not in the know of what happened. He wondered how some politicians would go the whole hog to concoct lies in order to destroy ones political career that was laboriously acquired over the years. “It is quite unfortunate that in politics, the greatest weapon to use against your opponent is blackmail; I occupy the highest political office in the Central zone, which of course, I will forever be grateful to my people, hence, I could not have done that,” he maintained. Ohiare opined that he would have contested for governorship as part of the Ebira agenda, but that “having considered climate of things”, he retreated to enable him midwife the agenda to a conclusion. He noted that they were able to convince the aspirants from the Western Senatorial to step down, while his kinsmen refused all entreaties. “On this very gubernatorial bid, I had intention to contest, but after considering the climate of things, I withdrew to midwife the agenda of Ebira man becoming the candidate or at most, an Okun person, and God knows that was exactly what I worked for,” he stated. He added that he had to close ties with Senator Ohize, whom he had been at loggerheads with for quite some time, for political reasons, stressing that they analysed all the contestants, in conjunction with other stakeholders, to arrive at picking Alhaji Abubakar Sanusi as the preferred person to fly the flag. “Back home, I have decided to bury the hatchet with Senator Ohize whom I have been at

loggerheads with; I invited him into the project to jointly choose a common candidate and of course when we analysed characters, we centred our interest on Sanusi”, he disclosed. He further stated that Sanusi’s candidature was already accepted by delegates from Western zone, much of where victory would have come. He described him as a notable philanthropist, whose pedigree transcended others in terms of commitment to the cause of Ebira land. private jet belonging to the Akwa Ibom State Government on Tuesday flew the Senate Minority Leader, Senator Godswill Akpabio in company of a cardiologist and a general doctor to London from the Nnamdi Azikiwe International Airport, Abuja. DAILY POST recalls that Akpabio who was involved in an auto crash on Monday was briefly admitted at the trauma centre of the National Hospital in Abuja. Akpabio was said to have been traumatised and in shock after the crash which involved two SUVs. The former Governor of Akwa Ibom State was however given a clean bill of health by the doctors at the centre on Monday evening; however Akpabio is going to a London hospital to seek further evaluation and treatment. Reacting to the crash, the United States Embassy in Abuja Monday stated that the former governor’s armoured Mercedes Benz G63 AMG ran into an armoured Suburban SUV in a US diplomatic convoy at the Bollingo Hotel junction in the capital city. India Times reports that the arrest was made after one of the businessmen; C. Sadashiva, lodged a complaint at a police station stating that he and his friend, Raju Jembiya, were duped by one Terry Joseph from Nigeria to the tune of Rs 3.6 lakh. Sadashiva alleged he agreed to join Terry’s business venture. Terry, who posed as a restaurant owner in Nigeria, reportedly became friends with Sadashiva six months
ago on Facebook and then expressed his willingness to invest Rs 1 lakh US dollars in restaurant business in India. According to police statement, when Sadashiva agreed to join Terry’s business venture, Terry, the initiator of the scam deal, asked him to meet another Nigerian man whom he, Terry, gave his own share of the money, which he wanted to invest in the hotel. Sadashiva met with the second unidentified Nigerian who asked him to first release his own share of the investment before his partner, Terry will release his. Sadashiva did and after releasing the money, the phones of the Nigerian men were switched off. Ojekudo stated in Port Harcourt that the corporal punishment the governor meted out to the state civil servants, especially directing them to kneel down was not necessary. Fayose was reported to have ordered the workers to kneel down for reporting late to work in Ado Ekiti. Ojekudo noted that the governor’s action was not only crude but condemnable and said such humiliation should not be taken kindly. “For a governor elected by the people to punish workers, is the height of torture, torment and intimidation. “The matter should not be left just like that; he was elected for the good of the people only to humiliate them.’’ According to Ojekudo, the children of affected workers will feel bad seeing their parents and guardians on television kneeling down. Sexual harassment, intimidation hinder women’s participation in election

coalition of NGOs and other stakeholders on Tuesday identified sexual harassment, intimidation and lack of support as some causes for the declining rate of women’s participation in elections. This was observed at the launch of the “Stop-Violence against Women in Election” (Stop-VAWIE) campaign project and unveiling of Mrs Stephanie Linus as the project ambassador in Abuja. The project was launched by the National Democratic Institute (NDI) in collaboration with the International Federation of Women Lawyers (FIDA), USAID and other partners. The coalition of NGOs and stakeholders observed that cultural norms, male dominance, high illiteracy level among women also caused the participation and interest in politics to dwindle. They noted that it was time to take proactive measures in order to end the trend. Mrs Amina Zakari, the Acting Chairman of Independent National Electoral Commission (INEC), said that women were often used during elections as source of entertainment or in assisting others carry out party campaign. Zakari, who was represented by Mrs Toyin Babalola, a staff of the commission, said such role diminished the importance of women, adding that they should reject it as they were capable of holding political offices if they so desired. She observed that the society was “male dominated” hence women were always sidelined, controlled, harassed and physically abused by men before, during and after elections both in the home and political arena. ``Most of the time we women are the ones who cheat ourselves. We have observed that during campaigns and elections it is even the women

who refuse to vote for other women. ``Government needs to strengthen the women through education and economic empowerment because women have all it takes to lead, govern or participate in politics,” Zakari said. Mrs Ebere Ifendu, President, Women in Politics Forum (WIPF), lamented the inability of most women to participate in politics due to poor economic conditions. ``In Nigeria today, political parties do not get any financial support from government or INEC. The only way they get finances is by sale of party tickets or forms and there are many women who cannot afford these tickets. ``After the elections we observed that the number of women in parliament had dropped; men do not support the women during elections and that is political violence,” she said. Ifendu called for legislation that will protect, guide and ensure women’s involvement in political processes and during
elections. Blair King, the Team Leader of Democracy and Governance USAID, observed that security of women during elections in the country had become a great concern to the international community. King said that many women preferred staying in their homes during election due to fear of becoming victims of various forms of violence which could be physical, emotional or psychological. Dame Pauline Tallen, a former deputy governor of Plateau state, called on women who were victims of violence in election to speak out about their abuse and not keep silent so that others may not fall victim. ``I have been a victim of violence against women in election. Even though I clearly won the election, the result was overturned and I was booted out; this is part of what women suffer,’’ she said. Tallen, who was also a 2015 governorship candidate of the state under the APC, said
speaking out the ordeal would encourage other women. Earlier, Mr Jasper Veen, the NDI Country Director, said the project was launched to create public awareness on various forms of violence against women before, during and after elections in Nigeria. Veen said violence against women in elections included threats, hate speech, assault and blackmail, among others, adding that it often militated their active participation in the electoral process. ``This project will address the link between violence and the low level of women participation in electoral processes. ``It will address acts of election violence such as threats, hate speech, assault and blackmail, etc, directed at someone because of their gender to undermine, delay and influence the electoral process,” he said. Mrs Hauwa Shekarau, the FIDA President, said the organisation would be in charge of forming group discussions and collating data on violence against women sent by the public through a hotline. Shekarau said that project would help mitigate violence against women in elections, create advocacy and awareness and also develop mitigations strategies. ``The hotline we will use is 0800 2000 200. All the information gathered before, during and after the elections will be put together and made available to the public,” she said. The National Human Rights Commission, Nigeria Stability and Reconciliation Programme (NSRP), the Nigeria Police Force and various civil society organisations pledged their support to the success of the project. The project was launched as part of campaign efforts and to create awareness ahead of the Kogi and Bayelsa elections holding at the end of the year. (NAN)

The statement reads in part, “Our people have hope that the new administration would engender a genuine rapprochement between nationalities in Nigeria; but there are now growing perception, at least in the southern parts of the country, that the President might
be slipping into the stereotypical Northern hegemonist he was labelled as during the campaigns. “ARG concluded that Nigeria was in deep crisis prior to the last election and that a new government was acutely required. “Therefore this administration must stop what appears to be the frittering away of the goodwill invested in this administration and not treat our people with disdain; as they have not forgotten that exactly this kind of insensitivity marked the point of derail for the last administration.” “ARG notes also with concern and embarrassment that Yoruba political leaders and actors appear to be playing gods. The political stage seems to now be filled with actors that are appropriating victories of the last elections to their own prowess and therefore claiming positions as if
sharing spoils of war. These acts are self-destructive, insensitive and must stop. “The unheard but agitated voice on the street is that there is urgent need for unity amongst all Yoruba political leaders, which they henceforth must consciously work to sustain. It is therefore crucial for them to close ranks and work together if they must continue to earn their current recognition as leaders,” it said. The ARG further charged Buhari and APC leaders to remember that the party is not just a political platform but a product of an ideological belief that aims at stabilizing the country and bringing it to its full potential by nurturing the kind of union that produced the party. It stressed that the APC has a responsibility to all Nigerians,
as custodian of that ideology, by ensuring that policies and decisions of the federal government, including appointments to public offices – are done to promote development across all spectrum. “While we call for the continued support of our people for Buhari’s administration, we also want to remind Mr. President that Yoruba people have never been a cannon fodder and will resist any such treatment.” “ARG demands therefore a reassuring response from the presidency, especially in subsequent presidential appointments and decisions, because if this scenario continues to play out, it will be difficult to retain the trust and expectation that drove what eventually brought to reality the current coalesced federal government,” the statement concluded.

he Africa Youth Patriotic and Development Mission (AYPDM) on Tuesday called for the reinstatement of the sacked former Chairman of the Presidential Pension Reform Task Team (PRTT), Mr Abdulrasheed Maina. Mr Akoshile Muktar, the Executive Secretary of AYPDM, a Civil Society Organisation, made the call in a statement and made available to newsmen in Abuja. Muktar said that the allegations of pension theft levied against Maina were ill directed, adding that ``the ex-pension boss was the one who exposed the pension thieves.’’ He said that an independent investigation conducted by the group showed that the allegations against Maina were the handiwork of those involved in the looting of the pension funds. “Maina and his team were able to discover that over N4.25 billion was being stolen on a monthly basis from the office of the Head of the Civil Service of the Federation. “In fact, this N4.25 billion went to individual pockets. He also stopped the stealing of another N300 million daily from the Police Pension Office. “The PRTT under Maina also saved over N24 billion hitherto intended for payment of fake pensioners,’’ Muktar stated. The News Agency of Nigeria (NAN) reports that Maina has been at the centre of corruption allegation with the senate fir misappropriating the pension funds. Maina was dismissed by the Head of Service of the Federation for allegedly absconding from duty and attempting to evade justice. “Certain individuals and Government officials whose involvement in pension scam are bent on discrediting the effort of the ex-pension boss. “They set out and used so many resources in the 7th Senate and the media to discredit him and his team which led to the premature stoppage of the team’s work. “We hereby call on the presidency to immediately get him back to office so that he can assist this government in fighting this cabal,’’ the statement said. r Chika Onuegbu, Chairman, Trade Union Congress (TUC), Rivers chapter, has criticised the attitude of staff of University of Port Harcourt Teaching Hospital (UPTH) that caused the death of a student. Onuegbu expressed the feeling of the congress in a statement issued in Port Harcourt on Tuesday. The News Agency of Nigeria (NAN) reports that students of the University of Port Harcourt on Aug. 31, protested the death of Miss Kelechi Ndulagwa, a 200 level Theatre Arts student. The students alleged that negligence of staff of the hospital caused the death of the student. The statement quoted Onuegbu as saying that Ndulagwa died due to negligence of UPTH staff.
``We condemn in the strongest terms possible, the callous and irresponsible attitude of UPTH members of staff, which led to the untimely death of the UNIPORT student. ``We call on the management of UPTH and the Federal Government to carryout thorough investigation of the incident and ensure that the callous act does not recur,” he said. According to the statement, those who are found culpable should be punished to serve as a deterrent. NAN recalls that the deceased was rushed to the hospital after slumping in her hostel bathroom, but was not admitted because there was no bed space at the emergency unit. Meanwhile, the authority of UPTH has said that they would issue a statement on the incident later. (NAN)
he Police Service Commission (PSC) has warned Nigerians interested in joining the Nigeria Police Force to beware of activities of fraudsters. This is contained in a statement issued by Mr Ikechukwu Ani, the Head, Press and Public Relations of the commission, in Abuja on Tuesday. It would be recalled that President Muhammadu Buhari recently approved the recruitment of 10,000 policemen. The statement said that the Chairman of the commission, Mr Mike Okiro, confirmed that the commission had not started the recruitment. It said that no application form for recruitment has been released. The statement said the commission and the Nigeria Police Force are currently working out the details. It stressed that when completed, the commission would publicise the commencement of the recruitment in line with the requirements of the law. It further warned that the Police would not hesitate to arrest and prosecute anybody caught selling recruitment forms or collecting money from intending applicants. The statement said that the commission would not charge fees for forms when the exercise begins. It advised prospective applicants to exercise patience and wait for the formal commencement of the exercise. (NAN)

he organised private sector in Abia State, has decried the continued depreciation of the nation’s currency. It has therefore urged the Federal Government to invest in infrastructure to support manufacturing and get the country out of its economic doldrums. Anthony Enukeme, immediate past president, Aba Chamber of Commerce Industry, Mines and Agriculture (ACCIMA), in his speech at the 15th annual general meeting/election of the city chamber’s exco members, held in Aba, said the Aba business community was eager for rapid transformation of Nigeria’s economic policies and proper implementation of same for the overall benefit of all Nigerians. He said: “Government should provide good business environment that would lead to provision of constant electricity supply, good road network, and development of industrial parks in every state, reduce to a single digit commercial banks interest rate on loans for industrial development, as well as allow MSMEs enjoy unhindered access to finances. “The National Assembly should ensure that they make good laws and legislations that would encourage investment and be able to attract local and foreign investments into the country.” Enukeme implored the Central Bank of Nigeria (CBN) to focus more on developmental and monetary policies that would make the Bank of Industry (BoI) and its allies function effectively. He urged the apex bank to reinstate the BoI South-East zonal office to Aba, which was relocated to Asaba, Delta State in 2010, due to insecurity. “I also wish to hereby, make a clarion call on behalf of the Aba business community to the Federal Government to revisit the issue leading to the relocation of the BoI zonal office from Aba to Asaba and return it back to Aba, which is the hub of commercial activities in the South-East region of Nigeria. “BoI has enough work to do in Aba and its environs, in the overall interest of the nation’s economic development. The Aba business community is involved in fabrication, manufacturing of soap and detergents, pharmaceuticals, shoes and other leather products, garments. “These potentials need encouragement from the Federal Government through its agencies. Like the CBN, Nigerian Export, Import Bank (NEXIM), BoI, in the economic development corridor,“ he said.
Nigeria needs N9.6tr to fund MSME – CBN

r. Jonathan Tobin, the Assistant Director, Development Fund Department, Central Bank of Nigeria, said N9.6 trillion was needed to adequately fund Micro, Small and Medium Enterprises in the country. Tobin said this on Tuesday in Abuja at a workshop on Micro, Small, Medium Enterprise Development Fund, organised by the Banker’s Committee of the CBN. He said the financing gap was caused by banks and other lending institution’s aversion to lending to small businesses in the informal sector. “Nigeria banks are averse to taking risk. They like to play safe. The economy is virtually collapsing yet banks keep declaring huge profits. “There are currently 17.3m MSMEs in Nigeria that employ about 33 million people. Yet only 4.2 million of these have access to finance. “From 2002 till date, lending by Money Deposit Banks to the sector has reduced significantly. Now N9.6tr is needed to bridge the financing gap in the sector,” he said. Tobin said lack of entrepreneurial skills by MSME operators, adoption of “one size fits all products” strategies for loans by banks and poor governance structure

Africa’s richest man Dangote plans Zimbabwe investments

frican billionaire, Aliko Dangote, on Monday said he planned mining and power generation projects in investment-starved Zimbabwe as well as to set up a large cement factory. He made the statement after meeting President Robert Mugabe in Harare. “We had a very, very good meeting with the president and I told him that we have
already decided to invest in three areas, one is power, second one is cement and third one is coal,” Dangote told journalists. “We have already made up our minds to invest and so we are here and we will invest.” Dangote said he would spend close to $400 million on the cement plant, which will produce a million and half tonnes of cement a
year, making it the biggest in country. He said the investment package would create jobs and “to help Zimbabwe to develop their own economy.” Dangote Group has interests in cement production, oil, gas, food and real estate investments across the continent.
New African Development Bank boss, Adesina, to focus on powering Africa

he African Development Bank (AfDB) will focus in coming years on tackling Africa’s chronic power shortages to try to unlock its economic potential and end its vulnerability to fluctuations in commodity prices. This was made known by Akinwumi Adesina, former Nigerian agriculture minister, who was sworn in as the AfDB’s eighth president on Tuesday. “Africa could easily be growing at double-digit GDP rates if we solve this problem of energy,” he said . “Energy poverty on the continent has to be solved as a matter of urgency, as a matter of scale. This is going to be my most important priority,” he told Reuters in an interview last week. A development economist with a doctorate from Purdue University in the United States, the 55-year-old was elected in May to head the Ivory Coastbased institution for a five-year term. “Africa has to industrialise,” he said. “We have to add value so that (Africa) does not expose itself to the continued volatility of global prices for commodities.” “Africa needs to mimic China and other Asian countries’ use of an abundant supply of cheap labour to take advantage of globalisation and attract investment,” Adesina said.

Appointments: Buhari’s ‘I belong to everybody’ under intense trial By Sylvester Ugwuanyi
O
ne convenient, yet challenging strategy employed by traducers of Muhammadu Buhari in de-marketing him all the while he sought to be president of the country in 2007, 2011 and 2015 was to clothe him with the ethnic and religious garb. They capitalized on this toga to make Nigerians believe that the ‘People’s General’ was clannish and an incurable northern jingoist. Pundits believe that it was in a bid to avoid playing into the hands of his political detractors that Buhari, before emerging President chose to be called General Muhammadu Buhari rather than the Mallam or Alhaji Muhammadu Buhari which he could have opted to be addressed as. This was in defiance of the damage which his adoption of the ‘General’ appellation can do by allegedly evoking memories of how autocratic and maximum he was as Head of State. Experts stretch this theory further by positing that it was in a bid to escape the wrong impression people were led to have of him that informed the President’s decision to be simply addressed as President Muhammadu Buhari instead of having his name mentioned in the media as: the President of Nigeria, Alhaji/Mallam/ General Muhammadu Buhari. To cap it all, the President in his inaugural address shortly after being sworn into office on May 29, 2015 dealt a fatal blow to the negative perception around him when he declared that: “I belong to everybody and I belong to nobody.” That single line in his speech so resonated with most Nigerians, particularly those already afraid that he was coming to ‘northernize/islamize’ the country, hence some immediately converted to ‘Buharists.’ However, recent appointments which have been made by the President since assuming office have led many Nigerians to put his “heartwarming” declaration some three months ago to serious trial. The appointments have given one of the staunchest spoilers of the Buhari candidature ahead of the 2015 presidential election, Femi Fani Kayode, an opportunity to mock Nigerians by ‘welcoming them to change’. Sectional appointments in a federal government Since assuming office, all appointments believed to have been made by President Muhammadu Buhari aggregates to thirty (30). Although, the earlier ones have already started generating cries of “unfairness, maginalization and Northern agenda” in the polity, last Thursday’s appointment of Secretary to the Government of the Federation, Chief of Staff and four others were what caused the heavens to break loose, resulting in loud cries of insensitivity and injustice from all corners. Many had expected that Buhari would pick his SGF from the Southeast, but he sidestepped the zone and gave the position to Northeast’s Babachir David Lawal. A prominent member of the group, Professor A.B.C Nwosu who is a former Minister of Health stated categorically on Monday that, “many Ndigbo expected this to be so even during the campaigns and that was why they voted the way they did.” He went further to state that: “Ndigbo should continue to be strong and committed to nation building and await the envisaged remedial action as stated by the presidency even though, personally, I do not see any position that will equal the position of the Secretary to Government of the Federation and its centrality in the exercise of federal power in Nigeria.” Nwosu’s assertion came as the Secretary General of Ohaneze Ndigbo, Joe Nwaorgu urged his kinsmen to remain calm despite their snub by the current administration. Addressing newsmen in Enugu on Monday, he said: “Ohanaeze Ndigbo urges Ndigbo to continue to be nation builders anywhere they are and not to be downcast by what has happened. “Ohanaeze strongly believes that a President of Nigeria is the

zones, below is the pattern of the President’s appointments: Beyond the fact that the Southeast got no representation in Buhari’s appointments so far, taking into consideration the basic categorization of the country into North and South sees the North getting 75 per cent of the percentage spread of appointments over the 25 per cent which the South got. The alleged offensive and unjust pattern of the appointments have left many political observers wondering whether the President has not already started living out what he said on July 22 while interacting with journalists in the United States, US. And as far as I am concerned, the president had executed what the office empowers him to do, and it is believed that he did that in the best interest of the nation. “Again, most of the appointments the president has so far made are like his personal staff. I don’t think South-East will ever be forgotten in this administration, we will get our due. In fact, if you ask me, I would say we should be more interested in the projects coming down to the South-East, and as much as we can get. The projects will bring about development of the Southeast,” he said last weekend while interacting with select political stakeholders in his state. ‘Buhari, a President of Northern Nigeria’ The actions of the President since he assumed office led the Governor of Ekiti state, Ayodele Fayose to take a swipe at Buhari whom he called President of Northern Nigeria, arguing that it was wrong for him to have made
31 major appointments; having only seven come from the South while 24 were from the North. The Governor, who lamented what he called President Buhari’s “Northernisation of Nigeria,” asserted in a statement issued on Monday by his spokesman that the appointments so far made by the President runs fowl of the principle of federal character and took for granted the unity in diversity of the country. According to him, “They said the President made the appointments on merit and I wish to ask whether there are no competent people in the All Progressives Congress (APC) in the Southern part of Nigeria, especially SouthEast where no one has been appointed. “Are they saying Igbo leader like Dr. Ogbonnaya Onu, who graduated with a first class honours degree in Chemical Engineering at the University of Lagos, is not competent to be appointed as Secretary to the Government of the Federation (SGF)? “To my mind, these lopsided appointments skewed in favour of the North is a reminder of President Buhari’s tenure as Military Head of State and I hope the President is not seeing Nigeria of today as that of 1984 because doing so will mean that he has turned himself to a northern president, thereby justifying his notion that those who gave him 97 percent votes must get more benefits than those who gave him five percent votes,” he stated. Our appointments not based on ethnic consideration – New SGF Aside the defences put up last week by the two presidential spokesmen – Femi Adesina and Garba Shehu – that the appointments of President Buhari were not skewed in favour of the North but were basically about merit, the newly sworn-in Secretary to the Government of the Federation, SGF, Babachir David Lawal, re-echoed same position. Speaking on behalf of his

colleagues after being sworn in by the President at the Council Chambers of the Presidential Villa on Monday, Mr. Lawal explained that they were not appointed on the basis of their places of origin. While stating that “We did not have to pass examination to get appointed into these positions,” he pointed out that “not because of our tribes, or our faiths, or our political groups that we were considered worthy for these positions.” While the Presidency had given strong assurances that the appointments would eventually “balance out” as there are many more to come, critics have knocked the President for failing to utilize the opportunity provided by the swearing-in ceremony to personally assure Nigerians that he meant no harm by the appointments he had so far made. The President made no remarks after Monday’s swearing in. However, the Governor of Edo state, Adams Oshiomhole has defended President Muhammadu Buhari by commending him on the appointments of the Chief of Staff, Secretary to the Government of the Federation and others whose appointments he stressed were based on merit and not ethnicity. According to Oshiomhole who reacted on Monday, “The Nigerian nation has come to a point where we have to use the best hands to confront the peculiarity of our problems. It is not all the time we descend to the level of geopolitical balancing; we need to employ unusual methods to solve an unusual problem. The level of decay in the country at present requires very seasoned hands and incorruptible Nigerians that will help translate the APC agenda of change for the benefit of all Nigerians. “We must not reduce governance to political patronage of bread and butter. The governor congratulates the Chief of Staff, the Secretary to the Government of the Federation and the Comptroller General of Customs, all of who he had very close relationship with and whose credentials stand tall among their compeers. He wishes them well in their new jobs of helping to sanitize a system that has become so rotten and corrupt as a result of manifest incompetence and mismanagement”. The summary, however, is that three schools of thoughts have now emerged with regard to the recent appointments. While some thinkers believe that Buhari’s appointments abuse federal character and promote ethnic agenda, others are of the view that the President has just started his appointment with only key officials which are his prerogative and that he will balance same in short while. Some have equally argued that the game of nationhood must not be built on ethnic sentiment, but must be built on trusted and reliable hands with less emphasis on ethnic, religion or regional consideration. In that sense, they are of the view that the change agenda of the APC can only be achieved if the right people decide the affairs of the country instead of position sharing that will have little or no positive effect on Nigerians.

We are focusing on healthcare, education in Yobe - Bego Alhaji Abdullahi Bego is the Adviser on Media and Communications to Governor Ibrahim Gaidam of Yobe state, the second most affected state by the Boko Haram insurgency. In this interview with DAILY POST, Bego gave a general remark on where the government has gotten to so far, and what has been expended in the execution of the war on terrorism. Our Correspondent, Maina Maina sent excerpts:
S
ir, this government under Alhaji Ibrahim Gaidam is stepping into its second term. How has it been so far? Why the reduction in the number of ministries in this second term? Well, as many of you have reported, HE Governor Ibrahim Gaidam has restructured government ministries here in Yobe State, cutting down their number from 22 to 15. He did so because he believes that at this time of real economic challenges, and under the prevailing climate of governance reform all across the country, keeping our government lean, cutting down on overheads and recurrent expenditure and freeing up more resources to help improve on our people’s socio-economic conditions are the best possible options for us to be effective and to make very real impact in the lives of ordinary people here in the State. As a result of this initiative, a committee set up by the governor to fuse and redeploy directors and other senior personnel into the newly restructured 15 ministries is almost completing its assignment. Going forward, we expect this measure to reduce overall cost of governance in the State and ensure that public sector service delivery is more synchronized and effective. And this measure will also build on the steps that the Yobe State Government took last year to improve on governance reform by aligning budget preparation in line with International Public Sector Accounting Standard (IPSAS) and the publication of audited accounts – measures that have excited our development partners such as the UK Department for International Development (DFID). Back then in May 2015 when HE Governor Gaidam was swornin for his second term in office, our State, like many others across the country, was in dire economic straits as a result of a significant fall in the revenues that were accruing to it from the Federation Account. Things were so difficult that many States were unable to meet the basic obligation of paying their workers’ salaries. Here in Yobe State, thanks to His Excellency, Governor Gaidam’s style of fiscal management, we were able to keep afloat, not for once defaulted on salary payments. We didn’t have bank loans to repay – His Excellency does not believe in unnecessary borrowing – so we were able to use the little we were getting to meet our basic obligations. Talking about the problem of insecurity in the northeast and Yobe in particular. What has the government achieved during this period and what do we have now to say; Uhuru? Sadly, this is something that many people do not seem to appreciate. At a time that we were going through the worst security crisis of our lifetime, a crisis that continues to exert a heavy toll
on our finances, the Yobe State Government under His Excellency, Alhaji Ibrahim Gaidam has continued to keep faith with all its major responsibilities - paying workers their salaries regularly at the end of each month, helping to provide support to the security forces who are working to bring the prevailing Boko Haram insurgency to an end and pushing on with the delivery of basic services. To date, the Yobe State Government has spent over N12 billion in security-related spending. And I want to go into some details about the delivery of social services. There are some people – a few people who apparently opposed to the governor politically – who tend to spread the lie that nothing is happening in Yobe State; that the Yobe State Government is absolutely doing nothing in terms of public service delivery. Such a view holds no grounds, of course. Under His Excellency, Governor Ibrahim Gaidam, the Yobe State Government has used and continues to use available and limited resources to impact the lives of the people in significant ways. In education, for instance, the YBSG has rebuilt over 300 school classrooms damaged or destroyed by mindless Boko Haram insurgents at the height of their senseless insurgency campaign. Many of those schools have also been provided with new furniture and books. Over 3000 teachers, many of them NCE holders, were recruited and deployed to our schools. Our government-owned tertiary institutions also continue to receive support to help them produce graduates worthy of the name. College of Education Gashu’a, for example, now produces over 1300 NCE graduates and 100 degree holders respectively every year. Our State University, right here in Damaturu, is rated as the fastest growing University in the North. Thanks to the unprecedented support that the governor continues to give the University, over 98 percent of its academic offerings have now been fully accredited by the NUC. The YBSG has also recruited over 15, 000 youth under its youth empowerment programmes. Of this number, over 6, 572 were diploma holders who were placed on a N15, 000 monthly allowances until they could get a permanent job or gain additional training. There were many NCE, HND and degree certificate holders who were recruited on a permanent basis and posted to schools and government agencies. There were yet others who were trained on skills acquisition and supported to start their own businesses. The YBSG under Governor Ibrahim Gaidam has built more roads than the total number of roads built since the State was created back in 1999. Potikum-Garin Alkali; Kaliyari-Bayamari-Gaidam; Bayamari-Yunusari; Gaidam-Bukarti; Maiduwa-Gadaka; Potiskum-Danchuwa; Jajimaji-Karasuwa. All these are roads built by
Bego HE, Governor Ibrahim Gaidam. We also have many road projects that are currently ongoing, despite the prevailing economic challenges. Damaturu-Buni-Yadi Madgza road which is 70 kilometres long; Gadaka-Siminti-Godowoli; and the the famous 300-KM long Trans-Saharan road project which extends from Kanamma in Yunusari LG to Machina Town in the northernmost part of the State. There was also a slew of roads and drainage built by Governor Gaidam in Damaturu, Potiskum, Gashu’a, Nguru and Gaidam – our major towns and, as the Governor has promised, more towns, such as Dapchi HQ of Bursari LG, will come on stream going forward. All these were done by HE Governor Gaidam in his first term in office. All these projects are verifiable as they are on ground. Can you tell us what the government is doing regarding healthcare in the state more especially now that some of the structures are taking longer time to come alive? The newly built 200-bed hospital here in Damaturu is now being installed with State-of-the-art equipment. I know some people talk about the slow nature of the hospital project; that it has taken long, etc. Yes, the project has taken long. But the expansion of the project, construction of new staff housing, etc. which were not in the original first phase of the project meant that the delay is worth the while. Anyone of you here could go take a look at what is happening in the hospital right now. Yobe will be better for the investments there. The Sani Abacha Specialist Hospital, also here in the State capital, has been revived. About 13 new medical wards and department buildings as well as 24 blocks of staff housing were built by Governor Gaidam. Over the last two years, when HE Governor Gaidam declared an emergency in the health sector, around 300 nursing personnel were recruited and deployed to work in our hospitals and health centres. There were new doctors on board too. And, to date, Yobe under Governor Gaidam remains one of the foremost states to implement the new CONMESS and CONHESS salary scales for doctors and nurses. That’s a feat! And as a result of the govern-

Yobe will be better for the investments there” ment’s free-drug programme for pregnant women and children between the ages of 0 and 5, maternal and child mortality rate is steadily coming down in the State. Sometime ago, Yobe was one of two or three states with a few remaining cases of polio. That’s now history as a result of the efforts being made at all levels of healthcare. It’s now a full oneyear without a single polio case across the entire country. Let’s also look at the housing sector. How would you rate the governor in this area given the distraction by constant attacks in the past? By all available data, Yobe under Governor Gaidam, is the only State to date having a policy
where houses built by the government are allocated to workers at 65 percent discount. 65 percent yanked off the cost of a two-bedroom or three-bedroom house is significant. There are workers who swear that without the measure, they would possibly not be able to own houses of their own for life. And that’s not all. The governor has directed – and this is already being implemented – that if a worker passes on while still paying, his family will not have to complete payment and the house will remain part of the deceased’s estate. These are real things happening right here in our State, under HE the governor. These are facts on the ground. They are no smoke and mirrors. Speaking on the matters of the Internally Displaced people. What support either directly or indirectly has the government given? The Yobe State Government has done a lot to support people directly affected by Boko Haram attacks. According to records from the State Emergency Management Agency (SEMA), we have a total of 135, 511 Internally Displaced Persons (IDPs) scattered in 13 local government areas living in host communities. The State Government has an established IDPs camp with 3, 011 persons. Of this number, 482 are men, 670 women and we have 1, 859 children. According to SEMA, there are two other camps set up by the IDPs themselves in Kasaisa and Kukareta with a population of over 2, 750 IDPs. Over the past two years, SEMA’s been supporting these IDPs, also with additional support from NEMA and other development partners. The most recent support provided people affected by Boko Haram insurgency was the sum of N61.8 million given by the State Government to some traders whose businesses were destroyed by the insurgents. Many of you here have done some reporting on that. SEMA has also provided emergency support to victims of flooding in Ngelzarma, Shanga and Jajere and the agency’s now collecting and compiling a comprehensive report on the extent of damage for possible government assistance to victims. Over the weekend, we also have report of flooding in some communities in Fika local government area. The local government council is trying to assist as of yesterday but SEMA will also move in with emergency assistance. In summary, what do we hope to see in the next four years happening to the people of Yobe state under the leadership of Governor Ibrahim Gaidam? You can expect the Gaidam administration to continue on this track – to deploy all available resources to improve on the living conditions of the people of the State. Governor Gaidam has said, the focus of the administration in the second term will be on healthcare and education. We have built so many kilometres of roads. We have made progress in the area of water supply with the support of our development partners such as the African Development Bank and the Japanese Government. So, while we do not hands off road construction or the drilling of more boreholes, for instance, the focus will be more on education and healthcare. General hospitals across the State will come on stream for major rehabilitation works, beginning with the General Hospital in Potiskum and it will be extended to the hospitals in Gashu’a, Nguru and Gaidam.

Buhari’s Politics of Exclusion by Ikechukwu Amaechi
L
et me make a confession from the outset. I have always been a fan of President Muhammadu Buhari and I didn’t hide my admiration for him. On the four occasions he contested for the Presidency, I voted for him except in 2007. And that was because I left the country late 2006 for my Chevening Scholarship programme at Cardiff University, United Kingdom and returned after the 2007 polls. Had I been around, I would have voted for him. Not only did I vote for him, I wrote articles extolling what I thought were his unassailable qualities. Yes, no man is a saint and I never deluded myself that Buhari was one. In any case, angels and saints don’t populate this space with us. They populate the outer space called heaven where, we are told, they are in perpetual camaraderie with God. But if there was any former Nigerian leader I thought was inherently a good man, it was Buhari. I saw him as a man of integrity, incorruptible – and a man who believes in Nigeria and the greatness it can aspire to and, in fact, achieve if all its potentials are harnessed and aggregated. I believed Buhari when he said he was a changed man, a democracy converts who has no place in his heart for vendetta. I looked forward to a man who would be president of all Nigerians and not president of only those areas where he got his fabled 95 per cent of the votes by hook or crook. I looked forward to a man who would transcend the limitations of partisan politics, who would stop being the presidential candidate of a political party with all the shenanigans, to being a statesman, president of the Federal Republic of Nigeria, and father of all. His age, 72, qualifies him to be exactly that – father of the nation. I expected so much from Buhari, not the least a man who would govern Nigeria and deal with fellow citizens on the basis of equity, justice and fair play. But I must confess again that Buhari has greatly disap-
pointed me. Today, I am convinced that the man does not have the capacity to be broad minded. He has absolutely no capacity to see Nigeria beyond his Northern enclave. He is too provincial, cliquish, narrow and insular in his worldview. That is a very dangerous prescription for a country in dire need of statesmen. In this column on August 9, I admonished Buhari to see the entire country as his constituency and not perceive himself as the president of only the “constituencies that gave him 97 per cent” vote. I advised him that feeling obligated to make only those who voted for him feel the government will be a betrayal of the Pan-Nigerian mandate that brought him to power. I concluded in that article, titled, “Buhari, Nigeria is your constituency,” by saying that “it will be too sad if Buhari, by his actions and inactions, proves right those who believe that a chameleon can never change its spots.” Did I really expect Buhari to hearken to my advice? Not really! To so believe will be presumptuous, to say the least. But nothing prepared me for the shock I felt over the brazenness and absolute lack of tact and sensitivity that characterised the appointment of members of his “kitchen cabinet” on Thursday, August 27. Buhari approved the appointments of Babachir Lawal as Secretary to the Government of the Federation, Abba Kyari (Chief of Staff), Hameed Ibrahim Ali (Comptroller-General, Nigerian Customs Service), and Kure Martin Abeshi (Comptroller-General, Nigerian Immigration Service). All these four vital appointments were made from the North. Lawal is from Adamawa, Kyari (Borno), Ali (Kaduna) and Abeshi (Nasarawa). Senator Ita Enang (Akwa Ibom) was also appointed Senior Special Assistant (SSA) on National Assembly Matters (Senate) with Suleiman Kawu (Kano) completing the pack as SSA on National Assembly Matters (House of Representatives). There was an instant uproar in the country. Even those who
had given Buhari the benefit of the doubt before now became convinced that he does not give a damn about public opinion (apologies to former President Goodluck Jonathan). He is self-conceited and thinks he knows it all. I am convinced that Buhari is impervious to advice. Ironically, these appointments were made the same day (August 27) 30 years ago when General Ibrahim Babangida and his co-travellers overthrew the military junta led by Buhari. Even more significant is the reason given by Babangida for overthrowing Buhari. “Regrettably, it turned out that Major-General Muhammadu Buhari was too rigid and uncompromising in his attitudes to issues of national significance. “Efforts to make him understand that a diverse polity like Nigeria required recognition and appreciation of differences in both cultural and individual perceptions only served

to aggravate these attitudes (emphasis mine),” noted the coup plotters. The way Buhari is carrying on in governing the country is very scary. Foisting an agenda of exclusion on the polity is a disaster waiting to happen. You don’t need to be clairvoyant to know that the road he is treading leads to nowhere. Even societies that are culturally, religiously and linguistically homogenous consciously run inclusive governments; not to talk of Nigeria. It will be the tragedy of our time if at his age and experience in public service, and if despite all Nigeria has done for him, Buhari still perceives the intricate art of governance and the inevitable battle for the soul of the nation from the prism of ‘we and them’. Some people had argued that it is too early in the day to worry over Buhari’s style. Some others have also said he should be allowed to choose men of integrity who will help him deliver on his electoral promise even if they all come from his neck of the wood. My answer is no. It is not too early. The president needs to be called to order before we have a full-blown dictatorship on our hands in the name of democracy. Some of the appointments he has made so far and the processes adopted in making them violate the spirit and letter of the laws of the land. He cannot surround himself with only men and women from his ethnic stock to run the government with resources from areas he despises and holds in contempt. Again, even if Buhari is looking for men of integrity, character and competence who will help him deliver good
governance, my question is, when did Northerners become exemplars in good governance? By insisting that he is taking his time in making these appointments in order to ensure that only men without blemish come on board, and by appointing mostly Northerners and nobody from the South East, the president is wittingly or unwittingly profiling the rest of the country as peopled who are dubious, incompetent and inept men and women. Can this be true? Some Buhari apologists have also argued that he can only rule with those he knows. Really? A man who only knows people from his own part of the country and has not been able to build bridges of friendship across the nooks and crannies of the country at the age of 72, and despite being a military officer and former head of state, has no business being the president. Some urge Buhari to continue treading this boulevard of insensitivity by reminding him of how popular he is in the North and how he can govern Nigeria with the exclusion of the South East and South South. But my response is, what stopped him from being president in his first three attempts when he swept the polls in the North and failed in equal measure in the South? My advice to him is simple. Seven policemen in detention over alleged killing of female politician in Ondo By Abiodun Badejo

he outgoing Commissioner of Police in Ondo State, Mr. Isaac Eke has said the command has begun full investigation into the circumstances surrounding the death of a female politician, Mrs Ronke Adeluga who was allegedly beaten to death by police officers in Akure. The Commissioner of Police disclosed this to reporters, while receiving the Assistant Inspector General (AIG) of Police, in charge of zone 11, Oshogo, Mrs. Kalafite Adeyemi, who was on a familiarization tour to the state. Besides, Eke confirmed that the command has arrested seven police officers allegedly involved in the death of Mrs. Adelugba, assuring that the police will soon unravel the cause of her death. The deceased, Mrs Adelugba who was a chieftain of the Accord Party (AP) in the state, was allegedly beaten to death by some police officers who invaded her house in search of some suspects. Eyewitnesses told reporters that she was allegedly hit with gun butt and beaten by two of the seven policemen who came to the house after an argument with her. The Police boss said, “What happened was that the policemen who went for that unfortunate incident, stormed a hideout where criminals go to do certain activities, like smoking of india hemp, but unfortunately on arrival, from alleged information, some of those criminals fled the scene and they went after them.” “Two of the criminals traversed into a premises, a woman’s house, and in the process, two of them were arrested, thereafter, the next thing that we heard, was that the woman had died. So, the circumstance of her death is being investigated.” “The suspects arrested will be able to tell us what actually happened, and at least, there are people who were present in that premises who were with the woman, that is what we are begining to unravel, the circumstances that led to her death.” The AIG, Mrs. Adeyemi called on the people of the South West to be conscious of their environment and observe activities in their neigbourhood. She said to combat crime in the society, the people must identify their neigbours and be able to report any strange movement to the police. The AIG warned the people not to engage strangers in any domestic employment, saying kidnapping and other criminal cases have shown that insiders were always used for most criminal jobs. Adeyemi said members of the communities must be involved in combating crimes. She said the police was going into the grassroots to sensitize them in order to partner with them to bring an end to crime in Nigeria.

Man defrauds policemen with fake Commissioner of Police Facebook account O ne Agubosin Ifeanyi Friday, who allegedly impersonated the former Lagos State Commissioner of Police, Mr. Kayode Aderanti, has been apprehended by operatives of the State Police Command. Friday was alleged to have set up a false Facebook account in Aderanti’s name, which he used in defrauding unsuspecting police officers and members of the public. 40-year-old lawyer, Chika Uzoamaka, who allegedly fingered a nine-year-old girl in her private part, was on Monday re-arraigned before a Tinubu Magistrate’s Court. Uzoamaka was arraigned on a four-count charge bordering on sexual assault and an indecent act. While testifying in court, the prosecutor, Sergeant Aondohemba Koti, said the defendant committed the alleged offence on August 12, at about 12:45 pm at the magistrate’s courtroom 4, Tinubu, on Lagos Island. Koti told the court that the 40-year-old lawyer inserted his finger into the girls anus and virginal without her
consent, noting that he willfully and without an excuse, committed an indecent act in a public place. The accused however pleaded not guilty when the charges were read. The prosecutor observed that the offences are punishable under Sections 259, 261, 263 (1) and 134 (1) of the criminal law of Lagos State 2011. Magistrate L. A. Owolabi granted Uzoamaka bail in the sum of N400,000, with two responsible sureties who must be 40 years old. Owolabi, ordered that one of the sureties must be a lawyer with 10 years’ experience and a verifiable address, adding that the sum of N100,000 should be deposited in the
court’s registrar’s account. Owolabi adjourned the case till September 14 for mention and ordered that the amended charge be taken to the Director of Public Prosecution, DPP, for advice. DAILY POST recalls that Uzoamaka on August 12 was arrested at the court premises for allegedly assaulting and fondling the breast of the victim. The suspect was first arraigned on August 13, at the court chambers on a threecount charge bordering on indecent assault by touching the little girl’s genitals and fondling her breasts without her consent.
Woman burns niece with hot iron for having sex with landlady’s son in Lagos

16-year-old girl identified as Bimpe Badmus is currently in pain from the injuries she sustained following an attack by her aunt. Bimpe’s aunt burnt her with a hot pressing iron, for allegedly having sexual affair with their landlady’s son. The incident occurred on Ogunjirin Street, Ketu area of Lagos. It was learnt that Bimpe’s aunt asked her friends, Khadijah and Iya Daniel to help hold her hands and legs before burning her with the hot iron on several parts of her body. A neighbour while reacting to the incident disclosed that the victim was severely beaten and chased out of the house.
The eyewitness said, “They all live in the same compound. It was Khadijah that told Bimpe’s aunt that she was sleeping with the landlady’s son. Khadijah brought the hot iron from her room and gave it to Miss Badmus’ aunt while she and Iya Daniel held her neck. It was when they chased her out that the neighbours rescued her. “The annoying thing is that it is not as if these married women are clean. I don’t know why they did that to her. 30-year-old resident of Railway Road in the Bauchi has allegedly poisoned and killed Hajara Ahmed, an 11-year-old daughter of the Chief Imam of Bauchi Central Mosque, Bala Inna. The suspect, whose identity was given as Jarelu Ahmed, and was arrested on Monday by Police detectives, was said to have buried the deceased in his room after killing her. The Police Public Relations Officer, Bauchi State Command, Haruna Mohammed, in a statement issued on Monday said forensic experts visited the scene of the crime, exhumed the body and had taken the corpse to the hospital for postmortem. He said, “On Monday, August 31 at about 18 hours (6pm), Police detectives, attached to Township Division, arrested one Jarelu Ahmed, Male, (30) of Railway Road, Bauchi. “The suspect allegedly poisoned one Hajara Ahmed, an 11-year-old daughter of one Bala Ahmed Baban Inna (Chief Imam of Bauchi Central Mosque), killed and buried her in his room in order to conceal his atrocity. “The scene of crime was visited by forensic experts, attached to State Criminal Investigation Department and the victim’s body was exhumed, photographed and taken to ATBU Teaching Hospital for postmortem examination.” He added that investigation into the matter was still on.

The charges read in part: “That you, Joshua Kolawole and Ademola Adeleke, on August 6, 2015, in Sabo, Yaba, Lagos, did conspire to commit felony to wit: falsely representing yourselves as pastors from the Christ Apostolic Church, Sabo, Yaba, Lagos.” According to the police, the offences committed were punishable under Section 378 (1) of the Criminal Law of Lagos State, 2011.” When the charges were read, the suspects pleaded not guilty. Lagos Customary Court in Agege has dissolved an 18-year-old marriage between Mr. and Mrs. Nurudeen Lawal. Delivering the verdict, the Court’s President, Pa Adekunle Williams, said the couples were free to go their separate ways as they ceased to be husband and wife. The complainant, Mrs. Mariam Lawal, had filed for a divorce in court over the long separation between her and her husband. She said: “We have been separated for seven years but whenever he sees me in public, he embarrasses me in the presence of my friends, especially the opposite sex. Despite the fact that he had married another woman, he doesn’t want to see me with another man. There was a time he assaulted a male friend and tore his clothes. He is very troublesome and I need freedom.” The petitioner, who is a mother of two, told the court that since their separation, she has been paying the schools fees of her daughter who lives with her while the boy resides with his father. While reacting to his wife’s allegation, 48-year-old Lawal said they were separated for five years and not seven years, adding that his daughter, who resides with his wife, was not going to school. To proof her case, the petitioner presented to the court her daughter’s school receipts and reports cards. The Court President further ruled that the children’s education and medical expenses be overseen by both parties.

peratives of the Delta State Police Command have apprehended a 33-year-old Festus Okenedu over the murder of one Barrister Emmanuel Egwatu,36, who was killed by unknown persons along Eziokpor road Obiaruku while waiting for a mechanic. The 33-year-old was nabbed following a distress call to the police detective by an auto mobile electrician in Obiaruku who informed them that two young men had called him to fix a faulty army green colour Toyota Camry car at a lonely spot along Obiaruku/Utagba-Uno road, close to Ebedei village. According to the detectives, the mechanic said that the two men who could not immediately pay for his services gave him a mobile phone to hold as a guarantee, promising to pay up later and collect their phone back. Following the tipoff, the detectives went to the area and Okenedu was arrested when he came back to collect the handset from the electrician. His accomplice however escaped. The arrest was confirmed by the State Police Public Relation Officer, Deputy Superintendent of Police, Celestina Kalu. Man bags five years jail term for setting pregnant lover ablaze

37-year-old lucky Esonahae was on Monday sentenced by an Egor Magistrate Court in Benin, Edo State to five years imprisonment for setting his pregnant lover ablaze. Esonahae, a bar operator, was arraigned on a one-count charge of causing bodily harm. The charge read, “That you, Lucky Esonahae, on July 6, 2015, at Uwelu Quartres, Benin, in Egor Magisterial District, did unlawfully cause grievous harm to one Stella Isaac, by setting her on fire with kerosene, which cause her bodily harm and, thereby, committed an offence punishable under Section 355(B) of the Criminal Code Cap 48, Vol. II, Laws of the defunct Bendel State of Nigeria, 1976, as applicable to Edo State.” While testifying in court, the prosecuting officer, Sergeant Ganiyu Yahya said the incident occurred at Uwelu Quartres in Benin on July 6, adding that the victim identified as Stella Isaac reported the matter to the police the same day. The prosecutor said the convict poured kerosene on the head of the victim, who was said to be seven months pregnant before setting her on fire. Yahaya told the court that the woman was rescued by one of her sons and a neighbour who forced their way into the room as she had been locked in. He disclosed that the woman was later rushed to the Central Hospital where she was treated for the burns she sustained on her hands and forehead. According to Yahaya, the convict had earlier accused the victim of infidelity after she allegedly returned home from her antenatal at about 6pm, adding that he threatened to kill her before she ran to her sister’s house. The convict pleaded guilty to the offence and asked the court for leniency. However, the presiding magistrate, Igho Braimoh while delivering the verdict said the court would not be lenient, stressing that “for a 37-year-old man to set a lover on fire, leaves much to be desired.” Braimoh consequently sentenced the convict to five years imprisonment with hard labour. Medical doctor arrested for carrying out abortion in Edo Men of the Edo State Police Command have arrested the Managing Director of the Ofure Royal Medical Centre located at Upper Uwa Street, Benin City, Dr. Omokhomion Kingsley, for allegedly conducting abortion at his clinic. Dr. Omokhomion was apprehended by police officers from the Zonal Criminal Investigation Bureau, Zone 5’ police headquarters, Benin City, following complaint that a woman’s pregnancy was terminated. It was learnt that police operatives brought a patient disguised as a pregnant woman demanding to abort her pregnancy. The doctor alongside four nurses was arrested while attempting to terminate the pregnancy. A Police source told the Nation that its operatives recovered a lifeless foetus and hospital equipment suspected to be abortion apparatus. The hospital was raided following a complaints sent to the Assistant Inspector-General of Police in charge of the zone, Mr. Musa Daura who stated that the woman whose pregnancy was aborted happens to be on a danger list at another hospital.

De Gea’s move officially off, Madrid blame United for collapse

avid de Gea will not be moving to Real Madrid this summer, after the deal collapsed over the late submission of relevant paperwork. The Spanish governing body headquarters, confirmed that they got the documents well after midnight, when the transfer window closed in Spain. Madrid had agreed a deal worth £29million for Dea Gea, with Keylor Navas set to head to Old Trafford in part exchange, but the agreements will not be rubberstamped. This means De Gea will stay at Old Trafford this season. The La Liga side have now released a numbered statement, blaming United for stalling the transfer. It reads: 1) Manchester United didn’t open any path of negotiation for the registration rights to David De Gea until yesterday morning. 2) Real Madrid, despite the difficulties associated with completing a deal of this type on the final day of registration, accepted the initiating of these conversations. 3) When Manchester United entered into these negotiations yesterday morning they did so subject to being able to reach an agreement with Real Madrid player Keylor Navas, in order that he would join the British club from this season, and informed that they were in contact with the representatives of said player. 4) Real Madrid and Manchester United arrived quickly at an agreement for the transfers of both players. After the editing of the relevant contractual documents and with the intention of proceeding with enough time to get everything sent to the Transfer Matching System of FIFA (TMS) as well as his registration with the Spanish Football League (LFP), Real Madrid resent the contracts to Manchester United at 13:39 Spanish time. 5) Manchester United sent back their comments on said contracts eight hours later, at 21:43 Spanish time, including small modifications. Due to not being relevant, all of the modifications were accepted immediately by Real Madrid with the intention of being able to register the player on time in the TMS and with the LFP.

Toure has been crucial to Manchester City’s commanding start to the season, scoring twice and providing four assists, as they sit on top of the league with 12 maximum points. Ayew, who only moved to England this summer on a free transfer from Marseille, has settled in well, scoring three times in four games including against top sides, Chelsea and Manchester United. Joel Obi pulls out of Eagles squad for Tanzania

Bran’ new crisis by ‘Ifreke Inyang Stamford Bridge is falling down. Well, not yet. But at this rate, with the suspicion that Jose Mourinho’s third-season syndrome is kicking in, disaster is not far away. This is not the start that Mourinho and Chelsea hoped for, less than three months after they were crowned Premier League champions, eight points clear of the nearest challenger. It started on a bad note from the first game. For the first time in 14 games, Arsenal manager, Arsene Wenger managed a win over Mourinho, as the Gunners beat their London rivals 1-0 to lift the Community Shield. If that defeat was meant to provide a, erm, reality Cech, it obviously did not. Swansea visited Stamford Bridge for the first league game and would have run out winners, if they were braver and less naive. It ended 2-2. In that game, Jefferson Montero introduced us to the fading force that is Branislav Ivanovic. The Ecudaorian winger tormented, teased and tricked
Chelsea’s right-back all game long. It gave encouragement to right wingers. Raheem Sterling, Callum Mcmanaman and Yannick Bolaise have taken their turns to shred the 31-year-old defender. Alan Pardew, who masterminded a 2-1 win over the Blues on Saturday, admitted that it was a tactic to target Ivanovic. “We doubled up on him a little in the first half, with Sako and Wilf (Zaha),” Pardew said. Roberto Martinez might want to take some notes, ahead of Chelsea’s visit on September 12. In the days of yore, Ivanovic was a formidable presence in the Blues’ defence, whether stationed in the middle or out on the right. anchester United midfielder, Morgan Schneiderlin, has revealed that captain Wayne Rooney, asked him who Anthony Martial is. Rooney spoke to his teammate, when rumours emerged linking the Monaco forward with a move to Old Trafford. “To be honest, [on Sunday] on the plane, Wayne Rooney came to speak to me and asked me who Martial was, because the English press had started to speak,” Schneiderlin told reporters in France. “I told him he’s a great player with great potential, who has played some good matches with Monaco last season and the beginning of this. “I told him he is technical and powerful. A little like Thierry Henry, even if it’s the press who are making that comparison.” According to L’Equipe, the deal could eventually be worth €80million, a price which a lot feel is too high for a 19-year-old. Schneiderlin says Martial should not think about his price tag. “If he wants my advice, it is to ignore it,” he said. “The media will talk a lot and will expect him to score many goals, but he must remember his qualities and play like he knows how. He can’t be paralysed by it. I think everything will go well.”
