per cent in 2019, with the sustained implementation of the ERGP. Senator Udoma disclosed this while speaking at the Deloitte Dialogue on Nigeria’s Economic Outlook for 2019 in Lagos on Thursday. He said the proposed 2019 Budget is intended to further reposition the economy on the path of faster, inclusive, diversified and sustainable growth, and to continue to lift significant numbers of our citizens out of poverty. The Minister explained that with the improved coordination of fiscal and monetary policies, exchange rate stability, improved oil export earnings and capital inflows, as well as the continuation of the current prudent management of foreign exchange reserves by the CBN, inflation is expected to trend downwards to single digit of 9.98 per cent in 2019 from 11.44 per cent as at December 2018. “Government is committed to growing the economy, and accordingly the 2019 Budget Proposal has been designed to continue to provide the stimulus and support required to spur growth in the economy,” he stated. While indicating that the 2019 Budget is another step in the country’s journey to ensure diversified, inclusive, sustainable growth, creating jobs for the teeming population and prosperity of Nigerians, Senator Udoma said government expects more diversified and inclusive growth in 2019 and over the medium term. He said though the current real GDP growth performance is still a little sluggish, which is expected as we are just recovering from recession, it however
indicates a positive momentum, especially with regard to the growth of the non-oil sector. “Our aim is to take all measures necessary to ensure that we increase the growth rate whilst maintaining fiscal sustainability.” Explaining the basis for the oil price projections in the budget, the Minister said oil prices depend on the interaction between supply and demand for oil in international markets. It is however the supplyside factors that have been mainly responsible for the price increase in 2018 and the recent decline, he added. Although Crude oil price soared in the second half of 2018, rising as high as $81.20/b on September 24, 2018 – a four year high - it declined towards the end of 2018, falling below the 2019 budget benchmark of $60/b. Whilst the Government is obviously concerned about this recent trend, most analysts believe the price will recover in the course of 2019, and so the Federal Government has not seen any need to adjust its benchmark price of US$60. However, he assured the gathering that if, at any time prior to the passage into law of the 2019 Budget by the National Assembly, there is strong reason to believe that this benchmark price of US$60 is unlikely to be realised then the Executive will, of course, engage with the National Assembly to agree a lower benchmark price. On oil production levels, the Minister said that President Buhari has directed the NNPC to work hard to achieve the 2.3mbpd budget target. “The ERGP Oil production target for 2019 is 2.4mbpd, NNPC production submission is 2.45mbpd. We have revised
the ERGP target and NNPC forecast downwards to 2.3mbpd for the 2019 Budget proposal,” he pointed out. He explained that the 2019 proposed budget size is smaller than the 2018 Budget because of the need to contain the size of the deficit so as to keep our borrowing within prudent limits. The Minister pointed out that the proposed deficit of N1.859 trillion in 2019 is about 1.33 per cent of GDP, which is within the three per cent threshold stipulated in the Fiscal Responsibility Act (FRA) 2007. The Minister indicated that even though Government has been increasing allocation to infrastructure, government spending alone will be insufficient to address the infrastructure needs of the country. This, he explained, is why Government is encouraging PPPs. Tax incentives are being provided to encourage private sector investment in infrastructure. Hence, the Executive Order 007 on Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme which was signed by the President on January 25, 2019. “The Scheme seeks to leverage private sector capital for the development and refurbishment of road networks in industrial clusters and key economic areas in the country. It entitles private investors to full recovery of the cost incurred on the road project(s) in the form of a Road Infrastructure Tax Credit which can be utilised against participants’ future CIT payable to the Federal Government”, he explained. The Minister said that Government will continue

Tunde Opalana, Abuja The Presidential candidate of the Peoples Democratic Party (PDP) in the February 16 election, Alhaji Atiku Abubakar, has reiterated his commitment to restructure Nigeria if elected next president. He stated this in Onitsha, the commercial nerve centre of Anambra State, on Thursday, during a
campaign rally. Apparently responding to the yearnings of people of the South East for a true restructuring of the country, Atiku, who is a former vice president of Nigeria, told the people to believe him because he is ‘Mr. Restructuring’. He promised full compensation for neglected infrastructure development due to the Igbos of the South East.
The PDP Presidential candidate said his commitment to the South East is unflinching because of his affinity to the region by marriage, having married Jennifer Atiku, a native of Anambra State and political association, having Peter Obi, also from Anambra State as his running mate. He told the teeming crowd that he did not come to campaign but to a home

Fight against corruption intact, Buhari tells critics Mathew Dadiya, Abuja
President Muhammadu Buhari has dismissed claims that his association with Governor Abdullahi Ganduje of Kano has diminished his commitment to the war against corruption. The Presidency disclosed this on Thursday in a statement, stressing that “there is a difference between perception and reality.” According to the statement, which followed comments after the proclamation by President Buhari of Dr. Abdullahi Umar Ganduje as the governorship candidate of the All Progressives Congress (APC), at a rally in Kano, the presidency cited a number of high profile prosecution of
senior government officials including a former Secretary to the Government and a former state governor who is a party member and now serving term in jail as indications of will and determination to wage the anti-corruption war without fear or favour. It also added that the Executive Secretary of the National Health Insurance Scheme, Prof. Usman Yusuf, is currently on administrative leave as part of President Buhari’s commitment to transparency and accountability. The statement explained that despite some of the suspects being close to the President, he had not shielded them from investigation, administrative suspensions and prosecution.
The Presidency added that it is sheer mischief to suggest that President Buhari is shielding anybody because of their closeness to him, explaining that no official under this administration would go unpunished once they break the law. On the specific issue of Governor Ganduje of Kano State, the President noted that Ganduje, as a sitting Governor, enjoys immunity from prosecution in his own right. Buhari further stressed that, under Nigerian laws, a suspect is presumed innocent until proven guilty in a court of law. “In the circumstances, the matter is in court and the President has no power to dictate to the court or
the Kano State House of Assembly, which is already investigating the matter, about what to do with the allegations against Ganduje,” the President stated. The Presidency added that it is unfair to ignore the larger picture of the President’s major successes in the war against corruption, including blocking leakages of corruption, which in turn, boosted government revenues. The statement challenged President Buhari’s critics to prove that those facing corruption allegations are innocent, adding that the President’s zero tolerance for corruption has boosted and remarkably improved Nigeria’s image in the eyes of world leaders.

Polls: APC accuses INEC of working for PDP ‘I will restructure Nigeria if elected’ Dissatisfied with Atiku for promising amnesty to looters
Tom Okpe, Abuja The All Progressives Congress (APC) has accused the Independent National Electoral Commission (INEC) of working towards the victory of the main opposition Peoples Democratic Party (PDP) in the forthcoming general election. This is as APC lamented that INEC rejected its candidates from Zamfara and Rivers states even when it conducted valid primaries but accepted PDP candidates from Kano where no primaries were held. INEC Wednesday night rejected APC candidates from Zamfara State following conflicting judgements delivered by Federal High Courts Gusau and FCT affirming and denouncing the conduct of primary elections in the State by APC. The party also expressed shock at the PDP Presidential candidate, Alhaji Atiku Abubakar’s confession to grant amnesty to looters of national wealth if elected. Lanre Issa- Onilu, APC National Publicity Secretary while briefing journalists in Abuja on Thursday at the party national Secretariat dismissed that contrary to recent outbursts by PDP and other opposition elements that INEC is going to rig elections for APC, the rejection of the party’s candidates show what it is going through in the hands of the Commission. He said: “Let me add that in Kano State, PDP did not do any primaries and yet today, INEC is not saying anything regarding PDP and all the candidates submitted for PDP in Kano were accepted. This is a fact that nobody can deny but we will not go to town to start pillorying INEC, this is a very critical institution to
the success of any election. “We heard that INEC is relying on the fact that courts of equal jurisdiction have given conflicting judgements. We can understand that. What it thus means is that it is not over and then we will continue to take steps. “We are very certain, we did the right thing. The primaries held, INEC was not satisfied with that but it is our right to field candidates and we would follow up all the legal means to ensure that our candidates stand for elections in this 2019 general elections in Zamfara. Same situation for Rivers. “May I remind all of us, that we had primaries in Zamfara which was affected by conflicts but the process allows for three different options. You could go for indirect which is an electoral college, you could go with direct that allows every card carrying member of the party to vote for their chosen candidates and then thirdly, you go by consensus. We have the right under the constitution to exhaust these options. We did so”. The APC spokesman also expressed dissatisfaction on Atiku Abubakar over the comments that he would grant amnesty to repentant looters when he becomes President. “Going by Atiku and Obi’s shocking confession that their administration will grant amnesty to looters, we are equally shocked and hereby align with the wide section of Nigerians who are now abundantly clear of their intentions if elected and now see the collective need to stop them. “The insistence of Alhaji Atiku and PDP to take us through this dangerous route where the nation’s economic policies and
programmes are driven mainly by the interests of leaders, their local friends, and foreign partners constitute a present danger every well-meaning Nigerian must rise against. The choices before Nigerians cannot be clearer. “Those who have looted our resources, stolen the monies meant to build roads, rails, and ports, provide regular and stable electricity for our homes and businesses, provide quality healthcare, create environment conducive for ordinary Nigerians to unleash their creativity and industry, and for all Nigerians to live a rewarding and prosperous lives are working hard to take charge again. It is disturbing that Atiku and his returning mate, Peter Obi, could boldly face the national, and indeed, global audience boasting that the future of our country belongs to the looters. “As a matter of fact, Alhaji Atiku repeatedly told a bewildered nation that those who caused poverty, unemployment, poor infrastructure and misery for many Nigerians under his watch as the Vice President would be left to enjoy our commonwealth as long as they turned in part of what they have stolen. This no doubt must have gladdened the hearts of all the enemies of our country. “The PDP’s Presidential candidate, Alhaji Atiku promised to roll out the red carpet for people who have wickedly teamed up with him under PDP to ruin our country, in an environment such as ours, where many ordinary Nigerians, not being Atiku’s friends, are wallowing in prison for stealing their neighbours’ goats, phones, foods and such”, Onilu stated.
Continued from page 3 coming. He said: “The people of Anambra State, we have not come to campaign. You have two people on this ticket, Peter Obi is on this ticket, Jennifer Abubakar is in this ticket, I am minority. We apologise for coming late. In any case, this is our home”. He appealed to the party’s loyalists to return all PDP candidates, saying “return your Senators, your members House of Representatives, the State Assembly members, everybody must be PDP. “You know what, at the Palace of the Obi, they said I have to complete the Second Niger Bridge. If not for anything, I have to complete it for my wife. The Obi said we must construct all the federal roads in the South East, we will do it. Peter Obi will do it. He said we must restructure Nigeria, this is why I am Mr. Restructuring, I will do it. Don’t allow anybody to come and deceive you, I know you people are courageous”. At a rally earlier in Asaba, the Delta State capital, on Thursday, the PDP Presidential candidate assured the people of Delta and Anambra states and the entire South East by extension, about a speedy completion of the much touted Second Niger Bridge. Considering the importance of the bridge to socio-economic development of the South East region, he promised that his government will take over the project much talked about by the APC government, complete and commission it for the use of the good people of the South East and South South. The former vice president at the PDP Presidential campaign rally said the Second Niger Bridge and other projects abandoned by the
APC administration will be given accelerated attention immediately the PDP take over governance in May 2019. He also promised the development of the port in Warri to international standard for economic development of the country and Delta State. “Now let me tell you my commitment to Delta State if you elect me as your President. You see your port that have been abandoned, I will reactivate it in Delta. I will make sure that they are working and create jobs for Deltans. I promise you this. “Secondly, all the infrastructural facilities that have been abandoned by the Federal Government because you are PDP, I will complete them. You have been loyal to PDP and we will pay loyalty”. Atiku appreciated Deltans for been loyal to PDP since the return of democracy in 1999. “The schools that you have is PDP, the hospital is PDP, the road that you have is PDP. The airport is PDP, every development that you have in Delta State is PDP. So why would you vote APC? “These people they call APC just come to deceive us. Everything they promised they failed to deliver. They failed to deliver on economy, they failed to deliver on security, and they failed to deliver on jobs, why would you vote for them for God’s sake? I appeal to you to continue to vote PDP. We are all PDP family, there is no space for APC in this state never”, he added. The PDP national chairman, Prince Uche Secondus, at the rally, reiterated the party’s call on INEC to uphold constitutional responsibility of conducting free, fair, credible and acceptable elections. “Today by your mandate, we

I’ve not dumped APGA, says Gov Obiano Nkiru Nwagbo, Awka
Anambra State government has expressed dismay at the claims in some quarters that Governor Willie Obiano has defected to another political party. The State Commissioner for Information and Public Enlightenment, Chief C. Don Adinuba, who spoke to Journalists in Awka, on Thursday, said that their investigation revealed that those who have been spreading the rumour were agents of “two of the three leading political parties in Nigeria, namely, the Peoples Democratic Party (PDP) and All Progressives Congress (APC).” Adinuba stated that the reports which have become trending on the social media was completely falsehood, insisting that Governor Obiano remains the National Leader of the All Progressives Grand Alliance (APGA) and the Chairman of the Party’s Board of Trustees (BOT). He observed that as a result of Governor Obiano’s tremendous popularity and effective leadership, various political forces in Nigeria
have devised all kinds of methods to gain his support and enhance their chances of winning the forthcoming election. Adinuba said: “He has in the last few weeks been campaigning vigorously for APGA’s candidates in the forthcoming general polls, including General John Gbor, the party’s presidential candidate. He has been consistent in telling the immensely huge crowds of supporters wherever he has been to vote for only APGA candidates. He has never asked Anambra people to vote APGA candidates in some elections and candidates of some other party or parties in another election. “Once again, the Anambra State Government wants to reiterate Governor Obiano’s policy of Constructive Engagement, as opposed to Confrontation, in his relationship with people, groups and institutions. This policy means that much as there are differences in political perspective with those who belong to parties other than his own APGA, whether at the local or national level, we must maintain a friendly
Obiano disposition to all. “This policy has been of tremendous benefit to Ndi Anambra, as our state remains the most peaceful and stable in the whole country. Not even during the last major election in the state was violence reported anywhere. Defeated candidates rather accepted the people’s verdict, congratulated Chief Obiano who won by a landslide in each of the 21 LGAs in the state. At his second inauguration on March 18, 2017, some of the candidates who
contested against Chief Obiano attended to show solidarity with him. This is an unprecedented record in Nigeria’s political history. “Governor Obiano is satisfied with the great trust which both Ndi Anambra and APGA members repose in him, which has enabled him to render useful service to the Nigerian people. He has no intention to leave APGA and join another party. He will continue to use APGA as a vehicle for tremendous mobilization and service to God and humanity” he added.
Top politician planning to smuggle money into Nigeria – EFCC Doosuur Iwambe, Abuja The acting Chairman of the Economic and Financial Crimes Commission (EFCC), Mr. Ibrahim Magu, has revealed that there is a top politician in the country that is planning to repatriate funds into the country ahead of the general elections. Speaking during a meeting with the Association of Chief Conduct and Compliance Officers of Banks in Nigeria, on Thursday, Magu urged compliance officers to assist the Commission in curbing the inflow of illicit funds by reporting suspicious transactions to the EFCC. Magu said that the politician had earlier denied ownership of the
property when attempts were made to confiscate it but the unnamed person has sold it and is planning on repatriating it to Nigeria. “Recently we have received intelligence report from a sister agency in another country informing us of a top Nigerian politician who has sold his property in that country and intends to repatriate the proceeds of the sale of the property to Nigeria. This same individual had earlier denied ownership of the said property. “Goods bought with proceeds of crime abroad are sent to Nigeria to support empowerment programmes during elections periods. The goods are mostly cleared with deficient trade documents processed through the international
banks”, Magu said. Explaining how money laundering is done, Magu said corrupt persons move the proceeds of crime earlier taken across border to neighbouring countries back to Nigeria by depositing such funds in banks with corresponding banking relationship with local banks in Nigeria. He said these funds can be used to finance elections in the country by physical distribution of the funds for political inducement or financing empowerment schemes to solicit votes from citizens. The EFCC boss said private bankers for international banks facilitate the movement of proceeds of crime through physical movements of cash to the country via charted
airlines. Magu added:-, “International\ facilitate the purchase of assets such as airlines from foreign jurisdictions that are brought to the country for elections purpose.” The EFCC boss further called for collective responsibility to make the system work as well as ensure that criminals are not given the chance to take over government and by extension the economy of the country. “Whatever you do wrong or allow today may come back to haunt you. Be rest assured that, we on our part are committed to investigate and prosecute anybody or institution found breaching the provisions of the law but in the same vein we will work with you if you desire to partner with us”.

to provide improved access to funding and supporting infrastructure to encourage small businesses, in particular. Government will also continue with the current emphasis on power, roads and rail. “We shall continue to expand generation, transmission and distribution of power from the national grid while developing innovative off grid solutions for schools, hospitals and markets. “Efforts to improve hard infrastructure will be complemented by expanding reforms in the ease of doing business. We will continue to remove obstacles, reduce costs and ensure timely delivery of services so as to improve the environment for the private sector,” he explained. On the issue of the minimum wage, the Minister assured that Government is committed to an increase in the minimum wage, and that, accordingly, some provision has been made for this in the 2019 Budget proposal. In addition, a high-
powered Technical Committee has been inaugurated by President Buhari to identify additional sources of revenue to ensure that the rise in the Government’s wage bill does not crowd out the other responsibilities of government. The Committee is also to advice on ways to implement any consequential wage adjustments in such a manner as to minimise its inflationary impact. Other speakers at the Deloitte Dialogue included the Minister of Finance, Mrs. Zainab Ahmed, who spoke on “Revenue Growth and Economic Development: Expectations for 2019”. The event featured panel discussions with sector experts including the Kaduna State Governor, Mallam el-Rufai (who was represented); Statistician General of the National Bureau of Statistics, Dr. Yemi Kale; and the Senior Special Assistant to the President on Industry, Trade and Investment, Dr. Jumoke Oduwole, among others. The event was chaired by the Chairman of Zenith Bank, Mr. Jim Ovia.
‘I will restructure Nigeria if elected’ Continued from page 5 warn INEC and we believe that there are good people in INEC. We know that government is pressurising INEC to rig this election but if they rig this election, it is war they are looking for. So if they want peace, they should not rig the election because everybody is ready for this election”, said Secondus. The chairman also advised the security agencies to keep to their primary role of protecting lives and properties. He said: “We believe that they will obey our constitution and not break it like Mr. President that is breaking our constitution. They will obey the constitution and be neutral but if they don’t, if they join hands with INEC to rig this election, what are they looking look for?” Director General of PDP Presidential Campaign Organisation, Senator Bukola Saraki, said it remains 15 days for Nigerians to come out and vote for PDP and Atiku, “because it is time for us to change the direction of this country”. Saraki said: “This government has failed, is time for us to vote them out and bring in the man that knows the job. Our candidate, Atiku Abubakar, is a man that can perform. “My people of Delta, this is not personal, it is about
someone who can give you job. Let me tell you one secret, all our youth that are looking for job, government alone cannot give you job. You get job when the private sector are booming. The only person that can do this, is the candidate we bring here today. He has businesses, he understand the language, if you don’t understand the language you can’t do it”. “Let me tell you something about business people, business people don’t do business in country where there is no rule of law. And you know these people don’t understand rule of law, but Atiku understand rule of law. “The only way to get Atiku inside is for you all to come out and vote, vote for PDP. Any vote for the other party is a waste. If you come out and vote nobody will rig us. There is only one man that can provide jobs, unite the country, improve our economy and that man is Atiku Abubakar”.

Tribalism, religion factors hindering Short News growth of Nigerian Universities - NUC Says NUC recognises newly approved Bayelsa Medical University
Doosuur Iwambe, Abuja The Executive Secretary, National Universities Commission (NUC), Professor Abubakar Rasheed, has identified tribalism and religion as some of the factors hindering Nigerian universities from meeting up with global standard. Speaking while receiving a delegation of the Government of Bayelsa State led by Governor Seriake Henry Dickson at the Commission headquarters in Abuja on Tuesday, Rasheed lamented that majority of the Universities in the country have deviated from the universal character approved by the NUC. He maintained that the commission being the sole regulatory agency of university education in the country, would remain steadfast in the task of ensuring qualitative and orderly development of university education. According to the NUC boss, it was only by so doing, that the universities could be globally relevant and competitive and advised that universities must strive to
be truly universal entities wherein all the attributes and international characteristics including good reputation and academic credibility could be found. While stressing that the NUC recognised the newly approved Bayelsa State Medical University, professor Rasheed charged the management of the university to maintain the universal character approved by the commission. “We are living in an age of knowledge, an age of where education or human capital holds the key to our successes as a people and as a nation. “Only education, particularly the type of quality education produced in good universities can instigate rapid social, economic, scientific and technological changes needed to guarantee our march to the future with pride and confidence, education still remains our most potent weapon for injecting hope in our youth and in our ability to negotiate better quality of life for our people”, he said. Earlier, Bayelsa State Governor, Seriake Dickson who expressed gratitude to
the commission for identifying Bayelsa Medical University explained that the University was designed as a first rate institution of learning to attract some of the best teachers from Africa and the world. While reaffirming that furthering the course of education is the topmost priority of his administration, governor Dickson said that the newly approved university is expected to specialise in primary health care and tropical medicine. “There is no alternative to education. Education is the only priceless and timeless gift that could be offered to any child and there is no investment that is too much in the education of a child. “If we don’t invest in education, then we should be prepared to build more prisons and cemeteries. Even the children you send abroad to study will be killed by those you refused to educate. “Bayelsa state is investing so much in education most especially primary and Tertiary education to make life easy for our people” Dickson added.

APC warns INEC to publish official list of Kwara candidates Kehinde Akinpelu, Ilorin
The Ishola Balogun-Fulani led All Progressives Congress (APC) in Kwara state has warned the Independent National Electoral Commission (INEC) against making the mistake of not publishing the names of candidates of the party duly recognised by the court of law. In a fresh letter dated January 29, 2018 and addressed to INEC chairman, Prof. Yakub Mahmud, Balogun-Fulani reminded the electoral body of the subsisting judgement of the Ilorin High Court which recognised his leadership of the part in the state and therefore becomes the authentic body to conduct the party’s primaries for picking candidates for all elective positions. INEC had in its last publication listed the names of candidates not from BalogunFulani executive committee as APC national assembly’s candidates in the state, a development that forced the APC leader to write the electoral body through the law firm of Yusuf O.Ali and Co. In the latest letter, Balogun Fulani said:”Your commission is advised and warned not to repeat the mistake of the past in deliberately, wittingly or unwittingly publishing any other unrecognized names as candidates of the APC in Kwara state other than the names of the candidates duly submitted by our executive committee of APC in line with the judgement order of the court.

FRSC deploys 20,000 officers, marshals for general elections Federal Road Safety Corps (FRSC) has deployed no fewer than 20, 000 officers and marshals for the upcoming general elections across the country. The Corps Marshal, Boboye Oyeyemi, said this at the 1st Quarter 2019 Strategy Session with Commanding Officers on strategic goals and issues of general elections in Abuja on Thursday. Oyeyemi said the elections were a national assignment that ought to be done with other security outfits and with all sense of responsibility. He said the 2019 election was the first national assignment to be executed jointly with other security organisations. The corps marshal said this was necessary to achieve a free and fair election. He added that all election activities
would be done under the InterAgency Consultative Committee on Election Security (ICCES). The corps marshal also said appropriate strategies would be developed to check the prevalence of people driving on the highways without driver’s licence. He noted that the 2018/2019 Operation Zero Tolerance was one of the most successful in recent times, and that its outcome was connected to the dedication and dutiful disposition of all operatives nationwide. Oyeyemi said the licence for the FRSC Traffic Radio had been acquired from the National Broadcasting Commission (NBC) and other entailments were being put in place for test-run. He added that some members of staff had been selected for short
courses to enable full and professional broadcast. He said new intakes into the corps were currently undergoing basic courses at the FRSC Academy, Udi, Enugu; NDLEA Regional Academy for Drug Control, Koton-Rikkos in Jos and Nigeria Army Training Centre, Kontagora, Niger. The Chairman, Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu, said the commission was “ready for the elections.” He appealed to the corps marshal to screen the particulars of drivers to be engaged during the elections, adding that this was important to track the personnel. Yakubu called for the deployment of patrol teams to support the monitoring and movement of vehicles carrying materials on election days.
The legal battle by President Muhammadu Buhari’s in-law, Dr Halilu Modi to disqualify Adamawa State Governor, Muhammadu Jibirilla Bindo as a governorship candidate of the ruling All Progressives Congress (APC) in the state has resurfaced at the Federal High Court Abuja division before Justice Ahmed Mohammed. Dr. Mode who was the first runner up in the disputed APC governorship primaries is challenging the academic credentials of the incumbent governor Bindo. The suit which was first filed in Abuja division was transferred to the Yola division of the Federal High Court before Justice Abdulaziz Anka sent the case file back to the Chief Judge of the Federal High Court, Justice Abdul Kafarati for re- assignment to another Judge. He took the decision after he had announced his withdrawal from adjudicating on the matter on personal grounds. Specifically, the suit is seeking the disqualification of governor Bindo from contesting the forth coming governorship election in the state on the grounds that he did not complete his secondary education at the Government Secondary School, Mangu, Plateau State, as claimed.
FCTA commends Airport Road reconstruction work progress Idu Jude, Abuja The Minster, Federal Capital Territory (FCTA), Malam Muhammad Musa Bello has expressed delight with the pace of work at the ongoing Nnamdi Azikiwe International Airport road reconstruction project. Bello was pleased that work on such a major arterial road, also known as Bill Clinton Drive, linking the Airport to Umar Musa Yar’Adua Express Road was being undertaken with minimal damage to vegetation and utilities, improvement on services, on schedule and without any major hindrance to traffic. His words, “our major concern had been how we were going to execute such a major infrastructure work without posing a major obstruction to traffic as well as preserving the trees and street lights. I am happy that we have been able to accomplish this work without doing damage to the environment and utilities.” According to the Minister, the Administration was proactive in taking up the reconstruction project as it was evident that the road was beginning to show signs of deterioration. It, therefore, had to act quickly to stem a possible collapse. He noted that the pattern used in the ongoing Bill Clinton Drive reconstruction project, which included advocacies and stakeholder consultations, would set the standard for future reconstruction works in the city.

LASG, FAAN and MMIA access road
Cosmas Okereafor
The pronouncement by the Lagos State Government recently that the access road to the Murtala Mohammed International Airport (MMIA), currently under construction will be completed by the first quarter of 2019, jolted many if not all aviation stakeholders, particularly the Federal Airport Authority (FAAN), the owner of the access road, if you permit me. Since the construction began, FAAN, the landlord of 22 airports across the country has remained on top of its game, ensuring uninterrupted service delivery at the gateway. The completion of the ten lane access road from all indication will automatically catapult the foremost airport into another class, and indeed put a stop to the commentaries such as‘’the road to one of the busiest airport in Nigeria is a death trap’’. The current Management of FAAN under Engr. Saleh Dunoma, all these years the access road was in bad condition together with his Management team ensured that challenges of harassing unsuspecting passengers within and outside the terminal building, under whatever guise did not occur. This was achieved by putting the security arm of the authority AVSEC, at red alert, thereby ensuring that, those who do not have business at the airport at anytime are kept in abeyance. This measure interestingly is also supported by other security personnel from other agencies equally stationed at various entrance gate of the airport. The heavy presence of uniformed men at the airports tells any intruder that it is no longer business as usual, given the security challenge some parts of the
country are grappling with. Also the regular cutting of grasses along the access road and within the airport environment further reveals how determined the authority is, in ridding off undesirable elements who may want to hide in the area at night to harass passengers and workers alike. It is on record that since FAAN got the prestigious United State’s Federal Aviation Administration category one re-certification in 2015, it has being one laudable achievement after the other. That the present Management has remained focused on its quest to making all the airports in the country a place of comfort for the travelling public and various stakeholders, all year round cannot be over emphasized. The vision of the authority to be among the best 50 airports group in the world in many ways has continued to yield fruits. This was justified not too long ago, when it was announced by the Airport Council International (ACI), that Nnamdi Azikiwe International Airport (NAIA), Abuja had been chosen as the best improved airport in safety, a key recipe from all indication for aviation management and development. The award Certificate accordingly was officially presented to FAAN in far away Abidjan, Cote d’Ivoire, the venue of Airport Council International (ACI), General Assembly meeting held on October, 2018. Not too long from that time, the authority also successfully hosted the 59th Airport Council International Africa Regional Conference and Exhibitions to the commendation of every one that participated. The designation of FAAN’S training
School to International Civil Aviation Organization (ICAO)/Airport Council International (ACI), training Centre almost the same period further attests to the unassuming achievement of the authority. With these landmark achievements and many more in the offing, FAAN as always may have positioned for adequate service delivery in the new year and thereafter. Meanwhile, over 500 Aviation Security and Airports Rescue and Fire fighting Officers who were recruited sometimes in the past to address perennial shortage of manpower and ageing workforce have also undergone key operational training locally and internationally especially officers from Aviation Security, Fire and Safety Departments, a measure the authority says was necessary to enhance operational efficiency which is key in the whole gamut of aviation operations. Facility upgrade at Kaduna Airport interestingly resulted to the elevation of the Airport to Category 9 (CAT), and t Bhus for stakeholders was a remarkable achievement and has lead to weekly international flight operations of wide body aircraft in, and out of kaduna airport that once served as alternate airport to Abuja, during the hay days of runway resurfacing. The linking of Abuja Airport also to the railway line according to the authority was a major boost to economic activities and as such has continued to attract commendation of consumers of aviation services who now connect easily with the terminal building without much delays The migration to a brand new
independent power supply following the acquisition of six Brand New Industrial Generators with capacity of 29.1MVA already put into full use also speaks volume, given that this move ultimately has addressed the issue of power challenge occasionally experienced at the premier gateway. These monumental achievements has equally strengthened cargo airports due to the installation modern equipment, targeted all the same to boost agro-allied businesses and this was in addition with the installation and commissioning of brand New caroussels at the Murtala Mohammed International Airport (MMIA), purely meant to speed up baggage facilitation as well as to advance passenger comfort in the process. While the authority remains upbeat on its primary assignment of promoting seamless air transport business in Nigeria, it must be said also that FAAN’s management under Engr Saleh Dunoma abinitio has continued to engage on positive discussion with Public Private Partnership (PPP), investors, an approach he believes would snowball and inject new ideas, necessary for modern airport management The legion of achievements currently billowing across the airports in the country for stakeholders and consumers of aviation services alike are attestation to the appreciation of the fact that Management of the Authority, apart from taking the industry to the next level has equally entrenched safety consciousness and thereby succeeded in creating environment where aviation operations are carried out in line with global best standard practices.
Ezekwesili’s and Galadima’s ACPN as a Metaphor for APC and PDP
Fisayo Soyombo
Until President Muhammadu Buhari infamously showed up on Friday to ‘remove’ Walter Onnoghen as chief justice of Nigeria (CJN) through the backdoor, an alternate party was on the verge of providing us the biggest talking point of an entire week — for the first time in a long time. Onnoghen’s suspension has no place in any democracy. Let’s not lie about it: the CJN — he still is — has a terrible case to answer. He has himself unwittingly admitted guilt, and senior lawyers whose opinions I trust have impugned his credibility in private. But even this doesn’t legitimise Onnoghen’s suspension in accordance with a privately-announced ex parte order by the Code of Conduct Tribunal (CCT), less than a day to the inauguration of the 2019 election petition tribunal members, and while notable past and current members of the Buhari administration already indicted for corruption or sundry breaches of the law dating back to 2018, have not been charged to court. To the neutrals, it is such bad news that the spotlight was so insanely snatched from the Allied Congress Party of Nigeria (ACPN), but this sentiment won’t be shared by Oby Ezekwesili, the fiery activist on whose account this party has gained considerable popularity among the elite. As expected, Ezekwesili was one of the first Nigerians to censure Buhari for the manner of Onnoghen’s removal, but perhaps deep down in her mind, she wouldn’t have minded any reprieve from the implosion of her party three weeks to the presidential election. Followers of Nigerian politics must have been shocked to wake up on
Thursday to the ‘breaking news’ of Ezekwesili’s sudden withdrawal from the presidential race. Of the many candidates considered as potential options to ending the stranglehold of the Peoples Democratic Party (PDP) and All Progressives Congress (APC) on power, there are three who were never going to step down. One is Kingsley Moghalu — because he is a technocrat, and technocrats usually arrive at a race with their big egos, knowing they have answers, both practicable and illusory, to every question on the nation’s afflictions. The other two are Ezekwesili and Omoyele Sowore — because they’re activists. By nature, activists are idealistic people. They’re on a permanent search for perfection that rarely exists; sometimes — just once in a blue moon — they succeed. But most times, they don’t. They are usually so consumed by their passion for a just and prosperous society that they focus on the end rather than the means to it; they usually concentrate all their attention on the prize, not the price. And that’s the one, perhaps only, 2019-election foible from which Ezekwesili cannot extricate herself. It explains the ridiculousness of claims by Ganiyu Galadima, national chairman of the ACPN and Ezekwesili’s then running mate, that she never wanted to be president but was only using the presidential ticket as bargaining chip for the post of finance minister. Anyone who has followed Ezekwesili’s activism for a while should know that this can’t be true, neither can allegations of receiving millions of undeclared campaign funds in hard currency. Since leaving
office as minister of education in April 2007, Ezekwesili is privately known to have turned down ministerial offers from two presidents. She also has a track record of donating to charity, all funds accruing to her by virtue of her BringBackOurGirls activism. Ezekwesili is a philanthropist. Not just that, her philanthropy predates her political ambition. But this is hardly public knowledge because of her policy is to give without announcing it. Surely, Ezekwesili is not the kind of person to divert campaign funds. But all these don’t make her infallible, like every other human. For instance, her exit was announced as solely motivated by the need to “focus on helping to build a veritable coalition to ensure a viable alternative to the #APCPDP in the forthcoming elections”. But that is not the full story. We didn’t know this before; but after Galadima’s press conference that ultimately culminated in the endorsement of President Muhammadu Buhari’s second-term bid, we now know that ACPN had indeed imploded. We probably will never know the whole story, but we will know a bit more when Ezekwesili addresses her ‘world press conference’ later this week. Seeing how Galadima literally crawled to Ezekwesili in October 2018 to beg her to accept the party’s presidential ticket, and how he is suddenly emboldened to publicly ditch her for Buhari, there is no doubt that this has been a marriage of strange bedfellows. There is no doubt that the original protagonists of ACPN are ideologically empty. Otherwise, there is no way a
party that placed fourth in the 2015 presidential election and until last week prosecuted its campaign by first accentuating the flaws of the Buhari administration can suddenly rise to endorse the same administration. There is no doubt that the faces of ACPN were only hunting for their meal tickets. Incidentally, these are the same vices for which we blame the PDP and the APC. If for some reason ACPN found itself in power, wouldn’t we be dealing with the baggage of a president surrounded by an army of corrupt people, same thing we accuse Buhari of? ACPN’s sudden implosion when it hasn’t even had a sniff of power weakens the hitherto sellable argument that breaking the PDP-APC hegemony is central to our progress as a nation. Perhaps a little probe into the other alternate parties may reveal some of the political shenanigans for which we loathe ‘APCPDP’ or their arrowheads ‘Butiku’, in Ezekwesili’s words. It may mean that while the idea of sacking PDP and APC is not entirely bad, it would be utopian to conclude that Nigeria would assume political sainthood once a fresh, supposedly untainted party comes to power. The ACPN’s implosion teaches us that the quality of our leadership cannot exceed the strength of the values that drive our individual lives. The search for Nigeria’s next crop of leaders will have to focus more on the individual rather than the party — because, as we have now seen, men of moral vacuity and ideological emptiness abound in our political space. It doesn’t matter whether the party is PDP, APC or ACPN.

Editorial Commentary The Stranded Squirrels In Ezekwesili’s Party
Times Guest Columnist Azu Ishiekwene
I didn’t notice the squirrel until later. The Allied Congress Party of Nigeria (ACPN) actually has a squirrel as its logo, but I didn’t make out the silhouette until the leadership of the party showed its furry hand last week. The founders of the party may have been thinking of an easily recongisable symbol when they chose the squirrel, but the party’s mascot is living up to it name. The squirrel is born toothless, blind and naked but transforms later in life to become one of the most capricious in the animal kingdom. As I watched the video of ACPN Chairman Abdulganiyu Galadima attacking the party’s former presidential candidate, Oby Ezekwesili, I saw the spirit of the squirrel in full play. Galadima did not wait for Ezekwesili to finish stepping down before he lined up members of his executive – the gang of four – to push her over the cliff. According to him, the party was tired of a presidential candidate who had not provided any evidence of how she would implement her programmes. She also had no “posters” or “billboards” only weeks to the election. I still can’t figure out how Ezekwesili ended up in the same corner with these folks. Something is wrong with a party chairman who thinks it’s the sole business of its candidate to write the party’s manifesto, share the message and determine how it would be implemented. Didn’t the party file a manifesto with INEC? Something is wrong with a party chairman who thinks that the poster is still a valuable campaign tool in 2019, when young people make up over 50 per cent of registered voters. Something is definitely wrong with a party chairman who makes reckless accusations against his own candidate without first exhausting the party’s internal mechanisms, and more important, hearing from the other side. How did Ezekwesili end up with these folks? Galadima’s insinuation that Ezekwesili was running a one-woman show or that she wanted to use the party to negotiate a ministerial job was ridiculous, yet it was not even the worst manifestation of the squirrel spirit in the party. It was the party’s decision to announce, at the same press conference where it pushed its own candidate over the edge, that it was now backing the second-term bid of President Muhammadu Buhari, that rubbed salt in the public’s wound. That was the party’s lowest watermark. It really doesn’t matter if ACPN decides to support Ishola Oyenusi Party of Nigeria – that is the party’s business and choice. What exposes the capriciousness of the squirrels in the party is their lack of decency. Why endorse another candidate even before hundreds of your members, volunteers and followers have had time to digest exactly why your presidential candidate is stepping down and what went wrong? The tardiness was not an afterthought; it was mischief on stilts. Multiple sources indicated to me that the general impression among the party top brass when ACPN adopted Ezekwesili as its presidential candidate, was that she would use her considerable international clout to raise money for the party. Not just money, but truckloads of it from far and wide and in the world’s most durable currencies. That expectation contradicts what Ezekwesili has stood for all her life and she wasn’t about to change her values after making a single-minded commitment to work with her party to disrupt the old, rotten order. But party dinosaurs would have none of it. They kept pressing her to call Hilary Clinton, call Michelle Obama, call Ellen Sirleaf Johnson, and to call Paul Kagame for money. These squirrels may have been born blind, toothless and naked, but their instinctive smell of money was formed long before all the other senses. When pressure on Ezekwesili to find the money was not yielding fruit and instead she decided to crowd-fund her campaign and call for volunteers, the party honchos went mad. They would not listen to the
argument that you cannot use corruption to disrupt corruption or enlist moneybags on your campaign and expect to run a decent government, if elected. The Galadimas of the ACPN are too used to the old order to understand the d-word, much less the meaning of disruption. They decided to throw Ezekwesili under the bus for refusing to give them her back for a ride. Beneath the self-indicting accusation of incompetent campaign and dodgy party finances, desperation for money was the real motive for the shameful way the ACPN leadership treated its presidential candidate. With less than three weeks to election and Ezekwesili still adamant that she would neither be the party’s moneymaking machine nor its shakedown artist, the fellows couldn’t wait to dump her and jump on the gravy train. They could not – and will not – in a million years see the modest changes she has brought to Nigeria’s political campaign history. When Ezekwesili joined the party last year, it was virtually dead. She attracted a team of young professionals, with a passion, dedication and commitment to public life that soon made the public to begin to notice the silhouette of the squirrel in the party’s logo. Ezekwesili may not be the first woman to campaign for the office of Nigeria’s president, but she’s the first to drive home the urgency of lifting at least 80 million Nigerians out of poverty and laying out her plan with the clarity and presence of mind that forced many to take note. Her campaign style was also different. She went to market shops, knocked on doors and met ordinary people on the streets and in their homes. She looked out for and spoke to the needs of the weak and vulnerable, as she listened to them. I’m told that on several occasions when ordinary people asked her pointedly for money, she responded that she was not in politics to share money but to help citizens find purpose and meaning. What difference has selling votes for between N1,000 and N10,000 tucked inside a slice of bread made to our lives in the last 20 years? We will never know the hundreds of thousands who not only decided to register but also decided they would be voting, perhaps for the first time, just because Ezekwesili joined the race. Thanks to Ezekwesili and the courageous, younger generation still the race, more and more young people have seen that it is possible to cultivate and deepen the spirit of volunteering, service and citizenship. Galadima and his gang of four have their own reasons for being in politics, which may have nothing to do with disrupting the present system, as Ezekwesili erroneously thought. The party has been in the wilderness after Gbemisola Saraki passed it on to Galadima in 2011. The priority has been to find the crumbs at the table of any government in power, not to make any meaningful difference. At the height of the feud between Olusola Saraki and his son, Bukola, the old man formed the ACPN to teach his son a lesson but ended up with the short end of the stick after Bukola’s candidate, Abdulfatah Ahmed, defeated Gbemisola for the Kwara governorship. Bukola’s army crushed not only his father and his sister; it also vanquished the party, with its ghost occasionally showing up in Ondo and Ogun States. With Ezekwesili out of their way, and the prospects of another four years on empty stomach too hard to bear, the stranded squirrels may now roam free, scavenging for nuts wherever they may be found. But they didn’t need to throw mud for a place at the table. Galadima and the gang of four should have had the decency to let the dust from the exit of their candidate settle first before disgracing themselves publicly. I guess that’s too much to ask of squirrels desperate to survive another long harmattan.
OUR POSITION
FG, welfare and medical doctors The ongoing brain drain in the medical sector where many medical doctors are leaving Nigeria on a daily basis for greener pastures abroad certainly calls for concern among the stakeholders. Incidentally, Nigerian doctors have been migrating to the United States, United Kingdom, Canada, Saudi Arabia and many other nations across the globe. Though relevant medical agencies in Nigeria could not provide official data on emigrant doctors, statistics from General Medical Council (GMC) UK, as at July 2017 showed that over 4,765 Nigerian doctors are working in the UK. This is 1.7 per cent of the total of the UK’s medical workforce. The Association also revealed on Monday that over 80,000 registered medical doctors in its database but, regrettably, less than 50 percent of them currently practice in Nigeria. It also confirmed that no fewer than 12 Nigerian medical doctors leave Nigeria weekly for greener pastures in US, UK, Canada and other developed countries including African countries, due poor working conditions and other unhealthy labour practices in Nigeria. This trend has been having negative effects on the nation’s health sector. The major factors responsible for the unhealthy development are; poor remuneration, poor facilities and working condition, and job satisfaction. Many of our health professionals are over worked. A doctor is supposed to see a maximum of 20 patients a day but they are seeing about 150 in a day. Certainly by the time he gets to 50 patients, he is already exhausted. Even a nurse that is supposed to see about four patients has to take care of 50 patients in a ward. Certainly, he/she will get tired. The truth is that in Nigeria, the working environment for many doctors is very hostile. Many doctors see patients that they can treat or intervene on their issues die before them because the hospitals they are working in do not have the necessary equipment to take care of them. Also, the remuneration of doctors is very poor. If you go to other climes, what we are paying in Nigeria is just 10 per cent of what they collect and they respect doctors. It is instructive to note that we don’t have good funding maintenance for hospitals in the country. The few doctors that we have are over worked and are not appreciated. These reasons and others might not be unconnected to the ongoing brain drain in the country. We must know that relocation of one medical doctor from Nigeria affects over 5,000 citizens that could have benefitted from his or her medical expertise. The relocation automatically deny thousands of patients access to quality health care from a trusted medical practitioner. There are also indications that Africa loses $2 billion annually to medical tourism and medical brain drain while Nigeria contributes the larger percentage of the medical tourists. Nigeria is using her resources to train doctors and professionals that will leave to work in foreign countries. What are those things attracting these professionals outside? Can we duplicate them here?” We are of the opinion that government should provide adequate remuneration for our medical doctors. Though we are not saying they should pay them so much, government should pay them for the
job they are doing as and when due. We are also of the opinion that the Federal Government should make the National Insurance Scheme (NHIS) compulsory for all citizens. We believe that the development would provide enough funds to improve the conditions of service and working environment for health professionals. It is unfortunate that our medical doctors are leaving Nigeria because of poor conditions of service, working environment and after service package. The development indicates that the physician-patient ratio has worsened, maybe from 1:3,000 to 1:5,000. When you compare, those countries that have better physician-patient ratio have better treatment environment. If the the doctors know they will have a house after 20 years of training, the lure to leave Nigeria would be reduced. What are the benefits attached to the job? What are the provisions for the doctor’s family? What are the long-term prospects for the staff? We submit that government must improve the work environment in terms of financing, make it work-friendly and not crowding of 10 persons in one office. We must ensure electricity supply and avoid a situation where doctors come to work and scheduled to do a surgery but there is no electricity. We are of the opinion that there is the need for the country to be more dynamic and re-organise the funding of health service. The government must adopt a more holistic approach to halt the dangerous trend of medical brain drain.

Court hears suit seeking disqualification of Short News Buhari in 2019 presidential election Feb 7 Atiku’s endorsement by Ohaneze Andrew Orolua, Abuja
Justice Ahmed Mohammed of the Federal High Court, Abuja on Thursday, adjourned till February 7, 2019, for the hearing of a suit seeking to disqualify President Mohammadu Buhari from contesting the February 16 presidential election. Justice Mohammed fixed the date following a request by the plaintiffs’ counsel for a short adjournment to enable him respond to the second defendant’s counter affidavit served on him on Wednesday evening. The plaintiffs, Kalu Agu, Labaran Ismail and Hassy El-Kuris, in the suit, are alleging that the President Buhari lied in his Form CF 001 submitted to the Independent National Electoral Commission (INEC), regarding his educational qualification and certificates. The plaintiffs in the suit filed November 5, 2018, are therefore seeking an order of the court to disqualify Buhari from presenting himself and or contesting for President in the 2019 general elections. The suit filed on behalf of the plaintiffs by Okpai Ukiro, has President Buhari, All Progressives Congress (APC) and INEC as 1st, 2nd and 3rd defendants respectively. When the matter was called yesterday, plaintiffs’ counsel, Godwin Haruna, who held brief for Ukpai Ukiro, informed the court that the matter was adjourned at the last sitting to January 21 for hearing of all pending applications but was further adjourned to yesterday, January 31, since the court did not sit. He however said, he would be asking the court for a short adjournment to enable him respond to the second defendant’s notice of preliminary objections which he said was filed on January 31 and served on him around 4.30pm on Wednesday. Haruna, who recalled that the processes were served on the APC since November 21 and they just responded only yesterday, asked the Court for a cost of N100,000.00 against the APC for foisting the adjournment on the court. He said the defendant have been in Court since but never bothered to file its response. Counsel to President Muhammadu Buhari, Abdullahi Abubakar did not object to the request for adjournment. So also counsel to APC, Tayo Lasaki, who said
he was not opposed to the adjournment but the request for cost against him. Lasaki said since the second defendant is challenging the jurisdiction of the Court to hear the matter, it does not matter when the issue is raised. He also argued that the request for adjournment was made by the plaintiffs and not him, adding that though the second defendant is appearing in the matter for the first time, they are however prepared to go on with the matter if the plaintiffs are ready. In a short ruling, Justice Mohammed, in granting the adjournment, agreed with the second defendant that the issue of jurisdiction can be raised at anytime and refused to award any cost. He subsequently adjourned till February 7 for hearing of all pending applications. Mohammed also ordered that hearing notices be served on the third defendant, INEC. Issues raised for determination before the court in the suit marked: FHC/ CS/ABJ/1310/2018, include, “whether having regards to the information in the affidavit contained in the first defendant’s INEC form, CF 001 regarding his educational qualification/certificate, the first defendant has submitted false information to the third defendant. “Whether from the facts and exhibits contained in the affidavit in support of the Originating Summons mad having regards to Section 31(5)(6) of the Electoral Act 2010 as amended the first defendant is disqualified from running for the office of president in the 2019 general elections. “Whether the first defendant, having submitted false information to the third defendant, the second defendant can validly present the first defendant as its candidate for the office of president for the 2019 general elections”. Upon the determination of the above questions, the plaintiffs therefore are seeking the following reliefs from the Court, “A declaration that the first defendant submitted false information regarding his educational qualification to INEC for the purpose of contesting elections into the office of President of Nigeria in the 2019 general elections. “A declare that the president, having submitted false information regarding his educational qualification/certificate is disqualified from contesting elections
PSC approves promotion of 18 CPs, 33 DCPs
The Police Service Commission (PSC) has approved the promotion of 18 Commissioners of Police (CPs) to the rank of Assistant Inspectors-General of Police (AIGs), according to a statement. The statement by the commission’s Head of Press and Public Relations, Mr. Ikechukwu Ani, in Abuja on Thursday, also said that the commission had approved the promotion of 33 Deputy Commissioners of Police (DCPs) to the substantive rank of commissioners of police. He noted that the promotions were part of the decisions taken at the meeting of the commission in Abuja. The officers promoted to the rank of AIGs are Wilson Inalegwu, former CP in the Federal Capital Territory (FCT), Ibrahim Larmode, former EFCC chairman, Musa Kimo, also former CP,
FCT, Ebonyi and Akwa Ibom, among others. The new CPs are: Uche Anozia, Nwamhi Yame, Mohammed Gimba, Musa Adze, Philip Maku, Umaru Miringa, Usman Gomna, Adamu Usman, Daniel Sokari-Pedro, among others. Ani said that the Chairman of the commission, Alhaji Musiliu Smith, had said that the nation was looking up to the newly promoted officers to bring their wealth of experience to bear on the security problems facing the nation. He urged them to reciprocate government’s intentions by rededicating themselves to the service of their fatherland. The PSC had on Wednesday approved the appointment of eight new Deputy Inspectors-General of Police (DIGs) and retired seven others.
into the office of president in the 2019 elections”. Consequent upon this, the plaintiffs are seeking an order of court disqualifying the president from presenting himself and or contesting for president in the 2019 general elections. They also prayed the court for an order directing INEC to reject or remove Buhari’s name as the presidential candidate of the APC submitted to INEC for the 2019 general elections. “An order of this court restraining the president from parading himself as the presidential candidate of the APC for the 2019 general elections “An order of the Court restraining the APC from parading Buhari as its Presidential Candidate in the 2019 general elections”. In a 40 paragraph affidavit, the plaintiffs, who claimed to be card carrying members of the APC said based on the alleged false information the president gave to INEC he lacked the honour and integrity required for the lofty office of President of the Federal Republic of Nigeria.
monumental tragedy- Igboezue Moses Oyediran, Enugu
Igboezue Cultural Advancement Initiative, a pan-Igbo political and socio-cultural group, has said Ohaneze Ndigbo’s preference of Alhaji Atiku Abubakar to her own 18 Igbo sons vying for the 2019 Presidential Election makes the endorsement a political misadventure and monumental tragedy. The National Leader of Igboezue, Chief Chekwas Okorie, said this in Enugu on Thursday in a World Press Conference on the stand of the vast majority of Ndigbo. This is as he said that it was politically expedient for the Igbo electorate all over Nigeria to vote massively for President Buhari on Feb. 16. “The fact that there are 33 Igbo sons and daughters contesting for Presidential and Vice Presidential posts in the 2019 Presidential Election makes the purported Imeobi political misadventure a monumental tragedy. “We urge the Igbo electorate who amount to about 30 million voters across the country to join hands with other Nigerians to have a major stake in the imminent victory of President Muhammadu Buhari in the forthcoming Presidential Election. “We must not be the odd group out of the imminent victory celebration. “As a critical stakeholder, we must earn our claim to be supported to produce the President of Nigeria in 2023. Ndigbo are not cut out for the opposition. “The very political leaders in People’s Democratic Party (PDP) who are misleading our people into putting all their eggs in the PDP basket will be the first to jump ship and abandon them and relocate to the ruling party. We are used to their kind and we know them,’’ he said. Okorie, however, criticized the leadership of Ohaneze for going into political partisanship by adopting the Presidential candidate of the PDP, Alhaji Atiku Abubakar under the cover of its decision making body, `Imeobi Ndigbo’ on Jan. 24.

The tribunal had on January 28, adjourned Onnoghen’s trial ( sina die ) indefinitely pending the hearing and determination of an appeal he filed that sought to stay the tribunal proceedings . Court of Appeal on Wednesday 30 January refused to stay the tribunal proceedings on the ground that the suspended CJN Onnoghen is facing a quasi criminal trial which cannot be stayed in view of the provision of Section 306 of the Administration of Criminal Justice Act 2015. It added that the latest request by the bureau is therefore in response to the recent ruling by the court of appeal which heard the motion filed by Justice Onnoghen and refused to grant his request for a stay of proceedings. Onnoghen had failed to appear at the last two sittings of the tribunal had a pending application challenging the jurisdiction of the tribunal. The tribunal is likely to hear Onnoghen application challenging jurisdiction on February 4, and determine it since the Federal government application seeking an order directing the president to suspend him has been taken by event. It is also likely that Onnoghen may apply to the tribunal to set aside its own ex-parte order that has facilitated his suspension from office.
Tempering allegation: Aircraft not under my watch - NCAA boss Chukwuemeke Iwelunmo, Lagos The Nigerian Civil Aviation Authority (NCAA) has said that it would take cautious steps to respond to allegation of aircraft tampering levelled against it by the owners of TopBrass, Mr. Roland Iyayi. Rather, the regulatory agency said that it intended to meet the airline operator in court to challenge the several allegations against it. Capt. Muhtar Usman, the Director-General of NCAA stated this yesterday in his office at the Murtala Muhammed Airport (MMA), Lagos, during an interview with aviation journalists. Usman who expressed surprise at the tampering allegation against it by Iyayi, said that since the case was in the court of law, he would rather keep silent and wait till the case go through the processes. He, however, stated that Nigeria as a signatory to the Cape Town Convention, should adhere strictly to the rules and regulations it signed. He said: “First of all, I am not in the know of any tampering of any aircraft because the company did not put its aircraft under the watch of NCAA and I believe that as a responsible organisation, we should not be discussing a case that is before the court. “I am surprised that TopBrass is being mentioned everywhere. We will respect the court. We will wait until the outcome of the judgment before we will make any pronouncement.

Pro-Buhari group lauds South East for President’s rousing reception Moses Oyediran, Enugu The Zikist-Buharist-Movement (ZBM), a pro-Buhari mass movement in South-East, has applauded people, Monarchs and Governors of South-East for the rousing reception accorded to President Muhammadu Buhari during his presidential campaign. This was contained in a statement issued to newsmen by the group on Thursday in Enugu, which was signed its Chairman and the Secretary, Chief Stanley Ohajuruka and Mr. Godwin Onwusi, respectively. The message was titled; “Governors, Traditional Rulers and Good People of South-East – Big Thanks from ZBM’’. President Buhari Campaign visit and rally had been held in five states in the geo-political zone in the last seven days. The statement noted that the group was overwhelmed by the large turnout, warm and sincere reception to Buhari.
It appealed to the entire people of the South-East to extend the same goodwill by voting for Buhari massively in the forthcoming presidential election on Feb. 16. “ZBM commendation is anchored on the truism that the uncommon warm reception accorded Buhari by the governors, monarchs and good people of the South East, is reminiscent of the Zik’s prototype of politics. “Hence, we salute our leaders and good people. “We cannot easily forget how the great Zik of Africa, Rt. Hon. Nnamdi Benjamin Azikiwe, the Owelle of Onitsha and first patron of Ohaneze, constructed the famous East-North political alliances in 1960 and 1979; which had remained our most glorious era in Nigerian politics. “It is our considered opinion that Ndigbo can do better by producing Nigeria president of Igbo extraction in 2023, so let repeat the glorious history; for our elders admonished that if
the journey is successful we pass through the route again. “Our brethren, voting for Buhari is the renewal of Zik’s alliance with the North, where Buhari’s vote-bank of 10-12 million voters is dominance. “His re-election is the surest and quickest route to Nigeria president of Igbo extraction in 2023,’’ it said. According to the statement, ZBM will not fail to point out that the reception accorded Buhari by the good people of the South East will naturally strengthen our ties and reinforces more infrastructural development like the Eastern Corridor Railways in the region. On restructuring, the statement said that ZBM had gone through pages 152 and 153 of Atiku plan and noticed that ``the plan is opaque on restructuring and not as robust as propagated’’. “Therefore, the best option is to strategically and pragmatically bid for president in 2023,’’ he said.

Google joins Facebook, disables iPhone App that studied user habits Godwin Anyebe with Alphabet’s Google says it has disabled an iPhone app that it had paid some users to install to study their digital habits, following a similar move late on Tuesday by social media network Facebook. Google and Facebook had faced criticism from privacy experts for distributing their research apps through a programme
iPhone maker Apple had created for companies to distribute apps to employees. “The Screenwise Meter iOS app should not have operated under Apple’s developer enterprise programme — this was a mistake, and we apologise. We have disabled this app on iOS devices. This app is completely voluntary and always has been. We’ve been upfront with users about the way we use their data in this app, we have no access to encrypted data
in apps and on devices, and users can opt out of the program at any time,” Google said in a statement. In contrast to the Facebook Research app, Google said its Screenwise Meter app never asked users to let the company circumvent network encryption, meaning it is far less intrusive. The app is still available for “registered panelists” via the Google Play store Separately, Apple on Wednesday said
Facebook can no longer distribute an app that paid users, including teenagers, to extensively track their phone and Web use. Facebook is still permitted to distribute apps through Apple’s app store, though such apps are reviewed by Apple ahead of time. And Apple’s move Wednesday restricts Facebook’s ability to test those apps — including core apps such as Facebook and Instagram — before they are released through the app store.

Coalition of CSOs threatens to shut down Lagos Assembly over impeachment threat to Ambode Stories by Patrick Okohue The crisis rocking the Lagos State government leading to the House of Assembly setting in motion machinery to possibly impeach the governor, Akinwunmi Ambode may have take a new turn, as a coalition of civil society groups under the auspices of Lagos Liberation Movement (LLM) on Thursday threatened to occupy and shut down the Lagos State House of Assembly should the lawmakers proceed with the impeachment moves against Ambode, describing the action as anti-people and treasonable. The lawmakers had threatened to commence impeachment proceedings against the governor over alleged gross misconduct particularly with regards to the 2019 budget of the state. But addressing a world press conference at the Airport Hotel in Ikeja, the groups which include Campaign for Democracy (CD), United Action For Democracy (UAD), Centre for Public Accountability (CPA), Democracy Volunteers (DV), Ajegunle Collectives, Lagos People’s Assembly (LPA), Oodua Peoples Congress (Reformed), Yoruba Revolutionary Assembly (YORA) and Ohanaeze Youths, Lagos, said with the development, it was obvious that the Lagos Assembly was becoming a political abattoir for the murder of democracy in Nigeria. LLM Convener, Comrade Mark Adebayo specifically
accused a national leader of the All Progressives Congress (APC), Asiwaju Bola Tinubu as being the architect of the impeachment saga, and urged all Lagosians and genuine compatriots across the country to strongly resist the move by the Lagos lawmakers against the governor. He said it was obvious that the whole saga was a direct assault by a
few political marauders determined to supplant democracy and jeopardise peace and development in the state, and further perpetuate their political dynasty. According to Adebayo, “It is public knowledge that some days ago, members of the House commenced what is tantamount to a game of shame and senselessness, the results of which are predictably
majority of Lagosians were convinced beyond reasonable doubts that the allegations against the governor by the lawmakers were unknown to the constitution, but a move basically propelled desperately by few persons to have unrestricted access to the state’s treasury to squander on their political protégés running for public offices in the forthcoming general elections. While alleging that the current backlash against the governor was over his refusal to comply with directive by his political godfather to release several billions of naira for elections, Adebayo warned Ambode never to contemplate leaving the state littered with uncompleted projects, saying he still had enough time to complete most of them before the expiration of his tenure on May 29, 2019.
Jubilation in Zamfara as INEC removes APC from ballot Also confirms Rivers APC will not contest

2019 election: 15,000 APC members defect to PDP in Bauchi, 3,500 dump PDP for APC in Delta The Bauchi State chapter of the Peoples Democratic Party (PDP), has confirmed that about 15.000 APC members have defected to the party barely 16 days to the general-elections. This is just as no fewer than 3,500 members of the Peoples Democratic Party (PDP), Thursday, defected to the All Progressive Congress (APC), in Udu and Ughelli South local government areas of Delta State. The Bauchi State Chairman of PDP, Hamza Akushe Akuyam disclosed this while receiving the defectors in Katagum, Danbam and Misau LGAs of the state. Akuyam explained that lack of justice and internal democracy informed the defection of the APC supporters to PDP. He berated the ruling party for failing to fulfill its campaign promises. “From today, we are receiving about 15,000 APC defectors to PDP in
destructive by the ill-advised commencement of impeachment process against Governor Ambode. “The question that most Lagosians are asking is ‘why?’ However, the reasons are not farfetched: It is fundamentally the handiwork and retrogressive machinations of political forces of evil determined to keep Lagos State in perpetual bondage of a man playing God over more than 20 million Lagosians with a view to perpetuating a political dynasty of lootocratic recklessness, marauding corruption and a relay regime of nepotistic subjugation accentuated by an intractable malaise of primitive accumulation of the most deadly genre, spearheaded, commanded, guided and goaded by Asiwaju Tinubu we daresay.” He said the coalition and indeed vast
Katagum, Danbam and Misau LGAs and it’s a milestone to PDP victory,” said Akuyam. The chairman reiterated that poverty was a major reason the APC supporters have continued to join the PDP, saying the party’s doors are opened to accommodate all Nigerians. He assured that PDP will defeat APC in all the elections and warned against any attempt to rig the election using INEC. Leader of the defectors, Mallam Isa Adamu accused the APC of deceiving Nigerians in the 2015 election when it has no blueprints for its citizens. Adamu said Buhari was an agent of bad governance who had no accurate idea on how to govern the nation. “We dumped the APC for PDP to protect our political career from being hampered by the ruling party that won 2015 elections by chance,” said Adamu. The defectors in Delta decided for
the APC when Chief Great Ogboru governorship campaign train hit the towns. Ogboru and the Senator representing Delta Central Senatorial District at the National Assembly, Ovie Omo-Agege also said that the party will not be intimidated in the forthcoming elections by the PDP rigging tactics. Speaking at Ughelli south stadium in Otu-Jeremi and Otor-Udu while on governorship campaigns they said, “Members of the APC and Deltans will resist any intimidation from the PDP because APC is poised to liberate Delta State from the hand of PDP monopolistic rule. According to Ogboru, the PDP is a party of darkness and it is only in APC Deltans can see light and development and he appealed to those who have sold their Permanent Voters Card to go and retrieve them back because votes will count in the coming elections.
There were serious jubilations within the opposition parties in Zamfara State as the Independent National Electoral Commission, INEC, has announced the disqualification of all candidates of the All Progressives Congress (APC), in the state from contesting the 2019 general elections in the state. This is even as names of APC candidates are also missing in the list of political parties and candidates participating in the 2019 Governorship and State House of Assembly elections in Rivers State. According to the governorship candidate of the PDP in Zamfara State, Dr Bello Mohammed Matawalle, the official release from the commission which excluded the state wing of APC from contesting the elections was a very transparent development. According to him, INEC has proved to Nigerians that the 2019 general elections would be free, fair, credible and acceptable. According to him, INEC has obeyed the judiciary, noting that the Federal High court’s judgment supersedes a state High court, appealing to the commission to ensure that Justice prevails in the 2019 general elections. In another reaction, the governorship candidate of the All Progressive Grand Alliance (APGA), Alhaji Sani Abdullahi Shinkafi noted that he was waiting for APC in the state to flag off its campaign before going to the appeal court, noting that the INEC has done what was expected of the commission to do.
The presidential candidate of Nigerian Elements Progressive Party (NEPP), Comrade Ishaka Paul Ofemile said he appreciated the decision of INEC. He noted that Nigeria is too big for anybody to use federal might or power of incumbency to manipulate the decision of over one hundred and fifty million citizens. On his own part, Senator Garba Kabiru Marafa representing Zamfara Central Senatorial zone in the Senate pointed out that Governor Abdulaziz Yari wanted to prove to the world that he was the alpha and omega in the state. The Senator noted that Abdulaziz Yari came to the political limelight from nowhere through the political influence of Senator Ahmad Sani Yarima. Senator Marafa noted that even though he was not going to contest the governorship election, he was satisfied that Governor Abdulaziz Yari did not achieve his selfish interest after all. Meanwhile, all the APC candidates and their supporters have remained silent, waiting for the governor to enter the state Government House and make a public statement. Meanwhile the missing list of APC candidates in Rivers State is in line with the Judgement of Justice James Omotosho who issued a restraining order on INEC to drop the APC from participating in the elections in Rivers state. Two weeks ago, INEC also failed to publish the names of APC candidates for the National Assembly elections in Rivers State.

Solomon Dalung, Amaju Pinnick, Shehu Dikko in UK for meetings with NIKE
Chieftains of the Nigeria Football Federation, led by Nigeria’s Minister of Sports have arrived in London, United Kingdom, for a series of meetings with sportswear behemoth, NIKE that has to do with optimizing the performance of the new, robust contract signed by NFF and NIKE in November 2018. The meetings would also dwell on merchandising, as well as previewing and authorization of a new kit design for the National Teams to be launched in the summer of the Year 2020. Barr. Solomon Dalung, with President of the Nigeria Football Federation and 1st Vice President of CAF, Mr. Amaju Melvin Pinnick and NFF 2nd Vice President/LMC Chairman and Member of FIFA Football Stakeholders Committee Shehu Dikko will attend the first of the meetings on Thursday evening at the NIKE
UK office in London. NIKE officials confirmed to thenff .com on Thursday morning that Super Eagles’ stars Alex Iwobi of Arsenal FC of England, and Leicester City FC’s Wilfred Ndidi, have also been invited to attend the previewing of the design to give player options and suggestions. They added that they are delighted to have Nigeria’s Minister of Sports attend the meetings. NIKE and the Nigeria delegation will also firm up the strategy to set up outlets (and online platforms) across Nigeria to ensure NIKE kits and other merchandise are more available to fans across the country and the world. It is best practice for the world’s leading kit manufacturers to invite top officials of their clients to preview and authorize a new design before the said piece is produced and launched for use.
23
It would be recalled that NIKE’s special design for Nigeria for the 2018 FIFA World Cup, which sold out on the streets of London hours after it was released onto the market on the first day of June last year, was reviewed and authorized by the NFF bigwigs in the Year 2016. The current designs would remain until the 2020 Olympics when the new designs would be launched. Production would only begin on the new design after the previewing and authorization and would be launched in July 2020, on the margin of the Olympic Games in Tokyo. Spanish La Liga to sponsor new Davis Cup finals
Spanish football top flight La Liga will sponsor tennis’ Davis Cup finals under the tournament’s new guise led by Barcelona centreback Gerard Pique’s investment group, the ITF announced on Thursday. In an unusual cross-sport move, La Liga will promote the Davis Cup during broadcasts of its live matches. “The cross-sport partnership with La Liga is innovative for the Davis Cup,” said ITF president David Haggerty in a statement. “This will widen our reach to not only tennis fans but other sports enthusiasts.”
The 119-year-old Davis Cup competition has traditionally been structured around a 16-nation World Group, contested over four weekends during the year, but will now switch to an 18-team finals, with the inaugural edition in Madrid in November. On Wednesday, Australian Davis Cup captain Lleyton Hewitt criticised Pique, whose investment group Kosmos proposed the planned changes. “I haven’t been a supporter since they first flagged the possible changes,” Hewitt said ahead of
his team’s qualifying tie this week against Bosnia. “I think having the finals in one place is ridiculous. I personally don’t think all the top players will play. “Now we’re being run by a Spanish football player… that’s like me coming out asking to change things for the Champions League — it’s ridiculous.” The qualifying ties start on Friday, with the 12 winners to join the six automatic qualifiers — Croatia, France, United States, Spain, Argentina and Britain — in November’s finals.
