Mathew Dadiya, Abuja Vice President Yemi Osinbajo has said that the introduction of the Patients’ Bill of Rights (PBoR) will restore dignity in healthcare practice in Nigeria, saying that the action is timely complement to health policy and funding interventions.

According to the Vice President, the bill will ensure that the increasing funding coming into healthcare in Nigeria translates into a direct improvement in the quality of the final output at what he called ‘last mile’ phase of healthcare delivery. Osinbajo also stared that the bill is a significant contribution in establishing one of the most important rights of all humanity: the right to life in which inheres the right to adequate healthcare. He said, “Today, we are setting, and committing to, a new standard that both acknowledges, and commits to uphold some of the most fundamental principles of our common humanity. “Respect for human dignity is a universal principle. People never forget how they are treated, especially when they are at their most vulnerable – and there are not many scenarios of vulnerability that are as compelling as the ones that put a person in search of healing. “It is fair to say that one can tell a great deal about how a country values its citizens from the attitudes prevalent in its healthcare systems and institutions. “In terms of policy and funding, we, as a government, are acutely aware of the challenges of Nigeria’s health sector. And that is why we are single-mindedly pursuing the attainment of Universal Health Coverage for all Nigerians. For the first time ever, our 2018 budget allocates 1% of the Consolidated Revenue Fund towards the funding of key health initiatives, in compliance with the National Health Act.

“Our aim must be to develop a standard worthy of emulation, by ensuring strict compliance with and the enforcement of the Patient’s Bill of Rights. We must hold ourselves - professionals and patients - accountable to the rights that this document enunciates, and when we see others who should, but do not, we must insist that they do.” Osinbajo further described the PBoR as a remarkable effort at consensus and common purpose, in the face of the many challenges of our healthcare system in Nigeria. He pointed out that the bill serves as a code of accountability, constantly reminding us of the primary purpose of the healthcare system, and of the obligations of every player and stakeholder in that system. “It helps clarify consumers’ expectations of providers and the providers’ responsibilities to consumers. In terms of policy and funding, we, as a government, are acutely aware of the challenges of Nigeria’s health sector. In his welcome address, the Director General of CPC, Mr. Babatunde Irukera said that the launch of the PBOR is a watershed in Nigeria’s history and in her journey to being the best society “we can be.” Irukera noted that the bill represents “our collective commitment to improving care.” He then said, “ This turning point in our development as a nation has been a long time coming, and I am glad that it is finally here. It represents a point where we set a new culture for ourselves. It is now up to us to ensure the culture survives. We must preach, practice and defend it, only then will it perpetrate and perpetuate.” “It is what counts most, it is the work of a lifetime, and succeeding is a lifetime achievement, and this is what this administration of President Muhammadu Buhari is about, it is what it campaigned on, it is its most important objective, and the most important legacy it intends to be remembered for. “Defining, promoting and protecting the rights of consumers is not only for the benefit of consumers, the concept of rights derives from the need to address and enshrine the values of our shared humanity. The basic tenets of consumer rights include value for money, dignity and honesty. As such, we are all consumers one way or the other,” the CPC.

N3.2bn fraud: You have a case to answer, judge tells ex-Gov Orji Kalu Dismisses his no case submission Peter Fowoyo, Lagos

A Federal High Court, Ikoyi, Lagos, on Tuesday, dismissed a no-case submission filed by former Abia State Governor Orji Uzor Kalu in his bid to stop his trial over an alleged N3.2bn fraud. Kalu, alongside his former Commissioner for Finance and Account, Jones Udeogu, and a company, Slok Nigeria Limited, are being prosecuted by the Economic and Financial Crimes Commission (EFCC) on an amended 39-count charge of alleged involvement in money laundering to the tune of N3.2billion. The EFCC’s lawyer, Rotimi Jacobs (SAN), had on May 11, 2018, closed its case against the defendants, after the conclusion of evidence

given by Chidi Chukwuku, a prosecution witness, deputy director, Nigeria Deposit Insurance Corporation, NDIC. During the proceedings, the prosecuting lawyer had also moved an oral application to amend the charge against the defendants in view of the evidence given so far. But the defence team led by Awa Kalu (SAN) had on May 28 filed a no-case submission on behalf of their clients, which they subsequently adopted as their written address. Justice Muhammed Idris, in his short ruling on the no case-submission on Tuesday, held that the prosecution had established a prima facie case against the defendants based on the evidence against them. He also held that there was a link between Kalu and the two others.

The judge then said, “You have explanations to make. Following the ruling, Goddy Uche, one of the defence lawyers, informed the court that the lead lawyer to the defendants had written to notify the court that Kalu has an appointment to undergo a surgery abroad. He, therefore, prayed the court to adjourn the matter till September 10, 2018 to enable Kalu open his defence. But Jacobs in his response, urged the court to adjourn further proceedings to the first week of September, saying that “the President of the Court of Appeal has directed that the matter must be concluded before the end of September 2018.” Meanwhile, the court has adjourned the case till September 10 for the defendants to open their defence.

Crisis looms in Senate as Saraki finally dumps APC for PDP Tunde Opalana, Andrew Orolua, Doosuur Iwambe, Abuja and Patrick Okohue, Lagos Embattled President of the Senate, Senator Bukola Saraki, has dumped the ruling party, All Progressive Congress (APC), just as the Kwara State Governor Abdulfatah Ahmed also defected from the APC and joined the PDP. Saraki made this known via his Facebook account on Tuesday evening. But there is apprehension on what will be be the configuration of the leadership of the Senate after the resumption of National Assembly on September 25. The development had created a constitutional issue of who controls the Senate as the Peoples Democratic Party (PDP) with 51 senators (Saraki inclusive) remains a minority party as against 53 senators of the ruling All Progressives Congress (APC) with simple majority. The Senate rule demands that the Senate president among other principal officers must be elected from the party with majority members in the upper chamber. Saraki has the burden of convening the Senate for the purpose of ratifying President Buhari’s virement request to fund the 2019 general election among other emergency national spending. It is no more news that that the Senate is divided alongside those loyal to the Buhari-led APC government and those seeking the status quo. This is further heightened by the altercation between the Senate president and senators loyal to Buhari represented by Senator Adamu Abdullahi (APC, Nasarawa). The crisis looming is around the number of senators required to convene the emergency plenary as it will be difficult for the ruling APC to garner mandatory two- thirds senators of 73 in a 109 Senate to ratify the presidential request or remove Saraki. To convene an emergency sitting of the Senate for the purpose of ratifying

the president’s request might be difficult and this may further extend the face-off between the two arms of government. The Senate President in his twitter handle noted that: “I wish to inform Nigerians that, after extensive consultations, I have decided to take my leave of the All Progressives Congress (APC). “This is not a decision that I have made lightly. If anything at all, I have tarried for so long and did all that was humanly possible, even in the face of great provocation, ridicule and flagrant persecution, to give opportunity for peace, reconciliation and harmonious existence. “Perhaps, more significantly, I am mindful of the fact that I carry on my shoulder a great responsibility for thousands of my supporters, political associates and friends, who have trusted in my leadership and have attached their political fortunes to mine. “However, it is after an extensive consultation with all the important stakeholders that we have come to this difficult but inevitable decision to pitch our political tent elsewhere; where we could enjoy greater sense of belonging and where the interests of the greatest number of our Nigerians would be best served. “While I take full responsibility for this decision, I will like to emphasise that it is a decision that has been inescapably imposed on me by certain elements and forces within the APC who have ensured that the minimum conditions for peace, cooperation, inclusion and a general sense of belonging did not exist. “They have done everything to ensure that the basic rules of party administration, which should promote harmonious relations among the various elements within the party were blatantly disregarded. All governance principles which were required for a healthy functioning of the party and the government were deliberately violated or undermined. And all entreaties for justice, equity and fairness as basic precondition for peace and unity, not

only within the party, but also the country at large, were simply ignored, or employed as additional pretext for further exclusion. “The experience of my people and associates in the past three years is that they have suffered alienation and have been treated as outsiders in their own party. Thus, many have become disaffected and disenchanted. At the same time, opportunities to seek redress and correct these anomalies were deliberately blocked as a governmentwithin-a-government had formed an impregnable wall and left in the cold, everyone else who was not recognised as “one of us”. This is why my people, like all self-respecting people would do, decided to seek accommodation elsewhere. “I have had the privilege to lead the Nigerian legislature in the past three years as the President of the Senate and the Chairman of the National Assembly. The framers of our constitution envisage a degree of benign tension among the three arms of government if the principle of checks and balances must continue to serve as the building block of our democracy. “In my role as the head of the legislature, and a leader of the party, I have ensured that this necessary tension did not escalate at any time in such a way that it could encumber Executive function or correspondingly, undermine the independence of the legislature. Over the years, I have made great efforts in the overall interest of the country, and in spite of my personal predicament, to manage situations that would otherwise have resulted in unsavoury consequences for the government and the administration. My colleagues in the Senate will bear testimony to this. “However, what we have seen is a situation whereby every dissent from the legislature was framed as an affront on the executive or as part of an agenda to undermine the government itself. The populist notion of anticorruption became a ready weapon for silencing any form of dissent and for framing even principled objection as

Kano State Deputy Governor, Prof. Hafiz Abubakar, has raised the alarm over threat to life and move to impeach him by the State House of Assembly. This was contained in a petition addressed to the Police and State Security Service (SSS). In the petition addressed to Commissioner of Police, Kano State Command and copied to the Assistant Inspector General in-charge of Zone I and the State Director of the SSS, Hafiz requested deployment of more security details around him. According to him, credible information at his disposal indicates that the state government has released funds to mobilise youths from the 44 local government areas of the state to protest against his stay in office. The embattled Deputy Governor has come under serious attack as a result of his loyalty to former governor of the state, Senator Rabiu Musa Kwankwaso and the Kwankwasiya movement. In a recent audio which went viral on social media, Hafiz, while addressing supporters of the Kwankwasiya movement at Mambaya House, reaffirmed his support and loyalty to the Kwankwaso where he clearly stated

that he is not in support of Ganduje’s second term bid while eulogising the former Governor to whom he dedicated an award given to him recently in London. In another development, Deputy Chairman of Gabasawa Local Government Area, Hassan Waizi Gabasawa, has dumped the All Progressives Congress (APC) for the Peoples Democratic Party (PDP). The move, he said, was to enable him join Senator Rabiu Musa Kwankwaso, who recently defected to the PDP. This is coming barely less than 24 hours after the Kano State House of Assembly Speaker, Yusuf Ata, was impeached. Meanwhile, the battle in the Benue State House of Assembly has taken another dimension as the Nigeria Police personnel posted to the complex has ordered staff of the Assembly to vacate their offices until they are asked to resume. Clerk of the House, Dr. Torese Agena, while briefing journalists in Makurdi, on Tuesday, said the staff were sent packing on orders of the Commissioner of Police, Benue State Command, Mr. Besan Gwana. He explained that barely two hours after resumption of work on Tuesday, operatives of the Nigeria Police ordered

that the staff to vacate their offices without delay. Agena said he contacted the Police Commissioner who confirmed the development, claiming that he was acting on “orders from above”. He noted that the Police Commissioner could not give reasons for his action, neither did he state the duration for the vacation. The Clerk while calling on President Muhammadu Buhari to direct the Inspector General of Police to withdraw his men from the premises of the State Assembly, also acknowledged the negative impact of the ouster on legislative activities in the state. He said the action was one harassment too many, adding that for two weeks now, staff of the Assembly have not been allowed to do their work smoothly. Commenting on the ugly situation, Special Adviser to the Governor on Security Matters, Colonel Paul Hembah (rtd), confirmed the development, saying he had also contacted the Police Commissioner who said that his action was based on orders from above. He noted that when asked further on the plight of the civil servants in the Assembly, Gwana promised to contact superior authorities for clarification and the next line of action.

Saraki “corruption fighting back. “Persistent onslaught against the legislature and open incitement of the people against their own representatives became a default argument in defence of any shortcoming of the government in a manner that betrays all too easily, a certain contempt for the Constitution itself or even the democracy that it is meant to serve. “Unfortunately, the self-serving gulf that has been created between the leadership of the two critical arms of government based on distrust and mutual suspicion has made any form of constructive engagement impossible. Therefore, anything short of a slavish surrender in a way that reduces the legislature to a mere rubber stamp would not have been sufficient in procuring the kind of rapprochement that was desired in the interest of all. But I have no doubt in my mind, that to surrender this way is to be complicit in the subversion of the institution that remains the very bastion of our democracy. I am a democrat. And I believe that anyone who lays even the most basic claim to being a democrat will not accept peace on those terms; which seeks to compromise the very basis of our existence as the parliament of the people”, declared Saraki. He said the recent weeks have witnessed a rather unusual attempts to engage with some of these most critical issues at stake, but unfortunately, the discord has been allowed to fester unaddressed for too long, with dire consequences for the ultimate objective of delivering the common good and achieving peace and unity in our country, adding that any hope of reconciliation at this point was therefore very slim indeed. Most of the horses had bolted from the stable. He said the emergence of a new national party executives a few weeks ago held out some hopes, however slender. “The new party chairman has swung into action and did his best alongside some of the Governors of APC and His Excellency, the Vice President. I thank them for all their great efforts to save the day and achieve reconciliation. Even though I thought these efforts were coming late in the day, but seeing the genuine commitment of these gentlemen, I began to think that perhaps it was still possible to reconsider the situation. “However, as I have realised all along, there are some others in the party leadership hierarchy, who did not think dialogue was the way forward and therefore chose to play the fifth columnists. These individuals went to work and ensured that they scuttled the great efforts and the good intentions of these aforementioned leaders of the party. Perhaps, had these divisive forces not thrown the cogs in the wheel at the last minutes, and in a manner that made it impossible to sustain any trust in the process, the story today would have been different.

“For me, I leave all that behind me. Today, I start as I return to the party where I began my political journey, the Peoples Democratic Party (PDP). “When we left the PDP to join the then nascent coalition of All Progressives Congress (APC) in 2014, we left in a quest for justice, equity and inclusion; the fundamental principles on which the PDP was originally built but which it had deviated from. We were attracted to the APC by its promise of change. We fought hard along with others and defeated the PDP”, said Saraki. He said it is now evident that the PDP has learnt more from its defeat than the APC has learnt from its victory. “The PDP that we return to is now a party that has learnt its lessons the hard way and have realised that no member of the party should be taken for granted; a party that has realised that inclusion, justice and equity are basic precondition for peace; a party that has realised that never again can the people of Nigeria be taken for granted”. Saraki’s decision to dump the ruling party has therefore thrown open the leadership of the Senate as APC senators on which platform he and other principal officers were elected have demanded his resignation from from the party to pave way for loyal APC members to assume leadership of the upper chamber. Meanwhile, some Senior Lawyers on Tuesday commented on the legal implications of Saraki’s defection from the ruling APC. A Constitutional lawyer and human rights activist, Chief Mike Ozekhome (SAN), said that “the Senate President will write to the Senate also, informing the chamber of this defection. He said that the Deputy Senate President, Senator Ike Ekweremadu, will preside over the session where Saraki’s letter will be read. He referred to Section 68(1)(g) of the 1999 Constitution. Section 68 (1) states thus: “A member of the Senate or of the House Representatives shall vacate his seat in the House of which he is a member if- (g) being a person whose election to the House was sponsored political party, he becomes a member of another political party expiration of the period for which that was elected: Provided that his membership of the latter political party is result of a division in the political party of which he was pre member or of a merger of two or more political parties or faction of which he was previously sponsored.” But Mr Daniel Bwala, a legal practitioner and public commentator, said Saraki dumping of APC has legal and political far reaching consequences. He said, “Politically, Saraki has a strong based in Kwara State, therefore his defection will adversely effect the fortune of the ruling party. “On the other hand, the implication is that Saraki has given up the fight within the APC. Crisis looms in Senate as Saraki finally dumps APC Continued from page 5 also appeared to have taken steps legally to ensure that he would not be found wanting because a division already exist in the APC.@ Hameed Jimoh, an Abuja based lawyer, said that “after a careful consideration of the provisions of Sections: 40, 45, 65, 66 & 221 of the 1999 constitution (as amended) and the Electoral Act, 2010, he holds the view that “there is no provision in our law, especially the constitution of Nigeria, prohibiting defection of elected officers, in this case, Senator Bukola Saraki from APC to any other political party of his choice, for the protection of his interests. “That the issue of being a member of a political party or association is a provision of the constitution and so can only be restricted by the constitution itself and there is no such provision in our constitution restricting such right, which is a fundamental right contained in chapter IV of the constitution. “There is no justification to to rely on section 45(1) of the constitution to derogate from such political right of the Senator unless and until the constitution is amended to that effect. Any contravention of the Senator’s fundamental right to belong to any political party of his choice shall entitle the Senator to seeking redress in court as provided for in section

46(1) of the constitution”. He agreed there is the need to amend the constitution to restrict defection from one political party to another, in the national interest, after having enjoyed the benefits of winning an election into government office and after the sacrifices gone through by the political party. However, he said the defection of the Senator from APC to PDP or any other political party is legal and constitutional as he has only decided to utilise his fundamental right to peaceful assembly and association in accordance with the articles 10 & 11 of the African Charter on Human & People’s Rights and article 20 of the United Nations Universal Declaration of Human Rights, Resolution 219A (III) of 10 December, 1948.

Saraki’s defection: Tambuwal scenario may repeat in Senate The announcement of Saraki’s defection is repeating a similar scenerio where Sokoto State Governor Aminu Tambuwal, who was elected as the then Speaker of the House of Representatives against the wish of his former party, PDP, defected in 2014 to the APC carrying along the speakership of the PDP to the APC. It is believed that the same scenario may play out at the Senate following Saraki’s

defection who will be taking with him the Senate presidency to the PDP. However, the implication may be more for the APC, as it is expected that Saraki may also defect alongside his loyalists in the Senate who are members of the APC. With this development, the APC is likely to lose its slim majority and at the same time handover the Senate presidency to the PDP, which also has the deputy Senate president. The Daily Times recalls that Tambuwal was able to have a smooth ride after his defection because he had a one-on-one working relationship with members. Aside riding on the back of senators elected on the platform of the PDP to become the Senate president, his travails at the Code of Conduct Tribunal, CCT, over alleged falsification of assets declaration and lately his criminal prosecution before an Abuja Federal High Court for forgery in connection with the 2015 Senate Rules, have fuelled talks about his return to PDP. Many, including Saraki himself, believe he is being persecuted by his party, the APC, because of his emergence as the president of the Senate, a development the party is still not happy with till date. Saraki was accused of going against the decision of the party over the leadership of the Senate, just as Yakubu Dogara did same at the House of Representatives.

News Analysis: Big fish finally defects from ruling party It was the fulfillment of prophesy on Tuesday as the Senate President true to many predictions dumped the ruling All Progressives Congress (APC), the party on which platform he rode to the Senate to eventually attain the highest seat in the chamber to the Peoples Democratic Party (PDP), the party he dumped to join the APC. Saraki’s defection from the APC made history, as no Senate President in the history of Nigeria’s political life has ever abandoned the party that he rode to power for another one. This action has effectively divided the government of President Muhammadu Buhari between the APC and the PDP, as the PDP may now call the shot at the Senate. The defection of Saraki to the PDP, an action long awaited by many political watchers, considering that most of his foot soldiers had earlier abandoned the ship of the ruling party for the leading opposition, an action which many see as the main cause of the political tension that has engulfed the polity in the last few days, may eventually be the icing on the cake of the impending full blown political war that has already left many with bated breath. Commissioner for Justice, Militus Nlemadium, broke what became the news to the audience in the Sam Mbakwe hall. EFCC quizzes Ekweremadu over alleged fraud, undeclared assets Doosuur Iwambe, Abuja The Economic and Financial Crimes Commission (EFCC) on Tuesday quizzed the Deputy Senate President, Senator Ike Ekweremadu, asking him to explain how he acquired some of his undeclared assets. Ekweremadu, who reported at the headquarters of the commission in line with the invitation extended to him, was held back for couple of hours. The Deputy Senate President, who was said to have arrived at the EFCC office at about 9am on Tuesday, was quizzed for several hours by the commission operatives. A top source at the commission, who confirmed the development to The Daily Times, said that Ekweremadu

was immediately taken in to meet with his interrogators, who confronted him on the many choice properties in Nigeria, United States of America and United Arab Emirates, which they claimed were acquired with proceeds of crime while the politician is in public office. The detectives, according to the source, confronted Ekweremadu on how he acquired the assets, when and how they were paid for and by who and whether he declared them before the Code of Conduct Bureau as stipulated for all public officers of his standing. The source, who spoke in confidence, said “It is true that the Deputy Senate President honoured our invitation today and our people are currently talking with him but I will not say anything more than that for now.”

But Ekweremadu was later released at about 7.30pm by the EFCC on administrative bail. He was asked to report back for further clarification on the said assets. The Daily Times recalls that the EFCC had last week gone to the Abuja home of the legislator to serve him notice of the impending interrogation, a development that attracted criticism over the mode of invitation. The assets for which the Ekweremadu is being questioned were reportedly discovered by the Special Presidential Investigation Panel for the Recovery of Public Property, which has come under serious attack by the National Assembly, which has also called for the abrogation of the panel with immediate effect. Some of the choice houses, which have come under

are waiting for the next move of the APC, that is if what transpired in Benue State on Monday, where seven of the 30 lawmakers in the state were helped by security agents to convene a sitting and serve the governor of the state, Governor Samuel Ortom, who had only recently also defected to the PDP, an impeachment notice, while the rest of the lawmakers were prevented from gaining access into the Assembly complex. From all indications, the next line of action, according to political watchers, is the plan to impeach Saraki, a move that was allegedly made recently when his official residence and that of his deputy, Ike Ekweremadu, was condoned off by the Police, allegedly to prevent either of them from presiding over the sitting and give room to loyalists of the President to preside and impeach both Saraki and Ekweremadu, but as usual, Saraki outsmarted them and appeared at the sitting even with the blockade on his home. Despite Saraki’s political smartness, another move will obviously be made to impeach him and install a Senate President that will be loyal to the President and from the APC, but the question now is can it be done? To remove the Senate President, the lawmakers require 73 of the 109 lawmakers to endorse it and it is not a question of simple majority of those present and the law does not give room for some members to be suspended to achieve the aim, and from the calculations of the Senate Leader the last time some Senators defected to the PDP, the highest number of Senators in the APC now is 53 and even if all those belonging to the small parties decide to team with the APC Senators, achieving 73 will be a herculean task. It is also expected that Senators loyal to the President led by the Senate Leader will attempt to reconvene the Senate before the September 17 date that it adjoined sitting to, to try and speed up things and help give a sense the President is in control, but that also will be another mission near impossible, as the law does not permit just anybody, outside the Senate President or his deputy to call for the reconvening of the House. With the direction things are going presently, it will be safe to assume that the political drama that the nation witnessed in the last few days will be a child’s play when compared to what is coming; it will only be a matter of time.

APC queries Saraki over breach of article 21

In a related development, the National Working Committee of the APC has queried Saraki, asking him to respond within 48 hours why disciplinary action should not to be taken against him for breaching article 21 of the constitution of the party. The party in a resolution signed by its National Secretary on Tuesday, Mai Malla Buni, said the senate president had allegedly flouted the laws of the party with his activities. Some of the allegations raised against him includes that “you encouraged and facilitated by providing an enabling environment for the defection of some senators who are members of the APC to the other opposition parties. “That you have deliberately refused to screen nominees for appointments submitted by Mr President who are members of the party from being confirmed by the senate. This has caused untold embarrassment and ridicule to the party and the government. “That you have organized a public rally in your state where members of the party urged you to decamp to PDP. That as a follow up to the above, the Kwara State Governor, who is known to be your staunch supporter, had made public pronouncements suggesting that he will decamp from the party as an indicator to your formal defection. “ That you used the office of the Senate President to cause avoidable delays in the budgetary process and passage of the appropriation act into law thereby frustrating the implementation of the party’s manifesto and programs and frustrating the APC led Federal Government in the actualization of the campaign promises of the party. “Converting the guest house of the Senate President to meeting points and presiding over anti party activities in the guest house; thereby, encouraging defection of senators from the party, presiding over such meetings and compiling a list of the said defectors including some without their consent. “Procuring joint letter of decamped members from the APC and reading same on the floor of the senate including some who did not accede to defecting thereby causing embarrassment to the party. In spite of the efforts to address grievances to reconcile aggrieved members, you worked against the process and encouraged the formation of an association which sought to impersonate and pass off the name of the party”. The resolution demanded that the senate president responds the allegations or face severe sanctions.

APC chieftain collapses in court, arraigned over rape Akam James, Yenagoa

Former Security Adviser to the exgovernor of Bayelsa State, Timipre Sylva, Chief Perekeme Richard Kpodo, standing trial over alleged rape case, on Tuesday, collapsed while in court. Kpodoh was in the dock after pleading not guilty to the charge but suddenly fell on the floor with a loud thud. Kpodoh, who is being arraigned by the state government on a one count charge bordering on rape at the High court 7 sitting in Yenagoa, was last week remanded in prison over the same issue after a magistrate court sitting. Kpodoh, who is a vocal critic of the Governor Seriake Dickson’s administration and Chieftain of the All Progressive Congress (APC), was arraigned at the Magistrate court 10 on a two count charge of unlawful detention and rape of one Teke Blessing. He was said to have on the same day allegedly detained the girl and raped her thereby committing an offence punishable under section 285 of the

criminal code. In his plea, the counsel to the accused person, Barrister Julius Iyekoroghe, noted that because of the short notice, he couldn’t obtain a copy of the charge to ascertain what his client is being accused of, adding that he should also do formal bail application. He also opted that an oral bail application for the accused can be approved, noting that the dangerous alarming health state of the accused should also be considered. “Yesterday I visited him in the prison as a result of his failing health, he was diagnosed and his blood pressure increased drastically about 200 and together with other factors we ask that we take a bill application or a short adjournment” We can also apply orally for the accused; however the directive should be strictly to the Federal Medical Center or a private medical facility of his choice because he has been on a very long management of his health. He had once travelled to India for kidney and lungs related issues with document to show. However, at the High court, the trial judge, Justice Eradiri, granted

His attempt to politicize and robe government in this matter will not fly. “As the saying goes, if you can’t do the time, don’t do the crime”. Tom Okpe, Abuja Some members of the All Progressives Congress (APC) in Kwara State have commended the decision of the National Working Committee (NWC) to dissolve the state executives, demanding for the expulsion of the Senate president, Bukola Saraki from the party. Addressing journalists during their peaceful rally to the national secretariat on Tuesday morning, Tayo Awodiji made this known to newsmen at the party secretariat in Abuja. According to him, the call for the expulsion of Saraki is as a result of his anti party activities, making reference to his lack of cooperation with the executive arm as leader of the legislative arm. He said: “The dissolution of the Balogun APC executives in Kwara state by Adams Oshiomhole and the national working Committee is highly commendable as it is long awaited”.

Commission of inquiry begins sitting over Amassoma community crisis Akam James, Yenagoa The six-member Commission of Inquiry set up by the Bayelsa state government to look into the civil disturbances that rocked the Niger Delta University community of Amassoma which reportedly led to the loss of lives and destruction of property last month has begun sitting in Yenagoa the state capital. In his opening speech at the inaugural sitting of the commission on Monday, chairman of the commission, DIG Michael Zuokumor, retd, said the mandate of the commission which has 30 days to submit its report was to look into the immediate and remote causes of the civil disturbances but not to indict anybody. According to the terms of reference, the commission is also expected to identify the perpetrators of the unlawful acts and their sponsors and also determined the number and identities of persons injured or killed during the civil disturbances and the extent of damage to property if any during the incident.

Budget, National Insurance Scheme and healthcare funding

It is indeed my pleasure to be here with you all, at this very important policy dialogue, the third in its series and one, which focuses on program implementation. This particular dialogue provides a platform to honour high performing States and hold State governments to some extent, accountable for health service delivery. I have followed with keen interests, the developments in the healthcare sector since the beginning of our administration, given the importance of health outcomes in national development and our party’s mandate. On this note, I’m pleased to say that the numerous initiatives being implemented will help our country meet the goal of achieving Universal Health Coverage (UHC) by the year 2030. One of these initiatives is the “Saving One Million Lives Program for Results (SOML PforR)”, which provides incentives based on achievement of results (health outcomes), while helping to drive the institutional processes needed to achieve them. These incentives, which are Federal Government bulk grants to States based on performance, enable us to reward improvements in health outcomes achieved, rather than a focus on inputs or activities. For decision makers like us and many other present here today, the use of measurable indicators to track success, strong accountability mechanisms put in place and the alignment with the private sector to spur innovation in health care delivery, make this particular program worthwhile and result-oriented. I’m aware the program receives the highest possible political attention

at the State level, evidenced by the charge from State Governors to Health Commissioners, to focus on data in their respective States and conduct bottleneck analysis, and develop plans that will improve indices in their respective States. This policy dialogue presents a platform for the best performing States to be rewarded. It is worthy of note that the Programme does not recognize political affiliation in line with its implementation policy, rather it provides equal opportunity for all the States. Otherwise, you would have seen today that the best performing States would only have been APC States. Let me say to my colleagues in the PDP States, they see how fair-minded and even-handed we have been. To Nigerians, SOML-PforR means that the Primary Healthcare Clinics or Centres near them will be functional, that they will receive quality healthcare when they visit these centres, that the staff will be adequately trained and better motivated and thus be more competent, courteous and effective, that their children will no longer suffer and/ or die from vaccine preventable diseases, that they will have less episodes of malaria and will be better treated if they do get malaria, that mothers will be able to determine how many children they want to have, space out these births as they want, and will no longer die during child birth from simple complications. Given that SOML-PforR publishes results on all the selected indicators, we have begun to see a change in the social contract between citizens and elected officers at the State level, as more people are increasingly holding them

responsible for poor performance. I’ll encourage every State to make good use of the SOML-PforR resources. Under the program, States that fail to make judicious use of the funds will miss out on future disbursements, but beyond that, good financial practices and efficient utilization of resources will improve living standards of large numbers of our people, and move us closer to our goals of achieving Universal Health Coverage. As I draw to a close, let me use this opportunity to inform participants present, as part of the numerous health initiatives at the Federal level, and in line with Mr. President’s agenda, that we will commence the implementation of the Basic Health Care Provision Fund (BHCPF). As you all know, funds have been included in the 2018 budget for the implementation of the Basic Health Care programme. It is a key deliverable of our administration, as we recognize the importance of human capital in spurring economic growth and development. With the Basic Health Care Fund, we aim to provide a transparent and efficient structure for the interfiscal transfer of resources, through implementing agencies to the service delivery points which are the Primary Health Care Facilities. These funds will be used in purchasing an explicit, but guaranteed package of high impact maternal and child health services, while improving the quality of healthcare delivered at the facilities. We do not envision that funds will be kept in any account, but rather disbursed swiftly to provide the much needed services to the rural poor. Every

beneficiary will receive an identification card, with a unique code to enable us accurately determine the number of people benefitting from the program. I am personally excited about the possibilities of the Basic Health Care Fund and I will encourage all our partners to contribute to the fund. Your Excellencies, our health care policies are aligned with all of our human development initiatives. So our Social Investment Programme also feeds into our overall health care policy. For example today, the Federal government provides one meal every day to over 8.2 million primary school children in public schools in 24 States so far. One of the key objectives of the School Feeding Programme is to address malnutrition, which as you know, leads to both physical and mental stunting of young children. Part of the School Feeding Programme is a deworming programme, where we ensure that children are periodically dewormed. Also, our cash transfer programme of 5000 a month to the poorest, also has a clear healthcare component. In developing the social register from which these payments are made, (the template for the social register was developed for us by the World Bank), we take into account the number of members of the household who are in school and children who have been immunized, with a view to encouraging school attendance, school enrolment, as well as immunization. Generally speaking, our focus on lifting millions out of poverty feeds into the objective of reducing poverty induced health outcomes.

Ekiti values: A love letter to Ekiti sons and daughters

Growing up many decades ago in Igede-Ekiti, I was fortunate to have elderly people in my life who were born in the earlier century – the 19th century – when values were a little different from the dominant ones during my childhood in mid 20th century. Values are never static. They always reflect the priorities and pragmatic choices of a society at a particular time. A story told to me when I was a young girl by my grandmother, Alademijoko illustrated one cherished Ekiti value of the past – transparent honesty. She said during their youth, farmers would place their produce by the roadside, unmonitored, and would indicate how much they were charging for each of these. Passers-by would take exactly what they wanted and leave the money there. As a young girl, I could not just conceptualise how this was possible, how thieves would not disappear with the money and all the produce. The elders of our time spoke of a tricky way unruly children’s behaviour was managed, without the children being aware of the tactic. A child causing too much trouble at home would be sent to another household to go and collect àródan. The family receiving the message instantly knew the child was to be kept with them for as long as possible because he or she was disturbing the peace at home. The host family would then tell the child the àródan had just been borrowed by another family and so he would have to wait for it to be returned. Such a child would spend hours playing and waiting for the àródan, until s/he was sent home with another story. There was no such thing as àródan. It did not exist. It was a phantom object made up by parents of a certain generation to control children’s behaviour. Àródan in Ekiti dialect literally means “stand and

freeze.” Elders telling these àródan stories laughed about them and said the new generation of children, meaning us, would not have been susceptible to such a ruse. It was a narrative that suggested that as children, older generations considered themselves more credulous and obedient to their parents than the newer generations coming up. Integrity is a strong Ekiti value I grew with, to live according to one’s principles and not compromise dignity. This spirit helped Ekiti to resist the Ibadan war of colonisation for seventeen years, without Ekiti people betraying the cause or selling out their fatherland. Not only did they resist militarily, they invented a very effective political solution and formed a federation to fight this assault on their land, hence the ‘Ekiti’ as suffix completing all the names and villages. No one broke rank. This resistance to colonisation is one of the reasons Ekitis are regarded as “alagidi”, stubborn people – not a bad attribute in this case. Hard work is another value lauded and encouraged by the Ekiti. Our region is an agrarian area with far less resources than the coastal areas in Yoruba land, yet Ekiti has produced some of the best scholars and professionals in the world, contributing a vastly disproportionate percentage of professors to the academy in Nigeria. “WP”, the designated car license plate identifier for the Ekitis in those days were ubiquitous in the parking lots of universities all over the country. I describe Ekiti to my foreign friends as a place that produced cocoa and Ph.Ds. We were taught hard work in our homes, our schools, and our communities. In spite of the fact that my late father was universityeducated, and was a teacher in the high school, he cultivated three large farms to produce yams, pineapples, pepper, okro, vegetables, tomatoes, cassava, corn and so on. During our holiday

from boarding school, my siblings and I were taken faithfully every Saturday to work on these farms from morning till late afternoon. It was his attempt to teach us the value of hard work through farming. My mother passed her examinations and obtained her Standard VI certificate and became a teacher at a time when female education in her community was very limited. She was one of the first female teachers in our town. It took a lot of suffering and hard work for many Ekiti students in that generation to be educated. Schools were usually very far away, with no vehicles or motorable roads. Those were the days when students walked from their school in Ifaki every two weeks, to their home towns, to collect provisions which they carried back on their heads. Ekiti values also include community development through self-help and cooperation. It was the norm in Igede and many towns in Ekiti for the towns to support the education of bright young students by pooling community funds for this purpose. Students who had finished their West African School Certificate successfully and did not have enough money to pursue higher education would be loaned the needed money until they finished. Such students would then pay back after graduation, without interest, so that it could be recycled to help other needy students. At times, the payment was in the form of service. For example, a university graduate might be required to teach in the local high school for some years in lieu of payment. In the past few decades, Nigeria has experienced severe political turbulence which had deformed the values of many communities and ethnic nationalities around the country. The massive and cancerous corruption in the country has infected every cell in society. Ekiti was not spared. When I visited home a few

years ago, an aspiring politician, who said his sole purpose for engaging in politics was to make money, was driving me through our town. As we approached the main street, we saw about twenty young men sitting under a tree. This was at 10 a.m. on a work day. As his car got near, they all got up to shout the popular appellation given to this politician, who himself did not have any visible means of livelihood. He parked the car and walked towards them and they all hailed him. They followed him to a buka where he bought them food and drinks. He was proud to tell me these were his boys. I was horrified. Just a few years earlier, these would have been boys working hard on their examinations, competing with each other to get into the best universities, polytechnics and other higher institutions. They would have been helping their fathers on the farms, or working in big cities in one capacity or the other. Instead, they had become semi-thugs, with disreputable and fraudulent older men as their mentors and leaders. In the midst of all this value dislocation, I find gems of integrity and hard work. An incident happened in Ado-Ekiti in 2005. We were doing some shopping around the markets. At a certain point, while driving around, I spotted an Iya with a tray of bananas, “paranta”, on her head. They are my favourite and they are not available in my country of residence. We stopped the car and called out to her. She came over and I bought all the bananas on the tray. I paid but she did not have any change. I told her not to worry about giving me the change. About a week later, we were in the same market, also driving through, when I saw her. I called her again to buy bananas from her. I paid her, and incredibly she tried giving me back my change from the week before! I thanked her and told her to keep it. Inside, I was

Editorial Commentary The APC ship is sinking…(1)

When we wrote much earlier that the All Progressives Congress (APC), Nigeria’s ruling party was a coalition of strange bedfellows and a one-chance special purpose vehicle to get rid of President Goodluck Jonathan by all and any means possible, we were accused of sour grapes. When we argued even much earlier that Nigeria’s Presidential seat of power was jinxed and that there was and there is a spiritual side to power and politics in Nigeria, we were asked to shut up. The new power brokers were so much at home with their taken authority they boasted that no demons could touch them and that they were so self-secure, they were even snoring inside the Villa. Al- hamdulillahi, they have been snoring since then. They have allowed the demons to take charge and they have stubbornly refused to listen. When we wrote again that the APC was going to implode most certainly, and that the implosion was an accident waiting to happen, they turned round after the 2018 APC Convention to say that the analysis had been proven wrong. They got a new chairman whose stock-in-trade is propaganda and volubility, but now, a few weeks later, we have been proven right. The APC is imploding, it has in fact imploded, its sins have caught up with it, its nemesis is on grand display and some characters are learning very bitter lessons. It is not for me to gloat over this but to do my duty as a professional critic of the Nigerian condition. This, then, is not a partisan piece; it is a subtle reminder of facts. But I don’t pity the APC and its members. Their hubris is self-made, selfinflicted and self-mismanaged. They overpromised, they have under-delivered. When President Muhammadu Buhari assumed office in 2015, the majority of Nigerians looked up to him as the miracle man, the messiah who would help to straighten Nigeria, and who with the force of his integrity will sort out Nigeria’s moral and governmental crisis. It was some kind of mass hypnotism that brought him to power because as we have seen, Nigerian was not even facing any major social, political and economic crisis of today’s proportions. The majorities – Yoruba and Hausa/Fulani - were just tired of having a President from a minority group in power and they ganged up, gave him a bad name and got rid of him. You can argue with me over this, but I think on the whole since then, Nigeria’s minority groups have been expected to admit that their man had his own issues and so, lick their wounds and seek how they can be re-accommodated into the country’s power game, not on their own terms but on the terms of the majorities. This game plan would have worked perfectly except that Buhari who was raised to the level of a moral and leadership icon could not live up to the bill. Nigerians have been taught one bitter lesson, through him, about power and leadership: no man can give that which he does not have. President Buhari has not been able to give what he does not have. His government has thrown up more contradictions than ever. His party is disemboweling. And I don’t pity him. I don’t sympathize with him either. What a man sows, he shall reap. The APC ship that he captains is sinking, and some of us are giggling, for we have been

proven right. Very soon, we may have the captain himself, screaming SOS and Ahoy, calling for help. In the last week, 15 Senators and 37 members of the House of Representatives jumped ship. They swam across the sea to join another political party, the same party that they abandoned in 2014, that is the PDP, in what is clearly a demonstration of should I say - contrition?. I know - you don’t need to remind me, that our politicians of course don’t subscribe to any ideology other than the ideology of self and stomach, and that is why these politicians always behave strangely. The new APC Chairman, Adams Oshiomhole, for example, likes to talk, and he has been talking as if his Chairmanship of the ruling party puts him in charge of Nigeria. He has dismissed the obvious implosion of the APC as a non-event and I think he is just playing the ostrich. Oshiomhole talks too much. He must be reminded that he is not in an Edo village anymore as a Governor and he is no longer a labour leader. He is occupying centre stage, and he has to learn to talk like a man of the centre not as someone who a return to the village has robbed of cosmopolitan values. He would have plenty of time to talk politics, as we move towards 2019, but the manner in which he has been chewing his fingers and feet and uttering drivel is part of the problem with the APC. His drivel alone is enough to sink the APC ship. Unfortunately, President Buhari has also been behaving as if he does not know or he does not care about the utter cluelessness of his team. I suspect he knows, but his arrogance is perhaps his hubris. He doesn’t care because he does not think that Nigerians are important enough. He projects a vision, an image, and optics of power in contradistinction to the objectives of democratic governance. How on earth would a sitting and present-minded President allow the festering of the Saraki problem, to cite one obvious example? Senate President Bukola Saraki is the biggest problem Buhari has today. As a No. 3 citizen who has been abused, harassed and intimidated by the Executive arm of government, after he was taken to the Code of Conduct tribunal and other courts, and called a thief publicly and labeled a godfather of armed robbers, Saraki is now taking his pound of flesh and he has proven that he is a master of the game. Foreign diplomats now meet with him regularly and those who believe that the Buhari myth is over and ended are clustering around him. He helped to create the APC; he is helping to destroying it and he will. One lesson here is that those who come to power on the wings of conspiracy must realize, early enough, that the same conspiracy can consume them. President Buhari is a victim of the same conspiracy that brought him to power. He is at this sorry point because he burned the bridge that brought him to power. His failure to manage and sustain that conspiracy has resulted in the defection of Saraki and his supporters, (of course Saraki would soon defect), members of the National Assembly and the likes of Buba Galadima, who boast confidently that they and others brought Buhari into politics. Let it be remembered that in 2014/15, Buhari was indeed a strong force in his own constituency and in the South West.

Our POSITION Impeachment gale: Stop this madness now

T

he Mo3nday’s impeachment of the Imo State Deputy Governor, Prince Eze Madumere, by the state House of Assembly was not only condemnable but illegal and unconstitutional. Madumere, for a long time now, has been having a running battle with Governor Rochas Okorocha, his boss, over succession bid in 2019 election. Okorocha had favoured his son-in-law and Chief of Staff, Mr. Uche Nwosu, to succeed him. Despite an interim injunction by a court of competent jurisdiction in Owerri, restraining the seven–man panel of enquiry from sitting until matter before the court is determined, the state House of Assembly lawmakers who were elected by their constituents to make laws, have turned to be a rubber stamp to the Executive and the Judiciary without following the due process. The Chief Judge of the state, Justice Paschal Nnadi, had last week, set up a seven-man panel of enquiry to investigate allegations of gross misconduct leveled against Madumere. But Madumere through his lawyer, Ken Njemanze (SAN), earlier filed a motion on the constitutional breaches by the panel and the state lawmakers. It is instructive to note that the deputy governor has a right of reply while any such statement in reply to the allegations must be served on each member of the House of Assembly. To put the record straight, the speaker of the House of Assembly must within seven days serve the deputy-Governor and each member of the House with a copy of the notice of allegation. But until his impeachment two days ago, Madumere claimed that he was never served with any notice. Also, the panel breached processes in which it was constituted by failing to report its findings within three months as enshrined in the constitution. Finally, the process of impeaching Madumere did not follow due process, thereby necessitating the calls for his reinstatement as the deputy governor. Similarly, in Benue State, eight members of the state House of Assmebly have served Governor Samuel Ortom an impeachment notice. The process of impeaching a sitting Governor of a state in Nigeria is clearly spelt out in section 188 of the 1999 Constitution (as amended) and there have been a number of unsuccessful

impeachments of the state Governors since 1999. The process of impeaching a governor as contained in the 1999 Constitutionincludes: notice of any allegation in writing alleging gross misconduct on the part of the Governor. The notice must be signed by not less than one-third of the members of the House of Assembly before it is presented to the speaker. As the impeachment drama continues in Benue by eight out of thirty state House of Assembly members, we are of the opinion that the infamous action should be condemned by all and sundry. The eight legislators, all belonging to the All Progressives Congress (APC) who took over the chambers without the mace (symbol of Authority of the House) and the clerk, were protected by heavily armed policemen and operatives of the Department of the State Services (DSS) preventing the 22 other members, all belonging to the Peoples Democratic Party (PDP), from entering the chambers. We wish to finally state that eight out of 30 lawmakers is not enough to impeach a sitting Governor while the state Assembly should follow due process and stop the mockery on both legislature and judiciary in the interest of our nascent democracy.

Fight against corruption: TUC, VON advocate improved workers’ welfare Tasks Govt on affordable housing

Idu Jude, Abuja The leadership of Voice of Nigeria (VON), in partnership with the Trade Union Congress (TUC), has advocated better welfare package for Nigerian workers as such will help stamp out corruption among public servants and those in the private sector. The call was made Tuesday in Abuja during an interactive meeting between the management and staff of the VON in collaboration with the TUC. In his opening speech, the Managing Director, VON, Mr. Osita Okechukwu, while reaffirming his commitment to improve the lives of VON workers, revealed that his priority remains intact as management is at the concluding stage to providing affordable houses to staffers living in Abuja, Lagos and other parts of Nigeria. Mr. Okechukwu, further stated that effort to introduce the ideas is in line with President Mohammed Buhari’s

administration policy and aspiration of providing affordable amenities for Nigerians. According to him, “my effort is to ensure that every staff owns a house according to the campaign promise of President Buhari aspiration and also the way it is done in America where every worker is assured of affordable house”. He further revealed that his administration will soon deliver new permanent office complex for VON staffs, which has never been achieved before. “We are now going to have a specious office space for our workers and built with solar energy in case of epileptic power supply and to reduce the diesel consumption,” he explained. While thanking the staff for their patience on the present leadership, despite economic hardship also assured that his administration is embarking on value chain for affordable housing through mortgage partnership. “You will get your homes and I know that some of you will get it as junior

staff while some will as senior staff but the good thing remains that through mortgage arrangement an affordable percentage will be applied according to your earnings,” he stated. Mr. Okechukwu further revealed that the VON has acquired about 20 hectares of land in Abuja and about 10 hectares in Lagos which is already under construction. Meanwhile, leadership of the TUC of Nigeria has called on the Federal Government to fight corruption through the provision of affordable houses as well as other welfare packages. The TUC, President, Alhaji Boboye Kaigama, while attending the interactive section, said that any civil servant without shelter over his head will certainly involve him or herself in sharp practices to make ends meet. He noted that most of the housing projects embarked on by the government remain white elephant projects due to the fact that the staff with meagre salaries may not meet up with the requirements and the mortgage percentage.

Short News Maiden women pilgrims depart for Holy Land Tom Okpe, Abuja The Nigerian Christian pilgrim commission (NCPC) inaugural women pilgrims on Monday departed for the Holy land. Fire guts Ecobank head office in Lagos Joy Anyim, Lagos

Staff, customers and other visitors at the Ecobank Head Office at Kofo Abayomi Street, Victoria Island narrowly escaped death Tuesday morning after a 33,000 litres tanker laden with diesel (AGO) cut fire. It was gathered that the tanker which was trans-loading its content cut fire around the Generator house within the Bank’s premises. Although emergency responders say the cause of the fire is yet to be ascertained, there are speculations that one of the generators was on as at the time the trans-loading was taking place which resulted in the explosion. When our correspondent visited the bank, there was a huge thick smoke bellowing in the air while staff, visitors, customers and passers- by

were seen standing at a safe distance outside the bank. A source at the bank said “we heard the fire alarm and we all ran out of the banking hall. I learnt the fire outbreak was caused by the diesel generating set. The generating set is on fire but has not spread to the building”. According to the General Manager, Lagos State Emergency Management Agency (LASEMA), Adesina Tiamiyu a distress call on the incident was received at about 8:54 am. Tiamiyu said, “The Agency received a distress call at about 8.54 am on 31st July, 2018, through the emergency toll free line 112/767 concerning a fire outbreak in the premises of Eco Bank, Kofo Abayomi Street, Victoria Island, Lagos. “Its responders mobilized to the incident scene immediately. Upon arrival at the scene of incident it was discovered that a 33,000 Ltrs tanker laden with diesel (AGO) while trans-

loading its content cut fire around the Generator house within the Bank’s premises. “The immediate cause of the fire was yet to be ascertained. However, investigation is being conducted to ascertain the actual cause of the inferno” Emergency Responders which includes Lagos State fire Service, LASEMA Response Unit Fire Unit, Federal Fire Service, UBA Fire Service Julius Berger Fire service, NNPC Fire Service were all on ground to combat the inferno and prevent it from escalating to adjoining building. The LASEMA boss further disclosed that neither casualties nor loss of life was recorded as the inferno was completely brought under control. “The main structure within the bank premises was also not affected. Dampening of the affected area is still ongoing as at the time of reporting,” he stated.

It was gathered that Odunuga had embarked on a three month vacation which commenced on May 27, 2018, leaving her house under lock and key. The Lagos Police Public Relations Officer, CSP Chike Oti who confirmed the arrest of Teddy and his accomplices, said “The stealing had been going on for weeks until the victim’s house help, Eniola Abisola visited her mistress’ house and discovered that a lot of items were missing”.

Sanitation law nullification: Edo Govt pledges to comply The Edo State Government has said it would respect and comply with the recent judgement delivered by the High Court of the state, which nullifies the Edo State Sanitation and Pollution Management Law No. 5, 2010. In a statement, Secretary to the State Government, Osarodion Ogie Esq., noted that “the government is aware of the Judgement in Suit No. B/460/2014 in the case of Johnson Oasogie Igbinedion and Another vs. Edo State House of Assembly and 6 Ors, recently delivered by the High Court of Edo State in which a declaration was made, nullifying the Edo State Sanitation and Pollution Management Law No. 5, 2010.” Ogie disclosed that “the state government and its lawyers are currently studying the pronouncement and also making effort to obtain a certified true copy of same.”

NAOWA urges widows of fallen heroes to embrace hard work Joy Anyim, Lagos Widows of late officers and soldiers of the Nigerian Army have been encouraged to engage in positive ventures that would create better life for them and their children in the future. The widows were advised by the Nigerian Army Officers’ Wives Association (NAOWA), 81 Division Chairperson, Mrs. Grace Udoh during an empowerment outreach at the TY Buratai Cantonment in Ikeja. At the programme where over 200 women were given food items, clothing materials and an opportunity to train in skills of their choice, Udoh advised the women to be hard working and ensure their children get good education. Uncollected PVCs: Uvwie ranks highest in Delta – INEC Nosa Akenzua, Asaba The Officer in charge of Independent National Electoral Commission (INEC) in Uvwie Local Government Area, Mr. Andrew Akhigbe, said Uvwie Local Government has the highest number of uncollected Permanent Voters Cards (PVCs) in the state. LASG refutes claims to place religious leaders on salary Benjamin Omoike, Lagos The Lagos state government on Tuesday debunked viral report on the social media suggesting that it was planning to commence paying salary to religious leaders in the state, saying the claim was totally untrue and misleading. Commissioner for Home Affairs, Abdulateef Abdulhakeem, who made the clarification while speaking on a television programme monitored in Lagos, said there was no iota of truth in the report, and urged members of the public to disregard it in its entirety. He said: “The clear position is that the Lagos state government is not intending to employ Imams and Pastors. There is no such plan and there is no willingness on our part to delve into a private realm. In the report, Abdulhakeem was quoted as saying that the state government would soon place religious leaders on the state salary structure to encourage them to use their Pulpit and

the Minbar to re-orientate citizenry to shun corruption and immorality. Clarifying his statement, the Commissioner said: “I must have been misunderstood or misquoted. “In Lagos state, one of the remarkable successes of the present administration is that we have cutting-edge approaches to relate with religious leaders and that is why Lagos remains the most peaceful and most religious crisis-freestate in the federation, in spite of our cosmopolitan nature.” Already, the Commissioner said a structured approach had been put in place to relate with religious leaders in the state through the Nigeria InterReligious Council (NIREC), which consists of people nominated by the Christian Association of Nigeria (CAN), and the Muslim Community across the 57 Local Councils in the state. He added that the general approach of the state government to religion was that of rule of law, good governance, constitutional democracy and more than anything, the observance and preservation of the fundamental

human rights of Lagosians to freely practice their religion. Responding to a question on why the state government was yet to implement a Court of Appeal judgment on the use of Hijab by school girls, Abdulhakeem said being a government which firmly believes in rule of law, the state government was awaiting the pronouncement of the Supreme Court on the matter, which, he said, was already before the apex court. On taxes, the Commissioner said though religious institutions were exempted according to the state laws, but any religious body which engages in commercial activities was liable to pay tax. The Commissioner said the state government had already embarked on massive enlightenment and reorientation against noise pollution by religious leaders, but any resident who is affected by such, should, however, report either through the Lagos State Environmental Protection Agency (LASEPA), or the Ministry of Home Affairs for action.

Stakeholders have already commended efforts by the Director General of the Agency, Dame Julie Okah-Donli which they say have led to the conviction of many culprits involved in the inhuman acts. Prince Donatus Okonkwo, Chief Executive Officer, Tetrazzini Group who represented the Organised Private Sector as a special guest at the public lecture and book launch organised by NAPTIP as part of activities lined up to mark the 2018 World Day against Trafficking in Persons said the sector is ready to partner with the Agency to help consolidate on the successes achieved so far. “We have seen that NAPTIP is working tirelessly to halt the trend of human trafficking in Nigeria and we commend them. Before now, little was heard of the agency but now

they are in the limelight in the fight against the crime, even in Africa. And that is why the organised private sector is ready to offer whatever support in terms of funding and other means to halt or curtail the menace,” Prince Okonkwo said. Among dignitaries at the programme are representatives of Mrs Aisha Buhari, wife of Nigeria’s president, the Minister of Justice and the Secretary to the Government of the Fedeartion, Boss Mustafa. Others present at the event include pioneer Director General of NAPTIP, Carol Ndaguba, Nollywood actress Tonto Dike, reigning Miss Nigeria Mildred Peace Ehiguese, and representatives of the European Union and ECOWAS among many others. In a keynote address, Archbishop Emmanuel Chukwuma commended NAPTIP for the many successes it has recorded since inception in the fight against human trafficking and challenged the Federal government to rise up to the occasion and end the wicked act as it stands against God’s purpose in creation. written by the NAPTIP boss and two of her staff as part of this year’s events, said the Agency has accomplished so much in the past six years, adding that it was remarkable that the current management under Dame Julie Okah Donli has put measures in place to reposition and re-strategise towards better and enhanced performances. He commended the Dame Julie and two other staff of the Agency for writing the books, saying that the fight against human trafficking should not just be by force but should also include deployment of intellectual resources as perpetrators device new means to outsmart regulators. “She is fit and in the proper place to fight this war. She posses all the qualities of someone to lead NAPTIP and has the commitment and passion of a competent leader and is well-prepared to lead the fight and win,” Prof. Akinseye said of the NAPTIP chief executive, Dame Julie. In her remark, Dame Julie told the audience that fighting for the oppressed and the disadvantaged was her normal life even before she was appointed to head NAPTIP

and therefore found it easy to run seamlessly with the mandate of the Agency which is to ensure that human beings, especially women and children are not made objects of trade and commerce. According to her, the books she wrote on human trafficking and how to prevent the heinous crime are part of her contributions to solving the problem which she hope would outlive her stay at NAPTIP as the dubious business has assumed global dimension. Also speaking, Miss Nigeria, Mildred Peace Ehiguese said it was a rare privilege provided by NAPTIP to thank the Agency for its fight to stop the ugly menace of human trafficking in Nigeria adding that sensitisation campaigns being carried out by NAPTIP is about the most effective by any such organisation in the country. “I am aware that not less than 41 persons have been convicted for various forms of human trafficking across the country in the last one year. This is a rare feat in a country where people in privileged positions believe they can commit all forms of impunity and get away with them.

For NAPTIP to have convicted 359 people since its establishment 15 years ago is another testimony that your Agency is up in its game. Please keep it up. “There is no greater crime against humanity than trafficking in persons, any person at all. It is far worse when innocent children and women are traded for money, thereby making mockery of the total essence of their existence, and in the process obliterate their personal dreams and mission in life,” Miss Nigeria stated and commended Aisha Buhari for supporting efforts aimed at eradicating human trafficking and other inhuman acts in the society. In her goodwill message, the national ambassador to NAPTIP against human trafficking and Nollywwod sensation Tonto Dike said the full essence of the dangers of human trafficking never dawned on her until she got involved in the advocacy against the scrounge which opened her eyes to the atrocities being committed by those involved in the act and therefore commended the Director General of NAPTIP.

FAAN denies cannibalising passengers screening machine Chukwuemeke Iwelunmo The Federal Airports Authority of Nigeria (FAAN) has denied that it cannibalises screening machines at the nation’s airports. The agency also insisted that it has over the years been carrying out due maintenance on all its equipment in the country, stressing that it would continue to do this for comfort and easy facilitation of passengers. Speaking with aviation journalists today yesterday at the Murtala Muhammed Airport (MMA), Lagos, Mrs. Henrietta Yakubu, the General Manager, Corporate Communications, FAAN said that the agency had never cannibalised any of its equipment, stressing that there are enough spare parts for its equipment nationwide. Yakubu also explained that the agency’s engineers carry out regular and period maintenance of its entire facilities, assuring that FAAN would continue to create enabling environments for travellers and other users of its facilities. She said: “Those things broke down not because of non-availability of spare parts. Machines

do breakdown and human beings, too. The machines work daily for 24 hours. They just had technical glitches during the week and before the end of the day, one of the machines was fixed and it started working. And over the weekend, all the three machines were back in perfect working conditions. “The issues we had with screening machines didn’t compromise security in anyway. All the security agents that are with us at the airport came to assist us and where they needed to do manual check-in, they did and no passenger misses his or her flight as speculated in some quarters.. All the agencies cooperated with us to ensure that passengers met up with their schedules. “We don’t cannibalise our machines. We use them to screen passengers and baggage that come to the airport. FAAN is a very serious agency. We will not cannibalise machines. It is just because the machines were running all of the time and they just decided to breakdown. Some things happen that you don’t have a control over.” She emphasised further that the management team of FAAN, led by Engr. Saleh Dunoma on Tuesday went on

inspection tour of the facilities at the international wing of the Lagos and expressed satisfaction with their performance. She insisted that facilities at the terminal had improved in the past six months, stressing that the agency would continue to enhance their functionalities. “The management at international (Lagos Airport) have refurbished the toilets and improved on the lightings; what is left now is the tiling. There have been a lot of changes in the past six months.

Fire outbreak: Ecobank MD, Kie commends fire service Charles Kie, the managing director of Ecobank Nigeria has commended the responsiveness of Lagos State fire service, Lagos State Emergency Management Agency (LASEMA) response unit and the federal fire service for promptly putting out a fire outbreak at the bank’s Lagos head office. “We commend the fire service personnel for their diligence, expertise and bravery in dealing with this incident. The fire incident occurred Tuesday morning when a tanker delivering diesel to the bank caught fire. According to the bank, the quick arrival and prompt response of the fire service men ensured the preservation of life and property. “The fire was contained within the generator house and the diesel truck and there was no loss of life or damage to any other property,” the bank said in a statement issuedTuesday afternoon. Ecobank’s data centre was unaffected, and business at the head office rapidly returned to normal. Assuring everyone that the bank’s building and all its other facilities are unaffected, the bank said it successfully triggered its business continuity plan and normal banking activities have continued.

Why I dumped APC for PDP - Saraki Bukola Saraki I wish to inform Nigerians that, after extensive consultations, I have decided to take my leave of the All Progressives Congress (APC). This is not a decision that I have made lightly. If anything at all, I have tarried for so long and did all that was humanly possible, even in the face of great provocation, ridicule and flagrant persecution, to give opportunity for peace, reconciliation and harmonious existence. Perhaps, more significantly, I am mindful of the fact that I carry on my shoulder a great responsibility for thousands of my supporters, political associates and friends, who have trusted in my leadership and have attached their political fortunes to mine. However, it is after an extensive consultation with all the important stakeholders that we have come to this difficult but inevitable decision to pitch our political tent elsewhere; where we could enjoy greater sense of belonging and where the interests of the greatest number of our Nigerians would be best served. While I take full responsibility for this decision, I will like to emphasise that it is a decision that has been inescapably imposed on me by certain elements and forces within the APC who have ensured that the minimum conditions for peace, cooperation, inclusion and a general sense of belonging did not exist. They have done everything to ensure that the basic rules of party administration, which should promote harmonious relations among the various elements within the party were blatantly disregarded. All governance principles which were required for a healthy functioning of the party and the government were deliberately violated or undermined. And all entreaties for justice, equity and fairness as basic precondition for peace and unity, not only within the party, but also the country at large, were simply ignored, or employed as additional pretext for further exclusion. The experience of my people and associates in the past three years is that they have suffered alienation and have been treated as outsiders in their own party. Thus, many have become disaffected and disenchanted. At the same time, opportunities to seek redress and correct these anomalies were deliberately blocked as a government-within-a-government had formed an impregnable wall and left in the cold, everyone else who was not recognized as “one of us”. This is why my people, like all self-respecting people would do, decided to seek accommodation elsewhere. I have had the privilege to lead the Nigerian legislature in the past three years as the President of the

Senate and the Chairman of the National Assembly. The framers of our constitution envisage a degree of benign tension among the three arms of government if the principle of checks and balances must continue to serve as the building block of our democracy. In my role as the head of the legislature, and a leader of the party, I have ensured that this necessary tension did not escalate at any time in such a way that it could encumber Executive function or correspondingly, undermine the independence of the legislature. Over the years, I have made great efforts in the overall interest of the country, and in spite of my personal predicament, to manage situations that would otherwise have resulted in unsavoury consequences for the government and the administration. My colleagues in the Senate will bear testimony to this.

However, what we have seen is a situation whereby every dissent from the legislature was framed as an affront on the executive or as part of an agenda to undermine the government itself. The populist notion of anti-corruption became a ready weapon for silencing any form of dissent and for framing even principled objection as “corruption fighting back”. Persistent onslaught against the legislature and open incitement of the people against their own representatives became a default argument in defence of any short-coming of the government in a manner that betrays all too easily, a certain contempt for the Constitution itself or even the democracy that it is meant to serve. Unfortunately, the self-serving gulf that has been created between the leadership of the two critical arms of government based on distrust and mutual suspicion has made any form

of constructive engagement impossible. Therefore, anything short of a slavish surrender in a way that reduces the legislature to a mere rubber stamp would not have been sufficient in procuring the kind of rapprochement that was desired in the interest of all. But I have no doubt in my mind, that to surrender this way is to be complicit in the subversion of the institution that remains the very bastion of our democracy. I am a democrat. And I believe that anyone who lays even the most basic claim to being a democrat will not accept peace on those terms; which seeks to compromise the very basis of our existence as the parliament of the people. The recent weeks have witnessed a rather unusual attempts to engage with some of these most critical issues at stake. Unfortunately, the discord has been allowed to fester unaddressed for too long, with dire consequences for the ultimate objective of delivering the common good and achieving peace and unity in our country. Any hope of reconciliation at this point was therefore very slim indeed. Most of the horses had bolted from the stable. The emergence of a new national party executives a few weeks ago held out some hopes, however slender. The new party chairman has swung into action and did his best alongside some of the Governors of APC and His Excellency, the Vice President. I thank them for all their great efforts to save the day and achieve reconciliation. Even though I thought these efforts were coming late in the day, but seeing the genuine commitment of these gentlemen, I began to think that perhaps it was still possible to reconsider the situation. However, as I have realized all along, there are some others in the party leadership hierarchy, who did not think dialogue was the way forward and therefore chose to play the fifth columnists. These individuals went to work and ensured that they scuttled the great efforts and the good intentions of these aforementioned leaders of the party. Perhaps, had these divisive forces not thrown the cogs in the wheel at the last minutes, and in a manner that made it impossible to sustain any trust in the process, the story today would have been different. For me, I leave all that behind me. Today, I start as I return to the party where I began my political journey, the Peoples Democratic Party (PDP). When we left the PDP to join the then nascent coalition of All Progressives Congress (APC) in 2014, we left in a quest for justice, equity and inclusion; the fundamental principles on which the PDP was originally built but which it had deviated from. We were attracted to the APC by its promise of change. We fought hard

along with others and defeated the PDP. In retrospect, it is now evident that the PDP has learnt more from its defeat than the APC has learnt from its victory. The PDP that we return to is now a party that has learnt its lessons the hard way and have realized that no member of the party should be taken for granted; a party that has realized that inclusion, justice and equity are basic precondition for peace; a party that has realized that never again can the people of Nigeria be taken for granted. I am excited by the new efforts, which seeks to build the reborn PDP on the core principles of promoting democratic values; internal democracy; accountability; inclusion and national competitiveness; genuine commitment to restructuring and devolution of powers; and an abiding belief in zoning of political and elective offices as an inevitable strategy for managing our rich diversity as a people of one great indivisible nation called Nigeria. What we have all agreed is that a deep commitment to these ideals were not only a demonstration of our patriotism but also a matter of enlightened self-interest, believing that our very survival as political elites of this country will depend on our ability to earn the trust of our people and in making them believe that, more than anything else, we are committed to serving the people. What the experience of the last three years have taught us is that the most important task that we face as a country is how to reunite our people. Never before had so many people in so many parts of our country felt so alienated from their Nigerianness. Therefore, we understand that the greatest task before us is to reunite the county and give everyone a sense of belonging regardless of region or religion. Every Nigerian must have an instinctive confidence that he or she will be treated with justice and equity in any part of the country regardless of the language they speak or how they worship God. This is the great task that trumps all. Unless we are able to achieve this, all other claim to progress no matter how defined, would remain unsustainable. This is the task that I am committing myself to and I believe that it is in this PDP, that I will have the opportunity to play my part. It is my hope that the APC will respect the choice that I have made as my democratic right, and understand that even though we will now occupy a different political space, we do not necessarily become enemies unto one another. The R-APC in a statement said: “President Muhammadu Buhari has not deemed it fit to condemn the “illegal” attempt to impeach Samuel Ortom, governor of Benue State.” While reacting to the development in Benue, spokesman of the R-APC, Kaseem Afegbua said Buhari’s silence suggests he is the “chief promoter of undemocratic illegalities that have consistently undermined our democratic engagements in the last three years.” He alleged that there is an attempt to force down the “bitter pills” of Buhari’s second term agenda down the throat of Nigerians. “On the one hand, the APC party leadership declared that they aren’t losing sleep over our members activities ostensibly to

present a fake personae, but it has consistently mounted pressure on our members to capitulate under the influence of mouth-watering promises,” he said. “Now that our member Governor Ortom has given the APC red card, and deservedly so, heaven has been let loose and President Buhari has maintained a conspiratorial silence and deliberately feigning ignorance over the democratic gangsterism that has dominated Benue Assembly at present.” The group said the Monday incident and similar ones in Benue show Nigeria’s democracy is “seriously under threat” by those trying to “armtwist the Benue people against their will.” According to the statement, “this desperation is getting too much and it must be arrested forthwith without equivocation before this democracy is reduced to a mindless rubble. “We cannot afford to feign ignorance over this heinous crime against humanity under an atmosphere of threat, tension and harassment that has assumed the second nature of this government,” the group added. “It is becoming petty that this government has descended to a

Dickson seeks technical, security support of Air Force over state international airport Bayelsa State governor, Hon Seriake Dickson has sought the collaboration of the Nigerian Air Force in the area of providing security, technical assistance and other forms of support to facilitate the smooth take off of the state international airport, scheduled for commissioning soon. Governor Dickson, who made the appeal when he received the Air Officer Commanding, Mobility Command, Air Vice Marshall Napoleon Bali, who paid him a courtesy visit in Government House, Yenagoa, said the partnership has become imperative, especially at a time, when the facility is nearing completion. Tambuwal depicts recent political happenings in Nigeria as ‘Prison-yard Democracy’ Sokoto State governor, Aminu Waziri Tambuwal has described as “prison-yard democracy, typified by the ignoble meddlesomeness, rascality and high-handedness of some security agencies against democratic institutions” in Nigeria in recent times, calling on Nigerians to reject it in its entirety. Speaking against the background of Monday’s siege to the Benue State House of Assembly and other perceived violations of the country’s democratic culture including the attacks on the national legislature in a chat with another national newspaper, the All Progressives Congress (APC) governor described the developments as aberrations that go against the fundamental human rights of Nigerians. AE-FUNAI VC commends French gov’t on PostGraduate scholarship collaboration Moses Oyediran, Enugu The Vice-Chancellor of Alex Ekwueme Federal University Ndufu-Alikie, Ebonyi State, Professor Chinedum Nwajiuba, has commended the French Government for collaborating with the university on postgraduate scholarship, for which 35 academic staff of the institution are presently studying in various worldacclaimed French Universities. The Vice-Chancellor made his feeling known recently when he visited the out-going French Ambassador to Nigeria, Mr. Denys Gauer at Abuja to bid him farewell as he concludes his diplomatic mission in Nigeria after two and a half years. Expressing his gratitude to the Ambassador for his dedication to the postgraduate partnership with the university as highlighted by his visit to the institution in 2017, the Vice-Chancellor also thanked the envoy for making it possible for him to meet with the French President, Emmanuel Macron in the course of his official visit to Nigeria recently. He further reiterated the university’s resolve to groom a critical mass of French-trained academics in the university who will drive its culture of excellence, integrity and internationalization. The Vice-Chancellor also used the opportunity to request for more admission quota for staff in the Social Sciences and Humanities in order to balance the impact of the postgraduate collaboration across the university. While expressing his delight on the progress France has made in its relationships with Nigeria, the envoy noted that the postgraduate collaboration with Alex Ekwueme Federal University Ndufu-Alike, Ebonyi State was the zenith of his achievement in the country, pledging to work towards expanding it to other mutualbenefiting areas. The Vice-Chancellor, who was accompanied to the visit by the Coordinator of AE-FUNAI – French Collaboration, Dr. Nnnena Nwosu-Nworuh and the Director of the Centre for Development Assistance Management and Training (CEDAMPAT), Mr. Chris Uwadoka, presented the Ambassador with an art work produced by the university’s Fine and Applied Arts department. Meanwhile, the Vice-Chancellor has announced the elevation of the Coordinating Office of AEFUNAI – French Collaboration to full directorate with Dr. NwosuNworuh as the new Director. He noted that the decision became imperative in order to streamline the activities of the directorate and make it more purpose-d riven.

The General Manager, Delta Tourism Board, Mrs Josephine Anyameluhor, says the hospitality industry has concluded plan to host the African Athletics Confederation (CAA) African Senior Athletics Championship holding in Asaba from Wednesday to Sunday. Anyameluhor told the News Agency of Nigeria (NAN) on Tuesday in Asaba that some of the hotels, eateries and lounges complied with the ongoing registration and classification of hotels ahead of the competition. “We cannot get 100 per cent compliance but as of today (Tuesday), some of the hotels, eateries, lounge among others have complied with the order. “And we know more of them will still comply because

the exercise will be a continuous one and those who have not been able to do their registration now will surely do it later. “This is because any hotel, eatery and lounge which fails to register will be blacklisted and sanctioned by the state government,’’ she said. The general manager said the exercise was used as a yardstick to approve hotels and eateries for visitors during the competition. Anyameluhor said the ongoing registration was part of the efforts of the state government to re-position the hospitality industry. According to her, the state government is determined to ensure that standard is maintained and sustained in

the industry in line with international best practices. Anyameluhor also said that the state government had signed a Memorandum of Understanding (MoU) with Pearl Stone Consulting Firm to work with the state tourism board. She explained that the firm would carry out the registration, assessment, data management and collection as well as distribution of demand notice through central billing system of all hotels and eateries among others. The general manager said the tourism sector was crucial in revenue generation and urged the stakeholders to cooperate with government to boost the sector’s activities.

Emmanuel Okala lauds NFF resettlement programme for Carl Ikeme Green Eagles’ veteran goalkeeper Emmanuel Okala has lauded the plans of the Nigeria Football Federation (NFF) to train and employ Karl Ikeme as part of the coaching crew. Ikeme, who was in goal for Nigeria in most of the World Cup qualifiers recently announced his retirement from both national and club football due to his battle with Leukemia. Okala told the News Agency of Nigeria (NAN) in Awka on Tuesday that Ikeme’s exit from

international football was a painful reality. The ace goalie said the plans of NFF to cushion Ikeme’s pain through employing him was a welcome development. He said Ikeme, 32, still had a lot to offer the football world, especially the development of the game in the country. He said administrators of football should pursue the idea with sincerity and genuine intention to assist the retired goalie and tap the best resource in him.

“I want to pray for his full recovery so that he can come back to normal. “I appreciate the NFF for their wise decision to help Ikeme, it will make him to be forever happy and have nothing to regret about for serving Nigeria through football. “I thank them and encourage them to be sincere in everything. “As for Ikeme’s retirement it is a minus for Nigerian football because that is a young man with o much potential,” he said.

Gernot Rohr spies on Super Eagles AFCON foes Seychelles

Fresh from a disappointing 2018 FIFA World Cup outing, Super Eagles coach Gernot Rohr has shifted focus to the Africa Cup of Nations qualifier against Seychelles. It was gathered that Rohr has embarked on spying on his September 7 opponents with a view to knowing their strengths and weaknesses. Super Eagles lost their first Cameroon 2018 AFCON qualifier 0-2 to Bafana Bafana of South Africa. “Rohr has taken delivery of Seychelles match video tapes”, Scorenigeria.com.ng was informed by the Franco-German’s close aide. “He is studying the tapes right now. He doesn’t want to leave anything to chance even though the fixture in Seychelles is still more than a month away”. Emotional Andy Murray makes triumphant hardcourt return An emotional Andy Murray made a triumphant return to hardcourts Monday in his first match on the surface for nearly 17 months, outlasting Mackenzie McDonald at the ATP Washington Open. The three-time Grand Slam champion and former world number one, who missed 11 months with a right hip injury and surgery last January, defeated the 80th-ranked American 3-6, 6-4, 7-5. Murray, who has fallen to 832nd in the rankings, needed seven match points to subdue McDonald, squandering five before being broken in the 10th game of the final set before breaking back and finally ending matters after two hours and 37 minutes at 12:45 a.m. Tuesday. “I fought hard and I had to,” Murray said. “The movements and stuff were fine. I didn’t break down. It lasted pretty well.” The 31-year-old Scotsman unleashed a primal scream and a right fist-pumping frenzy of joy after McDonald hit a forehand long on the final point. “I enjoyed getting through that one. You could see it in the celebration,” Murray said. “That was a tough match. It could have gone either way. It was nice to get it.” Murray had not played in a hardcourt match since March 2017 at Indian Wells, where he lost in his opening match. “I hadn’t played in darkness or

under the lights in a really long time and I felt my rhythm was off,” Murray said. “I was struggling on my serve.
