Continued from page 1 was the strongest since 2011, the new outlook suggests fatigue is setting in and the overall performance masked mounting weakness in emerging markets from Brazil to Turkey. The fund left its 2018 U.S. forecast unchanged but cut its expectation for next year, citing the impact of the trade conflict. “The outlook is one of less balanced and more tentative expansion than we hoped for last April,” IMF Chief Economist Maurice Obstfeld said in the report. Risks to the global outlook have risen in the last three months and tilt to the downside, the IMF said. Threats include a further inflaming of the trade war between the U.S and countries including China, and a sharper-than-expected rise in interest rates, which would accelerate capital flight from

emerging markets. The warning comes as finance ministers and central bankers from the IMF’s 189 member nations prepare to meet this week in Bali, Indonesia for the annual meetings of the fund and its sister institution, the World Bank. The Trump administration’s trade dispute with China is expected to be front and centere, as are the consequences of the Federal Reserve and other major central banks tightening monetary conditions after a decade of easy money. If the trade war continues, it could take a significant bite out of global growth, according to the fund. It estimates global output could fall by more than 0.8 percent in 2020 and remain 0.4 percent below its trend line over the long term, in a scenario where Trump follows through on all his threats, including global duties on cars. Output could fall by more than

1.6 percent in China and over 0.9 percent in the U.S. next year, according to the IMF’s models. The IMF’s cut to its outlook was broad-based. The fund downgraded its forecast for U.S. growth next year to 2.5 percent, down 0.2 percentage point from July, after factoring in the impact of tariffs imposed by the Trump administration and retaliatory duties by other nations. It left its U.S. growth projection for this year at 2.9 percent. President Donald Trump has slapped tariffs on $250 billion in Chinese goods this year, and Beijing has retaliated with levies $110 billion of American products. The IMF projections don’t take into account Trump’s threat to expand the tariffs to effectively all of the more than $500 billion in goods the U.S. bought from China last year.

LASU sacks 3 randy lecturers over sexual harassment Esther Taiwo, Lagos

Lagos State University (LASU) has disclosed that it has dismissed three senior lecturers over allegations of sexual misconduct. The randy lecturers are Dr. Ayoola Sunkanmi Odubunmi, Dr. Isiaka Ajani Ogunwande, and Dr. Emmanuel Orilade Gbeleyi. In a statement from LASU’s spokesman, Mr. Ademola Adekoya and made available to journalists on Tuesday, the institution noted that the dismissal followed due investigations into the

allegations against the trio. Adekoya said that the lecturers’ dismissal is based on the decision of its Governing Council during its 119th Statutory Meeting held recently in Lagos. He said: “While Dr. Odubunmi is an Associate Professor in the Department of Economics, Dr. Ogunwande is an Associate Professor in the Department of Chemistry at LASU. For Dr. Gbeleyi, he is a Lecturer II at the Department of Anatomy, Lagos State University College of Medicine (LASUCOM), Ikeja, Lagos. “The current LASU authority by this development has further

demonstrated its zero-tolerance for sexual harassment and general indiscipline and the drive to continually promote the welfare of both deserving staff and students of the institution.” Adekoya also noted in the statement of the promotion and recruitment of members of staff of the university, saying that the Council has approved the promotion of 49 academic staff and 200 non-academic staff into various positions. He added that 29 nonacademic staff of the University have benefited from an internal recruitment exercise recently conducted by the university.

Naira gains, stocks relapse as sell pressure drags down index 0.08% Motolani Oseni, Lagos

The Nigerian currency, Naira at the close of Tuesday’s trading activities gained at the Investors and Exporters (I&E) FX window, but reversed was the case at the Nigeria Stocks Exchange (NSE) as stocks reversed gains of the previous trade due to sell pressure on consumer goods counters. The Naira, on Tuesday, appreciated marginally against the dollar at I&E FX window, exchanging at N364.27, stronger than N364.78 posted on Monday, however, weaker than N363.90 traded in the corresponding period last week. The special Forex window, recorded a depreciated daily transactions turnover of

$106.40 million against $128.04 stood the previous day. The local currency closed at N306.45 to the dollar at the official CBN window, the same rate it yarded on the first trading of the week. At the parallel market, the Naira closed at N360 to the dollar, while the Pound Sterling and the Euro closed at N478.30 and N420. Trading at the Bureau De Change (BDC) segment saw the Naira close at N360 to the dollar, while the Pound Sterling and the Euro closed at N478.30 and N420. Against prediction of showdown between the federal lawmakers of the ruling All Progressives Congress (APC) and that of opposition Peoples Democratic Party (PDP) as regards the leadership of the National Assembly, the legislators reconvened on Tuesday without any incident. The development, The Daily Times gathered might not be unconnected to the urgent national issues that must be resolved before the leadership change can be considered. Though the National Assembly witnessed massive defections from the APC lawmakers to the PDP before the recess, the tension was further aggravated when the Senate President, Bukola Saraki and the Speaker, House of Representatives, Hon Yakubu Dogara, dumped the APC, the platform that gave them the leadership position and joined the opposition PDP. The development promoted the APC leadership to demand their resignation or face impeachment while the associates of Saraki and Dogara insisted that the APC lacked the number of lawmakers to remove the duo. But when they resumed after long recess on Tuesday, the lawmakers were confronted with urgent issues that are

above political interests. Striving to implement the 2018 budget through fiscal deficit, President Muhammadu Buhari has requested for distinct and specific resolutions of the National Assembly to raise $2.786 billion in Eurobond and other securities in the International Capital Market. The president said the requested amount is required for the implementation of New External Borrowing approved in the 2018 Appropriation Act for the “part-financing of the 2018 budget fiscal deficit, as well as to finance key infrastructure projects in the 2018 budget. Buhari’s request was conveyed to the Senate through an Execution Communication read at the resumption of plenary Tuesday by the Senate President, Bukola Saraki. In the letter dated 23rd July, 2018, the President also requested the external capital raising of $82.54 million to refinance the balance of $500 million matured Eurobond in the international capital market. Meanwhile, the President has declined assent to 13 legislative bills including the Electoral (Amendment) Bill 2018 pursuant to section 58(4) of the 1999 Constitution (as amended). He blamed his withholding of assent on some drafting issues that remained unaddressed following the prior revisions of the bill. The outstanding issues

in the letter dated August 30, 2018, he said include “a cross referencing error in the proposed amendment to section 18 of the bill. The appropriate amendment is to substitute the existing sub-section (2) with the proposed sub-section (1A) while the proposed sub-section (1B) is the new sub-section (2A). He added that “the proposed amendment to include a new section 87(14) which stipulates a specific period within which political party primaries are required to be held has the unintended consequences of leaving INEC with only 9 days to collate and compile lists of candidates and political parties as well as manage the primaries of 91 political parties for the various elections. He said this because the Electoral Amendment Bill does not amend sections 31, 34 and 85. The president had also on June 7, 2018 declined assent to five bills No 8,13,22,24 and 28 of the fourth alteration to the1999 Constitution as amended. Human trafficking: Immigration intercepts, arrests 8 Ghanaians at MMIA Chukwuemeke Iwelunmo Eight Ghanaian women between the ages of 20 to 25 have been apprehended for alleged prostitution by men of the Nigeria Immigration Service (NIS) at the Murtala Muhammed International Airport (MMIA), Lagos. The apprehended Ghanaians had attempted to pass through the Lagos Airport to Kuwait where they hoped to cross to Europe for prostitution before they were intercepted. A source close to the command, who confided in our correspondent, said the ladies were booked on Egypt Air out of Lagos to Cairo, from where they had hoped to transit to Kuwait before departing to Europe. According to her, officials of immigration at the command had suspected the ladies immediately they approached their counters for processes and queried them on their mission out of the continent through Nigeria especially when they were in possession of

Ghanaian international passports. The source said that after questioning, the ladies confessed that they had wanted to use Nigeria as a transit point to Europe. She said the ladies also confessed that they had entered Nigeria through road via Togo and Benin Republic, pointing out that their sponsors had advised them to use Nigeria as a transit point to Europe, which failed with their arrest. The source gave the names of some of the ladies arrested to include Tordro Gifty, 22, Odurowaa Millicent, 20, Abotsi Gift, 24 and Bisuat Fustina, 25. Upon their apprehension, it was gathered that the ladies were handed over to officials of the National Agency for the Prohibition of Trafficking In Persons (NAPTIP) who drove them out of the airport. The source said: “When our officers interrogated the ladies, they discovered that they had no genuine reasons for attempting to use Nigeria as a transit point to Europe. So, this led to further

query from our officers. When they were asked, they confessed to the fact that they were actually crossing to Europe, but had hoped to land in Kuwait first. “During interrogation, it was discovered that the ladies in question actually entered Nigeria through road from Ghana to Togo and then to Benin Republic. But, the fact is that since the current Comptroller-General of Immigration, Mr. Muhammed Babandede, came onboard, he has increased vigilance at not just the Lagos Airport, but at other border posts across the country. “This is not the first time we are arresting human traffickers at this airport and we will continue to increase our surveillance to ensure that unscrupulous elements don’t use our command to perpetuate their criminal activities.” However, as at the time of filing this report, it was not clear if the apprehended ladies had been returned to Ghana for further prosecution or were still in the country.

Reacting to the turn over of rejected bills by the president, Senate Leader, Senator Ahmed Lawan, said the Senate has set up a technical committee to study and understand the declined bills with the aim of understanding real reasons for their rejection. However, Tuesday plenary was adjourned in honour of a departed member of the House of Representatives, Hon. Olufunke Adedoyin, from Kwara State, who died penultimate Friday. Meanwhile, the Speaker of the House of Representatives, Yakubu Dogara, on Tuesday, assured that funds for the conduct of the 2019 general election is not under threat as there is already provision to take care of such contingencies that may arise in the service wide votes. The speaker said this while speaking with journalists at the National Assembly, adding that there is about N300 billion service wide votes provision in the 2018 budget that can be used to service the forthcoming general elections. He reaffirmed that as custodians of the mandate of the Nigerian people, the House of Representatives considers issues affecting Nigerians top priority, adding that all pending matters before the National Assembly, including the passage of the amendments to the Electoral Act would be given accelerated attention. Speaking on pressing national issues, Dogara said, “You see we are servants of the people by our calling as representatives of Nigerians and we don’t have the right to put our interests forward before the interests of the people. “We are here to serve the

public good; these issues are outstanding and it was never going to be threatened in any way as was widely perceived because we have a provision in the budget for service -wide votes of about N300 billion and whatever was the emergency would have been met from that service - wide funds that we have allocated in the budget. “As we are back, we have set ourselves to accomplish what is there in the interest of the people. Even if it means in a day or two, we will accomplish that, even if it means handling it as we did for the ease of doing business bills. “There were times that within a week we went through the first, second and third reading and passed it into law just because we saw the need for us to expand the economic space and improve citizen participation and wealth creation and the expansion of our economy, especially during these days of economic recession. “So nothing is impossible and I can assure you that as soon as we get the reports submitted from the various committees, hopefully within the week, in no time, we should be able to deal with them. “Whether it is the Electoral Act or the funding for elections and the appropriate funds for INEC is approved and I can assure you that in no time, even if it is to be done within a day, we are committed to doing it because the only thing that guarantees democracy is free, fair and transparent elections. “As politicians because we are aware that there are times when you will run into occasions when the will of the people in the process of transmitting their consent into government positions are truncated. “It will not serve the interest of democracy. So whatever is needed, apart from even these two issues that we have spoken of, we are committed to passing and dealing with them in no time to ensure that we have a very credible, fair and transparent elections in 2019.”

NDLEA decries abuse of Tramadol cough syrup among youths, women Andrew Orolua with agency report

The National Drug Law Enforcement Agency (NDLEA) has decried what it termed the high-level of abuse of tramadol and cough syrup among Nigerian youths and women. NDLEA Chairman, Col. Muhammad Abdallah (rtd), said this while delivering Nigeria’s statement on ‘Crime Prevention, Criminal Justice and World Drug Problem’ at the UN General Assembly at the UN headquarters, New York. Abdallah said: “Nigeria is witnessing a high level of abuse of tramadol and cough syrups containing codeine, especially by vulnerable youths and women. “This is a phenomenon common to many countries in the West-African sub-region which has ushered in a new level of transnational organised crimes. “As a result, a lot of national and sub-regional initiatives, including capacity development, have been put in place to address the situation”. Abdallah reiterated Nigeria’s commitment to fulfilling its obligations under relevant international instruments in the area of crime prevention, strengthening criminal justice and addressing world drug problem. Given the linkage between drug abuse and crime perpetration, he said Nigeria had stepped up the implementation of measures to combat the

incidence of drug proliferation, trafficking and abuse. ”This is based on our conviction that strong national commitment and effective international collaboration and partnership are very critical to eliminating the menace of illicit drug flows,” he stressed. According to him, the is implementing a robust National Drug Control Master Plan (NDCMP 2015-2019) to address illicit drug supply and demand. The NDLEA boss added that the agency was also countering money laundering and access to controlled narcotic drugs for medical and scientific purposes. He said the ‘UNPLUGGED’ evidence-based school preventive programme that targeted ages 10 to 14 years instituted in 2016 had witnessed the enrolment of 65 schools in its pilot project. Unplugged is an evidencebased programme designed to equip young people with specific skills and resources that they need to resist social influences and to support knowledge about drugs and their adverse health consequences. Abdallah noted the availability, access and control of narcotic drugs, psychotropic substances and precursor chemicals for medical and scientific purposes. He said the Nigerian Government had produced guidelines, in tandem with international standards, on realistic estimation and quantification needs assessment

for required Narcotic drugs, psychotropic substances and precursors for medical and scientific purposes. The NDLEA boss also said Nigeria recognised the intricate link between sound and efficient criminal justice system, rule of law, eradication of corruption and development. Abdallah said President Muhammadu Buhari, in his determination to stamp out corruption, has strengthened judicial institutions and made proper application of the rule of law the plank of his overall strategies for eradicating corruption and promoting national development. He noted that the Nigerian Government had continued to make giant strides in the pursuit of comprehensive and holistic programmes geared toward crime prevention through efficient criminal justice system. The NDLEA boss pledged that the agency would continue to adhere to principles such as equality before the law, accountability to the law and fairness in the application of the law. “We reported to this gathering last year that Nigeria has brought its national legislation into compliance with the provision of Article 44 of the United Nations Convention Against Corruption (UNCAC) with the aim of not only enhancing our fight against corruption but also to combat other transnational organised crimes.

“Consequently and based on the strong signals from Nigeria on ending corruption in all its ramifications, the African Union has shown its resolve to combat corruption by declaring 2018 as the African Anti-Corruption Year and making President Muhammadu Buhari the Champion of the African Union Anti-Corruption.” To counter money laundering and illicit proceeds of crime, Abdallah said Nigeria established Inter-ministerial Committee on Anti Money Laundering and Combating Financial Terrorism, he said. He said the committee involved law enforcement and regulatory agencies, to facilitate and strengthen efficient cooperation, collaboration and coordination of control over illicit financial transaction by transnational organised syndicates. This collaboration has resulted in on-going forfeiture of several assets from ill gotten origin to the government, he said. He also recalled that Nigeria signed into law the Financial Intelligence Unit Act in July, thus providing a more robust legal framework that granted greater autonomy, independence and confidentiality to the Nigeria Financial Intelligence Unit in its fight against money laundering and terrorism financing. “It is gratifying to report that in recognition of this act, Nigeria was reinstated to the Egmont Group of Financial Intelligence Units on Sept.26, 2018,” the NDLEA boss said.

The Senate President, Dr. Bukola Saraki and the All Progressives Congress (APC) have expressed divergent views over the recent Peoples Democratic Party (PDP) presidential primary in Port Harcourt, Rivers State. Trading words over the outcome of the primary, the APC described Saraki, a PDP presidential aspirant who came third with 317 votes, as a ‘rolling stone that gathers no mosses’. Former Vice President Atiku Abubakar won the primary election with 1,532 votes while Sokoto State Governor, Aminu Tambuwal, came second with 693 votes. But Saraki has condemned the stance of the APC, saying that the ruling party should address its internal issues. The APC had in a statement on Tuesday signed by the party spokesman, Yekini Nabena, said that the disappointing performance of Saraki at the Presidential Election Convention of the Peoples PDP is a befitting end to the ambition of a greedy, untrustworthy and doubledealing politician. The statement reads in part:

“With a miserly 317 votes, behind Aminu Tambuwal’s 693 votes and Atiku Abubakar’s 1532 votes, the PDP delegates have given clear indication that they are fed up with Saraki’s political style. “When a leader cannot be trusted, cannot be relied upon, and cannot keep agreements, the people take due cognizance and records of these actions and respond with their votes at the appropriate time. “How will someone who emerged Senate President through conspiracy with members of the opposition party and against the wishes and interests of his own party be trusted to be elected as the presidential candidate of a party, even on his being elected to the position, did Saraki acquit himself creditably? “Throughout Saraki’s tenure as Senate President, it has been one confrontation between the National Assembly leadership with the Executive or another. Confirmation of Executive nominees sent to the Senate for confirmation has been delayed unnecessarily, annual national budgets delayed. “For instance, the supplementary budget of the

Independent National Electoral Commission (INEC) for the 2019 General Election is continually delayed due to Saraki’s selfish political machinations. “A selfish Saraki will rather than perform his constitutional legislative functions by ensuring timely consideration and passage of Executive bills, will rather sabotage the efforts of the Executive in furtherance of his treacherous politics. “Having sabotaged the President Muhammadu Buhari government while in the APC, he later showed his true colours by formally joining the opposition PDP. The APC bade him goodbye as he returned to the looters club where he belongs. “However, in doing so, Saraki must do the needful by giving up the Senate President position. He should be a distinguished Senator in name and indeed, cannot continue to preside over the APC-dominated Senate as a member of the minority PDP. “The delegates of the PDP have rejected Saraki as their presidential candidate. Let the Senators also do likewise by rejecting the greedy, deceitful and unreliable Senate President as their leader. A new President

of the Senate, free from all allegations of criminality is needed now”. But Saraki in a statement made available on Tuesday by his Special Adviser on Media and Publicity, Mr. Yusuph Olaniyonu, cautioned the APC against making unguarded comment against him. He also urged APC to solve its problems arising from its primaries. Olaniyonu said: “We have noted the irresponsible statement issued by the APC spokesman, Yekinni Nabena. We know that he and the leadership of the APC are always incensed and disturbed at the mere hearing of the name, Saraki. It is also notable that Nabena and the APC are always concerned about the developments in the opposition party, the PDP. “However, we believe that with the ‘civil war’ that Adams Oshiomhole and Yekinni Nabena have ignited in the APC and the very low level that they have dragged the party, in such manner that the ruling party is wallowing in confusion and disorganisation, they have too much to pre-occupy them than to be poking their noses in what happens to Saraki or the PDP.”

Bias: EFCC seeks transfer of 12 cases from Justice Nyako over Magu’s confirmation Andrew Orolua, Abuja The Economic and Financial Crimes Commission (EFCC) in a move to block Justice Binta Nyako of the Federal High Court in Abuja from hearing cases seeking the removal of Acting Chairman of EFCC, Mr Ibrahim Magu, from office has written the court to transfer 17 separate suits relating to the case from her court. In a letter dated 5th October 2018 written by commission, the agency insisted that all cases involving it and its acting Chairman, Ibrahim Magu. be transferred from Justice Binta Nyako’s court to any other judge in the division. The anti-graft agency through its lawyer, Mr Wahab Shittu, had in an earlier letter dated July 31 and addressed to the Chief Judge of the Federal High Court, Justice Adamu Abdul-Kafarati, requested for the transfer of all the cases against Magu from Justice Nyako’s court. The reason for the request was contained in another letter the agency wrote on July 30 to its lawyer, authorising him to apply for a re-assigment of all cases involving Magu pending before Justice Nyako. According to the letter of authority signed by Magu, the anti-graft agency stated that, “the application is necessary to avoid bias and conflict of interest because the commission is prosecuting the spouse and step son of His Lordship, namely Admiral Murtala Nyako (rtd) and Senator Abdulazeez Nyako respectively”. But miffed by the delay in attending to its request, the anti-graft in another letter dated October 5 and addressed to the registrar of Justice Nyako’s court reminded him of the earlier letter. The letter reads in part: “Respectfully, we write to draw His Lordship’s attention to our letter dated 31st July, 2018,

addressed to the honourable Chief Judge of the Federal High Court conveying our client’s request to the Chief Judge of the Federal High Court that all matter concerning the subject matter above be transferred from this honorable court for reasons contained on our clients attaches letter. “Respectfully we tremble in requesting that our client’s position be respected in the interest of justice in this matter. “Kindly draw his lordship attention to our clients’ predicament as expressed in attached letter now receiving the consideration of his Lordship, the Chief Judge of the Federal High Court”. “The matters in question are; Barr Bello Bakari V AGF, Abubakar Sani V The Senate of the Federal Republic of Nigeria, Jibrin Samuel Okutepa V President of the Federal Republic of Nigeria and Lady Chidinma Udebani. “Others are the Incorporated Trustees of Justice Mission International V AGF, Barr Alia Jamilu V President, Federal Republic of Nigeria & 4 others, Emmanuel Esero V Ibrahim Magu, Registered Trustees of African Patriotic Youth Assembly V Ibrahim Magu & 6 others. “Also, the agency wants the cases Wale Balogun V the President of the Federal Republic of Nigeria and 4 others, Chijioke Kanu V AGF and Johnmary Chukwukasi Jideobi V the Senate of Federal Republic of Nigeria and 3 others be transferred. “In addition, the agency wants all other cases consolidated together with the earlier listed cases”. The agency added that it has no intention to malign or disparage the character of Justice Nyako. Meanwhile, Justice Nyako, on Tuesday, adjourned all matters and suits challenging the non confirmation of Magu’s appointment by the Senate sine dine (indefinitely).

The best performing stocks for the day were CONERSTONE (+10.0%), CADBURY (+6.7%) and CAP (+6.7%) while FIRSTALU (-9.5%), RTBRISCOE (-9.5%) and NNFM (-9.2%) led losers. Despite the bearish performance, analysts are anticipating a rebound in the next trading sessions “as we saw significant buy interest in banking stocks today, which we expect to be sustained throughout this week.”

Vintage Atiku: The morning after

Just as you will not easily notice when he is tensed up except you study him or when he is offended except you find out why he positions the cap on his head, it will be difficult to read his mood. It takes such understanding to read the mood of Atiku Abubakar at the 2018 PDP elective national convention which held in Port Harcourt, Rivers State, Oct. 6 and 7. He arrived in the garden city a day before the convention exuding so much confidence and exchanging banters with friends, admirers and associates as if nothing was at stake. He presented as a student well prepared for an exam, waiting for the exam scripts to be handed down for justice to be done to the questions. The fact remains that he has done his homework by traversing the country, meeting stakeholders of PDP as well as securing the assurances needed to win the PDP Presidential primary election. According to observers what even made him so delighted is the way and manner respective individuals and groups rallied themselves and offered their services because they perceived success coming Atiku’s way and as such wanted to be associated with a man who so many Nigerians believe has the capacity and competence to change the fortunes of the country on several fronts. Meanwhile, all these were happening when insinuations made the rounds that some governors had ganged up against him, that one of the candidates had started doling out money in foreign currency to woo delegates, that one of his biggest critics was in town to spoil his chances of picking the presidential ticket and that several meetings were going on to strategize on how to beat him in the election. Though he heard all the stories, he was not shaken. He was like the proverbial bird, the eagle, which is said to have been washed cleaner by the rain that was

supposed to soak its body, make it wet and mess it up. One thing that obviously stood out in his preparation for the primary election was that he put personal touch to almost all the efforts and plans, instead of ceding such responsibilities to other persons. The Midas touch he puts in his complex business engagements was put into use because he desired the kind of result he records in business. The happiness that was written all over his face before he left his residence to the venue of the convention on October 7 was so electrifying that those around him tried to find out what made the Waziri Adamawa so relaxed. It was obvious that the philanthropist has read the cosmos and had found out that success was on its way and that fortune will smile at him by the end of the day. He arrived at the Adokie Amasiemeka Stadium, venue of the convention ahead of time fully prepared and armed with his well-crafted and well compressed manifesto that fitted into the three minutes allowed each of the aspirants to address delegates. As a man who knows that time is of the essence, he repeated what he always did each time he chaired the Federal Executive Council in his days as the Vice President. The meeting hardly lasted for more than two hours. It was always business-like and journalists who covered media briefings that followed did better copies because of the qualitative information issued at the media interactions. In his speech at the convention titled “To get Nigeria working again, we must defeat APC”, he never dwelt on frivolities. He went straight for the jugular of the opposition and identified the ruling party as the common enemy of Nigerians that has to be sent packing for the country to be put back on the path of growth and development.

The speech was so compressed that the essence was captured in seven paragraphs, portraying himself as a fully prepared presidential candidate who knows exactly the issues bedeviling Nigeria and how the challenges can be surmounted. While most of the other aspirants mounted the podium to reel out their resume, without doing due diligence to national issues, Atiku hit the nail on the head within the little time allotted to him. It was to his advantage and that of the advantage of organizers of the event that he spoke first because he set the tone. The Master of Ceremony did not hide his appreciation for the Waziri Adamawa’s high quality delivery when he said that Atiku went straight to the point and concluded his address within the prescribed time. He encouraged other aspirants to do same. When tension soaked up many of his supporters when the votes cast by the 3,274 delegates were being sorted out and dropped into the boxes of the respective candidates, Atiku kept exchanging pleasantries with friends and party faithful for the over six hour duration that casting, sorting and announcement of results of voting lasted. It was as if he has seen worse days and therefore did not find it necessary to panic. When the convention committee led by Delta State Governor, Sen. Ifeanyi Okowa started sorting out the ballot papers, it was as if heaven would fall on the Waziri Adamawa’s supporters because most of the ballot papers initially sorted out put Sokoto State Governor Aminu Tambuwal in the lead. The situation persisted for over 20 minutes before votes cast for Atiku started rolling in. By the time the committee started sorting out the second ballot box out of the four ballot boxes, his votes started cascading and never ceased until the sorting was over. During the early

lead of Tambuwal some Atiku supporters were so disturbed that they were almost shedding tears. Former Minister of State for Foreign Affairs, Chief Dubem Onyia who served as Atiku’s returning officer was looking helpless at that point. He bounced back to life when the ballot papers started pouring in ceaselessly into Atiku’s box. To cut the long story short, the former Vice President coasted to victory in an election that was adjudged transparent, credible and exemplary by the returning officers of the 12 aspirants who participated in the primary election. The smell of victory was perceived when Dubem Onyia raised Atiku’s ballot box after the sorting exercise. Victory became more assured when counting started with Jonah Jang polling 19; Dati Ahmed, 5; David Mark, 35; Tanimu Turaki, 65; Sule Lamido, 96; Attahiru Bafarawa, 48; Ibrahim Dankwanbo, 111; Ahmed Makarfi, 74; Musa Kwankwaso, 158; Dr Bukola Saraki, 317; Aminu Tambuwal, 693 and Atiku Abubakar, 1,532 votes. From all indications and going by his calm mien, Atiku has exhibited the maturity required of any seasoned leader. He attested to this in his victory speech when he said: “I am ever ready to work with all aspirants in ensuring victory in the 2019 presidential elections. I need your support, assistance, understanding and participation. It is not a one man’s job. It is a collective responsibility. I am ready to listen and take your advice, work with you and together we will succeed”. The morning after, lyrics of late Reggae maestro, Bob Marley’s song, “who the cap fits, let them wear it”, readily comes to mind. Atiku now has the PDP 2019 Presidential ticket, it is time to take up the challenge of bringing all stakeholders of the opposition party together for the final onslaught to wrest power from the ruling in APC in February of 2019.

The PDP`s convention and our democracy

It is no longer news that virtually all the political parties have chosen the candidates that will be flying their respective flags in the upcoming general elections of 2019; what is news is that the PDP`s Convention held between 6th and 7th instant stood out as the new bride of our democracy. Apart from the timing of the process which started behind schedule, this review would not have hesitated to call out to the best democracies in the world to prove that they could do it better. In fact, the late take off eventually proved to be another important and strategic factor to testing the patience, resilience, resoluteness and commitment of the participants and thereby becoming a plus to the whole process. There are no two ways about it; that exercise should be a thing of pride to all Nigerians and lovers of democracy. It has rekindled the hope of the electorates that we can always get things right if we are committed to doing so. Therefore, it will be absolutely in order to say a very BIG THANK YOU AND CONGRATULATIONS to the leadership of the party; members of the Convention Committees; the aspirants; the delegates; the security personnel; and every individual and group of persons that contributed to making that process a land mark event in the history of our democracy. It is also noteworthy to congratulate all other parties for the successful conduct of their respective conventions and processes adopted in selecting/electing their flag bearers. You have all done well. However, it is very important and necessary to mention that I picked on the PDP`s Convention amongst the lots because of its similarity to our usual process of voting in general elections. I am not a party-man but a patriotic and an unrepentant advocate of democracy and good governance. I once registered for a party some years back during this Fourth Republic because of my love for Buhari and some `other true progressives`; but, the burning and unflinching patriotic tendencies in me overwhelmed my decision

almost immediately and this resulted to its rescission and my opting to remain neutral for the best interest of our country and the citizenry. I want to be seen and known for always `saying it as it is; and as it ought to be` without fear, favour and biases. This is my little way of contributing my quota to the development of the polity. Thus, the aim of this review is without prejudice to a particular political party or parties, individual or group of persons; it is meant to celebrate, encourage and support good and desirable conducts while also admonishing bad and undesirable conducts in our democratic processes. Consequent upon the aforesaid, you will agree with me that good conducts are basic requirements for good governance and they beget enabling environments and developments; while bad conducts are requirements for bad governance and they beget chaotic environment and retrogression. For every right thinking persons, the former should be our priority. It is based on this premise that I am constrained to put sentiments aside `as usual` to commend the organizers and the partakers of that Convention for a job well done. Though, I was only privileged to be one of the millions of people that watched the live telecast; the lessons from the exercise were overwhelmingly conspicuous. At a point when the accreditation was taking much time, I became apprehensive and almost switched off the set but I had a change of heart and decided to continue watching and waiting to see `the magic` that would play out. Before, I knew it; it was noon of the following day. (I can say it without equivocation that, my toughest course at the university did not take such dedication and rapt attention from me). The process was carried out in a manner that can be compared to one of the best conventions in the world. We may not appreciate the gains of that exercise now; but very soon it would be a positive reference point to other democracies in Africa and the world. I am not surprised,

that up till this moment, leadership of other political parties have not come out openly to commend and congratulate the PDP for a job well done because of the perception that nothing good can come out from a rival party. That notwithstanding, I wish to advise the party to make arrangements for a repeat telecast preferably during the day time to give more people the opportunity to watch it and be guided on how to conduct ourselves as political parties, aspirants, electorates, security agents, independent observers and, umpires during elections. Clean and clear copies of the video could also be made and circulated across the country as part of the party`s contribution towards sustaining our democracy. This is something we should all come together to support and encourage. At this juncture, it is important to reiterate again that, this review is not meant to drum support for the party or any particular individual or group of persons in the forthcoming (2019) general elections but to draw the attention of the citizenry to the fact that `together, we can make democracy work in Nigeria`. Another solid lesson I want us to learn from this exercise is the beauty of encouraging people to give a shot to their political ambitions or desires. A lot of people had expected the large number of aspirants jostling for the presidential ticket will cause rancor at the end of the exercise; but, surprisingly, no single one of them has complained about the results (at least as at the time of writing) because the process was open, free, fair, transparent and credible. If subsequent elections in the country are conducted likewise, the Election Petition Tribaunals and other Courts will take a break from entertaining petitions and complaints of malpractices and other vices. This is the level at which our democracy ought to be operating by now. It is disheartening that allegations of incidents of ballot box snatching; compromised security; intimidation of members of rival parties and voters; vote

buying; biased conducts by electoral umpires and security personnel; alteration of results; and, destruction of sensitive materials and documents to mention but a few always trailed every elections conducted in the country. As I have posited elsewhere; it is a shame that after over 25 years we have not been able to replicate the June 12 legacy of the IBB`s administration. This, Convention would have done the magic if not for the fact that it was narrower than a general election. However, the decent and orderly conducts of the participants during and after the exercise was another milestone in our democratic process and I stand to be corrected. Unfortunately, I woke up this morning to read a trending news on social media of a `law maker` reminding Nigerians of a time when 9 was greater than 16 in the process of an impeachment and that we are back to that era because such will play out in the National Assembly again. The question is `are we supposed to be progressing or retrogressing? In as much as I cannot do anything to stop anybody or group of persons from satisfying their threats or carrying out the instructions of their leaders or political parties; I can only remind them that they should ensure that they do all things in accordance to the provisions of the law (the 1999 Constitution of the Federal Republic of Nigeria as amended) otherwise, it will be construed that the Constitution is no longer supreme and that Rule of Law is dead in our country. This will be an invitation to anarchy which could rubbish all the achievements of this administration since 2015. Therefore, I am using this medium to advice our leaders to ensure that our situation does not deteriorate to that level. We should have it at the back of our minds that whatever we do today will become history tomorrow. Let us do everything possible to be part of good history and legacies that will be bestowed to the coming generations. We must join hands together to make our democracy work.

Editorial Commentary 2019: Atiku vs. Buhari Times Guest Columnist Reuben Abati

There has been some clarity about Nigeria’s 2019 Presidential election, with the end of the October 7 deadline set by the Independent National Electoral Commission (INEC) for the conduct of party primaries at all levels. On Saturday, the ruling All Progressives Congress (APC) at its convention held in Abuja, ratified the choice of incumbent President Muhammadu Buhari as its flagbearer, with a curious vote tally of 14. 8 million. President Buhari and his supporters have continuously left no one in doubt that they intend to have a second shot at power and office. The number of party members across Nigeria who endorsed the Buhari candidacy has however raised eyebrows. 14. 8 million! In the 2015 elections, that was a little less than the same number of total votes that the incumbent got in a nationwide general vote. What is the actual number of persons on the party’s membership register – 15.6 million? Concerned observers have argued that this is an indication of the determination of the ruling party to rig the 2019 Presidential elections, in favour of a 75-year old candidate to whom they insist, there is no alternative. The No-Alternative talk is of course the height of sycophancy and the extent of its idiocy has now been exposed. Just as the APC held its convention over the weekend, other political parties participating in the 2019 general elections were also busy choosing their own candidates, and now we have on the field, the following Presidential candidates: Atiku Abubakar (People’s Democratic Party), Donald Duke (Social Democratic Party), Olusegun Mimiko (Zenith Labour Party), Omoyele Sowore (African Action Congress), Kingsley Moghalu (Young Progressives Party), Fela Durotoye (Alliance for New Nigeria), Tope Fasua (Abundance Nigeria Renewal Party), Eunice Atuejide (National Interest Party), Adesina Fagbenro-Byron (Kowa Party), Eniola Olajuni (Alliance for Democracy), Gbenga Olawepo-Hashim (Alliance for People’s Trust), Obadaiah Mailafia (African Democratic Congress), Alistair Soyode (Yes Electorates Solidarity), Hamza A-Mustapha (People’s Party of Nigeria), Chike Ukaegbu (Advanced Allied Party), Ahmed Buhari (Sustainable National Party), Usman Ibrahim Alhaji (National Rescue Movement), John Ogbor (All Progressives Grand Alliance), Yabagi Sani (Action Democratic Party), Moses Shipi (All Blending Party), Peter Nwangwu (We the People of Nigeria), Edozie Madu (Independent Democrats) and Obiageli Ezekwesili (Allied Congress Party of Nigeria). Twenty-six Presidential candidates so far, except any one has been overlooked in our list. What we know is that this is probably the most demographically diverse Presidential contest line-up in Nigerian history – an indication of the people’s determination to participate in the country’s political process at the highest level. From a 35-year old Ukaegbu to Buhari who is officially 75, the refrains in Nigeria’s emerging democratic process, deducible from the names of the political parties are “action”, “progressive”, “new”, “renewal”, “alliance”, “sustainable”, “rescue”, “people”, “democracy”, “democratic”, “blending”. This is in keeping with the mood of the opposition in the country. The people, as reflected in the political parties’ nomenclature, want a new Nigeria, change and progress. It is an obvious comment on the performance of the incumbent administration. On all counts, Atiku Abubakar stands a good chance. In Nigerian politics, the maxim that “the taste of the pudding is in the eating” also rings ever so true. But his golden moment lies ahead of him. Fears that his emergence as PDP Presidential candidate could cause friction within the PDP did not materialize. The other interested candidates not only embraced him, they promised to work with him to ensure the victory of the PDP in 2019. Atiku has the support of Nigeria’s leadership elite, including the extremely influential class of retired Generals. His boss, President Olusegun Obasanjo who once

wrote him off has not objected to his emergence. Obasanjo is an astute political pragmatist. He has not minced words in saying that Buhari does not deserve a second term. He clearly also understands that personal differences apart, an Atiku Presidency will in many ways, be an extension of the Obasanjo legacy. If there is any other political legacy that Atiku knows, it invariably hacks back to Obasanjo. Atiku came to limelight through the Shehu Yar’Adua political machinery: the People’s Front of Nigeria (PFN) which later became the People’s Democratic Movement (PDM). Yar’Adua who was murdered in prison, by the Abacha government, used that platform to build bridges across Nigeria. Obasanjo was Yar’Adua’s friend, they were both Abacha’s prisoners, and he would later prove his loyalty to the man who previously served him as Chief of Staff, by anointing his junior brother, Umaru Yar’Adua as Nigeria’s President in 2007. It was Atiku Abubakar not Umaru Yar’Adua who inherited the Shehu Yar’Adua political machinery. In fairness to Atiku, he has kept that machinery alive, oiling it, over the years, such that there is no part of Nigeria where you do not have a PFN-PDM cell. Atiku’s emergence has automatically re-activated those cells. In comparison, Buhari has no political machinery of his own other than his folk hero status among Northern youths. The educated ones among those Northern youths are now rebelling against him. There is a class of young Northern intellectuals, educated in some of the best universities around the world who have the capacity, I mean the intellectual heft, to assess every argument or proposition on its own merits. They have turned against Buhari. They resent the triumph of the stereotypical Northerner under his watch. They feel insulted. They are unimpressed by the small games that Nigerian politicians play. They, not even the Lagos-Ibadan press will be Buhari’s main undoing in the months ahead. I cannot confirm that they are over-awed by Atiku either. They will probably classify him as a better representative of the North. Atiku is cosmopolitan. He has since leaving office in 2007, opened himself up to ideas, and the modernist world. Significantly, he has not branded himself as a cattle-rearer. He has investments in education, agriculture, maritime and other sectors of the economy. There has been no complaint about his emergence as PDP Presidential candidate from Corporate Nigeria – that wing of Nigerian politics populated by deluded egoists who think money is everything- and that is understandable. Corporate Nigeria knows that its leaders can have a comfortable conversation with Atiku because he has a working and practical knowledge of how the Nigerian economy works. He once headed the country’s Economic Management Team and he superintended over Nigeria’s privatization process. Nobody will have to speak to him in Hausa language to explain the meaning of simple economic terms. Politically, even members of the ruling All Progressives Congress see Atiku Abubakar as one of their own. There is no major player in this country who has not had the opportunity of interacting with Atiku at one level or the other. To every other constituency, Atiku is saying that Nigeria must be restructured. He poses a real threat to President Buhari’s second term ambition. Senator Kwankwaso, now the main PDP politician in Kano State, will divide the votes in Kano in Atiku’s favour. The South East and the South South may not vote for Buhari. In the South West, Asiwaju Bola Tinubu, the Godfather of Lagos State politics, has every reason to give Buhari “an Ambode treatment.” The Atiku Challenge is real and bankable. The only option available to the incumbent is rigging! While nobody in the Buhari camp can afford the luxury of laughter, me, I just dey here dey laugh. I will tell the story in print and on television.

OUR POSITION Party primaries and need for internal democracy

T

he ‘war’ in the various political parties in Nigeria especially the two leading parties, the All Progressives Congress (APC) and the Peoples Democratic Party (PDP), in the recent past over who bears the party’s ticket in the 2019 elections may have come and gone, but the accompanying acrimony and ill feelings may take a long time before it can subside. The interest generated by party primary this time around may seem very unusual, as political party primaries in the past had been a very low key internal party affairs, decided mostly by godfathers or cabals, who actually control the outcome of state congresses where delegates gather to pick the supposed preferred candidates to stand elections. But the interest in the primaries of the various political parties this year may not be unconnected with the decision of the ruling APC to throw its doors open for each state to choose their mode of primary as enshrined in the party’s constitution. As a result, some states chose the direct primary option, similar to the option A4 option that was used in the June 12, 1993 election that was contested by the late Chief MKO Abiola of the Social Democratic Party (SDP) and Bashir Tofa of the National Republican Convention (NRC) that was later annulled by the then military President, Ibrahim Babangida, even when Abiola was believed to have won the election. Other states however chose the indirect primary option, where delegates gathered at a congress to pick their flag bearers. Though, leadership of the parties in each of the states had the prerogative to chose their preferred option, many members of the party in some states had a head on collision over the decision of the party to choose either of the option as some said they would prefer the other option. The confusion, infighting and crisis generated by this decision of the Adams Oshiomhole-led National Working Committee (NWC) of the APC is still lingering as many people lost their lives and others sustained various degrees of injuries as a result of clashes at the wards and local governments during the voting process. Also, hundreds of members of the party from some states, including Nasarawa, Kano and Niger states, stormed the APC national secretariat in Abuja on Monday, blocking the gate and holding the leadership and staff of the secretariat hostage while protesting the outcome of the primary in their various states, alleging that instead of primary, what was done in their states was imposition. Responding to the contentious issues, Oshiomhole inaugurated a five-man appeal committee to consider petitions arising from the party primaries conducted nationwide. The appeal committee which is headed by former governor of Edo State, Prof. Oserheimen Osunbor, also has Hon. Mike Ugwa (Secretary), Alhaji Musa Gwadabe, Bashorun Reuben Famuyibo and Alhaji Abdulrahman Adamu as members. Some other aggrieved members of the party, perhaps furious over the way and manner the primary was handled in their states, as some aspirants were even said not to be aware of venue of the primary, and angry that after being made to pay such exorbitant fee for the nomination forms and yet are treated that way, are said to have approached the courts seeking to nullify the primary. This development is not by any means limited to the APC, as other parties, even among the newly registered ones also had some very serious crisis following their primary, leading to factionalisation in some cases. Though the outcome of the primaries in many

states especially among the APC members have generated many clashes, even with some deaths, it is our belief that the decision of the party to allow each state the free hand to chose a mode of primary most suitable for it is a welcome development, because as they say, politics is local and there is no way the national leadership will know what is best for each of the states under its control. We are of the opinion that direct primary mode of picking party candidates in the country remain the best option for the country if Nigeria hopes to catch up with other politically advanced countries and develop along modern democratic practice. It is our hope and belief that other political parties in the country will borrow a leaf from the APC and have the boldness to hold direct primary in picking their candidates in subsequent elections. This position is not to say that we are not aware or that we are not concerned about the many undemocratic actions of the various stakeholders, as we can say for a fact that in some polling units where people queue to vote, party officials who do the counting awards scores in thousands even when everyone around to vote are in their hundreds, but we believe that it is a process that will improve with time. It is also our belief that those approaching the courts to seek redress should have a rethink, as party primary is purely an internal affairs of the party and as the Supreme Court had held in its decision that the party has a right to run its internal affairs in manners it deem fit. We will therefore appeal to such aggrieved persons to approach the appeal panel of the party to express their grievance and it is hoped that with the calibre of persons on the panel, justice will be served and if that happens, it will be a pointer that such exercise will be better done in the future.

Tony Elumelu Foundation, GIZ partner to empower young entrepreneurs across East, West Africa Motolani Oseni, Lagos The Tony Elumelu Foundation (TEF), Africa’s leading entrepreneurship philanthropy, is partnering with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the German Government’s Agency for International Cooperation. GIZ will support the Tony Elumelu Foundation Entrepreneurship Programme to empower 210 young African entrepreneurs, focusing specifically on female entrepreneurs and tech-enabled businesses. The Entrepreneurship Programme of TEF was launched in 2015, having supported more than 4,000 entrepreneurs with seed capital panAfrican wide. The announcement is coming ahead of the largest gathering of African entrepreneurs – The Tony Elumelu Foundation Entrepreneurship Forum – which will hold on October 25, 2018 in Lagos, Nigeria. The Forum will celebrate the 2018 cohort of the Foundation’s beneficiaries.

The joint partnership will equip more African entrepreneurs with the skills needed to build strong and sustainable businesses, while providing them with access to seed funding. The partnership will be implemented by Make-IT in Africa, a programme GIZ is implementing on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). Make-IT already works in close collaboration with more than 20 corporate and financing partners, social enterprises, hubs, and networks to support an enabling environment for young entrepreneurs, to enable better access to finance, markets, and skills. By signing a Memorandum of Understanding (MoU) on 8th August 2018, GIZ and TEF strengthened the entrepreneurial ecosystem to support African entrepreneurs. GIZ and TEF share the common understanding that young companies, especially from the technology sector, have the potential to radically transform the business landscape in Africa and are key drivers of sustainable development. Short News 65-year-old lecturer burnt to death in Ondo Adewale Momoh, Akure A senior lecturer at the Ondo State University of Science and Technology (OSUSTECH), Okitipupa local government area of Ondo State, Prof. Adegboyega Obadofin has been reportedly burnt to death. The remains of the 65 years old Professor was found on Tuesday morning by his neighbours, at his Ayeka residence in Okitipupa area of the state. A source which spoke in anonymity said no one could ascertain the real cause of the fire disaster. “This is mysterious because there was no power supply to the house or his power generating set on when the incident occurred. “So, no one could state the cause of the fire incident and we at the other side of the neighbourhood cannot state the cause. “We have informed his family who are in Lagos about the incident and I heard the school management has visited the house of the deceased”. The Vice-Chancellor, Prof. Sunday Oginduyile, of the institution also confirmed the incident. Prof. Oginduyile said the University community was currently mourning the shocking death of the deceased. “The incident happened in the mid - night of yesterday and the residents in the community also confirmed that he (Obadofin) was burnt into ashes.

He said that the EFCC action not only breached his constitutional immunity, it also exposed him to public opium and ridicule, adding that directing that he should be arrested was anathema to the laws of the land. This expansion phase, according to the Governor is targeted at increasing the reach and scope of the project by setting up more coding centres across the State. Announcing the commencement of the new session of CodeLagos in Primary and Secondary schools, Special Adviser to the Governor on Education, Mr. Obafela BankOlemoh in a statement on Tuesday confirmed

that the CodeLagos in-School programme for the new session has started in 648 schools across the 6 Educational Districts in the State. “So far, over 60,000 Lagos residents from different parts of the State have been trained through the In-school and Out-of School pathways of CodeLagos. For this new academic term, we have increased our In-School centres from 337 to 648, and 226 of these schools are Government schools. “In a bid to expand the programme, we have also reached out to NGOs and religious organizations to partner with the State Government to establish Coding centres by opening their facilities for the coding classes. We have received good feedback from many organizations and we will commence training in these centres soon,” he said. Emphasizing that CodeLagos classes

are totally free, Bank-Olemoh said that the programme will continue to train students in Scratch, Python, Mobile App development, Oracle’s Alice and Greenfoot, as well as Blockchain Technology, depending on their level. “One of the key success factors of this program is the robust training and incentivization for ICT teachers in participating schools, who are trained to deliver coding lessons to their students.” “Recently, 563 new CodeLagos facilitators were trained in preparation for this new term and have been deployed to deliver coding classes to students. A total of 1,005 CodeLagos facilitators have been trained and deployed to centres since the inception of the programme in 2017,” he said.

APC to Fayose: We can’t accept you Gbenga Sodeinde, Ado Ekiti Chairman of the All Progressives Congress (APC) in Ekiti State, Paul Omotoso, and chairmen of all wards in Irepodun/Ifelodun Local Government in the State and those in 13 wards of Ado-Ekiti where Governor Ayo Fayose lives and runs his business have told the governor to forget plans to dump the PDP for the APC until he clears himself of several criminal cases hanging on his neck. The warning came on the heels of reports that Fayose had allegedly concluded plans to dump PDP for APC. Fayose gave the hint of his plans few days ago when he expressed displeasure at the just-concluded governorship primaries of PDP, threatening to dump the party for another party. But the Publicity Secretary of the APC in the state, Comrade Ade Ajayi, has advised the outgoing governor to conclude his court cases bordering on sundry alleged crimes before contemplating to join APC. He said: “We want to prove to the world that APC will not provide sanctuary for criminal suspects, political prostitutes and lepers. We will never admit such character to

this party and we advise Fayose to play his politics of destruction somewhere else. “Fayose’s criminal prosecution on 2005 poultry project fraud resumes on November 4, 2018. Fayose cannot turn Ekiti APC to a haven and sanctuary for criminal suspects and we advise him to forget any plan to smear Ekiti APC with criminal records.” In a statement, Omotoso told Fayose that APC “is a political party bounded by common ideals of integrity, openness, discipline and commitment to common goal of progressive governance, which Fayose does not possess or believe as can be seen from his style of politics and governance”. He added: “Fayose over the years abused, disrespected and openly denigrated President Muhammadu Buhari, the leader of our party who is also the President and Commander-in-Chief of the Nigerian Armed Forces. “Fayose is coming to destroy our party and ensure President Buhari does not get a second term in 2019 and we won’t allow Fayose’s evil plan to materialise”. Omotoso vowed that on no account would Fayose be admitted into the APC. He advised Fayose to look elsewhere for a political party that he will destroy after destroying

three national political parties when he found it difficult to control the parties. “Fayose said many times that he would destroy APC. He destroyed Labour Party (LP), All Nigeria People’s Party (ANPP) People’s Progressive Alliance (PPA) and at a time he also destroyed PDP before his current activities that led to the present sorry state of PDP in Ekiti State. “APC is looking for builders and not destroyers in its fold. We will not accept this destroyer in our great party APC and we advise Fayose to look elsewhere towards his promoters outside the state so that he can destroy the cohesion of the party in the backyards of those promoters,” Omotoso said. He warned all ward chairmen where Fayose lives and runs his businesses against accepting him to the party. He added: “Our party is not a sanctuary for criminal suspects, political lepers and serial destroyers of the parties they once belonged. “We hereby warn ward chairmen where Fayose lives or runs his business against admitting him to our great party. “We hereby state clearly that no ward chairman must open talks with Fayose until such ward chairman clears with the party leadership at the state level.”

N3.5bn fraud: Court grants N250m bail to Saraki’s aide, others Peter Fowoyo, Lagos Respite came Tuesday, the way of Gbenga Makanjuola, an aide to Senate President, Bukola Saraki, and others as the Federal High Court, Ikoyi, Lagos granted him bail in the sum of N250 million. Makanjuola and others are standing trial over N3.5 billion fraud. The Economic and Financial Crimes Commission (EFCC) had preferred an 11-count fraud charge against Makanjuola, a Deputy Chief of Staff to Saraki, Melrose General Services Ltd., and Obiorah Amobi. Also charged is one Robert Chidozie who is said to be “at large”. They had each pleaded not guilty to the charges. Defence counsel, Mr Paul Erekoro (SAN), had argued the bail application on behalf of the accused. He had urged the court to admit the accused to bail on liberal terms, adding that he will be available to stand trial.

Other defence counsel also aligned themselves with the application for bail. Justice Babs Kuewumi held that as a matter of law, the court possessed discretion in granting bail, which must be exercised judicially and judiciously. Reading out the10 factors militating against granting of bail, the court held that the ability of the accused to stand trial is paramount, adding that an accused is presumed innocent until proven guilty. The court held that bail is not meant to serve as a punishment but to enable the accused appear and stand trial. He said:”On the whole, I have not been shown any proof that the accused will not stand trial to warrant refusing bail. “The accused are hereby granted bail in the sum of N250 million each, with two sureties each in like sum.” The court held that the sureties must be owners of landed properties within the Lagos Metropolis. In addition, the court held that

the sureties must deposit four recent passport photographs with the Court’s Registrar, and also submit a letter of Identification. The court consequently, adjourned the case until Dec. 4 for trial. In the charge, the accused were alleged to have committed the offence in December 2016. They were said to have conspired to disguise the unlawful origin of the sum of N3.5 billion paid into the account of Melrose General Services Ltd. According to the prosecution, the accused took control of the sum which was transferred from the Nigeria’s Governors Forum’s account, operated by Melrose. The prosecution said that the accused ought to have known that the sum represented proceeds of unlawful activities. The offences contravenes the provisions of sections 15, 15 (2), 15(3), 18, and 18 (a) of the Money Laundering Prohibition Amendment Act 2011.

Short News TCN, EU, others to boost power supply in Daura LG with 330KVA transformer The EU and French Development Bank have committed to procure a 330KVA transformer to improve power supply to Daura LGA and surrounding communities in Katsina, the Transmission Company of Nigeria (TCN) has said. An official of the company, Mr Wale Adeyemi made this known on Tuesday during an inspection of the project site, saying the 110KVA transformer in the area would be upgraded to ensure regular and stable power supply. According to him, the project to be financed by the Federal Government, EU, French Development Bank, and other donor agencies, when completed would also boost the socioeconomic lives of the people of the area. “We will ensure timely completion and quality execution of the project in accordance with the laid down terms and conditions,’’ Adeyemi said. He said that the upgrade would cover Katsina-Daura-Giwa-to Tsamiyar Kara in Kano State, adding “we would soon deploy men and materials for the job to kick start without delay.’’ Alhaji Abba Mato, the Daura Council Chairman, described the project as highly commendable and appreciative. He said that the decision of both Federal Government and donor agencies to improve electricity in Daura was desirous and timely, adding, “this clear manifestation of the dividend of democracy for our communities.’’

2019: APC may lose Niger, Edo - Aspirants warn Tom Okpe, Abuja Aspirants from Niger and Edo States have warned the All Progressives Congress (APC) that if rightful measures are not taken urgently, the party might fail woefully in the 2019 general elections. Aspirants from the states have continued to protest the irregular conduct of the legislative primaries by the party saying some power brokers in the party were bent on frustrating the re-election of President Muhammadu Buhari by their non adherence to party guidelines during the primaries. Again, NASS legislative aides protest non-payment of salaries, allowances Tunde Opalana with agency report Legislative aides at the National Assembly on Tuesday welcomed lawmakers back from their annual recess with a protest over alleged non-payment of salaries, Duty Tour Allowances (DTA) and other entitlements totalling N5.8 billion. The protesters, numbering about 50, besieged the lobby adjoining two chambers, bearing placards with different inscriptions amid solidarity songs. Leader of the workers, Mr Nyakmo Etuk, alleged that they were being owed two-month salary arrears, and DTA since the beginning of the Eight Assembly in 2015. “We have been here for the past three

years getting to four years, and have been witnessing issues of delay in payment of salaries. “Sometimes, it will linger for months. As I talk to you now the last time we received was on Aug. 15, which is very pathetic because that was the eve of the last Sallah celebrations. “Since then we have not received any salary from August to September, today is Oct. 9, almost to the middle of the month. “We have children, we have mothers, and we have bills to pay, yet we are working here without salaries,” he said. Etuk said that besides salary, every legislative aide was entitled to DTA, which he alleged had not been paid in the last three and half years. Every time the workers complain, according to him, the management would tell them they were working on it. “We have waited, we have calculated this DTA across board, and some on us

are being owed up to N1.8 billion. “It is from the DTA we go on errand and do some other miscellaneous things. “I don’t know what we have done wrong, because the last National Assembly leadership paid us up to date. “We are not talking about training, lack of which is also an issue here. You can’t expect efficient service from people you have not trained. “We are supposed to be undergoing four trainings in a year, and ever since we started, we have not had even one,” he added. The News Agency of Nigeria (NAN) reports as the protesting was going on, Speaker of the House of Representatives, Mr Yakubu Dogara, arrived at the complex at 11:09 a.m. Dogara walked past the protesters, who had gathered around the back entrance through which he entered the lobby, and headed to the chambers waving at them without a word.

The Enugu state Police Command said there was no disappearance of N3.6 million stolen Bank money in Enugu police command as reported in one of the national newspapers. In a statement signed by the command’s image maker, ASP Ebere Amaraizu stated that the Command actually investigated a case of conspiracy, office breaking and stealing which was reported through a distress call received on June 30, at Nsukka. According to Amaraizu, about 0400hrs, the operatives of the command received a distress call from the manager of a new generation bank located at University Road Nsukka, Enugu stating that hoodlums are operating in their bank and have damaged their Automated Teller Machine (ATM) and have stolen some money. “Through the quick intervention of the operatives of the command, one of the suspects identified as one peter Nkem Alumona was promptly arrested and the sum of Three million, Six Hundred and Fifty six thousand Naira was recovered from him alongside other items which includes a wooden ladder, one long Rope and a purse that contained two ATM Cards.

Chukwuemeke Iwelunmo Domestic airlines in Nigeria hardly operate up to 10 years before going under as a result of poor regulation by the Nigerian Civil Aviation Authority NCAA, the Managing Director of the Asset Management Corporation of Nigeria (AMCON) Mr. Ahmed Lawan Kuru has disclosed. The AMCON boss revealed this in Lagos on Tuesday at the 3rd Nigerian Travels Mart, Colloquium 2018, where he said that there were more than 160 failed airlines in the country. He pointed out that the only time airlines were viable in the country was at their point of taking off as a result of the availability of initial funding.

Kuru identified so many reasons for the failure of airlines which include macroeconomic factors, poor capital size, and structure, poor reserves to replace significant aircraft parts, limited access to leasing opportunities among others. According to him, while airline operators blamed the government for lack of support as a result of the burden of taxation, poor infrastructure, the airlines he said, were established airlines without deep-rooted corporate governance principles that can make the companies last and prosper. “The aviation industry needed more regulation than the banking sector stressing that airlines in the country lacked structural base without adequate regulation from the

regulatory agency.” He added that lack of active board of directors which has affected the internal policies and discipline, and that of regulations. “On the other hand, regulations are either weak and lack the courage to enforce compliance based on current standards or need more fine-tuning to ensure the effectiveness of the airline. The Aviation industry is as important as the Health Industry because it deals with the lives of travelers” He decried the bad attitude of airlines abandoning passengers at airports for more than five hours without reasons and apology saying, it only happens in Nigeria. “It is only in Nigeria that an Airline can abandon you at the airport for more

than five hours without any recourse. Indeed, there are consequences for frequent cancellations, however, I cannot recall any airline punished in the recent past”, he lamented. Kuru while lamenting the state of infrastructure at the airports in the country called for a transparent concession of all airports in the country for a better performance. “Equally disturbing is the state of the Aviation infrastructure. For regular travelers, I am sure they are aware of the state of the airports, from the toilets to the jet bridge – it is rather pathetic! This is why some of us cannot understand why we have issues with concessioning our airports. We have proven that we cannot manage even our toilets.”

Payment service banks must have minimum N5bn capital requirement - CBN Motolani Oseni The Central Bank of Nigeria (CBN) has proposed a minimum capital requirement of N5 billion for banking agents, Mobile Money Operators (MMOs), Retail chains (Supermarkets), Telecommunications companies (Telcos), which through their subsidiaries, desire to convert to Payment Service Banks (PSBs). The apex bank is also proposing that entities applying for a PSB license should pay a non-refundable application fee of N500,000 as well as a non-refundable licensing fee of N2 million. These proposals are contained in the

exposure draft on the guidelines for licensing and regulation of PSBs unveiled by the CBN at the weekend. In a circular to banks, telecommunication companies, MMOs, banking agents and the Nigerian Communications Commission (NCC) posted on its website, the CBN stated that the PSB initiative was part of its efforts to: “promote financial inclusion and enhance access to financial services for low-income earners and unbanked segments of the society through leveraging on technology.” It noted that six years after the launch of the National Financial Inclusion Strategy (NFIS), which seeks to ensure that over 80 per cent of the bankable adults in Nigeria have access to financial services by 2020, the country’s inclusion rate continues to remain

“below expectation” despite the introduction of several initiatives. According to the CBN, the decision to license PSBs followed several study tours of other jurisdictions that have made significant progress in driving financial inclusion that it conducted in collaboration with the NCC, banks, MMOs, and telcos. It stated: “PSBs are expected to leverage on mobile and digital services to enhance financial inclusion and stimulate economic activities at the grassroots through the provision of financial services. PSBs will also enable high-volume low-value transactions in remittance services, microsavings, and withdrawal services in a secured technologydriven environment. Accordingly, PSBs are envisioned to facilitate high-volume low-

value transactions in remittance services, micro-savings, and withdrawal services in a secured technology-driven environment to further deepen financial inclusion and help in attaining the policy of 20 per cent exclusion rate by 2020.” Correctly, in the draft guidelines, the PSBs will operate: “mostly in the rural centres and unbanked locations, with not less than 503 physical access points in ‘rural areas’ as defined by the CBN from time to time; establish ATMs in some of these areas; be at liberty to operate through banking agents; use other channels including electronic platforms to reach out to its customers and set up consumer help desks at its principal office and coordinating centres to attend to consumer-related issues.”

Honeywell Group Vs. The statement reads; “Ecobank’s attention has been drawn to several media reports stating that the Honeywell Group has filed a suit claiming damages against Ecobank in the sum of N72billion. “We wish to state that Ecobank is unhindered by the continued attempts to coerce the public into believing that the Honeywell Group has fully paid its overdue indebtedness. “It is noteworthy that Honeywell’s recent claim for damages was published and serialised in the news media even before the bank was served with the court papers, which elicits the ‘motive’ of a party owing vast sums of money. Indeed the purport of the matter is most curious especially as there are other pending matters in court which remain undecided.” “Ecobank is the Pan African bank with representation across 36 countries. The Ecobank Group supports various businesses in all the countries in which it operates while holding customer deposits in safe trust. In the same vein, Ecobank is resolute that the businesses it supports should also honour their obligations when due. This is the crux of the demand on the Honeywell Group to pay their debts in full. While the matters are in court, being a responsible corporate citizen, the bank reiterated its commitment in allowing due process to prevail in court rather than use the news media. “Our resolve is to fight to ensure that debtors fully honour their obligations after benefiting from credit facilities which helped to grow their businesses.’ The bank stated.

FG to supports ECOWAS labour programmes, as Buhari becomes chairman Idu Jude, Abuja The Federal Government has pledged to support the Economic Community of West African States (ECOWAS) commission in the implementation of its labour and employment programmes and policies, even as President Muhammadu Buhari becomes the Chairman of the Heads of State and Government of the Region. The Minister of Labour and Employment, Senator Chris Ngige, stated this Tuesday in Abuja while playing host to ECOWAS Commissioner for Social Affairs and Gender Matters, Dr. Siga Fatima Jagni, on a courtesy visit to the Ministry. According to him, “The government and people of Nigeria are an integral part of the ECOWAS, and we will not shirk our responsibilities in that direction.” Senator Ngige appreciated the efforts of the Commission in forging unity in the Region and pledged Nigeria’s continued support to the Commission in realizing its mandate “Nigeria would support and adhere to all ECOWAS Labour Migration and Employment policies, and called for the proper legalization of such policies so that people would not be “short-changed and unduly harassed when they export their skills in the region”, he assured. On the election of President Muhammadu Buhari as the Chairman of the Heads of State and Government of ECOWAS, the minister noted that the region stood to gain immeasurably, stressing, “We have a President who has zero tolerance for corruption, with a lot of credibilities. TEF, GIZ partner to empower Young Entrepreneurs in Africa The Tony Elumelu Foundation (TEF) is partnering with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the German Government’s Agency for International Cooperation. GIZ will support the Tony Elumelu Foundation Entrepreneurship Programme to empower 210 young African entrepreneurs, focusing specifically on female entrepreneurs and tech-enabled businesses. The Entrepreneurship Programme of TEF was launched in 2015, having supported more than 4,000 entrepreneurs with seed capital panAfrican wide. The announcement is coming ahead of the largest gathering of African entrepreneurs – The Tony Elumelu Foundation Entrepreneurship Forum – which will hold on October 25, 2018 in Lagos, Nigeria. The Forum will celebrate the 2018 cohort of the Foundation’s beneficiaries. The joint partnership will equip more African entrepreneurs with the skills needed to build healthy

NDIC takes over Microfinance bank as CBN revokes operating licence Samuel Luka, Bauchi The Nigeria Deposit Insurance Corporation (NDIC) has taken over a Microfinance Bank in Bauchi state,‎ followed the revocation of it operating license by the Central Bank of Nigeria (CBN). Senior officer with the NDIC said that the closure of the Bank, Garu Micro Finance Bank (GMFB) Bauchi state, after the apex bank’s approval of the liquidation of licence the bank. ”The Central Bank of Nigeria, CBN, approved the liquidation license of Garu microfinance bank Bauchi”, he said. The official who did not his name said the decision of the Apex Bank to revoke the licence of Garu Micro Finance Bank Bauchi was due to its inability to meet up with the financial obligations guiding operations of microfinance banks in the country. According to him, ”as soon as possible after the NDIC officially deems that a bank has failed and is unable to meet its credit obligations, it notifies customers and the public that it has assumed the responsibilities of receiver. “It closes the doors to the public and

immediately starts working with the bank’s staff to bring the books of the account up to date and ultimately to post all relevant entries to the bank’s general ledger”. The Official added, “when an insured bank fails, the NDIC becomes the receiver, the entity appointed to protect the bank’s accounts and other property while it manages the orderly liquidation of the failed bank. “This liquidation process entails more than converting assets to cash. It also involves finding new ownership for the failed bank”. He, however, gave the assurance that the NDIC would work to determine the number of depositors, their deposits and modalities for paying them. When contacted, the Manager Garu Micro Finance Bank Bauchi, Mallam Ibrahim Abubakar confirmed that the Bank was closed by NDIC yesterday Monday due liquidation problem. Abubakar said “the bank was closed because the shareholders of the bank have been unable to recapitalise it. Our concerned is that this development came at a wrong time when we are paying pensioners and September salaries, which will affect the depositors.”

Taraba APC members decry guber candidate’s romance with Saraki Members of the All Progressives Congress (APC) in Taraba State are expressing concern over the relationship between its governorship candidate, Alhaji Sani Abubakar Dalandi and Senate President Bukola Saraki. Members of the party in the state who allege that there was a meeting between Saraki, a then Peoples Democratic Party (PDP) presidential aspirant with Dalandi in Jalingo, described such as disturbing and a threat to the party’s victory at the general election. Speaking during a protest against the just concluded governorship primary election in the state, Banire Abdullahi accused Dalandi of working for the PDP in the state. The protesters with various placards accused Dalandi of working against the victory of the party at the general election. Lagos APC senatorial primaries: Ashafa is being economical with truth, says Osinowo The All Progressives Congress (APC) candidate for the Lagos East Senatorial District, Hon Sikiru Adebayo Osinowo has described Senator Gbenga Ashafa’s rejection of the result of the senatorial primary in the district as being economical with the truth. Hon Osinowo who spoke with journalists in Lagos stated that Senator Ashafa was aware that a primary election took place in the district because he participated fully in the exercise. According to him, Ashafa not only participated in the primary on the first day, he also participated fully when a rerun was ordered by the electoral panel. “He was not only aware of the primary he also participated fully in the exercise. He participated on the first day and was fully on ground the following day when a rerun was ordered. “It’s rather unfortunate that a senator will go such way because he lost an election. “He said I did not scale through the screening process. He should provide evidence of my disqualification. I

process laid down by the party. Party members voted overwhelmingly for me. The process was supervised by an electoral body sent by the national leadership of the party to Lagos. This panel is headed by an eminent personality in the person of former Deputy Governor of Edo State, His Excellency Lucky Imasuen. It was the panel led by Imasuen that announced the result. For Ashafa to reject the result announced by a legitimate panel set up by the party is tantamount to being economical with the truth,” he said. Hon Osinowo stated that there was nothing conflicting in the result. “It’s a straightforward matter. There was a contest between two major contestants and the winner was duly announced by the body legitimately charged with the duty of organising and supervising the contest. Don’t forget that the panel chairman described the exercise as peaceful and successful,” he said. He urged his supporters and party members in general to remain calm as he remains the flagbearer for Lagos East Senatorial District on the platform of the APC.

Education, best contraceptive for fertility reduction, says Don Stories: Esther Taiwo A Professor at the Department of Sociology, College of Business and Social Sciences, Covenant University owned by Living Failth Church in Otta, Ogun State, Prof. Patrick Edewor, has said that high fertility is associated with poverty hence, the reason African countries remain poorest in the world. Prof. Edewor said this while delivering the 16th inaugural lecture of the University titled ‘Be Fruitful, Multiply and Replenish the Earth: The Mitivation, the Costs and the Gains’ at the University chapel in Otta, recently. According to him, the poorest countries in the world have the highest fertility levels and within countries, the poorest individuals also have the highest fertility because of the consideration of children as wealth. “This condition perpetuates poverty. As long as

Africans perceive large families as advantageous or as long as children are perceived as economic assets that contribute to household economy or who serve as a means of old-age security support, high fertility will persist”, he said. Edewor said the keys to fertility reduction are poverty reduction and more importantly, mass education especially for the girl child. “Education is the best contraceptive. It will raise the age at marriage for the female and change the life styles and world view of men and women. It will also raise the cost of rearing children through wide spread schooling which will reduce their labour value”, he said. He argued that education will cause couples to become knowledgeable about family planning techniques, enhance women’s status and create a more egalitarian relationship among couples that will foster inter-spousal communication regarding family size

and family planning. “Education will also alter traditional high fertility norms. Educated men and women are less likely to depend on children as a means of old-age support. They are also less likely to have son preference that could lead to high fertility. In addition their children are more likely to survive hence, they do not need to have many children as insurance against infant and child mortality”, he said. The inaugural lecturer thus submitted that the solution to the problem of high fertility and rapid population growth in Nigeria and Africa is more investment in education. “A vigorous pursuit of education, especially for the girl child and particularly in the northern geopolitical zones of Nigeria coupled with social and economic development is the way to go if we are to reduce fertility and stem the rate of population growth”, he said.

Youth Olympics: Somomon Dalung charges Team Nigeria athletes to be drug free

The Youth and Sports Minister, Barrister Solomon Dalung, has charged Team Nigeria taking part in the III Youth Olympic Games in Buenos Aires to compete clean and fair as the games opened at the weekend. Dalung gave the charge in Argentina while addressing the young athletes. “I charge you to be worthy ambassadors of our great country Nigeria both on the field of play and outside the sporting arena. “You should desist from acts that can dent the image of our great country. As you all know, the menace of drugs is threatening sports globally and has led to embarrassing situations as well as sanctions of athletes of great

sporting nations. “Therefore, I urge you to keep the integrity of our nation intact by competing clean and fair in this Youth Olympic Games.” Dalung also thanked the Federal government for making funds available to the ministry for preparation and participation at the games “Let me assure you that His Excellency President Muhammadu Buhari is fully committed to our successful participation in the 3rd Youth Olympic Games by ensuring that adequate funds were provided for this games without delay. ‘I want to use this opportunity to congratulate all these worthy athletes for their qualification for

the games.” On the occasion, the Permanent Secretary of the Ministry Mr Olusade Adesola welcomed the athletes to Buenos Aires while acknowledging the long distance to the games. “We are here to encourage you to do your best and win medals for our country. You are all here by merit and not by selection. “You’re within the age limit and the best we have therefore we expect the best from you,” Adesola said.
