Aremu alleged that MTN did not just disallow unionism but also pay below national minimum wage and constantly sack their workers without benefit. He noted that the picketing would last for three days pending when the Labour leaders will decide the next line of action if the company did not yield. He urged the Ministry of Labour to ensure that all private establishments e s p e c i a l l y telecommunication
companies adhere to the Labour laws for the benefit of Nigerian workers. The organised labour in Akwa Ibom state also picketed the MTN office in Uyo; led by the state’s chairman, Etim Ukpong who said that the company’s labour policies were against civilised labour practices. Meanwhile, MTN in the reaction described the picketing and destruction of their properties as a sad development, noting that the safety of their employees is of utmost priority. In a statement signed on Monday by the Corporate Relations Executive, Tobechukwu Okigbo, MTN said all workers have rights that
should be protected. The telecoms firm added that it will continue to champion the rights of their workers whether they are part of a union or not. The statement reads in part, “As always our primary concern is the safety and well-being of our employees, some of whom were attacked by supposed NLC operatives and have sustained injuries. “We do not prevent our employees from associating amongst themselves as they deem fit and owe our employees the obligation to ensure they are not compelled to join associations. “MTN supports the freedom of association as enshrined in the Nigerian Constitution.”

Gbenga Sodeinde, Ado Ekiti Show of rivalry between supporters of All Progressives Congress (APC) and Peoples Democratic Party (PDP), on Monday, ended in a clash that brought to an abrupt end of the stakeholders’ meeting convened by the Inspector General of Police, Mr. Ibrahim Idris and the National Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmoud Yakubu The parley tagged: ‘Ekiti Stakeholders Meeting’, was attended by candidates of the 35 political parties in the race. Idris and Yakubu addressed the house after which representative of the PDP, Honourable Samuel Omotoso, a serving lawmaker, raised observations that the candidate of the APC and ex-Governor of the state, Dr. Kayode Fayemi, had allegedly been bragging that he would be declared whether he loses the election or not. Omotoso also raised observations about how he and his family were allegedly shot by security agents during APC rally in his community at Oloje town in Oye Local Government Area of the state, querying why some security agencies have been exhibiting partisanship in the countdown to the election. When Omotoso started mentioning Fayemi’s name consistently, the APC members became uncomfortable and they raised their voices to shout him down.
In spite of this, the lawmaker refused to stop and he continued until he raised all the PDP’s objections against alleged misconducts of the security personnel. It was after Omotoso rounded off his speech that the PDP burst into a loud noise, chanting ‘Eleka Ibo’, meaning: ‘Eleka for Votes’ for more than 10 minutes and the atmosphere of the Eagle Hall along Ikere road, Ado Ekiti, where the event was held, became charged and uncontrollable. Eleka is the political acronym of the PDP candidate, Prof. Olubunmi Olusola, who is the Deputy Governor of the state. Spirited efforts made by the INEC chief, Inspector General of Police and the Chairman Council of Traditional Rulers, Oba Oluwole Ademolaju, didn’t placate the rampaging party members. It was at this time that dignitaries at the event started leaving the hall and the parley came to an abrupt end without the interactive session, where stakeholders were to ask questions and authorities concerned give relevant answers. Earlier, the IGP said a total of 4, 390 combined forces of soldiers and other paramilitary will be deployed to complement the 30,000 policemen that have been drafted to Ekiti to monitor the election. Idris added that a Deputy Inspector General of Police, an Assistant Inspector General of Police and five Commissioners of Police will be in-charge to give directive and ensure that
the election is conducted under conducive atmosphere. The police boss warned political leaders and their supporters to refrain from arming thugs, saying whoever arrested will be prosecuted in line with the rule of law and laws guiding the conduct of elections. “We want all party supporters to refrain from all acts that can precipitate violence at the polling booths such as canvassing for votes, wearing of party insignias, dissuading voters from voting for candidates of their choices, loitering and blaring of siren on the day of election. “We will also not tolerate ignoring of restriction of movement orders by the police. Don’t see election as a matter of life and death. “Let me state that police will not hesitate to deal with anybody no matter how highly placed found flouting electoral laws. “Let me call for the collaboration and support of the entire sister agencies and the INEC officials. Police officers have been warned to be of good conduct during and after the election. “If you notice any misconduct on the part of any police, do not hesitate to report to the senior officers on the ground or contact me directly”, Idris added. 2019: PDP, r-APC, 37 others team up to oust Buhari Form CUPP to field consensus candidate against President
Tunde Opalana, Abuja The Peoples Democratic Party (PDP) and 38 other political parties, on Monday in Abuja, signed a Memorandum of Understanding to form a Coalition of United Political Parties (CUPP) with the sole agenda of ousting President Muhammadu Buhari and the ruling All Progressives Congress (APC). and rescue Nigeria through the ballots in 2019.
The historic configuration of political alliances saw the 39 parties agreeing to field a consensus presidential candidate against President Muhammadu Buhari and the All Progressives Congress (APC) in the February 2019 presidential election. Reading the memorandum, Chief Tom Ikimi said the memorandum set out conditions and terms of agreement establishing working agreements among the parties
that have agreed to work together towards the emergence of a joint presidential candidate in 2019. He said there will be a working agreement to zone all political offices into the six geopolitical zones among the coalition partners. Speaking at the event organised by the Liyel Imoke committee, the National Chairman of the PDP, Prince Uche Secondus, likened the coalition to the amalgamation of the Northern and Southern protectorates in 1914
EFCC to mark African Anti-Corruption Day with road walk Andrew Orolua, Abuja Foremost anti-corruption agency in Nigeria, the Economic and Financial Crimes Commission, EFCC, has finalised plans to commemorate the 2018 African Anti- Corruption Day on Wednesday (tomorrow) with a road walk. Speaking on the importance of the event, the acting Chairman of the EFCC, Mr. Ibrahim Magu, disclosed that the ‘walk’, which will involve cross section of stakeholders drawn from the Civil Society Organisations, Non-Governmental Organisations, Developmental partners, government agencies and trade union groups
among others, will hold from 7am in Abuja and major cities where the agency’s offices are located. A statement by Head, Media & Publicity, Wilson Uwujaren said that other cities are Lagos, Port Harcourt, Ibadan, Kaduna, Kano, Gombe, Maiduguri, Enugu, Benin and Uyo. The agency further stated that the objective of the ‘walk’ is to sensitize the youths on the dangers of corruption and their roles in the fight against the malaise. Union Convention on Preventing and Combating Corruption on 11 July, 2003 in Maputo, Mozambique. Oshiomhole and Kalu reiterated the need for Fayemi to return to the Government House in view of his landmark achievements in Ekiti between 2010 and 2014 when he was the governor of the state. While Oshiomhole led the team to canvass votes among the labour leaders, led by the former Chairman of the Nigerian Labour Congress (NLC), Ekiti chapter, Comrade Ayodeji Aluko, Kalu led the delegation that met with members of Ohaneze Ndigbo at a separate meeting. Present at the parley with Ndigbo were Governors Ibikunle Amosun, Rotimi Akeredolu and Atiku Bagudu of Ogun,
Ondo and Kebbi states respectively. Oshiomhole, former National President of the NLC, said the APC will win the election not by intimidation but based on past records of Fayemi’s government in the state. The former Edo State governor added that he has been told how PDP had been intimidating the people over the election, saying he has come to give assurances to workers that Fayemi won’t sack them. “Our task as labour leaders is not to agonise but to have the will to fight. I have not come to lament that Fayose has not paid workers, I have come to give guarantee to the workers of Ekiti that their welfare will be priority to us. “Fayemi knows that if he doesn’t perform especially for workers, I will box him from Abuja. “Don’t be afraid, I am behind you and I will get whatever due for you from Dr. Fayemi if you convince your people to give him the votes,” he said. Kalu, while addressing the Igbos resident in Ekiti State, said Fayemi has promised to give financial support to their businesses if elected governor, the way he did in his first term. He urged them to discountenance the hate speeches being peddled around by the Peoples Democratic Party (PDP), labeling APC as anti-igbo and Islamic party, describing these as attempts to smear the image of the party. Kalu said Fayemi remains the only person that can bring Ekiti out of squalor, saying the present governor, Mr. Ayodele Fayose, shouldn’t be allowed to impose whom he described a ‘cowboy’ on the people. The former Abia State Governor added that from the look of things, the candidate of the PDP, Prof. Kolapo Olusola, doesn’t possess the credential and knack to be able

Don’t listen to the rumour that APC is an Islamic party. “When President Muhammadu Buhari came, he inherited a massively looted economy. The PDP people were just going to the Central Bank of Nigeria to collect money on the order of the then President. “You know what it means for the CBN to be looted and that was why we experienced the economic recession when Buhari came and today we are out of it. “APC remains the best party for Ndigbo. Chairman of the newly formed rAPC, Alhaji Buba Galadima, said the coalition will send shivers down the spine of the APC and send signs to the end of the Buhari administration. He said, “Leaders of the world continue to wonder whether there are men and women of courage in Nigeria to face the monster. This is an answer to that question. Here we have men and women of courage that have decided to face Buhari”. Galadima, however, warned that it was not going to be a tea party because Buhari is never a democrat. “But I know him very well. If I were his advisers, I will advise him not to contest. Gen. Buhari will not only lose the election, he will also lose his deposits”, he said. He further disclosed that “a desperate person can do anything. He can jail or kill. Whichever he wants to do, we have prepared to let down our lives for the sake of the country”. Prince Olagunsoye Oyinlola of the African Democratic Congress (ADC) said the coalition is a watershed to revive Nigeria from the dying days because this is not the best of times for the country. He said the mission by the 39 parties is an assignment from God to ensure that Nigeria once again is in good shape because the APC has failed tragically. According to him, “The content of the MoU is to restructure Nigeria in a workable condition” while calling for adequate implementation to the letters. Chairman of the Social Democratic Party SDP, Chief Olu Falae, said there is no alternative to forming the coalition. He said, “The way things are going, we cannot afford to dissipate energy. All our votes must go to the

Corruption in Buhari’s administration hurting Nigeria’s image – PDP Tunde Opalana, Abuja The Peoples Democratic Party (PDP), has challenged President Muhammadu Buhari to speak out on the allegation of illegal award of oil contracts worth $25 billion (N9 trillion) under his watch. The party lamented that the alleged complicity of the Buhari Presidency coupled with Mr. President’s failure to address the reported fraudulent contracts awarded through the Nigeria National Petroleum Corporation (NNPC), has earned the nation a huge embarrassment of being labelled a ‘kleptocracy’ in the international arena. “Nigerians wonder how President Buhari and his handlers felt when they read the new book by a former United States Ambassador to Nigeria, John Campbell and former US Intelligence Community Expert on Nigeria, Matthew Page, where our dear nation was described as ‘a kleptocracy’, because of the humongous corruption, festering unchecked, in the Buhari administration.

Short News NAICOM to evolve NIIDP to boost financial inclusion Joseph Inokotong, Abuja As part of efforts to deepen financial inclusion through insurance, the National Insurance Commission (NAICOM) is to launch Nigerian Insurance Industry Development Plan (NIIDP). The Commissioner for Insurance (CFI), in Nigeria, Alhaji Mohammed Kari, disclosed the plan on Monday at the opening ceremony of the 2018 National Insurance Conference in Abuja. He said that the NIIDP would have financial inclusion as a major component which the country’s insurance industry would use to reduce the number of citizens that were financially excluded by developing friendly premium policies. “Accessing financial services will help families increase investments and consumption, help in insuring against unfavorable events, thus reducing the poverty level during any occurrence,” he said. Kari said the loophole discovered by Laggard had made Nigeria to launch the National Financial Inclusion Strategy (NFIS) to reduce the percentage of adults that were excluded from financial services from 46.3 per cent to 20 per cent by 2020. “I use this medium to commend insurance committee and KPMG for the good job on the NIIDP. “As we may be aware, financial inclusion is premised on the principles of equity like social cohesion and bridging the gap in income equality and inclusive economic growth and development.” Kari said. Kari said that the NIIDP would have global objective which would have different dimensions with countries and institutions willing to develop models to suit their peculiar environment.

Justice Yahaya, in the Court Order dated July 6, 2018 with Suit No: K/M 235/2018, directed the office of the State Chief Justice to issue an Order of arrest of the anti corruption boss on account of alleged contempt of court.
The Order noted, “at the last adjourned date I made an order that the 1st Respondent/ Contemptnor Muhuyi Magaji must to be present in Court and the order remains valid until set aside.” “Therefore I hereby ordered AIG Zone one Kano to immediately arrest 1th Respondent/ Contemptnor in person Muhuyi Magaji and to produce him before this Court on 18th July 2018.” The Judge also attached an arrest warrant of the anti corruption chairman, Muhuyi Magaji Rimin-gado. Justice Yahaya maintained that nobody could be allowed to usurp
the judicial power which is under section 6 of the 1999 Constitution of the Federal Republic of Nigeria. It would be recalled that Muhuyi, who spoke to the press about a week ago, accused the Judge of over-stepping his judicial authority by issuing four exparte motions trying to stop investigation into a case of transfer of N100 million Local Government joint account money lodged at the Stanbic Bank account of a Micro Finance bank by a staff of the Micro Finance. All efforts made to speak to Muhuyi Magaji Rimin-gado was not successful as at the time of filling in this report.
The Eko Electricity Distribution Company (EKEDC), has attributed the current power outage on its network to what it called system collapse of the National Grid. The General Manager, Corporate Communications of the company, Mr Godwin Idemudia, said on Monday that the outage which occurred about 2.27 p.m. on Sunday affected Ajah, Akangba and Agbara transmission stations. The general manager, however, assured customers that they would be updated as soon as the company received supply from the Transmission Company of Nigeria (TCN). “The situation is being monitored and the power restoration will be done as soon as the situation normalises. “We regret any inconveniences caused by the outage,” he said in a statement.

Troops capture 15 Boko Haram terrorists Andrew Orolua, Abuja Nigerian troops of 7 Brigade, Sector 3 of Multinational Joint Task Force said on Monday that it captured 15 Boko Haram terrorists at Arege, Borno State. The terrorists were neutralised during an encounter with the troops while some others fled into the bush with gunshot wounds. A statement signed by the Director of Army Public Relations Brigadier General Texas Chukwu said efforts are being intensified by the troops to arrest the fleeing members of the Boko Haram suspects. Items recovered include: One Anti Aircraft Gun, Five AK 47 rifles and One Light Machine Gun. Unfortunately, one soldier was injured the encounter and he is currently receiving attention at the military medical facility.
The army advised the public to report any suspicious activities to the law enforcement agents for prompt action. In related development troops of operation Lafiya Dole in conjunction with the Civilian Joint Task Force while on clearance patrol at Mallam Matsari village encountered Boko Haram terrorists. He said the terrorists fled the village on sighting the troops and a female child abandoned by the terrorists was also rescued. Army has conducted a medical outreach for the Internally Displaced Persons (IDPs) in Bama Local Government Area of Borno State to mark this year’s Nigerian Army Day Celebration (NADCEL) 2018. Speaking while flagging of the event, the Acting Commander of the Brigade, Colonel Adamu Nura, urged the beneficiaries to take advantage of the free medical outreach. He emphasized that the exercise is part of the civil- military activities of the Nigerian Army to ensure that the people received medical attention. Also speaking on behalf of the beneficiaries, Bulama Isah Bukar (Awusari A) commended the Nigerian Army for the kind gesture as well as their sacrifices in ensuring that peace returned back to Bama. Over 1,843 Internal Displaced Persons in Bama camp benefited from the medical outreach organized by army.
Ekiti Guber: Oshiomhole justifies use of military, police Tom Okpe, Abuja The National Chairman of the All Progressives Congress (APC), Comrade Adams Aliyu Oshiomhole has justified why full Military force will be needed at theSaturday’s Governorship election in Ekiti State. The former Governor of Edo State said that effective presence and performance of both the Nigeria Army and the Police Force is needed at the state governorship election scheduled for Saturday 14th July. The Party Chairman, stated this while reacting to reports in the media that the Nigerian Police deployed 30,000 (thirty thousand) police officers for the state election. Speaking to journalists in his campaign office in Abuja on Monday after a meeting with the British High Commissioner to Nigeria, Mr. Paul Arkwright, he added that it isn’t the number that matters but the effectiveness of the force in ensuring safety of voters
and ballot boxes. “Whether they should use the military or not, I don’t think you want to argue that; over the years since 1999 and 2003, the armed forces have always been deployed to election states, don’t forget when I was in Edo state, I told people that I want the armed forces to be involved in the election because the rigging machine is serviced by criminals who are hardened and who are often hired, now if you have criminals wielding AK 47 on an election day, and the police is overwhelmed you want to say the army should not be deployed”, he queried. According to Oshiomhole, “We shouldn’t worry about who we deploy, I think we should all pray that however people are deployed, at the end of the exercise, we are not counting dead bodies. “My experience in Edo is that you will hear stories like this, no matter how many people are deployed, in the end you will find no police man, I have seen that in Edo. The important thing is that regardless of what the police
choose to do, regardless of the number they choose to deploy, let us ensure that those who are going to vote are safe and that the votes cast are secure. I don’t think we should dictate to the Inspector General of Police how many people he wants to deploy”, he noted. The APC National Chairman also appreciated the British government for their support in promoting democracy in Nigeria. Mr. Oshiomhole assured the British High Commissioner that he would do everything possible to ensure a free and fair process in the Ekiti governorship election. “The process is more important than the outcome because we are looking at the Nigeria project in terms of sustaining democracy not the survival of a particular political aspirant whether it is on my party platform or in the platform of the opposition”, he said. On his part, Mr. Arkwright who said his country is interested in Nigeria’s democracy added that they intend to send observers for the election to ensure it is free and fair.
A two man human trafficking syndicate who specialises in recruiting teenage girls from Rivers, Imo and Akwa-Ibom States for prostitution have been arrested by operatives of the Lagos State Police Command. The suspects, Ikechkwu Egbulefu and Vera John who are lovers were arrested at their hideout at Wagbas Hotel Ajah, Lagos, where they camp the girls as sex slaves. Three victims, Helen Dickson (22yrs), Debora David (18yrs), and Chinwendu Oyekachi (18yrs) were all rescued at the hotel. Investigations revealed that the suspects who recruit the girls from villages with a promise of a better life were taken to a shrine where they took oath of secrecy. It was also learnt that the girls who sleep with at least ten men Daily deliver N20,000 daily to the suspects. The Lagos State Police Commissioner, CP Imohimi Edgal who paraded the suspects at the Command Headquarters in Ikeja disclosed that the suspects were arrested on July 1st 2018 at about 2pm.

Imperative of MSME to economic development

June, 27th every year has been declared by the United Nations as World MSME Day. The MSME Day 2018 Slogan is Youth Dimension-centring on Youth Entrepreneurship and Youth Employment. It brings to the front burner “the strong contribution of business worldwide to livelihoods, communities and economies and the need to support MSMEs towards their success.” SMEDAN as an Agency saddled with the responsibility of the development and promotion of MSMEs in Nigeria is celebrating the day in collaboration with its partners in the MSME ecosystem. The occasion will be used in resetting the mind set of the youth toward entrepreneurialism, considering the present dual challenge of massive youth unemployment and unemployability confronting them. The overarching objective of this occasion is to provide a platform and a unique opportunity for discussions on how to develop requisite entrepreneurial skills for employment generation and wealth creation among our youth. They just have to be their own bosses by starting their own small business today. There is growing recognition of the important role micro, small and medium enterprises (MSMEs) play in economic development. They play a pivotal role through several pathways that goes beyond employment generation. They are growth-supporting sector that not only contribute significantly to improve living standards, but also bring substantial local capital formation and are responsible for driving innovation and competition in developing economics. Government at all levels have undertaken initiatives to promote the growth and development of MSMEs. The general perspective is that MSMEs also play significant contribution in the transition from agriculture-led economies to industrial-led economies. In Nigeria, the total number of Micro,
small and medium enterprises as at 2013 stood at 37.07 million (categorised into micro-36,994,578; Small-68,168 and Medium-4670) accounting for over 90% of the total business enterprises in the country and have been noted to provide about 84.02% of employment, 48.47% to Gross Domestic Product (GDP) and 7.27% to export. MSMEs therefore have a crucial role to play in stimulating economic development, generating employment, and contributing to poverty reduction, given their economic weight. Certain peculiar challenges continued to militate against their optimal performance. Some of these constraints are internal while some are external. Among the internal ones are: Poor entrepreneurial capacity of operators in successfully running MSMEs; Aversion to joint ownership is a major setback in achieving the desired relevance of MSME operations; Family ties/interferences are major constraints in running personnel recruitment/ placements, discipline; Weak financial management; Non-recruitment of qualitative staff as a result of keeping running cost low usually affects the quality of output from such organizations; Poor record keeping especially accounting books makes evaluation either by the business owner or potential investors difficult; Lack of standardization of products has the capacity of reducing market share with negative impact on funding; Low capacity to invest in R&D have not allowed for new, cheaper and better methods of production; and Low use of ICT in operations has a direct effect on cost of production thereby making MSMEs unattractive. The external challenges are: Poor state of infrastructure: MSMEs need steady power supply, water, roads, markets, etc for effectiveness; Poor access to appropriate and affordable workspace; Access to market: Their access to both local, regional and international markets is
a major constraint; and Inability to access affordable finance: Access to finance is a major constraint hindering MSMEs’ growth. Most financial institutions tend to address the financial needs of large enterprises leaving MSMEs unattended to among others. It was in order to address these challenges that led to the establishment of the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN) in 2003. The Agency is a child of necessity to facilitate the development and promotion of a structured and efficient Micro, Small, and Medium Enterprises (MSMEs) Sector that will enhance sustainable economic development in Nigeria. The Agency positions itself as a One Stop Shop for MSME Development with the overall objective of alleviating poverty, expanding gainful employment opportunities, wealth creation and sustainable economic growth and development. The Agency is the apex and coordinating institution for all matters relating to starting, resuscitating and growing MSMEs in Nigeria. The Agency is also saddled with the responsibility of contributing to the attainment of the Economic Recovery and Growth Plan. The Change Agenda of the present administration and the Cluster Development Approach of the Ministry of Industry, Trade and Investment are been driven by SMEDAN. The vision and mission of the Agency are to establish a structured and efficient Micro, Small and Medium Enterprises sub-sector that will enhance sustainable economic development of Nigeria and to facilitate the access of Micro, Small and Medium Entrepreneurs and investors to all resources required for their development. A well-developed MSME sector has proven to be one of the most veritable channels to combat poverty and generate
massive employment. The establishment of SMEDAN is therefore justified by the need to trigger the development of Nigeria’s MSMEs in a structured and efficient manner. The Governments in Nigeria have consistently made frantic efforts in advancing entrepreneurship and MSME development. However, in spite of these efforts, the expected results in terms of solving the challenges confronting MSMEs still persist. The Vice President, Prof Yemi Osinbajo, eulogised the beauty of MSME in the MSME Clinic held in Benin, Edo State, thus: “MSMEs though small in units, accounts for over 50% of our GDP collectively. It is why President Muhammadu Buhari is committed to improving the MSME experience through the MSME Clinic- access to Finance, Business Registration, Product registration and certification.” The recent efforts of government include the following: N220 Billion MSME Development Fund of the CBN; Youth Enterprise with Innovation in Nigeria (YouWin); National MSME Clinics Initiative- Office of the Vice President. 15 States have launched MSME Clinics to date; Government Enterprise and Empowerment Programme (GEEP) - Market Moni; N-Power Programme among many. The Vice President had also stated that the federal government Social Investment Programme (N- Power) is an important National Programme. He explained that “what we want to achieve is to be able to address the question of youth unemployment. Not just youth unemployment, because it is not enough to be employed, you must also be trained to be employed, you must also be trained and re-trained. We want to make sure that our young people have the right types of training for any type of engagement that they do later in their lives.” However, the N-Power Programme has produced about 200,000 Graduates.
2019 and choice before Imo people

It must now be obvious to Imo people that all politics is local and that there is really nothing spectacular about aligning with the government at the center. The most important thing in politics is that a state gets it right with its leadership. This simply means that every state of the Nigerian federation stands alone in defining how it pursues its development and how it interprets its desires. This has nothing to do with how the government at the center expresses its obligations. For the Imolite therefore, 2019 offers another opportunity to get it right and define the leadership that will explore the potentials of the state and transform it using same. I guess many in Imo state now realize that the state has since 1999 been on the wrong leadership pedestal. I also hope that the people now do realize that the comfort they had shown with leadership, at all levels, with persons of questionable character, has done the state more harm than good. It is hoped that the realization of this will spur action towards correcting mistakes of the past with the 2019 general election. This, therefore, means that Imo people must rise beyond the demands of the immediate and begin to think of their state in future tenses. Being futuristic ought to make the people sit back and evaluate what they have been through in the hands of those they empower to administer the fortunes of the state including House of Assembly members, House of Representatives members, and
members of the Senate. It also means that the people must begin to envision a state where integrity and vision are more cherished values than financial worth. Sadly, the last has been the bane of leadership in the heartland state. Many will prefer to deal with the moneybag who promises transformation without questioning the sources of wealth. Our preference for such has brought the state to where it is today. Imo once noted for hard work and integrity, sadly took a dive into a pool where hard work and integrity are no longer essentials for leadership. We forgot that in the labour maxim which says that if you pay peanuts, you get monkeys for workers lies a truth that if you worship cash, you get a Robin Hood, or Dillinger, for a leader. Those who have followed leadership evolution of Imo state since 1999 will realize that our decent started immediately we allowed persons of questionable wealth to return to hijack our traditional institution. They became our traditional rulers not an account of inheritance or merit, but on account of the fact of how much they threw around bastardizing the traditional leadership system in the process. Having successfully hijacked the traditional institution while our youths clapped after working as foot soldiers, they embarked on a conquest process whereby likes were enthroned as red caps dominating the traditional cabinet and community leadership. Such characters eventually took over town
union leadership. The conquest was total. With this gradual erosion of traditional ethos and values, we began a descent into the system whereby our worse became our best. We, therefore, valued financial worth to cerebral worth. Our academics thus meant nothing to us because they did not have the cash to throw around. Those with technical know-how were derided because they did not have the millions to announce at community luncheon. Men of value and integrity took the back seat because our communities no longer valued them on account of their lean pockets. And without saying much, we told our children that it was better to come back with deep wallets than a bag of certificates. Those we supported to conquer our traditional institutions because of their cash, soon realized that the local level was not the place to be. They branched out and made attempts at political representation. It was for this reason that our political leadership space is dominated by persons whose integrity had huge questions marks. This was possible because we allowed a political recruitment system that honoured money above integrity. We seemed comfortable with the fact that they used political leadership to launder themselves. They became Governors, Senators, Representatives, Assemblymen etc., but with serious integrity deficits that made it difficult for them to speak truth to power. Many were always reminded of their past each time they attempted
to question policies that worked against those they represent. For this reason, we were left with a dump of leaders who feared their past more than they like their future. But with deep pockets, they still retain their political leadership positions because they understand that we value how much they shared during elections. Note that this is not peculiar to Imo state. However, there is nowhere this is more pronounced than in Imo state. For this reason, Ndi Imo has had to settle not for their cerebral bests as political leaders, but for persons who ought to have nothing to do with the leadership of a people noted for scholarship and learning. If we look at the history of Imo state since creation, we will see that those who actually gave the state a name and image, were persons of great learning and industry; academics and professionals whose names opened gates for Imo state. Compare that to what we have today and see where the decent had dropped us. As 2019 governorship election draws near, the names of hopefuls that make noise impact are those of shadowy characters and wealth, not those of professionals and persons who worked themselves through the public service ladder. The reason this is so is that we have educated our children to value wealth much more than the names they bear. Whatever happens along the way in the quest to make such wealth, does not necessarily matter because we are told that the end justifies the means.

Editorial Commentary Remembering the ‘real’ MKO Abiola (II) Times Guest Colunmist Yemi Ogunbiyi His direct assistance to Yoweri Museveni in his liberation struggles in Uganda is too well known to be recounted here. It is sufficient merely to recall that he gave massive financial assistance to that cause. He has travelled extensively around the world on his own, addressing diverse groups of audiences on a whole range of subjects, from Pan-Africanism to Reparations, Technology, Sports, Education, Racism, African political theory, African folklore, Business, the Environment, and “our connectedness as African peoples to a wider flow of world history”, – again, asking for nothing in return. At last count, he had been conferred with 197 traditional titles by some 68 different communities in Nigeria. Bashorun Abiola has been honoured by scores of educational institutions, worldwide, the last one being an honorary degree from the University of Makerere, Uganda. Since 1972, his financial assistance has led to the construction of some 63 secondary schools, 121 mosques, 41 libraries, and 21 water projects in 24 states of the Federal Republic of Nigeria. He is, to date, the grand patron of some 149 societies or associations in Nigeria alone, that is, not counting his affiliation with scores of professional associations at home and abroad. During the conferment of the award of the “Order of Merit of Gold”, Africa’s highest award for Football in Dakar, Senegal, in January 1992, it was revealed that no other African, dead or alive, had made as many “quantifiable contributions” as he had made to the development of sports in Africa. By any standard, these are phenomenal achievements for a single being in one full life time, let alone one that has spanned a mere fifty five years. Yet, we may not quite know him as he really is. There is the danger, ever so real, that he could become the wrong sort of myth for the wrong sort of reasons. Moshood Kashimawo Olawale Abiola, who was born on August 24, 1937 in the Gbagura quarters of Abeokuta, is a descendant of Agbon who led the Gbagura warriors into Abeokuta in 1930. Traditionally, Gbaguras are warriors and had taken up settlement in the outer boundaries of Abeokuta, where they conveniently defended the city from outside invasions. If you accept Samuel Johnson’s explanations in his seminal work, The History of the Yorubas, then the Gbaguras were closest to Oyos in mannerisms and perhaps, by implication, the most cunning of the Egbas! Although, the view that young Abiola was born into abject poverty seems to have percolated somewhat, his father, Alhaji Alao Salawu Adenekan Abiola was a small time produce buyer in Ikire even before Moshood was born. And although Moshood was his twenty-third child, he was the first to survive, the first twenty-two dying either at birth or before attaining the age of one; hence the name Kashimawo, indicating the uncertainty that was felt even about his own survival. The homestead in Adatan into which he was born was the subject of litigation at his birth. Evidently, when Moshood Abiola’s grandfather passed away, his father and his aunt raised a loan to help fund the funeral ceremonies. The understanding was that Moshood Abiola’s aunt would provide service to the money lender in lieu of the money borrowed under the traditional system of Iwofa. Much later, when she decided to get married and lead
her normal life, an arrangement that was wholly acceptable under the Iwofa system, the money lender refused and decided to appropriate the Abiola family house. The ownership of that family house was in dispute when Moshood Abiola was born. Many years after, Bashorun Abiola came under pressure from the larger Abiola family to seek redress in a modern-day court of law and regain the family house. He refused and opted instead to buy a new property elsewhere for the family. This incident left lasting impressions on Moshood Abiola as a child. The fact that a supposedly “free” person could be denied the right of marriage under an “obnoxious” custom was, in Abiola’s own words, “something similar to slavery.” In retrospect, it makes even more sense today that the later-day Pan-Africanist champion of Reparations for the crimes of slavery would have felt as passionately as he did, the injustice of the much abused Iwofa system. The repulsion for this kind of injustice was to characterise much of his early, and subsequent career. For a man who was born and raised a moslem, it is significant that, apart from one long early spell of Koranic education at the Nawair-ud-Deen School in 1944, all of his pre-University education was under the watchful eyes of Baptist missionaries; Baptist Day School, (1944-1952), and Baptist Boys’ High School (1951-1956). Presumably, at this time, the best colleges in and around Abeokuta were Christian missionary schools. Apart from the near-spartan discipline of Baptist education, with its dose of Calvinism, other aspects of the Baptist faith influenced him tremendously. The picture of a young Moshood Abiola selling firewood to raise money for his school fees or leading a local musical group of his own to raise extra school money was in consonance with the freewheeling spirit of his Baptist education. When Rev. S.G. Pinnock founded Baptist Boys’ High School, Abeokuta in 1923, the precepts of hard work and individualism within the framework of a collective ideal were amply spelt out and strictly adhered to. Even the tough rugged approach to the old site at the Egunya Hill seemed designed to tell a story of hard work in itself! That Baptist Boys’ High School has on its roll of old boys some of the highest achievers in our country is partly a testimony to the ideals of hard work, dedication and service which the institution stood for over the years: Former President Olusegun Obasanjo, Professor Ojetunji Aboyade, Engineer Yemi Fabunmi, Mr Justice Obadina, Engineer Ayinla Somoye, Professor Adeoye Lambo, Chief Olawale Ige, former Communication Minister, veteran journalist, Tunji Oseni, to mention just a few. he conviction and sentencing of former governor of Taraba State, Rev. Jolly Nyame and his Plateau State counterpart, Chief Joshua Dariye, within two weeks interval is a sad reminder of the pervading corruption of our time. It is painful that their convictions came approximately ten years after they were charged. However, they made the list of former executive governors convicted of corruption practices. Others include former Governor of Adamawa State, Bala James Ngilari, whose case is pending on appeal at Supreme Court, Chief James Ibori of Delta State, who served his sentence in London and Chief Lucky Igbinedion of Edo State who wangled out of severe sentencing in a controversial plea bargain in 2011 with N500 million and three properties. We commend the courage of Justice Adebukola Banjoko of the Federal Capital Territory High Court who on 30th, May, 2018 convicted and sentenced former Governor of Taraba State, Rev. Jolly Nyame to 14 years imprisonment without an option of fine for misappropriating N250m and N180m. Equally commendable is EFCC, the prosecuting agency which appears to have jettisoned the plea bargain policy after the unfortunate Police pension fraud trial episode in which Shuaibu was asked to pay a peltary sum. Nyame a two term Governor of Taraba State was found guilty of 27 out of the 41 count charges filed against him on 13 May, 2007 by the Economic and Financial Crimes Commission (EFCC). The court found that Nyame has breached the trust reposed on him by the people of Taraba State who in three separate occasions elected him as the governor of Taraba State. Therefore, the Court imposed a maximum of 14 years imprisonment for each of the count on criminal breach of trust, two years jail term for misappropriation, seven years jail term for gratifications and five years for obtaining property without appropriation. However, all the sentences are running concurrently, which implied that the convict would spend 14 years in jail. Similar fate befell the former Governor of Plateau State, Chief Joshua Dariye, who also served a two - four- year’s term as the executive governor. He also perpetuated corruption in his own state. According to documents in court and in his own hand writing at the back of his complementary card, Dariye authorised the diversion of N1.16 billion Ecological Fund meant for Plateau State, to his personal use, including transferring N176.8m to Ebenezer Retnan Ventures (an unregistered company managed by him) and Pinnacle Communications Limited. Justice Banjoko, in a judgment on Tuesday, 12th June 2018, convicted Dariye a serving senator on 15 out the 23 counts
preferred against him in July 2007. His offences includes criminal breach of trust and criminal misappropriation. He was sentenced as provided for under sections 315 and 309 of the Penal Code Act. Evidence of impunity and corruption on the part of the convict were so overwhelming that judge exclaimed while reading the judgment “I can’t imagine such a brazen act. Is it the transfer of as much as about half a billion naira from the state’s Ecological Fund into a personal venture account? Everybody is a victim here,” the Judge said. The public has received the judgments with relieve that at last after 13 years of trial justice appeared to have been done while in certain quarters protests are still on going over the verdicts. It is not our habit or culture to praise sing convicts rather we see them and their acts as disgraceful. They should be look upon with disdain. Any convict who is not satisfied with judgment has an option to appeal against his or her sentence. Thirteen years trial of both cases and many others ongoing have again exposed the inherent weaknesses in our justice system delivery that is bugged down by delays. We sincerely call on those responsible for administering the justice system to review it to allow speedy dispensation because justice delay is justice denied.

Alleged forgery: Adeosun did apply for exemption certificate – NYSC Mathew Dadiya, Abuja The National Youth Service Corps (NYSC) has disclosed that the Minister of Finance, Mrs Kemi Adeosun, applied for an exemption certificate. The NYSC stated this on Monday while reacting to the online medium, The Premium Times, which claimed that Adeosun allegedly forged her NYSC discharge certificate on the grounds of age. The NYSC further disclosed that going by Its records, Mrs. Adeosun did apply for an Exemption Certificate. The NYSC Director of Press, Mrs Adeyemi Adenike stated this in a statement made available on Monday. Adenike however stated that the
NYSC would investigate the origin of the “allegedly forged exemption certificate purportedly being used by the minister.” The statement reads in part, “Our attention has been drawn to the issue of the alleged forgery of an NYSC Exemption Certificate by the Minister of Finance, Mrs. Kemi Adeosun. “Checking our records, Mrs. Adeosun did apply for an Exemption Certificate. We shall investigate the origin of the purported Exemption Certificate in question.” The 12 months service, organised by the NYSC, is compulsory for all Nigerians who graduate from universities or equivalent institutions and are less than 30 years of age. The online medium had on July 7 reported that the minister did not only
fail to participate in the mandatory one year national youth service but procured a fake exemption certificate in 2009.

Short News PDP Chair: Dickson commends Adedoja for withdrawing suit The Chairman of Peoples Democratic Party (PDP) Reconciliation Committee and Bayelsa State Governor Henry Seriake Dickson has commended former PDP National Chairmanship Aspirant, Prof Taoheed Adedoja for withdrawing his suit challenging the party’s national convention, which produced Prince Uche Seconds as National Chairman in the party’s December 2017 convention. Ekiti Guber: Okada riders get free fuel from Fayemi Gbenga Sodeinde, Ado Ekiti All Progressives Congress (APC), governorship candidate, Dr. Kayode Fayemi, on Monday distributed free petrol to commercial motorcycle riders in Ado-Ekiti. The supply of free fuel was launched at Mobil Petrol Station along Ikere Road in Ajilosun with the riders forming long queues to benefit from the gesture. Many of the beneficiaries decorated their bikes with the posters of Fayemi. They got five litres of fuel each in the scheme which continues on Tuesday. The filling station was besieged by the riders as soon as the news spread that free fuel was being supplied at the outlet. The APC candidate urged the riders not to collect transport fare from the commuters they would be conveying.
Fayemi’s appearance at about 10.45 am turned the filling station to a carnival as the riders hailed his gesture and recalled what he did for their unions during his first tenure. The APC candidate urged the riders to ignore allegation from the People’s Democratic Party (PDP) camp that he would ban commercial motorcycle operations if he wins the July 14 poll. Fayemi said rather than banning the okada business, he would give the operators more incentives including soft loans, equipment and provide good roads to aid their operation. Recalling some of the goodies enjoyed by the riders during his first term, Fayemi revealed that he procured 280 motorcycles, 500 tricycles for them and gave their union a brand new bus. He added that his government which was in office between 2010 and 2014 gave the riders unions 150,000 monthly allowance for logistics and
running of their office. Fayemi also revealed that his first administration celebrated Okada Riders’ Day, for the first time in the state’s history an also provided 3,000 free helmets for their use. A beneficiary, Segun Fowobaje, hailed Fayemi for the free fuel supply which he said would add value to their business. Another rider, Wale Esan, assured Fayemi of the votes of the riders describing him as the “true friend of the masses” saying his government did the best for them in the history of the state. A security aide to the APC candidate, Deji Adesokan, who coordinated the scheme said the gesture was to identify with the riders as important stakeholders in the state. Adesokan said the free fuel given to the riders was also to the benefit of commuters who would be conveyed free of charge.
It was jubilation galore on Monday as the National Industrial Court of Nigeria (NICN), nullified the demotion and compulsory retirement of former Trade Union Congress (TUC), Chairman in Ekiti State, Mr. Kolawole Olaiya, by the Ayo Fayose administration. The court also ordered that Olaiya be reinstated to his position as the Principal Legal Officer, the position he occupied before the compulsory retirement with no loss of seniority or rank. Delivering the judgment in the suit filed by Olaiya, Justice Oyebiola Oyeyoju Oyewumi also ordered that the Claimant be paid all his salaries and allowances from 22nd February 2016 when he was unlawfully retired till the date of his reinstatement. The judge further restrained the defendants from victimizing or penalizing the Claimant from carrying out his duties as a civil servant in the state.

Recall that the Lagos State Police Command had on July 5th warned cultists in the state to shun the celebration or risk arrest. True to the warning by the Police, some well meaning of the public had informed the police of a suspected cult meeting at a hotel in Ikorodu. Stakeholders call for better Implementation of Public Private Partnership Laws Peter Fowoyo Lawyers and stakeholders in the justice sector have called for better implementation of laws on Public Private Partnership (PPP) by state governments. Speaking under the topic, ‘Regulatory Framework for PPPs-What are the States Doing?’, Ogun state Commissioner for Commerce and Industry Otunba Bimbola Ashiru, said a better implementation of the laws on Public Private Partnership (PPP) will encourage more citizens’ participation. The Commissioner spoke at an event organized by a firm of legal practitioners and arbitrators, AELEX, in conjunction with the International Project Finance Association (IPFA) themed: ‘Private Investment in Infrastructure: The States as Enablers’ He noted that the revenues being generated by many states across the country
are not enough to meet the infrastructural needs of the populace and as such wellmeaning private individuals are needed to fill the gap. He also lauded the Ogun state government’s efforts at providing infrastructures for its citizens saying many roads belonging to the federal government has been fixed. “About N160 billion which has been spent on infrastructures on federal roads is yet to be remitted back to Ogun state government”, he said. In his own submissions, an associate partner at AELEX, Lawrence Fubara Anga, said factors militating against the PPP process should be addressed by government. He listed the factors to include arbitrariness, lack of due process and state sponsored impunity. He said: “Recently, we woke up to the news that government is to close all land borders because of rice smuggling. With
this, we are given an impression to the outside world that our borders can be shut at anytime. This is not a step in the right direction. “So, it is not always about the law, for the PPP process to work, those negative factors must be addressed”. Another participant at the event, Engr. Chidi Izuwah, of the Infrastructure Concession Regulatory Commission, called on government at all levels to focus more on infrastructure development. He was of the view that the incessant herdsmen’s farmers’ clash is an infrastructure problem saying it could be tackled by the construction of modern ranches. He said: “The fastest way to develop Nigeria is by infrastructure. Life is about competition, states must compete to develop this country. Ogun CJ advocates severe punishment for human traffickers Peter Fowoyo The Ogun State Chief Judge, Justice Olatokunbo Olopade, has advocated the need for government to enact an all-inclusive law that would cover all the aspects of human trafficking and specify severe punishment for traffickers. The two - day workshop organized by the state Judiciary, in collaboration with the Conference of Western Attorneys-General/African Alliance Partnership (CWAG/AAP) and Nigerian partner/coordinator, Punuka Attorneys and Solicitors (international law centre), themed: “Succeeding in the Fight Against Human Trafficking” and “The Administration of Criminal Justice Act/Law” was held at Park Inn Raddison Hotels, Abeokuta, Ogun state. Delivering a welcome address penultimate Monday, Olopade identified poverty, ignorance, conflicts, peer pressure, porous borders, corruption, involvement of international organised criminal network, lack of adequate legislation and political will to enforce existing legislation as responsible for the scourge. The Judge therefore called on the government to enact an all-inclusive law, apart from meting out severe punishment for the traffickers, rehabilitate the victims and equally arm enforcement agents with investigation apparatus that would make them function effectively and to be backed up by reinforced legal institutions and framework. Besides, she suggested the need for extensive and broad public enlightenment programmes, especially through both the print and electronic media and also in the markets, community meetings, palaces, religious places and in areas that are prone to the scourge. “The likely target audience are the poor and this must inform the strategy to be employed to reach out to them and pass the message across”, said the Judge. However, she expressed personal sadness over the scourge of human trafficking, particularly as it affects children. “The issue of human trafficking is topical and has been in the front burner in recent times. with our country, Nigeria, becoming a big hub breeding victims who are majorly children and women. It has become a complex multi-faceted phenomenon, involving different stakeholders. The demand for cheap labour and commercial sex workers has made human trafficking business to thrive globally. “I must state emphatically in as much as human trafficking is bad, child labour is evil and all hands must be on deck to put a stop to this. It is necessary to lend our voices and ensure that this particularly vulnerable, helpless and defenceless specie are adequately protected.” In the quest to priest children, family courts have been established in this state. In fact, a standard family court has been built in Abeokuta and there is a move to replicate same in other jurisdictions. This was inspected and commended by representatives of UNICEF. “It is on record that Nigeria has lost many of her youths to the ocean, while trying to cross over to Europe. Some have been brutally murdered, while in foreign lands as a result of trafficking, they are exploited, battered emotionally,
psychologically and physically”, said Olopade. Also, Mrs Kehinde Akomolafe, who represented the Director - General (DG), National Agency For The Prohibition of Trafficking In Persons (NAPTIP), Dame Julie Okah-Donli, in her paper delivered, said his agency has, in the last 15 years of its existence, rescued 12,882 victims, received 5,882 cases, investigated 3,602 cases, secured 294 conviction cases and convicted a total number of 352 persons. She said NAPTIP was set up by the Federal Government to collaborate with government bodies, both within and outside the country to establish and maintain a system for monitoring transformer activities. She said her agency has the mandates to initiate, develop and improve special training programmes for the personnel of the agency to carry out either activities that are necessary for the efficient discharge of the functions conferred on it. Okah-Donli stressed that the scope of human trafficking, especially in women in Europe is more prevalent in West Africa than other subregion. She, however, noted that the scourge has taken untold hardships on the victims and the society at large which has to a large extent destroyed quality of life, where a person experiences exploitations and violence for a long period of time; threats against the victims or their homes and victims become frustrating and disconnected. “Human trafficking, like every other epidemic has its negative attendant effects which create cracks and destabilises the society in which it exists, thereby facilitating its continuous proliferation”, said the NAPTIP DG. Besides, she identified growth of public sector corruption, the health-layered nature of the society, economic destabilisation, amongst others as the effects of the human trafficking. In attendance at the workshop include participants drawn from different strata and echelon of the society, especially stakeholders, like judges, magistrates, lawyers, Immigration, Prison and Civil Defence officials, police personnel, students, media men, teachers, social welfare officers, amongst others.
Court remands lawyer over alleged murder of husband Peter Fowoyo Seven weeks after she allegedly murdered her 50 year - old husband, the late Symphorosa Otike-Odibi, a Lagos High Court, Igbosere has remanded a 48 year old lawyer, Udeme OtikeOdibi in Kirikiri prisons. Udeme, was arraigned on a two count charge bordering on murder and misconduct with regard to a corpse, preferred against her by Lagos State Government. When the charge was read to her, she pleaded not guilty. The Lagos State Prosecutor Mr Babatunde Sunmonu, told the Court that the defendant allegedly murdered her husband on May 3, 2018, at their resident. He said that the defendant allegedly threatened him with a knife and eventually stabbed him to death and went further to mutilate his body, by cutting off his private part. According to him the offences committed is contrary to section 223 punishable by death and misconduct with regard to a corpse contrary to Section 165(b) of the Criminal Law of Lagos State 2015 punishable with 5 years imprisonment. Meanwhile Justice Adedayo Akintoye, has adjourned the case till October 8 for hearing. The defendant on was first remanded at Kirikiri prisons by Chief Magiatrate Kikelomo Ayeye of a Yaba Chief Magistrate’s Court on May 9. She adjourned the case till June 25, pending when the legal advice would be out. Magiatrate Ayeye, had remanded the defendant after Mr Effiong Asuquo, Chief Supritendent of Police at Panti Yaba brought a remand warrant before the court. The defendant’s lawyer Oluseye Bamijoko had asked Magistrate Ayeye to remand the defendant at Ikoyi prison as she had a disease, and the specialist that attends to her is within Ikoyi axis. However the duplicate Police case file forwarded to the Directorate of Public Prosecutions DPP, came out on May 21. In the legal advice the DPP said based on the facts disclosed in the duplicate casefile forwarded to this Office, Legal Advice was issued on the 21st of May, 2018 and information papers filed at the High Court of Lagos, Lagos Division. The Directorate of Public Prosecutions issued Legal Advice stating that the available facts established a prima facie case of Murder contrary to section 223 punishable by death and Misconduct with regard to a Corpse contrary to Section 165(b) of the Criminal Law of Lagos State 2015 punishable with 5 years imprisonment against the Suspect Udeme Otike Odibi “Facts available in file reveal that the suspect, subsequent to her stabbing her husband, mutilated his corpse by cutting his genitals. The Suspect is therefore to stand trial before the High Court of Lagos State for the murder of her husband and mutilation of his corpse.”

The net result therefore is that the theft goes unaddressed with no repercussions to the perpetrator, the lack of a deterrent emboldens the perpetrator and others, and they continue to engage in IP theft. It becomes a vicious cycle.
Decisions of the National Industrial Court (NIC) are not supposed to be appealed, but it seems there is an exception to this rule. Can you educate us more on this? Prior to the Supreme Court decision in Skye Bank v Victor Iwu, there was general confusion as to the legal position regarding appeals from the National Industrial Court (NIC). Differing opinions existed as to whether the NIC was a final court and decisions could only be appealed in issues of fundamental rights; or whether its decisions could be appealed to the Court of Appeal, as is the case with other superior courts of record like the State High Courts and the Federal High Court. The decision of the Supreme Court in Skye Bank v Victor Iwu given in July 2017, put this debate to rest as a 5-man panel of the court held that the Court of Appeal had exclusive appellate jurisdiction over all decisions of the NIC, and that the jurisdiction of the Court of Appeal to hear and determine all civil appeals on decisions of the NIC was not limited to only fundamental human rights. New areas of law are evolving in Telecommunication, Media and Technology (TMT) market. How can lawyers tap into this new areas and leverage on its prospects? The practice of law is changing just as the world around us is changing, the issues we were being taught when I was in law school 10 years ago, are different from the issues that exist today. Innovations in TMT mean that lawyers need to be constantly updating their knowledge and keeping up with developments or risk being left behind. For instance, there are a number of developments in Intellectual Property (IP) as it relates to TMT – platforms like Twitter, Instagram, and Facebook throw up legal conundrums which were not (and could not have been) anticipated by our IP laws e.g. copyright infringement, online defamation etc.; what lawyers who want to leverage on these developments need to do is to spend time understanding how these new technologies work and then applying the principles to the issues which arise in these new platforms. How did you come up with the idea of LawPàdí? Lawpadi.com was started as an online platform to provide legal information to Nigerians as it concerns their everyday rights and responsibilities. Our goal when we started was to empower Nigerians to be more aware of their legal rights and duties. We understood that when faced with a legal question, many people don’t know where to start, because the law can sometimes be alien to most individuals. Our aim was to bridge this information gap, and help more individuals to be more informed about their legal rights and duties. We are steadily achieving this goal and we are fast becoming the go-to platform for any legal issues in Nigeria – sort of the ‘google for legal issues in Nigeria’. I came up with the idea because I saw the need for educating Nigerians about their rights, I have always been passionate about social justice, and in fact the Late Chief Gani Fawehinmi, SAN was someone who I aspired to be like, I come from a family of many lawyers and it was ingrained in me that the law should be used as a tool for social justice. So, one day I was thinking of ways to use my legal skills to help as many people as possible, and I realised that creating an online platform would be a great way to reach hundreds of thousands of Nigerians, if not more...and that is what we have done, lawpadi. com has been accessed by about 500,000 people since we launched it in July 2015, we are hoping to have helped 1 million Nigerians by 2020, and potentially begin to branch out into other African countries. What solutions are you intending to provide through
that channel? Since we launched the platform in July 2015 we have constantly evolved and improved how we provide legal information to Nigerians. We initially started with 2 solutions – our online repository of legal articles discussing different areas of law, and our ‘ask a lawyer service’ which allowed individuals to ask questions and get responses to their legal queries within 2472 hours. Based on feedback and suggestions, we expanded our solutions and began to introduce more interactive things like infographics, online legal education quizzes etc. In addition to all of that we have introduced automated fee estimating tools, legal eligibility applications, and Africa’s first legal chatbot -ADA (the Automated Divorce Advisor). We are constantly working on improving our services and solutions, and we are hopeful that in the near future as technology tools evolve we will do so as well and continue to lead the charge for adopting innovative solutions to improve access to justice. What challenges are you experiencing in building that brand? The biggest challenge that we have faced since launching the platform is trying to find ways to make the platform self-sufficient. This is a problem we are working tirelessly to try to solve, but in the meantime until we solve this, we are grateful for the support we have received by way of grants from the Tony Elumelu Entrepreneurship Foundation (TEEF) in 2015 and the Hague Institute for Innovation of Law (HIIL) in 2017. From a brand building perspective, because we have had limited funds, we have been unable to embark on widescale awareness sensitisation of our platform and what benefits it can create for the average Nigerian. Therefore, a lot of our growth and success has been largely word of mouth, and from people finding our platform organically - using the platform, and been so impressed with their interaction with us that they then become evangelists for our brand and platform. To what extend are people identifying with LawPàdíand what it stands for? The feedback we have received so far has been overwhelming – the vast majority of the people who have used our service have been so impressed with the quality of the legal information we provide, and the care we take in ensuring that we attempt to answer any legal queries they have. We are also very open to constructive criticism, and we have taken on board critical feedback from users to enable us to improve the platform. We are definitely on our way to achieving our goal of being the ‘google for legal issues in Nigeria’.

in August after series of letters without management response on the issue Investigation by our correspondent revealed that officials from the national secretariat of ANAP had written letters requesting for meeting with the NiMET management to iron out workers condition of service since 2017 in order to give the workers sense of belonging. Our correspondent findings showed that the NiMET management has prevented all
attempts by the union in the agency to hold several meetings. It was gathered that ANAP wrote a letter requesting a meeting with NiMET management in November 2017 but the management failed to respond to it. Further findings revealed that issues to address included the recruitment of about 200 workers in NiMET allegedly from one geo political zone. Also, the workers, BSC holders were placed on level 17
on appointments ahead of the old staff. This development has created disaffection among the workers. Other issues include training and retraining of staff, promotion and filling existence vacancies in the agency, NiMET station and operational facilities, others include update on NiMET condition of service and staff exgratia. The union had on March 16 2018 issued another letter requesting for audience with the
management of NiMET warning that failure to meet with them will lead to state of emergency on the condition of service of NiMET within six months. It was gathered that the six months ultimatum will expire in August and the union has vowed to destabilize the system of NiMET should management fail to implement the condition of service and other issues rose. Commenting on this development, the National secretary of ANAP, Comrade Abdulrasaq Saidu, disclosed that the ultimatum remained binding, adding that NiMET in their own interest should yield to the union’s demand. According to Saidu, there is no going back on the ultimatum since NiMET management has disregarded all correspondence to it by the union. Saidu said NiMET management should be held responsible for any industrial unrest in the establishment at the end of the August ultimatum.

Peaceful, conducive atmosphere at seaports to boost revenue generation – NIMASA DG The Director General, Nigerian Maritime Administration and Safety Agency (NIMASA) Dr. Dakuku Peterside has canvassed for the creation of peaceful and conducive atmosphere at the nation’s seaport so that the number of vessels that come to berth on the seaport can astronomically be increased to boost revenue of the sector. Dakuku made the advocacy while delivering a speech at the 2nd stakeholder’s forum held in Calabar on Monday, saying that if the collaboration is achieved the sector stand the chance of making more vessels berthed on the
ports making it possible for more jobs to be created so that huge number of youths can be taken out from the streets. The NIMASA DG who spoke on the theme; Harnessing Maritime Potentials in an Untapped Environment Opportunities, Threats and the role of Government, stated that Nigeria has Seven functional seaport as well as 275 identified terminals, jetties, and wharfs in eight (8) coastal states which includes the Tin Can Island, Onne, Warri, Calabar, Apapa in Lagos, Bonny Offshore Terminal, and Escravos Oil Terminal. Over 5000 vessels called at
the Nigeria ports annually (both wet and dry cargo vessels). Out of about 3,033 dry cargo vessels that visited Nigerian ports in 2016, Eastern ports accounted for only 631 which are about 20%. In 2017, out of 3106 dry cargo vessels that berthed in Nigerian Ports, Eastern Ports had only 676 about 21%. Furthermore, in Q1 2018 about 749 dry cargo vessels called at the nation’s ports, 292 representing 39% of the total berthed at the Eastern ports.” NIMASA boss added “In view of the above statistics, you will agree
with me that there is need for serious collaboration with the stakeholders in the sector to ensure that the environment is made conducive enough for growth that will be premised on the sustainable development as well as present enormous opportunities for investors both as public and private partnership”. The NMASA DG stressed. Dakuku said, “This applies especially to investments in maritime infrastructure, shipping and ancillary services, offshore services, ship building repairs, as well as marine and bunkering services.
The Pension Transitional Arrangement Directorate (PTAD) has concluded the computation of pension benefits for 3,542 Delta Steel Company (DSC) Aladja, pensioners. Following the successful conclusion of the exercise, the PTAD announced that the 3,542 pensioners who were cleared by Federal Audit will be pay-rolled in August 2018 and will start receiving their monthly pension for life. The Directorate in on Monday stated that this milestone achievement is coming 13 years after the Federal Government concluded the privatization of the company in February 2005. The Executive Secretary, Sharon Ikeazor along with her Management team had in March 2017, paid a working visit to Aladja, Warri Delta State where she met with the retirees and assured them of President Muhammadu Buhari’s administration’s commitment to the welfare of Nigerian pensioners. PTAD had successfully verified 4,182regular pensioners and deceased pensioners Next of Kin (NOKs) in November 2017 in an exercise that held concurrently in Abuja, Lagos and Aladja in Delta state. The computation, audit and pay-rolling of NICON, Nigerian Reinsurance and NITEL/ MTEL will be completed in due course.

Gas shortfall: NNPC targets 3.4bscf daily gas delivery by 2020 - Baru The Nigerian National Petroleum Corporation (NNPC) says it will deliver about 3.4 billion standard cubic feet per day (bscfd) of domestic gas daily by 2020 to bridge the current shortfall. Dr Maikanti Baru, the Group Managing Director of NNPC, gave the assurance at a workshop tagged: “Framing Workshop on the Seven Critical Gas Development Projects (7CGDP)” on Monday in Lagos.
According to Baru, the projects will be implemented on an accelerated basis. He said the strategy was to leverage the country’s gas potential to ensure it had a massive impact on the economy by 2020. To achieve the aim, NNPC has signed Utilisation and Units Operating Agreements (UUOA) with seven oil and gas companies to bridge the shortfall.
He said there was a need for Nigeria to be the regional hub for gas-based industries such as fertilizer, methanol, LPG and ensure a high-value gas export through regional gas pipelines. He said the workshop, which was one of the high points in NNPC journey, was to stimulate unprecedented economic growth through the pursuit of aggressive gas development. He explained that the issue of inadequate gas supply for domestic
market had been on for several years and that the workshop marked a major milestone in the quest to bridge that shortfall. The NNPC chief said the corporation had engaged two world-class project management consultants (DeltaAfrik/ Worley Parson and Crestech/Penspen) to work with NPDC and NNPC JV Partners to achieve the set goals. He added that the NNPC project management groups would strengthen
their oversight functions on the seven projects by ensuring prompt decision making and timely approvals in line with international best practices. According to Baru, one of the benefits of the projects is quick wins through synergy within a short term. He said the processed gas would be evacuated through the Uquo Gas Plant to Trans Nigeria Gas Pipeline through Ukanafun-Obigbo Node to OB3 pipelines.

Eko Disco apologises to customers over power outage The Eko Electricity Distribution Company (EKEDC) has apologised to all customers under its network affected by the general power outage that occurred on Sunday in Lagos. Mr Godwin Idemudia, the General Manager, Corporate Communications, told newsmen in Lagos that the outage, which occurred around 2:24 p.m, was regretted. Idemudia said that electricity supply was restored to all EKEDC networks as at 10.00a.m on Monday. The general manager thanked them for their patience and understanding during the outage. The News Agency of Nigeria (NAN) reports that EKEDC had on Sunday attributed the power outage in its network to system collapse from the National Grid. Idemudia said that the outage had affected both Ajah, Akangba and Agbara Transmission Stations around 2.27p.m.

2019: Atiku outlines plans for power sector, others if elected president Stories: Patrick Okohue Former Vice President and frontline Peoples Democratic Party (PDP) presidential aspirant, Alhaji Atiku Abubakar has assured that if he is elected president of the country in the 2019 election he will work to increase electricity generation in the country by ensuring full participation of private sector in the business of power generation. Atiku who spoke at the weekend while responding to various questions on his tweeter handle @Atiku, bordering on how he intends to find solutions to salient problems of national unity, unemployment, security and some other topics on Nigeria’s development assured that he will issue licences to enable the private sector invest in mini-grid capabilities to service local communities or local governments, states, regions or target industrial clusters. According to him, “Our electricity generation plan shall be diversified to include clean energy (hydro, solar and nuclear) in addition to natural gas. As you may be aware, the transmission infrastructure of the power sector is ageing and in dire need of investment. “In the mean time we shall consider concessioning to private sector segments of the national grid under some form of PPP over a period of time.” Speaking on his plan for the security sector, which has become a big issue in the country, Atiku said, “we must understand the root causes of the security challenges in the North. The full economic potentials of the region remain undeveloped resulting in high rates of youth unemployment, high levels of poverty and deprivation and income inequality. “Access to education is more restricted, resulting in more out of school children in the North than

anywhere else in Nigeria. Unless these issues are tackled, youth restiveness, sectarian violence and other acts of insurgency and terrorism shall continue to bedevil the region. “My first critical policy priority therefore is to support the northern states in rebuilding their
economies and opening up economic opportunities for their citizens. This will reduce frustration and alienation and minimise grievances. “We shall same time undertake a comprehensive review of our security architecture and enhance its preparedness to meet challenges. As part of the review we shall commence the gradual process of instituting state police and community policing in line with principle of restructuring.” He also spoke on his plan to create jobs for the yeeming youth population of the country, “On jobs, as long as growth of the economy is driven by the oil sector, job creation is bound to suffer. To tackle the job and poverty challenges bedeviling the economy, we shall focus on four areas. “First, we shall stimulate the growth of those economic sectors which are considered the domain of the poor - i.e Agriculture and Micro & Small Enterprises. “For the MSE sector, we shall set up a Venture Capital Fund to enhance their access to finance and hence their ability to grow and employ more hands. “Second, we shall set up a National Innovation Fund to support budding entrepreneurs, especially young men and women with brilliant ideas. “Thirdly, we shall promote a Special Apprenticeship Programme that will support the training of up to 1,000,000 youths (including NYSC) each year in diverse fields, by local master crafts persons. While they undergo the training, we shall match them with potential employers. “Fourth area of focus is the aggressive promotion of Nigeria as Africa’s leading business process outsourcing destination with potential to create two million direct and indirect jobs. “Our goal is to ensure that Nigeria fully explores the vast opportunities that abound in the global market for IT and IT-enabled services to create quality jobs for our youth,” he said.
Kogi East battle: Alfa accuses Saraki of double standards The winner in the recent court case on the true candidate of the Peoples Democratic Party (PDP) in the last Kogi East senatorial election, Air Marshal Isaac Mohammed Alfa (retd) has said that the leadership of the Senate has no reason not to inaugurate him as the representative of Kogi East senatorial district. Alfa, who spoke to reporters in Abuja, said that the declaratory judgement of the Federal High Court, Abuja, mandated the leadership of the Senate to swear him in as the Senator representing the district. He stated that three judgements given in his favour were binding on the Senate to do justice to him by swearing him in without further delay in the interest of justice and fair play. The Federal High Court, Abuja, had in a judgement on June 13, 2018, declared Alfa as the rightful winner of the Kogi-East Senatorial seat. The court directed the Clerk to the National Assembly to “forthwith withdraw all the privileges, rights and perquisites of office which the 3rd defendant (Aidoko) hitherto enjoyed as a member of the Senate and shall convey to the Senate President, the decision of this Court that he should forthwith withdraw further recognition to the 3rd defendant as a member of the 8th National Assembly…” But Senator Atai Aidoko told reporters that he has a pending appeal in the Court of Appeal which must be decided to know the rightful occupant of the seat. However, Alfa insisted that Aidoko was only buying time by refusing to vacate the seat, saying “By the judgement, the Supreme Court was saying that Kogi East had no senator in the Senate. “Despite the judgement, which we forwarded to the leadership of the National Assembly, the National Assembly still allowed Atai Aidoko to resume in the Senate. “The Senate leadership told me clearly that they only obey court order and not notice of appeal. Now that I have a valid court order and my certificate of return, why are they not swearing me in especially because precedence had been set already? Why the double standard?” Alfa insisted that Aidoko was sitting in the Senate illegally by all the explanations he has given.
APC plans legal action against Galadima for forming r-APC, declaring self chairman National Legal Adviser of the All Progressives Congress (APC), Mr. Babatunde Ogala, has said that the party will institute legal action against Buba Galadima for what he described as the “criminal acts” of forming the Reformed-All Progressives Congress (APC), a faction of the ruling party, and declaring himself chairman. Ogala, in a statement said Galadima committed impersonation by referring to himself as the substantive Chairman of R-APC, a variant of APC, “whilst he knows full well that there is indeed no such political party in Nigeria.” He accused Galadima of suggesting that he is the substantive Chairman of APC even though he knows that Com. Adams Oshiomhole is indeed the Chairman of the party. He said that “in the circumstance, Galadima has committed the offence of Impersonation as defined and punishable under Section 484 of the Criminal Code and the authorities will be requested to do their work in bringing him to account.” He added that “for the infringement so far committed by Galadima and the odium he has brought upon the APC brand, we will be seeking civil redress against his person and that of his group.” The statement reads in part, “Two days ago, on July 4, 2018, we witnessed a Press Conference by one Mr. Buba Galadima speaking allegedly on behalf of a group of politicians who claim to be of our party, the All Progressives Congress (APC). “His very act, taken together with the content of his Press Release were reminiscent of the

Spain poised to name new coach
The president of the Spanish football federation (RFEF) said on Monday “it is probable” that a new national team coach would be announced later in the day. Spanish media have reported that former Barcelona boss Luis Enrique is likely to land the job. “We are going to have a council meeting now and we will take a decision,” Luis Rubiales told a press conference. A second press conference was scheduled to take place after the committee meeting. The first press conference unveiled Jose Francisco Molina, 47, a former goalkeeper at Atletico Madrid and Deportivo La Coruna who played nine times for Spain, as the team’s
sporting director. Asked about Enrique, Molina said Spain “needed to choose a coach who had been succesful”. Rubiales fired Julen Lopetegui on the eve of the World Cup when the coach announced he had signed to take over at Real Madrid. Fernando Hierro, the sporting director, who stood in as coach and led Spain to the last 16 where they lost to host Russia on penalties, said Sunday he would not continue with RFEF. Enrique was in charge of Barcelona for three years from May 2014, leading the Catalan giants to the treble of La Liga, Copa del Rey and Champions League titles in his first campaign at the helm.

Enugu govt plans N18m physiotherapy centre for Rangers FC The Enugu State Government has approved N18 million for the building of a physiotherapy and fitness centre for Rangers International FC, Enugu. Commissioner for Sports and Youth Development in the state, Joseph Udedi, said, on Monday, in Enugu, that the centre would be sited at the Rangers’ Camp in Emene, Enugu. According to him, the sports equipment company from overseas has started installing the machines at the centre. “Before the end of next week, the installation will be completed
and the company will train local technicians that will take care of the equipment after the installation,’’ he said. Udedi lauded Governor Ifeanyi Ugwuanyi for the project because an injury could sideline a footballer and his trainer for life if adequate medicare was not available. “The equipment includes ankle training machine, elbow training machine, sweat treading machine, bicycle timer equipment and body rollers. “There is also physiotherapy first aid box, other physiotherapy medical consumables and various massaging machines,’’ he said.

NFF crisis: Football enthusiast cautions against government’s interference

A football enthusiast, Mayowa Ademoyegun, has cautioned against interference of government in the affairs and politics of the Nigeria Football Federation (NFF) which could get the nation banned by FIFA. Ademoyegun, gave this advice in an interview while speaking with the News Agency of Nigeria (NAN) on Monday in Akure. He called on those who were clamouring for the removal of Amaju Pinnick-led executive to exercise patience for two months, when the tenure of the executive would lapse. Ademoyegun, who also doubles as CEO of Marigold Brand Solutions, noted that the Pinnick board, had tried in developing the game in and outside the country. He said if FIFA banned the country from participating in its events, it would be like taking backward steps after a lot of achievements under the current board. NAN reports that the Minister of Youth and Sports,
Solomon Dalung, had directed the NFF to comply with the Supreme Court order, which declared Giwa as the authentic NFF president. Dalung said in a statement that the directive followed a written notification by the Attorney-General of the Federation, requesting the ministry to ensure compliance with the order. “In my own opinion, election will hold in the next two months, the aggrieved faction has waited this long; it should slug it out at the polls if it believes Pinnick board has not done enough for sports in the country. “Everyone plays politics, but dirty politics is not a good one. Chris Giwa and his cohorts will only take our country’s football backwards to the analogue age, we should be moving forward and not backward. Ademoyegun, who is also a former employee of the Ondo State Football Agency, advised Dalung to invite both factions and settle the matter amicably.
