Unions, NAHCO on war path over MD’s fat salary Continued from page 1 Services Senior Staff Association (ATSSSAN) and the National Union of Air Transport Employees (NUATE). The NAHCOaviance boss was also accused of employing people from his tribe into managerial positions and other positions that does not exist in the Organogram of the company. General Secretary of NUATE, Comrade Olayinka Abioye, said the workers were unhappy with this development despite the many calls on the Management to review the conditions of service of the workers which had expired for over four years now. He said for several months the proposal for the conditions of service review had not been answered neither had the unions gotten any response from the Management, adding that rather than respond to the proposal, the management had been playing games. Abioye further alleged that so much money was being shared by the top management staff of the company at the expense of those generating the revenue. He said, “The conditions of NAHCO has to be reviewed or completed in the next 14 days, failing which there will be closure of operations in NAHCO. “In all sincerity, there has been no dialogue, we have had only one meeting since we submitted our conditions of service proposal to them, and that one meeting was just as it was forced on them because they never even wanted to talk to the union, it was because we told them there would
be industrial crisis in NAHCO, that was why we were hurriedly invited to that meeting”. Abioye said the management was insensitive to the plight and well-being of the workers, saying that,” when the Oyinbo man left, Mr. Norbert, they brought in a Nigerian which we applauded, the salary that the new MD is collecting will wow anybody. In this company that is said not to be making any profits, it will shock you at the humongous salary this MD is taking home. The humongous amount of money is three times what the immediate past MD was taking home”. The NUATE’s General Secretary further alleged that the promotions of the staff of the company have been stagnated as people were employed to take managerial positions. “He has disrupted and bastardised the Organogram by his bringing in people from outside to come and take positions that did not even exist on the structure. He left from the bank, a brilliant man for that matter, a gentleman and he came in here and started playing politics of tribe. He started gathering people from his tribe, instigating and inciting them even against the workers and the unions, we feel very, very sad about this development,” Abisoye added. Also speaking, the Deputy National President, ATSSSAN, Comrade Emmanuel Jaja, insisted that if the company was making so many profits, why the workers would not be allowed to benefit and do more for the company. He said the presence of the union leaders and
members at the NAHCO headquarters on Thursday morning was to notify the Management of NAHCO of what the unions intended to do if the staff welfare were not given the needed attention they deserved. “For many years now, the conditions of service expired, the management is using delay tactics not to get it done and we are not going to accept that. As a worker, whatever holds you in the place you are working is the condition of service, we need to fight and make sure that we get the management to start it and get it done,” he added Responding to the allegations by the unions, Head, Public Affairs, NAHCOaviance, Mr. Tayo Ajakaiye, said the management was still talking to the unions and that discussions were still ongoing. He said, “It is an ongoing process, there might be delay definitely it’s something that will be get done”. On the employment of people into managerial cadre, Ajakaiye explained that those employed were working directly with the MD because it was part of the contract signed with him. He said, “The MD contract allows him to also employ some people to work with him, these are the things contained in the contract. Is like you employ a coach for Super Eagles and you are given the target and off course, he would need two or three people to work with him to achieve that target, those are the facts and terms of the contract which he agreed to,” he added. He, however, noted that nobody was feeding fat on the company’s money.
Finally, EFCC quizzes ex-DSS DG Ita Ekpeyong Mathew Dadiya, Abuja The Economic and Financial Crimes Commission (EFCC) has finally arrested a former Director-General of the Department of State Services (DSS) Ita Ekpeyong, after several attempts were prevented by the DSS officials. The EFCC operatives, who carried out the arrest at 46, Maman Nasir Street, Asokoro, Abuja, on Thursday afternoon, went in three buses and some patrol vehicles accompanied by over 20 armed policemen. The operatives were said to have search Ekpeyong’s mansion for over two hours before leaving at about 3.20pm. The raid occurred barely 10 months after
the DSS under the leadership of the sacked DG, Lawal Daura, prevented the EFCC operatives from searching or arresting Ekpeyong despite a court order. Multiple sources told The Daily Times that the acting President, Prof. Yemi Osinbajo, ordered the raid following a meeting with the acting Chairman of the EFCC, Mr. Ibrahim Magu; and the new acting DSS Director General, Matthew Seiyefa on Wednesday. When contacted, a top source in the Commission confirmed the development. He simply said, “It is true that the man was arrested and quizzed by our operatives.” But the commission was said to have granted administrative bail to Ekpeyong and released him at about 6pm.

NASS reconvenes Tuesday amidst defections, DSS siege Henry Omunu, Abuja The House of Representatives Deputy Speaker, Hon Yusuff Lasun, on Thursday, disclosed that the National Assembly would reconvene next Tuesday to consider and approve President Muhammadu Buhari’s supplementary budget and virement request. Lasun made this known while answering questions from journalists at a press briefing by the All Progressives Congress (APC) House of Representatives caucus.
Commenting on the budget of the Independent National Electoral Commission (INEC) before the parliament, the deputy speaker confirmed that the National Assembly would reconvene either on Tuesday or Wednesday next week to specifically consider and approve the budget. “The 2018 budget is not cast in iron as it can be amended through virement or otherwise,” Lasun added. The Daily Times recalls that National Assembly principal officers were scheduled to meet with the INEC hierarchy on Tuesday, to consider
Buhari’s request for funds for the electoral umpire to conduct the 2019 general election before the DSS invaded and sealed the complex. The siege led to the postponement of the meeting by the principal officers to decide whether and when to reconvene the National Assembly which had proceeded on its annual recess. Reacting to Tuesday’s siege on the National Assembly by the DSS, the caucus said it supports the reactions and measures taken by the Presidency in the wake of the invasion and siege of the
Saraki unfit to remain as Senate President- APC You’re taking nonsense, says Saraki
Patrick Okohue The All Progressives Congress (APC) has described the Senate President, Dr. Bukola Saraki, as a misfit for the office of the Senate President in a sane clime like Nigeria, saying that Saraki’s antecedents shows him as a man lacking in all areas for a person to occupy such high office. The APC in a statement signed by its acting National Publicity Secretary, Mr. Yekini Nabena, noted that “in every democratic country, the position of the Senate President is one of the highest political offices one can attain. It is a position reserved for the best of the best, experienced and exemplary politicians who by their character and conduct in public offices, the younger generation look up to as role models.” It added however that “in terms of exemplary personage, the reverse is the case in respect of the current Senate President, Dr. Bukola Saraki, who has been a dismal failure and has been involved in one controversy or the other - budget padding, filibustering, legislative rascality, sabotage of matters of national interest, among other criminalities too numerous to mention. “Having suffered under the 16-year misrule of the Peoples Democratic Party (PDP), Dr. Saraki will go down in our country’s history as the worst Senate President Nigeria has had the misfortune to have. Since his usurpation of the coveted seat, achieved through a wicked
conspiracy with members of the opposition PDP, it has been from one controversy to another – the Code of Conduct trial for false declaration of assets; conspiracy with his deputy to fraudulently alter the rules of the Senate and links to the deadly armed robbers who wasted many lives in the Offa robbery attack. “It is alleged that some of the robbery suspects were his political thugs used to rig elections; a common adage says: “Show me your friends and I will tell you who you are”. “Dr. Saraki is definitely not our good example for political leadership,” the APC said. According to the APC spokesman, all over the world, the leadership of the legislature is provided by the political party with majority members. He ,however, said, “But Dr. Saraki would in the absence of many members of his former party, the APC, connive and conspire with members of the opposition PDP to emerge Senate President, and in the process tradeoff the Deputy Senate President position to the opposition PDP, a political betrayal and treachery even the devil would be envious of. “Even at this time he has defected to the opposition PDP, and with APC still in the majority in the Senate, Saraki still has the impudence to present himself as the Senate President. Political ambition should be made of nobler stuff, The party added that, “One is of course not surprised as Saraki’s greed, selfishness,
treachery, disregard for protocol and constituted authority is well-reported. In terms of treachery, Saraki’s public humiliation of his late father and sister comes readily to mind. “A traitor will always be a traitor, however the time and place. The Senate must do everything possible to put Saraki where he rightly belongs, the back seat. He is definitely not a fit and proper person to preside over the country’s upper and revered legislative house. “A man who betrayed his father, sister (many times), his party PDP in 2014, the APC in 2015 by conspiring with opposition PDP senators to emerge Senate President, APC administration by sabotaging the executive and defecting to the PDP in 2018 has no character, principles, values and integrity. “His only interest is Bukola Saraki, Bukola Saraki and Bukola Saraki. The question is not if he will defect again from PDP if Bukola Saraki’s interest is not served, but when he will do so. Such mean men are not interested in the Nigeria of our dreams,” the APC spokesman added. But Saraki in a swift reaction, dismissed the APC’s claims with a wave of hand. In a very short response, the Special Adviser to Saraki on Media and Publicity, Mr Yusuph Olaniyonu, said: “We can’t descend into the gutter with these characters. Apparently they have not recovered from the shock of their Tuesday’s failed attempt to subvert democracy”.

assembly. Condemning the DSS siege, the APC caucus after a marathon four-hour meeting, informed journalists that it backs the sacking of the former Director General of the DSS, Lawal Daura, by acting President Yemi Osinbajo and the administration’s decision to conduct a full scale investigation into the siege. House Deputy Speaker, Yusuff Lasun, speaking for the APC lawmakers, said the caucus condemns the invasion of the National Assembly by the DSS while commending the Presidency’s reaction in relieving Daura of his job and instituting an investigation into the siege. Accompanied by House Leader, Hon Femi Gbajabiamila and other APC lawmakers, Lasun said that the APC House caucus won’t accept the rape on democracy as witnessed on Tuesday, while objecting to the partisan colouration given to the siege. “We stand together to defend our democracy. The Peoples Democratic Party (PDP) shouldn’t use the invasion to malign the APC and President Muhammadu Buhari. “We call for a full scale investigation to know what exactly happened and who played what role in the invasion,” he said. The caucus however, distanced itself from any group such as the Parliamentary Support Group that is ostensibly drumming support for Buhari in the National Assembly, stating that “all APC members in the House support Buhari as a consensus presidential candidate for the 2019 elections”. Meanwhile, a member of the House of Representatives, Hon. Ehiozuwa Johnson
Agbonnayinma (APC, Edo), has demanded the arrest and prosecution of the hired thugs who molested him during Tuesday’s invasion of the National Assembly by agents of the Department of State Security (DSS). Reacting to Senate President Bukola Saraki’s call for the prosecution of the DSS agents who took part in the siege on the parliament, Agbonnayinma stated that the thugs who molested him should also face trial. Disturbed at how he was molested, Agbonnayinma in a chat with journalists, said that the National Assembly “belongs to all political parties and Nigerians, why must PDP thugs block me from entering the complex? “If I had reacted and stormed the place with other APC lawmakers, can they withstand us but I chose to be a matured Nigerian. But, I equally want the thugs tried in the same vein with the invaders. It was even the DSS men that protected me from the rampaging thugs and the question is who brought them there if not the PDP? “When I got to the gate, they were only allowing PDP lawmakers entry into the complex, when we all know that the National Assembly belongs to us all. “Even when I finally entered the complex, PDP lawmakers told me I had no business being there and it was Senators Matthew Ughogide and Dino Melaye that protected me from being assaulted, begging me to calm down”. The lawmaker said further that “this can’t happen in the United States as such thugs will be prosecuted. So I demand for their prosecution”.

Ribadu, McAthur, others seek synergy in anti-corruption war Mathew Dadiya and Oyindamola Adebisi, Abuja A former Chairman of the Economic and Financial Crimes Commission (EFCC), Mallam Nuhu Ribadu, has called on Nigerians irrespective of their political affiliations to join hand in rooting out corruption in the country through the Whistleblower’s Policy initiated by President Muhammadu Buhari- led administration.
Ribadu said that strengthening the synergy between the public and anticorruption agencies was the only way to promote transparency in governance, thereby restoring integrity in antigraft war. The former EFCC boss stated this on Thursday while speaking at the launch of an anticorrptuon report titled: “Engaging Whistleblowing in Nigeria One Year of the Corruption Anonymous (CORA) Project at Shehu Musa Yar’adua Centre, Abuja. The anti corruption czar emphasized
the importance of whistleblower initiative, describing it as a most viable means to win the war against corruption. Ribadu explained that there is no better way to get Nigerians to support the fight against corruption, than through coherent and systematic campaign that has the full support of ordinary Nigerians. He said, “There is no gainsaying that for us to succeed in the anti-corruption fight, there must be uniformity of purpose, and what this means is that the
We’ll review cases of unlawful detentions, rights abuses – Acting DSS DG Andrew Orolua, Abuja The Acting Director-General of the Department of State Service (DSS), Mr Matthew Seiyefa, has disclosed that the service is reviewing all cases of alleged unlawful detentions and human rights abuses made against the service. Seiyefa, stated this on Wednesday during his maiden interaction with journalists in Abuja. He was appointed acting Director -General of the DSS on Wednesday by the Acting President Yemi Osinbajo after sacking the former Director-General, Lawal Daura, for unauthorised deployment of DSS operatives to block the National Assembly complex. According to Seiyefa, the DSS will remain focused and professional in protecting national interest. He said, “We are reviewing all issues that have brought about unhealthy perceptions about the
service in recent times including detentions and perceived human rights abuses. “We will respect the rights of groups or individuals as long as they are legitimate. We will work on the basis of our core roles and mandate which are the detection and prevention of threats against the internal security of Nigeria. “We will not tolerate the abuse of freedom of Nigerians and we will not be intimidated nor cowed as we will protect our mandate.” He assured that the service would work to promote and protect the national interests and not individual or sectional agenda. Seiyefa also said that the service would do its best to diffuse the perception about the DSS, adding that it was critical to the security architecture of the country. He said he would also redouble its efforts to improve on intelligence gathering and analysis to guide policy formulation and security management.
He promised to partner with other security agencies and relevant stakeholders in the country to provide security to the citizenry. The acting director-general said that the service would discharge its mandate within the tenets of rule of law as obtained globally. On the continued detention of former National Security Adviser (NSA), Col Sambo Dasuki, Seiyefa said it was early to make any definite decision as he was still studying cases before him. He said that the service would collaborate with the media to project the activities of the service, adding that the appointment of a spokesperson for the service was under “active consideration”. “The issue of having a spokesperson to respond to media inquiries is under active consideration, he added. There was no spokesman for the DSS under Daura’s tenure as he refused to appoint anybody to speak for the service.
government and the people through the media and civil society organizations will have to find a common ground, a consensus. “This consensus doesn’t mean civil societies will serve as puppets for government, but it means working together to mobilize citizens, to consolidate on best practices, as well as single out mistakes in the process. “Whistle blowers initiative is one smart way of involving the public, gaining their trust and integrity, and government is not out of place to pursue this initiative. “Since the introduction of this whistle blower initiative, things have changed, invisible things, looters now find it difficult to hide looted funds at home, because someone maybe looking to make money out of it. “Giving information about crime is a constitutional responsibility of every Nigerian, but Nigerians are slow to do this, this is not because they are not patriotic, they need the motivation.” He pointed out that Nigeria’s Whistleblowers Policy “is at its infancy, with a lot of grey areas that needs to be addressed and a lot should be done in guaranteeing the security and protection of whistle blowers from retaliation”. In his earlier remarks, the Deputy Director of MacArthur Foundation, Dayo Olaide, said sensitization of the public was key in reaffirming government’s commitment towards fighting corruption.
Had said, “Government must show enough commitment by prosecuting those that have been exposed, this will send strong signal to looters and the public as well, so they can accept the anti-corruption fight as their fight too. “Where whistle blowers provide evidences of a crime, and corruption fights back it has the tendency of sending the wrong signal to the rest of the public, thereby truncating the process. Every whistleblower must be protected, and in the absence of a strong protection law, the whole essence of whistleblowing will come to naught.” The Acting Chairman of the EFCC, Mr Ibrahim Magu, commended the organiser, African Centre for Media and Information Literacy (AFRICMIL) for producing the report, expressing confidence that the report would add value to the fight against corruption and further strengthen the implementation of the he Whistleblowing Policy. Magu, who was represented at the event by the spokesman of the agency, Mr Wilson Uwujaren, called for continued sensitization of the public on the need to keep blowing the whistle to expose corrupt persons. Other anti corruption champions at the event included Independent Corrupt Practices and Other Related Offences Commission (ICPC), Nigeria Extractive Industry Transparency Initiative (NEITI), National Orientation Agency (NOA) amongst others.

Acting Chairman, Economic and Financial Crimes Commission (EFCC), Mr. Ibrahim Magu, has assured the Federal Bureau of Intelligence (FBI), that the Commission would intensify its fight against cybercriminals in the country. Magu who lauded the collaboration between the Commission and the agency said that cyber crimes is the latest form of terrorism and corruption which according to him is a growing concern affecting all nations in the 21st century. This was contained in a statement by its Head, Media and Publicity, Mr. Wilson Uwujaren. The EFCC boss said that the recent raid tagged “Operation Wire Wire”,
which led to the arrest of over 32 suspected cybercriminals, was a welcome development. We believe that this kind of collaboration will continue between both organizations” he stated. He added that “Operation Wire Wire” had sent a strong message to Nigerians and the rest of the world that there “is no hiding place for criminals. “Some have been charged to court, while others are awaiting arraignment. He also charged the operatives to work harder so that their efforts could be better recognized by other anti-corruption agencies across the world. On his part, the Assistant Legal Attaché, of the United States Consulate General, Mark F. Grimm assured the Commission that such collaborations would continue as part of efforts to check the activities of cyber criminals in the country.

I have no plans to dump PDP - Sen Aduda Tunde Opalana, Abuja Contrary to widespread speculations of his planned defection from the Peoples Democratic Party (PDP) the Senate Minority Whip, Senator Philip Aduda (PDP-FCT) has debunked as false insinuations that he wants to defect to the All Progressive Congress (APC). Speaking with Senate correspondents yesterday, Aduda dismissed as untrue insinuations that he planned to join recently defected Senator Godswill Akpabio in the APC. He said “I have no intention to leave. No, I have not defected; I am in People’s Democratic Party (PDP). I am not planning to defect, body and soul, I am in PDP. I am a bonafide PDP member and I am a leader
in the PDP, and not only being a leader in PDP but I am a loyal member of the party from my ward to national level. “I have heard the trend on the social media and also all sorts of stories on the alleged defect but it is false. People have called me from all over the world and even my constituents. I want to thank those who expressed concern about my political career and future.
“I have no intention to leave. No, I have not defected; I am in People’s Democratic Party (PDP)”. - Aduda
“We must continue to build not only institutions but parties. And as such my ideology is with the PDP and I am still a member of the PDP.” On the sudden defection of Senator Akpabio to All Progressive Congress (APC) he said though Akpabio is his friend, his defection to the ruling party cannot influence his decision to remain with the PDP. “You should know that politics has nothing to do with friendship and as such, we have our political differences. “For me I want to re-iterate that I worked very hard for the people of FCT and nothing will hamper me from working for the people of FCT. So, Akpabio has his reasons for leaving PDP but for me, I will continue to serve the PDP and I am loyal to my party.”

Stop parading yourself as APC chairman or risks jail term, Kwara APC warns Bolarinwa Kehinde Akinpelu, Ilorin
The All Progressives Congress (APC) in Kwara state has read riot act to Mr Bashiru Bolarinwa, who is accused of parading himself as caretaker chairman of the party, and his accomplices, saying by their unlawful actions, they are walking the road to jail. The party stated this in a statement signed by its state publicity secretary, Sulyman Buhari. It made reference to a recent court order which asked Bolarinwa and others or their agents to stop parading themselves as chairman or executive members of APC caretaker committee in the state. The statement reads: “It is a matter of public record that the issue of the leadership of All Progressives Congress is settled with the affirmation of the Kwara State High Court that the Alhaji Ishola Balogun-Fulani-led State Executive
Committee (SEC) has a constitutional mandate of four years that will elapse by 2022. “The public is also aware that in the suit number KWS /292/218, filed before the court of Justice T. S. Umar, the judge granted an express order that restrained Mr Bashiru Bolarinwa and his agents from parading themselves or performing any function or duty specified for members of the executive committee of the APC either individually or collectively as members of the executive committee of members of purported caretaker committee of the APC in Kwara State. “In spite of the above stated court order, the attention of the leadership of APC in Kwara State has been drawn to reports indicating that Mr Bashiru Bolarinwa is still parading himself as chairman of a caretaker committee the court of law has dismissed as unlawful and non-existent. “As a matter of fact, Kwara APC has a chronicle of unlawful actions of Mr Bolarinwa and his agents. Such unlawful
actions constitute contempt of Court. By their unlawful actions, they are walking the road to jail. “Meanwhile, Kwara APC wishes to declare and reiterate that Mr Bolarinwa has neither legitimacy nor authority to act on behalf of the All Progressives Congress in Kwara State. We invite the media, the general public and particularly all members of APC in Kwara state to note this fact. “All members of APC in Kwara state should know that Kwara APC has no plan to reconstitute executive committees at the ward and local government levels. Party members should continue to work with the present leadership of the party at the ward and local government levels. Party members are enjoined to shun plans by an impostor to organise unlawful congresses at the ward and local government levels. “Finally, Mr Bashiru Bolarinwa and his agents have been warned. They can continue to evade, hide and run. However, they cannot run away from the long arm of justice.”

Need for synergy in fight against corruption
Nuhu Ribadu
It gives me great pleasure to be invited to chair this very important occasion. Let me start bycommending the African Centre for Media and Information Literacy for putting together this publication and the MacArthur Foundation for supporting this and similar initiatives. The decision to empower public institutions, themedia and civil society in an attempt to strengthen the current push against corruption is a wonderful decision on the part of the Foundation. There is probably no better way to help Nigeria to find its feet than helping to entrench the fight against corruption through a coherent and systematic campaign that has the support of Nigerians. There is no gainsaying the fact that for us to succeed in the fight against the corruption scourge, there must be uniformity of purpose. What this means is that the government and the people—through the media and civil society organisations, would
have to find a common ground. This consensus does not mean civil society serving as trumpets for the government, but it means working together to mobilise citizens, consolidate good practices and point out mistakes along the line. The importance of the government/people synergy in the fight against corruption is best measured by the trust people have in the integrity of the system. The manifestation of that trust, in turn, is when people go beyond expressing verbal supportfor the work to volunteering tips and information. Giving information about crimes to law enforcement agents is a constitutional role of the citizen. In fact, to do otherwise is not only unpatriotic but a punishable offence. However, Nigerians are often reluctant to play this role for a number of reasons. It is not because they are not patriotic. Anytime people see public officerswho are serious about their task or a government
that is committed, you see a surge of interest on the part of the public to contribute their quota to make the system work. Whistleblowing is a very important catalyst that can help law enforcement agents and it is, therefore, not out of place for the government to provide incentives for whistle-blowers with vital information. The whistle-blower policy is a new and evolving. There are issues and grey areas that need to be addressed to arrive at a more robust document. The back-end of the public interface platform needs serious tightening to make it fool-proof and ensure that it is not compromised. Those who volunteer information need to be sure of their security and confidentiality. Whistle-blowers also need absolute protection from retaliation and redress for undue harassment. These are some of the issues the Corruption Anonymous (CORA) project of the African Centre for Media & Information
Literacy has tried to address through this publication. In the last one year, AFRICMIL with the support of the MacArthur Foundation, has engaged the public around the whistle-blower policy seeking in the process to create greater awareness about the policy, ensure the integrity of the process and advocate for the protection of whistle-blowers. This publication is the outcome of this engagement. I believe it will benefit policy makers, the media, civil society organisations, and members of the public seeking to understand and interface with the whistleblowing process and in the process deepen the conversation about whistleblowing and whistleblower protection in Nigeria. I thank you all for finding the time to be here and I hope that by the time we close this event, our knowledge of issues around transparency, accountability and matters of good governance in our country would have been greatly enriched.
Even among thieves, there should be honour
Zainab Suleiman Okino
By now, no one should be under the illusion that the political class is working for the generality of the people. Unlike Abraham Lincoln’s definition of democracy as “government of the people, by the people and for the people”, ours is a government of the partisan for the interest of a cabal or self even. But among them, some are literally odious. The seasonal migration which comes up every pre-election year is a further expose on the rottenness of our politicians, who have already begun the biggest bazaar of the year – shopping for accommodation where their individual interests will be best served. While some are migrating to better comfort zones, others are defecting for their political survival or relevance; and yet others are fleeing to seek asylum elsewhere or for soft landing for past misdemeanours. And inspite of their huge promises four years ago that have failed, no one is talking of electricity to power our comatose industries, the gradual collapse of an economy that has remained import dependent, as the government is yet to find an answer to the unemployment time bomb. All those are irrelevant now. Instead, we scheme to outmaneuver each other over Buhari or Saraki, the political parties to move to and who is doing or not doing what in the epic battle for survival in Nigeria’s murky political waters. After the exodus of lawmakers from the ruling APC to end months of speculations, things have never been the same. That act has engendered unlikely alliances and triggered knee-jerk responses with negative consequences. Suddenly, the integrity mantra of the president has lost its appeal,
while the anti-corruption toga on the basis of which this government came to power is almost dead. Finally, all pretences are over; what matters now is how the ruling party can retain power and who has the capacity to deliver votes to actualise that goal. In the criminal plots loading on both sides, it is now a battle of numbers. Who has the higher number of senators to outwit and unseat the other? Unfortunately, when the Directorate of State Services (DSS) carried their overzealousness to a ridiculous extent and blocked the National Assembly to members yesterday, the director general of the DSS paid dearly for it. He was sacked. For the first time almost in almost six months, the Buhari government reacted proactively and stopped the impunity of an arm of the executive. In the two categories of defectors heating up the polity, at least, the sympathy of Nigerians appears to favour those leaving the ruling party to the opposition, describing their opponents as opportunists. While defection to any party can be legally and morally faulted, it takes courage to abandon the seeming comfort zone of a ruling party with all the trappings and perks of office, incumbency advantage and access to power. Whatever might be the political motive, or what someone described as “between bad eggs and rotten eggs”, it is still more honourable to defect from the ruling party to the uncertainty of the opposition. In this category at the moment is Senate President Saraki, Governors Tambuwal, Ortom and Ahmed and a host of lawmakers. It is a higher honour for Saraki even, to leave the ruling party than turn the Senate into a rubber stamp organ of the executive. In the last few years of democratic experiment, affront
on the ruling party has always worked in favour of the opposition or the country. President Buhari was a beneficiary of such a daring move. Without the defection of Saraki, Tambuwal and five governors from the then ruling Peoples Democratic Party (PDP), chances are that Jonathan would still be president today, and there would not have been a Buhari now attempting revisionism and harassing defecting politicians. If being with the ruling party must be some fait accompli, and lawmakers had acceded to his tenure elongation ambition, exPresident Olusegun Obasanjo would have achieved his third term agenda. It is a different ball game for politicians who, either because they know their onions or on the basis of principles, defied inducement and challenged the system to take on the ruling party; but it is another story for those who defect to the ruling party, either for protection from prosecution to cover their dirty past or to seek favours. No wonder, PDP criminals and those who ruined Nigeria, by their act of omission or commission, are now taking solace in the All Progressives Congress (APC). Surely, there should be honour among thieves and for the APC-bound defectors, this saying cannot be truer. It is public knowledge that there has been no love lost between the Presidency and the leadership of the National Assembly, a section of which is headed by Dr. Bukola Saraki, whose emergence irked the executive. Thus began the war of attrition that lingered on until the exit of Saraki and his supporters a few days ago. Three governors — Samuel Ortom of Benue State, Abdulfatah Ahmed of Kwara State and Aminu Tambuwal of Sokoto State have since followed
suit, while the ruling APC has also gained some high-profile lawmakers and personalities, who have either been cajoled or coerced to stay put or decamp from the PDP to the APC, the latest being Senator Akpabio who has just resigned as Senate minority leader in preparation for his exit from the PDP. Meanwhile, the ruling APC has already given itself away, by its support of impunity when it unleashed the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC) on Governor Ortom and the accountant general of Sokoto State, while shielding those who moved to the APC. It has been observed that those moving to the ruling party are either running from the long arms of the law or they have skeletons in their cupboards. Earlier in the day, Senator Hope Uzodinma defected to the APC after his altercation with Nigerian Ports Authority chairman, Hadiza Bala Usman over the former’s mismanagement of ports contracts and dredging of Calabar ports, and receiving, in the process, $12.5 without “competitive bidding and without delivering on the job” under the Jonathan administration. Senators Bob Effiong, Teslim Folarin, Yele Omunguwa from Ondo State, Joshua Dariye and Gbemi Saraki have also decamped to the ruling APC. Although the EFCC has been on the trail of Akpabio, whom they confronted with the allegations of financial impropriety amounting to N108 billion, he is yet to be formally charged to court. What will become of the corruption cases against the newly minted APC senators? Your guess is as good as mine.

Editorial Commentary The parable of SABC and General Electric
Times Guest Columnist
Our POSITION
Azu Ishiekwene What is it about us, Nigerians, that make others think they can take us for granted and get away with it? Two different recent news items got me thinking about how long we would be prepared to put up with the shenanigans of folks who think that we live to walk their dog. In South Africa where presidential aspirant, Omoyele Sowore had a series of scheduled media engagements, he stirred the hornet’s nest in an interview with e-TV. In answer to a question about South AfricaNigeria trade, he described Nigeria as “South Africa’s big brother.” Apparently offended by the down-toearth, politically inconvenient description, SABC pulled an interview earlier scheduled with Sowore, while e-TV bit its finger in regret that it invited Sowore at all. Africa and the world are so used to generations of Nigerian leaders carrying their bags, the folks at e-TV and SABC could not believe there’s still one Nigerian left that won’t call a cow by its name for a steak of beef. That nonsense is also widespread in the corporate world and General Electric (Nigeria) has been in the news lately precisely because the company believes that when you do business in Nigeria, you can make the rules by yourself for yourself and also for third parties. According to news reports, in 2006, General Electric signed a staff-sourcing service agreement with a Nigerian local content firm, Arco Engineering. The service lasted nine years during which GE was reported to have been deducting 10 per cent withholding tax amounting to nearly $3million (about N1billion). Arco said it protested that the provisions of the tax law in this particular instance permitted only five percent deduction, not 10. The multinational stood its ground – and Nigeria, being Nigeria, it seemed pretty sure that nothing would happen. After a back-and-forth that lasted nine years (2006-2015), both parties, according to the reports, agreed last November to ask the Federal Inland Revenue Service to clarify the provisions of the law regarding withholding tax for the service provided. In a letter signed by the Chairman, Tunde Fowler, FIRS said the applicable withholding tax was five per cent. You would think that should settle the matter. Maybe it would elsewhere. But in an environment where people, especially some foreigners, think there’s nobody they can’t bribe, a yellow flag is often interpreted as a sign to get the grease ready. So, in spite of the letter by the FIRS chairman, GE doubled down on its filibuster. Arco, according to one report, ran everywhere it could to get help – from NNPC to its subsidiary NAPIMS and from the Ministry of Labour back to NNPC – but GE simply stood its ground, hoping the matter would go to court to fester for donkey years. In this corporate epic of an Arco David versus a GE Goliath, attrition by the latter has been the weapon of choice. Why should Arco, an “ordinary Nigerian company” challenge a global giant?
Finally, in January, GE made what was obviously a time-buying concession. The same company that had agreed last November to abide by the outcome of Arco’s letter to FIRS on the position of the tax law, said, after FIRS had written, that it was now going to ask PricewaterhouseCoopers (PwC) to follow up with FIRS. That is, two years after its nine-year contract with Arco was demobilised, and three months after FIRS formally clarified any purported ambiguity in the applicable tax. A report by Cable on Monday – the second in two weeks – said FIRS has written again, the second time in 10 months, this time to PwC, virtually repeating the same thing it said last November: GE should follow the law, which does not permit more than five per cent WHT in this case and show proof that it had remitted the deductions made. But will GE? Will GE follow the law when it believes that in Nigeria, this Nigeria, anything goes? Will it comply with FIRS’s requirement that it should stop its predatory tactics and do even the minimum of providing credit notes for deductions made over nine years? Or are we to believe that in continuous spite of the FIRS, GE has made itself the alternative warehouse for taxes deducted? If at all it has even made any remittance to FIRS, which law authorises it to remit excess tax without the authority or approval of its client? In the US, its home country, will GE over-deduct or withhold the tax of a US company for nine years and refuse to provide a credit note or remit what is due even after the intervention of the IRS? There are stories of Chinese companies that deliberately manufacture sub-standard products for the Nigerian market, either because that’s what their Nigerian business partners ask them to do or because they believe they can get away with it. That’s how we end up with adulterated rice and egusi soup on supermarket shelves. There are Indian and Lebanese companies that cut corners first by learning from their Nigerian partners and later by outclassing them in the business of cutting corners. Who will enforce the rules and uphold the standards? Who will tell them that in tomorrow’s Nigeria, there’s no shortcut to playing by the rules? In June, the French Labour Minister, Muriel Penicuad, threatened GE with a fine – which could be up to $34million – for failing to keep its pledge of 1,000 jobs in Alstom. Part of the deal when GE took over Alstom’s power and grid business, was that it would provide 1,000 jobs by the end of this year. By June, however, it had provided less than 400, prompting Penicuad to warn that if GE fails to meet its target, it would pay up to 50,000 euros for every job it fails to provide. If GE fails to meet its target, it knows what to expect by December. It won’t be asking PwC or any of its consultants in Paris for help, because French law will take its course. Does anyone remember what GE promised to do at Tinapa, the Calabar Free Trade Zone, five years ago? In June 2013, Vanguard published a report that GE intended to invest $1billion in Nigeria.

Impeachment and matters arising
he recent impeachment of the Imo State Deputy Governor, Prince Eze Madumere, by the state House of Assembly was not only condemnable but illegal and unconstitutional. Madumere, for a long time now, has been having a running battle with Governor Rochas Okorocha, his boss, over succession bid in 2019 election. Okorocha had favoured his son-in-law and Chief of Staff, Mr. Uche Nwosu, to succeed him. Despite an interim injunction by a court of competent jurisdiction in Owerri, restraining the seven–man panel of enquiry from sitting until matter before the court is determined, the state House of Assembly lawmakers who were elected by their constituents to make laws, have turned to be a rubber stamp to the Executive and the Judiciary without following the due process. The Chief Judge of the state, Justice Paschal Nnadi, had last week, set up a seven-man panel of enquiry to investigate allegations of gross misconduct leveled against Madumere. But Madumere through his lawyer, Ken Njemanze (SAN), earlier filed a motion on the constitutional breaches by the panel and the state lawmakers. It is instructive to note that the deputy governor has a right of reply while any such statement in reply to the allegations must be served on each member of the House of Assembly. To put the record straight, the speaker of the House of Assembly must within seven days serve the deputy-Governor and each member of the House with a copy of the notice of allegation. But until his impeachment two days ago, Madumere claimed that he was never served with any notice. Also, the panel breached processes in which it was constituted by failing to report its findings within three months as enshrined in the constitution. Finally, the process of impeaching Madumere did not follow due process, thereby necessitating the calls for his reinstatement as the deputy governor. Similarly, in Benue State, eight members of the state House of Assmebly have served Governor Samuel Ortom an impeachment notice. The process of impeaching a sitting Governor of a state in Nigeria is clearly spelt out in section 188 of the 1999 Constitution (as amended) and there have been a number of unsuccessful impeachments of the state Governors
since 1999. The process of impeaching a governor as contained in the 1999 Constitutionincludes: notice of any allegation in writing alleging gross misconduct on the part of the Governor. The notice must be signed by not less than one-third of the members of the House of Assembly before it is presented to the speaker. As the impeachment drama continued in Benue by eight out of 30 state House of Assembly members, we are of the opinion that the infamous action should be condemned by all and sundry. The eight legislators, belonging to the All Progressives Congress (APC) who took over the chambers without the mace (symbol of Authority of the House) and the clerk, were protected by heavily armed policemen and operatives of the Department of the State Services (DSS) preventing the 22 other members, belonging to the Peoples Democratic Party (PDP), from entering the chambers. We wish to finally state that eight out of 30 lawmakers is not enough to impeach a sitting Governor while the state Assembly should follow due process and stop the mockery on both legislature and judiciary in the interest of our nascent democracy.

Abuja Centenary City: FG to save over $80bn Pays N1.4bn land compensation
Idu Jude, Abuja Management of the Abuja Centenary City Plc has said that the project which has commenced its structural facility fully will save the country over $80 billion in capital fight, as it has accommodated most of the businesses Nigerians seek overseas. The management also said it has paid compensation totalling N1.4 billion on land to both indigenes and land owners within 2,262 hectares of land. Daily Times recall that the project, which suffered two years set back due to government bureaucracy, was said to have surpassed all legal requirements as was gazetted by the previous administration. The managing Director of the Centenary Economic City Free Zone, Dr. Ikechukwu Odenigwu, while announcing this at a world press conference Wednesday, in Abuja, said that the economy of the country will bounce back with the provision of facilities attracting Nigerian tourists and business investors abroad. Dr. Odenigwe, while reiterating the board’s effort in ensuring that the dream of the project comes through, revealed that the Centenary City project has provision for about 400 beds ultra-modern hospital with
latest equipment especially designed for medical tourism. Also he said that the design ensures the provision of tourist centres and ultra-modern sports facilities, specially meant to rake in dollars from sports tourists all over the world. Also speaking, the Foreign Investor, and the Executive Director, Front Range, Jaimal Shergill noted that his group was replicating the infrastructural wonders they had achieved in Dubai in Nigeria. Shergill explained that the project has 260 luxury villas, 139 office buildings, 313,697 spaces for hotel suites and service apartments and many others. Prior to this, Dr. Odenigwe, noted that the management of the Abuja Centenary City Plc, had succeeded in paying land compensation of N1.4 billion to land owners and N306 million compensation for economic trees in the past three years. On job creation, Odenigwe, further revealed that foreign investors are bringing to Nigeria specifically to create over 200,000 jobs for the youths, first of its kind in the country. He said that the value of the entire contract stands at the cost of $18.5 billion with N10 billion already gone in the project as part payment. Meanwhile, the Managing Director, Nigeria Export Processing Zones Authority (NEPZA),
Barrister, Emmanuel Jime, has said that the project has come at a time the country is diversifying its economy, and described it as a sure bet for economic buoyancy. He assured his administration’s readiness to work with the management as a regulatory body and to provide every necessary policy to make the project a reality. Representing the traditional stools, in the Federal Capital Territory (FCT), and the indigenous people of Jiwa and Kuje in the FCT, HRH Dr. Idris Musa the Emir of Jiwa, confirmed the full payment of land compensation to the owners. Dr. Musa, however, said that reason for constant agitation for compensation after payment was due to delay in kick starting the project. “Let me tell you that this people are all indigenous people and predominantly farmers. When in the past they got compensation, but when the land remain untapped, they still go back to agitate for more since they cannot use the lands”. The Gomo of Kuje, Alhaji Haruna Tanko Jibril, said that the people are happy as the full compensation has been paid and that the people are eager to see the project materialise, and commended the management, whom he said has come to provide employment for the youths.

The executive director, Young Stars Foundation, Kingsley Bangwell, said the first step towards increasing youth participation is getting more young people to join political parties.

Restructuring: Emeka Anyaoku recommends 8 regions for Nigeria Sunday Nwakanma, Umuahia Former Commonwealth Secretary-General, Chief Emeka Anyaoku has said that Nigeria should be restructured into eight regions. He identified lack of good leadership as one of the challenges facing the country, but stressed that Nigeria’s present structure is the actual problem confronting her. He made this assertion in Umuahia, yesterday on the occasion of Chief Emeka Anyaoku lecture series on good governance and book presentation with the theme: “Leadership and Good Governance in Nigeria”, organised the Youth Affairs International Foundation. He said that the principal issue in the country is the structure of governance, stating, “I do not believe that the best leadership will make Nigeria well. Not even the best in the world will make it well”. He described the country as an artificial creation that is not like the US where most population are immigrants and is easy to create one country as all immigrants owe allegiance to the US government. Until 1953 he said, there was no country called Nigeria and the people were with different cultures. The country, he pointed out is a place of diversity and established cultures that are also diverse, stating, “what we want to do is to create a nation out of diversity”.
“Nigeria is still a country trying to create a nation for itself. “What do we do? The 1960 - 1963 constitution created three regions and subsequently four regions which were developing at their own pace and competing among themselves. That made the Nigerian economy the one of fastest-growing in the world”. He continued: “today, the reality of the present information is that we cannot return to the six regions based on six geographic zones in the country”. Anyaoku who is the Ichie Adazie of Obosi in Anambra state, recommended that the country should return to eight regions based on the six geographic zones of the country “but to be modified by restructuring what used to be mid-west region”. “So, you have the south-south region, and the old regions as the bases for the creation of mid-western region. “The killing in Benue, Plateau and Taraba, in my view has made it impossible for one region to be a full northern region. “So, the eight regions modelled after the 1960 and 1963 constitution will serve. “I believe that the challenges of Nigeria
“Nigeria is still a country trying to create a nation for itself”. – Chief Anyaoku
begin with economic challenges, security, and poverty”, he said, disclosing that the country is among the first 20th poorest countries in the world with less than an average income of less than $2 a day. The country, he said has the largest concentration of very poor people, expressing his belief that the challenges include health, power, education, stating that these can be solved if the country has true federation of eight regions, where each competes with others. Abia State he said is lucky to have a governor that has managed to pay salaries and pensions, adding that most other states don’t. On what happens to the existing 36 states, he said that not less than two-third of states in the country are not viable and unable to pay salaries and should therefore be retained as development/investment zones within the regions. The structure of governance, he also said should be decentralized to take account of the needs of each zone. Incremental restructuring he said will create more development, urging that all should be clamouring for a major restructuring. This restructuring, he said should start in one major swoop. Chief Anyaoku concluded by saying “we must set our goals high in order to achieve more detailed result”.

Crisis looms in Nsukka LG as casket traders claim council seized 200 caskets No, we seized 48 caskets - LG boss
Moses Oyediran, Enugu Crisis brewed between the Nsukka Local Government Area and Casket traders yesterday over the actual number of caskets seized as the council makes a deft move to relocate casket sellers in the University town. This is coming after staff of the local government raided shops belonging to casket dealers around Bishop Shannahan hospital mortuary and demolishing shops and impounding some caskets having refused to relocate to the approved location allocated to them by the council. The casket sellers association accused
the local government of impounding 200 caskets of its members but the chairman of the council, Chief Patrick Omeje who spoke with Daily Times on phone said 48 and not 200 caskets were seized by his men. Speaking with journalists, Mr. Benson Asogwa Chairman Casket Dealers Association, Nsukka accused the council of not giving them enough time before invading their shops at night to demolish their properties. “We are yet to carry out a comprehensive inventory of what we lost but I can authoritatively tell you that the council carried away not less than 200 caskets and machines from our shops, ’’ he said. “We have identified the chief security
officer of the council, Mr. Uche Eze as the one who led the operation with support of some police officers and Nsukka neighbourhood watch. According to Asogwa, “The CSO and his group came with three trucks to carry out the demolition between 11pm to 1am. In a swift reaction, the Chairman of the Council, Chief Patrick Omeje said, “48 caskets were presently in the custody of the council adding that the relocation process started about four years ago. “There is bye law asking them to move away from the place to somewhere around the timber shed which was approved for them. Patients who come to the hospital are always scared at the sight of caskets on display”.

CJN Onnoghen gets 2018 Michael Hill prize for Criminal Law reform Andrew Orolua, Abuja
The Chief Justice of Nigeria, Justice Walter Onnoghen, has been conferred with the 2018 Michael Hill Prize for his reform agenda which has positively changed the way the Nigerian Judiciary works. The award was presented to the CJN Onnoghen in Montreal, Canada, by the International Society for the Reform of Criminal Law (ISRCL), an international non-governmental association of Judges, legislators, lawyers, academics, police and corrections professionals, at its 31st conference in Canada with the theme ‘’The Scourge of Trafficking in the 21st Century’’. A statement by the Senior Special Assistant to the CJN on Media, Mr. Awassam Bassey, stated that while presenting the award, ISRCL President, Major General Greg Melick, described Justice Onnoghen as “a judges’ judge on account of his over 30 years devotion to the pursuit of justice”, and a “leading light of the Nigerian Judiciary”.
According to the ISRCL President, “Mr. Justice Onnoghen has been a leading light on the Nigerian Supreme Court, and the Nigerian Judiciary as a whole, central to the protection and stabilization of democracy, checking the near-sighted antics of door-die politicians. Cases like Amaechi vs INEC are cited as examples of the outsidethe-box jurisprudence that saved Nigeria’s democracy”. Merlick said Justice Onnoghen has, since his appointment as Chief Justice of Nigeria in November 2016, brought a lot of zeal and originality to judicial administration in the country, adding that through a series of National Judicial Council committees, the CJN launched a Judicial Reform Programme that is already showing results. According to the ISRCL President, “One result that is exciting the populace is the apparent end to the stalemate in the prosecution of high-profile corruption cases. Cases are now reaching conclusion, evinced by two recent high-profile convictions of two former state governors”. Melick said the ISRCL had chosen Mr.
Justice Onnoghen for the Michael Hill Medal Award because he is “an embodiment of the ideals and goals of the International Society for the Reform of Criminal Law”. Accepting the award, the Chief Justice called on criminal prosecutors in particular, and lawyers in general, to imbibe the virtues of the late Michael Hill whom he described as “a relentless prosecutor, “a dogged defence counsel” who “had a reputation for holding himself to the highest standards of professional conduct, dedication to duty and the pursuit of justice”. While noting that Michael Hill operated in era in which social media did not exist, Justice Onnoghen used the medium to warn against media trial which, he said, could irredeemably destroy reputations. His words: “The speed and reach of information dissemination are now astounding. Reputations and lives may be destroyed, irretrievably, in minutes”. The award ceremony was witnessed by participants from over 50 countries including a team of Justices from the Supreme Court of Nigeria and Chief Judges of states.

The Galaxy S7 is used by some 30 million people worldwide, according to research firm Strategy Analytics. Samsung has released two new versions of its flagship Galaxy line of smartphones since the S7 debuted in 2016. A Samsung

She said there were no reported cases where Meltdown had been exploited to attack an S7 handset and that no other Samsung phones were known to be vulnerable. Meltdown, and a second vulnerability known as Spectre, can be used to reveal the contents of a computer device’s central processing unit - designed to be a secure inner sanctum
- either bypassing hardware barriers or tricking applications into giving up secret information such as passwords or banking details. There are no known cases of hackers exploiting either vulnerability in a real-world attack, but disclosure of the widespread hardware flaws has rocked the computer industry, forcing chipmakers and device manufacturers to scramble to contain the fallout.

FirstBank to redeem $300m bond subordinated notes First Bank Nigeria Plc., have announced payment to bondholders in a bid to redeem its $300 million 8.25 percent subordinated notes, which was issued in 2013 having obtained the necessary approval. The announcement comes as a follow up to a notice given on Friday 6th July 2018 to FBN Finance Company B.V. stating the bank’s intention to redeem the $300million 8.25% subordinated notes due August 2020. According to Adesola Adeduntun, the managing director of the bank, the redemption of these notes ahead of maturity shows the strength of the bank’s foreign currency liquidity and balance sheet. Adeduntun added, “despite the 2020 bond being a subordinated tier 2 instrument, we are able to redeem this without any impact on our capital ratios, as a result of the surplus tier 2 capital we currently hold which confirms the robust capital base of our Bank. To ensure the smooth redemption, we had systematically built up internal foreign currency liquidity on the back of our strong franchise and our deep market access in the course of the last year.” The MD suggested that reissuance will be a function of market conditions and the bank’s funding need, he said, “We are unlikely to be reissuing debt in Eurobond markets in the near term following this planned redemption, as reissuance will be a function of our funding needs, market conditions, expected pricing in relation to alternative funding structure and sources. At the moment, the Bank has ample liquidity to meet foreign and local currency funding needs and maintains sufficient market access to raise additional funds, if required.” “The Bank has remained focused on delivering on its strategic objectives and continues to execute towards; improving its asset quality and risk management; enhancing revenue generation, and optimizing operational efficiency.” He reiterated.
PenCom clarifies circular on voluntary contributions Mathew Dadiya The National Pension Commission (PenCom), on Thursday said the circular on Voluntary Contributions (VCs) it recently issued was to curb the high rate of incessant withdrawals by contributors. The Acting Director-General of PenCom, Mrs Aisha DahirUmaru, made the assertion at the 2018 Conference of National Association of Insurance and Pension Correspondents (NAIPCO) in Lagos on Thursday.
Dahir-Umaru noted that the main thrust of the circular, released by the commission in Nov. 2017 states inter alia: “That 50 per cent of the VCs can be withdrawn once in every two years. “Also, every subsequent withdrawals will be on incremental contributions from the last withdrawal. Furthermore, the remaining 50 per cent of the VCs shall be domiciled for augumenting pensions at old age.” She added: “The circular issued was necessitated by the observed incidences of high rates
of withdrawals from VCs by contributors. “The incessant and high withdrawals negated the main purpose of using such contributions to augment pensions at old age.’’ Dahir-Umaru said that the commission deemed it fit to ensure strict adherence to AntiMoney Laundering provisions and relevant tax laws. The acting director-general, represented by the Head, Contribution Bond Redemption Department, Mr Olulana Loyinmi, said the number of total pension contributors increased
by 312, 291 from Jan. 2018 The number, she said, increased from 7.89 million in December 2017 to 8.14 million as at June 2018. She noted that the net assets value of pension had hit N8.23 trillion as at June 2018. “This represents an increase of N716.94 billion up from the value of N7.52 trillion as at December 2017. “The increase is attributed to new contributions received, interest on fixed income securities and net gains on equity and mutual fund investments,’’ she explained.

Examine PIAB before passage into law, BudgIT tasks FG Motolani Oseni BudgIT, a civic technology organisation has called on the Federal Government to critically look into the proposed Petroleum Industry Administrative Bill (PIAB) before it is finally passed into law. BudgIT, who is at the forefront of raising the standards of transparency, citizen engagement & accountability, in a document obtained by The Daily Times, quoted Section 8; Sub-section 2 of the Petroleum Industry Administration Bill as stated, “All petroleum licenses shall be awarded through an open, transparent and competitive bidding process conducted by the Commission pursuant to this Act.” The statement, which was signed by the Communications Lead, BudgIT Foundation, Ayomide Faleye, stated that this is a welcome idea which means awarding of petroleum licenses will be free and fair enough for everybody. However, we are worried that the President can still award petroleum licenses
SON retools operations for improved performance Consistent with the Federal Government’s reform vision and to further dynamise the operations of the different departments of Standards Organisation of Nigeria, the Director General of SON, Osita Abolama has announced some redeployments at the directorate cadre of the organisation for improved performance. Aboloma, who made this known in a statement, said the shakeup exercise saw the erstwhile Director in charge of Inspectorate and Compliance (ICD), Engr. Bede Obayi swap position with Engr. Obiora Manafa, Director, National Metrology Institute, Enugu. Other directorate cadre deployments in the shakeup exercise include those of Engr. Chike Makwe, a Deputy Director from the Inspectorate and Compliance to Standards Development Directorate; Engr. Enebi Onucheyo, Assistant Director/Head, Product Registration Unit to the ICD while Mr. David Ikhenebome takes over as Head, Product Registration Unit. Aboloma, however, stressed the resolve of the SON Management to constantly review and retool the agency’s operations, in order to ensure continual improvement in service delivery to stakeholders.
discretionarily. Section 8, Sub-section 7 of the same bill states that “The President may direct the Commission to negotiate and award petroleum licenses to qualified investors outside of the bidding process. Any such awards may only be for strategic and bilateral purposes.” BudgIT, further noted that the opportunity to arbitrarily award petroleum licenses led to the infamous Malabu (OPL 245) scandal. It can be recalled that Mr. Dan Etete who was the Minister of Petroleum during Sani Abacha’s military regime, awarded the prospecting rights to the huge OPL 245 block to Malabu Oil and
Gas, a shell company in which Mr Etete secretly held a significant stake. Malabu paid only $2m of the required $20m signature bonus, and Abacha died five days after. The Department of Petroleum Resources, DPR has also admitted that no due diligence was carried out before the awarding of OPL 245 to Malabu Oil and Gas in 1998. This oil block which is considered to be the richest in Africa, is estimated to contain about 9 billion barrels of crude. According to Gabriel Okeowo, BudgIT’s Principal Lead, “Why must the President be able to discretionarily award licenses outside the bidding process?
For us at BudgIT, we advise the government to remove from the PIAB the clause giving any sitting President the right to award licenses outside the established regulatory framework, this will go a long way in preventing the recurrence of the Malabu saga. ” Malabu is an example of cronyism and corruption that sees senior government officials gift of oil blocks and other publiclyowned assets to self, friends or well-wishers. The Petroleum Industry Bill is meant to build strong institutions that also allow transparent and fair allocation of oil blocks.

Buhari group berates Saraki on ‘Govt within Government’ comment Stories by Patrick Okohue The Buhari Media Organisation (BMO), has described the claim by Senate President Bukola Saraki that there is a government within the government of President Muhammadu Buhari as a complete fallacy which only exists in the imagination of Saraki. The group also told the Senate President that his leadership of the Senate should be blamed for what transpired at the gate of the National Assembly on Tuesday. The Senate President had at a World Press Conference alleged that the siege on National Assembly was
orchestrated by a government within government, but the BMO, in a statement signed by the Chairman Niyi Akinsiju and Secretary Cassidy Madueke in Abuja said however, that “from all indications, the so-called invasion was orchestrated by Saraki and his cohorts to cause a breakdown of peace in the country, hence the timely intervention of the acting President, Prof. Yemi Osinbajo who brought the situation under control.” The group reiterated that President Muhammadu Buhari and the Acting President, Prof. Yemi Osinbajo are totally in concert on the decision to sack the then Director General of the
Directorate of State Service (DSS), Mr. Lawal Daura and wonders why Senator Saraki is imputing the existence of a ‘’government’’ in the government of President Muhammadu Buhari. “Definitely, there is unity, cohesion, cooperation and understanding between the acting President and President Muhammadu Buhari and therefore no basis for the statement. It can only be in the imagination of Senator Saraki and his co-travelers. “We therefore advise the Senate President to desist from using his position to cause division in the country, but rather focus on making laws for good governance in Nigeria.”

Speaking on the theme: Towards a Peaceful and Credible Election; Fafunmi noted that the theme is in furtherance of the unflinching commitment of the leadership of the House under the Speakership of Rt. Hon. Mudashiru Ajayi Obasa “in ensuring that our people have meaningful representation through good governance.” He said that since the last stakeholders meeting, the House continued to “improve on our lawmaking drive and process by reviewing and amending the old legislations and initiating new ones where necessary to meet current needs. “To date, we have considered 41 bills and passed 30 into laws which are effectively addressing various challenges and developmental activities in the state.” Some of the bills passed into law according to him include the Lagos State Cancer Research Institute Law, 2017, Yoruba Language Promotion and Preservation Law, 2017, Lagos
Delu James
State Cooperative College Law, 2017 among others. “Through these laws we have been able to demonstrate the commitment of the state House of Assembly to the improvement of the lives of the people and protection and protection
of properties in the state. “The evident impacts of these are the ongoing construction, rehabilitation and reconstruction of roads and infrastructure across the state,” he said Fafunmi also added that the choice of the theme is informed “because
our concern for the peaceful conduct of the 2019 elections. In view of this, we, your representatives wish to enjoin you our leaders, members and supporters of political parties and groups to assume the responsibility to conduct ourselves in a way that promote peace and unity of purpose during and after the elections,” he said. ‘APC in desperation mode, inflicting vendetta on opposition for uniting against them’ A frontline presidential aspirant on the platform of the Peoples Democratic Party (PDP) and former Minister of Special Duties and Intergovernmental Affairs, Kabiru Tanimu Turaki, has said that the ruling All Progressives Congress (APC), government is scared and has gone into a desperation mode and inflicting vendetta on politicians holding contrary opinion because the opposition parties have decided to unite more than ever before to wrest power from them. He said that the APC is jittery also, because Nigerians have determined to take their destiny in their own hands by acquiring their Permanent Voters’ Cards to vote out the ruling party and its baggage of propaganda, poverty, unemployment, insecurity, hopelessness, intimidation and violation of rights and the rule of law. The presidential aspirant in a statement signed by Sola Atere, Director, Media and Publicity, Kabiru Tanimu Turaki Presidential Campaign Organisation stated this at the Ondo State PDP secretariat in Akure on Wednesday, in continuation of his consultations with state executive committees, delegates and elders of the party ahead of the PDP’s national convention. Turaki accused the APC of extreme discriminatory approach to the fight against corruption which, he noted, was spearheaded and reinforced by the PDP at the onset of the current democratic dispensation in 1999. He noted that ironically, a sizable number of the APC’s current bigwigs including some defectors in their ranks, were part and parcel of the past PDP administrations labeled as corrupt by APC which ceased to hound them with the EFCC once they defected, while loyal PDP leaders were being investigated and discredited in the media even when the law do not justify such an action. He pointed out that corruption is not about money only, and asked: “When you give your own people unfair advantage in employment as the APC is doing now, or when people or groups are being treated unfairly simply because they do not come from your area or did not vote for you, what is that?” He also accused the government of destroying the economy which it inherited on May 29, 2015 as the fastestgrowing in Africa and number three in the world after China and Qatar, and pledged that visionary economic policies and highly knowledgeable and respected experts would be put in place to restore the sector to the glorious era. The Ondo State chairman of the party, Engineer Clement Faboyede remarked that Turaki had won their hearts with his dynamism, and the intellectual depth and eloquence of his analysis of how to make Nigeria greater, while the chairman of the elders committee, Professor Olu Agbi said that he saw in the aspirant, a leader who would reunite and take the country to the desired level of development in the 21st century.

2019 budget/ supplementary budget request sent by the presidency for 2019 election for funds for all political parties for citizen sensitization so that the usual voter apathy witnessed in previous elections will not be experienced in 2019. “We strongly request that the 8th Senate amend the request and include money for the political parties on the purpose of mobilization of Nigerians to participate in the 2019 elections, anti-electoral offences/ violence campaign and education of voters in the 774 LGAs which the political parties have presence” He, however, said the inclusion of a fund for political party is not a return to era of INEC funding of political parties but due to the urgency and strategic importance of the 2019 election and the crucial role the political parties will be playing for this general election. human rights are respected in the country. “We will continue to defend it. We will continue to ensure that there is respect for the rule of law and that due process is followed across the country,” he added. He said that the perpetrators of the recent siege on the National Assembly have learnt their lesson from the wide condemnation that has continued to trail the anti-democratic action. He said: “It is our hope that those antidemocratic forces have leant their lesson in the last few days, to listen to the voice of Nigerians - men, women, boys and girls - all across the country, who stood firmly to reject their unconstitutional and anti-democratic action. “Their voice is loud and clear. I believe we must respect it. We must respect those that have made sacrifices for us to be here. “Some have paid the ultimate price and we must respect that and ensure that Nigeria, as a country, is a shinning example for other democratic nations to emulate. We must not allow anything that will tarnish the image of this country and the democracy we have worked so hard to birth and sustain,” he stated.

NFF Electoral Committee amends 2018 Executive Committee time-table
The Electoral Committee set up by the Amaju Pinnick faction of the Nigeria Football Federation (NFF) has rolled out a new time-table for elections into the federation’s Executive Committee 2018-2022. Ademola Olajire, NFF’s Director of Communications, in a statement on Thursday in Abuja said the new time-table allows for a more level-playing ground in the electoral race. “With the new development, intending candidates would now be able to buy and return forms within a fresh grace period of Aug. 17 to Aug. 24,’’ he said. and elections into the NFF Executive Committee 2018-2022 will hold on Sept. 20,’’ the statement said. It noted that the amendments to the 2018 NFF Elections Time-Table had been adopted by the Electoral Committee, consequent upon the resolutions of the NFF Extra-Ordinary General Assembly. FIFA U20 WWC: Nigeria hang on to defeat enterprising Haiti Rasheedat Ajibade’s firsthalf penalty kick was enough to see Nigeria edge Haiti 1-0 in Group D at the FIFA U-20 Women’s World Cup France 2018 to secure a crucial three points, keeping their knockout round qualification hopes alive. The match started at a furious pace but neither side were able to off any real goalscoring threat. It took until the 36th minute to see the breakthrough, with Nigeria being awarded a penalty kick after Anam Imo was fouled in the area by Haiti’s Dougenie Joseph. Africa’s top scorer in qualifying for France 2018, Nigeria captain Rasheedat Ajibade made no
mistake when presented with the opportunity and converted what turned out to be the winning goal from 12 yards. Haiti responded to going behind almost immediately but No10 Nerilia Mondesir was denied by the post after a swift counter-attack. The Caribbean side continued to push for the equaliser but Nigeria goalkeeper Chiamaka Nnadozie proved to be equal to every challenge that came her way. Mondesir and Melchie Dumonay took much of the initiative going forward, looking dangerous at times, but the Nigerian backline, marshalled by Nnadozie, held on for the victory.
Thibaut Courtois: Chelsea keeper joins Football brought peace to our communities – Kwara monarch Real Madrid on transfer deadline day The Elerin of Erin-Ile, Oba AbdulGaniyu Olusookun, says the recent Offa – Erin-Ile Unity Football Competition had yielded positive results with the renewed peace and unity among the two communities in Kwara. Olusookun, a former boxer, said the football competition had further cemented the bond of unity among communities in Offa and Oyun Local Government Areas of Kwara. The monarch spoke on Thursday in his palace when he received the state executives of the Sports Writers Association of Nigeria (SWAN) led by its Vice Chairman, Yusuf Feruke. The traditional ruler also commended SWAN for promoting sports in the state and Nigeria at large. Olusookun called on wealthy individuals to assist the SWAN in completing its State Secretariat and execution of other laudable programmes. He also called on government at levels, well-to-do individuals and corporate organisations to invest in sports in order to reduce youth restiveness. The monarch further called for maintenance of sports infrastructure across the country to attract national and international competitions.
The first class traditional ruler expressed concern over the neglect of the sports sector by stakeholders, saying that sports remained crucial in reviving the economy and promoting national unity. Feruke, in his remarks, thanked the monarch for his support to SWAN over the years and urged him to sustain it. In his remarks, ace sports journalist, Bayour Isa, acknowledged the support of the monarch to SWAN and sports development in the state. According to him, SWAN relies on the encouragement of the monarch to sustain its sports reportage in the state. Isa assured the monarch that sportswriters in the state would not relent in contributing their quota to sports development in the state.
Goalkeeper Thibaut Courtois officially signed a six-year deal with Real Madrid on Thursday, ending his seven-year spell at Chelsea. The Belgium number one, 26, completed his move to the Spanish capital hours after Chelsea confirmed Real midfielder Mateo Kovacic had joined on loan. Real posted a clip of Courtois signing his contract alongside club president Florentino Perez. “Today I am realising a dream,” said Courtois. Real have not revealed how much they have paid for Courtois, who had a year remaining on his contract, but reports suggest the deal is worth up to £35m. Chelsea have signed Athletic Bilbao keeper Kepa Arrizabalaga for £71m as a replacement. “This is the best club in the world,” added Courtois, who signed for Chelsea in June 2011 from Genk. The Belgian was immediately sent on loan to Atletico Madrid, where he played until 2014 before returning as the Blues’ number one. On Monday Courtois was absent from Chelsea’s Cobham training ground, where he was due to take part following his involvement at the World Cup. Courtois was voted best goalkeeper at the tournament in Russia, where Belgium beat England in a third-place play-off. “Chelsea will always have a special place in my heart,” he said in a Facebook message posted on Wednesday. “I want to thank the fans for their great support. “I hope you understand that being close to my kids was considerable in my decision.”
Midfielder Kovacic, 24, had been at Real for three seasons since joining from Inter Milan and helped Croatia reach the final of the World Cup. “I am really happy and excited to be here. It is an amazing feeling,” Kovacic told Chelsea’s website. “I will try to do my best for this club. It is a new league for me, the beginning is always tough but I am sure the coach and my new team-mates will help me and I am looking forward to a great season.” Chelsea director Marina Granovskaia added: “He is a perfect fit for us this season, his style is well suited to how Maurizio [Sarri] wants to play and we are sure he will prove to be a valuable asset for the club.” Kovacic helped Real win three Champions Leagues in a row in his three seasons at the club. He is the second-youngest player to have scored in the Champions League after netting against Lyon at just 17.

Seamaster ITTF Open: Sponsor takes full responsibility for injured players Staco Insurance Plc, sponsor of the ongoing Seamaster International Table Tennis Federation (ITTF) Challenge, Nigeria Open, said on Thursday that it would take full responsibility for athletes’ temporary or permanent injury at the tournament. Tunde Odeyemi, Head, Corporate Communications of the company, told the News Agency of Nigeria (NAN) in Lagos that such an assistance was part of the sponsorship package for the competition. Odeyemi said that the scheme, which falls under the General Personal Accident (GPA), was designed to take care of medical
expenses of participants in case of any injury. “We are happy with Nigeria table tennis family for hosting this ITTF standard tournament, and we are impressed with the activities, being the reason we accepted to be part of the sponsors. “It is on that note that Staco Insurance decided to take full responsibility for any players that sustain any form of injury while competing, although we are not praying for that. “The gesture is to give them a sense of belonging and encourage them to be committed; we are solidly behind them in case the unexpected happens on the field of play,” he said.
Odeyemi said that the organisation chose to identify with the championships due to its love for the sport, thereby extending its corporate social responsibility to the players, under the GPA platform. The insurer, who lauded the Wahid Enitan-Oshodi-led Local Organising Committee of the tournament for its productivity, urged participants to put in their best at the competition. NAN reports that 170 players from 27 countries are competing for $46,000 prize at the 6th edition of the competition, which holds at the Molade Okoya-Thomas Hall, Teslim Balogun Stadium, Lagos, from Aug. 8 to Aug. 12.
Players battle for PGA Championship as hackers attack Salah, Ronaldo and Messi on UEFA Champions League awards shortlist Liverpool’s Mohamed Salah joined regulars Cristiano Ronaldo and Lionel Messi on UEFA’s shortlist for the best forwards who played in its Champions League last season, UEFA announced on Thursday. Ronaldo, who won the award last year, topped the goalscoring charts with 15 goals in the competition as Real Madrid won a third consecutive European crown. Egypt’s Salah led Liverpool’s remarkable run to the final with 10 goals and four assists, while FC Barcelona’s Messi netted six goals. The best defender is sure to be from Real Madrid with their trio of Marcelo, Sergio Ramos and Raphael Varane the only names shortlisted for the award. Real Madrid’s duo of Toni Kroos and Luka Modric will compete with Manchester City’s Kevin De Bruyne for the midfielder award. New Liverpool signing Alisson’s performances for AS Roma earned
him a place on the goalkeeper shortlist. He will compete for the honour with Real Madrid’s Costa Rica international Keylor Navas and Italian Gianluigi Buffon, who completed a switch from Juventus to Paris St Germain (PSG) last month. The winners will be announced
during the 2018-19 UEFA Champions League group stage draw in Monaco on Aug. 30. The nominees were selected by a jury of 32 coaches from last year’s UEFA Champions League participants and 55 journalists chosen by the European Sports Media group.
The headline group of Tiger Woods, Rory McIlroy and holder Justin Thomas launched bids for the PGA Championship at a sunny Bellerive Country Club on Thursday. This was amid a report that the major had come under attack from a group of hackers. Woods, the top attraction in spite of not winning a major in over a decade, was trailed by a massive gallery as he began his quest for honour. Seeking a record-equalling fifth PGA crown, Woods began on the back nine with a bogey at the 10th as did four-time major winner McIlroy. Thomas, riding the momentum of a confidence-boosting victory at the WGC-Bridgeston Invitational last week, opened his title defence with a par. While fans were focussed on the battles on the course, PGA of America officials were, according to a Golfweek.com report, fighting off an attack from hackers. They had hijacked the PGA computers and were seeking a ransom. The PGA of America, which
operates the PGA Championship, has however declined to comment on Wednesday’s report. The Golfweek.com story said hackers had cracked the PGA of America’s computer servers, locking officials out of crucial files related to the PGA Championship and next month’s Ryder Cup in Paris. There were no signs the tournament had been compromised as Englishman Ian Poulter bolted into the early lead with three birdies from his opening six holes for a one-shot advantage. With 98 of the world’s top 100 ranked golfers at Bellerive, spectators have a wealth of viewing options. American Jordan Spieth will get lots of attention as he bids to complete a “Career Grand Slam’’ with a PGA Championship win. Another group sure to attract a crowd is the trio made up of this year’s major winners. Masters champion Patrick Reed, U.S. Open winner Brooks Koepka and British Open champion Italian Francesco Molinari were all part of the afternoon wave.
