Electoral Amendment Bill: Buhari not opposed to card readers – Presidency
Says refusal to give assent due to draft flaws
Doosuur Iwambe, Abuja
The Presidency has disclosed that the refusal of President Muhammadu Buhari to append his signature on the Electoral Amendment Bill will in no way affect the use of card readers in the 2019 elections. It added that contrary to allegations by
opposition politicians and their cohorts, Buhari’s refusal to give assent to the Electoral Act Amendment Bill, 2018 was not as a result of objection to e-voting but because of draft flaws which have been transmitted to the National Assembly for correction. ‘Buhari not opposed to card readers’ Continued from page 1
Malam Garba Shehu, in a statement made available to The Daily Times on Sunday, the presidency maintained that the Independent National Electoral Commission’s adoption of e-voting reforms was already settled in the 2015 Amendment Act to the Electoral Act. The statement which was titled, ‘President Buhari loves card reader, determined to entrench use nationwide’, further clarified that the issue was not raised either by the Executive or the Legislature in the latest review of the Bill that was declined. The presidency further condemned allegations of opposition politicians, as well as some newspaper editorial opinions which created the impression that Buhari was against e-voting. The statement reads in part: “The Presidency rejects allegations of opposition politicians, as well as some newspaper editorial opinions creating the impression that President Muhammadu Buhari is against e-voting, the use of card readers in the upcoming elections, hence his decision to decline assent, for the third time, to the Electoral Act (Amendment) Bill 2018. “We wish to state in clear and unambiguous terms that the issue of e-voting and use of card readers was never an issue for the President’s decision to
decline assent to the Bill. “It is equally important that this issue was not raised either by the Executive or the Legislature in the recent reviews. Moreover, the Independent National Electoral Commission (INEC) adoption of e-voting reforms is enshrined in the 2015 Amendment Act to the Electoral Reform Act. Card reader is therefore a settled matter. “The President’s recent decision to decline assent to the Bill has no effect whatsoever on INEC’s use of card readers. Regrettably, purveyors of ‘fake news’ have been quick to churn out sensational headlines such as that of a leading newspaper, which screamed: “Card Reader in Jeopardy, Buhari Rejects Electoral Act Amendment Bill Again”. Unfortunately, most of the critics of the President, including the editorial of a national daily this morning read out parts of the letters, as made available by the Senior Special Assistant to the President on National Assembly Matters, detailing the issues that were of concern to the government. “An issue has been raised by the President concerning some illprepared and flawed parts of the bill for which corrections needed to be made to allow for his signature. The President wanted engagement with the parliament for the corrections to be effected so that, at the end of the day, both arms of government will be happy with the fact that we have a good electoral law in place.
“The President is not in confrontation with the parliament on this issue. He has asked his officials to dialogue with the legislature for the corrections to be effected. As for his alleged rejection of the card reader, nothing can be farther from the truth.” Continuing, Shehu said: “The President is the country’s number one fan of the card reader. For a candidate who ran three times and “lost” in an electoral environment in which votes were allocated and losers asked to go to court if they felt unhappy, the President knows fully well the role that the card reader played in his emergence in 2015. He has said times without number that he would strengthen and widen its application in the country and this, he is determined to do. Accordingly, we would like to appeal, especially to the media to disregard baseless allegations against the President, even as he puts in his best efforts in working with the National Assembly to give the nation a good electoral law, and in time. The card reader is not in danger of being discarded. It is a sine qua non for credible elections. We appeal to the National Assembly to reconvene as soon as possible to consider and approve the necessary corrections to the amended electoral act.” The Daily Times recalls that President Buhari had last week declined assent to the Electoral (Amendment) Bill, 2018.
Fidelity Bank mulls better financing for real sector Motolani Oseni, Lagos Top Nigerian lender, Fidelity Bank Plc, has restated its readiness to take full advantage of the new credit policy guideline recently released by the Central Bank of Nigeria (CBN) to support the growth of the agriculture and manufacturing sectors of the economy. The Bank’s Chief Executive Officer, Mr Nnamdi Okonkwo, made this known in Lagos on Saturday while speaking as a Special Guest on ARISE TV’s ‘The Morning Show’. Okonkwo applauded the regulator for its foresight in creating the credit guidelines, noting that the policy will go a long way in moderating interest rates downwards. He said, “The issue had long been about interest rates. Now, CBN has come up with this very ingenious way to address this challenge.” The Fidelity Bank boss explained that the credit policy allows Banks to get back some of their liquidity on the condition that they extend affordable and long-term credit to the real sector. With a minimum tenor of seven years and a twoyear moratorium, Okonkwo
stated that the facilities would be administered at an interest rate of 9 percent. He however, debunked assertions by previous guests on the programme that Nigerian financial institution’s lacked requisite capacity to implement the credit policy. Okonkwo, who emphasised the importance of the real sector in diversifying Nigeria’s monolithic economy, spoke on the subject of Bank’s inability to process credit for these sectors from three perspectives including liquidity and capital adequacy, human capital as well as financial intermediation. He said: “In the Nigerian Banking industry today, the Capital Adequacy Ratio (CAR) averages show that Banks have the capacity to lend to these sectors. There might be one or two players that might have challenges but the regulator at every point keeps an eye on them and makes policies that protect them.” Besides, Okonkwo pointed out that the 2005 banking consolidation exercise and banking sector reforms of 2008 not only created more diversified and reliable banks but also improved their liquidity position and capacity to assume risks. Whist pointing out that there
were bigger macro-economic factors hindering Bank’s from lending to the real sector, he stated that Nigerian banks have sufficient human capital to carry out their financial intermediation function. He said, “Most of us running Banks today started banking in the 80s and 90s when merchant banking was the in-thing. Merchant Banks at the time lent to the real sector. “The traditional banks in those days especially the big four were heavy on agriculture. They had the competence, track record and history of lending to those segments. Most banks have grown with the recapitalisation exercise. The industry is in a better position to lend now.” Okonkwo provided valuable insights into the Bank’s unique approach to banking Micro Small Medium Enterprises (MSMEs), adding that the Bank, seven years ago set up a dedicated division to manage SMEs. “We handhold MSMEs, give them access to market and help prepare them for qualification to borrow. “Over the years, we have seen massive growth in our SME numbers and our SM loan default rate has been very low because of this approach,” Okonkwo added.

pressure on the Nigerian foreign exchange market. The CBN spokesman attributed the relative stability in the foreign exchange market to the intervention of the CBN as well as the sustained increase in crude oil prices in the international market. However, latest figure of the external reserves monitored by the CBN, as at Thursday, September 6, 2018, stood steady at $45.468 billion. Meanwhile, five of the commercial banks operating in the country generated N362 billion from securities investment in first half year ended June 30, 2018 (H1). The banks considered had generated N3324.9 billion on securities investment in prior half year of 2017 as yield on Treasury Bills was attractive, as high as 18 per cent. Banks also invest in Federal Government Bonds. The five banks considered are Guaranty Trust Bank Plc, Access Bank Plc, Zenith Bank Plc, Stanbic IBTC Holdings Plc and United Bank for Africa (UBA) Plc. As UBA reported significant increase on interest income generated from Investment securities, the likes of Zenith Bank and FBN Holdings reported decline in the period under review. The breakdown revealed that UBA’s interest income on securities rose by 51.6 per cent to N81.24 billion in H1 2018 from N53.6 billion reported in H1 2017. UBA reported N43.7 billion interest incomes on investment securities in H1 v2018 as against N30.03 billion in H1 2017 while interest income on bonds hit N37.5billion from N23.5 billion reported in H1 2017. For Access Bank, the lender investment in securities rose by 20.7per cent to N45.27 billion in H1 2018 compared with N37.49 billion in H1 2017, while FBN Holdings reported FBN Holdings 2.4 per cent drop on interest income generated
on government securities to N79.66 billion from N81.6 billion in H1 2017. Zenith Bank thus reported five per cent drop on securities investment to N77.29 billion in H1 2018 from N81.37 billion in H1 2017, attributable to 13 per cent drop in T bills investment to N51.4 billion in H1 2018 as against N59 billion reported in H1 2017. The other two banks, GTBank and Stanbic IBTC Holdings reported 17.8 per cent and 0.13 per cent increase on interest income generated from Investment securities to N51.1 billion and N27.5 billion in H1 2018 respectively. The Central Bank of Nigeria (CBN) last year issued T-Bills twice a month to help the Federal Government fund its budget deficit, support commercial lenders in managing liquidity and curb inflation rate. Analysts at InvestmentOne Securities said: “The looser monetary stance and its potential impact on yields on assets, dampened investors’ sentiment towards lenders. “Yields on one-year treasury bills are currently witnessing the effect of the recovery in economic activities and the administration’s refinancing efforts, averaging 13.57 per cent in H1 2018 as against 22.14per cent in H1 2017.” The Lagos based firm in its latest ‘Banking Sector H1 2018 Review and Outlook: Still in Focus - Cost of Risk’ report, said, “The negative impact on asset yields have also been revealed in H1 2018 financial results released during the period. “During the period, there was a slight moderation in average net interest margin (7.31 per cent in H1 ’18 as against 7.85per cent in financial year of 2017). This was majorly due to a slight increase in average cost of funds especially borrowed funds and a drop in yields on earning assets in the declining yield environment,” it added.

More aspirants return nomination forms to beat PDP deadline Tunde Opalana, Abuja
To avoid being sanctioned for not meeting the deadline date for collection and submission of completed expression of interest and nomination forms set by the Peoples Democratic Party (PDP), more aspirants vying for different positions at the weekend thronged the party’s Wadata Plaza secretariat in Abuja either to obtain or to return their forms. The party last Wednesday had extended the closure of forms collection earlier slated
for Thursday, September 6 to Monday, September 10 and return of complete forms to Tuesday, September 11. Among the aspirants was a female gubernatorial hopeful from Nasarawa State, Patricia Akwashiki, who is set to break the jinx to be the first female governor in Nigeria. While decrying the overreliance of states on the Federation Account, she promised to diversify the economy of the state and utilise the proximity of Nasarawa to Abuja to increase the Internally Generated Revenue
of the state. On the chances of a woman becoming state governor, she said: “I agree that it’s been a religious and cultural thing in the North. In 2015, Hajia Aisha Alhassan tried it in Taraba and she almost made it. I think it is possible that a woman can be a governor of any part of this country. “I’m the first female to go to the Senate, House of Representatives and the first woman to be given a minister. So, I think I will break that jinx and still be the first woman to become a governor in
Nigeria needs good governance, not geographic restructuring – APC Tom Okpe, Abuja The All Progressives Congress (APC) has noted that what the country need at the moment is good governance not geographic restructuring, been clamoured for in many quarters. The party, reacting to call for renewed restructuring debate particularly between the Vice President Yemi Osinbajo and one of his predecessors, Alhaji Atiku Abubakar which has been trending in the media, maintained that Osinbajo in his articulated response to Atiku, submitted that what Nigeria requires now is not geographic restructuring but good governance, honest management of public resources, deeper fiscal Federalism and a clear vision for development. In a press statement signed by the acting National Publicity Secretary, Yekini Nabena, he said the APC cannot agree more with Osinbajo. Nabena said, “It must be said that the calls for restructuring by many politicians is often time a populist and opportunistic ploy to latch on and politically exploit simplistic public narratives on the panacea to Nigeria’s problems and not necessarily for its realism and practicability. “Past administrations have splashed billions of public funds to convene several national conferences, subsequently left conference reports to gather dust and achieved nothing; Bad governance, corruption, bigotry and other ills remain the limiting factors that continue to hold the country back. “We must never succumb to ethnic champions who promote campaigns to breakup the country into tiny bits or other unrealistic and unpatriotic proposals in the name of restructuring to solve our problems as a country. It is simplistic and unconstitutional” The statement further noted
that “For instance, Alhaji Atiku was Vice President and Chairman of the National Economic Council throughout the eight years of the President Olusegun Obasanjo administration. How did he use his office to correct the imbalance in our federation he expresses today? Senator David Mark was Senate President for eight years and never sponsored a motion on restructuring. Today he is promising to restructure the country. “We must be wary of latterday converts to the matter of restructuring, exploiting the issue for populist political campaigns. “As Vice President Prof. Yemi Osinbajo submitted, good governance involves transparency and prudence in public finance, it involves social justice, investing in the poor and providing jobs and opportunities for the people, particularly young people. This remains the focus of the current administration as seen by the several social intervention programs currently being implemented. Commendably, the President Muhammadu Buhari administration is committed to implementing a New National Minimum wage. Also, the Government Enterprise and Empowerment Program (GEEP) scheme, comprising: GEEP MarketMoni, GEEP Farmer-Moni and GEEP Trader-Moni is being executed by the Bank of Industry and providing interest-free loans to petty traders and artisans across Nigeria. “With the inception of the President Buhari administration, a well-articulated roadmap, considering all the issues involved in ensuring a new, well secured, better governed Nigeria with equitable distribution of resources within the component federating units, is being given serious attention”. The Daily Times recalls that the APC set up a Committee
on True Federalism under the Chairmanship of the Kaduna State Governor, Mallam Nasir el-Rufai. The Committee submitted its report to the immediate-past National Working Committee, making its recommendations on twenty four items that Nigerians expressed views to balance our federation. These items the party added includes creation of states; merger of states; delegation principle; fiscal federalism; devolution of power and resources between state, federal and local governments; federating units; form of government; independent candidacy; land tenure system; local government autonomy; power sharing and rotation; resource control; types of legislature; demand for affirmation for vulnerable groups -- people with disabilities, women and youth; ministerial appointment; citizenship; state constitution; community participation; minimum wage; governance; judiciary; state re-alignment and border adjustment; circular status of the federation and referendum. The party also said a practical approach to implement the Committee’s Report is being considered by the Federal Government. “The APC believes that good, sincere, focused and purposeful leadership at all levels will propel the country to its deserved heights. Sincere efforts towards achieving True Federalism are more important than politicallyexploited populist rhetoric which achieves nothing. With emphasis on practicability, constitutionality and reality, we are confident that True Federalism or restructuring as some will like to call it will be better achieved under the President Buhari-led APC administration”, the statement said.
Nigeria. It’s not impossible. It is more cultural than religious”. A young governorship aspirant from Kwara State, Mohammed Ajia, challenged the Nigerian youth that 2019 is their time to flourish politically and they should take advantage of it, because they have the number and the strength. “We have said that we the young people we shall actualise our struggles by contesting for elective positions in various political parties and by so doing we can impact on our people. “Complaining at the back side will not solve the situation of Nigeria. So I enjoin all the people Kwara State and Nigeria at large to be active in politics we will be able to contribute our quota and Nigeria will be better country”. The aspirant, who recently resigned from security service to join politics, wants to help the country in the area of security challenge. A Katsina State governorship aspirant, Senator Yakubu Lado has promised to rescue the state from the maladministration of the All Progressives Congress (APC) if elected as governor next year. He accused the Aminu Masariled APC administration in Katsina State of failure and has vowed to retrieve back the state and set it on the path of progress and
prosperity. He said: “APC has failed. It has not only failed but it has set back Katsina State over several decades. Under the previous PDP government in Katsina, it was a progressive state with emphasis on human capital development and infrastructure. “But look at what we have today. The government of APC has eroded all the gains of the last administrations and replaced them with hunger and starvation. “Today, all the important sectors, be it health, education, agriculture, among others are suffering because the present government lacks the initiative to provide proper leadership. “That’s why the people are asking for me to come and save the state. They believe I have the capacity to bring Katsina back on the right course“. Lado, who represented Katsina South Senatorial District, in the Senate between 2011 and 2015, expressed confidence that he would secure the ticket of the PDP in the forthcoming primary, saying that he was best placed to return Katsina State to the party which governed it for 16 years. A gubernatorial aspirant from Nassarawa State, Senator Phillip Gyunka, also promised to effectively harness the vast mineral deposits in the state to
revive the sleeping economy of Nasarawa State. The senator representing Nassarawa North said he will apply his experience as a chartered economist and chartered accountant with 22 years in the banking sector to transform the state economically. “Nassarawa is a home of solid minerals, and as a home of solid minerals these are natural resources left untapped. If you go there today, there are avenues for bringing in industries that will use these solid minerals thereby creating job opportunities and creating wealth. When you compared Nassarawa state with other states that were created on October 1, 1996, you will know that we are lagging behind and this is the cry of the people and that is why I am here to salvage our people to provide good governance and economic transformation. I want to transform the state economically, I want to provide good governance for our people”, he said. Kicking against consensus arrangement, he said aspirants should not be afraid of going into the primary election, saying “it is just that generals are not obtained in the barracks, generals are obtained in the battle field. So, I believe that everybody should be allowed to go for primary”.
Why we adopted direct primaries for Niger State -Gov Sani Bello Doosuur Iwambe, Abuja Niger State Governor Abubakar Sani Bello has offered explanations why the governing All Progressives Congress (APC) in the state opted for the direct method of choosing the party’s flagbearers for the party’s primary elections ahead of next year’s general elections. According to a statement by his Chief Press Secretary, Jibrin Baba Ndace, Governor SaniBello explained that the adoption of direct primaries by the Niger State chapter of the APC was in line with the national body in order to produce credible candidates as the 2019 general election approaches. “It had to go with the people’s choice as large percentage of stakeholders in the state wanted direct primary election”, the governor stated. The leadership of the APC in the state had penultimate week resolved, after a heated stakeholders’ meeting, that the party in the state would adopt direct method in its primary elections in line with the decision taken by the national working committee of the party. The National Working Committee (NWC) of the APC
had asked all state chapters of the party to choose between the three options of direct, indirect and consensus methods in arriving at how flag bearers were picked. Governor Sani Bello explained at a meeting with stakeholders of the party from Shiroro and Magama local government areas of the state who came to see him over thorny issues from their councils as fallouts from the last stakeholders’ meeting, that the direct primary election method was the best option. The governor said that the adoption of direct primaries by the state chapter of the APC was to produce credible and acceptable flag bearers for the party ahead of the 2019 general elections. According to him, the choice of flag bearers for the party must be done in the open and according to what the generality of the members of the party want. Governor Bello further said that direct primaries would enable all aspirants test their popularity and that the method would conversely eliminate any suspicion of foul play. He said, “All aspirants would go through direct primaries in order to avoid
undue disagreements to ensure transparency in the conduct of the exercise and further build unity in the party.” Council Chairmen of the party in Shiroro and Magama local government areas who spoke in separate interviews, said their visit was to pledge solidarity and support for the governor for the forthcoming 2019 elections. They applauded the efforts of the governor in the development of local government areas in the state and commended him for adopting the direct primaries method in the forthcoming APC primary elections in the state.

2019: PDP stakeholders raise the alarm over Anambra congress Nkiru Nwagbo, Awka Aggrieved members of Peoples Democratic Party (PDP) in Anambra state have raised the alarm that some party stalwarts have gone underground to conduct a 3-man- Ad hoc delegate congress for the state and national assembly members. They alleged conduct of the delegates’ congress took place yesterday at an undisclosed location and was conducted by some National Assembly members in collaboration with members of the Chief Ndubuisi Nwobu led Caretaker Committee for Anambra State. Raising the alarm during a chat with the newsmen in Awka, the spokesman for the concerned group and a member of the state executive committee, Obinna
Okafor reminded that the state congress for the 3-man Ad Hoc delegates’ congress in Anambra has been shifted to September 13, 2018 by the PDP national headquarters Abuja. He however, alleged that the NASS members working in collaboration with the state Caretaker Committee were already conducting the congress to select the 326 ward delegates at unknown venues in the state. According to him, “This exercise is not in good faith and cannot help the reconciliation process for peace to reign in the state chapter of the PDP”, Okafor lamented. Also speaking, the state Administrative Secretary, Prince Ajulu Casmir said, “The congress was scheduled to hold in Anambra for two days, but has been shifted to September 13, 2018. According to information from the National headquarters,
it will be nationwide. You can see that nothing is going on here. Interested party members have been submitting the expression of interest and nomination forms for the various elective posts”. In his reaction, the Organizing Secretary, Okey Asolo declined comment, saying that submission of forms for the State Assembly ended yesterday while that of the NASS has been extended till September 13, 2018 according to the national headquarters. All efforts by Daily Tines to reach the state Caretaker Committee chairman, Ndubuisi Nwobo proved abortive as his line was not connecting. Meanwhile, Daily Times investigation revealed that at the PDP state headquarters, Awka, as well as some other branch offices in Awka south, Njikoka and Awka North there was no congress or meeting in progress.

Chukwu however, said no human casualty was recorded in the encounter; adding that the troops have regrouped and normalcy have been restored. This is contrary to reports that the Terrorists recaptured Gudumbali with troops and civilians seeking refuge at Gubio. The director said the troops have also been reinforced with additional troops to dominate the general area.

L-R: The three suspects: Akeem Bashiru, 60-year - old mother, Aminat Karimu and her son, Ojo Solomon during their parade by the police in Lagos.
Mother 60, sons use charm to lure victims via social media to kidnap, demand ransom Joy Anyim, Lagos A family of three that runs a kidnapping ring at No.15, Irepodun Street, Egan, Igando, Lagos were over the weekend arrested by operatives from the Igando Police Division of the Lagos State Police Command. Preliminary investigation revealed that the gang which includes one Akeem Bashiru, 32 years old, Ojo Solomon, 26 years old and their 60 years old mother, Aminat Karimu lured their victim through social media with a promise of either employment or huge sum of money to engage in gay relationship. It was gathered that Bashiru and Solomon sourced for their victims across the country while their mother provided them with spiritual powers to talk their victims into agreeing to travel to their den. On reaching their hideout, their victims
are put in captivity and their family members are called for ransom to be paid. Trouble however struck when the gang allegedly kidnapped Osahon Obazee and requested for N1.5 million ransom. According to the Lagos Commissioner of Police, CP Imohimi Edgal who confirmed the arrest of the trio, sister to the victim, Bridget Obazee, approached the Divisional Police Officer in charge of Igando Police station, CSP Taiwo Kasumu with the complaint. Edgal said, “A complaint was received at about 4 pm on Spetember 7th, 2018 by one Bridget that her brother Osahon has been missing for days and that the kidnappers were threatening to kill him unless they pay N1.5 Million ransom. “She added that they warned her not to involve the police else her brother will be killed. The DPO quickly contacted me and I ordered him to reinforce his team with men drafted from the Intelligence Unit of the
Command and together, they left in search of the victim. “Same day, at about 11pm, through discreet investigation, the suspects were arrested at the aforementioned address. Also rescued during the operation, were two other victims - Fadugbagbe Akindele, male, of No.7 Peace Crescent Salolo, Meiran, Lagos and one Ekwegbalu Augustine who was lured from Anambra state with the promise of a job placement in an Oil company. “They had been held for weeks by the kidnappers pending payment of ransom by their families.” The rescued victims have however been identified and reunited with their relations. Speaking, Solomon who confessed to the crime said his mother empowers him and his brother spiritually, saying she uses charms (Juju) to intimidate and instill fear in their victims.
The leadership and state executive committees of the All Progressive Congress (APC) in Bayelsa state yesterday aligned with the National Chairman of the Party, Comrade Adams Oshiomhole over the adoption of the direct primaries for the State, National and Presidential primaries of the party. The decision by the Bayelsa APC was taken at a well attended State Executive Council (SEC) and stakeholders’ sessions presided over by the former Governor, Chief Timipre Sylva and the Minister of State for Agriculture and Rural Development, Senator Heineken Lokpobiri. The party agreed that the adoption of direct primaries will allow for cohesion and all inclusive participation. The former Governor and APC leader in the State, Chief Sylva, noted that the party in Bayelsa can now boast of quality aspirants vying for the State and National assembly’s elections.
‘High cost of APC nomination form aims at scaring young aspirants’ Sunday Nwakanma, Umuahia The National Chairman of the All Progressive Congress (APC), Comrade Adams Oshiomhole and his executives have been berated for allegedly hiking the cost of the party’s forms in order to scare away young and credible aspirants who may not have the resources to obtain it. An APC 2019 governorship hopeful in Abia State, Ambassador Chidike Ukauwa who interacted with newsmen moments after he was honoured with National Student Ambassador Award by the National Association of Nigerian Students (NANS), regretted supporting Oshiomhole and his executives. He said the high cost of APC’s nomination form was a calculated attempt to deprive the youths in the party the right to aspire for any elective positions of their choice.

We know our friends, our friends know themselves
Owei Lakemfa
In Africa, we welcome any visitor even if he is not a friend. We offer our visitors water and a sit. That is why the United Kingdom (UK) Prime Minister, Theresa May was welcome when she came out visiting South Africa, Kenya and Nigeria. Also, for those who are our friends, we go looking for them even if their homes are at the other end of the world. An African proverb says it is someone you do not love, you make excuses that you are unable to visit his home because it is far away. That is why it did not surprise me that, all but one African country, were this week in China for the for the Forum on China-Africa Cooperation (FOCAC) . In South Africa, the Robben Island has become the symbol of the resistance against Apartheid.. It was on Robben, the Apostles of Apartheid thought they could break the liberation fighters and bury the African dream of liberation. That was where brave Africans like Walter Sisulu, Govan Mbeki, Nelson Mandela, Ahmed Kathrada and Jacob Zuma spent part of their youth pinning away in prison with hard labour. So it was not unexpected that Ms. May would visit that sacred place. But she might not have bargained for probing questions on her role either in consolidating or destroying Apartheid. When the anti-Apartheid Soweto Uprising by Primary and High School children occurred in 1976 during which the Apartheid regime massacred 176-700 children, injured over 2,000, detained and tortured thousands, Theresa May was a 20-year old third year undergraduate in Oxford. In the mid-1980s when Apartheid was tottering, and Britain remained its backer, Theresa May was the Councilor for Durnsford ( 1986-1994) under the Conservative Party led by Mrs. Margaret Thatcher. So, she was active in British
politics. Last week, August 28, as May prepared to visit Robben Island including the cell Nelson Mandela spent 18 of his 27-year incarceration, British Broadcaster and Political Correspondent, Michael Lawrence Crick asked the British Prime Minister whether she played any role agitating for the release of Nelson Mandela. Whether she participated in any form in the campaign to boycott South African goods as directed by the United Nations. Whether she protested in any way against the Apartheid system or government. A visibly embarrassed May responded: “I think you know well that I didn’t go on protests. But what is important is the work that the United Kingdom government did to ensure that it did give support where that support was needed.” The part that she did nothing to protest the evil system even when she held political office, is true. But her subsequent claim about the UK giving support “where that support was needed” is false. If anything, the United Kingdom and its politicians including Thatcher and Theresa May by their actions and inaction, helped to preserve Apartheid and elongate its life span. Contrary to May’s claims, the truth is that Britain and the United States, especially under President Ronald Reagan, propped up Apartheid South Africa, and refused to allow the rest of the world impose crippling sanctions. At the 1985 Commonwealth Heads of State Summit held in Nassau, Bahamas, the normally pliant countries rose against Britain their former colonial master. They demanded all-round sanctions against Apartheid South Africa. But the UK stood against them. Thatcher insisted that the only resolution Britain would support is a nebulous ‘constructive engagement’ To
save the Commonwealth from breaking up, then Australian Prime Minister, Bob Hawke, moved a compromise solution; the establishment of an Eminent Persons Group (EPG) on South Africa charged with putting in place: “a process of dialogue across lines of colour, politics and religion with a view to establishing a nonracial and representative government” When this was accepted, Hawke called up his predecessor, John Malcolm Fraser, (Prime Minister 1975-83) to co-chair the EPG with former Nigerian Head of State, Olusegun Aremu Obasanjo. The EPG which met all sides including then imprisoned Mandela, published its report in June 1986 in which it recommended full economic and financial sanctions against Apartheid South Africa. Again, the UK refused. In October 1987, at a press conference following the Commonwealth Heads of Government Conference in Vancouver, Mrs.. Thatcher claimed: “The ANC (The African National Congress to which Mandela belonged) is a typical terrorist organization... Anyone who thinks it is going to run the government in South Africa is living in cloud-cuckoo land.” Voicing the views of the ruling Conservative Party which Teresa May belonged, the Daily Mail on the day of the concert to mark Mandela’s 70th birthday in July, 1988 published an opinion which declared that: “The ANC and its leader Nelson Mandela have no more claim to be saints or heroes than do the Provisional IRA with their lynch mobs and car bombers.” Nineteen months later, Apartheid gave way with the February 2, 1990 unbanning of the ANC after a 30-year clamp down. So how, where and when did UK give the needed support to topple apartheid
when all along it was in bed with it? Not unexpectedly, May’s visit to South Africa achieved little or nothing beyond her repackaging the EU pact with South Africa, promising to encourage job creation in exchange for a clamp down on Africans migration to Europe, and a bland promise to back South Africa’s land reform. Before leaving South Africa, for Kenya and Nigeria, she threw a punch: “87 million Nigerians live below $1 and 90 cents a day, making it home to more very poor people than any other nation in the world.” Kenyan President Uhuru Kenyatta noted that May was the first UK Prime Minister to visit in nearly four decades. Indeed, Kenya holds similar haunting memories for Britain as does South Africa. Britain wanted to make Kenya a settler colony like South Africa, Zimbabwe and Namibia. But the Kenyans resisted in what became known as the Mau Mau Uprising. In the eight-year uprising which began in 1952, officially, the UK murdered 11, 000 Kenyan civilians including 1,090 who were hanged. Thirty two whites were killed in the uprising. However, the Kenyan Human Rights council presented different statistics that showed that the British executed, tortured and maimed 90,000 Kenyan civilians and detained over 160,000 others without trial for between 3-7 years. The news from Beijing is that China is offering Africa another $60 Billion investment fund, and all we hear from Europe and America is that we have to be weary of China as some of these loans would not be repaid and will go for ‘vanity projects’ while China will use Africa as destination for its products. The West assumes we are not matured for such investment, and that they can still tell us who our friends should be.
Africa - China’s debt and matters arising
Inwalomhe Donald
Loans have been used as weapon of underdevelopment of Africa by IMF and World Bank. Loans from China are irresistible because they come with less strings attached on matters such as governance, democracy or human rights. Bureaucrats too can easily get a cut without much accountability. Yet, the loans are like a Trojan horse. Its consequences will be far-reaching. While the British expanded the empire through conquest, China understands a subtle approach, which is sovereign debt. It is now the ammunition of choice for China to penetrate developing countries and get them to suit its expanding economic and military interests. China hosted leaders from across Africa for a summit in Beijing. The last summit was held in December 2015 in Johannesburg, South Africa, where Chinese President Xi Jinping announced $60 billion in funding support for infrastructure development in Africa. The Forum on China-Africa Cooperation included an eye-popping announcement of billions of dollars more in Chinese financing to build infrastructure across the continent. But these massive loans can come with steep and opaque conditions. China’s Billion Dollar Loans To Africa will not transform the manufacturing sector in Africa. It is not a new argument that these Chinese loans to Africa will not bring good institutions, infrastructure, human capital and technology. The loans will not drive manufacturing-led growth in Africa. This is debt diplomacy between China and Africa. So far, the structural transformation that shifts productive resources from agriculture and mining to manufacturing – which has helped many countries achieve greater prosperity – has bypassed most African countries. The limited structural transformation in Africa has not translated into more jobs,
because the manufacturing sector itself requires extensive reform. Therefore, what Africa needs is a manufacturing renaissance, with more local value-addition that would create more and better-paid jobs, and contribute to fulfilling the aspirations of the Agenda 2063. Chinese loans for Africa could not make African countries become more resilient to economic shocks and less dependent on natural resource exports. Africa can achieve ambitious goal if it taps into available opportunities, while mitigating the challenges it faces. It’s tempting for European countries and Americans to think this is not our problem. But as African countries sink deeper and deeper into Beijing’s carefully laid debt trap, the United States could pay a steep cost in reduced cooperation on counterterrorism and job creation. Chinese debt has become the methamphetamines of infrastructure finance: highly addictive, readily available, and with long-term negative effects that far outweigh any temporary high. This is particularly true in subSaharan Africa, where China has become the largest provider of bilateral loans. Forty percent of sub-Saharan African countries are already at high risk of debt distress; by having so much debt concentrated in the hands of a single lender, they are dangerously beholden to their supplier. Why does this matter? Because in Africa and elsewhere, governments have secured massive loans from Beijing using strategic assets—such as oil, minerals, and land rights— as collateral. If borrower nations find themselves unable to repay the loan, China can claim the strategic asset. Sri Lanka recently learned this the hard way and handed over control of the port of Hambantota, giving China a strategic foothold along a busy trade waterway.
According to Professor Brahma Chellaney at the New Delhi-based Center for Policy Research, “several other countries, from Argentina to Namibia to Laos, have been ensnared in a Chinese debt trap, forcing them to confront agonizing choices in order to stave off default.” While Chinese debt diplomacy may not seem relevant to most Americans, it is a serious threat to US national security. Most directly, China’s crafty negotiations and seizure of strategic assets can limit US influence and access overseas. For instance, the tiny country of Djibouti is home to the most significant American military base in Africa. Thanks to Chinese loans, Djibouti’s debt-to-GDP ratio surged from 50 to 85 percent between 2014 and 2016. If Djibouti were to default and relinquish the port that resupplies the US base, American military capability in Africa and the Middle East could be seriously threatened. More broadly, unsustainable levels of debt can destabilize African states, which also compromises American security interests. Over-leveraged governments can get caught in a downward spiral of credit downgrades, reckless economic policies, and reduced spending on social services. With economic stagnation comes fewer opportunities for Africa’s fast-growing and young population. And the toxic brew of economic hopelessness and political disillusionment can drive disaffected youth toward violent extremism. That can threaten Americans abroad and, potentially, even at home. Finally, China’s debt diplomacy shuts out opportunities for US businesses. Not only do Beijing’s cheap infrastructure loans come with conditions to employ Chinese companies, they also set out technical specifications for projects like high-speed railways and wireless networks in a manner that favours
Chinese firms. The combined effect of these efforts “would push the United States away from its current position in the global economy and move China toward the centre,” according to Jonathan Hillman, a fellow at the Center for International and Strategic Studies. China already earns $180 billion annually from its investments in Africa; if its debt diplomacy remains uncontested, it’s likely that even more revenues and jobs will flow to China, instead of the US. But this outcome is far from inevitable. The US has plenty of good options, but it needs to dramatically step up its game and support alternatives to Beijing’s aggressive finance initiatives. Perhaps most fundamentally, the US needs to focus on boosting African economic growth. Helping African states to strengthen investment climates and economic governance will help them attract more private sector capital and provide more entry points for US companies. A key component is assisting African efforts to increase transparency, so that all the costs and benefits of project finance options are openly known. Fully staffing US embassies and offering more technical assistance to evaluate loan agreements and investment contracts would be a good start. To date, the Trump Administration’s Africa policy has been adrift, defined more by racial epithets than any cohesive strategy or results. By comparison, China has a clear vision that will yield longterm benefits. In Africa and around the world, much more needs to be done to confront Chinese debt diplomacy. If not, the US will pay a heavy price in its commercial and national security interests. If not tamed, the loans from China will continue to subject poor nations into new rounds of dependency, and therefore, will lead them down a path to more underdevelopment.

Editorial Commentary Climate change and healthy environment Times Guest Columnist Bunmi Fatoye-Matory
For months now, I’ve been craving mackerel fish, the common cheap oku eko, eating by all and sundry. Here, we live in the midst of material abundance, where every desire could be fulfilled if you have the Benjamin – the American slang for the dollar. There is plenty of fish everywhere; all kinds of fish. Mackerel is in all the fish markets, but what is rare is mercury-free mackerel – the one which lived its life in unpolluted waters. Mercury can do a lot of damage to our bodies and health. It can damage our nervous system, kidneys, lungs, and for pregnant women it can harm the nervous system of the foetus enough for the baby to suffer severe cognitive defects when s/he’s born. We are told to eat less red meat and more of fish for the sake of our health. Fat from red meat clogs the arteries, which could lead to heart attacks and other health consequences. The problem is that most of the fish in the market have been poisoned in the waters from which they were caught, by run offs from industrial chemicals, fertilisers, and garbage. Our farmed salmon is fed a contrived diet to make them grow faster. Devoid of their natural diet of shrimp, they come out gray instead of pink. Fish producers then inject them with dye to mimic the colour of wild salmon. The list of fish we are forbidden to eat because of their high mercury content include croaker, bluefish, halibut, swordfish, marlin, Chilean sea bass, ocean perch, tuna, grouper, Spanish mackerel and King mackerel, and for those we could eat, it’s only a few times a month. We now live in a human civilisation which, in spite of its unprecedented material wealth and scientific knowledge, systematically poisons the air, water, and land our very existence depends on. Many creatures on earth are at risk, too. Sea creatures ingest plastic and die. When I lived in Berlin, baby food was rationed in German stores because Chinese people were coming to Germany to clear the shelves. If you are wondering why the Chinese, who could afford to lend billions of dollars to developing countries, are going to Germany to find nutrition for their babies, it is because they cannot trust the baby food manufactured in their own country. While China is galloping away in wealth and political power, its air and water are so polluted that the wealthy imports fresh air from Canada. China produces what most of us need and use in the world, but at a great cost to their environment and the health of its people. A lot of our fish and seafood here are from the polluted waters of China and other Asian countries. The Pacific North West of the United States is an intensely beautiful region. I regard it as the fabled Garden of Eden on earth. My spouse and I spent a delightful time exploring this area whose lovely trees and brilliant flowers seem to have emerged out of some fantastic dreamscape. Gorgeous bodies of water spread out as far as the eye can see. We went whale watching, and as our boat moved into the Pacific Ocean, we saw a beautiful family of Orca doing the graceful leaps familiar to us through television. It was a stunning sight. However, a few weeks ago, researchers saw a very unusual sight. A mother Orca was spotted carrying her dead baby around for seventeen days, mourning. The population of Orca has been declining in the area. We visited the Native American tribes living in one of the islands to learn about their history and struggles. At the grave of Chief Seattle, the Native American chief who the city of Seattle was named after, we learnt that he had to make a deal with European settlers who came to usurp their land so that his people would not be wiped out. Visitors, who I assume are Native Americans, left all kinds of mundane ritual objects at his grave as a mark of their spiritual connection to their ancestor. Like the rest of the United States, Native
Americans were the original owners of this paradise before European migrants and settlers conquered and displaced them. About a week into this trip, it was hard not to notice that something was wrong with paradise. We saw notices around bodies of water not to eat the fish, shrimp or any sea food caught there. Human activity, carelessness, and greed had polluted the waters of paradise so badly we can no longer consume anything from there. It is a rude awakening. My food tourism plan to splurge on salmon, since this region is renowned for its abundance, was dashed. We discovered the salmon sold in the markets is imported from Alaska. The Niger Delta of Nigeria from which the country has extracted trillions of naira worth of crude oil for many decades has been so polluted that crude oil floats on their rivers. The people cannot fish in their rivers, neither can they drink the water. Their air is polluted by the flaring of gas. In the United States, the waters in the Gulf of Mexico have an an area so oxygen deprived it has become a dead zone. Eight years ago, a BP oil rig exploded and released over three million barrels of crude oil into the Gulf of Mexico. In spite of BP’s best efforts to clean up, so much damage was done to the ecosystem. There are reports of deformed sea creatures, and even birds were not spared. This accident killed eleven workers, and people who depend on the water for their livelihood and recreation are at economic and health risks. I grew up in an Ekiti village in the generation that fetched water from the brook. It was one of our many childhood duties. Before pipe borne water reached our area, communities had wells that served most household needs, and the important task of replenishing the water supply of the household fell on children. While the well was close to our home, the springs and brooks where we got our drinking water from were far away, deep in the forest. Every week, my neighborhood peers and I walked miles to fetch drinking water from these springs. The water was stored in a special pot and it was cool, clean, and sweet. In fact, after pipe borne water came to our town, many elderly women refused to drink it because they said its taste was hard and unpleasant. There were also huge trees in our forests. Trees were not always my favourite things back then. In fact, I regarded them with suspicion and dread. In the folk tales told to us, they harboured dangerous spirits that roam the land, day and night. Pregnant women must not go out midday because of the danger of encountering evil spirits that might displace their unborn children. Witches, iwin, oro were said to make their homes in trees. I had nightmares constantly in my second year at boarding school because a tree was right outside my window. Every night my imagination ran wild when going to sleep, leading to bad dreams, and sometimes a state of delirium the following day. There was a massive tree in our school whose canopy cast a huge shade over our bathroom. For some reason, the school authorities decided to take down this tree. It was so gigantic they decided to burn it instead of cutting it, and for several weeks, it burned. While burning, so many snakes dropped from its canopy like strange flaming objects. We stood far away watching the flames, enthralled as we spotted snakes twisting and turning to escape the inferno. Evidently, this did not improve my opinion of trees. It only confirmed what I suspected about them. However, as an adult, I’ve grown to appreciate the importance of trees in our eco system, and our lives. This was why I became disconcerted while visiting home to see the forest in my area has been severely thinned out by loggers who harvest these trees for private and commercial purposes, without planting new trees. Some people consider this type of activity “development”, the accumulation of private riches with heavy public costs.
OUR POSITION
FG, democracy and rule of law
T
he recent speech of President Muhammadu Buhari that his government would continue to place the nation’s security and national interests above the rule of law has continued to receive mixed reactions from Nigerians. Since the 1999 Constitution (as amended) also describes and defines the national interest, then the national interest is necessarily protected and promoted by observing the constitution which is, the rule of law. And so it is that in a constitutional democracy, the national interest is inextricably linked to the rule of law, whereas in a dictatorship, the national interest is linked to the opinion of the maximum ruler. When it comes to ruling, there are basically two options: the rule of law or the rule of man. President Buhari, who recently spoke while declaring open the 2018 Annual General Conference of the Nigerian Bar Association (NBA) in Abuja said that his government adopted the stance on the basis of subsisting decisions of the Supreme Court. He maintained that individual rights of alleged offenders would not be spared when national security and public interest were threatened. But many public analysts including the civil societies and opposition parties have kicked against the idea that the national interest can exist outside the ultimate law, the constitution. Incidentally, the concept of national security remains ambiguous, having evolved from simpler definitions which emphasised freedom from military threat and from political coercion. Conversely, the rule of law has been defined as the “authority and influence of law in society, especially when viewed as a constraint on individual and institutional behaviour; (hence) the principle whereby all members of a society (including those in government) are considered equally. Interestingly, the NBA in a communique it issued at the end of its 58th Annual General Conference, tackled the President over his declaration and insisted that issues of national security must be managed within the perimeters and parameters of the rule of law. The NBA also frowned at what it described as a growing penchant by Buhari’s administration to disobey court orders. It is refreshing to note that after the criticism from the NBA, members of the public and other relevant stakeholders, President Buhari made a U-turn from his previous stance on rule of law, saying that his administration would always uphold the sanctity of the rule of law in governing the country. Speaking during a bilateral meeting he had with visiting German Chancellor, Angela Merkel, at the Presidential Villa, Abuja, Buhari said that the unity and harmony in every society could only be preserved by observing the rule of law. We are of the opinion that the president missed the point by trying to place national interest above the rule of law. We wish to
remind the President that even though he was not wrong as it is the global practice since the emergence of cyber crimes and terrorism altered the traditional balance between civil liberties and the tools used in maintaining the imperatives of national security/national interest, it was not within his power to declare that national interest is supreme to rule of law. We believe that the rule of law is the way to go and the pronouncement on the rights of individuals vis-a- vis the national interest is the exclusive preserve of the judiciary which is constitutionally empowered to deliver verdicts over any contestation between individuals and corporate entities. In the Western world, libertarian streams of thoughts which support the supremacy of individual rights and personal freedoms over any kind of authority have been bemoaning the rapid erosion of civil liberties in the name of fighting terrorism or perceived new security threats. We are of the opinion that there is a mix - up on issues such as tension between the ‘rule of law’, “national interest” and “national security” rather than as a tension between national security/national interest and civil rights. They are not quite the same. This is because even when a government decides to abridge people’s civil liberties - freedom of religion, freedom of speech, freedom of the press, freedom of assembly, etc, such abridgements are backed by extant laws.

2019: APC aspirants in last minute rush for forms
Stalwarts of the All Progressives Congress (APC) over the weekend, engaged in a frenzy of sorts to purchase of Expression of Interest and Nomination forms ahead of Tuesday’s deadline for close of sales. Newsmen observed that the national secretariat of the APC in Abuja was a beehive of activities on Saturday and Sunday as political bigwigs seeking reelection or new offices thronged the party with their supporters. Among those who came was senator representing Kaduna Central, Shehu Sani, who was accompanied by his supporters from the seven Local Government Areas of Kaduna State under his constituency to obtain his nomination form. Addressing his supporters prior to picking the form, Sen. Sani told them to sustain the momentum as they have always done especially with the 2019 general elections around the corner.
Also, the people of Northern senatorial district of Borno State have purchased a N22.5 million expression of Interest and the Nomination forms for an aspirant from Southern senatorial district, Alhaji Idris Mohammed. The leader of the Northern delegation, Alh Umar Lawan, said the idea is to deepen the process of democracy in the state. The major issue in the build up to the 2019 governorship election in the state has been that power rotation is crucial because of the six governors that have ruled the state since 1979, none has been from the Southern part. Speaking on why the North opted to take the initiative, Lawan said: “There have been a lot of complains that the people of Southern Borno are marginalised. Nobody has marginalised anybody because nobody has come out to say he is looking for governorship until today. So, it is a matter of reaching out to the
people. “Power is not served à la carte. You have to reach out for it. You have to earn it. We wish him a very good term and we pray that the people will accept him with open arms.” Receiving the forms on behalf of Mohammed, Usman said the people of the South appreciate the gesture of their Northern counterpart and that they will make the best use of it. According to him, “Power is never served on a platter of gold. We have never come out to say we wanted it. Now, we said we wanted it and we are glad that it is our own brothers from Northern Borno, who contributed money to buy this form. We are extremely grateful. “Honestly, we are extremely grateful. Poor quality diet remains risk factor for ill health – Expert Country Director, Global Alliance for Improved Nutrition (GAIN), Dr Micheal Ojo, says that intake of poor quality diet remains the number one risk factor for ill health. Ojo stated this in an interaction with newsmen in Abuja. He noted that the quality of people’s diets depended on their food systems, right from when the food was grown to when it was eaten. “For many Nigerians, the daily contact with nutrition is only on food product labels. Teaching of Nutrition as a subject starts only in secondary schools and even at that, it is not compulsory. “No wonder the ability to make informed food choices in adulthood becomes a problem, the dietician said. Ojo said research had shown that many common foodrelated ailments such as diabetes and obesity could be prevented or reduced, if there was adequate nutrition knowledge.

Dankwambo’s brother denies joining Short News APC, says PDP is our family party 2019: Ayogu Eze set to Bonaventure Melah, Abuja Younger brother to Gombe State Governor, Buhari Muhammad Dankwambo has vehemently refuted report by a section of the media that he has dumped the Peoples Democratic Party (PDP) and joined the All Progressives Party (APC) describing it as totally false, malicious and an attempt by political enemies to tarnish the respected image and name of his elder Governor Ibrahim Hassa Dankwambo. In a statement sent to Daily Times Sunday night, Buhari Muhammad Dankwambo stated that the authors of the fabricated story wrote his name as Babangida Muhammad Dankwambo, which he said was a deliberate ploy to evade prosecution, adding that he can never leave the PDP which he described as a family party. The statement reads in part: “The
story further alleged that I dumped PDP despite efforts by the governor to prevail on me to remain in the party and that I was under pressure from different quarters as well as given juicy to offers for me to reverse my decision. “I wish to categorically state that at no time did such a thing happen. The falsehood against me and my brother, Gombe state Governor, Ibrahim Hassan Dankwambo, Talban Gombe, is fictitious, malicious and mischievous; and comes as a big surprise that such concocted story was circulated by some mediums without balance. “It is also worthy of note that, my name is not Babangida Muhammad Dankwambo, my name is Buhari Muhammad Dankwambo. I repeat, the story is baseless and unfounded. I never dumped the PDP for the APC, and I am still with my brother, Gombe state Governor, Alhaji Ibrahim Hassan Dankwambo, Talban Gombe. Continuing, the junior Dankwambo stated that “Gombe State Governor
is a father figure to everyone in the family. He has been more than a brother, he is a pillar to all of us. Having inherited the traditional title of ‘Talban Gombe’ from our late father, he has done tremendously well to fill the vacuum left by our old man. I will never do anything to bring disrupt and disregard to Talban Gombe or my family. “It is sad that a few enemies of Gombe will go to any extent to malign the governor. I called them the enemies of our dear state because they chose to be blinded by the fact that Talba has done hundreds times better than what all of his predecessors put together did. “I wish to plead with all humility, to every person concerned or affected in any way by that report to dismiss it as an unfair representation of me as it is just one of few cooked up stories intended to tarnish my good image and get at my dear brother, the well respected Governor Ibrahim Hassan Dankwambo”.

Anambra revenue service threatens tax defaulting institutions Stories by John Ndu, Awka The Anambra State Internal Revenue Service has said that it doesn’t intend to close offices of corporate citizens doing business in the state but the agency won’t hesitate to enforce court orders to recover government revenue from tax defaulting institutions. This is coming on the heels of the closure of all branches of the United Bank for Africa (UBA) operating in Anambra State over an established N.9 billion unpaid tax arrears to the state government, as established by the State High Court of Justice.
The Chairman and Chief Executive of the Anambra State Internal Revenue Service, Dr. David Nzekwu, who spoke with our correspondent in Awka, said the agency was a responsible organisation but will not spare institutions that failed to comply with tax laws. Nzekwu said the agency in its revenue drive, may seal more institutions not complying with tax obligations as government required the resources for the provision of basic social amenities and infrastructure for the betterment of all and sundry. The agency’s boss also disclosed that recently the agency executed an order that was issued by the court asking it to take steps to
recover unremitted taxes owed to the Anambra State government by United Bank of Africa (UBA), which according to him, was established at N6.9 billion. Although he took cognisance of the fact that in spite of the magnitude of tax default in the state, there are still some level of improvement in tax compliance, stressing that it is the responsibility of the agency to assist every individual to pay their taxes. Furthermore, the revenue agency’s helmsman noted that it is equally the responsibility of every tax payer to pay tax as the law demands;
thereby appealing to organisations doing business in Anambra State to register with the tax authority and ensure compliance with tax laws. He, however, stated that the agency understands the impact of the closure of UBA branches in Anambra may likely have on its customers but it is also expected that UBA should pay the money that has been established by the court that they owe the state government which is N6.9 billion for the period of 2006 to 2011 so that the offices will be reopened again for business. Meanwhile, efforts to get the views of officials of the bank at one of its branches on Zik Avenue Awka proved abortive as security operatives hindered access.

Firm, CDC unveil How infrastructure developments hike 3 Cement Microcredit for parents of children with disabilities firms revenue to N657.9bn Godwin Anyebe
Motolani Oseni Due to infrastructure development across the country by both the federal government and state governments, three quoted cement manufacturing companies on The Nigerian Stock of Exchange (NSE) recorded revenue N657.9 billion of revenue in the first half year (H1) ended June 30, 2018. The construction industry seems unperturbed by the current austere period that has shrunk disposable incomes in the country as activities in the sector are on the upswing. Checks by The Daily Times showed that hike in the revenue was the due to the surge in the sale of the commodity by the trio of Dangote Cement, Lafarge Africa and the Cement Company of Northern Nigeria (CCNN), rose by N85.9 billion over the N572 billion worth of cement products sold between January and June of 2017. Further findings revealed that the bulk of the earnings of Dangote Cement came from Nigeria while sales from other outlets across the Africa continent continue to struggle. Dangote Cement’s revenue in the six months grew by 16.9 per cent, rising to N482.4 billion from N412.7 billion of 2017 while CCNN reported N13.18 billion in revenue representing 191.4 per cent increase over N4.5 billion of the first six months of 2017. Also, Lafarge Cement earned N162 billion from the sales of Cement in the first six months of 2018, up from N154.8 billion of first half of 2017. The manufacturers have continued to benefit from the increasing price of the commodity despite being wholly local contents materials. Also, the preference of the manufacturers for road haulage rather than by rail has also made the
price uneven across the country. Currently, the retail price of a bag goes for between N2,550 and N2,800, depending on the brand, location and other factors. To get a whole truck consisting 600 bags require N1,470.000 or N1,510,000, depending on the manufacturer. Analysts at InvestmentOne Limited maintained positive outlook for the sector as federal government had budgeted N2.86 trillion on capital expenditure. In their latest report, titled,’ H2 2018 Cement Outlook - Volume to Ride on Infrastructure Spending, the company said, “We maintain our positive outlook on the cement sector given the present stability in the economy and implementation of the 2018 Budget of Consolidation combined with the favourable macroeconomic variables. “Capital expenditure is budgeted at N2.86trillion (31 per cent of passed budget) and with implementation taking off in H2 2018, we believe this should lead to volume growth and improvements in top-line performance.” “Having achieved a 94 per cent capacity utilization rate in 2017, Cement CCNN had an impressive H1 2018 result, as revenue grew by 42per cent y/y in H1 2018. “This as well as the 900bps y/y expansion in gross profit margin to 45per cent, was the major driver of earnings performance in that period. Gross profit surged by 166per cent to N3.66 billion, due to the strong cost management and optimization, which was also evident in its opex/sales ratio, which declined by 455bps y/y to 14.9per cent in H1 2018. “Dangote Cement’s H1 2018 results were reflective of benefit from higher pricing in both Nigeria and some PanAfrican countries, improved energy
mix and higher volume in the Nigeria market (up 13.9per cent y/y to 7.81mmt) despite weaker volume performance in the Pan African markets (down 3.9per cent y/y to 4.57mmt). On a y/y basis, turnover was up 16.9per cent to N482billion. “However, we highlight that the strengthening of the US dollar against emerging economies contributed to the 89per cent y/y surge in net finance cost, as some of its Sub-Saharan African operations held U.S. Dollar dominated loans in their accounts. “On the contrary, Lafarge Africa’s performance continued to be overshadowed by lower sales volume in South Africa, following operational challenges as well as increasing net finance cost resulting from a highly geared balance sheet (187per cent as at Q2 2018). “Consequently, the company recorded a loss before tax of N6.3 billion in H1 2018.” On expanding rivalry, analysts at InvestmentOne noted that, “Lafarge plans to increase its production level by five (5) million metric tons to its existing production capacity of 10.5mmt in Nigeria. “Already the company has injected N80billion to raise the production capacity of Ashaka Cement in Gombe to 2.5million metric tons by H1 2019, from 1mmt per annum. “Similarly, Lafarge is also expanding its WAPCO production capacity by 2.5mmt per annum. We believe this should be a positive for the company’s top line performance over the medium to long term. “Nonetheless, we highlight that Lafarge’s production capacity of 10.5mmt per annum in Nigeria is still far below its major competitor, Dangote cement, with a capacity of 29.3mmt
Promasidor Nigeria Limited, in partnership with Children’s Development Centre (CDC), has unveiled a low-interest microcredit scheme aimed at empowering parents of children living with developmental challenges. The scheme tagged, ‘We Too Can Grow’ takes off with a grant from Promasidor, manufacturers of Cowbell Milk, Top Tea, Onga seasoning and other quality food products. Five groups in Lagos and Ogun States, where the programme is taking off, have already signed up for the facility being disbursed through cooperatives. The Special Adviser to Lagos State Governor on Social Development, Mrs. Joyce Onafowokan, said in a statement recently released to newsmen in Lagos that, the state government would partner CDC and Promasidor to deepen the programme’s penetration. She commended Promasidor for its support towards uplifting the living standard of the target group. She said: “Most people don’t know the pains parents of those children go through. Some of the parents do not have academic degrees. So, they need to be empowered and trained in skills to help them take care of their children. Medications of some of the kids are costly. That is why they need additional incomes to support their families. This is the motive of ‘We Too Can Grow.’ “The programme will boost the selfesteem of the parents. When you have a child with a disability and somebody steps up to say, ‘I will support you,’ the journey is easier. I feel very excited that this is coming from a corporate entity. “It takes a community to raise a child, and this includes individuals, corporate entities and the government. Through this initiative, Promasidor has demonstrated that it is sincerely
concerned about the total development of the country.” Head of Legal and Corporate Communications, Promasidor Nigeria Limited, Mr. Andrew Enahoro said the grant was motivated by the company’s desire to support the wholesome development of Nigeria and its special interest in the future of the youths. “At Promasidor, we believe that no segment of the society should be ignored in building a nation. ‘We Too Can Grow’ is a way of saying that we recognise that children with special needs are bona fide members of the society. They have the right to pursue their dreams like other members of the society do,” he said. CDC consultant and development expert, Mrs. Delphine Misan-Arenyeka said ‘We Too Can Grow’ encompassed microcredit, therapy for the children and skill acquisition. Justifying the idea, she said some guardians of children with special needs found it difficult to keep regular jobs. “The whole idea is to empower the under-privileged parents and guardians of such children. Some of them have sources of livelihood but they cannot expand because of the demand of caregiving. Some work for only two or three hours daily but spend the remaining time taking care of their children. “Some of them are so poor that they cannot even feed their children much less giving the required medications. We hope this scheme will make a lot of difference in the lives of the affected individuals,” she revealed. ‘We Too Can Grow’ is among several corporate social responsibility (CSR) platforms through which Promasidor touches the lives of Nigerian youths. Its other CSR projects that target youths include Promasidor Harness Your Dream, Cowbellpedia Mathematics TV Show, Cowbell Football Academy and Loya Swim Meet.
Obaseki attracts foreign investment to Edo Ladesope Ladelokun On the sidelines of the Forum on China Africa Cooperation (FOCAC), Governor Godwin Obaseki, has successfully signed investment agreements on all three big ticket investments; the Benin Industrial Park, Benin River Port in Gelegele and the modular refinery projects. The Edo State government in a statement the weekend, noted that this feat was achieve after several rounds of engagements with Chinese investors. It combined impact of an industrial park, a seaport and a refinery will undo the drag in our socio-economic development, which has held us down for decades. On the flip side, the deals in China have dealt a final blow to the lies and falsehood peddled over time, by members of the dying Edo State
Peoples Democratic Party (PDP). While we await the congratulatory message of the Chairman of the Edo State chapter of the dying Peoples Democratic Party (PDP), Chief Dan Orbih, on this great feat that will benefit all Edo people, we urge him to salute the Godwin Obaseki-led administration’s triumph in an area industrialisation - where the dying Edo PDP failed abysmally. The industrialisation of Edo State is a task that the Obaseki administration is committed to and we are reclaiming all the opportunities we missed under the self-serving PDP administration in Edo State. Never again will Edo people allow charlatans like Dan Orbih, Chris Nehikhare and their co-travellers access to power and reverse our progress. I wish Chief Dan Orbih a great day in court soon, as he faces justice over his N700 million fraud case and I hope he will be a free man to enjoy the benefits of an industrialised Edo State.

Nsima Ekere, Akpabio’s sojourn into APC and quest for Akwa-Ibom governorship seat Patrick Okohue When he joined the governorship race in Akwa Ibom State on the platform of the Peoples Democratic Party (PDP), in 2006, Nsima Ekere brought freshness, excitement, instant connection with the youths and a trove of ideas on how to build a people-centred government that was lacking in the politics of the state. He was the youngest aspirant and his background as a successful businessman with strong social investments was a direct challenge to the politics-as-usual of his home state. Indeed, in a state where government is the only business, Ekere’s pledge to raise world-class entrepreneurs resonated positively everywhere, but it ruffled the feathers of vested interests and political rent-takers. When he lost that primaries and was later picked as running mate to the eventual winner, Obong Godswill Akpabio, the system revolted, forcing him to withdraw his candidacy. He returned in 2011, running as deputy to Akpabio, but his tenure as the state deputy governor was short-lived as he resigned on October 31, 2012. His decision to contest the governorship in 2015 received a major boost being an indigene of Akwa Ibom South Senatorial District whose turn it was to produce the governor. Ekere’s plan did not find accommodation in Akpabio’s calculations. Whereas, Akpabio’s intendment was to pick his successor from Akwa Ibom South Senatorial Zone, Udom Emmanuel was hurriedly drafted into politics as Secretary to the State Government and not Ekere, was his preferred choice. Both men hail from neighbouring local government areas; while Ekere is from Ikot Abasi Local Government Area, Emmanuel, who is now the incumbent governor, is from Onna Local Government. Ekere, along with other aspirants were shut out of the PDP primaries and eventually out of the party. He was to pitch his tent with another influential politician in the state, Umanah Okon Umanah, in the All Progressives Congress (APC). Both of them had worked assiduously together to transform the APC in Akwa Ibom State. He had actually supported Umanah in the 2015 governorship election in order to upstage PDP’s Udom Emmanuel. Their effort did not however fall through. Interestingly, about six years after his ill-fated governorship odyssey, Ekere is once again engrossed with the same enterprise, this time around on the APC platform. The statewide calculations and permutations remain the same:
Akwa Ibom South Senatorial zone is to produce the governor of the state for eight years since the other two zones, to wit: Akwa Ibom north east and Akwa-Ibom north west senatorial zones had already produced governors for two terms of eight years each, from 1999 to 2015 with Architect Victor Attah and Godswill Akpabio respectively. Ordinarily, Emmanuel Udom should have been allowed to effortlessly retain his mandate for second term that will terminate in 2023 to pave way for the governorship position to rotate to the northeastern zone of the state. However, his belowpar performance, growing unemployment in the state which ranks second highest in the country and rapidly decaying public infrastructures, have prompted widespread calls for change in a state where two terms have almost become standard for all governors. It is Ekere’s audacity at disruptive politics that has understandably excited the Akwa Ibom polity ahead of the 2019 governorship election. The concern has been the fate of the statewide zoning arrangement if Ekere wins. Will he serve for only one term and allow power to rotate to the northeastern zone? At a recent meeting with leaders of the northeast zone, Ekere had assured he would not deny them their rights come 2023. In fact, he has said repeatedly that what one cannot achieve in four years as governor, he cannot achieve in eight, which has been interpreted to mean that he can deliver on his vision in one term of four years. As it is the politics of 2019 and journey to 2023 are primary for now. What happens in 2023 going forward is in the womb of time and should be left for time to decide. It is in the context of the political exigencies of the moment preponderated by the alignment and realignment of political forces, and coupled with the imperativeness of playing mainstream politics, that the APC machinery in Akwa Ibom has become massively capacitated and Ekere’s aspiration has received an unimaginable statewide boost. Interestingly, Akpabio, who stood between him and the PDP governorship ticket ahead of the 2015 governorship election, is now in the APC with him. Akpabio joined the APC after the structures of the party had been clinched by Ekere, Umanah, Senator John Akpan Udoedeghe a former minister and others whom he met on ground. And there are feelers that Umanah, a strongman of Akwa Ibom politics and current Managing Director of the Oil and Gas Free Zone Authority, has since decided to throw his weight behind Ekere.
In the circumstance of the political alignment and realignment of forces, the former governor, Akpabio, who is currently a senator, is likely to have been saddled with a fait accompli in Ekere, who, according to feelers has been able to build pervasive political structures in the nooks and crannies of the state. As current managing director of the Niger Delta Development Commission (NDDC), Ekere has done very well for Akwa Ibom State and indeed the entire region in just 20 months of taking charge. Political analysts say that presiding over the Commission with an annual budget of over N400 billion and a tenure of four years with an option to renew for another term of four gives him greater personal advantage than the murky waters of state politics. But a close associate says, Ekere’s politics has never been about him, but the burden of responsibility for transformational leadership that benefits the greater number of people and communities across his Akwa Ibom State, which is what he has demonstrated so far at NDDC. While the Commission under his leadership has judiciously deployed its annual budget to intervene in the nine NDDC states in line with its mandate, it has also taken steps to address a perceived injustice against Akwa Ibom State, the leading oil producing state in the country. At NDDC, project distributions are weighed along state oil production quota, which means
It is in the context of the political exigencies of the moment preponderated by the alignment and realignment of political forces, and coupled with the imperativeness of playing mainstream politics, that the APC machinery in Akwa Ibom has become massively capacitated and Ekere’s aspiration has received an unimaginable statewide boost.

that as the number one oil producing state, Akwa Ibom should enjoy the highest number of projects in cumulative value. Ekere told the press recently that “this was not what we met on ground. The current Board has been magnanimous enough to redress this.” Which explains why Akwa Ibom is said to be benefitting massively from the current infrastructural development drive of the Commission, with more than 400 projects ranging from roads, power, water supply, renovation of classroom blocks, supply of learning facilities, etc. Akwa Ibom is also the centre of an innovative entrepreneurship development hub undertaken in partnership with SMEDAN and a pilot state for the planned regionwide digital learning initiatives in partnership with a host of technology firms including Digital Learning Institute and Microsoft. Besides, Ekere, who is seen as “governor” of the nine NDDC states in terms of directing and influencing the development narratives in the areas, has, by insisting on implementing the NDDC policy of using local talents for local projects, empowered many indigenes of Akwa Ibom State that a grateful state is now urging him to return home and take charge as governor. Such is the passion he has unleashed that the state government has become so uneasy with Ekere and the NDDC, turning down requests for official visits and chasing contractors out of sites of NDDC projects. Indeed, the APC is aware that it has an uphill task to dislodge the PDP and Governor Udom
Emmanuel in the state. That awareness is panning out well in favour of Ekere who looks good to enjoy the overwhelming support of APC stakeholders in the state. It is possible that he may emerge as a consensus candidate in the interest of a united APC that is expected to go into the general election as a common front in the overall bid to bolster the election of President Muhammadu Buhari in the state. Interestingly, Ekere, who is a native of Ikot Oboroenyin, Edemaya clan, was born on May 29, 1965. If he wins the election, he will celebrate his birthday on the day he will be inaugurated as governor. Double celebration! He had chaired the Akwa Ibom Investment and Industrial Promotion Council, AKIIPOC, the investment arm of the state government. He was also chairman Ibom Power Company, the independent power generating company owned by Akwa Ibom State. He was recently conferred with an honourary doctorate degree by the Federal University of Technology, Owerri (FUTO). Much more than the honour is the massive support of the people that he would leverage on to split the votes of Akwa Ibom South senatorial zones with Governor Udom Emmanuel. Akpabio is expected to deliver his Akwa Ibom northwest to Buhari and by extension the APC and its governorship candidate. Akwa Ibom Northeast senatorial zone which is angling to produce the governor in 2023 is expected to weigh the situation and decide whether to push for Ekere or Udom in political contemplation that will yield fruits from 2023.

Libya coach apologises to Super Eagles for “juju” comment
Libya’s coach Adel Amrouche has apologised to Nigerians for the “juju” comments he made about Super Eagles ahead of their 2019 Africa Cup of Nations clash in October. Amrouche stated in his post match interview after his side’s goalless draw away to South Africa in Durban that the Nigerian team bank on “juju” and will prefer to play against them.
He also added that Nigeria can go ahead to host both ties as the Mediterranean Knights have been playing their ‘home’ World Cup and Africa Cup of Nations qualifiers in Mali, Egypt and Tunisia over the last five years due to the unrest in the country. “I apologise to the Nigeria football community for using the words JUJU in the press conference in SA.I used the word in jest,” Amrouche

tweeted via his official handle on Sunday. “I respect Nigerians and their RICH football tradition. I’m a man who likes joking, but I realise I used the word out of context. Please accept my apologies.” He also told the BBC: “I want to play our next match in a good atmosphere, so it’s important that I make things right, so the fans don’t have any bad feelings.”
AFCON qualifier: Coach Gernot Rohr satisfied after win over Seychelles Nigeria head coach Gernot Rohr was satisfied with his charges’ performance against Seychelles. The Super Eagles defeated Seychelles 3-0 in Saturday’s 2019 African Cup of Nations (AFCON) qualifier (Group E). A Seychelles own goal and two strikes from Chidozie Awaziem and Odion Ighalo helped the Super Eagles win away. It was Nigeria’s maiden win of the qualifying campaign, having lost 2-0 to South Africa at home in June 2017. Rohr, who hails from Germany, feels that his charges never underestimated
Seychelles. “We are very satisfied with the result as the important thing was to win three points,” CSN quoted Rohr as saying postmatch. “It was not easy as our opponents were very combative and aggressive “We started well though in the second half we found it hard playing against the wind,” he continued. “Our opponents also worked hard and we never underestimated them.” Nigeria’s next AFCON qualifier will be against Libya in October 2018.
Rohr invites five home-based stars for Liberia friendly Super Eagles head coach, Gernot Rohr, has handed invitation to five home-based players for Tuesday’s international friendly encounter against Liberia in Monrovia. The five players are; Mfon Udoh, Ikechukwu Ezenwa, and Sunday Adetunji from Enyimba, FC Ifeanyiubah’s defender, Adeleye Olamilekan and Lobi Stars’ Ebube Duru. Rohr has also listed 14 foreign-based players for the game majority of whom were part of the squad that defeated Seychelles 3-0 in a 2019 Africa Cup of Nations qualifying fixture on Saturday. The home-based players have been directed to report at the Sheraton Hotel, Lagos on Monday, 10th September, latest by 3pm. Ezenwa and 13 other players would fly into Lagos from Addis Ababa on Monday, before the contingent is flown to Monrovia on Monday night aboard an ARIK Air plane. The match is in celebration of Liberian President, former World Footballer of the Year George Oppong Weah, and is scheduled for Tuesday evening at the 35,000–capacity Samuel Kanyon Doe Sports Complex. FIBA Qualifiers: NBBF confident of good outing The Nigeria Basketball Federation is confident of a good outing in the next round of the 2019 FIBA World Cup qualifiers for men between September 14 and 16. With Nigeria pitted against former African Champions, Senegal, Cote d’Ivoire and Central Africa Republic, a tougher challenge is expected. Despite Lagos hosting the qualifiers, NBBF President, Engineer Musa Kida, said fans should not expect an easy ride over their opponents who will also be desperate to qualify for the 2019 World Cup in China. Kida said: “I am quite assured that September window is going to be tough but I am confident that
our team will live up to its name as number 1 in Africa.” Kida said the September window, which is the second consecutive qualifiers that Lagos will be hosting, is very important for the federation to show Nigerians the calibre and quality of Nigerian players who are willing to come and play for their country. He reiterated: “The federation believes that the best should represent the country and I echo that very loudly and that is the reason why Nigeria has always won in the last one year most of the tournaments that she has participated in. “We have opened up the space to
invite our top players, we have been very open also for any professional Nigerian playing outside the country and within the country to present themselves so that they can try out in camp.” Kida pledged that under his watch, the best players available will always be called upon to don the national team colour. He said: “I am also encouraged again that if we do that, there is no doubt that we shall prevail as the best in Africa.” The D’Tigers camp has already been declared opened with the arrival of Head coach, Alex Nwora. All players are expected to report to camp on Sunday (today).

Japan hails Naomi Osaka’s performance at US Open Japan on Sunday hailed Naomi Osaka’s stunning upset against the legendary Serena Williams to win the US Open, giving the nation some rare good news after a summer of deadly natural disasters. Prime Minister Shinzo Abe led the praise, taking to Twitter to congratulate Osaka after her 6-2, 6-4 win in New York. “Congratulations on your victory at the US Open. The first Japanese player to win a Grand Slam title. Thank you for giving energy and inspiration to the whole of Japan,” the premier tweeted. Abe was on his way to the northern island of Hokkaido where a massive earthquake last week sparked landslides that buried houses in a rural town, killing at least 35 people and injuring hundreds of others. Osaka’s grandfather Tetsuo Osaka, 73, lives in Hokkaido and said he wept watching his granddaughter on television. “It still hasn’t sunk in for me yet. The moment she won, my wife and I rejoiced together. I was so happy, I cried,” he told public broadcaster NHK. “I hope she stays healthy and continues her good work. I also hope she wins at the Tokyo Olympics (in 2020),” he said. Fellow tennis star Kei Nishikori flooded Twitter with emojis of trophies, thumbs up and Japanese flags, followed by a simple tweet of “proud” alongside a Japanese flag. And Tsuyoshi Fukui, a former top Japanese player and now a senior official at the Japanese Tennis Association, said Osaka’s performance would help to cheer the country up after typhoons, floods and earthquakes dominated the headlines this summer. Osaka’s “tenacious and patient performance … must have been a great show of encouragement to those
Japanese people who saw damage from such things as typhoons and earthquakes,” Fukui told Japanese media. Meanwhile, NHK took a break from its round-the-clock coverage of the disaster to turn to happier news. “Osaka wins women’s US Open, becomes first Japanese to win Grand Slam,” blared the broadcaster’s top headline. Sports Nippon newspaper said Osaka had achieved a “complete victory” against an “irritated Serena who broke her racket”. The Asahi Shimbun daily said on Twitter it would be printing an extra edition and distributing it in Tokyo. The final will probably be remembered for a meltdown from Williams who called the chair umpire a “thief” as much as for the 20-yearold’s historic win. Williams’s tantrum overshadowed an outstanding performance from Osaka, who made her second career title a Grand Slam after winning her first at Indian Wells in March. Osaka has dual Japanese-American
citizenship and often replies to questions from Japan’s media in English, apologising for not knowing the appropriate word when she speaks Japanese. After earning $3.8 million (3.29 million Euros) for the victory, Osaka said her next goal was a simple one: to win her next tournament in Tokyo. Asked if she was prepared for the reception she’ll receive as the country’s first Grand Slam winner, Osaka said: “Apparently not, because people keep asking me that.” Japan remains a fairly homogenous country and mixed-race children — especially those with black heritage — can often face prejudice, although attitudes among younger generations are changing. And Japanese fans on social media were happy to claim her as one of their own on the day of her greatest triumph. “Her interview showed that she is clearly Japanese — regardless of where she was born, where she grew up, the colour of her skin and the language that she speaks,” said one fan on Twitter. “You are the pride of Japan.”
Emmanuel Amuneke has praised Tanzania after they fought out a 0-0 draw with AFCON 2019 group leaders Uganda in Kampala in his first game in charge and promised his team will improve. Uganda remain top of the standings in Group L with four points from two matches, while Tanzania now have two points. Lesotho and Cape Verde are the other teams in this group. Amuneke said: “We will look at ourselves and continue to work on our strengths. “I have only been with this team for
10 days, so getting a draw in our first match was not a bad result especially as we were playing away from home. “I am really happy with the performance and definitely convinced that the team would only get better.” He added he is happy with the commitment shown by his players, who are determined to qualify the country to next year’s AFCON after they last featured in African football’s showpiece event in 1980, when Nigeria hosted the competition. Next month, Amuneke’s team battle Cape Verde in a double-header beginning with the first leg at home.

Nigeria loses 2022 Youth Olympic Games rights to Senegal Nigeria have lost the hosting rights for the 4th Summer Youth Olympic Games in 2022 to Senegal, which submitted a better proposal. The International Olympic Committee gave the hint on Saturday. Nigeria, Botswana, Tunisia and Senegal bid, but the IOC Executive Board on Friday made the decision to propose Senegal as host for the Games in 2022. The host will be elected by the IOC Session in Buenos Aires, Argentina on October 8 and 9. This proposal is based on the report of the IOC Evaluation Commission, chaired by IOC Vice-President Uğur Erdener. Erdener said in a statement: “The IOC was fortunate to have four quality partners representing the African continent in the YOG 2022 Host Selection Process. “All four candidates have the capability of delivering successful Youth Olympic Games and offer many opportunities. “Nigeria proposed a very solid and compact project in Abuja, a project also fully aligned with the national sports and youth strategy. “Botswana proposed a compelling project based in the capital Gaborone that would help achieve the country’s long-term vision for young people and sport. “Tunisia presented a robust project

involving Tunis, La Soukra, Radès and the seaside tourist resort of YasmineHammamet. “The project’s vision is in line with the government’s goal to empower young people.” However, in taking its decision, the IOC Executive Board recognised that Senegal offered a strong project and the greatest opportunities at this moment in time. Erdener said: “The candidature is centered on three locations: the capital city, Dakar; the new city of Diamniadio; and the coastal resort of Saly. “Senegal’s project is tied in to the West African country’s overarching development strategy, notably the national government’s. “Emerging Senegal plan, which envisions major economic and infrastructure improvements.” IOC President Thomas Bach said: “It is time for Africa…Africa is the home of many successful and prominent Olympic athletes. Africa is a continent of youth. “That is why we want to take the Youth Olympic Games 2022 to Africa and to Senegal. “They have offered a project based on a strong vision for youth and sport. “There are many opportunities, and we will endeavour to deliver together, as part of a strong partnership, visionary, responsible and inspiring Youth Games.” The News Agency of Nigeria reports
that in PyeongChang, the IOC Session in February this year unanimously decided that the next edition of the Youth Olympic Games in 2022 will be awarded to the African continent. The process has been collaborative, and the IOC is impressed by the quality and thoroughness of each party’s submissions. The IOC said it would like to particularly praise the level of involvement and positive response of all four National Olympic Committees and the public authorities concerned. The Youth Olympic Games 2022 in Africa will make history as the first Olympic event on the continent. The Host Selection Process was shorter than previous processes, and reduced cost and complexity for the Interested/Candidate Parties. Considering the unifying power of the Games, the IOC also said it was pleased to count on the four parties, which all promised to endorse the decision of the IOC and pledged full support to the selected host. Following the IOC Session’s endorsement and the signing of the Host Contract in Buenos Aires, Senegal will enter a Coconstruction phase with the IOC to build the detailed Senegal 2022 Edition Plan.
International Boxing Federation European Welterweight champion, Larry Ekundayo, has arrived Nigeria on a six-day tour from September 10-16, 2018, with his commercial agent, Ben Gray, and members of his team. During the visit, the boxer would pay a courtesy call on President Muhammadu Buhari in Abuja, the Governor of Lagos state, Akinwunmi Ambode, and exLagos governor, Asiwaju Bola Tinubu. The organiser of the tour and Director of Africa Division Peel Aston Global, Khomeini Bukhari, in a statement on Friday stated that Ekundayo would also pay homage to the Ooni of Ife, Adeyeye Ogunwusi, Oba Saheed Elegushi and Rev. Mother, Abimbola Ajayi. He explained that the boxing champion would be coming to showcase his IBF belt and to thank all those who have supported his career. “Ekundayo will also announce plans for his next fight and start his training camp on Nigerian soil at Wale Edun’s world class boxing gymnastics facilities. He will also be interacting with the youths to inspire them, as well as tell his story of how with hard work and persistence, others can follow in his
footsteps,” Bukhari stated. The businessman said Ekundayo had really made Nigeria proud, describing him as a true role model, hope for the youths, and a fine example of a good sportsman. “We are working very hard on his trip, as he is the highest ranked sports personality Nigeria has as far as I am concerned and thus deserves the best homecoming reception,” he added. On reports that Ekundayo may stage his next world title fight in Nigeria, Bukhari said “it was up to Nigeria to support their elite athletes but such a fight would put the country on the world boxing map and help attract investment and trade to the country.”
