the Attorney-General of the Federation (AGF) from imposing punitive sanctions against it. But, the CBN accused MTN Nigeria of improper dividend repatriations and demanded that $8.1 billion be returned “to the coffers of the CBN”. MTN’s lawyer, Chief Wole Olanipekun (SAN), who led other Senior Advocates of Nigeria (SANs) – Mr. Damian Dodo, Fabian Ajokwu and Adeniyi Adegbonmire, told Justice Saliu Saidu that parties have resolved the dispute amicably. He said terms of settlement were filed last December 28. CBN’s counsel, Mr. Henry Ejiofor, confirmed

that parties have settled out of court. He urged the court to enter the terms of settlement as judgment. The AGF, represented Olanike Idenu, did not oppose the settlement proposal. He asked that his client’s name be struck out from the suit. Justice Saliu Saidu thanked parties for not wasting precious judicial time by going through the rigour of a trial. He adopted the terms of settlement as the judgment of court and struck out the AGF’s name from the suit. The Federal Government accused MTN of unpaid taxes on foreign payments and imports, asking it to pay approximately $2 billion in relation to the

taxes. According to the CBN, MTN and four banks – Standard Chartered Bank, Citi Bank, Stanbic IBTC Bank and Diamond Bank – deliberately flouted the “laws and regulations… including the Foreign Exchange (Monitoring and Miscellaneous Provisions) Act, 1995 and the Foreign Exchange Manual, 2006.” The banks allegedly colluded with MTN, using irregular Certificates of Capital Importation (CCI), to illegally remit foreign exchange abroad. The four banks were slammed a combined N5.87 billion fine. MTN had denied the allegations and subsequently filed the suit.

Feb poll: We never endorsed Atiku for president, Ohaneze Ndigbo insists Moses Oyediran, Enugu The apex Igbo sociocultural organisation, Ohanaeze Ndigbo, has denied endorsing the presidential candidate of the Peoples Democratic Party (PDP) and former Vice President, Alhaji Atiku Abubakar, Deputy National Publicity Secretary of the organisation, Chuks Ibegbu, issued the denial while speaking at a press conference in Enugu on Thursday. Ibegbu said the clarification became necessary following misconceptions over the event of November 2018 where some Igbo leaders endorsed Abubakar for president. The leaders were said to have endorsed

the PDP presidential candidate after he met with them. He said the endorsement was done by the “friends of Atiku”, adding that the organisation has not endorsed any particular candidate. He said the organisation needs to be circumspect, “as our children are in all the political parties”. “It is erroneous to say that we endorsed Atiku. Ohaneze Ndigbo did not endorse anybody. That meeting at Nike Lake Resort was organised by friends of Atiku,” he said. “However, due to our peculiar circumstance in the country, we will identify with candidates that will restructure Nigeria if voted into power.”

He said the organisation would soon meet to take a holistic position on the 2019 general election. According to him, “Ohaneze Ndigbo has been canvassing for our people to identify with candidates that will restructure Nigeria. “We still stand on that and in the next few days we shall meet to take a holistic position on the elections.” Ibegbu said the John Nwodo-led Ohaneze Ndigbo has given its “modest contribution by re-jigging Igbo leadership and issues concerning our people”. He said the current leadership of the organisation had built synergy with its affiliate groups with a view to achieving unity in the south-east.

As 9mobile and one of its NonExecutive Director, Adrian Wood part ways, the firm on Thursday said it has made progress without assistance from him or his Teleology Holdings. 9moblie, one of Nigeria’s leading telecom companies, made this clarification while reacting to what the company called false reports about its affairs. The telco, in a document made available to The Daily Times, explained that since taking over the company, and without any assistance from Mr. Wood or Teleology Holdings, the Board has revived and enhanced relationships with key vendors and core business accounts; improved business

relationships with suppliers; enhanced its core network capabilities to deliver network efficiency competitively with other operators. The firm said: “With the assistance of leading global consultants, the company is also undertaking a complete review of its operational, regulatory, financial and technical architecture. President Muhammadu Buhari has called on the media in the country to make an extra effort to report actual and reliable information and avoid fake news stories. Senior Special Assistant to the President on Media and Publicity, Garba Shehu, stated that the President made the appeal on Thursday during a courtesy call by Jamie Angus, the Executive Director of the BBC World Service at the State House in Abuja. Buhari said that facts must form

the basis of all news reports. He congratulated the BBC for the high reputation they earned through difficult times, such as the period of the Nigerian civil war. The President noted that by devoting time and resources to research into their stories before going public with them, “the BBC has earned a reputation for being an impartial news medium that is relied upon by the people for correct information about events and happenings.” He commended their sacrifices in conveying news and information to the vast communities in Hausa

across the Sahel region, and their recent commencement of broadcasts, from Nigeria, of news and programming in Igbo, Yoruba and Pidgin. The BBC team explained their plans for coverage of the upcoming elections in the country, including state gubernatorial debates. The team also spoke about the elaborate deployment of correspondents in the states for elections as well the just concluded conference sponsored by the broadcasting organisation to tackle the growing menace of fake news.

In all these failings, other partners in the consortium filled the gap and pushed ahead until the sale was completed. “The company’s core strategy in the short to medium term shall be underpinned by cost efficiency, innovative product development, network efficiency and strategic technical partnerships. We believe that this approach towards organic growth is more sustainable in building a strong Nigerian telecom operator, which taps into the

deep technical expertise of the Nigerian labour force than an approach motivated by shortterm financial gain advocated by Mr. Wood and his associates. 9mobile further slammed Wood even as it wished him goodluck in future endeavours, saying, “It is regrettable that Mr. Wood has allowed the same avarice, rascality, impatience and knavery that characterized his turbulent association with, and inglorious exits from several other companies to manifest again so early in 9mobile. While we wish him well in his future endeavours, we unequivocally assure our customers, suppliers, partners, regulators, and stakeholders that the Board is committed to continuing the upward mobility of 9mobile. Having invested so heavily in buying the company, and assembling a reliable team to pursue our goals, we want to categorically state that no distractions can stop us from this mission,” the statement concluded. It would be recalled that The Daily Times, earlier in the week, exclusively reported that due to the crisis that recently rocked ownership of 9mobile, formerly Etisalat Nigeria, emerging news from the network operator was that Adrian Wood, the erstwhile CEO of MTN Nigeria, had issues with the team that took over the helm of affairs in an acting capacity while the new owners embarked on developing the long-term strategy of the company. The third largest mobile network operator in Nigeria was recently acquired by Teleology Nigeria Limited, after $251.1 million was paid recently to complete the total sum of $301 million to perfect the full takeover of Etisalat Nigeria.

Why governors not part of APC inaugural Violence: Caution your men now, PDP campaign meeting - Oshiomhole tells APC, Police Victory is ours but we won’t rest, says Buhari Mathew Dadiya, Abuja The National Chairman of the All Progressives Congress (APC), Comrade Adamas Oshiomhole, has given reason the whole 22 governors elected on the platform of the party, failed to show up at the inaugural meeting of the APC Presidential Campaign Council. The governors, who are members and State Coordinators of the presidential campaign council, were all absent as President Muhammadu Buhari and his co-chair, Bola Ahmed Tinubu, chaired the inaugural meeting on Thursday at the State House’s Banquet Hall. Responding to questions from State House correspondents at the end of the meeting, on why the governors were not part of the crucial meeting, Oshiomhole said “it because they are governors, they are governing their states.” “Don’t forget that elections are not defined in Abuja, it will take place in the 36 states and I’m assure there are APC members who are campaigning for the House of Assembly, various federal house and senate constituencies, governorship constituencies. So it will not be helpful to bring them to Abuja,” the APC chairman explained. He said that the meeting was about policies and it will be consummated and translated to practice across the 36 states, 774 local governments and awards. The APC chairman said: “The key issue was to go through the programme of activities, calendar of campaigns, various interests group within the country, the business community, the youths, women, people with disabilities and various special interests groups. “The whole country is Mr. President Constituency, so he will have to visit each of the 36 states with appropriate message reminding people always. You know in the country today, given the challenges of survival tend to forget where we are coming from, they just look at where

we are. “There is a saying that except you know and remember where you are coming from, you cannot appreciate where you are. Even in the life of a man those who look at those in their front will never thank God enough but when you look at your back and see those behind then you will appreciate that you have made a lot of progress. “So you need to constantly remind Nigerians of what happened in the last 16 years and what has changed over the past three and half years, and what will change even more over the next four years if given the mandate to continue and consolidate. You know that the business of construction is even much more challenging than when you are building a complete new house. “When you are saddled with the responsibility of repositioning an economy that has been so battered even in the face of surplus budgeting the government was borrowing money. “If you look at budget of five, 10 years ago, you will find that almost the entire earnings of the government went into the current expenditure which is why this government with lower revenue is spending more on infrastructure. “We think that we have enough message, the issue is how to communicate it knowing that the level of literacy varies from area to area. And in this business of one man one vote whether you are a professor of economics or a stark illiterate, the vote is the same. “So the challenges in terms of messages is how we make sure that Mr. President’s constituency which is those that are economically and socially deprived, the masses of our people, the one you call talakas that we assist them to recognize where we are coming from and the fact that for once, we have a president that nobody can call him a thief.” In his address, President Buhari said there is no doubt that the ruling party will win the forth coming general elections expressing

I urge you to rise to the challenge of the great expectations this party and Nigerians have for you and the confidence that I personally have in the ability of all of you to deliver. “Needless to add, your selection was not easy, because in forming this council, the party settled only for the best. You are the cream of the party and I assure you that with unity of purpose and effective harmony and communication, there is no political opponent you cannot overcome”. He said that the agenda for the meeting was to consider and approve the structure and operational modalities of the Presidential Campaign Council - the terms of reference of their various directorates and organogram that will determine how the members will relate with each other and how they would eventually discharge

their responsibilities in the campaign. Former governor of Akwa Ibom State and Chairman of the South South Presidential Campaign Council, Senator Godswill Akpabio, accused the opposition People’s Democratic Party (PDP) of running a campaign of calumny and false accusations against the APC. Akpabio said that unlike the APC which uses its achievements to campaign, the opposition party has nothing to campaign with hence the resolve to use of vulgar language. He said: “APC is very poised not just to undertake very smooth and scintillating and enjoyable campaign but also very poised to win the next election. “We have very few weeks to the general elections, first the Presidential election and we are quite ready. As you are aware, so far so good, we are running on the basis of our first term performance. “The achievements of Mr. President are all there for people to see and I think the entire country is quite excited quite unlike our colleagues in the PDP who do not seem to have anything except to criticize, attempt to run campaigns of calumny and false accusations against us in the APC. “Today we are meeting to restrategise and conclude, dot the i’s and cross the t’s in the campaign structure so that we can come out with not just a formidable campaigns across the country but also sensitize our people in terms of voter education, we are ready for it”.

Senator Oluremi Tinubu’s National Assembly office burgled Tunde Opalana, Abuja The National Assembly Abuja Office of Senator Oluremi Tinubu representing Lagos Central Senatorial District has been burgled with some critical items carried away. The incident was discovered on Wednesday as her staff resumed work.

A legislative aide to the senator, Nifemi Aje, said that the unknown burglars quietly tampered with the inner office through which they accessed the office while the CCTV camera in the office was demobilised. The aide said “items removed included an HP laptop computer, Smile internet device, machine box attached to CCTV HP screen

and some copies of Laws of the federation. “Traces of footsteps were discovered on the office rug. The wall cabinet was left disorganised”. The aide said a report of the incident has already been lodged at the Police Post at the National Assembly and the police assured that the investigation has commenced into the matter.

The Peoples Democratic Party (PDP) has accused the All Progressives Congress (APC) and the Police of fomenting crises and violent attacks against its members and consequently cautioned that Nigerians may no longer continue to tolerate such incendiary acts ahead of the elections. The PDP Presidential Campaign Organisation (PPCO) particularly condemned in totality, Wednesday’s unwarranted attack and use of brute force, including firing of tear gas by the Police against thousands of law-abiding members of the PDP in Gumel, Jigawa State, allegedly on instigation of agents of Buhari Presidency and the APC to forcefully stop PDP rally in the state. In a statement by its Director of Media and Publicity, Kola Ologbondiyan, PPCO equally condemned the unprovoked invasion and violent attack on the Ondo State campaign office of the PDP presidential candidate, Abubakar Atiku, by armed thugs sponsored by the APC. The party said this is in addition to series of other attacks by the APC and the police, including arresting and detaining PDP members on trumped-up charges, as well as pulling down its campaign materials in various states of the federation. “It is now clear that the Buhari Presidency, having realised that their smear campaigns against our party and Presidential candidate cannot change the resolve by Nigerians to rally behind our candidate, Atiku Abubakar, has now resorted to physically attacking and

unleashing violence against our members. “We know that the Buhari Presidency had to deploy brute force to disrupt our rally in Jigawa State when it realised that the rally will amplify and reinforce President Buhari and APC’s rejection, particularly in their supposed stronghold, the North West. “Police now have the order to harass, intimidate and unleash violence on our members in a bid to intimidate and instill fear in our people across the nation. “This informed the ferociousness exhibited by the police in the Jigawa attack where many PDP members were manhandled, injured and traumatised by armed policemen despite the fact that our party obtained official permission from the Police and the Directorate of State Services (DSS) for the rally. “Moreover, we have it on good authority that the attack on our Presidential campaign office in Ondo was coordinated by the APC, which is now in frenetic mode over the soaring popularity of our party and Presidential candidate in the South West geopolitical zone”, the statement read. The PPCO warned that this dangerous dimension, which holds an ominous sign that the 2019 election is already under siege by the Buhari Presidency and the APC, who have now listed the Police as an instrument of terror against Nigerians. It said “the APC and Buhari Presidency is putting security agencies, particularly, the police, on collision course with the citizens and this portends great danger to our democracy and corporate existence as a nation, as Nigerians will never succumb to any instrument of intimidation”.

Over 294,000 apply for 10,000 police jobs Niger, Kano, Katsina lead

The Police Service Commission (PSC) says it has received 294,851 applications in the ongoing recruitment of 10,000 constables into the Nigeria Police Force as the portal closes on January 11, Friday. President Muhammadu Buhari recently approved the recruitment of 10,000 police constables to step up the strength of the force. A statement by the commission’s Head, Press and Public Relations, Ikechukwu Ani, on Thursday, in Abuja, said the applications came over five weeks after the recruitment portal was opened on Nov. 30, 2018. Ani said the applications hit the 242, 455 mark at 12:30 p.m. on Wednesday. “The portal is expected to close on Jan. 11 in line with the Federal Character requirement of six weeks to allow applicants

time to apply,” he said. He said Niger maintained the lead with 17, 790 applications, followed by Kano with 16, 800, Katsina, 16, 666, Bauchi, 12, 652, Kaduna, 13, 882 and Adamawa, 11, 449 applicants. The spokesman said Bayelsa had the least number of applications of 1,797, Lagos State, 1,720 and Ebonyi, 2, 218. Ani said male applicants continued to dominate the exercise with 255,189 applications with females trailing with only 39,662 applicants. He said the chairman of the commission, Musiliu Smith, said that after the closure of the portal tomorrow, the commission would start online short listing of qualified applicants. According to him, shortlisted applicants would be invited for screening and other stages of the recruitment.

EFCC arraigns man for N33m fraud, 2 others over N44m fraud Andrew Orolua, Abuja

The Economic and Financial Crimes Commission (EFCC), Kaduna zonal office, on has arraigned one Alfa Ibrahim, before Justice Darius Khobo of the Kaduna State High Court, on a one-count charge, bordering on dishonesty, to the tune of over N33, 000, 000 belonging to Ja’iz Bank Plc. Ibrahim, a branch Automated Teller Machine, (ATM) custodian, was alleged by the Bank, to have converted to his personal use, N33, 810,000 meant to be “loaded” into the bank’s ATM. The count reads: “That you, Alfa Ibrahim, while being Automated Teller Machine officer with Ja’iz Bank Plc, sometime in December 2017 in Kaduna within the jurisdiction of this Honourable Court did dishonesty take the sum of N33,810,000 being the property of Ja’iz Bank without its consent and with intent of permanently depriving it of the said amount, and you thereby committed

an offence contrary to Section 270 of the Penal Code Law Kaduna State, 2017 and punishable under Section 271 of the same Law”. The defendant pleaded “not guilty” to the charge. Prosecuting counsel, Esmond Garba, thereafter, urged the court to fix a date for commencement of trial, and to remand the defendant in prison custody. Defence counsel, Kaile Yusuf, however, prayed the court to grant his client bail, arguing that Ibrahim has been on administrative bail granted by the EFCC and “he did not violate the bail conditions”. In his ruling Justice Khobo admitted the defendant to bail in the sum of N10m and one surety in like sum who must be a resident within Kaduna metropolis. He adjourned the case to February 14, 2019. In a separate case, one Muhammad Nalami was also arraigned before Justice Khobo on a two-count charge bordering on “conspiracy, breach of trust and fraud” to the tune of N17 million belonging to

Niroy Nigeria Limited. Nalami was alleged to have connived with Hafeez Adamu and collected N17, 054,000 from the company, for the supply of grains, but he failed to deliver on the goods. Efforts to get a refund also proved abortive. Count two reads: “That you Muhammed Nalami and Hafeez Ya’u Adamu sometime in June 2017 in Kaduna within the Kaduna Judicial Division of the High Court did dishonestly misappropriate or convert to your own use the sum of N17, 045,000 property of Niroy Nigeria Limited meant for purchase of three trucks and 990 bags of white sorghum grains, and you thereby committed an offence contrary to Section 293 of the Penal Code Law Kaduna State, and punishable under Section 294 of the same Law”. He pleaded “not guilty” to the charges. Prosecuting counsel, Esmond Garba urged the court to fix a date for commencement of trial and asked the court to remand him in prison custody.

Presidential candidate of the Peoples Democratic Party (PDP), Alhaji Atiku Abubakar has on behalf of the party and the governorship candidate in Niger state, Alhaji Umar Nasko donated the sum of five million naira (N5 million) cash to affected traders of the Abdulkadir Kure ultra modern market, Minna. It can be recalled that the fire gutted over 50 shops on Friday morning where goods worth hundreds of millions of naira. Alhaji Atiku had visited the scene of the incident where he made a promise to ensure that affected traders are compensated. As part of efforts to fulfil the party’s promise, the PDP Gubernatorial candidate on behalf of Alhaji Atiku Abubakar handed the sum of N5 million to the market committee at his campaign office in Minna on Thursday. Also, the Senatorial candidate of the party in Zone B, Ibrahim Ishaku, House of Representatives candidate, Audu Buba and House of Assembly candidate, Kabiru Jazu donated a cash of one million (N1million) to support affected traders.

Saraki counsels INEC chairman on curbing PVC buying Tunde Opalana, Abuja Senate President, Dr. Bukola Saraki has advised the Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu, to immediately convey a meeting of stakeholders in the next month’s general elections to formulate plans and ideas to pre-empt politicians who he claimed are buying Permanent Voters Card (PVC). Reacting to a statement credited to Prof. Yakubu that some politicians were already scheming to purchase PVCs, Saraki urged the INEC boss not to stop at raising the alarm but immediately devise water-tight arrangement to make futile the efforts of such unscrupulous politicians. In a statement by his Special Adviser (Media and Publicity), Yusuph Olaniyonu, the Senate President said the development constitutes a major threat to the successful conduct of the 2019 Polls, as it can become the single factor to decide where victory swings in the election.

Divorce of transparency and salient issues

2018, a milestone year in which impunity caused a messy divorce, on a global scale, between transparency and accountability. Whether it was the killing of a Saudi journalist writing for a U.S. paper, in the Saudi Embassy, in Turkey or the attempted murder on British soil, of a former Russian Spy, some events happened in ‘full glare’ of the world, leaving an undisputable ‘smoking gun.’ And yet those involved seem to have gotten away with it simply by acting in high office, with unprecedented impunity – as if daring the world with a smug, “and what are you going to do about it?” Meanwhile, back in Nigeria, accountability seems to have accepted to undergo ‘marriage counselling’ with transparency, following the ‘arrest and prosecution’ of impunity. The present administration vowed to fight corruption, but many are divided over how successful they have been in that quest. However, on the issue of a war they didn’t declare – that against impunity, few are those who can dispute the level of success they have achieved. Those who acted with impunity under the Jonathan regime seem unable to continue in that vein, too scared, perhaps, to flaunt the wealth they have amassed in their reckless pursuits. The 2019 elections now seem to be giving them a platform and voice with which to stage a comeback. The scene is now set for an epic, battle royal – a ferocious war amongst many combatants sworn only to one purpose – the ouster of the Muhammadu Buhari administration to

reinstate ‘the way things were before.’ This is not a political piece however, but an attempt to appeal to sense and reason. Let me digress for a moment. Some women I know are great fans of Nollywood and long before the renaissance of going to see made-inNigeria movies at the cinema, these ladies religiously followed the new titles released each week by the “marketers.” They could tell, simply by the line-up of the cast whether a movie would be interesting or boring and could often tell the storyline simply from the theme song – to them, these are very Nigerian stories and those stories follow a pattern. Looking at the array of combatants for the coming electoral battle in 2019 and the theme song they are chorusing, even if they have changed the movie title, should the discerning expect the storyline to be different or should they expect a more interesting story from these actors they have come to know so well? Can those who made a fortune out of acting with impunity be trusted to midwife a reconciliation between transparency and accountability? Can those who made a fortune at the expense of poor Nigerians now be the trusted architects of a more inclusive economy? Like it or not, all our politicians have seen the global rise of populism. Many will be seduced by the politician’s ability to couch in populist terms the lust for wealth-by-all-means and the lust for power to keep it coming; or the greedy longings for what the Nigerian rich flaunt, regardless of the means adopted in acquiring it or the

selfish reliance on material resources as a yardstick of national progress. The battle lines are drawn between those who believe the ends justify the means, so long as the economy “grows” (meaning money is swirling around freely again – the way things were) versus those who seek more sustainable paths to growth through building the right societal foundations, including good ethics and values like transparency and accountability in pursuit of a Society that is good for all. A vote for this brand of populist rhetoric is a vote for the destruction of the foundations of our society and a mortgaging of the already slim chances we have at making a proper recovery from years of abuse by various brands of dictators. We need a government that is interested in and capable of identifying the constraints to growth in each community in Nigeria, one capable of finding innovative ways of removing such constraints in ways that enable the majority of Nigerians see a sustainable increase in their incomes. A government that is able to help each citizen living on less than N500 a day (and that is over 125 million Nigerians) achieve at least N1,500-N2,000 a day, through productivity gains. This should include women and Nigeria’s teeming youth, persons living with disability and the chronically unemployed. A government that is able to develop policies that encourage the existing value-chains incorporate the poor as producers, employees and customers to improve

their livelihoods and spark off inclusive business models. The establishment of such a clear proposition will attract serious investment from the private sector in response. This is when government resources can be freed up to consolidate on these gains by strengthening infrastructure and the rule of law. Nigeria’s GDP could more than quadruple and sustainable economic growth could be a natural outcome. If you start ab initio, on the premise that you could sacrifice good values such as integrity, transparency and accountability, so long as you record some “economic growth” that makes “money flow freely again”, this high risk (foolish) strategy would turnout at best to be a bubble, and false growth which will inevitably end in a major crash. Nigerians need to see through the wiles of crafty, foxy politicians who are after nothing but their own self-perpetuation and preservation in wealth and power. It is true the new breed may not fully seize power till 2023 but can such a fresh, new future come from old guard, re-cycled, politicians? What should the reasonable Nigerian do? If your choice candidate and party is unlikely to be able to improve the situation by 2023 then why not make a choice that will do no harm until then? Vote in the leaders and party that will hold fort even if repair is beyond them and banish those who will return us to ‘the way things were.’ Nigerians deserve a better future and now is the time to prepare for it. Proverbs and matters arising

Most Nigerians agree that “corruption” is a major national headache — even when we still struggle to agree on what it is. To the extent that it considerably reduces the resources available to fix the nation’s many problems, it’s a huge tax on efficiency. But is corruption a cause or consequence of the way we are organised as an economy? You’re not likely to resolve this question by simply listening to the intense bickering that has arisen around the matter since the Peoples Democratic Party (PDP) settled on Alhaji Atiku Abubakar as its presidential candidate for this year’s presidential election. Alhaji Abubakar came off the years he spent as vice president in the Obasanjo administration with his reputation littering the salver like shredded beef. It matters, therefore, that he’d be running against a man — the All Progressive Congress (APC)’s General Muhammadu Buhari (rtd.) — who has come to epitomise “integrity” in these parts. This tension explains, also, why perceptions of corruption seem to matter more going into the polls, than do other aspects of governance where we’ve equally failed to move the envelope. The virulent character of the debate over the relative integrity of the two leading contestants for president at the forthcoming polls does a disservice, though. It has concealed, or better still, ignored the fact that a part of the domestic case against corruption is the

design of better governance structures (especially stronger regulatory institutions and competences), and a stronger criminal justice system. As a civil servant, many years ago, I came to understand the importance of the structure of local incentives. It was not just that the internal audit processes in the public sector were lax to non-existent. All you had to do to be accountable was to provide receipts for all expenses. You could, thus, literally, get away with murder once you had all your receipts in. It matters, therefore, that desirable conduct is seen to be rewarded; no less than behaviour deemed inimical to the commonwealth is seen to attract sanctions that enforce a conduct loss. Of equal importance is the requirement that the infraction code be simple enough in order that “corruption” doesn’t always require technical definitions. It does matter, then, the extent to which our apparent embrace of unethical practices has come to qualify our thoughts and associated forms of expression. Argued from a different perspective, this question simply would seek to understand how corrupt practices follow from our worldview. In a sense, there is a chicken-and-egg quality to this reading of the problem. It doesn’t help, though, that much of what in these parts could pass for autochthonous philosophies against which we could carry on this conversation are oral. And in this sense,

may not have been bettered by the close, adversarial encounter with white colonialism. Nonetheless, if our proverbs are, indeed, the palm oil with which words are eaten, is this not to argue that proverbs provide a shared worldview that aids mutual intelligibility between correspondents? Are they not, therefore, distillates of the wisdom of the ancients? If they are all of these and more, then I plead but one major downside in my intended use of some of our adages. The corpus of proverbs that I’m familiar with are Yoruba ones. In our multi-cultural society, a bias this severe is almost as good as establishing one’s lack of qualification to pursue this conversation further. Yet, it matters that Yoruba is the most-spoken language in Lagos State; and that the State accounts for nearly half of the country’s gross domestic product. If, then, one was minded to interrogate the interstitial relationships between our philosophies and our practices, in so far as this is about our tolerance for corrupt practices, there’d be no better place to start than the Yoruba language. Which, incidentally, offers bromides aplenty. “When you lend a madman a hoe, he’s likely to create the first ridges (for subsequently sowing seeds) on his own side of the fence”. “We attend to our needs from our places of work”. “We are all thieves. Only such are corrupt as

are caught out by the rising sun”. Because folks attend to their needs out of the munificence of the workplace, we struggle to distinguish between that which is rightfully ours, and all the rest which belong to the commons. The moral equivalence that is resolved only by sunrise? Does this not reinforce the biblical injunction against erecting a moral set of references with which society could be better organised — and the errant judged? I’ve often doubted the insanity of one who’s able to tell the function of a hoe, and thereafter to proceed to make ridges in her own interest. But does it really matter? For to the extent that some of our proverbs (and, hence philosophies?) provide more than ample justification for bad behaviour, we’re not likely to make progress in the fight against corruption without addressing those aspects of our culture that conduce to this practice. We would instead continue to act in ways that ensure that our outcomes are familiar to our forbears.

Editorial Commentary Why Yari should take his empty seat home

Zamfara State governor, Abdulaziz Yari, offered Greek gift as Christmas present: his soonto-be-vacant official stool is not worth the paper on which he made the promise to step down as governor if doing so would bring peace to the state. There’s no need to give up his seat or to step down. Out of the goodness of his purple heart, however, the governor, whose state now appears to be run officially by bandits, mostly illegitimate political children of former Governor Sani Yerima’s fanatical experiment nearly 20 years ago. The monsters have now come of age. Yari said he was willing to make any personal sacrifice, including giving up his post as governor, if that might retrieve the state from the control of these bandits. His stool, the governor said, is not worth the life of a single resident, much less the tens of hundreds who have been killed, wounded or dispossessed since the current escalation of deadly banditry in the state. I had to wait for a few days to pass to be sure it was Yari speaking. Even after that, I only paid attention to reports carrying not only his speech, but his photograph as well, just to be sure it was not another Yari. But there he was, wearing his bleeding heart on his sleeve and speaking from Zamfara, of all places, where he had been a stranger for the better part of the last four years of his tenure. I don’t know if he missed his way to Gusau, but surely, Yari, the undisputed runaway crown prince and executive governor-in-absentia, does not expect us to take his crocodile tears seriously. If he was crying privately, we might even have offered him buckets to collect his tears and then admonished him quietly for mockery. But to make a public show of his concern about the state of affairs in Zamfara, after all he has done horribly wrong, particularly in the last four years, is an insult the grieving people of the state could do without. So, it’s OK for President Muhammadu Buhari to declare a state of emergency now, on the eve of Yari’s departure as governor? Around July last year, when it was very obvious that things were getting out of hand, LEADERSHIP newspaper wrote a frontpage editorial asking the President to declare a state of emergency in Zamfara. The newspaper argued – and it was quite clearly the case – that bandits in Zamfara were killing for sport and that the governor, apart from accepting that he was only chief security officer in name, had also abandoned the state and camped in Abuja. The newspaper said in that July editorial that, “The killings in the state are more than all the killings in all the other states of the country put together…Now that the Zamfara State government has failed in its duty – the state is effectively a failed state – we should stop pretending about it. If the governor who collects millions of naira as security vote and has a plethora of security men guarding him has fled the state, what is the point pretending that a normal intervention will end the banditry?” In response to the editorial, the governor used part of his security vote, which if he couldn’t use to secure the State he could at least have used to provide succour, to abuse LEADERSHIP in acres of pages of sponsored advertisements. Five months later, the same governor sees the light and invites a long line of sympathisers to help wipe away his tears. Not so fast. It’s important to examine Yari’s real motive. I’m not ruling out the raging war by bandits as a reason, but Yari’s conduct shows that banditry is just a convenient mask for his loss of

political influence within his party. He is offering his stool, not to save the state, but to spite his adversaries and purchase sympathy. In coming to terms with the heavy defeat he suffered during the last governorship primary in the state at the hands of the Abuja forces led by Kabiru Marafa and Adams Oshiomhole, Yari is happy to cover his shame with whatever he can find, including a fig leaf of emergency rule. All the pretence that he’s happy to step down now to save the state is nonsense. He can cry until the handkerchief factory closes down, his fake tears will not save him from answering questions about what exactly he did with the state’s security vote, at least in the last four years, when security mattered most. We have seen voodoo expense sheets in newspaper adverts claiming that Yari put up a braver fight against the bandits than Napoleon did at Waterloo, but to what effect? To what purpose? The governor collects tens of millions of naira from Abuja monthly as security vote only for him to disappear and camp out outside Gusau until the next cash load is ready. Since when did his love for the people of Zamfara become more important than his personal safety and security? Since when did his commitment to serve become more important than his personal comfort? Wasn’t this the same governor who instead of providing vaccines when meningitis broke out in Zamfara two years ago said the outbreak was punishment for widespread fornication? Apparently, the only punishment worse than meningitis was Yari’s election as governor. The offer of a virtually empty seat in Government House is not worth his redemption. Zamfara is not the only state under siege. Katsina State Governor, Bello Masari, has also cried out; while in the North East, Borno and Yobe have been in the eye of the storm for years now. In spite of the deadly attacks, which have increased dramatically in recent times, however, it is to Governor Kashim Ibrahim Shettima’s credit that he has stood firm with residents in Borno in the face of grave danger, offering succour and hope wherever he can under very difficult circumstances. That is what leadership demands. Yari may complain that the present scale of violence in Zamfara is beyond what a state government can contain, however zealous it may be. He would be right, up to a point. I think that whatever cleaning up Buhari may have done in the military top hierarchy when he took over, the majority of the fighting forces are still being poorly served by deep-rooted corruption in the system. Add that to the weak, deeply fragmented, failing neighbouring countries on our northern borders and you have a compounded problem. But poor leadership in Zamfara, particularly in the last four years, has also made the state an attractive destination for bandits with a bloodline to the Yerima era. Yari’s will be remembered for his frequent and prolonged absences from the state and his faux pas over meningitis. He will also be remembered as one of the governors charged by EFCC for pocketing $3m of the Paris Club refund, which should have been used to pay salaries. Each breach of faith by the governor – and they are in multiples – has only made the people of Zamfara more vulnerable, more insecure. The bandits have been a terrible plague; but Yari has been no less a predator. Perhaps one thing he did well was holding the chair of the Governors’ Forum – a side hustle which neither requires presence of mind nor sustained effort. He can keep his seat as governor till the end; Zamfara will manage to survive him.

OUR POSITION

2019 polls and women in politics

T

he Nigerian political space since 1999 has experienced a tremendous improvement especially with the level of interest it has generated, that is if the number of persons jostling for the various political offices is anything to go by. As at the last count the number of political parties in the country has risen to over 90 from the three that heralded the nation into the present democratic space in 1999. However, one worrisome trend about it is the declining rate of women participation in the political life of the country, as the women folks seems to be facing serious challenge in their ability to break into political limelight. This is even more evident from the recent primaries of the various political parties in the country where the number of women elected to contest for the various offices was very negligible For example, since 1999 and infact in the history of Nigeria’s political life there has not been any elected woman governor, the closest that a woman came to being governor, was when then governor of Anambra State, Mr. Peter Obi was impeached by the state Assembly and her deputy, Dame Virgy Etiaba was sworn in as governor and she held that position for a few months until Obi got the court to reverse the impeachment. Despite the fact that the history of Nigeria and its political emancipation as a country cannot be complete without mentioning the significant contribution of women, as evidenced in the activities before independence, during the first, second and third republics and even up to the present dispensation, the women folk have continually been relegated to the background either in getting elected into public offices or even in being appointed. This obviously has nothing to do with their capacity, as many of them has attained heights in their professional life that even men are yet to attain. Though the activism in women was further awakened in the country since after the Beijing conference and declaration in 1991, which gave birth to the much talked about affirmative action that prompted the United Nations (UN) to subsequently concede 35 percent of all positions to women, nothing much has been done in the country to meet that target of women participation in politics. In the early days of this dispensation, it must be said that President Olusegun Obasanjo made significant progress towards fulfilling that quota, while the administration of Goodluck Jonathan, also appointed more women into key positions, while there were equally a significant number in elective positions. However, that progress made in recent years seem to have been short-lived, perhaps due to the ever increasing complexities in the political system and high monetisation of the politics which has become a major challenge militating against women participation. Presently, out of 109 senators we have seven women senators and out of 360 members of the House of Representatives, we have about 17 women; we had far more women from 1999-2015; there were also lots of woman in parastatals and ministries in the country. Also an attempt recently to get a bill on affirmative action, sponsored by Senator Oluremi Tinubu through the National Assembly failed because it could not get enough support on the floor of the Senate. At an ECOWAS Female Parliamentarians Association (ECOFEPA) meeting earlier in the year, the President, and Nigerian Senator Stella Oduah said that Nigeria has the lowest female representation in elective positions in West Africa. since the 2015 elections. She said, women have only 6.1 per cent representation in State Houses of Assembly, 3.9 per cent in the House of Representatives, 7.34 per cent in the Senate and almost zero per cent in the executive arm of government. In West Africa, Nigeria ranks even lower than Ghana which has as at 2016 about 10.7 per cent female representation in the parliament and 27 per cent female as cabinet ministers. Togo comes up second with about 17.60 per cent women representation in its national parliament as at 2017, and 18.4 per cent in ministerial positions. Senegal has the highest representation of women in elective positions, ranking 12th in the globe for the number of women in elective position, that is 3 per cent down from its initial ranking. Considering the role of women in nation building across the world and the increasing relevance of women even in the African continent, with the recent election of a women as the new President of Ethiopia after the end of a Woman president’s tenure in Liberia, it is our considered opinion that it is high time Nigeria gave women more opportunity to express themselves in the political space. It is also our belief that with the lack of positive development in the Nigerian political space, the entrance of more women into it may bring a breath of fresh air that may turn the fortunes of the nation around for good and help revive some key sectors of the nation’s economy. The role of women like Queen Amina, Mrs Ransome Kuti, Margaret Ekpo among many others in the positive development of the Nigeria must not be so quickly forgotten as to shut other women out of the space, rather it should be a motivation to encourage more women into the space especially in this critical time of the nation’s history.

A Federal High Court, Ikoyi, Lagos, on Thursday adjourned to March 13, N3.5 billion fraud trial involving Gbenga Makanjuola, Deputy Chief of Staff to the Senate President, Senator Bukola Saraki, and three others. Makanjuola alongside Kolawole Shittu, cashier to Senate; Robert Chidozie Mbonu, a former Managing Director, Societe Generale Bank of Nigeria, SGBN (at large), Melrose General Services Limited and Obiora Amobi, Operation Manager, Melrose General Services Limited were arraigned on October 3, 2018 on an amended 11-count charge bordering on alleged conspiracy, accepting cash payment beyond threshold and money laundering to the tune of N3.5billion ((Three Billion, Five Hundred Million Naira) only. One of the counts reads: “That you, Gbenga Makanjuola, sometime in December 2016 in Nigeria, within the jurisdiction of this Honourable Court, did accept cash payment of the sum of $500, 000. 00 (Five Hundred

Thousand Dollars) only from Kolawole Shittu without going through a financial institution and thereby committed an offence contrary to Section 1(a) of the Money Laundering Prohibition Act, 2011 (as amended by Act No. 1 of 2012) and punishable under Section 16 (2) (b) of the same Act.” The defendants pleaded not guilty to the charge preferred against them. Consequently, the prosecution counsel, Ekene Iheanacho, had asked for a trial date and also prayed the court to remand the defendants in prison custody. The prosecution counsel had also urged the court to refuse the bail applications filed by the defence counsels on behalf of their clients. Justice Babs Kuewumi had, therefore, adjourned to October 9, 2019 for ruling on the bail applications. In his ruling, the judge had granted the defendants bail in the sum of N250m each on October 9, 2018 and adjourned till December 4, 2018 for commencement of trial. At the resumed hearing today, Justice Kuewumi announced that he had been

transferred to the Sokoto State Division. “I have been posted out of Lagos State to Sokoto State. “I can’t open a matter that will not be concluded. “So, we have to adjourn the matter”, the Judge had said. However, in his submission, counsel to the prosecution, Iheanacho, told the court that the matter was adjourned to today for the prosecution to open its case “My Lord, I am ready to proceed with the trial”, he further stated. Counsel to the first defendant, K. T. Olawuni, as well as counsel to the third defendant, Omeoga Chukwu, said they were also ready to proceed with the trial. Also, counsel to the second and fourth defendants, Paul Erokoro, SAN, said he was ready to proceed with the trial. Erokoro, however, said that the prosecuting counsel had just served him with an additional proof of evidence. “My Lord, I need time to go through it very well,” he pleaded.

Anambra North: I want better live for my people - Sen Odua Chukwuemeke Iwelunmo, Lagos The senator representing Anambra North Senatorial District in Anambra State, Senator Stella Oduah has expressed the need for paradigm shift in her district, stressing that it is only through that means that all the existing gaps in her community would be closed completely. Following the resignation of Hon. Kawu Sumaila as the Senior Special Assistant (SSA) to the President on National Assembly Matters (House of Representatives), President Muhammadu Buhari has appointed Umar Ibrahim El-Yakub as his replacement. Senior Special Adviser to the President on Media and Publicity, Femi Adesina announced this in a statement on Thursday. Hon. Sumaila, appointed SSA in August 2015, resigned to contest for membership of the House of Representatives representing Sumaila/ Takai Federal Constituency in Kano State under the ticket of the All Progressives Congress (APC). His successor, El-Yakub, an APC stalwart from Kano State, was a member of the House of Representatives, 1998 and 2003-2007 representing Kano Municipal Federal Constituency.

He made this revelation during the weekly state Executives Council Meeting at the Government House in Minna, the state capital. The Commissioner stated that the state attracted the global apex bank funding following her deft management of the resources of the state’s health sector and the outstanding policies initiated by the administration since 2015. The global apex bank intervention in the state followed the ability of the state to meet World Bank before awarding the funds examined certain indices before three states were selected to benefit from the funding.

All the suspects according to the statement hail from Dwei Village in Du District of Jos South Local Government Area of Plateau State except Mr. Gyang who is from Gushet Shen Village of same Jos South Local Government. The statement advises anyone with useful information on the whereabouts of the suspects, “now at large” to report to the nearest police station. The police had arraigned about nine suspects in court where trial is still holding. The slain General is believed to have been ambushed and killed

in Lopandet village of Du District in Jos South Local Government Area on September 3, 2018. His alleged murder followed reprisal attacks by youths in the area after an overnight attack that left about 11 people dead. Army however began to unravel the circumstances surrounding the death of the General but the case was later transfered to the Police Command in the State which speedily facilitated a court case against the suspects. All the suspects had pleaded not guilty to the murder after some had confessed earlier leading to the discovery of the shallow grave and the abandoned well where the remains of the missing General was finally found.

2019: Don advises voters on choice of candidates Kehinde Akinpelu, Ilorin A don, Dr Kamaldeen Babatunde-Omopupa, has advised registered voters to get vital information on candidates they would like to vote for in the forthcoming general elections to enthrone an egalitarian society. Babatunde-Omopupa of the Department of Library and Information Science, University of Ilorin, gave the advice in llorin on Thursday in an interview with the Daily Times. 2019: Over 428,000 PVCs uncollected in Osun -INEC

The Independent National Electoral Commission (INEC) says 428,446 Permanent Voter Cards (PVCs) have yet to be collected in Osun, ahead of the 2019 general elections. The Resident Electoral Commissioner (REC) in the state, Mr Olusegun Agbaje, disclosed this on Thursday in Osogbo while addressing newsmen on the commission`s preparations for the general elections. Agbaje said the commission received 1,681,930 PVCs from the national headquarters and gave out 1,253,484 as at Jan. 8. He said collection of PVCs at the INEC local government area offices across the state was

ongoing. The commissioner however said that arrangements had been concluded to take the PVCs to Registration Areas (RAs) for ease of collection by their owners. He urged those that had registered and yet to collect their PVCs to go to their RAs to collect them from Jan. 16 to Jan. 21 between 9am and 4pm. Agbaje said that smart card readers would be used for accreditation during the upcoming election. He urged registered voters to come out en-masse with their PVCs to vote for candidates of their choice on election days. He said INEC and ad-hoc staff

would be trained for the conduct of the election, adding that any of them caught engaging in illegal activities during the election would be dealt with decisively. Agbaje urged political party leaders, contestants and their followers to shun acts that could hinder the smooth conduct of elections. He enjoined all stakeholders to join hands with the commission to conduct peaceful, free, fair and credible elections. The commissioner called on journalists to support INEC by reporting on cases of irregularities or misconduct during the elections.

The National Emergency Management Agency (NEMA) on Thursday said it had distributed relief materials to 45,577 households affected by the 2018 flood disaster in Kogi. Team Leader, Emergency Operation Centre B of the agency, Mr Oluwatope Ajayi, who supervised the exercise, disclosed this in a statement in Lokoja. He said victims from nine local government areas were identified, adding that Ibaji local government area had 27,337 households and Ofu, 1,220 households. He also said that Ajaokuta local government areas had 2,691 households, Idah, 1,839, Igalamela, 1,267 and Kogi, 2,987 households. Ajayi said the remaining areas include Lokoja with 2,605 households, while Omala and Bassa local government areas recorded 1,181 and 4,442 households, respectively. He said assorted grain such as wheat, maize, beans, building and clothing materials, beverages, medicines, among others, were also distributed.

Elections: Governorship candidates sign peace accord in Plateau

Governorship candidates in Plateau on Thursday signed a peace accord toward ensuring peaceful conduct before, during and after the 2019 elections in the state. The accord was signed by Gov. Simon Lalong of the All Progressives Congress (APC), his main opponent, Sen. Jeremiah Useni of the Peoples Democratic Party (PDP), and 12 other candidates. The event was organised by the Dialogue Reconciliation and Peace (DREP) Centre. Archbishop Ignatius Kaigama, the Board Chairman of the Centre, said the aim of the accord was to avert violence and conflicts. Kaigama urged the candidates to run issue-based campaigns free of hate speeches, insults, intimidation, blackmail and inciting comments. He also stressed the need for the candidates to admonish their followers to exercise restraint and conduct themselves peacefully. The clergy man further urged other stakeholders to shun violence and politics of bitterness, calumny, manipulation and intimidation. About 21 political parties are contesting for the gubernatorial seat.

PDP hails peace accord signed by political parties in Enugu Moses Oyediran, Enugu

The Peoples Democratic Party (PDP), on Thursday hailed the Peace Accord signed by various political parties in Enugu ahead of the 2019 General Elections. It would be recalled that on Wednesday some political parties’ chairmen and candidates signed the peace agreement, which was supervised by the state’s Commissioner of Police, Mr Mohammed Danmallam. Parties and candidates absent at the ceremony were advised to go subsequently to the police command headquarters and perform the same exercise. A Chieftain of the party in the state, Chief Ejikeme Odumegwu gave the commendation while speaking to newsmen on the importance of the exercise to the guaranty of peaceful elections in the state. He noted that the electioneering campaigns

had been generally peaceful as well as issuebased in the state. He, however, said that even as the candidates had been matured and levelheaded due to their level of enlightenment; but at times, their unruly and uncontrolled supporters are the ones engaging in violence and heated disagreements. Odumegwu, who is also Special Assistant to Gov. Ifeanyi Ugwuanyi of Enugu State on Political Matters, lauded the state police command on its resolve to deal decisively with political thugs and violence-oriented individuals during the polls. ``Before now, most of the political gladiators in the state had shown exemplary political maturity. ``But the essence of the peace accord is to ensure that the existing and enviable peace in the state continues. ``It is good that the political parties’ chairmen and their candidates take

responsibility for the action and inaction of their supporters,’’ he said. According to him, our people in the state had resolved that no body or interest should jeopardise the existing peace and security in the state. ``So, the peace accord signing wholeheartedly by the political gladiators and actors is highly welcomed,’’ he said. Odumegwu, who also doubles as the Special Assistant to Gov. Ifeanyi Ugwuanyi on Mobilisation, lauded the traditional rulers for taking time to talk sense into the politicians during the peace accord signing. ``We only have one state we can call our own and we as a people cannot use our hands to destroy our state,’’ he said. He also noted that with the collective prayers made by the traditional rulers during the peace accord signing, ``one thing is sure that the 2019 General Elections will end in praise’’.

The Emir of Lafia, Alhaji Isa Mustapha Agwai I, is dead. Alhaji Sule Abubakar, the “Ajiyan-Lafia” confirmed the death of the first class emir to newsmen on Thursday in Lafia. According to him the Emir died on Thursday at a private hospital in Abuja following a protracted illness. He said the Emir was coroneted on May 28, 1974 and recently marked his 44th anniversary on the throne. The monarch is survived by three wives and two children.

Kwara Assembly approves new House rules Kehinde Akinpelu, Ilorin Kwara House of Assembly on Thursday approved new rules and order that would guide the activities of the House. The Speaker, Dr Ali Ahmad, announced the approval after the report of an ad-hoc committee setup to review the rules and order was adopted. The Speaker said that the new rules were approved because the assembly was satisfied with consultations carried out by the Ad-hoc committee in some state Houses of Assembly, House of Representatives and the Senate. The Speaker directed the Clerk of the House, Hajia Halimah Kperogi, to effect all the corrections in the new House rules and make other necessary amendments. Minister says issues, not sentiments will determine 2019 Kwara polls Tom Okpe, Àbuja The Minister of Information and Culture, Alhaji Lai Mohammed, has said this year’s election in Kwara State will not be determined by playing the regional or religious cards, but by issues of good governance and the improvement on the social well-being of the people. The Minister, who made the remarks in Ilorin on Thursday, at a sensitisation forum for APC Women Leaders across the 16 Local Governments in Kwara, said because of their desperation to retain power, the political oligarchs in the state have now resorted to playing the regional and religious cards to hoodwink the people. “In this season of politics, everything goes. We are therefore calling on our people to beware of those who are trying to sell snake oil to them. The issues we are concerned with here in Kwara have to do with good governance

and better life for our people. Our problem is not ethnicity, it is not religion, and it is not even gender. ‘’These elections will not be determined on the basis of ethnicity, religion or gender. The main issues here have to do with how our state has been governed in the past 50 years, 40 of which have been dominated by them. What has happened to the commonwealth, which has been cornered by them at the expense of the people. Where are the roads and other infrastructures to justify the huge resources that have accrued to the state? If you follow a path for so long, and it leads you nowhere, won’t you try another path? Alhaji Mohammed, who challenged the PDP government in Kwara to account for the several bailouts funds they have received from the Federal Government, said the state government could not pay workers salaries despite receiving bailouts and Paris Club refund.

Abubakar gave the warning while inaugurating a block of 18 units of two-bedroom flats for senior non-commissioned officers at 551 NAF Station in Jos. He told the personnel to put in their best in the career, adding that NAF would not rest on its oars in providing for their welfare. “Indeed our modest efforts have led to improvements in the number of personnel who are now better accommodated. The legislator acknowledged that media was the watchdog of the society and should be given the freedom to operate. Bayelsa declares N13.6bn IGR in one year

To intensify efforts to improve revenue in 2019

Bayelsa State Government on Thursday posted a total of N13.6 billion as its annual Internally Generated Revenue (IGR) for last year, as against the N4.5bn realized in 2012. The state Deputy Governor, Rear Admiral Gboribiogha John Jonah (Retd) disclosed this in Government House, Yenagoa during the monthly transparency briefing for November and December 2018. The Deputy Governor, according to a statement by the Commissioner for Information and Orientation, Daniel Iworiso-Markson, attributed the improvement in the state IGR level to prudent and painstaking measures put in place by the Governor Dickson-led administration to boost the revenue profile of the state in the last seven years. Rear Admiral John Jonah, however, said the present administration is still not satisfied with the current IGR, and therefore, intensifying efforts to improve on its revenue drive, particularly in the area of tax collection. His words, “Our target was to be able to take care of half of the salary obligations from tax receipts. We have not been able to meet that target but we have been able to make real progress. “We are intensifying efforts as our tax drive is still going on. If we are able to increase the IGR level, even if the allocation from the federal level falls very low, we should be able to pay salaries without any stress.” Giving an account of the income and expenditure profile of the State for the month of December 2018, he announced a gross inflow of N15 billion from the Federation Accounts Allocation Committee (FAAC). This amount, according to the deputy Governor, includes 13 per cent derivation of N8.9bn, statutory allocation of N3bn, foreign exchange equalisation N2bn, Value Added Tax N898million, and refunds from other states N57.5million. Total FAAC deductions gulped N1.5bn, comprising restructured commercial bank loans of N741 million, bond N421 million, refund of an overpayment of 13 per cent derivation to other states N128 million and Excess Crude Account Facility of N126 million. He put the total funds available for spending in December at N15 billion made up of net FAAC inflow of N13.6 billion, November IGR of N1.4billion and refund from local government salary bailout refund, N16 million. On the outflows, Rear Admiral John Jonah said government spent a total of N6.3 billion, comprising bank loans of N2bn, salaries of civil servants and political appointees N3.2bn, and grant to tertiary institutions, N630 million. Other expenditure items include; Christmas bonus N238 million, 10 per cent contribution to primary school teachers’ salary payment N45 million, and NYSC members allowance of N40 million.

ART boss berates FG for budgeting N8.5bn for national carrier in 2019 Chukwuemeke Iwelunmo The President of Aviation Round Table (ART), Dr. Gabriel Olowo, has condemned the Federal Government for earmarking N8.5bn for the suspended national carrier project, Nigeria Air in the 2019 budget proposal to the National Assembly. Olowo specifically castigated the government for setting aside the sum of N500m for Transaction Advisers in the budget, saying that a little of such an amount of money if allocated to technical professionals in the country, would give the government appropriate advice on how to go about the birth of a befitting national carrier for the nation.

Olowo stated this yesterday in Lagos at the launch of a book ‘The Learned Commander,’ authored by Capt. Dele Ore, an erstwhile Director of Operations of the defunct national carrier, Nigeria Airways. Olowo insisted that the government was not following the right path in establishing a new national carrier for the country and urged it to consultant locally from professionals in the sector on how to re-establish a new national airline for Nigeria. He said: “I read it somewhere that the Federal Government proposed another N8.5bn for the establishment of a new national carrier for Nigeria in the 2019 budget proposal to the National Assembly. Out of this money, N500m was set aside for Transaction Advisers.

“If you give the N500m to people like Dele Ore and co, they will advise you better on how to have a befitting national carrier. However, ART as a body will continue to fight for the interest of the former staff of Nigeria Airways. We will continue to drum it to the ears of the government that what is due to them is paid.” Also speaking in an interview with journalists, Capt. Ore, expressed sadness over the liquidation of the airline almost 16 years later, saying that the staffers were poorly treated by the government. He insisted that the government was wrongly advised on the liquidation of the airline, adding that another national carrier may not berth until all the former staff members were properly remunerated by the government.

He explained that late Umaru Yar’Adua paid five years severance packages of the retired staff, while President Goodluck Jonathan who took over from him refused to pay the staff of the liquidated carrier. He, however, lauded President Muhammadu Buhari for paying a part of the severance package but lamented that he and a few others who retired before the airline was liquidated were still not properly paid their dues. He said: “Nigeria Airways was all I know in my entire life. In fact, someone boasted that once they remove an airplane from me, I will be empty. I retired shortly before the airline was liquidated by the Federal Government. The government was ill-advised. It was a costly mistake. To liquidate the airline and not settling the staff was another crime against the staff.

Also, the local currency as at the close of yesterday trading activities, declined marginally at the parallel market in Lagos, to settle at N361 to the dollar, against N360.5 sold the previous day, while the Pound Sterling

closed at N410. At the Bureau De Change (BDC) window the Naira closed at N360 to the dollar, while the Pound Sterling closed at N410. The naira exchanged at N306.90 at the official the Central Bank of Nigeria (CBN) window. It is, however, worthy of note that the naira had remained stable at the market largely due to interventions by the CBN. For instance, earlier in the week the apex bank injected fresh $210$210 million into the forex market, as it continued to intervene in

the inter-bank sector of the Foreign Exchange market. In the forex trading on Tuesday, the CBN injected the sum of $100 million in the wholesale segment of the market in addition to the sum of $55 million each in the Small and Medium Enterprises (SMEs) and Invisibles sectors. The Lagos State Governor, Akinwunmi Ambode, has restated its commitment to completion of the ongoing projects across the state, while the most awaited of the Bus Reform Project will be rolled out by March 2019 with 820 of the expected 5,000 high and medium capacity buses. The initiative, according to the Governor, is part of the long term plan of his administration to redefine public transportation system in Lagos with the injection of modern buses and terminals targeted towards transforming the way residents commute from one point to another as well as rev up the State’s economy. Lagos State Governor, Mr Akinwunmi Ambode said plans have been firmed up to roll out the Bus Reform Project of the State Government in March with 820 high and medium capacity buses, saying that the initiative would redefine public transportation and make the State to be globally competitive. The Governor, who said this during an extensive inspection tour of ongoing projects across the State which lasted from morning till late in the night, said the initiative was basically designed to inject 5,000 buses, modern terminals, facilitate ease of mobility for residents and also rev up Lagos economy, among others. While inspecting the assembling plant at Awoyaya in Ibeju Lekki area of the State which is also serving as the temporary holding bay for 500 out of the 820 buses, Governor Ambode expressed optimism that the buses would be rolled out after the elections, while the next phase of the project would be to assemble the buses in Lagos. “This is an assembling plant. The dream is that beyond the procurement of 820 buses by the government, the next set of buses in the vision should be assembled in Lagos in this assembling plant and another one in Epe. “That is the dream and the whole project is scalable and in this scale right now, we would run with the 820; you have seen the maintenance workshops and all that, and then the next scale which is the next phase is for Nigerians to be able to assemble the buses in Lagos and then we create employment opportunities and also allow the GDP of Lagos to grow. The buses are ready and we think with everything we have done, we should be able to roll out these buses may be immediately after the elections”, he said. The Governor said though the 5, 000 buses would not be enough for the State, but the government was showing a good example and creating the conducive atmosphere to allow the private sector to come in and participate in the whole arrangement. “What has happened is that government has gone ahead to procure these buses using its funds and the buses are being owned by a government company called Lagos Bus Services Limited (LBSL). So, the LBSL will lease these buses to operators who would use the three depots at Oshodi, Anthony, and Yaba to ensure that the buses are sustained and maintained properly so that they don’t get wasted before their lifespan expires. “The idea is if we are able to show a good example of which we have procured these buses with our own money, the private sector can join hands with us and start to procure those additional buses that will take it to 5,000, while government can also procure more and by so doing, we would have had assembling plant in Lagos and create job opportunities for our people. “By the time you put these buses on the road, it will create jobs for drivers, engineers, technicians, and so on, thereby growing the economy of Lagos coming from the transport sector in addition to 100 bus stops being constructed simultaneously across the State with an attendant positive impact on the economy. So, the idea is to create jobs, grow the economy, make the city to be globally competitive and then make life comfortable for the people.” Among the projects inspected by the Governor and his team are Oshodi Transport Interchange which is 85 per cent completed; Bus Depot at Oshodi, Yaba, Oyingbo to be ready by March; International Airport Road to be ready by early May; Oshodi-Abule Egba BRT Corridor to be delivered by April; and vehicle assembling plant at Awoyaya in Ibeju Lekki.

Outlining the importance of regular health check ups Stories: Doosuur Iwambe, Abuja Hospitals aren’t always the best places to be, especially when our health is deteriorating. The environment of a hospital makes us feel sick. With the rapid outbreak of different diseases and the increase in the types of conditions affecting human beings, it is important to take caution and avoid the causative agents of the various diseases. Some diseases tend to be very dreadful when they have developed to certain stages. Most of these illnesses come with their symptoms and are very costly when it comes to their treatment. For us to avoid expensive treatments and attack by some communicable and contagious diseases, it is essential for us to go to health care centres for regular checkups. When a person wants to start a regular checkup programme, it is vital that he or she identifies a health care centre that has advanced facilities while providing some of the best health care services. Some of the main factors determining the frequency and type of medical checkups for different individuals are; lifestyle choices, age, health condition and family histories among others. The primary purpose of regular checkups is to check and analyse our present health conditions and detect any risks to our health. Speaking during an exclusive interview with the Daily Times Health Correspondent, Dr. Seyi Adeniran of Wuse general hospital Abuja identified some of the most common tests and screenings to consider in regular checkups to include HIV/AIDS, diabetes, high blood pressure and prostate cancer screening. Other tests and screenings according to Dr. Adeniran include body mass index, immunisation schedules, and viral hepatitis. ‘’All these diseases are life-threatening and should be tested to ensure early diagnosis and prevention.

‘’Regular checkups are essential since they fall under good health care practices. Lesser healthcare costs qualify as one of the advantages of regular checkups. It is so easy to evade medical checkups in this generation because of the bills paid to hospitals during the check-up visits. In the long run, regular checkups are beneficial since they help us to save a lot of money. Checkups help to mitigate the risks associated with potential health ailments. Checkups help to reduce the chances of dangerous medical procedures like surgeries. ‘’The second benefit of regular checkups is the

prevention of common life-threatening diseases. Through checkups, doctors can diagnose different health issues at their early stages. The medical checkups mainly include preventive screenings, numerous tests and counting physical examinations. ‘’The third benefit of regular checkups is carrying out blood tests. Blood tests are beneficial in eliminating the risks of various diseases linked to blood and conditions incorporated into the bloodstream. Blood tests also help doctors to evaluate the way the different body organs are functioning. ‘’The fourth benefit of checkups is to diagnose and

FG launches National Strategic Health Development Plan II The Federal Government has launched the National Strategic Health Development Plan II (NSHDP) 2018 -2022 and rolled out the implementation of Basic Healthcare Provision Fund (BHCPF). Launching the document, kick starting the commencement of the BHCPF and supervising the disbursement of Funds to high performing States under the Saving One Million Lives Programme for Results (SOML-Pfor R) in Abuja, President Muhammadu Buhari said that the Strategic Health Development Plan and the Basic Healthcare Provision Fund were geared towards achieving Universal Health Coverage. President Buhari said his administration had provided N55 Billion to cater for Basic Healthcare Provision Fund in fulfillment of the National Health Act 2014 which stipulated that 1% of the consolidated revenue shall be allocated to health sector. He added that international partners such as World Bank, Bill and Malinda Gates Foundation and USAID would also contribute to the Basic Healthcare Provision Fund. To ensure sustainability, the President assured that transparency and accountability mechanism had been put in place to ensure that there was no corruption in the use of the fund. The first six states to benefit from the Basic Healthcare Provision Fund are Abia, Niger, Osun, Katsina, Yobe, Edo and FCT. The President who was represented by the Minister of Budget and National Planning, Senator Udoma Udo Udoma, also reiterated that efforts to revitalized healthcare system was to ensure that

quality healthcare services was delivered to majority of Nigerians irrespective of their education or social status in the country. “We shall focus more on the people leaving in the rural areas and the vulnerable population in our society, such as women, children under five years of age and the elderly, Buhari emphasized” In his remarks, the Hon. Minister of Health Prof. Isaac Adewole said that the NSHDP II was designed to enable Federal and States government implement health policies in the country according to laid down procedure. He added that the document which was approved on Wednesday 5th September 2018 by the Federal Executive Council had the overall goal of ensuring healthy lives and promoting the well-being of Nigeria populace. He also assured that implementation of the plan would in next five years greatly improve the Nigeria health system and also drastically reduce maternal mortality rate. Speaking on the Basic Healthcare Provision Fund, the Minister said Nigerians would benefit from 52 healthcare service interventions in the hospitals practising the Basic Healthcare Provision Fund Programme, free of charge. The free services, Adewole hinted, would cover antenatal care, labor and Delivery care (including caesarian sections) and Emergency Obstetric and Neonatal care. Speaking on behalf of the 36 State Governors, the Governor of Ekiti State, Dr. Kayode Fayemi, said the role of Governors in the implementation of healthcare progammes was crucial because Health was on the concurrent list.

Buhari Governor Fayemi pledged faithful implementation of the BHPF programme and the judicious use of funds allocated for health services to ensure that Nigerians at the grassroot enjoyed quality healthcare as stipulated by the programme. He further informed that 21 States had promulgated the Health Insurance Funding adding that in some States, 2% of their budget had been committed to such scheme. This commitment from the States was important because according to him “we cannot build the human capital of any Nation if we don’t invest in the health of our people”

For his part, Dr. Ikechukwu Enioma, Managing Director, Madona Medical Dignposis Gwarinpa says, “Normally, if there is no indication of illness people should seek to have a health check-up at least once a year. The tests and diagnosis methods will vary according to different ages and risk factors of diseases. This can be ascertained from an individual’s lifestyle habits, medical history, and family history. This is especially true for disease with clear risk factors such as genetic inheritance, exposure to stress, and being a smoker, to name but a few factors.” He pointed out that many people may not realize that “risk factors” that contribute to disease are all around us. ‘’The main factors that contribute to a healthy body include good nutrition, proper lifestyle habits (avoiding risk factors), and getting regular exercise. It is understandable that not everyone will be able to maintain these positive factors, let alone maintain them consistently throughout their lifetime. This is why it is important to have an annual health checkup. Determining the status of your bodily functions can help to identify any abnormalities before they can worsen, display symptoms, and pose a significant risk. Identification of issues allow for prompt treatment, which can - reduce complications that may lead to loss of life, and also helps you save on medical costs’’ he added. The Health Check-up begins with a multidimensional analysis, and identification of risk factors of disease multidimensional for each person. These may include lifestyle habits such as consumer behaviour, stress from work, alcohol consumption, insomnia, etc. Past medical history, including a history of similar diseases will be taken into account and recorded as important data to be utilized in devising an appropriate health check-up program that is personalized for each patient. “Good health begins with prevention and that all starts with the individual,” explains Dr. Theresa Adaba of Asokoro general hospital. She said, “Establishing good health habits means people may enjoy longer, healthier, happier lives. Regular check-ups are an important part of a prevention routine and can help keep people on track with their health goals.” The aim of a health check she said is to help find, prevent or lessen the effect of disease. It’s like getting a car serviced before it breaks down after all, it’s often better to pick up potential problems earlier rather than later. Health checks can provide health care professionals with an opportunity to look at a person’s lifestyle, medical history and family history to find out if they’re at risk of any preventable health conditions. “Getting the right checks at the right time throughout life may help people detect potential health problems early on,” Dr. Adaba added. “This may allow for earlier treatment and better outcomes. Health checks can also identify areas where improvements to lifestyle habits can help keep you on the right track” Having regular health checks has several advantages. Health checks can help a person understand their health needs, values and concerns, and help identify some potential health risk factors where they can make healthy improvements. It may also make them more likely to feel comfortable talking openly with their health care team and may give them the confidence to participate in decisions about their health.

Lagos Assembly insists Ambode must come for presentation of 2019 Budget Alade Tasma, Lagos

The Lagos State House of Assembly, on Thursday, insisted that Governor Akinwunmi Ambode must appear and lay the 2019 budget of the state before it as required by the law. The House resolution followed the letter read on the floor of the House by the Clerk, Mr. Azeez Sanni, informing the lawmakers that his office received a message from Governor Akinwunmi Ambode containing the State budget dated Monday, 17 December, 2018, but was received on Friday, 28th December. Mudashiru Obasa, commended the lawmakers for their reaction to the message, stating that this was not the time for resentment, acrimony and agitation. France, Belgium cast doubt on DR Congo election result

Trump threatens to declare emergency as he heads to border US President Donald Trump threatened on Thursday to declare a national emergency to circumvent Congress if he can’t reach a deal with Democrats to fund his promised border wall, which has been at the centre of the ongoing partial government shutdown. The comments came ahead of his planned trip to Texas to press his case that the country is facing a crisis which can only be solved by spending billions of dollars to construct a wall along the border with Mexico. His trip to the border town of McAllen, Texas, comes on the 20th day the shutdown that has left some 800,000 Americans out of work or working without pay. Prior to the shutdown, he said he would be “proud” to shut the government down over the issue but has since blamed Democrats. He also has been considering whether to declare a national emergency and use it to circumvent Congress by building the wall with money allocated for the Department of Defense. On Thursday, Trump said it would be “very surprising” for him not to declare a national emergency if he can’t make a deal with Democrats. “I’m not prepared to do that yet, but if I have to, I will,” Trump told reporters. “We’re either going to have a win make a compromise - because I think a compromise is a win for everybody - or I will declare a national emergency,” he said. It’s not clear what a compromise would entail, as Trump has so far refused to give up on his demand for $5.7bn in border wall funding, and if he were to go through with the threat to declare a national emergency, it would likely be

challenged in the courts. Democrats, who control the House of Representatives, refuse to approve the funding, saying a border wall is ineffective, expensive and immoral. They have instead said they will allocate more than $1.3bn for border security measures that don’t include a wall. Texas visit On his trip to Texas, Trump will travel with the state’s two US senators, Republicans John Cornyn and Ted Cruz. After Trump’s midday visit, Cornyn will host a roundtable discussion with area mayors, judges, law enforcement personnel and others involved with the border issue. McAllen is located in the Rio Grande Valley, the busiest part of the border where individuals cross between official ports of entry. Trump has expressed his own doubts that his appearance and remarks in Texas will change any minds as he seeks money for the wall that has been his signature promise since his presidential campaign. On December 22, about 25 percent of the government - excluding mainly the Department of Defense and healthrelated programmes - shut down because of Congress’ inability to meet a September deadline on funding. ‘Another temper tantrum’ The impasse has continued, while Trump’s meetings with Democratic congressional leaders have ended in bitterness. On Wednesday, he stormed out of a meeting with House Speaker Nancy Pelosi and Senate Democratic leader Chuck Schumer, calling it “a total waste of time”. Trump says undocumented immigrants and illegal drugs are streaming across the border from

Mexico, despite statistics that show irregular immigration is at a 20-year low and that many drug shipments likely are smuggled through official ports of entry. Democrats accuse Trump of using fear tactics and spreading misinformation about the border situation in order to fulfil a 2016 campaign promise as he looks towards his race for re-election in 2020. “Again, we saw a temper tantrum because he couldn’t get his way,” Schumer told reporters on Wednesday after Trump walked out of the meeting with Democrats. The president has been working to make his case to the public and bolster any congressional Republicans who might be wavering. Pressure on them could intensify on Friday when hundreds of thousands of federal employees - including border patrol agents and airport security screeners - miss their first paycheques. On Tuesday, Trump said in his first prime-time television address from the Oval Office that there was a growing security and humanitarian crisis at the border. On Wednesday, he visited Republican politicians at the US Capitol, emerging from a meeting to say his party was “very unified”. Less than two hours later, eight Republicans in the House voted with majority Democrats on a bill that would reopen the Treasury Department along with some other programmes and did not include any funding for the wall. Republican Senate Majority Leader Mitch McConnell has made clear, however, that he will not allow that chamber to vote on any measure that does not include wall funding.

France and Belgium are challenging the outcome of the Democratic Republic of the Congo’s presidential election, with France’s foreign minister saying the declared victory of opposition chief Felix Tshisekedi was “not consistent” with the results and that his rival Martin Fayulu appeared to have won. In remarks made just hours after the provisional results were announced on Thursday, Foreign Minister Jean-Yves Le Drian said Tshisekedi’s opposition rival Fayulu, who was declared the runner up, should have been declared the winner. “It really seems that the declared results ... are not consistent with the true results,” he told France’s CNews channel. “On the face of it, Mr Fayulu was the leader coming out of these elections.” He said DR Congo’s powerful Catholic Church, which deployed more than 40,000 observers to monitor the elections, knew who had really won the vote with their observations suggesting a win for Fayulu. “CENCO (National Episcopal Conference of the Congo) carried out an inspection and declared a result which was totally different,” he said, referring to the body representing the country’s Catholic bishops. In a statement released on Thursday, the church said that “the results of the presidential election published by (the electoral commission) do not match those collected by our observer mission.” The African Union called for any dispute over the Democratic Republic of Congo’s election result to be resolved in a peaceful manner, through dialogue. “It is important that any disagreement over the proclaimed results, notably that they did not reflect voters’ wishes, be resolved peacefully, by turning to the relevant laws and through political dialogue between the parties involved,” read a statement from the office of AU head Moussa Faki Mahamat. Belgian Foreign Minister Didier Reynders also cast doubt on the election result, saying his country would use its temporary seat on the UN Security Council to seek clarification about Tshisekedi surprise victory. “We have some doubts that we need to check and which will be debated in the coming days in the Security Council,” Reynders, whose country was Congo’s

former colonial power, told Belgian public broadcaster RTBF. TheDRC’s electoral commission on Thursday declared opposition leader Tshisekedi the winner of last month’s chaotic presidential election, but the runner-up dismissed the outcome as an “electoral coup”. Last week, CENCO said it knew the outcome of the contested December 30 vote and urged the electoral commission to publish the results “in keeping with truth and justice”. Although it did not name the winner, its announcement drew a sharp rebuke from the ruling coalition. The provisional results were announced earlier on Thursday, putting Tshisekedi on course to take over as president, replacing President Joseph Kabila who ruled the nation for nearly 18 years. In a country which has never known a peaceful handover of power since gaining independence from Belgium in 1960, Le Drian called for calm. “It is crucial to keep calm, to avoid confrontations and to ensure there is clarity about the results which are the opposite of what we expected, of what was projected,” he added. Emmanuel Ramazani Shadary, the hand-picked candidate of long-time President Joseph Kabila, was third with about 4.4 million votes. Barnabe Kikaya Bin Karubi, one of Kabila’s top advisers, accepted the loss of the ruling party’s preferred candidate. “Of course we are not happy as our candidate lost, but the Congolese people have chosen and democracy has triumphed,” Kikaya told Reuters news agency shortly after Tshisekedi was declared the winner. The announcement of Tshisekedi’s victory came hours after the riot police were deployedat the commission’s headquarters in Kinshasa amid fears of violence due to the disputed result. Election observers reported a number of irregularities during the vote and the opposition alleged it was marred by fraud. Outrage over apparent ‘segregation’ in South Africa school

A South African primary school teacher was suspended on Thursday after a photograph appeared to show black children sitting separately from white children in a classroom, sparking a storm of racism accusations. The pupils were attending their first day at the Schweizer-Reneke school in North West province, and the teacher had taken a photograph to send to anxious parents. It rapidly spread on social media as it showed about 17 white children sitting around a large table, with four black

children around a small corner table in the background. “From the information I got from the meeting, it seems that there are a lot of cases here of racism,” provincial Education Minister Sello Lehari said after visiting the school. “I will send a team to do an investigation into all schools... to deal with issues of racism in totality,” Lehari said. Student activist Mcebo Dlamini wrote on social media the “most provoking” aspect of the image “is not that black kids are ostracized from white kids,

that is common in our supposedly postapartheid Africa”, South African news website TimesLIVE reported. “Rather what becomes painful is that there are black people who still insist that racism has ended and who think that blacks and whites can have peaceful relations that do not have undertones of racism”. Race relations remain tense in South Africa 25 years after the end of whiteminority apartheid rule, with fierce racism-related controversies erupting regularly on social media and in politics.

NFF lines up ten friendlies for Super Falcons ahead women’s world cup

The Nigeria Football Federation have lined up ten international friendlies for the Super Falcons ahead of the FIFA Women’s World Cup finals. According to thenff .com, the reigning African Women’s Cup Of Nations champions will take part in a four–Nation Invitational Tournament in China from the 17th– 20th January. Hosts China, Romania and Korea Republic are the other teams taking part in the four–day invitational. The nine time AWCON champions will also participe in the Cyprus Women’s Cup from the 25th February to the 7th of March 2019. Austria, Belgium, Czech Republic, Finland, Hungary, Italy, North Korea, Mexico, Slovakia, South Africa and Thailand are the other

nations taking part. After the 12–Nation Invitational Tournament in Cyprus, the Super Falcons will either play Spain or Canada before a final training camp in Austria that could also take in two tune–up games. Thomas Dernneby’s side will be camped at the same Avita Hotel and Resort in Bad Tatzmannsdorf in Austria, where the Super Eagles stayed before flying to Russia to participate in last year’s FIFA World Cup finals. Statistics show Liverpool face unprecedented challenge in EPL title race History is on the side of English Premier League leaders Liverpool as they chase a first league title since 1990. But their four-point lead over Manchester City after 21 games is the smallest margin between the top two in over a century. The last 11 teams with the equivalent of 52 or more points at the same stage since 1905/1906 went on to lift the title. But the strength of this year’s top four means Liverpool on 54 points face an especially daunting task. Sports data company Gracenote have recalculated seasons before the English top flight moved from two to three points for a win in 1981. They said the data reveals that the current top four is the most dominant ever. Liverpool, City, Tottenham Hotspur and Chelsea are separated by 10 points. They are on course to break the record cumulative tally of 333 points set by the top four in each of the last two seasons. Of the 11 teams that won the league after leading at this stage since 1905-06, when 20 teams competed for the first time, many had sizeable leads. This is unlike Liverpool’s slender advantage this time round. Manchester City, for instance, held a 14-point advantage over Chelsea at the same stage last year. They are the first top-flight team to
