PDP leads in Imo as Ihedioha takes 12 of 16 LGAs Continued from page 1 areas already collated by the Independent National Electoral Commission (INEC) in Owerri, the state capital. This is coming as one Mr. Ezediaro, an agent of the Action Alliance (AA), was intercepted with ballot boxes containing hundreds of already thumb-printed ballot papers meant to be smuggled into the Oguta Local Government Area collation centre. He was however, promptly arrested and handed over to law enforcement agents. From the collated local governments, Ihedioha is leading the other contestants with 112, 000 votes, making it a watertight win, no matter the votes coming from the remaining 11 local government areas yet to be collated. There are a total of 27 local government areas in the state known as Eastern Heartland. Among the council areas won

by Ihedioha so far are Ideato North, Obowo, Oru West, Mbaitoli, Owerri North, Owerri West and Owerri Municipal. Other areas in his firm grip are Ikeduru, Ngor- Okpala, Ahiazu Mbaise, Aboh Mbaise and Ezinihitte. His closest rival, Ifeanyi Ararume, won in two council areas while the candidate of the Action Alliance and son-in-law to incumbent Governor Rochas Okorocha is leading in two others. Meanwhile, no fewer than 100 people have been arrested in the state during and after the governorship and state House of Assembly elections for various election related offences. The state Commissioner of Police, Dasuki Galadanchi, made this known on Sunday while briefing newsmen at the INEC office in Owerri. Galandanchi said some of those arrested include thugs, fake police officers and fake military personnel in

camouflage. He said for instance, that there was an attack Sunday morning in Nwangele Local Government Area, the local government of Uche Nwosu, the AA governorship candidate, where some INEC ad hoc staff were wounded and taken to hospital. Dasuki also said another attack took place in Mbaitoli Local Government Area, adding that all those who have been arrested will be fully investigated and prosecuted. He, however, said the security situation in the state was calm, adding that security agencies were on ground to ensure a hitch free exercise, despite the few cases of ballot snatching and attacks by hoodlums. Meanwhile, the INEC collation centre in Owerri was still under lock and keys as at noon Sunday, as the various polling centres across the state are yet to submit the results from the various local government collation centres

Announce Rivers guber poll result now, PDP tells INEC Rejects suspension of election by INEC, asks Buhari to reflect on bloodletting State govt accuses army, police, INEC of subversion

Tunde Opalana, Abuja & Amaka Agbu, Port Harcourt

The Peoples Democratic Party (PDP) has charged the Independent National Electoral Commission (INEC) to end its manipulative schemes and immediately declare the result of the March 9, 2019 Rivers State governorship election. The party as well rejected the decision by INEC to suspend the electoral process in the state, after results have been collated. The PDP alerted that this is a premeditated plan by the APCled Federal Government to use the instrument of INEC and security agencies to truncate the wishes of the Rivers people as already delivered at the polling units. Kola Ologbondiyan, PDP National Publicity Secretary, in a statement said: “Our party contends that elections have been concluded in Rivers State; results of the Governorship and House of Assembly polls have been declared at the various polling units, wards and local government collation centres and all returning officers and political parties in the ballot conclusively have the figures. “It is therefore directly incumbent on INEC to declare the final results instead of deliberately creating openings for the subversion of the final process; a development, which

exposes the Commission’s complicity with the Buhari Presidency and the APC to enmesh the election into unnecessary crisis. “Our party cautions INEC to note that a lot of innocent Nigerians have already been killed by the APC in its desperation to forcefully take over Rivers State. The commission should therefore save the state from more bloodletting by immediately declaring the results”. The party called on President Muhammadu Buhari to reflect on the bloodlettings that have characterised this election, which many Nigerians believe, would have been averted if he had signed the Amendment to the Electoral Act. He said: “Mr. President should immediately call the security agencies (who have been annexed as departments of the APC) to end their siege to our electoral process. Any further delay is a recipe for escalation of crisis in our nation”. Meanwhile, as the results of Saturday’s election begin to trickle in, the Rivers State Government has cried out, alleging that the Nigerian Army, Police, and the Independent National Electoral Commission, INEC, have moved to subvert the will of Rivers people. Also, the Rivers State

Commissioner for Information and Communication, Emma Okah, addressing journalists on Sunday, claimed that the few results so far declared by INEC in which the Amaechibacked AAC was winning were concocted. The commissioner alleged that soldiers and SARS personnel stormed collation centres in the state and hijacked already collated results, accusing the security agents of working with APC leaders to mutilate the results to the advantage of a political party. He alleged: “They have stopped PDP agents from gaining entrance into the collation centre at Aba Road. Movement has been restricted and free access given to APC leaders. “Members of the PDP have been expelled from the Collation Centre. They want to deny the people of Rivers State their choice. Collated materials have been hijacked and some already announced results will suffer mutilation. If this continues, the will of Rivers people will be tainted.” The state government urged INEC to insist only on results from card readers, saying that any other action would be at variance with the votes cast by the people. He alleged that “the desperation to alter the results

As the results were being announced, members of some opposition parties in Abia and Inter Party Advisory Council, IPAC, tendered two separate petitions and called

on INEC National Chairman, Prof. M. Yakubu, to cancel the governorship and state assembly elections in the state. Reacting to his re - election, Governor Ikpeazu thanked Abians for the renewed confidence and mandate given him to serve for another term, assuring that his administration will witness greater development in all fronts. PDP tasks INEC to rescue situation Short News in South South, Oyo, Kano Tunde Opalana, Abuja The Peoples Democratic Party (PDP) has called on the Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu to quickly intervene in what is going on in the South South region before it turns into a full blown war zone. The election monitoring unit of the party after reviewing the activities of the military in the region and the blatant use of force on election officials, and party agents called on the INEC boss to quickly save the situation and avert the deterioration into war. According to a statement from the election monitoring unit, the military has hijacked all electoral functions from the statutory workers and taken over the collation of results which is now relocated in barracks where even the police could not access. The statement said that the ugly story is the same in other parts of the country, particularly in Oyo and Kano states where PDP is in a comfortable lead. “In Rivers state, the military has been so brutal and heartless as they harass and intimidate harmless electoral officers and party agents,” the party said.

The PDP added that the brigandage shows clearly the desperation and lack of conscience of the ruling party and warns that if not checked it could have far reaching consequences. “No matter what it takes, the will of the people must be restored otherwise

we can bid bye to democracy and peace in this country,” it stated. The party particularly called on the international community to note the illegal use of force by the military where civil security agencies like the police are totally edged out.

APGA wins 24 of 30 Anambra assembly seats John Ndu, Awka

The All Progressives Grand Alliance (APGA) has won 26 of the 30 seats in the Anambra state House of Assembly. The Peoples Democratic Party (PDP) won six of the seats, leaving the All Progressives Congress (APC) and other political parties in the state without any seat. Ngige and Uba lost their state constituencies to candidates of the APGA. The speaker of Anambra state House of Assembly, Rita Maduagwu, who is of the APGA however, in a surprise twist failed to win back her seat as she was defeated by the candidate of the PDP. Maduagwu had earlier lost the ticket of the party during the APGA primary elections, but the leaders of the party had

allegedly foisted her on the people as the candidate. Meanwhile, the vice presidential candidate of the PDP, Peter Obi delivered his state constituency to his party as Ebele Ejiofor, the party’s candidate was said to have been declared winner of the Anaocha 1 state constituency. The PDP also added Ogbaru I, Ogbaru II, Ekwusigo, Onitsha North 1 and Nnewi South 11 state constituencies to the assembly seats it won, while all the others were won by the APGA. Prior to the election, rumours had gone round that PDP was angling to win greater number of seats, in the hope to use the state assembly members to remove Governor Willie Obiano, who was widely acknowledged to have worked against the party during the presidential election. This forced Obiano to double up, leading to his holding a mega rally to urge for votes for candidates of the APGA, insisting that anything to the contrary would breed trouble in the state.

AAU management battles suspended ASUU chair over alleged sexual harrassment Titus Akhigbe, Benin

The management of Ambrose Alli University (AAU), Ekpoma in Edo state has vowed to take action on alleged sexual harassment of its student, Itohan Okhihie by the institution’s Academic Staff Union of Universities (ASUU) Chairman, Dr. Monday Igbafe. Spokesman for the university, Mr. Edward Aihevba, a deputy registrar who disclosed this to journalists, said preliminary investigation after the student cried out showed that the lecturer deliberately withheld the girl’s answer scripts for seven years. Aihevba explained that Igbafe’s action prevented the said student from graduating at the stipulated academic calendar of the varsity. The spokesman said the student reported the lecturer to the preceding university management in 2011 during which investigation was launched. He stated that the now suspended ASUU chairman had denied knowledge of the student’s script, adding that the said script was however found in his office after a diligent search. According to him, the script was thereafter used to compute the results of the girl, adding that “sexual harassment is despicable in our university system. And the report of the investigative panel is now before the senior staff disciplinary committee for appropriate recommendations.” Continuing, the university spokesman however, denied the witchhunt allegation by Igbafe, saying that “the ongoing projects in our campus are executed by the Tertiary Education Trust Fund (TETfund) and ASUU is represented in TETfund.” The suspended ASUU chairman however, disagrees declaring that “ask the vice chancellor, when did this issue of sexual harassment happen? The issue at stake is an attempt to cow me and the union and it has failed.” He alleged that the union members were being crucified by the Vice Chancellor, Prof. Ignacious Onimawo for questioning his illegal award of several contracts and undue promotion of friends and family members, including his wife without following due process.

He said that the number of votes cast was 24, 019 and that while 23, 384 votes were declared valid, 625 were rejected. Also, the Returning Officer for Makurdi South, Dr. Stella Saror, has declared Terwase Aondoakaa of the PDP winner, having polled 23, 295 votes. He defeated the APC candidate, Agber, who polled 17, 710 votes. She said that SDP garnered 643votes, ADC, 1, 409 votes, DA (11 votes); LP (633 votes); PRP, 4,755 votes; YPP, 323 votes; APGA, 100 votes and ANN, 94votes. According to her, there were 191, 840 registered voters with 53, 953 accredited and 51,138 valid votes. She also said that the total votes cast in the election stood at 53, 623 while 2, 484 votes were rejected. Benue state has 30 state constituencies and 23 local government areas.

PDP wins Ondo senatorial supplementary poll

The Independent National Electoral Commission (INEC) on Sunday declared Nicholas Tofowomo of the Peoples Democratic Party (PDP) winner of the Ondo South supplementary election. Tofowomo polled 81, 892 to defeat incumbent Sen. Yele Omogunwa of the All Progressives Congress (APC) who scored 55, 610 votes. The INEC Returning Officer for Ondo South, Prof. Kayode Onifade, declared Tofowomo winner of the election, having polled the highest number of votes. “Having satisfied the law by having the highest number of votes in a concluded election, I hereby declare Tofowomo of the PDP winner and he is hereby returned elected,’’ he said. The PDP candidate had earlier polled 79, 029 votes as against Omogunwa, who scored 51, 993 during the Feb. 23 National Assembly election. The INEC returning officer had declared the election inconclusive over various irregularities in 56 polling units, saying that the cancelled 28,047 votes were higher than the margin of 27,036 votes between Tofowomo and his closest rival.

Abiola Ajimobi: Mistake or mystique?

Festus Adedayo

The last two weeks must have been very challenging for the governor of Oyo State, Abiola Ajimobi. Assailed on all fronts due to the loss of his bid for the Oyo South senatorial district in the February election, the electoral loss became an opportunity for Ajimobi to be pummeled on all fronts by those who had nursed boundless grouses against him, especially in the last eight years of his administration of the state. The social media became the most fertile ground for his pummeling; real and concocted permutations of his political fate were traded on the go like they do at the security exchange market. Extrapolations were made from this to arrive at a worse fate which they projected could befall his party, the All Progressive Congress (APC) in the gubernatorial election held yesterday. Those who claimed to be in the know narrated details of an alleged order from Leader of the party, Asiwaju Bola Tinubu, banning him from afflicting the party with his alleged bad luck and maladministration of the last eight state. Having been opportune to work with Ajimobi, I should be able to offer a dispassionate assessment of the character of the man they call Constituted Authority, a man whom I worked closely with for about six years – about two years before his ascendancy into power and four years of his being the governor of Oyo State. I feel that my conscience will not acquit me if I don’t lend my voice to the debate on who exactly Ajimobi is. By the way, I apologize, dear reader that this piece will basically be ad hominien, dealing strictly with individuals, their character, rather than either issue or policy or even society in general. I am however of the opinion that it can be beneficial to society if we assimilate the general lessons to be learnt by plotting its graph from the specific to the general. By so doing, society can, by that very fact, draw one or two lessons therefrom. Leaders themselves cam tease out basic rules of engagement in administering men from messages the piece passes across. I met Ajimobi for the first time sometime around 2002. I worked for the Tribune during this time. Highly respected broadcaster and current CEO of Oyo State Broadcasting Corporation, Yanju Adegbite had approached me to interview him in his bid for the senate. He had just left the National Oil as Managing Director. Meeting Ajimobi at his Oluyole Estate, Ibadan home that afternoon, he struck me as a very purposeful character. He demonstrated robust elan and fantastic grasp of issues of leadership. You could not but be swept off your feet at the sight of this handsome man. I

penetrated the nooks and crannies of his heart like a purposeful cross-examiner will do; from his father, the late Ganiyu Ajimobi, his time in the oil industry, stint with Mike Adenuga, his vision for the state and his leader, Late Lam Adesina. Like a typical Ibadan man, he was an extrovert and garnished every of his words with the Dauda Epo Akara-kind anecdotes. I left with very impressionable view of his character. As I made to leave for my office at Imalefalafia, Ajimobi saw me off to the gate of his house. Till today, Adegbite never tires to regale me with the story of a fat gift extended to me that I declined that day. I, perhaps was too swept off my feet to bother about rewards. Fate was to bring us together again in late 2009. A reader of my column in the defunct National Life newspaper had called the line affixed to the page. I took particular dislike to his calling, rather than texting as demanded by the columnist. Calmly apologizing, he wanted me to be part of a strategy team being put together by a gubernatorial candidate of the then Action Congress of Nigeria (ACN). I wasn’t hesitant to decline. He entreated and I caved in. It later turned out that the candidate was Ajimobi. This particular Sunday afternoon, I was again at Ajimobi’s house, after about seven years. He hadn’t changed much, still youthful in carriage. We sat in a place that served as his car port which was also a thoroughfare into the house and analyzed Nigeria and Oyo politics. He struck me as cerebral. Conversely, Ajimobi was apparently fascinated by my grasp of issues, especially my reportorial instinct. From then, our paths were wedged together, until 2015. I really do not want to discredit those who saw/see Ajimobi’s persona in the negative. They are entitled to their dislike of him. I am also not saying he doesn’t possess those traits. Like every other human being, Ajimobi has scores of foibles. I am only by this piece saying that he is like the dual face of the proverbial Yoruba gangan drum where what you perceive of it is restrictive to your perception. For instance, Ajimobi possesses stubbornness for whatever he believes in and cares less whatever the rest of the world thinks about. After the media strategizing for his 2011 election, a welter of antagonism stood against my appointment into his cabinet. My antagonists all found comfortable anchor in the former governor of Oyo State, Alhaji Lam Adesina who, rightly so too, couldn’t stand my person. I was a major thorn in his government’s flesh. One day, Great Lam summoned the newly elected governor to his Felele, Ibadan home and asked him

who would head his media. When Ajimobi mentioned my name, Great Lam, as our Yoruba people say, literally spurted saliva in the air and said this was impossible. Stubbornly, Ajimobi stood his ground. For four years in his cabinet, Ajimobi demonstrated uncommon leadership. His first cabinet was an array of dedicated professionals who loved him to the core. Less than ten per cent of them are there now. Those were people who could look him in the face and told him hurting truth. Those were men of grits and valour. Don’t get me wrong: during same period, Ajimobi exhibited some attitudes that would make you want to snigger at him. I can speak boldly for the four years I was a member of his cabinet. He was dedicated to the course of Oyo State. I nearly bailed out of his administration in the first one year as the rigor was awesome. He left office most times about 1am, worked till about 4am at home and we literally had to go drag him off bed by 9am, preparatory to, most times 10am schedules. As his media adviser, he gave me unqualified access and never staffed my office. He also gave me free hand. Many of the press releases I issued, he read them just like every other person the second day upon becoming public knowledge. I could walk up to his bedroom and I made bold to say, I was never part of the fawners who told him what he needed to hear. I will give just two examples. A Tribune reporter had just been assaulted by an Operation Burst team of soldiers and my phone was buzzing with calls from all over the world. I walked up the governor’s office but his ADC said I couldn’t see him as he was in a meeting. “Let him say he doesn’t want to see me,” I blurted out as I approached his door. Ajimobi opened it instantly. He was surrounded by – I forget now – who had come to meet him. “What’s the problem? I know you come here only when there is a problem,” Ajimobi had said. I replied in the affirmative and told him the problem. I had hardly relayed the issue at stake to him when the fawners around him said there was no big deal that soldiers beat up a journalist. I diffidently told them that there was a big deal. Ajimobi then told me to go and do the needful but not to hurt the soldiers who were helping us to restore peace in the state. The second was when Ajimobi was persuaded by some government appointees to rise against two media houses in Ibadan. At meetings, in private, I told the governor that we would be roasted if we did that. Grovelers who apparently pushed him to this cliff insisted that he needed to show his brawns. One day,

I arranged for the governor to visit one of the media houses. The accolades he received from the staff and its almost-century-old proprietor – now late – was so huge that when we later arrived the governor’s Oluyole Estate home, he hopped out of his car and came straight to me. “I must thank you for standing out. While everyone else said we should fight these people, you insisted we shouldn’t and today, we are reaping the dividends. Thank you so much,” Ajimobi had said. My head swelled by a centimeter, I must confess. So why would you as an aide not want to bite the bullets for such a boss who goes off the handle periodically but returns each time he finds the truth, to apologize to a small aide like me? After about three years of not seeing him, I met my ex-boss last August. He was pleased to see me. As usual, I told him where he hit his leg against the stone in our relationship and where he had been an excellent boss. He apologized to me for his wrongs and I did too for my infractions towards him. If you ask me, I will say that I suspect that the bane of Ajimobi’s persona, especially during his second term, is that he reads too much of and seeks to practice the tenets of Robert Greene’s Forty-eight laws of power. Greene’s, you will recall, is purely Machiavellian, moulding rulers who have few pints of blood running in their veins. Whenever Ajimobi acts according to the precepts of this book, he is a Machiavellian and not Jean Paul Sartre’s humanist that I saw in him while serving under him. He benefitted thousands of people in his eight years in office but unfortunately, a major character flaw in him turns this array of beneficiaries against him as soon as he acquires them. In Ajimobi is a brilliant, perceptive and articulate leader, the type that any society needs. No one, not even his most bitter critic, would doubt Ajimobi’s patriotism and commitment to the development of Oyo State. He has done more roads than any government in the recent history of that state. More importantly, he enthroned and sustained peace in the state infamously described as a garrison at the height of its security infamy. Like every leader, Ajimobi has his own character flaws. Strong are however these flaws that they dwarf a myriad of good traits in him. No matter his flaws, Ajimobi has greatly transformed Oyo State. He however left myriad other areas that need tackling. Whoever is announced as governor will need to take Oyo a notch higher than Ajimobi will be leaving it in May.

That we may win our nation

Sufuyan Ojeifo

Pending a Supreme Court verdict in the presidential election petition filed by the Peoples Democratic Party (PDP) candidate, Alhaji Atiku Abubakar, the victory of President Muhammadu Buhari remains provisional – or at best tentative. Both are potential winner and loser. The pendulum of legal victory could swing either way. Beyond the subsisting electoral umpire’s declaration, whoever receives the Supreme Court’s approbation is the president in the eyes of the law. But for the existence of the court and related constitutional provisions in the resolution of electoral conflict, the election would have been decisively won without recourse to legal redress. It would then also have not mattered whether the victory was achieved by hook or by crook. The aggrieved parties would have, in the vortex of disapproval, resorted to self-help to reclaim perceived stolen mandate. Then, there is no assurance the process would not lead to the loss of our nation, her shared values and recognized heterogeneity. As it is, Buhari is a custodian of a questionable mandate. Atiku, on his part, is a pretender to a supposed stolen mandate. Remarkably, both the custodian and the pretender are exercising their liberty as constitutionally circumscribed within the milieu of a peaceful Nigerian nation. That is most significant within the context of the elections that seek to vest mandates in political leaderships. In any case, through the court, electoral process will be proved to be conclusive. Elections will be lost – and conversely won by many. While negative emotions could flow from losses in the elections, they should not be extended to the structure of our corporate existence as a nation. Nothing untoward should be done to lose our nation. The philosophy of winning our nation has always been at the heart of overriding national interest. That perhaps

explains the reason no incumbent president whose victory at the poll was challenged at the court had ever been defeated. The officers in the temple of justice, especially at the Supreme Court, have so far been in pari materia with this philosophy. In the 2007 massively-rigged presidential election, a fact attested to by the beneficiary of the flawed process, the late President Umaru Yar’Adua, and which culminated in the electoral reform superintended by former Chief Justice of Nigeria, Muhammad Uwais, the Supreme Court had, in its ruling on Buhari’s petititon in the face of the glaring irregularities, preserved national interest in its 4 to 3 split verdict in favour of Yar’Adua. It could be recalled that Buhari got the minority (dissenting) judgment of Justices G.A Oguntade, Aloma Muktar and Walter Onnoghen. The majority judgment kept Yar’Adua in office and that enabled him to initiate and pursue obligatory electoral reforms. Buhari’s loss in 2007 as it happened in 2003 did not culminate in the loss of our nation. He also lost in 2011 and once more, we won our nation. In 2015, defeated incumbent President, Goodluck Jonathan, did not bother to legally challenge the election won by Buhari. Both the election and our nation were quickly won. Today, Alhaji Atiku Abubakar, the defeated presidential candidate of the opposition PDP had already filed his petition at the Presidential Election Petition Tribunal, challenging Buhari’s victory in the February 23 poll. Certainly, the fate of the nation lies in the hands of the Supreme Court, the final appellate destination in the matter of presidential election petitions. Whereas, great hope had always been reposed in the Supreme Court to act in the national interest, recent seemingly calculated attack on the Judiciary in which the morality of the head of that arm of the government, Onnoghen, had been called to question, has insinuated the executive

arm into a premeditated plot to intimidate, demonise and demoralize the bench, perhaps in the prosecution of its overall plot to secure the position of president by all means. The pertinent question the scenario raises is: to what degree can the panel of the Supreme Court justices that sits on the presidential election petition on appeal before it ensure fairness conterminously with national interest? Without prejudice to the character and integrity of members of the panel that will be carefully considered and appointed by whoever is the Chief Justice of Nigeria at the point in time, fairness of the matter and preservation of national interest will offer the ultimate challenge to their capacity and conscience to deliver justice in the matter. But while it is expected that the Supreme Court will not pander to partisan frenzy and end up succumbing to the pressure of judicial activism by being unnecessarily revolutionary in its verdict, it is not out of place for the popular sentiments and proclivities of Nigerians, correctly weighed on the scale of national consensus, to be considered in the administration of justice since the issue at stake is about the mandate of the people freely given at the poll. Since the credibility of the Independent National Electoral Commission (INEC), under Professor Mahmood Yakubu, has been essentially impeached by widespread whispered and overt rejection of the outcomes of the presidential and National Assembly polls, the courts are expected to step in as the last hope of the people in quest for justice. Justice is the essential balm that soothes frayed nerves. The most celebrated English judge of the 20th Century, Lord Alfred Thompson Denning, Master of the Rolls, once said: “If justice were to have a voice, she would speak as the English judge.” The compelling insight of Lord Denning speaks volumes about the

characteristic impeccability and infallibility of justice as delivered from the English bench. The English judges deliver justice in its pristine form. The temple of justice is not defiled on the basis of primordial considerations and negotiated ratio decidendi. Over the years, the Nigerian judiciary has been plagued with reported cases of corruption. The Supreme Court has been the last bastion of hope in its real sense. Although, it may not be a perfect temple of justice, it has always kindled and rekindled hope in moments of countrywide doubts. The Atiku petition has thus provided another challenge to the Supreme Court to intervene in a very utilitarian and just manner in a great moment of national anxiety. It should not matter who the CJN is or who the members of the appeal panel are. It should not matter who appointed the CJN or the social affiliations or associations of panel members. What should matter is the national interest. What should matter is justice of the matter as reinforced by the position of the laws anchored on the body of facts or evidence that is proved beyond reasonable doubt. What should matter is the Supreme Court deploying the magnitude of its capacity as a force of social engineering for stability of and peace in the polity. What should matter is about us winning our nation and not about massaging the ego of or promoting the sense of entitlement of Buhari and Atiku to the presidential mandate. Over all, what should be central in the court’s considerations is the theme of national interest – that the interest of Nigeria is greater than both the person interests and essential motivations of Buhari and Atiku, and their political preferences. Once we relate with the contending issues and personalities with our eyes on the national interest, no matter the eventual verdict by the Supreme Court, we will accept it and, by so doing, win our nation. Truth!

Editorial Commentary Buhari, Ndigbo and inclusiveness Times Guest Columnist Tony Nezianya

PRESIDENT Muhammadu Buhari’s victory speech of Wednesday, February 27 was that of a statesman. It could not have been better. Perhaps the most memorable line is his pledge to run an inclusive government. The victory statement is in sharp contrast to the one credited to him in 2015 when he was quoted as saying while on a visit to the United States that the people who gave him 5% of their votes could not be expected to benefit from his administration as much as those who cast 95% of theirs for him. The Igbo people, who may number up to 40 million, complain of not being included enough in the national scheme of things under Buhari’s leadership, probably because they gave him only 5% of their votes in 2015. Of all three major ethnic groups, the Igbo people are the only one without a member in the National Security Council. None of them is heading any security or intelligence organization. The complaint of neglect may be countered by those who argue that the Buhari administration has engaged in far more concrete development of the Southeast than, say, the Goodluck Jonathan government which preceded it. For instance, whereas Federal Government roads in the Southeast were in a big mess for the six years Dr Jonathan was in office, many of the roads today have today been rehabilitated or are undergoing reconstruction. The critical Enugu-Port Harcourt Highway is an example. The Buhari administration has also pursued the building of the strategic Second Niger Bridge connecting Onitsha in Anambra State and Asaba, Delta State, with greater commitment than any administration in our national history. It has paid Julius Berger, Nigeria’s biggest construction firm, N30billion for the project. According to the company’s chief executive, the foundation will be completed in June. Also important is that the Buhari administration has completed the Zik Mausoleum in Onitsha, Anambra State. The mausoleum for Dr Nnamdi Azikiwe, who led Nigeria to independence in 1960, was begun 23 years ago by the Sani Abacha regime but none of the governments which followed took it seriously until President Buhari assumed leadership. Not even Dr Jonathan, who was named Azikiwe at birth in admiration of Nigeria’s first president, did anything tangible about the mausoleum. President Buhari’s concrete development efforts in the Southeast may account for why the number of votes cast for him rose from a mere 198, 28 in 2015 to 403,242 in 2019, an increase of over 200%. Still, Buhari has so far not been able to endear himself to the Igbo as much as he would have liked. He would have loved to win outright in at least one Southeastern state in the recent presidential election. Buhari once asked rhetorically: what do the Igbo want? Questions like this one obviously overlook a key aspect of human existence: a human being or group of persons is made up of not the material part but also the psychological part. As the scripture says, man cannot live by bread alone. To illustrate the point about the primacy of the psychological part of human being in society, we can cite an example with East Germany when it was under the communists. By the 1980s, the people had high living standards, almost comparable to what obtained in the Western world. Yet, they were enthusiastic to join the revolution sweeping East and Central Europe in 1989. The East Germans overthrew the communist dictatorship and ushered in democracy. Why were they willing to discard a

system which guaranteed them free education, free healthcare and employment in favour of one which could deny them all these necessities? They wanted to be like their cousins across the border, in West Germany. They had for decades been watching how their cousins were choosing their leaders during elections. And they wanted to be like them, that is, to have the freedom to choose those they wanted to lead them and the power to remove those they didn’t want as leaders any more. They wanted their dignity to be recognized as citizens with fundamental rights, and not mere subjects to be used at will by the old men in the communist apparatchik. In other words, life is far more than bread and butter. As Governor Willie Obiano of Anambra State has argued, the Igbo would like to see at least one of their own number head a security or intelligence organization under President Buhari, like other ethnic groups. Under President Olusegun Obasanjo, Mr Uche Okeke headed the National Intelligence Agency (NIA). Under President Umaru Yar’Adua, Mr Ogbonnaya Onovo was appointed the Inspector General of Police. Under Dr Jonathan, Gen Azubuike Ihejirika became the Chief of the Army Staff. Even under the Abacha regime, Admiral Alison Madueke was made the Chief of the Naval Staff. They all did well. As Chief Obiano has recalled, Governor Kashim Shettima of Borno State has gone out of his way to publicly commend Igbo security chiefs who have worked in his state for outstanding performance. The gallant men include General Nicholas Rogers from Imo State who commanded Operation Lafiya Dole fighting Boko Haram in the Northeast, and Damian Chukwu, who has been serving as the Commissioner of Police in Borno State for years. It is also interesting that another Igboman, Celestine Okoye, has been appointed the police commissioner for Zamfara, another state deeply challenged by insecurity. Gov Obiano has noted that the appointment of people from the Southeast into key positions in the more inclusive administration which President Buhari has pledged in his second term will make for national unity and cohesion. Peace, says the governor, is not the absence of war but the presence of justice which is manifest to all and sundry. Obiano is one Southeast leader who has the record, courage and diplomatic skills to persuade President Buhari to do more for the Southeast. He hosted the eminently successful Igbo Summit on Restructuring last May without ruffling federal feathers at a time his Southeastern colleagues were afraid even to attend. He held a mass funeral in Awka for all the Easterners who died during the Biafran War but were not accorded proper funeral. He quietly got President Buhari to remove from the Southeast hardened Boko Haram terrorists who were brought to the Ekwulobia Prison. They had to go because their presence was causing profound anxiety in the entire region. Obiano’s policy of constructive engagement, which sees him enjoy a good relationship with members of different political parties at both the national and local levels and thus contributes significantly to Anambra becoming the most peaceful and socially harmonious state in Nigeria, shows substantial diplomatic skills. Obiano can lead the effort to get more for the Igbo from President Buhari who will run a more inclusive government in his second tenure.

OUR POSITION Expectations as Election Petition Tribunals begin work

W

ith the conclusion of the 2019 General Election last Saturday, no doubt attention will now shift to the Election Petitions tribunals as candidates who feel cheated will besiege the tribunals seeking redress. Recall that the judiciary had in January, about a month before the Presidential and National Assembly elections were held on Saturday, February 23, 2019, sworn-in members of the Presidential Election Petition Tribunal and National Assembly Election Tribunal. Equally inaugurated by the Acting Chief Justice of Nigeria (CJN), Justice Tanko Muhammad, was the State Governorship and House of Assembly Election Petitions Tribunals for the states where election is scheduled to hold on March 9, 2019. These were done in clear compliance with the Constitution of Federal Republic of Nigeria, 1999 (Fourth Alteration, No. 21) Act, 2017. The sole function of the tribunals is to receive and determine petitions from aggrieved candidates and political parties that are dissatisfied with the activities of the elections umpire, Independent National Electoral Commission (INEC), its results, processes and procedures. The public expect members of the various tribunals to exhibit the highest sense of responsibility and to do justice to all manners of petitions brought before them. Again, the public expects the tribunals to hear the petitions and determine them in accordance with the extant laws in the constitution of Federal Republic of Nigeria, 1999 (Fourth Alteration, No. 21) Act, 2017. Specifically, it provides that where a preliminary objection or any other interlocutory issue touching on the jurisdiction of the tribunal or court in any pre-election matter or on the competence of the petition itself is raised by a party, the tribunal or court shall suspend its ruling and deliver it at the stage of final judgment”. A court in every pre-election matter shall deliver its judgment in writing within 180 days from the date of filing of the suit. An appeal from a decision in a preelection matter shall be filed within 14

days from the date of delivery of the judgment appealed against. An appeal from a decision of a court in a pre-election matter shall be heard and disposed of within 60 days from the date of filing of the appeal. Therefore, what is expected of the members of tribunals in the face of the violence and breaches of the Electoral Act that trailed the February 23 election and perhaps that which may trail the March 9 polls is justice and fairness. More than the members of the tribunals have ever exhibited at their various Courts, the public expect them to be above board as they take on the job. They must stick to the rules, ensure diligent adjudication and resist being manipulated or influenced by external forces. Above all, the public look up to them to deliver justice at the end of the day. We acknowledged that members of these tribunals have a very difficult task ahead, therefore, we plead with other courts that do not have jurisdiction on post-election matters, not to compound the tribunals’ job or ridicule the Judiciary.

Police in Enugu confirms death of APC supporter Short News Moses Oyediran, Enugu The Enugu state Police Command has dismissed the reports an election observer was shot dead on Saturday at the country home of the governorship candidate of the All Progressive Congress (APC), Senator Ayogu Eze, during the gubernatorial and state assembly polls, disclosing that the victim was a supporter of the APC candidate. Police Public Relations Officer in the state, Ebere Amarizu, who confirmed the death of the 30 – years - old man, whose name was given as Onuoha Sunday Odoh, said the command has commenced full scale investigation through its operatives into the alleged shooting and death of the deceased. Daily Times correspondent gathered that the victim, who hails from Igogoro, in Igboeze North local Government Area of the state, is the younger brother to the APC House of Assembly candidate in Igboeze North Council Area of the state, Mr. Okwy Odoh. “The victim is not an observer but a supporter to the candidate. The circumstance surrounding the incident is being investigated as the deceased body has been deposited at the mortuary,” the police spokesman said. Our correspondent, who monitored the election in the locality, learnt that the deceased was allegedly killed by a stray bullet from a police man’s riffle who was trying to control a fracas that broke out between the overwhelming supporters of Senator Eze and some election observers who came to his residence at Umuida, his village. Meanwhile, the observers have giving detailed accounts of their ordeal at the residence of Senator Eze. The observers say they had paid a visit to verify his alleged

boycott of the election. The observers, who introduced themselves as members of Global Policy Advocate and Leadership Initiative said they narrowly escaped death during the unfortunate attack on them, despite all the efforts they made to identify themselves before the angry supporters of Senator Eze, numbering over 700. Speaking to journalists shortly after they were rescued by the police and brought to Enugu from Enugu-Ezike, where the ensuing fracas occurred, the group thanked God for sparing their lives. Leader of the team, Amaka Offor, fainted few meters away from the police command headquarters, immediately they were granted bail. Another team member, Mr. Frank Ohazulike, said but for the prompt response of security operatives, they would have either been lynched or burnt alive. Ohazulike, who gave graphic details of the incident, further stated that it was cruel for anyone to have claimed that they were Peoples Democratic Party (PDP) thugs, reiterating that “we’re independent domestic observers, a team from Global Policy Advocate and Leadership Initiative. “This is an organization accredited by the INEC. We’re the 50th group that was accredited to monitor this elections, hence we came down here to Enugu to monitor this process. “We came here and in the process of going for electoral observation, our car broke down. We then looked for an alternative means to move around. Luckily for us, we approached a friend that works at the Government House and he obliged to give us a bus so we could use it to move around. “At a point, we got a call that Senator Ayogu

Eze, the APC guber candidate had allegedly boycotted the election. So, we decided to visit his home at Umuida in Enugu Ezike in order to get our facts and figures right so that we would be able to ascertain the correct information to give to the outside world when writing our report. “When we got to Senator Ayogu Eze’s residence, we requested to see him. We also met some media people there while other observers were coming out from the place. We requested to know if it was indeed, true as it was being alleged that he had threatened to boycott the exercise. Some people alleged that it was because of the removal of his name from INEC list whereas others claimed that they knew that the PDP would compromise the processes. They told us that he was busy inside and would not come out. “As we were driving out of his compound, one man accosted us and asked us where we were coming out from and our mission there. We explained to him and even showed him our identity cards. The man got enraged and asked us why would you people come to this place in a vehicle with a government number plate? We explained that we had an issue on the road and we had to get an assistance in that emergency situation. “We told him that we didn’t see that as a problem because even when the president visits non-PDP states, they give the entourage vehicles to move around. We explained to him that in the spirit of oneness, we can always get help to make sure that the electoral process is observed. “Immediately, the man beckoned on all the thugs within the compound; they were more than 700 and they rushed to our vehicle, smashed the windscreens and other glasses in the vehicle.

The Traditional Ruler of Umueri Kingdom in Anambra East Local Government Area of Anambra State, HRM Igwe Sir Ben Izuchukwu Emeka, has attributed the reelection of President MUhammadu Buhari in the just concluded presidential election as responsible for the low turn out of voters in some areas in Anambra State during the Saturday House of Assembly election. According to him, the poor turnout in the exercise was as a result of the February 23 presidential and National Assembly election that favoured the APC candidate, President Buhari, which would have been in favour of

the PDP candidate, Alahaji Atiku Abubakar and his running mate, Mr. Peter Obi, who happens to be the son of the soil. “So a lot of voters, especially in this part of the country, expected PDP to have been declared winner in that election,” he explained. Igwe Emeka, who cast his vote at about 11 am on Saturday, urged the people to come out in the remaining hours. Giving his royal blessings to the polls, he urged the electorate to eschew violence but vote according to their conscience to elect the right persons into public offices.

Parties should not tear Ndigbo apart, says Beatrice Ekwueme

Wife of a former VicePresident of Nigeria, Dame Beatrice Ekwueme, has urged Ndigbo not to allow their different political parties to divide them. Dame Ekwueme made the call during her school’s 5th Biennial Inter House Sports Competition at the Federal Polytechnic Sports Centre, Oko. Mrs. Ekwueme noted that Northerners and South Westerners place their origin above belonging to political parties, stressing that Ndigbo should think toward similar direction. ``First and foremost, a Yoruba knows that he is a Yoruba before being a member of a political party. ``A Hausa indigene knows that he is Hausa before being a member of a political party. Ndigbo, let us think and never allow party politics to tear us apart,’’ she stated. NCC frowns at proliferation of substandard mobile phones, others in Nigeria Ladosope Ladelokun The Nigerian Communications Commission (NCC) on Sunday frowned at the continued importation and marketing of substandard Information and Communication Technology (ICT) devices in the country. The Commission said on Sunday in a statement in Abuja with approved phone list available on its website there was no reason Nigerians will continue to use substandard mobile devices in the country. NCC’s Director of Public Affairs, Nnamadi Nwokike, said the Commission will commence the enforcement of its regulations against the continuous proliferation of substandard mobile phones and devices in the country. The NCC announced this at a “Sensitisation Programme on the Hazardous Effects of Non-type Approved Handsets and Impact on Quality of Service and E-waste” at Paiko, Niger State. The Commission, in collaboration with the Office of the National Security Adviser (ONSA) and other government agencies, recently inaugurated two committees to design modalities towards curbing the proliferation of substandard handsets in the country. Also, the Commission has developed regulations on electronic waste (e-waste) as another regulatory instrument aimed at providing a regulatory framework for the management and control of e-waste in the telecommunications industry, in line with Section 132 of the NCA, 2003’. Mr Nwokije said the NCC was empowered by the Nigerian Communications Act, 2003, Section 132, to establish and enforce standards for all telecommunications equipment in operation in the country to ensure they operated seamlessly and safely within the Nigerian telecommunications environment. He said all equipment manufacturers, vendors and operators, including customer devices, such as mobile phones and wireless adapters, must ensure their equipment conformed to the applicable standards as mandated by the Commission before bringing them into Nigeria. The director advised telecom consumers against patronage and usage of counterfeit handsets and other substandard mobile devices to avoid dangerous consequences. The Executive Vice Chairman of NCC, Umar Danbatta, told participants the semsitization programme was part of the commission’s deliberate move to educate and create awareness on the hazardous health effects and negative economic implications of the patronage of fake handsets. Mr Danbatta said the programme was also to educate participants on the negative effect of also using other Information and Communication Technology (ICT) devices in the country. He was represented by the Director, Zonal Operations Department at NCC, Amina Shehu, who stressed the need to use type-approved handsets only. Mrs Shehu said the benefits of using such equipment include better quality of service (QoS), network integrity and safety of the end-users. She said the menace of counterfeit and substandard handsets has assumed a global dimension, which require a lot of education of consumers and the collaboration with other government agencies to address it. The director also enjoined telecoms consumers to check the Commission’s official website to find the list of type-approved phones they can make choices of handsets to purchase. “Cases of influx and patronage of counterfeit handsets are more rampant in developing countries, such as Nigeria where importers bring in substandard phones. Without recourse to regulatory type-approval process aimed at certifying such devices as fit for the market,” she said. Mrs Shehu said the NCC was also responsible for ensuring consumers enjoyed their investment in the telecommunications industry.

Ex-Nigeria Airways workers appeal for 50% balance of retirement benefits Chukwuemeke Iwelunmo President Mohammadu Buhari has been urged to expedite action on the release of the remaining 50% balance of the retirement benefits of the former staff of the liquidated Nigeria Airways. The appeal was made in Lagos on behalf of the retirees by their spokesman, Engineer Lookman Animashaun, while congratulating the President on his success during the recently conducted election in which he

secured re-election for another four-year tenure. Engineer Animashaun and thousands of ex-staff of the defunct national carrier had before the presidential poll of February,23,2019 staged a rally in support of the re-election President Buhari. He noted that the retirees were extremely happy that God answered their prayers during the polls by ensuring that the President secured a fresh 4-year mandate and prayed President Buhari to be magnanimous in victory and remained focus on his agenda

in repositioning the country socially and economically devoid of massive corruption of the past administration. He, however, reminded the president of his promise last year when he assured that the balance of the remaining 50 per cent would be paid six months after the first payment, pointing out that the six months would lapse by the end of this month (March 2019). It would be recalled that their entitlements were left unpaid by previous administrations for 15 years after the liquidation of Nigeria Airways in 2004

by the administration of Chief Olusegun Obasanjo by fiat. When he (Obasanjo) left office and Mr Goodluck Jonathan, as President, his administration did nothing to assuage the sufferings of the retirees while many of them died or fell sick due to lack of money to get medical treatment while waiting to be paid, until last years when President Buhari approved and caused to be released N45 billion for the settlement of 50 per cent of their entitlement with a promise to pay the balance six months after.

Group alleges irregularities, demands cancellation of Southern Taraba results Stories by Patrick Okohue The Coalition for Clean Polls (CCP) has rejected the conduct of the governorship and State House of Assembly elections in Southern parts of Taraba State due to what it called massive irregularities and intimidation of voters. The group said widespread cases of ballot box snatching and stuffing characterised the elections in Donga, Wukari, Takum and Ussa Local Governments, adding that large-scale violence was unleashed on voters and INEC officials. CCP’s State Coordinator, Daniel Onche, in a statement, pointed out that the Independent National Electoral Commission (INEC) must remain unbiased by cancelling elections in all the polling units where Card Readers were not used. “The INEC Electoral Officer for Takum Local Government was seen and

captured moving from polling units to polling units dropping already thumb printed ballot papers and hundreds of PVCs to Presiding Officers during the election. “Also INEC ad-hoc staff in Sale Vyenku PU008, Hospital Ward in Wukari Local Government were beaten and molested by thugs loyal to the PDP who forced them to hand over election materials to identified PDP chieftains.” The group alleged that a member of the Taraba State House of Assembly representing Donga, also led thugs to polling units in Dogo, Tongov, and Anannun in Asibiti Ward to seize ballot boxes and load them with already thumb printed ballot papers. “There was massive multiple accreditation in connivance with Presiding Officers who accredited hundreds of PVC by proxy and issued ballot papers to thugs who thumb printed for the PDP in PU 007 Tikari Ward, Takum Local Government, also some PDP thugs instigated the capsizing

of a boat conveying election results from Dampar Ward in Ibi Local Government,” they further allege. Adding that, “One of the ingredients of democracy is popular participation, but yesterday, we saw the tyranny of the PDP and Governor Darius Ishaku, who unleashed terror on the majority voters in the Southern Zone of Taraba State, thereby scaring them away from the voting points and denying them the rights to exercise their franchise. “More examples abound in Ussa, Takum Local Governments among others, where ballot box snatching and stuffing with already thumb-printed fake ballots were the order of the day. These cases must not go unchecked and we call on the concerned authorities to ensure justice is done to all and sundry. “We therefore call on INEC to cancel the irregularities-marred exercises in the Southern Zone and reschedule another one for the law abiding people of the affected areas. This, we believe is justice and in fairness to all,” Onche added.

Ayogu Eze explains Abia: APC, APGA, AP petition INEC boss, why he boycotted governorship Yakubu over alleged irregularities election in Enugu The All Progressives Congress (APC), All Progressives Grand Alliance (APGA), the Accord Party (AP), and the InterParty Advisory Council (IPAC) in Abia State, have petitioned the Independent National Electoral Commission (INEC) on the conduct of Saturday’s governorship and House of Assembly elections held in the state. The parties alleged that the ruling Peoples Democratic Party (PDP) in the state, in connivance with the Independent National Electoral Commission (INEC), in Abia wrote the election results, which according to them, were not in tandem with card readers. In the petition was signed by Hon. Acho Obioma (APC), Sir Uzor Nwaoha (APGA) and ND Ubah (AP), the parties demanded total cancellation of the March 9 gubernatorial and House of Assembly election held in the state, requesting INEC to reschedule the elections for a subsequent date to ensure credibility. The petition reads in part, “With respect sir, we the under signed political parties want to bring to your attention the facts that there was no elections in Abia State. And that the purported elections as being collated by the INEC and PDP were done in total disregard and violations of the 2019 electoral guidelines and electoral act. We hereby state as follows.

Yakubu

“That the election was neither free and fair nor credible as brutal force were deployed throughout the state by PDP using the Army and the police. “That collation were not done at ward collation centres and our agents were chased out upon enquiries. PDP and INEC in connivance have moved the ward collation centres to

the LGA collation centre were results were written , which result were not in tandem with card readers. “We demand total cancellation of the elections and request that elections be rescheduled in subsequent date to be supervised by INEC headquarters to ensure credibility and transparency,” the petitioners said.

The governorship candidate of the All Progressives Congress (APC) in Enugu State, Senator Ayogu Eze, has explained he boycotted the governorship election. Eze said he could not participate in the exercise after the Independent National Electoral Commission (INEC) failed to publish his name in the final list of candidates. This happened even as villagers laid siege to his house in Umuida, Igbo-Eze North Local Government Area, demanding that the election be called off. Addressing the aggrieved villagers, Eze said INEC shut him out of the exercise despite a valid court order. He said: “We are protesting the delisting of my name. You can see angry voters, who are protesting that INEC did not treat their candidate fairly. They are holding me hostage here. My name was delisted few days to election and INEC was unable to put it back, almost 48 hours after being ordered to do so by a competent court of law. “They are protesting because they believe their candidate is being excluded and there is no level playing field. They believe INEC’s duty is to create a level

playing field for all contestants…” Meanwhile, a coalition of Independent National Electoral Commission (INEC) accredited foreign and local observers, and notable leaders in Enugu State have commended the successful conduct of the elections in the state, describing the exercise as “peaceful, free and fair.” This came as results trickling in from polling units across the state indicated that the state governor and governorship candidate of the Peoples Democratic Party (PDP), Rt. Hon. Ifeanyi Ugwuanyi and House of Assembly candidates were coasting to victory, as the party led with wide margins. Speaking on behalf of the observers, a foreign observer from Nigerians in Diaspora Organisation (NIDO), Rotarian Titus A. Alagba, said the election was in conformity with INEC rules and regulations. Also, the President-General of Ohanaeze Ndigbo, Chief Nnia Nwodo, who voted at his polling unit in Ukehe Ward I, said the election “was very peaceful, very orderly and typified the peaceful character of our state.” The former governor of old Anambra State and PDP chieftain, Senator Jim Nwobodo also said the exercise “has been peaceful”.

How CBN mopped-up N808.96bn, injected AMCON makes case for more women in $269.92m, CNY31.34m into FX market Investors’ profit-taking down equities market by N41bn in five days financial services Motolani Oseni, Lagos

As part of efforts to mop up excess liquidity in the system, the Central Bank of Nigeria (CBN) last week increased the spate of its Open Market Operation (OMO), selling a total of N808.96 billion over four auctions. Also, in its periodic intervention in the inter-bank segment of the foreign exchange markets, on Friday, March 8, 2019, the apex bank injected the sums of $269.92 million and CNY 31.34 million in the Retail Secondary Market Intervention Sales (SMIS) of the Foreign Exchange market. It is worthy of note that the overnight lending rate moderated by 733 basis w/w to close at 10.08per cent, amidst inflows from matured OMO bills (N228.95 billion); FAAC disbursements to state and local governments (c. NGN340 billion); Paris Club refunds (undisclosed), and Investors &Exporters window foreign exchange purchases by the CBN, all of which supported system liquidity during the week. Commenting on this development, analysts at Cordros Capital said inflows from matured OMO bills this week (N212.73 billion) and bond coupon (N51.20 billion) will bolster system liquidity. However, liquidity mopup and foreign exchange intervention by the CBN are likely to exert upward pressure on the overnight lending rate. On the bond market, proceedings were similarly bearish, following a slowdown in demand from foreign investors and profit taking by local players. As a result, average yield widened by 30 basis points w/w to close at 14.24per cent. Sell pressure was spread across the short (+43 basis points), mid

(+20 basis points), and long (+27 basis points) segments, with the respective yield on the JUN-2019 (+134 basis points), FEB-2028 (+45 basis points), and APR-2037 (+41 basis points) bonds, respectively. The DMO issued a revised issuance calendar for Q1-19, indicating, a reduction in the offering of the FEB-2028 (10year) bond, from a range of N45-N50 billion to NGN15-N25 billion, as the bond, which has an outstanding value of N693.69 billion, is likely to be phased out this month. The MAR-2025 (7-year) which was previously excluded from the upcoming March auction will now be on offer (N35-N45 billion). Meanwhile, the dollar interventions were for customers in the agricultural, airlines, petroleum products and raw materials and machinery sectors, while the CNY 31.34 million components was for payment of Renminbi-denominated Letters of Credit for agriculture as well as raw materials. Confirming the figures, the Bank’s Director, Corporate Communications Department, Mr. Isaac Okorafor, said the level of stability in the market was commendable and would be sustained by the Bank. Friday’s transaction was in addition to the $210 million injected into the Wholesale, Small and Medium Enterprises, and Invisibles segments of the market on Tuesday, March 5, 2019. The exchange rates closed at the rate of N357/$1 on Friday, March 8, 2019, in the Bureau De Change segment of the market, while the Chinese Yuan, closed at N47/CNY1. Consequently, investors in the equities market of the Nigerian Stock Exchange (NSE) recorded a negative outing losing N41 billion, driven by profit-taking on

Emefiele major bellwether across the five sectors. In summary, the NSE AllShare Index (ASI) was down by 97.27 basis points, representing a decrease of 0.31 per cent to close at 31,924.51 basis points from 31,827.24 basis points the market opened for trading in the prior week. As a result, the market capitalisation decreased by N41 billion, closing at N11.91 trillion from N11.869 trillion it opened for trading last week. Just like the prior week, the NSE also closed three of the five trading sessions this week negative. On a week-on-week basis, four sectors closed negative as NSEOILGAS led the losers chart with 2.56 per cent, trailed by NSE Industrial Index with 1.72 per cent, NSEINS with 1.30 per cent, and Consumer goods with 1.02 per cent, save for banking sector which gained 3.37 per cent. Overall, the total turnover of 1.29 billion shares worth N13.89 billion in 17,259 deals was traded this week by investors on the floor of the Nigerian exchange in contrast to a total of 1.75 billion shares valued at N19.68 billion

that exchanged hands last week in 22,314 deals. Data gathered on the NSE showed that 23 equities appreciated in price last week, lower than 29 equities in the preceding week. 34 equities depreciated in price last week, higher than 31 equities in the preceding week, while 113 equities remained unchanged, higher than 110 equities recorded in the preceding week. An analyst at GTI Securities Limited stated that “Amidst depressed sentiment, partly attributable to the uncertainty of government policy direction and concern about the extension (or otherwise) of the apex bank governor’s tenor, we anticipate a sub-par performance in the coming week. “Hence, we guide investors to take the position only on fundamentally sound stocks.” Similarly, Analyst at APT Securities and Fund Limited said that “investors took advantage of stocks that have shed weight due to negative sentiments. “We expect more up days in the next trading week following the outcome of the gubernatorial election,” he stated.

Customs places containers with medicament on alert over influx of Tramadol Temitope Adebayo The Apapa Customs Command has placed all containers loaded with medicament on alert, due to an increasing influx of containers laden with tramadol into the country through Apapa port. Speaking with newsmen at the command, its spokesperson, Nkiru Nwala, said that placing cargoes on alert is just a word of caution in order for the concerned officers to be careful in releasing such cargoes. In 2018, the command seized 41 units of 40ft containers of controlled pharmaceutical drugs, including tramadol with Duty Paid Value (DPV) N8.812 billion. Nwala also said that Customs Area Controller, Comptroller Bashir Abubakar, has also

streamlined all alerts at the command. According to her, the Comptroller has effected new strategies to ensure compliance by operators. One of the strategies is the creation of a Compliance Seat and a Dispute Resolution Committee comprising the Customs Intelligence Unit (CIU) valuation unit, among others. She also informed Shipping Position Daily that the command has suspended its usual monthly stakeholders’ meeting because it was not yielding the expected results. She said: “The command was not getting optimal results from these meetings, so it had to restrategise. “The CAC has his own strategy, it is not the crowd that matters, sometimes you discover that there are people who have

little or nothing to do with the main issues, but when you break them, you have terminal operators and the real players, you get more results.” She told our correspondent that Comptroller Bashir now meets stakeholders in small groups and that this has proven very effective and has produced results. According to her, not less than six professional groups have interfaced with the command between January and February and solutions have been proffered. Speaking further, she said: “Alert is just a word of caution, it is not every alert that means that there is an infraction, alert means ‘treat with caution’ ‘be thorough’ ‘be careful’ ‘seek for details. “There are some alerted jobs that you can go through and nothing is found, but most people have a wrong perception of what

alert is. “For example now, with the hype around Tramadol, almost all medicament cargoes are alerted, the essence is that whoever is treating such consignment should treat with caution and be sure that what they declared is what is inside the container. “Interpreting alert could mean that the officer should go for 100per cent physical examination so that you can be sure.” Nkiru added that some cargoes placed on alert usually have nothing offending or infractions in the documentation, hence they are usually released, but where there is alert reveals infractions, the owner is allowed to pay the debit note and take delivery. She also informed that the 2, 500 export containers that were trapped at the command last year have been released to the owners.

The Managing Director/ Chief Executive Officer, Asset Management Corporation of Nigeria (AMCON), Mr. Ahmed Lawan Kuru, has called on parents to educate the girl child to enable them to stand the opportunity to compete with their male counterparts in the financial services industry and other fields of employment hitherto dominated by men. Addressing the staff at the brief ceremony to mark the International Women’s Day (IWD at the corporate head office of the Corporation in Abuja at the weekend, Kuru, who was represented by Mr. Aminu Ismail, AMCON’s Executive Director, Operations, noted that the financial services industry is fast expanding just as the population is growing meaning that over the next decade there would be critical need for skilled professionals in the sector and that women must play a significant role in ensuring that these needs are effectively met. He said: “Nigeria is a big market for financial services and as the most populous country in Africa, it is also the choice investment destination for forwardlooking investors. From projections, the country in the years ahead would require professionals in all aspects of financial services and it is my wish that we have increased women participation in the sector. It is not accidental that the theme for this year’s International Women’s

Day is ‘Balance for Better’. It has come at a time when women in the industry need to step up participation and contribution in order to achieve this desired goal. “As far as our Corporation is concerned, we remain committed to ensuring that more women are given the opportunity to pursue their ambitions. We are not afraid to put women in positions of authority because they are women, it is rather based on the competence and value they have added and would continue to add to our resolution and recovery strategy. Aside from that, we continually ensure that we train our women and also encourage them to put in more efforts into selfdevelopment for effective capacity building.” The AMCON boss disclosed that the “bad bank” has women who are taking the lead in resolution strategy, administrative and managerial areas of the Corporation’s work. He said AMCON remains committed to investing in both her female employees and their male counterparts as capacity and efficiency have been at the core of the corporation’s focus. While commending the efforts of other groups who have pushed for more women participation in the financial industry, he commended associations contributing largely in taking the message to the grassroots, which have encouraged more female participation including young girls in these areas.

Announce Rivers guber poll result now, PDP tells INEC Continued from page 3 is part of a grand conspiracy by the army, police, APC and INEC to declare a particular candidate.” However, the Independent National Electoral Commission (INEC) has suspended the governorship and House of Assembly election in Rivers State on the account of high level infractions recorded during poll. INEC National Commissioner and Chairman, Information and Voters Education Committee, Barr. Festus Okoye, confirmed reports of widespread disruption of elections conducted on the 9th of March 2019 in Rivers State. He said: “These initial reports suggest that violence occurred in a substantial number of polling units and collation centres, staff have been taken hostage and materials including result sheets have either been seized or destroyed by unauthorized

persons. In addition, safety of our staff appears to be in jeopardy all over the state and the Commission is concerned about the credibility of the process. “Consequently, at a meeting held today 10th March 2019, the Commission has decided to suspend all electoral processes in the State until further notice”. This, he said, is in line with Section 26 of the Electoral Act, 2010 (as amended) and Clause 47(e) of the Regulations and Guidelines of the Commission. Okoye said the commission has also established a FactFinding Committee to assess the situation and report back within 48 hours. The Commission appealed to the people of Rivers State, particularly the voters, for their understanding as INEC look into the circumstances of these disruptions and what further action needs to be taken.

The billionaire who will be Ogun State governor from May 29

Dr. Prince Dapo Abiodun

Bonaventure Melah Although the overall result of the Ogun State governorship election is still being awaited, indications are strong that the candidate of the All Progressives Congress (APC) Prince Dr. Dapo Abiodun is likely to emerge the winner. The announcement of his victory in the polling unit where he voted raised wide jubilation, even as yet-tobe-announced results from across the state give clear reasons to believe his imminent triumph. He voted at Ita-Osanyin, Iperu Remo

and polled 240 votes to defeat the APM candidate, Abiodun Akinlade, who polled 71 votes, while PDP’s Buruji Kashamu polled five votes. Prince Dr. Dapo Abiodun, 59, is the son of Dr. Emmanuel Abiodun, university lecturer and Mrs. Victoria Abiodun, teacher and educationist, of Iperu Remo in Ikenne Local Government Area of Ogun State. An accomplished and shrewd businessman, Dr. Abiodun has investment interest in many sectors of the economy including the downstream area of the petroleum industry where his company Heyden Oil & Gas Limited

is a big-time player as well as the energy sector. His firm, First Power, is the first indigenous power generating plant in Nigeria. Apart from running many successful businesses of his own, Dr. Dapo Abiodun has served as Chairman of a top Federal Government agency, the Chairman of Corporate Affairs Commission (CAC) as well as, Member of the Presidential Think Tank- 2001, Chairman, Oil and Gas Committee in Ogun State. In Nigerian, govt budget is useless, because it is never implemented I don’t know when you were born. But since I became conscious of national budgets in Nigeria, it has always been one huge joke. All the times that Ibrahim Babangida announced budgets and made promises to conduct free and fair elections, we knew the promises were fake news. I was very young then. Because of his penchant to tell lies to the nation, Babangida was called Maradona. He was a dribbler, like Diego Maradona, the Argentine football mystery who was born in Buenos Aires, on October 30, 1960. I worked with Ajaokuta Steel Company for some year, in the early part of my working life. On 1st October, every year, we use to gather around radio or television sets to hear or watch Gen. Sani Abacha, the Head of State make budgetary allocations to complete the Steel Company. Three times, he made the allocations and three times he failed to release money for the project. When Chief Olusegun Obasanjo became civilian President from 1999, he visited Ajaokuta Steel company and made promises to complete the project. Obasanjo also made several yearly budgetary allocations to fix the AbujaLokoja road, but all the promises were lies, like the ones before him. When our Information Minister, Alhaji Lai Mohammed speaks and condemn what he calls fake news, one is tempted to ask whether the Minister is aware that Nigerian government, including the one he is serving, is the greatest harbinger of fake news? Is Lai Mohammed aware that telling Nigerians you will create jobs and failing woefully to do so, is fake news? On the 11th day of March, 1952, Daily Times reported that members of the Nigerian House of Representatives met for the first time on 29th January of that year; and that the first ever budget session of the House was to open 10.AM, 11th March, 1952. Since that day in 1952, it has been the same. Year in, year out, successive administration in the country make budgetary estimates that are never implemented, fully; and the budgets are in trillions of Naira, for many years now. Nigeria budgets in trillions of Naira because it is a country rich in mineral resources, and generates billions of Dollars annually mainly from oil rents. But as Nigeria budgets in trillions, every year, majority of her citizens, estimated to be about 190 million (we are never sure of our population but always estimating) wallow in poverty while many die untimely, due to poverty-induced diseases. Many Nigerians, especially those living in the rural areas die because they cannot afford to buy drugs that cost as low as N500, while others die due to inability to afford regular meals that contain the required nutrients. So they get sick at the slightest bacterial attack and die before you can say, jack. Nigeria budgets in trillions but her citizens have no jobs. The latest

report from the National Bureau of Statistics put Nigeria’s unemployment level above 23 percent. It is pure madness; one of the worst in the world, unfortunately. President Muhammadu Buhari at a joint-session of the National Assembly laid a budget proposal of N8.6 trillion before the senators and members of the House of Representatives for the 2018 fiscal year. Later, senators increased the budget with N500 billion and then passed a budget of N9,120,334,988,225 trillion. Out of the amount, the president’s earlier proposal allocated N2.428trillion to capital expenditure while N3.494trillion was proposed for recurrent expenditure. He also proposed the sum N220 billion as sinking fund and N456 billion as statutory transfers. In 2017, Nigeria’s budget was the sum of N7.298 trillion and christened it budget of recovery and growth which was 20.4 percent higher than the 2016 budget. If the N9.120 trillion budget for 2018 is added to the N7.298 trillion for 2017, it means Nigeria budgeted and spent a total of N16.418 trillion in two years, 2018 and 2017. So, where is the money? Apart from paying the salaries of government workers and picking bills on overhead and all that, where did the Nigerian government spend 16.418 trillion belonging to the people that it budgeted and spent? The budget listed rapid development of infrastructure such as roads, railways, power, and information and communications technology. So where are the roads that government has built in the past two years? Are the roads on mars or built in the air? Where are the railway lines apart from commissioning the ones built by previous administrations? Where are the special economic zones and industrial parks? Who and who have benefitted from the so-called food security networks that government said it would spend money on? Where are the new hospitals and science and technology equipments provided for universities and colleges of technology? Where do Nigeria spend its annual budgets of trillions of Naira?

LAST LINE

Election rigging is the worst form of corruption

As patriotic citizens, we are in full support of the efforts of government, especially the administration of President Muhammdu Buhari in fighting corruption because it is a cancer that destroys a nation more than it kills individuals. So President Buhari, kudos for fighting corruption. But, there is a worse form of corruption and it is going on massively in our country even as I hit the keyboards right now. It is election rigging. From the Presidential election of February 23 to the one conducted last Saturday, March 9,

politicians are committing impunity against the nation, stealing votes that were not given to them by the people. In many places, incidences of vote allocation and vote buying, criminal diversion of election materials, abduction of INEC officials including Youth Corps members serving their fatherland, among others are taking place. In some places, INEC officials have been forced to announce results manufactured in government houses. Across the country many have been killed, INEC offices and thousands of Card readers, among other electoral materials burnt. It is so bad that INEC

had to withhold certificate of returns of some winners saying it would not reward their immunity with victory. This is not about INEC, it is not about Prof. Mamood Yakubu, it is about government’s failure to deliver on its promises to give the nation quality election and improve on our democracy. So as we fight corruption, of people who stole our money and diverted our common patrimony to their private coffers, let us know that those stealing votes and subverting the will of Nigerians are bigger thieves. ‘Mbok.’
