He pointed out that rich Nigerians benefit more from fuel subsidy, maintaining that removing electricity subsidy would attract significant investments to the power sector and unlock other opportunities. Speaking on the theme, “Repositioning the Nigerian Economy for sustainable growth”, Chike-Obi explained “that the best problem to our economy is the three subsidies that are added up to our total revenue”. On fuel subsidy, he said, “the national economy is losing N1.2 trillion per year. There is a hidden figure in that fuel subsidy they do not allow you to see. They allow buying foreign exchange at N325/dollar. Who gets the fuel subsidy? The rich people with six cars are those benefitting from fuel subsidy. “The average rich person in Ikoyi is getting approximately

100 times a year fuel subsidy than the person in Shomolu in Lagos.” He added: “Everybody deserves to have electricity but you charge electricity based on those who needed it the most in the market price. Most people that use generator pay N160/Kwh and pays comfortably. “If you tell these power companies that they can sale power at N160/kwh, they will make sure much money that more power will be generated.” He also expressed concern about Nigeria’s rising debt service ratio, which according to him could be about 70 per cent. “It is almost a guarantee that Nigeria is going to be talking about debt rescheduling soon and we need to start putting our house in order ahead of that,” he said. Chike-Obi stressed the need for coherent and forwardlooking policies to address the myriad of problems confronting Nigeria. “We are badly in need of a good leadership; we need a leader that would map out the strategy and roadmap for economic growth in this country.

“There is a need for coherent monetary and fiscal policies. For me, the position of a CBN Governor should be a cabinet position and the CBN Governor should always be meeting with the Minister of Finance and the Minister of Budget and Planning every two weeks,” he added. According to the former AMCON CEO, revenue mobilisation is Nigeria’s biggest problem. In addition, he proposed the creation of a Ministry of Infrastructure. Meanwhile, he noted that Nigeria’s tax rate at 30 per cent is one of the highest in the world, adding that multiple-taxation should be discouraged. “There must be access to capital at a reasonable price. With 26 per cent interest rate, you cannot do business successfully. So, we must find a way to provide interest rate to everybody at a reasonable rate. We must have an interest rate that will support our economy. And it cannot be much higher to the borrower at 12 to 15 per cent. Every Nigerian should be able to borrow money at between 12 to 15 per cent, so, we must have capital available”, he said.

INEC’s Enugu State Resident Electoral Commissioner (REC), Dr. Emeka Ononamadu, said this on Monday during a oneday workshop for ``INEC review of the 2019 general elections in Enugu State’’. According to him, the danger of rewarding intimidation with certificate of return is that it will take a very dangerous foundation to future elections. He noted that any person or group of persons that endangers the lives of electorate and INEC staff through violence, threat and intimidation should not be allowed to benefit from their

illegality. “If we allow this, it will endanger our democracy and the entire democratic processes and tenets since there is an organic link between free, fair and credible election and good governance. “As a commission, we are prepared to ensure that our staff are given the maximum protection as they carry out their election duties henceforth. Another fall-out of this is also the high violence witnessed in some states, Enugu State not included, but we as the commission staff feel the impact of these violence especially those directed to us, INEC staff and electorate as well,’’ he said. Ononamadu said that not abiding by electoral rules had led to lack of internal democracy in political parties, ``which its resultant effect is the current

high pre-election litigation, over 800, in various courts across the country’’. On the workshop, Ononamadu said that the post-election review would strengthen the role of electoral officers, improve the electoral process and broaden the capacity of electoral officers to deliver on their mandate. ``The commission will soon start rewarding staff that worked effectively and efficiently for it to achieve its election mandate; while reprimanding staff that failed the commission in the course of discharging their election duties,’’ he said. The workshop, attended by over 120 INEC staff and ad-hoc staff in the state, was meant for collation officers, presiding officers and returning officers during the just-concluded 2019 General Elections.

Buhari signs bill making June 12 national holiday Mathew Dadiya, Abuja President Muhammadu Buhari has signed into law an Act making June 12 as official democracy day and a national holiday. The Act also specifies that June 12 now replaces May 29 which was introduced in 1999 as the official democracy day. Henceforth, May 29 will only be handing over date and

no holiday will be declared. “By the Act amended and signed by Mr. President, May 29 is no more a public holiday. June 12 is now a public holiday and the country’s Democracy Day,” he said. The changes come barely 48 hours to the initial June 12, 2019, where President Buhari would be hosting top dignitaries around the world at the Eagle Square, Abuja. The President would address Nigerians on his electoral promises including his second term agenda.

NASS leadership: Lawan, Gbajabiamila know fate today Henry Omunu & Tunde Opalana, Abuja The two frontline candidates for the Senate President and House of Representatives speaker, Senator Ahmed Lawan and Femi Gbajabiamila, will today know their fate as they bid to contest for the presiding officers’ position of the two chambers of the National Assembly. Already, the two anointed candidates of the All Progressives Congress (APC) enjoy wide acceptance across party lines from senators-elect and House of Representatives memberselect having secured the endorsement of the Presidency and APC national leadership. However, whether a dark horse in the person of Senator Ali Ndume and Rep. Umaru Bago Mohammed will be capable to muster the numbers to upturn the apple cart and emerge against the will of the ruling APC remains unpredictable. Going by reports in the media on Monday that Sen. Lawan enjoys the backing of 37 PDP senators-elect, it is assumed that Lawan is home and dry as the next Senate President. However, Ndume’s insistence not to withdraw from the race cannot be overlooked as a source said he equally enjoys a sizeable support base across party lines. The Daily Times was informed that supporters of Ndume were not distressed by claims of overwhelming

support of senators- elect routing for Lawan as they wait patiently for today’s day of decision. Claims of dependable support base from the PDP by both camps has been hard to disprove by the sealed lips been maintained by PDP’s senators on party’s position, even though individual senators have been given the green light to support any candidate of their choice. However, there may be a twist to today’s choice as four aspirants vie for deputy Senate President seat and the choice of the deputy seat may influence the preferred Senate President candidate. Ahead of today’s inauguration, one of the five known contenders for the deputy Senate President seat, Sen. Ajayi Boroffice, on Monday, reportedly withdrew from the race, leaving four senators in today’s contest. Sen. Boroffice, in a statement issued by his Press Secretary, Mr. Kayode Fakuyi, on Monday in Abuja, specifically stated that his withdrawal from the race was purely in deference to President Muhammadu Buhari and leadership of the APC. The statement reads in part: “Some weeks ago, Distinguished Senator, (Prof.) Robert Ajayi Boroffice, declared intention, through letters addressed to Senators-elect, to seek the office of Deputy Senate President. “The intention to contest was anchored on the deep conviction that with his excellent public service record, rich legislative experience and personality, he has the best credentials for the position.

Andrew Orolua, Abuja Justice Mohammed Garba, the third in hierarchy in order of seniority at the Court of Appeal, has replaced the president of the Court of Appeal, Justice Zainab Bulkachuwa, at the Presidential Election Petition Tribunal which resumed sitting on Monday in Abuja. Justice Garba, who heads the Court of Appeal Lagos division, took over from Justice Bulkachuwa who on May 22 recused herself from the panel after she was asked by Atiku and Peoples Democratic Party to excuse herself for fear of likelihood of bias. The tribunal began afresh on Monday the hearing of all petitions filed by four political parties and their presidential candidates challenging the February 23 election of President Muhammadu Buhari. However, the tribunal on Monday dismissed the petition filed by Coalition for Change (C4C), leaving three other petitions pending. Presiding justice of the five man panel, Justice Garba dismissed the petition following the withdrawal of the petition by counsel representing Coalition for Change, Mr. Obed Agwu.

The counsel said he had instruction from the petitioner, C4C, to withdraw the petition and he accordingly complied by filing the withdrawal notice. Justice Garba said that haven gone through a three paragraphs affidavit attached to the application for withdrawal and having heard Agwu who moved the application and the fact that counsel to the respondents did not oppose it, “We are mindful to grant it. Leave is hereby granted to the petitioner to withdraw the petition. Petition is hereby dismissed and no order as to cost”. Other members of the panel, Justices Abdu Aboki, Peter Ige, Samuel Oseji and Joseph Ikyegh agreed with the ruling. The tribunal on Monday gave counsel representing the petitioners- Atiku, Muhammadu Buhari, All Progressives Congress (APC), and the Independent National Electoral Commission (INEC) time to identify all processes and documents they have filed on behalf of their clients. Livy Uzoukwu, counsel to PDP and Atiku, said he filed five applications praying the tribunal to strike out all respondents’ applications and to hear the petition on its merit. Yunus Usman (SAN), who

represented INEC, said he has filed four petitions, precisely asking the tribunal to dismiss Atiku, PDP for failure to join the Vice President, Prof. Yemi Osibanjo, as respondent. Usman asked the tribunal to dismiss the petition challenging the electoral victory of Buhari on the ground that it failed to comply with paragraph 18 (1) first schedule of the Electoral Act. He also wanted the tribunal to dismiss the petitions filed by Hope Democratic party, and Peoples Democratic Movement (PDM). Chief Wole Olanipekun (SAN) and Chief Lateef Fagbemi (SAN), who are representing President Muhammadu Buhari and APC respectively, filed three applications each asking the tribunal to dismiss all the petitions. They also told the tribunal some of the applications seek to strike out some paragraphs of the petition. All identified applications relating to Atiku and PDP petition were set down for hearing today. The tribunal also set down for hearing on June 13 all pending applications relating to Hope Democratic Party. Justice Garba said however, that the party should resolve who represents it among the two contending lawyers who

announced appearance for the party on Monday. Earlier in his remark at the resumption of sitting, he sought the cooperation of all parties and counsels in the petitions for a speedy determination of the petitions and reminded the parties, and counsels of the constraints placed by the Electoral Act and the constitution which gave timeline for the hearing and determination of election petitions. He assured the parties and their counsel that the tribunal will apply the available limited time prudently in hearing and determination of the petitions in line with the provisions of Electoral Act and constitution. He therefore, pleaded with the counsels for their fullest cooperation. Livy Uzoukwu (SAN), the lead counsel to PDP and Atiku, pledged to give the tribunal necessary cooperation to ensure judicious determination. Wole Olanipekun (SAN), counsel to Muhammadu Buhari, also welcomed the panel and pledged full cooperation. Counsel representing the All Progressives Congress (APC) and the Independent National Electoral Commission (INEC), Lateef Fagbemi (SAN) and Yunus Usman (SAN) respectively, also pledged to cooperate.

The choice of deputy Senate President however, may determine where the different interest groups and affiliations go in line with association. Majority of PDP senators after the exit of Goje from the race have been undecided between Lawan and Ndume, but majority are supporting Lawan to pay Ndume back in his own coin for antagonising Saraki’s Senate Presidency. But, it was learnt that the PDP caucus are giving the APC negotiating team a condition that Francis Alimikhena from Edo North becomes deputy Senate President. The PDP decision to stick with Alimikhena is not far- fetched. They would love to punish Omo-Agege for his role in numerous plots to oust Saraki as Senate President, including his alleged role in the mace –theft saga. They insisted that they will only endorse Lawan if Omo - Agege is sacrificed and APC picks Sen. Alimikhena. Meanwhile, the APC National Working Committee on Monday adopted the candidature of Sen. Ovie Omo-Agege and Rep. Muhammed Idris Wase for the positions of deputy Senate President and deputy speaker of the House of Representatives respectively. APC National Publicity Secretary, Mallam Lanre Issa-Onilu, in a statement on Monday morning in Abuja, said the NWC took the decision after its emergency meetings held at the weekend. “The party formally adopts Sen. Ovie Omo-Agege for the positions of deputy Senate President and Rep. Muhammed Idris Wase as deputy speaker. This is sequel to wide consultations with President Muhammadu Buhari, party stakeholders, including APC governors,” he said. The party had earlier announced the duo of Sen. Ahmed Lawan and Rep. Femi Gbajabiamila as the party’s candidates for the positions of Senate President and Speaker of House Representatives respectively. “All elected APC members of the Senate and House of Representatives are hereby, directed to fully mobilise as a united force behind the party’s choice,” the APC ordered. It also urged members who have earlier signified interests in the same positions “to support the party’s decisions as loyal and committed members of APC by working with other members to ensure the emergence of the adopted candidates.” In another development, security has been beefed up at the National Assembly ahead of the inauguration and election of presiding officers. Staff and visitors to the National Assembly are critically checked and only those with accreditation cards and other official means of identification would be allowed entry into the premises to witness the inauguration. The security operatives have taking positions at strategic areas, to guard against any unusual occurrence while movement around designated has also been restricted.

Generator fume kills 10 guests at wedding in Imo Val Okara, Owerri At least 10 persons were reported dead after inhaling carbon monoxide from a generating set in Umuobajiaku Umuomumu in Umueze autonomous community in Mbaitoli Local Government Area of Imo State. The incident which occurred on Sunday, June 9, 2019 after a traditional wedding between Miss Favour Uzoegbu and Ifeanyi Okafor from Ihiala LGA of Anambra State. Report had it that the victims numbering about 30 who came from far and near to grace the occasion slept in an uncompleted

storey building after the wedding. When the day broke at about 7 am, one of members of host family placed calls on a family member but there was no respond which prompted him and others to force the doors open and the people were lying on the ground. According to an eye witness, police from Iho Police Division were alerted and they (Police) took them Ikeduru Hospital in Ikeduru LGA and Iho General Hospital for medical attention. At Ikeduru Hospital, the Managing Director Dr. John Agbaihe, told newsmen that 20 persons were brought to the hospital out of which

three were brought dead while 17 were in Intensive Care unit receiving treatments through Oxygen. According to him, among the dead was 13-year-old boy that was brought to the hospital at about 8 am, saying that the 17 were responding to treatments. A community leader, who identified himself as Chief Martin Ezulike, who spoke to our correspondent, said that a generating set was on for 12 hours which was kept inside the building where victims were sleeping. “I saw about eight persons lying on the ground while people were busy bringing out the victims from the

building,” he said. He said that the new couple was not affected as they left on Sunday night to their destination in Abia State but dismissed any spiritual attack, describing the incident as a mere carelessness. The police spokesman of Imo State Command, Orlando Ikokwu (SP), confirmed that six persons lost their lives. Another version of story said that the owner of the house where the victims slept died over one year ago and had not been buried. It was gathered that the wife of the deceased had since left the community with a warning that nobody should enter into the building.

Why South African Airways’ CEO resigned amid bleak future The leadership instability rocking Africa’s foremost airline, South African Airways (SAA) is yet to abate as the airline’s Chief Executive Officer, Vuyani Jarana has resigned from his post, which brings to two the number of resignations from state-owned companies in as many weeks. Jarana was frustrated by the red tape that accompanies the top job. He had previously complained of a three-tier referral system for issues that required urgent action and wasn’t happy with SAA’s ability to compete in the market. In a resignation letter he personally addressed to the chairman of the Board of Director of the carrier, Mr. JB. Magwaza dated May 29 with caption, ‘Resignation from the position of Group Chief Executive Officer-South African Airways SOC Limited’, Jarana listed three occasions in which the company was not

able to pay workers’ salaries due to lack of funding, adding that, ‘Uncertainty about funding creates challenges in both operations and market environment. He further stated that the carrier lost leverage over its suppliers’ demand aggressive credit payment terms. He equally decried the lack of funding by the government, stressing that whereas government inject R5B of funding in 2018/2019 financial year, a big chunk of that he said was used to fund creditors up to the end of March 2018. ‘We have not been able to obtain any other funding commitment from government making it very difficult to focus on the execution of the strategy. I spend most of my time dealing with liquidity and solvency issue. Lack of the commitment to fund SAA, is systematically undermining

the implementation of the strategy making it increasingly difficult to succeed’. ‘One of the areas of concern is speed of decision. It is impossible to succeed in the turnaround with the current level of bureaucracy we have to through to implement the strategy. Currently SAA must obtain approval of DPE and National Treasury to implement some of the key decisions, whilst this in itself is not a problem as a principle; it takes away the agility required as an entity in financial distress, an ICU case’. When the BASA process failed, we were informed in the last hour to find own funding as BASA had failed. We were able to secure R3.5b of emergency funding from local Bank as a bridge facility. This is what helped us to be able to operate from December 2018 to date. The R3.5 billion will be depleted in June 2019

In its effort to promote the growth of Micro, Small and Medium Enterprises (MSMEs), the Federal Government plans to reward industrialists, who have distinguished themselves in the sector. The Vice Chairman, MSMEs Awards, Mr. Monday Ewans, who made the plan known at a news conference in Abuja on Monday, said that the awards would hold on August 1, 2019. Ewans added that the awards, which will hold in Abuja, would be cash-backed.

According to him, the awards will be in 12 categories namely: MSME of the Year; Young MSME of the Year; Most Friendly MSME State; Creative Arts; as well as Agriculture and Manufacturing, Others are Excellence in Technology Innovation; Fashion and Style; Leather Works; Furniture and Wood Works; Beauty; Wellness and Cosmetics; as well as NonProfit Service to Humanity. He listed the criteria for the awards to include: Outstanding Business

Babatope said that the representation of the people at the National Assembly was all about service, and that members-elect should choose only officers who would be committed to the people. “As the National Assembly choose their leaders, I want to urge them to choose only officers who will protect and advance national interests. “They should elect leaders who will be on the side of the people at all times and defend the

country’s democracy,” he said. Assessing the performance of the eighth National Assembly, Babatope said that the lawmakers did their best, and urged the ninth assembly to do much more. He appealed to elected federal legislators for the ninth assembly to put the nation and the people at the heart of their deliberations and actions. The former minister said that insecurity was one of the nagging problems in the country at the moment, and urged the elected parliamentarians to give the issue utmost attention. “The eighth assembly tried its best and I wish the incoming one success in its deliberations. “All I want to appeal to them, which I did appeal to the eighth assembly, is to ensure the interest of the nation is at the heart of whatever they will be doing. “They should do things in the interest of the Nigerian people. “They should work to address the issue of insecurity because the thing is getting alarming and very serious. “They must help the executive tremendously in coming to conclusion, in solving the issue and other national issues,” he said. Babatope urged the elected lawmakers to shun imposition of candidates from any quarters, and vote for presiding officers of their choice.

NBC, AIT resolve impasse following NPO’s mediation The National Broadcasting Commission (NBC) has agreed to restore the broadcast licence of DAAR Communications Plc following the mediation of five professional bodies to end the face-off between the regulatory agency and owners of Africa Independent Television (AIT) and Ray Power FM. Chairman and Editor-in-Chief, THISDAY/ ARISE Group, Nduka Obaigbena, who is the President of the Nigerian Press Organisation (NPO), who announced this in a statement, said following the intervention, it was resolved that the NBC will immediately lift the suspension of the broadcast license of DAAR Communications Plc. The Nigerian Press Organisation comprises of the Newspapers Proprietors Association of Nigeria (NPAN), Broadcasting Organisations of Nigeria (BON), the Nigerian Guild of Editors (NGE) and the Nigerian Union of Journalists (NUJ). Arising from a meeting hosted by patrons and elders of the NPO, including Mallam Ismaila Isa Funtua and Uncle Sam Amuka respectively in Abuja on Sunday night, it was resolved that DAAR Communications Plc will work out a realistic payment plan in respect of licence fees with the National Broadcasting Commission (NBC) and ensure prompt

payments in accordance with the new plan. It was further resolved that henceforth, DAAR Communications will appoint an ombudsman to ensure balance in its news coverage, especially political commentaries and that the media outfit will take full editorial responsibility for the use of content sourced from social media outlets. The meeting also prevailed on DAAR Communications to withdraw its legal action against the National Broadcasting Commission (NBC) and that all parties take necessary steps to work together to build confidence in the public interest. According to the statement, the National Broadcasting Commission (NBC) at the mediation meeting restated its commitments to the freedom of expression and the constitutionally guaranteed role of the media under Sections 22 and 39 of the constitution to hold governments accountable. However, the NBC also raised concerns about the non-adherence of the DAAR Communications group, owners of AIT/Ray Power to the Nigeria Broadcasting Code, despite repeated interactions and cited lack of editorial balance by DAAR Communications as well as the lingering issue of the nonpayment of national network license fees. In response, the DAAR Communications

team to the meeting defended its position, saying it gives its team freedom to make editorial commentary on issues of the day relying on Section 39 of the constitution which guarantees freedom of expression, freedom to hold opinions and to receive and impart ideas without interference. It further stated that it had made some payments on account to the NBC, but acknowledged that there were defaults in the payment plan they submitted to the NBC, explaining that the defaults were due to decisions jointly reached at BON meetings by all broadcasters to engage and renegotiate the cost of license fees with the NBC. Short News Tension as police beef up security at Edo assembly Titus Akhigbe, Benin Tension is rising at the Edo state House of Assembly as a combined team of security agents made up of the police and Nigerian Security and Civil Defence Corps (NSCDC) took over the premises of the assembly on Monday. Our correspondent who visited the complex observed several security vehicles stationed at the entrance to the assembly while the main and exit gates of the complex were under lock and key, preventing members of staff from gaining access to the complex. It was gathered that the development was not unconnected with the leadership tussle between the state Governor, Godwin Obaseki and his predecessor, Adams Oshiomhole, the national chairman of the All Progressives Congress (APC). It was also learnt that the securitymen were at the assembly apparently to forestall the incoming lawmakers said to be loyal to Oshiomhole to elect principal officers of the assembly, especially the speaker in the absence of the governor who is said to be in Abuja. The governor was said to be rooting for Frank Okiye, representing Esan North-East 1 as speaker while Adams Oshiomhole favours the choice of Victor Edoror, representing Esan Central Constituency as speaker. It was further gathered that the governor was yet to transmit the letter of proclamation of the assembly to the clerk of the House for the inauguration of the seventh assembly. Addressing staff at the assembly, Chairman, Parliamentary Staff Association of Nigeria (PASAN), Umar Farouk, condemned the action of the police, saying the police have no right to lock them outside their offices. According to the media aide to the governor, Crusoe Osagie, the governor is still in Abuja following his election as the vice chairman of the All Progressives Congress (APC) Governors’ Forum and that he can’t be in Abuja and be issuing proclamation of the convening of the assembly. He assured that as soon as the governor is back from Abuja, he would proclaim the assembly into being.

Decries failure of local intelligence-gathering Mathew Dadiya, Abuja President Muhammadu Buhari has asked traditional rulers in the country to go back to their cultural roles so as to help the government address the prevailing security challenges in parts of the country. The President enjoined community and traditional leaders to monitor closely the activities of people in their domains with a view to assisting law- enforcement agencies to secure their communities. Buhari gave the directive on Monday while responding to concerns raised by a delegation of Zamfara Advocacy Group during an audience at the State House, Abuja. He described as unfortunate, “the failure of local leadership in intelligence gathering in the country,” even as he assured that security and law -enforcement agencies “are capable of safeguarding the country, its people and property.” The President said the military and the police have been taking drastic measures to check the activities of some local elements threatening the peace of the communities, including preventing farmers from going to their farms.

“I assure you, I get daily reports from people in the field and traditional rulers. I also meet regularly with the leadership of the security agencies and they have been directed to deploy their personnel to secure the society,” Buhari said. He commended the new governor of Zamfara state, Bello Matawalle, for being proactive in addressing the security challenges. Speaking on behalf of the delegation, Usman Balarabe, while congratulating President Buhari on his re-election, said the “situation in Zamfara remains dire,” citing increased attacks, deaths, injuries and displacements. “We are here because we believe Mr. President and his administration can put in place solid measures to bring about peace and security, and also mitigate the endemic poverty that has made this region one of the poorest in the world,” he added. The delegation which also included the wife of the Governor of Kaduna state, Asia Mohammed Ahmed and renowned journalist, Kadaria Ahmed, called for greater collaboration among stakeholders at securing the nation’s borders and permanently situating a major military presence in the state, among other suggestions.

The 9th Assembly and our democracy

The principle of separation of powers is meant to ensure that the legislative, judiciary and executive powers of government are not concentrated in any single body but distributed accordingly. In this situation, they are expected to act as checks and balances upon one another to prevent any branch from exerting too much powers. This being the case, it is very crucial to put strong and independent judiciary and legislative in place to curb the excessive tendencies of the executive in order to achieve sustainable developments in the polity. This is the standard requirement in every democratic setting and anything short of this is not acceptable and should not be contemplated because Nigeria is not an exception. So, if any government believes that it can `ONLY operate and deliver the dividends of democracy by pocketing or taking total control of the judiciary and the legislative arms; that means it has ulterior motives and should not be trusted. It is in line with the above assertions that I want to use this medium to commend members of the just dissolved 8th Assembly for their contributions to the sustenance of democracy and their efforts towards achieving good governance in the country. You have done your best despite ceaseless internal/external intrigues and distractions. Posterity will judge each and every one of you appropriately in line with the roles you played during your tenure. Consequent upon the aforementioned, it will be most expedient to congratulate the newly elected and returning lawmakers for their victories at the polls. I pray that God will guide and grant you the grace and understanding to perform your functions responsibly towards moving the country forward in all ramifications. As you constitute the 9th Assembly, it is my considered opinion that it will also be very crucial at this juncture to remind you that the legislative arm of government is very key under the democratic system of governance which we are practicing in the country. As a result,

it will be in the interest of all and sundry that you go with the mindset of ensuring that your contributions will be guided by the `principles of rule of law` for the provision of good governance. You are required to view all issues objectively and patriotically for the collective interest of the nation. Do not imbibe the antics of some members that are always quick to pass the bulk of blame on the desks of others in order to be seen as `saints` and friends of the executives or champions of the opposition. The National Assembly is the engine room of democratic governance where the wellbeing of the masses and the development of the country should be the paramount priorities of the law makers. In as much as it is true that you were elected on the platforms of your respective political parties; all that should become immaterial to the primary focus of putting the interests of the nation foremost in all your deliberations and contributions. Your loyalty should be to the country and the citizenry in all ramifications. You must bear it in mind that it will be counter-productive to allow partisan considerations to becloud your objectivism. Therefore, it is very important for members to have it at the back of their minds that they will be held jointly accountable for the functioning of this unique arm of government. Thus, all hands must be on deck to ensure that you always do the needful as true representatives of the people. Consequently, the problems or challenges of any one part of the country should be seen as a national problem and must be treated as such. As senators and members of the house of representatives from other parts of the country; if you believe that the issue of insecurity in the North East or any other region(s) for that matter is not your problem or of concern to you; then, it is very certain that you really do not understand the nitty gritty of what you are in the hallowed chambers to do. Therefore, it is very pertinent for you to quickly embrace the truth of the matter

and the fact that the country will only begin to experience peace, unity and developments if issues are seen from objective and national perspectives rather than from myopic ethnic and religious angles. It will also be in your interest and that of the country not to allow yourselves to be deceived or cajoled by the antics of some self styled `ists` and `isms` who champion unpatriotic and sentimentally unobjective submissions and inferences on social media and other platforms with the aims of causing disaffection amongst the people. They give the erroneous impression that they have the interest of the country and the people at heart; whereas, they are the real enemies of our nation. Therefore, you should take it upon yourselves to always stand for the truth and endeavour to have a good understanding about issues of national concerns. This will enable you to make informed and articulated contributions and also to cast your votes appropriately on the floor of the house. Though, it is a known fact that no man has monopoly of knowledge and it is not mandatory that you must know all things offhand; you are at liberty to make consultations or solicit for assistance from people that are vast and or can do appropriate research(es) for you in this regards. (I will be readily available to assisting in this regard, as long as it will be for the promotion of democracy and for the good of our country and the citizenry). In addition to the aforesaid, law makers are also expected to be prepared to work in any committee that they are appointed into. It is your responsibility to put in committed and patriotic zeal towards ensuring that you meet and surpass the targets of your assignments. All committees are very important to the development of the country and for the wellbeing of the citizenry. Therefore, the principal officers of the national assembly should also ensure that people are appointed into the committees objectively

(according to their skills and competencies) for optimal returns and not based of favouritism or parochial partisan considerations. The idea of making reference to some committees as `juicy` should be discouraged, discountenanced and totally eliminated from the hallowed chambers because it gives the impression that members are in for `commercial business deals` to corruptly enrich themselves rather than the `business of governance`. In fact, that terminology should be ` banned` within the four corners of the chambers. At this juncture, I am very sure that some people will be wondering about the relevance of this write -up considering the fact that a good number of the law makers have been in the `business` for several years and they are expected to be accustomed to the fundamental principles of the functions of the assembly. But, in as much as this assertion cannot be totally waived aside, it is also very important to quickly mention that if that is the case; such members would not have been made to re-contest elections and be validly re-elected into the house in the first place. So, you will agree with me that it is not out of place to re-emphasize these principles for better appreciation and understanding by the returning members and the new comers. In view of the above, it is obviously very pertinent for members of the 9th Assembly, to consider the enormous sacrifices that were put in place to attain our present uninterrupted democracy vis-à-vis the sacrifices and expectations to be put in place to sustain and ameliorate from where we are. You should not allow partisan sentiments cum ethnic and religious bigotism and parochialism to throw a spanner in the works. I wish you all the best. Please note that the above recommendations are without prejudice to all subsisting suits at the various Election Petition Tribunals/Courts. We are waiting and watching.

Obaseki’s commitment to Edo people’s mandate is irrevocable

Recently, media reports have indicated that the cordial relationship between Edo State governor, Godwin Nogheghase Obaseki, and the All Progressive Congress (APC) National Chairman and immediate past governor of Edo State, Adams Aliyu Oshiomhole, also popularly known as ‘Osho Baba’, is heading for the rocks. It is not difficult to understand why this scenario is playing out even though there have been several denials of the reports by both sides. In our kind of politics, an estranged relationship is a normal and every day event; we enjoy celebrating mediocrity because that’s just the way we are. It partly explains why, as a nation, Nigeria has refused to move forward – we find it difficult to embrace the concept of ‘big ideas’. Every conversation is reduced to a commercial transaction; we seem to forget in a hurry that money is the root of all evils. Speculations that Governor Obaseki will be denied a second term by an emerging force allegedly loyal to Comrade Oshiomholeare unhelpful because they are a source of distraction for hardworking Governor Obaseki who is focused and very keen to deliver on his mandate to Edo people. In typical Nigerian speak, what you hear is that His Excellency is not ‘playing ball’, the popular euphemism among politicians when public funds or contracts are not shared to party members. The story also making the rounds that Obaseki is not paying obeisance to Osho Baba – whatever that means — is not true; it is another allegation from the pit of hell scripted by those who do not mean well for Edo State, the ‘Heart Beat of the Nation’. I watched closely three years ago how Osho Baba campaigned vigorously for Obaseki in the run up to the elections and he did a very good job marketing Obaseki’s credentials and the party’s manifesto at every campaign rally. My view is that Comrade Oshiomhole picked a worthy successor based on his own experience and deep insights and even if there are differences between them, I’m confident they will mend fences and make

peace in the overall interest of Edo people. They have always related to each other as friends and brothers with shared values for the inclusive development of the state. The truth of the matter is that we have some bad losers in Edo State who are using Osho Baba’s name in vain to gain recognition. Their primary objective is to cause bad blood between Governor Obaseki and the APC National Chairman. These greedy party men display an egregious sense of entitlement; they are heckling and blackmailing Obaseki because they lack the courage to confront him. The irony is that these same people have always been in government since the days of Chief Lucky Igbinedion, the erstwhile governor of Edo State, and they are hell bent on causing disaffection within the party but they will not succeed. Some of them were commissioners when Oshiomhole was governor, and their grudge is that Obaseki is ‘not carrying party members along’ – same old story. By November, Obaseki would be marking his third anniversary in office – it will be headlined by his signature event, ‘Alaghodaro’, as he had done in the past.‘Alaghodaro’ means His Excellency is committed to moving Edo State forward to achieve enduring wealth and prosperity for the people. His solid private sector background stands him in good stead all the time and it has helped to nurture his strategic management approach to governance. It is evident the bad loserswho are no longer feeding fat on party patronage are worried and unhappy that Obaseki, popularly called the ‘Wake and See Governor’ because of his outstanding record of performance, could be given a second and well deserved mandate by the Edo people during the gubernatorial elections next year. In a fitting response to the bad losers recently, the governor, while receiving Muslim faithful at the government house to mark the end of Ramadan, said the era of sharing public funds to “a few greedy politicians” was over. According to a story in The Cable newspaper, the governor said

public funds at the disposal of the state will be used for the benefit of the people and development of the state.Obaseki also said the plot of detractors to frustrate his administration will never come to fruition. He called on his guests and people of the state to “continue to pray for the administration to succeed.” “Only God gives power. What is going on in Edo State is the handiwork of detractors who want to frustrate the administration so we can fail in delivering the dividends of democracy to the people. But that will never happen,” he said. “As a governor, I will continue to do my best and spend the state’s resources to ensure the people get the best. “The election is still a year ahead. What is playing out is a plan by very few greedy people who are concerned about themselves. We will continue to do our best in paying our workers and pensioners, and will continue to develop the state as the time for sharing money is over. The resources of the state are meant for the people.” Since Obaseki assumed office in 2016, he has provided effective leadership by creating a culture of transparency and robust engagement; he’s also encouraging innovation,creative enterprise and accelerating development through the PPP model (public-private partnership) such as the Gelegele Seaport. His thematic pillars of development include healthcare, education, arts, culture and tourism; housing, technology, industrialisation and security. The rich cultural heritage and the immense tourism potentials of the state are attracting significant interests from investors around the world. With the over 50 tourist sites already identified, tourism is being positioned strongly as a major revenue stream for the state in the years ahead. The hills in Ososo serve as a touristic backdrop for the annual Ososo Carnivalin Akoko Edo local government area while Edofest is another annual showcase of the tradition, culture and lifestyle of the Edo people. In October, the state will be hosting

the National Arts Festival (NAFEST) in Benin City, the state capital. The state will also be hosting the National Sports Festival next year – both events will not only attract a lot of visitors, they will enhance the value chain of the local economy. Obaseki’s administration has transformed the education sector. For example, there has been significant improvement in the development of infrastructure in schools throughout the state. In addition, over 7,000 teachers upgraded their skills in digital applications. In the healthcare sector, the governor strengthened all aspects of primary healthcare — he remodeled over 50 primary healthcare centres (PHCs) across the state but his target is 200 units as part of his plan to achieve improved wellbeing of Edo people under the Edo Healthcare Improvement Programme (EDOHIP). The state and all the 18 local governments save one percent of their federal allocation for investment in the healthcare sector. Over 100,000 jobs have been created by the governor in the private and public sectors in the state although he promised to create about 200,000 jobs. The government initiated job matching skills, acquisition and entrepreneurship development, Edo Innovate, Train-toHire, Edojobs Internship Scheme for graduates and artisans, Edo Food and Agriculture Clusters, Edo Film and TV Village and Edo Production Centre. “These initiatives are to develop the entrepreneurship skills of our people, as well as create massive employment and jobs in the state,” said Obaseki. His other achievements include investment in the housing sector – the first phase of Emotan Garden Estate will be delivered before the end of this year. The cost of acquiring a Certificate of Occupancy (C of O) has been reduced significantly to N50,000 and His Excellency also spearheaded the installation of night landing facilities at the Benin airport, a project funded by the state government.

NDE commences training on entrepreneurial skills for 1,000 youths in Bauchi Ayinde Olaide Abdulsaheed Bauchi, June 10. 2019 (NAN) The National Directorate of Employment (NDE) in Bauchi State has commenced a three-month training for 1,000 unemployed youths in the state on different entrepreneurial skills. Speaking at the orientation programme for the participants in Bauchi on Monday, Dr. Nasir Argungu, the Director-General (DG), NDE, said the exercise was part of the Federal Government’s resolve to tackle unemployment. He said that the NDE programme was meant to provide employment opportunities for the teeming youths in the country. Argungu, represented by Mr Sani Lawal, Asst. Director, Vocational Skills Development Department, NDE Headquarters, said the orientation was necessary as it informed the

participants about the rules and regulations guiding the training. The director-general added that the orientation was to inculcate the participants with spirit of seriousness and comportment throughout the exercise. “The aim of this orientation is to inform the participants about the dos and don’ts of the training, the importance of the training and the rules guiding the training. “It is meant to inculcate the participants with spirit of comportment and seriousness throughout the period of the training,” said the D-G. The News Agency of Nigeria (NAN) reports that some of the skills to be acquired during the training include fashion designing and tailoring, catering, knitting, dress making, brick and bloc making. Others are hairdressing and pedicure, pipe fitting and plumbing as well as dress making, among others. Argungu said the

participants should consider themselves lucky, adding that there were a lot of people who wanted to participate in the programme but could not. “My advice for the participants is to consider themselves as the fortunate ones because there are so many people who wanted this but were not able to get it. “They should conduct themselves in a mature manner and if anyone misbehaves or is found wanting, he/she will face the consequences,” he warned. A participant, Usman Yaya, on behalf others, appreciated NDE for initiating the programme, saying that the training would go a long way in reducing the over-dependency of youths on white collar jobs. Anambra residents bemoan high cost of foodstuff, want price control Raphael Enwelu Awka, June 10, 2019 (NAN) As the rainy season sets in and farmers going to farm, cost of food items is on the rise in Anambra and environs, even as residents call on governments at all levels to intervene. The News Agency of Nigerian (NAN) reports on Monday in Awka that buyers and sellers are all feeling the negative impact of the rise in price for food items. At Eke Awka market, a 50kg bag of local rice sells for N15,000 from its previous amount of N14,000, a 50kg bag of Beans sells for N28,000 from its former price of N27,000. A Big bag of Semovita that goes for N2,500 now sells for N2,800, a 10 liter gallon of vegetable oil sells

for N3,500 from its previous rate of N3,000. Also, a big basket of fresh tomatoes now sells for between N16,000 and N19,000 depending on the species as against N10,000 and N12,000 sold in May. Mr Frank Anigbogu, a resident attributed the high costs of food stuff to the planting season as farmers were just beginning to plant crops. “Every year, when farming season starts, already harvested crops are being sold at higher rate so it is not new until government wades in through price control,” he said. Mrs Grace Onwuka, a trader on her part said that cost of transporting their goods from the Northern part of the country is high. “It is transportation that is

our greatest concern, for at times, we pay more than expected in transporting our goods,” she said. A farmer, Mr Chukwudi Nnakife, complained that activities of herders in the farms had also discouraged many farmers from planting adding that it had posed serious problems to food security. Mrs Ify Ndubueze, a businesswoman called on governments at all levels to do all within their power in alleviating their plight. “Government at all level should build us roads, provide amenities that will help farmers, market women and men. “Our farmers need irrigation facilities, sellers need affordable market stores built by government for our people to be happy,” she said. Applicant in court for allegedly beating neighbour to a pulp By Hauwa Gold Abuja, June 10, 2019 (NAN)A 19-year-old applicant on Monday appeared in a Grade 1 Area Court Nyanya, for allegedly beating his neighbour to a pulp The police charged Abdullahi, who resides in Gwari Village, Mpape, Abuja, with criminal conspiracy and assault.

The Prosecution Counsel, Mr Augustine Mbakwe, told the court that the case was reported at the Mpape Police Station by Mr Olayinka Bakare. He told the court that on May 27, the defendant and 10 others, at large, beat up the complainant for no just rason, causing grievous hurt. Mbakwe said the offence contravened the provisions of sections 97 and 264 of the

Penal Code. After the charge was read to Abdullahi, he pleaded not guilty. The Presiding Judge, Abdullahi Ogedengbe, admitted the defendant to bail in the sum of N50, 000 with one surety in like sum. Ogedengbe ordered that the surety must be reasonable and reliable. He adjourned the case until July 10, for hearing. (NAN)

Issues as 9th National Assembly kicks off Today, a new chapter in Nigeria’s political annals is being opened as the 9th National Assembly is inaugurated. Before today’s inauguration, there has been serious horse trading, political maneuvering, cohesion, persuasion and negotiation on the election of the Senate President and the Deputy as well as the Speaker, House of Representatives and the deputy. From a number of aspirants, the contest was narrowed down to Ahmad Lawan and Ali Ndume for position of Senate Presidency and Femi Gbajabiamila, Ahmed Bago and two others for the House speakership position. After today’s emergence of leaders of the two chambers of the National Assembly, they are expected to swing into action. Expectations from the 9th Assembly are high as they the lawmakers have the task of focusing on people-oriented legislations, transparent oversight functions, guarding legislature independence, enthronement of leadership devoid of external manipulations. Undoubtedly, the 8th National Assembly scored many first especially in terms of number of bills passed, upholding of the independence of the legislative arm of government and frictions with the executive arm on some national issues because of political differences. This leaves the 9th Assembly with a huge task of improving upon the achievements made by their predecessor. Irrespective of the choice of the Senate President or his political leaning, members of the 9th Assembly should note that there is bound to be friction between the parliament and executive especially in the area of engagements and consultations between the two arms before the submission of the annual budget to the legislature. Immediate past Senate President, Bukola Saraki said if the presidency refuses to have

engagements and consultations with the leadership of the National Assembly before the President submits the budget to the legislature, then there will continue to be frictions. The executive should not see the failure of a few of its appointees to secure confirmation by the Senate as questioning the powers of the executive or disagreement with its authority. The refusal of the 8th Assembly to confirm the appointment of Mr. Ibrahim Magu as chairman of the Economic and Financial Crimes Commission (EFCC) is a case in study to caution the executive not to encourage its appointees who fail to secure Senate confirmation to remain in office. We believe that the executive should not take the legislature as a rubber stamp without the right to question its actions, because this will be a subversion of the principles of Separation of Powers and Checks and Balances. The 9th Assembly should preached a united parliament devoid of partisanship, need to be united and focused irrespective of political parties so that Nigerians would be better for it. The lawmakers should note that they were not elected to only represent their constituents but to protect the interest of the country as large. Once they take the oath of office, they cease to represent their political parties, religious organisation, or a cabal on this platform. This, however, does not mean that the parliament should compromise the independence of the legislature. They must continue to do only those things that will promote the unity and prosperity of Nigeria. Lawmakers in the 9th Senate should know that they have a duty to define their role in history by defending the institution of the National Assembly.

Don’t muzzle legislature, Secondus Short News SEC suspends Oando AGM indefinitely warns Buhari, APC Tunde Opalana, Abuja

National Chairman of the Peoples Democratic Party (PDP), Prince Uche Secondus has warned President Muhammadu Buhari and his All Progressives Congress (APC) against muzzling the legislature and the other arms of government. Prince Secondus speaking against the backdrop of the obvious direct involvement of the Presidency and his party in today’s election of principal officers of the 9th National Assembly said that the doctrine of separation of power must be respected to avoid dictatorship. The PDOP national chairman said in a statement from his media office signed by Ike Abonyi, that his warning has become absolutely germane given the dictatorial tendencies of the APC administration as seen in the last four years, and their continuous propensity to disregard the rule of law and other principles of democracy. According to him, available intelligence shows that the Presidency and the APC have concluded plans to use intimidation and coercion against legislators not ready to do their bidding in their desperation to hoist a leadership on the legislators. Prince Secondus revealed that the Presidency and the APC have been arm-twisting technocrats in the National Assembly to fashion out favourable rules that would enable them have their way. He said that the apparent disregard for the basic principle of separation of power by

this regime points clearly to their eventual destination which is dictatorship, asserting that the executive is trying to take over the 9th Assembly so as to realize their long held aspiration of hijacking the legislature which began in August last year during the state sponsored stealing of the Senate mace and the aborted illegal seizure of the 8th Assembly. “Indications are clearly showing that full blown dictatorship is brewing in our country. When a supposed democratic government brazenly muscles all the other arms of government, the legislature, the judiciary and even the press, the fourth estate of the realm,

we should be worried at what is loading in our polity,” he averred. Prince Secondus said that any government not disposed to respecting the separation of power and rule of law as enshrined in the constitution in a democratic setting, is looking for absolute authority which is nothing, but totalitarianism. Therefore, he admonished the 9th National Assembly members to guide their independence jealously and refuse to be intimidated, knowing that as elected representatives of the people, that they the parliamentarians are the ‘opium’ of democracy.

Governor Seyi Makinde of Oyo state on Monday inaugurated the 9th state House of Assembly and sought for cordial working relationship for the development of the state. In his address after the induction of the 32-member state House of Assembly, Makinde noted that the legislature is the backbone of any democracy. According to him, the legislature is the only arm of government that has all members duly elected by the people. He stressed that the state would not move forward if different arms of government failed to work together. “This is why I am using this opportunity to implore you to work with us, putting the interests of the good people of Oyo state who elected us first.

“As we expect the legislature to carry out its oversight functions diligently, we will respect the autonomy of the legislative arm of government and sustain the doctrine of separation of powers as enshrined in the constitution,’’ he said, stressing that strong institutions are built when the legislature makes laws and the executive ensures that the laws are executed. He promised to assent to bills sent from the assembly in the shortest possible time and hopes that the lawmakers would deliberate on executive bills on a timely manner too. After the inauguration by the governor, the state assembly in its first business elected Adebo Ogundoyin from (Ibarapa East) as the speaker of the 9th Oyo state House of Assembly.

The Securities and Exchange Commission (SEC) has suspended till further notice, Oando Plc’s annual general meeting earlier scheduled to hold today. The suspension follows an order by a Federal High Court in Lagos due to an application made by the Group Chief Executive Officer of Oando Plc, Adewale Tinubu and his deputy who were suspended by SEC on May 31. In a statement in Lagos on Monday, SEC said that it directed the suspension to allow parties involved in the suit to maintain status quo. The statement, signed by the SEC’s Head of Corporate Communications, Mrs. Efe Ebelo, was made available to newsmen in Lagos. The commission said that it would update relevant stakeholders and the general public on the outcome of the litigation. The annual general meeting was scheduled to hold at Eko Hotel, Lagos, at 10a.m. SEC had on June 2, following the outcome of its forensic audit on Oando, constituted an interim management team to be headed by Sunmonu. It said that Sunmonu would oversee the affairs of the company and conduct an extra -ordinary general meeting on or before July 1, to appoint a new board of directors. The commission said that the new board of directors would subsequently select a management team for Oando Plc. It however, reiterated its commitment to maintaining the integrity of the Nigerian stock market. But, on June 3 the Federal High Court granted an interim injunction restraining SEC from executing the interim management in the company as planned and also restrained commission from imposing a fine of N91.13 million on Tinubu, including barring him and Boyo from being directors of public companies for five years. The application for the injunction was filed by Tinubu and his deputy, Omamofe Boyo, seeking an enforcement of their fundamental rights.

Oyetola cancels LG chairmen Dubai trip to attend workshop

Governor Gboyega Oyetola of Osun state has cancelled the planned foreign trip to Dubai for a workshop by local government chairmen in the state. The order to stop the trip is contained in a statement issued on Monday in Osogbo, the state capital by the Chief Press Secretary to the governor, Adeniyi Adeshina. According to Oyetola, although the trip was approved in 2018 by the former administration in the state, embarking on trip now is not auspicious. The governor said though it was desirable to continue to expose government officials to capacity building, the financial situation of the

state government at present did not permit such. Oyetola, however, assured public officers in the state that they would continue to be given the benefit of training at the appropriate time when the financial situation of the state permits. The chairmen of 68 local government areas and local council development areas were billed to travel to the United Arab Emirates for a 10-day workshop. It was also gathered that preparations for the foreign trip started during the administration of former Gov. Rauf Aregbesola, but was delayed till now due to lack of funds. Meanwhile, some local government

workers in the state have commended the governor for suspending the foreign trip. A senior local government staff in one of the local governments, who spoke on the condition of anonymity, said the directive of the governor suspending the trip was commendable. He said the local government chairmen were only interested in using the trip to enrich their pockets and not for any serious workshop, adding that “I wonder why they have to travel to Dubai for a workshop when the same workshop can be organized here. “I personally commend the governor for giving the directive and I hope the money for the trip will be used to do something meaningful.”

In its petition to the House, White Plains British School alleged that First Bank approached the proprietor of the school for a loan in 2013 and that the bank fraudulently forged the signature of the school’s proprietor as well as signatures of directors of France-Lee Nigeria Limited to perfect a tripartite legal mortgage with which the bank secured a judgment of a federal high court against the school and appointing one Bola Olotu as a receiver to the said property used as collateral for the loan. The House committee in its findings stated that “from the evidence laid before the committee, it is obvious that the lawyers who perfected the said deed

of tripartite legal mortgage doctored or forged the signatures of the directors of France-Lee Nigeria Limited after discovering that the petitioner did not perfect his title to the said property. “The committee therefore, recommends that the registrar-general of the Corporate Affairs Commission (CAC) should cancel the letter of consent of the directors of FranceLee Nigeria Limited filed by the external solicitor to First Bank, Chuks Dibiezue.” The forgery saga against the bank began on December 11, 2018, when Rep. Zaphaniah Jisalo, presented the White Plain British School petition to the House, alleging that the bank through fraudulent means wants to take-over the school.

Rabiu Yadudu as the managing director of the Federal Airports Authority of Nigeria (FAAN), the federal government has appointed Capt. Mukhar Muye to take over as the substantive director of airport operations. Capt. Muye’s appointment is with immediate effect as he fills the position left by his predecessor. A highly trained commercial and multi –engine instruments pilot, Capt. Muye has had a distinguished career in the Nigerian aviation industry. President Muhammadu Buhari has welcomed the support of the Italian government to help recover and repatriate illegally deposited Nigerian assets in foreign countries. President Buhari spoke when he received a delegation from the Italian Parliament led by Senator Vito Petrocelli, chairman Senate Committee on Foreign Affairs at State House, Abuja. The Italian Ambassador to Nigeria, Dr. Stefano Pontesilli, who accompanied the delegation while conveying the message of the Italian government, told the President that Italy was willing to cooperate with his administration to recover illicit funds stashed overseas. Pontesli said that “we are willing to cooperate with your administration 100 per cent on illicit assets repatriation.’’ Responding, President Buhari

commended the Italian government for demonstrating ‘‘open-mindedness and willingness to cooperate with Nigeria on the issue of the repatriation of stolen funds.” The President while acknowledging the good wishes of the Italian government in the aftermath of the February 23 presidential elections told the delegation that his second term in office would consolidate on the progress recorded in the last four years. He also used the occasion to remind developed countries to do the needful on reviving Lake Chad, adding that ‘‘Lake Chad is now 10 per cent of what it used to be. At least 30 million people around it benefit from fishing, farming and animal husbandry. ‘‘The drying up of Lake Chad has forced some people to defy the Sahara Desert and the Mediterranean in their bid to get to Europe,’’ he said. President Buhari thanked the Italian government for its policy of

accommodating displaced persons, particularly African refugees. The President also appreciated the delegation for emphasizing the cordial relationship between Nigeria and Italy and the need to establish a bilateral committee on friendship that would identify areas of cooperation. Earlier, Sen. Petrocelli had told President Buhari that the delegation which included Sen. Tony Chike Iwobi, the vice chairman, Senate Committee on Foreign Affairs, a Nigerian and first African to be elected into the Italian Parliament was in the country to attend to the June 12 Democracy Day celebrations. The President and the delegation which also included Italian investors discussed a range of bilateral and global issues, including migration, Sustainable Development Goals (SDGs), infrastructure development, anti-corruption and the need to strengthen inter-parliamentary relations between Nigeria and Italy.

The Lagos state government on Monday announced the appointment of Justice Kazeem Alogba as the 17th chief judge of Lagos state. According to the state governor, Babajide Sanwo-Olu, the appointment is in accordance with Section 271 (1) and (4) of the 1999 Constitution (as amended). The appointment takes effect from June 11, in acting capacity pending the recommendation of the National Judicial Council (NJC) and the subsequent confirmation of the state House of Assembly. The appointment of the new acting chief judge is consequent upon the need to prevent a vacuum in the state judiciary, given the imminent retirement of the present Chief Judge of the state, Justice Opeyemi Oke, who is set to disengage statutorily from the state judiciary from June 10. Accordingly, the newly appointed acting chief judge will be sworn-in on June 13 in the governor’s office, Lagos House, Alausa, Ikeja, at 10.00 a.m. Prior to his appointment, Justice Alogba was the most senior of the 58 justices in the state judiciary next to the out-going chief judge and had chaired the committee on the review of the high court civil procedure rules which culminated in the new High Court of Lagos (Civil Procedure) Rules of 2019 that came into force on January 31, 2019.

Before his emergence, there were strong indications that former Governor, James Ibori’s daughter, Erhitiake IboriSounu, representing Ethiope West Constituency and Rueben Izeze representing Ughelli North Constituency were lined up to slug it out with Oborevwori. However, it was gathered that political leaders in the state, including Chief Ibori insisted on Oborevwori becoming the speaker because of his legislative experience and exposure as a seasoned technocrat. The newly elected deputy speaker represents Ukwuani Constituency. Investigations revealed that among the 29 member -elect of the seventh Assembly are 11 were re- elected members of the sixth Assembly while 18 were new members. In his acceptance speech, Oborevwori assured the people of the state of transparent legislative activism in collaboration with the state Governor, Ifeanyi Okowa to achieve a stronger Delta agenda.

Ukpono Ukpong, Abuja The Permanent Secretary, Federal Ministry of Labour and Employment, Mr. William Alo, has charged all the Nigerian delegates to the 108th Session of the International Labour Conference (ILC), Geneva, Switzerland, to be good ambassadors of Nigeria at the Conference. Mr. Alo gave the charge at the preparatory meeting of the government delegation to the 2019 ILC held in the Federal Ministry of Labour and Employment, Abuja. Represented by the Director, Productivity Measurement and Labour Standards, Mr. Eyewuni Dan Neburagho, the Permanent Secretary said the Conference is an annual meeting of the International Labour Organisation (ILO) and this year’s conference is scheduled to hold from 10th-21st June 2019 with the theme: Work for a Brighter Future. “The purpose of the preparatory meeting therefore is to acquaint you with what is expected of you as Delegates and Advisers and also to keep you abreast of the various committees in which each of you have been selected to participate. “I want you to know that participation in the conference as Government Delegation is a call to duty. You are therefore expected to exhibit the highest level of professionalism and dedication to duty. “As you are aware, this will be my first experience at participating and leading the delegation to the Conference. It is expected that all issues bordering on Labour administration and international Labour diplomacy have been duly trashed out by all the professional departments

for effective intervention at the various committees”, Alo stated. He then enjoined the delegates to deliberate fully and exhaustively on the technical items of the various established committees to adequately equip every delegate and adviser with skills to participate optimally at the conference. He further stated that the Technical Session consists of six Committees namely: Finance, Application of Standards, Committee of the Whole, Standards Setting Committee: Violence and Harassment in the World of Work, Selective

Committee, and Credential Committee. He said that the Nigerian Delegation to the Conference would be tripartite in composition and the African meeting would be held from 9.00am to 10.30am daily. “The African group of the Governing Body is made up of representatives of all the African member States participating in the Conference. The purpose of the group meetings is to review the programme and agenda of the session, reaffirm the assignments of Representatives/ Agenda items to various member States and seek to reach agreements/consensus on the position of the group on the Agenda items”, Neburagho added. He also disclosed that the current coordinator of the African group is Ethiopia and urged all delegates to fully participate in the meeting of the African Group.

NYPF unveils skills, entrepreneurship training for 5,000 returned migrants In a bid to curb the menace posed by irregular migration and the accompanying threat of human trafficking, the Nigerian Young Professionals Forum (NYPF), has unveiled a Skill and Entrepreneurship Development Project (SED-P) to enable create a sustainable livelihood to at least 5,000 returned migrants. The Chairman and Founder of NYPF, Moses Siasia, disclosed this yesterday in Abuja at a conference with theme; ‘Strengthening a Multi-Stakeholder Partnership and Creating Cooperation in Curbing Illegal Migration and Human Trafficking’ While unveiling of the program, Siasia said the socio-economic and political significance of human trafficking and illegal migration considered by experts as a global threat, has over the years been exacerbated by the non-effective response by stakeholders in addressing the root-cause. The NYPF Chairman noted that the constraints faced by the Nigerian government in the fight against Irregular Migrants and Human Trafficking has shown that government alone cannot find solutions to this problem, hence the initiative. “The Skills, Entrepreneurship Development Project (SED-P) is a homegrown initiative of the NYPF, an offshoot of the International Action on Illegal Migration and Trafficking in Persons Conference projected to raise global and community awareness about the menace that has devastated communities and inflicts destitution on families. “The programme will rehabilitate, develop capacities, empower, mentor and provide hope for returnees and unemployed, especially the youths. “The NYPF Skills, Entrepreneurship Development Project (SED-P) model drives action in the areas of rehabilitation and recovery, capacity building and skill development, mentoring and apprenticeship, empowerment scheme and enterprise development support.” He said that government in its effort had put in a lot of machinery in place over the years to help returned irregular migrants and today, after several efforts, it’s difficult to monitor their progress, trace their locations and empower them, not to talk of creating a sustainable livelihood for them. “So the Nigerian Young Professionals deem it necessary because 90per cent of these returnees fall between the age of a young persons (18 – 40). We want to create a sustainable livelihood for these returnees. We want to build their capacity through the Skills, Entrepreneurship Development Project (SED-P) of NYPF. “In the next 5-years, we want to see how many we can train and we will showcase them after 5-years to know how they have been able to contribute positively towards the growth and development of the society to help the economy of Nigeria.” He said Siasia also disclose plans to embark on awareness campaign for Nigerian youths on the dangers of undertaking such dangerous trips especially in the affected states. “We will go on road shows especially in the affected states like Edo, Delta, Ondo, Osun, Katsina and other reflag states to sensitise young people on the danger of going through such trafficking culture. “We are trying to create an enabling environment and also work with government at all levels to create a sustainable livelihood for our young people.”

Ebonyi NLC impasse: Nkah’s faction threatens legal action against Wabba Leonard Nkah-led executive of the Nigeria Labour Congress (NLC) Ebonyi Chapter, has threatened to sue the national leadership of NLC if it fails to recognise them as duly elected during the April 25, 2019 delegates’ conference. The members, through their lawyer, Roy Nwaeze, faulted the national leadership of NLC for recognising the factional leadership produced in the delegates’ conference. In a letter to the NLC President, Ayuba Wabba, Nwaeze decried the action of the national leadership of NLC in recognising Ikechukwu Nwafor-led faction, rather than resolving the crisis between the two groups.

He said that his clients would go to court if Wabba does not restrain Ikechukwu Nwafor from continuing to function in office in spite of being suspended. “Members of executive committee of Ebonyi NLC suspended Ikechukwu Nwafor as the Chairperson for refusing to render accounts to them, but you took side with him and refused to recognise the suspension. “The National Industrial Court held on Nov. 15, 2017 in Suit No. NICN/ABK/01/2017 that the balance of convenience was in favour of Comrade Leo Nkah continuing to hold office as Acting Chairperson of Ebonyi NLC. “We wish to appeal to you to

allow peace and labour harmony to reign in Ebonyi by recognising our clients who were duly elected into various positions during the April 25 2019 elections in Ebonyi. “Except you allow reason and the rule of law to reign, our clients will be compelled to have resort to the court,’’ Nwaeze said. Others in Nkah’s executive are: Mbam Emmanuel, Vice Chairman, Ngele Thomson Vice Chairman, Elom David, Treasurer and Chukwuma Onwe, Auditor. “Others are: Nnaji Joel, Auditor, Okoro Christiana, Ex-Officio and Osim Veronica Ex-Officio.’’ Wabba had in his letter to Ebonyi Governor, David Umahi, dated May 2, forwarded names of

officers elected during the April 25 delegates’ conference. He listed them as: Ikechukwu Nwafor, Chairman, Emmanuel Item, Vice Chairperson, Charles Aneke, Vice Chairperson and Amiara Tobias, Auditor. Others are Kelechi Nwanchor, Auditor, and Anthony Egwu, Treasurer. But the governor in his letter accused the NLC national leadership of turning blind eye to the squabble which culminated into factional leadership in the NLC, Ebonyi chapter. It would be recalled that two congresses took place in the state on April 25, 2019 in which Leonard Nkah and Ikechukwu Nwafor emerged chairmen.

Tobiri Okpuromu, a strong Ijaw activist who spoke to Journalists in Asaba on Sunday alleged that the zoning arrangement portends marginalisation and a cheat to the Ijaws if an Urhobo person emerged as the governor of the state come 2023, insisting that the arrangement cannot work. “We have been watching with keen interest the moves by the Urhobos even when Governor Ifeanyi Okowa is yet to settle down for his second term in office that it’s their turn. Let me assure you that the zoning will not work and we Ijaws are not part of the zoning again, it’s outright marginalisation and cheat for us. We are contesting the 2023 governorship elections in Delta, and it is our turn to produce the next governor after Okowa,” Okpuromu disclosed. Among his peers in the G-7 defection group from PDP to APC, Amaechi was so powerful to break into the inner caucus of President Buhari’s government. As a minister, he drove the vision of the APC administration in the transport sector, most especially the ongoing rail road network projects across the country. Kwankwaso: Architect of modern Kano, all round politician and grassroots mobiliser Tunde Opalana, Abuja Engr. Senator Rabiu Musa Kwankwaso, 63, is an all round politician, driver of a mass socio- political movement and architect of modern day Kano State who turned the state into an infrastructure development site during his staggered two terms as governor. In the nation’s fourth republic, he has served in different political space from 1999 till date. He started his service to his people as an elected member of the House of Representatives in 1992 when he won election on the platform of the defunct Social Democratic Party (SDP) to represent Madobi Federal Constituency. Kwankwaso was the first governor of Kano State in the fourth republic who was elected under the platform of Peoples Democratic Party (PDP) He lost re-election bid in 2003 to Ibrahim Shekarau and was in July same year appointed Minister of Defence by President Olusegun Obasanjo and he served the nation in that capacity till 2007. He launched a comeback to power in 2011 when he succeeded Shekarau and held sway till May 2015. But before the expiration of his tenure, he alongside four other PDP governors defected to the new opposition party, All Progressives Congress (APC), and formed a PDP splinter group in August known as the G-7. In 2015, Kwankwaso unsuccessfully contested the presidential primaries nomination under the opposition All Progressives Congress, and lost to Muhammadu Buhari. He then swapped to contest the senatorial seat for Kano Central Senatorial District and was elected Senator. Once again, he was swept by political gale of defection in 2018 when he alongside Senate President Bukola Saraki and other 13 Senators returned to the PDP. In preparation for party’s primaries ahead of the 2019 general election, Kwankwaso threw his hat into the ring to contest the

PDP presidential ticket. Proponents of Kwankwaso’s candidacy were of the opinion that a PDP candidate from the Northwest zone could swing surprises by splitting the humongous number of votes from the zone which President Buhari has always enjoy in past elections. They thought this, Kwankwaso could do conveniently. Though there were other aspirants from the North West geopolitical zone such as Senator Ahmed Makarfi, Datti Ahmed, Kabiru Turaki, Aminu Tambuwal, Attahiru Bafarawa and Sule Lamido, none of them had the support strength of Kwankwaso from the geopolitical zone. The Kwankwasiyya Movement whose followership transcends the Northwest remains the largest political movement in Nigeria. No single household in the entire north that does not have a Kwankwasiyya member. His loyalists believed that the massive support base could be an asset to the party. Those who rooted for his aspiration as PDP presidential candidate believed that with about 40 % of the northwest votes in his kitty, he should be able to muster impressive number of votes from the Northeast and North central while other aspirants from these zones will pull their voting strength together to give him a landslide in the north. They thought the party would have no problem securing the needed majority in both the Southeast and South South which are traditional catchment areas of the PDP, leaving the Southwest presently in the control of the APC for efforts of its members to rake as much votes as it could to complement its harvests. This is necessary because politics is a game of number. But the party under the chairmanship of Prince Uche Secondus could not arrive at a consensus candidate; hence the 12 aspirants went to the Port- Harcourt convention ground to test their popularity. In the early hours of October 7, 2018, Kwankwaso and the rest ten other aspirants lost to former Vice President Atiku Abubakar who eventually emerged and fly the standard bearer of PDP in the

February 23,2019 presidential election won by President Muhammadu Buhari of the All Progressives Congress (APC). As a loyal party man who abides by the outcome of the convention, he joined hands with others to support the campaign of Atiku Abubakar. He remained a Senator till the end of the winding of the 8th Senate because he lost his return bid in the 2019 general election. Much can be said of the political deftness and dexterity of Kwankwaso, whose administration policy thrust is to take Nigeria out of political woods, secure both internal and external territory of the country, making life better, creating wealth rather than promising bogus employment, and prioritising education as the panacea to eradication all the social ills that has plagued the country. As a Defence minister, he initiated the first ever defence architectural policy. In the development and promotion of education, a political analyst once said that no other Nigerian apart from late Chief Obafemi Awolowo can surpass Kwankwaso. During his time as a governor, he prohibited child begging in Kano by ensuring every school age child was enrolled in school, provided free school uniforms and give free meals. In fact, the free meal policy of the APC government was copied from Kwankwaso. He established 44 Islammiya schools to provide combined secular and quoranic education, 44 technical colleges for vocational and technical trainings, 8 colleges of education to give teachers education a boost, 27 institutions to train Kano indigenes in self dependency and two universities in the state. He as well paid tuition fees of medical students of Kano origin both within and outside Nigeria. During his time as the governor, he sponsored over 7000 students to study abroad across different disciplines and level from undergraduate and postgraduate. He believe that with adequate education, the social vices of drug addiction and other causes by population explosion could be drastically reduced and crime rate and

radicalisation of the youths can be curtailed. Kwankwaso is believed to be an ideal leader because he is a detribalised Nigerian who is also not a religious bigot. It is on record that in 1993, Kwankwaso supported the late MKO Abiola to win Kano for the SDP against Bashir Tofa of the NRC who is a Kano indigene. He did the same in 1999 by supporting the candidature of former President Olusegun Obasanjo against Abubakar Rimi in the PDP presidential contest. He lost his seat in Kano for running against the religious tide by not supporting the adoption of Sharia law prevalent then in northern Nigeria because of his believe in one indivisible country. Above all, Kwankwaso does not forget old friends; he has record of service, has passion for the unity of the country and he has fanatical supporters which any aspiring President needs to succeed.

General. The party won again and President Buhari was re-elected in February 2019. It is expected that Amaechi will continue to be relevant in Buhari’s second term in whatever capacity. Amaechi first office in politics was as Secretary of the now defunct National Republican Convention in Ikwerre Local Government Area of Rivers State. Between 1992 and 1994, he was Special Assistant to the Governor of Rivers State, Sir (Dr.) Peter Odili. Odili believed in him as a young man with potential in politics, and adopted him as a political son, guiding and nurturing him in politics, and consequently facilitating his election into the Rivers State House of Assembly in 1999. He was subsequently elected as the Speaker of the House of Assembly. Amaechi was elected the Chairman of Nigeria’s Conference of Speakers of State Assemblies. He was re-elected into the State House of Assembly in May 2003. This relationship between him and Odili translated into a harmonious relationship between the Executive and Legislative arms of government in Rivers State. In 2003 when the National Assembly moved to hijack the legislative functions of the Rivers State House of Assembly as enshrined in the constitution, he and his colleagues took the matter to Nigeria’s Supreme Court and the court gave a judgment that the control and supervision of local government is the prerogative of the State House of Assembly. He contested and won the Peoples Democratic Party primary for Rivers State Governor in 2007. His name was substituted by the party, an action which he challenged in court. The case eventually got to the Supreme Court. He became governor on October 26, 2007, after the Supreme Court ruled that he was the rightful candidate of the PDP and winner of the April 2007 Governorship election in Rivers State. He was re-elected for a second term of four years in April 2011. His administration invested in infrastructure development, construction of roads and bridges, sticking to the vision of connecting all parts of the state by road. The governor was also committed to urban renewal and modernisation of transportation services. His administration began building a monorail to provide mass transportation within the city of Port Harcourt. Some power plant projects (Afam, Trans Amadi, Onne) were also built to improve power supply in the state. Chibuike Amaechi holds the national honour of the Commander of the Order of the Niger (CON). He is a Christian Catholic and a Knight of St. Johns.

Develop tech ecosystem for wealth creation, economic growth, Opeke charges FG Ladesope Ladelokun Funke Opeke, Chief Executive Officer of one Nigeria’s Infrastructure Companies, MainOne, has charged the Federal Government to develop the tech ecosystem if it is serious about curbing the alarming rate of poverty in Nigeria. Opeke made this known at the ongoing Emerging Technologies Information and Communications Technology Innovation Forum organised by the Nigerian Communications Commission (NCC)in Lagos on Monday. The MainOne CEO says Nigeria will become poorer if the Federal Government does not take rapid action to develop the technology ecosystem, noting that Nigeria cannot afford to become just consumers of technology. The lead speaker at the forum themed “ Developing Nigeria’s Tech Eco-System: Imperative for Improving Local Content” submits that the government must create the enabling environment for the tech ecosystem to thrive by creating favourable terms for doing business, developing policies that support the tech ecosystem and putting in place the necessary infrastructure, adding that developing the tech ecosystem is not negotiable if we must have a prosperous future. In his keynote address, the Executive Vice Chairman of NCC, Prof Umar Danbatta, says though telcos have the infrastructure to support voice services and access to data, it has become expedient for them to unlock new services and sources of value generation and revenue streams in their operations. His words:” It has become necessary to innovate on how to access segments of the Consumer Wallets not presently allocated to communication by providing solutions to consumer needs in other vertical areas of education, health, government services, etc., made available through telecoms network infrastructure. We have to be innovative to make this aspect of our lives work.” On the need for the right framework to be created to support the activities of indigenous companies to key into local opportunities and remain relevant the world over, he said:” With the growing pressure of globalization, every government as well as captains of industries are charged with the burden of finding ways to ensure that we remain competitive and capable of fulfilling local demand. Not only that but given the wide availability of information technology to serve markets the world over, it is imperative that the right framework be developed to enhance the ability of indigenous companies to maximally explore and exploit local opportunities.” Danbatta, who was represented by the Director, Legal and Regulatory Services, NCC, Mrs Yetunde Akinloye, said the commission had embarked on visitation to various tech startups across the six geopolitical zones in the country to assess their development and challenges as part of an effort to encourage tech entrepreneurship and innovation in the ICT sector, adding that the commission would assist the various tech hubs with the right regulatory intervention to ease their operations.

Liberalisation of power sector will attract $30bn investment in 3 years, expert assures Motolani Oseni Nigeria’s power sector may have found the solution to the unprofitable and lack of required investment needed for growth, as Vice Chairman of Alpha African Advisory, Mr. Mustafa Chike-Obi has assured that liberalization of the sector will make it profitable, enable Nigerians to have cheap electricity supply in the long run and attract over $30 billion of investment in the next three years. Speaking at the monthly capacity building forum of the financial journalists in Lagos, the global investment expert said that since it is believed that everyone deserves electricity much as everyone

deserves to have a telephone or a nice car, the only way to lift the society to that point is to charge the people who need electricity the most, the market price. Chike-Obi threw a challenge that if the power business is made profitable, whereby tariff on electricity is removed and power companies allowed to sell to any person they wish to sell to, at a market-determined price, he can guarantee Nigeria a $30 billion worth of power sector investment in three years. He explained that in some places in Ikoyi Lagos, residents get about 90 per cent of power supply and they are paying roughly N50 or N60 per kilowatt hour, for instance. He said a power generating set

costs about N160 per kilowatt hour with its attendant inconveniences. According to him, “Most people who have generating set will be happier to pay N160 per kilowatt hour of electricity, but the government said no. We can only charge Nigerians N60 per kilowatt hour, yet nobody has it. Nobody is looking for it and nobody is interested in more investment into it to create more power.” “But if you allow these power companies to sell at N160 per kilowatt hour, they will make so much money from the rich people at the beginning, that they will start creating more power. Look at what happened with the telephone. In the beginning, SIM card was N70, 000 and only a few

rich people could afford it and the companies made so much money. Today, almost everyone has two phones because SIM cards are free,” he stated. To Chike-Obi, when every area of the power sector is losing money because the government which owns them wants the power to be supplied at N60 per kilowatt hour, it is not good business. According to him, all of the companies involved in power supply, owe money and will remain insolvent, even as power supply remains below expectation. “So, you won’t get power until you realize that power is a capital good and should be priced accordingly,” the global investment expert said.

Equities market extends losing streak by N48bn Temitope Adebayo The Nigerian equities market on the first trading of the week extended its losing streak with a loss of N48 billion or 0.36 per cent to close at N13.354 trillion against N13.402 trillion traded on Friday.. Similarly, the All-Share Index (ASI) lost 109.94 points or 0.36 per cent to close at 30,322.19 compared with 30,527.01 achieved on Friday. The downturn was impacted by losses recorded in medium and large capitalised stocks, amongst which are; Unilever Nigeria, Cement Company Northern Nigeria (CCNN), MTN Nigeria, Dangote Flour Mills and Nigerian Aviation Handling Company (NAHCO).

Analysts at Afrinvest Limited said, “Given the negative trend in the equities market, a bearish performance was expected in the market to persist but with opportunities for bargain hunting.” Also, analysts at APT Securities and Funds Limited noted: “We might see more down days during the trading week as more investors eye savings and a riskless asset. “We therefore advise for cautious trading in the short run. “However, the accumulation of fundamentally justified and dividend paying stocks for mid to long term is recommended.” A breakdown of the price movement shows that Consolidated Hallmark Insurance and UACN Property Development Company recorded

the highest price gain of 10 per cent each, to close at 22k and N1.65, respectively. Sovereign Trust Insurance followed with a gain 8.70 per cent to close at 25k, while Japaul Oil & Maritime Services rose by eight per cent to close at 27k per share. Forte Oil appreciated by 2.91 per cent to close at N26.50, per share. Conversely, CCNN and Unity Bank dominated the losers’ chart by 10 per cent each, to close at N13.50 and 63k per share, respectively. NAHCO followed with a decline of 9.73 per cent to close at N3.06, while Courteville Business Solutions by 9.09 per cent to close at 20k per share. NAMA signs MoU with Ghana CAA on cross border search and rescue Stories by Chukwuemeke Iwelunmo In a bid to address issues arising from the flow of air traffic among adjacent Flight Information Regions (FIRs), the Nigerian Airspace Management Agency (NAMA) has signed a memorandum of understanding (MOU) with the Ghana Civil Aviation Authority (GCAA) for effective synergy and collaborative cross border search and rescue around the common boundaries of the two states. The memorandum of understanding which was signed recently at NAMA corporate headquarters in Lagos with a high-powered

team of GCAA officials stipulates guidelines and procedures for collaboration on aircraft and weather/ terrain information sharing, deployment of manpower as well as search and rescue equipment in the event of an incident or accident. NAMA at the event also signed Letters of Agreement with the visiting Ghana team specifying procedures to be followed for tactical separation of aircraft between Lagos and Accra. Stipulated in the Letters of Agreement are details such as how air traffic controllers exchange or manage the movement of aircraft across the two centres in terms of radio frequencies, the point at which to transfer aircraft as well as established boundaries and altitude for transfer of aircraft

across the common borders. Also contained in the agreement are procedures of handling emergencies, transfer of aircraft using technical systems such as Controller Pilot Data Link (CPDLC) and Automatic Dependent Surveillance Contract (ADSC) as well as standard separation between aircraft compliant with that of the adjacent state. The two states also discussed the possibility of a partnership which would enable NAMA undertake the training of some of its operational personnel at the Ghana Civil Aviation Academy by virtue of its affiliation with renowned training institutions globally, just as they deliberated on the need for both states to share information on air navigation plans as this would ensure

compatibility and interoperability of Air Traffic Management Systems to be deployed by each state. Speaking while signing the MOU on behalf of NAMA, the Managing Director, Capt. Fola Akinkuotu noted that as a requirement of the International Civil Aviation Organization (ICAO), the meeting with Ghana is critical as it would enhance operational synergy and seamlessness, making for less gaps in air traffic management between the two adjacent states. While calling for sustained interaction and cooperation between Ghana and Nigeria, the NAMA boss said the agency would continue explore ways to further ensure safety of air navigation within the region.

Suspension of Sudan from African Union not enough

After months of prevarication, the African Union (AU) eventually suspended Sudan from the continental organisation last week. The suspension was sequel to the brutal massacre of 150 peaceful protesters by the reactionary military junta that is desperately bent on hijacking the popular revolt against military dictatorship in Sudan. While the suspension of Sudan from the AU is a welcomed development, it should be pointed out that it has no serious impact on the junta, and is not enough to address the issues of the accountability of perpetrators and justice for the victims. The AU should therefore mobilise member states of the United Nations to isolate Sudan and place travel bans on the officials of the military junta. The AU should also fully pursue the prosecution of violations of international criminal law and international human rights law by the authorities through the immediate establishment of a hybrid court for Sudan. The hybrid court statute should set out the court’s jurisdiction over serious crimes under international law and relevant laws of Sudan. The proposed

hybrid court would ensure accountability for perpetrators, justice for the victims and contribute to strengthening and complementing the national justice system. Since ex-president of Chad, Mr. Hissène Habré was successfully tried and convicted by a special tribunal in Senegal for crimes against humanity, the AU should ensure that ex-military dictator, Omar Bashir is not handed over to the International Criminal Court but tried by the proposed hybrid court or transferred to Senegal for his trial over the genocidal attacks on the people of Darfur. Accountability for human rights violations and abuses in Sudan should be a priority for the AU, consistent with its Constitutive Act. It is the impunity of perpetrators that has been the major factor for the perpetuation of the human rights crisis in Sudan. Although Sudan has been suspended by the AU, the country remains a state party to the African Charter on Human and Peoples’ Rights. Therefore, the African Commission on Human and Peoples’ Rights should order a fact-finding mission to investigate serious human rights violations and abuses, including the barbaric massacre of the

peaceful protesters by the military junta. The African Commission can no longer remain silent in the face of the human rights crisis and impunity of perpetrators in Sudan. The African Commission has the powers under the African Charter to carry out the proposed investigation, including under Article 45, which gives the Commission the authority to conduct research into human rights practices and to give its views and recommendations to governments, as well as to co-operate with other African and international institutions concerned with the promotion and protection of human and peoples’ rights. Under article 46 of the African Charter, the African Commission is empowered to use “any appropriate method of investigation.” The members of the ruling junta indicted in the investigation should be recommended for criminal prosecution in an African country that is clothed with universal jurisdiction. Finally, we call on all progressive forces and democratic organisations in Africa to show solidarity with the people of Sudan in their historic resolve to terminate unending military rule and impunity in their country.

His knees were still bothering him as his happiest hunting season began on the European claycourts he has owned. “I lost, I think, around 15 or even more Grand Slams in my career for injuries,” Nadal said. “So, it has been difficult.” Watching him repel the swashbuckling Thiem on Sunday with the kind of intensity and sheer willpower that has marked his career, it was hard to believe the transformation. It was hard to believe that just a few weeks ago in Barcelona he was suffering a crisis of confidence. Thiem beat him in straight sets in Barcelona and Nadal said it was at that tournament he realised he needed to change his mentality. “Mentally, I lost a little bit of energy, because I had too many issues in a row,” he said. “Mentally I was not enjoying. Too much worried about the health and, being honest, too negative. “After the first round in Barcelona, I was able to stay alone for a couple of hours in the room and think about it and think about what’s going on, what I need to do. “One possibility would have been (to) stop for a while and recover my body. And the other was change drastically my attitude and my mentality to play the next couple of weeks.” Sunday’s display proved he made the correct call.

Rohr: Dropping Kelechi Iheanacho, Semi Ajayi tough call Super Eagles coach, Gernot Rohr, has admitted that it was a tough call excluding Kelechi Iheanacho and Semi Ajayi from his final 23-man squad for the 2019 Africa Cup of Nations in Egypt. Both players were conspicuously missing during the Eagles recovery training Sunday morning at the Stephen Keshi Stadium in Asaba. The German also noted that the pair were still part of his team despite being overlooked for the AFCON tournament. “It was not the match against Zimbabwe that helped in our decision to drop the two players,” he told the media shortly before the team’s departure to Ismailia. “We already had our opinion before the match because we observed them throughout the season and we saw what they did. “We had seven training sessions to see the fitness, confidence of the players. Normally in a match, you cannot bring so many strikers. We played with a lot of offensive players. “We played with seven strikers, all the

strikers who deserved to play. We started with three strikers, the others came in. We have (Samuel) Chukwueze, (Samuel) Kalu, Henry (Onyekuru), (Victor) Osimhen, Paul (Onuachu), (Moses) Simon also. The choice of dropping two players is really difficult for me. “I can’t take every one of you (players) to the AFCON. All the players showed good character, good mentality throughout this week, but we just must drop two players. It’s so unfortunate and a difficult moment for Iheanacho and Ajayi missing out but they are still part of the team.”
