held on Tuesday night at the Auditorium of Federal Ministry of Finance was unsuccessful as parties were unable to reach agreement several hours after members went into closed door session. But the meeting was adjourned abruptly at about 7.40pm without sharing of funds. An insider who spoke in confidence, said, “States are unable to reach agreement with the NNPC on amount to share. The meeting has been postponed to Thursday (tomorrow)”. It is instructive to note that none of FAAC members was willing to offer explanation to journalists on reasons for the stalemate. Tuesday’s adjournment was second in two weeks. Incidentally, the current stalemate started two weeks ago. It was, triggered by a stand off between FAAC and the NNPC with the former alleging shortchanged in funds remittances to federation purse by the latter. Addressing the media in Abuja on the controversial NNPC remittances to federation account, Chairman, Forum of Finance Commissioners, Mallam Mahmoud Yunusa explained that, “ based on all provable assumption parameters, the NNPC) is to remit N87.6 billion being Petroleum Profit Tax( PTT) and N60billion as Royalty amounting N146 billion to the federation account as against N127 billion paid by NNPC apart from proceeds from domestic crude oil sales.” Yunusa noted that while
the NNPC claimed it spent N3.5 billion on product leakage, pipeline vandalism, the Department of Petroleum Resources ( DPR), an agency supposed to keep such record claimed ignorance of the amount. He said NNPC remittances to federation account is a recurring issue, stating that the current development provides opportunity to address it holistically. “ It’s better for us to stand down the FAAC with all the pains involved because some states have not paid salaries and it is a good development to trash it once and for all. “In the past, nobody dares the NNPC but now that we have a transparent government in place, what is happening now is not a disagreement per say but what I can call progressive disagreement “, Yunusa added. About 14 states governors are said to be unable to pay June salary to their civil servants, following the deadlock in monthly meeting. It was further gathered that few states that paid sourced loans from Deposit Money Banks. Tuesday’s postponement of the meeting made it the second time FAAC could not agreed on the generated revenue remitted by the NNPC. Reps to probe NNPC remittances into federation account Meanwhile, the House of Representatives on Tuesday said that it would investigate remittances by the Nigeria National Petroleum Corporation (NNPC) into the federation account from the revenue it generated from crude oil sales between May and June, including funds it realized from
other revenue sources. This resolution was adopted by the House after it considered a motion sponsored by Hon. Ossai Nicholas Ossai (PDP, Delta), indicting the NNPC for allegedly withholding N100billion from the Federal Accounts Allocation Committee (FAAC) for June. According to the House, the probe of NNPC’s remittances and crude oil sales would be carried out by an ad hoc committee that is yet to be constituted When constituted however, the ad hoc committee has two weeks within which to conclude its assignment and report its findings to the House for further legislative action. Moving the motion, Hon Ossai stated that the N100billion under remittances by the NNPC prevented the FAAC from meeting, thereby preventing federal, state and local governments from sharing funds that had accrued into the federation account for June. He said “this is not the first time the NNPC has failed to fully remit what is due to the federal government, hence slowing down the pace of government businesses across the country.” Ossai further declared that the issue of under remittance is coming when crude oil price has risen at the international market above the budget benchmark. He said, “This implies that the slow pace of government activities is not caused by poor revenue from oil but likely as a result of some individuals not doing what they’re supposed to do.”

We’ll assist Nigeria to bridge $3trn infrastructure gap - AfDB Mathew Dadiya, Abuja The African Development Bank (AfDB) has said that it will assist the Nigerian government to bridge its infrastructure gap estimated to cost about $3trillion in the next 26 years. The Senior Director, AfDB Nigeria, Mr. Ebrima Faal, said this at the Africa Investment Forum (AIF) Road show on Tuesday in Abuja. Faal said that the AIF idea came from the reality that the government alone could not finance the infrastructure gap in the country which is making it difficult to achieve sustainable development. “Indeed, over the last decade, and despite impressive growth rates in most of the continent, Africa’s infrastructure needs remain formidable with annual financing gap between $130 and $107 billion annually. “Nigeria’s infrastructure cumulative financing needs are estimated to reach $3trillion by 2044 or about $100 billion annually. “This is all happening at a time when public sector finances are extremely
pressured. “There is therefore a critical need to change the current funding mix and create partnerships to finance infrastructure and other projects in Africa,” he said. To this end, Faal said the AfDB planned to assist Nigeria put together a pipeline of bankable projects ahead of the Africa Investment Forum coming up from November 7 to 9 in Johannesburg, South Africa. He said that the bank, working with multilateral institutions and the private sector, would help Nigeria to develop investment-ready projects for investors, fund managers and others at the forum in South Africa. “The African Development Bank is committed to the development of effective public-private-partnerships and has been developing new innovative financing programmes, instruments and partnerships. “This is to facilitate the financing and construction of critical infrastructure on the continent. “The AIF is an investment market place that aims to showcase key projects
currently under development and assess how those projects will be financed, operated and delivered successfully to maximise efficiency and project success,” he said. Also, Ms Stella Kilonzo, a Senior Director at the AfDB in-charge of the African Investment Forum, said through the forum, the bank aimed to de-risk investments in Africa. She said that at the moment, Nigeria and Africa at large, struggled to attract significant capital due to poor preparation and packaging of project proposals, limited availability of tools for credit enhancement and risk coverage among others. She said in Nigeria, the bank would fast-track the Sustainable Development Goals by developing bankable projects in the agricultural, energy and infrastructure sectors, among others. Tunde Opalana, Abuja In what can be referred to as looming friction between the Federal Government and the National Assembly over the former’s latest action to tackle corruption, the Senate on Tuesday faulted the action of President Muhammadu Buhari over Executive Order 6 and what it referred to as consistent assault on the provisions of the 1999 Constitution. The Upper chamber also claimed that Nigeria’s democracy is being threatened by what it called the sustained executive
assault on the constitution as exemplified by the recent enactment of the Executive Order No. 006 by the President. The Executive Order 6 is an Executive legislation that permits security agencies to freeze the assets of persons standing trial. The Senate therefore summoned the Attorney - General of the Federation (AGF) and Minister of Justice, Mr Abubakar Malami, SAN, to appear before it in plenary and explain to the Senate the constitutional basis for the Executive Order No. 006 and the other Executive Orders which have been issued
by the President in clear usurpation of the law making functions of the National Assembly. The development followed a motion on “Alarming rise in cases of alleged human rights violations and consistent assault on the provisions of the 1999 Constitution by the Executive”, sponsored by Senator David Umaru (APC, Niger East). The Senate noted that several other Executive Orders have also effectively usurped legislative and judicial powers of the National Assembly and the judiciary as enshrined respectively under Sections 4 and 6 of the Constitution.

He also said that many less resource endowed state and local governments depend on the monthly federal allocation to pay workers salaries and allowances, adding that “it therefore means that many Nigerian workers will not be able to get their salaries for June”. He asserted that if the allegation of under remittance and the revenue profile of the NNPC were not investigated, the public oil outfit will in no distant time declare no revenue from the sale of oil and gas. Also, a bill seeking to mandate the federal government to deploy the $322million returned Abacha loot for the completion of the Ajaokuta Steel Complex and the nation’s railway system has passed second reading in the House of Representatives. The bill is coming barely five days after the House passed a resolution urging President Muhammadu Buhari to halt ongoing plans by his administration to distribute the $322million to 302,000 poor households in 19 states without recourse to the National Assembly. The bill is for the enactment of an Act to allocate the returned looted $322 million for funding of Ajaokuta Steel Company and railway line(s) projects in Nigeria and for other related matters is
being sponsored by Ossai and five other lawmakers. The other sponsors of the bill are Hon Mohammed Umar Bago, Rita Orji, Darlington Nwokocha, Alagbaso Jerry and Nwabuwa Henry Ndochukwu. Clause 1 of the bill seeks to establish a fund to be known as the Swiss fund, while Clause 2 (i, ii & iii) provides that the fund shall be all the returned looted Nigerian government money of $322.5 million from Switzerland; shall be allocated for the funding of Ajaokuta Steel Company; shall also be allocated for the funding of Lagos-Port Harcourt - Enugu - Ajaokuta railway lines project. The explanatory memorandum of the bill further stipulates that the “bill seeks to ensure that returned looted Nigerian government fundsare used for major infrastructural projects that will enhance economic growth and development in Nigeria”. Opposition has mounted against the plan of the federal government to share the $322 million Abacha loot to a cross section of Nigerians described as “ poor” without any substantive evidence of their status. According to those opposed to this policy, such a disbursement may create a pipeline for corrupt practices by government officials who will administer
the disbursement. Our correspondent recalls that the House had last Wednesday, passed a resolution to set up an ad hoc committee that will investigate all repatriated Abacha loot from 1998 till date. The ad hoc committee when constituted was expected to report back to the House within six weeks for further legislative action. In considering the motion sponsored by Hon Sunday Karimi on Tuesday, the House argued that the move by Buhari to share the recovered loot was in breach of Section 12(1) of the 1999 Constitution (as amended) which provides that all treaties and agreements entered into by the federal government must be ratified by the National Assembly. Before the repatriation of the $322 million by the Swiss authorities, Eric Mayoraz, Switzerland’s Ambassador to Nigeria, had during a roundtable on assets recovery organized by the Swiss embassy in Abuja, disclosed that a total of $722 million of the Abacha family money hidden in Switzerland had been fully repatriated in 2005. He however, added that an additional $322 million which was frozen by the Swiss attorneygeneral was repatriated in December 2017.
It also frowned at the release of $496million from the Excess Crude Account (ECA) for the purchase of 12 Super Tucano aircraft from the United States Government without prior approval by the National Assembly in direct contravention of section 80 of the 1999 Constitution. The Senate further berated the gradual descent of the country into anarchy and despotism as a result of indiscriminate arrests, unconstitutional detention of citizens under questionable circumstances. It, therefore urged the Executive arm of government to urgently empanel a Judicial Commission of Inquiry to investigate all cases of human rights abuses allegedly committed by the Police, the Nigerian Army and other security agencies in the course of discharging their duties with a view to identifying the culprits and victims and offering redress where necessary. Senator Umaru in the motion listed on the Order Paper of the Senate proceedings for Tuesday cited “continuous detention of the former National Security Adviser, Col. Sambo Dasuki (rtd.) for over two years in total disregard of over four court orders including that of the ECOWAS Court which granted him bail pending his trial over money laundering charges; “Continuous incarceration of the leader of the Islamic Movement in Nigeria (IMN), also known as Shiites, Sheik lbrahim El-Zakzaki, for over two years contrary to an order of the Federal High Court which ordered his release in 2016; “Lack of accountability for human rights violations by security agencies and other militant elements including armed herdsmen; heavy-handed violent responses to peaceful protests as exemplified by previous crackdown on agitators of Indegenous People of Biafra (IP08) and the recent violent
clashes between the police and suspected members of the IMN who were protesting the release of their leader, Sheik Ibrahim El-Zakzaki, in Abuja and Kaduna respectively”. The Senate was alarmed that in the recent past, allegations abound that the executive has not only consistently violated the fundamental rights of Nigerian citizens particularly the rights to dignity of human person and right to personal liberty as guaranteed respectively under section 34 and 35 of the 1999 Constitution but also infringed on the constitution in several ways. It added that notable instances of such human rights violations are well documented by the Human Rights Watch and other reputable human rights organisations. According to the Senate, there is an urgent need for the National Assembly to draw the attention of the Executive arm of government and its relevant authorities to this unfortunate development with a view to preventing the country’s gradual descent into a chaotic state where violence and might rules and where fundamental rights are observed more in breach than in compliance. It called on the Executive arm of government to demonstrate practical commitment to the observance of the rule of law especially in ensuring obedience to court orders and following due process in fulfillment of its constitutional obligation. The Senate also asked the Executive arm of government to take necessary measures and/or establish necessary structures to ensure that all constitutionally guaranteed rights of citizens are protected and observed by its security and law enforcement agencies in the discharge of their responsibilities and desist from further violation of the sacred principle of separation of powers and adopt the rule of law as the guiding principle of government actions.

Plateau massacre: Apologise to Nigerians, Gowon tells Miyetti Allah Kingsley Chukwuka, Jos Former military Head of State, Gen. Yakubu Gowon (rtd), has asked Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) to apologise to Nigerians if actually the recent massacre of over 200 persons in Plateau State were retaliatory as credited to the socio-cultural organisation. Gowon stated this on Tuesday in Jos, the state capital when he paid a sympathy visit to Governor Simon Lalong over the tragic killings by armed gunmen in Barkin-ladi Local Government Area of the state. The Daily Times recalls that MACBAN came under criticism for allegedly saying that the attack was payback for 300 cattle that were rustled
by suspected natives of the area. Gowon, who spoke while answering questions from journalists said, “if what Miyetti Allah said is true, then they should apologise to Nigerians.” On his part, Governor Lalong said the relevant laws to try perpetrators of the recent attacks on the Plateau will soon be signed into law. According to him, adequate laws to prosecute offenders in Jos is under review. He said, “We’ve reviewed adequate laws to prosecute offenders and ensure the enthronement of sustainable peace on the Plateau.” The Governor then commended the former Head of State for standing by the state as a father, pledging that efforts are being made to restore the state to its lost glory.

Gbenga Sodeinde, Ado Ekiti Ekiti people and residents on Tuesday trooped out to welcome President Muhammadu Buhari who stormed Ekiti and was received by the All Progressives Congress (APC) National leader, Asiwaju Bola Tinubu, other National leaders of the party, Governors and the APC’s National Chairman, Comrade Adams Oshiomhole, who had come to drum support for the party’s governorship candidate for the July 14, 2018 governorship election in the state, Dr. Kayode Fayemi. The Oluyemi Kayode Stadium, venue of the APC rally, was full to the capacity as party faithful, supporters and lovers from all the 16 local governments of Ekiti State, students, young and old women and men struggled to ensure they came to show their solidarity. Governor Ayo Fayose had on Monday evening sent inciting messages to the residents directing them not to come out and welcome the President Buhari, saying that: “They should stay at home, so that you will not get killed. I don’t want to bury anybody, you know that I love you. They have sent letter to me to go and welcome him but I can not welcome him, I will be in Government House. “So I want all the civil servants to stay at home tomorrow. Let all markets be closed. I am directing that all the commercial motorcyclists, taxi drivers and buses should should not work. You should not convey them to anywhere. I want you all to bring you vehicles and and okadas to Government House and eat cow with me in Government House. I will give you N10,000 each if you bring your own vehicle and submit them here in Government House”. The Governor, who went further to organise a counter rally in Government House against Police advice not to do so, was, however, ignored by the residents who not only trooped out against his directive but stormed the APC rally to welcome Buhari and show their solidarity for Fayemi. Also against Fayose’s directive, all markets in Ado Ekiti, the state capital, were opened and market women and men came out for their usual businesses except for Fayose Market in Ado Ekiti and some private schools in the state capital which were not opened. There were heavy security presence in Ado Ekiti, the state capital, upon Buhari’s arrival, while the Governor’s office main gate was majorly occupied by security agents from Abuja, major routes leading to APC rally venue were heavily secured by stern looking security agents. While the APC mega rally was being held at the stadium, Governor Fayose was busy campaigning with drivers, Okada riders,
artisans and many Ekiti people who are his supporters inside the Government House. Security agents with their vehicles occupied the main gate leading to the Ekiti State government office at Fajuyi park area in front of the Adunni Olayinka. The stern looking security men who numbered up to about 20 secured the main Governor’s office while some of them spread across the road to ensure adequate security so as to avert possible violent clash between Fayose’s supporters and Fayemi’s supporters during and after the rally. President Buhari while addressing the mammoth crowd that graced the rally, advised Ekiti voters to embrace the APC candidate, Fayemi, in the Saturday’s election, saying that they should not allow their votes to be wasted. He added that they should vote for Fayemi so as not be demeaned continuously by the concept of stomach infrastructure. Buhari also dispelled the insinuation by detractors that he had been protecting the killer herdsmen owing to his ethnic affinity with Fulani, saying he has not shied away from his responsibility to provide security for every Nigerian, regardless of race and religion. The development came just as Tinubu and the National Chairman of the party, Adams Oshimhole, urged Ekiti electorate to vote Fayemi to bail the state out of poverty being experienced under Governor Fayose’s government. Dignitaries at the APC rally include Governor Rotimi Akeredolu (Ondo), Rauf Aregbesola (Osun), Bindow Jbrilla (Adamawa), Kashim Shetima (Borno), Abiola Ajimobi (Oyo), Abubakar Badaru (Jigawa), Edo Deputy Governor, Hon. Philip Shuaib, Ibikunle Amosun (Ogun), Abdulaziz Yari (Zamfara), and Yahaya Bello (Kogi). The new lawyers also include Ms.Firdaus Amasa, a female Muslim Law School graduate who was denied access to the venue of the call to Bar ceremony last November because she refused to take off her hijab. She wore a modified Hijab concealed by her wig on Tuesday. In an address to the Body of Benchers, the Director General of the Nigerian Law School, Prof Isa Hayatu Chiroma, said the bar examination was conducted by the Law School under the supervision of the Council of Legal Education (CLE). Out of the 1550 applicants, two candidates had second class lower while 1548 had “pass”.
Chiroma disclosed that the Council of Legal Education had in 2016 approved that all resit students for the Bar final examinations must undertake two months revision exercise for eligibility to write the examination. He urged the new wigs to make the best of the legal profession, since it was their free will to become lawyers. “You must also ensure strict adherence to its norms and ethics.” Prof Chiroma said that the Nigerian Law School has embarked on reforms aimed at improving the welfare of students. He said, “Given the poor state of physical infrastructure in the headquarters and campuses, we have embarked on massive renovations of all students hostels, lecture halls dinning hall etc. He added that three new industrial boreholes have been installed at Bwari, while a block of 20 rooms hostel have been completed and delivered to the school. In his speech, Chairman, Body of Benchers, Alhaji Bashir Dalhatu admonished the new lawyers to always make the code of conduct for legal
practitioners their watchword. “Integrity and honesty” should be your guiding principle, Dalhatu advised, warning that any lawyer found wanting and whose conduct negates the sacrosanct tenets in the discharge of his legal practice would be dealt with accordingly. According to him, the Legal Practitioners Disciplinary Committee (LPDC), a committee of the Body of Benchers which is responsible for considering and determining allegations of misconduct against members, has debarred seven lawyers between January and July these years. Twelve other lawyers have also been suspended by the LPDC while one other lawyer was demoted. Dalhatu said, “Therefore, the LPDC will discipline erring lawyers whose conduct negate the sacrosanct standards of the profession or amount to infamous conduct in a professional respect”. “It is important to note that failure to adhere to any provision of the Rules of Professional Conduct for Legal Practitioners would amount to an infraction that can be tried by the Body, acting under its LPDC.

He said Fayemi did excellently well as a governor of Ekiti State by bringing finesse to governance, saying time has come for him to reap the fruits of his labour. The former Edo State Governor added that it was disheartening for Governor Fayose to have allegedly pauperized the people, urging the electorate to appropriate their votes wisely for them to get rid of his government. “Fayemi has promised that he will pay the arrears of salaries if elected. He won’t sack anybody, because he is different from Fayose who got N20 billion bailout and pocketed it, rather than paying salaries. “Fayose today has offended everybody. He has abused everybody. He even gave unlawful orders that shops should be closed down today just to show his hatred for President Buhari. “He even manipulated the leaders of commercial drivers not to go to work today just to create obstacles. “But I want to commend you for defying all these obstacles. Let me also say that any worker or Vice Chancellor or Provost that was victimised by Fayose will be promoted by Fayemi”, he assured. He said the PDP has entered into merger deal with other ‘mushroom’ parties to unseat Buhari, saying their gang up against the present government shall go to nullity, describing APC as a performing and solid party. Also speaking in turns, Governors Bagudu, Aregbesola, Amosun, Yari, Ajimobi, Bello and Akeredolu, urged the people to vote APC and join the progressive fold to escape the vicious circle level of poverty. Speaking on behalf of the Ministers, Ngige said the antipeople policies initiated by Fayose leading to non- payment of salaries has been affecting Igbo traders adversely. He urged Igbo traders in the state to put their destinies in their own hands by rejecting PDP in the poll. Fayemi, in his brief comment, said candidates of 15 political parties have endorsed him for the Saturday’s contest based on his track records. “Saturday’s election will be credible, it will be fair, transparent and credible. Nobody will rig because we are contesting based on our track records, which the people said were excellent. “My concern in this election is to chase away looters and those pauperizing our people. President Buhari has instructed me to go back and bring transformation back to Ekiti and the task shall be achieved,” he said. Fayemi, while speaking, told the people that the APC in the state is more united than ever
before, saying that people should expect more developmental project than before when elected into office. Specifically, he promised return of good governance to Ekiti if the people of the state elect him. He commended the people for trooping out in large numbers for the rally to welcome the President. He said the party is united after the primary, noting that all governorship aspirants who contested for the party’s ticket with him are resolute to ensure victory for the party. Fayemi said: “I am running on a track record. There is no community, hamlet that we did not touch in terms of developmental projects during my first tenure. Nothing of such is happening in this present government. “During my time, there is no community that did not benefit from our government. If we did not construct your road, we built your school, if we did not build your school, we constructed palace for your Kabiyesi, if we did not build palace for your Kabiyesi, we fixed your drains. “We did all that, we did not owe workers a single Naira; we paid the elderly, we paid free WAEC, NECO, JAMB, NABTEB fees. We increased workers salaries (minimum wage) from N8, 500 to N13, 000 and then to N19, 000. “We were the first to pay Rural Teachers Allowance in Nigeria, Core Teachers Allowance. I am running on a track record of service in all constituencies, there is no single community that did not benefit from our (first) tenure. “Why am I back? President did not sack me (as minister). My people need me for reclaiming your land and restoring our values. Your PVCs must be ready because the power of the people is greater than the people in power.” “All of us in APC are united and determined to send PDP away. The election will be free, fair, credible, transparent, authentic, genuine and acceptable,” he added. The high point of the event was the formal reception the former Peoples Democratic Party (PDP) chieftains in Ekiti State who had dumped the PDP and joined APC in the state. They newly received chieftains are Senator representing Ekiti Central, Mrs. Fatima Raji Rasaki, a serving member of the House of Representatives, Hon Olamide Oni, former Ekiti East Local Government chairman, Hon Samuel Oyedele Ajibola, aka SAMADEK, former Chief Whip in Ekiti State House of Assembly, Hon. 2019: I’ll maintain equity in appointments if elected president -Atiku Charles Onyekwere & Edward Nnachi, Abakaliki As the 2019 general elections gather momentum, former Vice President, Alhaji Atiku Abubakar yesterday assured that if given the mandate as the Nation’s president come 2019, he would maintain the principles of equity in appointments in the six geopolitical zones of the country. Respite as NUPENG shelves proposed strike Yakubu Salisu, Kano The Nigeria Union of Petroleum and Natural Gas Workers (NUPENG), yesterday suspended its proposed strike, after it reached an understanding with the federal government. Addressing journalists in Abuja, NUPENG president, comrade Williams Akporeha said the decision to suspend the strike was reached following the reinstatement of 89 NUPENG members sacked in CBS Deepsea in Port Harcourt. The NUPENG president also called on relevant authority to convene as a matter of urgency stakeholders’ summit in the oil and gas industry to adequately and appropriately address employment and industrial relations crises in the industry. According to him, this will go a long way in engendering industrial peace and harmony in the oil and gas sector. He cautioned that the suspension should not be taken as an abandonment of the struggle. “As a matter of fact the Union might commence strike in Akwa Ibom State without further notice over the State Government’s nonchalant attitude towards resolving very crucial issues affecting our members in Universal Energy Ltd, and the Frontier Nigeria Ltd,” he said.

Ekiti guber poll: NBC cautions broadcasters on coverage Tom Okpe, Abuja The National Broadcasting Commission (NBC), has cautioned all Broadcasting Houses on the coverage and reportage of the Ekiti State Governorship election coming up on Saturday, 14th July. The Director General of the commission, Ishaq Modibo Kawu in a statement on Tuesday urged all broadcast stations to do their work in conformity with the NBC code. The statement reads: “The NBC wishes to remind all broadcasting stations who will be reporting the Ekiti State Governorship elections to do so in conformity with the provisions of the Nigeria Broadcasting Code, especially the provisions relating to coverage of elections”. The commission drew the attention of broadcasters to the sections of the Nigeria Broadcasting Code including; Section 5.2.12: which states that; ‘All partisan political broadcasts,
campaigns, jingles, announcements and the use of all forms of partisan political party identifications or symbols on air shall end not later than twenty-four hours before polling day’. Section 5.2.14 which states that; ‘A broadcaster shall not use any vote obtained at different polling stations or from exit polls to project or speculate on the chances of the candidates’ and Section 5.2.15; stating that; ‘A broadcaster shall broadcast election results or declaration of the winner only as announced by the authorized electoral officer for the election’. The Commission while reminding all broadcast stations by this release that they have a duty to promote sustainable democracy in Nigeria, also warn that appropriate sanctions would be meted out to any erring station that operates outside the confines of the Code in accordance with section 14.0.1 which states that: “The Commission shall impose sanctions for any breach arising from monitoring and all complaints received on the content or conduct of
a broadcast station”. The Commission therefore reiterate that, “broadcast organizations are expected to exercise freedom of expression as agents of society, not for any personal or sectional rights, privileges and needs of their own or of their proprietors, relatives, or supporters as highlighted in the Nigeria Broadcasting Code”.

Secretary of the All Progressives Congress (APC), Nasarawa, Alhaji Aliyu Bello, said that the new Coalition of United Political Parties (CUPP), cannot stop President Muhammadu Buhari`s re-election in 2019. Bello told newsmen in Lafia on Tuesday, that Buhari came to power on the goodwill of the people, adding that he would still leverage on that given the achievements recorded so far. He added that the coalition was a gang up of the political class, who were not comfortable with the feat recorded by Buhari, especially in the fight against corruption. “More than 90 per cent of Nigerians are not card carrying members of political parties but voters, who the president is counting on to be re-elected in 2019.

Macron’s pilgrimage to the Afrikan Shrine

It is night in the mega city of Lagos, the city that never sleeps. It is Tuesday, July 3, 2018. Emmanuel Macron, President of the Republic of France, one of the world’s most powerful leaders, takes a late flight to Lagos, and walks into the New Afrikan Shrine. He had come to the roots of Fela Anikulapo-Kuti, the iconic cultural ambassador and ‘Black President’ who joined his African ancestors, twenty one years ago. The French leader who had served in Nigeria in 2004, seven years after Fela became an ancestor, wore a white shirt and a tie, sat against the background of African drums and musical instruments and gave a pep talk how our cultural workers including Nigerian musicians, journalists and actors can change the African narrative by telling our own story ourselves. As the night wore on, the tie was off, shirt sleeves rolled up and Macron swayed to the beats of authentic African music belted out mainly by one of Fela’s sons and worthy musical heirs, Femi Kuti. At a point, Macron gave a brief performance. The event endeared him and France to the Nigerian populace. This was a major diplomatic victory. It registered far more in the consciousness of Nigerians than any other state visit to Nigeria. Usually, state visits are what they are; choreographed visit by one Head of State to another featuring effected courtesies, rehearsed smiles and handshakes, with the people unconcerned or uninterested. The rest of Macron’s visit including meeting with Nigerian President Muhammadu Buhari, his promise to assist Africa especially Mali fight terrorism, talks to enhance Franco-Nigeria Trade and opening of new headquarters of the French cultural centre, Alliance
Francaise, became subsumed in this cultural coup; the visit to the Afrika Shrine, the display of African culture and appreciation by Macron. The visit and the worldwide publicity, firmly puts the Afrikan Shrine on the universal tourism map; if the French President can visit the Afrikan Shrine and appear happy, why not other visitors from France or Europe? It is to the glory of Fela and the continuation of his enviable legacy by his children including Femi, Yeni and Seun. It is also to the glory of Nigeria for producing such an icon. Common sense dictates that the Nigerian state invests in the Shrine and other cultural centres to boost tourism which is a viable alternative to our oil monoculture. A good beginning will be to institutionalize Fela and his legacy very much as South Africa did to Nelson Mandela. With Macron’s visit, I recall the state visit to France by then Nigerian Head of State, General Ibrahim Babangida, the military dictator who styled himself ‘President’. In his self-glorification, he thought he was on a triumphant visit to France. I was then working in the VANGURAD Newspapers and the State House Correspondent, Ogbeni Tope Awe was on Babangida’s entourage. In those days, the fastest means of sending stories was the telex. Tope ran to a post office in Paris to send his story on the visit. The telex operator called his attention to an ‘error’ She told him he made a mistake on the name of the Nigerian President. Tope checked and it was Ibrahim Babangida he had written. Puzzled, he asked the lady who she thought the Nigerian President was, and she replied “Fela” Babangida despite being dictator, controlling the
country’s resources, detaining critics without trial and generally dictating to the country, was outside our shores, generally unknown. In fact, a French newspaper in explaining who Babangida was to the French people, was reported to have said, he was from Fela’s country. Such was the reach and influence of Fela ‘The Black President’ who through his intellect, musical prowess, commitment to Pan Africanism and social justice, influenced millions across the world and became an international icon. The French President might have been attracted to Fela’s music, and it is to the greater glory of the African idol and African cultural development, that he visited the new African Shrine dedicated to the latter. Fela had given recognizable shape to Afro Beat. He regarded his music as an instrument of struggle for the emancipation of Nigerians and the Black People. To him, it was not about making money, indeed those who knew him were aware, he had a sort of disdain for money. He gave out so generously that he could give all he had, and be financially broke. To him, the struggle for emancipation, included African ancestors like Kwame Nkrumah. He therefore thought his club was not merely for social purposes, but also spiritual. So he called it the Afrikan Shrine. He also regarded his band as such, so it was called Egypt ’80 in recognition of the ancient Black Egyptian Civilization that gave birth to modern human civilization. His songs and their titles tell the Nigerian and African story. Fela taught us and sang that Nigeria is a ‘Big Blind Country, BBC’ run by ‘Beasts of No Nation’ using ‘Zombie’ (soldiers)
and the notorious police especially in ‘Alagbon Close’ to repress the people in ‘Power Show’ To him, that is why Nigerians are ‘Suffering and Smiling’ and subjected to a life of ‘Sorrow, Tears and Blood’ However he knew that the masses are like ‘Water No Get Enemy” except to their oppressors who are engaged in ‘Trouble sleep, Yanga Go Wake’ leading to a country of ‘Confusion Break Bones’ So, there can be no ‘Agreement’ between the people and their neo-colonial rulers with the struggles ultimately leading to ‘Coffin for Head of State’ On Africa, he locates the problem in the emergent elites who are suffering from ‘Ikoyi Blindness’ just like their returnee colleagues who are merely ’Johnny Just Drop, JJD’ To Fela, the African elite is just ‘Mr. Follow Follow’ or what Franz Fanon characterised as “Black Skin, White Masks” The African elites, Fela sang, are ‘Opposite People’ suffering from ‘Colonial Mentality’ who cannot hear the ‘Black Man’s Cry’ , that is ‘Why Black Man Dey Suffer’ today. Fela loved women, that is why on the African ‘Lady’ it is an ‘Open and Close’ case. Fela, in death, is remembered and honoured with a visit to his Afrikan Shrine by a sitting French President, in contrast, Babangida who went to France on state visit, is alive, is not visited, and has paled into insignificance even in Nigeria. While Babangida was very rich, controlled the Armed Forces and built mansions including the hill top he lives in, Fela was not and could not afford to build a single mansion. In fact, the new Afrikan Shrine was built after his death. It is a lesson about genuine sacrifice and the need to build a worthy legacy. To serve humanity, is never to die. Fela lives on!

The Cancer Of Corruption And Colonial Mindset In Nigeria. Debase Ethnicity And Religion To Put Nigeria in the Path of Righteousness. By Atomic Writer. Historically, Africans are their own worst enemy by their inability to unite as an entity. Nigeria for example gained independence after amalgamation , but failed to brake herself out of colonial hegemony, ethnicity and religion. The country is busy killing themselves and encouraging the disease that was intentionally planted in them by their colonial masters as to divide and conquer, divide and rule, divide and manipulate, divide and control, divide and deceive etc. Whereas in Britain, the society is made up of the Irish, wales, Manchester, Liverpool and other parts as ethnic groups, yet the are one united Britain. They have grown beyond and above religious and ethnic differences and laws are made to respect the Unalienable Rights of all without objection to race, gender, creed, religion etc.
Same method and pattern extends to other parts of Europe, Russia, Canada and United States of America. The U. S. A. becomes a melting pot where all Anglos came together to make up the society. It is only being Black in Anglo Society that creates problems. The ONUS here is Clear and Convincing that Whites in A.merica came from different parts of the world, but collectively became ONE and extends such Oneness to other Anglos all over the world. Any problem is resolved through organized forum such as N. A. T. O. European Union, U. N. G-7 etc. Nigeria has been fighting corruption before I was born and corruption keep on multiplying astronomically because we still have the syndrome of colonial mentality, to hate ourselves with ethnicity and religion. To the A. P. C., P. D. P. Governors and elected officials, “ Whoever that would Debase Ethnicity and Religion will put Nigeria into the Path of Righteousness. Corruption cannot and will
not be defeated amid Tribal and religious ideosyncracies. The rule of law cannot operate under the above circumstances. Until we remove the above barriers, the colonial Masters will always prey on us. Our divisions is their strength and our stupidity destroys the society as a whole. Whoever understands my point and gets Nigeria into a progressive State would be a hero in the eyes of ordinary people. We are suffering ourselves in the midst of abundant resources and knowledge. A governor who receives federal allocations, but refuses to pay salaries is a thief and corrupt official. From independence to date, Nigeria failed to provide basic amenities across the entire society without bias such as roads, bridges, water, light hospitals, medical care and retirement benefits, yet we steal millions out of the country to the colonial masters domain. If we need Bread, groundnut or sugar, we run to oyibo. Should we produce any of those items within the country, tribal
wahala will ensue. One man will have import license in a population of 180 million and we call it democracy. This practice goes on in the society unabated by the federal government, nor the institutions of law and order, yet we are fighting corruption. Nigeria spends 250 billion every year to sponsor pilgrimage to Mecca and Israel, instead of developing the nation. I humbly ask whether development is achieved by prayers or by planning and execution. European countries, Canada, and United States of America were not developed by prayers. Wake up Nigeria from your Primitive Age and join the world in Representative Democracy where all are included even those that have been denied before now have a say in all matters. Your education is nothing to the Whites in the sense that you failed to apply proper administrative mechanism, yet you call yourselves Giant of Africa, but they call you Monkey men. TUTUTU TUFIAKWA.

Editorial Commentary The Adebayo Adedeji example
Times Guest Colunmist Reuben Abati Professor Adebayo Adedeji, the towering intellectual, scholar, pan-Africanist, international civil servant and pioneer Executive Secretary of the United Nations Economic Commission for Africa (ECA) and Under-Secretary General of the United Nations (1975 -1991) died on April 25, 2018 at the ripe age of 87. He was buried on July 6, in his home-town of Ijebu-Ode in Ogun State. On July 7, the Economic Commission for Africa (ECA) organised a symposium in his honour and memory in Lagos, with the theme: “Africa’s Development Agenda: Lessons from the Adebayo Adedeji years and policy options for the 21st Century.” I was privileged to be one of the participants at this event, which included participants from across Africa – Nigeria, Kenya, South Africa, Senegal, Namibia, Liberia, Ethiopia, Cameroon scholars, administrators, public intellectuals, economists, policy experts, who one after the other paid tributes to Professor Adedeji. There was a serving President in attendance- H. E. Hage Geingob, President of Namibia, and two former Presidents – Dr Yakubu Gowon of Nigeria and Dr. Amos Sawyer of Liberia. Professor Peter Anyang’ Nyong’o, Governor of the County Government of Kisumu, Kenya, a political scientist and scholar, delivered the keynote address. Apart from the tributes, the symposium later focused during three different sessions on three big issues viz: Africa’s economic development, governance and the challenges of economic transformation in Africa and Adebayo Adedeji in the trajectory of public administration and development in Africa. I want to commend Ms Vera Songwe and her team at the ECA for putting together what turned out to be a befitting tribute and a fruitful symposium. Out of all the events that have been organized in celebration of the passing of Professor Adebayo Adedeji, I find the ECA’s loyalty to him most instructive. On May 14, 2018, the ECA had in fact also held a lecture in honour of Professor Adedeji. Instituted in 2015, the Professor Adebayo Adedeji Lecture Series is a major annual event on the ECA calendar, and that international body has consistently celebrated him during his lifetime and now, after. There is an important lesson here for institutions and governments in Africa. We often find it difficult to remember, we forget too easily, and in the hot egoistic environment that Africa is, once a man leaves a position or organization, he is soon forgotten and pushed aside and his achievements are trampled upon by ambitious successors. In its various activities, the Economic Commission for Africa continues to prove that it is an institution that is driven by values, memory and ethics. By remembering and identifying icons and past memory for present constructions, we link the past with the present and erect new paradigms in the corridors of history. What the Nigerian government has failed to do for Adedeji is what the ECA has done for him, by properly promoting him as an icon, and placing the right emphasis on his significance. In Nigeria, governments detest memory. They prefer to quarrel with the past. It is in part for this reason, I believe, that Nigerian government officials were conspicuously absent at the Adedeji symposium. There is
yet another reason. As far as I can remember, the Nigerian government itself has not done anything visibly in honour of Adedeji except the release of a routine obituary statement by President Muhammadu Buhari noting Adedeji’s passing. A few government officials also showed up at his burial in Ijebu Ode on July 6, wearing resplendent agbada. They probably just knew Adedeji as that old Ijebu intellectual and had no real inkling about his place in history. Nigerian leaders love ceremonies, any ceremony that would give them an opportunity to wear fine clothes and shoes, take photographs, and pretend to be what they are not. But when it comes to a discussion of ideas, you won’t find them paying attention. The anti-intellectualism of not just Nigerian leaders but African leaders in general, with very few exceptions, is largely responsible for the crisis of mis-governance in the continent. A leadership elite that enjoys ceremonies and avoids ideas and intellection cannot summon the necessary capacity for the transformation of the continent. The silence, even in the South West, about Professor Adebayo Adedeji is not proportional to his greatness. It is scandalous. In Nigeria, history is no longer a compulsory part of the curriculum, memory is short and emotions are more important than good reason, still, it is disturbing for an Adebayo Adedeji, dying at 87, to be unsung. And yet, he was in his life-time, one of Nigeria’s most prominent policy makers and ambassador on the international stage. Nigeria has been blessed with a number of international civil servants to whom present and future generations owe a debt of respect and gratitude. They include Simeon Adebo, Nigeria’s first Permanent Representative to the United Nations, his protégé, Professor Adebayo Adedeji, pioneer Executive Secretary of the ECA, Professor Ibrahim Gambari, also Nigeria’s Permanent Representative to the UN, who was also one of the speakers at the Adedeji memorial symposium, Alhaji Uthman Yola, UN Under-Secretary General, and Chief Emeka Anyaoku who made his mark at the Commonwealth Secretariat in London as an official, and later as Secretary-General. There are others, many of whom also attended the Adedeji symposium, and who after retiring from service have been largely abandoned by Nigeria, whereas these are persons who should be properly de-briefed and given fresh opportunities in the governance and leadership process, considering their cosmopolitan experience and professional exposure and contacts. Adedeji suffered a similar fate, even if President Olusegun Obasanjo called him to service again in 2000 to help re-design the Nigerian civil service. He was for the most part, “a prophet without honour in his own home”; his ambition to become Nigeria’s President never got off the drawing table, but the international community embraced him and continued to make use of his talents and influence till he chose on his own to retire from active public service in 2010, when he turned 80. For all his international accomplishments however, Nigeria, a country that no longer knows how to manage and appreciate its talents, made Adedeji in his early years.

Drug abuse and future of youths
F
ollowing a codeine-propelled high drug addiction problem, the Federal Government in a swift reaction, banned the production and importation of codeine containing cough syrup. The syrup usually taken by millions of youths who mix it with soft drinks, alcohol or illegal drugs, leads to physical and mental reliance on the drug and can be fatal. It would be recalled that the Minister of Health, Prof. Isaac Adewole, had on May 1, 2018 directed the National Agency for Food, Drug Administration and Control (NAFDAC) to ban with immediate effect further issuance of permits for the importation of codeine as active pharmaceutical ingredient for cough syrup preparations. The documentary which went viral showed some Nigerian youths who were addicted to codeine displaying symptoms of mental illness and confined to an ill equipped rehabilitation centre. The development however elicited a wide range of reactions from the public as well as stakeholders in the health sector. It is worthy of note that many individuals and groups had raised alarm over the rising incidence of drug abuse in Nigeria especially among the youths. This problem is made worse by the chaotic drug distribution system in Nigeria which has left distribution of drugs largely in the hands of merchants who are usually not trained to handle such. The fact that the Federal Government waited for a foreign media outfit to broadcast a documentary on this problem before taking such an action leaves a lot to be desired. The ability of this move to solve the drug abuse problem in Nigeria has been queried by many industry watchers bearing in mind that a more wholistic approach remains the best option. Its worthy of note that codeine is not the only frequently abused drug as tramadol abuse is also rampant. It is also noteworthy that codeine is not only used for preparation of cough syrups as such it might not be appropriate to have a complete ban on codeine bearing in mind that this drug is needed for other conditions. This makes it imperative that a more effective approach is one that ensures that only qualified persons get to handle these drugs. The Pharmaceutical Society of Nigeria (PSN) which is the umbrella body of practising Pharmacists through her President, Pharmacist Ahmed Yakasai, has again drawn attention of the Federal Government to the continued delay in the implementation of the new national drug distribution guidelines which has been
shifted on several occasions. According to Yakassai, the new directive would be better implemented under the new drug distribution guildeline. The implementation of the new drug distribution guildelines is expected to ensure that drug distribution is always done under the watchful eyes of Pharmacists and that the drug supply chain can be tracked from the manufacturer or importer to the final consumer. The truth is that this ban is definitely going to decrease the amount of codeine containing cough syrups in circulation but does little neither to bring any sanity to the drug distribution system in Nigeria nor to curtail this public health threat posed by drug abuse. It is gratifying to note that there has been increased advocacy on the dangers of drug abuse. We believe that there is the need for holistic approach to tackle the menace of drugs abuse while groups such as the Young Pharmacists group, Pharmaguide Nigeria and a host of non-governmental organisations have been quite instrumental in this direction. We are of the opinion that relevant health authorities should wake up to the challenge by creating more awareness especially among youths on the long effects of codeine.

FG signs MoU with Indian firm, procures 10 integrated rice mills Tom Okpe, Abuja The Ministry of Agriculture and Rural Development has signed a Memorandum of Understanding (MoU), with MV Agro Engineers Nigeria and MV Agro Engineers PVT Limited, India to procure 10 integrated large scale rice processing plants in its bid to achieve self sufficiency in rice production. The rice mills will be delivered in the next 18 months and distributed to interested farmers as loan from the government. Addressing journalists after signing of the MoU on Monday at the Ministry headquarters in Abuja, Minister of Agriculture and Rural Development, Chief Audu Ogbeh said that when all is ready, the government would advertise the mills for interested Nigerians who have the capacity to loan it and make 10 per cent down payment for the mills. “It will be advertised, those who want to obtain it from the states will be identified, they will come and show they can obtain it and the capacity to pay 10 per cent down payment and
the technical capacity to own a pond, operate a mill, then we will give them, they will install the mill and the Bank of Agriculture will take over the repayment of loan over a period of 10 years”. The Minister further revealed that virtually all the states in Nigeria have their rice mills which were procured by government, also, the private sector have also been involved in establishing rice mills across the country. “There are about 16 large existing rice mills that mill about 100 tons per day, some mill about 300 tons per day, Dangote just brought in 10 rice mills which will produce 1 million tons of rice per annum; but there are smaller ones we gave out, about 200 mills of 10 tons and 20 tons per day, operating in the villages, we are buying more and giving out because the smaller mills seems to produce more rice than the big mills added up, but they are scattered all over the country. “Virtually all the states have the smaller mills, but the efficiency of those mills are very slow, very slow, they are not efficient enough, they don’t destone the rice, so that makes it difficult to eat their rice, so we are equipping them with de-stoners, eventually with
polishers and colour sorters to pick out black spots in rice. Chief Ogbeh also said the government will continue making efforts to ensure that self sufficiency on rice production is achieved, adding that Nigeria can no longer afford spending over $5 million daily for rice importation. “This is the time for the youths, they have ideas, they have ambitions but the issue of access to credit has blocked their ways and they can’t obtain any success of their lives unless government leads the way through these programs, we are walking into a future, increasing anger and frustration among young people especially. “We are insistent in achieving self sufficiency in rice production, because we simply can’t afford to spend over $5 million a day importing rice, we don’t have the money. And I don’t think any country can afford that line of expenditure and hope to survive. “We have a huge population that has no work to do, today, over 13 million Nigerians are on the farm growing rice and that number can increase to 20 million in a short time frame, so we have to produce our rice, sugar, beans, Maize, chicken and beef”, Ogbeh said.
Short News Medical doctor joins Imo guber race A professor of medicine, Philip Njemanze, has joined the league of those who want to take over from Governor Rocha’s Okorocha of Imo state in 2019. Njemanze, while declaring his intension at Concorde Hotel, Owerri, also identified three types of governors in Nigeria. They are those who rely on allocation from the federation account, tax and spend governors and the innovative governors. “I will be an innovative governor and my programme will be based on what I call Innovative Governor with Brilliant Originality (IGBO).” This, he continued, he would do by tapping into the biggest human resource and creativity available to the state. Quoting a 1964 World Bank report, he said the Eastern Nigeria was the fastest growing regional economy in the world based mainly on agricultural palm produce in Imo state.
Insecurity: Varsity students call for protection Amaka Agbu, Port Harcourt Most students of the Ignatius Ajuru University of Education, Ndele Campus, in Emohua local government area of Rivers State, have cried out to the state government to either relocate them from the campus or provide alternative in the institution with adequate security. This is as a result of the incessant attacks on the campus by hoodlums suspected to be operating from the community. Some of the students who spoke out on their predicaments said they were living in fear on a daily basis and could no longer sleep or concentrate on their studies following the criminal activities on the campus by hoodlums. The students narrated how they blocked their doors and windows with springs and metal boxes to stop the criminals from gaining access into their hostels.
My Guber ambition approved by God - Tony Nwulu Chris Onuoha, Owerri Governorship aspirant in Imo State, Hon Tony Nwulu has said God is behind his resolve to govern Imo State in 2019, revealing that his ambition has divine approval. CBN boosts forex market with $210m The inter-bank Foreign Exchange Market has received the sum of $210million from the Central Bank of Nigeria (CBN), to meet customers’ requests in various segments of the market. In its determination to meet the customers’ needs in the sundry segments of the market, the CBN offered $100million to authorized dealers in the wholesale segment of the market, while the Small and Medium Enterprises (SMEs) segment got the sum of $55 million, according to figures obtained from the Bank on Tuesday.
The figures also indicated that customers needing foreign exchange for invisibles such as tuition fees, medical payments and Basic Travel Allowance (BTA), among others, were also allocated the sum of $55 million. The Bank’s Acting Director, Corporate Communications Department (CCD), Mr. Isaac Okorafor, assured Nigerians that the Bank will continue to intervene in the interbank foreign exchange market, in line with its pledge to sustain liquidity in the market and maintain stability. According to Mr. Okorafor, the
CBN will not renege on its promise to manage the forex with a view to reducing the country’s import bills and halting depletion of its foreign reserves. It will be recalled that last Tuesday, July 03, 2018, the Central Bank of Nigeria (CBN) intervened to the tune of $210.0 million, to cater for requests in the wholesale segment of the market. Meanwhile, the naira continued its stability in the FOREX market, exchanging at an average of N360/$1 in the BDC segment of the market on Tuesday, July 10, 2018.

Political parties urged to give women Short News ‘Enyimba economic city project will more opportunities Sunday Nwakanma, Umuahia The about 67 political parties in Nigeria have been advised to give more Nigerian women the opportunity to participate in the country’s governance, especially in Abia state. A female political stakeholder in Abia and strong member, Abia state Legacy project/structure, Ugoeze Ihuoma Daniel Okezie handed down this appeal in Umuahia while interacting with newsmen, pointing out that in the past, women were restricted from politics, but now the most active players in politics. She regretted however, that male hegemony has made the women folk to shy away from active politics,
even when they are better politician than some male counterparts, stating “in politics, what the man can do, the woman can do better”. She further said, “Before, women don’t come out for politics and were few, but now many has the interest to compete with the men as what a man can do, a woman can do better. So women should be given the chance in politics, especially in Abia. This is my advice for all political parties”. Buhari to commission Abuja Light Rail Idu Jude, Abuja President Muhammadu Buhari is expected to commission the recently completed first Phase of the Abuja Light Rail Project on Thursday, (tomorrow). The president would also be expected to flag-off the railway services signalling the commencement of operations of the longawaited rail services in the Federal Capital Territory (FCT), Abuja. The Phase, which comprises Lots 1A and 3, is only an integral part of the six Lots which form the scope of the FCT railway system. The 5.245km standard gauge rail line running from the Nnamdi Azikiwe International Airport to the Abuja Metro Station has been in the works for over 11 years. Inherited at 63 percent completion, the remaining 37 percent was fast-tracked to completion within the two years of the current Administration by dint of resolute commitment to prudent management of resources.

FG advised to improve SDGs’ funding Adebisi Oyindamola, Abuja Poor funding has been identified as major impediment in the implementation of the United Nations 2030 Sustainable Development Goals (SDGs), at all levels of government in Nigeria. The commissioner for SDGs and Social Development, Cross Rivers State, Olive Arok, made this disclosure at a 2 day retreat on imperatives for implementing the SDGs in Nigeria, organised by the office of the Senior Special Adviser to the President on SDGs, in Abuja. The commissioner lamented the level of irregularity of state funding by the national body of the SDGs, and called for a review of the funding pattern for states. This, he said will strengthen the states to fully implement the SDGs
programmes and development projects in the states. “For us to be able to carry everyone along, we must look at the way of funding, you say each state should provide 50 percent of what is provided for them, what about some states that don’t have such funds to pay. “The federal government has to look inwards to fund the SDGs, they should change from counterpart funding to grants, and ensure proper monitoring of the grants” he said. Highlighting the challenges Cross Rivers faces in implementation get the development goals, he said the last time the national body of the SDGs funded development activities in state is 2016. However he is hopeful that this year his state will be able to access funds. The Senior Special Adviser to the President on SDGs, Princess
Adejoke Adefulire, in her speech also called for strong financial commitment and support from government at all levels and critical development partners for the realization of the target goals. “The financing needs to implement the SDGs are no doubt massive, but we must mobilize all sources of finance; domestic and international, public and private to harness the potentials of innovative financing schemes, and most importantly align financing flows and policies with sustainable development priorities” she said. She emphasized on the need to mainstream the SDGs with National development plans with the intent of focusing on households and communities. The retreat had in attendance, representatives of federal MDAs and the 36 states of the federation and the FCT.
The Special Task Force (STF), code name Operation Safe Haven (OPSH), saddled with the responsibility of restoring peace in the troubled parts of Plateau, Bauchi and Southern Kaduna, has relocated its headquarter to the most vulnerable part of Plateau communities under Barkin-ladi Local Government Area. This aims at stopping the incessant Fulani herdsmen attack that has hitherto bedevilled Plateau State is brought to an end. Consider private institutions in scheme of things, Provost urges FG Esther Taiwo The Provost, Topmost College of Education (TOPCOED), Ipaja, Lagos, Dr. (Mrs.) Mabel Odunayo, has urged the Federal Government to see private institutions as partners in progress in moving the nation forward and include them in the scheme of things. The Provost said this at the 2017/2018 matriculation for National Certificate in Education (NCE) and Post-Graduate Diploma in Education (PDE) where about 100 NCE students and 40 PDE were matriculated at the Ipaja campus recently. According to her, there is no doubt that government policy has shown that more attention is expected to be geared towards sound education and any right thinking academician would pitch with this laudable policy. ‘It is a common knowledge that it is passion that is now sustaining private colleges of education, it is therefore imperative that any assistance to this sector shall in n o small measure be an impetus”, she said. Dr. Odunayo said one of the challenges weighing down the nation is the fact that while the government is creating channels of employment by way of entrepreneurial involvement to curb restiveness in the society, some unscrupulous elements are involving themselves in sordid acts such as Internet scam, smoking, drug abuse, truancy, kidnapping, rape and rituals. Declaring war against it in our nation is a task that must be done. Also in his own address, Lagos State Director of Teachers Registration Council of Nigeria (TRCN), Mr. Gbolahan Enilolobo, decried the poor capacity of teachers to deliver teaching service commensurate with their qualifications and experience. “Such occurrences are a consequence of low commitment, poor pre-service training and dispassionate psyche of most emerging teachers and all boils down to incompetence”, he said.
WAEC extends registration date for private candidates Esther Taiwo Following the poor performance recorded in the May/June 2018 West African Senior School Certificate Examination (WASSCE) for school candidates where over 786,380 candidates failed to obtain five Credits in both English and Mathematics which is the prerequisite for gaining university admission, the West African Examination Council (WAEC) has extended normal entry period for private candidates to July 27, 2018. By this extension, intending candidates especially those that failed to obtain credits in both English and Mathematics in the May/June examination for school candidates can obtain the Registration PIN from WAEC Zonal offices and accredited
agents nationwide till Friday July, 27, 2018. It would be recalled that the West Africa Examination Council (WAEC0 recently announced that out of 1,572,396 candidates that sat the 2018 West African Senior School Certificate Examination May/June (WASSCE) for school candidates, only 786,016 candidates representing 49.98 percent obtained credits and above in minimum of five subjects including English and Mathematics. This is against 2017 May/June WASSCE results where about 923, 486 candidates representing 59.22 percent obtained minimum of credits in five subjects and above including English language and Mathematics. Also, it has been observed that the Council has been witnessing unsteady performance by candidates
as the results for May/June WASSCE for school candidates in 2015 and 2016 showed 38.68 percent and 52.97 percent respectively. Announcing the results for the 2018 WASSCE for school candidates last week, the Head of National Office, Mr. Olu Adenipekun, told journalists at a press briefing held at the WAEC Training and Testing Centre (WTTC) in Ogba-Lagos that 102,058 candidates representing 6.49 percent have a few of their results still being processed due to errors traceable to the candidates in the course of registration or writing the examination. Adenipekun said a total of 1,578,846 candidates registered for the examination from 17,886 recognised secondary schools in Nigeria while 1,572,396 candidates sat the examination.

FUNAAB trains students on poultry production Esther Taiwo Agricultural Media Resources and Extension Centre (AMREC), Federal University of Agriculture, Abeokuta (FUNAAB), has empowered some selected Secondary School Students in Ogun State with skills and knowledge in Poultry production at its Capacity Building Training, organised by the Extension and Adaptive Research (EAR) Unit of the centre. In her address, the Director, Professor (Mrs.) Dorcas Adegbite, said the training was in line with the extension mandate of the university aimed at improving Agricultural enterprise and food production capacity of the public including students. According to her, the workshop is one of the series of Agriculture-inSchools Projects, noting that in the past, they had organised workshops in pig production, rabbit production and fish production, adding that some of the schools trained had established their own farms. The Director also added that capacity training on poultry was chosen due to its high economic importance which includes meat/ egg production, income generation, creation of job opportunities and scientific research. Informing further that poultry is free from any social taboo and religious bigotry, she stressed that it has high quality meat with low calorie, low fat, low in cholesterol but rich in vitamin A. FAAN to procure scanning machines for drug, ammunition detection Chukwuemeke Iwelunmo The Federal Airports Authority of Nigeria FAAN has put arrangement in place to procure NEEDS scanning machines that can do specific jobs such as detection of hard drugs, ammunitions and food. SERVICOM General Manager, FAAN, Mrs. Ebele Okoye at the 2nd quarter meeting with stakeholders in Lagos said the desire of the Management is to ensure that service users get value for the services they pay
for. According to her, the new machines will eliminate face-to-face with passengers and the security officials stationed at the entrance of the hall to screen luggage of passengers, adding that this will also put to a stop officials asking passengers for money. Fashola to Discos: Deliver power to Nigerians or quit Motolani Oseni Minister of Works, Power and Housing, Babatunde Fashola has tasked electricity distribution companies to either deliver power to consumers or quit. The Minister on Tuesday told newsmen in Abuja that complaints coming to the government about meters, estimated billings and mass disconnections cannot continue, especially where people do not even owe. He therefore advised the electricity
distribution companies otherwise known as DisCos to compete to deliver power to customers or exit the electricity market for investors that are ready to satisfy consumers. He directed the Nigeria Electricity Regulatory Commission (NERC) to work toward eliminating estimated billings. Fashola said supposing he had his way, he would have directed that estimated billing regime terminates immediately, but the local capacity is not enough to bridge the metering gap in the market. He said that “government must act. DisCos bought these assets with their
eyes wide open and they must compete to deliver or exit.” Fashola directed NERC to (a) ensure that the DisCos improve on their distribution of equipment and capacity to take up the available 2,000mw in order to optimise the use of electrical resources produced by the GenCos. He mandated NERC to “enforce the contracts of the Discos to supply meters, and act to ensure the speedy installation of meters with a view to eliminate estimated billings and promote efficient industry and market structure; to stop the DisCos from preventing entrepreneurs
from entering the market to supply the consumers whom the DisCos cannot yet supply; and to license such persons subject to terms and conditions in order to promote competition and private sector participation and avoid a private monopoly in the market.” He said that it is neither his intention nor that of government to take over the investors’ business, but the government desires to see the firms flourish in a competitive environment. The government will, however, find a solution whenever the DisCos are inefficient and not ready to improve, he said.

Through YouTube, Google is helping journalism thrive as a vital step in combating fake news and conspiracy theories. The goal is to ensure that authoritative news sources and better storytelling appear at the top for users of the video platform, which is the second-biggest search engine on the planet after Google itself. Google has, however, established a working group with news organisations and experts around the world to improve the news experience and support quality journalism. News organisations including Vox Media, Jovem Pan and India Today are early members of the working group. The internet giant said it aims to provide funding across 20 global markets to support news organisations to build sustainable video operations. “Provided on an application basis to news organisations of all types, these grants will enable our partners to build key capabilities, train staff on video best practices, enhance production facilities and develop formats optimised for online video,” said chief product officer Neal Mohan and chief business officer Robert Kyncl of Google. “We’re significantly expanding our team focused on supporting news publishers. These specialists will be based around the world and support partners with training and best practices in formats, audience development, day-to-day platform operations and sophisticated technical integrations.”

Though the Director General of MAN, Mr Segun Ajayi Kadiri in his own submission, admitted that the Ministry of Finance and TTC, consulted them in the proposed tariff hike but the rate agreed upon on the basis of revenue generation by government was not what the Ministry eventually arrived at . Kaduna Govt, W’Bank train 900 youths on virtual economy Kaduna State Government in partnership with Digital Naija on Tuesday commence a three-day training of 900 youth on the use of digital platforms to earn income. Muhammad Abdullahi, the Commissioner, Planning and Budget Commission, said during the opening ceremony in Kaduna that the training was supported by the World Bank. Abdullahi explained that the training tagged “Click-On Kaduna” was one of the state’s initiatives to drive job creation. He said that the training was specifically designed to tackle unemployment while providing youth access to the virtual economy. “Over the next three days, 900 of you from Kaduna, Kano, Plateau states and the Federal Capital Territory will be trained on how to utilise digital platforms to promote businesses and earn income,’’ he said.

CUPP: An amalgamation of failed, frustrated politicians – Olulade The recent coalition among over 30 political parties in the country, christened Coalition of United Political Parties (CUPP), aimed at dislodging the ruling All Progressives Congress (APC), has been described as amalgamation of failed, frustrated and selfish thinking politicians, who are not finding it easy with the anti-corruption crusade of the President Muhammadu Buhari led administration. This is the view of the member representing Epe Constituency II in the Lagos State House of Assembly, Hon. Segun Olulade. Olulade who described the move by the Peoples Democratic Party (PDP) and 38 other parties as bad thinking premised on assumptions that Nigerians are still very gullible and ready to take anything that politicians are ready to serve on the table, noted that the circumstance that warranted mass exodus to the APC in 2015 was a necessity for the nation as people were tired of the enormous level of corruption and bad governance going on in the land then, and therefore resorted to embrace change offered by the political actors that formed the APC. The lawmaker in a statement, on Tuesday, noted that it was funny and absurd for politicians to assume they can continue to make Nigerians puns in the game, even when they are serving their own interests, adding that the rots laid down by the PDP government for 16 years are just being gradually cleared by the present administration. “It is unthinkable that some selfish politicians are trying to take Nigerians back to a past they are already forgetting gradually. No right-thinking person will want to return to that age of decadence. The PDP, which is still fragmented by factions, cannot claim to

have anything to offer Nigerians. “Instead of rebuilding the party for its lost credibility, the selfish politicians are so much in a hurry and desperate to grab power again, thinking that Nigerians are still very gullible and will take anything available,” Olulade said. He, however, enjoined Nigerians to be
patient with the present administration’s economic and moral reforms, stressing that there is light at the end of the tunnel for Nigerians as sustainable growth and development beckons. He urged them to resist any attempt by greedy and selfish politicians to drag them into yet another era of political garbage.
Buhari’s anti-corruption fight a window dressing – Ozekhome The much acclaimed anti-corruption fight by the President Muhammadu Buhari administration has been described as “mere window dressing” aimed at hoodwinking the people and the international community that he is performing in office. Making this submission on Tuesday at the 2018 Bar Week, currently going on in Uyo, the Akwa Ibom State capital, with the theme; ‘The Ideology of Restructuring in Nigeria: Legal, Political and Socio-Economic Imperative’, human rights activists and senior lawyer, Chief Mike Ozekhome (SAN), surmised that Nigeria would be in trouble if it was not restructured, adding that “Nigeria will restructure us”. In his paper entitled; ‘The Bar, Bench, Investigating Agencies and AntiCorruption Campaign in Nigeria’, Ozekhome who critically examined the anti-corruption war under Buhari, concluded that the campaign was a ruse. He, however, attributed the genesis of corruption to military incursion into the Nigeria’s political space, lamenting that the malaise has become hydra-headed and well entrenched to the extent that successive governments lack the courage to fight to a standstill. “Corruption is not limited to the payment and receipt of bribes; it takes various forms and is practiced under all forms of government including established democracies”, he noted, adding that the vice permeate every strata of Nigeria’s public and private life. Government has continued to paint a picture of anti-corruption war being waged in the country, but pointed out that such action would only amount to
nothing when the same system wallow in corruption and other vices. He chided the Federal Government for what he described as fragrant abuse of human rights and frequent disregard to the rule of law, saying such act of impunity runs counter to the anti-corruption mantra of the President Buhari-led administration. The Senior Advocate recalled that the wholesale introduction of corruption into the body politics of Nigeria by military governments forced former President Olusegun Obasanjo, to establish the two anti-corruption agencies (ICPC and EFCC), but regretted that such fight may never be won, after all. “One thing that gained prominence during these many years of military rule in Nigeria was widespread corruption, assassinations, killings, money laundering and human rights abuses and gross unaccountability and impunity which became a culture well entrenched in Nigeria. “Wanton corruption is unfolding in different shapes daily, but this has been given a new name in the shape of ‘corruption fighting back’, a term the government of the day prefer to adopt to explain away the violent disregard to the principle of separation of power and fragrant violations of fundamental human rights and rule of law…”, he said. He noted that the widespread trampling on the rule of law has made nonsense of the anti-corruption war, pointing out that “democracy must float with the rule of law”.

Stop inciting Nigerians, Buhari group warns Secondus The Buhari Media Organisation has cautioned the Peoples Democratic Party (PDP), national chairman, Prince Uche Secondus to desist from making incendiary remarks that are capable of inciting the people against President Muhammadu Buhari and his administration. Reacting to Prince Secondus alleged accusation at the PDP rally in Ekiti that killings in the country were the fault of President Muhammadu Buhari, the group said the PDP chairman should be more cautious in his comments. In the statement signed by the Chairman, Austin Braimoh and Secretary, Cassidy Madueke, the group says it views the comments of the PDP Chairman with grave concern as such inflammatory comments are capable of exacerbating the current security situation in the country. “For the information of Mr. Secondus and his co-travelers, we need to remind them that under their past administration Nigeria was under siege and nearly collapsed, but for the intervention of President Muhammadu Buhari’s administration that has already brought the situation under control.” The group also advised the PDP national chairman that “as we approach the 2019 elections, he should always weigh the implications of his public comments to avoid the possibility of plunging the country into unnecessary crisis. Li Na said she was stunned by Serena Williams’ impressive comeback from giving birth and said her old rival has a golden chance to reclaim her Wimbledon crown. Li is 36 and a mother like Williams but Asia’s greatest-ever player quit the tour four years ago and now concentrates on bringing up her young family in Beijing. The 2011 French Open and 2014 Australian Open champion is not tempted to make a comeback of her own, as she watches seven-time Wimbledon winner Williams compete at the All England Club for the first time since the US great won the 2016 title.
“How fit she looks, especially after having a baby. I think she has a very big chance to win the trophy again,” the former world number two told reporters at the All England Club. “I’m surprised she’s playing so well. It’s very tough, especially for women, to find the balance between your children and tennis. But I think she’s doing well. “After four years, I’m still not trying to come back. Especially for the woman, the body changes a lot. And you have at least four or five months where you can’t sleep for the whole night. When the baby cries or moves, the woman always wakes up the very next second, so it’s very tough.”

Rescued Thai boys to miss World Cup final The young Thai football club members who have been rescued from a cave will be unable to take up an invitation to attend the World Cup final in Moscow, their doctors said on Tuesday. The eight members of the Wild Boar football team who have been rescued thus far need to stay for at least another week in hospital,
doctors say, meaning that they have no chance of making Sunday’s match. Rescue operations for the other four members, and their coach, are under way. On Friday, FIFA president Gianni Infantino invited the 12 trapped boys to Russia at the cost of football’s world governing body.
Instead, doctors say that the boys will follow the game on TV from their hospital beds – if they manage to stay awake. Kick-off is at 10 pm (1500 GMT) local time. The ten rescued boys remain in quarantine. The group got trapped in the cave on June 23.

CAF orders MRIs for teens ahead of U-17 AFCON qualifiers The Confederation of African Football (CAF) has directed all member nations to carry out magnetic resonance imaging (MRI) tests on their players ahead of 2019 U-17 Africa Cup of Nations (AFCON) qualifiers. The MRIs are used to determine the ages of the teenagers, who must be under 17 to train ahead of the qualifiers, to avoid instances of possible age cheating. It’s been used by FIFA since 2003 to ensure players
are eligible, by scanning the bones in their wrists. Nick Mwendwa, president Football Kenya Federation (FKF) told KweséESPN on Tuesday that CAF has said it is compulsory to carry out the MRI tests. “Yes, it is true we have all been asked to have the young players undergo the MRI tests. I think it is a good move so that we do away with cries of age cheating,” said Mwendwa.
Ahmed Hussein, the Uganda FA communications manager also confirmed to KweséESPN that his country’s teens will undergo testing ahead of the tournament in Tanzania in August. “We shall conduct the MRI tests on all the 31 players summoned, starting on July 10 to July 15th,” he said. “The tests will be conducted to ascertain the true age of players because it is one of the requirements by CAF.”
Hussain added that although doing the MRI tests is an expensive venture, it is worth it to avoid problems in the future. Both Kenya and Uganda will battle in the regional qualifiers (central East Zone) slated for August 11-26th in Dar es Salaam. The qualifiers will feature Tanzania, Rwanda, Burundi, Somalia, Sudan, Uganda, Kenya, Ethiopia, South Sudan and Djibouti. Only one team will advance from the qualifiers to join the other teams
from other regions for the 2019 AFCON U-17, slated for May 12-26th in Tanzania. Apart from the hosts, each of the six zones receive one spot in the final tournament, and the zone of the defending champions receive an additional spot. Since Mali won the 2017 event, West A Zone receive two spots. The top three teams at the 2019 tournament will qualify for FIFA U-17 World Cup in Peru next year.
