The senator representing Plateau North senatorial district said he believes in the restructuring of the country to address imbalance in the federation. He also promised proper sharing of power, positions and political offices among federating units. While submitting his form, Saraki said he is in the race to make the country great again and he had earmarked eight stages that will culminate in his occupation of the Aso Rock State House. He said he has been moving round the country to consult
leaders of thought irrespective of party affiliations to inform them of his resolve to return Nigeria back to her place of honour in the comity of nations. Saraki promised to unite the country that is being driven apart by ethnic and religious tendencies. He further urged the leadership of the PDP to ensure a level playing ground by ensuring that the selection process of picking the party’s flag bearer is credible. The Senate president expressed confidence in the ability of the party to rescue power from the President Buhariled All Progressives Congress (APC). The National Organising Secretary of the PDP, Col. Austin Akobundu (rtd), said PDP is blessed with array of eminently
qualified aspirants that can lead the country back to path of prosperity. He said the many reformation going on in the party will surely assist anybody that eventually wins the presidential ticket in winning the 2019 election. He said: “We want to assure you that we are going to create a credible platform through which one of you will emerge”. MTN Nigeria sues CBN, AGF over $10.134bn fine Andrew Orolua, Abuja
The telecoms giant, Mobile Te l e c o m m u n i c a t i o n Network (MTN Nigeria) has filed a suit before the Federal High Court in Lagos against the Central Bank of Nigeria (CBN) and the Attorney-General of the Federation over the $10.134 billion fine for violating repatriation regulation. In the suit, MTN is asking the court to restrain the Central Bank of Nigeria (CBN) and the Attorney-General of the Federation from taking further actions in respect of the demand that the mobile telecoms company refunds amounts totalling $10.134 billion to Nigeria. A fortnight ago, the CBN had announced it wrote the firm to refund about $8.134 billion (about N2.5trillion at N306.15 to $) repatriated illegally out of Nigeria. On the other hand, the AGF had a few days after the CBN sanctions also accused MTN of not paying taxes on foreign payments and imports totaling about $2 billion to the Federal Government. The CBN’s
spokesperson, Isaac Okorafor, said the repatriation was facilitated by four commercial banks using irregular Certificates of Capital Importation (CCIs) issued on behalf of some offshore investors of MTN Nigeria. The four banks, Standard Chartered Bank, Stanbic-IBTC, Citibank and Diamond Bank, were also asked to refund various amounts totaling N5.87 billion. The amounts, which have since been deducted from the banks’ accounts with the CBN, include N2.5 billion for Standard Chartered; Stanbic IBTC (N1.9 billion); Citibank (N1.3 billion and Diamond Bank (N250 million). The CBN had accused the banks of violating the country’s laws, including the Foreign Exchange (Monitoring and Miscellaneous Provisions) Act, 1995 and the Foreign Exchange Manual, 2006. The fines were imposed even as MTN rejected sanction describing the allegation as regrettable. It also promised to vigorously defend its
position insisting that it did not do anything illegal an unlawful. MTN’s spokesperson, Tobe Okigbo, also stated in a statement made available on on Monday that, “MTN Nigeria Communications Limited (MTN Nigeria) continues to categorically and unequivocally deny all charges related to the Central Bank of Nigeria (CBN) and Attorney General of the Federation (AGF) investigations into the company’s CCIs and unpaid taxes respectively, it stated . “In order to protect MTN Nigeria’s assets and shareholder rights within the confines of the law, we have applied today in the Federal High Court of Nigeria for injunctive relief restraining the CBN and the AGF from taking further action in respect of their orders, while we continue to engage with the relevant authorities on these matters. North Central should produce next president, says Benue PDP Tunde Opalana, Abuja The Benue State Chapter of the Peoples Democratic Party (PDP) at the weekend resolved that the North Central zone should produce the next President of the country because the zone has experienced, competent and qualified aspirant seeking the position. The party leaders in the state made their position known during a meeting they held with Senate President, Dr. Abubakar Bukola Saraki, who was in Makurdi to brief and seek the support of the national delegates to the PDP national convention on his aspiration. The spokesman of the Abubabakar Bukola Saraki Presidential Campaign Committee, Onoja Ilemona said this in a press statement. In his speech, the state chairman, John Mgbede, said the North Central zone has paid its dues and played the role of stabilizer at critical period in the nation such that now that it has leading presidential aspirants with the clout and vision to provide better governance, the other zones should support the aspirants. Mgbede however assured Saraki that the PDP delegates in Benue State have taken note of his address to them and his antecedents, particularly in the Senate, and that they will ensure that he will be remembered when it is time to vote at the convention. “You have served very well. If you can stabilize the Senate the way you did in the last three years, then you can unite and hold Nigeria together. You have proved yourself as a defender of democracy. You have displayed competence, character, compassion and credibility and trustworthiness. You can count on us”, Mgbede said. In his address to the delegates, Saraki told them that he has a long
history with Benue State which dates back to the good relationship between his father and late Senator J. S. Tarka and that he has sustained this relationship by not toying with issues concerning the state. “Benue State has been supportive. My objective in this race is to make Nigeria better. Benue can only be better when Nigeria is better and the standard of living of the people improved tremendously with infrastructure development on the rise. “If elected President, I will give sense of belonging to all citizens. We should all be protected. We need to work together. If I am elected President, then you can be sure somebody from Benue has been elected President. We need a leader that is capable, competent, fair minded and with a sense of justice to grow Nigeria. We need a President that we can all be proud of. “Great country emerges not by luck but through correct and visionary leadership. I have strived to keep the Senate together despite intimidation, suppression and oppression. Holding Nigeria together is a job that requires energy and youthfulness. We need to bring vigour, new vision, new ideas, creativity and thinking out of the box. I am tested. I served as governor for eight years. As Governor, I started a Programme to promote commercial agriculture. Benue State has to be declared as a zone for commercial agriculture. I was chairman of the Nigerian Governors Forum and I have been in he Senate for over seven years now and three of these years have been as President of the Senate. “We have paid our dues in the North Central zone. We have worked for the unity and stability of the country. The time is ripe for us to provide competent and experienced leadership for this country”, Saraki stated.

Need to celebrate African story

This week I’m writing from Kabafest2018 in Kaduna and it’s a story of joy and even more joy seeing the explosion of young talent, bold female writers, audacious dance, rich poetry, great music and above all the completely transformed new generation of writers that have emerged in Africa. Unlike the Achebe’s and Ngugi’s, this new generation are simply telling their stories rather than seeking to prove that Africans too are human and have a culture. Neither do they feel the obligation of retelling the story of African nationalism and its discontents. The festival is organised by the indefatigable Lola Shoneyin with support from the Kaduna State Government and other sponsors. In the first edition last year, one of the key debating points was the writing of Zainab Alkali and her resistance to being characterised as a feminist, rather than a woman who is simply writing about the world she sees around her. The multiple award winning Zainab Alkali, the Magiran (Queen) of Garkida had come into literary limelight with her first novel The Stillborn published in 1984. It was a coming-of-age story depicting the “physical and spiritual journey of a Nigerian women who learns to survive in the face of harsh traditions” – a recurring theme in new African writing. Professor Alkali was awarded a life time achievement award for her work. In her acceptance speech, she spoke about living a fulfilled life of social rebellion and how being a writer allowed her to share her inner thoughts with her readers. In this year’s Kabafest, Zainab Alkali was not on the debating set, but her daughter Habiba Alkali was there to discuss her own new novel, The Phantom Army, which is the first major novel to address the trauma and vicissitudes of life under the Boko Haram insurgency. When asked what inspired her to address this issue, her direct response was that she had no inspiration, but was simply scared to death by the insurgency and
needed to seek an understanding of what the hell was happening in her society. Hence, she started to write about what she thought was happening. The other Alkali novelist daughter, Fatima Alkali was not there but I had worked with her on the Presidential Panel on Alleged Human Rights Violations by the Army and is a senior lecturer in human rights law whose debut novel Personal Angle is also making waves. Zainab Alkali inspired her daughters to write but as Audee Giwa said while reading her citation, she inspired not only her children but also a lot of Northerners to write. The opening ceremony of the festival was exceptionally inspiring. Although the deputy governor and first lady of the State were in attendance, no boring speeches by politicians were allowed. The show was ignited by the wonderful poetry of Efe Paul Azino, who told the story of Nigeria, a nation conceived in promise and a nation where promise remains in the ICT incubation hubs in Lagos and made in Nigeria workshops of Aba among many others BUT stays diminished by the irresponsibility of successive political classes, who continue to fail the resilient citizens of our dear country. We then had the rather metaphysical story telling through dance by Ogaba Ochai. When he danced into the hall wearing only short pants and paint on his body, the MC felt obliged to assure us that we were safe. At the end of the dance, the MC again in a rather silly way intervened to reassure us it was not a voodoo dance as if we have problems with voodoo dance. The star performance of the opening was the story of a Gikuyu woman who dared to eat meat, as narrated by the exceptionally gifted Mara Menzies from Kenya. The format was a participatory and engaging narrative in which she picked up people from the audience to consider the case of Madam Wachu, a good Gikuyu woman who dared to question the tradition that women cook but are not allowed to
eat the meat, with men alone eating the delicious meat. The performance was really enthralling. Readers of this column are advised to rush to Silverspring hotel in Kaduna today where Mara Menzies would tell another story at 4:30p.m. Don’t blame anyone if you miss this great show. The opening ceremony ended with great music by Jeremiah Gyang and Ashiru Danauta. After all the important things had happened, the kind Lola Shoneyin gave Deputy Governor Bantex two minutes to declare the festival open. It’s high time we get out politicians to understand that every meeting is not about them but the people. The opening panel discussion posed the question – does African literature matter? The initial salvo by the Kenyan novelist Mukoma wa Ngugi, son of the other famous Ngugi wa Thiongo was that it does matter and the proof, as it were, is the penchant of many African dictators to jail and even kill writers for their work. The rebellious Ghanaian writer Kinna Likimani questioned the legitimacy of the question as African literature is not a new genre and we cannot forever continue to respond to the ancient query on whether Africans have culture and literature, we should just continue to live our cultural lives and tell our stories. The panellists recalled that literature has flourished in Ethiopia from the 12th century and there are numerous African writings from the 18th century, as well as slave narratives of their ordeal that form part of the corpus of African literature. The consensus was that African literature exists; it is flourishing and telling the African story. What then is the African story? This was the more difficult question. To illustrate the complexity of the question, the moderator Adam Ibrahim recalled the novel by Aminatta Forna called The Hired Man. It tells the story of the terrible civil war in Croatia and the horrors that accompanied it. Its therefore a European story of pain
and suffering told by Aminatta, a British writer with a Scottish mother. Aminatta’s encounter with horror started however in Sierra Leone, where her own father who was a minister was killed by political opponents in Freetown in 1975, when she was just ten years old. The European story about horror in Croatia was also the African story of mass killings in her Sierra Leone, which is part of her lived African reality. The Croatian story is actually an African story. It was in this context that Mukoma wa Ngugi proposed that we use the concept Afropolitan to describe the African writer today. Whether or not they live in Africa, global issues and events mould their narratives. They are African and they are cosmopolitan. The important thing is that they write what they want to and resist the pressure to conform to addressing “African” themes. Abubakar Adam Ibrahim, for example, drew attention to a Canadian who criticised his award-winning novel Season of Crimson Blossoms for not addressing the top issues in contemporary Nigeria – the Chibok girls and female genital mutilation. Virtually all the authors affirmed they will write what they want to write, not what others want them to write on. One of the most fascinating sessions was the discussions on the novels, An Abundance of Scorpions by Hadiza El Rufai and Ayobani Adebayo’s Stay With Me. These two works of fiction are representative of the voices of strong female writers. They engage new themes such as writing openly about sex, which African writers used to avoid as if it does not happen in Africa. They also address the pains of marriage, especially when challenges such childlessness arise and women are pushed into taking extreme forms of action in search of solutions. They also address difficult questions concerning religious practices and tensions, as fundamentalism takes root in Nigeria and other African countries.
President, PIGB and matters arising

On August 29, 2018, Nigeria’s Presidency withheld assent to the Petroleum Industry Governance Bill (PIGB) 2018, citing a number of constitutional and legal reasons, which include the shrinking ministerial powers, inadequate fiscal provisions, revenue retention powers of the petroleum regulatory body and so forth. The announcement caught many industry watchers by surprise, stirring debates and evoking commentary in public and private domains. The PIGB is one of the four draft petroleum statutes that emerged after splitting the parent Petroleum Industry Bill (PIB) 2012 into four distinct bills to ease its passage, following several years of delay in securing parliamentary approval. The other subsets of the PIB are the Petroleum Host and Impacted Communities Development Bill (PHCDB), the Petroleum Industry Fiscal Bill 2018 and the Petroleum Industry Administration Bill 2018, all of which are currently under parliamentary consideration. The objective of the Petroleum Industry Bill and its evolved subordinates is to establish a comprehensive legal, fiscal and regulatory framework for reforming the petroleum industry in Nigeria. Presidential ‘Dissent/Assent’ The president has the constitutional power to veto, or more technically, withhold assent to a bill passed by both houses of the Nigerian National Assembly. In other words, the Nigerian Constitution vests the president with the authority to assent to, and withhold assent from bills presented to him/her with reasons. What this means is that the Constitution does not contemplate that the president will render assent to every bill passed by the National Assembly. As such, the withholding of presidential assent is a constitutional right, which provides constitutional checks and balances between the Presidency and legislature and an opportunity for deepening democratic
engagement between the executive and the legislature during the process of policy development. As it is within the constitutional powers of President Muhammadu Buhari to withhold assent to the PIGB, what is now pertinent is to assess whether the presidential objections are well-informed, based on reasons that positively impact the economy and long-term sustainability of the petroleum industry. An analysis of the three main presidential objections provide a basis for measuring their consistency with these tests of reasonableness and unassailability. The first objection is that the provision of the Bill permitting the National Petroleum Regulatory Commission (NPRC) to retain as much as 10 per cent of the revenue it generates unduly increases the funds accruing to the Commission to the detriment of the revenue available to the three tiers of government which includes the federal, thirty six states, Federal Capital Territory, 774 local governments, special funds and statutory transfers in the country. It is instructive to note that the proposed regulatory body, the NPRC, will take over the regulatory functions of three existing institutions, namely the Department of Petroleum Resources (DPR), Petroleum Products Pricing Regulatory Agency (PPPRA) and the Petroleum Inspectorate of Nigeria. The PIGB seeks to imbue the NPRC with the operational independence needed to initiate and set its own work programmes within stipulated rules and mandate. Along this line, the Bill made provisions for a special statutory funding mechanism through the retention of a fraction of its revenues, plus funding via appropriation through the National Assembly. Using legislation to secure this funding source ostensibly aims to give the NPRC a certain amount of flexibility to undertake work on longer-terms, sustaining the Commission and insulating the institution from political interference.
While the intention underlying these arrangements is a noble one, the proposed retention of as much as 10 per cent of gross revenues due to the federation account to one single agency is quite superfluous. Singling out the NPRC for special revenue retention considerations does not differ significantly from the present arrangement whereby the Nigerian National Petroleum Corporation (NNPC) exercises excessive levels of discretion over remitting revenues to the treasury, and how to spend the funds that it keeps. According to a report, NNPC withholds billions of dollars each year with unclear legal authority and no defined repayment plan. In light of the above, permitting the NPRC to retain 10 per cent of its revenues will take Nigeria back to the pre-PIGB reform era whereby the national oil corporation not only withholds, but also provides little or no explanation for revenues running into millions of petrodollars every year. On this point, the president has a very valid objection. It is our opinion that the legislature and the Presidency work together towards reaching an amendment that focuses on sufficiently funding the agency to defray its operational costs in a fiscally responsible manner. Although this objection provides little clue regarding the actual government policies referenced, it could be inferred that the Bill’s provisions regarding the PEF sharply contrast with the administration’s previous public statements of its intention to do away with petroleum products consumption subsidies. PEF operates as a subsidy set aside for the reimbursement of petroleum products marketing companies who incur losses solely and exclusively as a result of selling petroleum products at uniform benchmark prices across the country. The Fund is used to even out the prices of petroleum products as a result of bridging/transportation costs so that they can be purchased at a uniform price across the country, irrespective of the distance
and costs incurred in transporting the products from the depots to retail outlets. As several independent studies have shown, the Nigerian petroleum products subsidy regime is vulnerable to misappropriation, encourages smuggling of petroleum products out of Nigeria across our borders, and is very difficult to effectively manage from a budgeting perspective, due to its very dynamic price fluctuations and because it is a rapidly consumed product. President Muhammadu Buhari’s administration had previously removed retail subsidy on Premium Motor Spirit in May 2016 and kerosene in January 2016. At the time, crude oil prices were very low. It must be noted though that with the increase in crude oil prices and the attendant increase in the market price of the derivative petroleum products, substantiated media reports and industry analysis have established that the annual expenditure on fuel subsidy, now referred to as “under-recovery”, for supply of petroleum products across the country has risen drastically. Reports indicate that over N1.4 trillion has been spent so far on “under recovery” between January and April 2018. The retention of the PEF in the PIGB contradicts previous policy indication towards the eradication of payment of petroleum products subsidy to marketers. Other options that are being explored to reduce the government’s exposure to exorbitant petroleum products consumption subsidy costs, include more effective downstream operations which promote the participation of private and public partnership in the construction of pipelines and new refineries across the country. On the president’s request for rectification of the inconsistency between the PEF provisions and the current subsidy reform policies of the administration as one of the bases for the Presidency’s objections to the PIGB, we take the view that this concern is again, meritorious.

As we enter the school resumption week marking the end of the holiday for our children, it is very germane that as parents we reflect on our roles and the added responsibility of educating our children. It is hoped that this holiday period has strengthened our resolve to pay greater attention to the provision of not only affordable education but on the provision of quality education for our children. As parents, we have a God given responsibility to take good care of our children, and emphasis must be laid on good care which also involved education because education is the bedrock of child development in any society. Education is one of the basic rights of a child as enshrined in the charter that formed the UNESCO. If we want the talents, dreams. and intelligence of our children to take them as far as their God given talents, we must prioritize the provision of quality education that polishes the talents inherent in our children. We need to also provide and emphasize the building of good character traits in our God given children because character formulation and cultivations forms the basic responsibilities of parents to their children. Education without character is nothing and character without education is also nothing. We as parents must also think of ways of providing the enabling environment for our children to learn. We must make our homes safer for these young ones that makes the cultivation of delinquent behaviour impossible. Yes the present economic climate in our country present us with different choices as parents, we must know this, that difficulties make priorities a necessity. We must prioritized our needs as canvassed by economists long term ago: the concept of opportunity costs. We must make the choice today of either building solid future for our children through education or being indifferent to the cause of their education and truncate the futures and life of our children. In making this choice, we as parents must consider some very important factors like affordability, quality of teachers, school environment and accessibility. It is very common to find parents struggling to meet up with their children’s school fees just because they want to belong to a class circle. In this part of the world, school high fee has become a status symbol. This situation has made some parents to be in huge financial embarrassment and making them to lose focus on the bigger picture which is paying close attention to your child’s performance and general wellbeing in school at their formative years. We shouldn’t be having sleepless nights because it’s time for our children to go back to school when it ought to be our happy moments because they are going to acquire
new information that will make them a better citizen of their country and probably renowned global personalities. When we are not at peace with ourselves before, during and after the school fees weeks, then we must as a matter of urgency take self-evaluation to identify why things are not working out the way it should be. If your child/children are in a school that the current economic situation has made it difficult for you to cope, please look for a more affordable alternative and take your child there. You shouldn’t be in pointless competition with any one. Here in the FCT, adequate attention is being given to the educational sector by ensuring the standard and quality of services are comparable to the most expensive schools around. This explains why for so many years, students of Junior Secondary Jikwoyi Abuja has been winning the Student for the Advancement of Entrepreneurship (SAGE) competition in the United States of America. SAGE is a program that helps teenagers start real businesses that are profitable and have significant social impact. I was once told a story of a widow who sold the only property bequeathed to her by her late husband to send her child to a school outside the country. After the second year, she could not afford to raise the child school fees , no accommodation as the rent of the house she paid after selling her property expired. She was faced with only one alternative, which is to bring back her daughter to Nigeria. The question is, could she not have managed her earnings to enrol her child in one of the private schools in Nigeria? Since it is a general belief which I don’t agree with that our tertiary institutions are below standard. Secondly, she could have partitioned her house and rent out part of it to pay for the few affordable private Universities in Nigeria and by so doing, she will still have her inherited house and her child could have completed her education and maybe get a well-paid job to look after the mother and her siblings. This singular act has rubbed the family of their inheritance and the children’s education thus making life more unbearable for the family. When we prioritise our needs according to our income we won’t have to go through some avoidable hardship trying to meet up with our parental obligations of providing good and affordable education for our children. Government at all levels should see education as one of its social responsibilities to its citizens. The student’s loan and scholarship schemes should be implemented without any form of sentiment, the schemes should be made available to all those who merited it. This can only be achieved when the right people are in place to implement the laudable scheme.

wo security guards, Achi Daniel and Francis Emepueaku that found and returned huge amounts of dollars and other valuables to the owner at Murtala Muhammed International Airport (MMIA) in Lagos have received accolades across the country and beyond. Apart from the guards, Dr. Banji Oyegbami, who spoke of their good deeds, also need to be celebrated. When he wrote that his ‘hope is not lost’ on social media, little did he know that he was heralding the fortune and integrity of two Halogen Security guards for doing what is uncommon in Nigeria. Dr. Oyegbami, a medical doctor’s practical experience at MMIA, started on August 18, 2018 when he went to the airport with his driver to pick up his very close friend and his wife that arrived from Atlanta United States of America on board Delta Airline. They parked their car on the first floor of the new multi-level building car park and loaded their bags into the boot of the vehicle while his friend’s wife out of excitement forgot her handbag on the trolley and drove off. They journeyed for about one and a half hours in terrible traffic without realising that the woman’s handbag was not in the car when they received a phone call from the woman’s daughter in the US. They went back to the airport to meet the security guards of Halogen Securities as Mr. Achi Daniel found the bag and gave it to his supervisor, Mr. Francis Emepueaku, as lost but found items. The woman cross-checked items in the handbag and confirmed that the items were complete with iPhone, large sums of dollars in labeled envelops sent through her to people in Nigeria, wrist watches she planned as gift items and other documents and valuables were intact. Unlike some Nigerians, Daniel, who said that he had worked in the Federal Palace Hotel in Lagos in the past, explained that he had returned sums recovered in the cause of his duty to their owners before now. He insisted that the contents in the bag was never attractive to him, but lamented that some people close to him were already making jest of him for returning the contents in the bag. He, however, said that he was never discouraged by their mockery. He said: “If the money was in multi-millions of foreign currencies, I would still have returned it. I saw the bag on a trolley and I said to myself that somebody must have forgotten it there; it was not padlocked and without opening it, I went to the ground floor with the bag to meet with my supervisor. “Inside the bag, I saw a mobile phone, jewelries and huge amount of money in dollars and several other documents. At that point, we went straight to the manager’s office who now put a call through to somebody in Atlanta Georgia, who happened to be the daughter of the owner of the bag. “When they returned, they were jittery that some of the items in the bag may have vanished, but after cross-checking it, she discovered that everything was intact and the family attempted to give us some amount of money as a form of appreciation, which we rejected, telling them that we were doing our job. “It never crossed my mind to steal the money and I wouldn’t have done that because it wasn’t my first time of finding such and returning to the owners. No amount of money would make me to
take what doesn’t belong to me. I believe my own time will come and at the right time”. Daniel, a widower, with four children, believes that only God will reward honest people no matter how long it takes. It is very rare especially in the country at this difficult times for someone to see huge amounts of money not in local currency and hand it over to the owner. But despite the fame and rewards both guards are enjoying presently, many Nigerians are of the view that more needed to be done, especially from President Muhammadu Buhari. Others are of the view that Mr. President owes them an invitation to the Aso Villa because of their show of love and demonstration of high level of integrity which is rare these days The two guards have changed the narrative of certain negative image of Nigeria abroad. Their singular action, which has drawn world attention, remains commendable and should be appreciated by all in order to encourage others that honesty pays. Though the duo were given N500,000 by the management of Halogen Securities, President Buhari should not end the recognition with just writing commendation letters to the duo. We wish to state with high sense of responsibility President Buhari should invite the two guards to Aso Rock for a presidential handshake in order to tell Nigerians and indeed the world that it is a new dawn in the land. We are of the opinion that Daniel and Emepueaku should be given National Awards for the exemplary conduct they have played in telling the world that despite the hard economic situation in Nigeria and poor financial background, there are still honest citizens

The administration of Governor Ifeanyi Ugwuanyi of Enugu State, in keeping with its concerted efforts to encourage speedy intervention on the Akanu Ibiam International Airport, Enugu, by the federal government, yesterday announced its plan to constitute a stakeholders’ committee that would look into and resolve all issues around the expansion of the airport. Governor Abdullahi of Kano state has announced that the state government will develop nearly 300 hectares of irrigable land at the downstream of Tudun Wada Dam in Tudun Wada local government area. The project is to be executed with a facility that will be provided by the Islamic Development Bank. Ganduje noted that the project would tremendously improve livelihoods and revamp economic activities in the area. “The irrigation infrastructure to be provided will be enough for increased production of variety of agricultural products particularly maize, rice and vegetables. “The impact of this project will be big as people around this area will be engaged in year – round farming when the irrigation infrastructure are fully in place”, he maintained.

The chairman reiterated that the commission had adjusted polling booths arrangement to prevent open display of ballot papers by voters after casting of votes for financial reward. Yakubu also said the commission will mull the idea of banning the use
of mobile phones at polling units, to prevent voting for financial gains. The acting chairman of ICPC promised adequate collaboration with INEC and said men of the anticorruption agency will observe the Osun election. He said the ICPC has enormous power to deal with all cases of corruption including malpractices in electoral process, stressing, “the commission has power to investigate and prosecute persons involved in bribery and vote buying because such acts are prohibited by both the ICPC Act and the Electoral Act 2010 as amended”.

My vision for Nigeria - Dankwambo THE ISSUE
Nigeria is a nation with limitless potentials. It is the most populous and arguably the largest economy on the African continent. It has a young dynamic population of more than 182.2 million people (the Economist: 2018), abundant hydrocarbon and almost all other mineral resources found anywhere in the world. It covers 923,768 sq km, 37.3% of which is arable. It has more than 230bn cubit meters of poorly utilized total renewable water resources for expansion of productivity through irrigation, hydroelectricity generation and fisheries; etc. Yet, the country has continued to be entangled in unemployment, poverty, corruption and indoctrinal pollution; leading to one crisis after the other: activities of the Niger Delta Militants, Boko Haram, Killer Herdsmen, ethnic militias etc. resulting in sustained insecurity, simmering tensions, threats of national disintegration, high rate of crimes, hunger, squalor and diseases. Despite all our resources, more than 64% of Nigerians live on less than $1 per day; 33% are living in absolute poverty; 23% of children under 5 years are underweight; infant mortality rate is 75/1000; under 5 mortality is 128/1000; maternal mortality rate is 575/100,000; and, life expectancy is 53.3 years. These figures are, to say the least, unfortunate. With a current annual average population growth rate of 2.7%, Nigeria is forecast to reach 440m people by the year 2050. No plan is being made for this large population. The dwindling fortunes of this great nation is due to poor leadership, recycling of old leaders and retired military dictators as “democratic” leaders with no capacity to develop long term sustainable development guide to lead the nation to prosperity. They always repeat the same mistakes of doing things the same old military dictatorial way with its attendant human rights violations, high-handedness, disrespect for the rule of law, nepotism, selective justice and imbalance in citizens’ access to opportunities for growth and development.

It will not be immodest to state that I am fully prepared to lead Nigeria out of the current mess considering my impeccable academic, professional and political pedigree summarised as follows: B.Sc. Accounting (Second Class, Upper Division: ABU Zaria,1985); M.Sc. Economics (Unilag,1992); PGD Computer Science (1998); and, PhD Accounting at the Igbinediom University Okada, Benin (2013); Fellow, Institute of Chartered Accountants of Nigeria (FCA); Fellow, Chartered Institute of Bankers of Nigeria (FCIB); Fellow, Chartered Institute of Taxation of Nigeria (FCIT); Fellow, Nigeria Economic Society (FNES); Fellow, Nigeria Institute of Management (FNIM); Fellow, Nigerian Association for Educational Administration and Planning (FNAEAP); and, my work experience traversing both the private and public spheres of the financial system. I worked with Messrs Coopers and Lybrand Chattered Accountants (now Price Water House Coopers), the Central Bank of Nigeria (CBN); became the Accountant-General of Gombe State; and, Accountant-General of the
Federation from where I voluntarily retired, contested for Governorship and won with record landslide in 2011; again contested for a second term and won in 2015 where interestingly, I was the only PDP Governor in the whole of the Northern Nigeria that was re-elected to serve for the second term, which is attributed to good governance informed by prudent financial management, justice, fairness and equity. During my Service career, I was a member of the CBN Board of Directors; President/Chairman, AccountantsGeneral and Auditors-General Forum of West Africa; Chairman, ECOWAS Audit Committee; Board Member, Extractive Industries Transparency International etc. As Accountant-General of the Federation I left behind as my legacies, many transparency-centred reforms such as Treasury Single Account, E-payment and Integrated Payroll Personnel Information System (IPPIS), Government Integrated Financial Management Information System (GIFMIS) and International Public Sector Accounting Standards (IPSAS) among others. As Governor of Gombe State, I have distinguished myself in the areas of education, which I made our first, second and third priority; followed by the provision of infrastructure, healthcare, agriculture, water supply, environmental
degradation control and economic empowerment. I am the first Governor that created a cogent development plan for Gombe State and went ahead to start implementing the plan thereby putting the State on the right track for sustainable development. I am also the Governor that conceived of a marshal plan for the development of the North-east region of Nigeria and organised the Northeast Economic Summit (2013) to bring the plan, the North-East Development Initiative, into a regional development blueprint, which is to bring about economic growth and sustainably check the security challenges in the insurgency infested Northeast sub region, acceptable to all stakeholders. It is this same plan that the Federal Government now adopted for implementation as Presidential Initiative for the North East (PINE). If this brief outline of my biography is what defines an undisputed wellrounded Economist, a renowned Chartered Accountant, an expert on taxation, forensic auditing, fraud detection, international banking and financial management, a successful politician and a seasoned technocrat, then you can count me as one. It is, as well, a pointer to my readiness to rescue Nigeria from the current state of decadence, degradation and decay.

‘Female child has right to inherit father’s property in Igboland’ The origin of the case was that Gladys Ada Ukeje sued (her mother Mrs Lois Chituru Ukeje and her brother Enyinaya Lazarus Ukeje) the appellants before the Lagos State High Court, claiming that as one of the children of her father Mr. Lazarus Ogbonnaga Ukeje, she ought to be included among those to benefit from the family estate. Her father, Lazarus Ogbonnaga Ukeje a native of Umahia in Imo State lived most of his life in Lagos State where he had real property. But he died intestate. After Lazarus Ogbonnaya Ukeje death the 1st and 2nd appellants’ (mother and son) obtained letters of Administration for and over the deceased estate. When Gladys became aware of the development she filed an action in court seeking declarative reliefs that being a daughter and one of the four children of the deceased she was entitle to share from her late father’s estates. In a considered judgment the trial Court judge, Fafiade J found that the plaintiff is a daughter of Lazarus Ogbonnaya Ukeje (deceased) and granted the reliefs sought. Dissatisfied with the judgment, the appellants appealed to the Court of Appeal Lagos Division who upheld the trial court judgment. Disappointed, the appellants lodged an appeal at the Supreme Court and raised four issues and the respondent raised three issues for determination. Supreme Court reframed the issues thus: ISSUE 1 Supreme Court reframed the issues thus: ISSUE 1 Whether the respondent as plaintiff proved that she is a biological daughter of L.O. Ukeje (deceased). ISSUES 2 Was the evidence of DW8 discredited in the High Court? ISSUES 3 Did the trial court arrive at its decision after following the proper guidelines for decision making laid down by the Supreme Court? DECISION In its decision the apex court agreed with the judgment of the lower court thus: “I must say that a birth certificate is conclusive proof that the person named therein was born on the date stated, and the parents are those spelt out in the document...” The respondent also relied on exhibit 3 – Guarantors Form, and exhibit J – judgment in her divorce case. The respondent, testified as plaintiff on 8/1/90 that when she wanted to obtain a new Passport the deceased, L.O. Ukeje filled the Guarantors Form for her and acknowledged that he was the father of the plaintiff. The Guarantors Form is exhibit 5 and it supports her testimony. Furthermore the respondent was married to a German National. Somewhere along the line her marriage collapsed. In the divorce suit she is referred to as Nee Ukeje. I must observe that the divorce proceedings and guarantors Form were in existence well before the death of L.O. Ukeje in 1981. The position of the law is that once documentary evidence supports oral evidence, such oral evidence
becomes more credible. The reasoning is premised on the fact and the law that documentary evidence serves as a hanger from which to assess oral testimony. See Kimdey & Ors v. Exhibit H, M, M1-3 and J lend more credence to the claim and evidence of the respondent, that she is a daughter of L.O. Ukeje (deceased). I accept it as the truth, and both courts below were correct in their judgments that L.O. Ukeje (deceased) is the father of the respondent. ISSUE 2 Was the evidence of DW8 discredited in the High Court? ...To my mind after reviewing the testimony of DW8, his crossexamination and the observations of the learned trial judge and the Court of Appeal I would hold that the evidence of DW8 was not discredited in the High Court, rather, not much weight was attached to it by the learned trial judge as she found the evidence speculative and the witness not properly qualified. ISSUE 3 Did the trial court arrive at its decision after following the proper guidelines for decision making laid down by the Supreme Court. The decision making, process of the learned trial judge is questioned in this issue. After the Court of Appeal made a comprehensive review of the steps taken by the learned trial judge before arriving at the judgment, that court said, per Galadima JCA (as he then was): “I am of the firm conviction that by a careful examination of the judgment of the learned trial judge, she duly considered and followed the procedure out lined in the case of Sanusi v. TIMES LAW REPORT the trial court which saw and heard witnesses to evaluate the evidence and pronounce on their credibility and ascribe probative value. See Kim v. State (1992) 4 NWLR Pt 233 p.17 Sanusi v. Ameyogun (1992) 4 NWLR Pt.237 P.527 . According, to the Court of Appeal the learned trial judge followed the proper decision making, process as out lined by this court in Sanusi v. Ameyogun . My lords, it is so obvious that the learned trial judge received all evidence put forward by both sides in proof and disproof of the case. The judge proceeded to weigh the evidence on an imaginary scale and found the testimony of plaintiffs, supported by documents to wit: Exhibits H, M M1, J and 3 to be good proof that the 1st plaintiff/respondent was L.O. Ukeje’s (deceased) daughter. On the other hand the evidence of the appellants’ was found conflicting, and seriously damaged on demeanour, a finding an appeal court cannot make a finding as it never saw or heard the witnesses
when they gave evidence. In the circumstances I agree that the learned trial judge followed the guidelines outlined in Sanusi v. Ameyogun Supra . On the issue of paternity the evidence of the respondent far outweighs the evidence of the appellant. Both courts below were correct that the respondent’s father is L.O. Ukeje (deceased). Before this court are concurrent findings by two lower courts that the respondent is a daughter of L.O. Ukeje (deceased). When there is an appeal where there is a finding of fact affirmed by the Court of Appeal, this court would presume that the trial judge’s conclusions are correct. This is so since the trial judge was the only judge who saw and heard the witnesses. When the Court of Appeal affirms the conclusions of the trial court the presumption becomes much stronger. The presumption can only be displaced by the appellant who seeks, to upset the judgment on facts. This court would be quick to reverse concurrent findings of fact if there was
miscarriage of justice or a violation of some principle of law or procedure or the finding, is found to be perverse. See R. V. Benkay Nig Ltd. V. Cadbury Nig PLC (2012) 3 SC (pt.iii) p.169, ACN v. Lamido & 4 Ors. (2012) SC (pt.ii) p.163 The finding of fact that the respondent is a daughter of L.O. Ukeje (deceased) was arrived at by the learned trial judge after the plaintiff/ respondent supported her claim with flawless documentary evidence, especially her birth certificate. There is no way such a finding can be said to be perverse, or to have violated some principle of law. Concurrent findings of fact that the respondent is a daughter of L.O. Ukeje (deceased) are correct. This appeal is on the paternity of the respondent. Whether the respondent is a daughter of L.O. Ukeje (deceased). L.O. Ukeje deceased is subject to the Igbo Customary Law. Agreeing with the High Court the Court of Appeal correctly found that the Igbo native law and custom which disentitles a female from inheriting, in her late father’s estate is void as it conflicts with sections 39(1)(a) and (2) of the 1979 Constitution (as amended). This finding was affirmed by the Court of Appeal. There is no appeal on it. The finding remains inviolate. Section 39(1),(a) (2) of the 1979 Constitution is now contained in the 1999 Constitution as section 42(1), (a), (2) and it states that: “42(1) A citizen of Nigeria of a particular community, ethnic group, place of origin, sex, religion or political opinion shall not, by reason only that he is such a person:(a) be subjected either expressly by, or in the practical application of, any law in force in Nigeria or any executive or administrative action of the government, to disabilities or restrictions to which citizens of Nigeria of other communities, ethnic groups places of origin, sex, religions or political opinions are made subject: or …. (2) No citizen of Nigeria shall be subjected to any disability or deprivation merely by reason of the circumstances of his birth.” No matter the circumstances of the birth of a female child, such a child is entitled to an inheritance from her late father’s estate. Consequently the Igbo customary law which disentitles a female child from partaking, in the sharing of her deceased lather’s estate is in breach of section 42 (1) and (2) of the Constitution, a fundamental rights provision guaranteed to every Nigerian. The said discriminatory customary law is void as it conflicts with section 42(1) and (2) of the Constitution. In the light of all that I have been saying, the appeal is dismissed. Oil prices hit $77.33/ barrel as US new production stalls Idu Jude, Abuja Oil prices rose on Monday to 77.33 dollars a barrel, as United State drilling for new production stalled, just as the market eyed tighter conditions once Washington’s sanctions against Iran’s crude exports kick in from November. U.S. West Texas Intermediate crude futures were at 68.19 dollars per barrel from their last settlement. The U.S. rig count has stagnated since May, after staging a recovery since 2016, which followed a steep slump the previous year amid plummeting crude prices. Outside the U.S., new U.S. sanctions
against Iran’s crude exports from November were helping push up prices. Energy consultancy FGE said several major Iran customers like India, Japan and South Korea were already cutting back on Iran crude. “Governments can talk tough. They can say they are going to stand up to Trump and/or push for waivers. But generally the companies we speak to … say they won’t risk it,” FGE said. “U.S. financial penalties and the loss of shipping insurance scares everyone,” it said in a note to clients. With U.S. rig activity stalling and Iran sanctions looming, the oil market outlook is tightening. “Investors have largely turned
positive again … likely welcoming the return of backwardation,” said Edward Bell, commodity analyst at Emirates NBD bank. While Washington exerts pressure on other countries to fall into line and also cut imports from Iran, it is also urging other major producers to raise their output in order not to create too strong a price spike. U.S. Energy Secretary Rick Perry will meet counterparts from Saudi Arabia and Russia on Monday and Thursday, respectively, as Trump administration seek world’s biggest exporter and producer to boost output. Asian shares started the week in the red on Monday, faltering for the eighth straight day as U.S. President Donald Trump threatened yet more import tariffs on Chinese goods. Consultancy FGE warned that “trade wars, and especially rising interest rates, can spell trouble for the emerging markets that drive (oil) demand growth.” In spite of this, FGE said the likelihood of significantly weaker oil prices was relatively low as the Organization of the Petroleum Exporting Countries (OPEC) would withhold output to prevent prices from plunging.
The Federal Government has on Monday in Abuja taken further steps to enhance protection of telecommunication consumers against unwholesome practices of telecommunication providers in the country. A nine man Joint Investigative Committee (JIC) was inaugurated by Mr Sunday Dare, the Executive Commissioner, Stakeholders Management, Nigerian Communications Commission (NCC) to investigate consumer complaints. The committee was formed to also respond to a resolution by the National Assembly (NASS) requiring investigation and remedial measures on grievances by consumers. According to Dare, a letter is received from the NASS on the increasing rate of dropped calls and other unwholesome practices by telecommunications operators robbing Nigerians of their money. He said the committee, which comprised members of the NCC and Consumer Protection Council (CPC), would outline existing laws aimed at protecting consumers and how the laws were enforced. He said it would review the various initiatives targeted at protecting consumers and the various resolutions jointly taken by NCC and telecom service providers to ensure improvement in telecom consumer experience. “The committee will collate information from the industry working group on quality of service and the task force on call masking. “It will also prepare reports on its findings which will be forwarded to the NASS and Secretary to the Government of the Federation in response to the letters received by them. “The committee, upon inauguration, has a duration of one month to complete the assignment,’’ he said. According to Dare, a consumer satisfaction survey will be carried out by the committee every two years on consumers to rate the performance of the various network providers in the country.

The initiative is an addition to MarketMoni, which already caters for market traders and FarmerMoni which is for farmers. In facts, traders whose trades and lives are being positively impacted as they receive the N10,000 are already telling different stories and the federal government was inspired by this development. For instance, the launch of TraderMAoni elicited excitement from beneficiaries in Osun State. A meat seller in Odo-Ori, Osun State, who identified himself Ayanwunmi said, he will use the money to expand his
business and promised to repay the loan in order to qualify for a higher sum. He particularly commended the Federal Government for remembering the youth and hoped for the continuity of TraderMoni. According to him, the programme will go a long way in empowering businesses and changing the lives of Nigerians especially the youth. Adepoju Gbemisola, a food seller in Iwo, could not contain her excitement as she received the credit alert of TraderMoni on her mobile device.She said she will use the money judiciously and repay the loan as advised. Similarly, another TraderMoni beneficiary, Aremu Jamiu, a bricklayer in Iwo said the loan will allow him to buy more blocks. He expressed his surprise and delight in the timely intervention of the federal government in the lives of Nigerians.“We thank the federal government for approving the loan even in these difficult times. We really want to appreciate them for their efforts. I pray that God will continue to help them.” The National Association of Small and Medium Scale Industrialists, commended the Federal Government for remembering poor Nigerians in its plan to assist them with soft loans through TraderMoni. No foul play in escravos dredging contract – NPA boss Idu Jude, Abuja The management of Nigerian Ports Authority (NPA) says it followed due process in the award of a dredging contract to Dredging International Services Nigeria Limited. Dredging Atlantic Nigeria, the company that lost out in the bidding process, had alleged that the directors of Dredging International Services had been convicted of a crime in Switzerland, effectively disqualifying the firm from bidding for contracts in Nigeria. But NPA said the Economic and Financial Crimes Commission (EFCC) as well as the Bureau of Public Procurement (BPP) have investigated and cleared the directors of the Swiss company of having any criminal record. Dredging Atlantic also alleged conflict of interest, pointing out that Hadiza Bala Usman, the NPA MD, is on the board of Bonny Channel Company
(BCC), which manages the channel. However, the NPA management said BCC is a joint venture partnership in which NPA holds 60 per cent and the MD is automatically a member of the BBC board the same way NNPC GMDs are on the board of JVs with Shell and other multinational oil companies. NPA asked Dredging Atlantic to go to court instead of the media if it feels there were illegalities in the award of the contract. “The company that has continued to promote this extensive blackmail of the NPA is part of the consortium whose contract was terminated for having claimed to execute works of $34.6mill in the Calabar Channel out of which $12.5mill has been paid without evidence of work done. The Nigerian Government is currently in court with this consortium seeking for the refund of the Authority’s $12.5mill for work claimed to have been done without evidence,” the statement said.

EEDC inaugurates 7.5MVA injection substation in Enugu Moses Oyediran, Enugu The Enugu Electricity Distribution Company, EEDC, on Monday inaugurated a 7.5MVA injection substation in Enugu. The project, which is said to be a brainchild of Senator Gilbert Nnaji representing Enugu East Senatorial District was fully funded by the EEDC. Speaking while commissioning the project, the Senator representing Anambra Central, Senator Victor Umeh disclosed that Nigeria needed power supply to enhance economic development and improve lives. Umeh, who lamented the poor level of power generation, said corruption was killing the energy sector. He said despite the huge investments in the sector over the years, there nothing to show for it. “It is not about money; it is about insincerity; corruption if the bane of the
energy sector in Nigeria and as soon as it is addressed Nigeria will have sufficient power. We need about 40,000 Megawatts but currently we have less than 10,000,” he lamented. Umeh, who represented the Chief Executive Officer of the EEDC, Chief Sir Emeka Offor promised that the EEDC would do everything to maximise the supply of power to its customers. In a remark, Senator Nnaji commended the EEDC for its intervention to ensure steady power supply in the community. Fayemi’s ally, Jamiu joins Assembly race, urges EFCC to probe Fayose`s govt Gbenga Sodeinde, Ado Ekiti A close ally of the Ekiti State Governor-elect, Mr. Akeem Jamiu, has joined the race for the state House of Assembly for the 2019 general elections, with a call on the Economic and Financial Crimes Commission(EFCC) to immediately investigate the outgoing governor of the state, Ayodele Fayose for refusing to execute projects outlined in the Budgets since he became governor. Jamiu, who was a Senior Special Assistant on Research and Documentation to ex-governor Kayode Fayemi during his first term in office, lamented what he
described as fraudulent budget presentation and execution as well as mismanagement of resources of Ekiti State by the Fayose government. The journalist turned politician who noted with sadness what he described as reckless abandonment of his constituency by Fayose said he decided to vie for the seat for him to join hands with Fayemi to develop the area that had allegedly been deserted by the outgoing governor. He pointed out that residents of the constituency, excluding Afao Ekiti, the country home of Governor Fayose, enjoyed no meaningful project since 2014, which was one of the reasons while Fayemi won the Ekiti governorship

FG, 36 states, LGAs share N3.95trn in 6 months Idu Jude and Mathew Dadiya, Abuja The Nigerian Extractive Industry Transparency Initiative (NEITI) has disclosed that the federal, states and local government areas (LGAs) shared N3.95 trillion from the Federation Account within the first half of this year. The agency stated that the disbursements made by the Federation Accounts Allocation Committee (FAAC) represented an increase of 41% when compared to the N2.79 trillion disbursed in the first half of 2017 and a 95% increase in the N2trillion disbursed in the first half of 2016. According to the NEITI’s Corporate Communication Manager, Dr. Orji Ogbonnia Orji, the analysis is contained in the latest edition of the NEITI Quarterly Review published by the NEITI. The review provided highlights and in-depth analysis of disbursements by FAAC for the second quarter and the first half of this year. Orji added that a breakdown of the disbursements showed that the Federal Government received N1.65trillion; states received N1.38trillion while local governments got the least share of N795 billion. The disparity in the revenues received by each of the three tiers of government was based on the revenue sharing formula of the Federation as stipulated in the constitution. As it stands, the Quarterly Review shows that the lowest monthly figure of N635.6 billion disbursed in the first half of 2018 was N121.4 billion higher than the highest monthly figure (N514.2 billion) disbursed in the first half of 2017 and N218 billion
higher than the highest monthly figure (N417 billion) for 2016. “These figures clearly indicate that revenue accruing to the Federation in the first half of 2018 completely outstripped revenues in the previous two years”, stated the report. The Quarterly Review further disclosed that total FAAC disbursements in the second quarter of this year was 46% higher than the figure for the same period last year and 127% higher than the figure for the same period in 2016. Orji further stated that while N2 trillion was shared in the second quarter of this year, N1.38 trillion was disbursed during the same period last year and only N886.38 billion was shared in the second quarter of 2016. He said, “In fact, Q2, 2018 was the first time an amount in excess of N2 trillion was disbursed since Q3 2014. This is a run of 14 consecutive quarters of disbursements below N2trillion.” He said that the the phenomenal increase of disbursements recorded in the second quarter of 2018, the report observed, was the highest to the Federation since the third quarter of 2014. The report attributed the positive development to the rise in crude oil prices and similar increase in oil production. “Average oil price in 2016 was $43.5 per barrel, while in 2017 oil price averaged $54.2 per barrel. However, in the first six months of 2018, average oil price was $70.6 per barrel. Thus, on the average, oil price increased by 62.2% between 2016 and the first half of 2018”, the NEITI Quarterly Review asserted. “Total oil production in 2016 was 661.1 million barrels while the figure was 690 million barrels
in 2017. In 2016, average monthly oil production was 55.1 million barrels while it was 57.5 million barrels in 2017. For the first two months of 2018 for which data is available, average production was 59 million barrels,” the statement added. On net FAAC disbursement to states, the review disclosed that during the first half of this year, “the highest receiving state was Delta State with N101.19 billion, while the lowest receiving state was Osun State with N10.24 billion. This implies that Delta State received 988% more than Osun State received.” He revealed state-by-state of net FAAC disbursements and total deductions from January to June 2018 (Billions). State Net Disbursements Total Deductions as a % of net Disbursements, includes Delta with the amount of N101.19 13.81 13.65, while Akwa Ibom, came second with the amount of N100.20 6.98 6.96. Rivers State came third with N85.01 7.93 9.33, while Bayelsa pocketed the amount of N77.14 9.86 12.78 in six months. Zamfara: 2,385 persons lost their lives in 7 years – Gov Yari
Zamfara State Governor, Abdulaziz Yari, has disclosed that 2,385 persons have been killed by armed bandits in the state from 2011 to date. The governor disclosed this in his address of welcome at the oneday Special Town Hall Meeting on Security on Monday in Gusau, Zamfara State capital. The event was organised by the Federal Ministry of Information and Culture. He said that over 6,000 persons were also injured from the activities of the bandits, rustled over 25,000 cows and destroyed over 3,000 hectares of arable land. He said during the period, over 600 shops and 336 vehicles were also destroyed while thousands of people were displaced from their towns and villages. Yari added that hundreds of other people were kidnapped by the bandits who charged millions of naira as ransom before they
released them. The governor, however, said that with the formation of a reconciliation committee by the state government, over 3,000 assorted arms were recovered from some of the bandits. He said that those who refused to repent had continued to lay siege on innocent citizens. The governor said that more lives had been lost to killings in Zamfara than those lives lost in Plateau, Benue and Taraba states. He urged the Federal Government to come up with more positive actions that would stop the killings. According to the governor, “this is a pure case of criminality we are facing here”. He commended the efforts of the security agencies, especially, the army, the police, the DSS and the Civil Defence deployed in the state to fight the menace. In his speech, the Minister of
Information, Alhaji Lai Mohammed, commended the efforts of the state government, noting that the security situation in the state had improved significantly. Mohammed, however, blamed the media houses, saying that they were not giving good coverage to government efforts. The News Agency of Nigeria (NAN) reports that a video containing the situation of the crisis was shown to the guests while a copy of the clip was handed to the Minister of Information and Culture. The Minister of Defence, Alhaji Mansur Dan-Ali; the Minister of Environment, Alhaji Usman Jibrin and the Minister of Water Resources, Alhaji Suleiman Adamu; attended the meeting. The NEITI spokesperson stressed that the National Bureau of Statistics, Fiscal Disbursements Unit domiciled at NEITI postulates that since “disbursements to all states as at June 2018 exceeded 60% of total disbursements in 2017, it is also likely that FAAC disbursements to all states in 2018 will exceed their 2017 values.” The NEITI Quarterly Review also looked at the deductions made from the allocations to the states. The report identified five states with the lowest deductions as a percentage of disbursements as Anambra (2.89%), Yobe (2.93%), Jigawa (3.96%), Enugu (6.72%), and Nasarawa (6.74%). In the same direction, states with the highest deductions as percentage of disbursements were Plateau (33.48%), Ogun (38.43%), Zamfara (41.55%), Cross River (54.53%) and Osun (141.79%).
Another striking feature of the NEITI Report is the significant increase in VAT disbursements during the period under review. VAT disbursements increased by 35% between the first quarter of 2015 and the second quarter of 2018. The report further stated that : “It is interesting that VAT has been generally increasing over time. This bodes well for the government’s efforts at increasing revenue from non-oil sources.” The NEITI Quarterly Review expressed hope about increased revenues to governments from both oil and non-oil sectors, but cautioned that the volatile and unpredictable nature of government revenues will continue to make planning difficult for all tiers of government, increasing difficulties in implementing their budgets. It highlighted the need to place priority attention to internally generated revenues. The latest issue of the publication is based on data from the National Bureau of Statistics (NBS) and NEITI’s regular attendance at FAAC meetings. The publication is NEITI’s contribution to the advancement of citizens’ education and enlightenment on revenues disbursed to the three tiers of government from the Federation Account.

2 die, 37 sustain injuries in Nasarawa gas explosion As Deputy Governor, Saraki condoles with victims
Idu Jude, Abuja Residents of Lafia, Nasarawa State capital, on Monday, woke up to the unfortunate incident of gas explosion in a fuel station, recording about two deaths while about 37 people sustained serious degree of injuries. Speaking on the incident, the state Sector Commander of the Federal Road Safety Commission (FRSC), Mrs. Faustina Alegbe, said that two persons died while 37 people were injured. She said, “So far, 37 people are receiving treatment in the hospital but two have been confirmed dead by the doctors. “Tomorrow, we will go back to the hospital to do an update. But I can tell you that I was in the hospital myself to do a physical count and as of now, 37 are receiving treatment with two dead.” Nasarawa State Deputy Governor, Mr. Silas Agara, who spoke during his on-thespot assessment visit to the scene of the incident, stated that the state government would take the necessary steps to unravel the cause of the accident.
Agara, accompanied by the Commissioner of Police, Nasarawa State Command, Yahaya Bello, and Chairman, Lafia Local Government, Malam Aminu Muazu, described the explosion which occurred at Monaco Gas plant within the premises of Natson Filling station on Jos Road, Lafia, as most unfortunate. He expressed his condolences and sympathy to the victims on behalf of Governor Tanko Al-Makura and assured the people of the government’s readiness to respond to the emergency and ensure a thorough investigation of the incident. Agara applauded the security and emergency response teams for their quick intervention and advised the public to stay away from the scene to allow relevant agencies to carry out their investigation into the matter. The deputy governor and his entourage later visited the 37 victims with various degrees of injuries at the Dalhatu Araf Specialist Hospital, Lafia. Meanwhile, the Senate President, Dr Bukola Saraki, was also on the spot to sympathise with the victims and also to console relatives of the deceased. He also promised
to foot the hospital bills of those who sustained injuries. An official of Nasarawa Fire Service, who also is an eyewitness, confirmed that the incident was brought under control with about 37 persons injured and two feared dead. The eye witness stated that the fuel station caught fire as workers offloaded gas at the plant, leading to the burning of shops and houses. The fire, which swiftly spread to the other side of the road, was said to have also caught passers-by, as they scrambled for safety. According to the official of
the fire service, “It is true that there was a gas accident in Lafia, but our men are there trying to put out the fire. It is under control”. According to another witness, who shared the incident on Twitter, the fire service was responsive in battling the fire, as well as rescuing victims of the explosion. “The fire service is’ using their bus to rescue victims and take them to hospitals. Motorcycle riders also assisted in the emergency work by using their motorcycle to carry victims to hospital.”

The meeting between the Ministry of Labour, Office of Secretary to the Government of the Federation (SGF), and the various unions in the Code of Conduct Bureau has ended in deadlock without reaching a compromise. The industrial action embarked upon by various unions at the Code of Conduct Bureau had grounded activities at the Bureau for months while some offices are under lock and key. The Minister of Labour, Dr. Chris Ngige had convened the meeting with the Nigeria Civil Service Union, Association of Senior Civil Servants of Nigeria and the Amalgamated Union of Public Corporation, Civil Service, Technical and Recreational Service Employees (AUPCTRE), last week towards resolving the industrial dispute between the staffers and the management of the Bureau. The Unions however faulted the Minister for attempting to compel them to compromise their position over what they described as illegal reinstatement of the Acting Secretary, Mrs. Folasade A. Kolawole. According to the unions, the Bureau has been in comatose since October 2017, when the ex-while Acting SGF, Dr. Mrs. Habiba Lawan, allegedly reinstated Kolawole, who they stated, voluntarily retired from the Bureau as a director in April 2017. “Activities in the Bureau are completely grounded because of the crises. As we speak, all the machines are down, state offices are closing for non-payment of rents, no monitoring activities,
investigations, intelligence gathering or verification, which are core mandates of the Bureau,” the Secretary, Joint Negotiation Council, CCB Unit, Comrade Ochigbo Edwin told the Daily Times. “Also, assets verifications are supposed to be going on now, especially for political office holders but as it stands right now, everybody is enjoying because we cannot verify assets”, he added. Ochigbo, who has been speaking on behalf of the unions, also faulted alleged purported report of the federal government inter-ministerial committee, set up early May to look into the crises. “The report is completely doctored and never reflected any discussions at the level of the committee”, Ochigbo held. He added that the unions were at the verge of petitioning the SGF to look into the activities of the secretariat of the committee. But when the SGF was contacted yesterday, he described the allegations of doctoring the committee report as figment of the unions’ imagination. The office of the SGF also flayed the union for smuggling a draft that was yet to be agreed upon or signed. On the fact that the office has ceased to function, the SGF blamed the union for locking up some of the offices, thereby preventing management operations. SGF office also urged the unions to disabuse their minds so that peace can be restored to the Bureau. In a situation where the unions are not pleased with the report, the next action should be for them to write a minority report “, the SGF added.
PDP governors pass vote of no confidence on INEC Tunde Opalana, Abuja Governors elected on the platform of the Peoples Democratic Party (PDP) have expressed lack of confidence in the Independent National Electoral Commission (INEC) as the 2019 general election approaches. The governors under the umbrella of the PDP Governors Forum in a communiqué issued at the end of its meeting in Abuja on Sunday at the Ekiti State Governor’s Lodge, Asokoro, Abuja said the electoral body need to prove itself as truly independent. The forum noted the INEC needs to reinvent itself as a truly independent umpire of the electoral process in the country. “For now, we have no confidence in INEC. The commission has conducted itself as a tool of the APC-led Federal Government, especially
with the roles of the Chairman, Prof. Mahmud Yakubu, and a National Commissioner, Mrs. Amina Zakari”, read the communiqué. The governors as well decried the use of security agencies “to perpetrate electoral fraud as it happened in Ekiti, Osun and Rivers State and urged them to be nonpartisan in the performance of their duties in accordance with the provisions of the constitution”. While condemning the recent ransacking of the resident of elder statesman, Chief Edwin Clarke, the PDP Governors Forum condemns in strong terms the politicization of security agencies in the country by the Federal Government. EEDC inaugurates 7.5MVA injection substation in Enugu Moses Oyediran, Enugu
The Enugu Electricity Distribution Company, EEDC, on Monday inaugurated a 7.5MVA injection substation in Enugu. The project, which is said to be a brainchild of Senator Gilbert Nnaji representing Enugu East Senatorial district, was fully funded by the EEDC. Speaking while commissioning the project, the Senator representing Anambra Central, Senator Victor Umeh disclosed that Nigeria needed power supply to enhance economic development and improve lives. Umeh, who lamented the poor level of power generation, said corruption was killing the energy
sector. He said despite the huge investments in the sector over the years, there nothing to show for it. “It is not about money; it is about insincerity; corruption if the bane of the energy sector in Nigeria and as soon as it is addressed Nigeria will have sufficient power. We need about 40,000 Megawatts but currently we have less than 10,000,” he lamented. Umeh, who represented the Chief Executive Officer of the EEDC, Chief Sir Emeka Offor promised that the EEDC would do everything to maximise the supply of power to its customers. In a remark, Senator Nnaji commended the EEDC for its intervention to ensure steady power supply in the community.
Earlier in a welcome address, the managing director of EEDC, Okechukwu Nwosu disclosed that company is committed to deliver quality power supply to its customer. He said “the substation that is being commissioned today is housing 3 units of 11KV Feeders, and designed to enhance quality of electricity supply to our customers within Nike Lake Resort and environs, Amorji, Ibagwa, Harmony, Edem, Alulu, Umuchigbo down to Last Bus-Stop. “This initiative has de-loaded the Abakpa 1 - 11KV feeder, which prior to now, was serving these areas and other parts of Abakpa and Thinkers Corner, Emene. We are therefore happy to say that approximately 13,000 EEDC customers are already benefiting from this project.
“We all would agree that electricity is central to the socio economic development of our nation and we are playing our part, as a responsible corporate organization, to ensure that the South East, which is our franchise area is not left out in this conscious effort aimed at transforming the socio economic landscape of the South East zone.” He added that “the enormous challenges in the power sector are of great concern to every industry player, but this has not deterred us in our quest to delivering exceptional services to our customers. 10 Nigerian players for Chess Olympiad
Ten Nigerian players are to depart the country on September 21 to participate in the 43rd World Chess Olympiad, taking place in Batumi, Georgia from September 23 to October 6. The Media Officer of the Nigeria Chess Federation (NCF), Babatunde Ogunsiku, made the disclosure in an interview with the News Agency of Nigeria (NAN) in Abuja on Monday. “We hope that our players in the male category will achieve an unprecedented 2,400 plus rating points and win in the category they find themselves. He named the male players as Bomo Kigigha, Adu Oladapo Adu,

Oluwafemi Balogun and Bunmi Olape, among others. Ogunsiku also named players in the female category as Precious Agbazue, Oluwaseun Asssa, Chinyere Ehirim, Deborah Akintoye and Eloho Ogbiyoyo. “A good performance at the Olympiad will help to gain points and a certain percentage of performance helps to achieve title in the tournament,’’ the media officer said. The 43rd Chess Olympiad is organised by the Fédération Internationale des Échecs. About 4,000 people from 139 countries are to participate in the Olympiad.
Minister: Federal Govt to build world class sports centre in Unilorin The Federal Government on Monday promised to support the University of Ilorin (Unilorin) in the building of new world class sports centre to boost sporting activities in the university. The Minister of Youths and Sports, Solomon Dalung, made the promise when he visited Unilorin, the venue of the ongoing 4th National Youth Games in Ilorin. The News Agency of Nigeria (NAN) reports that Unilorin had hosted the 2nd and 3rd editions of the games. Dalung told the Vice-Chancellor of Unilorin, Prof. Suleiman Abdulkareem,
that the support was to enable the institution to meet the growing number of athletes participating at the games every year. ”Owing to the fact that the number of athletes keep increasing with every edition, we know that Unilorin may not be able to meet up structurally. ”In this edition, we have over 3,800 athletes compared to over 2,000 we had last year, so we know it may not be easy. ”So, we are supporting the initiative by the institution to request for funding to support improvement of the facilities. ”The facilities will not only be used for games like this, but by your students
to enable you to produce healthy graduates,” Dalung said. The minister commended the institution for hosting the games in the last three years. ”We commend the management and staff of this institution for supporting the laudable initiative of giving children the opportunity to showcase their talents. “The importance of sports cannot be overemphasized as it is the only sector with highest number of job opportunities,” Dalung said. Nigerian female cyclists arrive Italy for Championship Nigerian female cyclists arrived Rome, Italy, for the Giro Delle Marche In Rosa Cycling Tour ahead of the Invitational Female Cycling Championship. Giandomenico Massari, President, Cycling Federation of Nigeria, in a telephone interview with the News Agency of Nigeria on Monday said the team was in height spirit. According to Massari, the girls are in height spirit and they are ready to perform and make the country proud.

NYG 2018: Amosun charges Ogun athletes to be good ambassadors The Ogun State Governor, Senator Ibikunle Amosun has charged the State athletes to be committed dedicated and be good ambassadors of the state as they represent the State at the National Youth Games, 2018 holding in Ilorin, the Kwara State Capital. Giving the Charges at the Alake Sports Centre in Ijeja, Amosun, who was represented by the State Commissioner for Youth and Sports Mr. Afolabi Afuape said the main purpose of participating in the Youth Games was to discover talents in sporting activities as well as to represent the State at National level in any sporting competition. FIBA World Cup: We’re ready to surprise the world — D’Tigress Adaora Elonu, the captain, senior national women’s team, D’Tigress, the team will go all the way to surprise the world at the forthcoming FIBA World Basketball Championship in Tenerife, Spain later this month. Elonu told the News Agency of Nigeria (NAN) that she was confident about the team’s chances in spite of the quality of teams coming for the World Cup. Elonu, who was a part of the 2017 Afrobasket Championship winning team, said that she was upbeat about the team’s quality as D’Tigress beat Raptors Academy 75-71 in a warm up match. “We have a formidable squad and I am so happy to be back in the team to contribute to the success of our preparation and ultimately victory at the World Cup. “The team is strong and very determined to do well as we countdown to the World Cup which we are getting ready to prove to the world what we can achieve. “I have missed the girls though I have been in good contact with them. I am very happy with the level of preparations so far,’’ she said. NAN reports that the World Cup will commence on Sept. 22 and end on Sept. 30, with no fewer than 16 teams competing for the championship trophy.
