interviews with The Daily Times on Sunday. The lawyers also called on the President to represent Magu’s name to the Senate for confirmation. The Daily Times recalls that twice, the Senate had refused to confirm Magu as the substantive boss of the antigraft agency on the grounds of controversial reports from the Department of State Security (DSS) that Magu failed integrity test unfit to head the EFCC. Incidentally, the DSS had sent two different and contradictory security reports to the Senate on Magu President Buhari had nominated many nominees for appointments as Resident Electoral Commissioners of INEC, National Lottery Regulatory Commission and others but the Senate stepped down the confirmation in protest of President’s refusal to replace Magu. The Senate recently made a U-Turn after the parties primaries and started confirming the President’s nominees. Speaking on Magu’s confirmation, Chief Robert Clarke (SAN, said: “Well, my view has always been what it had been that if the National Assembly refuses for one reason or the other to approve the nominee of Mr. President in respect of any executive position, the President reserves the right to ask that same person on Acting capacity until
either when the tenure of Mr. President expires or when the President deem it fit to replace that person. “Mr. Magu has been caught in a web of politics between the executive and the National Assembly. He was recommended by the executive at a time when he was investigating not only the President of the Senate but, also many principal officers. “I wish him luck and also ask Mr. President to revisit his appointment by sending it back to the National Assembly who has about eight months left and I believe Mr. Magu should be allowed to finish the situation he is handling so that we can have sanity.” Another constitutional lawyer, Mr. Wahab Shittu, said: “Well, my answer to that will refer you to relevant constitutional provisions and statutory provisions which is now subject of interpretation before our courts. “On the one hand, section 171 of the 1999 Constitution (as amended) is to the effect that heads of inter - ministerial agencies such as EFCC are entitled to be appointed by the President without reference to the Senate. “On the other hand, the EFCC Act says that the appointment of the chairman of EFCC is subject to the confirmation by the Senate. So, you now have a situation where the constitution is saying heads of inter - ministerial agencies do not require confirmation
and the existing laws such as the EFCC Act saying such appointee must undergo Senate confirmation. “Between the constitution and the EFCC Act that is the existing laws, which is supreme? That question can be answered by section 1 sub section 2, as well as section 1, sub section 3, and section 315 of the 1999 constitution (as amended) which says that the constitution is the supreme, and if there is any conflict between constitutional provisions and the provisions of any existing laws including the EFCC Act, the constitution shall prevail. “If that interpretation is eventually accepted by the court, it then means Ibrahim Magu does not require Senate confirmation to function as the head of EFCC. The other interpretation is that since the EFCC Act has said the man can be confirmed, then having been rejected by the Senate, the appointment is set aside. That’s another interpretation. “I’m more persuaded by the first interpretation because the constitution of the Land is supreme. There’s no law that is superior to the constitution of the land. Even if you say Ibrahim Magu cannot be confirmed, he can, by the virtue of section 11 of the Interpretation Act be functioning in Acting capacity. “If we look at section 11 of the Interpretation Act closely, then we will be persuaded by

Stop using sniper to preserve beans, Audu Ogbeh tells traders The Minister of Agriculture and Rural Development, Chief Audu Ogbeh, has expressed displeasure at the use of chemicals for food preservation and fruit ripening. Ogbeh stated this on Sunday during an interview with journalists in Otukpo, Benue State, adding that the act was detrimental to human health and the environment.. He said: “Sniper is very dangerous; people also use carbide to ripen bananas and some other fruits; people do all kinds of things. Suddenly, people are developing different diseases, something is wrong.” Ogbeh spoke while reacting to the reported use of 2,2-dichlorovinyl dimethyl phosphate, otherwise known as Sniper, to preserve beans by retailers. He appealed to foodstuffs and fruit sellers and others Nigerians to adopt natural means of preservation. The minister said that the ministry would collaborate with the National Orientation Agency (NOA) to create more awareness
on the need for citizens not to use chemicals for food preservation and fruit ripening. “We appeal that they use natural means such as pepper to prevent weevils in beans instead of sniper. We hear this and we send people to warn them but the ministry can’t catch everybody. “We are going to use the National Orientation Agency and state ministries of agriculture to create awareness on the need for people to desist from these acts. We just have to keep educating people,” he said. The National Agency for Food Drug Administration and Control (NAFDAC) have also warned citizens against eating and buying foodstuffs and fruits preserved or ripened with chemicals. NAFDAC also advised that sale of grains or beans suspected to be preserved with chemicals be reported to the agency. “The use of sniper to preserve beans has gone viral on social media. Worried by the development, the Consumer Protection Council (CPC) on Friday advised consumers to
extensively parboil beans before consumption. CPC’s Director-General, Mr. Babatunde Irukera, gave the advice in a statement in Abuja, adding that consumers should make sufficient enquiries before buying beans. He said that consumers should also sufficiently wash their food items before cooking. He said: “Thorough washing of food items before consumption or preparation for consumption is a generally accepted method of protecting and promoting safety. “CPC has recently confirmed by credible information that retailers, mostly in the open market, are using a pesticide to preserve beans. “The use of 2,2-dichlorovinyl dimethyl phosphate (DDVP compound), otherwise marketed and known as sniper to preserve beans, and more particularly to protect them against weevils, is dangerous.” According to Irukera, sniper is potentially injurious when human beings are unduly exposed to it by inhalation, absorption, direct skin contact or ingestion.

2019 polls: Macroeconomic challenges, others put pressure on Naira Motolani Oseni, Lagos
Due to several uncertainties surrounding Nigeria’s 2019 generalelections, macroeconomic challenges, among others have continued to mount pressure on the nation’s local currency, Naira, foreign exchange reserves, and the nation’s economy at large, findings by The Daily Times revealed. This is amid growing concern over a possible slowdown in global growth, owing to the trade war between the United States and China. Already, this has taken adverse effects on Nigeria’s economy, as foreign reserves dwindle despite improved in global oil prices. Nigeria’s Gross Domestic Product (GDP) dropped to 1.50 per cent in the second quarter of 2018, slower than 1.95 per cent recorded in the first quarter of 2018. GDP growth in second quarter
of 2018 was primarily driven by the non-oil sector, which expanded by 2.05 per cent while the oil sector contracted by 3.95 per cent partly due to lower oil production levels with output averaging 1.84 million barrels per day (mbpd) in second quarter of 2018, against 1.87mbpd in second quarter 2017 and 2.00mbpd in first quarter of 2018. Also, the naira has continued to depreciate over increased in foreign exchange demand, due to Yuletide season, while weakening at the parallel market against the US Dollar by 0.28 per cent to N363, compared to between N360 to N362 that it has been selling since the beginning of the year. The Naira against the Dollar strengthened by 0.04 per cent week-on-week (w/w) to N363.60 in the Investors & Exporters Foreign Exchange (I & E FX) window. In the just concluded week
Emefiele
the I & E FX window recorded lower transactions turnover of $731.46 million, compared to $1.128 billion traded the previous week. Meanwhile, the foreign reserves continued to decline -- dropping $154.64 million to $41.76 billion --
MOSOP gives FG ultimatum to begin Ogoni clean up or face unrest Amaka Agbu, Port Harcourt As a fallout of this year’s anniversary of the Ogoni Martyrs Day, the Movement for the Survival of the Ogoni People (MOSOP) has given the Federal Government and the Hydrocarbon Pollution Remediation Project (HYPREP) up until November 30, 2018, to fully commence the clean up of the oil impacted sites in Ogoniland or face massive unrest from Ogoni people. MOSOP president, Mr. Legborsi Pyagbara, issued the ultimatum at the anniversary which was the 23rd, held in Port Harcourt, Rivers State, at the weekend. Pyagbara said that MOSOP would take to the streets in protest if the clean up exercise did not kick off at the end of November 30, 2018. The MOSOP president said: “We fear that the manacles and vestiges of discrimination for which these heroes laid down their lives are still very much with us. And that is why I said we still have very challenging days ahead of us. “My dear brothers, it is on this note that we want to inform the Nigerian government and HYPREP in particular that anything before commencing the mediation effort on ground in Ogonilabd by the end of November, 2018, will not be acceptable by the Ogoni people.” Pyagbara also used the
occasion to call on the Federal Government to honour the Ogoni 9 and other Ogoni martyrs who died in the course of the Ogoni struggle. He continued: “We wish to use this opportunity to remind the Nigerian government to right the wrongs committed against these our fallen heroes. The process of National healing and reconciliation will not be complete until the Nigerian government clears the names of the Ogoni 9. “There is no way the promotion of national unity will be complete until the Nigerian government takes the necessary steps to clear the names of the Ogoni 9 because they were unjustly killed. The execution of Ogoni 9 triggered a firestorm of condemnations across the globe. “The Commonwealth of Nations, of course, suspended Nigeria from that global body. The United Nations passed a resolution in December 1995 on which it condemned the hanging of Ken Saro Wiwa and others”. Speaking also at the occasion, the Senator representing Rivers South East Senatorial District, Magnus Ngei Abe, called on the Ogonis to consolidate on the legacies and contributions of late environmental activist, Ken Saro Wiwa, and the Ogoni martyrs. The Senator said that the Ogoni struggle had witnessed tremendous progress especially with the establishment of HYPREP to carry the Ogoni
clean up exercise. He said: “The name, the memory, and the legacy of Ken Saro Wiwa and the fallen heroes of Ogoni is a veritable foundation on which our future can be built. There is nowhere you will go to in the world today that people recognise you as Ogoni man and they don’t remember somethig about Ogoni. “It is, therefore, my pleasure, my joy that I am able to stand here today and join MOSOP to remember these people, to remember their contributions because I know that they have not died in vain. I am thankful that we have made substantial progress on the clean up of Ogoniland”. At the occasion was also the facilitator of the Ogoni Generation Next Project, Mr. Kadilo Kabiri, who called on the Ogonis to use the Ogoni Martyrs Day to unite and demand for political liberation and environmental justice. “This anniversary affords the present day Ogoni leadership an opportunity to write our history. The coincidence of the forthcoming elections and the ongoing efforts at the Ogoni clean up if cashed upon with unity, patriotism, and love for one another, and love for Ogoni can enable us to achieve Ogoni clean up and Ogoni political liberation. This will no doubt address two critical issues on the tripod upon which the Ogoni struggle stands,” the facilitator stated.
despite the absence of the CBN’s conventional weekly interventions. Financial analysts, however, believe that the drop in foreign reserves tends to trigger foreign investors exit as various signals continued to show that the nation’s economy is yet out of woods. Analysts at Cordros Capital said: “Our theme for the foreign exchange market, particularly in the short to medium term, remains stability, as oil revenues (despite the recent decline in oil price) continue to shore up the foreign reserves, supporting the CBN’s continued intervention. The $2.8 billion Eurobond sale is expected to provide some respite to the foreign reserves, further supporting our outlook.” Although, it is noteworthy that the effective foreign exchange management policies introduced by the Central Bank of Nigeria (CBN), specifically the I&E FX window has helped to an extent the stability in the forex market. But this stability is now under threat. Reflecting the impact of exogenous shocks, mainly driven by monetary developments in the United States, in particular, the nearterm outlook for the currency market in Nigeria appears grim in the wake of dwindling foreign reserves. A broad retreat by foreign investors from Nigeria on the back of interest rates hike in the United States is mostly to blame. While the US monetary policy normalisation represents one primary reason for foreign investors’ exit alongside concerns over potential fallout from an escalating trade war between the United States and China, another trigger has been the heightening political uncertainty. Besides these, other factors that could be putting a strain on the country’s external reserves include the increasing cost of servicing growing external debts, high import bills despite government measures and the high dollar preference over the naira by politicians which came to the fore during the just concluded political parties’ primary elections. Commenting on the decline in Nigeria’s external reserves, Head of Banking and Finance Department at the Nasarawa State University Keffi, Prof. Uche Uwaleke, urged the CBN to sustain its demandside management measures including the policy on 41 items. Perhaps more than ever before, complementary fiscal policies are required. He explained: “To halt the declining external reserves, therefore, the CBN should continue to sustain its demand-
side management measures including the policy on 41 items. Perhaps more than ever before, complementary fiscal policies are required. “The government may consider the use of protectionism, the new weapon in town, to curtail imports. “The short-term solutions should also include getting wealthy non-resident Nigerians to play a role in ramping up foreign reserves. Instead of Eurobond sales, the government should issue more of Diaspora bonds, as it did in the past, provided the proceeds are tied to viable infrastructural projects. Also, the Chief Executive Officer, Enterprise, Stockbrokers Limited, Mr. Rotimi Fakayejo, said the CBN is working hard to ensure the foreign exchange buffer does not depilate His words: “Dwindling foreign reserves is expected as 2019 election is close. We are expecting the foreign reserves to bounce back after the election as foreign investors are skeptical about the outcome of the elections. “The CBN is working hard to ensure the foreign exchange does not depreciate and that is why the intervention has increased lately. “The dwindling foreign reserves will discourage more investors to come in. the steady drop in foreign reserves means that the nation’s economy is not robust.” Meanwhile, Minister of Budget and National Planning, Senator Udoma Udo Udoma, said the Federal Government is committed to the diversification of the country’s economy away from dependence on oil and gas. Senator Udoma who was in Lagos over the weekend said the government is taking steps towards expanding exports of locally produced goods and services, stressing that the ultimate aim is to reduce the nation’s current dependence on crude oil for most of our foreign exchange receipts. He explained that the present administration at inception met an economy in severe decline and took decisive measures to revive the economy, including the adoption of an expansionary fiscal budget in 2016. This helped to reflate the economy and stimulate economic activity. “The 2016 Budget was underpinned by a Strategic Implementation Plan (SIP), consisting of a series of shortterm measures aimed at boosting economic activities to restore confidence. The SIP was followed, after extensive consultations with all segments of society, with the development of the Economic Recovery and Growth Plan (ERGP) 2017 – 2020, launched by the President in April, last year”, he added.

Presidency, PDP differ over alleged security checks on Atiku’s aircraft Tunde Opalana, Abuja The Presidency and the Peoples Democratic Party (PDP) have expressed divergent views over alleged security checks on the aircraft of former Vice President and presidential candidate of the PDP, Alhaji Atiku Abubakar, shortly after his arrival from Dubai at the Nnamdi Azikiwe International Airport, Abuja on Sunday. The Presidency stated that President Muhammadu Buhari would never issue any directive to search Atiku’s aircraft, challenging those making the allegations to prove with evidence. But the PDP has alleged that special security squad of army, police and paramilitary agencies physically harassed its Presidential candidate, Atiku Abubakar, at the Abuja airport, upon his return from Dubai. The party described as shocking the attackers, in a Gestapo, while acting on ‘orders from above’ rushed Atiku’s plane immediately he landed and attempted to physically manhandle him before invading his aircraft with dangerous weapons to conduct a
violent search. The party’s spokesperson, Kola Ologbodiyan, in a statement made available to newsmen on Sunday said that when the security agencies did not find anything incriminating on Atiku, they allegedly tampered with certain personal documents and gadgets belonging to him, including some of his campaign documents. He said: “The PDP completely rejects such violence against the person of our Presidential candidate by the Buhari Presidency, which we know has been jittery over Atiku Abubakar’s soaring popularity since his emergence as our candidate. “We invite the world to note that having failed to drag down our Presidential candidate with spurious allegations and smear campaign, the APC has now resorted to state-backed violence against him and must be held responsible should any harm befall him or any member of his campaign team. “The PDP is for peace, but we will not accept this recourse to violence, which we believe is orchestrated to directly harm our Presidential candidate, foist a siege mentality on the system
and set the stage for series of coordinated violence, ostensibly to truncate a peaceful conduct of the 2019 general election. “The Buhari Presidency and the APC should bear in mind that this is an attack on our democracy and the collective sensibility of the overwhelming majority of Nigerians, across board, who have accepted the choice of Atiku Abubakar as Nigeria’s next President and they will vigorously deploy every means available in a democracy to defend him and our democratic process”. The PDP claimed that its candidate, today, has the highest demography of supporters and volunteers across the nation and will not hesitate to call them out in defence of democracy if another such attempt is made against our candidate. “Nigeria is not a conquered territory and anybody that wants to foist a totalitarian regime on our land will be firmly resisted “We invite President Buhari to recall that as a Presidential candidate, he had occasions to travel out of the country and the government in power never besieged or harassed him in any way. His administration should
therefore not introduce such violence in our democratic space”, said the party. But the Presidency has said that President Buhari cannot descend so low by sending some persons to plant something into the aircraft of the Presidential candidate of the Peoples Democratic Party (PDP), Alhaji Abubakar Atiku, just to implicate him. A source in the Presidency also urged journalists to find out from the suspected security agencies involved in the alleged secret plot to implicate the former Vice President to explain who sent them, stressing that by the character of President Buhari, he would not involve in such a thing. The source said: “You should ask all those involved to mention who sent them because the President of Nigeria cannot be dragged into this kind of a thing.” Atiku had claimed that on arrival from Dubai Sunday morning that he was intimidated and searched by state agents at the Abuja airport. Atiku on his Twitter handle said: ‘I arrived to Abuja this morning to a search by agents of the state, aimed at intimidating me and my staff.
EFCC confirms moves to extradite Diezani
The Economic and Financial Crimes Commission (EFCC) has confirmed that the process for the extraditing former Minister of Petroleum, Mrs. Deziani Alison-Madueke, from the United Kingdom has begun. Acting Spokesman of the commission, Mr. Tony Orilade, disclosed this in an interview with News Agency of Nigeria (NAN) on Sunday in Abuja. There have been calls from different quotas for the extradition of the former minister over several allegations of impropriety against her. According to Orilade, EFCC’s Operations Department has made presentation to the Legal Department to commence the process, and that process has commenced. He, however, said that the action had to be processed
through the office of the Attorney-General of the Federation, explaining that it was not something the commission would commence and conclude on its own. “It is ongoing. Within the next few weeks, the extent to which we have gone will be made known to the public. “It is not a fresh case; it is not a fresh petition that is just being looked into; the whole process is a total package. “This extradition is just an aspect of Deziani’s investigation and commencement of trial,” he said. In 2017, a Federal High Court in Lagos ordered the final forfeiture of N7.6 billion alleged loot recovered from the former minister to the Federal Government. Justice Abdulazeez Anka granted an application by the
EFCC seeking the final forfeiture of the money to the government. Granting the application, the judge had said: “I have read the motion on notice seeking the final forfeiture of the sum of N7.6 billion reasonably suspected to be proceeds of unlawful activity. “I have also gone through the affidavit in support of the application. “In the circumstances, I am of the view that the application has merit and is hereby granted as prayed. Parties have a right of appeal.” In October, 2017, the Minister of Justice and Attorney-General of the Federation, Abubakar Malami, had said that Nigeria had no immediate plan to bring Allison-Madueke back home to face trial. Allison-Madueke, who is being investigated in the UK, had urged the Federal
Government to bring her back to the country to face corruption charges against her. But, Malami said that bringing her back to the country would jeopardise the investigation being carried on her in the UK. “Steps have been taken by the United Kingdom authorities on issues bothering on corrupt practices involving Nigerians. “If Nigeria feels strongly that there is need to bring Mrs Diezani Allison-Madueke here to face charges of corruption, government will not hesitate to do that. “As things stand now, there is no need for that since the UK Government is already investigating her,’’ he had said. The EFCC spokesman could not, however, say the point at which it became necessary to seek extradition of the former minister.

the argument that there is no limitations as to the timings that Magu can Act. It is at the pleasure of the appointing officer, in this case, the President. “So, if the President is still comfortable in retaining Magu in Acting capacity, then who is anybody to complain? All these arguments I have canvassed is now a subject of judicial interpretation before the court. We should wait for the court pronouncement.” Also making a case for representation of Magu for confirmation as substantive chair of EFCC, an Abuja based legal practitioner, Mr Daniel Bwala, said: “The world over, the necessity for confirmation of a presidential nominee is anchored on the knowledge of the job and suitability for the specific post for the nominee. “Magu being a member of the commission from inception and having participated in numerous operations, does possess the knowledge of the job and is most suitable for the post of chairmanship of the commission. He is EFCC through and through and has partnered with global anticorruption agencies and bodies in the fight against corruption. “Secondly, having acted as chairman for three years with proven results way beyond his predecessors with the highest success rate in criminal convictions and recoveries of assets and monies clearly established the case for Magu’s confirmation as substantive chairman. Bwala, who also practice law in the United Kingdom, stated that “Magu has transformed the commission to the image of a professional body such as NCA of UK and its counterpart in the US, Today, the EFCC is seen as a thorough investigation and prosecution commission. In the past, the problem bedevilling the commission was improper investigation, but today the case is different. “The integrity of Magu as incorruptible is the strongest case for his confirmation as substantive chair. Everyone knows you can’t bribe Magu and you can’t twist his hands. He is committed to his job as anti-graft cop. “Having spearheaded most of the criminal and financial.crimes investigative drive, it is only necessary that for continuity and confidence building that his name be represented to the Senate for confirmation as he clocks his third year on the job. “He has dutifully guided the completion of the commission’s head office complex which has the state of the art facilities to prosecute the mandate of the commission.” As a result of the impasse between the executive and the National Assembly over Magu, 12 consolidated suits over the status of the acting chairman of the EFCC are pending in court for determination
Magu The Federal High Court, Abuja had recently ordered the consolidation of 12 suits filed last year in respect of the Senate’s controversial refusal to confirm Ibrahim Magu as the substantive Chairman of the EFCC and the Presidency’s insistence that he remains in office in an acting capacity. Eight of the cases are said to be praying for Magu’s removal from office following his rejection by the Senate, while the four others are said to be praying for the court’s order validating his continued stay in office. Justice Binta Nyako made the order of consolidation in a ruling on an application brought by the Solicitor-General of the Federation and Permanent Secretary, Federal Ministry of Justice, Mr. Dayo Apata. Justice Nyako had ordered the consolidation of the 12 suits which include: FHC/YL/ CS/14/2017, between Barrister Bello Bakari v. Hon. Magu: Amazing anti-corruption Czar 3 years after
Wahab Shittu
Tomorrow, Monday 12th November 2018 will be exactly three (3) years that Ibrahim Mustapha Magu mounted the saddle as the Acting Chairman of the Economic and Financial Crimes Commission (EFCC). In those action packed three (3) years, Magu has brought fresh insights into the AntiCorruption war, posting amazing , incredible mouthwatering results for the country on all fronts. In terms of public prosecution of high profile matters, the EFCC under the watch of Magu has been phenomenal and unprecedented. Two former Governors were found guilty of corruption and sentenced to terms of imprisonment, a feat that has never happened before. A former Chairman of the Ogori-Magongo Local Government – Grbriel Daudu was also prosecuted from the Federal High Court up till the Supreme Court successfully and actually served and completed his prison term.
There are scores of other convictions including that of a former Senior Advocate of Nigeria Joseph Nwobike. This has never happened before. In terms of recovery of stolen assets and proceeds of crime, the achievements of Magu are more than impressive. Daily, interim and final forfeiture proceedings are being initiated and finalized under the watch of Magu with incredible boost to the government’s revenue profile as a result of these efforts. The rating of the country internationally continues to soar under Magu’s watch so much that he has gained National and International recognition and awards since he mounted the saddle. Magu has carried on these past three (3) years working with passion and full dedication to the anti-corruption crusade, in spite of several challenges including the failure of the Senate to
confirm his appointment because Mr. President has incredible confidence in his competence, character, capacity and capabilities. The issue of the propriety of his confirmation is still a subject of litigation before our courts, however Section 171 of the 1999 Constitution (as amended) stipulates that heads of extra ministerial agencies do not require confirmation to execute their assignments. The Vice-President, Professor Yemi Osinbajo SAN GCON and frontline human rights lawyer Femi Falana (SAN) and this writer are persuaded by this view. Secondly, the legitimacy of the appointment of Magu in an Acting capacity is not in question having regard to Section 11 of the Interpretation Act stipulating that MAgu is entitled to act in an Acting capacity at the pleasure of the Presidentthe appointing authority. There is no
doubt that Magu enjoys unparalleled confidence of Mr. President and the Vice-President, both of whom are known locally and internationally for impeccable anti-corruption profile and credentials. I think it is in the interest of the Senate to redeem its image by confirming his appointment as a surplusage. Otherwise, Magu moves on and continues to attract local and international while acclaim while executing his duties effectively and efficiently. Finally, three years down the line, EFCC under Magu’s watch is one huge example of discipline, integrity, transparency, accountability and an unblemished record of high performance. My verdict and that of millions of Nigerians is that this incredible Nigerian should be encouraged to continue his good work in the service of our country.
Trump, Black American women and insulting words
April Ryan
The type of comments United States President Donald Trump makes about Black American women over and over, leaves little doubt about what he really thinks of us. Wednesday, when PBS’s Yamiche Alcindor asked President Trump if his campaign rhetoric was “emboldening white nationalists,” the president (who has, in recent weeks, railed against “power-hungry globalists,” a distant immigrant “Caravan,” and called African American Tallahassee mayor and Florida gubernatorial candidate Andrew Gillum a “stonecold thief”) tried to turn the tables by saying: “That’s such a racist question.” Friday, when CNN’s Abby Phillip asked Trump if he wanted newlydesignated acting attorney general Matthew Whitaker to “rein in” Special Counsel Robert Mueller, Trump tried to dismiss her by saying: “What a stupid question that is. What a stupid question. But I watch you a lot, you ask a lot of stupid questions.” Wednesday at the White House, he told me to “sit down.” In Friday’s press gaggle, he called me “nasty” and a “loser,” never mind my 21 years, covering four presidents as a reporter for American Urban Radio Networks. It’s not hard to find the common denominator: Though there’s hardly anyone — from his predecessors to senators in his own party — he won’t try to shout down with ad hominem insults, Trump relishes, and injects venom into, verbal attacks against women of colour. President Trump on November 7 called PBS Newshour reporter Yamiche Alcindor’s line of questioning
“racist.” In rally after rally, when Trump says Rep. Maxine Waters (D-Calif.) has a “low I.Q.” he’s showing contempt for the idea that a black woman, who has sworn an oath to uphold the same Constitution as he, should be able to speak her mind if she in any way challenges his authority. When he feuded with Rep. Frederica Wilson (D-Fla.) over his response to the death of her constituent, LaDavid Johnson, an African American Army sergeant killed in action, he failed to live up to his role as commander in chief. When he says Stacey Abrams, a Yale Law School graduate and former Democratic leader of the Georgia House of Representatives, is “not qualified” to be her state’s governor, he’s applying a double standard. When he feuded, via Twitter, with Jemele Hill, the National Association of Black Journalists’ 2018 journalist of the year (an award I was honored with in 2017) Trump telegraphed that there’s something about being questioned by a black woman that he can’t abide. One or two of these instances might only leave you scratching your head. But we’ve reached the point where it’s an unmistakable pattern. The journalists covering Trump’s presidency are professionals, and I’m confident that all of us, including the African American women covering this White House, will continue to do our jobs no matter how we’re treated by President Trump. But we shouldn’t have to put up with the kind of treatment we received this week: Not only has the president given cover to people who want to harass us, he’s left
the American people with a twisted understanding of how press freedoms work. He seems not to appreciate that journalists’ role is to hold power to account, and, at times, seems unwilling to face tough questions. At the end of my exchange with him at the most recent White House press conference — the type of exchange that I’ve had, completely respectfully, with other presidents — he implied that my White House hard pass, the credential that allows me White House access daily, might be pulled. That’s not how things are supposed to work in a democracy. And the taunting, schoolyard-bully atmosphere winds up putting a stain on the highest office in the land. The White House is where decisions about war and peace, taxes and spending, and fundamental human rights are made — a place where life or death can be determined by the stroke of a pen. The presidency is the one office that’s supposed to represent everyone, no matter their faith, race, gender or orientation. Correspondents don’t go to the White House every day to make friends. We do our jobs courteously, but also thoroughly and assertively, to get answers for our viewers, listeners and readers about the statements and actions that affect all Americans’ lives. Sometimes that means having a quiet sidebar with a member of the White House communications staff. Sometimes that means meeting with first son-in-law and presidential adviser Jared Kushner to discuss the administration’s approach to criminal justice reform. Sometimes that means
shouting a question at the president as he crosses the White House lawn on the way to boarding Marine One. You can tell, though, by the way Trump has responded in recent days to more than one black woman journalist that he sees our presence there as illegitimate. If he didn’t, he’d either answer our questions or simply ignore them, not berate us. But when Trump denigrates black women, he’s sending the message that he doesn’t see us equally. Every morning that I walk through the White House gates, I thank God for the privilege of doing the job that I do, and for the trust and faith that my listeners put in me to ask for, and bring home, the truth. Every day, I try to remember that, to the best of my knowledge of my family’s history, I am only five generations removed from the last known member of my family to be enslaved, Joseph Dollar Brown, who was sold on the auction block in North Carolina. And I carry that knowledge with me, because I owe it to him to cover the presidency the best way I know how, no matter how much pushback I get. The White House has had issues with me ever since January, when I asked, “Mr. President, are you a racist?” After his response to Charlottesville, after “s—hole countries,” after “get that son of a b— off the field” and “What the hell do you have to lose?” it’s more than a fair question, it’s necessary. As a black woman journalist, I’m going to keep asking it and continue seeking answers. That’s my job and I am up for it.

“We are under attack in Rann. They are shooting everywhere please pray for me; please go and tell my parents that I am in trouble. Please, look for Fatima and tell her they are taking us away. They have entered here now…” Those were the last words of Hauwa Liman before she was abducted by Boko Haram terrorists alongside other health workers on the 1st of March 2018. She had recorded the words in Hausa language and the audio clip which went viral left the masses of the Nigerian cyberspace in shock, disbelief and utter consternation. Her trembling voice pierced through our innermost parts in a visceral manner that evoked vivid imaginations of the dangers faced by many of our compatriots in the conflict infested North East region. Last week she was reportedly executed by the terrorists at the expiration of the October 15th deadline given to the Nigerian government. She is the second aid worker to be killed by the terror group in two months after her colleague Saifura Hussaini was killed on the 16th of September. The media reported it alright, there was the usual outrage on social media and the Bring Back Our Girls campaign led by Oby Ezekwesili even marched in protest to the presidential villa where they reminded the president that they were once a campaign slogan and a pledge. Ironically, the news broke a few days after President Buhari was reported to have called Leah Sharibu’s parents to reassure them of his administration’s efforts towards the safe return of their daughter. But following Hauwa’s reported execution the Minister of information Lai Mohammed only had these ‘comforting’ words: “We did everything any responsible government should do to save the aid worker. As we have been doing since these young women were abducted, we kept the line of negotiations open all through. In all the negotiations, we acted in the best interest of the women and the country as a whole”, The usual lines often regurgitated by official spokespersons to absolve the government of blame. They are just as pale as they are irritating. So much for assurance, so much for succor and hope to numerous grieving parents whose loved ones are held in captivity by these mindless killers. Sadly, that was just about it. We seem to have moved on to the next and little may be heard of Hauwa going forward. While the media is obsessed with serving us the daily sound bites from callous politicians, we are too engrossed to bother about the depraved activities of a murderous sect. Oh yes, we are approaching the elections, the campaign season is taking off, we are now in that period when every sensibility and even humanity is lost to politicking. They will regale us with tales of how the insurgents have been technically defeated. How they are now reduced to attacking soft targets but we have witnessed the deaths of Mohammed Yusuf, Momodu Baba and perhaps even Abubakar Shekau yet Boko Haram remains a threat, the scourge continues to ravage many communities in the North East albeit intermittently. As I write about 100 Chibok girls are unaccounted for, while thousands of other children including Leah Sharibu who was abducted in Dapchi are still missing. The enormity of the problem becomes even more profound considering that Hauwa wasn’t kidnapped in some nondescript region deep in the dreaded Sambisa forest. No, Hauwa was snatched in a supposedly secure military environment. The Jihadists had brazenly attacked the town of Rann which is host to a military base and the IDP camp where she worked, killing a number of soldiers and aid workers in a way that further exposed the frailty of our ill-equipped defence forces. Just put yourself in the shoes of the Liman family for a moment. You can imagine a situation
where a devastated father is appealing for a ‘proof of death’ from terrorists in order to get a last look at her angel and to bury her according to Islamic rites. The thought of such pain is the reason we cannot afford to relent, focus on the issue must be allowed to wither away under the campaigns. This is even more so for those conversant with Northern Nigeria, for we are better apprised on the magnitude of the dilemma. We can attest the vast complexity of the region, especially the poverty-stricken North East. A land where the most vulnerable members of the society are susceptible to doctrinal malleability and often used by unscrupulous politicians to achieve selfish ends. Mohammed Yusuf the late founder of Boko Haram capitalised on this canker to gather huge followership. He was so powerful that he nominated cabinet members for the Borno state government. A pointer to the ugly truth that beneath the facade of religious ideology lies a brutal and opportunistic political agenda. That is why we have so-called political leaders from the region walking along the corridors of power. Men like Ali Modu Sheriff and serving Senator Ali Ndume have at one time or the other been directly accused of sponsoring Boko Haram activities. But they are free men, they wine and dine among the most powerful in the country today and their daughters attend Ivy League schools on the other side of the Atlantic. We also have politicians like Atiku aspiring to lead the nation even when his kinsmen in Adamawa are perennially haunted by the dark shadow of terrorism. How is it possible that his interests and investments in the region are intact in the midst of all these atrocities by Boko Haram? How long shall we endure the incessant invasion our schools, and IDPs to abduct hapless women and children? When will this government bring the promised end to the devastating suicide bombings in churches, mosques, bars, parks, and markets? President Buhari has gained notoriety for his slow response to burning issues. An unfortunate and frustrating style that is eroding much of his hard-earned reputation as a strict soldier. The seeming helplessness of his administration in the face of these persistent attacks should be giving him insomnia and if it is not then it is our duty to continually remind him of his pledge “to stamp out Boko Haram and all other terrorists of whatever persuasions and bring all sponsors to justice.” He is a military general and security is supposedly his strong point, so he should know that without a deeper interrogation of the latent factors behind this madness, then bringing it to an end is only a pipe dream. No sane society will allow this to continue. No responsible government should continue to condone it because it is the primary responsibility of any government to provide for the safety and security of its citizens. And Buhari himself affirmed this in a 2013 BBC interview when he specifically blamed the previous administration for the killings in the north by positing that “insecurity generally should be blamed on the Federal Government”. Hauwa was only 24, she became a nurse at an early age and was truly dedicated to her work of assisting women in her region to bring lives into the world in their most painful and vulnerable moments. Someone tweeted that she did not deserve us, I agree but I also hope like her father that she is still alive so that she would not have lost her life in the service of an undeserving nation. There are very few in our material world today who will choose the risky path of selfless humanitarian work in a conflict zone. Those who work hard to make our world a better place must be appreciated. They cannot be the children of a lesser god.
OUR POSITION
Speedy dispensation of justice
I
n an effort to speed up the dispensation of justice, the Chief Justice of Nigeria (CJN), Justice Walter Onnoghen, recently directed that any case fixed for hearing before the Supreme Court must be heard and determined one way or the other on that date. The policy, as announced by the CJN, is deliberately targeted at the speedy dispensation of justice while a new apex court publication is to encourage lawyers to take advantage of the initiative and ensure they adequately prepare ahead of hearings to avoid any delays. Appeals would be heard and judgements delivered as necessary and in accordance with the Rules of the Court. Consequently, the situation would leave no room for unnecessary adjournments arising from lack of diligent prosecution, poor preparations or nonappearance by lawyers. What this indicates, according to the CJN, is “that any matter that is assigned a date must be heard and determined one way or the other on that date”, ‘’For appeals that may be discovered to have defects, Counsel is advised to take necessary steps to amend such defects before the due hearing date while everyone must come to the court fully prepared for the business of the day,’’ the CJN added. We wish to submit that the policy will help utilise man hours lost to incessant adjournments of cases and probably clear the backlog of pending appeal cases. There are no available data indicating how many cases suffer adjournment on daily basis at the apex court, but an adjournment of a single case has multiple adverse effects on the judiciary. First, it frustrates speedy dispensation of justice the country has been craving for. Secondly, adjournment help lawyers to frustrate cases for their clients who desperately want to hang a bad
cases. In essence, this policy would arrest this ugly trend that have become a clog in the wheel of justice. With thousands of pending appeal cases that filled the Supreme Court diary to the brim and appeals set down for hearing up to the year 2021, no measure should be spare in addressing the issue of delay. We are of the opinion that the CJN has done the right things because the delay in justice delivery has become a major problem of the judiciary that has continue to rob it of public confidence. We therefore appeal to stakeholders particularly lawyers, litigants and heads of other courts to embrace the laudable initiative of the CJN and ensure that the policy works. CJN Onnoghen has earned our commendation for the remarkable steps being taken to guarantee speedy dispensation of justice and no stone should be left unturned in implementing the policy.

2019 Election: CAN declares 3-day praise worship for credible polls Tom Okpe, Abuja The leadership of the Christian Association of Nigeria (CAN) has declared 18-20 November as days of nonstop praise to God for a free, fair and credible poll in the 2019 general election and other problems facing the country. The “72 hours Praise and Worship” which is to be organized in all churches nationwide between 18th – 20th November, is from 7:00 am on the 18th – 6:00 pm 20th November, is said to be a pointer to victory over economic and other social problems in the country. In a statement released by the association on Sunday by pastor Adebayo Oladeji, special assistant to the media and Communications to the CAN President, Rev. Dr. Samson Ayodele, “the Program is to celebrate the envisaged victory Nigeria is going to experience over economic, security challenges, social, religious and political problems we are facing as a Nation”. CAN, through the Acting General Secretary, Barrister Joseph Daramola, asked all bloc leaders and their Secretaries, all Zonal chairmen, all State Chairmen and all denominational leaders to organize their church members in non-stop praise of God’s majesty over the victory he has given us in Nigeria on all our challenges, especially His intervention over the coming general election. “Having noted various challenges the country is going through, the CAN Leadership considered the need for us to organize a strategic three days of nonstop praise over them in the country as was done in the Bible in 2 Chronicles Chapter 20, especially for the forthcoming 2019 elections with a view to stopping a crisis-ridden election that will not be free, fair and credible. “The praise is also about the victory we believe God has given the Church in Nigeria over all powers of darkness that want to engulf the Church in
whatever guise. We should praise God that bloodshed will be no more in Nigeria. A bad leader will not be elected as our President in 2019. All human efforts to manipulate elections will fail and Leah Sharibu and all those in captivity will be released”, the statement said. The association directed all churches in the country to participate in the program to usher the country into a new era of peace, unity, safety and all round prosperity.

Synagogue church’s building collapse, Appeal Court reserves judgment on ‘no case submission’ Peter Fowoyo, Lagos A Lagos division of the Court of Appeal has reserved judgment in the appeal filed by the defendant’s appellants in the case of the collapsed Synagogue of All Church Nations building, which killed about 116 persons. Justice Lateef Lawal-Akapo, of a Lagos State High Court had on Friday dismissed the no case submission filed by the defendant’s appellants. The Judge, in his ruling said that the state had established a prima facie case against the defendants appellants to warrant them being called upon to defend themselves. Dissatisfied with the ruling of the lower court, the defendants appellants: Ms. Oladele Ogundeji and Akinbela Fatiregun charged alongside their companies Hardrock Construction and Engineering Company and Jandy Trust Ltd, approached the appellate court asking the appellate court to upturn the ruling. Four Senior Advocates of Nigeria who represented the defendants appellants: Efe Akpofure, Titilola Akinlawon, Akeem Afolabi and Olalekan Ojo, canvassed vigorously, their arguments against that of the Director of Public Prosecution, Lagos State Ministry of Justice, Ms. Titilayo Shitta - Bey.
The defendants appellants lawyers, argued before a three man panel headed by the presiding Justice, Mr. Justice Abraham Georgewill, that there’s no prima facie evidence linking the defendants appellants with the charges filed against them. Besides, they contended that the state has not been able to establish the necessary ingredients of the offences against the defendants appellants. Specifically, Olalekan Ojo, SAN, told the appellate court that his client was charged for committing manslaughter in respect of certain named persons. “My Lord, no name of any of the deceased person was given. Furthermore, no documentary evidence, no death certificate issued to show cause of death, as well as identity of those who died and we filed a no case submission. In the absence of these vital pieces of evidence, there cannot be any case against them”, he argued. On her part, Mrs. Titilola Akinlawon, SAN, told the three man panel that the prosecution presented not an iota of evidence and up till now the prosecution has not pointed to any offense committed by the defendants appellants. “We argued before the lower court that the prosecution had no scintilla of evidence that is credible and we made a no case submission but, the court overruled us that is why we are here.” But, responding, the DPP, Ms. Titilayo Shitta - Bey, urged the court to dismiss the
appeal and uphold the ruling of the lower court. According to her: “the pathologist examined the deceased and he was also in court to give evidence. “ The Lagos State government had sued the church over the guesthouse that collapsed on September 12, 2014. The defendants’ appellants are facing 110-count charge of involuntary manslaughter while the Registered Trustees of SCOAN were charged with one count of building without approval. The Lagos State Directorate of Public Prosecutions accused the defendants of violating Section 75 of the Urban and Regional Planning Law of Lagos State 2010 as well as Section 222 of the Criminal Law of Lagos State 2011. They were arraigned on April 19, 2016, but they pleaded ‘not guilty’. The prosecution subsequently opened its case, called witnesses and tendered documents to prove the allegations against the defendants. However, upon the close of the prosecution’s case in October 2017, the defendants, rather than enter their defence, filed a ‘no-case’ submission, contending that the prosecution failed to establish a prima facie case against them. The defence insisted there was nothing in the evidence by the prosecution to warrant their client to proceed into any defence.

Short News Abia guber race: 29 Aspirants challenge Gov Ikpeazu Sunday Nwakanma, Umuahia As the 2019 governorship election draws near, 29 others from different parties are ready to contest with the incumbent governor, Okezie Ikpeazu over Government House, Umuahia. Though the Independent National Electoral Commission, INEC in Abia says a total of 30 candidates are jostling for the governorship position in the state, only 29 candidates’ photocopied forms were displayed at the state headquarters of the election umpire in Umuahia. The parties include the ruling party in the state, Peoples Democratic Party, PDP, All Progress Alliance, APC, All Grand Progressive Alliance, APGA, and Social Democratic Party, SDP, as well as Labour Party. This display also brought to a close the contentions of who are the parties’ governorship candidates in factionalized parties in the state, basically the APC and the APGA. In APC, it was Dr. Uche Oga instead of Chief Ikechi Emenike, while in APGA, it was Dr. Alex Otti instead of Chief Chikwe Udensi. More interesting is the sudden decamp of a two-time Abia House of Assembly member representing Aba North, Lady Blessing Nwagba from PDP to the SDP to become the governorship candidate of the party. Nwagba had contested for the candidateship of PDP for House of Representatives (Aba North and South) and failed only to emerge as the SDP guber candidate unceremoniously and to the bewilderment of many who had expected her to remain in PDP as a good party man and loyalists.

I didn’t meet Tinubu in London - Oshiomhole
Group urges Nigerian youths to embrace agriculture
National Chairman of the All Progressives Congress (APC), Comrade Adams Oshiomhole, has debunked some newspaper reports that he met with National Leader of the APC, Asiwaju Bola Tinubu in London over his interaction with the Department of State Security Services. Comrade Oshiomhole spoke to reporters in Benin City after attending the inter-denominational service to mark Governor Godwin Obaseki second year in office.
A Non-governmental Organization, Civil Society for Ethics and Value Development Initiative (CSEVDI), has urged Nigerian youths especially those seeking for white cola jobs to seek alternative in embracing agriculture as the only way of getting job without any stress and engage employee into the business as it was strived. The Ogun state chapter Coordinator of the NGO, Mr. Abayomi Bajela made this submission at the workshop on developing right ethics in agriculture with the theme ‘Ethical Change in Agriculture for Improved Economic Value’, held at Simeon Adebo Library, Abeokuta, the state capital. He said Nigerians were living in the means of plenty but lack everything due to non-challant attitude towards farming and total neglecting of farming sector in the country, stressing the need to rearrange the values of agricultural sector and key into it by the youths instead of roaming the street and looking white cola job that was not sufficient. “We need to change our ethics and re-arrange our values on agriculture, this will be a great and appreciate by the people.
Titus Akhigbe, Benin-City
Oshiomhole explained that there was no reason for him to go to London to see Tinubu when he could easily see him in Lagos State. He stated he has unhindered access to the Presidential villa to see the leader of the APC, President Mohammadu Buhari. According to him, “What am I doing in London? Why will I go to London to see Tinubu when I can see him in Bourdilon? “What are the issues between him and me that we are to resolve in London? The leader of party which is President Buhari, I have access to the villa all the time. I don’t need to go to London to see
my leader through the Queen. “The truth is that once a news reporter succeeds in preaching one lie, he is obliged to preach several lies to sustain the one lie. Some of the media having allowed opposition to misuse them to fake news they now feel obliged to faking more news but I am here and I am fine.” Speaking about the grievances of some aspirants, Comrade Oshiomhole urged them to learn from President Buhari who contested for the presidency three times without losing hope. He said there was no way he could make all the contestants win at the primaries.

NASS can’t be blamed for budget Short News delay – Sen. Olujimi Kaduna Christians knocks Gov el-Rufai
Senate Minority Leader, Senator Biodun Olujimi, has advised the Presidency to desist from playing politics with sensitive issues like the budgeting process. Senator Olujinmi noted that a recent statement credited to President Muhammadu Buhari, blaming the National Assembly for the annual delay in the passage of the Appropriation Act was not only unfortunate but only shows that the Executive arm is not saying the truth. “The President himself in June this year expressed surprise during a meeting with the leadership of the National Assembly when he was confronted with the fact that ministers and heads of other agencies have refused to defend the budget proposals of their ministries and agencies before legislative committees. “On that occasion, the President stated that the information was contrary to what he was fed by his aides before coming for the meeting. He then ordered the Secretary to the Government of the Federation (SGF), to compel all heads of MDAs to immediately appear before the respective committees so that the budget can be passed. “It is a well known fact that some ministers had in the past appeared before the National Assembly committees and
denied certain provisions in the budget of their Ministries. In one instance, Information Minister, Lai Mohammed, denied the provision made for the purchase of computers in his ministry as stated in the budget proposal submitted to the National Assembly. This kind of disconnect between budget proposals and the position of the heads of MDAs made the National Assembly to insist on budget defence by heads of MDAs. This has helped to curb the menace of what is known as budget padding. “The executive arm needs to further interrogate the efficiency of those involved in budget preparation so that it can realize that one of the causes of delays in budget passage is how the budget estimates submitted to the Legislature come without the necessary details and accompanying documents. What were usually laid before the parliament was mere window dressing documents for the purpose of the presentation ceremony and the photo opportunities. “There were also past instances like in the case of the 2016 budget when after the budget proposal was submitted with fanfare, the executive attempted to surreptitiously change what was submitted, thereby leading to allegation of ‘missing budget’ in the media. Later, there were two formal applications for
substitution of the budget proposals. “All these developments will necessarily lead to delay in the passage of the budget. The National Assembly, in the spirit of co-operation, decided to keep quiet and demonstrated understanding with the executive. Yet, in order to undermine the legislature and incite the people against the institution, the executive will often go to the public to talk ill of the legislature and blame us for its own failure “When the President of the Senate told Senate Correspondents at their annual retreat in Jos that there was need for more engagement, dialogue and discussion between the executive and the legislature for the smooth running of governance, key members of the executive publicly condemned the call. We are surprised that the Presidency has now realized the need for constant meetings with legislators when the wave of defection begins to blow around. “It should be noted that just as the Presidency needs to engage legislators for partisan issues, the same approach is more needed on the issues of governance, smooth operation of the principle of separation of powers and checks and balances. When the executive runs down the legislature, it does nobody any good,” Olujimi stated.
for inciting, divisive statements
Christians in Kaduna State have accused the State Governor, Nasir el-Rufai of making careless, inciting statements with divisive tendencies despite the volatile emotions attached to religious and ethnic issues in the past. The people under the umbrella of Christian Association of Nigeria (CAN) questioned the leadership quality of the governor who was said to taking pleasure in making bad and inciting comments about others A former CAN secretary in Kaduna State Rev John Joseph Hayab said since elRufai became the Governor of Kaduna State, many of his utterances have been either to insult or denigrate some individuals or group of people. He said el-Rufai’s recent tweet accusing Mr. Peter Obi of being ‘’a tribal bigot’’ clearly shows that the Governor needs to go and look at himself in the mirror. “When some Christian leaders years back complained about how he made mockery of Jesus on his Twitter page, it seemed then that they deliberately accused him of such a recklessness for political reasons, but little did we realise that such inflammatory comments were el-Rufai’s trademarks. “Although, I am not from South East Nigeria, but a visit to Awka and meeting people on the streets of Onitsha shows that the man el-rufai wants Nigerians to believe is a ‘’bigot’’ led Anambra State with an exemplary leadership style of tolerance and the promotion of peaceful coexistence unlike el-Rufai who has polarised Kaduna State with divisive actions and inciting utterances.
2019: Atiku is not Fulani says Tapgun Kingsley Chukwuka, Jos Ambassador Fidelis Tapgun, a former governor of Plateau State, has said Alhaji Atiku Abubakar, the People’s Democratic Party (PDP) presidential hopeful is not from the Fulani extraction. Tapgun who spoke to our correspondent in Jos at the weekend said most Nigerians are confusing the identity of Atiku to be Fulani, but the PDP presidential aspirant hails from the tribe of Jada Local Government Area in Adamawa state “Atiku is not Fulani, he is from Jada tribe and his mother from Chamba community in Adamawa state”. The Daily Times recalls that since the emergence of Atiku as the PDP presidential flag bearer ahead of the 2019 elections, Nigerians have mistaken his origin to be Fulani, wondering what difference will it make in addressing the gruesome murder perpetrated by the Fulani herdsmen in recent times, especially since the incumbent leadership of President Muhammadu Buhari who has been accused of paying lips service to the atrocities committed by the killer herdsmen, since he took over office as president in 2015. However, Tapgun who was also the Nigerian Ambassador to Kenya said Atiku is well experienced in fighting insecurity considering the experience he gathered in eight years as Vice President under Olusegun Obasanjo’s administration.

Gov Fayemi to recruit more teachers in March, says Egbeyemi The Governor Kayode Fayemi led government in Ekiti State is set to recruit more teachers in the state. Deputy Governor, Otunba Bisi Egbeyemi, who made the disclosure in Ado Ekiti said more teachers will be employed in March next year to fill vacancies that exist in public schools across the state. Egbeyemi also explained that the Kayode Fayemi administration will invest more in agriculture to create jobs, reduce poverty and empower the citizenry. According to a statement on Sunday by his Special Assistant on Media, Odunayo Ogunmola, the Deputy Governor disclosed this while addressing the people of Egbe Ekiti in Gbonyin Local Government while on an inspection tour to public utilities. He spoke shortly after visiting Egbe Dam, one of the largest dams in the state which he said has the capacity to serve many communities in the state and neighbouring Ondo State. Egbeyemi explained that the Fayemi administration will take care of all Ekiti people irrespective of their party affiliation in provision basic amenities like good
roads, potable water, electricity and other infrastructure. The Deputy Governor explained that the number of teachers in public schools has become insufficient hence the need to recruit more hands to teach in public schools. Egbeyemi said: “We will begin recruitment in the third month of next year, we will employ more teachers. The number of teachers we have now are no longer sufficient. We will recruit more to make up for the short fall of teachers as a result of retirement.” Speaking on the government’s plan for Egbe Dam, Egbeyemi disclosed that machinery has been put in motion to power the dam in order to get water across to people of the town and its suburbs. He added: “We are going round Ekiti to visit abandoned projects, if you get to the dam here, it cost us million of naira, we are only left with the installation of a power generator that would power the dam. “Once that is done within the next six months you will begin to enjoy water supply. Other towns around including
our neighbouring state will benefit from it.” The deputy governor added that the state government has invited a private investor to revive the Plywood factory at Iluomoba Ekiti which has the capacity to absorb 200 workers. In a related development, Egbeyemi has identified agriculture as a sector the Fayemi government will invest in to take many jobless youths off the streets. He stated this while hosting a delegation from the International Fund for Agricultural Development (IFAD) led by a consultant to the agency, Dr. Oyesola Oyebanji, in his office. The deputy governor revealed that the state government had issued a letter of commitment to IFAD on a Value Chain Development Programme saying agriculture has multiplier effects on the economy. Egbeyemi said: “My Governor, Dr Kayode Fayemi, is highly committed to agriculture, we want to remove young men from the street and put them into farming business. If they go to farming, they will become better financially.”
The 2018 Batch ‘C’ (Stream 1) corps members have been advised to leverage on the ingenuity of the National Youth Service Corps (NYSC) scheme to create a future for themselves. The Director General of the NYSC, Brigadier General Suleiman Zakare Kazaure said this in his address to the service corps at the NYSC Permanent Orientation Camp, Ikare Akoko, Ondo State. The NYSC boss emphasized that considering the abundance of huge natural resources available in all parts of the country, corps members should not wait for white collar jobs which are reducing by the day. “Your creativity is needed to survive the economic realities of the modern day Nigeria. You need to use your hands more these days to put food on your table. “Of a truth, you are all brandishing academic certificates which is a foundation to greatness but I need to add that you need to go extra miles during the service year to earn the respect of those who are looking up to you to put smiles on their faces and the way out is for you to actively engage in the Skill Acquisition and Entrepreneurship Development (SAED) programme introduced six years ago by this noble Scheme”.

ANSG orders contractors back to sites Stories by John Ndu, Awka Anambra State Government has ordered all contractors, especially those handling road projects in the state, to go back to their different sites as the rainy season has subsided. Commissioner for Works, Mr. Marcel Ifejiofor, gave this directive at the end of a meeting with Contractors, Consultants, Engineers, Representatives and
the management staff of the works Ministry at Awka. Marcel noted that work slowed down on road construction because of the rainy season. ``Now that the rains are over, massive construction of roads ought to re-commence effectively,’’ he stated. The commissioner emphasised that because of heavy rains and flooding that occurred this year, the contractors would have so much work to do. He, however, urged them
to put up the best of their performances to guarantee business dealings with the state, stressing that shoddy works would not be tolerated. ``The administration of Governor Willie Obiano will not tolerate incompetence of any sort, even as outstanding contractual obligations and issues are being addressed and honoured,’’ he added. The commissioner told the consultants and the engineers representing state government interests to be alive to their
responsibilities to avoid lapses. He added that henceforth, every design must follow an assessment template from the state road design committee. Ifejiofor directed them to work closely with the engineers, representing Government to ensure close supervision of the roads. Igwe Ben Emeka, CEO, New Idea Construction Company re-assured that the contractors would work hard according to specifications and expectations of the government.

Rise Clinic partners ANSG, ASA USA, UK on stroke management A community based medical outfit in Nigeria, Rise Clinic has stated its plans to partner Anambra State government on the need for healthy lifestyle. The health partnership will extend to the Anambra State Association in the United Kingdom (ASA UK) and United States (ASA USA) geared towards creating awareness on stroke management. Addressing newsmen, founder and Chief Executive Officer of Rise Clinic located at Adazi Ani, Anocha Local Government Area of Anambra State, Dr. Emeka Okeke, said the partnership would include inviting medical experts in different areas of health across the world to ensure effective medical response. Dr. Okeke, who is an expert in stroke management, revealed that Arise
Clinic had launched stroke awareness campaign across the 21 local government areas of Anambra State. The stroke management expert regretted the influx of stroke cases in the state, assuring that the partnership will reduce to the barest minimum the cost of treatment of stroke in the country, especially in Anambra State. He pointed that the stroke awareness campaign would target above 100 people through town hall meetings, church meetings, market meetings and educate them about stroke and the myth surrounding the spiritual aspect of it and where to control the risk factors. He said: “In creating awareness, we educate the public on stroke, because people here majorly believe that it is a spiritual attack. We will always address that for people to get the right solution at the right time.
“This will go a long way in helping our people understand the fact that there are more medical solution to stroke than respiratory, because that is part of the problem we are having here in this part of the world”. “When it occurs, what comes to mind is what traditional solution do I seek or a qualified hospital do I take my patient to. So, education is going to be really key in what we are doing. “What we are doing is the education that catches high rate of people at the community level and get them on medications that controls the risk factor, especially people with diabetes, hypertension, People that smoke and people that are overweight. “If we can catch this people in the community, we are reducing the size of people that will get primary stroke. Our goal is to reduce the end cost.”
In compliance with the directive by Anambra State Governor, Chief Willie Obiano, to end Child Labour In the state, the State Commissioner for Children and Women Affairs, Lady Ndidi Mezue, has led a campaign to clampdown on children hawking on the streets during school hours. The team which is mandated to identify and rescue these underaged children hawking or engaging in other business activities during school hours, was led by Commissioner in the ministry. The team was able to spot and rescue some school underaged children, who were engaging in business activities, and hawking at Eke Awka Market, Awka, the Anambra State capital. Speaking during the exercise, Lady Mezue, made it clear that she is not against children helping their parents to provide for their families, but insisted that it should not be at detriment of the children’s right to education. She noted that “parents should endeavour to send their children to school and avoid risking their future by denying them opportunity to acquire at least basic education” while emphasising that there is zero tolerance on Child Labour in Anambra State. Some of the school children that were picked up from the streets were mostly from neighbouring states, but residing in Anambra State with their parents. They were subsequently returned to their schools to continue with their education. Some of the schools include St, Mary Primary school, Central School, Ezinato National School and Community Secondary School, all in Awka Capital territory. The Commissioner, after addressing the Head and class teachers of the children, cleared the bills owed by the pupils which they claimed were responsible for their absence at school. This act of kindness, she claimed, was to enable the indigent children attend school without interruption or any form of distraction. Consequently, contacts were eastablised between the parents and guardians of the children and the Commissioner. They were therefore summoned to the various schools of their children for monitoring and follow up on their education.

Anambra monarchs urge Buhari to wade into Innoson, GTB rift Traditional Rulers under the aegis of Anambra South Senatorial Traditional Rulers Forum have called on President Muhammadu Buhari to intervene in the present rift between the Guarantee Trust Bank Plc and the Chairman of Innoson Group, Chief (Dr.) Innocent Chukwuma, which they said has lingered through the courts over the period. In an address presented by the traditional rulers and signed by the Grand Patron of the forum, Igwe (Dr.) Kenneth Orizu III of Nnewi with thirty other traditional rulers, the monarchs reasoned that the intervention of Mr. President becomes very expedient so as not to allow “the little crisis degenerate into a bigger crisis that will be difficult and costly to resolve.” The forum specifically condemned the involvement and roles of the Economic and Financial Crimes Commission (EFCC) in the persecution of the renowned industrialist. “The Royal fathers of Anambra South Traditional Rulers Forum are calling on President Muhammadu Buhari to look critically into the roles and activities of the EFCC on the ongoing business dispute between the Guarantee Trust Bank PLC and Innoson Nigeria Ltd. “It has become obvious that the EFCC is not following laid down procedures and judicial precedence in the prosecution of the alleged trumped up charge against our son, Chief Innocent Chukwuma and his company, Innoson Nigeria Ltd. “As leaders and elders of the land, knowing fully well the consequences and crisis the roles and activities of the EFCC may cause, we have decided to use this, as not to allow this little crisis degenerate into a bigger crisis that will be difficult and costly to resolve.” While recalling several ordeals suffered by the Innoson boss in the hands of the anti-graft agency, especially how he was bundled out of his house like a common criminal by EFCC that invaded his Enugu residence in the middle of the night of 19th December, 2017, the monarchs wandered why EFCC would persecute such a distinguished Nigerian, who did not only parade four national honours to his credit but also provides direct employment to over 7,000 and indirect jobs to about 15,000 Nigerians. “This, to us, is an insult,” the forum posited. While calling on Buhari to direct the EFCC Chairman, Ibrahim Magu, to call his officers to order, and to stop displaying elements of bias in the said dispute, the monarchs also called on the IGP and the Lagos State Police Commissioner, to “dutifully and responsibly” investigate the recent attack on Prof. McCarthy Mbadugha, Innoson’s lawyer, by assassins believed to have been sponsored by Innoson’s opponents, with a view to arresting the perpetrators and unravelling the reason behind such attack.

Nigeria Air: Stakeholder faults Sirika over aviation’s forum Chukwuemeke Iwelunmo A stakeholder in the nation’s aviation industry has condemned the recent aviation stakeholders meeting held in Abuja, stating that the gathering was a jamboree. The Minister of State on Aviation, Senator Hadi Sirika had hosted a one-day stakeholders’ forum to address grey areas surrounding the failure of the Nigeria Air project initiated by the Federal Government, through his ministry. But the National Secretary of the Association of Nigeria Aviation Professionals (ANAP) Comrade Abdulrasaq Saidu said the stakeholders meeting was a jamboree meant to achieve nothing. Speaking with journalists in his office
at Ikeja, Comrade Saidu said there was nothing new that the minister discussed with stakeholders in Abuja and urged him to tackle the significant critical problems facing the industry. Saidu said ANAP decided to shun the meeting as a result of lack of focus by the minister towards finding the lasting solutions to the myriads of the problem in the aviation industry. He said the aviation industry has remained stagnant by taking one step forward and two steps backward adding that the industry was yearning for the infrastructure development beyond commissioning of the terminal building. He urged the minister to address the issue of the Abuja control tower which has been
blocked with the construction of the Chinese terminal. According to Saidu, the state of fire service personnel has remained an eyesore while the campaign of carrying arms by aviation security personnel have become a political gimmick. According to the ANAP scribe, there has not been any development in the aviation industry in the past three years, condemning the nontransparent way of recruitment of the personnel into aviation agencies by the minister. According to the union leader, instead of employing based on geopolitical zones, people were being employed from one particular zone from the North without considering the quota system.
Saidu further explained that since the past three years, that minister of State for Aviation Hadi Sirika has been shouting for the establishment of Maintain, Repair and Overhaul facilities MRO in the country pointing that till now nothing concrete has been done. According to Saidu, only Aero Contractors has a hangar facility stressing that the liquidated Nigeria Airways hangar which would have served all airlines today was given out for peanut by previous administrations. He noted that only God has been saving Nigeria airlines from the crash as no critical safety infrastructure was on the ground while some personnel in the fire service of the Federal Airports Authority of Nigeria were not trained accordingly.
We’re committed to diversification of Nigeria’s economy - Budget Minister Motolani Oseni The Minister of Budget and National Planning, Senator Udoma Udo Udoma has said that the Federal government is committed to the diversification of the country’s economy away from dependence on oil and gas. Udoma said this while delivering the keynote address at the 42nd Annual Conference Dinner of the Institute of Chartered Secretaries and Administrators
of Nigeria (ICSAN) in Lagos said steps are being taken by the government towards expanding exports of locally produced goods and services. According to him, the ultimate aim is to reduce our current dependence on crude oil for most of our foreign exchange receipts. He explained that the present administration at inception met an “economy in serious decline and took decisive measures to revive the economy,” including the adoption of an expansionary fiscal budget in
2016, adding that the move helped to reflate the economy and stimulate economic activity. The 2016 Budget was underpinned by a Strategic Implementation Plan (SIP), consisting of a series of short-term measures aimed at boosting economic activities to restore confidence. The SIP was followed, after extensive consultations with all segments of society, with the development of the Economic Recovery and Growth Plan (ERGP) 2017 – 2020, launched by the President in April, last year.
Speaking on the theme ‘Exploring the diversification agenda towards the emergence of a resilient economy,’ the Minister was happy to note that the theme of the conference aligns entirely with the aims and objectives of the ERGP. This, he said, is because the ERGP was launched with the objective of, firstly, leading Nigeria out of recession and after that, placing the economy on the path of growth that is diversified, inclusive and most importantly sustainable and resilient.

services under which Afreximbank provides confirmation lines to African financial institutions to support their trade businesses and increase capacity to undertake trade finance transactions. According to Kamel, the facility will also support the Afreximbank Trade Confirmation Guarantee Programme which offers full guarantee to international banks on behalf of African financial institutions with the aim of resolving the issue of lack
of credit limit by international/confirming banks for the African counterparts or situations of limited credit limit due to capacity constraints, among others. Earlier speaking, the Director, Supply Chain Finance and Trade Finance of CDC, Admir Imami, who signed on behalf of his company, said that CDC was excited at the opportunity to work with Afreximbank and looked forward to many more joint projects and deals in the future.

Ronaldinho: England World Cup 2002 goal my best ever
Ronaldinho has picked the goal he scored against England at World Cup 2002 as the greatest of his illustrious career. With the quarter-final between Brazil and the Three Lions locked at 1-1 after Michael Owen’s opener was cancelled out by Rivaldo, the Selecao were given a free kick around 40 yards from goal in a seemingly impossible position to score from. However, the former Paris SaintGermain, Barcelona and AC Milan star spotted that goalkeeper David Seaman had strayed from his line and sent a looping shot over his head and into the net. It proved the winner in the tie and sent the South American side on course
to the final, where a couple of goals from Ronaldo saw them secure a 2-0 win over Germany. And Ronaldinho, whose career was marked by many memorable strikes, including a stunning scissor kick against Osasuna in 2004 and a brilliant toepoke against Chelsea in the Champions League 12 months later, considers his effort against England to be a personal best. “I scored some great goals, some over kick goals and from open play in my career and I would admit it is very hard picking my favourite,” Ronaldinho, who is on a three-day tour of Kenya told Goal. “But scoring for the national team and against England in the quarter-finals was
g23
quite something. For that reason, I will pick the one against England just because I scored it for Brazil.” The 2002 World Cup proved the highlight of a career that saw him twice claim the FIFPro World Player of the Year, the 2005 Ballon d’Or and, on a team level, two Spanish league titles, an Italian crown and the 2006 Champions League while with Barca. During his career, which began in 1998 at Gremio, he played 728 senior club matches and scored 280 goals, while he enjoyed cult status at many of the teams he graced. He confirmed his retirement from the game on January 16, 2018.
Wilfred Ndidi: Injuries and suspension won’t stop Super Eagles from beating South Africa Leicester City’s Wilfred Ndidi is confident the confidence the Super Eagles will qualify for 2019 Africa Cup of Nations in Cameroon after the team’s failure to reach the past to editions in 2015 and 2017 respectively. The Super Eagles will go into the next qualifying game against South Africa in Johannesburg without keys players, no thanks to injuries and suspension but a win is enough to seal the team qualifications for the African biggest football showpiece. However, Ndidi a former Gent of Belgium midfielder insists injuries are no excuse and believes the players are capable of delivering the AFCON ticket to Nigerians in the absence of suspended and injured players.
“We’ve suffered some setbacks but that is all part of the game, but Idon’t think that is enough to stop us,” Ndidi told BBC. “We have a big opportunity to return to the Nations Cup and Ibelieve the players can make it happen, Injury and suspensionshould not prevent us, it’s been tough to miss out because otherplayers at the club will tease you if you don’t play in major tournaments“. “For our careers, our country and fans we should be playing in the Nations Cup and we have to make it happen now.” Ndidi who is an integral part of the Super Eagles and Leicester city said the team can ride on the momentum built after the World Cup elimination to finish off the job in South Africa
and proved that lesson was indeed learnt at the mundia. “The World Cup is gone and we’ve been winning games after Russia, and it is an extra motivation to prove that we learned from the mistake of missing the last two tournaments in Africa. “It is my dream to play in Cameroon next year, my teammates share the same ambition and we have a big chance to make it happen now,” he added. Nigeria are top of Group E with nine points from four games and closely followed by second-placed South Africa with just a point separating them. Nigeria will be guaranteed a place in Cameroon with a win in Johannesburg come November 17.
