The House member stated that Buhari’s rejection of the bill shows that the President and his ruling All Progressives Congress (APC) had ulterior motives in declining assent to the bill. He said that the world was watching the present government and their actions. “The letter is so serious that it can’t just be ignored. We want free and fair and credible elections. The President’s refusal to assent to the bill shows clearly what his intention and that of his party are about the upcoming 2019 elections. “We are watching. The whole world is watching. Everybody is watching,” he added. Rep. Madaki was, however, interrupted by House Majority Leader, Femi Gbajabiamila, who raised a point of order countering the submission made by the Kano lawmaker, even as other House members countered, shouting “order what?” When the speaker eventually recognised Gbajabiamila to speak, he said that he was relying on “personal explanations” to drive home his point.
The House leader said that it was uncustomary for a member of the House to spur on a debate on a communication from the President, insisting that due process be followed if Buhari’s letter must be debated. He said: “I have been in this House for 16 years and there has never been a situation where a letter is debated. It is simply a communication. We have never debated a letter. “If there is need to debate the President’s letter, we must table it on the order paper. Several letters have been written by past presidents and none had been debated.” Consequently, Speaker Dogara ruled that the House rules must be followed if the House needed to debate the letter. “I think this matter should be laid to rest. I advise we follow the provisions of the rules”, he simply said, leaving members chorusing “let’s debate it tomorrow (Wednesday)”. It would be recalled that President Buhari had last week, declined assent to the amendment bill, citing timing as his major reason. According to the President, the bill should be rescheduled for assent after the 2019 general elections in February 2019.

President Muhammadu Buhari has said Nigerian government remains deeply grateful to the government and people of Switzerland for their support in resuscitating the economy, especially the return of illegally stolen funds of former military Head of State, Gen Sani Abacha. Buhari expressed the gratitude on Tuesday when he received Letters of Credence from the Ambassador of Switzerland to Nigeria, Mr. George Steiner, at the Presidential Villa, Abuja. The Daily Times recalls that the sum of $322.5 million was repatriated from Switzerland recently which the government is disbursing as social investment to traders. Buhari said the return of stolen funds and interventions in the crisis in the North East further indicate the Swiss government’s commitment to the development of Nigeria. “We are grateful to the Swiss government for allowing illegally stolen funds to be brought back to Nigeria,’’ he said. The President noted that the facilitating roles the Swiss government had been playing in the North East, particularly in reaching
out to Internally Displaced Persons, had been most helpful, adding that bilateral relations between both countries will continue to be strengthened. Responding, the Swiss Ambassador said his government will always be disposed to supporting Nigeria in ensuring peace in the country, especially in the North East. “We have strong and solid relations with Nigeria. It’s an honour and privilege for us to contribute to issues of importance in the country,’’ he added. Steiner told President Buhari that the Swiss government looks forward to having stronger relations on economic issues with Nigeria that will be mutually beneficial, pointing out that the ongoing reforms in the country already send right signals to investors. Buhari, who also received Letters of Credence from the Ambassador of Belgium, Dr. Daniel Dargent, said feasibility studies to revamp the Lake Chad Basin will require a diversion of River Ubangi in the Congo Basin. The President said the diversion of River Ubangi will improve the livelihood of more than 40 million people who survive on Lake Chad Basin, urging the Belgian government to support the negotiation. In his remarks, the Ambassador of Belgium
said his government will support an initiative that will improve the livelihood of people. “We are in a global world and we need to start evolving more on issues that directly touch lives, especially in supporting Nigeria which will one day become a Permanent member of the Security Council,’’ he said. While receiving his Letters of Credence, President Buhari congratulated the Ambassador of Hungary, Dr. Sandor Gyorgy Beer, on his posting to Nigeria, urging him to sustain the healthy relations that had existed between both countries for many years. The Hungarian Ambassador said relations between both countries had been strong over many years, noting that he will work towards improving it, especially on economic issues and sports. Dr. Beer said Nigeria and Hungary already had a strong pedigree in sports, especially in football, that can be improved, assuring the President that he will work towards more exchanges between both countries by setting up a football academy in Nigeria that will promote matches, trainings and skills development. “Nigeria is a great country and it’s an honour to be here,’’ he said.

2019 polls: Atiku absent as Buhari, others sign peace accord Mathew Dadiya, Abuja
Presidential candidate of the Peoples Democratic Party (PDP) and former Vice President, Atiku Abubakar, former Governor of Cross River State and Presidential candidate of the Social Democratic Party, Donald Duke, including the candidate of Allied Congress Party, Obiageli Ezekwesili, were conspicuously absent as stakeholders gathered to append their signature to a national peace accord in the run-up to the 2019 general election. When a call was put through to Atiku’s media aide, Paul Ibe, he disclosed that his principal was not invited for the peace accord officially. However, the National Peace Committee chaired by former Head of State, Abdulsalami Abubakar, confirmed that invitation was sent to all 91 registered political parties and all the 73 presidential candidates contesting in 2019 general election. Others presidential candidates
absent at the occasion were Kingsley Moghalu of Young Progressives Party (YPP) and Omoyele Sowore of Action Alliance, among others. Gen. Abubakar (rtd) while giving a welcome address emphasised the need for all stakeholders to maintain peaceful atmosphere before and after the elections. He said all the political actors should realise that there can be no credible election in an atmosphere characterised by violence. According to Abubakar, all the stakeholders must commit to making the best out of the very worst situation, just as what transpired in 2015. “Politicians must learn to lead by example and temper their utterances and action with responsibility and patriotism. I strongly appeal to all participants to endeavour to stick to the contents of the peace pact they signed, and to INEC to carry out its mandate as expected of it. “Candidates have the capacity to make or mar the process, so they must watch their utterances and conduct themselves well ahead of the 2019
elections and beyond, it is pertinent to state that mere signing of the document will not achieve anything except all concerns accept to work by the rules,” he noted. Responding to allegations that invitation was not extended to both the PDP and its candidate, the NPC chairman said: “You have seen the number of parties that have been invited. He will answer for himself but speaking for the National Peace Committee, everybody was invited. What reasons do we have not to invite somebody? This accord was for all political parties to sign to be of good will and good behaviour during elections. “If there is a breakdown of communications somewhere I don’t know”. Asked if Atiku’s absence will weaken the accord, he responded saying, “How will it? One candidate? I don’t think it will weaken the accord. Also asked by State House correspondents if he was not bothered that Ezekwesili and Duke were not also in attendance, Abdulsalam said:

Tunde Opalana, Abuja Senate on Tuesday suspended till further notice confirmation of nominees of President Muhammadu Buhari to the boards of two key anticorruption bodies, the Economic and Financial Crimes Commission (EFCC) and Independent Corrupt Practices Commission (ICPC). Ndasule Moses, Lawan Mamman, Galadanci Imam Najib and Adeleke Adebayo Rafiu appointed as members of board of EFCC had the confirmation of their appointment stepped down. Also, Prof. Bolaji Owasanoye (chairman, South West), Dr. Grace Chindu (member, South South), Okolo Titus (member, South East), Barr. Obiora Igwedebia (member, South East) and Mrs. Olubukola Balogun (member, South West) had their appointment into the board of ICPC stepped down. Other affected ICPC nominees are Justice Adamu Bello (member, North West), Hannatu Muhammed (member, North West), Abdullahi Maikano Saidu (member, North Central) and Yahaya Umar Dauda (member, North Central). The Senate Committee of the Whole took the decision following furore generated by the report of the Committee on Anti- Corruption and Financial Crimes on confirmation of members of EFCC. Chairman of the Committee, Senator Chukwuma Utazi (Enugu North) while presenting the report had raised a vital observation that three out of the four nominees were from North Central, North East, and North West while only one from South West. Utazi noted that the EFCC chairman, Ibrahim Magu, is from North East while the Senate had a fortnight ago confirmed the appointment of a nominee from the South West as Secretary to the board. While submitting that this negates the principle of Federal Character, he urged the Senate to confirm the appointments.
His submission sparked row in the chamber as Senator Victor Umeh (Anambra Central) disagreed with the views of both Senator Musa Rabiu Kwankwaso and Senator Barau Jibrin that the report should be adopted and the appointments confirmed. Umeh drew the attention of the Senate to Paragraph 4 of the report in which three appointees are from the north and one from the south, describing it as worrisome as imbalance in appointment is contrary to Section14(3) of the Constitution. He argued that since the EFCC Act recommends 6 member board, it is expected that each of the six geopolitical zones be represented rather than the unjust exclusion of the South East and South South on the board. Umeh said considering the importance of anti- corruption war, there is the need for every section of the country to be accommodated in the appointment “because the fight against corruption affects every section of Nigeria. “Absence of representatives of the South East and South South is not good enough because fight against corruption is a national phenomenal,” Umeh stated. He added that that if the confirmation was allowed without being challenged, it will further set bad precedent for democracy and erode the acclaimed oneness of the country. Umeh, therefore, urged the Senate not to confirm the appointment but return it back to the Presidency to make an equitable adjustment. “There is nothing wrong in returning it back to the President. After all, the Electoral Act Amendment Bill was sent to him four times”, he said. Senator Matthew Uhroghide (Edo South) reminded the Senate of a Committee set up in the past to look into imbalance in appointments into Federal government agencies and parastatals but which has not reverted back to the
Senate. Uhroghide added that excluding the South East and South South from board of anti- corruption agency means people from the zones are criminals to be investigated. He backed Umeh in calling for a step down of the confirmation. He was supported by Utazi who said the Committee headed by Senate Leader, Ahmed Lawan has gone underground without reporting back to Senate. Reacting, Lawan although sympathised with the situation, said the Committee was guided by law in the screening of the nominees and advised that “we go strictly by what the Committee had presented. He explained that there was no representative of the he North East on the board of the ICPC. “Let us pass it as recommended. The law has not been infringed upon but there can be Amendment”, he said. Senator Enyinnaya Abaribe (Abia South), who is the chairman of South East Caucus, faulted Lawan’s submission and also asked the report to be stepped down. Abaribe said “those of you that disagree, you can use your power today but tomorrow don’t come back to cry”. Senate President, Bukola Saraki was concerned that those who advises President Buhari on appointments need to take into consideration the principle of Federal Character while he pleaded that the report be passed without sensitivity. Before dissolving into the Committee of the whole, Senator Ali Ndume picked hole in the report. He said the Committee whose chairman is from the South East should have referred the nomination back to the leadership of the Senate after discovering the imbalance. Effort by Utazi to defend himself was overruled by Saraki and the Senate went into Committee of the whole which after 20 minutes deliberation resolved to step down the confirmation of nomination into the board of the two committees for further investigation.

Reacting to the proliferation of political parties in the country, he said the more the platform, the more people of all generation find opportunity to participate in the process. Gowon, who spoke on the theme: “Trust and Democracy”, charged leaders not to betray their role in properly managing the resources of the country. “The beauty of democracy is that it avails citizens the right to have a say in how they are governed; this right is abridged by the most brutal dictators in the word. “Military incursion into our politics has led to misery and underdevelopment of our richly endowed nation and contributed to defective democracy. All hope is not lost for the enthronement of true democracy in the country, which is why we must commend the NPC in sensitising everyone that elections are not do-or-die contests. “We should encourage them to consolidate on the successes of 2015, so that we can have even better polls in 2019. “There are better issues of development than pursuing agenda of violence and hate speech. Promotion of ethnic and religious or mutual suspicion will not make us see the best in us, and will defeat the essence of democracy. “There will be no benefit to allow the negatives override the positives in us. All those who aspire to lead the
people should be acceptable and be seen to be acceptable to the people. That has worked and continues to work in good societies. “I commend the political parties and candidates here for showing commitment and putting the nation above political differences. Nigeria must win, and the nation will lose if we set aside the gains of this conference. “I am hopeful you will honour the pledge of ensuring our elections are free of violence. Your conduct will determine how the game is played and I plead with you to ensure your supporters play by the rules.” In his goodwill message, former Chief Justice of Nigeria (CJN), Justice Mohammed Uwais, canvassed for concerted efforts by all stakeholders towards ensuring peaceful elections come 2019. In his remarks, the Head of European Union Delegation to Nigeria, Ketil Karlsen, recalled that Nigeria set an example for Africa and the world in 2015, adding that the nation is making steady progress in her democracy. He, however, expressed concerns for “vote buying,” saying the development if sustained will cast credibility questions on Nigeria’s electoral process. “We welcome steps taken so far towards 2019 and we continue to support free and fair polls. We urge all to avoid hate speech, violence and vote buying and say yes to peace, inclusiveness, gender equality and access for disabled persons. We again stress our impartiality as we do not support any particular party or candidate, but support for institutions responsible for carrying out the appropriate mandate, ”he stated. Meanwhile, President Muhammadu Buhari, who signed the accord in the presence of the All Progressives Congress chairman, Adams Oshiomhole, called on INEC and all security agencies to put the nation first in their conduct, saying “the world is watching us”. Buhari spoke on the relevance of trust, saying that his commitment towards a free, fair and credible election come 2019 remains sacrosanct. According to him, for a society to function well, a culture of rules and compliance must be adhered to by all. Again, Dasuki stalls trial, seeks to disqualify prosecution lawyer, indefinite adjournment Andrew Orolua, Abuja Embattled former National Security Adviser, Col. Mohammed Sambo Dasuki (rtd), who is standing trial for unlawful possession of firearms and money laundering before the Federal High Court Abuja, on Tuesday, asked the Court to suspend his trial indefinitely until the Federal Government complies with the orders of Courts that admitted him to bail. Dasuki, who has been in custody since 2015, had refused of late to attend the trial, thus compelling the trial Court judge, Justice Ahmed Mohammed, to make an order on November 19 to proceed with the trial in his absence. However, when the trial resumed on Tuesday, Dasuki, who kept to his word not to attend trial, brought an application through his lawyer, Adeola Adedipe, urging the court to adjourn the matter indefinitely. The application was bought pursuant to Sections 1(1) & (2), 104, 105, 106, 159(2), 268, 491 & 492(3) of the Administration of Criminal Justice Act, 2015; and Sections 6(6), 35, 16, 37, 41, 42, 105 & 174 of the 1999 Constitution (as amended). By the application dated December 10, Dasuki prayed the court for an order to adjourn sine die, his trial and or further trial, pending compliance by the complainant with the court’s judgment (per Hon. Justice Ijeoma Ojukwu] of 2nd July 2018, in suit no. FHC/ABJ/ CS/263/2018, between Col. Mohammed Sambo Dasuki
(rtd). v. The DG.SSS & 2 Ors. Dasuki also asked the court to make an order directing the lead counsel for the complainant (Oladipo Okpeseyi SAN) to produce and submit to the court, the direction of the Attorney General of the Federation on the court’s judgment (per Hon. Justice Ijeoma Ojukwu) of 2nd July 2018, in suit no. FHC/ABJ/CS/263/2018, between Col. Mohammed Sambo Dasuki rtd. v. The DG SSS & 2 Ors. Adedipe submitted that the trial cannot go on because of the application challenging the competence of the prosecution counsel, Oladipupo Okpeseyi, SAN, to continue with the trial. Reacting, Okpeseyi told the court that even though he was served with the defendant’s application in court, it would still not affect the already slated definite hearing because the motion was not ripe for hearing. “My lord, on the last adjourned date of November 19, this court scheduled December 11, for commencement of trial; we have our witness in court and ready to proceed. The prosecution counsel had argued that the application was premature and couldn’t be the basis for the court to discharge the scheduled hearing. In a bench ruling, Justice Mohammed admitted that it was correct to say that the matter was adjourned for definite hearing and it was also correct to say that the defendant’s application was not ripe for hearing. However, the court had been placed in very difficult situation, if it continues to hear the matter, it then
means that the court had automatically heard and rejected the application challenging jurisdiction. More so, Justice Mohammed noted that issues raised by the defendant are threshold. Consequently, the court fixed January 9, 2019 for hearing of Dasuki’s application. The grounds upon which Dasuki’s application was predicated are: “This Honourable Court ordered a release of the defendant, by its judgment delivered (per Hon. Justice ljeoma L. Ojukwu) on 2nd July 2018, in suit no. FHC/ABJ/ CS/263/2018, between COL. MOHAMMED SAMBO DASUKI RTD. v. THE DG SSS & 2 ORS. “The said judgment is enforceable by virtue of Section 287 of the 1999 Constitution (as amended) against all persons and authorities, particularly the Attorney General of the Federation and Department of State Service who were parties to same. “By virtue of Section 268 of the Administration of Criminal Justice Act 2015, Mr Oladipo Okpeseyi SAN (private legal practitioner) is required to prosecute this charge according to the directions of the Attorney General of the Federation, particularly, with respect to the aforementioned judgment which is enforceable against him and all authorities”. Dasuki contended that further prosecution of the charge by Opeseyi without compliance with the court’s judgment (per Hon. Justice ljeoma L. Ojukwu) of 2nd July 2018, in suit no. FHC/
ABJ/CS/263/2018, between COL. MOHAMMED SAMBO DASUKI RTD. v. THE DG SSS & 2 ORS will be contrary to the direction of the HAGF who is the Chief Law Officer of the Federation and a judgment debtor to the said judgment. The former NSA insisted that his application ought to be granted, in order to preserve the integrity of the Bench and to avoid a constitutional breakdown. Kolapo Kehinde, a legal practitioner in the firm of Ahmed Raji & Co, one of the firms engaged in defence of the defendant/applicant, deposed to an affidavit supporting the application. The deponent averred that the charge was instituted in 2015 in the name of the Federal Republic of Nigeria, on behalf of the Attorney General of the Federation (HAGF). “The defendant has since been in custody of the DSS, despite several orders of court admitting him to bail. “The defendant however approached this court vide a suit to enforce his fundamental human right, and same was sustained by a judgment delivered by Hon. Justice ljeoma L. Ojukwu on 2nd July 2018, in suit no. FHC/ABJ/CS/263/2018, between COL. Mohammed Sambo Dasuki rtd. v. The DG SSS & 2 Ors. A certified copy of the judgement was attached and marked Exhibit ‘A’. The affidavit stated that the court in the said judgment directed an immediate release of the defendant, upon fulfilment of certain conditions, which were complied. It was also stated in

the affidavit that the DSS is an integral part of the prosecutorial team in the charge having invaded the defendant’s house, purportedly investigated the case, and thereafter listed its officers to testify as witnesses in support of the charge. “Notwithstanding the letters written by the Registrar/Deputy Registrar of this Court to the DSS, for the defendant’s release, the SSS has refused to release the defendant in brazen defiance of the afore described judgment. “The HAGF, now a judgment debtor (in judgment delivered by Hon. Justice ljeoma L. Ojukwu) on 2nd July 2018, in suit so. FHC/ ABJ/CS/263/2018, between COL. MOHAMMED SAMBO DASUKI RTD. v. THE DG SSS & 2 ORS is bound to comply with same by ensuring an immediate release of the defendant. “Mr. Dipo Okpeseyi SAN (a private legal practitioner) is currently leading the
prosecutorial team in this case on behalf of the Attorney General of the Federation, and he is bound by the directions of the HAGF. “Mr. Okpeseyi has elected to continue with trial in this case against the defendant, without ensuring that the defendant is released from DSS custody in compliance with the aforementioned judgment”. In view of the above, Dasuki posited that the court has powers to direct Opeseyi to produce the direction of the HAGF on the judgment of 2nd July 2018, which is being brazenly defied. He insisted that the court has powers to adjourn further trial of the defendant in this case sine die, pending release of the defendant in compliance with its judgment (per Hon. Justice ljeoma L. disciplined and battle ready army, which is in line with the Chief of Army Staff vision. “To have a professionally responsive Nigerian Army in the discharge of its Constitutional roles”. “In this vein, trials in the NA must be organised and administered in accordance with provisions of the 1999 constitution of the Federal Republic of Nigeria (CFRN) as amended”. The essence of the GCM, in addition to the dispensation of justice, is
to send the right signal to the NA personnel that may fall into the temptation of violating extant rules and regulations, - that acts of indiscipline will be met with appropriate disciplinary action. He charged all the parties in the cases to avoid unnecessary technicalities that would delay the trials and in the process wastes a lot of resources. “Let me recall both Section 36 of the 1999 CFRN (as amended) and Section 122 of the Armed
Forces Act, CAP A20, Laws of the Federation of Nigeria 2004 which emphasise that expeditious and speedy trials form the basis of which fair trial must rest”, he stated. Major General Kabul further reiterated the popular belief that justice delayed is justice denied, adding that justice delayed is not justice denied and justice delayed - is not justice at all. Colonel Edwàrd Abore is the President of the GCM. He promised to
administer justice in line with Armed Forces Act Cap A20 law of Federal and CFRN 1999 as amended. He made it clear that all the accused are entitled to legal representation of their choices. Twelve Soldiers will be appearing before the GCM on various charges. In the military, offences that cannot be summarily tried are the ones that are referred for court martial as contained in Section 124, Sub Section 6 of the Armed Forces Act.

Explaining further, Governor Wike said that President Buhari’s refusal to assent to the Act passed by the National Assembly (NASS), would generate deadly political tensions in the general elections scheduled for 2019. Wisdom Ihunwo, alleged that the whole essence of not signing the Electoral Act by President

We don’t know if there will be Nigeria after the 2019 General elections. “The National Assembly tried to cure the defects of the Electoral Act that led to controversies during the 2015 elections. After the passage, the President kept on giving countless excuses why he wouldn’t sign the amended Electoral Act. “The whole essence of not signing the Electoral Act is to rig the 2019 General elections. And in the plot to rig the 2019 elections, Rivers State comes first and Akwa Ibom State is the second on their list,” Governor Wike alleged. The governor opined that President Muhammadu Buhari was aware that if he assented to the amended 2019 Electoral Act, he would lose the 2019 elections. He alleged that the APC was working against transparent and credible polls because they had been rejected by Nigerians. He continued: “Now, they don’t want
to use the smart card readers because they want to sit down and write results. “It is painful that the President that says he is fighting corruption is leaving room for the rigging of the 2019 polls. There is no scorruption worse than rigging. The President cannot set this country on fire,” he stated. Governor Wike noted that the country belonged to all Nigerians; hence every group must rise up to defend the nation’s democracy. The Governor urged the Church to work with other well-meaning Nigerians to resist what he described as the criminal intent of the Buhari administration in the area of election rigging. The police had gotten a tip off that the kingpin and his gang members had sneaked into the state ready to strike and kidnap some very important persons in the Iba area of Ojo Local Government Area of Lagos. The party, therefore, challenged the President to showcase his much touted integrity by allowing an open investigation of his associates and close relatives, who were mentioned in serial looting of public resources. The PDP alleged that in a bid to further conceal the sleazes in government, the Presidency has gagged the confession of one Amina Mohammed, paraded by the Department of State Services (DSS), who revealed in her open confession that persons close to President Muhammadu Buhari were involved in serial fraud and looting of public resources under official cover. to make public the official report allegedly indicting his Presidency on the siphoning of over N11 trillion in the petroleum sector, including the N9 trillion oil sleaze detailed in the leaked memo at the Nigeria National Petroleum Corporation (NNPC). “Furthermore, the Buhari Presidency should allow an open inquest into the alleged diversion of defence funds, including part of the $1 billion drawn from the Excess Crude Account (ECA) for purchase of military hardware and welfare of our soldiers, to fund his ill-fated re-election campaign”, he said. The Bayelsa State Commissioner for Information, Mr Markson Iworiso, has urged the people of Opume community in Ogbia local government area of the State to continue their support for the Restoration of the Government of Governor Henry Seriake Dickson. Iworiso-Markson made this remark yesterday when he visited the community to inspect the ongoing bridge in the area. It was learnt that the bridge has been in a sorry state for over 20 years. The bridge is constructed to ease the movement of motorists and pedestrians. He said with greater support, the government will do more for the people before the end of its tenure in 2020. He praised Governor Dickson for the project and thanked him for his love for Ogbia people which explains the numerous project he has executed in the area. 95% of IDPs in Benue camps are from Nasarawa - Victim Augustine Kuza, Lafia An Internally Displaced Person (IDPs) Daniel Zege, has revealed to journalist that about 95 percent of IDPs in Daudu, Guma Local Government Area and Abagena in Makurdi LGA all in Benue state are from Nasarawa state. Zege who is the camp administrator made the Revelation last Friday in Daudu in a chart with journalist. He said that they were in that state on fact findings mission to know the number of Nasarawa indigenes that made up the four camps. Zege, said to have escaped death in the hands of men, suspected to be Fulani herdsmen in Awe LGA of Nasarawa state to Benue, said “Most of the people seen in various camps in the two LGs of Guma and Makurdi are from Nasarawa state, and Governor Tanko Al makura should know that the Tiv people of Awe, Keana Doma Obi and Lafia areas are dominant in the IDP camps. The state Governor has never for once come to visit us and know our conditions. I want to state clearly that we are dying of hunger and poor shelters. Our children are out of school and there are poor facilities in the camp. “The most disheartening is that not fewer than 10 persons usually die weekly across the four IDP camps in Benue state,” he stated.

Cloned leader and national question

Out there in faraway Poland the other day, Nigeria’s President Muhammadu Buhari put out a disclaimer that he isn’t what Mazi Nnamdi Kanu of the proscribed Indigenous People of Biafra (IPOB) says he is. Kanu asserts the man we refer to as our beloved president is really his double. The one we voted for died in London last year during his medical tour, he says. His loyalists then packaged a lookalike from Sudan called Jubril Aminu Al-Sudani to impersonate him, the Biafran agitator concludes. Kanu hasn’t thrown the tale to us as a joke. He believes in it and has captured a credulous followership, among them many of the high and low in society. Even the yarn has gotten sections of the global media salivating. On American television programme, The Daily Show hosted by South African, Trevor Noah, a correspondent ridiculed the Nigerian leader’s denial. He imitated a fraudster composing a scam email thus: “I’m a real president who’s trapped in my country because they think I’m a clone. Please send me $10000.” The late night Jimmy Kimmel Live show in the U.S. added a mordant wit. After referring to Buhari’s statement that he isn’t counterfeit, Kimmel told his viewers that the president’s
denial was “exactly what a clone would say.” Quite unkind! But Buhari and his handlers are responsible for making this clone story gain a foothold in international newsrooms. Why go to Poland to pinch the balloon flying the news? They had plenty of time in Nigeria to bring down the ladder many have been climbing to join the swelling ranks of believers in Kanu’s wildly salacious theory. The world community hardly took interest in it until the December 2 Poland remarks that made the headlines worldwide. Our leaders are tardy in their response to urgent national matters, consigning their resolution to fate. Most times, they wait in expectation that the challenges that come at them would die naturally to give them a respite. No such thing happens. Then, as Buhari and other politicians have often done, we run abroad to offer a wraith of answers to domestic problems through speeches that lock us into a more mindless mire of controversy. Finally, we all are consumed by this myopic and centrifugal approach to leadership and governance. That’s been the trajectory (and tragedy) of the current clone contention. Of course, it’s a clownish account, which should be listed
among Aesop’s fables. But Aesop wrote his great fiction in ancient Greece nearly 3000 years ago, fully conscious that he was turning out fabulous tales about animals who spoke and acted like human beings. He also had a moral lesson he passed on to those who read him. They were simple and short witty anecdotes, in which he taught that if you had a good conduct in your relationship with others, you’d be rewarded with good. And if you did evil, evil awaited you. The good were crowned, as it were, while the wicked were dishonoured. Aesop’s animal kingdom was orderly, even when the powerful and carnivorous ones cohabited with the weak and herbivorous ones. What, however, do we make of the fable of our day? There’s a tale which ought not to be accepted because it is incredibly outlandish. Nevertheless, it is gaining ground. Why? Nigerians would believe the devil and follow him to his home in hell if all he’s giving them is a chance to replace the leaders they are fed up with for performance deficit. Nigerians sometimes get to the point an unhappy, frustrated and serially battered wife reaches: Eager to leave her home for another. You’d need supernatural effort to stop her.
Just last week, Kanu gave Nigerians half a dozen more reasons to believe his story. They haven’t moved him a flea-hop close to reality. But they have fuelled more curiosity, pushing some citizens to call for an ‘investigation’ into Kanu’s claims! He started as a lone ranger; now he seems to be commanding fanatical troops, going the way of IPOB. Government can’t proscribe them as it did the Biafran outfit. Are the authorities and our president therefore helpless in the face of the clonists threatening to crowd us out? Not at all. If they admit it is a metaphorical referendum on their work in office for nearly four years, it may sober them up and rouse them from complacency. Many are wondering how a government that received tumultuous welcome at its advent and enjoyed phenomenal goodwill and popularity is, in the twilight of its tenure, getting a bashing sending it to the nadir of the public space and disallowing them a crown. What’s responsible? What is missing? Where did we go wrong? Cassius, a Roman nobleman in William Shakespeare’s historical play, Julius Caesar, provides this food for thought: “The fault…is not in our stars, But in ourselves…”

As the February 2019 presidential, Gubernatorial, National/state Houses of Assembly elections come into view, the out-of-theordinary behaviour demonstrated by various gladiators has exposed two major concerns with the first and most radical being the political players’ failure to give Nigerians a systematised/issue-based campaign with outlined manifesto placed in a well-defined order. Again, the ‘strategic’ political interplays, conflicts and considerable uncertainties of the past weeks have not only exposed the underlying ‘civil but cold’ relationship between politicians and Nigerians particularly the youths, but underscored the usefulness of the attachment theory as propounded by John Bowlby, a British psychologist in 1958. Essentially, Bowlby, in that theory pointed out that ‘if a primary caregiver responds inappropriately and/or inconsistently, the infant learns to assume that he or she is powerless to affect the larger world and that his or her signals have no intrinsic significance were the universe is concerned. A child he added, who receives really erratic and inconsistent responses from a primary caregiver, even if those responses are occasionally warm and sensitive, develops anxious resistance/indifferent attachment. The above like in the generality of mankind describes the current disposition of the youths towards the leaders they ones considered as caregivers. Experience from the previous broken political promises and erroneous indoctrination that they lack the means to act independently on their own initiative has left the youths active on social media without interest in, or enthusiastic about any aspect of political activities.
Adding context to this discourse, it is important to state that political participation is a broader category of political behavior and consists of those voluntary activities by citizens that are intended to influence the selection of leaders or the decisions they make but largely depends on the possession of such resources such as time, political knowledge and money. While the above is acknowledged, it’s however important to state that the political challenge confronting the Nigerian youths is not limited to inadequate finance or time but goes ahead to includes a deepseated range of spurious arguments that revolves chiefly round political ignorance/ illiteracy- a factor that consistently daily dampens political appetite to monitor political activities in order to grow in factual and conceptual political knowledge. Though, I sympathise with the awkward position Nigerian youths are politically placed and by our leaders and their lack of opportunity to enjoy the economic and social progress that flows from the democratic arrangement. That notwithstanding, political apathy among Nigerians should be of great concern for some crucial reasons. First, aside from the fact that ‘power concedes nothing without a demand, listening with real curiosity to some of the argument by these youths for embracing political apathy, one will be genuinely dismayed as most of the reasons are not just verge and ungraspable but spurious. For example, youths at the various forum expressed dissatisfaction/ frustrations that the nation is governed by people that do not feel the pinch the common man is made to endure, some have alleged that their feelings/opinion are not regarded by the government-resulting in lack of absolute confidence in the leadership. Admittedly, the above captures our political space but despite these scenarios, one point youths fail to remember is that when a majority
of the citizens fails to participate during an election, unpopular and unqualified candidates may win the election. And when unqualified candidates win, it will not only hinder political, socioeconomic developments but democratize poverty. Similarly, in their attempt to defend the present political posturing, some youth argues that the vast majority of Nigerian politician/public office holders in their effort to secure their positions have politically disarmed the youths, kept the country divided and fostered animosity among the people. But contrary to this belief, the truth of this word is that no leader/ politicians in the writer’s views disarm the youths; rather, when they find the youths unarmed with positive political interest/ ideas, awareness or activities, they (politicians) are left with no other option than to equip them for illicit political responsibilities as nature abhors vacuum. Put differently, the qualities required for success are the same that undermines success. Until the youths realise that ‘human progress is neither automatic nor inevitable’, they will not appreciate that 2019 general election is not the appropriate time for complacency or apathy but a period for enthusiastic and positive action. And without minding what others may say, the major factor preventing Nigerian youths from making political progress is primarily their inordinate love for instant gratification and inability to creatively form a productive collaboration that will turn them to a force that cannot be ignored. In the same token, as someone who cannot support a position based on sentiment or allowed sentiment to becloud his judgment, the youth’s refusal to use their population advantage/ demographic dividend to change the nation’s leadership from its head is saddening and their
reasons illogical. But in doing this, a point that they failed to remember is that allowing political indifference flourish will translate to endorsement of the agonizing moment the nation currently face and stands as an emblematic demonstration of their unbelief in the time-honored saying that’ when purpose is present, nothing can block the determined soul from his rendezvous with destiny’. Indeed, political apathy in whatever form/guise is not just antithetical to development but likened to neglecting what is actually done for what should be done. And as we know, any man who does such, moves towards self-destruction rather than selfpreservation’. Significantly, when one looks at this challenges and asks how the nation can have this problem solved? The major response points at the door-step of the government as the chief source of the solution to this dreadful situation. Glaringly, this time is auspicious for our leaders to understand that ‘silence by the youths via apathy doesn’t smooth things over. It merely pushes differences beneath the surface and can set in motion powerfully destructive forces as when people stay silent about important disagreement, they can begin to fill with anxiety, anger, and resentment as long as the conflict is unresolved’. To also make 2019 general election bear the targeted fruit, Nigerian youths must realize that whoever would be too secure in the time of peace will often be found dejected in the time of war’. This fact no doubt points at the urgent need for Nigerian youths to develop a pragmatic collaboration which will represent a set of values that encourage constructive views as well as provide support for candidates with the interests of moving the nation forward.

Editorial Commentary NBA President’s trial and matters arising Times Guest Columnist J. S. Okutepa
I read the news being circulated on social media by Mr. Olakunle Edu to the effect that the planned arraignment of Mr. Paul Usoro (SAN) will be an assault on the unity and nobility of Nigerian lawyers. He wrote thus: “ASSAULT ON THE LEGAL PROFESSION MUST STOP. Good morning colleagues. Is the EFCC’s persecution of the NBA President not an attempt to test the unity and brotherhood of the bar? Of course there is a bigger issue here: policing the fees lawyers charge clients. Therefore, the persecution is not primarily targeted at the person of Paul Usoro, SAN. It goes beyond the President. It is an attack on the sanctity of the age-long immutable and judicially established doctrine of lawyer-client privilege. The NBA President represents an institution and it is that institution that is being targeted. It happened to the Judiciary and we thought we were spared. They tried it with Mike Ozekhome, SAN and E.B. Ukiri (former NBA 1st Vice President). No government agency has the power to regulate fees charged by members of any profession. Lawyers have the right to take up briefs pro bono or also charge any amount. It is equally the right of the client to reject or accept the terms of engagement. Third parties have no locus standi in contractual matters. They are meddlesome Interlopers. Should we allow EFCC to continue this persecution? Today, it is the NBA President; tomorrow it may be used as a precedent to launch criminal investigations into fees charged by members of the Nigerian Medical Profession, ICAN, NSE and other professional bodies. Do we stand aloof or sit on the fence and allow such brazen intrusion on our privileges? Do professionals now allow external regulation of professional fees or we should investigate the sources of fees paid to us by their clients for services rendered, before accepting the fees? Do we continue to say, as lawyers, we are not individually affected?” With the greatest respect to Mr. Olakunle Edu, his write up is ladden with sentiments and the whipping of emotions and it failed to address core issues of law and ethics of the legal profession. First, there is no attack on the noble profession. We must stop whipping up sentiment. The legal profession is a noble one. It does not encourage conduct that aids and abets wrongs. The charge I read does not attempt to regulate the fees charge. The charge does not try to intrude into client-
lawyer relationships. The charge seems to question the propriety of a lawyer being paid from government coffers for a brief done for a private citizen. Whether that is right or not can only be decided by the court to which the matter has been turned over to. The charge wants to know whether what was done was right or wrong. I believe what is wrong is wrong and no amount of baptismal colouration can give a wrong the the true meaning of right. We must be ready to learn and get precedents. The only institution that can set binding precedents is the judiciary. I get worried when as lawyers we play to the public gallery and ignore the real issues. I am not going to allow myself or any other right thinking members of the Bar to be dragged into purely what is Mr. Paul Usoro (SAN)’s personal issue with security agents. The issues of fees he allegedly collected for the alleged briefs he did for his clients are or were not done in the cause of his duty when he started occupying the seat of the president of the Nigerian Bar Association (NBA). This issue was there before he put himself forward for NBA election. Even the election that led to his being declared NBA president is still subject of both ethical and criminal controversies. As lawyers, we must avoid sentiments. Sentiments command no place in legal proceedings. I have said before and I say here again that as lawyers we must live above board. As lawyers, we have no immunity in our clients-lawyers relationships if and when crime is alleged to have been involved in the cause of that relationship. As lawyers we must respect judicial process. The issues involving Mr. Usoro (SAN) have been turned over to the judicial arm of government. We should and must have confidence in the judicial process. Taking to the social media to campaign as it were, that Mr. Paul Usoro SAN is being persecuted, with respect, amounts to interference with the judicial process. The court before which he has been arraigned is the only competent authority that can make the pronouncements. Those who believe in his innocence can join the legal team to present his case in court. I do not see his arraignment as harrassment of the Bar or Nigerian lawyers. Nigerian lawyers have to obey the law of the land. The only persons who, by my limited knowledge of law, have immunity from criminal and civil prosecution, while in the office, are the president, vice president of Nigeria and governors and deputy governors of the states in Nigeria. As lawyers, we owe a duty of respect to and obedience to the rule of law and due process. I say no more.
OUR POSITION FG, recognition and heroic performance The unique occasion of December 6, 2018 where President Muhammadu Buhari decorated the sole winner of the 76th Nigerian National Order of Merit (NNOM) Award 2018, Olufemi Obafemi, a Professor of Literature from the University of Ilorin, definitely represents a positive development. The award, no doubt is commendable and there is the need to celebrate the recipient nationwide so as to encourage other citizens especially the young ones to develop passion for research and academic excellence in their various fields of endeavours. NNOM is Nigeria’s national bard which is held by tradition and popular acclaim to represent the identity, beliefs and principles of our national culture. The national poet as culture hero is a long-standing symbol. NNOM is the highest award for intellectual academic and creative achievement given by the Nigerian state on the statutory fixed date - first Thursday of December every year. It is instructive to note that the 2018 award was conferred on Obafemi by President Buhari on Thursday at the Council Chamber of the Presidential Villa, Abuja. President Buhari further urged the awardee to hold high the intellectual work, assuring that his administration would continue to promote excellence and national unity. The Chairman, Governing Board of the Nigeria National Merit Award, Prof Shekarau Aku Yakubu, also said that members of the board were very proud to present the 76th recipient of the award for 2018 to Mr President. Yakubu described Prof Obafemi as a true embodiment of the noblest ideas of Nigerian citizenship and genuinely committed to social crusader, a nation builder and pathfinder. “Obafemi is a multi-talented and many-sided personality, playwright, poet, novelist, a great scholar and translator and a public intellectual per excellence. He is morally committed to promotion of social justice in our nation. This Laureate is indeed a source of pride to Nigeria and the Nation is indeed blessed to have such a distinguished teacher whose potentials should always be tapped for the growth and sustainable development of the country. His efforts will continue to blaze new trails of academies excellence for the progress of our nation. In is acceptance speech, Prof Obafemi expressed profound gratitude to President Buhari for accepting the decision of the Board of the Nigerian National Merit Award to confer NNOM Award 2018 on him. The Kogi State born laureate also disclosed that with good educational policies combined with merit, the children of the poor with humble and lowly parentage can rise to stand before the President to receive the Nigerian National Order of Merit, the highest honour and recognition for ‘academic and intellectual contributions made by citizens of Nigeria’. He also thanked the Board for finding him deserving of the Award. “I must say that I do not take the honour for granted at all, considering the number of nominees from among whom I was picked for the Award. It compels me to take a deep reflection on how I arrived at this point in life,” the recipient said. It is significant to note that Obafemi told Buhari that “with the Change philosophy of your government, added to your proverbial and nationwide personal reputation for integrity and commitment to national development, peace and national security, the time is now to utilize the merit inherent in these institutions and other similar institutions in this potentially great country, with the bubbling energies of its teaming youths, whose future depends on today’s envisioned governance.”
Obafemi also disclosed that his undergraduate and graduate studies were financed through the Kwara State Government Scholarship and the University of llorin Staff Development Schemes as two critical lessons emerge from this narrative. He said, “It is time for us to open participation space for the production, distribution and exchange of the nation’s mammoth endowments-material and ineffable in order to take the nation to where it can, and should be, as the country on whose shoulders the destiny of the Africa continent rests. Dedicating the award to his family and other stakeholders, Obafemi acknowledged their roles “as represented here by my wife and children, and to my larger family of teachers and mentors, living and deceased, as well as all my students who have crossed my path in the nearly five decades of my academic and intellectual journey-without whom I will not be here today.” We are of the opinion that Obafemi, the recipient of this year National Merit Award, represents the true spirit of dynamic and articulate Nigerians who are breaking new grounds and excelling in any human activities. We also submit that there is the need to ensure that the award is turned to enviable national prize that will make every Nigerian youth to aspire to win, thereby promoting critical research and development in different academic field. In a situation where only one person was found worthy of the prize in a country of two hundred million people, definitely NNOM is not a prize anyone can buy with money but exceptional knowledge. We therefore call on the federal government to increase the prize for the winner to make it very competitive and a national pride. We salute the heroic performance of Prof Obafemi and we urge Nigerians take a cue from him.

The General Officer Commanding (GOC), 82 Division Nigerian Army, (NA) Major General Emmanuel Kabul has inaugurated a General Court Martial (GCM) to try erring personnel of the Division. At the inauguration of the court at the 82 Division Officers’ Mess in Enugu, the GOC enjoined members of the GCM to adhere strictly to the rules of law and strict obedience to the Constitution of Federal Republic of Nigeria (CFRN) 1999 as amended. General Kabul described discipline as the bed rock of Military profession. According to him “the operational efficiency of any military force is a mix of sound administration and rigid disciplinary measures. “Thus, a disciplinary measure in the
military to which court martial belongs, is aimed at guaranteeing a highly disciplined and battle ready army, which is in line with the Chief of Army Staff vision to have a professionally responsive Nigerian Army in the discharge of its Constitutional roles”. “In this vein, trials in the NA must be organized and administered in accordance with provisions of the 1999 constitution of the Federal Republic of Nigeria (CFRN) as amended”, he added. The essence of the GCM, in addition to the dispensation of justice, is to send the right signal to the NA personnel that may fall into the temptation of violating extant rules and regulations, - that acts of indiscipline will be met with appropriate disciplinary action. He charged all the parties in the cases to avoid unnecessary technicalities that would delay the trials and in the process wastes a lot of resources. “Let me recall both Section 36 of the 1999 CFRN (as amended) and Section 122 of the
Armed Forces Act, CAP A20, Laws of the Federation of Nigeria 2004 which emphasize that expeditious and speedy trials form the basis of which fair trial must rest”, he stated. Major General Kabuk further reiterated the popular beliefs that justice delayed is justice denied, justice delayed is not justice denied and justice delayed - is not justice at all, he added. Colonel Edwàrd Abore is the President of the GCM. He promised to administer justice in line with Armed Forces Act Cap A20 law of Federal and CFRN 1999 as amended. He made it clear that all the accused are entitled to legal representation of their choices. Twelve Soldiers will be appearing before the GCM on various charges. In the military, offences that cannot be summarily tried are the ones that are referred for court martial as contained in Section 124, Sub Section 6 of the Armed Forces Act.
CSDA executes 268 projects in A’Ibom Titus Akhigbe, Benin-City The women wing of the Coalition Against Land-grabbing and Deforestation (CALD), on Tuesday, protested the alleged grabbing of their 14,000 hectares of ancestral farmland by Okomu Oil Palm Company Plc. This was contained in press statement entitled “Land-grabbing, environmental and livelihood destruction of the Okpamakhin community of Owan forest zone of Edo State by Okomu Oil Palm Company Plc” signed by its coordinator, Mrs. Joan Obazee and four others, made available to Journalists in Benin City. Mrs. Obazee said the protest became necessary as the activities of the company have made life difficult for them. She said the immediate past governor of the state had after the revocation and refusal of the company to vacate the farmland, made a confirmation press statement that the said land stood revoked and that they should vacate it. The CALD coordinator said the reasons for the revocation were backed with an empowering state forestry laws that the land meant for regeneration was sold to second and third parties and not in the public’s interest.

FG to make ICPC’s academy best in Africa, says Buhari Andrew Orolua, Abuja President Muhammadu Buhari on Tuesday said that the training arm of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), the Anti-Corruption Academy of Nigeria (ACAN) would be made the best anticorruption training institution in Africa. He said the Federal Government is committed to achieving that goal under his administration. Buhari stated this at the opening ceremony of the training workshop on Corruption Risk Assessment (CRA) for heads of anticorruption agencies in Africa. He noted that the support for
ACAN had become necessary in order to help Nigeria and other African countries deal with the massive problems of corruption on the continent. President Buhari observed that the fight against corruption was a battle for the soul of several countries in Africa which must be won, adding that CRA being championed by ICPC was a good tool for ensuring the success of the battle. He promised that, “ACAN has earned our support as it moves to becoming a focal centre for anti-corruption studies in Africa.” The President called on the participants from over 30 Africa Union (AU) member countries to domesticate the CRA template, stressing that the training can only be
meaningful if the Assessors are put to work back in their countries. Earlier, the Acting Chairman of ICPC, Dr. Musa Usman Abubakar, in his welcome address noted that the introduction of CRA by ICPC had helped government to block avenues for corruption in its financial systems. Dr. Abubakar listed some of the areas where the Commission had conducted CRA to include the ports sector, Nigerian international airports and selected Ministries, Department and Agencies (MDA) which had led to a significant reduction of opportunities for corruption in Nigeria. Stressing the need for CRA training, he said: “When loopholes and leakages in the
systems are plugged, people will be denied access to public funds and as such will not have the opportunity to misappropriate it. “This is against pursing individuals after the deed is done, an action that drains a lot of resources amidst challenges that create uncertainty of outcomes. To this end, ICPC stands on the principle that an ounce of prevention is worth more than a tonne of remedy.” About 42 participants drawn from Mauritius, Mali, Kenya, Lesotho, Guinea Bissau, South Africa, Morocco, Togo, South Sudan, Sierra Leone, Liberia, Rwanda, Ghana, Senegal, Benin Republic, Zambia, Niger, Burkina Faso, Algeria, Burundi, Democratic Republic of Congo, Cote D’Ivoire and Tanzania are taking part in the workshop.

2019: Kano INEC trains northwest officers on voters’ education Yakubu Salisu, Kano The Independent National Electoral Commission (INEC) North West Zone, on Tuesday organised capacity building workshop to train its staffs in preparation for the 2019 general elections. The Capacity Building Programme, which took place at the Aminu Kano Centre for Democratic Research and training, Mambayya, had over 200 Desk Officers in attendance. The Resident Electoral Commissioner, Prof. Shehu Riskuwa, represented by the Administrative Secretary, Muhammad Sani Muhammad said, voters education is considered a priority to the commission hence, the need to train the officers who in turn, would enlighten the public particularly those at the grass root. According to him, to have a successful electoral process, the voter must be well informed, and considering informations available to the Commission, INEC deems it necessary to embark on such enlightenment programs. Riskuwa said, the main purpose is to address issues such as voter’s rights, voting process, identification of political parties and other arising matters concerning elections.

2019: Atiku unveils plans to CAN, gets commendation Short News Tunde Opalana, Abuja The Christian Association of Nigeria (CAN) on Monday night in Abuja commended former Vice President of Nigeria, Atiku Abubakar for being the first presidential candidate to honour its invitation for an interactive session on his plans for governance if he wins the 2019 Presidential election. A statement from the Atiko Media Office said that Atiku, Presidential candidate of the Peoples Democratic party (PDP) in the 2019 Presidential election, was at the Ecumenical Centre in Abuja on Monday night for a two-hour interactive session with members of CAN who wanted to know how he would govern Nigeria if he wins the 2019 Presidential election. Issues discussed during the session included how an Atiku government will improve power supply, increase the number of women and youth in governance, whether he was under any influence by foreign concerns to do their bidding, how the challenge of high maternal mortality rate will
be addressed, how to grow the economy, put a check on insecurity and how he would stop nepotism in governance. On power supply, Atiku was reported to have said, he would adopt the “captive power strategy” where specific power stations would provide power supply for specific areas adding that the strategy would ensure availability of power supply across the country within his first two years in office. He said that a study has revealed that the adoption of captive power stations will yield greater results than reliance on gas to generate power. He also said that there were companies willing to provide power at affordable rate using the captive power strategy. On growing insecurity in the country, he said that the incident would be stemmed by providing jobs for the teeming youths who were idle and willing to be used as instruments of destruction. According to him, instead of the present administration providing three million jobs yearly as it promised, a total of 11 million jobs have been lost since the President Muhammadu Buhari came into
office in 2015. He listed the retooling of the nation’s armed forces for better performance among other strategies that have been penciled down as means of improving the effective security network of the nation. On how to revive the economy, he said that he would create the right environment that would attract foreign and local investors who ran away from the country due to harsh economic and investment climate. Experts express concern over high rate of infertility Kehinde Akinpelu, Ilorin A Medical expert with Medclev Medical Centre, Ilorin, Dr. Ibrahim Lawal has advised couples with challenges on conception in Africa to seek for early medical intervention rather than blaming such predicaments on witches and wizards. In a press conference yesterday in Ilorin, he said the recent prevalence of infertility in Nigeria especially among newly wedded couples has become a source of concerns to Obstetrics and Gynaecologists. According to him, he faulted the usual heaping of blames of delayed conceptions on women just as he explained some commonest reasons responsible for such ordeals. He said, “recent statistics in Nigeria have shown a surge in the numbers of those with the problems of conception. Kogi lawmaker loses seat for defecting to PDP Tunde Opalana, Abuja The Kogi State House of Assembly has declared vacant the seat of Linus Enenche, the member representing Olamaboro Constituency of the state. The decision taken on Tuesday on the floor of the house in Lokoja followed the recent defection of Enenche from the ruling All Progressives Congress (APC) to the main opposition party, Peoples Democratic Party (PDP). Enenche lost his seat following a motion moved to that effect by the House Majority Leader, Bello Hassan Abdullahi. Abdullahi had hinged his motion on a letter transmitted to the House by the state Chairman of the APC,
Abdul Bello, informing the House of Enenche’s defection. He said the letter also stated that Enenche will be seeking a return to the house on the platform of his new party, the PDP during the 2019 elections. By this action, Abdullahi explained that Enenche had contravened Section 109 -1 Sub Section G of the 1999 constitution as amended. The motion was seconded by Ahmed Mohammed but a member of the PDP in the house objected on grounds that there was no evidence to back the motion. He also argued that Enenche had already dragged the APC to court over the matter. The Speaker, Mathew Kolawole, however, overruled him and put the
motion to vote. Two of the three members present during the plenary voted yes while the only PDP member among them voted no. Enenche, who later spoke with journalists, described the action of his colleagues as reckless and unconstitutional. The lawmaker who spoke on phone said that the matter was already in court, saying that declaring his seat vacant was null and void. He alleged that the leadership of the House had refused to pay his salary and allowances for the past seven months. Enenche said all efforts made by him to get his entitlements released proved abortive as the Speaker claimed that he had been directed not to pay him.
The Special Fraud Unit (SFU) of the Nigeria Police has charged a company Manager, Ayo Balogun, with N100 million fraud and issuance of dud cheques. The accused, who is Manager of Cash Craft and Asset Management Ltd., was charged before Justice Oluremi Oguntoyinbo of a Federal High Court in Lagos. The judge had issued a bench warrant for his arrest following an application by the prosecution counsel, Mr Sylvester Azubuike. The accused had failed to appear in court to face the charges. He was charged alongside one Sunday Olorunjuwon, who had earlier been arraigned. Balogun was consequently arrested and brought to court. He, however, pleaded not guilty to the charges. The court admitted him to bail in the sum of five million naira, with two sureties in like sum. According to the judge, the sureties must be owners of landed property within the court’s jurisdiction and possess three years’ tax clearance.
Data collection should be totally IT-enabled for effective service delivery, says NIGCOMSAT
Nigeria Communication Satellite Limited (NIGCOMSAT) on Tuesday said that data collection systems in the country should be totally Information Technology (IT)-enabled for effective service delivery. Its Managing Director, Ms Abimbola Alale, said this during the 2nd Annual workshop organised by the Nigeria Computer Society (NCS) Abuja chapter with the theme “Data Management for Economic Growth”. Represented by Mr Mohammed Giya, NIGCOMSAT Senior Manager, Development, Alale said that the traditional means of collecting data in the country encouraged flaws in the system. According to her, accurate data value chain is key to tackling socioeconomic problems in the society and has the capacity to increase the country’s Gross Domestic Product (GDP). He said “we are still operating traditional means of data collection, some of these data collection agencies still carry about files in the process of collecting data across the country. “Data collection should be IT-compliant for effective service delivery and to avoid mistakes in the system.” She said that some data deployed in making policies in the country were estimated and usually politically-driven. The NIGCOMSAT boss explained that without accurate data, government would be handicapped in making effective policies that should address the needs of the people.

Police Recruitment: Over 104,000 Short News apply for 10,000 slots in 12 days
The Police Service Commission (PSC) says it has received 104,289 applications towards the recruitment of 10,000 constables into the Nigeria Police Force. The Commission had received 21,878 applications on December 4, five days after the recruitment portal was opened. President Muhammadu Buhari recently approved the recruitment of 10,000 police constables to beef-up the strength of the force. A statement by the
commission’s Head, Press and Public Relations, Ikechukwu Ani, on Tuesday in Abuja, said the applications came 12 days after the recruitment portal was opened on November 30. Ani said the applications hit the 104, 289 mark at 1.30 a.m on Tuesday. “The portal is expected to close on Jan. 11, 2019 in line with the Federal Character requirement of six weeks,” he said. He said Niger State had the highest number of applications of 7,985, followed by Kano with 7,
513, Katsina, 6,820, Bauchi, 6,204 and Kaduna, 5,729 applicants. The spokesperson said Bayelsa State had the lowest applications of 347, Lagos State, 516, Ebonyi, 600, Anambra, 605, Abia, 733 and Imo, 870. Ani said out of the 104,289 applications received so far, 93,871 were males while 10,418 were females. He said the commission was committed to a transparent exercise that would abide by the rules and regulations of the Public Service.
EFCC arraigns man for N11m fraud Andrew Orolua, Abuja
The Economic and Financial Crimes Commission (EFCC) on Tuesday arraigned one Abdulrahman Saki before Justice D.Z. Senchi of the Federal Capital Territory (FCT) High Court Jabi, on a two-count charge bordering on obtaining by false pretence to the tune of N11, 000, 000 only. Abdulrahman was alleged to have collected the money as payment for a purported plot of land located at No. 89 SIL Estate Mbora District, Abuja to his victim, without providing the land. One of the counts reads: “That you Abdulrahman Saki sometime in July 2016 in Abuja, within the judicial division of the High Court of the Federal Capital Territory, with intent to defraud, did obtain the sum of N10,000,000 (Ten Million Naira) only from one Mrs. Rita Abiodun Owase under the false pretence of selling plot No. 89 SIL Estate Mbora District, Abuja to her, a fact which you knew to be false and thereby committed an offence contrary to Section 1(1) (a) of the Advanced Fee Fraud and other Related Offences Act 2006”. He pleaded “not guilty” when the charges were read to him. In view of his plea, the prosecuting counsel, Nguper Tertsua, asked for a date for the commencement of trial. Justice Senchi, thereafter, granted the defendant bail in the sum of N1million and one surety in like sum.
New electoral act, recipe for chaos – BMO Tom Okpe, Abuja The Buhari Media Organization (BMO) has stated that the new electoral law is a recipe for chaos in the country saying that President Buhari’s decision to withhold accent to the Amended Bill forwarded to him by the National Assembly is in the best interest of Nigeria’s democracy. The group noted in a statement signed by its Chairman Niyi Akinsiju and Secretary Cassidy Madueke that the decision has saved the country from a chaotic electoral process. The statement reads: “It is trite that the deployment of a new electoral law only two months to an election is a recipe for chaos. Introducing a new law that redefines fundamentally the processes of our elections is only setting a shaky foundation for the 2019 polls. “Also, with such fundamental changes such as the introduction of electronic transmission of results, and the compulsion in the use of the card reader without any remedy, among others, staff of the Independent National Electoral Commission (INEC) would have to be trained and re-trained within two months, a period that is certainly not enough”. The group pointed that an ECOWAS Protocol on Democracy and Good Governance discourages any forms of amendments or changes to electoral laws 6 months before any election, and hailed the President for complying with democratic best practices.

I’ll offset accumulated gratuities, pension – Gov Akeredolu Adewale Momoh, Akure Ondo State Governor, Oluwarotimi Akeredolu has promised that the state government will start clearing accumulated gratuities of retired workers and the remaining arrears of pension as from January, next year. Akeredolu stated this in Akure, the state capital, while addressing retirees on the occasion of National Pensioners’ Day Celebration with a theme: Pension Without Tension, Without Tears: A Task that must be accomplished by the Union in the years ahead”. Represented by his Special Adviser on labour matters, Alaba Isijola, the Governor said necessary machineries were being put in place to ensure that pensioners in the state receive their pension and gratuities regularly. Majority of retired workers since 2011 are yet to collect their gratuities while local government pensioners are also being owed three months pension and state pensioners are being owed one month pension. Akeredolu said, “We inherited seven months pension arrears from the previous administration, but as at today we have cleared almost everything. On the gratuities,
the government has mapped out strategies of paying affected pensioners as from January (2019). So be rest assured that we will not promise what he cannot do.” The governor said welfare of pensioners was very paramount to his administration, hence the decision to approve three of the requests of the Nigeria Union of pensioners (NUP) the state chapter when its leadership visited him recently. In an address, the state chairman of the Nigeria Union of pensioners (NUP), Chief Raphael Adetuwo called President Muhammadu Buhari and state governors to implement a section of the 1999 constitution that compels upward review of their pension to enable them cope with economic reality in the country. Adetuwo noted that continuous violation of section 173 subsection 3 and 210 (3) of the Constitution by government had exposed many retirees to untold hardship as some of them collect ridiculous pension like two to five thousand naira monthly. He said, “besides, it is inhumane that there are still some pensioners whose monthly pension is less than N5, 000 while many receive over N500, 000 monthly”. Adetuwo lamented that
thirty percent pension increase approved in 2014 was yet to been implemented by both the federal and state governments. The NUP chairman who commended on governor Akeredolu for paying their pension regularly since he assumed office, urged him to offset accumulated gratuities of many pensioners and harmonised discrepancies in monthly pension of retirees. “Non-harmonization of pension is another painful issue to pensioners. A grade one principal of school who retired in 1986 received N40,000 per month while his counterpart who retired in 2013 received N250,000 monthly”. “It is our belief that if there is a minimum wage, there must also be a minimum pension and people who are retired on the same post and the same grade level ought to be earning the same monthly pension no matter the number of years separating their time or date of retirement”, the pensioners’ chairman said Adetuwo joined the call for the creation of ministry of pension affairs by the federal government to resolve various teething challenges of the senior citizens with more pragmatic approaches nationwide.
2019: PSN, stakeholders decry militarisation of election process Tunde Opalana, Abuja Stakeholders at the recently concluded Peace and Security Network (PSN) quarterly Confab series has called for a stop in the use of heavy security presence during the 2019 general elections. The stakeholders warned against the repeat of 2015 general elections and the 2019 governorship elections in Osun and Ekiti where security agencies where used as “agents of intimidation through heavy-handed militarization”. This was contained in a Communiqué issued at the end of the confab series in Abuja on “Securitization of The Electoral Process and Prevention of Violence Towards the 2019 Elections”. The stakeholders also urged security agencies to focus on the states and the local governments to strengthen interagency activities as well as collaborate with peace committees at the local level. Going forward, the stakeholders also recommended an Interagency Consultative Committee on Election Security (ICCES) meetings conducted between different security agencies towards the success of the 2019 elections at the national and publicized and critical outcomes shared to sensitize and build confidence of the electorates.
Gunmen abduct business man in Alieru Haruna Aliyu Usman, Birnin Kebbi There was disquiet at Alieru town the headquarters of Alieru Local Government Area of Kebbi state when some unknown gunmen reportedly abducted one Mustapha Asufab during morning prayers. Mustapha is a famous handset dealer in Alieru and also owns shop where electrical appliances are being sold. During the operation one Imamu Haruna who dragged with them was shot by one of the gunmen but is being treated at the Federal Medical Centre, Birnin Kebbi and is responding to treatment. Available information revealed that the abductors are yet to name ransom. However, DSP Danjuma, the Police Public Relations Officer said the matter is yet to be reported to the police as at the time of filing this report.

Customs seize Indian hemp, others worth N5.1bn in 4 months Temitope Adebayo The Nigeria Customs Service, Federal Operations Unit, Zone A, Ikeja, on Tuesday disclosed that between August 17 and December 10, the Command recorded a total seizure worth of N5.1billion. The Controller of the zone, Mohammed Aliyu, in Lagos yesterday told newsmen that the latest seizure was 3792 kilogramme of cannabis (Indian Hemp) worth N379.2 million. Aliyu explained that this was the largest consignment of cannabis ever seized in the history of the FOU Ikeja. Other items seized in addition to the Indian hemp within the period under review, according to Aliyu, included 58 vehicles, 39,664 bags of foreign parboiled rice (equivalent of 66 trailers), 3,252 frozen poultry products, 2,887 jerry cans of vegetable oil, 5x20ft containers of unprocessed wood, 2,520 bales of used clothing and 710 cartons of tramadol. Lamenting the dire consequences of illicit substance intercepted by officers and men of the Nigeria Customs Service, Aliyu said no one knew the potential victims that may use the dangerous substances as they could be any member of a Nigerian family. He said the men of the NCS made sacrifices to combat the menace of the illicit substances. Aliyu noted that fighting the menace of drug abuse was fighting for the future of endangered youths and any wouldbe user of the illicit substance. “As an enforcement unit of the service, the FOU will not rest on its oars until there is a total compliance that will translate to effective revenue generation, suppression of smuggling, facilitation of legitimate trade and protection of our national security. “We are determined to stem the tide of those who have decided to be non-conformist to a legitimate process of importation and exportation clearance processes.” Speaking further, the FOU Controller said that the desire to complement the Comptroller General of Customs, Col. Hameed Ali, (Retd)’s policy of entrenching transparency and integrity was the determining factor for his uncompromising stance on smuggling. He stated that FOU was the head of the second layer of defense in enforcing the role of the service and complementing the activities of the area commands. The Customs helmsman said the unit intended to accomplish the enforcement of the Federal Government’s policy across the border commands. According to him, the proactive steps of enforcement are truly achieving the desired result in sustaining agriculture and self-sufficiency in food production, revamping the economy, protecting national security and ameliorating the potential health hazards of the negative impact of smuggled items on Nigerians.

The Managing Director of the Authority, who was represented by the Director of Engineering, Engr Nurudeen Daura, at an event, held at Radisson Hotel, Ikeja, Lagos yesterday, noted that the forum was aimed at developing a financing mechanism which will optimize the cash flow of FAAN, while also providing the much-needed support to our contractors, to enable them access opportunities for working capital enhancement. He said that the scope involves working with selected financial institutions, was to provide liquidity to its major contractors through direct and contingent funding. CBN to blacklists banks, others over abuse of FX restrictions Motolani Oseni Over the abuse of 41 items access to Foreign Exchange (FX), the Central Bank of Nigeria (CBN) has said, corporate entities and their directors will be blacklisted from operating in the country’s financial transactions. Other sanctions by the apex bank include the closure of their bank accounts; and restricting them from maintaining any bank accounts in any bank under the CBN remit. The circular signed by the Director, financial policy and regulation department, CBN, Mr. Kevin Amugo, noted that commercial banks that provided their platforms for such economic abuses would be appropriately sanctioned. According to him, “The CBN views this development with trepidation. The Economic Intelligence Unit of the Bank in collaboration with the Economic and Financial Crimes
Commission would commence an immediate investigation of the accounts of the corporate and entities engaged in this unwholesome act to visiting severe sanctions on all the culprits.” He noted that banks are by this new notice advised on strict compliance with the Know Your Customer (KYC) and Know Your Customer Business (KYB) requirements and to be guided appropriately. The apex bank as part of its developmental objective of employment generation and inclusive growth in Nigeria on July 1, 2015, restricted the availability of foreign exchange to the importation of 41 items, which could be competitively produced within the country. According to him, “This policy has resulted in massive investments and the establishment of cottage industries that now engage in the production of the restricted items across the country. The growth and employment benefits have been phenomenal. “Unfortunately, trade information available
to the CBN indicates the circumvention of the policy as the restricted items is being dumped in the country. The implications are that the growth and employment benefits arising from the policy may be eroded if not checked.” Meanwhile, the Director, Trade & Exchange Department, CBN, Mr. Ahmed Umar in another circular has banned importers of fertilizer access to FX on the nation’s FX market. According to the circular, “In the continued effort to sustain the achievement recorded from the classification of 41 import items as “Not Valid for Foreign Exchange” in the Nigerian Foreign Exchange Market, authorized dealers and the general public are hereby notified of the inclusion of “Fertilizer” on the list effective December 07, 2018. “However, CBN will ensure that transactions (Form ‘M’) on fertilizer for which payments are outstanding are settled at the appropriate settlement dates.”

Motolani Oseni It has become imperative for all hands to be on deck, as Nigeria hope to achieve its target of reducing financial exclusion levels to 20 per cent by 2020. Because of this, analysts have urged the Central Bank of Nigeria (CBN); Deposit Money Banks (DMBs); Microfinance Banks (MFBs); Development Finance Institutions (DFIs); Merchant banks, and nonbank financial institutions to continue supporting and promoting financial literacy among students, and the unbanked Nigerian youths. To this end, the CBN had developed the Financial Literacy Framework (FLF) in collaboration with other stakeholders, which has been approved for implementation since 2013. It is, however, worthy of note that the Federal Government of Nigeria launched the National Financial Inclusion Strategy (NFIS) in 2012, which was to also reduce the number of adult Nigerians, who are financially excluded from 46.3 per cent in 2010 to 20 per cent in 2020. The CBN alongside many other organisations has strived to ensure financial capabilities are spread around the country, as the country bid to reach its self-set financial inclusion goal of 80 per cent by 2020. This has, however, led to many initiatives and policies that will help address the use of financial services across the country. The need for intervention There is a need for interventions because Nigeria is an entrepreneurial economy with an estimated 37 million micro-, small-, and medium-sized companies in the country, and their contribution to economic growth and job creation is significant. In fact, there is a large number of self-employed entrepreneurs who support themselves and their families by supplying goods and services to the economy. Many of these businesses have the potential to become more prominent and more prosperous, but their growth is restricted for a variety of reasons. Access to finance has been singled out as a crucial prerequisite to the growth of these businesses. Other key challenges constraining financial inclusion growth, including unforeseen socioeconomic shocks, such as the economic recession and insecurity in parts of Northern Nigeria, the slow uptake of digital financial services (DFS) and limited rollout of national identity numbers (restricting the ability of financial service providers to meet know-your-customer (KYC) requirements, among many others. APC crisis: Shettima, el-Rufai, South-West committee meets Ondo, Ekiti aggrieved members Governors of Borno State, Kashim Shettima, Nasiru El-Rufai of Kaduna State were in Ado-Ekiti on Monday where the All Progressives Congress (APC) national peace and reconciliation committee held an interactive hearing with aggrieved party members from Ondo and Ekiti states. The committee which has Governor Akinwunmi Ambode of Lagos, former Deputy Governor of Ekiti State, Professor Modupe Adelabu, D-G of NIMASA, Dr Dakuku Peterside and Barrister Sa’ida Sa’ad Bugaje as members is chaired by Governor Shettima with El-Rufai as Vice chairman. The committee’s secretary, Malam Isa Gusau said in an email statement, that during his opening remarks, Governor Kashim Shettima urged members to draw some inspiration from leaders who have made sacrifices under difficult situations. “Party politics is sometimes unpredictable. However, we must summon the courage to fight our instincts by looking into the wider
picture. If we are to go back to the formation of the APC, I think the first victim of the party’s compromises is Asiwaju Bola Ahmed Tinubu. “We all know what Asiwaju had put into the APC, but when it was time to determine the running mate of President Muhammadu Buhari, Asiwaju had to painfully compromise his interest for the overall interest of the party. “Governor Akinwunmi Ambode who will join us here, is for me, winner of Nigeria’s politician of the year award. From 1999 to date, I don’t think any Nigerian politician has demonstrated his level of courage in the way he has handled the outcome of the governorship primaries in Lagos. “He is a governor who has worked exceptionally but as I said, politics sometimes comes with unpredictable outcomes. Our courage in reacting to situations like Governor Ambode has withstood is what separates boys from men. I think anyone unhappy with the outcome of the APC primaries should draw inspiration from Governor
Ambode. “So, we are here to make all of you here recognise that each and every one of us is very important to the APC and you can’t be disregarded as if your feelings do not matter. We are here not only to respect your individual self esteem and console you, but also to look into possible ways we can recommend for the party to placate aggrieved members through immediate windows or future opportunities,” Shettima said. Governor El-Rufai, former Deputy Governor of Ekiti, Adelabu, Peterside and Bugaje took time to appeal to the aggrieved members to look into the future in the best interest of the party. The aggrieved members, who took turns to explain their grievances from fall out of the APC governorship, National and state assembly primaries, also gave suggestions on how to resolve the party’s crisis. A unanimous position shared by most aggrieved members is their commitment to work for the party’s presidential election. Majority indicated interest not leave the APC.
ADC says it stands with CUPP on adoption of Atiku as presidential candidate The African Democratic Congress (ADC) has said that it is in full support of the decision of the Coalition of United Political Parties (CUPP) to endorse the presidential candidate of the Peoples Democratic Party (PDP), Alhaji Atiku Abubakar, as its joint presidential candidate. The National Chairman of the party, Chief Ralphs Nwosu, who disclosed this during ADC’s Fund Raising Dinner/First Annual Global Handshake Awards, in Abuja, said ADC’s main priority was the wellbeing of Nigeria. He said as a party with integrity, ADC would always abide with the provisions of the CUPP Memorandum of Understanding and assured members, stakeholders and supporters that all grey areas would be addressed to ensure that all ADC votes were protected in the National Assembly and other elections. According to a release by the National Publicity Secretary, Mrs Yemi Kolapo, Nwosu said this just as he maintained that ADC’s 115 sitting legislators at the state and federal levels and others contesting election at different levels would defeat the ruling and other parties in 2019. On the fate of the party’s presidential candidate, Dr. Obadiah Mailafia, the National Chairman explained that all presidential aspirants had been properly briefed
before the primary on the decision of the party to adhere strictly to the provisions of the CUPP MoU. “Our presidential aspirants were properly briefed before and during the screening exercise for the primary. We made it clear to them that they, and presidential candidates of other member parties would have to go into the CUPP basket from where the best would emerge, based on consensus. We made it clear that the party would uphold the decision of CUPP even if they eventually did not make it, because our first priority is to deliver the nation from the hands of the ruling party, and no one can do it alone,” he said. “Since our guide, former President Olusegun Obasanjo, has adopted ADC and played a critical role in the formation of CUPP, we have decided that we will follow the directions given by the Coalition team because we believe they are people of integrity. Our candidate will also respect that decision,” Nwosu added. The Deputy National Chairman, Strategy, Innovation, and Change, Dr. Chike Okogwu, said, “The ruling government has failed the nation, especially in the management of our economy. How can the Federal Government earn about N8.4 trillion but spend N6.4 trillion on fuel importation, thus needing to borrow money to pay salaries and provide
unsustainable infrastructure projects? “The candidate of CUPP will ensure local governments in Nigeria go into generating 30MW of power from either of solar, wind, hydro, gas, coal, and waste dumpsites, among others. Improved power generation will drive innovation and industrialisation.” According to the chairman, ADC currently has over five million cardcarrying members across all the states of the federation. He noted that the fund raising dinner and awards ceremony was to garner support and evolve a peopleoriented party that would effectively respond to the quest for best political leadership that would lead to the realisation of the aspirations of the founding fathers of the country. “We are a members-driven party that gives priority to participation of members in the decision making process. Through our different strategies, we have been able to achieve a membership base of over five million due-paying members,” he said. The Pharmacist turned politician had, at his campaign launch last week, reiterated that his mission in Alausa is to liberate the state and bring true freedom and democracy to the people. He maintained that after 20 years, Lagos yearns for freedom from godfatherism; dilapidated schools; hopelessness; poverty and terrible traffic. He posited that where a state is under the control of one man it can not augur well for democracy and charged Lagosians to use the instrumentality of the ballot to free themselves. Agbaje insisted that as a megacity, Lagos must rightly be compared with others around the world. He added that sadly the comparison shows Lagos has been and remains one of the worst cities to live in the world as it is presently ranked 138 of 140 global cities. “Twelve years after promising and commencing the construction of the light rail system in Lagos, the project remains uncompleted. The example of the Addis Ababa Light Rail is instructive of what diligent governance can deliver. They commenced construction of the Addis Ababa Light Rail in 2011 – half-adecade after Lagos,” he said. He disclosed that over the past
two decades, the government of Lagos, managed by the same core of people, has collected nearly N5.0trn or US$26bn in revenues and spent approximately N6.2trn or US$35bn. “An important question to ask is whether the outcomes generated by this level of expenditure has sustainably improved our state,” he said The PDP candidate also promised to harness the entrepreneurial capacity of Lagosians to ensure that the economy of the state grows rapidly and competitively to ensure sustainable businesses are built to create and support the employment. Without this, he noted that the further descent of Lagos into one huge urban slum will continue. “We must rebuild the industrial capacity that in recent years has been lost to our neighbouring states. Improving the quality of life of our citizens will remain unattained if their access, irrespective of their socio-economic status, to adequate healthcare continues to be unmet,” he said. The Universal Basic Health coverage, according to him will be run through a well- structured and financed, adding that health insurance scheme will be a key priority for PDP administration, under his leadership in Lagos. On waste management, Agbaje maintained that it remains a matter of great shame that after twenty years of governance, the ruling party and its various re-incarnations are still unable to provide and implement a framework that ensures the continuous cleanliness of the state. According to him, the failure of the state, despite huge expense, to discharge a responsibility as basic as waste management “belittles us at the same time as it endangers our collective health.”

Gregory University churns out 100 graduates at 3rd convocation
Gregory University, Uturu, Abia State has graduated 100 students christened ‘Global Leaders’ during its third Convocation ceremony held at the institution’s main auditorium recently. The 100 Global Leaders released at the institution’s 2018 convocation ceremony were those trained with modern state-of-art teaching aids in line with the university’s culture of ensuring high academic standards. A close look reveals that out of the 100 graduands, four persons graduated in the First Class honour category, 58 came out with second class upper, 33 made second class Lower Division, while five came out with passes and third divisions. The ceremony also witnessed the conferment of Honourary Doctorate Degrees on some distinguished Nigerians who had been specially selected for outstanding contributions to the development of society. Light of God Spelling Competition Season 2 ended its 4th edition at St Leo’s Private School, off Toying Street, Ikeja, Lagos, recently. Over 20 junior high schools across Lagos State keenly contested for the Written Spelling competition out of which 47 outstanding pupils qualified for the second stage of Write-the-Word-and-State-the-Meaning competition. The eviction stage saw a dozen finalists slog it out in the final stage of Oral Spelling Drill. Many of the children had problems in all the three stages with the pronouncer, one Dr. Taiwo, managing director of Smart Edu Consult and a phonetic teacher. The winning spelling could have gone to any of the three finalists but for the pronunciation of the word cucumber which sounded like anything but the common fruit children find everywhere in Lagos streets and market places. The winning spell word – Bureau, went to ten year old Ekeh Chidiebele of Dominican Group of Schools, Mafoluku, Oshodi. First runner up was Miss Fortune Aigheyisi of Eucharistic Heart ofJesus Model School and left-handed nine-year-old Miss Abiola Adebola of Bachel Montessori School clinched the third place. Other students who made impressive marks include Miss Tabita Adebola, Chinwendu Ofoegbunam, Maryann Uwakwe and young master David Patrick. Olashore School addresses contemporary issues in stage performance
As part of its silver jubilee celebration, one of Nigeria’s prestigious secondary schools, Olashore International School, has addressed contemporary issues in a given Nigerian community one of which is leadership. The issue of leadership resonates with the leaderships in every sector of Nigeria. Staged in Osun, Lagos, Ibadan and Abuja recently, the play which was written by Chief Jimi Solanke, a writer, actor, director, song-writer, singer and poet, titled “Etiti : All eyes on you” highlights the inconsiderate leadership of the elders of the community and the youth’s protest of neglect, unemployment, self-centeredness of the leaders. However, in summary, the play preaches good leadership from elders and those in possession of power. They are compelled to find out the problems of the people and create solutions to solve them because leadership is a business of facing problems and tackling them. It also x-rayed the reasons the youths should embrace their culture of dressing, language, respect and values as opposed to adopting foreign cultures. Youths are also advised to harness their youthful energies to create jobs for themselves in order to enhance their future and stay clear from laziness. The play, in summary, elucidated that both elders and youths in any community have a part to play to make a community work. Lagos youngster sends favourite Funke Oshonaike crashing at NSF
Veteran Olympian Funke Oshonaike on Monday suffered another defeat at the ongoing 2018 National Sports Festival in Abuja, when she was sent packing 4-3 in the quarter-finals of the women’s singles table tennis event by unknown youngster Nimota Aregbesola from Lagos State. Oshonaike and another veteran player, Segun Toriola, representing Akwa Ibom State, had on Sunday crashed out in the mixed doubles event to Team Oyo 12-10, 7-11, 11-9, 7-11, 11-8 in the last eight.
Pundits had given the match to seventime Olympian Oshonaike, but Aregbesola,a product of the Lagos State grassroots sports developmental programme, had other ideas, as she conjured some magical displays to record the biggest upset of the Abuja 2018 so far, and advance to the semifinals of the competition. Even after the titanic battle, the Ikoroduborn Aregbesola is still in dreamland. “I can’t believe that I won this match. Am I dreaming? I never thought I could beat her when we started the game. The joy in
me knows no bounds because beating a star player like Funke Oshonaike at this stage of my table tennis career is a big achievement which I will savour for a long time to come,” the emotional youngster, a runnerup at the 2018 Asoju Oba Table Tennis Championship in Lagos, said amidst tears. “She is a player I look up to playing someday with but not to the extent of beating her. I must confess, it’s just like a dream for me.” But the 43-year-old Oshonaike, who is based in Germany, dismissed criticisms that
she was too old to compete at the Games, and should have given younger players the chance to showcase their skills at the event. “Nobody can tell me which competition to compete in as long as my body is still active to play. People were saying why did I come for the festival? Let me say that I enjoy playing at the festival and it’s not a big deal that I lost out in the quarter-finals. This is a game where a winner must emerge. I’m happy to be an inspiration to the younger ones. I feel fulfilled in this game and won’t bother what the critics are saying,” she said.
Delta maintains dominance at 19th National Sports Festival in Abuja
Defending champion Team Delta has continued its stronghold on Nigeria sports with its dominance of proceedings at the ongoing 19th National Sports Festival in Abuja. The official medals table released as at Monday evening, Team Delta leads the others with a total haul of 32 medals made up of 20 gold, four silver and eight bronze medals. The closest to Delta State is Rivers State who have so far won 23 medals made up of five gold, seven silver and 11 bronze. Kano is third with 14 medals made up of five gold, six silver and three bronze. Edo State is fourth having displaced host FCT with 14 medals consisting of four gold, four silver and six bronze. Lagos have four gold, two silver and 12 bronze for 18 medals to stay in fifth place. FCT is following behind in sixth place with seven medals of three gold, two silver and two bronze. Bayelsa is in seventh place by having 22
medals of two gold, 14 silver and six bronze. Ondo State have two gold, no silver and no bronze to be in eighth place, while Oyo State have one gold, five silver and six bronze medals to place ninth. The 19th NSF continues today with competitions in various sports. Meanwhile, Delta State has joined the bid to stage the 2020 edition of the National Sports Festival. Former Delta State Commissioner for Sports, Chief Solomon Ogba, revealed Delta’s ambition to stage the Games to reporters covering the festival in Abuja. Only Edo State was in the running for the 2020 edition until Delta joined the race to host yesterday. With 12 stadia scattered all over the state and the recently completed Stephen Keshi Stadium in Asaba, Delta State stands head and shoulder above Edo in the bid to grab the hosting right. Mercy Akide tasks NFF on early World Cup preparations for Super Falcons Ex-International Mercy Akide-Udoh has charged Nigeria Football Federation (NFF) to ensure they outline adequate and early plans for the female national team’s programme towards next year’s FIFA Women’s World Cup. Although NFF top shots say they have already arranged for the Falcons to play invitational competitions in Cyprus and China, Akide-Udoh said the federation should do everything to ensure proper preparation is set in motion for the national team. The 8th FIFA Women’s World Cup finals will take place in nine French cities between 7th June and 7th July 2019, ahead of which the former Falcons Number 10 opined that the NFF must hit
the ground running with proper planning. Nigeria’s first match will be against Norway in Reims on June 8, before they play Korea Republic in Grenoble on June 12, and their last match of the group phase is against the hosts, France in Rennes on 17th June. Akide-Udoh, who flew into France from United States of America and attended the ceremony as a FIFA Ambassador for Women’s Football, insists only adequate preparations can make Nigeria scale through. The former African Female Footballer of The Year added: “This is a tough one for us. But I think the Federation should do everything to ensure adequate preparation of the team.”
Victor Ikpeba: We can only reduce not eradicate racism Former international Victor Ikpeba has declared that the problem of racism in football can only be reduced but cannot be eradicated. The former Monaco and Borussia Dortmund ace noted that the vice has eaten deep into the fabrics of some people that it will be easier for the camel to pass through the eye of the needle than to have it eradicated completely. He made the submission while reacting to racist remarks directed at Manchester City star Raheem Sterling by 60 year old Chelsea fan from Beckenham, Colin Wing. Larry Ekundayo to defend European welterweight title England-based Nigerian boxer Larry Ekundayo will defend his International Boxing Federation (IBF) European welterweight title against Louis Greene of the United Kingdom on Friday evening. ‘The Natural’ will be making the first defense of his welterweight belt against undefeated Greene at York Hall, London. The 36 year-old in a recent interview said his training ahead of the biggest fight so far in his career was going ‘super’ well and thanked his management team for making it possible and he was looking for his time in the ring with Greene. Ekundayo beat John Thain on points to win the vacant title in July. Ekundayo’s professional record stands at 14 victories and just one defeat in 15 fights since
debuting in 2012 while 26 yearold Greene is still undefeated in 9 fights. Ekundayo, who was born in Lagos and represented Nigeria at the 2002 Commonwealth Games, beat Ghanaian Joseph Lamptey by a unanimous decision to win the vacant African Boxing Union welterweight title in 2015. He narrowly lost the vacant World Boxing Organisation (WBO) Inter-Continental Welterweight Title by split decison to Gary “Hellraiser” Corcoran last year. He won 110 of 125 fights as an amateur and he defeated three boxers in one night to become the Light Middleweight Prizefighter champion in London in 2012, becoming the first boxer in the competition to be given a £2,000 knockout bonus.
