We will continue to do our best for our people and our country”, the President stated. He thanked the Emir for acknowledging the efforts of his government in the area of massive infrastructural development, and assured him that all ongoing road and irrigation projects in the state would be completed. Welcoming the President to his palace, the Emir of Ilorin thanked his guest for maintaining peace and stability across the country since he assumed office in 2015. The monarch particularly expressed his appreciation to the President for embarking on massive infrastructural projects and thereafter, prayed for his good health to take Nigeria to the next level. “I commend your sense of duty and accountability. You are a tested leader and we know you are an achiever,” the Emir said. He further prayed for the president to succeed in all his endeavours, including the presidential election. Meanwhile, addressing his teeming supporters at the Kwara All Progressives Congress (APC) Presidential Rally held in Ilorin, on Monday, President Muhammadu Buhari said his administration has delivered on the three electoral promises made to Nigerians in 2015 which are, providing security, improving the economy and fighting corruption.

He said: “Before you gave us your mandate in 2015, we made promise on three fundamental issues that our party believed in, which are, providing security, improving the economy and fighting corruption. “In assessing our performance, you must look at where this country was when we took over, where we are today and what we have been able to achieve with the limited resources available to us. “As far as security is concerned, the people of the North East are major witnesses of our performance. ”On fighting corruption, we are not going to give up. We will continue to take those who abuse trust to justice. “On the economy, we have diversified from reliance on oil by improving on agriculture, solid minerals and in the creative industry,” he said. In the area of agriculture, the President said the administration made fertiliser available to farmers below the price it used to be. He said the government had achieved food security and improve on living standard of the people. Buhari added that the government is building infrastructure across the country and the administration’s achievement in that regard was unprecedented. The President who was impressed by the mammoth crowd at the rally expressed his gratitude to the people and implored them to come out in their great numbers on the election days to cast their votes for APC. “I stand here to thank you most sincerely for coming

out in this great number and defying the heat of the day to stand and listen and cheer us,” he said. Buhari specifically appreciated the APC leader in the state and the Minister of Information and Culture, Alhaji Lai Mohammed. “I am very pleased with the performance of Minister Lai Mohammed. “When l listened to him, he was right in what he told you on what the administration had done for Kwara,” he said. The President presented the Governorship candidate of the APC, Abdulrahman Abdulrazaq, to the supporters and urged them to vote for the party across board. Earlier, Abdulrazaq had also thanked the people of Kwara for coming out in their multitude to show their support for the President and the party. The governorship candidate said “O to ge”, meaning “enough is enough” of politics of treasury looting and leadership imposition because the Kwara people are ready for a change. He said under the 16 years leadership of the opposition in the state, the entire infrastructure including schools, roads and health had collapsed. Abdulrazaq assured the people of good governance that would develop infrastructure, improve standard of living and liberate Kwara. The rally was attended by APC leaders including Asiwaju Bola Tinubu, Abdullahi Adamu, the party National Chairman, Adams Oshiomole, Ministers and Sen. Gbemi Saraki, among others.

Election management: INEC will continue to learn from international best practices -Yakubu Tunde Opalana, Abuja To perfect election management process in Nigeria, the chairman of the Independent National Electoral Commission (INEC), Professor Mahmood Yakubu, said the Commission will continue to learn from international best practices. He made the commitment on Monday while playing host to a delegation of the Commonwealth Observer Group led by former Tanzanian President, Dr. Jakaya Kikwete, at the commission’s headquarters in Abuja. Yakubu acknowledged the impact of the Commonwealth Election Observers and its useful recommendations which has helped Nigeria improve on her election processes. He disclosed that the Commonwealth in its report on the 2015 general election made

32 recommendations including the adoption of Simultaneous Accreditation and Voting System. The chairman said INEC had conducted 194 off season elections with simultaneously accreditation and voting system, which is now part of election guidelines issued by the commission. “I want to reassure the international community that we will always learn lessons from international best practices in ensuring that our elections meet not only national expectations but international best practices. “We always welcome your observations on how elections are being conducted. Your reports actually strengthened the commission in terms of our processes and procedures. “I am confidence that at the end of your observation this time around there will be new set

of powerful recommendations similar to what you did in 2015,” the chairman said. He also reassure Nigerians that the election of February 16 and March 2 would be free, fair and credible. “We are committed to this processes. The only thing the commission derives joy in is ensuring that votes count and that the citizens will determine the leaders of the country at various levels,” he said. Leader of delegation, Kikwete said they are in Nigeria to hear from INEC on its preparations for election. The former Tanzanian President said the group would thereafter deploy its members to all parts of the country. “After the observation, the group will come up with its interim report after that we will present out comprehensive report,” he said.

More trouble for suspended CJN Onnoghen Andrew Orolua, Abuja

Contrary to expectation that the National Judicial Council (NJC) will determine the fates of suspended Chief Justice of Nigeria (CJN), Justice Walter Onnoghen and acting Chief Justice of Nigeria, Justice Ibrahim Muhammad, following petitions against them, the council on Monday shifted its decision till Wednesday this week. The decision however has heightened anxiety in judicial circles and the larger polity with stakeholders expressing fears that whatever decision the NJC takes on the duo finally may throw up more issues to worry about. However, more troubles appears to await the suspended Chief Justice of Nigeria ((CJN), Justice Walter Onnoghen, as the National Judicial Council (NJC), on Monday, referred a petition written by the Economic and Financial Crimes Commission (EFCC) alleging financial impropriety to him for answers. The National Judicial Council at end of its emergency meetings on Monday over the suspension of Justice Onnoghen from office by President Muhammadu Buhari based on an order of the Code of Conduct Tribunal (CCT), also gave Justice Onnoghen seven days to respond to the query. It constituted a ‘Preliminary Complaints Assessment Committee’ under its own Regulation 17 to consider the responses of Hon. Mr.

Justice W.S.N. Onnoghen, and Hon. Mr. Justice I.T. Muhammad, to the three petitions earlier written against them. A statement signed by Soji Oye, Esq., the Director (Information), NJC stated that “members resolved to constitute into the Preliminary Complaints Assessment Committee in accordance with Regulation 17 of the National Judicial Council Judicial Discipline Regulations, 2017 and report to Council on the 13th of February 2019.” It said the Council will reconvene on Wednesday, 13th February, 2019. Council also received a new petition written by the Economic and Financial Crimes Commission (EFCC) against Hon. Mr. Justice W.S.N. Onnoghen, and forwarded it to him for his response within seven (7) working days. Council reaffirmed its confidence in Hon. Mr. Justice Umaru Abdullahi, and continues under his interim chairmanship. It would be recalled that Justice Walter Onnoghen and Justice Ibrahim Muhammad who are the Chairman and Vice Chairman, respectively, of NJC, had excused themselves from the meetings following petitions written against Justice Onnoghen, Justice Muhammad and Chairman Code of Conduct Tribunal, Hon. Danladi Umar. While the Council had referred the petition written by Zikhrillahi Ibrahim of Resource Centre for Human Rights

& Civil Education to Justice Onnoghen, it referred the petitions written by Centre for Justice and Peace Initiative and Olisa Agbakoba (SAN) to Justice Ibrahim Muhammad. The fourth petition written by Centre for Justice and Peace Initiative against Danladi Yakubu Umar, Chairman, Code of Conduct Tribunal, was referred to the Federal Judicial Service Commission (FJSC) which is the appropriate constitutional body empowered to deal with it. Though, NJC was silent on the details EFCC petition against Justice Onnoghen, sources privy to it said it is about undisclosed bank account belonging to the suspended Chief Justice of Nigeria, Justice Walter Onnoghen. According to the source, the Heritage Bank account was also not listed by Onnoghen in his assets declaration form and it contains a $30,000 payment by Joe Agi (SAN), who was questioned by the agency last week. The $30,000, according to the EFCC sources, was paid into Onnoghen’s account sometime in 2009, adding that there were several other “suspicious payments” also traced to his accounts between 2011 and 2013. Some lawyers who spoke about Onnoghen trial on Monday but pleaded animoumosity said the public should allow NJC to conclude it investigation and reach decision before any other step is taken in order to preserve the integrity of the Judiciary.

Jonathan said: “All of us know that from May 29, 2015 till date, the number of things that have never happened in this country have been happening. And in 2015, I did mention that the choice before Nigerians was either to move forward or backward. And within these past years, you can attest for yourself, are we going forward, backward or static? “All the indices of development be it unemployment, poverty, health status, happiness; everything that is mentioned none

of them that we have made any progress”. Canvassing for Atiku, the former president said: “I believe that you all know that we cannot as a nation continue to stay where we are. And we believe very sincerely that the only person among all those who are interested now that can lead us and get us out of this quagmire that we are in is Alhaji Atiku Abubakar. “He will lead Nigeria forward. He will not discriminate against you. He will not have a ratio of 95 % vs 5%. Every part of this country will be treated equally. If your son or daughter qualifies to be an IG, he will be appointed. If your son or daughter qualifies to be appointed as the Chief of Army Staff, he will be appointed. You will not be discriminated against. “And that is the person that we are all supporting. He has been tested. When he was the Vice President to Olusegun Obasanjo, they did very well. They never discriminated against any part of this country. And that is why the country was relatively stable. I believe - and I am sure you all believe - that a vote for Atiku, a vote for PDP is a vote for progress. The party’s Presidential candidate, Atiku Abubakar, promised to uphold the nation’s constitution, protect it and respect the constitutional stipulations of power separation. “I want to sure you, that I will protect the constitution. No one goes to the court to protect Nigeria constitution more than me. I go to court to protect our constitution. I will protect separation of powers, I will not interfere with National Assembly, because I believe in checks and balances. I will not interfere with the judiciary, because it is part of our checks and balances. I will uphold the rule of law, I will not allow anyone to trample on the rule of law,” he said. He accused President Buhari of preaching violence while he promised restoration of peace in already troubled parts of the country if elected. He said: “You know what the President said in Zamfara? He said Zamfara people, let us pray for rain fall, let us pray we grow food, let us pray we eat well and then we can make trouble. Is that what a President should say?

“Buhari am addressing you, this is a President who is preaching violence and this is not the first time he is doing this in this country. We are not going to allow anybody to make us fight. “We want peace, we want development, we want prosperity, and we want jobs. That is what we want for this country. We are not ready to fight each other again. So any leader who has come to instigate us to fight each other, we will use the ballot paper to chase them out. So Buhari must go”. Sokoto State governor, Aminu Waziri Tambuwal, asked Nigerians to vote for Atiku and the PDP because President Buhari has handed the reins of power to the cabal that rules the country by proxy. “The man there is no longer incharge of our country and we are aware of that. We are appealing to you to be very vigilant because they are planning to rig the election. Resist rigging, stand by your vote, your vote must count. We must send away prison democracy, what is not working is not good for us. “This government at the centre is not working, you must change analog for digital system”, Tambuwal said. National Collateral Registry to boost lending to MSMEs by over N1.23trn – Emefiele

The Central Bank of Nigeria (CBN) said that the National Collateral Registry would increase lending by financial institutions to Medium, Small and Micro Enterprises to over N1.23 trillion. The CBN Governor, Mr. Godwin Emefiele, said this on Monday in Abuja at the First National Workshop for Justices and Judges on Secured Transactions in Movable Assets Act, 2017. The workshop had as its theme: “Leveraging on Movable Assets for Credit Delivery in Nigeria: Legal and Regulatory Framework’’. Emefiele explained that the Secured Transactions in Movable Assets Act, 2017 allows borrowers to seek credit from any financial institution, leveraging assets like jewelries, farm products and vehicles as collateral. He said that the CBN pushed for the establishment of the act to enhance financial inclusion by expanding the use of other assets aside land as collateral. “As at January 31, 2019, 628 financial institutions comprising 21 Deposit Money Banks, four Merchant Banks, one Non- Interest Bank and four Development Finance Institutions have registered on the Portal.

“Also, 551 Microfinance banks, 13 Non-Bank Financial Institutions and 34 Finance Companies have registered their institutions on the portal. “Lending institutions have registered interest on movable assets worth N1.23 trillion, 1.144 billion dollars and 6.08 million Euros using 41,408 financing statements by 163,042 borrowers. “This underscores the potential of the use of movable assets and hence our resolve to drive its growth,’’ he said. Emefiele underscored the role of the judiciary in making sure that the Secured Transactions in Movable Assets Act, 2017 was used to secure the investment made by financial institutions in the country. Also, the acting Chief Justice of Nigeria, Honourable Justice Ibrahim Muhammad, pledged that the judges would interpret and apply the Secured Transactions in Movable Assets Act, 2017 in their judgments. “The workshop is aimed at exploring effective means of accessing finance by the use of all forms of assets capable of being moved or transferred as collateral. “Access to finance is very important in the growth and development of any economy and as such it

is important to expose judicial officers to the workings of the National Collateral Registry. “This workshop will involve training and discussions around access to finance within the regulatory framework for secured transactions in movable assets. “We will also be looking at how to resolve disputes that could arise through the use of the act,’’ he said. The News Agency of Nigeria (NAN) recalls that the National Collateral Registry was inaugurated in May 2016, which led to the establishment of the Secured Transactions in Movable Assets Act, 2017. The registry is a financial infrastructure that seeks to deepen

credit delivery to MSMEs through enhanced acceptability of movable assets. The assets include items such as equipment, machinery, vehicles, tricycles, crops, livestock, account receivables, inventories and jewelries, etc. The objectives are to enhance financial inclusion in Nigeria, stimulate responsible lending to MSMEs and facilitate access to credit secured with movable assets among others. The key deliverable of the Registry is to promote the acceptance of movable assets as collaterals for loans and contribute to economic growth and development of the country.

Nigeria military will break Boko Haram, ISIS alliance – Buratai

The Chief of Army Staff, Tukur Buratai, has vowed that the Nigerian military will break the unholy alliance between the Boko Haram terrorists and Islamic State West Africa or ISWA. Buratai, a lieutenantgeneral, spoke on Monday in Abuja when he declared open a two-day maiden “Career planning and management’’ seminar for senior officers. He maintained that the army was making gains in the counter-insurgency operations in the North-east. “I am glad to note that we are making strides against the Islamic State West Africa or ISWA in our bid to unhinge the unholy union between them and remnants of the Boko Haram

terrorists,” he said. “It is, therefore, imperative that we maintain the momentum while motivating our officers and men through an efficient and responsive career planning process.’’ Represented by Aliyu Nani, a major-general and the Chief of Policy and Plans, Mr Buratai, however, noted that the army was being “stretched’’ by its involvement in many operations nationwide, particularly in the North-east. He said such large scale involvement raised the need for good leadership and career planning and improved approach to human resource management to get the best from the officers and men. “The career planning and management seminar is

designed to avail you with contemporary approaches to human management. “You would also be exposed to human resources management in a world of `Volatility, Uncertainty, Complexity and Ambiguity’ (VUCA),’’ he said. According to him, the VUCA concept originated from attempts to develop strategic leaders at the US Army War College as a response to fourth generation warfare which is largely shapeless. The army chief said understanding the concept would help the officers anticipate issues that shape events and give them a fair understanding of the consequences of issues and actions. He expressed hope that at

the end of the seminar, they would be better equipped to manage security challenges confronting the nation and provide effective leadership that take into cognisance career planning of all personnel. The army chief again used the occasion to warn personnel to remain political during the February 16 and March 2 general elections. “Great efforts have been put in place by way of sensitisation lectures and briefings to ensure the conduct of our officers and men before, during and after the election remains professional and above board. “I, therefore, urge you to uphold the highest professional conduct during the elections,’’ he said.

Grass cutting scandal: EFCC arraigns Babachir Lawal today Andrew Orolua, Abuja

The Economic and Financial Crimes Commission (EFCC) will today arraign former Secretary to the Federal government of the Federation, Babachir Lawal, before the Federal Capital Territory High Court Abuja. The Daily Times gathered last night that Lawal has been served with the 10 count charge preferred against him by EFCC. Babachir Lawal, who is in custody of the anti-graft agency, will be arraigned alongside three other accomplices and his companies - the Rholavision Engineering Limited and Josmon Technologies Limited before Justice Okeke. The accomplices are Babachir’s brother - Hamidu David Lawal; Sulaiman Abubakar, a staff of Rholavision Engineering Limited and the Managing director of the company, Apeh Monday. Lawal’s travails began on December 14, 2016, when the Senate ad-hoc committee on “mounting humanitarian crisis in the north-east” indicted him of fraud in a contract awarded for the clearing of “invasive plant species” in Yobe State, through the Presidential

Initiative on Northeast (PINE). PINE, which was under Lawal, was at the time unable to account for N2.5 billion allocated to it for the alleviation of the IDPs’ suffering. Lawal’s crime, according to the ad-hoc committee, included his alleged spending of N570m to cut grass. Rholavision Engineering Ltd was also said to have got suspicious payments of N200m from the contract. Rholavision’s bank statements and other documents had shown how Josmon Technologies Ltd, a company that got the contract from PINE to clear grass for N248, 939, 231, made cash deposits of N10m into Lawal’s company’s account 20 times from March 29. Although the former SGF had claimed that he resigned from his company on August 15, 2015, and as a result was not a party to whatever business it contracted, the document showed that from the Corporate Affairs Commission (CAC) that he was a director of Rholavision until September 16, 2016, when he wrote to the commission informing it of his intention to relinquish 1,500,000 ordinary shares. President Buhari had since October 31, 2017 sacked Lawal.

Vote for candidates of your choice, Buhari tells Ogun electorate President Muhammadu Buhari has advised electorate in Ogun State to vote for the candidates of their choice in the forthcoming general election, without coercion. The president gave the advice on Monday at a town hall meeting with Ogun State traditional rulers in Abeokuta, the state capital. He called on the monarchs to educate their subjects on how to conduct themselves peacefully during and after the polls. Buhari spoke against the background of a near violence that almost marred the Ogun Presidential campaign rally held at the M.K.O Abiola Stadium in Abeokuta. The two factions of the All Progressives Congress (APC) and the candidate of the state Governor, Ibikunle Amosun, on the platform of the Allied Peoples Movement (APM) had clashed at the rally ground. Our reporter at the venue said that Governor Ibikunle, whose second tenure will expire May 29, 2019, about three months from now, had openly asked Ogun people to vote for President Buhari of the APC and vote for APM candidate in the March 2nd Governorship election. Missiles began to fly towards the Presidential podium when the former Governor of Osun State, Rauf Aregbesola mounted the podium and was speaking in Yoruba language in favour of the APC governorship candidate. The confusion, which saw many party supporters

trouping out of the stadium as the atmosphere was charged, intensified when the APC national chairman, Adams Oshiomhole, mounted the podium to speak and present the party flag to APC governorship candidate, Dapo Abiodun. But President, who looked worried as he addressed the traditionalrulers, told the royal fathers that there was no need for people not to be violent on the issue of election. “I appeal to our royal fathers to educate their subjects on the need to show respect and vote whoever they want to vote for without being violent.” He promised to look into the requests put forward by the traditional rulers even as he expressed satisfaction with the great roles his vice, Professor Yemi Osinbajo, has been playing in the Federal Government efforts at correcting the wrongs of the past. The Rivers people, who took over the Adokiye Amiesimaka Stadium in Port Harcourt and its environs, displayed several PDP Campaign promotional materials, sang pro-Atiku and Pro-Wike songs to emphasise their preference. Rivers State Governor, Nyesom Ezenwo Wike, assured that Rivers people will vote for Atiku Abubakar. He said Rivers people believe in the capacity of Atiku Abubakar to develop the country. Governor Wike said that PDP represented the light the country was craving for, while APC was neck deep in darkness. “APC is darkness and PDP is light. APC is dictatorship and PDP means freedom. Rivers people have chosen to vote light and freedom, hence all our votes are for the PDP. Rivers State is Atikulated,” he stated. Former Rivers State Governor, Sir Celestine Omehia, said the choice of Atiku Abubakar as PDP Presidential Candidate was divine. He said God had chosen Atiku Abubakar to solve the problems of Nigeria.

Rivers State PDP Chairman, Chief Felix Obuah, said that Rivers people would vote 100 per cent for Atiku Abubakar. He said that the rally was a rehearsal for the victory party after the election of Atiku Abubakar as the President of the country. PDP Presidential candidate and former Vice President, Atiku Abubakar, in his address, assured that his incoming administration would address the infrastructural needs of Rivers State and the South-South. He announced that the Ports in Rivers State would be revived for the purpose of job creation, economic growth and the massive development of the state. The PDP Presidential Candidate noted that the incoming administration would complete the East-West Road started by the Obasanjo/Atiku administration, but abandoned by the failed APC Federal Government. “APC has not done anything for Rivers State, South-South and the Niger Delta,” he said. Atiku Abubakar described Governor Wike as a true leader and devoted politician who has transformed Rivers State and defended the survival of the PDP. PDP vice Presidential Candidate and former Anambra State Governor, Mr. Peter Obi, said only Atiku Abubakar could restore the Niger Delta because he believed in restructuring. He noted that Atiku Abubakar would create jobs and make the country to start working again.

Senate President Bukola Saraki declared that Atiku Abubakar would develop Nigeria and drive away poverty. He urged Nigerians to defend their votes. PDP National Chairman, Prince Uche Secondus said despite the desperation of the APC, Buhari was heading to a woeful defeat because of his failure in governance. He, however, stated that the Rivers State Governor, Nyesom Ezenwo Wike, on the strength of his performance, would be re-elected for a second term. Sokoto State Governor, Aminu Tambuwal said that the North West Zone had resolved to vote out failed President Muhammadu Buhari because he promoted prison yard democracy and retrogression. Highpoint of the occasion was the formal withdrawal from the governorship race by 57 governorship candidates who endorsed the re-election of Governor Wike. Spokesman of the governorship candidates, Pastor Samuel Ihunwo, said that their decision was premised on the outstanding performance of Governor Wike. Rivers State Governor, Nyesom Ezenwo Wike received the Governorship Flag with the declaration that he would lead PDP to victory in the state. We’ve reached over 20m electorates on phone - APC Tom Okpe, Abuja The All Progressives Congress (APC) has said that it has reached over 20 million Nigerian electorates on telephone conversation in continuation of its presidential campaign. Mallam Nuhu Ribadu, Director Field Operations of the APC Presidential Campaign Council (PCC), stated in Abuja on Monday while Fielding questions from journalists at the campaign office said his team has carried the Presidential campaign to every community in the country through its door-to-door and telephone calls campaign. Frank to INEC, COAS: Prove your neutrality on February 16, March 2 Tom Okpe, Abuja Former Deputy National Publicity Secretary of the All Progressives Congress (APC), Comrade Timi Frank, has called on the Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu and the Chief of Army Staff Lt. Gen. Tukur Buratai to prove their neutrality on Saturday, February 16 and March 2nd, by allowing a free, fair and credible election. Frank in a statement signed on Monday in Abuja, said rather than the military intimidating him by calling for his arrest, they should tell Nigerians if the Chief of Army Staff did or did not attend a midnight meeting he referred to in his statement on Sunday. Elections 2019 and the people`s consciousness

The `popular consciousness` of the people is an extremely crucial factor in every democratic setting because it enables them to be `aware of their rights and benefits` under the law. It also gives them insights to assessing the performances of the government in order to determine whether it has been able to accomplish its responsibilities to the citizenry or not. Therefore, the ruling party usually capitalizes on electioneering period to showcase their achievements and projections; while the oppositions criticize the government’s shortcomings and put forward their own plans to make things better. It is therefore, not surprising that various colourful, energysapping, tension-soaked and very interesting carnival-like political campaigns are ongoing across the country. Consequently, the social media platforms have been buzzing with numerous posts, videos, audios and the likes to augment these efforts towards securing the supports and votes of the electorates at the polls. Unfortunately, some unpatriotic, unprogressive and unreasonable elements have been abusing the process with their uncultured, derogatory and destructive propagandism which are capable of fuelling chaotic and violent conflicts in the polity. Therefore, it will be in the collective national interest to enjoin these `self serving activists` to desist from their undesirable acts in order not to pass damaging legacies to the upcoming generations. Now that the elections are few days away; it is very important to use this medium to sensitize the electorates of the task ahead in order to put them in the `right frame of mind` to do the needful. You have been presented with the options of choosing between `CONTINUITY` and `CHANGE`. In this situation, the ruling party/government represents continuity; while those in opposition represent change. Therefore, you are expected to compare the situations in the country under the immediate past, and the present administrations to determine whether to support the moving of the present state of the nation to the `NEXT LEVEL` or for you to `ATIKULATE` or to seek solace in `OTHERS` (without prejudice to any candidate/party). You are as free as air to `decide your future` by the choice you make. As a result, it will not be out of place for you to put such factors as infrastructural developments; rate of unemployment; level of poverty; security

of lives and properties; religious and tribal tolerance; level of corruption; and, respect for the rule of law into considerations as guiding principles to making your `best choice`. At this point, the next important thing is to ensure that your Permanent Voter`s Card (PVC) is handy because it is your licence to vote. However, it should be noted that this `right to vote` can only be activated by your physical presence at the appropriate polling booth for accreditation and voting within the time frame stipulated by INEC. You are expected to also note that your PVC does not permit you to vote at any other constituency or polling booth where you did not register. You have the right to keep your choice secret; thus, you can vote your candidate/party without allowing any other person (including parties` supporters and agents, security operatives, independent observers, and even the INEC officials) to know the candidate/party you voted for. You must be vigilant before, during and after the exercise and ensure to promptly report any suspicious movements or nefarious activities to the appropriate quarters. You do not need to wait until you are invited to be a `witness` at the Election Petition Tribunal before blowing the whistle. “If you see something, say something immediately for the world to know”. Do not allow yourself to be intimidated or dissuaded from exercising your civic right. It is very important that your votes must count because the outcome will have impact on your well-being or otherwise over the next four years. The old adage says; “he that wears the shoe, knows where it hurts”; therefore, it is expected that you are already conversant with the `state of the nation` and would not need to be `compelled` or `induced` to do the needful. Try as much as possible to comport yourselves and maintain decorum during the exercise. Ensure you do not do anything that can instigate unnecessary fracas that will undermine the rights of others to participate. You must eschew violence and allow peace to reign. Do not allow any politician to use you to foment trouble as was the case in the past when majority of the youths were used to perpetrate all sorts of nefarious activities at the risk of their lives; while their (politicians) own children relax in the comfort of their homes. At the end of the day, it is the gullible and unfortunate youths that usually end up in prison or rest in the mortuaries. So, do not

be deceived by their assurance to `cover your back` to do the dirty jobs; you might end up miserably and unable to enjoy the token they paid to buy your conscience and sanity. The gale of defections from one party to another is enough evidence to show that the leaders know themselves too well and can always settle their differences within a twinkle of an eye. Therefore, it is advisable for you to free yourselves from the shackles of their manipulations and slavery by embracing a non-violent free and fair process. All Security Operatives should endeavour to carry out their assigned responsibilities diligently and patriotically. Your primary function is to ensure law and order before, during and after the elections by securing the lives and properties of the people and, curtailing any act that could snowball into violence and crises. Desperate politicians and trouble promoters who are bent on perpetrating electoral malpractices and throwing the country into chaos must be brought to book and made to face the full wrath of the law. Your loyalty should be to the country and its citizenry and not to any particular party(ies) or person(s). You are expected to be professional and apolitical in the discharge of your duties to sustain our democracy and ensure that the sacrifices of our fallen gallant officers and those that are presently in the battle fields (for us to be safe and united) must not go down the drain. It will be in your interest and that of the nation to let the world know that your `respect and loyalty to your professional-calling outweighs partisan considerations`. It is also very important to advise the people in government not to see this exercise as a do or die affair. You have done your bits since coming to power in May 2015. It is time to allow the electorates to use your `SCORECARD` to judge you at the polls. You are strongly advised to desist from any acts that are capable of undermining the credibleness, freeness and fairness of the elections. In every sane clime, power of incumbency is tied to `the achievements and good works of the administration in power`. It is not `the power of the government to manipulate the process of elections in its favour as many have erroneously believed in our clime`. So, if a government is good; its power of incumbency will endeared it to the hearts of the electorates who will reciprocate by voting for continuity at the polls. If

on the other hand, the government lived below expectations; the people will equally reciprocate by voting for change. You will agree with me that if this guiding principle of democracy is strictly, jealously and consistently embraced; no government will ever take the issues of security and wellbeing of its citizenry for granted. At this juncture, it is also instructive to advise the people of the South-East Region to have a rethink about their calls for boycott of the exercise. The Region forms an important part of the country; and, abstaining from the elections will translate to depriving the electorates of that area from having a say in this `crucial decision` that will shape governance for the next four years. If the planned action is intended to make a political statement in support of a referendum towards self independence; then, it is the most irrational step to take (with all due respect) because no responsible governments or international institutions will be positively disposed to supporting any such aspiration that is tainted with undemocratic tendencies. In today`s world politics; it would amount to efforts in futility to strive to attain independence or self reliance through `unconstitutional and illegal means` So, from whichever ways you tend to look at it; it will be more beneficial and result oriented to mobilize the electorates to come out in their large numbers to vote and make a `louder statement` for the world to hear and see that the Region cannot be pushed aside in the country`s political calculations. Finally, journalists and media practitioners should ensure that they carry out their duties responsibly and professionally. You are the image makers of the country and the whole world will be looking up to you for concise reportage. Do not indulge in transmitting biased and provocative information (including false and unverified results) that are capable of causing confusion and chaos in the polity. You must ensure that the unity and progress of this country is put first in the performance of your assigned responsibilities. From the above, it is obvious that `the popular consciousness of the people` is very key to determining the outcome of the coming elections and the future of our country; thus, it will be in the overall interest of all and sundry to join hands together to do the needful.

Promoting the human values of dignity, liberty, happiness, benevolence and self- actualization. 4. Prevention of drug abuse, treatment of drug victims and eradication of all forms of drug trafficking within the country. 5. Educating the nation youths and citizens to eschew all forms of violence, thuggery, cultism, criminality and other anti-social vices. The A4B Volunteers has also initiated numerous interventionist social welfare programs in Bauchi state in the area of skills acquisition/ job creation and empowerment schemes in training and equipping women and youths in soap making, hairdressing, barbing, fashion designing etc in collaboration with

Engr. Ismail Isah Baffah and other seasoned consultants. Computer literacy and education classes has been facilitated with funding from the All 4 Buhari Volunteers in order to ensure that students and youths are computer literate and IT savvy so that they can reap bountiful rewards from the fast growing technological advances in computer programming and internet connectivity all over the world. This program ensures the creation of online job opportunities for the beneficiaries in collaboration with Google Inc and Alh. Abdullahi Umar Kabir, a renowned I.T. resource person. Another notable achievement of the All 4 Buhari Volunteers has been the provision of free health care programs like malaria treatment, dental care, free eye-testing and provision of medicated glasses, sanitation and hygiene advisory services and other health related programs that has benefited women, youths and adults particularly in the rural areas. This medical feat has been achieved with the active support of Dr Salisu Isah, a renowned medical practitioner. Apart from boosting the computer literacy levels of the rural and urban

youths, the A4B Volunteers has also embarked on the training of youths and students in the rudiments of creative writing in Hausa language in order to ensure that the noble skills of writing is not lost due to the computer, internet and hi-tech proliferation. This program is been implemented in collaboration with the Northern Writers Summit and the Associated Writers Circle which includes intellectually gifted writers and authors like Alhaji Ado Ahmed Gidandibino and Alhaji Ibrahim Mohammed Mustapha. As the February 2015 elections looms nearer, the A4B Volunteers has moved its Next Level campaign to the highest peak attainable as its 36 state co-coordinators have revved up their citizen voters mobilization machinery in order to meet its expected target of 12 million votes for President Muhammadu Buhari nationwide. All the 36 states have been deeply penetrated by the fast moving A4B Volunteers campaign train with Kano, Lagos, Bauchi , Katsina, Sokoto , Rivers ,Benue Oyo, Delta, Kwara, Gombe, Borno, FCT, Kaduna, Adamawa etc as the battle ground states.

Editorial Commentary Your right to vote and to vote wisely

Election is defined as a formal and organised way of choosing people for a political office or other positions. In Nigeria, elective democracy was introduced in May 1919, when the Township Ordinance gave right to vote for three members of Lagos Town Council to some men. The first election to the council was held on 29 March 1920. The first national election to be held in Nigeria was in 1959, and in 1965. Elections were held in the southern region of Nigeria. After a long period of military rule, the 1983 general election took place. This was however cut short by the December 1983 coup that brought Muhammadu Buhari as Head of State. In 1993, the country witnessed another general election that was adjudged as the most free, fair and credible elections by both local and international observers. The said election was presumably won by Chief MKO Abiola, but sadly the results were annulled by the then Military President General Ibrahim Babangida. From 1999 till date, the country has enjoyed uninterrupted democratic dispensation witnessing four successive elections and the fifth coming up in February 2019. Election makes a fundamental contribution to democratic governance as it enables voters and citizens to choose leaders and representatives and to hold them responsible and accountable for their actions in office as they are only elected to serve the people for a defined period of time as allowed by the country’s constitution. In a developed democracy, because those in elective positions are conscious of the fact that they are required to submit themselves for periodic elections, they tend to put in their best to serve the people knowing full well that their performance will be the determining factor for their re-election. This is why we have high rate of fulfilling election campaign promises; it also go beyond individual candidates vying for various elective positions to the general political ideology. Moreover, where the electoral processes is competitive and forces parties and candidates to expose their records and future performances to proper scrutiny, election serves as a platform for the discussions and debates on public issues and policies. It also serves as facilitator of public expressions. Election thus provides political education for citizens and ensures the responsiveness of democratic governments to the yearnings of the people. It also serves as acts to legitimise the acts of those who wields power. Elections seem to facilitate social and political integrations and it is also a tool to actualize a selfactualising purpose by confirming the worth and dignity of individual citizens as human beings. Whatever other needs, participations in an elections serves to reinforce the worth and self esteem of individual voters. As 2019 general elections draw nearer, voting gives the citizenry an opportunity to have a say in issues pertaining to their lives and through expressing partisanship, to satisfy their needs to have a sense of belonging. Seeing the importance of elections and the powers of the electorate, it is therefore important for the electorate to know those characteristics an individual possess before casting their votes. In that case, the electorate can be glad with the choice of the candidate he or she made to

represent them at all level since the aim is to bring development to their communities. Whether held under authoritarian or democratic regimes, election has ritualistic aspects. Campaigns that precede elections are dramatic events occasioned by rallies, posters, banners, and television coverage, all of which draw attention to the importance of participations on the events. Candidates, groups and political parties and others representing diverse opinions and objectives combine to invoke the spirit of nationalism. Whatever the peculiar national or regional or local variations, elections are events that arouse emotions, and channelling these emotions and passions into collective symbols help in breaking the monotony of national life and focus attentions on the common fate. Most elections do not determine public policies but instead confer on a small group of officials the authority to determine public policies through the instrumentality of laws and other devices on behalf of the whole. Political parties are central to the elections of public officers, the selections and nominations of candidates, a central and vital first stage in the electoral processes, generally lies in the hands of political parties:, an election only serves as the final process in the recruitments of public officials. The party systems can thus be regarded as an extension of the electoral processes. In Nigeria today, we have repeated cases of vote buying which has made the electorate to deprive themselves of the right to question the performance of their elected representatives. This is so because the officials believe they bought the conscious of the people they are representing hence making them act as lords when in the real sense reverse should have been the case. For instance, an average Briton see himself as very busy, that is why he will tell you boldly that the Prime Minister is there to serve and they can hold her accountable for any slightest wrong committed and ultimately remove her from office if need be. This is why you have all elected officers performing based on their campaign promises. It is no longer news that in developed democracies politicians are removed from office for failure to account for just £1,000 or he can be made to explain why the state funds was used to pay for his utility bills. What do we have in Africa? Leaders feeding fat on our commonwealth and at the same time depriving us from questioning their actions because they believe with the state resources in their disposal they can have their way during any election period. This could have been avoided if credible individuals were voted in from the onset of the current democratic dispensation. However, it is not late to remedy the situation if we can collectively look at individual track records and vote wisely and not along party lines, but based on what we think they can offer and reject whatever the obviously morally bankrupt politicians are offering which will continue to make our collective development a mirage . Voting for the right candidates give us the latitude to call them to order whenever we feel they are not representing us well. This will no doubt lead to appreciable development of our country and we will all be glad to have lived a good legacy for the future generations.

OUR POSITION Nigeria’s rising debt profile: A call for caution Not a few Nigerians have expressed worry over the nation’s rising debt profile, warning that this could have negative implications on developmental capacity of the economy, and the nation’s ability to repay if the government does not apply discipline in the manner in which it borrows. No doubt, governments all over the world exist by borrowing to fund the various activities that are necessary such as education, roads, hospitals, electricity generation, and other critical projects. The present administration has within three years, increased the nation’s debt by $11.77 billion. Statistics from the Debt Management Office (DMO) indicates that the Nigeria’s external debt rose from $10.32 billion in June 30, 2015 to $22.08 billion in as at June 2018, representing a 114.05 percent. Nigeria’s total debts both foreign and domestic stood at $73.213 billion which is N22.428 trillion as at November 2018, according to the DMO. These debts include: external debt of $21.591 billion, domestic debt of $40.107 billion and (States and FCT) domestic debt of $11.514 billion. By the end of 2015, Nigeria’s debt to GDP ratio stood at 12.1 per cent, and climbed to 22.1 per cent in November 2018. Nigeria is ranked sixth most indebted countries in Africa in the following order: South Africa - $143 billion; Angola - $37.7 billion; Ethiopia - $22.5 billion; Kenya - $22.2 billion; Ghana – $21.2 billion; Nigeria $18.91 billion; Tanzania – $15.9. Although Nigeria’s debt to GDP ratio is considered among the lowest in the world when compared to countries like Egypt which has 92.6 per cent; Brazil 89.4 percent; France 96.5 per cent, Mozambique 100.3 percent; Canada 98.8 per cent; and Singapore 110.5 percent amongst several others. This is because governments took advantage of the low interest rates offered, piling up debt that will cost them less in the long run, when the rates begin to rise, which is inevitable. Borrowing is a positive thing for working economies unless it goes unchecked and gets out of hand. It is particularly damaging for a country to borrow when the economy is in an economic downturn. The cheap debt that is amassed can quickly become unaffordable if it becomes too high and there is not enough money being generated within the country. The level of gross government debt as a percentage of GDP can indicate how able a country is to pay back debts without incurring further debt. Basically, the lower the debt-to-GDP ratio, the better. Debt-to-GDP ratios around the world have increased in recent years as governments take advantage of historically low interest rates to pile up cheap debt before rates inevitably begin to rise. Borrowing is a good thing for a working economy, but unchecked borrowing can be a bad thing, especially in an economic downturn. Even cheap debt can become unaffordable if a country has too much of it and output begins to slow. Concerned by the development, the Nigeria Employers’ Consultative Association (NECA) recently, lamented that that the nation’s debt burden was worrisome and needed to be checked on the ground that about 25 per cent of the 2019 budget size of N8.8 trillion amounting to N2.140 trillion was going into debt servicing. The forum noted that the Federal Government’s

continued borrowing within the domestic market was limiting the real sector from accessing funding for expansion and growth. Latest figures released by the Debt Management Office (DMO) showed that government’s domestic debt profile rose to N15.814 trillion in September, 2018 from N15.629 trillion in June, 2018 representing 1.19% increase. The amount proposed for debt serving in the 2019 budget could have a negative effect on the government’s capacity to develop critical infrastructure, therefore government should look inward and come up with strategies to generate more revenue especially from the nonplussed sector. We are of the opinion that completion of the Ajaokuta Steel Industrial complex will also generate revenue to the government and drive more economic activities that will move the country from a frontier economy to an emerging economy. While the effect of the increasing debt might not be immediate in totality, it could be catastrophic in the long term with a chunk of revenue consumed by debt servicing to the detriment of infrastructural development. We suggest that the federal and state governments should take urgent steps at cutting the cost of governance and recurrent expenditure, and increase funding for critical infrastructure so as to drive rapid development. If the government insists on borrowing, the fund should be channelled to the development of key infrastructure that will drive development, create jobs and contribute to the GDP of the economy.

After the debate, it was unanimously agreed by all members that the unity of Nigeria should be the first consideration, followed by security of lives and property of the people as well as economy and job creation, among many others. “After consideration of all the indices, members voted overwhelmingly that Nigeria is currently on the crossroad and that its unity is at the brinks. Members agreed that the current administration cannot unite Nigeria because the body language of top members of the administration and the sponsoring political party, the All Progressives Congress (APC) do not at all seem to be sensitive to the high level of disunity and acrimony in the body polity. “Today, many sections of the country are not happy. There are several allegations of marginalization on the basis of ethnicity, religion and other areas, yet the government seems not be bothered. There have been

several outcries by people complaining of appointments by nepotistic considerations as well as economy isolation. Yet nobody seems to listen or cares to address the issues,” the group said. Another area they said was of paramount importance is security of lives and property which they said government have failed to address. “The lives of Nigerians and their properties are no longer safe in the country because the security architectures seem to have collapsed. A few days ago, the Minister for Information addressed the media in Abuja where he claimed that international terror organizations like ISIS and ISWAP are running to Africa after their defeat in Libya and Syria, adding that Nigeria is now a major focus of the conglomerate of global terror. “What all these mean is that the government cannot secure Nigerians. It is therefore on these grounds that we are supporting Atiku to come and save the situation,” the group said. Justices of the Sokoto Division of the Court of Appeal on Monday disqualified themselves from hearing the case on the qualification of Zamfara All Progressives Congress (APC) to field candidates for the upcoming general election. A Zamfara High Court had recognised the primary elections held by the All APC in the state and declared that INEC accept the party’s candidates for the elections. Unsatisfied with state High Court decision, the appellant, Aminu Jaji, a Governorship aspirant and serving member representing Kauran Namoda/ Birnin Magaji Federal Constituency approached the appeal court to set aside the judgement. The Presiding Judge, Justice Ahmad Belgore, ruled that based on circulated media allegations and issues raised by Mr. Muhammad Nuhu, Counsel to Sen. Kabiru Marafa, the justices would not continue with the case. Belgore said in recognition of the magnitude of allegations and present situation in judiciary as well as the nation, the judges surrendered that the President of the Court of Appeal should constitute new panel to entertain the matter. He told all parties to the case to await the constitution of a new panel that would consider the matter.

Twenty-six governorship candidates of various political parties in Enugu State has unanimously endorsed Governor Ifeanyi Ugwuanyi for re-election ahead of the forthcoming governorship election in the state. Tunde Opalana, Abuja The Peoples Democratic Party (PDP) has bemoaned and completely rejected what was described as the on-going clampdown, unlawful arrest and detention of its officials and members in various parts of the country by the Buhari Presidency and the All Progressives Congress (APC) ahead of the general election. The party declared the action as highly provocative and a direct invitation to anarchy and a political crisis that is capable of derailing our democratic order. The party’s spokesperson and Director, Media & Publicity of the Peoples Democratic Party Presidential Campaign Organization (PPCO), Kola Ologbondiyan declared this at a press conference in Abuja on Monday. He said “our party is concerned over the unwarranted arrest of the Director of Media Committee of the Kaduna state PDP Governorship Campaign Organization, Mr. Ben Bako, who has been detained by the Department of State Services (DSS) since last weekend.

“We are aware that Mr. Ben Bako’s arrest is prelude to the planned clampdown of our campaign officials by the Buhari Presidency and the APC, whose aim is to instill fear in the polity, incite crisis and derail the electoral process, having realized that they have lost in this election ahead of the polls. “It is instructive to state that the DSS has given no reason for Mr. Ben Bako’s arrest and detention, but only acted on the orders of the APC as expressed by the Assistant Publicity Secretary of Kaduna APC, Salisu Tanko Wusono, who openly stated that Mr. Bako deserves his ordeal. “Further reports reaching us at the PDP from our Kaduna State chapter indicate that many of our leaders including former governors of Kaduna state, Senator Ahmed Markarfi and Alhaji Mukhtar Ramalan Yero; PDP Kaduna state chapter chairman, Chief Felix Hyat and the former PDP state chairman, Alhaji Yahaya Yaro Makama among others, have been listed for clamp down and are now being trailed by agents of the APC. “We have also been informed of plots by the APC and the Buhari Presidency to track down and detain PDP critical stakeholders in other parts of

the country, so as to put them out of circulation before and during the general elections”, he said. However, the PDP unequivocally cautioned the Buhari Presidency and the APC to note that their plot, as well as the continued detention of Ben Bako, is setting the stage for a vehement resistance by the people, which is capable of triggering crisis and disrupting the fragile peace in Kaduna state. The PDP therefore demanded the immediate and unconditional release of Mr. Ben Bako by the DSS without hurt or further harassment. The PDP also stressed that it will hold the APC and the Buhari Presidency directly responsible should any harm, whatsoever, befall any of our leaders or members, particularly in Kaduna state ahead of the elections. He said Kaduna State is a PDP stronghold and our party is not ready to stomach any further harassment of our leaders, officials and members; before, during and after the general elections. The party called on the National Peace Committee to note, as well as speak out against the provocations by the APC and the Buhari Presidency against our party, which are in total negation of the spirit and letters of the peace accord.

The Chairman of Akwa Ibom State Environmental Protection and Waste Management Agency, Prince Akpan Ikim, has alerted the public over the creation of 17 illegal refuse dump sites by some people in the state. Prince Ikim disclosed that staff of the agency were surprised as they discovered additional refuse dump site in places like Maitama in Ewet Housing and other places where there were none before. Briefing correspondents in Uyo yesterday, Prince Akpan Ikim, said intelligence report at the disposal of the agency has it that the hoodlums plan to set cars and properties of innocent persons ablaze to create impression that the state is unsafe. He said “The agency has 158 authorized dumping points across Uyo metropolis, but the hoodlums have constituted 17 illegal points in other places like Maitama Ewet Housing, where we don’t have dump sites, but overnight you see one.

Persons living with disabilities commend INEC for involving them in electoral process

Moses Oyediran, Enugu The Enugu State Coordinator of Disability Policy and Empowerment Consult, Mr. Samuel Obiefuna has commended Independent National Electoral Commission (INEC) for involving Persons Living With Disabilities (PLWDs) in all electoral process. Obiefuna, who goes on a wheel-chair, gave the commendation in Enugu on Monday during a voter education and sensitization forum organized by INEC for Persons Living With Disabilities (PLWDs). He noted that INEC was really building inclusive with the release of the PLWDs active participation in electoral process document. “This document has become a motivating factor and power for every disabled person,’’ he noted. Another PLWD, Mr. George Eze, who is blind, thanked INEC for providing magnifying glasses and braille ballot papers for visual impaired and blind persons respectively.

EFCC arraigns society woman over N21.4m employment scam Andrew Orolua, Abuja The Economic and Financial Crimes Commission (EFCC), on Monday, arraigned one Abuja based socialite, Lilian Bisi Kadiri, before Justice Adebukola Banjoko of a Federal Capital Territory High Court, Maitama, on a one-count charge bordering on obtaining money by false pretence. Lilian was alleged to have at various times collected a total sum of N21,450,000 from her victim in the guise that she was going to help secure jobs for his relatives. She, however, failed to help secure any jobs, and did not refund

the money collected. The count reads in part: “That you, Lilian Bisi Kadiri, between May 2014 and March 2015 within the Abuja judicial division of the High Court of the Federal Capital Territory obtained the sum of N21,450,000 from one Christopher Aneke, which was paid into your Skye Bank account under the false pretence that you are capable of securing employment for his relatives, which pretence you knew to be false, and you hereby commited an offence contrary to Section(1)(a)of the Advance Fee Fraud and other Fraud Related Offences Act (2006) and punishable under Section 1(3) of the same Act 2006.”

She pleaded “not guilty” to the charge. In view of her plea, prosecuting counsel, Yetunde Alabi, prayed the court to remand the defendant in prison and to fix a date for the commencement of trial. Justice Banjoko, thereafter, granted the defendant bail in the sum of N20 million and two sureties in like sum. The sureties must be resident in Abuja with landed properties, and must show proof of employment in Abuja and three years tax clearance. The case has been adjourned to March 25, 2019 for trial, and the defendant remanded in Kuje Prison pending fulfilment of the bail conditions.

The Minister of state, Federal Ministry of Agriculture and Rural Development, Senator Heineken Lokpobiri, has challenged the incumbent Governor of Bayelsa state, Hon. Seriake Dickson, to prove beyond words the allegation that the leadership of the All Progressive Congress (APC), in the state was stockpiling arms for the general elections in the state. The Minister gave the challenge through a statement by his media aide on Monday in Yenagoa, noted that it is on record that Dickson is the one stockpiling arms and using the instrumentality of some security agencies to harass, intimidate and bully the people. He also accused the governor of going ahead of the elections to appoint militants as Chairmen and Vice Chairmen of Local Government Councils in order to use them in perpetrating violence across the state, adding that luckily, the security agents are now on red alert to deal with anybody caught fomenting trouble or instigating violence in the state.

The Director General of the National Orientation Agency (NOA), Dr Garba Abari has explained that the fear of election rigging amongst the electorates contributes to apathy and low turn-out of voters in most elections in Nigeria. The Director General made this known during the opening ceremony of a two-day zonal workshop for citizen groups drawn from the North East region on civic and voter education ahead of February and March elections held at Zaranda Hotel on Monday. Mr David Akoji who represented the DG, noted that elections in Nigeria are characterised by large number of invalid votes as well as the disturbing trend of vote buying, hence the need for continuous voter education to the citizens across the country.

In a statement issued yesterday by its Chief Media Strategist, Mr. Emeka Nwankpa and the Northern Regional Rapporteur, Mallam Baba AlKasim, the advocacy group praised the military for dislodging Boko Haram terrorists in the North East and restoring normalcy in the region to ensure eligible residents cast their vote. The group urged the military to dislodge those behind the alleged plans to scuttle the forth-coming general elections in parts of the country, saying that the re-assurance has raised public confidence in the will and readiness of the military to protect law-abiding citizens against intimidation and molestation in the elections. They welcomed the military’s timely response to the alleged plans against hitch-tree elections in the country, describing it as a necessary confidence-building gesture to re-assure lawabiding citizens of their security and safety as the nation goes to the polls. It commended the military and other security agencies for their efforts but observed that the political atmosphere today in the build-up to the polls was unlike the events that preceded the 2015 elections. ‘’We have not forgotten so soon that days before the 2015 elections were drumbeats of war which forced many Nigerians to temporarily relocate to their states of origin for fear of their safety.

‘’The situation today is markedly different. We thank God. However, we must not take things for granted because evil-minded elements may be lurking in the corners. Our security agencies must take a cue from our military in emplacing pro-active measures’’, Nwankpa said. Appeal becomes academic when, even if allowed, it has no utilitarian value A sketch history of appeal No. SC. 15/2018, which has attracted preliminary objection. A leadership crisis erupted in Independent Marketing Association of Nigeria (lPMAN). This has lead to litigations ,amongst which are: suit No NSD/LF/ 78/2009 at the High Court of Nassarawa State. It is still pending. The plaintiffs in that suit obtained against the Defendants including the present Appellant, who is the 1st Defendant in that suit an order of interlocutory injunction on 16th September, 2009 restraining the Defendants from parading themselves as National Executives of IPMAN pending the determination of the suit. The appellant, as the 1st Defendant, allegedly held himself out, before the filing of suit: NSD/ LF/78/2009, as the National President of IPMAN. Notwithstanding the subsistence of suit No NSD/LF/78/2009, and the interlocutory Order made therein, the Appellant ( as the 6th plaintiff) and others approached the Federal High Court , Port-Harcourt, and took out the suit No FHC/ PH/CS/2014 against the immediate past National Executives of IPMAN. The Defendants in that suit appealed. That is the genesis of the appeal No. CA/PH/275/2014. They immediately filed, on 3rd April, 2014 an application for interlocutory injunction and an order of stay of execution of the orders in suit No FHC/PH/12/2014. The Defendants in FHC/PH/12/2014, now Appellants in CA/PH/275/2014, purporting to be entitled to remain in office, held themselves out as incumbent National Executives of IPMAN .They conducted elections on 10th May, 2014 and a new set of National Executives were purportedly elected. The Appellant’s faction fixed the AGM of IPMAN for 13th May, 2014 during which their factional National Executive Council would be elected. The Appellant, who meanwhile had been performing and discharging the functions National President of IPMAN by virtue of the order he obtained from the Federal High Court in suit No. FHC/PH/CS/12/2014 was alleged to be acting in concert with the Inspector General of Police (IGP) and the Commissioner of Police (FCT). At the High Court of the Federal Capital Territory (FCT), the Respondents, as Plaintiffs , sued the Appellant, the Commissioner of Police (FCT),and the (IGP) in suit No FCT/ HC / 1478/2014. The suit , on the Originating Summons, was taken out on 12th May, 2014 by the National Executive Officers , said to have been elected on 10th May,2014. Against the hearing of the suit No. FCT/HC / 1478/2014 at the FCT High Court the Appellant, as the 1st Defendant, filed a Notice of Preliminary Objection. The objection and substantive suit were heard together and a composite decision was delivered on 12th May, 2014. It appears, from records that, despite the pendency of the suit No. FCT/HC / 1478/2014 the Appellant faction conducted election to fill the other vacancies purportedly existing in the National Executives Council of IPMAN, himself having been swornin as the National President if IPMAN on 20th March, 2014,pursuant to Order No 4 made in that regard by the Federal High Court in suit No FHC/PH/CS/ 12/2014. The FCT High Court on 28th May, 2014,overruled the preliminary objection of the Appellant. On the merit; the Court restrained him from further interfering with the administration, management and control of IPMAN. He was also restrained from doing anything capable of prejudicing the hearing and determination of the pending motion for interlocutory injunction and stay of execution of the decision of the Federal High Court Port Harcourt in Suit No FHC/PH/CS/ 12/2014. pending the determination of the appeal CA/

PH/275/2014. The FCT High Court ,on the said 28th May,2014 further nullified the purported swearing in of the Appellant on 20th March, 2014 and the election of other executives officers conducted earlier in May 2014 by the Appellant faction. The main appeal and the challenge to the competence of the appeal, vide the motion on notice filed on 6th September, 2018 challenging the competence of the appeal, were argued together on 25th September, 2018. At the risk of repetition, the Appellant by the end of March, 2017 had been in the office of the President, IPMAN and discharging same for over three years. The respondents posit, in this preliminary objection that the Appellant’s hold to the office as National President of IPMAN by virtue of the Federal High Court order of 20th March 2014 by which he assumed office in accordance with the 1997 Constitution had elapsed by effluxion of time. That by virtue of the said order the Appellant held office for three years from 20th March 2014. academic after 20th March, 2017. An appeal becomes academic when, even if allowed, it has no utilitarian purpose or value. As a settle principle, engaging in an appeal that has become decrepit, an empty shell,with no practical utilitarian value to the appellant, even if the judgment were given in his favour, is merely an academic and hypothetical exercise. A.G.PLATEAU STATE V. A.G FEDERATION 2006 ALL F.W.L.R ( pt. 305) 590 at 646 -637. This now take me to the purported Term of Settlement filed at the Registry of Court of Appeal, Port Harcourt, in the appeal No CA/ /PH/275/2014 on 17th June, 2016. The purported Term of Settlement was vigorously contested and vehemently denied, in paragraph 9 (f) & (g)of the further and better affidavit filed by the Respondents/Objectors on 18th September, 2018. Curiously, the said averments were not challenged or disputed. The Appellant had between 18th and 25th days of September 2018 to challenge or dispute those averments .He however, chose to remain taciturn . As earlier stated in this judgment: Facts not disputed by the party against who they are averred are taken as

admitted. The averments in paragraph 9 (h) & (g) not denied/disputed and therefore deemed admitted are as follows: “ (f)Paragraph 6 (vii) of the Appellant’s Counter-Affidavit filed on 14 September, 2018 is false and not true. The truth is that the purported Annexture 1(the purported Term of Settlement) referred to by the Appellant was never the agreement if all parties before the Court of Appeal Port Harcourt Division ,as alleged by the Appellant. The said appeal pending before the Court of Appeal in appeal No CA/PH/275/2014 wherein the purported annexture was filed is an appeal of 8 Appellants and 20 Respondents. The purported annexture 1 was only signed by the 2nd Appellant and the 6th Respondent (that is the Appellant on record (herein)in a case of 28 parties. The purported Term of Settlement filed on 17th June, 2016 is hereby annexed as Exhibit B. “(g) In further response to Appellant’s paragraph 6(vi), I state that the said annexture1, (the Term of Settlement now exhibit B ) has not been adopted by the Court of Appeal, as such does not have force of law. Besides, the 3rd,4th,5th ,6th and 7th Appellants who are

also members of IPMAN Board of Trustees and the 8th Appellant as well as the 1st, 2nd, 11th and 12th Respondents to that Appeal pending in the Court if Appeal, Port Harcourt Division have filed various affidavits challenging the purported Term of Settlement (Annexture 1). The 3rd Appellant Affidavit was filed on the 11th November ,2016 and all others were filed on the 2nd February 2018 after the judgment of Court of Appeal Port Harcourt division of 7th, December 2017 was delivered. In their affidavits they completely agreed, embraced and are all in full support of the instant judgment appealed against. And they have also averred that they were not part of the annexture1 (the respondent exhibit B) Copies of all the aforementioned affidavits are whereby annexed as Exhibits C. D. E. F. G. H and I respectively. Term of Settlement being a compromise agreement by the parties in litigation; the party relying on it must show ( and Section 131 and 132 of the Evidence Act ,2011 very clear on this, brook of no ambiguity), that the was consensus ad idem that the out of court settlement be reached before the Term of Settlement was duly filed. It is incumbent on the party asserting a fact to prove his assertion in order to succeed. One party in litigation can not unilaterally foist on the other party ,his adversary, in litigation Terms of Settlement as a compromise agreement. Paragraph 9 (f) &(g) of the Better and further affidavit established a unilateral declaration Term of Settlement without consensus ad idem of what the Appellant filed on 17th June, 2016 stand for. Even if I agreed with Joe Agi (SAN), for the Appellant that Order No 4 made on 20th March 2014 by the Federal High Court in the suit No FHC/PH/ CS / 12/ 2014 has not been validly set aside by a Court superior to the Federal High Court, the fact remains that by the said Order the three (3) years period the Appellant would hold office commenced in March , 2014 and ended in March ,2017. That Order has not been comprised by any valid Term of Settlement. The purported Terms of Settlement (Annexture 1 or Exhibit B) filed at the Registry of the Court of Appeal, Port Harcourt,on 7th June 2016 remains, in my firm view, a strong collaboration of the shenaniganism of the Appellantand his determination to remain the National President of IPMAN beyond the term of 3 years commencing on 20th March, 2014 vide the Order of the Federal High Court, Port Harcourt in the suit No FHC/PH/CS/12/2014. The instant appeal, in view of the lapse of that tenure by effluxion of time, would now serve or confer no practical utilitarian value on the Appellant. The Appellant is now academic. The Preliminary objection is hereby sustained. This appeal being now academic and incompetent, is hereby struck out . Cost accessed at N2,000,000.00 shall be and is hereby awarded against Appellant herein in favour of the respondents jointly or severally. NAMA boss charges airline operators to embrace cashless policy Chukwuemeke Iwelunmo The managing director of the Nigerian Airspace Management Agency (NAMA) Capt Fola Akinkuotu, says there is no going back on the cashless policy of the Federal Government in a bid to ensure total compliance to the presidential directive on the implementation of Treasury Single Account (TSA). Speaking at a sensitization forum with agents and representatives of operators of non-scheduled flights in the country on the imperative of the Treasury Single Account (TSA) regime of the Buhari administration, Akinkuotu urged operators to adjust to the new order The event which took place at NAMA headquarters in Lagos was targeted at fashioning out ways to address concerns arising from the process of adjusting to the new cashless payment system since it came into operation last year. Capt. Akinkuotu said, there was no going back on the federal government cashless policy and that it was an executive pronouncement that demanded total compliance from all stakeholders. He appealed to non-scheduled operators to “embrace the new initiative as the entire world is going cashless,” assuring them that the new system would yield positive results that would benefit the entire industry. “This is an innovation that would not only improve and sanitize the nation’s financial system but also ensure accountability and transparency in the long run. If we desire an aviation industry that is globally competitive, we have to imbibe global best practices,” Akinkuotu said. He added that the associated risk and needless exposure associated with the old system of carrying cash around has ensured that it was no longer fashionable. Explaining further, the NAMA helmsman said as contained in the directive, all financial transactions with the agency must be done through monetary transfers (only) into the NAMA TSA account domiciled with the Central Bank of Nigeria (CBN), stressing that the era of paying cash to Deposit Money Banks (DMBs) for onward delivery to the CBN had become history. Speaking on behalf of the nonscheduled operators in attendance, the Managing Director of Sunrise International Air Support Ltd, Mr Sunny Ebisue expressed gratitude to NAMA for organizing such a forum, saying that the event had shed more light on some of the grey areas that attended the new payment system. He, however, called on the agency to sustain such interaction with operators in order to keep them abreast with new developments. It will be recalled that the federal government in a circular from the Office of the Accountant General of the Federation dated 7th of November, 2018 issued a final warning to Ministries, Departments and Agencies (MDAs) and other government entities to desist from maintaining accounts with DMBs without approval from the President, saying that all affected federal government owned and controlled MDAs and other entities must close all remaining DMB accounts, whether in local or foreign currency and transfer the balances to the individual TSA subaccount of the entity domiciled at the CBN.

FG recovers N2trn from oil and gas royalty debts Motolani Oseni Federal Government has said that has generated about N2 trillion from royalty recovery scheme aimed at recovering royalty indebtedness by exploration oil firms operating in the country. Oil and gas royalties refer to funds received from the production of oil or gas, free of costs, except taxes. It can also be described as the cash value paid by a lessee (oil firm) to a lessor (Nigerian government) or to one who has acquired possession of royalty rights, based on a percentage of gross production from the property, free and clear of all costs. Speaking during a Ministerial Briefing on

the achievements of DPR on COLT and other automation initiatives at DPR office in Lagos on Monday, the Minister of State for Petroleum Resources, Dr Ibe Kachikwu, explained that the royalty indebtedness recovery which is largely pushed by the Presidency was aimed to recover a lot of royalty that was outstanding by most of the players in the field. He said that the process of determining royalty in the past was largely driven by initiatives of oil companies that determine what they produce and the government calculates the royalty based on their own figure. “But now, we have been able to use the system, and we can now to see what the actual productions are. Under the rule, you don’t get

your renewals unless the outstanding royalties are paid”, he noted. According to him, for those that have shown the seriousness and mapped out how they intend to settle their indebtedness, we will review, but we won’t give out the final certificate until you have settled and this has generated about N2trillion so far as a result of this royalty recovery scheme. “Another one is the Accelerated Lease Renewal Program (ALRP) which was put in place in 2015 for the purpose of creating revenue for the government. In 2015/2016, remember our revenue was very down and the whole idea was to find money and reduce loans. We reviewed the fees payable for renewals by 50-100 per cent,

and we are able to renew quite a number of fields. It’s a voluntary scheme; it does not compel you before it is due for you to apply. It is simply saying it is nice for you to apply and most people have responded. By the time we finish, we would have generated income of about $1.5billion. This is perhaps the highest we have generated in terms of renewals,” he said. In his welcome address, the DPR Director, Mordecai Ladan, said the minister has been involved in the projects, “so we called him to engage the media in discussing and showcasing some milestones that have been achieved by the regulatory agency of the petroleum ministry, the DPR. BoI, All On establish N1bn off-grid energy solutions fund Joy Obakeye The Bank of Industry (BOI) has partnered All On on Monday signed N1billion partnership agreement to finance the Niger Delta Off-Grid Energy Fund to enhance access to clean, affordable and reliable power solutions. The fund will provide local currency debt financing to facilitate the deployment of energy solutions by access-to-energy companies in the Niger Delta at 10 per cent interest rate per annum (with a one-year moratorium) and tenor of up to seven years. Speaking on this development in Lagos on Monday, Managing Director, BoI, Mr. Olukayode Pitan, said the partnership was a result of the

bank’s efforts in exploring strategic partnerships with reputable institutions in developing sustainable solutions to facilitate social and industrial development. Pitan said that the fund would provide local currency debt financing to facilitate the deployment of energy solutions by access-toenergy companies in the Niger Delta at 10 per cent interest rate per annum, with a one-year moratorium, and seven years tenor. “As you know, power is a critical resource towards achieving industrialisation and is also a major cost driver for SMEs in Nigeria. “We are therefore particularly pleased with this partnership as the deployment of this fund will provide clean energy at the affordable interest rate and friendly conditions not only to SMEs but

also to households and communities in the Niger Delta region of the country,” he said. Pitan said that the fund would stimulate the growth and geographic spread of off-grid energy businesses in the Niger Delta to enable households, SMEs and communities have access to clean, affordable and reliable power solutions. “In the Niger Delta, the majority of the population resides in rural areas and only 34 per cent of these have access to reliable grid power. “The result is that SMEs in the region use expensive and inefficient diesel and petrol generators, increasing their operational costs, families cook with firewood or kerosene while children study with flashlights or candles with the attendant negative health and safety concerns”, he said.

Also, Dr. Wiebe Boer, Chief Executive Officer, All On, said that the partnership would encourage off-grid energy companies to deploy in the Niger Delta and address the massive access to energy gap in the region. “We are excited to partner with the Bank of Industry on the Niger Delta Off-Grid Energy Fund because of their reputation as Nigeria’s leading Development Finance Institutions and their deep experience as one of the earliest investors in the Nigerian off-grid energy sector,” he said. Tax default: Debiting companies’ accounts have grave implications for investors, financial inclusion - LCCI Motolani Oseni As the Federal Inland Revenue Service (FIRS) determines to take stiff measure against thousands of millionaires tax defaulters in the country, the Lagos Chamber of Commerce and Industry (LCCI) has urged the revenue agency and the commercial banks to exercise utmost restraint in adopting tax revenue recovery strategy based on its grave implications for

investors, financial inclusion and the economy. The LCCI thorough its Director-General, Muda Yusuf, cautioned FIRS in Lagos against freezing and debiting bank accounts of companies’ on grounds of tax defaults. According to him, the damage to the economy may be much more than the contemplated revenue. Revenue generation is not an end in itself; it is a means to an end. “The ultimate objective is to ensure equity, improve the welfare of citizens, create jobs and

promote the advancement of the economy. “The disruptions to businesses resulting from sudden freezing of bank accounts for reasons of alleged default in tax payment has caused irreparable reputational damage to many businesses,” Yusuf said in a statement. Yusuf, however, commended the Federal Government for the first tranche payment of N237 billion promissory notes outstanding petroleum subsidy claims. “The Chamber urged the government

to effect the payment of the balance of the subsidy claims without delay,” he said. Yusuf also commended the intervention of the Central Bank of Nigeria (CBN) in granting partial interest waivers to oil marketers on their indebtedness to banks. “The Chamber also proposed the expeditious passage and assent of the Petroleum Industry Bill and the deregulation of the sector to put an end to the recurring subsidy problem,” he said.

Drug abuse: Lagos ranks highest, says Presidential Committee on drug Chukwuemeke Iwelunmo The Presidential Advisory Committee on Elimination of Drug Abuse (PACEDA) set up to advise the federal government on how to fight the incessant abuse of drugs across the country has embarked on a fact-finding mission to the South Western Zone of the country. The committee headed by the retired Brigadier General Muhammed Buba Marwa with the wife of the Vice President, Mrs. Dolapo Osinbajo, cited the latest survey carried out by the United Nations Office on Drug Control (UNODC) which described the gory statistics of the severity and prevalence of drug abuse in Nigeria as mind-boggling. Speaking on behalf of the Committee, Alhaji Abubakar Jimoh, the Director, Public

Affairs in the National Agency for Food and Drug Administration and Control (NAFDAC), explained that the latest report released by UNODC has shown that Nigeria has a national average of 14.4 per cent prevalence of Drug Abuse which almost tripled the world average of 5.6 per cent. According to the report, In Nigeria, Lagos State has the highest figure of 33 per cent followed by Oyo State with 22 per cent and the implication of this is that Nigeria is literally sitting on a keg of gun powder. General Marwa’s antecedents in Lagos with his operation SWEEP and successful military career are strong pointers to the fact that PACEDA is a serious-minded and achievement-oriented Committee whose work will not be consigned to the dustbin of history. Like her Excellency, Dr. (Mrs.) Aisha Buhari rightly pointed out when the Committee was being put together “Myself and Mrs. Dolapo Osinbajo’s membership of this Committee will send a strong signal to Nigerians that the

present administration is determined to win the war against drug abuse. “I am very happy that General Marwa had already accepted the gauntlet with the proposed Launch of War Against Drug Abuse (WADA) which will further amplify and accentuate the Youth Against Drug Abuse (YADA) programme launched last December, in Kano State by Director - General of NAFDAC, Professor Mojisola Christianah Adeyeye. “The combined forces of WADA, YADA and several interventions by National Drug Law Enforcement Agency, (NDLEA), UNODC and other Agencies will surely lead to accelerated elimination of the growing monster of drug abuse in Nigeria. The Committee is currently on that finding and advocacy visits to all the Geo-political Zones in the country.

SEC to holds first CMC meeting this week The Securities and Exchange Commission (SEC) has announced that he is set to host the First Capital Market Committee (CMC) meeting for 2019. The regulatory body in its latest statement said that the meeting is specifically scheduled to hold on Thursday in Lagos. While the key stakeholders in the capital market will meet on March 21, members of

the media would be briefed on Friday on the outcome of the CMC meeting at the SEC Lagos Zonal Office, Victoria Island, Lagos. However, SEC has advised that admission into the venue would be upon presentation of the CMC Identity Card and strictly by invitation. According to the commission, “Attendance to both events is strictly

by invitation. Invited participants are expected to come with their identity cards to be admitted into the venue and all invited participants are expected to be seated by 9.45am.” The CMC was mainly established to serve as a medium for an exchange of ideas among market stakeholders as well as for feedback to SEC on how to

continuously improve the market activities and regulation. It is an industry-wide committee comprising members of the commission, representatives of capital market operators and trade groups and other stakeholders. The CMC meets every quarter to deliberate on various issues affecting the market and other policy matters.

NIMASA undertakes surveillance training for security agencies Temitope Adebayo In its effort to rid the Nigerian maritime domain of criminalities, the Federal Government through the Nigerian Maritime Administration and Safety Agency (NIMASA) has undertaken surveillance training for officers from the Nigerian Army, Nigerian Navy, Nigerian Air Force, Nigeria Police, the Department of State Services (DSS), and its officers, on the C4I Integrated Surveillance Systems operation. According to a statement made available to The Daily Times by the agency’s spokesman, Isichie Osamgbi, noted that the system will aid the coordinated view of the entire Nigerian maritime domain. Speaking at the graduation ceremony held at the Nigerian Maritime Resource Development Centre (NMRDC), Lagos, Director General of the Agency, Dr. Dakuku Peterside, restated the government’s determination to ensure that the country’s territorial waters were free of piracy and all forms of maritime crime in order to facilitate economic development. Dakuku added that the C4I Integrated Surveillance Systems operation, organised by the Agency in conjunction with an Israeli security firm, HLSi Security Systems and Technologies Limited, was another step towards building human capacity for the maritime industry, particularly the Deep Sea project. In his words, ”As part of our efforts towards tackling piracy and other maritime crimes, which continue to constitute threats to vessels plying our territorial waters, the C4I System Operator Course is a part of the ‘Total Maritime Security Strategy’ adopted under this management to give us the best eye view of our domain and ultimately halt insecurity in order to ensure that our maritime industry optimises its potential of contributing majorly to Nigeria’s economic growth.” While noting that crime free waters would further boost the investment opportunities in the nation’s blue economy, Dakuku added that the Agency was aware of the issues that made the Gulf of Guinea one of the most challenging maritime domains in terms of security. This, he said, was why NIMASA was attacking the issue on all fronts, including sponsoring a bill that will make cases relating to piracy and other sea crimes to be decisively dealt with to serve as a deterrent to potential perpetrators. The DG added that effective surveillance would aid quick response time to crime scenes, especially with the Agency’s possession of fast intervention vessels. He said all these puts together would encourage investors and make the Nigerian maritime sector an investment hub. In his remarks, the Nigerian Representative of HLSI, Mr. Mickey Gaash, commended the participants for their exemplary conduct during the programme. I have been here a couple of times with the governor to see the infrastructural renewal ongoing here and I have to thank God for helping him to achieve this much for Epe. “There is nothing we see here that is not good. Every of his project here is good and commendable,” Osinbajo said. Also speaking, Governor Ambode, who embarked on door-to-door campaign with the VP in Epe, urged residents to troop out on election day and vote massively for all APC candidates. “You know where my heart is. For me, it is four plus four. So, on February 16, it shall be APC all the way from Presidency to Senate and House of Representatives. “Whatever you want to do because of me, just know that it is APC all the way from top to bottom,” Governor Ambode said.

Ogunjobi dedicated his life to football administration – Dalung

The Minister of Youth and Sports Mr Solomon Dalung, has described Taiwo Ogunjobi as humble technocrat, who dedicated his life to the administration of football in Nigeria. Dalung stated this in a statement signed by Nneka Anibeze, Speical Assistant, Media, to the minister on Monday, in Abuja. He said the news of the demise of the former Nigeria Football Federation (NFF) scribe, Ogunjobi was shocking. The minister said the sad news was announced by late Chief Ogunjobi’s Personal Assistant Tunde Shamsudeen on Monday. Dalung said Ogunjobi reportedly died at the University College Hospital, Ibadan. “The former Osun State Football

Association Chairman was a humble technocrat who dedicated his life to the administration of football in Nigeria. “I am shocked to hear of Chief Ogunjobi’s death. I saw him last year prior to the NFF elections. “He came to personally inform me of his intent to contest the NFF presidential elections. “He was a seasoned administrator and had contributed immensely to the development of football in Nigeria, especially in his home state, Osun. “I commiserate with his immediate family members, the Osun State football Association, and other football stakeholders who knew or worked with him.

“He has left an indelible mark and a vacuum in football administration in the country. May God grant his soul eternal rest and his family, the fortitude to bear this loss.’’ Ogunjobi’s last public appearance was on Wednesday at the Oshogbo Township Stadium during a Week 7 NPFL Southwest derby between Remo Stars and MFM FC. He was a Special Assistant to former Osun State Gov. Rauf Aregbesola, on Football matters. Ogunjobi served as Secretary General of the Nigeria Football Federation from 1996 to 2010 and captained the former IICC Shooting Stars in the late 1970s, winning two continental championships. (NAN)

Rangers ready to battle Etoile de Sahel to stand still in Tunisia — Official Media Officer of Rangers International FC of Enugu, Norbert Okolie, has said that the players were all injury-free and ready to do battle with Etoile de Sahel of Tunisia on Feb. 13. The News Agency of Nigeria (NAN) reports that Rangers will on Wednesday trade tackles with Etoile de Sahel in their second match of the ongoing Confederation of African Football (CAF) Confederation Cup group stage match. In an interview with NAN in Enugu on Monday, Okolie said that the players were confident of getting a good result against their North African opponents. He noted that Ajani Ibrahim one of the club’s goal leading scorers in the ongoing Confederation Cup would continue to get the needed goals that would take the club to the next stage. Okolie added that Ibrahim’s strike partners Godwin Aguda and Bright Silas were confident ahead of the showdown in Tunis.

On the goalkeeping department of the club, he noted that Ghanaian International, Nana Bonsu, had kept four clean-sheets from seven matches played in the continent. He told NAN that there were other equally talented goalkeepers in the club waiting to prove their mettle if given the opportunity. “In Tunis, we are going to give our all and ensure we take home the three points or at worst draw. “All we owe our fans is good results and our fans should keep praying for our success as we cannot do anything on our own without God’s favour,’’ he said. Norbert said the club had prepared well for the encounter through friendly matches. He urged the players to stay focused as a win or draw against Etoile would be an added advantage to their chance of making it beyond the group stage. “We missed lots of chances in our last match and I believed that our strikers have found their scoring touch and will take their chances as they come,’’ Okolie said.

Warnock calls off Cardiff’s Tenerife trip to mourn Sala Cardiff City cancelled the club’s trip to Tenerife for a midseason break so the players could mourn striker Emiliano Sala’s death with their families, manager Neil Warnock has said. January signing Sala was traveling to Cardiff from French club Nantes when the plane he was on crashed in the English Channel last month. His body was recovered from the wreckage last week while pilot David Ibbotson is yet to be found. The Welsh club is not in action this weekend after getting knocked out of the FA Cup last month. Their next match is in the league at home against Watford on Feb. 22, which gave the club time for a warmweather training camp.

“The club gave me permission to fly out to Tenerife, to take them all for four days, but after what’s happened over the past two weeks, I’d rather cuddle my kids and see my missus because it’s been a long two weeks,” Warnock told reporters. “I’ve never known anything like this in my life and I’ve seen most things. They’ll all be reflecting on what’s happened and your family is more important than football isn’t it?” Cardiff’s 2-1 win at Southampton over the weekend was dedicated to Sala by Warnock and midfielder Aron Gunnarsson said the Argentine striker’s death had ‘brought everyone together’ at the club. “The most important thing was for the family to mourn. Knowing

Mikel Obi: My family forced me out of China John Obi Mikel has opened up on a wide range of issues in an interview with The Sun especially his move to English Championship side, Middlesbrough in the January transfer window. It’s no surprise that the Nigerian international missed his family in England and it was the major reason he gave for dumping Tianjin Teda even when he had one more year left in his contract with the Chinese Super League side. Two years have passed since he left Chelsea for China but the Champions League winner made his return to English football on January 23 after signing a short-term deal with Boro. The midfielder explained: “I look at my time in China as an experience — it wasn’t bad. “Everyone was so nice but sometimes you miss home and that’s what I did. I missed home and wanted to come back.” Now just two hours from London where girlfriend Olga and his two young children, Mia and Ava, are based, he is thriving on his new challenge in the Championship. In 11 gilded years at Stamford Bridge, the Nigerian midfielder saw ten head coaches come and go but there was no doubting the club’s true leader. Mikel revealed: “If we lost a game, we may not speak to each other for a day to show this was not good and tomorrow had to be better. “We were just so hungry. Did we take it a bit too far? If we were losing a game you did not want to be in the dressing room. “There were countless times. He smashes the whole place up and then we go back out and get the win. “What he said, we followed. What he did, we followed.

We looked at him for a reaction and we followed. “No matter what manager came in, you had to know the figurehead of the club was John Terry.” Going up is the aim for Boro and boss Tony Pulis brought the two-time Premier League winner to the North East to add experience and quality. Mikel said: “I’ve been there and won many trophies and I want to try to instil that in this team. “For me it’s about talking to the players on the pitch, encouraging the young ones, keeping a clean sheet and building from there. I’ve only been here two weeks but I’m really enjoying it. It feels a bit like Chelsea for me when you walk in.” Mikel now finds himself in direct competition with former Blues teammates, though, after Ashley Cole joined Frank Lampard’s Derby and Terry became a coach at Aston Villa. Flashing a toothy grin, he said: “It’s not been too bad for the Chelsea old guard, hey?” But he believes their departure from Stamford Bridge has left a void, as he analyses Maurizio Sarri’s current crop like a frustrated fan.
