He said: “In the three years that I have been incharge of EFCC, we have secured 703 convictions” and the breakdown is as follows: “103 convictions in 2015, 194 convictions in 2016; 189 in 2017 and 217 from January 2018 till date.” Magu said the agency has also set an enviable record in the past three years on recovery of funds “to the envy of virtually all law enforcement agencies in Africa.” According to him, “it is on record that about 90% of all recoveries in Nigeria is through the EFCC.” The recoveries, which were made possible through interim and final forfeiture orders of courts under Magu’s watch from November 2015 to date are as follows: “Over N794 billion (Seven Hundred and Ninety Four Billion) recovered. Over $261 million (Two Hundred and Sixty One Million) has been recovered.” “The Pounds Sterling recovered stands at 1, 115, 930.47 Pounds (One Million, One Hundred and Fifteen Thousand, Nine Hundred and Thirty Pounds Forty Seven Pence). “The Euros recovered in the period stood at 8, 168, 871. 13 Euros (Eight Million, One Hundred and Sixty Eight Thousand, Eight Hundred and Seventy One Euros, Thirteen Euro Cents).

“There is also the sum of 86, 500 CFA (Eighty Six Thousand Five Hundred CFA Franc),” according to him. Besides, hundreds of properties such as filling stations, petroleum products, land, jewellery, automobiles, real estate, vessels, hospitals, company shares and heavy machinery and broadcast equipment have also been seized from corrupt elements between 2015 and 2018. He said that from 2015 to 2018, a total of 407 mansions were seized, while 126 have been forfeited finally and 281 are under interim forfeiture. Magu also disclosed that nine filling stations were seized and placed under interim forfeiture. Lands seized sums up to 98 of which 56 are under interim forfeiture, while 42 have been forfeited finally to the Federal Government. He said, “ Two hundred and fifty nine (259) automobiles have been seized, 35 are under interim forfeiture while 224 have been forfeited finally. A hospital, St. Solomon Health Care Centre located at No. 24, Adeniyi Jones Street, Ikeja, Lagos, has also been forfeited finally. In 2016, 1500 metric tonnes of AGO and 3,035 Metric tonnes of LPFO were forfeited finally. Also, Base Transceiver Station (BTS) equipments in 36 sites across five Eastern States were forfeited finally on orders of court. A host of other machinery/equipments have been seized on

interim basis, while the commission has obtained final forfeiture orders in respect of others. Jewellery worth millions of naira have been seized and are under interim forfeiture. Magu said that the commission have surmounted one of the most daunting challenges, office accommodation with commissioning of the new Head Office Complex of the Commission. According to him, the commission had in the last three years, vigorously pursued the expansion of its operational offices and created four offices to bring its operations closer to the people. “The new zonal offices are located in Ibadan, Oyo State; Kaduna, Kaduna State; Benin, Edo State and Uyo in Akwa Ibom State,” he added. He said that in order to intensify the fight against corruption, efforts are being made to secure land for permanent Zonal offices, with varying degrees of positive results. Magu further disclosed that, “So far, the Executive Governors of Edo, Gombe and Kaduna states have released large expanses of land for the EFCC offices in these states. We are at the verge of commissioning two additional offices in Sokoto and Makurdi”. He also said that recently, the Nasarawa State government magnanimously gave the commission 50 hectares of land for the construction of the EFCC’s Training Institute/Academy.

2019: Obasanjo men plot to take over Lagos State chapter – ADC Tom Okpe, Abuja The African Democratic Congress (ADC) has accused former President Olusegun Obasanjo and his men of plotting to hijack the party in Lagos State in what it described as ‘abuse of trust, integrity and ant party activities. Teleology completes 9mobile acquisition with $301m Motolani Oseni, Lagos Teleology Nigeria Limited has finally completed payment of $301 million to acquire 9Mobile- the third largest mobile network operator in Nigeria, findings by The Daily Times revealed. In our fact findings, an inside source close to Afreximbank, but not authorised to speak on this development, disclosed that $251.1 million was paid on Monday to complete the total sum of $301 million to perfect the full takeover of the mobile network operator. The Daily Times further checks, however, showed that the funds were sourced from Afreximbank, even as the new owner announced the constitution of a new Board of Directors for the telecommunication company. In a statement obtained on Monday in Lagos, the new owner of 9mobile stated: “Teleology is pleased to announce the constitution of a new Board of Directors for Nigeria’s multi-award-winning telecommunication company, 9mobile, following the successful

completion of the tenure of the former Board appointed by the Central Bank of Nigeria (CBN) and in fulfillment of the consequential transfer of final ownership to the new investors, Teleology Nigeria Limited.” The document, which was signed by a new Non-Executive Director, Mohammed Edewor, stated further: “We thank all outgoing members of the Board for helping to shepherd 9mobile through the critical transition phase it has passed through since July 2017 and wishes them the very best in their future assignments. “For us, the composition of the new Board of Directors is another significant milestone, and this follows the issuance of the final approval of no objection by the Board of the Nigerian Communications Commission (NCC) to the effect that the technical and financial bids Teleology submitted for 9mobile met and satisfied all the regulatory requirements. This is indeed the dawn of a new era in the evolution of the 9mobile brand in the Nigerian market”, it added. The new Board of Directors of

President Muhammadu Buhari has assured Nigerians that allocations to the educational sector will be improved as revenue increases, describing the sector as a major engine for the development of any country. Buhari, who gave the assurance on Monday in Paris, France during an interactive session with the Nigerian community in Paris, said the about 5 per cent allocation to the sector was inadequate to propel the desired growth for the economy, pointing that United Nations target of 26 per cent remains ideal. He said that his administration was reviewing investments currently in the entire infrastructure of the country like road, rail and power, including investing more in education, adding, “We will certainly need to do more in education.” The President urged Nigerian elite, both at home and diaspora, to do more in contributing to the educational sector of the country, expressing surprise that the elite tolerated the fall in standards and structure of educational institutions despite oil windfalls in the past that would have made all the difference. He said, “I am doing my best now to utilise our resources to develop the country. We are already getting results on road, rail and power. My

frustration is that some people still have plenty stolen money stashed in Europe, U S and other countries.’’ Buhari said that return of stolen assets in some safe heavens will bolster the administration’s current effort of investing more in critical infrastructure that directly impact on the livelihood of Nigerians . The President said the war against terrorism will be reinforced with new weapons and hardware for the military, while the challenge of abduction and kidnapping in some parts of the country will receive more attention with better gathering of intelligence. “We campaigned on three key issues; security, improving the economy, and fighting corruption, and we have not been controverted by anyone that we have not recorded some results,’’ he added. On Nigerians in diaspora participating in elections, the President said the population of citizens in various countries across the world already necessitate their inclusion to elect leaders, noting that it might not happen in the 2019 elections as INEC had been more focused on strengthening and consolidating on its achievements of conducting credible elections within the country. The President said it could happen in future. He added that the Nigerian constitution had taken into

cognizance the need for representation in the political structures in order to ensure harmony and development, urging more people to pick interest in governance and quality representation. Over 4000 employees were thrown into the labour market and almost disconnected 22 million subscribers. To save jobs and protect the 22 million subscribers on the network, the CBN and NCC jointly took over the running of the distressed network under a new name -9mobile and invited prospective buyers to bid.

The Federal Government on Monday disclosed that an estimated 40 million Nigerians are believed to be suffering from mental disorders. Permanent Secretary, Federal Ministry of Health, Abdulaziz Mashi Abdullahi, stated this at the ongoing mental health action committee and stakeholders workshop in Abuja. Abdullahi, who attributed the country’s high burden of mental disorders to inadequate attention paid to mental illnesses, misconceptions and lack of awareness on the part of the Nigerian public, said more people will be disabled by psychological challenges than complications arising from HIV/AIDS, heart disease, accidents, and wars combined by the year 2020. He identified ways of addressing the country’s mental health burden to include fast-tracking the enactment of the Mental Health Act as well as the resuscitation of the national mental health action committee for the coordination of stakeholders’ activities on mental health and psychosocial supports in the country. He said: “In Nigeria, an estimated 20%–30% of our populations are believed to suffer from mental disorders. This is a very significant number considering Nigeria has an estimated population of over 200 million. “Unfortunately, the attention given to mental health disorders in Nigeria is inadequate. The level of awareness of the Nigerian public on mental health issues is also understandably poor, and with lots of misconceptions. “By 2020, it is estimated that common mental disorders such as depression, anxiety, and substance abuse-related disorders, will disable more people than complications arising from HIV/AIDS, heart disease,

accidents, and wars combined! “This is an astonishing statistic and possesses serious questions as to why mental health disorders are not given the needed attention that it currently receives. “A policy for mental health services delivery was developed with several key provisions of the policy, including establishing a body at the Federal Ministry of Health to focus on Mental Health issues. “Some of the pertinent issues is how to address and dialogue with stakeholders on the burden of mental health, intimate them on the Mental Health policy, identify ways to fast-track the enactment of the Mental Health Act and modalities for resuscitating the National mental health action committee for coordinating the activities of various stakeholders on mental health and Psychosocial supports in Nigeria.” Also speaking, Director of Public Health in the ministry, Dr. Evelyn Ngige, described the Ngeria’s statistics on mental health disorders as damning considering the current economic hardships in the country. Her words: “Considering the current economic situation in the country, the above statistics are damning and in the light of the recent suicidal episodes recorded in parts of Lagos (which are obviously a tip of the iceberg), it forces a rethink in our general attitudes to mental health and questions our current maintenance of the status quo.” In his remarks, Dr. Rex Mpaazange, the WHO Lead on Communicable and Non-communicable Diseases Intervention, also lamented Nigeria’s high burden of mental health disorders, noting that “People with severe mental disorders – moderate to severe depression, bipolar disorder, and schizophrenia and other psychotic disorders – generally have a life-expectancy 10-20 years shorter than the general population.”

She also disclosed that she is not cowed about the credentials of Buhari as a retired Military General, former Military Head of State and Presidential flag bearer of the All Progressives Congress (APC), or that of the Presidential candidate of the Peoples Democratic Party (PDP), Alhaji Atiku Abubakar, as former Vice President of the country or by any other. Ezekwesili said that with her programmes and plans for the country, she was sure Nigerians will pitch tent with her to defeat the acclaimed heavy weights in the election. According to her, she is confident that the people will buy into her programmes aimed at lifting over 80 million Nigerians out of poverty in the next four years. The aspirant, who spoke in Lagos when she presented a blueprint on how she will lift 80 million Nigerians out of poverty to the media, said nobody can intimidate her either because of gender or political experience. Ezekwesil also noted that Buhari has in the last three and half a year, showed the people the best he can deliver for them, which is to take them back deeper into the poverty index rather than lifting them out of it and that the security situation in the land is getting worse by the day. Describing her agenda of lifting 80 million people out of poverty as the most important issue in her ambitious plan for Nigeria that shows her readiness to govern from Day One, Ezekwesili said, “We expect

citizens to hold us to account for every word we say and every promise we make, not just on our innovative solutions for tackling poverty which I would be sharing today, but on our entire manifesto.” While expressing her belief in Nigeria and the promise she holds, the aspirant noted that “that belief is what drives me every single day of this journey. I am an impatient optimist. I cannot stand it when we choose to accept mediocrity or resign ourselves to lowly standards. Nigeria can do much better. I care about Nigeria and Nigerians enough to know that the back-toback failed leadership has held us back for far too long, and if we do not take a stand and take our country back, they would still be here in years to come, holding back our children and their children. God forbid.” She added: “I have a dream of a new Nigeria that works for all, not just for a small clique who see politics as their means to stupendous wealth while the majority of those they govern are afflicted with poverty and misery. “I have a dream of an inclusive and prosperous country where there is equality of opportunity for all. Our country will be a great meritocracy where success in life is not determined by your background or tribe or gender or religion or family name, but by your talents and hard work. “I have a dream of a strong, indivisible nation with a united purpose and shared national values. “I have a dream of a new Nigeria that finally manages her diversity effectively and draws on the benefits of our greater creativity, innovation and shared progress. “The Nigeria we would start building from 2019 would not trudge into the future with uncertainty like chickens when we have all it takes to soar with confidence like eagles.

I want to reignite belief in Nigeria’s greatness by leading a government that would make clear promises to citizens and deliver on them, not like the current leadership which spent its first year in office denying all the promises it made to get into that office. “My mission is not just to change this APC-PDP government, but more than that, we must disrupt the politics and governance of the status quo and quickly chart a new course for the future of our country. That poverty inducing law which the ACPN government will amend once and for all when we get into power is the Land Use Act. Replacing that bad law has massive positive implications for agriculture, mortgage, real estate and wealth generation in general,” Ezekwesil added.

Buhari assents to FCT, NCDC, 3 other appropriation bills Mathew Dadiya, Abuja President Muhammadu Buhari has assented to the appropriation Acts of five agencies for the 2018 expenditure passed and transmitted to the President by the National Assembly. They are the Federal Capital Territory Appropriation Act, 2018; Nigerian Centre For Disease Control And Prevention (NCDC) (Establishment) Act, 2018; Extradition (Amendment) Act 2018; National Environmental Standard And Regulations Enforcement Agency (Establishment) (Amendment) Act, 2018 and Nigerian Institute of Mining and Geosciences, Jos (Establishment ) Act , 2018. The Senior Special Adviser to the President on National Assembly, Senator Ita Enang, disclosed this on Monday in a statement in Abuja. The Federal Capital Territory Appropriation Act, 2018 which allows aggregate capital and recurrent Expenditure of N371, 532,518,887 billion, up to the financial year ending December 31, 2018, was submitted by Mr. President to the National Assembly.

The National Centre for Disease Control Act is aimed at promoting, coordinating and facilitating the prevention, detection and Control of Communicable diseases and other public health emergencies in Nigeria. This Act was submitted by Mr. President as Executive Bill on October 17, 2017 to the National Assembly is to develop, maintain and coordinate surveillance systems to collect, analyse and interpret data on diseases of public health importance, in order to detect public health threats, guide health intervention and set public health priorities. According to the Presidency, the Act vests jurisdiction on extradition proceedings now on the Federal High Court and no more the Magistrates Court or Magistrates. The amendment further introduces a new section 15(2) preventing double jeopardy as protected by Section 36(9) of the Constitution which prevents a person surrendered to Nigeria in accordance with extraction treaty; obligation from being arrested, detained, extradited or otherwise dealt with in Nigeria or any other country within the Commonwealth or any other country having same extraditing

agreement with Nigeria, if the proceedings relates to an offence for which he has been previously convicted or acquitted in the requesting country for which extradition is sought by the Nigerian authorities. National Environmental Standard and Regulations Enforcement Agency (Establishment) (Amendment) Act, 2018, is an amendment to the 2007 Act and more succinctly defines matters of appointment to the council, empowers the Agency or appropriate person to cause immediate abatement of imminent environmental pollution while appropriate warrant or court order is sought to ensure public safety, among others. Nigerian Institute of Mining and Geosciences, Jos (Establishment) Act, 2018, provides courses of instruction, training and research in geosciences and mining and produce technicians and such skilled personnel normally required for the mining and related industries; and Provide for both the public and private sectors alike, laboratory services for rock and mineral identification, sampling and mineral beneficiation, mineral and metallurgical analysis amongst other things.

In view of the present administration’s policy on self sufficiency to promote the economy, the Federal Government has warned that the country should not expect support from any food exporting countries to ensure much food production. The Minister of Information and Culture, Alhaji Lai Mohammed, stated this in Dutse, Jigawa State on Monday during a Special Town Hall Meeting on Agriculture. Mohammed cited a recent report which said that Nigeria imported 400,000 Metric tonnes of rice this year, even though the country has reduced rice importation by 90%, as the handiwork of detractors who are bent on dampening the resolve of the government to exit food importation. He said: “Please permit me to alert Nigerians to the reality out there: In pursuing our agricultural revolution, which will ultimately lead to self sufficiency in the national staples, we should not expect accolades and support from outside, especially from countries that have hitherto been the main exporters of food items such as rice to Nigeria. “Every nation pursues its national interest, and it is definitely not in their interest for Nigeria to produce what it consumes, because it means you will no longer import from

such countries. “It is in that context that Nigerians should see the recent fake news that Nigeria imported 400,000 metric tonnes more than the quantity of rice imported in 2017. The report, quoting the 2018 United States Department of Agriculture World Markets and Trade Report, also posited that Nigeria’s local rice production is dropping. When the figures were challenged, they could not provide any empirical ground for the report”. He said contrary to the report, the Central Bank of Nigeria revealed that it had not allocated any foreign exchange for the importation of rice this year because rice importation has reduced to the barest minimum pointing that, “those who claimed that Nigeria imported 400,000 MT of rice more this year have not been truthful”. The Minister recalled that the conspiracy to thwart Nigeria’s push toward self sufficiency in rice did not start today but since 2015, the government was put under undue pressure to import rice ostensibly to make up for a massive shortage, when in the real sense there was a glut of paddy rice produced locally. Mohammed said there is no doubt that the Buhari-led Administration has made a giant stride in the area of Agriculture, which is widely regarded as one of the success stories of the regime.

In his remarks, Minister of Agriculture and Rural Development, Chief Audu Ogbeh, said the reduction of interest rate on lending to farmers to 9% has ignited a revolution in agriculture in the country. Ogbeh said with the reform of the Bank of Agriculture, which will be completed by the end of this year, the government is targeting 5% lending rate to farmers. He said the revolution in agriculture by the present administration has now turned Nigeria into an exporter of agricultural products. “In July this year, the Tin Can Island published a report that Agricultural export has risen by 150%. Containers leaving Nigeria are no longer going empty”, he said. Earlier, Governor of Jigawa State, Alhaji Muhammad Badaru Abubakar, had led the four Ministers who came for the Special Town Hall Meeting on the tour of an agricultural exhibition where farm products including processed and packaged local rice, packaged soya beans, sesame seeds, curry powder, fruit juice, fish, goats, rams as well as farming implements were on display. Other Ministers at the Town Hall Meeting were the Minister of Water Resources, Engineer Suleiman Adamu, and the Minister of State for Industry, Trade and Investment, Hajia Aisha Abubakar.

We have delivered visible achievements –Fashola The Minister of Power, Works and Housing, Mr. Babatunde Fashola (SAN), has said that his ministry has delivered visible and qualitative achievements to Nigerians since his appointment in November, 2015. Fashola stated this on Monday in Abuja at a media briefing to give the third year progress report of the ministry under his watch. He said the ministry had in a statement titled “Setting the Agenda for Delivering Change” in December 2015 set out what it inherited, plan to do and what Nigerians should expect from it. According to him, as at May 2015, many contractors had stopped work because of payment and many fathers and wives employed by them have been laid off. He said the possibility to return those who had lost their jobs back to work was the kind of change the ministry promised Nigerians. Fashola said that the progress report on public sector works relating to roads and bridges had

confirmed that the ministry had fulfilled its promise. He said that the ministry had recovered the thousands of jobs that were lost as a result of an expansive infrastructure spending on works from N18.132 billion in 2015 to N394 billion in 2018. “The outcome is that there is not one state in Nigeria today where the Federal Government is not executing at least one road project with construction workers engaged on the sites. “Difficult or abandoned projects like the Second Niger Bridge, Lagos Ibadan Expressway and the BodoBonny Bridge have been brought back to life. “Sections of Ilorin-Jebba, Sokoto to Jeba, Sokoto-Ilela have been completed, while progress of work continues nationwide. “Apart from recovered construction jobs and growth in construction sector of the economy, the feedback from road users is that the journey times are reducing on the completed roads,” he said. His words: “We acknowledge that the work

is not finished, but as long as we remain able to finance the projects, I have no doubt that it will get better”. He said that the ministry had extended its intervention on roads to universities to ensure that unattended internal roads were given attention. The minister said that 14 Federal Universities would benefit from the first phase of the intervention under the 2017 budget, adding that more would be accommodated in the 2018 budget.

Health minister commends Police arrest 56 suspected cultists in Anambra revamp of PHCs in Edo Short News

The Minister of Health, Professor Isaac Adewole, has commended the revamp of Primary Health Centres (PHCs) in Edo State, noting that such reforms will allow for proper referral system as a catalyst to develop the health system in the country. Adewole said this while delivering his keynote address at the 2018 Alagodaro Summit in Benin City, organised by Edo State Government to celebrate the second anniversary of the state Governor, Mr. Godwin Obaseki. He commended the Obaseki-led administration for focusing on health care, pledging the commitment of the federal government in ensuring that the state achieves her aim of having 200 primary health centres in the state by the year 2020. Adewole, while buttressing the importance of PHCs to the society,

decried that their non-functional status has overstretched the general and teaching hospitals which are meant for complicated ailments. The health minister advised the state government that as it revamps the health centres, attention must also be given to preventive medicine, especially on provision of safe water in communities as well as sensitisation on proper hygiene. According to him, “We spend a lot of money in curative treatment when our problem is at preventive state. We need to change the paradigm and put emphasis on preventive care, health education as well as improving our way of life.” He added that health care system must move beyond just care, and involve a comprehensive care. “PHC is closer to the people, and if properly invested in, it would provide

care for 80 percent of the people while 10 percent would go to secondary and less than 10 percent would go to tertiary health care centres,” he said. The health minister said countries around the world that have recorded improvement in their socio-economic sectors are those that have improved their health indicators. He commended the Obaseki-led administration for investing in the health sector, assuring him that the return on investment for the health care would be huge. Adewole also drew attention to the population explosion in the country especially as majority of the population falls below the working age. The minister congratulated the state for having the highest rate of skilled birth attendant which he said has reduced maternal and infant deaths.

Anambra State Police Command has arrested a total number of 56 suspected cultists from various parts of the State within the month of November. According to Police spokesman Mohammad Haruna SP, in a statement yesterday the arrest was made through the Special Anti Cultism Squad of the Command. Haruna said, “Following recent upsurge in cults activities in the State, the Commissioner of Police Anambra State Command CP Garba Baba Umar has directed for immediate and aggressive manhunt of perpetrators including their sponsors in order to stem the tide of the menace and the directives has started yielding positive results”. A breakdown of the arrest which was made in November alone shows that13 suspects who confessed to be cultists were arrested in Ogidi/Nkpor while 10 suspects were picked from Ihiala LGA. Anambra State Police Public Relations Officer (PPRO), SP Haruna Mohammed who signed the statement further disclosed that seven of the suspects were arrested from the state capital Awka and its environs.

Court dismisses Sen Ladoja’s ‘no case submission’ Peter Fowoyo, Lagos A Federal High Court, Ikoyi, Lagos on Monday dismissed a no case submission brought by former Governor of Oyo State, Senator Rashidi Ladoja and one of his aides, Waheed Akanbi, over an alleged N4.7 billion charge filed against them by the Economic and Financial Crimes Commission (EFCC). Justice Mohammed Idris said with the preponderance of evidence put forward by the anti-graft agency, the defendants have some explanations to make. “I have refused to consider the issue of whether or not I will belief the evidence. I have also refused to consider the question of credibility of witnesses at this stage. “In the light of all the evidences that has been tendered by the prosecution and in my respective opinion, the defendants might have to explain the contents of some of those exhibits”, the judge held.

Afterwards, Ladoja’s lawyer, Bolaji Onilenla, sought an adjournment till next week Tuesday for his client to open his defence. Other defence lawyer, A. Olumide-Fusika (SAN) and the EFCC’s lawyer, Olabisi Oluwafemi, were also in agreement with Onilenla’s request. The matter was subsequently adjourned by Justice Idris to 20th November, 2018 by 1pm for the defendants to open their case. The duo had in their no case submissions argued that the prosecution did not establish any prima facie case against them to warrant them being called upon to open their defence. The former governor and his aide were for the second time in about two years rearraigned on 5th November, 2018, by the anti-graft agency before the court over alleged N4.7 billion fraud. The duo who was docked on an 11-count charge bordering on money laundering and unlawful conversion of public funds however denied the offence.

The case has been on since November 2008 when Ladoja and his aide were first arraigned by the Economic and Financial Crimes Commission (EFCC) on a 10-count charge over the alleged offence before Justice Ramat Mohammed, who was then serving at the Lagos Division of the Federal High Court. After the initial arraignment, the matter suffered several hitches until the 14th of December, 2016, when the duo were rearraigned before Justice Mohammed Idris by the anti-graft agency on an 8-count amended charge of money laundering contrary to Section 17(a) and punishable under Section 14(1) of the Money Laundering (Prohibition) Act, 2004. In the latest charge, EFCC accused Ladoja of “compelling” a broker to sell the state’s shares while he also failed to remit N1.9 billion realized from the sale of the shares. The anti-graft agency alleged that the money went to Ladoja, his family and friends.

Federal Roads: Amosun seeks refund to Ogun

Ogun State Governor, Senator Ibikunle Amosun, has called on the Federal Government to refund money spent by his government on the rehabilitation of federal roads across the state. Amosun made this call while receiving members of the Senate Committee on Works, who were in the state to assess federal road projects, in his Oke-Mosan, Abeokuta office yesterday. He appealed that the request be captured in the 2019 budget, saying the refund will enable his administration construct more roads in the state. The governor commended President Muhammadu Buhari for the attention given to the rehabilitation of the Lagos/Ibadan express road as well as the Sagamu/Ore/Benin road and urged the Federal Government to cede some of its roads across the state to his government for construction. Earlier, Chairman of the committee, Senator Kabiru Gaya, said the purpose of their visit was to assess the state of the federal and state roads under construction in the state. Speaking with journalists after inspecting some of the roads, Gaya expressed satisfaction with the level of road works executed by the Amosun government, commending the governor for an impressive performance.

Tax accountability and matters arising

The dominant view in most countries is that firms are excessively involved in tax avoidance. The odd thing is that tax avoidance, which is also known as strategic tax planning (a more appropriate business expression), is not illegal. Tax avoidance simply means adhering to the letters, and not necessarily to the spirit, of tax laws. As such, it is deemed wise and rational to take advantage of loopholes in tax laws and systems, where such exist. In order to take advantage of the system, businesses usually employ an array of experts – ranging from lawyers, accountants, to lobbyists – to help them implement creative tax strategies. Some law and accounting firms have dedicated and lucrative services to this tax avoidance market. In their view, strategic tax planning can be a real value addition to any firm that does it well. Framed as such, it becomes a source of competitive advantage and a very attractive proposition to many business leaders and shareholders. Hence the popularity of strategic tax planning. Obviously, strategic tax planning, as tax avoidance, will have negative implications for tax compliance and tax revenues. That is why tax regulators, collectors, and administrators do their best to discourage firms from being too innovative with their tax arrangements in order to enhance compliance and increase tax revenues. Some regulators have gone as far as asking firms to discuss any innovative tax practice they conceive before implementing them. This way, the degree of information asymmetry, which is at the foundation of tax avoidance, could be minimised. Hence, the emphasis on business taxation is heavily skewed towards ways of enhancing compliance, minimising tax avoidance, and eradicating tax evasion. Tax compliance has its benefits. Beyond increasing tax revenues for the government, it has also been argued to

be a good way of building democracy. In other words, taxation helps to restore the link between politics and citizenship. Through such, democratic processes and institutions are strengthened for societal progress. In addition, the quest for enhanced tax compliance can lead to better information and data management systems and enhance ancillary and complementary services, such as better policing and strengthened legal systems, for example. These are often referred to as positive spill-over effects of an enhanced tax system. Whilst compliance should be encouraged, it becomes difficult to realise in a system characterised by low trust and weak enforcement mechanisms. This is usually the case in most developing economies, where the formal institutions of democracy and capitalism are usually at their worst. Low trust regimes often lead to low tax morale. Weak enforcement mechanism often lead to low tax compliance. This leaves most countries in this situation in a double tragedy and brings to the fore the often challenging question of the egg versus chicken conundrum. Unfortunately, it is not a case of either high trust or better enforcement mechanisms; the two need to be pursued simultaneously, but how? Our ongoing study on tax compliance in Nigeria confirms that the country experiences both low tax morale and low tax compliance. Although the government agencies – especially the Federal Inland Revenues Services (FIRS) – have invested a lot in aggressive compliance infrastructure, there have been some minor progress; however, tax revenues are still very much sub-optimal. This finding supports the view in the literature that tax enforcement infrastructure needs to be complemented by enhanced tax morale. Otherwise pursuing one and not the other comes across as a futile effort at clapping with one hand. Unfortunately,

most governments in Africa seem to be in this trap. One way to raise tax morale is for the government to be seen to be as transparent and accountable. Citizens need to know how tax money is used and spent. They need to feel the dividends of tax. In other words, tax needs to pay! But oftentimes, tax accountability is the missing part of the jigsaw. From our study, also, the citizens have a very poor perception of the government in relation to tax accountability. It is like pouring money into a bottomless pit. They often argue that they pay taxes and are still their own “local governments” – i.e. they still provide those amenities their taxes should have provided for them, if well spent. Some argue that the government cannot be trusted with more money until the government is able to make better use of oil revenues. But why does low tax accountability persist? A possible and straightforward answer to this question coming from our research finding is the low capacity in the public sector to deal with tax accountability. In other words, the current structure does not have a place for tax accountability. The Federal Inland Revenue Service (FIRS) Act, for instance, only mandates it to raise tax revenues. Beyond that, it cannot account for how tax revenues are used. The ministry of finance and the ministry of budget and planning appear to be silent on this – perhaps due to capacity constraints. Another reason advanced by interviewees of our research is corruption. They simply think that the government is terrified by accountability and would rather keep mute about it because of the corruption that goes on in government. Whether this is true in reality or not is a different matter, but the perception is as strong and as real as it can be. Unfortunately, this lack of trust due to low tax accountability will continue to

impede and undermine tax compliance, if not addressed. We suggest that one way to address the challenges of low tax accountability is for the government to set up a tax accountability desk that will be in charge of communicating and publicising how tax revenues are spent. The other suggestion is for tax revenues to be earmarked for development goals. For instance, the government can have a 10-year plan in which one of the Sustainable Development Goals (SDGs) could be identified a year ahead as the target of the following year’s tax revenues. Where and when these commitments are fulfilled over the suggested period, it would be a very good way to build trust and restore the social contract between the citizens and the government. Beyond these options, the economic elites can also volunteer to ask for tax transparency and accountability. It is argued that they provide the largest share of tax revenues in most countries. So, it would not be out of place for them to demand for transparency and accountability. Whilst corporate social responsibility is on the rise in Nigeria, tax compliance and demand for tax accountability on the part of businesses and their leaders can contribute to strengthening taxation and democratic institutions in Nigeria. The Nigerian Economic Summit Group (NESG) now has a fiscal policy committee, which is a development in the right direction. Hopefully, this committee would be able to galvanise business leaders and economic elites in Nigeria to make their taxes work for them. There are obvious risks harboured in this suggestion, but where danger lies, also lies the saving power, according to Holderlin, a German poet. And he who comes to equity must come with clean hands. Herein lies the taste of the pudding, for business and economic elites, so to speak!

Positioning FAAN as ACI accredited training centre

Saleh Dunoma stood tall last year at the 27th ACI Airports Council International ACI Africa / World Annual General Assembly Conference & Exhibition in Port Louis, Mauritius, where it was stated that the Federal Airports Authority of Nigeria (FAAN) training school has been accredited as a facility for the ACI to conduct their trainings to groom aviation personnel. Since the endorsement, Nigeria has become a key player as far as Global Aviation Training is concerned and also a pace setter in the West African sub region. The ACI Accredited Training Institutes (ATI) is a network of airport training units that offer performance-based, up-todate courses and other learning activities accredited by ACI that meet international standards for quality in workplace learning. With the upgrade of FAAN Training School, it means that the school has become an accredited Training Centre for the ACI to aid capacity building and expertise development through access to ACI’s training and review programmes. Apart from boosting human capacity, Nigeria has a lot to benefit from this giant strides recorded by FAAN. First is that the country has already received global airport industry recognition for meeting international standards of excellence in training for course design, content and delivery;I With the accreditation, FAAN can

now issue ACI co-branded certificates to students who successfully complete the approved ACI training programmes in the country. There is also opportunity for Web and publication listing as an ACI ATI while the training centres will be empowered to use ACI ATI logo for specified promotions and approved ACI course that are conducted by the Training Department. In addition, FAAN as an existing ACI Training Centre will be eligible to get ATI status and receive a preferential discounted annual ATI membership fee. The ATI initiative came on board as organizations worldwide are increasingly confronted with the need to continually ensure that human resources possess the knowledge and skills needed to perform their jobs. Some of the objectives for the initiative is to increase the professional knowledge and capability of airport staff worldwide in order to improve the performance of airports; provide quality driven ACI accredited courses delivered by qualified, knowledgeable instructors that are easily accessible through ACI global network of Institutes. It is also believed that reinforcing the ACI Training brand translates into a best in class product- whether this product is delivered through ACI Global Training directly, an ATI and/or through ACI online delivery channels;B Another objective of the initiative,

according to ACI is to build capacity in “underserved” markets with a goal to be geographically dispersed to ensure full global coverage in providing airport training and education solutions. ACI also stated that, provision of a framework of cost effective educational training programmes which can be adapted to the local language of the established ATI is equally one of its aims. In Nigeria however, ACI ATI initiative has over the years helped airport training departments develop and offer quality learning activities that fully meet internationally recognized standards for excellence in workplace learning. In his speech at the ACI Africa /World Annual General Assembly Conference & Exhibition after the accreditation was announced, Engr Dunoma who is also the Managing Director of FAAN had informed the audience that a young population, growing labour force, accelerating adoption of new technology and urbanization are all factors that favour future economic growth, and subsequently aviation development, across Africa.” “However, we are also aware that Africa is a region that faces many challenges including political strife, security and safety concerns, lack of volume, protectionism, currency complications and sluggish growth in income levels in some key markets.” Despite the fact that an ACI Accredited Centre was being established in Nigeria,

Dunoma highlighted some ACI initiatives that would aid the region’s airport tackle the challenges that were raised at the conference. Engr Dunoma said, “You will hear of the progress that the Airport Excellence (APEX) programme has brought to the Region—helping many African airport improve the application of ICAO standards and recommendation practices, and international best practices. Out of the 14 APEX reviews that are scheduled for 2017, half of those were or will be in Africa.” “And, since the beginning of our partnership with the European Aviation Safety Agency (EASA), the number of Safety reviews in Africa continues to grow. The Safety Assessors Training programme, an initiative that helps build expertise in the region, successfully achieved phase one, where 20 new assessors are now part of the APEX pool of experts. In fact, the first all African review team conducted an assessment in Bangui this July and we should expect many more to come”, Dunoma noted. Stating further, the ACI boss added “and, you will learn of ACI Africa’s new development programme for the region’s airports. The new initiative is designed to help and assist member airports to improve and respond to different challenges, including those posed by security operations, and achieve professional excellence in the application of international standards and best practices.”

Editorial Commentary Your right to vote wisely

Election is defined as a formal and organised way of choosing people for a political office or other positions. In Nigeria, elective democracy was introduced in May 1919, when the Township Ordinance gave right to vote for three members of Lagos Town Council to some men. The first election to the council was held on 29 March 1920. The first national election to be held in Nigeria was in 1959, and in 1965. Elections were held in the southern region of Nigeria. After a long period of military rule, the 1983 general election took place. This was however cut short by the December 1983 coup that brought Muhammadu Buhari as Head of State. In 1993, the country witnessed another general election that was adjudged as the most free, fair and credible elections by both local and international observers. The said election was presumably won by Chief MKO Abiola, but sadly the results were annulled by the then Military President General Ibrahim Babangida. From 1999 till date, the country has enjoyed uninterrupted democratic dispensation witnessing four successive elections and the fifth coming up in February 2019. Election makes a fundamental contribution to democratic governance as it enables voters and citizens to choose leaders and representatives and to hold them responsible and accountable for their actions in office as they are only elected to serve the people for a defined period of time as allowed by the country’s constitution. In a developed democracy, because those in elective positions are conscious of the fact that they are required to submit themselves for periodic elections, they tend to put in their best to serve the people knowing full well that their performance will be the determining factor for their re-election. This is why we have high rate of fulfilling election campaign promises; it also go beyond individual candidates vying for various elective positions to the general political ideology. Moreover, where the electoral processes is competitive and forces parties and candidates to expose their records and future performances to proper scrutiny, election serves as a platform for the discussions and debates on public issues and policies. It also serves as facilitator of public expressions. Election thus provides political education for citizens and ensures the responsiveness of democratic governments to the yearnings of the people. It also serves as acts to legitimise the acts of those who wields power. Elections seem to facilitate social and political integrations and it is also a tool to actualize a self-actualising purpose by confirming the worth and dignity of individual citizens as human beings. Whatever other needs, participations in an elections serves to reinforce the worth and self esteem of individual voters. As 2019 general elections draw nearer, voting gives the citizenry an opportunity to have a say in issues pertaining to their lives and through expressing partisanship, to satisfy their needs to have a sense of belonging. Seeing the importance of elections and the powers of the electorate, it is therefore important for the electorate to know those characteristics an individual possess before casting their votes. In that case, the electorate can be glad with the choice of the candidate he or she

made to represent them at all level since the aim is to bring development to their communities. Whether held under authoritarian or democratic regimes, election has ritualistic aspects. Campaigns that precede elections are dramatic events occasioned by rallies, posters, banners, and television coverage, all of which draw attention to the importance of participations on the events. Candidates, groups and political parties and others representing diverse opinions and objectives combine to invoke the spirit of nationalism. Whatever the peculiar national or regional or local variations, elections are events that arouse emotions, and channelling these emotions and passions into collective symbols help in breaking the monotony of national life and focus attentions on the common fate. Most elections do not determine public policies but instead confer on a small group of officials the authority to determine public policies through the instrumentality of laws and other devices on behalf of the whole. Political parties are central to the elections of public officers, the selections and nominations of candidates, a central and vital first stage in the electoral processes, generally lies in the hands of political parties:, an election only serves as the final process in the recruitments of public officials. The party systems can thus be regarded as an extension of the electoral processes. In Nigeria today, we have repeated cases of vote buying which has made the electorate to deprive themselves of the right to question the performance of their elected representatives. This is so because the officials believe they bought the conscious of the people they are representing hence making them act as lords when in the real sense reverse should have been the case. For instance, an average Briton see himself as very busy, that is why he will tell you boldly that the Prime Minister is there to serve and they can hold her accountable for any slightest wrong committed and ultimately remove her from office if need be. This is why you have all elected officers performing based on their campaign promises. It is no longer news that in developed democracies politicians are removed from office for failure to account for just £1,000 or he can be made to explain why the state funds was used to pay for his utility bills. What do we have in Africa? Leaders feeding fat on our commonwealth and at the same time depriving us from questioning their actions because they believe with the state resources in their disposal they can have their way during any election period. This could have been avoided if credible individuals were voted in from the onset of the current democratic dispensation. However, it is not late to remedy the situation if we can collectively look at individual track records and vote wisely and not along party lines, but based on what we think they can offer and reject whatever the obviously morally bankrupt politicians are offering which will continue to make our collective development a mirage . Voting for the right candidates give us the latitude to call them to order whenever we feel they are not representing us well. This will no doubt lead to appreciable development of our country and we will all be glad to have lived a good legacy for the future generations.

OUR POSITION Dwindling number of women participation in politics

T

he Nigerian political space since 1999 has experienced a tremendous improvement especially with the level of interest it has generated, that is if the number of persons jostling for the various political offices is anything to go by. As at the last count, the number of political parties in the country has risen to over 90 from the three that heralded the nation into the present democratic space in 1999. But one worrisome trend about it is the declining rate of women participation in the political life of the country, as the womenfolk seems to be facing serious challenge in their ability to break into political limelight. This is even more evident from the recent primaries of the various political parties in the country where the number of women elected to contest for the various offices was very negligible. For example, since 1999 and in fact in the history of Nigeria’s political life, there has not been any elected woman governor, the closest that a woman came to being governor, was when then governor of Anambra State, Mr. Peter Obi, was impeached by the state Assembly and his deputy, Dame Virgy Etiaba, was sworn-in as governor and she held that position for a few months until Obi got the court to reverse the impeachment. Though the activism in women was further awakened in the country since after the Beijing conference and declaration in 1991, which gave birth to the much talked about affirmative action that prompted the United Nations (UN) to subsequently concede 35 percent of all positions to women, nothing much has been done in the country to meet that target of women participation in politics. In the early days of this dispensation, it must be said that President Olusegun Obasanjo made significant progress towards fulfilling that quota, while the administration of Goodluck Jonathan, also appointed more women into key positions, while there were equally a significant number in elective positions. But that progress made in recent years seem to have been short-lived, perhaps due to the ever increasing complexities in the political system and high monetisation of the politics which has become a major challenge militating against women participation. Presently, out of 109 senators, we have seven women senators and out of 360 members of the House of Representatives, we have about 17 women; we had far more women from 1999-2015; there were also lots of woman in parastatals and ministries in the country. Also, an attempt recently to get a bill on affirmative action, sponsored by Senator Oluremi Tinubu through the National Assembly failed because it could not get enough support on the floor of the Senate. At an ECOWAS Female Parliamentarians Association (ECOFEPA) meeting earlier in the year, the President, and Nigerian Senator Stella Oduah said that Nigeria has the lowest female representation in elective positions in West Africa. Senator Oduah called attention at the 15-member states of the sub-region to the dwindling number of women’s participation in politics in Nigeria to 7 per cent since the 2015 election. She said women have only 6.1 per cent

representation in State Houses of Assembly, 3.9 per cent in the House of Representatives, 7.34 per cent in the Senate and almost zero per cent in the executive arm of government. In West Africa, Nigeria ranks even lower than Ghana which has as at 2016 about 10.7 per cent female representation in the parliament and 27 per cent female as cabinet ministers. Togo comes up second with about 17.60 per cent women representation in its national parliament as at 2017, and 18.4 per cent in ministerial positions. Senegal has the highest representation of women in elective positions, ranking 12th in the globe for the number of women in elective position - that is 3 per cent down from its initial ranking. Considering the role of women in nation building across the world and the increasing relevance of women even in the African continent, with the recent election of a women as the new President of Ethiopia after the end of a Woman president’s tenure in Liberia, it is our considered opinion that it is high time Nigeria gave women more opportunity to express themselves in the political space. We are also of Opinion that with the lack of positive development in the Nigerian political space, the entrance of more women into it may bring a breath of fresh air that may turn the fortunes of the nation around for good and help revive some key sectors of the nation’s economy. The role of women like Queen Amina, Mrs. Ransome Kuti, Margaret Ekpo among many others in the positive development of the Nigeria must not be so quickly forgotten as to shut other women out of the space. Rather, it should be a motivation to encourage more women into the space especially in this critical time of the nation’s history.

Crisis hits Atiku support groups as body alleges APC infiltration *Says APCO stands for Atiku/Obi’s ticket victory

Tunde Opalana, Abuja There have been cracks in the groups of supporters rooting for the Presidential aspirations of Atiku Abubakar as few bodies are accusing the All Progressives Party (APC) of deliberate plans to destabilize the team through crisis. The ruling party has been accused of planting moles in the Peoples Democratic Party (PDP) Presidential campaign team with the aim of weakening Atiku campaign team and to surreptitiously gathering information about Atiku and PDP campaign plans. The supporters under the umbrella of Coalition of Atiku Abubakar Support Groups yesterday raised the alarm over plot by the All Progressives Congress (APC) to destabilise them. The coalition under the Atiku Presidential Campaign Organisation (APCO) explained that they are united, intact and ever passionate with one agenda in mind, to ensure landslide victory for the Atiku/Obi ticket by February 2019. Addressing newsmen on Monday, the National Leader of the coalition and the National Coordinator of Project Atiku 2019, Rev. Emmanuel Olorunmagba, disclosed that the coalition is made up of 22 groups, warning that those planning the downfall of the Atiku groups would fail. He said: “both the master-minder and the sponsors of the propaganda against APCO have failed woefully in their attempt to blackmail

Atiku and APCO. “Nigerians should expect more funny and dirty games from the desperate APC. But we assert again, that they will continue to fail. “We are all not ignorant of the devices of APC, let’s not fall prey of their machinations at any point, because they will still come up with other schemes as this has failed.” Describing Atiku’s campaign as the movement of the people, by the people and for the people, Olorunmagba said that there is no friction in the groups, adding, “it is pertinent to make certain points clear at this juncture to correct the APC sponsored fellow and his cohorts that issued misleading statements in an attempt to paint the hard working H. And as each group is registered, the details are included in the database. And even the hard copy of information about groups registered before the primary is available in APCO office for group leaders that want to check,” he said. Short News 2019: Group urges constituents to re-elect Dogara Samuel Luka, Bauchi Ahead the 2019 general elections, a political group in Bauchi State, Bauchi Youth Democratic Actors Assembly (BAYODAA) has urged electorates in Bogoro, Dass and Tafawa Balewa local governments Federal constituency of Bauchi State to re-elect the Speaker House of Representatives, Yakubu Dogara to continue in 2019 to enable him add more to his good works not only in the three areas but the whole state. The Chairman of the group, Ibrahim S. Aliyu who stated this while speaking with journalists in Bauchi yesterday lauded the Speaker for constructing mosques, churches, farm markets in villages and facilitating federal roads in the state worth over N50 billion. Aliyu also applauded Dogara for offering free medical care to patients across the 20 local governments on yearly basis. The Chairman of the group said, “the recent one was conducted in March this year when about 10, 000 patients drawn from across Bauchi State as well as neighbouring states were treated free of charge courtesy of the speaker”. He recalled that during the exercise, 77 patients suffering from different health problems underwent surgeries free of charge. “Of the 77 surgeries carried out, 28 were cataract operations, four patients with goitre and six women with uterus cancers were successfully operated on. This is just as he sponsored surgery for the separation of conjoined twins at Abubakar Tafawa Balewa Teaching Hospital Bauchi”. Aliyu said. The group maintained that although the Speaker comes from the Sayawa minority tribe, he is loved by all tribes in the state because he extended his projects to all parts of Bauchi state and not only the three local governments he represents.

Court vacates order on Benue Assembly complex Terhemba Agee, Makurdi A Makurdi High Court presided over by the Chief Judge of Benue State, Justice Aondover Kaka’an yesterday vacated the interim order restraining the Speaker of the Benue State House of Assembly, Titus Uba, and 21 other members from holding sittings at the Assembly complex. Justice Kaka’an vacated the order while ruling on a motion brought before the court by counsels to the Speaker led by Senior Advocates of Nigeria, Sebastine Hon and Edward Ashiekaa who had prayed the court to set aside its interim order of August 13th, 2018. The order restrained Speaker Uba and the 21 others from conducting

legislative business at the complex. In his ruling, Justice Kaka’an stated that by law the judicial arm of government could not restrain the Benue State House of Assembly from performing its legislative functions. He stated that the role of the judiciary is not to overheat the polity with orders capable of destabilizing same, and maintained that the court should not encourage impunity in any way. The Chief Judge described the argument against granting of the motion by counsel to the former Speaker, Terkimbi Ikyange and seven others, Mr Sunday Okpale as an academic exercise. He ruled that the interim order of August 13, 2018 which restrained the use of the Assembly complex played on the intelligence of an earlier order and the

entire legal system and was a dent on the image of the judiciary. Justice Kaka’an maintained that injunctive orders were not at the beck and call of the court to be shared and that claimants must earn them. He transferred the substantive case to High Court 9 presided over by Justice Augustine Ityonyiman for hearing and determination on November 26th, 2018. Attorney General and Commissioner for Justice, Mr Micheal Gusa, in a reaction, stated that by virtue of the ruling, the Benue State House of Assembly under the leadership of Hon. Uba could resume the conduct of legislative business at the Assembly Complex. He said the ruling upheld the principle of Separation of Powers in a democracy.

Short News We will take advantage of dry season to complete projects – Gov Okowa Nosa Akenzua, Asaba Delta State Governor, Senator Dr Ifeanyi Okowa has said that with the setting in of the dry season, contractors handling different road projects in the state have fully mobilised to sites. Governor Okowa made the disclosure on Monday) during the inspection of some road projects in Boji-Boji Agbor, Ika South local government area of Delta State. The Governor, who spoke to journalists after inspecting Queens Street, and roads at the Delta Development and Property Authority (DDPA) Estate, assured Deltans that the dry season would be fully utilised for construction of roads across the state. According to him, “I am happy with the quality of projects, though, we noticed that some factors were not taken into consideration at Queens Street, the right thing would be done because, our people in all parts of the state deserve necessary infrastructure.” “It is true that contractors have mobilised to sites, as a government, we always utilise the dry season to the fullest to construct roads,” he stated. Fielding questions on how contractors will be paid, the governor said, “we have mapped out our payment strategy; our contractors are doing very well and have also keyed into our programme to fully utilize the dry season.”

‘30 communities yet to enjoy electricity 100 years after creation’ Kehinde Akinpelu, Ilorin The Head of Aawe District of Asa Local Government Area in Kwara State, Alhaji Oba Daudu-Suleiman has stated that about 30 communities in the area are yet to have power supply, 100 years after their creation. The district head, who disclosed this to The Daily Times in Aawe on Monday, described the development as unfortunate. He said the non provision of electricity and other infrastructural facilities like good roads in the communities had retarded the growth and development of the areas. The district head listed some of the

affected communities to include: Olowo, Atere, Elelu, Ogunbo, Yede, Ogundeji, Danbudo, Afonta, Okoolowo, Afo, Ologede, Layeri, Ajengba, Afonta and Ode Magaji, Molete among others. He appealed to the state government to come to the aid of the communities as a way of bringing development to the grassroots. He said the provision of electricity in rural communities would curb rural urban migration and create employment for teeming youths in the areas. Daudu-Suleiman also urged the state government to urgently find lasting solution to the power outage confronting Aawe in the last five years. He said that the power outage was caused by rainstorm, adding that the

development had crippled social and economic activities of the town. The Permanent Secretary, state Ministry of Energy, Mr Sunday Moses, who also spoke to The Daily Times, confirmed the revelation of the district head, adding that the ministry was aware that several communities across the state were yet to enjoy electricity. He said that the state government was working round the clock, within its available resources, toward ensuring that electricity get to the nooks and crannies of the state, to bring more development. “Several communities have written letters of request to the ministry; we have informed the state government of their requests; we are working round the clock on the issue,“ he added.

Native doctors endorse Gov Umahi for re-election Charles Onyekwere, Abakaliki Native Doctors in Ebonyi State yesterday endorsed Governor David Umahi of Ebonyi state for a second term in the 2019 governorship election. The group, under the aegis of National Association of Nigerian Traditional Medicine Practitioners, (NANTMP), made their decision known during a solidarity match in support of the Governor in the streets of Abakaliki, the capital of Ebonyi State. Members of NANTMP who came out in their hundreds for the solidarity match also stormed government house Abakaliki, where they conveyed their decision to the Governor. In a bid to swell their depleting ranks, the BHT have continued with their false teachings and instilling fake ideologies on the youths of the North East. To curb that, I have directed the Department of Civil Military Affairs in collaboration with the Department of NA Chaplain/Imam Services to immediately provide counter narratives through the community resilience and stabilization campaign programme. I have also established the Nigerian Army Cyber Warfare Command to amongst others prevent online terrorism, online radicalisation as well as online recruitment. To this end, do not let the false propaganda and narratives being spread by the rag-tagged terrorists sway your thoughts and actions about our dear country. We should continue to stand and fight even when the going gets tough and the ignorant and enemies of the state choose to castigate us. You are to also note that many people have returned back to their

Nigerian Army redeploy officers for enhanced efficiency of operations Appoints first VC of Army University

In order to enhance its operations and engender improved efficiency, the Nigerian Army last weekend announced the redeployment of some of its officers from different Commands, formations and Operational theatres across the country including Operation Lafia Dole and Operation Delta Safe, among others. The Army authorities also announced the appointment of Brigadier General Ifiok Obot as the Deputy Vice Chancellor for the newly established Nigerian Army University Biu (NAUB). A statement Saturday issued by Brigadier General Texas Chukwu, the Director Army Public Relations said Obot was deployed to his new post from Headquarters of Operation Delta Safe. According to the Army spokesman, the posting that affected 103 officers including Majors and Captains is aimed at injecting new hands to further actualize the vision of the Chief of Army Staff, COAS), Lieutenant General Tukur Yusufu Buratai which is, “To have a professionally responsive Nigerian Army in the discharge of its constitutional roles”. The Nigeria Army says its Field Training Exercise by troops of 6 Division code named Operation Crocodile Smile is going on as planned with a lot of successes recorded so far. The Operation covers Akwa Ibom, Bayelsa, Delta and Rivers States and was commenced on 22nd October 2018. According to a statement by Col. Aminu Iliyasu, Deputy Director, Army Public Relations, the precursor operations commenced with Civil – Military Relation activities between 25th October– 2nd November, 2018 where relief materials were presented to flood victims at Internally Displaced Persons (IDP) Camps at St John Parish Igbogene Yenagoa LGA Bayelsa State and Ewein Primary School Ogbe-Ijoh Warri South/West LGA Delta State on 31st October and 2nd November 2018 respectively. The presentations were made on behalf of the Chief of Army Staff (COAS) Lieutenant General Tukur Yusuf Buratai by the General Officer Commanding (GOC) 6 Division NA Major General Jamil Sarham. A total of 3,112 flood victims benefitted from the humanitarian gesture. Similarly, earlier on 25th October 2018 at Community Primary School and St John Parish both in Igbogene, Yenagoa LGA Bayelsa State the COAS, Lieutenant General Tukur Yusuf Buratai represented by the Commander 16 Brigade NA donated relief materials to flood victims in the camps. Few hours after it received messages of inspiration and commendation from the Chief of Army Staff Lt. Gen. Yusuf Buratai, the Nigerian Army over the weekend recorded another success in its campaign to end Boko Haram terrorist activities in the country by killing of two top commanders of the group in Brono State. According to a statement by the Nigerian Army through its twitter account, the notorious terrorists identified as Abu Rajal and Tuja Sa’inna, were killed following a joint operation by 25 Task Force Brigade, Chibok and 28 Task Force Brigade, Damboa which were on a clearance operation from Gumsuri to Gambori communities in the state. The raid successfully cleared and liberated other villages “Gallant troops neutralised high profile Boko Haram terrorist commanders. Recall that troops of 25 Task Force Brigade Chibok and 28 Task Force Brigade Damboa, embarked on Joint clearance operations from Gumsuri to Gambori in Borno State, on 9 November 2018, where they successfully cleared and liberated some villages. “Reports just reaching Headquarters Nigerian Army has confirmed that two high profile BHT commanders named Abu Rajal and Tuja Sa’inna Banki were killed during the clearance operations,” the statement said. It also recalled that the Chief of Army Staff (COAS), Lt. Gen. Nigeria Air: Stakeholder faults Sirika over aviation’s forum Motolani Oseni The Nigeria Deposit Insurance Corporation (NDIC) and the Central Bank of Nigeria (CBN) are monitoring the investigations of law enforcement agencies instituted against the directors and management of the failed Skye Bank Plc to determine their culpability in the failure of the bank. The Managing Director and Chief Executive of the NDIC, Umaru Ibrahim, announced this at the opening ceremony of the Corporation’s, 2018 Sensitization seminar for Federal High Court Judges in Abuja. He said the Corporation’s Risk Assessment and Forensic Investigation Reports revealed that the erstwhile management of the failed Skye Bank Plc. contributed to its failure by engaging in insider abuse, poor corporate governance, and banking malpractices. He added that the reports identified various malpractices such as fraudulent false accounting, manipulation of accounting records to present false profits and ratios, unlawful loan

and credit facilities, non-disclosure of directors’ interests and lending beyond the single obligor limit. The NDIC Boss noted that the Corporation’s implementation of the bridge bank resolution option that established Polaris Bank Ltd that assumed the assets and liabilities of the defunct Skye Bank Plc, resulted in depositors’ unhindered access to their funds, the continuity of the operations of about 300 branches and the preservation of over 6,000 jobs. Speaking further, the MD/CE informed participants that the Corporation has commenced the payment of insured deposits to depositors of the 153 Microfinance and 6 Primary Mortgage Banks whose licenses were recently revoked by the CBN. He noted that the Corporation performs this statutory mandate by its appointment as Liquidator through a Winding Up Order granted by the Federal High Court. The NDIC Boss described the collaboration between the Corporation and the Judiciary as a valuable engagement towards the development of the financial system and the effective

implementation of the Corporation’s mandate. While commending the NDIC for its continued interactions with the Federal High Court through the sensitization seminars, the Chief Judge of the Federal High Court, Honourable Justice Abdul A. Kafarati said the impact has been a deeper appreciation of the implications of the mandate and activities of the Corporation which has led to more proactive and accurate adjudication of cases brought before the courts. He expressed optimism that the broadening of the scope to include topical issues will further deepen the impact of the seminar towards addressing current regulatory issues in the financial system and the dispensation of more informed judgments. Meanwhile, the corporation has been declared the best performing public sector institution in Nigeria on compliance with Information Technology (IT) Clearance Regulation after a rigorous selection process in Nigeria. Intra-African Trade: Afreximbank gives CDC Gabon €30m facility Mathew Dadiya, Abuja The African Export-Import Bank (Afreximbank) has signed an agreement granting a €30 million revolving trade financing facility to Caisse des Dépôts et Consignations du Gabon (CDC Gabon) to support the operations of the tenants of the Gabon Special Economic Zone and to provide them with the capacity to export their products. Under the terms of the agreement, the

facility will be used to finance the working capital needs of eligible companies in the Gabon Special Economic Zone to help them process timber and make it ready for export. Afreximbank President, Prof. Benedict Oramah on Monday during the signing of the agreement’ said that the facility would indirectly support the Special Economic Zone to succeed as the first and largest industrial park in Gabon. Oramah said that the facility aligned with Afreximbank’s mandate of supporting intraAfrican trade, and export development and

industrialization. He noted that most of the processed exports coming out of the Special Economic Zone were directed at neighboring African countries, ultimately strengthening regional economic integration. The Afreximbank boss said, “This collaboration opens the potential for our two institutions to strengthen our relationship and cooperation to make significant contributions towards unlocking the full potentials of industrial parks and export processing zones and delivering the much-

SON encourages awareness over standard of Agric products The Director-General, Standards Organisation of Nigeria, Osita Aboloma has reiterated the importance of collective awareness by consumers, following the recent discovery of beans preservation with pesticide by a food vendor. The incident which circulated the Internet a

few weeks back was first reported to the police by a consumer. Aboloma, in a statement, urged Nigerians to show more interest, mainly, in agricultural products, reiterating that, there are agreed standards by the concerned stakeholders, including farmers.

Stressing further, he stated that there are relevant Nigeria Industrial Standard and Codes of Practice for beans along the value chain, to take care of issues concerning the proper preservation of the crop from planting to the table and assure the safety of Consumers in Nigeria.

The expectations of over 3500 local and foreign exhibitors and about 500,000 visitors of the 2018 Lagos International Trade Fair (LITF) might have been short-lived due to the prevalent economic challenges that have affected the purchasing power of Nigerians. The fair, which held from November 2 to November 11, 2018, at the Tafawa Balewa Square, Lagos, is organized annually by the Lagos Chamber of Commerce and Industry. The Lagos International Trade Fair is the largest International Trade Fair in Nigeria and overtime, has strived to live up to this expectation. The case is however different at the just-concluded fair, as visitors complain that most prices pegged on products are somewhat the same in the regular market, ripping the fair of its usual enticing discounts. Daily Times correspondent who visited the venue throughout the exhibition can authoritatively report that the attendance was massive, but the turnover in sales was discouraging to exhibitors, particularly, for a select number of new exhibitors. Although there was a display of new products, some visitors complained about the durability and affordability of the products; notably, on Fast Moving Consumer Goods (FMCG). Tunde Ibrahim, a young banker who told our correspondent that he came to the exhibition to buy electronic gadgets for his newly-rented apartment, complained about the price discounts while stressing that the prices are similar to some e-commerce sites, even as he factored in the transportation cost of the items he bought. Some new exhibitors also confirmed to our correspondent that they now have a new database of potential customers and it is an addition to the marketing of their products after the exhibition. Most of the old exhibitors confirmed that the sales of 2017 exhibition are far more than what was achieved in the 2018 exhibition, but the array of investors and exhibitors shows that the fair is fast-gaining the stature of an international trade fair. For some exhibitors, publicity, relocation of stands, security harassment and window shoppers were the significant issues highlighted to our correspondent, as they advocated for better ways to effect policy implementation. “Blaring of music was banned because of noise pollution. Also, the security guys were too harsh on visitors as they were not patient. I was once stopped from entering despite having my exhibition tag pass on”, an exhibitor lamented as she responded to A first-time exhibitor from Ghana, Roseline Ashigbui, said the experience was good but not sure if she would return next year. She complained about sales as many Nigerians were not willing to buy as they claimed the price was on the high side. This, she attributed to the currency conversion from Ghana Cedi to Naira.

SEC to brainstorm with market stakeholders Godwin Anyebe The Securities and Exchange Commission (SEC) has announced that the Third Capital Market Committee (CMC) meeting in 2018 has been scheduled to hold from Wednesday, November 14th to Thursday, November 15th, 2018 at the Federal Palace Hotel, Victoria Island, Lagos. While the critical stakeholders in the capital market will meet on November 14th, members of the media would be briefed on Thursday on the outcome of the CMC meeting. However, SEC has advised that admission into the venue would be upon presentation of the CMC Identity Card and strictly by invitation. According to the SEC, “Attendance to both events is strictly by invitation. Invited participants are expected to come with their identity cards to be admitted into the venue and all invited participants are expected to be seated by 9.45am.” The CMC was mainly established to serve as a medium for the exchange of ideas among market stakeholders as well as for feedback to SEC on how to continuously improve the market activities and regulation. It is an industry-wide committee comprising members of the commission, representatives of capital market operators and trade groups and other stakeholders. The CMC meets every quarter to deliberate on various issues affecting the market and other policy matters. During the meeting, issues bordering on the implementation of the Ten Year Capital Market Master Plan as well as others relating to the capital market and the economy would be discussed and the outcome made known to the media.

Ecobank promotes saving culture among Nigerian Students Ecobank Nigeria has called on Nigerian students to start engaging in saving as a starting point to imbibing a profitable financial culture. Ecobank Managing Director, Patrick Akinwuntan made this proposition during an interactive session with students at the Edgerly Memorial Girls Secondary School, Calabar as part of this year’s World Savings Day recently. The bank Managing Director said the habit of saving is always profitable especially when adopted early in life. Loss of N30.3bn capital outflow: Reps summon Dakuku, Wabote over alleged breach of Local Content Act Henry Omunu, Abuja The House of Representatives on Friday summoned the Director General of the Nigerian Maritime Administration and Safety Agency (NIMASA), Dakuku Peterside and the Executive Secretary of the Nigerian Content Development and Monitoring Board (NCDMB), Simbi Wabote over the award of over N30.32 billion contracts to a Dubai based company in breach of the Local Content Act. Chairman of the House Committee on Public Petitions, Rep. Nkem Abonta, who issued the summons, said the chief executive of the two agencies were invited to explain their failure to act to stop this huge capital flight from the company allegedly carried out by Topaz Marine Dubai which executed contracts awarded by three oil multinationals in flagrant disobedience of the Local Content Act. According to a petition before the committee, Topaz had through its activities in the country annually exported over $84, 240 million out of the country by executing contracts awarded by Total, Mobil and Chevron and which should have been executed by local

firms without the two regulatory agencies ensuring compliance with the Local Content Act. This action, Rep. Abonta explained has led to indigenous companies that have invested hugely in ship acquisition being denied the opportunity to bid for contracts while a foreign firm in conjunction with sister companies, all based in Dubai bided and won contracts from the multinational oil firms in breach of the Local Content Act. The breach came to light based on a petition submitted to the committee by the Civil Liberties Organization (CLO) on the gross abuse of the Nigerian Content Act by Topaz Dubai and Team Offshore Nigeria Limited dated August 15, 2018. CLO Chairman, South-South Zone, Karl Chinedu Uchegbu had in the petition to the House committee alleged that Topaz Marine Dubai which came to Nigeria in 2012 exploited loopholes it discovered to circumvent the Local Content Act to do business in the offshore support services segment of the oil and gas sector. Uchegbe alleged that the Dubai firm shortchanged indigenous

companies on account of their access to low-interest foreign loans from its home nation where its majority shareholder, The Renaissance Group is quoted on the stock exchange. He added that in order to evade complying with Section 3 (2) of the Nigerian Content Act, Topaz Dubai suspiciously incorporated Team Offshore Nigeria Limited, as a supposedly local entity with members of a law firm as proxy directors who have little or no holding in the company. “They also proceeded to suspend the flags of over 13 vessels in their fleet, mostly Platform Support Vessels and anchor handlers. “These vessels are illegally flying Nigerian flags while they are owned 100 per cent by Top Dubai and sister companies without a single percentage of ownership allocated to Nigerians. “Topaz by this is denying indigenous companies that have borrowed from banks at exorbitant interest rates to buy vessels for the jobs required to repay their loan facilities, thereby frustrating the intentions of the Local Content Act and engaging in the exportation of capital out of Nigeria,” the petitioner stated.

‘Presidential Panel on Recovery of Public Property lacks power to prosecute’ On the 29th day of October, 2018, at the Annual Legal Year of 2018/2019 of the High Court of the Federal Capital Territory- Abuja, the Honourable, Chief Judge of the High Court of the Federal Capital Territory, Abuja, signed a new Practice Direction and issued same into law, titled; “Practice Direction on Service of Process(es) at the Federal Capital Territory- Abuja.” This paper aims at a review, commendation, criticism and call for compliance by stakeholders. The said Practice Direction is an amendment to the Order 7 of the Rules of the Court, even though, this fact is not directly mentioned in the said Practice Direction. This position of the writer of this paper is verified by the list of arrangement of order which states Order 7: Service of processes. Therefore, the writer of this paper considers this as an omission on the part of the maker of the Practice Direction or the drafter with due respect. By Order 7 Rule 1 (a) of the Practice Direction, the Practice Direction shall apply to all civil and criminal matters relating to service of process (es) by the Court. Also, by Rule 2, the purpose of the Practice Direction is to provide for uniform fees for service of court process (es), mode of proof of service of the court process(es) and uniform fees chargeable for the production of records of the court. Furthermore,according to Rule 3 of the Practice Direction, with effect from the date of coming into effect of the Practice Direction, fees chargeable by the Bailiffs or all Process Servers except Registered Process Servers shall be as provided in the First Schedule attached to the Practice Direction. Furthermore, Rule 4 of the Practice Direction provides the procedures to be adopted by the Bailiff or Process Server outside Jurisdiction of the Court (outside FCT) which are as follows : (a) Depose to an affidavit; (b) Exhibit an affidavit of service of the Bailiff or the local court in the State where service was effected; (c) Exhibit the receipt(s) issued by the transport or airline company through which the bailiff actually travelled or Receipt(s) issued by the hotel(s)/lodge(s) the Bailiff stayed in the course of effecting the service of the process(es). Furthermore, by the provisions of Rule 5 of the Order 7 to the Practice Direction, there is now a procedure to be abided by for the payment of service fees by a party or counsel. This procedure is as laid down in the said Rule 5 thus ‘Pursuant to Order 7 Rule 14(1) of the High Court of FCT civil procedure Rule, 2018- 1 | P a g e (a) A party or Counsel requiring services of Processes shall pay to the Registrar of the Court the appropriate fee for the service of such process (es) as contained in the First Schedule to this Practice Direction to the Registrar of the Court before whom the matter is assigned.(b) The Registrar shall on receipt of the said amount, issue to the Party or Counsel, a non-revenue receipt acknowledging the receipt of the said sum.(c) Thereafter, handover the said sum and process (es) to the Bailiff of the Court who shall in turn acknowledge receipt of the said amount from the Registrar.’. So, it is the observation of the writer of this paper that henceforth, a counsel or party does not deal directly with the bailiff, he might not even know which of the bailiffs served his processes until the service has been effected for his proof of service rather he only deals directly with the court’s registrar and the service fee is only paid to the registrar who issues a non-revenue receipt acknowledging the receipt of the sum and not to be paid into any bank account. Also, it is observed that a party or his counsel can apply for proof of service or the affidavit/certificate of service of the said process for his documentation and he can as well meet the registrar of the court to whom he had delivered the said process to in order to confirm if the service has been effected. He can as well seek to view the notebook of record of service by the bailiff referred to in Rule 6 of the Order 7. Also by Rule 6 of the Order 7, Pursuant to Order 7 Rule 18 of the High Court of FCT, Civil Procedure Rule 2018, the Registrar of every court shall keep an A4 sized, thick back notebook of Record of service by Bailiff. Information to be contained in the notebook should be in accordance with Schedule 2. The writer of this paper is of

the hope that this notebook is readily available and that the various registrars of the Courts are aware and have adequate trainings to effect the provisions?!Also, by Rule 7 of the Order 7, all Registrars shall not later than the first week of every month prepare and send to the Office of the Chief Bailiff, a Comprehensive Report of service of process(es) done by the bailiff in their Courts. Finally, by Rule 8 of the Order 7, the fee chargeable by the Court for the production of proceedings shall not exceed the sum of N50.00 per page. This in the view of the writer of this paper relates to Certified True Copy (CTC) of the record of proceedings and no more. On a general note, the writer of this paper commends in no small amount, the great efforts of the Honourable, the Chief Judge of the FCT High Court. This indeed is a very difficult efforts of which the Honourable, the Chief Judge has taken a brave act to undertake. This indeed brings the issue of bailiffs 3 | Page or ordinary clerk asking for a total sum of N7,000.00 or N10,000.00 to serve a court’s process from Kubwa FCT High Court to Byazhin Layout which is just a few kilometers from the court as the writer of this paper had complained about few months a go. The writer of this paper salutes the courage and the daring efforts of the Honourable, the Chief Judge of the FCT. May God Almighty continue to inspire His Lordship towards a better development and sanitation of the FCT Court’s System and the FCT Judiciary. The writer of this paper appeals for an extension of this efforts to the fees of other lower courts in FCT such as the Magistrate Courts, the District Courts, etc. and same appeal goes to the Honourable, the Grand Kadi of the Sharia Court of Appeal of the FCT and the President of the Court of Appeal of the FCT as this effort is great in the fight against financial corruption in the court’s system and the judiciary. Furthermore, the writer of this paper also appeals for a continuous monitoring as to compliance with this Practice Direction by the appropriate persons. Nevertheless, lawyers, parties, bailiffs, the Judges, the Registrars, and other registered servicing person(s) are all stakeholders in the implementation of this Practice Direction. It would amount to an act of corruption for a lawyer or party to pay any additional fees beyond and or below the prescribed fees. It is also an act of illegality for any court’s staff or bailiff or Registrar to demand for an addition beyond the prescribed fees or without issuing a receipt of confirmation of payment as mandated by this Practice Direction. So, the Independent Corrupt Practices and other Related Offences Commission has a role to play. The writer of this paper further recommends that CCTV camera should be affixed to each place where the fees is to be paid and the collector of such fees should be mandated to remit same to the specified account under the Practice Direction. Furthermore, the writer of this paper is very surprised that the Practice Direction which is not up to or not more than ten leaves could be sold at the price of N1,000.00 only even without a receipt of acknowledgement. The question is who receives the publication fee? The government or a private individual? The same instance occurred at the time of the issuance of the 2018 FCT High Court’s Rules. In these two scenarios, no receipt was issued to the writer of this paper for the payments. So, it is hoped that the same way corruption is fought all around the various areas in Nigeria, same would be extended to the High Court of the FCT by the appropriate law enforcement agencies in the fights against corruption. Finally, the writer of this paper applauds and commends the giant efforts of the Honourable, the Chief Judge of the High Court of the FCT for these wonderful efforts! It is the prayer of the writer of this paper that God Almighty would reward His Lordship’s efforts. Also, other courts are advised to emulate the efforts put forward by His Lordship, the Chief Judge of the High Court of the FCT, in order to sanitize the Court’s system and the Judiciary as a whole. It is also hoped that lawyers and litigants or party paying for service fees would insist on the prescribed fees and report any form of corrupt practices or illegal demand or additional but unlawful demands by any court’s staff or bailiff or registrar to the 4 | Page appropriate authority or law enforcement agency. Therefore, this Practice Direction should be a lawyer’s handbook whenever he aims at service of any court’s process in the FCT, whether such lawyer is within or outside jurisdiction of High Court of the FCT.

INEC can’t be independent so long President solely appoints its leadership - Odetunde Coming from a very humble background, Olagoke Odetunde, son of a Second Republic politician in old Oyo State, Chief J.A Odetunde, has a passion for human development; he believes the only avenue through which he could effectively achieve his goal is to first touch the lives of his people in Irewole/Isokan State Constituency of Osun State. This perhaps explains why this amiable and unassuming surveyor is venturing into politics. In this interview with JIDE OKE, Odetunde spoke of his integrated life initiative, free Medicare Programme being financed from his meager resources, the Independent National Electoral Commission (INEC) and the Action Democratic Party (ADP) among other issues. What background prepared you for what you do now? I was born in Apomu town in Isokan Local Government Area of Osun State, to Pa and Mrs Odetunde both from Apomu. My childhood was spent here in Apomu and Lagos where I had my primary school education. My secondary school education was also at Apomu, from where I was admitted to The Polytechnic Ibadan, Oyo State to study quantity surveying. I passed out from The Polytechnic in 1990 as a qualified quantity surveyor and did my National Youth Service in Kogi State between 1990 and 1991. After my Youth Service, I worked with Amuwa Ajagun Construction Limited, as quantity surveyor and site manager. I later joined GYB Consult Limited. While at GYB Consult, I formed a small business with four other colleagues, Project-Bond Ltd. I was very pushful in finding myself in

all these areas, where this skill would come out from and be fully exploited and that happened to a very great extent. I also formed P&S Associate with a colleague and I became the managing partner in 2005. It is the background that I gained in all the process that really put my feet on the platform to take off as a politically conscious individual and the overriding philosophy that I have gained over these years is that one should not be confined to a narrow alley; one should not find oneself entangled in a very limited space of intelligential operations, so that in a situation where you say you are a surveyor and then you are restricted to the practice of construction, that is strictly antithetical for development of the individual person and the cooperate society. Where are you experiences in political engagement?

Taraba APC guber candidate receives 5000 decampees from UDP, pledges support for Buhari The Taraba State gubernatorial candidate of the All Progressives Congress (APC), Alhaji Sani Abubakar Danladi has received over five thousand defectors from the United Democratic Party (UDP), into the APC in Jalingo Local Government Area of the state. The decampees included Local Government and Ward Executives who had previously left the party to join the UDP under the former minister for Women Affairs, Senator Jummai Alhassan. Receiving the returnees, Alhaji Sani Danladi said President Buhari would win the state in the next presidential election, adding that with the publication of the list of the party’s candidates for various positions, all issues and grievances arising from the recent primaries have been laid to rest. Danladi according to a statement by the State APC Publicity Secretary, Aaron Artimas, appealed to all party members to close ranks and face the task of delivering victory to the party in 2019. The APC candidate emphasised he has already

started reaching out to some of the former governorship aspirants and that most of them have already responded positively to his entreaties. Danladi promised to reward any party faithful who works assiduously for the success of the party during next year’s election, saying all members of the party must reunite and forge a common force to defeat the PDP in the state. He emphasised the need for APC to take over the governance to save Taraba State from its present miserable situation of lack of development and disunity. The leader of the decampees, Alhaji Adamu Aliyu Kata, who is the former UDP Secretary in Jalingo Local Government, said they retraced their steps in the interest of the state and bid to ensure President Buhari is reelected in 2019. He described UDP as a distraction from the task of rescuing the state and appealed to all other party members who went on this misadventure to return to APC because UDP has no future in the state.

Every man or woman born into this world is a politician, because right in your home as a father or a mother, you play politics in that family. Even in your place of work you play politics. So, to me everybody is a born politician. From all indications, your participation in politics is to attain a sustainable development for your community, are you saying same goal cannot be achieved through your profession as a surveyor. Why must you go into politics to achieve this dream? My going into main stream politics is not to seek fulfillment, in fact at this stage, I’m no longer seeking fulfillment as a personal goal, what I really want now is to be able to contribute and what remains a fulfillment for me is to see my constituency developed in a sustainable manner which you can say that yes, this is the dream that our forefathers had about our local community, about Osun, about all of us. Now, you want to represent Irewole Isokan State Constituency of Osun State in next year general election, how much of the constituency do you know? Odetunde My immediate political area is my ward and local government which is Isokan Local Government Area. Also I believe that it is the responsibility of every individual to satisfy his or her conscience because when we stand before God, our conscience should be our judge.

If you eventually emerge winner to represent Irewole/Isokan State constituency in 2019 general election, what are your plans for the people of the constituency? The major problem confronting our people in the constituency is nonaccessibility of farmers to their farms. So when I assume office the first thing I will give priority is to open up rural roads to enable farmers transport their farm produce to the towns and cities for marketing. I will also settle everything about the youth through employment and empowerment, because I personally feel encouraged by the amount of struggle they made to make ends meet in our society. Women will also be supported financially to start small-scale businesses and those who are already in business will be encouraged to

grow in their trades. The 2019 general election is about three months away, do you see INEC conducting free, fair and credible polls? Well, if INEC is given a free hand to conduct the 2019 election they will conduct it. INEC is called independent body but they are not independent, the mere fact that the people there were appointed by the ruling party, the electoral umpire finds it difficult to be independent. That is why we are advocating for clear independence for INEC to make it possible for all the political parties to be involved in the appointment of the people who head INEC. But as long as the President solely appoints the bosses of INEC they are bound to do whatever he dictates to them. How is ADP fairing? ADP is doing well, the enthusiasm of the people joining the party is very encouraging, in fact in most of the meetings we attend on daily basis you discover core politicians from other political parties including APC coming and declare their interest. So I hope that if this trend is maintained there is all indications that it will take over the government soonest, both at the local, state and national levels.

NBBF crisis: Gombe Bulls, Kwara Falcons drag Musa Kida-led board to court

The Gombe Bulls Basketball Club and Kwara Falcons Basketball Club have dragged the factional Nigeria Basketball Federation, NBBF Board led by Musa Kida to an Abuja High Court. They are challenging the body’s plan to organise an ‘abridged’ Premier Basketball League for the purpose of selecting the country’s representatives in the 2018/2019 Africa Basketball League, the Fiba Africa champion clubs tournament. In the suit No. FHC/CS/1317/2018 filed on November 6, 2018, the

managements of Gombe Basketball Association and Kwara Basketball Associations respectively are seeking an Order of Interlocutory Injunction prohibiting and/or restraining the Musa Kida – led NBBF from conducting any fresh Premier Basketball League for the “purposes of selecting men’s representatives of the 2018/2019 Africa Basketball League pending the determination of the substantive suit”. They argued that the 2018 Kwese Premier Basketball League which is the recognized avenue for such

selection, has been concluded and Gombe Bulls as champions and Kwara Falcons as runners-up both qualified to represent the country at the continental championship. Both teams argued that they are non-partisan and therefore, should not be dragged into the politics of the sport by either faction of the NBBF, adding that approaching the court showed their commitment to defend their hard-won mandate to play in the continental tournament. A date for the hearing of the suit is being awaited.

FIFA appoints normalisation committee to run Madagascar federation Fifa has appointed a normalisation committee to run the affairs of Madagascar’s Football Federation (FMF). Football’s world body says it is disbanding the current administration because the FA’s electoral process was “not carried out in accordance with the regulatory requirements applicable to the members of Fifa.” The normalisation committee’s mandate will include organising FMF elections and identifying “legitimate delegates” for the FA’s general assembly. A joint Fifa and Confederation of African

Football (Caf) mission will be deployed to Madagascar soon to identify who should make up the new normalisation committee. All members must pass an eligibility check to be carried out by the Fifa Review Committee. The normalisation committee, which will conclude its mandate by 12 May 2019, will also act as an electoral committee and none of its members will be eligible for any of the positions in the elections. Last month, Madagascar qualified for an Africa Cup of Nations for the first time in their history, and will play at next year’s finals.
