major transport associations. The Commission identified logistics as one of the critical challenges to the conduct of elections in Nigeria. Chairman of the Commission, Prof. Mahmood Yakubu, said in Nigeria, only INEC undertakes such a huge nationwide deployment and retrieval of personnel and materials twice within a short period of two weeks. He assured Nigerians that INEC is determined that all polling units nationwide will open at 8.00hrs from February 16 to March 2, 2019, promising to give Nigerians a pleasant voting experience in the 2019 General Election. “We have been working hard to ensure that personnel and materials will be on location awaiting the arrival of voters rather than the other way round”, he said. To achieve this commitment, he said INEC requires over 100,000 vehicles. He said: “The logistical requirements are beyond the internal resources of INEC to provide. It is for this reason that the Commission has been in partnership with the National Union of Road Transport Workers (NURTW) for which a MoU was first signed with the Union in January 2015. However, with the increase

in the number of voters as well as political parties since the last General Election, we need to increase the pool of our service providers to meet the consequential increase in the number of vehicles. Accordingly, we decided to expand our collaboration beyond the NURTW. “The Memorandum of Understanding (MoU) we are about to sign today (Wednesday) is a general framework. The actual breakdown of the number of vehicles per state will be worked out at state level between officials of the unions and our Resident Electoral Commissioners. It is therefore significant that our Resident Electoral Commissioners are present here today to witness the formal signing of the framework that will enable detailed work at State level. I am also glad that the Unions are represented by their national leaders and as many of their zonal and State officials”. Other transport unions involved in the partnership include the the Nigerian Association of Road Transport Owners (NARTO) and Road Transport Employers Association of Nigeria (RTEAN). Yakubu charged leadership of the unions to supervise their members and branches

for the full implementation of the MoU, saying “doing so requires working very closely with our Resident Electoral Commissioners to ensure that the objectives of the MoU are fully realised. Members of your Unions know the terrain in various parts of the country for ease of movement. “We will also require you to swear to an oath of neutrality as your participation in the delivery of electoral logistics requires absolute neutrality and impartiality. The security agencies shall escort all vehicles to locations. In addition, we shall track the movement of all vehicles electronically and real time as we did in some recent elections. “Learning from the experience of the past, I would like to appeal to Unions to ensure that there is no failure on their part, especially when it is too late for the Commission to make alternative arrangement or to hike fares and put us in a difficult situation on the eve of elections”. The chairman appreciated sponsor and development partner, Friedrick Ebert Stifftung (FES) and its Resident Representative in Nigeria, Mr. Ulrich Thum, for supporting the MoU and the ceremony in addition to consistent support for many years.

Mathew Dadiya, Abuja The Federal Government has accused the National Assembly for delaying the submission of the 2019 budget proposal to both chambers. Minister of Budget and National Planning, Senator Udoma Udo Udoma, said though the presidency has written the National Assembly to indicate a date when it will be convenient for President Muhammadu Buhari to present the budget estimates, the lawmakers were yet to respond. The minister expressed the concern over the delay on Wednesday while briefing State House correspondents after the weekly Federal Executive Council (FEC) meeting presided over by President Muhammadu Buhari at the Presidential Villa, Abuja. Udoma, however, did not disclose the figures

budgeted for 2019. Buhari had convened a special FEC session last Friday where the budget estimates was approved. “As you already know, the budget is ready. We are liaising with the National Assembly because they are to give us a date. If they say today, we will go. The budget is ready,” he said. The Daily Times recalls that FEC had on October 24 this year approved the Medium Term Expenditure Framework (MTEF) and Fiscal Strategy Paper (FSP) for the 2019 -2021 to provide template for the 2019 budget. In the MTF/FSP, N8.73 trillion was estimated for the 2019 budget which is N400bn lower than that of 2018. The price of crude oil per barrel was pegged at $60, exchange rate at $305 and daily crude oil production was put at 2.3m by the FEC. The MTEF/ FSP was designed to translate

strategic development objective of the economic recovery and growth plan into a realistic and implementable budget framework. Meanwhile, Udoma also reported a slight increase in Nigeria’s Gross Domestic Product (GDP) which was shored up from 1.5 percent in Q2 of 2018 to 1.81 percent in Q3 of the same year. He said the non-oil sector which had suffered neglect in previous administrations facilitated the growth. According to him, transportation, electricity, telecommunication, metal-oils, quarry among others grew the GDP by 3.32 percent in Q3 and represented the strongest growth trajectory in twelve consecutive quarters since the Q4 of 2015. He said: “Today, I reported to FEC that we have seen steady recovery from the recession period.

The All Progressives Congress (APC) House of Representatives caucus on Wednesday threw its weight behind the withholding of assent by President Muhammadu Buhari to the Electoral Act amendment bill, describing the legislation as imperfect. House Leader, Femi Gbajabiamila, made the caucus position known after an emergency meeting. Gbajabiamila said that the imperfections in the Electoral Act amendment bill such as the provision that accreditation of voters must be done electronically without the option of manual accreditation was the major reason why Buhari refused assenting to the bill. According to him, the electronic accreditation of voters may lead to the disenfranchisement of millions of voters in the event the electronic system fails to work as occurred during the 2015 general elections. “When a document is imperfect and you can read it or interpret it any how or if count was removed when it should’ve been there, then you can’t override such an imperfect document unless first you amend the document.

“You’ve to start the process all over again and then send it back to Mr. President,” he declared. The House leader further said that constitutionally, the President is not obliged to give reasons for declining assent to any legislation. “On this particular one,

Stakeholders wanted me to share Ogoni Clean-up funds - Environment Minister Mathew Dadiya, Abuja The Minister of State for Environment, Ibrahim Jibrin, has revealed that he resisted pressure from supposed beneficiaries of the Ogoni oil clean-up in the Niger Delta to share the $180 million (N63 billion) meant fothe take-off of the project. Jibrin described the Ogoni oil clean-up project as the biggest project being handled by the Ministry of Environment. Addressing the Federal Executive Council (FEC) meeting, Jibrin recalled his time as minister, saying he travelled the entire length of Nigeria and has “seen the devastation caused by climate change” and effect of conflict in the North-east. He said: “I was under pressure to

share the money as was done in the past, but I refused just to make sure the project does not hit a brickwall like others before.” He said in the South-south, he saw “fish being fried with crude oil” which made him make up his mind to work with the administration to stop oil pollution in the region and ensure the clean-up of Ogoni part of Rivers State. “Tomorrow (today), the 13 of December, there will be a project meeting in Port Harcourt in which project site will be handed over to contractors. Before now, he said, oil companies were reluctant to release anything, but a commitment by government forced them to change their mind and $180 million has now been paid. The minister formally resigned his appointment from President Muhammadu Buhari’s cabinet on Wednesday to assume his

traditional office as the Emir of Nasarawa State. His resignation was sequel to his selection as the 12th emir of Nasarawa in his native Nasarawa State. The resignation notice was announced on the floor of the Federal Executive Council meeting on Wednesday by the Secretary to the Government of the Federation (SGF), Boss Mustapha. Reeling out his experiences in the course of touring the country, he said Anambra State has over 400 active erosion sites, warning that state governors must be weary of environment related issues and use funds from the ecological fund judiciously without leaving the burden to the Federal Government. “I urge all my colleagues to continue to support Mr. President until we are assured of success,” he said.

Meanwhile, the Presidential candidate of the Peoples Democratic Party (PDP), Alhaji Atiku Abubakar, has said that the only way President Muhammadu Buhari could show his commitment to ensuring free, fair and credible elections in 2019 is to sign into law the Electoral Act Amendment Bill to which he has declined assent four consecutive times. Atiku made the charge on Wednesday at the Kukah Centre, Abuja while signing the Peace Pact ahead of the 2019 General election organised by the National Peace Committee. The former vice president, who was delighted that the Presidential candidate of the ruling All Progressives Congress (APC), President Muhammadu Buhari, has signed the peace pact, said that for Buhari to demonstrate the commitment of his administration and that of his party, the APC, to credible elections next year, “he needs to take a step further by signing the Electoral Act Amendment Bill into law”. Atiku further reiterated that he did not shun the signing of the Peace Pact on Tuesday but was not invited by the organisers. He said as a democrat, he and his party, the PDP, are committed to free, fair and peaceful elections. Atiku declared: “I am a democrat ab initio. I have always being a democrat and will continue to be one”. Chairman of the National Peace Committee, former military Head of State, Gen Abdusalami Abubakar (rtd), apologised to the PDP and its candidate, Atiku Abubakar, for the regrettable omission in the invitation. He said: “In order to dispute the notion that he (Atiku) absented himself from yesterday’s (Tuesday’s) event and to disabuse the minds of Nigerians, I called Alhaji Atiku Abubakar and he promised to come and sign the document and I am delighted he is here today”. He called on the Director of the Kukah Centre, Rev. Father Attah Barkindo, to read the letters of the

Peace Pact to Atiku. Letters of the accord says that Presidential candidates of political parties agreed to among other things “to run issue- based campaigns at national, State and local government levels. In this, we pledge to refrain from campaigns that will involve religious incitement, ethnic or tribal profiling, both by ourselves and by all agents acting in our names, party, any public statements, pronouncements, declarations and speeches that have the capacity to incite any form of violence, before, during and after the elections. “To commit ourselves and political parties to the monitoring of the adherence to this Accord by a National Peace Committee made up of respected statesmen and women, traditional and religious leaders; “To support all Institutions of government including INEC and the security agencies to act and be seen to act with impartiality; “To formally and publicly speak out against provocative utterances and oppose all acts of Electoral violence whether perpetuated by our supporters and or opponents”. I am emotionally and sentimentally attached to women because I was brought up by women; my grandmother and my mother “. Atiku disclosed that he had pulled out about 45,000 Nigerian families out of poverty by giving life-saving loans to women from a microfinance bank he established. He said the microfinance bank run by experts on Bangladesh model is one of the best in the country today and that he as a matter of policy directed that 80 percent of the bank’s loans should be given to women. “If you want to eradicate poverty, empower women”, he said.

Senate approves South East Development Commission Anchors funding on 1% Ecological fund

Tunde Opalana, Abuja The Senate on Wednesday okayed the establishment of the South East Development Commission (SEDC) to cater for myriad of ecological challenges among other teething problems facing the geopolitical zone. With the passing of the bill seeking its creation for a third reading at plenary on Wednesday, the envisioned Commission would be in the mode of the Niger Delta Development Commission (NDDC) and North East Development Commission (NEDC), as intervention agency for development in the South East, particularly in the area of Ecological control. The upper legislative chamber as stipulated in Clause 15(2b) of the bill, anchored funding of the

proposed commission on 1% of Ecological Fund in the country to address the reoccurring ecological problems in the zone. Sponsored by Senator Sam Anyanwu (PDP Imo East) and supported by 14 other senators from the geo-political zone, passage of the South East Development Commission (SEDC) was sequel to consideration of report presented to that effect by Chairman of the Senate Committee on Establishment and Public Service, Senator Emmanuel Paulker (PDP Bayelsa Central). Interestingly, senators across party lines and the six geo-political zones in their contributions during consideration of the report, threw weights behind the bill and by extension, the proposed commission. Senator Paulker in the presentation of the

report, explained that the bill with a total of 30 clauses would serve as operational legal framework for the Commission when established. Though the committee in the report made no specification on duration of existence of the Commission but the Senate at the committee of the whole, amended clause 4 of the bill to give

the Commission 10 years of operational existence after establishment. Academic Staff Union of Polytechnics commences indefinite strike Doosuur Iwambe, Abuja

Academic Staff Union of Polytechnics (ASUP) has commenced an indefinite industrial action in protest against what it described as consistent failure on the part of the Federal Government to implement agreements it willingly signed with the union since 2010 and constant efforts to derail the Polytechnic sector. Addressing a news conference in Abuja on Wednesday, National President of the union, Usman Dutse, said since 2010 when the agreement was signed between the union and Federal Government, they have been in consistent engagement with the government leading to the signing of several memoranda which the government has constantly failed to implement. Dutse listed the issues in contention to include conditions of members of the union; review of obsolete legal regimes and other policy documents which serve as governing instruments in the sector; non-existence/deplorable state of the existing facilities including classrooms, libraries, students’

hostels, laboratories, workshops, studios and office accommodation, etc; discriminatory policies against the sector and its products, victimisation of union leaders and non-payment of members’ salaries in several states. He said: “For each of these outlined above, the government has always agreed to implement agreements aimed at the requisite interventions and a turnaround of the sector. Regrettably, it’s been a consistent story of woes and disappointments. “The issues in contention are well rehearsed, taking roots in the provisions of the originating document (2010 ASUP/FGN Agreement). To make matters worse, government has been making fresh inroads in its penchant for undermining the sector by pursuing the implementation of policies with the ultimate aim of treating symptoms of an ailment and at the same time allowing same ailment to devour the diseased sector”. He further listed other grievances of the union to include the nonimplementation of the NEEDS assessment report, non-payment of

salaries of state owned Polytechnics, non-payment of allowances and shortfall in personnel releases to Polytechnics, the non-release of the reviewed scheme of service and condition of service as well as the delay in assenting to the reviewed Polytechnics Act among others. He said that the union has been left with no other option than the painful path of embarking on an indefinite strike in its bid to save the sector from collapse and asked Nigerians to address the issues, asking members to remain steadfast. The Daily Times recalls that the union had on October 2 issued a 21-day ultimatum to the Federal Government before it extended it to November. Dutse disclosed on Wednesday that the strike has commenced and there is total compliance by all chapters. “We have zonal coordinators and a monitoring team, zone by zone, all over the country. Already from the report we are getting, we are satisfied with the level of compliance from all our zones but we are reviewing the day’s activity in a meeting now”, he said.

Directors culpable for failed defunct Skye Short News Bank will be prosecuted - NDIC boss Andrew Orolua, Abuja The Managing Director of Nigeria Deposit Insurance Corporation (NDIC), Alhaji Umar Ibrahim, said on Wednesday in Abuja that all those culpable for failed defunct Skye Bank Plc will be prosecuted to serve as deterrent to others. Ibrahim, who dropped this hint at a seminar organised for Justices of the Court of Appeal, said that the directors and management of the defunct Skye Bank Plc who contributed to the failure of the bank are being investigated by relevant agencies. The directors and management staff of the defunct Skye Bank Plc responsible for its failure would be prosecuted to serve as deterrent to others”, he said. He said that the seminar which has become an annual event has contributed tremendously towards building capacity for judicial officers in law applicable to Bank Deposit Insurance in Nigeria. The President of Court of Appeal, Justice Zainab Bulkachuwa, in her

address, commended Nigeria Deposit Insurance Corporation (NDIC)’s sensitisation seminar for the Justices of the Court of Appeal. NCS intercepts Indian hemp, Tramadol valued N5.1bn Joy Anyim, Lagos Undercover operatives of the Nigeria Customs Service (NCS) have intercepted 3,792 parcels of Indian hemp, one container of Tramadol, 66 trailers of rice amongst other prohibited substances valued at over N5.1 billion. The Controller of the Federal Operations Unit (FOU), Zone A; Comptroller Mohammed Aliyu who made the disclosure on Tuesday at the Headquarters’ in Ikeja said the seizures were made along Lagos, Ogun and Oyo axis. Aliyu who said the Indian hemp was smuggled into the country from Ghana revealed that two suspects had also been arrested in connection with the seizures. Speaking on his achievements in the last four months of his assumption of duty as the Controller FOU, Aliyu said 34 exotic vehicles, 17 sacks of Pangolin scale, 2887kgs of vegetable oil, 1,439 pieces of used tyres, 180

pieces of compressors five 20feet containers of unprocessed wood and 2,520 pieces of textiles were detained and seized. In his remark, the Controller who gave further details on how the seizures were made said, “ The drive and desire to compliment the Comptroller General’s Policy of entrenching transparency and integrity while enforcing the core mandate of the Service is the determining factor for this uncompromising stand to succeed at all cost. “The Proactive steps of enforcement we have taken are truly achieving the desired result in the policy of the Federal Government in sustaining agriculture and self-sufficiency in food production, revamping the economic recovery plan, protecting National Security and ameliorating the potential health hazards of the negative impact of smuggled items to the average Nigerian citizenry. “Those who chose to be non-complaint will always fall victim of FOU sanctions.” Lamenting the dire consequences of the

illicit substance especially the Indian hemp and Tramadol, the Comptroller said such substances are responsible for the many cases of crime and criminality in the country. He said, “No one knows the potential victims that may use the dangerous substance as it could be any member of the Nigerian family. Fighting this menace of drug abuse is fighting for the future of Nigerians endangered youths and any ‘would-be’ users of this illicit substance. “ As an enforcement Unit of the Service, the Federal Operations Unit will not rest on its oars until there is a total compliance that will translate to effective revenue generation, suppression of smuggling, facilitation of legitimate trade and protecting our national security.” He said the Zone was determined to stem the tide against those who have decided to be non-conformist to legitimate process of importation and exportation clearance processes.

The Permanent Secretary, Federal Ministry of Labour and Employment, Mrs Ibukun Odusote has tasked labour unions to focus on the general welfare of its members rather than concentrating on festive oriented benefits. The Permanent Secretary made this call during the inauguration Wednesday, of elected executive of the Association of Senior Civil Servant of Nigeria, Ministry of Labour and Employment Unit. BMO says Dogara’s view on SIP spiteful Tom Okpe, Abuja A Group, the Buhari Media Organization (BMO) has described the House Speaker, Yakubu Dogara’s comment on the Social Investment Programme (SIP) as irresponsible and an insult to beneficiaries of the initiative. Dogara had described the social welfare scheme as vote buying at a one-day ‘Public Hearing on Vote Buying and Improving Electoral Processes in Nigeria’, on Monday, in Abuja. But in a statement signed by its Chairman Niyi Akinsiju and Secretary Cassidy Madueke in Abuja on Wednesday, BMO said it is shocking that Dogara could descend so low just to score political points. It said: “Here is a man, who presides over an arm of the National Assembly which approved a budgetary allocation of N500 billion for 2016 and N400 billion for 2017 respectively, for this same social welfare scheme. Speaker Dogara and his colleagues in the Senate are also aware that all the initiatives, including the very popular TraderMoni, began in 2016 after a total sum of N110 billion was released.

Of Digital Apartheid and the promise of 5G

The announcement, last week, of plans to migrate Nigeria’s telecommunications to the Fifth Generation or 5G technology in 2020 is bound to animate conversations in the nation’s ICT community in the times ahead, in a manner that perhaps enables us to better appreciate how a mere foothold in the knowledge economy, more than the possession of gold and diamond, is a better store of value and a surer key to prosperity in the new world. Three spectrum bands are tentatively earmarked for a test-run in Lagos and other cities in this connection, according to the Nigerian Communications Commission (NCC). Indeed, the phenomenal leap in world technology is ushering in the magic age in which man can now communicate intelligently with matter, generally altering lifestyles with such dizzying speed that no one seems able to predict the next moment anymore. Artificial Intelligence now ensures diagnosing what was once unfathomable with laser precision, and providing incredible solutions to business and education challenges. It provides the means for a physician to stay in a city centre and prescribe medications to the afflicted in far-flung rural communities. From the comfort of an office, a lecturer can teach and interact seamlessly with multiple classrooms across a wide geographical space in real-time. In political terms, the promise of the smart technology is more accountability by government and greater citizen empowerment. At home, we are told that its trial has commenced in the futuristic Eko Atlantic Project, where broadband data will drive connectivity and enable humans interact with smart devices to check their health statuses, as well as remotely control home appliances without physical contact. In the close to two decades of GSM in Nigeria, we have, of course, witnessed the haphazard – if not difficult – transition from 1G to 2G to 3G and to the current 4G technology. If the 4G has proved to be ten times more powerful than 3G, we can then imagine the prospects of 5G in delivering crisper visuals/videos and faster data processing. It will, no doubt, pose a big

threat to the traditional desktop computer and laptops in terms of utility in a world increasingly obsessed with portability. Though no roadmap has been unveiled yet for Nigeria’s own roll-out, for stakeholders, there is surely enough reasons already to contemplate the 2020 take-off with some skepticism. Whereas the establishment people are wont to highlight the bright side, perhaps in anticipation of a chance to retain their jobs and continue “business as usual”, most – if not all – will however duck invitation to debate the old question: How do we detoxify the prevailing operating environment with a view to making the technology more impactful to a greater number of Nigerians? Yet, without addressing the foundational issues, the nation will, at best, only continue to underachieve. To start with, out of the estimated 20 million active smart phones in Nigeria today, three-quarters is said to be located mainly in Lagos, Port Harcourt and Abuja. It is safe then to assume that such elite category constitutes the dominant bloc of the estimated 80 million Nigerians who have access to the internet. So, the rest of the country’s 200 million population is still stuck in the digital valley, sketching a picture of digital apartheid of sorts. While chatting with an ICT expert on the sidelines of an international business summit sometime ago, I heard that it should, in fact, be considered a miracle of biblical proportions that GSM companies are still able to operate in Nigeria, given the prevailing almost impossible conditions. More like turning stone to bread. Just one of such afflictions: Epileptic power supply. It means that apart from agonising over the ever dynamic challenge of meeting software needs in their core area of business, telecos also have to acquire, on the side, a competence in procuring and maintaining thousands of generators to power their base stations across the country daily. So, the fortune the generators guzzle per hour partly explains why the costs of GSM services is still ridiculously high in Nigeria, despite the huge market, and relative to other countries. No one illustrates this abiding spirit of resilience perhaps better than Globacom. Fifteen years ago, Glo’s conscientious

intervention through the per second billing ended the primitive exploitation of Nigerian consumers by the GSM pioneer, which had declared, almost magisterially, that calls would continue to be charged per minute indefinitely, even if dropped within a few seconds. By making constant innovation its article of faith over the years, the acclaimed “grandmaster of data” has managed to not only keep the nation talking, but also kept the national flag aloft on the continental stage, so much that it is now adjudged the fourth strongest brand in Africa. Glo’s long-running bonanza ensures that the customer gets sometimes triple the value of the air-time bought. (Perhaps the reason some folks spend longer time on phone these days and why the hitherto pervasive culture of “flashing” is fast on the decline). Little surprise then that despite the manifest handicaps encountered by operators, the mobile phone market, according to official records, still made a significant contribution of $21 billion to the nation’s economy in 2017, representing 5.5 per cent of Nigeria’s GDP, apart from its creation of 500,000 direct and indirect jobs. Were the operating climate more conducive, the prospects of better performance by players can only be imagined. Determined to retain its leadership of the market, Glo has had to literally break the bank in embarking on the massive upgrade of its infrastructure (from generators to hardware) across the country. Among the milestones, two would appear the most significant. One is the construction and addition of 4,000 kilometres of optic fibre cable to its existing 10,000 kilometre network, with a view to raising capacity and protection for a round-the-clock connectivity. A continuation, no doubt, of the pioneering streak started with the laying of an international submarine cable named Glo 1, connecting Nigeria to the U.K. and U.S., passing through fourteen African nations, and providing immeasurable ICT solutions to critical sectors of the economy. The second is the completion in Abuja of a fibre route relocation to solve the old nightmare of incessant fibre cable cuts impairing network quality in the nation’s capital. Of course, Glo had pioneered nationwide

coverage of 4G-LTE technology in Nigeria, which is adjudged the best around, thus enlisting the country among nations with Long Term Evolution (LTE) networks. LTE is the reason why we enjoy quicker data transfer, instant broadband internet access that ensures the download of ultra high definition videos within few seconds. As we can see, MTN (Glo’s main competitor) is, for now, unable to boast of equal massive facility upgrade to meet new challenges. The reason is not far-fetched. The South African-owned company is apparently too preoccupied today sorting existential issues with the authorities in Nigeria, having had to cough out a staggering fine running into tens of billions of naira in 2016 for breaching security protocols by failing to block unregistered sims after the official deadline. As if that was not enough, its beleaguered board presently has to divide its resources between paying lawyers challenging yet another heavy fine running into billions of dollars over alleged money-laundering, and creating schemes to making shareholders back in Pretoria happy. But despite the heavy investment in infrastructure by telecos like Glo, the country still hardly features among the top ten in Africa in terms of quick internet access. Mauritius leads the table (and is rated 45th globally), followed by Seychelles, while neighbouring Ghana is ranked seventh. Speed is not only what sets Mauritius apart; it is also ranked the most affordable with the second lowest broadband costs in the world. Overall, only 44 per cent of mobile subscribers in Nigeria are using the 3G technology. While only four per cent are using the 4G technology, in comparison to over 18 per cent 4G penetration in South Africa and 16 per cent in Angola. But without continued investment in hardware, there is no way the country can even hope to take full advantage of the promise of GSM telephony to begin with. According to experts, it is only when that is sustained that the nation can hope to achieve 55 per cent mobile penetration of the population by 2025, with 70 per cent potentially having 3G connectivity and 17 per cent accessing 4G network. But just how prepared are we for the future?

Nigerian soldiers, Boko Haram and matters arising

It initially started out as 44. Then 100. Then ‘more than 100’. And now 118. There is even a chance it could, when all is said and done, end up as more than 200. In the end, the truth is somewhere in between. In an attack that ranks among the deadliest this year, Boko Haram downed scores of soldiers in Metele, Borno State, on November 18. With the benefit of hindsight, we now know that the insurgents lurked around for the Army to dispatch a team to retrieve its killed or injured men. When that rescue, treatment and evacuation team arrived in Metele, the insurgents struck again. Among the victims of that first raid were five officers, including a Lieutenant-Colonel; and from the second raid, the fallen include the Major who led the rescue team. The latest attack is a continuation of Boko Haram’s newfound confidence to take the battle to military zones in recent months, often yielding high casualty tolls. The past few days have been truly difficult for the political neutrals. The social media has been awash with mourning and the gnashing of teeth, not only by the opposition, as the government and the Army are wont to always believe, but by those genuinely concerned about the failure of two governments running to pocket Boko Haram. This grand-scale attack has happened despite repeated government assurances of “decimating” and “technically defeating” the insurgents. So, the question goes: Why, and three years after electing a Major-General as president, can Boko Haram so easily overrun hundreds of soldiers in one fell swoop?

As I have previously written, the Army is indeed waging a war against Boko Haram — not with weapons but with propaganda. In its trademark downplaying of its own casualties and exaggerating that of the insurgents, the Army attempted to sweep the Metele attack under the carpet. And despite its protests over the so-called “well-doctored” reports of the media, the Army has, after eight days, refrained from making definitive remarks about the attack, particularly the casualty on its side. A war that thrives on misleading the public, ostensibly including the president and commander-in-chief, is doomed to fail. So is a war steeped in hypocrisy. Two soldiers who survived the Metele attack, and are set to desert the Army, released a now-viral video of the post-attack ruins. Laden with anger, frustration and despair, it is a video that should humble every true Nigerian patriot. It is a video that President Muhammadu Buhari — if his advisers have any idea what they’re doing — should have seen and selfanalysed by now. But the shocking response of the Army has been to brand members of the public as “detractors or tacit supporters of the enemies of our beloved country” and to threaten them with court suits. This type of sickening hypocrisy should not be judged just on its face value but on its implications for decision-taking in the highest recesses of the Army. It is the same type of hypocrisy that caused Alex Badeh, as chief of Army staff in January 2015, to say soldiers cannot say they’re not well-equipped when they have a rifle, only for him to claim, at his pull-out ceremony six months later, that he

was “head of a military that lacked the relevant equipment and motivation to fight an enemy that was invisible and embedded with the local populace”. Badeh had already rendered himself an accomplice to the damage that had been done. Unfortunately, this same strategy of misleading the government and the people has been adopted by the current Army hierarchy. Boko Haram can only be the beneficiary. Everyone knows the most important move that must be made to whittle down Boko Haram’s powers. The foot soldiers know; the senior officers do. Even the insurgents themselves know. I found out in June 2016. During an undercover trip to the North-East in June of that year, I was in a hospital where a soldier receiving treatment for a gunshot injury was recalling events on the battlefield to his colleagues. He was one of 15 soldiers who ran into 18 insurgents in Kala Balge, the easternmost local government area of Borno, very close to Cameroon, on April 30, 2016. While the insurgents came in six motorcycles and carried a mortar Rocket-Propelled Grenade (RPG) and a General-Purpose Machine Gun (GPMG), the soldiers had only their trucks and their 1949-made Kalashnikov (AK-47) rifles. Still, it was the insurgents who took to their heels while the soldiers chased on with their trucks. One by one, the soldiers killed the insurgents until only two were left. Then they ran out of ammo. Tables suddenly turned, and the hunter became the hunted. “When our ammo finished, we were looking at them and they were looking at us,” the soldier

recalled. “We were about boarding the truck when three of us were fired at the same time with a GPMG.” In all, six of the soldiers were shot. I remember that soldier was filled with optimism about how Buhari’s coming would strengthen the weaponry of the Army. If that soldier is still alive — he promised to return to the field once his leg healed up — he must feel let down that the coming of Buhari hasn’t altered the balance of weapons between soldiers and insurgents. Much as it hurts to say, Boko Haram will continue killing soldiers. I have met quite a number of Nigerian soldiers involved in the counterinsurgency operations, and my conviction is that they are some of the bravest soldiers available anywhere in the world. However, if we’re stuck with fighting Boko Haram with weapons that are older than Nigeria itself (the AK-47 was made 11 years before Nigeria’s Independence), then our soldiers have no chance. No serious military should still be parading the T-12 in this age. This was a tank made between 1925 and 1931, and they are prone to mechanical failures; the soldiers in that video weren’t lying. As they said, Buhari must “interfere” in this matter. This is beyond intervening, the president, as the C-in-C should ‘interfere’ with the operations of the military, the same way he does with the petroleum industry. At the very least, it’s time to establish the correlation between the Army’s armoury and the funds recently invested in this war. Until such a time when that gap is closed, expect high casualties on the Army’s side, from time to time.

Editorial Commentary To every veto, an override

In the ‘My Take’ Column of Peoples Daily Newspaper eight years ago (11/03/10), I did a threepart series titled: ‘NASS and the Dictatorship of the Legislature’. In it I tried to warn those who are overly enthusiastic about the much touted healing powers of ‘democracy’ not to get too carried away. I argued that ‘democracy’ is often not as timeously provident as most democratic societies would want it to be. Or at least not in Nigeria. Democracy to us has become the affliction and not the healing. It is itself now a major cause of stagnation and not the veritable incentive to growth. The irony is as poignant as that which accuses ‘marriage’ itself of being the major cause of ‘divorce’ –for the reason that unless there was one there would not be the other. If we weren’t a democracy we probably would not have been as polarized. It is because we are a democracy that we know the affliction of the now perennial phenomenon of budget padding, with all the attendant acrimony and the tardiness that it brings to governance. And now almost annually the Executive and the Legislature –egged on either by our cheers or by our jeers- go into a dispiriting spasm of bitter recrimination over whether the budget has been padded or not, or whether the right to propose projects in the budget is solely that of the Executive arm or that it is jointly shared by the two arms. And it is amazing how we all seem to love this frequent descent into bitter recrimination often over trivia or mostly over legally-resolveable constitutional or even if extra-constitutional issues. On each occasion, neither arm of government, it appears, is ready to invoke the remedies provided by the Constitution, namely of submitting, especially constitutional differences, to the judicial arm for a resolution. When Parliament and the Executive disagree, they require either a righteous Court of Public Opinion to whip the erring or offending party into line or they require an impartial Judicial arm to make a determination –as to who is right or wrong in the circumstance. But what happens where neither the Court of Public Opinion is willing to be righteous nor the Judicial arm itself ready to be impartial? Then the stage will be set for democratic dissent to degenerate into dissension; and people will no longer disagree in order that in the end they become agreeable. The moral has always been clear in democratic societies, that people should disagree in order to agree; or that they should disagree without being disagreeable. But not in Nigeria. Here it appears we disagree always in order that we remain disagreeable. We dissent in order that we create dissension. And every time we do so, we go for each others’ jugular, betraying the motive for our differing; every time we dissent, we do so with a mind filled with self-destruct; we hope to bring down the roof –if we cannot bring down the house. Said American historian Daniel J. Boorstin “A liberal society thrives on disagreement but is killed by dissension. Disagreement is the lifeblood of democracy; dissension is its cancer. A debate is an orderly exploration of a common problem that presupposes that the debaters are worried by the same question. It brings to life new facts and new arguments which make possible a better solution. But dissension means discord. As the dictionary tells us, dissension is marked by a break in friendly relations . it is an expression not of a common concern but of hostile feelings….. Disagreement is specific and pragmatic; dissent is formless and unfocused. Disagreement is concerned with policy; dissenters are concerned with identity, which usually means themselves. Disagreers ask, what about the war in Vietnam? Dissenters ask, what about me? Disagreers seek solution to common problems; dissenters seek power for themselves.” Nor do we ever have the common decency –even when we debate issues- to do so within the confines

of the law. No. When it suits our sail we rebuff all moral considerations and we argue in favor only of the sanctity and inviolability of the law. We become rigid advocates of the rule of law insisting that in ALL circumstances, the law must prevail. But then when the law will not avail our cause or ease our course, we become self-appointed champions of moral. It is then that we expect functionaries who are strictly creatures of the law and the due process of the law to be morally obligated, even where they are not legally compelled, to conduct themselves one way or another. In 2003 we argued so desperately against the grain of law that Obassanjo should emulate Mandela and forgo a second term. And the argument was so stubbornly and persistently put you would think that it was criminal or even morally reprehensible for an incumbent president to avail himself of the constitutional privilege to contest a 2nd term. We made issues out of Buhari’s age, and then his health and we made them such morally burdensome issues even though we knew that he was not hamstrung by law not to be President on account of those considerations. It was made to look treasonable and subversive. And unless you saw it that way you were an enemy of democracy and of the people. No right to democratic choice and no right to dissent. This same recriminatory attitude of ours almost tipped the nation over in… when a terminally ill President YarAdua left on medical leave to Saudi Arabia without ‘remitting’ a letter to the legislature which the Vice President, Jonathan, -debatablyrequired to assume acting capacity. This was in spite of the obvious fact that Section 145 of the Constitution –before it was amended- rather than use the mandatory modal verb ‘shall’ to command the transmission of a letter, had in fact used the discretionary conjunctive ‘whenever’ the President transmits a letter. Yet lawyers went on a voyage of search away from the explicit to the implicit provision of the Constitution, insisting that a holistic reading of several parts of it showed that the Constitution imposed a duty on the President to transmit. And now we are at it again, over a very simple constitutional matter: namely the exercise of presidential veto power. The President has vetoed an amendment bill. And we are talking about it as if it is some legally abominable act for the President to veto a bill passed by the legislature. But they say no, this is an electoral bill which is about to be legitimated to regulate the forthcoming general election. Nonetheless in the eye of the law it is a bill like any other. The President, constitutionally is entitled to veto a bill passed by the legislature. His reasons do not have to be accepted by every Nigerian. Hell, he may not even be constitutionally obligated to give a reason at all. Provided that the legislature after thirty days has the corresponding right to override his veto. By the way I find the needless appeal to Mr. President to rescind his decision and sign the bill legally preposterous. Mr. President has already withheld assent and has communicated his decision to the legislature. The legislature should do what it deems needful in the circumstances: has violated the law And it was the reason I said, in a previous piece, that we have allowed ourselves to held captive by a troika of evils: mischievous lawyers who do too little law and too much politics; crooked politicians who exploit both law and politics; and compromised journalists who seem to want to do everything other than journalism. We attend the democratic process always, the way the biblical Pharisees and the Sadducees attend to matters of religion –in a doctrinaire, schismatic, self-righteous and hypocritical manner.

Democracy and role of women

T

he Nigerian political space since 1999 has experienced a tremendous improvement especially with the level of interest it has generated, that is if the number of persons jostling for the various political offices is anything to go by. As at the last count, the number of political parties in the country has risen to over 90 from the three that heralded the nation into the present democratic space in 1999. But one worrisome trend about it is the declining rate of women participation in the political life of the country, as the womenfolk seems to be facing serious challenge in their ability to break into political limelight. This is even more evident from the recent primaries of the various political parties in the country where the number of women elected to contest for the various offices was very negligible. For example, since 1999 and in fact in the history of Nigeria’s political life, there has not been any elected woman governor, the closest that a woman came to being governor, was when then governor of Anambra State, Mr. Peter Obi, was impeached by the state Assembly and his deputy, Dame Virgy Etiaba, was sworn-in as governor and she held that position for a few months until Obi got the court to reverse the impeachment. Though the activism in women was further awakened in the country since after the Beijing conference and declaration in 1991, which gave birth to the much talked about affirmative action that prompted the United Nations (UN) to subsequently concede 35 percent of all positions to women, nothing much has been done in the country to meet that target of women participation in politics. In the early days of this dispensation, it must be said that President Olusegun Obasanjo made significant progress towards fulfilling that quota, while the administration of Goodluck Jonathan, also appointed more women into key positions, while there were equally a significant number in elective positions. But that progress made in recent years seem to have been short-lived, perhaps due to the ever increasing complexities in the political system and high monetisation of the politics which has become a major challenge militating against women participation. Presently, out of 109 senators, we have seven women senators and out of 360 members of the House of Representatives, we have about 17 women; we had far more women from 1999-2015; there were also lots of woman in parastatals and ministries in the country. Also, an attempt recently to get a bill on affirmative action, sponsored by Senator Oluremi Tinubu through the National Assembly failed because it could not get enough support on the floor of the Senate. At an ECOWAS Female Parliamentarians Association (ECOFEPA) meeting earlier in the year, the President, and Nigerian Senator Stella Oduah said that Nigeria has the lowest female representation in elective positions in West

Africa. Senator Oduah called attention at the 15-member states of the sub-region to the dwindling number of women’s participation in politics in Nigeria to 7 per cent since the 2015 election. She said women have only 6.1 per cent representation in State Houses of Assembly, 3.9 per cent in the House of Representatives, 7.34 per cent in the Senate and almost zero per cent in the executive arm of government. In West Africa, Nigeria ranks even lower than Ghana which has as at 2016 about 10.7 per cent female representation in the parliament and 27 per cent female as cabinet ministers. Togo comes up second with about 17.60 per cent women representation in its national parliament as at 2017, and 18.4 per cent in ministerial positions. Senegal has the highest representation of women in elective positions, ranking 12th in the globe for the number of women in elective position - that is 3 per cent down from its initial ranking. Considering the role of women in nation building across the world and the increasing relevance of women even in the African continent, with the recent election of a woman as the new President of Ethiopia after the end of a Woman president’s tenure in Liberia, it is our considered opinion that it is high time Nigeria gave women more opportunity to express themselves in the political space.

ECOWAS court stops NBC from censoring political broadcast Andrew Orolua, Abuja

ECOWAS Court of Justice has barred the Federal Government of Nigeria, through the National Broadcasting Commission (NBC) from censoring political programmes by broadcasting stations across the country. The ECOWAS Court judgment was delivered on a matter brought before it by a Port Harcourt-based legal practitioner, Mr Festus Oguche and Crownfield Solicitors, challenging what the NBC called “Additional Regulations for Live Political Broadcast.” In the judgement delivered Tuesday by Justices Edward Asante, Dupe Atoki and Januaria Moreira Costa, upheld all seven points declarations sought by the plaintiff. The orders include perpetual injunction, restraining the federal government, its agencies, servants and proxies from further doing anything, either by way of official policy, directive, instruction and/or investigation that will in anyway impede against the existence and operations of free press in a democratic society, which is guaranteed as fundamental freedom. The

court also held that the action of the defendant in directing that all live political broadcasts by broadcasting stations in Nigeria be referred to it was tantamount to censorship of free press and it was contrary to the fundamental freedom enshrined and guaranteed under African Charter on Human and Peoples’ Rights and the ECOWAS Protocol on Democracy and Good Governance. Other declarations upheld by the Court include that the NBC’s directive was against the provisions of the fundamental freedom enshrined and guaranteed under Sections 22 and 39(1) of the 1999 Constitution of the Federal Republic of Nigeria. The Court also declared that it was reckless by National Broadcasting Commission to have issued such instruction to broadcasting stations. The Federal Government had at the preliminary stages of the matter, raised objection to the jurisdiction of the court, which was overruled by the Court. The said regulation dated May 30, 2014, was contained in a letter to all broadcasting stations across the country. The NBC’s directive was issued in the heat of the feisty campaigns that trailed the 2015 general election, in which it stated that “it has noted with worry,

the increasing cases of abuse of political programmes as the country journeyed towards 2015, such that contents that threaten the unity and peace of the country are transmitted.” The Commission had therefore, directed that it must be notified by broadcasting stations in writing, at least 24 hours, before a live transmission of a political programme. The Commission also charged broadcasting stations to conform with provisions of the NBC Code, and all broadcasters to take their social responsibility requirement seriously. But the plaintiffs had written NBC then, requesting the withdrawal of the “additional regulation for live political broadcasts”, which they described as tendentious and unnecessary and totally unacceptable in a democratic dispensation. Mr. Oguche also declared that the letter of the NBC to broadcasters in May 2014 was inconsistent with provisions of Section 39 (1) of the 1999 Constitution regarding freedom of expression and free press, and inimical to the fundamental objective and directive principles of state policy contained in section 22 of the Constitution.

The Peoples Democratic Party (PDP) Edo State Chapter on Wednesday described its Presidential candidate, Alhaji Abubakar Atiku as the only candidate with the capacity to take the country out of the woods and bring succour to Nigerians. Ogun distributes additional 3000 CoOs, as Gov Amosun assures applicants of land documents

Ogun State Governor, Senator Ibikunle Amosun has said that the distribution of Certificate of Occupancy (CoO) and other land title documents, under the Homeowners’ Charter Programme, would continue until all successful applicants get their documents. Allaying the fears that the programme will soon come to an end, Amosun urged other applicants that had received notice of assessment, to make payments, which is one of the requirements under the scheme, to be part of the subsequent batches of beneficiaries. Academic Staff Union of Polytechnics Short News commence indefinite strike Doosuur Iwambe, Abuja

Academic Staff Union of Polytechnics (ASUP) has commenced an indefinite industrial action in protest against what it described as consistent failure on the part of the government to implement agreements it willingly signed with the Union since 2010 and constant efforts to derail the Polytechnic sector. Addressing a news conference in Abuja on Wednesday, National President of the ASUP, Usman Dutse said since 2010 when the agreement was signed between the union and government, they have been in constant engagement with the government leading to the signing of several memorandum which the government has consistently failed to implement. Dutse listed the issues in contention to include conditions of members of the union; review of obsolete legal regimes and other policy documents which serve as governing instruments in the sector; non-existence/deplorable

state of the existing facilities including classrooms, libraries, students’ hostels, laboratories, workshops, studios and office accommodation etc; discriminatory policies against the Sector and its products, victimization of union leaders and non payment of members’ salaries in several states. He said, “For each of these outlined above, the government has always agreed to implement agreements aimed at the requisite interventions and a turnaround of the sector. Regrettably, it’s been a consistent story of woes and disappointments. “The issues in contention are well rehearsed, taking roots in the provisions of the originating document (2010 ASUP/FGN Agreement). To make matters worse, government has been making fresh inroads in its penchant for undermining the sector by pursuing the implementation of policies with the ultimate aim of treating symptoms of an ailment and at the same time allowing same ailment to devour the diseased sector”. He further listed other grievances of the union to include the non

implementation of the needs assessment report, non payment of salaries of state owned Polytechnics, non-payment of allowances and shortfall in personnel releases to Polytechnics, the non release of the reviewed scheme of service and condition of service as well as the delay in assenting to the reviewed Polytechnics Act among others. He said that the union has been left with no other option than the painful path of embarking on an indefinite strike in its bid to save the sector from collapse and asked Nigerians to address the issues, asking members to remain steadfast. Daily Times recalls that the union had on October 2 issued a 21-day ultimatum to the government before it extended it to November. Dutse disclosed on Wednesday that the strike has commenced and there is total compliance by all chapters. “We have zonal coordinators and a monitoring team, zone by zone, all over the country. Already from the report we are getting, we are satisfied with the level of compliance from all our zones but we are reviewing the day’s activity in a meeting now”, he said.

The Federal Government has concluded plans to improve Nuclear Energy operations in Nigeria, with the aim of utilizing it to drive growth and development in the health and power sectors of the economy. With recent Conversion and Integration of advanced Nuclear Research projects embarked upon by the Nigerian Atomic Energy Agency, the government was optimistic that Nigeria is on the right path. The Secretary to the Government of the Federation, Boss Mustapha disclosed these in his address at the opening ceremony of the 9th IAEA technical meeting on Conversion of Miniature Neutron source Reactors in Abuja. The acting Chairman of the Economic and Financial Crimes Commission, (EFCC), Ibrahim Magu, has congratulated the pioneer Chairman of the EFCC, Nuhu Ribadu, for winning the most coveted Global Lifetime Award for Anti-Corruption. A statement by the acting Head, Media & Publicity, Tony Orilade, said Magu, who worked closely with Ribadu as one of the pioneer staff of the anti-graft agency, described the honour conferred on Ribadu by the Qatar-based Think Tank, Rule of Law and AntiCorruption Centre, as “a testament to the formidable work which you have done in promoting good governance and accountability in the conduct of public affairs in Nigeria, Africa and across the world”. While describing the award as a very well-deserved one, Magu, noted that “it is delightful that the world has not forgotten your pioneering efforts in establishing the culture of accountability especially in Africa”. “Your trailblazing exploits as pioneer chairman of the Economic and Financial Crimes Commission was a turning point in smashing the global stereotype of Africa as a corrupt continent,” he added. Dino Melaye donates sewing machines to tailors in Kogi Idris Ahmed, Lokoja Senator Dino Melaye, representing Kogi West senatorial district of Kogi state has donated a set of 15 sewing machines to the National Union of Tailors, Kogi state chapter. Presenting the machines to the officials of the union in Lokoja on Tuesday, Chief Sola Ojo, Director General, Dino Campaign Organisation urged the tailors to remain steadfast and continue to support the Senator in his struggle for the emancipation of the oppressed in the state. EFCC arraigns 24 suspected internet fraudsters Peter Fowoyo The Economic and Financial Crimes Commission, EFCC, Ibadan Office has arraigned 24 students of Olabisi Onabanjo University and the National Open University of Nigeria who was arrested for alleged involvement in various cyber crimes. Ten of the defendants which include: Agboola Taiwo, Adetayo Tade Ademiluyi, Rabiu Daniel, Sokoya Oluwaseyi, Fredrick Shaibu, Oshikoya Gbolahan, Adegbola Kazeem Aina, Ademosun Opeyemi, Tosin Awobona, and Babarinde Jacob were arraigned Monday, 10th December 2018 before Hon. Justice Ibrahim Watilat of the Federal High Court 2 sitting in Abeokuta, Ogun State. Fourteen others, comprising of Adeleke Oluwamayowa, Banjo Femi, Towolawi Olanrewaju, Tijani Babatunde, Sarafadeen Abibullahi, Adebowale Abimbola, Osunkoya Korede, Mufutau Yusuf Akorede, Salisu Ajibola, Olamikan Oluwasiji, Oduwole Gbenga, Damilare Adelaja, Bakare Azeez Adebola and Edward Ayodeji were arraigned on Tuesday 11th December 2018 before Hon. Justice M. S. Abubakar of the Federal High Court 1 sitting in Abeokuta, Ogun State. The defendants were all arraigned on separate charges bordering on obtaining money by false pretences, impersonation and possession of fraudulent documents. They all pleaded not guilty to the charges preferred against them. One of the charges against one of the accused persons reads: “That you, Rabiu Daniel (a.K.a. Agent Howard Hall) on 23rd June, 2018 at Abeokuta within the jurisdiction of this Honourable Court with intent to defraud, knowingly had in your possession documents containing false pretences to wit: an e-mail address, howardhall900@gmail.com wherein you represented yourself as; Agent Howard Hall, working for the Government/Facebook Compensation Bonus and Poverty Eradication, and other false pretences, thereby committed an offence contrary to Section 6, and punishable under Section 1 (3) of the Advance Fee Fraud and Other Fraud Related Offences Act 2006”. Another charge reads: “That you Adegbola Kazeem Aina (a.K.a. Marry Linson) sometimes in 2018, at Abeokuta within the jurisdiction of this Honourable Court with intent to defraud, obtained the sum of $350 (Three Hundred and Fifty United State of American Dollars) from David Davis, a United State of American Citizen when you falsely represented that you are a woman (Marry Linson), which money you use to collect through Itunes Gift Card and sell them in Naira through AFRBTC.Com, which representation you knew to be false and thereby committed an offence contrary to Section 1 (1)(a) and punishable under Section 1(3) of the Advance Fee Fraud and Other Fraud Related Offences Act 2006”. While Six out of the first ten defendants earlier arraigned were granted bail immediately on varying conditions, four of them were denied bail. However, the other fourteen defendants were all granted bail also on varying conditions. All the defendants were remanded in prison custody at Abeokuta pending the perfection of their bail conditions. While the cases of the first ten (10) were adjourned to the 28th of January, 2019 for trial, the cases of the fourteen (14) were adjourned till 5th, 6th, 7th and 12th of February, 2019 for trial.

FEC boosts maritime sector with injection of N7bn Temitope Adebayo As part of efforts to enhance the nation’s maritime sector, the Federal Executive Council (FEC) on Wednesday has approved N7.14 billion ($22.995m) for the security of a revenue-generating sector. The Minister of Transportation, Mr. Rotimi Amaechi, disclosed this when he briefed State House correspondents on the outcome of the Council’s meeting which was presided over by President Muhammadu Buhari at the Presidential Villa, Abuja. He said the approved amount was for six companies to protect six sections of the coastal ways to enhance the security of the maritime sector. The Minister of Budget and National Planning, Sen. Udoma Udo Udoma, also told the correspondents that he briefed the Council on the third quarter Gross Domestic Product, GDP estimates released by the National Bureau of Statistics, NBS. He said the Council was impressed by the NBS report which indicated that the country’s economy witnessed steady recovery from the recession. “Today, I reported to the FEC that we have seen steady recovery from the recession period. The report indicates that the economy, when measured by real GDP, grew at 1.81per cent in the third quarter of 2018, compared to 1.5 per cent in the second quarter of 2018. “The FEC was particularly encouraged to note that economic growth continues to be driven by the non-oil sector which grew by 3.32per cent in the third quarter.

FIRS targets highest revenue of N5.3trn by year end Motolani Oseni The Executive Chairman, Federal Inland Revenue Service (FIRS), Tunde Fowler, has said the service is at the verge of generating N5.3 trillion at the end of the year, even as the total sum of N5 trillion has been raked as at the second week of December 2018. The revenue agency boss said if the targeted N5.3trillion revenue is achieved, it will be the highest revenue ever generated by FIRS in history, because the highest in FIRS history was N5.07 trillion recorded in 2012. Speaking at the induction of new members of the Joint Tax Board (JTB) on Wednesday in Abuja, Mr Fowler said FIRS has been able to record significant achievements following maximum support from the Presidency, Ministry of Finance, the JTB and other taxation stakeholders. “This year, the FIRS, with the support of the Presidency, Ministry of Finance, the JTB, and other stakeholders, has been able to generate up to N5 trillion. We believe that we should be able to close at least at N5.3 trillion which should

be the highest in the history of FIRS. And we believe that with that additional revenue, the state and federal governments would be able to provide more services and more development to the people of Nigeria”, he said. He, however, urged the new inductees to JTB to equip themselves with new ideas and embrace the Information and Communication Technology (ICT) to be able to face the reality of revenue collection in the ever-changing society. “I see it as a privilege to be addressing this class of inductees today as history has chosen you at this critical point in time in our nation’s development to steer the ship of sustainable revenue generation. “While preparing for this occasion, I came across an observation by the American inventor and author Ray Kurzweil where he noted that the rate of scientific and technological change is exponential rather than linear. This observation presupposes that the better part of applied wisdom requires that in our journey of life we are capable of identifying the most apt moment to know at what point to adapt to the ever-tumultuous sea that modern existence represents.

“It also indicates that we should be able to develop the ability to accept and embrace positive change, maybe because change is inevitable, but more significantly that often, change presents us with the rare breaks that we can exploit to advance individual and collective goals and objectives”, he said. The FIRS boss also stated that as global society continues to transform in structure and process, especially with new technologies and ways of doing things, the role that has been presented before tax administrators in an emerging economy such as Nigeria are quite enormous. He said rather than being overwhelmed by the rapid changes of the 21st century, taxmen should remain undaunted and see the opportunities that are possible to us as a people in general and as tax administrators in particular. “I believe that history has placed this responsibility on each and every one of us here today to be the critical success factors in our quest towards ensuring sustainable revenue generation for our various jurisdictions and for our country as well”, he added.

Maiden African Trade Fair opens as stakeholders call for AfCFTA implementation Mathew Dadiya, Abuja The first-ever Intra-African Trade Fair (IATF) 2018 opened Tuesday in Cairo, Egypt with the President of the African Export-Import Bank (Afreximbank), Prof. Benedict Oramah and other stakeholders calling for the implementation of initiatives that will add meaning to that African Continental Free Trade Agreement (AfCFTA). Orama said that Africa needs to implement initiatives that will “add meaning to that singular event, initiatives that will catalyse a strong production/industrial base for production of export manufacturing, initiatives that will improve our knowledge of, and access to, trade and investment information and initiatives that will facilitate movement of goods across borders in competitive terms.” Speaking at the IATF opening ceremony, said that the signing of the AfCFTA had sent a strong message to the world that Africa was ready to chart a new path, a path to economic independence and a willingness to look inward for industrial growth. The IATF, organized by Afreximbank, in collaboration with the African Union, and hosted by the Government of Egypt, will last until 17 December 2018 and is expected to attract about 70,000 visitors. SAHCO boss harps on prompt payment by airlines, waivers on equipment Chukwuemeke Iwelunmo Managing Director, Skyway Aviation Handling Company, (SAHCO) PLC, Mr. Basil Agboarumi says ground handling companies in the country are not adequately paid for services rendered airlines. This is just as he called on the Federal government to grant waivers on the importation of equipment to reduce their burden. Mr. Basil Agboarumi in his speech during the ‘A Night With Basil, organised by the League of Airport and Aviation Correspondents (LAAC) in Lagos noted that they cannot operate in isolation of the entire industry and therefore wants the Federal Government to intervene in the charges paid by the airlines. He charged other ground handling companies to ensure maximum cooperation to impose the right prices on services rendered airlines. “This is the time I think we need cooperation in the industry. The ground handlers need to come together because we can’t be isolated from what is happening in the sector. what happens to an aspect of the industry, affects all since the general duty of us in our various segments of the industry is to see how passengers or goods can move from one point to the other. “I am one person that believes strongly that ground handling in Nigeria is under-priced and for us to continue to get the kind of ground handling that we require, especially now that things are getting harder for everyone in terms of procurement of equipment, industry must be ready to take the right step for the right of ground handling that we expected. On waivers on the procurement of equipment, the SAHCO plc boss said the government should also grant them waivers just as it had done for the airlines. “We have been talking to government and government has been so good to the airlines, but I think it’s high time the government looked at the side of the ground handling companies. We need waivers on the procurement of equipment, just as the government has granted the airlines. The government should also look at how it can reduce our burdens.” Agboarumi commended the leadership of LAAC for putting the event together for him, stressing that contribution of journalists to the development of the sector could not be over-emphasized.

2019: No need to panic, Nigerians Fayose loses 500 will vote the right leader – Adesoye ex-appointees, Shola Adesoye is the Serving Overseer of the Lighthouse Ministries International and Pastor of the Lighthouse Church, Abuja. He is confident that there is no need to panic over who becomes the leader of the country after the 2019 election, for him, Nigerians will decide who will lead them. Adesoye said he is passionate about Nigeria and that all he does is geared towards nation-building. In this interview with MATHEW DADIYA, he spoke about politics, the effects of religion on the society and the way forward for the nation. Nigeria’s developmental problems are often hinged on bad leadership, how can we get it right? There is the saying that ‘people deserve the kind of leaders they get.’ Our leaders are not Ghanaians, they are Nigerians; leaders who are part of the system. So what do we do? Since our return to democratic governance in 1999, have we had the best leadership Nigeria could offer? No! We have had leaders selected from those who have been bold enough and willing to vie for office, but definitely not the best of us. In other words, there are people who could have led Nigeria better; people who have the capacity, capability, competency and who also know what it takes. But it is either that they are not politically inclined or the political structure we have does not allow the best of us to emerge. In the run-up to the 2019 general elections, we have seen more people merge on the political stage and this is encouraging. We need to encourage others and seek to push against the odds. We also need a critical mass of both the old and the young to join political parties, movements and families and we will eventually get leadership right, if we follow this path. What is your take on the forthcoming general elections? There are many people contesting for president. We have the likes of Muhammadu Buhari, Donald Duke, Obi Ezekwesili, Atiku Abubakar, Fela Durotoye, Kingsley Moghalu, Tanko Yunusa and Ahmed Buhari, to name just a few. I want to salute all those who have dared to step out at this time. For me, it’s not so much about winning, as it is about deepening our political process. If we keep at this, we will get it right eventually. The candidate to beat is President Muhammadu Buhari and it is up to Nigerians to decide whether or not he reflects their hopes and aspirations and has performed well enough to be given a second term. If not, there are numerous options available. Ultimately, Nigerians will decide who they want to lead them as President and at all other levels of government. How does religion help Nigeria as a nation? The term ‘religion’ in itself is one that I personally do not like, because it means ‘return to bondage’ in Latin. (re-ligare). So, being a pastor, anything that speaks of bondage is not what I am comfortable with. Nigeria is clearly a religious country. If you drive around the country, you are bound to see articulated trucks with all manner of religious inscriptions on them (both Islamic and Christian). This is a clear evidence of how we view religion. The proliferation of religions in Nigeria is very obvious; the landscape is filled with religious symbols. I can say that if you throw a stone in any direction in your neighbourhood, it would most likely land on a religious building. The franchising of churches has also led to a massive increase in their number. The real issue is, how has religion helped development? This is what we need to ask ourselves. If the number of religious buildings in a country is meant to be a reflection of the rate of development or a reflection of moral values, it is clear that religion has not helped us as a nation. What are your views on the current government’s anti-corruption war? Well, the current administration rode to power on the wings of the anti-corruption mantra. A look at the corruption index will guide my answer to this question. In 2016, a survey was published by Sahara Reporters, stating that 84% of Nigerians was satisfied with the Buhari administration and the way it was fighting corruption. In 2018, Transparency International released a report stating that Nigeria had dropped from the 136th to the 148th position on the corruption perception index. If these parameters are anything to go by, it means the government has not done too well, especially as perceived by Nigerians and the global community. Quite clearly, we have seen a lot of arrests, funds recovered and prosecution achieved, but very few convictions. A lot more needs to be done to send the right signal to Nigerians. The body language of government has not also helped matters, especially when it comes to the politics of the country. Nigerians have witnessed the defection of many perceived corrupt persons from the PDP to the APC, especially before the 2015 General Elections and have also seen politicians defecting to the ruling party, in order to gain immunity. the anti-corruption war is still a long way from being actualised. The Babachir and Adeosun sagas, to name a few, are still fresh in the minds of Nigerians. Nigerians seems to have lost hope in the current administration, with the hardship and drowning economic situation, what is your advice to them? We are over 180 million people and we must accept that we have no any other nation except Nigeria. There has been a lot in the news about Nigerians dying in foreign countries like Libya and South Africa, because they were looking for a better life, but one thing I can say is that we need to keep hope alive. You know, no matter what people may think about Nigeria, whether they call it an artificial creation of the British Empire or whatever, I believe that we are not bound together as a nation by accident. Nigerian citizens must also realise that they have the power to change their leaders by the power of their vote, if they are not satisfied with leadership. Let’s also understand that leadership in Nigeria is not only about the seat of the President, but also the other tiers of government; from the local governments to the National Assembly. This, I believe, needs the special attention of Nigerians. While we keep hope alive, let us know that we can effect change as citizens. We should be willing to push for the kind of leadership that we want at the 2019 elections and in the future. What is your reaction to the killing in the northern part of the country, with the two major religions accusing each other? Well, this is a very sensitive issue. As someone who was born in Northern Nigeria and has lived in the North most of my life, it is obvious that this is not the Nigeria of my childhood. We have become a people divided along both ethnic and religious lines. Let’s look at Jos, for example. The killing in Jos began in 2001 and was over disputes relating to the Jos North Local Government leadership – indigene/settler issues – and the distribution of resources. Today, that has transformed Plateau State into a killing field. I was living in Kaduna during the 2000 Sharia crisis riots and a once peaceful city became divided by religion. Throw into this mix is the herdsmen insurgency and all the other issues and the truth is that we are sitting on a keg of gunpowder. Government needs to show that it is committed to ensuring security and peace by not encouraging impunity. The Bible says that as long as a sentence against an evil deed is not speedily executed, the hearts of men will be set to do evil.

PDP members to APC in Ekiti Gbenga Sodeinde, Ado Ekiti No fewer than 500 political appointees and elected officials under the first and second term of the immediate past governor of Ekiti State, Mr. Ayodele Fayose on Tuesday defected to the All Progressives Congress (APC) in Ado Ekiti. The defectors, numbering about 500 were the serving and former local government elected and appointed political officials of the former governor between 2003 -2007 and 2014-2018. The defectors were received on behalf of Governor Kayode Fayemi and the leadership of the party by the Speaker of the State House of Assembly, Hon Adeniran Alagbada. They promised to work assiduously for the triumph of President Muhammadu Buhari in the 2019 presidential poll as well as working for the successes of other APC candidates for the state and federal legislative elections. Speaking at the event, Alagbada who decamped to APC prior to the July 14 governorship election, assured that the defectors will be treated with respect in the new party. He said the APC operates an open door policy, which places equality in ranks and opportunities between the old and new members. The Speaker added that all their outstanding severance allowances since 2003 will be paid in line with the promise made by Governor Fayemi, this he said was part of the reasons for the defection. “I have spoken with Governor Fayemi, he had assured me that he will put smile on your faces. You struggled hard under the PDP led government of Governor Fayose but nothing was done. “But we have a Governor Fayemi who is responsive and responsible, he has listened to your plight and he was ready to fight for you. He is ready to pay your allowances in spite of the fact that you are members of opposition.

“When I met the governor, he told me that whether you defect or not that he would pay and that he had instructed the council bosses to begin the processes that would fasttrack the payment. “Your defecting to APC only connotes that you believe in what Governor Fayemi has been doing. Within two weeks he assumed office, the governor abrogated the taxes being paid in state public and private primary and secondary schools and declared full free education up to secondary level. “This is the kind of governor we must be electing in Ekiti. A governor that knows how to empower his people , not the one that would pauperise and enslave them the way Fayose did,” he said. Speaking for the defectors, Kehinde Aduloju from Ado Local Government, said they were fascinated by Fayemi’s sterling leadership qualities to defect to the ruling party. He regretted that all their days in the PDP had not really brought any political dividends to them, alleging that all the promises made for them under the immediate past administration were not fulfilled. Aduloju said the APC would trounce the PDP in the next year’s election in the state, predicating this on the fact that those that matters in PDP have all decamped to the ruling party. “Today, bigwigs like Senator Raji Rasaki, Prince Dayo Adeyeye, Hon Adeniran Alagbada, Gboyega Aribisogan, Sunday Akinniyi and many others are in APC. To us, PDP had become an empty camp with few relevant politicians to confront APC. “We have resolved that wherever Governor Fayemi goes we shall follow him. He is one governor that has listening ears, he is receptive to corrections and even criticism. “We have nothing to fear in APC because the way Prince Adeyeye was given the APC senatorial ticket few days after defection shows that APC remains a good party,” he stated.

1.35m people die annually from road accidents – WHO report Stories: Doosuur Iwambe, Abuja The World Health Organisation (WHO) new report has warned over the increasing rise in road traffic deaths, with an annual 1.35 million fatalities recorded globally. The recently released WHO Global status report on road safety 2018 also states that road traffic injuries are now the leading killer of children and young people between the ages of 5-29 years. The report posted on WHO website quoted its Director-General, Dr Tedros Adhanom Ghebreyesu as saying, “These deaths are an unacceptable price to pay for mobility. ‘’There is no excuse for inaction. This is a problem with proven solutions. This report is a call for governments and partners to take much greater action to implement these measures”. The WHO Global status report on road safety 2018 documents revealed that despite an increase in the overall number of deaths, the rates of death relative to the size of the world population have stabilized in recent years. This suggests that existing road safety efforts in some middle- and high-income countries have mitigated the situation. Also lending his voice, Founder and CEO of Bloomberg Philanthropies and WHO Global Ambassador for Non-communicable Diseases and Injuries, Michael R Bloomberg emphasised that advocating for road safety is one of our great opportunities to save lives around the world. “We know which interventions work. Strong policies and enforcement, smart road design, and powerful public awareness campaigns can save millions of lives over the coming decades”. ‘’In the settings where progress has been made, it is largely attributed to better legislation around key risks such as speeding, drinking and driving, and failing to use seat-belts, motorcycle helmets and child restraints; safer infrastructure like sidewalks and dedicated lanes for cyclists and motorcyclists; improved vehicle standards such as those that mandate electronic stability control and advanced

The report further documents that these measures have contributed to reductions in road traffic deaths in 48 middle- and highincome countries. However, not a single lowincome country has demonstrated a reduction in overall deaths, in large part because these measures are lacking. In fact, the risk of a road traffic death remains three times higher in low-income

countries than in high-income countries. The rates are highest in Africa (26.6 per 100 000 population) and lowest in Europe (9.3 per 100 000 population). On the other hand, since the previous edition of the report, three regions of the world have reported a decline in road traffic death rates: Americas, Europe and the Western Pacific. Eat more fruit and vegetables. Eating fruits and vegetables every day helps children grow and develop, boosts their vitality and can reduce the risk of many chronic diseases. Aim to eat two serves of fruit and five serves of vegetables every day.

Have fresh fruit available as a convenient snack and try to include fruit and veggies in every meal. “Switch off the screen and get active. Sedentary or ‘still’ time spent watching TV, surfing online or playing computer games is linked to kids becoming overweight or obese. Children and young people should spend no more than two hours a day on ‘small screen’ entertainment. Break up long periods of use as often as possible. Plan a range of active indoor and outdoor games or activities for your children, as alternatives to watching TV or playing on the computer. “Eat fewer snacks and select healthier alternatives. Compared to the previous report in the series released in 2015, other findings from the Global status report on road safety 2018 include: ‘’22 additional countries amended their laws on one or more risk factors to bring them in line with best practice, covering an additional 1 billion people; 46 countries representing 3 billion people have laws setting speed limits that align with best practice ‘’45 countries representing 2.3 billion people currently have drink-driving laws that align with best practice; 49 countries representing 2.7 billion people, currently have laws on motorcycle helmet use that align with best practice; 105 countries representing 5.3 billion people, currently have laws on seat-belt use that align with best practice. ‘’33 countries representing 652 million people, currently have laws on the use of child restraint systems that align with best practice; 114 countries currently undertake some systematic assessment or star rating of existing roads. The report added that only 40 countries representing 1 billion people, have implemented at least 7 or all of the 8 priority UN vehicle safety standards. ‘’More than half of countries (62%) have a telephone number with full country coverage to activate the emergency care system; 55% of countries have a formal process to train and certify pre-hospital care providers’’.

Fears of growing far-right in Australia amid ‘Deplorables’ tour

UN panel urges Saudi Arabia to stop torture, free activists A United Nations human rights watchdog urged Saudi authorities to free more than a dozen rights activists detained in the kingdom, alleging some had been tortured or mistreated during interrogation. The UN Committee against Torture, in a letter dated Tuesday and posted online, advanced “serious allegations” that activists have been detained without charge in Dhahban prison near Jeddah since May. It said activists - including Loujain al-Hathloul, Eman al-Nafjan, Aziza alYousef, Samar Badawi, Nassima al-Sada, Mohammad al-Rabe’a and Ibrahim Modeimigh - suffered “torture, sexual harassment and other forms of illtreatment during interrogation”. The panel called for their release and that of six other activists, including blogger Raif Badawi. Badawi has been publicly flogged for expressing dissenting opinions online and is serving a 10year sentence handed down in 2014 for

breaking technology laws and insulting Islam. The panel of 10 independent experts also sought information on whether an impartial investigation is under way into allegations that “high-level officials were involved in the torture and extrajudicial execution of Jamal Khashoggi”. Khashoggi, a Saudi journalist and critic of the nation’s de facto ruler Crown Prince Mohammed bin Salman, was murdered inside the Saudi consulate in Istanbul on October 2. Riyadh has denied that Prince Mohammed ordered the killing. Given the serious nature of the cases involving “reprisals against and harassment, intimidation and arrest of human rights defenders and journalists”, the UN panel asked the kingdom to provide information within 90 days. Saudi Arabia should “acknowledge, in law and in practice, the legitimacy of peaceful criticism and advocacy”, it

said. There was no immediate comment from Saudi authorities. Riyadh has previously denied using torture and said arrests were made on the basis of suspicious contacts with foreign entities and offering financial support to “enemies overseas”. On Khashoggi, the panel asked whether Saudi Arabia would allow international experts to be involved in the investigation, as requested by both the UN human rights chief Michelle Bachelet and Turkey. Saudi Arabia, which has joined the UN treaty banning torture, is obliged to “ensure that all perpetrators are prosecuted and to ensure that the relatives of the victim obtain redress”, the panel said. US senators briefed by the CIA have said they are certain Prince Mohammed was responsible for Khashoggi’s killing - a view US President Donald Trump is sceptical of.

He changed it to hide the fact he is a life-long Nazi,” said an activist addressing a rally outside Australia’s Department of Home Affairs in Melbourne in late November. “He was a member of the fascist British National Party in the 2000s and a march of 15,000 people organised while he was in jail in June this year saw marchers giving the Nazi salute in his honour.” For months, anti-racism campaigners in Australia have called for the denial of visas to Robinson and Gavin McInnes, both prominent figures in the global far-right movement. McInnes was a cofounder of Vice magazine before leaving the organisation in 2008 and founding the Proud Boys, who describe themselves as “a pro-Western fraternal organisation for men who refuse to apologise for creating the modern world; aka Western Chauvinists”. McInnes and the Proud Boys were banned from Twitter this August and after the Guardian revealed the FBI had listed the organisation as “an extremist hate group with ties to white nationalism”, while the Southern Poverty Law Centreclassifies it as a hate group. Serena Williams debuts in Forbes’ Most Powerful Women list

Tennis Superstar Serena Williams has made it to Forbes’ list of the world’s most powerful women in the world for the first time. The 23-time Grand Slam winner Serena Williams has made it to Forbes’ list of the world’s most powerful women for the first time as the magazine shared the list on Tuesday. The magazine stated that her singles trophies and $18.1 million earnings in 2017 are contributors to the tennis star being one of the 20 new entrants on their annual top 100 list. Serena had an eventful year, giving birth to her daughter Olympia and

returning to tennis five months later by announcing she would defend her Australian Open title. She then made headlines by taking a stand on double standards against women in tennis during the final of US Open. The 37-year old is ranked as the highest paid female athlete for the third straight year and found herself ranked 79th in the 100 most powerful women in the world. The list includes the likes of Shonda Rhimes, Beyonce, Priyanka Chopra with Angela Merkel ranked number one. Serena is not only known for her

career in tennis but also for her business acumen. She launched her own clothing line, Serena, in May this year and bought a stake in the Miami Dolphins alongside her sister in 2009. She also has a strong social media following, making it to the top 10 most tweeted athletes in the world along with LeBron James, Colin Kaepernick, Kobe Bryant, Kyrie Irving, Tom Brady, and Dwyane Wade. Serena has been running a campaign on working moms by discussing the challenges of working women who are mothers and has also helped increase awareness on breast cancer.

U20 WAFU Cup: Flying Eagles risk elimination

The Flying Eagles will be sent packing from this year’s WAFU Cup in Togo today should they lose to perennial rivals Ghana in a final Group B match. The Nigeria U20s, who have been forced to make several changes to their team due to an age rule for this competition, could only hold group leaders

African Super Cup: CAF move traditional fixture to Qatar The Confederation of African Football (Caf) has confirmed that the 2018 African Super Cup will be played in Qatar, moving away from Africa for the first time. The fixture pits the African Champions

League winners – Esperance of Tunisia – against the African Confederation Cup champions – Raja Casablanca of Morocco. The match is traditionally played at the home of the Champions League winners, although it has previously been played elsewhere in Africa. Caf confirmed that its executive committee had decided that the 2018 Super Cup would be played in Qatar – with the “date and time announced later”. Esperance, who may have expected to host the match in Rades, have not officially commented as yet, but the news sparked a wave of anger amongst die-hard Esperance fans. “This is our 100th anniversary and we want to play this game here,” an exspokesperson for the Esperance Ultras told BBC Sport. Qatar will host the 2022 Fifa World Cup.

Ajax Amsterdam joins race to sign Super Eagles’ Victor Osimhen Dutch giants Ajax Amsterdam has joined the race to sign Super Eagles and Charleroi forward Victor Osimhen. The 19-year-old attacker is under contract with VfL Wolfsburg and is let this season to Charleroi, where he is currently on fire scoring 7 goals from 13 duels. Charleroi, however, has an option to buy Osimhen, so Ajax will have to wait patiently. The 19-year-old attacker would have to cost €3 million. Gbenga Ogunbote dismisses Rangers’ ‘comeback king’ tag Rangers coach Gbenga Ogunbote has rejected the ‘comeback kings’ title given to his side, while insisting his team are playing to their strength irrespective of how a game is won.
