‘Nigeria’s export earnings grew by 2.8% to $16.6bn in Q4’ Continued from page 1 The report noted that earnings from crude oil and gas, which accounted for 93.8 per cent of total export earnings during the review period, increased by 2.1 per cent to $15.6 billion in Q4 2018 when compared with the preceding quarter. The CBN report released on Tuesday stated that earnings from non-oil and electricity exports increased by 15 per cent to $1034.59 million in Q4 2018 when compared with the preceding quarter. According to the report, “Available data showed that payments for import of goods (fob) to the economy in the review period decreased significantly by 20.7 per cent to $9,861.89 million below the level recorded in the preceding quarter.
This was as a result of 19.9 per cent decrease in the imports of non-oil products.” It stated further that direct Investments inflow decreased by 28.3 per cent to $314.44 million when compared with the preceding quarter of 2018. “It, however, indicated a decline of 67.2 per cent when compared to the corresponding period of 2017. Portfolio Investments inflow to the economy decreased significantly to $1,382.40 million in Q4 2018 from $1,790.83 million and $3,787.16 million in the preceding quarter and the corresponding period of 2017, respectively. “However, other investment liabilities increased to $1,421.26 million when compared with a reversal of $3,070.76 million recorded in the preceding quarter.”
The statistics by CBN disclosed that provisional Balance of Payments (BOP) estimates for Q4 2018 showed a significant improvement in the BOP outcome as the overall balance of payments recorded a surplus of $2.80 million compared to a huge deficit of $4,542.08 million and a surplus of $6,180.40 million recorded in the preceding quarter and corresponding period of 2017, respectively. The current account balance (CAB) improved from a deficit of $1,544.41 million in Q3 2018 to a surplus of $1,104.57 million in Q4 2018. The financial account balance indicated a net acquisition of financial assets of $2,327.91 million in the review period as against net incurrence of financial liabilities of $4,615.17 million recorded in the preceding period.
Onnoghen’s sudden illness, absence stalls CCT trial Andrew Orolua, Abuja
Embattled suspended Chief Justice of Nigeria (CJN), Justice Walter Onnoghen, has taken ill with a rise in high blood pressure that he was unable to attend his trial at the Code of Conduct Tribunal on Tuesday and stalled his trial. Justice Onnoghen is facing a six count charge for failure to declare part of his assets - a bank account containing £3m at the Standard Chartered Bank. He was at the tribunal on Monday but conspicuously absence on Tuesday at about noon when the matter resumed. His lead counsel, Chief Adegboyega Awomolo (SAN), informed the tribunal that Onnoghen’s absence was occasioned by a tooth-ache and high blood pressure which his doctor stated in a medical report tendered at the tribunal as “around 210/121.” The senior counsel
tendered a medical report from Ideal Medical Services, Abuja where the defendant was said to have been treated. The medical report signed by the Medical Director of the hospital, Dr. Francis Uche, recommended among others that Walter Onnoghen be placed on 72 hours bed rest and observation on the high blood pressure to be properly monitored. Reacting to the development, the Federal Government prosecution counsel, Aliyu Umar (SAN), acknowledged he was served with a letter and copy of the medical report. He said that the health of Justice Onnoghen is important and he needs to be well to stand the trial. He said although, he had his witnesses in court to open his case, the health of the defendant is paramount. Therefore, he applied that the trial be adjourned till March 18 to enable Onnoghen
have sufficient bed rest as recommended by his doctor. In a short ruling, the tribunal chairman, Hon. Danladi Umar, agreed with the position of the prosecution and the medical report and adjourned the trial till Monday, March 18, 2019. It would be recalled that the tribunal had admitted Justice Onnoghen to bail on self -recognizance after he pleaded not guilty to the six count charges. On Monday, the tribunal heard two separate applications brought by the defendant challenging the jurisdiction of the tribunal to try him as a judicial Officer without, first being tried by the National Judicial Council (NJC). Tribunal, however, reserved the rulings till at the end of trial in accordance with the Administration of Criminal Justice Act (ACJA) and had fixed yesterday (Tuesday) for the prosecution to open his case.

The Independent National Electoral Commission (INEC) has fixed March 23 for the conduct of supplementary governorship elections in six states of Adamawa, Kano, Bauchi, Benue, Plateau and Sokoto. Recall that the Commission had declined the declaration of results in those states in last Saturday’s gubernatorial and State Assembly elections. According to INEC National Commissioner and Chairman, Information and Voters Education Committee, Barr. Festus Okoye, the Commission took the decision on Tuesday after a review of the conduct of the 29 Governorship and 991 State constituency elections held on 9th March 2019.
He said: “The Commission declared winners in the Governorship elections in 22 states while the Returning Officers in Adamawa, Bauchi, Benue, Kano, Plateau and Sokoto states declared the Governorship elections inconclusive. “Consequently, the Commission will conduct supplementary elections on Saturday 23rd March 2019 to conclude the process. “Supplementary elections will also hold in polling units in all states where State Assembly elections were declared inconclusive and winners could not be declared. “The elections were declared inconclusive for a combination of reasons, mainly the discontinuation of use of the Smart Card Readers midway into the elections or the failure to deploy them, over-voting
and widespread disruption in many polling units. “In compliance with the Margin of Lead Principle derived from Sections 26 and 53 of the Electoral Act (as amended) and paragraph 41(e) and 43(b) of the INEC Regulations and Guidelines for the conduct of elections, the outcome of these elections could not be determined without conducting polls in the affected polling units. The House of Representatives caucus of the All Progressives Congress (APC) said on Tuesday that it is only the party hierarchy that can determine the sharing of principal officers’ positions in the 9th National Assembly to be inaugurated in June. The caucus rising from a meeting announced this to newsmen in Abuja. House Leader, Rep. Femi Gbajabiamila, who addressed newsmen accompanied by other caucus members, said that the party will make the final decision in that regard, adding that it is the international best practices to have the party share positions in the principle of party supremacy. Rep. Gbajabiamila, however, said that the House caucus wasn’t focused on the issue of
leadership positions for now, but that the APC will be saddled with the responsibility of taking the final decision. He warned caucus members to concede to the supremacy of the party and the majesty of democracy. “We’re not focused on leadership now. The party will make the final decision. It’s international best practices and we hope party members will concede to party supremacy,” the House leader said. Commenting on the just concluded general election, the caucus condemned the perpetrators of violence, regretting the loss of lives which included that of a serving House member. According to the caucus, a contest such as the elections shouldn’t result in the loss of human lives, notwithstanding that the elections were largely
free and fair. The caucus stated that it believes that there was no victor, no vanquished, because the victory belongs to democracy and Nigerians and congratulated the various contestants and parties for their level of competitiveness, and remarkable showing. They further commended the INEC for conducting credible and perfect elections, noting that though elections weren’t perfect worldwide, that as lawmakers the National Assembly was ready to re-tool the Electoral Act so that by 2023, the country can have a near perfect polls. “We will look at the Electoral Act amendment bill and we will do reforms; there are no perfect elections anywhere in the world, so that by 2023, we will present a near perfect or even perfect electoral law,” the caucus assured.

362,735 votes. According to the Returning Officer, Senator Aisha Jummai Alhassan of the United Democratic Party (UDP) and former Minister of Women Affairs and Social Development, emerged as the second runners up by scoring a total number of 16, 289 votes. Answering questions from journalists shortly, the Governor-elect, Darius Ishaku described his victory as an act of God. He, however, thanked the people of the state for massively coming out to renew his mandate with them. He also thanked INEC for free, fair and credible conduct of the entire electoral process. “I want to use this opportunity to thank all the Security Agencies, the Police, Civil Defence, the Media and all those who contributed to the peaceful conduct of the election”, he said. One of our correspondents gathered that PDP won elections in twelve out the sixteen Local Government Areas of the state, while APC won only four. “Since the emergence of democratic governance in 1999, Taraba State has been a PDP State”, a source said.
INEC erred declaring gov’ship poll inconclusive –Adamawa PDP Danjuma Aliyu, Yola The Peoples Democratic Party (PDP) says the Independent National Electoral Commission (INEC) erred in declaring the governorship election in Adamawa State inconclusive because the margin of lead was lower than the number of registered voters in places where voting was cancelled. The state chapter of the party contended at a press briefing in Yola on Tuesday that INEC should have reckoned not with all the registered voters but only the number of those
who collected their permanent voter cards (PVCs) in the indicated units, which it said was smaller than the margin of lead in the election. The PDP had polled 367,472 votes as against the next leading party, the All Progressives Congress (APC), which received 334,995 votes after results from the state’s 21 LGAs had been collated by Monday morning, but INEC declared the election inconclusive on the argument that the margin of lead by the PDP, which was 32,467 votes, was lower than the number of registered voters, 40,948 in 44 polling units (PUs) where
elections either did not hold or were cancelled. The PDP, however, said in the text of briefing read to newsmen by a former governor of the state under the party, Boni Haruna, that INEC’s argument was untenable. The PDP said: “We’ve been able to establish that the number of PVCs collected by voters in the 44 PUs is 31,027. So, 31,027 are the only eligible voters in those units. If there is going to be a rerun, the 31,027 people who collected their PVCs are less than PDP’s margin of win. How then would the rerun affect
the leading position of the PDP? So, there was no basis in declaring the Adamawa State governorship election inconclusive.” The party said it rejected declaration of the election as inconclusive and demanded that INEC rescind its decision and declare the PDP candidate, Rt Hon Umaru Fintiri, as the winner. It asked that if INEC would insist on a rerun, it should provide the number of PVCs collected in each of the 44 PUs and number of voters accredited in the units for the March 9 governorship election; and should
ensure that all electoral materials for the rerun are distributed in a transparent manner. In its own reaction to the outcome of the governorship election in Adamawa State, the APC had on Monday alleged widespread irregularities and called for a redress. “As a party, we reject the results of the governorship election in Adamawa State in its totality and we call for the cancellation of all ... places where card readers were not used, and where there was overvoting,” the party said at a briefing in Yola.

Imo Guber poll: Residents hail Ihedioha’s victory, urge him to fulfil promises
Residents of Imo State have hailed the victory of the governorship candidate of the People’s Democratic Party (PDP), Mr Emeka Ihedioha, at the justconcluded governorship elections in the state, urging him to justify the people’s support by putting their needs first. Ihedioha, candidate of the PDP in the March 9 governorship polls in Imo, was declared winner of the election by Francis Otonta, Returning Officer of the Independent National Electoral Commission (INEC) on March 12 at the collation centre in Owerri. Ihedioha, a former Deputy Speaker of the House of Representatives, won in 11 of the 27 Local Government Areas (LGAs), polling a total 273,404 votes to defeat his closest contender, Mr Uche Nwosu of the Action Alliance (AA) who won in 10 LGAs and scored 190,364 votes. Other participants in the 70-
man Imo gubernatorial contest include Mr Ifeanyi Araraume of the All Progressives Grand Alliance (APGA), a former senator who had 114,676 votes, winning in four LGAs. APC’s Hope Uzodinma, a serving Senator representing Imo West Senatorial district, garnered 96,458 votes and won in two LGAs to take the fourth position. A former governor of Imo, Mr Ikedi Ohakim of the Accord Party, who polled 6,846 votes to trail alongside others, did not win in any of the council areas. A total of 739,474 votes were cast with 25,130 of the votes rejected while 714,344 valid. The residents celebrating the victory by pulling down campaign paraphernalia of Nwosu, the runner up. A 33-year-old trader, Ihuoma Chieke, urged the governor-elect to ensure he fulfilled his campaign promises, especially those affecting
the women and youth of the state. Mrs. Rose Agomuo, a pensioner, told the News Agncy of Nigeria (NAN) that she was delighted with the outcome of the elections. According to her, Ihedioha should remember that he has been elected to serve the people and not to see the position as an avenue to amass wealth or become a tyrant. Agomuo urged Ihedioha to pay attention to payment of pensions, fixing of drains and roads, putting in place better health, education and transportation systems and generally, making Imo more habitable for residents. Similarly, Charles Nwaehujor, a teacher, said that Ihedioha’s victory was a welcome development because of his political experience. According to Nwaehujor, Ihedioha as a career politician, is better equipped to handle the “political intricacies of the state”. He urged him not to toe the line of his predecessors who
disappointed people of the state as soon as they were elected into office. Paul Iwuh, a civil servant, described his victory as equitable, while noting that any other outcome would have been unfair to Owerri zone and its people. Iwuh commended the electorate for voting their choice and doing all they could to ensure they were not shortchanged. Another civil servant, Emeka Eze, commended INEC for ensuring the true results of the election were announced and for frustrating attempts at rigging the elections. Ihedioha, an experienced politician and investor, was born on March 24, 1965. He had at different times represented the Aboh Mbaise/Ngor Okpala Federal Constituency, Imo, and was also the former Deputy Speaker in the House of Representatives.
FG arraigns Melaye for the 12th time in one year As FCT High Court grants him bail on existing conditions
Our reporter Few days after he recorded a resounding victory to return to the Senate, the Senator representing Kogi West, Dino Melaye, was on Monday morning, arraigned before a Federal Capital Territory High Court in Maitama on allegations of resisting police arrest. The latest arraignment makes it the 12th time the lawmaker will be arraigned by both the Federal Government and the Nigeria Police before various courts in Abuja and Lokoja, the Kogi state capital. It would be recalled that operatives of the Nigeria Police had in December 2018 stormed Melaye’s private residence in Maitama, Abuja and laid a siege to the property for a week, a development the lawmaker described as illegal and a violation of his rights. Upon submitting himself to the authorities, the Police in January, 2019 arraigned Melaye alongside his security guard for allegedly resisting arrest and was subsequently granted bail on health ground. The bail conditions included the Clerk to the National
Assembly writing a letter assuring the court that the National Assembly will provide Melaye anytime he is needed with two sureties with evidence of property in Abuja. But this Monday, the Federal Government took over the case and amended the charges initially preferred against the lawmaker to include speaking to journalists and making tweets on his social media handles while in hiding. However, the presiding judge of the FCT High Court, Justice Yusuf Halilu, subsequently granted Melaye a fresh bail on the existing conditions.

Senate reconstitutes Minimum Wage committee The Senate on Tuesday appointed Senate Deputy Majority Whip, Sen. Francis Alimikhena, as Acting Chairman of the Adhoc Committee on Minimum Wage. The President of the Senate, Dr Bukola Saraki, who made the announcement at plenary on Tuesday, said Alimikhena would work in acting capacity while the Chairman, Sen. Olusola Adeyeye, was away on health grounds. Saraki charged the committee to expedite action on the matter to enable the senate to be able to catch up with the House of Representatives which had already passed the bill through third reading. The Deputy Senate President, Ike Ekweremadu, had on Jan. 24, appointed the Chief Whip of the Senate, Olusola Adeyeye, as Chairman of an eight-
member ad-hoc committee mandated to work on the minimum wage bill. The members of the adhoc committee are: Sen. Abu Ibrahim (APC-Katsina State); Sen. Shehu Sani (PRPKaduna State) and Sen. Sam Egwu(PDP-Ebonyi). Others are: Sen. Suleiman Adokwe(PDP-Nasarawa State); Sen. Francis Alimikhena(APC-Edo); Sen. Solomon Adeola(APC-Lagos State) and Binta Garba(APCAdamawa). The House of Representatives had on Jan. 29 approved N30,000 as minimum wage for workers in the public and private sectors. The lower chamber increased the threshold for public and private sectors workers in states and local governments from N27,000 as proposed in the National Minimum Wage Act Amendment Bill to N30,000.

Senate resumes budget debate today Short News Tunde Opalana, Abuja The Senate will resume deliberation on the 2019 budget today with the second reading of the appropriation bill. Senate President, Bukola Saraki gave the indication at the resumption of plenary yesterday. The total budget estimate is N300 billion lower than the N9.1 trillion being implemented for the current fiscal year. According to Buhari, N4.04 trillion or 50.31 per cent is earmarked for recurrent expenditure and N2.03 trillion
representing 22.98 per cent is for capital projects. Other estimates are N492.36 billion for statutory transfers, N2.14 trillion for debt servicing and provision of N120 billion as sinking fund. The President explained that the sinking fund would be used to “retire maturing bonds to local contractors.” Furthermore, the 2019 budget proposal is based on an oil production estimate of 2.3 million barrels per day and an exchange rate of N305 per dollar. Other benchmarks are real Gross Domestic Product (GDP) growth rate of 3.01 per cent and inflation rate of 9.98 per cent. The senators resumed sitting on Tuesday after a short break for the 2019 general elections.

Nigerians are used to Presidents using their enormous powers to retain their party in power at state level at all cost, regardless of the people’s will, but President Buhari has shown himself to be different.
Court convicts fake American soldier for fraud Andrew Orolua, Abuja Justice Umar Bature of the Federal Capital Territory High Court sitting in Maitama on Tuesday convicted one Osahon Scott, who posed as a United States military officer. The Economic and Financial Crimes Commission (EFCC) secured the conviction following Osahon’s arraignment on an amended one-count charge bordering on cheating to which the defendant pleaded guilty. The convict had in pretense of being a United States soldier perpetrated online fraud, the EFCC said. The count reads: “That you, Osahon Scott (aka Gen. Sgt. Major John Rossi) sometime in 2018 in Abuja, did attempt to commit cheating by posing as United States Gen. Sgt. Major John Rossi, an American soldier deployed to Afghanistan on peace keeping mission and fraudulently induced one Li Sufung to deliver the sum of 20, 000 Yuan.” According to the EFCC, the money demanded by Osahon was payment for cost of the non - inspection of certificate, a claim that it said is false. The defendant, the anti-graft agency added committed an offence contrary to Section 320 (a) and Section 95 of the Penal Code, explaining that Osahon had on March 4 entered a plea bargain where he pleaded guilty to the charge against him. Prosecuting counsel, Deborah Ademu-Eteh, thereafter, urged the court to convict and sentence him accordingly, considering the plea bargain.

Justice Fadawu Umar of the Borno state High Court, sitting in Maiduguri, has sentenced Imam Malik to one year in prison for fraudulently collecting N1.5 million from one Muhammad Sani Abubakar, for a purported Mudaraba Investment with Jaiz Bank. The one-count charge against Malik, a former staff of Jaiz Bank, states that in November 2016, in Maiduguri, the Borno state capital, he obtained the amount with intent to defraud one Muhammad Sani Abubakar, a customer of Jaiz Bank, under false pretenses. The money Malik had claimed would be used to service the plaintiff’s interest in Mudaraba Investment, a claim that is false, thereby, committing an offence contrary Penal Code. Malik pleaded “not guilty” to the charge on February 4, 2019, when he was first arraigned. The trial judge thus found him guilty and fixed today, March 12, 2019 for sentencing. In sentencing him, Justice Umar, however, gave him a fine of N100, 000 which if he defaults in paying, he would spend the one year in prison.
Senate leader assures of cordial executive, legislative relations in 9th NASS Tunde Opalana, Abuja Senate Leader, Senator Ahmad Lawan has assured the executive arm of government of improved relationship with the legislature in the 9th National Assembly. Lawan, who made this known in an interview with newsmen on Tuesday in Abuja, said the next Senate would make good governance a priority. The Borno state senator who is re-elected for another four - year tenure to represent Yobe North on the platform of the All Progressives Congress (APC), expressed optimism that the 9th Senate would not be as crisis ridden as the 8th Senate. “I can assure you that the 9th Senate will definitely be different from what we experienced in this 8th Senate. I am not saying that there will not be dissenting voices coming from the opposition, but it will not be such that will be violent or abusive. “We shall work to promote the interest and welfare of Nigerians by demonstrating our loyalty and commitment to the President Muhammadu Buhari, and our party the APC,” Se. Lawan stated. He said it was regrettable that the relationship between the executive and legislature was not cordial, adding that it affected performance, noting that “all that will change, I can assure you.” The senator thanked Nigerians for believing in the APC, adding that the outcome of the 2019 general elections was an indication that they had fate in the administration.

Nigeria: A nation where ‘slaves’ are oppressing their ‘masters’

It is unworkable and impracticable to spill blood, disfigure and mutilate for wanting to selflesslyserve the people as we have been experiencing in our clime. It does not make sense for anyone to snatch ballotboxes, burn INEC properties and kill fellow human beings—for wanting to become a public-slave. Take for instance, the President of Nigeria, Governors, Senators, Ministers… are supposed to be public-slaves, but it is the other way round in our clime. The precious-people of Nigeria are being treated as ‘slaves’, while public office-holders are daily riding on their heads. It is without a doubt and undoubtedly called an evil under the sun. When politicians and would be politicians invest their last “kobo” in an election, it is not because they want to serve the common man; it is because they want the common man to serve them. This is why when they win, people rush to media houses and social media to congratulate them. If it is truly about serving the people, does it make sense congratulating ‘slaves’? The citizens are supposed to be ‘masters’ while politicians are supposed to be ‘slaves’, but it is the other way round here. And the most painful part of this malady and ill is that about 98% of Nigerians do not know this throbbing-reality. Each time I see Presidents and Governors being attended to first during elections by the INEC officials, I know that democracy as it has been structured
cannot deliver the yearnings of the common man, especially in Nigeria. Political office-holders are supposed to vote last, not first. If there was anyone to be attended to last during the last presidential election, it was supposed to be the President of Nigeria! He is a servant, not a master! He is the last citizen, not the number one citizen of Nigeria. The honor that is given to servants, employees is supposed to be given to the employers, the people, precious-citizens of the Federal Republic of Nigeria. How can those who are voted for be superior to those who vote for them? How can public-servants be valued more than the citizens of Nigeria? The citizens of Nigeria work for about fortyyears (40years), serving the country and while retiring from active service, they are given wall-clocks and some coins—if they get paid at all, but a Governor serves for four (4) years and he becomes a multibillionaire—with mansions in Lagos, Abuja and Port Harcourt. A man was very poor before he became a president and under eight (8) years, he became the richest Black President on earth! Another name for democracy is deception! The wise deceiving the unwise! I cannot crack let alone swallow it; each time I see ‘slaves’ being heavily protected while ‘masters’ are daily being vulnerable to attacks from armed-robbers, terrorists, bandits and herdsmen. Who should be protected more, the ones who vote or the ones who are being voted for? I have been to
most of the States in Nigeria and I have been driven to most of the houses built by our ‘slaves’ and I know how heavily protected they are, but ‘masters’, citizens are being left to protect themselves. Nigerians are protecting themselves. When you build a house in Nigeria, you make your fence so tall like Goliath and strong (like the wall of Jericho) to almost reach heaven as a tower of Babel and put well-built men to man your gate and ultimately get security-men to protect everyone in the neighborhood at nights. If it is truly about serving the precious people of Nigeria, during elections, why spilling blood of those they are vainly professing to serve? Rivers State became Rivers of blood during the last gubernatorial election. Many lives were lost across the length and breadth of Nigeria. Is this madness about selfservice? It is clearly about greed and lust for power. Power in Nigeria is used to serve self, not to serve the people. This is why politicians are no longer building as the generation of Dr. Lateef Jakande, they have now become locusts, destroying precious lives and monumental structures! Today, virtually every of our epic structures are fast becoming history. In Oyo State, a political leader was gunned down! Why are men killing themselves, if it truly about service, selfless-service? Being in politics today in Nigeria is worse than being in the field of war. Brothers are killing themselves, all in the name of wanting to serve the people. Today, it is the love of money
and power that drive people to politics, not selfless-service and it is so poignant and worrisome! Today, it will be very hard as diamond to become a lasting-billionaire in Nigeria without being either actively or passively in politics. Even if you are not a cardcarrying member of any political party, you would have to be clandestinely supporting those in power—in kind and with some cash. This is what every billionaire in Nigeria today is doing. Ideologically, it is impossible to be publicly against those in power and be an enduring-billionaire in Nigeria! Nigeria is not going to truly move to the fore until the citizens of our promising country realise that they are ‘masters’ while the politicians are ‘slaves’. The honor that goes to politicians should go to the citizens. Infact, the office of the citizens of Nigeria is higher than the office of the President of the Federal Republic of Nigeria. The politicians are supposed to be in awe of you, not the other way round. From this moment frontward, kindly understand that it is an evil under the clouds of Nigeria when those who are being voted for—to be enjoying— while those who are voting for them, are picking food from varied dust-bins across the length and breadth of Nigeria. How can politicians be enjoying what you are daily dying to access? To truly change and take Nigeria to the next-level, Nigerians need to stop maintaining the status-quo!
Flying with your heart in your mouth

These are certainly not the best of times for the global aviation industry with the news of another Boeing 737 Max 8 dropping off the sky recently. An Ethiopian Airlines passenger plane, a Boeing 737 Max 8 carrying 149 passengers and 8 crew members, crashed last Sunday in Bishoftu, near Addis Ababa, the Ethiopian capital, shortly after take-off. It was meant to be a two hours flight to Nairobi, Kenya – a regular flight schedule — that ended in a tragedy killing everyone on board and the whole world is united in grief. CNN’s Richard Quest says brand new planes should not be falling off the skies during an interview on the global news network in the aftermath of the crash – this would be the second crash of a Boeing 737 Max 8 aircraft within a space of six months. This news is not good to the ears and it must be causing Boeing a nightmare and a global PR challenge. On October 29 last year, a Boeing 737 Max 8 aircraft operated by Lion Air, an Indonesian carrier, also suffered the same fate — the plane crashed into the Jakarta Sea 13 minutes after take-off from Soekarno International airport, killing all the 189 passengers and crew on board. It was meant to be a short one hour flight to Pangkal Pinang. When I checked online resources using Google search, available information on recent plane crashes indicate that the Indonesian carrier, after taking off from runway 25L, made a climbing left-hand turn after which the crew radioed a request to return to the airport. The aircraft then showed an erratic pattern of flight and began losing altitude until it crashed into the sea, nine miles off the Jakarta coast. The flight data recorder showed the air speed indicator malfunctioned on the last four flights of the aircraft, a deeply troubling revelation and a matter of grave concern for aviation
authorities and Boeing engineers. Flight ET302 also crashed shortly after take-off last Sunday, and passengers of 35 different nationalities lost their lives including two Nigerians — Prof Pius Adesanmi, a literary scholar based in Canada and Ambassador Abiodun Bashua, a former UN diplomat. Expectedly, there have been reactions concerning the design and configuration of the aircraft from China and Ethiopia – both countries, according to media reports,have suspended the operation of Boeing 737 Max 8 which is the latest upgrade in the 737 series. A lot of travellers around the world are genuinely concerned about the tragedy because Ethiopian airlines (ET) have built a great reputation as an African airline that can be trusted especially as it prides itself as “The New Spirit of Africa”. ET was founded on December 21, 1945 but commenced operation on April 8, 1946 – 73 years ago. With a fleet size of 108 operating aircraft and a pending order of 65 aircraft – some owned and others leased. The airline operates the youngest fleet in Africa and most of the airline’s passengers are Nigerians with very positive feedback. Back home, Air Peace, now in its fifth year and operating about 90 flights daily on its domestic and regional routes, had to issue a press statement to clarify the mixed messages on their pending order for 10 brand new Boeing 737 Max 8 aircraft. According to Chris Iwarah, corporate communications manager of Air Peace, the airline was closely following and monitoring the developments on issues involving the aircraft that prioritises the safety and wellbeing of their passengers. He noted that Boeing and the aviation authorities can satisfactorily address all the challenges posed by 737 Max 8 aircraft once on-going investigations are concluded. Air Peace is responsible for 75% of all the domestic flights
to 14 cities and five regional destinations – Accra, Banjul. Dakar, Freetown and Monrovia. The airline, under the leadership of Barrister Allen Onyeama, is poised to launch its international operations with the Boeing 777 aircrafts in its fleet. When you visit our local and international airports, what you find are Nigerians – in great numbers – who ready to board the next available flights to their various destinations. The challenges in the aviation sector in Nigeria are legendary and evident for all to see. For example, our airport infrastructures are shambolic and nowhere near what you find in other countries; some airports cannot operate at night because they do not have instrument landing systems; airport security can be better; aviation fuel and landing charges, I’m told, are very expensive! These issues among other bureaucratic bottlenecks such as the politics of relevance and power play by the regulatory authorities pose serious safety concerns and create panic attack each time passengers are at the airports for their scheduled flights. I know some people who prefer to travel by road even when you assure them that air travel is still the safest option. One of them, a former congressman, travels by road from Lagos to Abuja regularly; sometimes, he goes as far as Kaduna, Kano and Sokoto. He tells me he’s happy with the road trips because he was lucky to have missed an ill-fated flight several years ago. To start with, our roads are very unsafe with several bobby traps called pot holes resulting in multiple accidents and deaths of road users. By the time you add the ugly experience of passengers and drivers who are constantly ‘molested’ by uniformed officers on the highways, and not forgetting the menace of armed robbers, kidnappers and ritual killers, you will discover that road
trips can be harrowing. After so many years of trying, the Lagos – Benin expressway is still struggling to get a pass mark; it ought to have at least four lanes on both sides by now. You’re not even sure of the condition of the vehicles on the roads – from their engines to tyres, brakes, break lights, side and rear mirrors and so on. Speed limits are rarely observed – most accidents are caused by over speeding and when the driver sleeps off. This is the reason why air travel is still an attractive option in Nigeria for busy executives and business people. Once the doors of the aircraft are shut and the belly lifts up and points skywards, one can only hope for a safe flight; at over 30,000 feet above sea level, there’s little you can do. When technical problems arise or when the plane flies into a bad weather – which we do not pray for but it happens – pilots have been trained to explore the best options available in the circumstance. I recall a local flight where the pilot asked the cabin crew to sit throughout the flight because of bad weather. Before we took off, it had rained cats and dogs with menacing dark clouds and intermittent claps of loud thunderstorms. When we finally landed after spending more time in the air, I remember saying to myself: did we really have to embark on that flight? Turbulent weathers come unannounced and sustained turbulence can be wreck your nerves and make you uncomfortable. By the time the plane touches down, there’s a feeling of conquest and the phones go off the hook in a moment of excitement, as we call family, friends and loved ones to announce that the flight landed safely. Before boarding, the message would have been, “Safe flight”, but after landing, what you hear is, “Thank God for safe arrival”. May we continue to fly in safety and comfort in Nigeria and around the world.

Editorial Commentary Nigeria 2019: Notes from the field

Whoever came up with the wise saying that Nigerian politics is dirty deserves an award for perspicacity. I have just returned from that dirtied, muddled up, confused, uncertain, unpredictable zone of Nigerian life and society with truck loads of stories in my head and enough impressions in my mind to last me another life-time. As you may be aware, I was Deputy Governorship candidate of the People’s Democratic Party (PDP) in the just concluded 2019 general elections in Ogun State. It was quite an experience. Before now, I had followed President Goodluck Jonathan to every nook and cranny of Nigeria during the 2015 Presidential campaign. I also served previously as a member of the Governing Council of Olabisi Onabanjo University (2003- 2007), member of the Board of Lagos State Security Trust Fund (2007 – 2011), and Official Presidential Spokesperson (2011 -2015). But I can tell you that the major lesson I have learnt in the last few months is that there is a serious difference between theory and practice in Nigerian politics. The reality of Nigerian politics puts a lie to what they teach us in Grad school, in all those seminars we attend across the world and what we experience as political appointees. Nigerian politics does not follow the rule book, the theories or what the book-makers say. This thing we call democracy, which Nigeria returned to in 1999, after mass protest and frustration with military rule, is not exactly the same democracy that they have in either the United Kingdom or the United States. Professional scholars of the subject may need to embark on a closer interrogation of a special sub-set called Nigerian democracy. Its features, post-1999, are unique. I have before now written about the violence that we encountered. In one piece, I reported how we narrowly escaped death and killing in Sagamu and how our campaign vehicles were vandalized. We later took the matter to the police and the Magistrate Court. We are still in court. On another occasion, in Abeokuta, after visiting the Hausa community in Abeokuta North, some of our vehicles were again vandalized. I didn’t even bother to report the incident. By then, violence had become the new normal not just in Ogun State but across the country. With reports of persons being killed in Rivers sate, gunshots in Lagos and mayhem in some other parts of the country, it would have been foolhardy to whine about broken vehicle windscreens. shots in my head. I had to ask Wale and Egunje to go and help me buy Lexotan tablets. When they got to the pharmacy, they were told that Lexotan is a prescription drug and that a doctor’s prescription would be required. I don’t know how they managed the situation, but they brought a tablet which helped to calm my nerves and I slept. At that point, I lost interest in the campaign. I kept seeing images of a shining axe. It was the kind of axe that would break any bone. I have also learnt that Nigerian politics is all about money. You can talk about poverty index on television and in writing and quote those figures from the usual sources, but when you go onto the field of politics, you are bound to confront the reality of the poverty that has turned the Nigerian electorate into an endless community of beggars and cynics. The tragedy of Nigeria is the impoverishment of the people and the total collapse of values and dignity. Everywhere I went, people begged for money. They were not interested in policy documents, or campaign leaflets or gift items. They just wanted cash, raw cash. I ran into hordes of young men who earn a living by belonging to neighbourhood gangs and cults. They are not interested in any talk about development and progress, many of them are college graduates by the way, they just want money to buy “drink and smoke.” The Nigerian political elite, the professional wing that is, has over the years destroyed this country. The political field is peopled by hypocrites who exploit the people’s poverty. The people themselves have become dangerously cynical. When we campaigned on the streets and gave exercise books to mothers and their children, we were told: “Ko si owo, ko si ibo” - “no money, no vote.” Nobody was interested in exercise books! If people said as much as hello, they wanted you to pay for it. There were endless requests for mobilization fees, transformers, vehicles and all kinds of things. Two days to the election, the situation became almost unmanageable. I was asked to pick up bills at drinking joints. People stopped by and asked for money to “enjoy the rest of the evening”. Others came with requests for money to pay hospital fees, to take care of a newly born baby, to bury a relative, or to make a girlfriend happy. One political associate told me that every request was valid because as far as the Nigerian people are concerned, only a thief goes into politics and it is better to “take their own share” before the election. The real problem with Nigerian democracy must be the people themselves. I don’t yet have the the full
picture in other parts of the country, other than Oyo State where the people seem to have voted according to their conscience. They taught Governor Abiola Ajimobi a lesson. They made it clear to him that careless talk is not a virtue in politics and that arrogance has serious consequences. But in some other parts of the country, like Ogun and Lagos states, money played a major role. The people collected money. They voted according to the size of their greed. If you don’t have money to throw away and close your eyes while doing so, may be you should never venture into Nigerian politics as it is today. I get the impression that the people do not trust their political leaders and the politicians. There may be slight differences here and there in terms of this affective and cognitive immersion in the Nigerian political process, but for the most part, the people believe that all politicians are the same. I was shocked by the level and size of cynicism that I saw. Going forward, Nigeria must address the crisis of campaign funding and finance. One Governor went on radio to boast that he will spend N7 billion to impose his candidate of choice on a state. The monthly Internally Generated Revenue (IGR) of the state in question is N7 billion. Nobody has taken up the issue. Similar acts of brazen silliness have been reported across the country. Going forward, we also need to worry more about the leadership recruitment process. It must be possible for Nigerian democracy to accommodate and promote the best, those who are willing to serve, and who believe in Nigeria and higher causes. I also learnt many lessons about the psychology of Nigerian politics. I re-discovered our people and environment. I got a first-hand exposure to Nigerian politics, not as an observer-analyst but as a direct participant. I am better prepared for the future, and I have more than enough stories to tell. I want to thank Senator Buruji Kashamu for giving me the opportunity of this field experience and for his down-to-earth-ness, his sincerity, wisdom and the leadership that he provided. We fought hard in the courts to keep the ticket and we prevailed in the end. The PDP betrayed us up till the last minute but we are comforted that we stood for the truth and for justice. Senator Buruji Kashamu has since congratulated Prince Dapo Abiodun, the Ogun State Governor-elect. He has also visited him at home in Iperu-Remo. Dapo Abiodun has a duty and a responsibility to run an inclusive government that will address the interest of all the people of Ogun State. He should resist the temptation to be an Ijebu or APC Governor. I want to thank all the friends, family members and associates who supported me and stood by me. I am grateful to every member of our political family who devoted their time, energy and resources to the campaign. I also want to thank all the people who did their best to discourage me, and the professional trolls, haters and grumblers who have sent messages to mock me. I don’t feel discouraged. I believe Nigerian politics can be upgraded and rescued if we all summon the courage to get involved in it. We did not lose. We won in losing. That is the paradox of this experience and of the future that is to come. If I felt any sense of loss at all, the morning after, it was in fact, the shocking report of the death of Pius Adesanmi, Professor of English and African Studies at Carleton University, Canada, in the ill-fated Boeing 737 Max 8 aircraft that crashed a few minutes after taking off from Bole International Airport in Addis Ababa, Ethiopia. Pius was a member of our community, and he was one of the best and the brightest. He wielded a sparkling, lyrical and polemical pen which he deployed with the ease and confidence of a well-cultured intellectual. I was his fan. I enjoyed reading him because it was not difficult to see that his talent was original and that his intellect was solid and that the respect and admiration that he enjoyed was well deserved. He criticized me on many occasions but he was that kind of critic that left enough room for your dignity. I read many of his comments on my choices and interventions without feeling diminished. Why do bad things happen to good people? Why do flowers wither? Why Claude Ake? Why Pius Adesanmi? Ethiopian Airline has the best and the largest fleet in Africa. And now this… But who are we to question the Master Builder, the Great Architect Of The Universe who in one breath creates and in another breath, astounds us with the unexpected? Pius Adesanmi made his mark. If he were here, he would have had a lot more to say about the just concluded Nigerian elections. He was a significant public affairs commentator and a credible voice on all platforms. He was right: Nigeria remains, as he put it, “a nation in progress.” His death is a sad loss to the intellectual community.

FG, welfare and medical doctors The ongoing brain drain in the medical sector where many medical doctors are leaving Nigeria on a daily basis for greener pastures abroad certainly calls for concern among the stakeholders. Incidentally, Nigerian doctors have been migrating to the United States, United Kingdom, Canada, Saudi Arabia and many other nations across the globe. Though relevant medical agencies in Nigeria could not provide official data on emigrant doctors, statistics from General Medical Council (GMC) UK, as at July 2017 showed that over 4,765 Nigerian doctors are working in the UK. This is 1.7 per cent of the total of the UK’s medical workforce. The Association also revealed on Monday that over 80,000 registered medical doctors in its database but, regrettably, less than 50 percent of them currently practice in Nigeria. It also confirmed that no fewer than 12 Nigerian medical doctors leave Nigeria weekly for greener pastures in US, UK, Canada and other developed countries including African countries, due poor working conditions and other unhealthy labour practices in Nigeria. This trend has been having negative effects on the nation’s health sector. The major factors responsible for the unhealthy development are; poor remuneration, poor facilities and working condition, and job satisfaction. Many of our health professionals are over worked. A doctor is supposed to see a maximum of 20 patients a day but they are seeing about 150 in a day. Certainly by the time he gets to 50 patients, he is already exhausted. Even a nurse that is supposed to see about four patients has to take care of 50 patients in a ward. Certainly, he/she will get tired. The truth is that in Nigeria, the working environment for many doctors is very hostile. Many doctors see patients that they can treat or intervene on their issues die before them because the hospitals they are working in do not have the necessary equipment to take care of them. Also, the remuneration of doctors is very poor. If you go to other climes, what we are paying in Nigeria is just 10 per cent of what they collect and they respect doctors. It is instructive to note that we don’t have good funding maintenance for hospitals in the country. The few doctors that we have are over worked and are not appreciated. These reasons and others might not be unconnected to the ongoing brain drain in the country. We must know that relocation of one medical doctor from Nigeria affects over 5,000 citizens that could have benefitted from his or her medical expertise. The relocation automatically deny thousands of patients access to quality health care from a trusted medical practitioner. There are also indications that Africa loses $2 billion annually to medical tourism and medical brain drain while Nigeria contributes the larger percentage of the medical tourists. Nigeria is using her resources to train doctors and professionals that will leave to work in foreign countries. What are those things attracting these professionals outside? Can we duplicate them here?” We are of the opinion that government should provide adequate remuneration for our medical doctors. Though we are not saying they should pay them so much, government should pay them for the
job they are doing as and when due. We are also of the opinion that the Federal Government should make the National Insurance Scheme (NHIS) compulsory for all citizens. We believe that the development would provide enough funds to improve the conditions of service and working environment for health professionals. It is unfortunate that our medical doctors are leaving Nigeria because of poor conditions of service, working environment and after service package. The development indicates that the physician-patient ratio has worsened, maybe from 1:3,000 to 1:5,000. When you compare, those countries that have better physician-patient ratio have better treatment environment. If the the doctors know they will have a house after 20 years of training, the lure to leave Nigeria would be reduced. What are the benefits attached to the job? What are the provisions for the doctor’s family? What are the long-term prospects for the staff? We submit that government must improve the work environment in terms of financing, make it work-friendly and not crowding of 10 persons in one office. We must ensure electricity supply and avoid a situation where doctors come to work and scheduled to do a surgery but there is no electricity. We are of the opinion that there is the need for the country to be more dynamic and re-organise the funding of health service. The government must adopt a more holistic approach to halt the dangerous trend of medical brain drain.

EFCC calls more witnesses in Jang’s N6.3bn fraud trial Andrew Orolua, Abuja
The Economic and Financial Crimes Commission (EFCC) on Tuesday presented more witnesses in the N6. 3 billion ongoing fraud trial of former Governor of Plateau state, Sen. Jonah Jang and Yusuf Gyang Pam, a cashier in the office of the secretary to the state government who testified against the duo. The two defendants are being prosecuted on a 12-count charge bordering on misappropriation of N6.3 billion state funds and are further alleged to have been complicit in the fraudulent diversion of special funds released by the Central Bank for disbursement to Small and Medium Scale Enterprises (SMEs) in the state, under the micro, small and medium enterprises development funds, two months to the end of Jang’s tenure in 2015. Testifying as a prosecution witness, Tapchi Yakubu Tashok, a staff of Zenith Bank, Jos main branch, while being led in evidence by Rotimi Jacobs (SAN), identified the second defendant as the cashier at the cabinet office, who normally makes
huge withdrawals on behalf of the state government. “Once there is no much cash available to accommodate the withdrawal, they source from other branches and sometimes have to seek approval to withdraw from the CBN. “If the withdrawal involves a huge sum, we go to the CBN to move it with the bullion van from the CBN to our branch; we offload and ascertain that the cash is complete, we then go ahead and debit the transaction while he signs. “He mostly usually comes around with a Hilux van and escort to convey the cash from the loading bay,” the witness said. She further testified in her evidence-inchief that the said withdrawals were made on April 7, 8, 9, and sometimes around March 2015. Under cross-examination by Jang’s counsel, Mike Ozekhome (SAN), she told the court that she never had any dealings with the first defendant and had never seen him during any such withdrawals. When asked if she knew how many bank accounts the Plateau state government operated, she denied having such information.
The defence thereafter, sought to tender her statement as evidence, which was admitted by the court as exhibit D4. The prosecution then presented another witness, Boyi Sauki Kiakau, the state accountant general during the tenure of the former governor. Led in evidence by Jacobs, he told the court that the manager of Zenith Bank told him about the credit of N2 billion and demanded that he provides the account details that has been opened for the said money. He said: “He authorized him in writing to transfer the said sum after he was confronted with an authorization letter and directive from the governor that the money be transferred to the project one account. “I received a directive from the governor through the commissioner for finance to borrow the funds to finance some classified expenditure. I also received another approval from the office of the SSG through the same commissioner to release the said funds and I thereafter, raised a mandate to the bank to remit the N2 billion to the office of the SSG and the money was remitted in tranches.”

Short News MOSOP condemns election violence in Rivers Amaka Agbu, Port Harcourt The Movement for the Survival of Ogoni People (MOSOP) has condemned the violence that characterized the suspended March 9 governorship and the state house of assembly elections in some parts of Rivers state. In a statement by its President, Mr. Legborsi Pyagbara, circulated in Port Harcourt on Tuesday, MOSOP lamented what it described as the unprecedented breach of the public peace that marred the elections. The statement said it was regrettable that two MOSOP officials, Mr. Dumle Mile and Dr. Ferry Gberegbe fell victims of the electoral violence in that occurred in Ogoniland on Saturday. It therefore, condemned the shooting of its officials for no justifiable reasons and called on the authorities to arrest, and prosecute those responsible. The Ogoni apex body, however, urged all political parties and candidates to respect the nation’s electoral laws and regulations, and use the established legal processes for resolving disputes relating to the electoral process.
Owerri Magistrate Court grants 4 party agents bail Prince Nwankwo, Owerri The Peoples Democratic Party (PDP) agent and three other agents of the Action Alliance (AA) were on Tuesday granted bail by a Magistrate Court, Owerri, presided over by Chief Magistrate R.O. Nworka for unruly behaviour during the collation of results in the hotly contested governorship election in Imo state. The PDP agent and former House of Representatives member, Uche Onyeaguocha and the three Action Alliance (AA) agents, Steve Asimobi, Paschal Onwukaike and Oliver Enwerenem were arraigned for alleged electoral misconduct. The suspects were arraigned on a 10 - count charge, including unlawfully disrupting the election process, destroying election materials, unlawfully destroying INEC result sheets for the governorship election for different local government areas, disorderly conduct, destruction of election materials, among others contrary to section 124 (5) and Section 128 of the amended Electoral Act. The magistrate however, granted the suspects bail on self – recognition and N500, 000 each after considering the bail application moved by Onyeaguocha’s lead lawyer, Loius Alozie (SAN) and adjoined the case till May 6.

INEC to file libel suit against APC Moses Oyediran, Enugu The Independent National Electoral Commission (INEC) in Enugu state, says it is studying some allegations leveled against the commission on the conduct of the 2019 general elections with the aim of seeking redress in court. INEC Resident Electoral Commissioner in Enugu state, Dr. Emeka Ononamadu stated this during a post - 2019 general elections media briefing held on Tuesday. Ononamadu said the time has come when the commission shall file libelous suits against some groups, accusing certain political groups of trying to falsely label the electoral body, security agencies and the central bank in their attempts to scuttle the electoral process. Our correspondent recalls that the All Progressive Congress (APC) in the state had accused INEC of bias and passing a no confidence vote on the commission’s ability to conduct credible elections.
The state resident electoral commissioner said “I am also studying those wide allegations for possibilities of seeking court redress because it is not only politicians that can always take INEC to court; INEC and its staff equally have a name to protect. “We are not going to tolerate reckless allegations that cast aspersions on our democracy and electoral process. We are moving towards a direction where nobody will get away with any unsubstantiated allegation that robs off on the credibility of an election.” Ononamadu noted that all elections in the state had been successfully completed, adding that “there is no election either at the federal or state level that is outstanding in Enugu. “Before the February 23 presidential and National Assembly elections as well as the March 9 governorship and state assembly elections, INEC in Enugu promised that we will conduct not only credible election, but one which is transparent and will pass the test of time.
“While we had teething logistics challenges during the presidential election, we overcame all of those challenges during the governorship election and became the first state that had all the 4, 145 polling locations open before 8.00am on election day.” He thanked Enugu residents, traditional rulers, security agencies, the National Youth Service Corps members, media, civil society organizations, political parties, management and staff of INEC for their support during the conduct of the general elections. He disclosed that the commission will commence the issuance of certificates of return to elected federal lawmakers in Abuja on Thursday. “Having successfully concluded election, we are also fully prepared for post-election events and activities. I want to reassure you all that we will conduct ourselves even better than we did during the elections. Like INEC Enugu has repeatedly said, power belongs to the people, so it is the people that gives power and not INEC,” he added.
Governor Willie Obiano has commended the people of Anambra state for their role in the 2019 general elections, describing it as peaceful, forward-looking and inspiring. Speaking to journalists yesterday in Awka, the Commissioner for information and Public Enlightenment, Mr. C. Don Adinuba, said the governor commended the people for not only coming out in their hundreds of thousands in both the federal and state assembly elections, but also for being peaceful, orderly and lawabiding throughout the exercise. According to Adinuba: “The elections confirm Anambra’s reputation as Nigeria’s safest and most peaceful state, despite one or two incidents. Rivers traditional rulers demand declaration of election results Amaka Agbu, Port Harcourt
The Rivers state Council of Traditional Rulers has urged the Independent National Electoral Commission (INEC) to declare all verifiable results of the state governorship election of March 9 on units and ward basis. The monarchs who made their position known at a press conference addressed by their Chairman, the Amayanabo of Opobo, King Douglas Dandeson Jaja, stated that only the compromised results should be discountenanced by the electoral umpire. “We urge INEC to declare all verifiable results and immediately look into only compromised results on units and wards basis, where boxes were snatched by thugs or military personnel. “We cannot go through another round of elections at a later date. INEC must ensure that collated results are declared and not tampered with by third parties,” the council said. The traditional rulers expressed disappointment over the alleged involvement of the military and SARS personnel in the direct process of the elections in the state. They said: “What we have today is a few government appointees using federal apparatus, including men in uniform to cause
chaos and breakdown of law and order. “Our people who have attempted to resist such illegality have either been arrested or dealt with extra- judicially.” Also, they regretted the militarization of Rivers communities with innocent people harassed, arrested and detained by security agents. “We are sad to note that in many kingdoms and communities, the uniform or military men were actively involved in giving cover to politicians and their thugs who were carting ballot boxes and result sheets. “There were also allegations that some of these uniform personnel were fake soldiers, but the real soldiers have not arrested any of the so called fake soldiers involved in these dastardly acts. “The army has also come out on AIT to state that the people in army uniforms are fake. So, why are they not being arrested if they are thugs in military uniforms?” The council described as deafening the silence of the National Peace Committee headed by former Head of State, Gen. Abdulsalami Abubakar and wondered why the committee had failed to call all parties and the military to order for breaching the peace. They said that parties cannot be asked to accept results of elections that were brazenly
rigged, manipulated and falsified in an atmosphere of intimidation and violence. “Last time we checked, the President and commander - in - chief has not given any such order, neither has the chief of army staff or chief of air staff ordered the full participation of the military in the electoral process in our various kingdoms. “So, who has deployed the military; army and air force in this number, they were even assaulting officials of INEC and taking over premises when they were not invited by INEC,” the traditional rulers added. They further wondered how the military took over the state INEC headquarters and even fought the police and attempted hijacking results from local government areas. “We need peace in Rivers state. The people’s will must prevail. The military must remove itself from directly participating in our elections. The Nigerian Army must immediately identify and arrest the so called political thugs in military uniforms,” they said. The traditional rulers said that politicians who collaborated with the military or thugs in military uniforms would be cursed traditionally and called on the federal government, and the international community to come to the aid of Rivers people.

Ihedioha’s victory: Imo people heeded to my advice, says Ibeku chief Sunday Nwakanma, Umuahia The traditional Prime Minister of Ibeku ancient Kingdom and member of the PDP in Abia state, High Chief James Uche Akwukwuegbu, has commended the electorate in Imo state for making the right choice in voting for the Governor – elect, Emeka Iheodioha during the governorship election in the state. High Chief Akwukwuegbu recalled his advice to Imo people, especially those from Owerri zone to ensure that they break the Orlu zone hegemony on the governorship position in the state.
“Today, Imo people did well by giving Owerri zone the victory and the people have done what I asked them to do,” he declared. The frontline politician expressed surprise over Gov. Rochas Okorocha’s desire for his son in-law to succeed him, stating that “today, he has seen the disgrace as his popularity has faded. The disgrace is that all Imo voters voted against him and now his name is not in the list of senators to be given the certificate of return by INEC. Ikpeazu has done well to deserve another tenure in line with the Abia charter on equity and putting into consideration the many litigations he faced at the begging of his first tenure. “He still did well and managed the resources of the state very well, hence my score of his administration is 90 per cent,” adding that “while people claim he did not finish some projects, it is better to start some projects and not finish them than not to start any at all.”
Short News NCAA says no Boeing 737 MAX 8 in fleet of local airlines Chukwuemeke Iwelunmo, Lagos The Nigerian Civil Aviation Authority (NCAA) has assured the flying public of their safety, stating that there is no cause for alarm, as presently, the accident aircraft type, Boeing 737 – Max 8 is not in operation in the country. In a statement, the General Manager, Public Affairs NCAA, Mr. Sam Adurogboye said that the authority in line with its safety oversight mandate enshrined in the Civil Aviation Act, was consciously monitoring the development(s) with a view to taking the necessary steps that would enhance the safety of all aircrafts in operation within the Nigerian airspace. “This is to assure the public that NCAA will continue to ensure that safety regulations are strictly adhere to for the safety of all in Nigeria. Our heart is with the airline and families of the victims of the Ethiopian Airlines accident,” he added. It would be recalled that an Ethiopian Airline B737 -Max 8 crashed on March 10, killing all the 157 persons on board after which the airline and some other countries have grounded the accident aircraft type in their operations. Already, airlines with the Boeing 737 MAX 8 in operations have grounded them for a thorough investigation by aviation authorities to unravel the cause of the crash.
86 parties, 54 gov’ship candidates oppose transfer of INEC Rivers chief Amaka Agbu, Port Harcourt
The Inter - party Advisory Committee (IPAC) in Rivers state, the Coalition of Political Parties (CUPP) and the Coalition of Governorship Candidates have called on the Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu, to disregard calls by a few APC sponsoredgovernorship candidates for the transfer of the state resident electoral commissioner and the state administrative secretary of INEC. Speaking at a press conference in Port -Harcourt, the groups represent 86 political parties and 54 governorship candidates said that there was no justification for the calls for the transfer of the electoral officers. Chairman of IPAC in Rivers state, Sir. Precious Baridoo, who presented the groups position in Port Harcourt. said: “These calls sponsored by the Minister of Transportation and the APC are aimed at creating the ugly atmosphere for the concoction of results and the rigging of the governorship election, which has been won by the Rivers state PDP governorship candidate, Nyesom Ezenwo Wike. “We also strongly condemn the criminal use of the Nigerian Army by the APC to abduct electoral officers and snatch already collated results for the purpose of rigging the governorship election in favour of the APC supported candidate. “It is most unfortunate that the APC led soldiers to invade the state collation centre at INEC headquarters in Port Harcourt as captured on videos aired on Channels Television and AIT. The whole world saw how they planned to bring in cooked results to alter the will of Rivers people,” he said. Senate, House resume, adjourn over Rep. demise Tunde Opalana, Abuja The National Assembly resumed plenary on Tuesday from the short break it observed to enable senators and House of Representatives members participate in the just concluded general elections. However, parliamentary proceedings could not take place as the two chambers postponed sitting to Wednesday, following the death of a House of Representatives member representing Lagelu / Akinyele Federal Constituency of Oyo state, Rep. Temitope Olatoye, popularly known as “Sugar.” The late Rep. Olatoye was reportedly shot in the face by political thugs during last Saturday’s governorship election in a community within his constituency in Oyo state and later died at the University College Hospital, Ibadan. The decision of both chambers to adjourn is premised on the National Assembly tradition of honouring any deceased member of either of chambers.

Assembly poll not free, fair in Edo - PDP Short News Accuses army of intimidation
Titus Akhigbe, Benin With the All Progressives Congress (APC) winning all the 24 House of Assembly seats in Edo state, the opposition Peoples Democratic Party (PDP) has rejected the results, insisting that the polls were not free and fair. State Chairman of the party, Chief Dan Orbih, who spoke with journalists in Benin, said that the massive deployment of armed soldiers to intimidate voters to support APC candidates, is an indication that democracy is under serious threat in the country. Unlike former President Goodluck Jonathan, who conducted free and fair elections in 2015 and handed over power to President Muhammadu Buhari of the APC, Orbih said that Saturday’s election was the worst since the return to
democratic rule in 1999. He alerted Nigerians of an impending dictatorship under Buhari, advising that people must rise up and resist before it gets too late. He said: “The result did not reflect the wishes of Edo people. The House of Assembly election fell short of a free and fair election. Soldiers were deployed to intimidate voters. What happened last Saturday was akin to a military coup. Nigerians must speak out against an impending dictatorship by the APC -led federal government.” Orbih, who was silent on whether the party had instructed the different candidates to approach the election petitions tribunal to seek redress, was however, thanked God that there was no reported killings in the state despite pockets of violence at some polling units. The PDP state chairman added that it
was surprising that the party which won the majority votes during the February 23 polls, had four House of Representatives and two out the three senatorial seats in Edo could not manage to win any of the 24 House of Assembly seats. As a way out, the Edo PDP chairman remarked that there should be a constitutional amendment so that all the elections from the state Houses of Assembly to the National Assembly, governorship and presidential be held same day. “All it will take the Independent National Electoral Commission (IÑEC) is to increase the number of ballot papers to five instead of three by including, the governorship and state Houses of Assembly to the presidential, House of Representatives and Senate. Once this is done, elections will be held in one day. It will even be cheaper,” he added.
Abia deputy speaker, 12 others lose out as PDP dominates assembly Sunday Nwakanma, Umuahia
The Peoples Democratic Party (PDP) in Abia state consolidated its hold on the state House of Assembly winning 19 seats in the 24 – member state assembly. The All Progressive Grand Alliance (APGA) captured three seats while the All Progressive Congress (APC) won two assembly seats. However, some principal officers of the state assembly, including the Deputy Speaker, Cosmos Ndukwe of the PDP, the Minority Leader, Chibuzor Okogbue of APGA and11 other legislators lost at the March 9 election. Only the Speaker, Chikwendu Kalu, the Majority Leader, Chinedum Orji and eight other members retained their seats. Before the state assembly election, PDP had 16 members, APGA had four members, APC had three and SDP one member. Unfortunately, no SDP candidate made it back to the House, just as of the 16 PDP state legislators, only 10 were re-elected.

How army arrested 8 suspects with 111 PVCs in Lagos Chioma Joseph, Lagos Eight suspects in possession of 111 Permanent Voters’ Cards (PVCs) were at the Makinde area of Oshodi in Lagos by soldiers during Saturday’s governorship and state Houses of Assembly elections. The suspects who were arrested by troops of the Nigerian Army, 81 Division had attempted to snatch ballot boxes when troops of the army division close to the polling unit arrested them. According to the acting Deputy Director of Army Public Relations, 81 Division, Lt. Col. Olaolu Daudu, the suspects also had assorted charms in their possession. Similarly, hoodlums who had obstructed INEC officials from performing their duties and intimidating voters were dispersed by troops during the elections in the area. Speaking on this, Lt. Col. Daudu said cutlasses, an axe and other exhibits were recovered from the scene. “Troops were alerted by distress calls from locals. The troops moved to the area where the hoodlums were on rampage disrupting the peace, blocking the movement of INEC officials, intimidating voters and vandalizing shops. “On sighting the troops, the hoodlums took to their heels, no arrest was made. Items recovered include, 10 cutlasses, one axe, one iron rod and three objects suspected to be mortal sticks,” he said.

Access Bank clarifies sale of N2.5bn customer’s goods Temitope Adebayo Access Bank Plc has vehemently denied any wrongdoing in the alleged sale of a customer’s goods worth N2.5 billion. The Police Special Fraud Unit in Lagos had charged Access Bank Plc, its Managing Director and Chief Executive Officer, Herbert Wigwe, and others with 21 counts of conspiracy, fraudulent disposal of trust property, fraudulent conversion, stealing and false representation before an Ogun State High Court. Access Bank Plc, Mr Wigwe, Alawode Oluseye and Bayo Adesina are accused of conspiring and stealing 23,754.413 metric tonnes of steel billets valued at N2.5 billion belonging to BMCE Bank International Plc. But in a notice to the Nigerian Stock Exchange (NSE), Access Bank, however, denied the allegations, stressing that at no
time did the bank or any of its executives or officers commit any of the alleged offences. The statement reads in parts: “In 2015, Access Bank availed credit facilities to Metal Africa Steel Products Limited, to finance the importation of billets and machinery for the expansion of its factory. Consequent upon the grant of the facilities, the bank opened Form M and Letters of Credit (“LC”) to facilitate the importation of the billets for which the shipping documents were consigned to the bank. The facilities were secured by debentures Trust Deed over the customer’s assets shared with other lenders. “Upon arrival of the billets, the bank released the shipping documents to the customer to enable it clear the goods. The bank subsequently discovered that the customer had cleared the goods from the port without payment of appropriate customs duty.
“The bank, in line with its duty to protect its depositors’ funds, reported the alleged crime to SFU which obtained a court order to take over the customer’s business operations. Furthermore, the bank petitioned Interpol, which is presently taking steps to repatriate the suspects involved in the alleged fraud from India. Subsequently, the beneficiary banks (including the bank) under the debentures Trust Deed, appointed a Receiver/Manager who took over the operations of the customer’s business and paid the appropriate customs duty on the billets. “The Receiver/Manager subsequently obtained court order from the Federal High Court and sold the billets and distributed the proceeds amongst the beneficiary banks (including the bank).” The lender further said in the statement that it was “aware that the petitioner also
laid claims to the same billets following which there were attempts at a settlement between the petitioner and the Receiver/ Manager. The petitioner subsequently filed a complaint at SFU following the failure of settlement. “Based on the foregoing, we were surprised to be served with the charges by the SFU alleging, among others, that the bank stole the billets and forged the shipping documents covering the billets. “We hereby state that at no time did the bank or any of its executives or officers commit any of the alleged offences. The bank has continued to maintain the position that it financed the importation of the billets and that the Receiver/Manager appointed by the bank and a syndicate of other lenders had the right to sell the goods. We are aware that there are civil matters in court on the same subject”, it stated

Court reaffirms SEC’s regulatory power to control public companies in Nigeria Motolani Oseni The Court of Appeal has reiterated the Securities and Exchange Commission’s (SEC) has powers to intervene in the management and control of any public company which is considered to have failed, is failing or is in crises. The SEC is statutorily mandated as the apex regulator of the Nigerian capital market to ensure the protection of investors and maintain a fair, efficient and transparent market. Recall that in 2008, the SEC conducted an investigation on Big Treat Plc a public listed company (1st Respondent) and its directors which revealed several infractions of the Investments and Securities Act 2007 such as inadequate internal control systems and a breakdown of corporate governance in the company. Based on the foregoing, and pursuant to
the provisions of Section 13 (v) of the ISA 2007, the Commission in 2010 approached the Federal High Court seeking a number of reliefs against Big Treat Plc (1st Respondent), three of its directors – Pamela Wu, Harries Wu, Steve Wu – and two entities owned by them – New Frontier Engineering and Construction Company Ltd and Skyone Group of Companies Ltd with a view to preserving the assets of the 1st Respondent. In the course of the proceedings, the Commission applied for and was granted an ex-parte order of interim injunction restraining the 2nd– 6th Respondents, their agents, servants or privies from obstructing the Commission in the exercise of its statutory oversight responsibilities to the 1st Respondent including the appointment of an interim management to take charge of the day to day administration of the 1st Respondent with a view to preserving its assets in the interest of its stakeholders pending the
determination of the Motion on Notice already filed in this suit. However, the ex-parte order was subsequently vacated on the grounds that the 1st Respondent (Big Treat Plc) “was not a capital market operator amenable to the control and management of the appellant in times of financial distress.” The Commission appealed against the decision of the Federal High Court and the sole issue for determination as raised by the Commission before the Court of Appeal was “whether the lower court was right when it held that the 1st Respondent (Big Treat PLC) is not a capital market operator because it does not play any specific role in the capital market and as such, not registerable or subject to the control of the Appellant (the Commission).” The Court of Appeal in a judgement delivered on 31st January 2019, held thus, “That the 1st Respondent, an issuer of securities, having been duly registered
with the Appellants and was at all material times performing the specific function of issuing securities in the capital market was subject to the intervention of the statutory powers of the Appellant as the pinnacle regulatory authority for the Nigerian capital market whose sole purpose is to ensure the protection of investors and to maintain fair, efficient and transparent capital market as well as reduction of systemic risk as stated in the preamble of the ISA- the beacon light to the powers of the Appellant under the ISA.” The Court of Appeal further held that, “In conclusion, I most respectfully hold that the court below should not have vacated the interim preservative order made by it to protect the imminent collapse of the 1st Respondent but the Appellant who at all material times was exercising statutory powers under the ISA to stem the tide of decay in the internal management of the 1st Respondent…”

concentrations.” Banwo noted that the UNEP report, which was released in August 2011, took three years to be completed, saying it concluded that the cleanup would take 25 to 30 years to accomplish with an estimated takeoff cost of $1billion. He stressed that former president, Goodluck Jonathan, set up a government committee to review the report and make recommendations on immediate and long remedial actions in Ogoni.

GENCOs release 4,114 megawatts of power Electricity generating companies in Nigeria released an average of 4,114 megawatts of power into the national grid on Monday, a daily energy report has said. The report, which was compiled by the Advisory Power Team, Office of the Vice President, was made available to the newsmen on Tuesday in Abuja. It stated that the energy released by the companies was down by 92.47 megawatts from the figure delivered on Sunday. It, however, indicated that 2,793.58 megawatts could not be generated due to unavailability of gas, adding that unavailability of transmission infrastructure also accounted for non-generation of 176 megawatts during the period. Similarly, it stated that 168.6 megawatts were not generated due to high frequency resulting from the unavailability of distribution infrastructure. The report revealed that the power sector lost an estimated N1.51 billion on Monday to the factors of insufficient gas supply, distribution infrastructure and transmission infrastructure. On sector reform and activities, it said the dominant constraint for Monday’s generation was the unavailability of gas. It said the peak generation attained on the day was 4,766 megawatts.

Making the call in Lagos yesterday, the chairman of Nigerian Ethnic Nationality Youth Leaders Forum (NENYLF), Alhaji Yerima Shetimma, they are worried about the political development in the country, which if care is not taken could lead the nation into a disastrous end, noting that the nation’s democracy is being raped and political injustices melted on Nigerians and that there is the need to arrest the development. Shetimma, who is also the President, Arewa Consultative Youth Forum, who spoke when the group led its maiden National Peace and Unity Rally from the Federal College of Education (Technical), Akoka, to Labour House in Yaba, said that he was sad that the recent elections in the country was marred by massive irregularities and frauds that is care was not taken could have dare consequences on the nation. According to him, “Our outing today is a result of the injustices melted on Nigerians, we intend to go to across the six geo political zones and ensure that we speak to the people, we conscientise the people, let the people realise the consequences of what is happening in the country, because democracy has been
raped already. “For some of us who have passion for the people, having spent over 20 years in the trenches and paid our dues and make sacrifices, the way we look at things is not the way others will look at it, it is our responsibilities to ensure that people of like minds come together and ensure the right thing is done, due process must be followed and the will of the people must be seen to prevail above any other interest.” He lamented what he described as a threat to the nation’s democracy, which he said the last elections in the country represents, “Democracy has been threatened already, from all indications well meaning Nigerians must come on board now to begin to save the situation and face reality, some of us feel very pained because we have paid our dues in the struggle and we are still in the trenches. “This is not the kind of democracy we all envisaged, we thought that by now we would have gotten to another level of this our young democracy, but from all indications we are backward more under this administration of the APC (All Progressives Congress ) and under the leadership of President Muhammadu Buhari. “That is why some of us feel that we need to draw attention to it and tell Nigerians the consequences of this recent election, both the presidential and the governorship, it is nothing to write home about, it was marred with mass rigging and it is an abuse on the sensibility of Nigerians. “Let me start from the presidential, if you look very well you could see that
the people came out enmass and voted who they wanted and people have actually spoken, but from all indications you could see that the second election has justified what happened in the first election, despite the poor turnout and that is a clear indication that Nigerians are not happy, some of us saw this coming when we drew attention of Nigerians to it and many people felt that we were just talking because we want to talk, but we all can see from all indications that even from inception that the INEC compromised the election. “I do not also see the business of the military playing a major role in an election in a constitutional democracy such as ours, so you can see that talking of integrity there is no integrity, and there is a serious flop “For us as activists, we will mobilise and rally people around, we will ensure that Nigerians feel and have a sense of reasoning, we won’t just fold our hands and allow people run the country as if the country is being ruled by an emperor, we won’t sit down and allow Nigerians to be treated as if we are in a banana republic, no, this is a country. This is a clarion call that all Nigerians must respond to and ensure that the right thing is being done,” he said. RBM, a Buhari support group winds Election Observers say violence, rigging down operations marred polls in parts of Bayelsa A team of observers during the Presidential and National Assembly elections in Bayelsa State has said that voting materials were hijacked and that the polls were marred by violence and rigging in three local government areas of the state. This is coming on the heels of the announcement by the Independent National Electoral Commission (INEC) that 63 smart cards readers were missing in the state after they were stolen during the last elections. The commission has appealed to those in possession of the card readers to return them just as it has raised concerns why the electoral umpire declared results in areas the card readers were not used. The observers from the Organisation of Justice for Equity Sustenance specifically stated that the elections in parts of Nembe, Brass and Southern Ijaw local government areas were characterised by irregularities while the exercise was relatively peaceful in the other five councils in the state.
The state governor, Hon. Seriake Dickson, the Peoples Democratic Party (PDP) and the All Progressives Congress (APC) have all disputed the results of the elections, particularly in those three council areas. This fresh twist was contained in the organisation’s Observation/Report of Activities submitted to the INEC headquarters in Abuja on Wednesday. It was signed by Mr. Adeboye Nelson. The observers noted in the report that voting did not take place in five wards of Constituency 4 in Southern Ijaw Local Government Area, namely wards 4, 12, 14, 15 and 16 as the election materials were hijacked. In Brass, it said there was violence and rigging while an unnamed APC candidate mobilised cultists and hoodlums to disrupt the elections and molest INEC ad hoc staff as well as a Deputy Commissioner of Police, Kola Okunola. It affirmed as true the report by an electoral officer, Uzoma Diala, that elections did not take place in the area.
Also, it stated that there were no elections in Constituency 2 covering seven wards in Nembe Local Government Area. “In Ekeremor LGA, the election was relatively peaceful. Nembe LGA, (there was) no elections in Constituency 2 and 3 covering the other 7 wards. “In Sagbama, the elections were peaceful there. It was the most peaceful LGA. The card reader at first was not authenticating as a result of the network but was later resolved. There was no stamp for thumb printing. “Southern Ijaw/Brass: there was no election in Constituency 4 ward 4, 14, 15, 16 and 12 (Southern Ijaw). The materials were hijacked. “There was violence and rigging (in Brass). The aspirant (candidate) of the APC mobilised cultists and hoodlums to disrupt the elections. The Ad hoc staffs were molested, including the DCP Kola Okunola, who was deployed there. The E.O’s (Uzoma Diala) comment that elections did not take place is true,” the report stated.
The Re–elect Buhari Movement (RBM), one of the groups that rallied support for President Muhammadu Buhari’s re-election in the just concluded election has formally ended its operations. The group in a statement by its convener, Mr. Emmanuel Umohinyang said this was in view of the fact that its major objective of actualising a second term for the President has been achieved. Consequently, it said there would be no need for the group to continue to function as a result of the development. The statement reads “Sequel to the re-sounding victory of President Muhammadu Buhari in the February 23, 2019 Presidential election, the existence of Re-Elect Buhari Movement (RBM); one of the support groups that volunteered to work for the re-election of the President has officially come to a close. “It has become expedient to dissolve membership of the ReElect Buhari Movement as currently constituted since the main objective
of founding the movement has come to a successful end. “It is no longer feasible to keep volunteers of the Movement as a functioning group in the face of the present reality, hence the need to formally dissolve same. “On behalf of President Buhari, I therefore extend a warm appreciation to every member of the Movement and wish them well in their various future endeavors. “I enjoin them to always count themselves as members of the progressive team that worked for the victory of President Buhari who is on mission to rebuild the country ravaged over the years by corrupt leadership that thrived much on primitive accumulation of wealth.” It would be recalled that about a year ago, the Re-Elect Buhari Movement was founded as a volunteer support group with strong interest and determination to work for the re-election of President Muhammadu Buhari whom they considered as working assiduously for the greater interest of Nigeria.

Interswitch Group, a leading Nigerian Pan-African digital payment and commerce solutions company, is once again set to reward excellence in STEM subjects among secondary school students in the second edition of the InterswitchSPAK National Science competition. The competition, which is targeted at SS II students aged between 14 and 17 years, is a CSR initiative of the company. This announcement was made at a press briefing held recently in Lagos. The competition which is focused on driving increased interest in the study of Science, Technology, Engineering, and Mathematics (STEM) subjects among Senior Secondary School students across Nigeria will kick off with a national qualifying examination from which 81 finalists will emerge to compete at the InterswitchSPAK TV quiz competition. The InterswitchSPAK programme includes a Masterclass, an Innovation Challenge and a TV quiz competition around STEM subjects. The aim of InterswitchSPAK is to encourage and guide the students along career paths that will help them achieve full optimization of their potentials and dreams to become inventors or entrepreneurs. Cherry Eromosele, Group Chief Product and Marketing Officer, Interswitch, encouraged all eligible students to participate and register in this second edition. She noted that the importance of STEM education cannot be over-emphasised in the society, especially considering current societal challenges in the country. She said: “At Interswitch we understand that technology is key to solving most of our challenges in Africa. Promoting and rewarding excellence in STEM subjects among secondary school students is our way of preparing the younger generation to take up this challenge”. Speaking on the registration process, Enyioma Anaba, Group Head, Brands, at Interswitch Group, explained that the competition is open to girls and boys in public and private secondary schools in Nigeria, aged between 14 and 17 years. She further explained that new schools are required to first register on the InterswitchSPAK platform before registering their students, while returning schools can directly register their students. Each such school is expected to register six students each, at least two of which must be girls. The overall winner will be awarded a five-year scholarship in any tertiary institution, a laptop, a gold trophy and monthly stipends throughout the duration of the scholarship, all totaling N7.5million. The second-place winner will be awarded a three-year scholarship, a laptop, a silver trophy and monthly stipends for the three years totaling N4 million; while the third place winner will receive a yearlong scholarship worth N1 million, a laptop, and a bronze trophy.

UNILORIN to re-brand as global varsity – VC The Vice-Chancellor, University of Ilorin, Prof. Sulyman Abdulkareem, says the institution plans to re-brand into global University through employment of more foreign nationals. Abdulkareem disclosed this on Tuesday while speaking at the interactive session and get-together with international staff organised by the Centre for International Education (CIE). The vice-chancellor said that the university management would continue to do its best to inspire and motivate all staff, particularly, international scholars, in accordance with the Federal Government’s commitment to manpower development. “I foresee a time when the rate of foreign nationals coming to work in this University will become huge just as our staff in foreign universities abroad will also become very huge,” he said. Abdulkareem, who was represented by the Deputy Vice-Chancellor (Management Services), Prof. Bolaji Sule, said that the contributions of international staff to the growth of the University have never gone unnoticed. He said: “We are not unmindful of the sacrifices you are making for your career in this University that has grown
to become a pride of Nigeria and Africa”. The VC said that the University has international staff members as scholars from African countries such as Ghana, Congo, Egypt and Asian countries like Sri Lanka working side by side their Nigerian colleagues to keep the University’s flag flying. “More of these nationals will be employed in years to come to further strengthen our brand as a global University. “I see coming generations of the current international scholars, their biological and academic children, coming back into our midst settling down here, marrying our people, working and retiring here,” the Vice-Chancellor said. He disclosed that the University has enjoyed working with the international staff, and the administration cherished their presence. According to him, the institution will continue to do all that is required to keep them and encourage more foreign nationals to work with the University. He believed that by so doing, they are building international understanding, cross-cultural relationship and safer and peaceful world. The vice-chancellor, who also charged
the international staff to play their role, added that every opportunity comes with its own challenges and working in the University of Ilorin is not an exception. He advised the scholars that in discussing their experiences about the University and the Nigerian nation, they should “show more understanding and maturity. The vice chancellor urged them to be “appreciative of the little the University and the nation can afford, live within the law and pray for a better clime so that their own coming generations who choose to stay back may inherit good legacies”. Abdulkareem said that the nation is at peace despite terrorists’ agenda and Unilorin is perhaps the fastest growing University in Africa with more than 18 years of unbroken academic calendar. He explained that as the University students are increasing, so also the academic programmes creating more opportunities for foreign nationals to study and work in the University. Prof. Felicia Olasehinde-Williams, Director of the Centre for International Education, commended the VC for the efforts geared towards improving the number of foreign scholars in the institution.

The Rector, Yaba College of Technology (Yabatech), Engr. Obafemi Omokungbe, who assumed office on March 6, 2018, recently marked one year in office. At a low-key celebration organised by Rectory staff, Omokungbe thanked God for backing him, staff and students for their unflinching support. Omokungbe hinted that one year is a short time to judge the performance of an administration, adding “we have albeit tried to lay the foundation and provided the sign posts for our direction in the years to come, and during the one year we have completed most of the uncompleted projects that have implication for the necessary growth of the College”. “The College Central Research Laboratory is now functional and opened to staff, students and the general public for research activities. Construction of Hostel classroom blocks and the perimeter fence at Epe and the College water factory which were abandoned are nearing completion as the Contractors had to be called back to site after a protracted negotiation. The provision of improved student service has been established through effective communication and confidence building activities between students and Management. The rejuvenation of the Hall Warden Committee for effective students’ services and Hostel administration. Massive renovation of students hostels to provide a conducive environment for residents including provision of hostel furniture e.g Bed, Mattresses etc. Efforts are also being made to return the recreational rooms (common room) in the hostels which were allocated to food vendors to the students. Provision of basic amenities like water, electricity, clean and hygienic environment, provision and repair of classroom furniture etc,” he added. According to him, so much effort has been made by the Academic Board to entrench a stable Academic Calendar to align the College with global best practices for the first time, in many years the 2017/2018 session was concluded peacefully without any student hiccups. The long lost time for the Part- Time programme was curbed to inform diplomatic moves and the uncommon cooperation of the Academic staff union. And the agitation will never end until justice comes On March 13, 1978, Daily Times reported on its front cover page that the Head of State, Lt. Gen. Olusegun Obasanjo stated vehemently that his administration has no plans whatsoever to create additional states in the country. Writing under the title, Obasanjo clears the Air: WE WON’T CREATE MORE STATES, Daily Times quoted Obasanjo as saying that ‘One thing people should not expect from his administration is to create more states.” “He said in Ibadan on Saturday night that such an exercise was a source of unnecessary distraction and diversion, especially in the very critical way our programme is moving,” Obasanjo said, warning that his administration should not be distracted from its political agenda. “I will therefore take this opportunity to appeal to people who still feel that they can pressure or they can do all sorts of things that will ensure the creation of more states in the life of this administration, to desist,” the Head of State, concluded. But that Obasanjo’s not of finality did not stop other military administrations after him to create additional states as both Generals Ibrahim Babangida and Sani Abacha created more states, with the South East having the lowest number, five states, up till now. Therefore, the complaints and grumbles of marginalization and injustice by the Ibos of South Eastern Nigeria against the other dominant ethnic nationalities and political regions in the country are not unfounded and may never end unless and until their grievances are addressed, one way or the other. Nigeria has a total of 36 states and Abuja, the Federal Capital Territory (FCT). The states are domiciled within the six geopolitical zones that make up the country as follows: A. North Central: Benue, Kogi, Kwara, Niger, Nasarawa, Plateau and FCT B. N o r t h E a s t : Adamawa, Bauchi, Borno, Gombe, Taraba and Yobe C. North West: Jigawa, Kaduna, Kano, Kebbi, Sokoto, Zamfara and Katsina D. South East: Abia, Imo, Enugu, Anambra and Ebonyi E. South-South: Akwa Ibom, Cross River, Rivers, Delta, Edo and Bayelsa F. South West: Ekiti, Lagos, Ondo, Osun, Oyo and Ogun On the issue of states creation, what the Ibos of South East have been asking repeatedly is, on what grounds did Nigeria allocate only five states to the South East while the other geopolitical zones have six states, each; even as North West has Seven State and North Central also Seven? Yes, Seven in the North Central; and don’t tell me that Abuja is neutral because it is not so, even if that was the original idea of the Ibrahim Babangida administration that actually made Abuja a reality. It matters a lot how many states
and local governments available in a given geopolitical setting in Nigeria. This is because Nigeria’s wealth, which is mainly oil rents for now, is distributed, allocated or shared on the basis of state. It means that the region with seven states, gets seven portions of the national cake; the region with six states, gets six portions of the cake while the South East with five states is left with a paltry five portions of the cake; and
don’t say ‘what significance this segregation commands, because it does matter a lot. It is the same with local governments. Out of the 774 local governments in Nigeria, Kano state alone has 44 local governments. States with the least number of local governments are found in the South East and South-South. When monies are shared as they do in Nigeria, it is distributed sometimes to local governments, like the Value
Added Tax (VAT). The more number of local governments, the more resource a people get. In the case of VAT for example, some states that have banned the sale and consumption of alcohol like Kano, end up getting the larger chunk of VAT revenue, far more than the states where the bulk of VAT money is generated, which is many from the sale and consumption of alcohol. Where is justice in this?
