Speaking during an interactive session with editors and media managers in Abuja on Wednesday, Magu stated that the commission would not shield institutions or any corrupt persons from investigation and prosecution. Stressing that the agency would not engage in a witchhunt, the EFCC boss said that its activities were in line with international best practices. He said, ‘‘In all that we do, we are guided first by the fear of God and patriotism to our fatherland and the rule of law. ‘‘I will continue to discharge my duties guided by fear of God, overriding interest of Nigeria and rule of law”. Outlining the notable achievements recorded so far by the agency, Magu revealed that the commission has secured no fewer than 158 convictions between January and August this year. According to him, the commission within the same period recovered the sums of N106.5billion, $1.635million, €629,193 and €25,575 respectively. Magu also disclosed said that the EFCC is partnering with the Federal Inland Revenue Service (FIRS) and the Assets Management Cooperation of Nigeria (AMCON) to arrest and prosecute tax defaulters in the country.

He said, “So far, the commission had recovered over N35billion for the FIRS and N4billion for AMCON. Tax liabilities of other institutions running into billions of naira have also been identified and the companies have agreed to pay. “Furthermore, in an effort to maximise and utilise some of the forfeited properties recovered by the commission, numerous government agencies have been allocated such properties to be used as offices. “These magnificent properties are currently housing institutions such as VAIDS office under the Ministry of Finance, a unit from the Defence Headquarters, Voice of Nigeria, North -East Initiative and also Pension Transitional Arrangement Directorate (PTAD). Magu added that the development will drastically reduce the cost of payment on rented apartments by the institutions and urged managers of the Fourth Estate of the Realm not to relent in its role in the fight against corruption by exposing corruption where ever it exist. Speaking on the need for Nigerians to collectively join the fight against corruption and own the process, Magu told the editors that everybody must be involved in the war against corruption in view of its devastating effects on the

well being of the people. He said, “ We all have the responsibility to fight the menace. We must bring everybody on board. A situation where an individual is richer than Nigeria is unacceptable. We are also in the process of reviewing the strategy of fighting corruption It is all about Nigeria and I urge every stakeholders to do the right thing for the development of the country. Meanwhile, outgoing Ekiti State Governor Ayo Fayose, has written a letter to the EFCC offering himself for probe on October 16. He added that the immunity which he enjoyed under Section 308 of the 1999 Constitution as sitting governor of Ekiti State will elapse in October 15 after which he says that the commission can now probe him. Fayose said, “I wish to inform you that my term of office pursuant to which I enjoy immunity against investigation and prosecution under the above provision shall lapse by effusion of time on Monday, October 15, 2018. “As a responsible citizen of our great country, who believes in the rule of law, I wish to inform you of my decision to make myself available to your office on Tuesday, 16th October 2018 at 1pm to clarify issues or answer questions on

No plan to shift 2019 polls, INEC insists Tunde Opalana, Abuja The Independent National Electoral Commission (INEC) has denied insinuation in certain quarters that it may shift the 2019 general elections. Faulting a newspaper story that the polls may be shifted over threat of violence, the Commission in a statement made available on Wednesday by Rotimi Oyekanmi, Chief Press Secretary to the INEC chairman, said the story did not correctly reflect what INEC Chairman, Prof. Mahmood Yakubu said at the Inter-agency Consultative Committee on Election Security (ICCES) meeting that took place at the Commission’s headquarters on September 11, 2018. Oyekanmi said the INEC boss had told the security chiefs that with the 2019 general elections drawing close, the Committee would need to meet more frequently to constantly assess the security situation across the country and take proactive actions to forestall

any unpleasant event before, during and immediately after the elections. According to him, the chairman underscored the fact that elections cannot be conducted under a rancorous atmosphere. Oyekanmi said, “ He (INEC Chairman) referred to Section 26 of the Electoral Act which, among others, gives the Commission the power to postpone an election “if there is reason to believe that a serious breach of peace is likely to occur if the election is proceeded with on (the fixed date)”, or as a result of natural disasters or other emergencies. “Prof. Yakubu made this reference to the Electoral Act only to underscore the importance of having peace and order in place before, during and after elections and to emphasize the significance of the synergy between the Commission and security agencies. “He also noted that the most important assignment before the Commission was the Osun governorship election, adding the Resident Electoral

Commissioner (REC) for Osun State, Mr. Segun Agbaje and Commissioner of Police, Osun State Command, Mr. Fimihan Adeoye, would brief the Committee on the current situation and state of readiness for the governorship poll. (Both Agbaje and Adeoye later briefed the audience), clarified the spokesman. In addition, he said the INEC Chairman also seized the opportunity to draw the Committee’s attention to a video clip making the rounds, in which some political actors were seen making inciteful statements that could lead to serious security breaches before, during and after the 2019 general elections. He called on the relevant security agencies to be vigilant, just as he urged them to take immediate action on the development. “It is thus clear that at no point during his remarks did the INEC Chairman allude to the notion that the Commission “may shift 2019 polls over threat of violence” as reported by the national newspaper, Oyekanmi added.

2019: Buhari, PDP differ as President submit nomination forms Tom Okpe and Tunde Opalana, Abuja

Ahead of the 2019 general election, the sole presidential aspirant of the All Progressives Congress (APC), President Muhammadu Bubari, has told Nigerians not to allow the former governing party, the Peoples Democratic Party (PDP) return to lead Nigeria any more. The development came just as the PDP disclosed that Nigerians across board have rejected Buhari ahead of the presidential election in 2019. Buhari spoke on Wednesday at the party’s national secretariat when he personally returned his presidential nomination and expression of interest forms in the full glare of the members of the serving Federal Executive Council (FEC), former governors and party leaders who arrived at the national secretariat at about 3.44pm. The Daily Times recalls that a group under the aegis of National Consolidation Ambassadors of Nigeria (NCAN) purchased the N45 million nomination form for the president last week to seek re-election. Returning the form to the party and received by the National Chairman of the APC , Comrade Adams Oshiomhole, Buhari said he is giving another shot at the presidency with “humility, sense of responsibility and unquestionable desire to serve and protect the interest of all Nigerians”. According to the President, “Nigerians must not allow those who brought the country to its kneels from 1999 to 2015, come and take us back”. He commended those who contributed monies to purchase his nomination form, assuring them and Nigerians that if nominated, and if elected, “I shall continue to serve you to the best of my abilities”. The President appealed to all members of the APC not to be complacent but to prepare, strategise and win the 2019 election. In his reaction, National Chairman of the party, Adams Oshiomohle assured the president that the APC under his leadership has credible and verifiable

persons to conduct direct primaries on the basis of membership register. He said: “Before I am miss-understood or miss-quoted, it goes to saying that in spite of the fact that we have these credible membership register, it does not in any way nullify or change the decisions of NEC with regards to the flexibility that was agreed to. The National Working Committee (NWC) will strive to give practical expression as transparently as possible so that this party will not only be the largest, but the smartest, the most democratic and most cohesive”. Speaking on the ongoing membership registration of the APC, Oshiomohle confirmed that the party has about 15.6 million members at the moment. He said, “We have taken advantage of modern technology to produce what we think is the best or the first in Nigeria. As at last week when they started printing the membership register, we now have about 15.6 million registered APC members across the country. The system has been designed in such a way that from the comfort of any member’s seating room, you can crosscheck your membership and membership of any one you want to verify without any effort. “Mr. President, your card, I am proud to say cannot be forged or duplicated or printed by road side printers, because it fits into our mantra of change. We now have a digital membership register. The card will expire on December 31, 2023. It is our belief that by then, technology would have improved and we will be able to improve on the card. “Members of our party have to pay N100 to acquire this because we have to pay for it. For the purpose of a direct primary, every member coming to vote will show his membership card which must correspond with the details on the register before he can vote. We decided to display this openly so that people will know that we have basis to conduct direct primary based on a membership register”. Meanwhile, the PDP has accused Buhari of insincerity about the purchase of his N45 million nomination form of the APC to recontest, while describing the group that bought Buhari’s form as

shadowy. The party accused the Buhari Presidency of round-tripping the N45 million claimed to have been contributed by a shadowy group to buy his presidential nomination form. The party said President Buhari’s inability, as “Mr. Integrity”, to explain the registration status, membership and source of funding of the shadowy group exposes the charade in the latest failed endorsement stunt. The PDP in a statement by its spokesperson, Kola Ologbondiyan, said it is laughable that the Buhari Presidency does not realise that such stunts have become out-worn and cannot sway opinion in a country with citizens as enlightened as Nigerians. It said “most Nigerians already know how some officials at the Buhari presidency, made up of corrupt individuals, racketeers and certificate forgers, hurriedly assembled the group and mobilised them with N45 million for the APC presidential nomination form, which was hiked to scare away other contestants. “How members of the group were settled for the stunt as well the issues and disagreements that arose from the deal are also known to many Nigerians. “What Mr. President’s handlers are hiding from him is the fact that Nigerians do not believe the falsehood that a set of individuals, facing the challenges of abysmally low purchasing power, put together a wholesome N45 million to buy him a form”. The party asked the president to make public the proof of registration, membership, list of individual contributors and amount contributed by these shadowy individuals. The PDP also challenged President Buhari to make public the official correspondences of the 12 million members of the Rice Farmers Association, members of the Fertilizer Producers Association and the members of the Independent Petroleum Marketers Association who, he claimed, offered to buy nomination form for him. There’s no rift between Tinubu and I – Ambode Patrick Okohue, Lagos Despite insinuations making the round about a frosty relationship between the National Leader of the All Progressives Congress (APC) and former governor of Lagos State, Asiwaju Bola Ahmed Tinubu and his humble self, Governor Akinwunmi Ambode has put a lie to such insinuations, saying such reports were baseless and unfounded. Both the social and traditional media have been flooded with news of a major rift between Tinubu and Governor Ambode over alleged disagreement on the second term bid of the governor. But addressing party faithful in Epe during the election of delegates for the presidential primary election and national convention of the party, Governor Ambode said the reports indicating a fight between him and Tinubu were out of place and that there was no fight anywhere. He said, “I want you to know that there is no fight anywhere. The National Leader, Asiwaju Bola Ahmed Tinubu and my good self we are not in any fight, we are not in any controversy. “We are praying to God that the best is yet to come and the best will be what Lagos State deserves and I want you to

He said, “We have just concluded our Delegates’ Election in Epe Local Government and by consensus, we have picked our three delegates that will be going to the National Convention come October 6 for the Presidential direct primaries and the convention for all other people. “I want to say a very big thank you to all our delegates that are present here; I want to say a big thank you to all our leaders that have also supported us to make sure that this event has come and is done very successfully. “I want to reiterate once again that our party, the All Progressives Congress (APC) remains the party to beat; we are the party at the national level and we are going to remain the party in the state.” At the event which was held at APC’s Secretariat in Aiyetoro, Epe, Alhaji Shakiru Seriki (Bamu), Otunba Bode Alausa and

Awaiting Trial Inmates represent 70 per cent of prisons population- AGF Doosuur Iwambe, Abuja The Attorney - General of the Federation (AGF) and Minister of Justice, Malam Abubakar Malami, SAN, has said that awaiting trial inmates in the Nigerian Prisons represents 70 per cent of the prisons population in the country. Speaking while releasing some inmates at the Bernin-Kebbi prisons, Malami said that most of the released inmates were convicted for minor offences and could not pay their fines despite been low. Malami, who said this in Birnin-Kebbi prisons during the visit of the Presidential Committee on Prisons Reform and Decongestion, said the country cannot continue to overlook the need for noncustodial measures in our judicial system. According to him, the committee will in addition to payment of fines also conduct a review of cases of inmates awaiting trials for more than five years in the select priority prisons. The AGF said, “it was distressing to note that many of the released inmates were aged between 18 - 25 and were convicted of crimes including those of stealing onions to stealing mobile/ television sets. “Despite some fines being as low as between N4,000 and 20,000, these young men could not afford to pay same and therefore languished in prison where they mixed with violent offenders “Indeed, it has already become starkly clear from deliberations during the previous prison visit that we as a nation cannot continue to overlook the need for non-custodial measures. “Such measures, including community

service orders and probation, are clearly provided for in the administration of criminal Justice Act, 2015 and it is heart-warming to note that Kebbi State Justice Reform Team is working towards adoption of the Act in the state. “Now, given that awaiting trial inmates represent 70 per cent of our prisons population, of course, any discussion on prison Decongestion that does not include working awaiting trial. Persons would be futile. “I am pleased to announce ‎that the committee will in addition to ensuring the payment of fines also conduct a review of cases of inmates awaiting trial for more than 5 years in the select priority prisons”. He said it is worthwhile to highlight that the activities of decongesting the prisons by the committee represent the continuation of long standing effort by the federal government to reduce the numbers of inmates in prisons across the country. The Chairman of the Committee and Chief Judge of the Federal Capital High Court, Justice Ishaq Bello, also said some inmates with minor offences who have spent more than five years will be released He also advised magistrates’ to be careful the kind of remand order they issue. He said, “You can’t sentence someone without any offence. We were in one of the states and the offence written on the remand warrant was ‘intention to commit crime. “As head of courts, we must know what those under us are doing because a lot of inmates in prisons have no reason being there. We must make Nigeria’s Judiciary one of the best in the world”, he added.

Defection: CSO sues Tambuwal, Ortom, Ahmed, wants court to declare their seats vacant Andrew Orolua, Abuja

The vacation judge of Abuja Division of the Federal High Court, Justice Nnamdi Dimgba on Wednesday, granted permission to hear three separate suits, seeking to declare vacant the seats of three State Governors: Samuel Ortom (Benue); Aminu Tambuwal (Sokoto) and Abdulfatah Ahmed (Kwara). The suits marked FHC/ ABJ/CS/901/2018, FHC/ABJ/ CS/940/2018 and FHC/ABJ/ CS/943/2018, also named the Independent National Electoral Commission (INEC) as codefendants to the suit.

The suits were filed by a civil society group under the aegis of Incorporated Trustees of Advocacy for Change and Social Values Network. The group is asking the court for an order, directing INEC to within 90 days, conduct fresh election to elect a new Governor in the three states, as well as a new Deputy Governor in Benue State, in accordance with the law. It further applied for an interim order directing Chief Judges of the various States to swear in Speakers of the State House of Assemblies to hold office as Acting Governors, pending the conduct of fresh elections in their states by INEC.

While Ortom was sued alongside his deputy, Mr. Benson Abounu, both Tambuwal and Ahmed were sued alone. The All Progressives Congress (APC) was also named as codefendants to the suits. Specifically, the plaintiff is asking the court to among other things, determine, “Whether having regard to the totality of the 1999 Constitution (as amended) a person elected into office as Governor or Deputy Governor on the sponsorship of a particular political party which won the election, can move or defect to another political party without the consent of the sponsoring political party,

whilst still retaining the benefit of the election won by the initial political party? “Whether by the combined provisions of Sections 177(c) and 221 of the 1999, Constitution and the decision of the Supreme Court in the case of Amaechi v lNEC (2000) S NWLR (Pt.l080) 227, it was not the APC that won the 2015 governorship election in the three states. “Whether having regard to the Constitution of the Federal Republic of Nigeria, I999 (as amended), there is any provision which allows or empowered the three governors and the deputy governor of Benue State, elected under a political party (APC), to

But the ruling APC had earlier queried the rationale behind the concerns being shown on the affairs of the country by the London-based organisations. In a related development, the National Chairman of the PDP, Prince Uche Secondus, has declared that the 2019 general election is under serious threat because the ruling APC and the Federal Government are not

disposed to conduct free and fair poll. Receiving a delegation of the European Union who called at the party’s Wadata House headquarters in Abuja on Wednesday, Prince Secondus said that available intelligence to the party shows that the government and the electoral commission are plotting to rig the election. Expressing disappointment in the level of preparation of the ruling government and the electoral commission, Secondus said: “Our major concern is that INEC and security agencies are working hand in hand to rig the election for the APC”. “What they did in Ekiti State in July and they are still preparing to repeat it in Osun on September 22, is enough evidence that they are not ready to conduct free, fair and credible elections”. The chairman charged the INEC boss, Prof. Mahmood Yakubu, to go beyond verbal promises and put into action credible and practical processes for credible elections in Nigeria. Prince Secondus said that the APC is not preparing for election because it has nothing to offer the electorate having so divided the country and dragged the economy almost to a state of comatose. “This government has divided the country, borrowed over N11 trillion yet hunger is ravaging our people as the economy slides. “Records shows that more Nigerians have been killed in the last three years than during the civil war yet the government remains insensitive to the situation”, he said, adding that the Buhari administration has

no regard for the rule of law and human rights. The PDP National Chairman explained to his visitors the internal democracy processes in place by the party to ensure free and fair process in line with the rebranding spirit of the party. The EU leader, Bridget Markussen, Deputy Director (African Division), European Union External Action Services (EEAS), commended the party for providing robust opposition which is necessary for democracy to strive while noting that in few months away, the focus of the global community would be on Nigeria to see how it copes with her election processes. She said: “The European Union is here today to discuss preparations for the 2019 elections. I think the world will definitely be watching Nigeria for the months to come. We have worked together in every election since 1999. “At European Union, we talk to all parties, all partners and we are looking forward to work together again to have free and fair elections and also to jointly work together to strengthen the process-the electoral and democratic processes and institutions and to make them to do their work. “We know there are mature and strong political parties in Nigeria and you have a strong history. That is why we are here to discuss opportunities for cooperation.” Other members of the delegation include Ambassador Ketil Karsen, Head of EU delegation to Nigeria, and deputy head, Richard Young.

Court grants N50m bail to 10 detained IPOB members Andrew Orolua, Abuja

The vacation judge of Abuja Division of the Federal High Court, Justice Nnamdi Dimgba on Wednesday, admitted to bail 10 alleged members of the Indigenous People of Biafra (IPOB), who have been in detention since February 2. In a ruling yesterday the judge dismissed a five-paragraphed affidavit the Attorney General of the Federation and Minister of Justice, Mr. Abubakar Malami (SAN), filed for the Defendants/Applicants to remain in prison custody. The AGF had in the affidavit dated June 19, maintained that charges against the Defendants- Charles Okpo, Uchechukwu James, Azunna Nwankwo, Otobong Davies, Paul Mgboo, Anya Arosi, Onyemuche Omesu, Jeremiah Okora, Emmanuel Nnanna and Ikechukwu Johnbordered on acts of terrorism. Specifically, the Defendants who are all from Umuchiakuma Ikhechiowa in Arochukwu Local Government Local

Government Area of Abia State, were in a three-count charge before the court, alleged to have on January 4, conspired with others at large and committed an act of terrorism, by setting houses belonging to one Princess Ikodiya Otta and one Chief Michael Ikpe, on fire. When the matter was called up for hearing, counsel to the Defendants, Chief Ibe Igwe, said he filed a motion pursuant to section 162 of the Administration of Criminal Justice Act, ACJA, 2015, praying the court to release the Defendants on bail pending the determination of the charge against them. The Defence lawyer told the court that contrary to allegations in the charge, he said the Defendants were arrested at their village football field, and subsequently transferred to office of the Special AntiRobbery Squad. The Defence attached as an exhibit, a petition that members of Ihechiowa community wrote to the Inspector General of Police concerning the murder. Meantime, the AGF who was represented by Mrs. Judith Obatomi, urged the court to

deny bail to the defendants who were on June 6, transferred to Kuje Prisons on the order of Justice Binta Nyako. The AGF contended that the charge against the Defendants is punishable with death upon conviction. In his ruling, Justice Dimgba held that the charge against the defendants contained bailable offences. The Judge stressed that the essence of bail is to ensure the attendance of a defendant to trial. Consequently, he granted each of the Defendants bail to the sum of N5 million with one surety. The court held that the surety must be a Civil Servant in federal employment not below grade level 14. Alternatively, the court held that the surety could be a business man that owns a landed property in Abuja that is worth the bail sum. The defendants were ordered to surrender their travel documents to the court. The case was adjourned till October 18 for trial.

Institute advocates more slots for women in politics Yakubu Salisu, Kano The National Democratic Institute (NDI), yesterday in Kano, expressed concern, over the poor representation of women in politics, and called for vigorous reorientation and mentorship, so as to curb the trend and increase the number of women in politics. At a one day Consultative round table, with the Media in Kano, the institute, lamented that women in Nigeria, currently constitute an insignificant 5-6 percent of legislators in the National Assembly and 6 per cent of the State Houses of the Assembly, while 11 State Houses of Assembly have zero representation. He listed the challenges, responsible for the trend, to include; undemocratic party nomination processes and negative gender stereotype, which he emphasized hinder women from assuming leadership positions in public life.

Amnesty International wants FG to release report on military excesses Adebisi Oyindamola, Abuja Amnesty international has expressed displeasure over the failure of the federal government to release the report by a presidential panel on alleged human rights abuse by the army. The presidential investigative panel was set by President Muhammadu Buhari in 2015 to review compliance of the Armed forces with Human Rights obligations and rules of engagement. The panel had since submitted its report in February, 2018 but the federal government has not made it public. Director of Amnesty International, Nigeria, Osai Ojigho in a statement in Abuja on Tuesday said, “When the panel finally commenced a year ago, many Nigerians took the brave step to testify, driven by their yearning for the truth to come out. Their efforts must not be in vain. It is time the victims see the result of the investigations.”

Nigeria and search for patriots

In the past week, we heard news of Boko Haram victories and the unprecedented number of casualties amongst Nigerian soldiers engaged in the fight against the religious extremists. The police hierarchy is also locked in a blame game with a very highly placed Niger Delta elder, who was a victim to what was again described by the police as an ‘unauthorised’ raid by some of its men. While all of these are going on, there are men currently lining up behind the flags of their political parties to indicate their interest in charting the course of the country, for good or bad. In truth, the country needs a determined leader to take it through the coming years, especially as we are in a make or break phase of development in many areas. This crucial time in our history is proving tough, as should be reasonably expected in a country with so many diverse interests. There are times when one is simply proud of what we have achieved and the potential that we still hold, while at other times the daunting task of nation building seems to be a lost cause. In the end, it is the people who hold this union together, through their acts and their belief in our prospects and survival as a country. This is where the trouble lies.

Nigerians are amongst the most mobile groups of people in the world. After the Chinese and Indians, Nigerians are probably the most likely group of immigrants you will encounter in most parts of the world, even in regions with stark differences in weather, culture and language. The average Nigerian considers it a step forward to be able to pack his belongings and leave the country behind, even to an uncertain fate in a foreign country. This does not portray a picture of people who have faith in their chances at home or a belief in the prospects for a good life in this country. The returnees become policy makers and leaders of industry who understand the theoretics of global business and public management, but are deficient in the practical knowledge of how things work in the country. As a result, they are deceived, exploited and used by those who know but have no moral integrity. The shock of being jolted to reality leads many to leave or join the band of exploiters, having never felt, first hand, the consequences of their elitist ideas. They join a class of Nigerians that consciously or unconsciously propagate a growing class divide, widening the wealth gap through an established system of

elitism that ensures non-inclusion. A striking thing about the most developed countries is the sense of patriotism of the citizens there. Those that think Nigerians are patriotic merely confuse our natural defensiveness for patriotism. Over 80 per cent of Nigerians will readily trade their Nigerian passports for British or American passports and never look back. About 77 per cent of Nigerians are currently living below the poverty line and it is without question that they will be willing to make such a trade. Of those living above that line, one assumes that a quarter already have dual citizenships or are working on a migration plan. What may encourage patriotism in the Nigerians that choose to live here, or simply have no choice, is not so difficult to decipher. Everyone wants to be able to lie down at night peacefully and wake up in the morning with peace of mind. For those living in the North-East or outside fortified areas like military cantonments in other parts, this may be difficult. Security, therefore, is an important factor. This is closely followed by the guarantee of a respectable means of livelihood and access to affordable healthcare, education and other daily needs. There is no shaming or praising

people who leave or stay, as everybody’s experience is personal. What is clear is that it does Nigeria no good when its best brains are in flight or when there is no belief in the country by its own citizens. Dora Akunyili of blessed memory tried to launch a rebranding programme that evidently has not sailed, like the vision 2020 plan that failed several years ago. We need to believe in our own strength to fight the obstacles we are faced with, before our country can emerge from the ashes of yesterday’s failures. The measure of a country, it is becoming clear, is not by the wealth of its richest people, but by the aggregate of citizens actively working and succeeding at making a better life for themselves. We are grateful for the work of people like Alhaji Aliko Dangote, Oba Otudeko, Tony Elumelu and others who are inspiring the next generation and creating a dream for Nigerians to follow. But there are obstacles that even they cannot help many cross, and we may have to rely on the resilience of the Nigerian spirit, channeled into nation building and growing together. This is what we expect today’s politicians to do, not ganging up to loot our common patrimony as it were.

Africa-China romance and reactions from the West

The relationship between Africa and China, strengthening by the day, is one that has generated more than a cursory interest in different quarters, in and out of Africa. The increased interest and presence of China in Africa is such that Professor Ian Taylor cites it as arguably the most important development for the continent since the end of the Cold War. It is one relationship wherein the parties involved do not enjoy the luxury of privacy as much as they might like to, with probing eyes and questions from all over. The eyes and response of the West would almost make one conclude that the Africa-China Relationship is an illicit affair, one that is neither in the interest of Africa nor the world. The unease or what might be called apprehension on the part of the West on the growing relationship between Africa and China is particularly striking. In March 2018, just before his visit to Africa, which eventually ended abruptly, former American Secretary of State Rex Tillerson accused China of “predatory loan practices” in Africa, which, to him, was undermining growth and creating “few, if any jobs” on the continent. While in Ethiopia, the American secretary of state accused the Chinese of providing “opaque” project loans, which only boost African debt without providing significant training to them. Indeed, that accusation is neither new nor was it coming from a highranking American Official for the first time. Tillerson’s predecessor in office, Hillary Clinton was of the same voice. She sternly warned Africans to be careful of what she tagged “new colonialism.” The question is why is the AfricaChina relationship of so much interest to the West that it would be issuing a FATWA against its consummation? What really is the nature of the relationship? Could it be that Africa is so carried away on the wings of love that she is no longer able to see clearly as she is being led down the path of exploitation and abuse? Is the growing relationship

between Africa and China one of mutual consent? Is it a symbiotic relationship or a parasitic one? These questions should, of course, be of prime interest and concern to Africans in particular, given our recent history. The impression often painted is that the Africa-China affair is a recent one, but evidence from literature indicates otherwise. It might be waxing stronger today than it had ever been, but then, there have been flings in the past. But the relationship has been traced as far back as 202 BC, with archaeological excavations and DNA tests leading in the direction of conclusive evidence of interesting interactions that might have left behind Africans of Chinese descent in parts of East Africa. Some ethic groups in South Africa also claim descent from Chinese sailors dating back to the 13th century. Their physical appearance is said to be similar to the Chinese, with paler skin and their language having tonal similarities with Mandarin. In Awatwa, their language, the name they have for themselves is said to mean “abandoned people. Accounts also have it that it was, in fact, not a one-way journey. One author lists Kings and Envoys from Africa as having been a part of a royal entourage that included those of Asia, Arabia and the Indian Ocean, which paid homage to Emperor Zhu Di, ‘the son of Heaven’ in 1421. But the latest major development in the Nigeria-China bilateral engagement is the historic Currency Swap Deal entered into by both countries, following President Buhari’s visit to China in April 2016. The deal valued at U.S. $2.5 billion is aimed at easing foreign exchange liquidity, reducing dollar dependency for transactions involving Nigerians and the Chinese, providing naira liquidity to Chinese businesses and renmibi liquidity to Nigerian businesses. The extent to which the currency swap, which has now kicked off, will hasten a move in the direction of greater diversification of foreign reserves, which has been on

the cards for a while, is one we have to wait to see. The question of China’s cosy relationship with some African countries, irrespective of human rights abuse and weak democratic credentials, has been a recurring question, especially with Sudan, when the world was counting on China to help with the resolution of the crisis in Darfur and act as a responsible power. Even though China itself is high on the rhetoric of peace, citing it as a central feature in its official presentation of its purpose in international affairs even proceeding to place peace-orientation as “the first and foremost characteristic of China-Africa relations” at the same time, it must be noted that non-intervention is the cornerstone of Chinese foreign policy. Of late, China has been paying more attention to finding its place in the peace and security architecture of Africa, aligning itself more with the multilateral vehicles of the United Nations and African Union, while taking bit roles in some peace-keeping missions in different conflict regions in Africa, as it seeks to enhance its role as a more engaged actor in the international arena. China is often lambasted as a nefarious actor in its African dealings, but the evidence tells a more complicated story. Chinese loans are powering Africa, and Chinese firms are creating jobs. China’s agricultural investment is far more modest than reported and welcomed by some Africans. China may boost Africa’s economic transformation, or they may get it wrong — just as American development efforts often go awry. The fact that Western powers and institutions are being forced to take a second look at their relations with Africa, and find means for better partnership, in view of increasing Chinese engagement, is enough gain for Africa. Both China and the United States of America now host African heads of state to summits from time

to time. Even if it is yet to hold under President Trump, he hosted African leaders to a working luncheon in September 2017, while they were there for the United Nations meeting, even if the U.S. approach towards Africa seems less embracing and largely unclear under the Trump Administration. The Forum on China-Africa Cooperation (FOCAC) set up by Africa and China as a platform “to give teeth to the new strategic partnership that will take into consideration political equality and mutual trust, economic win-win cooperation and cultural exchanges” has just concluded the Seventh Forum in Beijing, China later in 2018 to outlining China’s agenda for engagement with Africa between now and 2021. To some, China’s intentions in Africa may not be “completely altruistic, they are also not completely exploitative” but one of mutual reinforcement, even if both parties might not be completely satisfied. But that is the nature of international relations. It is all about interests, which are dynamic in form and content, with trade-offs always a part of the bargain. It is up to each party to ensure that its interests are secured and find the means to maximise benefits from the relationship. Africa-China relations leans more in the direction of a partnership with prospects than one of colonialism. Whatever the case, to Stephen Chan, “…it must be stressed that Western alarm about the Chinese purchase of so much economic influence in the continent is born of very demeaning analysis. Firstly, the influence was literally purchased. China did not forcibly colonise Africa as Europe had done. China did not support Apartheid for the sake of mineral expropriation as the US had done. Above all, Africa was not some innocent ‘dumb black continent’ that could not make choices for itself and for its own advantage. China had to often to negotiate hard for its entry-points to Africa.”

Editorial Commentary Ain’t the ‘rule of law’ a bitch? (I) Times Guest Columnist Mohammed Adamu

I am currently almost half way through my LLM Program in the area of ‘International Law And Diplomacy’. Quite an interesting area of law, you should know. And I love the most the aspect of it called ‘International Humanitarian Law’ -otherwise referred to as the ‘Law of Conflict’. Or the ‘Law of War’. Yes, you heard right; the ‘law of war’! As if war itself is a legal necessity. You wonder why the ‘rule of law’ is so ‘bitchy’ it superintends even over such obnoxious blood-letting and lifewasting phenomenon called war. But soon you’ll see how cowardly even the ‘rule of law’ is, that although it purports to regulate such undesirable phenomenon, yet as soon as hostilities commence, even the ‘rule of law’ spinelessly comes down from its high reverent horse, covers its frightened ears, and with a bent vertebrate run for its dear life. Meaning that it is not us alone, humans, who scream ‘for the life of me!’ when trumpets and the bugles of war are sounded. The almighty law itself takes cover! Under the subject of ‘International Humanitarian Law’, you get to know the rules governing the declaration and the conduct of war; and the consequences, thereafter, of breaches by state and by individual actors, of the established rules of engagement during the conduct of war. Meaning that violations of the laws of war are not remediable while the war rages on. They are paid for only after the restoration of peace and normalcy. The law, for all its vaunted might, has to wait for the breakers of its rules first, to do their worst and, maybe even to wear their belligerence out, before it acts, first by punishing belligerents who may have declared war without a justifiable casus belli, and those who may have conducted the war outside of the rules of. It is the reason that a principle of international humanitarian law says: ‘the laws are silent amidst the rumbling of arms’ (or ‘silent legis inter arma’). And yes, the ‘rule of law’, for all its vaunted charge is muted, shushed and has to take the back seat whenever guns and cannons emit their wrath. And if, like the ‘Punic wars’, a war chooses to drag forever, the ‘rule of law’ has no option but to tarry as long, in hibernation; until reprieve comes its way and belligerents either sheath their swords or are vanquished. And so like Shakespeare’s dig at ‘the old father antiquing the law’, it is in ‘peace time’ that, that once shriveled, terror-stricken persona of the ‘rule of law’ remounts its throne on the high horse, and like the proverbial ‘Jove’, the Roman god Jupiter, it may now resume its pelting petty right to roar and to thunder! This has been the nature of this bitchy, cowardly concept called ‘rule of law’; so much that at the Nuremberg trial (one of the earliest international ad hoc tribunals set up to punish state and non state actors of the Second World war), there were in fact no precedents in law to deal with the alleged offenders. Those who were brought before the tribunal were virtually prosecuted retroactively for breaches of laws that did not, ab initio, exist. This was a violation itself, of one of the most fundamental principles of the ‘rule of law’ namely that no one must be punished for a conduct at the time of the commission or omission of which there was no law written prohibiting such. The ‘rule of law’ has not always ruled the human space absolutely. Nor has it always dealt with the human kind with substantial justice. When the laws are silent amidst the rumblings of arms, everything is fair game: rights, duties, freedom, liberty, and all. In fact even tenement rates due to property owners are suspended sine die Studying ‘International Law and Diplomacy’ you also get to know –under Consular and Diplomatic Law- another bitchy side to the concept of ‘rule of law’ –in this case, the aspect dealing with the rules of international law governing the conferment and the waiver of diplomatic immunities and privileges -especially to two categories of people, namely ‘diplomatic agents’ (of a Diplomatic Mission) and consular officers (of

a Consulate). Here, the rule of international law is that for all intent and purposes and in virtually all circumstances, diplomatic agents are immune to the national (i.e. local or domestic) laws of the state they have been accredited to operate from. But the immunities and privileges of consular officers are enjoyed only to a limited degree. These rights are grounded in the provisions of two international conventions, namely the ‘Vienna Convention on Diplomatic Relations and the ‘Vienna Convention on Consular Relations’. Diplomatic agents enjoy immunity from criminal responsibility even when they kill recklessly or even premeditatedly. Diplomatic agents are also immune from civil suits except in quite few circumstances where the level of their personal involvement in private business outside of their strict diplomatic brief, is deemed sufficient to vitiate their immunities and privileges. Many local property owners have been victims of diplomatic agents accumulating huge rent dues over their private residences or even whole diplomatic missions blatantly refusing to pay their annual rent dues for the diplomatic premises that they occupy -so much that in exploring ways to strike a balance between maintaining broad immunity and providing victims with means of redress, some states now consider the possibility of establishing a claims fund to compensate such victims. It is not that diplomats are exempted from observing the local laws of their serving states; the problem is that they are immune from the jurisdiction of the domestic courts of those states. And so here too it can be said –as in the ‘rules of war’- that ‘the laws are silent amidst the rumblings of diplomacy’. Or ‘silent legis inter diplomatique’ (my creation). Unless a ‘sending state’ (i.e. a diplomat’s home country) voluntarily waives the immunity of her criminally-offending agent, so that the ‘receiving state’ (or the state in which he operates) can now proceed to prosecute him, the only remedy available to that ‘receiving state’ is a resort to the use of another weapon of diplomacy, namely declaring such erring diplomat ‘persona non grata’. It is a euphemism for expulsion, and which may lead to physical deportation where expelled diplomats fail to leave within reasonable time. To round up my course work, I have just done my last but one joint class presentation with Abubakar Kanti on the subject of ‘Rethinking and Reviewing Remedial Approaches to Addressing the abuses of Diplomatic Immunities and Privileges’. This paper in a nut shell is asking to know: ‘in spite of the seemingly unnavigable hyacinth of rules in this delicate area of international law, how can the diplomatic agent be made criminally responsible especially for his deliberate criminal actions?’ And herein lies the significance too, of a review of the concepts of ‘public interest’ and or ‘national security’; so that even more definite questions can be asked, like: ‘should the ‘rules of international law’ operate above all other considerations including those germane to ‘public interest’ and ‘national security’ or should they operate in deference to them -so that in all circumstances no one, whether diplomat or plebian, is allowed to get away with crime?’ Or ‘is it in the interest of the public, or of national security that a nationale of a foreign country should, under the cover of immunity and privilege, brazenly kill a citizen of the host nation and get away with it?’ The answers to some of these questions provided by Lord Denning in a third of his famed trilogy ‘Landmarks In The Law’, are of interest to this article because they prove not only that the ‘rule of law’ often constitutes itself into a bitch, but that man also has no inhibition, whenever necessary, to treat the ‘rule of law’ as such –if that is all that it takes to overcome its bitchy side. head of the 2019 general elections, political activities have picked up with political parties and aspirants for the various elective positions at the state, and federal levels putting finishing touches to their strategies to emerge victorious in the elections. But we are worried that the ground norm which will regulate the conduct of next year’s poll, which is the Electoral Act has yet to become a legal instrument following the withholding of assent by President Muhammadu Buhari to the amendments proposed to the extant Act by the National Assembly. Twice now, the President has refused to sign the amendment to the Electoral Act into law, first by opposing the sequence of elections as ordered by the National Assembly, and secondly, objecting to sign the amendment into law based on what he termed drafting issues in the document forwarded to him for assent. What this means is that in the event the amendments to the extant Act fails to become law, then the Independent National Electoral Commission (INEC) will have to rely on the provisions of the extant law with its perceived imperfections in conducting the 2019 elections. We therefore, caution that the Presidency and the National Assembly should put their houses in order and do everything humanly possible to resolve the current impasse over the Electoral Act (amendment bill) to save the electoral process and democracy in Nigeria. The declaration by the Presidency on Monday, that the Card Reader was not included in the latest Electoral Act (Amendment) Bill is baffling. If card readers would not be used for the polls, then what becomes of the permanent voters’ cards (PVCs) that INEC is issuing to potential voters. According to the Senior Special Assistant to the President on National Assembly Matters (Senate), Senator Ita Enang, it was the omission of the card reader from the amendment bill that informed Buhari’s not assenting to the bill. He said, “For the avoidance of doubt, I hereby state expressly that the card reader provision addressed by Section 49 of the principal Act was completely, expressly and unequivocally excluded.

“It is not in anywise, part of the provisions of the bill forwarded to the President on August 3, 2018, and could therefore not form part of the consideration of the President.” That it takes the Presidency almost a month to detect that the amendment bill didn’t provide for the use of the card reader in the general elections and that it had drafting issues leaves room for speculation in certain quarters that there is an alleged grand design to consign the Electoral Act (amendment bill) to the dustbin and ultimately, jeopardize the conduct of free, fair and credible elections in 2019. But we are of the opinion that there is no evidence to back such a bogus claim. We therefore urge concerned stakeholders to prevail on the Presidency and the National Assembly to end the avoidable logjam and uncertainty surrounding the Electoral Act (amendment) Bill by doing all within their powers to end the current impasse and restore the grey areas in our electoral process and save the nation’s democracy in the national interest. A word is enough for the wise.

Army, Police warn IPOB against sit-at-home in Enugu Moses Oyediran, Enugu Security operatives in Enugu have warned members of Indigenous People of Biafra (IPOB) to desist from their planned sit at home exercise slated for next Friday. The Nigerian Army and Police in separate reactions warned IPOB against it decision to order residents of the state to sit at home on September 14, 2018. A statement from the Police Public Relations Officer in Enugu State, Ebere Amaraizu said the attention of the command has been drawn to an intended act by some group of people calling for Sit At Home in the state on 14th September 2018. Amaraizu said the command has made it categorically clear that the intended act is unpatriotic and inimical to the socio- economic development of the state. He warned those behind the unwholesome habit to desist from any act or omission that will bring them in conflict with the law. Amaraizu advised parents and guardians not to allow their children or wards to be used by

any group to disrupt the existing peace in the state. “The command in this regard, advises those in this intended act to toe the part of peace and order in the state, as the state police command walking in synergy with other secret agencies will stop at nothing at ensuring that the existing peace in state is not disrupted or compromised”, he stated. Meanwhile, the General Officer Commanding (GOC), 82 Division of the Nigerian Army, Enugu, Maj.-Gen. Emmanuel Kabuk has warned trouble-makers to steerclear of the entire South-East. Kabuk gave the warning on Wednesday in Enugu while addressing a joint security team patrol within Enugu metropolis and its environs. The joint security team comprised of personnel of the Nigerian Army, Nigerian AirForce, Nigerian Police, Department of State Security and Police Mobile Squadron 3. Others are Nigeria Security and Civil Defence Corps, Federal Road Safety Corps, Nigerian Immigration Services, Nigeria Customs Services

The joint security patrol was against the backdrop of the Sept. 14 sit-at-home order in the SouthEast by Indigenous People of Biafra (IPOB). Pilots call for closure of Benin, Enugu Short News Boss Mustapha’s brother declares airports over dangerous runways for Adamawa Assembly Chukwuemeke Iwelunmo, Lagos The Benin and Enugu airport runways have been described as pathetic by pilots who fly aircraft into the airports. The pilots say the runways are accidents waiting to happen and have therefore called for the closure of the airports to fix the facility critical to safe landings and take offs. At a stakeholders interactive forum organised by the Nigerian Airspace Management Agency (NAMA) in Lagos, one the pilots, Captain Chris Najomo said government must quickly address the problems for the safety of air travellers. According to him, “the runway in Benin airport is pathetic, dangerous, accident waiting to happen, please, let them do something about the Benin airport; you can close it and resurface it, Benin and Enugu”.

He also pointed out that the 2nd taxiway at the Lagos airport that had been shut down for over 10 years should be given attention and the potholes on the taxiway. “We are having potholes on the taxiway in Lagos, it is becoming more and more dangerous, so if we can do something about it,” he pointed out. Captain Najomo also emphasized the need for pilots to be civil when talking to air traffic controllers; he urged chief pilots of the airlines to enlighten their pilots to respect controllers as 80 percent of them were not disciplined on the radio. He also appealed to the controllers to do same, saying “when a pilot calls the ATC and they refuse to answer, another pilot joins in and another joins in, so it becomes difficult for the controller, please tell your controllers to at least also learn to answer the pilot as soon as they call you. We have radar now, so it makes easy for departure clearances. “I appreciate and commend NAMA

for what they have been doing, the airspace is safe now and getting safer and for them to be more efficient, we need to support NAMA”. Captain Najomo also called for more efficient departures for all the aircraft lined up for takeoff, adding that NAMA should send their controllers for on- thejob training to a place like Heathrow airport, New York to understand how departure clearances are done. Representative of the Minister of State, Aviation, Senator and Permanent secretary in the Ministry, Alhaji Sabiu Zakari, assured that once investigation was carried out whatever needs to be done would be done whether there was budgetary allocation or not. “Whether for Benin or Enugu airport or for the taxiway for the Lagos airport, once we investigate and we carried out both technical or whatever investigation that needs to be done, what needs to be done will be done, whether or not there was budgetary allocation or not just like we did for Abuja airport”.

According to him, the China Development Bank facility is to enable Afreximbank support trade enabling infrastructure projects across Africa while the $350 million from the Bank of China is targeted at direct bank-to-bank loans, participation in syndicated loans and trade finance, among others. The Bank of China agreement followed the signing of a memorandum of understanding (MoU) between

the Chinese bank and Afreximbank. Under the terms of the MoU, the two institutions committed to collaborating in the identification of co-financing and co-investing opportunities; cooperating in projects and transactions to enhance trade and investment between China and Africa; and supporting projects under the “Belt and Road” Initiative in order to bring shared development opportunities to China and Africa. The President said that Afreximbank took advantage of the participation to hold meetings with several high-level personalities, including Presidents Macky Sall of Senegal, Faure Gnassingbé of Togo and Denis Sassou Ngueso of the

Republic of Congo. The delegation also met with Zhang Qingsong, the new President of China Exim Bank, to discuss areas of collaboration. That meeting made the Afreximbank delegation the first to be formally received by the China Exim Bank President in his new role. A similar meetings were held with Liqun Jin, Chairman and President of the Asian Infrastructure Investment Bank and Liu Liange, President of Bank of China. Minimum wage: Labour union gives FG 14 day ultimatum Joy Obakeye Organised Labour union has issued 14 day ultimatum for the federal government to return to negotiable table or faced industrial action. The union said this becomes imperative due to a comment credited to Dr. Chris Ngige, Minister of Labour that he has adjourned negotiations indefinitely for further consultations. According to a joint statement by Trade Union Congress (TUC), Nigeria Labour Congress (NLC), United Labour Congress (ULC), “We view his latest pronouncement with great concern, suspicion and outrage. This new antic certainly is not acceptable to Nigerian workers who had expected a new national minimum wage since 2016 but who out of uncommon sacrifice and patriotism heartened to government’s appeal and the process was delayed.” National Minimum Wage Committee was inaugurated in November 2017 but

commenced work in March 2018 with timelines to deliver on its mandate of arriving at a new national minimum wage in August/ September 2018. In the course of the work of the Committee, members had the ample time to consult. “In any case the Committee was satisfied that it received memoranda and inputs from 21 state governments, specialised Agencies of the Federal Government, the Organised Private Sector, Organised Labour and the general public. “We even recall that Dr. Ngige himself had assured workers during the 40th anniversary celebration of the Nigeria Labour Congress (NLC) in February this year that workers should expect a new national minimum wage in September this year. “We wonder what has gone amiss between February 28 and now. Or do we assume that the Honourable Minister is acting a script?

“In light of this, his pronouncement is capable of rubbishing the work of the Committee as well as raising serious concerns about the readiness of the Government to accede to the putting together of a new national minimum wage. “Beyond this, the Minister’s pronouncement has generated considerable tension among workers and provoked sharp reactions from the unions which justifiably argue that the Government is only out to waste the time of workers and is not prepared to pay a new national minimum wage,” the statement said. Labour emphasised that the national minimum wage was not only legally due about two years ago, the increase in the pump price of petroleum products by the administration with fundamental consequential effects on the citizenry, the increase in electricity tariff, the massive devaluation of the Naira leading to a punitive exchange rate, and hyper-

inflation, all of which led to a rising cost of living for workers and other Nigerians made a new national minimum wage not only necessary but urgent. “We are saddened to note that the recommendations of the Technical Committee on Minimum Wage and Palliatives chaired by the Secretary to the Government of the Federation which was mandated to fashion out mitigatory strategy, policies, and programmes to cushion the vagaries of the increase in the pump price of petroleum products have not been implemented to date. “In view of the foregoing, we demand that Government does all that is necessary to ensure that the Tripartite Committee is allowed to conclude its work within 14 days from today. “We would want to use this opportunity to let the Government and the whole world know that in the event that this demand is not met, we will not guarantee continued industrial peace and harmony,” it concluded.

The Nigerian Airspace Management Agency (NAMA) said the category III Instruments of Landing Systems (ILS) in Abuja and Lagos will be commissioned before the end of this year as pilot projects to ensure the smooth landing of aircraft during extreme bad weather. The managing director of NAMA, Capt Fola Akinkuotu, who disclosed this at the stakeholders interactive forum in Lagos Tuesday, said it ws aimed at tackling the problem encountered by pilots during the harmattan season. Akinkuotu said the new VHF radios installation has been done in 17 airports for approach or aerodrome control while installation of navigational aids equipment is on going in 12 airport locations. According to Akinkuotu, NAMA was collaborating with the Edo state government in the instalation of ILS in Benin using NAMA provided ILS. The NAMA boss commended the ingenuity of the agency’s engineers in their bid to replace and upgrade of equipment in the system to commence soon. According to the NAMA Akinkuotu , the installation of wide area multilateration surveillance system for the gulf of Guinea (Niger Delta) region to take care of low level traffic. Also installed by NAMA included a back up radio in Kano and Lagos, informing that vigorous trainings for air traffic controllers and engineers were being carried out in order to be in control of the current developments. Akinkuotu revealed that NAMA has taken steps to ensure seamless flight operations in the country’s airspace stressing that the airspace was very safe He called on the Federal Government to as a matter of urgency assist the agency to upgrade and modernize the Total Radar Coverage of Nigeria TRACON for a safe, efficient and air transport in the country. Meanwhile, the Director safety, Electronics and engineering services, NAMA, Engr Farouk Umar Ahmed has decried the non availability of spare parts for the Total Radar Coverage of Nigeria and (TRACON) in the country to ensure effective back up. Farouk lamented that there are no spares available to maintain the Total Radar Coverage of Nigeria (TRACON) stating that the agency has been managing the asset without spares from the manufacturers, Thales of France since 2014.

NDIC wants effective collaboration between regulators, operators in banking industry Calls for stronger ethical, professionalism standard Motolani Oseni The Managing Director/Chief Executive of the Nigeria Deposit Insurance Corporation (NDIC), Umaru Ibrahim, has said the need for effective collaboration between regulators and operators in the banking system for the establishment of sound ethics and professionalism in the banking industry. He made the call during the courtesy visit by the Executive members of the Chartered Institute of Bankers (CIBN) led by the President and Chairman of Council, Dr.Uche Olowu. The NDIC Boss lamented instances of abuse of extant regulations and ethical standards impacted negatively on the confidence in the banking industry and the entire financial system in general. He cited the recent involvement of some deposit money banks in illegal

forex transfers as a wake-up call for better corporate governance and ethical behaviour by the banks. Speaking further, the MD/CE assured the CIBN President of his resolve to strengthen collaboration with the institute in the enforcement of good corporate governance among banks as well as the promotion of high ethical standards and professionalism. He stressed that it was the primary responsibility of regulators to uphold strict compliance with international best practices and ethical standards in order to promote effective risk management and sound corporate governance in the banking industry. Aero to increase frequency on PH, Kano, other routes Chukwuemeke Iwelunmo Following planned delivery of some aircraft back into its fleet, Nigeria’s oldest airline, Aero Contractors is expanding its operations. The airline in a statement signed by its management announced an increase of frequencies to Abuja from Port Harcourt, Sokoto, Asaba, Port Harcourt and Kano from Lagos. The airline said with the increase in the number of aircraft, it has increased its flight schedule, so from September 17 2018, it would increase its Abuja-Port Harcourt-Abuja, which is now daily

flight. The airline also operates three daily flights on the Lagos-Abuja-Lagos route and Lagos-Port Harcourt flights from three times weekly to daily flights. The airline has also increased its Lagos-Kano flights, which presently is five times a week, by adding another flight on Sundays, so from the above date it would be operating six times weekly to Kano from Lagos. Also from September 15, 2018, Aero will increase its flights from Lagos to Asaba, which is presently six times weekly to daily flights. The airline explained that it operates Lagos-Asaba-Abuja-Lagos flights six

times a week but has added another flight on Saturday, scheduled for LagosAsaba-Lagos only. Aero operates daily Lagos-Warri flights and may in the nearest future add another frequency to fly twice a day for selected days. So the newly expanded schedule is as follows: Abuja-Port Harcourt-Abuja (daily flights); Lagos-Port HarcourtLagos (daily flights Mon-Sun and twice daily Wednesday, Saturday, and Sun); Lagos-Abuja-Lagos (thrice daily weekdays and twice daily weekends); the introduction of Sunday flights on LagosKano-Lagos and the introduction of Saturday flights on Lagos-Asaba-Lagos.

TraderMoni now in 7 States, Abuja, as disbursement excites Nyanya traders Mathew Dadiya TraderMoni, an empowerment scheme that kicked off last month in Lagos by the Federal Government of Nigeria, has been extended to Abia, Kano, Akwa Ibom, Osun, Katsina, Kogi Cross River and Abuja. After a fresh disbursements in Abuja yesterday, there was excitement at the Nyanya market area of FCT, as traders commended the decision of the current administration to boost their businesses with disbursement of the sum of N10, 000 each. The empowerment credit scheme is part of the Buhari’s administration’s drive to empower over two million petty traders and artisans across the country through a loan scheme tagged “TraderMoni.” The scheme being implemented by the Bank of Industry allows each beneficiary to get a collateral free loan of N10,000 payable within six months. Once a beneficiary pays back, they progessively qualify for higher sums; N15,000, N20,000, N50,000 and N100,000. The loan is aimed at not just expanding their businesses but changing their socioeconomic class. The collateral-free loan is part of the social intervention programmes under the President MuhammaduBuhari led administration. Speaking on the sidelines of the disbursement of the fund to them, some of the traders commended the Federal Government for coming up with the timely initiative. One of the beneficiaries of the scheme who gave her name as Eunice Idris said that the fund would help grow her salon business. She said, “I applied for the scheme because I believe in the Federal Government’s policy in growing small business. “Many of my friends told me when I was applying that the money would not

be disbursed to those who don’t have godfathers but something kept telling me that I will be given the loan. “To my surprise, I got a text message this money that I should come and collect the money. I’m grateful to the government for this because it will help me buy weave-on to stock my salon business.” Another petty trader who gave her name as Agnes Danlami said that fund would enable the government to empower small businesses that could not access finance from conventional banks. This, he noted was vital as many of them had in the past been complaining about lack of access to finance. Danlami who sells vegetables and tomatoes at the market said, “This is the kind of fund that we have been clamouring for over the years to grow our businesses. “The rate of turnover is not high and as such, we can’t rely on banks to give us loans because of the high interest rate. “But with a collateral free loan such as this, we can borrow money for our businesses and still pay back without problems. So I commend the government for this initiative.” The Executive Director, Bank of Industry, Toyin Adeniji, said that the bank is partnering with the Federal government to empower small traders. Adeniji said that the project which is wholly driven by government is expected to give N10,000 grant each to the traders to boost their businesses. She said about two million petty traders and artisans would be empowered under the scheme with each state and the Federal Capital Territory having a minimum of at least 30,000 beneficiaries. “The initiative is to give capital to petty traders, as you can see, this place is full of petty traders and we want to come and create a market awareness and to encourage them to embrace the loan and teach them the modalities for getting the loan”, she said.

DisCos want NERC to deploy smart technologies to tackle electricity theft The Nigerian Electricity Regulatory Commission (NERC) has advised electricity distribution companies (DisCos) to deploy smart technologies in tackling the menace of electricity theft and meter bypassing. This is even as it noted that some Maximum Demand (MD) customers are still unmetered stressing the need for DisCos to pay attention to MD Meters within their franchise being bypassed and compromised. This was contained in a communique issued after the Commission’s Chairman Professor James Momoh first meeting with Electricity Distribution Companies in Abuja. The commission also stressed the need to uphold customer service standards especially as it relates to refund of monies collected from customers for meters under the scrapped CAPMI Scheme. It further raised concerns over non-compliance of the Discos with the Estimated Billing Methodology, disregard for safety standards and the poor state of the Forum Offices as well as large backlog or unresolved cases. To this end, it resolved that Electricity Distribution Companies should ensure that estimated bills are kept within

reasonable levels according to the Methodology even before the MAP regulation and capping regulation come into full effect. While also noting the importance of Inter-Relationships between Electricity Distribution Companies, it condemned the activities of the Association of Nigerian Electricity Distributors(ANED). “A strict adherence to contract agreement signed by the Commission’s Licensees (Discos) was re-echoed as the only binding legal entity that should form the continued relationship between the Commission and Electricity Distribution Companies. “The meeting agreed henceforth the Legal Counsel of the Electricity Distribution Companies representing ANED should never in whatsoever way interfere with the policy directives or regulatory pronouncements made either by the Honorable Minister of Power or the Commission. “That no unwarranted remark should be made by ANED representatives against the person of the Honorable Minister, NERC Chairman or against any of the NERC Commissioner going forward,” the communique reads.

APC women vow to resist abuse, intimidation of women by party leaders in Lagos Stories by Patrick Okohue As the ruling All Progressives Congress (APC), prepares for primaries across the states ahead of the 2019 elections, the Lagos Island Ward C I Women Leader and founder, Igbalaani Asiwaju Tinubu for Life, Mrs Wuraola Williams, has called for caution against actions of some party leaders to intimidate women seeking elective positions. Williams made the call at the Widows’ Empowerment and Award Presentation ceremony she hosted Tuesday in support of widows in her ward with cash and food items. She said any attempt by party leader to oppress women seeking election would be resisted. Williams, who demanded total compliance from party leaders at ward levels and beyond in adopting direct primaries as ordered by the national leader Bola Tinubu, noted that women are subjected to different abuses before they can be given tickets to run for elective positions. She also decried instances of women being physically assaulted by some “desperate male counterparts” who see women seeking elective positions as major

threats, adding that such abuse would not be condoned. “We shall vehemently resist any form of abuse on women,” Williams stressed. “Most of these party leaders have been taking advantage of us. They will demand for sex, some of them even went as far as beating some of us because we are contesting and mobilising against them. “This is not what Asiwaju, our father taught us. These are bad eggs in the party; their actions are against the practice of our great party and leader Tinubu. They just want to sabotage Asiwaju’s efforts, and they will not succeed. This will not be tolerated again.” William noted that many of the party leaders allegedly engaging in anti-party activities are not good representations in their various constituencies. She said many of them who are occupying elective positions are self-centred, hence have failed to meet the needs of their constituents. Williams further charged the women to come out en masse and contest any position of their choice, adding that the needed support would be given to them. In her submission, an aspirant for the Lagos State House of Assembly, Lagos Island Constituency I, Mrs Deborah

Ibijoke Rufai, promised to make good representation for the people. She added that abuse of women in politics must not be condoned, calling for equal opportunity with their male counterpart. Rufai, who sought the support of Williams and her group, said her decision to run for the position was informed by the need to touch the lives of the people, especially women, noting that the plights of women, especially widows, have not adequately been addressed. “I want to bring succour to my people. The need of women, especially widows and the aged, in our community has not been met by our current representative. And this is what I am going to the State Assembly to do. “I want to bring meaningful representation to our people, especially the women, because women are the majority who vote in elections. “You will agree with me that the touch of women in anything we do is always unique compared to that of men.” Speaking on engaging the people if elected, Rufai said: “I’ll be holding quarterly meetings with my constituents to know what their needs are. A lot of enlightenment and empowerment programmes will be held, amongst other things.”

Stakeholders back Oziezele for Esan South East seat in Edo Assembly Stakeholders in Esan South East LGA of Edo State, has thrown their support behind the State House of Assembly ambition of Chief Sunday Oziezele also known as Ikpenomhen on the platform of the All Progressive Congress (APC) in the 2019 elections. Rising from a meeting of leaders the stakeholders picked Chief Oziezele above the incumbent, Hon Festus Edughele who is gunning for his second term in the hallowed chambers. The leader of the party in the local government, Victor Eboigbe who spoke at the meeting informed the gathering of the intention of the incumbent, Hon Festus Edughele to seek a second term in office, noting however that since the two aspirants are from Ubiaja, the homestead of Ward six and seven, he will not want to be seen as imposing any candidate on the electorate. Eboigbe therefore urged the leaders from the two wards to go back home and harmonise their thoughts and come out with one choice. He stressed that there is the dire need for Ward 6 and 7 to come together and work as one united force more so against the backdrop of the sensitive position the two wards occupies in thelocal government and as such anything that will resurrect divisiveness of the past should be avoided at all cost.

“Let it be noted that the era of imposing candidates on the electorate has been consigned to the dust bin of history. Maitama property owners to sue FCTA over earth tremor Stories: Idu Jude, Abuja As residents of the Federal Capital Territory last week witnessed earth tremor caused by stone blast at Mpape, near Maitama Abuja, property owners and indigent people of Katampe communities have threatened to sue the administration over damage of

property. A group of property owners, who are poised for a fight against the administration, told Abuja Metro Times that the matter over the Mpape blast and the property owners at that axis of Abuja is as old as the Nigerian capital city itself. A meeting with the group, revealed that most of the companies on quarry job have failed to honour the rights of the people having failed to abide by all

court injunctions obtained to stop the act. According to Mr. Geoffrey Nwaedu, who spoke on behalf of the group, issues concerning the activities of the companies are such that has to do with the authorities’ neglect to the people. He said that time in the past, the blasting activities had taken lives and may do more damage if nothing is done quickly to put the activities to a stop. His words: “Well if I am to say, this

particular place does not just exist in isolation, it has existed before now with the indigent people, who have no other place to go to as their ancestral homes. But here we are seeing the people being torn to shred and nobody is there to ask some questions”. ‘Abuja/Keffi gridlock: An engineering error, nightmare’ Unfortunately, nightmare in the FCT is seen in night and felt on the day time on a particular terrain which has become a household name due to its insolvable nature. Despite several approaches adopted by several administrations of the FCT to decongest the gridlock, the Nyanya/Keffi road remains a road through which thousands of people working in the FCT reside. It remains a route linking to about five states in the North central and North east with no solution to its damaging effect to national economy. Abuja Metro Times, while taking a look at the reasons for a continued traffic gridlock despite every effort by both the FCT administration and her Nassarawa State counterpart, discovered lack of proper plan for a permanent solution that will see to the end of the manmade gridlock. Speaking with Engineer Mathew Giwa, a civil engineer, he pointed out that the cause of the pulsating 4 kilometer journey which lasts 3 to 4 hours each day and night, is as a result of engineering error during the grading of the road and such has contributed in the loss of lives and has also contributed in economic downturn as people residing at that axis have little or nothing to contribute to the National economy. According to Engineer Giwa, who is currently working in one of the biggest civil engineering construction company based in Abuja, the road has become a nightmare for the people living at that part of the FCT. He said: “It is a nightmare caused by human error or should I say due to unprofessionalism and by extension the failure of local companies. “Over the years, we have laboured to make case for the local engineering companies but this part of the road is an example of the fact that some of the local companies are just unfit to build roads that will guarantee the lives of Nigerians. I must tell you that such also contribute much in many building collapse across the country, which is as a

result of poor engineering work which the Keffi /Nyanya road suffers”. Engr. Giwa maintained that the gridlock on the road will remain unabated irrespective of any human taskforce or committee drafted to decongest the road as the road is structurally and poorly designed to accommodate the number of vehicles each day. “Taking a look at the road and taken the road level from Abacha Barracks down to Kugbo furniture to Nyanya, a good engineer would have seen that the road has not taken its shape and that is why high capacity vehicles lose their airbags often on the road that results in multiple crash with the loss of human lives. And I can also tell you that the gridlock is cursed by nothing except intermittent vehicle stoppages at Nyanya, which does not give way to vehicles heading down to Mararaba and Nyanya. During the construction, Nyanya should have been a large round about to separate vehicular movement heading to Keffi and the one heading to Jikwoyi/Karu axis. There should

as well be a standard motor park to avoid passengers or travellers alighting the vehicles at the centre of the road or unauthorised places thereby causing obstruction to vehicle flows”. Engr. Giwa further revealed that the gridlock will not anytime sooner come to an end not even when the authority had been advised to open up other routes leading to Karishi/Apo to free the gridlock. “But the question is this: will that be a solution to the gridlock? It won’t bring any lasting solution because those who make regular use of the road are people from other states, not people living at the Karshi axis. The point is that the road has civil engineering deficiency and needed to be corrected. So I am calling on the authority of the FCT that stopping heavy vehicles moving during the day does not bring lasting solution. What they need to do is do the needful,” he added. Mrs. Mary Abdulahi, in her view, stated that the road has contributed its quota in economic downturn as civil servants and

Drug abuse: Stakeholders task FCTA on youth advocacy, sensitisation Stakeholders in the Federal Capital Territory have called on the FCT Administration to urgently put up adequate measures to curb the abuse of the substance as it contributes to societal ills. The stakeholders also noted that their effort is in order to effectively tackle the rampaging scourge of drug and substance abuse among youths and women in the society, adding that there is urgent need for increased education and moral rejuvenation of FCT residents and Nigerians at large.

This point was made by some stakeholders, who spoke at launch of a book titled: ‘Free Bondage’, written by Pharmacist Nevan Bello, recently in Abuja. The stakeholders emphasised that education was critical and vital to discouraging people especially youths, from indulging in substance abuse in the society, as it portends mortal danger to the human survival. According to them, all hope is not lost, as through increased education and sensitisation, the menace will be drastically reduced, if not eradicate.

In her keynote address, an Emotional Intelligence expert, Priscilla Banta, opined that emotional intelligence can help people especially caregivers effectively cope with the challenges of managing the menace. Banta reiterated that the recent swelling rate of the menace was not unconnected to the prevailing denial of the menace or its victims. She urged caregivers to victims of substance abuse to seek continuous knowledge and skills on the management of the menace, as it is a dynamic scourge.

Meanwhile, as a result, Minister of the Federal Capital Territory, Malam Muhammad Musa Bello, has directed the suspension of further quarrying and mining activities and borehole drilling in the affected areas of Mpape, Gwarimpa and Garki districts of Abuja, pending the outcome of investigations on the root causes of the incidents. Malam Bello asked residents to go about their businesses while disclosing that the Administration is engaging both local and international geological experts in order to unravel the root causes of the earth tremors experienced in parts of Abuja in recent times. Preliminary reports, he said, indicate that the activities of rock blasting from quarrying, mining activities, as well as proliferation of borehole drilling were likely causes of these tremors. Consequently, he stressed that it became necessary to suspend all quarrying activities in various sites of Abuja, especially Mpape, Garki, Gwarimpa and contiguous areas.

FIBA Qualifiers: We’re ever ready to represent our fatherland – D’Tigers

Members of the senior national men’s team, D’Tigers, on Wednesday said that they were always excited over any opportunity to represent their fatherland and would do everything for the team’s success. Some of them who spoke in Lagos said that the entire team operated like one big and happy family and were prepared to help develop the sport. D’Tigers is set to play in the 2019 FIBA World Cup Qualifiers second round which comes up at the National Stadium, Lagos, from Sept. 14 to Sept. 16. They sit on top of group F and will square up with teams from Rwanda, Mali, Central African Republic, Cote D’Ivoire

and Senegal. Stan Okoye, who plays for Real Zaragoza of Spain, told NAN that he was excited to be back in the team and was prepared to give his best to the team’s success. “As kings of Africa, we have to continue to keep the flag flying, and continue with how great we are in basketball going by the abundance of talents. “Its going to be my first time playing in Lagos and I am looking forward to home support, so, I want our fans to bring their energy and their noise to back us to victory,’’ Okoye said. Bryant Mbamalu, who plies his trade in Chile, told NAN that it had been a wonderful experience playing in Lagos

and he can’t wait for the competition to get started. “It is a very humbling experience for me and I am so ready and in great shape to deliver the quality I’m known for. “It is also a big blessing to be called on to come and put on the national jersey out of the numerous talents we have playing basketball all over the world. “We just want to do well and show the world we are a great basketball nation and have what it takes to conquer the world some day,’’ Mbamalu said. Ike Ireogbu, who was a member of the 2017 silver winning Afrobasket in Tunisia, said that it feels so good being back in the team.

George Weah: Nigerian football a model The President of the Republic of Liberia, George Oppong Weah, has hailed Nigeria as a great and worthy ally in national development and also described Nigerian football as a model that he would want his country to follow. Henry Onyekuru happy to score first Super Eagles goal against Liberia Henry Onyekuru is thrilled to score his first goal for the Super Eagles in Wednesday’s 2-1 exhibition game win against the Lone Star of Liberia. Onyekuru opened scoring for the Super Eagles in the game with Simeon Nwankwo netting the other goal. It was the first time Onyekuru who is loan at Turkish club, Galatasaray from Premier League outfit, Everton started a game for the Super Eagles. “1st Goal for my country! I’m so blessed to be off the mark with my fellow (Eagles) #GloryToGod,” Onyekuru wrote on his Instagram page. Onyekuru missed out on a place in Nigeria’s squad to the 2018 FIFA World Cup in Russia due to injury. He will hope to make the Super Eagles’ squad for next month’s 2019 Africa Cup of Nations qualifying double header clash against Libya.

Antoine Griezmann: FIFA award snub bothers me Atletico Madrid and France attacker Antoine Griezmann has admitted that his failure to make the shortlist for FIFA’s The Best award upsets him. The World Cup winner has previously gone on the record to say that he feels he deserves to finish in the top three of the Ballon d’Or this year but has missed out on the FIFA prize, with Cristiano Ronaldo, Luka Modric and Mohamed Salah the players nominated. France’s World Cup victory should have meant that a member of Les Bleus made the cut, according to the 27-year-old, but instead the trio is made up of two Champions League winners and Liverpool ace Salah, who was injured in the final of that competition against Real Madrid. “The Best bothers me,” he admitted at a commercial event on Tuesday. “It’s a FIFA award and there’s no Frenchmen. It’s weird.” Griezmann was also puzzled by the omission of Jan Oblak from the goalkeeper nominations, with Denmark’s Kasper Schmeichel, Chelsea’s Thibaut Courtois and Hugo Lloris of France and Tottenham getting the nod in that category. “He’s the best in the world for me, but not because he’s my team-mate.
