President Buhari, however, said that he was aware that the Nigeria National Petroleum Corporation (NNPC) has concluded the process for selecting the private sector partners that will rehabilitate the refineries. “I am informed that they are working out finances and hopefully, work will commence soon,” he said. The highlight of the visit was the conferment on President Buhari the award of Grand Comrade of the Productive Workers of the Nigeria Oil and Gas Industry by NUPENG. Buhari assured the leadership of NUPENG that his administration would continue to support innovative ideas that will bring new refineries investments into the country. In this respect, Buhari said that he looked forward to receiving suggestions from members of the union “on how we can move forward.” He said that he agreed with the union that reforming the Petroleum Industry will unlock numerous untapped potentials for the nation. However, Buhari said these reforms must be well thought out and must have the best interest of Nigeria and Nigerians as its core
objective. “Such reforms cannot and must not be rushed if we must get it right. We are still suffering from the effects of many legacy policies that were rushed and passed without fully appreciating the consequences the provisions embedded in them. “Whatever decision we take now will impact either negatively or positively on generations to come. “The Petroleum Industry Bill was conceived to ensure oil wealth positively impacts Nigeria’s future generations, it was never about short term gains. I want to assure you that dialogue on the Petroleum Industry Bill is still ongoing. At the end. We will have a bill that the nation will be proud of,” Buhari said. The President thanked NUPENG for their unflinching support to his administration over the last three years, saying, “I regularly receive feedback on your positive and constructive engagements with the government. “No doubt, your support has contributed to the continued uninterrupted supply of products to consumers across the country in the last three years.” Speaking further, Buhari appealed to the members of the union to continue on this patriotic path while assuring them of government’s support to the course of the Nigerian workers at all times. The President said:
“As one of the architects of the Nigeria Contents Monitoring and Development Act, l am sure NUPENG members appreciate that a key principle of this act is the indigenisation of specific processes and production functions. Indigenisation means local value addition leveraging local resources where possible. “The Nigerian Content Development and Monitoring Board is fully empowered to ensure compliance. l will direct the Hon. Minister of State Petroleum Resources to review the issues you have raised and take appropriate action to ensure compliance with the Act by operators in the industry. “I urge that you submit any specific petition to the Minister of State with the assurance that such will be looked into diligently.” “We are working hard to make our business environment easier and friendlier for investors, both local and international. It is, therefore, our collective duty to provide constructive guidance to enhance operations of investors in the oil and gas sector. 2019 polls: Safeguard independence of judiciary, CJN tells judges Andrew Orolua, Abuja The Chief Justice of Nigeria (CJN), Justice Walter Onnoghen, on Thursday, cautioned justices of the Court of Appeal to safeguard the independence of the judiciary by sticking to the Codes of Conduct and the dictates of the law as the country approaches election year. He said it is essential that the justices “prevent any act that will invite the incursion of the Executive arm into the affairs of the Judiciary like it did in October 2016.” Justice Onnoghen issued the warning in his address read by Justice Mary Odili at the opening of this year’s Court of Appeal ‘Annual Justices Conference, in Abuja. “I will therefore caution your
Lordships to shun unnecessary associations with Lawyers who may acting as conduit for politicians no matter how innocent they may be portrayed, knowing that the negative costs outweigh the potential benefits that such dangerous liaison may engender, if discovered,” he said. Seventy - one House of Representatives members on Thursday proposed a constitution amendment bill to jettison the presidential system of government for the parliamentary system practiced during the first republic after independence. The constitution alteration bill sponsored by Rep. Kingsley Chinda and 70 other House members scaled first reading on Thursday at plenary and is awaiting debate of the general principles of the bill at the second reading scheduled for a later date. Shedding light on reasons for their proposing a return to the post - independence system of government, Secretary of the bi - partisan House members, Rep. Ossai Nicholas Ossai, informed journalists that they are convinced to suggest a change in system of governance because of the compelling advantages of the
parliamentary system over the presidential system. Rep. Ossai said studies have shown that countries running the presidential system of government record zero point output growth, have higher and volatile inflation rate, greater income inequality, high unemployment rate, political and economic instability and are bogged by the slow passage of legislation as against nations running the parliamentary system. “While our growth under parliamentary system clock from one point and above, in countries running the presidential system inflation is on average six percentage point higher than those under parliamentary regimes. “Income inequality under the presidential systems are worse when compared with that of parliamentary or hybrid systems of government,” he stated. The lawmaker added that presidential regimes consistently produce less favourable macro - economic
outcomes and that consensus building often required for economic decision is lacking. Also, he declared that the over - centralisation of government decisions prevalent in the presidential system obstructs economic development, just as the level of instability and volatility makes it difficult to achieve economic objectives. According to the House member from Delta State, Nigeria witnessed tremendous growth in the 60s under the parliamentary system, but added that the military foisted on the country the expensive presidential system that hasn’t yielded any positive results. Fake news, hate speech biggest threat to 2019 polls – FG Seeks states’ support
Tom Okpe,Abuja The Federal Government has said fake news and hate speech constitute the biggest threat to the 2019 general election, appealing to states to join in the ongoing campaign to sensitise Nigerians to the dangers posed by the twin evils. The Minister of Information and Culture, Alhaji Lai Mohammed, made the assertion in Kaduna on Thursday, during the official opening ceremony of the 47th National Council on Information (NCI). ‘’With the 2019 general elections just a little over 60 days away, there is no issue that is more relevant to the election than the issue of fake news and hate speech. “This issue transcends political party lines, religion, ethnicity, and even nationality. Left unchecked, fake news and hate speech constitute the biggest threat to the forthcoming elections,” the minister said. Alhaji Mohammed said fake
news has the capacity to alter the course of elections and create legitimacy problem for the winner, citing as example a report that said fake news helped to depress Hillary Clinton’s votes during the 2016 US election, in addition to tainting the victory for the winner. The Minister said while the Federal Government has been unrelenting in calling attention to the dangers posed to the nation’s peace, security and democracy, including through the launch of the National Campaign Against Fake News on July 11 2018, it cannot do it alone. ‘’The campaign against fake news and hate speech is not just a responsibility of the Federal Government. It is for all tiers of government. Therefore, I expect that the Honourable Commissioners who are here, and those who are not, will launch the campaign in their various states. ‘’The media will bear the brunt, if the people lose confidence in them because
of fake news. This is why the media must lead this campaign,’’ he said. Mohammed described as ‘very fitting and most timely’ the theme of the meeting, which is ‘Tackling Fake News and Hate Speech to Enhance Peace and National Unity’. He urged the participants at the meeting to ‘brain storm and evolve policies’ that would comprehensively address the menace of fake news and hate speech.

Libel suit: I was never investigated by DSS-Magu Andrew Orolua, Abuja The Acting Chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu, on Thursday, told Justice Doris T. Okuwobi of the State High Court, Ikeja, Lagos that he had never been investigated by the Department of State Security (DSS). Magu stated this while giving evidence in a N100m suit he filed against the publisher of The Sun newspaper and four others over an alleged defamation. Joined in the suit are the Editor, Saturday Sun; Fred Itua, James Ojo and Lawrence Enyoghasu. Magu is seeking compensation for libelous imputations and statements made against him in a story published in the March 25, 2017 edition of The Saturday Sun entitled: “Magu Under Fresh Probe Over 2 Abuja Mansions”. At Thursday’s proceedings, Magu, who gave evidence inchief, told the court that the statement of oath written by him through his lawyer, Wahab Shittu, represented his evidence in the proceedings. Led in evidence by Shittu, Magu told the court that the publication was done deliberately to damage his reputation. “The publication said I was under probe.
“But no government agency has probed or investigated me since I came to the EFCC,” he said. In his further testimony, he told the court that the publication was completely false, adding that “I cannot buy a house in Maitama, even if I have the money because houses there are so expensive. “I live a modest life. My wife is a civil servant. We have only one house in Karu site, Abuja; and when I retire, I will go back there. The onus is on the defendants to produce the owners of the properties. The publication has done a lot of damage to my reputation and that of my lineage.” When Magu’s lawyer sought to tender a letter of complaint written on behalf of his client to the publishers of the newspaper, counsel to the defendants, Charles Enweluata, objected to its admissibility on the grounds that it did not carry the legal practitioner’s seal. He, however, said the “irregularity was curable.” In his response, Shittu said: “It does not derogate the admissibility of the letter since the witness has identified and confirmed it. “It is written on my letter head. The contents are relevant to the proceedings and the author of the letter has also confirmed it”. He, therefore, urged the court
to discountenance the objection by the defence counsel and admit the document in evidence. In her ruling, the Judge ordered the claimant’s counsel to get the seal. “It will be admissible upon the fixing of the seal to the letter”, she ruled. When the seal was eventually produced, the court admitted the document in evidence. The claimant also confirmed to the court his statement in paragraph 18 of the said letter, where he mentioned that the Federal Government, through of the Office of the then Secretary to the Government of the Federation, officially appointed him as the acting Executive Chairman of the EFCC. The letter dated November 9, 2015 was admitted in evidence as exhibit. When the counsel to the claimant sought to tender a series of letters of promotion as well as letters of transfers that Magu had received in the course of his career as a police officer, the defence counsel objected to their admissibility on the grounds that they were electronically generated. Counsel to the claimant, therefore, applied to withdraw the letters in the circumstance, saying, “I will apply to withdraw the documents, which are said to be electronically generated for now, even though there is certification for them.”
Giving further evidence, Magu told the court that the second story by the newspaper entitled” Magu: The Untold Story”, was not intended to correct the damage created by the first report done on him. “They went to my town and interviewed several people. They wanted to get more things to damage my reputation. But they were disappointed.” Under cross-examination by counsel to the defendants, Charles Enweluata, Magu admitted that his wife, Fatima, was not a party in the suit but that she was allegedly linked to the properties mentioned. When asked if he read in the story that he was being investigated by the DSS, he said “Yes, I read the story. “But there was no name of any agency investigating my wife or me. “The paper did not mention DSS.” Also, when the defence counsel put it to the claimant that the story carried the name of the Department of State Security as the investigating body, Magu said: “The paper did not mention DSS. “I do not agree that the DSS investigated me or my wife in any manner.” Consequently, the matter was adjourned to February 28, 2019 for further hearing.

Court sacks APGA Anambra South Senatorial candidate, voids primary election Andrew Orolua, Abuja Federal Capital Territory High Court of Justice sitting at Apo, on Thursday, nullified Anambra South Senatorial district primary election conducted by the All Progressives Grand Alliance (APGA) on October 3, 2018 for non-compliance with the Electoral Act and party guidelines. The court, in a judgement that was delivered by Justice Valentine Ashi, equally voided the Senatorial ticket and Certificate of Return the party issued after the primary exercise to Prince Nicholas Ukachukwu. Justice Ashi held that evidence before the court indicated that the primary election was not only fraught with irregularities, but also conducted without regard to relevant provisions of the 1999 constitution, the Electoral Act 2010, as well as the constitution and electoral guidelines of the party. The court noted that whereas APGA claimed that Ukachukwu was elected through an electoral college that comprised of three delegates from each of the Wards in the Senatorial District, it however failed to produce the names of
the delegates that participated in the exercise. Besides, Justice Ashi said he was convinced that the primary election was fraudulent, after the Independent National Electoral Commission (INEC) notified the court that the party refused to furnish its officials that went to monitor the primary election that was held at Ekwulobia, with the list of the delegates. “The question to be asked here is this: If the Defendants were certain that they were using the legitimate list of delegates, why did they have to hide it from INEC officials? “In totality, the Defendants’ case is so weak that it has only helped to strengthen the Plaintiff’s case”, Justice Ashi held. He said the court was unable to establish any form of wrongdoing on the part of INEC with respect to the primary election and would therefore not make any order against the Commission. “In the final analysis, the primary election the All Progressives Grand Alliance held in Anambra South Senatorial District on October 3 having been improperly conducted, is hereby set-aside. “Similarly, all the outcome of the said primary election are
hereby declared null and void “, the court held. The judgement followed a suit marked CV/3054/2018, which was lodged before the court by an aggrieved Senatorial aspirant of the party, Dr. Okey Chidolue. Cited as 1st to 5th Defendants in the matter were APGA, its National Chairman, Chief Victor Ike Oye, the Anambra State Chairman of the party, Mr. Norbert Obi, declared winner of the primary poll, Ukachukwu, and INEC. However, the court declined to either compel INEC to recognise the Plaintiff as APGA’s Senatorial candidate, or to order the party to conduct a fresh primary election for the District. The Plaintiff had among other things, prayed the court to determine, “Whether having regards to the provisions of sections 223 and 224 of the Constitution of the Federal Republic of Nigeria 1999 (as amended), section 87(4) (c) of the Electoral Act 2010 (as amended), the APGA Constitution 2014 (as amended) and the APGA Electoral Guidelines for Primary Elections 2018, 3rd of October 2018 Anambra South Senatorial District primary of the 1st Defendant was illegal, null and void. “Whether having regards to
the provisions of sections 223 and 224 of the Constitution of the Federal Republic of Nigeria 1999 (as amended), section 87(4) (c) of the Electoral Act 2010 (as amended), the APGA Constitution 2014 (as amended) and the APGA Electoral Guidelines for Primary Elections 2018, 1st Defendant’s plan and intention to submit and/or the subsequent submission of the name of the 4th Defendant to the 5th Defendant as the candidate it proposes to sponsor for the Anambra South Senatorial District in the 2019 general election is not illegal, null and void in that the primary election in which the 4th Defendant was purportedly returned as winner was conducted in breach of the said Electoral Act and the APGA Constitution and Electoral Guidelines, by the rejection/ refusal to announce the actual result of the lawful votes of authentic delegates (named in the INEC certified and authenticated list of ad hoc ward delegates elected at the 2018 APGA ward congresses in Anambra State to constitute and vote) and substitution therefore with a fake result. “Whether having regard to the provisions of sections 223 and 224 of the Constitution of the Federal Republic of Nigeria 1999 (as amended), section 87(4) (c) of the
judicial officers. According to Dogara, the letter was brought to the House just this (Thursday) morning from the Presidency. However, Rep. Adamu Chika swiftly raised a point of order after Speaker Dogara had read the President’s letter, complaining that his privilege as a member of the House has been breached. Rep. Chika alleged that the Minister of Budget and National Planning, Udo Udoma, had informed Nigerians that the executive was waiting for the National Assembly to give them a date only for the letter from the President requesting to lay the budget to appear on Thursday. The minister’s action, he argued “is portraying the members of the National Assembly in bad light in the eyes of the public that we’re the ones delaying the 2019 budget presentation”. Speaking also, Rep. Rotimi Agunsoye (APC/ Lagos) said that the minister should be summoned to explain to the House his comment, otherwise, the House should take action against him. Rep. Mark Gbilah (APC/ Benue) in supporting this position added that “for lying to the public, we want the minister to formally apologise to the House else the House should boycott the budget presentation by President Buhari”. But, House Leader, Femi Gbajabiiamila added a twist to the issue, disclosing that “the minister called me this morning that he is shocked that he just read the story on one of the dailies. “He said he will write a rejoinder that he never made such claims as reported”. Ruling on the point of order raised by Rep. China, the speaker appealed for patience from his colleagues, assuring that the minister would issue a rejoinder, otherwise, action will be taken against him.

The Kebbi State Director, Fire Service Department, Alhaji Bello Ahmed Zagga has warned residents of the state to desist from attitudes that are capable of causing fire outbreak in their homes. He gave the warning in his office in Birnin Kebbi in an interview with Daily Times correspondent. He said most fire inferno were caused by the people themselves due to care free attitudes, thereby losing valuables and sometimes lives to avoidable incidences. Zagga added that most of the calls received by the department were found to be electric related, lamenting that households leave electrical appliances on while leaving their homes, sometimes low quality cables and incorrect wiring system is responsible for several fire outbreaks. He stated that women who use gas cookers are contributors to fire incidences in several homes due to their careless handling of the gadgets in the kitchen, those who rare animals must be warned to keep hay away from kitchen and other inflammatory items that can ignite fire.
Two dead in Lagos cult clash Two persons were reportedly killed, while others sustained various degrees of injuries in a violent clash between two rival cult groups in a supremacy battle at Baiyeku, Ikorodu area of Lagos State. Members of the cult groups, Aiye and Eiye confraternities, were said to have engaged each other in a fierce battle at Awobo and Shelewu areas of Igbogbo-Baiyeku, Ikorodu. The News Agency of Nigeria (NAN) reports that the clash, which caused commotion in the areas, was later put under control by the 63 Police Mobile Force (PMF) in Igbogbo-Baiyeku. Narrating how it happened, Saheed Aleje, the Baale of Baiyeku, told NAN that the fracas started around the evening of Wednesday. Aleje said one person was reportedly killed at Awobo Estate, while the second person, a tipper driver, was also killed at Shelewu area. “Immediately I heard about the incident, I quickly mobilised people in the community and informed the security agencies, the police, members of vigilance group and the locals, Onyabo, to come to the rescue. “Since the boys started their fracas, we discovered that two persons have been killed, while others sustained various degrees of injuries,” Aleje said.

Stakeholders call for free, credible 2019 election Kehinde Akinpelu, Ilorin A group of stakeholders has called on Nigerians and the authorities to ensure free, fair, credible and transparent general election in 2019. Independent National Electoral Commission (INEC) that the General election must be free, fair and credible. In a Communiqué, jointly signed by its national coordinator, Professor Victor Osaro Edo, the General Manager, Harmony FM, Mallam AbdulMualiy Olarewaju Adegboyega, Barrister Jacob Ayanda of INEC and Mr Musibau Idowu Anibiire of FRCN/ASABC also warned that government should provide enabling environment for the conduct of the election and as well educate the electorates to desist from vote buying.
The group further advised the media to play unbiased role and give accurate information and reportage before, during and after the elections while warning INEC to be non partisan but diligent in the discharge of their duties dispassionately. The communiqué also advised law enforcement agencies to live up to their responsibilities without compromise and that politicians too must not see the election as a do or die affair expressing hope that the judiciary would discharge its duties with fairness and justice as the hope of the common man and the society at large.
Experts advocate WASHCOMS conversion to pressure group Samuel Luka, Bauchi Stakeholders in the water sector have called for the conversion of local governments’ Water, Sanitation and Hygiene Committees (WASHCOM) to pressure group to facilitate the achievement of Sustainable Development Goal six, and address the state of emergency in the WASH sector. The stakeholders came up with this decision at a one day Bauchi State WASH policy review task group meeting held in Bauchi with participants drawn from Ministries of Education, Water Resources, Health, Local Government, State Planning Commission and the Network of Society for Water and Sanitation (NEWSAN). WaterAid consultant who facilitated the meeting, Dr Olufemi Aluko said the decision became necessary in view of federal governments recent declaration of the state of emergency in the WASH sector and the need to achieve SDG goal - six in Bauchi state. “If WASHCOMS can be transformed into a pressure group, it will be able to engage government by adopting community wide approach in addressing issues emanating from the community level and by so doing Bauchi State will record positive change in the WASH sector”. Tax matters and Nigerian economy

The chairman of Federal Inland Revenue Service (FIRS), Babatunde Fowler is a man who takes his job seriously. At every opportunity, he tells us of the success of the organisation which he has led since August 20, 2015. In a way, his robust stature and good parental background match the success of the Federal Inland Revenue Service. The Yoruba have two words for the type of job he is doing as “agbowopa” and “agbalowomeni”, meaning “a collector by force” and “one who collects from the have-nots”, respectively. Just recently, the Federal Inland Revenue Service announced that it realised a total of N2.5 trillion (N2,529,615,174,601.25) from various taxes from January to June 2018. The amount shows that the service has realised 75 per cent of its target for the year, which is an improvement over what was realised in the corresponding period in 2017. A report on the revenue performance of the agency, submitted to the (former) minister of finance, Kemi Adeosun, confirmed that the N2.5 trillion is an increase of N746 billion (N746,107,323,247.26), representing 42 per cent, in comparison to the N1.8 trillion (N1,783,507,851,353.99) total tax revenue realised in the corresponding period in 2017. Mr. Fowler is a childhood friend of the present vice president, Professor Yemi Osinbajo and they both attended Igbobi College, Lagos, founded in 1932 and whose motto is OMNES UNUM IN DOMINO, meaning ‘All are one in the Lord’. The school has produced the likes of the former head of state, Chief Ernest Adegunle Oladeinde Shonekan, Dr. Taslim Olawale Elias, Chief Samuel Oluyemi Falae, Chief Subomi Balogun, Professor Oye Ibidapo Obe, Professor Soga Sofola, Dr. Kingsley Ozumba Mbadiwe, Babatunde Raji Fashola (SAN), Michael Ibru, and Alex Ibru. Also, Folorunsho Phillips,
Professor Ade Ajayi, Cornelius Tay, Professor Tolu Ogunkoya, Billy Lawson, Segun Adesegun, Chudi Ubosi, Bishop Ranti Odubogun, Deji Hasstrup, Seyi Akinwunmi, Yomi Badejo-Okusanya, and Oscar Ibru. No doubt Mr. Fowler has achieved a lot personally and also for his organisation, the FIRS, which he now heads. But when Mr. Fowler tells us about the success of his organisation, one is tempted to ask, “at whose expense?” Right now businesses are closing down and there is rampant poverty in the land. New companies are opened at a slow rate, in comparison to ten to twenty years ago. When we were young, in western Nigeria, T.A. Oni & Sons; L.A. Banjoko & Sons; and Akin Taylor, Akinyede & Sons, were names in the construction industry that we often heard. This is no longer the case. Most construction companies operating in the country today are either Chinese or Arab owned, and they are encouraged and patronised by our governments, especially at the state level, thereby increasing the flow of capital flight from Nigeria. It is not that the indigenous companies are not good. Far from it. But they are dying from the lack of patronage. Even in terms of ordinary drainage contracts, very few of these are awarded to our indigenous contractors. The Chinese government will encourage their companies in Nigeria, while the federal and State governments will not patronise the indigenous contractors in Nigeria. In the face of it all, Dr. Fowler will come with his taxation drive in order to ‘meet
target or surpass target’, in a manner that renders us helpless like poor orphans. Target! Target!! Target!!! is all that matters, without considering the human aspect. The government must realise that over-taxation discourages businesses and when there are no businesses, there is no employment. And the tragedy is that state agencies like the Lagos State Signage and Advertisement Agency (LASAA) are copying FIRS in over-taxing some indigenous companies, thereby rendering them financially impotent. There is danger in pushing people to the wall. A cousin of mine sent a text message to me recently saying that, “if you save N1 every day for a year, you’d have saved exactly $1.” This information still hurts my brain. That is how sad the situation has become. No one is against the collection of taxes but over-taxation can make situations chaotic. Dr. Fowler can help in releasing information on the taxes collected by federal, state and local governments, and by organisations. Maybe trophies should be given to states and local governments that have collected the highest amount of taxes as a way of encouraging them. Dr. Fowler’s job should not end with the collection of revenue for government alone, he should go further by making suggestions on how jobs can be created. Experience tells me that in this country, governments at the federal, state and local levels are more interested in collecting revenue than providing infrastructure. And because we have a very docile society, our leaders get away with just about anything. Whatever Dr. Fowler has achieved today, he is reaping on the past achievement of his predecessors, especially people like Mrs. Ifueko Omoigui-Okauru, Samuel Ogungbesan, Kabir Mashi and others.
More so are the efforts of the former secretary to the government of the federation, Alhaji Shehu Ahmadu Musa (1935-2008), who was also the Makama Bida and also Professor Chukwuma Edozien, who was a member of the subcommittee on the economic, finance and divisions of power of the 1977 Constitutional Drafting Committee, and who was also a former president of the Nigerian Economic Society. And also Dr. Sylvester Ugoh from Umuokrika in Imo State, who was deputy director, Economic Development Institute, University of Nigeria, between 1966 and 1972, and executive director, SKOUP and Company (management consultants) in 1973. In addition, he was member of the Constituent Assembly between 1977 and 1978, the minister of science and technology from 1979 to 1982, and minster of education from 1982 to 1983. It was the task force on tax administration (1978) headed by Alhaji Shehu Musa which led to the introduction of the withholding tax regime, the imposition of 10 per cent special levy on the excess profits of banks and the imposition of 2 1/2 per cent turnover tax on building and construction companies. It was also the study group on the Nigerian tax system and administration (1992), headed by Professor Emmanuel Edozien, which resulted in the establishment of FIRS as the operational arm of the Federal Board of Inland Revenue (FBIR) and the setting up of revenue services at other levels of government (the states and local governments). Equally, it was the study group on indirect taxation (1992), headed by Dr. Sylvester Ugoh, which culminated in the policy shift from direct to indirect/consumption tax (from which VAT evolved).
Corruption and individual greed

The wealth of Nigeria is desperately tied to oil. As a monoproduct economy, 90 per cent of our export earnings and 75 per cent of our national revenue comes from oil. Yet, a comparison between Saudi’s ARAMCO and the Nigerian National Petroleum Corporation (NNPC) can only elicit pity for the condition we have created due to greed and avarice. NNPC is the core of official corruption in Nigeria. Our rentier economy functions by carving the turkey served by NNPC between the federal, state, and local governments. The NNPC is grossly inefficient, bloated, unskilled and corrupt to the marrow. As a body, it has become a cartel and a racket with little oversight, if any. The NNPC spends on itself anyhow and conforms to no known international best practices, in form and function. A look at its policy and regulations over the industry and how it operates, shows how easy it is for the petroleum minister, and the group managing director of the NNPC to enrich themselves and their allies. Diezani Allison Madueke’s embezzlement charges and the Malabu oil deal are reference points. Another is the ongoing subsidy heist, which no government has the political cojones to abolish. Corruption in Nigeria is a series of concentric rings, all exerting a disintegrating force on the core of the country. Agriculture is often touted as the nation’s way out of its economic doldrums. This is a charade and a huge lie. The corruption in agriculture is third to that of the NNPC. Why? Agriculture accounts for 30 per cent of our GDP and is the backbone of our non-oil economy. Small farmers are routinely screened out of and most often unaware of government subsidies. These subsidies are misappropriated by government officials who grant them as favours to family and friends or to brokers and political elites who parade themselves as farmers. In a published study, between 1980 and 2010, the federal government gave out $5.8 billion in agricultural subsidies; of this
amount, an estimated $5.2 billion was lost to corruption. The biggest fraud has been the government’s cheap fertiliser programme for small farmers in its various iterations. These fertilisers are often diverted and sold to brokers who resell to poor farmers. Most of these brokers are political elites who also use farming as a ruse to launder money stolen from government coffers. This government approved grifting is facilitated through a loophole in Nigeria’s constitution, which approves farming as the only outside employment that public officials are permitted to undertake. A fertiliser bag here, a tractor there, while those involved in these diversions hardly connect the dots to their actions. Agricultural corruption has a big impact on the poorest Nigerians because the occupation employs more people than any other sector in the country and it is largely operated at the subsistence level. Our land tenure laws, which give states the power to grant and revoke occupancy rights, discourage farmers and make the establishment of large scale farms difficult. Corruption is everywhere! We simply are not connecting the dots to have an understanding of how we found ourselves in underdevelopment. Trade related corruption is another one and it did not start today. We have been mirred in indecency, misappropriation and violation of the public trust since Nigeria became independent. In the mid1960s, finance minister, Chief OkotieEboh skewed trade policy to benefit his interest. Every successive government has mismanaged our macroeconomic policies by deliberately creating policies to favour political and business elites, despite their destructive impact on economic growth and government revenue. Consistently, the government has embarked on protectionist trade policies, like Obasanjo’s nationalisation of businesses in the 1970s, import licenses and tariff waivers for the politically connected, monopolists and the clergy, etc. Protectionism does not work in the way we handle it. This has not improved
domestic industrial and manufacturing output nor grown the economy. Between 2011 and 2015, $2.8 billion in revenues was lost to import waivers, according to the Nigerian Customs Service. As Nigeria’s population approaches the 200 million mark, power generation is still under 5,000 megawatts (MW). The power sector is the second most lucrative in terms of grand corruption, after the NNPC. According to a recent study, Nigeria has lost $64.7 billion to corruption in the power sector between 1999 and 2017. The more money sunk into generating power, the lesser the power the country generates. At under 5,000 megawatts, Nigeria’s power generation could be compared to that of Oman, which generates 4,500 megawatts for a population of about 4.5 million people. The 2013 privatisation of power generation and distribution in Nigeria was another carving of the turkey. From inception, the process was ladden with graft. Many who won the bids had either been fingered in high level corruption or were bankers, oil moguls or the politically connected. They won their bids with no experience in the power sector. Given the lack of capacity, it is not surprising that they are suffering mismanagement, and underperformance. In all, the country has been bearing the loses yet again! No sector is immune to corruption in Nigeria. The financial sector mirrors the larger society and given the ability of actors there to cook the books, its situation calls for more introspection. The banking sector is the facilitator of official corruption in Nigeria. In 2009, the Central Bank of Nigeria (CBN) spent $4.2 billion of our money no bailing out banks to forestall their collapse under the weight of bad debt and the widespread theft of depositors funds. It is the reason why millions of poor Nigerians will remain underbanked and unable to access affordable loans and credit. No monument to industrial corruption is bigger than the Ajaokuta Steel Mill in Kogi State. Over $5 billion has been spent on this grandiose project and it has never produced
any steel. In addition, $83.3 million in 2018 dollars has been spent on worker salaries since 2010. Worse, it needs an additional $1.2 billion to make the facility operational, according to published reports. That is a 40 year-old financial drain on Nigeria’s resources. A deep seated analysis of our steady decline in the industrial and manufacturing sector points to misguided fiscal and trade policies, corruption, lack of infrastructure, low power generation and distribution, foreign exchange and credit shortages. The landscape is littered with loss-making state-owned enterprises and white elephant projects. These fitting monuments to industrial corruption consume public funds, incur huge losses but are retained to dispense patronage and help siphon money out. Where success could have achieved, political rivalry and short-term considerations rob us of patriotism, strategic thinking and a development mindset. Governor Nyesom Wike of Rivers State abandoned the nearly completed $400-million, 2.6-kilometre monorail project in Port Harcourt initiated by his predecessor, former Governor Rotimi Amaechi, citing its wasteful nature. How is that? What a waste of public funds! Every where in the country, the state and federal governments have spent billions on roads, schools, hospitals, railways, airports, electrical power, universities etc, and other economic enablers, with few gains. Construction is particularly corruption prone due to inflated contracts, kickbacks, and mismanaged budgets. The economic costs are rising because economic growth is constrained by Nigeria’s inadequate transport infrastructure. The human costs are escalating too as catastrophic buildings collapse, killing scores of Nigerians year in, year out, because contractors use substandard materials and bribe building inspectors to appprove their shoddy work. The deadly building collapse at Pastor T. B Joshua’s The Synagogue, Church of All Nations, which killed 110 people in Lagos in 2014, is a veritable example.

Editorial Commentary Where’s the devil in the electoral bill?

Exaggeration is the most common strain of fever at election period. Politicians make voters – and the general public – believe that the world might end on ballot day, when in fact what they are playing for is their own survival. The Electoral Bill is not just the biggest talking point; it’s been perhaps the deadliest battleground since last week. What is it about the bill that gives the impression that its immediate non-passage is not only a threat to the 2019 general elections but also proof that President Muhammadu Buhari’s All Progressives Congress (APC) is determined to rig the elections? The opposition Peoples Democratic Party (PDP), among others, has said Buhari’s repeated claims of commitment to free and fair elections next year are just what they are – lip service. The party insists that the extension of the tenures of the service chiefs and the Inspector General of Police, recent encounters between some members of the opposition with security agencies, and now, Buhari’s refusal to assent the Electoral Bill, will undermine next year’s poll. The opposition, particularly the PDP, said while the card reader and electronic transmission of results, which it favours, would make the process more transparent, the criminalisation of the non-use of card readers and transmission of results, which it claims the ruling party is opposed to, would encourage under-age voting, especially in APC strongholds. Among what the PDP-dominated leadership of the National Assembly described as “the nine benefits” of the just concluded amendments to the Electoral Bill are, a) stopping of manual transmission of results, in fact, manual transmission of results has been criminalised b) online publication of voter register c) full biometric accreditation d) removal of “unfair” qualification processes e) limit on election expenses, including party form fees f) amendment in the process for dealing with substitution, resignation and replacement by the parties, and so on. On the face of it, it’s difficult to argue with the good intentions of the amendments. Some of the best laws are the ones made by crooks, who have gamed and benefited from the system and who therefore know exactly where to fix the plugs. Or perhaps by those who think like them. The contentious amendments are no exception. Our election process has improved over time and the best in recent times has been the one in 2015. Before then, elections were conducted pretty much the same way they were done in ancient Greece, only with the worst rigging mechanisms included. Up till 2010 and well beyond, for example, anyone could claim to be a registered voter and the only way an electoral officer at the polling unit could verify that from his register was the presentation of an ID card, which could have been printed in the potential voter’s backyard. That was how Mike Tyson and Nebuchadnezzar were found in the register. In the more decent examples, there were also cases of ghosts who thumb-printed with palm kernel nuts. That changed in 2015 with the introduction of the card reader and the requirement of full biometrics. The problem was that under the 2015 Electoral Act, the use of the card reader, which digitised voter data and also facilitated biometrics collections, was only a regulation, an expediency if you like, not contained in the Act. But like a child that had been born, the pregnancy could no longer be aborted, nor the child’s existence denied. On March 26, two days to the last general elections, former President Goodluck Jonathan signed into law an amendment to the 2015 Act, empowering the Independent National Electoral Commission (INEC), to use any device, including the electronic register, to conduct elections. In other words, the expediency became law. It’s been said in some quarters that Jonathan took this step, in spite of himself. His close advisers were betting that the elections would be massively rigged in Buhari’s stronghold and pressed him to sign off the amendment to catch the riggers. He did, but somehow left the law in the closet. The test came later. In spite of the law, two of the greatest unfathomable rulings of the Supreme Court (in the Rivers State and Akwa Ibom governorship elections), the Court still gave
precedence to the manual register against smart card reader. Even though the Court did not say the use of the card reader was illegal, its confusing verdict left enough room for even an educated few to make the convenient case that the court had ruled the use of the card reader illegal. If the National Assembly’s amendments are intended to cure that defect, once and for all, what is the problem with that? The problem is that the National Assembly has weaponised the bill; it has become one more tool in the war theatre between the legislative and executive branch, a theatre that Buhari himself helped to install by his standoffishness at the beginning of his administration. To understand the odyssey of the electoral bill is to trace the feisty legislative-executive relationship, especially the defection of key members of the National Assembly to the opposition. The moment Senate President Bukola Saraki and Speaker Yakubu Dogara decided to leave the APC, anything to undermine the executive, including the electoral bill, was fair game. The long delays (especially in the House of Representatives, where the bill languished for over one year); the four cycles of back-and-forth, which saw multiple amendments and a self-serving attempt to usurp INEC’s role; the omission of even the card reader in the third draft bill passed in August; the disgraceful typographical errors by the National Assembly bureaucracy; the needless multiple postponements of resumption by the National Assembly, all served to bring the country to this sorry pass. Of course, the executive was not blameless. It simply took a leaf from the survival script of the legislature and served a backhand to avoid the booby traps and save its own neck. Buhari said there were serious drafting and scheduling issues with the bill; that signing the bill will create confusion of interpretation; that while he supports the use of the card reader and biometrics, he is opposed to the criminalisation of non-electronic transmission of results, as contained in the bill. An additional concern, according to Buhari and his party, is that whatever the merit of the electronic transmission of results, it has not been tested, even on a limited scale, and therefore should not be deployed in a major election. And, on top of that, he said, signing the bill now will be a violation of Article II (1) of the ECOWAS protocol on democracy and good governance 2001, a consequential factor in the last election crisis in Kenya. Where is INEC in all this? The Commission has said there’s no going back on smart card readers and that the “incident forms”, which dubious officials often exploited as excuse to use the manual method, would not be allowed next year. That should, for now, sufficiently address the concerns on all sides about the potential second coming of Mike Tyson and co. I think the defining question is, what likely danger does Buhari’s non-assent, pose to free, fair and transparent elections next year? Next to zero. The Electoral Act under which Buhari was elected was passed, and tinkered with up till the last minute, by a PDP government. So, why is the PDP worried about contesting under a law passed by its own government? And if Buhari has said he does not mind assenting if the amendments would commence after the next general elections, what is wrong with that? I long for the day when elections would be held without the militarisation and near-complete grounding of normal life; when elections would be held in the morning of a working day and the results are electronically transmitted and declared within the shortest time possible. Not because technology does not have its problems (after all Florida, in the US, is the world’s election recount capital) or that hackers and meddlers have not shown us the perils of technology, but because whatever its flaws, technology increases transparency and confidence in the system, making the vote really count. If, all said and done, the National Assembly believes that we are doomed without the amendments, then it can save us by overriding the President’s veto. Surely, it wouldn’t be hard to find the two-thirds required to do so. Or is this just politics of exaggeration, as usual?

s political campaigns for the series of elections for the long awaited year 2019 begin today, Nigerians are about to witness another round of political fireworks and brickbats, as politicians put final touches to their roadmap to grabbing political power in the new year. Already political brick bats have started flying across the political divide as politicians and political jobbers try to outdo themselves either to gain political advantage or to help the candidate of their interest gain advantage over others. Some political party leaders have also thrown themselves into the fray, with the intention of either impugning the character of the opposition political leaders so that the electorates will not see the platform as a credible platform and the candidate not reliable. This development is already sending ripples across the land and threatening to throw up the kind of bitterness that may not augur well for the polity. For example, recently a video emerged of the Kano State Governor Abdulahi Ganduje allegedly collecting a bribe of $5million from contractors in the state, an allegation that the governor has denied. The interesting part of the scandal is that the video was posted by a journalist, Jaafar Jaafar, the publisher of an online news medium, DailyNigerian. Jafar is said to be a former aide of the former governor of the state, Senator Rabiu Kwankwaso who has been having a running battle with Ganduje over the political control of the state, therefore many have reasoned that if Jafar, a former aide of Kwankwaso is releasing a scandal video of the governor at a time Ganduje is having a running battle with his former principal, Kwankwaso, it stands to reason that there is a political undertone which may not augur well for the state and the entire political system. This is especially more intriguing because the said video was about two years old and now surfacing few months to Ganduje’e second term bid. Now that Ganduje has sued Jafar for defamation of character, it is clear that this bitterness may be taken into the election. Another development that calls for concern in this period of campaign is the running battle that the chairman of the All Progressives Congress (APC), Adams Oshiomhole is having with some governors in his party who are angry that they are not able to have their way during the election. Now, the battle has crossed party line, as the Senate President, Dr. Bukola Saraki has thrown a jab at Oshiomhole, telling him that because of the accusations that his party members are throwing at him, he is no longer fit to lead his party. But Oshiomhole has also thrown his jab, telling Saraki that he is a disgrace to Nigeria’s democracy. Oshiomhole who spoke in reaction to Saraki’s earlier statement, said it was pathetic and irresponsible that the Senate president would resort to ‘petty politics’. He added that Saraki had no moral ground to call for his resignation as the APC national chairman. The APC chairman threatened to sue Saraki if he failed to provide evidence that he actually took
bribes from aspirants. While it is granted that at a time like this politicians must work towards using every opportunity to have an edge over others, there is the need to be conscious of whatever they do at a time like this and understand that if indeed their intention is to do that which will be for the benefit of the people, caution must be the watchword. Politicians must also try their best to play politics by the rule, with the understanding that when they malign anyone there are always consequences which may not end the way anyone can determine or predict. While we call on politicians to stick to issues as they transverse the land campaigning about their plans for the people, it is also important to tell them to make realisable promises and avoid issues that will impugn on the character of other aspirants. We will also like to advise the electorates to be circumspect at a time like this and not be taken in by every promise whether realisable or not, knowing that after election, reality beckons. While it will be difficult to tell electorates not to take money from politicians, it is important to warn that for every vote you sell, you have purchased hardship for the next four years. We are of the opinion that this is a time that the electorates should be wise and not allow themselves to be deceived by any smooth talking politician eager to gain political advantage, and ponder over the fact that those who made promises in the past, failed to fulfill a better part of those promises and not allow themselves to be deceived again.

The Special Task Force (STF), code named Operation Safe Haven (OPSH), has rescued the kidnapped All Progressive Congress (APC) candidate for the 2019 election, in Obi II State Assembly constituency of Nassarawa State, Mr David Ayele, from a forest in Quanpan LGA of Plateau State. Addressing newsmen on the rescue operation, the OPSH Commander, Major General Augustine Agundu, said the victim was kidnapped by a group of armed men at the entrance of his gate and took him to the forest. The commander said the troops intercepted him wandering and upon interrogation confirmed he was actually a kidnapped victim, adding that a ransom of N2 million (two million Naira) was paid by the victim before he was released. “As part of OPSH mandate to rid its area of all criminal activities, troops of the operation 777 patrol at about
8.30 pm on 12 December, 2018 intercepted one Mr. David Ayele, a 56 years old man who was allegedly kidnapped from Lafiya, Nassarawa State. The victim was accosted while wandering about at a location near Aningo within Namu community of pandam forest in Quanpan local government area of Plateau State. “Ayele revealed that he is the APC candidate for the 2019 election in Obi 2 State Assembly constituency of Nassarawa State, and that he was kidnapped by a group of armed men at the entrance gate of his residence while driving into his compound at about 9pm on Sunday 9 December, 2018. The victim further claimed that his abductors were told him they were hired by his opponents in 2019 election to eliminate him and were paid N3 million to do so. “He further revealed that the kidnappers said they discovered he was a just man based on their interaction with him, and would therefore not harm him. However, they requested him to pay them a ransom of N2 million (two
million Naira) to secure his release. The victim was then allowed to place a call to a relation who eventually mobilized the ransom money and took it to the pre-arranged location. The kidnappers confirmed taking delivery of the money before they released him after three days in captivity,” Agundu said. He added that Ayele was thereafter moved to the 332 Artillery Regiment Barracks in Shendam where he was subjected to medical assessment to confirm that he was in good condition before being moved to OPSH Headquarters in Jos. Recounting his ordeal, the APC candidate said the incident was unfortunate but would not deter him from contesting and continuing his political activities. He said it was unfortunate that in Nigeria today political opponents see themselves as enemies rather than cocontestants, adding that one of his opponents could have actually orchestrated his elimination/abduction to get him out of the way so that they can easily win the election.
Enugu residents hail Ugwuanyi on adequate water supply Moses Oyediran, Enugu A cross section of residents of Enugu metropolis has commended Governor Ifeanyi Ugwuanyi of Enugu State for boosting water supply in their areas, stressing that they were satisfied with his administration’s efforts in addressing the essential needs of the people of the state. The jubilant residents, who commended the governor, were those residing in Onu-Asata (Ogui Nike), Uwani, New Haven, Abakpa Nike, GRA, Thinkers Corner, and Iva Valley, among other satellite areas where the Commissioner for Water Resources, Dr. Charles Egumgbe, accompanied by the Special Adviser to the Governor on Water Resources, Mrs. Ikpeama Chibogu and the Managing Director of the state’s Water Corporation, Engr. Chidozie Eze and his team, visited yesterday to inspect the level of water supply. The residents expressed joy that they have been enjoying adequate water supply since the inception of the present administration in the state, unlike in the past when they experience a dearth of water in their areas. Recall that the state government through a status report by the Managing Director of the water corporation, Engr. Eze, disclosed that it now transmits 25,000m3 of water daily to Enugu metropolis consequent upon its recent rehabilitation of facilities at Ajalli and Oji River Water Treatment Schemes. The Managing Director explained that “Ajalli and Oji water schemes presently produce 10,000m3 and 15,000m3 respectively daily”, revealing that “prior to the assumption of office by the present administration, the water supply situations in Enugu metropolis and Nsukka urban were comatose with Oji and Ajalli water schemes almost at the verge of collapse”. He pointed out that the high elevated areas of Enugu such as Nkpokiti, Rangers Camp, Independence Avenue, Ezillo Street, Federal
Government College, Iyienu Street, Rangers Avenue, House of Assembly and parts of Nza Street that have not been supplied water for a long time now, prior to the inception of Ugwuany’s administration, had water within last month and counting, at least once in a week. Reacting on the development, a resident of Onu-Asata, Ogui Nike, Enugu, Mr. Fidelis Ugwueze, who noted he has lived in the area for over 30 years, stated that it was in “January this year that water supply started functioning well”. His words: “We are enjoying it (water). We are enjoying the pump. From January, the pump is functioning well and it is in this regime. The governor is doing well. He is doing quite well. So we have never seen anyone like him. If I am given the opportunity, I will vote for him because he is doing the normal thing”. A resident of Ugbohe in Abakpa Nike, Callistus Ezebuike said: “Today, we thank God for the government of Enugu State that we can see pump (water supply) in December period. We only see it in March and April but this time, we thank God that pump can be flowing in our place. “It flows from morning till evening, the next day from morning till evening. The pump is flowing constantly, everyday, everyday! My prayer is that by the grace of God our governor is coming back. He is a man of the people and the people will vote for him”. In his expression, Mr. Omega Chime, from Onu-Asata, added that “during this Governor Ifeanyi Ugwuanyi’s regime, we have benefited water, so we are enjoying the water in our street. “We appreciate the governor. I want the governor to continue the second term. We are supporting the governor in this our zone. We support him to go for a second term”. In his remark, the water resources commissioner, Dr. Egumgbe, who confirmed the status report recently presented by the state’s water corporation, maintained that Gov. Ugwuanyi’s administration has remained committed to the provision of “this kind of amenity to sustain lives and improve the healthcare status of the people”.

This is as he insisted that Boko Haram was still in control of some Local Governments in the country, contrary to the position of the government that the sect had been decimated. The economist said that the Oil sector, which contributed 9.38 per cent to total real GDP in Q3 2018, down from figures recorded in the corresponding period of 2017 should be restructured by ensuring that finished products are refined from the crude oil the country sells. “There is no organised transport system in the Federal Capital Territory (FCT), if we do, it would be easy to check crime and criminalities in the society. “If you sanitise the political parties, there would be structure, they should be taxed, members should pay dues and it would be complementary investment hub for the government,” said Mr. Uzoewulu. The National Bureau of Statistics (NBS) on Monday released Nigeria’s GDP growth, which
stands at 1.81 Per cent (year-on-year) in real terms in the third quarter of 2018. The report shows that when compared to the third quarter of 2017 which recorded a growth of 1.17 per cent, there was an increase of 0.64 per cent points. Analysis showed that the second quarter of 2018 had a growth rate of 1.50 per cent showing a rise of 0.31 per cent points. In the third quarter of this year, aggregate GDP stood at N33.37 trillion in nominal terms, a performance that is higher when compared to the third quarter of 2017 which recorded a GDP aggregate of N29.38 trillion, thus, presenting a positive year on year nominal growth rate of 13.58 per cent. The nation in the third quarter of 2018 recorded an average daily oil production of 1.94 million barrels per day (mbpd), lower than the daily average production of 2.02mbpd recorded in the same quarter of 2017 by -0.08mbpd but higher than that of the second quarter of 2018 production volume of 1.84mbpd by 0.10mbpd. Real growth of the oil sector was –2.91per cent (year-on-year) in Q3 2018 indicating a decrease of –25.94 per cent points relative to rate recorded in the corresponding quarter of 2017.

2019 Election: INEC cautions voter education officers in North Central Idris Ahmed, Lokoja
As part of preparation for credible, free and fair election in 2019, the Independent National Electoral Commission (INEC) held a capacity building workshop on Thursday in Lokoja for its voter education and desk officers from the North Central zone. Resident Electoral Commissioner for Kogi state, Professor James Apam who declared the workshop open explained that the exercise became necessary in view of the new dimension politicking has taken, with rumours flying regarding the rules guiding the conduct of the election. Professor Apam stated that the commission is worried over allegation of vote buying by politicians and other unwholesome electoral malpractices and has to device ways to checkmate the ugly trend. He explained further that INEC in concert with security agencies is poised to halt the menace especially through effective voter education and proper security alertness. Protesting Jewish worshipers: Police arraign 51 over terrorism Sunday Nwakanma, Umuahia The Police yesterday arraigned 51 Jewish worshipers arrested Tuesday, before an Umuahia Magistrate Court over act of terrorism. Anthony Nwofor said the offence is bailable, noting that ab initio, the prosecution would have taken the matter to the High Court for appropriate actions, noting also that coming to the magistrate court is another way of punishing the suspects. Citing the case on similar matter in Awka, Nwofor said the group was granted bail, stating that keeping them longer is an illegality.
He rejected the charge of Terrorism levied on the worshipers as their offence is not a capital one, adding that the issue of withholding charge does not apply, as relevant legal authorities in the country have ruled out that. According to him, belonging to a religion is not a capital offence and assured that at the High Court, he press for bail within one week. Earlier, the prosecuting counsel, and Police O.C. Legal, Adeyemi Olukoye had argued that the suspects be denied bail as their offence is a capital one. In his ruling, the Presiding Senior Magistrate, Idika Udo Kalu said his court lacked the jurisdiction to try the matter and directed that the case file be transferred to the State Director for Public Prosecution for onward transfer to the High Court. He adjourned the matter till 24th January, 2019.
The Taraba State All Progressives Congress (APC) Governorship flag bearer for 2019 general elections, Senator Sani Abubakar Danladi has warned his numerous supporters against acts that may lead to electoral violence as the elections draw nearer. Senator Danladi, a former Deputy and Acting Governor of the State, gave the warning yesterday while addressing a large crowd of people who welcomed him in Jalingo, the State Capital. The governorship hopeful also cautioned the youth to desist from thuggery and conduct themselves in a peaceful manner during the elections, saying that no one should carry any weapons. While advising that their weapons should be the possession of Permanent Voter’s Card (PVC), Senator Danladi however urged the people of the State to re-elect President Muhammadu Buhari (PMB). 2019: Court of Appeal confirms Rivers APC won’t field any candidate .Affirms disqualification of Tonye Cole, other Rivers APC candidates

The Court of Appeal, Port Harcourt Division on Wednesday confirmed that the All Progressives Congress (APC) in Rivers State would not field any candidate during the 2019 General elections when it dismissed the appeal filed by the factional Rivers State APC Governorship Candidate, Mr Tonye Cole. The Court of Appeal also confirmed the judgment of Justice Chinwendu Nwogu that Rivers State has no ward executives, local government executives and State Executives as it dismissed the appeal filed by Rivers State APC State Chairman, Mr Ojukaye Flag Amachree. The Court of Appeal Special Panel Chaired by Justice Abubakar Yahaya dismissed the two appeals for lack of merit. The third appeal which centred on the judgement by Justice Chinwendu Nwogu was dismissed because it was filed out of time and therefore statute barred.

Moses Oyediran, Enugu The Nigeria Immigration Service (NIS) Enugu state Command has advised foreigners resident in parts of the state in possession of the Permanent Voters Card (PVC) to surrender it voluntarily to the organisation or risk prosecution if apprehended. NIS urged all those affected in the state to feel to return the cards to its offices in the 17 local Government Areas in the state or to the state Command office in Enugu. “We will not arrest or prosecute you, provided you returned them voluntarily. I want to use this medium to advise those of you in possession of the PVCs to return them to our various offices, so that we will return them to the appropriate quarters because if we discover them with you after this notice and information, you will be prosecuted” the Comptroller warned. Addressing representatives of non Nigerians residents in the 17 council areas in the state, the NIS Comptroller, Barrister Sam Chinda stated that it’s a serious offence for any foreigner to posses the PVC or participate in the forthcoming general elections.
“You must also not allow yourselves to be induced or use as political thugs by Nigerian politicians during the sections, because if you are caught, you will face the music, make sure you stay away from voting points,” he advised. He said the Comptroller General of the Service (CGS) Muhammad Babandede, has directed all state Comptrollers to ensure that non Nigerians do not participate during the polls in their respective Areas of responsibilities. “The essence of this meeting is for me to know you the leaders of the non Nigerians in the various local government Areas of Enugu state, as well as pass this information to you for onward passage to your people, because it is possible that some of your people may have gotten the PVCs ignorantly, without knowing its implication, According to the Enugu NIS boss, “The Economic of West Africa States (ECOWAS) protocol permits citizens of member states to move freely in and out of member nations. “While in Nigeria, you must be properly registered with the NIS, have valid means of identification and obey laws of the land’, he said.
He however harped on the need for all foreigners to always do the needful immediately they come into the country especially on the issue of proper registration with the service so as to avoid arrest and repatriation during its routine raids. “It is only when you do the proper registration and all the necessary things expected of you, that you can get the ECOWAS NIS resident card. Chinda, had also charged the DIOs to always avoid acts capable of dragging image of the Service to the mud, stressing that as Ambassadors of the establishment in the 17 council Areas of the state, they must project the image of the organization in good light at all times. “You must lookout for this non Nigerians in possession of the PVCs in your respective council Areas” adding that they should apply diplomacy in retrieving the cards. “As you all know, NIS has a great role to play in the 2019 general elections, and that is why we must join hands with the federal government through the Independent National Electoral Commission INEC to make it a huge success,” he said.

Addressing a press conference in Uyo yesterday under the aegis of Akwa Ibom Leaders Vanguard led by senator Anietie OKon, the Elders accused the federal government of what they described as ‘untoward abuse of the Nigerian constitution’ by the APC led federal government occasioned by flagrant abuse and meddling in matters that affect inviobility of the federating units. Referring to the recent plan by the Economic and Financial Crimes Commission (EFCC) to arraign the National President of Nigerian Bar Association (NBA) Paul Usoro (SAN) the elders said such interference was an unnecessary persecution and witch hunting as the legal luminary was engaged by the state government before Governor Emmanuel took over as Executive Governor of Akwa Ibom. Senator OKon also accused the federal government of conspiracy with federal institutions to frustrate the state and entire Niger Delta region from receiving their statutory funds for developments He listed the federal institutions to include Department of Petroleum Resources (DPR), Federal Account Allocation Committee (FAAC) as well as Nigeria National Petroleum Corporations (NNPC) which the Elders blamed for inability to ascertain the correct quantities of both crude and natural gas produced from the region.
APC postpones governorship campaign in Kwara over insecurity Kehinde Akinpelu, Ilorin The Kwara chapter of the All Progressives Congress (APC) on Thursday postponed its plan to launch Alhaji Abdulrahman Abdulrazaq’s governorship election campaign over insecurity issue. The campaign was scheduled to hold in Kosubosu, the headquarters of the Baruten Local Government Area of the state, before the abrupt cancellation. Kosubosu is a border community with the Republic of Benin which is a journey of more than five hours from Ilorin. Journalists and party supporters had gathered on Thursday morning for the political journey when a member of the Media Committee, Kayode Oyin-Zubair, conveyed the decision of the party to the media men. The party postponed the programme due to an alleged plan by some thugs to scuttle the event. However, Mr Kehinde Musa, a party supporter in Kosubosu, expressed dismay over the postponement of the governorship campaign.

Court jails 3 fraudsters over N12.5m fraud Andrew Orolua, Abuja
Three fraudsters, Oluwalusi Kikelomo, Ezean Chukwuebukai Lawrence and Magbo Chukwujekwu Hillary were on Thursday sentenced to various terms of imprisonment by the Federal High Court in Benin City, Edo State for fraudulent activities. Justice M. G. Umar convicted Kikelomo and sentenced her to six months imprisonment following a plea bargain and her plea of guilty to a one
count charge of stealing and obtaining by false pretence. All assets recovered from her as proceeds of crime are to be returned to the victim. Ezean Chukwuebukai Lawrence was sentenced to two months imprisonment for fraudulently obtaining the sum of N168,000.00 from the bank account of one Okosun Christiana. While the second accused person, Magbo Chukwujekwu Hillary is to served two months in imprison for his role in obtaining N168,000 from the bank account of one Okosun
Christiana. In a related development the Economic and Financial Crimes Commission (EFCC), Ibadan office yesterday arraigned Akinwunmi Akubulejo and Dominic Obinna Ebisike before Hon. Justice P. I. Ajoku of the Federal High Court of Oyo State, sitting in Ibadan on a 10-count charge bordering on obtaining money by false pretence and money laundering. The defendants pleaded not guilty to their charges and the matter was adjourned to February 27, 2019 for trial.
The All Progressives Congress (APC) has told the major opposition party, People’s Democratic Party (PDP) to be pro-people policies in its campaign and not killings. The ruling party in a statement on Thursday at the party secretariat in Abuja through its spokesman, Lanre Onillu said that the PDP in its latest ignominious campaign of falsehood is attempting to distort facts on the security record of the President Muhammadu Buhariled administration. The PDP National Chairman Uche Secondus in a recent television interview declared that under the APC administration, more Nigerians have been killed than during the Civil War that ended in 1970. The party said: “Sadly, this kind of blatant falsehood has become the favourite pastime of the PDP. “If we are to join the PDP in their mindless game of playing politics with the state of insecurity, we would be pitching the number of casualty during the civil war with what Nigerians witnessed under PDP. As a Party, we would rather engage the PDP on the number of completed projects and pro-people policies we have embarked on as a government for the benefit of the country”.
Court convicts Al-Khairat Motors for violating Money laundering Act Andrew Orolua, Abuja Justice S.I Mark of the Federal High Court Kano State on Thursday convicted AlKhairat Motors of one count charge bothering on Violation of Provisions of Money Laundering (prohibitions) Act and reserved sentencing. Alkhairat was convicted for non compliance with the provisions of money laundering Act which mandated Designated Non Financial Institution to report and register with the Special Control Unit Against Money Laundering (SCUML). The charge brought by the Economic and Financial Crimes Commission (EFCC), read ‘’ That you, Al-khairat Motors, sometimes in November 2016, at Kano within the Kano Judicial Division of the Federal High Court, being a Designated Non Financial institution failed to comply with the requirements of customer identification and the submission of returns on the sale of one unit of Honda Civic to one Ibrahim Usman at the rate of One Million Naira (N1,000,000.00) as specified under the Money Laundering (Prohibition) Act, 2011 (As Amended) within 7 days from the date of the transaction, and thereby committed an offence contrary to section 5(6) of the Money Laundering (Prohibition) Act, 2011 (As Amended) and punishable under section 5(6)(a)and(b) of the same Act. Abba Ismaila Garba the owner and managing director of Al-khairat Motors pleaded guilty to the charge. Prosecution counsel Samuel Chime asked the court to convict and sentence the defendant accordingly.

Senate approves $1bn to complete Ajaokuta Steel Company Tunde Opalana, Abuja Completion of the Federal Government owned Ajaokuta Steel Company in Kogi State is in sight as the Senate on Thursday approved a sum of $1billion to make the flagship steel firm operational. The upper chamber also directed that the fund is sourced from the Federal Government share of the Excess Crude revenue. Also, the parliament directed that all loans or grants from time to time made to the country for the completion of the Company should be accommodated. This was consequent upon the passing of the “Ajaokuta Steel Company Completion Fund Bill, 2018 at plenary. The Bill which was earlier passed by the House of Representatives and referred to the Senate for concurrence was presented by Senate Leader, Senator Ahmed Lawan for approval. The bill recommended that the monies in the Fund shall be applied by the minister subject to appropriation by the National Assembly only for the purpose of :”The construction, improvement, extension, enlargement and replacement of infrastructure and works, including the provision, acquisition, improvement and replacement of other capital assets required in respect of or in connection with the completion of the Ajaokuta Steel Company project; the acquisition of land and of any right or interest in or over land and in respect of the use of any invention and the carrying on of any survey, research or investigation preparatory to the under taking of any such purpose as is referred to in paragraph (a) and (b) or the formation of any plan or scheme for the development, improvement, of Ajaokuta Steel Company project.” Deputy Senate President, Senator Ike Ekweremadu, who presided over the session, said that the Bill if signed into law, would go a long way to facilitate the quick completion of the Ajaokuta Steel project.
Air Peace extends wings to MM2 January Chukwuemeke Iwelunmo Air Peace has perfected plans to move a part of its flight operations to the Murtala Muhammed Airport 2 (MMA2), Lagos on January 2, 2019, to position itself for better service to its customers. The airline, which has its central hub at the General Aviation Terminal (GAT) of the Murtala Muhammed Airport, Lagos, said it would now operate its Lagos-Akure, Lagos-Asaba, Lagos-Kaduna and Lagos-Port Harcourt NAF Base flights from MMA2. MTN, CBN dispute will be over soon – NCC Ladesope Ladelokun The Nigerian Communications Commission (NCC) has assured that the dispute between South African telecoms giant, MTN, and the Central Bank of Nigeria (CBN) was being resolved and would soon be over. This is even as Telecommunication Company has paid another N165 billion out of the N330 negotiated fine imposed on it by the Nigerian Telecommunications Company (NCC). Speaking with journalists at a breakfast meeting on Thursday in Abuja, the Vice Chairman of NCC, Umar Danbatta, said the issue was being
resolved amicably and expressed the hope that the issue will be over “as soon as possible According to Mr. Danbatta, “$8.13 billion is a CBN issue, another regulator, I heard reliably that this will also be amicably settled because what affects MTN will have serious consequences for the telecommunication sector.” He said the Nigeria government was disposed to an amicable resolution of the matter, saying the government is flexible on the issue. ”Government is always disposed to finding amicable resolutions to issues of this nature, showing flexibility to the resolution of issues of this magnitude, issues that will bear on the economy.” The Central Bank of Nigeria (CBN)
on August 29 sanctioned MTN Nigeria Communications Limited and four commercial banks for alleged financial infractions and demanded a refund of about $8.13 billion (about N2.5trillion at N306.15 to $1) allegedly repatriated illegally out of Nigeria. But on August 30, MTN rejected the directive in a statement, insisting it was not guilty of any wrongdoing. On September 10, MTN filed a suit at the Federal High Court, Lagos against the CBN to contest the sanction. Hearing of the case was later adjourned to December 4. Later on November 14, MTN announced it had opted for an out of court settlement. Earlier, the MTN group was
sanctioned with a $5.2 billion fine by the Federal Government of Nigeria through the NCC in October 2015. The telecom regulator imposed the fine (N1.04 trillion) on MTN Nigeria for not complying with government’s rule on deactivation of unregistered SIM cards. MTN was sanctioned for not disconnecting about 5.1 million improperly registered lines in its network by the stipulated deadline. After several appeals and negotiations including diplomatic intervention by the South African government, a settlement agreement reduced the fine to N330 billion. MTN Nigeria has since paid N165billion, which is about 50 percent of the fine, to the government.
NDDC urges US to support peace efforts in Niger Delta The Niger Delta Development Commission, NDDC, has appealed to the United States government to support programmes that would enhance peace and security in the Niger Delta to facilitate sustainable development in the oil-rich region. The NDDC Managing Director, Mr. Nsima Ekere, made the appeal when a delegation from the United States Consulate in Lagos, led by the US Consul-General, F. John Bray, paid him a courtesy visit at the Commission’s headquarters in Port Harcourt. Ekere emphasized the need for an enduring peace in the Niger Delta region, stating that security was critical for development and growth. He noted: “It is noteworthy that you are coming at the onset of our political season. We
expect some assistance from the US government. We have specific concerns in the Niger Delta, especially during an election period like this, principally in the area of security. “The US government can use its influence to prevail on our politicians to allow democracy to thrive in Nigeria. If politicians can be made to play by the rules, it will help in the process of maintaining peace and security during and after the elections.” The NDDC boss said that the visit of the US Consul-General was re-assuring as it showed that the US government was always thinking about and working on the ways to collaborate and deepen the conversation on the challenges and growth of the Niger Delta region.
Ekere remarked that the NDDC had in the last two years recorded some tremendous achievements in the area of development in the region. He recalled that at a previous visit of the Consul-General at the inception of the current NDDC Board, the Commission had just rolled out its reform agenda, adding: “We have since made tremendous and appreciable progress in reforming the Commission to be better placed to deliver on its mandate to the Niger Delta people and Nigerians. Ekere lamented that “a lot of the youths because of the challenges of unemployment and poverty, lend themselves to be used by politicians as thugs.” He remarked: “Most times what
makes the political process explosive and dangerous is the attitude of some sit tight officeholders who do not believe that the political process should be a referendum by the people on their performance in office. “The reason the constitution allows us to have a chance to conduct elections every four years is so that those that did well could be considered to continue, while those that did not perform well should be kicked out. They should be honest enough to allow that process to evolve so that the citizens can have their say in the governance system.” In his remarks, the United States Consul-General in Lagos, Mr. John Bray stated that the US government was committed to ensuring credible elections in Nigeria.

FRSC charges airport car hire operators to be good ambassadors Chukwuemeke Iwelunmo The Federal Road Safety Corp (FRSC) has charge members of the Airports Car Hire Association of Nigeria (ACHAN) to be good ambassadors of Nigeria as they occupied a strategic position in the county’s gateway. The FRSC urged the limousine operators to desist from acts capable of smearing the country’s good image before visitor as well refrain from consuming psycothopatic substance that will inhibit their good judgment while driving. Speaking at a rally to mark the ember months activities and for drivers at airport limousine park across Nigeria airports, the Murtala Muhammad Airport, Unit Commander of RS2.110, Airport Command, Mr. Judge Daniel explained that the Corp was ready to discipline any driver found to contravene anyone caught against driving regulations around the country airports. Any attempt by Buhari, INEC to subvert people’s will in 2019 will be resisted – Sodje Chief Chris Sodje is the National Coordinator of Atiku Presidential View, a support group for the presidential ambition of former Vice President and presidential candidate of the Peoples Democratic Party (PDP) in the 2019 election. In this interview with OLAWALE ROTIMI, Sodje urges the Independent National Electoral Commission (INEC) and President Muhammadu Buhari not to do anything to subvert the will of Nigerians in the coming presidential election, saying such attempt may lead to revolution. He also speaks on other sundry issue. There have been various critics on INEC’s credibility to conduct a free, fair and credible election in 2019. What is the view of Atiku’s camp on this? Whether I believe they can do it or not is a bit immature. If the people come out in support of his Excellency, Alhaji Atiku Abubakar, INEC will have no choice but to announce the true winner. Moreover, I believe that if Jonathan can step down for Buhari, why will Buhari not step down for Atiku if he wins the election? Once you are defeated in the contest you have to step down. Of course if we look at the trends of INEC’s works over few years we will express doubt on their capacity. For instance, look at Ekiti State election and others, you will realise it was a rip on our democracy. What happened in Osun State was the highest level of infringement I have ever seen. Also, what happened in Kwara State is another one. But those ones are what I call isolated cases. I believe that in the coming general election they will not have the kind of man power they deployed to those states to rob the oppositions. I don’t see how they will do that. I do not see how they can use the federal might to manipulate the voice of the people in 2019. INEC and Buhari should be warned today, there is a limit to human endurance, when you take people for granted for too long they will revolt. If he doesn’t want to see the biggest revolution after the Nigeria civil war of 1967 he should think of doing what is right. Do not subvert the will of the people. Make sure INEC does what it does best. Once you see the result is not favourable be honourable like Goodluck did and take a bow. Moreso, the man is even too old for the position, we are hearing today that he is 77 or so. He cannot tell us his real age. On paper he is 77, but we know he is 80 years and above. We cannot continue like that. Atiku is 72, at the end of his first tenure he won’t be 80 yet still. Out of two evil you choose a lesser evil. We expect Atiku to give way after the first tenure to somebody younger. We are not saying he will run for two terms. He even said he will run for one term. By 2023, we will be looking towards a younger person to take over. But do you think Nigeria’s problem can be solved in 4 years by Atiku? We are not looking at solving problems immediately. We are looking at ameliorating the situation. It will take a long time to solve the problem of this country. Nigeria’s problem is not small. With the right person we will move things forward. We did not see anything good in this government. Tell me one positive thing that has been done by Buhari. If you call him here now, he would say he wants to fight corruption. What happens to health care, education? At the last count we have lost over nine million jobs, and they keep promising to give us three million jobs every year. Everything Buhari promised is the reverse. He promised to reduce fuel price but it became 145 per liter. We do not know how to move from here, yet they are making promises. They say they want to move us to the next level of poverty, next level of no education, look, ASUU is on strike, there are more children out of school now than Jonathan’s term. Is this what we will vote back for continuity? On the corruption fight you just mentioned, won’t Atiku fight corruption during his own time? Well, you see people do not understand what it means to fight corruption, perhaps Buhari does not understand what it means to fight corruption. To fight corruption doesn’t mean you hold them into jail. Where is Ganduje? Is Buhari fighting corruption, where is Akpabio? Tinubu, Amaechi? These are people who have questions to answer but are being covered by the same government. APC is the haven of the Nigerian corrupt politicians all of a sudden. When you have sin and you move to APC your sins are cleaned all of a sudden. It has failed! Nigerians are wiser now. They believe Buhari is not fighting corruption but building a political empire which has crumbled. APC will go into oblivion come 2019, it will
stop existing. It’s not because I wish it, it is what will happen. They are doing institutional framework. They cannot bring policies that will help our sectors. We are in a war, never in the history of this country have we had the kind of IDPs we have now. This Is where Alhaji Atiku Abubakar comes in. He has told us how he will fight corruption. He will provide jobs and the likes. These are the things Waziri of Adamawa will look into. In a year and half you will see the turn-around Nigeria will record. He has done it before so he will do. It seems PDP in its plans have sidelined the South West. Don’t you think this will affect support from the geopolitical Zone? South West and other geopolitical zones in the country are the same in the hand of PDP and Atiku. The fact that the current regime gave them Vice President doesn’t mean anything. Look at it so far, what has the region benefitted from this government? Is it the N10,000 they are sharing few months to election that you want to call an achievement? This will never happen in Atiku’s time. He understands the whole thing very well and he knows every region in the country is very important and for this they are all in his plans. His wife is from this region and definitely he wouldn’t want to back it. Atiku believe in Nigeria as a country not a region or geopolitical zones. On Saraki’s return to PDP, don’t you think what befell APC may befall PDP later in future? People always talk about individuality and individualism, where people look at their individual interest above that of the general public. I don’t think the PDP does that. PDP institutionalised things judging from the past years, in the last primaries, APC have not woken up from their problems, but PDP had theirs seamlessly because they understood the ethics of democracy. Look at the way Atiku and Saraki were treated in APC, they didn’t go for their personal interest, they went for the betterment of Nigeria. They do not come into this race to make money, because they already have it. But they want to make a name and make wealth for Nigeria. They have realised that no matter how wealthy they are, they will not be saved during the revolution because it is going to be a revolution between the poor and the rich, so they want to bridge the gap. We have even killed the middle class in Nigeria. Atiku has what it takes to revive this country. Saraki knows what it takes. These are the people who understand what it takes to take us from where we are now to where we supposed to be. Nigerians will become prosperous and Atiku will lay that foundation very soon. What is Atiku’s plan on women’s involvement in his government if he wins in 2019? Atiku is a people’s person. A man who came out to tell you his wife belongs to the kitchen and the other room. A man whose wife belongs to the kitchen, how will he see other people’s wife? He even banned his wife from talking to the press, how can the First Lady of the Federal Republic of Nigeria not talk to the press? Since then we have not heard the woman speak. Charity they say begins at home. I don’t want to believe President Buhari is a wicked person, but I believe that he is now so old. Diminishing returns happens to everyone. He has gotten to the level that he is diminishing. The best thing for Buhari is to chicken out, for him to rest, monitor his home and all. To be in the thick of things at over 80 years I don’t think is the best, if Federal civil servants are retiring at 60 and Buhari at 76 on paper but 80 real life is saying he wants to continue, I think it is an aberration. It is not something we should look forward to. Then where is that place of youths, they say Nigeria youths are lazy therefore it’s only old people that should be placed in position. The Kogi State governor is a youthful one but the people are not better for it.

Kogi senatorial candidate alleges assassination attempt, seeks arrests of APC opponent, LG bosses A Social Democratic Party (SDP) Senatorial candidate for Kogi Central District, Barrister Natasha Akpoti has called on the Inspector General of Police, Ibrahim Idris, to invite the administrators of Okehi and Adavi Local Government Areas of Kogi State, Hon Abdulraheem Ozovehe Ohiare and Hon Joseph Omuya Salami for questioning over an alleged assassination plot, destruction of campaign posters and billboards. She accused the duo of allegedly instigating series of criminal activities leading to violence, civil unrest, vandalism and threat to life in Kogi State. In a petition to the inspector General of Police, dated, 3rd December, and made available to the press, Akpoti urged the police chief to arrest and prosecute some alleged political thugs identified to be members of the All Progressives Congress (APC), Kogi State chapter. Akpoti named some persons in the petition to the Police boss, who she alleged were involved in the said destruction of her election materials and beating of her supporters in the state. In the petition titled “The destruction of Our Candidate’s campaign posters, banners, billboards, intimidation of our members and destruction of our gatherings”, Akpoti gave details of how APC candidate and supporters destroyed her billboards and posters. She also accused the APC senatorial candidate, Alhaji Yakubu Oseni , and others of removing and destroying her campaign materials and chasing her supporters away from the venue of their meetings. She alleged in the petition that “On Sunday, December 9, 2018, some hoodlums closely associated with the Adavi Local Government Administrator, Hon Joseph Salami stormed the venue of our ward meeting at Alhaji Badams Compound, Inorere in Adavi Local Government Area with arms and ammunitions. “They chased our members with their weapons, stoned some of the women, set ablaze the plastic chairs they were seated on and destroyed some properties belonging to our coordinator and host, Mr Badams Abdulrahaman. This happened in the presence of four policemen after we have written officially to the Divisional Police Officer to notify him of the meeting in our letter dated December 7, 2018 which was acknowledged and the same notification was conveyed to the Area
Commander in charge of Adavi Local Government” she said. Akpoti also accused some others whom she also named in the petition to the Inspector General of plotting to assassinate her. “On the 22nd of September 2018, our candidate, Natasha Akpoti averted attack as APC thugs invaded Ihima Youth Summit organised by the youths of Ihima Community when hoodlums allegedly under the sponsorship of Kogi State Government aided by the Okehi Local Government Administrator invaded the Ihima Youth Summit. They destroyed some of the items prepared for the events while the organisers were putting plans together to set the venue before the arrival of their guests among which was the Ajaokuta Steel Company Advocate, Barrister Natasha Akpoti” The Kogi Central SDP senatorial flag bearer recounted that “on October 22 in Okehi, a reported case was instituted by our party to the DPO and the Zonal Area Commander in charge of Kogi Central Senatorial District where our supporters {Enimire Ojo, Bello Mohammed Sadig and his wife Hajarat Adams) were beaten, maimed while Abdulazeez Abdulkareem, Abubakar Salami and Adamu Yusuf were arrested by Okehi Division Police Officers allegedly on the order of Okehi Local Government Administrator, Hon Abdulraheem Ozovehe Ohiare. “On subsequent days after the incident, we had some of our supporters which include Haruna Bashiru, Onimisi Ahaad, Habib Adinoyi Umar, Haruna Babana being threatened by thugs who are associated to the Okehi Local Government Administrator,” she said addin that some others on 30th of October also She aqlos demanded that the ruling party in the state should write undertaking on peaceful campaign and elections. “That henceforth, the APC agents and other political parties should be refrained from tampering with SDP/Natasha campaign materials and rallies or any other constitutional gatherings of our members and supporters.” The senatorial hopeful urged security agents to hold Kogi State Government and Alhaji Yakubu Oseni responsible for whatever happens to her and SDP faithful in the state. The de-politicisation of the women’s movement is extremely dangerous for the future of African women, writes Al-Karib
The dangers of NGO-isation of women’s rights in Africa Hala Al-Karib The emancipation of women is one of the most significant aspects of social and cultural transformation around the world. Women are gradually moving to occupy more space in the public arena. However, in Africa, the history and current dynamics of women’s emancipation movements are off the radar and often poorly documented beyond women associated with political parties, liberation movements, or NGOs which receive funding from the global North. For years, African women have broken through multiple layers of alienation and repression, enduring slavery, colonialism, post-colonial state patriarchy and victimisation, further compounded by cycles of armed and civil conflict that have forced women into roles as combatants, survivors and victims. The engagement of women in reconciliation and inter-communal peace is sidelined and superficially addressed in political processes. Over the past 40 years, women particularly poor women who are the majority of the continent’s population - have struggled with the impact of privatisation and open-market economies which, in turn, affected women workers, teachers, midwives, healers, farmers, and cattle herders. They all lost their work in some form or another, as well as the opportunities to progress and engage in independent collective feminist movements. For example, in Sudan and South Sudan, midwifery, nursing and teaching jobs were predominantly filled by women who had strong unions during the 1960s and 1970s. These unions served as incubators for the feminist movement, where working women with access to rights discourse and collective actions took initiative to spread the message of women’s liberation and sought to lead
by example. Yet these jobs and the unions that accompanied them have totally collapsed since, with generations of women becoming un/under-employed and forced to surrender to dark social and economic realities. By the 1980s and 1990s, the collapse of trade unions and privatisation led to, among other things, polarisation and armed conflicts across the region - exacerbating the problems faced by vulnerable women. Those who were forced to adjust - commonly by migrating to urban centres and across borders in search of alternative work - assumed any form of livelihood available to them, such as vending, domestic work, petty trading and low-paid service jobs. Subsequently, the women’s movement lost its collective power. Women lost their solidarity, their connection to each other and most significantly and sadly, their capacity to engage in politics collectively because they had been uprooted, displaced and polarised. The civil space in the Horn of Africa is now fully occupied by NGOs. For the past 40 years, we have been living in times of what I regard as “the NGO-isation of civil space”, where the language and rhetoric of gender equality is mostly generated by international NGOs. The challenge of NGO-isation is that it is predominantly subject to the imagination, assumptions, and interest of Northern funding institutions and their surrogates. For example, challenging female genital mutilation (FGM) has been a priority issue that dominated the work on women’s human rights across the Horn of Africa for over 40 years - meaning that to be an activist for women’s rights and gender equality, one is obligated to work on and speak out about FGM - constructing a distorted view of what it means to be a women’s rights activist and institution. This has occurred despite the fact that women in this region have a long
history of political and social struggle, which endures to this day. Yet most Northern institutions reduce women’s rights and violations against women to a one-dimensional fight against FGM. Without a doubt, FGM is a violation of women and girls’ rights - but it is a symptom of a deeply-rooted culture that seeks to undermine and subordinate women by controlling their bodies, a culture that has been nourished and fed by ultraconservative political regimes. Nobody needs the headache of politics Consequently, most women’s organisations turned into passive spaces where people don’t “do” politics. The work on women’s rights has become more focused on PR and the presumed activists became elites competing over resources and privileges. In this context, the rhetoric of gender mainstreaming becomes a box-ticking exercise while minimising the root causes of women’s subordination and the politics behind that subordination. The few publicly-aware activists become the outsiders, bearers of bad news, and are often labelled as too difficult - too political. This de-politicisation of the women’s movement is extremely dangerous for the future of African women. It has already influenced generations of younger women in our part of the world, causing them to aspire to work for NGOs on women’s rights to claim social and economic privileges rather than making any meaningful change. In countries where the majority struggle with accessing basic human needs, the local NGO elites use their positions to gain privilege while making a point of avoiding the pain of politics. But the conversation about women’s rights and building the women’s agenda cannot be attained without political activism. #MeToo in Africa The #MeToo movement has been crucial in exposing settled power relations that relay the subordination
of women. However, even in the Northern context, a movement like #MeToo can easily be aborted and manipulated by the powerful patriarchal system if it is not clearly defined and structured against the patterns of power relations that are designed to undermine women and marginalised people. #MeToo could eventually be co-opted under the current global trends of growing conservatism and socioeconomic polarisation. This is why, as African women, we need to refrain from blindly following Northern dynamics and rhetoric when it comes to the women’s rights agenda, and think very carefully about our own #MeToo movement. The African #MeToo must be based on and informed by the complex realities of our experiences. Women have spoken out in Africa since long ago - but in a vacuum. Our judicial institutions are still lagging behind on human rights and justice and they are predominantly patriarchal in nature. Therefore, it is important for women’s rights activists to foreground their political understanding while pursuing equality and justice. We live in societies where violence is legitimised and deeply integrated into our laws and cultural norms. Polygamy is rampant and most of our countries do not have personal status laws that observe women’s rights and humanity. Sexual violence remains a feature of women’s lived realities. Of late, waves of Islamic and Christian fundamentalism are spreading and finding a fertile playground to institutionalise misogyny in our societies. The question is: To what extent are the current modalities of intervention prioritised by Northern governments and surrogates contributing to women’s movements in the Horn of Africa and elsewhere in the continent? The risks of blindly following Northern dynamics and rhetoric There is no doubt that international support has played, and is playing,
g21 a significant role in enabling the continued existence of a women’s rights discourse in Africa. Nevertheless, Northern support has largely controlled the women’s rights and gender equality agenda along with our imagination, ultimately reducing our capacity as activists to own the conversation. More significantly, the providers of international support have been allowed to decide what constitutes activism’s successes and failures, and who can be recognised as legitimate activists. Thus, many groups without a drop of activist spirit in their blood, whose stance completely contradicts the ideological needs and the essence of feminism and women’s rights, are promoted haphazardly because they comply with the regimented terms of engagement (the rules of the game). On the other hand, activists who struggle to own the agenda have to stay under the radar and are often stigmatised as being “too political”. Moreover, most of the current modalities of Northern support to the South are heavily merchandised. Work on social change and gender equality is gradually being turned into a commodity under the claim of addressing corruption and taking control of resources and spending. In the past 20 years, USAID and the UK government have channelled the majority of their resources to developing countries through private companies. These types of sub-contracting companies who act solely based on financial calculations were put in control to engage on extremely complex issues, including peace and reconciliation, sexual violence, antiterror and others. These entities lack not only expertise and knowledge but also the genuine interest and empathy that would qualify them for a role within local civil society. Today, the engagements between the North and South on women’s rights are not based on solidarity as they are supposed to be. Instead, the rhetoric of gender equality and women’s rights is being used by northern institutions to capitalise on these ideas. Conservatism which is now dominant in many of these institutions is encouraging the depoliticisation of women’s movements, as it has no real interest in a growing African women’s movement and social transformation. This cannot lead to the change we need. We cannot talk about change and movement-building under these terms of engagement. Unless fundamental and brave reforms occur, human rights, women’s rights and social development will be overtaken by merchandise institutions. Women’s movements are political movements. They are about power relations, political positions and goals, engaging in politics beyond mere representation, rather as conscious constituencies that have clear aims and tools for resistance and are dedicated to values of solidarity. Women activists and feminists around the world should always remember that our engagement in women’s rights is based on what we have suffered and continue to suffer. As African feminists and activists for women’s rights and equality, let us never forget that the burden is ours to carry, and to own. Culled from.aljazeera.com

Super Eagles midfielder Oghenekaro Etebo has officially tied the knot with his fiancee, Ebhota Bethel. Etebo tied the knot traditionally with his lovely spouse and mother of his child, Bethel in Warri, Delta State. The quiet traditional wedding ceremony had in attendance Etebo’s immediate family members and friends at the bride’s family house.

National Sports Festival: Biased officiating worry athletes, spectators
Some athletes and spectators at the ongoing 19th National Sports Festival (NSF) in Abuja say they are getting worried at the quality and performance of those officiating at the competition. A cross-section of the athletes and spectators told the News Agency of Nigeria (NAN) at the Abuja National Stadium that low quality and poor performance have led to allegations of bias. Sarah Samuel, an Adamawa female basketball team player, said what she had been seeing had been sickening and appalling. “The performance of some of the referees was appalling. They sided some teams to the detriment of other teams. “I am shocked at what I have seen so far. The officiating I have seen so far has not been fair at all and the referees just don’t care. “The worrying part is that nothing is done if you complain. They only say `sorry’ and continue what they are doing. “This is an aspect of sports I want organisers of the festival to look into now and in future editions,” she said. Deborah Daniels, another athlete, said she has
also witnessed incidences of biased officiating and called on the NSF organisers to conduct standard training for the officials. “There should be training for them on unbiased officiating and professional conduct,’’ Daniels who represented the Plateau female basketball team said. “Poor officiating and, the worse part, officiating to favour one team affect sports negatively, irrespective of what sports activity you are involved in. “I am very worried at the rate it is happening at this festival. I hope the organisers will do something about it fast,” she said. Daniels said she was devastated by the development and expressed the hope that with constant training and punitive measures, sports officiating would improve. Victor Bullet, representing Ondo state in male volleyball and hockey, agreed that biased officiating had been witnessed at the 19th NSF.
