High public sector debt profile dominates Senate 2019 budget debate Continued from page 1 Leader, Senator Ahmed Lawan (APC Yobe), on the pretext that it was deemed to have been read for the first time by virtue of being laid by President Muhammadu Buhari on December 18, 2018. Senate Leader Ahmed Lawan gave an overview of the fiscal document and said the 2019 budget has been designed to carry over projects that could not be completed in the current fiscal year. He commended government’s efforts in cushioning the effects of economic hardship by retaining N500 billion social intervention fund to cater for government social intervention programmes. The Senate leader mentioned that borrowing is becoming increasingly unsustainable. After the lead debate, Deputy Senate President, Ike Ekweremadu cautioned on the dangerous trend while acknowledging the need to address infrastructural needs of the citizenry. He said: “We must be able to caution ourselves before we mortgage the future of our children. Some countries are
already in danger including Indonesia because of the borrowing they had in the past. For every money you borrow, there must be a day for payment. “We must therefore be cautious. Yes, it is important that we address our infrastructural needs through appropriate financing but I believe there are other creative ways of funding these infrastructure including Public Private Partnership and concessioning. “For us to depend on borrowing means that we are putting our future in jeopardy. And therefore, it is time for us to ensure that our debt to GDP ratio must not exceed acceptable level”. Ekweremadu also talked about the budgetary cycle, saying Nigeria has increasingly deviated from the financial year proposed by the constitution. He said: “Section 318 of the Constitution said that the financial year is the period of 12 months from 1st January of every year. Which means it is usually between the 1st of January and 31st of December or any other time as may be prescribed by the National Assembly.
“Over the last four years, the average period for which budget had been passed in this Assembly has always been in May. And I believe it is a very dangerous trend. We must have to go back to the Financial Year prescribed by the Constitution. “The implication of what is happening now is that the Executive consistently has brought the budget quite late, usually towards the end of December or shortly before we leave on break in December. And that makes it impossible for the National Assembly to consider this until sometime into January”. Towards next Assembly, he suggested the need for the Executive and the Parliament to ensure discipline regarding the time to prepare the budget, present and consider it. “Now we know that there will be budget next year. I expect the Executive to start preparation of this budget early enough so that latest by September, that budget would have come. And we will have a month or two to do with it so that the implementation will start early during the dry season,” he said.

Kwankwanso vows to sack workers employed by Ganduje Our correspondent
Thousands of workers employed by incumbent Kano State governor, Abdullahi Umar Ganduje, may be sacked from service should the Peoples Democratic Party (PDP) governorship candidate, Abba Kabir Yusuf, win the March 23 supplementary election in the state. A source close the PDP leader in the state, Senator Rabi’u Musa Kwankwanso, revealed to The Daily Times that the former governor and his new party, the Peoples Democratic Party (PDP), have concluded plans to flush out anybody that joined the service during the administration of Governor Ganduje. According to the source, who pleaded not to be named, the former Defence Minister has directed his son in-law, Abba Kabir Yusuf, to ensure the sacking of the workers. “The former Governor is angry with everybody including civil servants and has vowed to ensure that
those employed by Governor Ganduje, whether at the state or local government level would be flushed out if PDP wins. “In fact, that is one of the first-line actions he is going to take immediately he is sworn-in as the Governor of the state, should he win the election,” the source added. The source further hinted that Kwankwanso, the PDP candidate, Abba Kabir Yusuf and his runningmate, Aminu Abdulsalam, recently held a meeting at Kwankwanso’s Bompai residence where the decision was finalised. According to the source, “they already believe that they have won the election, and that is why they have decided to plot the sack of the civil servants so as to replace them with their own people. “In fact, the party believes that they had won the election before INEC declared the election inconclusive. Kwankwaso declared war on the people he tagged betrayals, particularly, workers employed by Ganduje.”
According to our source, the list of the workers to be sacked contained 765 names from Kano state Internal Revenue Service, 1,000 from Sanitation Vanguard, 125 from Science and Technology Board, many from Kano State Revenue Transport Agency, (KAROTA), 1575 Teachers employed under SUBEB, 1196 Medical officers, 191 Lecturers, 618 Nurses, 300 primary health workers, 289 other teaching staff. Others include 3,781 State Assembly staff, 30 State Emergency Board staff, 114 staff in the Ministry of Justice, 30 staff of Radio Kano, 7 ARTV staff, 6 Conversion/Appointment of corporate security, HMB,PHCB , 5,518. He added that, “so many top politicians in the state who Kwankwanso felt betrayed him, were equally penciled down to be severely dealt with. “As I speak to you, Oga has penciled down the names of so many people he perceived betrayed him, and their heads will roll if the PDP gets to power,” the source said.

The incident, eye witnesses said, occurred at about 10.30 am on Wednesday. As at the time of filing this report, the corpses of the dead victims have been recovered and deposited at the morgue of the General Hospital, Lagos Island, while rescue efforts have intensified to rescue all those still
trapped in the debris, even as the injured have been taken to a nearby hospital, Mercy Hospital, for treatment. Search and rescue operation was ongoing at the collapsed building site at press time through the combined efforts of the Lagos State Emergency Management Authority (LASEMA) and other emergency agencies, such as the Lagos State Ambulance Service, Lagos State Fire Service, Lagos State Building Control Agency and the Federal Fire Service. Others include the National Emergency Management Agency (NEMA), the police, the state Rapid Response Squad, the Nigeria Security and Civil Defence Corps, Nigeria Red
Cross Society and Lagoss State Neighborhood and Safety Corps. The rescue exercise was coordinated by the General Manager, LASEMA, Mr. Adesina Tiamiyu, with the deployment of heavy and light rescue equipment from LASEMA and its stakeholders. The school which was identified as Ohen Nursery and Primary School was located at the last floor of the building. Reacting to the disaster, President Muhammadu Buhari said he is extremely saddened by the collapse of the building, housing a school which left fatalities, particularly of small school children. Mathew Dadiya, Abuja The Federal Government has banned the Boeing 737 MAX 8 and MAX 9 airplanes from flying into the nation’s airspace. The ban follows a fatal crash of an Ethiopian airline Boeing 737 Max 8 recently. Minister of State, Aviation, Hadi Sirika, told State House Correspondents this at the end of the Federal Executive Council meeting, presided over by President Muhammadu Buhari at the Presidential Villa, Abuja. With this ban, Nigeria has joined India, Singapore, China, and the European countries in banning the Boeing 737 Max 8 and Max 9 airlines from operating in its airspace. He said: “Regarding Boeing 737 Max 8 and Max 9 that has been in the news recently, there is no cause for alarm as there is no operator in Nigeria that is using that type of airplane. The Nigeria Civil Aviation Authority, whose mandate it is to issue advisory, has already issued advisory that nobody should fly into Nigeria or out of Nigeria using Boeing 737 Max 8 and Max 9, pending the determination of the actual cause of the crash in Ethiopia and also pending the outcome of the response of the manufacturer, which is Messers Boeing. “Regardless of the enormous safety records of this plane 737, it has caused concern in the world of aviation and you know aviation is universal, whatever affects one affects the other because aircraft will be flying in and out. So, we have issued directive that no operator with Boeing 737 Max 8 or Max 9 should operate into and outside our airports and this is being carried out. “Regarding Air Peace and Arik orders, whether those orders
were confirmed or intent, it is to our knowledge in the ministry that they won’t be in the country until the next two years or so. And this is enough period to sort out whatever problem it is with that plane. The world of aviation will not be sleeping just as we in Nigeria will not be sleeping. And it is normal standard practice that once a particular aircraft type is involved in accident back to back, it is withdrawn from the market and see if there is something they are doing wrong. And if it is confirmed that a particular problem say for instance, landing gear, they will issue an instruction to ground such plane worldwide until the problem is fixed. “So, this case is not different. We pray for the souls of the departed and pray that the industry will continue to be safe and secure. We promise you that we are alive to our own responsibility which is to secure lives and property as a government.” Sirika said the FEC also approved a contract for safety and security equipment and for terminal building in Minna. The first memo approved is for the supply and installations of X-ray machines, cargo scanners and walk through metal detectors at Enugu airport at the sum of N529, 382,700 million with a completion period of 12 weeks. The council also approved upgrade and rehabilitation of the main intake transformer, landing system and domestic transformer of 11 KVA underground circuit at the Mallam Aminu Kano International airport at N719, 332,450 million with completion period of 12 weeks. Sirika said council also approved the award of
contract for the procurement of security and safety projects at the nation’s airports Phase II which include the supply of extreme x-tray machines at the Nnamdi Azikiwe International Airport, Abuja, Mallam Aminu Kano International Airport and Port Harcourt International Airport. The contract sum is N4, 530,955,500 billion. He said the installation of the equipment is in line with International Civil Aviation Organisation (ICAO) standard. He said before the Muhammadu Buhari’s administration, Nigeria’s score was 60 percent on security but currently its score is 96.7 percent on aviation security. He said by May when the administration will be sworn in for its second term, Nigeria’s score would have risen to 98 percent in security and safety according to ICAO. The Aviation minister said council also approved the rehabilitation of Minna airport terminal building which has been abandoned for lack of funding. He said council approved the variation in the sum of N622, 544,326.17 for the completion of the airport in 12 months. Meanwhile, the black boxes from the Ethiopia Airline plane that crashed, killing 157 people will be sent to Europe for analysis, a spokesman for Ethiopian Airlines said on Wednesday. “They will be taken to Europe,’’ Asrat Begashaw said. He said it would be decided “today or tomorrow” which country would receive the boxes. Asrat also said the pilot had reported flight control problems and had requested to return to Addis Ababa, from where the plane took off en route to Nairobi.

Similarly, Lagos State Governor, Akinwunmi Ambode, who visited the scene of the incident at about 2. 45pm, commiserated with families of the victims who lost their lives. The governor pledged the state government’s readiness to offset the medical bills of the injured victims. He said: “I want to commiserate with the families of those that lost their lives in this collapsed building. I want to quickly let Lagosians know that this is quite an unfortunate incident. “All we are trying to do is to scale up this rescue operation. Our response units are already here; we are getting additional cranes to be able to go deeper than where we are now to rescue more lives. “I just want to appeal to people that when we are doing this kind of rescue operation, yes, sympathisers will naturally come, but I want to appeal that they should give the rescue workers the chance to save more lives.” Giving a brief of the situation, the governor said he had received information that the building was a residential complex, with the school operating illegally within the premises, adding that about two floors of the collapsed building sank into the ground. He said most of the buildings in the area had been marked for demolition, but that some property owners in the area defied such notices, assuring that going forward, structural defective buildings would be demolished. “The first observation is that this is an old building and it is only the penthouse and the other floors that we have been able to access to rescue people. “So far, from what I have been briefed, we have rescued about 25 people and some already dead, but we were earlier informed that it was a school; the building is not technically a school, it is a residential building that was actually accommodating an illegal school so to speak on the second floor. “Like we have said, we
have been carrying out a lot of integrity tests on the buildings in this neighbourhood and as you can see, some of them have been marked for demolition, but we get resistance from landlords. But, we must continue to save lives and we would intensify our efforts to see that those that have failed our integrity test, we would ensure that they are quickly evacuated and we bring the structures down,” he said. Governor Ambode also said that a full scale investigation would be carried out immediately rescue operations are concluded, vowing that those found culpable would be severely dealt with in accordance with the relevant laws. “This is unfortunate, but we will investigate what has happened and also see the punishment for whoever are the culprits. That is the secondary level but the most important thing right now is to save lives and I just appeal to people that they should give us the chance to save more lives,” he said. He assured that rescue operations would continue until all victims are rescued, adding that the general officer commanding 81 Division and the brigade commander were on ground to maintain peace and ensure smooth rescue operations. “That is what is important to us and the more lives we save, the better for us,” he said. Thereafter, the governor said his Deputy, Oluranti Adebule, visited the hospitals where some of the victims rescued had been taken to. In a related development, Minister of Health, Prof. Isaac Adewole, has directed all Federal Government health institutions in Lagos State to provide necessary health care support to the state government in ensuring adequate healthcare services to victims of the collapsed building. Adewole, who is in touch with Lagos State officials, also commiserated with families of the dead and Lagos State government, while wishing the injured speedy recovery. This was contained in a statement by the Director, Media and Public Relations in the Ministry of Health, Mrs. Boade Akinola and made available to The Daily Times on Wednesday. Residents of the area where the disaster occurred complained about the increase in illegal schools in the area and they have appealed to the state government to close down such schools. Meanwhile, President, National Association of Proprietors’ of Private Schools, Lagos State chapter, Alhaji Wasiu Adumadeyin, has disowned the school, saying the owners are not members of the association. He said when he heard of the collapse of the school, he thought it was a member’s school in the neighborhood only to discover it was another school.

Reps sets up ad hoc committee on Electoral Act Henry Omunu, Abuja The House of Representatives on Wednesday expressed concern over the inconclusive status of governorship elections and has resolved to take another look at the Electoral Act by setting up an ad hoc committee to review the extant Act. This resolution is consequent upon the adoption of a motion sponsored by Rep. Sunday Karimi, who argued that the Independent National Electoral Commission (NEC) lacks the powers to declare any election inconclusive. Rep. Sunday posited that the electoral guidelines doesn’t empower the electoral umpire to cancel votes at collation centres and that the commission should desist from placing election guidelines above the constitution, and the Electoral Act. “Since the November 2015 gubernatorial election in Kogi State, inconclusive elections have become a demon hunting the Nigerian electoral system, eroding the confidence of the electorate in the electoral system and has become a tool for subverting the will of the people during elections in Nigeria. “Prior to the 2015 gubernatorial election in Kogi State, there were very few isolated cases of inconclusive elections and re-run in Nigeria, due to over-voting in some polling units and wards, and also due to nonvoting in some words. This was the case in Ekiti State in 2009, Anambra in 2010 and Imo in 2011. “The escalating trend of inconclusive elections has cast a shadow on the neutrality of INEC as an umpire in the election process. The frequency of cases of inconclusive elections in Nigeria has created in the electorate a lack of confidence in the election process. “The apprehension and
deprivation caused by the rising cases of inconclusive elections in Nigeria is a potential security risk in the country,” he said. The lawmaker noted that Section 153 of the Electoral Act gives the INEC powers to make regulations, guidelines and manuals for the conduct of elections and as a result, the commission issued the 2015 general election guidelines and the 2019 general election guidelines, as subsidiary legislation to the Electoral Act. “The March 9 general elections out of the 29 gubernatorial elections conducted, five gubernatorial elections in Sokoto, Benue, Bauchi, Kano, Plateau and Adamawa states were declared inconclusive, despite leading candidates having met the provisions of Section 179(2) of the Constitution, thereby causing apprehension, insecurity and eroding the confidence of the electorate in the commission. “We are aware that as a result of the power of the commission to issue guidelines, the INEC 2015 guidelines in pages 2223 paragraph 4, Section N, directs the returning officer to where the margin of win between the two leading candidates is not in excess of the total number of registered voters of the polling units where elections were cancelled or not held, decline to make a return until another poll has taken place in the affected polling units and results incorporated into a new form EC 8d and subsequently record in EC 8e for declaration”. According to him, this provision of the election guideline which was reproduced in the 2019 guidelines is the basis for which the commission whimsically declares election inconclusive. “It a source of concern that paragraph 4 of Section N of the 2015 General Election Guidelines is causing
Dogara apprehension and lack of confidence in the nations electoral system, since Sections 134,179 and 111 of the Constitution provides for the emergence of the winner of Presidential, gubernatorial and area council elections in Nigeria. “The constitution provides that the winner of the election into chief executive offices in Nigeria shall emerge where the winner has majority votes of the total votes cast, scores one quarter of votes cast in each of at least twothird of the votes in all states, local government and wards respectfully. “Also, section 26(1) of the Electoral Act 2010 provides that where a date has been approved for the holding of an election and there is reason to believe that there will be serious breach of peace if the election is proceeded with that day, or that it is impossible to conduct the elections due to natural disaster or other emergencies, the commission may postpone the election and fix a new date for the election. “The combined effect of Section 134,179, 111 of the Constitution and 26(1) as well as Section 53(2) & (3) of the Electoral Act shows that inconclusive elections is not envisaged in our laws, except where there was overvoting in a polling unit, not where votes already cast were cancelled. “The commission should not be allowed to continue to
whimsically declare elections inconclusive,” he added. But, House Leader, Rep. Femi Gbajabiamila, suggested that the House should instead look at ways to amend the Electoral Act with a view of making inconclusive elections irrelevant to the electoral process. “The debate today centered on the interpretation of the law but unfortunately since we run a democracy, we are not empowered to interpret the law but that is what’s done here today. While inconclusive elections should be a thing a thing of the past, how do we get there, it’s to get the electoral law amended within weeks. “The Supreme Court has already ruled on it when INEC used its guidelines to declare the 2015 Kogi gubernatorial election inconclusive by looking at all the processes. So, there’s a position already and they only solution is to amend law and have Supreme Court change its pronouncement. “Even on cancellation of results, INEC is still empowered according to the Supreme Court and that’s how Faleke lost his case. My advice is, let us tarry for a while and allow the arm of government that has the authority and power to come complete its job. We must take a legislative approach through amendment to address all the areas of concern,” he said.

In this instance, I would like to introduce Korea’s health care industry to Nigeria. “Korea has consistently ranked amongst the top five countries for quality healthcare provision by the Organization for Economic Co-operation and Development (OECD) and Bloomberg. The country is ranked first by the OECD for healthcare access and rated as the fourth most efficient healthcare system in the world by Bloomberg. The quality of Korean healthcare has been ranked as being among the world’s best. Satisfaction of healthcare has also been consistently among the highest in the world.” Lamenting Nigeria’s death rate from Cancer, which according WHO will be 75% by 2030, he noted that Nigerian cancer death ratio of 4 in 5 is one of the worst in the whole world with over 100,000 Nigerians are diagnosed with cancer annually, and about 80,000 die from the disease, averaging 240 Nigerians every day or 10 Nigerians every hour, dying from cancer. “However, Korea’s top medical technology has led to a result of five-year Cancer survival rates as 70.6% in 2012-2016 among all cancers. Korea has the highest colorectal cancer survival rate at 76.8%. Furthermore, Korea’s breast cancer’s survival rate is 92.7%, prostate cancer’s survival rate is 93.9%, and stomach cancer’s survival rate is 75.8%. Senate debates militarisation of 2019 polls, demands improved elections Tunde Opalana, Abuja The Senate has resolved to probe the conduct of the 2019 general election by commencing next week, a debate on noticeable infractions including militarisation of the polls. According to the Senate, it found the debate necessary to address issues of impunity in the election process and
proffer solutions as well as suggesting to President Muhammadu Buhari on the need to assent to the pending Electoral Act Amendment Bill. This followed a motion by the Chairman, Senate Committee on Federal Capital Territory, Sen. Dino Melaye (PDP/Kogi West), at the plenary on Wednesday. Standing on order 42 of the Senate rule, Melaye said that the matter
should not go undebated, adding that by debating it, the electoral processes would be corrected. Sen. Melaye said it is imperative for the Senate to debate the conduct of both the February 23 Presidential/National Assembly and the March 9 governorship/state Assembly elections. The senator called on President Buhari to look into the amendment of the Electoral Act, so that
the nation can be put on the part of progress. He said: “Especially the militarisation of the process should not go undebated. We need to correct the process for future elections. And also, the President should consider it necessary to sign into law the Electoral Act Amendment Bill to help put our electoral process on the right path.” Defending the move to

A group of protesters under the platform of Save Nigeria Democracy Group (SNDG) on Wednesday protested to the national headquarters of the Independent National Electoral Commission (INEC) over inconclusive elections in the just concluded governorship election in some states. The protesters said the results from the just concluded elections did not reflect the true voting direction of Nigerians. The protesters who came in their numbers carried various placards with inscriptions such as: “The people’s mandate cannot be stolen,” “Prof. Yakubu must resign,” “Inconclusive election is a shame.” Addressing INEC staff who received the protesters, Leader of the group, Comrade Tijani Abdulmumuni, said it has become necessary for all well- meaning Nigerians to halt and take a critical review of events that
characterized the just concluded elections which he added, portends danger to Nigeria’s democracy. “This latest show of desperation has further strengthened earlier concerns of widespread voter suppression, violence, militarization of the political space and systematic inflation of figures that punctuated the presidential and National Assembly elections. “It also heightens the fear of the dire consequences of the federal government muscling INEC and the nation’s security into turning blind eyes to obvious infractions and violations of constitutional provisions and Electoral Act and the guidelines regulating the 2019 general elections and went ahead to uphold and announce a tailored result that only serve the ruling All Progressives Congress. “We wish to place on record that the monumental electoral fraud, manipulation which have very negative implications on the credibility, transparency and integrity of the entire elections constitute a latent threat to our
democratic development. “Against all known rules of decency and fairness, the deliberate violations which include the widespread nonusage or selective enforcement of the use of smart card reader machines are also an indictment in the sight of the international community. “Other infractions observed nationwide, include the deliberate non-deployment of results sheets to polling centres, the barricade by armed military personnel to deny the agents of opposition political parties access to collation centres, the recording of falsified figures and violent attacks at opposition strongholds,” Tijani stated. The protesters, however, asked Nigerians to rise and reject the results and push for immediate redress. While receiving the protesters on behalf of the commission, INEC’s Assistant Director of Security, Kelechi Madumere, commended the group for a peaceful exercise, assuring them that the commission will do everything possible not to betray the trust of Nigerians.

Embattled former National Publicity Secretary of the Peoples Democratic Party (PDP), Olisa Metuh on Wednesday sacked Onyechi Ikpeazu (SAN) and Emeka Etiaba (SAN), and has engaged a new lawyer, Abel Oziokor to continue his defense in his alleged N400 million money laundering trial at the Federal High Court, Abuja. Oziokor’s appointment comes shortly after Metuh debriefed his former counsel, Onyechi Ikpeazu (SAN), who had been in charge of the case since 2015, when the trial started. Metuh and his company, Dextra Investment Limited are being prosecuted by the federal government over alleged money laundering and illegal receipt of funds from the office of the National Security Adviser (ONSA). At its last sitting, Ikpeazu had informed the court of an application he filed seeking leave of the court to withdraw from the matter. In the application dated March 4 and filed March 5, Ikpeazu had cited what he described as “immense pressure with respect to their appearance in the case” as well as “severe threats to their lives.” Responding, trial judge, Justice Okon Abang then adjourned till March 13 for hearing on Ikpeazu’s motion on withdrawal from the suit.

FG approves €64.7m loan for Kano water project Mathew Dadiya, Abuja The federal government has approved €64,750,000 million loan facility for the Greater Kano Water Project. Minister of Finance, Mrs. Zainab Ahmed disclosed this on Wednesday while briefing State House correspondents at the end of the federal executive council meeting presided over by President Muhammadu Buhari. Mrs. Ahmed said that the approved €64,750,000 loan is from French Development Agency for a national urban water sector reform project in Kano state. According
to the minister, the facility from the French Development Agency will provide portable water for 1.5 million people in the state. She said that the facility is to be implemented by the state water board, adding that “the project is to improve the living conditions of up to about 1.5 million people in the greater area of Kano, including access to quality water and to improve the financial viability of the water board by increasing its revenue and enhancing its governance framework. “The project is to rehabilitate and build the infrastructure needed to increase access to water services to
populations in greater Kano and to help improve key sector reforms for the sustainability of the project,” the minister said. Ahmed said that the Kano state Ministry of Water Resources through a state project management committee would implement the project, explaining that the funding is a facility to the federal government that will in turn lend to Kano state at the same terms of conditions. The conditions include, an interest rate of 1.02 per cent with a repayment period of 20 years and a seven - year moratorium period. There is also a fee of 0.25 per cent for appraisal and a commitment fee of 0.25 per cent.
About N11.59 billion was remitted as independent revenue into the Consolidated Revenue Fund in 2017, a report by the Fiscal Responsibility Commission (FRC) says. The 2017 annual reports and audited accounts of the organization made available on Wednesday in Abuja, said 21 Ministries, Departments and Agencies (MDAs) of remitted the said amount. According to the report, it is an improvement on the N8.27 billion remitted by 21 MDAs in 2016. MDAs with the highest remittances are the Ministry of Mines and Steel Development with N3.92 billion; Ministry of Environment with N3.83 billion and the Federal Road Safety Corps with N1.81 billion. It said that the Ministry of Industry, Trade and Investment remitted N730.6 million; National Office for Technology Acquisition and Promotion remitted N454.8 million; Ministry of Works, N190.9 million; Ministry of Justice, N138.9 million and Ministry of Labour and Productivity, N134.3 million. Others are the Independent National Electoral Commission (INEC) with N106.5 million; National Judicial Council, N52.77 million; Office of the Secretary to the Government of the Federation, N40.86 million; Office of the Auditor-General of the Federation N30.88 million and Ministry of Information, N30.47 million.
Buhari approves second term inauguration committee President Muhammadu Buhari has approved the constitution of the 2019 Presidential Inauguration Committee. Permanent Secretary, General Services Office in the Office of the Secretary to the Government of the Federation (SGF), Mr. Olusegun Adekunle, disclosed this in a statement on Wednesday in Abuja. Adekunle said that the SGF would serve as the chairman while the permanent secretary, political and economic affairs office in the office of the SGF would serve as the secretary of the committee. He said that members of the committee are the ministers of information and culture, interior, foreign affairs and FCT. Others are ministers of defence, health, education, the minister of state for aviation, the APC national chairman and the inspector general of police. Adekunle said that the director general, Department State Services, the commander, Brigade of Guards, the permanent secretary, State House and the permanent secretary, General Services Office are also members of the committee. He said that the committee’s terms of reference would be to plan, organize and execute all approved activities for the 2019 Presidential inauguration, adding that the committee would co-opt organizations or persons relevant to the successful execution of the event.

Professor Yemi Osinbajo @ 62 – An appreciation

Professor Yemi Osinbajo, SAN, GCFR on 8th March 2019 celebrated his 62nd birthday characteristically in a quiet manner devoid of any ceremonies because the celebrant is not given to noise making and loud celebrations. He is just a very simple person who is very passionate about project Nigeria and by extension, service to God and humanity. I recall that when the Vice President clocked 60 two years ago, I wrote about my former teacher as follows: “Yesterday, the 8th of March 2017, the Great man clocked 60. Today I write to pay fitting tribute to Professor Yemi Osinbajo, SAN, GCFR at 60 not because he was my old teacher and remain forever my teacher, not because he is a first rate Professor and an acknowledged expert of the Law of Evidence; not because of the present position he occupies as the Acting President of the country; not because of his status as a distinguished Senior Advocate of Nigeria and certainly not on account of his past distinguished public service record that is widely acknowledged by all and sundry and many more of such accomplishments that one may have lost count. But significantly because of the huge difference our most humble, unassuming leader of people with purposive direction and vision has brought to the character of governance. Yet more significantly without undermining his boss and without losing his calm and humility for which he is now widely known. Professor Yemi Osinbajo SAN, GCFR has always impressed me even before he rose to his present height by his commitment to core values, uncommon advocacy and oratorical skills and because of his uncommon passion for service and humanitarian causes. I am also impressed by his commitment to standards and excellence in whatever he does, a trait he has refreshingly brought to governance in the conduct of public affairs. There is also the element of his famed integrity which has continued to soar inspite of exposure to public resources and sensitive positions in high places. One must also not fail mention his empathy for the cause of the down trodden and those disadvantaged in the scheme of things in our society. The other attribute that is worth celebrating as the renowned Professor clocks 60 is his fierce loyalty. Once Professor Osinbajo gives his word to you, you can safely go to sleep. Not one driven by vaulting ambition, he is one person who believes that whatever one achieves in life is only by His
grace. This trait of loyalty is sadly lacking in many places today but Osinbajo stands out as a huge difference. I must also refer to his huge brain as a man of ideas with vast networks to tap from in moving the society forward. I have said it before and it bears repeating once again that Professor Yemi Osinbajo inspite of his accomplishments is extremely humble – very humble and I dare say strikingly humble. This trait of humility is very uncommon and on this score Professor Yemi Osinbajo deserves to be celebrated. I have closely monitored his activities as the Vice-President and now the Acting President of the country and one is impressed by his commitment to unite the country as well as his disposition of being highly detribalized. In implementing the policies of this administration and standing in effectively for his boss, the Prof. may have succeeded in calming frayed nerves, stabilizing the polity and effectively making the point that you can be effective without undermining your boss. His public pronouncements have been quite measured and matured. He has retained his image of being calm, cool and collected. At 60, Prof what else can I say? You have made many of us who passed through you as your students extremely proud indeed. The reality today is that even though the administration may have scored highly in curbing corruption and insurgency, the economy is still in bad shape as Nigerians yearn for employment opportunities, shelter and roof on their heads, food on their tables and many other dividends of democracy. Now that Prof. is 60 what should we expect of the Buhari/Osinbajo joint ticket in the Nigerian social/political and economic landscape? The answer may have been provided by the eminent prof himself. In a recent video clip of one of his several sermons as a Pastor of the Redeemed Christian Church of God the Prof admonished all to ‘farabale’, ‘farabale’, ‘farabale’, meaning ‘calm down’, ‘calm down’, ‘calm down’ because the best wine is still coming. Therefore, Nigerians should remain hopeful that the Buhari/Osinbajo ticket would spring surprises and deliver good governance at least before the expiration of their tenure. Knowing the prof as much as I do, he meant every word in this regard. I bear public testimony that at 60 professor Yemi Osinbajo SAN, GCFR is one Nigerian who will and can never steal just like his boss, President Muhammadu Buhari. Gold and silver I have none to give but to wish
you abundant God’s blessings and merciful grace as you continue to stay loyal with uncommon commitment to worthy causes. Happy birthday Prof! May your future be brighter than your past Amen.” This year, in celebrating the enigma who is the celebrant, I prefer to join millions of his admirers in offering gratitude and appreciation to God Almighty for spearing his life given the tragic events he escaped during the year. Many will recall that on Saturday 2nd February, 2019 the Vice President narrowly survived an air crash after the helicopter carrying him and his entourage crash-landed at the Kabbah Township Stadium, Kogi State. It was widely reported that apart from the vice president, there were 11 other people on board the aircraft, including the minister of state for Labour and Productivity, Prof Stephen Ocheni, senior presidential aides, security officials and the crew. Significantly, the Vice-President inspite of the crash exhibited uncommon courage when he continued the campaign activities immediately after surviving the helicopter crash. His conduct in this regard is unprecedented. It will also be recalled that on June 7, 2018 a chopper that was to convey Osinbajo from the Nigeria Customs Command and Staff College, Gwagwalada in Abuja, was forced to land, few seconds after takeoff. The foregoing tragic incidents which the celebrant escaped is the major reason for appreciation in the celebration of the celebrant at 62. Professor Yemi Osinbajo SAN, GCFR at 62 has shown that he is not only a man of ideas and vision but clearly, a man of creativity and innovation. I will illustrate this point with his activities during the campaigns in the build up to the last presidential election. Many will recall that while most of the opposition parties had gone to the zones and the states to launch their campaigns, Vice President Yemi Osinbajo did the unthinkable by launching a door-to-door campaign in the Nyanya and Karu aisle of the FCT. The Vice President also took the campaign to the homes of ordinary Nigerians and walk the streets of major towns and villages to preach the message of the next level. This is significant given the fact that door-to-door campaign is usually employed by state house of assembly or some National Assembly candidates during campaigns. It is a rarity in presidential campaign and the credit must go to the celebrant. No less significant is the role of the celebrant in
stabilising the polity in the last three years of this administration. The celebrant has tremendously assisted gravely in realizing the vision and mission of the Buhari’s administration as encapsulated in the change agenda and several other policy document. His leadership in the economic team has helped to resuscitate the economy on the path of prosperity and progress. So much are the contributions of the celebrant that one commentator volunteered this comments on the celebrant as follows: By offering to help find solution to the transporters’ plight he has demonstrated responsible leadership, especially considering the pivotal role transportation plays in the economic development of the country. Added to the fact that he leads the administration’s economic team, he is the most suitable to help find solution to such unnecessary disruption in the movement of goods and services across the country. Even in the United States, transport companies own bus terminals as we have in the Greyhound Bus Company and many others. It can therefore be said that Professor Yemi Osinbajo is a blessing to the Buhari administration and Nigeria in general. History is replete with examples of such highly rated statesmen like President Buhari and Vice President Yemi Osinbajo who had rare opportunities of leadership to transform their societies and presently Nigeria is witnessing a focused leadership that is positioning the country well.” In concluding my tribute on the celebrant at 62, may I congratulate him for delivering his state, Ogun State to the ruling All Progressives Congress in the last gubernatorial elections culminating in the emergence of Prince Dapo Abiodun, the APC candidate as the governor elect. This may have demonstrated especially for the celebrant honour at home and positioned the Vice-President as a grass root politician and statesman. Except to add that Professor Yemi Osinbajo is more of a statesman than a politician because given his track record and vision, he has always been focused on the next generation. At 62 for the celebrant and for many of us his well-wishers, the key word of gratitude for his life is APPRECIATION! APPRECIATION! APPRECIATION to God for sparing his life thus far and appreciation in anticipation that God will spare his life further for many many years to come. Congratulations Professor Yemi Osinbajo at 62. I wish you many more years of prosperous service to the nation and boundless happiness in your personal, professional and public life.
The Senate Nigerians desire, going forward

For those who truly understand the meaning of presidential democracy, of all the arms government, the legislature is considered the most germane. The legislature is so highly rated in presidentialism for a number of reasons. The first of these reasons is the fact that of all the arms or organs of government, that is, the executive, the legislature and the judiciary, the parliament is the most democratic in its decision-making process. And that process is principally underlined by deliberation, debate, free speech, open hearing, public enquiry and a highly contemplative disposition. Thus, in carrying out its functions of lawmaking and over sighting, the legislature is decidedly democratic. Of course, this cannot be said to be always the case with the executive. Second, of all the arms of government, the legislature is the closest to the citizens. Whereas the president can boast of a nationwide constituency, the legislature consists of individual members representing different micro constituencies within the country. In other words, any gathering of a Nigerian parliament can be said to be a gathering of all the citizens of our vast and disparate peoples. Yes, it is true that the legislature in this Republic has never approximated this ideal by the conduct of its members, yet that does not vitiate the logic of representative democracy. Thus, even as the executive appears to wield enormous powers in its responsibility of implementing the decisions of the government, the legislature can best be regarded as the brain box of any government. And this explains why no government can perform better than its lawmaking body. And this is very apt in describing President Muhammadu Buhari’s first term in office, which appears to have been defined by incessant executive-legislature squabbles. As a matter of fact, the greater failings of the APC government under Buhari cannot be divorced
from the glaring lack of synergy between and among the three arms of government. If anything, the executive, legislature and judiciary came across as working at cross purposes with each holding tenaciously to its ground against the very interests of the people who put them in government. It was therefore no longer news hearing the president complain about how either the parliament or the judiciary was frustrating his policies! With the election over, the attention of the Nigerian people is now turned to the possible complexion of the National Assembly, particularly the leadership of the 9th Senate. It is however worth noting how our monetized politics is rubbing off badly on the National Assembly, particularly the Senate and robbing it of its dignity and integrity. Sadly, the bastion of our contemplative policymaking has been reduced to a safe sanctuary for corrupt politicians especially former governors running away from the law. Although through the just concluded general election, some of these oligarchs of corruption have been shown the way out of the Senate by the electorate, sadly some other more dangerous fugitives sequestered in Abuja are running to take cover at the hallowed chambers of the Senate. Well, democracy does not ensure that only good people are elected; it also ensures that popular but corrupt candidates are equally elected! And this explains why the choice of the Senate leadership this time must be guided by national interests. True, the legislature is an independent arm of government and ought to operate autonomously even in choosing its own leaders. Unfortunately, it appears that ideal has been lost to the experience of the immediate past when perhaps a naive President Buhari closed his eyes to the politics that threw up Dr. Bukola Saraki as the President of the Senate. Now Buhari is getting advice even from those not paid for the job, to show keen interests in who leads the Senate. Even
his party, the All Progressives Congress (APC), is digging in on that. Both the ruling party and Buhari’s unsolicited advisers are perhaps right— with the benefit of hindsight. If we recall, fighting corruption remains the core policy of the Buhari administration and perhaps the major reason Nigerians were attracted to him in the 2015 general election. And after taking the oath of office, the President appointed Ibrahim Magu as acting chairman of the EFCC and forwarded his name to the Senate for confirmation. The Senate leadership refused on two occasions to confirm the president’s nominee. This was a direct dagger to the heart of Buhari’s anti-corruption fight by a Senate dominated by his party members but led by a disloyal party man. Four years down the line, Magu is yet to be confirmed as Chairman of EFCC, with all its consequences on the fight against corruption. Even then, Senator Ali Ndume, who literally became a lone voice in lobbying for the President to have his way was firstly removed as Senate Leader in his absence as he stepped out of the chambers to observe his daily prayers, and later unjustly suspended for a long period of time until he ran to the court for reprieve. What was Ndume’s offense? He suffered because he chose rightly to support the President and his party’s position in the Senate! As part of the direct fallout from the Magu debacle in the Senate, and the adversarial politics of the leadership of the Senate towards the President, Ndume who had lost his position of Senate Leader to perhaps a more pliable colleague had no other choice than to rally support for the President in the Senate to ensure that his bills are promptly passed as expected. One thing that stands Ndume out on the floor of the Senate apart from his legislative prowess built up over the years, is his fearless candour when speaking to issues, be they about the need to establish the North East Development
Commission (NEDC), to mitigate the havoc wreaked by several years of insurgency in the region, or about the imperative for members of the Senate themselves to come clean on allegations of corruption against them to preserve the integrity of the Parliament. Over time, Ndume became the only senator brave enough to challenge the high handedness and arbitrariness of Senator Bukola Saraki both in the day and at night and thus became the symbol of APC’s resistance to the antics of a renegade Senate President. Although it is not yet clear where the ruling party, APC, would zone the position of the Senate President, it is very important that in taking that decision, the party must make up its mind on the quality and the antecedents expected of the new Senate President. First and foremost, a former governor is a no-no. People with an executive background do not have enough democratic temperament to lead the legislature. They tend to create a tyrannical or fascist legislature as Senator Saraki has exemplified. Second, before zoning, the APC leadership and presidency must scout and encircle a very loyal senator with unimpeachable integrity who is also a loyal party man and experienced parliamentarian and thereafter zone to benefit that individual. There are many senators now positioning themselves for the senate presidency who are known to be only pro-Buhari in the day while working for Saraki in the night. Any senator who sat in a leadership position and watched any of his colleagues suspended for defending President Buhari’s interests must not be touched even with a long pole in the race for the leadership of the 9th Senate! Above all, the next Senate President while not being a vassal of the President must be on the same page with the President and the ruling party on policy choices for national development.

OUR POSITION Out-of-school children and future leaders
N
igeria with the current figure of 13.2million out-of-school children occupies first position on the table of countries with the highest number of out-of-school children in the world certainly calls for sober reflection. More worrisome is the fact that the figure instead of decreasing in the last few years is rather increasing. This statistics which represent approximately 20 per cent of the world’s population of such children is an alarming and ticking time bomb that will spell doom for the country if urgent steps are not taken by relevant authorities to address the situation. We observe that governance in Nigeria has become a circle of family business where politicians secure the future of their children to the detriment of poor Nigerians. Also, inadequacy of funding, lack of teaching tools and modern classrooms, poor numerations and the acute shortage of qualified teachers are some of the factors leading to the fall in the standard of education in Nigeria. Recently, the Multiple Indication Cluster Survey report for 2016 (MICS 2016) revealed that out of the 11.5 million of out-of-school children in Nigeria, Northern states have the highest rate with an average of 69%. The latest data MICS 2016 showed that out of the 11.5 million out-of-school children in Nigeria, 7.5.million (69%) are from the Northern part of the country while the North East has the largest number of out-of-school children followed by the North West. With this number, Nigeria accounts for more than 1 in 5 number of out-of-school children globally and 45% of this number are from West Africa. Within the huge number of the out-ofschool children, girls are the majority especially in Northern Nigeria. Education indicators for Northern Nigeria are however different from the Southern part of the country. Nigeria’s future prosperity depends on producing children who are well prepared to take their right place in the society but unfortunately, a large number of Nigerian children are at risk of deprivations of the basic social amenities. Most of these children are situated in the rural areas and hard to reach communities. Majority of them are living in conflict and communities under emergencies, and it has been difficult taking basic amenities to them. All children have the right to better life, an opportunity to survive, develop and reach their full potentials without discrimination, bias or favouritism which cannot be over emphasised. We also observe that the rising number of children engaged in street trading in our major cities is becoming a worsening menace. The problem is further exacerbated by rising poverty and general insecurity in the country. In the North, the ravaging insurgency has added to the problem. If drastic measures are not taken to correct the situation, things would only get worse. Let us learn from France, Britain, Canada and other advanced countries which built the foundation of their countries and rapid technological advancement on good and quality education. It must be pointed out also that in these countries, teachers are amongst
the best paid workers. Unfortunately, the reverse is the case in Nigeria. Having failed to fund public education, the children of the poor are roaming the streets, hawking goods while the rich are educating their children in private schools at home and abroad. But to the detriment of the society, the abandoned children of the poor are being recruited to criminality by terrorists, kidnappers and other criminal gangs. The irony of the crisis is that a government, which claims that it lacks money to fund education is spending several billions of naira to fight insurgency, kidnapping, armed robbery and banditry. We believe that an uneducated population will be locked in a cycle of poverty for their entire lives. Additionally, these children could constitute the next generation of suicide bombers and militants. We are of the opinion that it is high time the government and relevant stakeholders address the problem frontally. It is sad that government’s free education for all pupils up to the first nine years of schooling has not been fully implemented. There is the need to increase the percentage of the annual national budget that goes to education. Schools should be adequately funded and the enabling environment provided for teachers and support staff to deliver functional and effective education to the children. We submit that the improvement of the classroom environment is key to lowering the growing figures of out-of-school children in the country. We also wish to state that teachers must not only be well trained, their welfare must be prioritised while the Federal Government should muster the political will to adequately fund education.

Court stops EFCC, DSS, police from arresting Fani Kayode, Odumakin Andrew Orolua, Abuja The Federal High Court in Abuja has restrained the Economic and Financial Crimes Commission (EFCC), Department of State Services (DSS) and the police from arresting or detaining former Aviation Minister, Femi Fani - Kayode and the Publicity Secretary of Afenifere Renewal Group, Yinka Odumakin for allegedly spreading false rumours. The decision was sequel to a fundamental rights enforcement suit filed by Fani -Kayode and Odumakin following threats by the EFCC to invite them in relation to their alleged involvement in spreading false rumours about a purported invasion of the residence of the suspended Chief Justice of Nigeria, Justice Walter Onnoghen by EFCC officials. In the suit filed and argued by their counsel, Chukwuma-Machukwu Ume (SAN), Fani Kayode and Odumakin prayed the court for
among others, an order of perpetual injunction restraining the respondents, by themselves, agents, privies or anybody deriving authority from them by whatever name called, from harassing, intimidating, abducting or detaining them. The suit was supported by a 24 paragraph affidavit deposed to by Emmanuel Olorunmagba stating the events that led to the suit. Justice John Tsoho, who issued the order in his judgment on the suit, however, held that any arrest or detention of Fani - Kayode and Odumakin by the respondents must comply with due process. The court further declared that the respondents’ public declaration to arrest the applicants on the basis of spreading false rumours is an infringement of their rights and a breach of their fundamental rights enshrined in Section 34 (a) 35 (1) (4) and (5) of the 1999 Constitution.
In addition, the court also declared that the threat to falsely imprison their liberty, safety, peace and security was a breach of their rights enshrined in Section 34 (a), 35 (1) (4) and (5) of the 1999 Constitution. Justice Tsoho also granted an order of perpetual injunction restraining the respondents, by themselves, agents, privies, or anybody deriving authority from harassing, intimidating, arresting, abducting or detaining the applicants. The court granted an order enforcing the applicants’ fundamental rights and ordering the respondents to stop issuing threat of unlawful arrest, by themselves, agents, privies, or anybody deriving authority against the applicants or any other person connected to the applicants. However, Justice Tsoho rejected the applicants’ prayer for an order directing the respondents to tender unreserved apology to them and equally, declined their request for an award of N20 million as damages.

Short News Army loses 3 soldiers, kills 55, arrests 24 bandits in Zamfara Andrew Orolua, Abuja The Nigerian Army has said it troops on “Operation Sharan Daji” have killed 55 bandits and rescued no fewer than 760 villagers in Zamfara state in a renewed effort to free the state from armed bandits. However, the army said it lost an officer, two soldiers and some members of the local vigilantes during the encounter with bandits in Kagara Forest. The troops also arrested 24 suspected bandits’ informants, rustlers, kidnappers and the terrorists’ logistics suppliers during the operation. This was disclosed by acting Force Information officer, Major Clement Abiade, in a statement in Sokoto. He stated that the intensity of efforts in the conduct of the military activities in the past weeks had achieved tremendous successes leading to the recovery of weapons, ammunition and rustled cattle. “The troops also had several encounters with bandits during the period and neutralized 55 of them. A total of 24 suspected bandits’ informants, rustlers, kidnappers and logistics suppliers were arrested during the period in focus.
NSIA announces appointment of 2 executive directors
The Nigeria Sovereign Investment Authority (NSIA) yesterday announced the confirmation by the Presidency of the appointment of two executive directors to the NSIA board. In a statement by the NSIA Communications Adviser, Titilope Olubiyi, Mrs. Stella Ojekwe-Onyejeli has been reappointed as executive director for a second term. She is also the chief operating officer of the authority. Also, Aminu Umar-Sadiq, who is the NSIA’s deputy head of direct investments, has been appointed for the first time as an executive director. According to the statement, the appointments follow the realignment in 2018 of NSIA’s strategy with a pivot towards domestic infrastructure, as reflected in the allocation of 50 per cent of future contributions to infrastructure investments. In 2018, the NSIA board established for the first time a direct investment committee for review and oversight of investments in core domestic infrastructure sectors, such as motorways, agriculture, healthcare, power and education.

Why APC supporters boycotted governorship poll - Sen. Ayogu Says no election took place in Enugu Tunde Opalana, Abuja Candidate of the All Progressives Congress (APC) in last Saturday’s governorship election in Enugu state, Senator Ayogu Eze said supporters of the party boycotted the election in protest of the removal of his name from the list of governorship candidates few days to the election. Media Director of his campaign organization, Okey Ezirigwe, said that as of the day of the election, Sen. Eze’s name had not been restored to the list of candidates for the election, even after the Court of Appeal, Abuja had ordered that his name be restored on the list. In a statement made available to the press in Abuja on Wednesday, Ezirigwe said “though the INEC was served the court order at 5pm on March 7, Sen. Eze’s name was not on that list even by the time the polls closed at 2pm on March 9.”
He wondered how INEC expected Sen. Eze to meaningfully take part in an election where his supporters had been told through the its portal that he was no longer a candidate for the election. Ezirigwe added that “why didn’t INEC cancel and reschedule the election when it found out it had unwittingly changed the rules of the game just before the game started, by advertising to our supporters and the whole world that our principal was no longer in the race and never took any steps to reverse that impression even after the court had asked it do so?” He asserted that by not putting back the name on its portal and other relevant documents for the election as ordered by a competent court, INEC had inadvertently descended into the arena of partisanship by taking actions that tended to give the impression that it was no longer impartial. According to him, fabricating and allotting results to candidates, including the ridiculous
scores ascribed to his principal, doesn’t exonerate the INEC from its responsibility of conducting an election where every contestant has an equal opportunity before the electorate. He added that what happened in Enugu was a pre - determined allotment of figures to favour a particular candidate while embarrassing the candidate of the APC with the laughable figures attributed to him. “No election took place in Enugu, as the election was roundly boycotted by the people who had yearned for change, but were denied the opportunity to elect a candidate of their choice by some forces that colluded with the INEC to change the rule of the game while the game was underway. “We reject those phantom figures generated from the mills of master riggers and displayed as results of an election where the voter turnout was less than five per cent. We’ll take all legitimate steps to ensure that this fraud does not see the light of day,” Ayogu’s spokesman added.

A statement made available to the Daily Times on Wednesday revealed that the WHO Africa Health Forum coming up on March 26 - 28 2019 in Praia, Cape Verde, also aims at delivering more effective health security services as well as significant inroads toward achieving universal health coverage. According to the statement, the government of Cape Verde in collaboration with the WHO regional office for Africa, will host the second WHO Africa Health Forum which has the theme: “Achieving universal health coverage and health security: The Africa we want to see.’’ The statement quoted the WHO Regional Director for Africa, Dr. Matshidiso Moeti as saying, “Africa’s health challenges have become increasingly complex. The management of Boeing says it plans to deploy a software enhancement for its 737 MAX aircrafts across the fleet in the coming weeks incorporating feedback received from our customers. According to the company, FAA will also mandate the change in an airworthiness directive no later than April. The statement comes in the aftermath of two 737 MAX 8 crashes in less than five months involving Lion Air and Ethiopian Airlines aircraft. Since the March 10 accident of Ethiopian’s flight 302, a growing number of civil aviation authorities and airlines have grounded their 737 MAX fleets. Australia and Singapore on March 12, followed China and Indonesia as well as individual airlines like Ethiopian,
Aeromexico, GOL and Cayman Airways. By contrast, US carriers American Airlines and Southwest Airlines, as well as Air Canada and European airlines continue to operate the aircraft type. The October 29 crash of Lion Air flight 610 appears to be linked to maintenance practices, erroneous speed data input and pilot confusion about the handling of the maneuvering characteristics augmentation system, a new flight control law introduced on the MAX. However, following the latest incident involving the Ethiopian Airlines, ongoing investigation so far hasn’t indicated that MCAS played a role in the March 10 Ethiopian accident. Both the flight data and cockpit voice recorder have been recovered from the aircraft wreckage, but data analysis has yet to begin. FAA stated March 11 that “this investigation has just begun and to date we
have not been provided data to draw any conclusions or take any actions.” According to Boeing, the enhancement software to be introduced include, updates to “the MCAS flight control law, pilot displays, operation manuals and crew training. The enhanced flight control law incorporates angle of attack inputs, limits stabilizer trim commands in response to an erroneous angle of attack reading and provides a limit to the stabilizer command in order to retain elevator authority.” Boeing said MCAS was initially introduced to improve handling characteristics and decrease pitch-up tendency at elevated angles of attack, but not in normal flight. The company stressed in its statement that “the pilot will always be able to override the flight control law using electric trim or manual. In addition, it can be controlled through the use of the existing runaway stabilizer procedure.”

The police in Delta state have arrested 21 suspected cultists in Ozoro and Okpanam communities. Recovered from the suspected cultists were six guns and 1, 000 rounds of ammunition. Acting Delta state Police Public Relations Officer, ASP Chucks Orisewezie, who confirmed the arrest of the suspects to newsmen in Asaba, disclosed that police detectives acting on intelligence reports swooped on the suspects in their various hide outs. He added that the suspects upon interrogation, confessed to be members of the dreaded Vikings Confraternity, a cult group that has been terrorizing the areas in the last one year. The police spokesman expressed worry that cultism has been on the increase in the state, but assured that the police was committed to eradicating of all forms of cult activities, including kidnappings, rituals and robbery. “The police is working very hard to ensure cultism and all forms of criminal activities are no longer in existence in the state. The 21 suspected cultists will be charged to court on completion of investigations,” Orisewezie declared.

Also received from the global partners is an upgraded office structure. The other partners involved in this new initiative include, the United States Agency for International Development (USAID) and the President’s Emergency Plan for AIDS Relief (PEPFAR/Emergency Plan) respectively. Prof. Adewole, who received the donation on Wednesday in Abuja, said that the donation was the beginning of ending HIV /AIDS pandemic in
Nigeria. While appreciating the global partners for their kind gesture, the minister reassured the international community that the donations will go a long way in eliminating HIV in Nigeria. He said: “On behalf of Federal Ministry of Health and by extension the people and government of Nigeria, I want to sincerely appreciate WHO and other partners for the good gesture and to reassure you that it will go a long way in our fight to eliminate HIV in Nigeria.” Adewole further assured the global partners that the federal government would put in place structures that would sustain the cordial relations between it and her development partners. Buhari rejects NOSDRA Act amendment bill Tunde Opalana, Abuja President Muhammadu Buhari has declined assent to the National Oil Spill Detection and Response Agency Act (amendment) bill passed by the National Assembly. Buhari, in a letter addressed to Senate President Bukola Saraki and read at plenary on Wednesday, said his decision was pursuant to Section 58 (4) of the 1999 Constitution (as amended). Specifically, Buhari, who is the minister of petroleum resources said the bill undermines the powers of the minister and the functions of the ministry. The letter read: “I am declining assent to the bill because in a number of important sections, the bill undermines the powers of the minister of petroleum resources and the functions and responsibilities of the ministry of petroleum resources.” Buhari also rejected the imposition of 0.5 per cent of operation funds on oil companies, explaining that this will create addition tax burden on oil firms operating in the country. He listed the contentious areas in the bill to include, Sections 3, 6 (1a), 7 (a) and (b), 8, 9 and 11. “Section 8 of the bill imposes a new charge on the industry of 0.5 per cent of operation funds of oil companies for the enforcement of the environmental legislation in the petroleum sector. “This imposition is an additional burden on the industry, particularly given that it is unclear what operation funds mean for the purpose of applying the provisions of the bill,” he added. The President also forwarded a letter seeking confirmation of the 30 - member board of the Revenue Mobilization Allocation and Fiscal Commission. Also yesterday, Senate President Bukola Saraki swore-in Senator Isaac Alfa representing Kogi East. He replaces Senator Atai Aidoko, whose election was invalidated by court.

The National Independent Electoral Commission (INEC) has declared the final results of the state House of Assembly election in Bayelsa state with the Peoples Democratic Party (PDP) retaining 17 seats while losing four seats to the All Progressive Congress (APC) with the commission preparing for supplementary elections in three constituencies. The constituencies were supplementary polls will take place are Brass 1, Ogbia 2 and Southern Ijaw 4 constituencies due to alleged hijack of ballot boxes and other forms of electoral anomalies. The result shows that the APC which had only one seat in the state House of Assembly in 2015, has increased the number to four out of the 24 - member state assembly.
Among those who emerged as APC state legislators - elect are Wilson Ayakpo (Ekeremor 2); Edward Irigha (Nembe 2); Douglas Samson (Nembe 3) and Ominous Ayonatimiyo (Brass 2). Kaduna declares dusk to dawn curfew 2 LGs
The Kaduna state government has imposed a dusk to dawn curfew in the volatile Kajuru and Chikum Local Governments of the state following the escalation of killings in the two council areas. A statement by the spokesman to Governor Nasir el Rufai, Samuel Aruwan said the decision to impose the curfew was informed by the latest security assessment. Reports indicate that no less than 100 persons have been allegedly killed in Kajuru by unknown gunmen in the last three days. The statement by Samuel Aruwan states that “security assessments have necessitated the imposition of a dusk to dawn curfew in all parts of Kajuru Local Government Area, effective from March 13. “The dusk to dawn curfew is also extended to Kujama and Maraban Rido, which are in Chikun Local Government. The curfew in the affected areas will be in effect from 6pm to 6am daily until further notice. “Security agencies have been directed to ensure strict enforcement of the curfew. The Kaduna state government appeals to all residents and communities in the affected areas to bear the inconvenience of the curfew and cooperate with the security agencies.”

Court to hear evidence in ex-First Lady forfeiture suit April 12 A Federal High Court Lagos on Wednesday fixed April 12 to hear oral evidence in a suit by the Economic and Financial Crimes Commission (EFCC) seeking final forfeiture of about $8.4 million and N7.4 billion linked to former First Lady, Patience Jonathan. Justice Mojisola Olatoregun had in a ruling delivered on February 28 on the motion for final forfeiture held that there were conflicting affidavits, which could be best resolved if respective parties were called upon to give oral evidence. The case was consequently, adjourned until March 13 for oral evidences. However, on Wednesday, the case could not proceed as scheduled because the EFCC had secured an interim order for forfeiture of the funds on April 20, 2018, before Olatoregun, through a motion ex parte. It joined as respondents, Patience Jonathan, Globus Integrated Services Limited, Finchley Top Homes Limited, Am-Pm Global Network Limited, Pagmat Oil and Gas Limited, Magel Resort Limited and Esther Oba.
Also, on October 29, 2018, the EFCC counsel, Rotimi Oyedepo, had moved his motion for final forfeiture of the amounts, urging that same be finally forfeited to the federal government. Meanwhile, defence counsels, Ifedayo Adedipe (SAN), Chief Mike Ozekhome (SAN) and Ige Asemudara respectively, had moved their applications opposing the motion for final forfeiture. On January 15, the court admitted electronic evidence as presented by respondent counsel, which depicted video exhibits showing various business outfits of the third and sixth respondents The court had then adjourned for judgment. In a ruling on February 28, the judge had first dismissed an application by counsel to the respondents, seeking to set aside the interim forfeiture orders made on April 20, 2018. The court had held that it was satisfied that the requirement for the grant of the interim orders was met by the EFCC, adding that it was clear that at the time the interim order was made, there was no pending suit elsewhere.
Meanwhile, giving its ruling on the motion for final forfeiture, the court held that it finds the affidavit before it as conflicting, adding that same can only be resolved, if the parties concerned were called upon to give oral evidences. The court had asked if having regards to the provisions of Sections 17 of the Advance Fee Fraud and other Fraud Related Offences Act, as well as the available facts before the court, whether the applicant has made out a case for final forfeiture of the funds. “I have examined the issues raised on both sides and l came to the conclusion after exhaustively going through the affidavits filed by parties and l found the affidavits conflicting on material facts. “I believe in the circumstance, that the court cannot rely on its own opinion alone; the conflict must only be determined or resolved by the evidences of parties themselves, particularly as it relates to the source of the funds. I believe parties should be heard and cross examined on this issue,” Justice Olatoregun held.

Naira closes at N306.95/$1 at official forex market Gains marginally against dollar at Investors window, unofficial market
Motolani Oseni The Nigerian currency, Naira at the end of Wednesday trading activities, closed flat at N306.95 against the dollar for the third consecutive day this week at the Central Bank of Nigeria (CBN) interbank market. The local currency, however, gained marginally to the dollar at the Investors & Exporters Foreign Exchange (I & E FX) window and the parallel market in Lagos, exchanging at N360.29 and N358 to the dollar, respectively.
The naira had opened trading this week at N306.9 against the dollar. Although, this is in anticipation of the regular intervention in the interbank foreign exchange market by the apex bank. As of the end of yesterday trading activities, the Naira, at the I & E FX window appreciated by 0.04 per cent to N360.29 but closed flat at N360.00 at the parallel market. Also in the parallel market, the Naira remained unchanged at N472 and N406 against the Pounds Sterling and Euro respectively. According to the FMDQ OTC Securities, a total turnover in the I & E FX
declined by 66.3 per cent to $60.94 million on Wednesday from $180.69 million, with trades consummated within the N357.00-N363.50/dollar band. For the fixed income, money market trading of Wednesday, the overnight lending rate declined further by 33 basis points to close at 10per cent in the absence of any significant outflows. Proceedings in the NTB market were bullish, as average yield moderated by 13 basis points to 13.33per cent. Buy sentiment was spread across the mid (-15 basis points) and long (-22 basis points) segments, with the yield on the 148DTM (-66 basis points) and 316DTM (-56 basis
points) bills recording the most significant contractions. Conversely, a selloff of the 15DTM (+84 basis points) bill led to yield expansion at the short (+8 basis points) end of the curve. At Wednesday’s primary action, the CBN fully allotted N89.50 billion worth of bills – N5.00 billion of the 91-day, N14.00 billion of the 182-day and N70.50 billion of the 364-day – at respective stop rates of 10.75 per cent (previously 10.90%), 12.50 per cent (previously 13.01%), and 12.845 per cent (previously 14.37%). FG approves €64.7m loan for water supply in Kano Ukpono Ukpong The Federal Government has approved €64,750,000 million Euros loan facility for Greater Kano Water Project for Kano State. The Minister of Finance, Mrs Zainab Ahmed disclosed this on Wednesday while briefing State House correspondents at the end of the Federal Executive Council (FEC) meeting presided over by President Muhammadu Buhari.
Mrs Ahmed said that the approved €64,750,000 loan is from the French Development Agency for a national urban water sector reform project in Kano State. According to the minister, the facility from the French Development Agency will provide potable water for 1.5 million people in the state. She said that the facility is to be implemented by the Kano State Water Board. The project is to improve the living conditions of up to about 1.5 million people in the greater area of Kano, including access
to quality water and to improve the financial viability of the water board by increasing its revenue and enhancing its governance framework. “The project is to rehabilitate and build the infrastructure needed to increase access to water services to populations in greater Kano and to help improve key sector reforms for the sustainability of the project,” the Minister said. Ahmed said that Kano State ministry of water resources through a state project management committee would implement the
project. She added that the funding is a facility to the federal government of Nigeria that will, in turn, lend to Kano State at the same terms of conditions. The conditions include: It is at an interest rate of 1.02 per cent with a repayment period of 20 years and a seven-year moratorium period. According to the minister, there is also a fee of 0.25 per cent for appraisal and a commitment fee of 0.25 per cent.

FAAN moves to boost revenue generation Chukwuemeke Iwelunmo The Federal Airports Authority of Nigeria (FAAN) has set up a committee to map out plans to boost revenue generation for the agency especially the non-aeronautical sources. The agency also, said that it is going through some processes that would eventually lead to the approval of its Aviation Security (AVSEC) to bear arms in 2019. Engr. Saleh Dunoma, the Managing Director, FAAN disclosed these to aviation journalists yesterday in an interview at the agency’s headquarters at the Murtala Muhammed Airport (MMA), Lagos. Dunoma said that it was high time airport authorities on the continent diversified their revenue generations away from aeronautics to non-aeronautic, stressing that other airport managers across the world had already keyed into this. He insisted that the committee, which he chaired, consisted of relevant directorates and departments responsible for revenue generation for FAAN and would come out with a roadmap to enhance revenues for the agency. He declared that FAAN as an agency could not be left behind in the development of its airport infrastructure, stressing that the only way to achieve this was for it to diversify its revenue generation and tap into the myriad of opportunities in the system. He explained further that apart from Nigeria, other airport authorities across the continent were also deliberating on how to increase their non-aeronautical revenue services, which he said formed the theme of this year’s Airports Council International (ACI) held in Egypt. He said: “What we intend to do is to diversify our revenue sources. In Africa, we have not tapped into non-aeronautical sources and we are encouraging African airports to look at non-aeronautical revenue sources of revenue because aeronautical sources of revenues have limitations; they are highly dependent on flight operations. “The non-aeronautical revenues are being developed so much that they can be in pari-passu with the aeronautical sources of revenues. This is what we want African airports to develop. Some papers were presented to guide African airports to develop that area. “As a matter of fact, I just finished a meeting with my team. I set up a team on revenue generation and this team is chaired by me. It is very sensitive to the survival of African airports especially FAAN. We started the meeting today (yesterday) and we will continue to meet every week until we get to where we want to be. “We have not come up with a target yet, but the committee will come up with that. There are lots of departments involved, including engineering and commercial. By the time we develop some projects, we will have revenue targets that we want to achieve. This will be done by the committee.” He explained further that before the end of the year, AVSEC personnel would have been approved to bear arms in order to increase their surveillance of the sector. “It is not everybody that will bear arms. This, we must apply. We cannot train ourselves. We have to be trained by those that have been long in the system; the State Security Service and the Nigeria police. Also, we want to make sure that we get certification from the office of the National Security Adviser. We have to go through these processes. As soon as we are through with all these, they can then be allowed to carry arms. We intend to do this before the end of the year”, he explained.

The revered monarch who maintained that the army represents the nation’s symbols of unity, said the onus is on them to remain apolitical. He decried a situation whereby some politicians armed their thugs in military fatigues to cause mayhem, saying this is not acceptable. “In the process of using the army to protect the will of the people, especially in Rivers State, some of them were attacked and hospitalised. “We owe our military high regards because of their oath to protect our territorial integrity and if the need arises, lay down their precious lives for the country. “We believe our military is apolitical and that explains why the Chief of Army Staff, Lt Gen. Tukur Yusuf Buratai promised to set a high powered investigative panel to unravel the level of culpability of any disgruntled army officer if any, before , during and after the election. “The international observers commended the Army for maintaining peace and displaying utmost professionalism during the presidential and National Assembly elections conducted a forthright ago. “I also want to sympathise with traditional rulers in the South South and South East and urge them to continue to be the symbol of peace and unity that the office of traditional institution has conferred on them,” the statement said. Olowu also canvassed for an endowment fund to take care of families of those who pay the supreme sacrifice while defending Nigeria. He, however, reiterated his call for better funding that is commensurate to meet the procurement of modern equipment and to motivate the officers and men to give their best. “Insurgency has become international phenomenon and we must deal with it squarely, otherwise the lives and property of our people will be at risk. “All hands must be on deck to support our military as this will boost their morale for more efficiency and optimum performance,” he noted.
House of Assembly election: Ondo APC describes PDP as bad losers The Ondo State chapter of the All Progressives Congress (APC) has described the Peoples Democratic Party (PDP) in the state as bad losers, who can accept defeat even when their failure in glaring. The APC was reacting to claims by the PDP that they financially induced the voters to cast their ballot for them during the just concluded House of Assembly election in the state held last Saturday. Describing the allegation as not only fraudulent, baseless, and unfounded, the state publicity Secretary of the APC, Mr. Alex Kalejaye said such allegation was incongruous, especially with the anti-corruption stance of the APCled government. According to him, “To the leadership of the APC, every election is an opportunity to gauge the party’s strength and
popularity,” adding that this explains “why we always ensure vigorous, but peaceful campaigns; stating in unambiguous terms our plans and vision for the people. “The House of Assembly election on the 9th of March emphasised the fact that the good people of Ondo State still appreciates the APC as a party that cares for the genuine development of the state. “The election in the state was largely and reasonably fair and peaceful, except in a few local government areas. “In Idanre for example, the wife of a former Chief of Army Staff, turned the peaceful town to a theatre of war. The entire place was militarised in the interest of the PDP. “The result of the above was that members of APC were maimed, brutalised, harassed, intimidated,
and scared away from performing a legitimate assignment. “We call on the military command to investigate the roles played by its officers before and during the House of Assembly election in Idanre, and ensure appropriate sanctions.” Describing the alleged Idanre episode as an illegality, the APC said it “will challenge the illegality perpetrated against its interest in Idanre and other places in the state, with a view to retrieving our stolen mandate. “We also encourage the PDP to grow up and quit the realm of bad losers. They should learn to accept defeat without sulking; and support the sincere efforts by the Arakunrin Oluwarotimi Akeredolu-led government to enhance a solid economic growth in the state,” Kalejaye said.

Akpabio, Ekere, others finger INEC, Igini for APC loss Akwa Ibom The last may not have been heard in the outcome of elections in Akwa Ibom State, as big wigs in the state chapter of the All Progressive Congress (APC) have blamed the Independent National Electoral Commission (INEC) for their loss at the 2019 presidential and governorship elections in the state. Udom Emmanuel, the governorship candidate of the Peoples Democratic Party (PDP) and the incumbent governor of the state, defeated APC’s Nsima Ekere at the Saturday governorship election. Although President Muhammadu Buhari was reelected for a second term, the PDP won the presidential election in the state. Reacting to the defeat at a press briefing on Tuesday, Ekere, Senator Godswill Akpabio and Don Etiebet, said the refusal to redeploy Mike Igini, the Resident Electoral Commissioner, from Akwa Ibom, caused APC to lose in the state. Ekere said Igini had, from the outset, shown through his utterances and actions that he was determined to frustrate APC from winning elections in the state. He said: “Now, interestingly, months before the elections, the APC family in Akwa Ibom State had expressed a lot of reservations about the character of Mr. Mike Igini. “We had told the entire country and the world that Mr. Igini had shown the world that he was far from neutral in the way he was preparing for the elections and his utterances amongst his staff during training sessions and the things he said showed clearly that the man had a mindset that he had sworn severally that under his watch, the APC cannot win elections in Akwa Ibom State. “All we wanted was for INEC to allow Akwa Ibom people decide for themselves who they wanted.
“It was not for INEC and the Resident Electoral Commissioner to come and decide for Akwa Ibom people which political party must win and which one must not win under his watch. ”He is supposed to be a neutral umpire. His (Igini) conduct and the things he has done both in the presidential and National Assembly elections and the gubernatorial and state house of assembly elections have confirmed our fears. “What we find so difficult to understand is why it was difficult for the INEC chairman and other authorities that be to listen to our pleas to change Mike Igini as the REC in Akwa Ibom. “From 1999 when elections started again in this country, every election year, the REC and other staff of the INEC who have been resident in a state for a period of time were always moved around. ”That way, you are sure they will not allow their alliances and the friendships they have developed in the state within that period they have stayed to influence their conduct. ”Surprisingly INEC refused to do this. And this is the first time this is happening. They allowed Mr. Igini to frustrate the wishes of Akwa Ibom people. This is most unfortunate.” Akpabio also attributed APC’s failure in the state to Igini, saying he found it hard to understand why his local government, Essien Udim, with voting strength of 105,000 was allotted just a bit above 6,000 votes. He said the recent elections in the state were massively rigged by the PDP in connivance with INEC headed by Igini. On his part, Etiebet accused INEC of changing the result before announcement and vowed that APC would challenge the result in court.

Jordan Nwora named most improved basketball player in ACC
Cardinal Louisville and D’Tigers forward Jordan Nwora has been named the 2019 Atlantic Coast Conference (ACC) most improved player of the year. The Atlantic Coast Conference is one of the premier college basketball conferences in NCAA Division I in the USA. Nwora is one of four players in the ACC who has scored 20 or more points on at least 12 occasions this season. The 20-year-old D’Tigers star has scored in double figures in 29 of his 31 games this season

(last 16 straight games) and has produced eight doubledoubles this season. He also made three three-pointers on 16 occasions this season. Nwora was also named in the third team All-ACC honors alongside Clemson’s Marcquise Reed, Tyus Battle from Syracuse, Nickeil Alexander-Walker of Virginia Tech and John Mooney of Notre Dame. Nwora is Cardinal Louisville’s first All-ACC pick since Donovan Mitchell earned first-team All-ACC honors in 2017.
Nigeria’s table tennis queen Olufunke Oshonaike hints at retirement Africa’s queen of table tennis who is set to become the first female athlete to appear in the Olympics for a record 7th time when Tokyo 2020 Olympics gets underway, Olufunke Oshonaike, has hinted that she may quit soon. Speaking ahead of the forthcoming Liebherr 2019 ITTF World Championships scheduled to commence in the Hungarian capital city of Budapest on Sunday 21st April, Olufunke Oshonaike said: “I think this might be my last World Championships, my aim is to play at the next Olympic Games in Japan where I will then call it quits. “I must admit it will not be easy leaving a sport I have played for more than three
decades. Table tennis has impacted my life positively and everything I have achieved in life, most of it has been through the sport.” The veteran who is the only player to have won the women’s singles title at the African Senior Championships on three occasions spoke about her fond experience, “My first outing was in Chiba, Japan in 1991 when I played alongside the great African player Atanda Musa. I was so young, a teenager, I have forgotten every moment. She described her most cherished moment in the game as “appearing at the 2015 World Championships in China where I played against the eventual champion, Ding Ning, in the first round. It was my birthday and
I enjoyed playing against the best player in the world. It was a rare experience that not every player will have but I played against Ding Ning which is one of the excitements of playing at the World Championship.” In response to a question posed on expectations at the Liebherr 2019 World Championships: “I want to first of all qualify from the group and see what next I can do in the competition. The World Championships is a unique competition; it is unlike the Olympic Games and World Cup where only the best compete. So every moment in the competition is cherished and that is why it is the dream of every player to compete at the World Championships.”
