Electoral Commission (INEC), on Thursday, said some of its staff accused of benefitting from a N3.4 billion bribe money in the 2015 general elections have refunded their share. The INEC Chairman, Mahmud Yakubu, disclosed this when he visited the Acting Chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu, in Abuja. A statement by spokesperson
of the EFCC, Wilson Uwujaren, quoted the INEC chairman as saying that 70 of the affected staff in three states were still in denial. Mr. Yakubu, according to Mr. Uwujaren, said they would be referred to the EFCC for further investigation. The INEC chairman also said about five INEC political appointees, who are either National Commissioners or Resident Commissioners, were found wanting. Also indicted, he said, are 21
retired staff mostly acting under the aegis of WANEO (West African Network of Election Observers). Mr. Yakubu said 21 retirees had been blacklisted from monitoring elections and other activities organised by INEC in the future, according to Mr. Uwujaren. He said: “If we get our election right, we get our democracy right as the right people will be elected and once we get our democracy right we will get national progress and development on track.

FG collaborates with Lagos to grow economy Benjamin Omoike

The federal government on Thursday described Lagos State as a true model of the vision of improving on the ease of doing business and turning Nigeria into one of the easiest and most attractive places for investors in the world. Minister of Industry, Trade and Investment, Dr. Okechukwu Enelamah, who stated this in Lagos after a meeting with Governor Akinwunmi Ambode, said the State, as the commercial capital of the
country, stands in vantage position to drive the goal of government to improve World Bank ranking of Nigeria on the ease of doing business. Speaking with Government House correspondents after the meeting, Enelemah said both the Federal Government and the State Government were willing to collaborate on strategic areas to achieve the overall goal of growing the economy. “We basically have been talking about creating enabling environment for
investments and ease of doing business and the area where we have strong convergence between Lagos State and the Federal Government. “Governor Ambode and I have been discussing how to collaborate very strongly to make Lagos state a true role model in line with our vision of making Nigeria one of the easiest and most attractive places to do business and you will agree with me that there is no better place to start than Lagos State, particularly when you have a governor
who is committed to it and as he puts it to us, it is like preaching to the converted. “So, what we have done today is to agree on modalities on working together to achieve the targets that we have set for ourselves both in ease of doing business ranking of the World Bank, in terms of some of the areas where we know that we should improve upon like tourism for instance, by making sure that people who want to visit Nigeria come in seamlessly; in terms of making it easy for people in Lagos State who

The Nigeria Police in Kogi state on Thursday re-arrested an on-line publisher, Austin Okai, after a Lokoja Chief Magistrate Court granted him bail over alleged sedition against Governor Yahaya Bello. Defence counsel, Williams Aliwo, who briefed journalists shortly after the re-arrest of the blogger in the court premises, said he had to allow the re-arrest of his client peacefully to avoid possible complications and unpleasant consequences. Aliwo said that immediately the court granted his client bail in the sum of N100,000 and a reliable surety in like sum, the police who came in about 15 Hilux vans cordoned off the court premises. This made Okai to fear
for his life on seeing the heavy presence of police saying that the governor was after his life and even after perfecting all the bail papers, remained in the court room up till about 3:15 Okai was arraigned on Tuesday before Chief Magistrate Levi Animoku who ordered his remand in police custody and adjourned to Thursday for mention. At adjourned sitting on Thursday, Aliwo said he had filed a motion before the court and urged it to grant the indulgence to move the application. The prosecuting counsel, Gabriel Otowu, in his submission said the motion was served only on Wednesday afternoon which hardly gave him the opportunity to go through it and he therefore, urged the court to grant a stand down to enable him study the motion and reply appropriately.

Justice Mohammed Idris of a Federal High Court in Lagos on Thursday heard that former Abia State Governor, Dr. Orji Uzor Kalu, was not a signatory to Government House Account while his administration lasted. Tunde Adeniyi, an Economic and Financial Crimes Commission witness made the disclosure while being cross-examined by Kalu’s lawyer, Goddy Uche (SAN) in the on-going trial of the former governor and two others over alleged fraud. Responding to a question from the silk, the witness said: “There is nowhere in the statements of account
where Orji Uzor Kalu’s name was mentioned. “Orji Uzor Kalu’s name does not also feature on the mandate card as one of the signatories to the account.” In the statements of account, there were no debit in respect of purchase of drafts but there were debits in respect of withdrawals. “I never served as an account officer to the Government House and I never participated in feeding the information supplied on the statements of account to the computer. “Most of the transactions also took place in Umuahia. The statements of account of Government House was printed from the data base of Umuahia domiciled in our server.”
While being cross-examined by the second defendant’s lawyer, Solo Akuma (SAN), the witness noted that since the Government House Account is an operation account, it might be used to run the business of Abia State Government. He had earlier revealed while being examined by the EFCC’s lawyer, Rotimi Jacobs (SAN) that the statement of account of the Government House was opened at the defunct Citizens bank. Further hearing in the trial has been adjourned to June 5. The judge had at the last hearing of the matter directed the EFCC to ensure proper service of all documents it intend to use in the
prosecution of the case on the defendants. The directive was sequel to the objections raised by the defendants’ lawyers to the admissiblity of a document sought to be tendered by the EFCC’s lawyer, Rotimi Jacobs (SAN) as exhibit. Jacobs had in the course of examining the third prosecution witness, Tunde Adeniyi David, tendered the statements of account of Abia State Government House and urged the court to admit same as exhibits. This move was however objected to by the defence lawyers on the ground that the document was different from what was front-loaded by the prosecution in the proof of evidence.

PDP: Nigeria drifting into dictatorship, anarchy Continued from page 1 that the nation is fast drifting into a dictatorship and possible anarchy under the All Progressives Congress (APC)-led Federal Government. However, the APC has debunked the claims of the PDP, saying that the allegations were baseless and unfounded. The NCC of the PDP said this in a statement on Thursday by it spokesman, Prince Dayo Adyeye, lamenting that prominent leaders and citizens of the country, especially governors, ministers and other public office holders during the previous PDP administration, have been arrested in a Gestapo
manner and detained indefinitely without trial. The party cited the example of the former Governor of Benue State, Hon. Gabriel Suswam, who was arrested by men of the Department State Service (DSS) and has been in detention for over two months now without trial. It stressed further that the former Governor of Niger State, Dr. Babangida Aliyu, was arrested on April 5, 2017 by officers of the Economic and Financial Crime Commission (EFCC) and like the others, he has been in detention and yet no case has been filed against him in any court by the anti-graft Agency. The PDP equally noted that the
former National Security Adviser (NSA), Col. Sambo Dasuki (rtd) has been in custody for about two (2) years now without trial. It observed that similar brutality, arrest and mindless detention went on with other PDP leaders and members that were arrested by either the DSS or the EFCC. The NCC of the PDP noted with regrets that while former leaders and members of PDP are being arrested indiscriminately and detained without trial; other former office holders of the ruling APC who have been accused of various corrupt practices are yet to be arrested but instead are compensated with juicy ministerial appointments, describing this as

double standard. The party said that there was no gainsaying that under the present APC-led Federal Government, the agencies arrest suspects, convict them in the media and detain them against the Law before they are proven innocent or otherwise by the Court. It is also said it is very clear in the nation’s Constitution that no security agency has the right or power to detain suspects more than 48 hours without trial. The party pointed out that the nation is in a constitutional democracy and as such the present APC Administration must lead by example and obey Court Orders. It stressed that it is on record that most of these suspects have been granted bail by the Courts of the land and the ECOWAS Court in the case of Col. Sambo Dasuki (rtd), adding that this is sheer lawlessness. It assured the public that the PDP is not against the anti-corruption fight of the present APCled administration. The NCC of PDP maintained however that “Our stand is that the present APC Government must follow due process in dealing with issues of corruption as the PDP did during its governments without violating human rights of citizens especially, those suspects that may later be found innocent by the Law Court”. The action of the APC Administration, the NCC of the PDP declared, is a clear case of injustice and vendetta. It thus called on the ruling Government to charge all those in detention to court as a matter of urgency and those granted bail by the courts must be freed immedi-
ately. The PDP maintained that as a law abiding party, it shall deploy all constitutional means both domestically and internationally to seek redress on this ‘Gestapo Rule’. But the ruling All Progressives Congress (APC) has debunked the claims of the PDP, saying that the allegations were baseless and unfounded. A chieftain of the APC who sought anonymity because he was not authorised to speak for the party, disclosed this to The Daily Times on Thursday during a telephone interview. Accordingly to him, the PDP is seeking for relevance and cheap popularity to divert attention from its internal wrangling that is tearing the party apart. The APC chieftain said: “The allegation by the Makarfi-led faction of the PDP is laughable. How can we allow the country to drift dictatorship and tyranny when we are the ruling party? “We believe in rule of law and constitutionalism as our mantra is change and we will not depart from the lofty objective. Unlike PDP that ruled with impunity for 16 years, APC is a party that cherish due process and rule of law. “The PDP should settle its internal problem and stop raising unfounded allegations. We know the party is factionalised. We therefore urge Makarfi-led PDP to strive and reconcile with Ali Modu Sheriff- led faction before we can take him serious. His own faction is not the authentic PDP as the Court of Appeal has ruled that Ali Modu Sheriff is the recognised national chairman of the PDP”.

the Federal High Court Abuja on Thursday insisted that the trial of a former aide to Colonel Sambo Dasuki (rtd), former National Security Adviser, Colonel Nicholas Ashinze and seven others in alleged N5.6 billion fraud would not be resumed until the Economic and Financial Crimes Commission (EFCC) retracts fully the misrepresentation of the court’s proceedings that the defendants are being tried on N36.8bn fraud. The defendants had during the last sitting in March 21, 2017 complained that a publication of the court proceedings credited to EFCC misrepresented what transpired by stating that the defendants are being tried for N36.8bn fraud. Secondly, that EFCC also
wrongly referred to the aide of Dasuki as a retired military officer while Nicholas Ashinze is currently a serving Army Colonel. Following the complaint which was not denied, Justice Kolawole ordered EFCC to stop media trial of defendants who are facing trials and retract the misleading publication and issue a public apology. At the resumed trial on Thursday, counsel to EFCC, Mr. Ofem Uket, told the court the anti -graft agency had retracted the offending publication. However, Mr. Ernest Nwoye, Counsel to Colonel Ashinze, stood his ground that the EFCC had not in any ways obeyed and respected the court order on the ground that EFCC has not shown any evidence or placed any document before the court as a prove of compliance.
The counsel argued that since the court order on the retraction was in writing and duly served on the EFCC, the anti-graft agency must show respect to the court by filing necessary papers and attaching necessary documents to show the compliance to the order of the court. Nwoye said that in the absence of any documentary evidence, the court should not attach any seriousness to the oral evidence of the prosecution counsel. Counsel to other defendants in the matter including the Senior Advocate of Nigeria, Mr. Paul Erokoro (SAN), aligned themselves with the submissions of Nwoye and urged Justice Kolawole to sustain the order for the retraction until the evidence of compliance with the order has been shown. In a brief ruling, Justice Kolawole dismissed the claim by the
counsel to the EFCC that the publication has been retracted. He rejected the claim on the ground that the lawyer failed to produce any document or evidence before the court showing the retraction. The Judge also ordered the news media involved in the alleged offending publication to appear before it and show cause why they should not be disciplined for misrepresenting the court’s proceedings by dishing out falsehood to the general public through a statement issued by one Mr. Wilson Uwujaren. “No responsible judge will sit down and allow his court to be rubbished with falsehood as in the case of the EFCC that has been engaging in feeding the general public with falsehood. “It is a fact that the defendants in criminal matter will be prejudiced when they are unjustly
subjected to media trial through publication of falsehood and misrepresentation of the court’s proceeding. “Since the court cannot act in vain, it is hereby ordered that the EFCC must show compliance in the appropriate way with the retraction of the offending press statement it issued out in respect of the proceeding of this court. “It is hereby also ordered that the Deputy registrar, litigation, must liaise with Deputy Sheriff and ensure that the order of March 21, 2017 is served on the Editor-in-chief or the appropriate person in the Vanguard Newspaper to ensure that the Editor and his correspondent in Abuja responsible for the publication (of March 8, 201) to appear before this court on May 4, 2017 to show cause where they got their story on the N36.8bn fraud published.

Ahonu-Amazu, who was was yet to serve out her full term of 5 years as at Thursday, source said, was sacked due to a number of issues surrounding her stewardship in Pencom, one of which was the lack of focus in the pension industry under her watch. Another reason, the source added, was her highhandedness and inability to understand the future of the pension industry. Also the unresolved issue around First Guarantee Pension Limited (FGPL), the source revealed further, may have contributed to her removal as owners of FGPL had accused her of wanting to transfer the asset under management by the PFA to a company allegedly owed by her mother. Another reason, the source said, was the embezzlement of over N3 billion
and falsification of documents of FGPL. Recall that the controversy trailed Ahonu-Amazu’s appointment as PenCom Director General by the immediate past administration of Dr. Goodluck Jonathan. She was accused among others of not possessing the requisite qualification for appointment as director-general of the commission, one of which was 20 years’ experience in the Pension industry as set forth in the PenCom Act 2004. She also had a running battle before she was eventually confirmed as the Director of the Commission by the Senate in 2014 upon amendment of the Pension Reform Act 2004. The amendment paved way for her to be confirmed as Direector General of the Commission. Before her confirmation as PenCom director General, Anohu-Amazu had been in acting capacity since December 2012, when the ten-
ure of the former DG, M. K. Ahmad ended. Meanwhile, in a statement announcing the appointment of the 23 new CEOs signed by Mr. Bolaji Adebiyi, Director of Press to the Secretary of the Government of the Federation (SGF), Mr. Babachir David Lawal, and made available in Abuja on Thursday, the appointments took immediate effect. Under the new dispensation, the new Managing Director of the Federal Mortgage Bank of Nigeria (FMBN) is Arc. Ahmed Dangiwa. Mr. Melvin Eboh is the Executive Director (Org. Resourcing), Hajiya Rahimatu Aliyu becomes the Executive Director (Loans Department, Securities Issuance and Market Development) while Umaru Abdullahi Dankane is the Executive Director (Policy and Strategy Loans Set-Up and Pay Off) of the bank. now has a new director general. The new Director General of the agency is Barrister Julie Okah-Donli while the Director-General of the National Centre for Women Development (NCWD) is Barrister Mary Ikpere-Eta. The new Director-General of the Nigeria Social Insurance Trust Fund (NSITF) is Mr. Bayo Somefun while three executive directors are to join the director general in piloting the affairs of the trust fund. Son of Abdulazeez Arisekola Alao, the late Ibadan based business mogul, Abdullahi Alao and the deceased Managing Director of Majope Investment, Opeyemi Ajuyah, were on Thursday, re-arraigned before Justice Lateefa Okunnu of an Ikeja High Court in Lagos over fuel subsidy fraud and forgery. Abdullahi Alao and his company, Axe Energy Ltd, Ajuyah and Olanrewaju Olalusi were brought before the court by the Economic and Financial Crimes Commission (EFCC) on eight count charge bothering on fraudulently obtaining subsidy payments amounting to N1.1 billion.
One of the defendants in the N1.1 billion fraud, Mrs. Ajuyah, died in January 2017. At the last adjourned date, Ajuyah’s counsel, Olanrewaju Ajanaku, informed the court that they were trying to get the deceased death certificate. He explained that the husband of the Mrs. Ajuyah was out of the country and that the death certificate will be provided as soon as he returned. Ajanaku, who pleaded for more time said they will send the death certificate to the prosecution as soon as the deceased husband returns to the country. The name of the deceased has however not been expunged from the charge.

Sheriff-led national executive of the Peoples Democratic Party (PDP), on Thursday said that Governors Nyeson Wike and Ayodele Fayose of Rivers and Ekiti states respectively drafted former President Goodluck Jonathan into a fake peace efforts last week Thursday with a predetermined intention to scuttle the Governor Seriake Dickson’s reconciliation efforts. The party alleged that Governor Wike spent a whooping N50million to host the last failed meeting with President Jonathan. Sheriff, who spoke through his deputy national chairman, Dr. Cairo Ojoughoh, at a press conference in Abuja, stated that the immediate past president was lured into committing a serious breach of protocol that led to the failure of the exercise which was the intended outcome. However, in a quick reaction, Dr Jonathan dismissed the claim, saying
that everything he did was done in the interest of the party, on which platform he became the President of the country. The former President, who spoke through his Media Aide, Mr. Ikechukwu Eze, faulted the claim by the Sheriff ’s camp, describing it as untrue. Eze said: “It is not true. The former president intervened in the crisis because of his genuine commit-
ment to bring about peace in the party that made him president. I don’t think anybody will believe that he collected money from anybody to organise the meeting. It is out of his genuine concern to bring peace in the party. “He has been meeting with members of the party. He met with Sheriff severally, he also met with Makarfi severally. Obaseki signs CDA bill into Law, presents copy to Oba of Benin Edo State governor, Godwin Obaseki on Wednesday, signed into law, a bill to prohibit forceful and illegal occupation of landed property by community Development in Edo. The governor immediately presented a copy to the Oba of Benin, His Royal Majesty, Oba Ewuare II, in his palace. The News Agency of Nigeria(NAN) recalls that Oba Ewuare, it was, who initiated the move to scrap activities of Community Development Association (CDA) in the state. The Oba in his coronation speech, decried the nefarious activities of the association, which had affected land acquisition and development by citizens and investors in the state. Presenting the copy of the new law to the Oba, Obaseki said the signing of the bill into law was historic for his administration. He said the implementation of the law would make the state to become more investor -friendly and would bring about speedy development of the state. He said “My administration believes that the way to sustainable development is to unleash and nurture our productive energy and that of investors. “Investment will not thrive in a lawless environment, it is a thing of pride that we signed this bill into law,” he said. The governor commended the Oba for his support in making the law a success. He said “our state has witnessed an aberration, our land tenure system before and during the colonial era was rated as the best, but it has been turned around by some nefarious activities of CDAs. “It was therefore a thing of joy during your coronation that you will undertake the task to pull down the. The governor bought into the idea and decided to draft a bill to criminalise their activities. “I want to commend the governor for this step taken as many people expressed doubts about his willingness to work with the palace but he has dispelled such fears,” he said. The Oba also assured of rehabilitation and empowerment for the youths who were members of the CDAs. Earlier, the Speaker of the Edo House of Assembly, Justin Okonoboh, presented the bill to the governor for his assent at the government house. Okonoboh said the new law was not all about prohibiting CDA’s activities in the state but also prohibited forceful entering into people’s landed property. APC chieftain seeks overhaul of EFCC prosecutors in anti-corruption crusade A chieftain of the All Progressives Congress (APC), Mr Olabode Towoju, has called for a total overhaul of the list of prosecutors in the Economic and Financial Crimes Commission (EFCC), if the government must win its anti-corruption crusade. Towoju who made the call in an interview with the News Agency of Nigeria (NAN) in Abuja, said that it was necessary that the EFCC carried out a self cleansing of its legal department in view of the recent losses of high profile corruption cases in courts. He called on the EFCC to do its work with diligence by providing incontrovertible facts in marshaling their arguments in courts since the court often relied on the evidence before it. He chided the lawyers handling cases for the EFCC for losing serially, adding that it appeared most of them were not ready for the cases before proceeding to court. Towoju said that any EFCC prosecutor seen not to be ready to handle his case diligently should be shown the way out. “The prosecutors at the EFCC should always ensure that their evidence in court is quite over-
whelming so that the commission will not be seen as being incapacitated.” The APC chieftain said that prosecutors working for the EFCC should get their acts together and do self cleansing, adding that losing high profile corruption cases would not be in the interest of the country. Towoju called on the Nigeria Bar Association to call its members to order not to jeopardise the anti-corruption drive of President Muhammadu Buhari’s administration. Benue Assembly confirms new sole administrators for 23 councils Benue State House of Assembly on Wednesday confirmed the nomination of the Directors, General Services and Administration, DGSAs of the 23 Local Government Areas of the state as Sole Administrators. The confirmation followed a letter signed by the Secretary to the State Government, Prof. Tony Ijohor and read by the Speaker, Mr. Terkimbi Ikyange. The Assembly confirmed the list without debate after a motion moved by the member representing Katsina-Ala East Constituency, Mr. Ianna Jato Jato said the appointment was in line with the law as amended in Section 21 of the constitution which states that tenures of sole administrators should not exceed six months. “It further states that if after the six months, local government elections were not conducted, new sole administrators would be appointed again pending the conduct of the elections,’’ he said. Oyo issues appointment letters to 54 council caretaker chairmen The Oyo State government on Wednesday presented appointment letters to caretaker chairmen of 54 local government councils and Local Council Development Areas (LCDAs) in the state. The letters were presented by Mr Bimbo Kolade, the Commissioner for Local Government and Chieftaincy Matters, at the House of Chiefs, Ibadan. The News Agency of Nigeria (NAN) reports that the letters were issued to 27 caretaker chairmen of local governments and 27 caretaker chairmen of the newly created LCDAs. NAN also reports that four local governments in Oyo Zone and Oriire Local Government Area as well as the six newly created LCDAs in both areas were exempted due to an ongoing litigation. Two of the nominees, Mudasiru Agbaje for Irepo Local Government Council and Adeleke Taiwo for Asabari LCDA in Saki did not scale through the screening process at the Assembly. Similarly, Mr Akeem Aransi, the Caretaker Chairman of Lagelu West LCDA, was removed hours before the swear-
ing-in ceremony and replaced with Mr Abiodun Oladeji. Oladeji, it was learnt, would undergo the screening process. Kolade said that the appointment letters issued to the chairmen would serve as an instrument of office. He stated that the Assembly cleared 55 out of the 57 nominees sent to it while the governor inaugurated 54 caretaker chairmen. Kolade said that the governor has sent new nominees for Irepo Local Government, Asabari LCDA and Lagelu West LCDA to the Assembly for screening. “The House of Assembly did not compel us to issue letters to 54 caretaker chairmen. The governor sent 57 names to the Assembly and they approved 55. “The governor changed the screened nominee for Lagelu West LCDA. The names of the new nominee and the earlier rejected two have been re-forwarded to the Assembly for screening. “The governor conducted swearing -in for 54 caretaker chairmen and that is the government’s position,” he said. The commissioner urged the chairmen to see the appoint-
ment as a call to service, particularly at a period of economic recession. He said that the local governments and LCDAs were perceived as being the same, adding that none was superior to the other. “All the chairmen should collect the new map of Oyo State from the Surveyor-General’s office and the gazette establishing the new LCDAs from the Ministry of Justice,’’ he said. Dr Morohunkola Thomas, Executive Assistant to the governor on Political Matters, and Dr Isiaka Kolawole, Special Adviser on Economic Matters , both urged the chairmen to live up to expectation. They both enjoined them to be good ambassadors of the governor in their respective councils. Ganduje pledges to ensure independence for state anti-graft agency Gov. Abdullahi Ganduje of Kano State has pledged to ensure the independence of the state Public Complaints and Anti-Corruption Commission to enable it discharge its responsibilities effectively. Ganduje made the promise when he hosted some visiting journalists in Kano. “We have instituted an anticorruption bureau which is working very well. We made it independent. In fact, one of our commissioners has lost his job along with other three permanent secretaries and some directors after being indicted by the anti-graft body,’’ he said. The governor said the state government would continue to ensure that the anti-graft agency remained independent so as to enable it discharge its duties without interference. He commended the anti-graft commission for discharging its responsibilities as expected, promising to give it all the necessary support and cooperation to ensure effective service delivery. He said the agency had a synergy with EFCC and ICPC in the area of training of its staff, pointing out that the EFCC recently chose Kano to launch the anti-corruption day.

Oyo committed to conduct of council poll–Ojo The Chief of Staff to Gov. Abiola Ajimobi of Oyo State, Dr Gbade Ojo, has reiterated the commitment of the state government to the conduct of local council election in the state. Ojo, who declared open a twoday retreat for commissioners and staff of the Oyo State Independent Electoral Commission (OYSIEC) in Ibadan, said government was sincere in its commitment to conducting the council poll. “Government is determined to conduct a credible council election. That is the reason it constituted OYSIEC and appointed commissioners as part of its readiness for the conduct of council election. “Between 2011 and 2015, government did not constitute OYSIEC nor appointed commissioners because it was not ready. “But now an electoral body has been put in place, it shows commitment to conducting the election,’’ he said. Ojo further urged the commissioners and other staff to ensure the credibility of the electoral process, saying it was their responsibility to conduct a poll that would be acceptable to all. He admonished the electoral body to comply with the local gov-
ernment laws of Oyo State that guides the conduct of council election. Ojo also advised OYSIEC staff to familiarise themselves with the LCDAs boundaries in order to ascertain the number of councillors to be produced in the new wards to be created. He called on the commission to make a representation to the governor soonest on the creation of the additional wards for proper documentation. Ojo, however, cautioned the staff of the commission against collecting gratification from politicians, urging them to maintain their integrity. In his opening remarks, Mr Jide Ajeigbe, the Chairman of OYSIEC, said the retreat would give the staff opportunity to get updated information on the electoral process. Ajeigbe commended the state government for the retreat, saying this would boost capacity building. Dr Aremu Fakolade, one of the resource persons at the retreat and Head of Special Education, University of Ibadan, said the retreat would enhance the job of the commission in conducting the poll.

Economic and Financial Crimes Commission discovered huge sums of money in a building at Ikoyi, Lagos, a Federal High Court, Ikoyi, Lagos has ordered the temporary forfeiture of the sums of $43,449,947, £27,800 and N23,218,00 recovered by the agency from an apartment in the Ikoyi area of Lagos on Wednesday.
Justice Muslim Hassan, in a ruling on Thursday, ordered that the funds be temporary forfeited to the Federal Government and adjourned till May 5, 2017 for anyone interested in the funds to show up before him to show cause why the money should not be permanently forfeited to the Federal Government. The judge made the forfeiture order shortly after entertaining an ex parte application by a
counsel for the EFCC, Mr. Rotimi Oyedepo. ÏÏÏ Rivers State governor, Barrister Nyesom Ezenwo Wike, has alleged that the Federal Government was sponsoring the National Chairman of the Peoples Democratic Party (PDP), Senator Ali Modu Sheriff, to destabilise the party. The governor, who declared Sherriff a mole in the PDP, alleged that the All Progressives Congress (APC) wanted to use the Chairman because of the destructive crisis that has engulfed the APC at the national level. He said that despite the Federal Government’s alleged sponsorship of Sheriff to cause crisis in the PDP, party would continue to wax strong. The governor spoke at the Sharks Stadium in Port Harcourt on Thursday after receiving 7800 APC decampees who joined the PDP, noting that the machinations of the Federal Government against the PDP would fail. He described Sherriff as “a mole of the APC who is being sponsored by the Federal Govern-
ment. They are sponsoring Sherriff because of the crisis in the APC.” He charged PDP members to relax and wait for God’s intervention. Wike said that Rivers State has witnessed mass execution of propeople projects despite the alleged deliberate ploy of the APC and Federal Government to distract his administration. He said: “The APC has nothing to tell Rivers people on why they should remain in that party. After two years, there is no single Federal Government project in the state.” Wike said that the defection of APC members to the PDP signals the death of the political party in the state because it was founded on falsehood and deception. He said: “We were looking for our brothers they kidnapped through lies and deceit. We prayed for our brothers to return and today they are back”. While receiving the decampees, Wike took time off to berate the Independent National Electoral Commission (INEC), accusing the commission of planning to rig the
2019 election in favour of the APC. He accused INEC of planning to “rig the 2019 elections in favour of the APC. “Like I told the House of Representatives, if INEC wants to use the Card Reader to conduct the 2019 election, then it must be Card Reader all the way. If the Card Reader fails to work on Election Day, INEC should postpone that election till the next day.” “If the Federal Government wants INEC to conduct a free and fair election, then, its standard must be uniform. Nigeria is rich enough to fund any election that was postponed. The Federal Government should channel all the recovered loot to INEC to enable it to cope with its financial obligations,” he added. The leader of the APC decampees, Chief Glory Emeh, said that the APC had been decimated due to the performance of the governor. As God would have it sir, we were able to recover $43, 449,947; still in the same flat we also recovered £27,800. That was not all, we were also able to recover N23, 218,000. “For security reasons and because of the volume, we did not want to bring the money before My Lord but we have registered it as an exhibit with the exhibit keeper and the evidence is contained in Exhibit EFCC 04. “Section 17 of the Advance Fee Fraud and other fraud related Of-
fences Act empowered My Lord, where a property is found to be an unclaimed property or where a property is found to be proceeds of an unlawful activity, to forfeit such property in the interim,” Oyedepo said. He pointed the judge’s attention to a portion of the court papers where the commission had stated under oath that “no one had approached the commission to claim the said money with reasonable evidence confirming the genuineness of the origin of the money that we are seeking to forfeit in the interim.” “I, therefore, humbly and most respectfully urge My Lord to forfeit this money to the Federal Government pending when anyone who has the mind come and claim the money,” the lawyer added. After listening to him, Justice Hassan, in a short ruling, said in view of the facts placed before him, he was “mindful of granting the interim reliefs sought,” by the EFCC. He also granted the anti-graft agency’s prayer to advertise or publish the interim forfeiture order in any national newspaper for any concerned party to see it. Meanwhile, the Judge has adjourned till May 5, 2017 for such a person to come before him to give reasons the money should not be permanently forfeited to the Federal Government.

President Muhammadu Buhari says that the Federal Government will do everything within its capacity to secure the freedom of the remaining Chibok schoolgirls in captivity of Boko Haram. The President, who said this in a message to mark the third anniversary of the abduction of the Chibok schoolgirls on April 14 (today), noted that the administration was willing to bend over backwards to make the abductors of the girls release them. According to him, the Federal Government has engaged local and international intermediaries in reaching out to members of Boko Haram for the safe release of the Chibok girls. “Like I have repeatedly said, the Federal Government is willing to bend over backwards to secure the release of the remaining Chibok girls. “We have reached out to their captors through local and international intermediaries, and we are ever ready to do everything within our means to ensure the safe release of all the girls. “I wish to reassure the parents of the Chibok girls, all well-meaning Nigerians, organisations and the international community
that as a government, we are unrelenting on the issue of the safe return of our children. “I trust God that soon, our collective efforts will be rewarded with the safe return of our schoolgirls to their families, friends and their communities.’’ President Buhari stated that Nigerians had every reason to celebrate the return of 24 of the Chibok schoolgirls as well as thousands of other Nigerians who were abducted by the terrorists. He said government was in constant touch through negotiations and local intelligence to secure the release of the remaining girls and other abducted persons unharmed. “As a parent, I am eternally grateful to God that some of the girls were found alive and have been reunited with their families,’’ he added. According to the President, government is doing all within its powers to reintegrate the freed girls to normal life. The President expressed appreciation to the parents and families of the abducted girls that had endured three years of agony and waiting for the return of their children.

Editorial Stemming alarming kidney failure among Nigerians
B
efore now, little was heard of kidney failure as a major killer in Nigeria. In recent times, the reverse has become the case. The increasing burden of chronic kidney disease (CDK), and end-stage renal disease presents a challenge for the country and health authorities. According to health experts, more than 24 million Nigerians or 14.2 per cent of the population or, one in every seven persons has one degree of Chronic Kidney Disease (CKD). Moreover, with more Nigerians getting overweight, developing hypertension and diabetes, medical experts are warning of a looming epidemic of kidney failure. More alarming is a recent report in Medical Anthropology Quarterly that confirmed a growing worldwide market for body parts that include kidneys. Reports, also, reveal that there is increased kidney trafficking due to the prevailing economic situation in the country, whereby a kidney could fetch the donor as much as N1million. Medical experts say that more people die every day from kidney- related diseases than malaria and HIV/AIDS in Nigeria. Medical experts have established that diabetes and high blood pressure are key risk factors for chronic kidney disease. Other causes include polycystic kidney disease; sickle cell disease; obstructive uropathy, prostate, fibroids, strictures and cancers; connective tissue disorders, toxic nephropathy and Human Immuno-deficiency Virus /Acquired Immune Deficiency Syndrome ((HIV)/AIDS). It is a fact that kidneys serve as filter for the body and once damaged; they can no longer remove waste and excess liquid from the blood. As deadly as this menace is, available statistics on kidney diseases had remained

scarce. The lack of renal registries means that there are no reliable statistics about the prevalence of chronic kidney disease (CKD) in Nigeria. Many people with severe kidney infection are asymptomatic in the early stages of the disease. If present, the early symptoms are nonspecific and may include fatigue and loss of appetite. In the advanced stages, however, the symptoms are severe. For this reason people often do not realise they have the disease until they are already very sick and have sustained irreversible kidney damage. Symptoms of severe kidney damage may include the yellowing of the eyes and skin (as the kidneys are no longer able to filter waste), nausea and vomiting or severe muscle cramps. In the advanced stages, as the body loses its ability to expel fluid, there may be swelling in the hands and feet and excess fluid in the lungs. This can make it difficult to breath. Without proper end-of-life care, death from kidney failure is often extremely painful. Lack of adequate and appropriate health facilities including health care personnel pose a great challenge to care of patients with kidney- related ailments in most developing countries. This has encouraged proliferation of various pseudo/quack health facilities found in these countries. Incidentally, unlike some African countries, such as Rwanda and South Africa, there is no government funding for treatment in Nigeria. This leaves the entire burden to individuals who, most often, cannot bear the cost for too long. It is therefore imperative that Nigerians become health conscious by undertaking routine medical checkup for symptoms of kidney disease. With yearly testing and aggressive treatment, we can greatly slow the decline in kidney function and reduce the number of people developing kidney failure.

Mr. Akinwunmi Ambode, on Thursday said his administration remains committed to bridging the daily deficit of potable water in the State without inflicting a tax burden on the people, just as he revealed that huge investments have been made in the sector in the last 23 months. Speaking at the Lagos House in Ikeja, when he received a delegation from the Manufacturers Association of Nigeria (MAN) led by its President, Dr. Frank Udemba Jacobs, Governor Ambode said the state requires about 720million gallons of water per day, but currently has capacity to produce only 210million, leaving a deficit of about 500 mil-
lion gallons. It would be recalled that the present administration since assumption of office in 2015, had intensified investments in the water sector especially by putting measures in place to revamp the 48 Mini Water Works across the State to produce at 100 per cent, while works on the Adiyan Major Water Works had reached advanced stage. The governor said ever since coming on board, conscious efforts have been made towards improving on the business environment by investing in critical sectors such as infrastructure, security, traffic management, among others, saying that investment in the water sector too had been huge. “Just like every other infrastructure that we are
trying to create in the city, water is one of them and obviously it is clear that we have a deficit. The city actually needs a minimum of 720million gallons of water per day and right now, there is a shortfall of almost about 500million and so our investment in water sector is continuous and very deep. “The truth is that despite being surrounded by water, the infrastructure that drives the water to become a drinkable item is huge and we do not want to tax people to death and at the same time within the limited resources in a recession, we are faced with that challenge of wanting to redistribute the limited resources in the various sectors and sometimes the gap is yet to be filled in that sector. “I do recognize the fact
that we need to be on top of our game in terms of providing water and I also recognize the fact that we are not yet in a place where we ought to be but again, we must understand that within that shortcoming, government tries as much as possible to find a way to create laws or create an enabling environment to allow water to be available everywhere,” Governor Ambode said. House of Assembly has adopted a resolution on the audited accounts of Ikom local government council as at the year ended December 31, 2016. The House made the resolution following the presentation of the report of the committee on public accounts headed by Hon. Stephen Ukpukpen Akumaye, representing Obudu state constituency. The House observed that the council’s Internally Generated Revenue (IGR) performance during the period under review was very poor, whereas Ikom Council was estimated to generate 72,862,973 million from internal sources only, 13911298 was realized indicating the variance of 58,952,675.
Consequently, the House resolved that; the Council should evolve measures to effectively harness existing revenue sources and explore additional ones to enhance its internal revenue potentials, adding that stringent measures should be applied to minimise leakages in the Council’s IGR collection. Such measures, the resolution added, may include; ensuring that IGR collected are paid directly into designated bank accounts, proper understanding of the classification of revenue codes into which IGR revenue should be lodged for proper accountability; and discouraging political patronage whereby viable revenue points are contracted out to agents who remit little or nothing to council coffers. Niger state governor, Alhaji Abuubakar Sani Bello, has called on Christians to sustain their prayers for the development and peace of the state as they celebrate Easter stating that with prayers, all challenges could be overcome. In a statement on behalf of the governor, the Commissioner of Information, Culture and Tourism Mr. Jonathan Tsado Vatsa, stated that the Sani Bello administration has mapped out strategies aimed at growth and development but needed the prayers and support of all the people of the state to succeed. He stated that the government recognized the
need for peaceful co-existence among the people of the state which was why the government always promotes issues and programmes that will guarantee harmony in the state. “As our Christian brothers and sisters celebrate Easter we urge them to draw a lesson from the sacrifice of our Lord Jesus Christ and live by His teachings through promoting peace and sacrifice for the good of others and the society.” The commissioner stated that the government will continue to promote religious harmony and treat all adherent of the two major religions in the state equally with firm belief on the importance of the two religions in the spiritual restoration of the

Church of the Brethren in Nigeria, has tasked the federal government to expedite action in rescuing the remaining Chibok girl abductees to keep them steadfast in the Christian faith. The President of the church, Rev. Joel Bili, made appeal while speaking with newsmen in Kwarhi, Adamawa state during its 70th annual convention. The cleric noted that the church would not relent in its efforts in praying for the safe arrival of the remaining girls and their parents to direct their focus on and faith in Jesus

Billi equally urged the Presidential Committee on North-East Initiative (PCNI), to redouble its effort in fast tracking and rebuilding of places of worship destroyed by insurgents in the region. the Department of Counselor Education, University of Ilorin, Professor Lasiele Alabi Yahaya, has described as beneficial to students and the society at large, the compulsory inclusion of guidance and counseling in educational institutions in Nigeria. Yahaya maintained that provision of counseling in schools would afford the students various opportunities to achieve their goals in life. In his lecture entitled ‘School counseling: key to unlocking Golden Opportunities in Life’ delivered at the 166th inaugural lecture of the university, the professor of guidance and counseling wondered why counseling is not included in schools’ curricular, challenging the government to place it, as a subject, high
on schools’ curricular. According to him, with inclusion of counseling in schools, most of the societal ills and national challenges will be reduced considerably, since the development of any nation depends on its young ones. “Counseling which is a helping relationship deserves more attention from government than it presently has in order to make the positive impact. All educational stakeholders should therefore join hands in placing counseling in its rightful position. “I strongly believe that if counseling is given the deserved attention, most of the cases if deviant behaviour which are rampant in Nigerian institutions of learning would be brought under control and students would focus more on their studies such that ultimately, they would benefit maximally from numerous opportunities that life pres-
ents,” he stated. Insisting that provision of guidance and counseling serves should be made compulsory in educational institutions across Nigeria, the don advocated “an educational act of parliament” in order to ensure full attention, efficiency and schools compliance with the order. “Counseling should also be given adequate consideration in the National Policy on Education. For instance, instead of a few paragraphs, a chapter should be devoted to school counseling. “Government should ensure that school counselors practice on a full-time basis. Counseling is a job that demands total commitment and dedication; it cannot be done as a part time venture. It requires full time and all day attention. Ideally, a counselor is required to handle not more than 250 students in order to be effective and efficient,” he added.

Soji Simpson: Memories rekindled at book launch

he turnout of the people at the inauguration of Mediations-The Poems of Soji Simpson-was expected. A large array of poetic minds, academicians, theatre practitioners, journalists, writers and journalist dominated the faces at the Agip Recital Hall, Muson Centre, Onikan, Lagos, on that beautiful Saturday morning, April 8th, 2017. The occasion was, in deed to celebrate Mr. Soji Simpson, who disappeared mysteriously 43 years ago between the National Museum Onikan, Lagos, and somewhere after Tafawa Balewa Square, Lagos Island; and had not been seen ever since. The roll call: Bashorun J.K, Randle, Chairman; Chief Oluasegun Segun, former governor of Ogun State; Fadesewa of Simawa, Oba Gbenga Sonuga; Professor Idowu Sobowale; Professor Timothy Asobele, University of Lagos; Mr. Kunle Ajibale, The News Magazine; Mr. Lanre Idowu, Publisher of the book; Mr. Taiwo Obileye; Mrs. Tiwo Ajai-Lycett; Ms. Iyabo Aboabo; Ms. Evelyn Osagie; Mr. Patrick Oke; Mr./ Mrs. Sonubi; Mrs. Kunle Diya; Eng. Dipo Ashafa; Mr. V.N. Akadike; among other personalities. For the Simpsons, who had to bear the agony of not seeing their loved one for over for decades, what they missed physically in him, his friends espoused they gained in his legacyliterary works, which was compiled by his younger brother, Femi Simpson and published by the Diamond Publishers! According to the ceremony’s compere, Mr. Tope Babayemi, Soji Thompson, even at young age, has shown the literary and other qualities in him; demonstrating all these at Kings College and Baptist Academy, Lagos. He said he was such a jolly quiet and cerebral fellow to the envy of all. Speakers upon speakers, including former Ogun State Governor, Chief
Segun Osoba, his colleague; Bashorun. J.K. Randle, Professor Idowu Sobowale, among other eminent people, eulogised one of their own, Soji Simpson, describing him as, as very brilliant and quite. In his speech, which akin to reminiscences, Bashoun J.k. Randle, a charted accountant, described Soji as a friend, classmate and though-bred Nigerian, who at early life, has shown brilliantly through his literary and poetic growth to the administration of his colleagues at that time. Randle, who could not hide his adoration for Soji, said, “We are proud of him.” He said, “It takes a lot of courage not to be discouraged in Nigeria”, going by developments across the country; adding that, “when Soji was alive, Nigeria was destined for greatness.” Randle, who tread one of Soji’s poem, “Ode to victory,” emphasized that the then young man lived far ahead of his time. For Osoba, a former Managing Director of Daily Times, and Soji’s friend, who read one of Soji’s poem, ‘Hard must he work’, the man showed deep genius even at his young age. He said decades after his demise, Soji remained alive with his works and good deeds. Taiwo Ajai-Lycet, who read Soji’s poem, said although she never knew Soji in person, she heard of him when she returned from her sojourn in England. Other Soji’s poems that were individually read by literary giants, included, Nigerianisation, Acrostic on Baptist Academy; Down Along the Marina; Under the Iroko Tree; Ogbuefi; Au Lecteur; The Outcast; Life Without Love; and It is better to die in the prime of life. As rendition of music supplied by Melodies spiced the hall with beautiful tunes, the surprisingly appreciable attendance at the occasion had nothing to miss. The book reviewer, Mr. Kunle Ajibade was more succinct when he said what was lost physically by the death of Soji

Simpson was in deed, gained by his literary works. Ajibade held his audience spellbound with an in-depth analysis of the book, describing it as one of the finest collections of literary works, adding that Soji drew inspiration from great poets, writers like, William Shakespeare. It was also launching time, spearheaded by Randle, who urged the guests and others who loved Soji, to patronize the bok. According to Femi Simpson, Soji Simpson’s Meditation is a collection of poems across diverse genres-odes, lyrics, ballads and sonnets. He said, “As a thespian, poet and playwright, Simpson wrote over 70 poems between 1958 and 1962 while he was a student at the Baptist Academy and King’s College, both in Lagos. On the evening of August 1974, Soji Simpson mysteriously vanished whilst he was rehearsing Rasheed William’s
play’ Behold my Redeemer’. He has not been seen since.” Femi said Meditation as a collection of poems, will sit well for individual’s pleasure; it should also make its way into the classrooms as a worthy collection deserving closer scrutiny. As the beautifully morning crawled into noon and birds of different colours began flying over the magnificent Muson Centre’s building, guests were relaxed, exchanging banters. It was simply a beauty to behold, one which would gladden late Soji Simpson’s heart wherever he may be now. The family too showed deep appreciation to guests by seeing them off and wetting their appetite with some sumptuous meal. Even the organisers could not have begged for a better occasion, as there were no dull moments for them; friends, colleagues, others simply regaled in the attendant euphoria, laughing hilariously.

he Aborigines of Anioma, in the nine local government areas that make up Delta North Senatorial District otherwise known as Anioma Nation are leaving no stone unturned to make this year’s 14th edition of Anioma Cultural Festival a grand one. President of the Organisation for the Advancement of Anioma Culture (OFAAC), Arch Kester Ifeadi made this known recently at a close chat with our correspondent. Ifeadi revealed that all is set for this year’s edition, and added that Nigeria’s foremost bank, the Union Bank Plc., has assured of its sponsorship support for the festival. The bank, which has played leading roles and still dictating the pace in Nigeria’s financial turf is partnering with the OFAAC to make this year’s edition of the festival one to be remembered for a long time. And as part of plans to make the festival which holds on Easter Monday, April 17, a huge success, OFAAC has commenced its usual courtesy call on traditional rulers and personalities of high net worth in the nine local govern-

The theme for this year’s edition, which will take place at the open field of Asaba Girls’ Grammar School (AGGS), is “Let’s celebrate our cultural values;” and is expected, as usual, to attract cultural troupes and traditional wrestlers, among other features. There will also be exhibition of arts and crafts, the traditional ‘Akwa Ocha’, which the people of Anioma are known for, Anioma cuisines, music, raffle draws, etc. According to Ifeadi, everything has been put in place for a successful festival as has been done in the past. “All the groups that will be taking part in the festival are ready and gearing to go. We have dotted all the ‘is’ and crossed the ‘Ts’ and ‘I’ promise Deltans another swell time. Anioma Cultural Festival has become the number one cultural event in Delta State that attracts people from all parts of the state from all walks of life,” Ifeadi said. Why we paid Fulani herdsmen to stop killings in Southern Kaduna -el-Rufai Mallam Nasir el-Rufai is the governor of Kaduna State in North West Nigeria. He was recently on a live interview session on the Channels Television early morning programme, Sunrise Daily, and he speaks on the ongoing crisis in Southern Kaduna. Why trying to explain the possible causes of the crisis and what the state is doing to contain it, the governor speaks on why he had to negotiate with some Fulani Herdsmen from outside Nigeria, who are believed to be behind the killings and pay them some form of compensation to stop attacking the people. PATRICK OKOHUE monitored the interview and reports. Give us an overview of the ongoing crisis in Southern Kaduna There are basically three problems in Kaduna State, there were the killings in Southern Kaduna, there was cattle rustling and banditry in Northern and Central Kaduna and there were urban gangs, these young people that take drugs and just attack and kill anyone they see at random. They call them Sarasuka gang, so we knew that we had to address these problems, but the cattle rustling we understood very quickly, because essentially it was a Fulani phenomenon, they steal cattle, they hide in the fringes of the forest around Kaduna, Zamfara, Sokoto and so on, so we knew that if we went to that forest and flush them out we will degrade their capacity. But the greatest problem you face today will seem to be the Fulani Herdsmen as being reported in various media, because they are the ones perpetrating these crimes of killings in Southern Kaduna, is that true? No, let me explain the three problems and you will get it in context, the cattle rustling and banditry is an essentially Fulani phenomenon, it is Fulani and we knew where they were and we collaborated with the state governments surrounding that notorious forest range, the Kamukukayinbanu Forest Reserve and we said this is a problem we have to solve jointly and we collaborated and in conjunction with other state governments we put together money and got military operation and flushed them out and today we have over 300 young Fulanis between ages 18 and 20 in custody, for kidnapping, cattle rustling and robbery. That was easy because we understood the problem. Since you understood the problems and flushed them out, but did you by any chance find out if they got involved in the other issues that you are talking about? Maybe they did, because these problems has multiple dimension, but I will try to cover everything as much as I can, but I am trying to classify the problems and tell you what we did. So, to that extent we degraded cattle rustling, they moved on to kidnapping, we have addressed that to a large extent, it is more or less sorted in Kaduna, unfortunately because of weak law enforcement there are copycat crimes all over the state now. The second problem of the urban gangs were addressed, the Police and the SSS knew who these gangs were, it was just the capacity to bring them to justice that was lacking and that was done, so to a large extent we have solved that, but it still break out ones in a while, because drug addiction is a big problem, but that was sorted. But, the Southern Kaduna case was more difficult because we didn’t understand it, and that was why we needed a high profile committee like the Martin Luther Agwai committee to look at it and they did, we established the committee in July and by the end of August they have submitted their report. They went round Southern Kaduna, they talked with communities and everybody and they came back with certain findings and recommendations and the findings were very enlightening even to me who is even Fulani, I am 87.5% Fulani am told by my parents. They

found that there were three groups of Fulani, the settled Fulani like me that don’t herd cattle, settled in one place don’t move around, the semi settled, that live in Nigerian, they are Nigerians but move their cattle up and down in search of pasture and then there is the trans human pastoralist that come from other African countries. Fulanis are in about 14 countries, there is virtually no country in West Africa that there is no Fulani, minority or even majority. Under the ECOWAS protocol signed in 2003, these Fulanis take their cattle when the dry season in their countries start and herd them down to Nigeria, up to Central Nigeria in search of pasture. Around march when the rains start, they start moving back the same route and apparently I didn’t know this until I got briefing as governor, there are international stock routes, mapped out from pre-colonial times that these trans human herdsmen follow. Unfortunately, because of population explosion, we were 50million at independence, today we are almost 200million, urban development and farmlands have taken over some of these international routes. This is the basis for the crashes, now the herdsman in Guinea thinks that he can still follow this route and as he follows this route he meets a farm and his cattle destroys part of the farm. Have you gotten any report that the farmers also takes the cows of the herdsmen? No, we have no such reports, what often happens when damage to a farm occurs in those days is that the Flulani will leave behind a small calf as compensation, that means in the past there was a framework to settle these things, but that framework has more or less collapsed and the Agwai committee identified this and they also found that some of what we saw in Southern Kaduna was reprisal killings for what happened in 2011. Because in 2011 as the herdsmen were moving their cattle back to their country or to their various locations in parts of Northern Nigeria, the post election crisis took place in April and many of them were trapped, they just happened to be there and they were killed and their livestock lost, so some of them were coming back to do reprisal killings. Most of the Fulanis within Nigeria filed claims, because there was the Lemu Commission of Inquiry that took a look at this problems and made recommendations that the
Federal Government should pay compensation to those that lost cattle. Where did this happen, where were they trapped? They were trapped mostly around Zonkwa in Zango Kataf Local Government Area, Kaura and Jemma all in Southern Kaduna and these happens to be the areas where we have these problems today. There are eight local governments in Southern Kaduna, only three or four has these problems and these are where mostly the killings in 2011 took place. Now, after the Lemu Commission made recommendations and the Judicial Commission of Inquiry set up by Kaduna State also made similar findings, compensation was offered to the families of those that were killed, displaced and so on. The Federal Government provided the money and compensation was paid, but those that were in Guinea, in Mali and in Niger cannot claim any compensation, they didn’t even appear before the Commission, so it is these people that are now coming back to carry out reprisal killings. On the 3rd of December 2016, it was widely published that you had a meeting with select group of journalists and you did brief them that your government has traced some aggrieved Fulani to their country and paid them to stop killings of Southern Kaduna natives and the destruction of their communities, saying the renewed violence is carried out by such bandits, could you explain this? That was reported not only incorrectly but out of context, what we did was this, the Agwai committee recommended that we should reach out to these trans human pastoralist, because they have established that most of the attacks in Southern Kaduna are traceable to them, because they were outside the process of the Lemu Commission and the Kaduna State Commission of Inquiry, they did not receive any compensation, they didn’t even appear before the commission because they are foreigners, but one of the members of the Agwai Committee fortuitously was part of the team that the late governor of Kaduna State, Patrick Yakowa was sending to reach out to these people. Apparently Yakowa also stumbled on this information and realised that he has reach out to these trans human pastoralists from other countries and that process
was going on. If you look at Yakowa’s tenure, in 2011 there were attacks and then he started this outreach and throughout 2012 until he died there were no attacks as such, so one of the members of the committee mentioned this and it was in the Agwai recommendation to reach out to these people, through NGOs, Civil Societies organisations and so on. So we assembled the team and said go out and talk to them, tell them that these has to stop, tell them that we are willing to offer compensation for lost lives, for lost livestock, that it is senseless to keep killing people because you feel that you have been offended. Did they respond to you positively? Yes, they did, we sent a team and they went round and by the time they met three or four of such groups, the killings stopped, so if you check the records, between August 2015, when we received the Agwai Committee report and began the outreach until May/June 2016 there was not one incident of any such killings in Southern Kaduna. So, we felt that if we remove that out of the equation, we can now focus on resolving the issues between local herdsmen and farmers which is still an issue. Yes, we offered them money, we said look if we had to pay you not to kill our people we are happy to do it. Is that the only solution you are adopting to stop the killings? That is the only solution we can see, if anyone has a better solution he can give us. If you have somebody in Guinea but you cannot prove is responsible for this but you say we apologise that this has happened, it didn’t happen during my time, I am the governor now, we apologise that you were caught up in our domestic issues, have you lost cattle we are ready to pay, have you lost lives we can pay compensations. Compensations for lives and properties have foundation even in the Koran and the Bible. ing anxiety and high expectations amongst members of the ruling All Progressives Congress (APC) and opposition Peoples Democratic Party (PDP) in Edo State as the three man panel of judges for the Election Petitions Tribunal sitting in Benin City, the state capital are set to deliver judgment today. Both parties in the suit which has lasted for about three months allowed by the Electoral Act had engaged themselves in fierce legal turf to convince the panel of judges on points of law on why the case should be swayed in their favour. Already, security has been tightened around the premises of the High Court located on Sapele road, the
Anthony Enahoro legislative complex on Kings Square, the secretariat buildings otherwise known as the Palm House and other public buildings all in the ancient capital town in readiness for the final verdict on the months of legal tussle between both parties in the suit and to forestall any breach of peace. An Armored Personnel Carrier and tens of police patrol vans have been stationed at strategic locations with eagle eyed and battle ready plain clothes security operatives on red alert against any possible violence during the court proceedings. Besides, members of the two main political parties, the APC and its rival PDP have as at the last count of communication of the judgment date by the tribunal members, mobilised their
supporters for the epic judgment. Although, our reporter gathered that the high command of the Nigeria Police Force (NPF) and the Directorate of State Security (DSS) have directed the two commands in the state to ensure a peaceful atmosphere throughout the court proceedings and that support groups are not allowed close to the venue of the tribunal sitting. It would be recalled that the governorship candidate of the PDP, Pastor Osagie Ize-Iyamu and his party, the PDP, had filed a suit to challenge the declaration of Governor Godwin Obaseki of the APC as winner of the governorship election conducted by the Independent National Electoral Commission (INEC), on September 28, 2016 in the state. Also, the Appeal Court
in Benin had on April 7th last week thrown out the appeal filed before it by Pastor Ize-Iyamu and the PDP seeking for a recount of the ballot papers used during the polls as against the earlier ruling by the tribunal on the recounting of ballot papers. Pastor Ize-Iyamu and his party had asked the appellate court to order for a complete recounting of used ballot papers from four local government areas of Akoko-Edo, Egor, Estako West and Estako East respectively produced before the lower tribunal. Ize-Iyamu had argued that the tribunal erred when it stopped the recounting of the ballot papers once the 14 days given to the petitioners to present their case have elapsed and further requested an order that the period utilised by

The Onitsha South Owners Traders Association has set up a Committee to ensure the re-election of Governor Willie Obiano of Anambra State during the November 18, 2016 governorship election in the State. The president of the association, Chief Eric Uwaoma, said the committee is made of five persons from each of the Streets in Onitsha South Local Government Area of the State. He said the five persons from each of the streets will form the Central body that will co-ordinate the members of the association in
different sub-associations in Onitsha South. The President said that part of the functions of the committee was to encourage every trader in the Local Government to get his/her own voter’s card, which will empower them to vote for the Governor on the election day, emphasizing that supporting Obiano without voter’s card amounted to an exercise in futility. Chief Uwaoma said this has become necessary because they want Governor Obiano to return back to continue the good work he started in the state especially the provision of security among other things.
“There is no doubt that Obiano has done well in spite of what his critics have been saying. Other states come to Anambra to emulate what Obiano is doing here. He should continue and we will work to ensure he gets back. It is in our overall interest” he said. Re-opening Mosimi depot, boost to Nigeria’s economy NUPENG Joy Ekeke
The Nigeria Union of Petroleum and Natural Gas Workers (NUPENG) has highlighted the importance of the re-opening of Mosimi Depot by the Nigeria National Petroleum Corporation (NNPC), describing it as commendable. In a statement signed by the National President of NUPENG, Comrade Igwe Achese, praised the efforts of the Group Managing Director of the Corporation, Dr. Maikanti Baru for making it possible after the depot had been closed down for over a year now. The union stated that the opening of the Mosimi depot will ‘make distribution of petroleum products to the South-west easy’ and put ‘less pressure’ on petroleum tankers that throng the Lagos axis to load. NUPENG also believed that such feat can be taken further if the NNPC reopens the system B line so that petroleum products can be dispensed through that line. And also, reactivate and re-open the other moribund depots scattered all over the county. “The accolade did not fall short of recommending for an establishment of Pipeline Protection Agency (PPA) which will be saddled with the protection of pipelines traversing the nooks and crannies of the country. Governments urged to prepare people to compete with machines Tony Nwakaegho Christine Lagarde, the managing director of the International Monetary Fund (IMF), has urged global governments to prepare the people to compete with machines. Lagarde gave the charge while speaking on the global economy ahead of the IMF and World Bank meetings in Washington next week, adding that “there are concerns that automation will progressively jeopardize employment growth in emerging and de-
veloping economies”. Lagarde while quoting futurist Andrew McAfee, said “when economic winds shift, we must find better ways of supporting workers”. “There is no magic formula. But we do know that greater emphasis on retraining and vocational training, job search assistance, and relocation support can help those affected by labor market dislocations. “The United States, for example, could focus more on well-designed assistance for job search and job
matching, including through online tools. Emerging economies could also design technological solutions, such as advertising job openings through personalized text messages on mobile phones, just to give you one example. “Looking ahead, all governments need to do more to help citizens prepare for major technological advances. OPS can’t pay new wage – NECA The Organised Private Sector (OPS) under the aegis of the Nigeria Employers’ Consultative Association (NECA) has said that private operators will not be able to pay new wage increase now. Mr Olusegun Oshinowo, the Director-General of NECA, disclosed this on Thursday in Lagos while fielding questions from journalists. According to Oshinowo, economic depression has affected employers and their businesses have dwindled, causing some to reduce the number of workers and close shops. “We will canvass at the National Minimum Wage Committee that the private sector is faced with challenges and stakeholders should look into it,” he said. The director-general said that there was indeed an understanding that the National Minimum Wage would be due for discussion after five years. “In effect, the 2011 agreement should be open for discussion in 2016. The clamour for discussions by the NLC and TUC is therefore legitimate. “There is a time-tested and enshrined procedure for the discussion of the National Minimum Wage, which entails a National Minimum Wage Committee. “This comprises of representatives of the Federal Government, State Governments, NECA and Organised Labour as represented by NLC and TUC,” Oshinowo said. However, he said that stakeholders in the socio-labour community and players in the Nigerian Industrial Relations’ system should be circumspect in their approach to the heated issue on the review of the National Minimum Wage. He said that the issue of procedure should be separated from the minimum wage subject and that the Committee has the responsibility to determine if the time was good to increase the wage or not. Oshinowo said that the principle of reasonableness and superior arguments has always carried the day during minimum wage dialogue and that conclusions at the platform would not necessarily be for or against increase.

FDI inflow to Anambra hits $7.2bn in 3 years – ANSIPPA boss Foreign Direct Investment inflow to Anambra in the last three years stood at 7.2 billion dollars, the Anambra State Investment Promotion and Protection Agency (ANSIPPA) has said. Enweze said the notion should be revised to reflect efforts of states’ chasing the investments. He said that the truth about the investment volume were verifiable as the partners were on ground, adding that most states in the country were now more aggressive with FDI drive than the Federal Government. Enweze, who is the traditional
ruler of Umuoji in Idemili South, said that the Anambra government was interested in Public-Private Partnership, but was not giving investors sovereign guarantee as some other states did. He said giving sovereign guarantee often resulted in public sector corruption and inability of states to pay their bills including payment of salaries because such moneys were deducted at source from the federal allocation. “So far, over the past three years, despite the difficult situation, despite the investment climate in Nigeria’s economic environment, ANSIPPA has been able to attract a record volume of 7.2 billion dollars including the 2.2 billion dollars airport city project which was just flagged off on Tuesday.

This submission to the CBN was made on April 3, 2017. We apologise to the regulatory bodies that this was not clear in the original announcement.”

The National Bureau of Statistics (NBS) yesterday said the inflation rate dropped by 0.52 per cent in March to close at 17.26 per cent, the second decline recorded in two months. NBS had announced the first decline in February when inflation dropped by 0.94 per cent to close at 17.78 per cent. According to the Bureau, “This is the second consecutive month of a decline in the headline Consumer Price Index (CPI) on a yearon-year basis. “It represents the effects of stabilising prices in already high food and non-food prices, as well as favourable base effects over 2016 prices. “It is also indicative of early effects of a strengthened Naira in the foreign exchange market.’’ The report by NBS said, price increases have been recorded in all Classification of Individual Consumption by Purpose (COICOP) divisions that yield the Headline Index. The report however, stated that the major divisions responsible for accelerating the pace of the increase in the headline index were Housing, Water, Electricity and Gas. Others, it stated, were Education, Food and Alcoholic Beverages, Clothing and Footware and Transportation Services. On a month-on-month basis, the report stated that the Headline index increased by 1.72 per cent in March, 0.23 per cent points higher from the rate recorded in February. The Food Index increased by 18.44 per cent (year-on-
year) in March, slightly down 0.09 per cent points from the rate recorded in February, which was 18.53 per cent. It said the index was driven by increases in the prices of bread, cereals, meat, fish, potatoes, yams and other tubers and wine. It also noted that the slowest increase in food prices year-on-year was recorded by Soft Drinks, Fruits, Coffee, Tea and Cocoa. In addition, the report maintained that price movements recorded by All Items less farm produce or Core sub-index rose by 15.40 per cent (year-on-year) in March. The report by NBS stated that it was down by 0.60 per cent points from the rate recorded in February (16.00) per cent. “During the month, the highest increases were seen in miscellaneous services relating to dwelling, electricity, solid fuels, clothing materials. “Increases were also seen in other articles of clothing, Liquid fuel, Spirits, as well as Fuels and lubricants for personal transport equipment. “The Urban index rose by 18.27 per cent (year-onyear) in March from 18.57 per cent recorded in February, and the Rural index increased by 16.47 per cent in March from 16.98 per cent in February.’’ On month-on-month basis, the report stated the urban index rose by 1.76 per cent in March from 1.52 per cent recorded in February. This decline was driven largely by continued benefit from higher base effect of 2016 headline inflation and slower y/y pace of increase in both Food and Core index. According to the report, food index diminished slightly in March. The Food index increased by 18.44 per cent , 9 points lower than 18.53 per cent increase in February on year on year basis. The slower pace of increase in Food index, the report showed, mirrored decline in categories such as soft drink, coffee, as well as tea/cocoa which however, offset the faster increase in cereal, milk, meat, bread among others.
Core inflation performance index also performed better, increased milder by 15.4 per cent in March as against 16.0 per cent increase in February reflecting the benefit of higher base effect in corresponding period of 2016. However, on month to month basis, inflation leaps higher: the m/m inflation reading in March was up by 1.72 per cent. It rose by 23bps compared to 1.49 per cent jump in February. This development analysts attributed to the persisting m/m upward pressure on both food and core index which rose 2.21 per cent and 1.32 per cent m-o-m in March compared to 1.99 per cent and 1.10 per cent m-om respectively in February. FBNQuest analysts in its remark on the decelerating inflationary trend noted that, going forward, its is reiterating expectation for continuous deceleration in
inflationary pressure on higher base effect of 2016 and pass-through effect of recent appreciation in Naira value on imported inflation. The report however noted “Having said that, given the continuous uptick in m-o-m inflationary trend, the expected switch in monetary policy stance to an accommodative mood may be impaired, as the monetary authority would want to keep system liquidity tight in defense of the local currency. The report noted that, while decline in inflation should be supportive of expected downtrend in yields on FI instruments, “we are of the opinion that persistently high m-o-m inflationary trend may limit the potential for significant southward trend in yields in the near term”

Sultan Beach: A breathtaking relaxation centre for churches, lovers Visitors to Sultan Beach will, no doubt notice the difference between the beach and other beaches in Lagos State. First is the environment as the beach is located in the coastal town of Badagry, west of Lagos. It looks clean, homely and is attractively set in an area surrounded by coconut trees, giving an impression of a coastal area. Lying about 20 miles towards the border of Nigeria and the Republic of Benin, Sultan Beach is accessible through the Lagos-Badagry expressway and it is now fast becoming the second home of newly married couples, church members, foreigners and other fun seekers. Daily Times gathered that the beach is fast attracting tourists much more than the others due to the fact that the beach is new and fresh. It also provides a pleasant enjoyment with safe swimming conditions for all categories of guests. For this, the beach is gradually getting crowded with tourists, not only on public holidays but even on ordinary days. Apart from the beauty and the serenity of Sultan Beach, their patronage soars high following the action of the Lagos State Government which fenced-off both the Eko Hotel end of Bar Beach to create a better beach called Kuramo Beach. When Daily Times visited the beach, guests were seen enjoying their day. Beach shelters made of palm fronds and umbrellas were available for rent so as to keep the sun at bay, as well as provide a place to enjoy snacks or refreshments sold by local traders. The beach was homely and different kinds of food were available for visitors. The environment is sandy with lots of plants and coconut trees. Speaking about the beach, a contractor to Sultan Beach, Mr. Philip Anyawu describes the beach as one of the best due to its nature. good, stressing that he came all the way from Iyana Ipaja in Ayobo area of Lagos State. Prophet Abiodun who said he was led by God to the prayer at Sultan Beach said “I am here for my career and to pray to God for the growth of my church. I came with a group for this one-week program and I know by the end of the program, God will answer every one of us. God is able”. A first time visitor to the beach, Ndidi Uzor said her visit was the first and that she only came to view the beach. “We just came in and have not really gone round the beach,” Uzor noted. On the one hand, a horse rider at the beach who identified himself simply as Tosin said he has been riding horse at beach right from his childhood. He disclosed to Daily Times that the business is profitable, adding that it was through the beach that he saved money for his education. “I am using my money for studies and it is lucrative. To ride my horse one has to cough out N700 for a trip and taking picture with the horse costs N300. On the other hand, food vendor at the beach, Mrs. Oluwa Olusola while commenting on the beach said “We thank God for all these years. The business booms only on weekends. I sell soft drinks and food. We close by 8pm. It is nice and robbery cases are rare here. Our profits are reduced due to skeletal power supply which makes us to run on power generating sets most of the time. It is a government beach. It belongs to the Badagry South Local Government and it is
open for all. But to Oluwa Tomide, the beach is good but advised the management to reduce the gate fees so as to attract more visitors. “We have been here for nine years, the peak period is the Christmas and Easter. The beach is managed by good people and it is equally well secured. The rent is affordable but the management should reduce the gate fees so as to attract more tourists to the beach”, Tomide said. The Registrar of Marriage Registry Department Of Badagry Local Government Mrs. Oluwabumi Samuel disclosed to Daily Times that the registry decided to create an outlet in the beach to make marriages easier and more comfortable for couples who don’t want much crowd. “We are here for the couple that are coming here to seal their marriage and because of the activities that takes place in the beach, the Customary Court saw the need to have an outlet like this especially when the couple don’t want much crowd”, Mrs. Samuel said. Inspite of this, Mr. Mathias Ali who traveled all the way from Kogi state for his wedding at Sultan beach said “I am here for my wedding. The lady I want to marry lives here in Lagos and she chose Sultan Beach. We want something extra ordinary. I love here”. Commenting on the beach, Mr. David Ogunlana David of St Ferdinand Catholic Church, Ipaja who came to the beach in company of other church members said “We are here for picnic. We are members of Youth Christian Workers of Saint Ferdinand Boystown, Ipaja. We do this twice every year. I am here with some of our executive members. The picnic has its spiritual and social aspect just as it provides the avenue for prayers and to observe nature”. “It enables us to see ourselves as one family and to see ourselves outside the church and understand ourselves better. During the period, you will see a brother picking interest on a sister. By the end of the day such experience will increase our numerical strength and the youth will see the beauty of the friendship and let the friendship become stronger.

Africa’s troubled giant: Reflections on Economic Recession in Nigeria - (Part 1) Hon. Chike Okafor is a member of the House of Representative in Nigeria and Chairman of the House Committee on Healthcare Services. Before his political career as a legislator he worked in the banking and finance industry. As West Africa’s main regional power, Nigeria is central to the region’s economic and security governance. Yet, the country faces grave economic and security challenges of its own. Hon. Chike Okafor will reflect on the impact of political and economic turmoil on Nigeria and its position as a regional leader. Ladies and gentlemen, I am delighted to have been availed this opportunity to share my thoughts and insights on the primary concern of the economic recession we are currently faced with in Nigeria. I will like to start here by saying that I am a strong believer in the entity called Nigeria. It is my country, my homeland and will forever be. I still believe in our common shared goals and aspirations; I still hold that our position and place as the Giant of Africa is not in doubt as we become more influential in spearheading the drive for a more robust continent able to hold its own among the comity of other continents. This is to assuage the doubts on the minds of my fellow countrymen and others who for any or the subject reasons think that we may have lost it. Are we troubled? My answer is Yes, and it is unfortunate that we find ourselves where we are now. Are we down? Yes. Are we out? To that question I will respond with an emphatic NO! Plato the great Greek philosopher who lived between 428-348 BC once said that “one of the penalties for refusing to participate in politics is that you end up being governed by your inferiors”. Having spent a better part of my working life in the private sector, the above quote with a desire to be part of a group that influences and installs good governance and healthy politics drove me into seeking an elective position in order to bring succour to my people who have been living under the heavy burden of poverty occasioned by misrule. More importantly is the fact that I could no longer stomach the nauseating effect of seeing my beloved Nigeria gradually sinking into an abysmal ruin; not for reasons that can be adduced to an “Act of God” but for the unforgiveable reason that we could have avoided this entire problem if we had men who had the nation at heart hold public offices for the main purpose of properly managing and appropriating our vast resources. I have delved into politics in order to contribute my own quota to ensure that the collective aspirations of every Nigerian and the vision of our founding fathers who fought and labored so hard to ensure our emancipation from external rule and the entrenching of a free, united and prosperous Nigeria is not in vain. I must say that I am proud (notwithstanding how others may view us) of how we have in the midst of internal and external challenges come thus far as a nation. A lot has threatened and continues to threaten the very existence of Nigeria and one can only conclude with me that remaining together despite these odds is a result of a divine destiny of greatness at play for this nation. This understanding fuels my ambition to give my all in ensuring that our pride of place in Africa and the world in general is maintained and enhanced. I see in my vision a Greater Nigeria. For those who are yet to come to terms with our designation as The Giant of Africa in the light of our present predicament, i wish to say it is no fluke. It is earned. May I quickly run you through some interesting facts about this colossus. A recent finding by Trading Economics reveals that since 1960 after the nation gained independence from Britain, her human population has grown steadily from 45.2 million to 182.2 million people today. Making her the most populous country in Africa and the most populous black nation in the world. By the above statistic, the current figure represents about 2.35% of the world’s total population and represents a ratio of

Her population which is also one of the fastest growing is projected to hit 444 million by 2050 and by this surpass the USA to become the fourth largest population in the world. By extension therefore, Nigeria has one of the largest youth population in the world and has Africa’s largest university educated population of approximately 35 million. A 2006 Census found Nigerians to be the highest educated ethnic or racial group in America. These abundant human resources make the country a force to be reckoned with globally. We are blessed with abundant human resources that have been proven to be very industrious. Nigeria is home to Lagos, the sixth largest urban centre in the world — after Tokyo, Mumbai, Mexico City, Sao Paulo, and New York City. Lagos has the highest GDP and houses one of the largest and busiest ports in the continent. Nigeria is divided roughly in half between Christians and Muslims and with over 500 languages she has the fourth highest number of languages in the world. Notwithstanding these diversities, the country has remained strong and united despite having undergone a period of civil war, over 30 years of military coups and rule, religious and ethnic disturbances and nervy political and economic challenges. Not many nations have been able to manage same situation and remain unscathed. Following a rebasing of the economy in 2014, Nigeria effectively became Africa’s Biggest Economy. By available statistics from Trading Economics, Nigeria’s 2015 annual GDP stands at 481.07 billion dollars still retaining the number one spot as the biggest economy in Africa. Nigeria has the fastest growing construction industry in the world Apart from its numerical size, the country boasts of one of the most formidable forces in terms of military might in the

The nation’s military asset has been key in the maintenance of regional peace and has spearheaded most of the peacekeeping movements especially within the West African sub-region where her troops formed the crux of the Economic Community for West African States Monitoring Group (ECOMOG) seen in their various efforts in Liberia & Sierra Leone as in other nations in the continent. As of April 2016, according to the world rankings by Global Firepower, Nigeria is 44th on the list 3rd behind Egypt and Algeria in Africa (12th & 26th respectively in world ranking) Nigeria is heavily endowed with huge deposit of natural resources, ranging from petroleum to coal, bauxite, gold, tin, iron ore, limestone, lead, zinc and a host of other precious metals. This has attracted lots of investment. Although our solid minerals deposit is still significantly under-tapped it is a potential source of great strength for the country. At 125 trillion cubic feet, Nigeria has the 7th largest gas reserves in the world after Iran, Qatar, Saudi Arabia, United States, Algeria, and Venezuela and therefore makes it a major player in this area. Nigeria was the first country among those affected to effectively eradicate the effect of the Ebola virus and extended their hand of fellowship and assistance to other countries in Africa that were being ravaged by the scourge of the disease. Playing the “Big Brother” role effectively nations like Sierra Leone and Liberia got up to a 100 volunteers and over 70 volunteers respectively from this nation helping a fellow nation in need. We may recall that Ebola came into Nigeria through a Liberian and the Ministry of Health in Nigeria wasted no time in pooling every resource to tackle it.
