ÏÏÏ His loud cry for help was too frightening to be

ignored. Just before help came his way, Adeola Adesanmi, 12, had had his body designed by a horsewhip. His father, Moses, who is a welder and pastor, at his Berger neighbourhood in Lagos, had flogged him mercilessly. His sin? He spoke Yoruba. In a broken voice, Adeola tells his story as he gasps for breath: “My younger brother caught me speaking Yoruba. I begged him not to tell daddy but he insisted he would tell him because he had told us to stop

speaking Yoruba.’’ Kunle Aderemi’s story is somewhat similar to Adeola’s. But lucky Kunle has never been horsewhipped or flogged for attempting to speak his local language. With the tribal marks etched on the cheeks of his father, advertising his Oyo background, Kunle’s British accent is one that does not give a hint of his tribe. But his disjointed Yoruba kills every hope of having a smooth conversation with him. He confesses he is a victim of uncomplimentary remarks for he is perContinued from page 4

Dying Nigerian languages: Does erosion of identity, culture, freedom loom Continued from page 1 ceived as fake. “I wish I could speak Yoruba fluently. I really feel uncomfortable when people think I’m fake. I didn’t make myself this way. I want to tell jokes and proverbs in Yoruba,’’ he stated. But Frank Nweze profits from his knowledge of the Hausa Language despite being very fluent in his native Igbo. “I intend to learn as many languages as possible. Look, when I meet Hausa men, especially traders, I’m always favoured when I speak their language. I’ve discovered that I connect easily with people when I speak their language,’’ he said. Languages, experts say, are an integral part of culture. Given what has been described as a deliberate attempt to kill Nigeria languages by concerned Nigerians, fears are rife in certain quarters that a great number of Nigerian languages may extinct if stakeholders don’t step up measures to save Nigerian languages from dying. Investigations have shown that in the northern part of Nigeria, languages like Odut, Mawa, Kpati, Kubi,Holma, Gomo- Ningi, Auyokawa, Basa-Gumma and Ajawa have gone into extinction due to the preference of native speakers of the languages for Hausa and Fulfude. Some observers, however, believe it is only a matter time that more languages will go into extinction in the Southern part of Nigeria due to preference for the major languages like Yoruba, Ibibio, Edo, Igbo, et al. In a song dedicated to the late Afrobeat creator, Fela Kuti, and titled “Vernacular”, Nigerian musician, Lagbaja, took a swipe at those covertly or overtly killing Nigerian languages. For the masked musician, nothing compares to the potency of expression in our local languages. Lagbaja drew attention to expressions like “On momi loju”, “ On yimu simi’’, “Eku ile” and other expressions in the Yoruba language that can’t be expressed in English, affirming the superiority of our local languages. Worried by the threat posed to the existence Nigerian languages, the Lagos State government enacted the Yoruba preservation and preservation law recently. The law makes Yoruba a compulsory subject for all primary and secondary schools in the state. Also, candidates applying to higher institutions in the state must have a credit pass in Yoruba Language. Lagos State Commissioner for Information says the importance of language as a vehicle for development cannot be

overemphasised. He said:“ This is a clear and conscious commitment to the position which Lagos State prides Yoruba language as the cultural vehicle for us to be able to articulate our position and it also shows that Lagos has further recognised the importance of Language as a vehicle for development.’’ Meanwhile, the Head of Department of General Studies at the Nigerian Institute of Journalism and Public affairs commentator, Dr. Dele Omojuyigbe, has expressed worry over Nigeria’s dying languages. According to Omojuyigbe, the secret of Soyinka and Achebe in their mastery of the English Language can be traced to their deep knowledge of their indigenous language. “Every second language takes its bearing from one’s experience of the local language. It is worrisome that our local languages are dying. The custodians are leaving one- by-one and now, even the villages have deserted their mother tongue. They prefer English, and this is dangerous. Yorubaland hasn’t found a replacement for Fagunwa since he died in 1963. J. F. Odunjo is gone; Adebayo Faleti is gone and Akinwunmi Ishola too! Yoruba language is in trouble and Igbo language is even worse. More English, less Igbo is the description of the Ibos who speak Igbo, and I wonder if they are better than Achebe in English. Hausa language looks best at present because northerners speak it undiluted. The loss of our local language is the erosion of our identity, culture and freedom.’’ On his revealing interface with Prof. Chinua Achebe, Omojuyigbe said he was shocked that the literary giant conversed with his secretary for almost an hour in undiluted Igbo. “Professor Achebe was a giant I had yearned to know; but I was taken aback when I discovered that he was a man of few words. He spoke tersely and got me confused whether he was not the same loquacious man of letters I had read expansively in his proverb-laced novels. “Teachers are garrulous, no doubt, just like lawyers and clerics, but Prof. Achebe was different. I met him on few occasions and the last one was quite revealing. I met Prof. Achebe discussing with her (secretary) outside. “The woman noticed my anxiety and signaled that I should wait. Since they were both standing, I stood also, but very close to them. They spoke for almost one hour and shockingly, I didn’t hear Prof. Achebe pronounce one English word all through. Their conversation was in full blast Igbo language. I moved closer to greet him after a long discussion and

I think he sensed my bewilderment.’’ He continued: “He looked at me interestingly and replied, “How are you?’’ That he was apparently effusive wasn’t really the surprise, but that he could speak untainted Igbo for so long was it! He shocked me! Nobody would believe that he understood English! My mind quickly raced to Prof. Wole Soyinka who also speaks Yoruba fluently. He translated D.O. Fagunwa’s “Ogboju Ode Ninu Igbo Irunmole’’ into English: “The Forest of A Thousand Demons.” “Recently, he translated “Igbo Olodumare’’, also written by Fagunwa. “How he strangely handled Fanguwa’s convoluted Yoruba expressions and descriptions would beat anyone’s imagination. Therefore, I concluded that the secret of

Achebe and Soyinka in their mastery of the English language was traceable to their deep knowledge of their indigenous language.’’ Speaking on the propriety of enacting language preservation laws to save our languages, Mr. Olu Afuye, Educationist and Proprietor of Divine Model Schools, said it is far from being the solution. Afuye said parents must play a very vital role in the campaign to save our languages. “Children in nursery schools don’t speak their local languages. They speak only English because that’s what their parents speak to them. If we must save our languages, it must start from the family. Enacting a law to make passing Yoruba a requirement to secure admission into schools as we see in Lagos is too extreme,”

he stated. Meanwhile, reacting to the move by the Lagos State government to resuscitate dying Yoruba language through Yoruba preservation law, Omojuyigbe said: “It is ironical that Lagos is the state championing the resuscitation of the dying Yoruba language where Oyo, Ogun, and Osun states are. Revisting the days of Aworerin, Atoka and Alawiye in Yoruba land may not be out of place. “Taiwo ati Kehinde’’ and “Ijapa ati Yannibo’’ stories can enact coded functions once again as done when Fagunwa gave them to us. It is common now, shamefully though, to find two tribesmen in an informal setting discussing in English. I don’t know who they are trying to impress. If we choose to investigate their true origin and paternity, I don’t think we are guilty.’’

S’Court dismisses Nwosu appeal, affirms Gov. Ikpeazu’s election Andrew Orolua, Abuja.

ÏÏÏ The Supreme Court on Fri-

day dismissed the appeal by Sir Friday Nwosu challenging the election of Abia State Governor Victor Ikpeazu in the 2015 general election. In a unanimous judgment delivered by Justice Amina Adamu - Augie, the apex court held that Nwosu’s appeal lacked merit. She consequently dismissed it. Justice Adamu- Augie awarded N1million cost to each of the four respondents to be paid by the appellant whose appeal was considered frivolous. Nwosu had in the notice of appeal named Dr. Uche Ogah 1st respondent, PDP 2nd respondent,

Dr. Okezie Ikpeazu 3rd respondent and the Independent National Electoral Commission the 4th respondent in the primary election dispute. Nwosu, Ogah and Ikpeazu as governorship aspirants contested the Peoples Democratic Party (PDP), governorship primary held on December 8, 2014 . Ikpeazu won the primary election but the two other contestants challenged his qualification at the Federal High Court on the grounds that the tax certificate he submitted to the electoral commission was forged. The Federal High Court Abuja in a judgment on suit filed by Dr.Uche Ogah delivered by Justice Okon Abang on June 27th 2016 sacked the incumbent Gov-

ernor lkpeazu who won 2015 general election . The court declared Dr.Uche Ogah as winner of the 2015 elections while Justice Abang dismissed the suit filed Nwosu. Dissatisfied with the decision, both Ikpeazu, PDP and Nwosu filed separate appeals challenging the decision of Federal High Court in Abuja. But the Court of Appeal in Abuja in its judgment, set aside the decision of Federal High Court Abuja and restored Ikpeazu as the elected governor and dismissed the appeal filed by Nwosu. Dissatisfied, Nwosu and Ogah appealed the decision of the Court of Appeal while the appeal Continued from page 5

EFCC wants Supreme Court to reverse Justice Nganjiwa’s acquittal Andrew Orolua, Abuja

ÏÏÏ

The Economic and Financial Crimes Commission (EFCC) has urged the Supreme Court to reverse the acquittal of Justice Hyeladzira Nganjiwa of the Federal High Court on corruption charges. EFCC made the request in its appeal filed before the apex court on Friday. Justice Nganjiwa was arraigned before the Lagos High Court on charges of corruption

and abuse of office. But the judge had challenged his trial on the grounds that as a judicial officer, it was wrong for him to be taken before a regular court without the National Judicial Council (NJC) first determining the case against him. Although he lost at the trial court, the Court of Appeal in Lagos in its judgment on December 13, 2017, upheld his argument. But the EFCC is now challenging the Court of Appeal decision before the Supreme Court.

Lawyer to the EFCC, Mr Wahab Shittu, who filed the brief on behalf of the commission, is urging the apex court to “forcefully apply the law” even when the interest of a member of the judiciary was involved. According to Shittu, the judgment of the Court of Appeal was not based on law. He said: “Respectfully, the apex court owes a sacred duty and responsibility to forcefully apply the law even when as in this case, the interest of a member of the judiciary is involved.

“We are optimistic that the Supreme Court appreciates that the law operates on a scale of even balance without discrimination, without favour, not minding whose ox is gored because the Supreme Court is a court of law, a court of justice and a court of highest precedent in our judicial hierarchy.” He is therefore asking the apex court to apply the law without discrimination or favour even when a judge is involved in the matter.

S’Court dismisses Nwosu appeal, affirms Gov. Ikpeazu’s election Continued from page 4 filed by Ogah had since been dismissed. But Nwosu appeal was pending until last Friday. Nwosu had sought six reliefs; an order dismissing the 1st respondent’s suit on the grounds that it constitutes an abuse of court process, an order that the suit of 1st respondent i.e. Suit No. FHC/ABJ/CS/71/2016 is incompetent and the trial court lacked the jurisdiction to hear and determine the Suit as constituted and a declaration that the appellant was the rightful gubernatorial candidate of the 2nd respondent (PDP) in the 2015 general election by vir-

tue of the 8th December 2014 2nd respondent’s (PDP) gubernatorial primary election in Abia State. The appellant also sought a declaration that he is the duly elected governor of Abia State by virtue of the governorship election held in Abia State in April, 2015, being the duly nominated gubernatorial candidate of the 2nd respondent (PDP), and an order that the appellant be sworn in as the Governor of Abia State by the Chief Judge of Abia State or any other relevant Chief Judge or any judicial officer empowered by law to do so, among others. He also outlined 10 grounds of appeal and particulars of error

on which the Court of Appeal occasioned a miscarriage of justice. According to him, “The learned Justices of the Court of Appeal erred in law when they held that the 1st respondent’s suit No. FHC/ABJ/CS/71/2016 before the trial court did not constitute an abuse of court process despite the records placed before them which showed that the 1st respondent’s suit was instituted after the 1st respondent has been sued as a defendant . “That Ogah was served with the appellant’s suit No FHC/OW/ CS/191/2015 before he initiated similar suit with all the same parties, the same subject matter and

reliefs sought. “That the learned Justices of the Court of Appeal erred in law when they held that the 1st respondent did not waive his right to be nominated as the governorship candidate based on the 8/12/2014 PDP governorship primaries in Abia State and thus failed to give effect to the written condemnation, repudiation and rejection of the PDP primaries which the 1st respondent effected in writing and on oath which were all records before the court, among others.” But all the grounds upon which the appeal were based was dismissed by the apex court.

FRSC to include NIN in drivers’ licence requirement ÏÏÏ The Federal Road Safety

Corps (FRSC) has said that it will include the national identification number (NIN) in the biometric data capturing process of getting a drivers’ licence. Aliyu Aziz, The Director General of the National Identity Management Commission (NIMC, Mr Aliyu Aziz, made a proposal on the subject to the FRSC on Friday during a visit to the corps headquarters. According to a statement by the Corps public education officer, Mr Bisi Kazeem, Aliyu advocated for the corps to make it mandatory for all applicants of the National Drivers Licence to produce their national identification number at the point of registration. Speaking during the visit, the director general applauded the management of the Corps for its efforts in creating a central database for all applicants, saying that the system operated by the Corps is in consonance with what is obtainable in advanced countries like the United States. According to him, the development will go a long way in exterminating duplication of responsibility and enhance security especially in the area of information sharing. Responding, the Corps Marshal. mr Boboye Oyeyemi, congratulated NIMC for digitalizing the entire process of getting the national identity card and expressed appreciation over the request presented by the commission. He said FRSC will ensure that henceforth, applicants of the NDL produce their NIN at registration points. Oyeyemi stated that biometric capturing processes of the various agencies in the country need to be given a uniform standard so as to align with global best practices. He also urged Aliyu to fast-track the integration of all agencies involved in biometric capturing so as to achieve a uniform standard for the entire nation.

FG to review whistleblowing policy, recovers N7.8bn, $378m, £27,800 Mathew Dasiya, Abuja

ÏÏÏ

The Federal Government has said it will review the investigation framework of the whistleblowing policy to improve the effectiveness of the policy and put in place, required institutions and tools to strengthen the anti-graft war. The whistleblower policy provides various channels through which anyone with information about a violation of government’s financial regulations, mismanagement of public funds and assets, fraud, and financial malpractice can anonymously report it. The Minister of Finance, Mrs Kemi Adeosun, stated this at the Evaluation Workshop on Whistleblower Policy and Assets Tracing Team, organized by the Presidential Advisory Committee Against Corruption (PACA), on Friday in Abuja. Adeosun, who was represented by the Chairman, Presidential Initiative on Continuous Audit (PICA), Dr Mohammed Dikwa, said that the workshop is aimed at initiating discussions to improve the implementation of the policy in accordance with global best practice. According to the min-

ister, the objective of this team is to centralize the tracking, management and maintenance of all recovered non-cash assets in the custody of the federal government to ensure accountability and transparency. Adeosun said, “The whistleblower policy has been well received and since its introduction in December 2016, we have received 8,373 enquirer and 1,231 tips. We have also carried out 791 investigations and completed 534 of those investigations.” She further disclosed that the federal government has also recovered directly, as a result of tips received from whistleblowers, the sum of N7.8 billion, $378 million and £27,800 respectively. “While we view the policy as being successful, there is still work to be done, members of the whistleblower team went on study tour to the United Kingdom between the 12th and 22nd of March to exchange ideas and learn from best practice. “The team held highlevel meeting with various UK government agencies including the Serious Fraud Office, the Commonwealth Secretariat, Government Internal Audit Agency, National

Audit Office, Her Majesty Revenue and Customs, Financial Control Authority, the Department of Business, etc. “The team also participated in a seminar organized by Public Concern At Work, a non-governmental organisation that acts as an advocate for whistleblowing by working with employees, organisations and governments. They also seek legislative changes where required to encourage whistleblowers.” To support the overall vision of proper management of recovered assets, she said, an Inter-Agency Assets Tracing Team was constituted with representatives from the Office of the Attorney General

and all investigative agencies. Adeosun said, the team has been tasked with tracing, verification and management of all recovered assets. “This includes the disposal of assets , forfeiture to the federal government by the court. This would stem general loss of value including the depreciation of motor vehicles and loss of rental income from high value properties recovered. “Following lessons learned from the Study Tour, we will begin to focus more on preventive measures, putting in place tight control measures, making it more difficult for a few people to take away assets that belong to

an entire country. In addition to this, the investigation framework of the whistleblower policy will be reviewed,” she added. She assured that government would continue to work with all stakeholders to improve the effectiveness of the policy and put in place, required institutions and tools to achieve our objective. Earlier in his welcome remarks, the Chairman of Presidential Advisory Committee Against Corruption (PACAC), Prof Itse Sagay (SAN), said that a lot of money has been recovered adding that the whistleblowing policy is not only about money recovery but includes disclosure of information on procurement,

assets recovery and other activities that take place in Ministries, Departments and Agencies of government. Sagay said that the public seemed to be fixated on 5 percent but 5 percent is the maximum, saying “It could be as little as one percent.” Sagay said, “Not every whistleblower can get 5 percent because it is the highest and is meant for lower recoveries. Assets recovery is ongoing, recovered assets should be sold and the money paid into interest yielding account so that the supposed looter, when established in court, that he or she didn’t loot, could be refunded without any hassle.”

Malabu: Court stops Adoke’s prosecution, says he acted on Jonathan directives Andrew Orolua, Abuja

ÏÏÏ At last,

reprieve has come the way of the Attorney General of the Federation (AGF) and Minister of Justice, Mr Mohammed Adoke (SAN), following his alleged involvement in the OPL 245 Malabu oil saga as the Federal High Court in Abuja on Friday held that he acted on the lawful directives of former President Goodluck Jonathan. Adoke, who is believed to be on self exile, following the defeat of President Goodluck Jonathan in 2015 election, has been charged along with others before the Federal High Court on five-count charge of money laundering. The Federal government is yet to arraign them due to difficulties associated with Adoke’s absence. The Economic and Financial Crimes Commission (EFCC) that filed the charge, claimed that Nigeria lost over $1.8billion on Malabu oil scandal. In a judgment delivered on Friday on the suit filed by Adoke, Justice Binta Murtala- Nyako held that Adoke merely acted in furtherance of the lawful directives/approvals of former President Jonathan in the exercise of his (President’s) executive powers as provided in the Constitution. Justice Nyako said that Adoke, haven acted on lawful directives of the president, he could not be held personally liable for all he did in respect of the Malabu deals. The judge resolved all the issues raised for determination in favour of the plaintiff and also dismissed the preliminary objection raised against the suit by the defendant (the EFCC). Justice Nyako held that contrary to the defendant’s contention that the plaintiff exceeded the directive of the President

and in the process committed a crime, Exhibits 19 and 20, which remained uncontradicted and unchallenged, confirmed that the plaintiff actually remained within the confines of the lawful directives given to him by the President and is therefore protected by law. Exhibits 19 and 20. Exhibit 19 is a letter written by the AGF to the Acting Chairman of the Economic and Financial Crimes Commission (EFCC) to the effect that the plaintiff (Adoke) has no case to answer in respect of the actions he took pursuant to the directives/approvals of the President in respect to the implementation of OPL 245 Resolution Agreement. Exhibit 20 is a letter from the Minister of State, Petroleum Resources to the Chief of Staff to the President in response to the latter’s request for advice on the letter by the AGF to the Acting Chairman of the EFCC on OPL 245 Settlement Agreement implemented by the plaintiff, in which the Minister of State, Petroleum Resources agreed with the opinion of the AGF. Justice Nyako said by the provisions of sections 5(1), 147 148 and 150 of the Constitution (as amended), the executive powers of the federation were vested in the President and he could exercise either personally or through any of his appointed Ministers. She said: “I have carefully studied the provisions of sections 5(1), 147 148 and 150 of the Constitution of the Federal Republic of Nigeria (as amended). “A community reading of sections 5(1), 147(1), 148(1) and 150 of the Constitution of the Federal Republic of Nigeria (as amended) leaves you in no doubt that the executive powers of the federation, as vested in the President, are exercisable by him directly or through a Minister of the federa-

tion.” On whether the plaintiff can be held personally liable for acts done in furtherance of the lawful directives/approvals of the President, the judge said no, once it could be established that he acted as an agent of a disclosed principal. The judge also held that the evidence produced by the plaintiff showed that he acted as an agent of President Jonathan in the Malabu deal. She repeatedly referred to Exhibits 11B (a presidential approval directing the plaintiff to implement the Block 254 Resolution Agreement) and 10B (the approval by the President that Malabu Oil and Gas Ltd to be paid about $1.8billion in settlement of the dispute). The judge said, “I am therefore in agreement with the plaintiff ’s submission that he was merely carrying out the lawful directives of the President and that a principal and agent relationship is created where the President assigns a responsibility to a Minister appointed by him pursuant to sections 147 and 148 of the Constitution. “It is my considered view that while the plaintiff is carrying out the lawful directives of the President pursuant to sections 5(1) and 148(1) of the Constitution as contained in Exhibits 10B and 11B, with respect to the implementation of OPL 245 Resolution Agreement, an agency relationship of a disclosed principal established. “The plaintiff, as agent of a disclosed principal, therefore incurs no personal liability,” she added. The judge faulted the argument by the AGF that the plaintiff failed to place before the court, the required evidence to entitle him to the declaration sought and that a higher burden of proof is required of the plaintiff before a

declarative reliefs could be granted. She held that the plaintiff has sufficiently discharged the burden of proof as required under Section 132 of the Evidence Act for the court to grant the reliefs sought. According to the judge, “Exhibits 19 and 20 attached to the pliantiff ’s further and better affidavit, which deals with the letter of the defendant to the Acting Chairman of the EFCC to the effect that, in the review of the OPL 245 Resolution Agreement it did not disclose a cause of action against the plaintiff. “It is a fact that Exhibits 19 and 20 are not challenged by the defendant. Not having been challenged, the court is entitled to come to a reasonable conclusion that the plaintiff has discharged the burden required of him in accordance with Section 132 of the Evidence Act. “I am convinced that the provisions of sections 5(1), 145(1) , 148(1) and 150 of the Constitution of the Federal Republic of Nigeria (as amended) are clear and unambiguous and should be given their literal and ordinary meanings. “I therefore hold that the executive powers of federation, vested in the President by virtue of Section 5(1) of the Constitution can be exercised by him directly or through Ministers appointed by him. “And that, by the combined effect of sections 5(1), 145(1), 148(1) and 150 of the Constitution, the plaintiff, who was appointed a Minister of the government of the federation by the then President of the Federal Republic of Nigeria, President Goodluck Ebele Jonathan, can exercise the executive powers of the federation vested in the President, and as directed by the President. “And that the plaintiff, while

serving as a Minister of the government of the federation, cannot be held personally liable for carrying out the lawful directives and or implementing the lawful instructions of the President. “I therefore resolved all the issues formulated by the plaintiff in his favour, and accordingly make the following declarations: “That the involvement of the plaintiff in the negotiation leading to the implementation of the Settlement Agreement dated 30th day of November 2006 between Malabu Oil and Gas Ltd and the Federal Government of Nigeria, and the eventual execution of Block 245 Malabu Execution Agreement dated 29th of April 2011 between the Federal Republic of Nigeria and Malabu Oil and Gas Ltd was in furtherance of the lawful directives and approvals of the President in the exercise of his executive powers “The involvement of the plaintiff in the negotiation and eventual execution of the Block 245 SNUD Resolution Agreement dated 29th of April 2011 between the Federal Government of Nigeria and Shell Nigeria Ultra Deep Ltd and Shell Nigeria Exploration and Production Company Ltd was in furtherance of the lawful directive and approval of the President in the exercise of his executive powers. “The involvement of the plaintiff in the negotiation and eventual execution of Block 245 Resolution Agreement dated 29th day of April 2011 between Federal Government of Nigeria and Shell Nigeria Ultra Deep Ltd and Nigerian National Petroleum Corporation and Nigerian Agip Exploration Ltd and Shell Nigeria Exploration and Production Company LtD was in furtherance of the lawful directive and approval of the President in the exercise of his executive powers.

...Nigerians are still confident APC will make a positive change in their lives – Taiwo Continued from page 10

just because he is the President no, if this things was happening during Jonathan’s era, nobody will say Jonathan should come and talk, they will take him for granted. The reason the people are clamouring that the President should talk is because there was a time the President went to Oyo State to discuss on the side of the Fulani. I am happy now that he has come out, no President in any nation will ever sanction anybody to go and kill innocent people and I know our President will never do that, but those mentality, some are level headed, but there are some that believe they own the world. I remember when they were having problem in Oyo State, the Oyo State government applied their own restriction and they were able to curb those excesses, now governors have started coming up with one law or the other and they are talking about colony, I don’t know how far that can go, but I also know that farmers needs to be empowered to have their ranches, it is not easy to come by this land, you know before now when you go to the hinter land you can get cheap land, but now it is like everybody wants big money and even after paying for the whole thing to be able to hold the land is another thing. I had that experience in Osun State, the youths came back after I bought the land to say no the money taken by the elders was too small you have to pay more, I had to go back to renegotiate, but how many people another group will come tomorrow and say no, what will you do? These are some of the problems that goes with farm, and everybody is saying go to the farm, but it is not easy going into farm, it is very capital intensive and very not Boko Haram, those people have their own mind set. There was a particular day I saw my Fulani wrestling with one of the cows, very serious war, the cow said no its not moving forward and the Fulani said you must, it was very serious. When you have people like that they can sometimes also behave like animals, but we need to give them

some orientation and tutorials, which is where this nomadic schools would have played a role, to at least prepare their to see that life is more than this their everyday activities. *******There is a crisis in the APC obviously, which is why the Asiwaju Bola Ahmed Tinubu reconciliation but considering the brief and the issues Tinubu himself has with some members of the party leadership, where do you see the future of the party? Well, even normal life cannot be divorced from crisis, because crisis is part of normal existence, not to even talk about politics, politics where two people will want one thing and you say there will never be crisis. The best thing is to manage it and try to resolve as much as possible, there is no way we will not have crisis when one thing is put before two or three or four and even in some cases you even have 100 people struggling to get one particular thing, there will be a lot of antics, there will be a lot of problems, acrimony and all that. So, I will not tell you that there is no crisis, crisis is even a continuous thing in politics, the reconciliation is for now, if we are able to reconcile ourselves now, to at least have majority say on issues, then we will postpone crisis to tomorrow, because there will be another one. So, it is normal and I feel for our leader, I don’t envy him, but I am not surprised. He came around as a private person contested for Senate and won, he came back after the NADECO era and said he wanted to become governor, he won, he was only governor for two terms, he has never occupied any electoral most of those that have occupied positions cannot even measure half of his weight. So, there is bound to be envy and jealousy and he is still striving, he said we want to take over power, we want to install the president, as if it s a joke, the president was installed and it is said that the more powerful you are the more enemies you have you are the more you will

that are happening, but I know Asiwaju, he is in a position to resolve these things. This is a man that has done so many things; if you look at him you will know he is not just an ordinary man. Let me give you one example, after his second term as governor, he was thinking of going to the Senate and in our party there was so much acrimony, GOS (Ganiyu Olanrewaju Solomon) wants to be governor and this want to be that, there was a lot of murmuring and he said GOS come and take my ticket and go, that is the kind of leader, that is reconciliation we are talking about, leadership by example. I know he will reconcile the party, I know it is a question of give and take, it is not easy, some people he is human. I was part of the last convention of the party that we elected the executive, I was even in I know what transpired, we were waiting for them for like two days and nobody showed up, we didn’t know who was coming for the screening or not and this man stood his ground that this is the person I want, and when you install him he will now take him for granted, you know sometimes you feel frustrated. If he is not a very strong man that could even make him to be angry with the party, but our leader will not do that, he wants the party to work, I know him beyond that, that is why I am so come out with something positive.

APC will not die, some people say APC does not have ideology, but I say ideology is about policy interest, it is not like culture, when we were in AD, when we were in ACN, AC, we talk of true federalism, we talk about devolution of power, we talk about state police, that is the ideology of our party, today we cannot say we do not believe in that ideology again, you build ideology with time, people will try to know with a particular idea and say these people this is how they are, they are prolife, they are pro-this and that, therefore nobody can tell me that we don’t have ideology, I will tell them, no, there are somethings that we are known for, even in APC that is rainbow coalition, we have been able to impress it on some of our leaders, there are some that doesn’t believe in it, but they have started talking about it. was talking about state police, you can see that it is spreading, and you can see that we can work together, though it is a rainbow coalition, but we are working on it, it will work, therefore I believe our party will pass the test of time. ********But are you worried about this third force and other such coalitions to get APC out of power the way APC got PDP out of power? It is unfortunate that APC came at the wrong time, when there is economic meltdown, but we have been able to stabilize things, if we were not able to do that you would be thinking

There is no way we will not have crisis when one thing is put before two or three or four and even in some cases you even have 100 people struggling to get one particular thing, there will be a lot of antics, there will be a lot of problems, acrimony and all that. So, I will not tell you that there is no crisis, crisis is even a continuous thing in politics, the reconciliation is for now, if we are able to reconcile ourselves now, to at least have majority say on issues, then we will postpone crisis to tomorrow,

Tinubu that people will get tired of our party and would not want to touch us, but a party that went through economic meltdown and was able to survive will easily get re-election. Two years ago, nobody even wanted to hear about APC and that was at a time we had not even spent more thought we caused the problems, they didn’t know that the problem is over time and has been there and fortunately or unfortunately for us as a nation, God wanted us to see the mistakes we were making. *******I know that since 2019 there has not been any election that you were not part of, are you going to be part of 2019? I pray so, I want to go to the National Assembly, I have been a state legislator and I have seen all that needs to be seen at the state level and I still feel that I to be part of our success story, of continuity, a positive continuity, because I know continuity will bring want to be part of it. *******What will be your mission to the National Assembly? My mission will be to go there, be part of good lawmaking and helping in bringing out laws that will help our people the lives of our people. *******Will this be in the House of

Representatives? Yes, at the lower chamber ******** The person there now though not from your party is quite popular among the grassroots, how do you intend to surmount that? Who says, I am the most popular person among the grassroots. *******But you lost election…. Yes I lost election when I didn’t expect to, but I was the only one that won in my local government, in Ifelodun LCDA I was the only person that won, I won with 1700, but the our people caused my loss, because nobody believed that HKT can loss election. I was humbled and I give thanks to God that it happened. I recognise why I lost and since then I have not been resting on my oars, I have been working, I have been talking to our people, I have been very active and if you come to HKT meetings you will be shocked that this is the man that lost election. Even the present representative of the people in Abuja now is afraid that HKT is coming, because it is like tsunami coming to consume them and I look forward to it and pray to God that He will give the leadership of our party the courage to feature me at the election and pray that God will give me the grace to win again.

Don bemoans youth unemployment, says its most traumatic societal ills Stories by Patrick Okohue A university don and Professor of Business Administration in the Department of Economics and Business Studies, Redeemers ‘ University, Ede, Osun State has said that youth unemployment in Nigeria remains the most traumatic societal ills facing the country. He asserted that the only solution to this menace is for Nigerian government in collaboration with private organisations and universities to embark on entrepreneurship drive for social development and self employment. Adeleke made the submission on Thursday at the 4th Inaugural Lecture series of the Redeemers’ Univeristy, Ede, Osun State, with the theme “Development By Choice And Prime In Performance: Entrepreneurship For Industrialisation” . He emphasised the need for government and all stakeholders to prioritise change in orientation of Nigerians towards entrepreneurship. “One of the major challenges confronting Nigeria society today is mass unemployment across age, sex and state boundaries. One viable option for reducing unemployment is for people to develop entrepreneurial mentality and self employment. “Nigeria is better than Malaysia, and Indonesia in terms of inherent opportunities for growth and availability of human capital, those countries are presently ahead of us because they embraced entrepreneurship in their developmental agenda. “Nigeria can develop without going through steel roling mill or Ajaokuta. Entrepreneurship encourages individuals to be creative and come up with progressive initiatives to build a virile nation. “The process of attaining enviable indus-

trial and technological advancement has to be planned, premeditated and carefully assigned for implementation. “There is need to revisit the National Education Policy of 6,3,3,4, especially, the aspect that emphasises apprenticeship and vocational skill acquisition training so as to meet the Nigerian labour market needs. “As a way to enhance the promotion of Entrepreneurship, the Nigerian government should introduce and entrench a National Entrepreneurship Week (NEW) into National event strategies,

such as, lecture and other activities can be organized to support and increase the awareness for entrepreneurship development at all levels, region, state, community and organisation”, he said. Earlier, the Vice Chancellor of the University, Prof. Depo Adeyemo, called on government to create conducive environment for entrepreneurship to boost economic development of Nigeria. “Nigeria is not conducive enough for entrepreneurship, it is incumbent on the Federal Government to change the paradigm and create an environment that would be conducive.”

APGA wants Buhari to sack some ministers

2019: ADP faults Buhari’s decision to seek re-election

The All Progressives Grand Alliance (APGA), has called on President Muhammadu Buhari to urgently reshuffle his cabinet and remove some members. It said some members of the Buhari’s cabinet do not share the same mindset with the President. The National Chairman of the party, Dr. Victor Ike Oye, made this assertion while briefing newsmen in Abuja at the end of the National Working Committee (NWC) of the party. He also opined that President Buhari had the constitutional right to seek re-election in 2019, stressing that those opposing his declaration were wrong. Oye added that it was now left for Nigerian electorate to decide if they wanted him to continue or not. “People ask us if it was good or bad, we say it is not for us to say it is good or bad; it is for the citizens who have the power of voting to decide and they would be right in their choices,” Oye said. While calling on Buhari to immediately reshuffle his cabinet, the

The National Chairman of the Action Democratic Party (ADP), Mr Yabagi Sani, has expressed surprise over President Muhammadu Buhari’s decision to seek re-election in the 2019 election. Speaking to newsmen on Thursday, Sani noted that Buhari’s declaration would surely lead to the defeat of the ruling All Progressive Congress (APC) at the poll. “What is our headache if APC decides to field a liability or even chose not to field any candidate at all? But sincerely speaking, if the man truly has the interest of the nation at heart, he should not have succumbed to pressure to subject himself and the entire nation to another moment of fearful anxiety. “Now that we know where the APC is heading, our duty is to mobilise Nigerians to more than ever before obtain PVCs and come out to vote out hardship, wanton killings and unemployment, which another four years of Buhari represents. “We will double our efforts at ADP to provide a credible alternative

APGA chieftain said the President meant well for Nigeria, insisting that he had the capacity to resolve many of the challenges facing the country. According to him, “It was Buhari’s appointees that do not share his mindset; hence the need to purge them.” He also said Buhari’s approach to anti-corruption war was being implemented at the expense of other pressing national issues; hence the need to fine-tune it.

Oye

that will have the age, vitality, character and know-how to take Nigeria out of the woods. “We have no doubts that Buhari’s declaration is the final revelation of the impending demise of APC,” he said.

Admit your failure, stop blaming Gaddafi for Nigeria’s security challenges, PDP tells Buhari The Peoples Democratic Party (PDP), has told President Muhammadu Buhari to admit that he has failed in his promise to end insurgency in the country, instead of blaming late Muammar Gaddafi of Libya. Kola Ologbodinya, spokesman of the party in a statement said “For Buhari to have ran to Archbishop Justin Welby to declare that the insurgents and marauders pillaging the people are fighters from late Muammah Gadaffi’s Libya, confirmed the position of Nigerians that President Buhari was incapable of handling the security challenges of our nation.” PDP also recalled that “in November 2017, President Buhari had informed the Nigerian community in Abidjan, Cote d’Ivoire that Gadaffi’s fighters were responsible for the escalation of Boko Haram insurgency. “This time, Mr President has revealed that the killer-herdsmen ravaging our nation and killing our people are from Libya.” The opposition party wondered, “If the All Progressives Congress (APC)-led Federal Government knew all these that the marauders and insurgents are invaders, why is he engaging them in dialogue, reportedly paying ransoms and even considering the amnesty option for them.” The PDP further asked Nigerians to demand explanations from President Buhari on why his administration has been asking the victims of marauders’ attacks in various states, particularly, Benue, Taraba, Kogi, Nasarawa, Zamfara, Plateau, among others, to learn to accommodate, if it knows that the attackers had links with Libya. “Our take remains that President Buhari and his dysfunctional APC should simply admit that they have failed to safeguard the lives of our people as well as the territorial integrity of our nation.” “We therefore urge Nigerians to continue to be at alert and support one another in this trying time, irrespective of ethnicity, creed or class, as we collectively work to salvage our nation from the misrule of the incompetent APC, come 2019,” the party said.

APGA members join APC in Abia About two hundred and fifty members of the All Progressives Grand Alliance (APGA) from Urban ward 3 in Umuahia North Local Government of Abia State on Friday, dumped the party for the All Progressives Congress (APC). Giving reason why they dumped APGA for APC, the leader of the APGA defectors, Mr. Divine Victor said they left their former party because of the leadership crisis in the Abia chapter of APGA. He disclosed that they were over two hundred and fifty members of APGA defecting to APC in the state, promising on behalf of other decampees to work for the success of the party in 2019. According to him, “Abians are yearning for change. We are tired of PDP leadership in Abia State. People cannot feed themselves anymore because of the failure of PDP-led government to provide democracy dividends to the people. “We believe APC has what it takes to enthrone the needed change in Abia. So, we are going to work hard to ensure APC wins 2019 governorship election in the state. Receiving the defectors to APC fold, the Abia central zonal woman leader, Lolo Josephine Chukwu assured the APGA defectors of a level playing ground and advised them to work collectively, to enable the party win the forthcoming governorship election in the state.

He said that by virtue of his upbringing, belief and academic exposure, he would never subscribe to illegality and would not be party to a rancorous primary

but subject himself to a free, fair and transparent primary. According to him, “If I don’t win the primaries, I will support whoever wins, all the aspirants have made commitment in the nomination form to play by the rule of the game and put the interest of the party above our personal interests”. With his experience in government, he said that he would expand the economic

base of the agrarian and civil service state if he wins the governorship election on July 14, 2018. He said the infrastructural development being put in place by the Fayose administration had already set the tone for industrialisation of the state, adding that this would boost industries and agriculture in the state.

They twisted the meaning of Mr President’s words (yes, some people twist everything, even the words of God; 2 Peter:3, 15,16). They claimed he killings in Nigeria. But let’s see the vacuousness and intellectual laziness in the twist they have given what President Buhari said, out of sheer malice and evil hearts. Sadly, even a Senator was involved in the sickening display of poisonous heart. That’s what you get when small minds get into high places. Here’s what Mr President told Archbishop Justin Welby: “The problem is even older than us. It has always been there, but now made worse West African sub-region. These gunmen were trained and armed by Muammar the gunmen escaped with their arms. We Boko Haram. Herdsmen that we used to know carried only sticks and maybe a cutlass to clear the way, but these ones now carry sophisticated weapons. The problem is not religious, but sociological and economic. But we are working on solutions.” “The problem is even older than us,” said President Buhari. 2019: Quit Nigerian Army now, Buratai tells partisan soldiers It is my honour and privilege to welcome you all to Abuja for the COAS First Quarter Conference 2018. Let me start by using this opportunity to thank you all for commiserating with me and the entire Buratai family on the demise of our beloved father, Alhaji Yusuf Buratai, who died on the February 9, 2018. This is with a view to fashioning the Federal Government’s defence and security policies towards ensuring peace and development of our nation. In this era of political and social transformation, the NA remains steadfast in carrying out its constitutional roles as well as providing aid to civil authority. My vision for the NA which is “To Have a Professionally Responsive Nigerian Army in the Discharge of its Constitutional Roles” is geared towards ensuring a safer environment for development and socio-economic activities to thrive in the country. Very recently, concerns have been raised by individuals and groups alike about the actions carried out by some units and formations in the course of operations. This has led to very strong comments and criticisms against the Nigerian Army. Some of the strongest comments have come from key citizens in Taraba State. In this regard, I have set up a panel to investigate some of the allegations that have been made, particularly with regards to operations in Taraba State. Melaye assassination attempt: Court issues bench warrant against accused person A Kogi High Court Friday issued a bench warrant against one Ade Obege, standing trial with four others over alleged Senator Dino Melaye in April 2017. The presiding judge, Justice Fola Ajayi, who issued the bench warrant, following the failure of the accused to appear for his trial, also

ordered that summons be issued to his sureties. When the case was called the second accused was conspicuously absent and no cogent reason was given for his absence. Apart from the failure of Obege to appear for his trial, the case could also not progress because of the absence of the police prosecuting counsel, Lough Simon, in court.

According to Jonathan, the wife of the accused said she had not seen her husband since March 22, when he left Okene for Lokoja, adding that he wanted to conclude that Obege was missing. Reacting to the submission of the counsel, Ikutanwa prayed the court to issue a bench warrant against the

accused since there was no cogent reason for him not being in court. Justice Ajayi, in his ruling, ordered that a bench warrant be issued against Obege, while his sureties be summoned. He adjourned the case to May 14 and 15 for hearing. NAN recalls that the Administrator of Ijumu Local Government Council, Alhaji

Ambi said that the drone he built had been tested by NASRDA during the Science and Technology Exposition in Abuja recently. He said it was unfortunate that the university system had not been providing necessary development in engineering as it ought to be to promote inventions. “We solve big mathematics and get excellent marks; Nigerian universities have been producing

Top things women invented! Josephine Cochrane: The dishwasher Out of frustration, Josephine Cochrane invented the dishwasher. She’d been angry that hired domestic help continually broke and chipped her fine china. Cochrane’s dishwasher used high water pressure aimed at a wire rack of dishes, she received a patent for it in 1886. During this era, most houses didn’t have the technology of a hot water system to run such a machine, but Cochrane persisted and sold her idea to hotels and restaurants. Eventually dishwashers moved into households as more and more women entered the workplace.

Mary Phelps Jacob: The modern brassiere Jacobs was awarded a US patent in 1914 for a Brassiere that supported the breasts up from the shoulders and separated them into two individual shapes. People had experimented with making Brassieres before, but it was the idea of “separating the breasts,” that made her design unique. Prior to Brassieres (or bras) women’s undergarments were uncomfortable. Containing whalebones and steel rods, they virtually squeezed the wearer into “shape”. Jacobs’ design was in contrast, soft and light, conforming to the wearer’s anatomy. During WWI her bra design became popular when the U.S. government requested that women stop purchasing corsets in order to conserve metal. Although by this time Jacobs had sold the patent to Warner Brothers Corset Company.

Grace Hopper: BM-Harvard Mark 1 Admiral Dr. Grace Murray Hopper is known as the “mother of computers”! After WWII, Hopper was stationed at Harvard, where she worked on the development of the IBM-Harvard Mark 1, the first largescale computer in the U.S. Dr. Hopper also invented the compiler, which translates written language into computer code. She coined the term “bug” for a computer problem, and co-developed COBOL,

the first user-friendly business computer software program. As a woman inventor, she won numerous awards, including the National Medal of Technology in 1991. By the time she passed away, Dr. Hopper had received honorary degrees from 30 universities.

Mary Anderson: The windshield wiper Can you imagine, in the early 1900s if it was raining or snowing, drivers had to stop every few blocks to wipe their windshields?! Mary Anderson solved that. Although cars were rare at the time, Anderson took a notice to the situation and by 1903 she invented the wipers. It was the ingenious squeegee on a spindle attached to a handle inside the car. All the driver had to do to clear the windshield was pull down on a handle. People were initially leery of Anderson’s windshield wiper, thinking it would distract drivers, but 10 years after she patented the device, virtually every car used her invention. Also did you know, it was a woman inventor who first patented the automatic windshield wiper in 1917? It was Charlotte Bridgwood and her, “Storm Windshield Cleaner”.

Hedy Lamarr: Secret Communications System The patented “Secret Communications Systems” in 1941, manipulated radio frequencies with an unbreakable code to prevent classified messages from being intercepted by enemy. Lamarr was raised in Austria and married a millionaire, who was a Nazi sympathizer and arms dealer to Hitler during WWII. While married, she learned about advanced weaponry as she accompanied her husband to business meetings. She grew to despise the Nazis as well as her husband and eventually escaped to London and then to the U.S. The device she invented with Anthiel was meant to be used against the Nazis in WWII, but in actuality it came into use 20 years later. Margaret Knight: The “queen” of paper bags Before the paper bag, the 1st version was shaped like an envelope, with no flat bottom. How were you supposed to fit your sandwich into that? Knight solved

this by creating a machine to cut, fold, and glue square bottoms to paper bags! She gained a patent for it in 1871, but not without a lawsuit against a fellow who stole her idea. His defense was “a woman could never design such an innovative machine,” but she had the drawings to prove the invention was in fact hers and she won the case. Knight’s career with inventions started at age 12, when she developed a stop-motion device that immediately brought industrial machines to a halt if something was caught in them. Over the course of her lifetime, she was awarded over 26 patents.

Tabitha Babbitt: The circular saw In the early 1800s, two men were required to work a lumber saw by pulling and pushing, back and forth. But thanks to a woman, the process became much simpler. In 1813, Tabitha Babbitt created the circular saw! Babbitt’s saw was circular so that the teeth would continue cutting, unlike the straight saws that only cut on the pull, and not the push motion. We also commonly use her other building innovations, like machine-cut nails instead of individually hand-crafted nails. As a Massachusetts Shaker community member, she helped create tool innovations for furniture making. It’s said that while she lived a simple Shaker life, Babbitt never applied for patents.

Stephanie Kwolek: Bullet proof vests Stephanie Kwolek invented Kevlar, a tough durable material now used to make bulletproof vests. For years she’d worked on the process at DuPont and in 1963, she got the polymers or rod-like molecules in fibers to line up in one direction. This made the material stronger than others, where molecules were arranged in bundles. In fact, the new material was as strong as steel! Kwolek’s technology also went on to be used for making suspension bridge cables, helmets, brake pads, skis, and camping gear.

Rachel Zimmerman: The Blissymbol printer What is the Blissymbol Printer? It’s a software program invented by a Canadian 12-year-old in the mid-1980s. Zimmerman’s printer enables those with severe physical disabilities like cerebral palsy, to communicate. The user records their thoughts by touching symbols on a page or board through the use of a special touch pad, the printer then translates the symbols into a written language. Zimmerman’s system started as a project for a school science fair, but ended up competing and winning a silver medal in a nationwide contest, as well as gaining her the YTV Television Youth Achievement Award.

Bette Nesmith Graham: Liquid Paper The inventor of “Liquid Paper” or as we may know it, “White-Out” was Betty Nesmith Graham. Graham got an idea she’d seen done by sign painters, which was to add another layer of paint to coverup mistakes. She used a kitchen blender to mix-up her first batch of substance to cover-up over mistakes made on paper at work. After much experimenting and then being fired for spending so much time distributing her product as a trial, she received a patent in 1958. Wow! Source: WOGST.COM

Childlessness is enough torture on its own, says Professor Johnbull Popular television sitcom series, Professor Johnbull, powered by telecommunications giant, Globacom, this week chronicles the tortuous experiences of married women who are faced with fertility challenges, saying no one should show cruelty to such women as delayed childbearing is enough torture for them. Entitled Childless Wives, the episode does a critique of the harrowing journey which such

women embark upon in their quest for children of their own. The main act of the drama, Professor Johnbull, (Kanayo O. Kanayo), concludes by appealing to the public to show concern and marriages. Executive Producer, Globacom, in a statement issued from its “Childless Wives” transcends the issue of infertility and will expose the reasons why ‘child-

harvesting’ centres, also known as baby factories, thrive. The roles of in-laws in marriages that are challenged by delayed childbearing. of heaping the blame for childlessness on women is also frowned at with the submission that no woman should be tortured emotionally or psychologically for her inability to bear children as infertility can also be a result of male sterility among other

causes. Professor Johnbull subsequently sues for love, empathy and understanding from the society for such women, adding that fatherhood and motherhood go beyond being biological parents bearing their own children can adopt children and still love such children as their own. ” Doing this is a way of relieving the society of child delinquency as those who are otherwise deprived of parental love can live normal

lives with their adoptive parents,” the sitcom reasoned. The educative and entertaining episode will be on air at 6.00 p.m. on Sunday on DSTV Africa Magic Family and GOTV Channel 2, with repeat broadcast on Thursday at 9.30 p.m. It will also be broadcast on NTA Network, NTA International on DSTV Channel 251 and NTA on StarTimes at 8.30 p.m. on Tuesday and Friday as well as Anambra Broadcasting Service at 8.30 p.m. on Wednesday and Saturday.

By Kingsley Chukwuka, Jos

The Evangelical Church Winning All (ECWA), has declared three days praying and fasting for the abducted Leah Sharibu who has refused to renounce her faith for Jesus Christ after being abducted by Boko Haram. Recall that on February 19, 2018 at 5:30pm, about 110 school girls, aged 11–19 years old

were kidnapped by the Boko Haram terrorist group from the Government Girls Science and Technical College (GGSTC), Dapchi, located in Bulabulin, Yunusari Local Government area of Yobe State, in the northeast part of Nigeria. es for the March quarter increased $817 million, driven by higher fuel prices, investments in employee wages and profit sharing, and higher depreciation expense. Adjusted fuel expense increased $317 million, or 20 percent relative to March quarter 2017, as the yearover-year increase in market fuel prices was tempered by the lapping of prior year hedge losses and improved fuel efficiency. Delta’s adjusted fuel price per gallon for the March quarter was $2.01, which includes $0.05 of benefit from the refinery. CASM-Ex increased 3.9 percent for the March 2018 quarter compared to the prior year period driven by April 2017 wage increases and accelerated depreciation due to aircraft retirements. Unit costs were further pressured by approximately 1 point from the impact of severe weather and foreign exchange. Delta expects this period will mark the highest non-fuel expense growth for the year. “We expect unit cost growth of 1 to 3 percent in the June quarter, as we lap prior year investments in our people and our business,” said Paul Jacobson, Delta’s chief financial officer. “As we move through depreciation pressure from our fleet retirements and gain benefits from our upgauging and One Delta initiatives later in the year, we are on track for our 0 to 2 percent full year unit cost target.” Adjusted non-operating expense was flat year-on-year for the March quarter as a $62 million improvement in pension expense was offset by higher interest costs and the seasonality of joint venture partner earnings. The company expects 2018 full-year adjusted non-operating expense to be $200-250 million lower than 2017, due to pension expense savings. Tax expense declined $117 million for the March quarter, primarily due to the reduction in Delta’s book tax rate from 34 percent to 23 percent.

Federal Character: Obaseki tasks commission on compliance, urges scrutiny of appointments, infrastructural distribution The Governor of Edo State, Mr Godwin Obaseki, has urged the Federal Character Commission (FCC) to set up a compliance unit that will monitor the distribution of federal government appointments and infrastructural facilities across the country, in line with the principle of federal character. Obaseki made the call on Thursday, at the commission’s seminar for South-South Zone, with the theme: The Spread of Socio-economic and Infrastructural Facilities – Need for Strategic Partnership with Stakeholders,” in Port Harcourt, the Rivers State capital. According to the governor, “we must constantly project a national outlook in the appointments of

Nigerians into federal ministries and agencies and ensure that infrastructural facilities are evenly spread across the country. We must reinforce the principles of fairness, equity, justice, which form the tripod upon which the Federal Character Commission rests. “To ensure harmony in our polity, I will suggest that the Federal Character Commission establish a compliance monitoring department that will scrutinise federal government appointments and the distribution of infrastructural projects across the country. The compliance monitoring department should raise the red flag when the provisions of the Federal Character are abused or flouted.”

Obaseki who was represented at the event by the Special Adviser on Special Duties, Yakubu Gowon, advised that “If appointments and infrastructures are skewed or tilted in favour of one part of the country or state, those from other parts of the country will feel short-changed and become agitated.” He said “stories abound of how some people abuse the provisions of the Federal Character. We learnt that some people fraudulently change their states of origin and take over appointment slots reserved for other states. This is condemnable.” On synergy, Obaseki told the commission “to strengthen synergy with the state governments and publicise its activities by advertising appoint-

ment slots regularly, so that the various state governments can utilise their respective slots. I recommend that similar strategy should be adopted in the allocation of infrastructural facilities.” He said: “There is a raging debate about whether the Federal Character Commission has outlived its usefulness and therefore should be scrapped. Some argue that the principle of federal character negates meritocracy, industry and creativity. My position is that, everything in life is dynamic. The only institutions that die with time, are those that refuse to modify their ways to keep steps with changing times and trends.

es for the March quarter increased $817 million, driven by higher fuel prices, investments in employee wages and profit sharing, and higher depreciation expense.

Becoming successful entrepreneur in a challenging environment Motolani Oseni In every part of the world, entrepreneurship is known as the power house behind any successful nation, not because of any other reasons but for its contributions to economic development and employment creation. However, becoming a success entrepreneur does not come easy but with hard work, commitment, perseverance and continual self-improvement, the sky is just the beginning of their success. Indeed, every highly successful entrepreneur has a great story to tell. Often times, you’ll be amazed by what most of them have gone through before becoming famous entrepreneurs. Meanwhile, financial stakeholders have identified distinctive challenges facing entrepreneurs in Nigeria and how to deal with them and become a better entrepreneur. An expert in the Small and Medium Enterprises (SMEs) sector, Ibrahim Gondah, had described SMEs as the “engine of growth and catalyst for socioeconomic transformation of any country, especially in a developing country like Nigeria. He added that they are a veritable vehicle for the achievement of national macroeconomic objectives in terms of employment generation at low investment cost and enhancement of apprenticeship training. But running SMEs in Nigeria is a most difficult thing because of the harsh economic environment. It is as a result of the harsh economic environment that many entrepreneurs collapse or operating on the margins. Also, Mba Okechuk-

wu Agwu and Cletus Izunwanne Emetin, both Entrepreneurs, argued that in spite of the difficult and harsh economic environment in Nigeria, there has been a phenomenal growth of micro and small scale enterprises due mainly to the people’s quest to be self-employed and not because it is easy to establish or manage. They also said that the increasing demand for consumer products has created a large market for small and medium enterprises in the country. L-R: CEO Central Securities Clearing System Limited (CSCS), Mr. Haruna Jalo-Waziri; Executive Director, Wholesale Bank, Nova Merchant Bank Limited, Mr. Anya Doruha, Head, Corporate Services, Nova Merchant Bank, Godwin Ojali, Chairman, Mr. Philip Oduoza, Chairman, Tony Elumelu Foundation, Mr. Tony Elumelu, Managing Director,l/CEO, Nova Bank, Mr. Chinedu Ikwudinma and COO/Executive Director of the Bank, Mr. Ayodeji Adigun, during the launch of Nova Merchant Bank, held at the Bank’s premises, Victoria Island in Lagos

Naturally, it is the responsibility of government to provide employment and security for the people, among other things. However, since government cannot provide full employment for the people, what it does is to provide the enabling environment for nonstate actors to bridge the gap, and these include, Entrepreneurs, Small and Medium Enterprises (SMEs), among others. For instance, the Association of Small Business Operators of Nigeria (ASBON), through its President, Dr. Femi Egbeleye, disclosed to our correspondent on a telephone discussion that one of the major challenges of an entrepreneur in Nigeria is access to fund and the high interest rate charge on loan by the Deposit Money Banks (DMBs) in Nigeria. Elegbeleye noted that instead of small business owners creating more jobs by expanding their businesses through such loans, they rather close down shops when they were unable to pay back the

loans from the commercial banks. The level of accessing both the N220 billion Central Bank of Nigeria intervention fund and the commercial banks Small Business and Entrepreneurs (SMEs) loans financing are extremely low. As we speak, only four ASBON members out of over 10,000 members have been able to access the CBN MSMEs fund across the country. The level of accessing this fund is extremely low. According to recent statistics, in country of country of about 18 million Entrepreneurs and out of 18 million people, you can only figure out about 50 people that have access it, which is like nobody has accessed it. It is that low, very-very low. His word: “I don’t see anything wrong if government can encourage Entrepreneurs by giving low interest rate that will help grow their businesses and by so doing, creating more jobs in the country and drastically reduced unemployment in the Nigeria.” Others are of the

same opinion that a major challenge facing small and medium enterprises operators is lack of finance. Lack of capital, according to them, it has been identified as the most serious problems of establishing and run enterprises, saying that other problems can be solved with adequate capital. However, many operators face this challenge and are often constrained to rely on personal and family funds to carry out their business. They also do not have adequate capital to finance procurement of operational equipment and facilities. But with determinations and zeal to be successful have always been the factors responsible for their success. It has become more imperative than ever, the need to provide good infrastructure by the government, so as to boost job opportunities and economic development, following the bad shape of the current nation’s economy.

The former Managing Director of the Bank of Industry (BoI), Evelyn Oputu, said recently in Lagos that some of the challenges that needed to be addressed immediately for the sub-sector to thrive included finding solutions to the high cost of doing business occasioned by poor infrastructure (power, roads, water), multiple taxation, high cost of legal documentation of credit facilities at both the states Lands Registries and the Corporate Affairs Commission (CAC); bureaucracy in obtaining title to land and State Governors’ consent to mortgage property; inadequate capacity building on the part of the SMEs in the areas of entrepreneurship, and skills acquisition, resulting in the perception of the sector as high risk and poor attitude to loan repayment by borrowers in the sector. Many experts and stakeholders agree that there is need to stimulate, monitor and coordinate the development of the small and medium enterprises sector.

They also said that there is the need to initiate and articulate policy ideas for the growth and the development of the micro, small and medium enterprises. They said that government should promote and facilitate development programs, instruments and support services to accelerate the development and modernisation of small and medium enterprises operations in the country. The experts and stakeholders said there is the need to link small and medium enterprises to internal and external sources of finance, appropriate technology, technical skills as well as to large enterprises. Entrepreneurs and or small business owners have been reported severally, complaining about the need for better and consistent policies by the three tiers of government, adding that there is the need to harmonise taxes so that small and medium enterprises operators in the country would not face the burden of multiple taxation.

A new era for South Africa? With an inherited cabinet and senior party posts held by loyalists to predecessor Jacob Zuma, Ramaphosa was urged to conciliate his opponents in the African National Congress (ANC), avoid direct confrontation and tread carefully on his economic reform agenda. Recalcitrant allies of the former president were said to lie in wait, eager to pounce on any sign of weakness. There are signs that the cautious Ramaphosa may now be testing the limits of that compromise. In late February, the president launched a

He must deliver on his promise to kickstart an economy that grew at just 1.3% last year – well below the 5% needed to tackle unemployment – while overhauling the country’s decrepit state-owned enterprises. political corruption at the highest levels of the state while preserving a fragile détente with surviving members of the Zuma regime. And with national elections looming in 2019, the ANC must move quickly to deliver on its promises of service delivery for millions of poor citizens. If that wasn’t enough, he must do all of this while deftly managing factional competition in the ANC between reformers and those hoping to pursue radical economic redistribution as the explosive issue of land expropriation returns to the fore. For now, observers are eagerly waiting to see whether the president’s bold moves presage a radical, reformist presidency or the thwarted promise of what might have been. “We’ve seen some nice

promotion of radical policies and agencies, the inauguration of Ramaphosa, a multi-millionaire known for his pro-business leanings, delighted investors and led to immediate changes in rhetoric and reality. “The rhetoric from the incumbent is that South Africa the National Treasury and related departments were handed over to individuals perceived by local and international investors as being competent in their portfolios, and many didn’t have this cloud hanging over them regarding involvement in so-called state capture,” says Signal Risk director Ryan Cummings. in three years, which Ramaphosa looked to bolster with Nhlanhla and Pravin Gordhan’s installation as minister of public enterprises. troubled network of state-owned enterprises have won plaudits, including the introduction of a new board at Eskom. Economic optimism After Jacob Zuma’s sacking

“Trying to avert a downgrade That’s a question of managing

run and you’re not going to tolerate corruption, ”says Roodt. Through his promotion of reformers and pro-business speeches, Ramaphosa has given early hints that he will seek to address such concerns. His appointment of Gwede Mantashe

as mining minister suggests he is keen to rebuild relations after predecessor Mosebenzi Zwane’s botched introduction of the Mining Charter sparked industry fury. Yet his precarious leadership victory, and the continuing power of radical factions within the ANC, means that he will have to walk a tightrope between the interests of business and his party. “They need to understand that he’s going to have to implement some of these populist policies,” says analyst Ralph Mathekga. “He’s not going to please corporates entirely, neither will he please the population entirely. [But] the markets won’t keep him as president, it’s only the ANC he needs to worry about and appease so they don’t kick him out.” The limits of compromise Few issues are likely to challenge investor optimism – or Ramaphosa’s crucial powers of compromise – so much as the looming issue of the expropriation of white-owned farmland. Over two decades after the end of apartheid, the majority of South Africa’s productive agricultural land remains in the hands of whites. On 27 February, the ANC voted in favour of a motion by the Economic Freedom Fighters (EFF) seeking to change the constitution to allow the expropriation of land without compensation, a move that surprised those who had expected Ramaphosa to accelerate reform on a willing seller-willing buyer basis. While Ramaphosa has repeatedly insisted that any action will be constitutional – rubbishing predictions of a Zimbabwe-style land grab – the fact that it is being mulled ahead of the 2019 elections, where the radical EFF will look to capitalise, is a sign of the myriad pressures he faces.

“There’s a perception by the Ramaphosa administration that the issue of land reform needs to be addressed in South Africa, as the cornerstone of how apartheid black South Africans. The ANC’s continuation as an executive party and the dominant political organisation within South Africa will be contingent on introducing mechanisms of economic redress with land being the crux of it,” says Cummings. While Ramaphosa’s own

would like to see a public reckoning for those implicated in corruption, Ramaphosa must avoid destroying fragile party unity. The move by prosecutors represents a dangerous moment for Ramaphosa, but it may ultimately draining away from the Zuma camp. “The political winds have changed, it’s not that Ramaphosa is phoning [prosecutors] up and it’s just that people do their jobs because they think it’s a way to fall in favour with the current it’s dangerous territory because those whose political life is at risk

feasibility of expropriation suggests he will be unable to halt a more radical land reform agenda, even if the business community would like him to. “I’d go as far as to say that if he blocked those policies he would be out, his power base is so precarious that I don’t think he can survive if he comes across as someone who is there to strategically frustrate ANC policy resolutions.” says Mathekga. “He’s inherited a party that’s moved in a radical direction and the best he can to is to manage the process of implementation to lessen the

careful not to be seen as the one driving these institutions,” says Mathekga. As Ramaphosa considers the implications of the 2019 elections, the reaction of the investment community and the response of ANC allies and enemies, he will have to draw on his diverse experiences as political leader, union representative and millionaire investor in order to work towards the compromises that South Africans can live with. On the economy, state capture and land reform, it will be neither a quick nor easy process to placate diverse constituencies. “It won’t be an event but it will be a process where Ramaphosa will assert his authority over the ANC and we will see the faction opposed to him become more diluted as time goes on,” argues Cummings. As someone who has so successfully balanced those experiences in his rise to the top, he will be mindful that both compromise and forceful action have their place. And as in March,

While Ramaphosa’s management of land reform will strength within the ANC and his ability to emerge victorious in febrile party debates, the way he deals with those implicated in “state capture” could prove equally telling. Why female artistes are rich than their male counterparts The controversial issue will continue to rage on about who is richer between Nigeria female artistes and their male counterparts, even as the dust on who commands more respect between these two is yet to die down. AJIBADE ALABI takes a look into this issue and came up with his own submission. Of course opinion is bound to be differ. Without doubt Nigerian entertainment sector is one industry that could make one attain that opulence status in a twinkle of an eye A story of a family was told where the man insisted all his daughters must go into entertainment irrespective of the ambition or the dream the children have for themselves. “Did you know how much Funke Akindele aka Jenifa, Omotola Jalade Ekehinde, Genevieve Nnaji, Tiwa Savage, Omowunmi are making in entertainment?
