The governor-elect warned that the era of brazenness in the state has gone, saying that his government would observe due process as a hallmark to the administration.

According to him, those in position of authority must render account of their stewardship to the people.

“Our priority will be the reclaiming the dignity of our people. We shall no longer be

the laughing stock to Nigeria as only positive, productive and progressive stories will be told of the new Imo, Imo has always been known for the right things with a huge reservoir of human capital waiting to be exploited for the great leap forward,” he added.

He therefore warned those in the out-going government that may be tempted to embark on illegal transactions which may result further in burdening in the state with unsustainable liabilities to desist from such move.

The Imo State Governorelect also advised financial institutions to stop new transactions with the state government or do so, at their own peril.

Ihedioha said new transactions would increase chances of illegal activities and jeopardise the financial stability of the state.

He said his duty and responsibility would be to ensure that citizens and residents of the state remained united and work together for the common good of the state.

Earlier on Thursday, the Imo State Governor-elect received

in audience the leadership of the Nigerian Labour Congress (NLC), led by Comrade Austin Chilakpu, at his Owerri Civic Centre residence.

Comrade Chilakpu speaking on behalf of the group described the victory of the PDP at the just concluded Gubernatorial election as a victory of the masses. He assured that the Organised Labour will partner with the incoming administration to ensure that the state is salvaged from its present situation.

Reacting, Ihedioha thanked them for their support during the election and assured them of his determination to run an all inclusive government that will be guided by the rule of law. He promised to work in partnership with the Organised Labour especially in providing immediate solutions to the challenges facing the pensioners and civil servants in the state.

N125bn fraud: Court adjourns Atuche’s trial Peter Fowoyo, Lagos A Federal High Court, Ikoyi, Lagos, on Thursday, adjourned further hearing in the N125 billion fraud trial of a former Managing Director of the defunct Bank PHB Plc, Francis Atuche, to March 15, 2019.

Atuche is facing 45 counts alongside a former Executive Director of the defunct Spring Bank Plc, Charles Ojo. Justice Ayokunle Faji, on Thursdday, adjourned the matter for further cross-examination of the first prosecution witness in the 10-year-old trial.

The prosecution accused them of reckless granting of several billions of loans between 2006 and 2009 to Platinum

Capital Limited, a company in which they both had interest.

The loans were alleged to have been granted without adequate security, an act the Economic and Financial Crimes Commission (EFCC) said violated Section 516 of the Criminal Code Act Cap 38 Laws of the Federation of Nigeria, 2004.

The prosecution further alleged that Atuche and Ojo conspired to grant several billion naira loans to one Futureview Service Limited “without adequate security and contrary to accepted banking practice.”

They were said to have acted contrary to Section 15(1)(a)(i) of the Failed Bank (Recovery of Debt) and Financial Malpractices in Banks Act Cap F2, Laws of the Federation of Nigeria 2004, and liable to be punished under

Section 16(1)(a) of the same Act. Also allegedly granted loans without adequate security by the defendants were Petosan Oil and Gas Limited, Tradjek Nigeria Limited and Extra Oil Limited.

In one of the counts, Atuche and Ojo were accused of “failing to take all reasonable steps to ensure the correctness of the June 2009 Bank PHB monthly bank returns to the Central Bank of Nigeria.”

They were also alleged to have on December 24, 2008 “injected the sum of N650m into Insurance PHB Limited,” contrary to Section 21(2)(a) of the Banks and other Financial Institutions Act Cap B3, Laws of the Federation of Nigeria.”

They have, however, pleaded not guilty to the charges.

Lagos building collapse: Tinubu commiserates with victims’ families Urges Lagos Govt to ensure adequate treatment for rescued victims

Patrick Okohue, Lagos All Progressives Congress (APC) National Leader, Asiwaju Bola Tinubu, has commiserated with the families of victims of Wednesday’s collapse of a building in Ita-Faji, Lagos Island, saying the incident was tragic.

The former Lagos governor said the government must now ensure adequate treatment for rescued victims and also called on Lagosians to donate blood to the rescued victims.

In a condolence message on Thursday to the families of the victims, the APC leader said the school children lost to the building collapse did not deserve to die the way they did. He prayed for the repose of the souls of the innocent kids.

He said the government must fast-track demolition arrangement once a building

is discovered to be weak and deserving of demolition to save lives.

In the statement signed by his Media Adviser, Tunde Rahman, Asiwaju Tinubu said: “The building collapse in Ita-Faji, Lagos Island on Wednesday is a tragic occurrence. I commiserate with the families of those kids who lost their precious lives.

“They do not deserve to die the way they did. May God comfort their families and grant repose of the souls of those young ones.

Government must now ensure adequate medical treatment for the rescued victims.

“I appeal to Lagosians to voluntarily donate blood not only to victims who urgently require blood but also to improve our blood bank in the state.

“While we await the inquiry into the circumstances that led to the incident, we must all support government’s intervention efforts.

“The Lagos State Material Testing Laboratory for buildings must be strengthened and the officers must do their work.

“Government’s laid down regulations on building construction and maintenance must be faithfully respected and enforced. To mobilise support for these regulations, Community Development Associations need to come to government’s aid.

“If after the collapsed building had been found to be weak and marked for demolition, everybody had done what was required of them, perhaps this terrible incident would have been averted.

“On its part, the government must fast-track demolition arrangements once a building is discovered to be weak and deserving of being pulled down to save lives.

“Above all, we must all take appropriate lessons and learn from this sad incident.”

Revealed: How Senator Ikechukwu Obiorah got N4.127bn in Malabu Oil sleaze

By Our Reporter A new revelation has been made of how former lawmaker, Senator Ikechukwu Obiorah, was paid the sum of $11,465,000, an equivalent of N4.127 billion in what has earlier been described as Africa’s largest petroleum industry scandal in history.

This is even as a source told The Daily Times that Senator Ikechukwu Obiorah, is to face prosecution in a European country anytime from now over his role in the sleaze.

Nigeria is currently ranked 136 out of 176 countries in corruption by anti-corruption watchdog, Transparency International.

The deal involving Malabu oil fraud centres around former Nigerian oil minister, Dan Etete, who, while serving as oil minister, secretly acquired rights to OPL 245 through a shadowy front company called Malabu, which later laundered over $1 billion as bribe money to some Nigerian officials when the money was supposed to be channeled into the account of the Federal Republic of Nigeria.

From the bulk One Billion Dollars, Etete disbursed some millions of Dollars into the private coffers of top government functionaries to ensure that every part of the deal was tightly sealed.

Apart from Senator Ikechukwu Obiorah, other top government functionaries at that time who were said to have benefitted from the criminal deal include Nigerian businessman, Aliyu Abubakar, who withdrew $54,418,000 in cash, while another $466,065,965.44 withdrawn in cash was subsequently funneled to government officials

including then Attorney General, Mohammed Bello Adoke, Minister of Petroleum, Diezani Alison-Madueke, Minister of Defence and former National Security Adviser, Aliyu Gusau.

The sum of $10,026,280 was alleged to have been paid to former Attorney General, Christopher Adebayo Ojo, while Ikechukwu Obiorah received $11,465,000 payment on the deal.

According to very reliable sources, the deal was kept away from the Nigerian people while money was paid directly into the pockets of senior Nigerian officials. (Etete was later convicted in a Nigerian court on a separate money laundering probe.)

According to an Italian investigator, Van Beurden, the Dutch police must have found some dirt in the records their raids obtained.

“There was apparently some loose chatter…particularly the people that we hired from MI6 who, must have said things like, ‘Well, yeah, you know, I wonder who gets a pay-off here and whatever.”

According to him, former British intelligence operatives that Shell hired to help navigate the seedy world of West African oil politicking, said the scandal wasn’t just “loose chatter.”

The new investigation revealed that Senior Shell employees openly discussed in email how they knew over $1 billion of their money would go to Etete and others in political kickbacks, The company decided to move forward with the deal anyway, denying for years up to this point its employees did anything wrong and claiming it only knew it was paying the Nigerian government.

One email from Shell official, Guy Colegate, to colleagues in March, 2010 sums it up: “Etete can smell the money,” Colegate wrote. “If, at nearly 70 years old he does turn his nose up at 1.2 bill he is completely certifiable… but I think he knows it’s [sic] his for the taking. I don’t think he will push it away,” he wrote.

That email was forwarded to then Shell CEO, Peter Voser, one of the world’s most powerful oil executives at the time. No records available show he informed authorities or stood in the way of the deal.

Another Shell advisor, former British intelligence service official, John Copleston, wrote about Etete’s graft plan to senior Shell executives in 2009 as they began laying out various deals for a share of the oil field.

According to him, “E[tete] claims he will only get 40m of the 300m we offering-rest goes in paying people off,” Copleston wrote.

For Shell, the stakes couldn’t have been higher: OPL 245, one of Africa’s most valuable oil fields, contains an estimated nine billion barrels of untapped oil, worth nearly $500 billion even with today’s bargain bin oil prices. Its eventual purchase boosted the world’s fifth-largest company’s proven reserves by a third (proven reserves are a key statistic for shareholders).

The field has been at the centre of legal battles since 1998, when Etete first acquired rights to it through his front company.

Months before it finally sealed the deal in 2011, Shell had to pay $30 million in a separate settlement on bribery charges in Nigeria.

giant was in the lurch once again. “This dawn raid is, I won’t say premature, but it’s, we were not, we hadn’t concluded our own work,” van Beurden said, referring to an internal Shell investigation. They then mulled whether they should inform the U.S. Securities and Exchange Commission of the predawn raid, but opted against it because it would be “share price sensitive.”

“At this point in time, everything seems to be share price sensitive,” Henry said on the phone, chuckling.

Shell has continued to deny wrongdoing in the Malabu business and any knowledge of improper payments to Malabu or other person or authority.

“It is Shell’s position that none of those payments were made with its knowledge,” the company said recently.

Mathew Dadiya & Andrew Orolua, Abuja Gripped by fear of losing their seats in the inconclusive elections, two sitting governors of the ruling All Progressives Congress (APC) Jibrilla Bindow of Adamawa State and Mohammed Abubakar of Bauchi State have stormed the Presidential Villa to seek the intervention of the Vice President Yemi Osinbajo on their predicaments.

The moves was seen as a last minute attempt to salvage what others described as a bad situation.

Although their mission to the Presidential Villa on Thursday, was not stated, they met with Vice

President Osinbajo behind closed doors separately.

Sources within the presidency, however, disclosed that both governors may have visited the Vice President, apparently to lobby him and ensure he intervenes in the supplementary gubernatorial elections, slated for March 23 by the Independent National Electoral Commission (INEC).

Their fears, the source said, stems from the fact that the opposition Peoples Democratic Party (PDP) appears to be having upper hand in those states.

They refused to state their mission to the villa when State House correspondents sought to speak to

them.

The two governors are seeking second tenure on the platform of the ruling All Progressives Congress (APC).

But, the governorship results of the March 9th elections in the two states were declared inconclusive, including that of Kano, Sokoto, Rivers and Benue.

In the case of Bauchi State, Prof.

Mohammed Kyari, the Returning Officer, had stated that apart from the cancellation of the result from the entire Tafawa Balewa Local Government Area, there were irregularities as the exercise in some other polling units also suffered the same fate.

Kyari had stated that “the margin between the winner and opponent is less than the total number of votes cancelled in some polling units. By law, since the margin of winner is less than the total number of votes cancelled and registered voters in the areas where the votes have been cancelled, this election is hereby declared inconclusive”.

He said the decision fell in line with section 26 part 53 of the Electoral Act. While announcing the votes garnered by the two contending parties before declaring the outcome inconclusive, the Returning Officer had given the scores of incumbent

On Monday, after Global Witness issued a new report outlining the findings of the leaked documents, a Shell spokesman appeared to walk back that position in an email statement.

“Over time, it became clear to us that Etete was involved in Malabu and that the only way to resolve the impasse through a negotiated settlement was to engage with Etete and Malabu, whether we liked it or not,” the spokesman said.

He added: “We believe that the settlement was a fully legal transaction.” Shell did not dispute the veracity of the leaked documents.

According to the new report, Eni officials also received funds in retrocession (in essence, reimbursement for multiple layers of insurance after a deal goes through). One, Chief Development — Operations & Technology Officer, Roberto Casula, received $50 million delivered in cash.

In Italy, prosecutors have recommended Casula and Eni CEO Claudio Descalzi stand trial in the corruption case. The Eni board issued a statement saying they retained “total confidence” in Descalzi. Eni also released a statement saying it was complying with authorities but denied any wrongdoing.

Representatives of Voser, Etete, and Jonathan haven’t yet issued any statements about the revelations.

But a security consultant, Mazi Wilson Chikezie told The Daily Times that it was time President Buhari ends the Malabu matter once and for all by investigating who did what against Nigeria in the transaction.

“Having won the 2019 presidential election, President Buhari does not owe anybody any apology or obligation. He just has to do the needful. It is only Buhari that can solve the Malabu puzzle and the way out of it is to investigate anybody involved and bring them to book,” he said.

High wire politics begins over who becomes next Senate President Ndume, Lawan, 3 other APC senators in the race ‘We’ll avoid repeat of 8th Senate leadership crisis’

Tunde Opalana, Abuja Senators elected on the platform of the ruling All Progressives Congress (APC) are confident that the party machinery and leadership are capable of handling leadership positions in the two chambers of the National Assembly in the Ninth National Assembly.

This is coming as horse trading towards controlling the soul of the parliament has started in earnest barely two and a half months to the Inauguration of the ninth Senate.

The Daily Times gathered that different caucuses of the party in the six geo- political zones have started meeting to decide who to support for what position in the National Assembly.

It was also learnt that a meeting of the North West Caucus of APC in the Senate was held on Thursday night after the presentation of return certificates to newly elected members.

It was not clear as at press time where the party hierarchy is zoning the positions but it is obvious that certain figures are already canvassing their positions to power brokers in the Presidency.

To avoid the pitfall of the June 2018 crisis that engulfed the party after the election of leadership of both chambers, members of the APC are calling for a clear cut understanding between the Presidency and the lawmakers.

They felt it is expedient for the power brokers in the Presidency not to foist blanket leadership on the parliament but allow for input from the key players.

However, with a shrewd Oshiomhole as the National Chairman, the party is poised to wield the big stick this time around against any member that flouts the decision of the party.

The Daily Times suspects an imminent crisis lurking in the corner as few Senators interested in leadership positions are ready to succumb to inter- party politics that may likely play out to aid their election.

Oblivious of the voting strengthen and influence of the 42 PDP Senators, those seeking office have been romancing the

opposition and are ready to trade with whatever conditions even against APC wish.

Many of the Senators-elect interviewed at the presentation of certificate of return from INEC on Thursday in Abuja, urged the leadership of the ruling All Progressives Congress (APC) and the Presidency to manage the issue of the elections of the Presiding officers of the Upper Chamber in such a manner as to ensure peace in the Senate as well as harmonious relationship between the Senate and the Presidency.

They said if deep understanding between the two is not put into consideration, there may be a reintroduction of fresh crisis.

Specifically, Senator - elect Adedayo Adeyeye (APC Ekiti South), said for the 9th Senate to avoid the leadership crisis that engulfed the 8th Senate, the National leadership of the party must provide the required direction to that effect.

His counterpart from Ekiti, Senator - elect Bamidele Opeyemi (APC Ekiti Central), suggested a frictionless leadership configuration in the 9th Senate, asking that whatever process that will be used by the presidency and party leadership must be well managed to avoid any backlash.

“The calibre and character of personalities elected for the 9th Senate are very solid and promising for the country but leadership is key, the very reason why the leadership of the ruling party must manage well whatever process it is going to use for emergence of leadership at both chambers this time around.

“Once this is done, the party and in particular, the National Assembly and the presidency will be on the same page on development-driven bills sponsorship, policy formulations and approvals”, he said.

Meanwhile, spokesman of the Senate, Senator Aliyu Sabi Abdullahi (APC Niger North), said the required lessons to be learnt from the leadership squabbles of the 8th Senate have been learnt and such lessons should not be lost to avoid a repeat.

“I was a key player in the leadership configuration of the 8th Senate and the attendant crises that followed, as one of

Ndume the 43 returnees now, the lessons learnt will be used to prevent the mistakes of the past from happening “, he said.

Feelers from the party had it that leading contenders for Senate Presidency are Ahmed Lawan, Ali Ndume, Adamu Abdullahi and Danjuma Goje.

But, Lawan is said to be mostly favoured for the top job.

Another twist to the tussle is the party’s zoning formula for each of the leadership positions.

There is an insinuation that the Senate Presidency might be zoned to the South West and that the National Leader of APC, Asiwaju Bola Ahmed Tinubu, is positioning his wife, Oluremi Tinubu’s from Lagos Central as the next Senate President.

Even expected is political revolution to whittle down Tinubu’s power within the he South West Caucus who may prop up another candidate from the zone.

Not to be wished away also is the possibility of zoning the Senate Presidency to the South East.

The South East permutation might not be unconnected with an open declaration by former governor of Kano State and a ranking Senator, Kabiru Gaya, for the position of deputy Senate president.

Senator Gaya (APC Kano South), who declared his intention on Thursday at the International Conference Centre (ICC), after collecting his certificate of return as Senator-elect from Kano South into the 9th Senate, told journalists that his aspiration is driven

by mass appeal for it from his colleagues and his burning desire to serve in the leadership of the next Senate having returned for the fourth time.

“I thank the Almighty Allah who granted me the grace of being elected into the Senate for the fourth time.

“As regards the leadership composition of the 9th Senate, majority of my colleagues are mounting pressure on me to run for the position of Deputy Senate President which I want to use this opportunity to announce that I’m running for the position being one the most ranking senators in the 9th Senate “, he said.

He however added that his ambition for the position will be determined by permission to that effect by the presidency and the party just as he stated that had Senator Bukola Saraki remained in APC and won, he would have still retained his position as Senate President.

Gaya’s ambition strongly indicate that the position of Senate President may be zoned to the South East where a ranking senator in person of Senator Benjamin Uwajumogu (APC Imo North), has emerged and not North East where the much touted person for the position, Senator Ahmed Lawan, comes from.

Before Gaya’s open declaration for DSP’s position, the focus had been on Senators Ahmed Lawan (APC Yobe North), Ali Ndume (APC Borno South) and Danjuma Goje (APC Gombe Central) for the position of Senate President.

Rivers: Supreme Court hears Abe’s suit March 26 Andrew Orolua, Abuja The Supreme Court has fixed March 26, 2019 to hear the appeal filed by Senator Magnus Abe who is seeking pronouncement on the authenticity or otherwise of the direct primary conducted by the All Progressives Congress (APC) in Rivers State that robbed the party off governorship candidate in the March 9 election.

Senator Magnus Abe, who is a factional leader of the Rivers APC, is praying the apex court to make a final pronouncement on the legality of both direct and indirect primary polls conducted

by the two factions of the party last year.

When the matter was mentioned on Thursday, Senator Abe’s counsel, Henry Bello, moved a motion praying the apex court to amongst others to grant accelerated hearing in the matter, abridgment of time within which parties are to file their processes and a definite date for hearing of the appeal.

The motion dated March 1, was predicated on 8 grounds and affidavit of urgency among which is that the matter being a pre-election suit must by law be fully determined within 60 days.

While moving the motion,

Bello prayed the five- man panel of the apex court to grant his client accelerated hearing and to order parties to file and exchange their processes within time allowed by law for a pre-election matter.

Respondents in the appeal are the Independent National Electoral Commission (INEC), APC and another governorship aspirant, Tonye Cole, along with 36 others.

INEC, represented by Mathew Anyim, announced to the court that the electoral body has chosen to be neutral in the matter.

Celestine Agidi, who stood for Tonye Cole and his team, did not object to the motion but however

pleaded that 24 hours will not be sufficient for him to file his brief of argument.

In a ruling, the presiding Justice, Mary Odili, granted the 3 prayers of the appellant and adjourned hearing in the matter till March 26.

Justice Odili also ordered Cole and other respondents to file their brief of argument within 3 days, while the appellant was granted 3 days within which to file his own response.

The APC though served with hearing notice was not represented in court by either a counsel or any of its staff.

Kyari had also stated that the INEC would conduct rerun election within 21 days in the affected local government area and polling units which results had been cancelled before the final announcement of the winner.

The Daily Times recalls that the opposition candidates in the PDP were leading in five states, which include Kano, Sokoto, Bauchi, Adamawa, and Benue.

Although INEC has fixed March 23 for supplementary elections in the affected states, some of the APC governors held a private meeting with President Muhammadu Buhari on Tuesday, obviously on similar agenda.

A source privy to the meeting, who craved anonymity, had stated that the President was not favourably disposed to their request for intervention, especially as he had vowed to leave a legacy of free, fair and credible polls.

Among the initial governors that thronged the State House, Abuja, to lobby the President, shortly after he returned from Daura, Kastina State, where he had gone to exercise his franchise the previous week, were Mallam Nasir el-Rufai (Kaduna), Abdulaziz Yari (Zamfara), Yahaya Bello (Kogi), Kayode Fayemi (Ekiti), Atiku Bagudu (Kebbi), Muhammad Badaru, (Jigawa), and Ibrahim Shettima of Borno State.

Abdulaziz Yari, Chairman of the Nigerian Governors’ Forum (NGF) and governor of Zamfara State, was said to have led the governors to the meeting with the President reportedly in a last-ditch effort to assist the party clinch victory in states almost eluding it.

Meanwhile, an Adamawa State High Court sitting in Yola, the state capital, on Thursday, restrained the Independent National Electoral Commission (INEC) from conducting a supplementary Governorship Election in Adamawa State, fixed for March 23.

The interim restraining order issued by Justice AbdulAziz Waziri, followed an application filed by counsel to the Adamawa State chapter of the Movement for the Restoration and Defence of Democracy (MRDD), Mr. Mustafa Shaba, who is challenging the omission of the party logo on the ballot paper.

Ruling on the application, Justice Waziri said that after going through the two affidavits in support of the motion and the application of extreme urgency, he believed that the request has merit and therefore granted.

“After careful perusal of the a annexture of the MRDD 1 to 5 alongside written address of counsel urging me to grant the application, I am of the view that the application is pregnant with merit and must be granted.

“I hereby grant the application and make the following order. The defendant herein, the INEC is hereby restrained whether by themselves, their executives, servants, privies, representative nominees or any other person or persons from proceeding with the supplementary election in respect of Adamawa State Governorship pending the hearing and determination of the Motion on Notice.”

Justice Waziri further ordered that all the processes relating to the suit be served on Adamawa State INEC office in Yola in compliance with Order 6 of the Court.

He adjourned the case to March 21 for hearing of motion for the interlocutory injunction.

Speaking to newsmen on the development, counsel to MRDD, Mr. Mustafa Shaba said the plaintiff, MRDD represented by the state chairman of the party, Ibrahim Umar, rushed to the court to complain against what he described as “serious infraction.

“The party has come to court and fortunately the election has not been concluded to stop INEC from further breaching of the party’s candidate (Rev. Eric Theman) right.

“We want the logo to be placed and the election to start afresh. What we applied for today (Thursday) is for Interim injunction restraining INEC as it is for now from proceeding with the inconclusive election until the needful is done,” Shaba said.

But when contacted by reporters, the Resident Electoral Commissioner in the state, Kashim Gaidam, said the court lacked jurisdiction over the federal establishment, describing it as possible undue influence.

He said that “it is an order of a state High Court which has no jurisdiction over federal establishments. It is very surprising indeed. Could it be undue influence? Section 87 (10) of electoral law is also relevant.

I am sure the commission will issue an official statement on the matter.”

After the first round of election on February 9, 2019 , the candidate of the Peoples Democratic Party, Hamadu Fintiri, established a lead margin of 32 , 476 votes over the All Progressives Congress candidate, Jibrilla Bindow, who is seeking a second term in office.

In declaring the election inconclusive, INEC said the margin was lower than 40, 998 votes that were declared invalid.

Speaking to journalists in Abuja on Thursday, he said: “I am sure I was conspicuously absent from the certificate issuance ceremony. I was not there because INEC has removed my name from the list of senators having been declared the winner by the zonal returning officer.

“So, I am actually waiting to hear

why INEC struck my name out. I think probably, INEC must be trying to do something special because I understand once results have been declared and returns made, then you are bound to be issued a certificate of return.

“But, to have exempted me, I am in the dark as to what was the reason why I was not invited to collect my certificate of return. Maybe, INEC would want to organize a special programme for me to hand over this certificate of return to me because clearly, I won and it was a peaceful election, the best you can ever think of.”

He stated that why he was left out was not far from a purported petition claimed to have been written against him which he said was from the grapevine, as he hasn’t been called by anyone to listen to his side of the story.

“I am told from the grapevine that it was because of duress. In other words, somebody must have coerced the returning officer to do what he was not supposed to do, but here again, I do not understand what that means because there was nothing of such.

“How can you put somebody on duress to declare you the winner of an

election that you have already won? And look, they are not saying that we did not win. They are not saying that the other man won. So, I do not understand why we should be the people forcing someone to do something wrong to claim victory.

“It’s not true, but I must let the world understand that this is a game that is being played. The resident electoral commissioner in Imo state is playing a script and the script is so funny; it is so cruel and crude actually and they are executing it in a funny way.

“I understand that people are beginning to fight a war of the future now, when we are not even yet there and I am surprised that INEC is being used as an instrument for those who find it politically difficult to achieve what they want.

“The idea is that, do not give Rochas a certificate; you must slow him down until after they have elected the presiding officers, then you can let him come in, so that he does not become anything and make sure that his candidate for governor does not win and then make sure that he is crippled politically before 2023. That is what is happening and it is very childish.

A coalition of INEC accredited domestic observers deployed to Akwa Ibom state have charged the Independent National Electoral Commission (INEC) to ensure continuous improvement of the card reader to prevent unnecessary delays during elections.

The observers who monitored the presidential, National Assembly, governorship and state Houses of Assembly elections in the state, lamented that most of the card readers were not properly configured before deployment.

Chairman of the coalition, Efemena Atutu, at a media briefing on Thursday also frowned at the militarization of the elections and called on the security agents to adhere to the tenets of their profession.

Etutu recommended the continuous improvement of the electoral process to deepen democracy and instill voters’ confidence in the ballot.

“We recommend that continuous improvement be made on the card reader so as to reduce time wastage, the card readers should be properly configured and calibrated before deployment. Security agents deployed for election duties must adhere to the tenets of professionalism and not close their eyes to malpractices.

It would be recalled that the Peoples Democratic Party (PDP) scored 102, 000 votes against the All Progressive Congress (APC) which polled 56, 000 votes in Bauchi Local Government.

Speaking with newsmen Thursday in Bauchi, Chairman of the Elders Forum, Alhaji Yerima Aliyu Giade said since the electoral body would revisit the election issues after making a pronouncement earlier that supplementary elections would hold, the results of Bauchi Local Government should also be nullified.

Giade said the result was totally unacceptable as the election was allegedly marred by thuggery and intimation of APC supporters.

The APC elders also urged security agencies to take action to stop rallies and demonstrations currently being staged by political supporters in the state as no winner has yet been officially declared.

He added that “we equally call on all citizens to maintain the peace and act in the best of conduct before, during and after the supplementary elections which shall come up on March 23, Insha Allah and never to allow themselves to be provoked by anyone who does not wish our dear state well.”

Buhari foresees end to HIV/AIDS scourge by 2030 Akwa Ibom overtakes Benue in latest HIV survey

Mathew Dadiya & Doosuur Iwambe, Abuja President Muhammadu Buhari has expressed optimism that the spread of HIV/AIDS would be mitigated and possibly end by the year 2030.

The president gave the assurance on Thursday at the launch of a report: “2018 Nigeria HIV/AIDS Indicator and Impact Survey (NAIIS)”, where he noted that the survey represented the largest investigation on HIV/AIDS globally.

Buhari stated that the report was an indication that the end of the HIV scourge as a public health threat in Nigeria would be over by 2030, declaring that the federal government’s efforts at scaling down the prevalence of HIV/AIDS infection in Nigeria has started paying-off, as infection rate dropped significantly to 1.4 per cent in 2018 as against the 3.0 per cent in 2014.

According to statistics released by the Federal Ministry of Health, about 1.9 million citizens are currently infected by the deadly virus. This new data is contained in

the report of the survey recently carried out by the ministry in conjunction with other development partners.

Director-General, National Agency for the Control of AIDS (NACA), Sani Aliyu announced at the presentation of the report held at the Banquet Hall of the State House that the percentage of People Living with HIV (PLHIV) in Nigeria, among the age group of 15-49 years, is 1.4 per cent (1.9 per cent among females and 0.9 per cent among males.)

Also, Aliyu said that the viral suppression among persons infected by the HIV virus aged 15 - 49 - years - old with access to treatment stands at 42.3 per cent (45.3 per cent among women and 34.5 per cent among men).

According to him, the number of women living with HIV is double the number of men living with the virus, adding that states with the highest prevalence of virus is now Akwa Ibom. The survey also showed that Northern Nigeria has a lower HIV/AIDS burden than the south.

“The South-South zone of the country has the highest HIV prevalence at 3.1 per

cent among those aged 15–49 years. HIV prevalence among the same age group in the North Central zone is 2.0 per cent and in the South East zone (1.9 per cent). The prevalence is lower in the South West zone (1.1 per cent), the North East zone (1.1 per cent) and the North West zone (0.6 per cent),’’ he added.

While emphasising the importance for all people living with HIV to get treatment and achieve viral suppression, Aliyu added that government and its partners have what it takes to support people who are HIV-positive, “to provide treatment, to protect their families and to help people live long and healthy lives.”

The federal government launched the National AIDS survey in June 2018 to determine the true distribution of HIV and AIDS, Hepatitis B and Hepatitis C in the country.

The Executive Director of UNAIDS, Michel Sidibé, on his part said that the improved understanding of the country’s HIV epidemic would allow Nigeria to better reach people living with HIV and people at higher risk of acquiring HIV.

The Nigeria Labour Congress (NLC) yesterday came down hard on the army for interfering in the conduct of the just concluded general elections, even as it called on the Independent National Electoral commission (INEC) to outlaw the use of manual accreditation in voting.

In a statement signed by the acting President of NLC, Comrade Amechi Asugwuni, labour said though the conduct of the general elections was largely peaceful in many parts of the country, yet there were a number of logistics and security issues that dogged the conduct of the elections.

He noted that the public expectation after the postponement of the elections was that the INEC would put its acts together and ensure that the conduct of the poll on the postponed dates was impeccable, but unfortunately, that was hardly the case as the elections were blighted by perennial tardy logistics such as late arrival of election materials to polling units, failure of data capture machines in some polling units and poor knowledge of election rules by INEC ad hoc staff.

While commending INEC for insisting on the use of card readers in every part of the country and for issuing a policy statement that no election result obtained through duress would be validated by the issuance of certificate of return, the NLC said that “it was clear that these pronouncements hardly served as sufficient deterrence to those bent on foisting the rule of the jungle on our election process.

“Desperate politicians with an agenda to manipulate the electoral process to their own advantage played out the script of ballot box snatching, intimidation of election officials, waylaying of collation centres and general perpetration of violence.

Obiano sets up panel on Onitsha accident

Anambra state Governor, Willie Obiano has commiserated with the victims and families of the Onitsha accident that claimed seven lives and maimed 14 persons.

The accident which occurred around 4pm on March 13, along Upper Iweka Road, Onitsha, involved some vehicles, including a petrol tanker laden with about 33, 000 litres of kerosene.

In a statement signed by the state Commissioner for Information and Public Enlightenment, Mr. Don Adinuba, the governor expressed sadness over the situation and directed that the surviving victims be given the best medical attention available while insisting that the state government would bear the cost of treatment.

The commissioner stated that “Gov. Obiano has also set up a panel to investigate the cause or causes of the accident and advised the state government on measures to take to avoid a similar occurrence.

“The panel will be headed by the commissioner for transport. The members are the commissioner for health, the attorney general and commissioner for justice, the commandant of the Anambra state Traffic Management Agency, the state commandant of the FRSC and a representative of the police.”

The committee is expected to submit its report within a week.

The fatal accident is the second major road accident on Upper Iweka Road, Onitsha, in four years. In June, 2015, the driver of a tanker carrying petrol lost control of his vehicle and rammed it into the Asba Motor Park, killing 69 persons, mostly street traders and hawkers as well as travelers.

Why politics is war in Nigeria

Selfishness, the pursuit of self-interest and selfaggrandisement are the driving forces of Nigerian politicians. From bottom to top and back again, of those emotions, not one is free, not one is clean, not even President Muhammadu Buhari, Nigeria’s widely touted emblem of what is sane and altruistic in the polity.

In the recently concluded elections, Buhari for instance, left no one in doubt as to the prime status of his ambition to be President again.

Even while he is the evident pillar holding the wobbling structure of his All Progressives Congress and the fact that the strengths and successes that parties make of their programmes are measured by the spread they are able gather countrywide, the President appealed to the electorate in more states than one to vote for him and forget party loyalty if they wished in subsequent elections.

It is doubtful that the treachery in this once and again repeated sentiment sank into most compatriots but regardless of whatever excuse or explanation partisans might attempt to provide, direct suggestions by the President and leader of the ruling party that the electorate may vote for people outside of the APC connotes more than a reborn mind that respects the will of the people.

A fundamental assumption of representative democracy is that each political party has ideals by which it lives and plans for the society it plans to govern and politics in Nigeria has also, once upon a time, lived this reality.

In the Second Republic for example, free education was a fundamental promise of the late

Chief Obafemi Awolowo-led Unity Party of Nigeria. And that was not just at the federal level, the party obligated itself to provide free and compulsory education for all Nigerian children across the federation. This meant that every state the UPN governed benefitted from free education. If the UPN had won governorship elections in all the 19 states that Nigeria had at the time therefore, all Nigerian children without exception would have acquired basic education with measurable impact on national development. It goes to say that if the APC had a manifesto that prioritises education, Zamfara State would not have presented only 28 pupils for the National Common Entrance Examination into the Unity Schools as it happened in 2018 and Nigeria would possibly have been saved the threat that 13.2 million out of school children poses to its future. But that is a story for another day.

The issue at hand is that for the 2019 elections, every member of the APC, not to speak of its poster boy, should have spoken for the election of all its candidates across board, unless the party owns up to suggestions that it offers nothing different from most of the other political parties. In any case, if the President truly spoke out of respect for the rights of the people to make choices, why was he not as magnanimous with the presidential election?

The point here is that the number one man himself, even though he is not an everyday politician, has finally swallowed the “I, me and mine” pill of Nigerian politicians, leaving the nation in the hands of merchants without little or no inclination to provide genuine

service to the people.

So, from Abuja, down to all the state capitals, local government councils, towns and villages, Nigeria has become a huge community of local fiefdoms where those who own the people are prepared to do anything to hold on to the reins of control.

So, things in Nigeria are such that the President would do anything to impose a successor and that would be in the interest of only himself. Not that he loves the state so much that he wants is legacy, which is most often than not one of rot, sustained or that he even loves his protégé so much that he wants his name entrenched in the gold of public service excellence, his fight, tooth or nail is just so that he is able to maintain his stranglehold on power and dictate the successor’s every move; what you my call a third term by proxy!

The governor who wants a second term, regardless of the mess he may have made of his first term, deploys the resources of state towards retaining office whether the people want him or not.

And then there are politicians who want to look good with the big man in Abuja or at the state capital.

They are at the same level and would do anything to deliver their “constituencies” to the man who is contesting the office. Now, you would imagine that they do this for the love of their community or even the man for whom they are rooting but no, that is far from it. That local politician desires nothing more than having a seat at the table of the one who sits at the Government House in the state capital or at the Aso Rock Villa in Abuja. To earn the bragging right which opens the door and

provides access to the seat of power, that local politician would hire thugs, bribe electoral officials, hijack electoral materials or even kill!

This is the origin of the confusion and shame that serially visited as Nigerians voted in the 2019 general elections. While elections should be the celebration of the democratic rights of Nigerians to elect, re-elect or change their leaders according to how much they have done or not done in the period under which they have been in office, a few people who have turned the country into their feeding bottles, hijack the process, maim and even get people killed in the process.

So, public service is not at the core of the politician here, which is why questions should be asked about Nigeria’s preparedness for democracy. While politicians in most democracy seek office to serve the people, seeing their election and re-election as the case may be as the people’s benevolence, here, politicians lord it over the people.

By offering himself for office, the politician here sees himself as the one doing the people a favour and when he gets into office, he takes the seat of the ruler and the people become the servants, a pathetic role reversal that does the country no good.

Unfortunately, the people are at sea! It’s a largely impoverished society without any visible promise for change. That is one reason why true democracy will elude Nigeria for a while. Poverty and democracy are mutually exclusive with democracy and those who should work to lift society from the pangs of poverty are the same people who want to hold on to power by all means and leave others wallowing!

Six days of morbidity

Painful as it sounds, death is a natural end of all living organisms.

We will all die one day even when we pretend and act as though we shall live forever. Sadly, we remember death only when those close to us die; afterwards we shrug our shoulders and move on.

But the last six days have been heartrending and torturous, at least for me, considering how the Grim Reaper stalked us in the country and even yonder. As this column noted three weeks ago, election is war by another name in Nigeria and last Saturday was not an exception, regrettably. Rivers State became rivers of war and blood as brothers – read Governor Nyesom Wike and Rotimi Amaechi, minister and former governor- literally turned on each other in a fierce battle over who governs the state leaving scores of citizens dead and maimed in their egoistical battle. The electoral body was forced to postpone elections indefinitely in the state forcing one to wonder what would have happened if Amaechi’s APC had been on the ballot.

Regretfully, both men are Ikwerre sons who care less if their ambition and personality clash will cut short others’ lives. President Muhammadu Buhari too appeared less concerned with the deployment of soldiers to muzzle and silence citizens’ will in exercising their franchise. As commander in chief, he turned the other side when the army

chief, our snake general, kept belching out orders like “the army will arrest” “the army will deal decisively” and other stuff that soldiers, who are not statutorily vested with election duties, will do during the elections. There is no record whatsoever that Buhari called soldiers maintained with citizens’ money to order over their conduct during Saturday’s election.

To rub salt in the wounds of those who lost loved ones to the barbaric conduct of our soldiers, the army spokesperson in a barefaced lie, said that soldiers who prevented citizens from choosing who will govern them were fake but till now, he has not shown us anybody arrested for perpetrating such crime. He conveniently forgot the incident at the INEC headquarters in Rivers where soldiers engaged policemen in a battle forcing citizens to scamper for safety, over who will secure the premises. Maybe those were fake soldiers too.

Kajuru local government area in Kaduna State has not ceased to be a centre for killings forcing the state government to declare a curfew just as Taraba is a battleground for those rejoicing and protesting the election results, which saw the present governor, returned under the PDP platform.

Interestingly, the state remains the only state where successive governors have been PDP members. A police station

was attacked in Afuze, Edo State with the divisional police officer and some other policemen, including a pregnant woman, killed in the process.

Nothing, absolutely nothing, however, prepared one for the death of Pius Adebola Adesanmi, essayist, colourful raconteur, literary critic, professor, and a special human being.

Surfing the web with my 10-year old son early Sunday afternoon, the news of a plane crash jolted me out of my planned rest when we read that it was an Ethiopian Airlines flight from Addis Ababa to Nairobi. Instinctively, I knew it is practically impossible for the flight not to have a Nigerian on board but the list BBC initially provided contain no Nigerian. With a capacity for figures that could have only come from his mother, my son quickly totaled the figures supplied and concluded, “Daddy, there must be more people as the numbers do not add up to the 157.”

Just last week, my friend and one of his former classmates at the University of Ilorin, Akinbode Oluwafemi, was discussing him with me in his office with nostalgia. Others stronger emotionally than me have been able to pay tributes to Pius, but I still find it difficult, as I can’t bear to refer to him in the past tense. Just like that, I kept muttering throughout Sunday night till early hours of Monday as sleep eluded me. One thing I remember about him

is, or was, his ability to feel at ease with all and consciously make others to do the same too. For those of us who knew him before he became a global icon, he never turned his back and this endeared him more to us. Adieu, Pius, yours was short but impactful.

The failure of Nigeria in protecting her citizens came to the fore more vividly again in the building that collapsed on Wednesday at Ita Faji in Lagos. As a father, it left one devastated and traumatised when kids’ quest for education led to their untimely deaths. But what do we say of Lagos State Building Control Agency officials who are vested with the authority to inspect and demolish such buildings before collapsing?

What led parents to enroll their children in such schools which like many others in Lagos do not deserve to be called schools? Who are the officials responsible for approving schools that sanctioned learning under such appalling conditions? Good enough that our lame duck governor visited the scene at a time when the citizens’ anger was still palpable, as he felt the raw emotions on display. Prosecution of all responsible for these avoidable deaths is a fitting memorial and not just the mere platitudes government officials mouth continually.

May all those affected directly by these deaths be comforted.

Ajimobi, Okorocha, Ganduje: An Unfolding Story

It’s incredible how eight years have ended as a twoword parable: constituted authority. That’s what Governor Abiola Isiaka Ajimobi would be mostly remembered for – the epigram from his encounter with students of Ladoke Akintola University of Technology (LAUTECH). That episode was perhaps one of the most catastrophic PR disasters of Ajimobi’s eight-year tenure.

A teacher’s strike over the status/funding of the school two years ago left the students stranded for nearly one academic year. When the governor finally met them, all he needed to do was to climb down from his high horse and show some empathy.

Tell them he felt their pain and frustration, and what he was doing to end it. Tell them that anyone of them could have been his own children and the last thing he would wish was for his children to be out of school for one year, no matter what the problem was, with still no end in sight.

Soothe their pain, calm their nerves and come down to their level.

He did not. Instead, as tensions flared and a few in the crowd taunted him, he railed back like a village headmaster, desperately looking for a scapegoat or two among the students to give a few strokes of the cane on bare buttocks.

How dare the students challenge “constituted authority!”

Never mind that it took this “constituted authority” nearly one academic year to discover that its own university was shut down.

Ajimobi yo-yoed with the idea of unleashing the police on a few vocal students in the crowd, then pulled back when he saw he was playing with fire.

But it was too late. The video went viral and the governor earned himself a new name, a moniker, which I’m told even cabinet members use to mock him behind his back: constituted authority.

Later the same year, the governor expanded his battleground to include the Olubadan in a suicidal political mission to downgrade the palace to his Boys’ Quarters and make the Olubadan just one of the numerous tenants.

Whatever the governor’s rationale for tampering with the chieftaincy laws, the malicious intent was not going to be forgiven easily in a state with a long memory, a sharp tongue, and a deep, unashamedly old-fashioned attachment to its myths and traditions.

But Ajimobi still didn’t get it. Not even after the initial ruling by the court that he was out of order and many highpowered representations to dissuade him. He stuck to his guns and increasingly assumed an air of infallibility. He had, in fact, done what Napoleon could not do, so where was the mountain left to conquer?

He is the first governor in Oyo State’s history to have a second term. And this historic feat had created a certain sense of self-assurance and immortality that banished that intuitive sense of danger, sometimes vital to selfpreservation.

The primary question was always, who’s next to conquer? In that sense, the demolition of the music studios of Yinka Ayefele, after the governor’s personal assurances of amnesty to the distraught Mrs. Ayefele who begged Ajimobi in tears in the Government House the night before the bulldozers moved in, was just a blip. There was nothing too hard for the governor to do.

Insiders said the governor came only inches from demolishing the fence of Tribune newspapers in Imalefalafia, brushing aside attempts to restrain him each time, with the reminder that even if he turns out wrong in the end, “It’s not my money that will pay for restitution. It’s government money!”

The summary of Ajimobi’s eight-year tenure is that he did not know how to talk – and worse, he did not know how to listen. I wish I could say it in elegant English, the Ibadan way. If he killed himself by not knowing how to talk, he might have been redeemed from the political dead by listening before choosing a candidate to carry the party’s flag. Unfortunately, even that potentially redemptive act, became the final nail in his own political coffin.

This is not how it was meant to be. After years of turbulence and rancour, which left Ibadan as a glorified village and most parts of Oyo backward for decades, the coming of Abiola Isiaka Ajimobi as governor was supposed to be a breath of fresh air.

Ajimobi had 26-year private sector experience and was a cosmopolitan as they come. He did not seem encumbered by the provincialism and identity politics that were the albatross of a number of his predecessors.

A one-time senator and two-term governor, how benefitting it would have been to crown his modest achievements in infrastructure with another ticket to the Senate and a successor to carry on his work.

But that is not to be. Instead, for some time to come, his tenure would be a standard reference in Sunday school on the perils of pride and the vanity of hubris.

Ajimobi is not in entirely without comfort, though.

Rochas Okorocha, the outgoing governor of Imo State, is facing his own moment of truth. After eight years of Iberiberism, a homegrown political philosophy which lavishes the state’s treasury on family and in-laws, while using what is left to build statues and honour crooks.

Okorocha is finding out the hard way that foolishness digs its own shallow grave.

At a time when he would not pay salaries or pensions, he found money to create Africa’s longest Statues Street, lining up images of whoever he fancied, as if the people would eat statues for their labour. When teachers were on less than half salaries, Okorocha still found enough money to make large billboards, with pictures of himself in benevolent smile over a state in misery. In the summer of 2015, he famously celebrated his visit to the U.S. on Buhari’s entourage by erecting a large billboard in Owerri, with a picture of himself smiling sheepishly before former President Barack Obama.

The lowest points for me were the times when school children whose teachers were on half pay and whose parents didn’t know where the next meal would come from were brought to perform for the governor and to sing his praise. It was iberibe on a whole new level.

Apparently, the fellow doesn’t not know it’s over now; or maybe he knows but just lacks the grace to accept it and compassion for the long-suffering people of Imo. Okorocha still put himself forward to represent Imo West in the Senate; his son-in-law as candidate to succeed him; and his wife as the state’s matriarch-in-chief.

When it became clear to him that his bid had failed, he put a gun to the head of the returning officer – the same way he has held Imo at gunpoint for eight years – to declare him winner.

Let’s see how far that gets him.

If the All Progressives Congress (APC) ever sits down to take stock of the 2019 election, it would find that in a number of the states where it lost – or could still lose – its governors were the party’s worst enemies. The only exception, perhaps, is Plateau, where the governor’s obsequiousness in handling the herdsmen-farmer’s clashes could cost him his second-term bid.

As Governor Abdullahi Ganduje’s fate hangs by a thread in Kano, it is clear that he is not the oracle that he pretended to be. His attempt to humiliate and depose Emir Sanusi Lamido Sanusi over the so-called dodgy palace expenses; his spectacular fallout with his former boss, Rabiu Kwankwaso; and the controversial video of him lining his pocket with wads of dollar bills, have eroded his popularity and diminished any modest achievements.

After last Saturday’s election, thanks to an extraordinarily courageous and professional commissioner of police, Mohammed Wakili, it must have dawned on Ganduje by now that the one million people who voted for Buhari on February 23 did so not at the governor’s behest, but in spite of him.

Whatever Ganduje promised Buhari or thinks Buhari owes him, he forgot that in Kano politics, it’s charity and honesty, above all. That’s how it’s been since Aminu Kano.

Kano does not follow the crowd; it creates its own crowd and makes its own choice. It voted Buhari not because of what he has done or not done, but because Buhari promised to jail thieves. Now, voters are pointing him to a piece of red meat in the Kano Government House.

The wind that swept away Ajimobi in the south west and claimed governor Okorocha’s senatorial ambition in the south east, has just arrived in Kano. It’s hard to see how Ganduje will survive it.

OUR POSITION Stemming the upsurge of malnutrition among children Without mincing words, education and awareness are the first steps to understand and solve any problem.

But the problem of malnutrition is not an exception.

The ranking of Nigeria among countries with the highest number of children suffering from malnutrition definitely calls for concern.

Nutrition has a powerful influence on growth, development, and the productive life of every individual. Optimal nutrition at each stage of the life cycle is therefore a fundamental human right.

Furthermore, nutrition is linked to most of, if not all, the Strategic Development Goals (SDGs) and the right to food, adequate nutrition, and healthcare are fundamental to achieving the SDGs. Malnutrition is the lack of proper nutrition, caused by not having enough to eat, not eating enough of the right things, or being unable to use the food that one eats. Over-nutrition is also malnutrition. In children, malnutrition thrives when children go hungry or feed on monotonous diets based on highly processed carbohydrates, little fresh vegetables and no fruit.

According to a report by the Multiple Indicator Cluster Survey (MICS) on malnutrition burden in Nigeria, stunting, wasting and underweight rates have worsened in the country when compared to the same survey in 2015.

The MICS in 2017 puts Nigeria’s stunting rate at 43.3 per cent, as against 32.9 per cent in the 2015 survey. It shows that in 2017, the rate of wasting was 10.8 per cent, while in 2015; the figure was 7.2 per cent. The study also shows that underweight rate in the country was at 31.5 per cent in 2017, while in 2015, the rate was 19.4 per cent.

Global records recently showed that while stunting and other forms of malnutrition have reduced worldwide, from 198 million to 151 million people, the burden is presently increasing at an alarming rate in West and Central Africa, from 22.8 million to 28.8 million people.

Incidentally, ignorance of what is adequate diet, poverty and lip-service to strategic plan of action on nutrition by the Nigerian government has affected the intake of nutritious food in Nigeria. A review of trends in economic growth, health and nutrition in Nigeria indicates that the country is undergoing rapid socioeconomic, demographic, nutritional and health transitions.

But under-nutrition has continued to be persistently high and remains a challenge. Lately, the media is full of statistics about how Nigeria is home to the highest number of stunted children in the continent, percentage of wasted and under-weight children. Unfortunately, the statistics do not result in the adoption of essential family practices. It does not stop badly cooked food being served in private homes, restaurants, hotels and boarding houses.

Dishing out statistics is not solving the problem of inadequate-nutrition. Too often we choose our food for reasons of convenience, taste, availability and social acceptance. We prefer to love sugar and fat as kids. Many eat rice consistently for as much as thrice a day. Nutrition is the intake of food, considered in relation to the body’s dietary needs.

They are likely to have poor nutritional statusparticularly insufficient micronutrients (vitamins and minerals) which are essential for building good immunity, enabling efficient metabolism and full body functioning. It is, therefore, desirable to address and remove the conditions that make malnutrition thrive.

We are of he opinion that advocacy need to become loudest on the importance of taking adequate care of pregnant women with adequate nutrition and for the women to practice exclusive breastfeeding for the first six months after birth. Exclusive breastfeeding is said to reduce 50 per cent of killer diseases in children. The practice of exclusive breastfeeding in the first six months of life and the introduction of adequate complementary diet till the first two years of life are key to child survival and optimal growth.

It is also crucial that individuals adopt a nutrition-

based approach to food choices and eating habits to avoid the long-term effects of lifestyle malnutrition. In essence, this means changing from a diet high in animal products, refined and processed foods to one that is rich in fresh, wholesome foods, especially fruit and vegetables.

Another thing that needs advocacy is the promotion of natural foods, because they contain “life forces,” which is defined in terms of minerals and vitamins. Call them what you like, the fact remains that only the fresh foods, whether they are fruits, vegetables, milk, flesh or grains have their maximum quota of these life-giving elements.

From the afore-mentioned, our objective against malnutrition will be better achieved if we focus on addressing issues of status of women, the care of pregnant mothers and children under two, breastfeeding and importance of adequate nutrition and health. This is where telecommunication companies as well as the mass media should come up with public education on how to achieve optimum nutrition.

Sadly too, lifestyles have changed for the worse and not many Nigerian homes have gardens and poultries from which adequate protein could be sourced for consumption particularly, in the urban areas, which is why the urban poor languish more in malnourishment.

Mass poverty, no doubt, remains a major hindrance to life lived in abundance by Nigerians.

We therefore submit that while it is the duty of government to see to the welfare of the citizenry, families should give adequate attention to their children and their feeding habits. There should be home gardens where vegetables are planted even in the urban areas. Education of course, is key. The Ministries of Health, particularly, at the state level, should use local languages on all media platforms to sensitise people on how to give children balanced diet, using nutrient-rich local foods. We believe that this development will reduce malnutrition among children to barest minimum.

Total eradication of TB will cost Nigeria N147bn – US agency Says 18 people die hourly from TB

Doosuur Iwambe, Abuja Despite significant progress made over the last decade to eradicate tuberculosis in Nigeria, the United States Centre for Disease Control (US -CDC) says that Nigeria still requires N147 billion to completely eradicate the disease.

Speaking while addressing journalists on the pre-world TB Day activities coming up on March 24, in Abuja on Thursday, the USCDC representative, Dr. Bethrand Odume said that the required sum will take care of multi - drug resistant TB and diagnosis among others.

The briefing which was organized by the Stop TB Partnership Nigeria in collaboration with the National Tuberculosis, Buruli Ulcer and Leprosy Control Programme and other development partners was set up to discuss new ways of getting domestic funds to sustain TB financing in Nigeria.

Dr. Odume said that the estimated cost is expected to be raised by the government, communities, private sector, international donors and individuals.

According to him, 18 people reportedly die every hour as a result of the disease

thereby, ranking Nigeria sixth globally with a percentage of nine per cent and the first in Africa after India and Indonesia with 26 and 11 per cent respectively.

He said the theme of this year’s world Tuberculosis Day: “It’s time!” and slogan: “To end TB in Nigeria (keep the promise! Find TB! Treat TB),” is apt hence TB has remained a top infectious killer disease worldwide, claiming over 4, 500 lives a day.

While lamenting that most of the funding for the disease come from foreign donors, he said that the lack of will is unacceptable and should be discouraged.

“To control TB in Nigeria, the sum of N147 billion has been estimated. N35 billon of that amount which is about 24 per cent has been met. To be very sincere, over time, there has been an increase in funding within the national TB programme and government has actually come up to rise to its responsibilities, but the gap of 75 per cent still remains.

“We are looking at how to come about filling this gap. For this approach, government must be there. One missing gap in Nigeria is that the private sector is not really coming up and that is where the Stop TB partnership in Nigeria comes in,’’ he said.

On his part, the National Coordinator,

National Tuberculosis and Leprosy Control Programme, Dr. Lovett Lawanson, lamented the increasing pool of drug resistant TB in the country, saying it has continued to be a major threat to the control of TB. Represented by Senior Programme Officer, NTBLCP, Mr. Emperor Ubochioma, he said that the proportion of missing TB cases among children is more worrisome, as the country was only able to notify seven per cent of the estimated childhood TB cases in 2017.

“This implies that a large number of TB cases are still undetected and missing, thereby constituting a pool for continuous transmission of the disease in the community.

The missing TB cases in Nigeria can be found among men, women and children with different forms of TB, including drug resistant TB. “The proportion of missing TB cases among children is more worrisome, as the country was only able to notify seven percent,” he said.

Earlier Mrs. Funke Dosumu, a TB advocate who stressed the need to address the issue of stigmatization, stressed the need for more awareness, saying the disease can be treated if it is detected early.

Short News Police arrest 3 tri –cycle operators for gang raping of 11 –yr- old Akam James, Yenagoa

The Bayelsa state Police Command has arrested three commercial tri -cycle drivers for the allegedly gang raping an 11- year- old girl in an uncompleted building along the Azikoro Village road of the state.

The alleged gang rape, which was reportedly carried out a fortnight ago, was reported to the Divisional Police Office at Azikoro road after a “Speak out” campaign initiated by the Dise Ogbise Foundation (DOF).

Our correspondent gathered that the victim, names withheld was threatened with death by the three tri - cyclists after she was repeatedly raped.

Though the details of the alleged gang rape is sketchy, the victim however, told the Coordinator of the DOF, Dise Ogbise-Erhisere during the Speak-out” advocacy campaign tour of private and public secondary schools in the state.

Ogbise-Erhisere, who is a legal practitioner and Chairperson of the Sagbama branch of the Nigerian Bar Association (NBA), also confirmed that through the “Speak out” advocacy campaign over 20 cases of defilement have been recorded.

According to her, the accused tri - cyclists and others have all been arrested, adding that “we hope that they will be prosecuted soon. This incident occurred three weeks ago.”

Guber poll: PDP explains why Wike should be declared winner Amaka Agbu, Port Harcourt Amidst the controversy rocking the suspension of the collation of the results of the governorship election in Rivers state, the Peoples Democratic Party (PDP) has called on the Independent National Electoral Commission (INEC) to declare its candidate, incumbent Governor Nyesom Wike as the winner.

The state chapter of the party in a statement by the Chairman, Chief Felix Obuah, claimed that there was no ambiguity from results so far released in the governorship and state assembly elections, as Gov. Wike has been duly re-elected for a second term.

The Rivers PDP therefore, urged INEC to declare Gov. Wike winner of the election, adding that “the results from all polling units

and constituencies where elections were concluded have confirmed and reaffirmed that Rivers people voted no other party, but the PDP.” The statement read in part: “At the meeting that was attended by all stakeholders of the party in the state, including all the elected state assembly members, House of Representativeselect as well as Senators-elect, with 26 state constituencies already declared in favour of the PDP, there is no iota of doubt that Wike has been re-elected by the good people of Rivers state.”

The party expressed confidence that from the results so far declared at polling units across the state, the remaining PDP candidates, including Wike, Sen. George Thompson Sekibo and Rep. Betty Apiafi will also be elected on the strength of the peoples’ votes.

Giving a summary of the results so far released by INEC, the state PDP chairman claimed in the statement “that while PDP garnered a total of 26 seats in the state House of Assembly election, AAC/APC got none. Again, at the National Assembly election, while PDP won a total of 14 seats, AAC/APC recorded zero.

“As we await the official declaration by INEC that our governorship candidate, Gov. Wike has been duly re-elected in line with the peoples’ votes and overwhelming wishes, I urge the people of Rivers state to remain vigilant and continue to support our party.

“The victories of February 23 and March 9 are victories for all Rivers people. By voting massively for PDP, Rivers people chose freedom, performance and merit over political gangsterism, impudence and impunity.”

The Progressive Peoples Alliance (PPA) candidate in the governorship election, Dr. Oghenejodiakpo Obire have congratulated Gov. Ifeanyi Okowa on his electoral victory, saying building a stronger Delta state overrides personal or political affiliations.

New minimum wage: Senator seeks review of revenue sharing formula Tunde Opalana, Abuja Chairman, Senate Committee on Local Content, Senator Solomon Adeola (APC/Lagos West) has called for the review of revenue allocation formula by the Revenue Mobilization, Allocation and Fiscal Commission (RMAFC) as a way of effectively implementing the recommended N30, 000 minimum wage across all tiers of government.

This is as the ad hoc committee of the Senate on minimum wage is expected to submit its report at plenary on Tuesday.

Making his contribution during a meeting of the Senate ad hoc committee on minimum

wage chaired by Senator Francis Alimikhena to consider the Minimum Wage Bill, Sen. Adeola supported the recommended N30, 000 contained in the National Minimum Wage Bill, adding however, that the law when passed must be implemented by all the three tiers of government.

“I am in support of the recommended minimum wage as it will go a long way in cushioning the challenges faced by workers. However, there must be no excuse for non - implementation by any tier of government across the federation.

“It is in this wise that I call on the Revenue Mobilization, Allocation and Fiscal

Commission to begin a process that will lead to the review of the revenue allocation formula for all tiers of government to be able to pay the minimum wage when passed into law,” he added.

The senator supported the sanctions contained in the bill for indolent workers, stressing that while supporting the minimum wage for workers and improved welfare packages, civil servants at all levels must perform at their optimal best as they are critical in the delivery of dividends of democracy to the people.

The Senate ad hoc committee is expected to submit its report for the passage of the minimum wage bill to the Senate in plenary next Tuesday.

The bill represents an increase of over N2billion from the previous figure presented by the Governor Udom Emanuel to the House which stood at N670.72billion The passage of bill came as the House also on passed a resolution authorizing the state government to obtain a loan facility for the procurement of Close Circuit Television cameras for Uyo metropolis.

Speaking after passing the appropriation bill, the Speaker of the House, Onofiok Luke, said the sum of 97.3 billion is earmarked for recurrent expenditure, N447.9billion for capital while the consolidated revenue fund charges stood at 127,6billion.

He expressed appreciation to members of the House Appropriation and Finance Committee for their commitment and support which led to the quick passage of the bill, adding that the bill which went through various stages before its eventual passage was tailored to meet the salient agenda of government.

“We tailored the bill to meet salient socio-economic agenda of the state government and of particular interest to us were infrastructure development, job creation and revenue generation.

“And to keep the budget in sync with current needs and having considered the opinions of Akwa Ibom people and stakeholders, we decided to increase the total budget outlay by a little over N2billion to bring the 2019 estimates to N672, 984, 760, 760.

“Our overall objective is to see to it that priority was given to areas of immediate importance to the people while we pursue the larger goal of full-scale industrialization,” the speaker said.

The resolution of the CCTV cameras followed a letter from the Governor Emanuel to the House seeking the approval of a loan facility of N1.728billion for the Uyo metropolis.

In his submission while deliberating on the matter on the floor of the House, a member representing Oruo-Anam Constituency, Udo Kierein, said it was imperative of the House as a representative organ to support Governor Emmanuel’s initiative to secure Akwa Ibom state for investment to thrive.

“The governor’s request is straightforward and it is based on security.

We all know that before an investor takes decision to invest he must consider security. It is therefore, important that as representatives of the people that we support the governor’s initiative for investment to thrive in our state,” he said.

We will continue to track election materials - INEC Tunde Opalana, Abuja The Independent National Electoral Commission (INEC) has said that it will perfect its strategies to ensure that tracking of materials deployed for elections in the country come to stay.

The commission said this will prevent tampering with sensitive election materials, compromising of the election process by politicians and INEC staff and infractions on election results.

INEC National Commissioner, Prince Solomon Soyebi, said this while responding to questions at the debriefing of accredited election observers for the 2019 general elections held at the International Conference Centre, Abuja.

device meant to track the movement of deployed election materials was used in the recent elections, including the Ekiti and Osun governorship elections He added that “I can confirm that the tracking device is working well. We are tracking our election materials and the vehicle that are conveying them. The issue of tracking of election materials has come to stay.”

Earlier in her remarks, the Chairperson of Election Planning and Monitoring Committee of INEC, Prof. Antonia OkoosiSimbine, said that the debriefing session was a platform provided by the commission for observers to discuss field experiences during the elections towards providing useful lessons for the conduct of future elections.

Okoosi-Simbine said that the debriefing served as a precursor to the more comprehensive reports the commission is expecting from the observer groups.

“Accordingly, the debriefing session offers us the opportunity to discuss a variety of issues and focusing on various aspects of the electoral process,” she said.

She said that going by the commission’s record, a total of 120 domestic and 36 foreign groups were accredited for the general elections, adding that submissions by the observer groups also indicated that over 85, 000 observers were deployed and participated in each of the two elections.

“The final assessment on the levels of observer participation is being obtained from our respective state offices,” the commissioner stated.

Elders and stakeholders of the Peoples Democratic Party (PDP) in Essien Udim Local Government Council in Akwa Ibom state have urged the police and other relevant security agencies to arrest him for electoral crimes perpetrated in the area during the last governorship and state house of assembly elections.

The stakeholders listed crimes allegedly committed by Sen. Akpabio during the poll to include, election violence, electoral malpractices, snatching of election materials, assault and abduction of INEC officials and use of armed soldiers to intimidate voters.

Addressing a press conference in Uyo, the stakeholders, including community leaders and PDP ward executives said they have resolved to inform the public on the militarization of democracy, rigging of elections and assault on INEC officials, ad hoc staff and voters by Senator Akpabio and his killer squad in Essien Udim Local Government Area during the governorship and House of Assembly elections.

The elders recalled that after INEC had distributed materials to voting units, Senator Akpabio used military men and policemen in six Hilux vehicles to hijack election materials and INEC ad hoc staff, and took them to Ibanga Akpabio’s compound where APC members thumb-printed the ballot papers in favour of their party.

Spokesman for the elders, Imowo Okpokpo, mentioned the affected wards and units where the materials were carted away to include all the units in Ukana West Ward 2, all the units in Ukana West Ward 1, all the units in Ukana East Ward 1, all the units in Ekpenyong Ward 1and Odoro Ikot Ward 2.

Okpokpo further explained that Sen. Akpabio used his brother, Idorenyin Akpabio, a police officer attached to the state police command to intimidate voters, hijack INEC materials and subsequently, arrest PDP supporters.

In unison therefore, the aggrieved kinsmen urged security agencies to arrest Akpabio and prosecution him for the above electoral offences in accordance with extant laws.

Security agents aided PDP’s victory in Abia - SDP Sunday Nwakanma Umuahia The Social Democratic Party (SDP) says security agencies aided compromised election officials in Abia state to execute the Peoples Democratic Party (PDP) plans during the governorship and state assembly elections in the state.

Addressing newsmen in Umuahia, the state Chairman of the party, Chidi Nwosu alleged that party agents were harassed, intimidated and not allowed access to collation centres.

Nwosu stated further that though the election commenced as prescribed by law, the election was characterized by ballot box snatching, harassment

of voters by thugs, manipulation of results, collation officers were compromised and arbitrary figures were entered into result sheets.

He therefore, called on the Presidency and the National Assembly to “consider a comprehensive amendment to the Electoral Act with the aim of enshrining in the law, measures that shall eliminate these cancerous and perennial electoral dysfunctions in Nigeria’s electoral system.”

The SDP chairman described the integrity of the academics who worked as collation and returning officers as “nothing to be desired,” adding that some of the card readers “were already uploaded and fanned to be in bad working conditions.”

He regretted the actions of some SDP faithful who had negotiated with the PDP government in Umuahia for a spoon of porridge by factionalizing the party and weakening the chances of the party’s governorship candidate in the election.

The party accused one Ambassador Philips of attempting to factionalize the party “as barter for his land government had acquired.

We therefore, consider him a threat to the peace and progress of our dear party.”

The party therefore, congratulated all winners during the elections and urged them to “offer good governance to alleviate the sufferings of Abians” and urged those aggrieved to seek redress at the election petition tribunals.

Court acquits 76 – year - old man of rape Moses Oyediran, Enugu

An Enugu High Court presided over by Justice C.C. Ani has discharged and acquitted a 76 - year - old man, Wilfred Ogbodo, accused of defiling a teenager, Blessing Chinedu (9), daughter of his tenant in 2015.

Ogbodo was alleged to have had carnal knowledge of the victim on June 1, 2015 at Akwuke Awkunanaw in Enugu South Local Government of the state.

The incident was said to have happened when the victim’s parents were living in Ogbodo’s compound.

The prosecution tendered four exhibits, including the defendant’s statement at the MTD Police Station, a medical report, Blessing’s statement and that of her mother.

According to Mrs. Ogechi Chinedu, the victim’s mother, on June 6, 2015 at about 6.00pm, while she was sitting outside their apartment with other neighbours, she noticed her daughter’s abnormal steps.

On enquiry, Blessing told her that “a few days ago the landlord (Ogbodo) took her to his room upstairs and inserted his fingers into her private part and thereafter, told her to go downstairs.

“At another occasion, she said that the landlord called her again and took her inside his room and laid her on the couch and inserted his male organ inside her vagina and her anus until blood started coming out.”

She further claimed that Ogbodo then wiped the blood with his handkerchief and his shirt and warned her daughter not to tell her mother or else he would kill her with a knife.

Another prosecution witness, Dr. Ohayi Robsam, a consultant at the Enugu state University Teaching Hospital told the court that his medical investigation of the victim revealed that she has had recurrent sexual defilement and the last episode seemed to have taken place a week before the day she was presented for investigation.

He said his findings showed that there was repeated passage of solid object through the opening of her vagina thereby leading to the widening of the hymen.

Also, under cross examination, Blessing admitted that a particular individual other than the defendant had in the past sexually defiled her number of times.

In his defense, Ogbodo told the court that he only flogged Blessing for dropping an empty sachet of pure water in his compound in spite of repeated warnings against littering the compound with dirt.

He denied the allegations of sexually molesting the defendant, insisting that before the incident he was not in good terms with her parents and gave instances of misunderstandings that occurred between him and the defendat’s parents.

The defense called four witnesses, including his wife, Mrs. Favour Ogbodo, who also testified in his favour. The case has been lingering since 2016.

In her ruling which lasted one and half hours, Justice C.C. Ani discharged and acquitted Ogbodo relying on the testimony of the medical consultant, contradictions and inconsistencies in some aspects of the evidence adduced

by Blessing and her mother.

PDP declares APC’s victory in Bayelsa as stolen mandate Akam James, Yenagoa

Leadership of the Peoples Democratic Party (PDP) in Bayelsa state have described the three National Assembly seats and the four state of assembly seats won by the All Progressive Party (APC) in the state as a stolen mandate that must be challenged in the court.

The party claimed that it has never lost any election apart from the just concluded elections, adding that the votes of the people of Bassambiri in Nembe, Southern Ijaw and Ekeremor allegedly stolen during the just concluded general elections, would be reclaimed.

Chairman of the PDP, Mr. Moses Cleopas, said during the press briefing held at the party’s secretariat in Yenagoa.

“Those doctored results will never stand,

the former Governor of the state and the leader of the opposition party in state, connived with the military to intimidate and molest our people. We’ll challenge it because we didn’t lose any election” Cleopas encouraged members of the party that were allegedly driven out of their communities and disenfranchised during the state assembly elections to remain calm, saying the victory of the All Progressives Congress (APC) is a stolen mandate.

He decried the circumstances under which the party’s candidates for the Bayelsa East Senatorial District, Mr. Izagara Ipgansi, Nembe/Brass Federal Constituency, Marie Ebikake and Southern Ijaw Federal Constituency, Kombowei Benson lost their elections.

He assured Bayelsans that all the wrongdoings of the APC during the

Presidential, National and state assembly elections would be challenged in court and all the perpetrators brought to book.

“What happened on February 23 and March 9 were outright robbery. The votes of the people were stolen, but we are not deterred because in due time we shall reclaim our mandate.

“We also wish to call on the Chief of Army Staff, Lt. Gen. Tukur Buratai, to investigate the activities of the military personnel deployed to the state. In all the areas the APC claimed they won were areas where they, with the aid of the military personnel, hijacked electoral materials,” he said A former Commissioner for Information and a PDP stalwart, Chief Nathan Egba, alleged that the elections were marred by violence, adding that they were chased out of their communities by armed thugs.

The Intellectual Property Law Association of Nigeria (IPLAN) has offered to partner with the Nigerian Copyright Commission (NCC) for the development of the copyright system in the country.

President of IPLAN, Mr. Femi Olubanwo, stated this during a consultative meeting with the Director-General of the Nigerian Copyright Commission (NCC), Mr. John Asein, at the commission’s headquarters in Abuja.

Olubanwo was accompanied by Ms. Tolu Olaleye, representing IPLAN vice president and Mr. Otu Ukeyen, IPLAN general secretary respectively at the meeting which was a follow-up to the roundtable on a recent Supreme Court judgement on the right of action of copyright lawyers and officials of the commission held recently in Lagos.

The IPLAN president underscored the need for early passage of the draft copyright bill to bring the Copyright Act in line with Nigeria’s treaty obligations and to address emerging copyright issues.

He called for the development and adoption of an intellectual property policy for Nigeria, stressing that the policy was long overdue in the country and gave assurances that IPLAN would support the commission’s initiative on continuing education of judicial officers on intellectual property matters.

Man, 25, rapes 14 -year -old girl with down syndrome Chioma Joseph, Lagos

Police in Ogun state have arrested a 25 – year - old man, Seyi Ajiboye for forcefully having carnal knowledge of a 14 – year - old girl with down syndrome (name withheld).

The suspect, it was learnt was arrested following a report on March 8, 2019, lodged at Agbado Divisional Headquarters by the victim and her parents.

The victim had complained that while she was coming from a church service at Oluwalogbon Street Abule Ijoko, the suspect who resides in the area lured her into his room, forcefully removed her under wear and had carnal knowledge of her without her consent.

The Ogun state Police Public Relations Officer, DSP Abimbola Oyeyemi, who confirmed the arrest of the suspect, said that “the victim told the police that the suspect increased the volume of his musical tape to the maximum, therefore making it impossible for people around to hear her screams.

“On the strength of the report, the Divisional Police Officer Agbado Division, CSP Olatunji Omonijo led detectives to the area where the suspect was promptly arrested.

Simplify call-up system for containers, shippers urge NPA Temitope Adebayo The President, Shippers Association Lagos State (SALS), Mr Jonathan Nicol, has urged the Nigerian Ports Authority (NPA) to simplify the call-up system of returning overtime containers into the ports.

Nicol made the appeal while speaking with the Newsmen in Lagos recently.

He alleged that some transporters in Lagos paid between N20,000 and N30,000 for 1 × 20ft container in an off-dock terminal and between N40,000 and N45,000 for 1× 40ft container.

“Forty-five thousand nairas is too much to offload an empty container and this is the reason why those truck drivers cannot afford to pay and they prefer to remain on the streets.

“We want NPA to look into the issue of huge payment being charged by operators of the holding bays.

“We want all the payment issues to be streamlined properly; not just the money but the service that normally goes with the payment.

“Empty containers that should be off-loaded are supposed to be free because the shipping lines are taking them back,” Nicol said.

He said that trucks are not warehoused where empty container should be kept.

Nicol said that it was the duty of the Shipping lines to collect their empty containers after offloading the goods from the containers. The association boss, however, said that most of the empty containers should be off-loaded in the night to reduce the gridlock on ports access roads in Lagos.

World Bank, AfDB commit $47.5bn to climate financing in Africa Motolani Oseni The World Bank and the African Development Bank (AfDB) will provide a total sum of $47.5 billion for Africa to combat climate change for five years.

The World Banks says it will spend $22.5 billion for climate adaptation and mitigation from 2021 to 2025, while the AfDB pledged $25 billion between 2020 and 2025.

The World Bank’s commitment was announced by the bank’s Interim President, Kristalina Georgieva, on a BBC programme on Thursday ahead of the third One Plane Summit (OPS), taking place at the United Nations office in Nairobi, Kenya.

The President said the grant is to help Africa tackle the danger posed by climate change, adding that a number of countries in Africa

are among the most vulnerable to the effects of climate change such as prolonged drought, floods, destructive storms, and water scarcity.

“Unless we make Africa more resilient, we will see by 2030, 100 million people more falling into poverty rather than being pulled out of poverty,” Ms Georgieva said.

She made it known that the World Bank had also stepped up its efforts to mobilise investments in renewable energy such as solar, which contributes just 1.5 per cent of the continent’s electricity needs.

The World Bank in a statement on its website indicated that the new pledge doubles commitment made by them for climate-related projects over the last five years. It added that more than half of the $22.5 billion would be devoted to supporting adaptation and resilience in Africa.

“This funding supports increasing adaptation and resilience to major climate

impacts like catastrophic floods, droughts, water scarcity, coastal erosion, as well as preparing countries for a low carbon sustainable future,” part of the statement read.

Similarly, AfDB is also supporting the fight against climate change with $25 billion. AfDB said the funds would be used to increase investment in renewable energy projects like solar power plants.

AfDB president, Akinwumi Adesina, in a statement signed by Chief communication officer, AFDB, Chawki Chahed, stated that the bank is set to launch ‘Green Baseload’ Facility to provide concessional finance to support reliable and affordable renewable energy baseload; “Desert to Power” initiative enters the implementation stage with Yeleen Project in Burkina Faso.

Speaking at a plenary in the presence of Heads of State, including President Uhuru Kenyatta of Kenya, and French President Emmanuel Macron, Adesina also announced the Bank is on course to achieve its target of allocating 40 per cent of its funding to climate finance by 2020, a year ahead. The Bank’s commitment to the target, the highest among all multilateral development banks, has progressed steadily from 9 per cent in 2016 to 28 per cent in 2017 and 32 per cent in 2018.

Considering Africa’s high vulnerability despite contributing the least to climate change, the African Development Bank has successfully raised its adaptation finance from less than 30per cent of total climate finance to parity with mitigation in 2018. The African Development Bank will continue this trend into the future.

The ART President who pulled out some disturbing stats about the downstream sector of the aviation industry said that West Africa travel agents sold 8.1 million of which Nigeria accounts for 50 per cent of that business sales which he said has declined tremendously in five years.

“If you look at the air bookings captured sold by travel agencies globally, I give you the map of Africa, and this figure does not include direct sales of airlines, the ones through their portals, and the one through their offices. The ones that go through their agencies network, you see that booking by agencies in North Africa booking by agencies 8.8 million, in East Africa 6.9 million, South Africa 11.9 million, West Africa 8.1 and

Central Africa 2.6 Our next slide will show you that West Africa we are 8.1 million and Nigeria accounts for 50% of that business”, Olowo said.

“Since 2014, in the last 5-6 years, the full booking that has been coming in year on year has been declining 7 per cent, 5 per cent and it has declined 3.5million bookings by 2018. This decline simply means our downstream sector is already seeing extinction and it concerns aviation round table. Some of them are our members and they are shouting the regulations and our principal partners the airlines.”

In his paper, Challenges of Travel Agencies in Nigeria, Bernard Bankole the President of the National Travel Agency of Nigeria (NANTA),

identified poor regulation and neglect of the downstream sector of the aviation industry as well as infiltration of the industry by all and sundry.

He also identified lack of awareness of the industry, no proper or reliable source of data records; ignorance to its contribution to the nation’s GDP by the government, poor business etiquette and lack of a national carrier for full representation on the global conference.

Bankole, therefore, canvassed proper regulation of the industry, a local content law to preserve and protect the downstream sector, creation of authentic data banks as well as an enabling environment to grow the downstream sector.

PTML Customs generates N14.8bn in January Temitope Adebayo The Nigeria Customs Service, Ports Terminal Multiservices Limited (PTML) Command has recorded its highest monthly revenue since its creation in 2006 with a total collection of N14, 850,154,616 for the month of January 2019.

The figure is 49 per cent higher than N9, 967,751,491 collected in January 2018.

This was achieved by sustained interactions with stakeholders to ensure improved compliance being carried out by Comptroller Florence Dixon, Customs Area Controller of the Command.

According to Mohammed Yakubu, Customs Public Relations Officer, Dixon oversees optimum trade facilitation by ensuring that compliant vehicles are cleared from customs control within six hours in the command.

The command collected N10, 024,673,259 into the Federation Account in February 2019.

This is N2, 757,367,053 higher than the N7, 267,306,206 collected in January 2018.

Uadamen says Nigerians must be armed with the right data to hold the government to account at all levels. He added that life can be a lot easier if citizens show more interest in open data with a view to using the information provided to keep the government on its toes.

In the presentation, he titled” Using Civic Advocacy to Reach Underserved Community, “Uadamen says Nigeria needs community champions across the length and breadth of the country whose primary responsibility would be to engage residents of their communities on civic education, budget-related issues and encourage members of their communities to take ownership of community projects.

In her presentation, the National Coordinator of Open Alliance, Ayomide Faleye, says misplacement of priorities, ignorance and docility of citizens have reversed the gear of development and left Nigeria behind developed economies.

According to Faleye, the issues Nigeria is dealing with today are issues developed economies have dealt with twenty years ago.

Faleye said it was time Nigerians stopped being deceived by tokenism and handouts by their leaders, noting that the led would continue to be taken for a ride by their leaders as long as they don’t fetch data that concerns them, ask hard questions and see data as a tool to drive societal change.

“There are over 180 million Nigerians although the number of the educated is not like 100 per cent. With the available data, however small it is, you and I can take it and look at it from the advocacy point. Social media has really helped because it allows even the uneducated to have access to what is happening in the country.

You see people with data but they don’t know what to do with it. Not because they don’t know. Everyone wants to remain in their comfort zone.

“There are places where we can get information. Organisations like BudgIT has been doing a lot of work and there are many organisations like that to sensitise the public as to where they can get information with which they can use as advocacy tools to engage whoever is in government so that they can get the dividends of democracy”, she concluded.

Taraba Violence: Declare state of emergency in Taraba now, group tells FG Stories by Patrick Okohue A political group in Taraba State, the Taraba Progressive Movement, has called on President Muhammadu Buhari to declare a state of emergency in Taraba State, saying the security situation in the state has worsened.

The group in a press release on Wednesday said the 24 hours curfew declared by the state government have not stopped the killings of innocent people and destruction of properties by political thugs.

The statement signed by the group’s Coordinators, Muhammad Umar and Godiya Kona, noted that more than a hundred people have been killed in the state since PDP was declared winner of the governorship election.

“So far, more than a hundred lives have been lost; properties worth millions are being destroyed in areas believed to be APC stronghold in the state. ”The security situation in Taraba State is snowballing into a pure religious crisis and the officials of the state government are culpable.”

The group alleged that since when the Independent National Electoral Commission (INEC) declared the candidate of the Peoples Democratic Party (PDP), winner in the governorship race, that thugs believed to be loyal to some PDP leaders in the state have been unleashing mayhem of leaders of the All Progressives Congress (APC), while the state government look the other way.

“Since Tuesday that INEC announced the PDP as winner of the governorship election, PDP thugs have continued to unleash terror on the state in the name of celebrating their victory.

“These thugs mostly imported from Benue State and Takum Local Government by the PDP are working on direct instruction of some PDP chieftains to specifically attack APC supporters in their homes.

“These thugs with state government protection moves freely during curfew time to set ablaze houses in Unguwan Water Board, Unguwan Primary Board, Unguwan NTA, Unguwan Saminaka, Unguwan kasa, Rubi Bypass Jeka dafari,

Unguwan Rubi Junction Jalo all in Jalingo, the state capital.

“In Iware, Tau all under Ardo Kola Local Government, people are being killed and properties are being burnt

by PDP thugs. Also in Mutumbiyu and Tella area of Gassol Local Government, PDP leaders are identifying APC members for targeted attacks,” the statement further alleged.

The group said it was more worrisome that “the waves of violence is only in Muslims dominated areas and APC strongholds.”

“The four local governments declared to be won by APC in the Saturday election are the main targets of this crisis.

“It’s time for the Federal Government to fully take over the security situation in Taraba State; the state government cannot stop the violence because it is politically orchestrated by the PDP in the state.

“President Buhari should as a matter of urgency take charge of Taraba Security, deploy more security agents to the state because Governor Ishaku has failed to protect lives of Tarabans,” the group further allege.

Ondo election crisis: Ex-Army chief’s wife denies involvement Wife of the former Chief of Army Staff, Mrs. Omolara Ogomudia has denied any involvement in the violence that engulfed Idanre Local Government Area of Ondo State during the recently concluded House of Assembly election in the state.

Mrs. Ogomudia, in a statement by her media consultant, Mr. Patrick Adeoye, was reacting to allegations that she employed her connections to militarise the electoral process and paved the way for the electoral fortune of the candidate of the Peoples Democratic Party (PDP).

However, the lady accused the State Chairman, Mr. Ade Adetimehin, of being economical with the truth, adding that the embattled politician was looking for whom to blame for his electoral misfortune.

“I am not a politician, and do not have sympathy for any political party. All I wanted, and sued for, before and during the elections, was peace in Idanre,” she explained.

Mrs. Ogomudia argued that as a Princess from the town, she would gain nothing by pitching some subjects against the other, and make her father’s duty, as a traditional ruler, more difficult.

She claimed to have expended her personal resources “to build so many young people, and positively affected many families in Idanre,” wondering why anyone would link her to maiming or attacking anyone for whatever reason.

She advised politicians to always be objective in their conducts, and eschew the habit of taking the electorate for granted while preparing for elections.

PDP gains more seats in Kaduna Assembly The opposition Peoples Democratic Party (PDP) has gained two additional seats in the just concluded House of Assembly election in Kaduna State.

The News Agency of Nigeria (NAN) reports that the PDP, which had only seven members in the assembly after the 2015 election, now has a total of nine members.

The elected PDP members would represent Kaura, Jema’a, Jaba, Sanga, Kajuru, Chikun, Kachia, Zangon Kataf and Zonkwa constituencies.

NAN reports that 17 of the Assembly members have retained their seats while 16 are fresh members.

According to details released

by INEC on the election, the All Progressives Congress (APC), however, retained its hold on the Assembly with 24 members, down from the 27 it has in the 8th Assembly.

INEC will hold by-election in Kagarko constituency on March 23, 2019 for the state constituency seat.

Members of the APC for the 9th Assembly will be representing Sabon Gari, Basawa, Zaria Kewaye, Zaria City, Makarfi, Soba, Maigana, Ikara, Kakangi, Magajin Gari, Igabi East, Igabi west, Kauru, Makera, Tudun Wada, Unguwan Sunusi, Kubau, Doka/Gabasawa, Kudan, Lere West,

Lere East, Giwa West and Giwa East constituencies.

NAN reports that the 16 fresh members include Yusuf Mugu (Kaura); Suleiman Dabo (Zaria City), Aminu Ahmed (Makarfi), Bala Tagagi (Kakangi), Monday Dikko (Jaba), Mrs Comfort Amwe (Sanga), Ishaku Chawaza (Chikun), Salisu Bala (Igabi East).

Also among the incoming fresh lawmakers are, Tanimu Musa (Kachia), Ali Kalat (Jema’a), Shehu Inusa (Kubau), Faisal Abbas (Kudan), Kantiok Bako (Zonkwa), Rilwanu Gadagau (Giwa West), and Yusuf Ibrahim Labo (Giwa East).

I will represent my people better than Saraki did, Oloriegbe assures The Senator-elect for Kwara Central Senatorial District of Kwara State, Dr Ibrahim Yahaya Oloriegbe, has declared that his performance in the ninth Senate will far outweigh the performance of Senate President, Bukola Saraki.

Saraki, the current Senator representing Kwara Central, has represented the Senatorial District since 2011.

Oloriegbe assured that his output for his constituents and the state in general will surpass Saraki’s performance for the eight years he would serve as a Senator.

He spoke in Abuja alongside two other Senators- elect from Kwara State after collecting his Certificate of return from the Independent National Electoral Commission (INEC).

He insisted that Saraki notwithstanding that he attained the position of Senate President did not set any standard of performance for any successor to study.

He added that Saraki did not also leave any average for any successor to meet.

Oloriegbe noted that Saraki by his brand of politics and ambition focuses more on national politics and not responsive and quality representation of the people of Kwara Central, his constituents.

The 2019 general elections in Nigeria – An eye opener Ussiju Medaner The long-awaited general elections of Nigeria have come and gone but there are expositions and lessons from elections as well as the political unravelling of the true nature of our past [electoral systems], and how elections were run in the past.

This knowledge shall abide with us in our growth towards a more cohesive nation.

While the opposition ( PDP and their cohorts) were busy trying all means possible to heat up the polity with hate speeches and threats of violence erupting in the event their loss at the polls, the corporate Nigerians did not only come out to exercise their electoral franchise (voting) but were also able, in unison, to manage any culpable event that may lead to violence.

1. *CONTRASTS IN ELECTIONS RESULTS FROM 1999 TO 2019* The significance of the presidential election result is in its clear variation in the combined figures from each of the elections since 1999. Between 1999 and 2011, PDP consecutively won the presidential elections with 18.7 million, 24.4 million, 24.6 million and 22.6 million respectively. During this same period, a minimum of 2 million votes came from each of Rivers, Delta and Akwa-Ibom States. In 2015, while PDP was still in power but could not fully influence the electoral process, the number of vote they had in the presidential election dropped to 12.8 million but the most curious outcomes are from the 2019 elections where none of Rivers, Delta and Akwa-Ibom States believed to have consistently turned out the numbers could produce above 800,000 votes for all contestants combined.

The mandatory use of the card reader machine exposed the perennial rigging system of PDP. The party was able to manage its hold in 2015 but in 2019, being an opposition; it became clear that we must attend to pertinent questions that beg for answers. What has been happening in the SouthSouth and South-East? How did the use of card reader machine drop the number of votes from the two regions by as much as 58%? Could this be a confirmation of our earlier submission that PDP had always in the past embarked on writing election results without recourse to actual voting in the two regions?

2. *THE CLEAR REPETITION OF TRENDS FOR PRESIDENT BUHARI IN HIS STRONGHOLDS* When President Muhammadu Buhari won again in the North-West and North-East, Atiku and PDP cried foul. They had expected that even if they would not win in the two regions, they should have come out with a substantial figure from the regions.

What they didn’t account for is the fact that each and every time the president had contested in the past he got massive support from both regions.

The North-West alone has always given him a bulk vote of 12 million even when he was “losing “ the elections.

When the President won massively in the North, especially in Kano State, PDP believed it is not possible with Kwankwaso’s influence in the state but the governorship election from the same state has proved that the election outcomes are not about party but the quality of the aspirants. The very reason Atiku and PDP lost in Kano and in almost all Northern states is the same reason APC’s Ganduje is losing in Kano. The personality of each candidate matters a lot to voters in these states and they would rather vote for individuals with credibility instead of a party with terrible candidates.

The governorship elections in Oyo, Kwara, Kano and Bauchi States put to rest any conspiracy of rigging during the presidential elections. When the people become free to exercise their voting rights with assurance that their votes will count, the power of the people to remove and install their leaders becomes practical. We have heard many cries in the aftermath of the presidential elections because certain people in Nigeria are not used to having the masses decide who governs them. These people, referred to as the godfathers, believe it is their duty to decide who is good for us and enforce them over us; they give us fake electioneering outings but stay in the comfort of their rooms to write results.

3. *POSSIBLE EXPLANATIONS FOR THE FIGURES FROM THE SOUTH-EAST AND SOUTH-SOUTH (WERE THE ELECTIONS

RIGGED)?* What possible explanation could there be for the extremely high voter’s apathy in the South-South and South-East?

• The losses of PDP in specific places should be discussed: Were the elections rigged in those places? If Atiku, Obasanjo etc. lost in those places, how did it become illogical for him to lose in areas that are pre-allocated for the president? How possible is it that, of all places, is Atiku rigged out in his own polling unit?

• If the voters’ turnout in the South-East and South-South dropped below expectation, would that justify the calls that in previous elections, the regions had always served as points where election results were written without recourse to actual voting as a couple of witnesses had submitted?

• Should President Buhari and his party be blamed for the refusal of people who promise Atiku the presidency not coming out to vote for him?

Definitely not. The South-South and South-East are renowned for disrupting the electoral processes through thuggery and violent means which has always been the reason for voter apathy in the zones. During the days when the PDP was ruling the country, they usually, as widely reported, write down the figures for most of the entire South-South and South-East which they could not achieve this time.

4. Atiku won in a good number of states, and the PDP was able to turn the tables against APC in several high ranking senatorial zones across the country.

According to Atiku and PDP, the elections were okay in those places. If APC could successfully rig the elections as insinuated by the PDP and Atiku, why did the APC ‘allow’ Dino Melaye to win?

Why did Senator Uduaghan, Senator Akume and Senator Akpabio not return to the senate?

Is it not logically the case of, if I win, the election is credible; if I lose, the election is rigged?

Is it possible to rig out the “great” Obasanjo in his own polling unit? Was Atiku rigged out in his own polling unit, before his very own eyes? Was Buba Galadima rigged out at his ward in Yobe despite his promised to deliver same to Atiku? If APC could win in these unbelievable locations, how difficult is it to accept they won in other areas where they naturally have the strength?

5. *WERE THE ELECTIONS FREE, FAIR AND CREDIBLE?* What are the parameters for measuring a free, fair and credible election? Is it based on occurrence of pockets of infractions and violence in a limited location that would not by any indication constitute 4% of the generality of our political space, or by the peace that permeates the process in the generality of polling units across the country?

Are we going to measure the extent of credibility of the 2019 general elections by the much unproved and baseless propagandas from PDP, or believe the entire local and international election monitoring groups who, in agreement, submitted that the Nigerian elections in 2019 was peaceful, free, fair and credible? Are we going to believe the statement credited to the UK mission that the announced result was in agreement with the field result at their disposal or we should flow with Atiku and PDP that suddenly lost confidence in all the observers they were praising before the elections?

When Dankwambo a sitting Governor could not get his Senate bid; Ajimobi a sitting Governor couldn’t win his Senate bid; Saraki a sitting senator (Senate President) with the backing of his governor lost his return to Senate, what more proof do we need that the results represent the true choices of the masses. When Uduaghan and Akpabio lost their senatorial bid but Dino Melaye, without the backing of his Governor retained his seat and Dogara without the backing of the Governor also retains his seat, should elections that produce such outcomes not be considered fair?

When Vice President Osinbajo lost his PU; some people still chose to hang to the theory of the rigging narratives. These are indications that the will of the masses is respected in these elections as there was no interference from the FG to favour itself in the elections.

6. *RESPONDING TO CLAIMS OF POSSESSION OF RIGGING EVIDENCES FROM ATIKU AND PDP AGAINST APC AND PRESIDENT BUHARI* Whatever evidence Atiku and his party claim to be in possession of are not for public consumption.

They should go to court with it. Their actions on the social media and demonstration of numbness across all media houses, they should have been informed by their legal team to be inimical to their case. That would be exposing much of their game to the opposition.

The rule of the legal game is that you hide and play your last card when the opposition least expects it. PDP actually has no incriminating evidence against APC or the President but as usual of their indulgence in ignorance of principles and overreliance on elements who believe the only way to get through to the populace is by feeding them with lies and baseless propagandas. This cost them the 2015 presidential election, and has cost them the 2019 presidential elections, and yet they are not tutored towards the path of reality.

PDP and its presidential candidate in the 2019 election spewed much lies and propaganda before the elections; one that showed the extent of desperation of the party to win the elections by generating hatred for the APC-led administration through relaying false information to the public.

It is on record that Atiku address a press conference before the elections and claimed his party had intercepted a team sent by APC to China in order to perfect the operation of a phone like device to be used to jam the card readers. He claimed they actually are in possession of the device and some of the boys. The news created scenarios across the country; dusts were raised, sympathies were gotten and the episode died.

Nigerians were taken to be the fools for it; they used the story to manipulate the mindset of Nigerians. There was no device, they intercepted nobody, yet they called a press conference to tell Nigerians home and abroad the lies fabricated by their campaign team. To what end?

We all listened to the vice presidential debate and remember the very many lies of Peter Obi. You can’t reel out figures like that if they were not premeditated. Those figures were all confirmed to be either lies or half-truth. That was intentional and the objective was to deceive Nigerians. The same scenario played out at the meeting with Kadaria( Inn the candidate show); the duo of Atiku and his running mate thought Nigerians to be gullible enough to take whatever they say once they are eloquent.

Atiku and his party would not change. Those in the pitiable situation are those Nigerians who, for unfathomable reasons, believe any statement credited to Atiku till now. Whatever evidence Atiku claims to be in possession of, he should please present it before court.

7. *THE DRAMA OF PDP AND ATIKU GOING TO COURT* It would be absolutely wrong for anyone to have expected Atiku not to go to court if he believed he was cheated in the process of election. It is his fundamental right to seek redress in a legally prescribed pattern as much as he is not under any obligation to call to congratulate the winner; he is very much entitled to making the decision to do or not to do so.

The much drama about ‘We are going to court’, ‘Don’t stop us from going to court’, ‘APC is begging Atiku not to go to court’ and other such cacophonic narratives are childish and unbecoming of a party that had ruled Nigeria for good 16 years and a man of Atiku’s social status. APC’ unequivocal rejection of every demand from Atiku through the peace committee is enough for Atiku to know the position

of President Buhari and APC. It was a known fact before the election that Atiku would lose; Atiku Abubakar himself knew he would lose the election: all surveys point to that, and that he would reject the election results afterwards. But then it was surprising when he refused to wait till the end of the elections before rejecting the results. That alone makes him a bad loser. How can the same people say different things about the same issue at different times?

Atiku and PDP claimed they are in possession of a parallel result that showed he won the election, yet the analysis of infractions they made shows a mere error of about 400,000 votes when their margin of loss is approximately 4,000,000.

The inconsistencies in the complaints from the camp of Atiku alone make someone wonder what they really want. They sit and decide there is need to say something over nothing and go ahead to say anything.

8. *ATIKU’s CLAIMS OF INTIMIDATION OF HIS FAMILY AND FRIENDS TO STOP HIM FROM GOING TO COURT* While Atiku was busy tending to his bartered ego with the requiems, ‘I will go to court’, ‘I will reclaim my stolen mandate’; the EFCC was busy doing their job and Atiku’s son-in-law and lawyer were picked for interrogation.

The opposition party got a new narrative; Buhari is using the EFCC to intimidate Atiku to accept defeat and the PDP foot soldiers created the propaganda ‘If Buhari is not scared of Atiku going to court, why the attempts to stop him?’ What they wish the public would not have access to is the reason for the arrest of the duo.

The fact of the arrest is that Atiku’s son-inlaw is under investigation for alleged laundering of £150 million (₦70 billion). Preliminary evidences show that Atiku’s lawyer, Mr. Uyi Giwa Osagie, two slush firms and two Bureau De change operators received £67,950 (₦31, 753,715) of the money. Tracing the money, EFCC released the full detail of the clandestine movements of the cash which is believed to be meant for vote buying and bribing of electoral officials, judges and security personnel.

While PDP would not rebuff the current document of EFCC investigation, the party would rather prefer that Nigerians ignore the document altogether and focus only on the timing of the investigation; by this they will grow the public sentiment of intimidation.

The fact remains that Atiku was very sure of victory at the polls and said that much because he believes every Nigerian has a price and he has the resources to buy us all. He had put a price tag on each and every state INEC REC, police, CPO and everyone among the electorate but the strict operation of the EFCC and other financial tracking measures aborted the entire plan. Without the financial inducement, the entire process was blown, people voted at will and the loser lost woefully.

9. *INFERENCES FROM THE GOVERNORSHIP ELECTIONS* The outcome of the governorship elections is a major vindication of the freeness of the presidential elections. There is apparently no way the president would have established rigging machinery in

connivance with state governors outside the party structure and two weeks later, same governors struggle to avert defeat in their various states where their party had earlier clinched with landslide victory in the presidential elections.

This implies that the people know what they want; they want the president and they said it clearly with their votes.

Imagine what is happening in Kano now; how could Ganduje be struggling to win the state for his party if the narrative that he rigged the state for the President last two weeks was true? The same North that massively voted for President Buhari is now deciding the governors they want.

When the President said the people should ignore any governor who refused to pay workers salary, Nigerians thought the president was only patronizing them but the president was merely telling his supporters to vote for him because they could see his antecedents and performance but their choice at the state elections should be theirs. This is what played out in the state elections and is still unfolding.

10. *NIGERIAN SECURITY OUTFITS AND THE 2019 GENERAL ELECTIONS* People have said a lot of negatives about the activities of the security outfits in the 2019 general elections. Most of the released statements were emanating from PDP and its paid foot soldiers.

Nigerians must know that the security has been very professional and played a neutral role during the entire election period.

Atiku and his party chose to paint the security forces in bad light by either fabricating or misrepresenting events to justify their cry of intimidation by the ruling party. At no time would they want the people to know that the deputy governor of Kano state was widely reported to have been arrested and whisked away from the collation centre for allegedly attempting to alter or influence the voting process; this happened in a state where the APC allegedly “rigged” elections.

These are some of the lessons and experiences learned from the 2019 general elections most of which have been concluded. The aftermath of the elections is proof that the Nigerian electorate is getting more enlightened about the electoral system and democratic norms. The revelation of several discordances in the results of some states from 1999 to 2019 has buttressed the allegations of writing results in the South-South and South-East instead of conducting real and credible elections.

This has increased the hopes and aspirations of Nigerians that their votes actually count.

These elections have also improved the belief by the world in Nigerian democracy and in Nigeria’s role as a leading player in the African democratic and diplomatic climes: other African countries shall not be let down by Nigeria with the developments in our electoral system.

12.Our priority will be the reclaiming of the dignity of our people. We shall no longer be the laughing stock of Nigeria as only positive, productive and progressive stories will be told of the new Imo. Imo has always been known for the right things, with a huge reservoir of human capital waiting to be exploited for the great leap forward.

13.The elections are over. What remains is the fulfillment of the promises we made to our people. We entered into a social contract with you with our manifesto and we shall remain faithful to our obligations in that contract. This contract seeks to substantially improve the welfare, security, property rights, economic and social advancement of our people.

We shall find creative ways of funding our ambitious infrastructural projects and give Imo the quality education, healthcare and general good governance that you desire.

For being my pillar of support, I say, thank you. My dear mother, children, siblings and family members and friends I say thank you for all your sacrifices. To officials of the Independent National Electoral Commission (INEC), the security agencies as well as other officials who conducted, observed or monitored the election, I say a big thank you, for conducting a credible election.

To fellow contestants, I salute your sportsmanship. You fought gallantly but like in every contest, a winner must emerge. I extend my hand of

fellowship to all of you as the urgent and gargantuan task of rebuilding Imo is a collective responsibility.

8.We shall run an open, transparent and accountable government with due process as its hallmark. I believe strongly that those in positions of authority must render account of their stewardship to the people. The era of brazenness in Imo State is gone.

9.My fellow citizens, I will be governor to all Ndi-lmo both those who voted for us and those who did not. No part is greater or more important than the other. We are equal stakeholders in the Imo project and must therefore ensure that our people are united in the pursuant of the common good. We look forward to the future with hope. It is my duty and responsibility to ensure that we remain brothers and sisters with a common destiny. I am certain that with all hands-on deck, we shall achieve the Imo of our dreams.

10. We will run an all-inclusive government and not a government of exclusion. Ours will be a government that will promote the unity of the state, rather than accentuate the fissures that have characterized our relationship with each other in recent times. As the popular saying goes, “let us not listen to things that will divide us, let us rather listen to things that will unite us, for united we stand, divided we fall.”

11.All we need to do to realise this vision is to aggregate our skills, talents,

To kick-start the rebuilding process, I shall set up in the coming days, a Transition team with clear terms of reference. This team will liaise with the outgoing government to collate and collect information on the state of affairs of our State. They will recommend the structure of our government. They will translate our campaign promises into actionable executive and legislative policies with clear time lines. In summary, they will be charged with making far reaching recommendations on the way forward for our dear state that has suffered from years of brigandage, lack of direction, Ad-Hoc approach to governance and lack of due process.

15.Finally, may I also use this opportunity to warn all those who may be tempted to do illegal lastminute transaction with the outgoing government, particularly financial institutions, which may result in further burdening the state with unsustainable liabilities that they will be doing so at their own peril.

16.All I seek is your continued support. Together, we will create the Imo of our collective dream. We shall not fail you.

Unitary system was better for Nigeria, parties that formed govt. kept to their separate ideologies

According to the lead story of Daily Times newspaper of 15th March, 1964, NCNC federal ministers over the weekend begged their NPC counterparts in the government to take issues concerning census out of the cabinet so that they would not be forced to resign their appointments.

With the title, “CENSUS: KEEP OUT OF CABINET” with a rider that said “NCNC Men Plead with Ministers.” “This is in spite of the clear instructions which the national president of the party and Premier of Eastern Nigeria, Dr. Michael Okpara gave on Friday night that they should vote against the census figures and damn the consequencestheir automatic resignation from the cabinet and an end to the NPC-NCNC coalition,” the paper reported.

It went further to say that “NCNC ministers individually paid friendly visits to the NPC colleagues on Friday night and held private talks to the early hours of yesterday morning.”

The problem we have in Nigeria today is the winner-take all mentality of our politicians.

Under unitary system, two or more political parties can form a government after election, that way, the system accommodates more hands thereby reduce tension to the barest minimum.

But under the US-oriented Presidential system, especially as practiced in Nigeria, the party that wins election believes that the country now belongs to it. Party members, from the President, to his ministers and others, think that because they won election, which most times were rigged, the country is now theirs. The president of Nigeria thinks he is a god of some sort. He believes that money belonging to the country is his prerogative to share to whomsoever he likes, whether appropriated or not.

Under a unitary government, a cabinet minister can stand up and challenge the policy of government at the cabinet meeting or in the legislative chamber, especially if he or she is from one of the parties that formed the government.

On the other hand, one of the cardinal principles of a presidential federalism is collective responsibility.

Simply put, it means that once a decision is taken in cabinet, everybody is bound by that decision, even when it says your mother should be offered as sacrifice.

That is why the dubious system we operate makes it almost a criminal offence for ministers to have the opinion or minds of their own. They must rubberstamp whatever the president said at the cabinet meeting because they are scared to their panties from giving their individual views.

It is for that reason that also that ministers like Chris Ngige, Ogbonnaya Onu, Geoffrey Onyeama and others from the South East cannot raise a voice of dissent when plans are being hatched in the cabinet to send soldiers to their towns and villages in the name of operation python dance.

That is why also such ministers sit like logs and woods without a voice to protest the militarization of South East roads by Police and the Army in the name of checkpoints, extorting citizens of their hard earned resources, from dusk to dawn; the same way, even a vice president, would sit, looking helpless when the idea of creating ranches for cows inside his bedroom is being mooted.

LAST LINE Kudos to Lagosians for rescuing the kids instead of making videos out of a tragedy It was a positive deviation, what happened in Lagos on Wednesday. Few minutes after the news broke of the collapse of a building housing a primary school, thousands of Lagos residents poured into the streets.

Teachers were there, bankers, traders, civil servants, politicians, everybody, including the so-called area boys. It was just amazing.

They did not just rush out, they went to work, using their bare hands, using diggers, shovels, whatever they could lay their hand on, to dig out the pupils from the rubble. They were already working before the authorities came.

It was a great day of solidarity. Fire Service, LASTMA, Civil Defense. LASEMA, Police, everybody was there. Some people came with masks.

Others rented oxygen and brought it down.

The greatest miracle was to see Nigerians rescuing victims of accident rather than their usual competition at scenes of tragedy competing to take pictures and make videos. Buy on Wednesday; everybody wanted to do something, to help, to save live.

Although some lives were lost, may their souls rest in peace, such promising young ones; and the grieving families-May God console you all. But it could have been worse, if Lagos did not respond to the emergency call.

We commend Lagosians; and the media; and the authorities and everybody that contributed to the great show of humanity on Wednesday; and saved precious lives. May God bless you
