Tunde Opalana, Abuja The Peoples Democratic Party (PDP) has dismissed as reckless and groundless, claims by the All Progressives Congress (APC) that its Presidential candidate, Atiku Abubakar, is a Cameroonian. The party said it was a calculated attempt by the APC to trivialise and divert attention from the compelling issue of its criminal rigging of the 2019 Presidential election. Kola Ologbondiyan, PDP National Publicity Secretary in a statement, on Sunday, said the disingenuous claim is also a woeful design by the APC to “overburden, distract and bog down” the Presidential election petition tribunal with trivialities, lies and falsehood, so as to derail the course of justice. The party insisted that such diversionary tactic has only helped in further exposing the fact that the APC has no

answers to the plethora of overwhelming evidence before the tribunal that the election was won by Atiku Abubakar and the PDP. “Whereas Atiku Abubakar’s citizenship by birth, even under our constitution, cannot be contested, it is indeed the biggest irony of the year, that Atiku’s citizenship is being disputed by individuals whose ancestry has always been a subject of debate. “These individuals include those who, being not sure of their origins; have no love for Nigeria and even refused to be on the side of our nation at the 1985 summit of the defunct Organisation of Africa Unity (OAU) in Addis Ababa. “Such persons prefer to deploy our national resources for infrastructural development in affiliated places outside the shores of Nigeria, when our country is in dire need of attention.

“The apparent links were further manifested in the participation of aliens in the campaigns of a particular Presidential candidate in Kano. “Moreover, this claim by APC appears to contain explanations as to why its administration has remained insensitive to the challenge of insurgency, general insecurity and economic travails of Nigerians in the North East, particularly in Adamawa, Yobe, Borno and Taraba states”, said Ologbondiyan. The party urged Nigerians not to be despaired as the PDP and Atiku Abubakar will not be distracted in the pursuit of our mandate. The party’s spokesman said “the PDP has implicit confidence in the competence of our legal team to handle the diversionary antics and technicalities of the APC to unnecessarily overstrain the tribunal and derail the course of justice in the matter”.

No plan to end fuel subsidy regime now - FG Doosuur Iwambe, Abuja & Gbenga Sodeinde, Ado Ekiti The Buhari administration has declared that it has no immediate plan to abrogate the fuel subsidy regime in the country and has instead, given conditions for the removal of subsidy on petrol which include, the provision of alternative cushioning measures mutually agreed between all stakeholders in order to protect the economically vulnerable. Finance Minister, Mrs. Zainab Ahmed, who disclosed this at a press briefing marking the end of the 2019 Spring Meetings of the World Bank and the International Monetary Fund (IMF) in Washington DC, USA, on Sunday, said the Federal Government is yet to arrive at such measures. Consequently, according to her, there is no immediate plan to remove fuel subsidy, contrary to speculations that have led to the emergence of fuel queues in some parts of the country. Speaking against the backdrop of the position canvassed by the World Bank/IMF officials demanding the removal of the subsidy and the use of the resources generated to invest and develop the nation’s infrastructure, the minister

confirmed that the administration has no plan for now to end the subsidy regime. Hear her: “There is no imminent plan to remove fuel subsidy. We are here to discuss with the global community on various policy issues. One of the issues that always come up in the report, especially by the IMF as a corporate body is how we handle fuel subsidies. IMF is saying fuel subsidies are better removed so that you can use the resources for other important sectors. “In principle that is a fact. But, in Nigeria, we don’t have plans to remove fuel subsidy at this time because we have not yet designed buffers that can enable us remove fuel subsidy and provide cushions for our people. So there is no plan to remove fuel subsidy. “We will be discussing with various groups. If we have to, what are the alternatives? We have not yet found viable alternatives. So we are not yet at the point of removing fuel subsidy.” Also, the Finance minister revealed that the government’s delegation held discussions with World Bank officials with a view to taking a $1 billion loan for the development of the power sector. “We met with the World Bank power sector team and discussed the way forward on the proposed $1

billion Nigeria performance based loan. We agreed to bring relevant MDAs together to ensure that we advance this in a timely manner. “We will also discuss the country portfolio performance of Nigeria which currently stands at $9.8 billion with the Nigerian country team at the World Bank and how we could manage the portfolio for optimum results.” “At the IMF meetings, the managing director requested for a mandate to pursue some negotiations with governors for temporary financing options for ensuring that the fund remains adequately resourced by maintaining the current resource envelope of the fund through borrowed resources. This arose partly due to the delay in completing the 15th general review of quotas,” the minister added. In a related development, the Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, on Sunday, assured Nigerians of sufficient Premium Motor Spirit (PMS), also known as petrol in the country. Kachikwu, in an interview with newsmen in Lagos, said that the country had gone past the era of fuel scarcity and urged motorists to desist from panic buying. “I can say that there shouldn’t

Election rigging worse than stealing billions- Onaiyekan Catholic Archbishop of Abuja, John Cardinal Onaiyekan, has declared that rigging of elections in whatever guise and through what means was worse than stealing billions of money that belongs to the people. Cardinal Onaiyekan has also appealed to the President Muhammadu Buhari administration to refrain from controlling the judiciary so as to allow justices and judges the free hand to discharge their constitutional duties without fear or favour and without pressure from the government. Speaking in an interview with the Good Shepherd, a Catholic Newspaper published by the Catholic Archdiocese of Abuja on the sideline of the 2019 Cathedraticum Mass at the Bwari Deanary at St. James Catholic Church, Dawaki, Onaiyekan in assessing the fight against corruption by the Buhari government, alleged that corruption was even being perpetrated by those closest to the President, adding that corruption goes beyond stealing of money. “It is not what I think (that the present government has fought corruption to a standstill); it is what everybody sees around us all the time. Everybody agrees now that right under the nose of Mr. President, stealing is still going on. The only thing is that,

the press cannot say it as freely as they used to say it under (former President) Goodluck Jonathan. But, the fact is there. “But, in my opinion, corruption is not only a matter of stealing money, there are other things that are worse than stealing money. If a government is not sincere in the things it says to the people, that is gross corruption. “Rigging elections by whatever means is even worse than stealing billions because in the rigging of elections, you steal my vote which has no money value; even the complaints that people are having about biased systems of appointment of key officers. “If you have a situation in Nigeria where Mr. President doesn’t see anybody competent except those who are from his village or religion, then that is gross corruption.” When asked to react to the controversy surrounding the trial and reported resignation and or the alleged retirement of the embattled Chief Justice of Nigeria, Justice Walter Onnoghen, he said that things have not been going well at the top level of government. He said that “one thing is certain. Things have not been going well at the top level of our government. It is not for nothing that we normally talk about the

distinction of the three arms of government– the legislature, the executive and the judiciary. “And we have a situation where it appears that the judiciary is being totally controlled by the executive. Even if it is for good reasons, at the end of the day, it means that we are exposed to a situation where justices, judges are no longer free to do their work according to their vocation. They will be feeling that they are under pressure to pass a judgement that would please certain people. “Today, it is government, tomorrow it will be another person. That is why many people are worried about what has happened. And this is not about that gentleman called Onnoghen; he may have been a horrible man. “Perhaps he was a corrupt judge. Well, someone must have recommended him to be at the head of our judiciary. If they are telling us that the entire judiciary is rotten, let them say it clearly. And they will have to tell us how they are going to replace it”. He decried the increase wave of kidnapping and killing especially Catholic Priests, religious and Seminarians. He said, “We are having a society where there is no safety. You cannot move freely. Everybody is liable to being kidnapped. Even the high up in government are afraid.”

NNPC informed me when I made inquiries that they imported enough. “Yesterday, I saw a few pockets of scarcity in Abuja, but I was told that it was Petroleum Equalisation Fund (PEF) related distribution issues and it will be sorted out as soon as possible. “So, it is not an issue of lack of sufficiency. I am told they have about 28 -day sufficiency two weeks ago, they presently have between 14 and 15-day product sufficiency,’’ he said. The minister noted that the 28 -day sufficiency was okay based on 50 million litres daily consumption in the country. “I don’t expect to see a scarcity; I just expect them to work hard over the next few days to deal with whatever logistic issue they have. I will be working with NNPC on that,’’ he added. On queues building up in filling stations in Lagos and Abuja, he maintained that the country was wet enough to serve the needs of motorists. “I haven’t visited Lagos cities, but the information I have is that there is enough product on ground and we should be able to deal with whatever it is. The problem with fuel scarcity is that if you allow it to last for three days, then it builds up a life of its own. That is what I have enforced NNPC to do to make sure that it is resolved,’’ he said. Kachikwu noted that it would had been a major issue for the country if there was insufficient product on ground, but assured that the NNPC would be able to resolve whatever the situation was in a few days. Meanwhile, the Nigerian Security and Civil Defence Corps (NSCDC) in Ekiti State, said it will on Monday begin a massive clampdown on petrol dealers hoarding or diverting products in the state. The NSCDC, Ekiti State Command said it will not allow those it described as unscrupulous

dealers to create artificial scarcity in the state over non-existent anticipation that the official pump price may increase. Governor Kayode Fayemi last Friday issued a similar threat against some petrol dealers found to be hoarding fuel and compelled motorists to engage in panic buying. The development had also caused resurfacing of long queues in filling stations across the state and hike in the pump price in some stations to as high as N160 per litre. Speaking with journalists in Ado Ekiti on Sunday, the command’s Commandant, Mr. Solomon Iyamu, said he had instructed anti -vandal operatives to commence random checks on petrol stations and arrest those hoarding the product and subject people to hardship. Iyamu, who spoke through the Command’s Public Relations Officer, Tolu Afolabi, added that the operation will begin by 8am on Monday. “We are starting the operation on Monday and those sabotaging the system will be arrested and brought to justice. We realised that long queues and artificial scarcity had been created by some petrol dealers and we ready to address the issue. “If we get to your petrol station and we find out that it has as high as 10, 000 litres of petrol in its pits, but the dealer is not selling, then he is liable and such person will face the law. “We leant from good authority that very high number of our petrol stations are now hoarding the product. Some are also selling above N145 pet litre, these are the issues we will tackle squarely,” he stated. The NSCDC boss urged motorists to offer useful information to the command, to help his men and officers in carrying out the operation. He promised that the command will also strengthen its operation to prevent those who plan to divert products meant for Ekiti State to another state, thereby creating scarcity in the system.

Chris Okewulonu, the Chairman of the inauguration and hand-over committee of the Imo State governorelect, Hon Emeka Ihedioha, on Sunday, described the litigation against the incoming governor as ineffective. Okewulonu, who was a former Secretary to the Imo State government, said that Ihedioha’s emergence would end nepotism and that he would also run an inclusive system of governance. Air Task Force (ATF) of the Nigerian Air Force attached to Operation DIRAN MIKIYA has destroyed some logistics’ stores belonging to bandits at a location within Kagara Forest, in Zamfara State. We pray that the Almighty God grants his soul eternal rest,” he stated.

Flooding: FG begins cleaning of Lagos highway drains

To avert flooding on highways, the Federal Controller of Works in Lagos, Mr. Adedamola Kuti, on Sunday, said that the Ministry of Power, Works and Housing had begun cleaning of drains. Kuti told the News Agency of Nigeria (NAN) in Lagos that desilting of drains had begun in Ijora and evacuation of drainage channels on highways across Lagos would commence soon. “Cleaning drains on highways are things we are doing very soon before the commencement of the rains. Watch out for us. “Of course, for us to enjoy the rainy season, we need to ensure that some of these areas as we have identified are opened up for proper drainage,” he said. Speaking on the Alaka

He listed the inner routes where rehabilitation works had been completed in Yaba to include Adekunle, Herbert Macaulay, Sabo, Alagomeji and WAEC Junction roads. “And we have done some work around Iganmu area, we have intervened somewhere around Barracks in Surulere as well as Ojuelegba. “The interventions are continuous, we are picking them one after the other,” he said. On potholes on some sections of the Lagos-Abeokuta Expressway, Kuti said that the ministry was collaborating with the Lagos State Government on the repairs. He explained that the

contract for the rehabilitation of the highway had been awarded to Julius Berger and that the contractor was still working on site and was expected to repair the bad portions. He told NAN that the collaboration was going to be around Abule Egba to Ota sections of the highway where the state government had an ongoing project. “I will give instructions to that effect since the contractor is on site, the contractor is supposed to make the road motorable at all times,” he told said. On the ongoing reconstruction and rehabilitation of the LagosBadagry Expressway, he said that work was ongoing on the first kilometer.

The Minister of Finance, Mrs. Zainab Shamsuna Ahmed, has disclosed that the Federal Government is set to issue a second N15 billion Green Bond to finance agriculture, power, health and water resources sectors of the economy before the last quarter of 2019. The Minister made this known on Sunday, during a media briefing at the just concluded 2019 Spring Meetings of the World Bank Group (WBG), and International Monetary Fund (IMF), in Washington DC, USA. Mrs. Ahmed, while speaking on climate issues, said following Nigeria’s endorsement of the Coalition Principles as one of the funding members, it became the first Sub-Saharan African (SSA) country to issue a green bond in December (N10.97 billion) for the financing of solar. She said: “In view of our efforts as Finance ministers who play a key role in steering the economy and managing risks, including from climate change, climate finance, we were invited to join the coalition of climate Finance Ministers a coalition of Finance Ministers with long experience with climate actions and are well aligned with the Principles of the Coalition. “Nigeria endorsed the Coalition Principles as one of the founding members. Recall, we were the first SSA country to issue a green bond in December (N10.97 billion) for the financing of solar and we are currently in the process of issuing a second green bond N15 billion later this year to finance various sectors in agriculture, power, health and water resources.” On bilateral issues, she explained that they also had some bilateral meetings. The delegation, the minister said, “met with the Director, Africa Department of IMF where we updated the Fund on not only developments in the Nigerian economy but also our commitment to fully implement the EGRP. “The IMF also promised to assist us in the area of liquidity management and share lessons and experiences on countries where the energy subsidies were successfully managed.” The minister in her address highlighted government’s effort on human capital development following earlier concerns raised on the position Nigeria had as 157 out of 189 globally, which was worrisome. “You will recall that at the Bali meetings when the Human capital project was released, many of us were concerned that Nigeria was placed 157 out of 189 and I did promise that we would go back home and address this issue, I am happy to report that we used this Spring meetings to show case what the government is doing in this important area. “We have set up an interministerial working group with representatives of the State Governors and are currently piloting some initiatives in health, education and of course you are all aware of the social safety nets programs of the Federal Government where we have 15 million people already on the register. The WBG was pleased with our efforts and promised to offer some assistance”, she said. She further stated that the Nigerian delegation at the Spring Meetings also met with the World

Bank Power Sector team and discussed the way forward on the Proposed $1 billion Nigeria Performance Based Loan (PBL). “We agreed to bring relevant MDAs together to ensure that we advance this operation in a timely manner. We will also discuss the Country Portfolio Performance of Nigeria which currently stands at to $9.8 billion with the Nigerian Country team at the World Bank and how we could manage the portfolio for optimum results”, she explained. According to her, at a meeting with the US treasury at the President Emergency Plan Aids Relief (PEPFAR) round-table where they discussed developments with respect to HIV financing, she said: “I spoke about the HlVspecific government measures and interventions, and our initiative on the Basic Healthcare Provision Fund (BHCPF) to ensure the most efficient ways of utilizing health resources. “The Fund ensures that one per cent of the Consolidated Revenue Fund, CRF, along with contributions from donor grants, is set aside to fund the basic health care needs of Nigerians, with focus on primary health care and called for assistance in the area of generation and management of data.” The minister further told the media that during her participation in the Governors Consultative Council (GCC) meeting of the African Development Bank, they continued the discussion of the proposal for a seventh General Capital Increase (GCl-Vll) which started in December 2018 in Rome, Italy. Speaking on the outcome of the Spring Meeting, she said: “Governors discussed a number of strategic questions around the comparative advantage of the AfDB Group within Africa’s Development landscape, its strategic focus, complementarily between the ADB and the ADF and its medium term plans to strengthen its delivery capacity. “Governors also discussed the financial scenarios and measures to ensure financial sustainability. “Governors examined what a capital increase look like for the ADB and for Africa and agreed that discussion should continue. We expect to finalize in October 2019.” Meanwhile, the Minister of Budget and National Planning, Senator Udoma Udo Udoma, said that efforts are being made to lobby the International Finance Corporation (IFC) to fund critical infrastructure in Nigeria and other issues of national importance. A major takeaway was the need to pay attention to women empowerment and education of the girl child as these have positive implications in dealing with fragility and reducing conflicts. As you know, investing in our people and the issue of girl-child education are some of the objectives of the ERGP.”

Our victory is for Rivers people, declares Wike Amaka Agbu, Port Harcourt

Governor Nyesom Wike of Rivers state, has reiterated that his victory was for all Rivers people and was the commencement of a new beginning for the state. Speaking during a family thanksgiving at the Salvation Ministry Headquarters in Port Harcourt on Palm Sunday, Governor Wike said despite the political turmoil, nobody lost during the elections. He said: “Nobody has won and nobody has lost the elections. But, Rivers state has won. I forgive anyone that has wronged me and I also ask for forgiveness from those that I have wronged.” The governor maintained that

he was in church to give thanks to God for His faithfulness in the face of fierce political battles during the general elections, adding that “we have come here to give God thanks because He is so faithful to us. We have come to thank God for the fight He fought on our behalf. “It is only God who can fight for us. We have no power of our own to fight.” He thanked the presiding Pastor of Salvation Ministry, Pastor David Ibiyeomie, for his spiritual support during the long drawn political battle. Governor Wike said even when he faltered in faith, he was strengthened by the cleric with his confidence restored, disclosing that with what transpired during the long drawn political battle, it

was obvious that truly Rivers was a Christian state. Speaking at the Thanksgiving Service, the Senior Pastor of Salvation Ministry, Pastor David Ibiyeomie, prayed God to accept the governor’s thanksgiving and bless him. He said by the special thanksgiving, God would perfect everything that concerned Governor Wike and his family, decreeing God’s wisdom on Governor Wike and that God would grant him the enablement to lead the state in the right direction. Short News Court orders forfeiture of property traced to Diezani Andrew Orolua, Abuja A Federal High Court, sitting in Lagos, presided over by Justice Chuka Obiozor has granted an order for interim forfeiture of the property traced to the former Minister of Petroleum, Diezani Alison-Madueke. The interim order of forfeiture covers the property located at Plot 9, Azikiwe Road, Old GRA, Port Harcourt, Rivers state. The Economic and Financial Crimes Commission ( EFCC), Lagos Zonal Office secured the interim forfeiture order of property linked to the former petroleum minister, Donald Chidi Amangbo and Sequoyah Properties Limited. The order was pursuant to a motion ex parte dated March 4, 2019 brought by the EFCC. Ruling on the motion ex parte, Justice Obiozor held that: “An interim forfeiture order of this honourable court is hereby granted, forfeiting to the federal government of Nigeria the property which are reasonably suspected to be proceeds of unlawful activity.” The court further ordered the EFCC to publish the order in any national daily in circulation in Nigeria “and particularly in circulation in Port Harcourt and Lagos, and all persons interested in the said property are further put on notice to show cause why the final order of forfeiture of the affected property ought not to be made by this court.” The court is expected to give a further ruling on May 9, 2019.

APC’s victory in Edo symbolises referendum Titus Akhigbe, Benin City The All Progressives Congress on Sunday described the landslide victory of the party in the Edo state House of Assembly as a symbol of referendum spurred by the administration and the performance of Governor Godwin Obaseki. Publicity Secretary of the APC in Edo state, Mr. Chris Azebamwan said this in a statement on Sunday in Benin City after the state executive committee meeting of the party. The statement said “in line with this mandate, the party would continue to sustain its avowed commitment to give the government and administration of Gov. Obaseki the needed personal support to keep it focused and on track.” It stated that members of the party in the state were unanimous in their conclusion that the house of assembly election results equate to a referendum of the APC led administration and on the performance of Obaseki as governor. Furthermore, the party said, members thanked God for the unprecedented achievements of winning all the 24 seats in the 24-member state House of Assembly. NATE tasks A’Ibom govt over HND, B.Sc dichotomy Isaac Job, Uyo The Vice President, Nigerian Association of Technologists in Engineering (NATE) for the SouthSouth zone, Mr. Dominic Udoatan, has urged the Akwa Ibom state government to expedite action and remove the dichotomy between HND holders and B.Sc. holders in the state civil service. Mr. Godwin Imakhai, a legal practitioner and notary public hired by First Bank plc to perfect a purported tripartite mortgage agreement allegedly entered into between the bank and Whiteplains British School, Abuja, has distanced himself from the documents. Imakhai, who was summoned by the Rep. Uzoma Nkem Abonta led House Committee on Public Petitions told the committee that the signature, stamp and letterhead on the notarized documents and affidavits tendered before the Corporate Affairs Commission by First Bank were not his own. First Bank had claimed that it entered into a tripartite agreement duly signed by Dr. Francis Nwufor and his wife Mrs. Doris Nwufor (owners of Whiteplains British School), directors of France Lee Nigeria Limited (Mrs. Frances Ibe and Mr. Emeka Ibe), whom they purchased the land from. Making submissions before the committee, Imakhai insisted that he had never met with any of the owners of Whiteplains British School nor had he met with owners of France Lee before, adding that he did not notarize any document on their instructions. Having denied knowledge of the documents, the committee asked him to append his signature and his stamp on a paper which he did and to the surprise of the committee, they were totally different with the ones on the alleged forged documents tendered by First Bank with which they used in obtaining judgement at the Federal High Court Abuja. Also, affidavits deposed to at the FCT High Court by owners of Whiteplains as well as Mrs. Frances Ibe and her son Emeka, averred that they never met Imakhai and did not instruct him to notarize such documents.

African church crisis escalates as council sacks S’West bishops Isaac Job, Uyo

The ongoing leadership tussle in the African Church appears to have taken an ethnic dimension as the south-south leadership of the church have reportedly issued marching orders for bishops in the south-west to relocate from their states. An inside source who spoke with our correspondent in Uyo on Sunday, disclosed that Bishop James Bamilede from Ekiti state who was at Fourtowns, Uyo, and the Archbishop of the Calabar Province, A. A. Odufuwa have been sacked from their stations since the return of the embattled Primate of the Church, Bishop Emmanuel Udofia. The source who declined being quoted confirmed that other south-south states, including Edo and Delta have in addition to sending home bishops of Yoruba ethnic nationality, threatened a breakaway if the Western provinces of the church continue with the harassment of the current primate, Our correspondent reports that the Calabar and Rivers provinces had during the reception for the embattled primate in Uyo, issued a breakaway threat to the arch cathedral of the church in Lagos, if the current primate of the church was not allowed to complete his tenure. It was also gathered at the reception that Udofia is currently being threatened with sack if he fails to vacate office as primate by May this year when he turns 60 years.

Judges should rebuild the Temple of Justice

There was a time, and it was not too long ago, when in many communities the name or job of a parent qualifies a child for kindness or disdain. In the qualification-by-association mindset, if one’s father or mother was a school teacher, the child was seen as disciplined and diligent. The offspring of a well-educated person would get abundant respect. Similarly respected were the offspring of honest, reputable, hardworking folks. Some professions also bestowed respect and admiration on their practitioners. The legal profession was highly considered. And within the legal fraternity, a magistrate was the first step into the dignified chamber of justice. As one went higher in the judiciary, the higher was the adoration too. A judge was a special being, above many others. If a judge wore only golden shoes in people’s imagination, a justice of the Supreme Court wore only diamond dresses and they would walk only with angels – still in people’s imagination. It used to be rare for people to meet justices of the Supreme Court anywhere other than at the Supreme Court, or at dignifying national official events. Suddenly the cookies have been crumbling. Judges’ homes have been raided and searched for stolen wealth. Judges were accused of selling their golden stools for a bagful of naira and various currencies. And not a few have been tried, sanctioned or dismissed over the years. The sad story started a while back. The search for wealth and the need for money is pursued by people in various ways. Whilst hard work and opportunities are favoured by some people, there are other people who use their positions, connections and

skills to acquire wealth illegally and in criminal ways. The combination of politics as quick-investment-forquick-returns, importance of personal material well-being and general loss of honesty and ethical values in the society aided amplification of abuse within the legal profession and judiciary. In an interview in November 2016, Mr. Olayinka Ayoola, former Supreme Court Justice, expressed regrets at the arrest of some judges by agents of Department of Security Services at the time. He foretold that the implication “was too serious to be quantified now”. The former Chief Justice of The Gambia, said it was debasing for judges to be accused of corruption. “Nothing should tempt a judge to seek or collect a bribe,” Justice Ayoola said. He disclosed that he had never received bribe because nobody ever approached him to offer a bribe. “I feel …that I never had the opportunity of rejecting bribe because nobody has ever approached me throughout my career as a judge, here in Nigeria or elsewhere.” In the current situation, the quote above seems like coming from a long gone era.The unheard of has happened. A few weeks ago, then Chief Justice of Nigeria, Mr. Walter Onnoghen, faced serious allegations of misdeeds, and was tried both in the public arena and in judicial institutions. He resigned in a cloudy gloom of dirt that should not have been associated ever with the exalted office, nor with his name. In a widely quoted story, US Supreme Court Justice Oliver Wendell Holmes (1841-1935) was traveling by train to Washington, D.C., and a conductor came to check his ticket. Justice Holmes searched everywhere for it but could not

locate the ticket. The conductor merely said, “Don’t worry about your ticket, Mr. Holmes. We all know who you are. When you get to your destination, you can find it and just mail it to us.” Unfortunately, the distinguished positive characteristics and consideration for judges do not appear merited in Nigeria any longer. It is perhaps due to the actions of a few, but the negative implications are far-reaching. The judiciary has not collapsed yet. There are, like in any group of people or profession, judges who cringe at the injustice that some of their colleagues have done to the judiciary. There are judges who live a life of dignity and respect with full understanding and acceptance of their responsibility. They refuse to be seen in the marketplace of financial misdeeds and abuse of office. There amongst them lie the saviours. They must protect their oath of office against the bad eggs, no matter how difficult or challenging it is, at this crucial time. They must refuse to be bought by politicians who will only pay, use and dump them. During and after elections, hundreds of cases come before the various courts and tribunals for decisions. Ours is a do-or-die political climate where very large monies are spent to purchase nomination at party primaries, and to buy votes and win elections. It is the same logic that drives politicians to spend huge amounts of money to corrupt justice, seeking out possible judges at any price to be bought. Mr. John Marshall (1755-1835) USA Chief Justice of the Supreme Court, and remembered as perhaps the most influential justices of all time in the country,made

pronouncements and rulings that permanently uplifted the judiciary to its rightful place as an equal part of the three layered branch with the executive and the legislature. History remembers him. When retiring from the Supreme Court in 2007, Justice Modibo Alfa Belgore appealed to the legislators: “All elected officers are entrusted by the electors with the sacred responsibility of governing well and making laws for good governance so that there will be law and order in the nation…There is absolute nothing wrong with the constitution if the operators manifest loyalty to the nation.” He had made an important ruling at the Supreme Court against the illegal impeachment of a governor who he ordered to be reinstated after the governor had lost his cases at the lower courts. There are many cases currently where pronouncements of courts and tribunals will mar or make the judiciary. In the states, from Ekiti to Osun, from Rivers to Imo, and from Kano to Zamfara, the reasoned arguments of our judges and logical conclusions can strengthen the faith of the people in the judiciary and the country. Hear Justice Chukwudifu Oputa, fondly referred to as ‘The Socrates of Supreme Court’: “If you are a judge and you are corrupt, where do we go from here? Then everything has come to a halt. If the legislature is corrupt, you go to the judiciary for redress. If the executive is corrupt you go to the judiciary for remedy. If the judiciary itself is corrupt, where do you go from there?” Judges should rise up to the highest standards expected of their positions and affirm the famous saying – the judiciary is the last hope of the common man.

Unending agony of Nigerians in South Africa

It is not unusual to hear Nigerians living in countries of Europe and North America groan about immigration challenges arising from their irregular immigration status or illegitimate stay in those countries. These Nigerians also face racist tendencies often demonstrated by some citizens of the host countries. Despite this situation, a lot of Nigerians have accepted that those are inevitable experiences that come with their daring decision to emigrate in their desperate pursuit of the proverbial greener pastures. Similarly, it is worth noting that racism is not just the reality of those confronted with immigration limitations. Countless of people who are living legally in many of those Western countries, including black citizens of the host countries, have touching stories of their personal encounter with racism. Clearly, such despicable tendencies belong to the dark ages. And that is why there is relentless action globally against behaviour rooted in hate; and to reinforce promotion of love the world over. But, sadly, the report coming out of South Africa on the rise of xenophobia is certainly a huge setback for the efforts of those seeking to have the world free of all forms of prejudices

and appearances of hate. It is really disturbing and inconceivable that South Africa, a country that attained independence on the back of overwhelming support and goodwill of many countries of the world, particularly African nations – tremendous credit to Nigeria that rose up for it against its then oppressive apartheid government –, will be the aider and abettor of xenophobia against fellow Africans. It is also very shocking that, at a time when the African Union is trying to rally African countries to sign the vaunted African Continental Free Trade Agreement (AfCFTA), South Africa, one of the top economic powerhouses of the continent, is exacting the worse form of xenophobia on citizens of Nigeria living in the country. So it’s still baffling how the objectives of the AfCFTA will not be defeated when citizens from the largest economy in Africa, Nigeria, are being maltreated, maimed and even killed in South Africa. The latest report on the killing of two Nigerians in South Africa, barely a month after four Nigerians were gruesomely murdered in suspected xenophobic attacks in the country, is a clear indication that hatred towards fellow Africans has attained

a dangerous dimension. And this calls for a pragmatic and swift action from the higher authorities in South Africa. The Assistant Public Relations Officer, Nigeria Union in South Africa (NUSA), Odefa Ikele, who confirmed and narrated the circumstance around the latest killings in a telephone interview with the News Agency of Nigeria (NAN) from Johannesburg has already called on the Nigerian government to come to their rescue. “The Nigerian community lost two citizens to gruesome murders over the weekend. “Mr. Bonny Iwuoha, 48, from Ihitte/Uboma in Imo state, was stabbed to death at about 11:45 p.m. on April 6, 2019 in Johannesburg South. We gathered that his assailants followed him from 152 Hay Street Turffontein, and thereafter, stabbed and killed him in front of his gate at Turf Road, Turffontein”, he said. On the second Nigerian that was murdered, Ikele said, “Akpenyi was allegedly stabbed to death by three unknown coloured South African men after an argument with the deceased. “The incident took place at Bellville Stadium parking lot in Cape Town at about 1 p.m. on Friday, April 5, 2019. “These latest killings add to four

other Nigerians who were shot dead in March. Three of the victims were murdered in Sunnyside, Pretoria and one in Balfour Park, Johannesburg”. The NUSA official then used the unfortunate event to reiterate the agony of Nigerians in South Africa and called for the intervention of the Nigerian government. “We call on the Nigerian government to impress on their South African counterpart that the killings have to be investigated and the culprits prosecuted.” With these successive troubling events, the lives of many Nigerians are unfortunately in danger of merciless xenophobes that destroy properties and take precious lives with utmost impunity. It’s high time the South African government demonstrated capacity and commitment to fight this unwarranted crime against humanity and bring the culprits to book before the eyes of the world. Frankly, this kind of barbaric act shouldn’t have a place or be tolerated in any decent human society. Not even in a place like South Africa given its harrowing history with apartheid and how they vigorously fought such societal ill. And that’s the more reason the South African government must deploy all means to put an end to xenophobia.

Editorial Commentary

Does Bola Tinubu listen to himself? Times Guest Columnist Tope Fasua

Or I should title this; “Why Does APC Never Listen to Bola Tinubu?” Well, there is surely something that the followers of Bola Ahmed Tinubu see in him, which some of us don’t. What we see more often is the bad news, the purported greed and alleged ownership of half of Lagos, and so on. But some years back, I was quite touched by the advice that BAT gave to the Jonathan government around the subject of a recessing economy, that I wrote an article on this page titled “Revisiting Tinubu-nomics” (published on the 15th of October 2015), and made efforts to meet the man. Through his then Chief of Staff, Mr Sunday Dare, I did meet Tinubu at Lagos House at Asokoro, Abuja, for a fleeting minute. Then politics started for me late in 2016 and we have waged our own counter gambit to what BAT and his camp has to offer. We failed to make a dent perhaps, but we tried. Nothing could have stopped us from trying. Just as I was amazed by the kind of advice that Tinubu gave the Jonathan government and urged him in 2015 to ensure he got the Buhari government to adopt some of those ideas, again he has made some profound new statements at his 2019 colloquium which I believe need amplification. However, and unfortunately too, Tinubu has not succeeded to influence the economic path of this current Buhari administration. It is also doubtful if he will influence the coming one. And this is cause for concern. I will do a recap of the statements that capture my imagination from past Tinubu statements and also the recent one. I wonder if it is these statements that attract people to BAT. But I also see contradictions. Is Bola Ahmed Tinubu who his statements say he is? Or deep at heart he is one person and outwardly another – some sort of bipolar personality? For his statements show that this man aligns with the right approaches that can truly help Nigeria. However what we hear is that he has pocketed Lagos and his companies probably vanish with half of all taxes collected by Lagos State Government. Or does he see himself as some modern-day Robin Hood, taking massively from the state through pseudo-official capers and spending on the hoi-polloi close to him? Also could we say the ideologies that he espouses rubs off on those closest to him – chiefly those he has put in government at one level or the other? 4 years ago when I commented on his article, some friends asked if I thought he wrote the article himself. Truly, for someone with so many people milling around him, I doubt if he could find time to write. My recent foray into politics slowed down my writing. But in the recent colloquium, Bola Tinubu spoke extensively extempore, and didn’t miss a beat regarding his economic ideology. Now I believe these ideas are truly his. My appeal for now is for him to know that as someone very influential in our national politics and who has enthroned a number of governors, he cannot continue to light lamps and stick them under bushels. The lives of 200million people and more, and our collective future, depend on people like him who have figured out how to capture power in this society. Especially since his views are so different, riveting and refreshing, a lot hangs on this man’s frail shoulders. Like they say on the streets, ‘if you know, you know’. Only truly discerning people will understand the power of Tinubu’s economic proposals. Let’s go. In November 2014, Bola Tinubu wrote to Okonjo Iwealla and Jonathan; “… Nigeria is mired in a long-term, secular depression. Forget the rosy GDP numbers. They signify a great economic and financial segregation between those who have and others who have not. If we continue with the policy preferences of the current administration, the haves shall become the “have–mores” and the “have-nots” shall become the “have even less…. The vast majority of the claimed GDP growth has fallen into the laps of those already enjoying obvious luxury. The rest of the people are left to gaze at the enormity of the income and wealth chasm separating them from the cabal orchestrating the discordant political economy. While a small group

flourishes, the rest of the nation subsidises their economic bounty. A tight confederacy rides an economic skyrocket while the bulk of the people languish in the swamp. For one group, the economy is effervescent. For the other, it is catatonic. Nigeria is one nation with two economies.” It is more than evident that the Buhari government which he has helped – twice – to install has not heeded his advice, so one is forced to wonder why he is offering these opinions when even his own people (APC) couldn’t care less. The Buhari government could claim to have benefited poor people through its tradermoni and school feeding program, which are marginally praiseworthy, but the government has also continued along the lines of targeting GDP growth, doing nothing about inequality (under this government Nigeria became the most unequal country in the world – according to OXFAM), and of course, much earlier in this administration we saw increases in fuel price, devaluation of the Naira by half and we have tanked on foreign and local debts. I could even bet that electricity bills have been increased surreptitiously by DISCOs by at least 100%! These policies are in direct opposition to the ideas of Bola Tinubu yet he has not spoken against their emergence. Hear BAT some more fun 2014: “The nation’s economic engineers should focus primarily on allocating value and opportunity to our under-utilised labour force and our idle, yet potentially productive capital in a way that promotes wealth creation and expansion of aggregate demand. It is this sustainment of aggregate demand that empowers the nation to rescue itself from the whirlpool of economic contraction… In the face of recessionary headwinds, government should run countercyclical fiscal policy by using its Naira sovereignty to fund fiscal deficits. The deficit is not simply for the sake of running a deficit; the funds cannot be spent on nonproductive matters. It must be used to fuel infrastructural and other projects that not only employ great numbers of people but enhance the overall productivity of the economy… Inflation is the major risk of running budget deficits to spur growth. We can contain inflation to acceptable levels by ensuring additional government expenditures are for items that can be supplied domestically, particularly labour. Naira paid to poor and working class people mostly circulates in the domestic economy, spurring additional local commerce and production…This is because their consumption patterns do not approach the level of import expenditures associated with their wealthier compatriots. Related to this, we must decrease our level of superfluous imports.” Very few commentators in our milieu speak on such hard facts as these. Tinubu is the only one I know who has dared to broach the issue of Naira sovereignty. Most of the ‘revered’ economic intellectuals in this space would never dare. Their brains are probably Americanized to the Dollar. Let me explain. For some reason, our yearly national budgets is based on the price of crude oil and how much dollars we intend to get therefrom. The only revenue assumption on our yearly budget is crude oil. This means our thinking is externalized. Those who run our governments feel helpless and dependent on foreigners to solve our problems. But sovereign countries should never depend on the availability of other people’s currencies in order to plan their lives. It should NEVER be said that Nigeria cannot pay the salaries of government workers just because there is no dollar to convert to Naira. The stability of our economy should not be so tightly linked with the price of crude oil. Nobody has engaged Tinubu on this statement. They just behave like he didn’t say it. I would want to hear opposing positions. The liberalists who hold our economy by the jugular have been trained never to think of any other possibilities but that which is included in the texts that their masters dictate. We may not print the Naira into perpetuity, but we cannot be locked into a single option of ‘dollar-standard’, says Tinubu. And I agree.

The bill if transmitted to President Muhammadu Buhari and receives his assent before the 8th National Assembly winds up in the first week of June this year, will definitely upgrade the funding of Nigeria Police. As it is now, only the Federal Government is legally responsible for the funding of the Nigeria Police, even though we all know that States Government, some corporate entities and individuals are bearings some of its day to day running expenses if not the larger part of it. The Nigeria Police Trust Fund Bill is meant to address the inadequacy in funding of police particularly the training of its personnel and acquisition of modern equipment that would enable optimal and effective policing of the country. One of the major objectives of the bill is to improve funding for the Nigeria Police Force. This point was further stressed by President of the Senate, Dr. Bukola Saraki, who presided over the Senate that belatedly passed the bill. He was very clear in his remark that by the passage of the bill the National Assembly had fulfilled its promise to pass it before expiration of the 8th Assembly. “By passing this bill, we will be creating big strides towards providing and improving security and policing in our country. We agree with him that “one of the major concerns about our police has always been the issue of funding”. We believe that this bill will provide leeway for the funding needed for training, recruitment and equipment. It will also act as a relief to the Federal Government who had borne the burden all these years. Technically, the bill is aimed at providing a legal framework for the management and control of the special intervention funds established under the Act for the training of personnel of the NPF. The trust fund should also be utilised to enhance the skills of the personnel

of the Police in order to ensure their effectiveness in the overall performance. Needles to state that constant improvement in the performance of their duties is what the country is craving for. We also expect that the trust fund would be used to ensure that the NPF has the necessary operational equipment, instructional materials, build and maintain police stations and living quarters. We therefore appeal to the President to consider assenting the Nigeria Police Trust Fund Bill as soon as it is transmitted to him to avoid it been elapsed in June this year. Though, we are not expecting that the bill may contain contentious provisions, we plead that in case there is any, it should be resolved hastily. The management of the police force should be thinking how to make best use of the Nigeria Police Trust Fund Bill and safeguard it to ensure that it is not bedeviled by graft and all forms of vices.

Lagos-Ibadan rail project will give value for money -FRC The Fiscal Responsibility Commission (FRC) says the ongoing Lagos-Ibadan standard gauge rail project has met the agency’s mandate of ensuring value for money and is expected to be completed according to standards. Director of the Audit Department, FRC, Ibrahim Dauda, made the assertion during an inspection conducted by the agency’s team on the project in Lagos. The railway modernization project focuses on the Lagos-Ibadan section with extension to Apapa Port. According to him, the project has substantially met the criteria for transparency and accountability in the management of the funds. “The team have been to the site of the ongoing construction of the Lagos-Ibadan standard gauge rail line which passes through Abeokuta. From the briefing we have received and what we’ve seen on the site, the project will be substantially completed and delivered. “We are happy that the federal government has always been meeting up with its funding and the China Eximbank has been

up too. Their commitment has assisted in the project. The Fiscal Responsibility Commission has the mandate to ensure that all projects promote prudent and transparent fiscal management in the country. “This means ensuring that all projects have value for money, they are completed according to standard, transparency and accountability, particularly in the management of funds,” he stressed. Dauda commended the government on efforts taken in ensuring the project becomes a reality, adding that “we can say that this project has met substantially that criteria. So, it is going to be to the benefit of the country that this project is completed as envisaged.’’ Also, the Resident Engineer, Ministry of Transport, Chukwudum Ugonabo, said that the federal government had always released funds as and when due for the project. Ugonabo said that the contract which has a completion period of 36 months would come to an end in May 2020 and was broken into stages to achieve the deadline target.

The Project Manager, China Civil Engineering Construction Company (CCECC), Leonardo Portanova, while receiving the inspection team, revealed that the Lagos-Ibadan standard gauge rail double track project may be completed before the deadline date. He said the Lagos-Ibadan standard gauge rail double track had reached a little bit above 60 per cent level of completion, adding that the construction has gone beyond the initial 65 to 75 kilometres out of the total 156 kilometers, starting from the Apapa Port as cargo handling operation to Iju-Agbado, introduced as a new station and to Papalanto-Abeokuta. “All indications are showing that if things go as it should, we should be able to complete the project even before the completion date. Construction on the LagosIbadan standard gauge rail double track has advanced from the 65 kilometer to 75 kilometer distance,” Portanova satted. The project manager also said that the railway modernization project would be stretched from Abeokuta to Ibadan by the end of June.

Justice Mamman Nasir was, for most of his adult life, a public servant of outstanding talent. “He was a household name having been appointed a regional minister by the Sardauna in his twenties and distinguished himself through hard work and innate intelligence.” The president also praised his outstanding role in the evolution of the country, his contributions to the judiciary as well as his impact on his immediate community. “During the long period of military rule, he was in the main part of the federal judiciary culminating in his being appointed President of the Court of Appeal from which post he retired voluntarily and honourably in 1992. “Several public service duties were thrust on him notably the Constitutional Review Commission which he led alongside Justice Karibi Whyte. Their handiwork is the country’s present constitution. “The late Galadima was one of the most astute public figures. He was ever ready to attend to any conciliatory assignments and had innumerable solutions to knotty problems. He seldom lost his temper and always looked at the positive side of things. “I had the privilege and honour to work alongside him in running Gidauniyar Jihar Katsina, which due in part to his energetic contributions set the standard for state-sponsored self-help nongovernmental organizations.

Kachikwu challenges ExxonMobil, others on gas commercialization policy Minister of state for Petroleum Resources, Dr. Ibe Kachikwu has urged ExxonMobil and other international oil companies operating in Nigeria, to key into the gas commercialization policy of the Buahri administration for gas development in the country. Kachikwu gave the advice while fielding questions from newsmen after visiting the ExxonMobil Erha Floating Production Storage and Offloading vessels (FPSO) facility in Lagos on Sunday. He said that gas would be a parallel income stream for the country if everyone keys in by implementing the gas commercialization policy of government, adding that “there is so much we can do with oil, we are doing that. I like to see oil go up in barrels, up to 3 million barrels but most importantly, I like to see gas begin its life. “If you look at the production, a lot of gas is being rejected. And everybody is talking of gas in the country and gas is going to be a parallel income stream for the country. “We have talked about it too much, but in fiscal and commercial terms, we’ve to agree and once we unlock that, the issues of power become secondary. My message here today is, thanks for the fantastic work you are doing, but there is a huge amount of work left undone.” The minister said that the country had volume and reserves of oil to produce in the next 40 to 50 years,

but the gas was still lying untapped. He said that a lot had been done under the gas commercialization policy, adding the liquefied petroleum gas deployment had started in the country. “But those are just torching the fringes, what is important is coming up with the right commercial terms, get that done as rapidly as possible and let everybody who has access to gas to develop,’’ he added. He said that government had received submission from all oil companies keying into the policy to help exit gas flaring in the nearest future. “It is a different thing from dealing with gas development itself. There are many ways to stop flaring, you can inject it and that is what has helped us achieve about 70 per cent factor in gas flare exit, but that is not real exit, that is manage exit. “For you to exit it, you must have the right commercial terms so that people can produce gas and make it commercial,’’ he said, reiterating however, that the need to develop gas for commercial purpose remained the big elephant in the room. The Erha FPSO has a liquid storage capacity of 2.2 million barrels, making it one of its biggest kind in the world. The Erha field and Erha North satellite field were completed in 2006, and are located approximately 97km offshore Nigeria, in water depths ranging from 1, 000m to 1, 200m.

Atiku’s claim of winning presidential poll unverifiable - Sen. Arise Gbenga Sodeinde, Ado Ekiti

Senator Ayo Arise has volunteered to stand as defense witness in the petition filed by the Peoples Democratic Party Presidential flagbearer, Alhaji Atiku Abubakar challenging the re- election of President Muhammadu Buhari. Speaking in an interview in Ado-Ekiti at the weekend, Sen. Arise dismissed Atiku’s claim of winning the March 23 presidential election based on the figures obtained from the server of the Independent National Election Commission (INEC). He described Atiku’s claim as not only bogus, but also unverifiable, stating that “it is a ploy to confuse the judiciary in particular and Nigerians at large.” The senator who represented Ekiti North Senatorial District between 2007-2011, however, counselled the ruling APC to handle the matter with tact by adopting a scientific approach in puncturing Atiku’s claim, advising that this can only be achieved if the APC sought the services of credible Information and Communications

Technology (ICT) experts as defense witnesses. “Politicians are incurable optimists. And every politician who stands for election believes he or she would win, not minding the realities on the ground. For me, I think the first thing is that the public needs to know how the INEC operates; most importantly, the chains of result collation from the units through the wards, local governments, state and to the INEC headquarters. “Unless Atiku is telling us that there is another method employed by INEC which violates the norm we are used to. Or maybe, there is somebody somewhere who is concocting another figures for Atiku. The PDP flagbearer should also tell us how he got his information. Whether he officially applied for it through the instrumentality of the Freedom of Information Act (FOI). I think the man must have been ripped off or scammed,” Arise declared. Furthermore, the senator said that for now, it is illegal for anyone to transmit the result of an election from the units directly to the centre, adding that “again, INEC, APC and the President must look for people with sound

knowledge in ICT to tell the world what is possible and what is not. And I am ready to offer myself for free service, as a defense witness against Atiku at the tribunal, if the party consults me.” Offering suggestions on how the APC leadership can manage the raging leadership tussle in the National Assembly, Arise admonished the party’s leadership to adopt a win -win approach and outlined measures that can help the party out of the quagmire. According to him, one of the method the APC should adopt is the open voting system where members would mention their names, party and the candidate of their choice in the full glare of cameras. “Yes, it’s true that every member of the National Assembly is a potential leader, but we also have the house rules and guidelines which confer privileges to some members based on seniority. The APC leadership must, therefore, ensure balancing in sharing key positions. “And it must engage members within its folds regularly. Above all, the issue of party discipline and supremacy must not be jettisoned or compromised,” he added.

Police arrest kidnappers of Channels Television staff Andrew Orolua, Abuja The police have arrested three notorious persons involved in the kidnap of Channels Television’s staff, Mr. Friday Okeregbe The suspects are Hanniel Patrick ‘m’ 29 years from Akwa Ibom state, Abdulwahab Isah ‘m’ 28 years and Salisu Mohammed ‘m’ 32 years both from Kogi state. They were arrested on April 9 at about 6:30am following a tip off. A statement by the Force Public Relations Officer, Force Headquarters, DCP Frank Mba on Sunday, stated that the suspects have made useful statement to the police regarding the kidnapping. The police said that investigation reveals that Mr. Friday Okeregbe was not originally the intended target of the vicious criminals. “However, on that fateful day, March 22 at 07:45pm, he was kidnapped when the kidnappers saw him parking his vehicle at a location in Lugbe, Abuja. “Investigation further reveals that the victim was taken to the kidnappers’ den somewhere in Karmo, Abuja and kept incommunicado afterwards,” Mba said. Following the arrest, the police disclosed that it recovered from the kidnappers a locally made revolver gun, three live AK47 ammunitions, a battle axe, phones and masks with which they blindfold their victims. Efforts according to the police, are being intensified to arrest other members of the gang still at large.

5 policemen trouble for killing 20 –yr- old girl in Lagos Chioma Joseph, Lagos Five policemen have been arrested and detained following the shooting to death of a 20 -year -old girl, Ada Ifeanyi on Saturday morning. The deceased it was learnt had on Friday night gone clubbing with her lover, Emmanuel Akomafuwa. They were driving back home at about 6 am on Saturday, when the policemen on mufti accosted them. Suspecting the men who were holding guns were robbers, the lovers who were in company of a friend, drove off. Emmanuel drove straight to Ada’s house on No 4b Amusa Lane, off Ojo Road Ajegunle. However, unknown to the lovers, the policemen had trailed the vehicle, waited for the occupants to step out and then opened fire on them. Ada was shot twice in the belly and died immediately while the 32 -year -old Emmanuel who was shot on the head is currently battling for survival. Investigation revealed that the six -man police team involved in the act were from Trinity Police Division. Confirming the incident, the Lagos state

Police Public Relations Officer (PPRO), Elkana Bala, said the suspects have been arrested. Giving further details, the PPRO identified the suspects as Inspector Adamu Usman, Sergeant Adeyeye Adeoye, Sergeant Kashim Tijani, Sergeant Lucky Akigbe and Sergeant Paul Adeoye. He gave the identity of the sixth officer who is on the run as Inspector Dania Ojo. According to Bala, the officers are currently facing internal disciplinary proceedings, saying that the state police commissioner has ordered the immediate arrest and detention of the police officers suspected to be involved in the shooting. “The incident happened on April 13 at about 7.00am. The victims were rushed to hospital and Ada was confirmed dead while Emmanuel is currently receiving treatment from the injury he sustained as a result of the shooting. “Members of the team suspected to be involved in the shooting are from Trinity Police Station and are currently facing internal disciplinary proceedings at the command headquarters Ikeja. Their rifles have been retrieved for forensic analysis by ballisticians. If found wanting, they will be prosecuted in

conventional court for murder,” the police image-maker added. Bala, who strongly condemned the killing said the command will not shield any of its men who intends to dent the image of the police, saying they will be punished as stipulated by the law. He said that “the Lagos state police command condemns in total these senseless killings of unarmed civilians by few bad eggs in the command, who are bent towards denting the image and reputation of the police. “The command will not relent in its efforts in ridding the force off these criminal elements. Those involved in extra- judicial killings and abuse of power will be promptly identified, isolated, tried through internal disciplinary proceedings, dismissed from service and prosecuted in conventional courts.” Meanwhile, the Commissioner of Police, Zubairu Muazu has extended the command’s deepest condolences to the family and friends of the deceased and has promised to foot the medical bills of Emmanuel. He however, called for calm, saying the command will leave no stone untouched in ensuring that justice prevails.

Governor Abdula’ziz Yari of Zamfara state has called on the army and other security agencies to sustain their ongoing operations against bandits operating in the state. Yari’s call is contained in a statement issued on Sunday by the his acting Director-General, Press Affairs, Malam Bashir Kabir. Kabir said that Yari made the call at a meeting with the Force Commander of the Operation Sharan Daji, Maj.-Gen. Hakeem Otiki at the Government House, Gusau on Saturday. Kabir also said that the governor congratulated the army and other security agencies in the state for the good work they were doing in trying to check the activities of the bandits. According to him, reports from the areas where the bandits carry out their deadly acts indicate that efforts to flush out the criminals are yielding fruitful results. “I am, therefore, appealing for more efforts and sustainability from the security agencies,” the governor is quoted to have said. Yari said that the incessant killing of innocent people in the state by the bandits had also resulted in the destruction of property. “If we recall in 2015, Zamfara state was affected seriously by cattle rustling and reprisal attacks by the bandits on our communities and today, kidnapping is the order of the day across the state,” he said.

CAN tasks Christians on sacrificial living on Palm Sunday

The Oyo state branch of the Christian Association of Nigeria (CAN) on Sunday, urged Christians to take advantage of the significance of Palm Sunday to imbibe the culture of living a life of sacrifice. Chairman of the branch, Pastor Benjamin Akanmu made the call in an interview in Ibadan. Akanmu also urged Christians to emulate the humility, love and selfless service of Jesus Christ, which made Him to die on the cross for the salvation of mankind. He called on Christians to live a life of positive impact on the society and to draw people to Christ even as they do those things that would be acceptable before God. “When Jesus entered the city of Jerusalem on what we commemorate as Palm Sunday, His entry was in fulfillment of the prophecy of Zechariah; he is victorious, triumphant, riding on a donkey. “We should pray for divine strength, learn to love unconditionally, just like Jesus, we should always allow God’s will to be done in our lives, we should love, be strong even when the going is rough and shouldn’t be Palm Sunday Christians by mouth,” he said. Also speaking, the Pastor of All Saints Anglican Church, Koroduma, Nasarawa, Rev. Alexander Okoye, said Palm Sunday was celebrated to commemorate Jesus Christ’s triumphant entry into Jerusalem.

Group urges FG to end massacre in Zamfara

The Senior Citizens Advocacy Group (SCAG), a civil society organization that advocates for good governance has urged the federal government to put an end to the indiscriminate killings across the country, especially in Zamfara and Kogi states. The group in a statement released to newsmen in Lagos asked the federal government to devolve power to the states and regions to enable governors discharge their primary responsibility of protecting lives and properties in their states to forestall anarchy and further bloodshed. They declared a seven -day mourning period for those massacred recently in Zamfara and Kogi states by rampaging bandits. A statement by Convener of the group, comrade Bolanle Olakunbi Lawal reads: “As agitators with conscience, we take lives of fellow Nigerians sacrosanct as no amount of provocation will lead to the slaughtering of innocent Nigerians because of inadequate

security apparatus. “We therefore, declare seven days of mourning for the innocent Nigerians killed in Zamfara and Kogi states by unidentified criminals masquerading as bandits according to President Muhammadu Buhari. “We urge the government to do the needful before the expiration of our seven -day mourning to avoid a total breakdown of law and order because it seems we do not have laws and government is unable to implement its primary responsibility of protecting lives and properties of its citizens. “We demand implementation of the following to avoid doom and more loss of lives; the immediate devolution of power to states and regions to enable governors discharge their primary responsibility of protecting lives and properties. “The government and security agencies saddled with the responsibility of protecting Nigeria and its territorial integrity should apprehend the perpetrators of this heinous

crimes against innocent Nigerians and humanity, total overhaul of the security apparatus and security chiefs and the immediate arrest of the bandits with immediate effect. “After our successful emergency meeting convened on April 9 in Lagos state, we, the Senior Citizens Advocacy Group in Nigeria, strongly condemn the gruesome murder of about 600 innocent Nigerians in Zamfara and Kogi states by the so-called bandits.” The position of the group is coming after the federal government gave a 48 –hoursultimatum to foreigners involved in mining activities in Zamfara state to leave the country. This is even as four persons were again killed in fresh attacks at Bagana and Patani areas of Kogi state while farm lands and houses were razed. Zamfara and Katsina state governments have recently, also appealed to the federal government to move decisively against the activities of bandits in their domain.

Substandard engine oil: Firm’s MD remanded in prison Peter Fowoyo, Lagos

A Federal High Court, in Ikoyi, Lagos state has ordered that a former Managing Director of Richbon Nigeria Limited, Cajethan Muonagolu, be remanded in prison following his arraignment by the Standards Organization of Nigeria (SON). Cajethan was arraigned on a fourcount charge of dealing in adulterated and substandard engine oil. Justice Saliu Saidu granted him bail for N50 million with two sureties in like sum. One of the sureties, the judge said, must be a civil/public servant not less than Grade Level 15 in the employment of the federal or Lagos state government. The other surety must be the defendant’s relation who owns a landed property within the court’s jurisdiction. The court ordered the sureties to deposit their passport photographs, while Cajethan must deposit his international passport with the court registrar. The prosecution and the court registrar are to verify the sureties’

addresses, the judge said. Justice Saidu ordered that Cajethan should be remanded in prison until he meets his bail terms. Arguing the bail application, defence counsel, Goke Olagunlehin, holding the brief of Chief Mike Ozekhome (SAN), urged the court to grant his client bail on liberal terms. But, SON prosecuting counsel, Messrs Babatunde Alajogun and Adeleke Olofindare, opposed the bail application on the grounds that Cajethan allegedly committed another offence while the charge was pending. Alajogun said the defendant broke and removed SON’s official seal and evacuated 15, 000 cartons of suspected adulterated/ substandard engine oil from his company and allegedly assaulted SON officials in the course of their lawful duties. The court ordered the counsel for the prosecution and defence to visit the warehouse to ascertain the breaking of the seal or otherwise. Badagry Expressway. SON said they conspired to deal in 15, 000 cartons of Prime Plasma, Prime ATF and Stanley brand of engine oil which it said are substandard. The prosecution said the defendants claimed that the products were genuine, contrary to Section 3 (6) of the Miscellaneous Offences Act of 2004. They also allegedly failed to comply with SON Conformity Assessment Programme (MANCAP) by dealing in engine oil that did not have the requisite MANCAP certification. Their arraignment is coming less than a month after SON arraigned four men, Uche Johnson, Olaide Shittu, Kingsley Meteke and Abdulquadri Olayinka before Justice Oluremi Oguntoyibo of the same court for allegedly adulterating 128 drums and 9.45 litres of engine oil. They allegedly claimed that the products with genuine engine oil and sold them to unsuspecting motorists. Their trial is ongoing. Justice Saidu has adjourned the matter until May 20 for trial.

Following a joint operation by the Lagos state Environmental Sanitation and Special Offences Unit and the Lagos state Environmental Sanitation Corps over the weekend, seven traders have been arrested and their goods confiscated in order to curb trading activities on set-backs and walkways. Disclosing this was the Chairman of the Lagos state Task Force, Olayinka Egbeyemi, who said the activities of illegal traders, hawkers and other environmental nuisances have become an eye-sore, which impede the free flow of traffic around Kodesho Street, Medical Road and Ikeja under bridge towards railway line. Egbeyemi said the exercise was in line with Section (1) of the Lagos state Street Trading and Illegal Market Prohibition Law 2003 which prescribes a punishment of N90, 000 or a six –month- jail term for both the buyer and the seller of any goods or services on all roads across the state. He said that “despite continuous advocacy, enlightenment and appeals from the government, some illegal traders and hawkers are still of the habit of violating the extant environmental laws of the state by causing disorder and serious environmental infraction on roads through their activities. “All illegal traders and hawkers must vacate the roads in order to drastically reduce inconveniences to motorists, enhance the sustainability of the environment and protect public infrastructure which are often vandalized by hawkers and street traders.

He explained that every business set up, should within six months register with the Board to open account, conduct tax audit and investigate the operations of the business. Chief Drivers and mechanical officers in Anambra State Civil Service held six months conversion course in Awka recently. The course was held at the office of the Head of Service (HOS) Staff Training Centre, Awka. Declaring open the course, the HOS, Barr Harry Uduh, explained that the mandatory course would enhance their performance and create opportunity for their promotion to the next level. Uduh said that their resource persons were carefully selected to handle strategic skills they would add to their knowledge. While commending them for the significant role they play in ensuring effective service delivery, Uduh urged them to put into practice, the knowledge and skills imparted in them during the training. Director, Training in the Office of the Head of Service, Mrs. Nwando Obiano, explained that the course would facilitate their upgrade from their present level seven to the next grade level. According the Nwando, before now, they stopped at level seven until their retirement age. ``But by virtue of the six months training, they can move to another level and that they can get up to level 14.’’ As part of the course, they would learn English language, electrical and mechanical functions, drifting, correspondence and many

other courses. ``They must score 75 per cent in attendance and a pass mark of at least 45 per cent in examination to qualify them for promotion,” she added. Reacting, one of the drivers who also doubled as Chairman, Anambra State Coordinating Council of Technical Workers’ Association, (ANSCCTWA), Mr. Daniel Echezona, commended the state government for approving the praogramme. Echezona said the course was among requests they presented to Government for

approval. Some other requests are course allowance uniformity between them and staff of local governments and review of monthly allowances and overtime from N300 to N5000, as well as life insurance policy for drivers, review of non Accident Bonus from N2000 to N50000 annually. Echezona while referring to the Head of Service, Udu, as being drivers’-friendly, pleaded that approval of their requests would help to improve their welfare in line with what is obtainable in other states.

Desist from disposing wastes in drainage channels, ASWAMA boss charges Ndi Anambra Managing Director, Anambra State Waste Management Authority (ASWAMA), Mr. Amechi Akorah, has urged Ndi Anambra to desist from disposing wastes in drainage channels. The wastes clog drainage channels, thereby restricting free flow of rain water. Akorah, who stated this while speaking with newsmen in Awka, noted that blocking of drainage channels obstruct free-flow of rain water, adding that it could lead to disasters. He said: ``I want us to take care of drainage channels around our residences and ensure they are not blocked. ``It is regrettable that some people dump refuse in drainages, thereby blocking channels

In continuation of its drive to end illegal revenue collection in all parts of the state, the Anambra State Ministry of Trade and Commerce has raided areas where illegal revenue collectors operate in Onitsha. Alleged illegal revenue collectors were brought to the Jerome Udoji Secretariat in Awka, by the Commissioner for Trade and Commerce, Dr. Christian Madubuko, alongside security operatives who raided their points of operation in Onitsha. Dr. Madubuko noted that the alleged illegal revenue collectors were arrested at Bridge Head, Okpoko junction, Owerri road and other parts of Onitsha. He regretted that the state is losing huge revenue to the illegal revenue collectors as well as relocation of businesses due to such illegal activities. Dr. Madubuko revealed that seventy five suspects have been arrested since the operation to end illegal revenue collection started and said that those arrested will be arraigned before the court, as it has become a habit to forge signatures of government authorities to give cover to their illegal activities. One of those apprehended, Mr. Ikechukwu Okoye, who’s road maintenance ticket has Anambra State Government boldly written on it, pointed out that he was collecting the ticket for a particular individual. He claimed that he never knew it was illegal as he hands over proceeds made from the ticket to the said individual at the end of the day.

Works Commissioner extols Women’s role in Engineering

Anambra State Commissioner for Works, Mr. Marcel Ifejiofor, has praised Association of Professional Women Engineers in Nigeria (APWEN) for contributions and achievements in maledominated engineering sector. Mr. Ifejiofor, who played host to APWEN, Awka chapter in his office recently, described women engineers as taking their jobs seriously in their line of duty. He called on parents to educate the girl–child to take up science subjects in schools, in order to become engineers in future which would ultimately lead to their choice of engineering as profession. The commissioner assured them that since Ministry of Works was into civil engineering, he would liaise with his colleagues in Housing and Public Utilities to engage them. ``This is to assist members without experience to be absorbed by the contractors handling different projects in that Ministry to gain relevant professional experience that will help them to excel,’’ he said. Responding, President of APWEN, Awka chapter, Mrs. Maryjane Okoli, extolled the sterling qualities of Mr. Ifejiofor in the engineering sector that earned him a Fellow, Nigerian Society of Engineers. Okoli said the objective of the organisation was to help women engineers to excel in their career and to help the girl-child to take up courses in Science, Technology, Engineering and Mathematics (STEM). She listed some of their achievements to include giving scholarship to indigent girl-child that wants to study engineering courses and organising career talks in schools. Others are soliciting from individuals, organisations through enhancement, recruitment and retention and career development of women engineers through training, mentoring and networking. Financial Literacy: SEC, NAICOM seek stakeholders collaboration to strengthen financial industry Temitope Adebayo In a bid to ensure that Nigerians both in the urban and rural areas are effectively sensitised on the benefits of financial literacy which will, in turn, lead to an improvement in the economy, the Securities and Exchange Commission (SEC) and the National Insurance Commission (NAICOM) is calling on other regulating bodies to strengthen collaboration in the financial industry in Nigeria. The Director, Market Development Department, SEC, Mr Edward Okolo, made this call during an advocacy visit by the Financial Literacy Technical Committee, a market-wide committee of the capital market to the NAICOM in Abuja over the weekend. Okolo, noted that the visit is in an effort to further strengthen collaboration between the Committee and NAICOM and expressed appreciation to NAICOM for being a member of the committee in helping to pursue financial literacy awareness in the market. He, however, described the insurance the industry as one of the veritable tools of raising money in the market, stressing the need to explore avenues of enlightening the states on insurance during the SEC’s regular enlightenment campaigns. “As we market the capital market, NAICOM can also market insurance products during such campaigns. This collaboration will further strengthen our base and strengthen the financial side of the economy. Our sustenance is going to be based on how we can strengthen the market and introduce new products,” he said. Aviation unions to picket Caverton over non-payment of workers benefits, others Chukwuemeke Iwelunmo Following the alleged ill-treatment meted on their members working in Caverton Helicopters by men of the Nigeria Police Force (NPF), five aviation unions have concluded plans to picket the airline. According to the unions, the picketing process will commence on 15th and 16th of April, 2019 to express their displeasure over the denial of their rights by the police and also the inability of Caverton Helicopters to pay up their members their terminal benefits. CBN mops up N7.5trn through OMO sale in 3 months Mathew Dadiya The Central Bank of Nigeria (CBN) has mopped up a total sum of N7.5 trillion through its Open Market Operation (OMO) in the first three months of 2019. Data from the CBN website revealed that a total of N2.69 trillion was sold in March. The minimum and maximum OMO sale by CBN in March was N116.3 billion and N1.08 trillion respectively. However, between January and February, the CBN according to his financial data revealed that N2.38 trillion and N2.45 trillion OMO was

sold respectively. The CBN OMO bills were utilised as the main instrument for liquidity management. The bill auctions were also used to boost tradable securities and increase activities in the secondary market. According to financial data of the CBN, an accumulative N2.08 trillion and N1.97 trillion worth of OMO was sold in January and December 2018 respectively. As a result of its restrictive monetary policy, the apex bank intensified its mop-up of excess liquidity in the system by the sale of treasury bills with OMO. The CBN does not only use

OMO; it also uses Treasury Bills and Federal Government Bonds to stem inflationary pressure and curtail liquidity arising from maturing bills. According to CBN, OMO sales have attracted rates between 17.5 per cent and 18.5 per cent, a move to keep the foreign exchange stable. The apex bank in 2017 offered OMO bills worth N13.76 trillion, while total public subscription and sale amounted to N12.3 trillion and N11.34 trillion, respectively, compared with N6.73 trillion, N10.29 trillion and N7.86 trillion offered, subscribed and sold, respectively, in 2016. According to CBN, “the increase in the sale of CBN bills, in the review

period was attributed, largely, to the increased number of OMO auctions conducted to curb excess liquidity, occasioned by maturing CBN bills, monthly disbursement of statutory revenue and swaps transactions to avoid liquidity surfeit in the banking system.” The managing director, Maxifund Investments and Securities Limited, Mr Okechukwu Unegbu, attributed the increased OMO sales to improved economy and policy stance of the CBN. He noted that OMO sales have impacted on the capital market and money market as investors are reaping from the daily auction.

FBN Holdings reports 31.4 increase in profit to N60bn in 2018 Motolani Oseni FBN Holdings Plc has announced its audited financial statement for the year ended 31 December, 2018 with profit after tax that rose by 31.4 per cent to N59.7 billion in 2018 from N45.5 billion reported in 2017. The management of the Holding company, however, proposed a dividend of N0.26 for 2018 financial year as against N0.25 dividend paid to shareholders in the 2017 financial year. The group, also, recorded a 19.7 per cent gains in profit before tax to N65.3 billion from N54.5 billion reported in 2017, bringing earnings per share to N1.65, 43.5 per cent increase against

N1.15 declared in the previous year. The legacy brand posted a total sum of N583.5 billion in gross earnings in 2018 from N595.4 billion reported in 2017, but the group’s 43 per cent decline in Impairment charges to N86.9 billion in 2018 delivered a whopping hike in profit after tax in the year under review. The group, also, paid N5.5 billion Income tax expense for the year as against N9billion in 2017. Even as the growth in profitability, others were driven by a steady increase in total assets for last year. For instance, the Holding company increased its total assets by 6.3 per cent to N5.6 trillion in 2018, compared to N5.2 trillion recorded in 2017, which was driven by 33.3 per cent

increase in investment securities to N1.7 trillion as against N1.2 trillion in the preceding year. Also, total customer deposits grew by 10.9per cent to N3.49 trillion in 2018 from N3.14 trillion reported in 2017. It is, however, worthy of note that the growth in deposits was driven by a 21.8per cent and 15.9per cent increase in current and savings accounts to N915.3 billion as against N751.3 billion in 2017 and N1.2 trillion in 2018 (2017: N1.0 trillion) respectively. Commenting on the results, UK Eke, the Group Managing Director said: “Over the course of the 2017 – 2019 strategic cycle, the priority for management has been to strengthen the various businesses across the

Group and position for sustainable growth over the long term. How CBN supports 908,518 farmers with N178.48bn Motolani Oseni The Central Bank of Nigeria (CBN) has said that it has supported not less than 902,518 local farmers through the Anchor Borrowers Programme (ABP) with a total sum of N178.48 billion as of December 2018. The CBN Governor, Godwin Emefiele, disclosed this over the weekend in Washington DC, while meeting with potential investors where he enticed them with the Nigerian success stories, especially in agriculture. The apex boss assured investors and the international community that the country has gone through a successful

election and was ready for investments. Anchor Borrowers Programme, which is one of the major achievements of the CBN under its development interventions had created over 2.8 million and 8.4 million direct and indirect jobs. On the country’s foreign exchange policy, Mr Emefiele said that the focus had always been to ensure price stability. He highlighted some of the foreign exchange reforms undertaken by the bank, which included the ban of the 41 items, the establishment of the investor’s and export’s window and the SME Window of the foreign exchange market. According to him, this resulted in a stable exchange rate, foreign exchange

liquidity, vibrancy in the capital market, improved supply of foreign exchange with a positive impact on GDP growth. Mr Emefiele said also that Nigeria, through its financial inclusion strategy had recorded a lot of progress in giving its adult population access to a broad range of formal financial services at an affordable cost. According to him, statistics show that in Nigeria today, the number of an adult with access to financial services has grown from 58.4 per cent in 2016 to 63.2 per cent in 2018. “A lot of work has been done and indeed a lot of work needs to be done but in the midst of this, we are saying that Nigeria is open for business and foreign investors.

“As the monetary and fiscal authority continue to work tirelessly to boost our economy, it is important to portray some of Nigeria’s enduring strength which offers (a) significant reward for current and prospective foreign investors. “I want you to know that irrespective of the impact of the recession, Nigeria’s economy remains the largest in Africa by the size of its GDP with diversified opportunities across different sectors. “These sectors include ICT, manufacturing, solid minerals, trade and agriculture,” he said. The All-Share Index (ASI) down by 55.91 basis points, representing a decrease of 0.2 per cent to close at 29,560.47 basis points from 29,616.38 basis points the market opened for trading. On the flip side, the Insurance index (-3.1 per cent) declined the most a selloffs in NEM Insurance Plc (-13.7 per cent) and AXA Mansard Insurance Plc (-5 per cent) weighed on the index. The Industrial and Consumer Goods indices followed suit, shedding 0.7 per cent and 0.4 per cent respectively on the back of price declines in Cutix Plc (-10.6 per cent), First Aluminium Nigeria Plc (-3 per cent), Nascon Allied Industries Plc (-4.7 per cent) and Guinness (-3.9 per cent). The share price of Learn Africa Plc gained N0.23 or 18.70 per cent from N1.23 to N1.46, while May & Baker Nigeria Plc share price rose by N0.40 or 17.39 per cent to N2.70 from N2.30. to N0.28 from N0.24 while Regency Assurance Plc gained N0.03 or 13.64 per cent from N0.22 to N0.25. In addition to price gainers, Mutual Benefits Assurance Plc rose by N0.02 or 10 per cent to close at N0.22 from N0.20. On the other side, the share price of Ikeja Hotel dropped by N0.59 or 26.11 per cent to N1.67 from N2.26 while Associated Bus Company Plc share price moved from N0.48 to N0.40, representing a decline of N0.08 or 16.67 per cent. According to the NSE report, “The Financial Services Industry (measured by volume) led the activity chart with 1.257 billion shares valued at N12.127 billion traded in 10,760 deals; thus contributing 71.00 per cent and 79.45 per cent to the total equity turnover volume and value respectively. “The Conglomerates Industry followed with 226.767 million shares worth N288.198 million in 864 deals. Group Executive Director, Strategy, Portfolio Development & Capital Projects, Dangote Industries Limited, Mr Devakumar Edwin disclosed this while receiving the officials of Petroleum Trust Development Fund (PTDF) who paid a visit to the head office of the Dangote Group in Lagos at the weekend. He explained that there are opportunities for thousands of indirect jobs is huge, given that there are fertilizer and petrochemical complex within the refinery. He explained that the 650,000 barrels-per-day Dangote Refinery currently under construction is 50 per cent bigger than the current largest single train the refinery in the world; and has the latest technology to challenge any such plant in Europe and everywhere. Mr. Edwin, who also identified well-trained human capital as the most important aspect of any successful company disclosed this during a chat with officials from the Petroleum Trust Development Fund, on a visit to the Dangote Head Office in Lagos recently. Giving an overview of the Dangote Refinery to the visiting Head, Press & External Relations, PTDF, Mr Kalu Otise and Mr Lawal Ibrahim of the same unit, the Dangote boss said “although most refineries abroad tend towards mass production of diesel, the Dangote Refinery is designed to produce gasoline more than diesel, which is unique to us. Also, for every barrel of crude that goes in, we want to extract the maximum number of products to boost the return on investment. Our refinery products can be sold in any part of the world.” He also noted that because of the technology deployed in the construction of the Dangote Refinery (which will be the world’s largest single-train refinery upon completion), the personnel had to be trained from scratch, with engineers sent to India and South Africa. According to him, “From Nigeria, our people have gone throughout Africa and beyond for training. They are trained and equipped, they can do exceedingly well. In oil and gas, there is an advantage because there is already some level of expertise there.” Concerning the refinery workforce, Edwin explained that “we adopted the highest level of employment standard from both Europe and America. On our manpower the requirement, we got thousands of applications, and the applicants were put through a rigorous process and sent in batches to India and other countries for training.”

Sen. Boroffice fingers Gov. Akeredolu over petition against his emergence as APC senator-elect Ladesope Ladelokun The Senator representing Ondo North District in the National Assembly, Ajayi Boroffice, has accused the Ondo State governor, Oluwarotimi Akeredolu, of masterminding the petition against his emergence as lawmaker-elect at the State governorship, National Assembly and state Assembly election tribunal. A petition had been filed before the tribunal for the Mega Party of Nigeria (MPN) against the Independent National Electoral Commission (INEC) over the absence of its logo on the ballot papers used for Ondo North senatorial election which Boroffice won on the platform of the All Progressives Congress (APC). Though the petition was withdrawn last week, Boroffice in a statement by his Press Secretary, Kayode Fakuyi accused Governor Akeredolu of sponsoring the petition through his defeated anointed candidate in the election, Tunji Abayomi aimed at preventing him from assuming the office. The statement claimed that MPN did not sponsor any candidate for Ondo North senatorial election conducted on February 23. It said, “this fact is contained in Form CFO 002 C (II) that was signed by both the National Chairman and National Secretary of MPN. The form CF 002 C (II) was submitted to the Independent National Electoral Commission (INEC) on the 18th of October, 2018. “This fact also explains the absence of MPN’s logo on the ballot papers used for Ondo North senatorial election. “Secondly, MPN did not actually file petition against INEC and Senator Boroffice. Ohanaeze Ndigbo urges FG to arrest monarchs found promoting banditry in Zamfara The President of the Ohanaeze Ndigbo Youth Council, Mr. Okechukwu Isiguzoro, has called for the arrest and prosecution of traditional rulers found culpable in escalating banditry in Zamfara and other states in Nigeria’s North-West. In an Interview with another newspaper, Isiguzoro said the arrest of culpable traditional rulers would be a major step in tackling the rising violence in the area. Isiguzoro said: “The recurring death of scores of innocent Nigerians is worrisome. The marching order of President Muhammadu Buhari to security chiefs is timely and there is no need to entertain any fear in ensuring that they quell the rebellion and insecurity in Zamfara. “The acting Inspector-General of Police, Mr Mohammed Adamu, has identified the nefarious activities of

some traditional rulers, who are deeply involved in gold mining, as one of the causes of the rising violence and banditry. “We are calling for the immediate arrest of these traditional rulers to save Nigerians from bloodshed; otherwise, the North-West could be another NorthEast. “We believe President Buhari’s marching order should begin with the immediate arrest and prosecution of these traditional rulers that are promoting banditry across the North.” The group also warned armed herdsmen involved in the destruction of farmlands in the South-East to vacate immediately, adding that Biafran agitators from the region would soon react if nothing was done. “The problem in Zamfara is not about banditry alone. You have some socioeconomic interests also because of the

illegal gold mining activities. “On the issue of bandits coming from Niger Republic, we believe that there are some cross-border bandits and this makes it a multi-faceted task before us. That is why we believe the efforts should be all encompassing. Of course, we have that effort under the auspices of the Multi-National Joint Task Force in the North-East, and in the North-West region, it will be done also. “There is this flow of arms coming in from the Maghreb. The porosity of our borders is a problem. Perhaps after the clearance of the bandits’ hideouts in Zamfara, those agencies in charge of the borders must be empowered to prevent such cross-border criminals.” He added that all the security agencies had ongoing operations in the North-West, which were all in support of Operation Sharan Daji being carried out by the Armed Forces.

The Sokoto State Executive Committee of All Progressives Congress (APC) has passed a vote of no confidence on the party’s National Vice Chairman, North West, Malam Inuwa Abdulkadir. A statement signed by the state’s APC Chairman, Alhaji Bello Danchadi disclosed this on Sunday in Sokoto. NAN reports that Danchadi said the decision was taken after a meeting in Sokoto. “The executive committees of the party and their chairmen in the 23 Local Government Areas (LGAs) of the state, as well as elected national and state House of Assembly members under APC umbrella, made the decision during a meeting in Sokoto. ”The committee members condemned the actions of the National Vice Chairman in charge of the zone, Malam Inuwa

Abdulkadir, and unanimously passed a vote of no confidence on him, sequel to sustained and flagrant anti-party activities. ”The party regretted that, Abdulkadir has continued to romance and openly work for the opposition party, rather than his supposed party, the APC. ”The leaders of the party have therefore called on the national leadership of the APC to urgently do the needful, take all the necessary steps to remove Abdulkadir from office,” he said. According to him, the APC committee also passed a vote of confidence on the leadership of Sen. Aliyu Wamakko (APCSokoto) in the state. Danchadi expressed reservation over acts of intimidation against civil servants perceived to be sympathetic to the APC by the state government.

We will not boycott Jigawa LG polls, declare PDP, SDP The Peoples Democratic Party (PDP) and the Social Democratic Party (SDP), in Jigawa State have declared that the rumour that they will boycott local government election in the state was false. The two leading opposition parties in the state, said they will fully participate in the coming local government election scheduled to take place on 29 June, 2019. This was stated by leaders of the opposition parties in separate interviews with newsmen in Dutse while responding to the alleged boycott of the election. Alhaji Salisu Mamuda Kuit, the state chairman of the Peoples Democratic Party (PDP), said although court is yet to give its judgement on the last local government election, the Peoples Democratic Party, is ready to fully participate in the scheduled election. It would be recalled that in the 2016 local government council election, the PDP in Jigawa State dragged the Jigawa State Independent Electoral Commission (JSIEC), to the high court over the postponement of the scheduled

elections and change of party candidates. Also commenting on the election, the chairman of the Social Democratic party (SDP), Abba Anas Adamu said the process of last 2016 local government election was characterised by election misconduct. He said the Social Democratic Party (SDP), don’t have confidence on JSIEC as there was nothing like election in 2016. He noted that the SDP will fully participate in the election this time around and will do everything possible to protect people’s mandate. The ruling All Progressive Congress (APC), in the state, has however distanced itself from alleged imposition of candidates in the coming local government election. The acting chairman, Yusuf Sani Sara said the party does not have any intention to impose candidates on APC members. He said APC is yet to decide on how to select candidates and will give equal opportunity to party supporters to select candidates of their choice.

Sudan’s Military calls for consensus on ‘independent’ PM

As Haftar meets Sisi, GNA forces shoot down LNA fighter jet Troops loyal to Libya’s internationally recognised government have shot down a fighter jet belonging to the eastern forces under the command of Khalifa Haftar, on the same day the renegade general held talks with Egypt’s president in Cairo. Military sources within the United Nations-backed Government of National Accord (GNA) said the jet operated by the self-styled Libyan National Army (LNA) was downed on Sunday in Tripoli’s southern outskirts, as fighting for control of the capital rages. Al Jazeera’s Mahmoud Abdelwahed, reporting from Tripoli, said LNA sources confirmed one of the forces’ fighter jets was shot down but added the pilot had “escaped” after using a parachute to eject from the unit. Pro-government forces said they were “searching for the pilot”, he added. No other details were immediately available. The downing of the LNA jet came after Haftar’s forces stepped up air raids

against pro-GNA troops in recent days as part of a campaign launched on April 4 to wrestle control of the capital. “Haftar’s warplanes have been targeting several locations in and around Tripoli and also warplanes with the GNA have been targeting Haftar’s locations south of Tripoli,” Abdelwahed said. Libya, which has been mired in chaos since the NATO-backed toppling of longtime ruler Muammar Gaddafi in 2011, has been split into rival eastern and western administrations since 2014. In March 2016, GNA chief Fayez al-Sarraj arrived in Tripoli to set up a new government, but the Haftar-allied administration in the eastern city of Tobruk refused to recognise its authority. Haftar’s push on the capital threatens to further destabilise the oil-rich country, however, and reignite a full-blown civil war. At least 121 people have been killed and 561 wounded since the LNA)started its offensive on April 4, according to the World Health Organisation (WHO).

Both sides accuse each other of targeting civilians. At least 15,700 people have been forced to flee their homes because of the conflict, according to the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), with a “significant number” of others still stuck in live conflict zones. The situation remained “very tense” on Tripoli’s southern outskirts, Abdelwahed said, with the mass displacement constituting a “crisis” for authorities attempting to rehouse those forced to flee. The eruption of conflict has forced the UN to abandon its plans for a conference aimed at brokering agreement on a roadmap towards elections as part of a solution to the long-running crisis. The meeting was scheduled to bring Haftar and al-Serraj together in the southwestern town of Ghadames on April 14-16. Instead, Haftar met on Sunday with Egyptian President Abdel Fattah el-Sisi

Facebook, WhatsApp and Instagram users hit by outages Social media networks, Facebook, WhatsApp and Instagram, were inaccessible to some users across the world on Sunday, according to Downdetector.com, a website which monitors outages. The outage tracking website showed that there are more than 9,000 incidents of people reporting issues with Facebook. Downdetector.com’s live outage map showed that the issues mainly cropped up in Europe. Separately, Downdetector.com also showed that there were issues with WhatsApp and Instagram, but with a relatively lower count of outage reports. Facebook had experienced one of its longest outages in March, when some users around the globe faced trouble accessing Facebook, Instagram and WhatsApp for over 24 hours.

The military council wants to hold on to the interior and defence ministries in any transitional government, one of its members says, adding that political parties can decide on a civilian prime minister. “We, your brothers in the armed forces, are asking you to support us with your initiatives to brave through the transitional period,” General Yasir Atta tells a press conference in Khartoum. “We need and hope all of you within a short span of time come to a consensus and agreement upon one figure, a patriotic independent person, to lead the government.” Al Jazeera’s Hiba Morgan, reporting from the capital, said: [Atta] said the military council only wants two positions, the defence and interior ministries. That’s because, in his words, they want to maintain order and security in the country.” The political parties and movements behind antigovernment protests in Sudan are expected to meet the military council to present names for a civilian led-transitional administration, according to a spokesman. Satiaa Alhaj, spokesman for the National Consensus Forces, tells Al Jazeera the meeting will take place at the army headquarters in Khartoum later on Saturday. He does not give additional details. The Sudanese foreign ministry is urging the international community to back the country’s new military council to help facilitate a “democratic transition”. “The ministry of foreign affairs is looking forward to the international community to understand the situation and to support the transitional military council ... in order to achieve the Sudanese goal of democratic transition,” the ministry says in a statement. Al-Burhan is “committed to having a complete civilian government and the role of the council will be to maintain the sovereignty of the country,” the ministry says, adding that he aims to prepare an environment for political parties and civil society to build themselves up “in order to have a peaceful transition of power”. Amnesty International is calling on Sudan’s new authorities to investigate the role of Salah Gosh, who recently resigned as the head of the country’s intelligence service, in the “killings of scores of Sudanese protesters”. “Resignation from power must not mean an escape from accountability for serious human rights violations,” says Sarah Jackson, Amnesty’s deputy regional director for East Africa.

Golden Eaglets begin quest for third Africa U -17 title Nigeria’s Golden Eaglets will begin quest for a third Africa U-17 title when they take on hosts Tanzania in the opening game of the 2019 Africa U-17 Cup of Nations at the National Stadium in Dar es Salaam today (Sunday). The Golden Eaglets were lucky to make the trip to Tanzania since Ghana nearly upstaged their applecart in the regional WAFU Zone B final match in Niger last September where they triumphed 3-1 on penalties after they both tied 1-1 in regulation time. Nigeria captain Tijani Samson is confident his side will secure maximum points in the game even as he acknowledged that they know little or nothing about the Tanzanians. “It will not be a tough game for us because we are taking one game after the other. Tiger Woods completes miracle comeback with epic Masters victory After all the scandals, all the injuries, all the surgeries, all the drama, all the he’s-done declarations, Tiger Woods has won the Masters. In 2019. Nearly 11 years after his last major victory — the longest drought in golf history — Woods won the Masters by 1 stroke with a bravura 70 final round, keeping his head while

the best of the next generation of golfers lost theirs. Six golfers held at least a share of the lead over the day, five tied with only a handful of holes left. But as it was in 1997, so it was 22 years later: Woods walking off the 18th green to delirious cheers, another green jacket awaiting him — his 15 major win in total. “Tiger! Tiger! Tiger!” the

crowd around 18 yelled, a comeback complete. The win brought an emotion rarely seen from Woods, who threw up his arms in triumph, unable to wipe the smile off his face. A fist pump. A scream. A massive hug from his son Charlie, who wasn’t born the last time Tiger won one of these. It was total euphoria at

Augusta National. With all due respect to the vast talents of Brooks Koepka, Francesco Molinari et. al., there are two storylines at every Masters: Tiger Woods, and everyone else. That’s not media bias or wishful thinking, that’s objective reality. Tiger draws the largest and loudest galleries, Tiger pulls in the biggest ratings, Tiger summons cheers at Augusta that don’t sound like anywhere else on earth. The difference in 2019 as opposed to recent history is this: Woods arrived in Augusta with his first legitimate chance to win in more than half a decade. He’d missed three of the last five due to health reasons, and he’d been irrelevant in the other two. Now, though, he’s as golf-ready as a 43-year-old can be, with another PGA Tour win in his pocket since last year. Woods remains the biggest story in golf, but not the only story. Koepka is riding a Tiger-esque majors hot streak — two of the last three, three of the last seven — and Molinari has punched Tiger in the face while winning both the British Open and the Ryder Cup over the last nine months.

Thursday began under one of those classic Augusta skies, blue and deep and breezy, with the gallery buzzing and the birdies flying. This was one of those “future of golf” days, where Koepka and mad scientist Bryson DeChambeau took the early lead at -6. Right behind them: Phil Mickelson, Dustin Johnson, and the usual collection of leaderboard cameos. Molinari and Woods lurked further down the leaderboard at -2. Then came Friday, which was without question one of the strangest days in recent Masters history. Big names came out firing, and by the day’s end an unprecedented five major winners — Molinari, Koepka, Louis Oosthuizen, Adam Scott and Jason Day — shared the lead at -7. But we expected all that. What we didn’t expect was an enthusiastic security guard becoming part of Masters lore by slipping and sliding right into Woods’ ankle while trying to hold back a vicious Augusta gallery. Woods hobbled for a moment but ended up birdieing the hole, and CBS promptly memory-holed the footage.

Saturday was King Kong, Godzilla and Mothra all elbowing for space, with Tony Finausneaking in there amongst them. Molinari, who once caddied next to Woods at a Masters, put distance between himself and the field with the relentless, mechanical precision of an avalanche. Woods and Koepka kept pace, and Finau snuck in with one of the three 64s on the day. With ugly weather on the way, Augusta National moved tee times up — way, way up — almost six hours earlier than normal, splitting the field into two and tripling up the pairings. So there wasn’t much time to meditate on what a Masters Sunday with Tiger Woods in sight of the lead might mean to history before the leaders teed off. Early on, Molinari seemed invincible, running his par streak to 49 holes and, as of the sixth hole, posting a three-stroke lead on the field. Molinari’s dead-eyed stare and clinical perfection — plus the fact that he had history against Woods — seemed to bode well for his chances, and ill for everyone who wanted to see Woods win his first major since 2008.
