The commission also gave approval to 23 political associations, seeking registration as political parties ahead of the 2019 general elections The approval of the new parties was announced in Abuja by the INEC chairman, Prof. Mahmood Yakubu, who said the parties were given the go ahead, having satisfied the constitutional requirements and scaling the Commission’s registration hurdles. This approval brings to 91, the number of registered political parties in the country. National chairmen and national secretaries of the 23 newly-registered parties are to receive their respective certificates of
registration at an event scheduled to hold today at the INEC headquarters in Abuja. Meanwhile, the leadership of INEC is expected to meet today with the joint committee of the National Assembly on INEC in furtherance of getting legislative approval for the 2019 elections funding. The botched reconvening of the National Assembly for the same purpose notwithstanding, the joint committee had scheduled a late evening meeting with INEC on Tuesday but was rescheduled for today. This is in accordance with the request by the leadership of the two chambers proposing a meeting between the Joint Senate and House of Representatives Committees on Electoral Matters and officials of
the INEC to ascertain the immediate financial needs of the commission for the conduct of next year’s polls. The outcome of this meeting, The Daily Times gathered, will guide the joint committees in its meeting with the joint Senate and House Committees on Appropriations, Loans and Debts on the Eurobond loan request after which two reports would have been ready for presentation in the two chambers. The leadership of the National Assembly had stated on Tuesday that “until the Committees have a ready report for the consideration of the two chambers, it will be most irresponsible to recall members from recess”.

Osinbajo to IGP: Overhaul SARS now, investigate rights violations Mathew Dadiya & Andrew Orolua, Abuja Acting President Yemi Osinbajo, on Tuesday, directed the Inspector General of Police (IGP), Ibrahim Idris to immediately overhaul the management and activities of Special Anti - Robbery Squad (SARS). Osinbajo ordered that any unit that would emerge from the process must be intelligence-driven and restricted to the prevention and detection of armed robbery, kidnapping and apprehension of offenders linked to the stated offences. The acting president’s directive followed persistent complaints and reports from concerned Nigerians on the activities of SARS that border on allegations of human rights violations. Also, Osinbajo further directed the police boss to ensure that all operatives in the emerging unit conduct their operations in strict adherence to the rule of law and with due regard to international human rights law and the constitutionally guaranteed rights of suspects. The Senior Special Assistant to Osinbajo on Media and Publicity, Mr Laolu Akande, stated this in a statement made available on Tuesday. Akande also quoted the acting president as saying that the operatives should also bear proper identification tags anytime they are on duty.
Meanwhile, the acting president has directed the National Human Rights Commission (NHRC) to set up a special panel that would conduct an investigation of the alleged unlawful activities of SARS in order to afford members of the public the opportunity to present their grievances with a view to ensuring redress. In swift compliance with the Acting Presidency’s directive, the Inspector General of Police, Ibrahim Idris has announced a new outfit known as the Federal Special Anti-Robbery Squad (FSARS) to replace the complaints ridden Special Anti -Robbery Squad (SARS). He said that (FSARS) is headed by a commissioner of police who is answerable to the IGP through the deputy inspector general of police, department of operations. According to him, a medical/psychological evaluation of all FSARS personnel will be carried out immediately. A statement signed by the force spokesman acting DCP Jimoh Moshood stated that in the new arrangement, “a new commissioner of police has been appointed as the overall head of the Federal Special Anti-Robbery Squad nationwide. “The Federal Special Anti-Robbery Squad previously under the Force Criminal Intelligence and Investigations Department (FCIID) is henceforth to operate under the Department of Operations,
Force Headquarters, Abuja”. He said the headquarters is to address complaints and allegations on human rights violations against some of the personnel of the Special Anti-Robbery Squad (SARS) from members of the public in some parts of the country. According to him, in full compliance with the presidential directive, the Federal Anti-Robbery Squad will be intelligence driven and will be restricted to the prevention and detection of armed robbery, kidnapping and the apprehension of offenders linked to the stated offences only. The Kano State government has said that 28 persons have died of cholera since the outbreak of the disease between January-July of this year in the state. The state Commissioner for Health, Dr. Kabiru Ibrahim Getso, who made the disclosure on Tuesday, also said that about 400 new cases of acute watery diarrhea have also been recorded across the 33 local government areas of the state. Getso, while addressing a press conference to mark the flag off of the first round of 2018 maternal, new born and child health week in Kano state, however, assured that the ministry has instituted several control measures to combat the outbreak which is currently being experienced in 17 states of the federation, including Kano State. According to him, N32million has been provided to tackle the rapid outbreak, saying that “as you might be aware, the country is currently
experiencing increased incidence of acute watery diarrhea and an ongoing cholera outbreak in 17 states. “The sum of N32 million has been provided to tackle the outbreak, a rapid respond team has been set up as well as the mounting of continuous surveillance for all epidemic prone diseases. While calling on the collaboration from other stakeholders to tame the tide, Getso added that the control of the outbreak should not be left for the state government alone. The commissioner advised the general public to adopt safety measures such as; drinking safe and clean water by using chlorine to treat their water, avoid open defecation, and ensure the washing of hands with soap on a regular basis as well as ensuring that suspected cases are reported to a nearby health facility. In a related development, the World Health Organization (WHO) has pledged to donate 12 million doses of Yellow Fever vaccine in 2018 and 19 million doses in 2019 to support
Nigeria’s campaign against the disease. In a statement made available to journalists in Abuja on Tuesday, WHO Communications Director, Ms. Charity Warigon, stated that the intervention would be carried out with the support of GAVI, the Vaccine Alliance. Outlining the sequence for the exercise beginning with Danja Local Government Area of Katsina state, Warigon said that the WHO would ensure that persons between the age of nine to 45 years are vaccinated during the ongoing exercise. He stressed that the campaign will protect at least 154,131 people from the disease, adding that the exercise which is being carried out by the federal government with the support of the organization, would run from August 9-18 in the state. She said that WHO support to Nigeria was aimed at complementing governments plan to eliminate the disease by 2026 as guided by the Eliminate Yellow Fever Epidemics (EYE) strategy launched by the organization in April.

been mandated to go round the commands and police formations nationwide to ensure strict compliance with the presidential directives and apprehend any erring police officer.” Moreover, he said that a new standard operational guidelines and procedures, and code of conduct for all FSARS personnel to ensure that the operations of the Federal Special Anti-Robbery Squad is in strict adherence to the rule of law and with due regards to international human rights law and constitutionally guaranteed rights of suspects will be enforced in totality by the commissioner of police, FSARS. Other steps to be implemented includes the creation of Human Rights Desk Officers for FSARS in every state to take complaints from the public and forward same to the
force headquarters, the officer will be answerable to the commissioner of police, FSARS at the force headquarters and not commander FSARS in the states. Redesigning of new uniform with identity name tag for all FSARS personnel throughout the Country will be done immediately. Henceforth, FSARS personnel will not perform Stop and Search duties except on distress call to respond to armed robbery and kidnapping offences only. The Force will be transparent, cooperate, and work cordially with the National Human Right Commission on the special panel that will conduct an investigation of the alleged unlawful activities of FSARS to address grievances from the public against the personnel of FSARS in compliance with the presidential directives. Furthermore, a new training
program to be organized by the force in collaboration with some Civil Society Organizations (CSOs), Local and International NGOs, and other Human Rights Organizations on core Police Duties, Observant of Human Rights and Handling, Care and Custody of Suspects have been directed by the Inspector General of Police for all Federal SARS personnel nationwide with immediate effect. A committee of Senior Police officers, Technical Consultants, Human Rights/Civil Society organizations (CSOs) has been setup to review the activities of FSARS under the new arrangement. They are to pay unscheduled visits to FSARS formations across the country with particular attention to States with high complaints index, to assess facilities and situations in these States and submit report to the IGP on regular basis.

Representatives, Hon Yakubu Dogara, Turaki Hassan, the two foremost principal officers of the National Assembly stated that the reconvening of the assembly this week could not hold as anticipated due to the inability of the joint Senate and House Committees on Electoral Matters and officials of INEC to meet on or before August 13 as agreed by the leadership of the two chambers that would warrant the National Assembly reconvening to consider the budget proposal. According to the statement, “the joint committees were also expected to meet with the joint Senate and House Committees on Appropriations, Loans and Debts on the Eurobond loan request after which two reports would have been ready for presentation in the two chambers. “However, no such meeting had taken place yet as a result of which both the Senate and House of Representatives cannot reconvene as there is no report to consider. “Until the committees have a ready report for the consideration of the two chambers, it will be most irresponsible to recall members from recess especially those that may have travelled to Saudi Arabia for the hajj.” Based on this clarification therefore, it is expected that the joint committees of the Senate and House are most likely to complete work on the budget, virement and borrowing request after the Sallah break and could in all probability submit their reports to both chambers for consideration the following week. This means that barring any last minute change, the National Assembly may eventually cut short its annual recess and reconvene to consider the N242 billion extra - spending request for INEC from President Buhari. But as tension continues to build over the reconvening of the assembly and the alleged plans to impeach Saraki, the ruling APC and opposition PDP have engaged in war-of-words over the impeachment saga, rigging of elections and vote buying. According to the APC, the party has uncovered the PDP’s plans to attack APC senators as part of the desperate bid to ensure that Saraki remains the Senate president. The party also insists that the National Assembly must reconvene in the national interest to attend to vital national issues, while calling on security agencies to protect APC lawmakers
from the hands of the PDP members. According to the party, the plot which was allegedly hatched in the private residence of a PDP leader in Maitama District of Abuja last Sunday night had 15 pro-Saraki senators in attendance, including Saraki. Speaking to journalists at the APC national secretariat in Abuja on Tuesday, the acting National Publicity Secretary, Yekini Nabena, said: “Our attention has been drawn to sinister plans by the PDP to attack some APC senators as part of the PDP’s desperate bid to ensure that Saraki clings to the position of Senate president. “We therefore call on security agents to protect APC senators. If any senator is harmed, the PDP and Saraki should be held directly responsible. We call on security agencies to also closely monitor the activities of some PDP leaders, including Saraki because the plan to attack APC senators is real and imminent”. Nabena also revealed that the PDP expressed worry over the APC’s Senate majority and considered several options to stop the APC from taking over the Senate leadership among which, the plan to attack some APC senators to ensure their inability to attend legislative sittings, alleging that the PDP has recruited thugs for this purpose. According to the APC spokesman, “Sunday’s meeting, the PDP senators planned several types of attack; one of which is to lure some of them (APC senators) out at night in the guise of inviting senators to a political settlement meeting and thereafter, instigate a violent confrontation during the meeting and unleash standby PDP thugs on APC senators, our source privy to the meeting informed us. “This revelation has not come to us as a surprise because the Senate president through proxies has made several failed attempts to buy over APC senators with N100 million each. “As a party, we don’t believe in inducing lawmakers to achieve our legitimate goal of removing Saraki as Senate president. We will get the support of some PDP senators to get the required two-thirds vote and impeach Saraki. We are already talking to some of PDP senators who believe and support the direction of the President Buhari administration to achieve our legitimate goal”.

Niger State Governor, Alhaji Abubakar Sani-Bello has reaffirmed his administration’s commitment to boost agricultural activities that will enhance youth empowerment in the state. He stated this at the graduation ceremony of the Green House Project trainee on Tuesday at the Justice Idris Legbo International Conference Center, Minna. The governor said deliberate and conscious steps were being taken for the provision of conducive platform for youth empowerment through agricultural activities that the state has comparative advantage over other states of the federation. A statement issued by the Chief Press Secretary, Jibrin Baba Ndac, said elated by the commitment exhibited by the first set of trainees of the Green House project in the state, the governor announced the release of N100,000 as a starter pack to each of the 67 graduands to enable them embark on their personal agricultural businesses. Governor Sani-Bello said that the aim of the starter pack was part of the state government support and encouragement to youth in order to allow them gain more interest in agriculture and
to enable them start agricultural businesses of their own. “As a form of encouragement to these trainees and others who will follow, we shall give each graduand the sum of N100, 000 as starter- pack to enable them begin something no matter how small,” said the Governor. The Governor who reiterated that his administration would continue to engage in youth empowerment and other activities that would boost agriculture in the state also assured that the state government would continue to do its best to ensure the continuity of the project. According to the governor, “This is the beginning of a dream come true. One of the priorities of this administration is to ensure that we boost our agricultural potentials and at the same time we engage our youths to find something doing that will change their lives and to earn a living. Igbo leaders seek new constitution before 2019 general elections Moses Oyediran, Enugu
The Igbo Leaders of Thought (ILT) has called on President Mohammadu Buhari to immediately set up a constitute Assembly that will chart a new constitution for the country before the 2019 general elections. In a communiqué released after their meeting in Enugu yesterday, the group said the call became necessary following the alleged general rejection of the 1999 constitution, stressing that the observed flaws from the constitution would continue to affect election outcomes if not checked. The group deplored the rate of killings in the country, saying that it has assumed genocidal proportions and placed the country as a “failed state,” and called on the federal
government to urgently address the situation before the next elections. It expressed concern that the administration of the country has made the fight against corruption its cardinal programme, regretting however, that it has been made a “selective prosecution of political opponents” from evidence available to it. “The Igbo Leaders of Thought (ILT) feels that the solution to corruption is to resolve political corruption which includes nepotism, appointment on basis of religious faith, protection of loyalists who are known to be manifestly corrupt, and expenditure of public funds without budgeting”, the statement said. On the economy, the leaders lamented that the dysfunctional state of the system has relegated the country into poverty.
They recommended that steps should be taken to set up food production and animal husbandry like the type promoted by late Premier, Mike Okpara. The Igbo leaders called for the immediate de-proscription of the Indigenous People of Biafra (IPOB). They noted that members of the organisation do not carry arms but engages in protests, a development they added was within their legitimate rights. It noted that other organisations such as herdsmen who carry arms have not been proscribed. They also acknowledged the right of Nigerians to hold to their political beliefs and advised Igbo politicians to appreciate and protect the interest of their constituencies and work together irrespective of political affiliations for the survival of Igbo.

1 dead, 3 injured as militants attack passenger bus in A’Ibom Isaac Job, Uyo
Tragedy struck Etim Ekpo yesterday as militants attacked passenger bus along Ikot Mkporikpo axis killing one person while others sustained various degrees of injury. The attack occurred two weeks after a soldier was killed and several houses burnt at Iwukem junction in the same community. In a telephone interview, the police public relation officer of Akwa Ibom police command, Odiko Mcdon confirmed the incident. He said “the militants shot sporadically at the bus when the driver refused to stop after being flagged down by the hoodlums”. Reacting to the incident the Divisional Police in Etim Ekpo, Chairman Dore said “another bus,
which ran into the scene in flight, veered off the road, crashed into a building and caught fire when the heavily frightened driver lost control”. He explained that occupants of the bus belonging to the Akwa Ibom Transport Company (AKTC), had to bleed profusely “because the driver refused to stop and drop the affected passengers at the nearby health centre for treatment”. “One of the injured died on the way because the driver was afraid and refused to stop after the shooting incident. He insisted on reaching safety in Aba before discharging the injured for treatment, but along the road, one died before reaching the hospital in Aba”, he added. He expressed worry over the activities of the hoodlums, wondering why the militants have
refused to heed the Olive branch extended to them by Governor Udom Emmanuel, who appealed to them to lay down their arms for amnesty, rehabilitation and re-integration. The governor had during his visit to the area penultimate week, donated several truck loads of relief materials to thousands of community dwellers in both Etim Ekpo and Ukanafun Local Government Areas, dislocated by the prolong security crises fuelled by cultists. With the crises unabated even in the face of sustained interventions by security forces, Dore said religious organisations have been drafted in, with a view to tackling the matter spiritually. “As I am talking to you now, we are praying right now at the Utu Etim Ekpo Local Government Secretariat”, he said.
The Bauchi State Government has described as untrue, allegations that the All Progressives Congress (APC) rigged Saturday’s Bauchi South senatorial district bye- election in the state. Governor Abubakar of Bauchi state who debunked the allegations while interacting with journalists yesterday, said that the opposition Peoples Democratic Party (PDP) is free to challenge the outcome of the bye-election in court. “If PDP feels very strongly about the issues, they know where to go. The President of the Court of Appeal has already established an Election Petitions Tribunal. They know the road to the Tribunal; it is not a matter of grand sliding. The PDP should just go and file their petition”, the governor said.
Police lost 30 officers in 1 month - Akwa-Ibom CP
No fewer than 30 police officers sacrificed their lives in the service of their fatherland in the last one month in Nigeria. The Commissioner of Police in Akwa-Ibom, CP Adeyemi Ogunjemilusi, made the disclosure on Tuesday at Eket Security Summit against Crimes and Cultism in Eket Local Government Area of Akwa Ibom. The conference was organised by the local government in conjunction with the State Police Command. “We have lost over 30 police officers within one month in the country. “Police officers are sacrificing their lives daily, but it is unfortunately that we focus our mirror on the few bad elements that dent the image of the police force,” Ogunjemilusi said.

Only 73 senators, not 24 can remove Saraki

Much ink has been spilled and much needless rocus generated by the argument that a mere 24 Senators can lawfully remove Saraki as Senate President. Nothing can be further from the truth. Expectedly, this skewed view emanates mostly from pro-government lawyers and commentators, baying for the blood of Saraki, who had defected from the ruling APC to the opposition PDP, in spite of sustained, spirited and overt pressures by the President, presidency and the APC leadership not to do so. This interpretation however stands both reasoning and logic on their heads. It is full of puff and emotion, more of lachrymal effusion, than of solid law or constitutionalism. I shall show this anon. In statutory interpretation,bone can not import into a law that which is not so specifically stated. This is explained by the Latin maxim,”expressio unius est exclusio alterius” (the explicit mention of one thing is the exclusion of another). See the cases of Ogbuniya v Okudo (1976) 6-9 SC 32; AG of the Federation & 2 v Alhaji Atiku Abubakar (2007) NGSC 118 (decided April,2007); Osahon v FRN (2003) 16 NWLR (oh 845) 89; Commissioner for Local Government and Chieftaincy Affairs v Onakade (2016) LPELR 41133 (CA, decided on 5th May,2016).Now,sections 143 and 188 of the 1999 Constitution,as altered (“Constitution”),dealing with removal of the President,Vice president, governor and Deputy Governor respectively, specifically deal with those situations only and nothing more. They are totally different from section 50(2)(c) which specifically deals with the removal or impeachment of the President or Deputy President of the Senate,or the Speaker or Deputy Speaker of the House of Representatives. Section 50(2)(c) clearly discounts the word “all”. If it wanted to import “all” as done in sections 143 and 188, it would have said so clearly.But,it did not. It simply says,”if he is removed from
office by a resolution of the Senate or of the House of Representatives, as the case may be by the votes of not less than two-thirds majority of the members of that House”. Now, what is “that House”? For the Senate, it is the “House” that comprises 109 Senators, three from each of the 36 states of the federation and the Federal Capital Territory Abuja (see section 48). For the “House” in the case of the House of Representatives, it comprises of 360 members (see section 49). See also section 47 for the composition of both Houses. Surely, section 50(2)(c) also did not talk about “quorum” of any of the “Houses” as stated in section 54(1), which simply deals with the quorum of members before any of the Houses can sit at all. That is why in the case of sitting, section 54(1) provides for “one-third of ALL the members of the legislative House concerned”. This “quorum” issue cannot therefore be imported into the clear and unambiguous provisions of section 50(2) (c), which specifically deals with the business of impeaching those officers of the two Houses mentioned therein. Section 50(2)(c) did not also talk of “members present and voting”. It simply states,”not less than twothirds majority of the members of that House”. Two-thirds of the 109 members Senate is 73, while two-thirds of the 360 members House of Representatives is 240. In any event, because proceedings for impeachment of any of these principal officers of the bicameral legislature is a very sensitive legal and constitutional matter, courts in Nigeria, including the apex court, have severally interpreted what is meant by the phrase “two-thirds majority vote” of a House. In the causa celebre of The National Assembly v The President,FRN (2003) 41 WRN 94, the Court of Appeal in a lead judgement delivered by cerebral Justice Oguntade,JCA (as he then was; later JSC, and currently the Nigerian High Commissioner to the UK), interpreted
“two-thirds” to mean two-thirds of the entire two Houses, ie, Senate and House of Representatives. The court held that to override the president’s veto of a bill,each House must garner 73 (Senate) and 240 (House of Representatives) members votes respectively, as representing two-thirds. Said the court: “Its ordinary meaning, two-thirds majority of each House can only mean two-thirds of the membership of each House of the Senate and the House of Representatives. It cannot mean anything else. The section has no relationship with the ordinary quorum of each House. It does not employ a language referable to a proportion of the membership of each House. It is two-thirds of each of the whole of the Senate and House of Representatives. In order to override the president’s veto, there must be at least 73 members in the Senate and at least 240 members in the House of Representatives. But as I observed earlier, when the Senate made a motion of veto override on the Bill on 25/9/2002, there were only 55 Senators present. In the House of Representatives on 26/9/2002, when a motion of veto override was made, there were 204 members. Clearly therefore, the appellant was not properly constituted when the Bill was “passed” into law on 25/9/2002 and 26/9/2002.....The lower court was therefore in error to have taken the position that what was needed to pass the Bill was the ordinary working quorum of the appellant and that the “motion of veto override” was in order”. The apex court indeed relied on the well known rule of statutory interpretation termed “generalis specialibus non derogant”, which means that where there are provisions in a special Act and in a general Act on the same subject which are inconsistent, if the special Act gives a complete rule on the subject, the expression of the rule acts as an exception to the
subject matter of the rule from the general Act. See AG, Ondo State v AG Federation (2002) 9 NWLR (part 772) 222; Akindorile v Akindorile (2977) 1 FCAR 148; Panormous Bay v Olam Nig Ltd (2004) 5 NWLR (part 865) 1; Ibori v Ogboru (2004) 15 NWLR (part 895) 154. Thus Oduyemi,JCA, in his brilliant concurring judgement emphasised, with uncommon lucidity,that, “The normal rule of interpretation of the Constitution or of any statute for that matter is that general provisions must give way to special provisions-see AG, Abia State v AG, Federation (supra). By virtue of that argument, I am convinced that the special provision of 2/3 majority of each House or of joint sitting of both Houses take supremacy over the general provisions of the statute with regard to quorum and a simple majority contained in sections 54 and 56 of the Constitution. In the event, I am of the view that what is required in a proper application of section 58(5) of the Constitution is for the Bill to be supported by at least 73 members of the Senate and be supported by at least 240 members of the House of Representatives at a repeat third reading of the Bill”. In the same 2003, the Court of Appeal had, in Asogwa v Chukwu (2003) 17 WRN 71, had cause to interprete section 92(2) of the Constitution which deals with the equivalent provisions for the removal or impeachment of the Speaker of a House of Assembly of a says. The Court of Appeal was emphatic that the 2/3 majority envisaged by section 92(2) of the Constitution is two-thirds majority of ALL THE MEMBERS of the House of Assembly of the state that could remove the Speaker. I respectfully submit therefore, that, mutatis mutandi, and afortiori, section 58(5) which deals with the all important matter of overriding Mr president’s veto of a bill is a special provision akin to section 50(2)(c) which deals with the sensitive issue of impeachment of the leadership of the NASS.
albeit `democratically`. Thus, if truly, the intention is to carry out the impeachment `democratically` as claimed despite the obvious numerical infeasibility (that is 2/3 of the members of the Senate as required by the constitution); then, it is a tacit confirmation of the allegation to `buy the conscience and votes of some senators` with tax payers money. If that be the case, what will then be the justification for harassing and intimidating those alleged to have diverted security funds for the execution of the 2015 elections? In fact, if such act is found to be true about a government whose focal point and cardinal objective is waging war against corruption; then it will be a `formal legitimization of the acts of corruption on a higher scale`. From the aforementioned, it is very clear that our leaders and politicians are pursuing selfish and inordinate ambitions; if not, what is the rationale behind this campaign of taking the position of Senate President from the present occupier by force? He was elected into office; and, if he must be removed, the extant provisions must be followed. So, why not follow the law rather than trying to turn the country upside down? Is it sacrosanct that the Senate President must be a member of the ruling party? If not, it is high time we call the proponents of `Take it by Force` to allow common sense and the law to prevail. We cannot afford to throw the country into a state of uncertainty or civil war by our egoistical approaches to governance. If we plunge the country into crises and anarchy, there will be no political
parties in place, talk less of which one is `ruling` and which other ones are in `opposition`. If the earlier mentioned incidents can happen in our country without conviction of culprits to date, it means that any unthinkable criminality can be perpetrated to scuttle our democracy without any resistance. If we support the removal of the Senate President in a `commando style` today; what will be our position if the President of Nigeria is also removed in like manner in the nearest future?. Why must we drag the nation back to yesteryears where political instability was the order of the day? The country is presently facing serious challenges that require all hands to be on deck to finding amicable lasting solutions. The change of leadership of the senate with barely six months to general elections is `not a pressing issue` in all ramifications except for the satisfaction of inordinate selfish interests. Ironically and unfortunately, our erudite scholars, self acclaimed political strategists and leaders of thoughts, highly educated, well informed and privileged citizens have suddenly gone on holidays. They have turned blind eyes and deaf ears to happenings in the society because they are not bold enough to `say it as it is`. It is also surprising that the press is relatively quiet and not hitting the roof tops to forewarn our politicians from embarking on this journey of retrogression. It is however, not surprising that our youths are bombarding the social media as usual with sentimental supports for their political parties` affiliations rather than patriotic considerations.
Democracy in trouble

The fact that democracy is the most vibrant and progressive system of governance in today`s global politics is indisputable. Little wonder why our nationalist and political leaders toiled day and night to ensure its sustenance since the attainment of independence in 1960. Unfortunately, due to mismanagement, the polity was plunged into crises which consequently gave birth to military intervention in 1966. Thence, the country experienced unstable democratic rule until 1999 when the present disposition was installed after much resilience and unquantifiable human and material sacrifices. Since 1999 to date, the country has witnessed over 19 years of uninterrupted democratic governance. This feat was made possible by the show of understanding by the citizenry which unpopularized the politics of tribal and religious bigotry. Though, some unpatriotic elements still showed signs of unrepentance and carelessness intermittently, our highly reformed and professional military hierarchy remained resolute and ignored those acts that were hitherto capitalized on to taking over power in the past. Today, it is unfortunate and saddening that some agents of destructions are bent on scuttling our nascent democracy judging from the series of unabated killings that have been ongoing in some parts of the country on the one hand; and, the unguided political maneuvering springing up on weekly basis. These strange happenings are undoubtedly capable of bringing a total collapse of the entity called Nigeria. The devil that caused disaffection
and misunderstanding amongst our politicians in the past is gradually manifesting its dangerous traits amongst our so called leaders of today. In the recent past, there have been incidents of the invasion of the Senate and the carting away of the mace (the symbol of authority) by some persons suspected to be sponsored by certain politicians; this was closely followed by the allegations of audacious and open vote buying at polling centers in Ekiti and, most recently, the laying of siege by yet to be identified security personnel at the residences of the Senate President and the Deputy Senate President which was capped by the blockage of the Entrance of the National Assembly by hooded security operatives in the penultimate week. Though, the head of a security agency was relieved of his position in connection with one of the incidents; nothing has been heard about the perpetrators of the other incidents and this should arouse the concerns of well meaning Nigerians and the international communities. Undoubtedly, those unscrupulous acts have portrayed the government as one that is not capable of upholding the tenets of democratic system of governance and by extension, not responsive to the plight of the citizens Interestingly, before the last incident, there have been unverified reports trending in some quarters about financial inducements in millions of dollars to some law makers to effect the removal of some leaders of the National Assembly. Editorial Commentary Dauragate and the shame of a nation

The week that just passed will for long be remembered as perhaps the most momentous week in the history of the Muhammadu Buhari administration since 2015. Exactly a week ago, officers of the Department of State Security Services (DSS), acting under the instructions of their boss at the time, Lawal Daura, wearing hoods, stormed the premises of the National Assembly in Abuja, Gestapo-style, occupied the place and resorted to the harassment of National assembly workers, members of the Legislative Assembly who had rushed to the place, and civil society groups that heard of the assault and decided to witness the special drama that was unfolding. A few days earlier, the Presidency had made a special appeal to the National Assembly to cut short its vacation, and return to consider some urgent national matters, including the approval of the supplementary budget to accommodate expenditure for the 2019 elections by the Independent National Electoral Commission (INEC). The leadership of the National Assembly took a favourable view of this request and chose to meet last Tuesday at 12 noon to take a decision accordingly. But that meeting never held. Unknown to the Senators in particular, other people had other plans. By 6 am, gun-wielding, maskwearing DSS officials had taken over the National Assembly. There have been many conspiracy theories, reports and conflicting accounts about this incident. What is clear is that what we are left with, what we can hang onto - are very embarrassing conclusions about the integrity of public institutions, the state of our democracy, the quality of leadership and the bad politics that stands in the way of everything else. The assault on the National Assembly by the Department of State Security has been rightly condemned by all and sundry. It was indeed an assault on the sovereignty of the Nigerian people, to the extent that the National Assembly is the work-place of the elected representatives of the people of Nigeria. That also was a violation of the principle of the separation of powers, and a coup attempt against the rule of law. It was an illegal and unconstitutional act, and can be rightly labeled an act of treasonable felony. The allegation by the now dismissed, and detained former Director General of the State Security Services that he acted based on an intelligence report that there was a plan by some people to smuggle dangerous weapons and incriminating items into the National Assembly remains unproven. If anything, his action has thoroughly embarrassed the Buhari government. The biggest victim of that act of indiscretion is the President himself. Dauragate is by far, one of the worst “own goals” by this administration. It is worse that the Presidency had to disown Lawal Daura and sack him immediately. The Acting President, Professor Yemi Osinbajo described the seizure of the National Assembly as “unlawful and unauthorized.” The Acting President, being
a student of history, must have realized that each time the Executive arm of government takes on the legislature in such a physically violent manner, it is the entire government that is about to be violently destroyed. This was part of the problem in the Western region in 1964/1965. Despite the attempt by the administration to distance itself completely from Lawal Daura, however, so much damage has been done already from which the government cannot extricate itself. Nigeria has been put to shame. The international community must be wondering what kind of people are actually in charge in Nigeria. The relationship between the legislature and the executive arms of government at the centre, not at any time a good example, has been further damaged. The National Assembly, battling with the politics of defection at the same time, is seriously overwhelmed by an unmistakable crisis of confidence among its members. Nobody should be surprised that the Senate has not yet made up its mind whether to reconvene or not, since what is more important to some elements in Abuja is the plot to impeach the Senate President, Bukola Saraki. The situation was bad, but Dauragate made it worse. There is no doubt that the Buhari government has unwittingly made itself lame-duck. Daura has further eroded the government’s legitimacy. What I find curious is the Presidency saying that the former DG SSS’s action was “unauthorized.” Should an unlawful and unprovoked attack on the National Assembly ever be authorized? No, I don’t think so. Can or should the head of state security services, who is in addition a member of the National Security Council, chaired by the President, and who is duty bound to submit daily national security reports to some persons and share information with same persons who are on the list of government personnel with a “need-to-know” access to state secrets go on a frolic of his own, in a manner that jeopardises state interest and embarrasses his principal? No, I don’t think so. I also cannot imagine that Lawal Daura spent any part of his life as a professional herdsman, where he possibly may have learnt such tactics as he put on display recently. I have also not heard that he spent some time in Nollywood either as an actor or producer, to learn the kind of histrionics that he and his men staged at the National Assembly. There is definitely a lot more to this matter that no one has told us. State security is not something to be trifled with because on it rests the stability of the state. “Intelligence” is also not such a casual phrase as deployed by Nigeria’s security chiefs. It cannot become a blanket excuse for misconduct. Michael Warner in an essay titled: “Wanted: A definition of intelligence” (see Christopher Andrew, Richard J. Aldrich and Wesley K. Wark (eds), Secret Intelligence: A Reader, London and NY: Routledge, 2009, 552 pp.) writes that “Intelligence involves information, yes, obviously it is far more”. He adds: “It is what people do with data and information that gives them the special quality that we casually call “intelligence”.

NASS, DSS invasion and democracy
T
he Tuesday’s August 7, 2018 siege at the nation’s legislative arm of government by the operatives of Department of State Services (DSS), where they shut out lawmakers has continued to dominate news across the globe. The matter assumed a frightening dimension when the DSS operatives denied lawmakers access into their chambers. Nevertheless, one of the DSS operatives, when asked on whose orders they had invaded the National Assembly, simply said that they were acting on “ order from above”. Both journalists and staff of National Assembly were also barred from entering the complex. Cameras and phones of journalists covering the National Assembly were seized by the DSS operatives who were very hostile to the lawmakers. It was further alleged that the emergency meeting summoned by the Senate President, Bukola Saraki, on that faithful day was to discuss issues which included the string of defectors in the political space, rumoured plan to impeach the Senate president and the pending 2019 elections supplementary budget, among others. Speaking on the show of shame, Saraki said that the standoff was a show of shame that played itself out over several hours in full view of the country, saying that in no circumstances should the event have happened in the first place. He added that the siege was also an act of cowardice by those seeking to carry out what he called an illegal impeachment of the leadership of the Senate in flagrant disregard of the law. He also stated that the development is not about him or Yakubu Dogara as an individual, saying it is not about Ike Ekweremadu, nor is it about Yusuf Lasun. He also said that he was not speaking for his colleagues when he stated that the issue is about the soul of Nigeria, what we represent as a country, (people) and our standing in the comity of nations. His words: “This is a country where so much is expected of us, so many rungs of the ladder that we are supposed to have ascended as a nation. Instead we are wallowing in impunity and illegal show of force, all of which retard our progress. “This is most disheartening. We don’t get any joy in saying: We said so. We don’t. However, some of you may recall that about two years ago, I stated that there was a government within this government, to a purpose that was not in the interest of what the people voted for. I said it then, and now, almost on a daily basis, we are seeing the manifestations of that government within a government. It beats one’s imagination how the head of a security agency could have authorised the brazen assault on the legislature that we saw yesterday (Tuesday). “Only recently we saw in Benue how 8 members of the 30 members of State House of Assembly with the collaboration of security forces, DSS and police tried to impeach the Governor. Despite the threat to our lives, we shall continue to fight impunity and injustice in this count”. But Acting President Yemi Osinbajo took decisive action over the National Assembly
invasion. He quickly condemned the siege in strong terms and ordered the immediate removal former DSS boss, Lawal Daura, for carrying out unauthorised assignment. The Special Adviser to the President on Media and Publicity, Femi Adesina, also disclosed to State House correspondents after the Federal Executive Council (FEC) meeting presided over by Osinbajo that there was no disagreement over the sacking of Daura by the Federal Government. To ensure that truth prevail, the InspectorGeneral of Police, Ibrahim Idris, during the week, submitted a report to Osinbajo. In the report, the IGP indicted the sacked DSS DG Daura of taking unilateral action that is illegal and unconstitutional. Now that the federal government has wielded the big stick for the first time since nobody was punished during the police invasion of the House of Representatives in 2014 when the then Speaker of the House, Aminu Tambuwal, defected from the majority Peoples Democratic Party (PDP) to the minority All Progressives Congress (APC), the action of the federal government is a welcome development. We wish to state that the sacking of Daura is not enough as federal government must ensure that all the individuals that took part in the infamous action are identified and dealt with accordingly. We are of the opinion that the development is the altruistic step by the federal government to prove that it is no longer business as usual for any errant public officials while the punitive action will serve as deterent to others.

Contempt: Court insists IGP must arrest INEC Chairman Andrew Orolua, Abuja
The Federal High Court Abuja, on Tuesday insisted that the Inspector -General of Police, (IGP), Mr. Ibrahim Idris should arrest and produce the Chairman, Independent National Electoral Commission (INEC) Prof. Mahmood Yakubu in court on August 16 to face contempt charge. Justice Stephen Pam gave the order on Tuesday following the absence of Yakubu’s team of lawyers in court and no explanation as to why they were absent. In a brief ruling the judge stated: “At the commencement of proceedings, counsel to the applicant, Kanayo Okafor informed the court that the Court of Appeal on Monday, asked the court to stay proceedings in the matter. “The counsel to the respondent is
not in court and no reason has been given for their absence. “The contempt proceedings and the bench warrant issued for the arrest of Prof. Mahmood Yakubu, INEC Chairman still subsist; the IGP is to carry out the order of the arrest of Yakubu. “This court being a court of record has nothing to prove that there was an order for stay from the Court of Appeal,” he ruled. However, while the judge was delivering his ruling, one of the counsels to the respondent team who ought to have announced appearance for Yakubu walked into the court and made attempts to call the judge’s attention to his presence but it was rather too late, Justice Pam adjourned the matter until August 16 for continuation. The counsel later told journalists
that he came late because he was at the Court of Appeal making efforts to get the ruling to present to the lower court, but the ruling was not yet ready. The Federal High Court Judge who is sitting as a special court on the contempt charge had on August 1, issued a bench warrant for the arrest of Yakubu for “flagrant” disobedience of court orders after INEC chairman refused to attend sitting on three consecutive time. The Court of Appeal vacated the arrest order on Monday and ordered a stay of proceedings pending the determination of the appeal filed by Yakubu. The lower court, however insists that no such order has been communicated to it and being a court of record, it needs a document to show that there is such an order and not verbal information.
Short News Use of unregulated, unregistered herbal medicines dangerous – NAFDAC warns The National Agency for Food, Drug Administration and Control (NAFDAC) has warned that unregulated and unregistered herbal medicines can cause serious health damages. The South-East Director of NAFDAC, Mrs Olajumoke Ojetokun, gave the warning in an interview with newsmen in Enugu on Tuesday. Ojetokun noted that though herbal medicines were not bad, but advised that such drugs ought to be regulated and duly registered to ascertain the potency or otherwise of its contents. She added that through regulation, the agency could also certify if ingredients were safe for human consumption especially for a period of time.

Farmers/Herders clash led to over 15,000 IDPs in Taraba – CAN Okerafor Athanatius, Jalingo The leadership of the Christian Association of Nigeria (CAN), Taraba State chapter has said that the recent clashes between Farmers and Fulani Herdsmen in some parts of the State has resulted to over 15,000 Internally Displaced Persons (IDP), Camps found at different locations in State. The Acting Chairman, CAN in the State, SP. Apostle John Aina stated this during a Press Conference held Tuesday at the Association’s Secretariat, Jalingo. The Clergy said, the clashes resulted to killing of Christian farmers by herders, pointing out that worthy of mention was the Federal Government’s continued
silence over the issue. “Gentlemen of the Press, we the leadership of the Christian Association of Nigeria (CAN), Taraba State Chapter and the entire body of Christ in the State are worried over the renewed killings of innocent peasant Christian farmers in the State without provocation and the conspiracy of silence by the Federal Government”, he said. The Acting Chairman added that recently, 67 people were killed across 49 towns and villages of Lau Local Government Area. He further recalled that in one of their previous releases last year, June when communal clash broke out in the Mambilla Plateau, Mambilla became a pilgrim site for prominent Nigerians and top Federal Government officials.
CAN, who frowned at such attitude, drew the attention of the Federal Government saying the same treatment should be given to other victims in their various local governments. Reacting to CAN’s Press Conference, the Taraba State Police Command advised that CAN as a religious body should always cross check their facts and information before going to the Press. Two notorious traffic bandits that had been terrorising road users along Maza Maza/Mile 2 road have been nabbed by the undercover operatives of the Lagos State Police Command. The two robbers, David Mike Okon, 32 years and Ibe Okonne, 27 years, who had been on the watch list of the command, were arrested on August 11th, while robbing a lady identified simply as Oluwatosin around Mile 2. They had succeeded in dispossessing the victim of her phone and other valuables before they were arrested by the eagle eyed policemen attached to Raider team, Area E Command, Festac town, who had observed the uneasiness in the woman’s encounter with the suspects.

Electricity workers threaten to cut power nationwide Demands TCN MD’s sack
Idu Jude, Abuja The Senior Staff Association of Electricity and Allied Companies (SSAEAC) said they would ground the entire power structure in the country unless the federal government intervenes. The threat follows alleged administrative irregularities and high handedness levelled on the Managing Director of Transmission Company of Nigeria (TCN), Usman Mohammed. The development prompted workers of the organisation to picket the TCN on Tuesday, in Abuja, where commercial activities were brought to a halt for several hours. They hinged their action on TCN’s MD, Mohammed, who they said government should relieve him of his appointment for flouting most of the administrative procedures. The General Secretary, SSAEAC, Umar
Abubakar, accused the TCN’s MD of solely conducting promotion examinations for staff without input from other management staff. He was also alleged to have defaulted in remitting appropriate taxes to the Federal Inland Revenue Service (FIRS), a development that also led to sealing off the organisation even before the workers staged their protest. Mohammed was also accused of hijacking funds provided by the World Bank for projects in the power sector, including interference in Union’s activities by trying to polarize it. He allegedly cleared large consignment of electrical materials from foreign donors at the ports but failed to deliver same to the warehouse of the organisation for proper accountability, before distribution to the relevant sections where they would be used. The protesters said efforts by the Minister of Labour and Employment, Chris Ngige and his counterpart in the Ministry of Power, Works and Housing, Babatunde Fashola to intervene in the matter, proved abortive

He was even bragging that he set the questions himself. “The motive is that he is not prepared to promote any staff, especially those who are due and most qualified for promotion; he probably wants to pick those who are his boys and who will be loyal to him. “We have it on good authority that there were some container load of equipment that was cleared from the ports but was not taken to the store, this again is not the proper thing to do. The protesters who carried placards with inscriptions such as: “we say no to tax fraud, “Sack UG Mohammed now to guarantee hope for power sector, “no to nepotism” were also seen chanting solidarity songs against the management.

FG, Kano sign N12.7bn agreement on water supply Yakubu Salisu, Kano Governor Abdullahi Umar Ganduje of Kano State and the Minster of Water Resources, Engr. Suleiman Adamu on Tuesday, signed a N12.7 billion partnership agreement with the federal government for expanded water supply, sanitation and hygiene (PEWASH). The PEWASH is a 15-year programme that is divided into three phases. The Phase I, from 2016-2018, is the preparatory stage that is devoted to advocacy, mobilisation and take-off. The Phase II will span 2019 – 2025 for substantial infrastructural development while the Phase III will consolidate the programme. Upon completion of the three phases, it is envisaged to achieve zero percent defecation and 100 percent access to water supply especially in the rural areas. Minister of Water Resources said the ministry established the programme “to mobilize
all stakeholders’ efforts and channel them towards the same goal, objectives and targets of providing sustainable water supply, sanitation and hygiene for the people, especially those living in the rural communities”. In his remarks, Ganduje said that, “The intervention has come at the right time. The programme has actually dovetailed into our five year development plan”. Similarly, the governor announced that President Buhari has approved a development facility of $200 million, with the Islamic Development Bank, for integrated water and agricultural development in Kano state. He noted with delight that Kano has also keyed into the Third Urban Sector Reform Project which was signed between the Federal Government and the government of France, which entailed a credit facility of $75 million for the rehabilitation Challawa water treatment plants in the state as well as the Greater Kano water transmission and distribution system

The governor thanked the European Union, UNICIF and DFID for working closely with the government of Kano state, for many years, stating that the collaboration has resulted in tremendous improvement in access to water supply and sanitation in the state. Ganduje explained that his administration budgeted N34 billion this year for the water sector even as it commits N500-600 million monthly to provide 120-200 million litres of water daily for urban and semi-urban consumers. The federal government, he hinted, is supporting his administration on production cost recovery by metering the water consumers. “In order to strengthen water delivery and services to the grassroots, we have established by law a WASH department in all the 44 local government areas of the state. Already, the departments have taken off with the necessary key staff”, he added.

FCTA bans scavengers from operating within Abuja city Restricts them to approved dump-sites
Stories: Idu Jude, Abuja Following the resolution of the FCT Administration to combat armed robbery, kidnappings, vandalism and other forms of crime and criminality in the Territory, the Administration has banned the activities of scavengers also known
as Baban Bola from the city centre. Accordingly, they have been directed to restrict their activities to the official dumpsites in the city only. This is however, contained in a press statement issued by the Special Assistant to the Honourable Minister Wednesday, Mallam Sani Abubakar.
According to Sani Abubakar, the administration, said the action was necessitated by the outcries from various residents to the effect that many valuables have been lost to scavengers in the territory. He noted that, many public utilities have been targets for vandalism and robbery activities that carried the footprints of Baban Bola

He further said stated that under the guise of scavenging from refuse bins in neighbourhood across the city, the Baban Bolas have been involved in many criminal activities from petty stealing to armed robbery, vandalism of public utilities and other forms of crime and criminality. To put an end to this therefore, the Administration said Baban Bolas are to operate only at the satellite towns including, Gousa, Karshi, Bwari, Gwagwalada, Kwali, Abaji and Kuje approved dump-sites as opposed to moving from one neighbourhood to another collecting waste objects across the city of Abuja. The statement read in part; In furtherance of the commitment of the Administration to protect and secure lives and property of all residents of the Territory and in accordance with section 35 sub-section 1(i) of the AEPB Act of 1997, which prohibits the collection and disposal of refuse
without authorization, the FCT Administration hereby bans scavengers a.k.a Baban Bola from collecting, disposing of refuse, trespassing on refuse bins or similar activities in any part of the Federal Capital City. “Their activities are henceforth restricted to government designated dump sites outside the city. As a result, reports reaching the Administration indicate that residents in many parts of the Capital City have lost many of their valuables to these scavengers.” Pursuant to the foregoing, the Secretary requested the security agencies to arrest and prosecute anyone found to be violating the directive and plying their trade outside the official dump-sites. It would be recalled that the FCTA had earlier given a May 2018 deadline to the group to seize their indiscriminate activities in the territory after it held a meeting with the leadership of the Abuja chapter of Baban Bola and craftsmanship last April.

second home, as this is your only home. How can people who have other places other than the FCT to call their homes, have lands from where they make billions of Maura from, while those who are indigenes are becoming poorer”. While He affirmed that it was injustice to keep displacing the people from their ancestral homes in order to accommodate other people, he also stated that FCT indigenes deserve a place in Federal Executive Council. He also said noted that there is no amount of demand from
the people that will be said to be too much. In his view the FCT deserves a special revenue formula to compensate for the land that has been taken over by the government. “Your cries for ministerial slot should have been considered over three decades. You need a minister in the executive council to represent the FCT. You must not be punished because you gave your lands as Federal Capital”, he said. According to him, one of the worst injustices the indigenous people have suffered for
many years was the failure of successive governments to appoint an indigenous minister into the cabinet. While he assured that he was going to champion the cause of the people at National Assembly, he added that FCT deserves a special status that will give the aborigines a sense of belonging. “Abuja deserves a special status that will give the people a sense of belonging. It is injustice to keep displacing the indigenous people, because you want to accommodate other people”, he added.

Obaseki, World Bank firm up partnership on agriculture Ladesope Ladelokun The Edo State Governor, Mr. Godwin Obaseki, has said that the deepening of partnership with the World Bank in agricultural development would usher the state into a new era of prosperity, which will directly impact on the lives of Edo people. The governor, who said this during a lunch with a team from the World Bank at the Government House in Benin City, noted that the state government has implemented crucial reforms to engender transparency, probity, and accountability in public finance and policy implementation. The visiting World Bank team consists of its Agricultural Economist, Adetunji Oredipe and Lead Financial Management Specialist, Governance Global Practice, Parminder Brar. Price of diesel dropped to N204.32 in July -NBS The National Bureau of Statistics (NBS), says the average price paid by consumers for automotive gas oil (diesel) decreased from N204.97 recorded in June to N204.32 in July. The NBS disclosed this in its “Automotive Gas Oil (Diesel) Price Watch for July 2018” report released in Abuja on Tuesday. The report showed that the price of diesel decreased by -0.32 per cent month-on-month and increased by 3.39 per cent yearon-year. It said the states with the highest average price of diesel were Borno, N247.50, Taraba, N231.25; and Gombe, N228.33. It further named the states with the lowest average price of diesel to include Abuja, N184.00, Adamawa, N180.35, and Nasarawa, N175.83.

FG, States, LGs share N821.86bn from FAAC in July –NBS Motolani Oseni The National Bureau of Statistic (NBS) has disclosed that Federation Account Allocation Committee (FAAC) disbursed the sum of N821.86 billion to the three tiers of government in July 2018 from the revenue generated in June 2018. According to bureau report on Tuesday, the amount disbursed consist of N687.35billion from the Statutory Account, N85.34billion from Valued Added Tax (VAT) and N7.32billion excess bank charges. The report stated that, the
federal government received a total of N315.01billion from the N821.86billion. “States received a total of N194.51billon and Local governments received N147.05billion. “The sum of N42.85billion was shared among the oil producing states as 13per cent derivation fund while N100.00billion was transferred to Excess crude Account (ECA).” According to NBS report, revenue generating agencies such as Nigeria Customs Service (NCS), Federal Inland Revenue Service (FIRS) and Department of Petroleum Resources
(DPR) received N4.82billon, N12.21billion and N5.42billion respectively as cost of revenue collections. “Further breakdown of revenue allocation distribution to the Federal Government of Nigeria (FGN) revealed that the sum of N271.02billion was disbursed to the FGN consolidated revenue account; N5.75billion shared as share of derivation and ecology; N2.87billion as stabilization fund; N9.65bn for the development of natural resources; and N6.53billon to the Federal Capital Territory (FCT) Abuja,” the report by NBS added.
US gains over $1.4bn from steel, aluminum tariffs Mathew Dadiya, Abuja
In less than five months, the Trump administration has collected more than $1.4 billion in new revenue from steel and aluminum tariffs, according to a recent report prepared for members of Congress. The Congressional Research Service estimated that, between March 23 and July 16, the U.S. reaped $1.1 billion and $344.2 million from levies on foreign steel and aluminum, respectively. Those earnings were on the rise as trade negotiations with allies linger on and President Donald Trump moves to hike tariff rates on countries like Turkey. CRS says the new tariffs could reap the U.S. some $7.5 billion — $5.8 billion on steel and $1.7 billion on aluminum – based on last year’s import levels. 2017, the U.S. imported $29 billion worth of steel products covered the tariffs and $17.4 billion worth of aluminum. Trump has suggested the tariffs – originally unveiled as a national security provision – could have the added benefit of reducing the federal
deficit, which rose to $77 billion in July, wider than the July 2017 budget deficit of $43 billion. Tariff payments are collected by the U.S. Customs and Border Patrol and go directly into the Treasury’s general coffers. The Congressional Research Service acknowledged that tariff revenue would be impacted by “dynamic effects,” like exclusions granted by the Commerce Department and reimbursements to companies that have already been paying tariffs. As of Aug. 6, Commerce had received 33,099 exclusion requests, approving 1,428 requests, while denying 702. That leaves tens of thousands of requests unanswered, and companies operating under uncertain conditions in the meantime. Metal Partners International, an Illinois-based rebar company, has swallowed price increases on steel of more than $3 million since May as it awaits the outcome of its exclusion request. Higher prices await a new shipment of steel en route to Houston from Turkey, in the wake of the president’s official doubling of steel tariffs on Turkey to 50 percent. “This is certainly a shock wave to us right now,” Frank Bergren, owner of Metal Partners, tells CNBC.

Zenith Bank reports N81.74bn profit in H1 Zenith Bank Plc has announced N81.74 billion profit in its interim results for half year (H1) ended June30, 2018, an increase of about 8.52 per cent against N75.32 billion reported in half year ended June 30, 2017. Amid growth in profit, the Board of Directors of Zenith Bank proposed interim dividend of N9.42 billion being N0.30 per share (2017: Interim dividend of N7.85 billion being N0.25 per share) from the retained earnings account as at June 30, 2018. However, the group’s profit before tax also increased by 16.46 per cent to N107.36 billion in H1 2018 from N92.18 billion reported in H1 2017. Despite growth in profits, the group gross earnings was down by 15.31 per cent to N380.44 billion in H1 2018 from N322.20 billion reported in H1 2017. For the half year period of 2018, Zenith Bank reported 23.7 per cent increase in fee and commission income to N46.7 billion from N37.75 billion reported in prior half year period of 2017, while Impairment loss dropped significantly by 77.1 per cent to N9.7 billion as against N42.4 billion reported in H1 2017. The group’s total assets dropped
by 6.1 per cent to N5.25 trillion as at June 30, 2018 from N5.59 trillion reported in 2017 full year results, attributable to dwindling loans and advances to customers and drop in customers’ deposits. Zenith Bank in half year of 2018 reported, 10.8 per cent to N1.87 trillion from N2.10 trillion reported in 2017 while customers deposit dropped by nearly eight per cent to N3.16 trillion as at June 30, 2018 from N3.43 trillion reported in 2017. Key ratio, Non-Performing Loan (NPL) ratio added 60 basis points to 4.90 per cent in H1 2018 from 4.30per cent in H1 2017. Zenith Bank this year is planning to grow its retail business especially in liability generation. According to the bank, “This will be achieved through the deployment of innovative products in mobile banking, internet banking and cards services. The capturing of bio-data of all bank’s customers across the industry into a single database has also boosted our retail banking business. “Each customer now has a unique Biometric Verification Number (BVN) and this has helped to reduce fraud in the banking system.

Politics should no longer be left with mediocre-Okunola Julius Olapade Okunola, a is the governorship candidate of the Accord Party (A.P) for the September 22, 2018 governorship election in Osun State. The Modakeke-Ife born sociologist and anthropologist in this interview with JIDE OKE, explains why politics should not be left with mediocre and that he has what it takes to govern Osun State if given the opportunity to serve. Tell us about your background that prepared you for this race? I am Pastor Julius Olapade Okunola, born over 50 years ago to the Ogunsua Ruling quarters in Modakeke, Osun State. I attended Sijuwade Nursery & Primary School, Ile-Ife and Osogbo Grammar School. I later went to Osun State College of Arts & Science Ile-Ife, before I proceeded to the University of Maiduguri, in Borno State where I studied Sociology and Anthropology. In search of greener pastures, I travelled to the United States of America (USA) where I worked as a cook in different Domino Pizzas, before I returned to Nigeria. I also worked briefly with the National Insurance Corporation of Nigeria (NICON) as investment officer. I also worked with the Texas State of Attorney, before I finally settled down to establish my own business. With your intimidating credentials, and a Pastor with the Redeemed Christian Church of God, what informed your decision to join politics as it is widely believed in Nigeria to be a dirty game? Thank you so much for that question. First and foremost, I have a divine call by the Almighty God to come out and liberate the people of Osun, from the bondage the APC-led government has subjected them to in the last eight years. Secondly, I decided to run for the governorship seat to identify problems confronting Osun State so as to find immediate solution to them, because I believe that politics should no longer be left in the hands of mediocre. We as Christian leaders felt it is our duty this time around to contribute our quota to the development of the country through divine intervention to myriads of problems confronting us. I do understand how Osun State known essentially as a hub of commercial activities and centre of tourism in Nigeria, have turned into such a decrepit state that continues to witness catastrophic socio-economic decline, sliding abysmally with no hope of recovery. All these and many more spurred me to go into politics to arrest the decline and restore the

Projects and measures to be implemented will be people oriented as they will be fully involved in determining such projects. Talk about leaving his business to run a state and all that. For me there is nothing like testing water. It is a matter upon which I made up my mind and I want to go for it. If for any reason, it doesn’t work out I will go back to my business. I don’t need politics to belong; I have always belonged in my field. LASPOTECH denies assault allegation by student’s mother Mutiat Alli Authorities of the Lagos state Polytechnic (LASPOTECH have dismissed as false the alleged assault of one Mrs. Folake Shokoya, a mother of one of their students by its security men. The management of the institution while reacting to media reports about the alleged assault said it was false that the mother of one of the institution’s students, Boluwatife Olowu, was assaulted on July 11, 2018, at its Ikorodu campus. Mrs. Folake Shokoya, the alleged victim of the brutalization had accused security men at the institution of brutalising her and her son who was said to have worn ear rings to school. She further claimed that the security men, who accused her son of being a cult member, pounced on him, beating him mercilessly and that when she made inquiries why such savagery was visited on her son, she reportedly got a raw deal – a broken lip, bruised legs and face and a torn dress. But, the Deputy Registrar (Information and Public Relations), Olanrewaju Kuye, in a press statement, disclosed that contrary to the picture painted by the accusers, Mrs. Shokoya allegedly attacked the security guards and refused all entreaties to settle the issue amicably. The statement reads: “On July 11, at 4:30 p.m, a male student, Olowu Bolutife, (National Diploma II, Hospitality Management Technology Department) was apprehended by the security personnel and refused entry into the Ikorodu campus for wearing earrings, which is totally against the dress ethics of the institution. “Further instructions to remove the earrings, if he desired to enter the campus, were rebuffed by him, and he was subsequently taken to the chief security officer’s office. “The chief security officer eventually warned him and he was placed on security watch for seven days to further determine his identity on campus and was released to go thereafter. “Exactly two hours later, a woman who was later identified as Mrs. Folake Shokoya, came to the security office in company of the student. Initially, she requested to see the chief security officer over a message from the Commanding Officer of 174 Battalion, Odogunyan, Ikorodu. She, however, ran out of patience when the student diverted her attention to a security officer, Mr. Moses Hitler, who earlier seized his earrings. “She queried him for the effrontery he had for seizing her son’s earrings, assaulted him, tore his clothes and slapped him severally and scattered the office in the security unit. “All efforts to release the officer from her grip were seriously met with stiff opposition as she displayed a rare effrontery to face anyone who attempted to stop her. “As that was on, the commanding officer of 174 battalion called to appeal on her behalf and requested for a settlement, which was considered and the matter resolved. Surprisingly, after the settlement, she reported at the Sagamu Road Police Station of an assault on her. “I wish to state here emphatically that the security personnel of the polytechnic will not assault anyone, neither will they deny access to any student who is well dressed and well behaved,” the deputy registrar added.
Ooni’s foundation donates complex to orphanage Stories: Esther Taiwo The Ooni of Ife, Oba Adeyeye Ogunwusi, has donated a building equipped with educational and health facilities to the Oluwakemi Orphanage Home under his Hopes Alive Initiative. Coordinator of the orphanage, Mrs. Victoria Adeleke, a widow was overcome with emotions at the handing over of the complex capable of housing 30 orphans. Deputy Chief Convener of the Hopes Alive Initiatives, Miss Temitope Adesegun, speaking on behalf of the Ooni of Ife, said the event is to give Oluwakemi Orphanage Home a new beginning after a team from the foundation visited the former facility used by the orphanage and discovered the place was unfit for human habitation. She explained that she was depressed seeing the children, about 30 of them living in such unhealthy and unhygienic environment, this prompted her to report the case to the Ooni for urgent action. “I told the Ooni that their case is beyond revamping or renovating the former house and that it is better we give them a new start. “And he gave me the authorisation to go and do what I feel would be befitting for
them; make them happy and give them a new life hence this new house that’s fully furnished with educational materials and playing ground for the children to learn and playn” she said. Adesegun also promised that members of the Hopes Alive Initiative will continue to do a follow up check on the orphans at the home, supply them with food, books and other education materials, including bringing a medical team to check their wellbeing. She said the dream and vision of the Ife monarch is to live for humanity by putting smiles on faces and believes that “nobody is physically challenged and that there is ability in every disability once such a person gets support”. The deputy chief convener of the foundation said further that her desire is to ensure that children have access to quality education irrespective of their ethnic, religious or family backgrounds as they are the future of tomorrow. She therefore called for support from well-meaning Nigerians and organisations, adding that there were many more children living under such conditions who need help. CAA selects 77 athletes for forthcoming IAAF Continental Cup
With less than 30 days to the beginning of the 2018 International Association of Athletics Federations (IAAF) Continental Cup, the Confederation of African Athletics (CAA) has selected 77 athletes to represent the continent. The News Agency of Nigeria (NAN) reports that the competition is scheduled to hold from Sept. 8 to Sept. 9 in Ostrava, Czech Republic. The 21st African Senior Championships held in Asaba, Delta, from Aug. 1 to Aug. 5 was used to select the African team to the Continental Cup. CAA said on its website on Tuesday that South Africa has 20 athletes, 16 athletes from Nigeria, Kenya has nine, Morocco has six,
while Egypt and Ethiopia have four athletes respectively. Others picked are Botswana with three and Cote d’Ivoire, Burkina Faso, Tunisia and Algeria with two athletes each, while Cameroun, Ghana, Guinea Bissau, Burundi, Swaziland, Uganda and Djibouti have one athlete each on the team. The names of the Nigerian athletes are: Tobi Amusan (100m, 4x100m), Glory Nathaniel (400m Hurdles, 4x400m), Grace Anigbata (Triple Jump), Temilola Ogunrinde (Hammer), Kelechi Nwanaga (Javelin). Falconets can beat Spaniard counterparts in quarter-finals, says Garba
Golden Eaglets Coach Manu Garba says he is optimistic of the Falconets’ capability to beat their Spaniard counterparts in the quarter-finals of the ongoing FIFA U-20 Women World Cup in France. Garba, who expressed the optimism on Tuesday in Abuja in an interview with the News Agency of Nigeria (NAN), said the Falconets had worked well for glory in
the World Cup which they were determined to achieve. “The Falconets have worked very hard to prepare for FIFA Women U-20 World Cup. “The quarter-finals is the knockout stage and it is possible to beat Spain if our girls can increase their penetration in the attack,’’ Garba said. The coach assured the Falconets of support of the
entire country, saying that Nigeria was solidly behind them. He said that the team, with the help of God and hardwork, would qualify for the semi-finals. NAN reports that the Falconets on had Monday held China to a 1-1 draw to qualify for the quarter-finals. They will be filing out against Spain in a quarterfinals match on Thursday.
Solve NFF crisis before Aug 20 or face total ban, FIFA tells Nigeria World football governing body FIFA on Tuesday said it would go on to suspend Nigeria and Ghana from football activities if they failed to comply with its instructions by Monday. FIFA, in a statement by its Media Office, said it had been notified about ongoings in the two federations, and it viewed them as “undue interference in their affairs’’. It said Nigeria must ensure the NFF offices in Abuja are occupied by the Amaju Pinnick faction of the federation’s Congress by Monday. FIFA however said whatever decision it would take would not affect the Falconets, Nigeria’s under-20 women team, who are currently in France participating in the 2018 FIFA U-20 Women’s World Cup. The News Agency of Nigeria (NAN) reports that the Glass House has been occupied recently at different times by both the Chris Giwa and Pinnick factions of the federation’s Congress This occupation has however been with the aid of men of the Nigeria Police and the Department of State Services (DSS) at such times. Below is the full text of FIFA’s statement, unedited: “Two decisions of the Bureau of the FIFA Council in relation to undue influence in the affairs of the Nigeria Football Federation and the Ghana Football Association have been notified on 13 August 2018. In line with art. 16 par. 1 of the FIFA Statutes, the Bureau of the FIFA Council decided that if by Monday, 20 August 2018, at 12:00 (CET), the Nigeria Football Federation (NFF) offices are not handed back to the legitimate NFF executive committee under President Amaju Melvin Pinnick, who was duly elected on 30 September 2014, the NFF will be suspended with immediate effect for contravening art. 14 par. 1 i) and art. 19, as well as art. 14 par. 1 a) of the FIFA Statutes. The suspension would be lifted only once the NFF, under President Amaju Melvin Pinnick and General Secretary Mohammed Sanusi, confirms that it has been given back effective control of the NFF and its offices. Furthermore, the Bureau decided that if the suspension of the NFF takes effect, the Nigerian team currently competing in the FIFA U-20 Women’s World Cup
France 2018 will still be allowed to continue to participate in the tournament on an exceptional basis given that the tournament is underway. In Ghana, it is noted that formal investigation proceedings are currently being carried out by the chairperson of the investigatory chamber of the Ethics Committee against Mr Nyantakyi, who has been provisionally suspended by a decision taken by the chairperson of the adjudicatory chamber of the Ethics Committee. However, the Bureau of the Council considers that the petition introduced by the Attorney General to the High Court of Justice to start the liquidation process of the GFA constitutes undue influence in the affairs of the GFA in contravention of art. 14 par. 1 i) and art. 19 par. 1 of the FIFA Statutes. Under these circumstances, the Bureau decided that if the petition to start the liquidation process of the GFA is not withdrawn by Monday, 27 August 2018 at 12:00 (CET), the GFA will be suspended with immediate effect. The suspension would be lifted only once the above-mentioned petition is withdrawn and FIFA is given written proof thereof.’’ NAN reports that the NFF has been engulfed in a leadership crisis since 2014 when two elections were held into the Executive Committee of the federation.(NAN)
