Although, the figure of issued BVN is expected to increase significantly due to the recent directive by the Central Bank of Nigeria (CBN), mandating Other Financial Institutions (OFIs) to also commence BVN registration exercise for their customers. The extension of BVN exercise to the customers of OFIs was contained in a CBN circular dated April 21 with reference number OFI/ DIR/CIR/GEN/17/139 and signed by the CBN Director in charge of Other Financial Institutions Supervision Department, Mrs. Tokunbo Martins. The bank has also moved on to set July 31, 2017, as the deadline for this exercise,
warning that any OFI account not linked with the BVN “shall not be allowed to make withdrawals.” The CBN in collaboration with the bankers committee has explained that BVN registration for customers of OFI is expected to, among other things, support the achievement of zero default credit target set for Participating Financial Institutions (PFIs) in the Micro Small and Medium Enterprise Development Fund (MSMEDF) and also open credit opportunities for millions of people without a standard means of identification. To address this challenge and complement, the existing means of identification of customers, which include the Driver’s License; the International Passport; the National Identity Card; and the Permanent Voter’s Card; the CBN, in collaboration
with the Bankers’ Committee, launched the Bank Verification Number (BVN) Project in February 2014. The BVN is expected to also minimise the incidence of fraud and money laundering in the financial system, as well as enhance financial inclusion. The implementation of the BVN initiative, which started with the customers of Deposit Money Banks (DMBs), has been very successful. “However, to avoid a broken identification link in the financial system, it has become necessary to extend the BVN enrolment to the customers of Other Financial Institutions (OFIs) especially as some OFIs are located in the rural areas of the country, and have customers that may not have enrolled with the DMBs”, the CBN explained.

Ekiti debt profile hits N120bn as Fayose bows out Gbenga Sodeinde, Ado Ekiti Former Ekiti State Governor Ayodele Fayose, on Monday, reiterated his pledge to submit himself at the office of the Economic and Financial Crimes Commission (EFCC) by 1pm today, saying he is not a coward. Fayose, who declared that he has no apologies to anybody for his actions while in government, also said President Muhammadu Buhari is not a match to the presidential candidate of the Peoples Democratic Party (PDP), Alhaji Atiku Abubakar, in 2019 presidential election. This comes as PDP on Monday alleged that the Presidency has directed the EFCC to indefinitely incarcerate Fayose. Fayose, whose tenure as governor expires today after his two-tenure in office, had repeatedly boasted that he would report to the antigraft agency immediately his tenure expires today. But speaking at a sendoff banquet organised in his honour by the PDP governors on Sunday in Abuja, Fayose said: “Tell them at the Villa, my name is Ayodele Fayose, Peter the Rock. By the grace of God, I will be at the EFCC tomorrow (Tuesday) by 1pm. I am not a coward. “I will not run away, they will rather run away. They took me to court 13 years ago, I won after 8 years. They
harassed my family and I got judgment three times against them. “This time will not be an exception. Those who wait for me will wait in vain. EFCC is no court. This country belong to all of us.” He promised to talk more than he has been talking as soon as he is through with his EFCC case. While dismissing any fears of repercussions over his actions in office, he said: “I have no apology to any authority for any of my actions in government. You can never trace me to APC. The option is not a dying party like APC. “If you trace their ways, you can never trace me to APC. Recently I was not happy with certain things (in PDP). I cannot deceive you. “We will stay and fight this battle. Despite the fact that we do not have the VP slot. We will win the South West. We will not throw the baby away with the bath water,” he promised. Fayose was confident that Atiku and Peter Obi would win the 2019 presidential election, noting that Buhari is not match to Atiku. “Put two of them side by side, comment by comment, clarity to clarity, Nigerians will not vote for APC. “Atiku will be president of this country, Obi will be vice president of this country. I want to tell you that it is very easy to inherit your father,
but what you do with that inheritance is what matters. They got power by deceit but they gave no solution,” he added. On his part, the PDP National Chairman, Prince Uche Secondus, advised the EFCC to follow the rule of law and the constitution in trying Fayose after he leaves office, and warned against tampering with Fayose’s human rights. “Let me say here that there are threats of intimidation and frameup waiting for our brother who has performed very well in Ekiti State. “The world is watching, international communities are also watching what will happen to this gentleman that has performed well in Ekiti,” Secondus said. He described Governor Fayose as “senior advocate of the common people of Nigeria” who has been advocating for peace and security of the country. The PDP National Chairman also expressed confidence that the party would win the 2019 presidential election. “I believe that the PDP has come to a stage that the entire country is waiting very anxious to vote in our president in waiting. We ask those in authority now to know that one day you will leave your office and you will be held accountable.

Nigeria Airways: FG set to prosecute indicted officials, firms Chukwuemeke Iwelunmo
As the Federal Ministry of Finance begins the payment of severance benefits to former workers of Nigeria Airways Limited this week, the Federal Government is set to initiate the prosecution of persons indicted in the Justice Obiora Nwazota Judicial Commission of Inquiry White Paper. Government, it was learnt, is looking into how to recover huge sums of money from individuals, organisations and agencies that mismanaged the airline. The Justice Obiora Nwazota, who served as chairman of the Judicial Commission of Inquiry, submitted its white paper to government in 2002. A source said government is constituting a team to initiate a probe into how the fortunes of the rested airline dwindled before it closed shop. In particular, President Muhammadu Buhari, it was learnt, intends to look at the white paper on the Report of the Judicial Commission of Inquiry for the investigation of the management of Nigeria Airways Limited between 1983 - 1999. The white paper indicted some high profile Individuals and organisations/ agencies from whom various sums running into billions of naira is to be recovered. The panel was mandated to look into the financial position and financial management of Airways and to examine all books of account and
records to ascertain their compliance with appropriate regulations. The panel was to investigate the application of funds, including budgetary allocations, special grants, loans for specific projects and proceeds from the sale of its product and services as well as verify, evaluate, ascertain the authentic level of indebtedness between 1983 and 1999. Confirming the development, Chairman of Aviation Union Grand Alliance (AUGA) and Chairman of Ex - Airways Workers, Comrade Lookman Animashaun, said though the workers and pensioners are excited over the approval for payment of their severance benefits, they want Buhari to ask questions on how the airline was ruined. He said the President should go beyond asking questions but insist on the implementation of the recommendations in the White Paper released by the Justice Obiora Nwazota Judicial Commission of Inquiry. Animashaun said looking into the recommendations of the White Paper could not be more apt than now, when the Justice Nwazota is still alive to give credence to the contents of the document. He said ex-Airways workers would want Buhari to push for the prosecution of politically exposed persons who were indicted in the White Paper, but straddle across the political landscape untouched. Animashaun said :”Though we thank President Muhammadu Buhari for
approving the release of our severance benefits, we learnt the president has started asking questions on what led to the collapse of the the former national carrier . “Beyond asking questions, Buhari must ensure government goes back to the white paper and institute a commission of inquiry, more so that Justice Obiora Nwazota is still alive. “Every recommendation in the white paper should be implemented to the letter and the names of persons inducted in the report should be prosecuted. It is only when government does this that the wounds inflicted on the psyche of former workers of the rested national carrier would heal”. Meanwhile, thousands of ex-workers of the liquidated Nigeria Airways on Monday commenced their verification exercise in preparation for the payment of their severance benefits. Many of the ex-workers abroad flew into the country to complete the exercise with thousands of others turning up for the exercise from different parts of the country. The Skypower Catering office venue of the verification exercise was filled as they moved from one table to another registering their names before biometric capture by officials of the Ministry of Finance in the Presidential Initiative on Continuous Audit, PICA. The ex-staff, who expressed happiness to President Muhammadu Buhari, said their payment was coming after 15 years.
Lawyers head for Appeal Court over Executive Order 6 judgment Andrew Orolua, Abuja Two Abuja-based legal practitioners on Monday filed a notice of appeal challenging the judgment of the Federal High Court in Abuja which held on October 11 that the President’s Executive Order No 6 did not violate the right of citizens to own property. The appellants, Barristers Ikenga Imo Ugochinyere and Kenneth Udeze, said in the notice that Justice Ijeoma Ojukwu erred in law when she affirmed the legality of the order. Justice Ojukwu had in her landmark judgement on the suit marked FCH/ABJ/CS/470/2018, held that the Executive Order 6 enacted by President Muhammadu Buhari was in line with the 1999 Constitution (as amended). The court further held that it was within the constitutional powers of the President, as granted by the Constitution, to issue Executive Orders for the execution of policies by the executive arm of government, provided such orders respect the principles of separation of powers. Dissatisfied by the verdict of Justice Ojukwu on the matter, the two lawyers through their lawyer- Obed Agu, are seeking an order of the appellate court setting aside the judgment of the lower court and in its stead allowing the reliefs sought by the appellants vide the originating summons filed on 13th July, 2018. The lawyers also filed a motion on notice for an order directing and imposing injunction pending appeal restraining the respondents and their agents from enforcing, executing or
any other manner whatsoever giving effect to the Presidential Executive Order No. 6 of 2018 pending the determination of the appeal. In the notice of appeal, the applicants said the trial judge erred in law and thereby occasioned miscarriage of justice to the appellants when he found that the Executive Order No. 6 of 2018 did not violate rights of citizens to own property. The appellants also argued that the learned trial judge erred in law and occasioned a miscarriage of justice to the appellants when he unilaterally varied and/or modified the express terms of the Executive Order 6 and the constitutional provisions by issuing judicial caution that the powers of the 2nd respondent (Attomey-General of the Federation) under the Executive Order 6 must be exercised in accordance with the provisions of the Constitution of the Federal Republic of Nigeria, which opinion did not arise from the express provision of the Executive Order 6 nor raised before it by any of the parties thereto. More so, the applicants want the Court of Appeal to hold that Justice Ojukwu erred in law and thereby occasioned miscarriage of justice to the appellants when she shut her eyes against the materials placed before her and deliberately failed and/or refused to make specific findings of fact on the issue submitted it by the appellants. In addition, the applicants submitted that the judgement delivered by Justice Ojukwu was against the weight of evidence. The lawyers said, “Let all Nigerians know that the judgment of Justice
Ijeoma Ojukwu that we instituted against President Muhammadu Buharri, never gave the president the power to arbitrarily ban citizens from traveling.” According to Ugochinyere, “The banning of citizens from traveling abroad and the attempt to give effect to Executive Order No. 6 without first seeking the order of the court is a misinterpretation of the judgment of the Federal High Court on executive order 6. “His actions usurps the functions of the court and the legislative powers of the National Assembly that has already promulgated the EFCC, ICPC and Money Laundering Act, all of which allow for interim forfeiture and attachment for citizen’s money and property but with an order of a court of law. “The Judge at the Federal High Court said that although Executive Order No. 6 was not itself wrong, but the Attorney General must obtain an order of the Court and that the enforcement of the order must never infringe on the rule of law or derogate the doctrine of separation of powers or the fundamental rights of Nigerians”. “Let it be know that we the plaintiff in the suit challenging the legality of Executive Order No. 6 is not challenging the powers of the President to make Executive Orders, this the Constitution has empowered him to. “But such orders must conform with laid down procedures, due process, respect for citizens rights and rule of law and must not violate any provisions of the Constitution,” he added.

Head of the Ministry of Finance, PICA office, Mr. John Ytono, said they were facing challenges of managing the crowd and ensuring that the system for the biometric capture was linked to the two centres being used in other parts of the country. “This is just the first day, we expect this to be like this, we are trying to expand to accommodate our officers so we can attend to more people at a time so we can meet our target of 1,000 in a day.” Chairman, Elders Forum, Airways Workers, Engineer Godwin Jibodu, said the exercise was significant because many of their members who were sick and in the hospitals that did not have money to cater for their health can now do so after being paid. “Over 800 of our members have died, many are in the hospital bedridden, they do not have money to buy drugs but with this money, they can treat themselves.”
Human trafficking: NAPTIP DG relocates to rural areas

Doosuur Iwambe, Abuja As part of the effective counter trafficking strategy as well as minimise incidence of human trafficking and irregular migration in Nigeria, the Director General of the National Agency for the Prohibition of Trafficking in Persons (NAPTIP), Dame Julie Okah Donli, has temporarily relocated to Edo and Delta states to intensify awareness creation and sensitisation on the dangers of human trafficking and irregular migration. The DG in the exercise seen as the firstborn its kind personally led officers of the Agency to a sensitisation programme at the crowded Warri main market, moving from one store to the other talking to market women and other traders on the need to protect their children and wards to avoid being trafficked for sexual or labour exploitation. Sections visited by the NAPTIP enlightenment team included the perishable line, textile line, meat section, fresh fish section and the provision section. Speaking with newsmen, one of the Warri market women, Mrs. Onome Omoghene, commended the NAPTIP team for coming to the market, saying that it was the first of such visit. “When someone came to call me that one woman entered the market to talk to traders, I just thought it was one of those politicians seeking for votes, but as I moved closer to her, I quickly recognised her as NAPTIP oga. I shouted for joy because I did not expect to see a government office holder like her in this place. She did not even mind the dirtiness of the market or the smelling rubbish around the market. “We are all happy to see her, this woman is very unique and she is doing what government appointed her to do. We commend her and her officers. I think other people in high position should emulate her,” the visibly elated market woman said. Other rural communities visited during
sensitisation are Mosogar, Ajagbodudu, Koko, Oghara and other villages in Delta State. Speaking at the end of the exercise, NAPTIP DG said that the exercise was strategically planned to address issues of human trafficking from the rural perspective. She said: “We are determined to change the narrative about human trafficking by going to the endemic areas and talking to the vulnerable people on the need to protect themselves, their children and their wards. “It is painful to note that these heartless traffickers feed on the vulnerability and ignorance of the people especially those in the far flung rural communities, and harvest their children for exploitation. This is why we have decided to bring our sensitization train to these rural areas. I am personally leading the campaign because the life of every Nigeria children is so precious to me and the present administration. This is going to be a sustained exercise and we shall continue to monitor happenings within these rural communities. “This is just the beginning of our newly launched grassroots counter trafficking sensitisation programme aimed at bringing awareness to the door post of all Nigerians”, she added. The NAPTIP boss also visited the Chief Judge of the Edo State, Honourable Justice Esohe Ikpomwosa and the Olu of Warri, His Royal Majesty, Ogiame Ikenwoli. Highpoint of the exercise was the distribution of large quantity of information leaflets and other materials round the target areas. The Daily Times recalls that during the recently held 6th Interpol Global Conference on Human Trafficking and Migrant Smuggling which took place in Abuja, the NAPTIP boss had disclosed that the Agency had perfected plans to launch sustained aggressive sensitization programme in all rural communities within the endemic states and regions of the country.

2019: PDP reconciliation C’mtte meets ex-presidential aspirants

Tunde Opalana, Abuja Determined to go into the 2019 election indivisible, the Peoples Democratic Party (PDP) has commenced intensified consultations with its presidential aspirants who lost out in the party’s national convention in Port Harcourt on October 7, 2018. The Reconciliation Committee led by Bayelsa State Governor Seriake Dickson and his counterparts from Delta and Taraba states, Dr. Ifeanyi Okowa and Governor Dairus Ishaku, respectively on Monday held consultative meetings with Sokoto State Governor Aminu Tambuwal and a former caretaker Committee Chairman of the party, Dr. Ahmed Makarfi, in Abuja. Both politicians were frontline presidential aspirants of the PDP. Governor Dickson, who spoke with journalists after the two close door meetings with the two former aspirants, commended them for displaying maturity and a spirit of sportsmanship after the Port Harcourt Convention which was won by former Vice President Atiku Abubakar. Governor Dickson said that the visit was part of the decision of the PDP to visit and interact with all presidential aspirants of the party in the last primary election with a view to encouraging them as leaders of the party in their own rights. Dickson, who is the Chairman of the Committee, said that the
party had commenced series of consultative talks with aspirants and leaders of the party in the bid to recapture political power from the ruling All Progressive Congress (APC) in 2019. He commended Tambuwal for the encouraging remarks he made after the emergence of the party’s candidate in the convention in which he was a leading candidate. He stressed that the meeting with Tambuwal focussed on the need to strengthen the PDP, to provide the requisite support for the candidate of the PDP for electoral victory. He said: “I am leading a team of the committee of governors to interact and compare notes with our brother, His Excellency, Governor Aminu Tambuwal of Sokoto State. As you all know, he ran a great race and we are all proud of what he did and what he continues to do. We appreciate his statesmanship, we appreciate the way and manner he has been of help to the party consolidating the gains the party is making. “This afternoon, as part of our decision to go round, visit, encourage and interact with all our party leaders especially all those who indicated interest in the last presidential election, we have held a fruitful meeting. “This is just the beginning of several interactions formally and informally that we are going to have with him and with several other leaders of our party. As you all know, he is a very key player in the unfolding political scenario and we are all committed to
reclaiming our country and building a new Nigeria.” He said that all leaders of the PDP had a responsibility to close ranks, to hold regular talks as opposition politicians to reposition the PDP for electoral victory. Dickson said that as the nation moved towards the next election, the Indepedent National Electoral Commission (INEC) and the security agencies had a responsibility to ensure the conduct of free, fair and credible elections in the country. He urged INEC and the security agencies to be fair, adhere strictly to the rule of law, and recognise the rights of individuals in the next elections. Speaking also, Tambuwal said that the PDP must remain a strong united party, stressing that the emphasis should be on the country and not personal ambition. Tambuwal, who condemned the way the country was being run as a proxy, said that Nigeria needed a president who would deliver effective governance. He said that he was resolute in his decision to give total support to Atiku in pursuit of victory for the PDP in the next elections. In his remarks, Makarfi said that while the aspirants went into the election as aspirants, they emerged collectively as a party. According to him, he had long years of national and political relationship with the party’s candidate, Atiku Abubakar, which had not changed. He said that the PDP would be victorious in the 2019 election.
Brain drain: 5,405 Nigerian-trained doctors, nurses working in UK hospitals Doosuur Iwambe, Abuja Stakeholders in the health sector have lamented that no fewer than 5,405 Nigerian-trained doctors and nurses are currently working with the British National Health Service (NHS) in the United Kingdom (U.K.) Speaking during a news conference with a theme titled: “The Diaspora as Nigeria’s Brain Gain,” one of the stakeholders, Dr. Ifeanyi Nsofor, Director, Policy and Advocacy, Nigeria Health Watch, said that the development makes Nigeria the highest in the Sub-Saharan region in terms of diaspora remittances and fifth in the world, thus echoing the positive contribution of Nigerians in the diaspora to the Nigerian economy. He said: “Figures released February 2018 by the British government indicate that no fewer than 5,405 Nigerian-trained doctors and nurses are currently working with the British National Health Service (NHS) in the United Kingdom UK. “This means that Nigerian medics constitute 3.9 per cent of the 137,000 foreign staff of 202 nationalities working alongside British doctors and nurses. “Nigerians in the diaspora sent home $22 billion in 2017, a 6.4% increase from the amount

The News Agency of Nigeria (NAN) reports that the workshop was organised by Nigeria Policing Programme (NPP) in collaboration with INEC in Lagos State. Prince Adelani Asade, the Administrative Secretary of the commission, delivered Olumekun’s speech at the workshop. Lagos State has 245 Registration Areas (Wards), 8,462 polling units, and 3669 voting points across the 20 Local Governments of the state and Olumekun agreed that security is key to holding a successful election. “6, 609, 115 eligible Nigerians registered to vote during the 2019 general election in the state. ”I am profoundly grateful to NPP for organising this very important and timely workshop on elections security considering the role of good security structure in the conducting a peaceful and successful general elections in 2019. ”It is crucial to say that with 91 political parties and about 74 million voters geared to take informed decision and action at the general elections in 2019, the security of election officials, materials, and the electorate is of utmost importance to the commission. “Indeed, security is key to the conduct of credible elections. In his goodwill message, the representative of NPP, Mr. Emeka Ukaotu, said that INEC would need to develop its election security management plan. According to him, some factors needed to be considered by INEC in developing the plan. These include relevant intelligence and information about locations and assessment of vulnerability. He urged INEC to also consider previous history of electoral offences or allegations associated with the geographical area. Ukaotu said the commission should also consider the potential for offences to be committed as a result of lack of policing, ill-prepared local authority, complacency and political culture. Some of the topics at the three-day workshop includes “Importance of Security Threat Analysis in Strategic Planning” and “Identification and Mapping of Peculiar Election Security Threats Across Lagos”.

EO6: PDP wants CJN to protect judiciary from fascism Tunde Opalana, Abuja The Peoples Democratic Party (PDP) has called on the Chief Justice of Nigeria, Justice Walter Onnoghen, to immediately protect the institution of the judiciary from the unconstitutional and repressive fascist policies being foisted on the system by the President Muhammadu Buhari Presidency. The party said the admission by the Buhari Presidency, on Sunday, that its obnoxious Executive Order 6, as well as the travel ban and trailing of citizens, are devised to directly interfere in judicial processes and stifle accused persons of resources, under the guise of speedy trial, has left no one in doubt that the nation is fast sliding into fascism. PDP in a statement by Kola Olognondiyan noted that the Buhari Presidency has commenced an attack on the independence of the judiciary, using the instrument of blackmail and aspersion on its integrity and capacity to effectively and timorously dispense justice. “In trying to use his Executive Order 6 to determine the process, procedures and progression of cases
in court, the Buhari Presidency directly seeks to usurp, commandeer and appropriate the constitutional powers of the judiciary and then arm-twist the courts and use them as “slaughterhouses” for opposition members and perceived political opponents. “We invite Nigerians to further note that the action of the Buhari Presidency is a direct attempt to suspend sections 6 (6)(b), 36 (5), (6) (d) and 37 of the 1999 Constitution (as amended). “While section 6 (6)(b) provides that judicial powers of the court shall ‘extend to all matters between persons, or between government or authority and to any person in Nigeria, and to all actions and proceedings relating thereto, for the determination of any question as to the civil rights and obligations of that person”. Section 36 (6) (d) provides that, “every person who is charged with a criminal offence shall be entitled to be given adequate time and facilities for the preparation of his defence”. “Moreover, Section 36 (5) provides that, “every person who is charged with a criminal offence shall be presumed to be innocent until he is proven guilty”.
“Furthermore, Section 37 stipulates that ‘the privacy of citizens, their homes, correspondence, telephone conversation and telegraphic communications is hereby guaranteed and protected”, explained the PDP. The party said the travel ban, trailing of citizens and attempt to regulate the processes of the court is therefore an attempt to short-circuit the constitutional powers of the judiciary and foist a fascist regime where the Presidency becomes the investigator, prosecutor and the judge in determination of trumpedup charges against innocent Nigerians. The PDP rejected attempt by the Buhari administration to return the country to pre-1984 military dictatorship where siege mentality and suppression of rights of citizens was the rule rather than the exception. It urged the Judiciary as the last hope of the common man, to immediately insulate itself “from the evil machination of the All Progressives Congress (APC), which is now trying to turn the judiciary into an instrument of oppression against Nigerians”.

Short News NDDC boss charges Niger Delta youths to sustain existing peace Amaka Agbu, Port Harcourt Managing Director of the Niger Delta Development Commission (NDDC), Mr. Nsima Ekere, has charged youth leaders and exagitators to continue to sustain the existing peace and security in the Niger Delta region. The NDDC boss gave the advice during a meeting with exagitators under the auspices of the Environmental Rights Advocates for Niger Delta. He urged them to support the administration of President Muhammadu Buhari by ensuring a peaceful environment for development. Mr. Ekere thanked the ex-agitators for the way they were managing the youths which made it possible for peace to reign in the region. He said: “Today, the youths of the region are more tolerant and are willing to be engaged in discussions rather than resort to violent agitations. They are also consulting more with the leadership of the country and agencies of development. They are no longer taking the laws into their hands.” He noted that the peaceful atmosphere had made it possible for a reduction in the level of violence, leading to a remarkable rise in oil-production figures, adding that pipeline vandalism had reduced and generally there was peace all over the region. The Managing Director appealed to the youth leaders to continue to promote peace, especially at this critical stage in the life of the nation. Ekere said: “We are at the verge of electioneering campaigns for the 2019 general elections. I want to appeal that the youths will continue to uphold peace. Don’t allow yourselves to be used for electoral violence because if they use you today, tomorrow they will forget you.” According to the NDDC boss, the country needed a peaceful environment to continue to progress, noting that politics and elections come and go but people still needed to live their lives, thanking the youth leaders for supporting the Federal Government by promoting peace.

Party primaries and matters arising

The knives are out in the political arena and they are being used quite liberally in the name of internal party democracy and primaries. They are all sorts; table and bread knives, blades, and quite often, concealed daggers. The preferred knife of the more sophisticated party leaders, is the stiletto, made quite famous by the Italian and American Mafia. Some of the party bigwigs, to explain their blood stained hands simply use the scalpel claiming to be carrying out surgical procedures. The wounds are so deep that some may never heal. In some instances, political ambitions, friendship and internal democracy, are simply killed. There are of course, a lot of flies in the arena hopping about as ‘candidates’ Understandably, most of these internal fights are in the two dominant political parties; the ruling All Progressives Congress (APC) and its predecessor, and aspiring successor to the throne of Pontius Pilate, the Peoples’ Democratic Party (PDP) However, most of the fights and political murders are in the ruling party which in our politics of ‘ winner-takes-all’ has the custody of our coveted national cake. So the APC attracts the most fights, casualties and flies. The PDP Presidential Primaries had too many heavy weights. Surprisingly, it recorded very few casualties and the losers even congratulated the winner, Alhaji Abubakar Atiku. However, this was on the surface; there are some who reject the outcome. The PDP generalissimo in Ekiti State, His Excellency Peter Ayodele Fayose threatened to quit the party because his group lost. He cried: “We have no regret aligning with Governor Wike to support Governor Tambuwal for the Presidential ticket and no apologies either.” It is likely that Governor
Tambuwal’s loss at the primaries is just an excuse for Fayose to once again, change parties. With his likely rejection by the APC, I don’t think he should go to the Labour Party where he once stomped. He should aim higher, perhaps go to the zenith; the Zenith Labour Party where former Governor Olusegun Mimiko holds court as Presidential candidate. Actor, Kenneth Okonkwo was ready for a street brawl with whoever was not in support of President Muhammadu Buhari and the APC. He praised them to high heavens and described some who disagreed with him as: “ignorant and satanically motivated persons(an)army of ignorant and wicked men”. He insulted the Senate President, Representatives Speaker, governors and other politicians who decamped, claiming: “They left APC for PDP because they wanted to grab power.” Then, when he decided to contest the APC gubernatorial primaries in Enugu State, he was not even allowed to buy the N22.5 million expression of interest form. With that, he changed his tune: “ I regret joining the APC, a supposed political party, turned a cult group; a party of rogues” Okonkwo was luckier than my friend, the respected Professor Pat Okedinachi Utomi, a whiz kid who left high school at 15 and was in 1983, at 27, Special Assistant to then President Shehu Shagari. Given his long involvement in politics, governance, academics and business including part owning a bank, he seemed a very good choice when he aspired to be President. But he shelved that and decided to step down to run for governor of Delta State which he said needs urgent rescue from the poverty-inducing PDP government. Utomi, a well- connected national and international figure is also known to be a close
friend of power in the country as well as an ally of national leaders of the APC. So he paid the N22.5 million to buy expression of interest form and looked forward to healthy primaries on his way to clinching the party’s gubernatorial ticket. But the real politicians in the party taught him ‘Politics 101’ the basic course in politics. He narrated his experience: “ While I was still looking for the venue of the APC gubernatorial primaries, a friend called to tell me that the election had been concluded and a winner has emerged. APC is fraudulent and occultic” Perhaps it is in defence of casualties like Professor Utomi, that the Wife of President Muhammadu Buhari, Aisha Buhari twitted: “It is disheartening to note that some aspirants used their hard earned money to purchase nomination forms, got screened, cleared and campaigned vigorously yet found their names omitted on Election Day, these forms were bought at exorbitant prices.” In Ogun Sate, there were serious battles over the imposition of preferred candidates and those who were not favoured.. As we know, in Rivers State, the APC gubernatorial elections went beyond knife fights; guns were used long before and during the primaries. The party in the state is split and matters are in court. Imo State is more intriguing. Governor Rochas Okorocha’s troops lost the APC Ward and State elections, but they were annulled. Their opponents claimed they won the subsequent gubernatorial primaries. Okorocha’s troops claimed no primaries were held but went on to announce they had won the same primaries. In new primaries, the Okorochas claimed victory while their opponents used the courts to annul the results Politics in Kaduna State deserve a University
Chair. Governor Nasir el-Rufai had in May, declared the three Senators from the state as useless, and told the populace: “ if they (the Senators)come to Kaduna, shave their heads and beard. They have shown that they are bastards, they have no origin, therefore, it is important to tell them that they did not originate from this state.” Five politicians including incumbent Senator Shehu Sani were listed as APC aspirants for the Kaduna Central Senatorial primaries. They quibbled over whether the primaries should be direct or indirect. Then, it was announced that Shehu Sani had been returned unopposed or had been handed an automatic ticket. His rivals held their primaries and declared Uba Sani, a Special Adviser to Governor el-Rufai as the party’s candidate. Shehu Sani and Uba Sani are two of the most vibrant and resourceful political activists from the state. Having fought with them in the trenches against bloody military misrule, I feel a sense of personal sadness. Perhaps a set of primaries the APC collectively will regret is that in Zamfara State. The national APC had sacked the party executives at all levels and announced new primaries for governorship and legislative primaries. But Governor Abdul’aziz Abubakar Yari threatened his national leaders: “ There is going to be bloodshed tomorrow if the election is held in that way and I’m the one to provide security for the peaceful conduct of the exercise.” As a result of the intrigues, the party may have no candidates in the general elections. All these are just intra-party battles; the 2019 inter-party elections promise to be far tougher. Ultimately, the real casualties are we Nigerians whose resources are the cause of the bloody electoral wars.
Nigeria’s oil and gas industry and economy

The ways of the sector are nonsensical simply because they make no sense. Nigeria’s oil and gas industry is her mainstay. So the government says. I hear that most people gunning for the position of president in Nigeria are doing so just to lay their hands on that industry. It’s no wonder the current president is also the petroleum minister. His being minister has however not improved that sector much. Indeed all is going on there as usual, save for one hopeful lucky break in the gas sub-sector. For one, Nigeria’s petroleum industry is NOT as profitable as we make it to sound, for several reasons. It is certainly nowhere as profitable as to be able to afford the tastes we have now developed and the way those who run the industry award themselves crazy salaries and allowances, foreign trips, five star medicals and everything in between. Nigeria has therefore been building castles in the air thinking it has a profitable and robust industry upon which we could build magnificent castles and establish greatness. But if we were wise, we will scale down our spending and expectations immediately. Why do I say these? First, let’s hear the industry’s junior minister, Ibe Kachikwu in a news report published on August 7, 2017: “When people say we have a bit of time to change, we really do not have any time. At best, we probably have not more than five years to make very dramatic decisions in this country in this field… The issue is the fact that we must deal with the inefficiencies within our system, whether it is embedded within our national oil company and parastatals or the ministries, or embedded in the private oil companies. The reality, whether we accept it or not, is that every side has benefitted from this lack of efficiencies. A country where after the prices of crude oil moved past $20 – we couldn’t even enforce the PSC requirement terms that could enable us to negotiate with the multinationals to plough back what has been calculated as close to $60 billion of monies paid to the oil companies that didn’t get into Nigeria because people didn’t do their work. That is the level of inefficiency that we had…. For countries that have not saved and we (Nigeria) haven’t saved – we haven’t saved sufficiently. I was meeting with my colleagues from the UAE and Saudi Arabia and sometimes, I am ashamed to say what I have in my reserves because when
I am celebrating $30 billion, they are celebrating reserves in excess of a trillion dollars in some countries. So, I wonder what happened because we earned fairly close to what most of these countries earned… but we did one thing: We sucked out a lot of our money; a lot of fraud; a lot of diversions; a lot of our money is sitting in countries where we can’t even find them and even when we find them, they give us conditions under which they are going to return this money. We went through processes recently with a country that wants to return our money giving us terms where the money will be invested. This was our money, by the way, but you know, we so belittle ourselves with what we have done with oil proceeds that nobody in the world can give us respect.” But we must quickly caution ourselves. Our flamboyant tastes are ahead of us in that sector. The illusion that we are rich just because we have crude oil has created fundamental, long term problems for us. Not only do we get very little from our crude oil – as the IOCs who own the technology get the lion share – we are also stuck with a scenario where crude oil hurts our economy whether prices go up, or stay down. When prices are down, our governments say they have no money to run the economy. We slip into a quick and deep recession. We produce millions more of ‘food poor’ people. When the price of crude climbs, since we get only 35 per cent of the proceeds, we also suffer as the price of importing refined petrol and diesel rises. The current administration jerked up the price of fuel from N97 to N145 and damned all consequences. We thought the agony and rigmaroles were over. Now we hear that the landing cost of petrol is N205 and that we are underpaying. The fuel subsidies, now rechristened ‘under-recovery’ has hit the trillions again. There may be another price hike. The deregulation of the industry has failed once more, not because deregulation is not the right way to go, but because the benefit of the resource has been eaten up by mindless mismanagement, thievery and recklessness. The private-sector Alecs are out on the kill again, milking Nigerians dead. My research shows that in 2017, Nigeria spent $6 billion importing fuel for 9 months. That was $9 billion for one year. If we average that out for three years, that is $27 billion. Yet, we earned $38 billion in three years. If we back out the cost of running the Nigerian
National Petroleum Corporation (NNPC) and its other subsidiaries, Nigeria probably gets less than $5 billion from this famous crude oil on a yearly basis, yet we spend like drunken sailors and successive governments have kept NNPC as a slush fund! They stretch their hands and take money from there like some emergency bank! Again what is the essence of Buhari being the minister there? What are we doing differently? I did an analysis I had longed to do. It is titled “How Many Barrels Does it Take?” I tried to cost everything we buy in terms of crude oil. I quickly realised that crude oil is not too expensive. Although that resource traded at $3.00 for more than 100 years before the unprecedented spike to $12.00 in the wake of the Yom Kippur War of 1973 – and the formation of the Organisation for Petroleum Exporting Countries (OPEC), I wouldn’t say it is such a goldmine even today. If a barrel of crude oil sold for say $80, that is N24,400 in today’s money if converted at the official N305. This is gross value, without taking cost of production into consideration. A simple phone, worth N200,000 in the hands of some lucky girl on our campuses, is worth eight barrels of crude oil. An official Toyota Prado bought for some ministry director at N60,000,000 is 2,500 barrels of crude oil. The new Economic and Financial Crimes Commission Headquarters – which the chairman built for a bargain price of only N24 billion – cost a tidy 1,000,000 barrels of crude oil in today’s prices, even though they built it when the prices were much lower. The budget for maintaining Aso Villa this year 2018, at N4.8 billion, is a tidy 200,000 barrels of crude. Ditto, in 2017, Nigeria budgeted N1.9 billion for clearing sewage and fumigating Aso Villa. This is 80,000 barrels of crude oil. We can do the remaining maths ourselves. The fact is that there are 190,000,000 Nigerians to be fed, clothed, housed, transported and secured with this crude oil. The truth is also that out of every 1,000,000 barrels drilled, only 350,000 belongs to Nigeria. So at an average of 2,000,000 barrels daily, ours is around 700,000. It is from this we must back out the cost of running our oil and gas parastatals, and also the fact that we import refined oil worth at least 70 per cent of the value we get from exporting. We must be insane to spend the way we do. Enough already. Let me quote a bit from Jeffrey Sach’s classic article “Pass the book; hold
the oil”, which is trending again; an admonition to countries like Nigeria in particular, to remind us that he who owns the technology owns the resource, and he who is knowledgable can create any resource by using his brains. Enough of the nonsense about ‘awa oyel”. There is no ‘awa oyel’ without the Oyibo man’s technology, and as at now, the Oyibo man is doing us the required abracadabra in that sector, in addition to our self-inflictions. Until we talk to ourselves and gradually – yes gradually – build our own capacity, there is no hope. We haven’t however shown that presence of mind, or capacity for contrition, for foresight. No, not we. We spend it all once it passes through us. Hear Sachs: quoting Schleicher, “knowledge and skills have become the global currency of 21st-century economies, but there is no central bank that prints this currency. Everyone has to decide on their own how much they will print.” Sure, it’s great to have oil, gas and diamonds; they can buy jobs. But they’ll weaken your society in the long run unless they’re used to build schools and a culture of lifelong learning. “The thing that will keep you moving forward,” says Schleicher, is always “what you bring to the table yourself.” It’s not all gloom though, in that sector. Currently PSCs account for 44.81 per cent of our production, Joint Ventures 31.35 per cent and Local (NPDC and alternative financing) accounts for the remaining 24 per cent. As at 1998 – JVs did 97 per cent and PSCs, 0.5 per cent. Nigeria has made some progress with local content actually. This must be counted as a gain. The other great thing going on in that sector is the drive to end gas flaring by Year 2020. I hope the minister and NNPC will steadfastly follow through. They intend to tie new contracts for drilling to plans for utilisation of gas, while also jerking up the penalties for flaring. That is commendable. Let us add that as a feather to Buhari’s cap; fair is fair. Still, we are living on borrowed time as a nation. We are surviving on loans. We have been patching this economy along for so long. This crude oil economy is totally broken. No wonder Adeosun borrowed $33 billion in her three years as finance minister. But how, and why, does an oil-drunk serial-borrower country get a few of her people to live like oil-sheikhs everyday, while majority remain in the Stone Age?

Since the introduction of Global System Mobile (GSM) in the country I have followed its effect on some of our cultures that I cannot help but share how it is becoming over bearing on our relationship with family, friends and associates. When growing up I remember how relations of ours and that of our neighbours come from far and near to visit just to know how we are faring, but they are very rare cases of those who visit due to one problem or the other not necessarily financial. In those days when your immediate neighbour did not see you for a day he/ she will be worried to death as to what has happened to you and commence frantic effort to know if all is well not by calling but physical visit to your house, the same goes to colleagues at work place and even when you did not see your school mate you try and go to the student’s house after school to know if your friend is fine. Back then neighbours used to have communal eating habit, whereby food are prepared and brought to a particular family house mostly supper and after the meals some folktales are told to the children by their parent. You may call it bed time stories as this usually sends some of the children to sleep. As a Youth Corps member in 1997/1998 I remember how often my friends and I use to exchange visit to know how each is doing, in as much as I know that back then there were no serious issues i.e. family and work taking most of our time, one thing I know is that we usually find time to physically check on each other because we did not have the luxury of GSM. In the year 2002, We all welcomed as part of dividend of Democracy the introduction of the Global System Mobile (GSM) in Nigeria. It started as a class thing which is the characteristics of our beloved country as the rich were separated from the poor in anything that is new, this was evident in the high cost of acquiring a line from the operators back then. It therefore became a thing of the past when more operators were licensed to commence operation. However with the availability of this services to 85% of Nigerians, the common thing you hear now is ‘hey long time no see’ from family and friends meaning I haven’t seen you in a while no thanks to GSM which is gradually taking over our visiting culture. The prevailing economic situation which has made virtually all adults busy, by trying to make ends meet notwithstanding, we should retrace our steps to the past and make efforts to create time to visit one another. Am not saying that we should
maintain the same frequency as it used to be but other family and friend visits will do us a lot more good. We are all guilty of this ‘all man to himself,’ attitude that we now see it as a way of life. Am not an exception as I have lost some precious friends due to my inability to return visits I always assume that once I pick up my phone and call to find out how they are doing things are cool, not knowing that physical visit means so much to them. I over head a lady bitterly complaining the other day that she has been in the same town with her brother but they have not seen themselves for over four months no thanks to GSM, the most annoying thing she narrated to her friend was that each time she made attempt to visit the brother who lives in kubwa he will tell her not to bother as he is fine as she can see from their phone conversation. According to her if not that she is ok financially, she would have probably be thinking that he is avoiding her because she is a burthen on him, she now went on to tell her friend that before GSM apart from the privileged few that have Nitel land line in their homes you do not need to call a relative, all you do is enter vehicle and pay a visit at your own risk because you may not find the person at home , but at least you will have the satisfaction that you went to a relative house. The situation is so bad now that even sympathy visit is gradually fading out, this could be attributed to economic reasons because in the past when you pay a sympathy visit it is expected that you carry along some form of gift items meant to support the person you are visiting particularly those on sick bed and the bereaved. But for some people it is cheaper for them to either buy N100 recharge card to call and find out how the person is doing or go to a public pay phone and use between N20 to N40 and make a call, thereby saving the cost of buying gift for the person for other pressing needs. I am not in any way faulting the introduction of GSM as a matter of fact. Apart from the high tariff, it is one of the best democratic dividends that we have continued to enjoy as it has saved so many lives particularly when there is a treat to lives in form of robbery, fire or road traffic accident. GSM helps for quick contact of family, friends and authorities. In conclusion, there is a need for each and every one of us to try as much as possible to make friendly visits to those severing our presence as your smile and laughter on the other side of the phone may not completely for your presence in all circumstances.

2019 polls and danger of vote buying

ince 1999 when the current Nigerian political dispensation came into being, the system has gone through many processes. At the beginning, just as it has always been experienced in the nation’s political past, elections were more or less war situation in the country, when tension in the land rise to high heavens because of the uncertainty and possibilities at elections. It was a time when ballot boxes were snatched at gun point from polling stations, stuffed with ballot papers and returned to the voting centres in commando style and the electoral officers seemed helpless and at the end of the day it is those with more thugs or with better shooting prowess that emerged winners at election. Because of the situation, many electorate were not eager to vote, because as far as they were concerned, their votes will never count and indeed it never counted. But things took a drastic turn when in the last administration of former President Goodluck Jonathan, the leadership of the Independent National Electoral Commission (INEC) headed by Prof. Atttahiru Jega introduced the Permanent Voters Card (PVC). With the PVC came the electronic voters register and electronic accreditation of voters at elections. This process meant that it became more difficult to snatch ballot boxes and the votes from that polling unit will still be counted, as it was most likely going to be at variance with the number of accredited voters. The introduction of PVC and other systems that came with it gradually made it more difficult to rig elections and manipulate the electoral process while election was gradually becoming more credible and Nigerians from all walks of life then began to agitate that the process should be taken a step further by introducing electronic voting. Though the INEC has not acceded to the agitation for electronic voting, perhaps because of the legislative challenges it is already having with the efforts it is making in sanitising the system, it however also introduced electronic transmission of results, which also means that it will become more difficult to tamper with the election results along the line of transmitting results from the polling booths to the collation centres. But undeterred by the efforts of the electoral umpire to sanitise the system, politicians also daily devise new ways to circumvent the system and one of the ways it found out was vote buying. Though vote buying has always been part of Nigeria’s electoral system, it however was done discreetly, as politicians send gifts of different shades and types to electorate, including money, foodstuffs and other such items, but that practice went out of hand during the Edo, Anambra, Kogi and Ekiti states governorship elections and also at the just concluded Osun State election. The process of vote buying in the country which first was seen as stomach infrastructure in some quarters has now gone from being discreet to open business as many uninformed voters, either educated or not, who are always in the majority, see their voter’s cards as a means to an end. Because of the poverty in the land which is mostly a result of bad governance, it is now being exploited by politicians who are always on standby, to cash in on the vulnerable poverty – stricken voters, who like sex hawkers, do not understand the risks associated with the act. Vote buying does not only happen in the wee hours of the Election Day, it starts from the party’s primaries. At the ward level, the amount may be
minimal. But as the party primary moves towards election of local government party executive, local government chairmanship aspirants and on to state executive; and then National Assembly as well as national executive positions, the stake goes higher. The danger posed by this practice is not only to our electoral process, but also to democracy as a whole. It will simply mean that the choice of leadership will no longer be on the basis of programmes or party manifestos but rather, the highest bidder on election days, no matter how incompetent. It also means that whoever wins an election through this process does not really have a pact with the people, as it was his money, rather than the legitimate votes of the people that puts him in office. We submit that as we approach 2019 polls, Nigerians must understand that the moment they sell their votes for any amount, they have lost the right to complain about lack of good governance, lack of portable water, quality health care, and general good condition of living for the next four years. This is so because it will be immoral of anyone to expect to see development from anyone who invested his hard earned money to purchase votes that puts him in office, because once he buys the votes that put him in office, it has simply become a business transaction from which the investor expects to make profit. We are of the opinion that Nigerians must know that the cure for bad governance, the cure to poor electric power supply and lack of basic social amenities in the country starts with credible electoral process, where those who aspire to political offices are elected based on their programmes and vision for the people rather how much money they have to offer.

Suspension of North East National V/Chairman, nullity – APC Tom Okpe, Abuja The All Progressives Congress (APC) has noted that the purported suspension of the party’s North East National vice chairman is a nullity. Recall that the National vice chairman North East, Comrade Mustapha Salihu was reported to have been suspended by the state chapter of the party, a fortnight ago.

The party also indicated that whatever issues there might be, the party structure and constitution provides ample avenues for redress and dispute resolution adding, “If the North East Zonal Office is unable to achieve a resolution, the National Working Committee (NWC) can and will wade in the matter to achieve amicable settlement”.

Christian groups hail Gov Emmanuel on amnesty to A’Ibom militants Isaac Job, Uyo Christian groups, Ukanafun Christian Elders Forum (UCEF) and Akwa Ibom Christian Assembly (Ukanafun Chapter) have hailed Governor Udom Emmanuel for granting amnesty to repentant militants from Ukanafun and Etim Ekpo council areas. According to the Christian leaders, Governor Emmanuel’s gestures have brought lasting peace to the war-torn areas as well as re-integrate former militants back into the society. Reverend Friday Umoren, the vice president and prelate of Rapture Trust Ministry International, Maranatha Square, Ikot Akpa Nkuk, Ukanafun, Bishop Moswill Umoh said his people were so excited to see that peace has returned to the land. Umoh, the immediate past chairman of the Ukanafun Chapter of the Christian Association of Nigeria, (CAN), and a onetime chapter chairman of the Pentecostal Fellowship of Nigeria at a special thanksgiving service arranged by the Elders Forum and ACA, described Governor Emmanuel as God-send, a man of vision, intellect and wisdom. warrant such visitation of calamity. “Innocent people were killed in droves; businesses became comatose; schools were shut; responsible householders abandoned their homes for strange lands and in fact, there was a general atmosphere of insecurity for the past two years. Alas! When all hopes failed, our God used his servant, Governor Emmanuel, a deacon of the Church to redeem the land,” Umoh stated. The renowned cleric said, with the first stage effectively executed, there was need for the repentant militants to be fully rehabilitated, trained, empowered and redirected in the Christian way, stressing their readiness to partner the government in this direction. He appealed to all the indigenes who fled their homes to return by faith to the land and “help build a new Ukanafun of our dream.” The cleric informed of his members support for Governor Emmanuel’s second term bid, saying it satisfied tradition, Christianity, justice, fairness and law of precedence. He maintained that for the fact that Obong Victor Attah from Ibibio ruled for eight years, Senator Godswill Akpabio also ruled for eight years, it was natural and lawful that Governor Udom Emmanuel should as a matter of right, be allowed to ruled for eight years. Umoh noted that the people of Ikot Ekpene senatorial district and Ukanafun specifically,
should not “chop God” in their decision on who becomes the governor of Akwa Ibom in 2019, premising that by customs, tradition and culture of Annang Land, “it will be suicidal, if we betray Governor Emmanuel.” “Governor Udom Emmanuel is our in-law; the wife, Martha, our sister; his children, our grand-children; his late father-in-law, Chief Sampson Udo Idiong, was one of the 10 paramount rulers who fought for the creation of Akwa Ibom State. A 31-year-old Togolese, Dominic Samson, has been arrested by the Lagos State Police Command for allegedly defiling teenagers between ages 13 and 15 in the Ejigbo area of the state. The suspect who lives at No. 28 Olusesan street, Ejigbo met his waterloo after he had defiled a 15-year-old neighbour’s daughter girl. The survivor had told her father of the act and the father had on October 8th, 2018 reported a case of defilement to the Ejigbo Police Division. The Divisional Police Officer in charge of the Division launched an investigation into the allegation and found the suspect culpable. The Lagos Police Public Relations Officer, CSP Chike Oti who confirmed the arrest of the suspect said, “Based on the complaint, the DPO, a female officer, with extensive training in children and women rights, interrogated the victim and she confirmed the report.

Abia pipeline explosion: Angry youths protest with corpse of burnt colleague * Death toll now 115
Sunday Nwakanma, Umuahia Youths of Umuaduru and Umuimo communities in Osisioma Local Government Area of Abia State Monday, held a peaceful protest by barricading the main entrance of the Osisioma Depot of Nigerian National Petroleum Corporation (NNPC) in protest over multiple death and loss of property in the communities as a result of Friday Petroleum Motor Spirit (PMS) product pipeline explosion in the respective communities. The youths in their numbers, came with the body of one of the deceased member of the community whose burial was to have held that Monday to the NNPC depot where they held a five minutes silence for their dead members at the entrance of the facility and later moved to the ever busy Enugu-Aba-Port Harcourt Expressway to showcase their anger. The protest, they said was to draw the attention of the management of the NNPC, the federal government and the general public to the multiple deaths recorded in their community over what they described as the negligence of the NNPC. The youths carrying placards with various inscriptions such as “NNPC must tell us what
happened to our people, NNPC has committed genocide in Osisioma Ngwa, The explosion was not as a result, We are calling on the international community to come to our rescue, Enough of these deaths caused by the carelessness from NNPC, Our source of blessing should not be a curse,” etc dropped the body of the deceased on the highway and which caused heavy traffic jam on the expressway, causing commuters who could not endure the gridlock to trek to their respective destinations. The protest lasted for over five hours,,,,, and they handed the Depot Manager, Mr. Joseph Dumaka 24 hours to retract a statement attributed to him where he alleged that the reason for the Friday explosion was an act of vandals from the communities. Should Mr. Dumaka fails to retract his comments and come open to tell the world what led to the leakage and why they should pump petroleum in a line that hasn’t been in use for eight years, they said they were going to open a can of worms which the depot manager would not deny having knowledge of. Contrary to the figure released by NNPC, Police and officials of the Nigerian Security and Civil Defence (NSCDC), the death toll, according to the protesters at the time of the protest was over one hundred and fifteen, while further ten persons died Monday morning.
The two communities and others whose loved ones were affected in the inferno have since Friday the incident happened been burying their dead ones, they said. This is even as they stated that more people are in danger list due to the degree of burn that they sustained, even though they were receiving treatment at various hospitals and traditional homes. The inability of the depot manager or any official of the Aba NNPC depot to come and address the youths got the youths infuriated that if not the timely efforts of the Osisioma Ngwa Youth Congress President, Mr. Emma Nduagu to calm the nerves of the youths who had threatened to break into the facility to fish out the depot manager wherever he is. Addressing the youths, chairman of Osisioma LGA, Benjamin Mgbeahuru represented by his Chief of Staff, Nwagbara Chimdirim Godpower said, “Our people have died in a very disastrous way. We must not take laws into our hands no matter what, but I must state it clearly that we are very angry to hear how the depot management lied that the cause of the explosion is as a result of vandal activities. “We want to say it that it is an act of carelessness on the part of Pipelines and Product Marketing Company limited, (PPMC).

Court dismisses ex-DSS spokesperson, Ogar suit, affirms compulsory retirement Andrew Orolua, Abuja A former Spokesperson of Department of State Service (DSS) Marilyn Ogar on Monday failed in her bid to return to office, as the National Industrial Court, Abuja dismissed her suit challenging her compulsory retirement from the service in 2015. Ogar, had dragged the Department of State Service and the Federal Government before the National Industrial Court, NIC, Abuja, over the manner her appointment was terminated under the President Muhammadu Buhari administration. Defendants in the suit were; the Attorney General of the Federation, Mr. Abubakar
Malami, SAN, the DSS, as well as the then DG, Mamman Daura. Delivering judgment in the suit yesterday, Justice Olufunke Anuwe held that the originating summons filed by Marilyn Ogar was invalid and dead as it was filed two years and seven months after President Muhammadu Buhari approved her compulsory retirement from office. The judge further held that the suit failed to disclose any reasonable cause of action, adding that the complainant also failed to serve court processes on the defendants in the case. Justice Anuwe consequently dismissed the suit for lacking in merit. Ogar who was an Assistant Director, Public Relations at the DSS during the tenure of former President Goodluck Jonathan, was on September 3, 2015, demoted and compulsorily
retired by the Federal Government. She was sacked alongside 44 other top directors of the DSS, who benefited from a promotion exercise done by Jonathan’s administration. In the suit challenging her compulsory retirement, Ogar, who insisted that she was illegally removed from office, prayed the court to set aside her purported demotion from Assistant Director to Chief Security Intelligence Officer. Besides, she had wanted the court to declare that her employment with the DSS, “has statutory flavour and same may only be lawfully determined strictly in accordance with the relevant provisions of the public service Rules”. She therefore asked the court to nullify her sack and also reinstate her with all her ranks, salaries and benefits.
A group known as Grassroots Network 4 Atiku (GNA) 2019 has faulted the travel ban imposed on 50 Nigerians by the President Muhammadu Buhari led administration in line with Executive Order 6 (EO6). The National Coordinator of the Group, Barrister Isa Mohammed described the travel restrictions by President Muhammadu Buhari as fascism, illegal, lack of respect to the rule of law and violations of the affected persons’ fundamental human right as enshrined in the 1999 constitution. Barrister Isa noted that the group is already mobilizing 10 million votes for Atiku ahead of 2019 general elections. The Coordinator of the group while giving the explanations in Bauchi as he addressed a Press Conference on Monday said the statement issued by the Presidency on the full implementation of “obnoxious Executive Order 6”, which included names of death people in the list immediately after the state high court judgement clearly shows that the president and his government lack respect for the rule of law.
PDP using moles to destabilise our party in Enugu, APC alleges Moses Oyediran, Enugu Ahead of the 2019 general elections, the All Progressives Congress (APC), Enugu state chapter, has accused the Peoples Democratic Party (PDP), of engaging in failed desperate attempts to destabilize the party. Reacting to claim by Deacon Okey Ogbodo, who is leading a group loyal to the Minister of foreign Affairs, Mr. Geoffery Onyeama that Senator Ayogu Eze is not the party’s guber candidate for the 2019 general elections, the party dismissed the statement which it described as ridiculous. Ogbodo had said that “for the avoidance of doubts, the APC flag bearer in Enugu State is Barrister George Tagbo Ogara.” But in a swift reaction, Monday, chairman of the APC in the State, Barr. Ben Nwoye, in a statement, said the PDP, which was afraid of failure, had resorted to a last minute attempt to confuse the electorates in the State.

Group faults NASS over proposed funds from Social Investment Programme for INEC 2019 budget Patrick Okohue The Buhari Media Organisation (BMO) has described the virement of funds from the Social Investment Programmes (SIP) budget by the National Assembly to fund the INEC 2019 Elections Budget as antimasses and a vengeful move by the Bukola Saraki-led Senate. You can’t fight arrested judges battle without their consent – Court The Applicant , a legal practitioner instituted the instant suit against the Respondents by way of an “ Originating Motion” brought under Sections 33,34,35,41 and 46 of the Constitution of the Federal Republic of Nigeria (CFRN), 1999 as Amended, and pursuant to Order 11 Rules 1 of the Fundamental Rights (Enforcement Procedure), 2009. From the reliefs sought , the Applicant , intended as it were to enforce the rights of the five judges and justices which the 2nd and 3rd Respondents allegedly violated by the unprecedented incident of 8/10/16 when in the middle of the night, the houses of the said five judicial officers were raided, and were eventually arrested and detained by the 2nd and 3rd Respondent.
The 2nd and 3rd Respondents also filed preliminary objection , specifically, “that the applicant in this matter has no locus standi to institute this suit” . Secondly, “that the Court lack jurisdiction to determine this matter as the applicant in this suit lacks the legal capacity to institute the matter.” The counsel for 2nd and 3rd respondents referred to the provision of Order 1 Rule 2 (Interpretation Section) of the Fundamental Rights ( Enforcement Procedure) Rules, 2009, and argued that going by this provision “ that the present suit did not qualify to be public interest litigation.” because the said provision defines it to mean : “ Public interest includes the interest of Nigeria Society or any segment of it in promoting human rights and advancing human rights law.”

A declaration that the forceful seizure and confiscation of the sum of N93, 558, 000.00 and £25,970 pounds,£5,680 Euro by the agents of the 1st, 2nd, 3rd, 4th and 5th respondents on the 8th of October 2016 and the arrests of the judges without any court order or due process of law is wrongful, illegal, unlawful, oppressive ,unconstitutional, null and void as it violates the Hon. Judge fundamental rights as enshrined under Sections 36 of the 1999 Constitution of the Federal Republic of Nigeria. The Applicant also asked for two other declarations and five orders from the court, among which an order compelling the respondents jointly and severally to pay the sum of N50,000,000,000.00 billion to the arrested judges being general and exemplary damages for unlawful and wrongful arrest,detention, forceful invasion, sieging and forceful seizure of their monies and properties without any order of the Court. The 1st and 4th respondents filed Notice of Preliminary Objection predicated on three grounds that : (a)”The Applicant did not disclosed his locus standi to initiate and maintain the suit.” (b) There is no lis between the Applicant’s and the Respondents in this suit.” (c) “ The Applicant’s suit as constituted and conceived is a mere academic exercise and raises hypothetical issues.”
DECISION In the light of the fact, that it’s a threshold issue which needs to be resolved first, both 1st, 4th and 5th respondents as well as the 2nd and 3rd respondents have made it an issue of preliminary objection which the Court needs to resolve first. I had review the submission which both parties through their Counsel have canvassed for and against the Applicant’s locus standi or lacks of it. I raised certain questions which border on the efficacy of the provisions of the Fundamental Rights (Enforcement Procedure) Rules, 2009, which the Applicant relied heavily on in order to press the point ,that the concept of locus standi has been abolished, and according to his
ARGUMENT: Relying on Section 6(6)(b) of the CFRN, 1999 (as amended) Counsel submitted that the Applicant “ must clearly show that his civil rights and obligations are affected or would be affected by the act complained of”. Until the Supreme Court decision in Fawehinmi v. The President is reviewed,the principle of locus standi will remain as it was ably discussed by the apex court in the context of Section 6 (6) (b) of the Constitution”
submission, “ consigned to the dustbin of history.” He cited and relied on a number of appellate Courts’ decisions one of which was a recent Court of Appeal’s decision in Mrs. Ganiat Amope Dilly V. IGP & ORS (2016), as well as another Court of Appeal’s decision in Fawehinmi V. The President (2008) 23 WRN 65.Both decisions are Court of Appeal’s decision. Whilst the first case was decided in 2016 after the coming into force of the new Fundamental Rights (Enforcement Procedure) Rules, 2009, the latter case was decided before the Chief Justice made the new Rules. Two fundamental issues which the Applicant submission have not addressed or overcome in order for me to accept his proposition, are, firstly, in relation to the hierarchy of our law as was decided by the Supreme Court in its seminal decision in Labiyi V. Anretiola supra ,is whether the Fundamental Rights (Enforcement Procedure) Rules, 2009 a subsidiary legislation that can be placed on the same pedestal as the provisions of the Constitution merely on account of the provision of Section 46(3) of the Constitution? Secondly, has the Supreme Court’s decision Adesanya V. The President (1981) and in Thomas V. Olufosoye, supra by which the provision of Section 6(6)(b) of the Constitution was considered at great length been set aside? Thirdly, can any of the Court of Appeal’s
decisions which the Applicant relied on by their ratio,withstand the Supreme Court decisions or be read as consistent with its decision on the said provision and of issues of locus standi? I took time to read the Court of Appeal decision in Dilly v. IGP & it’s Supra which the Applicant handled as a “Counsel”, and I ask myself, whether the peculiar facts of that cases are such as can be “ pulled” by its hairs to match the facts of his case? This because ,the Applicant in that case, sued the Respondents for the mysterious death of his son whilst in the custody of the 1st -4th respondents as a detainee........can the same be said of the Applicant in this case in “relation to any of the affected Judges” who merely belong to the legal profession with the Applicant as with other thousands of lawyers in Nigeria........ The Applicant has not produced any Supreme Court decisions which approved the Court of Appeal’s decision in Fawehinmi V. The President. Until the Supreme Court decision in Fawehinmi V. The President is reviewed ,the principle of Locus standi will remain as it was ably discussed by the apex Court in the context of Section 6(6)(b) of the Constitution which requires an Applicant to demonstrate his “civil right” or “obligation” in “relation to him,” which act complained of his infringement. Whilst I appreciate the applicant efforts in seeking to protect the judiciary from needless onslaught and attacks by the Executive Arm of Government and its agents under a democratic despotism such as we have, it is my view that the Court of Appeal decision in The Hon. Justice H.A. Nganjiwa v FRN delivered on 11/12/17 has eloquently and decisively dealt with the issue raised by the Applicant and has restated the pre -eminent Constitutional status and role of the 6th respondent as the only recognised organ of the State that can initiate proceeding that may eventually lead to criminal indictment of serving judicial officer of the superior Court of record. ........The incident of 8/10/16 was indeed, a dark spot on the history of the Nigerian judiciary pre and lost independence era, and not a few of the judges, serving and retired felt utterly demoralized. Its’ not on account of condoning corruption on the bench, but the way the so called “string operation” was carried out, was intended not only to instill fear and timidity in the judiciary as an “Arm of Government “ but it was and indeed, virtually destroyed the institution and gravely undermines its avowed independence........ With this final thoughts, I really do not see any need to go into the merit of the Applicant’s suit as he has not been able to persuade me ,that he has the Locus Standi to fight the battle of the affected Judges who are still alive and have no disability to approach the Court to enforce their rights which the conduct of the 2nd and 3rd Respondents had breached by the events of 8/10/16. The Applicant’s suit is for these reasons struck out .The Applicant is not a busy body ,but a legal practitioner who is generally concerned as the entire body of lawyers under the aegis of the Nigerian Bar Association (NBA) had expressed its disapproval to the gestapo style and barbaric tactics deployed by the 2nd and 3rd Respondents without any recourse to the 6th Respondent to assault the base of the independence of the Judiciary as the “ 3rd Arm of Government “ by the events of 8/10/16 . Sen Adeleke, 4 others charged with exam malpractices Andrew Orolua, Abuja The Federal Government has charged Senator Ademola Adeleke (PDP, Osun West) and four others before the Federal High Court, Abuja, for allegedly engaging in examination malpractices. Senator Adeleke is the Peoples Democratic Party (PDP) governorship candidate in Osun State during the recent election in the state where he lost to Gboyega Oyetola, the candidate of the
ruling All Progressives Congress (APC). Adeleke is presently challenging the outcome of the governorship poll before the Election Petitions Tribunal sitting in Osogbo. But Senator Adeleke and others were accused in a four-count charge filed in the name of the Inspector General of Police (IGP) of alleged involvement in fraudulent act through impersonation, registering as students of Ojo-Aro Community Grammar School, Ojo-Aro, Osun State that enabled them sit for the
National Examination Council (NECO) examination of June/ July 2017. Other charged with Adeleke, in the charge marked: FHC/ABJ/ CR/156/2018, are Sikiru Adeleke, Alhaji Aregbesola Mufutau (Principal of the school), Gbadamosi Thomas Ojo (school Registrar) and Dare Samuel Olutope (teacher). The matter has been assigned to Justice I. E. Ekpo while Senator Adeleke and other accused persons will be arraigned before the judge on October 31, 2018.
Half of world’s population lives under poverty with $5 per day- World Bank Mathew Dadiya, Abuja The World Bank has said that economic advances around the world mean that while fewer people live in extreme poverty, almost half the world’s population - 3.4 billion people still struggles to meet basic needs. The World Bank disclosed this on Monday in its biennial Poverty and Shared Prosperity Report, “Piecing Together the Poverty Puzzle.” According to the Bank, living on less than $3.20 per day reflects poverty lines in lower-middleincome countries, while $5.50 a day reflects standards in uppermiddle-income countries, The World Bank reiterated its commitment to achieving the goal of ending extreme poverty, defined as living on less than $1.90 a day, by 2030. The share of the world’s population living in extreme poverty fell to 10 percent in 2015, but the pace of extreme poverty reduction has slowed, the World Bank warned. However, given that economic growth means that a much greater proportion of the world’s poor now live in wealthier countries, additional poverty lines and a broader understanding of poverty are crucial to fully fighting it, the report says. “Ending extreme poverty by 2030 and boosting shared prosperity are our goals, and we remain committed to them,” said World Bank Group President Jim Yong Kim, adding that, “At the same time, we can take a broader view of poverty at different levels and dimensions around the world. This view reveals that poverty is more widespread and entrenched, underlining the importance of investing in people.” While rates of extreme poverty have declined substantially, falling from 36 percent in 1990, the report’s expanded examination of the nature of poverty demonstrates the magnitude of the challenge in eradicating it. Over 1.9 billion people, or 26.2 percent of the world’s population, were living on less than $3.20 per day in 2015. Close to 46 percent of
the world’s population was living on less than $5.50 a day. The report also goes beyond monetary measures of poverty to understand how access to adequate water and sanitation, education, or electricity affect a family’s well-being. And since the burdens of poverty often fall most heavily on women and children, the report analyzes how poverty can vary within a household. The report finds that the incomes of the poorest 40 percent grew in 70 of the 91 economies monitored. In more than half of the economies, their incomes grew faster than the average, meaning they were getting a bigger share of the economic pie. However, progress in sharing prosperity lagged in some regions of the world. The report also warns that data needed to assess shared prosperity is weakest in the very countries that most need it to improve. Only one in four lowincome countries and four of the 35 recognized fragile and conflictaffected states have data on shared prosperity data over time. The new measures allow the World Bank to better monitor poverty in all countries, in multiple aspects of life, and for all individuals in every household. Regional snapshots East Asia and Pacific: The region was one of the best performers in shared prosperity: The incomes of the poorest 40 percent of the population grew on average 4.7 percent between 2010 and 2015. East Asia not only had the largest reductions in extreme poverty, but also in the proportion of people living on less than $3.20 and $5.50 per day. While extreme poverty is very low, the region saw a higher percentage of people lacking access to sanitation. Europe and Central Asia: Many countries in the region suffered setbacks in the growth of incomes of its bottom 40. On the other hand, several economies whose bottom 40 suffered large declines because of the financial and the debt crises were recovering. Among developing regions, Europe and Central Asia had the lowest percentage of people living under the $3.20 and $5.50 poverty lines. However, in the share of people lacking schooling
enrollment, it performs less well than either East Asia and Pacific or Latin America and the Caribbean. Latin America and the Caribbean: The region saw less shared prosperity from 2010 to 2015 than in previous years as its economies were impacted by a slowdown in global commodity prices. The region had almost 11 percent living on less than $3.20 a day and over 26 percent on less than $5.50 a day in 2015. Poverty in non-monetary dimensions such as lack of access to drinking water, adequate sanitation or electricity was much less associated with monetary aspects. Middle East and North Africa: Even though the region saw an increase in the number of people living on less than $1.90 a day, levels of extreme poverty remained low. However, the region had more people living on less than $5.50 per day in 2015 than in 1990. Additionally, almost one in seven people lacks adequate sanitation. South Asia: the region saw impressive growth of the incomes of its bottom 40 between 2010 and 2015. Despite a 35-percentage point decline in extreme poverty between 1990 and 2015, the region registered only an 8 percent decrease in people living on less than $3.20 a day, and over 80 percent of the region still lived below $5.50 per day in 2015. Also, the number of people in the region living in households without access to electricity or adequate sanitation was far greater than those living in monetary poverty. Sub-Saharan Africa: A third of the countries in this region where Nigeria falls in experienced negative income growth for the bottom 40 percent of their populations. The region with the largest number of extreme poor, Africa saw its population nearly double between 1990 and 2015, with one of the largest increases in population being for those living on less than $3.20 and more than $1.90. The poor suffered from multiple deprivations such as low consumption levels and lack of access to education and basic infrastructure services.

Although, the analysts at Cordros Capital acknowledged the fact that the Africa largest economy’s foreign exchange market remains stable. “In our second half year of 2018 outlook report, we had projected 2017 GDP growth at 2.63 per cent year-on-year (y/y), anchored on the fact that businesses will remain uncompetitive due to the absence of meaningful reforms and lack of decisive policy implementation to drive sturdy non-oil GDP growth.
“In this report, we cut our growth estimate for 2018 to 1.9 per cent y/y, driven by slowerthan-previously expected oil sector growth, the flood-induced cutback in Agriculture output, and the absence of structural reforms to propel sturdy manufacturing sector growth even as the foreign exchange market remains stable”, the analysts stated. They noted that the inflation rate might slow down to 12.71 per cent in December as National Bureau of Statistics (NBS) is expected to release September inflation rate on Tuesday, October 16, 2018. According to them, “inflation resumed uptick in August (+nine basis points to 11.23 per cent y/y), as the impact of base effect induced gains waned. “Notably, amidst sustained foreign exchange stability, the renewed pressure stemmed from food inflation which jumped 31basis points to 13.16 per cent y/y, while core inflation (-17basis points to 10.02per cent y/y) sustained its deceleration, driven by stable
energy and electricity prices. “With the gains from base effect already dissipated, together with our expected higher m/m inflation over Q4-18 compared to 2017, we expect the year-on-year headline Consumer Price Index (CPI) to sustain upward trajectory through the rest of the year. “We now look for headline CPI of 11.54 per cent y/y in September and 12.71per cent in December (FY-2018 average: 12.37per cent y/y).” The report by analysts at Cordros capital added: “On currency, as foreign sell-off of naira assets continues into the third quarter of 2018, with consequent increased demand for foreign exchange at the Investors &Exporters window, the CBN stepped up its intervention across its different foreign exchange windows. “Against that backdrop, foreign exchange reserve depleted by $3.48 billion over third quarter (Q2-2018: $1.5 billion increase), leaving the naira within our projected band
of N353-N365/Dollar and N363-N368/Dollar at the Investors &Exporters and parallel markets. “Going forward, we expect the elevated dollar sale by CBN to persist on the back of sustained pent-up foreign exchange demand occasioned by continued offshore sell-offs. In any case, with our views of sturdy CBN inflow (driven by higher crude oil price and prospects of $2.8 billion Eurobond), combined with strong foreign exchange reserves ($43.9 billion), we believe the CBN has more than enough legroom to keep the naira at current level through the rest of the year.” It would be recalled that the International Monetary Fund (IMF) recently cut down its 2018 economic growth projection for Nigeria to 1.9 per cent, from the 2.1per cent it earlier forecast for the country in 2018. Consequently, the World Bank also cut down its 2018 economic growth forecast for Nigeria to 2.7 per cent from the 3.1 per cent it earlier projected for the economy last April.

The “last mile” was a crucial topic of discussion during the main panel session of the global Infrastructure Forum 2018, entitled “Achieving the last mile through technology.” Wale Shonibare, African Development Bank’s Director for Energy Financial Solutions, Policy and Regulation, said this on Sunday during a session at the Global Infrastructure Forum 2018. Shonibare said that the Bank’s commitment to connect millions of households under its New Deal On Energy For Africa- a core component of its Light Up Africa High 5 development priorities - required flexibility and innovation from both a technology and financial perspective. “We are looking to connect 200 million households to electricity – 75 million of those will be off-grid. “Conventional grids cost, on average, US$2,500 per connection in rural communities, whereas mini grids cost between US$500-1,00 per connection. FG to provide indemnity for re-concessioning of Lagos Trade Fair Complex Mathew Dadiya The Minister of Industry, Trade and Investment, Dr. Okechukwu Enyinna Enelamah, has said the Federal Government is ready to provide indemnity to ensure that the re-concessioning of the Lagos International Trade Fair Complex (LITFC) is successful. Speaking at the kick-off meeting for advisory services for the concession of the LITFC in his office in Abuja , the minister said that this time around the concession must be done right as “the Federal Government is prepared to provide indemnity to cover all the legal issues and other encumbrances on the LITFC”. He commended the leadership direction of the Bureau of Public Enterprises (BPE) led by Mr. Alex A. Okoh on the LITFC re-concessioning, adding that “on behalf of the Federal Government and this ministry, I wish to note that it is important to always do the right thing, as it is being done now on the Lagos International Trade Fair Complex by the professionals at BPE”. He said: “for the love of country and professionalism, we support this development.” Earlier, Director General of the Bureau of Public Enterprises (BPE), Mr. Alex A. Okoh had said the Federal Government was eager to promote private sector participation in the operation, management, and maintenance of the Trade Fair Complex. He added that the government was also keen on ensuring that the complex is managed on a commercial basis and fulfills the underlying objectives of hosting annual international trade fairs, expos, and exhibitions. “This facility is a prime trade fair and convention complex with the potential to be one of the very best in Africa. It is located along Lagos-Badagry Expressway, a major gateway into Nigeria from the West African coast and has abundant land for further development”, he said. Okoh said the objective of the advisory consultancy is to advise and assist the Bureau (as representatives of the Federal Government) in identifying and engaging a credible private sector concessionaire for Lagos International Trade Fair Complex, adding that the prospective concessionaires must be experienced local or international operators with the technical and financial capacity to: manage and operate the complex for a minimum of 30 years; and invest in the rehabilitation of existing facilities and further development of the complex.
How petrol price hike by 1.9% year-in-year – NBS Motolani Oseni The National Bureau of Statistics (NBS) has said the average price paid by consumers for premium motor spirit also known as petrol increased by 1.9 per cent year-on-year. The bureau in its latest petrol price watch report that was released on Monday disclosed further that average price paid by consumers for petrol increased by 0.3 per cent month-on-month to N147.30 in September 2018 from N146.90 in August 2018. According to the Bureau report, states with the highest average price of premium motor spirit (petrol) were Enugu (N153.88), Taraba (N152.86) & Delta (N150.92). “States with the lowest average price of premium motor spirit (petrol) were Kano (N144.87), KatsinaN143.63) & Bauchi (N144.00),” the report added. The bureau also stated that average price paid by consumers for automotive gas oil (diesel) increased by 1.76 per cent month-on-month and 14.52per cent year-on-year to N211.64 in September 2018 from to N207.98 in August 2018. The report by NBS stated that states with the highest average price of diesel were Borno, N245.83;
Taraba, N235.00 and Sokoto, N228.33. “States with the lowest average price of diesel were Edo, N197.28; Katsina, N195.63 and Rivers, N190,” the report explained on average price paid by consumers for diesel. Consequently, the report by NBS said, the average price per litre paid by consumers for Kerosene increased by 2.95 per cent month-onmonth and 12.40 per cent year-on-year to N297.28 in September 2018 from N288.75 in August 2018. The report on kerosene price disclosed that States with the highest average price per litre of kerosene were Abuja (N350.00), Niger (N337.88), and Enugu (N344.67). States with the lowest average price per litre of kerosene were Borno (N250.00), Abia & Kogi (N241.67) and Kwara (N235.28). Similarly, average price per gallon paid by consumers for National Household Kerosene increased by 3.95per cent month-on-month and by 15.75per cent year-on-year to N1127.05 in September 2018 from N1084.24 in August 2018. “States with the highest average price per gallon of kerosene were Ebonyi (N1260.00), Jigawa (N1258.33) & Ekiti (N1253.33). States with the lowest average price per gallon of kerosene were Benue (N1016.64), Bayelsa (N994.90) and Akwa Ibom (N956.01).” The report on Cooking Gas added that average

Usain Bolt baffled by drug test request
Usain Bolt was left stunned after being handed a drug testing notice despite retiring from athletics and having no professional contract as he bids to launch a football career in Australia. The 100m world record-holder quit athletics last year and is yet to be offered a deal by Australia’s Central Coast Mariners, where he is currently on trial. “So guys I’ve retired from track and field looking to become a footballer but look at this,” Bolt said Monday, via an Instagram video as he zoomed in on the notice. The demand for the out of
competition test – to collect urine and blood – appears to have been issued by Football Federation Australia. “How am I going to get a drug test today? I’m not even a professional footballer yet. Seriously,” said Bolt. “So I asked the lady, ‘Why am I getting drug tested when I haven’t signed for a club yet?’ and she said they told her I’m an elite athlete so I have to get tested. Okay then.” Despite his displeasure, it appears the Australian Sports Anti-Doping Authority guidelines mean he is eligible to be tested. Their legislation defines an

athlete as a “person who competes in sport” if “the sport has an antidoping policy”. The eight-time Olympic champion, who dominated sprinting after taking double individual gold at the Beijing Olympics in 2008, is now bidding to become a professional footballer. He made his case on Friday by scoring two goals for the Mariners in a pre-season friendly. The superstar, a massive Manchester United fan, has been handed a chance to train with the A-League side for an indefinite period in order to pursue his dream.
Gernot Rohr: Super Eagles need ‘big fighting spirit’ to beat Libya in Sfax Nigeria coach Gernot Rohr says he expects a challenging Africa Cup of Nations qualifier rematch against Libya on Tuesday despite trouncing the north Africans at the weekend. Odion Ighalo, the former Watford striker now at Chinese club Changchun Yatai, bagged a hattrick as Nigeria thrashed Libya 4-0 in the southern town of Uyo on Saturday. They will square up again in Sfax in Tunisia, the adopted home of war-ravaged Libya. Rohr said he expected the Libyans to provide a stiffer challenge as they seek to avenge the heavy loss. “We need a big fighting spirit to beat Libya again,” he insisted.
“It will be a difficult game because after losing 4-0 in Uyo they will be aggressive, they want revenge.” Rohr added: “We have to be stronger to win again. It’s not finished yet. “Libya was not defensive (in Uyo) and they could also have scored. They played well, they were fighting.” The Franco-German coach said the Super Eagles won because their strikers outran Libya’s flat-footed defense. “Our quick strikers tried to be efficient against the slow defenders of Libya,” Rohr explained. “We scored an early goal from good pressing and in the second half, they left space in their defense
because they tried to score also and we had more opportunities to score.” Turkey-based Ogenyi Onazi and Shehu Abdullahi have been ruled out of Tuesday’s match after picking up injuries. Onazi has an inflamed Achilles, while Abdullahi did not complete Saturday’s game due to a leg muscle injury. Nigeria is now second in Group E with six points from three matches, a point behind leaders South Africa. Libya is third with four points, while Seychelles have yet to record any points. The top two teams in the group will advance to the finals in June 2019.
Christian Chukwu: It’s important for Super Eagles: We‘ll beat Libya again Super Eagles to beat Libya in Tunisia Former Super Eagles’ chief coach Christian Chukwu on Monday said it was important for the senior national men’s football team to beat their Libyan counterparts at Sfax in Tunisia on Tuesday. The News Agency of Nigeria (NAN) reports that Nigeria face Libya in a Group E Match Day 4 fixture in the 2019 AFCON Qualifying Competition. On Saturday, both sides had met in Uyo in a Match Day 3 fixture, with hosts Nigeria winning 4-0 to move into second place in the group with six points. Christian Chukwu told NAN on Monday that another victory
over Libya would go a long way in seeing the Super Eagles through to the Nations Cup scheduled for June in Cameroon. “They need to go on to beat the Libyans. There should be no questions about that, because a win on Tuesday will take care of so many things and pave the way for them to head to Cameroon,’’ he said. The former captain of the defunct Green Eagles, where he was a force in the team’s central defence, however commended the Super Eagles players for their outstanding performance against Libya. “I am interested in results, as I will rather love to play badly and win than to play well and lose. “The Eagles made us proud on Saturday, as most of us did not see the 4-0 result coming. Instead, we were expecting a 1-0 result,” Chukwu said. NAN reports that Nigeria beat visiting Libya 4-0 in the qualifier at the Godswill Akpabio International Stadium, with Odion Ighalo scoring a hat-trick for the Super Eagles in the match. Samuel Kalu scored the fourth goal of the match, for Nigeria to stay just below group leaders South Africa who stay top of the group after a 6-0 win over Seychelles.

FIBA chief Patrick Baumann dies of heart attack in Buenos Aires Patrick Baumann, the 51-year-old Secretary General of basketball’s world governing body, has died of heart attack at the Youth Olympics in Buenos Aires, the International Basketball Federation (FIBA) said on Monday. FIBA said in a statement that “basketball has lost a leader, an advocate and a friend and our thoughts are with Patrick’s wife and two children at this tragic time.” Baumann was a former player, coach and referee who first joined FIBA as a lawyer in
1994 and was appointed FIBA Secretary General in 2002, after previously serving as deputy. The Swiss national was influential in Olympic circles and an International Olympic Committee member since 2007. He led an IOC panel overseeing the 2028 Los Angeles Olympics. “This is a great shock which has hit us all very hard. “We can hardly believe this terrible news. Particularly since, even today, we have seen him working hard, as we always knew him, for the sport he loved,” Thomas Bach, IOC President, said.
