The ruling All Progressives Congress (APC) is now in solid control of the South West geo-political zone of the country as the Independent National Electoral Commission (INEC) on Sunday declared the APC governorship candidate and former Minister of Mines and Steel Development, Dr Kayode Fayemi, as the winner of Saturday’s governorship election in Ekiti State. Prior to the epic governorship tussle on Saturday, the APC controls five states in the zone while the Peoples Democratic Party (PDP) is at the helm of affairs of only one state with the outgoing Governor Ayo Fayose as the chief executive of the state. But the other five states in the South West - Lagos, Oyo, Ogun, Osun and Ondo are under the firm control of the APC with the following State Governors: Akinwunmi Ambode (Lagos), Ibikunle Amosun (Ogun), Abiola Ajimobi (Oyo), Rauf Aregbesola (Osun) and Rotimi Akeredolu (Ondo). Declaring Fayemi as the winner of the election at the INEC headquarters in Ado-Ekiti, the Chief Returning Officer for the Ekiti State governorship election and Vice Chancellor of the University of Ibadan, Prof Idowu Olayinka, declared that Fayemi polled 197,459 votes to defeat the Peoples Democratic Party (PDP) candidate, Prof. Kolapo Olusola Eleka, who came second with 178,121 votes. But the PDP has rejected the results, claiming that the election was marred by irregularities and attacks of its members and supporters. The PDP’s agent at the collation centre, Mr Sunday Olowolafe, also urged INEC to stay action on the declaration of a winner until a re-run was conducted on the grounds that there were established cases of violence, vote-buying and ballotsnatching. Other results declared by Olayinka were Accord, 250; Action Alliance, 41; ACD, 1149; AD, 216; ADB, 1082; ADA, 107; AGAO, 31; ANRP, 125; APA, 1199; and APDA, 464. Also declared were APGA, 70; ANPP, 14; DA, 14; DPC, 147; DPP,181; FJP, 42; GPN, 20; I.D, 31;, KOWA, 23; LP, 280; MMN, 35; MPN, 23; NDLP, 44; NPC, 353 PANDEL, 74; and PGC, 1242. The rest are DPA, 632; PPN, 107; SDO, 367; UDP, 29; UPN, 33; YDP, 31 and

YPP, 49. Olayinka further declared that the total valid votes in the election was 384,594 while total votes cast was 403,451, with 18,857 votes invalidated. Fayemi, who won in 12 out of the 16 local government areas of the state, will take over from outgoing Governor Fayose on October 16, 2018. According to INEC results, Fayemi won in Irepodun/Ifelodun, Oye, Ido/Osi, Ikole, Moba, Ise/Orun, Ilejemeje, Ekiti West local government, Ijero, Gbonyin, Ekiti South West and Ekiti East. But the candidate of the PDP, Prof Kolapo Olusola Eleka won in the four local governments areas of Ado, Ikere, Emure and Efon. A breakdown of the result shows IlejeMeje (APC 4,153, PDP 3930), Irepodun/ lfelodun (APC 13,869, PDP:11456), ldoOsi (APC 12,342, PDP 11,145 and Oye (APC 14, 995, PDP 11,271) Also released were Efon (APC 5,028, PDP 5,192), Moba (APC 11,837, PDP:8,520) Ijero (APC 14,192, PDP 11,077) , Gboyin ( APC 11,498, PDP 8,027) Emure (APC 7,048 PDP, 7,121 and Ikere (APC 11,515, PDP 17,183). Others are Ekiti/West(APC 12,648, PDP 10,137) Ikole (APC 14,522, PDP:13,961) Ise Orun (APC 11,908, PDP 6,297), Ekiti /East (APC:12,778, PDP 11,544) Ekiti South West (APC 11,015, PDP:8,423) and Ado (APC:28,111, PDP 32,810). I will restore Ekiti values, says Fayemi Meanwhile, Fayemi has described his victory in Saturday’s governorship election as one “ for reclaiming the land and restoring Ekiti values.” Fayemi spoke on Sunday while addressing journalists in Isan-Ekiti shortly after he was declared the winner of the governorship election. He said: ” The victory of this election, I believe, is for reclaiming the land and restoring the values of our people. “Our values in Ekiti are respect for our leaders, commitment to our people, non brigandage, nor criminality and so on. ” This victory is a victory for all, it is not a victory for only Gov. Kayode Fayemi, it is a victory for all the Ekiti people.’’ Fayemi also described his victory as significant to the future of democracy in Nigeria. “This was just not an Ekiti election, I want people to understand that this election has a lot of significance to the future of democracy in Nigeria. ” The fact that we have witnessed a free, fair and transparent election process has huge importance for similar

exercises like Osun State next door to us and eventually the national elections in February 2019,” he said. Fayemi also thanked all the APC leaders, including President Muhammadu Buhari, National Leader of the APC, Sen. Bola Tinubu, former governor of Ogun, Chief Segun Osoba, former interim Chairman of the party, Chief Bisi Akande, as well as party leaders in the state. The President commended the APC candidate and all party supporters for the hard-fought victory after a dignified campaign. Buhari urged the governor-elect and APC members to be magnanimous in victory as the incoming administration prepares to unfold a new lease of life for the people of Ekiti State through purposeful and responsible governance. He commended the people of the state for their matured and peaceful conduct as they made their choice using the power of the ballot. Buhari also lauded the Independent National Electoral Commission (INEC) for adequate preparations and displaying impartiality throughout the process. He applauded the security agencies for creating the right atmosphere for the relatively peaceful conduct of the polls and urges them to sustain the peace. He also commended local and international observers and monitors for their vigilance and contributions towards the relatively hitch-free exercise. The President also urged the losers to be gallant in conceding defeat and use constitutional means to settle whatever grievances they may have rather than resort to self-help. and a new one has begun. This was not done by contrivance or artifice, nor was it the product of intimidation or improper influence. This came about because it was the will of the people of Ekiti as expressed and manifested in the conduct of a free and fair election in that state. In voting as they did, the people voted for the state to take a path different from the one on which they had been. “In voting as they did, the people thus voted for themselves. Here, we must congratulate Dr. Kayode Fayemi and our party, the APC for the successful campaign that was run and for the confidence the people of Ekiti have shown in transferring the mandate to govern them into our hands”. Meanwhile, the APC has said that the crude and pedestrian politics of the PDP has been rejected as manifested in the just concluded Ekiti State Governorship election won by Fayemi. We’re in grand alliance to rescue Nigeria, says ADC The African Democratic Congress (ADC) has said that its alliance with 37 other parties to form the Coalition of United Political Parties (CUPP) is mainly to rescue Nigerians from the maladministration of the current regime. The Chairman, ADC, Ogun State, Dr. Gbolade Oshinowo, disclosed this during a press conference at the party’s secretariat, Agbeloba, Abeokuta, Ogun State. He added that he was confident that the alliance would unseat President Muhammadu Buhari in the 2019 presidential election. Oshinowo also decried what he described as hunger in the land and pointed out that the country had become one with the worst economic indices in the whole world under Buhari. The chairman, who reiterated that the All Progressives Congress (APC) had failed woefully, said that the deployment of 56,000 military and police personnel ahead of the Ekiti State governorship election, was an indication that the president lacked the will to secure the country. He added that the President should have sent the same number of personnel to stop the Fulani herdsmen’s killings in some northern states, he said. Oshinowo maintained that the ADC was on a rescue mission to save Nigeria and Nigerians, calling on the youth and women to join the party in order to save the country from the current economic, religious and political chaos. He said: “ADC is the fastest growing political entity in Nigeria for good reasons. It is a symbol of hope; it is a symbol of the concerted efforts of the patriots to rescue the nation from the present ongoing misrule and maladministration of the APC

government and it is the hope of youth and women in general. “Look at what is happening in the APC today, the President has performed woefully, everybody knows that and yet that big party cannot find anybody to challenge him. He is the sole candidate; he has already been ordained again for another four years. Everybody sees that Buhari is not good for this nation. CUPP will provide an incredible alternative.” He added: “ADC is engaged in a rescue mission. The ADC is a proud member of CUPP. We are also very keen on leadership and governance. To a large extent, many people see politics as a quick way of making money, and not a platform for social development, for public service, for social engineering as our founding fathers want it to be. The ADC wants to change all that. “It is a vehicle for restoring good governance. It is as if we are in a war situation. There are unrestrained killings. If someone wants to give the definition of the failed state, where life is brutish, short and insecure; when you sleep and you don’t know that you will wake up; when you go to work, you don’t know if you will come back home; that is the description of Nigeria today. “The economy has failed, Nigeria has now become one with the worst economic indices of poverty in the whole world. Over 300 businesses have been shut down since this administration came into office and more are shutting down. Famine is looming because when farmers plant and they cannot harvest because their food has been scattered by cattle, what will be there for human consumption?” Osinowo urged Nigeria not to miss the rescue train, saying it was time to vote out insecurity in all forms.

Addressing a press conference in Abuja on Sunday, PDP national publicity secretary, Kola Ologbondiyan, said going by “authentic results flowing directly from the polling centers across the state, it is clear that the PDP candidate, Prof. Kolapo Olusola-Eleka, incontrovertibly won the election, with very comfortable margin over the APC candidate, only for INEC to allow the alteration of results at the collation centers”. The party further alleged that “ the people of Ekiti State were pillaged, openly brutalised, confronted with the worst form of cruelty and intimidation from security agencies, and their mandate, which they freely gave to the PDP, was snatched at ‘gun point’ by enemies of democracy, who are parading themselves as icons of anti-corruption”.

Meanwhile, Fayemi has urged the PDP and its flag bearer, Kolapo Olusola and Governor Ayodele Fayose to accept the results of July 14 poll as declared by the INEC on Sunday, in good faith, promising to bring all stakeholders on board in working for the good of the state. Fayemi, who appreciated Ekiti people for “keeping with the finest traditions of democracy and determined through the ballot box to change the course of our destiny for good,” described his victory as: “ the resilient people of Ekiti State whose brightness and hope never dimmed in the face of untold hardship and all forms of indignity under the PDP

leadership who have ruled them like a conquered people.” Assuring the people of a better life under his government, Fayemi said: “Our collective rescue mission and the audacious dream to reclaim our land and restore our values have attained a new height on the journey to full realization. “We are particularly pleased that while there were reports of minor breaches as you would find with any high stakes contest, the entire process was adjudged to be generally free, fair, and credible.” Fayemi extended an Olive branch to other contestants, saying: “I salute all fellow candidates for enriching the process and for your civility and patriotism in accepting the outcome of this exercise. I look forward to consulting with you all to secure your input as we fine-tune our governance agenda for the years ahead. The governor-elect also commended President, Muhammadu Buhari and the leadership of APC for: “bringing Ekiti back to the progressive fold.” Hinting that a transition committee which would immediately work towards paying arrears of workers’ salaries, run government with more transparency and accountability, Fayemi assured that his team would “ bring back the corporate organisations and development agencies that had left the state due to the draconian measures put in place by the outgoing administration, in order to once again attract the participation of such enablers of jobs creation, peace, and prosperity in our state.” In a related development, the National Broadcasting Commission (NBC) has ordered the immediate closure of the Ekiti Broadcast Service for breaching provisions of the Broadcasting Code. The Commission ahead of the governorship elections had called on broadcasters in the country to adhere to the ethics of election coverage. According to the NBC, the Ekiti Broadcast Service (EBS) breached the Electoral Act and Broadcasting Code by allowing Governor Ayodele Fayose to announce results in favour of his deputy and candidate of the PDP, Kolapo Olusola, and declare him the winner of the governorship election in the state. Beyond what it said was the unauthorized declaration of election results by the governor, the NBC also accused the governor of using the broadcast service to make malicious and unsubstantiated comments against the Independent Electoral Commission (INEC), the police and the Department of State Services.

I reminded him of the agreement the Nigerian Navy had made to protect us while we discharge our duties. “To confirm my report, Aba sent some of his officers to come see things for themselves. When they came, walked round the scene, they then concluded the boys would have been involved in pipeline vandalism and met their waterloo in the act. “This narrative angered my men, so I instantly called the police attention to the murder. The police came, pulled out the dead bodies and it was discovered that they were slaughtered with machetes. They both had machete wounds all over them,” he said. Making a case for his personnel, Aminu decried the act by the Naval operatives, saying it has become obvious that the lives of his personnel are no longer safe. He maintained that their safety especially with the Nigeria Navy that had promised

to protect them can no longer be guaranteed. He said: “At this point, it is obvious the Navy has no good intentions for us. They cannot protect us, instead they are fighting us. So we have decided to stop working. We have communicated to NNPC and they are yet to get back to us. “To confirm the fact that the Navy know what they are doing, they have chosen not to allow us see our men in their hospital. Goni claimed the FOC said we shouldn’t come to see our men in the hospital. Let me also remind you that early this year, they had also abducted four of our men (Aree Ibrahim, Olayinka David, Idowu Oni and Abayomi Williams) who are still with them in Abuja.” The coordinator stated frankly that if personnel from the security firm would have to return to their duty posts, then they must be allowed to carry light arms to protect themselves from the unknown. “If we must go back and continue our job of protecting pipelines, then we must be allowed to protect ourselves by carrying light arms. Other security agencies like the police have been very supportive but the Navy has made it clear they are not happy with what we are doing. We do not have any ulterior motive, we are only concerned and doing our best to protect our national interest by safeguarding petroleum pipelines, “he pointed out. In his reaction, the FOC, Western Naval Command, Sylvanus Aba, who spoke with our correspondent via a telephone conversation, confirmed the incident. He alleged that the guards engaged in criminal activities especially pipeline vandalism. His words: “The persons killed were killed with machetes. What will the Navy be doing with machetes. The fact is that these socalled guards engage in criminal activities. They claim they have not been paid for 15 months and they are still working, why because they are siphoning fuel. They are even raping the women in the villages and committing all forms of atrocity. “Two of their men are with us at the Navy hospital because we want to use them to give evidence.” On the agitation by the guards to bear arms, Aba said: “We had a meeting with the management of Topline security in Abuja and it was resolved by all that no arms should be carried by their operatives again. “If they are saying they want to carry arms, we are insisting such arms should be licensed by the Police.”

Welcoming the President to the university, the Vice-Chancellor, Professor Chinedum Nwajiuba, noted that the visit would remain a milestone in the history of the University, adding that the commissioning of the erosion and flood control works, which encompassed culverts, drainages, asphalt roads and solar-powered street lights was a good gesture from the federal government and a first of its kind in the history of the University. “These roads are the first set of asphalt roads to be constructed and

commissioned in this university since its inception 7 years ago. Osun approves N377m loan for rice farmers Osun Government has approved N377.1 million agriculture loan for 1,000 rice farmers to cultivate 1,000 hectares of farmland in the state. In a statement by his media aide, Mr Sola Fasure, on Sunday in Osogbo, Gov. Rauf Aregbesola said the loan would be accessed from the Bank of Agriculture. Aregbesola said farmers in Ola-Oluwa, Egbedore and Ejigbo Local Governments would benefit from the loan which is a facility under the Anchor Borrowers Programme of the Central Bank of Nigeria. He said the loan was approved by the State Executive Council as requested by the State Ministry of Agriculture and Food Security. Aregbesola also said that the State Executive Council considered and approved two billion naira for the upgrade and rehabilitation of nine technical colleges in the state.

The Nigeria Labour Congress (NLC), Ebonyi chapter, has commended Gov. Dave Umahi for paying June and July workers’ salaries even without receiving May federal allocation. NLC State Chairman, Mr Leonard Nkah, in a statement he issued on Sunday, said that “Umahi has proved to be a man of his words.” He noted that the governor on assumption of office promised that workers’ salaries would be paid by the 15th of every month. Nkah said that the governor surprised workers, as they started receiving alerts for the July salary on Friday, July 13. He commended the governor for maintaining the salary payment deadline, adding “God was using the governor to rescue Ebonyi workers from hunger and poverty and enjoin him not to relent.

North East needs food intervention for 3m IDPs – UN The UN Office for Coordination of Humanitarian Affairs (UN-OCHA) says an estimated three million displaced persons face critical food and nutrition insecurity in the northeast. OCHA, in its humanitarian situation report for the month of June, said no fewer than 1.7 million persons were displaced by the conflict in the region in the past nine years. According to the fact sheet, the number of people estimated to be facing critical food and nutrition insecurity is projected at three million, following recent assessments exercise in the area. It said that humanitarian actors and partners were carrying out a re-targeting exercise in Borno and Yobe to ensure that the most vulnerable people receive food assistance. Ocha also said: “Large-scale displacements continue to take place weekly; in the past seven months, since hostilities intensified in the northeast, more than 130,000 people have been displaced.

The ruling class, APC, CUPP and road to 2019

For days now, I have been ruminating on what can be the appropriate title for the issues I want to address in this write up. I do not think I have been very successful in finding one, as the insertion of the phrase ‘’In Lieu …’’ to the title above clearly indicates. Nevertheless, with or without an appropriate title, the issues are there, they are real, and they are unfolding before our very eyes, in real-time. In the last couple of months, the Nigerian ruling class panicked by the crass incompetence and grave failures of the current administration, has gone into a frenzied excursion aimed at realignment of their forces. This frenzied search was given some life when the talk of a ‘’Third Force’’ movement began to make its rounds through the national polity. This initial thrust found material reality in the Nigeria Intervention Movement [NIM]. This movement to cobble a ‘’Third Force’’ together was given a boost with the intervention of OBJ through His open letter to the current regime, denouncing their performance in office, and his subsequent call for the formation of a Coalition for Nigeria Movement [CNM]. Thus, with the emergence of CNM, there began a jostle for the strategic positioning to become the Real Third Force, even though membership and even certain levels of leadership of the claimants in many instances appear to be quite fluid and meshed. The implication being that there were quite a number of persons who held membership, and even leadership positions across the contending Third Force Movements. The panicky induced confusion in the ranks of ruling class elements, including a significant section of the middle class, is what has culminated into the agreement and signing of an

MoU to establish the alliance now called; ‘’Coalition Of United Political Parties’’ [CUPP]. But we have been here before, even in the life of the 4th Republic inaugurated since May 1999. Precisely on the road to 2015 general elections we were at a similar juncture, with the ruling class responding in similar manner. There are a number of significant similarities between the factors [push and pull], and the processes leading up to the formation of the APC in 2013 in preparation for 2015. The reasons then and the reasons now are the same. To get read of a ruling regime whose incompetence has become an albatross on the head of the ruling class, along with the dismissal of a ruling party, whose megalomania has led to an impunity that has become an existential threat to the continued rule of the ruling class. That situation has once again been replicated on the road to 2019. And just as then towards 2015, they know as a class that they need to find a way to get rid of both the regime and the ruling party in order to relieve the existential threat to their class hegemony and rule. But in 2013 time was on their hands and so they could actually contemplate the merger of political parties into a single political party in time enough to be prepared to fight the general elections with a United Front of the majority of the Ruling Class factions. But alas now, they do not have enough time for such a manoeuvre, hence they have settled for the next best, an alliance, in the form of a coalition of parties against the current ruling party. As in the case towards 2015, the then ruling party was unravelling and disintegrating just as the new United Front was being put together. Similarly, today, the new ruling party is also unravelling just as a New Ruling Class Alliance is being put together in the

name of CUPP. On the crest of this similarity is also the difference between then and now. The last time around they had enough time to put together a United Front, very unstable and fractious, it is true, but nevertheless, a United Front – the APC. However, this time around, swirling in the midst of more immense pressures, and with not that much time, they are struggling to put together a Ruling Class Alliance of Parties, again unstable, and fractious, but nonetheless an alliance - the CUPP. And just as they did towards 2015, when they announced the merger and the sharing of positions before even beginning to reflect on a common program or manifesto [recall that the APC Manifesto and constitution came after the merger]; they have also now, on the way to 2019 announced an Alliance, without a manifesto, without a shared program, and without rules and regulations to manage the alliance. What is more? Just as with the APC, the CUPP has also announced the principles that will guide their sharing formula for positions. Again, the similarity also contains an element of difference. The agreement to which all the Party Chairpersons appended their signature, which was never discussed with their respective Party organs, contains some outlines of some guiding principles, even if these principles are superfluous, and ambiguous. For instance, their consensus Presidential Candidate, if elected will send a bill on restructuring to the National Assembly. This is all well and good. But just as with the APC, what does restructuring mean for the CUPP? What their agreed and shared blueprint and program for restructuring that an executive led by them will articulate in a bill to the National Assembly? How might a restructured Nigeria

tackle the question of citizenship and indigene-ship? Will the basic rights of Nigerians in the restructured Nigeria be guaranteed wherever they are resident, or only fully when they are in their region or province of origin, as is the case with the state of origin now? Will citizenship rights be guaranteed on the basis of residency, wherever you are resident in Nigeria, or on the basis of place of origin, in which case our citizenship of Nigeria continues to be diminished once we are resident outside our so-called place of origin? Let us use the clamour for state police as an example to illustrate what we mean. Will a state, regional, or provincial police in a restructured Nigeria be a police force for and made up of residents of the said geographical entity, or will it be a police force for indigenes and made up exclusively of indigenes of the region? This is important because without addressing the question of universal citizenship based on residency, a state or regional police will be nothing other than an ethnic militia, pure and simple. There are other issues around having a state police, this includes questions of a total restructuring of the justice sector as well. A state police will primarily enforce state laws through a state judiciary, along with a state correctional facility or prisons system. And there are issues of coordination when multiple jurisdictions are involved in the prevention, investigation, prosecution of a crime that has crossed several state borders for instance. This ruling did not on the way to 2015 give any thoughts to these very fundamental issues beyond the sloganeering refrains. And they certainly haven’t learnt their lessons, as they are equally not doing any fundamental reflection on these issues even now on the way to 2019.

Legislature, bills and court judgements

As far as one knows, no court in the United States of America has ever issued an injunction against the Congress, restraining it from summoning any person or preventing it from concluding any proceedings before it. In the United Kingdom, this phenomenon is even unthinkable. Emeritus Professor Ben Nwabueze, SAN has also cited numerous African and Commonwealth countries where this practice of stopping parliament through court injunctions is also unheard of. What Justice Ahmed Mohammed did on March 14 was to allow his court to be used to scrutinize constitutionality, not of a law but, of a pending bill on election. If you are not alarmed by the peculiar pronouncement of Justice Mohammed purporting to restrain the Senate from proceeding on passing of the bill, then you have overlooked a dangerous precedent and a big threat to our democracy. We would all soon be alarmed when in the near future, I bet, a judge would try to stop the parliament from e.g. passing the budget, or from screening ministerial nominees, or from considering committee reports. Apart from being the first judge to allow interpretation of provisions of a bill in a court of law, Justice Mohammed scored another first by restraining Mr. President from assenting to the bill. Judiciary has been restraining parliament but it has never restrained the executive

in the exercise of its constitutional powers. Undoubtedly, this would have opened doors for anybody to seek to restrain a President from convening a Federal Executive Council meeting. Perhaps again after unexpected leaders would have emerged during the Ninth Assembly in 2019, a judge would issue an injunction stopping a Mr. President or Governor from exercising their powers under S. 64 or S.105 of the Constitution to inaugurate a new parliament! But consider a few more examples of where judiciary has unconstitutionally and undemocratically interfered with the exercise of legislative powers. Last February, Justice Anwuli Chikere held that the House of Representatives could not continue with an investigative hearing on the Law School hijab controversy with Miss Firdaus. Also, the court in Adeola Vs. HOR (2015) prevented legislators from casting votes to change their Majority Leader during the dying days of the Jonathan Administration. Again, Mr. Justice Gabriel Kolawole (now of Court of Appeal) stopped the Senate from inviting the former EFCC Chairman to disclose the whereabouts of recovered looted assets and whether some of the assets have not been illegally converted to personal use. The billions of Naira at stake are forever hanging: Ibrahim Lamorde V. The Senate (2015). So many more instances abound. Indeed, an

undemocratic precedent is gradually being established in Nigeria whereby when a public official is invited on investigative hearing that is of national interest, he rushes to court and a judge will readily stop the parliament in what is couched as interim order, but in effect a permanent one. Many Nigerian lawyers, and judges, do not believe there is a matter on the face of the earth which the court system cannot or should not entertain. And it is only in Nigeria. But I dare say this Nigerian belief is erroneous. They cite copiously from the Constitution as if we are the only one in the world that operates a written Constitution, or that the provisions of our Constitution originate from such locations as Daura, Ile Ife, or Benin, or are inspired by philosophies that are exclusively Nigerian. As with the other two arms of government, judicial power is limited by the principle of separation of power. I am sure many lawyers may not like it, but reality is that judicial activism stops where legislative powers begin. Judicial power in any system of government, democracy or autocracy, is not infinite and Nigerian courts should embrace their limit and not arrogate to themselves the power to tell the legislature how to exercise its own power. Let me have the answer when you ask a typical judge, “what is the adjudicatory limit of Nigerian courts?”

The fact is Nigeria operates a ​ presidential system of government, and it is the Constitution that has allocated governmental powers between the three arms. The Constitution can only codify so much of hundreds of years of democratic practice of the West, especially the USA. As a code our Constitution, however long winded, can only capture salient features of this system of government, leaving the dayto-day detailed practice to treatises, publications and exchange of ideas and visits which legislators do undertake. Separation of Powers is an established tenet of this system. The Court of Appeal has since held Separation of Powers to mean, among others, that one branch of government should not exert control on another in Hon. Abdullahi Ahmed V. SOHA. Yet, the statement of Justice ​ Mohammed is symptomatic of a wider trend of judiciary-induced roadblock against the parliament. I am one of those who share the notion that the tendency is extremely high for a negative judicial pronouncement on any parliamentary process and procedure. Whenever it has to exercise discretion in determining propriety of exercise of legislative power, it is unlikely the judiciary will not pothole exercise of that power, even if that decision is incongruous with established global legislative practice. One further example will suffice.

Editorial Commentary Remembering the ‘real’ MKO Abiola (3) Times Guest Colunmist Yemi Ogunbiyi His direct assistance to Yoweri Museveni in his liberation struggles in Uganda is too well known to be recounted here. It is sufficient merely to recall that he gave massive financial assistance to that cause. He has travelled extensively around the world on his own, addressing diverse groups of audiences on a whole range of subjects, from Pan-Africanism to Reparations, Technology, Sports, Education, Racism, African political theory, African folklore, Business, the Environment, and “our connectedness as African peoples to a wider flow of world history”, – again, asking for nothing in return. At last count, he had been conferred with 197 traditional titles by some 68 different communities in Nigeria. Bashorun Abiola has been honoured by scores of educational institutions, worldwide, the last one being an honorary degree from the University of Makerere, Uganda. Since 1972, his financial assistance has led to the construction of some 63 secondary schools, 121 mosques, 41 libraries, and 21 water projects in 24 states of the Federal Republic of Nigeria. He is, to date, the grand patron of some 149 societies or associations in Nigeria alone, that is, not counting his affiliation with scores of professional associations at home and abroad. During the conferment of the award of the “Order of Merit of Gold”, Africa’s highest award for Football in Dakar, Senegal, in January 1992, it was revealed that no other African, dead or alive, had made as many “quantifiable contributions” as he had made to the development of sports in Africa. By any standard, these are phenomenal achievements for a single being in one full life time, let alone one that has spanned a mere fifty five years. Yet, we may not quite know him as he really is. There is the danger, ever so real, that he could become the wrong sort of myth for the wrong sort of reasons. Moshood Kashimawo Olawale Abiola, who was born on August 24, 1937 in the Gbagura quarters of Abeokuta, is a descendant of Agbon who led the Gbagura warriors into Abeokuta in 1930. Traditionally, Gbaguras are warriors and had taken up settlement in the outer boundaries of Abeokuta, where they conveniently defended the city from outside invasions. If you accept Samuel Johnson’s explanations in his seminal work, The History of the Yorubas, then the Gbaguras were closest to Oyos in mannerisms and perhaps, by implication, the most cunning of the Egbas! Although, the view that young Abiola was born into abject poverty seems to have percolated somewhat, his father, Alhaji Alao Salawu Adenekan Abiola was a small time produce buyer in Ikire even before Moshood was born. And although Moshood was his twentythird child, he was the first to survive, the first twenty-two dying either at birth or before attaining the age of one; hence the name Kashimawo, indicating the uncertainty that was felt even about his own survival. The homestead in Adatan into which he

was born was the subject of litigation at his birth. Evidently, when Moshood Abiola’s grandfather passed away, his father and his aunt raised a loan to help fund the funeral ceremonies. The understanding was that Moshood Abiola’s aunt would provide service to the money lender in lieu of the money borrowed under the traditional system of Iwofa. Much later, when she decided to get married and lead her normal life, an arrangement that was wholly acceptable under the Iwofa system, the money lender refused and decided to appropriate the Abiola family house. The ownership of that family house was in dispute when Moshood Abiola was born. Many years after, Bashorun Abiola came under pressure from the larger Abiola family to seek redress in a modern-day court of law and regain the family house. He refused and opted instead to buy a new property elsewhere for the family. This incident left lasting impressions on Moshood Abiola as a child. The fact that a supposedly “free” person could be denied the right of marriage under an “obnoxious” custom was, in Abiola’s own words, “something similar to slavery.” In retrospect, it makes even more sense today that the later-day Pan-Africanist champion of Reparations for the crimes of slavery would have felt as passionately as he did, the injustice of the much abused Iwofa system. The repulsion for this kind of injustice was to characterise much of his early, and subsequent career. For a man who was born and raised a moslem, it is significant that, apart from one long early spell of Koranic education at the Nawair-ud-Deen School in 1944, all of his pre-University education was under the watchful eyes of Baptist missionaries; Baptist Day School, (1944-1952), and Baptist Boys’ High School (1951-1956). Presumably, at this time, the best colleges in and around Abeokuta were Christian missionary schools. Apart from the near-spartan discipline of Baptist education, with its dose of Calvinism, other aspects of the Baptist faith influenced him tremendously. The picture of a young Moshood Abiola selling fire-wood to raise money for his school fees or leading a local musical group of his own to raise extra school money was in consonance with the free-wheeling spirit of his Baptist education. When Rev. S.G. Pinnock founded Baptist Boys’ High School, Abeokuta in 1923, the precepts of hard work and individualism within the framework of a collective ideal were amply spelt out and strictly adhered to. Even the tough rugged approach to the old site at the Egunya Hill seemed designed to tell a story of hard work in itself! That Baptist Boys’ High School has on its roll of old boys some of the highest achievers in our country is partly a testimony to the ideals of hard work, dedication and service which the institution stood for over the years: Former President Olusegun Obasanjo, Professor Ojetunji Aboyade, Engineer Yemi Fabunmi, Mr Justice Obadina, Engineer Ayinla Somoye, Professor Adeoye Lambo, Chief Olawale Ige, former Communication Minister, veteran journalist, Tunji Oseni, to mention just a few.

Our POSITION Financial autonomy, states Assemblies and judiciary

I

n Nigeria, the principle of separation of powers has to an extent been effective at the federal level as the National Assembly has in various circumstances, served as a check on the executive in accordance with its constitutional responsibilities. But the reverse has been the case in the states where the legislature has always pandered to the whims of the governor. That the State House of Assembly has been the puppet or stooge of the governor was clearly expressed in the rejection of the financial autonomy earlier offered them as contained in constitutional amendments carried out by the sixth National Assembly. With President Muhammadu Buhari’s assent recently, to the Fourth Alteration Bill to the 1999 Constitution which gave total financial autonomy to Houses of Assembly and the Judiciary in 36 states of the federation, these organs of government now have the platforms to perform optimally. Specifically, with this amendment, the state Houses of Assembly will no longer depend on the state governments for their financing as they can now draw their funds straight from the first line charge. This implies that like the National Assembly, the Federal Ministry of Finance will henceforth transfer their budgetary allocations to their independent accounts. We welcome this development and hope that these two arms of government in the states will make the best use of the opportunity. Indeed, it is victory at last for the state legislature, an organ of government which has been oppressed and suppressed for several years by the executive. The operations of the Houses of Assembly in various states of the federation since 1999 are best exemplified in how not to be legislatures as theirs had been a sheer opposite of the application of the principle of separation of powers. What that implied was that the state legislatures did not exist to serve the public interest in accordance with their constitutional responsibilities but rather to serve as an appendage of governors. Besides, with very little excuse and sometimes for pecuniary reasons, legislators had no qualms about impeaching their speakers. Yet behind most of the impeachments is the overbearing disposition of the executive in these states where the governors lord themselves over the legislative arm of government which they seek to emasculate. Thus, any speaker who tries to be inquisitive on the activities of the executive is quickly impeached under the supervision of the governor and replaced with a favourite one who will be ready to take orders. It is therefore little wonder that it is never heard that a legislature has exposed corrupt acts by the executive in any state as provided in the constitution neither is

it ever heard that a state budget has been subjected to any thorough scrutiny. Rather, executive bills and nominees in all the 36 states usually pass through the legislatures and returned as proposed. Various studies carried out by the National Institute for Legislative Studies (NILS) on the activities of the state legislatures recently showed that the lawmakers were mere rubber stamps of the governors. To the extent that the legislature financial autonomy is meant to guarantee their freedom from the overbearing influence of governors, we welcome this cheery development. We hope the Houses of Assembly will summon courage to discharge their constitutional responsibilities in the interests of the people who elected them. It is also the same trend with the judicial arm of government in the states. State governments hardly lose any case they institute or that is instituted against them in the various high courts of their states and it is believed that a major cause of this is lack of financial autonomy. We are of the opinion that with the President’s assent to this bill, judges like legislators will henceforth have no reason to draw their funds from the state governments and hence, begin to uphold the dictates of their conscience by dispensing justice without fear or favour.

Kwara targets 105, 000 houses in Ilorin under water reticulation project Kehinde Akinpelu, Ilorin Kwara State Government has said that about 105, 000 houses in Ilorin will be connection with pipe water as soon as the tertiary water reticulation is completed. The Consultant of the Water Reticulation project, Prof. Suleiman Adeyemi, made this known at the weekend in Ilorin while briefing journalists on the status report of the project. He said the reticulation project would be ready for commissioning on or before the second week of September. The consultant said that out of the 13, 500 houses connected to the metro water in Ilorin, 3, 000 houses were active. The professor said N6. 54b was spent on both the primary and secondary reticulation project, while the sum of N1.9b was budgeted for in 2018 for the tertiary reticulation. Adeyemi said in 2001, World Bank

commissioned rehabilitation project for the country to identify water need in southern part of the country and Ilorin, Omu Aran, Bacita and Patigi was selected. He said that as at 2001, obsolete pipes banned by the WHO were still in use in Ilorin, adding that all the obsolete pipes were changed to the ones approved by the world health body. Prof Adeyemi added that Federal Government built a new plant in Ada Dam while the state government refurbished the reticulation plant. He added that 39km of transmission pipes were laid, while 44.13km of principal distribution pipelines, 11.18km of secondary distribution pipelines and 15km of tertiary pipe were laid. The Consultant added that two booster stations, one 10, 000 square meters and 1, 570sqm of elevated tanks were constructed. He said a total of 305km of tertiary distribution network made up of 110, 160, 200m HDPE pipes were projected for 2018

covering two third of Ilorin reticulation. Adeyemi listed the achievements of the project to include doubling the treatment capacity in 2006 from 27, 000sqm to 105, 000 per day and construction of 4, 900 per hour high and low lift pump. He also listed the achievement to include construction of 39km new transmission, 44.15km of principal distribution network and 26.75km of secondary and tertiary distribution network. The Consultant therefore appealed to the people of the state to cooperate with the government in its effort to make water available in all the nook and crannies of the state. He added that water project was not limited to Ilorin alone, adding that the project was going on in all the three senatorial districts of the state. Adeyemi added that the various water works across the state were also undergoing rehabilitation to make water available to the people.

Short News FG tasked over struggling energy sector Idu Jude, Abuja Experts have expressed concern over the poor performance of the Nigerian energy sector which they say must operate optimally to ensure the economic recovery plan of the federal government becomes a reality. This concern was raised due to unsteady power supply across the country despite power to gas programme which has also failed to power the national grid. Economic and financial expert, Mr. Franklin Kesiena, told Daily Times during the recently concluded Nigerian oil and gas conference in Abuja that the energy sector remains a sore point in the existence of Nigerian citizens, with very little positive improvements recorded despite billions of dollars invested.

AIB, UNILAG partner on metallurgical lab usage

The Accident Investigation Bureau (AIB) has signed a Memorandum of Understanding (MoU) with the University of Lagos (UNILAG) on the use of its metallurgical laboratory at the Nnamdi Azikiwe International Airport (NAIA), Abuja. The spokesperson for AIB, Mr Tunji Oketunbi, said in a statement issued on Sunday that the MoU was signed recently by the parties in Lagos. The AIB Commissioner, Mr Akin Olateru signed on behalf of the agency while the UNILAG Vice Chancellor, Prof. Oluwatoyin Ogundipe, signed on behalf of the institution. Olateru said that the laboratory was to the benefit of Nigeria, students of higher institutions of learning and industries in the country.

Army offers free medical treatment to 1,830 persons in Sokoto No fewer than 1, 830 people benefited from the free treatment offered by the Nigerian Army in a medical outreach organised in Wurno Local Government Area of Sokoto State. The outreach, which began on July 14 and ended on July 15, is part of activities to commemorate Nigerian Army Day Celebration (NADCEL) 2018. Beneficiaries were given polio vaccination, free insecticide mosquito nets besides routine health check-up and treatment during the programme, organised by army personnel from the newly established military hospital in the state. Speaking at the event, General Officer Commanding 8 Division, Nigerian Army, Maj. Gen. Stevenson Olabanji, urged the beneficiaries to take advantage of the free medical outreach.

Group kicks against state police, urges support for existing one The Southern Nigeria Peoples Mandate (SNPM), a political group, has kicked against state police as supported by both the Senate and House of Representative in their different chambers on July I2. “What the state governments should do is to support the central (federal-funded) police with equipment to fight crime,’’ President of the group, Mr Augustine Chukwudum, said Sunday in Enugu. Chukwudum was reacting to the clamour for state police by some state governors, which got the support of members of the National Assembly. “How can state governors, who cannot pay workers’ salary, be calling for additional work force (state police force) while the civil servants under some of them are being owed between eight and 12 months’ salary including pension.’’ He alleged that the members of the National Assembly had lost focus of what Nigerians sent them to do in the red and

green chambers. “Nigerians must wake up from their slumber and ask the state governors what they are doing with the money they collect every month as security vote. “Because we know that the 36 state governors collect more than N60billion yearly as security vote. “We demand that the National Assembly shall not include state police in our Constitution as championed by some outspoken lawmakers because the likely result will not bring succour to the masses. “Everybody knows that these governors will use it to fight their perceived and imaginary political opponents and enemies,’’ he said. Chukwudum noted that it would be better for Nigeria to remain with one central police with full financial assistance from state governments and corporate bodies. “We can assure everybody that with this type of co-operation, our country will be

secured. “Those clamouring for state police should forget it because it will not be beneficial to the ordinary people of our country, so we must not allow it to happen,’’ Chukwudum said.

Nigeria Ambassador to the Netherlands, Oji Ngofa, on Sunday, urged the Dutch Embassy to resume issuance of Schengen Visas in Abuja to consolidate the increasing trade relations between Nigeria and Netherlands. Ngofa made the call while briefing journalists in The Hague, ahead of President Buhari’s arrival to the Netherlands, on Sunday. The envoy, who spoke on the visa policy of the Embassy of the Kingdom of the Netherlands in Nigeria, said the issue had been on the front burner with the host authorities since his assumption of office in that country.

2019: Chris Okotie wants APC, PDP to adopt him as consensus presidential candidate Patrick Okohue, Lagos As Nigeria heads to another election year in 2019, a former presidential candidate of the Fresh Democratic Party (FDP), Rev. Chris Okotie has approached the ruling All Progressives Congress (APC) and the leading opposition political party, the Peoples Democratic Party (PDP), to jointly adopt him as their consensus candidate for the election. Okotie in separate letters addressed to the chairman of both the APC, Adams Oshiomhole and his PDP counterpart, Uche Secondus, said he decided to seek their endorsement in view of the current dire state of the nation, which he said requires drastic measures to address. According to him, “Nigeria is in dire need of restructuring. Our federalism is simply terminological in exactitude. It is a realistic piece of fakery. “My mandate, therefore, will be to set up an interim government which I have christened Government of National Reconciliation and Reconstruction, as the mechanical instrumentality for the crystallisation of the new Nigeria of our dreams. “It would be predicated on a new concept of Aboriginal democracy. Our current democracy has been hijacked by elitism, mysticism and Satanism. Aboriginal democracy will focus on cultural historicity, evolutional modernity and global relativity

as the necessary ingredients of our evolutional political indigenisation. “Under this system, the current legislature would merge with the judiciary to create a unique judicature that administers justice and shares the enactment of legislative responsibilities with the Presidency”. He said Nigeria needs “A man who is completely insulated from the variegated conflicts that mark the antecedents of our major political actors. “A man with the requisite intellectual capacity and moral perpendicularity”, and stressed “I believe that the benevolent grace of God has telescoped these virtues into my person, to prepare me for such a time as this.” He added: “Nigeria has become a divided and segregated society like never before. We have become polarised by ethnicity; we have become balkanised by religious fundamentalism. We have become fractured by political insensitivity and leadership disability.

While extolling Olufunso Amosun as a woman in character of the legend, he said that she is courageous, intelligent, beautiful, humble, soft spoken and selflessly useful to the society just like Queen Moremi served in her time. The book written in two languages, English and Yoruba is a monumental documentary of the feats of the famous Yoruba Amazon, “Queen Moremi Ajosoro” who fought wars, sacrificed her only son for the emancipation of her people from the marauding intruders. It will be used in schools as a history book. According to Ooni, her legendary feat brought peace that monarchs, royal home and entire Yoruba race enjoys today. The celebrant in company of her husband, Senator Ibikunle Amosun, governor of Ogun State was a cynosure to behold at the hall as tributes and accolades were bestowed on her by numerous speakers. The venue was filled to the brim with royal fathers, monarchs, government officials, Academia and cultural enthusiasts from far and near. Short News Construction: Ambode appeals for residents’ patience, support Governor Akinwunmi Ambode of Lagos State on Sunday appealed to the residents to bear with the government over the inconveniences they might be experiencing from the ongoing multiple infrastructural projects across the state. Akorah said that they had planned for ASWAMA’s ‘CleanCloser’ initiative, noting that they

would deploy light truck fitted with megaphones to sensitise Ndi Anambra on dangers of dumping refuse on roads. The ASWAMA boss said the agency would work in partnership with Eke Awka traders to stop dumping of refuse on the median and ensure that cleanliness would be maintained in the area. He added that he had held discussions with some community stakeholders on locations to place waste bins to make it easier for people to dispose their wastes

Immunisation‘ll help to stem infant mortality, morbidity, says Ezenyimulu Immunisation is a very important process in the promotion of healthcare delivery, especially among infants, children and even unborn children. The Executive Secretary, Anambra State Primary Healthcare Development Agency (ASPHCDA), Dr. Chioma Ezenyimulu, stated this in an interview, assing that immunisation was very critical among infants. ``It helps to reduce mortality and morbidity among children and pregnant women,’’ Ezenyimulu said. She made this known to newsmen in her office at Awka, noting that through immunisation, most childhood killer diseases such as whooping cough, small pox could be eradicated. She explained that immunisation helped to boost the immune system of children as well as pregnant women. However, she pledged that through her agency the state government and

donor agencies would continue to support immunisation in Anambra State. ``This is a core function of ASPHCDA.’’ She pointed that all government bodies would contribute in immunisation campaigns through funding, bringing in free drugs, together with technical assistance. S’Court verdict: Nwakali, others commend APGA National chairman The treasurer of factional All Progressives Grand Alliance (APGA) in Anambra State, Tony Nwakili, has commended the National Chairman of the party, Sir Victor Oye, for emerging victorious in the just concluded Supreme Court judgment in Abuja. Nwakili expressed his elation while briefing some journalists in the APGA office, Awka. It would be recalled that the Supreme Court, on Friday, affirmed Chief Victor Oye as the bonafide National Chairman of the All Progressives Grand Alliance (APGA) against an appeal that was lodged by a faction of the party that was led by Chief Martin Agbaso. Judgment that was delivered by Justice Sidi Bage, the Supreme Court, upheld the August 16, 2017, verdict of the Court of Appeal in Enugu, which vacated the order of mandamus that directed the Independent National Electoral Commission, INEC, to relate with and to recognise Agbaso as the authentic National Chairman of APGA. Nwakili noted that the judgement would further consolidate the party and promote unity as it has eschewed distraction. Speaking on the general election, the state party treasurer pointed that all aspirants would be given an equal level ground, saying the party had no interest in any candidate. He also urged the aggrieved members to join hands, adding that APGA would remain one entity. Also speaking, the Special Assistant to the Governor on Community Laison and a member of the state Working Committee, Hon Godson Obi, said the judgement would galvanise support and strengthen the activities of the party. ANAP gave the advice in a communique issued on Sunday at the end of its maiden National Executive Council meeting held in Lagos on 14th July, 2018. Currency in circulation drops to N1.9trn in June Motlani Oseni The Nigeria’s currency, Naira in circulation has dropped to N1.9 trillion as the end of June, compared to N1.93 trillion recorded in May and N1.95 trillion in April. The Central Bank of Nigeria (CBN) on its official website said currency in circulation hits N2.04 trillion in March, the highest this year, and between February and January it was N1.94 trillion and N1.94 trillion respectively. According to CBN, Currency issued to deposit money banks through the branches of the CBN, and old notes retrieved through the same channel. “Currency deposited in the CBN by the banks are processed and sorted

to fit and unfit notes in line with the clean note policy. The clean notes are re-issued while the dirty notes are destroyed,” the CBN said on its website. The apex bank had reported that N2.15 trillion was in circulation in December 2017 ending. The CBN’s economic report for fourth quarter of 2017 had disclosed that, “at N2.15 trillion, currency-incirculation rose by 21.1 per cent, above the level in the third quarter of 2017. The development reflected the growth in currency outside banks. The apex bank in 2002 introduced the cashless policy to eliminate the amount of physical cash (coins and notes) circulating in the economy, and encouraging more electronic-based transactions (payments for goods,

services, transfers, among others.) Meanwhile, the CBN said financial institutions and federal government total deposit increased to N22.6 trillion in April, a drop of 1.7 per cent from N23.01 trillion in March 2018. The apex bank keeps financial institutions deposits via its Cash Reserve Ratio (CRR), among other financial instruments to maintain capital flow in the sector. The Monthly Statement of Assets and Liabilities report by the CBN disclosed that deposit from federal & state government thus dropped by 26.7per cent to N175.8billion in April from N249.69 billion in March. According to CBN unaudited financial results and operations, Banks deposits in the month under review dropped by 2.2per cent from

N4.42 trillion to N4.32 trillion in April. According to the data by CBN, Other Deposits as at April 2018 moved to N18.2 trillion from N18.4 trillion while other liabilities closed April at N2.47 trillion from N2.56 trillion in March. Other key financial parameters of the CBN’s assets & liabilities include, N27.4 trillion total assets, two per cent below N27.9 trillion reported in March. The total federal government Securities with CBN decreased by 0.5 per cent from N1.82 trillion in March to N1.81 trillion in April as fixed assets remained flat at N459.8 billion as at April. According to CBN, Other Securities rose by 1.98 per cent to N4.7 trillion from N4.6 trillion while Other Assets

closed April at N3.8 trillion as against N3.77 trillion. Meanwhile, the CBN on Friday through the Retail Secondary Market Intervention sales (SMIS, lifted the forex market with fresh injection of $358 million. Confirming the figure, the Bank’s Acting Director of Corporate Communications, Mr. Isaac Okorafor noted that the figure was meant to address foreign exchange needs in the agricultural, petroleum products, airlines, raw materials and machinery sectors. Okorafor, while noting that the foreign exchange market was currently enjoying a great deal of stability, said the Bank would continue to intervene in order to ensure liquidity in the market.

FAAC to probe FIRS over N90bn revenue shortfall in one month Mathew Dadiya, Abuja The Federation Account Allocation Committee (FAAC) has said it would probe the Federal Inland Revenue Service (FIRS) for recording sharp revenue drop of about N90 billion in May and June, 2018. The Chairman, Forum of Finance Commissioners and Adamawa State Commissioner of Finance, Mahmoud Sali Yunusa said that FIRS officials will have to explain to FAAC the reasons for such huge drop in revenue generated between May and June. Yunusa, who disclosed this at an interview with select journalists over the weekend in Abuja, said that the N90 billion revenue drop was detected in the course of last FAAC meeting that ended deadlock . He also revealed that henceforth, collection and remittance of oil royalty will be done the Department of Petroleum Resources (DPR) while Petroleum Profit Tax (PPT) will equally be carried out by the FIRS.

The Forum Chairman explained that there was misnomer in the handling of Royalty collection and Petroleum Profit Tax( PPT) by NNPC. On royalty collection and Petroleum Profit Tax (PPT) the chairman said that part of the process of strengthening the system will be to take the collection and remittance of royalty from NNPC to the Department of Petroleum Resources (DPR) while the collection and remittance of PPT will also be returned to the FIRS in line with the law. “This is part of the process that we are trying to strengthen and we are trying to adopt. It is there, it is part of the law under oil and gas, like in any other IOCs . All royalties should be collected and remitted to the federation account by the DPR, it is DPR’s responsibility. Before DPR collect that royalty, it has to make sure that the actual amount that is supposed to be remitted is remitted.”

Nigerian Breweries Plc has extended the entry deadline for the 2018 Golden Pen Awards to Friday, July 20, 2018. Ekiti election: Ekiti citizens in Abuja fault governorship results Some Ekiti State indigenes resident in Abuja on Sunday faulted the outcome of Saturday’s governorship election in the state, saying it was against the popular wish of the people. They told News Agency of Nigeria (NAN) in separate interviews that the result as announced by the Independent National Electoral Commission (INEC) was not the true reflection of the will of Ekiti people. INEC on Sunday, declared Dr Kayode Fayemi, the All Progressive Congress (APC) candidate, winner of the governorship poll. He defeated current deputy governor of the state and candidate of the Peoples Democratic Party (PDP), Prof. Kolapo Olusola, and 30 others in a keenly contested election. The APC candidate won in 12 out of the 16 local government areas in the state, polling 197,459 votes to edge out Olusola who got 178,121 votes. In his reaction, Mr Bayo Adeyemi, a private sector worker, said that the election was not free and fair. He said that information he received from relatives back in Ekiti revealed that the principle of democracy was not followed in the election. “Fayemi’s victory is a lie and it will cause trouble. I am not a PDP person, but I heard they chased agents away and I heard that someone even suffered acid bath. “This is not democracy; it does not mean well for our people and for our nation as a whole. God save Nigeria in

Miss Ayobami Olusegun said that from discussions among her people and in her neighbourhood in Ekiti, the governor-elect was not popular among the ordinary people in the state. “My parents back home and most of the neighbours did not vote Fayemi; they must have rigged the election. “Even when you interact with people in Ekiti, you will see that they do not want Fayemi and the discussion among the people reflects it; we are surprised that Fayemi won,” she said. Mr Peter Ogulana, a businessman, said “people do not hide their dislike for the governor-elect. “What happened is unfair; I know Ekiti people do not like him; this is maximum rigging. “If it was in the North or East, there would be fighting by now, but the westerners do not easily get into violence,” he said. Another indigene, Mrs Fisayo Ogulana, said “Ekiti is in trouble again; let all the teachers be ready for their death. “This is death sentence passed on the workers and people of Ekiti. “Giving the hard time the state suffered with Fayemi as governor before and they voted him out, our people will not have voted him into office again; something is wrong. “I am confident that the result will be contested in court and upturned in favour of the true will of the people,” she said. 2018 World Cup breaks viewing record The 2018 FIFA World Cup in Russia has broken viewing records across streaming platforms as number of soccer fans tuning in on a variety of devices reach alarming proportion. According to data published after the four quarterfinals by video analytics company Conviva, it found worldwide there was an average of 64.6 minutes of viewing time streamed per unique viewer not watching on traditional television. Compared to Conviva’s Streaming Data Report from the first quarter of 2018, which saw an average of 20 minutes viewing time per session, the World Cup showed huge engagement. The highest numbers of use by device included Roku, Chromecast, and PlayStation, which clocked in at 115 minutes each, followed by Xbox at 111 minutes and Apple TV at 107 minutes of viewing time on average per unique viewer. “This year’s World Cup has proven to be a record-breaking event for streaming TV. We’re continuing to see off the chart worldwide engagement.” Conviva CEO Bill Demas told CNBC. “Over the quarterfinals, Conviva measured more than 23.3 million hours viewed. We also saw a trend of in-app dominating browser plays (with 67 percent of successful plays in-app versus 33 percent inbrowser).” He went on to say, “Consumers now have the option to stream the games when convenient for their schedules. These examples of

consumer viewing flexibility have resulted in streaming records being broken during the World Cup.” Content delivery network Akamai has been live video streaming 2018 World Cup content for more than 50 rights holders in more than 100 countries. It provides services for major broadcasters including the BBC in the U.K. and across China through CCTV. Its collated data from early in the tournament show that the live streaming has created unprecedented amounts of traffic. “The tremendous rise in streaming traffic levels for World Cup 2018 is a byproduct of video being delivered at higher fidelity than before.” Said Shawn Michels, Director of Media Product Management at Akamai to CNBC. “As streaming technology advances and audience expectations increase, (over-the-top) OTT delivery is able to support viewing experiences that are on par with, and in some cases, even better than those of traditional television. The tournament is already the largest sporting event Akamai has ever delivered in terms of total traffic. In fact, within just 10 days of the tournament, total traffic surpassed all 64 games of the 2014 Brazil World Cup. By the end of the second round, Akamai delivered more than two times the traffic it delivered in 2014. Philippines erupts in joy after Manny Pacquiao win Millions of boxing fans across the Philippines erupted in cheers and tears of joy on Sunday after national icon Manny Pacquiao beat Argentine Lucas Matthysse in a world title bout. In the run-up to the fight 39-year-old Pacquiao was trailed by whispers that he was past his prime and doubts he would be able to best the big-punching Matthysse, who is four years his junior. But when Pacquiao’s victory was sealed in the seventh round by knockout, fans around the nation of over 100 million jumped to their feet and roared with joy. “I was confident he could do it. It’s not about his age,” Christopher Lasala, 39, told AFP in Manila. “I was so happy when he knocked out Matthysse, I kept clapping. I said I knew Pacquiao would win.” Flora dela Paz, a life-long boxing fan, had tears streaming down her face as she watched Pacquiao raise his arms in victory. “I am just so happy. I got goosebumps,” the 68-year-old retired shoemaker told AFP. “He won, he won!” Pacquiao’s rags-to-riches story, from high school dropout to millionaire world boxing champion in an unprecedented eight weight divisions, is a huge source of pride in the Philippines. ‘He can enjoy life’ In keeping with tradition, many Filipinos stopped what they were doing to watch the fight, which took place around midday Sunday in the Philippine time zone. President Rodrigo Duterte, who attended the bout at the Axiata Arena in Kuala Lumpur with Malaysian Prime Minister Mahathir Mohamad, flashed a

thumbs up after Pacquiao’s win. The boxer is also a lawmaker in the nation’s senate and a staunch supporter of the president, whose unprecedented crackdown on narcotics has killed thousands and drawn international condemnation. Duterte heaped praise on Pacquiao, who has a glittering 23year career in the ring, but also urged him to consider hanging up his gloves. “I’d like to see my friend rest on his laurels at this time and enjoy life,” Duterte told journalists after the bout. “He has so much money already, no problem. He can enjoy life.” Pacquiao declared a net worth of 2.946 billion pesos ($56.2 million) in 2017 and placed 20th in Forbes’ list last year of the highest-paid athletes of all time with total earnings of $510 million. Following the fight, #PacquiaoMatthysse was the top trending topic on Twitter in the social media-obsessed Philippines, along with the hashtags “Manny” and “Fight of the Champions”. Sports journalist Ryan Songalia tweeted: “Manny Pacquiao was always one knockout win from being the hottest property in boxing again. He reminded people why they loved him in the first place.” However, sports columnist Recah Trinidad told AFP that fans were not fully satisfied by the bout. “It was not the sort of fight they expected. They wanted something fiery to confirm how great Pacquiao is,” he said. “Pacquiao deserved the praise. (But) I will be frank with you, something was lacking,” added Trinidad.
