Magu hunts for illicit funds... Continued from page 1 in Ghana are surreptitiously and illegally funding the Nigerian elections and are plotting to use such fund for vote buying. Illicit funds movement and money laundering activities by some unscrupulous persons have been of great concern to the Economic and Financial Crimes Commission. The Commission has been targeting safe havens all over the world through collaboration with law enforcement agencies in those countries. The Commission is making tremendous progress in recoveries of funds and properties from such territories and within Nigeria. It was further gathered that the Acting Chairman of EFCC, Ibrahim Magu, is presently visiting Ghana, leading a team of crack detectives to identify properties and trace illicit funds owned by some Nigerian elite and fraudsters operating there.
According to our Ghanaian sources, some politically exposed persons and cybercrime fraudsters in concert with some Ghanaians and financial institutions buy choice properties running into millions of dollars in protected neighbourhoods in Accra. There is also information that crude oil thieves who smuggle products from Nigeria, using Ghana as their base and thereafter laundering their proceeds through buying properties or moving the monies to Nigeria. The EFCC acting chairman is reported be working in collaboration with the Economic and Organised Crime Office (EOCO), Ghana Financial Intelligence Centre (FIC) and other relevant law enforcement agencies in Ghana. The Commission is in the process of signing a Memorandum of Understanding with these agencies and the Ghana Police Service to tackle this menace, according to reports. Our sources further
confirmed that there “is high rate of movement of these funds by road transportation through the porous land borders to avoid the prying eyes of security personnel at the airports. “Magu’s worries are hinged on the fears of these illicit funds movement, if not checked, being used to undermine national security. There are suspicions that these funds could be used to support Boko Haram terrorists as in the recent dare-devil audacity with which the group has been challenging the National Army. “As the elections draw near, these funds could come handy in buying votes, arming thugs and causing confusion in the entire country. “ When contacted, the Special Assistant on Media & Publicity to EFCC Chairman, Mr. Tony Amokeodo, confirmed the development. He, however, declined to give further details on the grounds of the sensitive nature of the matter.

Tunde Opalana, Abuja The Chairman, Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu, has assured the international community of the Commission’s impartiality in the conduct of the 2019 general elections. He said the Commission will ensure that all processes leading to the polls and post- election processes which include transmission, collation and announcement of election results will be credible, transparent and acceptable to all stakeholders and the international community. Yakubu made the commitment on Wednesday while playing host to a delegation of European Union Ambassadors at INEC secretariat, Abuja. Assuring that “INEC will not fail the international community”, the chairman appreciated the European Union in particular for being supportive of INEC in the processes and implementation of plans and infrastructure supply. “Votes will count in 2019. We are committed to free and fair elections. 2015 was not a fluke, it was results of efforts
of deliberate planning but 2019 will be an improvement “, he said. Leader of delegation and European Union Ambassador to Nigeria, Ambassador Ketil Karlsen, charged stakeholders concerned in election processes to ensure fair conduct in line with constitutional guidelines and Electoral laws. He said the European Union is committed to free, fair and credible polls but not partisan in its involvement and interaction with different organisations. Karlsen said: “The EU have been playing credible roles in past elections in Nigeria. We are not partisan, we are here not to support any particular candidate, political party or ideology. “We are here to support continuation of democracy in Nigeria and we want to say that EU will continue to partner with any government in power in every sector of human development”. The new British High Commissioner to Nigeria, Catriona Laing, encouraged INEC to maintain its credibility in election management and non- partisanship. She said the United Kingdom has been providing technical support to INEC in the
past and will continue to do to ensure credible polls. Representative of the United States Ambassador in Nigeria, David Young, appreciated INEC leadership and its activities so far in preparation for the 2019 elections. He charged the Nigerian security agencies to provide adequate security cover for voters, INEC officials and election materials during and after the election. Young said the neutrality of security services is very essential to the credibility of election. He called on Nigerian government to respect the independence of the judiciary and judicial officers in the country. Representative of the German Ambassador, Regine Hess, called on Nigerians to avoid hate speech, advised other stakeholders to be civil in their conduct. She called on Nigerian women to actively participate in election while she expressed hope that the Electoral process will be suitable for persons living with disability. The European Ambassadors joined the INEC leadership to commission the newly built Election Monitoring and Support Centre sponsored by the European Union.

As the plot to remove the Chief Justice of Nigeria (CJN), Justice Walter Onnoghen, from office thickens, the Attorney General of the Federation (AGF) and Minister of Justice, Abubakar Malami (SAN), has asked the Nigerian Financial Intelligence Unit (NFIU) to freeze all his bank accounts. In the letter dated January 14, 2019 and signed by Abiodun Aikomo Esq on behalf of the AGF, titled: ‘Re: Request for Freezing of Bank Accounts Subject to Investigation and Prosecution Pursuant to Presidential Executive Order No 6 of 5th July, 2018 on the Preservation of Assets Connected with Corruption’, the AGF directed the agency to freeze CJN Onnoghen’s account until the determination of the suit filed against him. The memo further read: “I am directed by Mr. Abubakar Malami, SAN, the Honourable Attorney General of the Federation and Minister of Justice to request that you pursuant to the Presidential Executive Order No 6 of 2018, forthwith restrict normal banking operations on certain accounts belonging to Hon. Justice Walter Onnoghen pending final determination of the case against him at the Code of Conduct Tribunal.” The bank accounts listed are: Account: 5001062686 (Euro) Standard Chartered Bank (SCB); Account No: 5001062679 (Pound Sterling SCB); Account No: 00010626SD (Dollar) SCB; Account No: 0001062667 (Naira) SCB; and Account No: 5000162693 (Naira). The memo was sent to the agency as Justice Onnoghen failed to show up for an arraignment before the Code of Conduct Tribunal on Monday. The arraignment was however shifted to next Tuesday 22, January due to improper service of the summons. However, Vice President Yemi Osinbajo, on Wednesday, said he is feeling sad over the trial of the Chief Justice of Nigeria (CJN), Walter Onnoghen, on allegations of false and non-asset declarations. Osinbajo, who spoke at the 2019 Online Publishers Association of Nigeria (OPAN) conference in Abuja, said that President Muhammadu Buhari had no prior knowledge of the arraignment. The theme of the conference is “Free Press and Objective Reporting in the 2019 Election Year.’’ According to Osinbajo, Buhari’s approach is that institutions should do their work. “I can tell you for a fact that he did not even know about this until Saturday evening. He did not even know that there will be any kind of arraignment until Saturday evening. “He has said categorically, do not interfere with whatever institutions are doing; sometimes, it has consequences such as we have today; such that people say how can such an important person be subjected to a trial without the federal government? “But I can tell you without any equivocation whatsoever that he was not even in the know because it is a specific instruction that he gave. “So , even where somebody else calls a public officer such as Ibrahim Magu of EFCC and says something or the other, he will say `no, no, no, Mr. President
Malami has said I can do my work. “My take is that I would rather not have a situation where senior members of my profession are being tried for an offence; certainly, I will rather not have that kind of situation. “So, I do not feel particularly good about it; as a matter of fact, I feel very sad; that it is going on at all, that is my position.’’’ Osinbajo tasked online publishers to go after details and check the facts before publishing, warning that online news was losing credibility. The vice president said elections had heightened ethnic and religious tensions and tended to threaten and challenge Nigeria’s unity and security. “So, it is even more so, the case today that we just must be more responsive because anybody on their beds can launch a website, post images from anywhere in the world and tell whatever story he wishes. “So, the online publisher is essentially in a poorly regulated space and can publish practically anything, even outright falsehoods. “Perhaps because the worst that can happen is a libel action if your publication tarnishes a person’s reputation. “The problem with the current situation is that online news may lose credibility; and that is a very bad situation because the loss of credibility is bad for everybody, bad for business and weakens an important social tool of public communication.’’ He suggested the encouragement and promotion of forums for online practitioners to engage and develop by interaction with others. “As for elections, I think it affords an opportunity for an online publication to become well established as a credible and speedy source of news and information. “News on election results will be so sought after that anyone who can provide them accurately and in a timely fashion will be the go-to-site, even in the future. “The point to bear in mind is that integrity pays. Being the first to break the news, especially when it is unverified, might bring in some traffic initially, but it does not take that long to lose reputation. “And once the credibility of the publication is damaged, people will not take the news seriously,’’ he said. Earlier in a remark, OPAN President, Austin Ogannah, said that the
association was founded in 2011. According to him, the idea is to have an association that self regulates practitioners in the online news media, so that members can hold one another accountable. Ogannah said that the essence of the conference was to understand objective reporting in an election as captured in the theme. Agbakoba drags AGF, others to Court over CJN arraignment Meanwhile, a former President of the Nigerian Bar Association (NBA), Dr. Olisa Agbakoba, SAN, has dragged the Attorney General of the Federation, Malami Abubakar, SAN, before a Federal High Court, Abuja asking the court to declare that the purported steps taken by the 1st and 2nd defendants to arraign Justice Walter Samuel Nkanu Onnoghen, the Chief Justice of Nigeria, (CJN) before the Code of Conduct Tribunal, on the basis of Charge No: CCT/ABJ/01/19 filed without prior recourse to the National Judicial Council, is illegal, unlawful, wrongful, unconstitutional, null and void. Also joined as defendants in the suit are: the Code of Conduct Bureau (CCB), Code of Conduct Tribunal (CCT) and the National Judicial Council (NJC). The plaintiff through his lawyer, Chief Mike Ozekhome, SAN, sought the court for an order declaring that the purported or proposed arraignment of Justice Walter Samuel Nkanu Onnoghen, before the Code of Conduct Tribunal, on Monday, 14th January, 2019, or on any other date whatsoever, on the basis Charge No: CCT/ABJ/01/19 filed therein, without first having prior recourse to the National Judicial Council, is illegal, unlawful, wrongful, unconstitutional, null and void. Specifically, Dr. Agbakoba, SAN, asked the court for an order declaring that the purported or proposed arraignment, of the Chief Justice of Nigeria, Honourable Justice Walter Samuel Nkanu Onnoghen, before the Code of Conduct Tribunal, the 3rd Defendant, on Monday, 14th January, 2019, or on any other date whatsoever, without first being afforded sufficient time and facilities for preparation of his defence, is unconstitutional, null and void, being a gross violation of the provisions of Section 36 (6) (b) of the Constitution. He sought the court for an order declaring that Charge No: CCT/ ABJ/01/19, filed against Justice Walter Samuel Nkanu Onnoghen, by the 1st
and 2nd Defendants, before the Code of Conduct Tribunal, without first having prior recourse to the National Judicial Council, is illegal, unlawful, wrongful, unconstitutional, null and void. He also sought an order of the Court quashing and/or setting aside, in their entirety, all the charges preferred by the 1st and 2nd defendants, against Justice Walter Samuel Nkanu Onnoghen, before the 3rd defendant, the Code of Conduct Tribunal, in Charge No: CCT/ABJ/01/19 and nullifying all steps taken by the 2nd and 3rd defendants, leading to the said illegal and unconstitutional arraignment or proposed arraignment of Honourable Justice Walter Samuel Nkanu Onnoghen, (CJN) before the 3rd defendant. Furthermore, Agbakoba sought an order of injunction by the Court, restraining the 1st and 2nd defendants, whether by themselves, servants, privies or officers working under them, from maintaining the charges or taking any further steps towards maintenance and prosecution of any charges, against Justice Walter Samuel Nkanu Onnoghen, before the 3rd defendant or any other Court or Tribunal, without first having recourse to the 4th defendant (NJC). In the originating summon dated January 14, 2019, the former NBA president postulated three issues for determination to wit: whether having regard to the decision of the Court of Appeal in NgajiwaV FRN, (2017) LPELR-43391 (CA) , the combined
provisions of sections 6, 153,158,287(2), and 292(1) and Paragraph 21(b) of the 3rd Schedule to the 1999 Constitution, as altered and extant provisions of the Code of Conduct for Judicial Officers, the present charge in Charge No: CCT/ ABJ/01/19 against the Chief Justice of Nigeria, Justice Walter Samuel Nkanu Onnoghen, does not constitute a flagrant and violent disregard of the provisions of the Constitution, due process of law, and therefore unconstitutional, null, void and of no effect whatsoever. Whether the 1st and 2nd Defendants can competently file and maintain charges against Honourable Justice Walter Samuel Nkanu Onnoghen, the Chief Justice of Nigeria, before the 3rd Defendant, the Code of Conduct Tribunal, or indeed any Court or Tribunal without prior recourse to the 4th Defendant, the National Judicial Council, in accordance with constitutional provisions. Whether the 1st and 2nd Defendants can maintain charges against Honourable Justice Walter Samuel Nkanu Onnoghen, the Chief Justice of Nigeria, in Charge No: CCT/ABJ/01/19 before the 3rd Defendant, the Code of Conduct Tribunal, or indeed any Court or Tribunal without affording him adequate time and facilities for the preparation of his defence. The matter has not been assigned to any judge and no date has been fixed for mention.

President Muhammadu Buhari has called on electorate across the federation to vote for credible people, saying that Nigeria needs responsible leadership at all levels, to achieve its full potentials. Buhari made the call at a meeting with the Kogi State Traditional Council on Wednesday in Lokoja, the state capital. He urged the people to reflect on the successes recorded by the All Progressives Congress (APC)- led administration under his leadership and ensure that it continues. “Nigeria is a great country. God has blessed us with so many resources. In agriculture, we have done so well and we are gradually attaining food security. We have stopped the importation of rice. We thank God. So we need responsible leadership at all levels,” the President said. The President pledged to maintain focus on his tripartite areas of focus security, revamping the economy and fight against corruption. “We have done so well in the area of security, the Boko Haram are no longer in control of any part of this country. “They used to shout Allahuakbar whenever they killed people but we countered that by telling people that God doesn’t support acts of killing and they now find it difficult to recruit, so they have now resorted to deceiving young girls and strapping explosives
round them to attack soft targets like Churches, Mosques and motor parks but we will tackle that too,” the President stated. On the current security challenge bedevilling North West, the President assured citizens that the problem would be dealt with systematically. He said: “We are working hard to systematically tackle the rising cases of banditry in the North West.” Kogi State Governor, Yahaya Bello, assured President Buhari that citizens of the state would vote for him and other candidates of the All Progressives Congress (APC) at all levels. “Mr. President, your coming to Kogi today has sealed our support and votes for you in next month’s election. We will vote massively for you, the three Senators, nine House of Representatives members and 25 members of the Kogi State House of Assembly members. It shall be APC all the way. Then when the time comes for my election, it shall be a workover,” he said. He thanked traditional rulers in the state for supporting him and President Buhari. Earlier, Chairman of Kogi State Traditional Rulers Council, the Attah of Ighala, Idakwo Michael Ogbono II, described the visit of President Buhari as a blessing to the state. We’ll complete Ajaokuta Steel Company, Buhari pledges Mathew Dadiya, Abuja President Muhammadu Buhari has assured Nigerians that he will complete the long abandoned Ajaokuta Steel Company located in Kogi State, Central Nigeria. Buhari gave the assurance on Wednesday in Lokoja, Kogi State capital, at the campaign rally of the All Progressive Congress APC. The President said that he is determined to complete the project because it will enhance development and also provide jobs for the unemployed youth in the state. “We will complete Ajaokuta, we already started by laying the rail lines and will finish the company because it will employ people and produce the goods and services required for development,” he said. On democratic dividends, the President said that the Nigerian government, under his leadership is poised to restore steady power
supply to all parts of the country, as he pledged to secure the entire country. He urged his supporters and other Nigerians to reflect on what he has done for the country since assumption of office and vote wisely. Buhari also advised them to beware of selfish politicians that had ruled the country before and are desperate to return to power again. “With the little we have, we are making the roads, we are doing the railways, we are going to restore power and we are securing this country so that we can manage it. Please reflect on what we have done with what we have, compare to what they had and the damage they have one to the country. “I am warning you; do not make any mistake of choosing any PDP candidate. A Federal High Court, Ikoyi, Lagos, on Wednesday, ordered the final forfeiture of N2.2 billion recovered from a former Chief of Air Staff, Air Marshal Adesola Amosu (rtd). The court made the order based on an application filed by the Economic and Financial Crimes Commission (EFCC). Justice Mojisola Olatoregun ordered that the total sum of N2,244,500,000 found and recovered by the commission from Amosu be paid into the Federal Government’s Treasury Single Account (TSA) with Guarantee Trust Bank. The Judge agreed with the EFCC that the money is reasonably suspected to be “proceeds of unlawful activity.”
The judge also ordered the final forfeiture of N190,828,978.15 recovered from a former Nigeria Air Force (NAF) Director of Finance and Budget, Air Commodore Olugbenga Gbadebo. Also forfeited is N101 million recovered from Solomon Enterprises, a company linked to Amosu. Thereafter, the court directed the EFCC to file an affidavit of compliance within 14 days. Justice Olatoregun held that the EFCC complied with the orders made last June 7, including that the interim forfeiture be advertised in The Nation and Punch newspapers so that the respondents or anyone interested can show cause as to why the final order of forfeiture should not be made in favour of the Federal Government. counter-affidavits by Amosu and Gbadebo, holding that they did not justify the money’s ownership. She also dismissed their argument that they were currently undergoing trial over the same sums sought to be forfeited and that granting the final forfeiture order would foist a fait accompli on the trial court. Justice Olatoregun said the forfeiture proceedings was an “action in rem” and a non-conviction based forfeiture. “The requirements for the two proceedings are different and distinct,” she held. She emphasised that in a forfeiture proceedings, evidential burden shifts to the respondents to prove that they obtained the money lawfully, which she said they failed to do. “The case (forfeiture)
can go in the face of the criminal proceedings,” she said. According to her, the respondents did not provide any justification for not granting EFCC’s application. “They failed to provide any facts as to the level of probability to ascertain if the funds were obtained lawfully. “Upon examination of the two applications asking that the interim orders be set aside, dated July 28, 2018, from the first respondent and the interested party, I found no reason to set aside the orders. The applications are hereby dismissed. “The only conclusion I can reach is that the funds are proceeds of an unlawful activity. “The affidavits disclose no reason why the order of final forfeiture should not be made,” she held.

Upon resumption, he said they must have their eyes firmly fixed on the unfinished business of the 8th Senate; to bring the legislative agenda to a fitting close and cap their endeavours of these four years with success. “The 2019 Elections are just over a month away, and the expectations of Nigerians as the dates draw near, is that we continue to serve as the representatives they voted for. We cannot relent or lose steam on this last lap; we must remain focused and finish strong. “Therefore, we must ensure that we continue to address issues affecting Nigerians, and concerning which they seek our intervention. Issues such as Unemployment, lack of economic opportunities, insecurity and so on – these still require the attention of the National Assembly. Every action that we can take to address these issues through the legislative function, we
must take; everything that we can do, we must do. “We must ensure that we conclude work on all outstanding bills and petitions; and bring successful conclusion to all issues and investigations brought to the attention of this Senate, he emphasised. To achieve this, he said “In our work in this chamber, we are expected to rise about the partisan paradigm. We should address our minds to, and always channel our efforts to how we can move our country forward. “Nigerians want to see leaders who will not succumb to the partisan instinct in lawmaking. Andrew Orolua, Abuja The Acting Inspector General of Police, Mohammed Adamu said on Wednesday that his immediate priority is to provide a conducive security atmosphere and ensure free, peaceful and credible general elections in February and March this year. He assured that the police will work in concert with other security agencies to ensure credible election free from violence. Adamu who stated this in his maiden speech, at the formal handing over ceremony at the Force headquarters Abuja on Wednesday, said he is ready to provide the leadership that would ensure effective and efficient policing to restore the dignity of the force. He said his leadership would soon unveil its strategic plan for the revamping of the Force, noting that his priority is to work in concerted efforts with Independent National Electoral Commission (INEC) and others to ensure that the general elections are peaceful and credible. The Acting IGP, however warned that
the Force will not hesitate to deal with any individual or group that attempts to conduct themselves or carry out actions that may likely threaten the forthcoming general election. “While with your support, I am confident that we have the operational capacity to ensure the success of both exercises, I am not unaware of the possible security threats that some misguided political actors and their followers may attempt to pose during the general election. “To such elements, I must sound a note of warning that as a nation, we have had enough of electoral violence. Judgment in an application seeking final forfeiture of $4.8m and N7.4 billion allegedly linked to former First Lady, Dame Patience Jonathan, has been fixed by a Federal High Court, Ikoyi, Lagos. Justice Mojisola Olatoregun, on Wednesday, fixed February 11 to deliver the judgment in which the EFCC had filed the application against the former first lady and six others. Other respondents include Globus Integrated Services Ltd., Finchley Top Homes Ltd., Am-Pm Global Network Ltd., Pagmat Oil and Gas Ltd. Magel Resort Ltd., and Esther Oba. The commission had on April 20, 2018, via an ex-parte application, obtained an order for interim forfeiture of the sums EFCC counsel, Mr. Rotimi Oyedepo had on October 29, 2018, filed an application for final forfeiture of the sums. At the resumed hearing on Wednesday, Oyedepo told the court that the EFCC had filed and served a further affidavit to the respondents’ application to show cause.

Mathew Dadiya, Abuja President Muhammadu Buhari has said that the reason Boko Haram terrorists have not been completely defeated is that they are being supported by forces outside the country. Buhari, however, did not mention the countries that behind the terrorist group. The president disclosed this on Wednesday night during a live televised programme - The Candidate, for presidential candidates and their vice at Sheraton Hotels and Towers, Abuja. “When you don’t fight a conventional war, you always stand at risk because the terrorist choose their target. “Boko Haram certainly are being supported by forces outside Nigeria,” the president said. Buhari restated that his administration has defeated the Boko Haram recalling,
“When we came in, Boko Haram was in control of 17 local governments but now, they are not in control of any and resorted in attacking soft target. “I still feel that the press should do more research and not sitting in a hotel and writing...,” he said. On the welfare of soldiers and how accountable the military chiefs have been, Buhari said that it was difficult to checkmate them but the consequence of that is court martial. “Certainly I am concerned about the allegation of shortchanging soldiers either through under pay or delayed payment. “We foresaw that that is why we kicked against table payment,” he added. Speaking on why Nigerians should reelect him for a second term, the president boasted that he has made tremendous achievements in various sectors of the economy fulfilling his three-point agenda of security, economy and anti-corruption.

Buhari also appealed to people who are writing petitions to help the government by including proves when they are laying allegations so the EFCC can investigate. “Each and every person facing allegations of fraud will definitely be investigated,” he said. Buhari said that investigation has shown that governors usually asked the local government chairmen to sign for their monthly allocations but only get 25% of the money.
The Economic and Financial Crimes Commission (EFCC), Enugu Zonal Office, on Wednesday, arraigned two suspected fraudsters, Nnamdi Madu, 24, and Darlington Ifeakachi Nwali, 24, before Justice A.M. Liman of the Federal High Court, Enugu on a 10-count charge The defendants were arraigned on offences bordering on “intent to defraud and possession of fraudulent documents containing false pretences” contrary to Section 6 of the Advance Fee Fraud and Other Fraud Related Offences Act 2006 and punishable under Section 1(3) of the same Act. They were arrested on December 14, 2018 during a raid on the hideout of several members of a syndicate of fraudsters operating within Enugu metropolis mostly made up of University students and dropouts, who were observed to be living flamboyantly, above their means of livelihood. Analysis carried out by the Commission on the computers of the suspected fraudsters revealed a number of incriminating documents intended to be used in swindling unsuspecting foreigners. Some documents in the recovered computers of the suspects were titled “SPANISH HASTING WARD CAREY & CHAMBERS,” “CERTIFICATE OF INCORPORATION OF A PRIVATE COMPANY” “ AILEEN” intended to be sent out using fake or stolen identities.
Nigeria condoles with Kenyans over terrorist attack Mathew Dadiya, Abuja President Muhammadu Buhari on behalf of the Federal Government commiserated with the government and people of Kenya on the deadly terrorist attack on a hotel and office complex in Nairobi, the Kenyan capital. The president, in a statement on Wednesday by his Senior Special Assistant in Media and Publicity, Garba Shehu, condemned the attack and described it as “wicked, cruel and dastardly by evil people.” The Nigerian leader assures President Uhuru Kenyatta that the thoughts of the people of Nigeria are with Kenyans at this moment of their national grief. Buhari calls on well-meaning members of the international community to rally round Kenyans to overcome the scourge of terrorism “because any terrorist attack on one country is an attack on all countries.” He prays God Almighty to console the bereaved families and quicken the recovery of the several injured people.

Rail sector and matters arising

This is meant to be a sort of travelogue of my first train ride in Nigeria. I will focus the first part on exactly what happened and the second part on an analysis of what can be done better. I need to say that I am not one of those who are unnecessarily cynical or overly critical. Equally, I am not one of those who are impressed by mediocre performance. I am somewhere in between. Yet, I know that Nigeria has sunk into mediocrity for several decades, and that we have almost come to a point where we have now agreed that we can never do anything right. There is therefore some sort of inferiority complex growing among the majority of poor Nigeria, which contrasts sharply with the ‘superiority complex’ growing among the leaders of Nigeria. In the context of the rail system, as I witnessed on the ride between Abuja and Kaduna (a return trip), it seems the leaders do not believe that the people deserve a better life or habitation. The Trip I was to depart on a Saturday but I assumed that Nigerian train stations work like others elsewhere. I also clearly underestimated the crowd. So walking into the train station around 9 a.m. for a 10 a.m. ride was a no-no. The Kubwa station was jam-packed as people were going back to several locations after the New Year holiday. Students were also returning to school. A gentleman I met at the station managed to obtain tickets for himself and his son returning to school in Kaduna through a thriving black market. The station was as chaotic as everything else we try to do in Nigeria. I decided to hang around a bit, to understand how things really work there. This is not one of those train stations abroad where you buy tickets online and walk in freely. So, I gave money to a friend who we were to embark on the journey together, to obtain tickets for the next day. We were three on the trip. He later called to say all was sorted for 10 a.m. the next morning. I arrived at the station the next day at 9:30 a.m., believing all was truly sorted out. Not a chance! I forgot that the standard system is that you can only obtain tickets one hour before departure. A staff had
promised to help and assured my friend of doing so. But no ticket was in hand the next morning. After about 20 minutes, my friend was handed one first class ticket. Two to go. The other two tickets had been bought on our behalf by someone in Idu Terminal, who was on the train coming. We finally got the tickets anyway, and embarked on our journey. As we got on the platform, we saw some policemen bundling a number of young boys who they had arrested from the train to their station. I thought the boys had tried to steal on the train but upon enquiry, I learnt from a policeman on my return trip that the boys had sat on the train track smoking Indian Hemp just as the train approached Kubwa. This forced the train to stop, with the police arresting the boys. This has implications which we shall discuss shortly. So we had been warned about Kaduna. Upon arrival there from Abuja, our third colleague who is used to these trips, identified a staff who we gave money to help obtain the tickets back. We then went into town. I kept calling intermittently. The man had told us that the first class tickets (which cost N2,500) had been sold out but that he would still try to help secure these through some means or the other. However, he later informed that as being impossible. Would we be okay with economy tickets? I said OK. But upon getting back to the Kaduna Station, he confessed that he couldn’t even get any ticket. That we may have to board as standing passengers through the journey back to Abuja. I said OK. And so we were ushered onto the platform and into the train. I didn’t know how this worked. But the money we had paid obviously went into the pockets of the staff. We had no ticket but no one harassed us on the trip. We stood quite alright in the first class cabin. I then realised that ‘standing’ is good business for the staff of the Railway Commission. I and my colleague started to calculate how much these guys could make per day from such a lacuna in the system. The Railway Commission will at best only demand payment for the number of seats on each ride. But if you collected an average of N1,500 each
from 100 people ‘standing’ per trip, that is N150,000, and if you make eight trips a day, that is N1,200,000 or close to N400 million a year. This is how ‘God’ blesses some people in Nigeria. The Issues for Improvement 1. It is evident that there is leadership failure right from the minister of transport. With the level of exposure he and his executive colleagues have to how things are done abroad, he ought not to have left our train stations in such a disorganised state. 2. Using the broken-windows theory analogy, those stations can only descend into further chaos until our rail system becomes crime and filth-ridden and every self-respecting Nigerian then avoids it like the plague, till the entire system collapses. 3. Price: Passengers will not like this, but the service is damn too cheap. A first class ticket with full air-conditioning and the promise of a very smooth ride for two hours flat from Abuja to Kaduna, is N2,500. N1,500 is the price of an economy ticket. This is unnecessary subsidy at this age and time. A bus ride over very bumpy road, without air-conditioning and no respect for the comfort of passengers is also N1,500. The other day, Minister Rotimi Amaechi stated that the trip prices cannot be increased because the government does not want people to complain. He said that they spend N56 million monthly on each train, but only recover N16 million. Invariably, our politicians see the train service as another avenue for pleasing constituencies? I saw at least two billionaires in the first class cabin; men who could buy the entire train network. I believe that it is not okay for people to take advantage of the cheapness of the service because that is how we kill everything in Nigeria. We must be fair to our country. We must also know that anywhere there is undue advantage like this, something bigger and more sinister is going down in high places. For now, the train service is almost becoming a ‘man-knows-man’ affair. 4. Loans: Meanwhile the entire rail system is built on Chinese loans, which will have to be paid back someday, whether we like it or not. Perhaps we are
setting up the entire rail system to be bought over on the cheap by the Chinese, otherwise we would be struggling to rev up the cash flow so that we can begin to put something aside for payback day. The financial management of the rail sector in Nigeria is a sham, from a mile away. 5. Security: This is non-existent from what I observed. The boys that we saw arrested by the police, adamantly sat on the rail tracks and forced the driver to stop. Curiously, they waited and were accosted by the police. The train could have crushed them and that would have become a huge scandal. There was also another news item in which Minister Amaechi said that the trains could not go faster because they will crush cows. Now, with the defiance those boys showed to the train, it may be a matter of time before criminals get daring. Thankfully, there are a handful of policemen on each train but we don’t have to experiment with our own era of train robberies – especially now that we are going national with the service. Also, what about terrorism? Anyone can bring in any explosive into Nigerian trains presently. The people who set up the system seem to have become disinterested in it entirely. No system is perfect, but we should have tried to replicate what we see abroad – especially in view of our security challenges. 6. Ambience: Do we believe we cannot strive towards excellence? Why would we start out in anything, with a view to achieving mediocre results? What stopped us from building train stations of international standards that every Nigerian will look forward to? It can only be because we don’t think our people deserve good things, or that they can’t handle it. By and large, my experience with our rail system shows we have a serious leadership problem, no less. The people have no fault in this, as we aren’t properly led. Nigerians will do themselves a favour to get new leaders with a more progressive, more respectful vision for all, a sense of urgency, an unbendable resolve to achieve excellence, and attention to details.

Long before the National Assembly became known more or less as a “fattening grotto” for lawmakers on account of humongous compensation package recieved, that same arena was once inhabited by not a few actors with slender appetite, even modest taste. That is the generation that first warmed the seats at the iconic Green and Red chambers at the birth of this republic in 1999; the pioneers who viewed their purpose in Abuja as probably only a little different from a missionary assignment to help get back to her feet, a nation left broken by sixteen years of military occupation. Well, in hindsight, that would now seem the age of innocence. So, when colossal figures are reported today as monthly salaries of federal legislators, it is only natural that many of the “ancestors” will feel a sense of revulsion. One of them is Senator Musa Adede, who represented Cross Rivers North between 1999 and 2003. What had begun as a casual chat between the aviation aficionado and this writer in Lagos recently would lead to a trough of revelations about the fourth Assembly, providing practical insights that will surely bring some illuminations to the renewed debate to return the country to parliamentary system of government. Well, I’ve his consent to declassify the conversation. I choose to render it in a Q and A format, lest his often genial voice is muffled, stripping the message of its intimacy. Unequivocally, Senator Adede is for a massive review of the current presidential system, if not a wholesale return to parliamentary system: “What I advocate is picking the best of both systems to form what you may call the Nigerian hybrid that is workable and sustainable.” Having served as the chairman of the strategic committee on Transport of the Senate, the sexagenarian spoke with the authority of an insider, his immaculately white hair radiating a somewhat oracular halo. Expectedly, our parley touched the now vexed issue of lawmakers’ earnings. Indeed, Senator Shehu Sani recently confirmed that they cart home a staggering N13.5 million monthly as “running cost”, beside the N750,000 entered as salary. There is another N200 million entitlement for “constituency projects”. Barely concealing his outrage at the figures,
Adede reeled out figures senators of his generation earned which sounded relatively like “chicken feed”: “My salary was N87,000 in 1999 as senator per month.” How about the hidden allowances? “With all the allowances consolidated, every thing was not more than N220,000 monthly, unlike today. The records are there.” Having had a first-hand experience of the system as Senator, what is exactly wrong with the presidential model? “First and foremost, I don’t want to join issues with anyone on this matter. I’m looking at what is practicable in our circumstances. If you look back at 1960 when we had parliamentary system, regions were exporting whatever they had – cocoa, groundnut and palm oil. We had lot of foreign exchange relative to our population then. We were just finding oil in Oloibiri at the time. I don’t think our budget was anywhere near what we’re talking about today in terms of size. Industries were working. “Given our current exconomic reality and the fact that we don’t manufacture anything in this country, we don’t have infrastructure, no power – and you require power to drive your industry, the time has come for us to tell ourselves the truth based on experience. The presidential system is damn too expensive. “From experience, I can tell you parliamentary provides for more accountability. For instance, take the budget. What the National Assembly spends yearly runs into billions. Yet, the National Assembly is supposed to be a part-time affair. It is not a full-time job. When it comes to accountability, the legislator in a presidential system of government is not quite in control of the resources that go into his constituency. “The budget is such that even if you are allowed to make suggestion or you go and plead with the appropriations committee that they should take care of your constituency, even if they decide to assist, they have their own limitations. Take the case of roads, for instance. If your constituency does not fall on federal road, there is no way they will appropriate that funds to you. Whereas in a parliamentary system of government, you can make imput to assist your local region or constituency directly. But in presidential system, whatever suggestions you make is still subject to
the approval of the executive arm of government. And if they approve, it must fall under federal roads or else there is no way it can be done. “On the issue of accountability, just look at the way the parliamentary system is practised in the UK. You see how the prime minister is held accountable during question time. For his actions and inactions. Whereas in presidential system, the 1999 constitution as amended gives certain powers to the president that makes him untouchable, that he can do anything he likes.” How come the lawmakers lament being overworked so much that they award themselves “hardship allowance”? “You see, in a presidential system of government, the legislature is expected to do so much. When in the National Assembly, you’re representing a federal constituency or a senatorial district. At the same time, you belong to between five and ten committees. If you are chairman of the committee on appropriations, you’re dealing with minister of finance, minister of planning, the minister of budget and all other ministers put together, just as you’re dealing with your own chairmen. So, you spend 90 percent of your time working for Federal Government. So, you’ve very little time to devote to matters affecting your own constituency directly. That is why members of your constituency are often upset with you that you’re not coming home to attend to their needs.” How about the popular view that oversight functions are parlayed into extortionate schemes by lawmakers? “I held positions in the Senate and as regard all the committees that I was involved in, I can state categorically that I never extorted money from anyone. You can go and verify. In fact, I made sure I fought for the country. I was chairman of the senate committee on transport. I wanted to know what the government was doing in term of port rehabilitation, port decongestion. The training of our seamen. “We thought it unacceptable that despite the vast coastal resources we’ve as a country, we had no viable shipping line. Over the years, bad policies by successive governments had killed our shipping lines. Our patriotic efforts in this regard eventually led to the promulgation of the Cabotage Act signed into law by then President Obasanjo in 2003. Before then, it was difficult for
Nigerian players to bid for the supply of crew boat or utility vessels in the oil industry. They would say you didn’t have the vessels or the capacity or the financial muscle. We said no. We insisted Nigerians must participate. That was how we came up with the Cabotage Revolving Fund through the Nigerian Maritime Authority at the time, now NIMASA.” Holding Obasanjo To Account? “I can vouch for the patriotic commitment of someone like Senator (retired General) Ike Nwachukwu as the chairman of the senate committee on power. By 2000, we had realized that the government had spent billions of dollars to provide power without anything to show for it. That is why in 2001, we decided we were going to investigate the non-compliance with the appropriation acts signed into law by then President Obasanjo. But many didn’t understand what we set out to achieve. They thought we wanted to impeach Obasanjo and derail the nascent democracy. Far from it. One, impeachment process is cumbersome and takes time. We only wanted to ascertain the truth and help the system. Once something is signed into law, you’re bound to implement it…” But isn’t budgeting merely declarative, implementation of which is contingent on resource availability? “Fantastic question. When the law covering appropriations was being made, the lawmakers anticipated this. That’s why you’re allowed as president to come back to the National Assembly to present a supplentary appropriations bill to take care of unforeseen circumstances. The whole essence is to ensure the sanctity of the letters of the budget, so that our actions are not in vain. Through oversight function, the legislators are able to know what is going on in government agencies and department. So, if the government makes a claim, the lawmaker oversighting the relevant ministries is able to attest if it’s true or not.” “Legislative oversight ensured the setting up of the excess crude account during the Obasanjo years when we realized that on the continuous basis oil was performing above the bench mark. And if the nation was able to weather the global financial crisis of 2008/2009, it was partly due to the savings from the excess crude account instituted many years earlier.”

They say that geo-politics and ethnoreligious considerations, not the fight against corruption, are at the root of the attempt to remove the Chief Justice of Nigeria CJN, Justice Onnoghen, -by bringing him to trial over allegation of false declaration of assets. They insist that the trial is merely a smokescreen for an ill-motivated plan to execute an executive coup de tat against the judicial arm of government. That the aim is to remove a South-Southern Chief Justice whose tenure has not expired, and to replace him with a core Northerner, Justice Mohammed Tanko. And the theory, according to the opposition PDP, is that since the APC –by all indications, they say- will be incapable of freely and fairly winning the forthcoming general elections, the only possible way it can secure a second term therefore, is if it rigs the elections. Plus, they say that all the indications are there that the APC does plan to rig, especially the Presidential election. What with the President refusing to sign a new electoral law legitimizing the use of Card Reader and introducing the transmission of results electronically -rather than manually? What with the fact that he was also not initially disposed to removing a ‘partial’ Inspector General of Police, Idris because the President was planning to use him for partisan interest? And what with the President now suppressing dissent, including clamping down on press freedom? And they said that if the president must rig, he would then require to prepare the necessary condition for a regime-friendly Judiciary that would validate his victory, but that Onnoghen, as Chief Justice who would constitute the election petition tribunals, is the most unlikely, given especially his geo-ethnic background, to be disposed to playing the judicial cat’s paw ready to pull APC’s electoral chestnuts out of the political fireplace of petitions that are sure to dog the heels of the 2019 elections. The assumption here is that: either Buhari’s APC is truly unsure of victory at the election and will require to act to preempt a favorable role of the Judiciary in legitimizing its rigged victories or that even if it is sure of victory in a ‘free and fair’ election which it promises to allow, the APC may still require the superintendence of an upright, unbiased Chief Justice to constitute impartial tribunals to uphold its hard-earned victories. They say that the APC neither believes that Onnoghen is upright enough to do that; nor, with a desperate money-bag Atiku in the fray, does it believe that he has not already sold to the opposition PDP. Or was Ononghen not the head of the Judicial Panel that helped to free the Senate President, Saraki from the clutches of the same Code of Conduct Tribunal on similar charges of false declaration of assets? Or was he not part of the Supreme Court panel that overruled the Administration of Criminal Justice Act, ACJA, on interlocutories/stay of proceedings in favor of Saraki? And now with such exposed ‘dollarized’ accounts inconsistent with the earning capacity of the new Chief Justice, there definitely must be something rotten in the State of Denmark. And maybe all these assumptions and presumptions are true. Or maybe they are not. Maybe there is an executive ‘motive’ behind the arraignment of the Chief Justice. Maybe there is not. But why must we dissipate partisan and sectional energies in search of ‘motive’ to explain away a legal wrong, when we should simply submit to the due judicial process in search of ‘law’ and ‘fact’ so as to arrive at justice? The search for ‘motive’ cannot supplant the inquisitorial due process for the determination of guilt or the finding of innocence. Notwithstanding the presumed motive or ill-intention of the Executive arm, there is a case before the courts! And as far as judges and lawyers should be concerned the question is: ‘has the Chief Justice breached the law?’ A single lawyer will be more justified to answer this in court than a thousand SANS morally will be, who cartel to put a clog in the wheel of justice. The court
will not ask whether the Executive has a ‘motive’ in bringing the matter; because courts are presided over by judges of ‘law and fact’, not of ‘motive’ and ‘motivation’. And maybe it is the reason that even the law of evidence does not reckon with ‘motive’ as proof of guilt or of innocence. Nor will the absence of ‘motive’ to cheat during asset declaration be proof that Justice Ononghen has not breached the law –if the facts show that he has. The liability here is as strict as when a road user commits a traffic offence. You do not search for a ‘guilty mind’ (mens rea) when a driver beats the traffic light, because it is sufficient by law that he beat the traffic light. Not having intended to do it is immaterial to the fact that he did it. Nor should the police be inquisitioned on the ‘motive’ for apprehending him other than the obvious intention, as officers of the law, to fulfill the end of the administration of justice. And so to say that the National Judicial Council, NJC has disciplinary jurisdiction over judicial officers who commit crimes or that it decides whether or not a judicial officer who commits a criminal offence should be arraigned before a court is to arrogate to the NJC the powers and status of a court which it has not. The NJC has jurisdiction only over judicial officers who commit judicial misconduct in the course of their judicial duties. The commission of a crime, which any false declaration of asset is, cannot be said to be part of that judicial duty. Besides, the requirement for declaration of asset as provided for by the 5th Schedule of the Constitution has not made the obligation to do so incumbent only on ‘Judicial officers’ but all ‘public officers’ failing which the Constitution has empowered the Code of Conduct Bureau to prosecute. And so concerning a breach of the asset declaration code, offenders are treated not in their capacity as ‘judicial officers’ misconducting in the course of their judicial duties, but in their capacity generally as ‘public offers’ breaching the Constitution. Sections 12 and 18 of the Schedule are clear on that. The inability of the National Judicial Council to discipline judicial officers who commit criminal offences or to decide whether or not to send them to court, is no less poignant now in the case of an offending Justice Ononghen than it was a few years back in the case of Justice Ayo Salami that the NJC was bent on criminalizing. Salami was first accused of perjury (lying under oath against the then CJN, Katsina-Alu, who the Council was determined to exonerate from the allegation of judicial interference with intention to pervert justice). When it became obvious that ‘perjury’ was a criminal offence and that only the court -and not the NJC- had jurisdiction to entertain, the Council reverted to an indictment consistent with its disciplinary powers and accused Salami of violating the Code of Conduct for Judicial Officers by granting a press interview without authorization. Now even in doing this, the NJC had disregarded the fact that none of the panels that it had set up to probe Salami had interrogated him on that allegation. Yet it was on the basis of this trifling offence –and thus without the fundamental benefit of ‘fair hearing’- that the NJC had proceeded to recommend Salami’s suspension to President Jonathan who, without a moment’s hesitation, was only too happy to approve, because he believed this was the Salami, as Head of the Court of Appeal, that was responsible for the judicial loss of PDP’s Edo and Osun states to Tinubu’s AD. And it is interesting to note that self-righteous lawyers like Agbakogba and others were in fact members of the NJC when this travesty of justice was committed against Salami. By the way, as the discretion to arraign Salami on the offence of perjury would’ve been that of the A.G. to exercise, the same today, concerning Onnoghen, is that of a prosecutoriallyempowered Code of Conduct Bureau to exercise -without recourse to the NJC.
OUR POSITION Dwindling number of women participation in politics
T
he Nigerian political space since 1999 has experienced a tremendous improvement especially with the level of interest it has generated, that is if the number of persons jostling for the various political offices is anything to go by. As at the last count, the number of political parties in the country has risen to over 90 from the three that heralded the nation into the present democratic space in 1999. But one worrisome trend about it is the declining rate of women participation in the political life of the country, as the womenfolk seems to be facing serious challenge in their ability to break into political limelight. This is even more evident from the recent primaries of the various political parties in the country where the number of women elected to contest for the various offices was very negligible. For example, since 1999 and in fact in the history of Nigeria’s political life, there has not been any elected woman governor, the closest that a woman came to being governor, was when then governor of Anambra State, Mr. Peter Obi, was impeached by the state Assembly and his deputy, Dame Virgy Etiaba, was sworn-in as governor and she held that position for a few months until Obi got the court to reverse the impeachment. Though the activism in women was further awakened in the country since after the Beijing conference and declaration in 1991, which gave birth to the much talked about affirmative action that prompted the United Nations (UN) to subsequently concede 35 percent of all positions to women, nothing much has been done in the country to meet that target of women participation in politics. In the early days of this dispensation, it must be said that President Olusegun Obasanjo made significant progress towards fulfilling that quota, while the administration of Goodluck Jonathan, also appointed more women into key positions, while there were equally a significant number in elective positions. But that progress made in recent years seem to have been short-lived, perhaps due to the ever increasing complexities in the political system and high monetisation of the politics which has become a major challenge militating against women participation. Presently, out of 109 senators, we have seven women senators and out of 360 members of the House of Representatives, we have about 17 women; we had far more women from 1999-2015; there were also lots of woman in parastatals and ministries in the country. Also, an attempt recently to get a bill on affirmative action, sponsored by Senator Oluremi Tinubu through the National Assembly failed because it could not get enough support on the floor of the Senate. At an ECOWAS Female Parliamentarians Association (ECOFEPA) meeting earlier in the year, the President, and Nigerian Senator Stella Oduah said that Nigeria has the lowest female representation in elective positions in West Africa. Senator Oduah called attention at the 15-member states of the sub-region to the dwindling number of women’s participation in politics in Nigeria to 7 per cent since the 2015 election. She said women have only 6.1 per cent representation in State Houses of Assembly, 3.9 per
cent in the House of Representatives, 7.34 per cent in the Senate and almost zero per cent in the executive arm of government. In West Africa, Nigeria ranks even lower than Ghana which has as at 2016 about 10.7 per cent female representation in the parliament and 27 per cent female as cabinet ministers. Togo comes up second with about 17.60 per cent women representation in its national parliament as at 2017, and 18.4 per cent in ministerial positions. Senegal has the highest representation of women in elective positions, ranking 12th in the globe for the number of women in elective position - that is 3 per cent down from its initial ranking. Considering the role of women in nation building across the world and the increasing relevance of women even in the African continent, with the recent election of a women as the new President of Ethiopia after the end of a Woman president’s tenure in Liberia, it is our considered opinion that it is high time Nigeria gave women more opportunity to express themselves in the political space. We are also of Opinion that with the lack of positive development in the Nigerian political space, the entrance of more women into it may bring a breath of fresh air that may turn the fortunes of the nation around for good and help revive some key sectors of the nation’s economy. The role of women like Queen Amina, Mrs. Ransome Kuti, Margaret Ekpo among many others in the positive development of the Nigeria must not be so quickly forgotten as to shut other women out of the space. Rather, it should be a motivation to encourage more women into the space especially in this critical time of the nation’s history.

N3.9bn fraud trial: Prosecution, defence lawyers decide fate of late Badeh’s case Feb. 26 Andrew Orolua, Abuja Justice Okon Abang of the Federal High Court Abuja, Wednesday gave the prosecution and defence lawyers handling the case of late former Chief of Defence Staff, Air Chief Marshal Alex Badeh February 26, to decide what to do about it. Air Chief Marshal Badeh was before death, facing a 24-count charge for alleged money laundering and converting public fund in the custody of Nigerian Air Forces to the tune of N3.9bn to personal use. He was charged alongside his company, Iyalikan Nig. Ltd before the court for the alleged offences.
When the case resumed on Wednesday, the defence lawyer, Akin Olujimi informed the court of the death of his client, stating he was murdered on December 19, 2018, along KeffiAbuja road on his way from the farm. He requested for a short time to liaise with the prosecution on the next line of action. The prosecuting counsel, Rotimi Jacob (SAN) did not object to the short date. He, however, said the defence ought to have furnished the court with a death certificate, being the court of record. In a short ruling, Justice Abang held that no death certificate was required because the fact of his death was already in public domain.
“The court is already awared of his death. The Supreme Court made it clear that where a matter is already a public knowledge, the court being a member of the public, does not require certificate of death.” Abang paid glowing tribute to Badeh, saying: “Throughout his trial, he never created difficulties for court. He was so peaceful throughout his trial. His conduct was a show of tremendous respect to the court. He was always in court before trial, he never asked for frivolous applications,” Justice Abang said. He subsequently adjourned to February 26 for a feedback on the meeting between the prosecution and defence counsel.

Short News Chieftaincy crises: FCTA adopts dialogue to save 6 communities Idu Jude, Abuja As the Federal Capital Territory Administration (FCTA) seeks possible means of ending ethnic and Chieftaincy tussles across the six area councils, the Area Council Services Secretariat has intensified dialogue to resolve some protracted chieftaincy tussles rocking communities within the territory. The Daily Times recalls that Bwari Area council since in 2018 was enmeshed in Chieftaincy crises that has claimed lives and properties worth millions of naira. The crises which have failed to be brought under control erupted between the acclaimed original traditional Esu Bwari Kingdom and Aljaji Ijakoro on who leads the people. The Secretariat said it has become imperative to scale up dialogue and mediation on the chieftaincy tussle in these communities, to prevent a repeat of the violent clashes in Bwari Area Council in December 2017, resulting to loss of properties and businesses. Senator Isa Maina, Secretary of the Secretariat, stated that security and public peace were needed for meaningful development to fester in FCT, hence its efforts towards resolving all impending chieftaincy matters in the rural areas. He said that while the Bwari Chieftaincy tussle had been resolved and peace restored in the area, about 11 other communities have also had similar disputes settled. Maina noted that relevant stakeholders have been engaged in an effort to bring a lasting peace to Pyakasa, Lugbe, Jahi, Kurudu, Ashara and Wako in different Area Councils of the territory where the Chieftaincy disputes still foster.

The Resident Electoral Commissioner in Akwa Ibom, Mr Mike Igini says any staff of the Independent National Electoral Commission (INEC) found to be involved in election malpractice will be sacked. The Ogoni Youth Coalition Movement (OYCM) has called for robust interface between the people of the area and the Federal Government before the commencement of the clean-up exercise. Spokesman of the group, Mr Progress Williams, told newsmen in Port Harcourt on Wednesday that there were series of issues that required explanations by the Hydrocarbon Pollution Remediation Project (HYPREP) before the commencement of the exercise. The Minister of Environment, Mr Suleiman Zarma, recently announced that the Federal Government had commenced the handing over of sites to contractors for clean-up. Williams said that there were preliminary measures which the Federal Government ought to have put in place before the commencement of the actual cleaning. According to him, the recent move by the Federal Government is at variance with the UN Environment Programme’s (UNEP) report on the Ogoni clean-up.

The Police Service Commission (PSC) says it will provide toll free lines to the public to enhance monitoring the conduct of police personnel during the 2019 general election to ascertain their adherence to professionalism. The Commission said the phone lines will enable the public to specifically report erring officers who plays partisan politics rather than sticking to the professional conduct of the Police Force. Speaking at a press briefing in Jos on Wednesday, the Police Commissioner Representing Human Rights, North Central of the Police Service Commission, Bar. Rommy Mom said the decision was to correct the mistakes that transpired in Ekiti and Osun state elections in 2018. “The PSC will be monitoring the Police Conduct in the 2019 General Election across the entire country with a view to ascertain professionalism in order to ensure the credibility of the electoral process. “We shall be providing toll free lines to the general public aimed at reporting any erring police officer during the polls.
“This has become necessary as we do not want a reoccurrence of what happened in Ekiti and Osun states last year. “We shall not hesitate to sanction erring police officers because we want to maintain our standard in protecting democracy as the police force is the largest and leading agency providing 85% of security personnel for the 2019 elections. “In every state we shall set up a smaller team to work with at the Headquarters to synergies and coordinate the Police network during the elections. “We however urge all Nigerians to report acts of indiscipline and lack of professionalism by any member of the Force to the Commission for quick resolution,” Mom said. The Commissioner also reminded the public that the PSC is responsible for the appointment, promotion and discipline of all police officers with the exception of the IGP. Mom also said that on the 21st of January, the Commission will train 50 police officers from each geo political zones which will as well step down train across the 36 states of the federation including the Federal Capital Territory. Kaduna retired civil servants cry out over unpaid benefits
Retired Civil Servants in Kaduna South Senatorial District have cried out over non payment of their retirement benefits, saying the ill-treatment by the state government has thrown thousands of families into misery. The civil servants under the auspices of Compulsorily Retired Civil Servants in Southern Kaduna bore their minds on Wednesday in a statement signed by their Secretary, Mohammed Haruna, issued in Zonkwa, Zango Kataf Local Government Area. According to the statement, most of the pensioners were forced to resign and the government is yet to pay any of them their entitlements. “This is the second year that over 5,000 civil servants in Southern Kaduna Senatorial zone were laid off from their jobs, apart from primary school teachers and local government staff. “We want the public to know that the state government has not paid a Kobo to the retired civil servants. “While we remain loyal to the government, we want the Governor to have the fear of God the creator of mankind and pay us our legitimate benefits.”

The Akwa Ibom State Coordinator of President Muhammadu Buhari’s campaign groups and former Speaker of the State House of Assembly, Engr. Ignatius Edet was among some 5,000 All Progressives Congress (APC) chieftains and members who rejoined the Peoples Democratic Party (PDP) Wednesday as Governor Udom Emmanuel flagged off his governorship reelection campaign. This is even as Governor Emmanuel has declared that he was not elected Governor to complete monuments and projects that were of no economic benefit to the people but to initiate and complete economically viable projects. During recession Gov Emmanuel said he revived the economy of the state even as for the first time Akwa Ibom has become an industrial destination in Nigeria.
He accused Senator Godswill Akpabio of building monuments even as some of his projects were not driven by the needs of the people of the state when they were executed. Governor Emmanuel further said that the PDP remained the only real popular and peoples party in Nigeria accusing the APC of sowing military uniforms in order to rig the elections in the state adding that he has been able to bring to an end political related killings and kidnapping adding that the people of the South South region would remain for the PDP because of their role in the peace development and prosperity of the region. “I offer myself to complete what we have started for the youths. There are element of integrity, love and sincerity contained in all sections of our manifesto and our commitment to industrialization, youth and women empowerment, education and robust health system remain irrevocable.” The Governor concluded.
The Federal Road Safety Corps (FRSC) has urged newly promoted officers in Zone Rs 5, to discharge their responsibilities timely and as and when due. FRSC Zonal Commanding Officer (ZCO) of the zone, Mr Kehinde Adeleye gave the advice on Wednesday in Benin, shortly before decorating the officers. The 44 officers were promoted in the zone which comprises Edo, Delta and Anambra States. Adeleye said that the reward for promotion was more responsibilities and urged the newly promoted officers to justify the confidence the corps had in them that culminated in their promotions. He urged them to redouble their commitment to work in order to achieve the vision and mission on road safety as well as remain the best. Adeleye also urged the officers to be civil in the discharge of their duties to motorists and other road users and eschew acts that could tarnish the image of the corps in the zone.
Polytechnic students seek quick end to ASUP strike As the Academic Staff Union of Polytechnics (ASUP) strike continues, some students have urged the Federal Government and lecturers to find a quick solution to the issues at stake. ASUP had directed all its members nationwide to down tools on Dec.12, 2018, based on several factors including non-implementation of NEEDS ASSESSMENT reports of 2014 as agreed with the federal government in October 2017. The union also alleged lack of seriousness in the renegotiation of the union’s 2010 agreement; non-release of arrears of CONTISS 15 migration for the lower cadre; non-release of arrears of promotion and shortfall in personnel releases, as well as non-payment of allowances. Other agitations are non-payment of salaries in many stateowned polytechnics, non-payment of union check off dues, pension deductions and other statutory deductions from staff salaries to the appropriate bodies, and continued victimisation of union officers. While some polytechnics complied with the strike directive, leaving their students out of school, others shunned it.

He said that with henna in their fingers the card reader machines will not be able to recognize their finger prints just as the ink to be used in the thumb print will not stick to the thumbs thereby making it difficult to cast a valid vote for the APC candidates particularly President Muhammadu Buhari. Buba Marwa therefore appealed to the women not to use the henna henceforth until after the general elections so that their votes will count.
To the youths, the Presidential Campaign Chairman for Women and Youth Committee urged them to ensure that they collected their PVCs because according to him without valid PVC they will not be able to cast their votes for the APC. Marwa while calling on the youths to be law-abiding and peaceful before, during and after the election, advised them to ensure that their votes are counted. While re-echoing the call on women not to use henna until after the general elections, a onetime Deputy Governor of Plateau State, Pauline Tallen explained that the use of henna will disenfranchise them. “If you use henna, it will block the lines of your thumb thereby making it impossible for the card readers to recognise your finger prints and make it also impossible for the ink to stick to the thumb for printing on the ballot paper “. The Kwara state government has banned all forms of political street rallies and processions in the state. The State Governor, Alhaji Abdulfatah Ahmed announced this yesterday during a special broadcast on the recent political violence in the state capital, Ilorin. He said only political rallies at designated areas with prior notification to the state Police Command will be allowed henceforth. Ahmed added that perpetrators of recent political violence in Ilorin metropolis would be apprehended and be made to face the full wrath of the law. He warned that the government would spare no effort in protecting lives and property, urging citizens to be vigilant and report any suspicious activities and movement to the security agencies for prompt action.

JHF donates food aid worth millions of naira to 280 vulnerable households in Adamawa Dan Garba, Yola In its core mandate in providing free health services to less privilege people, of recent, Janna Health Foundation (JHF) in collaboration with Irish Aid from the Embassy of the Republic of Ireland, donated Food Aid to the people of Adamawa state Northern senatorial in the 2018/2019 year of humanitarian service of the two sister organisation. JHF made a provision of 280 bags of rice, 280 gallons of vegetable oil, 140 bags of salt, 50 cartons of Maggi seasoning among other food items for 280 most vulnerable households in Michika and Madagali LGAs. The 280 households were selected through a vulnerability ranking process from Chesdewol community in Michika LGA and Duhu Gari community in Madagali LGA to caution the effect of Boko Haram insurgents activities netted on them.

BPE wants YEDC to shun personal, sectional interest in discharge duties Mathew Dadiya, Abuja Director General of the Bureau of Public Enterprises (BPE), Mr. Alex A. Okoh has charged members of the Management Board of the Yola Electricity Distribution Company (YEDC) to shun personal and sectional interests in the discharge of their duties. Inaugurating the Board of the company headed by Mr. Gbeleyi Ayodeji on Wednesday in Abuja, the DG reminded the members that they were trustees of the electric distribution company and as such, they should exercise their powers with honesty and diligence. “As Directors, you are trustees of the company’s finances and properties which you must account for in the exercise of your duties with honesty for the interest of the company and the shareholders and not your own interests”, he warned. Okoh informed them that their responsibilities as directors of the company include: Fiduciary relationship towards the Company and observance of utmost good faith towards the Company in any transaction with it or on its behalf; act at all times in the best interests of the Company as a whole so as to preserve its assets, further its business and promote the purposes for which it was formed in a faithful, diligent, careful and ordinarily skills; not fetter the discretion to vote in a particular way; and have regard in the performance of their functions including the interests of the company’s employees in general, as well as the interests of its members. The Chairman of the board, Mr. Ayodeji Gbeleyi while responding on behalf of other members, commended the federal government for the confidence reposed on them and pledged to discharge their duties diligently. Ayodeji also lauded the Management of Yola Disco for successfully running the affairs the company since the management reverted to the Federal Government on June 1, 2015, from the core investor-Integrated Energy Distribution & Marketing Limited (IEDM) as a result of the force majeure declared by IEDM due to insurgency activities in the region. NB debunks fake Amstel Malta in circulation, says it is new packaging Godwin Anyebe Nigerian Breweries Plc., (NB) has debunked a video circulating on some social media platforms alleging the existence of a ‘fake’ Amstel Malta in the market. NB in a statement obtained by our correspondent in Lagos on Wednesday said the claim is based on the fact that there are differences in the NIS Logo on the Amstel Malta packaging. According to the statement, we wish to clarify and assure all our valued consumers and lovers of Amstel Malta that there is no fake Amstel Malta in the market. NB recently revised the packaging of Amstel Malta and incorporated the new NIS Quality logo from the Standards organization of Nigeria, (SON). This change was approved by the relevant regulatory agencies, including the National Agency for Food and Drug Administration and Control, NAFDAC. The claim, in the video under reference, that the Amstel Malta with the new NIS Logo is ‘fake’ is incorrect and misleading. SON, the owners of the NIS Quality Logo, have variously confirmed the change in its certifying logo and had in fact commended Amstel Malta for being the first producer to incorporate the new NIS Logo in its packaging. The false claim and video have been previously addressed by NB in 2017 when the video was first circulated. Inflation rate rises by 0.16% to 11.44 in December - NBS Motolani Oseni The Consumer Price Index (CPI), otherwise known as inflation rate for goods and services, rose to the highest level since May, at 11.44 per cent (year-on-year) in December 2018, a 0.16 per increase from the 11.28 per cent recorded in November, the National Bureau of Statistic (NBS) has revealed. The CPI measures the average change in prices of goods and services consumed by
people for day-to-day living over time The statistics agency, in its latest CPI report published on Wednesday, said all the divisions that contribute to the headline index increased. According to the report, this is the first time in seven months that inflation would reach such levels. The last time the index was this high was in May 2018 when it was 11.66 per cent. “The urban inflation rate increased by 11.73 per cent (year-on-year) in December 2018 from 11.61 per cent recorded in November 2018, while the rural inflation rate
increased by 11.18 per cent in December 2018 from 10.99 per cent in November 2018,” the report read. “On a month-on-month basis, the urban index rose by 0.76 percent in December 2018, down by 0.07 from 0.83 percent recorded in November 2018, while the rural index also rose by 0.72 percent in December 2018, down by 0.06 per cent from the rate recorded in November 2018 (0.78) percent.” For the states, Bayelsa, Zamfara, and Ekiti recorded the highest inflation rate while Cross River, Ogun and Kwara recorded the lowest increase in prices.
Food inflation was also highest in Abuja, Bayelsa, and Nasarawa while Ogun, Cross River, and Oyo. Earlier in the week, analysts at FSDH Research had projected inflation rate of 11.69 per cent for December, against 11.448per cent eventually came yesterday for December 2018. The analysts, in their report, explained that the expected increase in the inflation rate will reflect higher price increases within the Food and Non-Alcoholic Beverages division and other non-food items due to end-of-year and festivity purchases.
Northern Investment Companies perform below expectations - Sanusi Yakubu Salisu, Kano The Emir of Kano, Muhammad Sanusi II, has decried the inability of state-owned Northern Investment Companies to meet up with the purpose for which they were set up for. Sanusi made the remarks on Wednesday in Kano during the maiden conference of state-owned Investment Companies of Northern Nigeria, organized by Kano State Investment and Properties Limited (KSIP). The Emir, who was represented by the Dan-Adalan Kano, Isyaku Umar Tofa, said it is sad to note that, the Kano Investment Company which was the key element in the movement of the economy of the state in the past has been crippled by avoidable circumstances due to failure on the part of stakeholders to do the needful in order to salvage the situation According to him, the company inherited quite a number of industries back in 1972, which was eventually folded up forcing one to ask where such industries have gone too
and what has happened to them. He said, “the occasion is not for praises but a time to rethink, a time to re-energize and re-strategize, to ensure that we bring out policies that would really move the Northern Economy forward. “I think one of the fundamental things for the Kano state Investment is to ensure the revival of such industries. We know all of them, they are there lingering, closed, doing nothing. I would advise the State Investment and property Company to put their searchlight into the manufacturing sector. All the manufacturing industries they have inherited should be revived, the money is it is only for us to create the opportunity and tap into them. He charged them to use their use their connections with great people in the financial sectors with well known names in the capital market, to raise huge capital that would be used in the development of the economy especially in the agricultural, manufacturing and other sectors that are important to the Northern Economy, such as solid minerals, commerce and others.
Speaking at the occasion, Governor Abdullahi Ganduje of Kano State represented by the state commissioner of works, Engineer Aminu Aliyu Wudil stated that the conference wouldn’t have come at a more better time than now when globally, the issue of investment, growth, and development has become the banner of most governments. “For us here in Kano the theme of the conference; repositioning of the state-owned investment companies of Northern Nigeria for growth and development, is in line with our government policies that places emphasis on harnessing the economic potentials of the state by supporting and strengthening the relevant government agencies such as KSIP to undertake projects that have direct impacts on the lives of our people.” That in line with the support of his government, the management of KSIP has within the span of four years turned around the fortunes of the company to the administration of all. land at Grujiya village to the company for the construction of affordable housing estate, which already, about three hundred units of the two bedrooms housing has been constructed, and the company has embarked on the second phase where additional 250 of more houses were to be constructed also that, there is a plan to extend such construction to all the 44 LGAs of the state. In the area of equity investment, Ganduje said, “with the support of my government, the company has grown its investment from 1.2billion in 2015 to 1.5billion as at December 2018 through the restructuring of the investments and adoption of e-trading systems to ensure transparency and accountability and efficient management of investment. “The company has registered all the recut investment on the e-trading platforms. The company is now able to locate, view, access, and record all its dividends between 2016 and 2018, the company has earned more than 95million as dividends and income from its shareholdings in various scouted companies”, he explained.

Investors declare $333.37m turnover in one day As Naira closes at N363.05/$1 at I&E FX window
Motolani Oseni Investors and Exporters FX window (I&E FX) market turnover stood at $333.37 million, as at end of trading activities on Wednesday. Even as the nation’s currency, Naira sold at N363.05 to the dollar at the I&E FX window, however, remained stable against the dollar at the parallel market, exchanging at N360, while the Pound Sterling and the Euro traded at N462 and N412. The naira exchanged at N360 to the dollar

The Director, Corporate Communications Depart f the Central Bank f Niger CBN), Mr. Isaac Okorafor, had said that the apex bank would continue from where it stopped in 2018 in order to maintain the stability being enjoyed in the FX market. Mr. Okorafor in the latest statement stated that the move was in furtherance of the Governor’s avowed commitment to ensuring foreign exchange liquidity in the system as well as boosting trade and
production. He, therefore, expressed confidence that the CBN, in the weeks ahead, will sustain its intervention through the sale of foreign exchange to all segments of the market to meet all legitimate foreign exchange demand in the market while also striving to achieve exchange rate stability in the market. Okorafor, also disclosed that the Governor, Godwin Emefiele, will further unfold the Bank’s plans for the year during the first Monetary Policy Committee (MPC) meeting for the year scheduled for January 21 to 22, 2019.
While noting that the Bank had made a commendable effort in keeping the exchange rates at the current levels, Okorafor reechoed the Bank’s Governor, Mr. Godwin Emefiele saying that the current capital flow reversals from the emerging markets were expected to bring out pressures on the market rates. He, however, assured that, in spite of the anticipated pressures, coupled with the forthcoming elections, the Bank was committed to maintaining the current exchange rate policy, given the level of the nation’s foreign reserves, which is monitored by the CBN.
Lagos Govt partners IFC to enhance revenue generation, infrastructure development Ladesope Ladelokun The Lagos State Government says it has sealed a major partnership with International Finance Corporation (IFC) to enhance the provision of infrastructure in key sectors and strengthen the state’s long-term financial sustainability through improved revenue generation strategies. The Commissioner for Finance, Mr. Akinyemi Ashade, in a statement on Wednesday, said a Memorandum of Understanding (MoU) on the partnership dated Jan.7, 2019 had already been signed. Ashade expressed optimism that the development would go a long way in helping to scale up municipal infrastructure, increase
revenues and generally make life more comfortable to residents. He said IFC, which is a member of the World Bank Group, would seek to provide advisory services to enhance infrastructure development in key areas including power, education, health, environment, and transport, with a special focus on the provision of electric buses, among others. “IFC’s advisory services will be designed to improve procurement for key transport projects and support project development in areas including power, transport, municipal waste, health, education and energy efficiency. “IFC will also be able to advise on strategies and policies for electric buses and ride-hailing services and assist Lagos State on its revenue mobilisation strategies.
“We welcome IFC’s support and are confident that signing this memorandum will translate into viable infrastructure projects, expertise building and better access to financing for the benefit of all Lagosians”, Ashade said. He said IFC’s Country Manager for Nigeria, Eme Essien noted that the partnership was in line with the organisation’s program tagged ‘IFC’s Cities Initiative.’ “Essien said it is aimed at mobilising commercial financing for priority urban projects; connect cities with capital markets, and to help improve municipalities’ creditworthiness through financial management training. “The IFC’s Country Manager said a total of 13.5 billion Dollars had been invested over
the last 15 years across more than 70 countries through the initiative. “Essien said the program essentially supports efforts to build inclusive, safe, resilient, and sustainable cities that open new markets, and create opportunities for all. “IFC’s manager also said today’s announcement is only a first step in the building of a long term strategic partnership with the largest municipality in Sub-Saharan Africa. “Our objective is to support Lagos State’s efforts through IFC’s Cities Initiative to improve living conditions, expand and renew its infrastructure, and help reinforce Lagos’s position as an attractive investment destination and by extension Nigeria’s position.”
Oil settles at $60/pbrrl, as Nigeria ranked 6th cheapest petrol selling country Ladesope Ladelokun Crude oil futures settled on Wednesday after the release of American Petroleum Institute data showing a draw in US crude stocks, with bearish factors generally dominating the market. Brent crude futures settled at $60.53/per barrel, while West Texas Intermediate (WTI) slipped a little, standing at $51.88/per barrel. Analysts surveyed by Platts had said they expected US commercial crude inventories to edge down 250,000 barrels to
439.49 million barrels in the same period, largely driven by an expected uptick in US exports. Adding to the bearish pressures, the EIA’s monthly report has predicted that the US will become a consistent net petroleum exporter by the end of 2020. In its report released on 15 January, the Global Economic Policy Initiative, GEPin, said Nigeria presently ranks number six in the world only behind Venezuela, Sudan, Iran, Kuwait, and Algeria. NDDC lauds Rivers community for embracing dialogue Temitope Adebayo The Chairman of the Governing Board of the Niger Delta Development Commission, NDDC, Senator Victor Ndoma-Egba (SAN), has commended communities in the Ekpeye Ethnic Nationality in Rivers State for embracing dialogue in their quest for development. Senator Ndoma-Egba was speaking when a delegation of Ekpeye Elites, led by Dr. Chigbo Sam-Eligwe, paid him a courtesy visit at the NDDC headquarters in Port Harcourt. The NDDC Chairman observed that communities in the Ekpeye nation had been peaceful, shunning violent agitations which had ensured a safe environment for the exploration and exploitation of oil resources in the area. He said:” There has been no incidence of breaches on oil facilities. This is very remarkable and we must applaud the Ekpeye nation for that. Continue to opt for dialogue because the current board and management of the NDDC are inclined to a new kind of militancy. We advocate militancy for peace and development because, without peace, development will suffer.” Senator Ndoma-Egba added: “We need peace in the Niger Delta region for the much-needed development. Earlier in his remarks, the leader of the Ekpeye delegation, Dr Sam-Eligwe, observed that the Ekpeye Nation was contributing immensely to the oil and gas wealth of Nigeria and deserved due recognition and patronage by NDDC. He noted that Ekpeye Nation was the third largest oil and gas producing area in Rivers State, with a production capacity of about 15 per cent of the total oil and gas revenue of Nigeria, with several pipelines conveying crude oil and gas traversing Ekpeye land and communities. He lamented that the Ekpeye Nation appeared to have been neglected in the NDDC budget. According to him: “This abject neglect is glaringly reflected in the current NDDC budget, where out of a list of about 900 projects in the mandate states, only one paltry and insignificant project of construction and equipping of a science laboratory of the community secondary school, Edeoha, Ahoada East Local Government Area was included.” He appealed for more infrastructural projects such as rural electrification, roads, and bridges. He also called attention to the plight of the Internally Displaced Persons (IDP) who, he said, had been rendered homeless and had lost their sources of livelihood due to the damages occasioned by the flood on their farms, homes, and properties.

We are determined to win this election and take Nigerians out of poverty - Ezekwesili Patrick Okohue The presidential candidate of the Allied Congress Party of Nigeria (ACPN), in the February 16 election, Dr. Oby Ezekwesili has reinstated her determination and that of her party to win the election, saying that her determination was borne out of her desire to redirect the nation of poverty. Ezekwesili therefore urge Nigerians to take ownership of her campaign and ensure they do everything possible for her to emerge, as her victory at the election will be nothing personal, but a victory for the Nigerian people. She said, “One thing that is important is that Nigerians must be got to commit to this, they and I as the candidate of our party must be ready to rescue Nigeria together, because I am not running just to be President, but I am running to lead a sensitive agenda that will rescue the country for all of us. I am running to rescue, and the rescue cannot be done by one or two people. “Nigeria can no longer afford another four years of this government, our party the ACPN is in this to win, we are not in this to make a point, but to win, what we want Nigerians

Poverty is a distabiliser, so we must attack poverty with a clear sense of urgency, that is why we have fashioned out programme of taking 80 million people out of poverty,” she said.
Lagos APC mobilises thousands in door-to-door campaign for Buhari, Sanwo-Olu, others Benjamin Omoike The All Progressives Congress (APC), has mobilised thousands of its supporters in Ejigbo area of Lagos in a door-to-door campaign for the candidacy of President Muhammadu Buhari, Babajide Sanwo-Olu and other party members in the state, vying for electoral positions. The Mandate Movement, TMM, arm of the party in Ejigbo, is driving the move in a bid to ensure that APC records landslide victory in the area for all party candidates. Speaking at the flag-off of the ‘Get out and vote for APC candidates’ at the Ejigbo ministadium, in Ejigbo, Lagos State Commissioner for Information and Strategy, Kehinde Bamigbetan, who heads the movement, said the TMM was fully and irrevocably committed to the principles and agenda of the APC, as it served as a vanguard of the party committed to the promotion, protection and propagation of the manifesto of the APC. “The role of tendencies in parties is to act as energisers at critical periods, interpret the manifesto in a manner that advances its interests and the full development of the populace. cobweb that says it will not allow an elephant to pass. As our people say, even it is predicted that an animal with horns will knock one to death, it cannot be the ambition of a snail,” he said. Bamigbetan added that the achievements of the Asiwaju movement in Ejigbo is legendary, saying that the establishment of the Ejigbo LCDA, was the achievement of the APC. According to him, the APC had executed several projects in Ejigbo, some of which included: Ejigbo Multipurpose Centre, modern secretariat, Bola Ahmed Tinubu Primary School, Oladele Alake Primary School, Primary healthcare centres at Onaiwamimo, free meal, free uniforms, free GCE forms, free JAMB forms, free vocational education, among others. He said the APC, therefore, had more than enough to convince Ejigbo people to vote the party on February 16 and March 2, but noted that party supporters could not sit at home and expect miracles on election day. “We have to go out and engage the people and convince them that the candidates of our party are the best servants that can serve them. This is why we have created a team each for each candidate at each of the polling booths to be used in this election. “It is a collective work that will continue day and night until victory is achieved. Our task is to get out the vote by visiting voters and persuading them that APC is still the best choice for residents of Ejigbo,” he said.

Kenya attack death toll rises to 21; siege over
Kenyan security forces have killed all five attackers who stormed an upscale Nairobi hotel complex, taking at least 21 lives and causing hundreds to flee, the Kenyan government has said. At least 50 people believed to have been in the compound remained unaccounted for on Wednesday, the
Kenya Red Cross said, raising the possibility of a higher final death toll. The al-Shabab armed group, an alQaeda affiliate, said it carried out the attack in response to US President Donald Trump’s decision to recognise Jerusalem as the capital of Israel. Two people accused of facilitating the attack
have been arrested. Of the victims, 16 were Kenyan, one was British, one was American and three were of African descent but their nationalities were not yet identified, police said. Kenyan President Uhuru Kenyatta announced the end of the 20-hour siege
at the DusitD2 complex that echoed a 2013 assault that killed 67 people at the Westgate mall in the same district. “The security operation at Dusit complex is over and all the terrorists have been eliminated,” said Kenyatta in a televised address. Authorities sent special forces into the hotel to flush out the gunmen. The president said more than 700 civilians were evacuated from the complex. “We are grieving as a country this morning and my heart - and that of every Kenyan - goes out to the innocent men and women violated by senseless violence. We wish the injured quick recovery and as a nation, we will continue to pray for them,” said Kenyatta. A police source told AFP news agency two attackers were shot dead on Wednesday morning after a prolonged shootout. “The two have red bandanas tied around their forehead and bullets strapped around their chest with several magazines each,” the senior police officer said. “Each had an AK-47 which has been secured.” It was a tormented night for families of those trapped as they waited outside the hotel with sporadic gunfire ringing out, and the rescue of dozens of people at about 3:30am (00:30GMT). But one colleague did not survive. “One of our colleagues went to the top of the building and his body was found there,” he said. The attack at DusitD2 was the first in Nairobi since the Westgate mall attack in 2013. On April 2, 2015, another al-Shabab attack killed 148 people at the university in Garissa, in eastern Kenya.

Andy Murray blasts Britain’s tennis body for failing to take advantage of his success
Former world number one player, Andy Murray, on Wednesday criticised Britain’s Lawn Tennis Association for failing to build on his success and grow the game over the last decade. Three-times Grand Slam champion, Murray, went out of the Australian Open in the first round on Monday. But he had earlier said the competition could be the last of his professional career due to pain in his right hip. The 31-year-old Scot has been
hailed as one of Britain’s greatest sportsmen. He is a double Olympic gold medallist who in 2013 also became the first British man to win a Wimbledon singles title in 77 years. “I’m not sure Britain has really capitalised on the last seven or eight years of success we’ve had,” Murray was quoted as saying. “Whether it be myself, my brother, Jo (Konta), Kyle (Edmund), the Davis Cup, those sorts of things, I’m not sure how much we’ve done there,” added
Murray, who has been critical of the LTA in the past. He stated: “Maybe it’s something I should have given more thought to while I was playing, but I never felt that was my job to do that.” Murray said he could not understand how the number of people playing tennis had dropped over the past decade in spite of unprecedented success. He added: “I know in Scotland that there have not been many indoor courts built in the last 10 years. That seems madness. I

The Super Falcons will tackle China’s women national team, nicknamed Steel Roses, in their opening game of the Four –Nation China Tournament on Thursday evening. The nine-time AWCON champions will take on China at Huitang Stadium at 7.35pm local time, which is 12.35pm in Nigeria after the game involving the Korea Republic and Romania. Telecoms data grandmasters, Globacom, has thrown its weight behind Nigeria’s quest to excel at the next Special Olympic World Summer Games slated for Abu Dhabi, capital of the United Arab Emirates, from Thursday, March 14 to Thursday, March 21, 2019. Nigeria will join other 171 countries to compete for medals in track and field events, featuring athletes with intellectual disabilities; among them being those with Autism, Down’s syndrome and several forms of learning disorders. To boost the Nigerian contingent’s performance at the games, Globacom is sponsoring some of the team members to the Olympics. At a brief presentation ceremony at its Mike Adenuga Towers head office in Lagos on Wednesday, the company presented cheques to three of the beneficiaries. The beneficiaries who received their cheques are Miss Tejumola Ogunlela, aquatics; Chima Maduakor – Track and field; Oyinkansola Givens Joseph – Badminton. The donation is meant to cover the cost of training and travel for the individual athletes. Chelsea to offer role to Petr Cech after retirement Chelsea are open to offering former goalkeeper Petr Cech a role at the club after he retires from playing at the end of the season. The Arsenal keeper, 36, announced his retirement on Tuesday. He spent 11 years at Chelsea where he won 13 trophies, including a Champions League and four Premier League titles, before joining the Gunners in 2015. Chelsea are keen to maintain a strong association with former players who helped bring huge success to the club. Former striker Didier Drogba and midfielder Joe Cole both currently work at Chelsea. Cech joined Chelsea in 2004 from Rennes and has a close
