Operating income marginally gained 0.6 per cent to N238.36 billion in nine months ended September 30, 2018 from N236.9 billion reported in nine months of 2017. From the group income statement, total operating expenses rose by 2.3 per cent to N149.1 billion from N145.7 billion. Interestingly, the group’s total assets gained 10.8 per cent to N4.5 trillion as at September 2018 from N4.1 trillion reported in 2017, attributable to 16.24 per cent

increase in Deposits from customers to N3.18 trillion as against N2.7 trillion reported in 2017. President Muhammadu Buhari has reassured Ekiti people of more Federal Government presence in in the state as Dr. Kayode Fayemi alongside his Deputy, Otunba Bisi Egbeyemi, were on Tuesday sworn-in. Specifically, Buhari, who expressed Fayemi’s unwavering ability to deliver the expected dividends of democracy, was represented at the the swearing-in ceremony by the Secretary to the Government of the Federation (SGF), Mustapha Boss. Buhari disclosed that Fayemi as a former member of the Federal Executive Council (FEC) and Minister of Mines and Steel Development, had persistently been disturbing him about the development of the state. Fayemi, who was swornin as the democratically elected Governor of Ekiti State for the second term, was the Governor of Ekiti State between 2010 and 2014. Both chambers of the National Assembly, on Tuesday, approved N242, 245,050,100 as total sum of money to be sourced through virement for the 2019 general election. The two chambers at their separate plenaries approved a sum of N189,007,272,393 for the Independent National Electoral Commission (INEC), N9,481,500,000 for the Office of National Security Adviser, N10,213,282,455 for the Department of State Security, N3,573,534,500 for Nigeria Security and Civil Defence Corps, N27,341,317,433 for Nigeria Police Force and N2,628,143,320 for Nigeria Immigration Service. No mention was made of the Nigeria Fire Service, Nigeria Prison Service, Nigerian Army and Nigerian Navy in the election budgetary consideration for security agencies. The parliament, however, insisted that the approved fund should be sourced from the N500, 000,000,000 security votes of the President, specifically, from both recurrent and capital components of Special Intervention Programmes captured in the Service Wide Votes of the 2018 Appropriation Act. The National Assembly approved that N194,746,378,099 to be taken from the N350,000,000,000 Recurrent component of the SIP and N47,498,672,001 from the

N150,000,000,000 capital component of the SIP captured the Service Wide Votes of the 2018 Appropriation Act. In the first letter dated July 11, President Buhari had requested that the election budget be taken from the N500 billion inserted into the 2018 budget by the lawmakers. But in the report subtitled, Source of Fund, the Appropriation Committee recommended that “the sum of N242,245,050,100 requested for the funding of the 2019 general election should be vired from both Recurrent and Capital components of Special Intervention Programme captured in the Service Wide Votes of the 2018 Appropriation Act. The Appropriation Committee of both houses in their report explained that the total request of President Buhari for the election in his two letter is N242, 445,322,600.00. However, some

discrepancies were noticed in the final report of the Senate Appropriation Committee which was approved as there were differences in the figures requested by the security agencies and figures finally approved on Tuesday. Fund previously requested by the Office of the National Security Adviser was N4,281,500,000 but N9,481,500,000 was approved; Department of State Services requested N12,213,282,455 while N10,213,282,455 approved. National Security and Civil Defence Corps request of N3, 573,534,500 was approved. The Nigerian Police Force had its N30,541,317,432 request reduced to N27,341,317,433 and Nigerian Immigration Service request of N2,628,143,320 was approved unchanged. Commenting on the issue, Senate President, Bukola Saraki, said the budget “is to ensure credible, safe election in 2019”.

The House of Representatives Committee on Anti -corruption on Tuesday reassured stakeholders that the fight against corruption will continue as the House is working to pass all relevant bills that will give bite to the war against corruption. Chairman of the committee, Hon Kayode Ayodele, gave the assurance when he received a coalition of anti -corruption crusaders led by the Human & Environmental Development Agenda (HEDA) who embarked on a peaceful protest to the National Assembly. Oladele also further disclosed that two other bills - the Whistleblowers Protection Bill 2016 and the Public Interest Disclosure and Witness Protection Bill 2017 have both passed second reading in the House while attention is also being given to the Proceeds of Crime Bill 2017. Earlier, leader of the group, Sina Odugbemi said they were at the National Assembly to remind lawmakers of the need to pay adequate attention to the passage of the whistleblower protection and other anti - corruption bills. He also presented 360 free green brand whistles to each member of the House of Representatives and 109 red brand whistles to each member of the Senate to remind them of the need to join forces in

the fight against corruption in Nigeria. “You know as well as we do that corruption is an enemy to socio-political and economic development of any country. Corruption reduces public revenue with direct consequences to healthcare delivery, education and other social infrastructure. “Corruption does not only serve to fuel the flame of terrorism, it most dangerously retards the wheel of peaceful coexistence among citizens,” he added. Odugbemi applauded the House for its prompt response to the need to fight corruption in the country by initiating bills geared towards invigorating the ongoing war against corruption. He, however, challenged the lawmakers to go a step further by ensuring that the bills were passed and signed into law before the end of this administration.

Operatives of the Economic and Financial Crimes Commission (EFCC) are now quizzing former Ekiti State Governor Ayo Fayose, following his alleged involvement in corrupt activities while in office. The Daily Times also gathered that Fayose is responding to questions from team of EFCC operatives who confronted him with the outcome of investigation arising from his stewardship while the ex-governor was said to have explained his role in certain actions and transactions during his tenure. But Fayose, who left office on Monday night, reported himself on Tuesday to the EFCC to answer questions on corruption allegations levelled against him by the agency while in office. Having lost his immunity, Fayose, who arrived at the commission’s office in Wuse 2 area of Abuja at about 12.59pm, was accompanied by Rivers State Governor Nyesom Wike, into the waiting hands of former Aviation Minister, Femi Fani-Kayode, a senior lawyer, Mike Ozekhome (SAN) and member of Bring Back Our Girls campaign group, Deji Adeyanju and a crowd of his supporters The former governor, who wore a jeans trouser and a blue T-shirt with the inscription ‘EFCC I am Here’, told reporters he was at the commission in line with his promise to honour the EFCC invitation on Tuesday. He was also seen carrying a small bag believed to contain some of his personal effect in anticipation that he would be detained. He said, “I’m here in line with my promise, that I would be here on October 16, and like I said to EFCC, the agency should await my arrival. This morning they have been to my house, they condoned off my street, I feel personally it is unnecessary, it’s unwarranted. When a man says he is coming, Nigerians should be given the benefit of the doubt”. Fayose, however, assured that he was prepared to answer to any question the anti-graft agency would be ready to ask him, adding that he would

respond appropriately. Also speaking, Rivers State Governor Nyesom Wike urged the commission to ensure that Fayose, who came to the EFCC healthy, should leave its office at the end of its investigation as healthy as he came in. Similarly, Ozekhome, who joined Wike to appeal to the EFCC to ensure that nothing happens to Fayose while in its custody, noted that what the Federal Government is doing is to instill fear in the people. But an operative of the EFCC, who simply identified himself as Katugo, while welcoming Fayose to the commission, assured his supporters and lawyers that the commission would treat Fayose with due respect. The ex- governor was then led into the Idiagbon House of the EFCC to answer to charges of corruption, accompanied by Wike, Fani-Kayode and three of his lawyers including Ozekhome at about 1.04pm. Barely few minutes later, Governor Wike came out and drove off, leaving Fayose, Fani-Kayode and the erstwhile governor’s lawyers inside the EFCC’s building. The EFCC had in a letter dated September 13, 2018 asked the then governor to appear before it on September 20, 2018 for investigation over some corrupt allegations. Fayose had ,however, in his reply informed the commission that he would only honour the agency’s invitation after he left office as Governor of Ekiti State on October 16. Fayose is said to be responding to questions from the EFCC operatives at press time.

Gov Amosun denies defection rumour, says I stand with Buhari Doosuur Iwambe, Abuja Ogun State Governor Ibikunle Amosun has debunked the rumours making the rounds that he plans to defect from the ruling All Progressives Congress (APC) to another party on account of the recent primaries in the state. In a statement signed by Ogun State Commissioner for Information & Strategy, Otunba Dayo Adeneye and made available to the Daily Times, Amosun described the news report in a segment of the media as a figment of imagination of the writer(s). The governor wondered how he could be expected to quit a

house he jointly built with other patriots. He said: “It is true that enormous pressure was brought to bear on Governor Amosun to move to another party because of the glaring injustice meted out to some party members at the recent primaries, but the governor maintained his stand that he would not decamp, especially on account of President Muhammadu Buhari, whose judgement and sense of justice, as the leader of the party, he cherishes and values immensely. “For those who know Amosun over the years, his struggles are usually not about his own person but equity, justice and

fairness for all, especially the downtrodden masses. President Buhari represents this spirit and Amosun will stand by him and with him at all times,” the statement added. Some sections of the media had reported last week that Amosun had threatened to pull out of the APC if the National Working Committee (NWC) of the party failed to uphold the candidacy of his anointed governorship candidate, AbdulKabir Adekunle Akinlade. This came a few hours after Governors Akinwunmi Ambode (Lagos); Rochas Okorocha (Imo); Umar Ganduje (Kano); Mohammed Abubakar (Bauchi) and Kashim Shettima

(Borno) met with President Muhammadu Buhari to seek his intervention in the contentious primaries in the states. According to reports, Amosun reportedly issued the threat during a meeting with some party leaders and his loyalists across the 20 local government areas of the state held at his private residence located inside Ibara GRA, Abeokuta. The Ogun State governor, according to source, made it clear that he could not work with Abiodun, who he said lacked the wherewithal to win a senatorial district, let alone the whole of Ogun State, insisting he would rather bid APC goodbye rather than accept his candidacy.

President Muhammadu Buhari has spoken with Mohammed Liman, father of Hauwa Liman, the International Committee of the Red Cross (ICRC) midwife who was slain by Boko Haram terrorists. In a telephone call on Tuesday, Buhari commiserated with

the family and assured Miss Liman’s father that the Nigerian government did everything possible to save his daughter’s life, expressing sadness that all the efforts turned out unsuccessful. He regretted that her commitment to helping victims of the Boko Haram insurgency ended in such a brutal way. Buhari also spoke with Peter Maurer, the President of the

ICRC, extending condolences on the loss of the midwife. The President commended the ICRC for the great work they had been doing in Nigeria by providing healthcare services to victims of insurgency in some of the most affected areas. Buhari appealed to the ICRC to continue their services in Nigeria, and not give up, despite the unfortunate and painful loss of

their staff. According to the President, Nigeria needs the ICRC and the government will continue to do all it can to protect staff of the organisation and other aid workers that are providing muchneeded humanitarian services in the North East region, which had been affected by almost a decadelong conflict.

Senate condemns Boko Haram Short News Appeal Court adjournment: Group urges killing of aid worker APC supporters to remain peaceful *To pay condolence visit to deceased family

Tunde Opalana, Abuja The Senate on Tuesday condemned the murder of Hauwa Leman, an aid worker with the International Committee of the Red Cross (ICRC), by Boko Haram insurgents. The upper chamber noted that humanitarian workers who work in crisis zones to provide necessary support for victims are most selfless and courageous persons and therefore should never be targets of harm. Also, the Senate observed a twominute silence in honour of Leman. This followed a motion raised by the Deputy Senate President, Ike Ekweremadu, and subsequent debate on the issue where the Senate resolved to pay official condolence visit to the family of the deceased.

The legislators also resolved to ensure that the Federal Government, through its security agencies, take necessary measures to secure the freedom of both Leah Sharibu and other surviving members of the ICRC being held hostage by the insurgents. Speaking on the resolution, Saraki said: “Distinguished Colleagues, irrespective of the decision that we have taken, I believe that our committees on defence and security, as part of their own responsibilities, should engage with the security agencies to find out if there are other issues that need to be addressed in order to prevent the reoccurrence of such sad incident”. He also commiserated with the family of the deceased and the ICRC over the unfortunate incident and stated that the Senate will continue to work with the nation’s

Armed Forces to stop the killings and improve security across the country. Amaka Agbu, Port Harcourt A group, going under the aegis of Rivers Network for Positive Change, has appealed to members of the All Progressives Congress, APC, to remain peaceful, following the adjourned hearing of the Court of Appeal. Publicity Secretary of the group, Ibezim Green Ogbuleka made the appeal while speaking to newsmen in Port Harcourt yesterday, describing the decision of the Court as very meaningful. Recall that the Court of Appeal sitting in Port Harcourt has adjourned till October 22, 2018, for hearing on the case between the APC in Rivers State and 23 aggrieved members of the party. The APC had gone to the Court to seek for the enforcement of stay of execution order following a ruling of a Rivers State High Court, sitting in Port Harcourt, which nullified the congresses of the party held in May 2018. The Appeal Court, after entertainment from counsels to affected parties adjourned the matter on the grounds that the matter was already before the Supreme Court. The Court ordered all parties in the case to be law-abiding pending the determination of the suit at the Apex Court.

PDP primaries: Party members urge leadership to declare Ogbeiwi winner Titus Akhigbe, Benin-City Members of the People’s Democratic Party (PDP) in Orhionmwon/Uhunmwonde Federal Constituency, of Edo state have petitioned the state Chairman of the party, Chief Dan Osi Obih on alleged imposition of candidate in the just concluded primary elections in the constituency and urged him to declare Hon Etinosa Ogbeiwi winner of the House of Representatives ticket. This was contained in a press statement issued and signed by Osazuwa Osakpolor Collins for and on behalf of Orhionmwon/Uhunmwonde federal constituency, made available to newsmen in Benin City. Osazuwa said primaries were conducted at Abudu in Orhionmwon Local Government Area of Edo State and was presided over by Hon. Tony Aziegbemi. He alleged that after the election, counting was disrupted by thugs adding that before the counting was disrupted, Hon. Ogbeiwi was leading other aspirants in the primary. “We of the above constituency shall resist any attempts by some bad elements to impose any candidate on the people of our constituency”, he said.

We’ll soon pass whistleblower, other anti-corruption bills - Reps Henry Omunu, Abuja The House of Representatives Committee on Anti - corruption on Tuesday reassured stakeholders that the fight against corruption and graft will continue as the House is working to pass all relevant bills that will give bite to the war against corruption. Chairman of the committee, Rep. Kayode Ayodele gave the assurance when he received a coalition of anti corruption crusaders led by the Human & Environmental Development Agenda (HEDA) who embarked on a peaceful protest to the National Assembly. He further informed the protesters that the 8th Assembly has done a lot in the passage of bills that will help in the fight against corruption, including the Money

Laundering (Prevention and Prohibition) Bill 2017 and the Mutual Assistance in Criminal Matters Bill 2016 which he said are awaiting assent by the President. Also, the lawmaker further disclosed that two other bills; the Whistleblowers Protection Bill 2016 and the Public Interest Disclosure and Witness Protection Bill 2017 have both passed second reading in the House while attention is also being given to the Proceeds of Crime Bill 2017. Gov. David Umahi of Ebonyi on Tuesday rewarded Miss Chidimma Nwankwo with N300,000 for winning bronze in Taekwondo at the last African Youth Games competition in Algiers, Algeria. Nwankwo, 16, hails from Ezzamgbo, Ohaukwu Local Government Area (LGA) of the state and won the medal in the 53 kg category of the Games. Mr Charles Akpuenika, the state Commissioner for Youth Development and Sports who made the presentation on behalf of Umahi, said the governor and the state’s sports community were proud of Nwankwo’s achievements. “We are pleased with your bronze-winning feat at the Games as you had earlier won a gold medal in the same event at the National Youth Games, held in Ilorin Kwara. “This token is a form of encouragement to you to work harder and win gold medals for the state and country in your future endeavours,” he said. 26 detained on suspicion of smuggling drugs inside Crayfish in China

Authorities in Huzhou in eastern China’s Zhejiang Province on Tuesday said the police had detained 26 suspects belonging to a drug gang that used crayfish to transport drugs from central China’s Hubei Province. According to an official, spicy crayfish which is a favourite type of street food in China has become the latest means to hide methamphetamine for some drug dealers. One of the suspects, surnamed Yuan, sells crayfish in Anji, a county under the jurisdiction of Huzhou. Yuan was spotted purchasing crayfish from another suspect, Su, a former drug addict from Hubei. Yuan was found transferring a large sum of money to Su after buying a very small amount of crayfish, which prompted police suspicion. In July, the police caught Yuan collecting the crayfish on a highway and found more than 300 grams of meth, according to the authorities. The police said that it also detained 22 others and confiscated an airgun. Other suspects were caught thanks to a tip-off from a fellow suspect. According to Yuan, many addicts bought drugs from him in code, saying they “needed to eat crayfish.”

Obi as Atiku’s gambit for unity

The choice of a former Governor of Anambra State, Mr. Peter Obi is the wisest political move by the PDP Presidential candidate, Atiku Abubakar. It is particularly and symbolically significant because it comes at a time Nigeria is ever divided over the issue of power rotation, justice and equity. Given the increasing agitations across the country arising from complaints of political marginalization and exclusion, the selection of Mr. Peter Obi as running mate to Atiku would go a long way to reassure the people of the southeast that no section of Nigeria is too small or too insignificant to be ignored in the affairs of the country. Frustrations feed agitations and these separatist tendencies in the southeast can only be addressed by elected leaders who are just and broadminded enough to understand and respect our diversity. Atiku Abubakar has demonstrated enough courage and sincerity by acknowledging the fact that justice and equity is the foundation of building and sustaining a strong political union or federation. By appointing a broadminded Igbo politician like Peter Obi as his running mate, Atiku leaves no one in doubt that he means business in his commitment to restructuring. The Waziri Adamawa believes in creating a better and fairer society. He believes justice is the foundation for achieving sustainable

peace, he believes in respecting our diversity and the importance of restoring trust and reducing tensions across the country. Therefore, the choice of Peter Obi is welcome because the two of them share the same vision for a better and prosperous Nigeria. The timing of the choice and the quality of Mr. Obi cannot be faulted by any sincere Nigerian. At a time the Nigerian economy is gasping for breath, thanks to poor management, Atiku needs a running mate with a sound understanding of the economy and management of resources. Mr. Peter Obi is not only a politician but also a technocrat and a businessman with sound experience. His intellect is unassailable, and his business and management experiences are important assets that can add value to the Atiku Presidency. Atiku’s choice of Mr. Obi shows clearly that the PDP presidential candidate understands the challenges facing Nigeria. The success or failure of any leader depends on the quality of the team he puts together. As former President Obasanjo noted, “the economy doesn’t obey orders.” In other words, fixing the economy requires competence, imagination, vision and resourcefulness. One of the greatest virtues of Atiku Abubakar is his passion for excellence. In this regard, the choice of Peter Obi as his running mate is a reflection of this passion. Fixing the

economy is brain work. An economy is like a patient, if you left the patient at the mercy of incompetent doctors, he might ultimately die. There is, therefore, a valid reason why Atiku always goes for the best and brightest. He always surrounds himself with men and women of excellence. He doesn’t have stomach for mediocrity. It is not by accident that he always assembles a good team in order to achieve optimum results. He has an eye for quality, hence his choice of Mr. Peter Obi. With a combination of Atiku/Peter Obi ticket, the country can achieve a favourable business and investment environment that could boost the enthusiasm of foreign investors. No leader takes chances with the economy. Like Atiku, Mr. Obi has a rich business background, which gives him a good advantage in the management of the economy. Modern governments are run like a business because of the sound emphasis on reducing waste in government and promoting efficient and prudent management of resources. A successful economy is the foundation of successful job creation initiatives. It is against this background that we can understand the wisdom behind the choice of Peter Obi as running mate by Atiku Abubakar. No President can achieve much

without a competent team. Obi’s choice is the early first signs that Atiku is truly commuted to giving Nigerian economy a shot in the arm. Neither Atiku nor Obi wants to be in government to make money. Both of them are successful businessmen and therefore, the passion for service is their primary motivation for seeking public office at this time. You cannot fight corruption without adequately addressing the issue poverty and job creation. And you cannot achieve the goal of job creation when the economy is poorly managed. With a combination of Atiku Abubakar and Peter Obi, the Nigerian economy can be reinvigorated and put on a sound footing of sustainable growth. The economy is central to the success of democratic rule. A badly managed economy may leave the people ever poorer and make life more hopeless. No wise voter should vote themselves into misery. A president’s success also depends on the quality of those he appoints to help him run the government. He needs a strong vice president with intellect, experience, vision and knowledge about the efficient management of resource. The choice of Peter Obi falls clearly in line with Atiku’s desire to build a robust economy and get Nigeria working again.

Researching and understanding West African societies

This week, I am in Niamey, Niger Republic teaching in the Summer School of LASDEL, one of the leading independent research institutes for the study of social dynamics in West Africa. The Institute has 31 cutting edge researchers spread across two offices in Niamey, Niger and Parakou in Benin Republic and offers a number of master’s programmes. The two weeks event has two dozen post-graduate students from both African and European universities seeking to improve their theoretical perspectives, empirical knowledge and methodological approaches to the study of contemporary West African societies. The school is focused on the following key themes that are considered the major trends in West Africa today. The first is the population dynamics of the region, characterised by a very high population growth rate, with Niger and Northern Nigeria having the highest fertility rates in the contemporary world, of 7.5 children for the average woman. Meanwhile, poverty is growing and the provision of social services, such as education and public health, are declining. A significant percentage of families are unable to cater for their children and the trend is to marry off the girls by the time they are about thirteen years old and, in parts of the region, millions of boys are also sent off from home as almajirai (plural of almajiri). As the rest of the world suffers from significant decline of their population, West African faces the challenge of educating and training its youth to benefit from a possible demographic divided in the horizon. Failure to do so can only deepen the on-going crisis. Related to population dynamics is growing urbanisation and the precarity of life. The majority of

West Africa’s population have left their homelands and moved into cities that are marked by intense poverty. The movement to cities, however, are not manifestations of social mobility as was the case in the past. What we are witnessing is the replacement of rural poverty with urban precarity in huge slums on the outer boundaries of urban agglomerations. The cities of West Africa dramatise growing inequality as massive poverty coexists with the stupendous wealth of the nouveaux riche, creating optimal conditions for social explosion, especially as the State is increasing incapable of providing services and infrastructure. Another trend in West Africa is the growing impact of Islam and Christianity on the social scene. Religiosity has grown massively over the past three to four decades and West Africans devote massive amounts of time, resources and passion to religious practice and networks. Religious associations have become the most powerful actors in civil society and they have been using their acquired power to restructure the civic space and impact on political processes. In the new civic space controlled by religious actors, certain policy options relating to birth control, education and early marriage for girls have been “outlawed” from the policy arena. Intolerance has become a major problem and the extremist wings of the new religious movements have engaged the terrain of political restructuring by launching the violent struggle for the establishment of a caliphate. These processes have collectively led to the expansion and intensification of violent conflicts and political disorder in West Africa. The region is marked by a paradox. The liberal multi-party democratic regimes that emerged in the 1999s have been largely retained

but there has been a steady decline of democratic values and processes, partly due to the practices of incumbents who have shown little regard for democratic principles. The poor quality of political parties has also been a fetter on democratic development. The result has been the spread of identitybased political contestations and violent conflicts anchored on the widespread availability of small arms and light weapons. The greatest challenge the region faces therefore is that of consolidating and deepening democracy to create the climate that would favour peace-building, good governance and inclusive development. West Africa is linked to global trends, processes and doctrines through the widespread use of new communication technologies. The spread of new religious movements – Salafism and Pentecostalism – was the first precursor of the impact of the new technologies in linking the region with global trends. The outcome is that the two new movements have succeeded in converting at least one third of the population to their religious vision, doctrine and practice. Communication has become easier and world events are followed on a minute-by-minute basis. These technologies, especially WhatsApp, have however provided powerful destructive tools for deepening identity-based divides as fake news, fake images and inciting content are spread by millions of people, thereby deepening religious, ethnic and social divides. A clear winner of the West African crisis is China, which is increasing its commerce with the zone, extracting natural resources for its own benefit but also contributing to the infrastructural and social development of the zone. One example that was examined was the massive transformation in

physical mobility enabled by the fact that China is able to produce and deliver extremely cheap Completely-Knocked-Down (CKD) motorcycles to West African shores at the rate CFA200,000 or 60,000 naira per unit. The quality of the products is not very high but for the people of West Africa, this has completely transformed the ability of the masses to move. It is also bringing new trade as each CKD has 2,000 different parts that young mechanics are able to put together. The session on motorcycles raised interesting issues about smuggling into the Nigerian market. In 2016, for example, Nigerian motorcycle imports from China was worth $83 million, while that of tiny Togo was $208 million for the same year, the target being the Nigerian market. Still on smuggling, Minister of Agriculture Audu Ogbeh’s claims that we no longer import rice due to the increase in local production is clearly baseless. Our good neighbour, Benin Republic consumes 100,000 metric tons of imported rice annually. Last year, they imported 800,000 tons, which they shipped to Nigeria using the Igolo route for the Lagos market, Ilaro to Ibadan, Birnin Konni to Sokoto and Jibia to Kano, etc. The combination of port congestion and import tariff policy fuels smuggling into Nigeria. The only challenge to increased smuggling has been the decline in the value of the naira, which has created a slump in the second-hand car market and today Cotonou and Lomé are loaded with large numbers of cars, which Nigerians are having problem buying because the naira has lost much of its value. As the seminars and debates continue, I extend my very warm congratulations to the LASDEL director, Elhadgi Dagobi Abdoua and his team.

Editorial Commentary “The spirit of error” in Nigerian politics Times Guest Columnist Reuben Abati

About this period, four years ago to be precise I had gone to visit a notable politician and a member of the Peoples Democratic Party. Politics was very much in the air then as is the case now, and my host was neckdeep in it all. He was a major grassroots politician and a man of experience who brought into party politics so much enthusiasm and elan. I observed him at very close quarters and it was right to conclude that he was one of President Goodluck Jonathan’s unwavering supporters. Publicly, he gave the impression that he had held down his state, and even a substantial part of his region for both the party and the President. He reportedly ran a strong grassroots political structure which included traditional rulers, students, market women, religious leaders and the ordinary people who on election day were expected to vote en masse for the ruling party and put the then emergent and assertive All Progressives Congress and its leaders to shame. During election season, there are persons like that in every political party. They are the people on the field. They take reports to Abuja, give feedback to the party at the national level and shuttle between their states and Abuja. They attend every major campaign. They say the right things. They pump up party leaders with adrenaline. When they do a calculation of the party’s chances and how happy the electorate are with the leadership, you would feel like celebrating even before the polls. The really talented ones among them are for the want of a better term, charmers or perhaps illusionists. This particular politician, who shall remain nameless, is experienced and talented. We got talking. He asked me: “Reuben, what do you think of the PDP’s chances in the 2015 elections?” I told him everything looked good and that the Party will retain its majority status in power. I reeled off the achievements of the Jonathan administration. The APC Challenge? I dismissed the APC as a party of propagandists. “Those people? They will win in a few states, no doubt but they can’t take the Presidency…” When you are around politicians and you listen to them everyday, you are very likely to believe them and even begin to sound like them. Loyalty is also important, but this was not just about loyalty. I felt the President’s good performance deserved to be rewarded by the Nigerian people. “I don’t see us winning”, my host responded. I was shocked. I almost fell off my seat. I wasn’t too sure that I heard him well. I asked what he meant by that. The party primaries had been concluded. Turn-out at campaigns was beginning to build up. The state Governors were all upbeat, or so it seemed. The traffic of politicians to-ing and fro-ing the Villa was so much there were hold-ups at the gate. “We are going to lose”, my host repeated. The success of the PDP in the last few months does not necessarily owe itself to any ingenuous strategy on the part of the leaders of the party, however, but more to the many unforced errors, and own goals, by the ruling party and its government. The government at the centre has lost the plot. When these days, its foot-soldiers and spokespersons argue that members of the PDP are corrupt, the quick response by even the worst critics of the opposition party, PDP, is that they can’t see any difference between the APC and the PDP. Some even insist that the PDP is better. In three years, the APC has frittered away its goodwill. The same international agencies and platforms that used to promote the administration have turned their back on it. Internally, the party has been overtaken by all kinds of little Hitlers who have no qualms imposing their will on others and trampling upon the letters of democracy. This much was put on embarrassing display during the recent Gubernatorial elections in Osun, and the party’s primaries across the country, but notably in Lagos,

Osun, Rivers, Delta, Imo, Zamfara, Ogun, Oyo and so on. In 2014, five Governors walked away from the PDP. In 2018, many leaders of the APC have also taken a walk. The PDP told its disaffected members - “good riddance.” The APC is also singing the same song in 2018. In 2014/15, the APC’s selling point was President Muhammadu Buhari. He was promoted as a nationalist, man of integrity and a reformed democrat. He promised to fight corruption and the people hailed him. They were tired of the PDP. They wanted change. Many believed in him as the messiah who will turn Nigeria around. Close to four years later, President Buhari is now at that point where most Nigerian leaders find themselves, covered by that standard, unscientific excuse: “the good man who is surrounded by bad people, bad advisers and bad politicians.” The economy under his watch is slow and unproductive. In three months the country’s debt profile has jumped from N22. 4 triilion to $73.21 billion and the country wants to borrow more. His administration usually blames the previous administration. Many Nigerians no longer consider that a good strategy. They are similarly skeptical about the war against corruption. This last point is well illustrated by the recent announcement of a plan to effectuate Executive Order No 6, under which the government proposes to place a travel ban on some yet unnamed and undisclosed Nigerians. Under the Order, the government seeks to stop persons indicted for corruption from travelling abroad, and to attach their properties. The argument by government spokespersons that they are relying on a judgement by Justice Ijeoma Ojukwu of the Abuja Federal High Court has been exposed for what it is: a lie, a ruse, an attempt to misinterpret the court, knowing that the judge is not likely to engage in a market-place explanation of its own ruling. That was the same thing they did at the 2018 NBA Conference, when they said the rule of law could be violated and that the Supreme Court had given them the right to do so in the Asari Dokubo case. This is not good for the state of our law. The Court was clear: the Attorney General of the Federation can apply Executive Order No 6, only through the instrumentality of a Court Order. By bypassing the Court, the Executive arm seeks to be the judge, the jury and the executioner in its own case. It usurps the roles of the judiciary and the legislature, and serves notice of a return to dictatorship. The Order as proposed has been correctly described as a reincarnation of the notorious Decree 2 of 1984 and a violation of Section 41 of the 1999 Constitution. The newspapers published a list of 50 names but the Executive has since announced that it has not published any list, but the people concerned know themselves. How? The combined effect of this opaqueness is that the government has imposed a regime of fear on the people. A secret watch list which can be applied at will is an act of intimidation against the Nigerian people. It is reckless and unwise, because political intimidation is the worst, most brazen form of rigging! In an election season, it is scary. As a strategy, it makes no sense. At a time when the President and his party need the people’s votes, an open subversion of the rule of law is not a good method of votes solicitation. Whoever chose this time to take Nigeria back to 1984, has only strengthened the resolve of those who are already whispering that a second term for President Buhari would translate into misery for Nigerians. Executive Order No. 6, rather than further advance the anti-corruption war, has merely promoted fear and intimidation as instruments of governance. This is one more major error by the Buhari government. I may see the need to visit that senior politician again to give me the benefit of what old men see sitting down, which younger men may not see even when they are standing.

he Nigeria political space is daily evolving with new ideas, development and initiative by key players aimed at making things better, yet daily people have reasons to complain about things in the practice of politics in the country that gives them concern. Why many believe that things will get better with time, it is a surprise that many people who should know how things are done in other climes where things seem to be working are among those who will fight such innovations being introduced in the country, especially when they suspects that such innovation will not benefit them personally on the long run. One such case is the recent introduction of the direct primary in electing party flag bearers as recently used by the Adams Oshiomhole led executive committee of the All Progressives Congress (APC) in the governorship primary for the Osun State election. However, though many people complained about the direct primary, alleging all manner of fraudulent activities in the process, there is no gain saying that the boldness of the party leadership to introduce direct primary in the selection of party flag bearers is an idea whose time has come and rather than fight it all lovers of democracy should join hands in ensuring that it not work within the APC, but that other political parties including the main opposition, the Peoples Democratic Party (PDP) embrace it. Before talking about the gains that direct primary will bring into the Nigeria political space, it is important to first look at the shortcomings of the indirect primary, otherwise known as the delegate system. It will not be farfetched to say that the direct primary has created a system in the political space where money is the order of the day. It is a system where people are picked from the ward, local government and states, depending on the position being contested, to go into an agreed place to elect the party flag bearer. It is common knowledge that people fight to be elected delegates, not necessarily because they love the candidates or the party so much, but because they know the benefits of being delegates and it is also public knowledge that political office seekers have accused either party leadership or other contestants of hijacking delegates and preventing others access to them to campaign. But in reality, when politicians talk about not having access to delegates it is actually talking about not having opportunity to buy them over to their side with cash, so indirect primary has become a case of the highest bidder and the higher the position sought the higher the benefit that accrues to the delegates. Indirect primary also encourages the godfather syndrome, where a powerful power broker in the particular party in the area seeks to control political activities in his zone and ensure all political office seekers in his area of influence differ to him and nobody can become anything unless he sanctions it. The direct primary as practiced in other developed political climes like the United States

of America, from where Nigeria borrowed its democratic system, sees to it that every candidate standing election is selected through the direct primary option by voting from state to state, which is why an African/American like Barack Obama and lately a non establishment businessman, without serious political affiliation like Donald Trump could emerge as American Presidents. Besides reducing the cost of prosecuting an election, which would mean that people with ideas but without deep pocket can successfully stand election, as the chances of buying all voters at the primary is seriously reduced, the direct primary also ensures that members of the party takes ownership of it and have a say in who bears the party ticket. Direct primary will also help to grow the party as more persons who ordinarily will not want to register as party members because they believe they cannot have a say in the system will be more confident to register as members of the party, knowing that they too will participate in electing party flag bearers. The direct primary option in picking party flag bearers remains one option which will help develop the political space in Nigeria and create room for an all inclusive system that will on the long run give the people not only a sense of belonging in the party, but a sense of co-owner of the party, knowing that their input counts within the system. Therefore, the direct primary option in the selection of party flag bearers is an idea whose time has come.

Doosuur Iwambe, Abuja The Christian Association of Nigeria (CAN) has commiserated with the Nigerian Supreme Council for Islamic Affairs (NSCIA) and the families of the aid workers who were brutally murdered by the Boko Haram terrorist’s sect. CAN President, Rev Samson Ayokunle commiserates with them in a statement signed by Pastor Adebayo Oladeji, the Special Assistant, Media and Communications to the CAN president, on Tuesday in Abuja. Ayokunle prayed God to give the families of the bereaved, the leadership of NSCIA, their friends, colleagues, and the International Committee of the Red Cross (ICRC) the fortitude to bear the “irreplaceable loss’’. “May God console and comfort you all. Our hearts go with you and we ask God to heal your wounds and restore sanity to our country. “May those responsible for the wanton killings in the country repent and reconcile with the entire populace in Jesus’ Name,” he prayed.

He, however, appealed to the security agencies to assist the Federal Government in unmasking the masterminds of the missing Gen. Idris Alkali. He urged them to do a thorough investigation with a view to unmasking those responsible without subjecting the innocent to an untold hardship. The CAN president also advised the security agencies to set up a powerful Judicial Panel of Inquiry to investigate those responsible for the unending killings in the country, especially in the Plateau with a view to stopping it and compensating the bereaved and other victims. “It is disappointing, shocking and worrisome how thousands of people are being killed for months and the government appearing helpless,” he said. Reports say that the Islamic State West Africa Province (ISWAP), a faction of Boko Haram, claimed to have killed Hauwa Leman, an aid worker with the Red Cross on Oct. 15. Stakeholders in the Agriculture sector of the economy have called for total transformation of the National Food Systems to prevent hunger and arrest incidence of poverty in Nigeria. Executive Vice Chairman, Kaduna State Peace Commission, Priscilla Ankut, says the commission is set to put all mechanisms in place to end the legacies of violence in the state. Ankut gave the assurance on Tuesday in Kaduna at a stakeholders meeting called to review the commission’s strategic plan for 2018-2022. “It is time to move the state forward to where peace and harmony become the order of the day,” she stressed. According to her, the peace commission has in the past five months consulted various stakeholders for inputs on ways to ensure lasting peace in the state. “We have been trying to solicit for inputs and ideas on how to end a legacy of strife in the state. “We are trying to put a solid plan that would ensure that we work with the whole of society to build a peaceful Kaduna state where meaningful development can occur,” she said.

World Food Day: Stakeholders call for price control on farm implements Tom Okpe, Abuja

Stakeholders in the agriculture sector have appealed to the federal government, calling for waver duty and taxes on agricultural implements and equipment to encourage food production across the country. The Chairman of the Senate committee on Agriculture, Senator Abdullahi Adamu, made this call Tuesday in Abuja at the 2018 National Agricultural Show and World Food Day Celebration in Tudun Wada, Nasarawa State. Adamu, who is also the Chairman, Board of Trustee (BOT) of the National Agriculture Foundation of Nigeria (NAFN), and the organiser of the show, said waving the taxes would also encourage farmers to go into mechanised farming. ``I am appealing to the government to also ensure that duties and taxes on agriculture implements and equipment are waved or reduced to

tolerable levels. ``We are also encouraged by the move by the federal government to build partnerships with state government toward ensuring that each state boost production of crops in which it has comparative advantage. ``We believe that this will help in faster realisation of self-sufficiency set by the Federal Government. ``To keep the nation on track toward achieving the national target, we ask the Federal and state Governments to follow religiously, adhering to cultural extension services nationwide while enhancing research with the support to the agricultural research institutes. ``The country is not benefiting from research efforts. Over 80 per cent of our research efforts and findings are lamentably wasting in shelves across the country”, he said. In his earlier remarks, the minister of Agriculture and Rural Development, Chief Audu Ogbeh, who was represented by the

The Aare Onakakanfo of Yorubaland, Iba Gani Adams, has said that Yoruba Language is not vernacular and should not be regarded as such, saying that the struggle to promote the Language has started in earnest. Speaking yesterday in Ikeja, Lagos, during the Yoruba Quiz Competition organised as part of activities for the ongoing Olokun Festival, Aare Adams, said the platform is designed to educate pupils of the various schools in the state and others for them to be proficient in the Yoruba language. “We have done a lot of injustice to the Yoruba Language, and that has affected us seriously, particularly, in the way we relate with the rest of the world. I am always worried by the way we handle the language, however, we need to encourage the use of Yoruba Language in our homes and the schools, especially, from the primary, secondary to tertiary institutions. We can easily catch them young when their brain is still young. I am a living witness to the struggle involving cultural evangelism.

2019: REC urges media to enlighten citizens

The Independent National Electoral Commission (INEC) in Lagos State has urged media practitioners not to disappoint Nigerians in helping them make wise choices in the 2019 general elections. The Resident Electoral Commissioner (REC), INEC, Mr Sam Olumekun, in Lagos State, made the appeal on Tuesday at the 2018 Press Week of the Radio Lagos/Eko FM Chapel of the Nigeria Union of Journalists (NUJ) in Ikeja. Olumekun, who was the guest speaker at the second day of the week-long event, described the media as important stakeholders in the electoral process. He spoke on “2019 General Elections: The Media and the Challenges of Objective Reporting”. Ondo govt disburses N26m to Akure market fire victims The Ondo State Government on Tuesday disbursed about N26 million to 76 traders affected during the Akure Market fire incident which occurred on June 22. Deputy Governor of the state, Mr Agboola Ajayi at the event in Akure said that the gesture was part of government’s responsibility to care for the people. Ajayi announced that the amount given to the traders were between N200, 000 and N500, 000 thousand naira only, depending on the level of destruction they suffered. The deputy governor, who is also the chairman of State Emergency Management Agency (SEMA), advised the traders to always switch off electrical appliances after close of sales. “We may not be able to repay all that is lost, but it will just bring succour, like a palliative. “The ultimate responsibility of the government is to protect the lives and properties of the people and to be responsive to their yearnings one of which is to come to their aid in cases of emergency or disaster,” he said. Nigeria’s inflation rises to 11.28% in September – NBS Mathew Dadiya, Abuja The Consumer Price Index, (CPI) which measured inflation for September increased to 11.28 per cent (year-on-year) from 11.23 per cent recorded in August, the National Bureau of Statistics (NBS) disclosed. The NBS in its “CPI and Inflation Report” for September released in Abuja, Tuesday said the figure is 0.05 per cent points higher than the rate recorded in August. The report showed that increases were recorded in all the Classification of Individual Consumption by Purpose

(COICOP) divisions that yielded the headline index. On a month-on-month basis, NBS said that the Headline Index increased by 0.84 per cent in September down by 0.21 per cent points from the rate recorded in August (1.05%). It said that the percentage change in the average composite CPI for the 12 months period ended September over the average of CPI for the previous 12 months period. It however measured the CPI at 13.16 per cent in the period under review, showing 0.39 per cent point from 13.55 per cent recorded in August. Amid general increases in prices of

goods and services, the latest rise is the second in two successive months after 18 consecutive months of decline, from about 17.78 percent in February 2017 to 11.14 percent in July 2018. Despite the rising rate, the NBS said core inflation, which mirrors the actual inflation for the country’s economy, dropped marginally to about 9.8 percent, from 10 percent. Analysts say the new inflation figure is still in line with the federal government’s target of a single digit rate in the foreseeable future. A research analyst at SY&T Communications Limited, Lukman

Otunuga, said most investors in the Nigerian stock market were concerned the latest rise in inflation was not the onset of another round of inflationary pressures in Nigeria during the final trading quarter of the year. Mr. Otunuga said concerns may heighten over inflation edging away from the Central Bank of Nigeria (CBN)’s target of six to nine percent. “The combination of rising inflation, uncertainty ahead of the 2019 elections, global trade tensions and U.S. rate hike expectations are all likely factors to force the CBN to retain status quo (in the MPR) this quarter”, Mr. Otunuga noted.

Market capitalisation gains N113bn Transactions rebounded on the Nigerian Stock Exchange (NSE) on Tuesday following gains posted by some highly capitalised equities. The market capitalisation inched N113 billion or 0.95 per cent to close at N11.946 trillion against N11.833 trillion recorded on Monday. Similarly, the All-Share Index, which

opened at 32,413.48, rose by 308.70 points or 0.95 per cent to close higher at 32,722.18. A breakdown of the price movement table indicates that Dangote Cement led the gainers’ table, growing by N5 to close at N205 per share. Nigerian Breweries followed with a gain of N2.70 to close at N88.70, while Unilever gained N2.30 to close at N43.50

per share. Guinness appreciated by 50k to close at N79, while Zenith International Bank added 35k to close at N22.70 per share. On the other hand, Seplat topped the losers’ chart, dropping by N10 to close at N620 per share. Beta Glass trailed with a loss of N7.80 to close at N70.20, while Julius Berger

was down by N2.35 to close at N21.55 per share. Flour Mills lost 60k to close at N20.60, while Lafarge declined by 50k to close at N21 per share. Also, the volume of shares traded rose by 624.23 per cent as investors bought and sold 662.02 million shares valued at N5.31 billion in 3,025 deals.

Nigerian Navy takes delivery of fast patrol vessels Joy Obakeye The Nigerian Navy has boosted its patrol vessels with ten Rigid Hull Inflatable Boats (RHIBS) from Paramount Maritime. The boats include 8.5 metre and 9.5 metre Guardian fast patrol vessels, which are part of a total consignment of 14 vessels. Recently, the Minister of Defence, Brigadier General Mansur Dan-Ali, confirmed that the Nigerian Navy has commissioned into service, 16 new vessels, including ten small boats and six patrol

vessels, which will be used to enhance maritime security and protect the country’s oil and gas assets. Re-echoing the position of Dan-Ali, the Senior Vice President of Paramount Group, Eric Ichikowitz said: “The procurement of these vessels by the Ministry of Defence demonstrates the Government’s commitment to strengthening the Nigerian Navy in their critical role of safeguarding the country’s blue ocean economy. “Under the leadership and stewardship of the Chief of the Naval Staff, Rear Admiral Ibok-Ete Ekwe Ibas, the Nigerian Navy has

been substantially increasing the capacity and the capability of the Nigerian’s security services in combatting the ever increasing acts of piracy and intimidation in the Gulf of Guinea, and in the Niger Delta.” Ichikowitz added: “Our portable manufacturing model enables incountry manufacturing, the transfer of technology and skills, and the creation of local job opportunities. Depending on the requirements of the client this could also result in the rolling out of a defence industrial complex, thus creating significant benefits for the economy. We are very proud

of our partnership with the Nigerian Navy and through such strategic alliances we can bolster the local shipbuilding industry, economic growth and social development.” As part of Paramount Maritime’s contract to supply the Guardian vessels to Nigeria, the company also provided training for Nigerian Navy SBS, maintenance and technical personnel. This included product familiarisation training, as well as handover and acceptance testing of the four new 9.5m Guardian Fast Patrol Boats to the Nigerian Special Boat Service (SBS) at the Navy Base on Victoria Island, Lagos, Nigeria.

The Senate on Tuesday resolved to set up an ad hoc committee to investigate the $3.5 billion Subsidy Recovery Fund allegedly created by the Nigerian National Petroleum Corporation (NNPC) and solely managed by its Group Managing Director and the Executive Director, Finance. This followed a point of order raised by the Senate minority leader, Senator Abiodun Olujimi, drawing the attention of the apex legislative chamber to the said fund. While presenting the matter to the chamber for consideration, she cited Orders 42 and 52 of the Senate Standing Orders 2015 (as amended), noting that she was alarmed by the existence of such fund and the mode of its management. Olujinmi expressed concerns that the All Progressives Congress-led Federal Government had to cancel subsidy that was usually provided for in the nation’s annual budgets since 1999, only to turn round to set up a fund that was never appropriated for by the National Assembly. She said: “my point of order focuses on $3.5 billion dollars, earmarked as subsidy recovery fund by the NNPC. Since 1999 there has always been a budget for fuel subsidy but this has been jettisoned by the current government, which leaves this administration in a very dire straits. “What is happening now is that there is a fund named as subsidy recovery fund being managed by only two individuals of the NNPC; that is the Group Managing Director and the Executive Director, Finance. This fund is too huge for two people to manage; it is too huge to manage without appropriation or recourse to any known law of the land. “Mr. President, during your remarks after the passage of the 2018 budget, you mentioned that there should be a budget for subsidy that should be brought before the National Assembly. That has not been done. It is therefore, obvious that the $3.5 billion dollars is slush fund which will just be managed by two individuals, and that is not correct. “The Senate should therefore, compel the NNPC to come and explain before the Senate Committee on Petroleum Downstream why it should be so, and what has happened to the fund that has been used so far, and the new terminology now being used under recovery rather than subsidy. Reacting to the point of order, the President of the Senate, Dr. Bukola Saraki, suggested that the Committee on Downstream headed by Senator Kabiru Marafa and the Leader of the Senate should investigate the matter and report back to the Senate next week. He said: “I want to just say that in the light of the enormity of the matter before us, whereby we are talking of subsidy of $3.5 billion dollars, I want to suggest that we direct the Leader and the chairman of the Committee onthe Downstream should urgently summon those in NNPC who are responsible to look into the matter and come back to us with a report to debate within four days. “If you remember, when we passed the budget, I said it here that there was need for the Executive to bring before us fuel subsidy item because that has been the practice. This money is too huge not to be appropriated. “However, I want us to do the investigation first before we discuss it so that we will not be partisan. Let us go by facts and not speculation; so that our contributions are not seen to be partisan. This matter is too serious for us to treat it that way.” However, Senator Ali Ndume countered Saraki, arguing that since the Committee did not do its oversight, no member of the Committee should participate in the investigation to avoid being biased in their judgement.

Afreximbank to support Zimbabwe’s economic recovery Mathew Dadiya, Abuja A delegation of the African Export-Import Bank (Afreximbank) led by the President, Prof. Benedict Oramah, on Wednesday in Bali, Indonesia, held talks with a Zimbabwean Government team led by the Minister of Finance and Economic Development, Prof. Mthuli Ncube, and the Governor of the Reserve Bank of Zimbabwe, Dr. John Mangudya, to discuss Afreximbank’s support to Zimbabwe’s economic recovery. Afreximbank in a statement to The Daily Times on Tuesday said the meeting, which took place on the sidelines of the 2018 International Monetary Fund and World Bank Group Annual Meetings, highlighted the Bank’s various facilities currently operational in Zimbabwe.

“They discussed the modality of the $500-million Nostro stabilization facility which Zimbabwe had requested from the Bank and agreed on the processes toward concluding that transaction by the end of October 2018. “The ultimate goal of the facility is to secure payments for essential imports and to promote exports, diaspora remittances and deposit of foreign currency. It is envisaged that this will restore foreign currency liquidity and stability in the market,” the bank stated. According to the bank, Oramah took advantage of the meeting to brief the minister about the Intra-African Trade Fair being organised by the Bank in December and the Babacar Ndiaye Lecture which Afreximbank it would host in Bali on 13 October. Meanwhile, The bank added that on Wednesday, President Oramah received Dr. Yani Younoussa, Governor of the Central Bank

of Comoros, telling him that Afreximbank was committed to supporting the economy of Comoros and saying that the Bank was ready to look at financing sectors of the economy that could support the country’s blue economy, including ports and fish processing. He said that the Bank was keen to look at ways of providing facilities to the government to enable it to execute its development projects. Dr. Younoussa told the President that Comoros was making progress on its ratification of the Bank’s Establishment Agreement. The Afreximbank delegation also met with a delegation from Cote d’Ivoire led by Adama Kone, the Minister of Economy and Finance. The President briefed the Minister on the work of Afreximbank in Cote d’Ivoire, including the development of industrials parks and provision of lines of credit to Ivorian banks, in addition to other forms of support to the economy.

Alade Tasma Solomon Olamilekan Adeola, popularly known and fondly called Yayi, is the Senator representing Lagos West District at the upper chamber of the National Assembly. Adeola is currently on his first four years at the red chamber. He had at various times served as member, Lagos State House of Assembly where he represented Alimosho constituency 01 for two consecutive terms before he moved to the House of Representatives in 2011 where he also served the Alimosho Federal Constituency between 2011 and 2015. Yayi, prior to the 2015 general election had expressed his interest in the politics of his home state where

he intended to represent Ogun West Senatorial District at the 2015 general elections. 2019: APC group inaugurates 570 wards, LCDA coordinators for Buhari in Lagos Motolani Oseni As part of efforts in ensuring that President Muhammadu Buhari wins the next presidential election, the Lagos State chapter of the PMB 2019 Support Group of the All Progressives Congress (APC), has inaugurated 570 members Action Committee. The PMB 2019 Local Government Action Committee comprises of 570 members chosen from the 57 Local Governments (LGs) and Local Council Development Areas (LCDAs) in the state. Speaking at the launching of this Action Committee in Oregun, Lagos, the Chairman, Mobilisation Committee of the group, Hon. Cornelius Ojelabi, said the 570 members who were inaugurated are to act as wards and LCDA coordinators in the 377 wards across the state. According to him, “this Action Committee comprises of 570 members, equivalent to 10 persons per local government. Meanwhile, APC faithful at the Lagos West Senatorial district where the Senator currently represents have accused him of marginalisation, claiming the Senator has continued to short change them by diverting over 60 percent of the constituency budget meant for the Lagos West to Ogun West to oil his governorship ambition in the state even though the Senator representing the area also gets constituency budget for the same area. A petition against Yayi on this, opposing his continuous representation of Lagos West was forwarded to the National Leader of the APC, Asiwaju Bola Tinubu, the State executive of the party and other leaders of the party in the state. Even though Yayi has twice shown interest in the politics of his home state and twice he was rejected, this notwithstanding,

he has continued to blast the trail in the politics of Alimosho and Lagos West where he remains the poster boy at every election held in the area. However, at the just concluded National Assembly primaries election of the APC in Lagos, Yayi whose the Gateway State governorship ambition was rejected by the people and political structures in the state ran back to Lagos, contested and defeated every other aspirants in the senatorial race for the Lagos West ticket. Ironically, Yayi, at the primary election defeated an Awori, Lagos rooted aspirant and former commissioner for Transportation in the State, Comrade Kayode Opeifa and a female aspirant, Aareagbo Elegbede while another “son of the soil,” a former Local government council boss, Commissioner, Senator, Minister and Nigeria Ambassador to Ghana, Musiliu Obanikoro was said to have withdrew from the race to pave way for Yayi’s emergence as the party candidate. Twice he was rejected in Ogun, his home state and twice he retraced his steps to Lagos to shine on the APC platform. With the belief and saying among the Lagos indigenes that Lagos affairs has been left in the hands of non indigenes for too long and they obviously cannot offer 100 percent allegiance because they have nothing at stake, the big question now is, will the people of Lagos and Lagos West in particular again demonstrate magnanimity to this robust and tactical politician at the general election in 2019?

WAEC goes tough on exam cheats, set to publish names of perpetrators Stories: Esther Taiwo The West Africa Examination Council (WAEC) has ordered the Nigeria Examinations Committee to publish the names of those involved in examination malpractice to serve as deterrent for others. This was contained in a press release issued by the Public Affairs Department, WAEC, Yaba and signed by the head of the department, Mr. Demianus G. Ojijeogu, at the end of the 66th NEC meeting held at Excellence Hotel and Conference Centre, Ogba in Lagos. The statement reads in part: “On the issue of punishment for schools, candidates, invigilators and supervisors caught aiding and abetting examination malpractice, the Committee advised that WAEC, All Nigeria Conference of Principals of Secondary Schools (ANCOPSS) and the States Ministry of Education should publish the names of those involved to serve as a deterrent for others”. The Committee, which is the highest decisionmaking organ of WAEC on examination-related matters in Nigeria, meets twice a year, to consider matters relating to the conduct of the West African Senior School Certificate (WASSCE) for School Candidates. Its statutory Chairman is the Chief Federal Government Nominee on Council. Membership of the Committee comprises four representatives each of the State Ministries of Education and the Department of Education of the Federal Capital Territory (FCT) Abuja, ANCOPSS and the Universities. It also includes the Registrar to Council, the Head of the Nigeria National

Office, the Head of the Test Development Division (TDD) and the Head of the Test Administration Division (TAD) of the Council. During the 66th Meeting, the Committee received reports on Irregularity, Special and Clemency Cases arising from the conduct of the WASSCE for Private Candidates, 2017 and the WASSCE for Private Candidates, 2018-First Series, earlier considered at the 65th Meeting of the Committee. The Committee also considered a report on the conduct of the WASSCE for School Candidates, 2018, as well as Irregularity Cases arising from the conduct of the examination. In the course of considering the various reported cases of malpractice, the Committee, after diligent deliberations, approved appropriate sanctions in all established cases of malpractice, as prescribed by the Rules and Regulations governing the conduct of the Council’s examinations. It approved that the entire results of candidates involved in proven cases, which attract Cancellation of Entire Results (CER) be cancelled, while subject results of those involved in proven cases, which attract Cancellation of Subject Results (CSR), be similarly cancelled. In addition, some candidates will also suffer other sanctions such as barring them from sitting for the Council’s examinations for a certain number of years, some schools will be derecognised for a specified number of years, some supervisors that were found wanting in the discharge of their examination duties will be formally reported to their employers and blacklisted while some invigilators will be reported to the appropriate authorities for disciplinary action. The decisions of the Committee will be implemented without delay and the affected

candidates and schools duly informed by the Council. However, the results of candidates who were exonerated by the committee will be released. Furthermore, the Committee considered Special Cases, Clemency Appeals from the WASSCE for School Candidates, 2018 and Restitution Cases as well as Impounded Certificates for various years. With regard to the General Résumé of the Chief Examiners’ Reports on the WASSCE for School Candidates, 2018, the Committee noted the observation by the Chief Examiners that the standard of the papers compared favourably with those of previous years and that the questions were within the scope of the syllabuses as well as the ability of the candidates. They also reported that the rubrics were clearly stated and the marking schemes were comprehensive. The Committee noted the strengths and weaknesses of the candidates as reported by the Chief Examiners and the suggested remedies for the weaknesses. The Committee observed that even with the commendable efforts of the Council in the fight against examination malpractice, the menace is still on the increase and called on all stakeholders to intensify their efforts in the fight against examination malpractice. The Committee decried the high rate of impersonation as a form of examination malpractice in School Candidates examinations, called on school principals to check the ugly trend and urged the States Ministry of Education to look at the calibre and integrity of teachers nominated as Supervisors for public examinations.

Ex-VC charges varsities to train students on leadership Former Vice Chancellor of Covenant University and first Professor of the university, Prof. Aize Obayan, has charged universities to not only offer qualitative knowledge based curriculum but also train students to be relevant to their time and to the society. Obayan stated this while delivering the 15th inaugural lecture of the University titled “Lengthening Cords and Strengthening Stakes: Leadership Praxis and Transcendence in Counseling Practice” at the University Chapel in Otta, Ogun State, recently. According to her, students should be taught to rise to the call of responsible leadership in whatever vocation they find themselves. According to her, leadership praxis goes beyond the titled leader, nominated, appointed or leadership that comes as a result of ascendancy to a position via promotion or installation. “Leadership Praxis is the practice and engagement with the leadership process; it is the art of leading as different from the positional labels of being a leader”, she said. The Don referred to knowledge as the foundational stake in leadership as it does not only introduce a person to the practice and how to be a leader, it also determines one’s effectiveness as a leader. The inaugural lecturer said Nigeria and the nation states of Africa require visionary, transformational and servant leader. “Covenant University has given expression via its visionary mandate which is to be a leading WorldClass Christian Mission University and its Motto of Raising a New Generation of Leaders, speaks to the rise of a revolutionary army”, she said. The former vice chancellor highlighted some of the crucial challenges of leadership and governance to include absence of a consistent and committed drive to enhance a leadership agenda that will be embraced and manifested by the entire system. She also mentioned lack of preparatory processes for persons who attain leadership positions at all levels of the education sector adding that there is a faulty precept that years of experience in the sector automatically translates to an ability to provide leadership. On the way forward, she said leadership is not just about leading people but it’s about taking the lead in a given task. “No shortcut, it is hard work that makes highfliers, our future requires labour to be preserved”. She also said to salvage the destiny and future of the country, greater attention must be paid to the family and parenting structures, child rearing practices, mind formation and the role of schools, adding that “the task of nationhood building defines leadership praxis”.

Private varsities cautioned against religious orthodoxy In order for private universities especially those owned by religious bodies to fully participate in quality academic culture that meets global standards, there is the need for them to detach from religious orthodoxy. This advice was given by Prof. Toyin Falola, who was the guest lecturer at the 8th convocation lecture of Caleb University, Imota, Lagos. Speaking on a topic “Private Universities and the Public Good”, Prof. Falola said the average academic’s duties include teaching, researching and participating in social and community activities to serve society and increase its quality. The convocation lecturer noted that achieving these goals means wearing the hats of researchers and teachers at the same time which requires a degree of freedom from university politics and the preferences of its founders. “No institution in the world is entirely free; they

are all subject to constraints and restrictions based on the politics of their founding and the dynamics of their relationships with the rest of the society “, he said. According to him, some of today’s Ivy League schools began as Christian universities. Schools like Harvard, Princeton and Yale were founded by religious leaders, named after them and established to enhance Christian values. “Over time, those schools gradually detached themselves from religious orthodoxy to promote the values of liberal thinking and academic freedom “, he said. The University Distinguished Teaching Professor argued that these factors helped them develop into the bastions of intellectualism and rationalism that the world see today. “Imagine what their histories would have been if they had restricted themselves to teaching and research that served only religious politics or merely furthered

the agenda of the church. Their growth would not have been exceptional and they would not have produced so many world changing ideas”, he said. He warned that if private universities refuse to shrink their agendas and avoid micromanaging the process of knowledge generation, they will not distinguish themselves in the years to come. “They need to maintain an intellectually stimulating society where teachers can engage in contrarian research and where they enjoy the freedoms to reject traditionalism and discuss unpleasant subjects in the classroom”, he said. He also urged private universities to increase their social relevance by engaging society directly, introduce courses and programmes that speak to ongoing national issues and participate in those issues directly. In his address, Chairman Board of Trustees of the institution, Prof. Peter Okebukola, urged the graduating

Ondo Govt disbands Sunshine Stars football club

Adewale Momoh, Akure Ondo State Government has ordered the dissolution of the state’s football club, Sunshine Stars. The dissolution affects the club’s technical crew, technical pool staff and players of the Sunshine Stars football club of Akure. In a statement signed by the state’s Commissioner for Youth Development and Sport, Saka Yusuf Ogunleye, recent poor performances of the club was cited as the reason for the dissolution. The statement also stated that the move by the state government

became imperative in order to reposition the club which finished 18th on the Nigerian Professional Football League, NPFL, last season. The statement reads “Following the directive of Mr. Governor to reposition Ondo State Football Agency for better performance and effective output, it has become necessary to dissolve the technical crew, technical pool staff and players of the Sunshine Stars football club of Akure. “It is on record that the team managed to escape relegation last season and ended up in the 18th position out of the 20 teams that participated at the just concluded football season.

“However, the crises that, which rocked the NFF during the season gave automatic ticket to all the teams for the new season saved Sunshine Stars from being relegated. The team also lost out in the AITEO-FA sponsored competition this year. “In view if these poor performances, it has become necessary to reposition the team for better performance during the forthcoming season. “We wish to appreciate the efforts and contributions of affected staff for their past contributions as management of the board has been directed to take notice of payment of affected staff and their salaries,” the statement read.

Nigeria amputee football team involved in car crash The Nigeria Amputee Football team was involved in a car crash on their way to Abuja from Lagos on Monday. The team had a visa appointment at the Mexican Embassy in Abuja for their trip to the Amputee World Cup in Mexico. The Special Eagles have constantly battled against odds in their bid to get to the World Cup in Mexico. After missing the last three editions of the World Cup due to a lack of funds, the team hopes to avoid a repeat which would result to heavy sanctions by the World Amputee Football Federation.
