Staff Association of Nigeria (PASAN) are at loggerhead with the management of the National Assembly. Making this clarification in a telephone interview on Sunday, Sanni Onnogu, Chief Press Secretary to the Senate President, said “there is hardly nothing the Office of the Senate President or that of the Speaker can do now that PASAN has declared this strike. He added that the workers’ demands have been on even before the inception of the 8th National Assembly in May, 2015. “You have to note that PASAN does not have any grouse with leadership of National Assembly but the management. However, both of the Senate President and the Speaker intervened in the matter which led to the calling off of the previous strike and the Senate has even gone further to step up legislative process of looking into the demands of the workers. “But I learnt that this (Sunday) afternoon, three of the workers’ demands as presented by PASAN has been met by National Assembly management, remaining one. So, I don’t know if they will still continue with the strike on Monday (today)”, he said. The Clerk of the National Assembly, Alhaji Sani Omolori, could not be reached as at press time while none of PASAN executive officers were available to further clarify this claim. The Parliamentary Staff Association of Nigeria (PASAN), the umbrella body of the workers in a press release at the weekend notified the leadership

of both chambers of the National Assembly of the decision of the workers to embark on the action. Comrade Musa Nature Muhammad and Comrade Suleiman Haruna, chairman and secretary respectively of the National Assembly chapter of PASAN, in a letter titled “ Notification of 4 days warning strike”, addressed to both Senate President, Bukola Saraki and Yakubu Dogara, Speaker House of Representatives, said the decision was sequel to the notice of strike action contained in a communique on 29th November, 2018. “The Congress of the Parliamentary Staff Association of Nigeria, National Assembly Chapter unanimously resolved at her emergency Congress on 14th December, 2018 to embark on a 4 day warning strike commencing from Monday 17th -20th December, 2018. “By this notice, be kindly informed that the entire members of PASAN shall stay off their respective duties on the above mentioned dates “. Should the strike action commence the today (Monday), there is apprehension that the much anticipated expected laying of the 2019 budget by President Muhammadu Buhari or his representative before a joint sitting of the Senate and House of Representatives may be threatened. Recall that the House of Representatives had last week given the Presidency, a nod for President Buhari to perform the annual ritual of Budget presentation on Wednesday. If the budget presentation should be postponed as a result of this development, the presentation may not be visible again this year as

the lawmakers are going on recess on Thursday, 20th December, 2018. At the heat of the crisis, Senate President, Bukola Saraki, on behalf of National Assembly leadership had at a meeting a with the National Assembly’s Management and members of staff under the umbrella of the Parliamentary Staff Association of Nigeria (PASAN), stated that it was important for the workers to be well motivated and their demands properly addressed in order to create a conducive atmosphere for the legislature to perform its duties. The Senate President and Speaker noted that the demands of the workers are part of the responsibilities of the National Assembly’s Management and that the grievances of the workers should not be allowed to linger. “The leadership of the National Assembly made it clear to the staff that the issues raised by them were previously unknown to the legislators and that even if they were known to the Senate President and the Speaker, the leadership could do little to address them because they fall under the purview of the NASS’s Management. “The workers demanded for the implementation of the CONLESS system in the payment of their salaries and allowances, approval of new condition of service for the workers, among other issues. However, Dr. Saraki and Rt. Hon. Dogara, as well as their colleagues also reassured the workers that they will personally supervise how the management will eventually resolve the issues and ensure that the workers are not shortchanged”.

Senate panel raises alarm over plot to cause fuel scarcity at Christmas Mathew Dadiya, Abuja The Senate Committee on Petroleum (Downstream) has raised the alarm over a plot by those it described as “saboteurs in the sector” to cause scarcity of Premium Motor Spirit (PMS) and cause artificial scarcity and return queues at filling stations during the Christmas and New Year season. Chairman of the committee, Senator Kabiru Marafa, who disclosed this at the weekend, said his panel was working to avert the plan as they had already notified the executive arm.

Sen. Marafa disclosed this to State House Correspondents after a meeting at the weekend with President Muhammadu Buhari at the Presidential villa, Abuja. He said that the untoward development was a fallout of a disagreement by stakeholders in the sector which the Senate committee was handling with a view to resolve the issues. He said: “There has been some disquiet in the industry regarding marketers’ payment with Ministry of Finance, DMO and the Central Bank, which we feel if not carefully handled, some enemies of the administration might bring about technical issues that could

lead to queues on the line.” But the lawmaker, while expressing concern over the issues, stated that “some people are not too happy about it and they want to sabotage the efforts of the government,” hence his visit to the State House to brief President Buhari on the issue. “I’m the chairman and the President being the Minister of Petroleum Resources, I came to share some information and tap on his versatile experience in the industry as a former Minister of Petroleum Resources forty years ago. Indications are rife that the Central Bank of Nigeria (CBN) has approved Access Bank to acquire Diamond Bank. Just recently, rumours emerged that there is a possible merger between the two banks. The shock reverberated through the financial services sector until both banks issued independent statements denying any merger. However, a highly placed source in the bank on Sunday revealed to The Daily Times that the CBN has approved the acquisition because of the financial and managerial strength of Access Bank, and also being one of the top five Deposit Money Banks (DMBs) operating in the country. Although, the source did not disclose the financial terms of the deal but just said, “It’s a good deal and a positive one for customers of Diamond Bank.” Recently, there have been talks on the acquisition but this seems to have put to rest several insinuations about the fusion. When contacted on the issue, the CBN Director of Communications, Mr. Isaac Okorafor, did respond to text messages sent to him but a staff in the apex bank simply asked told one of our Correspondents that he can’t confirm the story but should wait for a formal communication from the CBN. But in our fact findings, we gathered that both financial institutions have reached an agreement in broad terms on the acquisition. According to the sources, this issue has been concluded over a month, what was left was the valuation of assets, to determine the level of compensation and systems integration.

The development that led to the acquisition was triggered by Diamond Bank directors who approached Access Bank for intervention in a bid to stave off a possible regulatory intervention that could have led to the withdrawal of the lender’s operating licence in the light of the bank’s depleting capital adequacy ratio on account of a huge Non Performing Loans (NPLs) portfolio put at over N150 billion. The agreement for the acquisition by Access Bank will not alter the name of Access Bank nor its management structure, the source said. Speaking further, the source said: “It is a complete acquisition and not a merger, one of the major considerations that swayed Access Bank’s directors to acquire the bank is the large branch network of the lender.” While responding to our inquiry through text messages, the Head, Corporate Communications, Diamond Bank Plc, Chioma Afe, denied this development. “Not true, we will be sending a statement to the media in the morning on this matter. Thank you for calling”, she responded. Last week, Diamond Bank had announced its decision to drop its international operating licence to focus on national operations following capitalisation issues. Uzoma Dozie, the bank’s chief executive officer, confirmed the development in a statement released to the newsmen. “With this approval, the bank will cease to operate as an international bank,” Dozie had said. “The re-licencing as a national bank supports Diamond Bank’s objective of streamlining its operations to focus resources on the significant opportunities in the Nigerian retail

banking market, and the economy as a whole. “The move follows Diamond Bank’s decision to sell its international operations, which included the disposal of its West African Subsidiary in 2017 and Diamond Bank UK, the sale of which is currently in its final stages. “The change to national bank status also enables the bank to maintain a lower minimum capital requirement of 10 per cent, as against 15 per cent required for international banks,” Dozie added. The bank recorded its worst month on record in November with share plunging to 0.61k per unit on November 30, 2018. Commenting on this, the former General Secretary of Independent Shareholders Association of Nigeria (ISAN), Mr. Adebayo Adeleke, said survival of Diamond Bank is vital to shareholders who invested in the bank. He said: “The question we supposed to be asking is that, does CBN have the power to give bank licence to operate international licence? “Does CBN have the power to override banking policies in Egypt or Ghana? The approval of a national licence by CBN should not be an issue but the survival of the bank is very important. “As far as I am concerned, there is no big deal CBN granting Diamond Bank a national banking licence. Let the management of Diamond Bank find core investors and transform the bank’s strategy regarding business operations. The survival of Diamond Bank is much more important to shareholders.” Meanwhile, more headwinds lie ahead for both banks as they still require shareholders’ approval to consummate the transaction. General Tukur Yusuf Buratai, Chief of Army Staff of Nigeria, requesting him to use his good offices and leadership position to “urgently provide information on the 2015, 2016 and 2017 budget implementation reports of the Nigerian Army, including the amounts released (financial implications) and expended in fiscal years 2015, 2016 and 2017 for the various operations the Army carried out.” The groups also urged Buratai to furnish them with “the amounts released (financial implications) and expended in fiscal years 2015, 2016 and 2017 for: Operation Lafiya Dole, Operation Safe Haven, Operation Python Dance, Operation Ruwan Wuta, Operation Delta Safe, Operation Mesa, Operation Harbin Kunama, Operation Awatse, Operation Tsera Teku and Operation Crocodile Smile.” In the FOI request sent last week and signed jointly by Bamisope Adeyanju of SERAP,

Seun Akinyemi of EiE and Atiku Samuel of BudgIT, the groups said: “Transparency of the budget process and its implementation is an essential condition to achieve good governance. “The reports, if provided and published, will shed light on military spending and put to rest once and for all the perceived lack of transparency and accountability in the spending of military budgets, which has been a subject of intense public debate and concern.” The groups said if the requested information is not provided within 14 days of the receipt and/or publication of this letter, they will take all appropriate legal action under the Freedom of Information Act to compel the Army chief to comply with their request. According to the groups, “several billions of naira allocated to the military to defend the country and protect its people have neither contributed to improving the ability of Nigerian soldiers to fight Boko Haram and other armed groups nor provided the much-needed security especially for Nigerians in the North-east of the country.” The FOI request read in part: “The information being requested does

not come within the purview of the types of information exempted from disclosure by the provisions of the FOI Act. The information requested for, apart from not being exempted from disclosure under the FOI Act, would serve the national interest, public welfare, public interest and peace, human rights, good governance, transparency and accountability.” “By virtue of Section 1(1) of the Freedom of Information Act, 2011, we are entitled as of right to request for or gain access to information, including information on 2015, 2016 and 2017 budget implementation reports of the Nigerian Army, and the amounts released (financial implications) and expended in fiscal years 2015, 2016 and 2017 for the various operations listed, which have yielded no tangible result.” “Also, by virtue of Section 4(a) of the FOI Act, when a person makes a request for information from a public official, institution or agency, the public official, institution or agency to whom the application is directed is under a binding legal obligation to provide the applicant with the information requested for, except as otherwise provided by the Act, within 7 days after the application is received.”

Sources suggest there might be push back on the Diamond Bank side of the deal as its majority shareholder, Carlyle investment, may have felt shortchanged. Carlyle had offered to bail out the bank but the Dozie family rejected this request after they requested

for the resignation of Uzoma Dozie, the CEO of Diamond Bank. While a potential Access Bank acquisition/merger with Diamond Bank could still lead to the resignation of Uzoma Dozie, we understand the Dozies will keep a significant portion of their shareholding of the bank giving them a seat on the board of the bank.

What we’re doing to standardise, regulate traditional medicine – NAFDAC The National Agency for Food and Drugs Administration and Control (NAFDAC) has said that sensitising herbal and traditional medicine practitioners on best practices would make the trade earn foreign exchange for the country. Anikoh Ibrahim, the NAFDAC Coordinator in Niger State, disclosed this on Saturday in an interview with the News Agency of Nigeria (NAN) in Minna. Ibrahim said that clear-cut policies must be enacted for herbal and traditional medicine practitioners to adhere to international best practices in their trade. `Right now NAFDAC is collaborating with herbal and traditional medicine practitioners in Niger state to achieve the standardisation of herbal medicine products through workshops for the practitioners. “The workshops will provide government with ideas to come up with policies that will bring our herbal and traditional medicines practices to better acceptance in international commerce as an alternative foreign exchange earner for the nation,’’ he said. Ibrahim said that the agency has certified some of these herbal and traditional medicines brought for clinical trials, while many others were yet to get the mark of Nigerian Industrial Standards (NIS) owing to the lukewarm attitude of the practitioners. The coordinator said that the recent global increase in the use and acceptance of herbal and traditional medicines has raised a lot of issues. “The fact that herbal medicines have a long history of use in many cultures in the world has given credence to the massive acceptance of various formulations and diverse presentations,’’ he said. According to Ibrahim: “recent World Health Organisation survey reveals that over 70 per cent of the world’s population depends on herbal or traditional medicine’’.

He stressed the need to investigate and understand what constitutes herbal medicine, its relevance in Nigeria and the agency’s role in its regulation. The coordinator explained that prior to the advent of orthodox medicine in the country; lack of written records of formula, methods and practices of traditional medicine has set back its development. He said this was in spite of the potential benefits inherent in its application especially in the area of primary healthcare delivery. He said that several concerns on the safety status of herbal and traditional medicine have emanated over the years making the federal government to intervene by enacting various legislations to control its manufacture, advertisement, sale and use. “The Federal Ministry of Health in 1994 mandated all states of the federation to establish Boards of Traditional Medicines in order to enhance the development of herbal and traditional medicine practices and facilitate its contribution to the National Health System,’’ he said. Mr Ibrahim noted that the regulation of these products was primarily focused on the label claims on finished products instead of clinical trials for its efficacy. “The development of herbal and traditional medicine is encumbered by numerous challenges such as the absence of good national policies in the country. “It also included safety, effectiveness and quality, international diversity of traditional medicine practices, spurious and unsubstantiated labelling and advertisement claims by practitioners on their products,’’ he said. NAN reports that NAFDAC was established in 1994 to regulate and control the manufacture, importation, exportation, distribution, advertisement, sale and use of foods, drugs, chemicals, cosmetics, medical devices and packaged water.

Ex-Kano Gov Kwankwaso set to return to APC What Nigerians must

Barring last minute change, former Governor of Kano State, Senator Rabiu Musa Kwankwaso, has concluded plans to return to the All Progressives Congress (APC) from the opposition Peoples Democratic Party (PDP). Our reporter learnt on good authority that the Senator representing Kano central has been sending emissaries to the Presidency to pave way for his return into the fold of the APC again. It would be recalled that Kwankwaso alongside 12 other Senators in July, 2018 defected to the PDP. Kwankwaso vied for the office of the Presidency under the platform of the PDP and finished 4th in the presidential race. Impeccable source in the Kwankwassiyya camp told our correspondent that the

Senator is not happy with some developments in the PDP and feels uncomfortable. The sources added that as at the time of filling this report, the PDP Presidential candidate, Alhaji Atiku Abubakar, has not not released a dime to campaign in Kano, noting that Kwankwaso had allegedly submitted a proposal of over N1 billion to Atiku. Since the request was tabled, Atiku has kept mum, after series of reminders were sent to him by Kwankwaso. Kwankwaso is equally angry that Atiku didn’t appoint him campaign coordinator in the North-west, considering his wealth of experience. “I can confirm to you that Oga is not happy about so many decisions that are not going his way, I don’t see him staying in PDP,” the source added.

Miffed by this, the former Governor has consulted widely and has concluded to return to the APC. The source revealed that the only obstacle on his way back to APC is the insistence of those in the Presidency that he (Kwankwaso) should ‘go and mend faces with the state Governor, Abdullahi Umar Ganduje.’ Kwankwaso is said to be very upset with that decision which he perceived as condescending low to plead with a man he installed who he felt betrayed him. Another factor troubling the former Presidential aspirant is the disquiet in his Kwankwassiyya camp, since he allegedly imposed his brother in-law, Alhaji Abba Kabiru Yusuf, as the PDP governorship candidate. Many of his allies are not happy with the alleged

imposition of his In-law, which has since led to the exit of his staunch supporters of the duo of General Idris Bello Danbazzau (rtd), and Hajiya Balaraba Ibrahim, who joined the APC recently. Our correspondent gathered reliably that many of his close allies are on their way back to the APC, which include the national chairman of Kwankwassiyya movement, former Secretary to the State Government, Rabiu Suleiman Bichi, former national treasurer of the APC, Alhaji Bala Gwagwarwa, and former Deputy Governor, Hafiz Abubakar among others, all on their way back to APC and may soon be received by President Muhammadu Buhari. To this end, political pundits in the state are of the view that Ganduje’s re-election bid look like a walk in the park.

CUPP to NASS: Protest non-signing of Electoral Bill, boycott Buhari’s budget presentation Tunde Opalana, Abuja In absolute resentment to President Muhammadu Buhari’s decline to assent to the Electoral Act Amendment Bill, the Coalition of United Political Parties (CUPP) has called on federal lawmakers in opposition political parties to boycott the President’s 2019 budget presentation on Wednesday. The spokesman of CUPP, Ikenga Imo Ugochinyere, in a statement on Sunday, said the lawmakers need to register their displeasure to the many undemocratic decisions of the APC administration and several inactions of the President, which it said, slow down pace of national development. The coalition reasoned that the boycott will portray their condemnation of “impunity, non-implementation of past budgets, abuse of state institutions, incompetent driven economic crisis, deaths of many Nigerians, intimidation, abuse of appropriation laws and refusal to sign the electoral act for free and fair elections”. Ugochinyere said: “Our call for the heroic, patriotic and courageous walk out/Boycott

The Chief Executive Officer, NCDC, Chikwe Ihekweazu, made the call in an interview with the News Agency of Nigeria (NAN) in Abuja on Sunday. Ihekweazu said that most factors leading to the transmission of communicable diseases could be prevented through hand washing, keeping a clean environment, boiling water before drinking and avoiding open defecation. He, however, added that the most effective preventive measure in public health was vaccination. “We can protect ourselves by ensuring our environment is kept clean always, washing our hands regularly, avoid open defecation, ensure food is well cooked and stored, boil water before drinking and avoid self- medication. “There are effective vaccines for diseases like measles, meningitis, yellow fever, typhoid fever etc. “These vaccines are available as part of the routine immunisation schedule in the country and are freely available at primary health care centres,” he said. The National Association of Nigerian Students (NANS) has urged the Ogun Police Command to fast track prosecution of the alleged killer of Cpl. Gbenga Adeboyejo. In a condolence message to the command, NANS demanded that the culprit must be made to face the consequences of his action to serve as deterrent to others. A 30-year-old community leader, was on Dec. 10 arrested by the Ogun Police Command for allegedly killing Adeboyejo, over a N120,000 business deal. Parading the suspect at the scene of the crime in Opeji, Odeda Local Government Area, the Ogun Commissioner of Police, Ahmed Iliyasu, had said the deceased until his death was attached to the Odeda Police Division. Iliyasu said that the deceased was a business partner to the suspect who deals in charcoal. The commissioner led men of the command to exhume the corpse from a shallow grave in a thick forest in Opeji village, where it was allegedly buried by the suspect. Iliyasu disclosed that the crime was committed on Nov. 24. National Public Relations Officer, NANS, Azeez Adeyemi, however said on Sunday in Abeokuta, that the killing remained a shock to the association, stressing that prosecution must be swift. “NANS also warns some bodies in the guise of human right organisations who might try to cover up the case to please steer clear or be plain in their interference in the case . ” We condemn this inhuman and callous act and demand justice for the late officer in order for the culprit to serve as an example to other citizens who might have similar evil thoughts toward their fellow citizens in the nearest future,” he said.

Zionism and justice: The Bongani case

If the famous Williams Shakespeare had written his 1596-99 play, Merchant of Venice in this generation, he would have been accused of hate speech, condemned, sidelined and declared a racist. That is because the play centres on a greedy and conscienceless Jewish money lender, Shylock, who insists on slicing a pound of flesh from a debtor despite offers to pay him double the money he had advanced. A similar scenario played out in South Africa on December 4, when the Supreme Court of Appeal, stopped some racists organised under the South African Jewish Board of Deputies (SAJBOD) from taking a pound of flesh from Bongani Masuku, head, International Relations of the Congress of South African Trade Unions (COSATU). This time, it was not about a loan and repayment, but a brazen attempt to intimidate and stop Africans from condemning the racist Israeli genocide against the Palestinians in the Middle East and insisting on social justice for all human beings. Of the three most enduring racist ideologies in human history, only Zionism, which runs a praxis of Jewish superiority over all other human beings, continues to exist and expand like cancer. Nazism, which claimed the superiority of the Aryan race over all human beings, leading to the extermination of millions of Jews, died with Adolf Hitler. The other ideology in which whites set themselves apart (Apartheid) from other peoples in South Africa, was buried in 1994 with that country’s independence. However, the whites are still quite powerful in South Africa, dominating lives and controlling the economy. So when COSATU condemned the 2009 massacre of Palestinians by the Zionist regime in Israel, the Jewish arms of the white supremacists were furious. They thought the best way was to

silence protest in South Africa against Israeli genocide by deliberately misapplying the law on hate speech. The issue had arisen following the December 2008 and January 2009 Israeli invasion of Gaza, in which 1,391 Palestinians, including 350 combatants and 318 children, were killed. Thirteen Israelis, including ten soldiers, lost their lives also. Israel disputed the figures, saying the Palestinian death was 1,166 and that only 89 children had been killed. The SAJBOD and the South African Zionist Federation (SAZF) issued a statement supporting the Israeli attacks on the Palestinians, while 315 members of the South African Jewish community issued a counter statement saying Israel had employed disproportionate force against the Palestinians. COSATU and the Palestine Solidarity Committee (PSC) led a protest march to the Johannesburg offices of the SAZF and SAJBOD. An on-line verbal battle commenced with one post on February 6, 2009 saying: “Even when all the monkeys in Cosatu have died of Aids (even those who were cured by raping babies), I still won’t return [to SA]. Jews should be in Israel supporting Israel – Friends – make Aliya! Do it!” Another read: ‘Let us bombard the COSATU offices with phone calls to let them know our anger…Maybe we should start a policy that Israel-loyal Jews refuse to employ COSATU members in retaliation to COSATU’s evil actions.” That day, Bongani responded: “Hi guys, Bongani says hi to you all as we struggle to liberate Palestine from the racists, fascists and Zionists who belong to the era of their Friend Hitler! We must not apologise, every Zionist must be made to drink the bitter medicine they are feeding our brothers and sisters in Palestine. We must target them, expose them

and do all that is needed to subject them to perpetual suffering until they withdraw from the land of others and stop their savage attacks on human dignity. Every Palestinian who suffers is a direct attack on all of us.” At the University of the Witwatersrand (Wits) on March 5, 2009, during the annual Israel-Apartheid Week, which emphasises the link between the twin racist ideologies, Bongani said: “…COSATU has got members here on this campus, we can make sure that for that side it will be hell…the following things are going to apply: any South African family, I want to repeat it so that it is clear (to) everyone, any South African family who sends its son or daughter to be part of the Israeli Defence Force must not blame us when something happens to them with immediate effect… COSATU is with you, we will do everything to make sure that whether it is at Wits, whether it is at Orange Grove, anyone who does not support equality and dignity, who does not support the rights of other people must face the consequences…” Drawing on its financial muscle and powerful connections, the SAJBOD, on March 26, 2009 dragged Bongani and COSATU to the South African Human Rights Commission (SAHRC) on the grounds that their condemnation of Israeli atrocities and support of the Palestinians amounted to hate speech. This ordinarily, would have been quite preposterous, but not in South Africa; the SAHRC agreed with the Zionists that Bongani’s statements amounted to hate speech and dragged him and COSATU to the Equality Court. Bongani’s explanation included that his speech was directed at supporters of Israeli aggression, who are not necessarily Jews but come from various ethnic and religious

backgrounds. Secondly that his reference to Zionists was not to Jews, but to the ideology. As we know, Zionism is the ideology that Jews are a superior race set aside by God as ‘His Chosen people’ and that God had given them dominion over the Palestine. While Israel claims that every Jew in the world has equal rights to be Israeli citizens, the reality is that non-Whites like the Falashas from Ethiopia and Jews from Yemen and other underdeveloped countries are treated as inferior citizens and even used as guinea pigs in medical experiments. The Equality Court, on June 29, 2017, found Bogani and COSATU guilty of hate speech, ordered them to tender an unconditional apology to the Jewish Community which must at least receive the same publicity as the offending statements. The Supreme Court heard the appeal on November 13, 2018 and delivered judgement on December 4, 2018 upholding the appeal. It declared: “The fact that particular expression may be hurtful of people’s feelings, or wounding, distasteful, politically inflammatory or downright offensive, does not exclude it from protection. Public debate is noisy and there are many areas of dispute in our society that can provoke powerful emotions. The bounds of constitutional protection are only overstepped when the speech involves propaganda for war; the incitement of imminent violence; or the advocacy of hatred that is based on race, ethnicity, gender or religion, and that constitutes incitement to cause harm. Nothing that Mr. Masuku wrote or said transgressed those boundaries…” The Bongani Case strikes a powerful blow not just for freedom of expression but also social justice globally.

In the true tradition of noble service to man and community, President Muhammadu Buhari has since his youth consecrated his life to seeking the lasting good of his constituency, the cheated, the destitute, the poor, the grassroots people, the downtrodden. He is a dedicated family man, vigorous defender of the poor and a teetotaler with a puritanistic social life and a clinical political attitude. He has never obtained any contract from anybody, whether in the public or private sector, throughout his professional career as a soldier not even now as a politician. He has never accepted bribes from anybody either. Buhari is one individual in this country who does not double-speak. He is as constant as the Northern Star and he openly expresses and canvases his views, without fears of anybody. He is not somebody who patronizes people or who say what people want to hear. Buhari is an enigma, tireless and bountiful in his desire for a better and prosperous Nigeria. He does some things that some people view as being extreme and he insist tenaciously on issues, this tells us something about the consistency, coherence, inner strength and quality of character of this man called Buhari. He does not swim with the tide. I have learnt invaluable lessons from the few fortunate periods I had to work with him. He has the power to persuade and inspire others to the heights they might have thought unattainable. There is honesty in all he does, he is an embodiment of integrity. Every administration, every leader has something that distinguishes it from others, whether good or bad. In the case of the Nigerian nation, different kinds of leaders have come and gone and the memories of their deeds or misdeeds linger till date. Considering where the nation has found itself today, it will not be out of place to say that perhaps Nigeria’s biggest challenge is good leadership at all levels. Juxtaposed with the human and material resources the nation is endowed with, the issue of good leadership has no doubt been a scarce commodity in the polity. Whether Military or Civilian governments, Nigerians are in unison that poor leadership has greatly affected the fortunes of their country, and

badly too. Nothing could be farther from the truth when one considers the false steps the Nigerian nation recorded shortly after independence. Though the issue of ethnic and cultural division had been there from inception, Nigerians cannot forget the past which the older generation refer to as “the good old days”. This was a period when the different regions of the country competed to show their strength socially, politically and economically for the advancement of their people. That is why we still hear the great virtues of great men like Sir. Ahmadu Bello, Chief Obafemi Awolowo, Dr. Nnamdi Azikiwe and many others who were a study in good leadership. Unfortunately, after these great Nigerians left the stage, hardly can the nation boast of having leaders who came close to them in terms of leadership. It was therefore unsurprising that Nigeria which the world saw as a potential star suddenly lost her place despite displaying impressive potentials in a few years of infancy. Chief among the root causes, were corruption, maladministration, nepotism and lack of vision, such that when Nigeria had all the money, it was either stolen or misapplied. However, the coming of the Buhari/Idiagbon regime in 1983 changed the narrative as it was a clear departure from our recent history. Though the regime was blamed for truncating the elected government of Alhaji Shehu Shagari, and ruled through obnoxious decrees, history will no doubt record that administration as having the best of intentions for so doing. That the profile of Buhari and his erstwhile deputy, Late Major Gen. Tunde Idiagbon rose tremendously much later is a major credit to whatever gaps their regime had. Even the Press which was a major casualty under the Buhari/Idiagbon regime later became the megaphone that spoke highly of both in later years. This no doubt aided Buhari politically when he made a foray into the political arena as presidential aspirant. Curiously, he did not achieve this with stolen money, but the fame foisted on him by integrity, accountability and pedigree as a defender of the

poor. Despite failing to realise his objective on three occasions, the fact that he was the “masses man” never diminished, as he has ran the most robust campaign in our recent history, with the ordinary Nigerian as the central theme of his campaign. This no doubt was a major campaign issue because he was considered the most popular candidate, ever when he ran against an incumbent twice. It is also instructive that despite his conviction that he was robbed of victory at different times, he relied on the courts for justice each time he lost instead of rocking the boat. As president, Buhari has displayed an uncommon commitment to the growth and advancement of the country through programmes and policies targeted at all Nigerians, especially the poorest of the poor. In doing this, he has fought corruption with an uncommon zeal such that almost N1 trillion has so far been recovered from treasury looters by the Economic and Financial Crimes Commission (EFCC), which he strengthened to confront and totally eradicate corruption under his presidency. This is unlike what obtained under the sixteen years of the Peoples Democratic Party (PDP) which pretends to be fighting anticorruption war that was only able to recover N2B in sixteen years, during which Nigeria made so much from oil but refused to save for the rainy day. But under Buhari, critical infrastructure is been fixed across the country to make life more abundant for Nigerians. Even in the south-east where the president recorded the least votes, the narrative is fast changing with no few than seventy verifiable on-going and completed projects, funded with tax payers money, including the much criticized sukuk bond. Unlike previous administrations, government is investing heavily to connect the entire nation through railways to reduce overdependence on roads. Even the Lagos – Ibadan expressway over which Afenifere leaders cried to former president Goodluck Jonathan for years is been fixed by the Buhari administration and will soon be completed by Julius Berger and others.

Curiously, the same Afenifere and Ohaneze leaders are unappreciative, but the people do. The good thing is that this president will not be distracted as his covenant is with the ordinary Nigerians who elected him in 2015 and not the elites. The beauty of it is that he is focused and his impact is been felt across all critical sectors of our economy. That is the major reason the President is working tirelessly in generating resources from non-oil exports and rely less on petroleum to improve our treasury. At least for the first time, Nigeria is making good money running into several billions through diversification of the economy. Though the journey has been tortuous and long, ordinary Nigerians are now direct beneficiaries of their money under the trader moni and other empowerment schemes targeted at the poorest of the poor by Buhari administration. With 2019 fast approaching, the good news is that President Buhari has not lost touch with his constituency, the ordinary Nigerians who elected him into office. This was further reinforced recently by the influential London-based magazine, The Economist, which predicted victory for Buhari in 2019 as it did in 2015. But one point needs to be stressed here, the greatest people in human history are not those who lives and died working or making money for themselves, rather, they are those who lived and died for a transformed society. In the word of Late Mohammed Ali “The rent we owe here on earth is the service we rendered to humanity”. For these reasons and on the basis of these qualification, I want to say that when the history of this republic is written, posterity will remember President Muhammadu Buhari for good. As his family, relations, friends, political associate, groups and organization locally and overseas celebrate his 76th Birthday. I will remain fervent in my prayer for President Muhammadu Buhari, GCFR. May the benevolent winds of providence continue to swell the sails of his health and happiness beyond the centennial years.

Apart from the booming of bombs and painful cries at the Northeast theatre of the Boko Haram war that the world has been accustomed to since the war of terror berthed on the Nigerian soil, another booming, shocking and destabilizing bomb exploded at the war front on Friday. This time, it reverberated beyond the theatre of war, across the length and breadth of the world. A terse press statement signed by Onyema Nwachukwu, a colonel and Deputy Director of Public Relations, on behalf of the Theatre Command of the Operation Lafiya Dole, had ordered the world-acclaimed United Nations International Children’s Emergency Fund (UNICEF) out of the precinct of war. Its reason for this was a very weighty allegation that UNICEF was aiding the insurgents by training spies who had affinity with the dreaded militia. Seismic an allegation, no doubt, Operation Lafiya Dole Commandant further alleged, in concrete terms, that the Nigerian Army had credible information that UNICEF was “playing the terrorists’ scripts” by engaging in acts that are “unwholesome practices that could further jeopardise the fight against terrorism and insurgency as they train and deploy spies who support the insurgents and their sympathisers.” Proceeding on this path, the Army also alleged that UNICEF “tend(s) to benefit more from expanding the reign of terror on our people.” The training of spies, the Commandant alleged, was sequel to information within the reach of the Command which “specifically indicates that the organisation commenced the said training on Wednesday 12 December 2018 at the Ministry of Finance Conference Hall, Musa Usman Secretariat, Maiduguri and ended on 13 Thursday December 2018.” The Army’s statement immediately courted diatribes across the globe. International human rights organisation, Amnesty International, said it was an attempt to demonize the humanitarian agency and intimidate it from carrying out its globally recognised assignment, while tagging the allegations against the body as absurd. On the effect of this ostensibly depthless decision, Amnesty said it “will, in fact, deprive those whose lives have been devastated by the Boko Haram conflict from receiving much-needed humanitarian assistance.” However, the Commander shortly reversed its order, basing it on “intervention by well-meaning and concerned Nigerians” and that it had “convened and held an emergency meeting with representatives of UNICEF” on Friday evening. The Presidency had before this apparently spineless about-turn, through Garba Shehu, in an apparent attempt to thaw the audacious ice of this order, said a meeting was afoot to mend fences between UNICEF and the Nigerian Army. For a patriotic Nigerian who subscribes to the Walter Rodney thesis of how Europe underdeveloped Africa and any student of Claude Ake who over the years gobbled the late scholar’s theories of how developmental problems in Africa were sustained by powerful global interests, especially in his thesis that “power is everything and those who control the coercive resources use it freely to promote their interests,” there would be a patriotic urge to offer Nwachukwu and his Commander a bottle of cold beer for their unqualified patriotism. However, the issues involved in these very weighty allegations, the peremptory ordering of UNICEF out of this theatre of war, vis a vis the very delicate nature of Nigeria’s position on the global radar, far outweigh all these. In fact, the reversal of the order by the military notwithstanding, the cause for the order and the mind-set behind it are in need of urgent prognosis for the sanity of our nation and the future of Nigeria’s international relations. Queer as the Lafiya Dole commandant’s allegation may sound, a patriot may want to give him the benefit of the doubt. What exactly is the composition of the Nigeria Army’s alleged security information about UNICEF? Upon what premises did it base this decision to expel the globally acknowledged humanitarian agency? Does logic justify this allegation? Placed side by side Afrocentric concoctions native to us which reason fabulously that the west gangs up against Africa’s development, based on an alleged projection that a developed Africa could threaten the west’s neo-colonial aspirations, there is the probability that this thesis may

fructify in the minds of Nigerians, in support of the Army’s expulsion. On remembrance of Nigeria’s security forces’ penchant for acting abysmally contradictorily to the norms that sane and reasonable organizations, as well as nations are used to, there may be the need to tarry awhile before applauding this move which ordinarily looks skewed and less than sensible. Many of the humanitarian agencies operating in Nigeria had earlier taken up cudgels against the activities of the Nigerian Army in this fight against insurgents. For example, in a report it entitled They betrayed us, Amnesty International had alleged that girls fleeing the insurgents were being raped by Nigerian soldiers, starved and were coerced to exchange food for sex. Thousands of these women are reported to have lost their lives in their quest for survival in the so-called Internally Displaced People’s Camps where the Nigerian federal and state governments claim to be funding with billions of Naira. The report further claimed that the Civilian Task Force (Civilian JTF) “separated women from their husbands and confined them in remote ‘satellite camps’ where they were raped, sometimes in exchange for food.” If you recall the atrocities of the Nigerian Army in Odi and Zaki Biam, you will not put past Nigerian soldiers the tendency to act like a recount of Joseph Conrad’s Heart of Darkness. Conrad’s book, a narration of a voyage up the Congo River into the Congo Free State, is woven across a central theme of the submission that little difference exists between so-called civilised people and savages. For us as Nigerians, the diffident ordering of UNICEF out of the war-torn area in the Northeast can only be a throwback to a similar order and disdain for the rest of the world by General Sani Abacha. Abacha, you will recall, ran a government that disdained the world. Accused of gross human rights abuses which reverberated across the world, especially after he ordered the hanging of Ogoni activist, Ken Saro-Wiwa, ostensibly as a result of the tobacco-pipemouthing writer’s unqualified opposition to the exploitation of oil and the attendant despoliation of the environment by multinational oil companies, among others, the Abacha government became repeatedly condemned by the US State Department. Its attempt to court Americans like Louis Farhakan, Jesse Jackson notwithstanding, as well as his strong support for the Economic Community of West African States by sending Nigerian troops to Sierra Leone to fight the needless war in the tiny African country, Abacha was hated across the globe and Nigeria became a pariah in international reckoning. Thus, the question to ask is, was Nigeria ready for the angst of the world again by its expulsion of UNICEF or the Army Commandant was too illiterate about the purport of such explosive action which has gross international proportion? Did he get the buy-in of President Muhammadu Buhari in this order or was it just one of those off-keyed military actions taken at the thick of frustration? Was it as a result of a sudden loss of mental direction, a momentary skew occasioned by the pressure of war? From whatever prism it is looked at, there is no lafiya in this order by the Theatre Command of the Operation Lafiya Dole to expel UNICEF from the Northeast and there is an apparent chaos in the thought process of whoever incubated such a senseless command. Lafiya is a Hausa word denoting peace. The Nigerian Army itself has been grossly derelict in providing succour for children of its officers and men killed by these dreaded insurgents, a brief within the responsibilities of UNICEF. It is apparent that because there is no camera beamed on its actions by local Nigerian journalists, the Nigeria Army is uncomfortable with global searchlight beamed on its atrocious actions on helpless civilians, in the name of fighting the war. It apparently fears that the information the world gets on its gross human rights abuses were supplied by UNICEF and its allied group. Nigeria stands to suffer immensely from this action of ordering a respected body like UNICEF out of Nigeria and harangue of Amnesty International. What that means is that the world would continue to look at us as some alien country where there is dissonance between the brain and the brawn.

FG, welfare and medical doctors The ongoing brain drain in the medical sector where many medical doctors are leaving Nigeria on a daily basis for greener pastures abroad certainly calls for concern among the stakeholders. Incidentally, Nigerian doctors have been migrating to the United States, United Kingdom, Canada, Saudi Arabia and many other nations across the globe. Though relevant medical agencies in Nigeria could not provide official data on emigrant doctors, statistics from General Medical Council (GMC) UK, as at July 2017 showed that over 4,765 Nigerian doctors are working in the UK. This is 1.7 per cent of the total of the UK’s medical workforce. The Association also revealed on Monday that over 80,000 registered medical doctors in its database but, regrettably, less than 50 percent of them currently practice in Nigeria. It also confirmed that no fewer than 12 Nigerian medical doctors leave Nigeria weekly for greener pastures in US, UK, Canada and other developed countries including African countries, due poor working conditions and other unhealthy labour practices in Nigeria. This trend has been having negative effects on the nation’s health sector. The major factors responsible for the unhealthy development are; poor remuneration, poor facilities and working condition, and job satisfaction. Many of our health professionals are over worked. A doctor is supposed to see a maximum of 20 patients a day but they are seeing about 150 in a day. Certainly by the time he gets to 50 patients, he is already exhausted. Even a nurse that is supposed to see about four patients has to take care of 50 patients in a ward. Certainly, he/she will get tired. The truth is that in Nigeria, the working environment for many doctors is very hostile. Many doctors see patients that they can treat or intervene on their issues die before them because the hospitals they are working in do not have the necessary equipment to take care of them. Also, the remuneration of doctors is very poor. If you go to other climes, what we are paying in Nigeria is just 10 per cent of what they collect and they respect doctors. It is instructive to note that we don’t have good funding maintenance for hospitals in the country. The few doctors that we have are over worked and are not appreciated. These reasons and others might not be unconnected to the ongoing brain drain in the country. We must know that relocation of one medical doctor from Nigeria affects over 5,000 citizens that could have benefitted from his or her medical expertise. The relocation automatically deny thousands of patients access to quality health care from a trusted medical practitioner. There are also indications that Africa loses $2 billion annually to medical tourism and medical brain drain while Nigeria contributes the larger percentage of the medical tourists. Nigeria is using her resources to train doctors and professionals that will leave to work in foreign countries. What are those things attracting these professionals outside? Can we duplicate them here?” We are of the opinion that government should provide adequate remuneration for our medical doctors. Though we are not saying they should pay them so much, government should pay them for the

job they are doing as and when due. We are also of the opinion that the Federal Government should make the National Insurance Scheme (NHIS) compulsory for all citizens. We believe that the development would provide enough funds to improve the conditions of service and working environment for health professionals. It is unfortunate that our medical doctors are leaving Nigeria because of poor conditions of service, working environment and after service package. The development indicates that the physician-patient ratio has worsened, maybe from 1:3,000 to 1:5,000. When you compare, those countries that have better physician-patient ratio have better treatment environment. If the the doctors know they will have a house after 20 years of training, the lure to leave Nigeria would be reduced. What are the benefits attached to the job? What are the provisions for the doctor’s family? What are the long-term prospects for the staff? We submit that government must improve the work environment in terms of financing, make it work-friendly and not crowding of 10 persons in one office. We must ensure electricity supply and avoid a situation where doctors come to work and scheduled to do a surgery but there is no electricity. We are of the opinion that there is the need for the country to be more dynamic and re-organise the funding of health service. The government must adopt a more holistic approach to halt the dangerous trend of medical brain drain.

The gubernatorial candidate of the New Nigeria Peoples Party (NNPP), Ambassador Shuaibu Ahmed has lamented that despite amazing potentials and the huge financial resources received by the current administration from the Federation Account, Bauchi state is allegedly confronted with excruciating poverty, high unemployment, overwhelming illiteracy, internal tensions and strife. The guber candidate who stating this yesterday while inaugurating his campaign council lamented that despite the land mass of the state, only 23 per cent or 920, 000 hectares is currently being farmed for rainfed agriculture and only 16, 000 hectares is being utilised for irrigation farming. “Bauchi state has the capacity to turn all these thousands of hectares of land green all year round utilising them for growing

various food and cash crops, thus, creating tremendous job opportunities for our people”. He opined. According to him, aside from fertile land, the state has an estimated livestock population of 1.2 million heads of cattle, 2.1 million sheep, 2.8 million goats and nearly four million poultry and 43 grazing reserves which he asserted could turn Bauchi into the meat capital of Nigeria if properly harnessed. According to him, “from the 2017 Oxford University Multidimensional Poverty Index, Bauchi State is one of the most poverty ravaged states in the country with a rate of 87 per cent ahead of only of Jigawa and Zamfara States”. The governorship hopeful alleged that recent statistics from the National Bureau of Statistics indicates that Unemployment is at an alarming rate of 41.4 per cent while the literacy rate of the state is 27 per cent or the illiteracy rate of 73 per cent, second lowest in the federation.

Ambassador Ahmed who stated that the state is endowed with a land mass of 4, 925, 900 million hectares of land out of which about 3, 940, 000 million hectares is suitable for farming, pledged that if elected as governor in 2019, his administration would harness the state’s agricultural potentials. “The combination of the existing wildlife, Eco, Conferencing and Sports hosting facilities of Bauchi State will no doubt make the State the most preferred and premier destination for corporate retreats, Sports events, Conferences and Meetings, Family recreation and Youth camps in West Africa”. He pointed out. “A new Bauchi state is indeed possible! Bauchi State that is characterised by an unrelenting quest for good of the greatest number of our people, putting people first in all decisions and actions of Government. This is what citizens of Bauchi State want, and this is what our party, the NNPP and myself, as Governor, are offering and promising.

The Tiv people of Nasarawa State, under the aegis of Mdzough U Tiv (MUT) has begged Governor Umaru Tanko Almakura of Nasarawa state to reopen all the existing village areas of Tiv people closed down before he hands over mantle of leadership to his successor by 2019. The President, Nasarawa State chapter of the Union, Mr. Benard Ikyeghna, made the appeal over the weekend in Lafia, the state capital, on the occasion of the inauguration of pioneer officials of the group in the state. He said: “I pray that the state governor will also create chiefdoms for the Tiv people and reactivate the already existing village areas which have been closed down for just no reason before you handover to your successor.” According to him, “I wish to draw the attention of the public to the bare fact that Mzough U Tiv is a socio-cultural group which is devoid of political affiliation. We intend to strengthen a symbiotic relationship between the Tiv people and other ethnic groups in the state.”

The Governorship candidate of All Progressive Grant Alliance (APGA), in Nasarawa state, Mr. Labaran Maku, has condemned in totality the brutality of journalists by operatives of the Nigerian Security and Civil Defence Corps (NSCDC) in Lafia on Friday. Maku described the assault as primitive and violence against armless journalists who are lawfully carrying out their job without any infringement on any existing law. He made the condemnation when he visited the victims (Rabiu Omaku, Universal online reporter and Gambo Ahmed, of the Peoples Daily at the specialist hospital in Lafia on Sunday. According to him, “I am here to sympathize with my colleagues who were beaten to pulp by security operative while performing their official assignment. I am worried by this ungodly and unpatriotic act.

“I condemn in totality the brutality on two of my colleagues by the Civil Defense operatives. This is nothing but primitive violence, it is undemocratic and barbaric. This must stop. “I can’t imagine that officers of the Pension Bureau will order security operatives to beat up journalists who went to the Bureau’s notice board to source information”. He lamented that the state Pension Bureau has something to hide and that was why the Public Relation Officer could order the security to resort to such inhuman attack when no offense was committed. “Journalists are the mirror of the society and you don’t need to be angry with the mirror for showing you your true image; if your image is not good looking go and do make up to look good enough and not to be angry with the mirror and break it”, Maku explained. He however noted that when he was supervising minister of defence the NSCDC operatives used to be very

disciplined and civil and therefore urged the state commandant to carry out thorough investigation and punish the officers involved in the incident, if found wanting. The APGA candidate in the state urged all media practitioners across the country to remain dogged and refuse to be intimidated by any effort to muscle and suppress the media. “The 2019 general election is here; the media must rise up and defend our hard earned democracy through objective and investigative reportage and refuse to be gagged by any means; more so we have the freedom of press law”. Accordingly, he called on all media practitioners globally to join him to condemn the brutal attack on the two reporters because an injury to one is injury to all. As at the time of going to press, the two journalists were undergoing some treatment at the Dalhatu Arafat specialist hospital with serious injuries all over their body as they were beaten to coma.

He said the beneficiaries are those whose parents cannot afford to give them western education, or those who refused to go to school for lack of interest or truancy. He made the statement in a press conference in Birnin Kebbi when he visited Kebbi to witness end of tenure elections of the association. Abuja Airport’s new terminal to process 15m passengers annually - FAAN

The Federal Airports Authority of Nigeria (FAAN) says the newly completed terminal building at the Nnamdi Azikiwe International Airport, Abuja, will process 15 million passengers annually when it begins operations. The Managing Director of FAAN, Mr Saleh Dunoma, said on Sunday in Abuja that the terminal building was designed essentially to transport passengers. He said the terminal building would be inaugurated on Dec. 20 to enhance the operational capacity of the airport. The FAAN boss disclosed that the current carrying capacity of the airport was 7.5 million passengers per annum. He said that the inauguration of the new terminal would bring about expansion to the airport. He said that passengers would begin to enjoy comfort and efficient services, saying the terminal was built and equipped with modern facilities such as modern check-in, baggage handling and security facilities. “Currently, Abuja is doing like 7.5 million passengers annually in the old terminal, both domestic and international. He said that the nation now had a terminal that can process 15 million passengers which he described as a great departure from what it had before.

The Women Trafficking and Child Labour Eradication Foundation (WOTCLEF) has called for an aggressive grassroots sensitisation as a panacea to the ills of human trafficking in the societies. The Executive Director of the foundation, Mrs Imabong Sanusi, made the call in an interview with the News Agency of Nigeria (NAN) on Sunday in Abuja. Sanusi said Nigeria currently served as a source country, a transit country and a destination country for human trafficking. “Most victims of human trafficking are sourced from rural communities; therefore, the need to intensify sensitisation to the rural dwellers on the ills of human trafficking and how to identify traffickers. “Nigeria is now a source country, a transit country and a destination country, and the traffickers are getting more daring. “We at WOTCLEF, now engage in sensitisation programmes for communities by collaborating with schools and government agencies like the National Youth Service Corps (NYSC). “Our collaboration with the NYSC is particularly far reaching because corp members can be found in virtually every community in Nigeria,’’ she said. Sanusi said that most victims of human trafficking were used for domestic labour, and also get exposed to health hazards like HIV/AIDS due to sexual exploitation. She added that WOTCLEF worked in collaboration with the National Agency for the Prohibition of Trafficking in Persons (NAPTIP) to rescue and rehabilitate victims.

The All Progressives Congress (APC) gubernatorial candidate in Rivers, Mr Tonye Cole, says he is deeply touched by the high poverty level and infrastructure deficit in Rivers communities, pledging to tackle the problem if elected. Cole made the assertion in Ikuru town, Andoni Local Government Area (LGA) of Rivers on Sunday while speaking on his findings after his ward-to-ward consultation/ voter sensitisation tour on Saturday. He said that having toured some local government areas in the state alongside the 11 wards in Andoni LGA, he was deeply touched by the sufferings of the people. The governorship candidate said that Andoni communities had yet to have basic social amenities like electricity, water, equipped hospitals, good roads and standard schools. “I’m worried about the poverty level in Rivers communities, I know poverty is a huge challenge, especially among third world nations, but I think most of these adjudged high poverty indices we should have been able at least to achieve electricity. “No doubt, lack of electricity which happened to be a veritable tool for small and medium enterprises and mainstay of every economy has left the people of Andoni to struggle with high poverty rate. “A tour of this area showed that there is no cottage hospital and the risk of maternal and infant mortality should expectedly be high around here. “Indeed, we need to effectively harness available economic potential in our communities to fight poverty and create employment for our youths,” he said.

Corruption impacting negatively on Nigeria’s oil & gas sector - AfriTal Joy Obakeye Pervasive cases of corruption is impacting negatively on Nigeria’s oil and gas industry, African Initiative for Transparency, Accountability and Responsible Leadership, (AfriTAL) has identified in its latest critical assessment of the sector. Led by its founder, Louis Brown Ogbeifun, who also doubles as the president, Oil and Gas Transparency Watchdog presented its latest finding at a workshop in Lagos for Civil Society Organisations (CSOs) and Media executives to draw attention to the increasing specter of loses in the sector. Ogbeifun said, at the two-day workshop on strategies for reducing corruption and conflict in the oil and Gas sector, that key causative and solution based methodic approaches used in the research was the Macro Conflict Risk Impact Assessment(M-CRIA) tool. He identified corruption as the breeding ground for conflict, adding that corruption creates and fans conflicts consequently impeding on the peace required for the development of the sector. According to Ogbeigfun, if the current conflict trend continued, Nigeria’s economy would continue to suffer which would ultimately further affect the social development in the country. He reidentified Nigeria as one of the largest producers of hydrocarbon but has been unable to “properly harness its gas benefits as a money-spinner domestically.” Ogbeigfun He described corruption as a consequence of bad leadership which has been the bane of Africa’s development. “Our focus, therefore, is to partner with social development partners in government, non-governmental organisations, private sectors in the advocacy for good governance,” to fight against corruption and reverse the penchant for looting the treasuries by leaders entrusted with the peoples’ commonwealth at the local, state and national levels. The AfriTAL boss further identified corruption as creating rent-seeking individuals, engendering conflicts as conflict entrepreneurs struggle to exert their influence and scoop benefits for themselves.

According to him, the International Monetary Fund (IMF) has cut the growth projections made for Nigeria to 1.9 per cent from 2.1 per cent predicted earlier, citing the fact that the country’s economy is doing poorly. While the World Economic Outlook report released in July had projected that Nigeria’s economy would grow by 2.1 per cent in 2018 and 2.3 per cent in 2019, “The World Bank also recently, cut its growth projections for Nigeria by 0.2 per cent, from 2.1 per cent to 1.9 per cent, citing reduction in crude oil production levels, and contraction in the agricultural sector, following the herdsmenfarmers crisis which has significantly affected economic recovery. “The current downward slide of crude oil price is fuelled by high supplies, alliance between some producers, particularly Saudi Arabia and US and uncertain economic growth. This may hamper current economic prospects in the country, particularly if the development refuses to abate. With the development, implementation

of Nigeria’s 2018 budget, benchmarked at $51 per barrel could suffer should the slump persist. Moreover, Nigeria’s economy, which is currently stabilising on boost in crude oil price, could be adversely affected as crisis in foreign exchange, primarily sourced from the oil sector was projected to worsen”, he explained. Although, he commended the Federal Government on its efforts at improving the Ease of Doing Business (EODB) as evidenced by the setting up of the Presidential Enabling Business Council (PEBEC); the implementation of the Economic Recovery and Growth Plan (ERGP) and the signing of seven Executive Orders (EOs). However, the recently released ranking of the World Bank’s Ease of Doing Business report shows Nigeria has dropped from its initial 145th position by a point to 146th among the 190 economies assessed. “This latest ranking negates the sundry efforts made by Government and calls for a review of the ambitious move, which seeks to haul Nigeria to the top 100 by 2020. While the new target is an impetus to the Executive Order on Ease of Doing Business earlier signed by Vice President Yemi Osinbajo, there is the need to holistically address the plethora of challenges to the ease of doing business in the country beyond the confined prism of the executive order”, the NECA stated.

FMBN processes N12.4b NHF refunds in 2018 Mathew Dadiya The Federal Mortgage Bank of Nigeria (FMBN) says it has processed N12.4 billion refunds to contributors of the National Housing Fund scheme and registered 224,752 to the fund in 2018. A statement signed by Mrs. Zubaida Umar, the Group Head, Corporate Communications, FMBN said that FMBN Managing Director, Mr. Musa Dangiwa, disclosed this during an oversight visit by the Senate Committee on Housing to FMBN headquarters, Abuja. Highlighting some of the key achievements of

the bank in the last one year, Dangiwa said it had disbursed housing loans totaling N40.9 billion to 1,843 NHF contributors. Dangiwa said that the bank also provided Home Renovation Loans totaling N14.072 billion to 16,031 Nigerian workers. He also listed FMBN innovative housing products to tackle housing affordability challenge which included rent-to-own scheme, where contributors could own a home and pay monthly or yearly rents over 30 years. He said another product was the NHF Individual Housing Construction loans that could be payable over 15 years at interest rates of seven per cent.

“Another notable one is the reduction of equity contribution requirements for accessing NHF loans from 10 to zero per cent for sums of up to N5 million and 20, 30 per cent to 10 per cent for loans of up to N15million. On the way forward, the FMBN boss said that the bank would continue ongoing efforts to fully automate its business operations to improve efficiency and timeliness in the delivery of its services to Nigerian workers. He said that a key component of this strategic policy was achieving end-to-end automation of all its operations ranging from NHF collection, loan processing, issuance of a statement of accounts, NHF refunds amongst others.

Export earnings hit $16.2bn in Q3 – CBN Motolani Oseni The Central Bank of Nigeria (CBN) has said export earnings rose by 2.8 per cent to $16.2 billion in the third quarter (Q3) of 2018 when compared with 2018. The balance of payments statistics of the CBN said the increase in export earnings is about 35 per cent when compared to the corresponding period of 2017. According to CBN report, “Earnings from crude oil and gas, which accounted for 94.4 per cent of total export earnings during the review period, increased by 9.5 per cent to $15.3 billion in Q3 2018 when compared with the preceding quarter. “Earnings from non-oil and electricity exports decreased by 49.3 per cent to $909.04 million in Q3 2018 when compared with the preceding quarter.

“Available data showed that payments for import of goods (fob) to the economy in the review period increased by 70.5 per cent to $14.08 billion above the level recorded in the preceding quarter. “This was largely as a result of 79.7 per cent increase in the imports of nonoil products.” The report explained further that net out-payments for services during the review period increased significantly by 35.4 per cent to a deficit of $7.02 billion when compared with the level recorded in Q2 2018. “When compared with the corresponding period of 2017, it indicated a much higher increase of about 65.0 per cent. “Similarly, the deficit in the income account (net) increased by 6.7 per cent to $4.16 billion in the review period from a deficit of $3.9 billion recorded in the preceding quarter.

“When compared with the level in the corresponding period of 2017 it indicated an increase of about 39.5 per cent. “The surplus in the current transfers (net) decreased by 1.2 per cent to $5.96 billion in Q3 2018 when compared with the preceding quarter. However, the level of surplus was 2,7 per cent higher than the level recorded in the corresponding period of 2017.” On Direct, Portfolio and Other Investments, the report by CBN stated: “Direct Investments inflow increased by 0.7 per cent to $438.84 million when compared with the preceding quarter of 2018. It however, indicated a declined of 45.0 per cent when compared to the corresponding period of 2017. Portfolio Investments inflow to the economy decreased significantly to $1,790.83 million in Q3 2018 from $4,233.38 million and $3,320.84 million in the preceding

quarter and the corresponding period of 2017, respectively. However, other investment liabilities increased slightly to $4.281.48 million when compared with $3,226.58 million recorded in the preceding quarter.” Also, the stock of external reserves as at end-September 2018 stood at $42.6 billion, indicating a depletion of 9.6 per cent when compared with the level in the preceding quarter. “However, when compared with the corresponding period of 2017, it indicated an accretion of 28.5 per cent. The level of external reserves could finance approximately 9.1 months of imports, compared with 17.1 and 11.6 months of imports cover recorded in the preceding quarter and the corresponding period of 2017, respectively. These were, however, above the WAMZ and global benchmarks of 6 and 3 months, respectively”, the report added.

NPA wants Customs to auction overtime cargoes over seaports congestion Temitope Adebayo The Nigerian Ports Authority (NPA) has directed the Nigeria Customs Service to auction all overtime cargoes at the ports to discourage looming congestion. Responding to concerns raised by some terminal operators that the service has not auctioned any cargo at the port in recent times, Usman urged customs to step up efforts at auctioning overtime cargo on to discourage importers from turning the port into a storage facility. She also called on importers and owners of such cargoes to remove their consignments with immediate effect. It will be recalled that the Apapa Area Command of the service recently raised the alarm over thousands of overtime cargoes at the Lagos Ports Complex. Continuing, the NPA boss called on terminal operators, shipping companies, port managers and other stakeholders to do all they could to eradicate or at best mitigate the effects of the present congestion at the nation’s seaports. The Managing Director told the Stakeholders that the meeting was convened in compliance with a directive from the Vice President and Chairman, Ease of Doing Business Council, Professor Yemi Osinbajo on the need to find a lasting solution to the issue of ports congestion. She further noted that government is desirous at ensuring things done more smoothly, thus NPA will do everything possible to facilitate trade in the maritime sector.

The MD of NPA noted that the Authority would encourage shipping companies to patronize other ports outside Lagos, particularly Onne Port. Hadiza further informed the terminal operators that among the efforts NPA has made include the use of barges to move cargoes to Ikorodu, collaborating with other stakeholders to construct

access roads in Apapa, encouraged Dangote Private Jetty Project, promoted Intermodal Transportation System etc. The Managing Director appealed to the service to step up efforts at auctioning overtime cargo on time in order to discourage importers from turning the port into storage facility. Chairman of Seaport Terminal Operators Association of Nigeria (STOAN), Princess Vicky Haastrup of the ENL Consortium, said that the measures being taken by the Federal Government will affect their revenue negatively. Many operators present also expressed similar concerns.

Yuletide: Ecobank Rapidtransfer Eases Homebound Remittances – MD Mathew Dadiya The Managing Director, Ecobank Nigeria, Patrick Akinwuntan has called on Nigerians living abroad who wish to send money to their loved ones in the country particularly this yuletide season to do so through the Bank’s Rapidtransfer app. Ecobank charges zero fees for all transfers done through the Rapidtransfer app up until 31st January 2019. “The Rapidtransfer removes all the bottlenecks, burden and inefficiencies usually associated with remittances. The app provides simple and secure digital onboarding where users can choose how and when funds are delivered to the intended beneficiary, with transparent foreign exchange rates before each transaction”, he stated. Further, the bank managing director says: “I wish to encourage our brothers and sisters living abroad who wish to send money to their relatives this season to do so through our Rapidtransfer app. “This is a game changer in the way Nigerians can send money to their loved ones. They do not have to physically visit an agent. Rapidtransfer removes all of these issues and its standout affordability as we do not charge any fee for now. I wish to encourage them to sign up on this app and enjoy our seamless and cheap remittance service.” Akinwuntan who was speaking in Lagos urged Nigerians to pass the message across to their relatives abroad to take advantage of the new and innovative means of remitting hard earned monies home, noting that the service is open to Ecobank and nonEcobank customers. The Rapidtransfer app is regarded as a game changer for remittances to Africa as it is designed to enhance remittances to Africa by drastically reducing cost, while also tackling the long, burdensome and inefficient processes Africans abroad face when sending money to their home countries. Through the app users can Send money instantly to and across 33 African countries. For Nigerians in the diaspora, the app will enable them easily and instantly send money to any bank account in Nigeria; receivers also have the option of picking up cash at any Ecobank branch. The exchange rates are very attractive.

INEC must do more to give people confidence for 2019 election – Ezekwesili Dr. Obiageli (Oby) Ezekwesili is Nigeria’s former Minister of Education and co-convener BringBackourGirls Campaign, a group at the forefront of the agitation for the release of the kidnapped girls at the Government Secondary School, Chibok, Bornu State. Now, Dr Ezekwesili is the Presidential candidate of the Allied Congress Party of Nigeria (ACPN) in the 2019 general election. In this interview with a select group of journalists she speaks of her motivation for the race and how she intends to run the affairs of the country if elected as President at the election. PATRICK OKOHUE was there. What is your view of President Muhammadu Buhari’s refusal to assent to the amended 2018 Electoral bill? I think there is nothing noble about the President not signing the 2018 electoral bill into law. Absolutely, there is nothing noble about it. I think the President owes Nigerians a better explanation and I don’t think the explanation will even do it. The best explanation that the President can do now is to sign the bill into an act. The President cannot be seen as imperiling the 2019 election because that is what will happen if he does not sign the bill into an act. The electoral integrity of 2019 is dependent on how quickly the President assents that bill into an act. We as a party, I as a candidate will make sure that we don’t stop insisting that the President must do what he should do. The President should not allow his personal interest to get in the way of the collective interest of Nigerians. Our democracy is going to clock 20years in 2019; he doesn’t want to be the one who mars our democracy. He should sign that bill into an act immediately. What are your fears in him not signing the bill? I think the President is probably afraid of at least two provisions that may likely worry him in the bill. First, this government don’t want the provision on the card reader. The card reader is the solution to electoral shenanigans. And I don’t think that this APC government wants it. The second part of it is that there is a provision in the bill that gives the rules of INEC the equivalence of provisions of the act. I don’t think they want that. And frankly speaking, INEC needs those kinds of powers in order to be very quick in responding to some of the challenges as they happen. So the rules are that INEC cannot be outside of the legal frame work. So, what is it then that stands in the way? The last time we were told that the National Assembly and the President’s people, especially those who work on his behalf, they couldn’t detect the errors at that time…..no, I don’t think Nigerians are fools, the President cannot fool anybody. It is clear that this government does not want improvement in the conduct of our elections. The same government was comfortable to see election in Ekiti and Osun being a disgrace to our country, where basically there was a civilian coup against our democracy in what happened in Ekiti and Osun. Our whole electoral process is now tradable, where the seller and the buyer aided by abuse of certain institution like the police and the military coming together to undermine our democracy. The citizens will not accept it. It will not happen. 2019 elections must hold and it must be transparent, free and fair. That is the legitimacy that the Nigerian people will confer on those who will win the elections. Do you support the National Assembly to go ahead to veto the President on the bill, if he insists on not signing it? It may have to come to that. It will be unfortunate for the President. I recall when the President was newly elected and an interviewer asked me that “what word will you have for the president as somebody who has been a military dictator and now an elected president?” and I simply said to him that democracy is not military rule. In democracy such acts will not work and the President will learn very clearly that history will place him in an ignoble position if he does not sign this bill and make progress on our democratic experience. Are you supporting calls for INEC to start prosecuting vote buyers? What I am saying is that those INEC, Nigerian police,

is taken away and as it is, this should be the case in every polling unit, that nowhere in the polling unit of this country would anybody be close enough to the person who is voting as to know that they have voted for you or your party and then collect money from you? So, there are some basic technical issues that can be done and they need until we see evidence of those things being done, we all must keep calling out INEC to do right things. Do you think the INEC chairman has the credibility to deliver in 2019? With the training and capacity of Professor Mahmood Yakubu, there is no reason why he should fail in conducting a free, fair and transparent 2019 election. The Osun and Ekiti elections have become signpost of what could go wrong in 2019, so there is no reason why a welltrained person would not take the lessons of those elections and prepare to give us an election, a national election that would meet the global test of well conducted election.

the Federal Government itself, other establishments that are associated with election activities are simply not interested in addressing this impunity that is taking a foot hold in our democratic process. We can’t accept that. So, my point is that the chairman of INEC has a responsibility that is bigger than any other thing that we have known because under this particular management we saw the Ekiti and Osun, and this are actions that are directly of his own remit. The police have a role to play in this, the INEC law already says that vote buying is an offence. So why is it that the offenders were unpunished? The INEC cannot be the ones punishing people, that is not its own mandate, but it has to be the one making this a major issue because it undermines electoral integrity. It means that you

are confirming legitimacy to people who haven’t won the election but bought the elections, we can’t do that. So I am opened to the idea that he needs to remember what history record for him and he has a training to be able to solve this problem. How do you suggest this problem be solved? One major issue for instance, is that basic solution of ensuring that people don’t have the opportunity to create their vote by taking photographs of who they have voted for and be able to use the evidence of that as a basis to collect the money to have a proper market of buying and selling of the vote. What has happened? Are we going to be ready to ensure that the kind of access to such technology

There are indications that Nigerians definitely are in need of alternative party away from APC and PDP. What are the plans to position your party as the credible alternative? The key things of our party that we are saying unlike these other entities, we feel embarrassed that Nigeria has overtaken India as the world capital of extreme poverty and for that we want to tackle poverty in the way that the Chinese faced it and were able to tackle it. The Chinese faced poverty of hundreds of millions of their citizen and the way they did it was to run good economy that made the private sector the engine of economic growth and development in an inclusive way and they did that over the years. The right policies, the right institutions, the right focus of priority are in health, education, in basic human development, so that they invested in their people and then they did investment in critical infrastructures and when they did that, their economy began to grow double digits and as it grew over a period of nearly thirty years unbroken, double digit growth, they pulled their people out of poverty. Today 700million Chinese have been pulled out of poverty for decades. We have gone in reverse, at some point, our population that were poor was at 28million in the 90s and then we have grown in size until we are talking about 87million of Nigerian living on below $1 per day. Our government is going to run an economy, a market friendly economy, a private sectorbased economy that will grow and lift at least 80millions Nigerians out of poverty. How do you intend to achieve this in Nigeria? Our emphasis is on economic development through human development. So, education is our new oil and human capital is our new economy so, it means that when you look at the kind of root and branch reforms that we are going to pursue in education, health, in those sectors that matters for human resilience, environment, water sanitation, it just embodies what it takes to have productive citizens who have the knowledge to scale the resilience, the adaptive capability to be able to solve the problems in their society. The progress that it brings is definitely a different direction from what our normal political parties like, they care about oil prices. All they do is as long as oil is doing well; they believe that the country is fine. What did they contribute to oil prices increasing, nothing? So, when you really look at it you say what is your contribution to the development process, it is nothing other than to look at it as an opportunity to make plenty of money. We want to change that discussion.

Commenting on Khashoggi’s killing at the Doha Forum, Cavusoglu said while Turkish President Recep Tayyip Erdogan was adamant that the investigation reach a conclusion, European leaders were turning a blind eye. “President Erdogan has been so determined from the beginning to go to the end of this case, and to reach the outcome of the investigation,” he said. “Many European countries who are promoting freedom of media, freedom of expression, are closing their eyes.” He also said CIA Director Gina Haspel had visited Ankara and it was now up to the United Staes and the European Union to take further action. “They have also listened to the voice records ... now it is up to them. I am sure they have more information. They have all the intelligence, they have all the details,” Cavusoglu said. At the conference in Doha, UN chief Antonio Guterres called for a “credible” probe into the murder of Khashoggi, who was killed in Saudi Arabia’s consulate in Istanbul on October 2. “It is absolutely essential to have a credible investigation and to have the punishment of those that were guilty,” Guterres said. Erdogan said on Friday the perpetrators of Khashoggi’s murder were “well known”, and that audio recordings of the killing show that people close to Saudi Crown Prince Mohammed bin Salman (MBS) were involved. Al Jazeera’s Zeina Khodr, reporting from Istanbul, said there is a growing frustration in Turkey that European countries and the US haven’t taken any action to pressure Saudi Arabia to cooperate. “The feeling here is that Saudi Arabia has been dragging its feet, refusing to cooperate, even answering on where Kashoggi’s body is,” Khodr said, adding Erdogan had changed his rhetoric over time. National Sports Festival: Team Delta break own gold medals haul record

Team Delta will be officially declared the winner of the 2018 National Sports Festival today after they have once again shown their dominance in national sports. The 2012 champions have also surpassed their own record of 114 gold medals achieved at the last edition of the festival in Lagos by amassing a total of 132 gold, 57 silver and 67 bronze medals as at time of reporting this. On the opening day of the festival, Team Delta jumped straight to the first position on the

medals table after picking the first gold in the cycling event and the team had not looked back since then. All athletes from the state had their eyes on the gold medal so as to be part of the N1million largesse promised by Governor Ifeanyi Okowa. It will be noted here that since 1999, Delta has won the National Sports Festival five times in seven appearances. Delta won at Bauchi 2000, Abuja 2004, Gateway 2006, Kada 2009

and Eko 2012. Meanwhile, Delta State Sports Commission boss, Tony Okowa while speaking with reporters recently said the state had been performing well in national competitions because of the huge investment in the youths. “We are actually reaping the fruits of our investment in our youths across various sports,” Okowa said. “Apart from the incentive of N1million for every gold medal, we have been monitoring them from the state.

NFF to camp Falcons in Austria ahead of World Cup

Nigeria’s Super Falcons will be camped at the Avita Resort in Austria which is the same place the Super Eagles stayed prior to the 2018 FIFA World Cup in Russia, the Nigeria Football Federation has said. This was disclosed by the Federation’s President, Amaju Pinnick who has promised to get the girls in tip top

shape ahead of next year’s FIFA Women’s World Cup in France. “Already we are in top gear to ensure the Super Falcons who are Nigeria’s most successful team get the best ahead of the World Cup. “I can confirm to you that the team will be camped at the renowned Avita Resort in Tazmannsdorf Austria, the

Samson Siasia urges LMC, NFF to end NPFL-NNL’ crisis Samson Siasia has urged the League Management Company (LMC) and Nigeria Football Federation (NFF) to sort out the best way to end the crisis rocking the Nigeria professional football league and the Nigeria National League (NNL). The 2017/ 2018 Nigeria professional football league season was stopped halfway with fourteen matches remaining due to the leadership crisis that rocked the country’s football governing body for several months after the 2018 World. However, another crisis erupted after the NNL teams that was directed by Nigeria Football Federation to play in the super eight to determine the teams that will be joining the twenty top flight teams decided not to comply.

However, The crisis has cast doubts on early commencement of the 2019/2020 season and Siasia who made name while playing in the league charged the authorities to find long lasting solution to the crisis. “I have said many times that we don ’ t have a league in Nigeria .It is laughable that a league was abandoned halfway and no team was relegated while you are adding more teams to the league.
